    During his working visit, Deputy Prime Minister Marat Khusnullin inspected a number of sites in Severodonetsk and Lugansk, and also held a meeting on issues of socio-economic development of the LPR.

    “In general, I would like to note that I am satisfied with the pace of work that is underway in Severodonetsk. It is clear that the city is being transformed. I stopped by the boiler house of the 83rd microdistrict. Its modernization is ongoing under the supervision of the Territorial Development Fund. In the last heating season, the facility heated residents of 111 houses and 8 social facilities with one boiler. The task for specialists this year is to launch the second boiler in order to triple the number of consumers with centralized heat this winter,” said Marat Khusnullin.

    In addition, the Deputy Prime Minister inspected the building of nursery-kindergarten No. 42 for 280 children, which was built in 1983 and required repairs. The major repairs were carried out under the supervision of the Unified Customer PPC. Marat Khusnullin instructed the local administration to quickly close all organizational issues so that children would be able to attend the institution.

    The Deputy Prime Minister also spoke with students at the restored College of Industrial, Construction and Household Technologies.

    In Lugansk, the Deputy Prime Minister got acquainted with the progress of the restoration of the Volodymyr Dahl Lugansk State University. There, the builders have already commissioned two dormitory buildings. According to Marat Khusnullin, students will live in comfortable conditions. In general, the total area of the restoration facilities exceeds 71 thousand square meters.

    The Deputy Prime Minister also visited a building materials store in Lugansk. He noted that the cost of goods is at the average Russian level, and set the task of expanding the range of local manufacturers.

    At the end of his working visit, the Deputy Prime Minister held a meeting on the socio-economic development of the LPR.

    “We discussed the budget for the next three years, outlined a range of priority tasks that we will continue to work on. In addition, we touched upon the issues of implementing the new national project “Infrastructure for Life” in new regions. We must understand how we will implement it here,” Marat Khusnullin emphasized.

    Schumer: We’re Training The Future Of America’s Semiconductor Industry By The Next Generation Of Workers Here In NY
    U.S. Senate Majority Leader Chuck Schumer announced $3,200,347 in federal funding to boost New York-based programs to prepare New York high school and college students for careers in the semiconductor industry. The awards include $1,720,400 for the American Federation of Teachers (AFT) to expand a program that prepares teachers in school districts across NY to help students get ready for careers in the semiconductor industry and $1,479,947 for the Rochester Institute of Technology (RIT) to implement a new online certificate program to train students across microelectronics-related educational tracks.
    “It’s all-hands-on-deck to build the workforce of the future and awards like today’s will help classrooms across New York get students ready to be the next generation of semiconductor workers.  I am proud to have pushed for and secured this more than $3.2 million federal investment from my CHIPS & Science Law that will help students in New York and across America get the hands-on training they need to enter careers in the booming chip industry,” said Senator Schumer. “AFT’s program will provide training to teachers across New York and beyond so that hundreds of students at school districts throughout NY can develop the skills they need to thrive in the growing domestic semiconductor industry, and RIT’s program will provide training to hundreds of college students so that they can succeed in the thousands upon thousands of new jobs being created in New York in the semiconductor industry. This will prepare our students for good-paying jobs at companies like Micron, GlobalFoundries, Corning, Edwards Vacuum, and more as we see the chip industry expand in Upstate NY thanks to my CHIPS & Science Law. This federal investment in high-quality training is how we can support Upstate New York’s historic growth in the semiconductor industry spurred by my CHIPS and Science Law, and attract even more investment to the region by having a high-skilled workforce.”
    The AFT and RIT are two of just seven award recipients in the nation, and the AFT is the only recipient whose project focuses on K-12 students. The federal funding comes from the National Semiconductor Technology Center (NSTC)’s Workforce Partner Alliance Program, which is funded by Schumer’s CHIPS & Science Law. Schumer personally called and wrote to Commerce Secretary Gina Raimondo and Natcast CEO Deirdre Hanford for both programs to be awarded this funding.
    Schumer explained that the AFT’s program will help expand their partnership with Micron to help students in school districts across New York, with plans to expand in Michigan and Minnesota, prepare for careers at companies that are vital to America’s semiconductor industry like Micron, which announced a historic $100 billion investment to build a cutting-edge memory megafab in Central New York. This award will boost the framework Schumer announced with AFT last year that will be piloted in 10 school districts and BOCES (Boards of Cooperative Educational Services), including Baldwinsville, Chittenango, East Syracuse Minoa, Liverpool, New York City (Brooklyn STEAM Center and Thomas Edison High School), Niagara Falls, North Syracuse, Syracuse, OCM BOCES, and Watertown. The curriculum framework rolling out now in New York classrooms aims to help thousands of high school students hone the foundational skills necessary for career success in the booming semiconductor industry, working with industry partners like Micron to equip them with the skills they need to enter these careers.
    “I crafted the CHIPS & Science Law with Upstate NY as my north star, because I knew that with targeted federal investments like this, the communities in Upstate NY that powered America’s industrial past could be the ones to build its future and bring critical manufacturing back from overseas to America. I’ve worked closely with the Administration to make the case for federal investment in Upstate NY’s R&D and workforce training programs, and I’m pleased that the Commerce Department and Natcast, which was created to operate the National Semiconductor Technology Center, recognizes New York’s premier work and leadership in boosting the nation’s semiconductor workforce,” added Schumer.
    RIT’s program will expand the domestic skilled workforce in the semiconductor industry with a focus on creating opportunities for disadvantaged and underrepresented workers to get access to the thousands of new jobs being created by new semiconductor industry investments in the U.S., including across Upstate NY, spurred by the CHIPS & Science Law. RIT’s goal is to train 555 students at both the bachelor’s and master’s degree levels through a new online certificate program to address workforce shortages in the microelectronics sector.

Schumer for his vision around the CHIPS and Science Act and ensuring that investments in workforce development were part and parcel of this law, and for his tremendous advocacy for projects like ours that benefit students, educators and communities in New York.     Schumer has an extensive record of championing workforce development efforts for Upstate NY, particularly to support the growth of the semiconductor industry and broader tech and manufacturing sectors. The senator recently announced a major $40 million from his CHIPS & Science Law as one of only 12 Tech Hub award winners for the Buffalo-Rochester-Syracuse region. This includes major funding for workforce training initiatives to close gaps in upskilling, hiring, and retention, especially for populations that have been historically excluded from tech and manufacturing-related job opportunities. Earlier this year, Schumer also announced that after his advocacy, a major $6 million federal investment by the U.S. Department of Labor was made for the Manufacturers Association of Central New York (MACNY) to expand Registered Apprenticeships for advanced manufacturing, including the semiconductor industry, to get workers the skills they need for these highly in-demand, good-paying jobs.
    Last year, Schumer also announced $5 million in DoD funding for Syracuse University and partners to expand microelectronics workforce training and connect job seekers with defense manufacturing and tech employers, as well as $2 million in DOL funding for the Workforce Development Board of Herkimer, Madison and Oneida Counties and Mohawk Valley Community College to boost technical training. Schumer also secured $2 million for MVCC to create a new state-of-the-art semiconductor-and-advanced-manufacturing training center. Additionally, Schumer brought NSF Director Dr. Sethuraman Panchanathan to Syracuse to meet with key stakeholders and see with his own eyes how Central New York is primed to be a global manufacturing hub and discuss how federal STEM training investment could support this effort.
    In addition, Schumer just last week announced $30 million in Department of Defense funding for the New York-based Northeast Regional Defense Technology Hub (NORDTECH) to boost semiconductor and other cutting-edge tech research & development and workforce training at Upstate NY universities and research institutions. This funding comes from the $2 billion CHIPS for America Defense Fund which Schumer helped establish in his CHIPS & Science Law, and helped secure Upstate NY’s spot in competing for as one of the first Microelectronic Commons Hubs last year, and will put Upstate NY at the forefront of cutting-edge tech R&D for the defense industry leading the future of this technology for America’s national security.
    Thanks to Schumer’s CHIPS & Science Law, Upstate New York has seen a major revival in tech manufacturing. Micron has announced plans for a historic $100+ billion investment to build a cutting-edge memory fab in Central New York with support of an over $6 billion preliminary CHIPS agreement. GlobalFoundries plans to invest over $12 billion to expand and construct a second, new state-of-the-art computer chip factory in the Capital Region, with support of $1.5 billion preliminary CHIPS agreement. Wolfspeed has opened the first, largest, and only 200mm silicon carbide fabrication facility in the world in the Mohawk Valley, with plans to further expand their operations. TTM Technologies, a printed circuit board manufacturer, plans to invest up to $130 million to expand their facilities in Onondaga County, creating up to 400 good-paying jobs. Menlo Micro will invest over $50 million to build their microchip switch manufacturing facility in Tompkins County, creating over 100 new good-paying jobs. In addition, Upstate New York is home to semiconductor supply chain companies like Corning Incorporated, which manufactures glass critical to the microchip industry at its Canton and Fairport, NY plants, and following Schumer’s advocacy, Edwards Vacuum has announced a $300+ million investment to build a dry pump manufacturing facility, creating 600 good-paying jobs to support the growing chip industry in Western New York.

  • MIL-OSI USA: Students Provide Dental Screenings to Veterans at Annual Stand Down Event

    For many veterans across the state, access to essential social, financial, and health services can be hard to come by. Basic oral health care can be especially difficult, as dental benefits through the country’s Veterans Affairs health system are only available to veterans with service-connected oral health issues.

    Working to help close the veterans oral health care gap is the UConn School of Dental Medicine. This past weekend, students and faculty participated in the Connecticut Department of Veterans Affairs annual “Stand Down” event—a one-stop shop for Connecticut’s veterans to access services with a variety of state and federal agencies, nonprofits, and veterans organizations. From flu shots to legal services, local resources were available to veterans at several sites across the state.

    “The Stand Down event was both impactful and memorable. Beyond providing services, we had the opportunity to listen to the veterans share their stories of their time serving,” said student leader and second-year student Stephen Ogarekpe

    This is the second year that the School of Dental Medicine participated in this statewide event to deliver oral health screenings, hand out supplies such as toothbrushes, toothpaste, and denture cleaner, and distribute important information on resources for veterans. This year, the students provided over 100 screenings at the Bridgeport, Bristol, Danbury, Norwich, and Stamford locations.

    “It was an incredible experience to honor our local veterans and be a part of such a wonderful community event,” said student leader and third-year student Lenka Serdar. “It was humbling to see so many veterans thank us for helping to determine their oral health needs and how to access care, when in reality we were most appreciative of their selfless service.”

    Along with connecting with veterans and other vendors, the students met with U.S. Senator Chris Murphy in Danbury, and Mayor Caroline Simmons and State Senator Ryan Fazio in Stamford.

    “It was a fantastic morning, and we were able to provide screenings and answer important questions from veterans regarding their oral healthcare,” said second-year student Dylan Hatajik.

    UConn School of Dental Medicine’s efforts to address the dental care needs of veterans are made possible with philanthropic support, including the Delta Dental Foundation’s support of our Open Wide for Veterans initiative.

  • MIL-OSI Canada: Ghost River location selected for new Bow River Reservoir

    The Bow River runs through the most populated regions of Alberta, so managing water levels in this river is important to help the province respond to floods, droughts and other extreme weather. Past events like the 2013 floods have shown the importance of protecting communities downstream.

    After reviewing multiple options, the Alberta government has determined that the relocated Ghost Dam option is significantly better than the Glenbow East option due to its lower cost, ability to mitigate future droughts and floods, and fewer social and environmental impacts.

    “Increasing water storage capacity is critical to protecting Calgary and other communities along the Bow River from future floods and drought. Based on the data collected in the study, one option, the relocated Ghost Dam, is clearly the best choice to move forward with.”

    In 2013, the southern Alberta flood caused more than $5 billion in damage in Calgary and surrounding communities. Creating additional water storage will significantly reduce the impact of severe weather events on Albertans who live and work around the Calgary area.

    After extensive study, Alberta’s government is moving forward with exploring the relocated Ghost Dam option because it has a smaller project footprint and fewer overall impacts to the environment, property and infrastructure, while providing comparable water storage to the Glenbow East option.

    The Glenbow East option posed higher risks to downstream communities during construction, including Calgary. Its earthfill dam would also be more susceptible to erosion and failure during large flood events compared to the Relocated Ghost Dam, which is a concrete gravity dam.

    Alberta will now move to the next phase of the project. Phase 3 is the engineering and regulatory approval phase, and more information on this work will be shared in 2025.

    Quick facts

    • A May 2017 report by the Bow River Working Group included a recommendation to complete conceptual assessments of three major reservoir options on the Bow River, upstream of Calgary.
      • Relocated Ghost Dam: An expansion of the existing Ghost Reservoir. 
      • Glenbow East: A new reservoir between Cochrane and the Bearspaw Dam at the western edge of Calgary. 
      • Morley: A new reservoir between Seebe and Morley, on Stoney Nakoda Nations reserve land. This option is no longer being pursued.
    • The potential selection and implementation of a reservoir option on the Bow River upstream of Calgary is being approached in four phases:
      • Phase 1: Conceptual Assessment
      • Phase 2: Feasibility Study
      • Phase 3: Engineering and Regulatory Approval Process
      • Phase 4: Procurement, Construction and Commissioning
    • In 2021, Alberta began engagement and field studies for Phase 2, the feasibility study. It assessed technical feasibility, while carefully considering a variety of social, environmental, cultural, traditional land use, engineering and economic elements. The final report will be released in early 2025.
    • An alternatives assessment was also conducted to determine if something other than a new reservoir could provide equivalent flood and drought protection. Options were evaluated, but none provided the water storage necessary to mitigate impacts from both floods and drought, without significant issues related to Treaty rights, environmental impacts and regulatory challenges.
    • The project will now transition from Alberta Environment and Protected Areas to Alberta Transportation and Economic Corridors for Phase 3.
    • Along with the Bow River Reservoir, Alberta is also developing the Springbank Off-stream Reservoir to provide protection along the Elbow River in Calgary and other downstream communities as part of an overall flood mitigation system.

  • MIL-OSI USA: Kugler, How We Got Here: A Perspective on Inflation and the Labor Market

    Thank you, John, and thank you for the opportunity to speak here today.1 It is good to be back at the Kennedy School and in particular at the Mossavar-Rahmani Center, which has a long tradition of engaging on important policy issues.
    In my remarks today, I will provide my outlook for the U.S. economy and the implications for monetary policy. The combination of significant ongoing progress in reducing inflation and a cooling in the labor market means that the time has come to begin easing monetary policy, and I strongly supported the decision last week by the Federal Open Market Committee (FOMC) to cut the federal funds rate by 50 basis points. While future actions by the FOMC will depend on data we receive on inflation, employment, and economic activity, if conditions continue to evolve in the direction traveled thus far, then additional cuts will be appropriate.
    I will begin by summarizing where we stand on inflation, including details on how the different components of inflation have changed over time, since these facts form the basis for my judgment on where inflation is headed. I will then talk about the recent cooling in the labor market and the forces driving it as well as how shifts on this other side of our mandate fit into the overall economic outlook for the rest of this year. I will conclude with the implications of all this for appropriate monetary policy and our focus on our dual mandate.
    Inflation based on personal consumption expenditures (PCE) has come down from a peak of 7.1 percent on a year-on-year basis to 2.5 percent in July. Core PCE inflation, which excludes energy and food prices and tends to be less volatile, has come down from a peak of 5.6 percent to now 2.6 percent. Based on consumer and producer price indexes, I estimate headline PCE and core PCE inflation to be at about 2.2 and 2.7 percent, respectively, in August, consistent with ongoing progress toward the FOMC’s 2 percent target. The progress on inflation is good news, but it is important to remember that households and businesses are still dealing with prices for many goods and services that are significantly higher than a couple of years ago. Prices for groceries, for example, are about 20 percent higher than before inflation started rising in 2021, and while earnings have been rising faster than inflation, it may take some time for it to feel as though prices are back to normal.2
    Inflation data are produced by the Labor Department, and when I served as chief economist at Labor, I delved into the differential effects of inflation on various demographic groups. When inflation was at its peak in 2022, it was more than 1 percentage point higher for lower-income households, for those without a college degree, and for those aged 18 to 29—all groups that spend a higher share of income on necessities and have less wealth to draw from.3 Fortunately, research by staff at the Fed shows that disinflation helps close that gap as well, something that only adds to the urgency I feel about returning inflation to the FOMC’s 2 percent goal.
    Research on the causes of inflation and the subsequent disinflation show that both supply and demand forces have played an important role. In the past two years, specifically, improvements in supply, along with moderation in demand in part due to tighter monetary policy, have both played a role in the disinflationary process.4 Supply chain bottlenecks as well as the drastic drop in the labor force due to excess retirements and the withdrawal of prime-age workers contributed to the initial rise in inflation, but the resolution of these disruptions and the return of workers to the labor force have also helped rein in inflation. Early on, consumers shifted spending from services to goods, a development that goods producers struggled to accommodate, putting upward pressure on prices. But as the demand shock to goods unwound and consumer spending shifted back to services, goods inflation fell and has been running below zero in recent months. Also, the increased demand due to the fiscal response to COVID-19 in 2020 and 2021 has more recently been roughly neutral on growth, as shown by the Hutchins Center on Fiscal and Monetary Policy in their measure of fiscal impact. And, of course, as I will discuss in a moment, tight monetary policy has been and continues to be a moderating force on demand, primarily by raising costs for interest-sensitive goods and services.
    As I think about where inflation is headed, I find it helpful to consider how it has evolved over the past several years and in particular how the major components of inflation have behaved, so I want to take a few minutes to walk through those details.
    As I have indicated, the big picture is that goods inflation surged early on in 2020 and 2021, followed by prices for services excluding housing, and then housing, with some overlap in those steps. Disinflation has followed that course in reverse. Core goods inflation rose, after almost a year of social distancing shifted spending from services and after production and delivery of goods was disrupted by the pandemic. This was a big change because over the long expansion leading to the pandemic, core goods prices actually fell, slightly but consistently.5 On a 12-month basis, core PCE goods inflation rose above zero in December 2020, reached a peak of 7.6 percent in February 2022, and fell again below zero at the end of 2023. In July of this year, it was negative 0.5 percent. This recent disinflation offset still-rising prices for services and helped reduce overall inflation. Goods inflation has reverted to its longer-term pattern as demand has moderated and supply chain problems have abated. This is reflected by various indexes of supply chain bottlenecks that showed the supply-side disruptions that contributed early on to surging inflation have now retreated to pre-pandemic levels.6 Other data show that computer chip supply, which fell far short of demand early in the pandemic, is back to normal conditions as well.
    Food and energy prices, always subject to larger ups and downs than other parts of inflation, rose also early on. Food inflation increased in 2020 as shoppers began stockpiling groceries and as warehouses and production facilities had difficulty staffing due to COVID. After Russia’s invasion of Ukraine, energy price inflation reached a peak 12-month rate of nearly 45 percent and food inflation reached a peak of 12 percent in mid-2022, highlighting the importance of petroleum and agricultural commodities from that part of the world. Food and energy inflation has moderated over the past two years and are now both running at 12-month rates of 1.4 percent and 1.9 percent, respectively, as supply chain issues have resolved and production in the U.S. and elsewhere has increased. Food and energy expenses represent a sizable share of consumer spending, but the frequent purchase of these goods means that they are highly salient in the public’s views on inflation. Research by Francesco D’Acunto and coauthors has shown that the weights that consumers assign to price changes in forming their inflation expectations are not based on the actual share of their expenditures but instead on the frequency of purchases, which happen to be highest for food and energy goods.7 Thus, the fall in food and energy prices is important because it may feed back into lower inflation in other categories by moderating overall inflation expectations and also real wage expectations in wage bargaining.
    Housing services price increases were the last component of inflation to escalate, rising to a peak 12-month rate of 8.3 percent in April 2023 and moderating to a 5.3 percent pace in July. It took time for housing prices to escalate and has taken longer for them to moderate because of both the nature of the rental market and the data collection method from the Bureau of Labor Statistics, as I have discussed at length in other speeches.8 However, new rent increases, which better capture rental price changes in real time, are falling and are the main reason why I expect housing services costs to moderate furt

    The final component of inflation is services excluding housing, which accounts for 50 percent of PCE inflation and is heavily influenced by labor markets. On a 12-month basis, this component of inflation rose to a peak of 5.3 percent in December 2021, stayed persistently high until February 2023, and has moderated since then to 3.3 percent in July of this year. Its escalation was driven both by the rise in labor costs and by the transition of demand from goods to services following the pandemic. Labor costs are a substantial share of the total costs for services. For example, labor accounts for between 60 percent to 80 percent of costs in construction, education, and health services.
    Among the initial forces driving the escalation in wages were the increase in food and energy prices, as wage demands tend to track closely with the prices of these frequently purchased goods. Data on wage demands from the New York Fed’s Survey of Consumer Expectations indeed show a sudden increase early on during the pandemic right after the first bout of food inflation.9 Importantly, worker shortages likely allowed those higher wage demands to be realized, contributing to the rise in wages. Later, as demand for services quickly rose and employers were creating a large number of jobs in several service sectors, workers were able to be more selective, and the ensuing “Great Resignation” took hold, allowing people to choose different careers. The relatively high demand relative to the supply of workers in some service sectors encouraged workers to move from job to job for higher wages, benefits, and other improvements in working conditions. Evidence from the Atlanta Fed’s Wage Growth Tracker suggests that during this period, wages for job switchers grew more than 2 percentage points faster than wages for people staying in the same job, though this wage premium for job switchers disappeared by the second half of last year.
    But now inflation for services excluding housing is declining, after a temporary escalation in the first quarter of this year that was likely partly due to residual seasonality. There had been fears that wage increases would drive a wage–price spiral, as the U.S. experienced in the 1970s, but this did not occur.
    To sum up, inflation has broadly moderated as the supply of goods and services has improved, and as producers and consumers have adjusted to the effects of higher prices. Demand has moderated, in part due to tighter monetary policy. And, as I just noted, changes in the pace of wage growth have also played an important role in the ups and downs of inflation, which points me toward a discussion of labor markets, which has recently become a greater focus of monetary policy.
    As I have noted, there has been a significant moderation in the labor market recently, but I want to start by pointing to what really has been a remarkable performance of the labor market over the past four years. After the unprecedented job losses early in the pandemic, and even accounting for the quick recovery of a large share of those losses, the recovery of the labor market that followed was historically swift. Unemployment was 7.8 percent in September 2020 and 4.7 percent only 12 months later, and it fell to under 4 percent 3 months after that. That is a more rapid recovery than the U.S. has experienced since the 1960’s. What started, at that point, was 30 straight months of unemployment at or below 4 percent, which had not happened during the pre-pandemic period, the boom of the 1990s, or anytime during the 1980s, and it was only exceeded by the strong labor market of the latter half of the 1960s. Something that I think was just as remarkable has been the narrowing of the typical gap between labor market outcomes for less-advantaged groups. For example, there has been a reduction in the unemployment rate between Black and Latino workers, on the one hand, and white workers, on the other hand. There has also been a narrowing of the prime-age labor force participation rate among these groups, and, perhaps most notable of all, wage inequality among them has narrowed, which is not typical during economic expansions, according to research by David Autor and several coauthors.10 They found that one benefit of the unusually tight labor market of the past few years was that the heightened competition for scarce workers produced more rapid wage gains for workers at the bottom of the wage distribution. The real wage gains for those in the lower quartiles of the distribution and with higher propensities to consume, in turn, likely spurred consumption and helped sustain growth after the pandemic.
    After a couple of years in which labor demand exceeded supply, the labor market has come into balance, reflecting an economy that has moderated in part due to tighter monetary policy. On the labor supply side, two forces have contributed to this rebalancing of the labor market. Labor force participation suffered due to the disruptions in work during the pandemic but rebounded strongly in 2022 and 2023 as the labor market tightened and wages rose sharply. The labor force participation rate for prime-age women reached historic highs over the past year and reached yet another historic record high in August. The overall increase in participation among workers aged 25 to 54, in the prime of their working lives, helped offset the loss of many workers aged 55 and over who experienced excess retirements during the pandemic. The second force boosting labor supply has been the large increase in immigration. The Congressional Budget Office estimates that net immigration boosted the U.S. population by close to 6 million people in 2022 and 2023, the majority of them of working age, and, by most accounts, rates of immigration have remained high in 2024.
    As a result of improved supply and easing of demand for workers, the labor market has rebalanced. After running at very low levels, unemployment has edged up this year to 4.2 percent in August, still quite low by historical standards. The slowdown in labor demand is most evident in payroll numbers. Job creation averaged 267,000 a month in the first quarter of the year and now stands at an average of 116,000 in the three months ending in August, which is still a healthy pace of job creation. Yet, given recent revisions in the payroll numbers, it is important to continue monitoring additional labor market indicators. In addition, the fall in diffusion indexes suggests that job creation cooling has been broad based, complementing the payroll data in showing rebalances in demand and supply across sectors. Beyond payroll data, voluntary quits, which tend to reflect the rate at which people find a better job, are now back around where they were before the pandemic. The ratio of job vacancies to the number of people looking for work, the V/U ratio, has also fallen close to its pre-pandemic ratio.11 In summary, after a period of demand exceeding supply, the labor market appears to have rebalanced.
    In tandem with the cooling in the labor market, economic activity has slowed but is still expanding at a solid pace. After adjusting for inflation, gross domestic product (GDP) grew 2.5 percent in 2023 and at around a 2 percent annual rate in the first half of 2024. Personal spending, which accounts for the majority of economic activity, has been solid this year, supported by a resilient labor market so far and high levels of household wealth relative to income. But given a rise in credit card and auto delinquencies, a rise in credit card balances, and a cooling labor market, I expect spending to grow at a somewhat more moderate pace moving forward.
    Certainly, tight monetary policy has contributed to cool off aggregate demand and slow the economy. It has done so in large part by slowing spending on interest-sensitive expenditures, such as housing, as well as autos and other durable goods. Other spending typically financed with credit, such as business equipment, has also been slower.
    Another effect of tight monetary policy is to keep expectations of future inflation in check. And, to the extent that ex
    pectations affect decisions by businesses to set prices and by workers to negotiate wages, this has helped put downward pressure on inflation. Survey- and market-based measures of future inflation did increase when inflation surged, but only modestly, and they have moved down in tandem with inflation and have largely returned to their 2019 levels.
    In conclusion, I would say that recent economic developments, against the backdrop of the experience of the past four years, have validated the Federal Reserve’s focus on reducing inflation and set the stage for the shift in monetary policy that occurred last week. The progress in bringing down inflation thus far, coupled with the softening in the labor market that I have described, means that while our focus should remain on continuing to bring inflation to 2 percent, we should now also shift attention to the maximum-employment side of the FOMC’s dual mandate. The labor market remains resilient, but the FOMC now needs to balance its focus so we can continue making progress on disinflation while avoiding unnecessary pain and weakness in the economy as disinflation continues in the right trajectory. I strongly supported last week’s decision and, if progress on inflation continues as I expect, I will support additional cuts in the federal funds rate going forward.

  • MIL-OSI Global: Struggling to make decisions at work? Learn how to build confidence

    One of the most daunting tasks for new leaders is making decisions that impact others. Although the average person makes thousands of conscious decisions each day — some estimates suggest as many as 35,000 — when it comes to making decisions in the workplace, many hesitate.

    A lack of experience often causes new leaders to hold back, intimidated by the fear of making mistakes. The stakes can feel high, as their choices can have far-reaching consequences, not only for themselves but also for the organization and its employees.

    New leaders might face decisions such as delegating responsibilities among team members, prioritizing projects with limited resources or managing conflicts between employees.

    With time and practice, leaders learn to develop decisiveness — the ability to listen to their intuition for making effective, quick decisions. Decisiveness is not about being rash, but about having the confidence to act based on evidence and experience.

    Effective decision-makers balance competing priorities and options while staying deeply aware of the needs of their stakeholders, from employees and colleagues to customers and investors. Once they reach a decision, they follow through with firm, resolute action.

    A bar above the rest

    What sets effective leaders apart is their ability to consistently make decisions that drive organizational success. These leaders understand the difference between operational and strategic decisions, and how each serves a different purpose.

    Operational decisions deal with immediate concerns, focusing on day-to-day activities that require quick responses to keep the business running smoothly. For example, an operational decision might involve addressing a staffing shortage, resolving a technical issue or adjusting a production schedule.

    Strategic decisions, on the other hand, are more complex, involve higher risks and require a broader perspective. They focus on the future direction of the organization and may involve a careful assessment of external factors, such as launching a new product or restructuring a department.

    Building decision-making skills

    But how do emerging leaders develop the skill to confidently make decisions, especially when there are many possible options? To build a strong foundation for decisive leadership, consider these three practical strategies:

    1. Clarify your values

    Understanding your core values is crucial for effective and ethical decision-making. When you and your staff are clear on what matters most to you, decision-making becomes easier.

    For example, if you believe in transparency, you will communicate the decision-making process and outcomes to your team. They will trust that even if they don’t all agree with your decision, they’ll be informed promptly and consistently.

    To gain clarity about your values, reflect on past decisions, consider what felt right or wrong, and identify common themes that guided your actions. You can also use one of the many free assessments available online.

    2. Use a decision-making framework

    There are several tools to help guide confident decision-making, especially early in your career. One simple and effective option is the 5 Ws Framework.

    The framework helps leaders think through these essential questions: Who will be affected? What are the available options? When does the decision need to be made? Why is this decision necessary? And how will the decision be executed?

    Using this framework helps emerging leaders quickly assess all angles of a situation and make thoughtful decisions that ensure no critical factors are missed.

    3. Learn from your network

    One of the most effective ways to develop leadership skills is by learning from others. Observe how your peers and more experienced leaders make decisions, ask them insightful questions and seek their feedback on your own decisions.

    Reflecting on your interactions with them can help you refine your decision-making style and identify areas for growth. It can also help you become more comfortable with ambiguity, risk and uncertainty. The support from your network will boost your confidence and provide much-needed encouragement in times of doubt.

    Other things to keep in mind

    Leaders in AI-integrated workplaces will need not only strong decision-making skills but also the ability to apply a critical ethical lens.

    Artificial intelligence offers many opportunities to accelerate decision-making and improve efficiency. However, the interconnectedness of algorithms, people and data also brings with it complex ethical and sustainability problems.

    To avoid the unintended consequences of AI such as algorithmic bias or privacy violations, leaders across all sectors must carefully evaluate the ethical implications of all decisions and ensure they align with principles of fairness and long-term sustainability.

    In technology-dependent workplaces, emotional intelligence becomes a crucial asset. Leaders who are self-aware and in tune with their emotions can pause to make thoughtful, deliberate decisions, instead of reacting impulsively.

    Mindfulness practices, such as deep breathing and meditation, can help maintain focus and clarity, particularly in situations of high pressure. A clear and centred mind allows leaders to make decisions that align with ethical standards and the long-term interests of people, the planet and profit.

    As you continue to develop your leadership skills, be patient with yourself and remember that leader development is a life-long journey of growth. To help you stay sharp and avoid decision fatigue, prioritize self-care taking time to rest, recharge and reflect.

    By practicing these strategies, staying true to your values, and leaning on your network, you’ll build the confidence you need to tackle any challenge that comes your way. Embrace the process, take care of yourself and trust that each decision you make brings you closer to becoming the decisive leader you aspire to be.

  • MIL-OSI USA: Reps. Cleaver, David Scott Reintroduce Legislation to Expand Access to Apprenticeships for Young African Americans

    (Washington, D.C.) – This week, U.S. Representatives Emanuel Cleaver, II (D-MO) and David Scott (D-GA), Ranking Member of the House Agriculture Committee, announced the reintroduction of the Jobs, On-the-Job ‘Earn While You Learn’ Training and Apprenticeships for Young African Americans Act. The legislation would encourage the U.S. Department of Labor to work with African American organizations and labor unions to recruit and hire African Americans in registered apprenticeship (RA) programs.

    “The Biden-Harris Administration has made it a priority to bring good-paying jobs back to communities across the heartland by investing in critical infrastructure, manufacturing, and clean energy—but we must also ensure the pipeline of workers ready to help fill those jobs reflects the diversity of the nation at large,” said Congressman Cleaver. “Registered apprenticeship programs provide young Americans with the opportunity to gain valuable skills in high-earning industries while earning a paycheck, and our legislation seeks to expand those opportunities to communities that have historically been left out, which will ensure greater prosperity for all.”

    Offering hands-on training opportunities, virtually zero student debt and the potential to advance in high-quality jobs, RA programs provide participants with the economic mobility needed to build wealth and a pathway toward high earning careers across a number of in-demand industries. However, according to data from the Department of Labor, African Americans have one of the lowest rates of participation in apprenticeship programs.

    The Jobs, On-the-Job ‘Earn While You Learn’ Training and Apprenticeships for Young African Americans Act would:

    • Create a Diversity and Inclusion Administrator position within the Employment and Training Administration at DOL responsible for promoting and assisting greater African American participation in RAs.
    • Support the Recruitment, Employment, and Retention of African American and other nontraditional Black populations in programs under the national apprenticeship system in high-skill, high-wage, and in-demand industry sectors and occupations.
    • Target High-Earnings Occupations in construction, welding, electrical engineering, plumbing, information technology, energy, green jobs, advanced manufacturing, health care, and cybersecurity.
    • Update the RA Application process requiring new sponsors to include a plan to boost African American participation in their apprenticeship programs.

    “Have you ever been in your car when you get an alert notifying you something is wrong? Let’s face it. There is no such thing as a good time for a warning light to signal a problem. Having your morning commute interrupted by a mechanical failure is an inconvenience at best and a downright emergency at worst. But the warning lights are there to help signal that action should be taken.

    I like to consider myself to be a very optimistic person, but I will say this: When it comes to our K-12 education system, we are facing a giant ‘WARNING!’

    America’s teacher preparation pipeline is struggling.

    And I’ll be blunt: the numbers are alarming. Eighty-six percent of public schools reported difficulties in hiring teachers for the 2023-2024 school year. Between 2020 and 2022, 16 percent of teachers left their schools. Teachers are feeling disheartened, and only 20 percent say they are very satisfied with their jobs. Just 16 percent would recommend the profession to others. With that said, it should be very apparent that these aren’t just statistics—they’re a flashing red light on the dashboard of our education system.

    Part of the solution is more affordable, accessible pathways into the classroom. Traditional teacher preparation programs can take four to five years to complete and come with a sticker price of up to $100,000. These costs are simply too high for many prospective teachers. The upfront investment is enough to send teachers running for the exits before they even start.

    That’s why alternative certification programs are gaining traction as a more efficient, cost-effective way to get talented individuals into the classroom. Between 2018 and 2021, enrollment in alternative programs increased by 20 percent. These programs offer a faster path to certification for individuals who already have expertise in other fields.

    But it’s not just about getting teachers into the classroom—it’s about keeping them there. The reality is that too many teachers leave the profession because they don’t feel supported and valued. We need to rethink the way we structure the teaching profession. Innovative programs like Arizona State University’s (ASU) Next Education Workforce are doing just that. By reimagining the traditional model of one teacher, one classroom, new approaches can provide teachers and students room to flourish.

    For example, third graders in ASU’s team-based teaching schools experience an extra 1.4 months of reading growth each year, and Algebra I students pass at rates four to seven percentage points higher than their peers in traditional classrooms. Teacher turnover and satisfaction also greatly improve. These results show that we can’t treat teachers like revolving doors and still expect our schools to thrive.

    Other colleges such as Appalachian State have developed similar models. We must continue to press harder and expand these ideas further. It’s time to think boldly and spotlight changes that will not only bring more people into the teaching profession but will also ensure that they want to stay there.”

  • MIL-OSI USA: Edwards’ bill to improve veteran access to commercial driver training heads to president’s desk

    The U.S. House of Representatives today passed Senate bill S. 656, the Veteran Improvement Commercial Driver License (VA CDL) Act, by a unanimous voice vote. Edwards introduced the House companion bill, H.R. 2830, which previously passed the House as part of H.R. 5914, the Veterans Education Transparency and Training (VETT) Act, in April 2023.

    The VA CDL Act is the first bill that Edwards co-led to be sent to the president’s desk to be signed into law.

    Edwards spoke on the House floor to highlight how the VA CDL Act will eliminate red tape that excludes veterans from accessing commercial driver-education programs using their GI Bill benefits.

    “Thank you Mr. Speaker, and thank you to Senators Fischer and Padilla for their leadership on the Veteran Improvement Commercial Driver License Act. I was happy to introduce the House version of this very important bill, H.R. 2830, and I look forward to the benefit this language will add to veterans’ quality of life once it becomes law.

    “Every day, brave men and women join our military to fight for the American dream so that each of us can live in a country where we have the opportunity to succeed and are free to pursue a better life.

    “But all too often, when our service members are transitioning to civilian life, our government fails them in pursuit of their own American dream.

    “A 2016 study by the U.S. Chamber of Commerce Foundation found that 53 percent of all veterans were unemployed for at least four months after leaving the military. These are our country’s strongest citizens, yet we repeatedly fail to sufficiently support them as they make the biggest transition in their life – from service member to civilian.

    “S. 656 and H.R. 2830 make a much-needed change to veteran educational assistance programs, expanding job opportunities for the brave men and women who serve our great nation.

    “The VA CDL Act will increase veteran access to timely, quality commercial driver license training, reduce veteran unemployment or underemployment, and reduce the strain on our nation’s supply chain by increasing the truck driver workforce pool.

    “Currently, roughly 8,400 commercial driving programs are approved for use by eligible veterans under the GI bill, but a bureaucratic ‘two-year rule’ prevents these training facilities from accepting GI benefits at secondary locations for two years.

    “This burdensome red tape has excluded many veterans from attending closer ‘secondary branch’ training facilities and dissuaded service members from joining the trucking industry. Because of the rule, veterans must decide between finding a new career path, waiting two years to pursue their commercial driver’s license, or traveling hundreds of miles away from their home for immediate training.

    “S.656 and H.R. 2830 fix that issue by exempting new branches of pre-approved training facilities located in the same state from the statutory two-year wait to accept veterans’ benefits.

    “It’s high time we take meaningful steps towards better supporting a veteran’s transition into the civilian workforce.

    “Too many arbitrary rules are impeding a veteran’s ability to achieve the very American dream that they are fighting for others to pursue, but the VA CDL Act helps to eliminate one of those barriers.

    “Ultimately, this is a commonsense reform that will reduce unnecessary roadblocks to veteran training and workforce opportunities and I urge my colleagues to support.”

    “When the brave men and women in our armed forces return home, the last thing they should have to worry about is red tape preventing them from achieving the American dream that they fought to defend,” said American Trucking Associations President and CEO Chris Spear. “Improving veterans’ access to CDL programs will open the door of opportunity to good-paying, in-demand jobs in the trucking industry.   • MIL-OSI USA: Molinaro Passes 7th Standalone Bill With Bipartisan Support

    Washington, DC – U.S. Rep. Marc Molinaro (NY-19) today announced his Think DIFFERENTLY About Education Act has passed the House of Representatives with bipartisan support. Since coming to Congress, Rep. Molinaro has passed seven standalone bills, 57 bipartisan measures, and has had 12 measures signed into law. He was ranked the second most bipartisan member of Congress by the nonpartisan Lugar Center and is in the top five for most bills passed in Congress.

    In an annual individualized education program (IEP) meeting, school staff and parents of a child with a disability meet to develop an educational plan for the student. Under the Individuals with Disabilities Education Act, parents have the right to bring a third-party advocate, such as a therapist, lawyer, or knowledgeable family member, to these meetings. However, most parents are not aware of this right. The Think DIFFERENTLY About Education Act requires K-12 schools to inform parents of their right to bring an advocate to IEP meetings. 

    Rep. Molinaro said, “I launched Think DIFFERENTLY in 2015. Since then, we’ve grown from a local initiative to a national movement, and I’m proud to once again pass a bipartisan bill that advances the cause. The Think DIFFERNTLY About Education Act guides and empowers students with disabilities to access the resources they need to get a quality education.”

  • MIL-OSI Global: B.C.’s plan for involuntary addiction treatment is a step back in our response to the overdose crisis

    British Columbia Premier David Eby recently announced that his government plans to open highly secure facilities where people struggling with mental health, serious brain injuries and severe addictions will receive involuntary care.

    The B.C. government describes the move as a new phase of its response to the addiction crisis that includes a promise to change the law to “ensure that people, including youth, can and should receive care when they are unable to seek it themselves.”

    Unregulated drugs kill an average of six British Columbians every day. Since a public health emergency was declared in 2016, more than 15,000 people in B.C. have died from consuming unregulated drugs.

    Interventions and services

    Policymakers along with affected communities are struggling to identify, implement and scale up necessary interventions and services. Many highlight that we need all the tools in our toolkit to respond to this unprecedented crisis.

    Currently, involuntary admissions to care facilities are possible for people with a “disorder of the mind” through B.C.’s Mental Health Act. Between 2011-12 and 2020-21, the number of voluntary admissions in B.C. remained relatively stable (10,000 to 12,000) but involuntary admissions increased from 11,000 to more than 17,000 during this time period.

    Expanding involuntary care to people with addictions is intuitively appealing to some. Supporters of the idea position it as compassionate intervention that keeps the most vulnerable safe. But drug addiction and treatment are complex.

    While parents, policymakers and others rightfully want to do everything they can to protect young people from harmful drugs, in the long run, involuntary treatment will cause more harm than good.

    Involuntary treatment is dangerous

    Scientific evidence is lacking that supports involuntary addiction treatment as an effective approach for reducing substance use and related harms among vulnerable populations. A 2020 study of more than 3,000 people who use drugs in Vancouver found no significant improvements in substance use outcomes among those who were coerced into addiction treatment compared to people who received no treatment.

    We also know that substance dependence is a complex chronic condition and relapse is common. Relapse after a period of abstinence is a particularly dangerous time due to reduced tolerance. Indeed, the risk of overdose death has been found to be highest immediately after discharge from compulsory care, voluntary treatment and hospitals, as well as upon release from prison.

    A lack of effectiveness paired with serious increased risk of a fatal overdose, particularly in the era of illicit fentanyl, are not the only weaknesses of involuntary treatment for people with addictions.

    Involuntary treatment can undermine trust

    Accounts from young people who have experienced being coerced into treatment highlight that involuntary care can be counterproductive and risks pushing vulnerable young people away from the very services they need most.

    After consulting with young people who use drugs, the B.C. Representative for Children and Youth in 2021 cautioned that involuntary care “may create distress in young people to the extent that they may come to distrust the health-care system and be less inclined to seek support when it is needed.”

    Research scientist Danya Fast, who has more than a decade of experience working with young people who use drugs, has described seeing “the lengths that some young people would go to in order to evade or escape from [institutional] places, often with devastating effects. I knew that even the threat of involuntary hospitalization could lead some to avoid calling 911 if someone was overdosing and needed help.”

    Furthermore, a 2023 qualitative study with parents who resorted to involuntary treatment in Alberta describes how for some, forcing their child into treatment harmed their relationship, and for many, did not result in improvements in their children’s risky substance use behaviours.

    Addiction treatment in the era of fentanyl

    In the context of forced addiction treatment, it’s important to recognize that the effectiveness of current medications for opioid dependence (typically methadone and suboxone) is limited, particularly for young people.

    In a study among young people who used opioids in Vancouver between 2005-2018, initiating an opioid agonist therapy (primarily methadone or suboxone) was not found to be protective for non-fatal overdose. In addition, 60 per cent of young people who initiated methadone prematurely discontinue their treatment.

    This is consistent with emerging evidence from B.C. indicating that retention on methadone and suboxone have both been consistently declining over the last decade, which corresponds to the emergence of illicitly manufactured fentanyl in the province.

    Given the volatility of street drugs and increasing exposure to and dependence on highly potent fentanyl, the clinical management of opioid dependence is increasingly complex. This reality makes forcing people into addiction treatment against their will particularly concerning.

    There is also widespread evidence that the existing voluntary addiction treatment system is inadequate and fails to provide appropriate care. It is our view that resources are better directed towards improving the existing voluntary treatment system and ensuring there are comprehensive supports available throughout the continuum of care.

    Alternatives to involuntary treatment

    The safety of our children and communities would be enhanced if governments strengthened and expanded the voluntary treatment system and evidence-based prevention programs. Substance dependence is a chronic relapsing condition. Therefore, accessible harm reduction programs and addressing the toxic supply of drugs are critical steps to prevent overdose deaths and other drug related harms.

    B.C.’s provincial health officer issued a report in July 2024 outlining how a public health approach could be leveraged to provide alternatives to the toxic drug supply.

    While some may think we have already tried drug regulation, current prescribed “safe” supply programs include less than five per cent of the estimated 115,000 people in B.C. with an opioid use disorder.

    Analyses of overdose fatalities also indicate that the majority of people who died from drug poisonings did not have a diagnosed opioid use disorder or use opioids on a daily basis. These individuals would not have been eligible for existing prescribed safe supply.

    This underscores that current initiatives are not reaching the vast majority of the population at risk of a toxic drug poisoning. There are also many different approaches and models that could be considered for drug regulation.

    As we have outlined previously, innovation and transformational policy action to strictly regulate the production, distribution and consumption of currently illegal drugs is a promising way forward.

    We empathize and relate to parents and caregivers who want to do everything possible to protect their children. However, we cannot “treat” our way out of our current crisis and involuntary treatment is a particularly risky and harmful tool.

    Evidence-based interventions across the pillars of early prevention, voluntary treatment and harm reduction, along with rigorous drug regulation that tightly controls the production, distribution and consumption of currently illegal drugs, will give us the most control over the toxic drug supply. This mix of foundational and innovative public health tools will be best positioned to reduce risky substance use and related health and social harms.

    U.S. Senator Markwayne Mullin (R-OK), member of the Health, Education, Labor, and Pensions (HELP) Committee, led his colleagues in authoring a letter to the Administration for Community Living (ACL) to express concern about its recent regulation to require states to prioritize delivering Older Americans Act meal and support services to individuals based on their sexual orientation and gender identity. The lawmakers outline the harmful consequences of this recent change and urge the ACL to reverse its rulemaking.
    The Older Americans Act (OAA) authorizes support services and nutrition programs for older Americans such as congregate meal services, home-delivered meals (e.g. Meals on Wheels), transportation assistance, and caregiver respite. Since all older Americans qualify for services, states and area agencies on aging are required to prioritize the delivery of meals and support services to those with the “Greatest Social Need” and the “Greatest Economic Need.” The Biden-Harris administration’s new regulation under the OAA expands the definition of the “Greatest Social Need” to include social isolation caused by sexual orientation and gender identity among other factors. This expansion has not been approved by Congress and state administrators of OAA services have yet to determine how to comply with this new requirement.
    “The Older Americans Act was designed to fulfill essential services for our seniors, not serve as a vehicle for Kamala Harris’ gender identity politics. This expansion diminishes the prioritization placed on serving rural seniors like those in my state of Oklahoma,” said Sen. Mullin. “The Biden-Harris administration has once again expanded bureaucratic overreach without the consent of Congress or any real plan of how states might carry out this regulation. I want to thank my colleagues for recognizing the harm this haphazard expansion will cause and joining me in this effort to reverse it.”

(September 25, 2024) – Today, the House of Representatives voted to pass H.R. 7323, the Montgomery GI Bill-Selected Reserves (MGIB-SR) Tuition Fairness Act, a bipartisan bill led by Reps. Morgan McGarvey (KY-03) and Derrick Van Orden (WI-03) to increase access to educational opportunities for veterans by requiring public higher education institutions to charge in-state tuition rates for veterans using MGIB-SR. Included in this bill is the Veterans Flight Training Responsibility Act, another bipartisan veterans education initiative led by Rep. McGarvey and Rep. Tom Kean, Jr. (NJ-07) to give veterans expanded flexibility to use their education benefits for flight training.

    “Every veteran should have access to quality, affordable education when they return home—they’ve more than earned it,” said Rep. McGarvey. “As a member of the House Committee on Veterans’ Affairs, I’m always looking for bipartisan solutions to make sure veterans’ benefits work for them. The initiatives we passed today make sure our vets and reservists can pursue higher education on their own terms, without breaking the bank. This is a great first step, and we’ll keep working to get them signed into law.”

    The Montgomery GI Bill-Selected Reserves (MGIB-SR) Tuition Fairness Act directs the Secretary of Veterans Affairs to require public higher education institutions to charge in-state tuition rates for veterans using MGIB-SR. The bill is supported by Veterans of Foreign Wars, The American Legion, Special Operations Association of America, Veterans Education Project, Military Officers Association of America, and Reserve Organization of America.     The Veterans Flight Training Responsibility Act will cap flight training fees for veteran students at $108,480 for public flight training institutions and allow student veterans to use their GI Bill throughout the whole year, instead of requiring them to take time off or pay out of pocket.   • MIL-OSI USA: McConnell, Kaine Applaud Final Rule To Raise Minimum Age For Tobacco Sales Set By Their Bill

    WASHINGTON, D.C. – Today, U.S. Senate Republican Leader Mitch McConnell (R-KY) and U.S. Senator Tim Kaine (D-VA), a member of the Senate Health, Education, Labor and Pensions (HELP) Committee, applauded a final rule issued by the U.S. Food and Drug Administration (FDA) regarding ID requirements for the purchase of tobacco products at retail establishments. The rule, which will go into effect on September 30, was required by McConnell and Kaine’s Tobacco-Free Youth Act. Signed into law in December 2019, the bipartisan McConnell-Kaine legislation raised the minimum age to buy all tobacco products, including e-cigarettes, from 18 to 21.
    Last week, Senator McConnell delivered remarks on the Senate floor highlighting a recent survey by the FDA and the U.S. Centers for Disease Control and Prevention (CDC) which concluded the number of young people in America smoking e-cigarettes dropped to its lowest level in the last decade.
    “Youth e-cigarette use was at its peak just five years ago. That’s when I introduced legislation along with Senator Kaine to raise the minimum age to purchase tobacco products to 21. Today, the number of young people smoking e-cigarettes dropped to its lowest level in a decade,” said Senator McConnell. “I’m glad to see the FDA finally produce this rule that will help keep even more children from getting their hands on addictive vaping devices. While more work remains, I’m grateful to see our bipartisan legislation making a big impact.”
    “I’m glad the FDA issued final guidance to implement our bipartisan legislation to raise the tobacco age to 21,” said Senator Kaine. “I was proud to work with Senator McConnell to get this legislation signed into law. Our bipartisan bill has already made a huge difference in keeping tobacco products away from young people, and this final rule will only further these efforts.”
    In 2022 and again in 2023, McConnell and Kaine pushed the FDA to issue this final rule. The final FDA rule requires retailers to ask for photo identification for anyone under the age of 30 and prohibits retailers from selling tobacco products via vending machines in facilities where individuals under 21 are present or permitted to enter at any time.

    The UK is sending £5m to Lebanon to support humanitarian response efforts, where the United Nations [UNICEF] will distribute supplies to those in need. 

    It comes as the UK also re-opens the Register Your Presence service to support British nationals and provide vital updates.

    The UK has been calling for British nationals to leave Lebanon since October 2023. Yesterday, 700 troops, alongside Border Force and Foreign Office officials, also deployed to Cyprus to continue contingency planning for a range of scenarios in the region.

    The essential humanitarian support comes after further civilian casualties following air strikes in recent hours. Thousands more have been displaced or forced to flee their homes.

    The package includes essential medical supplies, hygiene kits and fuel for water stations, to help thousands of displaced civilians across Lebanon meet their basic needs.

    It will also help emergency teams respond to urgent health and nutrition needs, and provide a series of training sessions for key delivery partners and frontline workers to ensure an effective emergency response.

    Anneliese Dodds, Minister of State for Development and Minister of State for Women and Equalities, said:

    The situation in Lebanon is deeply concerning. While we continue to urge British nationals to leave and have launched our ‘register your presence’ portal to aid their departure, the UK will always be a strong supporter of the Lebanese people. That is why we are providing £5m to UNICEF to support civilians who have been displaced and are facing a humanitarian emergency.

    We need to see an immediate ceasefire from both sides to prevent further civilian casualties and ensure that displaced people can return to their homes.

    At UNGA this week the Foreign Secretary emphasised the need for an immediate ceasefire between Israel and Lebanese Hizballah when he met G7 ministers. The UK was the first G7 country to call for an immediate ceasefire. The Foreign Secretary will deliver the UK’s intervention at the UN Security Council session on Lebanon.

    Flights from Beirut continue to run, and British nationals should depart on the first available carrier.

    The military teams have joined the already significant UK diplomatic and military footprint in the region, including RAF Akrotiri in Cyprus and Royal Navy ships RFA Mounts Bay and HMS Duncan, which have remained in the eastern Mediterranean to support British nationals and allies over the summer.

    The Royal Air Force also have aircraft and transport helicopters on standby to provide support if necessary.

    • Through the Lebanon Humanitarian Programme, the UK is one of the largest donors to OCHA’s Lebanon Humanitarian Fund which has allocated $14.7m to a range of NGOs for preparedness and response to displacement.  
    • Earlier this year, a Central Emergency Response Fund (CERF) allocation of $9m was released to support UN partners response to the rising needs in Southern Lebanon. The UK is one of the largest donors to the CERF globally.    
    • $2.2m Education Cannot Wait (ECW) funding has been released to support 5,000 children affected by the crisis. The UK is the second largest donor to ECW.

  • MIL-OSI Europe: SDG Flag Day in Lugano: Cities play a key role in implementing sustainable development goals

    Bern, 25.09.2024 – Since 2019, SDG Flag Day has been held every year on 25 September on the initiative of the business community (via the UN Global Compact). Schools, communes, organisations, companies and governments fly flags to symbolically express their support for the 2030 Agenda and its 17 Sustainable Development Goals (SDGs). At the SDG Flag Day event in Lugano, the two Federal Council delegates for the 2030 Agenda, Markus Reubi and Daniel Dubas, emphasised the key role of cities in implementing the 2030 Agenda.

    Whether it’s access to green spaces and public areas, sustainable transport systems, waste sorting or involving all stakeholders in urban planning, cities face particular challenges in the field of sustainability. Although they only cover 3% of the earth’s surface, they consume three quarters of global resources and are responsible for 75% of global emissions. The 2030 Agenda therefore also addresses this topic in SDG Goal 11, ‘Sustainable cities and communities’.

    Swiss cities and communes need to become inclusive, resilient and environmentally friendly. To mark this year’s SDG Flag Day, the city of Lugano is providing various examples of how it is driving forward the implementation of the 2030 Agenda.

    “Through its #luganosostenibile programme, Lugano is one of the many cities using their proximity to citizens to implement solutions in different areas of the 2030 Agenda,” says Markus Reubi, deputy head of the Prosperity and Sustainability Division (PSD) of the FDFA and one of the Federal Council’s two delegates for the 2030 Agenda. Mr Ruebi took part in SDG Flag Day in Lugano together with the other Federal Council delegate for the 2030 Agenda, Daniel Dubas. According to Mr Dubas, who heads the Sustainable Development Section of the Federal Office for Spatial Development (ARE), ‘cities are a key driver of sustainable development in Switzerland, especially as almost three quarters of the population live in cities and peri-urban areas.’

    Today’s event in Lugano marks the start of a deeper collaboration between the FDFA and a range of cities in the field of sustainability, a development that will be highlighted at a city symposium on SDG Flag Day 2025.

    2030 Agenda

    The 2030 Agenda is the global frame of reference for local, national and international efforts to find joint solutions to major international challenges such as climate change, resource consumption, biodiversity conservation and health crises. The 2030 Agenda was adopted on 25 September 2015 by 193 UN member states, including Switzerland. It applies to all countries and sets the SDGs to be achieved by 2030. In Switzerland too, the 2030 Agenda is the guiding framework for sustainability policy.
    At the heart of the 2030 Agenda are the 17 SDGs and their 169 targets. These are structured around five guiding principles: people, planet, prosperity, peace and partnership. With these five principles, the 2030 Agenda aims to safeguard human well-being, economic development and environmental protection as well as addressing aspects such as peace, the rule of law and governance. SDG Flag Day is an initiative of the UN Global Compact, a global network of companies that are committed to the goals of the 2030 Agenda.

  • MIL-OSI USA: Durbin Questions Judicial Nominees In Judiciary Committee Nominations Hearing

    WASHINGTON – During today’s Senate Judiciary Committee nominations hearing, U.S. Senate Majority Whip Dick Durbin (D-IL), Chair of the Senate Judiciary Committee, questioned Sarah Morgan Davenport, nominated to be a United States District Judge for the District of New Mexico, about her unique background.  Durbin also began his remarks by highlighting the rigorous vetting process nominees undergo to be considered for a judicial nomination.
    “Among our nominees is Ms. Davenport, who graduated from New Mexico State University with a bachelor’s in music and who was a music teacher before going to law school and then [becoming] a prosecutor.  She went from professor to prosecutor.  Can you tell me about your background in music [that lead to your nomination]?” Durbin asked.
    Ms. Davenport replied that she wanted to go down a different career path after serving as a music teacher—which led her to attend law school and pursue a career as a prosecutor.
    Durbin then asked Keli Marie Neary, nominated to be a United States District Judge for the Middle District of Pennsylvania, about a case where she represented the Commonwealth of Pennsylvania in Federal Trade Commission et al., v. Penn State Hersey Medical Center et al.  The Commonwealth, along with the FTC, sued to block a merger of the Penn State Hershey Medical Center with the Pinnacle Health System. 
    “Can you tell us about that case?” Durbin asked.
    Ms. Neary responded, “that was one of two very important cases I worked on during my career that involved health care and providing care to many people across Pennsylvania.  In that particular case, we were working to make sure that no hospital became a monopoly in order to maintain prices in Pennsylvania, to ensure affordable health care in central Pennsylvania.” 
    She continued to say, “The other case I referenced is a case involving two large insurance companies in Pennsylvania and the hospital systems that participated in those insurance companies, and through my work on behalf of the Commonwealth, we were able to garner an agreement that resulted in affordable health care for many Pennsylvanians in the western part of the state.” 
    Durbin then questioned Judge Anthony J. Brindisi, nominated to be a United States District Judge for the Northern District of New York, about his background as a congressman and his service on the bench.
    “Can you compare those legal experiences?” Durbin asked.
    Judge Brindisi responded that the key to being a good congressman is to be a good listener, work in a bipartisan way to get work done, and to sit down with individuals you might disagree with to better understand their ideas on bills.  He continued to say that he took the lessons he learned from Congress to the bench. 
    Durbin then questioned Elizabeth C. Coombe, nominated to be a United States District Judge for the Northern District of New York, about her legal experience, noting that she has tried almost 40 cases to verdict or final decision.
    Ms. Coombe responded that given her experience litigating in both D.C. and New York federal courts, she was exposed to many bench trials and jury trials.  She continued to say, “I love being in the courtroom presenting cases to juries and seeing the power of the jury work its magic… And I think that my experience as a trial lawyer in front of juries will be helpful if I am fortunate enough to be confirmed.  I would bring that practical experience from the courtroom with me.”

    The hearing continues the Committee’s work filling judicial vacancies with highly qualified, diverse candidates who help ensure the fair and impartial administration of the American justice system.
    Under the leadership of Chair Durbin, the Senate has confirmed 212 judges to lifetime appointments on the federal bench during the Biden-Harris Administration. Following the confirmation of Michelle Court to be U.S. District Judge for the District of California and last week’s executive business meeting, 18 lifetime judges – including four circuit court nominees and 14 district court nominees – are eligible for a vote on the Senate floor.

  • MIL-OSI USA: As Nationwide Book Bans Top 10,000, Schatz, Raskin Introduce Bicameral Resolution Condemning Book Bans

    WASHINGTON – Today, U.S. Senator Brian Schatz (D-Hawai‘i) and U.S. Representative Jamie Raskin (D-Md.) introduced a resolution condemning an escalating censorship crisis that has removed and targeted thousands of books from the shelves of schools, libraries and universities across the country. 
    The bicameral resolution, coinciding with Banned Books Week, reinforces congressional recognition of students’ First Amendment rights and affirms that the freedom to read is essential to a strong democracy. In the 2023-2024 school year alone, PEN America documented over 10,000 instances of individual books being banned, nearly triple the previous academic year. Many bans have removed books from public shelves with characteristics that would be targeted by Project 2025, which additionally proposes labeling teachers and librarians who distribute such books as sex offenders.
    “Any attempt to ban books because someone has an ideological disagreement or doesn’t believe in capturing the full scope of history is un-American,” said Senator Schatz. “Freedom of expression is a founding principle of our country, and it’s up to all of us to stand up against these attacks on this fundamental right.”
    “By filling our libraries with a diversity of stories, we help our students understand new perspectives rather than suppressing their freedom to think, read and write independently,” said Representative Raskin. “We must close this chapter of censorship and, rather than continuing to take a page from the world’s dictators and autocrats, turn our attention to the resources students need to succeed. I am grateful to Senator Schatz for his partnership on this resolution.”
    According to findings from PEN America and the American Library Association, targeted books include classics like To Kill A Mockingbird, 1984, and The Handmaid’s Tale. Books are also more likely to be removed if they feature content related to the LGBTQIA+ experience, race or racial injustice or stories about grief and abuse.
    “We thank Representative Raskin and Senator Schatz for their continued commitment to academic freedom and the First Amendment. The movement to ban books is an affront to public education and students’ ability to understand the world,” said PEN America’s Congressional Affairs Lead, Laura Schroeder. “The targeted bans intentionally seek to silence the experiences of authors of color, LGBTQI+ authors and stories that explore the themes of racism, trauma, religion, gender identity and sexual identity. Students are being deprived of stories that can help them deal with real lived experiences such as trauma and violence. This must end.”
    “Libraries defend every American’s freedom to read – a freedom that is increasingly under threat – even though many librarians face criticism and threats to their livelihood and safety,” said Cindy Hohl, president of the American Library Association. “This Banned Books Week, we’re proud to have Congressional leaders standing with us and with communities that are fighting back to protect their libraries and schools from the censors.”
    The resolution is endorsed by the American Library Association (ALA), Banned Books Week Coalition, EveryLibrary, Interfaith Alliance, JCRC of Greater Washington, Jewish Community Relations Council of Broward County (Florida), Jewish Community Relations Council of Portland, Jewish Council for Public Affairs, National Book Foundation, National Coalition Against Censorship, National Council of Jewish Women, National Council of Teachers of English, National Education Association, National LGBTQ Task Force Action Fund, PEN America, PFLAG National, Red Wine and Blue Education Fund, The Sikh Coalition, Jewish Community Relations Council for Tucson & Southern Arizona, and Urban Libraries Council (ULC).

    NASA’s Marshall Space Flight Center honored top contractors, subcontractors, teams, and individuals of fiscal year 2024 at the 38th meeting of Marshall’s Small Business Alliance. The awards honor aerospace companies and leaders who have demonstrated support of the center’s small business programs and NASA’s mission of exploration.

    The event took place Sept. 19 at the U.S. Space & Rocket Center’s Davidson Center for Space Exploration in Huntsville. Around 650 participants from industry and government gathered to network, learn about business opportunities, and recognize outstanding achievements in support of NASA’s mission and the small business community. Those attending represented 32 states and 10 nations.
    “The Marshall Small Business Alliance is an outreach tool designed to introduce the business community to the NASA marketplace,” said David Brock, small business specialist for the agency’s Office of Small Business Programs at Marshall. “Those in attendance can gain valuable insight into Marshall’s exciting programs and projects, upcoming procurement opportunities, and get an opportunity to network with Marshall prime contractors.”
    Marshall Director Joseph Pelfrey welcomed attendees, while Jeramie Broadway, deputy director of Marshall’s Office of Strategic Analysis and Communications, provided an update on the center for fiscal year 2025 and beyond.
    Marshall’s Industry & Advocate Awards are presented annually and reflect leadership in business community and sustained achievement in service to NASA’s mission.
    “We are excited about this year’s winners,” Brock said. “Each play a key role in helping NASA achieve successes in support of key programs and projects, including the Human Landing System and Space Launch System rocket. Maintaining and sustaining an experienced and competitive industry base is what makes America strong, and small businesses are at the core of those successes.”

    A new flag is reaching for the Moon outside the Huntsville Operations Support Center at NASA’s Marshall Space Flight Center following a Sept.19 ceremony, marking contributions from center team members toward the launch of NASA’s SpaceX Crew-9 mission.
    The Crew-9 mission to the International Space Station will carry NASA astronaut Nick Hague and Roscosmos cosmonaut Aleksandr Gorbunov. The mission is scheduled to launch Sept. 28 no earlier than 12:17 p.m. CDT.

    Crew-9 will be the first human spaceflight mission to launch from Space Launch Complex-40 at Cape Canaveral Space Force Station. This is the ninth crew rotation mission with SpaceX to the orbiting laboratory under NASA’s Commercial Crew Program (CCP). The crew will spend approximately five months at the station, conducting more than 200 science and research demonstrations before returning in February 2025.
    Once aboard the space station, Hague and Gorbunov will become members of the Expedition 72 crew and perform research, technology demonstrations, and maintenance activities. The pair will join NASA astronauts Don Petitt, Butch Wilmore, Suni Williams, as well as Roscosmos cosmonauts Alexey Ovchinin and Ivan Vagner. Wilmore and Williams, who launched aboard the Starliner spacecraft in June, will fly home with Hague and Gorbunov in February 2025.

    The flag raising has been a tradition for missions supported at Marshall’s Huntsville Operations Support Center (HOSC), as well as a tradition within the CCP to celebrate the successful conclusion of NASA’s Agency Flight Readiness Review prior to launch. The HOSC provides engineering and mission operations support for the space station, the CCP, and Artemis missions, as well as science and technology demonstration missions. The Payload Operations Integration Center within HOSC operates, plans, and coordinates the science experiments onboard the space station 365 days a year, 24 hours a day.
    The CCP support team at Marshall provides crucial programmatic, engineering, and safety and mission assurance expertise for launch vehicles, spacecraft propulsion, and integrated vehicle performance. Marshall’s role within the CCP is to support certification that the spacecraft and launch vehicle are ready for launch. The support team performs engineering expertise, particularly for propulsion, as well as program management, safety and mission assurance, and spacecraft support. 

    The flag-raising ceremony was a joint effort between the Payload and Mission Operations Division (PMOD) and CCP team. Dave Gwaltney, technical assistant, specialty systems, and Commercial Crew Program representative, gave the introductions. He recognized Brady Doepke, structural analyst for liquid propulsion systems, for his significant contributions in preparation for Crew-9 mission success. Gwaltney said Doepke exemplified leadership and innovation through his guidance of Marshall’s CCP engineering team, which resulted in a successful risk assessment of the updated SpaceX turbine wheel fleet leader acceptance criteria.
    Payload and Mission Operations Division Manager Nicole Pelfrey also recognized Thomas “Reid” Lawrence as the division’s Crew-9 honoree.
    “Reid serves dutifully in the HOSC as part of the HOSC’s Data Operations Control Room Operations Engineers,” Pelfrey said. “Reid has a number of technical specialties, including his expertise in the Backup Control Center activation procedures. This expertise has been vital over the past year as JSC has worked through power upgrades. He also diligently ensures our ISS payload users receive their data and is a key engineer for the testing, verification, and operation of our HOSC interfaces that support commercial crew communications.”

The dinner was held to recognize the IXPE (Imaging X-ray Polarimetry Explorer) team members honored with the Bruno Rossi Prize, a top prize in high-energy astronomy.     Talk with Shannon Segovia for any length of time and you’ll quickly discover the care and enthusiasm she has for her position as director of the Office of Communications at NASA’s Marshall Space Flight Center. And that care and enthusiasm extends to those she works with across the center to share news about Marshall missions and team members.
    In her role, Segovia oversees a team responsible for media relations and public affairs, digital and social media, stakeholder relations and engagement, internal and employee communications, and executive communications for the center.

    “We manage these activities for the entire center of about 7,000 people, so it is a definitely a very busy job!” said Segovia, a native of Athens, Alabama, who was named as permanent communications director this summer after more than 12 years at Marshall.
    She was the deputy director of communications starting in June 2023 after working as Marshall’s news chief and public affairs team lead starting in 2019. From 2012 to 2019, Segovia was a public affairs officer at the center. Prior to joining NASA, she was the communications manager for the Tennessee Valley Authority’s Sequoyah Nuclear Plant near Chattanooga, Tennessee.
     At Marshall, she said it’s the people who continue to be her biggest motivators.
    “As a public servant, I want the people I serve – the people who follow our channels, listen to the news stories we create, and attend our events – to know why NASA’s missions are important and critical to the world we live in,” Segovia said. “I am so fortunate to have such a brilliant team, and they motivate me daily with their hard work.”
    “I’m also motivated by my husband and family because I want to make them proud. I want my nieces and nephews to have a bright future, and I truly believe the work we are doing at NASA will help them do that.”
    Question: What excites you most about the future of human space exploration, or your NASA work, and your team’s role it?
    Segovia: NASA’s missions depend on public and stakeholder support, and that is what our office does – ensures people know what we are doing at NASA and specifically at Marshall, why it is important, and how our missions are benefiting humanity. From social media posts to events like the South Star music festival to interviews with media outlets and stakeholder tours, we use every channel we can to tell others about the work we are doing at Marshall and NASA. Our office touches every organization at the center, and it is so exciting to have a front seat to everything we are doing to get humans back to the Moon and on to Mars.

    Question: What has been the proudest moment of your career and why?
    Segovia: I helped take a team of 12 Marshall female engineers to The Today Show in 2019 for a segment about International Women’s Day. As a public affairs specialist, one of our job duties is to prepare subject matter experts for interviews, making sure they have messages, talking points, and anything else they need. I have never been more proud to be a woman and to work for Marshall than I was that day, seeing how well these women represented NASA and the extraordinary achievements they have made possible. It also made me even more thankful for the job I have – preparing them to make sure they felt confident and could talk about their work was a wonderful experience. The other moment in my career I will never forget is the Artemis I launch in November 2022. I’ve supported the Space Launch System since I started working at NASA, and seeing that rocket fly was one of the best moments of my career. It was the culmination of so much hard work and sacrifice from so many people and was truly an overwhelming and amazing experience.
    Question: Who or what inspired you to pursue an education/career that led you to NASA and Marshall?
    Segovia: My parents have always been my No. 1 fans, encouragers, and supporters. They instilled in me a strong work ethic and the belief I could do anything I wanted to do if I worked hard. They made education a priority for my brothers and I and would do anything to help us succeed. I am so fortunate to have such a wonderful family. My mom always wanted me to do something in the medical field, but a biology course in college changed my mind quickly on that. I wasn’t sure what I wanted to do but had been at school for two years and needed to declare a major. I liked to write and read but didn’t know how to make a career out of that until I went to a journalism class taught by Ms. Bobbie Hurt at the University of North Alabama, and I was hooked. She became my mentor and really taught me how to be a good writer, which has been the foundation for my entire career. I ended up with a double major in journalism and public relations, and it was one of the best decisions I ever made.
    Question: What advice do you have for employees early in their NASA career or those in new leadership roles?
    Segovia: Find people to whom you can go to for advice, who have your back, and can help you accomplish your goals. I’ve had some amazing mentors, teammates, and bosses who have not only supported me but pushed me to do things I wasn’t sure I could do and helped me even when I messed up. I would not be here without them, and I think it is so important to have those people in your entire career, but especially when you are new. Ask for help when you need it. Time flies, so enjoy the season and job you are in. You will know when it is time to move on, but being present and learning from where you are will help you succeed.
    Question: What do you enjoy doing with your time while away from work?
    Segovia: I love the water – ocean, river, pool, lake – I like being outside and water activities. I love to read and travel, and also to spend time with family and friends. I have three nieces and two nephews, and I like to go to their games and activities. I have a 4-year-old terrier mix named Ted and I enjoy taking him on walks and to the park.

    NASA has awarded a total of $1.5 million to two U.S. teams for their novel technology solutions addressing energy distribution, management, and storage as part of the agency’s Watts on the Moon Challenge. The innovations from this challenge aim to support NASA’s Artemis missions, which will establish long-term human presence on the Moon.

    This two-phase competition has challenged U.S. innovators to develop breakthrough power transmission and energy storage technologies that could enable long-duration Moon missions to advance the nation’s lunar exploration goals. The final phase of the challenge concluded with a technology showcase and winners’ announcement ceremony Sept. 20 at Great Lakes Science Center in Cleveland, Ohio, home of the visitor center for NASA’s Glenn Research Center.
    “Congratulations to the finalist teams for developing impactful power solutions in support of NASA’s goal to sustain human presence on the Moon,” said Kim Krome-Sieja, acting program manager for Centennial Challenges at NASA’s Marshall Space Flight Center. “These technologies seek to improve our ability to explore and make discoveries in space and could have implications for improving power systems on Earth.”

    The winning teams are:

    First prize ($1 million): H.E.L.P.S. (High Efficiency Long-Range Power Solution) of Santa Barbara, California
    Second prize ($500,000): Orbital Mining Corporation of Golden, Colorado

    Four teams were invited to refine their hardware and deliver full system prototypes in the final stage of the competition, and three finalist teams completed their technology solutions for demonstration and assessment at Glenn. The technologies were the first power transmission and energy storage prototypes to be tested by NASA in a vacuum chamber mimicking the freezing temperature and absence of pressure found at the permanently shadowed regions of the Lunar South Pole. The simulation required the teams’ power systems to demonstrate operability over six hours of solar daylight and 18 hours of darkness with the user three kilometers (nearly two miles) away from the power source.
    During this competition stage, judges scored the finalists’ solutions based on a Total Effective System Mass (TESM) calculation, which measures the effectiveness of the system relative to its size and weight – or mass – and the total energy provided by the power source. The highest-performing solution was identified based on having the lowest TESM value – imitating the challenges that space missions face when attempting to reduce mass while meeting the mission’s electrical power needs.

    Team H.E.L.P.S. (High Efficiency Long-Range Power Solution) from University of California, Santa Barbara, won the grand prize for their hardware solution, which had the lowest mass and highest efficiency of all competitors. The technology also featured a special cable operating at 800 volts and an innovative use of energy storage batteries on both ends of the transmission system. They also employed a variable radiation shield to switch between conserving heat during cold periods and disposing of excess heat during high power modes. The final 48-hour test proved their system design effectively met the power transmission, energy storage, and thermal challenges in the final phase of competition.
    Orbital Mining Corporation, a space technology startup, received the second prize for its hardware solution that also successfully completed the 48-hour test with high performance. They employed a high-voltage converter system coupled with a low-mass cable and a lithium-ion battery.
    “The energy solutions developed by the challenge teams are poised to address NASA’s space technology priorities,” said Amy Kaminski, program executive for Prizes, Challenges, and Crowdsourcing in NASA’s Space Technology Mission Directorate at NASA Headquarters. “These solutions support NASA’s recently ranked civil space shortfalls, including in the top category of surviving and operating through the lunar night.”

    Manufacturing equipment that will be used to build components for NASA’s SLS (Space Launch System) rocket for future Artemis missions is being installed at the agency’s Michoud Assembly Facility.
    The novel tooling will be used to produce the SLS rocket’s advanced exploration upper stage, or EUS, in the factory’s new manufacturing area. The EUS will serve as the upper, or in-space, stage for all Block 1B and Block 2 SLS flights in both crew and cargo configurations.

    In tandem, NASA and Boeing, the SLS lead contractor for the core stage and exploration upper stage, are producing structural test articles and flight hardware structures for the upper stage at Michoud and the agency’s Marshall Space Flight Center. Early manufacturing is already underway at Michoud while preparations for an engine-firing test series for the upper stage are in progress at nearby Stennis Space Center.
    “The newly modified manufacturing space for the exploration upper stage signifies the start of production for the next evolution of SLS Moon rockets at Michoud,” said Hansel Gill, director at Michoud. “With Orion spacecraft manufacturing and SLS core stage assembly in flow at Michoud for the past several years, standing up a new production line and enhanced capability at Michoud for EUS is a significant achievement and a reason for anticipation and enthusiasm for Michoud and the SLS Program.”

    The advanced upper stage for SLS is planned to make its first flight with Artemis IV and replaces the single-engine Interim Cryogenic Propulsion Stage (ICPS) that serves as the in-space stage on the initial SLS Block 1 configuration of the rocket. With its larger liquid hydrogen and liquid oxygen propellant tanks feeding four L3 Harris Technologies- built RL10C-3 engines, the EUS generates nearly four times the thrust of the ICPS, providing unrivaled lift capability to the SLS Block 1B and Block 2 rockets and making a new generation of crewed lunar missions possible.
    This upgraded and more powerful rocket will increase the SLS rocket’s payload to the Moon by 40%, from 27 metric tons (59,525 lbs.) with Block 1 to 38 metric tons (83,776 lbs.) in the crew configuration. Launching crewed missions along with other large payloads enables multiple large-scale objectives to be accomplished in a single mission.

    Through the Artemis campaign, NASA will land the first woman, first person of color, and its first international partner astronaut on the Moon. The rocket is part of NASA’s deep space exploration plans, along with the Orion spacecraft, supporting ground systems, advanced spacesuits and rovers, Gateway in orbit around the Moon, and commercial human landing systems. NASA’s SLS is the only rocket that can send Orion, astronauts, and supplies to the Moon in a single launch.

    Chris Pereira can personally attest to the immense gravitational attraction of black holes. He’s been in love with space ever since he saw a video on the topic in a high school science class.
    But it wasn’t just any science class. It was one specially designed for English learners.

    “I was born and raised in Guatemala,” Pereira said. “I came here at 14 unable to speak any English.”
    Pereira did not know how to navigate the U.S. educational system either, but after that class, he was certain he wanted a career in space.
    Thus began a journey that ultimately landed him at L3Harris Technologies, where he works in the Aerojet Rocketdyne segment as an engineer and operations integrator on the RS-25 engine – used to power the core stage of NASA’s SLS (Space Launch System) rocket that will launch astronauts to the Moon under NASA’s Artemis campaign.
    Pereira’s first step was to stay after class and ask to borrow a copy of the video on black holes. His teacher not only obliged but took him across the street to the local library to get his first library card.
    Pereira quickly recognized that the pathway to his desired career in space was through higher education. It was equally clear, however, that he was not yet on that pathway. English as a Second Language classes, including that science class, did not count toward college admissions. His guidance counselor, meanwhile, was nudging him toward the trades.
    But with the help of teachers and a new guidance counselor, he got himself on the college-bound track.
    “I came to understand there were multiple career pathways to explore my interest in space,” Pereira said. “One was engineering.”
    There was a lot of catching up to do, so Pereira took eight classes per day, including honors courses. He also worked every day after school cleaning a gymnasium from 6 to 11 p.m. to help his family make ends meet.
    Pereira earned his mechanical engineering degree at California State University at Los Angeles while also working as a senior educator at the California Science Center to cover the cost of his college tuition and living expenses.
    Pereira’s first career experience was as an intern in manufacturing engineering at Aerojet Rocketdyne. “I learned that making 100% mission-success engines requires a strong culture of attention to detail, teamwork and solid work ethics.” Pereira said. His first full-fledged engineering job was with Honeywell Aerospace working on aircraft programs.
    Eventually, space came calling – literally. “My mentor at Aerojet Rocketdyne called me up and said, ‘Chris, I have a job for you,’” Pereira said.
    He began his new job working on rocket engine programs including the AR1 and RS-68 but shifted to the RS-25 after NASA awarded Aerojet Rocketdyne a contract for newly manufactured versions of the engine. Initial versions of the SLS are using refurbished engines from the Space Shuttle Program. Evolved versions of the RS-25 recently concluded a critical test series and will debut with the fifth Artemis flight.
    As RS-25’s operations integrator, Pereira is responsible for ensuring that the many pieces of the program – from tracking on-time procurement of supplies and labor loads to coordinating priorities on various in-demand machine centers – come together to deliver a quality product.
    Playing a key role in the nation’s effort to return astronauts to the Moon feels a bit like coming home again, Pereira said. “You develop your first love, work really hard, take different pathways and encounter new passions,” he said. “It’s almost funny how the world and life work out – it’s like I’ve taken a big circle back to my first love.”
    NASA is working to land the first woman, first person of color, and its first international partner astronaut on the Moon under Artemis. SLS is part of NASA’s backbone for deep space exploration, along with the Orion spacecraft, supporting ground systems, advanced spacesuits and rovers, the Gateway in orbit around the Moon, and commercial human landing systems.     Astronomers using NASA’s Chandra X-ray Observatory have found a galaxy cluster has two streams of superheated gas crossing one another. This result shows that crossing the streams may lead to the creation of new structure.

    Researchers have discovered an enormous, comet-like tail of hot gas – spanning over 1.6 million light-years long – trailing behind a galaxy within the galaxy cluster called Zwicky 8338 (Z8338 for short). This tail, spawned as the galaxy had some of its gas stripped off by the hot gas it is hurtling through, has split into two streams.
    This is the second pair of tails trailing behind a galaxy in this system. Previously, astronomers discovered a shorter pair of tails from a different galaxy near this latest one. This newer and longer set of tails was only seen because of a deeper observation with Chandra that revealed the fainter X-rays.
    Astronomers now have evidence that these streams trailing behind the speeding galaxies have crossed one another. Z8338 is a chaotic landscape of galaxies, superheated gas, and shock waves (akin to sonic booms created by supersonic jets) in one relatively small region of space. These galaxies are in motion because they were part of two galaxy clusters that collided with each other to create Z8338.
    This new composite image shows this spectacle. X-rays from Chandra (represented in purple) outline the multimillion-degree gas that outweighs all of the galaxies in the cluster. The Chandra data also shows where this gas has been jettisoned behind the moving galaxies. Meanwhile an optical image from the Dark Energy Survey from the Cerro Tololo Inter-American Observatory in Chile shows the individual galaxies peppered throughout the same field of view.
    The original gas tail discovered in Z8338 is about 800,000 light-years long and is seen as vertical in this image. The researchers think the gas in this tail is being stripped away from a large galaxy as it travels through the galaxy cluster. The head of the tail is a cloud of relatively cool gas about 100,000 light-years away from the galaxy it was stripped from. This tail is also separated into two parts.

    The team proposes that the detachment of the tail from the large galaxy may have been caused by the passage of the other, longer tail. Under this scenario, the tail detached from the galaxy because of the crossing of the streams.
    The results give useful information about the detachment and destruction of clouds of cooler gas like those seen in the head of the detached tail. This work shows that the cloud can survive for at least 30 million years after it is detached. During that time, a new generation of stars and planets may form within it.
    The Z8338 galaxy cluster and its jumble of galactic streams are located about 670 million light-years from Earth. A paper describing these results appeared in the Aug. 8, 2023, issue of the Monthly Notices of the Royal Astronomical Society and is available here.

    What does it take to build a massive spacecraft that will seek to determine if a mysterious moon has the right ingredients for life? Find out in a new video series called “Behind the Spacecraft,” which offers behind-the-scenes glimpses into the roles of five engineers working on NASA’s Europa Clipper mission, from building the spacecraft’s communications systems to putting it through rigorous tests so the orbiter can meet its science goals in space.

    With its launch period opening Oct. 10, Europa Clipper is the agency’s first mission dedicated to exploring an ocean world beyond Earth. The spacecraft will travel 1.8 billion miles to the Jupiter system, where it will investigate the gas giant’s moon Europa, which scientists believe contains a global saltwater ocean beneath its icy shell.

  • MIL-Evening Report: Netflix’s Monsters is ‘murder porn’ at its worst. It comes at a cost to real victims – and the truth

    Are we products of nature or nurture?

    That’s the age-old question at the heart of Ryan Murphy and Ian Brennan’s new Netflix release, Monsters: The Lyle and Erik Menéndez Story. The show focuses on the 1989 murders of José and Kitty Menéndez by their sons Erik and Lyle.

    The prosecution convinced a jury the two brothers were cold-blooded killers, driven by the desire to access their parents’ wealth. The brothers, meanwhile, claim to be victims of physical, emotional and sexual abuse at the hands of their parents – and say the killings were therefore self-defence.

    What’s the truth? Perhaps both.

    Creating the image of a ‘monster’

    The case details are well known. In fact, I have taught this case to my own criminology students as an example of the victim-offender overlap, as clearly these brothers existed in a very dysfunctional family.

    On August 20 1989, brothers Lyle (then 21) and Erik (then 18) shot and killed their parents in their Beverly Hills mansion. They faced two trials. The first one in 1993 saw the brothers tried separately and ended in two hung juries and subsequent mistrials.

    In the second trial, which began in 1995, the pair were tried together. In 1996 they were found guilty of first-degree murder and conspiracy to commit murder, and sentenced to life in prison without the possibility of parole.

    Interestingly, the prosecution raised new objections to the admission of a large amount of defence evidence in the second trial, so the judge consequently excluded much of the evidence of abuse.

    This essentially dismantled the brothers’ entire defence, which was predicated on the fact they killed their parents out of fear, after they threatened to expose their father for serious and protracted physical, sexual and emotional abuse.

    In their second trial, Erik and Lyle were found guilty of murdering their parents and sentenced to life without parole.

    The Netflix series has created significant controversy. It documents a version of events leading up to the murders, including detailed histories of both Lyle’s and Erik’s sexual abuse, as well as the crimes themselves and subsequent trials.

    In the series, the brothers are portrayed in a homoerotic and incestuous way. For context, back in 1995 Lyle testified that he sexually offended against Erik, but this was against the background of the alleged sexual abuse from their father.

    Monsters, on the other hand, shows the brothers having an incestuous relationship as adults. The brothers deny this and there’s little evidence to support it.

    While the pair is sometimes painted in a sympathetic light, at other times the viewer is led to question whether greed was their true motive.

    Erik Menéndez has slammed the series, saying it walks back on decades of understanding of the devastating impacts sexual abuse has on male victims.

    I have to agree.

    The brothers didn’t just kill their parents and call it a day. These murders were incredibly brutal. As a criminologist, it looked to me like they were trying to obliterate their parents.

    José was shot in the back of the head, execution-style, while Kitty was shot a total of ten times, including one shot directly to her face. Such crimes are generally not motivated by money; they tend to be driven by something much deeper.

    After their parents’ deaths, the Menéndez brothers appeared to be spending their inheritance extravagantly – a point that later contributed to the prosecutor’s case against them.

    Murder porn at its worst

    This case can be seen through the ghoulish eyes of “murder porn”. The first trial, which was televised in 1993, went viral on TikTok in 2021, engaging a new generation of fans.

    Watching the footage from the 1990s, some of us will remember the legions of screaming girls who welcomed the handsome brothers to court. It was more like a scene from a boyband concert than a brutal double-murder trial.

    Whether you believe the brothers are cold-blooded and opportunistic killers, or victims of serious child abuse, will influence your take on the ongoing interest in the case and the portrayal in Monsters.

    Monsters isn’t the first example of Ryan Murphy and Ian Brennan cheapening real tragedies by turning them into voyeuristic and fictionalised television.

    The first instalment of the same series focused on Jeffrey Dahmer, a serial killer and sex offender who killed 17 men and boys between 1978 and 1991. Dahmer also engaged in necrophilia and cannibalism, so his brutal crimes were rich fodder for Netflix.

    Dahmer’s victims were openly critical, saying the retelling of the offender’s story diminished their loved ones’ suffering and revictimised them by opening old wounds.

    Regardless, Dahmer achieved critical acclaim with 13 nominations at the 2023 Emmy Awards, no doubt spurring the creators’ enthusiasm to further develop the franchise.

    The way forward

    The path to ethical true crime depiction lies in establishing facts and veering away from embellishing or glorifying the criminal or their crimes.

    Ideally, true crime should be victim focused and should achieve a purpose beyond entertainment. We have a lot to learn from criminal history, but these stories should be told in educational ways that respect and honour victims’ lives.

    While the real Menéndez family was dysfunctional, their portrayal in Monsters can only be considered sensational.

    We each have a responsibility to consume ethically produced true crime. Whether it’s TV series, films, podcasts or books, we vote for what we want through our engagement. My maxim is to choose content that reflects how I would want my story told, were I to ever become the focus of a true crime production.

    Prime Minister Christopher Luxon sparked debate on the future of work in New Zealand this week when he ordered public service employees back to the office.

    But Luxon’s edict neglects a broader transformation in work culture.

    Work from home (WFH) arrangements have grown considerably over the past decade, propelled by an increase in dual-income households and rapid technological advancements.

    The COVID pandemic acted as a catalyst for further change, proving that many jobs could successfully be performed remotely.

    Our upcoming article in the New Zealand Journal of Employment Relations addresses the pros and cons of remote work. We highlight how a hybrid model – mixing days in the office with days working from home – can improve wellbeing, engagement and productivity.

    We found embracing a hybrid approach may lead to better outcomes as society shifts with technology and employment expectations. And, despite the prime minister’s demands on public service workers, it may be too late to go back.

    Embracing flexibility

    Under current rules, employees can request flexible working arrangements. Employers must provide valid reasons if they decline the request.

    According to a 2023 survey from Human Resources New Zealand, 40% of HR professionals noted productivity gains as a critical advantage of WFH arrangements.

    And some professional organisations have embraced work from home or hybrid work arrangements.

    The New Zealand Law Association, for example, has emphasised the significant benefits of flexible work for their members, including increased employee engagement, productivity, and overall wellbeing.

    A report from Te Kawa Mataaho Public Service Commission noted the public service’s success in delivering quality services during the pandemic while working remotely.

    The commission’s current guidance on hybrid work arrangements supports flexibility that allows working from home to focus and working together when necessary.

    Does WFH reduce efficiency?

    Luxon argues forcing workers back to the office will promote efficiency. But there is little evidence suggesting New Zealand’s productivity has significantly declined with WFH or hybrid arrangements.

    Instead, we found office-only arrangements risked introducing new inefficiencies for the government. These included new layers of permissions and reporting on arrangements that have already been agreed to.

    The assumption that office work suits everyone is also contradicted by experiences during and after COVID.

    During the first year of the pandemic, many workers felt the void of casual interactions that once sparked creativity. They also struggled with isolation. This was especially pronounced for caregivers, often women, who had to juggle professional duties with increased childcare responsibilities.

    Despite this, a University of Otago survey conducted during the pandemic noted 67% of participants preferred a hybrid work model.

    Many expressed optimism regarding remote work’s continuation, with significant portions reporting stable or increased productivity, although some struggled with home distractions.

    And our research found taking a hybrid approach to work – with one or more days at home – reduced the risks from professional and social isolation and improved collaboration.

    Opportunities to work at home some of the time also allowed time for focused work, reduced commuting time and improved wellbeing.

    Boosting productivity from home

    Luxon’s assertion that working from home is “not an entitlement” aligns with traditional views on work. These include the belief that time at a desk is a measurement of productivity, rather than measuring the outcomes from work.

    However, a growing body of evidence indicates remote work can elevate both productivity and employee satisfaction.

    Eliminating daily commutes allows employees to redirect time toward focused work, positively impacting job satisfaction and mental wellbeing.

    Moreover, remote work fosters inclusivity, enabling organisations to source talent from a broader geographic area, which in turn enhances diversity and innovation.

    A report from McKinsey & Company found businesses adopting flexible work arrangements are better positioned to navigate future uncertainties, sustaining or even boosting productivity.

    A survey by the Australian Council of Trade Unions exploring WFH revealed nearly 48% of participants experienced enhanced productivity, attributed in part to the elimination of commuting.

    However, it also highlighted challenges. Some 40% of respondents said they were facing longer work hours, which can lead to burnout. Addressing these issues is essential to maintaining employee wellbeing.

    The future of work

    Instead of enforcing strict office attendance, leaders should adapt to the changing work landscape.

    Promoting flexible arrangements can foster a more productive and engaged workforce, ultimately benefiting New Zealand’s public service in today’s dynamic environment.

    Balancing both office and remote work presents the most promising path forward.

  • MIL-Evening Report: The government is reviewing negative gearing and capital gains tax, but this won’t be enough to fix our housing shortage

    Negative gearing and capital gains tax are back on the national agenda as Australians deal with a housing crisis and politicians look for ways to tackle the issue and win voters’ support at the upcoming election.

    The Labor government confirmed this week the tax concessions were being reviewed. Meanwhile, the government is struggling to pass its Help to Buy housing assistance legislation through the Senate.

    The Help to Buy legislation is aimed at helping first home buyers on low and middle incomes purchase their first home. The government would contribute up to 40% of the home purchase price and require only a 2% deposit from buyer. Buyers could eventually buy back the government’s equity share.

    But the legislation has stalled with the Greens wanting more including rent caps and pulling back negative gearing while the Coalition says the government “shouldn’t be in the business of co-owning people’s homes”.

    The review, revealed yesterday, could reportedly include a cap on the number of properties a person could negatively gear. The changes would not affect anyone who is currently negatively geared.

    Negative gearing lets taxpayers claim deductions on their tax for the expenses relating to owning an investment property. They can save on tax as the property potentially rises in value. They can also be eligible for a reduced capital gains tax when they sell the property.

    But any changes to negative gearing and capital gains tax policies could face further opposition – depending on how they are implemented. The crucial issue is whether the changes free up enough housing stock and make it more affordable for buyers and renters.

    Home ownership in Australia

    Based on National Housing Supply and Affordability Council data, home ownership across most age groups has been declining since the 1970s.

    Younger households, aged between 25 and 34 years, are hardest hit, having 34% of household income spent on mortgage costs in 2022–23.

    About 67% of households in Australia are home owners, and the remainder renters. While the proportion of owners with a mortgage has increased since 1994, so too has the proportion of private renters.

    Size of the investment market

    Just under 10% of all taxpayers negatively geared their properties in 2020–21 and more than 70% of property investors have only one investment property.



    While there have been calls for changes to negative gearing policy to cap the number of investment properties at six, this would impact about only 20,000 individual property investors.

    Changes to capital gains tax

    Suggestions to increase capital gains tax (CGT) need to be considered carefully, given that:

    • there is no solid evidence to show that increasing CGT will increase housing supply and in fact, it may have the opposite effect by limiting rental housing available

    • any change to CGT legislation also impacts other investments (such as shares), as the CGT discount also applies to other capital gains

    • multiple investment properties are often held within self-managed superannuation funds (SMSFs) which are subject to different CGT rules and also benefit from superannuation tax concessions

    • the rapid increase in housing prices over recent years is likely to result in very large amounts of CGT being paid on investment properties, even with the current 50% CGT discount.

    Other ways to improve affordability and availability

    Policy discussions around housing affordability and availability invariably lead to suggestions to change how negative gearing and capital gains tax operate. However, taxation policy is not the only solution available.

    Another suggestion put forward is to allow first home buyers to use their superannuation for deposits.

    Regardless of one’s position on accessing superannuation for something other than retirement, this suggestion is not viable for low to middle income earners. These households are unlikely to have substantial superannuation balances. Also, they don’t have the earning capacity to service a mortgage for the outstanding amount.

    There is currently a push to use self-managed super funds SMSFs to enable home ownership. This would effectively allow individuals to become tenants in homes owned by their super funds.

    However, the complexities of superannuation law mean this could cause big problems for people whose relationships break down.

    Considering the generational wealth that currently exists in property, the government could consider making it easier for parents or grandparents to gift (or sell) property to their children or grandchildren, in certain circumstances.

    This area has not yet been sufficiently explored.

    What needs to change

    The real issue of housing affordability is multifaceted, and any change needs to be done as part of a broader policy.

    It is likely that on its own, changes to negative gearing and/or capital gains tax will not achieve the intended outcome to make housing more accessible and affordable for Australians who want to buy a home.

    While the debate around the best way to achieve housing affordability and accessibility continues, and while there are statistics that tell us about the current housing crisis, one crucial thing that is missing is the voice of the very people that any new housing policy should be designed to assist.

    More consultation is needed with younger age groups and low to middle income earners who are struggling with high rent and unable to purchase their own home.

    Australia desperately needs bold new innovative housing policies that do not rely solely on the taxation system but that consider a raft of measures that meet the housing needs of everyday Australians.

  • MIL-Evening Report: Our electricity workforce must double to hit the 2030 renewables target. Energy storage jobs will soon overtake those in coal and gas

    The electricity workforce will need to double in five years to achieve Australia’s 2030 renewable energy target, our new report finds. More than 80% of these jobs will be in renewables. Jobs in energy storage alone will overtake domestic coal and gas jobs (not including the coal and gas export sector) in the next couple of years.

    The Australian Energy Market Operator (AEMO) updates its Integrated System Plan every two years. It’s a blueprint for the energy transition from coal to renewable energy. The plan lays out scenarios for how the electricity system might change to help put in place all the elements needed to make the transition happen.

    AEMO and the RACE for 2030 co-operative research centre commissioned the Institute for Sustainable Futures to undertake modelling on the workforce needed for this transition. The “step change” scenario in the Integrated System Plan is broadly aligned with the 2030 renewables target. Under this scenario, we found the electricity workforce would need to grow from 33,000 to peak at 66,000 by 2029.

    Rooftop solar and batteries together are projected to account for over 40% of these jobs. Wind farms will employ around one-third and solar farms just under 10%. Jobs would also treble in transmission line construction to connect renewables in regional areas to cities and other states in the next few years.

    Job growth would surge in a ‘renewable energy superpower’

    In the “green energy export” scenario, Australia becomes a “renewable energy superpower”. The country uses renewable energy to export green hydrogen and power heavy industry. In this scenario, the electricity workforce would almost treble to 96,000 by the late 2020s.

    By 2033, after construction peaks, more than half of electricity sector jobs will be in operations and maintenance. This applies to both the step change and green energy export scenarios.

    A significant employment downturn is projected during the 2030s. But in the green energy export scenario jobs then climb steeply again to a peak of 120,000. This projection reflects AEMO’s expectations of when green export growth will occur.

    New South Wales is projected to have the most renewable energy jobs in the 2020s. However, Queensland would become the largest state for renewable jobs (especially in wind farms) in the green energy export scenario.

    What are the other possibilities?

    “Progressive change” is another scenario in the Integrated System Plan. For this scenario, we modelled slower growth in renewable energy. It reflects constraints on the economy and supply chains (including labour and minerals) for renewables.

    In an “enhanced manufacturing” scenario, local renewable energy manufacturing increases. Our modelling found it could create a peak of 5,000 extra jobs.

    Importantly, these projections don’t include upstream jobs in supply chains for the sector (for example, increased mining to supply the resources that renewables need) or electrification of homes.

    Creating this many jobs is very challenging

    Our modelling shows the workforce needs to grow very rapidly to make Australia’s energy transition happen. Unfortunately, the challenges of building this workforce are daunting. They include:

    • there’s a shortage of almost all key occupations in demand for the electricity sector – electricians, engineers, construction managers – according to Australia’s Skills Priority List

    • “extraordinary growth” forecast by Infrastructure Australia in other major infrastructure projects, such as transport, which will compete for many of the same skilled workers

    • under AEMO’s scenarios, employment will be subject to boom-bust cycles, which increases the risk of skill shortages and damaging impacts, such as housing shortages, in regional areas

    • Australia has relied heavily on skilled migrants – and will look to do so again – but many parts of the world are chasing the same workers.

    The International Energy Agency has noted:

    Labour and skills shortages are already translating into project delays, raising concerns that clean energy solutions will be unable to keep pace with demand to meet net zero targets.

    What can be done to avoid skill shortages?

    Some action has been taken to increase the workforce. The federal government, for instance, is subsidising apprentices under the New Energy Apprenticeship program.

    But action isn’t happening at the scale and pace required.

    What else can be done?

    Firstly, Jobs Skills Australia and Powering Skills Organisation (which oversees energy skills training) have outlined ways to increase the system’s capacity to train more skilled workers. This includes creating better pathways into renewable energy for students, especially in recognised Renewable Energy Zones.

    Secondly, Jobs Skills Australia has noted the need for renewable energy businesses to increase their intakes of apprentices. It recommends expanding the Australian Skills Guarantee to include generation and transmission projects.

    The guarantee has set mandatory targets for apprentices or trainees to complete 10% of labour hours on Commonwealth-funded major construction and information technology projects (A$10 million plus). It could also be applied to major government funding programs for renewable energy and transmission. These include:

    • the Capacity Investment Scheme, a government tender program to support a large volume of new renewables and storage projects

    • Rewiring the Nation, a $20 billion fund for transmission lines

    • grants from the Australian Renewable Energy Agency and the Clean Energy Finance Corporation.

    Thirdly, government tenders could moderate the peaks and troughs in employment by limiting the maximum and minimum volumes built each year.

    Fourthly, including more women and First Nations Australians can increase labour supply and workforce diversity. Only one-in-two First Nations Australians are employed compared to around two in three in the wider population. Yet they account for around one-in-ten people in some major Renewable Energy Zones.

    Government pre-employment programs, working with industry and First Nations groups, could also increase the supply of workers. These could have a dramatic social impact too.

    It’s a challenging problem whichever way you look at it. We need rapid change to build renewable energy capacity before coal plants retire and to tackle climate change. But that depends on growing the workforce amid skill shortages.

    There’s a range of ways to increase the supply of workers and improve local outcomes. But we are running out of time. Urgent action is needed.

  • MIL-Evening Report: Why are we seeing more pandemics? Our impact on the planet has a lot to do with it

    Pandemics – the global spread of infectious diseases – seem to be making a comeback. In the Middle Ages we had the Black Death (plague), and after the first world war we had the Spanish flu. Tens of millions of people died from these diseases.

    Then science began to get the upper hand, with vaccination eradicating smallpox, and polio nearly so. Antibiotics became available to treat bacterial infections, and more recently antivirals as well.

    But in recent years and decades pandemics seem to be returning. In the 1980s we had HIV/AIDS, then several flu pandemics, SARS, and now COVID (no, COVID isn’t over).

    So why is this happening, and is there anything we can do to avert future pandemics?

    Unbalanced ecosystems

    Healthy, stable ecosystems provide services that keep us healthy, such as supplying food and clean water, producing oxygen, and making green spaces available for our recreation and wellbeing.

    Another key service ecosystems provide is disease regulation. When nature is in balance – with predators controlling herbivore populations, and herbivores controlling plant growth – it’s more difficult for pathogens to emerge in a way that causes pandemics.

    But when human activities disrupt and unbalance ecosystems – such as by way of climate change and biodiversity loss – things go wrong.

    For example, climate change affects the number and distribution of plants and animals. Mosquitoes that carry diseases can move from the tropics into what used to be temperate climates as the planet warms, and may infect more people in the months that are normally disease free.

    We’ve studied the relationship between weather and dengue fever transmission in China, and our findings support the same conclusion reached by many other studies: climate change is likely to put more people at risk of dengue.

    Biodiversity loss can have similar effects by disrupting food chains. When ranchers cleared forests in South America for their cattle to graze in the first half of the 20th century, tiny forest-dwelling, blood-feeding vampire bats suddenly had a smörgåsbord of large sedentary animals to feed on.

    While vampire bats had previously been kept in check by the limited availability of food and the presence of predators in the balanced forest ecosystem, numbers of this species exploded in South America.

    These bats carry the rabies virus, which causes lethal brain infections in people who are bitten. Although the number of deaths from bat-borne rabies has now fallen dramatically due to vaccination programs in South America, rabies caused by bites from other animals still poses a global threat.

    As urban and agricultural development impinges on natural ecosystems, there are increasing opportunities for humans and domestic animals to become infected with pathogens that would normally only be seen in wildlife – particularly when people hunt and eat animals from the wild.

    The HIV virus, for example, first entered human populations from apes that were slaughtered for food in Africa, and then spread globally through travel and trade.

    Meanwhile, bats are thought to be the original reservoir for the virus that caused the COVID pandemic, which has killed more than 7 million people to date.

    Ultimately, until we effectively address the unsustainable impact we are having on our planet, pandemics will continue to occur.

    Targeting the ultimate causes

    Factors such as climate change, biodiversity loss and other global challenges are the ultimate (high level) cause of pandemics. Meanwhile, increased contact between humans, domestic animals and wildlife is the proximate (immediate) cause.

    In the case of HIV, while direct contact with the infected blood of apes was the proximate cause, the apes were only being slaughtered because large numbers of very poor people were hungry – an ultimate cause.

    The distinction between ultimate causes and proximate causes is important, because we often deal only with proximate causes. For example, people may smoke because of stress or social pressure (ultimate causes of getting lung cancer), but it’s the toxins in the smoke that cause cancer (proximate cause).

    Generally, health services are only concerned with stopping people from smoking – and with treating the illness that results – not with removing the drivers that lead them to smoke in the first place.

    Similarly, we address pandemics with lockdowns, mask wearing, social distancing and vaccinations – all measures which seek to stop the spread of the virus. But we pay less attention to addressing the ultimate causes of pandemics – until perhaps very recently.

    A planetary health approach

    There’s a growing awareness of the importance of adopting a “planetary health” approach to improve human health. This concept is based on the understanding that human health and human civilisation depend on flourishing natural systems, and the wise stewardship of those natural systems.

    With this approach, ultimate drivers like climate change and biodiversity loss would be prioritised in preventing future pandemics, at the same time as working with experts from many different disciplines to deal with the proximate causes, thereby reducing the risk overall.

    The planetary health approach has the benefit of improving both the health of the environment and human health concurrently. We are heartened by the increased uptake of teaching planetary health concepts across the environmental sciences, humanities and health sciences in many universities.

    As climate change, biodiversity loss, population displacements, travel and trade continue to increase the risk of disease outbreaks, it’s vital that the planetary stewards of the future have a better understanding of how to tackle the ultimate causes that drive pandemics.

  • MIL-Evening Report: The ‘best comet of the year’ is finally here – here’s everything you need to know

    In January 2023, a new comet was discovered. Comets are found regularly, but astronomers quickly realised this one, called C/2023 A3 (Tsuchinshan-ATLAS), had the potential to be quite bright.

    Some hyperbolic reports have suggested it might be the “comet of the century”, but any astronomer will tell you the brightness of comets is notoriously hard to predict. As I explained last year, we’d have to wait until it arrived to be sure how bright it would become.

    Now, the time has come. Comet C/2023 A3 is currently visible with the naked eye in the morning sky in Australia and Aotearoa New Zealand, with its best yet to come in the next few weeks. And it does look promising. It’s unlikely to be the comet of the decade (never mind the comet of the century), but it will almost certainly become the best comet of the year.

    So where, and when, should you look to get your best views of this celestial visitor?

    A show in the morning, before sunrise

    At the moment, comet C/2023 A3 (Tsuchinshan-ATLAS) is a morning object, rising around an hour and a half before sunrise. It is visible to the naked eye, but not yet spectacular. However, with binoculars you can easily see the comet’s dusty tail pointing away from the Sun.

    The comet will remain at about the same altitude in the morning sky until around September 30. It will then get closer to the horizon on each consecutive morning until it’s lost in the glare of the approaching dawn by October 6 or 7.

    If you want to spot the comet in the morning sky, look east. The sliders below will help you orient yourself and choose the best time to look, depending on your latitude.

    During this period, the comet should slowly brighten. It reaches its closest approach to the Sun (perihelion) on September 27, when it will be 58 million kilometres from our star.

    As it swings around the Sun, it will continue to approach Earth, and so should continue to brighten. The best show in the morning sky will likely be during the last couple of days of September and the first few days in October, before the comet is lost to view.

    A potential daylight comet

    Thanks to pure good fortune, comet C/2023 A3 (Tsuchinshan-ATLAS) will then pass almost directly between Earth and the Sun on October 9 and 10.

    This could cause a spectacular brightening of the comet, thanks to “forward scattering” caused by its dust. Imagine looking towards a bright light source through a cloud of dust grains. The grains nearest to the light source will scatter light from the source back towards you.

    As the comet swings between Earth and the Sun, it will be perfectly placed for this forward scattering process to occur. If the comet is particularly dusty, this could cause its apparent brightness to increase by up to 100 times.

    If it does, there’s a small chance the comet could briefly become visible in the daylight sky on October 9 and 10.

    However, it will be very close to the Sun in the sky, and incredibly hard to spot. Only the most experienced observers may be able to detect the comet at this time, and it requires a special technique. Do not try to stare at the Sun to see it.

    The best show could be after October 12

    After swinging between Earth and the Sun, the comet will appear in the evening sky. It will rapidly climb in the western sky, and should be a bright, naked-eye object for a few days from October 12. The sliders below will give you a sense of where to look.

    For the first few days of this period, the comet will still benefit from the forward scattering of sunlight, but this will decrease as it moves away.

    What about the tail?

    The positioning of the comet, Earth and the Sun in the Solar System means the comet’s tail will be streaming outwards, past our planet. This means it could grow to prodigious lengths in the night sky.

    The bulk of that tail will likely be too dim to see easily with the naked eye, but it could be a fantastic spectacle for photographers. Expect to see a wealth of comet images flooding the internet around the middle of October.

    As the days pass and the comet climbs higher, it will fade quite rapidly. It will likely become too faint to see with the naked eye, even for seasoned and experienced observers, before the end of October.

    At that point, the show will be over. Comet C/2023 A3 (Tsuchinshan-ATLAS) will continue to flee the inner Solar System, moving into the icy depths of space, never to return.

    How reliable are the predictions?

    At the moment, the comet is already bright enough to consider it the “comet of the year”, outshining comet 12P/Pons-Brooks from earlier this year.

    But remember the classic saying – comets are like cats. They have tails and will often surprise us. For now, comet C/2023 A3 is behaving itself. It’s brightening predictably, and putting on a good show.

    But comets that approach this closely to the Sun often fragment. This is impossible to predict, and far from guaranteed. If the comet did break up, it could become even more spectacular because of all the dust and gas it would release.

    The opposite could still happen, too. The comet could fail to brighten as much as we expect, although that seems unlikely at this stage.

    Whatever happens, we’re in for a fascinating few weeks of comet watching. Hopefully, a real spectacle awaits us.

  • MIL-Evening Report: In a too-close-to-call US presidential election, will ‘couch-sitters’ decide who wins?

    In countries with compulsory voting, such as Australia and many in Latin America, the system usually ensures an overwhelming majority of voters cast their ballots election after election.

    In the United States, it’s a very different story. Two-thirds of eligible voters turned out to vote in the 2020 presidential election – the highest rate since 1900. Turnout in presidential elections before 2020 tended to hover between 50% and 65%.

    Often, it’s the voters choosing to stay home on the couch who effectively decide an election’s outcome.

    Under the United States’ unusual Electoral College presidential voting system, the candidate who wins the most votes nationally does not necessarily win the election. Twice in the past 25 years, Democrats have won the popular vote in the presidential race and still lost the election. That includes Donald Trump’s win over Hillary Clinton in 2016.

    As such, victory depends on getting more voters “off the couch” in key battleground states where the decisive Electoral College votes are up for grabs. In those states, it doesn’t matter what percentage of people show up to vote, or how much a candidate wins by, it is winner take all.

    A voter who doesn’t vote, therefore, actually makes an active choice — they remove a vote from the candidate they would have likely chosen, and so give an important advantage to the person they would not have voted for.

    The “couch” is effectively where Americans go to vote against their self-interest.

    Who is more incentivised to vote?

    As this year’s presidential election between Trump and Kamala Harris approaches, we ask a simple question: whose “couch” will decide one of the most consequential elections in living memory?

    Recent research demonstrates that partisanship is an important driver of voter choice in presidential elections.

    The fact that the US is deeply divided is not news to most, but current survey data show how evenly split along partisan lines it actually is. With about 30% of Americans identifying as a Republican and 30% identifying as a Democrat, there is virtually no difference in the total number of voters who support each major party.

    The remaining 40% of Americans identify as “independent” – that is, not loyal to either major political party. Almost seven decades of research on the American voter shows, however, that independents heavily “lean” towards one party or the other, with about half leaning Republican and the other half leaning Democrat.

    One possible insight into which group has greater incentive to vote is polling on people’s dissatisfaction with their party’s candidate.

    According to the most recent Gallup Poll data, 9% of Republicans currently have an unfavourable opinion of Trump. In contrast, only 5% of Democrats have an unfavourable opinion of Harris.

    Partisan voters who are dissatisfied with their party candidate have a massive incentive to “stay on the couch” and refrain from voting. They don’t really want to vote for “the other team”, but they can’t stand their own team anymore either.

    For example, Republican women in the suburbs, veterans and traditional Republicans have started to abandon Trump over his stances on reproductive rights and national security, and his temperament. The Trump campaign clearly knows this. At a rally in New York a few days ago, he told attendees to “get your fat ass out of the couch” to go vote for him.

    Should these disaffected Republican and Republican-leaning voters stay home on November 5, Harris may well have a decisive edge over Trump.

    When the couch wins, America loses

    In 2016, Trump defied the polls and traditional voter turn-out trends by convincing some disaffected, working-class Democrats to stay on the couch, vote for an unelectable third party candidate or, in some cases, vote for him.

    Could this happen again? Or will Democrats be able to reverse this phenomenon by getting exhausted Republicans suffering Trump fatigue to stay home, while motivating everyone from Taylor Swift fans to “never Trumpers” to veterans of foreign wars to get out to vote.

    Recent trends suggest overall turnout will be comparatively high, in line with the past three federal US elections.

    Democrats have traditionally benefited from higher voter turn-out, but it is not as clear this is still the case in 2024. Recent research shows higher turnout rates seem to have favoured the Republican Party since 2016.

    Yet both parties still have significant numbers of people who don’t vote. According to the Pew Research Center, 46% of Republicans and Republican-leaning independents didn’t vote in the past three elections (2018, 2020 and 2022), compared to the 41% of Democrats and Democratic-leaning independents.

    So again, who sits on the couch matters. Inevitably, many of those who stay home will get precisely what they don’t want. When the couch wins, America loses.

    Prime Minister Narendra Modi has given the idea of making India a self-reliant  and developed country. Lok Sabha MP Anurag Singh Thakur has asserted that this concept will pull out our country out of the slavery mindset.

    He was speaking as the Chief guest at a program organized under the ‘Viksit Bharat Ambassador – Yuva Connect’ initiative at MIT World Peace University College, Kothrud, Pune. Under the ‘Viksit Bharat Ambassador – Yuva Connect’ initiative, interactive session are being organized to guide the  youth about their participation and responsibility towards achieving the goal of a developed India in various colleges of Maharashtra.

    Myers MIT Institute Trustee Rahul Karad, MIT World Peace University Vice-Chancellor Dr. R. M. Chitnis, National Skating Champion Jinesh Nanal, Viksit Bharat Youth Ambassador Kritika Bhandari and other dignitaries were present on the occasion.

      

    Trees were planted in the premises of the institute under the Ek Ped Maa Ke Naam initiative of the Central Government at the beginning of the program. Later, Anurag Singh Thakur paid  floral tributes to the statue of Sant Dnyaneshwar in the institute.

      

    Vice-Chancellor Dr. R. M. Chitnis welcomed the dignitories in his introductory speech. Kritika Bhandari then briefed all the students about the My Bharat portal run by the Union Ministry of Youth Affairs and Sports and urged them to register themselves on the portal. National Skating champion Jinesh Nanal shared experience of his sports journey while interacting with the students.

    ANTHONY ALBANESE, PRIME MINISTER: Well, it’s fantastic to be here with the Premier of Tasmania, Jeremy Rockliff, with my Education Minister, Jason Clare, with Senator Helen Polley and with Deputy Premier, Michael Ferguson here this morning. And this is a big day for the Commonwealth and a big day for Tasmania. The two services that are most important to people’s lives are health and education. And today, we have some fantastic announcements on both. First of all, it’s great to be here at Launceston General Hospital. I do want to thank the administration and the staff, the doctors, the nurses, the volunteers who’ve shown us around here this morning. It’s been a great privilege, and I do want to take the opportunity to thank them for the difference that they make to people’s lives here in Northern Tasmania. But I want to say that it’s a good day for them too, it’s a good day, most importantly, for the people of Northern Tasmania. Because this announcement today of $120 million from the Federal Government for a Northern Heart Centre will make an enormous difference. People in Northern Tasmania should not have to cross the Bass Strait to the North Island in order to get the health care that they deserve. They should get it here in their local community and this Northern Heart Centre, which is well advanced in terms of its planning, will make an enormous difference for research. Most importantly, to be able to get that early detection and early care here, so that if you avoid a traumatic incident, then you actually save money as well as saving lives. And that’s why I’ve been talking with the Premier about the importance of this. This will mean more beds and less pressure on the hospital’s Emergency Department. The Centre will have its own dedicated lab that can diagnose and treat various heart conditions, allowing patients to bypass the Emergency Department with its own access to the intensive care unit and medical imaging. That will make an enormous difference here in Northern Tasmania. And I’m very proud that this is a part of my Government’s commitment to strengthening Medicare and providing better healthcare for all Australians, regardless of where they live. Further today I can announce that my Government and the Tasmanian Government have signed a historic agreement that means all Tasmanian public schools will be fully and fairly funded. We promised we would fully fund schools in Tasmania and today we deliver. Tasmania is the third state now after Northern Territory and Western Australia to sign up. The Commonwealth has $16 billion on the table to make sure that every school can reach that designation of fair funding that was first put forward by Gonski, by David Gonski, in his Review. The other thing that it will do of course, is the nature of education as well. Because we want to make sure it’s not just about dollars, it’s about how education is delivered. And the signing up of this agreement will make sure that the priorities that parents talk about, making sure that the basics are looked after, make sure that we lift literacy and numeracy right across Tasmania, but right across the country, is what we want to see. We want to make sure that if a child falls behind that a school is in a position to be able to lift them up. Simple as that. During the election campaign in 2022, I spoke about no one being left behind and no one held back. And that’s what education and health are at the centre of. Making sure that no one’s left behind. Every child has the opportunity to fulfil their potential, but also making sure that people are looked after in terms of their healthcare. So, this is a really exciting day and it’s a good day. And I do want to thank Jeremy for the relationship that we have, in spite of the fact we’re from different political parties, we’re just concerned about getting things done. And that’s what this is about today. Getting things done in the interests of Northern Tasmanians when it comes to healthcare and getting things done on behalf of all younger Australians, Tasmanians and their families, importantly going forward as well. So, I want to thank Jason Clare as well for the extraordinary work that he has done. Mark Butler, our Health Minister has worked hard on this as well, and that is a very good thing that we’ve been able to achieve this today. I’ll hand over to Jeremy, I will then hand to Jason Clare, the Education Minister, and then I’m happy to take some questions and I’m sure that Jeremy will as well. And then we have some document signing that we’re going to do to fulfil this delivery that we’re announcing today.

    JEREMY ROCKLIFF, PREMIER OF TASMANIA: Thank you very much, Prime Minister. And it’s great to be here with the Deputy Premier, Michael Ferguson, Federal Minister for Education, Jason Clare and Senator Helen Polley. Thank you Fiona, for your commitment and passion to healthcare across the North. As Chief Executive of the Launceston General Hospital, can I say to you a big thanks to all the people that you work with on a daily basis. From administration to the healthcare professionals, to the volunteers that make up this wonderful institution, the Launceston General Hospital, delivering healthcare for many, many thousands of Tasmanians across north and north west Tasmania. This is a great day for healthcare. This is a great day for our schools, education and public investment in education. And I want to thank the Prime Minister for the great collaboration that we have had over the course of the last couple of years. It’s not the first time I’ve stood alongside the Prime Minister when it comes to announcing key partnerships in health. Whether that be GP recruitment, whether that be Urgent Care Clinics. It’s not the first time, of course – we’ve also got partnerships when it comes to urban renewal projects as well. And so what Tasmanians expect is their federal and state governments to work together in the very best interests of them and in this case the best interests served in healthcare and indeed our schools across Tasmania. We made a very clear commitment at the last election that we will deliver a $120 million Heart Centre and that is exactly what will be delivered at this site over the course of the next few years. That commitment has been realised through the strong collaboration and working relationship with the Federal and State Governments. A $120 million commitment from the Federal Government. And can I say Prime Minister, thank you to you, to Mark Butler – who I worked with very closely as Health Minister for a number of years – but also on behalf of all Tasmanians that will of course be cared for through this facility. Northern and north western Tasmania have the highest rates of cardiovascular disease in the country. This is why this investment is so critical and the partnership will endure. The partnership of capital investment from the Federal Government and of course the operational investment from the Tasmanian Government means that this will be delivered. It will be delivered by 2029 and will be servicing Tasmanians, particularly Northern Tasmanians, for many, many decades to come. Can I also pay tribute to Jason Clare, the Federal Minister for Education, and of course our State Minister for Education, Jo Palmer, who would be here if it wasn’t for Budget Estimates in southern Tasmania. I know Jason and Jo have worked very closely in securing this Agreement on behalf of families across Tasmania, our students, of course, in public schools. There is no better investment in productivity and wellbeing than education. And having been Education Minister for seven years, I can well and truly appreciate the need for fair funding when it comes to our public schools, particularly our schools of disadvantage across the country and indeed in Tasmania. That’s why I was very proud to be part of the Gonski Two Agreement as Education Minister, where you apply that fair funding model to support students across our public school environment. What this will mean is an additional $300 million into our public schools over the course of the next five years, focusing on early intervention when it comes to numeracy and literacy, focusing on students well being as well. And when students have good wellbeing, they have a very strong learning environment as well. And so we are committed as a Tasmanian Government, in partnership with the Federal Government, to deliver significant uplift in funding for our public schools over the next five years or sooner. So, thank you for working with us, Prime Minister and Federal Education Minister, Jason Clare. It is a great example of federal and state governments working together. At the end of the day, what Tasmanians care about is good quality services and what they want to see is cooperation in partnership between federal and state government, irrespective of political colour, to deliver for them. And today we have delivered in spades for our public schools and healthcare across Northern Tasmania. And with those few words, I’ll hand to Jason.

    JASON CLARE, MINISTER FOR EDUCATION: Thanks Premier. Can I start by paying credit to the Prime Minister and the Premier. These are two leaders who know how to get the job done and these are two leaders who understand the power of education. The power of education to change children’s lives. And this investment, this announcement that we’re making today, will change the lives of children here in Tasmania. Can I also thank you Deputy Premier. And can I thank my dear friend, the Education Minister of Tasmania, Jo Palmer, who, as the Premier said, can’t be with us because of Estimates. She is a great Education Minister. It’s a privilege to work with her and I’m looking forward to implementing this Agreement that we’ll sign today with her. This is a historic day for Tasmania. It’s a historic day for public education in Tasmania. Today we sign agreements that will make sure that every public school in Tasmania is fully funded, as the Prime Minister said, at that level that David Gonski set for us all those years ago. And the Premier talked about the money, about $300 million. But he also made the point, and I’m glad you did, Premier, about what this money will be invested in. Because it’s not just about the money, it’s what it does. This money will help us to invest in things like a phonics check and a numeracy check in year one or in the early years, to identify children who are falling behind when they’re little and then make sure that we intervene and provide them with the sort of supports that will help them to catch up and to keep up and to finish school. Things like catch up tutoring. We know that when a child’s falling behind in a classroom of 20 or 30, if you take them out of that classroom, into a classroom of two or three, with one teacher, four days a week, 40 minutes at a time, that they can learn as much in six months as they’d normally learn in a year. In other words, they catch up. And if children catch up when they’re young, they’re more likely to go on and finish high school and then go on to TAFE or to university. And the investment in health and wellbeing is just as important. There’s a real and obvious link between education and health. You see it in these two announcements today, but we also see it in our classrooms. Because children that are experiencing mental health challenges are more likely to not be at school, to be absent from school. And by year nine, they’re about a year and a half or three years behind the rest of the children in their class in literacy and numeracy. So, investments in things like psychologists and counsellors to provide that wrap around support at schools can make all the difference in whether a child finishes school or not. Can I end where I began – this is a fantastic example of our two governments working together. And most importantly, it shows what we can achieve when we work together. And when Parliament returns, I’ll introduce legislation to make this extra investment in our children and in Tasmania a reality.

    PRIME MINISTER: Thanks, Jase. Happy to take questions.

    JOURNALIST: Prime Minister, has your Government asked Treasury –

    PRIME MINISTER: We’ve got an announcement to help every child in school and can we have questions about this first? And then I’m happy to go down whatever direction you want. Are there any questions about today’s announcements?

    JOURNALIST: The Education Union has been calling on this for some time. Why are you choosing to fund it now?

    PRIME MINISTER: We’ve been in government for two years and we’re getting it done. We’ve got it done now with the Premier, Roger Cook. We’ve got it done in the Northern Territory, which in particular required a substantial lift up per person in the Northern Territory because so many schools there, particularly in remote areas, have missed out. And we’ve got this done in Tasmania and we’re hopeful of getting it done in other states as well, are imminent. I’ve been speaking with Premiers and Chief Ministers. At the last meeting of the National Cabinet, the Premier and I, as well as other Premiers and Chief Ministers, spoke about how important this was, that we get this done. David Gonski did this work some time ago in the Gillard Government to look at what the level of funding was needed to bring every child up to the best of their potential. And that’s what Jason has spoken about – practical differences that it makes. I think it helps, the fact that Jeremy’s been the Education Minister and gets it. And so I’d encourage the other states to sign up. We’ve got $16 billion on the table. This means that the Commonwealth contribution will be lifted up to 22.5 per cent of that standard and the state contribution will be lifted to 77.5 per cent. Making sure that this is realised, because this is so important and we’ve been able to get it done and we’re getting it done today.

    JOURNALIST: Prime Minister, on the Heart Centre. We know right across Australia, Tasmania is no exception, that there is a critical shortage of healthcare workers. How confident are you that there will be the workers that are needed to make this Centre a success?

    PRIME MINISTER: We’re very confident that that can be done. One of the things that we’re doing as well is making sure that we train additional doctors, that we train nurses and healthcare professionals. I’ve been into TAFEs here in Tasmania, for example, I met young people and people retraining to go back into the health system. That has been very important. So we’ll work as well, we have – as Jeremy said, we had quite an innovative plan for additional GPs here that we announced. I think just down the road in Devonport at the Mercy Hospital. We are working with the Tasmanian Government to make sure that we have that capacity. We do need an appropriate workforce in order to deliver. But the other thing is, if you don’t do the right thing, sometimes you can end up chasing your tail. So, emergency departments get more and more pressure on them, which creates more difficulties in the system. So, we have, for example, our four Urgent Care Clinics that have opened here in Tasmania. We’ve got a fifth coming and there’s a potential of more there. They have seen tens of thousands of Tasmanians – all Tasmanians have needed is their Medicare card, not their credit card. They’ve got the care that we need. I’ve been into the Urgent Care Clinic there in Hobart that has been an enormous success. There’s one here in Lonnie. And what we do if you do that is you stop people going to the emergency departments of hospitals, if they have a broken arm or the kids fall off the bike or the skateboard, or they cut themselves preparing dinner – they can get that care on the spot when they need it, where they need it and for free as part of our commitment to extending Medicare. So, that’s made a difference as well to the system. Okay. Happy to take other things.

    JOURNALIST: Have you asked for a modelling on the impacts of negative gearing, Prime Minister?

    PRIME MINISTER: Look, I’ve seen those reports and what we do is we value the Public Service. So, from time to time I’m sure the Public Service are looking at policy ideas. That’s because we value them. But we have our housing policy. It’s out there for all to see. It’s currently being blocked. At the risk of being partisan here, it’s currently being blocked by a No-alition of the Liberals, the Nationals and the Greens in the Senate. They’re blocking our Help to Buy scheme that’s about increased home ownership. They’re blocking our Build to Rent scheme. I mean, why you would block – the Greens position is that they’re blocking the Build to Rent scheme because if you have medium density housing built, it’ll be built by developers. Well, yeah, hello. I’m not sure who they think builds houses and medium density housing and increases supply. So, our focus as a Government is on supply.

    JOURNALIST: (inaudible)

    PRIME MINISTER: Sorry?

    JOURNALIST: Is your Government considering making changes to negative gearing and capital gains tax concessions?

    PRIME MINISTER: What our Government is considering is fixing housing supply by getting our legislation through the Senate. That’s what we’re considering.

    JOURNALIST: Would you rule out changes to negative gearing and property taxes this term or next?

    PRIME MINISTER: Well, what we’re doing is doing the legislation that we have before the Senate. So, I talk about what we’re doing, not what we’re not doing. And what we’re doing, is trying to get through that legislation through the Senate.

    JOURNALIST: But just to confirm, Prime Minister, your Government has asked Treasury for modelling?

    PRIME MINISTER: No, I didn’t confirm that. Treasury, I’m sure, like other departments do a range of proposals, policy ideas. I want a Public Service that is full of ideas.

    JOURNALIST: The RBA is looking through your rebates (inaudible)?

    PRIME MINISTER: Sorry?

    JOURNALIST: The RBA is looking through your rebates. Have your attempts to get a rate cut failed?

    PRIME MINISTER: What we’ve done is to reduce inflation to half of what it was. Half of what we inherited. Now, there’ll be new figures out tomorrow, or today, actually, we will wait and see what they show in a couple of hours’ time. But we know that the last time around, the monthly figures showed a rate of 3.5 per cent. Which is half, basically, of what we inherited. And we’ve done that, putting that downward pressure on inflation, by producing two budget surpluses, turning a $78 billion deficit into a $22 billion surplus last year. And this year, the financial year just finished, another surplus that will be in double digits in terms of the figures when they’re finally released or finalised in a couple of weeks’ time. So we have as well, we indicated on Monday, that has seen debt decreased by the Commonwealth by around about $150 billion from what was predicted in PEFO, the Pre-Election Forecast, that were there in Treasury of what the former Government was going to deliver. And we’ve done all of that whilst we have given cost of living support. Whether it’s a tax cut for every taxpayer, Energy Bill Relief for every household, 500,000 Fee-Free TAFE places, Cheaper Child Care. While we have delivered all of those measures, as well as delivering important funding, such as what we’ve been able to deliver here in Tasmania. Making sure we’re working to deliver proper services in health and education. That’s what happens when you have responsible economic management. And the Reserve Bank, of course, set interest rates independent of the government – that is their job. Our job is to put downward pressure on inflation, but also look after people. We have had now 980,000 jobs created on our watch. More jobs created since I’ve been elected as Prime Minister than in every previous term of any Prime Minister since Federation. I’m very proud of that. It’s been a difficult economic task, but we have delivered what we have set out to do, which is that downward pressure on inflation whilst we’ve been helping with cost of living relief.

    JOURNALIST: On cost of living, will you introduce new cost of living measures in a pre-election Budget?

    PRIME MINISTER: Well, one of the things that we are going to do, and you will have seen on Monday when it comes to cost of living as well, is take on businesses when they’re not doing the right thing by consumers. Now, this action by the ACCC in taking Woolworths and Coles to court in order to hold them to account for what the ACCC alleges has happened. When you have a packet of Oreos lifted up in prices and by triple the amount in which they’re then decreased and a sign put on them saying that it’s a special, then that is not doing the right thing by consumers. Now people out there are under financial pressure and they’re looking for value, they’re looking for bargains. And so when they go into a supermarket and see ‘special’ or ‘prices down’, they trust that that is the truth. Now it’s not the truth if a supermarket has increased the price by $1.50 from what it was and then a month later put it down by fifty cents and purported to argue that they have decreased the price. That is a breach of trust, it’s a breach of faith. Australians are rightly angry about it, as they should be, and my Government is taking action. The ACCC are taking them to court. We have released on Monday as well exposure drafts of our changes to legislation, as well as our changes to the mandating of the code of conduct for supermarkets, as recommended by Dr Craig Emerson. So we want wages to increase and we’re delivering that, including in Jason’s area, a 15 per cent increase in the wages of early educators in childcare. We have delivered a substantial increase in the wages of aged care workers. We’ve delivered tax cuts on top of that. So we want people to earn more and to keep more of what they earn. That’s all a part of our cost of living measures.

    JOURNALIST: Here in Tasmania, will you exempt the Macquarie Point Stadium from GST calculations?

    PRIME MINISTER: No.

    JOURNALIST: Why not?

    PRIME MINISTER: Because if we did that, we’d have to do the same for the Olympic sites in Queensland, for every infrastructure project in the country.

    JOURNALIST: Wasn’t that done for a stadium in Jim Chalmers electorate?

    PRIME MINISTER: We won’t, well I’m not sure what stadium with hundreds of millions of dollars you’re referring to in Jim’s electorate in Logan. I’m very familiar with the electorate. So we will be, can I make this point. We’ll be exempting this contribution to the hospital, to the Northern Tasmania Heart Centre from the GST. It’s very different. But infrastructure projects, of course, it all adds up. It all evens out. I’m not sure this is understood fully by people in these positions, but when you have the GST equalisation, if you have a proportion of funds invested around the country, then it evens itself out. This is a separate thing which we’ve agreed to exempt from the GST because it’s about healthcare. But infrastructure across the board is not exempt. I was an Infrastructure Minister for six years, I assure you there was no GST exemptions during that period.

    JOURNALIST: Prime Minister, with the Heart Centre comes a lot of money for Northern Tasmania. How concerned are you about your prospects in Lyons?

    PRIME MINISTER: I think Lyons, what I’m doing in every seat, in every state, in the one country of Australia, is governing. We’re doing things here regardless of the political colour. I don’t have a colour coded spreadsheet to determine my funding proposals. And I am working and delivering here in Northern Tasmania, in North West Tasmania, in Hobart. We’re delivering at UTAS down the road here, $65 million each to fix up UTAS and to make it into a much better stadium. We are investing in Macquarie Point, we’re investing throughout Tasmania. We’ll continue to do so and I believe there’ll be an election at some time. If you keep your eye on that white car with the little flag on the front on the day it goes to Yarralumla, then we’ll call an election sometime before, or on or before May, and we’ll put our case to the Australian people. But we have a serious plan for health, a serious plan for education, a serious plan for energy. We’re working here as well. The Marinus Link Project is a great example of the cooperation that was talked about for a long period of time. Well, myself and this Premier have actually got it done. Thanks very much.

  • MIL-OSI Russia: The big physics day “PhysFest” will take place at NSU this Sunday
