     — Today, Governor Mike Kehoe announced twelve appointments to various boards and commissions.

    Casey Burton, Ph.D., of St. James, was appointed to the State Board of Health and Senior Services.

    Mr. Burton is the executive director of research and governmental affairs at Phelps Health in Rolla, Missouri. He also serves as an adjunct assistant professor of chemistry at the Missouri University of Science and Technology (Missouri S&T) where he develops and leads sponsored research involving noninvasive disease detection and characterization. Burton also serves on the boards of the Ozark Biomedical Initiative, Missouri Ozarks Community Action, Inc., Phelps County Community Resource Center, and more. Burton earned his doctorate in analytical chemistry and bachelor’s in chemistry from Missouri S&T.

    James Carter Jr., of St. Charles, was appointed to the Missouri Commission for the Deaf and Hard of Hearing.

    Mr. Carter currently serves as an Advanced American Sign Language (ASL) Interpreter and is certified and licensed by the Board of Evaluation of Interpreters in both Illinois and Missouri. In addition to his professional responsibilities, Carter is a member of the World Association of Sign Language Interpreters (WASL), World Federation of the Deaf (WFD), and Deaf in Government (DIG). He holds a Bachelor of Arts in Biblical Studies from Lincoln Christian University.

    Earl Crawford, of Excelsior Springs, was reappointed to the Governor’s Council on Disability.

    Mr. Crawford currently serves as executive director at Missouri Inclusive Housing Development Corporation. He has previous experience as a special education teacher, superintendent of a rehabilitation center, and an education consultant, among other positions. In addition to his professional experience, Crawford has served on the Marshall Parks and Recreation Board, Marshall School Board, Marshall Chamber of Commerce, Missouri Valley College Board of Trustees, and Midland Empire Resources of Independent Living (MERIL), as well as vice president of the Marshall Chamber of Commerce. He holds a Master of Special Education from the University of Central Missouri.

    Betty Davidson, Ph.D., of St. Louis, was reappointed to the Governor’s Council on Disability.

    Ms. Davidson is a retired educational professional and expert in disability studies and inclusive practices. She previously served as the director of visually or orthopedically impaired students at the Special School District of St. Louis County. She also  serves as the chair of the Association for Education and Rehabilitation of the Blind and Visually Impaired (AER), the president of Inclusivity Media, the vice president of the St. Clare Hospital Auxiliary for SSM Health, and more. Dr. Davidson earned a doctorate in higher education from Saint Louis University, a master’s in special education from the University of Missouri–St. Louis, and her bachelor’s degree from Harris-Stowe State College. 

    Aaron Durso, of Taneyville, was appointed to the Governor’s Council on Disability.

    Mr. Durso currently serves as Bull Creek Village Clerk. He has previous experience as burough manager and the municipal authority manager in Birdsboro, Pennsylvania, and Senior Pastor at LOVE Christian Fellowship. A disabled veteran of the United States Air Force, Durso was honorably discharged in 1993. He holds a Doctor of Ministry from Newburg Theological Seminary, Master of Ministry at Chesapeake Theological Seminary, and Bachelor of Religious Education at the University of Valley Forge.

    Ronald Hack, of Sunset Hills, was reappointed to the Governor’s Council on Disability.

    Mr. Hack is a retired lawyer, formerly serving as a partner at Evans & Dixon, LLC and Gallop Johnson & Neuman, L.C. He has been an active community volunteer for more than 30 years, currently serving on the boards of the Sunset Hills Conservation Foundation and the Southwest Area Chamber of Commerce. Hack earned his Juris Doctor from the University of Missouri School of Law and his Bachelor of Arts from Westminster College.

    Katie Jones, of St. Peters, was reappointed to the Governor’s Council on Disability.

    Ms. Jones is the chief program officer for Boone Center Inc. (BCI). She previously worked as supervisor for Cardinal Ritter Senior Services and a case manager for the Child Abuse and Neglect Unit for the Division of Family Services. In addition to her professional career, Jones is also a member of the Missouri Association of County Developmental Disabilities Services, Missouri Association of Sheltered Workshop Managers, and the Legislative Committee of St. Charles Coalition. Jones earned her Bachelor of Science in Social Work and Sociology from Lindenwood University.

    Jennifer Meyer, of O’Fallon, was appointed to the Governor’s Council on Disability.

    Ms. Meyer currently serves as principal at J. Meyer Strategies. She has previous experience as director of field operations for Congressman Blaine Luetkemeyer and district field director for Senator Roy Blunt. In addition to her professional experience, Ms. Meyer serves as an executive board member for both the Freedom 13 and the North County Police Business Association. She holds a bachelor’s degree in political science from the University of Missouri – St. Louis.

    Susan Orton, of St. Louis, was reappointed to the Governor’s Council on Disability.

    Ms. Orton currently serves as a realtor and sales associate with Coldwell Banker Realty – Gundaker. In addition to her professional responsibilities, she is a member of the St. Louis Realtors Association, Member Inclusion Advisory Committee, and Brain Injury Association of Missouri. Orton is a graduate of Towson High School.

    Paul Ogier, of Chesterfieldwas appointed to the Health and Educational Facilities Authority of the State of Missouri.

    Mr. Ogier is a retired certified public accountant (CPA), providing limited consulting services to not-for-profits in the senior housing industry. He also serves as the chief financial officer for the Carmelite Sisters of the Divine Heart of Jesus in a part-time capacity. Ogier is an active member of his community, previously serving on the board of the Leading Age Missouri, Missouri Health Care Association, and the Treasurer of the Nursing Facilities Agent Corporation. Ogier earned his bachelor’s degree from the Missouri State University.

    Jill Wedemeier, of Leopold, was reappointed to the Child Abuse and Neglect Review Board.

    Ms. Wedemeier is a judicial assistant and law clerk for the United States District Court for the Eastern District of Missouri. She previously served as the Cape Girardeau assistant prosecuting attorney. She is an active member of the Southeast Missouri Network Against Sexual Violence board, and the Leopold R-III School District Foundation. Wedemeier earned her Juris Doctor from the University of Tennessee College of Law and a Bachelor of Science in Mass Communication from Southeast Missouri State University.

    Claire West, of Jefferson City, was reappointed to the Missouri Local Government Employees Retirement System (LAGERS) Board of Trustees.

    Prior to her retirement, Ms. West owned and operated Claire West Consulting LLC, a retirement consulting firm. She has previous experience as executive director of the Joint Committee on Public Employee Retirement. Additionally, West served on the board of the Missouri Association of Public Employee Retirement Plans from 2000 to 2007. She holds an associate’s degree in business from Columbia College.

  • MIL-OSI Russia: HSE and JSC Nanotronika launch strategic partnership in electronic engineering

    At the industry conference “Electronic Engineering – 2025” held in early June MIEM HSE University and JSC Nanotronika (part of the Element Group of Companies) signed a strategic partnership agreement. The conference was held on the campus of SberUniversity and brought together more than 600 participants from 200 organizations, including leading enterprises, research centers, and universities. The event was supported by the Ministry of Industry and Trade of the Russian Federation and the Ministry of Industry of the Republic of Belarus.

    The conference was actively attended by HSE Vice-Rector and MIEM Director Dmitry Kovalenko, Institute Advisor and Lecturer in the Department of Electronic Engineering Vladimir Vetrov, HSE Full Professor and Corresponding Member of the Russian Academy of Sciences Konstantin Petrosyants and MIEM Head of the Department of Electronic Engineering Boris Lvov.

    Dmitry Kovalenko and Konstantin Petrosyants spoke at the conference. The report by the MIEM Director touched upon the problems of training and developing the industry’s human resources potential in the context of the country’s course to strengthen technological sovereignty. Dmitry Kovalenko presented a detailed picture of the institute’s educational technologies aimed at solving modern problems in the field of electronic engineering, placing special emphasis on the mechanisms of interaction with technological partners from the industry implemented by the institute: large companies, leading research and financial organizations. The report was presented as part of the round table “Human Resources for Electronic Engineering”. Corresponding Member of the Russian Academy of Sciences Konstantin Petrosyants presented a report on the testing and implementation of a subsystem for determining the parameters of SPICE models of electronic components for industrial circuit CAD systems.

    The main event of the conference for MIEM was the conclusion of an agreement with JSC Nanotronika, one of the young and most promising companies in the field of microelectronics and equipment, part of the Element Group. The agreement opens up new horizons for cooperation. The document provides for comprehensive interaction affecting educational, scientific and design areas of activity.

    Among the priorities of the joint work is the organization of educational events with the participation of specialists and managers of the company “Nanotronika”. Representatives of the company will regularly give lectures to students, conduct practical classes and master classes, providing students with knowledge and skills relevant to the labor market.

    An important element of the partnership will be project and research activities. The Nanotronika company will form a pool of projects, participation in which will allow MIEM students to gain real experience in solving modern engineering and technological problems. It is also envisaged to conduct joint scientific research and experimental design work (R&D), organize conferences, seminars and round tables with the participation of both parties.

    The agreement pays special attention to the organization of industrial and pre-graduation practice. Students will be able to get acquainted with the high-tech production of the Nanotronika company, which will allow them to improve their professional competence and successfully adapt to industry enterprises after completing their studies. The company, for its part, will regularly inform MIEM about vacancies and employment opportunities for graduates who have proven themselves during practice and training.

    In addition, the parties agreed to jointly prepare and publish scientific articles, reports and teaching aids reflecting the results of joint projects. One of the most important steps in implementing the agreement will be the creation of a joint workshop in the field of electronic engineering. This workshop will be equipped with modern tools and technologies and will become a practical platform where students and specialists of the company will be able to jointly develop and test innovative technologies.

    “The development of electronic engineering today is of strategic importance for ensuring the technological sovereignty of the country,” says Dmitry Kovalenko. “In the context of global restrictions and growing demands on domestic microelectronics, the need to create our own infrastructure is growing – from design to production. The issue of personnel is especially acute: the industry requires highly qualified engineers capable of developing, implementing and servicing the most complex technological systems. This is why partnerships between leading universities and industrial companies are becoming not just desirable, but vital for the formation of a sustainable innovation ecosystem.”

  • MIL-OSI Russia: Financial news: Clarifications on issues of credit institutions related to blocked assets

    Bank of Russia Instruction No. 6379-U of 23.03.2023 “On the procedure for reflecting certain assets and liabilities in foreign currency in accounting accounts by credit institutions under restrictive measures” (hereinafter referred to as Instruction No. 6379-U) establishes the specifics of reflecting non-refundable blocked assets denominated in foreign currency in accounting accounts: these assets are recorded in rubles without reflecting currency revaluation. At the same time, Instruction No. 6379-U does not provide for any other exceptions from the general methodological principles of reflecting financial assets in accounting.

    Due to the requirements of the Bank of Russia’s accounting regulations, when applying them, credit institutions are guided by International Financial Reporting Standards (hereinafter referred to as IFRS). Thus, the estimated reserve for expected credit losses on financial assets is reflected by credit institutions in accounting in accordance with paragraph 5.5.1 of IFRS 9 “Financial Instruments” (hereinafter referred to as IFRS 9), and the method for assessing expected credit losses is determined in accordance with paragraph 5.5.17 of IFRS 9.

    It is important to note that the principles of IFRS 9 do not provide for any specifics regarding assets that are non-current assets for Russian credit institutions, including the fact that the definition of a credit-impaired financial asset does not contain any circumstances due to which a blocked asset is recognized as non-current assets.

    In their economic essence, NZA are losses of the CI, which, due to the relaxation introduced by the Bank of Russia, are recognized for the purposes of prudential regulation not at one time, but over a long period of time, until 2032, under the preferential reserve formation scheme for possible losses. At the same time, the preferential reserve scheme is not provided for by the principles of IFRS 9, that is, estimated reserves for expected credit losses are formed, including for accrued but not received interest income on NZA, in the amount of 100%.

    The Bank requests that the data sources used to reflect information about the address of residence (registration) of an individual be unified:

    1. When filling out the register of obligations in accordance with Bank of Russia Instruction No. 4990-U.

    2. When forming the credit history of an individual subject in accordance with Bank of Russia Regulation No. 758-P1.

    3. When identifying an individual client and generating formalized electronic messages in accordance with Bank of Russia Instruction No. 5861-U2.

    Regarding question 1.

    The source of data for reflecting information about the address of residence (registration) of the depositor1 are entries in the passport of a citizen of the Russian Federation or, for persons under the age of fourteen, in the certificate of registration at the place of residence2.

    If the identity document (hereinafter referred to as the I.D.) of an individual depositor does not contain certain address-forming elements (for example, the name of the region, city) of the depositor’s place of residence (registration), this information may be supplemented by the bank based on information from the registration authority that registered such depositor at the place of residence (stay), or based on additional information provided by the depositor when concluding the agreement or during the depositor’s next visit to the bank.

    In the event of a discrepancy between the data on the depositor’s residential address (registration), filled in on the basis of the DUL, and the information reflected in the GAR FIAS3, the bank may, when sending the register of obligations to the Bank of Russia, provide additional explanations (comments) on the sources of relevant information it used.

    At the same time, we note that in order to unify approaches to recording the address of an individual used to fill out the register of obligations and to identify the client4, it is planned to make editorial clarifications to Bank of Russia Instruction No. 4990-U, providing for the possibility of reflecting information about the address of the place of residence of an individual depositor when filling out lines of the register of obligations related to the address of residence (registration) and the address for postal notifications5.

    Regarding question 2.

    In accordance with Part 1 of Article 5 of Federal Law No. 218-FZ6, sources of credit history formation submit to the credit history bureau all available information specified in Article 4 of Federal Law No. 218-FZ, in the manner established by Bank of Russia Regulation No. 758-P.

    The specified procedure establishes unified requirements for the formation of credit information indicators, including technical ones, which allows for the automation of information interaction between financial market participants and the bureau, reduces the costs of interaction participants, minimizes the risks of incorrect formation of credit information and, as a result, increases its accuracy and quality, in connection with which, in particular, information about the registration address (residence) of the subject of the credit history is formed in the form of a unique address number of the addressing object in the State Register of Financial Accounting Information (according to the indicator “Address number in the State Register”, the code of the settlement, street code, house (property) code, building code and apartment number code are indicated)7.

    The unification of requirements for the formation of credit information indicators is also of particular importance to ensure the ability of financial market participants – users of credit histories – to automate the process of processing credit information for its use for analytical purposes.

    At the same time, we note that, along with the formation of the credit information indicator “Address Number in the State Register” (the unique address number of the addressing object in the State Register of Financial Accounting Systems), Bank of Russia Regulation No. 758-P provides for the formation by the source of other credit information indicators containing information about the subject’s address, which can be formed both on the basis of information from the subject’s DUL and on the basis of information about the address contained in the State Register of Financial Accounting Systems (in addition to the unique address number of the addressing object in the State Register of Financial Accounting Systems).

    In this regard, the addition of credit information indicators, provided for by Bank of Russia Regulation No. 758-P, with indicators that provide for filling in address information from the DUL has already been implemented in Bank of Russia Regulation No. 758-P.

    Regarding question 3.

    In accordance with paragraph two of subparagraph 1 of paragraph 1 of Article 7 of Federal Law No. 115-FZ8, when identifying individuals, credit institutions are obliged to establish data, including the address of residence (registration) or place of stay.

    According to paragraph fourteen of Article 3 of Federal Law No. 115-FZ, confirmation of the accuracy of information obtained during the identification process is carried out using original documents and (or) duly certified copies and (or) state and other information systems.

    Taking into account the provisions of Part One of Article 2 of Federal Law No. 115-FZ, the norm of the second paragraph of subparagraph 1 of paragraph 1 of Article 7 of Federal Law No. 115-FZ is of a universal nature and applies to all subjects subject to identification – individuals, both citizens of the Russian Federation and foreign citizens, and stateless persons.

    The above-mentioned provision in terms of establishing the address of an individual provides for the possibility, in order for credit institutions to comply with the requirement of Federal Law No. 115-FZ on the identification of individuals, to establish information either on the address of their place of residence (registration) or place of stay. In this case, the concepts of “registration of a citizen of the Russian Federation at the place of stay”, “registration of a citizen of the Russian Federation at the place of residence”, “place of stay”, “place of residence” are defined by Article 2 of the Law of the Russian Federation of 25.06.1993 No. 5242-1 “On the Right of Citizens of the Russian Federation to Freedom of Movement, Choice of Place of Stay and Residence within the Russian Federation” and can be used by credit institutions to comply with the requirements of paragraph two of subparagraph 1 of paragraph 1 of Article 7 of Federal Law No. 115-FZ.

    The provision of the second paragraph of subparagraph 1 of paragraph 1 of Article 7 of Federal Law No. 115-FZ in terms of establishing by credit institutions, when identifying an individual client, information about the address of his/her place of residence (registration) or place of stay, does not in itself contain a requirement for the registration of such a client in the territory of the Russian Federation (a specific subject of the Russian Federation) or outside it, and does not define the sources of information on the basis of which this information should be established. In this regard, credit institutions, in order to implement the specified requirement, independently determine the relevant sources of information in the internal control rules.

    Bank of Russia Instruction No. 5861-U defines the procedure for sending by credit institutions the information provided for by Federal Law No. 115-FZ to the authorized body, and not the identification requirements. When sending the relevant information to the authorized body, containing information, including the address of an individual, such information is reflected in accordance with the data from the client’s questionnaire (dossier), obtained during his identification (updating identification information).

    PHILADELPHIA (June 30, 2025) – Congressman Dwight Evans (D-PA-3) today announced that he will not seek re-election to the U.S. House of Representatives in 2026, concluding a distinguished career in public service spanning over four decades.

    “Serving the people of Philadelphia has been the honor of my life,” said Evans. “And I remain in good health and fully capable of continuing to serve. After some discussions this weekend and thoughtful reflection, I have decided that the time is right to announce that I will not be seeking re-election in 2026. I will serve out the full term that ends Jan. 3, 2027. I am deeply proud of what I have been able to accomplish over my 45 years in elected office — from revitalizing neighborhoods block by block to fighting for justice, economic opportunity, investments in infrastructure and education. I cannot express the gratitude that I have for the trust that voters put in me as their voice in both state and federal office. It has been a privilege of a lifetime to serve as their advocate in government.”

    Evans emphasized that he will continue to serve his constituents fully until the end of his term, that his offices will remain open, and that he will support a smooth transition for his successor.

    A Legacy of Service to Philadelphia

    Born in North Philadelphia and raised in the Germantown and West Oak Lane neighborhoods, Dwight Evans began his career as a teacher in the city’s public schools and as a community organizer with the Urban League. In 1980, at just 26 years old, he was elected to the Pennsylvania House of Representatives, where he served for 36 years. He made history as the first African-American chairman of the House Appropriations Committee, serving in that powerful role for two decades.

    Among his signature accomplishments in Harrisburg was spearheading the Pennsylvania Fresh Food Financing Initiative, which brought healthy grocery stores and thousands of jobs to underserved communities and became a national model for bringing healthy food to food deserts in both urban and rural areas. He was also instrumental in the creation of Pennsylvania’s Children’s Health Insurance Program, which became the model for nationwide CHIP.

    In 2016, Evans was elected to represent Pennsylvania’s 2nd Congressional District (later redistricted as the 3rd), succeeding longtime Congressman Chaka Fattah. In Congress, he serves on the influential Ways and Means Committee, which oversees Social Security, Medicare, taxes and trade, and has served on the Small Business Committee and Agriculture Committee, advocating for equitable economic development, criminal justice reform, funding for school repairs, affordable housing, and access to health care and healthy food.

    In 2025, Evans has fought to defend gains made during the Biden-Harris administration and against the pending Trump “Reverse Robin Hood” bill that would give the richest another tax cut and cut Medicaid and SNAP food aid. He fought the bill during a nearly 18-hour markup in the Ways and Means Committee, and voted against it in the full House – a vote two Republicans slept through, including one 31 years younger than Evans. He will vote against it again if the Senate returns it to the House.

    Evans has been a vocal supporter of key legislation including the American Rescue Plan, Infrastructure Investment and Jobs Act, Inflation Reduction Act, and Bipartisan Safer Communities Act. He also introduced bills to address gun violence, finance repairs to schools, invest in historically Black colleges and universities, and promote economic empowerment in urban communities.

    Throughout his time in public office, Evans remained rooted in his neighborhood — living just blocks from where he grew up — and never wavered in his commitment to building a better Philadelphia for all.

    Evans represents the 3rd Congressional District, which includes Northwest and West Philadelphia and parts of North, South, Southwest and Center City Philadelphia. He recently announced that his office returned to or saved $4.5 million for constituents in 2024 in cases involving federal agencies such as the IRS, Social Security Administration and Department of Veterans Affairs. The 2024 figure brings Evans’ office’s total to more than $45.5 million returned to or saved for constituents during his first eight full years in Congress.

    Scope and impact of the acquisition
    The acquired business assets cover more than 300 customers in the public healthcare sector and generate annual sales of around €5m. They include:

    • ResUrgences (Novaprove): a cloud-based software platform specialising in the management of hospital emergency services, equipping 8 university hospitals (CHU) and a total of 75 customers. This functionally reliable and robust technological solution optimises the management of emergency department patient flows and care delivery processes.
    • DIS range: digital solutions for public healthcare establishments. 215 sites are equipped with the DIS range, including 125 healthcare establishments (hospitals) and 90 medico-social establishments (mainly nursing homes). This range integrates the management of EPR (Electronic Patient Records), billing, accounting, business and financial management and HR management, including payroll management solutions. The suite also includes inventory and purchasing management, providing solutions for in-house pharmacies.

    These two activities have been integrated into the AXIGATE LINK Division, and will strengthen the HOSPILINK solution for Hospitals, Regional Hospital Groups (GHT) and specialised after-care and rehabilitation facilities and psychiatric facilities in France.

    WITH KEPLER CHEUVREUX

    Today, Crédit Agricole S.A. is pleased to announce the launch of its annual capital increase reserved for employees of the Crédit Agricole Group around the world.

    In accordance with the agreement signed as of 25 October 2006, updated on 18 January 2019, and amended by Amendment No. 1 dated 6 July 2020 and by Amendment No. 2 dated 18 March 2022, Crédit Agricole SA (ISIN: FR0000045072) entrusted Kepler Cheuvreux with the implementation of a liquidity contract (the “Contract”). This Contract, with an initial amount of €50 million, is intended to create an active market for the shares of Crédit Agricole S.A on the regulated market of Euronext Paris.
    In order to readjust the amount made available for this contract, a redemption of €5 million was made to the Liquidity account on June 27, 2025 (the “Redemption”).

  • MIL-OSI United Kingdom: One Derbyshire, two councils: have your say on the future of local government

    People across Derbyshire are being asked to have their say on how local council services are delivered in the future, as part of the biggest change to local government in 50 years.

    A proposal drawn up by Derbyshire’s eight district and borough councils, together with Derby City Council, would see the 10 councils that provide services across the county replaced with two councils – one covering the north of the county, and one covering the south.

    Now, people and organisations across Derbyshire are being asked for their views about the ‘One Derbyshire, two councils’ proposal as part of a public consultation running until 10 August 2025.

    The decision to launch a local government reorganisation process was taken by central government, which wants to simplify how councils are organised across the whole of England and make them more efficient – reducing costs while delivering services that are better, and more joined-up.

    The government asked local councils to work together to draw up initial proposals for their area and it is now time for local people to have their say, before proposals for Derbyshire are finalised and submitted to government later this year.

    The current structure of local government in Derbyshire dates back to 1974 and the way people live their lives has changed beyond recognition since then.

    Government has asked councils to work together to come up with plans which modernise and simplify council structures, so all services are run by single authorities and they’re easier for people, communities and businesses to deal with.

    Our proposal recognises that Derbyshire is a large county with differing needs – and in considering the options, we’ve put local people and places first.

    With one council covering southern Derbyshire and one covering northern Derbyshire, we believe we will have councils that are big enough to deliver efficient services, but close enough to listen and respond to the needs of our communities.

    We know local identity – at both a county and area level – is really important to people. The proposal for two councils will maintain our county’s historic border, including the city of Derby, which is a key centre of economic growth. And although the council boundaries will no longer exist in the way they do now, our communities and places will remain – that sense of belonging is about the people who make up a community, not lines on a map.

    We now want to hear from people and organisations across our communities. This is your chance to help shape how services will be delivered in your local area, and how your place fits into the wider plans for Derbyshire.

    In places like Derbyshire, local services are currently delivered under what is known as a ‘two-tier’ council structure.

    This means that some services are delivered by a borough or district council, and others are provided by Derbyshire County Council. Within Derbyshire, there is also Derby City Council which is a ‘unitary’ council providing all services to the communities it serves.

    Between them, these councils are responsible for a vast range of local services. The county council provides services like social care for children and adults, education and transport, while district and borough councils are responsible for services such as bin collections, planning, and leisure centres. Derby City Council provides all of these council services to the communities it serves.

    Under the proposal, two new councils would be created, each responsible for delivering all services in their local area – one in the north and one in the south.

    There are three possible options for how the area currently covered by Amber Valley Borough Council could be included in the new structure: placed entirely in the northern council, entirely in the southern council, or with different parishes joining each of the two councils, depending on where they may best fit.

    Early forecasts* suggest that this new structure of local government in Derbyshire could save between £56m and £93m over five years, through reduced duplication of services, fewer council buildings, fewer councillors and senior officers, and being able to achieve better economies of scale when buying and delivering services. However, at this stage the councils are rightfully cautious and careful in relation to financial projections, as there remains much to be assessed and understood as the local government reorganisation process progresses.

    Our proposal also supports a strong Derbyshire for the future – creating councils which can develop more strategic approaches to economic development, regeneration and county-wide infrastructure, while working closely and more efficiently with the new East Midlands Mayor and East Midlands Combined County Authority, which guides large-scale investment across Derbyshire and Nottinghamshire.

    The views of people and organisations will feed into the development of final proposals, which must be considered by existing councils and submitted to Government by 28 November 2025.

    Government will then review the proposals for Derbyshire, and for twenty other county areas across England, before making final decisions in the Summer of 2026. If the Government accepts the proposals for Derbyshire, elections for the new shadow authorities would take place in 2027 and new councils would start to operate by April 2028.

  • MIL-OSI Canada: Saskatchewan Finished 2024-25 Near Budget Forecast

    After beginning the year with a budget deficit of $273 million, the province finished the 2024-25 fiscal year with a $249 million operating deficit. Saskatchewan’s financial status was highlighted in today’s release of the 2024-25 Public Accounts Volume 1.

    “Revenue increased from budget last year while expenses also grew,” Deputy Premier and Minister of Finance Jim Reiter said. “We are continuing to make investments that deliver on what the people of Saskatchewan have said is important to them – affordability, health care, education, community safety and fiscal responsibility.”

    Last year, total revenue of $20.9 billion increased by $994 million, or 5.0 per cent, from the 2024-25 Budget. This included the recognition of a significant receivable for the resolution of the tobacco litigation.

    While revenues increased from budget, expenses were also up over the same period. Total expenses of $21.1 billion are an increase of $970 million, or 4.8 per cent, from the 2024-25 Budget, primarily due to notable increases in the Health, Agriculture, and Environment and Natural Resources expense themes.

    Compared to the third quarter, revenues increased by $448 million while expenses were up $36 million. The year-end deficit is an improvement of $412 million from the third-quarter update.

    Saskatchewan’s net debt increased by $1.3 billion in 2024-25, primarily due to significant investments in important infrastructure such as schools, hospitals and roads. However, Saskatchewan still maintains the second lowest net debt-to-GDP ratio in Canada and, as of March 31, 2025, had the second highest credit rating in Canada when ratings from the three key rating agencies – Moody’s Ratings, S&P Global Ratings and Morningstar DBRS – are combined.

    The Hong Kong Special Administrative Region (HKSAR) Government today (June 30) strongly condemned and opposed the malicious attacks on and the demonisation of the Hong Kong National Security Law (HKNSL) and other laws safeguarding national security, as well as the slanderous and fact-distorting remarks made on the HKSAR’s work in safeguarding national security by foreign politicians, anti-China organisations, and various media outlets on the important occasion of the fifth anniversary of the promulgation and implementation of the HKNSL.
     
    A spokesman for the HKSAR Government pointed out, “These anti-China and destabilising forces, organisations or media have made sweepingly generalised and grandstanding comments, completely disregarding the profound historical significance of the HKNSL and its undeniable positive impact on the HKSAR. They distorted the facts and made slanderous remarks on the HKSAR and the HKNSL. They even attempted to interfere with criminal trials conducted in HKSAR courts, thereby obstructing the course of justice. On the contrary, they never utter a word about the strict enforcement of national security laws by their own countries and other governments against activities that endanger their national security. This is an entirely despicable political manipulation, and we must sternly denounce their wrongdoing to set the record straight and to expose their shameless ‘double standards’ to the world.”
     
    Positive effects of laws safeguarding national security

    The spokesman emphasised, “Safeguarding national security is a top priority of every country. In accordance with international law and international relations based on the Charter of the United Nations, It is each and every sovereign state’s inherent right to enact laws safeguarding national security, and it is also an international practice. Acts and activities endangering national security could bring very serious consequences. Prompt actions must be taken to prevent and suppress such acts and activities effectively. No country will watch with folded arms and tolerate any of such acts and activities endangering national security without taking any action. Any acts of disregarding the facts and smearing HKSAR’s work in safeguarding national security with untruthful remarks are hypocritical and irresponsible, and will not win any public support.”
     
    “For a considerable period, external forces, through their agents, have conducted infiltration and sabotage activities in Hong Kong, and further instigated the ‘black-clad violence’ and the Hong Kong version of ‘colour revolution’ in 2019, which nearly brought the ‘one country, two systems’ to ruin. With the promulgation and implementation of the HKNSL, its effect in stopping violence and curbing disorder as well as quickly restoring social stability in the Hong Kong community was immediate.     Protection of rights and freedoms
     
    The spokesman said, “As a matter of fact, human rights in Hong Kong have always been robustly guaranteed constitutionally by both the Constitution and the Basic Law. Article 4 of the HKNSL and section 2 of the SNSO clearly stipulate that human rights shall be respected and protected in safeguarding national security in the HKSAR, and that the rights and freedoms, including the freedoms of speech, of the press, of publication, of association, of assembly, of procession and of demonstration, that Hong Kong residents enjoy under the Basic Law and the provisions of the International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Economic, Social and Cultural Rights as applied to Hong Kong, shall be protected in accordance with the law.”

    “Nonetheless, just as the case with other places in the world, many of the rights and freedoms are not absolute. The ICCPR also expressly states that certain rights and freedoms including the freedom of expression may be subject to restrictions as prescribed by law that are necessary for protection of national security, public safety, public order or the rights and freedoms of others, etc.”
     
    “In fact, the courts have clarified the boundaries of exercising freedoms and rights. The Court of Appeal’s judgment in the Tam Tak-chi case affirmed that when the definition of ‘seditious intention’ is read correctly in conjunction with the fundamental right to freedom of expression, it clearly shows that criticising the Government, the administration of justice including judgments of courts, or engaging in debates about or raising objections to Government policies or decisions, however strong, vigorous or critical they may be, does not constitute a ‘seditious intention’. This provides further clarity in differentiating between lawful and unlawful speeches.”
     
    Rule of law is strong and robust
     
    The spokesman stressed, “The rule of law in Hong Kong is strong and robust, and withstands the test of time. Article 5 of the HKNSL and section 2 of the SNSO clearly provide that the principle of the rule of law shall be adhered to in preventing, suppressing, and imposing punishment for offences endangering national security. A person who commits an act which constitutes an offence under the law shall be convicted and punished in accordance with the law. No one shall be convicted and punished for an act which does not constitute an offence under the law. A person is presumed innocent until convicted by a judicial body. The right to defend and other rights in judicial proceedings that a criminal suspect, defendant, and other parties in judicial proceedings entitled to under the law shall be protected.”
     
    “The offences endangering national security stipulated by the HKNSL and SNSO target acts endangering national security with precision, and define the elements and penalties of the offences with clarity. The HKSAR law enforcement agencies have been taking law enforcement actions based on evidence and strictly in accordance with the law in respect of the acts of the persons or entities concerned, which have nothing to do with their political stance, background or occupation.”

    Fair and timely trial

The courts of the HKSAR shall exercise judicial power independently, free from any interference.”

    “In handling cases concerning offences endangering national security, the Judiciary, the Department of Justice and law enforcement agencies strictly comply with Article 42(1) of the HKNSL, which stipulates that ‘the law enforcement and judicial authorities of the Region shall ensure that cases concerning offences endangering national security are handled in a fair and timely manner’. The time taken between the institution of prosecution and the trial of each case depends on a multitude of factors, such as whether further investigation is required, whether the defendant needs time to obtain legal advice for consideration of his/her plea, whether the defence requires translated documents or whether the defence exercises rights under the law to make any pre-trial application, etc. All applications are handled in accordance with established procedures and due process is fully observed.”
     
    Regarding the case of Lai Chee-ying
     
    The spokesperson emphasised, “Recently, foreign politicians, anti-China organisations, and various media have continued to make irresponsible and absurd remarks, distorting the truth regarding the national security case involving Lai Chee-ying, as well as his custodial arrangements, with the intention of perverting the course of justice. The HKSAR government has repeatedly pointed out that any attempt by any country, organisation, or individual to interfere with the judicial proceedings in the HKSAR by means of political power, to prevent any defendant from receiving a fair trial that they should have, is a blatant act undermining the rule of law of Hong Kong and should be condemned. The suggestion that persons or organisations with certain backgrounds should be immune from legal sanctions for their illegal acts and activities is tantamount to granting such persons or organisations privileges to break the law, perverting the course of justice, and is totally contrary to the spirit of the rule of law. The HKSAR Government strongly urges any external forces to immediately stop interfering with the HKSAR’s internal affairs and the independent exercise of judicial power by the courts of the HKSAR.”
     
    “Regarding the custodial arrangements of Lai Chee-ying, the HKSAR Government reiterates that the Correctional Services Department (CSD) is committed to ensuring that the custodial environment is secure, safe, humane, appropriate and healthy, and has put in place an established mechanism to safeguard the rights of persons-in-custody (PICs), including regular independent visitors, namely Justices of the Peace, who inspect the prisons to ensure the rights of PICs are protected. The CSD consistently handles matters concerning Lai Chee-ying strictly in accordance with these mechanisms, no differently from other PICs. In the interests of a particular prisoner or for the maintenance of good order and discipline, the Commissioner of Correctional Services is empowered to make arrangements under section 68B of the Prison Rules that such prisoner should not associate with other prisoners (i.e. the so-called ‘solitary confinement’). One of the purposes of the relevant arrangement is to ensure the personal safety and well-being of the PIC, which can be requested by the PIC themselves and approved by the Commissioner after considering the matter in accordance with the law; or the Commissioner may make such arrangements after considering the relevant factors in accordance with the legal requirements and procedures. It must be clarified that the arrangement for Lai Chee-ying’s removal from association with other PICs has been made at his own request and approved by the CSD after considering all relevant factors in accordance with the law all along. Lai Chee-ying’s legal representative has also publicly clarified that he is receiving appropriate treatment and care in prison. Yet, many anti-China forces who make irresponsible remarks about Lai Chee-ying’s case, while claiming to ‘defend press freedom’, have continuously fabricated and distorted facts regarding his custodial arrangements and health conditions. This is indeed a desecration of press freedom.”

    Today, Suriname became the first country in the Amazon region to receive malaria-free certification from the World Health Organization (WHO). This historic milestone follows nearly 70 years of commitment by the government and people of Suriname to eliminate the disease across its vast rainforests and diverse communities.

    “WHO congratulates Suriname on this remarkable achievement,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “This certification is a powerful affirmation of the principle that everyone—regardless of nationality, background, or migration status—deserves universal access to malaria diagnosis and treatment. Suriname’s steadfast commitment to health equity serves as an inspiration to all countries striving for a malaria-free future.”

    With today’s announcement, a total of 46 countries and 1 territory have been certified as malaria-free by WHO, including 12 countries in the Region of the Americas.

    “Suriname did what was needed to eliminate malaria—detecting and treating every case quickly, investigating to prevent spread, and engaging communities,” said Dr Jarbas Barbosa, Director of the Pan American Health Organization (PAHO), WHO’s regional office for the Americas. “This certification reflects years of sustained effort, especially reaching remote areas. It means future generations can grow up free from this potentially deadly disease.”

    Certification of malaria elimination is granted by WHO when a country has proven, beyond reasonable doubt, that the chain of indigenous transmission has been interrupted nationwide for at least the previous three consecutive years.

    Dr Amar Ramadhin, Minister of Health of Suriname, stated: “Being malaria-free means that our population is no longer at risk from malaria. Furthermore, eliminating malaria will have positive effects on our healthcare sector, boost the economy, and enhance tourism.

    Suriname’s road to elimination

    Suriname’s malaria control efforts began in 1950s in the country’s densely-populated coastal areas, relying heavily on indoor spraying with the pesticide DDT and antimalarial treatment. By the 1960s, the coastal areas had become malaria-free and attention turned towards the country’s forested interior, home to diverse indigenous and tribal communities.

    Although indoor spraying was successful in coastal areas, its impact was limited in the country’s interior due to the prevalence of traditional open-style homes that offer minimal protection against mosquitoes. In 1974 malaria control in the interior was decentralized to Medische Zending, Suriname’s primary health care service, which recruited and trained healthcare workers from the local communities to provide early diagnosis and treatment.

    The surge in mining activities, particularly gold mining which often involves travel between malaria-endemic areas, led to increases in malaria, reaching a peak of more than 15 000 cases in 2001, the highest transmission rates of malaria in the Americas.

    Since 2005, with support from the Global Fund to Fight AIDS, Tuberculosis and Malaria, the capacity to provide diagnosis was greatly expanded with both improvements in microscopy and the use of rapid diagnostic tests, particularly among mobile groups. Artemisinin-based treatments with primaquine were introduced in Suriname and neighboring countries through PAHO-led studies under the Amazon Malaria Initiative (AMI-RAVREDA), supported by the United States. Prevention among high-risk groups was also strengthened through the distribution of insecticide-treated nets funded by the Global Fund.

    By 2006, malaria had drastically decreased among the indigenous populations, prompting Suriname to shift its focus to high-risk mobile populations in remote mining areas. To reach these groups—many of whom were migrants from neighboring endemic countries—the country established a network of Malaria Service Deliverers, recruited directly from the mining communities. These trained and supervised community workers provide free malaria diagnosis, treatment, and prevention services, playing a vital role in closing access gaps in hard-to-reach regions.

    Through ensuring universal access to diagnosis and treatment regardless of legal status, deploying an extensive network of community health workers, and implementing nationwide malaria screening, including at border crossings, Suriname successfully eliminated malaria. The last locally transmitted case of Plasmodium falciparum malaria was recorded in 2018, followed by the final Plasmodium vivax case in 2021.

    Sustained leadership commitment and funding

    The government of Suriname has shown strong commitment to malaria elimination, including through the National Malaria Elimination Taskforce, Malaria Program, Malaria Elimination Fund, and cross-border collaboration with Brazil, Guyana and French Guiana. For many years PAHO/WHO, with the support of the U.S. Government, has provided technical cooperation throughout Suriname’s anti-malaria campaign. Since 2016 Suriname also participated in the “Elimination 2025” initiative – a group of countries identified by WHO as having the potential to eliminate malaria by 2025.

    This success in Suriname is a demonstration that malaria elimination is possible in challenging contexts in the Amazon basin and in tropical continental countries. The country’s malaria-free certification plays a critical role in advancing PAHO’s Disease Elimination Initiative which aims to eliminate more than 30 communicable diseases, including malaria, in countries of the Americas by 2030.

As a clear example of this commitment, Canada contributed The Common Principles for Private Capital Mobilization to the Sevilla Platform for Action. The Common Principles will serve as a road map for Canada and others to mobilize private capital for sustainable development now and into the future.

    • Support to the Integrated National Financing Frameworks (INFF) Facility is a $2-million project in partnership with the United Nations Development Programme. This project aims to address the persistent misalignment between financial systems and SDGs. The INFF offers a structured approach to align diverse financial flows with sustainable development priorities
    • Funding the Future: Domestic Resource Mobilization in a Digital Economy is a $5-million project in partnership with the Organisation for Economic Co-operation and Development’s Centre for Tax Policy and Administration. The project will help developing countries enhance domestic resource mobilization through a comprehensive technical assistance program, which includes support for implementing international standards to raise revenues from multinational enterprises, exchange information to combat illicit financial flows and implement measures to fight financial crime.     After a groundbreaking year, Canada and Germany concluded their historic co-chairship of the Eureka Network. For the first time in the network’s history, 2 countries jointly led the world’s largest public network for research and innovation.

    The State of Qatar’s delegation to the session was headed by HE Minister of State for International Cooperation Maryam bint Ali bin Nasser Al Misnad.

    The conference comes to follow up on the United Nations’ (UN) process on financing for development by reinforcing the agreements and commitments of the three previous international conferences.

    The first of which was held in Monterrey, Mexico, in 2002 where fundamental principles for development financing were established.

    Doha hosted the second conference in 2008 amid the global financial crisis, giving it particular significance in addressing the impact of the crisis on developing countries.

    The third conference, which took place in Addis Ababa, Ethiopia, in 2015, resulted in the Addis Ababa Action Agenda, a comprehensive framework for financing sustainable development.

    WASHINGTON, D.C. – Late last night, U.S. Senator Peter Welch (D-Vt.) took to the Senate floor to reveal how Republicans’ disastrous tax and spending bill will force millions of working Americans in Vermont, West Virginia, and across the country to lose their health coverage, rip away vital food assistance for more than 42 million Americans, cut clean energy incentives and add a tax to wind and solar energy, raise utility bills and grocery prices, and tank the economy—all to pay for tax cuts for the very wealthy. 
    “Never in my time in Congress have I seen a bill that does so much damage, in so many ways, to so many people, in so many states, and that will affect so many generations. The clerks have read the bill—it’s now time for us to kill the bill,” said Senator Welch. “I say let’s come to our senses and not do something that is a massive escalation of the wealth transfer from the working class, the middle class to the very, very wealthy.     New powers yield “real-world impact” in Companies House economic crime crackdown

    A new report shows the agency’s progress in implementing changes brought in by the Economic Crime and Corporate Transparency Act 2023.

    Economic crime costs the UK economy billions annually, and Companies House is leading a major transformation to combat this through new powers granted by the Economic Crime and Corporate Transparency Act 2023.

    A new progress report on the implementation of these powers demonstrates how Companies House is transforming from a passive register to an active gatekeeper and gives examples of how the agency is actively tackling economic crime and improving register data.

    Key to Companies House progress is strengthened collaboration with The Insolvency Service and other law enforcement agencies to present a unified front against economic crime.

    The report covers progress in the implementation of secondary legislation, Companies House and Limited Partnership reform, and updates on the Register of Overseas Entities and enforcement of the new powers.

    The report includes detail on how Companies House has:

    • queried and removed false, misleading or incorrect information from the registers, with an impact on 100,400 companies – this often relates to the hijacking of innocent people’s identities or addresses, usually to enable criminality such as fraud or money laundering

    • rejected 10,200 suspicious applications including where evidence has suggested mass incorporations at certain addresses are taking place – this practice has a known link with money laundering

    • collaborated with The Insolvency Service and partners to identify approximately £50 million in UK property related to companies owned by organised criminals, which is now subject to ongoing asset recovery investigations

    • played an active role in the first Europol Asset Sprint, which saw 43 law enforcement agencies across 28 countries, along with private sector partners, participating in this unique initiative aimed at enhancing the number of criminal assets seized globally

    • The near-term prospects for the Algerian economy remain broadly positive despite global uncertainty, but fiscal vulnerabilities are high.
    • A gradual yet urgent fiscal adjustment is essential to strengthen fiscal resilience and rebuild buffers, while monetary policy should remain focused on price stability. Greater exchange rate flexibility would strengthen the economy’s ability to absorb external shocks, including from hydrocarbon prices.
    • Strengthened policy frameworks, along with reforms to enhance fiscal resilience, diversify the economy, and promote private investment, are critical to lifting growth and creating jobs over the medium-term.

    Algiers, Algeria: An International Monetary Fund (IMF) mission led by Mr. Charalambos Tsangarides visited Algiers during June 16–30, to conduct the 2025 Article IV consultation with Algeria.

    At the end of the mission, Mr. Tsangarides issued the following statement:

    “Economic activity eased to 3.6 percent in 2024 from 4.1 percent in 2023, as OPEC+ production cuts weighed on the hydrocarbons sector, while nonhydrocarbon activity remained strong, expanding by 4.2 percent. The current account balance turned to a deficit in 2024 amid lower hydrocarbon output and gas prices. International reserves remained robust at US$ 67.8 billion, covering about 14 months of imports.

    Inflation fell sharply from an average of 9.3 percent in 2023 to 4 percent in 2024, driven mainly by lower food prices, with core inflation also declining. Monetary policy remained accommodative in the first half of 2025. The budget deficit widened significantly in 2024, reaching 13.9 percent of GDP due to lower hydrocarbon revenues and higher wage and investment spending, and is expected to remain high in 2025.

    The near-term outlook is broadly positive, supported by a gradual recovery in hydrocarbon production as OPEC+ production cuts ease, which is expected to sustain growth in 2025, while inflation remains moderate. However, growing fiscal pressures pose significant financing challenges and if continued, would increase public debt in the medium term. Continued global uncertainty and volatile hydrocarbon prices are likely to dampen exports and investment, contributing to a wider current account deficit in 2025.

    Economic prospects face several risks, primarily from volatile hydrocarbon prices amid shifting trade policies and geopolitical tensions, and persistent fiscal deficits that strain debt sustainability and deepen financial linkages between the government, state-owned enterprises (SOEs), and public banks (SOBs). However, medium-term economic prospects would improve with sustained reforms to diversify the economy, and effective implementation of the government’s Action Plan and structural reforms.

    To safeguard macro-financial stability and mitigate near-term risks amid a volatile global environment, the mission recommends gradual yet timely fiscal rebalancing. This will curb rising financing needs driven by large deficits and falling hydrocarbon prices, helping to reduce vulnerabilities, rebuild buffers, and stabilize public debt over the medium term. Monetary policy should continue to be guided by economic conditions and firmly focused on its inflation objective, while maintaining close oversight of financial sector developments. More exchange rate flexibility will enhance the economy’s ability to absorb external shocks amid heightened hydrocarbon price volatility and global uncertainty.

    Medium-term reform priorities include enhancing fiscal sustainability, strengthening monetary and financial frameworks, and advancing structural reforms to boost private investment, inclusive growth, and job creation.

    The fiscal adjustment strategy would be strengthened by reforms to increase nonhydrocarbon revenues and streamline spending. A revised revenue mobilization strategy would support efforts to expand the tax base, including by rationalizing tax expenditures, and enhance compliance via digitalization. Reforming subsidies would help rebuild fiscal buffers and create space for priority expenditures, including targeted support for vulnerable households. Enhancing public investment efficiency would support the authorities’ economic diversification goals. Improving oversight, efficiency, and governance of SOEs would be essential to contain macro-financial risks. The mission welcomes progress in implementing the 2018 Organic Budget Law, which is expected to enhance transparency and accountability in budget execution, the establishment of a unit within the Ministry of Finance to oversee SOEs and strengthen fiscal risk management, and the expected implementation of the new Public Procurement Law.

    The mission commends the authorities for their ongoing implementation of the 2023 Monetary and Banking Law, improvements in liquidity management, and strengthened capacity in macroeconomic forecasting and policy analysis. Clarifying the monetary policy framework—by defining a clear primary objective and nominal anchor—would enhance policy transmission and effectiveness. Improving financial sector oversight is crucial to mitigate risks arising from strong financial linkages between the central government, SOEs, and SOBs.

    The authorities’ efforts to diversify the economy and improve the business climate to boost private investment are welcome. Key initiatives include a one-stop digital shop for real estate access, aligning exports with international standards, and advancing online trade. The mission encourages continuing these reforms but cautions against broad application of fiscal incentives that may create revenue gaps. Additional gains can be achieved by removing administrative restrictions, increasing flexibility in product and labor markets, and ensuring a level playing field between public and private sectors. The mission also welcomes recent governance reforms and continued efforts to strengthen the AML/CFT framework and enhance transparency and accountability in the public sector.”

    WASHINGTON, D.C. — The Commodity Futures Trading Commission’s Market Participants Division (MPD) today published responses to frequently asked questions (FAQs) regarding registering an entity as a futures commission merchant (FCM) and the ongoing regulatory obligations of operating an FCM. The FAQs address, among other issues, the FCM registration process, customer protections, and governance obligations and other requirements. 
    MPD has received an increased number of inquiries concerning the registration and operation of FCMs by entities that have not been registered with the CFTC or subject to oversight as a financial institution by a federal financial regulator. The responses to the FAQs are to assist entities in considering the significant responsibility of an FCM and the substantial resources needed to operate one.

    20-year partnership to boost fusion skills in East Midlands

    UKAEA and East Midlands Combined County Authority (EMCCA) announce a new 20-year collaboration to advance fusion energy training and skills development.

    The collaboration will focus on developing and delivering fusion related skills, including apprenticeships and wider vocational training programmes, to support the Spherical Tokamak for Energy Production (STEP) project – the UK’s first prototype fusion energy power plant that will be built on the West Burton site in Nottinghamshire.  

    This new collaboration will not only provide crucial skills for STEP but also support a growing fusion industry across the region. An Economic and Wider Impact Assessment commissioned by relevant local authorities has calculated that by the time it is fully operational, the West Burton site is anticipated to accommodate 6,500 full-time jobs across STEP and the surrounding business park, equivalent to 12.5% of the current total workplace jobs in Bassetlaw. Around half of the forecast STEP Campus construction jobs are expected to require Level 3+ qualifications, and it is estimated that nearly three quarters of the on-site jobs on the STEP Campus are expected to require individuals with Level 4+ qualifications.

    Fusion has the potential to provide abundant, clean power, and deliver energy security, and bolstered by the government’s record £2.5 billion investment, the sector promises to create thousands of jobs and empower the UK to export its world-leading technology to a global market, expected to be worth trillions of pounds in the future.

    UKAEA is committed to facilitating the training of the next generation of British scientists and engineers. The East Midlands benefits from an outstanding base of training and skills providers, and universities. This EMCCA-led collaborative will bring together the best of this existing provision to empower people in the region to meet the skill needs of this globally significant clean energy programme.  

    Training provided through the new collaborative will be designed with flexibility to adapt as the STEP programme and the West Burton site evolves. Initial training will focus on the engineering and project skills needed to complete plant design, with construction and operational skills as focus areas for future stages of the programme.

    The collaboration will deliver fusion-relevant courses through existing training sites across the EMCCA geography, South Yorkshire, and Greater Lincolnshire. Colleges, training providers, and universities are already mobilising to offer more places for construction and clean energy qualifications, gearing up the region to deliver on its emerging inclusive growth strategy even before the West Burton facility is in place.

Permissions and consents will be sought for construction to begin in the early 2030s, with the prototype powerplant targeting first operations in 2040.
