    Department of Administrative Reforms and Public Grievances has informed that the Government of India has implemented various measures through technological intervention to ensure transparency in the day to day administration such as Aadhar Enabled Biometric Attendance System (AEBAS), Pension Sanction and Payment Tracking System (Bhavishya), Centralized Public Grievance Redress and Monitoring System (CPGRAMS), Public Financial Management System (PFMS), Government e- Market (GeM), Foreign Visit Management System (FVMS), Smart Performance Appraisal Report Recording Online Window (SPARROW), e- Leave Management System, Employee Human Resource Management System (e-HRMS), e-Office, etc.

    Ministry of Steel has informed that NMDC publishes the contact details of key officials, including official landline numbers and email IDs, on the official website of company to facilitate communication with stakeholders.  Mobile numbers of officials are not uploaded on company’s website to maintain data security, prevent misuse and comply with privacy regulations.

    Ministry of Steel has informed that NMDC has implemented several measures to ensure transparency, including:

    • Corporate Governance: NMDC adheres to the guidelines of SEBI (LODR) Regulations, 2015 and the Companies Act, 2013, ensuring disclosures related to financial performance, board decisions, and risk management.
    • Public Disclosures: Financial results, project updates, and key policy decisions are regularly published on NMDC’s website and are in public domain.
    • CSR Initiatives: NMDC’s CSR activities are implemented in line with the Companies Act, 2013, with details of expenditures, projects, and impact assessments made available through annual reports and public disclosures.
    • Regular Public Consultations & Stakeholder Meetings at project locations.
    • Social Media & Digital Outreach for enhanced communication with the public.

    The Prime Minister Shri Narendra Modi delivered his remarks at the India Energy Week 2025 via video message today. Addressing the gathering at Yashobhoomi, he emphasized that the attendees are not just part of the Energy Week, but are also integral to India’s energy ambitions. He extended a warm welcome to all participants, including distinguished guests from abroad, highlighting their crucial role in this event.

    Highlighting that experts worldwide are asserting that the 21st century belongs to India, Shri Modi remarked, “India is driving not only its growth but also the growth of the world, with the energy sector playing a significant role”. He emphasized that India’s energy ambitions are built on five pillars: harnessing resources, encouraging innovation among brilliant minds, economic strength and political stability, strategic geography making energy trade attractive and easier, and commitment to global sustainability. The Prime Minister noted that these factors are creating new opportunities in India’s energy sector.

    Underlining that the next two decades are crucial for a Viksit Bharat, the Prime Minister highlighted that several significant milestones will be achieved in the next five years. He noted that many of India’s energy goals are aligned with the 2030 deadline, including the addition of 500 gigawatts of renewable energy capacity, achieving net zero carbon emissions for Indian Railways, and producing five million metric tons of green hydrogen annually. He acknowledged that these targets may seem ambitious, but the achievements of the past decade have instilled confidence that these goals will be attained.

    “India has grown from the tenth largest to the fifth largest economy in the past decade”, remarked Shri Modi. He highlighted that India’s solar energy generation capacity has increased thirty-two times in the last ten years, making it the third-largest solar power generating nation in the world. He noted that India’s non-fossil fuel energy capacity has tripled and that India is the first G20 country to achieve the goals of the Paris Agreement. The Prime Minister emphasized India’s achievements in ethanol blending, with a current rate of nineteen percent, leading to foreign exchange savings, substantial farmer revenue, and significant reductions in CO2 emissions. He highlighted India’s goal of achieving a twenty percent ethanol mandate by October 2025. He remarked that India’s biofuels industry is ready for rapid growth, with 500 million metric tonnes of sustainable feedstock. He further noted that during India’s G20 presidency, the Global Biofuels Alliance was established and is continuously expanding, now involving 28 nations and 12 international organizations. He highlighted that this alliance is transforming waste into wealth and setting up Centers of Excellence.

    Highlighting that India is continuously reforming to fully explore the potential of its hydrocarbon resources, Shri Modi highlighted that major discoveries and extensive expansion of gas infrastructure are contributing to the growth of the gas sector, increasing the share of natural gas in India’s energy mix. He noted that India is currently the fourth largest refining hub and is working to increase its capacity by 20 percent.

    Pointing out that India’s sedimentary basins hold numerous hydrocarbon resources, some of which have already been identified, while others await exploration, the Prime Minister highlighted that to make India’s upstream sector more attractive, the Government introduced the Open Acreage Licensing Policy (OALP). He emphasized that the Government has provided comprehensive support to the sector, including opening the Exclusive Economic Zone and establishing a single-window clearance system. Shri Modi noted that changes to the Oilfields Regulation & Development Act now offer stakeholders policy stability, extended leases, and improved financial terms. He emphasized that these reforms will facilitate the exploration of oil and gas resources in the maritime sector, increase production, and maintain strategic petroleum reserves.

    Prime Minister underlined that due to several discoveries and the expanding pipeline infrastructure in India, the supply of natural gas is increasing. He emphasized that this will lead to a rise in the utilization of natural gas in the near future. He also highlighted that there are numerous investment opportunities in these sectors.

    “India’s major focus is on Make in India and local supply chains”, exclaimed Shri Modi. He highlighted the significant potential for manufacturing various types of hardware, including PV modules, in India. The Prime Minister noted that India is supporting local manufacturing, with the solar PV module manufacturing capacity expanding from 2 gigawatts to approximately 70 gigawatts in the past ten years. He emphasized that the Production Linked Incentive (PLI) scheme has made the sector more attractive, promoting the manufacturing of high-efficiency solar PV modules.

    Highlighting the significant opportunities for innovation and manufacturing in the battery and storage capacity sector, the Prime Minister remarked that India is rapidly advancing towards electric mobility and emphasized the need for swift action to meet the demands of such a large country in this sector. Shri Modi noted that the current year’s budget includes numerous announcements supporting green energy. He highlighted that the Government has exempted several items related to the manufacturing of EV and mobile phone batteries from basic customs duty. This includes cobalt powder, lithium-ion battery waste, lead, zinc, and other critical minerals. He remarked that the National Critical Minerals Mission will play a crucial role in building a robust supply chain in India. He also highlighted the promotion of the non-lithium battery ecosystem. The Prime Minister emphasized that the current year’s budget has opened the nuclear energy sector, and every investment in energy is creating new jobs for the youth and generating opportunities for green jobs.

    “To strengthen India’s energy sector, the Government is empowering the public”, emphasised the Prime Minister. He highlighted that ordinary families and farmers have been made energy providers. He remarked that the PM Suryagarh Free Electricity Scheme was launched last year, and its scope is not limited to energy production. He noted that this scheme is creating new skills in the solar sector, developing a new service ecosystem, and increasing investment opportunities.

    Concluding his address, the Prime Minister reiterated India’s commitment to providing energy solutions that energize growth and enrich nature. He expressed confidence that this Energy Week would yield concrete outcomes in this direction. He encouraged everyone to explore every possibility emerging in India and extended his best wishes to all participants.

    Union Home Minister and Minister of Cooperation Shri Amit Shah  chaired a meeting of the Parliamentary Consultative Committee for the Ministry of Home Affairs on the topic of ‘Cyber Security and Cyber Crime’ in New Delhi. The meeting was attended by Union Minister of State for Home Affairs Shri Nityanand Rai, Shri Bandi Sanjay Kumar, members of the Committee, the Union Home Secretary, and senior officials of the Ministry of Home Affairs. The committee discussed various issues related to ‘Cyber Security and Cyber Crime’ during the meeting.

    Addressing the meeting, Union Home Minister Shri Amit Shah said that in recent years, there has been an expansion of digital infrastructure in India, which has naturally led to an increase in the number of cyber attacks. He said that when we look at cyberspace from a different perspective, it forms a complex network of ‘software,’ ‘services,’ and ‘users.’ He emphasized that until we consider controlling cyber fraud through ‘software,’ ‘services,’ and ‘users,’ it will be impossible to resolve the issues of cyberspace. Shri Shah further mentioned that under the leadership of Prime Minister Shri Narendra Modi, the Ministry of Home Affairs has taken several significant steps towards making India a cyber-safe nation.

    Shri Amit Shah said that cybercrime has erased all geographical boundaries. He stated that it is a ‘borderless’ and ‘formless’ crime, as it has no limits or fixed form. He mentioned that India has witnessed a ‘digital revolution’ in the last decade. Without understanding the size and scale of the ‘digital revolution,’ we cannot face the challenges in the cyber domain.

    Union Home Minister said that today, 95 per cent villages in the country are digitally connected, and one lakh gram panchayats are equipped with Wi-Fi hotspots. In the past ten years, the number of internet users has increased by 4.5 times. He mentioned that in 2024, a total of 246 trillion transactions worth ₹17.221 lakh crore were made through UPI. In 2024, 48 per cent of the global digital transactions took place in India. He also said that in terms of the startup ecosystem, India has become the third-largest country in the world. In 2023, the contribution of the digital economy to the Gross Domestic Product (GDP) was around ₹32 lakh crore, which is 12 per cent, and nearly 15 million jobs were created.

    Shri Amit Shah said that today India has become the third-largest country in terms of digital landscape in the world. The digital economy contributes 20 per cent to the total economy of India. He also mentioned that the Ministry of Home Affairs’ goal is to ensure zero cybercrime cases and their FIRs.

    Union Home Minister said that to tackle cybercrime, we have adopted four types of strategies, which include Convergence, Coordination, Communication, and Capacity. All of these are being implemented with clear objectives and a strategic approach. He mentioned that inter-ministerial and inter-departmental coordination within the Ministry of Home Affairs has been strengthened, ensuring seamless communication and smooth flow of information.

    Shri Amit Shah said that a healthy tradition of exchange of information between the Ministry of Home Affairs, the Ministry of Electronics and IT, CERT-IN, I4C, and departments like Telecom and Banking has led to successfully tackling many cybercrime cases.

    Union Home Minister emphasized the importance of raising awareness among the public to prevent cybercrime and requested all the members of the committee to promote the I4C helpline number 1930. He stated that in light of cyber financial fraud, the ‘1930’ helpline provides a one-point solution offering various services, such as blocking cards.

    Shri Amit Shah said that efforts are underway to use Artificial Intelligence for identifying mule accounts, in coordination with the Reserve Bank and all banks, to establish a system for their detection. He mentioned that we will ensure the closure of mule accounts before they are even operational. Union Home Minister stated that the government has also ensured that people are made aware of Prime Minister Shri Narendra Modi’s mantra ‘STOP-THINK-TAKE ACTION’ in order to make them more vigilant against cybercrimes.

    Union Home Minister stated that a total of 1 lakh 43 thousands FIRs have been registered on the I4C portal, and over 19 crore people have used this portal. He mentioned that, for national security reasons, 805 apps and 3,266 website links have been blocked based on I4C’s recommendations. Additionally, 399 banks and financial intermediaries have come on board. Over 6 lakh suspicious data points have been shared, more than 19 lakh mule accounts have been caught, and suspicious transactions worth ₹2,038 crore have been prevented.

    Shri Amit Shah said that Cyber Crime Forensic Training Labs have been established in 33 states and union territories. On the ‘CyTrain’ platform, a “Massive Open Online Course (MOOC)” platform, 101,561 police officers have registered, and over 78,000 certificates have been issued.

    The committee members gave their suggestions on issues related to ‘Cyber Security and Cyber Crime’ and appreciated the important steps taken by the government for enhancing cyber security.

    African telcos pivot to underserved regions amid Starlink competition, observes GlobalData

    As Starlink intensifies competitive pressures and African governments remain uncertain about intervening to protect telco incumbents, African telecom companies are increasingly focusing on underserved regions. In response, they are launching strategic initiatives to tackle the rising challenge of low Earth orbit (LEO) satellite connectivity to maintain their market position and tap into new growth opportunities, according to GlobalData, a leading data and analytics company.

    Recent tie-ups – including the OrangeVodacom deal in Uganda for network deployment in rural areas; Safaricom partnering with local satellite operator ESD Kenya; ZainTech partnership with Arabsat covering North Africa; and Vodacom and MTN’s own desire to boost connectivity across their footprint via LEOs – point to this trend.

    Ismail Patel, Senior Analyst, Enterprise Technology and Services at GlobalData, says: “The rapid shift in focus by Africa’s telcos can largely be attributed to a confluence of factors, with Starlink being a key driver. These telcos are increasingly seeing unserved and underserved regions of the continent as opportunities rather than investment dead ends.”

    GlobalData analysis uncovered the existence of not only regulatory divergence in how to deal with Starlink, but also variation in Starlink’s attitudes to compliance with licensing or lack thereof in the wider MEA region. In Africa, some governments require it to be licensed, thus adopting a protectionist approach. Some are more hesitant to do so, ostensibly due to the potential of Starlink connectivity stimulating the economy in rural and underserved regions.

    Although its subscriber market share is small, Starlink is eating into the untapped revenue opportunities, with the potential of building up a loyal customer base. This represents a concern for the incumbents as Starlink builds up a base of higher-than-average revenue generating customers such as small office/home office (SOHOs) and small and medium-sized businesses (SMBs), on top of connecting underserved populations that include thousands of micro-businesses.

    With Starlink promising to launch in 14 new markets across Africa in 2025, pressures on the traditional telco incumbents will only become starker and sharper, leading to more collaboration among themselves as well as with alternative LEOs.

    Patel concludes: “Starlink has undeniably changed the competitive field for connectivity, resulting in telcos scrambling for a piece of the rural greenfield opportunity that was neglected for a considerable time. The global LEO is competitive on pricing and offer a quality connection that has not been the norm for many in Africa. But not all is lost for the continent’s telco groups, as they can typically offer the type of tech-based services to SMBs that a global LEO cannot, such as – inter alia – improved supply chain management, e-health, adverse weather mitigation, mobile payments, and natural resource management.”

    Preston has been chosen as one of the locations for NW Mutual branches, offering a mutual bank service for retail and business customers in the North West.

    NW Mutual Ltd, the co-operative society behind pioneering plans for a mutual bank serving retail and business customers in the North West of England has revealed Preston as one of its locations for approximately 60 proposed branches spanning the region.

    Dave Burke, a highly experienced financial services executive with an extensive background in launching, building and managing regulated businesses, has been appointed as the chief executive of NW Mutual Ltd. Dave Burke said:

    “Our market research, supported by a large body of public research and information, shows a proven need and demand for a bank that’s trustworthy, democratic, ethical, deeply rooted in the North West and that enough people and businesses in the region would use to make it a great success.

    “The North West is more than capable and large enough to create and sustain a prosperous bank. When we achieve our goals, our mutual bank will recycle more than £900m of money from the North West back into the region.

    “This is serious money and it’s already here but it’s not. We want to stop it leaking out and heading south, north or east.”

    Having already registered NW Mutual Ltd with the Financial Conduct Authority (FCA), regulator of financial services firms and markets in the UK, David is preparing a banking licence application to submit to the Bank of England in late 2025.

    If the licence is granted by the Bank of England, the first bricks and mortar branch is planned to open in the third quarter of 2026, with a full roll-out proposed for the first quarter of 2027. So far, about £1m has been invested to build the systems and financial model of NW Mutual, prepare the banking license application and analyse its market.

    Following a decision by Preston City Council Members at full council in January, Preston City Council has committed £250,000 to NW Mutual Ltd becoming the first North West authority to pledge money to supporting the bank’s plans to date.

    Councillor Matthew Brown, Leader of Preston City Council said:

    “For too long much of our mainstream banking system has failed to serve our communities and local businesses. Across the North West region more than half of our branches have disappeared in the last 10 years and small businesses especially struggle to secure the finance needed to expand.

    At Preston City Council we want to do something about that by directly investing in the NW Mutual as a viable cooperative and ethical alternative. We are delighted to hear plans for the first branch to open in Preston and market research shows the public would welcome this new model of banking owned by and run in the interest of local people.”

    The proposed ‘bricks, clicks and flicks’ business model of NW Mutual will deliver hi-tech and staffed branches, complemented by mobile and online banking, providing retail and small and medium-sized enterprise (SME) customers with a full range of financial products and services.

    Production

    Diversified exited the year with December 2024 average production of 864 MMcfepd (144 Mboepd), up 11% versus the December 2023 exit rate of 775 MMcfepd (129 Mboepd), reflecting the cumulative effect of the Company’s 2024 acquisitions and industry-leading PDP declines of ~10% per year(f).

    Diversified ended the year with 4Q24 average production of 843 MMcfepd (141 Mboepd) and full-year 2024 average production of 791 MMcfepd (132 Mboepd).

    Results of Hedging and Current Financial Derivatives Portfolio

    Diversified’s consistent application of the Company’s differentiated hedging strategy resulted in a 2024 weighted average natural gas hedge floor of $3.26/MMbtu and realized price of $2.49/MMBtu, providing insulation from historically low commodity prices and representing respective premiums of 44% and 10% to the 2024 NYMEX average Henry Hub settlement price of $2.27/MMbtu(h).     Environmental Update

    Asset Retirement Progress and Next LVL Energy Update

    During the year, the Company exceeded its Appalachian well retirement commitments and stated plugging goals by retiring 202 Diversified-operated wells. Total well retirements by Next LVL Energy in Appalachia amounted to 287 wells, including 51 retirements associated with state orphan well programs.

    Next LVL Energy continues to be a strategic and value-additive component of Diversified’s vertically integrated operations focused on the full life cycle of operated wells and to provide third-party revenue to offset the cash costs associated with the retirement of operated wells.

    Acquisition Update

    2024 Acquisitions Update

    The Company’s previously announced acquisition of Oaktree Working Interests, Crescent Pass Energy assets and East Texas assets were successfully closed in the course of the year, representing $585 million (gross) in strategic, accretive acquisitions in 2024. These assets have been fully integrated into Diversified’s systems and processes, and are already benefiting from the Company focus on safe, efficient operations through the application of Smarter Asset Management.

    Summit Natural Resources

    Diversified’s previously announced acquisition of Appalachia and Alabama assets from Summit Natural Resources is proceeding as planned and the Company expects to close the transaction in the first quarter of 2025.

    Maverick Natural Resources

    As previously announced on January 27, 2025, Diversified has entered into a definitive agreement to acquire Maverick Natural Resources for total consideration of approximately $1,275 million. The acquisition of Maverick by Diversified (the “Acquisition”) adds immediate scale, increases liquids production, and creates a combined company with long-term free cash flow generation, superior unit cash margins, and a compelling sustainability profile.

    The Acquisition is expected to close during the first half of 2025, subject to customary closing conditions, including, among others, regulatory clearance and approval by Diversified shareholders for the issue and allotment of the Ordinary Shares pursuant to the merger agreement.

    Minister of Foreign Affairs Lin Chia-lung on January 24 conferred the Friendship Medal of Diplomacy on outgoing British Office Taipei Representative John Dennis in recognition of his efforts over the past five years to promote bilateral exchange and cooperation in all areas.

    Minister Lin thanked Representative Dennis for raising British attention on the Taiwan Strait and Indo-Pacific during his tenure. He stated that he had been honored to witness the flourishing collaboration between the two countries, as well as Taiwan’s achievements in combating the COVID-19 pandemic, advancing supply chain resilience, and responding to climate change. He also expressed hope that Taiwan and the United Kingdom would soon conclude negotiations and sign subagreements on key pillars of the ETP, including investment, digital trade, and energy and net-zero emissions.

    Meanwhile, Representative Dennis said that the United Kingdom would do its utmost to support Taiwan’s international participation so that the two countries could jointly contribute to global initiatives on health, ICT resilience, and sustainable development. He concluded his remarks by stressing that peace and stability across the Taiwan Strait were vital to global prosperity and that the United Kingdom and the other G7 members would continue to pay close attention to Taiwan Strait developments. 

    Since taking office in December 2020, Representative Dennis has actively sharpened the United Kingdom’s focus on Taiwan Strait and Indo-Pacific affairs.     A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

    The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

    Andorra La Vella – February 11, 2025

    The Andorran economy is doing well. This provides a window of opportunity to address substantial long-term challenges. The authorities have consolidated the country’s macro-financial framework and reinforced buffers. However, Andorra’s real GDP per capita—while high in absolute terms—has remained flat over the last 50 years, with growth largely driven by population increases. Going forward, population aging is both an economic and a fiscal concern, and climate change challenges an economic model largely dependent on winter tourism. Ambitious structural reforms are needed to unlock investment and lift productivity.

    Economic Outlook

    The Andorra economy continues to show resilience and to grow above its potential. Growth in 2024 surprised slightly on the upside, at an estimated 2.1 percent, driven by the service, banking and construction sectors. Inflation is subsiding gradually, reaching 2.6 percent at the end of 2024, despite limited economic slack and a still tight labor market. The current account surplus remains very large, estimated at 15.1 percent of GDP in 2024. The strong performance of banks continued in 2024 supported by high interest margins and increased fees and commissions.

    Going forward, GDP is expected to slow to the level of potential growth. Real GDP growth is forecasted at 1.7 percent in 2025 and 1.5 percent from 2027 onwards. Inflation is projected to stabilize at 1.7 percent over the medium term. Short-term risks are balanced: greater uncertainty in the global economy and the potential for adverse shocks such as deepening geoeconomic fragmentation, supply disruptions, recurrent commodity price fluctuations and a reversal of monetary policy loosening are downside risks to growth and inflation. On the upside, Andorra, like other service-oriented economies in Europe, could benefit from stronger demand, and grow faster than projected. Solid buffers mitigate risks.

    Challenges are concentrated over the medium-term, as stagnating income growth makes it challenging to address the impact of population aging and climate change. With long life expectancy and low fertility rates, Andorra’s population is expected to age rapidly—removing an engine for GDP growth and creating fiscal liabilities over the long term. Fiscal costs from pensions and healthcare will be substantial. More frequent climate shocks can affect the economic cycle in an economy largely reliant on winter tourism, and structurally warmer temperatures will require extensive adaptation.

    Policy priorities

    The solid macroeconomic position and the credibility of the policy framework provide Andorra with an opportunity for implementing far-reaching structural reforms. Diversifying the economy to enhance resilience, unlocking investment and lifting productivity to raise income levels, and addressing the costs of aging and climate change should be driving the policy agenda. The recently negotiated EU Association Agreement (EUAA), if approved by referendum, could offer an opportunity to support the reform momentum, but would also bring challenges.

    Maintaining a solid fiscal framework given spending pressures over the medium term

    Maintaining a disciplined fiscal policy within the fiscal framework is important and will provide room for more public investment. In a microstate that needs fiscal buffers against external shocks, entrenching fiscal space is important. In addition, the credibility of the fiscal framework and the primary surplus provide room for higher public investment to support potential growth and mitigate structural bottlenecks.

    • A balanced 2025 budget focused on economic priorities. The 2025 budget finds a welcome balance between maintaining a conservative fiscal stance but building on the authorities’ structural priorities, with a focus on health, housing, maintaining purchasing power, and education. Overall, the 2025 budget foresees a deficit of 0.9 percent of GDP. Given past practice of adjusting expenditures in line with incoming revenues, staff forecasts a small surplus of about 0.3 percent of GDP.
    • Room for growth-enhancing public spending. The fiscal framework, which prescribes an overall deficit limit of 1 percent of GDP and a central government debt ceiling of 40 percent of GDP, provides room for higher public spending targeted towards growth-enhancing investment. Spending should be focused on the structural needs of the economy: social and affordable housing, upskilling the workforce and addressing labor shortages, connectivity to support economic diversification, and investments to lift potential growth. As under-execution of budgeted public investment is customary, delivering on investment plans should be a policy objective.

    Over the medium term, Andorra faces rising spending pressures from aging, as well as a need to adapt to climate change—engaging reforms early is paramount. Staff estimates that by 2050, pension system expenditures will rise by 6.7 percentage points while healthcare expenditures will increase by 2 percentage points. Acting early on pension and healthcare reforms is needed to anticipate and mitigate the fiscal impact of aging.

    • Pension reform has been on the government’s agenda for some time and is overdue. The menu of options to put the system on the sustainable path is well understood, from increasing contribution rates and reducing conversion rates to increasing the retirement age. Concluding the reform in an expeditious and comprehensive manner is needed to ensure the sustainability of the social security fund in the long run.
    • A reform of the healthcare system should aim to contain long-term costs while raising healthcare revenues . Experience from other advanced economies provides a blueprint for potential measures, in 4 areas: (i) enhance cost efficiency, (ii) strengthen preventive care, (iii) increase revenues for healthcare while preserving equity, and (iv) improve governance. The National Pact brought together stakeholders and should continue its work to strengthen the healthcare system.

    · Beyond direct policies in the pension and healthcare areas, broader measures would be helpful to buffer the additional long-term fiscal costs of aging. Domestic revenue mobilization and migration policies can help.

    • Climate change also exposes the government to future contingent liabilities. Public investment needs to increase to meet Andorra’s climate change mitigation targets and to provide adequate support to the adaptation of the private sector. In addition, fiscal space will be increasingly needed to buffer the negative impact of climate shocks.

    Precautionary borrowing and a rapid reduction in public debt provide the authorities with flexibility in managing the debt profile. The authorities are reaping the benefits of an effective debt management strategy that is projected to bring public debt down to 30 percent of GDP by 2026, that lengthened its maturity to 6.3 years and that keeps public debt service low. The authorities should continue to monitor market conditions for an upcoming debt maturity of €500 million public bonds in 2027, including for further diversifying debt and extending its maturity to decrease rollover risks and mitigate consequences from potential increases in interest rates.

    Consolidating banking performance in a changing environment

    Strengthening further the resilience of the banking system during periods of high profitability is appropriate. The banking sector displays solid fundamentals, with large capital and liquidity buffers. However, given the large size of the banking sector, the supervisor should remain vigilant. Available supervisory tools should complement each other, including by supporting the lender of last resort facility introduced in 2022 by continued close supervision and a well-designed resolution framework to ensure that critical problems are identified and addressed early. The activation of a countercyclical capital buffer in 2024 was timely to increase banking system resilience during high bank profitability.

    The changing financial landscape, notably with the continued international expansion of banks and a possible EUAA, brings opportunities and challenges for Andorran banks. Banks have been growing in the EU where they run independent subsidiaries focused on private banking services, and the EUAA would facilitate this expansion, notably in the asset management business. Domestically, the EUAA has the potential to create a more dynamic domestic market but also to open Andorra to greater competition. The authorities should work closely with banks to prepare for the transition and safeguard financial stability.

    Ambitious structural reforms to unlock investment and lift productivity, support the diversification of the economy and help mitigate climate change.

    A comprehensive set of structural measures is important and should focus on the following:

    • Addressing frictions, notably labor and housing shortages. Public investment in education and well-designed immigration policies can improve knowledge capital in Andorra and raise labor productivity. Multiple housing measures were implemented recently—including the extension of existing rental contracts, the creation of a public affordable housing park, tax incentives for owners who offer affordable housing, suspension of tourist accommodation licenses, fees on empty houses and on real estate purchases by foreigners. The authorities should aim at providing market-based incentives for investing in affordable housing while minimizing distortions.
    • Creating a business environment conducive to higher investment. Recommendations encompass reducing administrative rigidities associated with doing business in Andorra, promoting access to financing, and implementing measures to attract and retain talent.
    • Supporting the development of higher value-added sectors, including the digital economy. With limited space for manufacturing, Andorra can look at the experience of peer countries that have successfully diversified towards the digital economy. Government policies, including the 2022 Law on the digital economy, entrepreneurship, and innovation and the Digitalization Strategy 2020-2030 were welcome initial steps.

    The EUAA could provide further momentum for reforms towards diversification, unlock investment, and raise productivity in Andorra, but is not without its own challenges. The agreement signals a strong commitment to deeper integration with the EU and to reinforce Andorran institutions in their coherence with EU standards. Empirical evidence on the benefits of EU membership provides useful lessons for EU association. It suggests that while the impact can be significant and positive, it builds up over time, and is conditional on well-designed domestic reforms during the accession period. While the impact varies with country-specific circumstances, it materializes through a few channels: structural reforms in the period preceding accession/association, greater capital accumulation, notably FDI, and higher productivity. In Andorra, room for increasing investment and productivity is substantial. Transition periods for key sectors such as telecom and banking mitigate the risks of disruption and fiscal space can cover transition costs. Preparedness is essential to realize the benefits of association, and reduce potential downsides, such as greater regional competition.

    The climate adaptation strategy needs to be accelerated given the macrocriticality of global warming for Andorra. Because of its higher altitude, Andorra is less exposed than other winter tourism locations in the region and should use this window of opportunity to enact needed policies, support the development of higher value-added service sectors and diversify away from winter tourism. The authorities should expedite the development and execution of a climate adaptation strategy.

    A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

    The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

    The Andorran economy is doing well. This provides a window of opportunity to address substantial long-term challenges. The authorities have consolidated the country’s macro-financial framework and reinforced buffers. However, Andorra’s real GDP per capita—while high in absolute terms—has remained flat over the last 50 years, with growth largely driven by population increases. Going forward, population aging is both an economic and a fiscal concern, and climate change challenges an economic model largely dependent on winter tourism. Ambitious structural reforms are needed to unlock investment and lift productivity.

    Economic Outlook

    The Andorra economy continues to show resilience and to grow above its potential. Growth in 2024 surprised slightly on the upside, at an estimated 2.1 percent, driven by the service, banking and construction sectors. Inflation is subsiding gradually, reaching 2.6 percent at the end of 2024, despite limited economic slack and a still tight labor market. The current account surplus remains very large, estimated at 15.1 percent of GDP in 2024. The strong performance of banks continued in 2024 supported by high interest margins and increased fees and commissions.

    Going forward, GDP is expected to slow to the level of potential growth. Real GDP growth is forecasted at 1.7 percent in 2025 and 1.5 percent from 2027 onwards. Inflation is projected to stabilize at 1.7 percent over the medium term. Short-term risks are balanced: greater uncertainty in the global economy and the potential for adverse shocks such as deepening geoeconomic fragmentation, supply disruptions, recurrent commodity price fluctuations and a reversal of monetary policy loosening are downside risks to growth and inflation. On the upside, Andorra, like other service-oriented economies in Europe, could benefit from stronger demand, and grow faster than projected. Solid buffers mitigate risks.

    Challenges are concentrated over the medium-term, as stagnating income growth makes it challenging to address the impact of population aging and climate change. With long life expectancy and low fertility rates, Andorra’s population is expected to age rapidly—removing an engine for GDP growth and creating fiscal liabilities over the long term. Fiscal costs from pensions and healthcare will be substantial. More frequent climate shocks can affect the economic cycle in an economy largely reliant on winter tourism, and structurally warmer temperatures will require extensive adaptation.

    Policy priorities

    The solid macroeconomic position and the credibility of the policy framework provide Andorra with an opportunity for implementing far-reaching structural reforms. Diversifying the economy to enhance resilience, unlocking investment and lifting productivity to raise income levels, and addressing the costs of aging and climate change should be driving the policy agenda. The recently negotiated EU Association Agreement (EUAA), if approved by referendum, could offer an opportunity to support the reform momentum, but would also bring challenges.

    Maintaining a solid fiscal framework given spending pressures over the medium term

    Maintaining a disciplined fiscal policy within the fiscal framework is important and will provide room for more public investment. In a microstate that needs fiscal buffers against external shocks, entrenching fiscal space is important. In addition, the credibility of the fiscal framework and the primary surplus provide room for higher public investment to support potential growth and mitigate structural bottlenecks.

    • A balanced 2025 budget focused on economic priorities. The 2025 budget finds a welcome balance between maintaining a conservative fiscal stance but building on the authorities’ structural priorities, with a focus on health, housing, maintaining purchasing power, and education. Overall, the 2025 budget foresees a deficit of 0.9 percent of GDP. Given past practice of adjusting expenditures in line with incoming revenues, staff forecasts a small surplus of about 0.3 percent of GDP.
    • Room for growth-enhancing public spending. The fiscal framework, which prescribes an overall deficit limit of 1 percent of GDP and a central government debt ceiling of 40 percent of GDP, provides room for higher public spending targeted towards growth-enhancing investment. Spending should be focused on the structural needs of the economy: social and affordable housing, upskilling the workforce and addressing labor shortages, connectivity to support economic diversification, and investments to lift potential growth. As under-execution of budgeted public investment is customary, delivering on investment plans should be a policy objective.

    Over the medium term, Andorra faces rising spending pressures from aging, as well as a need to adapt to climate change—engaging reforms early is paramount. Staff estimates that by 2050, pension system expenditures will rise by 6.7 percentage points while healthcare expenditures will increase by 2 percentage points. Acting early on pension and healthcare reforms is needed to anticipate and mitigate the fiscal impact of aging.

    • Pension reform has been on the government’s agenda for some time and is overdue. The menu of options to put the system on the sustainable path is well understood, from increasing contribution rates and reducing conversion rates to increasing the retirement age. Concluding the reform in an expeditious and comprehensive manner is needed to ensure the sustainability of the social security fund in the long run.
    • A reform of the healthcare system should aim to contain long-term costs while raising healthcare revenues . Experience from other advanced economies provides a blueprint for potential measures, in 4 areas: (i) enhance cost efficiency, (ii) strengthen preventive care, (iii) increase revenues for healthcare while preserving equity, and (iv) improve governance. The National Pact brought together stakeholders and should continue its work to strengthen the healthcare system.

    · Beyond direct policies in the pension and healthcare areas, broader measures would be helpful to buffer the additional long-term fiscal costs of aging. Domestic revenue mobilization and migration policies can help.

    • Climate change also exposes the government to future contingent liabilities. Public investment needs to increase to meet Andorra’s climate change mitigation targets and to provide adequate support to the adaptation of the private sector. In addition, fiscal space will be increasingly needed to buffer the negative impact of climate shocks.

    Precautionary borrowing and a rapid reduction in public debt provide the authorities with flexibility in managing the debt profile. The authorities are reaping the benefits of an effective debt management strategy that is projected to bring public debt down to 30 percent of GDP by 2026, that lengthened its maturity to 6.3 years and that keeps public debt service low. The authorities should continue to monitor market conditions for an upcoming debt maturity of €500 million public bonds in 2027, including for further diversifying debt and extending its maturity to decrease rollover risks and mitigate consequences from potential increases in interest rates.

    Consolidating banking performance in a changing environment

    Strengthening further the resilience of the banking system during periods of high profitability is appropriate. The banking sector displays solid fundamentals, with large capital and liquidity buffers. However, given the large size of the banking sector, the supervisor should remain vigilant. Available supervisory tools should complement each other, including by supporting the lender of last resort facility introduced in 2022 by continued close supervision and a well-designed resolution framework to ensure that critical problems are identified and addressed early. The activation of a countercyclical capital buffer in 2024 was timely to increase banking system resilience during high bank profitability.

    The changing financial landscape, notably with the continued international expansion of banks and a possible EUAA, brings opportunities and challenges for Andorran banks. Banks have been growing in the EU where they run independent subsidiaries focused on private banking services, and the EUAA would facilitate this expansion, notably in the asset management business. Domestically, the EUAA has the potential to create a more dynamic domestic market but also to open Andorra to greater competition. The authorities should work closely with banks to prepare for the transition and safeguard financial stability.

    Ambitious structural reforms to unlock investment and lift productivity, support the diversification of the economy and help mitigate climate change.

    A comprehensive set of structural measures is important and should focus on the following:

    • Addressing frictions, notably labor and housing shortages. Public investment in education and well-designed immigration policies can improve knowledge capital in Andorra and raise labor productivity. Multiple housing measures were implemented recently—including the extension of existing rental contracts, the creation of a public affordable housing park, tax incentives for owners who offer affordable housing, suspension of tourist accommodation licenses, fees on empty houses and on real estate purchases by foreigners. The authorities should aim at providing market-based incentives for investing in affordable housing while minimizing distortions.
    • Creating a business environment conducive to higher investment. Recommendations encompass reducing administrative rigidities associated with doing business in Andorra, promoting access to financing, and implementing measures to attract and retain talent.
    • Supporting the development of higher value-added sectors, including the digital economy. With limited space for manufacturing, Andorra can look at the experience of peer countries that have successfully diversified towards the digital economy. Government policies, including the 2022 Law on the digital economy, entrepreneurship, and innovation and the Digitalization Strategy 2020-2030 were welcome initial steps.

    The EUAA could provide further momentum for reforms towards diversification, unlock investment, and raise productivity in Andorra, but is not without its own challenges. The agreement signals a strong commitment to deeper integration with the EU and to reinforce Andorran institutions in their coherence with EU standards. Empirical evidence on the benefits of EU membership provides useful lessons for EU association. It suggests that while the impact can be significant and positive, it builds up over time, and is conditional on well-designed domestic reforms during the accession period. While the impact varies with country-specific circumstances, it materializes through a few channels: structural reforms in the period preceding accession/association, greater capital accumulation, notably FDI, and higher productivity. In Andorra, room for increasing investment and productivity is substantial. Transition periods for key sectors such as telecom and banking mitigate the risks of disruption and fiscal space can cover transition costs. Preparedness is essential to realize the benefits of association, and reduce potential downsides, such as greater regional competition.

    The climate adaptation strategy needs to be accelerated given the macrocriticality of global warming for Andorra. Because of its higher altitude, Andorra is less exposed than other winter tourism locations in the region and should use this window of opportunity to enact needed policies, support the development of higher value-added service sectors and diversify away from winter tourism. The authorities should expedite the development and execution of a climate adaptation strategy.

  • MIL-OSI Europe: The EBA amends its Guidelines on ICT and security risk management measures in the context of DORA application

    The European Banking Authority (EBA) narrowed down the scope of its existing Guidelines on ICT and security risk management measures, due to the application of harmonised ICT risk management requirements under the Digital Operational Resilience Act (DORA) from 17 January 2025.  These amendments aim at simplifying the ICT risk management framework and providing legal clarity to the market.

    DORA has introduced harmonised requirements on ICT risk management that apply to financial entities across the banking, securities/markets, insurance and pensions sectors.

    To avoid duplication of requirements and to provide legal clarity to the market, the EBA has amended its Guidelines on ICT and security risk management. In particular, the EBA has narrowed down:

    • the entity scope of the Guidelines to only those that are covered by DORA, namely credit institutions, payment institutions, account information service providers, exempted payment institutions and exempted e-money institutions; and
    • the scope of the Guidelines to the requirements on relationship management of the payment service users in relation to the provision of payment services.

    It is important to note that security and operational risk management requirements under the Payment Services Directive (PSD2), which are applicable since March 2018, continue to apply to other types of payment service providers (PSPs), such as post-office giro institutions and credit unions, that are not covered by DORA. PSPs that are still subject to security and operational risk management under the PSD2 can potentially be subject to additional national requirements, regardless of the existence of the EBA Guidelines that would apply to them. Competent authorities or Member States’ governments wishing to retain the approach set out in the EBA Guidelines for those PSPs can continue to do so under their national legal framework or supervisory measures.

    Background, legal basis and next steps

    On 27 November 2019, the EBA published the Guidelines on ICT and security risk management (EBA/GL/2019/04) (“Guidelines”) which were built on the provisions of Article 74 of Directive 2013/36/EU (CRD)[1] and Article 95(3) of Directive (EU) 2015/2366 (PSD2)[2] . These Guidelines established requirements for credit institutions, investment firms and PSPs on the mitigation and management of their ICT and security risks and aim to ensure a consistent and robust approach across the Single market. The Guidelines entered into force in 2020 and replaced and repealed the preceding Guidelines on security measures for operational and security risks that the EBA had issued three years earlier in fulfilment of a mandate under PSD2 (EBA GL/2017/17).

    From 17 January 2025, DORA applies and introduces, inter alia, harmonised requirements for ICT risk management framework (RMF), incident reporting, and third-party risk management and testing.

    The amended Guidelines will apply within two months of the publication of the translated versions.

    Future of local taxation to be considered.

    The public will be invited to submit their views on how to make the Council Tax system fairer, as part of wider efforts to explore options and build a consensus for potential reform.

    As part of a joint programme of engagement by the Scottish Government and COSLA, independent analysis will also be commissioned to examine the Council Tax system accounting for market changes, reforms, and improvements.

    This will inform public engagement later this year, followed by a Scottish Parliament debate on the findings and proposed policy reforms.

    • A number of public events or ‘town hall’ meetings held over the autumn months, ensuring a reasonable geographical spread and diversity.

    Deputy Prime Minister Dmitry Chernyshenko took part in a joint meeting of the heads of the Russian Academy of Sciences, the Kurchatov Institute National Research Center and Rosatom, dedicated to the 80th anniversary of the nuclear industry.

    Aide to the President of Russia Andrei Fursenko read out a greeting from Vladimir Putin, which, in particular, noted: “It is important that the unique potential and truly inexhaustible innovative capabilities of the nuclear industry today be fully utilized for the purpose of modernizing the national economy, ensuring the country’s defense capability and energy security, and training modern, qualified personnel.”

More than 55 organizations are involved in the cooperation, and the center’s scientific program is currently being implemented by about 2,000 scientists and researchers.

    2025 will be an important stage in the development of the Russian nuclear industry: the national project of technological leadership “New Nuclear and Energy Technologies” has been launched. It includes 10 federal projects, half of which are devoted to nuclear topics. The events were approved at the site of the Commission for Scientific and Technological Development of Russia with the participation of the President of the Russian Academy of Sciences Gennady Krasnikov. The implementation of federal projects is of strategic importance for ensuring the technological sovereignty and leadership of Russia.

    One of the key areas is the development of thermonuclear energy. According to the federal project “Thermonuclear Energy Technologies”, it is planned to build a unique installation – a tokamak with reactor technologies. Russia also has a unique nuclear icebreaker fleet and is constantly increasing its potential. Not only powerful nuclear icebreakers have been put into operation on the Northern Sea Route, but also the world’s only floating nuclear thermal power plant “Akademik Lomonosov”, which is of key importance for the development of the Arctic.

    Fraudsters inform a citizen about an attempt by unidentified persons to steal money from a card. The victim is forced to install the “official application of the Central Bank of the Russian Federation” to protect their finances. The person who launches the application must attach the bank card to the phone and enter the code from the SMS for authorization. The application creates a virtual image of the card (similar to, for example, MirPay), to which the attackers have access. Now the fraudsters will be able to withdraw money from any ATM that operates using contactless technology – just attach your smartphone.

    If the victim has several cards, the attackers may offer to “link” them all – then the volume of thefts will increase. It is also possible to use a combined fraud scheme – first the fraudsters will call, then – allegedly representatives of law enforcement agencies, reporting an attempt at fraud and the need to “save money”.

    What should you do if you receive calls or messages from scammers?

    The Bank of Russia reminded Russians about the ban on transferring personal and banking data to third parties. It is not difficult to recognize a fraudster in the caller – the attackers most often use the following phrases:

    “an application for a loan has been submitted”, the victim gets scared and tries to cancel it; “an employee of the Central Bank” calls, then the legends can be different; the money needs to be transferred to a “safe or special account”, which in fact belongs to the scammers; “a suspicious transaction has been recorded”, for example, a transfer to an unknown person; “SIM card has expired”, “you need to renew your contract with the telecom operator”, the main thing is to provide the code from the SMS.

    “If scammers call, you must hang up and not disclose information. You also cannot install various applications at the request of callers,” the Central Bank of the Russian Federation reminded.

    Russians are informed literally every day about the need to remain vigilant, but this does not stop criminals from stealing funds – in 2024, the volume of thefts increased by 8% compared to the previous year.

  • MIL-OSI Africa: African Development Bank’s Climate Action Window channels $31m to boost climate resilience in four countries

    The Board of Directors of the African Development Bank Group (www.AfDB.org) has approved over $31 million in funding under its African Climate Action Window (CAW) to strengthen climate resilience in Sierra Leone, South Sudan, Djibouti, and Madagascar.

    The Climate Action Window of the Bank Group’s African Development Fund seeks to mobilize $4 billion by 2025 to provide rapid and coherent access to climate finance, support co-financing, and prioritize the most vulnerable countries, fragile states, and those affected by conflict. The African Development Fund is the concessional arm of the Bank Group.

    The funding, approved in November and December 2024,  will support innovative projects that respond to the CAW’s first call for project proposals. Forty-one pioneering climate adaptation projects valued at $321.75 million have been selected in the initial funding wave, with a focus on tackling climate change, bolstering livelihoods of vulnerable communities, including women and youth, and enhancing climate information systems.

    The projects will also benefit from $28.13 million in climate co-financing from sources including the Green Climate Fund.

    In Sierra Leone, the Freetown WASH and Aquatic Environment Revamping Project will receive $5 million to enhance access to sustainable water, sanitation, and hygiene (WASH) services and introduce modernized hydrometeorological observation networks and early warning systems, benefiting approximately 700,000 people. Another key component of the project is the creation of an interactive flood map for the Freetown Peninsula, a crucial tool for disaster risk reduction.

    In South Sudan, the Climate Resilient Agri-Food Systems Transformation Programme has been allocated $9.4 million to expand climate-adaptive technologies that enhance agricultural productivity and food and nutritional security. The program also has a rehabilitation element focusing on 1200 hectares of land as well as rural infrastructure and will provide training to about 8,000 individuals.

    Among expected benefits are a projected reduction of about 720,000 tonnes of CO2 emissions. and the creation of 180,000 direct jobs with a strong focus on women and youth; additionally, 90,000 farmers will learn about climate-smart farming practices.

    In Djibouti, the Youth Entrepreneurship for Climate Change Adaptation Project will receive $7.5 million to strengthen the resilience of productivity of agricultural systems, particularly for horticulture and pastoralism, including increasing the self-sufficiency rate of selected market garden crops from 10% to 30%. It is also expected to generate about 3,500 permanent jobs, a significant share of these for youth and women, and create 200 new medium small and micro enterprises.

    The Climate Resilience through Park Biodiversity Preservation Project, in Madagascar, has been allocated $9.4 million for investment in conserving biodiversity by protecting Lokobe, Nozy Hara, and Andringitra national parks.

    The project will restore 100% of these protected areas, sequestering 10 million tonnes of CO2, and creating 1,500 green jobs, with 500 specifically reserved for women. In addition to environmental conservation, it will boost agricultural production in surrounding communities to add 24,000 tonnes of rice and 14,000 tonnes of cereals, legumes and other crops. Further, 24,000 farmers will receive irrigation training, and 12 women-led farmers’ groups will be provided with agricultural kits.

    To give an overview of the 2024 Q4 and 12 month financial results, LHV Group organised an investor meeting webinar on 11 February. An overview of the company’s progress was given by Madis Toomsalu, Chairman of the Management Board of LHV Group and Meelis Paakspuu, CFO of LHV Group.
