    Today, House Democratic Leader Hakeem Jeffries held a press conference where he emphasized that Donald Trump and House Republicans are driving up costs while taking nutritional assistance and healthcare away from millions of Americans in order to reward billionaires.

    LEADER JEFFRIES: Good afternoon, everyone. The American people desperately want an economy that is affordable for hardworking taxpayers. Donald Trump and House Republicans promised that costs would go down in the United States of America. Costs aren’t going down. They’re going up. They certainly have not gone down on day one, as Republicans promised the American people. Inflation is on the way up. Life is getting more expensive. And Donald Trump and House Republicans are driving the economy off of a cliff. Donald Trump and House Republicans have done nothing—nothing—not a single thing to make life more affordable for hardworking American taxpayers.

    The One Big Ugly Law will do nothing to meaningfully address the cost of living crisis that we have in this country. In fact, the One Big Ugly Law will make life more expensive for everyday Americans, particularly as it relates to utility bills in this country. Utility bills are going to go up as a result of the actions that have been taken by Donald Trump and Republicans. More than 17 million people are going to lose their healthcare as a result of the action taken by Donald Trump and Republicans. Children, veterans and seniors who are hungry are going to lose their nutritional assistance as it relates to the actions taken by Donald Trump and House Republicans connected to the One Big Ugly Law. And all of this has been done to reward billionaires with massive tax breaks and at the same time skyrocket and explode the debt by more than $3 trillion.

    It’s unconscionable what Donald Trump and House Republicans have done to hurt the American people. The job of those of us who are in public service should be at all times to make life better for everyday Americans, to improve the quality of life for the American people, to ensure, as Democrats are focused on, that when you work hard and play by the rules in the United States of America, you should be able to afford to live the good life—good paying job, good housing, good healthcare, good education for your children and a good retirement. That’s the American dream, and far too many people are unable to achieve it even though they are working hard and playing by the rules. Republicans haven’t made it easier to achieve the American dream. They are making it harder for everyday Americans. And that’s a shame.

  • MIL-OSI USA: Attorney General James Sues to Block Federal Rule Slashing Access to Affordable Health Care Coverage

    EW YORK – New York Attorney General Letitia James and 20 other states today filed a lawsuit challenging a new federal regulation that threatens to strip health care coverage from millions of Americans, drive up health care costs, and unlawfully remove gender-affirming care from the Affordable Care Act’s (ACA) essential health benefits. Attorney General James and the coalition argue that the new rule from the U.S. Department of Health and Human Services (HHS) and Centers for Medicare and Medicaid Services (CMS) violates federal law, ignores expert warnings, and places unjustified burdens on states and their residents. Attorney General James and the coalition are asking the court to block the rule, which they argue would devastate state health systems and endanger public health.

    “This new rule is an illegal and dangerous attack on health care access,” said Attorney General James. “It strips working families of their health care coverage, imposes unnecessary red tape, and deliberately targets low-income and transgender Americans. In New York, we have expanded coverage, improved affordability, and protected New Yorkers’ health. The federal government should take every opportunity to learn from that success, not actively work to reverse it.”

    Congress enacted the Patient Protection and Affordable Care Act (ACA) in 2010 to increase access to health insurance and lower costs for individuals and families. It created state-level health insurance marketplaces where people can compare and purchase affordable plans, and it required that all plans cover a core set of “essential health benefits.” States are also allowed to require coverage of additional benefits beyond the federal minimum. Over the past five years, ACA annual enrollment has doubled, with more than 24 million Americans signing up for coverage this year alone, many of whom receive subsidies to make their insurance even more affordable.

    In June, HHS and CMS finalized a rule that makes sweeping changes to ACA eligibility and enrollment. Set to take effect in August, the rule will – by the administration’s own estimates – immediately strip coverage from up to two million people. It shortens open enrollment windows, eliminates year-round enrollment for low-income individuals, adds extensive paperwork and verification requirements, and makes it harder to access health care tax credits. It also limits automatic reenrollment and imposes illegal monthly charges on consumers who qualify for zero-dollar premium plans. Attorney General James and the coalition argue that these changes directly undermine the ACA’s core mission of expanding access to affordable health care.

    The rule also unlawfully prohibits states from including gender-affirming care in the ACA’s list of essential health benefits. Under the new policy, insurers would be prohibited from covering gender-affirming services as essential benefits when those services are related to gender dysphoria. The same treatments remain covered, however, when provided for other purposes, such as treating endocrine disorders or delaying early puberty. The attorneys general argue this discriminatory policy has no legitimate justification and will cause serious harm, especially to transgender youth and young adults. Research overwhelmingly shows that access to gender-affirming care reduces depression, anxiety, and suicidality in transgender youth. In New York, the policy conflicts directly with state law, which prohibits discrimination in health care based on gender identity and other protected characteristics.

    To implement this rule, HHS is overriding states’ authority to operate their own ACA marketplaces, requiring all exchanges, including successful state-run systems like New York’s, to implement these harmful changes. In New York, more than 220,000 people get their health insurance through the ACA marketplace. Since the marketplace was established, New York’s uninsured rate has dropped from 11 percent to 4.8 percent. If the new rule goes into effect, however, an estimated 12,000 New Yorkers will suddenly lose their health insurance, and premiums will rise across the state. The state will have to spend over $10 million on staff time alone to update its systems in line with the new rule, and the state marketplace warns that some proposals, such as the increased income verification requirements, will be impossible to implement in time for the new plan year.

    Attorney General James and the coalition argue that HHS’s new rule violates both the Administrative Procedure Act and the ACA. They are asking the court to block key parts of the rule from taking effect and ultimately vacate them in full to prevent the significant financial and public health consequences it would impose, especially on states that have invested in running their own exchanges.

    Joining Attorney General James in filing this lawsuit are the attorneys general of Arizona, California, Colorado, Connecticut, Delaware, Illinois, Maryland, Massachusetts, Maine, Michigan, Minnesota, Nevada, New Jersey, New Mexico, Oregon, Rhode Island, Vermont, Washington, and Wisconsin, as well as the governor of Pennsylvania.

  • MIL-OSI Security: California man convicted of fraud for operating call centers that preyed on struggling homeowners

    Seattle –The operator of a web of boiler-room-type call centers was convicted Wednesday in U.S. District Court in Seattle for defrauding over 1,000 distressed homeowners facing foreclosure, announced Acting U.S. Attorney Teal Luthy Miller.  Mohammed Zafaranchi, 43, aka ‘Mike Ferry’ was convicted of all twelve federal charges he faced: conspiracy to commit wire fraud, five counts of wire fraud, five counts of money laundering, and obstruction of justice. After a seven-day trial, the jury deliberated for about four hours before returning the guilty verdicts. Zafaranchi faces up to 20 years in prison when sentenced by U.S. District Judge John C. Coughenour on October 21, 2025.

    “The defendant preyed on vulnerable homeowners who were desperate to avoid losing their homes in a difficult economy,” said Acting U.S. Attorney Miller. “He manipulated these people into paying him thousands of dollars they could not afford to lose. Mr. Zafaranchi demonstrated he knew his activities were illegal when he destroyed evidence just after learning the FBI had served search warrants at one of his call centers.”

    Zafaranchi’s fraud involved purchasing data that identified homeowners who were behind on their mortgages and at risk of losing their homes. Each week, Zafaranchi sent thousands of solicitation mailers falsely telling the distressed homeowners they were eligible for government programs that would reduce their mortgage debt by 30% and reduce their interest rate to 2%. The mailers told homeowners to call a phone number before a made-up deadline to get the mortgage modification.

    When homeowners called the call centers, operators followed a series of scripts telling homeowners that lawyers and underwriters had vetted their case and negotiated a modification with their lender. The scripts instructed operators to place callers on hold for a pre-determined amount of time to build suspense and make it appear a review was underway.  The operator would then return to the line and tell each victim he or she was one of the very select few who qualified for the program—but only if the homeowner paid the call center a $3,000 legal fee to “finalize” the modification. Assistant United States Attorney Lauren Watts Staniar said in closing arguments that “Each stage of the script was designed to entice the victim into the fraud and get them to pay the fee.”

    In fact, Zafaranchi’s businesses had no legal or underwriting staff. Instead, untrained workers simply scanned the homeowners’ financial records, completed a basic application form, and sent the documents to the banks. The homeowners did not receive the modifications promised in the mailers, and some lost their homes.

    After taking the victims’ money, Zafaranchi laundered the funds through shell bank accounts and withdrew the proceeds in cash. He was convicted of money laundering for this conduct.

    On March 29, 2018, the FBI served a search warrant on the call center in Everett Washington. After learning of this search, Zafaranchi told his California employees to remove the computers and other evidence from his California offices. That night, Zafaranchi destroyed all records associated with three email accounts he used to operate the businesses. For that conduct, Zafaranchi was convicted of obstruction of justice.

    Zafaranchi’s two coconspirators have already pleaded guilty. Mark Lezama is scheduled for sentencing on October 14, 2025. Josh Herrera is scheduled for sentencing on October 21, 2025.

    The case was investigated by the FBI.  The case is being prosecuted by Assistant United States Attorneys Seth Wilkinson, Lauren Watts Staniar, and Dane A. Westermeyer. The Federal Housing Finance Agency Office of Inspector General provided support in the case.

    The net acquisition price is $3.5 billion after adjusting for estimated tax benefits, or approximately $3.8 billion gross. The net purchase price reflects an attractive acquisition multiple of 6.7x 2026 EV/EBITDA for two of the most efficient natural gas plants in PJM, at a material discount to current new-build CCGT costs. In a concurrent private placement, the Company issued unregistered short-term warrants to purchase up to 641,712 shares of common stock at an exercise price of $4.55 per share that are immediately exercisable upon issuance and will expire twenty-four months following the effective date of the registration statement covering the resale of the shares of common stock issuable upon exercise of the unregistered short-term warrants.

    The gross proceeds to the Company from the offering were approximately $3 million, before deducting placement agent fees and other offering expenses payable by the Company. Markey (D-Mass.) joined Senator Alex Padilla (D-Calif.), Representative Judy Chu (D-Calif.-28), and union workers from the United Farm Workers (UFW), American Federation of State, County and Municipal Employees, and United Steelworkers to announce their bipartisan, bicameral legislation to implement federal enforceable workplace heat stress protections.

    To address the increasing risks from extreme temperatures, the lawmakers introduced the Asunción Valdivia Heat Illness, Injury, and Fatality Prevention Act, legislation to protect the safety and health of indoor and outdoor workers who are exposed to dangerous heat conditions in the workplace. The legislation would protect workers against occupational exposure to excessive heat by requiring the Occupational Safety and Health Administration (OSHA) to establish an enforceable federal standard to protect workers in high-heat environments with commonsense measures like paid breaks in cool spaces, access to water, limitations on time exposed to heat, and emergency response for workers with heat-related illness. The bill also directs employers to provide training for their employees on the risk factors that can lead to heat illness and guidance on the proper procedures for responding to symptoms.

    The bill is named in honor of Asunción Valdivia, who died in 2004 after picking grapes for 10 hours straight in 105-degree temperatures. Mr. Valdivia fell unconscious, but instead of calling an ambulance, his employer told Mr. Valdivia’s son to drive his father home. On his way home, he died of heat stroke at the age of 53.

    “Even as heat waves become more frequent, longer-lasting, and more severe, red state politicians are rolling back heat protections and child labor protections across the country. It’s not rocket science—you cannot be pro-worker if you are anti-heat protection,” said Senator Markey. “Our legislation would provide workers with basic, effective protections: access to water, access to shade, time limits on high heat exposure, and procedures for emergency medical response. Every worker deserves to know when they clock in that they will return home safe at the end of their shift.  The thermometer is rising and the clock is ticking. Republicans want to sacrifice working Americans. Let’s save our workers instead.”

    According to the National Oceanic and Atmospheric Administration (NOAA), 2024 was the warmest year on record for the United States. The past decade, including 2024, was the hottest on record, marking a decade of extreme heat that will only get worse. Heat-related illnesses can cause heat cramps, organ damage, heat exhaustion, stroke, and even death. Between 1992 and 2017, heat stress injuries killed 815 U.S. workers and seriously injured more than 70,000. The Washington Center for Equitable Growth estimates hot temperatures caused at least 360,000 workplace injuries in California from 2001 to 2018, or about 20,000 injuries a year. The failure to implement simple heat safety measures costs U.S. employers nearly $100 billion every year in lost productivity.

    From 2011-2020, heat exposure killed at least 400 workers and caused nearly 34,000 injuries and illnesses resulting in days away from work; both are likely vast underestimates. Farm workers and construction workers suffer the highest incidence of heat illness. And no matter what the weather is outside, workers in factories, commercial kitchens, and other workplaces, including ones where workers must wear personal protective equipment (PPE), can face dangerously high heat conditions all year round.

    To address the higher heating costs faced by families and businesses in the Nordegg regions – saving them up to 25 per cent on their utility bills – Alberta’s government is providing $2.5 million through the Rural Gas Program to build a natural gas pipeline. This pipeline will provide Nordegg and surrounding communities with safer, more reliable and more affordable heating, as well as more opportunities to grow their local economies.

    Albertans living in rural and remote areas face unique challenges in accessing the affordable, reliable utilities they need. In Nordegg, to keep families, homes and businesses warm during cooler weather, residents have relied primarily on propane and other alternative heating fuels, and as a result, face significantly higher utility bills than the average Albertan.

    “The recently released memo from the Interior Department is a bewildering departure from the Administration’s promise to bring down energy prices and make America competitive in the race against China for AI and data centers.     
    “In stark contradiction to the Administration’s commitment to tackling bureaucracy, this directive adds three new layers of needless process and unprecedented political review to the construction of domestic energy projects. The Secretary of the Interior will apparently now be personally reviewing thousands of documents and permit applications for everything from the location and types of fences to the grading of access roads on construction sites across the country.  
    “This intentional effort to slow energy production comes at the worst possible moment. U.S. electricity demand is projected to surge 35-50% by 2040, with data centers alone requiring over 100 GW of new capacity. To meet this demand, America needs a true ‘all of the above’ strategy, which includes additional natural gas and intense efforts to accelerate geothermal and advanced nuclear technologies.   
    “Clean energy represented 93% of new capacity added to the grid last year because these sources are the best way to meet demand right now. It’s basic economics that cutting off the fastest and most affordable energy available to the grid just as demand surges will constrain our energy supply and lead to significant cost increases for American businesses and families.

    July 13, 2025No. 240During his extensive trip to Paraguay, Minister of Foreign Affairs Lin Chia-lung visited the Taiwan-Paraguay Smart Technology Park in Ciudad del Este on July 12. He was accompanied by Paraguayan Minister of Foreign Affairs Rubén Ramírez Lezcano, Minister of Industry and Commerce Javier Giménez García de Zúñiga, Minister of Information and Communication Technologies Gustavo Villate, Executive Secretary of the Office of the President Marianna Saldívar Gadea, Deputy Minister of Public Works Emiliano Fernández, Governor of Alto Paraná César Landy Torres, President of the Taiwan-Paraguay Polytechnic University Jorge Daniel Duarte Rolon, and other officials.
     
    The technology park originates from a commitment made by President Lai Ching-te to assist Paraguay with economic development and job creation. Then Vice President Lai made the pledge in August 2023 while visiting Paraguay as a special envoy to attend the inauguration of President Santiago Peña Palacios.
     
    When Minister Lin took office on May 20 last year, he held in-depth talks on the project—which would have a profound impact on Paraguay—with President Peña, who was visiting Taiwan to attend President Lai’s inauguration. The two agreed that Taiwan and Paraguay would work together to make Paraguay a South American base for the smart technology industry and talent incubation.
     
    During his visit to the park, Minister Lin remarked that promotion of the Diplomatic Allies Prosperity Project in Paraguay followed a comprehensive plan led by a national team of businesses from Taiwan. He said that the project integrated civil engineering, private 5G network architecture, and smart applications. Minister Lin added that the initiative would not only create favorable conditions for Taiwanese enterprises investing in Paraguay, but that it would also bring substantial industrial development and employment opportunities to Paraguay. He noted that the process of building the park had been a team effort. Although there had been challenges along the way, Minister Lin said that the difficulties were a source of strength for today. He stated that the newly revitalized Taiwan-Paraguay Smart Technology Park would offer Taiwanese companies the same 006688 land rental incentive provided by special zones in Taiwan. (The 006688 plan offers free rent in years one and two, a 40 percent discount in years three and four, and a 20 percent discount in years five and six.) This is the first time that the preferential policy has been made available to Taiwanese enterprises overseas. Paraguay is also the first country outside Taiwan to apply the incentive. Minister Lin said that he had long advocated for the strategy of larger enterprises guiding smaller ones, combining soft and hard tactics, promoting public-private cooperation, and facilitating internal-external exchanges. He explained that the integration of various technological, financial, and human resources would help Taiwanese industries deploy investments in Paraguay. Minister Lin indicated that Paraguay’s stable economy, abundant and cheap supplies of water and electricity, and convenient business environment could make it a base for Taiwanese enterprises entering the South American market. 
     
    For the trip, Minister Lin extended special invitations to prominent manufacturers from all areas of the supply chain to join the delegation, tour the technology park, and explore business opportunities in Paraguay. The group included representatives from the semiconductor, AI applications, smart manufacturing, smart transportation, animal husbandry, cold chain logistics, and food processing industries. It is hoped that the companies will establish a presence in Paraguay as a joint fleet, joining forces in a new flying geese pattern of development and creating a Taiwan+n model of global industrial deployment. Taiwan will work together with Paraguay to create mutual prosperity and well-being, realizing President Lai’s policy vision of making Taiwan a global economic powerhouse.

  • MIL-OSI USA: S. 539, PROTECT Our Children Reauthorization Act of 2025

    S. 539 would reauthorize the PROTECT our Children Act of 2008 and authorize the appropriation of specific amounts for each year from 2026 through 2028 totaling $240 million for programs at the Department of Justice that assist federal, state, and local law enforcement agencies in investigating and prosecuting child exploitation. Most of the authorized funding would support the Internet Crimes Against Children (ICAC) program, a network of task forces that support state and local governments’ efforts to investigate and prosecute child sexual exploitation and other crimes against children committed over the Internet. S. 539 also would limit liability for ICAC task forces in civil and criminal lawsuits filed in federal or state courts with respect to investigations of crimes against children. The underlying authorizations for those programs expired at the end of 2024.

    Lastly, the bill would require the National Center for Missing and Exploited Children (NCMEC) to provide all supplemental information reported to the CyberTipline to law enforcement agencies. The CyberTipline is the national reporting system for online child sexual exploitation.

    Based on historical spending patterns for similar activities, CBO estimates that implementing S. 539 would cost $157 million over the 2025-2030 period and $83 million after 2030, assuming appropriation of the authorized amounts.

    The costs of the legislation, detailed in Table 1, fall within budget function 750 (administration of justice).

    S. 539 would impose intergovernmental and private-sector mandates as defined in the Unfunded Mandates Reform Act (UMRA) by providing certain liability protections against criminal or civil cases arising in federal or state courts with respect to ICAC’s investigations of crimes against children.This would remove a right of action from public and private entities. The cost of this mandate would be the lost financial rewards from successful litigation. CBO cannot anticipate the number of cases that would be prohibited under the bill, the outcome of such cases, or the financial awards from successful litigation. Therefore, CBO cannot determine whether the cost of the mandate would exceed the intergovernmental and private-sector thresholds established in UMRA ($103 million and $206 million respectfully, in 2025, adjusted annually for inflation).

    The bill also would impose a private-sector mandate on the National Center for Missing and Exploited Children by requiring NCMEC to include supplemental information with their reports on child abuse to law enforcement agencies. CBO assumes that this information is readily available because NCMEC already compiles this information in the process of creating those reports. Therefore, CBO expects the cost of this mandate would be well below the private-sector threshold established in UMRA.

    WASHINGTON – Today, Congresswoman Ayanna Pressley (MA-07) delivered a floor speech in which she assailed the CLARITY Act, harmful legislation that lacks consumer protections and would legalize Donald Trump’s crypto corruption and brazen abuse of power.     Mr. Speaker, I rise in vigorous opposition to the CLARITY Act.

    This bill gives a green light to self-enriching crypto schemes where officials at the highest levels of power, including in the White House, have generated hundreds of billions of dollars in personal profit.

    We need legislation that stops financial abuse, not encourages it, especially during a time when the SEC has dropped enforcement actions against major crypto firms and undermined investor safety.

    Across our country, millions of working families are battling rising costs, our elders are targeted by financial scams, and investors are trying to recover from volatile markets, but Republicans are ignoring all of that to prioritize the crypto industry’s wish list.

    To be clear: the people deserve crypto legislation that is fair, transparent, and accountable—not a bill that opens the floodgates to conflicts of interest and weakens investor protections.

    The CLARITY Act fails that test.

    Republicans’ need some clarity alright, moral and legislative.

    I agree with Ranking Member Waters, this is really the CALAMITY Act and I urge my colleagues to oppose this bill.

    After arriving in Paraguay in the evening of July 10, Minister of Foreign Affairs Lin Chia-lung visited the Paraguayan Ministry of Foreign Affairs on the morning of the following day to meet with Minister of Foreign Affairs Rubén Ramírez Lezcano. The two reviewed progress made on key components of the Diplomatic Allies Prosperity Project, which is being implemented by the government of Taiwan under the policy framework of integrated diplomacy. Based on mutual trust and mutual benefit, Taiwan and Paraguay are jointly promoting exchanges in economics, trade, investment, infrastructure, smart medicine, technology, education, and smart transportation. Cooperation has brought prosperity to both countries and benefited the Taiwanese and Paraguayan people.
     
    Speaking at a joint press conference with Minister Ramírez after the meeting, Minister Lin said that Taiwan and Paraguay shared the core values of democracy, freedom, human rights, and the rule of law. He affirmed that the bilateral diplomatic relationship was rock-solid. Looking ahead, Minister Lin pledged that both countries would continue to work together to deepen interactions and collaboration in various fields and jointly enhance the well-being of their people. Minister Lin noted that this demonstrated Taiwan’s policy of values-based diplomacy was steadily developing into value-added diplomacy, showing the world that Taiwan-Paraguay ties were a model of successful cooperation.
     
    In the evening, Minister Lin and Minister Ramírez cohosted a reception celebrating the 68th anniversary of diplomatic relations between the Republic of China (Taiwan) and the Republic of Paraguay. The event was attended by over 250 guests, including Paraguayan Supreme Court President César Diesel, Chamber of Deputies Speaker Raúl Latorre Martínez, other deputies and senators, members of the diplomatic corps, and representatives of the overseas Taiwanese community. In his remarks, Minister Lin commended the fruitful outcomes of the long-term and close partnership between Taiwan and Paraguay. He said that recent benchmark initiatives such as the Taiwan-Paraguay Smart Technology Park, the Taiwan-Paraguay Polytechnic University, the Health Information Management Efficiency Enhancement Project, and an electric bus pilot program were steadily yielding results. Noting that Taiwan was a vital link in global supply chains, Minister Lin said that Taiwan was willing to use its advantages in ICT to further deepen cooperation with Paraguay on comprehensive technological development. Minister Lin added that Taiwan was ready to assist its fraternal ally Paraguay in achieving its national blueprint for development and transformation, jointly realizing the vision of sustainability and prosperity.
     
    In his address, Minister Ramírez thanked Taiwan for its long-term assistance in promoting the development of agriculture, livestock, public health, medicine, education, innovation, and infrastructure in Paraguay. He said that cooperation had targeted the sectors of society that were most in need, benefiting farming communities and young students. Praising the Taiwan-Paraguay Polytechnic University as a landmark bilateral cooperation project, Minister Ramírez said that more than 170 engineers had already been trained. He noted that the two countries were working together to construct campus buildings, representing their shared commitment to investing in knowledge and talent. Minister Ramírez added that Taiwan and Paraguay were jointly creating a future for the next generation by incorporating smart industries and global supply chain integration into their cooperation projects. 
     
    Paraguay is an important diplomatic ally of Taiwan. A mutual agreement on visa-free entry for ordinary passport holders between the two countries that will come into effect on July 25 is expected to further advance exchanges among the people of Taiwan and Paraguay and make investment by Taiwanese companies in Paraguay more convenient. The two nations will continue to deepen cooperation in all spheres and jointly inject new momentum into their democratic partnership.

  • MIL-OSI Russia: Simplifying financial requirements for tour operators will make travel to friendly countries more accessible and safer

    The state continues to support the tourism industry, paying special attention to the development of organized tourism to countries with favorable conditions for Russian travelers. The Federation Council approved changes to the legislation that will reduce the financial burden on tour operators working with neighboring friendly states. The list of such countries that meet safety requirements and are popular with Russian tourists will soon be approved by the Russian Government.

    According to the new regulations, tour operators that specialize exclusively in trips to neighboring friendly states will be able to form financial security for liability in the amount of 500 thousand rubles – just like companies working in the field of domestic tourism. The new regulations also stipulate that tour operators will be able to ignore the total cost of tours to these countries when calculating contributions to mandatory funds for tour operators in the field of outbound tourism. This approach will preserve the mandatory nature of these funds aimed at reimbursing tourists and returning Russian tourists from abroad, and will also significantly reduce the costs of tour operators, which will ultimately have a positive effect on the price of tours.

    “Simplifying financial requirements will allow tour operators to more actively develop new routes, offer more vacation options at affordable prices, and most importantly, provide additional protection for tourists. Travel will become more accessible, while the level of protection of travelers’ rights will remain high. It is important to remember that organized tours are safer than independent trips, as they include insurance, emergency support, and a guaranteed return home if necessary,” said Deputy Minister of Economic Development Dmitry Vakhrukov.

    For tourists, these changes mean several important advantages. The cost of tours to friendly countries may decrease, as tour operators will be able to optimize their expenses. In addition, reducing the financial burden will help legalize part of the tourism business, which currently operates in the gray zone.

    An increase in the number of companies offering organized vacations will provide greater protection for tourists compared to independent travel: in the event of flight cancellations or other force majeure circumstances, the tour operator is obliged to provide alternative services or organize a return to the home country. Each tourist will be insured by the financial security of the tour operator’s liability and funds of such tour operators, and information about their trip will be recorded in the state system, which will allow prompt assistance if necessary. The transfer of independent travelers to the organized tourist flow will allow better control over the movement of citizens and promptly respond to any crisis situations abroad.

    “This is an important and timely measure. It promotes travel to friendly countries, opens up opportunities for the formation of interesting, competitive price offers. For tour operators working in other outbound destinations, this is an opportunity to minimize the total cost of the tourism product, from which the amount of contributions to the FPO is calculated, and therefore reduce the burden on business,” said Deputy General Director for Government Relations and Communications of the tour operator FUN

  • MIL-OSI United Nations: Human Rights Committee Closes One Hundred and Forty-Fourth Session

    The Human Rights Committee this afternoon closed its one hundred and forty-fourth session in Geneva after adopting its concluding observations on the reports of Guinea-Bissau, Haiti, Kazakhstan, Latvia, North Macedonia, Spain and Viet Nam, which were reviewed during the session.

    Changrok Soh, Committee Chairperson, said the Committee had come to the end of a productive session and commended the Committee members for their commitment and professionalism.  The Committee had held constructive dialogues with Guinea-Bissau, Haiti, Kazakhstan, Latvia, North Macedonia, Spain and Viet Nam.   The concluding observations would be issued on the Committee’s webpage later today. 

    Mr. Soh said also during the session, the Committee adopted nine lists of issues prior to reporting related to Argentina, Australia, Bahamas, Denmark, Ghana, Liechtenstein, Morocco, Sweden and Switzerland.

    On individual communications, the Committee considered 22 drafts, including one draft decision prepared in accordance with the simplified format adopted by the Committee at its one hundred and fortieth session. The drafts related to 51 communications: 26 were decided on the merits, 12 communications were declared inadmissible, and 13 communications were discontinued.  Regarding the communications decided on the merits, the Committee found violations in 25 of them.

    The Committee also adopted the follow up report on concluding observations of Armenia and Germany. 

    Mr. Soh said the Committee’s one hundred and forty-fifth session was scheduled to take place in March 2026, instead of October 2025 as originally planned, due to the financial crisis.  The Committee greatly regretted the cancellation of the October session, which was unprecedented in the Committee’s 50-year history.  As a result, the Committee had convened an emergency meeting with States parties at this session and he expressed appreciation for the 60 States that had attended and were committed to finding solutions which enabled the Committee to fulfil its mandate.   

    At its next session from 2 to 19 March 2026, the Committee is scheduled to review the periodic reports of Andorra, Canada, Chad, Republic of Moldova and Slovakia, and adopt lists of issues prior to reporting on Belgium, Bosnia and Herzegovina, Cabo Verde, Czechia, the Democratic Republic of the Congo, Hungary, Mexico and Senegal, as well as the list of issues on Rwanda.

    In closing, Mr. Soh expressed appreciation to members of the bureau as well as the members of the Secretariat, the Petitions Section, United Nations entities, civil society and all those who made the session possible. 

    Before the meeting closed, several Committee Members took the floor, discussing the unique and challenging situation which the Committee had found itself in, and the impact that the financial crisis had on the work of the Committee.  Despite the constraints, the current session had still been productive, and the Committee would continue to strive to ensure the human rights of people all around the world.  Experts thanked all those responsible for the success of the current session.  It was hoped Member States could come together to solve the current challenges, and that all sessions could take place next year as planned. 

    The Committee’s next session is scheduled to be held from 2 to 19 March 2026, during which it will review the reports of Andorra, Canada, Chad, Republic of Moldova and Slovakia.

    Sierra Leone has taken a critical step toward advancing Universal Health Coverage (UHC) with the convening of a high-level policy dialogue on the draft Sierra Leone Agency for Universal Health Coverage (SLAUHC) Bill. Organized on 6 May 2025 by the Ministry of Health with support from the World Health Organization (WHO), the one-day engagement brought together over 60 senior leaders in Freetown, including ministers, directors, and technical heads from across the health sector.

    The proposed SLAUHC Bill outlines the establishment of a dedicated agency that will integrate and manage two major national health financing mechanisms, the Free Healthcare Initiative (FHCI) and the Sierra Leone Social Health Insurance Scheme (SLeSHI). The unified governance structure aims to address current fragmentation, improve the efficiency of health financing, and accelerate the country’s progress toward achieving UHC.

    “This Bill is a transformative step in Sierra Leone’s journey toward sustainable health financing,” said Dr. Ibrahim F. Kamara, speaking on behalf of the WHO Country Representative. “It will strengthen institutional capacity, enhance accountability, and ensure equitable access to health services, particularly for the most vulnerable populations.”

    The engagement served three key objectives: a comprehensive review of the draft legislation, consensus-building among stakeholders, and alignment with the Ministry of Health’s UHC Roadmap and SLeSHI implementation framework. The outcome is a consolidated and informed policy position ahead of the bill’s submission to the Inter-Ministerial Committee (IMC). 

    Chief Medical Officer Dr Sartie Kenneh emphasized the importance of a comprehensive and inclusive approach to UHC: “the name and scope of the bill must reflect the broader dimensions required to achieve UHC. While health financing is a critical pillar, it is only one part of the equation. No healthcare service is truly free, while it may be free at the point of delivery, someone ultimately bears the cost. Therefore, we must collectively design a sustainable health financing model that ensures long-term viability. It is also prudent to allow the Free Healthcare Initiative and the Social Health Insurance Scheme to operate in tandem, to optimize coverage and ensure the full spectrum of healthcare costs is addressed.”

    The proposed SLAUHC Agency responds to longstanding structural challenges in the health financing landscape. Currently, out-of-pocket payments account for 56% of total health expenditure, well above the sub-Saharan Africa average of 30%. Less than 1% of Sierra Leone’s population is covered by any social health protection scheme, exposing many to catastrophic health spending and pushing households further into poverty. Moreover, with 75% of health financing reliant on donor contributions, ensuring coherence with national priorities remains a pressing issue.

    The draft bill is grounded in the Ministry’s Health Financing Strategy 2021–2025, which calls for the creation of a Universal Health Coverage Fund, integration with SLeSHI, and the development of operational and regulatory systems to support long-term health sector sustainability.

    WHO has reaffirmed its full technical support to the Ministry in the finalization and operationalization of the SLAUHC Bill. This includes support for institutional design, capacity strengthening, cost-containment mechanisms, and the establishment of care quality and priority-setting frameworks.

    Once enacted, the SLAUHC Agency will serve as a central institution for resource mobilization, regulation of financial flows, and oversight of major health benefit programs. It is expected to play a pivotal role in improving efficiency, transparency, and equity in health service delivery.

    This high-level dialogue marks a significant milestone in Sierra Leone’s health sector reform agenda. It paves the way for the establishment of a National Health Insurance Scheme and reinforces the country’s commitment to achieving health for all, leaving no one behind.

    The federal highway M-11 “Neva” not only provides seamless communication between Moscow and St. Petersburg, but is also part of the high-speed transport corridors “North-South” and “West-East”. The Northern Bypass of Tver, which Russian President Vladimir Putin opened in July last year, became the final stage of the construction of M-11. To date, since the launch of traffic on this section, about 4 million trips have been recorded. This was reported by Deputy Prime Minister Marat Khusnullin.

    “The opening of the northern bypass of Tver made it possible to connect the two capitals with a seamless high-speed connection, take transit transport outside the populated areas and significantly increase the comfort for drivers and passengers. In addition, the new section, which became the last link necessary for the formation of high-speed routes from north to south and from west to east of the country, gave a powerful impetus to the development of the regional economy, logistics, and auto tourism. We see that the section is deservedly popular among motorists. Since the launch of traffic on it, users have made about 4 million trips. Largely due to the opening of the northern bypass of Tver, the average daily traffic intensity along the entire M-11 Neva highway has increased by 5% since the beginning of this year. This road is under the trust management of the state company Avtodor, which celebrated its 16th anniversary since its creation. It pays special attention to the creation and development of roadside infrastructure designed to provide comfortable conditions for drivers and passengers on the road. The total length of Avtodor’s high-speed roads today is about 5.5 thousand km. They give a powerful impetus to the socio-economic development of Russian regions and form important international transport corridors,” said Marat Khusnullin.

    The Deputy Prime Minister added that the two largest multifunctional road service zones (MFS) in the country operate on the northern bypass of Tver. The area of each of them exceeds 1.5 thousand square meters. All necessary types of services for long-distance and short-distance trips are provided here.

    According to Vyacheslav Petushenko, Chairman of the Board of the state company Avtodor, the MFPs are an important part of the development of the country’s transport infrastructure. In addition, thanks to a full rest on the road, drivers will be able to be more attentive behind the wheel, and this directly affects road safety.

    “We are creating a comprehensive infrastructure on our road network that provides motorists with everything they need for comfortable and safe travel. Multifunctional road service zones give a powerful impetus to the development of auto tourism, become centers of economic growth in regions and points of attraction for businesses, which contributes to the creation of new jobs and affects the improvement of the quality of life of Russians. Thus, today, as part of the corridor from St. Petersburg to Yekaterinburg, 39 MFS are already operating on our highways. When traveling on our high-speed highways, motorists can rest, eat, refuel, use all the necessary services along the way and receive the necessary assistance in case of unforeseen situations,” noted Vyacheslav Petushenko.

    The length of the northern bypass of Tver is just over 62 km. This is a section of the road of the highest technical category with four traffic lanes, separated by traffic flows and lighting along the entire length. The permitted speed on the bypass in the summer is 130 km/h.

  • MIL-OSI Russia: Russia and Thailand held a meeting of the subcommittee on trade and economic cooperation

    The fifth meeting of the Russian-Thai Subcommission on Trade and Economic Cooperation (PTEC) after a five-year break was held on July 15-16 in Bangkok. The Russian delegation was headed by Deputy Minister of Economic Development Vladimir Ilyichev, and the Thai delegation was headed by Deputy Minister of Trade of the Kingdom of Thailand Chanthavit Thanthasit. The subcommission was attended by 60 representatives of Russian and Thai authorities, industry associations and companies.

    During the meeting, the parties discussed the current state of bilateral trade and economic relations and proposed new areas for implementing joint projects.

    “We are seeing positive dynamics in bilateral trade. In particular, according to the results of the first five months of 2025, the trade turnover between Russia and Thailand has grown by almost 10%, and the export of Russian products to Thailand has grown by 50%. At the same time, we see potential for the export of low-carbon energy resources, agricultural and pharmaceutical products, and oil and gas equipment to Thailand. In addition, we note the mutual interest of companies in developing investment cooperation,” Vladimir Ilyichev noted in his speech.

    The Thai side confirmed its interest in developing partnership with Russia.

In addition, the Chairman of the Russian-Thai Business Council Ivan Demchenko announced the imminent launch of a direct line from the port of Novorossiysk to the port of Bangkok.

    Vice President for International Cooperation of AFK Sistema Artem Zasursky revealed the prospects for joint work in the areas of river transport, electronics and forestry industry, IT projects. He placed emphasis on the development of cooperation in the tourism sector.
