    Today, the Biden-Harris Administration is announcing that over 250 organizations, businesses, and stakeholders across the country have made voluntary commitments to the White House Challenge to Save Lives from Overdose.
    The Challenge, launched earlier this year, is a nationwide call-to-action to stakeholders across all sectors to increase training on, and access to, life-saving opioid overdose reversal medications like naloxone. The voluntary commitments highlighted today build on progress made under President Biden and Vice President Harris’s Unity Agenda, which calls on all Americans, in red states, blue states¸ and everywhere in between, to come together and help address the nation’s overdose epidemic.
    Under President Biden and Vice President Harris’s leadership, the Biden-Harris Administration has taken historic action and made unprecedented investments to reduce overdose deaths. The Administration removed decades-long barriers to treatment for substance use disorder and expanded access to life-saving overdose reversal medications like naloxone.  The Administration also acted to make naloxone available over-the-counter at groceries and pharmacies for the first time in history. Today, the nation is now seeing the largest decrease in overdose deaths on record.
    The White House received commitments to the Challenge from private and public entities, spanning entertainment and hospitality, professional sports leagues, health care providers, trade associations, schools and universities, technology companies, transportation partners, faith groups, private businesses, and more. A number of organizations and businesses made new voluntary commitments as part of the White House Challenge to Save Lives from Overdose, including:
    Amazon is equipping its North American operations facilities with naloxone and bolstering its emergency response procedures with comprehensive training for employees on how to recognize signs of an opioid overdose and properly administer naloxone. Amazon is rolling out its naloxone program in two phases, starting with its most densely populated fulfillment centers. By early 2025, the program will expand to all of Amazon’s operations sites in the U.S., covering over 500,000 employees at hundreds of sites nationwide.
    American Federation of State, County and Municipal Employees (AFSCME) commits to train its members and staff on proper use of opioid overdose reversal medications. They also commit to including opioid overdose medications in all first aid kits.
    The Association of Flight Attendants-CWA (AFA) is working with the Federal Aviation Administration (FAA) to implement naloxone on flights, including trainings. They previously worked with the FAA to require that Emergency Medical Kits (EMK) carried by passenger airlines include naloxone.
    Atlanta Public Schools (APS) is implementing a district-wide training available to all school staff to recognize and reverse overdose. Currently, 136 APS health and security personnel have completed naloxone training. APS stocks naloxone in every elementary, middle, and high school in the district, serving nearly 50,000 students and 8,000 employees, and has opioid educational posters and brochures to increase school community awareness.
    Butler University formed the Butler Overdose Action Team, comprised of faculty, staff, and student leaders, in response to the White House Challenge to Save Lives from Overdose. The team is leading campus-wide initiatives to increase awareness, training, and access to lifesaving opioid overdose reversal medication, and collaborating with local health organizations in Indianapolis to promote education on opioid use disorder on campus. Butler also recently placed naloxone in all 58 Emergency Kits across campus, and plans are underway for comprehensive naloxone training for students and employees.
    Charleston County School District (CCSD) commits to working with their community and local substance use agencies to provide educational programs on and promote the use of opioid overdose reversal medications (OORM). CCSD’s substance use program commits to educate students, staff, and parents/caregivers about the dangers of illicit fentanyl and how OORM can save lives. In addition, CCSD works closely with district nursing staff on the use and availability of OORM in CCSD’s 83 schools that serve approximately 49,000 students.
    The Dallas Area Rapid Transit Police Department commits to train and equip all of its Police Officers with naloxone. The Department supports a regional transit agency in the Dallas/Fort Worth metroplex, covering six counties and thirteen cities.
    Deloitte LLP will equip U.S.-based Deloitte Offices with naloxone by December 2024. Naloxone will be placed in Automated External Defibrillator (AED) cabinets at its offices across the U.S. Further, Deloitte will train select office personnel to recognize and help treat overdose.
    Keystone Contractors Association (KCA) is recommending to its members that every construction jobsite and contractor’s office have naloxone available on-site. This builds upon KCA’s work in prior years in launching the Pennsylvania Construction Opioid Awareness Week to get resources and training to construction employers to provide to their workers.
    Laborers International Union of North America (LIUNA) commits to reach its 500,000+ members, their families, and LIUNA affiliates with education on the importance of naloxone on jobsites, training on how to use the medication, and information on where and how to get it. This work is in addition to developing and promoting comprehensive safety and health information on opioid use.
    The National Hockey League (NHL) commits to working with its clubs and staff to make life-saving medication readily available across NHL offices and in arenas. NHL is helping clubs make naloxone available at home games with their first aid units, and ensuring on-site personnel are trained to administer it on game nights. NHL is also advising clubs to include naloxone in their travel medical kits, and encouraging its availability in the visiting team’s emergency bags.
    San Diego Metropolitan Transit System (SDMTS) now trains every newly hired Code Compliance Inspector (CCI) from the Transit Security and Passenger Safety Department in the recognition of opioid overdose and issues naloxone as required equipment for staff. In 2024, CCIs administered naloxone nearly 200 times, and the SDMTS Bus Division Road Supervisors also started carrying naloxone. SDMTS started training CCIs to carry and administer naloxone in July 2021 in response to the overdose crisis.
    Commitments from these entities build upon steps taken in recent years by other organizations that joined the White House Challenge to Save Lives from Overdose to address the overdose epidemic. Examples of these actions from organizations include:
    American Heart Association and Opioid Response Network are partnering on the EmPOWERED to End Opioid Misuse and Stimulant Use Disorder Initiative that aims to address opioid and stimulant usage within Black and Hispanic communities. They have partnered with Black and Hispanic churches to implement community trainings and disseminate educational tools to facilitate open and honest conversations with a wide range of people on the stigmatization of people experiencing opioid and substance use disorders.
    International Union of Painters & Allied Trades (IUPAT) District Council 35 prioritizes support for and awareness of mental health and substance use, and provides overdose education and training on naloxone to its members and apprentices. IUPAT also distributes naloxone to its members, apprentices, and jobsites. IUPAT is part of a broader effort by the Massachusetts Building Trades Recovery Council, which has distributed more than 11,000 doses of naloxone to 14 building trades unions across Massachusetts for distribution to their membership. The Recovery Council receives naloxone from Massachusetts’ Bureau of Substance Abuse Services’ Community Naloxone Program.
    The Jacksonville Transportation Authority (JTA) in Florida has developed overdose rescue training for operations, safety, and security staff, and implemented a ‘bus marshal’ program, where naloxone-equipped security officers ride strategically-targeted routes. This led to saving the life of a bus passenger who was experiencing overdose. JTA also launched ‘Safety on the Move’, delivering free overdose prevention and rescue training and naloxone kits to at-risk communities in partnership with Drug Free Duval, Community Coalition Alliance, Centers for Disease Control and Prevention (CDC) Foundation, and North Florida High Intensity Drug Trafficking Area (HIDTA) Overdose Response Strategy.
    The North Carolina Council of Churches (NCCC) hosts a Partners in Health and Wholeness initiative that works to bridge the issues of faith, health, and justice. This includes the Overdose Response program that offers opioid workshops to faith communities that seek to learn more about the opioid crisis and how they can help with response, and incorporates naloxone distribution upon request. They also received grant funding to provide local churches with resources for opioid-related initiatives for their members. 
    The Restaurant Association Metropolitan Washington (RAMW) has more than 1,400 businesses in its membership, including restaurants, food and hospitality vendors, and allied businesses that work within the food industry in DC, Northern Virginia, and Suburban Maryland. RAMW began partnering with the DC Department of Behavioral Health (DBH) to provide overdose education and naloxone distribution to restaurants in DC, including large trainings for business improvement districts. Restaurants can order a kit to receive by mail from RAMW’s website.
    The San Francisco Entertainment Commission is partnering with the San Francisco Department of Public Health to raise awareness about the presence of illicit fentanyl at and around nightlife spaces, and increase the entertainment industry’s access to life-saving naloxone. To date, they have led in-person trainings for staff at 18 nightlife businesses in San Francisco, distributed 300+ doses of naloxone at outreach events, and reached approximately 900 nightlife attendees through on-stage overdose prevention trainings before performances and other events.
    This Must Be the Place is a nonprofit providing free naloxone to attendees at music venues and festivals across the country. They committed to passing out over 60,000 free kits of naloxone at places like Lollapalooza, Bonnaroo, Austin City Limits, and Dreamville. Seventy percent of the population they reach are receiving naloxone for the first time.
    United Airlines equips each of its enhanced medical kits on every aircraft and station across the network with opioid overdose reversal medications. All of United’s 28,000+ flight attendants are annually trained in the proper use of these life-saving medications. Over the past five years, United has purchased nearly 1,200 units annually, ensuring greater safety for both passengers and crew, including flight attendants and pilots.
    The University of Rhode Island (URI), through its Cooperative Extension program, established the Community First Responder Program (CFRP). CFRP provides more than 50,000 kits annually. CFRP offers in-person and online educational trainings for the public at schools and town halls, and to healthcare providers, first responders, police, and more. They also distribute naloxone and safer-use kits at events in partnership with CVS Health and the U.S. Postal Service. CFRP has expanded services to rural regions of five other New England states through a grant from the Substance Abuse and Mental Health Services Administration (SAMHSA). CFRP is expanding its regional rural overdose education via collaborations with New Hampshire Cooperative Extension, Husson University School of Pharmacy (Maine), University of Maine Cooperative Extension, Western New England University College of Pharmacy (Massachusetts), and University of Vermont Cooperative Extension. As naloxone is often inaccessible to New England’s rural regions, CFRP offers to mail no-cost naloxone to participants completing its online interactive module, “Become a Community First Responder.”

    In support of President Biden and Vice President Harris’ whole-of-government approach to address the overdose epidemic, federal agencies are working to help expand access to life-saving opioid overdose reversal medications like naloxone and save even more lives. These efforts also align with updated Guidelines for Safety Station Programs in Federal Facilitiesreleased in December 2023:
    The United States Department of Agriculture (USDA) has authorized first responders in its Office of Safety, Security and Personnel and throughout the U.S. Forest Service who are equipped and trained in the administration of opioid overdose reversal medications (OORM).  Additionally, USDA’s Center for Faith-Based and Neighborhood Partnerships has provided OORM trainings to over 40 community partners across 15 states as part of its Rural and Farming Communities Mental Health and Suicide Prevention work. USDA remains committed to continuing and expanding the reach of these trainings.
    The Department of Commerce‘s Office of Export Enforcement (OEE) is training Special Agents in the use of opioid overdose reversal medications (OORM) in October 2024, allowing OEE Special Agents to safely and effectively deploy them. OEE will have OORM accessible during all preplanned enforcement operations by January 2025. 
    The Department of Defense (DoD) is committed to opioid safety and prevention of overdose. To strengthen DoD’s emergency response protocols, naloxone is available across installations in the Continental United States and training programs have been expanded, ensuring first responders are equipped and trained. The DoD remains committed to the safety and prevention of overdose by continuing its efforts to provide naloxone access to DoD first responders and investigators and to provide associated trainings beyond DoD first responders.
    The U.S. Department of Health & Human Services (HHS) is increasing training on and access to naloxone. The Indian Health Service (IHS) now mandates annual overdose response training for all IHS employees, contractors, students, and volunteers. Further, before 2025, naloxone training and a guide on procuring naloxone (i.e., using state standing orders, city and county public health departments, etc.) will be available to all U.S. Public Health Service Commissioned Corps officers, and naloxone will be available in safety stations at all HHS regional offices. Substance Abuse and Mental Health Services Administration (SAMHSA), in partnership with the Program Support Center (PSC) and the Office of the Assistant Secretary of Health (OASH), will equip all AED stations in its headquarters with naloxone, and SAMHSA hosted an annual naloxone training for all staff as part of its International Overdose Awareness Day recognition. Additionally, naloxone training will be added to the HHS Learning Management System available to all HHS personnel, including volunteer Federal Civilian Responders.
    The Department of Homeland Security (DHS) issued, and recently updated, a policy regarding the Administration of Naloxone by Non-Healthcare Providers. This policy directs DHS agencies and offices to identify their workforce populations at higher risk of exposure and develop a program to equip them with both naloxone and the training to use it.  The DHS Office of Health Security (OHS) developed virtual and in-person training modules that DHS agencies and offices can use to train their non-healthcare providers or as the basis for developing their own workforce-specific training. DHS continues to work to operationalize formal programs that equip non-healthcare providers with Component-procured naloxone.
    The Department of the Interior (DOI) has issued guidance on the training, carrying, and use of naloxone by DOI employees who may come into contact with persons suspected of opioid overdose during their normal course of duties. The guidance allows critical first responders – including emergency medical responders and emergency medical technicians (EMR/EMT), firefighter EMTs, and law enforcement officers – to have access to opioid overdose reversal medications at various sites nationwide, including national parks and tribal lands. As DOI components continue to conduct risk assessments to identify high-risk areas and appropriate personnel to be trained, the Department is poised to implement vital resources efficiently to preserve life and protect the public.
    The Department of Justice (DOJ) has enacted policies so employees most likely to encounter overdose victims have access to opioid overdose reversal medications (OORM) and the training to safely and effectively deploy them. Pursuant to these policies, its law enforcement agencies – Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), Drug Enforcement Administration (DEA), Federal Bureau of Investigation (FBI), and U.S. Marshals Service – will have OORM accessible during all preplanned enforcement operations; all Federal Bureau of Prisons staff at all sites will have access to OORM 24 hours a day; and all DOJ public-facing facilities and law enforcement facilities will have safety stations equipped with OORM.
    The United States Postal Service (USPS) has trained 59,000 employees in 1,318 facilities in U.S. counties facing high numbers of overdose deaths in response to the White House Challenge to Save Lives from Overdose. Also, USPS has procured and distributed naloxone to first aid kits in these facilities. As the USPS continues it communication activities on overdose prevention, it expects to reach over 500,000 employees, many of whom have public-facing roles as part of the Postal Service’s ubiquitous footprint across the United States. 
    The Department of Veterans Affairs (VA) is working to make training available to all employees by December 2024 and will develop and issue a policy statement to support naloxone implementation by March 2025. VA also pledges to ensure opioid overdose reversal medications are available in all high-risk Veterans Health Administration health care areas, including at VA Medical Centers and outpatient clinics, and in all Vet Centers by the end of 2025.

  • MIL-OSI USA: FACT SHEET: Biden-⁠ Harris Administration Holds Workforce Hub Convening in Milwaukee, Announces Commitments to Expand Pathways into Good-Paying  Jobs

    Today, President Biden announced new actions from his Investing in America agenda to connect Milwaukee, Wisconsin residents to good-paying jobs, including replacing lead pipes and upgrading infrastructure through the Milwaukee Workforce Hub. The city’s Hub is one of nine Investing in America Workforce Hubs launched by the Biden-Harris Administration to ensure all Americans —including women, people of color, veterans, and other that have been historically left behind–have access to job opportunities, and the training needed to fill them. This announcement comes during President Biden’s visit to Milwaukee, where he announced EPA’s final rule to replace lead pipes within a decade and announced $2.6 billion in new funding to deliver clean drinking water nationwide. Thanks to funding from President Biden’s Bipartisan Infrastructure Law, infrastructure projects totaling nearly $100 million are in the works across the City of Milwaukee. As part of these investments, the city has begun replacing 100 percent of its lead service lines, reducing the timeline for replacement from 60 years to 10 years in alignment with the President’s goal. The Biden-Harris Administration will create thousands of jobs for Milwaukee residents through these investments, and will continue to collaborate with local organizations, ensuring the city is training the skilled workers needed to accomplish these projects. The City of Milwaukee and the Milwaukee Metropolitan Sewerage District are leading the charge in creating workforce opportunities for the community. Today, collaborators in the Milwaukee Workforce Hub are announcing commitments that will expand pathways into these good-paying jobs to meet the President’s goal. Scaling Up and Expanding Apprenticeships Registered apprenticeships are the gold-standard model for training a new generation of workers in the skilled trades and provide pathways to high-quality jobs for women and other historically underrepresented groups. Since taking office, the Biden-Harris Administration has invested more than $730 million to expand Registered Apprenticeships and pre-apprenticeships nationwide, leading to the hiring of more than 1 million apprentices. In Milwaukee, local organizations are taking steps to use more apprentices on public projects and prioritize graduates of local pre-apprenticeship programs which serve underrepresented populations. These steps build on the city’s existing program, which puts residents on a path to a journey-level position in a skilled trade.    In total, these actions will create opportunities for hundreds of new apprentices and help to grow certified pre-apprenticeship programs serving underrepresented populations, including high school students from Milwaukee Public Schools. These opportunities include:
    The City of Milwaukee’s Department of Public Works and Milwaukee Water Works will run a pilot from 2025 to 2027 and require that 10 percent of all labor hours within each craft go to apprentices—half of whom must come from certified pre-apprenticeship programs that serve residents of Milwaukee who are currently underrepresented in apprenticeships. The new requirement would apply to multiple major road construction bids totaling $102 million, including a $36 million Reconnecting Communities project to reconnect communities divided by a road that prioritizes vehicle traffic over bikers and pedestrians, and a $24.3 million RAISE project to make complete streets improvements along one and a half miles of Villard Ave, including raised bike lanes, signal improvements, and curb extensions. The pilot will apply to all contracts replacing at least 300 lead service lines, creating 175 apprentice jobs and covering an estimated $82 million of lead service line replacement funding from President Biden’s Bipartisan Infrastructure Law.
    Milwaukee Metropolitan Sewerage District (MMSD) will also change their procurement policies to require apprenticeships for all crafts working on all their projects, helping to bring new workers into specialized crafts like pipefitting and operating engineers. For 2025, this policy would apply to construction bids totaling approximately $90 million for the reclamation facilities, the conveyance system, and flood management projects. This policy is estimated to create at least 80 apprentice jobs, 40 percent of whom will be required to come from certified pre-apprentice programs serving traditionally-underrepresented residents of Milwaukee.  
    The Wisconsin Department of Transportation (WisDOT) continues its efforts to develop a local workforce to build state highways. Currently, WisDOT has implemented a Federal Highway Administration pilot on a $65 million freeway project which sets incentives for local residency workforce and apprentice requirements as part of federally funded highway projects. The department will consider the use of the special provisions in future projects to grow this effort in the Milwaukee area.
    Milwaukee area unions and postsecondary providers have committed to increase their apprenticeship classes as demand for apprentices on public contracts increases—projecting to increase classes by at least 200 apprentices. Specific union level increases include 50 new apprentices from the Laborers’ International Union of North America, 70 from the International Association of Bridge, Structural, Ornamental and Reinforcing Iron Workers, 75 from the United Brotherhood of Carpenters and Joiners of America, and 20 from International Brotherhood of Electrical Workers.
    The City of Milwaukee’s Environmental Collaboration Office will also implement a Community Benefits Agreement as it builds a new public Electric Vehicle (EV) charging network in the city through a nearly $15 million federal grant from US Department of Transportation. This Community Benefits Agreement will require electrician apprentices on each EV charging installation and include local hire requirements consistent with the City of Milwaukee’s Resident Preference Program.  At least 40 percent of the chargers will be put in historically disadvantaged communities.
    Expanding Pipelines into Apprenticeship
    These expanded registered apprenticeship slots will create new opportunities for hundreds of workers in the Milwaukee area. The Milwaukee Workforce Hub will work to ensure every resident has access to these opportunities, by investing in pre-apprenticeship programs that offer disadvantaged communities a chance to develop the skills and work experience needed to succeed in these apprenticeships. As a result of the Milwaukee Workforce Hub, dedicated funding for pre-apprenticeships in the area will grow by at least $650,000.
    The Wisconsin Regional Training Partnership/Building Industry Group & Skilled Trades Employment Program (WRTP | BIG STEP) currently serves 1,000 individuals every year and has been a leader in the Milwaukee construction sector for decades. In the coming months and years, WRTP | BIG STEP will lead the workforce hub’s construction sector coordination and job training, convening industry partners to develop workforce programs that provide Milwaukee residents access to good-paying and union job in the skilled trades. New investments include:
    MMSD will invest $350,000 in WRTP | BIG STEP for certified pre-apprenticeship programs, including transportation assistance, stipends while participants are in training, and on-going placement and retention for first-year apprentices.
    Employ Milwaukee and philanthropic organizations will invest up to $400,000 in additional funding for WRTP | BIG STEP, including capacity building to increase participation in apprenticeship-readiness initiatives. Employ Milwaukee, the workforce board for Milwaukee, will use formula funds from the U.S. Department of Labor to support innovative customized training cohorts in to meet the needs of the local construction industry with a goal of training 60-80 workers.
    Unions in the Milwaukee region will expand their investment in WRTP | BIG STEP. Unions have been investing about $625,000 per year in this pre-apprenticeship program, which trained over 1,000 people in 2023. Over the next two years, regional trades are striving to increase their investments in WRTP | BIG STEP to at least 3 cents per hour of member work on regional mega projects, including a $3.3 billion data center being built by Microsoft in Southeast Wisconsin. Unions will also partner with Milwaukee Public Schools to prepare students for pre-apprenticeship programs.
    Providing Supportive Services
    The Milwaukee Workforce Hub will also support residents as they begin working in these growing fields, by helping residents with supportive services, including career navigation services and stipends. These investments will help ensure that workers have the resources and skills they need for continued success in the industry.
    The Wisconsin Department of Transportation will invest $507,000 in workforce development through the Highway Construction Skills Training (HCST) program. WRTP | BIG STEP receives $143,800 in funding from WisDOT to run HCST. This year, WisDOT used grant funding from US DOT to lead a pilot to expand stipends and supportive services for job training participants in HCST. Lessons learned from the pilot, will be used to look at where stipends and higher supportive services help increase graduates in the program. 
    MMSD is partnering with Employ Milwaukee and Milwaukee Community Services Corps to provide career navigation services and paid work experience for 64 participants in water sector careers with $1 million from the U.S. Department of Labor. The funding also supports the development of water industry career pathways and competency maps in partnership with the Council for Adult & Experiential Learning.
    Additional Federal Support for Workforce Development
    In addition to commitments from partners, the Biden-Harris Administration is making millions in direct investments in Milwaukee to support job training and upskilling to meet the need for these historic investments.
    EPA’s Great Lakes Restoration Initiative will incorporate key workforce development and labor best practices into the estimated $320 million in Bipartisan Infrastructure Law and other funding to clean up the Milwaukee Estuary Area of Concern. EPA will, for the first time, incorporate Project Labor Agreements into contract task orders with an estimated $275 million in Bipartisan Infrastructure Law funding. This initiative will support local and regional jobs cleaning up contaminated sediments in the Milwaukee Estuary Area of Concern. In addition, EPA is collaborating with local organizations to support local workforce development as part of the estimated $45 million in activities to restore important habitats across Milwaukee.
    The City of Milwaukee Water Works is partnering with Employ Milwaukee to upskill at least 60 city of Milwaukee workers in occupations to support the replacement of lead service lines. Employ Milwaukee is using $500,000 from the U.S. Department of Labor Community Project Funding to fund this partnership.
    Employ Milwaukee also received a $5 million Building Pathways to Infrastructure Grant from the U.S. Department of Labor that will prepare more than 480 unemployed and underemployed individuals for high-demand infrastructure jobs, including advanced manufacturing, information technology, and professional, scientific, and technical service occupations that support the growing sectors of renewable energy, transportation, and broadband infrastructure. Over $900,000 from this grant is going to the Milwaukee Area Technical College to assist underrepresented populations in accessing academic and non-academic support to enter civil engineering and drafting occupations that will support transportation and water investments from the Biden-Harris Administration. Other partners in the grant include Waukesha Area Technical College, Wisconsin Department of Workforce Development Bureau of Apprenticeship Standards, WOW Workforce Board, MKE Tech Hub, City of Milwaukee, and a variety of employers.
    The City of Milwaukee is investing more than $25 million in American Rescue Plan (ARP) funding to remediate lead paint. To help meet that demand, the City provided $3 million for Employ Milwaukee’s Healthy Homes Construction Careers Program, which is designed to connect trained workers with lead abatement certifications to contractors who are paid by the City of Milwaukee Health Department to remediate high lead risk homes. The training is free to the student, including the cost of training, certification, exam fees, stipends, incentives, and wages during work experience. To date, 344 workers had been enrolled in training so far.

    The Polytechnic University donated literature on socially significant topics, including specialized publications on construction, architecture and transport, to replenish and form new library collections in the city of Yenakiyevo in the Donetsk People’s Republic.

    The interaction of the Polytechnic University with new regions is not limited to the exchange of experience and the implementation of joint educational programs. An important aspect of cooperation has become the transfer of educational and scientific resources.

    Today, library collections in new territories are experiencing a significant shortage of high-quality specialized literature in Russian, noted Lyudmila Pankova, Vice-Rector for Educational Activities at SPbPU.

    Polytechnic University collected more than 150 textbooks and teaching aids. The authors of many publications are teachers of our university. Representatives of the Institute of Mechanical Engineering, Materials and Transport, the Institute of Physics and Mathematics, the Civil Engineering Institute, as well as the Information and Library Complex of SPbPU took an active part in collecting books.

  • MIL-OSI United Kingdom: Policing protests in London

    Policing protests and large-scale events in the capital is putting increased strain on the Metropolitan Police Service, with the Met describing the increased protests since October 2023 as the “greatest period of sustained pressure since the Olympics in 2012”.1

    This coincides with budgetary pressures in the Met, and reduced staffing and officer numbers.2 Officers from local neighbourhood teams are often redeployed to deal with protest and public order activity at short notice, impacting on local services.

    Tomorrow, the London Assembly Police and Crime Committee will hold the first meeting of its investigation into public order policing in London.

    The meeting will explore the challenges the Met is facing with policing large events and protests, as well as the recent Notting Hill Carnival, where police made 334 arrests.3

    The Committee will also look into the impact of new legislation and whether the right balance is being struck between preventing excessive disruption and the right to protest.

    Lord Timpson, Minister for Prisons, Probation and Reducing Reoffending, sets out why prison governors are at the forefront of efforts to drive down reoffending.

    Thank you for that introduction, Graham, and for the invitation to speak – it’s great to be here.

    Thanks to everyone involved for putting this event together.

    Let me start by saying just how grateful I am for the PGA’s work.

    You speak up for change, where change is needed…

    You push Government, where it needs to be pushed…

    And you do it not just for those you represent, but in the interests of public safety too.

    Your voice is valued, and we thank you for it… even when you say things we don’t necessarily want to hear.

    I know it’s your first annual conference since becoming PGA President, Tom – congratulations again on your appointment.

    Let me also congratulate your new Vice-Chairs, Mark, and Carl, on their appointments too.

    I’ve known Tom for a while now – we once even shadowed each other a few years ago, when he was Governor at HMP Wakefield, and I headed up the Timpson Group.

    I took Tom to visit some of our shops – one branch was in Uttoxeter Tesco, as I recall – while I found out what it’s like to lead one of our toughest prisons. 

    I know who has it harder…!

    And now I’m wearing a new hat, I did ask Tom if he fancied another job swap – but for some reason he wasn’t up for it.

    I can’t think why…

    I realise that the CEO of a business and prison governor are very different roles – but there are similarities, too.

    Both manage complex organisations. Both need a strategic brain, excellent management skills, the ability to communicate, inspire and motivate.

    But the main difference is this: most people know what a CEO does, what their job entails.

    You, on the other hand, are largely hidden from view. Even when prisons are plastered all over our TV screens, as they are right now.

    The average person would have little idea about your day-to-day – what it really means to lead a prison in 2024, as Tom has set out so starkly just now.

    Working every hour, under extraordinary pressure, to run safe and secure regimes.

    Dealing with self-harm, deaths and the scourge of drugs on a daily basis.

    Supporting your teams and trying to nurture them in an environment more stressful than most could imagine.

    Every challenge amplified, because our prisons are full to bursting.

    These are the realities you face every day.

    Now, prisons have always fascinated me – since I was a young boy, and my Mum, Alex, would take the babies she’d fostered into HMP Styal, so their mothers could see them.

    I’d sit outside in the car and wonder what was going on inside…

    What had these women done that was so terrible, that they couldn’t be with their babies?

    It was the start of a life-long interest.

    And as you may know, around 10 percent of people who work for Timpson are ex-offenders.

    It all started by chance 22 years ago, when, as a new CEO, I visited a local prison and met Matt – who got into a fight after his A-levels, and instead of going to university, went to jail.

    Matt showed me around the wing, and I immediately liked him. He was bright, enthusiastic, and I thought he was just the sort of person we wanted in the business.

    So I told him – “when you get out, I’ll give you a job.”

    And the rest is history.

    Matt went on to be one of our most successful branch managers – in a branch just a stone’s throw from the prison he served time in.

    He’s still there today. And while he hasn’t gone far physically, he’s travelled lightyears in terms of what he’s achieved…

    Because he had the will to turn his life around, and that extra support to get into work.

    I knew there must be more great people like Matt in our prisons, and from then on, we decided to proactively recruit ex-offenders.

    Later, working with you, we set up prison training academies…

    Then to create Employment Advisory Boards, building those vital links between prisons and local employers.

    And, in 2016, I was honoured to become Chair of the Prison Reform Trust.

    So I’ve been behind the scenes.

    And in that time, one constant has been your outstanding leadership, in the most challenging circumstances.

    It has been a privilege to get to know you, and to see the incredible work you do.

    Thank you.

    You have our deepest respect, and our gratitude.

    Over the years there has been much debate about what prison is primarily for – be it punishment, public protection or deterrence.

    Of course, it’s all of these things.  

    It’s right that dangerous people are taken off our streets – and that people who destroy lives and wreck our communities face the consequences.

    But if we cut to the core of it, prison should also be about reducing offending. That’s the only way we are genuinely going to protect the public.

    I say ‘should’, here, because it’s something we haven’t always been very good at in this country. I know you’d agree.

    Serious criminals should see the inside of a jail cell – and the most dangerous should stay there.

    But what happens next to the many offenders who will someday be let out really matters.

    For the vast majority of offenders, being locked up is a fork in the road.

    One way on that road can lead them to turn their lives around…

    The other will take them straight back to prison.

    Too often, it’s the latter. And I’ve no doubt how deeply frustrating it must be for you to see the same faces at your gates again and again.

    The numbers are clear – 80 percent of offending in this country is reoffending. That is too high by any measure.

    But I know just how determined you are to turn that around.  

    We all know what the answers are. I know that you know what needs to be done. My job is to help you realise those ambitions.

    Having worked in the family business since I was 14, I hope I’ve learnt a few things about leadership and responsibility along the way. There are plenty of philosophies out there.

    I found that a strong culture and high standards – rooted in trust, and kindness – was what worked for us.

    And I firmly believe that strong leaders – you – are the single most important element in a good prison.

    You set the culture…

    You set those high standards for your teams to follow, and for the prisoners you rehabilitate.

    And I can’t stress enough how important high standards are in our prisons.  

    Put it this way – I’ve never known a great organisation to have poor standards.

    That starts with the basics – a clean, tidy, environment, where prisoners and staff respect the rules.

    When I was a CEO, I’d check the Timpson head office car park for weeds and litter…

    Small things, I know. But they really matter…

    Those first impressions for people arriving really matter…

    And as leaders, it’s our job to lead by example.

    And in over 20 years of being involved with prisons, I can’t think of a time when your job has been tougher.

    For too long, you’ve been doing your best in very challenging circumstances.

    People don’t turn up to work to get beaten up, they turn up to inspire people, and to and turn lives around.

    Yet our crammed prisons are breeding violence – which threatens everyone’s safety, staff and prisoners alike…

    Staff shortages – and a lack of experienced staff – stretch your ability to run the kind of regimes you want to run.

    While so many of your prisons are dilapidated, in desperate need of repair…

    I’m grateful to Charlie Taylor – who is up next – for HMIP’s unflinching focus on these issues.

    And I know it hasn’t been easy, trying to rehabilitate offenders in a system teetering on the edge of disaster.

    A system that, when we came into government, had been run at 99 percent capacity for months.

    I should emphasise – none of this is your doing – in fact, the PGA has been sounding the alarm loud and clear.

    That’s why we had to take the tough decision to bring in changes to automatic release to ease the pressure on our prisons.

    It was, quite literally, a rescue effort.

    If we hadn’t acted, the justice system would have ground to a halt:

    Courts would have been unable to hold trials and police unable to make arrests.

    We would have faced the total breakdown of law and order.

    We only have to look at the recent disorder on our streets to see how close to catastrophe we came…

    Because we could deliver justice swiftly, we brought the violence to an end.

    But, in the process, we came dangerously close to running out of prison space entirely.

    We had no choice but to introduce emergency measures in the first few days of this new Government.

    It was only thanks to the heroic efforts of prison and probation staff, that we pulled through.

    We didn’t want to do this. But we were left with no choice…

    To attempt to delay any further, would have allowed our justice system to collapse.

    We could never have allowed that:

    This Government will always put the safety of the public – first.

    Throughout all of this you have been under immense pressure.

    Offender management units, in particular, have borne the brunt of several emergency measures…

    While more broadly the estate has coped with higher numbers of late arrivals and redirections.

    It’s in times like these that strong leadership matters most. We couldn’t have managed this crisis without you.

    And while there is still work to be done ahead of the next releases later this month, I want to thank you, again, for everything you’ve done to get us to this point.

    So, our changes have bought us some time. Time for the system to catch its breath.

    But these challenges haven’t just disappeared, and the crisis isn’t over.

    If things don’t change, we’ll end up in the same position all over again… Sooner than we care to mention.

    I want us to get a point where you can run your prisons how you want to run them…

    That is why the Justice Secretary has been clear that getting prisons built is a priority for her.

    That is why we will take control of the planning process, and deem prison development of national importance.

    And we also need decent regimes, that help offenders turn their backs on crime for good.

    I know there is brilliant, innovative work going on, and I want to encourage more of it.

    But innovating is difficult – impossible, even – when you’re so full that you can’t let prisoners out of their cells.

    That’s why it is essential we resolve this capacity crisis…

    So we can support and empower you to go even further to reduce reoffending.

    And, if we create the right conditions for you to do your jobs as you’d want to do them – I hope to see more of you staying in post for longer, too.

    Stability at the top is crucial.

    Because our prisons are on a journey, and there’s a long road ahead.

    Culture change doesn’t happen overnight.

    In my experience, it can take anywhere from three to five years to really move an organisation on.

    Much of our success will be down to you, our prison leaders.

    So I want to see more of you staying on that road for longer – and I want you to tell me how we can support you to do that.

    Great prisons need great leaders. But second, they need hardworking dedicated staff, like the officers in your teams.

    Fundamentally, prisons are a people business – like any company.

    As a CEO, I found that the happier people are in their jobs, the better they work. If they feel valued, trusted and cared for, they are going to perform well for you.

    And in your teams, people are working under such intense pressure day in, day out.

    The relationships – between you, and your staff… and your staff and your prisoners – go right to the core of safe, decent prisons.

    If we invest in officer training – in their well-being, and development – we empower them to do much more than simply maintain order.

    We empower them to become agents of change – to help people turn their lives around.

    I’ve met plenty of men and women who say that a prison officer transformed their life.

    Officers who took the time to mentor them – who really got to know the people on their wing.

    Who knew if their mum wasn’t well, or when their kids were starting school.

    But to be a prison officer requires a unique set of skills – quite unlike any other job.

    That ‘jailcraft’ equips officers for the challenges they will face every day. It takes time, and continual learning.

    Before joining the Government, I had the privilege of leading a review of prison officer training – speaking to hundreds of officers across the estate.

    It’s clear we have some decent foundations – but we can do so much more.

    I want to see more in-depth training that fully prepares officers for the realities of the role, right from the start.

    Greater consistency – with a strong curriculum and clear standards…

    More local ownership of training…

    Clear channels of accountability…

    And a culture of ongoing learning throughout an officer’s career…

    One that rightly builds pride in this absolutely critical role.

    I want to push forward with these changes, and I’ll say more about this as soon as I can.

    The third element of a good prison is, of course, purposeful activity.

    Prison education and training has a huge influence on the path offenders choose to take.

    It’s crucial that we get this right if we are to release better citizens, not better criminals.

    Yet I’ve seen people leave prison not even knowing how to use a computer.

    When we spend so much of our lives – and jobs – online, how are they supposed to get on in the modern world?

    That’s just one example. There are many others.

    But the point is clear: when you don’t have the right skills to get a job, slipping back into old habits is all too easy.

    And the lure of easy cash might feel like the only way to put money in your pocket.

    So, it might not come as a surprise that I’m passionate about prison education and training.

    Training that opens doors – that gives prisoners pride – and real skills that today’s employers want.

    I’m clear that prison is a punishment. But that’s no reason to stop the one in four working-age people in the UK who have criminal records from getting jobs.

    We know that prison leavers are less likely to reoffend if they have a job within a year of release.

    So, getting them into work doesn’t just cut crime, it boosts our economy too.

    That’s a win-win we can’t ignore.

    But for many, the process of applying for jobs can be daunting.

    That’s why I’m pleased to see a new partnership – between the Chartered Institute of Personnel and Development Trust and the New Futures Network.

    It will embed HR professionals in EABs…

    Ensure that prison leavers can access HR advice to support them into work…

    Provide mentoring for Prison Employment Leads…

    And help us to create even closer links between prisons and local employers.

    And, I can testify, former prisoners make great colleagues.

    In my experience, they work hard, they turn up on time, and they are trustworthy – because they are so hungry to prove themselves.

    The amount they can achieve – starting from rock bottom – is nothing short of extraordinary.

    It’s no exaggeration to say that some of the most accomplished people I know were once in prison.

    They want to grasp that second chance with both hands.

    Together – let’s make sure they get it.

    Our fourth route to reducing reoffending is by tackling the scourge of drugs in our prisons.

    As you know so well, drugs undermine rehabilitation, fuel violence, debt, and are a sure path back into crime.

    Nearly half of prisoners have a history of drug misuse.

    Many will have addictions when they turn up at your gates, but too many who were clean on the outside are drawn into drugs on the inside.

    That flies in the face of what we want our prisons to achieve.

    The answer is clear.

    First, we need to stop drugs getting into prison. We can hardly expect prisoners to kick the habit if our jails are a sweetshop for drugs.

    We know what you are up against. Not least the growing use of drones to smuggle drugs – and the phones that power the illicit market – over your walls…

    And the increasing threat of synthetic opioids…

    We have to adapt rapidly if we are to protect our staff and prisoners.

    Second, we need prisons to drive demand for drugs down, not up.

    Purposeful activity is so important here. If prisoners have meaningful ways to spend their time, they’re less likely to turn to drugs through boredom, or distress.

    Staff training is crucial too. Your teams have to understand drugs, and addiction, so they can make sure prisoners get the right support, and are helped to recover.

    Third, prisoners with an addiction need treatment.

    There is good evidence to show this reduces reoffending – but we also need to make sure they stay in treatment after release. That groundwork starts in prison.

    And fourth – where it’s safe and appropriate – we should be driving more people with a drug problem away from prison and into treatment.

    That could include greater use of drug and alcohol treatment requirements attached to community sentences, for example.

    There are no easy solutions, but I want to work with you to create a system where people leave custody prepared to lead productive, drug-free lives.

    I know there is innovative work going on out there – and I want to explore how we can replicate that work elsewhere.

    As I come to a close, let me say again – this is the beginning of a new journey for our prisons.

    This Government will rebuild and reform the system.

    We’ll accelerate the prison building programme, to make sure we have the cells we need.

    We’ll soon publish our ten-year capacity strategy, setting out how we will acquire new land for prisons, and reform the planning process.

    And, as you’re aware, we will carry out a review of sentencing – with a focus on how it both protects the public and reduces reoffending.

    We’ll soon be in a position to share the terms of reference of that independent review and announce its chair – and I know the PGA will play its full part once it is underway.

    As I’ve said, change takes time. It also takes stamina. The last Government hardly led by example – 14 Prison Ministers in as many years isn’t a record to be proud of.

    So I can assure you – it’s very much my intention to stay the course.

    I want you to judge me on my actions. When I’m back here next year, and the year after that, let’s see where we’ve got to.

    I’m fortunate to have started this job with a good working knowledge of prisons, but it’s been humbling to visit some of you recently, and be reminded of the complex and challenging work you do every day.

    The CMA has published its response to the Ministry of Housing, Communities and Local Government consultation on planning system reform.

    The CMA responded to the consultation on proposed reforms to the National Planning Policy Framework and planning system, led by the Ministry of Housing, Communities and Local Government (MHCLG).

    The CMA’s response welcomes the government’s intent to reform to the planning system in England, as these reforms consider options we had identified in our Housebuilding Market Study.

    The response also sets out where the CMA thinks the UK government should consider further reform, particularly on reform of statutory consultees, taking steps to increase the variety of houses being built, and taking further steps to support small and medium housebuilders. It also urges the government to respond to our Market Study recommendations, and so tackle issues in private management of public amenities and issues in consumer protection for buyers of new build homes.

    A geomagnetic storm lit up the night sky in parts of the US during the first weekend in October. South Africa’s National Space Agency (Sansa) told reporters that the storm had originated from a solar flare “that erupted from sunspot 3842 on October 3”. It said this was the strongest Earth-facing solar flare recorded by Sansa in the past seven years and that the eruption briefly affected high-frequency radio communications, “resulting in a total radio blackout over the African region which lasted for up to 20 minutes”.

    What is a geomagnetic storm? The Conversation Africa asked Sansa’s Amoré Nel, who researches geomagnetics, to explain.

    What is a geomagnetic storm and how common are they?

    A geomagnetic storm is a disturbance in Earth’s magnetic field caused by solar activity. There’s a reaction called nuclear fusion that occurs continuously deep within the Sun’s core. This generates massive amounts of energy. Some of the energy is released as light (sunlight), some as radiation (solar flares), and some as charged particles.

    The Sun also continuously emits a stream of charged particles known as the solar wind. Occasionally, the Sun releases larger bursts of energy, called coronal mass ejections. It sends clouds of these charged particles, or plasma, hurtling through space. I like to explain it to children this way: the Sun sometimes drinks a soda too fast and then burps. This “burp” is the cloud of plasma which then travels through space. These emissions don’t always hit us. But when they do, they collide with Earth’s magnetic field, disrupt it, and lead to a geomagnetic storm.

    Earth’s magnetic field is an invisible force that surrounds our planet, acting like a giant magnet with a north and south pole. It helps protect us from harmful solar radiation by deflecting charged particles from the Sun.

    The solar flare from 3842 emitted both X-flares (radiation) and a coronal mass ejection. X-flares are radiation; they travel at almost the speed of light and reach Earth within minutes. That’s what caused the brief communications disruption Sansa mentioned on 3 October. But the coronal mass ejection takes much longer to reach us. We’d predicted it would do so over the past weekend but in fact it only reached us on the morning of 8 October.

    Geomagnetic storms occur fairly often. Minor ones happen multiple times per year. The severity of a storm depends on how strong the solar event was that caused it. Larger, more intense storms are less common but can happen every few years. Solar events are closely tied to the Sun’s 11-year solar cycle, which has periods of high and low activity. During the peak of the cycle, called solar maximum, more sunspots and solar flares occur, increasing the likelihood of solar storms.

    We are now heading towards the peak of Solar Cycle 25, which will be in July 2025. Solar maxima usually last between two and three years.

    Are these storms dangerous? What damage can they cause?

    Geomagnetic storms are not typically harmful to humans directly, but they can pose risks to modern technology and infrastructure. One of the most notable dangers is to power grids. Powerful storms can induce electric currents in power lines, potentially overloading transformers and causing blackouts, as happened in Quebec, Canada, in 1989.

    Satellites in space are also vulnerable. A strong storm can damage electronics onboard, disrupt communication signals, and shorten the lifespan of the satellites themselves.

    In aviation, geomagnetic storms can disrupt radio communication and GPS signals, which are vital for aircraft navigation. This is especially important for flights that pass near the polar regions, where the effects of geomagnetic storms are more pronounced. Astronauts and spacecraft are also at risk – the extra radiation can be dangerous for equipment and human health.

    Are there any upsides to this phenomenon?

    Auroras are a visually stunning aspect of geomagnetic storms. These colourful displays in the night sky occur when charged particles from the Sun get captured in Earth’s magnetic field lines, and funnel down towards the poles. Here they interact with Earth’s atmosphere, releasing energy that produces shimmering lights.

    Auroras can be seen at both the north and south pole, aptly named the northern and southern lights. If storms are big enough, it’s possible to see them in regions much further away from the poles. This happened in South Africa on 11 May 2024.

    Studying geomagnetic storms provides valuable insights into space weather. By understanding how the Sun’s activity affects Earth, scientists can better predict future storms and work to protect the technologies we rely on. The study of geomagnetic storms also contributes to our understanding of the Sun and space in general.

    Can monitoring the storms mitigate the risks?

    Geomagnetic storms are monitored using various instruments on Earth and in space. On Earth, magnetometers measure changes in the magnetic field, allowing scientists to track disturbances as they happen. Sansa operates a dense network of Global Navigation Satellite System receivers in Africa, and magnetometer stations in various parts of southern Africa, for this reason. The agency is currently setting up a magnetometer station in Ethiopia, too. This will improve our ability to monitor geomagnetic storms.

    In space, satellites equipped with sensors monitor the Sun’s activity and detect solar flares or coronal mass ejections before they reach Earth. This data feeds into prediction models used in space weather centres across the globe.

    Once a storm is detected, agencies like Sansa issue alerts and forecasts. These warnings help industries such as power grid operators, satellite companies and aviation authorities to prepare for a storm.

    For example, power companies can temporarily shut down or reconfigure parts of the grid to avoid overloading during a storm. Satellite operators can place their spacecraft into safer operating modes, such as switching off electronic components, and airlines can reroute flights away from high-risk areas.

    Monitoring alone can’t prevent all the damage caused by geomagnetic storms. But it can greatly reduce the risks. Thanks to early warning systems we can protect crucial infrastructure and minimise the effect these storms have on our daily lives.

  • MIL-OSI United Nations: New Permanent Representative of Ecuador Presents Credentials to the Director-General of the United Nations Office at Geneva

    Marcelo Vàzquez Bermúdez, the new Permanent Representative of Ecuador to the United Nations Office at Geneva, today presented his credentials to Tatiana Valovaya, the Director-General of the United Nations Office at Geneva.

    Prior to his appointment to Geneva, Mr. Vàzquez Bermúdez had served as the Legal Adviser of the Ministry of Foreign Affairs of Ecuador since 2020. From 2014 to 2019, he was Ecuador’s Deputy Permanent Representative to the Organization of American States.  He was Legal Adviser of the Vice Minister of Foreign Affairs of Ecuador from 2011 to 2013, and the Permanent Delegate of Ecuador to the United Nations Educational, Scientific and Cultural Organization from 2006 to 2011.  He also served as Legal Adviser of the Ministry of Foreign Affairs from 2003 to 2006, and Legal Adviser of the Permanent Mission of Ecuador to the United Nations in New York from 1998 to 2003.

    Mr. Vàzquez Bermúdez has been First Vice-Chairman and then Chairman of the International Law Commission of the United Nations since 2023, and has served as its Special Rapporteur for General Principles of Law since 2018.  He has held other positions with the Commission over the years.  He has also lectured at several Universities and has published books and articles on international law.

    Juan Alberto Castillero Correa, the new Permanent Representative of Panama to the United Nations Office at Geneva, today presented his credentials to Tatiana Valovaya, the Director-General of the United Nations Office at Geneva.

    Mr. Castillero Correa served as the Permanent Representative of Panama to the United Nations Office at Geneva from 2019 until June 2024.  He also held the same post from 2004 to 2009. He served as non-resident Ambassador to Qatar from 2008 to 2009, and as ad hoc and ad Honorem Ambassador of Panama in special mission from 1996 until 1999.

    Since 1975, Mr. Castillero Correa has worked as a lawyer, practicing public and private international law in relation to treaties and contracts, corporate law, maritime law, air law, privatisation, and tenders. 

    Mr. Castillero Correa was born in 1948. He holds a Bachelor of Science from the National Institute of Panama (1966) and a degree in law and political science from the University of Panama (1975).  He attended the French Language and Civilization School of the University of Geneva (1975), and studied private international law at the Faculty of Law of the University of Geneva (1976).  He is a member of the Panamanian Bar Association and the Maritime Law Association of Panama.

    HONOLULU — Governor Josh Green, M.D., today announced the appointment of Todd Apo to the Hawai‘i Tourism Authority (HTA) board of directors. Apo will serve in the position on an interim basis, pending confirmation by the state Senate. Apo’s term for the seat vacated by Sig Zane extends through June 30, 2028.

    “Todd is an accomplished leader with extensive experience in community development, public affairs and legal practice, making him ideal for the HTA board,” said Governor Green. “His diverse skill set and deep understanding of Hawai‘i’s unique cultural landscape will contribute significantly to advancing HTA’s goals.”

    Currently CEO of ‘Iole, a nonprofit focused on sustainability and resilience, Apo has previously served in senior roles at the Hawaiʻi Community Foundation and Howard Hughes Holdings Inc. (formerly the Howard Hughes Corp.), where he integrated cultural values into community initiatives. During his tenure as Honolulu City Council Chair, he oversaw significant legislative initiatives and budget management, strengthening community relationships and enhancing local governance.

    A novel treatment for long-term pain management that could revolutionize post-operative care and eliminate the need for opioids for many, won the first-place, $30,000 grand prize at the Wolff New Venture Competition last week.

    Professors and esteemed UConn Health researchers Lakshmi Nair, Ph.D. and Yusuf Khan, Ph.D. say they were both surprised and thrilled that their startup, Soleia Biosciences, received the award.     “This prize will really set the stage for everything else we need to do; without it we would have been stuck,’’ Khan says. “Now we can move forward with determining exactly what we need to do to show our product is both safe and effective, and get it into the hands of doctors so they can start treating patients as soon as possible.’’

    “Our job has always been to figure out how to solve medical problems that don’t have a good solution,’’ Khan says. “With the Wolff Prize, we are even closer to that reality.’’

    Competition Awarded $115,000 in Cash and Prizes

    The Wolff New Venture Competition is the School of Business’ pinnacle entrepreneurship challenge. The event on Tuesday night drew dozens of UConn entrepreneurs and their supporters to the Dunkin Park YG Club for a night of competition, camaraderie, networking, and socializing.

    This year marks the ninth anniversary of the Wolff event, which invites five outstanding UConn-affiliated startups to compete annually. Since its inception, the amount of the awards has risen from $15,000 to more than $$115,000 in cash and in-kind services.

    The five 2024 Wolff finalists have developed a diverse set of companies, from toys to e-commerce to a business-travel planning app. Preparation for the event begins in March when 10 startups are selected to participate in the Connecticut Center for Entrepreneurship & Innovation’s (CCEI) Summer Fellowship Accelerator, where they develop their businesses to become market ready.

    “This was by far the best Wolff New Venture Competition to date,’’ says Jennifer Mathieu, executive director of CCEI. “The room was packed with members of our entrepreneurial ecosystem including investors, community partners, dozens of CCEI’s entrepreneurs showcasing their startups, and many of our alumni just there to support.

    “There was an energy in the space; it was one of collaboration, community, and this level of overall excitement that everyone seemed to have about being there. I feel proud of what my team has accomplished in their support of the hundreds of startups that have participated in CCEI programs,’’ she says. “The five teams that pitched have made tremendous progress since working with CCEI. I can’t wait to see what impact they are going to have on the world.’’

    Medical Company Wins Grand Prize

    In addition to the grand prize, Soleia Biosciences also received the Legal Services Award valued at $10,000 and presented by Wiggin and Dana’s emerging companies division.

    The startup is on the cusp of a breakthrough pain-reduction treatment that can extend the duration of local anesthetics, enabling patients to be nearly pain-free and mobile. Nair says the $15 billion post-surgical pain management industry is ready for change.

    “Since opioid use can have such a negative impact on a person, it’s really critical to find non-addictive solutions for both short- and long-term pain,’’ Nair says. “This applies to everyone, young and old; nobody is exempt from these needs.  In younger people it may be part of recovering from a painful sports injury, and in older people more about managing something like osteoarthritis. Regardless of the age or disease, there is a critical need for opioid alternatives.’’

    The company already has patents and compelling pre-clinical data. The founders are looking to hire a consultant to help them begin the FDA approval process.

    Started by Two Car Enthusiasts, WheelPrice Earned Three Honors

    The $10,000 Second-Place Prize, sponsored by Santander Bank, went to WheelPrice, an online marketplace that facilitates the sales of new, used and vintage wheels. The company also won a ​$5,000 Audience Choice Award.
    sponsored by Fiondella Milone & Lasaracina (FML) and a $35,000 pro bono Digital Product Development Award from Revyrie.

    Co-founder Kyle Mayers ’13 (BUS) says the company has something for everyone. “We have wheels for every car from a Honda Civic to a Ferrari,” he says.

    Mayers and co-founder Wally Namane ’13 (BUS), ’18 MBA, both car enthusiasts, met as students through mutual friends at UConn. “We’ve had a life-long obsession with cars,’’ Mayers says.

    Today they hope to become the number one marketplace for the 67 million car enthusiasts in the U.S. Globally, consumers spend $5 billion on wheels annually. They believe their easy-to-use platform and some high-tech features, now in development, will put them in the industry’s drivers’ seat.

    Business-Travel App Took Third Place

    Since the onset of the pandemic, the number of fully remote companies has grown 400%. And although their employees may be on different coasts, Vamos founder Niko Zurita ’10 (BUS) believes every growing business requires face-to-face meetings between colleagues. He is developing an app to tailor meetings and locations to company needs, while also saving them money.

    Vamos received the $7,500 Third Place Prize sponsored by Prime Materials Recovery Inc., and a Digital Surgeons brand consulting award, valued at $10,000.

    Toy Dinosaurs, Natural Food Preservative Captivated Audience

    Lyla Andrick ’24 (CAHNR), created Happy Dinosaur, a company that sells brightly colored dinosaur stuffed animals, from her dorm room at UConn. The plush animals have become so popular that the New England boutiques that stock them can’t keep them on the shelves. As part of her presentation, she passed around a half-dozen dinosaurs, and members of the audience were delighted.

    Happy Dinosaur won a ​$5,000 Community Impact Award, sponsored by Baystate Financial, that will help Andrick create books about the main characters and create a format for children to share imaginative stories about them.

    Meanwhile Atlas, formerly Atlantic Sea Solutions, a company using seaweed extracts as a tasteless, texture-less coating to preserve the shelf-life of peaches, berries and other produce, won a $5,000 Innovation Award, sponsored by Mark and Jamie Summers. The company plans to use the winning to purchase more equipment.

    “What I love about my work and what motivates me is using science and technology to do cool things with food,’’ says co-founder Anuj Purohit, a research associate in the Department of Nutritional Sciences in the College of Agriculture, Health and Natural Resources. “The world population is growing, and we all need good, nutritious food. That’s what drew me to agriculture and what keeps me going.’’

    Experienced Entrepreneurs Say Their Companies are Thriving

    The event also welcomed more than 25 previous Wolff participants who have made great strides with their startups. They were eager to cheer on the next wave of entrepreneurs.

    Jake Winter ’22 (ENG), co-founder and CTO of PatentPlusAI, a company using AI to generate comprehensive patent search reports in less than 24 hours, says the startup has grown exponentially in four years.

    “We’re hustling,’’ says Winter, noting that their client base includes corporate giant IBM. If he could offer advice to the newer entrepreneurs, it would be to “get ridiculously familiar with your market, and once you understand your customer, test as soon as you can,’’ he says.

    For graduate student Amelia Martin, the year since her participation in the Wolff competition has been one of extraordinary growth.

    “A year ago, I didn’t know what to expect. I had the mindset of a student,’’ she says. “Now I think like a CEO.’’

    Her company, Mud Rat, an eco-friendly alternative to the standard Styrofoam surfboard core, has participated in two business accelerators, won a small grant, and is completing its first protype this month. She’s also added to her team. Martin advises those who follow in her footsteps to just keep going when the going is tough. “If you stick with it, you’ll hit all your goals eventually,’’ she says.

    In the last year, alumna Hayley Segar, founder of onewith, a direct-to-consumer swimwear and accessory company, has been featured in People and InStyle magazines. She now employs four manufacturers to make her swimwear and this year sold 50,000 units. She hasn’t lost touch with her roots; her mom still packs her orders.

    She tells the new entrepreneurs to avoid distraction. “They need to be focused and heads-down in the early stages of their company,’’ she says. “It’s exciting, there is a lot of sacrifice, but in the end, owning your own business is extremely satisfying.’’

    She credits UConn for setting her up for success. As she speaks with entrepreneurs who attended other colleges, none of them had the expert entrepreneurial support that UConn offered, Segar says.

    Judges Were Impressed by What They Heard

    Competition judge Luke Steinberger, COO at Revyrie, a company that helps build and scale companies and a sponsor of the event, says he was very impressed with all the presentations.

    “They were well prepared, and I loved the diversity of ideas,’’ he says. “The program exceeded my expectations. I’m very happy to be involved and will be back next year.’’

    Judge Adam Silverman, partner at law firm Wiggin and Dana, says he didn’t know exactly what to expect before the competition. “It was great to be a part of the competition. I was impressed by the quality of the companies, the focus of the founders, and the exciting use of technology,’’ he says.

    School of Business Dean John A. Elliott spoke about how entrepreneurship has grown in the 13 years he has been here.

    “We used to think entrepreneurship was something for juniors and seniors to explore but now we welcome many students who begin their companies as freshmen,’’ he says. “The excitement around entrepreneurship has grown rapidly.’’

    Elliott also thanked the Wolff family, including Greg Wolff who was in attendance, for starting the competition and advocating for entrepreneurship at UConn. Elliott says their influence helped create additional competitions and great support for startups at UConn.

    Alycia Chrosniak, Assistant Director of Brand & Venture Development at CCEI, says working with the startups and watching them grow has been rewarding.

    “But my favorite part will be three months from now when I get the emails about what these new companies and their founders have accomplished,’’ she says. “What we do here is life changing.’’

  • MIL-OSI USA: Month of Discovery: Sophia Hatzis ’27, a Researcher and Mentor

    Sophia Hatzis ’27 was a newly arrived first-year student when she learned about Innovate Labs at separate campus-wide kick-off events. What she heard intrigued her, so she decided to check it out.

    “I thought it was so cool how Innovate tries to get students to explore things outside of class,” she says. “I thought I could do some cool projects within the lab.”

    A year later, Hatzis has more than met that goal and is now part of the Innovate Labs team, showing a new wave of incoming students around. As a lab research specialist, she helps students discover the possibilities available through Innovate, an educational research lab within the UConn School of Business. The lab provides students of all disciplines with opportunities and resources to learn, explore, and develop industry-valued skills in emerging technology and analytics.

    A Trumbull resident majoring in Mechanical Engineering and Sociology, Hatzis says she is especially excited to be participating in Month of Discovery (MoD) activities this year, something she missed last year because she had yet to be hired.

    “Now, I’ll get to see the other side of things,” she says. “MoD is the whole month of October, and it’s filled with innovation events. Last year, I checked out all the different makerspaces and it inspired me to start working on some of my own projects. This year, Innovate will be running Makerspace Bounce on October 3. I’m looking forward to helping out with that.”

    After graduating, Hatzis plans to pursue human factors engineering, which considers both the user side and consumer side of emerging technology.

    “I like the idea that I can do work that considers the social side and impact of the new things we innovate,” she says. “For example making sure an AI program that does redistricting doesn’t perpetuate gerrymandering, or if you design a traffic control system, the town has the resources to feasibly power it.”

    Hatzis’ work with AI has not gone unnoticed. In April, she was one of handful of tech-savvy students tapped to make presentations at Hartford’s AI Day, an event showcasing sophisticated local AI-based companies and providing networking opportunities for those companies and promising students.

    Hatzis and her partner taught attending business professionals how to use machine learning to create a chatbot. Together, they showed participants how to capture images of themselves smiling, frowning and wearing a shocked expression, then taught them how to train the computer model to recognize facial expressions.

    “These students are so knowledgeable, bright, thoughtful and inquisitive,” Jonathan Moore, executive director of the CT Information Technology Institute and leader of the Innovate Labs initiative, said at the time. “They really are going to shape the future of technology and business.”

    Keeping up with the pace of worldwide innovation is one of her favorite parts of working at Innovate Lab, Hatzis says. “We are constantly adapting to the needs of the campus and the new technologies that come out.”

    Over the summer, Hatzis helped with the Young Scholars Senior Summit program at which students, through the Jack Kent Cooke Scholarship Program, were introduced to the different kinds of technology in the lab and then directed to use it for a project with real world impact.

    “I enjoyed discussing the feasibility of their technology and how they could incorporate it into their ideas,” she says of the experience. “We honestly have something for everyone no matter what they are interested in. Once you get a student started with one thing, I like seeing them get comfortable with the technologies and branching out to try new things outside their comfort zone.”

    Outside the lab, Hatzis is serving as treasurer this fall of a gender-inclusive service fraternity (APO) and dances with the university ballet company. She is also a morale captain for UConn’s HuskyTHON, an annual dance marathon and fundraiser for Connecticut Children’s Medical Center, and enjoys hiking and exploring. At UConn, she loves to watch sunsets from Horsebarn Hill.

    As part of the Isle of Wight Council’s special educational needs (SEN) expansion programme, we have created therapeutic spaces, to support students and regulate their learning experiences effectively and independently.

    Working with Teaching Positive Connections (TPC), the creation of these therapeutic classrooms is a new approach which supports the social, emotional and mental health (SEMH) of students. The classrooms have already been well received by teachers, parents and above all the children using them.

    Greenmount has doubled its provision from 6 to 12 students and the capacity at St Georges Studio is now 20. This is a direct result of the consultations that the Isle of Wight Council ran to increase capacity. Students are attending these educational settings on a daily basis allowing staff to develop more positive relationships with students, and their families.

    Steff Gleeson, headteacher at St Georges commented that ‘’students are telling us they love the school and enjoy coming, one KS4 student is already engaging in Maths GCSE work. This is an exciting time to be working in specialist education and St George’s feels privileged to have been given this opportunity to support the Isle of Wight students.’’

    Naomi Carter, Service Director Education, Inclusion and Access said: ‘’our aim is to continue to provide the best educational facilities for our young people. Children are struggling with their mental health and classrooms such as these support their wellbeing and encourage them to develop and express their emotions in a secure environment.’’

    Cllr Jonathan Bacon Cabinet Member for Children’s Services and Education added ‘’The SEMH satellite school at St George’s Studio is a much-needed provision. It enables our most vulnerable young people to access an educational environment which will support them through their secondary education, offering a vocational and practical curriculum alongside accreditation options. Four students had no named education setting for September 2024; the opening of this satellite school has enabled those children to remain with their families in their local communities and access an appropriate placement on the Island.’’

  • MIL-Evening Report: From mass deportations to huge tariff hikes, here’s what Trump’s economic program would do the US and to Australia

    It’s time to take Donald Trump seriously. Betting markets say it’s as likely as not he will be elected US president four weeks from today.

    And unlike in 2016 when his program wasn’t clearly defined, he has set out plainly what he intends to do. Which means it’s possible to model the consequences.

    The three Trump promises with the greatest economic impact are

    • the deportation of millions of US residents

    • steep restrictions on imports, especially from China

    • presidential influence over interest rates.

    The best way to model the consequences is with an established model of the kind used by the International Monetary Fund and central banks around the world rather than one set up for the purpose that could be seen as designed to favour or not favour Trump.

    The Washington-based Peterson Institute for International Economics has just done that, noting that during Trump’s first term as president he “by and large” did what he said he would do.

    It finds

    ironically, despite his ‘make the foreigners pay rhetoric’, Trump’s package of policies does more damage to the US economy than to any other in the world.

    No other country in the world would be hurt by Trump’s program as much as the US – not even China – although several US allies would suffer, including Australia, which would be the fourth-worst hit by the most extreme version of what Trump is proposing.

    Mass deportations

    Trump has repeatedly promised the “largest domestic deportation operation in American history,” targeting up to 20 million unauthorised immigrants, including about 8.3 million thought to be in the workforce.

    He says his model is Operation Wetback – a 1956 Eisenhower administration program that used military-style tactics to deport 1.3 million Mexicans.

    The institute says Eisenhower’s success makes it easy to believe Trump could remove 1.3 million immigrant workers. It has modelled two scenarios: removing 1.3 million and 8.3 million, both over two years in 2025 and 2026.

    Both slash employment, including the employment of non-immigrants, both push up inflation, which eventually is brought under control, and both make the US a less attractive place to invest, which benefits much of the rest of the world.

    The institute says the low and high scenarios differ “only by the degree of damage inflicted on people, households, firms, and the overall economy”.

    Huge tariff hikes

    Trump wants to increase every tariff on goods imported to the US by 10 percentage points, including where there is at present no tariff. And he wants at least a 60% tariff on imports from China. The institute has modelled both, with and without retaliatory tariffs from China and the rest of the world.

    It finds, unsurprisingly, that extra tariffs push up the price of US imports and the prices of US-produced goods that compete with imports. Many are used as inputs in manufacturing, which means US manufacturing suffers (which is probably not what Trump had in mind).

    Fewer imports mean less demand for foreign exchange within the US, which means a higher US dollar which makes US exports less competitive. The US economy is weaker as a result, although China’s is weaker still and Australia’s is weakened as much as the US given its role in providing resources to China.

    Nobbling the Fed

    Trump has raised the prospect of more presidential influence over interest rates, saying he thinks he has “a better instinct than, in many cases” the board of US Federal Reserve. This could be achieved by requiring the president to be consulted on rate decisions or by appointing a compliant chair.

    However it’s done, the institute’s “conservative” assumption based on what happens in developing countries with less central bank independence is that it will push inflation two percentage points higher.

    The modelled result is capital flight. While the US economy is initially stronger than it would have been because of the Fed’s willingness to tolerate higher inflation, after a few years it is weaker and every other economy is stronger.

    When all the measures are combined, under the extreme scenarios the US economy is 6.7% weaker than it would have been by 2035 and Australia’s is 0.2% weaker. Under the more modest scenarios, the US economy is 1.6% weaker and Australia’s is 0.06% weaker.

    Why not examine Harris?

    Despite a history of non-partisanship, the Peterson Institute is prepared for criticism. It points out that the economic model it used is regarded as the best in the world for scenario planning and is Australian, built by Warwick McKibbin of the Australian National University.

    And it says it has modelled the Trump policies rather than the Harris policies because only Trump’s represent a departure from business as usual.

    As the Institute’s president Adam Posen put it in Washington last month, the Harris campaign has said it will not impose across-the-board tariffs, will not engage in mass deportations and will not interfere with the independence of the US Federal Reserve.

    The Trump campaign has indicated it will do all three.

    It’s entirely possible that in office Trump wouldn’t do everything he proposed while campaigning, and it’s entirely possible that he would change course if what was doing damaged the US in the way the modelling suggests.

    But there’s something to be said for taking people at their word, at least to get an idea of what we could be in store for after a knife-edge election.

    Major problems are once again clouding the start to the new school year as parents and pupils face unacceptable grade/year group section mergers. The mergers come at a time when, as is known, there are serious shortages in teaching and other school staff (cleaning, catering and infirmary staff) and parents are having to dig deep into their pockets again this year to pay for the necessary back-to-school supplies.

    The 1 000 or so mergers are supposedly a solution to provide more teachers at a time when Greece faces a shortage of around 60 000 teachers. Only 10 000 have been hired and they were forced to accept on the condition that they will have to undergo an evaluation.

    In view of this, what is the Commission’s position concerning:

    • 1.The unacceptable school situation that is taking shape in 2024, whereby teachers, parents and pupils are confronted with ‘streamlining’ efforts – as the Government described the merger in question – that are moving the educational process backwards and are creating two-speed schools based partly on EU cost-cutting guidelines?
    • 2.The fact that each grade/year group section will now have only one special educational needs teaching assistant to support children who have been diagnosed as having learning difficulties, regardless of how many such pupils there are, forcing parents to turn to private tutors and therapists to support their children?
    • 3.The dangerous situation that is developing as a result of a lack of school maintenance and inspections, forcing pupils and teachers to attend lessons in classrooms that are unsuitable in every respect, pedagogically and in terms of safety, with private sponsors being ‘drafted into’ schools that are becoming increasingly commercialised?

    The Central Ayurveda Research Institute (CARI), under the aegis of the Central Council for Research in Ayurvedic Sciences (CCRAS), Ministry of Ayush, has achieved significant milestones during the first 100 days of the current government. These accomplishments reflect CARI’s commitment to enhancing healthcare through Ayurveda and contributing to the broader Ayush ecosystem.

    1. Geriatric Care Program Exceeds Targets: In a special initiative to cater to the healthcare needs of the elderly, CARI set a target of covering 2,000 individuals from the geriatric population. The institute has surpassed this goal, reaching 2,272 elderly individuals through its dedicated OPD. The program provided consultations, therapies, and lifestyle modifications based on holistic Ayurveda practices. This initiative has not only addressed healthcare concerns but also improved the quality of life for senior citizens.

    2. Outreach under SCSP: As part of the Scheduled Caste Sub Plan (SCSP), CARI conducted 80 tours, organizing 8 camps and treating 1,500 patients within the first 100 days. The institute also conducted a comprehensive survey of 480 individuals to study their living conditions, dietary habits, and prevalent diseases. Through 1,980 screenings, lifestyle disorders were identified, marking a proactive approach to preventive healthcare in underserved communities.

    3. Establishment of Integrated Medicine at Lady Hardinge Hospital: CARI is spearheading the establishment of a Department of Integrated Medicine at Lady Hardinge Medical College and Hospital, New Delhi. This initiative aims to integrate Ayush systems with modern medical services, addressing the need for comprehensive healthcare as advocated by the National Health Policy (NHP) 2017. Baseline OPDs and Panchakarma procedures have already commenced, laying the groundwork for this pioneering department.

    4. Strategic Collaboration with Jawaharlal Nehru University (JNU) In a significant academic collaboration, CARI signed an MoU with JNU to initiate a research project on entrepreneurship and commercialization in the Ayush industry. The project aims to develop management principles for Ayush products and services. The project was successfully launched within the first 100 days, marking a new phase in Ayush’s research and industry growth

     

     

    5. Advancing Research and Publications CARI has completed two prestigious multi-center survey projects at Base Hospital Delhi Cantt and Air Force Hospital Hindon. 19 research projects are ongoing, with nine collaborative studies involving top institutions like AIIMS, Safdarjung Hospital, and JNU. During this period the institute also published a research article on allergic rhinitis in the Journal of Medical Internet Research (JMIR), indexed in PubMed, Scopus, and Web of Science, further enhancing the scientific credibility of Ayurvedic research.

    6. Promoting Patient Safety through Ayurveda : To mark Patient Safety Day, CARI organized a two-day national seminar in collaboration with NPvCC and AIIA, New Delhi. To address Patient safety day on September 17, 2024; a National Seminar was held at India International center, Lodhi Road focusing on the role of diagnostic practices in Ayush systems. It brought together 150 students, research scholars, and faculty members across India, fostering greater awareness of patient safety within Ayush practices.

     

    7. Accreditation and Empowerment Initiatives CARI became the first CCRAS institute to receive NABH accreditation and it also obtained NABL accreditation for its Pathology and Biochemistry labs. Additionally, the institute provided administrative training for Ayush officers, empowering them with crucial management skills for their capacity building on 3rd August 2024.

    8. Social Outreach CARI ensured the active participation of all staff and officials in national campaigns, including Swachhata Pakhwada and Poshana Maah, organizing public awareness programs, webinars, and cleanliness drives.

    9. 9th Ayurveda Day: This institute is committed to hold various activities in order to celebrate 9th Ayurveda Day on 29th October, 2024. Awareness seminars, webinars, public lectures along with other activities like distribution of medicinal plants, competitions in school, etc. will be covered under Ayurveda Day.

  • MIL-Evening Report: From mass deportations to huge tariff hikes, here’s what Trump’s economic program would do to the US and Australia

    It’s time to take Donald Trump seriously. Betting markets say it’s as likely as not he will be elected US president four weeks from today.

    And unlike in 2016 when his program wasn’t clearly defined, he has set out plainly what he intends to do. Which means it’s possible to model the consequences.

    The three Trump promises with the greatest economic impact are

    • the deportation of millions of US residents

    • steep restrictions on imports, especially from China

    • presidential influence over interest rates.

    The best way to model the consequences is with an established model of the kind used by the International Monetary Fund and central banks around the world rather than one set up for the purpose that could be seen as designed to favour or not favour Trump.

    The Washington-based Peterson Institute for International Economics has just done that, noting that during Trump’s first term as president he “by and large” did what he said he would do.

    It finds

    ironically, despite his ‘make the foreigners pay rhetoric’, Trump’s package of policies does more damage to the US economy than to any other in the world.

    No other country in the world would be hurt by Trump’s program as much as the US – not even China – although several US allies would suffer, including Australia, which would be the fourth-worst hit by the most extreme version of what Trump is proposing.

    Mass deportations

    Trump has repeatedly promised the “largest domestic deportation operation in American history,” targeting up to 20 million unauthorised immigrants, including about 8.3 million thought to be in the workforce.

    He says his model is Operation Wetback – a 1956 Eisenhower administration program that used military-style tactics to deport 1.3 million Mexicans.

    The institute says Eisenhower’s success makes it easy to believe Trump could remove 1.3 million immigrant workers. It has modelled two scenarios: removing 1.3 million and 8.3 million, both over two years in 2025 and 2026.

    Both slash employment, including the employment of non-immigrants, both push up inflation, which eventually is brought under control, and both make the US a less attractive place to invest, which benefits much of the rest of the world.

    The institute says the low and high scenarios differ “only by the degree of damage inflicted on people, households, firms, and the overall economy”.

    Huge tariff hikes

    Trump wants to increase every tariff on goods imported to the US by 10 percentage points, including where there is at present no tariff. And he wants at least a 60% tariff on imports from China. The institute has modelled both, with and without retaliatory tariffs from China and the rest of the world.

    It finds, unsurprisingly, that extra tariffs push up the price of US imports and the prices of US-produced goods that compete with imports. Many are used as inputs in manufacturing, which means US manufacturing suffers (which is probably not what Trump had in mind).

    Fewer imports mean less demand for foreign exchange within the US, which means a higher US dollar which makes US exports less competitive. The US economy is weaker as a result, although China’s is weaker still and Australia’s is weakened as much as the US given its role in providing resources to China.

    Nobbling the Fed

    Trump has raised the prospect of more presidential influence over interest rates, saying he thinks he has “a better instinct than, in many cases” the board of US Federal Reserve. This could be achieved by requiring the president to be consulted on rate decisions or by appointing a compliant chair.

    However it’s done, the institute’s “conservative” assumption based on what happens in developing countries with less central bank independence is that it will push inflation two percentage points higher.

    The modelled result is capital flight. While the US economy is initially stronger than it would have been because of the Fed’s willingness to tolerate higher inflation, after a few years it is weaker and every other economy is stronger.

    When all the measures are combined, under the extreme scenarios the US economy is 6.7% weaker than it would have been by 2035 and Australia’s is 0.2% weaker. Under the more modest scenarios, the US economy is 1.6% weaker and Australia’s is 0.06% weaker.

    Why not examine Harris?

    Despite a history of non-partisanship, the Peterson Institute is prepared for criticism. It points out that the economic model it used is regarded as the best in the world for scenario planning and is Australian, built by Warwick McKibbin of the Australian National University.

    And it says it has modelled the Trump policies rather than the Harris policies because only Trump’s represent a departure from business as usual.

    As the Institute’s president Adam Posen put it in Washington last month, the Harris campaign has said it will not impose across-the-board tariffs, will not engage in mass deportations and will not interfere with the independence of the US Federal Reserve.

    The Trump campaign has indicated it will do all three.

    It’s entirely possible that in office Trump wouldn’t do everything he proposed while campaigning, and it’s entirely possible that he would change course if what was doing damaged the US in the way the modelling suggests.

    But there’s something to be said for taking people at their word, at least to get an idea of what we could be in store for after a knife-edge election.

    From October 1 to 4, the International Construction Week was held in Yekaterinburg.     – The speakers disagreed on the prospects of the “15-minute city” concept and even noted that this innovative format, actively promoted by Western countries, resembles the Khrushchev period of Soviet development, where all everyday human needs were provided within walking distance within the microdistrict. This is economically beneficial for government bodies and developers, but, of course, it harms the moral and ethical development of a person, artificially confined to the sphere of consumption. At the same time, the speakers noted the need to develop transport infrastructure, which would allow people to leave the microdistricts and reach key cultural and historical centers in 15 minutes. However, this requires significant infrastructure costs, which is beyond the capabilities of regional budgets. As the speakers noted, the city of the future will be managed by artificial intelligence, and for its residents it will become commonplace to accept the delivery of goods, carried out by drones, at floor-by-floor reception points (new residential complexes are designed for this possibility).

    Andrey Nikolaevich noted a wide range of modern software products of domestic production that use TIM models of buildings and structures to control construction production, optimize costs for the purchase of building materials and equipment. Particularly memorable were BIM scanners and solutions based on artificial intelligence, which allow improving the quality of design solutions and minimizing the “human factor” in construction.

    According to Andrey Nikulin, the main result of participation in events of this level is the professional calibration of knowledge, ideas and vision of the future. In addition, this is, of course, the expansion of business contacts, “building professional bridges” with representatives of the real sector of the economy, which is very important for the development of scientific and educational areas of activity.

    For the first time in American history, quantum computing was mentioned by a candidate during a presidential debate, on Sept. 10, 2024. After Vice President Kamala Harris brought up quantum technology, she and former President Donald Trump went on to have a heated back-and-forth about American chipmaking and China’s rise in semiconductor manufacturing. Science and technology policy usually takes a back seat to issues such as immigration, the economy and health care during election season.

    What’s changed for 2024?

    From COVID-19 to climate change, ChatGPT to, yes, quantum computers, science-related issues are on the minds of American policymakers and voters alike. The federal government spends nearly US$200 billion each year on scientific research and development to address these challenges and many others. Presidents and Congress, however, rarely agree on how – and how much – money should be spent on science.

    With the increasing public focus on global competitiveness, the climate crisis and artificial intelligence, a closer look at Trump’s and Harris’ records on science and technology policy could provide a hint about how they’d approach these topics if elected this fall.

    Two distinct visions for science funding

    If politics can be described as “who gets what and when,” U.S. science and technology policy can be assessed through the annual budget process for R&D. By this measure, the differences between the Trump and Biden-Harris administrations couldn’t be starker.

    In his first budget request to Congress, in 2017, Trump spurned decades of precedent, proposing historic cuts across nearly every federal science agency. In particular, Trump targeted climate-related programs at the Department of Energy, the National Oceanic and Atmospheric Administration and the Environmental Protection Agency.

    Trump’s fiscal policy took a page from Reagan-era conservative orthodoxy, prioritizing military spending over social programs, including R&D. Unlike Reagan, however, Trump also took aim at basic research funding, an area with long-standing bipartisan support in Congress. His three subsequent budget proposals were no different: across-the-board reductions to federal research programs, while pushing for increases to defense technology development and demonstration projects.

    Congress rebuked nearly all of Trump’s requests. Instead, it passed some of the largest increases to federal R&D programs in U.S. history, even before accounting for emergency spending packages funded as part of the government’s pandemic response.

    In contrast, the Biden-Harris administration made science and innovation a centerpiece of its early policy agenda – with budgets to match. Leveraging the slim Democratic majority during the 117th Congress, Biden and Harris shepherded three landmark bills into law: the Infrastructure Investment and Jobs Act, the Inflation Reduction Act and the CHIPS and Science Act. These laws contain significant R&D provisions focused on environmental projects (IIJA), clean energy (IRA) and American semiconductor manufacturing (CHIPS).

    CHIPS set up programs within the National Science Foundation and the Department of Commerce to create regional technology hubs in support of American manufacturing. The act also set ambitious funding targets for federal science agencies, especially at NSF, calling for its budget to be doubled from $9 billion to over $18 billion over the course of five years.

    Despite its initial push for R&D, the Biden-Harris administration’s final two budget proposals offered far less to science. Years of deficit spending and a new Republican majority in the House cast a cloud of budget austerity over Congress. Instead of moving toward doubling NSF’s budget, the agency suffered an 8% decrease in fiscal year 2024 – its biggest cut in over three decades. For FY2025, which runs from Oct. 1, 2024, through Sept. 30, 2025, Biden and Harris requested a meager 3% increase for NSF, billions of dollars short of CHIPS-enacted spending levels.

    An emerging consensus on China

    On technology policy, Biden and Harris share more with Trump than they let on.

    Their approach to competing with China on tech follows Trump’s lead: They’ve expanded tariffs on Chinese goods and severely limited China’s access to American-made computer chips and semiconductor manufacturing equipment.

    Biden and Harris have also ramped up research security efforts intended to protect U.S. ideas and innovation from China. Trump launched the China Initiative as an attempt to stop the Chinese government from stealing American research. The Biden-Harris administration ended the program in 2022, but pieces of it remain in place. Scientific collaborations between the United States and China continue to decline, to the detriment of American scientific leadership.

    The Biden-Harris administration has also drawn from Trump-era policy to strengthen America’s leadership in “industries of the future.” The term, coined by Trump’s then-chief science adviser Kelvin Droegemeier, refers to five emerging technology areas: AI, quantum science, advanced manufacturing, advanced communications and biotechnology. This language has been parroted by the Biden-Harris administration as part of its focus on American manufacturing and throughout Harris’ campaign, including during the debate.

    In short, both candidates align with the emerging Washington bipartisan consensus on China: innovation policy at home, strategic decoupling abroad.

    Science advice not always a welcome resource

    Trump’s dismissal of and at times outright contempt for scientific consensus is well documented. From “Sharpiegate,” when he mapped his own projected path for Hurricane Dorian, to pulling out of the Paris climate agreement, World Health Organization and the Iran nuclear deal, Trump has demonstrated an unwillingness to accept any advice, let alone from scientists.

    Indeed, Trump took over two years to hire Droegemeier as director of the White House Office of Science and Technology Policy, or OSTP, doubling the previous record for the length of time a president has gone without a scientific adviser. This absence was no doubt reflected in Trump’s short-on-science budget requests to Congress, especially during the beginning of his administration.

    On the other hand, the Biden-Harris administration has promoted science and innovation as a core part of its broader economic policy agenda. It elevated the role of OSTP: Biden is the first president to name his science adviser – a position currently held by Arati Prabhakar – as a member of his Cabinet.

    By law, the president is required to appoint an OSTP director. But it is up to the president to decide how and when to use their advice. If the new White House wants the U.S. to remain a global leader in R&D, the science adviser will need to continue to fight for it.

  • MIL-OSI Global: How foreign operations are manipulating social media to influence your views

    Foreign influence campaigns, or information operations, have been widespread in the run-up to the 2024 U.S. presidential election. Influence campaigns are large-scale efforts to shift public opinion, push false narratives or change behaviors among a target population. Russia, China, Iran, Israel and other nations have run these campaigns by exploiting social bots, influencers, media companies and generative AI.

    At the Indiana University Observatory on Social Media, my colleagues and I study influence campaigns and design technical solutions – algorithms – to detect and counter them. State-of-the-art methods developed in our center use several indicators of this type of online activity, which researchers call inauthentic coordinated behavior. We identify clusters of social media accounts that post in a synchronized fashion, amplify the same groups of users, share identical sets of links, images or hashtags, or perform suspiciously similar sequences of actions.

    We have uncovered many examples of coordinated inauthentic behavior. For example, we found accounts that flood the network with tens or hundreds of thousands of posts in a single day. The same campaign can post a message with one account and then have other accounts that its organizers also control “like” and “unlike” it hundreds of times in a short time span. Once the campaign achieves its objective, all these messages can be deleted to evade detection. Using these tricks, foreign governments and their agents can manipulate social media algorithms that determine what is trending and what is engaging to decide what users see in their feeds.

    Adversaries such as Russia, China and Iran aren’t the only foreign governments manipulating social media to influence U.S. politics.

    Generative AI

    One technique increasingly being used is creating and managing armies of fake accounts with generative artificial intelligence. We analyzed 1,420 fake Twitter – now X – accounts that used AI-generated faces for their profile pictures. These accounts were used to spread scams, disseminate spam and amplify coordinated messages, among other activities.

    We estimate that at least 10,000 accounts like these were active daily on the platform, and that was before X CEO Elon Musk dramatically cut the platform’s trust and safety teams. We also identified a network of 1,140 bots that used ChatGPT to generate humanlike content to promote fake news websites and cryptocurrency scams.

    In addition to posting machine-generated content, harmful comments and stolen images, these bots engaged with each other and with humans through replies and retweets. Current state-of-the-art large language model content detectors are unable to distinguish between AI-enabled social bots and human accounts in the wild.

    Model misbehavior

    The consequences of such operations are difficult to evaluate due to the challenges posed by collecting data and carrying out ethical experiments that would influence online communities. Therefore it is unclear, for example, whether online influence campaigns can sway election outcomes. Yet, it is vital to understand society’s vulnerability to different manipulation tactics.

    In a recent paper, we introduced a social media model called SimSoM that simulates how information spreads through the social network. The model has the key ingredients of platforms such as Instagram, X, Threads, Bluesky and Mastodon: an empirical follower network, a feed algorithm, sharing and resharing mechanisms, and metrics for content quality, appeal and engagement.

    SimSoM allows researchers to explore scenarios in which the network is manipulated by malicious agents who control inauthentic accounts. These bad actors aim to spread low-quality information, such as disinformation, conspiracy theories, malware or other harmful messages. We can estimate the effects of adversarial manipulation tactics by measuring the quality of information that targeted users are exposed to in the network.

    We simulated scenarios to evaluate the effect of three manipulation tactics. First, infiltration: having fake accounts create believable interactions with human users in a target community, getting those users to follow them. Second, deception: having the fake accounts post engaging content, likely to be reshared by the target users. Bots can do this by, for example, leveraging emotional responses and political alignment. Third, flooding: posting high volumes of content.

    Our model shows that infiltration is the most effective tactic, reducing the average quality of content in the system by more than 50%. Such harm can be further compounded by flooding the network with low-quality yet appealing content, thus reducing quality by 70%.

    Curbing coordinated manipulation

    We have observed all these tactics in the wild. Of particular concern is that generative AI models can make it much easier and cheaper for malicious agents to create and manage believable accounts. Further, they can use generative AI to interact nonstop with humans and create and post harmful but engaging content on a wide scale. All these capabilities are being used to infiltrate social media users’ networks and flood their feeds with deceptive posts.

    These insights suggest that social media platforms should engage in more – not less – content moderation to identify and hinder manipulation campaigns and thereby increase their users’ resilience to the campaigns.

    The platforms can do this by making it more difficult for malicious agents to create fake accounts and to post automatically. They can also challenge accounts that post at very high rates to prove that they are human. They can add friction in combination with educational efforts, such as nudging users to reshare accurate information. And they can educate users about their vulnerability to deceptive AI-generated content.

    Open-source AI models and data make it possible for malicious agents to build their own generative AI tools. Regulation should therefore target AI content dissemination via social media platforms rather then AI content generation. For instance, before a large number of people can be exposed to some content, a platform could require its creator to prove its accuracy or provenance.

    These types of content moderation would protect, rather than censor, free speech in the modern public squares. The right of free speech is not a right of exposure, and since people’s attention is limited, influence operations can be, in effect, a form of censorship by making authentic voices and opinions less visible.

  • MIL-OSI Global: Why wildfires started by human activities can be more destructive and harder to contain

    Wildfires are becoming increasingly destructive across the U.S., as the country is seeing in 2024. Firefighters were battling large blazes in several states from California to North Dakota in early October 2024, including fires burning near homes and communities.

    Research shows wildfires are up to four times larger and three times more frequent than they were in the 1980s and ‘90s, with some consuming hundreds of thousands of acres in a single blaze.

    Lightning strikes are one cause, but the majority of wildfires that threaten communities are sparked by human activities.

    Metal from cars or mowers dragging on the ground can spark fires. So can power lines touching trees. Officials confirmed on Oct. 2 that a broken power line started the deadly 2023 Maui fire that destroyed the town of Lahaina, Hawaii. California’s largest fire in 2024 started when a man pushed a burning car into a ravine near Chico. The fire destroyed more than 700 homes and buildings.

    Although the number of fires in 2024 has not been unusually high, the acreage burned has far surpassed the 10-year average, displacing thousands of people, destroying homes and straining firefighting resources.

    What makes these wildfires so destructive and difficult to contain?

    The answer lies in a mix of changing climate, the legacy of past land-management practices, and current human activities that are reshaping fire behavior and increasing the risk they pose.

    Fire’s perfect storm

    Wildfires rely on three key elements to spread: conducive weather, dry fuel and an ignition source. Each of these factors has undergone pronounced changes in recent decades. While climate change sets the stage for larger and more intense fires, humans are actively fanning the flames.

    Climate and weather

    Extreme temperatures play a dangerous role in wildfires. Heat dries out vegetation, making it more flammable. Under these conditions, wildfires ignite more easily, spread faster and burn with greater intensity. In the western U.S., aridity attributed to climate change has doubled the amount of forestland that has burned since 1984.

    Compounding the problem is the rapid rise in nighttime temperatures, now increasing faster than daytime temperatures. Nights, which used to offer a reprieve with cooler conditions and higher humidity, do so less often, allowing fires to continue raging without pause.

    Fuel

    Fire is a natural process that has shaped ecosystems for over 420 million years. Indigenous people historically used controlled burns to manage landscapes and reduce fuel buildup. However, a century of fire suppression has allowed vast areas to accumulate dense fuels, priming them for larger and more intense wildfires.

    Invasive species, such as certain grasses, have exacerbated the issue by creating continuous fuel beds that accelerate fire spread, often doubling or tripling fire activity.

    Additionally, human development in fire-prone regions, especially in the wildland-urban interface, where neighborhoods intermingle with forest and grassland vegetation, has introduced new, highly flammable fuels. Buildings, vehicles and infrastructure often ignite easily and burn hotter and faster than natural vegetation. These changes have significantly altered fuel patterns, creating conditions conducive to more severe and harder-to-control wildfires.

    Ignition

    Lightning can ignite wildfires, but humans are responsible for an increasing share. From unattended campfires to arson or sparks from power lines, over 84% of the wildfires affecting communities are human-ignited.

    Human activities have not only tripled the length of the fire season, but they also have resulted in fires that pose a higher risk to people.

    Lightning-started fires often coincide with storms that carry rain or higher humidity, which slows fires’ spread. Human-started fires, however, typically ignite under more extreme conditions – hotter temperatures, lower humidity and stronger winds. This leads to greater flame heights, faster spread in the critical early days before crews can respond, and more severe ecosystem effects, such as killing more trees and degrading the soil.

    Human-ignited fires often occur in or near populated areas, where flammable structures and vegetation create even more hazardous conditions. As urban development expands into wildlands, the probability of human-started fires and the property potentially exposed to fire increase, creating a feedback loop of escalating wildfire risk.

    2024 fire season’s whiplash weather

    The record-breaking summer heat in 2024 intensified fire hazards, with vegetation rapidly drying out and leaving landscapes parched in many areas. In addition, a phenomenon known as whiplash weather, marked by unusually wet winters and springs followed by extreme summer heat, has been especially pronounced in Southern California.

    A wet spring fostered vegetation growth, which then dried out under scorching summer temperatures, turning into highly combustible fuel. Severe heat waves, along with the associated lack of nighttime cooling, created conditions where fires not only spread faster, but were also more difficult to contain.

    This cycle has fueled some of the biggest fires of the 2024 season, several of which were started by humans. Atmospheric instability during some of these fires also led to the formation of pyrocumulonimbus clouds – massive, fire-fueled thunderheads that can generate their own weather, including lightning and tornado-like winds that drive flames even further.

    As these factors converge, the potential for increasingly severe wildfires looms ever larger. Severe fires also release large amounts of carbon from trees, vegetation and soils into the atmosphere, increasing greenhouse gas emissions and exacerbating climate change, contributing to more extreme fire seasons.

  • MIL-OSI Global: Is it COVID-19? Flu? At-home rapid tests could help you and your doctor decide on a treatment plan

    A scratchy, sore throat, a relentless fever, a pounding head and a nasty cough – these symptoms all scream upper respiratory illness. But which one?

    Many of the viruses that cause upper respiratory infections such as influenza A or B and the virus that causes COVID-19 all employ similar tactics. They target the same areas in your body – primarily the upper and lower airways – and this shared battleground triggers a similar response from your immune system. Overlapping symptoms – fever, cough, fatigue, aches and pains – make it difficult to determine what may be the underlying cause.

    Now, at-home rapid tests can simultaneously determine whether someone has COVID-19 or the flu. Thanks in part to the National Institutes of Health’s Rapid Acceleration of Diagnostics, or RADx, program, the Food and Drug Administration has provided emergency use authorization for seven at-home rapid tests that can distinguish between COVID-19, influenza A and influenza B.

    Our team in Atlanta – composed of biomedical engineers, clinicians and researchers at Emory University, Children’s Healthcare of Atlanta and Georgia Institute of Technology – is part of the RADx Test Verification Core. We closely collaborate with other institutions and agencies to determine whether and how well COVID-19 and influenza diagnostics work, effectively testing the tests. Our center has worked with almost every COVID and flu diagnostic on the market, and our data helped inform the instructions you might see in many of the home test kits on the market.

    While no test is perfect, to now be able to test for certain viruses at home when symptoms begin can help patients and their doctors come up with appropriate care plans sooner.

    A new era of at-home tests

    Traditionally, identifying the virus causing upper respiratory illness symptoms required going to a clinic or hospital for a trained medical professional to collect a nasopharyngeal sample. This involves inserting a long, fiber-tipped swab that looks like a skinny Q-tip into one of your nostrils and all the way to the back of your nose and throat to collect virus-containing secretions. The sample is then typically sent to a lab for analysis, which could take hours to days for results.

    Thanks to the COVID-19 pandemic, the possibility of using over-the-counter tests to diagnose respiratory illnesses at home became a reality. These tests used a much gentler and less invasive nasal swab and could also be done by anyone, anytime and in their own home. However, these tests were designed to diagnose only COVID-19 and could not distinguish between other types of illnesses.

    Since then, researchers have developed over-the-counter multiplex tests that can screen for more than one respiratory infection at once. In 2023, Pfizer’s Lucira test became the first at-home diagnostic test for both COVID-19 and influenza to gain emergency use authorization.

    What are multiplex rapid tests?

    There are two primary forms of at-home COVID-19 and COVID-19/flu combination tests: molecular tests such as PCR that detect genetic material from the virus, and antigen tests – commonly referred to as rapid tests – that detect proteins called antigens from the virus.

    The majority of over-the-counter COVID-19 and COVID-19/flu tests on the market are antigen tests. They detect the presence of antigens in your nasal secretions that act as a biological signature for a specific virus. If viral antigens are present, that means you’re likely infected.

    Respiratory illnesses such as flu, COVID-19 and RSV can be hard to tell apart.

    To detect these antigens, rapid tests have paper-like strips coated with specially engineered antibodies that function like a molecular Velcro, sticking only to a specific antigen. Scientists design and manufacture specialized strips to recognize specific viral antigens, like those belonging to influenza A, influenza B or the virus that causes COVID-19.

    The antibodies for these viral targets are placed on the strip, and when someone’s nasal sample has viral proteins that are applied to the test strip, a line will appear for that virus in particular.

    Advancing rapid antigen tests

    Like all technologies, rapid antigen tests have limitations.

    Compared with lab-based PCR tests that can detect the presence of small amounts of pathogen by amplifying them, antigen tests are typically less sensitive than PCR and could miss an infection in some cases.

    All at-home COVID-19 and COVID-19/flu antigen tests are authorized for repeat use. This means if someone is experiencing symptoms – or has been exposed to someone with COVID-19 but is not experiencing symptoms – and has a negative result for their first test, they should retest 48 hours later.

    Another limitation to rapid antigen tests is that currently they are designed to test only for COVID-19, influenza A and influenza B. Currently available over-the-counter tests aren’t able to detect illnesses from pathogens that look like these viruses and cause similar symptoms, such as adenovirus or strep.

    Because multiplex texts can detect several different viruses, they can also produce findings that are more complex to interpret than tests for single viruses. This may increase the risk of a patient incorrectly interpreting their results, misreading one infection for another.

    Researchers are actively developing even more sophisticated tests that are more sensitive and can simultaneously screen for a wider range of viruses or even bacterial infections. Scientists are also examining the potential of using saliva samples in tests for bacterial or viral infections.

    Additionally, scientists are exploring integrating multiplex tests with smartphones for rapid at-home diagnosis and reporting to health care providers. This may increase the accessibility of these tests for people with vision impairment, low dexterity or other challenges with conducting and interpreting at-home tests.

    Faster and more accurate diagnoses lead to more targeted and effective treatment plans, potentially reducing unnecessary antibiotic use and improving patient outcomes. The ability to rapidly identify and track outbreaks can also empower public health officials to better mitigate the spread of infectious diseases.
