    In a spirited and insightful panel discussion held yesterday at WAVES, Mumbai, the spotlight was turned on the rich heritage of Indigenous Sports and their growing journey from Indian heartlands to global arenas. The session, titled “Indigenous Sports: From India to the Global Stage”, witnessed the convergence of influential policymakers, celebrated athletes, sports entrepreneurs, and thought leaders united in a shared vision: to catapult India’s native games to international recognition and success.

    Delivering the keynote address, Shri Mohan Charan Majhi, Chief Minister of Odisha, passionately highlighted the deep cultural roots of indigenous sports in India. “These games are not just physical contests; they are an integral part of our communities, our traditions, and our identity,” he said, expressing gratitude to Prime Minister Shri Narendra Modi for his visionary leadership towards making India a global sports powerhouse. Shri Majhi further highlighted that Odisha, home to vibrant tribal communities has preserved these ancient games and is emerging as a sports hub. “We are committed to nurturing rural talents and ensuring every gifted athlete finds a platform to shine”, he stated.

    Smt. Raksha Nikhil Khadse, Union Minister of State for Youth Affairs & Sports, expressed her heartfelt gratitude to Prime Minister Narendra Modi and the WAVES platform for fostering a meaningful dialogue around this significant movement. “India has already emerged as a global ambassador of Yoga. Now, we are proudly showcasing our traditional games like Kho-Kho and Kabaddi on the international stage. The Khelo India initiative is proving to be a transformative force in nurturing grassroots talent and shaping the future of Indian sports,” she remarked. She further emphasized that sports not only promote physical well-being but also strengthen relationships and foster unity—reflecting the very essence of India’s rich cultural heritage.

    Anupam Goswami, League Commissioner, Pro Kabaddi League, emphasized India’s vast potential as a sports market. “We must harness this opportunity by promoting indigenous sports, which hold immense emotional and cultural value”, he added.

    Fazel Atrachali, iconic PKL athlete from Iran, shared how Kabaddi has transformed lives. “Thanks to PKL, Kabaddi has become a professional sport, giving players fame and financial security”, flagged an elated Fazel.

    Nic Coward, Regulatory Chairperson, English Cricket Board, stressed the importance of globalization and modern distribution channels. “To popularize traditional sports worldwide, we must embrace digital platforms, including e-sports”, he flagged.

    Sudhanshu Mittal, President of the Kho-Kho Federation, revealed that Kho-Kho is now played in 55 countries, with a target to reach over 90 nations by year’s end. “Our indigenous games are unique—requiring more strategy, stamina, and spirit. They hold immense global appeal. But they need government backing, branding, and diplomatic support”, he asserted.

    Yannick Colaco, Founder of Fancode, pointed to technology as a game-changer. “Access and engagement are key. With the right tech, we can create deeper fan connections and take Indian sports global”, he added.

    The session was moderated by Mantra Mugdh, who masterfully navigated the discussion, weaving together diverse insights and forward-looking strategies.

  • MIL-OSI Australia: Making tracks towards world-class Metro services to Western Sydney International Airport

    The first tracks have been laid on the Sydney Metro – Western Sydney Airport line, the public transport spine linking the new airport and the fast-growing area around it. 

    Only Labor will invest in the infrastructure that a growing Western Sydney needs, and we’re getting the job done while supporting local jobs and resources.

    More than 6,400 tonnes of Australian-made rail steel will be laid along the 23-kilometre line between St Marys and Bradfield between now and mid-2026.

    In total, 106.8 kilometres of rail line and 76,285 sleepers will be installed, including putting tracks down at the stabling and maintenance facility at Orchard Hills.

    The new Metro line to Western Sydney International Airport is jointly funded by the Albanese and Minns Labor Governments and will create over 14,000 jobs during construction, including hundreds of apprenticeships.

    The first portion of track was installed at Luddenham, north of a new metro rail bridge over the future M12 motorway, which is also being co-funded by the Australian and NSW Governments.

    Track laying is now progressing north towards St Marys.

    Work to build the six stations for the new line is in full swing, while plans detailing the design for each station are now finalised.

    Sydney Metro – Western Sydney Airport is part of an integrated transport plan that includes massive infrastructure investment in surrounding roads.

    In January, the Albanese and Minns Labor Governments committed $1 billion in joint funding to upgrade Fifteenth Avenue – a critical transit corridor from Liverpool to the Western Sydney International Airport, unlocking jobs and housing in key growth areas.

    The investment in Fifteenth Avenue complements investments in Metro, the $2 billion M12 Motorway, $1 billion Mamre Road Stage 2 Upgrade and $800 million Elizabeth Drive – Priority Sections Upgrade.  

    The Albanese Government is investing $19 billion towards transport infrastructure projects in Western Sydney.  The Minns Labor Government is investing over $21 billion for Western Sydney roads and public transport projects to accommodate population and employment growth.

    This is yet another example of the Minns and Albanese Labor Governments building Australia’s future, and delivering the critical infrastructure communities need before families move in.

    It’s a stark contrast to a decade of State and Federal Liberal Governments that allowed communities to grow without providing the infrastructure communities need.

    Minister for Infrastructure, Transport, Regional Development and Local Government Catherine King said:

    “Every great airport needs a frequent and efficient rail link, and that’s what the Albanese and Minns Governments are delivering in Western Sydney.

    “Once this track is laid and trains are running, this rail link will connect passengers from the new airport to St Marys in just 15 minutes.

    “The Albanese Government has also invested $1 billion to start securing rail corridors in south west Sydney. These corridors will mean this Metro or the Sydney Trains network can be extended, connecting the airport and these growing parts of Sydney to the rest of the city.”

    Minister for Transport John Graham said:

    “The start of track laying is an exciting milestone for Sydney Metro – Western Sydney Airport. Each new metre of track is a step towards economic opportunity for Western Sydney and the economy of NSW.

    “Sydney loves Metro and this line will deliver passengers between the wider train network and the new airport but also take workers to the new jobs created at the airport and the many businesses that will grow around it.

    “Labor believes Western Sydney deserves the same standard of infrastructure and connectivity that areas closer to the CBD already enjoy – and we are getting on with job of building it. This project is providing 14,000 jobs right here in Western Sydney which is another great dividend.

    Member for Werriwa, Anne Stanley said:

    “With Western Sydney Airport flights starting within the next two years, it has taken a Federal and State Labor Government working together to deliver the infrastructure this part of Sydney needs.

    “Liberal Governments at every level wasted a decade in preparing for Sydney’s new airport. We’re building Australia’s future and getting on top of the work this community needs.”

    Member for Leppington Nathan Hagarty said:

    “We’re making significant progress on the infrastructure that will shape the future of South West Sydney — with world-class Metro services, better roads, and an international airport on our doorstep.

  • MIL-OSI USA: Reps. Cleaver, Casten Lead Call for Transparency on Climate Risks to Federal Mortgage Programs

    (Washington, D.C.) – This week, U.S. Representatives Emanuel Cleaver, II (D-MO), Ranking Member of the Financial Services Subcommittee on Housing and Insurance, and Sean Casten (D-IL) led 14 House Democrats to call on Congress to direct the Department of Housing and Urban Development (HUD) to conduct a study of climate-related risks to its loan guarantee programs. In a letter to Appropriations Subcommittee on Transportation, Housing, and Urban Development Chairman Steve Womack (R-AR) and Ranking Member Jim Clyburn (D-SC), the lawmakers argued a study was necessary to understand the full impact of climate disasters on the federal housing finance ecosystem and loan performance.

    “The Federal Housing Administration’s (FHA) mortgage financing programs enable billions of dollars of capital to support the purchase, refinance, construction, and rehabilitation of single- and multi-family housing and assisted housing across the United States,” the lawmakers wrote. “However, due to the increasing frequency and severity of weather disasters caused by climate change, homeowners may find it challenging to make mortgage payments, which could lead to defaulting on FHA-insured loans.”

    “Given the FHA’s prominent role in the mortgage market, we respectfully request that the Subcommittee include the following report language,” the lawmakers continued. “This effort is crucial to understanding the impact of climate disaster broadly on the housing finance ecosystem and loan performance, specifically delinquency and default.”

    In 2024, 27 climate disaster events in the U.S. resulted in nearly $185 billion in total damages. If homeowners cannot bear the costs of climate disasters and are unable to make payments on mortgages or other loans, these resulting defaults could push losses into different parts of the financial system, which could shift the risk to lenders – or, in the case of FHA-insured mortgages, to the federal government and American taxpayers – triggering shocks to the broader financial system. 

    Given these risks, the lawmakers are calling for a study and report on the impacts of climate change on the performance of loans insured under the Federal Housing Administration’s Mutual Mortgage Insurance (MMI) and General Insurance and Special Risk Insurance (GI/SRI) Funds, including the potential for reduced recoveries and higher loss severities on defaulted loans due to the impacts of climate change. Additionally, the lawmakers would like HUD to identify regions of the country where FHA-insured mortgages are most exposed to climate-related risks.

    The letter was co-signed by Representatives Cleo Fields (D-LA), Nikema Williams (D-GA), Juan Vargas (D-CA), Yvette Clarke (D-NY), André Carson (D-IN), George Whitesides (D-CA), Sylvia Garcia (D-TX), Steven Horsford (D-NV), Gregory Meeks (D-NY), Sam Liccardo (D-CA), Dave Min (D-CA), Joyce Beatty (D-OH), Mark DeSaulnier (D-CA), and Yassamin Ansari (D-AZ).

    Canberrans who own ZEVs are helping to reduce the city’s use of fossil fuels.

    You might have heard that zero emissions vehicles (ZEVs) can save you money and are better for the environment.

    But have you ever wondered just how much of an impact they actually have?

    We’ve done the maths to reveal just how much of a difference they can make for Canberrans.

    How much money can you save?

    Households with electric vehicles could save up to $2,000 per year over the next 10 years.

    That’s according to the Australian Energy Market Commission’s recent report on Residential electricity price trends  2024.

    Electric vehicles are cheaper to run than petrol, diesel and hybrid alternatives. This is because electricity costs less than petrol or diesel and maintenance is cheaper.

    You can increase your savings even further if you:

    • drive a lot (over 15,000 kilometres per year)
    • charge your vehicle at home
    • have home solar.

    The ACT has some of the most generous financial incentives available for ZEV purchase in Australia. These include:

    • zero interest loans
    • stamp duty exemptions
    • lower registration fees.

    Prices for new ZEVs are continuing to drop, with many options now available below $40,000. New manufactures are continuing to enter the market, which increases competition, reducing vehicle prices further.

    With more than 10,000 ZEVs on the road, Canberrans are saving almost $24 million per year on running costs.

    What about the environmental benefits?

    Doing your bit to reduce emissions helps our city take action on climate change.

    More than 40 percent of the ACT’s greenhouse gas emissions come from private vehicle use.

    With 10,000 ZEVs on the road, emissions are reduced by 32,600 tonnes of carbon dioxide a year. That has real benefits to our environment, health and the quality of our air.

    Canberrans who own ZEVs are helping to reduce the city’s use of non-renewable energy sources. They are helping us save around 13 million litres of petrol or diesel per year. That’s roughly five Olympic swimming pools.

  • MIL-OSI USA: MATSUI CONDEMNS REPUBLICAN EFFORT TO REPEAL CALIFORNIA’S CLEAN AIR ACT WAIVERS

    WASHINGTON D.C. – Today, Congresswoman Doris Matsui (CA-07), Co-Chair of the House Sustainable Energy and Environment Coalition, released the following statement rebuking House Republicans’ effort to eliminate the Environmental Protection Agency’s Clean Air Act waivers for California’s Advanced Clean Trucks, Advanced Clean Cars II, and Heavy-Duty Low NOx Omnibus rules. 

    “The evidence is overwhelming: clean air saves lives. That’s why I have spent my career in Congress fighting for stronger emissions standards and cracking down on toxic air pollution,” said Congresswoman Matsui. “For over 50 years, California has used its Clean Air Act authority to lead the way on strong, forward-thinking air pollution standards. Our policies serve as a national blueprint – showing how to cut emissions, drive innovation, create good jobs, lower costs at the pump, and protect families from harmful pollutants. This is a blatant, unlawful attempt to undermine decades of progress and double down on dirty fossil fuels. We must stop wasting everyone’s time and start working for the American people.”

    Last month, the Government Accountability Office reiterated a 2023 decision that California’s Clean Air Act waivers were not subject to the Congressional Review Act (CRA). The Senate Parliamentarian has affirmed this determination, ruling that the CRA cannot be used to overturn California’s waivers. 

    Congresswoman Matsui has spearheaded efforts in Congress calling for stronger emissions standards for cars and trucks. Under the first Trump Administration, the Congresswoman led opposition to President Trump’s attempts to revoke California’s pollution standards, and the Congresswoman successfully fought for the reinstatement of California’s authority under the Biden Administration.

    In March of 2021, she led a letter with 70 of her colleagues urging the Biden Administration to take action to reinstate California’s Clean Air Act waiver and restore the Obama-Biden tailpipe emission and fuel economy standards. In July of 2021, she led a follow up letter with then Energy and Commerce Chairman Frank Pallone and 139 of her colleagues to reiterate the importance of reinstating the California Clean Air Act waiver.

    On President Trump’s proposed Budget:

    Speaker Emerita Pelosi. The budget that the President put out that we just are reviewing now is one that is really a shame.

    A budget should be a statement of our national values. What is important to us as a nation should be reflected in that budget. It should be a budget of investing in our future for our children and the rest. And if you review the budget that the President put forth, he cuts education. Nothing brings more money to the Treasury than the education of the American people. Early childhood, K-12, higher education, post-grad, lifetime learning for our workers.

    The best dollar you can spend in the federal budget, I do believe, is basic biomedical research. The biblical power to cure, to save lives, to save funds for families who are confronted with illness and the rest. The list goes on and on. And why? Because he says he has to cut so that he can be fiscally sound—at the same time as he’s giving enormous tax cuts to the wealthiest people in our country.

    On Democrats choosing when to fight back:

    Speaker Emerita Pelosi. You have to prioritize carefully and make the distinction so the American people can see what impact this has on their lives—carefully prioritizing and at the same time show the narrative, again, with some specific issues, show the narrative thematically of what he is doing to our country. Again: disgraceful, shameful, un-American.

    So again, we always have this debate: whether we go for opportunity, security, all of those things or specific pieces of legislation—we do both.

    On Leader Hakeem Jeffries:

    Speaker Emerita Pelosi. Our Leader, Hakeem Jeffries, is a master of this: repetition. Prioritize and repeat. Repetition, repetition, repetition. He’s so eloquent, and he’s so forceful in getting the message across.

    And we know what is going to make things different too—by using different platforms. When I was Leader, we won in ’06, we won in ’18. But now we have different platforms—taking messages to platforms where people receive their information much more instantaneously. And he understands all of that. I’m so proud of his leadership.

    He has the unity of our Caucus, the brilliance, and the strategic thinking of a leader. And again, values that would be reflected in a budget put forth by the Democrats and Leader Jeffries.

    On a new generation of Democratic leadership:

    Speaker Emerita Pelosi. Well, I’m an advocate for it. I was very, very proud to step aside. I wish that we had been in the majority—we will be in about eighteen months. And the point is, when I became the Leader after Dick Gephardt, he very graciously—when I became Leader, he did not interfere. And I don’t interfere. It’s about a new generation of leadership, thinking differently, employing the different tools of communication that exist now, and again, having the unity of the Caucus to support what you’re doing—not only as Leader but the legislation that you would put forth.

    But we have to make sure the public knows what is in their interest—their kitchen table interest—the cost of health care and prescription drugs, the cost of education, the cost of housing, all of it.

    And compare where the Democrats are and where the Republicans are on all of it. And as I say, not only Hakeem, but the rest of the Leadership—Katherine Clark, Massachusetts, her state; Pete Aguilar from California; Ted Lieu from California—so many, all champions on messaging and champions for working families.

    On a Republican cuts to the American safety net:

    Speaker Emerita Pelosi. As far as Medicare, Social Security—they paid into this. It’s not an entitlement. This is their money. They paid into this for their whole working careers. And now they’re going to say, we’re going to cut this out because we need to save money so we can give tax cuts to the richest people in America?

    No. No, we’re not doing that.

    On repairing the damage President Trump is doing:

    Speaker Emerita Pelosi. This is what we did in ’18. The President said, he said in the very distinguished way as he’s used to speaking, ‘Obamacare sucks.’

    I hate to even quote him, but I hope my grandchildren aren’t listening. Obamacare doesn’t suck. It cures. It cures.

    We went out there. We had 10,000 events around the country of people telling their stories. They didn’t talk about politics or provisions of the bill. They talked about their stories:

    ‘My baby was born with a heart condition.’

    ‘My wife had breast cancer.’

    ‘My mother — this or that.’

    They told their stories and how that bill made a difference in their lives. Not only did we win the election, we won it with 40 seats—31 of them in Trump districts. People said to me afterward, ‘Aren’t you lucky that the Affordable Care Act—that health care—became such a central issue of the campaign?’

    I said, ‘No, we weren’t lucky. We made our own luck.’

    And that’s what we will do between now and the election.

    We will win the House. Hakeem will be the Speaker. He’ll be historic in his leadership—as well as the other members of the Leadership—and all of it because of the courage of our Members to take the tough votes to get the job done.

    On a potential peace deal in Ukraine:

    Speaker Emerita Pelosi. I have no idea what it is that Putin has on Trump—politically, personally, financially, whatever it happens to be—that he should be kowtowing to Putin over and over again, saying that the Ukrainians started the war.

    But forget about that. [Russia] came into this country. They raped the women. They did that in front of their children, in front of their parents.

    They kidnapped the children—tens of thousands of them—sent them to Russia, far reaches of Russia. They murdered people in front of their family members. And they’re supposed to get land for that? That’s not where I am.

    But I’m not the President of Ukraine. I respect whatever decision he makes. But for us to say Russia should get land in order to leave—after they’ve committed crimes against humanity? Crimes against humanity.

    I don’t think Putin can go anyplace without getting arrested for his crimes against humanity—at least Europe recognizes that. Others recognize that—even if Donald Trump thinks that’s okay.

    On her proudest accomplishment and legacy:

    Speaker Emerita Pelosi. Of course, the Affordable Care Act. Because this was directly, directly beneficial to America’s working families.

    And it’s about the national health care financial stability as well. But with all legislation, you want to do more. You don’t do more in terms of lowering the cost of prescription drugs.

    We did that in the IRA, but we can’t do it totally. We have to do it in stages, and I would like to do it all at once. But we have to get it passed in the Congress.

    What was the hardest thing? Well, I always knew we had the votes.

    WASHINGTON — Today, Congresswoman Nydia M. Velázquez (D-NY) introduced the Fair Taxation of Digital Assets in Puerto Rico Act, a bill that would close a loophole in the federal tax code that is exploited by cryptocurrency investors claiming Puerto Rican residency to avoid paying taxes on income derived from investments in digital assets.    

    “For years, some of the wealthiest U.S. investors in digital assets have used Puerto Rico to avoid paying federal taxes,” said Velázquez. “This influx has not brought promised economic growth, instead it has raised costs and driven displacement on an island where the poverty rate is already 40 percent.  It’s about fairness. If you’re making money from digital assets, you should be paying your share—no matter your zip code.”

    Under current law, U.S. citizens who spend at least half the year in Puerto Rico can classify income from digital asset activities like mining, staking, or trading, as Puerto Rico-sourced and thus become exempt from federal taxes. Velázquez’s bill would change that, making clear that digital asset income is still subject to federal taxation.

    The bill comes amid ongoing concerns about the impact of the wave of crypto investors in Puerto Rico, many of whom are able to legally avoid paying any capital gains taxes by securing additional exemptions through local Act 22. Between 2020 and 2026, Puerto Rico is expected to lose $4.5 billion in revenue due to tax breaks for wealthy investors. An IRS whistleblower has also estimated that more than $10 billion in income is being shielded from federal taxes each year under current rules.

  • MIL-OSI New Zealand: Government Cuts – Auditor-General urged to investigate cuts to experts stopping health fraud – PSA

    The PSA is today requesting that the Auditor General investigate the proposed axing of fraud and audit experts which would see millions of health dollars no longer recovered through overpayment or theft.
    The Audit and Assurance Directorate at Health New Zealand Te Whatu Ora is a critical unit focused on ensuring some $12 billion of annual funding of the primary health care sector is paid out correctly and not subject to fraud.
    But Health NZ is proposing to remove 23 roles, a cut of 28% of the workforce, along with other changes.
    “Millions of dollars of precious health funds will be lost if this proposal goes ahead so the Auditor General as the watchdog of the public purse should be concerned,” said Fleur Fitzsimons, National Secretary for the Public Service Association for Te Pūkenga Here Tikanga Mahi.
    “We have written to the Auditor General asking him to challenge the Government’s decision which will erode rigorous oversight and good governance over billions of scarce public dollars.
    “The impacted workers are highly specialised auditors and fraud investigators who save the Government millions of dollars each year. Each investigator recovers around $430,000 a year. These changes will cost money, not save money – there is no more blatant example of false economics.
    “If these jobs are axed, fewer investigations and audits will take place. It just makes no sense to save money through job cuts when you weigh that against the huge loss of money that will no longer be clawed back if this team is gutted. Any costs savings from job losses will be lost through mistakes and fraud going undetected.
    “The PSA strongly opposes these cuts which come at a time of huge pressure on the public health system and when the health dollar has never been scarcer because of Government decisions to underfund and cut health spending.
    “If the Government is so worried about the state of its books, it should urgently rethink this reckless proposal.”

    Manama, Bahrain – 04 May 2025 – In line with the newly introduced requirements by the Ministry of Justice, Islamic Affairs and Waqf, the Central Bank of Bahrain (CBB) hosted a workshop to discuss the “Legal Professionals Account Opening Guidance” paper issued by the Central Bank of Bahrain. The session focused on showcasing the process retail banks are expected to follow when opening accounts for lawyers or law firms.

    Under the updated requirements, legal professionals must have dedicated bank accounts for client payments, which may only be opened upon receiving a no-objection certificate from the Ministry. The letter must also include relevant Know Your Client (KYC) information, aligning the process with established compliance and transparency standards.

    The workshop was attended by nearly 60 representatives from the CBB, the Ministry of Justice, Islamic Affairs and Waqf, and various retail banks. The opening remarks were delivered by Mr. Nawaf Ahmed Bubshait, Director of the Compliance Directorate at CBB, followed by Mr. Salman Al-Ameri, General Registrar at the Ministry of Justice, Islamic Affairs and Waqf. The CBB’s Compliance team followed with a detailed presentation and opened the floor to questions posed by the participants.

    On the occasion, Mr. Nawaf Ahmed Bubshait said: “The CBB remains committed to strengthening its cooperation with the relevant entities and maintaining open channels of communication with public and private sector organizations.     On February 1, on The Conversation’s podcast, Anthony Albanese not only declared that Labor would retain majority government, but held out the prospect it could win the Victorian Liberal seats of Menzies and Deakin.

    This was when the polls were still bad for Labor and the Coalition was confident of gaining a swathe of seats in Victoria.

    Now Liberal Michael Sukkar has lost Deakin to Labor’s Matt Gregg, while fellow Liberal Keith Wolahan says it is “more likely than not” he’ll be ousted from Menzies.

    Obviously Albanese’s political judgement was better than most. Two other points are notable. The first is how quickly things turned around. But there’s a counterpoint: maybe they didn’t turn around in quite the way they seemed. Perhaps a few months ago, voters were expressing their frustrations, but many were always going to be reluctant to endorse Peter Dutton when decision-time came.

    Even so, the extent of the decimation of the Liberals was nearly unthinkable. Labor minister Don Farrell said that two days out, Labor’s polling showed a majority but not this result. The Liberals are a rump, without a leader, with no obvious successor, and no clue of what direction to take a party left with hardly any urban seats and the prospect of another two terms, at least, in the wilderness.

    First, however, to the government. Albanese is basking in golden days. But he knows Labor must avoid hubris. As he enjoyed Sunday morning at a local coffee shop, he said “we will be a disciplined, orderly government”.

    To state the obvious, the win will boost Albanese’s authority. But it will also open him to pressures, externally and internally.

    In Labor’s first term, many commentators and stakeholders argued the government was too cautious. Some urged it should tackle more robust economic reform; others wanted it to shift left. Those voices will strengthen now Labor has the numbers to flex its muscles more vigorously. But Albanese is wary of breaking promises – it took a long time for him to go back on his word over the stage three tax cuts – or surprising the electorate.

    The person to watch is Treasurer Jim Chalmers.

    On Saturday night, the treasurer said, “We do believe we’re an ambitious government but we know there is a sense of impatience as well when it comes to some of our big national challenges”.

    Chalmers told the ABC on Sunday, “The best way to think about the difference between our first term and the second term that we won last night [is the] first term was primarily inflation without forgetting productivity, the second term will be primarily productivity without forgetting inflation”.

    This is a very big aspiration. Australia’s productivity performance is dreadful. If that’s to improve significantly, Chalmers may have to take on battles in some policy areas, such as industrial relations, that are very sensitive for Labor and the unions.

    The win, but more particularly the issues ahead, which focus on the economy here and overseas, will give Chalmers an even more central voice, as well as present even tougher tests for him. Chalmers was lavish in his praise of Albanese on Saturday night and Sunday; he said he had rung the PM during Saturday, before the result, and “I said his was an extraordinary campaign, he’s got a lot to be proud of and we are certainly proud to be part of his team”.

    For all that, Chalmers is, and sees himself as, Albanese’s most credible successor, although other aspirants are in the mix. Despite Albanese indicating he will serve a full term and the result leading people to say he will be well placed to lead into the 2028 election, that is not inevitable.

    Who will lead the Liberals into that election is absolutely unknowable. The potential field for the post election leadership vote is lacklustre, and whoever wins that vote could be a seat warmer.

    That field includes shadow treasurer Angus Taylor, deputy leader Sussan Ley, shadow immigration minister Dan Tehan, and defence spokesman Andrew Hastie.

    Taylor, an economic conservative, has faced immense criticism for his performance over the past three years. Ley, who is more towards the centre, has been guilty of overreach, although she’s toned down somewhat recently. Hastie has not broadened out from his defence comfort zone. Tehan is experienced but does not present well to voters.

    Dutton had a weak team around him; the next leader will have an even thinner one.

    Even more diabolical than who the Liberal Party should choose is where it should go in its positioning. The party has become an identity vacuum. It has lost its more genteel urbanites, and failed to win the aspirational suburbanites. These constituencies have different priorities but to revive themselves the Liberals have to thread the needle between them, which looks, at the moment, an impossible task.

    Then there are the problems with women and younger voters. The Liberals’ “women problem” has been debated for years; they seem further than ever from grappling with it. The failure ranges from candidate selection to policy blindness.

    On the latter, the working-from-home debacle was a classic example of disconnect with many women’s lives. The policy (later dumped) to bring public servants back to the office five days a week was driven by a woman, shadow finance minister Jane Hume. It wasn’t properly workshopped, but surely it was obvious that running this policy would be a disaster, especially with female voters. You wouldn’t need a focus group to tell you that.

    As the baby boomers, already outnumbered, fade further, how are the Liberals to connect with the younger voters who are now the dominant demographic? These voters are increasingly progressive. For them, the Liberals need generational change. But the only new generation contender in the present leadership list is Hastie, and he is a conservative.

    Another complication for the Liberals is that the Nationals have done well. This means they’ll have a bigger say in the Coalition, including a bigger share of the frontbench. This might push the Coalition further to the populist right. A few will argue the Coalition parties should separate, but this is not the answer – it hasn’t worked in the past.

    There’ll be a policy overhaul, and that could involve a tricky argument over nuclear, to which the Nationals especially are deeply committed. And will the Coalition commitment to the Paris agreement and the 2050 net zero emissions target come under assault?

    The Liberals are in an extraordinarily bad place. Politicians in such circumstances search for so-called “narrow goat tracks” to better ground. Debris is littering any track in sight for the Liberals. Their only comfort can be that politics is volatile.

  • MIL-OSI Global: Reform or retreat? The Catholic church in Africa after Pope Francis

    The Catholic church faces a fundamental question as it prepares to elect a new pope. That is, whether to go back to a monarchical papacy with its pomp and pageantry, or to build on the momentum begun by Pope Francis. He focused on the poor and proffered a humble lifestyle and message of hope.

    I am a theologian who has studied the development of Catholicism in Africa, especially under the leadership of Pope Francis. In my view, the church after him will be defined by two forces, which will be at play during the process of choosing a new pope.

    First, those who embrace Pope Francis’ wide-ranging, modernising changes in the Catholic church. The reform-minded pope made it possible to advance a new church culture that respected the voice and agency of the non-ordained. He pushed for a servant leadership, and a more pastoral, missionary, and accountable exercise of authority.

    In the second camp are those Catholics who oppose the reforms introduced by Pope Francis. They see cultural evolution and social change as destroying the traditions and teachings of the church. They would like to restore the Latin Mass with its ancient church rituals and male clerical culture.

    These camps are entrenched in their positions. The 138 cardinals (18 of whom are Africans) who will elect the new pope will voice their views at meetings held ahead of the conclave. These processes will determine who will be elected.

    The 18 African cardinal-electors will be fully aware that the divisive issues in contemporary Catholicism often neglect the concerns and needs of Africa. These concerns include a continued colonial structure, and racialised thinking and mentality that sees Africa as one country rather than a continent of diversity and pluralism.

    My hope is that the cardinals will find among their ranks someone in the mould of Pope Francis who has a far-reaching vision. Someone with the courage to continue reforming the ecclesial systems and structures to meet this moment with the gospel of love.

    Catholicism in Africa

    Pope Francis often pointed to Africa, which is seeing the highest growth in population in the Catholic church, as the continent of joy and hope. A continent where the world can see how religious faith can bring about a different attitude to human relationship, communal resilience, solidarity, and global fraternity.

    But African Catholicism has been severely affected by the polarisation in the broader church. This is particularly true on issues of marriage and family life. Other polarising issues include same-sex marriages, climate change, the place of women in leadership in a patriarchal church, and the autonomy of local African Catholic dioceses from the central authority of the Roman Catholic Church.

    The Catholic bishops of Africa need to be united in addressing these issues. In particular, there is a growing consensus that the most pressing challenge facing African Catholicism is how to wean itself from being dependent on resources from the west.

    The Catholic church in Africa – despite its exponential growth – is still treated as a “mission territory”, in need of institutional, theological, pastoral and material support from Rome. As a result, it receives financial support for its activities, and the running of schools and social agencies, from the Roman Church and other western Catholic charities.

    This dependency has affected the growth and autonomy of African Catholics and churches in setting forth and implementing priorities and projects that address the unique situation of Africa. As mission churches, African Catholic churches are “under the protection” of the Roman agency in charge of evangelisation. As a result, there are limits to what African churches can do on their own without the permission and supervision of the Roman office.

    A self-reliant Catholic church in Africa that’s free from the control of Rome would be able to stand strong in world Catholicism. A less dependent African Catholic church could be an alternative staging ground for new forms of faith that meet the spiritual hunger of today’s world. This would mean providing vibrancy of worship and a sense of community through the social and spiritual bonds that exist in African churches.

    Given the changing demographics in the world church – where a majority of the 1.4 billion Catholics live outside Europe – it’s clear that Africa and the rest of the global south can no longer accept being dominated by Eurocentric Catholicism. Catholicism cannot be reduced to a single cultural or ecclesial form. It is not a western prototype that has to be replicated in Africa and the rest of the global south without regard to the social, spiritual and cultural contexts of churches in these regions.

    Viewed in this light, the future of Catholicism in Africa must be built on the agency of African cultures, religious values and traditions. Not on a rigid centralisation of power that reduces African dioceses, institutions and congregations to outposts of Rome.

    The Catholic church in Africa must take the lead in promoting human rights, good governance and the empowerment of women. It needs to reflect the values of inclusion through its leadership, structures and priorities.

    Renewed focus

    Pope Francis’ attention to the poor and the victims of history, and his commitment to global solidarity and fraternity, captured the imaginations of many. In my view, the power that the Catholic church or the next pope will wield won’t arise from the power of position or a rigid doctrinal formula. It will come from the power of non-transactional and self-effacing love through gospel non-violence. This promotes reconciliation, justice and compassion.

    Catholicism suffers when it narrows what it means to be Catholic to rituals and repetitive communal practices and devotions, without attention to people’s personal experience and encounters with God, nature and others. Or when it interprets as normative and divine revelation those traditions, laws or structures that are the product of history, culture and human attempts to meet the challenges of a bygone age.

    APEC economies are accelerating collective action on long-standing structural barriers limiting women’s economic participation, ranging from inadequate care infrastructure and underrepresentation in global value chains to gender-based violence and unequal access to innovation.

    Under the theme “Women’s Economic Participation for Sustainable Growth,” the first meeting of the APEC Policy Partnership on Women and the Economy (PPWE) held in Jeju, Korea, from 3 to 5 May is mobilizing policymakers, experts and stakeholders to advance targeted, cross-sector strategies that embed gender equality at the heart of economic recovery and sustainable growth in the Asia-Pacific.

    Opening the three-day meeting, Acting Minister of Gender Equality and Family of Korea, Shin Young-sook, underscored the importance of regional collaboration to share policies and strengthen solidarity on gender equality.

    “With the goal of advancing gender equality and women’s economic empowerment in the Asia Pacific region, APEC member economies established this meeting as a platform to share concrete policies and laid a foundation for stronger solidarity,” said Acting Minister Shin.

    Recognizing the forum’s continued efforts over the decades, Acting Minister Shin highlighted landmark frameworks including the Framework for the Integration of Women in APEC (1999), the La Serena Roadmap for Women and Inclusive Growth (2019) and the Putrajaya Vision 2040.

    “These milestones have highlighted the importance of increasing women’s participation in the labor market, strengthening women’s leadership and women’s empowerment and collecting sex-disaggregated data.”

    “APEC has also contributed to promoting women’s economic empowerment through women’s active participation in trade and investment, the digital economy and sustainable growth,” Acting Minister Shin added.

    In line with Korea’s APEC 2025 priorities of “Connect, Innovate, Prosper”, Acting Minister Shin outlined three areas of gender-responsive action.

    “Under Connect, we aim to strengthen the global response to keep our society safe from gender-based violence,” she said. “Through Innovate, we are focused on advancing women’s empowerment and economic participation in the digital and AI sectors. And under Prosper, we seek to rebuild care systems in response to demographic shifts, laying the foundation for a more sustainable future.”

    In her opening remarks at the meeting, Anita Peña, the Chair of the PPWE acknowledged the group’s continued role in policy exchange and collaboration.

    “Approximately 26 meetings have been held providing a robust platform for economies to exchange perspectives and collaboratively strengthen policies aimed at advancing women’s economic empowerment,” she said. 

    Peña highlighted key focus areas of the 2025 meeting, including global value chain resilience, the care economy, resilient economies and women’s roles in science, health and environmental resilience.

    She emphasized that these focus areas draw on PPWE’s deep expertise across the Asia-Pacific and benefit from strong leadership within various APEC fora.

    “By fostering cross-fora collaboration through PPWE dialogues, we not only strengthen synergies across APEC, but also highlight the central role of women’s economic empowerment in shaping inclusive and resilient policy outcomes across the region,” Peña added

    A policy discussion on women’s participation in global value chains explored inclusive strategies for strengthening women’s leadership and access across supply networks. Persistent gender gaps in access to trade finance, digital skills and leadership pathways continue to limit the economic potential of women-owned businesses. Cross-sector partnerships, inclusive trade policy design and stronger support mechanisms were emphasized as key enablers to boost women’s meaningful integration into global supply chains.

    A second policy session explored how preventing violence against women and girls is fundamental to enabling inclusive, sustainable economic growth, especially in the digital age. Delegates examined the growing prevalence and complexity of both offline and online gender-based violence across the region

    The discussion called for stronger legislation, improved data and digital safety systems, and intersectional support for vulnerable groups as essential components of a gender-inclusive policy framework.

    “I sincerely hope that this meeting provides APEC members with an opportunity to explore strategies for effectively addressing the global women’s economic agenda and to engage in meaningful discussion that strengthen cooperation in the Asia-Pacific region,” concluded Acting Minister Shin.

    On the third day of the World Audio Visual and Entertainment Summit (WAVES) in Mumbai, the Motion Picture Association (MPA) unveiled a comprehensive report highlighting the transformative impact of India’s film, television and streaming sectors on the national economy. Hon’ble Minister of State for Information and Broadcasting Dr. L. Murugan and Charles Rivkin, Chairman and CEO of the MPA, were present at the launch.

    Speaking at the event, Dr. Murugan commended the MPA’s global leadership and acknowledged the growing influence of Indian cinema on international audiences. “Films like RRR and Baahubali have proven that Indian stories resonate across languages and geographies,” Dr. Murugan said.

    He emphasized the government’s commitment to creating a creator-first ecosystem backed by policies, production incentives and strong intellectual property protections. Citing recent anti-piracy reforms, he stressed the importance of safeguarding creators’ rights in the digital age.

    “Cinema is not just an economic engine. It is a vital diplomatic and cultural bridge. India looks forward to deepening its partnership with the Motion Picture Association to co-create a globally respected and secure creative industry,” he added.

    Charles Rivkin expressed his enthusiasm about MPA’s ongoing partnership with India during what he called a “pivotal moment” for the country’s entertainment industry. “India’s creative economy is poised for extraordinary growth, and the MPA is proud to support this journey,” Rivkin said.

    Sharing the key findings after unveiling the report, Rivkin said that the Indian film, TV, and streaming industries supported 2.6 million jobs and generated more than $60 billion as per the annual economic output. He said that the MPA’s member studios are deeply committed to fostering the growth of India’s entertainment sector through investments, partnerships, and advocacy for forward-looking policies.

    Rivkin underscored the alignment between the MPA’s objectives and Honorable Prime Minister Shri Narendra Modi’s vision for creative economy, highlighting India’s strengths in storytelling, visual effects and global content export.

    The session concluded with a video presentation of the MPA report’s key highlights, signaling a shared vision between policymakers and global media leaders for a future driven by collaboration, innovation, and inclusive growth.

    Union Home Minister and Minister of Cooperation Shri Amit Shah chaired a high-level review meeting in New Delhi to review the progress of National Cooperative Exports Limited (NCEL), National Cooperative Organics Limited (NCOL) and Bharatiya Beej Sahkari Samiti Ltd (BBSSL). The meeting was attended by Secretary, Ministry of Cooperation, senior officials of the Ministry, and Shri Anupam Kaushik, Shri Vipul Mittal and Shri Chetan Joshi (Managing Directors of NCEL, NCOL and BBSSL respectively).

    Addressing the meeting, Union Home Minister and Minister of Cooperation Shri Amit Shah said that under the leadership of Prime Minister Shri Narendra Modi ji, these three national cooperative institutions were created by the Ministry of Cooperation with the approval of the Union Cabinet in 2023, with the aim to act as umbrella organizations for cooperative exports, organic production and promotion of quality seeds. He said that these are being operated under the ‘Whole of the Government’ approach in collaboration with the concerned Ministries/Departments/Agencies.

    To realize the vision of “Prosperity through Cooperation” of Prime Minister Shri Narendra Modi, many initiatives and historic schemes have been started under the guidance of the Ministry of Cooperation, Shri Amit Shah, which is promoting the cooperative sector at a fast pace.

    NCEL (National Cooperative Exports Limited):

    Shri Amit Shah directed NCEL to explore new opportunities for export of sugar from cooperative sugar mills, aromatic rice of Tripura, organic cotton, and coarse grains. Shri Amit Shah also suggested possibilities of partnership with big companies for export of fresh vegetables to Gulf countries and special potato varieties.

    Union Home Minister and Minister of Cooperation set an ambitious target of ₹2 lakh crore exports by NCEL of three new and specific products which are not currently being exported from India. Along with this, Shri Shah directed to route all exports of cooperative institutions through NCEL so that about ₹20,000-30,000 crore turnover and net profit after taxes and operating costs can go back to the cooperatives.

    Shri Amit Shah also suggested setting up of NCEL offices in Africa and Myanmar for pulses import and developing a dedicated website to enable cooperative members to understand the global demand and share their supply capacity.

    NCEL was set up under the Multi-State Cooperative Societies Act and has made remarkable progress in its first year. In FY 2024-25, it gave membership to more than 10,000 cooperative institutions and achieved a turnover of ₹4,283 crore, with a net profit of ₹122 crore.

    NCEL has expanded its exports to 28 countries, with key products being: basmati and non-basmati rice, marine products (especially shrimp), coarse cereals, wheat, fruits and vegetables, animal products, spices and plantation products. It has also signed strategic agreements (MoUs) with 61 importers from Senegal, Indonesia and Nepal.

    NCOL (National Cooperative Organics Limited):

    Union Home Minister and Minister of Cooperation Shri Amit Shah said that the organic products procured by NCOL are also being supplied to big brands like Amul, Bigbasket, thereby providing more volume and cost advantage to the ‘Bharat Organics’ brand. Shri Amit Shah said that soon its products will be available in Reliance stores across India.

    Under the leadership of Prime Minister Shri Narendra Modi and guidance of Union Home Minister and Minister of Cooperation Shri Amit Shah, 22 products under the ‘Bharat Organics’ brand are currently available in Delhi-NCR and there are plans to launch it in major metros. The products include cereals, pulses, spices and sweets products.

    Shri Amit Shah appreciated the efforts of NCOL and set a target of turnover of more than ₹300 crore in the financial year 2025-26. He has also directed to form groups of certified organic farmers at the state level and integrate them at a higher level.

    In the zero year of commercial operation in the financial year 2025-26 itself, NCOL has given membership to more than 7000 cooperatives in various categories and transacted a quantity of more than 1200 metric tonnes, which was procured from more than 2000 farmers. Its turnover so far has been ₹ 10.26 crores.

    The uniqueness of the brand lies in its ‘Authenticity & Sustainability’ approach, every product batch is being tested for pesticide residues as per ‘Organic India’ standards and the report is being shared with the consumers in the form of a QR code and this customer oriented initiative is being implemented for the first time in the industry.

    BBSSL (Indian Seeds Co-operative Society Limited):

    Union Home Minister and Minister of Cooperation Shri Amit Shah underlined the important role of BBSSL in strengthening the seed ecosystem of India and said that it is imperative to establish tissue culture facility to ensure availability of plants of high genetic potential for top 10 banana producing states. He said that the recently established state-of-the-art BBSSL Centre at Kalol in Gujarat will work towards development of high yielding, low maturity and low water requirement varieties of crops like tur, urad, maize. He also emphasized the need to work on sugarcane variety with high sugar content and low water requirement. Shri Amit Shah has urged BBSSL to develop seeds of Lachka fodder crops for sale through NDDB and Amul network. Shri Amit Shah also emphasized on promoting seed production for processing varieties like potato especially for French fries under the Seed Production Programme for Processing Varieties. To ensure timely availability of breeder seeds, the Union Minister of Cooperation directed the Ministry of Cooperation to coordinate with the Ministry of Agriculture to ensure timely supply of required breeder seeds.

    The Minister appreciated the efforts of BBSSL and reiterated the Government’s commitment to empower agricultural cooperatives through innovation, quality inputs and institutional support.

    The 8th National Community Radio Conference was organized by the Union Ministry of Information and Broadcasting and the Indian Institute of Mass Communication, on the sidelines of the World Audio-Visual and Entertainment Summit (WAVES), in Mumbai today. Union Minister of State for Information & Broadcasting and Parliamentary Affairs, Dr. L. Murugan honoured 12 outstanding community radio stations with the 10th National Community Radio Awards at the event.

    Speaking on the occasion, Dr L. Murugan congratulated the winners and said that the national conference is aimed to strengthen the community media landscape in India through innovation, inclusiveness, and impact. The Union Minister of State said that Community Radio is a tool to reach out to citizens in all corners of the country. The Community Radios around the country are serving some or the other welfare purpose and supporting good causes, including promotion of Indian tradition and culture, he added. The community radio stations are also taking PM Shri Narendra Modi’s vision and important development initiatives of the central government to all parts of the country. These stations are adding a new dimension of welfare activities for various communities and groups, like women and tribal community among others.

    Speaking about the first edition of WAVES 2025, Dr. L. Murugan stated that new ideas will evolve from it and that creative economy is a sunrise sector that will play a major role in the coming days. 

    List of Community Radio Stations which were awarded under four different themes

    Shri Sanjay Jaju, Secretary, Ministry of Information and Broadcasting, Shri Prithul Kumar Joint Secretary (Broadcasting) and MD, NFDC, and IIMC Vice Chancellor Dr. Anupama Bhatnagar were present amongst the dignitaries on the occasion.

    The conference brought together representatives from more than 400 Community Radio (CR) Stations across the country on one platform to provide an opportunity for dialogue and collaboration. At present, there are 531 CR Stations across the country. The conference emphasized the seminal role of Community Radio in public communication and  awareness generation and also their potential in social development.

    The Committee constituted for the Framework on Repairability Index (RI) in Mobile and Electronic Sector has submitted its Report to Smt. Nidhi Khare, Secretary, Department of Consumer Affairs, Government of India.

    The committee’s recommendations have been framed in alignment with the best global practices without causing any impediment to the industry with regard to innovation and ease of doing business. The Original Equipment Manufacturers (OEMs) are required to self-declare the Repairability Index based on a standards scoring criteria provided in the framework with no additional compliance burden.

    Further, the committee recommended that the Repairability Index should be displayed at the point of sale/purchase, E-commerce platforms and in form of QR code on packaged products to enable consumer to make informed choices.

    Repairability Index aims to create an ecosystem ,  where consumers choose options that align with the ethos of ‘mindful utilization’ of their products over ‘wasteful consumption’. By empowering consumers with ease and hassle-free repair options, the Department of Consumer Affairs is reaffirming its commitment to a self-reliant, sustainable, and consumer-friendly economy.

    Pertinently, an analysis of grievances received at National Consumer Helpline (NCH) indicates that large number of consumers witness issues while seeking repair for their mobile phone and tablets. There has been significant rise in complaints in Mobiles and Tablets product category from 19,057 in 2022-2023 followed by 21,020 in 2023-2024 and further to 22,864 in 2024-2025, which also highlighted a pressing need to improve repair accessibility and ensure greater transparency of repair and post-sale service-related information to consumers.

    In September 2024, the Department of Consumer Affairs (DoCA), constituted a committee under the chairmanship of Shri Bharat Khera, Additional Secretary for developing the framework of the Repairability Index (RI).

    The committee included

    • Stakeholders from the industry with companies like Apple., Samsung, Google, Vivo, HMD Mobiles., Dell, HP.
    • Prominent Industry associations like ICEA and MAIT,
    • Representatives from consumer organisations like EPIC,
    • Members of academia and senior officials of DoCA, Meity, MSME
    • Scientific organisations such as NTH and BIS

    The committee was mandated to recommend a robust framework for Repairability Index (RI) in Mobile and Electronics Sector. Based on the deliberations, the committee has identified smartphones and tablets as a product category for notification in the initial phase of Repairability Index in Mobile and Electronics Sector.

    The committee identified priority parts which are most prone to frequent failures and have high functional relevance as below:

    • Battery,
    • Display assembly,
    • Back cover assembly,
    • Front-facing camera assembly,
    • Rear-facing camera assembly,
    • Charging port,
    • Mechanical buttons,
    • Main microphone(s),
    • Speaker,
    • Hinge assembly or mechanical display folding mechanism,
    • External audio connector(s).

    Several meetings of the Committee were conducted to deliberate and discuss for identifying parameters for Repairability Index. Repairability is assessed on six core parameters, namely

    1. Disassembly Depth,
    2. Repair Information,
    3. availability of Spare Parts within a reasonable timeline,
    4. Software Updates,
    5. Tools and
    6. Fasteners (types and availability).

    Scoring criteria was evolved for each of these parameters and weightages were decided. After aggregation of weightages for priority parts, a RI on a five-point numeric scale is arrived at.

    The Committee actively engaged with a wide array of relevant stakeholders, including manufacturers, industry associations, consumer advocacy groups, and representatives of government. These consultations were vital for gathering diverse perspectives and ensuring the proposed framework is practical, effective, and addresses the needs and challenges faced by the consumers in India to utilize their product as long as they want.

    As India continues its rapid technological advancement and more and more consumers have access to a variety of consumer products, the need for robust after sales support and equitable repair practices is becoming increasingly crucial. For countless consumers, both in rural and urban areas, access to affordable repair options is fundamental.

    In view of this growing demand for a robust repair ecosystem, the Department of Consumer Affairs (DoCA) had launched the Right to Repair Portal India in 2022, to facilitate relevant repair associated information between the companies and consumers in 4 (four) sectors namely, Automobile, Mobile and Electronics, Consumer Durables and Farming Equipment.

    Over the last two years, consistent efforts have been made by the Department to use this portal for dissemination of repair related information. More than 65 companies across above four sectors have on boarded the portal and offer relevant repair related information to consumers.

    Over the past few years, the rapid growth of the smartphone and tablet market in India has significantly transformed the digital landscape, with smartphones and tablets becoming integral to daily life for millions of people. A National Workshop was conducted in August 2024 wherein it was unanimously agreed that a Repairability Index framework in Mobile and Electronics sector will help consumers assess the ease of repairability of smartphones and tablets and enable them to make an informed choice amongst products available in market based on their repairability.

    A high-profile breakout session titled “Digital Dreams & Cinematic Visions: Madhya Pradesh as the Next Creative Hub” was held today at Waves 2025. The session was moderated by Naman Ramachandran, International Correspondent of Variety.

    Renowned producer and director Ekta Kapoor officially launched the Film Tourism Policy 2025 of the Madhya Pradesh government. The session also witnessed the launch of the AVGC XR Policy 2025 and the Second Phase of the Madhya Pradesh Film Cell Portal.

    Speaking on the occasion, Ekta Kapoor emphasized that while choosing a film destination, factors like rebate, ease of obtaining permissions, visual scenery, and ease of shooting are paramount.

    Shri Sheo Shekhar Shukla, IAS, Principal Secretary, Tourism Department, Government of Madhya Pradesh, highlighted that MP is the heart of Incredible India and is fast becoming the heart of filmmakers as well. He noted the state’s shooting-friendly environment, rich history and heritage, and ready talent pool. The state has one of the best benchmark financial incentive policies and a simplified single portal system for permissions, ensuring ease of shooting. He mentioned that the 2.0 policy marks an improvement with increased incentives and special provisions for repeat shooting. Extra incentives will be extended to films using local languages and local talent as well as films made in other Indian languages that shoot in MP. He added that Madhya Pradesh is aiming to give Mumbai a run for its money by branding the state through facilitating filmmaking.

    Shri Sanjay Dubey, Additional Chief Secretary, Department of IT and DST, Government of Madhya Pradesh, said the new AVGC policy will support pre and post-production and also promote related sectors like animation, gaming, and VFX. He emphasized the government’s proactive and risk-taking approach in supporting filmmakers.

    Shobha Sant, CEO of Creativeland Studios and a seasoned producer, shared her experiences from the film Stree 2, shot in MP using local talent and technicians. She cited international productions like Lion and A Suitable Boy, also shot in the state. An upcoming Australian co-production has also chosen MP as its location. Remarking that no complaints have ever been reported by film teams located in Madhya Pradesh added that “People who come once to Madhya Pradesh, want to keep coming back”.

    Other dignitaries in the panel, Jyotirmoy Saha, CEO of August Media Group, stated that the new policies will catalyze the formation of creative hubs across the state while Ashish Kulkarni, Chairman, FICCI AVGC sector, spoke on the other attractions of Madhya Pradesh, including its cuisine, the Tribal Museum, and the Global Skills Park.

    At WAVES 2025, a panel discussion on “Piracy: Safeguarding Content through Technology” brought together global leaders in media, law, and cybersecurity to address one of the most pressing challenges facing the digital content economy. Moderated by Neil Gane, Vice President and Head of Asia Pacific at IP House, the conversation reflected the growing consensus that piracy is no longer a fringe concern but a mainstream threat demanding coordinated, multi-dimensional responses.

    Vivek Couto, Managing & Executive Director of Media Partners Asia, underlined the economic cost of unchecked piracy. “Online piracy is expected to cost the industry over 10% in lost revenue between 2025 and 2029,” he said. “But effective anti-piracy enforcement could drive a 25% increase in legal video service users and unlock a US$ 0.5 billion boost in content investment, raising the total value to US$ 3.8 billion by 2029.” He urged stakeholders to reframe the piracy discussion from protection to potential, especially as India’s digital video economy scales.

    Dr. Shruti Mantri, Associate Director at ISB Institute of Data Science, highlighted the intersection of digital piracy and cybercrime. “Piracy often involves malicious tools like trojans, ransomware, and spyware. Users between 18–24 years old are particularly vulnerable,” she said. She called for comprehensive public awareness campaigns and educational initiatives, noting that prevention must begin with informed consumers. She also announced a Digital Piracy Summit being organized by ISB in collaboration with CBI and Interpol on July 9–10.

    Speaking on anti-piracy operations in the sports sector, Anurag Kashyap, Head of Anti-Piracy Operations at DAZN, explained the preventive approach. “Our strategy is built around the three Ds: detection, disruption, and deterrence. We start enforcement even before the event goes live,” he said. Invisible watermarking, he added, plays a pivotal role in tracking leaks.

    Legal expert Anil Lale, Head-Legal at Jio Hotstar, stressed the importance of strong enforcement. “The biggest deterrent is prosecuting the pirates. Law enforcement must identify the source of leaks and stop playing catch-up,” he said. Prevention, he asserted, should be proactive rather than reactive.

    Praveen Anand of Anand and Anand Associates emphasized that the solution lies in both technology and judicial reform. “Tools like AI, blockchain, and watermarking are crucial. But we must also make camcording difficult with measures like metal detectors. Timely legal action is essential to create deterrence,” he noted.

    The panel converged on the need for a united front, where technology, legislation, enforcement agencies, and public awareness work in tandem to protect the future of digital content. WAVES 2025, through such discussions, continues to spotlight actionable strategies for the Media and Entertainment industry’s most pressing concerns.

    Union Minister of State for Information & Broadcasting and Parliamentary Affairs, Dr. L Murugan unveiled “India’s Live Events Economy: A Strategic Growth Imperative”—a first-of-its-kind White Paper commissioned by the Ministry of Information & Broadcasting and prepared by EventFAQs Media, one of the knowledge partners of WAVES 2025.

    The launch event was attended by Shri Sanjay Jaju, Secretary, Ministry of Information and Broadcasting, Shri R.K. Jena, Senior Economic Advisor; Smt. Meenu Batra, Joint Secretary; and Shri Prithul Kumar, Joint Secretary (Broadcasting). Shri Deepak Choudhary, Managing Director, EVA Live and EventFAQs was also present.

    The White Paper presents a comprehensive analysis of India’s rapidly expanding Live entertainment industry, highlighting emerging trends, growth trajectories, and strategic recommendations for the sector’s continued evolution.

    India’s live events landscape is undergoing a transformation—from a fragmented sector to a structured and influential pillar of the country’s cultural and creative economy. The period from 2024 to 2025 marks a defining inflection point, with international acts such as Coldplay performing in Ahmedabad and Mumbai, signaling India’s readiness to host global-scale events.

    Key trends in the sector include the rise of event tourism, with nearly half a million attendees traveling specifically for live music events—indicating the emergence of a robust music-tourism economy. Premium ticketing segments—such as VIP experiences, curated access, and luxury hospitality—have witnessed over 100% year-on-year growth, pointing to an increasingly experience-driven audience. Participation from Tier-2 cities has surged, driven by multi-city tours and the growing popularity of regional festivals.

    This momentum is also mirrored in the sector’s rising influence on jobs and talent development. Live entertainment is not a side note to India’s creative economy anymore; it is a strategic lever that stimulates employment and drives skill development. Large-scale events in the current landscape typically generate approximately 2,000 to 5,000 temporary jobs each, underscoring the sector’s growing role in supporting livelihoods and fostering a dynamic workforce.

    The event also saw the launch of key reports, including the Statistical Handbook on Media & Entertainment Sector 2024–25 by Ministry of Information Broadcasting, ‘From Content to Commerce: Mapping India’s Creator Economy’ by Boston Consulting Group (BCG), ‘A Studio Called India’ by Ernst & Young, and ‘Legal Currents: A Regulatory Handbook on India’s Media & Entertainment Sector 2025’ by Khaitan & Co.

    With focused investments, policy support, and infrastructural upgrades, India is on track to position itself as one of the top five live entertainment destinations globally by 2030, unlocking new avenues for economic growth, employment generation, tourism, and enhanced global cultural presence.

    Task Group on New Medical School meets with universities that submitted proposals (with photo) 
    The Secretary for Health, Professor Lo Chung-mau, said, “Establishing a third medical school is an important project in the development of medical education in Hong Kong. I am pleased to see the positive feedback from the three universities that submitted detailed proposals within a specified period. During the two-hour session with each university today, our expert advisers of the Task Group and representatives from the relevant policy bureaux had fruitful exchanges with the university representatives on the content of the proposals, including innovative strategic positioning, curriculum structure and assessment methodologies, and financial sustainability. We also took the opportunity to further understand the preparatory work and resource plans underpinning each proposal, such as collaboration models with local and non-local partners and the allocation of resources for software and hardware of the curriculum, teaching manpower and student recruitment and training. The Task Group will enhance speed and efficiency in the next phase of work, adopting a holistic and integrated approach to assess the proposals, with a view to completing the assessments within this year and recommending to the Government the option that best supports the development of Hong Kong into an international medical training, research and innovation hub.”
     
    The Secretary for Education, Dr Choi Yuk-lin, said, “The 2024-2035 master plan on building China into a leading country in education newly released by our nation strives to accelerate the development of world-class universities and advanced disciplines. To tie in with this important blueprint, Hong Kong is making forward-looking preparations for a third medical school to further enhance our status as an international post-secondary education hub. We expect the new medical school not only to drive the overall advancement of the host university but also to strengthen Hong Kong’s competitiveness on the global stage. Strategically located in the Northern Metropolis University Town with a prime geographic location, the new medical school has immense potential for fostering synergy among academia, research, and industry within the vicinity and the Greater Bay Area. We hope the selected university will seize this valuable opportunity to take Hong Kong’s medical academic and research excellence to new heights through active collaboration within the region.”
     
    Established in October last year, the Task Group comprises seasoned local, Mainland and overseas academics in medical education and university management, professionals, representatives from the Medical Council of Hong Kong and the Hong Kong Academy of Medicine, as well as representatives from the relevant government bureaux and departments. It has already set the overall direction and parameters for establishing the new medical school. The 10 key parameters for consideration are: (1) innovative strategic positioning, (2) staffing, (3) campus and teaching facilities, (4) clinical exposure and learning resources, (5) curriculum structure and assessment methodologies, (6) student admission arrangements, (7) funding arrangements, (8) implementation plan, (9) teaching and learning quality, and (10) research excellence. The Task Group issued a letter of invitation on December 2 last year to all University Grants Committee-funded universities to invite local universities interested in establishing the new medical school to submit proposals by March 17 this year, and three proposals were received by the deadline.

    Civil Aid Service Cadet Corps holds 147th New Cadets Passing-out Parade 
         Speaking at the parade, Mr Ip commended the 180 new cadets for their remarkable endurance, perseverance, and co-operation skills. He said he believes that they will become committed and contributing citizens in the years to come. He stressed that young people are the future, hope, and pillars of Hong Kong, as well as the engine for driving the long-term development of society and the economy.
     
         He said that in order to nurture and guide the Cadets Corps to become patriotic and aware of the country, and to enhance their sense of social responsibility, the CAS cadets continue to actively participate in various activities. These include coastal clean-ups by kayaking, which involves cleaning marine refuse along the remote coasts of Sai Kung, and Hong Kong Tree Planting Day 2025, which focuses on tree planting to achieve carbon reduction goals. In terms of patriotic education, the CAS also organises visits for the cadets to the Hong Kong Garrison Barrack and the Hong Kong-Shenzhen Innovation and Technology Park of the Greater Bay Area, and to participate in national security education seminars to deepen their understanding of the country’s development and security.
     
         He also thanked CAS staff, members, and instructors for their hard work in nurturing young leaders.
     
         During the parade, the Guard of Honour conducted a flag-raising ceremony, and the Bicycle Demonstration Team of the Cadet Corps staged a performance.
     
         The CAS Cadet Corps has been encouraging the cadets over the years to participate in activities and training that are beneficial to the development of their minds and bodies, so they can acquire multifaceted skills while building their confidence and sense of responsibility. It will continue to strengthen co-operation with regional schools and diligently organise training activities related to national security education, such as Mainland exchange and study programmes, and visits to the National Security Exhibition Gallery for its members.

    Bridging the urban-rural divide: CSC academy leads the way in digital inclusion and skilling

    The CSC CSR Conclave 2025 marked a pivotal moment in India’s journey toward inclusive growth and rural empowerment, placing technology at the heart of social transformation. Inaugurated by Shri Atul Kumar Tiwari, Secretary of the Ministry of Skill Development and Entrepreneurship (MSDE), the event spotlighted the powerful role of Corporate Social Responsibility (CSR) in bridging the urban-rural divide through Common Services Centres (CSCs).

    “CSC represents a radical idea bridging the urban-rural divide through technology,” said Shri Atul Kumar Tiwari, Secretary of the Ministry of Skill Development and Entrepreneurship (MSDE), during the inauguration of the CSC CSR Conclave 2025. His remarks highlighted the central theme of the event leveraging Corporate Social Responsibility (CSR) for a sustainable tomorrow through rural empowerment and inclusive growth.

    Shri Tiwari also cited the visionary role of Common Services Centres (CSCs) in strengthening India’s social capital, aligning with the Hon’ble Prime Minister’s vision for rural digital empowerment. He acknowledged the vital role of CSC Academy in advancing CSR initiatives, especially in vocational training and digital empowerment for rural populations, and praised CSC’s alignment with national goals, particularly through programs like the PM Vishwakarma Yojana.

    The Conclave, organized by CSC Academy and the Indian ESG Network, brought together leaders from government, corporate, and development sectors to discuss how CSR can drive environmental sustainability, community development, and transformative change in rural India.

                           

    In his keynote address, Shri Sanjay Kumar Rakesh, Chairman and Secretary of CSC Academy, expanded on the transformative impact of the Common Services Centres (CSCs) across the country. He described CSCs not just as digital access points but as catalysts for change, operated by Village Level Entrepreneurs (VLEs) who empower their communities. “CSR is not just a statutory requirement but a strategic driver for inclusive progress,” said Rakesh, emphasizing the Academy’s focus on scalable and measurable CSR programs aimed at reaching underserved rural populations.

    Dr. Biswajit Saha, Director (Training & Skill Education) at CBSE, also highlighted the role of CSC Academy in preparing the next generation for future challenges, particularly in fields like Artificial

    Intelligence (AI), Cybersecurity, and Healthcare.

    The event featured a series of expert-led discussions that explored the intersection of CSR, environmental sustainability, and community development. Key topics included education, skilling, digital literacy, financial inclusion, women empowerment, and healthcare.

    Notable speakers at the Conclave included Shri Abhishek Gupta, Programme Specialist at UNICEF, who discussed the “Passport to Earning” initiative, and Ms. Parnal Vats, Manager of Government Engagement at VISA, who shared insights on the “Digital Village” program. Other distinguished speakers included Ms. Geetanjali Gaur, CSR Manager at Kyndryl, and Shri Rajiv Malik, CEO of Graposs Connect, who spoke about the CSC Olympiad initiative.

    The event also featured thematic panels led by experts. The Education, Skilling, and Employability panel, chaired by Shri Sunil Dahiya of the Wadhwani Foundation, included thought leaders such as Shri Raj Kumar Srivastava (IFS, Karnataka) and Shri Pallav Tiwari (UNICEF). Another panel, Women and Child Healthcare, chaired by Dr. Vashima Subha of Ernst & Young, included specialists like Shri Punit Desai (Welcome Cure) and Dr. Yogesh Patil (Biosense).

    The Conclave concluded with a renewed commitment to utilizing CSR to drive rural transformation, with CSC Academy reaffirming its mission to empower rural India through digital inclusion, skill- based education, and public-private partnerships. The event underscored the importance of collaboration across sectors to create a sustainable and inclusive future for all.

    First Minister to publish Programme for Government.

    New measures to strengthen Scotland’s public services and ensure people are supported during the cost-of-living crisis will be set out by the First Minister this week.  

    First Minister John Swinney will deliver his Programme for Government on Tuesday 6 May, focused on his four key priorities – eradicating child poverty, growing the economy, investing in public services and tackling the climate emergency.

    The First Minister announced last month that he would bring forward the Programme for Government from its expected publication date post-summer to enable a full year of delivery before the 2026 Scottish Parliament election.

    The First Minister said:  

    “Times are tough for households and businesses across Scotland, and the world around us is changing in ways that are difficult to predict. 

    “But my promise to the people of Scotland is that amidst the uncertainty there is one thing they can be sure of: the government I lead will always seek to do what is best for Scotland.

    “As First Minister, I will always put the needs and interests of the people of Scotland first.

    “I made the decision to bring my Programme for Government forward to ensure people know that the government I lead is entirely focused on improving their lives.

    “On Tuesday, I will bring my plan to Parliament that will strengthen our health service and ensure more money stays in people’s pockets during this cost of living crisis. 

    “The 2025-26 Programme for Government will make Scotland healthier and wealthier.”

  • MIL-OSI Asia-Pac: Drone tech brings new opportunities

    As drone technology continues to advance, its application is expanding across various sectors, including logistics, aerial photography, industrial inspections and more.

    In response to the growing potential of the low-altitude economy (LAE), the Government has established the Working Group on Developing Low-altitude Economy to formulate development strategies and inter-departmental action plans regarding the trend.

    The Government announced the first batch of 38 low-altitude economy Regulatory Sandbox pilot projects earlier and some of them are commencing progressively. They cover various fields and application scenarios such as emergency and rescue, drone delivery, inspection and safety maintenance, surveillance and low-altitude infrastructure.

    Business springboard

    Kun Li’s company is one of the participants in the first batch of pilot projects. It set up a branch in Hong Kong last year, focusing primarily on the application of drone technology in areas such as urban management and inspection. Their flagship product is a self-docking and charging drone station. The company hopes it can be used by all kinds of drones in the future.

    As part of the pilot project, the company joined forces with a construction company to apply drone inspections for site safety.

    Mr Li pointed out that Hong Kong, with its unique combination of rich natural landscapes and high-density urban development, offers diverse scenarios for testing drone technology. He also believes Hong Kong’s status and function as an international financial centre, provides exceptional avenues for financing and a springboard for promoting their products to overseas markets.

    Nonetheless, Mr Li acknowledged there are challenges for drone technology development in the city, including relevant policies and regulations.

    Industry facilitation

    Invest Hong Kong Head of Innovation & Technology Andy Wong believes that developing a low-altitude economy will bring significant benefits to Hong Kong’s society and economy, including enhanced smart city management, and promoting innovation and technology development. He also noted that as an emerging industry, low-altitude economy-related business will create employment opportunities, such as for drone operators in the city.

    In addition, Mr Wong highlighted that Hong Kong has a rich talent pool and a robust and efficient financial market which are the key advantages that attract low-altitude economy firms to set up operations in the city. Moreover, Invest Hong Kong has been providing platforms for companies to explore business opportunities.

    Invest Hong Kong will hold a low-altitude economy seminar on June 27, inviting industry representatives and professionals to share their latest insights.
