    The Reserve Bank of India (RBl) has, by an order dated July 08, 2025, imposed a monetary penalty of ₹1.50 lakh (Rupees One Lakh Fifty Thousand only) on Dr. Babasaheb Ambedkar Urban Co-operative Bank Limited, Nagpur, Maharashtra (the bank) for non-compliance with certain directions issued by RBI on ‘Loans and advances to directors, relatives and firms/ concerns in which they are interested-UCBs’ and specific directions issued by RBI under Supervisory Action Framework (SAF). This penalty has been imposed in exercise of powers conferred on RBI under the provisions of Section 47A(1)(c) read with Sections 46(4)(i) and 56 of the Banking Regulation Act, 1949.

    The statutory inspection of the bank was conducted by the RBI with reference to its financial position as on March 31, 2024. Based on supervisory findings of non-compliance with RBI directions and related correspondence in that regard, a notice was issued to the bank advising it to show cause as to why penalty should not be imposed on it for its failure to comply with the said directions. After considering the bank’s reply to the notice, oral submissions made during the personal hearing and additional submissions made by it, RBI found, inter alia, that the following charges against the bank were sustained, warranting imposition of monetary penalty:

    The bank had:

    1. sanctioned a director related loan; and

    2. not reduced single borrower exposure limit, for fresh loans and advances, by 50% of the applicable regulatory limit in non-adherence to the directions under SAF.

    This action is based on deficiencies in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers. Further, imposition of this monetary penalty is without prejudice to any other action that may be initiated by RBI against the bank.

    Attacks that leverage malicious open-source packages are becoming a major and growing threat. This type of attacks currently seems commonplace, with reports of infected packages in repositories like PyPI or npm appearing almost daily. It would seem that increased scrutiny from researchers on these repositories should have long ago minimized the profits for cybercriminals trying to make a fortune from malicious packages. However, our investigation into a recent cyberincident once again confirmed that open-source packages remain an attractive way for attackers to make easy money.

    Infected out of nowhere

    In June 2025, a blockchain developer from Russia reached out to us after falling victim to a cyberattack. He’d had around $500,000 in crypto assets stolen from him. Surprisingly, the victim’s operating system had been installed only a few days prior. Nothing but essential and popular apps had been downloaded to the machine. The developer was well aware of the cybersecurity risks associated with crypto transactions, so he was vigilant and carefully reviewed his every step while working online. Additionally, he used free online services for malware detection to protect his system, but no commercial antivirus software.

    The circumstances of the infection piqued our interest, and we decided to investigate the origins of the incident. After obtaining a disk image of the infected system, we began our analysis.

    Syntax highlighting with a catch

    As we examined the files on the disk, a file named extension.js caught our attention. We found it at %userprofile%.cursorextensionssolidityai.solidity-1.0.9-universalsrcextension.js. Below is a snippet of its content:

    It turned out that extension.js was a component of the Solidity Language extension for the Cursor AI IDE, which is based on Visual Studio Code and designed for AI-assisted development. The extension is available in the Open VSX registry, used by Cursor AI, and was published about two months ago. At the time this research, the extension had been downloaded 54,000 times. The figure was likely inflated. According to the description, the extension offers numerous features to optimize work with Solidity smart contract code, specifically syntax highlighting:

    We analyzed the code of every version of this extension and confirmed that it was a fake: neither syntax highlighting nor any of the other claimed features were implemented in any version. The extension has nothing to do with smart contracts. All it does is download and execute malicious code from the aforementioned web server. Furthermore, we discovered that the description of the malicious plugin was copied by the attackers from the page of a legitimate extension, which had 61,000 downloads.

    How the extension got on the computer

    So, we found that the malicious extension had 54,000 downloads, while the legitimate one had 61,000. But how did the attackers manage to lull the developer’s vigilance? Why would he download a malicious extension with fewer downloads than the original?

    We found out that while trying to install a Solidity code syntax highlighter, the developer searched the extension registry for solidity. This query returned the following:

    In the search results, the malicious extension appeared fourth, while the legitimate one was only in eighth place. Thus, while reviewing the search results, the developer clicked the first extension in the list with a significant number of downloads – which unfortunately proved to be the malicious one.

    The ranking algorithm trap

    How did the malicious extension appear higher in search results than the legitimate one, especially considering it had fewer downloads? It turns out the Open VSX registry ranks search results by relevance, which considers multiple factors, such as the extension rating, how recently it was published or updated, the total number of downloads, and whether the extension is verified. Consequently, the ranking is determined by a combination of factors: for example, an extension with a low number of downloads can still appear near the top of search results if that metric is offset by its recency. This is exactly what happened with the malicious plugin: the fake extension’s last update date was June 15, 2025, while the legitimate one was last updated on May 30, 2025. Thus, due to the overall mix of factors, the malicious extension’s relevance surpassed that of the original, which allowed the attackers to promote the fake extension in the search results.

    The developer, who fell into the ranking algorithm trap, didn’t get the functionality he wanted: the extension didn’t do any syntax highlighting in Solidity. The victim mistook this for a bug, which he decided to investigate later, and continued his work. Meanwhile, the extension quietly installed malware on his computer.

    From PowerShell scripts to remote control

    As mentioned above, when the malicious plugin was activated, it downloaded a PowerShell script from https://angelic[.]su/files/1.txt.

    The script checks if the ScreenConnect remote management software is installed on the computer. If not, it downloads a second malicious PowerShell script from: https://angelic[.]su/files/2.txt. This new script then downloads the ScreenConnect installer to the infected computer from https://lmfao[.]su/Bin/ScreenConnect.ClientSetup.msi?e=Access&y=Guest and runs it. From that point on, the attackers can control the infected computer via the newly installed software, which is configured to communicate with the C2 server relay.lmfao[.]su.

    Data theft

    Further analysis revealed that the attackers used ScreenConnect to upload three VBScripts to the compromised machine:

    • a.vbs
    • b.vbs
    • m.vbs

    Each of these downloaded a PowerShell script from the text-sharing service paste.ee. The download URL was obfuscated, as shown in the image below:

    The downloaded PowerShell script then retrieved an image from archive[.]org. A loader known as VMDetector was then extracted from this image. VMDetector attacks were previously observed in phishing campaigns that targeted entities in Latin America. The loader downloaded and ran the final payload from paste.ee.

    Our analysis of the VBScripts determined that the following payloads were downloaded to the infected computer:

    • Quasar open-source backdoor (via a.vbs and b.vbs),
    • Stealer that collected data from browsers, email clients, and crypto wallets (via m.vbs). Kaspersky products detect this malware as HEUR:Trojan-PSW.MSIL.PureLogs.gen.

    Both implants communicated with the C2 server 144.172.112[.]84, which resolved to relay.lmfao[.]su at the time of our analysis. With these tools, the attackers successfully obtained passphrases for the developer’s wallets and then syphoned off cryptocurrency.

    New malicious package

    The malicious plugin didn’t last long in the extension store and was taken down on July 2, 2025. By that time, it had already been detected not only by us as we investigated the incident but also by other researchers. However, the attackers continued their campaign: just one day after the removal, they published another malicious package named “solidity”, this time exactly replicating the name of the original legitimate extension. The functionality of the fake remained unchanged: the plugin downloaded a malicious PowerShell script onto the victim’s device. However, the attackers sought to inflate the number of downloads dramatically. The new extension was supposedly downloaded around two million times. The following results appeared up until recently when users searched for solidity within the Cursor AI development environment (the plugin is currently removed thanks to our efforts).

    The updated search results showed the legitimate and malicious extensions appearing side-by-side in the search rankings, occupying the seventh and eighth positions respectively. The developer names look identical at first glance, but the legitimate package was uploaded by juanblanco, while the malicious one was uploaded by juanbIanco. The font used by Cursor AI makes the lowercase letter l and uppercase I appear identical.

    Therefore, the search results displayed two seemingly identical extensions: the legitimate one with 61,000 downloads and the malicious one with two million downloads. Which one would the user choose to install? Making the right choice becomes a real challenge.

    Similar cyberattacks

    It’s worth noting that the Solidity extensions we uncovered are not the only malicious packages published by the attackers behind this operation. We used our open-source package monitoring tool to find a malicious npm package called “solsafe”. It uses the URL https://staketree[.]net/1.txt to download ScreenConnect. In this campaign, it’s also configured to use relay.lmfao[.]su for communication with the attackers.

    We also discovered that April and May 2025 saw three malicious Visual Studio Code extensions published: solaibot, among-eth, and blankebesxstnion. The infection method used in these threats is strikingly similar to the one we described above. In fact, we found almost identical functionality in their malicious scripts.

    In addition, all of the listed extensions perform the same malicious actions during execution, namely:

    • Download PowerShell scripts named 1.txt and 2.txt.
    • Use a VBScript with an obfuscated URL to download a payload from paste.ee.
    • Download an image with a payload from archive.org.

    This leads us to conclude that these infection schemes are currently being widely used to attack blockchain developers. We believe the attackers won’t stop with the Solidity extensions or the solsafe package that we found.

    Takeaways

    Malicious packages continue to pose a significant threat to the crypto industry. Many projects today rely on open-source tools downloaded from package repositories. Unfortunately, packages from these repositories are often a source of malware infections. Therefore, we recommend extreme caution when downloading any tools. Always verify that the package you’re downloading isn’t a fake. If a package doesn’t work as advertised after you install it, be suspicious and check the downloaded source code.

    In many cases, malware installed via fake open-source packages is well-known, and modern cybersecurity solutions can effectively block it. Even experienced developers must not neglect security solutions, as these can help prevent an attack in case a malicious package is installed.

The extension is available in the Open VSX registry, used by Cursor AI, and was published about two months ago. At the time this research, the extension had been downloaded 54,000 times. The figure was likely inflated. According to the description, the extension offers numerous features to optimize work with Solidity smart contract code, specifically syntax highlighting:

    We analyzed the code of every version of this extension and confirmed that it was a fake: neither syntax highlighting nor any of the other claimed features were implemented in any version. The extension has nothing to do with smart contracts. All it does is download and execute malicious code from the aforementioned web server. Furthermore, we discovered that the description of the malicious plugin was copied by the attackers from the page of a legitimate extension, which had 61,000 downloads.

    How the extension got on the computer

    So, we found that the malicious extension had 54,000 downloads, while the legitimate one had 61,000. But how did the attackers manage to lull the developer’s vigilance? Why would he download a malicious extension with fewer downloads than the original?

    We found out that while trying to install a Solidity code syntax highlighter, the developer searched the extension registry for solidity. This query returned the following:

    In the search results, the malicious extension appeared fourth, while the legitimate one was only in eighth place. Thus, while reviewing the search results, the developer clicked the first extension in the list with a significant number of downloads – which unfortunately proved to be the malicious one.

    The ranking algorithm trap

    How did the malicious extension appear higher in search results than the legitimate one, especially considering it had fewer downloads? It turns out the Open VSX registry ranks search results by relevance, which considers multiple factors, such as the extension rating, how recently it was published or updated, the total number of downloads, and whether the extension is verified. Consequently, the ranking is determined by a combination of factors: for example, an extension with a low number of downloads can still appear near the top of search results if that metric is offset by its recency. This is exactly what happened with the malicious plugin: the fake extension’s last update date was June 15, 2025, while the legitimate one was last updated on May 30, 2025. Thus, due to the overall mix of factors, the malicious extension’s relevance surpassed that of the original, which allowed the attackers to promote the fake extension in the search results.

    The developer, who fell into the ranking algorithm trap, didn’t get the functionality he wanted: the extension didn’t do any syntax highlighting in Solidity. The victim mistook this for a bug, which he decided to investigate later, and continued his work. Meanwhile, the extension quietly installed malware on his computer.

    From PowerShell scripts to remote control

    As mentioned above, when the malicious plugin was activated, it downloaded a PowerShell script from https://angelic[.]su/files/1.txt.

    The script checks if the ScreenConnect remote management software is installed on the computer. If not, it downloads a second malicious PowerShell script from: https://angelic[.]su/files/2.txt. This new script then downloads the ScreenConnect installer to the infected computer from https://lmfao[.]su/Bin/ScreenConnect.ClientSetup.msi?e=Access&y=Guest and runs it. From that point on, the attackers can control the infected computer via the newly installed software, which is configured to communicate with the C2 server relay.lmfao[.]su.

    Data theft

    Further analysis revealed that the attackers used ScreenConnect to upload three VBScripts to the compromised machine:

    • a.vbs
    • b.vbs
    • m.vbs

    Each of these downloaded a PowerShell script from the text-sharing service paste.ee. The download URL was obfuscated, as shown in the image below:

    The downloaded PowerShell script then retrieved an image from archive[.]org. A loader known as VMDetector was then extracted from this image. VMDetector attacks were previously observed in phishing campaigns that targeted entities in Latin America. The loader downloaded and ran the final payload from paste.ee.

    Our analysis of the VBScripts determined that the following payloads were downloaded to the infected computer:

    • Quasar open-source backdoor (via a.vbs and b.vbs),
    • Stealer that collected data from browsers, email clients, and crypto wallets (via m.vbs). Kaspersky products detect this malware as HEUR:Trojan-PSW.MSIL.PureLogs.gen.

    Both implants communicated with the C2 server 144.172.112[.]84, which resolved to relay.lmfao[.]su at the time of our analysis. With these tools, the attackers successfully obtained passphrases for the developer’s wallets and then syphoned off cryptocurrency.

    New malicious package

    The malicious plugin didn’t last long in the extension store and was taken down on July 2, 2025. By that time, it had already been detected not only by us as we investigated the incident but also by other researchers. However, the attackers continued their campaign: just one day after the removal, they published another malicious package named “solidity”, this time exactly replicating the name of the original legitimate extension. The functionality of the fake remained unchanged: the plugin downloaded a malicious PowerShell script onto the victim’s device. However, the attackers sought to inflate the number of downloads dramatically. The new extension was supposedly downloaded around two million times. The following results appeared up until recently when users searched for solidity within the Cursor AI development environment (the plugin is currently removed thanks to our efforts).

    The updated search results showed the legitimate and malicious extensions appearing side-by-side in the search rankings, occupying the seventh and eighth positions respectively. The developer names look identical at first glance, but the legitimate package was uploaded by juanblanco, while the malicious one was uploaded by juanbIanco. The font used by Cursor AI makes the lowercase letter l and uppercase I appear identical.

    Therefore, the search results displayed two seemingly identical extensions: the legitimate one with 61,000 downloads and the malicious one with two million downloads. Which one would the user choose to install? Making the right choice becomes a real challenge.

    Similar cyberattacks

    It’s worth noting that the Solidity extensions we uncovered are not the only malicious packages published by the attackers behind this operation. We used our open-source package monitoring tool to find a malicious npm package called “solsafe”. It uses the URL https://staketree[.]net/1.txt to download ScreenConnect. In this campaign, it’s also configured to use relay.lmfao[.]su for communication with the attackers.

    We also discovered that April and May 2025 saw three malicious Visual Studio Code extensions published: solaibot, among-eth, and blankebesxstnion. The infection method used in these threats is strikingly similar to the one we described above. In fact, we found almost identical functionality in their malicious scripts.

    In addition, all of the listed extensions perform the same malicious actions during execution, namely:

    • Download PowerShell scripts named 1.txt and 2.txt.
    • Use a VBScript with an obfuscated URL to download a payload from paste.ee.
    • Download an image with a payload from archive.org.

    This leads us to conclude that these infection schemes are currently being widely used to attack blockchain developers. We believe the attackers won’t stop with the Solidity extensions or the solsafe package that we found.

    Takeaways

    Malicious packages continue to pose a significant threat to the crypto industry. Many projects today rely on open-source tools downloaded from package repositories. Unfortunately, packages from these repositories are often a source of malware infections. Therefore, we recommend extreme caution when downloading any tools. Always verify that the package you’re downloading isn’t a fake. If a package doesn’t work as advertised after you install it, be suspicious and check the downloaded source code.

    In many cases, malware installed via fake open-source packages is well-known, and modern cybersecurity solutions can effectively block it. Even experienced developers must not neglect security solutions, as these can help prevent an attack in case a malicious package is installed.

    The Financial Action Task Force (FATF) vide public document ‘High-Risk Jurisdictions subject to a Call for Action’ – 13 June 2025, has called on its members and other jurisdictions to refer to the statement on Democratic People’s Republic of Korea (DPRK) and Iran adopted in February 2020 which remains in effect. Further, Myanmar was added to the list of High-Risk Jurisdictions subject to a Call for Action in the October 2022 FATF plenary and FATF has called on its members and other jurisdictions to apply enhanced due diligence measures proportionate to the risk arising from Myanmar. When applying enhanced due diligence measures, countries have been advised to ensure that flows of funds for humanitarian assistance, legitimate NPO activity and remittances are not disrupted. The status of Myanmar in the list of countries subject to a call for action, remains unchanged.

    FATF had earlier identified the following jurisdictions as having strategic deficiencies in their regimes to counter money laundering, terrorist financing, and proliferation financing and had placed the jurisdictions under Increased Monitoring, which had developed action plan with the FATF to deal with them. These jurisdictions were: Algeria, Angola, Bulgaria, Burkina Faso, Cameroon, Côte d’Ivoire, Croatia, Democratic Republic of the Congo, Haiti, Kenya, Lao People’s Democratic Republic (Lao PDR), Lebanon, Mali, Monaco, Mozambique, Namibia, Nepal, Nigeria, South Africa, South Sudan, Syria, Tanzania, Venezuela, Vietnam and Yemen. As per the June 13, 2025 FATF public statement, Bolivia and the Virgin Islands (UK) have been added to the list of Jurisdictions under Increased Monitoring while Croatia, Mali and Tanzania have been removed from this list based on review by the FATF.

    Governors Reaffirm Support for BSTDB and Approve New Strategic Branding

    The Board of Governors of the Black Sea Trade and Development Bank (BSTDB) held its 27th Annual Meeting under the Chairmanship of Mr. Artur Javadyan, BSTDB Governor for the Republic of Armenia.

     The Meeting brought together high-level representatives from BSTDB’s eleven member states, along with BSEC leaders and the Bank’s Observers.

    The Governors evaluated the Bank’s operational activity and unanimously approved the Financial Statements for 2024. They praised BSTDB’s sustained role as a reliable partner for regional economic advancement.

    During the Meeting, the Board of Governors extended the term of Dr. Serhat Köksal as President of BSTDB by two years.

    Mr. Artur Javadyan, Chairman of the Board of Governors, commented: “Amid challenging economic times, BSTDB continued to deliver tangible results, reinforcing its role as a catalyst for sustainable regional growth”.

    Dr. Serhat Köksal, President of BSTDB, noted: ‘This meeting reaffirmed the shared vision of our member countries for a resilient and inclusive Black Sea region, underpinned by responsible finance.” Dr. Köksal expressed his gratitude to the Governors, stating: “I am deeply honored by the renewed trust placed in me.     The Board also elected Mr. Sahil Babayev, Governor for the Republic of Azerbaijan, as the new Chair of the Board of Governors for the upcoming one-year term. Governors for the Republic of Bulgaria and Georgia were elected as Deputy Chairpersons. The 28th Annual Meeting of the Board of Governors will be held in Azerbaijan. The exact date and venue of the Meeting will be determined in due course.

    In addition, the Board approved BSTDB’s new visual identity, reflecting the institution’s strategic orientation and commitment to modernization. The new brand will be officially unveiled in the coming weeks.

This remarkable flagship competition brought together bright minds from universities across Malaysia to compete in a test of drilling knowledge, strategy, and innovation. Competing teams joined from UCSI University, Universiti Teknologi Malaysia (UTM), Universiti Teknologi MARA (UiTM), and Universiti Teknologi PETRONAS (UTP).

    The following story is from Drew Acosta, former IADC Missouri S&T Student Chapter Vice President, 2024 IADC Student Chapter scholarship recipient and Drilling Engineer at Chevron.

    Growing up in rural East Texas, I always associated oil and gas with opportunity. However, I never anticipated the impact it would have on my life. As a kid, I dreaded the smell of crude oil that filled the dry desert air during trips to Odessa to visit my cousins. Watching family and friends leave for a few weeks to work on rigs was a routine part of life.

    My introduction to IADC came in spring 2022, during my second semester at Missouri S&T. I had just transferred to play baseball and study petroleum engineering after spending two years studying business at another university. Encouraged by friends, I attended the IADC Annual General Meeting in Austin in fall 2023. The warm welcome I received from the IADC community was unforgettable and unlike any other conference experience I had as a student. It was then that I knew I wanted to pursue a career in drilling.

    I took on a leadership role within my university’s IADC chapter and never looked back. The fellowship and support I got from IADC was invaluable. In 2024, IADC awarded me a scholarship that was crucial in helping me complete my education as a first-generation college student. Additionally, I organized a WellSharp certification class for fellow students, with IADC providing the necessary resources.

    In February 2025, I began my full-time role as a Drilling Engineer at Chevron in Houston. This position allows me to stay involved in events for young professionals and attend many more conferences in the future. Now, I’m the family or friend heading out to the rig for a few weeks, eagerly waiting for the plane to land at the Midland airport so I can feel the sandy, crude-scented wind and continue working on the next phase of my career.

    Reflecting on my journey, IADC has been a pivotal factor in bridging those two points of my life, supporting me every step of the way.

    Unveiled at Galaxy Unpacked 2025 in New York on July 9, the Galaxy Z Fold7 is 48% thinner than the original Galaxy Fold. While overall thickness1 declined by 29% across the first six generations — from the Galaxy Fold in 2019 to the Galaxy Z Fold6 in 2024 — a significant 26% reduction was achieved in just the past year. This streamlined design reflects Samsung Electronics’ continued advancements in hinge engineering and product design, delivering a more refined user experience.
     
    To highlight this milestone, Samsung Newsroom explores how the Galaxy Z Fold series has redefined thinness in foldable smartphones from 2019 to today.
     

     

     
    Making its debut in 2019, the Galaxy Fold was Samsung’s first device to introduce the concept of foldable smartphones. With a maximum folded thickness2 of 17.1 mm and a maximum unfolded thickness of 7.6 mm, the device offered the public its first look at foldable display technology. This revolutionary form factor ushered in a new mobile experience, allowing users to enjoy a widescreen display from the palm of their hand.
     

     
    Introduced in 2020, the Galaxy Z Fold2 featured the Hideaway Hinge — consisting of more than 60 internal components for smoother, more flexible folding. The precision-engineered hinge integrated seamlessly into the device’s body, reducing the maximum folded thickness to 16.8mm and a maximum unfolded thickness to 6.9 mm.
     

     
    In 2021, the Galaxy Z Fold3 became even more compact — measuring a maximum thickness of 16.0 mm when folded and 6.4 mm when unfolded — while also introducing support for the S Pen and IPX8-rated water resistance, both firsts for the series. Armor Aluminum was applied throughout the device to boost durability, and the upgraded Sweeper technology helped prevent dust and foreign particles from entering the hinge. These enhancements enabled a thinner, sturdier design without compromising usability.
     

     
    Released in 2022, the Galaxy Z Fold4 brought notable improvements in both weight and thickness. The gear-based hinge was replaced with a linear movement mechanism, reducing internal components and resulting in a maximum folded thickness of 15.8 mm and an unfolded thickness of 6.3 mm. This redesign offered a sleeker profile and improved ergonomics while maintaining the device’s robust performance.
     

     
    In 2023, the Galaxy Z Fold5 introduced the Flex Hinge, an innovative hinge mechanism with four drive shafts that enabled the display to curl inward in a water-drop shape, replacing the traditional Hideaway Hinge. This advancement enabled the two halves of the phone to close more evenly, minimizing the screen crease and eliminating the gap when folded. The result was a more compact form factor, with a folded thickness of 13.4 mm and an unfolded thickness of 6.1 mm.
     

     
    Unveiled in 2024, the Galaxy Z Fold6 delivered an even slimmer silhouette — just 12.1 mm when folded and 5.6 mm when unfolded. Featuring a refined structure and design of a symmetrical dual rail hinge, the device could be folded flat or opened to various angles between 75 and 115 degrees for greater versatility.     2025 marks IADC’s 50th year as a Non-Governmental Organization (NGO) observer at the International Maritime Organization (IMO). When IADC petitioned the IMO and was admitted as an NGO observer in 1975, the IMO undertook the process of developing dedicated safety and construction provisions to address the unique operating characteristics that define Mobile Offshore Drilling Units (MODUs). IMO’s first edition of its MODU Code was issued in 1979. This Code has subsequently been revised in 1989 and 2009 along with a series of amendments to each of these three resolutions .

    Throughout IADC’s 50-year participation at IMO, it has played an integral role towards facilitating these international safety provisions applied to MODUs engaged in global operations. Through the extensive knowledge and expertise of its Members, IADC has given a particular voice to technical matters not otherwise fully understood by IMO participants focused on broader “conventional transport” shipping concerns. Working with IMO member states and other NGOs, IADC continues to leverage its participation with this UN Specialized Agency and has long been recognized as a vital participant and resource for the advancement of MODU interests. IADC is honored to continue its NGO work at IMO and looks forward to another 50 years in support of our offshore drilling contractor Members operating units around the world.

    IADC President Jason McFarland addresses the current climate of uncertainty facing the drilling industry with a message of resilience and unity in his latest editorial From the July/August issue of Drilling Contractor. While acknowledging the uncomfortable reality of uncertain times, McFarland reminds Members that this industry has an extraordinary track record of not just surviving challenges, but emerging stronger from them.

    Drawing from the industry’s rich history of weathering major downturns, tragedies, and even a global pandemic, McFarland argues that drilling professionals are uniquely positioned to face today’s uncertainties. The cyclical nature of both the industry and life itself means that current challenges are simply the newest chapter in a long survival story spanning over a century.

    McFarland emphasizes that drilling remains essential for the foreseeable future, with the industry’s people and assets well-suited to play an active role in the energy expansion. He points to collaboration and adaptability as the twin pillars of the industry’s longevity, citing 2025 IADC Chairman Kevin Neveu‘s insight that “when teamwork, mutual respect and cooperation are the main objectives, everything else becomes easier, and success becomes more attainable.”

    These principles were showcased at the 2025 IADC World Drilling Conference and Exhibition, where over 500 industry members gathered for discussions ranging from automation and AI to sustainability and cultural innovation. A standout panel, “Oil & Gas 2045: Next-Gen Energy & Fueling the Future,” featured diverse perspectives from drilling contractors, training providers, and IADC Student Chapter Members.

    The Association’s advocacy efforts continue to strengthen the industry’s unified voice, with recent meetings involving leaders from the EU, Namibia, Mexico, Suriname, and Oman. IADC VP of Policy Joe Lillis has been actively addressing concerns about metal tariffs and their potential industry impacts, while the organization’s Washington, D.C., fly-in events facilitate direct Member engagement with key legislators.

    In a particularly poignant reflection, McFarland discovered that many challenges facing the industry today mirror those from IADC’s founding in 1941, including concerns about government priority ratings. Rather than discouraging, he finds this continuity comforting—proof that despite decades of obstacles and external misunderstanding, the industry remains as necessary as ever.

    As uncertainty continues to challenge the sector, McFarland’s message is clear: it’s natural to wish for more stability, but the drilling industry’s greatest strength lies in its resilience.

    In closing, McFarland states:

    “The people in this industry know how to get things done, and if there’s something we can all count on right now, it’s each other.”
