    NANCHANG, July 19 (Xinhua) — The Belt and Road Initiative Journalists’ Organizations Forum 2025 was held on Saturday under the theme of “Promoting Dialogue among Civilizations and Global Modernization through Journalists.”

    The forum, held in Ganzhou City, East China’s Jiangxi Province, was attended by about 100 representatives of journalists and media organizations from more than 50 countries and regions.

    In his keynote speech, He Ping, chairman of the All-China Journalists Association, said that media outlets around the world should build bridges to enhance mutual understanding to promote the prosperity of civilizations, and strengthen their voices for peace to maintain the continuity of civilizations.

    Chairman of the Belarusian Union of Journalists Andrei Krivosheev called on journalists from different countries to strengthen cooperation in order to reduce misunderstanding and bias through objective coverage of events.

    The forum featured dialogues between foreign journalists and Chinese mayors, as well as parallel discussions on dialogues of civilizations and artificial intelligence. -0-

  • MIL-OSI USA: Congresswoman Tenney Introduces Legislation to Expand Northern Border Regional Commission to Include Ontario County

    Washington, DC – Congresswoman Claudia Tenney (NY-24) today introduced new legislation to designate Ontario County as part of the Northern Border Regional Commission (NBRC). This critical federal program supports economic growth and infrastructure development across the Northeast.

    The NBRC is a federal-state partnership established by Congress to address the unique issues in communities across the northern border, including those in New York, Vermont, New Hampshire, and Maine. While many neighboring counties are already eligible to apply for NBRC funding, Ontario County has been excluded, leaving it at a disadvantage when it comes to accessing federal dollars for job creation, business development, and revitalization projects.

    “Ontario County is a vital part of our region’s economy. Expanding the NBRC eligibility to include Ontario County will unlock new opportunities for investment, infrastructure, and innovation.   • MIL-OSI Asia-Pac: DSD urges public to stay alert of flooding (with photos)

    The storm surge caused by the approach of Severe Tropical Storm Wipha may lead to a rise in sea levels in Tai Po Kau. To cope with possible flooding, the Drainage Services Department (DSD) has installed temporary water-filled flood barriers at Po Yick Lane and Pak Shing Street near Kwong Fuk Bridge along Lam Tsuen River in Tai Po, and placed water pumps in the vicinity of Tai Po Market and Sam Mun Tsai New Village. The DSD has also provided sandbags at Kwong Fuk Road, Wai Yan Street, Nam Shing Street, On Fu Road, Plover Cove Road and Sam Mun Tsai New Village, etc for public use if needed.

    The DSD urges members of the public to stay away from river channels and avoid passing by relevant locations. They may call the DSD’s 24-hour drainage hotline at 2300 1110 to report blockage of public drainage channels or flooding to facilitate early handling by the DSD.

  • MIL-OSI Security: Man wanted in connection with sexual assault in Hammersmith

    Detectives are appealing for the public’s help to identify a man seen in CCTV footage, following a sexual assault in May.

    A woman in her 30s reported that a man sexually assaulted her in Hammersmith Grove, W6 at around 03:40hrs on Sunday, 18 May.

    She is currently being supported by specialist officers.

    On the morning of the assault, the victim was followed by a man as she walked along Hammersmith Grove, past Hammersmith Underground station. He caught up to her and sexually assaulted her before running off towards Hammersmith Broadway.

    After the victim reported the sexual assault, officers launched an immediate investigation.

    They tracked the man’s movements on CCTV before the offence – where he was seen walking along King Street, Hammersmith. Following the assault, he was seen running north on Park Road towards Browning Avenue before heading into a residential area.

    He is described as white, in his 20s and approximately 5ft 8in to 6ft tall. He has dark hair and was wearing a black North Face jacket, black trousers and white trainers.

    Detective Superintendent Lucy O’Connor, leading the Met’s investigation, said: “Women and girls should be safe to walk the streets of London without being attacked. That is why we need to identify a man in connection with this incident and are now asking the public to help.

    “If you were in the area on the morning of Sunday, 18 May or if you recognise the man in the footage, please contact us as soon as possible.”

  • MIL-Evening Report: Liberals easily win most seats at Tasmanian election, but Labor may form government

    With 63% of enrolled voters counted in today’s Tasmanian state election, The Poll Bludger is projecting that the final results will give the Liberals 39.7% of the statewide vote (up 3.0% since the March 2024 election), Labor just 25.7% (down 3.1%), the Greens 14.1% (up 0.2%), the Shooters 3.2% (up 0.9%), the Nationals 1.7% and independents 15.4%.

    Tasmania uses the proportional Hare-Clark system for its lower house elections. As described previously, the five seats Tasmania has at federal elections each return seven members for a total of 35 MPs. A quota for election is one-eighth of the vote, or 12.5%.

    The main Poll Bludger page gives projected quotas for each electorate for the Liberals, Labor and the Greens. The Liberals have just under four quotas in Braddon, over three in Bass and Lyons and over two in Clark and Franklin, suggesting 14 definite seats with more possible.

    Labor is just above or just below two quotas in all five seats, and should win ten seats. The Greens have 1.8 quotas in Clark, over one in each of Franklin, Bass and Lyons and 0.6 in Braddon, so they should win at least five seats.

    Of the independents, environmental campaigner Craig Garland has 0.8 quotas in Braddon and will be re-elected. Left-wing independent Kristie Johnston has 1.3 quotas in Clark, and will also be re-elected. In Franklin, both former Labor leader David O’Byrne and Teal Peter George (0.9 and 1.3 quotas respectively) have been elected.

    In Lyons, the Shooters candidate, with 0.6 quotas, is well positioned to win the final seat. In Bass, it appears more complex, but the final seat is likely to go to either the Liberals or the Shooters. None of the three former Jacqui Lambie Network MPs who won seats at the March 2024 election have been re-elected.

    Overall, the right-wing parties (Liberals and Shooters) are likely to win 16 of the 35 seats, but Labor, the Greens and left-wing independents are likely to win 19 seats. So even though the Liberals will win the most seats, Labor may be able to cobble together a government, but only if they cooperate with the Greens.

    This overall result assumes a 4–3 right split in Bass, Braddon and Lyons, but a 5–2 left split in both Clark and Franklin. In Franklin, the Liberals would be unlucky not to win three with 2.7 quotas, but Labor has 1.8 quotas and preferences from George should assist Labor.

    Many pre-poll votes have not yet been counted, and postals won’t be counted until next week. Postals are likely to assist the Liberals. The postal effect should be accounted for by The Poll Bludger’s projections.

    YouGov poll badly understated Liberals

    A late YouGov poll, conducted July 7–18 from a sample of 931, gave the Liberals 31% of the statewide vote (steady since June), Labor 30% (down four), the Greens 16% (up three), the Nationals 2%, the Shooters 1% and independents 20% (up two).

    A two-party vote is not applicable in Tasmania’s proportional system, but this poll gave Labor a 55–45 lead over the Liberals. Labor leader Dean Winter also led Liberal incumbent Jeremy Rockliff as better premier by 55–45. Rockliff was at -19 net approval and Winter at -13.

    The only other public Tasmanian polls were conducted by DemosAU. The final DemosAU poll, which I covered on Tuesday, gave the Liberals 34.9%, Labor 24.7%, the Greens 15.6%, the Nationals 2.7%, the Shooters 1.8% and independents 20.3%.

    The results show the Liberals headed for about a 14-point vote share win over Labor, so YouGov badly understated them.

    Federal Bradfield legal challenge

    Last Monday the Liberals challenged Teal Nicolette Boele’s 26-vote win in Bradfield at the May 3 federal election to the High Court, acting as the Court of Disputed Returns. Boele will be seated until the court resolves the case.

    The court can either confirm Boele’s win, void the election for this seat and order a byelection in Bradfield, or overturn the result and declare the Liberal candidate elected.

    After the official declaration of the election on June 12, the 40-day period for legal challenges to the results expires on Tuesday. Tuesday will also be the first sitting of federal parliament since the election, though it could have sat at any time after June 12.

    The Bradfield challenge will delay a Labor vs Liberal two-party count in that seat until the challenge is resolved. It’s likely the Australian Electoral Commission’s (AEC) current estimate in Bradfield is understating Labor, and therefore Labor is being very slightly understated nationally.

    DemosAU polls on democracy in Australia and Queensland federal

    DemosAU has emailed me a poll on democracy and voting systems in Australia. This poll was conducted in two waves in May and June from a total sample of 1,713.

    By 69–12, respondents thought Australian democracy is something to be proud of, and by 71–19 they did not think Australia needs a PM like Donald Trump. By 67–15, respondents trusted the AEC. By 53–23, they did not want the number of MPs increased.

    Asked for preferred voting system in the House of Representatives, 36% selected compulsory preferential voting (CPV), 27% first past the post (FPTP), 25% optional preferential voting (OPV) and 12% proportional representation (PR).

    Head to head, CPV and OPV both beat FPTP by 53–47, while CPV beat OPV by 54–46. All single-member systems were much preferred to PR.

    I previously covered the Queensland state DemosAU poll. In the federal Queensland poll, Labor led by 53–47 (50.6–49.4 to the Coalition at the election). Primary votes were 35% Labor, 31% Coalition, 13% One Nation, 12% Greens and 9% for all Others.

    Palestinian supporters and protesters against the 21 months of Israeli genocide in Gaza marched after a rally in downtown Auckland today across the Viaduct to the Greenpeace environmental flagship Rainbow Warrior — and met a display of solidarity.

    Several people on board the campaign ship, which has been holding open days over last weekend and this weekend, held up Palestinian flags and displayed a large banner declaring “Sanction Israel — Stop the genocide”.

    About 300 people were in the vibrant rally and Greenpeace Aotearoa oceans campaigner Juan Parada came out on Halsey Wharf to speak to the protesters in solidarity over Gaza.

    “Greenpeace stands for peace and justice, and environmental justice, not only for the environmental damage, but for the lives of the people,” said Parada, a former media practitioner.

    Global environmental campaigners have stepped up their condemnation of the devastation in Gaza and the occupied Palestinian territories as well as the protests over the genocide, which has so far killed almost 59,000 people, most of them women and children, according to the Gaza Health Department, although some researchers say the actual death toll is far higher.

    New research recently revealed that the carbon footprint of the first 15 months of Israel’s war on Gaza would be greater than the annual planet-warming emissions of 100 individual countries, worsening the global climate emergency on top of the huge civilian death toll.

    The report cited by The Guardian indicated that Israel’s relentless bombardment, blockade and refusal to comply with international court rulings had “underscored the asymmetry of each side’s war machine, as well as almost unconditional military, energy and diplomatic support Israel enjoys from allies, including the US and UK”.

    The Israeli war machine has been primarily blamed.

    The report, titled “War on the Climate: A Multitemporal Study of Greenhouse Gas Emissions of the Israel-Gaza Conflict” and published by the Social Science Research Network, is part of a growing movement to hold states and businesses accountable for the climate and environmental costs of war and occupation.

    Norman also cited an Israeli newspaper Ha’aretz report that Israeli soldiers had been ordered to deliberately shoot unarmed Palestinians seeking aid, quoting one Israeli soldier saying: “It’s a killing field.”

    Today’s rally featured many Palestinians wearing thobe costumes in advance of Palestinian Traditional Dress Day on July 25.

    This is a day to showcase and celebrate the rich Palestinian cultural heritage through traditional clothing that is intricately embroidered.

  • MIL-OSI Analysis: How the QAnon movement entered mainstream politics – and why the silence on Epstein files matters

    The Justice Department asked a federal court on July 18, 2025, to unseal grand jury transcripts in Jeffrey Epstein’s case. The direction from President Donald Trump came after weeks of frustration among some far-right groups over his administration’s refusal to release the complete and unredacted “Epstein files.”

    Epstein, a wealthy financier with high-profile connections, was arrested in 2019 on sex trafficking charges and later died by suicide in a Manhattan jail awaiting trial.

    In early 2025, a federal court unsealed portions of the court documents. While names of some of the alleged clients and victims were released, many were redacted or withheld.

    Epstein’s arrest and death became a central focus for QAnon followers, who saw them as proof of a hidden global elite engaged in child trafficking and protected by powerful institutions. The release – or withholding – of the Epstein files is often cited within QAnon movement circles as evidence of a broader cover-up by the so-called “deep state.”

    Some followers of the MAGA – Make America Great Again – movement and the Republican Party believe in the false claim that the United States is secretly controlled by a cabal of elites who are pedophiles, sex traffickers and satanists.

    Over time, what started as a baseless conspiracy on obscure platforms has migrated into the mainstream. It has influenced rhetoric and policy debates, and even reshaped the American political landscape. The foundational belief of many of the QAnon followers is that Trump is a heroic figure fighting the elite pedophile ring.

    Trump’s attempts at downplaying or obstructing the very disclosures they believe would validate their worldview has led to confusion. To some, the delay in the release of the files feels like a betrayal, or even the possibility of his wrongdoing. Others are trying to reinterpret Trump’s actions through increasingly baseless conspiracy logic.

    Trump has publicly dismissed demands for the full release of the Epstein Files as a “hoax.” He has also made false claims. On July 15, 2025, Trump said: “And I would say that, you know, these files were made up by Comey. They were made up by Obama.”

    As a scholar who studies extremism, I know that the movement views Trump as a mythological figure and it interprets Trump’s actions to fit this overarching narrative – an elasticity which makes the movement both durable and dangerous.

    From Pizzagate to QAnon

    The QAnon movement began with the Pizzagate conspiracy theory in 2016, which falsely claimed that high-ranking Democrats were operating a child sex trafficking ring out of a Washington, D.C., pizzeria. The baseless theory gained enough online momentum that a man armed with an assault rifle stormed the restaurant, seeking to “free the children.”

    In 2017, an anonymous figure called “Q” began posting cryptic messages on message boards like 4chan and 8kun. The baseless accusations of a global network of elites involved in controlling global institutions, including governments, businesses, and the media, as well as operating a child trafficking and ritual abuse, were central to the QAnon movement’s narrative.

    Many QAnon adherents, particularly women, were drawn to the movement through such appeals to child protection. According to psychologists Sophia Moskalenko and Mia Bloom, this type of appeal taps into powerful emotional instincts, making conspiracy theories like QAnon more persuasive and harder to dislodge, even in the face of contradictory evidence.

    QAnon movement’s rise

    QAnon followers perceived Trump as a messianic figure working to expose this cabal in a climactic reckoning known as “The Storm” – a moment when mass arrests would finally bring justice.

    They claimed that this moment would eventually bring about a “Great Awakening,” a reference to the religious revivalist movements of the 18th and 19th centuries. In this context the phrase described the supposed political and spiritual enlightenment that would follow “The Storm” – a moment of mass realization when people would “wake up” to the truth about the “deep state.”

    In 2019, the FBI identified QAnon as a domestic terrorism threat, and major social media platforms began banning related content, but by then, QAnon had bled into mainstream conservative politics. Q-endorsing candidates, such as Marjorie Taylor Greene, ran for and won elected office a year later.

    Trump and QAnon

    During Trump’s first administration – from 2017 to 2021 – the QAnon movement flourished. The posts from Q claimed to reveal insider knowledge of a secret war being waged by the president, often in coordination with the military, against the powerful elite.

    Trump never explicitly endorsed the movement, but he did little to distance himself from it.

    His administration also included figures, like former National Security Adviser Michael Flynn, who openly interacted with Q content online.

    Trump’s rhetoric, especially during the COVID-19 pandemic and the 2020 election, gave new life to QAnon narratives. When he questioned the integrity of the electoral process, QAnon followers interpreted it as confirmation of the deep state’s meddling.

    However, after Trump’s loss to Joe Biden in the 2020 presidential race, QAnon followers revised their original prophecy to maintain belief in “The Storm” and “The Great Awakening.” Some claimed the defeat was part of a larger secret plan, with Biden’s presidency serving as a cover for exposing the deep state. Some believed Trump remained the true president behind the scenes, while others reframed the awakening as a spiritual rather than political event.

    Indeed, by 2020, several congressional candidates openly embraced or showed sympathy for the QAnon movement.

    At various campaign rallies in 2022 and after Trump used the movement’s symbolism. On Truth Social, his social media platform, he retweeted Q-affiliated accounts, and praised QAnon supporters as “people who love our country.” That same year he reposted an image of himself wearing a Q lapel pin overlaid with the words “The Storm is Coming.”

    After the 2020 elections

    Trump’s departure from the White House in January 2021 created an existential crisis for the QAnon movement. Predictions that he would declare martial law or arrest Joe Biden and other Democrats on Inauguration Day failed to materialize. Q’s posts also stopped, leaving many followers adrift.

    Some abandoned the theory. Others rationalized the failed predictions or embraced new conspiracy narratives, such as the belief that Trump was still secretly in charge or that the military would soon act to reinstate him.

    Some QAnon communities merged with or were absorbed into broader anti-vaccine, anti-globalist, and Christian nationalist movements.

    How big is the movement?

    Estimating the number of QAnon believers is difficult because many individuals do not openly identify with the movement, and those who do often hold a range of loosely connected or partial beliefs rather than adhering to a consistent or uniform ideology. Not everyone who shares a Q meme or echoes a Q talking point identifies as being part of the movement.

    That said, surveys by groups like the 2024 Public Religion Research Institute and the Associated Press have found that 15–20% of Americans believe in some of QAnon’s core claims, such as the existence of a secret group of Satan-worshipping elites controlling the government.

    Among Republican voters, the number is often higher.

    This does not mean all these people are hardcore QAnon adherents, but it does show how far the narrative, or parts of it, has seeped into mainstream thinking.

    Epstein as evidence of ‘the cabal’

    The Trump administration’s failure to disclose the information in Epstein files has fueled internal confusion, disillusionment and even radicalization within the movement.

    For some QAnon believers, this failure was a turning point: if Trump – once seen as the hero in the conspiracy narrative – would not or could not reveal the truth, then the “deep state” must be more entrenched than imagined.

    At the same time, frustrations have grown within MAGA and the QAnon movement’s spaces. Some see it as a failure to fulfill one of his most important promises: exposing elite pedophiles. Others believe the delay is strategic, another example of “the plan” requiring more patience.

    The QAnon movement continues to evolve, even as its central figure hedges and hesitates, showing how potent myths can be in times of uncertainty. In my view, understanding why this belief continues to gain traction is essential for understanding the current state of American democracy.

    HAIKOU, July 19 (Xinhua) — South China’s Hainan and Guangdong provinces have been put on high alert after Typhoon Wipha entered the South China Sea, bringing strong winds and heavy rains to the two provinces.

    At 9 a.m. on Saturday, Hainan Province issued a Level 4 flood and typhoon alert, while Guangdong Province raised its flood and typhoon alert from Level 4 to Level 2 at 11 a.m.

    Typhoon Wipha weakened from a tropical storm to a severe tropical storm early Saturday morning, according to the Hainan Provincial Meteorological Service. At 8 a.m., its epicenter was located in the northeastern South China Sea, about 930 kilometers (580 miles) east of Wenchang City on Hainan Island.

    The Hainan Provincial Meteorological Service forecast that Typhoon Wipha is moving northwest at about 20 km per hour and gaining strength. It is approaching coastal areas stretching from Shenzhen in Guangdong Province to Wenchang on Hainan Island, and is likely to make landfall in these areas between Sunday afternoon and night.

    Due to its impact, heavy rain and strong winds are expected in most sea areas and onshore areas in Hainan Province from Saturday to July 22. In addition, shipping may be suspended in the Qiongzhou Strait between Guangdong and Hainan Provinces from Sunday to July 22.

    Street flooding is possible in Haikou, the capital of Hainan Province. Meanwhile, Guangdong Province is preparing for severe thunderstorms, gale force winds and tidal waves.

    In addition, specialized rescue vessels and helicopters, as well as powerful tugboats and cleanup vessels, are on standby in Guangdong Province.

    The State of Qatar announces that it has facilitated the return of a second group of Afghan nationals from the Federal Republic of Germany to their country, as part of its ongoing commitment to mediating and facilitating communication between Afghanistan and the international community.

    The Ministry of Foreign Affairs notes that the second group, comprising 81 Afghan nationals, is the result of logistical coordination and pivotal diplomatic efforts undertaken by the State of Qatar to bridge views by hosting a series of meetings in Doha. These efforts aimed to establish clear frameworks for safe and orderly returns, with a shared commitment to ensuring that all returnees are treated with the utmost dignity and provided with the necessary support for their reintegration.

    The Ministry also notes that the facilitation of the return of this group represents further confirmation of the success and sustainability of this initiative, following the repatriation of 28 Afghan nationals in the first group last year.

    In this context, His Excellency Dr. Mohammed bin Abdulaziz Al-Khulaifi, Minister of State at the Ministry of Foreign Affairs, affirmed that to ensure the sustainability of this initiative, a specialized follow-up mechanism will continue after the repatriation process is completed. This mechanism aims to monitor the conditions of returnees, support reintegration efforts, and maintain open channels of coordination between all concerned parties.

    DAMASCUS, July 19 (Xinhua) — Syrian and Israeli leaders have reached a U.S.-brokered ceasefire agreement following sectarian clashes in southern Syria that prompted Israel to launch massive air strikes on the neighboring country.

    US Special Envoy for Syria Tom Barak announced the ceasefire early Saturday, saying Israeli Prime Minister Benjamin Netanyahu and Syrian interim leader Ahmed al-Sharaa had agreed to end the fighting with the mediation of US Secretary of State Marco Rubio.

    The agreement was also supported by other countries in the region, including Turkey, Jordan and other neighbors of Syria.

    Recall that in the province of As-Suwayda in southern Syria, violent inter-faith clashes continued for six days, which claimed several hundred lives and raised fears of a wider regional escalation.

    The agreement will give Syrian government forces and security personnel access to all areas of As-Suwayda again, a local TV channel reported, citing informed sources.     BEIJING, July 19 (Xinhua) — Chinese President Xi Jinping and Mauritanian President Mohamed Ould Ghazwani exchanged congratulations on Saturday on the 60th anniversary of the establishment of diplomatic ties between the two countries.

    Xi Jinping noted that over the past 60 years, no matter how the international situation has changed, China and Mauritania have always respected each other and treated each other as equals, setting an example of mutual support and win-win cooperation among developing countries.

    Ghana’s oil and gas sector is showing clear signs of resurgence, underscored by Eni’s recent declaration of commerciality for the Eban-Akoma complex in the Cape Three Points Block 4. Estimated to hold between 500 and 700 million barrels of oil equivalent, the find marks the country’s largest offshore discovery in years and lies adjacent to Eni’s existing Sankofa production hub, allowing for rapid and cost-efficient development. 

    The African Energy Chamber (AEC), as the voice of Africa’s energy sector, welcomes and strongly supports this development as a significant step forward in Ghana’s upstream revival. Together with other recent industry milestones – including 15-year license extensions granted to Tullow Oil and Kosmos Energy – it signals growing confidence in Ghana’s potential and stands as a testament to the bold measures taken by President John Mahama’s administration to restore momentum and investor trust in the sector. 

    Ghana Secures Long-Term Energy Commitments  

    Last month, Tullow Oil and Kosmos Energy – alongside partners PetroSA, Ghana National Petroleum Company (GNPC) and Explorco – signed a Memorandum of Understanding to secure the extension of petroleum licenses in the Jubilee and TEN fields through 2040. While the Eban-Akoma discovery points to Ghana’s geological upside, the agreement with Tullow and Kosmos underscores the country’s institutional capacity to drive and sustain long-term energy growth. 

    At the center of both developments is a renewed focus on production-led investment. Eni is preparing a development plan to bring its new find online, while Tullow and Kosmos have committed up to $2 billion to drill 20 new wells in Jubilee. These aren’t speculative ventures – they’re anchored in existing infrastructure, supported by regulatory clarity and structured to deliver returns for both investors and the Ghanaian state. The resulting uplift in oil and gas production will expand the country’s revenue base through GNPC equity, royalties and taxes – laying the groundwork for greater investment in national development priorities such as healthcare, education and infrastructure. Crucially, Ghana’s ability to secure long-term upstream commitments also sends a strong signal to global markets that the country is stable, serious and investment-ready. 

    Expanded Output to Power Industry and Jobs  

    Energy security is also central to both projects. Eni’s ongoing expansion, along with Tullow and Kosmos’ drilling programs, is expected to directly and indirectly support thousands of jobs across engineering, logistics, fabrication and services, while creating new opportunities for Ghanaian companies to play a greater role in the oil and gas value chain.

    HAIKOU, July 19 — South China’s Hainan and Guangdong provinces were plunged into high alert as Typhoon Wipha entered the South China Sea, bringing strong gales and heavy rains to the two provinces.

    Hainan activated a Level IV emergency response at 9 a.m. Saturday, while Guangdong upgraded its emergency response from Level IV to Level II at 11 a.m.

    According to the Hainan Meteorological Service, Typhoon Wipha intensified from a tropical storm to a strong tropical storm in the early hours of Saturday. At 8 a.m., its center was located in the northeastern part of the South China Sea, at approximately 930 kilometers east of Wenchang City of Hainan.

    The Hainan Meteorological Service estimated that Wipha is advancing northwest at a speed of approximately 20 kilometers per hour while gaining strength. It is approaching the coastal areas stretching from Shenzhen in Guangdong to Wenchang in Hainan, and is likely to make landfall in these areas between Sunday afternoon and nighttime.

    Due to its impact, from Saturday to July 22, most sea areas and land regions in Hainan will experience rainstorms and strong winds. Additionally, the Qiongzhou Strait between Guangdong and Hainan may face prolonged suspensions of shipping operations from Sunday until July 22.

    Haikou, the capital city of Hainan, may experience severe waterlogging. Meanwhile, Guangdong is bracing for strong thunderstorms, gales and tidal waves.

    VIENNA, July 19 (Xinhua) — The International Mediation Organization (IMO) will become the leading intergovernmental organization helping resolve international disputes through mediation, Li Song, China’s Permanent Representative to the United Nations Office and Other International Organizations in Vienna, said at a reception for the IMO held on the sidelines of the 58th session of the United Nations Commission on International Trade Law (UNCITRAL).

    Noting that the UN Charter clearly states that mediation is one of the preferred methods for the peaceful settlement of international disputes, Li Song said the IGO will be the world’s first intergovernmental legal organization dedicated to resolving international disputes through mediation.

    UNCITRAL Secretary Anne Joubin-Bret noted that she attended the signing ceremony of the Convention Establishing IGOs in Hong Kong in May this year. She expressed hope that in the future the organization will strengthen cooperation with UNCITRAL to jointly promote the development of the international legal order.

    The Russian team showed an impeccable result at the 66th International Mathematical Olympiad (IMO), which ended in the Sunshine Coast (Australia).     The strategy for the development of the creative economy until 2036 must be prepared and submitted to the Government by mid-February 2026. One of the activities of the plan should also be the regular collection and analysis of feedback from creative industry entities.

    In addition, Mikhail Mishustin instructed to conduct an analysis of the current general and sectoral support measures at the federal and regional levels that creative industries can receive by December 1. Based on the results of this work, proposals for the formation of a single register of such measures should be submitted to the Government.

    “1,051 construction permits have been issued for KRT projects, 572 territory planning documents have been approved, and 962 bidding procedures have been organized. This means that KRT as a tool for developing the urban environment is in demand among residents, regional authorities, and construction companies,” said First Deputy Minister of Construction and Housing and Utilities Alexander Lomakin.

    The KRT projects are in the active implementation stage for 1013 territories with a total area of 22.6 thousand hectares.

    “Another area of the KRT is the resettlement of citizens from emergency and dilapidated housing. More than 15 thousand people have moved from uninhabitable houses with a total area of 270 thousand square meters under such projects. The regions have been tasked with increasing the pace of this work within the KRT. The Fund, as the operator of the program for resettling citizens from emergency houses, partially reimburses the developers’ costs for these purposes,” said Vasily Kupyzin, General Director of the Territorial Development Fund.

    Business cooperation between the two countries is developing: Russian and Vietnamese partners hold joint events, participate in international exhibitions and forums.   • MIL-OSI Asia-Pac: Screening services well received

    Secretary for Health Prof Lo Chung-mau today said the response to the Chronic Disease Co-Care Pilot Scheme has been encouraging in terms of the number of participating doctors and the availability of service points for participants. 

    Prof Lo made the remarks after attending a radio programme, adding that the scheme still has room for improvement, and measures and a review may be required for those improvements.

    The pilot scheme, launched about 20 months ago, provides Government-subsidised diabetes mellitus and hypertension screening and doctor consultation services to Hong Kong residents aged 45 or above with no known medical history of either disease, with the aim to encourage citizens to receive early screening in order to get a better understanding of their own health status, so as to achieve the objectives of early prevention, early identification and early treatment.

    “We have already recruited 140,000 people with 80,000 having completed all the screening, and 32,000 were actually found to have high blood sugar or hypertension. So the positive rate on this screening programme is almost 40%.”

    Looking at the programme as a whole, the health chief said the response is encouraging.

    “We have right now 640 doctors joining and they have close to 900 service points for our participants to get the service. Of course, there is room for improvement.

    “We will be making measures and considering reviewing the current programme with the intent to improve it, to encourage more doctors (to) participate as well as people. But right now I think this is very encouraging,” he added.
