    SANTA FE – Today, Gov. Michelle Lujan Grisham announced her appointment of Emily Kaltenbach as Cabinet Secretary of the Aging and Long-Term Services Department (ALTSD).

    Kaltenbach brings more than two decades of leadership in public policy, health care reform, and advocacy, as well as a strong track-record of advancing services for older adults, individuals with disabilities, and communities across New Mexico. Kaltenbach will join the administration on November 4, 2024.

    Previously, Kaltenbach was senior director of state advocacy for the Drug Policy Alliance, where she led statewide efforts to shift policy focus from punitive measures to health-centered solutions. Her extensive background also includes leadership positions at ALTSD and in the New Mexico Office of Health Care Reform, where she contributed to significant policy reforms benefiting older adults and people of all ages with disabilities.

    “We welcome Emily Kaltenbach back to the Aging and Long-Term Services Department,” said Gov. Lujan Grisham. “Her depth of experience in public health, aging services, and policy development will enable her to make an immediate impact as the department continues to improve the care and resources provided to New Mexico’s seniors and those with disabilities.”

    “I am honored to return to ALTSD and serve New Mexico’s elders and families,” said Kaltenbach. “I look forward to collaborating with stakeholders statewide to ensure all New Mexicans have access to the care and services they need to live with dignity and independence.”

    Kaltenbach holds a master’s in health care administration from the University of Washington and has served on multiple boards dedicated to public health, cannabis regulation, and community safety. Her leadership in health care reform and social justice issues makes her uniquely positioned to lead ALTSD as it navigates the challenges facing the state’s growing aging population.

Concrete actions Today’s government meeting was devoted to the situation in southwestern Poland after the flood. In the public part, Prime Minister Donald Tusk asked ministers to present the activities of their ministries and propose specific solutions. “My intention is that each government meeting – in this dramatic time of flood and post-flood reconstruction – should begin with a specific report that should reach people immediately,” explained the head of government. The second part of the meeting of the Council of Ministers was devoted to the draft act amending the act on special solutions related to removing the effects of floods. “Para bromear 100 pages of amendments that will improve the existing law; they will make assistance easier and more flexible,” announced Donald Tusk. The government will be able to secure – together with European funds – up to PLN 23 billion for the “Reconstruction Plus” program. “It was very important for us to provide financing for aid and then reconstruction for the coming months and years – because some projects will last for many years,” the Prime Minister said. The government remains directly involved in supervising activities in the areas affected by the disaster – a meeting of the crisis staff will be held in Wrocław this afternoon. Los dos ministros se multiplican Internal Affairs and Administration The first information during the meeting of the Council of Ministers was presented by the Minister of Internal Affairs and Administration. In fact, it is about raising the level of reconstruction to an even better infrastructure than what was destroyed,” announced the head of the Ministry of Defense. The operation is scheduled at least until the end of the year. Soldiers will be present in areas at risk and affected by flooding until the effects of the flood are removed. The situation is worse in the Opole Voivodeship. The head of the ministry reported, among others, from activities aimed at rebuilding the bridge in Głuchołazy. The section of the Kłodzko Główny – Kłodzko Miasto railway route is still impassable.  “We anticipate that we will clear traffic on this section by September 30,” Dariusz Klimczak reported the good news. The railway organizes detours on some sections. We appeal to travelers to
    analyze the information provided by carriers. The head of the Ministry of Infrastructure provided detailed data on alarm and warning states, meteorological and hydrological warnings and the condition of reservoirs. He paid particular attention to hydrological warnings against third-degree floods for the Lubusz, West Pomeranian, Lower Silesian and Greater Poland voivodeships. Ministrosdos of Finance El ministro Andrzej Domański reminded that his ministry had secured PLN 2 billion in the state budget for the implementation of the most urgent aid tasks related to combating the effects of the flood and was working to increase this amount.  “We regularly issue decisions activating funds for voivodes, including the payment of flood benefits. We are also working together with the local government to provide direct assistance to the affected municipalities. We have, among other things, funds at our disposal from the reserve in the amount of PLN 738 million. The decision on the division of this reserve will be made together with the local government,” said Andrzej Domański. They can count on support, among others: borrowers whose mortgage obligation will be taken over by the state for 12 months, as well as entrepreneurs – it is possible, for example, to apply for a waiver of tax liabilities. Ministros dos Funds and Regional Policy The Ministry of Funds and Regional Policy, in accordance with the Prime Minister’s instructions, carried out a comprehensive review of the Cohesion Funds.  “Up to several billion zlotys can be transferred for reconstruction and resilience purposes,” informed Minister Katarzyna Pełczyńska-Nałęcz. The ministry she manages is creating a new priority within the Cohesion Funds. Dedicated to Bromea Sobre rebuilding in flooded areas and at the same time building resilience to such events. “These will be funds for energy infrastructure, water and sewage infrastructure, road infrastructure, but also funds for private beneficiaries, supporting budget funds for the reconstruction of houses that were destroyed during the flood,” said the Minister of Funds and Regional Policy. The process of redirecting funds is consulted with local government officials from flood regions. Ministry of Climate and Environment Led by Minister Paulina Hennig-Kloska, the ministry clima observes, among others, the situation of environmental infrastructure and the state of groundwater. At its peak there were almost 80,000 households. The biggest problem in this respect is still the Lower Silesian Voivodeship,” said Paulina Hennig-Kloska. At the request of the Ministry of Climate and Environment, the Council of Ministers adopted an amendment to the regulation on the state of natural disaster, which is intended to facilitate the removal of waste from areas affected by flooding. The ministry also launched subsidies for local governments for the purchase of, among others, aggregates, pump, dryers. Ministry of Family, Labor and Social Policy Agnieszka Dziemianowicz-Bąk, the Minister of Family, Labor and Social Policy, reminded what the activities of her ministry focus on. “While the ministries and services directly involved in the fight against the element are putting a stop to it, we at the Ministry of Family, Labor and Social Policy have been looking from the very beginning where the wave is already receding, where the water is receding and where the people of the flooded areas need immediate, urgent social assistance and financial assistance” – emphasized Agnieszka Dziemianowicz-Bąk. The total funds paid for these benefits are 100 million 409 thousand. A provision on this form of assistance will be included in the draft bill developed by the government. Minister of Health Izabela Leszczyna announced that the main task of her ministry is to provide residents of flooded areas with access to medical services. Ministrosdos has launched 3 hotlines. “One, the general one, where the patient can find out where the nearest clinic is, where the nearest pharmacy that has not been flooded is; where to go for help. And two more hotlines that concern people in mental health crisis – separately for adults and separately for children and adolescents,” explained Izabela Leszczyna. Psychological and psychiatric help also reaches flood victims through the mobile center. The Minister of Health thanked the employees of all hospitals and clinics who are showing great commitment during the crisis. The hospital in Nysa is at the stage of drying and disinfection. “There is great determination of the employees of the local community, the starosta of Nysa, to open this hospital. Both the Ministry of Health and the National Health Fund absolutely support these efforts,” emphasized the head of the ministry. The State Sanitary Inspection focuses on collecting water samples, conducting laboratory tests and issuing disinfectants.  Anyone can call the district sanitary and epidemiological station to ask for water testing or help with disinfection. Minister of Agriculture and Rural Development Adam Nowak, Deputy Minister of Agriculture and Rural Development, informed that according to data collected by the Restructuring Agency, 4,318 farmers who had a registered farm number were affected by the flood. “In accordance with the Prime Minister’s instruction to ensure that this assistance is quick and well-addressed, the first program will be support of approximately PLN 5,000 for a hectare of field containing unharvested agricultural produce, unharvested cereals – mainly corn, partly also soybeans, corn, potatoes and sugar beets” – Adam Nowak presented one of the proposals to help farmers. The ministry will also support farmers, among others: ensuring the possibility of remission of rents for arable land, exemption and remission of social security contributions in KRUS, and compensation for cereals and other agricultural produce that came into contact with flood waters. Another solution is quick advance payments for direct payments to farmers from flood-affected areas. The Minister of Agriculture, Czesław Siekierski, requested the European Commission to activate the crisis reserve at the disposal of the Commissioner for Agriculture, and also asked voivodes for support in initiating the work of estimating commissions.  Ministrosdos of National Education Thanks to the determination of school principals and teachers, currently only 63 institutions have suspended classes. Remote teaching is conducted in 9 schools.  “In no case is the safety of the educational course of children and young people at risk at this time. All exams and all activities will take place as planned,” assured Barbara Nowacka, the Minister of National Education. Affected schools have formal and legal options to organize classes in other places. The Ministry of Education has prepared a number of supports for those affected. “To meet
    the needs reported by teachers and parents, we organize green schools for children from flood areas. There is a special website at zielonaszkoly.gov.pl with a 24-hour hotline where you can report schools that need help and appropriate assistance. Currently, nearly 850 people have registered – students from schools in flood areas – and are ready to leave,” said Barbara Nowacka. The Ministry plans to extend the program until the holidays. There is a special telephone line of the Ministry of National Education for psychological support. More than 40 psychologists provide assistance around the clock. The ministry, headed by Barbara Nowacka, also coordinates the “Schools for Schools” project, under which willing school communities in the country can support students and institutions from flood-affected areas.  Ministros dos Sportu i Turystyki El Ministro Sportu i Turystyki Sławomir Nitras presented information on the forms of support prepared by his ministry. The Ministry will allocate funds for the reconstruction of sports infrastructure, especially school facilities, as well as public and tourist facilities – tourist trails and parks. 50 millones de was secured to support tourist institutions and enterprises that suffered losses due to the cancellation of their stay or the impossibility of carrying it out. “We have secured 2 million PLN in the tourist budget for a program to promote Lower Silesia as a safe place for organizing tourism,” declared Sławomir Nitras. The resort will also support sports clubs.  The government’s plans for the coming days.     WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), a senior member of the Senate Committee on Finance, attended a committee hearing titled “Chaos and Control: How Trump Criminalized Women’s Health Care,” which examined how the overturn of Roe v. Wade — led by Supreme Court justices appointed by former President Donald Trump – is impacting providers and endangering women on the ground.

    At the hearing, some witnesses called by Republicans, including a Texas-based lawyer, claimed that abortion bans do not prevent doctors from administering care to pregnant patients during emergencies that threaten the mother’s life. Her assertions are contradicted by a report released this week showing that a 28-year-old Georgia woman died in 2022 after doctors delayed a life-saving abortion. A state board concluded that her death was preventable. Another Georgia woman died because she was afraid to see a provider due to the abortion ban; the state board said that her death was also preventable. Women in other states have reported suffering extreme pain and anguish after being forced to wait for care. 

    “I am dismayed at my colleagues on the other side of the aisle and even some of the witnesses, because you are saying this is either rhetoric, or hospitals do not understand the law,” Sen. Cantwell said. “I don’t care what the lawyers are saying. This is what is happening on the ground. And the consequences that it is affecting these individuals and threatening their lives.”

    She added that the lack of care in neighboring Idaho is driving a 50% increase in out-of-state abortion patients in Washington state, straining our own health care system.

    “If you have deserts of gynecological care overall, it’s going to cause problems, not just for the women in Idaho, but for our region as well,” Sen. Cantwell said. “We want people to be able to see their physician.”

    Among the panel of witnesses was Dr. Amelia Huntsberger, an OB/GYN and graduate of the University of Washington School of Medicine. Dr. Huntsberger practiced in Sandpoint, Idaho, for nearly a decade before relocating her family to Oregon due to fear of prosecution under Idaho’s draconian abortion ban. Since the ban went into effect, 22% of Idaho’s OB/GYNs have left the state.

    “Dr. Huntsberger, what more can we tell people about why one in five OB/GYNs are leaving?” Sen. Cantwell asked. “The lawyers are telling you [that] you don’t have to worry about this, but you took a step to worry about it. Why did you take that step?”

    “It was essential to me to provide the care my patients needed without government interference,” Dr. Huntsberger responded. “The circumstances doctors and patients find themselves in Idaho impacts everyone. Idaho has some of the lowest per capita number of physicians, so already there was a physician shortage, and this is being greatly exacerbated.”

    Strict abortion bans enacted after the overturning of Roe v. Wade have created confusion around the treatment medical professionals can provide, even when a pregnant patient’s life or health is in danger. Providers fear they could be sued or prosecuted for providing abortion care, or even miscarriage treatment. 

    In July, Sen. Cantwell, Senate Majority Leader Chuck Schumer, and 14 women Democratic senators released a new report, Two Years Post-Dobbs: The Nationwide Impacts of Abortion Bans. The report, based on interviews and discussions with more than 80 health care providers and advocates on the front lines, detailed how the Dobbs decision is harming women’s health care in states across the U.S.  Among other troubling findings, the report detailed how abortion bans endanger women facing medical emergencies.  For example, the co-chair of the Idaho Physician Well-Being Action Collaborative said, “We’ve been flying out about a patient a week to Utah or Oregon or Washington, because the fetus is nonviable, or the life of the mother is at risk.”  The report also noted the conclusions of a STAT News analysis of abortions in Texas, which found that the number of women needing abortions in Texas is at least 400 per year for life emergencies and 2,400 per year for physical health risks – but that just 34 legal abortions were recorded in Texas during a six-month period in 2023. New research published this week found that the rate of maternal mortality cases in Texas increased by 56% from 2019 to 2022 – compared to 11% nationwide during that time period. Texas’s abortion ban went into effect in September 2021.

    Sen. Cantwell continues to fight hard to defend reproductive freedom in Washington state and nationwide. New research published this week found that the rate of maternal mortality cases in Texas increased by 56% from 2019 to 2022 – compared to 11% nationwide during that time period.   • MIL-OSI Global: How professional sports leagues that embrace social justice causes could influence politics

    Given that 77 per cent of people in Canada and 57 per cent of people in the United Kingdom watch a sports team regularly — compared to the 60 per cent of people who turn out to vote in Canada and the U.K. — it’s clear sports has an important and persistent influence on people’s lives.

    Sports can serve as a beacon to provide societal leadership or reflect changes in wider society in significant ways. A historic example would be how the integration of sports leagues in North America paralleled the Civil Rights Movement.

    But how can sports influence politics today?

    Similar to supporting a political party, sports fandom aids in the formation of social identity. This happens when people look to form attachments with other individuals who they believe are similar to them in some way to cultivate positive self-esteem.

    Men’s professional sports teams have historically engaged with certain political causes, namely the military and law enforcement, while neglecting others, such as the plight of marginalized members of local communities. Sports engagement with the military has been shown to boost military enrolment and support for government spending on the military in peace times.

    Women’s professional sport, meanwhile, has drawn positive attention through its engagement with marginalized community members. The Women’s National Basketball League, for example, has engaged with the LGBTQ+ community to create safe fan spaces for the league.

    Men’s sports protests

    My preliminary research into these issues has shown that in men’s professional sports, there has often been hostility towards the introduction of newer, more inclusive causes into sporting events. In the National Hockey League, for example, some players refused to participate in Pride Night events on religious grounds.

    Former professional quarterback Colin Kaepernick’s non-violent protest of police brutality in the United States resulted in his exile from the National Football League for the apparent “distraction” it created. A crucial element of the backlash against Kaepernick was allegations by conservatives that he disrespected the military and the American flag.

    The power of this backlash was surprising given that in the U.S., Democrats and Republicans are equally likely to be avid sports fans, with no meaningful differences in the strength of their fandom. However, Republican sports fans tend to be more vocal about what causes should receive representation in sports.

    Essentially, that means those who say athletes should “stick to sports” or “shut up and dribble” aren’t suggesting they don’t want any politics in sports. What they’re really saying is that they don’t want to see political views they oppose being represented in professional sports.

    The patriotic causes that have routinely been championed by sports leagues and used for nation-building, such as the military, are viewed as apolitical and therefore appropriate in sports settings. Conversely, messages that are critical of a country or focus on historic inequalities have been deemed “inappropriate” and are excluded by sports because of potential fan backlash.

    Can sports influence politics?

    More recently, however, sports leagues and teams have begun to engage with social justice causes, such as LGBTQ+ rights in the U.K., Canada and the U.S..

    These causes also include Indigenous rights and anti-racism messaging.

    As sports organizations adapt to changing social norms and embrace newer social causes, they hold tremendous potential to impact political attitudes. They can showcase the acceptance of marginalized groups in previously hostile spaces, and provide valuable representation.

    Furthermore, sports fandom identity has been shown to hold a strong psychological connection that can create feelings of inclusion which, in turn, can boost self-esteem.

    This is why athletes make easy role models for children, and why watching sports events is a valued leisure activity for many people of all ages. Finally, sports fandom can also teach people how to cope with negative emotions or feelings of disappointment over time through emotional regulation.

    How sports could influence attitudes

    The representative and psychological value of sports fandom suggests sport is an understudied area of political science, one I hope to build on in my future research.

    For example, we do not yet fully understand the impact that sports teams holding Pride Nights has on attitudes towards the LGBTQ+ community.

    Nor do we know how soccer clubs in England, as local symbols of a migrant workforce, may impact immigrant attitudes.

    Finally, we do not know why certain women’s national soccer teams, like Canada, have been successful in protesting for equal pay while others, like the Spanish team, have failed.

    Sport could have a valuable role to play in unpacking these political questions about protest and identity — and represents an exciting emerging research area in political behaviour.

  • MIL-OSI Global: Lebanese civilians are fleeing the south, fearing an Israeli invasion − a look back at 1982 suggests they have every reason to worry

    Lebanese families have been fleeing the country’s south in the thousands amid escalating tensions and an Israeli bombardment that has so far killed hundreds.

    Their fear, echoed by many onlookers, is that Israel will accompany the airstrikes with something that has the potential to have far worse consequences: a ground invasion of south Lebanon.

    The rational behind such a move, from the Israeli government’s perspective, is that a ground offensive may be its best chance to push Hezbollah fighters beyond the Litani River in the middle of the country. This would achieve an Israeli war goal of securing its northern borders and allowing an estimated 60,000 residents who have been forced to flee northern Israel to go back to their homes.

    Irrespective of motive, a ground invasion and potential occupation is more than wild speculation. Israel has placed thousands of soldiers on standby close to the Lebanon border for such an eventuality.

    Nor is such a move without precedent.

    As a scholar of Lebanese history, I know Israel and Lebanon have been here before. In 1982, Israel invaded Lebanon in the middle of the latter’s civil war, imposing a siege on the capital Beirut. The results were catastrophic for the whole region. Not only did the ground invasion result in the death of thousands of civilians, the occupation of Lebanon plunged an already fragile nation into lasting political and economic chaos and led to the birth of Hezbollah, the very group that threatens northern Israel today.

    Refuge and armed resistance

    The Israeli invasion of Lebanon in June 1982 had its roots in the Palestinian–Israeli conflict, much as the fighting between Hezbollah and Israel does today.

    The creation of the state of Israel in 1948 was accompanied by the Nakba, or “catastrophe,” for the Palestinians. In the violent birth pangs of a Jewish state on land inhabited by, among others, Arab populations with deep ancestral ties to villages, more than 750,000 Palestinians were expelled or fled.

    Many refugees entered Lebanon, where in 1964 the Palestine Liberation Organization was born. By the mid-1970s, the armed resistance group had recruited and trained over 20,000 fighters who actively participated in launching attacks on Israel from Lebanese soil.

    By 1982, Lebanon was already seven years into its civil war, with violence flaring between Lebanese Christians and Lebanese and Palestinian Muslims. On June 6, 1982, Israeli Defense Minister Ariel Sharon, a future leader of the country, launched Operation Peace for Galilee and invaded Lebanon with the purpose of eliminating the PLO.

    More than 40,000 Israeli troops with hundreds of tanks entered Lebanon from three points: by land across the border into south Lebanon; by sea from the coast of Sidon; and by air as the Israeli forces bombed the Beqaa Valley, Beirut and its Palestinian refugee camps.

    For two months, Beirut was under siege, with water and electricity cut off. As a result of the heavy bombardment and lack of access to basic needs, an estimated 19,000 Lebanese, Syrian and Palestinian civilians and combatants died, of which 5,500 were civilians from West Beirut.

    The Lebanese authorities appealed to the United States, France, Italy and the United Kingdom for help. These countries formed the multinational peacekeeping force, which was designed to restore peace in Lebanon, assist the Lebanese armed forces and evacuate PLO fighters to Tunisia.

    By August 1982, the multinational force had successfully relocated PLO fighters and began pulling out of Lebanon. They were called back, however, as violence flared.

    After the assassination of Lebanese President-elect Bashir Gemayel on Sept. 14, 1982, the Christian Phalangist militia entered the two Palestinian refugee camps of Sabra and Shatila and killed over 2,000 Palestinian civilians. The Israeli government later set up the Kahan Commission of Inquiry to look into the killings, which concluded that Israel was indirectly responsible for the massacres.

    The birth of Hezbollah

    All of this history remains relevant to the current situation in the region. Israel’s invasion and occupation of Lebanon, its siege on Beirut and the massacres that followed all led to the birth of Hezbollah.

    While members of Lebanon’s marginalized Shiite community in the south had long sought to mobilize through pan-Arab political parties and militias, it was Israel’s invasion that galvanized members of the community to ultimately create Hezbollah in 1985. As former Israeli Defense Minister and Prime Minister Ehud Barak noted in a 2006 interview: “It was our presence there that created Hezbollah.”

    Israel’s invasion also soured Lebanon’s relations with the West. Many Lebanese and Palestinian Muslims considered the multinational force – especially the United States – to be a failure and even an accomplice to Israel.

    From 1982 onward, Americans and other Westerners became a target. In the following decade, more than 80 Americans and Europeans were taken hostage by Hezbollah fighters. Some were tortured for months; others died in custody.

    And on Oct. 23, 1983, a terrorist attack targeted the American barracks in Beirut, killing over 300 people, including 220 Marines, 18 sailors and three soldiers. Minutes later, a second suicide attack killed 58 French paratroopers. The Islamic jihad claimed responsibility for the two attacks; some of its members are thought to be among those who officially founded Hezbollah in February 1985.

    Aiding Hezbollah recruitment

    Israel’s 1982 invasion of Lebanon failed to accomplish its goals of stemming attacks on Israel from southern Lebanon. If anything, it had the opposite effect by turning many Lebanese against Israel and creating the conditions in which Hezbollah could recruit.

    Although Israel retreated from Beirut in August 1982, it continued to occupy south Lebanon until 2000. During that period it unlawfully detained many Lebanese suspected of resisting the Israeli occupation. Some were detained without charges in inhumane conditions, while others were illegally transferred into Israel.

    With such a backdrop, Hezbollah’s legitimacy in the eyes of many Lebanese grew – as did its support. So much so that in 1989, at the end of the Lebanese civil war, the authorities signed an agreement that, although not referencing Hezbollah directly, asserted Lebanon’s right to resist the Israeli occupation in the south.

    This clause was interpreted by Hezbollah as legitimizing its armed fight against occupation.

    After occupation ended in 2000, Hezbollah had to reinvent its role, claiming that it would continue fighting against Israel until the liberation of the disputed Shebaa Farms, the Golan Heights and occupied Palestine.

    In 2006, Hezbollah entered Israeli territory for the first time, killing three soldiers and kidnapping two, demanding the release of Lebanese prisoners in exchange. In retaliation, the Israel Defense Forces attacked Lebanon by air, sea and land, with Israeli ground forces entering Lebanon and carrying out a number of operations on Lebanese territory. A subsequent war saw no such prisoner swap but resulted in the deaths of about 1,100 Lebanese civilians and 120 Israelis, mostly soldiers.

    History repeating?

    Until Hamas attacked Israel on Oct. 7, 2023, there had been hopes that decades of hostilities between Lebanon and Israel could be on the cusp of turning. In October 2022, Lebanon and Israel signed a maritime border agreement brokered by the U.S – interpreted as the beginning of normalizing relations between two countries technically at war.

    But the magnitude of the human crisis in Gaza and the series of events that followed in Lebanon have ended such hopes for now. Hezbollah’s vow of solidarity with Hamas has resulted in a running series of tit-for-tat attacks with Israel that have escalated over the past year.

    The attack using booby-trapped pagers that targeted Hezbollah fighters and killed several civilians across Lebanon on Sept. 17, 2024, has set off a chain of events that have now seen nearly 500 Lebanese killed and Hezbollah extend the geographical scope of its missile attacks in Israel. Its long-range ballistic missiles can reach 250-300 kilometers (155-186 miles) and have reached Haifa and the city’s Ramat David Airbase.

    The next step in this deadly escalation could well be a ground invasion. But in 1982, such an operation resulted only in catastrophic results for all concerned – and set in place the conditions for decades of hostilities across the Lebanon-Israel border. A similar offensive today would almost certainly have similar results – especially for the people of Lebanon.

    WASHINGTON – Today, U.S. Senators Tommy Tuberville (R-AL) and Katie Britt (R-AL) joined U.S. Senator Chuck Grassley (R-IA) and 41 bicameral Republican colleagues in signing a letter urging President Biden and Vice President Harris to work with Congress to root out abuses in the unaccompanied alien children (UAC) program and stop the Department of Health and Human Services’ (HHS) cover-up of its gross mismanagement of the program. As an example, HHS has failed to comply with two out of every three Department of Homeland Security (DHS) subpoenas and other information requests issued amid its investigation into more than 100 identified suspicious UAC sponsors.

    “President Biden and Vice President Harris:

    As a result of your open-borders policies, overseen by Vice President Harris, who was tasked with “stemming the migration” at our border with Mexico, more than 500,000 unaccompanied alien children (UACs) have crossed the southwest border without a parent or guardian to provide care since you took office, a massive increase when compared to previous administrations. These UACs often experience horrible sexual, physical, and emotional abuse on the journey and are victims of cartel trafficking and exploitation, a business that surged an estimated 2,500 percent from the Trump Administration to the middle of your term in 2022. Sadly, the suffering these children endure does not end at the border. Your Administration also fails them when they arrive in the United States by rushing them out of the custody of your Department of Health and Human Services (HHS) Office of Refugee Resettlement (ORR) into the hands of unvetted sponsors who often continue to exploit and abuse them. 

    Even as the trafficking business and the number of children entering the U.S. surged, HHS ORR cut back significantly on background checks and vetting procedures to speed up the process, despite knowing children were being trafficked through HHS ORR’s UAC program. Your Administration likewise continued Vice President Harris’s longtime priority of cutting back on information sharing between HHS ORR and law enforcement related to unaccompanied children and sponsors. When the Trump Administration implemented a Memorandum of Agreement (MOA) to provide for robust information sharing between the Department of Homeland Security (DHS) and HHS ORR, then-Senator Harris called this attempt to protect children and communities “outrageous.” She also introduced legislation in response to the Trump MOA that slashed funding for Immigration and Customs Enforcement by $220 million. Her bill was so extreme it failed to allow HHS information to be used by DHS for immigration enforcement even for potential sponsors and household members with convictions or pending charges of child abuse, sexual assault, child pornography, or any other crime. Even House Democrats considered Harris’s approach too radical and added these exceptions to counteract the extreme nature of her legislative proposal. Their approach, unlike Harris’s, allowed HHS information to be used to deport child predators and those convicted of serious felonies. Given her stated policy priorities, it is no wonder your Administration later revoked the Trump Administration’s MOA, seriously hampering the work of law enforcement, and promulgated a final rule enshrining the bar on sharing such information with law enforcement officials.

    Your Administration further stripped Customs and Border Protection officials of their ability to conduct familial DNA testing, as was implemented by the Trump Administration to verify adults’ claims that they are related to children they bring across the border. This made the smuggling and trafficking of these kids that much easier. Early into your term, your Administration also canceled protections the Trump Administration proposed to provide post-release services for all children placed with sponsors, including in-person visits and extended follow-up after placement. These protections would have helped ensure children were safe. Instead, the actions of your Administration have been disastrous and now, HHS ORR is actively attempting to cover up the results of its egregious decisions. We call upon you to put an end to that cover-up.

    When Senator Grassley and Senator Cassidy, ranking members of the Senate Budget Committee and Senate Committee on Health, Education, Labor, and Pensions, asked HHS ORR contractors and grantees whether they took necessary steps to protect children, HHS obstructed those inquiries, directing the entities not to respond. This included Southwest Key, which Senator Grassley asked, among other things, about its vetting of staff before they have access to minors. The Department of Justice has since sued Southwest Key for turning a blind eye to nearly a decade of child rape and sexual abuse by its staff. During this same time, HHS ORR provided Southwest Key with more than $3 billion to house UACs. These contractors and grantees receive large sums of taxpayer dollars, a lucrative business that has boomed during your Administration. Yet HHS ORR told them not to answer Congress when it asked whether basic protections were afforded to these kids. This is completely unacceptable.

    At the same time, since early 2023, the House Judiciary Committee has sought information on the total number of UACs HHS ORR has lost contact with after placement during your Administration. According to the New York Times, as of February 2023, ORR had been unable to contact at least 85,000 UACs after placement with sponsors, or roughly 34 percent of total UACs released up to that point in your term. Applying the 34 percent figure to the most up-to-date number of 432,938 UACs the Administration has released to sponsors, we estimate ORR has been unable to contact nearly 150,000 UACs through Safety and Well-being calls after their release. When confronted by the House Judiciary Committee with an estimate based on the Times’s findings, ORR did not dispute it. Although the House Judiciary Committee twice subpoenaed HHS for internal agency data relating to the total number of UACs with whom it has lost contact after placement, HHS has refused to provide the subpoenaed data.

    Unfortunately, the cover-up does not end there. Recently, DHS informed Senator Grassley’s office that HHS ORR has not sufficiently complied with two out of every three subpoenas and other information requests that resulted from his referral of possible child trafficking rings across the U.S. to DHS in January. By not supplying the information law enforcement requested, ORR denied Homeland Security Investigations (HSI) agents critical information, including the last known addresses of children and sponsors and the identity of other household members. In part because of HHS ORR’s lack of cooperation, DHS has so far only been able to locate less than four percent of sponsors identified as investigative targets, and a similarly small number of UACs.

    At a recent Senate roundtable forum, “The Exploitation Crisis: How the U.S. Government is Failing to Protect Migrant Children from Trafficking and Abuse,” senators and members of the public heard from a panel with direct knowledge of this crisis. What the witnesses told the oversight panel was shocking. For example, HHS retaliated against one of the witnesses, Ms. Tara Lee Rodas, after she blew the whistle and tried to stop the placement of young children with a household in Ohio connected to the violent MS-13 gang. In addition, witnesses described how HHS and its contractors prioritized UAC placement speed over UAC safety by failing to verify the legitimacy of identity documents, failing to obtain criminal history from the countries of origin of UACs and sponsors, and failing to conduct legally required home studies for UACs who had endured sexual or other abuse. Other whistleblowers continue to come forward with similar information. Congress has the right to obtain information necessary to conduct oversight of these widespread failures to protect the lives of children without HHS standing in the way.

    HHS’s failure to ensure UACs are in appropriate placements and to adequately vet sponsors is harmful not only to the UACs, but also to American citizens. As the Attorney General under the Trump Administration recognized, the UAC program has for years suffered from exploitation by criminals, including “gang members who come to this country as wolves in sheep[’s] clothing” and “use th[e UAC] program as a means by which to recruit new members.” As the House Judiciary Committee’s oversight has shown, under Secretary Becerra’s leadership, HHS has ignored the potential criminality and gang affiliation of UACs.

    Indeed, as revealed in the House Judiciary Committee’s May 2023 interim report, in May 2022, HHS ORR released to a sponsor a UAC with a previous arrest record for “illicit association with MS13.” That UAC, released by your Administration, went on to brutally assault and murder 20-year-old American citizen Kayla Hamilton. Incredibly, HHS noted on several occasions to the House Judiciary Committee its focus on protecting the privacy of Kayla’s murderer. Although local police quickly identified Walter Javier Martinez as the primary suspect in the murder and expressed their concern about the threat he posed to society, according to new investigative reporting, Martinez was placed in a Maryland foster home with other children and enrolled in high school. Later, while in custody for murdering Kayla, the alien authored a letter in which he “admitted to committing [four] murders, [two] rapes, and additional other crimes.” Martinez has since been sentenced to more than 70 years in prison.

    Despite having released to a sponsor a UAC with gang tattoos and a history of “illicit association” with MS-13, HHS told the House Judiciary Committee that it does not have a policy to refer known or suspected gang members to the Justice Department for investigation or, where appropriate, prosecution. At the same time, ORR Director Robin Dunn Marcos, the HHS official in charge of the UAC program, admitted that, while HHS sometimes contacts the consulate or embassy of a UAC’s country of origin or last habitual residence to verify some documents or claimed familial relationships, HHS does not even request UACs’ criminal records. Troublingly, HHS has also admitted that it does not currently have any secure facilities “in-network”—that is, facilities designed for the secure placement of UACs who pose a danger to themselves or others or who have been determined to have a criminal record.

    An August 2024 House Judiciary Committee report highlighted yet another case of UAC criminality, detailing how Juan Carlos Garcia Rodriguez, a UAC from Guatemala released by your Administration, horrifically assaulted and murdered 11-year-old Maria Gonzalez. Maria’s father found “his daughter’s body wrapped in a trash bag and stuffed in a laundry basket that was put beneath her bed.” Garcia Rodriguez was encountered by Border Patrol after entering the U.S. illegally in El Paso in January 2023, smuggled to the U.S. border by a “guide” paid for by his parents. Despite being overheard commenting about his desire to run away while in HHS custody, HHS placed Garcia Rodriguez with an unrelated adult sponsor who had twice previously sponsored unrelated UACs. Unsurprisingly, shortly after the Biden-Harris Administration’s release of Garcia Rodriguez, he became one of the estimated 150,000 UACs with whom HHS has lost contact. Just months after HHS lost contact with Garcia Rodriguez, he ran away from his sponsor. Not long after his 18th birthday, and mere months after his release from HHS custody, Garcia Rodriguez, brutally assaulted and murdered Maria.

    This is not a partisan issue. It can and should bring us together, as we try to protect Americans and UACs placed in HHS ORR custody alike. Your Administration must make changes to its policies and procedures for UACs to end this public safety crisis. It must also take urgent steps to provide information to law enforcement and Congress, to reveal the crisis’s full scope. We request that you immediately instruct HHS Secretary Becerra to take urgent steps to this end: HHS must provide access to the UAC Portal, HHS’s system of record for UACs, to federal law enforcement, HHS’s Inspector General, and Congress, allowing them to quickly conduct investigations and oversee the UAC placement program, and to analyze data regarding suspicious UAC placements; it must fully cooperate with DHS’s HSI and other federal, state, local, and tribal law enforcement agencies seeking to locate children and investigate trafficking, smuggling, and other forms of child exploitation; and it must thoroughly respond to congressional oversight requests and instruct HHS’s contractors and grantees to do the same.

    HHS must stop its cover-up and cooperate with law enforcement and Congress to end this crisis and protect unaccompanied children and the American people. Thank you for your prompt attention to this matter.

    BACKGROUND:

    More than 500,000 unaccompanied migrant children have crossed the southwest border under the Biden-Harris administration, while cartel trafficking activity surged an estimated 2,500 percent. Amid this crisis, the lawmakers note the Biden-Harris administration limited background checks for sponsors of unaccompanied children, cut back on familial DNA testing at the border, and decreased information sharing with law enforcement.

    In December 2023, Senators Tuberville and Britt joined Senator Grassley and 36 colleagues in calling on HHS ORR to overhaul its harmful and deficient policies regarding the treatment of unaccompanied alien children in the U.S.

    Bijnor, September 24, 2024: The Bijnor Kaushal Mahotsav concluded successfully today under the leadership of Shri Jayant Chaudhary, Hon’ble Minister of State (I/C), Ministry of Skill Development and Entrepreneurship (MSDE) and Minister of State, Ministry of Education, Govt of India in Bijnor, reinforcing the government’s commitment to empowering local youth through skill development.

    During a month-long job readiness program, more than 13,500 youth from Bijnor district registered on Skill India Digital Hub (SIDH). Out of these, 3500 candidates were selected and offered jobs after 5 day of rigorous training and career counselling. Today, 6000 youngsters participated in the Kaushal Mahotsav and close to 900 on the spot job offers were distributed.

    The outreach efforts successfully engaged employers from Uttar Pradesh and neighbouring regions, ensuring a diverse array of opportunities for local job seekers. Approximately 4,800 candidates underwent training over four weeks, with significant demand noted across various educational backgrounds.

     

     

    The mega recruitment drive saw major names from industry queueing up to recruit the youth of Bijnor and adjoining areas. Drawn from across a vast swathe of industry ranging from tourism and hospitality, logistics, food processing, IT-ITES, automotive, BFSI and electronics, corporates such as Burger King, Zepto, Quess Corp, Flipkart, Jubilant Foods, Barbeque Nation, Vision India and Yuva Shakti Foundation were among the corporates at the event today.

    The National Skill Development Corporation (NSDC), under the aegis of MSDE, initiated the ‘Kaushal Mahotsav: Job Readiness Program’ earlier this year to enhance job readiness among Bijnor’s youth. The program aims to establish Bijnor as a central hub for skilled workforce development, capitalizing on the district’s educational institutions that produce a consistent flow of qualified candidates.

    In his address, Shri Jayant Chaudhary, Hon’ble Minister of State (I/C), Ministry of Skill Development and Entrepreneurship (MSDE) and Minister of State, Ministry of Education, Govt of India emphasized the critical role of skill development in fostering economic growth and said, “Our government is unwavering in its commitment to equip every young person in Bijnor with the skills essential for success in a competitive economy. Initiatives like Kaushal Mahotsav not only create job opportunities but also bring new industries to your doorstep. I am confident that the youth of Bijnor will once again showcase their remarkable talents and seize every opportunity that arises. It is crucial for them to fully leverage the schemes and benefits offered by the government.     The progress of various activities being undertaken under Swachhata Hi Sewa – 2024 campaign for the Department of Commerce and its Attached Offices/ Subordinate Offices/ Autonomous organizations and PSUs was reviewed by the Additional Secretary, Shri Ajay Bhadoo on 24th September, 2024.

    The Department and its organizations have so far identified around 600 activities and more than 100 Cleanliness Target Units (CTUs) under the campaign. 

    The organizations apprised the progress of various activities being undertaken viz. ‘Ek Ped Maa Ke Naam’, Swachhata Pledge, awareness campaign, debates/ quiz competitions, human chains, cyclathons/ walkathons along with regular cleaning of CTUs/ Black spots around the office premises. Many organizations have also organized ‘Health Shivirs’ where preventive health check-ups were carried out for the Safai Mitras/ Sanitation workers.

    The organizations and the employees of the Department are enthusiastically participating in the various activities to create awareness among the masses and also cleanliness of the neighborhood. It was impressed upon them to undertake the activities in a meaningful and substantive way to make lasting impression.    

    As the preparatory phase of Special Campaign 4.0 is also in progress, all the organizations were also apprised about the list of preparatory activities to be undertaken by them during the duration of the campaign. Special emphasis was laid on the cleanliness within office premises, scrap disposal, record management including recording/ weeding of records, reduction of pendency of references received in the office including on CPGRAMS and ease/ simplification of rules and procedures.

    All the organizations were also impressed upon to maintain the momentum of Swachhata Hi Sewa – 2024 campaign by identifying more activities and CTUs for wider impact of the campaign leading to Swachh Bharat Diwas i.e. 2nd October, 2024.

    Speaking on the occasion, Shri JP Nadda congratulated NMC on its fourth anniversary and commended it for adding 25,000 UG and PG seats during the last four years. He also noted that NMC achieved its target of 1,00,000 MBBS seats in the country a year in advance. He further encouraged NMC to achieve the target set by the Hon’ble Prime Minister of India, Shri Narendra Modi, of adding 75,000 medical seats over the next 5 years to meet the growing demand of aspiring medical professionals.

    Lauding recent technological methodologies adopted by NMC such as in assessing medical colleges through AI and introduction of Aadhar-enabled biometric attendance (AEBAS) for faculty, Shri Nadda motivated NMC to continue its efforts to improve and enhance the quality of medical education in the country. He also highlighted the initiation of the National Medical Register (NMR) calling it “a dynamic database for all allopathic doctors which has already received about 20,000 applications”.

    The Union Health Minister said that recent efforts towards serving public health especially the Family Adoption Program will prepare MBBS students to become more humane and skillful clinicians. He also pointed out the shift in mindset to preventive healthcare and wellness.

    On the occasion, the Union Health Minister released an Essay compilation book – ‘Making of a Family Physician: Reaching the Roots’ of selected 89 essays, a Collage book- ‘Art of Making of a Family Physician: Reaching the Roots’ of selected 67 collages and a First Survey report on medical camps conducted by colleges under Family Adoption Program through village outreach.  The survey has been carried out by 2ndyear MBBS students in 2022 from 496 colleges from 28 states/ Union Territories participated.

     

    The Union Minister also felicitated the students who wrote the best essays and made the best collages. He concluded his address by congratulating the new students who took admission in MBBS courses around the country.

    In a significant move to enhance child welfare, the Union Minister for Women and Child Development, Smt. Annpurna Devi, chaired the “Kuposhan Mukt Jharkhand” event in Koderma, organized by the District Administration today. The event featured the Poshan Oath, discussions on “Beti Bachao Beti Padhao,” facilitation for PMMVY beneficiaries, and awards for outstanding 10th and 12th-grade students. Additionally, programs for Godh Bharai and Annaprashan were held.

     

    The Poshan Abhiyaan, launched by the  Prime Minister on 8th March, 2018, is the Government of India’s flagship scheme aimed at improving nutritional outcomes for children, adolescent girls, pregnant women, and lactating mothers. It seeks to tackle malnutrition through a strategic shift in nutrition delivery, fostering a convergent ecosystem to promote health, wellness, and immunity.

     

    During her address, Smt. Annpurna Devi pledged to achieve nutrition-related goals nationwide as part of the 7th Poshan Maah 2024, emphasizing the importance of community well-being, healthy diets, and lifestyles. She stated, “The Ministry of Women and Child Development is dedicated to ensuring the holistic health and nutrition of future generations. Our initiatives, including Poshan Maah and Mission Saksham Anganwadi, are crucial in the fight against malnutrition. I am encouraged by the active participation of the people of Jharkhand, and together, we will ensure that no child or woman suffers from malnutrition.”

    At the Anganwadi center in Balrotand, the Minister highlighted th “Poshan Bhi Padhai Bhi” initiative, which emphasizes the holistic development of children by providing not only essential nutrition but also high-quality early education. A total of 15,364 Anganwadi workers have been trained as state-level master trainers, and 10,756 workers have received training in basic literacy and early childhood care, impacting 344,192 children across the state.

     

    The Minister acknowledged the key achievements of Poshan Maah 2024, which focuses on six core themes: Anaemia, Growth Monitoring, Complementary Feeding, Poshan Bhi Padhai Bhi, Technology for Better Governance, and Ek Ped Maa Ke Naam. Jharkhand has conducted over 12.53 lakh sensitization activities across all 24 districts, reflecting the community’s commitment to improving nutritional standards.

    Furthermore, Smt. Annpurna Devi emphasized the environmental aspects of Poshan Maah 2024, promoting tree planting in 13.95 lakh Anganwadi centers nationwide, with over 50 lakh saplings planted under the “Ek Ped Maa Ke Naam” campaign.

     

    The Minister recognized the collaborative efforts of various Ministries, including Education, Health and Family Welfare, Rural Development, Panchayati Raj, and AYUSH, in supporting Poshan Maah 2024. She also acknowledged the contributions of PIB and MyGov in driving these initiatives forward.

     

    Concluding her visit, Smt. Annpurna Devi commended the integrated efforts of various Ministries and government bodies in raising nutritional awareness and pledged continued support for upgrading Anganwadi Centers in Jharkhand. The Minister reiterated that the path to a malnutrition-free India is a shared responsibility. With the active involvement of all stakeholders, we are confident in achieving our goals and ensuring a healthier future for every child and mother in the country.

    The Ministry remains committed to achieving a malnutrition-free India through collaborative efforts and sustainable practices. Poshan Maah 2024 exemplifies the vision of a Viksit Bharat, as envisioned by the  Prime Minister.

    Department of Agricultural Research and Education-Indian Council of Agricultural Research held Swachhata Samvad and Nukkad Nataks for ongoing Swachhta Hi Seva and Special Campaign 4.0.  

    Swachhata Samvad was organized in which dialogues and discussions were held for promoting awareness and community involvement in cleanliness initiatives to raise awareness about sanitation and hygiene. Street Plays/Nukkad Nataks were performed in local areas to educate and entertain while promoting cleanliness and sanitation. Various Educational Public Demonstrations were undertaken regarding Zero Waste Events, NGO and SHG Mobilization and Outreach for Swachhata. These events took place across various ICAR institutes across the country.

    The inaugural Lower Hutt City Summit has united more than 200 community representatives to shape a shared vision for the future of Te Awa Kairangi ki Tai Lower Hutt.
    Those involved come from businesses, government agencies, community groups, sports clubs, non-government organisations and local residents.
    The summit, held at the Lower Hutt Events Centre, started public engagement for Tō Tātou Tāone 2055/Our City 2055, an ambitious strategy setting out 30-year aspirations for our people and place.
    Mayor Campbell Barry says now is the right time to unite the community.
    “Times are tough, and people are feeling the strain. That’s why it’s vital we come together now – not just to tackle our current challenges, but to lay the foundation for a future that our tamariki and mokopuna will thank us for.
    “The summit brought together a wide range of perspectives and experiences from across the city, showing that collaboration is key to overcome the challenges we face. There was a lot of optimism in the room, with clear pride in being from the Hutt.
    “With the collective wisdom, and more importantly, the collective action of our people – we can flip our biggest challenges into our biggest opportunities and create a future to be proud of.”
    Those attending the summit took part in interactive workshops centred around the question “what can we do today that future generations will thank us for?”
    They also heard from speakers Mayor Barry, Tumu Whakarae | Chief Executive Officer Taranaki Whānui ki Te Upoko o Te Ika Kara Puketapu-Dentice, WelTec student Huliana Whonu Fanua, and Victoria University Adjunct Professor Girol Karacaoglu.
    Huliana Whonu Fanua spoke to the importance of strengthening the identity and culture of our youth.
    “A thriving city doesn’t just look like economic growth, lots of people or flash new infrastructure. It’s a city where its people feel valued,” she said.
    “I want this for the youth of today. I want their identity to drive them to where they’re meant to be,” she said.
    Their insights, along with contributions from the attendees, laid the foundation for the collective approach that will inform the development of Our City 2055.
    With the launch of engagement for Tō Tātou Tāone 2055 / Our City 2055, Hutt City Council will be continuing to engage with a wide range of people in our community, including Mana Whenua, key stakeholders and Lower Hutt’s diverse communities.

    The New Zealand Society of Authors Te Puni Kaituhi O Aotearoa (PEN NZ Inc) congratulates Dr Jacqueline Leckie on winning the NZSA Peter and Dianne Beatson Fellowship 2024 to work on her novel with the working title Meg Campbell (1937–2007): Aroha and Resistance.
    This annual award is made possible by the generosity of the Beatson’s. In establishing this fellowship, they have given NZ authors a valuable opportunity to be economically secure while they bring a project to completion.  It’s a commitment and affirmation for New Zealand Aotearoa writers. The New Zealand Society of Authors Te Puni Kaituhi O Aotearoa (PEN NZ Inc) offers its sincere thanks to the Beatson’s.

    The judging panel of Paddy Richardson and Laurence Fearnley said: ” the judges feel that the winning project by Dr Jacqueline Leckie is one of national significance as it is the first biography of poet Meg Campbell, and will add to the history of NZ women’s literature in an original and engaging manner.
     
    The Judges felt each of the projects of the shortlisted writers listed below were of high literary merit and would be of national significance when completed. They said all of this year’s thirty applications were of a very high standard with exciting and promising projects, proposing a wide variety of subjects relating to topics such as social history, place and belonging and concern with the environment. Genres ranged across novels, short story and poetry collections, non-fiction, memoirs and biography.”

    Dr Jacqueline Leckie is honoured to be the recipient of the 2024 Peter and Dianne Beatson Fellowship. This will enable her to research and write the first book length biography of one of Aotearoa’s most original and memorable poets, Meg Campbell (1937–2007), provisionally titled ‘Meg Campbell (1937–2007): Aroha and Resistance.’ Meg’s story has remained within the shadows of her renowned creative husband, Alistair Te Ariki Campbell.

    Jacqui Leckie is a non-fiction writer and researcher based in Ōtepoti. She is an adjunct research fellow with the Stout Centre for New Zealand Studies at Victoria University of Wellington (and a former J. D. Stout Research Fellow there), and a conjoint associate professor at the University of Newcastle, Australia. Jacqui lectured for several decades in anthropology and history at Otago University, the University of the South Pacific and Kenyatta University. She is a co-editor of the Journal of Pacific History.
     
    Jacqui has published extensively, especially on the Pacific, the Indian diaspora and mental health history. Her most recent book is Old Black Cloud. A Cultural History of Mental Depression in Aotearoa. Other books include Invisible. New Zealand’s History of Excluding Kiwi-Indians; A University for the South Pacific; Colonizing Madness: Asylum and Community in Fiji; Indian Settlers. The Story of a New Zealand South Asian Community; and To Labour with the State.

    The New Zealand Society of Authors Te Puni Kaituhi O Aotearoa (PEN NZ Inc)  congratulates winner Dr Jacqueline Leckie, along with the shortlisted writers:- Alison Ballance, Chris Bourke, Majella Cullinane, Lee Murray, Vivienne Plumb, and Kerrin Sharpe.

    In 2023 the fellowship was awarded to Laurence Fearnley to work on a novel based on the sense of sight – the fourth of a series of novels based around the five senses.  In previous years, recipients have included: Whiti Hereaka, Siobhan Harvey, Frankie McMillan, Sue Wooton, Paddy Richardson, Tina Makereti, Tim Jones, Emma Neale, Mandy Hager, Carl Nixon, Glenn Colquhoun, Sue McCauley and Marilyn Duckworth.

  • MIL-OSI New Zealand: RNZRSA Christmas Parcels head off to deployed New Zealand Defence Force Personnel

    Thanks to the RNZRSA, a small piece of New Zealand is on its way to every member of the New Zealand Defence Force deployed overseas this Christmas.

    Those serving personnel can expect some festive cheer from home, thanks to 140 RNZRSA Forces Gift Parcels which are now on the way to deployments around the world including in the Republic of Korea, South Sudan, Egypt, the Middle East and Antarctica.  

    The parcels were packed near Trentham Military Camp yesterday by a busy production line of `elves’ including the Minister for Veterans Hon Chris Penk, Commander Joint Forces New Zealand Major General Rob Krushka, RNZRSA National President Sir Wayne Shelford, staff from the RNZRSA’s National Office and volunteers from the New Zealand Defence Force.  

    Christmas boxes were filled with treats and Kiwi classics donated by the wonderful team from Pams. Each box also contained a poppy and a card handmade by students from Mt Cook and Silverstream Primary Schools in Wellington, to let those serving overseas know the country’s thoughts are with them.  

    Commander Joint Forces New Zealand Major General Rob Krushka, who helped to pack the boxes,  said that these small packages make a big difference to those away from home at Christmas.  

    “We know it’s incredibly tough for our service personnel to be away from their families during special occasions such as birthdays and Christmas. The NZDF are very grateful to the RNZRSA for the packages which bring a little bit of joy to our personnel at what can be a challenging time.”  

    RNZRSA National President, Sir Wayne Shelford said the RNZRSA are proud to continue to support NZDF personnel around the world.  

    “This is the 84th year the RSA has sent these parcels to our military personnel overseas at Christmas. It’s a small thing we can do to thank them for the sacrifice they are making, and to brighten their day a little.  

    We are committed to continuing our support to New Zealand’s veterans of military service, including the more than 60,000 that have served since 1990.”

    The RSA is incredibly grateful for the generosity of Pams New Zealand and Packaging Products. Pams donate the majority of goodies inside the parcels, and this year included items such as microwave popcorn, party mix lollies, roasted and salted deluxe nut mix, packets of biscuits and much more.   • MIL-OSI New Zealand: Education – Ara’s Spring graduation marks new beginnings

    They all cross the stage proudly in their academic regalia, but Ara Institute of Canterbury graduates are far from ‘one size fits all’.
    Almost 450 ākonga (students) lined up for the institute’s Spring Graduation on Friday, marking significant personal milestones from Master’s degrees to certificates and every level of study in between.
    Their stories are inspiring. Take Tahlia King (Kāi Tahu, Ngāti Maniapoto, and Arowhenua), the former vet nurse who, after a career ending injury, chased her passion for the arts and received a Master of Creative Practice with Distinction. She’s now planning her first solo exhibition.
    Then there’s Dilan Richards, the Sri Lankan refugee who spent his formative years at Australia’s Nauru detention centre, dreaming of becoming a pilot. He got his first taste of tertiary study and “found his community” at Ara through his New Zealand Certificate in English Language (Level 4). He was unable to make Friday’s ceremony – too busy with classes at flying school.
    One graduate there was Deryn Roder, whose 20-plus years in the workforce in management, leadership and recruitment roles was appraised and evaluated through Ara’s Centre for Assessment of Prior Learning (CAPL).
    Roder said achieving her Bachelor of Applied Management (Human Resources Management) was a dream she’d held for a long time.
    “Doing my degree through CAPL has helped me prove I have the knowledge and background to contribute to a degree,” Roder said. “With a year of challenging study, I’ve shown that I am in the right industry, and I have what it takes to advance in it.”
    Student speaker Gezeng Yeki, Bachelor of Applied Management (Human Resources Management) welcomed the cohort for graduation in her indigenous Papua New Guinean Tok Pisin language.
    She congratulated those gathered for their resilience, determination and dedication, and dedicated her own qualification to her eight-year-old son.
    “Although I knew that being a single parent and studying was not going to be easy, I faced the moments of loneliness and uncertainty for him. In those moments I discovered an inner strength that I never knew existed,” Yeki said.
    In all, 60 programmes were represented, many of which have multiple specialist streams. From Level 1 Foundation graduates achieving the New Zealand Certificate in Skills for Living for Supported Learners right though to those achieving their master’s in the disciplines of health, creative practice and sustainable practice.
    Te Pūkenga representative Paora Ammunson congratulated Ara’s graduates one by one, handing them their scrolls to cheers, applause and stirring tautoko from whānau and friends.
    Farewelling those gathered, Ara’s Executive Director Darren Mitchell urged grads to stay in touch.
    “We have cherished our role in your educational path, and we’re proud of the connections we’ve built together. We are here to support you, to celebrate the contributions you will make to our world, and to continue to cheer you on.”
    With personal triumphs at every turn, Ara graduates from all walks of life are striking new paths.

    Iquitos (Agenzia Fides) – “We need authorities who are committed to defending the rights of girls, boys and adolescents of indigenous peoples, because they cannot continue to be set aside”. It is the voice of Mariluz Canaquiri, leader in Peru of the Amazonian indigenous Kukama Kukamiria, who speaks of the decline in education of indigenous peoples. “The authorities do not care about the education of indigenous children, there is no adequate infrastructure and there are no full-time bilingual teachers to teach them in our language,” emphasizes Canaquiri, who is also president of the Federation of Indigenous Women Kukama Kukamiria. Intercultural bilingual education (IBE) is a current educational policy in the South American country of 33 million inhabitants, with 55 recognized indigenous peoples, four Andean and 51 Amazonian. According to the results of the latest National Evaluation of Learning Outcomes (ENLA), published by the Ministry of Education, only 5.6% of fourth-grade primary school students (10 and 11 years old) of IBE institutions of the Amazonian population have achieved the expected results. “There is no bilingual intercultural education here,” said President Canaquiri. “How could they learn if our identity, our culture, our way of seeing the world are not valued in the school curriculum in any way, and in logistical conditions where the school building is an area covered with branches and trunks of trees with unbearable heat,” the leader stressed in a statement to an international non-governmental organization. Although the first policy in favor of the student population of indigenous peoples arose in 1972, more than half a century ago, it has always received little interest from the State, despite the IBE being part of their individual and collective human rights. “They hire teachers because they speak Quechua, Shipibo, Asháninka or the corresponding language, but when they go to school they do not apply the IBE. Sometimes they teach only in Spanish, other times they speak the children’s native language, but all the rest they read and write in Spanish,” an analyst reported. There are 24,000 schools throughout the country that follow the IBE, where most reinforce the students’ native language and teach them Spanish. The educational policy seeks to ensure that the indigenous school population is bilingual with oral and written skills, but according to studies carried out by local researchers, the country is going backwards. However, despite these precariousness, a small school in the peasant community of Accollya stands out positively, located in the municipality of Soccos, almost 3,400 meters above sea level, in the province of Huamanga, one of the 11 that make up Ayacucho. This is an Andean department that was hit hard by an internal armed conflict that Peru experienced between 1980 and 2000. Supported by an NGO, the school boasts a single teacher with 33 years of experience who has always been committed to bilingual intercultural education, following training and in-depth courses. “I work from Monday to Thursday in Spanish and on Fridays in Quechua, using the notebooks that the ministry sends us for each topic,” said the woman who is the only teacher of 10 pupils in first, second and third grade, aged between six and eleven. “The children’s response is very good, from first grade they acquire reading and writing skills, now it’s September and the youngest are already reading. It’s the advantage of teaching different classes because they motivate each other,” the teacher stressed. Furthermore, we must not forget the important contribution of the Catholic Church in the Amazon in the field of education and healthcare where it has often been a substitute for the State, arriving where it is not, even today. Hundreds of missionaries throughout history have been true promoters of respect for human dignity. Religious and lay people from dozens of countries have given their lives in the most remote places with the aim of making the Amazon a place of coexistence and respect for the dignity and rights of all, especially the most vulnerable, largely indigenous peoples. Among other initiatives in favor of learning and the formation of school libraries in these areas, it is worth highlighting the participation of the ‘yachac’, the wise men of the community, who hold intergenerational meetings encouraging the practice of reading among students and their families. The indigenous school population at the national level is estimated at 1.2 million, the vast majority are Quechua (700,000) and Aymara (300,000) from the Andean areas of the country, and the rest from Amazonian languages such as Asháninka, Shipibo Konibo, Awajún, among others. The Kukama Kukamiria people live mainly in the department of Loreto, the largest of the Peruvian Amazon. According to data from the Ministry of Culture, the population of the Kukama Kukamiria communities is estimated at 37,053 people. There is still tension in society, there are protests especially by young people. The massive student demonstration caused the prime minister to leave and flee abroad. Now the new interim government, led by Mohamed Yunus, has a difficult task: to heal the political, social and economic wounds, restore trust and also maintain the rule of law, because there are also some worrying signs”: explains to Agenzia Fides Mgr. Subroto Boniface Gomes, Auxiliary Bishop of the Archdiocese of Dhaka. The great Jesuit missionary esteemed by the Emperors and welcomed to the Court of the Qing Dynasty, was born in Trento precisely 410 years ago, on 20 September 1614. Even today his story and his testimony arouse unexpected sympathy and ignite surprising closeness. In the program of celebrations promoted by the Italian Embassy in Beijing for the 700 years since the death of the traveler and merchant Marco Polo, the theme “In the footsteps of Marco Polo: Martino Martini” was the first addressed to introduce the series of important Italian personalities who, at different times and in different capacities, contributed to the spread of knowledge of China in the West. Even the President Xi Jinping has publicly expressed his esteem for Martino Martini. In an intervention published in Corriere della Sera on 20 March 2019, on the eve of his official visit to Italy, Xi Jinping cited the Jesuit as a pioneer of the group of Italian Sinologists who «have played a bridging role in relations between China and Europe, starting from the first grammar of the Chinese language written for the West by Martino Martini to “Italy and China” by Giuliano Bertuccioli and Federico Masini”. In Italy, the Study Center named after Martino Martini, based in Trento, promotes, among other things “On the Road to Cathay”, a biannual magazine on cultural relations between Europe and China. In the city of Hangzhou, a park bearing his name has been established around his Mausoleum. That site protected by the body that looks after the cultural heritage of Zhejiang Province has become like a sanctuary for Chinese Catholics. Currently undergoing restoration, the Mausoleum holds the mortal remains of 15 famous Jesuit missionaries who ended their earthly lives near the magnificent Xizi Lake. Among them also include Father Prospero Intorcetta (1626–1696), Father Nicolas Trigault (1577-1629), Father Lazaro Cattaneo (1560-1640) and Father Emmanuel Diaz (1574-1659). In 2018, an exhibition dedicated to the work map by Martino Martini was inaugurated in the headquarters of the China-Italy Center in Hangzhou to commemorate the 375th anniversary of the arrival of the great missionary in that city (Agenzia Fides 13/6/2018). The Catholic community of Hangzhou organized a Conference academic commemorating the 350 years of the construction of the Cathedral. Six well-known academics from Chinese universities and scholars linked to Catholic bodies such as the Faith Institute for Cultural Studies (FICS), the Guang Qi Press of the diocese of Shanghai collaborated in presenting studies on the life and mission of the Jesuit, in the presence of the Italian Consul in Shanghai. Martino Martini’s legacy was presented as “a strong impulse for today’s mission, so that it continues on its path by making its sense of missionary responsibility, his courage and his dedication its own”. The affection and devotion that surround the figure of Martino Martini are proportional to the intensity with which he lived his time, donating his existence to the announcement of the Gospel in China. Martino Martini was born on 20 September 1614 in Trento. In 1631 he entered the Society of Jesus as a novice. After studying at the Roman College under the influence of his mentor, the German Jesuit Athanasius Kircher, he joined the Eastern Mission in 1640, traveling by ship from Lisbon in Portugal, via Goa in India (November 1640), up to Macao, China, where he arrived in August 1642. The following year he was sent to the Chinese continent. Thus he began his legendary journey of cultural exchange between China and Europe, a journey that he traveled twice. He wrote the first Chinese grammar in the West and related works, which contributed to cultural exchange and bridged the gap between China and Europe, profoundly influencing the birth and development of Sinology in Italy. The time of his stay in China, at era of the Ming and Qing dynasties, is a period of great social unrest. The Jesuits, after having established good relations with influential sectors of Chinese society and political hierarchy, are beginning to experience concerns about how the situation will evolve. The Chinese name you choose, Wei Kuangguo, includes all its good wishes: it indicates the drive to defend and support the country and the desire to have peace and prosperity in the world. In China, turbulence and conflicts also divide the Jesuits and Spanish and mendicant orders they even infiltrate within the Society of Jesus itself. The controversy over the Chinese translation of the name of God and the possibility that the new Christians continue to practice the cult of the dead according to the methods specific to Chinese culture does not abate, it reaches an intensity that Martini does not manages to contain, both inside and outside the Order. An event that will have a profound impact on the rest of his life. Travel and writing constitute the common thread of the second half of his life. During the first eight years of his stay in China (1643-1650), Martino Martini traveled between the two capitals as well as Hangzhou and Jinhua in Zhejiang. In the fourth year of Shunzhi’s reign (1647), with the help of Zhu Shi, a parishioner of Lanxi in Zhejiang, Martino Martini wrote the Qiu You Zhuan (Treatise on Friendship, Hangzhou, 1661), proceeding on the humanist register already adopted on the other, Jesuit Matteo Ricci in his work of the same name, the first written in Chinese by the Jesuit from Macerata. The southern part of Zhejiang, where Martino Martini is located, is a region in which Spanish monks also operate. He agrees with the indications of his brother Matteo Ricci and well recognizes the differences with the Spanish Cistercians on the question of the Chinese Rites. Furthermore, the Spanish Dominican Juan Bautista Morales (1597–1664) had already traveled to Rome to express his objections regarding the Jesuit position regarding the controversy. When the Jesuit mission in China decides to send their representative to Europe to explain the situation from their point of view, the choice falls on Martino Martini. In 1651 the Jesuit goes to Europe to defend the position of the Society of Jesus on the question of Chinese rites. Thanks also to his good offices, in 1656 the Holy See issued an edict in favor of the Jesuits. During his travels in Europe, Martino Martini published three works in Latin: De Bello Tartarico Historia, Novus Atlas Sinensis and Sinice Historia Decas Prima (of which had also announced the publication of the sequel). These works represented the most systematic, in-depth and effective reports on the Chinese reality circulating in Europe at that time. In 1657 Wei returned to China and continued his mission in Hangzhou, where he completed the construction of the Church of the Redeemer in 1661 and where he died on June 6 of the same year at the age of 47.   • MIL-OSI Security: Former West Point Employee Pleads Guilty in $3 Million Embezzlement Scheme

    A Highland Falls, N.Y., woman pleaded guilty today for her role in a scheme to defraud and embezzle funds from the U.S. government by authorizing nearly $3 million in payments from the U.S. Military Academy in West Point, N.Y., to a bogus corporation she controlled.

    Bobbie Cyana Ryan, 51, pleaded guilty before U.S. District Judge Colleen Kollar-Kotelly to a three-count information charging her with devising a scheme to defraud, and transmitting funds in interstate commerce for the purpose of executing the scheme; embezzlement and conversion by Ryan of government funds; and executing a financial transaction with criminally derived funds.

    According to court documents filed in U.S. District Court in the District of Columbia, Ryan worked in the Information, Education and Technology division in the Office of the Dean at West Point. Ryan was responsible for coordinating information technology training programs for West Point staff. According to court documents, based on irregularities found during a routine audit, U.S. Army investigators discovered that Ryan, acting as the requesting and approving official, used her government purchase card and cards of her unknowing subordinates to authorize approximately $2.9 million in payments to CWG Enterprises. The payments were purportedly for either on-site training instructors or training reference materials when, in fact, no personnel were ever trained and no materials were ever provided.

    U.S. Army investigators subsequently discovered that Ryan conducted financial transactions and identified herself as doing business as CWG Enterprises. Ryan used a rented mail box as the company address for CWG Enterprises. Based on false invoices created by Ryan, transfers of government funds were allegedly made from a bank in Washington to a bank account in the name of “Bobbie C. Ryan dba CWG Enterprises” at a bank in New Windsor, N.Y. Once the funds arrived in the purported CWG Enterprises bank account, Ryan withdrew the funds and paid personal and family expenses.

    At sentencing, scheduled for Feb. 19, 2010, Ryan faces a maximum sentence of 40 years in prison a fine of up to twice the pecuniary gain from the scheme.

    The case is being investigated by the U.S. Army Criminal Investigation Command, Hartford Fraud Resident Agency. The case is being prosecuted by Senior Trial Attorney Andrew Levchuk of the Criminal Division’s Public Integrity Section.

    Two more Plymouth schools are trialling traffic restrictions during morning and afternoon drop-off and pick-up times.

    Cann Bridge and Tor Bridge Primary are the latest to introduce ‘Safer School Streets’, where roads are closed to school-run and through traffic during these peak times.

    The measures – which aim to improve safety for all road users, make it easier for families to walk, cycle or scoot to school, tackle inconsiderate parking and create a healthier street environment with cleaner air – are widely welcomed by parents and local residents.

    Cann Bridge and Tor Bridge Primary, which sit alongside each other in Estover, are the fourth and fifth schools in the city to trial the restrictions on a longer-term basis, with Stuart Road Primary being the first, followed by St Paul’s RC Primary and Compton CofE Primary.

    Councillor John Stephens, the Council’s walking and cycling champion, said: “We’re really pleased to be working alongside Sustrans to help another two schools implement Safer School Streets measures. They have proven really popular at the other three trial locations and help to encourage families to either leave the car at home or at least make part of their journey in more active ways.

    “This has so many benefits – not just for pupils, parents, staff and nearby residents but for the wider community as a whole. As well as reducing congestion and improving air quality around the school gates, they help to tackle some of the inconsiderate and irresponsible parking experienced by neighbours, making journeys safer and healthier for everyone.”

    The trial began yesterday (Monday). Every weekday during term-time the entrance to Eden Valley Gardens is being closed with temporary barriers during morning and afternoon school run times (8am to 9am and then 2.15pm to 3.30pm.

    Volunteers and members of staff are stewarding the closure and access is being maintained for local residents and businesses, parents and children with disabilities, the emergency services, deliveries and other service vehicles.

    Shane Baker, Headteacher at Cann Bridge School, said: “We are grateful to our parents and staff for their support in making the Safer School Street initiative a reality. This program is crucial for ensuring the safety of all children, promoting active travel, and creating a cleaner, healthier environment at our school gates.

    “Even in the short time spent outside this morning, it was evident that reducing vehicles on our road will significantly improve air quality. Together, we are building a safer community for everyone.”

    The arrangements have been agreed for up to 18 months under an Experimental Traffic Regulation Order, advertised in the local press and on street. Signs have also been placed on street to advise road users of the closure times.

  • MIL-OSI NGOs: NGOs call on all UN Member States to adhere to the ICJ Advisory Opinion on the unlawfulness of Israel’s occupation

    In July the International Court of Justice (ICJ) issued a historic advisory opinion concluding that Israel’s decades long occupation and annexation of Palestinian territory is unlawful because it violates some of the most fundamental tenets of International Humanitarian Law (IHL) and denies Palestinians their human rights.

    The ICJ opinion also concludes that all states have an “obligation not to recognize as legal the situation arising from the unlawful presence of Israel in the Occupied Palestinian Territory” and “not to render aid or assistance in maintaining the situation created by Israel’s illegal presence in the Occupied Palestinian Territory.” Meanwhile, the virtually unconditional transfer and sale of weapons, parts, and ammunition by governments where there is clear risk of use in harming civilians and violating international law has continued.

    As the UN General Assembly prepares to vote on a resolution this week that would seek to bring the occupation to an end, the undersigned organizations call on all governments, including the UN Security Council and its members, to adhere to the ICJ’s advisory opinion, including through the halting the transfer and sale of weapons, parts and ammunition.

    Humanitarian, development and human rights organizations, many of us with decades of experience working throughout the Gaza Strip and the West Bank, including East Jerusalem, delivering lifesaving assistance and other services, have witnessed first-hand the humanitarian consequences of Israel’s occupation, and its devastating impact on the Palestinian population, including the well-being of children.

    This includes but is not limited to:

    ● the use of weapons, by Israeli forces and settlers in attacks, including in apparent violations of international law, resulting in the killing and permanent disabilities of Palestinian civilians, including children, and instances of gender based violence;

    ● the arbitrary detention and systematic prosecution of Palestinians, including children, in Israeli military courts, often held in horrific conditions;

    ● the forced displacement of Palestinians through demolitions of Palestinian homes and property, Israeli settlement expansion, Israeli settler violence, and so-called “evacuation” orders amid Israeli bombardment in Gaza;

    ● a discriminatory permit regime that denies freedom of movement to Palestinians, depriving them of basic services, including vital medical assistance.

    These practices have taken place without accountability for decades, but the intensification over the last 11 months has led to a staggering humanitarian catastrophe for Palestinians throughout the occupied Palestinian territory, fuelled by the virtually unconditional supply of weapons, parts, and ammunition.

    More than 40,000 people in Gaza have been killed, and tens of thousands face life-altering injuries and potentially irreversible mental harm, including as a result of apparent violations of IHL. Meanwhile, the situation in the West Bank is deteriorating at a rapid pace, with large-scale Israeli military ground incursions and airstrikes killing and injuring people almost every day this year. The violence and restrictions under Israeli occupation have rendered the mandates of humanitarian, human rights, and development organizations almost impossible to fulfill.

    Humanitarian support provided by Member States is regularly obstructed and destroyed by Israeli authorities. Assistance that humanitarian organizations have managed to provide has been insufficient to address the needs and does not address the root causes of the humanitarian consequences created by Israel’s decades-long occupation that the international community has allowed to continue for too long.

    Failure to adhere to the ICJ’s advisory opinion will send a message that states can be selective in their application of international law. It is imperative that states reinforce and show their commitment to international institutions and the international order that has been in place for nearly 80 years. The time for empty statements has passed. All Member States must act decisively to adhere to the ICJ Advisory Opinion before more lives are irreparably destroyed.

    Children can study the secrets of the Universe, learn the secrets of Leo Tolstoy’s novels and comprehend the basics of the exact sciences not only in schools, but also in city playgrounds, for example inMuseum city VDNKh.     Who creates vaccines and how does a bioreactor work?

    Exploring the world of the smallest living organisms and uncovering the secrets of genetics can be difficult, but VDNKh turns even the most difficult activities into an exciting game. The country’s main exhibition grounds feature Center for Modern Biotechnology “Museum “Biotech”” (Pavilion No. 30 “Microbiological Industry”). Schoolchildren from six to nine years old will be treated to a quiz excursion “A Journey with the Little Prince through the Biotech Museum”The fairytale hero will tell how he used biotechnology to save the planet from pollution, heal people and grow unusual flowers.

    Children aged 10 and over can take part in the master class. “Isolation of DNA from plant fruits”. They will not only learn about the structure and selection of plants, but also conduct a scientific experiment and isolate DNA on their own. You can come to such an exciting activity with your classmates.

    During the sightseeing tour, middle and high school students will learn what happens in a bioreactor, how a city farm works, who creates vaccines, and the difference between plastic and bioplastic. They can also see the glow of bioluminescent plants.

    Amazing Microworld and Chemists’ Movie Party

    Those who want to feel like a real biologist and study the microworld are also welcome in Pavilion No. 31 “Geology”. Here in 2022, the site of the State Biological Museum named after K.A. Timiryazev opened. Young researchers will appreciate the classes “Let’s say you have a microscope.”, “Living – non-living” And“Microsecrets of rocks”.

    You can study botany and ecology not only alone, but also with classmates. The pavilion has a program for schools “Island of Discoveries”. Museum staff conduct both theoretical classes, where they explain complex topics, and interactive classes, where schoolchildren learn to use a microscope. Every weekend at 13:00 the pavilion hosts chemical shows for the little ones, and at 16:00 – movie nights for high school and middle school students. All events are free.

    Quantum Physics and the Nuclear Industry

    You can conduct spectacular, yet simple experiments in a real laboratory at the Atom Museum (Pavilion No. 19). There are places for chemical and physical experiments, modern microscopes and a high-tech equipment area. Master classes are organized here for middle and high school students.

    For children aged six to nine, the museum offers classes called “Science at Your Fingertips”. At the “X-Rays” master class, children study quantum physics and create applique postcards. Classes are held in groups of up to 15 people.

    Every Saturday, the museum organizes meetings of the Family Day project. At these, children from six to 16 years old, together with their parents, can learn more about the nuclear industry, make a wind generator with their own hands, and learn how to convert chemical energy into thermal energy.

    The pavilion also hosts the “Atom Children’s Academy” project, where 10–12 year olds take classes in physics and chemistry, instilling an interest in the world around them through scientific experiments.

    How Bees Live and Why Butterflies Are Needed

    It is important not only to learn about the world around us, but also to preserve it. Pavilion No. 29 will tell you how you can take care of the environment even at a very young age. “Floriculture and landscaping”. For example, on the excursion “Fluttering Flowers” guests will be able to study butterflies, learn about their role and careful attitude to nature. And participants of the quest “What does a seed dream about?” will figure out how butterflies are connected with other insects and what seeds are for.

    During the “Immersion in Nature” and “Flower Stories” sightseeing tours, young visitors will learn about the pavilion’s exhibition spaces, the theory of plant origins, and the most unusual representatives of flora.     Pavilion No. 28 is dedicated to the hard-working insects without which life on our planet would be impossible. “Beekeeping”.     Children will be interested in quest excursions “School of Young Cosmonauts” And“Agent Cosmo Investigates. The Mystery of the Little Green Men”, where they will learn how a rocket works and help aliens in trouble.

    This academic year, which will run from October to May, will feature the “Cascade of Regions” section. Its participants will focus on the work of local artists and their impact on the urban environment.     PACIFIC MEDIA CENTRE SEMINAR 2/2018: INDIGENOUS LUMAD PEOPLE’S RIGHT TO EDUCATION, AUTONOMY AND DIGNITY

    The Indigenous Lumad people’s Our Right to Education, Autonomy and Dignity (READ) Programme in the Philippines is rooted in the vision that every child deserves the basic human right of an education.

    Today the majority of Lumad children in the southern island of Mindanao remain illiterate and have limited access to education.

    Salupongan International is committed to sustaining culture-responsive basic education programmes and schools that help Lumad and Moro students and communities obtain a quality education.

    SI currently supports hundreds of indigenous scholars, teachers and faculty from Salupongan Ta Tanu Igkanugon Community Learning Centers (STTICLC), Mindanao Interfaith Services Foundation Inc. (MISFI) Academy and other community schools throughout Mindanao.  STTICLC and MISFI Academy has provided free, quality culture-responsive education to underserved indigenous, Moro and rural communities throughout Mindanao for over a decade.  

    Two Lumad advocates visiting New Zealand will speak on the issues at the Pacific Media Centre seminar at Auckland University of Technology. Jointly organised by Philippine Solidarity, Asia Pacific Human Rights Coalition (APHRC) and the PMC.
