    DECATUR, GA – Congressman Hank Johnson (GA-04) announced today that Intown Community School, located in Georgia’s 4th Congressional District on Lavista Road, has been named a 2024 National Blue Ribbon School by the U.S. Department of Education.

    This prestigious honor, awarded to just 356 schools nationwide this year, recognizes institutions for their overall academic excellence or significant progress in closing achievement gaps among student groups.

    “Intown Community School’s designation as a National Blue Ribbon School is a testament to the dedication and hard work of its students, teachers, staff, and families,” said Congressman Johnson. “This recognition reflects the school’s commitment to creating an environment where all students can excel, and I could not be prouder of their accomplishments. Intown is setting a strong example for schools across the district and the nation.”

    The National Blue Ribbon Schools Program, now in its 41st year, has honored more than 10,000 awards to approximately 9,700 schools. Schools selected for this recognition serve as models of effective teaching and learning practices that can be emulated by educators across the country. The National Blue Ribbon School flag, presented during the recognition ceremony, is a symbol of the school’s exemplary performance and commitment to educational excellence.

    Intown Community School will formally receive its award during the National Blue Ribbon Schools awards ceremony, which will take place in Washington, D.C., on November 7-8, 2024, at the Omni Shoreham Hotel. At the event, each school will be presented with an award plaque and a flag in recognition of their outstanding achievement.

    October 7, 2023, left an indelible mark on the Jewish State of Israel.
    Young men and women who started their day at a music festival ended it with fresh scars of war.
    Israelis and Americans left their homes never to return, instead being raped, murdered, and taken hostage.
    I was part of the first Congressional delegation to visit Israel after the horrific attacks. What I saw was a nation, accustomed to terrorist attacks, left in shock.
    They had the same shock Americans experienced after 9/11.
    I sat with the families who grieved for the loss of their loved ones and others who prayed for the safe return of their children held hostage.
    In the last year, we have seen Hamas for the pure evil it is. While Israel tries to save as many lives as possible during the midst of war, Hamas continues to target innocent civilians and use Palestinians as human shields. 
    Sadly, we have also seen Hamas’s terrorist rhetoric take hold across our college campuses.
    No Israeli should live in fear of bombs hitting their house, and no student should live in fear of walking across their campus.
    Today, we reaffirm our commitment to stand with Israel.
    We reinforce our efforts to bring all the remaining hostages, including American citizens, home.
    And pledge to stand up to antisemitism always.
    Background
    As ranking member of the Senate Health, Education, Labor, and Pensions (HELP) Committee, Cassidy is leading multiple legislative efforts to address antisemitism on college campuses in the aftermath of the October 7 attacks. This includes the Protecting Students on Campus Act, bipartisan legislation that ensures students know how to file civil rights complaints if they experience discrimination on college campuses. Cassidy has also repeatedly called on HELP Committee Chair Bernie Sanders (I-VT) to hold hearings on antisemitism to ensure universities and the Department of Education are protecting Jewish students from discrimination and harm.

  • MIL-OSI USA: GLOBE Eclipse and Civil Air Patrol: An Astronomical Collaboration

    The Civil Air Patrol (CAP) is a volunteer organization that serves as the official civilian auxiliary of the United States Air Force. The organization has an award-winning aerospace education program that promotes Science, Technology Engineering, & Mathematics (STEM)-related careers and activities. The total solar eclipse on 8 April 2024 was a unique opportunity to design a mission for cadets, senior members, and educators to collect atmospheric data in contribution the Global Learning and Observations to Benefit the Environment (GLOBE) Program’s GLOBE Eclipse protocol, for which a temporary tool in the GLOBE Observer app made it possible for volunteer observers to document and submit air temperature and cloud data during the eclipse.

    For the first time ever, the CAP had cadets and senior members participating in a mission from every wing (US state), in addition to two US territories and 2 Canadian provinces. Over 400 teams with over 3,000 cadets and over 1,000 senior members collected air temperature, clouds, wind, and precipitation for a total of 4 hours before, during, and after the eclipse. This work was led by Capt. Shannon Babb who organized the mission with the aerospace education team led from the Rocky Mountain Region.

    The collaboration between GLOBE Eclipse and CAP gave cadets the opportunity to do real, hands-on Earth science and be part of a mission alongside senior members. It also brought in over 40,000 students and more than 600 educators through the Civil Air Patrol’s education sites involving K-12 formal and informal educators at schools, youth organizations, museums and libraries. This unique collaboration was so successful, the CAP wants to continue doing missions alongside citizen science programs at NASA and the GLOBE Program. A 2025 mission is being formulated, focused on contrail formation using the strengths of the CAP in aeronautics and unique cloud observations made using the GLOBE Observer app. Results and announcements of 2025 mission plans were presented at the Civil Air Patrol National Conference on 16-17 August 2024 in San Antonio, Texas, USA.

    Today marks the one-year anniversary of the October 7th Hamas terrorist attacks against Israel, the bloodiest day for the Jewish people since the Holocaust, when barbaric terrorists brutally kidnapped, raped, and murdered innocent civilians. As we mourn the lives lost and pray for the safe return of the 97 hostages still being held, including 4 Americans, the United States must show its unwavering support and unequivocally stand with our most precious ally, as they fight for their very existence. 
     
    As Iran and its proxies in Gaza, Lebanon, Yemen, and Iraq surround Israel, hellbent on its extermination, the Biden-Harris Administration’s failed foreign policy of appeasement has abandoned Israel and emboldened Iran by softening sanctions and slow-walking critical military aid passed by House Republicans. House Republicans know the only way to restore order in the world is by reimplementing a successful peace through strength foreign policy agenda. 
     
    MAKE NO MISTAKE: House Republicans will always stand with our most precious ally Israel and remain committed to ensuring it has the resources necessary to defend itself and bring the hostages home. 
     
    HOUSE REPUBLICANS’ SUPPORT FOR ISRAEL:

    • House Republicans passed the Antisemitism Awareness Act of 2023, which codifies President Trump’s Executive Order that discrimination against Jewish students may violate Title VI of the Civil Rights Act of 1964 and requires the Department of Education to take into account the 2016 International Holocaust Remembrance Alliance’s definition of antisemitism and its contemporary examples as part of its assessment of whether antisemitic discrimination transpired.
    • House Republicans passed the Further Consolidated Appropriations Act, which fully funds the U.S.-Israeli cooperative missile defense programs and holds the United Nations (U.N.) accountable for its blatant bias against our most precious ally Israel by prohibiting any taxpayer dollars from going to the United Nations Commission of Inquiry against Israel and the United Nations Relief and Works Agency.
    • House Republicans passed H.R. 6126, the Israel Security Supplemental Appropriations Act, 2024, with overwhelming support.
    • House Republicans passed H.Res. 771, Standing with Israel as it defends itself against the barbaric war launched by Hamas and other terrorists. 
    • House Republicans passed H. Res. 798, Condemning the support of Hamas, Hezbollah, and other terrorist organizations at institutions of higher education, which may lead to the creation of a hostile environment for Jewish students, faculty, and staff.
    • In February 2023, in a strong show of support for our ally, House Republican leadership sent a letter to President Biden encouraging the Administration to oppose and veto any anti-Israel resolution put before the U.N. Security Council.
    • In April 2023, House Republicans voted to support the expansion of the Abraham Accords to encourage nations to normalize relations with Israel and express continued support for bilateral cooperation across economic, security, and civilian issues.
    • In May 2023, House Republicans voted to condemn the rise of antisemitism and call on elected officials to identify and educate others on the contributions of the Jewish American community.
    • In June 2023, House Republicans voted to establish a Special Envoy for the Abraham Accords at the Department of State to strengthen and expand the Abraham Accords.
    • In July 2023, House Republicans passed the FY24 National Defense Authorization Act with key priorities to support the U.S./Israeli partnership and enhance Israel’s security.   

    THE BIDEN-HARRIS ADMINISTRATION’S HISTORY OF TURNING THEIR BACK ON ISRAEL:

    • In February 2021, the Biden-Harris Administration reversed President Trump’s move, ensuring that sanctions on Iran’s drones and missiles will expire in October 2023.
    • In September 2023, the Biden-Harris Administration waived sanctions to allow $6 billion in Iranian funds in South Korean banks to be transferred to banks in Qatar in exchange for the release of five American hostages.
    • Authorizing the transfer of $6 billion for Iran sets a dangerous precedent that will incentivize more hostage-taking by the number one state sponsor of terror and other bad actors.
    • In November 2023, House Republicans passed the No Funds For Iranian Terrorism Act, which would effectively prevent Iran from accessing these funds. 
    • In November 2023, the Biden-Harris Administration reissued a sanctions waiver that gave Iran access to more than $10 billion.
    • In March 2024, the Biden-Harris Administration supported Senate Majority Leader Chuck Schumer’s unprecedented calls for new elections in Israel. 
    • In April 2024, the Biden-Harris Administration demanded that our most precious ally Israel surrender to the Iranian backed terrorist organization Hamas.   

    FAR LEFT HOUSE DEMOCRATS’ OPPOSITION TO ISRAEL IN THE 118TH CONGRESS:

    KAMALA HARRIS’ FAILED FOREIGN POLICY OF APPEASEMENT HAS TURNED THE WORLD TO CHAOS:

    • The Biden-Harris Administration has failed to stand up to our adversaries in Beijing, Tehran, and Moscow. 
    • The Biden-Harris Administration’s strategy of appeasement toward Iran has resulted in the deadliest attack against the Jewish people since the Holocaust, hundreds of Iranian-backed terrorist attacks on American service members, and plunged the Middle East into chaos. 
    • On October 7, 2023, the world witnessed Iranian-backed Hamas terrorists perpetrate the deadliest attack against the Jewish people since the Holocaust. 
    • To appease his pro-Hamas base, the Biden-Harris Administration withheld aid from Israel. 
    • In May, Biden told CNN that he would withhold military aid to Israel if Israel continues their campaign against Hamas terrorists.

    • To appease Iran, the Biden-Harris Administration removed the Houthis from the U.S. list of foreign terror organizations. 
    • In 2023, the Biden-Harris Administration gave Iran, the largest state sponsor of terrorism in the world, $6 billion as a ransom payment for five American prisoners, jeopardizing Americans’ safety around the world. 
    • While American service members were under attack by Iranian-backed terrorists, the Secretary of Defense Lloyd Austin was MIA, and Deputy Secretary of Defense Kathleen Hicks was on vacation in Puerto Rico.
    • The Biden-Harris Administration allowed a Communist Chinese surveillance balloon to traverse the entire continental U.S. over the course of 7 days, gathering intelligence and flying over sensitive military sites, before taking action. 
    • Biden and Harris’ disastrous withdrawal from Afghanistan resulted in:
      • The deadliest attack on Americans in Afghanistan since 2011, killing 13 of our brave service members and wounding many others. 
      • OVER 1,000 Americans were abandoned behind enemy lines for months at the mercy of the Taliban, and $7 billion in U.S. military equipment was left behind. 
      • Biden has been “privately defiant” that he made the right calls during his Administration’s catastrophic withdrawal from Afghanistan in 2021.

    Deputy Prime Minister Alexander Novak took part in a meeting on the use of the results of the first stage of the most important innovative project of national importance (IIP GN) “Russian Climate Monitoring System” in the formation of state climate policy measures.   • MIL-OSI Africa: South Africa’s unity government is being tested – the toppling of a mayor in a key city exposes faultlines

    South Africa’s long-governing party, the ANC, performed disastrously in the country’s May 2024 elections. Its electoral fortunes are now tied to regaining support in Gauteng, the most populous and economically important province, which it had governed with outright majorities since 1994. In 2024 the ANC’s Gauteng result of 34.8%, along with its 17% in KwaZulu-Natal, sealed the party’s loss of its national outright majority. We asked political scientist Susan Booysen for her perspective on the ANC’s battle for Tshwane, the administrative seat of the national government, where the party used a newly constituted coalition to topple the Democratic Alliance mayor, Cilliers Brink.

    What lies behind the Gauteng ANC’s toppling of the DA mayor of Tshwane?

    For the ANC (African National Congress) to regain majority electoral support, much will depend on the Gauteng province’s populous base. The three Gauteng metropolitan municipalities of Tshwane, Johannesburg, and Ekurhuleni are key in this project. Besides constituting South Africa’s financial hub and having huge budgets, these metropolitan councils (metros) symbolise the country’s cultural heartbeat, and are a gateway to the rest of the continent.

    The ANC’s political control of these bases has been lessening. It fears further lapses may make the losses irreversible. It lost outright control of the Gauteng metros in 2016: it slipped to 49% in Ekurhuleni, 46% in Johannesburg and 41% in Tshwane. The 2021 local elections confirmed both the ANC’s slide and rule by unstable coalition governments.

    Since the 2021 elections, the metros have had multiple coalition governments. The ANC has, through coalition, reclaimed control of the top council positions in Johannesburg and Ekurhuleni.

    What does the toppling of Brink say about internal ANC party dynamics?

    Following their national coalition agreement of June 2024, parties to the coalition government have been discussing cascading the agreement to the provincial and local levels. These talks have been inconclusive.

    The ouster of the mayor of Tshwane was not explicitly or publicly condoned by the ANC’s national leadership. Neither did they stop it. The Tshwane crisis exposes the ANC’s internal party dynamics.

    The ANC in the province and in the Tshwane council constituted an alternative alliance – between the party, Economic Freedom Fighters (EFF) and ActionSA. ActionSA broke its previous alignment with the Democratic Alliance in favour of the ANC.

    Jointly the ANC, EFF and ActionSA hold 117 out of the 214 Tshwane council seats. They used this majority to pass a motion of no confidence against Brink and, in effect, his entire mayoral committee. A small band of one-seat parties reinforced Brink’s ejection.

    The Tshwane development highlighted one of the key faultlines in the government of national unity: the Gauteng ANC’s disdain for the unity government agreement. The national unity government comprises the ANC, DA, Inkatha Freedom Party, Patriotic Alliance, Freedom Front Plus and five other tiny parties. The agreement has the support of the majority in the ANC’s national executive committee (NEC), its highest decision-making body between elective conferences.

    The NEC had originally been strongly divided on forming a coalition with the DA.

    After being elected Gauteng premier with the support of the DA, Panyaza Lesufi constituted the Gauteng executive with the Patriotic Alliance, Rise Mzansi and Inkatha Freedom Party. It excludes the DA.

    Lesufi had offered the DA executive posts that would have placed it in a minor and subjected position in the province. The ANC’s national leadership accepted this. The DA rejected it.

    What are the implications for ANC-DA cooperation in the national government and other municipalities?

    The DA is fighting to have Cilliers Brink reinstated as mayor of Tshwane. It argues that the ANC’s capturing of the position threatens the unity government.

    The DA appears to be angling for a fairer dispensation within the overall coalition formation, given its importance as the second largest party in the coalition government, rather than rejection of the GNU government. The DA needs the coalition as much as the ANC does.

    The coalition government’s statement of intent, and how it is reflected in the lower provincial and municipal levels, are the key issue at stake.

    The Tshwane crisis stands in the context of other local governments where new alliances are forming outside the formula of the national coalition government.

    The crisis is in all probability not threatening the national coalition. But it may result in the fleshing out of the generally vaguely defined and minimalist Statement of Intent (the coalition agreement). In recent weeks more clarity has already emerged regarding conflict resolution in the unity government. The Tshwane crisis is likely to show whether and how the national level agreement resonates provincially and locally.

    In fact, the lesson from the Tshwane coalition fiasco might be that there ought to be no expectations that the coalition government’s formula of approximate proportionality among its constituent parties will be reflected in the executives of the lower-level structures.

    The DA stressed at the time of Brink’s removal that it had been in discussions with ANC national secretary general Fikile Mbalula and ANC negotiator David Makhura – and progress had been made for the two parties to jointly “stabilise” the Gauteng metros (read “exercise power-sharing”). It may have entailed the DA supporting the ANC in Ekurhuleni, and the ANC the DA in Tshwane.

    But the proposal came to naught when the ANC proceeded to capture Tshwane, which it last governed in 2016.

    The effect of the Tshwane fallout is likely to be heightened instability in South Africa’s metro councils. Without ANC-DA cooperation, much of the coalitions detente that had become possible in the wake of the national coalition agreement may dissipate. Instead, alternating coalition governments, through motions of no confidence, may proliferate.

    The instability caused by such party political tit-for-tats and coalition musical chairs, both in the large metropolitan councils and the local municipalities, will contribute to citizens suffering poor delivery of services – although it is not the sole cause.

    What does the ANC’s failure to sing from the same hymn book mean for the party?

    The Tshwane crisis goes to the heart of the struggles unfolding in the ANC.

    The ANC of 2024 is inherently unstable as it fights for electoral survival.

    Its national executive committee and presidency act in ways that hint at them lacking the power to call the shots in relation to coalitions in some provinces and municipalities; and reining in its Gauteng premier and provincial executive committee.

    This, as the party is trying to position itself favourably, through leadership changes, ahead of its national general council meeting next year, and its elective conference of 2027, in the hope of reversing electoral declines in local, provincial and national elections.

    Besides KwaZulu-Natal’s centrality to this process, Gauteng holds the base of ANC succession given that it is political home to its deputy president, Paul Mashatile, and Lesufi.

    The search for a new mayor for Tshwane unleashed a candidacy contest within the ANC. ANC mayoralty candidates are proliferating. They are emerging from the ranks of the politically powerful, anointed by high-level ANC power holders, along with candidates in the local ANC party structures and in the council itself.

    The legacy of the 2016 violent struggles and mayhem in the city amid anger about succession are invoked to justify some proposals. These struggles seem oblivious to new coalition contexts, and the ANC’s loss of majority power.

    Unless the fractious and divided ANC finds a united and consistent voice on coalitions, it may lose out on the possibility of using coalitions to regain electoral support. Unless the ANC in Gauteng is using the metros to confirm its alternative to the national formula.

  • MIL-OSI Security: U.S. Marshals Arrest Serial Rapist in Washington

    Washington, DC – The U.S. Marshals Service for the District of Columbia Superior Court, in cooperation with the Metropolitan Police Department Sexual Assault Cold Case Unit, as well as other law enforcement partners, executed an arrest warrant for Ernesto Ramon Mercado in connection with five sexual offenses that occurred within the District of Columbia between 2008 and 2012.

    Following his arrest, Mercado was arraigned at DC Superior Court on three counts of first-degree sexual abuse with aggravating circumstances and five counts of second-degree sexual abuse with aggravating circumstances in connection with a series of six unsolved, forensically linked home invasion burglary/rape offenses. Five of the attacks occurred in the Georgetown area of Northwest Washington and the sixth occurred just off the campus of the University of Maryland in College Park, Maryland. Evidence testing in all six cases yielded the same unknown male DNA profile.

    Each of the victims had described waking up after a night out to find someone with them in their residence. A man would be on top of them or beside them in their bed, raping or attempting to rape them. The man would run away when the victim screamed or began to fight back.

    Investigators suspect Mercado as the perpetrator of dozens of unsolved cases of voyeurism, burglary and other offenses across the region in this same time period, though he has not been charged in those crimes. This is an ongoing investigation led by the Cold Case Sexual Assault Initiative, a collaboration between the Metropolitan Police Department and the U.S. Attorney’s Office. Significant assistance is being provided by the U.S. Marshal’s Service’s Superior Court Unit, the FBI Investigative Genetic Genealogy Team, FBI’s Baltimore and Washington Field Offices, the D.C. Department of Forensic Sciences, and the Arlington County Police Department.

  • MIL-OSI USA: Department of Defense Awards $50 Million in Research Equipment Grants to HBCUs and Minority-Serving Institutions

    The Department of Defense today announced awards totaling $50.1 million to 98 university researchers at historically black colleges and universities (HBCUs) and minority-serving institutions (MIs) for the acquisition of research and scientific equipment. The grants, which range up to $800,000 individually, will support 21 HBCUs and 49 MIs, including one tribal college, across 26 states and the District of Columbia.

    This year’s awards continue the DoD HBCU/MI Research and Education Program’s support of transformative research in critical defense technology areas. “Investing in the research and development capacity of our academic partners remains a top priority for the Department of Defense,” said Mrs. Evelyn Kent, director of the DoD HBCU/MI Program and Outreach. “Equipping universities with relevant instrumentation and other equipment is imperative for advancing novel research aligned with defense science and technology priorities while fostering innovation at the institutions. These awards help enrich the curricula offered to scholars pursuing science, technology, engineering, and mathematics degrees and support the training of the next-generation workforce.”

    Using a merit-based competition administered by the Army Research Office under policy and guidance from the Office of the Under Secretary of Defense for Research and Engineering, the department selected the 98 winners from 152 proposals requesting $82 million in total funding. Proposals were evaluated by the Army Research Office, the Office of Naval Research, and the Air Force Office of Scientific Research. The list of awardees is available here.

    DoD has a longstanding relationship with HBCUs and MIs, which it regards as strategic, if under-utilized, assets for advancing fundamental science and building the nation’s STEM talent pool — critical foundations for maintaining the United States’ technology advantage against pacing global competitors.

  • MIL-OSI Asia-Pac: Indian Institute of Foreign Trade to open its first overseas campus in Dubai

    The iconic India Pavilion at the Expo City in Dubai will host the first overseas campus of Indian Institute of Foreign Trade (IIFT). An MoU to this effect was signed on 03 October 2024 by Professor Rakesh Mohan Joshi, Vice Chancellor of IIFT and Her Excellency Reem Al Hashimy, UAE Minister of State for International Cooperation and CEO of Expo City Dubai Authority. IIFT is likely to move into its premises by early 2025 with short and medium-term training programmes, research and eventually with lauch of its flagship programme, MBA (International Business). 

    IIFT, regarded as an academic centre of excellence in international business research, training and education, will establish its first campus outside of India at the former Expo 2020 India Pavilion. The campus will be a boon for the 3.5 million-strong Indian community residing in the UAE. It will also open doorways for the overseas expansion and recognition of the IIFT brand. 

    The MoU between IIFT and Dubai EXPO City builds on a range of bilateral agreements between India and the UAE, including a mechanism to settle trade in local currencies,  the Comprehensive Economic Partnership Agreement (CEPA), Bilateral Investment Treaty and others. On 2nd September, 2024, H.H. Sheikh Khaled bin Mohamed, the Crown Prince of Abu Dhabi, inaugurated the campus of IIT Delhi – Abu Dhabi with its the first B Tech Course. 

    Congratulating the institute, Union Commerce Minister, Piyush Goyal said that IIFT’s new campus at Dubai would be a landmark decision in transforming it into a world class institute in real sense. Moreover, with IIFT’s expertise in the area of foreign trade, it would provide opportunity for students, professionals and government officials not only from UAE but from other parts of the world too for training and research in the area of international trade.

    Commerce Secretary and Chancellor of the Institute, Sunil Barthwal expressing his happiness about IIFT’s establishing its maiden overseas campus at Expo City, Dubai, said that institute’s offshore campus in Dubai would be a critical step not only for international expansion of IIFT but it would also facilitate promotion of international trade not only with UAE but also in the entire gulf region and beyond. 

    IIFT Vice Chancellor, Prof. Rakesh Mohan Joshi said that its first offshore campus at Dubai would be a milestone to transform IIFT into a world-class institute with cutting-edge research, training and academic programmes.

    The Competition Commission of India, in association with NALSAR University of Law, Hyderabad, successfully organized a Regional Workshop on Competition Law at the NALSAR Campus in Hyderabad today. The Workshop aimed to enhance the understanding of recent developments in competition law and its enforcement.

    The event began with an Inaugural Session where Smt. Ravneet Kaur, the Chairperson of the CCI delivered the keynote address. The Chairperson highlighted the significance of the Competition Amendment Act, 2023, which introduced important changes to India’s competition law framework. The address underscored the role of these amendments in promoting fair competition, safeguarding consumer interests, and ensuring a level playing field for businesses across sectors, including digital markets. Prof. Srikrishna Deva Rao, Vice Chancellor NALSAR delivered the inaugural address.

    Following the inaugural session, two technical sessions were conducted by the Members of CCI viz. Shri Anil Agrawal and Ms. Sweta Kakkar. The first session focused on recent amendments to competition law and their implications for businesses and regulators.

    The second session delved into cartel investigation and enforcement, with special emphasis on the hub-and-spoke model, where coordination between competitors is facilitated by a central entity.

    The workshop attracted a diverse group of participants, including students, researchers and legal professionals, academics. It provided an opportunity for valuable dialogue on the practical challenges of enforcing competition law in India’s rapidly changing economic environment.

    The Chairperson of the CCI remarked that the workshop reflected the CCI’s ongoing efforts to engage with stakeholders and strengthen its enforcement capabilities. The workshop also highlighted the importance of collaboration between regulatory bodies, academia, and industry in addressing the challenges posed by modern markets.

    Union Home Minister and Minister of Cooperation, Shri Amit Shah chaired a review meeting on Left Wing Extremism (LWE) in New Delhi today. The Chief Ministers of Chhattisgarh, Madhya Pradesh, Maharashtra, Odisha and Telangana, Deputy Chief Minister of Bihar and Home Minister of Andhra Pradesh participated in the meeting. Union Ministers from various ministries, who are cooperating with the states to accelerate developmental works in LWE-affected areas, were also present during the meeting. The Union Home Secretary, Director Intelligence Bureau, Deputy National Security Advisor, senior officers of the Central Armed Police Forces (CAPFs) and the central government, Chief Secretaries, Director Generals of Police, and senior officials from LWE-affected states also participated in the meeting.

    In his address, Union Home Minister and Minister of Cooperation, Shri Amit Shah said that under the leadership of Prime Minister Shri Narendra Modi, all LWE-affected states, working shoulder to shoulder, are committed to completely eliminate Naxalism by March 2026. He mentioned that Prime Minister Modi has set the goal of making India a developed nation by the year 2047, and our 8 crore tribal brothers and sisters have a very important role in it. Shri Shah added that the true meaning of a developed India is that development reaches the 140 crore people of the country, including our 8 crore tribal brothers and sisters. He said that the biggest obstacle in bringing development to remote areas and tribal communities today is Naxalism. He said that Naxalism prevents education, healthcare, connectivity, banking, and postal services from reaching villages. Shri Shah emphasized that in order to ensure that the development reaches the last person in the society, we must completely eliminate Naxalism.

    Union Home Minister said major success has been achieved in the fight against Naxalism from 2019 to 2024. He stated that through the joint efforts of the central and state governments, we aim to replace the darkness created by left-wing extremism with the constitutional rights and start a new era of development and trust instead of the violent ideology of left-wing. Shri Shah emphasized that with a zero-tolerance approach towards left-wing extremism and 100% implementation of government schemes, we want to fully develop the LWE-affected areas.

    Shri Amit Shah said that the government had laid down two rules of law to fight left wing extremism. First, to establish the rule of law in Naxalism-affected areas and completely stop illegal violent activities. Second, to quickly compensate for the loss in those areas which were deprived of development due to the long Naxalite movement.

    Union Home Minister said that for the first time in 30 years, the number of casualties due to Left Wing Extremism (LWE) was below 100 in 2022, which is a significant achievement. He mentioned that from 2014 to 2024, there has been a substantial decline in Naxal-related incidents. He said that 14 top Naxal leaders have been neutralized, and the government welfare schemes have been better implemented to reach to the last man in the queue. Shri Shah said that the fight against LWE is in its final phase, and by March 2026, with everyone’s cooperation, the country will be completely free from this decades-old menace. He further mentioned that areas like Buddha Pahad and Chakarbandha have been completely free from the grip of Naxalism. He added that 85 per cent of the LWE cadre strength in Chhattisgarh has been eliminated, and now the need is to deliver a final blow to Naxalism.

    Shri Amit Shah said that since 2019, the Modi government has implemented a multi-pronged strategy, under which vacuums were identified for the deployment of CAPFs. As a result, more than 194 camps were established in just one year, leading to significant success. Shri Shah mentioned that the filling of security vacuums through 45 police stations, strengthening state intelligence branches, and the excellent performance of state special forces contributed to the success of the strategy. He further said that the provision of helicopters has drastically reduced the number of casualties among our troops. Earlier, there were only two helicopters deployed for the service of the forces, but today, 12 helicopters, 6 from BSF and 6 from the Air Force, are operational.

    Union Home Minister and Minister of Cooperation complimented Chhattisgarh government for its success in combating Naxalism. He mentioned that since January 2024, a total of 237 Naxalites have been killed, 812 arrested, and 723 have surrendered in Chhattisgarh. Home Minister appealed to the youth involved in Naxalism to abandon the path of violence and join the mainstream of society to contribute to the country’s development. He noted that more than 13,000 people from the Northeast, Kashmir, and LWE affected areas have renounced violence and joined the mainstream. Shri Shah asked the youth engaged in Naxalism, that all states have developed beneficial rehabilitation schemes for them. He emphasized that it has now been fully proven that no one benefits from Naxalism.

    Shri Amit Shah said that Rs 1,180 crore was spent under the security related expenditure scheme from 2004 to 2014, which the Modi Government has increased almost 3 times to Rs 3,006 crore between 2014 to 2024. He said Rs 1,055 crore has been given under the scheme of assistance to central agencies for managing LWE. Shri Shah said that Special Central Assistance is a new scheme under which the Modi Government has spent Rs 3,590 crore in the last 10 years. He said that a total of Rs 14,367 crore has been approved so far, out of which Rs 12,000 crore has been spent.

    Union Home Minister said that 66 fortified police stations were built between 2004 and 2014, whereas 544 fortified police stations have been built between 2014 to 2024. In the 10 years before 2014, 2,900 km of road network was constructed, which has increased to 14,400 km in the last 10 years. He added that no efforts were made for mobile connectivity in the last 10 years from 2004 to 2014, whereas during 2014 to 2024, 6,000 towers have been installed and the work of converting 3,551 towers to 4G has also been completed. Before 2014, only 38 Eklavya Model Residential Schools (EMRS) were approved, now in the last 10 years, 216 schools have been approved, out of which 165 EMR schools have come into existence. The Home Minister said that all these efforts show with what intensity we have worked to accelerate development.

    Shri Amit Shah said that in the 10 years between 2004 and 2014, 16,463 incidents of violence had occurred which have now come down to 7,700 with a reduction of about 53%. Similarly, the deaths of civilians and security forces have reduced by 70%, 96 districts reporting violence have now come down to 16 with a reduction of 57 percent. Police stations reporting violence have also come down to 171 from 465, out of which 50 police stations are new. Shri Shah said that this success is the result of joint efforts of all the states and the central government. He added that we have to take it forward with more determination and vigor.

    Union Home Minister said that the success achieved in Chhattisgarh against Naxalism inspires all of us. He said that the Chhattisgarh government has launched a new campaign of development in all the districts affected by Left Wing Extremism. A target has been set for 100% saturation of about 300 schemes of central and state governments for personal and family welfare. He added that due to these schemes, grains and medicines at cheaper rates, schools, public health centers etc. have now reached the villages.

    Shri Amit Shah highlighted that since 2019, to fill the security vacuum, 280 new camps have been established, 15 new Joint Task Forces have been created, and six CRPF battalions have been deployed to assist state police in various states. Along with this, an offensive strategy has been adopted by activating the NIA to choke the financing of Naxalites, which has resulted in a shortage of financial resources for them. Home Minister added that multiple long-duration operations were conducted, ensuring that the Naxalites are surrounded, leaving them with no opportunity to escape.

    Union Home Minister and Minister of Cooperation stated that apart from the flagship schemes, the Modi government has placed significant emphasis on key development areas such as road connectivity, improvement in telecommunications, financial inclusion, skill development, education, health, and nutrition, which have yielded positive results. He mentioned that on October 2, Prime Minister Narendra Modi launched the ‘Dharti Aaba Janjatiya Gram Utkarsh Abhiyan’ from the land of Jharkhand. He added that this campaign will be a milestone in providing personal amenities for achieving full saturation in rural areas in over 15,000 villages, benefiting nearly 1.5 crore people in LWE affected areas. Shri Shah emphasized that Modi government is strengthening 3-C i.e Road connectivity, Mobile connectivity and Financial connectivity.

    Union Home Minister emphasized that Naxalism is not only the biggest obstacle to the development of tribal areas but also the enemy of humanity and the greatest violator of human rights. He mentioned that depriving 8 crore people of basic amenities is a major violation of human rights. Shri Shah pointed out that thousands of innocent tribal brothers and sisters are killed by landmines planted by Naxalites, and it is due to Naxalism that development in these areas has been halted.

    Union Home Minister stated that in order to completely eradicate Naxalism, it is essential to give a final push to eliminate this menace once and for all. He urged the Chief Ministers of all affected states to review the progress of development and anti-Naxal operations at least once a month, and requested the Director Generals of Police to conduct such reviews at least once every 15 days.

    Shri Amit Shah said that we must work towards the complete elimination of Naxalism. He emphasized that by April 2026, through the collective strength of the people, we should be able to announce that the states and central government, working together, have fully eliminated the menace of Naxalism. He added that once this is achieved, there will be no obstacle to development, no human right violations, and no violence in the name of ideology.

    Union Minister for Education, Shri Dharmendra Pradhan, presided over the signing of the Letter of Engagement (LoE) today between NCERT and Amazon Seller Services Pvt Ltd. This is the first such tie-up, which will ensure access to original NCERT textbooks at the printed price on major e-commerce platforms. Secretary, Department of School Education and Literacy (DoSEL), Shri Sanjay Kumar; Joint Secretary, (DoSEL), Smt. Prachi Pandey; Director, NCERT, Prof. Dinesh Prasad Saklani; Vice President, Amazon, Shri Saurabh Shrivastava; Director, Public Policy, Amazon, Shri Aman Jain, other dignitaries and officials were also present at the event.

    While addressing the audience, Shri Pradhan stated that today’s initiative will strengthen NEP2020’s vision of making education inclusive, accessible, and affordable. He added that with the increasing digital footprint across the country, this initiative will also support the Government’s vision of ‘ease of living.’ Shri Pradhan noted that NCERT has been shaping India’s education landscape by publishing textbooks since 1963, with a total of around 220 crore books and journals. He emphasized that NCERT is a major think tank for the country. Furthermore, he announced that these books will be made available across nearly 20,000 pin codes nationwide. He emphasized that these books should be available at MRP.

    Shri Dharmendra Pradhan lauded NCERT’s partnership with Amazon calling it a step towards enhancing ease of living and accessibility to education. NCERT to triple-fold publication of books and publish 15 crore books this year, he added.

    He also informed the audience that NCERT has been entrusted with the responsibility of developing 21st-century textbooks.

    Stressing the importance of making learning joyful for the 300 million students of the Amrit Kaal, he urged the development of e-books that are interactive and AI-driven, featuring innovations like talking books. Expressing his gratitude to Prime Minister Shri Narendra Modi, he underscored the significance of books in all 23 languages, declaring that books will be the real soft power of India.

    Highlighting the significance of textbooks in education, Shri Sanjay Kumar emphasized the need to strengthen the supply chain for these essential resources. He stressed that textbooks, which account for nearly 96% of the total volume of book sales in the country, should be made available through e-commerce platforms like Amazon to enhance accessibility for students.

    NCERT textbooks of all grades shall be made available on the Amazon NCERT storefront (http://amazon.in/ncert), which was also launched today. The textbooks shall be retailed at a price not more than the rate printed on the textbooks. Only original NCERT textbooks shall be retailed on this platform, thereby helping curb the sale of pirated NCERT textbooks. Amazon will help NCERT monitor and take down unauthorized sellers who distribute counterfeit or overpriced books.

    Through Amazon’s vast delivery network, students and schools, even in the most remote areas, will be able to purchase textbooks at the prescribed prices. This would address the challenges of supply gaps, delayed availability, and regional shortages of textbooks, ensuring equitable access to education.

    This tie-up shall also enable NCERT to leverage customer reviews and feedback to improve the quality of its textbooks and other educational material. Moreover, anonymised sales and usage data will be shared with NCERT to facilitate informed decision-making regarding future print orders, distribution strategies, and selection of new distributors in States/districts where the demand for NCERT textbooks is more.

    The third edition of the Kautilya Economic Conclave 2024 (KEC2024) held between October 4-6, 2024, in New Delhi, was successfully concluded yesterday. The Prime Minister, Shri Narendra Modi, addressed the KEC2024 with a special address to the participants, evoking enthusiasm in its ongoing effort to make India a developed economy by 2047.

    Over 150 prominent economists, policymakers, and academic pioneers from India and around the globe participated in the KEC2024, organised by the Institute of Economic Growth (IEG) in partnership with the Department of Economic Affairs (DEA), Ministry of Finance (MoF). It featured 11 Plenary Sessions, 12 interactive sessions and bilateral discussions on contemporary economic and social challenges facing both India and the world.

    The Prime Minister’s vision for a Viksit Bharat is predicated on continued economic growth, structural reforms and harnessing the cutting edge of technology.

    In his address, the Prime Minister emphasised India’s emergence as a preferred global investment destination due to substantial reforms over the last decade, including advancements in banking, taxation, and infrastructure, and also discussed India’s commitment to green energy, highlighting initiatives like the green hydrogen mission and the Global Biofuel Alliance, which were critical outcomes of India’s G20 Presidency.

    Earlier, the KEC 2024 kicked off with an inaugural address by Union Minister for Finance and Corporate Affairs Smt. Nirmala Sitharaman, who emphasised India’s robust macroeconomic fundamentals and its abilities to address multiple uncertainties.

    Smt. Sitharaman also gave an overview of India’s high economic growth, fiscal management and investment on infrastructure, manufacturing, and technology while reiterating the government’s commitment to inclusive growth and reforms.

     

     

    The KEC2024 concluded with the Union Minister for External Affairs Dr. S. Jaishankar in conversation with Mr. N.K. Singh, President of the Institute of Economic Growth, where they discussed India’s strategic role in the Global South.

    Dr. Jaishankar highlighted how India is seen as a “trusted and articulate member” and spoke on the increasing importance of alternative global frameworks such as the India-Middle East-Europe Economic Corridor (IMEC) and the International Solar Alliance (ISA), which are shaping global collaboration beyond traditional structures like the UN. Dr. Jaishankar also stressed on the emergence of AI and it’s far reaching impact on economic and social activities.

    A key highlight was the participation of Prof. Jagdish Bhagwati, one of India’s most respected economists, who praised India’s transformation from “taking advice” from global institutions like the World Bank to now “giving advice” to them. He lauded the Prime Minister for his leadership, emphasising that his timely intervention shifted from inward-looking policies to a more open, productive economy given the complexities, strategies have been nibble to grasp new opportunities while addressing ongoing challenges.

    Throughout the KEC2024, experts delved into several critical topics like the challenges affecting factors of productivity such as skilling to enhance employment, and growth enhancing strategies; the urgent need to address climate change and strategies for a green transition; best international and domestic practices in industrial policy; the challenges and consequences of geo-economic fragmentation; reforming the international financial architecture; and artificial intelligence and its potential effects on jobs and the economy, to mention a few.

    The KEC2024 featured a wide array of distinguished participants, both from India and abroad. Key international participants included, among others, Bhutan’s Finance Minister Mr. Lyonpo Lekey Dorji; Ms. Amelie de Montchalin, Frech Permanent Representative of OECD & former French Minister; Mr. Albert Park, Chief Economist and Director General, Asian Development Bank; Mr. Masood Ahmed, President Emeritus of the Centre for Global Development; Mr. Justin Yifu Lin, Dean of the Institute of New Structural Economics at Peking University; Mr. Erik Berglof, Chief Economist at the Asian Infrastructure Investment Bank; Lord Nicholas Stern, IG Patel Professor of Economics and Government, London School of Economics; and mr. John Lipsky, Senior Fellow at the Foreign Policy Institute, Johns Hopkins University. Among the Indian participants, notable figures included Mr. Arvind Panagariya, Chairman of the 16th Finance Commission; Mr. Suman Bery, Vice Chairman of NITI Aayog; Dr. V. Anantha Nageswaran, Chief Economic Advisor, and Secretaries from the Ministry of Finance and Ministry of External Affairs.

    These discussions spanning over three days – centred around the theme of “the Indian Era”. There were sessions on topics such as “Relationship between climate and development goals”; “Geo-economic fragmentation and the implications for growth”; “Financing the green transition”; “The rise of Asia and its implications for development economics”, etc.

    The deliberations at the conclave showcased India’s shift from following global directives to setting the global agenda, particularly in areas like green energy, technology, and trade reform, and highlighted India’s aspirations for inclusive growth and its evolving role as a strategic leader of the Global South, while reinforcing its ambition to become a developed economy by 2047.

    For years, European farmers have been unfairly singled out and subject to an avalanche of EU directives and regulations on the use of glyphosate. They are thus accused of being primarily responsible for water pollution. A recent study by the University of Tübingen[1] (Germany) indicates that industrial and domestic detergents are what is really causing glyphosate to persist in our rivers, not farming.

    These results illustrate how EU policies have not only failed to solve the problem of water pollution – they have also imposed major constraints on farmers without any scientific basis.

    • 1.How does the Commission intend to correct this injustice and revise its environmental policies in order to tackle the real sources of water pollution?

    On 30 September 2024[1], Le Journal du Dimanche reported that the Commission has once again provided funding to a pro-Hamas university through the Erasmus+ programme. The EU had previously given funds to the Islamic University of Gaza, which some call the ‘Hamas campus’.

    This time, the Commission has handed over funds to a Turkish university whose rector paid tribute to the ‘martyr’ Ismail Haniyeh, the Hamas leader killed by an Israeli airstrike on 31 July 2024. It seems that there was no problem with that, since the Commission renewed its Erasmus+ partnership with the university shortly thereafter, for the third consecutive year.

    On 12 September 2024, the university in question even announced that it was to lead a research project funded entirely by the Commission – to the tune of EUR 250 000 – in a partnership with several European universities. A few days later, it was approved to take part in the European Solidarity Corps, a Commission-run international volunteer programme for young people who want to get involved in solidarity projects.

    Does the Commission plan to put an end to its partnerships with this university – whose rector paid tribute to the ‘martyr’ Ismail Haniyeh, the Hamas leader – and stop financing Islamism in this way?

  • MIL-Evening Report: Failure to launch: why the Albanese government is in trouble

    It wasn’t meant to be like this.

    In her 2022 study of Anthony Albanese, Katharine Murphy describes a prime minister who thought he’d be successfully managing an idealistic, collaborative and positive “new politics” that would favour the Teal independents rather than Dutton’s Liberals. Albanese seemed confident that Labor was destined for an extended period in office. Given he later appointed Murphy to his communications team, he apparently approved of her analysis.

    However, even at the time Murphy’s Lone Wolf: Albanese and the New Politics was published, various commentators, including myself, queried the “new politics” scenario. While the Teals may represent a new politics, it is clear that the old Liberal politics — of culture wars and denouncing Labor’s economic and climate change policies — is also still very much with us.

    Labor and the Liberals are now neck-and-neck in some polls, with minority government (or worse) potentially looming for Labor. Meanwhile, Gareth Evans and Bill Kelty, key figures from the Hawke/Keating period, have excoriated the Albanese government’s allegedly lacklustre performance.

    How did it all go so wrong?

    Great expectations; modest reality

    Some of the reasons can be traced back to difficulties addressing unrealistic expectations in Labor’s 2022 election strategy. Albanese went to the 2022 election with a “new politics”, collaborative style agenda that sought to bring all Australians, including business, labour, Indigenous and non-Indigenous Australians together. It was a small target strategy based on assumed common interests, kindness and compassion rather than divisiveness.

    As a result, Labor successfully countered Scott Morrison’s populist, “us versus them” campaign strategy. However, Labor’s approach was to prove easier to implement as an election strategy than in government, as three examples show.

    First, Albanese was channelling Bob Hawke when it came to bringing business and labour together. Yet, the Hawke government’s rapprochement with business was based on business being able to pay lower wages, because workers would be compensated by a government-funded “social wage” in the form of benefits and entitlements.

    By contrast, the Albanese government pledged to end the wage stagnation of the Liberal years and generally increase wages. A major emphasis was placed on improving the wages of low-paid women workers. In the process, Labor tackled issues that arose from Keating’s flawed, neoliberal-influenced, enterprise bargaining model.

    However, key business groups criticised Labor’s resulting industrial relations measures, including multi-employer bargaining, increases in the minimum wage, and measures designed to address precarious and contract work. The Liberals have largely sided with business critiques.

    Second, Labor’s attempts to bring Indigenous and non-Indigenous Australians together, via the Voice referendum, fell victim to a divisive, populist campaign by Dutton and others. Dutton depicted the Voice proposal not as arising from a major national meeting of Indigenous representatives but as being an elite “Canberra voice” that would give special rights to Indigenous Australians that were denied to others. Furthermore, he argued that government was so focused on elite “woke” issues such as the Voice, it was neglecting Australian workers’ cost-of-living crisis. Labor’s strategy for countering right-wing populism was in disarray.

    Albanese’s response to the Voice loss was to go even more “small target” in ways that alienated progressive supporters. He abandoned key commitments ranging from the Indigenous Makarrata commission process of Treaty and Truth-telling, to protecting LGBTQI+ teachers and students from being sacked by religious schools. The debacle over including gender identity questions in the census was another result.

    Third, international events, and other parties’ politicisation of them, have impeded the government’s attempts at social cohesion. Australian political debate has become so polarised over developments in the Middle East that the Albanese government is accused of abandoning support for Israel by the Liberals and the Murdoch press, while simultaneously being accused of being “complicit in Israel’s genocide” by the Greens and pro-Palestinian groups.

    Narrative failure

    As its original story of bringing Australians together has been increasingly undermined, the government has floundered when it comes to telling a clear narrative about itself. By contrast, Dutton’s relentless, focused and simply expressed negativity has been cutting through.

    Part of Labor’s problem in countering Dutton is that he is targeting them for things that are often beyond their control.

    For example, Dutton’s claim the government has been too distracted by so-called “woke” issues to address the cost-of-living crisis has been particularly electorally damaging for Labor. So have his claims that Labor’s renewable energy policies are fuelling inflation and pushing up the cost of living still further.

    The government argues it has been providing extensive cost-of-living relief in the form of tax cuts, energy bill relief, rental assistance, wage increases, cheaper medicines and reduced child care costs. However, the problem is that such government measures are being continually undercut by inflation, price increases, high interest rates, and the housing affordability and supply crisis.

    Yet, the housing affordability and supply crisis has been aggravated by decades of poor housing policy that long predate the Albanese government. Furthermore, Labor’s attempts to address it are currently being stymied by a combination of Coalition and Greens opposition, once again sandwiching Labor.

    Meanwhile, the Coalition argues that government spending is exacerbating inflation and high interest rates. However, even the independent Reserve Bank, which sets cash interest rates and is also critical of government spending, has drawn attention to multiple international factors playing a role in inflation. Price increase gouging by some businesses to augment their profits has exacerbated the problem.

    Furthermore, Treasurer Jim Chalmers argues that existing government spending levels have been essential to preventing Australia sliding into recession, while still enabling a budget surplus.

    Chalmers has struggled to cut through in the way that Keating’s messages did. However, Keating benefited from the Coalition largely agreeing with his neoliberal-influenced “reform” agenda, despite arguing it wasn’t going far enough. By contrast, Chalmers has been facing a fundamentally hostile opposition, unsympathetic to key influences on his thought, such as Mariana Mazzucato.

    Labor has also had trouble selling the government’s achievements because, as I argue in a recent book, some of the Albanese government’s most successful reform measures have been in gender equality (although much more still needs to be done). Despite women making up more than half of the population, reforms that affect women tend to be undervalued in what is still a male defined political culture. Furthermore, the working class is often conceived in terms of blue collar male employment, so benefits for women workers are not being adequately recognised. This is particularly the case in Dutton’s hyper-masculine, strongman discourse.

    Mobilising gendered leadership stereotypes has been central to Dutton’s populist “us” versus “them” politics. Dutton consistently depicts Albanese as an emasculated “weak” leader on issues ranging from addressing the cost of living crisis to detaining asylum seekers freed by a High Court decision, and supporting Israel. By contrast, Dutton is depicted as the strong leader who will stand up for everyday Australians allegedly abandoned by Labor and the so-called elites.

    This does not look like a “new politics” at all and it is a divisive, populist terrain that Labor is finding very difficult to negotiate.

  • MIL-OSI Global: Many stable atoms have ‘magic numbers’ of protons and neutrons − 75 years ago, 2 physicists discovered their special properties

    The word magic is not often used in the context of science. But in the early 1930s, scientists discovered that some atomic nuclei – the center part of atoms, which make up all matter – were more stable than others. These nuclei had specific numbers of protons or neutrons, or magic numbers, as physicist Eugene Wigner called them.

    The race to figure out what made these nuclei so stable began. Understanding these magic numbers would allow scientists to predict the properties of other nuclei, such as their mass or how long they are expected to live. With that, scientists could also predict which combinations of protons and neutrons can result in a nucleus.

    The solution to the puzzle came in 1949 from two directions simultaneously. In the U.S., physicist Maria Goeppert Mayer published an explanation, at the same time as a group of scientists led by J. Hans D. Jensen in Germany found the same solution.

    For their discovery, the two physicists each got a quarter of the 1963 Nobel Prize in physics. We’re two nuclear scientists whose work is built on Goeppert Mayer’s and Jensen’s discoveries 75 years ago. These magic numbers continue to play an important role in our research, only now we can study them in nuclei that live for just a fraction of a second.

    Stability in the atom

    The atom is a complex system of particles. It’s made up of a central nucleus consisting of protons and neutrons, called nucleons, with electrons orbiting around the nucleus.

    Nobel prize-winning physicist Niels Bohr described these electrons in the atom as existing in a shell structure. The electrons circulate around the nucleus in particular energy levels, or orbits. These orbits have specific energies, and each orbit can hold only so many electrons.

    Chemical reactions result from interactions between the electrons in two atoms. In Bohr’s model, if an electron orbit is not already filled, then it’s easier for the atoms to exchange or share those electrons and induce chemical reactions.

    One class of elements, the noble gases, hardly ever react with other elements. In noble gases, the electrons occupy completely filled orbits, and as a result the atoms greedily hold onto their electrons instead of sharing and undergoing a chemical reaction.

    In the 1930s, scientists wondered whether protons and neutrons might also occupy orbits, like electrons. But nobody could show this conclusively. For more than a decade, the scientific community was unable to describe the nucleus in terms of individual protons and neutrons. Scientists used a more simplified picture, one that treated protons and neutrons as one single system, like a drop of water.

    Magic numbers

    In 1949, Goeppert Mayer and Jensen developed the so-called shell model of the nucleus.
    Protons and neutrons occupy particular orbits, analogous to electrons, but they also have a property called spin – similar to a spinning top. Goeppert Mayer and Jensen found that when combining the two properties in their calculations, they were able to reproduce the experimental observations.

    Through some experiments, they found that nuclei with certain magic numbers of neutrons or protons are unusually stable and hold onto their nucleons more than researchers previously expected, just like how noble gases hold onto their electrons.

    The magic numbers known to scientists are 2, 8, 20, 28, 50, 82 and 126. They are the same for both protons and neutrons. When a nucleus has a magic number of protons or neutrons, then the particular orbit is filled, and the nucleus is not very reactive, similar to the noble gases.

    For example, the element tin has a magic number of protons. Tin always has 50 protons, and its most common isotope has 70 neutrons. Isotopes are atoms of the same element that have a different number of neutrons.

    There are nine other stable isotopes of tin that can exist – it’s the element with the largest number of stable isotopes. A stable isotope will never spontaneously change into a different element, which is what happens to radioactive isotopes.

    Helium, with two protons and two neutrons, is the lightest “doubly magic” nucleus. Both its neutron count and its proton count are a magic number. The forces that hold the helium-4 nucleus together are so strong that it’s impossible to attach another proton or neutron. If you tried to add another proton or neutron, the resulting atom would fall apart instantaneously.

    On the other hand, the heaviest stable nucleus in existence, lead-208, is also a doubly magic nucleus. It has magic numbers of 82 protons and 126 neutrons.

    Examples of magic numbers and stable nuclei exist everywhere – but scientists couldn’t explain them without the introduction of the shell model.

    Stable nuclei in nature

    The shell structure in nuclei tells researchers about how elements are distributed across the Earth and throughout the universe.

    One of the most abundant elements on our planet and in the human body is oxygen, in particular the isotope oxygen-16.

    With eight protons and eight neutrons, oxygen-16 has an extremely stable nucleus. A nearby star produced the oxygen we find on Earth through nuclear reactions in its core sometime before the solar system was formed.

    Since oxygen nuclei are doubly magic, these nuclei in the star did not interact very much with other nuclei. So more oxygen was left around to eventually act as an essential ingredient for life on Earth.

    In her Nobel lecture, Maria Goeppert Mayer talked about the work she did with physicist Edward Teller. The two had attempted to describe how these elements formed in stars. In the 1930s, it was impossible for them to explain why certain elements and isotopes were more abundant in stars than others. She later found that the increased abundances corresponded to nuclei with something in common: They all had magic numbers of neutrons.

    With the shell model and the explanation of magic numbers, the production of elements in stars was possible and was published in 1957.

    Scientists today continue to use ideas from the nuclear shell model to explain new phenomena in nuclear science. A few accelerator facilities, such as the Facility for Rare Isotope Beams, where we work, aim to create more exotic nuclei to understand how their properties change compared with their stable counterparts.

    At the Facility for Rare Isotope Beams, scientists produce new isotopes by accelerating stable isotopes to about half the speed of light and smashing them at a target. Out of the pieces, we select the rarest ones and study their properties.

    Possibly the most profound modern discovery is the fact that the magic numbers change in exotic nuclei like the type we create here. So, 75 years after the original discovery, the race to discover the next magic number is still on.

  • MIL-Evening Report: One of science’s greatest achievements: how the rapid development of COVID vaccines prepares us for future pandemics

    Since COVID was first reported in December 2019, there have been more than 775 million recorded infections and more than 7 million deaths from the disease. This makes COVID the seventh-deadliest pandemic in recorded history.

    Factors including climate change, disruption of animal habitats, poverty and global travel mean we’re only likely to see more pandemics in the future.

    It’s impossible to predict exactly when the next pandemic will happen, or what it will be. But experts around the world are working to prepare for this inevitable “disease X”.

    One of the cornerstones of being prepared for the next pandemic is being in the best possible position to design and deploy a suitable vaccine. To this end, scientists and researchers can learn a lot from COVID vaccine development.

    A look back

    After SARS-CoV-2 (the virus that causes COVID) was discovered, vaccine development moved very quickly. In February 2020 the first batch of vaccines was completed (from Moderna) and the first clinical trials began in March.

    An mRNA vaccine from Pfizer/BioNTech was the first to be approved, on December 2 2020 in the United Kingdom. Approvals for this and other vaccines, including shots developed by Moderna (another mRNA vaccine) and Oxford/AstraZeneca (a viral vector vaccine), followed elsewhere soon afterwards.

    Previously the fastest vaccine developed took around four years (for mumps in the 1960s). Had COVID vaccines taken this long it would mean we would only just be rolling them out this year.

    An estimated 13.72 billion COVID vaccine doses have now been administered, with more than 70% of the world’s population having received at least one dose.

    The rapid development and rollout of COVID vaccines is likely to be one of the greatest achievements of medical science ever. It also means we are in a much better position to respond to future emerging pathogens.

    New vaccine technology

    A lot of work over many years prepared us to develop COVID vaccines as quickly as we did. This included developing new platforms such as viral vector and mRNA vaccines that can be adapted quickly to new pathogens.

    While scientists had been working on mRNA vaccines for decades before the COVID pandemic, the COVID shots from Pfizer/BioNTech and Moderna were the first mRNA vaccines to be approved for human use.

    These vaccines work by giving our body instructions (the “m” in mRNA stands for messenger) to make SARS-CoV-2 spike proteins. These are proteins on the surface of the virus which it uses to attach to our cells. This means when we encounter SARS-CoV-2, our immune system is poised to respond.

    This technology will almost certainly be used to protect against other diseases, and could potentially help with a future pandemic.

    In the meantime, scientists are working to improve mRNA technology even further. For example, “self-amplifying RNA” has the potential to enhance immune responses at lower doses compared with conventional mRNA.

    While our current COVID vaccines are safe and very effective at protecting against severe disease, they’re not perfect. We may never be able to achieve a “perfect” vaccine, but some additional properties we’d like to see in future COVID vaccines include being better at reducing transmission, lasting longer, and needing to be updated less often as new variants emerge.

    Even now there are many COVID vaccines in clinical trials. So hopefully, COVID vaccines that improve on the initial shots will be available relatively soon.

    Other desirable attributes include vaccines we can administer by alternate routes to needles. For COVID and other diseases such as influenza, we’re seeing significant developments locally and internationally on vaccines than can be administered via skin patches, through the nose, and even orally.

    Some challenges

    Developing vaccines for COVID was a huge challenge, but one that can mostly be judged a success. Research has estimated COVID vaccines saved 14.4 million lives across 185 countries in just their first year.

    However, the story of COVID vaccination has also had many other challenges, and arguably a number of failures.

    First, the distribution of vaccines was not equitable. Analysis of the initial rollout suggested nearly 80% of eligible people in high-income countries were vaccinated, compared with just over 10% in low-income nations.

    Supply of vaccines was an issue in many parts of the world, so expanding local capacity to enable more rapid production and distribution of vaccines will be important for the next pandemic.

    Further, adverse events linked to COVID vaccines, such as rare blood clots after the AstraZeneca vaccine, affected perceptions of vaccine safety. While every serious adverse event is significant, these incidents were very rare.

    However, these issues exacerbated other challenges that hampered vaccine uptake, including the spread of misinformation.

    Misinformation remains a problem now and will probably still be prevalent whenever we face the next pandemic. Addressing this challenge involves understanding what’s deterring people from getting vaccinated, then informing and educating, addressing misinformation both about vaccination and the risks of the disease itself.

    Restoring and building trust in public health authorities also needs to continue to be a focus. Trust in governments and health authorities declined during the COVID pandemic, and evidence shows lower trust is associated with lower vaccine uptake.

    Ongoing preparation

    There’s no doubt our recent experience with COVID, particularly the rapid development of multiple safe and effective vaccines, has put us in a better position for the next pandemic.

    This didn’t happen by accident. There was a lot of preparation even before COVID was first discovered that facilitated this. Organisations like the Coalition for Epidemic Preparedness Innovations (CEPI) have been supporting research to develop vaccines rapidly to respond to a new threat for some time.

    CEPI has an ongoing program that aims to be able to develop a vaccine against a new threat, or disease X, in just 100 days. While COVID vaccines have been a huge achievement, work continues in the hope we will be able to develop a vaccine even faster next time.

  • MIL-Evening Report: Ocean protection accounts for 10% of fish in the world’s coral reefs – but we could save so much more

    Ocean fish populations have fallen dramatically in the past half-century, and climate change is expected to make the problem worse. Governments have designated “marine protected areas”, where where human activity is constrained to protect ocean life. But have these efforts worked?

    About 8% of Earth’s oceans are protected, including about 3% where fishing is banned altogether. Our new study of nearly 2,600 tropical coral reefs around the world is the first to examine whether these areas have helped fish populations.

    We found about one in ten kilograms of fish on coral reefs is the result of efforts such as marine protected areas and other restrictions on fishing. This is promising news. But our study also reveals great room for improvement.

    Getting to grips with marine protection

    Maintaining healthy fish populations is important. Many communities depend on fishing for their food and livelihoods. And fish play a vital role in ocean ecosystems.

    Marine protected areas are a key policy tool used to increase fish populations. They cover a range of ocean areas including lagoons, coastal waters, deep seabed waters and coral reefs.

    The areas go by several names, including marine parks and conservation zones. Some, where fishing is prohibited, are known as no-take zones.

    Governments often quote figures on the area of ocean protected when seeking to tout their conservation policies. For example in Australia, we are told the federal, state and territory governments have established marine parks covering 4.3 million square kilometres or 48% of our oceans.

    But the extent to which marine protected areas actually conserve marine life varies enormously from place to place. So simply counting up the protected ocean area doesn’t tell you much about what has actually been achieved.



    Measuring success

    We and our colleagues wanted to assess the extent to which marine protection efforts have increased the amount of fish on coral reefs.

    We developed a computer model based on about 2,600 reefs across the global tropics, which includes reefs in the Pacific, Indian, and Atlantic oceans. From that, we estimated the amount of fish currently on each reef – measured in the kilograms of fish per hectare, or “biomass”.

    The estimations were based on information such as:

    • environmental conditions such as ocean temperature and the type of habitat where the reef is located

    • the intensity of fishing activity, known as “fishing pressure”

    • how strong the protection is – for example whether it bans fishing, or just restricts it

    • the level of compliance with no-take zones.

    We then simulated what would happen if we changed the type of protection strategy in each location while keeping everything else the same.

    We ran a few scenarios:

    • no coral reef conservation existed anywhere and all reefs could be fished without constraint

    • sites currently fished without constraint (which amounted to over half of our sites) had restrictions in place

    • fishing was prohibited on 30% of all reefs.

    And the results?

    We found both marine protected areas and other fishing restrictions account for about 10% of the fish “biomass” on reefs. In other words, about one in ten kilograms of fish on coral reefs is due to protection efforts.

    No-take zones punch above their weight. Of the fish biomass attributable to protection efforts, about 20% comes from just 3% of sites in no-take zones. This proportion would be even higher if illegal fishing in no-take zones was stamped out.

    But we found any type of fishing restriction was useful. If everywhere currently fished without constraint was subject to some level of protection – such as banning nets or spear guns – the biomass of fish globally would be another 10.5% higher, our study found. This essentially matches all conservation efforts to date.

    Our modelling also showed fish on coral reefs could be increased by up to 28% globally if the area of no-take zones rose to 30%.

    But these reefs must be chosen strategically. That’s because protection strategies can lead to wildly different results, depending on local conditions. For example, sites with lower fishing pressure in the surrounding seascape got a bigger boost from protection than places surrounded by intensive fishing effort.

    This may be because at heavily fished locations, algae often overtakes coral as the dominant feature. Algae is less fish-friendly than coral, so fish populations may not bounce back quickly even when fishing pressure is reduced.

    Grounds for optimism

    Our study tested the mettle of global coral reef conservation. On one hand, we found conservation efforts have made a contribution to the amount of fish on global coral reefs, which provides grounds for cautious optimism.

    But on the other hand, this contribution is quite modest. Our study shows much greater gains could be made not only by expanding protected marine areas, but also by improving compliance in existing ones.

    Most nations have signed a global agreement to protect 30% of Earth’s land and waters by 2030. That means the amount of ocean in marine protected areas globally will increase nearly fourfold in just six years.

    As governments continue this task, we hope our results help identify ocean sites that will benefit most from protection.

  • MIL-Evening Report: I think my child might need a tutor. What do I need to consider first?

    School tutoring is a huge business. Australian estimates suggest it was worth more than of A$1.5 billion as of 2021.

    In Australia, we see frequent media reports of parents using tutors to help their children through school.

    How can you tell if tutoring is right for your child?

    What is tutoring?

    Private tutoring can be take many forms, but involves parents paying for additional lessons outside of schools hours. These are either one-to-one or in small groups.

    There are services available for students in primary school through to senior high school.

    Some tutoring services target specific skills, such as literacy or numeracy. Others offer support for young people with organisation skills and homework or preparation for certain exams.

    Tutoring can go for a short burst over a few weeks to prepare for an exam or it may be regular and ongoing to maintain learning.

    Tutoring could be to catch up on one element of school, such as handwriting or reading.

    Why do people get tutoring?

    Families can get tutoring for a student for a wide range of reasons.

    A child may be struggling with certain elements of schooling – such as reading, writing, or maths. Tutoring can provide an opportunity to catch-up with tailored support.

    Tutoring can also help children prepare for tests and exams, such as NAPLAN or Year 12.

    Tutoring is used to prepare students for government selective school programs or private school scholarship exams.

    Researchers have highlighted some cultural backgrounds see investing in tutoring as an essential part of educating their children and helping them reach their full potential.

    The tutoring debate

    Tutoring can be expensive and time consuming for families. Families may pay between $30 and $200 a session, depending on the subject and qualifications of the tutor.

    Some argue this gives some children an unfair advantage and students should instead rely on their natural ability.

    Despite the criticism, there are benefits to tutoring. This includes giving students extra opportunities to consolidate their knowledge – we know this can help students learn.

    It can also help build their confidence if a tutor can step through learning in a less pressured environment. As my research has shown, academic progress relies heavily on a students’ belief in their capacity to succeed.

    Does my child need a tutor?

    All students can benefit from personalised support and coaching in whatever they wish to peruse. However, all students do not need a tutor. The choice to engage a tutor should be attached to a goal that you and your child agree on.

    If the young person does not want to engage in tutoring having a tutor is not going to help. Rather, it is more likely to lead to stress and arguments.

    It may help to talk to your child’s teacher and review school reports before starting with a tutor to work out which particular areas need extra attention.

    Depending on what you need, your child’s tutor may be a university student or someone who has made a career out of tutoring.

    If your shared goal is to catch up or help with certain academic skills, it is important to find a tutor who is experienced and can explain the approach they take and what evidence it is based on.

    If the goal is organisation, homework or even just to improve confidence, you could at first try a university student who has past success themselves or with other students. For more specialised goals, seek out tutors who are open about their qualifications, experience and past success.

    Child safety should also be a consideration. The Australian Tutoring Association provides practical advice for parents choosing a tutor and a code of conduct for tutors.

    There is no requirement for tutors to be a member of the association. So parents should make sure any tutor has a current Working with Children check. You can of course also talk to other parents and teachers for recommendations.

  • MIL-Evening Report: Still with the Tony Soprano memes? Young audiences are watching the series with fresh eyes

    HBO’s latest crime drama The Penguin came with a flood of memes on TikTok, X and Instagram. They compare actor Colin Farrell’s Oswald Cobblepot to James Gandolfini’s Tony Soprano.

    It’s true, there are undeniable similarities between the two portrayals and shows. HBO’s official TikTok account went so far as to upload an edit of The Penguin trailer cut to the rhythm of Alabama 3’s Woke Up This Morning – the title theme for The Sopranos.

    Running for six seasons from 1999 to 2007, The Sopranos is enjoying a sustained cultural relevancy in 2024 – something other prestige dramas of the same era such as Six Feet Under and The Shield have not achieved. A new two-part documentary about the making of the The Sopranos just premiered on HBO, 25 years after the show made its debut.

    For the last couple of years, fans have been discovering the show and making it their own. But how does it fit the present moment?

    The Sopranos as catharsis

    My research and upcoming book is based on in-depth interviews with a group of new Sopranos fans all aged between 19–26. In other words, not old enough to have watched the show when it first aired.

    During the pandemic, The Sopranos saw a surge in viewership and interest that outstripped its contemporaries like Deadwood.

    Superficially, the show is visually comparable to COVID lockdown. Tony and his kids are regularly shown sleeping in, dressed in baggy clothes, and shuffling around the kitchen picking at cold cuts.

    For those I spoke with, viewing The Sopranos wasn’t a way to escape from lockdown: it was a way to purge pent-up emotion.

    For Darcy, the show became:

    Like a cathartic tool, like, I can relate, this is how life feels right now […] A bit of relief, and a sense of relatability, you know? It was always comforting when things are not good.

    Tom shared this feeling:

    One of the cool things about The Sopranos is that a lot of the stuff is really mundane […] It’s about drudgery more than anything […] That’s what lockdown feels like – and it definitely is what a lot of daily life feels like […] it’s those moments of opening up the fridge and just eating like 20 slices of gabagool because you can’t be fucked making something to eat.

    The Sopranos as nostalgia

    The Sopranos is a profoundly negative show and yet it was being viewed by the young people I spoke to through quite an optimistic lens.

    Alannah said:

    It makes me feel nostalgic for a time when things felt a little bit like […] simpler, even though they have complications. It just seemed like a good stage of history to be in.

    In a similar vein, Callum positively characterised this feeling as an “added bonus” that “drew him into watching the show”. Selina fondly remembered the fashion and music of the show.

    Watching with a new lens

    During its original run, The Sopranos was often lauded by scholars for its deconstruction of patriarchal masculinity. This was not so much the case for the people I spoke to.

    Alannah worried The Sopranos could easily be placed in the toxic online “manosphere”:

    [The Sopranos is] like Fight Club and American Psycho. White dudes will watch it and be like, ‘Yeah, this is fucking sick – that’s me man’. And it’s like, you don’t want to be these people! You have to criticise it yourself because it is not overt in my opinion.

    Stuart expressed a similar concern about The Sopranos’ ability to be a dangerous power fantasy.

    In his experience with online Sopranos content, he observed:

    [There are fans] who see Tony Soprano as the ideal man and don’t notice that the show is supposed to be critiquing his behaviour.

    These concerns about “misunderstanding” the show very much reflect current anxieties. The reporting about how the 2019 Joker film might incite violence from white men provides a salient reference point for these worries.

    For the new viewers I spoke to, there was a real concern The Sopranos could combine dangerously with today’s toxic misogynistic online content. They were worried Tony Soprano could be interpreted as a celebration of patriarchal masculinity rather than a critique.

    Born under a bad sign

    In 2024, The Sopranos is still managing to click with new audiences. But these fans interpret the show differently and take new meaning from it. When we look at their responses, we can see how The Sopranos intersects with the attitudes and anxieties of modern audiences.

    Next time you see a meme about Tony Soprano, consider what context today’s viewers place him in – and whether an audience from 20 years ago would have done the same. Today, he might be considered even more dangerous.

    • Funding for certain federally-funded broadband expansion programs to come from the West Virginia Economic Development Authority.
    • Supplemental funding for West Virginia University, Marshall University, Concord University, Shepherd University, and New River Community and Technical College.

  • MIL-OSI Global: South Africa’s unity government is being tested – the toppling of a mayor in a key city exposes faultlines

    South Africa’s long-governing party, the ANC, performed disastrously in the country’s May 2024 elections. Its electoral fortunes are now tied to regaining support in Gauteng, the most populous and economically important province, which it had governed with outright majorities since 1994. In 2024 the ANC’s Gauteng result of 34.8%, along with its 17% in KwaZulu-Natal, sealed the party’s loss of its national outright majority. We asked political scientist Susan Booysen for her perspective on the ANC’s battle for Tshwane, the administrative seat of the national government, where the party used a newly constituted coalition to topple the Democratic Alliance mayor, Cilliers Brink.

    What lies behind the Gauteng ANC’s toppling of the DA mayor of Tshwane?

    For the ANC (African National Congress) to regain majority electoral support, much will depend on the Gauteng province’s populous base. The three Gauteng metropolitan municipalities of Tshwane, Johannesburg, and Ekurhuleni are key in this project. Besides constituting South Africa’s financial hub and having huge budgets, these metropolitan councils (metros) symbolise the country’s cultural heartbeat, and are a gateway to the rest of the continent.

    The ANC’s political control of these bases has been lessening. It fears further lapses may make the losses irreversible. It lost outright control of the Gauteng metros in 2016: it slipped to 49% in Ekurhuleni, 46% in Johannesburg and 41% in Tshwane. The 2021 local elections confirmed both the ANC’s slide and rule by unstable coalition governments.

    Since the 2021 elections, the metros have had multiple coalition governments. The ANC has, through coalition, reclaimed control of the top council positions in Johannesburg and Ekurhuleni.

    What does the toppling of Brink say about internal ANC party dynamics?

    Following their national coalition agreement of June 2024, parties to the coalition government have been discussing cascading the agreement to the provincial and local levels. These talks have been inconclusive.

    The ouster of the mayor of Tshwane was not explicitly or publicly condoned by the ANC’s national leadership. Neither did they stop it. The Tshwane crisis exposes the ANC’s internal party dynamics.

    The ANC in the province and in the Tshwane council constituted an alternative alliance – between the party, Economic Freedom Fighters (EFF) and ActionSA. ActionSA broke its previous alignment with the Democratic Alliance in favour of the ANC.

    Jointly the ANC, EFF and ActionSA hold 117 out of the 214 Tshwane council seats. They used this majority to pass a motion of no confidence against Brink and, in effect, his entire mayoral committee. A small band of one-seat parties reinforced Brink’s ejection.

    The Tshwane development highlighted one of the key faultlines in the government of national unity: the Gauteng ANC’s disdain for the unity government agreement. The national unity government comprises the ANC, DA, Inkatha Freedom Party, Patriotic Alliance, Freedom Front Plus and five other tiny parties. The agreement has the support of the majority in the ANC’s national executive committee (NEC), its highest decision-making body between elective conferences.

    The NEC had originally been strongly divided on forming a coalition with the DA.

    After being elected Gauteng premier with the support of the DA, Panyaza Lesufi constituted the Gauteng executive with the Patriotic Alliance, Rise Mzansi and Inkatha Freedom Party. It excludes the DA.

    Lesufi had offered the DA executive posts that would have placed it in a minor and subjected position in the province. The ANC’s national leadership accepted this. The DA rejected it.

    What are the implications for ANC-DA cooperation in the national government and other municipalities?

    The DA is fighting to have Cilliers Brink reinstated as mayor of Tshwane. It argues that the ANC’s capturing of the position threatens the unity government.

    The DA appears to be angling for a fairer dispensation within the overall coalition formation, given its importance as the second largest party in the coalition government, rather than rejection of the GNU government. The DA needs the coalition as much as the ANC does.

    The coalition government’s statement of intent, and how it is reflected in the lower provincial and municipal levels, are the key issue at stake.

    The Tshwane crisis stands in the context of other local governments where new alliances are forming outside the formula of the national coalition government.

    The crisis is in all probability not threatening the national coalition. But it may result in the fleshing out of the generally vaguely defined and minimalist Statement of Intent (the coalition agreement). In recent weeks more clarity has already emerged regarding conflict resolution in the unity government. The Tshwane crisis is likely to show whether and how the national level agreement resonates provincially and locally.

    In fact, the lesson from the Tshwane coalition fiasco might be that there ought to be no expectations that the coalition government’s formula of approximate proportionality among its constituent parties will be reflected in the executives of the lower-level structures.

    The DA stressed at the time of Brink’s removal that it had been in discussions with ANC national secretary general Fikile Mbalula and ANC negotiator David Makhura – and progress had been made for the two parties to jointly “stabilise” the Gauteng metros (read “exercise power-sharing”). It may have entailed the DA supporting the ANC in Ekurhuleni, and the ANC the DA in Tshwane.

    But the proposal came to naught when the ANC proceeded to capture Tshwane, which it last governed in 2016.

    The effect of the Tshwane fallout is likely to be heightened instability in South Africa’s metro councils. Without ANC-DA cooperation, much of the coalitions detente that had become possible in the wake of the national coalition agreement may dissipate. Instead, alternating coalition governments, through motions of no confidence, may proliferate.

    The instability caused by such party political tit-for-tats and coalition musical chairs, both in the large metropolitan councils and the local municipalities, will contribute to citizens suffering poor delivery of services – although it is not the sole cause.

    What does the ANC’s failure to sing from the same hymn book mean for the party?

    The Tshwane crisis goes to the heart of the struggles unfolding in the ANC.

    The ANC of 2024 is inherently unstable as it fights for electoral survival.

    Its national executive committee and presidency act in ways that hint at them lacking the power to call the shots in relation to coalitions in some provinces and municipalities; and reining in its Gauteng premier and provincial executive committee.

    This, as the party is trying to position itself favourably, through leadership changes, ahead of its national general council meeting next year, and its elective conference of 2027, in the hope of reversing electoral declines in local, provincial and national elections.

    Besides KwaZulu-Natal’s centrality to this process, Gauteng holds the base of ANC succession given that it is political home to its deputy president, Paul Mashatile, and Lesufi.

    The search for a new mayor for Tshwane unleashed a candidacy contest within the ANC. ANC mayoralty candidates are proliferating. They are emerging from the ranks of the politically powerful, anointed by high-level ANC power holders, along with candidates in the local ANC party structures and in the council itself.

    The legacy of the 2016 violent struggles and mayhem in the city amid anger about succession are invoked to justify some proposals. These struggles seem oblivious to new coalition contexts, and the ANC’s loss of majority power.

    Unless the fractious and divided ANC finds a united and consistent voice on coalitions, it may lose out on the possibility of using coalitions to regain electoral support. Unless the ANC in Gauteng is using the metros to confirm its alternative to the national formula.

  • MIL-OSI Global: The youth-led research giving voice to teen mothers in Uganda

    Pregnancy can be a stressful enough time for any expecting mother, but it can be even more so for teenage girls navigating the added challenges they face. (Shutterstock)

    The global rate of teen pregnancies has been decreasing in recent decades. According to the World Health Organization, worldwide adolescent birth rates have decreased from 64.5 births per 1,000 women aged 15–19 years in 2000 to 41.3 births per 1,000 women in 2023.

    However, those numbers can differ significantly by region. Every year, around 21 million teenage girls in developing countries become pregnant, and around 12 million give birth.

    In Uganda, the teenage pregnancy rate remains among the highest in Sub-Saharan Africa, at 25 per cent. Cultural and religious norms often make adolescent sexuality a highly sensitive subject. Many girls can be ostracized or face marginalization if they become pregnant. And the long-term impacts on their lives can be significant. Almost 60 per cent of school dropouts in Uganda are due to pregnancy, and many never return to the education system.

    Pregnancy can be a stressful enough time for any expecting mother, but it can be even more so for a pregnant teenager in places where engaging in sexual relations is taboo, especially for girls.

    Along with colleagues in Uganda and Canada, we are conducting a community-engaged research project to understand the experiences of young mothers. Our project, Centering Marginal Voices, aims to build research and advocacy skills for young mothers in Uganda.

    Community-engaged research

    Community-engaged research has emerged in social work as an important approach that empowers communities experiencing particular issues to make decisions concerning those issues. This approach cultivates long-term relationships and promotes the development of sustainable solutions for community problems.

    One form of this approach focuses on engaging youth in researching about their experiences with the issues affecting their lives. This can boost our understanding as researchers and make young people feel heard and empowered.

    Engaging young people in research requires clear communication, the use of appropriate channels of communication, constant feedback and listening. It can also mean providing logistical support like transportation or food, among other things. It is vital for researchers to listen to young people when they describe what they need to be participants in the research process.

    Many adolescent girls already face vulnerabilities and challenges when it comes to their reproductive health. Pregnancy can often add another layer of complexity to those challenges.

    While there is much discussion about teenage pregnancy in Uganda, rarely are young mothers given platforms to speak their truths to help policymakers understand and address the root causes. Their voices are muted and their lived experiences are not represented in policy.

    Teen motherhood presents girls with numerous challenges. They must navigate parenthood while still at a young age. They must figure out ways to support their children while still being dependents themselves. They also have to make important decisions and provide child care with limited experience to draw from, and manage their health needs alongside maternal care, among others.

    Their ability to conduct research may be influenced by a combination of these factors and by the skills they have, how they navigate relational dynamics, and the stigmatization they face being teen mothers.

    Centering young mothers in research

    As we began the research process, we held consultative meetings with community leaders who identified 40 young mothers from urban and rural parts of Uganda. We engaged the young mothers in discussions about their life journeys and in team building exercises. We later divided them into groups based on their villages. Each group then selected two peers to continue on the project as 12 youth peer researchers.

    When conducting this kind of community-engaged project, it is important for researchers to consider the ways they approach and include youth participants:

    Consent — Our first aim with the 12 selected young mothers was to seek consent from their parents or guardians. The young mothers also told us to speak with their live-in partners, whom we had not initially considered. They spoke to their parents or guardians, who were already expecting our team and eased the consent process for us.

    Communication — Young mothers in the capital Kampala preferred phone calls, WhatsApp and physical meetings. However, those in the rural areas did not all have smartphones or understand social media. This posed a challenge as our project entailed them conducting surveys using smartphones. We therefore revised our training to include basics on how to use the smartphone.

    Designing tools — We further engaged the youth peer researchers to refine our research tools. They helped us rephrase questions in local languages, especially those related to sexual relations.

    Mutual support — The youth peer researchers were trained to lead a survey and collect quantitative data from 766 participants in total. They prioritized teamwork and support, with some collecting more data than others. They also requested autonomy in scheduling their data collection to balance their research activities with their maternal duties and caring for their families.

    Navigating environments — The young mothers provided us with a descriptive tour of their environments. They advised us on where to go and how to behave when visiting. They always accompanied us within their community, acting as our guides.

    Young mothers know best about their own experiences, and this accords them a legitimate space in research as researchers. Practitioners and planners should be intent on being open to meaningfully engaging them while learning from them.

  • MIL-OSI United Nations: Civil Society Organizations Brief the Committee on the Elimination of Discrimination against Women on the Situation of Women in Lao People’s Democratic Republic, Saudi Arabia and New Zealand

    The Committee on the Elimination of Discrimination against Women was this afternoon briefed by representatives of civil society organizations on the situation of women’s rights in Lao People’s Democratic Republic, Saudi Arabia and New Zealand, whose reports the Committee will review this week.

    In relation to Lao People’s Democratic Republic, speakers raised concerns regarding gender-based violence, human trafficking, and the experiences of Hmong women and girls. 

    Non-governmental organizations speaking on Saudi Arabia raised topics on the imprisonment of women human rights defenders, women on death row, and the treatment of female domestic workers. 

    On New Zealand, speakers addressed the situation of Māori women and girls, the treatment of transgender and intersex persons, and the gender pay gap.

    The following non-governmental organizations spoke on Lao People’s Democratic Republic: Association for Development of Women and Legal Education; Gender Development Association; the Alliance for Democracy in Laos; Unrepresented Nations and Peoples Organization in affiliation with its member the Congress of World Hmong People; and Hawai’i Centre for Human Rights Research and Action and on behalf of the Advocates for Human Rights, the World Coalition against the Death Penalty, and Harm Reduction International.

    The following non-governmental organizations spoke on Saudi Arabia: Amnesty International; MENA Rights Group and ALQST; the Advocates for Human Rights, the World Coalition against the Death Penalty, and the European Saudi Organization for Human Rights; Migrants Rights and Global Detention Project; and Sema Nami, Global Alliance against Traffic in Women, Solidarity Centre, IZWI Domestic Worker Alliance, and Africa End Sexual Harassment Initiative. 

    The New Zealand Human Rights Commission spoke on New Zealand, as did the following non-governmental organizations: Te Whare Tiaki Wahine Refuge, Homeless Women’s Coalition and Maori Women’s Welfare League; Pacific Allied Council (of women) Inspires Faith Ideals Concerning All; Shakti; Pacific Women’s Watch; and the National Council of Women.

    The Committee on the Elimination of Discrimination against Women’s eighty-ninth session is being held from 7 October to 25 October.     Opening Remarks by the Committee Chair

    ANA PELÁEZ NARVÁEZ, Committee Chairperson, said this was the first opportunity during the session for non-governmental organizations to provide information on States parties that were having their reports reviewed during the first week, namely Lao People’s Democratic Republic, Saudi Arabia and New Zealand.  A second meeting would be held on Monday, 14 October, where civil society would provide information on the countries under consideration in the second week of the session.

    Statements by Non-Governmental Organizations from Lao People’s Democratic Republic, Saudi Arabia and New Zealand

    Lao People’s Democratic Republic

    On Lao People’s Democratic Republic, speakers, among other things, said the percentage of women and girls who experienced gender-based violence was high.  Authorities had misconceptions about what violence against women looked like. It was recommended that the Government develop an appropriate platform to raise awareness and expand shelter services, to ensure women and girls had access to protection and legal mechanisms. There were also limitations for women’s access to the justice system, especially in the context of violence against women.  Customary law was often applied to violence against women cases, without women representatives.  It was recommended that the Government enhance the capacity of law enforcement and mediation units, and review relevant laws for ensuring the full protection of women and girls. 

    There was a great difference in the rates of young births between the rural and urban areas; 23.5 per cent of girls aged 15 to 19 were married or in a relationship.  It was recommended that the Government develop communication tools for ethnic women and provide community hospitals and resources. Around 32 per cent of young females between 15 and 17 years of age did not go to school, primarily due to financial reasons.  It was recommended that the Government enhance the monitoring and data collection system.  Many young women and girls were often offered for sale to men in China on the internet. The internet trade continued unabated, and perpetrators roamed free.  Many women human rights defenders were murdered or disappeared.  The Government had announced that it would do everything to improve the situation, but there were many laws which only existed on paper and had not truly been implemented. 

    The systemic discrimination faced by the Hmong had been underlined but was not present in the list of issues. The Hmong were the third largest ethnic group in the country, and their women and girls endured poverty, deprivation and a lack of health care services.  The Hmong were targeted for extrajudicial killings.  Women and girls were strategically targeted when searching for food, particularly for trafficking, sex slavery and rape.  Lao People’s Democratic Republic must address gender-based violence against this group.  It was strongly requested that the Committee raise these concerns with the State party.  Women faced greater oppression when standing up for those who had been disappeared. Many people were waiting for their loved ones bodies to be returned or for more information on their whereabouts. Women often received unfair trials with mandatory death sentences, particularly when it came to drug-related crimes.  There should be a moratorium on the death penalty. 

    Saudi Arabia

    Concerning Saudi Arabia, speakers acknowledged some positive reforms on the male guardianship system since the last review.  However, authorities had pursued a ruthless crackdown on human rights defenders, unfairly trialling women human rights defenders and subjecting them to torture and imprisonment.  The family law, which entered into force in 2022, showed that newly enacted legislation entrenched a system of discrimination in all aspects of family life and did not adequately protect women from domestic violence or rape. 

    The Government was called on to release all women rights activists in prison and repeal discriminatory legislation. Many women human rights activists were placed under illegal travel bans and were being subjected to arbitrary arrests for being vocal about human rights issues.  The authorities used anti-terrorism laws to target women human rights defenders, who were often placed in secret detention centres and denied contact with their families.  Saudi Arabia needed to ensure women human rights defenders were protected and included in shaping society. 

    Between 2020 and 2024, at least 11 women were executed for drug-related crimes, all of whom were migrant women. Several women had been convicted without legal counsel.  Increased transparency was needed in the judicial process, particularly for women on death row.  There needed to be a moratorium on the death penalty. 

    Speakers highlighted the plight of domestic and migrant workers within the country, and said Saudi Arabia should improve its treatment of migrant women and their families during the immigration process.  Saudi Arabia should rescind its regime which punished women seeking to escape exploitation. Immigration detention for women who became pregnant at their place of work should be ended.  Saudi Arabia should ratify International Labour Organization Convention 198 and incorporate domestic workers into their labour legislation. Domestic workers in Saudi Arabia were subjected to lower pay and forced to live in inhumane conditions which diminished their dignity.  Some were subject to extreme abuse, including physical violence, starvation and sexual harassment.  Justice remained out of reach for most of these women. 

    New Zealand

    Among other things, speakers urged the New Zealand Government to focus on gender equality.  Too many indigenous women were unhoused and unsafe.  The New Zealand Government was a serial perpetrator of colonial violence.  Māori women and girls were profiled as a minority group and were othered.  They were in urgent need of a global, indigenous women’s forum and needed the Government to develop a national action plan on their behalf.  The Committee had the power to recommend that the Government affirm its commitment to the Convention.  The New Zealand Government should endorse and recognise Pacific women’s leadership and aspirations. 

    The issue of forced marriage remained unequally addressed despite recommendations by the Committee.  Women on non-permanent residence visas faced immense barriers in accessing justice and social security.  Religious abuse was unrecognised; women were kept in limbo about their marital status in the name of religion.  The Committee should call for stronger reforms for migrant women living in an increasingly ethnically diverse New Zealand. 

    The Government should adhere to its commitments to establish stalking as a criminal act.  The Government should evaluate legal and court processes to ensure victims were not prohibited from seeking justice.  The Government ought to establish an enquiry into non-consensual surgeries on intersex persons and provide redress.  Transgender and intersex persons needed to be protected. In rural areas, internet coverage was limited, which impacted outcomes for rural families.  The Government should invest in mobile communications and infrastructure for these communities.  Pay gaps for women, including Māori women, needed to be closed. The State was urged to implement national machinery which ensured disaggregated data was available to inform policy. 

    Questions by Committee Experts

    A Committee Expert asked what the Government of New Zealand should do to release women from religious marriages? What should be done to combat forced marriage? 

    Another Expert asked if there were situations of statelessness among Māori women and girls in New Zealand? Were there issues relating to women, nationality and citizenship? 

    An Expert asked about the internet trade in Lao People’s Democratic Republic which saw young girls being trafficked.  Did the Government recognise this as a great problem?  What was the view on increasing family violence?

    A Committee Expert said given the Government of New Zealand had established an intersex clinical reference group, were there any positive recommendations or movements coming out?

    Another Expert asked New Zealand if there were any specific challenges affecting education?  What could be done to address these challenges? 

    An Expert asked about the situation of education in Lao People’s Democratic Republic? 

    A Committee Expert said information provided claimed that there was a genuine change in Saudi Arabia; women could obtain drivers’ license and travel with their own passport, among other things. Could more information on these reforms be provided?  How many women human rights defenders were in jail? 

    An Expert asked about data sovereignty in New Zealand?  There had been an important climate case decided in New Zealand, regarding the extractive industry being sued for alleged contribution to climate change. Could more information on this be shared with the Committee? 

    A Committee Expert asked non-governmental organizations from Saudi Arabia what were the main issues when it came to the limitations of legislation on trafficking? 

    Responses by Non-Governmental Organizations

    Lao People’s Democratic Republic

    Responding to questions, speakers said the Government did not take any effective actions against human trafficking, especially for young girls.  Internet control for criminals was not effective in Lao People’s Democratic Republic. People in the country were very poor and their income was very low.  Around 30 per cent of young people did not have any employment. 

    Saudi Arabia

    Answering questions on Saudi Arabia, speakers said since 2018, Saudi Arabia had implemented reforms to its male guardianship system, including allowing women to obtain passports and be legal heads of households, among others.  However, there were still issues under the Personal Status Code, including that women needed permission from males to marry, and that women were considered as custodians of their children rather than guardians.  There was also a disobedience law still in place. Families feared speaking about women in prison so there were no official statistics.  There were dozens of cases of women who had been jailed for expressing their views on women’s rights in Saudi Arabia, but without open and fair trials, there were no exact numbers. 

    New Zealand

    Speakers answering questions on New Zealand said women’s connection to culture empowered them to navigate diverse environments.  It was essential that the Government recognised this to empower women and communities.  The reference group had been established in New Zealand for intersex persons which sought to establish medical guidelines.  As this was quite recent, it was hard to say its impact.  Even if it was successful, it would not help those who had already been through the system.  Further answers would be provided in writing. 

    Statement by the National Human Rights Institution of New Zealand

    SAUNOAMAALI’I DR KARANINA SUMEO, Acting Chief Commissioner of the New Zealand Human Rights Commission, said Māori women’s rights in New Zealand were at serious risk due to a lack of constitutional protection and regressive policy and legislative measures.  Today, Māori women and girls continued to experience inequities across health, justice, state care, employment, income and housing.  Despite this, the Government was currently working through a reform programme that looked to further undermine Māori rights.  The programme included disestablishing the body created to advance Māori health equity and self-determination; introducing a bill to reinterpret treaty principles to omit reference to Māori self-determination and recognition of Māori as indigenous peoples; and reviewing the role of the Waitangi Tribunal, the primary avenue for Māori to raise claims regarding Crown breaches of Te Tiriti. 

    The Government had already overridden Māori rights recognised by the Tribunal and courts, and stopped all work to implement the United Nations Declaration on the Rights of Indigenous Peoples.  The Acting Chief Commissioner urged the Committee to recommend that the Government strengthen legal and constitutional protection of Te Tiriti; take meaningful action to implement the Declaration; and ensure all law and policy reforms met obligations under Te Tiriti and general recommendation 39. 

    New Zealand unfortunately had one of the highest rates of family and sexual violence.  Women were more at risk of sexual violence and family violence than men, particularly Māori, Pacific, ethnic and disabled women.  In 2022, the Government launched Te Aorerekura – the National Strategy and Action Plan to Eliminate Family Violence and Sexual Violence. However, there had been a recent reduction in funding to prevent and respond to sexual and gender-based violence, further impacting access to justice for women. 

    In September 2024, the report from the Royal Commission of Inquiry into Historical Abuse in State and Faith-based Care (2018-2024) was publicly released, revealing the grave extent of physical, psychological and sexual abuse that took place, in some cases amounting to torture.  Gender-based abuse of women and girls included regular intrusive genital exams and ‘health checks’ providing cover for abuse.  The Government had committed to designing a new redress system, but survivors still had no immediate prospect of full redress, including compensation and rehabilitation.  The Committee was urged to recommend that the Government develop and implement an updated Te Aorerekura action plan and mainstream gender-specific issues; resume the regulatory review of online services and platforms; and implement all the recommendations of the Royal Commission of Inquiry into Abuse in Care.

    In 2019, the Welfare Expert Advisory Group made 42 recommendations to restore dignity to the social security system. Some recommendations were progressed but some had recently been reversed, which would disproportionately affect the incomes of women, particularly older, disabled, and Māori and Pacific women.  The social security system still did not allow people to retain their individual income if they were viewed to be in a relationship ‘in the nature marriage’.  This created risks for women, including social isolation, financial entrapment, and difficulties leaving violent or abusive relationships. 

    The previous Government had announced its intention to introduce mandatory gender and ethnic pay gap reporting. The current Government announced in July 2024 that it would not progress mandatory reporting but develop another voluntary tool.  This decision neglected the role factors, including racism, ableism and violence and harassment in the workplace, playing a role in affecting pay, progression, income security and preparation for a dignified life in retirement for women. The Committee was urged to recommend that the Government adjust income support rates to those recommended by the Welfare Expert Advisory Group adjusted for inflation; individualise income support entitlements; and introduce appropriate temporary special measures to ensure equal employment opportunity by gender, ethnicity and disability.

    A Committee Expert said that at the last dialogue with New Zealand, the outlook for Māori women and girls had been positive; what was the reason behind the setback?

    Another Expert asked if there were specific references within the proposed framework which dealt with the rights of women and girls?

    Responses by the National Human Rights Institution

    In response, Ms. Sumeo said New Zealand did not have a formal constitution which was one of their weak areas, leaving indigenous women vulnerable.  If there was a law which weakened women’s rights, it was difficult to push against targeted policy.  There was now a different Government, which was why there was a different view from the previously positive position.  The previous Government’s policies assumed everyone was equal to begin with, which was not the case now. 

    New Zealand was far away from having equal pay despite having an Equal Pay Act since 1972.  Many women were facing situations of homelessness.  Under the Human Rights Act, there was the ability for organizations to develop measures which ensured equality. Unfortunately, those measures were seen as somehow violating human rights and were seen as discriminatory in some parts of New Zealand.  The ability to address inequity had become more difficult under the current climate. It was difficult to address issues such as the gender-pay gap if there was a reluctance to use temporary special measures. 

    BRITTANY PECK, Legal Advisor, said the Government was not providing an adequate response to gender-based violence, including police attending fewer family-based callouts. These compounded the existing high rates of violence in New Zealand.  Because of this retrogression, it was expected this would be reflected in the cases of Māori women over time.  It was expected that over 90 per cent of sexual violence was not reported to police. New Zealand was experiencing a workforce health crisis and there was a gap in the availability of abortion services in rural areas.

    School students from the East Coast were given a taste of the future at a successful discovery day organised by EIT’s Education 2 Employment team.

    School students from the East Coast were given a taste of the future at a successful discovery day held at Ngata College in Ruatoria recently.

    The event, organised by EIT’s Education 2 Employment team, saw hundreds of students from the region get a chance to engage with tertiary institutes, pathway providers and employers.

    Education 2 Employment (e2e) encourages the coordination and support of employers and the local business community to be involved in vocational education, employment and development opportunities for young people. The primary goal of the e2e programme is to help connect industry with schools so that students can identify possible career pathways.

    Twenty-seven organisations were represented at the event in Ruatoria last month. While the event was aimed at senior school students, year seven and eight and even younger students also attended.

    Among the companies and organisations attending to connect with the students were local and regional businesses, Government agencies like IRD, and educational institutes including EIT and others from outside the region.

    Adrianna Wilson, Education 2 Employment Advisor for EIT Tairāwhiti, says that the aim of the event was to expose students to what opportunities were out there.

    “We wanted them to see that there are local employers and ones further afield who can offer them a pathway to a career of their choice.”

    “For an example, we had Mātai Medical Research Institute there, so if a student was interested in going into that career, what’s the pathway for them?”

    Adrianna says the event was staged in a way that engaged the students and got them interested in potential careers.

    “Every employer or business had an interactive activity. Some had honey pots representing apiculture, civil infrastructure had roading games, the police services had drug goggles and were in their police cars. We also had a Media House there which did portraits of the students, STEM were there doing science activities, and we had the Department of Conservation discussing survival, trapping and other outdoor skills.”

    “We also had a game where they were given a bingo card with symbols that represented each employer or industry. And they had to go and either ask questions or do the interactive activity and get it ticked off by the employer. At the end, they all got a prize if they filled their bingo card. They had to ask questions and engage.”

    Adrianna says the aim is to make the event an annual occurrence.

    “It is a rewarding time for both students and participating organisations as the students get to see what career opportunities there are and employers are exposed to the talent coming through.”

  • MIL-OSI USA: DoD Announces Health Care Supplement Program Pilot for DOD Civilian Employees in Japan

    The Department of Defense (DoD) today announced a one-year pilot program to provide no-cost supplemental health support services to DoD civilian employees serving in Japan after a yearlong effort to identify and address concerns regarding access to medical care.

    “The Department recognizes the significant contributions of our DoD civilian workforce around the world,” said Ashish Vazirani, who is performing the duties of the Undersecretary of Defense for Personnel and Readiness. “In keeping with Secretary of Defense Lloyd J. Austin III’s commitment to taking care of all our people, we owe it to our civilians to facilitate access to health care no matter where they are. The support from this pilot program will help enhance the patient experience for the approximately 11,000 civilians stationed in Japan through the new pilot.”

    This pilot is called the Pilot Health Insurance Enhancement for DoD Civilian Employees in Japan and will assist eligible civilian employees with health care navigation and upfront costs associated with accessing Japan’s healthcare system.

    To be eligible, the employee must be enrolled in a participating health plan through the Federal Employees Health Benefits (FEHB) program. The enrollment window for eligible employees will be the Federal Benefits Open Season, which runs this year Nov. 11 through Dec. 9. Federal Benefits Open Season allows federal civilians to enroll in or change health care options.

    The services provided under this pilot will begin Jan. 1, 2025, when participants can use the services and access support through a call center. The call center will be open 24/7 and staffed with bilingual service representatives who will assist callers with identifying their needs, make appointments with provider offices, and issue payment guarantees up front. Dependents are not eligible for services during the pilot, which runs through Sept. 29, 2025.

    Employees working in Japan with the following military departments, defense agencies and DoD field activities are eligible for this supplemental coverage:

    • Department of Defense Education Activity
    • Defense Commissary Agency
    • Defense Contract Management Agency

    • National Security Agency
    • Defense Intelligence Agency
    • National Geospatial-Intelligence Agency

    “We are excited to offer this program,” said Seileen Mullen, who is the Principal Deputy Assistant Secretary of Defense for Health Affairs. “This is a no-cost supplemental service, and we encourage civilian employees in Japan to use it.”

    The Office of the Assistant Secretary of Defense for Health Affairs will oversee the pilot program and has awarded a $4.2 million contract to International SOS Government Services Inc., which is also the prime contractor for the TRICARE Overseas Program. The contract for this pilot is being funded by the military departments, defense agencies and DoD field activities that have civilian employees working in Japan.

    Active-duty service members and TRICARE Prime beneficiaries have prioritized access to health care in military hospitals and clinics based on current federal law and DoD policy. DoD civilians who are not TRICARE beneficiaries may use military health facilities on a space-available basis.

    Agreements with FEHB insurance carriers who currently provide coverage for DoD civilian employees in Japan will be established to provide direct billing agreements. Non-appropriated Fund (NAF) employees are eligible for this program if enrolled in an Aetna International plan.

    Additional details dedicated to this pilot program will be announced before Federal Benefits Open Season begins. This information will also be posted to web sites for military hospitals and clinics in Japan in their “Getting Care” section.

  • MIL-OSI USA: Tech Today: Spraying for Food Safety

    Whether protecting crops from diseases and pests or sanitizing contaminated surfaces, the ability to spray protective chemicals over important resources is key to several industries. Electrostatic Spraying Systems Inc. (ESS) of Watkinsville, Georgia, manufactures electrostatic sprayers and equipment that make this possible. By licensing NASA electrostatic technology, originally made to water plants in space, ESS’s improved spray nozzles efficiently use basic laws of electricity to achieve complete coverage on targeted surfaces. 
    ESS traces its origins to research done at the University of Georgia in the 1970s and ’80s. An electrostatic sprayer works by inducing an electric charge onto atomized droplets. Much like an inflated balloon sticking to a wall when it’s gained a charge of static electricity, the droplets then stick to targeted surfaces.
    NASA’s interest in this technology originated with astronauts’ need for an easy way to support plant-growth experiments in space. On the International Space Station, watering plants without the help of gravity isn’t as easy as using a garden hose on Earth. In the future, using a system like an electrostatic sprayer on the space station or other orbiting destination could help the water droplets stick to the plants with uniform coverage. However, most spraying systems require large sources of water and air to properly aerosolize fluids.

    As both air and water are precious resources in space, NASA needed an easier way to make these incredibly small droplets. Charles Buhler and Jerry Wang of NASA’s Kennedy Space Center in Florida led the efforts to develop this capability, with Edward Law of the University of Georgia as a consulting expert. Eventually, the NASA team developed a new design by learning from existing technology called a mister nozzle. The benefit of a mister is that even though the interior volume of the nozzle is small, the pressure inside never builds up, which makes it perfect for enclosed small spaces like the space station.
    As the sprayer industry is a tight-knit group, technology transfer professionals at NASA reached out to the companies that could use a nozzle like this on Earth. Electrostatic Spraying Systems responded and later licensed the sprayer design from the agency and incorporated it into the company’s Maxcharge product lines.
