  • MIL-OSI USA: China Tightens Grip on Critical Minerals – China Digital Times

    China has extended its dominance at home and abroad over critical minerals that are essential to future high-tech and renewable-energy industries. Amid intensifying geopolitical competition, Western countries are increasing their efforts to claw back market share while countries in the Global South, where many of these minerals are mined, are attempting to capitalize on growing global demand. A recent article on the subject by The Economist stated that in 2023 Chinese companies invested roughly $16 billion in foreign mines, the highest figure in a decade, up from less than $5 billion the year before. This month, Chinese companies have announced plans to invest billions of dollars in mines in Afghanistan, Ghana, Zambia, and the Philippines. Keith Bradsher at The New York Times reported that over the past few weeks, the Chinese government has enacted measures to increase its grip over the mining and refining of rare minerals within China by making it harder for foreign companies to purchase them:

    As of Oct. 1, exporters must provide the authorities with detailed, step-by-step tracings of how shipments of rare earth metals are used in Western supply chains. That has given Beijing greater authority over which overseas companies receive scarce supplies.

    China is also taking greater corporate ownership over the mining and production of the metals. In a deal that has received almost no attention outside the country, the last two foreign-owned rare earth refineries in China are being acquired by one of the three state-owned companies that already run the other refineries in China.

    Beijing’s recent moves to take charge of the supply chain include other obscure chemical elements that are also needed by semiconductor manufacturers. On Sept. 15, China’s Ministry of Commerce restricted exports of antimony, a material used in semiconductors, military explosives and other weaponry. Last year, the ministry imposed export controls on two other chemical elements, gallium and germanium, also needed to make chips.

    National security officials have tightened the flow of information about rare earths. They have labeled rare earth mining and refining as state secrets. Last month, the Ministry of State Security announced that two managers in the rare earths industry had been sentenced to 11 years in prison for leaking information to foreigners. [Source]

    In September, a coalition of 14 Western countries and the European Commission formed the Minerals Security Partnership, a new financing network to support critical mineral projects and break China’s dominance over this sector. Despite initiatives like these, the U.S. has struggled to compete with China for critical minerals, for many reasons. One is that Chinese state-owned companies “have periodically flooded world markets with rare earths to drive down the price whenever Western producers try to ramp up production,” Bradsher wrote. Just this week, Chinese mining giant CMOC announced that it reached its full-year cobalt production target three months ahead of schedule. Eric Olander from the China-Global South Project argued that “CMOC’s strategy is unrelated to pricing conditions and more about keeping Western rivals on the sidelines [,…which] gives China an unrivaled advantage over its rivals in the U.S., Europe, and Asia that are moving aggressively to cut Chinese firms out of their supply chains — which, at least for cobalt, is not going to be possible for a very long time.” Eliot Chen at The Wire China wrote about how American policymakers are considering expanding the U.S. stockpile of critical minerals to compete with China, which has been “the master of the game” when it comes to leveraging its stockpiles:

    “China’s stockpile has a dual purpose: one is defensive and the other is economic, to support domestic industry when prices get too high for downstream industries like the electricity sector, and then conversely when prices are too low and domestic producers like copper smelters have difficulty remaining profitable,” says [Gregory Wischer, principal at Dei Gratia Minerals, a critical minerals consultancy]. 

    What, exactly, China stockpiles is not publicly known, and Chinese authorities are rarely transparent about when they buy up and sell down their stockpiles. But because of the country’s dominance over much of the critical mineral supply chain, even rumors of its intentions can produce wild swings in the price of metals. For example, while Chinese lithium producers account for less than 20 percent of mine production, China refines more than two-thirds of the metal. For other metals like graphite, which has vital defense applications, Chinese refiners control more than 90 percent of the market. 

    China’s outsized influence over the market, combined with its heavy investment in mining assets abroad, have helped it consolidate its control over global supply. An about-face by Chinese policymakers over electric vehicle subsidies in 2018, for example, resulted in a glut of lithium on the market. Chinese companies were then able to step in and acquire distressed lithium miners in Australia and Canada relatively cheaply. [Source]

    China’s monopoly over various critical-mineral supply chains in Africa has motivated the U.S. government to increase engagement in the region. A major component of this U.S. strategy is the $4 billion Lobito Corridor project, which seeks to connect the Port of Lobito in Angola to Zambia and the Democratic Republic of Congo, thereby facilitating American and European access to cobalt and copper. But some local observers see selfish motives in this engagement. “This rivalry-driven approach narrows the scope for a partnership with Africa based on mutual benefit and long-term development. The continent, and the DRC in particular, should not be seen merely as a resource base to fuel external interests,” said Carlos Lopes, a professor at the Nelson Mandela School of Public Governance at the University of Cape Town in South Africa. He added, “Without a genuine commitment to local development, [the Lobito Corridor project] risks perpetuating Africa’s role as a supplier of raw materials rather than fostering economic transformation on the continent.” Analyzing China-Africa critical mineral cooperation in an article last month for the U.S. Institute of Peace, Cobus van Staden explored the potential for U.S.-China cooperation and described how African nations are looking to navigate both sets of relationships to their own benefit:

    The second factor complicating the narrative of direct competition [between the U.S. and China in the region] is the drive from African countries to locate more strategic mineral refining and related manufacturing in Africa. African critical mineral strategies, developed by continental bodies like the African Development Bank, emphasize local refining and value addition, an ambition now enjoying official Chinese support, as well as support from the U.S. through initiatives such as the Minerals Security Partnership among others. For example, the partners involved in the Lobito Corridor have similarly signed agreements with African countries to do more refining locally. These include EU agreements with Zambia and the DRC for mineral-driven value addition, and a trilateral agreement between Zambia, the DRC and the U.S. for domestic electric vehicle supply chain development.

    […] FOCAC 2024 put these complications [including whether Western nations can expand their refining capacities at home despite the potential for environmental and community pushback] in stark relief because it highlighted an increased sense of synergy and coordination around green energy and critical mineral value addition in the China-Africa relationship. A similar focus is developing between the continent and its Western partners. The question now is whether the continent will be able to wield both sets of relationships to its own benefit, even as great-power tensions over critical minerals heat up. [Source]

  • MIL-OSI Europe: Press release – Hearing of Commissioner-designate Glenn Micallef

    The Committee on Culture and Education questioned Glenn Micallef, Maltese candidate for the Intergenerational Fairness, Youth, Culture and Sport portfolio, on Monday.

    The chair and political group coordinators will meet at 18.30 to assess the performance and qualification of the Commissioner-designate.

    In his introductory speech, Mr Micallef presented his plans to ensure intergenerational fairness, respond to the needs of future generations, and protect young people, particularly their mental health. He also stressed the need to support the creative industry and cultural sector, particularly by better addressing the challenge of Artificial Intelligence. Mr Micallef laid out his plans for encouraging sports participation, as a way to promote a healthy lifestyle among Europeans.

    Culture: improve working conditions for artists and ensure copyright protection

    MEPs quizzed the commissioner-designate about the follow up to Parliament’s work on the social and professional situation of artists and other workers in the cultural and creative sectors. Tackling poor working conditions that affect the sector competitiveness is a priority, said Mr Micallef, announcing his intention to assess the remaining legislative gaps in this area in his first month and to organise annual thematic workshops with EU member states.

    They also asked about the copyright protection for music creators. The commissioner-designate promised to lead a so-called “Culture Compass” – a strategic framework to harness the different dimensions of culture -, one strand of which would aim to address this specific issue that significantly impacts the sector.

    The challenges posed by Artificial Intelligence and how to ensure the culture sector receives strong support from the EU’s multiannual budget were other issues raised in the discussion. MEPs also questioned about the Commission’s plans to guarantee artistic freedom of expression across the EU.

    Sport: a tool for inclusion and healthy lifestyles

    MEPs also put forward several questions focused on sports as a strategic promotor of inclusion and diversity in the EU, as well as a means to promote healthy lifestyles. They asked Mr Micallef about the professional dimension of sport, including his views on the proposal to set up a European football Superleague and on football transfer rules.

    Other issues raised by MEPs included the EU’s response to cyber-bullying and addressing youth mental health, the rights of children, and youth unemployment.

    Next steps

    Based on the committee recommendations, the Conference of Presidents (EP President Metsola and political group chairs) is set to conduct the final evaluation and declare the hearings closed on 21 November. Once the Conference of Presidents declares all hearings closed, the evaluation letters will be published.

    The election by MEPs of the full college of Commissioners (by a majority of the votes cast, by roll-call) is currently scheduled to take place during the 25-28 November plenary session in Strasbourg.

    At the end of September, Commissioner Iliana Ivanova met ministers from the Western Balkans in Skopje[1] with a view to stepping up cooperation on education, research and innovation. She promised to support almost 400 research projects[2] under the European Research Area and the European Innovation Agenda.

    This promise comes after the Faculty of Islamic Sciences in Skopje – which is close to Erdoğan[3] – became part of the Erasmus+ Network in early 2024: a development the dean welcomed as an opportunity to make a name for his faculty in the field of Islamic thought. In addition, the Hamas-linked Islamic University of Gaziantep in Türkiye[4], which is also part of the Erasmus+ Network, has recently been mired in scandal. These facts show how little attention the Commission pays when choosing its partners.

    In the light of the above:

    • 1.How has the EUR 140 million pledged for the Digital Innovation Hubs been distributed?

  • MIL-OSI Australia: Dr Katrina Wruck awarded 2025 Young Australian of the Year

    Congratulations to Dr Katrina Wruck from Queensland for being awarded the national 2025 Young Australian of the Year.

    Katrina has been recognised for research is giving back to remote communities. 

    Based on her research, Katrina has set up a profit-for-purpose business, Nguki Kula Green Labs, which is poised to transform the consumer goods sector by harnessing the power of green chemistry, while inspiring others to step into STEM.

    Katrina’s method of converting mining by-products to zeolite LTA – which can remove contaminants from water that cause hardness – will be commercialised. Her postdoctoral research examines how to break down dangerous ‘forever chemicals’ into benign ones. Altogether, Katrina’s work is a possible foundation for reducing global contamination.

    A proud Mabuigilaig and Goemulgal woman who has long advocated for First Nations knowledge, Katrina also participates in community engagement programs. She is frequently told by the students she speaks to that she’s the first Indigenous scientist they’ve met. Her work has been recognised with several awards and she is already well known in her field.

    What Katrina has accomplished in just a short time is remarkable.

    Her commitment, dedication and care for others demonstrates the best of what young Australians contribute to our communities.

    Katrina was chosen as this year’s Young Australian from an impressive field of state and territory recipients who are all paving the way to a brighter future:

    • Daniel Bartholomaeus, an artist and advocate for the neurodivergent community, from the Australian Capital Territory is a mentor with The With Friends Initiative, a social group for neurodivergent young people. Daniel uses art not only for self-expression but to bridge the gap between neurotypical and neurodiverse people.
    • Maddison O’Gradey-Lee from New South Wales co-founded the Orygen Global Youth Mental Health Fellowship in 2020. Maddison has created a global community that’s combating taboos around mental health and was the first person from Oceania to win the Dalai Lama Peace Fellowship.
    • Victoria’s Aishwarya Kansakar is a globally renowned AI and automation entrepreneur, who was raised amidst Nepal’s civil war and went on to teach herself computing. Today Aishwarya heads Syncrowin, building a world-first AI-powered automation system and is also Women 4 STEM’s chief operating officer, where she leads 300 volunteers, impacting 70 schools and 66,000 women’s STEM careers.
    • Amber Brock-Fabel from South Australia founded the South Australian Youth Forum in 2021 at just 17 years old, ensuring youth voices are heard by lawmakers and relevant organisations. Under Amber’s leadership, the Forum was recently represented at the United Nations Summit of the Future, the National Inquiry into Civics Education and the Australian Conference on Youth Health.
    • From the Northern Territory, Nilesh (Nil) Dilushan’s commitment to community service has led him to co-found two successful community initiatives: The Kindness Shake; and Rotaract Young Professionals Northern Territory. These organisations focus on upskilling young people, addressing literacy gaps and creating employment pathways, making a positive impact on their local communities.
    • Ariarne Titmus OAM from Tasmania has already achieved more in her sporting career than most could ever dream of. Ariarne has demonstrated extraordinary dedication and grit to improve her performance in the pool and is a role model for young swimmers who want to improve and test the boundaries of what is possible. Ariarne holds several world records and has won gold medals in both the 2020 Tokyo and 2024 Paris Olympics.
    • Through Elucidate Education, Western Australia’s Jack Anderson passionately pursues greater equity and educational access in Australia and beyond. Jack has led the publication of many textbooks for senior study and coordinates regular trips to remote areas of Western Australia, donating educational materials to the most socio-economically disadvantaged, rural and Indigenous students, empowering them for success. 

    Congratulations to Katrina, and to all the national nominees. You are a source of inspiration for all Australians.

  • MIL-OSI USA: Congressional Report Finds UCLA Failed to Protect Jewish Students

    Report finds that UCLA allowed the creation of a hostile environment for Jewish students, in violation of Civil Rights Act

    WASHINGTON, D.C. – Rep. Michelle Steel released the following statement on the Education and Workforce Committee’s new report finding rampant antisemitism on America’s college campuses, including at UCLA. The full report can be found here.

    “Our findings are a stunning indictment of UCLA and other universities’ failure to protect the civil rights of Jewish students. As a member of the House Education and Workforce Committee responsible for this report, I have worked to hold UCLA’s leadership, as well as the leaders of other universities, accountable for their failure to stand up to pro-Hamas mobs and take antisemitism concerns seriously. The consequences of such inaction have been severe, as Jewish students faced harassment and campus safety was put at risk. All students on our campuses deserve a safe learning environment free of discrimination, and I will continue to press UCLA for answers.”

    The report issued the below findings related to UCLA’s actions, especially related to a violent outbreak stemming from demonstrations on April 30, 2024.

    • UCLA allowed the creation of a hostile environment for Jewish students, in violation of Title VI of the Civil Rights Act.
    • UCLA leadership could have ended the antisemitic encampment within minutes of its formation but chose to “hold off” instead, failing to act before the encampment reached a critical mass.
    • UCLA was aware of the formation of antisemitic checkpoints but failed to remove them or protect Jewish students, in violation of the University’s Title VI obligations.
    • UCLA’s failure to enforce policy and the law led to the violent conditions of the April 30 protest and required hundreds of law enforcement officers to disband the encampment.
    • UCLA failed to issue any suspensions or probations against students for conduct related to antisemitic protests, disruptions, and harassment.       
    • Of the 96 students arrested at the encampment, 92 signed resolution agreements that let them off the hook without consequences.
    • No UCLA students were disciplined for blocking Jewish students from accessing public areas of UCLA’s campus.

  • MIL-OSI USA: Reps. Davis, Bacon, and Raskin Join National Child Advocates in Thanking the Social Security Administration and Children’s Bureau for Taking an Important Step to Protecting the Federal Benefits of Foster Youth

    Washington, DC:  November 1, 2024 – Rep. Danny K. Davis (D-IL), Rep. Don Bacon (R-NE), and Rep. Jamie Raskin (D-MD) welcome the opportunity provided by the joint Request for Information (RFI) on the use and conservation of federal benefits for foster youth, as well as other ways federal agencies may play an appropriate role supporting broader Federal, State, and local efforts to improve the outcomes of foster youth who receive federal benefits, published today by the Social Security Administration (SSA) and the Children’s Bureau, an office of the Administration for Children & Families (ACF) within the U.S. Department of Health and Human Services (HHS). 

    In December 2022, Representatives Davis, Bacon, and Raskin urged the Biden Administration to use its executive branch authority to limit the state practice of using the assets and benefits of foster youth to reimburse state costs of care until more comprehensive legislation is enacted. Although Congress will need to act to permanently stop this practice all together, SSA and HHS have statutory and regulatory authority to stop or at least limit this practice now. 

    In August 2023, the Biden Administration encouraged reform efforts and reminded states and tribal child welfare agencies of their responsibility to foster youth when serving as a Social Security Representative Payee for foster youth via a joint letter issued by SSA and ACF.  Further, SSA has taken multiple additional steps to educate its staff and child welfare agencies about the responsibilities of an agency Representative Payee, and ACF has hosted webinars focused on state and local efforts to conserve the federal benefits of foster youth.   

    Importantly, states can stop this practice without any action by the federal government, and many are working to do so.  Four states and jurisdictions (Arizona, Oregon, Massachusetts, and the District of Columbia) have enacted comprehensive reform, and an additional six states or jurisdictions (California, Connecticut, Illinois, Maryland, New Mexico, and New York City) have adopted substantial reforms to protect some of the assets and benefits of orphaned and disabled foster youth.  Nine more (Alaska, Colorado, Florida, Hawaii, Minnesota, Nebraska, New Hampshire, New Jersey, and Washington) have adopted more limited reform ranging from legislation, executive order, resolution, agency policy, state trust, or litigation. Unfortunately, the majority of states still choose to bolster their own financial security rather than help the orphaned and disabled youth, often without the youth, their attorneys, or other caring adults knowing. 

    Today, SSA and the Children’s Bureau took a critical step to better protect foster youth.  The Request for Information from youth, families, and stakeholders on how the use and conservation of federal benefits could improve outcomes for foster youth will serve as the foundation for agency reform – giving the agencies important perspectives on what actions are possible and how to implement those actions to best improve child well-being.

    Trenton, NJ (Thursday, October 31, 2024)  — Today, Rep. Bonnie Watson Coleman (NJ-12) and Mercer County Executive Dan Benson announced a $47 million federal grant award to replace the Lincoln Avenue Bridge in Trenton.

    The grant is part of the U.S. Department of Transportation’s Bridge Investment Program (BIP), a Biden-Harris Administration initiative to replace, rehabilitate, improve, and preserve bridges across the country. The program is a result of the Bipartisan Infrastructure Law, which Rep. Watson Coleman voted for, and President Biden signed. At the beginning of this year, Rep. Watson Coleman sent a letter to Transportation Secretary Pete Buttigieg, encouraging the Department to approve Mercer County’s application for this grant. Senator Cory Booker also strongly advocated for Mercer County’s grant application, providing letters of support for three consecutive years, including in January of this year.

    As a member of the House Appropriations Subcommittee on Transportation, Housing and Urban Development, Rep. Watson Coleman works tirelessly to ensure the Department of Transportation has the resources necessary for grant programs like the BIP.

    Spanning 687 feet, the Lincoln Avenue Bridge is the longest county-owned bridge in Mercer, and at ninety-three years it is also one of the oldest. The bridge crosses both the Assunpink Creek and Amtrak’s busy Northeast Corridor Rail Line, connecting neighborhoods and serving as a primary conduit for students on their way to and from Trenton Central High School.

    Mercer County began Concept Development on the Bridge Replacement Project in 2015, as it became clear that the current structure was reaching the end of its lifespan. The Federal BIP grant will cover most of the project’s estimated $63 million cost, with the remainder coming from Mercer County and from funds provided by the New Jersey Department of Transportation (NJDOT).

    Planning on the project is expected to finish next year, and has included input from various stakeholders, including the City of Trenton, Amtrak, NJ Transit, The Delaware Valley Regional Planning Commission, and the NJ Department of Environmental Protection. The bridge will be replaced in phases so that one lane will remain open at all times.

    $3.4M to Lummi, $2.3M to Kalispel, $1.8M to Makah, $111K to Colville, & $74K to Hoh for water infrastructure projects
    EDMONDS, WA – Today, U.S. Senator Maria Cantwell (D-WA), a senior member of the Senate Committee on Indian Affairs and Senate Committee on Energy and Natural Resources, announced that five tribes in Washington state will receive grants totaling $7,768,391 for projects to address inadequate water infrastructure and improve the safety and supply of drinking water for their members.
    The money comes from the Bureau of Reclamation’s Tribal Domestic Water Program, one of many important investments championed by Sen. Cantwell in the Inflation Reduction Act (IRA).  
    The Lummi Tribe received $3,410,000 for a project to increase water supply, upgrade arsenic treatment, and manage saltwater intrusion risk.
    “This money will fund important planning projects for water treatment, alternative water sources, and assessing saltwater intrusion risk,” said Sen. Cantwell. “The projects will help secure supplies of safe, available drinking water for members of the Lummi Tribe.”
    The Tribe will complete a study for an alternative water source, prepare plans and designs for a water treatment plant, and complete necessary environmental compliance and permitting. The Tribe will also complete a Saltwater Intrusion Risk Study and Saltwater Intrusion Risk Management Plan, which aim to mitigate the contamination of freshwater aquifers by the ocean.
    The Kalispel Tribe of Indians received $2,357,536 for water infrastructure planning and design.
    “This funding will jumpstart a Kalispel Tribe project to develop new water sources that the Tribe will own and operate, ensuring reliable access to safe drinking water,” said Sen. Cantwell.
    The Tribe will plan, design, and acquire permits for a domestic drinking water project on the Kalispel Reservation. The project will provide planning and design to develop new water sources owned and operated by the Tribe, and to integrate the new sources with the existing system, providing access to safe, regulated, and clean drinking water to underserved homes and public facilities.
    The Makah Tribe received $1,813,991 for their Community Water System Critical Infrastructure, Community Health & Safety project.
    “The Makah Tribe will use these funds to address water quality and availability issues by finding and developing new sources of water,” said Sen. Cantwell.
    The Tribe will evaluate and identify alternative water supply sources to address water quantity and quality issues impacting water availability for the Makah Community Water System and the health of the community.
    The Confederated Tribes of the Colville received $111,995 for their Keller Water System Main Loop Replacement Design project.
    “The Colville Tribe will use this funding to replace water infrastructure that was destroyed in a flood, reestablishing a second supply of water for residents of the rural town of Keller,” said Sen. Cantwell.
    The Tribe will replace a crucial component of the water system for the isolated Tribal town of Keller, WA. Recent severe floods broke a looping line for the town’s water system. Now the town is reliant on a single water supply line, at risk of interruptions to its water supply from impacts to the main trunk line and water quality degradation from line dead ends. This project proposes to design a replacement looping line suspended from the Silver Creek Road bridge, which will be more resilient in the face of future flood events.
    The Hoh Indian Tribe received $74,869 for their Hoh Tribe Highlands Water System Expansion Plan Development project.
    “This funding will help the Hoh Tribe build infrastructure to ensure that they can provide enough safe drinking water to meet current and future needs,” said Sen. Cantwell.
    The Tribe will develop a Water System Plan to guide the development of an expanded water delivery system and long-term system management in the Highland area. The plan will confirm current water use amounts, estimate future water demand, develop a water system piping network, water quality monitoring and reporting protocols and procedures, and formulate a long-term operations and financial plan.
    Tribal Domestic Water Program funding is available to communities in the 17 western U.S. states served by the Bureau of Reclamation, which will implement the program in two phases. The phase one funding is for planning, design, or construction in fiscal year 2024; and phase two funding will be for construction in fiscal years 2027 and 2028. 
    The IRA invests an overall $550 million to ensure communities or households have reliable access to clean domestic water supplies in historically disadvantaged communities.

    JACKSON COUNTY, W.Va. – Today, U.S. Senator Shelley Moore Capito (R-W.Va.) traveled to Jackson County, W.Va. where she toured BHE Renewables’, a Berkshire Hathaway Energy business, first-of-its-kind solar energy microgrid-powered industrial site. The new plant, which will operate under the PCC subsidiary Titanium Metals Corporation, Inc. (TIMET), will employ approximately 200 people to manufacture titanium products for the aerospace and other industries, and is considered one of the largest development announcements in the state’s history. Senator Capito has been supportive of the project and last visited the site for the groundbreaking ceremony in March 2023.

    Q    Hi.
    MS. JEAN-PIERRE:  Hi, hi, hi.  Okay.  I know this is a short flight, but I do have a couple things at the top that’s important.
    So, to start, I wanted to mention that open enrollment in the Federal Care Act marketplace, where more than 20 million Americans get health insurance, starts today.  More than a decade after passage of the law, Americans’ health care remains under threat.  Just this week, Speaker Johnson promised massive reform to the ACA.  The Republican Study Committee budget cuts a staggering $4.5 trillion from the ACA, Medicaid, and the Children’s Health Insurance Program, consistent with every budget proposed by the former president.
    Senator J.D. Vance has taken aim at the very idea of the risk pooling between healthy and sick which lies at the heart of the ACA.  And Republicans in Congress have made clear that one of their first orders of business would be raising premiums in ACA health insurance by an average of 800 bucks per person per year.
    President Biden and Vice President Harris have done the po- — the opposite, bringing health insurance to more than ev- — more than ever — mor- — more people than ever before, lowering ACA premiums by 800 bucks per year, getting rid of red tape that the prior administration used to try to keep people from enrolling and expanding enrollment support.
    The president and vice president will keep standing up for the affordable health insurance, and they will block any attempt to rip it away. 
    Shifting gears just a second, I wanted to quickly discuss a recent ProPublica series highlighting reports of women in states like Texas and Georgia who have died after being denied the lifesaving care they need because of extreme abortion bans.  The stories are heartbreaking, scary, and sickening a- — sickening.  It’s hard to believe or accept as reality, and it’s completely unacceptable. 
    This should never happen in America, but, sadly, it is, and tho- — and these abortion bans that are denying women lifesaving care are only possible because the former president appointed three Supreme Court justices who overturned Roe v. Wade.  The devastating and gut-wrenching consequences of these bans put in place are — enforced by Republican elected officials are very clear. 
    President Biden and Vice President Harris believe that women in every state must have the right to make deeply personal decisions about their health.  They also believe that no woman should ever be denied the care she needs.  They will continue to fight back against these extreme bans and call on Congress to restore the protections of Roe v. Wade into federal law.
    And finally, we’re en route, as you all know, to Philadelphia, where the president will announce new actions to further his administration’s historic support for unions.  While in Philadelphia, he’ll announce that his administration has protected 1.2 million pensions because of the American Rescue M- — Rescue Plan’s Butch Lewis Act.  During the visit, President Biden will announce new funding to prevent cuts to the earned pensions benefits of 29,000 UFCW workers and retirees.
    As you can see to my right, I’m joined by acting secretary — Labor Se- — Labor — Labor, Julia Su, who will share more about today’s action and the historic work the President Biden — the president and the vice president have done to support unions.
    ACTING SECRETARY SU:  Thank you so much, Karine.  Thank you all for being here.  And so, Karine mentioned this.  We are headed to Philadelphia to announce the restoration of the UFCW Tri-State Pension Fund.  This is part of the president’s commitment, which he has had from day one, to do right by working people.  We know that when jobs are good, when working people are protected, our economy is stronger; our nation is stronger. 
    This is the third event that I’m doing like this.  The — the first one was with the carpenters in Detroit.  The second was with the Teamsters in Centralia, Illinois.  Again, you know, a situation where working people who had worked a lifetime and were expecting to be able to retire with dignity because of their pensions were seeing the end of those pensions and were going to see their — their benefits slashed dramatically.
    Because of the Butch Lewis Act, because of the actions of President Biden and Vice President Harris — noting that Vice President Harris cast the deciding vote to pass the American Rescue Plan, of which the Butch Lewis Act is a part — because of that, these individuals are now going to be able to retire, to be able to live with dignity, to be able to take care of themselves and their families as they expected.
    This announcement also comes, obviously, on the same day that we’ve had a jobs day, and, you know, it’s always a time to talk about good jobs, because this administration now, you know, has presided over more jobs being created than any other administration in the same time period.  It’s now over 16 million jobs.  GDP remains strong.  Inflation is still falling.  Wages are still increasing.  Wages have grown faster than inflation for now 17 months straight.  And the unemployment rate remains at 4.1 percent, so it’s been around 4 percent for the longest stretch since the 1960s.
    So, labor market remains very strong, and this shows what happens when you have a president and a vice president who are fighting for workers every single day.
    MS. JEAN-PIERRE:  All right.  Thank you.   Go ahead.
    Q    Thank you, Secretary.  On the jobs report, should Americans be concerned of — that the economy is cooling in this moment, and what is the administration doing at the moment to ensure that jobs continue to be generated going forward?
    ACTING SECRETARY SU:  Great.  So, two questions and two answers.  No, we should not be concerned about cooling.  There were some anomalies last month that led to a much lower jobs number.  One was, of course, the devastating hurricanes — back-to-back hurricanes that hit the southeast part of the country.  You know, we saw people who lost their lives, lost their homes, lost their businesses.  The federal government was on the ground immediately, working with state and local authorities to do everything from search and rescue to clearing roads to making sure that people had water and power back.
    But in terms of the jobs numbers, it meant that there were employers who, you know, would have been hiring or may have been even ramping up because of the holiday season coming up who just simply couldn’t do that.  So, the hurricanes had a really big effect.
    And then, of course, there were workers on strike — over 30,000 of them.  And the — when they’re on strike, their numbers also, you know, show up as a decrease in the jobs.  Just the — the nature of the — of the numbers.
    But what do we need to do to continue the incredible economy that we have had is to keep on making the investments that the Biden-Harris administration has had, you know, the — where we’ve got over 60,000 infrastructure projects going on around the country.  I’ve visited many of them.  We have apprenticeship programs bursting at the seams.  People being able to look for jobs and get jobs in communities that were shuttered, where factories were closed in the last administration, now opening up again.  And we just need to keep up that work.
    Q    Can I ask about the Boeing strike situation?  It sounds like there’s a vote set for Monday, if memory serves.  Can you speak to what your view is — is on the latest on that and whe- — whether membership will accept?  Will you expect that this will pass —
    ACTING SECRETARY SU:  Yes.
    Q    — as opposed to the previous time when it (inaudible)?
    ACTING SECRETARY SU:  Yes.  So, I was in Seattle from Monday to Wednesday.  I brought the parties together at the — at my office in Seattle.  They, you know, deserve a lot of credit.  I want to acknowledge the leadership of both the machinists and Boeing for coming to the table and doing the hard work of negotiating. 
    You know, the president says this all the time; the vice president acknowledges this all the time: Collective bargaining works.  It doesn’t always look pretty from the outside, but when workers have a voice, when unions are strong and workers are able to help determine the conditions of their work, their wages, the future of their industry, it’s better for everybody. 
    And so, now they have a — an unprecedented offer on the table that many people thought was impossible.  And — and they’re — they’re going to vote on it on Monday. 
    Q    Sounds like you think it’ll pass. 
    ACTING SECRETARY SU:  I don’t know.  You know, I — you know, we believe as — that — that it’s up to the members, of course.  You know, but these workers have not seen a wage increase like this in a very, very long time. 
    In fact, the first-year wage increase is more than what they’ve had in — in the last many years combined.  So, it’s a — it’s really a sign of collective bargaining working. 
    And, you know, workers exercise their right.  They — you know, i- — that they’re part of what we’re seeing in a Biden-Harris America of — of a new era of worker power, and it is resulting in not just the tremendous job growth we keep talking about but really more equity and more — more powerful working people. 
    Q    You touched on this.  But just to be specific, because the president said in his statement that job growth is expected to rebound in November as the hurricane recovery and rebuilding efforts continue, can you give us a sense of what you would project that that could look like?  What could the November picture be?
    ACTING SECRETARY SU:  So, obviously, the — the devastating weather-related phenomena that we have been facing, you know, has an impact — right? — has a devastating, direct, personal impact on communities that are affected.  It also has an impact on the economy. 
    And so, barring something else like that, you know, that was not a sign of weakness in the economy.  That was really a — you know, a weather-related phenomena.  And so, barring that, we expect, you know, those communities to recover. 
    We’re obviously not just watching it happen or hoping it happens.  We’re in there helping it to happen. 
    And so, you know, again, the investments that we’re making is really the key here, right?  We would not have seen the kind of economy — the 16 million jobs created — without that.  This is not an administration that has just, you know, hoped for the best.  It’s one that inherited the economy that was still reeling from a global pandemic that the last administration had no idea how to address. 
    And what we have done is, you know, really, you know, exceeded all expectations on the recovery.  We need to keep on doing that work.  We need to make sure that those infrastructure projects keep breaking ground; that the fabs that are being built, you know, are completed.  And having union workers do that is a part of that too. 
    And so, you know, there’s no reason to expect that the resilient economy that we’ve seen so far will not bounce back from the anomalies of October. 
    Q    Was President Biden’s transcript altered — 
    MS. JEAN-PIERRE:  Hold on — hold on a second.  Wait a minute. 
    Q    Yeah.  (Laughs.)
    MS. JEAN-PIERRE:  Wait a minute.  Is — any other for the secretary?  Can I have her sit down if — if we’re done?
    Q    Keep it tight, because we’re going to land soon.
    MS. JEAN-PIERRE:  Oh, okay.  All right.

    MS. JEAN-PIERRE:  Be careful.

    MS. JEAN-PIERRE:  Be careful.  Hold on.  I’m going to let AP go first. 
    Go ahead, AP.
    Q    Thank you, Karine.  On AP’s reporting from last night about the potential doctored co-  — about the doctored comments in the recent transcript.  Were you aware that the Press Office — White House Press Office had done this before the stenographer had taken an approval?
    MS. JEAN-PIERRE:  So, look, I was asked this question — multiple versions of this question on Wednesday.  I don’t have anything else more to share.  What I can say is — and the president put out a statement that was tweeted out — that’s on X, obviously — ver- — being very clear what he meant, understanding that his words could have been taken out of context. 
    He was talking about the comedian.  He was talking about the hateful rhetoric coming out of — from the comedian at the Sunday rally in Madison Square Garden. 
    And I said this on Wednesday, and I’m going to keep saying this is that the president is always going to continue to call out hateful rhetoric. 
    But of course — of course — and you see this today with the pensions announcement; you saw it this week when he went to Baltimore to an- — to announce some ports infrastructure investment, $147 million that went to Baltimore — to Maryland, specifically; 27 states, 11 of those states are red states.  I mean, these are things that the president wants to continue about, and he always will be a president for everyone, even if you did not vote for him. 
    I don’t have anything else to share beyond that.  What I — what we want to make sure — we think what the most important thing for Americans to know is that this is a president that went back and wanted to clarify what he said, because he didn’t want to take it out of context.  I think that says a lot about this president.
    And we’ve been pretty consistent about him wanting to be a president and continuing to be a president for all Americans.  And that’s what you’re going to see.  I don’t have anything else to add beyond that.
    Q    What does the — have you all received reports about Iran potentially having a re- — a strike against — a retaliatory strike from its proxies?
    MS. JEAN-PIERRE:  So, as you said, there are reports that Israeli in- — intelligence suggests Iran is preparing to attack Israel from Iraqi territory in the coming days, possibly before the U.S. presidential election.  Is — is that the U.S. view as well?  You know, I’m not — I’m going to be really careful.  I’m not going to — to your question, I’m not going to speculate or discuss intelligence assessments on this from here.
    So — but we’ve been very clear that Iran should not respond.  I said this on Wednesday.  We will continue to support Israel.  Our support for Israel’s security is ironclad.  And — and if they choose this to do so, obviously we will continue to support Israel as they continue to protect themselves and their security. 
    So, I don’t have anything to share.  I’m not going to read into that.
    Q    Is the president aware of former President Trump’s comments about Liz Cheney that he made last night?  And does he have a reaction to that?
    MS. JEAN-PIERRE:  So, he’s aware.  Obviously, you all have done — have covered — covered those remarks.  Here’s what I would say to that.  It is — it is unacceptable; it is dangerous to — to — to s- — to speak to political violence, to talk about political vi- — violence, to lift up political violence. 
    And what we are doing and we will continue to do is denounce that, condemn that.  There is no place, anywhere, for any type of violence, no place for political violence. 
    And it — and this is a time we shouldn’t be using inflammatory language.  We should be specifically focusing on bringing the country together, and that’s what this president wants to see, and that’s what he’s going to continue to speak to. 
    Q    Do you think those comments put Liz Cheney at risk?
    MS. JEAN-PIERRE:  I mean, look, I can’t speak to that.  I can’t get into hypotheticals.  What we know is that those type of comments tend to be dangerous, right?  They can be dangerous. 
    That’s — we’re hearing violent rhetoric, and we’re going to continue to condemn that.  It is inappropriate in the political space, and — and it is inflammatory language that should not be said by anyone, certainly by — not when someone has a — a leadership — national leadership.
    Q    Has there been any discussion about heightening the security preparations this week in response to what we’ve seen?  Whether it’s, you know, ahead of the election, after the election for certain members of Congress, what does that look like at this point?
    MS. JEAN-PIERRE:  For certain members of Congress specifically?
    Q    Well, just for that and then broader security preparations.
    MS. JEAN-PIERRE:  Well, look, I — I would have to — as it relates to Congress, obviously, that’s the — something for — the Capitol Police can speak to.  I can’t speak to that.
    Look, I think that what you’ll see from this — from this president is that, you know, free and fair elections and especially peaceful election are the cornerstone of our democracy.  And election officials and poll workers are dedicated to public servants who make our democracy work, and they deserve to do their job — their job safely and freely without harassment, without threat of violence. 
    So, we strongly condemn anyone who threatens or harasses them.  And so — but I also believe and we also believe that people should trust in our institutions and trust that this will be a free and fair election.
    Q    What about Lebanon?  Can you give us a status report?  Are those talks dead?
    MS. JEAN-PIERRE:  So, a couple of things.  As you know, Brett and —

  • MIL-OSI China: Global scholars convene in Beijing to discuss role of innovation in human progress

    A forum in Beijing has gathered global scholars and experts to discuss how to drive human advancement through innovation, as the world faces both opportunities and challenges posed by rapid scientific and technological progress.

    “The rapid development of science and technology, along with emerging ideas and technologies, has not only transformed industrial and social structures but also posed new challenges to the international order and human civilization,” said Gong Qihuang, president of Peking University, while addressing the opening ceremony of the 2024 Beijing Forum on Friday.

    Humanity needs more international scientific and technological cooperation than ever to solve common development problems, Gong added.

    Building on the overarching theme of “The Harmony of Civilizations and Prosperity for All” from its inaugural edition in 2004, this year’s forum is themed “The Era of Innovation and Advancement of Mankind.”

    Gong said that the ongoing event aims to drive development through innovation and create a platform for joint efforts in exploring the path to modernization for human society and the prosperity of global civilization.

    Emphasizing the vital role of innovation in tackling global challenges, SK Group Chairman Chey Tae-won said that no single country or organization can address these issues alone in today’s era of innovation.

    Shahid Khaqan Abbasi, former prime minister of Pakistan, called for efforts to bridge the digital divide to ensure inclusive economic growth and prioritize human development so that innovation can be fully leveraged. “We must ensure that innovation serves humanity’s greater good.”

    According to Qian Chengdan, a well-known historian at Peking University, innovation is not only technological advancements or the development of new tools but also systemic innovations, new human ideas, and transformative changes in the overall fabric of human life.

    The participants at the forum acknowledged China’s position as a global leader in innovation.

    Gerard Mourou, the 2018 Nobel Prize winner in physics, noted that China has witnessed incredible advancements in scientific and technological development over the past decades.

    Mourou, who assumed the role of a chair professor at Peking University this October, said he is highly impressed by the abilities of Chinese students, noting that they excel not only in their coursework but also in innovation.

    Hani K. Findakly, chairman of the International Oversight Committee of the State of Qatar Chair in Middle Eastern Studies, Peking University, lauded China as a leading innovator. He noted that the country will play a crucial role in addressing climate change and other global challenges.

    According to an innovation index report released by the World Intellectual Property Organization this year, China has ranked first in the number of the global top 100 sci-tech city clusters for two consecutive years.

    Looking back at history, China has made significant contributions to human development and is poised to play an increasingly vital role in driving innovation in the future, Qian said.

    This year’s forum garnered significant attention by drawing more than 500 experts and scholars from over 30 countries and regions, highlighting its status as a prominent global hub for academic and people-to-people exchanges.

    Co-sponsored by Peking University, the Beijing Municipal Education Commission and the Chey Institute for Advanced Studies, the annual forum has attracted more than 7,000 distinguished guests and scholars from over 80 countries and regions since 2004.

    The sixth Friends of the Paris Agreement High-Level Dialogue was held in Paris on Oct. 28-29, where global leaders and stakeholders gathered to review both the significant progress and ongoing challenges faced by the international community in addressing climate-related crises since the Paris Agreement’s enactment.

    The dialogue was co-chaired by Xie Zhenhua, former China’s special envoy for climate change, and Laurence Tubiana, former France’s climate change ambassador and special representative for COP21.

    Organized by the European Climate Foundation and co-organized by the Institute of Climate Change and Sustainable Development of Tsinghua University, the dialogue has drawn over 20 high-level officials from signatory countries.

    Among the attendees are Laurent Fabius, president of the French Constitutional Council and former French prime minister, John Kerry, former U.S. Secretary of State, Teresa Ribera, European Commission’s first executive vice-president, Luiz Alberto Figueiredo Machado, former Brazilian minister of External Relations, Catherine McKenna, former Canadian minister of environment and climate change, Selwin Hart, special adviser to the UN Secretary-General and Assistant Secretary-General of the Climate Action Team, and Liu Zhenmin, China’s special envoy for climate change.

    As next year marks the 10th anniversary of the Paris Agreement, participants reached a consensus on the need for all countries to embody the spirit of the United Nations Climate Change Conference (COP21) amid the current complex global challenges.

    They also emphasized a strong commitment to defending and upholding multilateralism, advancing the global process for climate action, and adhering to the principle of common but differentiated responsibilities.

    The attendees also agreed that countries must continue advancing climate actions under the framework of the Paris Agreement, adopt faster and larger-scale international cooperation to ensure the timely achievement of global climate goals, and accelerate the global transition toward green, low-carbon, and climate-resilient development.

    The participants also held in-depth discussions on various climate-related issues, such as the Nationally Determined Contributions (NDCs), climate finance, energy transition, and technological innovation.

    They all agreed to further strengthen the role of the “Friends of the Paris Agreement,” supporting and advancing the success of this year’s UN Climate Change Conference in Baku (COP29) and laying the foundation for next year’s UN Climate Change Conference in Belem (COP30) in line with the goals and principles established by the UN Framework Convention on Climate Change and the Paris Agreement.

    The Friends of the Paris Agreement High-level Dialogue was initiated in 2019. It is hosted annually on a rotating basis by the European Climate Foundation and the Institute of Climate Change and Sustainable Development of Tsinghua University.

    The dialogue, gathering high-level representatives who have played key roles in the formulation and implementation of the Paris Agreement, serves as a platform for them to provide recommendations to the United Nations, the host countries of the Climate Conference and the secretariat of the UN Framework Convention on Climate Change, to promote the multilateral process.

  • MIL-OSI Australia: Board appointments to foundations for relations with China and Japan

    I am pleased to announce appointments to the boards of the National Foundation for Australia-China Relations and the Australia-Japan Foundation board.

    The Honourable Mark McGowan AC has been appointed to the Advisory Board of the National Foundation for Australia-China Relations.

    Mr McGowan brings a wealth of relevant experience having served as Premier of Western Australia. Prior to his election to the Parliament of Western Australia, Mr McGowan served as a legal officer in the Royal Australian Navy.

    The Advisory Board guides the Foundation in its efforts to promote and coordinate enhanced cooperation between Australia and China, in support of Australia’s national interests.

    The Foundation is focused on strengthening risk-informed engagement with China and reinforcing social cohesion by partnering with Chinese-Australian communities and showcasing their contributions.

    I am also pleased to announce a new appointment and two reappointments to the Australian-Japan Foundation board.

    Professor Shiro Armstrong, Director of the Australia-Japan Research Centre and Professor of the Crawford School of Public Policy at the Australian National University, will join the Australia-Japan Foundation Board in February 2025.

    Professor Caroline McMillen AO FAHMS and Ms Yuki Nakamura have been reappointed for a second three-year term from October 2024. Professor McMillen is the former Chief Scientist for South Australia and former Vice-Chancellor of the University of Newcastle, with an extensive academic and scientific background. Ms Nakamura is the Executive Director of Nakamura Chocolates. She focuses on business in Japan and female entrepreneurship.

    I would like to thank Mr Adam Liaw, for his exceptional contribution to the Australia-Japan Foundation over the past six years, including as acting Chair in 2024. Mr Liaw will finish his second term on 1 February 2025.

    The Australian-Japan Foundation is Australia’s oldest cultural council and underpins our Special Strategic Partnership with Japan. It advances Australia’s foreign and trade policy interests with Japan by supporting partnerships in economic security, the arts, education, science, technology and sport.

  • MIL-OSI China: Senior CPC official stresses efforts for deepening reform

    Cai Qi, a senior official of the Communist Party of China (CPC), on Friday called on the Party’s principal officials at the provincial and ministerial levels to enhance their efforts in the country’s comprehensive reform initiatives.
    Cai, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and a member of the Secretariat of the CPC Central Committee, made the remarks at the closing ceremony of a study session for these officials held at the Party School of the CPC Central Committee (National Academy of Governance).
    The session was themed on implementing the guiding principles of the third plenary session of the 20th CPC Central Committee, which rolled out a new package of comprehensive reforms for the country.
    Cai urged the attendees to raise their political consciousness and fully implement the guiding principles of the plenary session, thereby creating a strong impetus for advancing Chinese modernization.
    The officials should enhance their capability of planning for and promoting reform, addressing challenges facing the reform, and leveraging all available resources to create a powerful collective force to realize the reform goals, he said.
    Cai also urged efforts to accomplish the Party’s plans for this year and ensure a good start for the upcoming year.

    The 2024 Global Forum on Hehe Culture with the theme of “Hehe Culture and New Model for Human Progress” was held in Tiantai county, Taizhou city, eastern China’s Zhejiang province on Saturday. Zhu Yongxin, vice chairperson of the 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC) and executive vice chairperson of the Central Committee of the China Association for Promoting Democracy, delivered a speech at the opening ceremony of the forum.

  • MIL-OSI China: Hong Kong optimizes admissions schemes for global talent

    The Hong Kong Special Administrative Region (HKSAR) government on Friday allowed graduates of 13 more universities to apply for its Top Talent Pass Scheme (TTPS), among other measures to sweeten its invitation to talents worldwide.
    The addition included nine universities from the Chinese mainland, as well as four overseas specialized institutions on the QS World University Rankings in the discipline of “Art and Design”. The number of universities eligible under the TTPS came to 198.
    The HKSAR government also extended the validity period of the first visas of Category A applications under the TTPS from two years to three years to help applicants plan for moving their families to Hong Kong.
    Category A applicants are those with an annual income reaching 2.5 million Hong Kong dollars (321,471 U.S. dollars) or above in the year immediately preceding the date of application.
    For the Quality Migrant Admission Scheme, the HKSAR government scrapped the annual quota and streamlined the application and selection process.

    On November 28, 2024, the II Interuniversity Festival of Book Clubs “Living Hat” will be held in the Scientific Library of the State University of Management.

    The festival is aimed at attracting the attention of young people to reading, supporting the creativity of talented young authors, and also forming patriotism and culture among young people. One of the key objectives of the festival is to unite reading youth.

Books can bring happiness not only through the pleasure of reading, but also through the opportunity for self-knowledge, satisfying curiosity.

    Traditionally, our University will be represented at the festival by two clubs: the GUU Book Club “Let’s Discuss?” and the Literary and Theatre Club “GUUMANIST” and the Director of the GUU Scientific Library Olga Kharlamova.

    “Feeling part of something bigger, helping others and making them happy are important components of our own happiness. When we interact with people, sharing our time and care, we not only create a positive atmosphere around us that can change the mood of others, but we change our own perception of the world.   • MIL-OSI Russia: Polytechnicians win prizes at robotics Olympiad

    The Polytechnic University hosted a regional robotics Olympiad for students of St. Petersburg universities. The team of the Higher School of Automation and Robotics (HSAiR) of the Institute of Mechanical Engineering, Materials and Transport took an honorable second place in the team championship.

    The organizer of the annual robotics Olympiad is the Committee for Science and Higher Education of the Government of St. Petersburg together with the St. Petersburg State Electrotechnical University “LETI” named after V. I. Ulyanov. The Higher School of Automation and Robotics acted as the operator of the event in partnership with Omega LLC.

    The subject Olympiad has been held since 2008, its goal is to identify talented youth, stimulate students’ scientific activity, and improve the quality of training of university graduates, said the host of the event, Konstantin Mashyanov, an engineer at the Mechatronics educational laboratory of the Higher School of Aviation and Radio Engineering.

    This year, a record number of teams applied — 16 from nine universities of St. Petersburg. The parting words were given by the Vice-Rector for Youth Policy and Communication Technologies of SPbPU Maxim Pasholikov, Deputy Director of IMMiT for Educational Activities Pavel Kovalev, Director of HSAI Olga Matsko, as well as the Head of the Education and Science Directorate of Omega LLC Vladislav Vasiliev and the honorary guest, Director of the Scientific and Educational Center Concern VKO Almaz-Antey Sergey Baushev.

    The jury included representatives of the participating universities. Technical support for the teams was provided by students of the Higher School of Architecture and Russian Engineering from the PoliRoboTech student engineering association.

    Participants completed various tasks. They programmed Omegabot to move along a closed curved trajectory and carry an object from point A to point B, thought about the possibilities in the field of robotics, and much more.

    According to the results of the team competition, the students of BSTU “Voenmekh” won. The team of polytechnics, which included 3rd year students of the Higher School of Architecture and Rural Affairs Zakhar Vcherashny, Vladimir Yulik, Egor Meshkov, Vadim Berko, Alexander Timofeev and Alexander Travin, took the honorable second place. The team of ITMO University came in third.

    In the individual championship, the gold medalist was BSTU “Voenmekh” student Maxim Smirnov, second place went to Pavel Myznikov (GUAP) and Yaroslav Petrov (GUAP), third place was shared by BSTU “Voenmekh” students Alexander Galkin, Timofey Skrykov and SPbGUAP Olga Timofeeva.

  • MIL-OSI Russia: Transferring experience beyond the Urals: welders trained in laser technologies at the Polytechnic

    Welders from the Trans-Urals and Krasnoyarsk region became the first students in the additional professional education program at the Research Laboratory “Laser and Additive Technologies” of the Institute of Mechanical Engineering of Materials and Transport of SPbPU. Specialists from various branches of the ISO company came to St. Petersburg to study laser welding and additive technologies.

    Transfer of knowledge in the field of innovative laser technologies to representatives of the regions is important for meeting the needs of the national economy and state security. Training specialists of enterprises of the real sector of the economy at the Institute of Mechanical Engineering, Materials and Transport contributes to strengthening the technological sovereignty of Russia, – emphasized the director of IMMiT SPbPU Anatoly Popovich.

    Five specialists completed a course in the direction of “Technological Fundamentals of Surface Restoration and Modification”. The advanced training program included theoretical intensives in the lecture hall and practical classes on equipment provided by the laboratory.

    The ISO company is an important strategic partner for us. During the work on joint projects in the field of laser welding technologies, we found common ground in science, production and training. Such interaction helps to transfer the technological experience accumulated by the laboratory staff to the regions of Russia. We hope that cooperation between the university and the industrial partner will develop even more actively, – noted the head of the Scientific Research Laboratory “LiAT” of the IMMiT SPbPU Mikhail Kuznetsov.

    The material and technical base of the Scientific and Research Laboratory “LiAT” is represented by unique equipment, including our own development, for laser and hybrid laser-arc welding, direct laser deposition, laser cladding and laser surface hardening. This makes it possible to solve a wide range of scientific and applied problems and to train specialists in laser welding and additive technologies in practice.

    The classes were conducted by the employees of the Scientific and Research Laboratory “LiAT”. Experienced specialists shared their knowledge with representatives of industrial enterprises of the Ural Federal District and Krasnoyarsk Krai. A visit by the General Director of “ISO” Alexander Baranchikov was a pleasant surprise for the students. Alexander Nikolaevich familiarized himself with the program, asked his colleagues about the opinion of the training and discussed with the head of the laboratory the possibilities of further cooperation between the company and the university.

    The practical development of laser welding technologies helped to reveal that the hybrid laser-arc method is more suitable for the needs of our enterprise. Therefore, we decided to train our employees in innovative welding methods. The optimal number is five to six people. As in art – in small groups, where talents absorb the basics. During their training at the Polytechnic, our specialists learned to program industrial robots, were engaged in welding and heat treatment. Returning to their workplaces, they will become flagships of innovations and lead their colleagues. Such continuity will contribute to the sustainable development of the technology industry and will become a support for import substitution in our country, – said Alexander Baranchikov.

    After successful completion of the training, the students received state certificates of completion of the course and took additional knowledge and skills to the regions, which will help them improve their professional activities and apply new technologies in their work.

  • MIL-OSI Global: I research sexual perversions and paraphilas – here’s what we’ve learned about them

    After allegedly sending messages detailing cannibalistic fetishes, Hollywood actor Armie Hammer hopes to relaunch his career with a new podcast and movie.

    Following the 2021 social media cannibal scandal, Hammer was also accused of rape and abuse by various women, but consistently denied any criminal behaviour and was not charged.

    Now, it seems, Hammer is laughing off the cannibalism allegations. Speaking to his first podcast guest, Tom Arnold, Hammer says, “I’m not gonna lie. I’m just like, Hey, I’m a cannibal!”

    But being sexually aroused by the fantasy – or reality – of cannibalism is real. I should know, as it’s one of the subjects I discuss in my latest book Sexual Perversions and Paraphilias: An A-Z

    Paraphilias are uncommon types of sexual expression often described as sexual deviations, sexual perversions or disorders of sexual preference.

    They are typically accompanied by intense sexual arousal to unconventional or non-sexual stimuli such as enemas (klismaphilia), statues (agalmatophilia), teeth (odontophilia) and vomit (emetophilia).

    To many people paraphilias may seem bizarre or socially unacceptable, representing the extreme end of the sexual continuum – and in some cases, such as zoophilia (having sex with animals) and necrophilia (having sex with dead people), may be illegal.

    Paraphilias may be laughed off, dismissed or leave some people disgusted, but there’s a pressing need for more research into uncommon sexual behaviour given how little we know.

    Sexual fantasies and behaviour are a fundamental part of the human experience. What is considered immoral or even illegal changes according to the social and temporal context. But whatever sexual desires are considered illicit or depraved in a particular time and place are also stigmatised.

    Researching paraphilias, even the most distasteful or criminal, is essential to help safeguard vulnerable groups. Research can also help minimise the discrimination faced by those with uncommon sexual interests, helping ensure their access to sexual health care and psychological support, which can be lacking.

    Vorarephilia

    Vorarephilia – or “vore” – refers to being sexually aroused by the idea of being eaten, eating another person or observing this process for sexual gratification.

    Most of the fantasies of vorarephiliacs involve being the ones eaten. Devouring someone could be viewed as the ultimate act of dominance by a predator and the ultimate act of submission by the prey.

    The most infamous vorarephiliac is arguably Armin Meiwes from Germany.

    Meiwes had allegedly been fantasising about cannibalism since his childhood and frequented cannibal fetish websites. He posted around 60 online adverts asking if anyone would like to be eaten by him.

    In March 2002, Bernd Jürgen Brandes responded to Meiwes. They met up only once. Meiwes bit off Brandes’ penis, which the two of them cooked and ate.

    Brandes was videotaped being stabbed to death by Meiwes in his bath. The body was then stored for Meiwes to eat.

    Meiwes was eventually convicted of murder and imprisoned for life. However, it’s worth nothing that although some paraphilias are illegal, most cause no psychological or behavioural problems when they are engaged by consenting adults.

    Dacryphilia

    Dacryphilia is getting sexual arousal from seeing someone cry.

    I have published a number of studies on dacryphilia. One involved interviews with eight dacryphiles: six women and two men, from the US, UK, Romania and Belgium.

    It showed there were sub-types of dacryphilia, even among such a small group. Based on the interviews, I identified three types of dacryphile.

    Compassionate dacryphiles are sexually aroused by the compassion of comforting a crier.

    Dominant or submissive dacryphiles are sexually aroused by either causing tears in a consenting submissive partner or by being made to cry by a consenting dominant partner.

    “Curled lip” dacryphiles are sexually aroused by the curling of a protruded bottom lip during crying.

    Eproctophilia

    Eproctophilia involves being sexually aroused by flatulence.

    In 2013, I published the first case study of an eproctophile. The case concerned a 22-year-old single man, Brad*, an American from Illinois.

    Brad recalled that in middle school he had a crush on a girl who had farted in the class. Brad said:

    This blew my mind [I] knew by simple biology that girls farted, but hearing that the girl I had been fawning over was capable of such a thing sparked a strange interest in me.

    Brad first engaged in an eproctophilic act with a male friend in his mid-teens. Up to that point he had considered himself heterosexual. However, this changed when he heard his male friend fart.

    Brad said it was “appealing in sound” and that he began fixating on it. He set up a bet with the wager being the right to fart in the loser’s face for a week. He continued to lose such bets once every few weeks for about two years.

    Apotemnophilia

    Apotemnophilia refers to being sexually aroused by the fantasy or reality of being an amputee.

    Some apotemnophiles may pretend to be amputees but, for a minority, the behaviour involves obsessive scheming to convince a surgeon to perform a medically unnecessary amputation.

    To most people, this might seem like a type of masochism, but case studies suggest that there is no erotisation of pain – only of the healed amputated stump.

    Salirophilia

    Salirophilia is sexual arousal from soiling or dishevelling someone attractive, which can include tearing or damaging the desired person’s clothing, covering them in mud or filth or messing up their hair or make-up.

    My 2019 case study involved Jeff*, a 58-year-old Australian heterosexual. Jeff recounted that when he was young he wanted to masturbate in strange places such as lying under a cabinet in a dirty garage.

    Jeff said that he engaged in solitary salirophilic practices regularly but very infrequently with female partners because it was difficult to find like-minded women.

    He was also a fan of the television show Fear Factor in which contestants perform revolting tasks for prize money, such as eating rotting food or being submerged in foul fluids. These were a source of sexual arousal for Jeff. He told me: “I just find the defilement of an attractive woman’s body erotic.”

  • MIL-OSI Russia: With the support of Rosneft, a school and kindergarten were built in Yugra

    With the support of NK Kondaneft (part of Rosneft), a new school and kindergarten for 120 children was built in the village of Ushya in the Kondinsky District. The school was built within the framework of a cooperation agreement between PJSC NK Rosneft and the government of the Khanty-Mansiysk Autonomous Okrug – Yugra.

    The project is aimed at supporting the education sector in the region, which corresponds to the tasks and national development goals defined by the President of Russia in his Address to the Federal Assembly. Rosneft implements social projects aimed at creating favorable living conditions in the regions of its presence. In particular, it supports the development of educational institutions and initiatives in the field of education of the younger generation.

    The new building in Ushye was erected taking into account modern requirements for children’s educational institutions and the level of comfort. The school-kindergarten is designed for 80 school students and 40 preschoolers. Classrooms are equipped with interactive boards and computers. The school has a spacious assembly hall. The canteen equipment provides a full cycle of hot food preparation.

    All premises are accessible to visitors with limited mobility – the entrance is equipped with ramps, an elevator is installed, and the sanitary rooms are equipped with specialized equipment.

    In the physical education and sports zone in the school yard, verandas and a playground have been built. Schoolchildren can exercise outdoors on a climbing wall and a multifunctional sports complex.

    The implementation of the social project in Ushye made it possible to create conditions for improving the quality of education, as well as comfortable conditions for children and teachers.

  • MIL-OSI United Kingdom: Scottish Greens call for automatic voter registration in schools

    Automatically enrolling young people to vote will get them invested in the future of Scotland, says Ross Greer MSP. 

    As the Scottish Greens spokesperson for Education, Mr Greer has lodged an amendment to the upcoming Elections Bill ahead of its Stage 2 proceedings next week, encouraging the Scottish Government to fund projects which would automatically register high school, college and university students to vote.

    Having led on the Scottish Youth Parliament’s work on lowering the voting age to 16 ahead of the 2014 independence referendum, the Green MSP believes that automatic registration of students would boost engagement with the democratic process and empower young people to help shape Scotland’s future.

    Ross says: “The debates and mock referendums we held in high schools are some of my favourite memories of the independence referendum. 

    “Giving sixteen and seventeen year olds the right to vote in 2014 didn’t automatically mean they were going to use it, so schools across the country stepped up to help students make their voices heard. Teachers and council staff organised registration events, debates and mock votes.

    “As a result, turnout amongst young people was incredibly high and the experience of lowering the voting age was judged so successful that it was made permanent for Scottish Parliament and council elections.

    “Some schools have repeated those efforts in the decade since, as have colleges and universities. That hasn’t been a consistent experience though, and young people’s participation in politics has slipped back from that referendum-era high water mark.”

    “My amendment to the Elections bill would give the Scottish Government and local councils a strong steer towards making similar efforts to those trialled with so much success a decade ago. 

    “Automatic voter registration, for example at the point a young person receives their SQA candidate number, would be far better value for money than just encouraging them to register themselves in their own time.

    “There is also plenty of international evidence that automatic registration boosts participation in elections. Education institutions are an obvious location for these kinds of efforts to take place, so I hope MSPs on the committee next week will see the value of this amendment.”

  • MIL-OSI Russia: Rosneft organized a career guidance excursion for young people from the Movement of the First

    Orenburgneft (part of Rosneft) held a tour of the enterprise’s production facilities for activists of the all-Russian “Movement of the First”. The event was organized as part of the federal project “Visiting a Scientist”.

    Oil workers provided 25 students from Buzuluk colleges – future operators of oil and gas wells and laboratory technicians of chemical analysis – with the opportunity to immerse themselves in the profession and become familiar with technological processes in real production.

    In the corporate museum of Orenburgneft, the children were told about the history of the industry, the discoveries of pioneering oil workers, and modern technologies used at the enterprise. At the Savelyevskoye field, future oil workers learned about the main stages of oil production, learned how salts, water, associated petroleum gas, and other impurities are removed from well output.

    In the chemical analysis laboratory, students learned methods for determining the density of oil and its water content to confirm the quality of the finished product.

    Orenburgneft is implementing a set of measures to develop the human resources potential of its employees and train future specialists in the oil industry. Last year alone, more than 500 schoolchildren and students visited the company’s production facilities.

    As part of Rosneft’s continuous education program “school – college/university – enterprise”, with the support of Orenburgneft, “Rosneft classes” with in-depth study of mathematics, physics, chemistry and computer science have been created in the region.

    Students from partner colleges and universities, including Samara State Technical University, Orenburg State University, Ufa State Oil University and others, undergo practical training at the oil production facility.

    In addition, Orenburgneft became one of the initiators of the creation of a new educational and production center in the region based on the Buguruslan Oil College within the framework of the federal project “Professionality”.

  • MIL-OSI Russia: Physics Day for Teachers Held at Polytechnic University

    During the autumn school holidays, Saint Petersburg hosts the city physics week. The organizers are the Saint Petersburg Academy of Postgraduate Pedagogical Education named after K. D. Ushinsky, the Peter the Great Saint Petersburg Polytechnic University and the city methodological association of Saint Petersburg physics teachers and lecturers.

    The event is held for teachers and lecturers of physics, teachers of additional education for the development of subject, methodological and general cultural competencies, the exchange of successful pedagogical practices and professional communication of like-minded people.

    More than 100 teachers from general education institutions attended the Physics Day at the Polytechnic University. The event was opened by Pavel Zakharov, Director of the Institute of Physics and Mathematics at SPbPU. Pavel Vasilyevich spoke about the university’s successes in training qualified personnel, and also shared plans for the further development of educational programs and scientific research.

    Professor of the Institute of Physics and Mathematics Vadim Ivanov, demonstrator Elena Petrova and engineer Natalia Akhiyarova spoke about how to make studying physics interesting and understandable for schoolchildren. Participants were able to see and even participate in various experiments demonstrating the laws of physics.

    The lecture “Modern Challenges for Physics, Electronics and Telecommunications” by Vadim Panevin, senior lecturer at the Higher School of Engineering Physics, also touched upon current issues facing modern science and technology.

    This event allows not only to popularize physics among teachers, but also to inspire to teach one of the most important subjects of the school curriculum in a more interesting and creative format.     With the support of Rosneft, the XIII International Scientific and Practical Conference “Marine Research and Education: MARESEDU-2024” was held in Moscow from October 28 to November 1. The event was organized by the Marine Research Center of Moscow State University named after M.V. Lomonosov, as well as the UNESCO-MSU Educational and Scientific Center for Marine Biology and Biophysics. The main events of the conference were held at the sites of the P.P. Shirshov Institute of Oceanology of the Russian Academy of Sciences.

    At the conference, Rosneft specialists presented a report on the Company’s new project – the creation of a genomic database of living organisms in the Russian Arctic, which is necessary for long-term planning of the region’s sustainable development and the preservation of its fragile ecosystems. The project is being implemented jointly with the non-governmental development institute Innopraktika and the Center for Full Genome Sequencing. Among the priority works is the assembly of the polar bear’s full genome.

    In addition, as part of the thematic sessions, specialists from the A.N. Severtsev Institute of Ecology and Evolution Problems of the Russian Academy of Sciences presented a report on the study of birds as part of Rosneft’s new biodiversity conservation program, called Tamura. Scientists from Lomonosov Moscow State University told conference participants about a large-scale environmental project in the White Sea, implemented by Rosneft jointly with Innopraktika. As part of the expeditions, the scientists repeated the route of the famous Soviet hydrobiologist Konstantin Deryugin, who studied the White Sea in 1922-1926. The goal of the project is to obtain data on the current state of the White Sea biota and assess the changes in the region’s ecosystems that have occurred over the past 100 years. Rosneft representatives also took part in a round table discussion at the N.A. Pertsov White Sea Biological Station (MSBS). The MSU BBS is a research site for a number of the Company’s geological and environmental projects.

    In total, more than 1,200 specialists took part in the scientific and practical conference. More than 500 reports were presented at sessions on oceanology, ecology, biology, rational use of natural resources, and marine geology. Along with experienced scientists, future specialists – students and schoolchildren – also presented their work. According to established tradition, the best presentations were awarded prizes from Rosneft – ecological atlases of the Company.
