    This afternoon, Michael Carey tendered his resignation as Chair of Enterprise Ireland. 

    A process will now commence through the Public Appointments Service to appoint a new Chair. Jim Woulfe sits on the board of Enterprise Ireland and has agreed to act as interim Chair in advance of the formal process concluding.

    I would like to thank Michael Carey for his work and dedication to Irish enterprises over the last two years as Chair of Enterprise Ireland and wish him all the best in the future. 

    The Government and Enterprise Ireland have ambitious plans over the coming period, including to increase exports to €50bn by 2029, to establish 1,700 new Irish-owned exporters and to increase jobs in companies supported by Enterprise Ireland to 275,000.

    Supporting Irish SMEs, together with realising the significant potential we have in our innovative economy, remain my absolute priority. I am working closely with Jenny Melia, as CEO designate, and the board of Enterprise Ireland in this regard.

  • MIL-OSI USA: Jayapal Introduces Bipartisan Bill to Repeal Syria Caesar Civilian Protection Act

    Washington, DC – Representatives Pramila Jayapal (D-WA), Joe Wilson (R-SC), Jimmy Panetta (D-CA), Marlin Stutzman (R-IN), Lou Correa (D-CA), and Jack Bergman (R-MI) introduced bipartisan legislation repealing the Caesar Syria Civilian Protection Act of 2019. Representative Anna Paulina Luna (R-FL) joined as an Original Cosponsor, as well. 

    The Caesar Act which imposed sanctions on Syria in response to the Assad regime’s war crimes was waived by Secretary of State Marco Rubio last month for 180 days. However, unless Congress permanently repeals the law it will require waivers every 180 days until the law expires in December 2029, thereby creating economic uncertainty which will harm efforts to reduce the massive humanitarian and economic hardship in Syria which has been ravaged by years of war. 

    On May 21, Secretary of State Marco Rubio testified before the House Foreign Affairs Committee. In response to a question regarding Syria sanctions from Rep. Wilson, Sec. Rubio said, “The sanctions in Syria are largely based on a statute, the Caesar Act, and so that allows the President to do rolling waivers, I believe 6 months at a time. So the goal is ultimately to make enough progress, so that Congress will permanently repeal those.”

    Ambassador Thomas Barrack, who is U.S. ambassador to Türkiye, was named as Syria’s U.S. envoy on May 23; he noted Syria had been under U.S. sanctions since 1979. Some of the toughest were implemented in 2020 under the Caesar Act, which Barrack said must be repealed by Congress within a 180-day window. “I promise you the one person who has less patience with these sanctions than all of you is President Trump,” Amb. Barrack said.

    “For far too long, the Syrian people suffered under the brutal dictatorship of the Assad regime. With the ousting of this regime, it is critical that we give the new government the opportunity to deliver for the Syrian people,” said Rep. Jayapal. “The repeal of these broad sanctions will give foreign partners the certainty they need to invest in the Syrian economy and give their new government a chance to succeed.”

    “The Assad regime sanctioned by the Caesar Act no longer exists, and it is time to repeal the law to provide long-term certainty to those who would like to invest in the reconstruction and rebuilding of Syria,” said Rep. Wilson.     

    “With the fall of the Assad regime, the Syrian people have renewed hope for a better future,” said Rep. Panetta. “By repealing the Caesar Act, the United States can better support the Syrian people and their economy during this critical transitional period. Syria is at a turning point, and as geo-political adversaries try to take advantage of the turmoil, the United States must position itself as a partner for continued progress.”

  • MIL-OSI USA: 60 Affordable Homes Completed in Schenectady

    overnor Kathy Hochul today announced the completion of Mosaic Apartments, a 60-unit affordable housing development in the Mont Pleasant neighborhood in the City of Schenectady. Half of the apartments in the $27 million development are reserved for individuals and families struggling with homelessness and in need of support services, including older New Yorkers. Under Governor Hochul’s leadership, New York State Homes and Community Renewal has financed more than 4,700 affordable homes in the Capital Region, including more than 600 in Schenectady County. Mosaic Apartments continues this effort and complements Governor Hochul’s $25 billion five-year housing plan, which is on track to create or preserve 100,000 affordable homes statewide.

    “New York is committed to creating affordable homes and supporting our most vulnerable communities,” Governor Hochul said. “Mosaic Apartments is creating new housing opportunities for 60 households and continues statewide efforts to build more housing and tackle the housing crisis. I am proud to have partners at the local level who support our housing agenda and are helping to make New York more affordable for individuals and families.”

    Units at Mosaic Apartments are available to households earning up to 50 percent of the Area Median Income. Tenants living in the supportive apartments will receive services including case management, healthcare coordination, transportation, community integration, and independent living skills education.

    The fully-electric development features rooftop solar panels, ENERGY STAR(r) appliances, electric heating and cooling, and energy-efficient lighting. There are also water‐conserving plumbing fixtures and electric hot water heaters.

    Mosaic Apartments complements the ongoing planning and revitalization efforts in the City of Schenectady’s 2020 Mont Pleasant Neighborhood Plan and the U.S. Department of Housing and Urban Development’s 2018 Mont Pleasant Renewal Area Plan. The site was assembled by the City of Schenectady’s unified economic development team including the Schenectady Metroplex Development Authority and the Capital Region Land Bank. The development is walking distance from a County library branch, convenience store, and schools.

    DePaul Properties is the project’s developer and DePaul Community Services is providing the on-site support services. Applications for Mosaic Apartments are now being accepted and qualified individuals can apply online at https://www.depaul.org/locations/mosaic-apartments/.

    Mosaic Apartments is supported by New York State Homes and Community Renewal’s Federal Low-Income Housing Tax Credit program, which generated $11 million in equity, $5.8 million from its Federal Housing Trust Fund, $4 million from its Supportive Housing Opportunity Program, and $330,000 from its Clean Energy Initiative program, created in partnership with the New York State Energy Research and Development Authority (NYSERDA). The project is also supported by $4.3 million from the New York State Office of Temporary and Disability Assistance’s Homeless Housing and Assistance Program and a $226,200 program development grant from the New York State Office of Mental Health. Additional funding includes $525,000 from the Schenectady Metroplex Development Authority and $200,000 from the Capital Region Land Bank. Operating funding for the supportive apartments is provided by the Empire State Supportive Housing Initiative administered by the New York State Office of Mental Health.

    Governor Hochul’s Housing Agenda

    Governor Hochul is committed to addressing New York’s housing crisis and making the State more affordable and more livable for all New Yorkers. As part of the FY 2025 Enacted Budget, the Governor secured a landmark agreement to increase New York’s housing supply through new tax incentives, capital funding, and new protections for renters and homeowners. Building on this commitment, the FY 2026 Enacted Budget included more than $1.5 billion in new state funding for housing, a Housing Access Voucher pilot program, and new policies to improve affordability for tenants and homebuyers. In addition, as part of the FY 2023 Enacted Budget, the Governor announced a five-year, $25 billion Housing Plan to create or preserve 100,000 affordable homes statewide, including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes. Nearly 60,000 homes have been created or preserved to date.

    The FY 2025 Enacted Budget also strengthened the Pro-Housing Community Program which the Governor launched in 2023. Pro-Housing certification is now a requirement for localities to access up to $750 million in discretionary funding. Currently, more than 300 communities have been certified, including the City of Schenectady.

    B.C. will lead a delegation of companies to the BIO International Convention in Boston, Mass., to attract more investment to the province’s life-sciences sector and build relationships with other countries to help strengthen the economy against ongoing U.S. tariffs.

    Diana Gibson, Minister of Jobs, Economic Development and Innovation, will be at the conference June 15-19, 2025.

    BIO is the largest and most comprehensive international event for biotechnology, bringing 20,000 industry leaders together from across the globe. The ministry will showcase B.C.’s award-winning Life Sciences and Biomanufacturing Strategy to international delegates.   • MIL-OSI Canada: Financial and Consumer Affairs Authority Recognizes World Elder Abuse Awareness Day on June 15

    June 15 is World Elder Abuse Awareness Day, and the Financial and Consumer Affairs Authority of Saskatchewan (FCAA) is encouraging all Saskatchewan residents to consider naming a Trusted Contact Person (TCP) and providing it to your registered financial advisor. This can help protect their financial assets in the future. 

    “A health crisis can happen at any time, leaving a person vulnerable to financial exploitation or issues that might affect their capacity to make financial decisions,” FCAA Executive Director of Securities Dean Murrison said. “Naming a Trusted Contact Person can provide you with peace of mind knowing your registered financial advisor has someone you trust that they can contact if required.”

    A TCP is someone you authorize your registered financial advisor to contact in certain circumstances. It lets your registered financial advisor know who you trust and who they have permission to contact if required.

    If you have a TCP, your registered financial advisor may need to contact them if: 

    • they are having difficulty contacting you; 
    • they are concerned you are vulnerable and being financially exploited;
    • you have a health issue and they need to confirm your wellbeing; or
    • they need confirmation of your legal representative(s).

    A TCP should be someone you trust and someone who is capable of handling difficult conversations about your personal situation. Consider choosing someone who:

    • will protect your interests;
    • will be comfortable talking to your registered financial advisor;
    • knows you well enough to notice changes in your personal situation;
    • is familiar with your support network;
    • agrees to take on the role; and
    • is typically not involved in your financial decisions, and preferably, is not your Financial Power of Attorney.

    The Financial and Consumer Affairs Authority of Saskatchewan (FCAA) is warning residents of scams that are targeting wildfire evacuees. The messages claim to be from the Canadian Red Cross and request personal and banking information in order to process payments.

    The Canadian Red Cross has issued a fraud alert regarding Manitoba and Saskatchewan wildfires advising that individuals eligible for financial assistance will NOT need to provide their social insurance number, bank account information or credit card number during their registration to receive assistance. 

    In light of this recent scam, the FCAA encourages all Saskatchewan residents to be mindful if you are contacted by a charitable organization requesting personal or banking information. 

    Scam red flags (email, phone and text)

    • Emails coming from a domain that does not match the company.
    • Unsolicited calls or texts from unknown numbers.
    • Messages with spelling or grammar errors.
    • Requests for personal or banking information.
    • Pressure to act quickly. 
    • Too-good- to-be-true offers. 
    • Suspicious links and attachments. 
    • If you are unable to confirm the organization’s registration or licence.

    Tips to protect yourself from scams 

    • Do not answer or engage with unsolicited messages. 
    • Do not click on any links or attachments.
    • Never share personal information (SIN, bank account, credit card) through email, phone or text.
    • If you suspect you have received a scam email, phone call or text, contact your local police or the Canadian Anti-Fraud Centre immediately.

    The next men’s Fifa World Cup in 2026 will take place across the US, Canada and Mexico. Four years later, the event will be spread across different continents, starting in South America, before moving to Europe and Africa. In between, the men’s Euros of 2028 will be co-hosted by the UK and Ireland.

    The trend is not limited to football. The 2026 Winter Olympics is being shared in Italy between Milan and Cortina d’Ampezzo. The Commonwealth Games are also moving towards a more pragmatic model of hosting.

    Our research, which focused on the men’s Euro 2020 tournament (delayed by COVID and held in 2021), suggests that polycentric hosting has many advantages.

    Spanning 11 European countries, Euro 2020 was conceived as a celebration of the tournament’s 60th anniversary.

    From a branding perspective, this posed significant challenges. Each city had its own visual identity, with localised fan engagement strategies.

    Without a singular geographic or cultural anchor, Uefa, the governing body of European football, had to balance the benefits of celebrating local diversity with the need for a coherent overarching narrative.

    Yet overall, the format worked. Despite the pandemic’s disruption, the tournament still reached broad audiences and activated fanbases in multiple regions.

    Instead of one city or nation shouldering the financial and logistical burden of building infrastructure, accommodating visitors, and managing security and transport, responsibilities were shared.

    A team effort

    This can significantly reduce the risk of the problem of “white elephants” where expensive stadiums or facilities fall into disuse after an event has finished.

    By using infrastructure and venues which already exist, the environmental and economic costs of hosting are minimised. It also makes hosting more feasible for countries that might not have the capacity to do it alone.

    At the same time, many of the perceived benefits of staging sports events – such as economic boosts to local economies, increases in tourism, improved transport links, and civic pride – can be shared more widely. Rather than one host reaping all the rewards, several places can potentially benefit, engaging local communities and stimulating regional development.

    Collaborative multi-host formats also allow for widespread sharing of knowledge and opportunities for innovation. When cities and organising committees work together, they can bring diverse perspectives, cultural insights, operational practices, and even healthy competition to the table.

    We found that the development of friendly rivalries between Euro 2020 hosts actually encouraged a competitive mindset that motivated organising committee staff to attempt to outperform counterpart cities.

    Meanwhile Uefa enabled those different cities to develop branding strategies which reflected local character while contributing to a broader European narrative of unity through sport. One example was each city selecting a landmark bridge to tie in with the tournament’s overarching “bridging Europe” theme.

    This collaborative way of thinking also led to creative and inclusive ideas. Glasgow, for example, integrated a cultural festival into its role as a host city, featuring local artists and musicians.

    Polycentric tournaments aren’t without challenges of course. There is a risk of fragmentation, where the tournament feels like a series of disconnected mini-events rather than something cohesive.

    But overall, the environmental, economic and cultural benefits can be substantial. And what began as a celebratory one-off with Euro 2020 is fast becoming the design for future major sport events.

    By sharing the spotlight, cities and countries also share the strain and the opportunity. The age of the single host nation isn’t over, and the looming Saudi Arabia 2034 World Cup is a stark reminder that above all, money still talks. But the era of shared hosting is clearly here, and might just be what global sport and its fans need.

    Headline: Major banks set industry milestone with endorsement of ICC’s Principles for Sustainable Trade Finance

    A group of leading Trade Finance banks have today announced their endorsement of the International Chamber of Commerce’s (ICC) Principles for Sustainable Trade Finance (ICC PSTF). This group, and further supporting banks, collectively represent as much as 25% of the global trade finance market by volume.

    The work, led by ICC, with support from Boston Consulting Group (BCG) and newly announced endorsement by Commerzbank, ING, Santander, and Standard Chartered aims to provide clear, transparent, and consistent guidelines to enable banks, corporates and investors to effectively channel capital towards sustainable and inclusive trade finance facilities.

    Unlike for many other financial products, trade finance practitioners have historically not had a clear, consistent and consensus definition on what constitutes sustainable trade finance, limiting its application. The principles, launched in October 2024, therefore provide a robust methodology for evaluating sustainable trade finance transactions, including a globally acceptable approach for assessing use-of-proceeds in trade finance transactions, proposed due diligence protocols for sustainability verification and unified reporting standards to ensure consistency across financial institutions.

    As a next step, with support of these banks, ICC plans to further build on the principles including defining legal terms and extending its coverage to social sustainability, while also working with the broader trade ecosystem – including banks, corporates and regulators – to expand further endorsement. ICC welcomes any users who also wish to endorse the PSTF to an additional endorsement announcement in circa Q3 2025.

    BEIRUT – Under the patronage and in the presence of Lebanese Minister of Agriculture Dr. Nizar Hani, and with the participation of WFP Representative and Country Director in Lebanon Mr. Matthew Hollingworth, Acting FAO Representative in Lebanon Ms. Veronica Quattrola and a number of experts and officials from the Ministry of Agriculture, the Lebanon: Integrated Food Security Phase Classification report for the period of April to October 2025 was launched at the Ministry’s headquarters in Beirut.

    The report shows that one in five people in Lebanon – around 1.17 million individuals – are facing crisis or emergency levels of acute food insecurity between April and June 2025. While this figure reflects gradual recovery compared to figures from earlier this year, when 1.65 million people were affected following the conflict, gains remain fragile without sustained support.

    This gradual recovery in food security levels is attributed mainly to the ceasefire agreement, a short-term increase in food assistance, and relative recovery in some local markets. However, the country continues to grapple with major challenges including the deterioration of agricultural infrastructure, rising inflation rates, economic stagnation, and concerning funding gaps in humanitarian programmes.

    The report highlights that the recent conflict caused significant damage to agricultural assets, especially in southern Lebanon, leading to a decline in production and disruption of food sources for many households. Damaged infrastructure – estimated to cost billions of dollars – remains unrepaired, and local economies are recovering at a slow pace. The number of internally displaced persons is estimated at around 100,000 people.

    “What the numbers are telling us is that while immediate and widespread humanitarian support before and throughout the ceasefire have eased pressures, the situation remains precarious,” said Matthew Hollingworth, WFP Lebanon Representative and Country Director. “Many families are one setback away from slipping back into crisis. Predictable, sustained assistance will be crucial to ensure these improvements hold.”

    According to FAO Representative in Lebanon a.i, Veronica Quattrola: “Escalating hostilities and mass displacement have severely disrupted agrifood systems, threatening food security. Agriculture is a vital pillar for resilience and recovery, making urgent, targeted support essential to restore production, stabilize food access, and build long-term resilience in affected communities.”

    The report identifies the highest levels of food insecurity in the governorates of Baalbek-Hermel, Baabda, Bint Jbeil, Marjayoun, Nabatieh, Tyre, and Akkar. According to the data:

    • Around 591,000 Lebanese (15% of Lebanese households),
    • Approximately 515,000 Syrian refugees (37% of Syrian refugees),
    • Nearly 67,000 Palestinian refugees (30% of Palestinian refugees),

    are currently living under crisis or emergency levels of food insecurity and are in urgent need of humanitarian assistance.

    IPC projections estimate that the number of affected individuals will rise to 1.24 million people – about 23% of the population analysed – between July and October 2025, due to seasonal factors, continued economic contraction (with GDP still 34% below 2019 levels), and a likely decline in humanitarian aid funding.

    During the report launch, Minister of Agriculture Dr. Nizar Hani stressed that Lebanon continues to suffer from the cumulative effects of financial, economic, and social crises since 2019, which have severely impacted living conditions and increased food insecurity. He said:

    “As part of its national responsibilities, the Ministry of Agriculture placed food security at the core of its strategy and requested to join the IPC initiative in 2022 to establish an accurate scientific basis for guiding policy.”

    He highlighted that the analysis results confirmed the urgent need for swift interventions, particularly in areas heavily affected by the hostilities, such as Akkar, Baalbek, Hermel, Bint Jbeil, and Marjayoun.

    The Minister added: “We need to strengthen national partnerships and expand coordination among relevant ministries – including Economy, Health, Environment, Social Affairs, Education, and Energy – to build an integrated national response that supports social safety nets, nutrition, education, and agriculture.” 

    He stressed that boosting sound agricultural production is a key entry point to achieving sustainable food security and noted several ministry initiatives in this regard, including the launch of a “Food Contaminant Observatory” and the reactivation of central laboratories in Kfarshima to ensure food safety and quality.

    In conclusion, Minister Hani thanked the Ministry’s partners – WFP, FAO, the American University of Beirut, the Central Administration of Statistics, and NGOs – for their efforts, stating:

    “Food security is a national responsibility that requires inclusive cooperation and continuous coordination among all stakeholders to build a more resilient society and ensure a fairer, more stable citizenship for everyone living in Lebanon.”

  • MIL-OSI Canada: Canada Disability Benefit

    Persons with disabilities are more likely to live in poverty than working-age persons without disabilities because of economic and social exclusion, barriers to employment, and other factors. Recognizing this, the Government of Canada created the new Canada Disability Benefit (CDB) to support the financial security of working age, low-income persons with disabilities by providing them with direct financial support.

    Through the Canada Disability Benefit Act that came into force on June 22, 2024, investments of $6.1 billion over six years provided under Budget 2024, and the Canada Disability Benefit Regulations that  came into force on May 15, 2025, the CDB is now enshrined into Canada’s social safety-net.

    The benefit is administered by Service Canada, and will provide a maximum of $200 per month, for a total of $2,400 per year, to low-income persons with disabilities between the ages of 18 and 64. It is estimated that this benefit will increase the financial well-being of over 600,000 low-income persons with disabilities. The benefit is intended to supplement, not replace, existing provincial and territorial income support measures and fill a gap in the federal social safety net between the Canada Child Benefit and Old Age Security for working-age persons with disabilities.

    As of June 20, 2025, people will be to apply in a manner that works best for them, including an online self-serve option. If needed, people can receive assistance applying for the benefit by phone or in person at their nearest Service Canada Centre. The first payments of the CDB will be made in July 2025 for applications received and approved by June 30, 2025.

    To receive the benefit, a person must:

    • be a resident of Canada for the purposes of the Income Tax Act
    • have been approved for the disability tax credit
    • be between the ages of 18 and 64
    • have filed an income tax return with the Canada Revenue Agency for the previous tax year (their spouse or common-law partner, if they have one, must have also file their taxes.)
    • be one of the following:
      • a Canadian citizen
      • a permanent resident
      • a protected person
      • a temporary resident who has lived in Canada for the past 18 months
      • someone who is registered or entitled to be registered under the Indian Act.

    If a person is married or has a common-law partner, their spouse or common-law partner must also have filed an income tax and benefit return with the Canada Revenue Agency for the previous tax year. In some exceptional cases, this requirement may be waived.

    With the support from the CDB, persons with disabilities will have more money to cover the costs of accessible housing, medical care and disability supports.

    The Securities and Exchange Commission today announced that Erik Hotmire will return to the SEC as Chief External Affairs Officer and Director of the Office of Public Affairs, effective June 16, 2025. 

    “I am delighted that Erik is coming back to the SEC to provide his talents and experience to continue our meaningful outreach to those interested in our activities,” said SEC Chairman Paul S. Atkins. “His leadership will be essential for helping market participants and investors clearly understand our priorities and actions, guided by the SEC’s core mission: investor protection; fair, orderly, and efficient markets; and capital formation.”

    Throughout his career, Mr. Hotmire has served in numerous positions in the federal government. He is former Senior Advisor and spokesman to then-SEC Chairman Christopher Cox, and Senior Advisor to the SEC’s Division of Enforcement. He also served as Special Assistant to the President and a White House domestic policy spokesman for President George W. Bush. Earlier, Mr. Hotmire served as spokesman for two U.S. Senators.

    More recently, Mr. Hotmire held senior roles at corporate affairs advisory firms including as partner and co-founder of Watermark Strategies, partner at Brunswick Group where he was global co-lead of the firm’s financial institutions group, senior managing director at Teneo, and partner at FGS Global. Mr. Hotmire began his career in radio and television journalism. He earned a B.A. in political science from Taylor University.

    End-of-Mission press releases include statements of IMF staff teams that convey preliminary findings after a visit to a country. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF’s Executive Board for discussion and decision.

    • Mali’s economy is grappling with major headwinds, including food insecurity and security threats, frequent climate shocks, external financing constraints and an uncertain economic outlook. Despite these challenges, the economy is showing resilience and projected to continue to improve over the medium-term.
    • The authorities remain committed to a 3 percent fiscal deficit, in line with the WAEMU target to maintain fiscal sustainability.
    • The authorities have launched an ambitious long-term development plan “Vision 2063”, accompanied by a National Strategy for Emergence and Sustainable Development 2024-2033, to achieve high, sustainable, and inclusive growth. Its success hinges on the implementation of sound macroeconomic policies and making decisive progress on structural reforms.

    Washington, DC: An International Monetary Fund (IMF) staff team, led by
    Ms. Wenjie Chen, visited Bamako from June 9 to 13, 2025, to conduct the 2025 Article IV consultation with the Malian authorities. The team held productive discussions with the authorities and other stakeholders on recent economic developments, the outlook, and medium-term policies to support macroeconomic stability and inclusive growth.

    At the end of the visit, Ms. Chen issued the following statement:

    “Mali’s economy has shown some resilience despite significant headwinds. Economic growth is estimated at 4.7 percent in 2024 unchanged form 2023, due to a combination of factors, including an electricity crisis, flooding and lower gold production. The government’s fiscal deficit declined to 2.6 percent of GDP in 2024 driven by robust revenue mobilization, exceptional payments form mining and telecom companies and tighter control of current spending amid constrained financing. Tight financing conditions in the West African Economic and Monetary Union (WAEMU), and the absence of external budget support resulted in high borrowing costs for the Government.

    “Real GDP growth is projected to increase to 5.0 percent in 2025, weighed down by reduced output from the shutdown of the largest gold mine and ongoing security risks. Contingent on resumption of full mining activities, growth is expected to rebound to 5.4 percent in 2026. The fiscal deficit is forecast to widen to 3.4 percent in 2025, driven in part by government spending to mitigate the impact of the flooding. However, the outlook remains uncertain, with considerable downside risks.

    “Fiscal policy should prioritize achieving fiscal sustainability, particularly by converging toward WAEMU’s 3-percent fiscal deficit ceiling. Key priorities include strengthening domestic revenue mobilization through broadening the tax base, including from the mining sector, and strengthening the revenue and customs administration. Moreover, the authorities should focus on improving spending efficiency while safeguarding public investment and protecting vulnerable households.

    “Reducing domestic policy uncertainty and advancing structural reforms are essential to unlocking Mali’s growth potential. Strengthening fiscal governance, improving public financial management, addressing vulnerabilities in State-Owned Enterprises (SOEs), and enhancing their oversight—particularly in the electricity utility, Energie de Mali—are critical. Greater policy stability and transparent regulatory frameworks are crucial for attracting foreign investment.

    “The staff team thanks the authorities and other counterparts for their close collaboration and productive discussions.”

    The team met with the Minister of Economy and Finance, Mr. Alousséni Sanou, the Minister of Justice Mr. Mamoudou Kassogue, and the National Director of the BCEAO for Mali, Mr. Baréma Bocoum, senior staff of the main ministries and government agencies, development partners, and the private sector.

  • MIL-OSI Canada: Canadians can apply for the Canada Disability Benefit on June 20

    Today, the Minister of Jobs and Families and Minister responsible for the Federal Economic Development Agency for Northern Ontario, the Honourable Patty Hajdu, announced that persons with disabilities will be able to apply for the new Canada Disability Benefit (CDB) as of June 20, 2025.

    First payments will begin in July 2025 for applications received and approved by June 30, 2025. Canadians will be able to apply through barrier-free, accessible ways: online, in person at a Service Canada office, or by phone.

    Persons with disabilities between the ages of 18 and 64 can apply for the benefit if they have qualified for the disability tax credit (DTC) and meet the benefit’s other eligibility requirements, including having filed their 2024 income tax return with the Canada Revenue Agency. For those who have a spouse or common-law partner, their partner must also have filed their 2024 income tax return to be eligible.

    The federal government will send letters to eligible Canadians inviting them to apply.

    To support individuals with the application process, a number of community-based organizations across Canada will provide accessible, individualized navigation services to disability programs and benefits, including the DTC and CDB. Applicants can also now use the newly launched benefit estimator tool to find out how much they may qualify to receive each month.  

    This new benefit reflects the federal government’s commitment to improving financial security for Canadians living with disabilities.

    The Palestinian Islamist group Hamas said Iran, its strategic ally, was “paying the price” for supporting militant groups in Gaza in their decades-long struggle against Israel, after Israel launched large-scale attacks on Friday against Iran.

    Hamas leaders have repeatedly thanked Iran for its military and financial support to the group in its fight against Israel, including during the ongoing war that erupted in October 2023.

    “Iran is today paying the price for its steadfast positions in support of Palestine and its resistance, and its adherence to its independent national decision,” Hamas said in a statement.

    Tehran has vowed retaliation for Israel’s early morning attack on Iranian military and nuclear facilities that killed several top commanders. Israel said it was working to intercept 100 drones that were launched by Iran, but had not reached Israel.

    Hamas armed wing spokesperson Abu Ubaida said in a post on Telegram later on Friday that the group would stand by Iran in its conflict against Israel.

    “The Zionist enemy is completely deluded if it thinks that these treacherous strikes can undermine the fronts of resistance or stabilize the pillars of this fragile entity in the region,” he said.

    “On the contrary, it continues to make successive strategic mistakes that will bring it closer to its inevitable demise, God willing.”

    Some small businesses in Oxford most affected by works at Botley Road station may be eligible to receive goodwill payments, following the government today (13 June 2025) confirming up to £850,000 of Network Rail funding to acknowledge the local disruption.   The funding was confirmed today as the Rail Minister, Lord Hendy, visited the site to see Network Rail’s progress on the major improvements to the city’s railway station and Botley Road as part of the Oxford Station Enhancements Project.  

    The one-off goodwill payments are being offered in recognition of the disruption resulting from delays to the scheme, which businesses can apply to Network Rail for.

    Network Rail will write to the affected businesses this week who qualify for this financial support and a process is being developed to take discussions further.

    However, following a reset of the project in January, progress has been made and Network Rail are on track to deliver the new cycle and walkway in August 2025 and will fully reopen Botley Road in August 2026. 

    Rail Minister, Lord Hendy, said: 

    I’m pleased that Network Rail can now offer payments to those eligible small, local businesses affected and while it can’t undo all the hardship businesses have faced, it recognises the trouble the delays have caused. 

    I’m glad the project is now on track. I will continue to hold Network Rail to account and engage with the local community.  

    I look forward to the scheme being completed, so Oxford can benefit from more frequent and accessible transport links to boost growth in this bustling city.

    Following delays owing to the discovery of a large Victorian arch under Botley Road and difficulties moving water pipes, Network Rail launched a new plan to keep the project moving forward early this year.  

    Since the reset, the project has hit key milestones, including the early completion of a new clean water pipe by Thames Water. The next big step is to divert the sewer system, which is on track to finish later this year.

    We know the delays to this project have been frustrating, and we’re sorry for the disruption they’ve caused. The good news is that the project is now firmly back on track, and we’re making strong progress. We’re committed to keeping the community informed as we deliver a safer, more accessible Oxford station for everyone.

    Network Rail has been keeping the community informed through monthly public events and business workshops, offering updates and support. New banners, posters and digital screens have also been put up around the station and Botley Road to keep everyone updated and remind people that local businesses are open as usual. The free Botley Flyer bus service now runs 7 days a week, helping people get to the city centre and extra security measures have been put in place to keep pedestrians safe. 

    Additional support includes new disabled drop-off bays, an audio guide map for easier navigation and improved lighting and CCTV around the station.

  • MIL-OSI Global: Why Israel’s air strikes signal a shifting relationship with the US and a weakening Iran

    The Middle East is undergoing a realignment of power. With Israel’s attack on Iranian nuclear sites and the assassination of at least two of Iran’s senior security officials, Benjamin Netanyahu is showing his willingness to go it alone and ignore pressure from the Trump administration.

    Though Donald Trump sought diplomatic solutions to the growing tensions between Israel and Iran, it appears that the US president, despite his previously strong relationship with the Israeli leader, was unable to restrain Netanyahu.

    The timing of the strikes is important. The Trump administration probably knew that they could not prevent Israel from striking Iran, but they did think they could pressure Israel to hold off launching an attack until after the US had solidified a new nuclear deal with Iran, talks for which were scheduled for June 15.

    Just hours before the air strikes, Trump said: “As long as I think there will be an agreement [with Iran], I don’t want them going in.”

    Experts had been divided in the past, over how much leverage the US held over Israel.

    Trump, following months of groundwork laid by the Joe Biden administration, managed to secure a ceasefire deal with Israel in January. But as part of the negotiation, Netanyahu succeeded in reversing sanctions on settlers in the West Bank, giving him free rein to act there. Additionally, the US also lifted its freeze on the transfer of 2,000-pound bombs to Israel, another concession that benefited Israel.

    The US also proved unwilling or incapable of stopping the humanitarian crisis that has unfolded in Gaza. Washington also appeared powerless to stop Israel’s pounding of Lebanon and its efforts to eradicate the Iran-backed militia Hezbollah.

    The US has become more of a spectator than a powerful regional actor. And sources suggest that Washington was not informed in advance of Israel’s airstrike that killed Hezbollah leader Hassan Nasrallah in October 2024, a sign of Israel’s growing willingness to act without US approval.

    Indeed, the expansion of the war in Gaza to Lebanon was a pivotal moment in the region. With significant Israeli public support to stop Hezbollah (which had been launching rockets towards northern Israel), Israel pounded southern Beirut with airstrikes, killing several high-ranking Hezbollah officials.

    In the aftermath, Hezbollah was unable to replenish itself with younger recruits (it had relied on its charismatic leadership to recruit in the past), and the losses caused Hezbollah’s organisation to implode. By November 2024, Hezbollah agreed to a ceasefire brokered by the US.

    Israel announces strikes on Iran.

    Iran’s weaker role

    Hezbollah’s near military and organisational collapse has been a big blow for Iran’s regional power. Hezbollah was at one point the most heavily armed violent non-state actor in the world. It had an army of around 50,000 men and experts speculated that it had as many as 200,000 rockets and missiles of various ranges in its arsenal.

    With the assassination of so many high-level officials in Hezbollah and Hamas, both of which Iran has bankrolled and used in its proxy conflicts with Israel, Iran has been severely weakened. As Iran is in the middle of an economic crisis, it no longer has the financial means to revive these traditional allies.

    For decades Iran had tried to gain strategic depth in the Middle East, with the US estimating that Iran spent more than US$16 billion to prop up Bashar al-Assad in Syria from 2012 to 2020. Additionally, with the fall of Assad, Syria can no longer serve as a transit corridor or logistical hub for shipments of arms from Iran to Hezbollah.

    With Turkey’s support for the various armed militias that ousted the Assad regime, it is Ankara, and not Tehran, that sees itself as the big winner in the aftermath of the Syrian civil war.

    US plans for Middle East threatened

    The US, meanwhile, is seeing its influence in the Middle East waning. And Trump’s plan for extending trade in the region, particularly in the Gulf, may also be undermined by the rising regional tension.

    The US had been due to send Middle East envoy Steve Witkoff to this weekend’s talks in Oman, with the aim of getting Tehran to agree to stop enriching uranium (which is crucial for creating nuclear weapons) in exchange for lifting economic sanctions. Trump had said that he did not want Israel to go ahead with its attack on Iran, and yet these calls went unheeded.

    Some US officials were optimistic that the escalating tensions taking place between Iran and Israel were mere tactics of negotiation amid the important nuclear talks. But, though the US was clearly warned about the attack, Washington was not able to deter Israel.

    Though the US still supplies Israel with US$3.8 billion (£2.8 billion) worth of arms per year, it has had little success in exercising much leverage recently. It remains to be seen if domestic political pressure could halt this US funding.

    International relations experts should not be surprised that Israel went on the offensive in Iran. Israel’s attacks on Hezbollah in 2024 were just a precursor to the bigger prize of bringing Iran to its knees.

    For Netanyahu, this is a once-in-a-generation opportunity to reshape the Middle East and shift the regional power dynamics, and he appears to care little about what the US, or the rest of the world, thinks of how he does it.

  • MIL-OSI Global: Marine fungi could help feed the world and fight disease

    Fungi are nature’s recyclers and chemists, turning waste into useful products and creating an array of enzymes and compounds. By harnessing this potential through fungal biotechnology (using fungi to develop products and technologies for various applications), we can create sustainable materials, food and processes that help solve global challenges like food shortages, pollution and climate change.

    Fungal biotechnology supports a “circular economy”, where resources are reused instead of wasted. Fungi can help make our food supply more stable and eco-friendly, while cutting greenhouse gas emissions. But to fully unlock what is possible, we need to better understand different fungi and develop new tools to work with them to find solutions.

    The marine environment is home to a rich diversity of fungi. However, marine fungi were once overlooked and not widely considered for their biotechnological potential.

    This article is part of a series, Secrets of the Sea, exploring how marine scientists are developing climate solutions.

    In collaboration with the BBC, The Conversation’s senior environment editor, Anna Turns, travels around the West Country coastline to meet ocean experts making exciting discoveries beneath the waves.


    Now, my team of scientists at the Marine Biological Association, a research institution based in Plymouth on the south-west coast of England, has changed that. By gathering over 500 fungal strains from seawater, sediments and seaweeds, we have created a comprehensive marine fungi culture collection.

    These fungi are stored at -80°C and studied at temperatures similar to the local shoreline they are from. This unique collection is already helping us learn more about marine fungi, including how they grow and adapt to different environments.

    My colleagues and I are now exploring how these marine fungi, especially those from seaweed, can be used in biotechnology to create more useful, sustainable products in the future.

    The European seaweed industry is growing fast and could be worth up to €9.3 billion (£7.8 billion) by 2030. Seaweed farming doesn’t need land, fresh water or fertiliser, and it can support ocean health.

    Marine fungi, especially those originally isolated from seaweed, could recycle seaweed into valuable products.

    At the Marine Biological Association, we are testing many combinations of different seaweeds and fungi to discover new uses. This approach could help make the seaweed industry stronger, more efficient and better for the environment.

    The future is fungal

    Feeding the world’s growing population is a major challenge, especially with nearly a billion people unable to afford nutritious food and the environmental consequences of high meat consumption. One promising alternative protein source involves using seaweed and fermenting it with marine fungi to create a nutritious protein source called mycoprotein – similar to what’s found in some current commercial products.

    Antimicrobial resistance – the development of superbugs that become resistant to antibiotics as a result of their overuse – is a global health threat. This makes it harder to treat infections. Fungi naturally produce chemicals to protect themselves from other microbes, and several antibiotics come from fungi, including penicillin. Marine fungi could be a valuable new source of antibiotics and drug treatments to fight resistant infections and protect public health.

    Pests and the diseases they spread cause major crop losses worldwide, threatening food security. Traditional chemical pesticides are becoming less effective and can harm helpful species like pollinators, while also leading to pest resistance.

    Scientists are now exploring ways to target pests by using microbes without damaging the environment. One promising but unexplored source is marine fungi. Marine fungi and the arsenal of chemical compounds they produce may hold the key to developing new, eco-friendly pest control methods that protect crops while supporting wildlife and sustainable farming practices.

  • MIL-OSI Global: Troops on US streets in more ways than one while Trump considers axing Aukus defence pact

    It’s Donald Trump’s birthday this weekend, and he is planning a big bash to celebrate. There will be a full-colour parade in the nation’s capital. Expected to attend are a whole bunch of military vehicles, from a second world war bomber to M1 Abrams battle tanks to Paladin self-propelled howitzers.

    The cavalcade will take a route through the grander streets of Washington DC making its way along Constitution Avenue all the way to the Lincoln memorial, with an expected 6,600 soldiers in attendance. The whole thing is estimated by the Associated Press to cost around US$45 million (£33 million).

    This splashy show of Trump’s power and the US’s military strength could serve as a warning to anyone who was thinking of crossing the US right now. Trump is, of course, the commander-in-chief of the US forces. And he was using the full strength of his position, some argue going beyond it, when he sent the national guard and the marines – bypassing the state governor – to the streets of Los Angeles in the past few days.

    There are now, according to ABC News, more US troops on the streets of LA than in Syria and Iraq. This was necessary, Trump claimed, to address protests over immigration raids that broke out around LA. Something that Sean Parnell, chief Pentagon spokesperson, said this week was “exactly what the American people voted for”.

    While Trump is testing how far he can flex his political and military muscle at home, as the Open University’s Sinead McEneaney has detailed, he is also using what some historians have called unprecedented use of power, by sending in the marines to take action against Americans, while California governor Gavin Newsom said the troops were not wanted, or needed.

    Newsom is pushing back hard, and publicly, against Trump. Something, that Natasha Lindstaedt at the University of Essex, believes could propel Newsom higher up the Democrat selection list for a presidential nomination.

    While signalling his military strength to those on the streets of California, Trump has also been sending a strong message to his erstwhile international allies that he might not be quite as willing to share his military hardware with them as they might have thought they had been promised. The US administration has opened a review of the Aukus (the Australia, UK and US defence pact) and in particular its nuclear submarine deal, to see whether it meets the “America first” criteria. This deal was due to help all three countries scale up their submarine capacity.

    Australia already transferred US$500 million to the US this year, as part of a down payment on the deal, with the expectation of receiving used US submarines in the near future. Canberra and London have been speedily revising their reliance on Trump as a security partner in the past few months. This is yet another signal from Washington that they definitely should.

    John Blaxland , a professor at the Strategic and Defence Studies Centre, Australian National University, argues that Trump is angling to renegotiate the Aukus deal but won’t scrap it.

    “There are a few key reasons for this. We’re several years down the track already. We have more than 100 Australian sailors already operating in the US system. Industrially, we’re on the cusp of making a significant additional contribution to the US submarine production line. And finally, most people don’t fully appreciate that the submarine base just outside Perth is an incredibly consequential piece of real estate for US security calculations.”

    Meanwhile, Mark Beeson, an adjunct professor at the University of Technology Sydney and Griffith University, believes that Australia is locked into the foreign and strategic policies of “an increasingly polarised, authoritarian and unpredictable regime” and should rethink its international relationships.

    Beeson quotes an essay from another Australian academic, Hugh White, from Australian National University: “It is classic Trump to expect more and more from allies while he offers them less and less.”

    Russia’s battlefield count

    In a military arena where most of the world would like Trump to apply a little more pressure, he continues to hold back and Vladimir Putin continues not to do a peace deal. Putin showed no sign of calling off his troops (or drones) from attacking Ukraine this week.

    But as the onslaught continued Russia is expected to hit a horrific target this month, 1 million casualties in the war. Hundreds of thousands of Russians have died forcing Putin to get increasingly creative in coming up with ways to fill the gaps on the battlefields.

    According to some reports he is sending the wounded back to fight before they are fully recovered, as well as offering large financial incentives to those who join up, and their families. The conflict continues and the death toll does, too. As Russian politics expert Jenny Mathers at the University of Aberystwyth points out, even before the war the country had a demographic crisis, and now that is even more extreme.

    Russian women who want to earn the newly reinstated “Mother Heroine” award by bearing and raising ten or more children may struggle to find men to father them now, and after the war. Putin, like Trump, is fond of suggesting there is a glowing future for those who support him. The Russian leader has even created a Time of Heroes programme for war veterans who are promised a fast track into an elite career on their return from battle. Whether, of course, they do return when an estimated 53 casualties are being lost per square kilometre of land gained in eastern Ukraine is not a gamble many would like to take.

It is reported that Chinese President Xi Jinping had a phone call with US President Donald Trump at the request of the latter. President Xi pointed out that the two sides should enhance communication in such fields as foreign affairs, economy and trade, military and law enforcement.

      The spokesperson noted that China always upholds the principles of mutual respect, peaceful coexistence and win-win cooperation, and stays committed to promoting a steady, sound and sustainable development of China-US military-to-military relationship.

  • MIL-OSI China: China renews bilateral currency swap agreement with Türkiye

    BEIJING, June 13 — The People’s Bank of China (PBOC), the country’s central bank, has renewed a bilateral currency swap agreement with the Central Bank of the Republic of Türkiye.

    The total value of this agreement is 35 billion yuan (about 4.88 billion U.S. dollars), or 189 billion Turkish lira, the PBOC said in a statement on its website.

    The agreement is valid for three years and can be renewed upon mutual consent, according to the statement.

    Meanwhile, the two sides have also signed a memorandum of understanding to establish a yuan clearing arrangement in Türkiye.

    These arrangements mark a new stage in China-Türkiye financial cooperation and are expected to facilitate the use of local currencies by enterprises and financial institutions of both countries for cross-border settlements, further promoting and facilitating bilateral trade and investment, the statement said.

  • MIL-OSI China: China-Africa trade shifting toward more diversified, high value-added model

    CHANGSHA, June 13 — China-Africa trade is undergoing a profound transformation from a traditional resource-based model to one that is more diversified, high value-added and technology-intensive, according to a document released Friday at the ongoing China-Africa Economic and Trade Expo.

    The Blue Book of China-Africa Economic and Trade Cooperation: Development Report (2025) highlights expanding cooperation in sectors such as industry, agriculture, telecommunications, digital economy, new infrastructure, green energy and financial services.

    Agricultural trade between China and Africa is transitioning from raw material exports to processed goods, cooperation in digital and technology-related services is gaining traction, and cross-border e-commerce is playing a growing role alongside traditional trade channels, said the document.

    These developments are driven by Africa’s push for industrialization, China’s economic upgrading, and the continued influence of the Belt and Road Initiative, it said.

    Infrastructure cooperation has expanded steadily, with projects covering sectors such as transport, energy and communications. Broader partnerships have also formed in education, agriculture, healthcare and green development, supported by maturing policy frameworks, trade pacts and financing tools, it said.

    The document, jointly released by organizations including the China-Africa Economic and Trade Promotion Council, the Department of Commerce of Hunan Province, and the China Economic Information Service, made use of both public data and field research.

    It features a specific annual theme that reflects key developments and challenges in China-Africa trade, and aims to provide actionable recommendations for future cooperation.

    The fourth China-Africa Economic and Trade Expo is being held in Changsha, capital of central China’s Hunan Province. Nearly 4,700 Chinese and African companies as well as over 30,000 participants are attending the four-day event, themed “China and Africa: Together Toward Modernization.”

    Economic and trade cooperation between China and Africa has demonstrated strong vitality, with a rapid increase in trade value over the past 25 years, official data showed.

    China’s total trade with African countries increased from less than 100 billion yuan (about 13.9 billion U.S. dollars) in 2000 to 2.1 trillion yuan in 2024, marking an average annual growth of 14.2 percent, according to the General Administration of Customs.

    China and Africa, as the largest developing country and the continent with the highest concentration of developing countries, respectively, are jointly exploring new frontiers in South-South cooperation, said Xu Xiangping, head of the China-Africa Economic and Trade Promotion Council.

    Xu added that China-Africa trade has repeatedly reached new levels, with notable developments including expansion in scale, structural upgrades and growing investment across industrial chains and emerging sectors.

  • MIL-OSI Asia-Pac: Corporate intern scheme begins

    Chief Secretary Chan Kwok-ki today officiated at the kick-off ceremony of the Home & Youth Affairs Bureau Scheme on Corporate Summer Internship on the Mainland & Overseas 2025.

    Speaking at the ceremony, Mr Chan said the scheme has been well received by the youth and highly recognised by the participating corporates since its launch in 2018, with over 1,000 Hong Kong young people benefitting so far.

    Twenty-eight corporates are participating in the scheme this year, providing internship placements covering financial services, innovation and technology, logistics, property development, construction, retail, hospitality, entertainment and public utilities.

    The internship placements span different Mainland provinces and cities and overseas countries including Singapore, Thailand, the Philippines, Mongolia and Australia. The recruited interns will depart from June onwards to undertake internship placements of no less than four weeks.

    Noting that the scheme is dedicated to bringing Hong Kong youth to “go global”, Mr Chan said the young people can accumulate work experience, broaden their horizons and expand their interpersonal networks via the internships, assisting them in planning their future.
