    Kinshasa (Agenzia Fides) – “Not a night goes by in Bukavu without finding three or four bodies on the street. Bodies also emerge from the lake,” report local church sources in Bukavu, the capital of the Congolese province of South Kivu (in the east of the Democratic Republic of Congo), which fell into the hands of the M23 rebel movement in mid-February (see Fides, 17/2/2025). Our sources, who have requested anonymity for security reasons, describe a city where the law of the strongest prevails. “Criminal gangs are still active, but they do not usually kill…. Small or large thefts are committed by these gangs, but the major looting is carried out with impunity by the M23 and its allies: a bank was emptied and three cassiterite deposits were looted”.It is also noted that “the looting that the city experienced before Sunday, February 16, the day of the official entry of the M23, was not only due to young people who found the weapons left behind by the fleeing soldiers of the regular Congolese army (FARDC). The M23 had already entered the city on Friday, February 14, and the major looting in the Kadutu market, accompanied by devastation, took place on Saturday, February 15”.The report also shows how the looting by the occupiers is taking place on a large scale: “The last known theft of minerals took place in the night of Thursday to Friday, February 27-28, in the Nguba district: 34 already sealed barrels of cassiterite ready for sale were rolled into large buses and loaded in the middle of the night after tying up two guards and beating and abducting two others, who were only released on Sunday. On the radio, the new authorities called on the population to report the looting. ‘To whom?’ asked a dejected operator of the plant.” “But when armed bandits attack and people call the M23 soldiers, they come and ruthlessly shoot everyone they meet in the area, even if it is only eight in the evening. They shoot to kill, they say they have no bullets to waste. On March 4, the Red Cross buried some of the victims of the February 27 attacks in the Bagira cemetery (see Fides, 27/2/2025), other bodies were recovered by the families. The new authorities gave an envelope of money to the families of those killed, but they say they have little money because the war is expensive”. “There are hardly any cars on the road, apart from taxis and old cars. The better ones have either already been taken over by the M23 or are kept hidden. If you are driving a Land Cruiser, they can easily stop you and ask for the keys. Cars are sent to Rwanda, just like looted minerals. So if there was any need for proof in whose name this war is being fought…” The insecurity has practically brought social life in Bukavu to a standstill. The sources report that “classes in schools have not resumed because parents are afraid to let their children leave the house; moreover, they would not know how to pay the quarterly fees in the face of increasing misery. And: who will pay the teachers’ salaries? The journalists have been told what to do: sing the glory of the occupiers, not to spread information from Kinshasa, but only their information, no longer speak of ‘occupied zones’ but of ‘liberated zones’, no ‘press Union’, they themselves will give the journalists an ID, each media outlet will have to declare its location”. “And on the streets, a cloak of sadness lies over everyone, which is very unusual for the Congolese people,” conclude our sources.     UK-Ireland 2030 Joint Statement

    1. This Joint Statement represents the starting point for a strengthened relationship between the UK and Ireland, informed by our co-guarantorship of the Good Friday Agreement, and to be taken forward through an ambitious programme of co-operation between our two countries through to 2030.

    2. The time has come to commit anew to delivering on the promise of our unique partnership to the benefit of current and future generations living across these islands. 

    3. Our renewed programme of co-operation will be taken forward in a spirit of respect and affinity, and by a shared ambition to reach the potential of our partnership across our islands, recognising that, in a changing world beyond our shores, the benefits and significance of a stronger and more settled relationship between our two countries have never been greater.

    The UK and Ireland working together at home and across the globe

    1. In a challenging geo-political and international security environment, Ireland and the UK confirm our commitment to the global multilateral system and international law as the foundations on which all our international engagement and partnerships are built.

    2. Building on these foundations, we will work together to strengthen international institutions for peace, promote conflict prevention, peace-building, sustainable development and climate action internationally.  Today, we have agreed in particular to collaborate on a strategic approach to the United Nations’ Peacebuilding Architecture Review and the World Bank’s Fragility, Conflict, Violence (FCV) Strategy. We also agree to collaborate on the Women, Peace and Security agenda and to pilot a joint lesson-sharing from the Northern Ireland peace process in an agreed priority country.

    3. We will support this intensification of our co-operation on foreign and security policy issues through annual political consultations.

    4. Continuing to ensure the safety and security of the people who live in Ireland and the United Kingdom is a priority we share.

    5. National resilience remains a priority for both of us.  We will strengthen co-operation and information sharing on emergency planning to best protect our peoples across these islands. 

    6. We will strengthen our co-operation in the area of maritime security, with a particular focus on critical undersea infrastructure, which will require greater international co-operation, including closer co-operation between Ireland and the UK.

    7. We value our good working relationship at an operational level on cyber security and will continue to co-operate to ensure that the sharing of information and best practices contribute to higher levels of cyber security across both countries. We will also work to develop approaches that benefit both countries particularly in the areas of skills development, cyber hygiene awareness and research projects.

    8. Since 2015, the UK and Ireland have cooperated on defence on the basis of a Memorandum of Understanding. We will pursue implementation of all aspects of that agreement, particularly in the areas of military training and education. To reflect the rebuilding and strengthening of our partnership, today we agree to review and update the Memorandum of Understanding on Defence by our next Summit in this series.

    9. We will continue to develop these areas of work, including through our structured security dialogue at senior official level.

    10. We will strengthen existing co-operation on criminal, civil and family law matters and exchange expertise on justice systems challenges, as well as collaborating on the rule of law and its promotion overseas. We will continue to work together to tackle threats to safety online.

    Ensuring a strategic and efficient approach to our shared maritime space to mobilise investment, support a healthy marine environment and provide clean energy for our islands

    1. We recognise the critical importance of the Celtic and Irish Seas and are committed to working together to harness their potential by deepening co-operation on offshore energy and interconnection, to help ensure our collective energy security as part of the green transition to net zero.

    2. Our countries are uniquely linked, not least through shared energy infrastructure and the Single Electricity Market (SEM) on the island of Ireland. This means we share common long-term challenges, including the need for secure, competitive, and sustainable sources of energy.

    3. We welcome recent progress on closer working between our countries in this regard, including through our two bilateral Memoranda of Understanding, and the opportunity for more formal co-operation between British and Irish system operators (EirGrid, Gas Networks Ireland, National Energy System Operator and National Gas).

    4. In order to meet our ambitious decarbonisation targets, we have agreed today to work together to mobilise investment into strategic infrastructure in the Irish and Celtic Seas by establishing frameworks to guide private investment and removing barriers to trade and investment.

    5. In this regard, we have agreed that our respective maritime policy, licensing and regulatory bodies will work together to establish co-operation in relation to data collection and usage, to continue to improve the management of the maritime area in the Irish and Celtic Seas through robust marine planning that includes a clear focus on our shared marine environment.

    6. We have also agreed to undertake new joint initiatives on mapping the sea basin to improve interoperability and resilience in UK and Irish waters, and to deepen existing co-operation on maritime decarbonisation, including on our joint efforts to establish green maritime corridors. 

    7. We will also broaden our existing Energy transition MoU to include industrial decarbonisation; knowledge sharing and exchanging best practices around retrofitting of homes and Community Benefit Funds; as well as formalising a staff exchange programme between UK and Ireland energy departments and agencies.

    8. Due to its geography, engineering expertise and interconnection to both Ireland and Great Britain, Northern Ireland can benefit from and be at the forefront of the clean energy transition. Co-operation between governments on infrastructure development will be key in both enabling Northern Ireland to have a renewable generation capacity of 3,550 MW by 2030 in order to deliver the target of 80% of electricity consumption from renewable sources, as well as supporting the Northern Ireland Executive’s ambition for 1GW of offshore wind from 2030 and Ireland’s ambition of at least 5GW of offshore wind by 2030, including through developing and supporting an all-island supply chain.

    9. Through our continuing co-operation we can act coherently and strategically, developing and sharing research and technical innovation to address our shared challenges, which in turn will deliver significant economic and social benefits to communities across our islands.

    Agile, open economies working together to attract investment, innovate from knowledge and accelerate growth

    1. The UK and Ireland are particularly close economic partners with a bilateral trade relationship worth approximately 100 billion euros annually. Ireland is the UK’s 6th largest trading partner and the UK is Ireland’s second largest trading partner and we are committed to building on these ties in order to attract new investment and accelerate economic growth across our two countries.

    2. Today we welcome substantial new investment announcements across a range of sectors including Digital, AI and Technology that are testimony to continued confidence in our economies and to the importance of our business and trading bilateral relationship. These commitments to invest will bring new jobs and opportunities to local communities and help drive up economic growth.

    3. The UK and Ireland have a longstanding partnership in sharing knowledge and experience in progressing infrastructure projects, and we share an ambition to accelerate the delivery of sustainable and resilient infrastructure to drive economic growth, enable new forms of economic activity, accelerate the transition to Net Zero by 2050, and support the delivery of housing and high-quality public services over the next decade.  Our countries and businesses are investing heavily in achieving this ambition but also face common challenges, including in relation to capacity and productivity. We have strong existing collaborations in the transport, housing and energy sectors, and today have agreed a new Framework for Co-operation to support infrastructure delivery to deepen these partnerships and extend them to further areas of mutual interest, including digital and modern methods of construction technologies.

    4. Today, we also reaffirm our support to small business in both countries and commit to working together to establish an SME Dialogue focused on sharing good practices in nurturing growth and productivity amongst SMEs to maximise commercial opportunities.

    5. We will also establish an Economic Security Exchange to share good practices and experiences, and develop common understandings in key areas for the economic security and prosperity of our two nations.

    6. The UK and Ireland share a close bilateral relationship in science, innovation and technology and commit to building on this through our collaboration within the current Horizon European Research and Innovation Framework Programme, including encouraging national contact points to work closely together. We agree to convene regular meetings between UKRI and Research Ireland to discuss issues of mutual interest and monitor and identify multilateral and bilateral opportunities.

    7. In early 2024, we launched the research Co-Centre for Climate, Biodiversity & Water, seeking to deliver solutions to the pressing challenges posed by climate change, biodiversity decline, and water degradation; and the Co-Centre for Sustainable Food Systems, seeking to drive societal and political change in food system transformation and transition to climate neutrality by 2050. Following the launch of these Co-Centres, UKRI and Research Ireland will work together and with the Northern Ireland Executive to monitor progress and identify future opportunities to bring together researchers and innovators across the UK and Ireland.

    Developing the deep ties between our people and cultures

    1. We recognise the unique ability of arts, culture and sport to forge and foster ties between people across these islands. 

    2. We value the extraordinary influence and contribution of British and Irish cultures and heritages to the artistic and cultural wealth of the public realm and creative industries and institutions in both our countries. In recognition of this, today, we agree to establish a strategic partnership to deepen and amplify co-operation between our leading cultural institutions and to support wider public engagement with the contemporary culture and heritage of both our countries. Over the coming five years, this will comprise a range of measures to support collaborations in programming, professional exchange, research and policy, and an annual joint meeting of our leading cultural institutions each autumn.

    3. We look forward to our joint hosting of the EURO2028 Men’s Football Championship and the 2030 T20 Men’s Cricket World Cup and will work to ensure that both tournaments are enjoyed across these islands. We will explore future co-hosting opportunities in the area of sports.

    4. We recognise that to reach the potential of our partnership across these islands, we need to understand and respond to the aspirations and views of young people. Today, we have agreed to establish an Ireland-UK Youth Forum to bring together young people across these islands on an annual basis to discuss issues of importance to them and to make recommendations about how they can be addressed for consideration by both our governments.

    5. In order to build stronger connectivity amongst our children and young people, we will also encourage greater co-operation and contact between our schools and education systems. This will include areas such as early years learning and provision, social mobility, opportunity and inclusion; special education provision; curriculum and assessment reform; teacher professional development; and integrated education.

    6. We will promote greater understanding of educational opportunities for full-time students through improved knowledge, guidance and information using higher education entrance systems.

    7. The uniquely rich and dynamic connections between people across these islands are supported and made possible by our long-standing Common Travel Area arrangement.  We remain firmly committed to working together to protect the integrity and security of the Common Travel Area. Recognising also the importance of the Common Travel Area in facilitating the daily lives of citizens across these islands, we will work together to minimise barriers to work or travel for those who benefit from it.

    8. Underpinning our co-operation is our shared ambition of a more reconciled, peaceful and prosperous Northern Ireland.  In progressing our co-operation across the board, we will ensure that our partnership includes and benefits Northern Ireland. We commit to ensure the successful delivery of the 2021-2027 PeacePlus programme and are agreed in principle to a successor programme.

    9. We agree to establish a UK-Ireland 2030 Steering Group led by the UK Cabinet Office and Department of the Taoiseach in order to take forward the range of commitments we are making today. Together we will ensure this complements the institutions of the Good Friday Agreement and their crucial role at the heart of our essential and unique relationship.

  • MIL-OSI United Kingdom: Successful International Women’s Day event took place at Coventry Job Shop

    An exclusive event for female customers was held at Coventry Job Shop on Wednesday 5 March which welcomed over 200 women.

    As part of International Women’s Day celebrations, the event focused on highlighting women’s roles in industries traditionally over-represented by men.

    Current figures that show that 84% of men dominate the construction industry, 81% in the logistics sector and approximately 83% in Digital Software Engineering roles.

    The event showcased established female leaders in fields such as construction, the armed services, logistics and digital. It aimed to create a platform for successful females to motivate Coventry residents to explore new and promising sectors.

    Notable employers included: Hill Group, Balfour Beatty Vinci, West Midlands Police, Mclaughlin and Harvey, Octavius, West Midlands Fire, Prune Software and Tarmac. Speakers from these organisations showcased their personal journeys and spoke about their incredible achievements throughout their careers.

    Additionally, Coventry Adult Education, Coventry College, NIS Group, RMF and Challenge TRG-Skills were on hand to offer valuable advice on relevant training programs and educational opportunities.

    Councillor Dr Kindy Sandhu, Cabinet Member for Education and Skills said: “The ‘I Can’ exclusive event for females was an important and momentous way to mark International Women’s Day. I heard some really powerful stories on the day from some wonderful women who are looking to start new careers. I also heard from some employers about all the brilliant things they have achieved so far, which was really inspiring for everyone there.

    Attendees had the opportunity to participate in a dynamic jobs fair, where they were able to apply for live vacancies and engage with skills providers to talk about the necessary qualifications needed for these exciting career paths.

    On March 5, representatives of the State University of Management took part in a ceremonial meeting dedicated to the 60th anniversary of the All-Russian Research Institute for the Organization of Production, Labor and Management in Agriculture (VNIOPTUSKh).

    Professors of the Department of Accounting, Auditing and Taxation of the State University of Management Tatyana Rogulenko and Roman Blizkiy presented the Honored Scientist of the Russian Federation Alexander Suglobov, who heads the All-Russian Research Institute of Agricultural Sciences, with a congratulatory letter from the Rector of the State University of Management Vladimir Stroyev. The letter was given in recognition of the merits of Alexander Evgenievich and the contribution of the institute’s staff to the development of the agricultural sector.

    On April 16-17, 2025, the All-Russian scientific and practical conference “Current state and prospects for the organization of production, labor and management in agriculture” will be held for the 60th anniversary of VNIOPTUSKh. As part of strengthening the interaction of research teams, the head of VNIOPTUSKh invites scientists from the State University of Management to take part in the conference.

    The anniversary is an important stage in the history of VNIOPTUSKh, emphasizing the importance of the institute’s work in the field of labor protection and industrial safety. The interaction of scientific institutions and universities contributes to the development of new technologies and approaches aimed at increasing efficiency and safety in the agricultural sector.

    Today, VNIOPTUSKh continues active research activities, implements modern methods and ensures sustainable development of the country’s agro-industrial complex.

    Curriculum quality improved in schools since education inspection framework introduced

    Ofsted has today published an evaluation assessing the role that the current education inspection framework (EIF) has played in improving curriculum quality in schools.

    The evaluation found that curriculum quality has improved in schools, and that the education inspection framework (EIF) played a part in influencing these improvements. However, the improvements were fundamentally driven by school leaders and staff.

    Ofsted carried out curriculum research in 64 schools in 2018, and revisited 20 of those schools in 2024 to compare curriculum quality before and after the introduction of the EIF.

    The evaluation found that, in the schools revisited:

    • overall curriculum quality had improved
    • the intent, implementation and impact structure of the EIF had influenced school leaders’ thinking about the curriculum
    • the curriculum was more likely to be ambitious across all subjects
    • while the quality of reading was high in the initial study, school leaders had further prioritised reading
    • leaders reported that, under the EIF, subject leaders had greater levels of ownership and responsibility
    • the curriculum was more purposefully sequenced and mapped​

    Ofsted is currently consulting on a renewed framework, which will incorporate the best of the EIF, including the clear focus on curriculum quality.

    Education professionals, parents, carers and learners are all encouraged to give their views on the consultation before it closes on 28 April 2025.

  • MIL-OSI: Biz2Credit’s Women-Owned Business Study Reports Women Are Closing The Funding Gap

    NEW YORK, March 06, 2025 (GLOBE NEWSWIRE) — In its annual analysis of over 53,000 companies, the Biz2Credit Women-Owned Business Study found that the funding percentage (36%) for women-owned businesses that applied for financing in 2024 increased from 35% in 2023. In comparison, the funding rate for male-owned businesses in 2024 was just 29%.

    Additionally, that the average funding amounts women received jumped by 25% from 2023 to 2024. In 2023, the average funding amount for women-owned businesses was $53,678. A year later, in 2024, the average amount was $67,035.

    Further analysis showed that the average annual revenue of women-owned firms in 2024 increased 15% to nearly $520,000, although expenses rose as well.

    The Biz2Credit Women-Owned Business Study examined financial indicators including annual revenue, operating expenses, earnings, age of business, credit scores, funding rates, and funding amounts of companies that applied for credit on Biz2Credit’s online platform in 2024.

    “The funding rate and average loan amount for women-owned businesses rose in 2024, which is good news,” said Rohit Arora, CEO and co-founder of Biz2Credit and one of the nation’s leading experts in small business finance. “The percentage of funding applications from women was 36%, compared to 29% for men last year. Women-owned businesses have also shortened the gap in average funding size to just 20% less than men-owned businesses, a significant improvement compared to last year’s difference of 40%.”

    “All is not rosy, however,” Arora added. “Women business owners, along with their male counterparts, saw expenses rise significantly largely because of inflation in 2024. SMBs are hoping that costs will come down, although it has not happened yet.”

    Key Findings:

    • The Funding Rate for women-owned businesses rose from 35% in 2023 to 36% in 2024. In contrast to their male counterparts, the funding rate for men-owned firms was 29% in 2024.
    • The Average Funding Size for women-owned businesses was $67,035 in 2024, a 25% increase from $53,678 in 2023. In comparison, men-owned businesses saw an increase of 7% in average loan sizes, up from $75,045 in 2023 to $80,140 in 2024.
    • The Average Age of Business (in months) for women-owned businesses increased 10 months YoY, from 62 in 2023 to 72 months (6 years) in 2024, but remains 14 months lower than men-owned businesses, up from 72 in 2023 to 86 (slightly more than 7 years) in 2024.
    • The Average Credit Score for women business owners increased by 10 points, from 643 in 2023 to 653 in 2024. Credit scores for male business owners also increased 10 points, from 660 in 2023 to 670 in 2024.
    • Financing Applications by State: California had the highest percentage (12.8%) of funding applications of women-owned businesses, followed by the 2023 leader, Florida (12.5%) and Texas (10%).
    • Financing Applications by Industry: Services (except Public Administration) was the largest industry represented by women-owned companies (14.9%) in the Biz2Credit study, followed by Healthcare and Social Assistance (14.5%), Retail Trade (13.5%) Accommodation and Food Services (12.1%), and Professional, Scientific, and Technical Service (9.5%).
    • Average Annual Revenue for women-owned businesses increased 15%, from $451,443 in 2023 to $519,886 in 2024, while male-owned businesses rose 8%, from $688,611 in 2023 to $743,643 in 2024. The revenue gap between women-owned and men-owned businesses was $223,757 in 2024.
    • Average Operating Expenses of women-owned businesses increased 38%, from $363,909 in 2023 to $503,8426 in 2024. Men-owned business also saw a 31% increase in average operating expenses.

    Importance of Women-Owned Businesses

    During 2024, women-owned businesses had an estimated $2.1 trillion in receipts, 11.4 million employees, and $508.5 billion in annual payroll, as reported by Census Bureau (Nov. 2024).

    According to the National Women’s Business Council (NWBC) Annual Report, there are 14.5 million women-owned businesses that account for 39.2% of all businesses in the U.S. This number is a 11.5% increase from 2019 to 2024 and demonstrates that women-owned firms emerged stronger from the COVID pandemic than they did from the 2008 financial crisis.

    Methodology

    The dataset for Biz2Credit’s Women-Owned Business Study comprises over 53,000 completed commercial funding applications received via the Biz2Credit platform in 2024. The four most important variables in the analysis were: annual revenue, operating expenses, age of business, and personal credit score. The data was then tabulated to examine women-owned and men-owned businesses based on annual revenue, operating expenses, age of business, personal credit score, funding rate, and average loan size. The study looked at 20 different industries, as well as geography.

    Managing woodlands with community groups in the National Forest

    Read how the National Forest’s community groups support sustainable woodland management, improve health and wellbeing, enhance woodland access, and support wildlife.

    National Forest facts:

    • established in the 1990s: the first broadleaf forest to be created at scale in England for more than 900 years 
    • spans 200 square miles of the Midlands (Leicestershire, Derbyshire, and Staffordshire) 
    • overseen by the National Forest Company (NFC), with a mission to increase forest cover from 6% in the early 1990s to 33%; 25% cover has been achieved to date 
    • mainly rural and peri-urban native broadleaf woodlands 
    • woodlands are planted on both private and public land 
    • most community woods are managed for recreation and wildlife rather than timber production 
    • aims for 80% of the woodlands to have some level of public access, for walking and, in some cases, cycling and horse riding

    Community groups play a vital role in maintaining woods. By engaging local residents, these groups contribute to the sustainable management of woodlands through activities including:  

    • tree thinning 
    • habitat management and creation 
    • wildlife surveys 
    • litter picking 
    • organising local events 
    • helping to maintain newly planted trees 
    • leading guided walks  

    Thousands of people are already involved, volunteering through 70 community woods groups and conservation organisations. In 2021, these groups were brought together in an informal Community Woods network.

    Growing urban woodlands 

    In the National Forest, urban woodlands are typically on reclaimed land or within housing developments. It’s normally these types of woodlands that are community-managed, close to homes, often planted in the last 30 years and publicly owned. As part of a recent National Lottery Heritage Fund funded project, 9 new sites have been planted and 3 older woods brought under community management. 

    Public rights of way and permissive routes connect communities to the woods and link to nearby footpath networks. In urban woodlands, paths are mostly surfaced enabling year-round access. In the rural and peri-urban sites the paths are usually grassed rides, meaning that maintaining the paths and woodland can be tricky in wet winters.

    Funding and income 

    The NFC has secured external grants over the past 6 years to support its Community Woods programme, covering staff salaries, setup costs, land purchases, capital purchases, community engagement and volunteer training. Outside the National Forest, local councils, parish councils, or voluntary sector organisations may be able to provide seed funding for similar projects.  

    To ensure financial sustainability, community groups have also generated income through various methods, including: 

    • selling community shares 
    • charging annual membership fees 
    • paid events (such as wreath making and guided walks) 
    • renting space/facilities 
    • plant sales and charity events 
    • selling products (such as charcoal and wooden ornaments) 
    • obtaining grants for woodland management and tool purchases 

    Groups like the Heartwood Community Woodland Group have introduced schemes such as ‘logs for labour’, where volunteers can exchange work (helping to fell some trees in thinning operations) for wood fuel or green crafts.

    Benefits for woodlands and people 

    The involvement of community groups has brought a wide range of benefits, including: 

    • for the woodlands: positive management improves biodiversity and habitat condition, as well as enhancing amenity value
    • for the owners: support with their woodland management; landowners gain committed volunteers who help maintain paths, monitor wildlife, and tackle conservation tasks
    • for the volunteers and local community: volunteering has health and wellbeing benefits and provides a closer connection to nature. Local people feel a stronger sense of connection to the woodlands as they develop, helping reduce anti-social issues like littering and vandalism
    • for visitors: improved quality of access to the woodlands and richer biodiversity to enjoy

    It also means more eyes are looking at the wood and checking that everything is OK. Volunteers can report issues, flag safety concerns and keep pathways clear. Of increasing importance, regular visits in different seasons can spot signs of pests and disease early, and get reported to the landowner so mitigating action can take place as required.

    Creating a network 

    Before the introduction of the Community Woods programme, volunteer groups within the National Forest largely worked in isolation, each managing their own woodland without broader connections.

    The creation of the Community Woods network has been a transformative initiative, nurturing collaboration and knowledge exchange among these groups. By connecting volunteers, the network provides a platform for sharing experiences, skills, and resources, creating a vibrant community of practice. This peer-to-peer support has been particularly valuable for new groups, who can now learn from the successes and challenges faced by more experienced counterparts. 

    Overcoming challenges 

    Many groups face difficulties with volunteer recruitment, particularly in attracting younger members, but offering varied tasks and flexible schedules can help engage a broader range of people.  

    The departure of important volunteers can lead to a loss of momentum; however, building strong committees and sharing responsibilities can help maintain energy and focus over time. 

    A standout achievement of the Community Woods project has been the tailored training programme. Designed in consultation with the community groups themselves, the programme addresses their specific needs and has been funded through various grants. Training topics have included: 

    • leadership and organisation: leadership sessions for volunteer task days, to enhance confidence and team coordination
    • practical skills: coppicing, small tree felling, pond management, and hedge-laying
    • accredited certifications: emergency First Aid and Forestry, brush-cutter and chainsaw use, and tree inspections

    The programme has received strong engagement and overwhelmingly positive feedback, significantly enhancing the skills and confidence of volunteers across the network. As a result, groups are now better equipped to manage their woodlands effectively, ensuring sustainable conservation practices and fostering stronger community ties. This combined approach of networking and training has proven instrumental in building a resilient, interconnected community of woodland volunteers, capable of sustaining long-term benefits for both people and nature.

    Top tips for working with community groups 

    For anyone considering partnering with community groups in their woodland management, here are some top tips: 

    • establish trust and clear communication: building mutual trust between volunteers and landowners is essential; set expectations early and ensure open, ongoing communication
    • set realistic work expectations: ensure that the group has the necessary tools and support to complete tasks, for example, if the use of power tools is not permitted, avoid assigning overly large tasks that could lead to frustration
    • involve the group in management planning: having volunteers contribute to the woodland management plan ensures that potential issues are addressed early and everyone is aligned
    • enter into a formal agreement: use contracts, licences, or leases with clear terms (ideally 5+ years) to outline expectations and responsibilities. Include break clauses to allow for flexibility if circumstances change
    • plan for changes: if the relationship needs to end, ensure there’s an exit strategy in place, with plenty of notice to avoid frustration or feelings of wasted effort
    • build in flexibility: site constraints, such as wildlife designations or securing capital funding, can be challenging. A clear plan of action and thorough research before starting can help, but other problems such as bad weather can be unavoidable. Build flexibility into timescales and have contingency plans

    WITH just days to go before the return of Light up Leicester, organisers are making the final touches to deliver a spectacular festival that will include joyful parades, inspirational performances and amazing light installations.

    Running from Wednesday 12 to Saturday 15 March, the free event will light up the city centre every evening, from 6pm to 10pm.

    Leicester City Mayor Sir Peter Soulsby said: “This promises to be a wonderful festival with something for everyone, including a unique event taking place on each night of the festival. We look forward to welcoming many thousands of people to our city to enjoy all that Light up Leicester has to offer.”

    Event highlights include:

    Wednesday 12 March

    11am-2pm – Schools’ opening parade. Led by local arts company Inspirate with music from Drum and Brass, 300 children will process from the Cathedral to the Clock Tower and back, with artwork that will form the leaves of the ‘Roots of our Tree’ light installation next to the King Richard lll Visitor Centre.

    6pm – Radiant Routes evening parade. Brazilian beats meet Bhangra in this parade led by Nupur Arts, with dancers performing as they move from the Cathedral to the Clock Tower and back again. They’ll be accompanied by samba band Sambando, with Japanese drumming and lanterns from Leicester Taiko.

    6.30pm – Unveiling of Cathedral, Crown and Culture, a major projection and digital animation installation on Leicester Cathedral, with reference to Leicester’s history, communities and the interment of King Richard lll. Produced by local company Metro Boulot Dodo, this will run for the duration of the festival.

    Thursday 13 March

    6.30-8.30pm – Illuminated Bike Parade. Everyone is invited to bling their bike with stickers and LED lights and join in a 1.5km ride  around the city centre. People can register at www.lightupleicester.com

    Friday 14 March

    6.30pm and 7.30pm – The Holi Experience at the Clock Tower. Nupur Arts bring high-energy dance performances celebrating Holi, to the Clock Tower.

    Saturday 15 March

    7pm-8pm – Fiers a Cheval by Compagnie des Quidams. Stunning fourmetre high glowing inflatable horses will promenade their way down New Walk, culminating in an enchanting 30 minute performance outside Mattioli Woods on New Walk Place.

    Visitors to the city on Friday and Saturday evening will be able to see walkabout performances featuring Mexican skeleton puppets, LED ‘Glowbots’ and Enter Edem’s ‘Aquanauts’, as well as spoken word performances by Literati Arts.   • MIL-Evening Report: Earth’s oldest impact crater was just found in Australia – exactly where geologists hoped it would be

    We have discovered the oldest meteorite impact crater on Earth, in the very heart of the Pilbara region of Western Australia. The crater formed more than 3.5 billion years ago, making it the oldest known by more than a billion years. Our discovery is published today in Nature Communications.

    Curiously enough, the crater was exactly where we had hoped it would be, and its discovery supports a theory about the birth of Earth’s first continents.

    The very first rocks

    The oldest rocks on Earth formed more than 3 billion years ago, and are found in the cores of most modern continents. However, geologists still cannot agree how or why they formed.

    Nonetheless, there is agreement that these early continents were critical for many chemical and biological processes on Earth.

    Many geologists think these ancient rocks formed above hot plumes that rose from above Earth’s molten metallic core, rather like wax in a lava lamp. Others maintain they formed by plate tectonic processes similar to modern Earth, where rocks collide and push each other over and under.

    Although these two scenarios are very different, both are driven by the loss of heat from within the interior of our planet.

    We think rather differently.

    A few years ago, we published a paper suggesting that the energy required to make continents in the Pilbara came from outside Earth, in the form of one or more collisions with meteorites many kilometres in diameter.

    As the impacts blasted up enormous volumes of material and melted the rocks around them, the mantle below produced thick “blobs” of volcanic material that evolved into continental crust.

    Our evidence then lay in the chemical composition of tiny crystals of the mineral zircon, about the size of sand grains. But to persuade other geologists, we needed more convincing evidence, preferably something people could see without needing a microscope.

    So, in May 2021, we began the long drive north from Perth for two weeks of fieldwork in the Pilbara, where we would meet up with our partners from the Geological Survey of Western Australia (GSWA) to hunt for the crater. But where to start?

    Our first target was an unusual layer of rocks known as the Antarctic Creek Member, which crops out on the flanks of a dome some 20 kilometres in diameter. The Antarctic Creek Member is only 20 metres or so in thickness, and mostly comprises sedimentary rocks that are sandwiched between several kilometres of dark, basaltic lava.

    However, it also contains spherules – droplets formed from molten rock thrown up during an impact. But these drops could have travelled across the globe from a giant impact anywhere on Earth, most likely from a crater that has now been destroyed.

    After consulting the GSWA maps and aerial photography, we located an area in the centre of the Pilbara along a dusty track to begin our search. We parked the offroad vehicles and headed our separate ways across the outcrops, more in hope than expectation, agreeing to meet an hour later to discuss what we’d found and grab a bite to eat.

    Remarkably, when we returned to the vehicle, we all thought we’d found the same thing: shatter cones.

    Shatter cones are beautiful, delicate branching structures, not dissimilar to a badminton shuttlecock. They are the only feature of shock visible to the naked eye, and in nature can only form following a meteorite impact.

    Little more than an hour into our search, we had found precisely what we were looking for. We had literally opened the doors of our 4WDs and stepped onto the floor of a huge, ancient impact crater.

    Frustratingly, after taking some photographs and grabbing a few samples, we had to move on to other sites, but we determined to return as soon as possible. Most importantly, we needed to know how old the shatter cones were. Had we discovered the oldest known crater on Earth?

    It turned out that we had.

    There and back again

    With some laboratory research under our belts, we returned to the site in May 2024 to spend ten days examining the evidence in more detail.

    Shatter cones were everywhere, developed throughout most of the Antarctic Creek Member, which we traced for several hundred metres into the rolling hills of the Pilbara.

    Our observations showed that above the layer with the shatter cones was a thick layer of basalt with no evidence of impact shock. This meant the impact had to be the same age as the Antarctic Member rocks, which we know are 3.5 billion years old.

    We had our age, and the record for the oldest impact crater on Earth. Perhaps our ideas regarding the ultimate origin of the continents were not so mad, as many told us.

    Serendipity is a marvellous thing. As far as we knew, other than the Traditional Owners, the Nyamal people, no geologist had laid eyes on these stunning features since they formed.

    Like some others before us, we had argued that meteorite impacts played a fundamental role in the geological history of our planet, as they clearly had on our cratered Moon and on other planets, moons and asteroids. Now we and others have the chance to test these ideas based on hard evidence.

    Who knows how many ancient craters lay undiscovered in the ancient cores of other continents? Finding and studying them will transform our understanding of the early Earth and the role of giant impacts, not only in the formation of the landmasses on which we all live, but in the origins of life itself.

  • MIL-OSI Global: Taung child: the controversial story of the fossil discovery that proved humanity’s common origins in Africa – podcast

    One hundred years ago, a paper was published in the journal Nature that would radically shift our understandings of the origins of humanity. It described a fossil, found in a lime mine in Taung in South Africa, which became known as the Taung child skull.

    The paper’s author, an Australian-born anatomist called Raymond Dart, argued that the fossil was a new species of hominin called Australopithecus africanus. It was the first evidence that humanity originated in Africa.

    In this episode of The Conversation Weekly podcast, we talk to science historian Christa Kuljian about Dart’s complicated legacy and to paleoanthropologist Dipuo Kgotleng about what’s happened to the city of Taung itself, and how paleoanthropology has changed over the last century.

    When Dart’s paper was first published, it was roundly ridiculed by his scientific peers. Charles Darwin had a hunch that all humans had common origins in Africa, but archaeologists at the time weren’t looking for evidence on the continent, as Kuljian, a research associate at the University of Witwatersrand, explains:

     ”Scientists argued that humans had evolved in Europe or perhaps Asia, and that belief was influenced by the false assumption that many scientists had that Europeans were superior to other people from around the world, and that there was a hierarchy of race. Paleoanthropology and the search for human origins had its roots in that era of racialised thinking and white supremacy.“

    Dart’s contribution eventually proved this to be wrong. But at the same time, Dart, like many scientists working in Europe and the US in the early 20th century, was engaged in disturbing and racist anthropological practices, says Kuljian.

    “They were not only collecting ancient fossils, they were also collecting human skeletons. And scientists thought that humans could be divided into separate and distinct racial types based on physical characteristics. They thought that these pure racial types, which we now know do not exist, would give them a clue to understanding human evolution.”

    Not just one ‘hero’

    Alongside Dart’s own complicated legacy, researchers are also reassessing the way discoveries like the Taung child skull are commonly told: through the lens of a solo, white, hero like Indiana Jones.

    What’s missing, says Kgotleng, director of the Palaeo Institute at the University of Johannesburg, are often the stories of the “hidden figures” behind such discoveries. For example, the rock that contained the Taung skull was put aside by local mine workers who recognised its potential significance and passed it onto Dart’s colleague. Kgotleng argues:

    “ For a scientist to have that fossil in hand there was somebody who was on the ground assisting with that excavation. There were other labourers who were there, in most cases they never get recognised … we need to recognise all the workers in that whole process of the discovery through to publication.”

    Kgotleng, who used to work as the archaeologist at Taung, says that today the town “generally looks like it’s still stuck in the 1920s”. She says that many local people know little about the significance of the fossil find and that “the knowledge about the science has not filtrated through to the locals”.

  • MIL-OSI USA: Storm Brings a Potpourri of Hazards to the U.S.

    A powerful mid-latitude cyclone delivered a potpourri of weather hazards as it worked its way across the United States in March 2025. Beginning on March 3, the low-pressure system fanned wildfires and blinding dust storms in the Southwest, spawned severe thunderstorms and tornadoes in the Southeast, fueled blizzards in the Great Plains and Midwest, and dropped heavy rain in the Northeast.

Clouds of dust appear to originate from arid landscapes in northern Mexico and West Texas, a region that spans the Chihuahuan Desert, cattle ranches and cotton farms, and gas and oil fields.
    Exceptional drought has gripped West Texas for the past several months, according to the U.S. Drought Monitor. The lack of rain has parched vegetation and dried the land surface, making the region particularly susceptible to erosion and dust storms.
    Fierce winds and thick plumes of blowing dust led to traffic accidents, flight disruptions, school closures, power outages, and red and orange skies throughout the state and region, according to news reports. One particularly severe dust storm on March 3 sharply reduced visibility and contributed to a 21-car accident near Roswell, New Mexico.
    “This is a large event, but dust storms are typical in this region at this time of year,” said Santiago Gassó, a University of Maryland atmospheric scientist based at NASA’s Goddard Space Flight Center. “Unfortunately, we’re seeing longer droughts in the southwestern U.S. and northern Mexico, so we can expect more of this type of event.”
    Tools powered by NASA data and satellites are available to meteorologists, scientists, and others tracking the storm. The Worldview browser hosts timely data and imagery from several satellites. A data viewer from NASA’s Short-term Prediction Research and Transition Center (SPoRT) provides access to rainfall, lightning, air quality, and other data, and NASA’s Global Modeling and Assimilation Office has tools for real-time weather analysis and reanalysis.
    One of the newer data products comes from an experimental aerosol detection algorithm that NOAA’s AerosolWatch team is developing. The algorithm makes it easier to distinguish between dust and smoke, both of which were present in the hazy plume over Texas on March 4, by merging data collected by the TEMPO (Tropospheric Emissions: Monitoring of Pollution) mission with ABI (Advanced Baseline Imager) observations from the GOES-19 satellite.
     

    “The combination of TEMPO with GOES is very promising,” Gassó said. “Both satellites make multiple observations each day, and given their combined observations at several spectral channels, we’re able to fully characterize smoke or dust in time, space, and concentration for the first time.”

  • MIL-OSI USA: Sols 4471-4472: Marching Through the Canyon

    Curiosity continued steady progress through the upper sulfate unit and toward its next major science waypoint: the boxwork structures. Our rover is currently driving south through a local canyon between “Texoli” and “Gould Mesa.” This route may expose the same rock layers observed while climbing along the eastern margin of the Gediz Vallis channel, prompting several science activities in today’s plan. With winter still gripping Gale crater and limiting the power available for science, the team carefully balanced a number of priorities.
    The weekend’s drive positioned the rover within reach of light-toned laminated bedrock and gray float rock. We kicked off our two-sol plan by removing dust on a representative bedrock target, “Ramona Trail,” before analyzing with APXS and imaging with MAHLI. ChemCam acquired compositional analyses on a laminated gray float rock, “Josephine Peak,” in addition to long-distance images of Texoli. Mastcam documented key features, capturing images of Josephine Peak, Texoli, “Gobblers Knob,” and “Fort Tejon.” In addition to these science-driven images, Mastcam also acquired two images of APXS before a planned drive of about 21 meters (about 69 feet).
    As Curiosity continues toward the boxwork structures, the intricate patterns we observe will provide valuable clues about the history of Mars. While the Mastcam images acquired today of the APXS sensor head won’t directly contribute to the boxwork study, they capture a more human aspect of the mission. With each “APXS horseshoe” image, such as the one featured in this blog from sol 4134, hand-written markings on the APXS sensor head appear alongside Martian terrain, a reminder that this incredible journey is driven by the human touch of a dedicated team on Earth who designed, built, and continue to operate this remarkable spacecraft.

  • MIL-OSI USA: How NASA is Using Virtual Reality to Prepare for Science on Moon

    When astronauts walk on the Moon, they’ll serve as the eyes, hands, and boots-on-the-ground interpreters supporting the broader teams of scientists on Earth. NASA is leveraging virtual reality to provide high-fidelity, cost-effective support to prepare crew members, flight control teams, and science teams for a return to the Moon through its Artemis campaign.
    The Artemis III Geology Team, led by principal investigator Dr. Brett Denevi of the Johns Hopkins University Applied Physics Laboratory in Laurel, Maryland, participated in an Artemis III Surface Extra-Vehicular VR Mini-Simulation, or “sim” at NASA’s Johnson Space Center in Houston in the fall of 2024. The sim brought together science teams and flight directors and controllers from Mission Control to carry out science-focused moonwalks and test the way the teams communicate with each other and the astronauts.
    “There are two worlds colliding,” said Dr. Matthew Miller, co-lead for the simulation and exploration engineer, Amentum/JETSII contract with NASA. “There is the operational world and the scientific world, and they are becoming one.”
    NASA mission training can include field tests covering areas from navigation and communication to astronaut physical and psychological workloads. Many of these tests take place in remote locations and can require up to a year to plan and large teams to execute. VR may provide an additional option for training that can be planned and executed more quickly to keep up with the demands of preparing to land on the Moon in an environment where time, budgets, and travel resources are limited.

    VR helps us break down some of those limitations and allows us to do more immersive, high-fidelity training without having to go into the field. It provides us with a lot of different, and significantly more, training opportunities.

    Field testing won’t be going away. Nothing can fully replace the experience crew members gain by being in an environment that puts literal rocks in their hands and incudes the physical challenges that come with moonwalks, but VR has competitive advantages.
    The virtual environment used in the Artemis III VR Mini-Sim was built using actual lunar surface data from one of the Artemis III candidate regions. This allowed the science team to focus on Artemis III science objectives and traverse planning directly applicable to the Moon. Eddie Paddock, engineering VR technical discipline lead at NASA Johnson, and his team used data from NASA’s Lunar Reconnaissance Orbiter and planet position and velocity over time to develop a virtual software representation of a site within the Nobile Rim 1 region near the south pole of the Moon. Two stand-in crew members performed moonwalk traverses in virtual reality in the Prototype Immersive Technology lab at Johnson, and streamed suit-mounted virtual video camera views, hand-held virtual camera imagery, and audio to another location where flight controllers and science support teams simulated ground communications.

    The crew stand-ins were immersed in the lunar environment and could then share the experience with the science and flight control teams. That quick and direct feedback could prove critical to the science and flight control teams as they work to build cohesive teams despite very different approaches to their work.
    The flight operations team and the science team are learning how to work together and speak a shared language. Both teams are pivotal parts of the overall mission operations. The flight control team focuses on maintaining crew and vehicle safety and minimizing risk as much as possible. The science team, as Miller explains, is “relentlessly thirsty” for as much science as possible. Training sessions like this simulation allow the teams to hone their relationships and processes.

    Denevi described the flight control team as a “well-oiled machine” and praised their dedication to getting it right for the science team. Many members of the flight control team have participated in field and classroom training to learn more about geology and better understand the science objectives for Artemis.
    “They have invested a lot of their own effort into understanding the science background and science objectives, and the science team really appreciates that and wants to make sure they are also learning to operate in the best way we can to support the flight control team, because there’s a lot for us to learn as well,” Denevi said. “It’s a joy to get to share the science with them and have them be excited to help us implement it all.”

    This simulation, Sparks said, was just the beginning for how virtual reality could supplement training opportunities for Artemis science. In the future, using mixed reality could help take the experience to the next level, allowing crew members to be fully immersed in the virtual environment while interacting with real objects they can hold in their hands. Now that the Nobile Rim 1 landing site is built in VR, it can continue to be improved and used for crew training, something that Sparks said can’t be done with field training on Earth.
    While “virtual” was part of the title for this exercise, its applications are very real.
    “We are uncovering a lot of things that people probably had in the back of their head as something we’d need to deal with in the future,” Miller said. “But guess what? The future is now. This is now.”

This is what can be read in the text of the catechesis that Pope Francis, hospitalized at the Gemelli Hospital in Rome since February 14 for bilateral pneumonia, should have delivered today in the Paul VI Hall for the traditional Wednesday general audience.The Pope, continuing the cycle of catecheses dedicated to the life of Jesus read in the light of the themes of the Ordinary Jubilee that the Church is experiencing, focuses on the last of the stories of Jesus’ childhood narrated in the Gospel of Luke, namely the discovery of Jesus in the Temple, when “at twelve years old, he stayed in the Temple without telling His parents, who were anxiously looking for Him and found Him three days later”.     In the first days of spring, the State University of Management participated in the 60th anniversary exhibition “Education and Career”, which was held in Gostiny Dvor. The largest universities and employers of Russia gathered at the exhibition site.

    At the exhibition, GUU introduced more than 1,700 applicants from Moscow and other regions to the current areas of training and educational programs of our university. Schoolchildren and their parents were told about the traditions of the First Management University, and life hacks for admission in 2025 were shared. Future applicants received advice from directors of institutes, representatives of departments, and from employees of the admissions committee.

    Discussions around shaping the contours of India’s industrial policy in light of the evolving geopolitical landscape, the role of Production Linked Incentive (PLI) schemes in driving manufacturing competitiveness, India’s green transition and inclusive sustainability in shaping India’s industrial policy and creating resilient global supply chains was at the central of the international conference organised by the Centre for Trade and Investment Law (CTIL).

    The international conference was based on the theme “Navigating the Future: Industrial Policy and Global Competitiveness” organised by the Centre for Trade and Investment Law (CTIL), established by the Ministry of Commerce and Industry, Government of India, in collaboration with the Centre for International Trade and Business Laws, NALSAR University of Law and the World Trade Institute, University of Bern, together with the WTO India Chairs Programme. The international conference was held during 17th to 19th January 2025 at the NALSAR University of Law, Hyderabad.

    Importantly, the conference discussed the role of WTO disciplines in ensuring that industrial policy measures do not negate the core principle of the ruled-based international trading system. The conference featured key insights into the current geopolitical landscape and energy transition.

    The central theme of the conference ‘Navigating the Future: Industrial Policy and Global Competitiveness’ was explored through a series of panel discussions and technical sessions. The inaugural sessions featured discussions on the resurgence and evolution of industrial policy, metrics to measure its impact, and their compatibility with WTO rules in a changing global context. Prof. James J. Nedumpara, Head, CTIL, in his welcome speech, highlighted the relevance of the conference theme and the importance of green industrial policy in fostering innovation and technology in the current global context. This was followed by the presidential address delivered by Prof. Srikrishna Deva Rao, Vice Chancellor of NALSAR University of Law. Shri. Ujal Singh Bhatia and Professor Peter Vanden Bosche, former members of the WTO Appellate Body, also emphasised the need for an in-depth examination of the linkages between trade policy and industrial policy.

    Shri Dammu Ravi, Secretary (Economic Relations), Ministry of External Affairs, during his address highlighted that emerging economies can play a catalyzing role in energy transition and pioneer an economic transformation. The Secretary emphasised the role that India can play in the global critical raw material supply chains and underscored that any strategy for value chain integration must be focused on creating value within India, including creating employment opportunities. 

    In the plenary session, Shri Montek Singh Ahluwalia, Former Deputy Chairman of the Planning Commission highlighted the global shift from free trade to protectionism in response to challenges from China’s rise and evolving U.S. policies. Shri. Ahluwalia emphasized the need for clear, cost-effective interventions in critical sectors, transparency in initiatives like PLIs, and adherence to WTO rules, as part of a balanced approach to security and economic priorities.

    Several renowned scholars and policy experts of in the field of international trade and policy including Dr. Werner Zdouc, former Director of the Appellate Body, Mr. Sumanta Chaudhuri, Head Trade Policy, CII, Dr. Pritam Banerjee, Head, Centre for WTO Studies, Prof. Henry Gao, Professor, Singapore Management University, Professor Abhijit Das, former Head, Centre for WTO Studies, Dr. Alicia Gracia, Senior Fellow at Brugel, Dr. Isabelle Van Damme, Director, World Trade Institute, Dr. Rosmy Joan, Associate Professor, NALSAR University, among others spoke in the programme.

    Introduction

    International Women’s Day is celebrated around the world on 8th March. It is a day when women are recognized for their achievements across national, ethnic, linguistic, cultural, economic or political boundaries. The theme of International Women’s Day 2025 is “For ALL Women and Girls: Rights. Equality. Empowerment.” This year’s theme calls for action to unlock equal rights, power and opportunities for all and an inclusive future where no one is left behind. Central to this vision is empowering the next generation—youth, particularly young women and adolescent girls—as catalysts for lasting change.

    Further, the year 2025 is a pivotal moment as it marks the 30thanniversary of the Beijing Declaration and Platform for Action. This document is the most progressive and widely endorsed blueprint for women’s and girls’ rights worldwide, transforming the women’s rights agenda in terms of legal protection, access to services, youth engagement, and change in social norms, stereotypes, and ideas stuck in the past.

    In India, the government has been actively working towards women’s empowerment and gender equality through various policies, schemes, and legislative measures. The country is witnessing a transition from women’s development to women-led development, ensuring equal participation in national progress. Women are playing a crucial role in shaping India’s socio-economic landscape, breaking barriers in education, health, digital inclusion, and leadership roles.

    On March 3, 2025, Prime Minister Narendra Modi encouraged women across India to share their inspiring life journeys on the NaMo App Open Forum ahead of International Women’s Day. He praised the remarkable stories already submitted, highlighting the resilience and achievements of women from different walks of life. As a special initiative, he announced that selected women would take over his social media accounts on March 8 to amplify their voices and experiences. This initiative aims to celebrate women’s contributions and inspire others by showcasing their journey of empowerment, perseverance, and success.

    Constitutional and Legal Framework

    The Indian Constitution guarantees gender equality through provisions in its Preamble, Fundamental Rights, and Directive Principles of State Policy. Article 14 ensures equality before the law, while Article 15 prohibits discrimination based on sex. Article 51(a)(e) encourages citizens to renounce practices derogatory to women’s dignity. The Directive Principles, particularly Articles 39 and 42, emphasize equal livelihood opportunities, equal pay, and maternity relief.

    India is a signatory to international treaties such as:

    Government Schemes for Women’s Upliftment

    1. Education

    Education is the key to women’s empowerment and economic independence. India has undertaken several initiatives to ensure that girls have equal access to quality education from primary schooling to higher education. Gender parity in education has improved significantly, with female enrolment surpassing male enrolment in recent years.

    • Right to Free and Compulsory Education Act, 2009 ensures schools are within reach for all children.
    • Beti Bachao Beti Padhao (BBBP): Focuses on improving the child sex ratio and promoting girls’ education.
    • Samagra Shiksha Abhiyan: Supports school infrastructure and girl-friendly facilities.

    • Pradhan Mantri Matru Vandana Yojana (PMMVY): Provides cash incentives to pregnant and lactating mothers, with ₹17,362 crore disbursed to 3.81 crore women, as of January 2025.
    • Improved Maternal Health:
      • Maternal Mortality Rate (MMR) reduced from 130 (2014-16) to 97 (2018-20) per lakh live births.
      • Under-5 Mortality Rate (U5MR) decreased from 43 (2015) to 32 (2020).

      • PMGDISHA (Prime Minister’s Digital Saksharta Abhiyan): 60 million rural citizens trained in digital literacy.
      • Common Service Centres (CSCs): 67,000 women entrepreneurs running digital service centers.
      • Ayushman Bharat Digital Mission (ABDM): Bridging healthcare accessibility through digital solutions.
      • SANKALP Hubs for Women Empowerment: Functioning in 742 districts across 35 States/UTs
    • Financial Technology and Inclusion:

    A project to understand the barriers to screening for a preventable cancer and to encourage women in the most deprived parts of Scotland to take part in cervical screening by self-testing has been awarded £1.3million.
    University of Aberdeen researchers will lead the Cancer Research UK-funded initiative to find new ways of reaching women least likely to engage with cervical screening and who are at the greatest risk of dying from cervical cancer.  
    Cervical cancer is a largely preventable cancer and since 2008 girls aged 11-13 have been eligible for the human papillomavirus (HPV) vaccine which protects against around 90% of cervical cancers, with boys eligible for the vaccine, which can also protect boys from other HPV related cancers such as mouth and throat cancers, since 2019.
    Cervical screening remains an important way to help to prevent the disease, particularly in those who didn’t receive the vaccination in childhood.
    However, cervical screening is still important for all those eligible to detect pre-cancerous cells and enable treatment before they develop further. 
    Data from Public Health Scotland has shown that women in the most deprived areas of Scotland are twice as likely as those in more affluent areas to develop the disease and three times more likely to die from it.  
    Many of these women do not engage with screening and the project, called ‘AYEScreen’ will explore the reasons why – from lack of time or childcare, to fear, embarrassment or cultural and social barriers.  
    This will then inform a trial where women will be provided with self-sampling kits which will allow them to conduct the tests at a time and place of their choosing, and without the need for a medical professional.  
    Dr Sharon Hanley, a cancer epidemiologist at the University of Aberdeen, will lead the project.
    She said: “Cervical cancer is different from many cancers in that it can be detected and treated in the pre-cancerous stage. This is why getting screened regularly is so important. However, since the screening programme targets healthy individuals, many women may not feel the need to attend or for what might be an embarrassing or uncomfortable test.  

    AYEScreen is about empowering those most marginalised in society to make informed choices, including those who could face discrimination and are disproportionately disadvantaged, and help protect them from a highly preventable cancer.” Dr Sharon Hanley

    “In recent years the test has changed. In the past it was necessary to take samples from a specific part of the cervix to look for abnormal cells, now we look for the virus that causes these abnormal cells and the virus can be found in vaginal samples. This makes self-sampling possible. However, more research is needed on the best way to offer self-sampling. 
    “We would also like to include trans-men in the study as they are historically underserved and might be more willing to participate in self-sampling than attend for a test by a medical professional.” 
    The project will assess the effectiveness and cost efficiency of three different methods to reach under screened women in GP practices with the highest proportion of patients from deprived areas as well as those living in remote and rural areas who may have other barriers to testing such as access.  
    The first method will see women who are overdue screening and attend the GP surgery for another reason offered a self-sampling kit, the second will trial a text service offering self-sampling which can be returned by post and in the third, a nurse will call women to understand barriers to screening and offer the option of self-sampling, which will also be sent and returned by post. 
    It is hoped AYEScreen will provide the much-needed evidence base to inform future (Scottish) Government policy and that a nation-wide roll out of self-sampling for under screened women be implemented alongside the current screening programme. 
    “AYEScreen is about empowering those most marginalised in society to make informed choices, including those who could face discrimination and are disproportionately disadvantaged, and help protect them from a highly preventable cancer,” Dr Hanley added.  
    Cancer Research UK Senior Heath Information Manager, Claire Knight, said: “We are delighted to provide funding for this vital research. Cervical screening is a proven way to prevent cancer and stop the disease in its tracks. But some people face barriers to accessing the potentially life-saving test, like finding the test painful or embarrassing, and trials like this bring us closer to ensuring that everyone can benefit from screening health interventions. 
    “By offering an alternative to the standard GP appointment for people who haven’t taken up their invitation, self-sampling may help to address some of these barriers, and in turn tackle health inequalities.
    “If coverage of cervical screening and HPV vaccination increases, it’s possible that we can reduce cervical cancer to the point where almost no one develops it. Further research is now needed to better understand the accuracy of self-sampling and how it can be effectively rolled out to benefit more people.”

    March is No Smoking Month and the Mayor of Derry and Strabane, Councillor Lilian Seenoi Barr, has lent her voice to the campaign by the Public Health Agency (PHA) and Cancer Focus Northern Ireland, encouraging smokers to ‘Make March Your Month to Quit’.

    Smoking is the single most entirely preventable cause of ill-health, disability and death, in Northern Ireland, responsible for approximately 35,000 hospital admissions and 2,200 deaths each year.

    Speaking today, Mayor Barr appealed for local people to heed the advice and avail of the support out there to help people quit. “Council has a duty to enforce smoke free legislation and ensure compliance by smokers and premises owners. Creating a smoke-free environment is essential for improving public health and wellbeing in our Council area and beyond, and it’s a responsibility we take very seriously.

    “The Make March your Month to Quit programme offers people who currently smoke a timely reminder that help is available when you wish to quit. We would encourage any smoker to avail of the Stop Smoking services available through the PHA and take the first step on their own personal journey to becoming smoke free.”

    Colette Rogers, Strategic Lead for Tobacco Control, with the PHA, said: “March is No Smoking Month and a fantastic opportunity to make the commitment to stop smoking and improve your health.

    “Stopping smoking is one of the best things you can do to improve your health and protect people around you from harmful second-hand smoke. Quitting will also save you money which is significant as people face tough times with the increased cost-of-living. You might have tried quitting before, but this March, try again and get support on your journey to healthier you with the help of a PHA-funded Stop Smoking service as it really will make a difference.”

    There is lots of support available throughout Northern Ireland for those who want to quit. A range of services are funded by the PHA and free to use, these services help and support people to quit every year and are offered through many community pharmacies, GP practices, HSC Trust premises, community and voluntary organisations, and by Cancer Focus NI.

    Naomi Thompson, Health Improvement Manager at Cancer Focus NI, is urging those who want to stop smoking to seek help and highlighted that support is available across the country to help make people’s quit journey as easy as possible:

    “Studies have shown that people are four times more likely to quit with help. We would encourage any smoker who is ready to quit, or even curious about giving it a go, to make March their month. Across Northern Ireland specialists are available to provide free tried and tested tips to make quitting as easy as possible.”

    Top tips for quitting smoking

    • Make a date to give up – and stick to it!
    • Make a plan. Think about what could help you stop smoking, such as using a nicotine replacement product, and have it ready before the date you plan to stop.
    • Get support from your local Stop Smoking Service. Also, let your family and friends know that you’re quitting. Some people find that talking to friends and relatives who have stopped can be helpful.
    • Keep busy to help take your mind off cigarettes. Try to change your routine, (and plan alternative activities for places you associate with smoking) and avoid the shop where you normally buy cigarettes.
    • Remind yourself that the money saved now from not smoking can be used for other things you or your family want or need.

    No Smoking Month is coordinated in Northern Ireland by Cancer Focus NI and includes a partnership with the PHA, the Healthy Living Centres Alliance, Health and Social Care Trusts, local councils, and community champions in Health Living Centres.

    Kinship Captured: Kinship Carer Journeys in Photographs, a powerful visual exploration of kinship stories and experiences in Edinburgh, has opened at the Museum of Edinburgh.

    This unique exhibition is the result of the Kinship Captured Project, which uses photography to delve into the journeys of kinship carers and the meaning of ‘wellbeing’ within this context.

    The exhibition features a selection of photo journals created by five Kinship Carers who have been actively involved in the project. Through the lens of their cameras, these carers have shared their personal experiences, providing a deeper understanding of the challenges, rewards, and the powerful connections formed through kinship care.

    Culture and Communities Convener, Val Walker said:

    The photographs on display offer a visual narrative of the kinship care experience, focusing on the joy, love, and resilience that often goes unspoken. Through their work, these carers are helping to shine a light on the vital role they play in the lives of the children they care for.

    We are proud to support this project, which highlights the important work that Kinship Carers do every day. The exhibition provides an opportunity for the community to engage with and understand the journey of kinship carers, and we hope it will inspire others to consider the profound impact of kinship care on both carers and the children they support.

    The Kinship Captured exhibition will run in conjunction with Kinship Care Week, from 17-21 March 2025, a week dedicated to celebrating the vital role that Kinship Carers play in supporting children and young people. The exhibition highlights the importance of kinship care, not only for the children in need of support but also for the carers who provide it, emphasizing the collective power of community and shared experiences.

    35 teams from Malaysia, Singapore, Brunei, Japan, Laos, Thailand, Hong Kong SAR (China), and Macao SAR (China) won first, second, and third prizes in the four competition tracks.     In this year’s newly introduced Teaching Competition, Dr. Husni Teja Sukmana from the Association of Higher Education in Informatics and Computer Science (APTIKOM) in Indonesia won the grand prize for his exceptional teaching skills.
    The competition also presented special awards to recognize participants who excelled in promoting digital inclusion and contributing to a sustainable, smart world. The team from the National University of Singapore won the TECH4ALL Digital Inclusion Award, while the team from Universiti Teknologi Brunei won the Green Development Award. Additionally, in an effort to encourage more women to pursue careers in technology and innovation while supporting the expansion of the ICT industry, Huawei presented a special honor—the Women in Tech Award—which was claimed this year by Malaysia’s Universiti Malaya. The award was presented by Dr. Piti Srisangnam.

  • MIL-Evening Report: Grattan on Friday: Anthony Albanese beset by disruptors, from Cyclone Alfred to Donald Trump

    Issues sometimes “come at you”, Anthony Albanese declared on Thursday at the end of a news conference, held at Canberra’s National Situation Room, about Cyclone Alfred.

    The cyclone is a disaster for millions of people in its path. For the prime minister, it is a major political disruptor.

    Albanese cancelled his visit to Western Australia: he’d wanted to be there when Labor has its anticipated certain win at Saturday’s election.

    His own election planning – which seemed headed for an April 12 election called this weekend – has been thrown into some disarray (although this is contested by those involved).

    Then there was the good news that was crowded out. Wednesday’s national accounts finally showed some of the much hoped-for positive trends, especially an end to the per capita recession, which had been running for seven consecutive quarters. But with the cyclone naturally dominating attention, who noticed?

    Albanese’s response to the new circumstances was to place himself at the centre of the planning for the cyclone. He stood side by side with Queensland Premier David Crisafulli at his news conference on Wednesday and was early to the Situation Room on Thursday morning, promising to give regular updates.

    To questions about whether he’d abandoned any thought of calling an election at the weekend, the PM insisted (unconvincingly) that politics was furthest from his mind. Though announcing an election would appear near impossible in the circumstances, and attention had already begun turning to a May date (and a budget beforehand), Albanese on Thursday wouldn’t be drawn. Basically, he was waiting to see what happened with the weather.

    The cyclone will be a passing disruptor. The disruption from the Trump administration will be with Australia (and the world) for the foreseeable future.

    Next week Australia will know whether its intense lobbying for an exemption from the US tariffs on aluminium and steel has been effective. Those around the government are not optimistic.

    More concerning than the immediate impact on Australia if we fail to win the exemption is the effect of US protectionism more generally.

    Reserve Bank deputy Governor Andrew Hauser confirmed this week that “from a macroeconomic perspective, Australia’s direct exposure to US tariffs levied on our exports is limited”.

    “[But] Australia is heavily integrated into, and reliant on, the global economy more broadly – and particularly China. Hence the bigger macroeconomic risk for us would be if the imposition of US tariffs on third countries triggered a global trade war that impaired our trade and financial linkages more broadly.

    “As Australia’s long history has shown, we thrive when trade, labour and assets flow freely in the global economy, but we suffer when countries turn inwards.”

    How disruptive this new world will be to the Australian economy can’t be known but it could make things very difficult for a second term Albanese government or a first term Dutton one.

    As Trump tries to force a settlement on Ukraine, there’s been increasing attention on the Europeans’ plans to boost their defence expenditure. This week, we started to feel the heat on Australia to do the same.

    Trump’s nominee for Under Secretary of Defense for Policy, Elbridge Colby told the US Senate Committee on Armed Services, in a written answer during his confirmation hearing, that “Australia is a core U.S. ally. […] The main concern the United States should press with Australia, consistent with the President’s approach, is higher defense spending. Australia is currently well below the 3% level advocated for by NATO Secretary General Rutte, and Canberra faces a far more powerful challenge in China.”

    Presently Australia’s defence spending is about 2% of GDP, projected to increase to 2.4% by 2033–34.The Coalition has said it would spend more than Labor (but has not specified how much more).

    Defence Minister Richard Marles said he could “obviously understand the US administration seeking for its friends and allies around the world to do more. That’s a conversation that we will continue to have with the US administration. […] But it’s really important to understand we are increasing that spending right now.”

    It’s also important to understand that if Australia must ramp up defence further or faster than present plans, that will suck funds from other priorities, putting another squeeze on future governments.

    Trump’s bullying of Ukraine and its leader Volodymyr Zelensky has not weakened the bipartisan support in Australia for Ukraine.

    But a difference has emerged over whether Australia should (if asked) take part in any peacekeeping force. Peter Dutton said this role should be left to the Europeans. But Albanese flagged his government would consider it, pointing to the many other peacekeeping operations we have participated in.

    Former prime minister Scott Morrison got on well with Trump during the president’s first term and has become even more signed up since. The Morrisons were at Mar-a-Lago for New Year’s eve.

    Morrison was distinctly sympathetic to Trump’s approach when talking this week about Ukraine. He told an Australian Financial Review dinner, “Do we just keep fighting this war every day? The alternative is to find a peace that can be secured.

    “There was no conversation, no real conversation, about peace in Ukraine up until now.” Zelensky had the “most to gain” from negotiating to end the war, he said.

    Morrison is affiliated with lobbying firm American Global Strategies, which has links to the Trump administration. Colby is listed as a senior adviser. The chairman and founder of the group, Robert C. O’Brien, was formerly a national security adviser to Trump.

    Morrison is one of a number of former senior Australian political figures who have a current professional or commercial lock-in to Washington politics.

    Former Liberal treasurer Joe Hockey, who was close to the Trump White House when Hockey was ambassador in 2016-20, is founder and global president of Bondi Partners, a lobbying firm that operates between the US and Australia.

    Another former Australian ambassador to Washington, Arthur Sinodinos, is based in Washington as a partner in the Asia Group, a strategic advisory firm.

    Meanwhile former PM Kevin Rudd, as Australian ambassador in Washington, is trying to amplify Australia’s official voice with the administration.

    Speculation continues about Rudd’s future if the government changed. Dutton says that would depend on how effective Rudd was, saying his present instinct would be leave him in the job.

    Others are sceptical this would happen, and raise Morrison’s name as a possible replacement. Morrison has reportedly told people he would not want the post. But you couldn’t rule it out.

With the March 8th celebration approaching, the parish, together with the women of Pourcine-Pic Makaya, is organizing a day of training, dialogue and celebration. I hope to return to the parish with all the necessary material to begin adult literacy classes in mid-March,” said Father Massimo Miraglio, Camillian missionary and parish priest of the Pourcine-Pic Makaya community, to Fides.“Thanks to the support of the humanitarian organization Heks Eper,” he continued, “I should be able to transport the sheets for the roof of the guest house to the bottom of the valley. Then the local people will take them to the village.” However, he warns that the work on the house is progressing slowly despite having greatly simplified the project. “There are many difficulties,” he added.Haiti is the poorest country on the American continent, with a very high rate of illiteracy among young people and adults, especially in rural areas, where access to education for these two categories of people is almost impossible. Illiteracy is an obstacle to the human and socio-economic development of communities, reducing employment opportunities and the participation of citizens in civil society. In the complex Haitian rural context, this reality aggravates discrimination against women and the most vulnerable groups. Thanks to the support of Madian Orizzonti ETS, the non-profit organization of the Camillian Religious, the literacy project for young people and adults (Alfa) in the rural mountain community of Pourcine-Pic Makaya continues with the aim of improving the living conditions of its inhabitants. “In mid-February, Alfa teachers participated in a training day on teaching in these schools for adults. It was a very enriching experience for everyone and we hope to be able to organize more sessions soon. It is another small step forward for our community. 150 people have already signed up and we have 12 teachers involved.” “Education,” insists Father Massimo Miraglio, “is a fundamental tool for Pourcine-Pic Makaya to fight poverty. Literacy is key both for individuals, as it expands their development possibilities, and for the local community, by strengthening their resilience and promoting a sustainable development model.”Father Miraglio also talks about another project he is working on, which he describes as “more delicate” and complex: a microcredit program for 20 women with children in the Pourcine-Pic Makaya community. “It is a program with a significant potential impact, but it must be managed with caution. The situation in Haiti is difficult everywhere at the moment, but, like our brothers and sisters in Port-au-Prince, we remain firm in our place. And we work…”Experience in various countries has shown that, with even limited financial capital, the poor can achieve profound changes in their lives. This microcredit project is aimed especially at women with children and seeks to enhance their personal background and skills, enabling them to start activities that, due to lack of resources, they cannot carry out. Its main objectives are to strengthen the self-confidence of the beneficiaries, improve the economic stability of their households and help them overcome the poverty line.“We are entering the great planting season for beans and corn, a period of intense work for the community of Pourcine-Pic Makaya,” says Father Miraglio, who is involved on multiple fronts. “I am also preparing part of the parish land for planting, in the hope that there will be a good harvest for everyone, God willing. It is important to share the same hopes and work alongside them.” In the meantime, the Camillian missionary has also launched a project for coffee production, although its progress has been slowed by heavy rains, which have delayed the germination of the seeds sown at the end of 2024. “In addition, the phytocells – small bags bought in Italy – are still stuck in Port-au-Prince, as land access to Jérémie remains blocked,” he explains. “Reviving coffee cultivation is essential for the Pourcine-Pic Makaya community. In the meantime, the first seedbed is germinating and I have finally obtained a first batch of small bags for the seedlings. We will soon have to prepare the physical space for the nursery.” This nursery will be managed by students in grades 4, 5 and 6 of the parish school, boys and girls between 12 and 16 years old, under the guidance of an elderly coffee farmer. “From time to time, an agronomist who passes through the area will offer us theoretical training,” concludes Father Miraglio.   • MIL-OSI United Nations: World’s largest urban development forum concludes with Cairo Call to Action

    The twelfth edition of the World Urban Forum wrapped up on Friday with the adoption of the Cairo Call to Action, after intense discussions focused on the global housing crisis and financing urbanization, all under the theme “It All Starts at Home.”

    Ahead of the closing ceremony, UN-Habitat Executive Director, Anaclaudia Rossbach, emphasised the Forum’s timely emphasis on local action.

    “Over half of the world’s population now resides in urban areas,” she said, as she highlighted the pivotal role of local governments in shaping cities and human settlements.

    WUF12 was “a turning point in the journey of the World Urban Forum,” she declared.

    Record-breaking Forum

    Over the past five days, WUF12, convened biennially by UN-Habitat, explored urbanization through six main dialogues, roundtables, assemblies, and partner-led events.

    “We have broken many records and scaled new heights at this World Forum,” Ms. Rossbach stated, citing impressive metrics, including the attendance of over 24,000 participants from 182 countries.

    In addition, four heads of state, 60 ministers, 45 deputy ministers and 96 mayors, attended more than 700 events from 1,500 organizers.  

    In all over 63,000 people, in person or online, attended dialogues, sessions and discussions. 

    Crucial issues tackled

    Discussions at WUF12, she said, highlighted key challenges central to promoting sustainable cities. These included the urgency of addressing the global housing crisis, recognizing that adequate housing is a human right and its links to climate and humanitarian crises.

    Alongside, finance for urban sustainability must be prioritizing, through tapping into unused financial resources in cities, as needed.

    Capturing, sharing, and learning from best practices to accelerate action effectively and at scale, is equally important, she said, as is leveraging the potential of coalitions and partnerships in the face of complex and unprecedented challenges.

    The Cairo Call to Action  

    On the final day, delegations adopted the Cairo Call to Action, pledging to act with urgency to address the global housing crisis as well as leveraging local action to achieving global goals and targets.

    The Cairo Call to Action also emphasized, among other points, the need for sustaining a systemic representation of local actors at all levels, sharing urban spaces and opportunities inclusively, urban planning to deliver better local outcomes, and unlocking finance for cities and communities.  

    Delegations also committed to ensuring equity and justice for sustainable cities, leveraging local and grassroots data for decision-making, harnessing culture and heritage as an asset for sustainability, and building coalitions and alliances to scale local impact.

    Ensuring a decent life

    Speaking at the closing, Egypt’s Minister of Housing, Sherif El-Sherbiny, reinforced the theme’s importance, stating, “everything starts locally, from where we live.”

    He pledged that Egypt’s government will continue to work toward providing a “decent life” and sustainable development for all citizens.

    We are able. We can build a better future for us and for the next generation,” he added.

    Hard work continues

    Several non-governmental organization (NGOs) and civil society organizations emphasized safety and inclusivity, such as the Van Leer Foundation, which supports young children, caregivers and communities worldwide.

    Chief Programme Officer Rushda Majeed highlighted the foundation’s mission to foster inclusive communities, noting that WUF12 was valuable for showcasing actions from prior Forums.

    She highlighted the many conversations and presentations, building upon earlier outcomes.

    We find this of great value in terms of not only meeting people and advocating for particular causes but really learning about what has been done.

    On the closing day, discussions focused on creating safer spaces for future generations.

    One roundtable featured Professor Anna Barker from the University of Leeds, in the United Kingdom, who shared her research on women’s and girls’ safety in public parks.

    “We spoke to a diverse range of women and girls,” she said, “and used their feedback to create new guidance.”

    This guidance has been implemented through the Green Flag Award programme across 17 countries.

    Looking ahead

    In the coming weeks and months, UN-Habitat will highlight the outcomes of WUF12 at key events, including COP29 in Baku, Azerbaijan.  

    Ms. Rossbach said the outcomes would inform discussions within UN-Habitat and the first open-ended Intergovernmental Working Group on Adequate Housing for All.

  • MIL-OSI United Kingdom: Improvement project planned for Darley Park

    Derby City Council is planning a series of improvements at a historic park. Cabinet members are expected to approve a bid to the National Lottery for funding towards the Darley Park Improvement Project.

    If the bid is successful, the £250,000 Lottery funding would be combined with £165,000 existing Section 106 funding already allocated to enhancing the park. This Section 106 funding is made up of contributions made by developers as part of development schemes and is specifically earmarked for parks improvements.

    The plans for the park include making it more accessible, refurbishing the play area and introducing new activities and events. The proposal will be discussed by Cabinet members at their meeting on Wednesday 12 March.

    Councillor Ndukwe Onuoha, Derby City Council Cabinet Member for Streetpride, Public Safety and Leisure, said:

    Darley Park is a much-loved, historic green space. This is a great opportunity to maximise the available funding to allow us to make a significant investment in the park, making it more accessible, educational, and enjoyable for everyone.

    We’re aiming to preserve its heritage while creating new opportunities for visitors to connect with nature and our city’s rich history.

    The proposed improvements include:

    • Refurbishing the play area to create a bespoke facility which helps interpret the heritage of the park and local area
    • Providing interactive ways of learning about the park and its important role within the Derwent Valley Mills World Heritage Site
    • Improving the park’s footpaths and access to the Hydrangea Garden and Wildlife Garden
    • Refurbishing Ada’s seat, a memorial to the founding family of Darley Mills
    • New planting 
    • Providing activities and events, for example heritage tours, to increase visitors to the park
    • Training for park volunteers.

    Darley Park was donated to the people of Derby in 1929 and is located on the River Derwent. As part of the UNESCO (United Nations Educational, Scientific and Cultural Organization) Word Heritage Site – Derwent Valley Mills, holds significant heritage value. It also hosts one of the city’s favourite summer events, The Darley Park Weekender, every year.

    Notable attractions include the renowned Hydrangea Collection, which is the largest in Britain, and the Wildlife Garden, which boasts a beautiful arrange of butterflies.

  • MIL-OSI Africa: US trade wars with China – and how they play out in Africa

    Since taking office, US president Donald Trump has implemented policies that have been notably hostile towards China. They include trade restrictions. Most recently, a 20% tariff was added to all imports from China and new technological restrictions were imposed under the America First Investment Policy. This isn’t the first time US-China tensions have flared. Throughout history the relationship has been fraught by economic, military and ideological conflicts.

    China-Africa scholar and economist Lauren Johnston provides insights into how these dynamics may also shape relations between Africa and China.

    How has China responded to hostile US policies?

    First, China tends to have a defiant official response. It expresses disappointment, then states that the US policy position is not helpful to any country or the world economy.

    Second, China makes moves domestically to prioritise the interests of key, affected industries.

    Third, China will sometimes impose retaliatory sanctions.

    In 2018, for instance, China imposed a 25% tariff on US soybeans, a critical animal feed source. The US Department of Agriculture had to compensate US soybean farmers for their lost income.

    Another example is how, following US tech sanctions, China took a more independent technology path. It has channelled billions into tech funds. The goal is to make financing available for Chinese entrepreneurs and to push technological boundaries in areas of US sanction, such as semiconductors. These efforts are backed up by subsidies and tax reductions. In some cases, the Chinese state will invest directly in tech companies.

    More recently, China retaliated to the US trade war by announcing tariffs on 80 US products. China is set to place 15% tariffs on certain energy exports, including coal, natural gas and petroleum. An additional 10% tariffs will be placed on 72 manufactured products including trucks, motor homes and agricultural machinery.

    Agricultural trade has been hard hit. The day the US announced a 10% tariff on Chinese imports, China announced “an additional 15% tariff on imported chicken, wheat, corn and cotton originating from the US”. Also, “sorghum, soybeans, pork, beef, aquatic products, fruits, vegetables and dairy products will be subject to an additional 10% tariff”.

    How have these Chinese responses affected Africa?

    We can’t say for certain that China’s response to US trade tensions has explicitly affected its Africa policy, but there are some notable coincidences.

    Less than one month after Trump’s return to the White House in 2025, and soon after the first tariffs were slapped on China’s exports to the US, China announced new measures to foster China-Africa trade efforts. The policy package aims to “strengthen economic and trade exchanges between China and Africa.”

    This is the latest in a series of Chinese actions.

    In January 2018 trade hostilities began to escalate after Trump imposed a first round of tariffs on all imported washing machines and solar panels. These had an impact on China’s exports to the US.

    Later the same year, China imposed 25% tariffs on US soy bean imports and took steps to reduce dependence on US agricultural products. China also took steps to expand trade with Africa, agricultural trade in particular.

    In September 2018, Beijing hosted the Forum on China and Africa Cooperation summit, a triennial head of state gathering. It was announced that China would set up a China-Africa trade expo and foster deeper agricultural cooperation. In the days after the summit, China’s Ministry of Agriculture and Rural Affairs was already acting on this. A gathering of African agricultural ministers took place in Changsha, Hunan province.

    Hunan province has since taken centre stage in China-Africa relations. It’s now the host of a permanent China-Africa trade exhibition hall and a larger biennial China-Africa economic and trade exhibition (known as CAETE).

    Hunan also hosts the pilot zone for In-Depth China-Africa Economic and Trade Cooperation. The zone has numerous initiatives designed to overcome obstacles to China-Africa trade and investment, like support in areas of law, technology and currency, and vocational training.

    Finally, the zone is located in a bigger free-trade zone that is better connected to Africa by air, water and land corridors. African agricultural exports to China pass through Hunan, where local industry either uses these imports or distributes them across the country to retailers.

    Companies in Hunan are well placed to play a key role in supporting China-Africa trade, capitalising on the opportunities left by China-US hostilities.

    Hunan’s agritech giant Longping High-Tech, for instance, is investing in Tanzanian soybean farmers.

    Hunan is also home to China’s construction manufacturing and electronic transportation frontier. This includes global construction giant Sany, which produces heavy industry machinery for the construction, mining and energy sectors. China’s global electronic vehicle manufacturing BYD and its electronic railway industry are also in Hunan. They have deep and increasing interests in Africa and can also support China’s key minerals and tech race with the US.

    As US-China hostility enters a new era, what are the implications for China-Africa relations?

    As my new working paper sets out, African countries are, for example, responding to the new opportunities from China.

    At the end of 2024, while the world waited for Trump’s second coming, various African countries made moves to strengthen economic ties with China, Hunan province especially.

    In December 2024, Tanzania became the first African country to open an official investment promotion office in the China-Africa Cooperation Pilot Zone in Changaha.

    In November 2024, both the China-Africa Economic and Trade Expo in Africa and the China Engineering Technology Exhibition were held in Abuja, Nigeria. Equivalent events were hosted in Kenya.

    Early in 2025 in Niamey, Niger, a joint pilot cooperation zone was inaugurated , and which is direct partner of the China-Africa Pilot zone in Hunan.

    As China moves away from US agricultural produce, for instance, African agricultural producers can benefit. Substitute African products and potential exports will enjoy a price boost, and elevated Chinese support.

    China’s newly elevated interest in African development and market potential will bring major prospects. The question will be whether African countries are ready to grasp them, and to use that potential to foster an independent development path of their own.

    As in the previous two years, in the 2025 admissions campaign, SVO participants and their close relatives will be able to enroll at HSE for places with tuition paid by the university if they failed to get into the budget. The main condition is to score a minimum number of points for each entrance exam and a sum of points equal to or exceeding the criterion for concluding contracts.

    The year 2025 has been declared the Year of the Defender of the Fatherland by the Russian President, and the Higher School of Economics will once again accept into the ranks of its students participants in the special military operation, as well as their close relatives – children, parents, siblings, adoptive parents and adopted children.

    This admissions trajectory is similar to the previously implemented Social Lift project. The project was launched on the Moscow campus in 2019, and since its inception, 989 participants have been admitted to HSE on state-funded places and at the university’s expense. The project has been implemented on all campuses of the university since 2021, and during this time, 648 people have been admitted at HSE’s expense; 614 people are currently studying, of which 93 students will graduate from the university this year. Due to the reformatting of the project, there will be no new admission to the program in 2025. The program conditions for those who have already been admitted to HSE will not change.

  • MIL-OSI Russia: Polytechnic University and the Institute of the Human Brain Signed a Cooperation Agreement

    On March 5, the Peter the Great St. Petersburg Polytechnic University was visited by the director of the N. P. Bekhtereva Institute of the Human Brain of the Russian Academy of Sciences (IHBR RAS), Doctor of Medical Sciences, Professor Mikhail Didur.

    At a meeting with the rector of SPbPU, academician of the Russian Academy of Sciences Andrey Rudskoy, an agreement on cooperation between the two organizations was solemnly signed, aimed at interaction in scientific research and educational activities. On the part of SPbPU, cooperation will be carried out on the basis of the Institute of Biomedical Systems and Biotechnology (IBSiB).

    The agreement provides for the organization of joint scientific research and development in such areas of science as the study of the structure and mechanisms of brain functioning in normal and pathological conditions, nuclear medicine and the development of radiopharmaceuticals, and targeted drug delivery.

    An important aspect of the interaction between SPbPU and the IMC RAS is the training of highly qualified personnel in the field of biomedicine and bioengineering, including the organization of scientific internships for students and postgraduates of the IMC RAS in the laboratories of the IMC RAS.

    The Institute of the Human Brain was created to develop the world-famous scientific works of the outstanding Russian scientist, Academician Natalia Petrovna Bekhtereva. The uniqueness of the work of the IMC RAS lies in the conduct of comprehensive fundamental studies of the organization of the human brain and its higher mental functions, as well as the presence of a clinic equipped with the latest technology, on the basis of which high-tech medical care is provided to patients. The Polytechnic also conducts scientific research in the field of neurosciences aimed at studying the mechanisms of development of neurodegenerative diseases. I am confident that joint research will allow us to achieve new fundamental and applied scientific results, – noted Andrey Rudskoy.

    Mikhail Didur emphasized that the conclusion of such an agreement is a systematic continuation of the work of the founder of the Human Brain Institute, Natalia Bekhtereva, who, throughout all the years of her active scientific work, developed interdisciplinary research, involving employees of the physical, technical fields, mathematicians and chemists in the work.

    Following the vector set by Natalya Petrovna, we believe that interaction with such a powerful university as the Polytechnic University can become as productive as possible for science in the Leningrad Region. We also set ourselves the task of developing this cooperation as much as possible. Three areas are a priority: joint scientific work, creation of an educational base and platform for university graduates, training of personnel to work on modern high-tech and rather rare equipment. I think that our scientists will be able to complement each other and educate excellent young specialists. This, of course, is the main task of such cooperation between educational and scientific institutions, – concluded Mikhail Dmitrievich.

    Strengthening ties with scientific organizations of St. Petersburg is very important for the development of our institute. This not only gives us new opportunities to conduct scientific research and development, but also allows our students to undergo scientific internships and complete their diploma theses at leading Russian scientific centers, such as the Institute of Biological and Biological Problems of the Russian Academy of Sciences, commented Director of the Institute of Biological and Biological Problems Andrey Vasin.

    The Bekhtereva Institute of the Human Brain of the Russian Academy of Sciences is one of the leading Russian scientific organizations that conduct fundamental research into the organization of the human brain and its complex mental functions.
