    Commenting after being told by the Assembly Commission that a “confidential settlement” had been reached between contractors and the Assembly Commission which means taxpayers won’t be told how much they are paying of the multimillion-pound bill Timothy Gaston said:

    “This is a ridiculous situation. We are talking about public money here – potentially a huge sum – yet the public, whose money after all it is, is not permitted to know how much if any is involved in this settlement.

    “The most basic duty of any public representative is the prudent use of public money. Yet here we have a situation where the Assembly Commission – on which Sinn Fein, the DUP, Alliance, UUP and SDLP all sit – has reached a backroom court settlement which the public are not permitted to know about.

    “It is an outrageous and intolerable state of affairs which involves all the Executive parties and also those who laughably call themselves the “constructive” opposition.

    “Stormont never had any shine since its restoration as far as unionists were concerned given that it only came back because of broken promises. However, I detect a growing sense across people from all political backgrounds and none that the Stormont establishment is a racket which while shouting about an alleged lack of funds from Westminster waste vast amounts of money within its power.

    “Stormont has a moral duty to tell the people of Northern Ireland the detail about this case. The public deserves nothing less”.

    To ask the Assembly Commission, pursuant to AQW 25556/22-27, (i) whether the settlement covered the full costs of the roof repairs, including all expenses on experts; and (ii) whether the Assembly Commission’s outlays and legal costs were fully covered by the settlement.

    The proceedings issued by the Assembly Commission in respect of defects in work carried out to the roof of Parliament Buildings were settled on confidential terms following a judge led mediation in January 2025. An agreement on costs formed part of the settlement agreement. The settlement agreement has been filed with the High Court. While the Assembly Commission is pleased to have concluded this matter the terms of the settlement do not allow any further detail to be provided.

    The CNC has launched an ambitious Annual Business Plan that builds on its core role protecting civil nuclear material.

    Changes across the energy sector and new powers afforded through section 55A of the Energy Act 2004 see the Civil Nuclear Constabulary (CNC) launch an ambitious Annual Business Plan for the 2025/26 period.  

    In the same year the organisation celebrates 20 years safeguarding civil nuclear sites, CNC looks to a future where its position as a unique part of the wider police family, combined with sector expertise and armed policing capability, enable further development and expansion.

    Chief Constable, Simon Chesterman, said: “The CNC has a winning strategy. Uniquely in policing we are expanding, this is enabling us to deliver enhanced national security and better protection for the public.

    “Our ambition is to be recognised nationally and internationally as the leading organisation for armed protective security within the critical national infrastructure of the United Kingdom.

  • MIL-OSI United Kingdom: Pilot project to help cut energy bills and improve health ready to LEAP ahead as funding secured

    The council has been granted £545,502 through West Midlands Combined Authority’s Net Zero Neighbourhood Fund for Graiseley Low Carbon Energy Accelerator Pilot (LEAP).

    This phase is for data gathering within a small cluster of streets in Graiseley, while some eligible properties will be offered energy advice, retrofit assessments and supported with low cost energy saving improvements.  

    Following this stage, and subject to additional funding, further measures will be explored for a potential roll out of upgrades to properties from 2026 onwards.  

    The pilot neighbourhood includes Lime Street, Fisher Street, Bristol Street, Manlove Street, Cardiff Street and Bingley Street, and sections of Lea Road, Owen Road, Burleigh Road, Norfolk Road, and Merridale Street West.

    It will involve working with residents and businesses to investigate how measures such as home energy improvements, smart energy systems, active travel, community events and better green spaces can improve lives.

    A series of public events will be held for people within the neighbourhood to get involved, which will be advertised in the coming weeks.

    The findings of the pilot will lead to a model that can benefit the whole city – helping cut energy bills, make energy supplies more resilient and create green jobs.

    Councillor Qaiser Azeem, Cabinet Member for Transport and Green City at City of Wolverhampton Council, said: “I am delighted we have secured this funding and am excited to see the opportunities and benefits it can bring, and the lessons we can learn as part of our collaborative, city-wide Our Net Zero City 2041 efforts with communities and technical advisors.

    “We want residents and businesses to be well informed and empowered to take climate action that can make a positive difference to their lives, and they will be at the centre of making this project a success.”

    In our April Short-Term Energy Outlook, we forecast U.S. annual natural gas production from the Eagle Ford region in southwest Texas will grow from 6.8 billion cubic feet per day (Bcf/d) in 2024 to 7.0 Bcf/d in 2026. The increase in natural gas production comes as natural gas prices rise and demand for liquefied natural gas exports grows. Oil production in the Eagle Ford, on the other hand, has hovered around 1.1 million barrels per day (b/d) since 2020, and we forecast it will remain about the same through 2026.

    This increase in natural gas production with stable oil production in the Eagle Ford region is a result of increasing gas-oil ratios. As more oil and natural gas are produced, pressure within the reservoir declines, allowing more natural gas relative to oil to be produced.

    The Eagle Ford region contains many plays, the largest of which are the Eagle Ford play and the Austin Chalk play. Development in the Austin Chalk play in Texas began nearly a century ago, and the play has been undergoing a resurgence in drilling activity since 2014. Since 2014, oil production from the Austin Chalk play has nearly quadrupled, and natural gas production has increased by nearly 675%.


    The Eagle Ford play makes up 73% (5.5 Bcf/d) of the region’s natural gas production and 86% (1.0 million b/d) of the region’s oil production. Since 2020, natural gas production from the play has grown by 10% (0.5 Bcf/d) while oil production has declined by 4% (46,000 b/d).

    The Austin Chalk play makes up 23% (1.8 Bcf/d) of the region’s natural gas production and 11% (125,000 b/d) of the region’s oil production. It is the fastest-growing play in the region, with natural gas production nearly tripling (1.1 Bcf/d) and oil production growing by 26% (26,000 b/d) since 2020.

    The porphyrin-based chemical nanocages remove more PFAS from groundwater than traditional filtering methods while keeping toxicity low

    Researchers funded by the U.S. National Science Foundation have created a molecular nanocage that captures the bulk of per- and polyfluoroalkyl substances, or PFAS, found in water — and it works better than traditional filtering techniques that use activated carbon. Made of organic nanoporous material designed to capture only PFAS, this tiny chemical-based filtration system removed 80 to 90% of PFAS from sewage and groundwater during the study, respectively, while showing very low adverse environmental effects.

    The study was led by scientists at the University at Buffalo and published in American Chemical Society ES&T Engineering.

    PFAS are chemical compounds sometimes called “forever chemicals” and are commonly used in food packaging, nonstick coatings and other applications. PFAS do not degrade easily and are notoriously difficult to remove from water sources. Studies show exposure to PFAS may cause a range of negative health impacts, including decreased fertility, developmental delays in children and increased risk for some cancers. The safe and effective removal of PFAS from groundwater, sewage and other water sources is a national challenge.

    Molecular nanocages have been previously suggested as candidates for pollutant removal, including for PFAS. Their sturdy structures provide capabilities to capture, remove and chemically deactivate hazardous substances like PFAS and many others. They could also potentially filter out noxious gases from the air, the study authors say.

    An illustration of porphyrin-based molecular nanocages that are engineered for selectivity, water stability and fast sorption. These nanocages achieve on average 90% removal of 38 PFAS compounds from mixed water solutions. The material shows promise for more efficient, safer and sustainable water remediation.

    The researchers synthesized the nanocages from a group of organic chemicals called porphyrins. Previous studies have shown success with porphyrin nanocages in removing dyes, antibiotics, insecticides and chemicals that disrupt human hormone production from water.

    The researchers then tested their nanocages’ ability to absorb 38 different types of PFAS, including GenX, a type of PFAS commonly used in nonstick cookware and other materials. The results showed the nanocages removed 90% of PFAS from groundwater and 80% from unprocessed or “influent” sewage.

    The organic molecular nanocages also outperformed the PFAS-filtering abilities of activated carbon, particularly in unprocessed sewage. Activated carbon and other purification or filtration methods, such as ion exchange resins and reverse osmosis, tend to interact weakly with PFAS, the researchers note. They are also costly, high-maintenance and energy-intensive in comparison to nanocages.

    “Porphyrin-based nanocages offer a potentially practical solution to the challenges of PFAS removal,” says Samy El-Shall, a program director in the NSF Division of Chemistry. “The material can also be mass-produced at scale, and the cages are modifiable to remove PFAS only while leaving other water contents alone.”

    As previously announced on April 1, 2025, Cielo intends to relocate its first planned commercial waste-to-fuel facility for the processing of scrap railway ties from Carseland, Alberta to British Columbia, and transition fuel to be produced from renewable diesel to green hydrogen. This strategic pivot allows Cielo to explore funding opportunities through the British Columbia Low Carbon Fuel Standard (BCLCFS) credit program as well as revises the Company’s approach as the demand for renewable fuels changes to better meet market demand.

    Cielo continues to be engaged in advanced discussions with a technology provider on a project in British Columbia that will utilize scrap railway ties as feedstock to produce green hydrogen for use in the British Columbia market and is pleased to announce that it has also identified two proposed additional projects for development in the United States.

    Cielo is excited to continue executing its broader strategy of providing solutions that address processing waste into useful products, including in green hydrogen, renewable natural gas and other low-carbon initiatives.     Dispute Resolution

    As previously announced on April 1, 2025, as a result of recent disagreements between Cielo and Expander Energy Inc. (“Expander”) on various matters, the Company notified Expander of the Company’s intentions to initiate a dispute resolution process in accordance with a licence agreement (“License Agreement”) between the Company and Expander. Cielo had previously received notices of breach from Expander with regard to the License Agreement as well as an asset purchase agreement and a management services agreement (“Management Services Agreement”), each between the Company and Expander, which notices had, among other things, announced Expander’s intentions to terminate the License Agreement.

    On April 11, 2025, Cielo received termination notices (“Termination Notices”) from Expander terminating both the License Agreement and the Management Services Agreement, effective immediately. Concurrently, Cielo also received statements of claim (“Statements of Claim”) from Expander in connection with the License Agreement, the Management Services Agreement and a supply and services agreement between the Company and Expander. Cielo is in the process of reviewing the contents of the Termination Notices and the Statements of Claim and is working diligently with legal and other professional advisors with respect to same to ensure the interests of shareholders are protected.

    Prime Minister Mikhail Mishustin signed an order approving the Energy Strategy of the Russian Federation until 2050. This key document for the development of the state was updated on the instructions of the President.

    “The energy strategy links together the processes taking place in the economy as a whole, coordinates the introduction of new capacities in production, processing, generation with the needs of people, as well as enterprises,” Mikhail Mishustin noted atmeeting with deputy prime ministers on April 14 and instructed Deputy Prime Minister Alexander Novak to keep all issues related to the implementation of the strategy under personal control.

    The new document expands the planning horizon and takes into account current challenges, which will allow the oil, gas, coal, electric power, power engineering and related transport sectors to more accurately respond to changes occurring in the world.

    The goal of the strategy is a new state of energy, including affordable guaranteed provision of the population and economy of Russia with products and services of the fuel and energy complex, effective implementation of the country’s export potential, as well as ensuring energy security, technological sovereignty and competitiveness of the fuel and energy complex industries.

    The strategy includes measures aimed at accelerating the development of oil and gas processing, expanding the gasification program for regions, and providing the domestic market with a sufficient quantity of petroleum products at affordable prices for all categories of consumers.

    Some of the measures are aimed at accelerating the implementation of infrastructure projects and creating the conditions necessary for redirecting supplies of oil, gas and their refined products to new markets in friendly countries, increasing oil transshipment capacity in Arctic and Far Eastern ports, actively using the potential of the Northern Sea Route, and accelerating the connection of the Power of Siberia and Sakhalin-Khabarovsk-Vladivostok gas transportation systems with a single gas supply system to prioritize meeting the needs of the domestic market.

    The action plan for implementing the strategy will be prepared by the Ministry of Energy and submitted to the Government within six months.

    TEL AVIV, Israel, April 14, 2025 (GLOBE NEWSWIRE) — Enlight Renewable Energy Ltd. (“Enlight”, “the Company”, NASDAQ: ENLT, TASE: ENLT.TA), a leading global renewable energy platform, announces the financial close for project Quail Ranch (“Quail Ranch” or “the Project”), located near Albuquerque, New Mexico, USA. The Company, through its U.S. subsidiary Clenera Holdings LLC, has secured $243 million in construction financing commitments for the Project.

    Combining 128 MW solar generation with 400 MWh of battery storage capacity, Quail Ranch is scheduled for completion towards the end of 2025. Offtake for both generation and storage volumes is secured by a 20-year busbar PPA with the Public Service Company of New Mexico (“PNM”).

    The Project is an expansion of Atrisco, which commenced commercial operation in 2024. The shared infrastructure between the two sites accelerated Quail Ranch’s development and will reduce construction and operating costs. Both projects are situated on a desert plateau at an elevation of 1,800 meters, offering optimal solar generation conditions.

    Quail Ranch’s financial close joins those of Roadrunner and Country Acres, two other projects now under construction in the U.S., which have achieved a total of $1.5 billion in financing over the past four months with the same consortium of lenders. The three projects have a combined capacity of 1.4 FGW and are expected to generate annual revenues of $135-140 million and EBITDA of $100-110 million when commencing operations in 2025-2026.

    The financial close was led by a consortium of four global banks, including BNP Paribas Securities Corp, Crédit Agricole, Natixis Corporate & Investment Banking, and Norddeutsche Landesbank Girozentrale (Nord/LB). Upon the Project’s COD, the construction loan is expected to convert into a $120 million term loan. The Project is expected to be eligible for the Energy Community Tax Credit Bonus, and the Company anticipates finalizing a tax equity transaction during 2025.

    The Department of Consumer Affairs, Government of India, has taken a significant step towards strengthening consumer protection, promoting fair trade practices and ensuring accurate measurement in gas usage by framing draft rules for Gas Meters under the Legal Metrology (General) Rules, 2011. These rules make it mandatory for all gas meters used for domestic, commercial, and industrial purposes, to undergo testing, verification and stamping prior to their use in trade and commerce.  The re-verification of these gas meters is also prescribed under the rules to ensure their correctness when these are in use.

    The primary objective of these new rules is to ensure accuracy, transparency, and reliability in the measurement of gas. Verified and stamped gas meters will prevent overcharging or under-measurement, reduce disputes and provide guaranteed protection to consumers against faulty or manipulated devices. Consumers stand to benefit directly through fair billing, improved energy efficiency and reduced maintenance costs arising from standardized and compliant equipment.

    In addition to consumer benefits, the rules provide a structured compliance framework for manufacturers and gas distribution companies, aligned with international best practices and OIML (International Organization of Legal Metrology) standards. This alignment strengthens India’s commitment to global standards, boosts credibility in international trade and encourages innovation and quality assurance within the domestic manufacturing ecosystem.

    The Legal Metrology Division of the Department of Consumer Affairs, entrusted with ensuring the accuracy of all weighments and measurements has followed a thorough and inclusive consultative process to draft these rules. A technical committee consisting of representatives from the Indian Institute of Legal Metrology (IILM), Regional Reference Standard Laboratories (RRSLs), industry experts and Voluntary Consumer Organizations (VCOs) was constituted to frame the draft. Simultaneously, the Bureau of Indian Standards (BIS) was engaged to examine the draft and provide scientific and technical inputs.

    Draft rules were widely circulated among stakeholders, including manufacturers, testing laboratories, City Gas Distribution (CGD) companies and State Legal Metrology Departments. Their feedback was carefully analysed and incorporated into the final draft, wherever required. Multiple rounds of stakeholder meetings and inter-departmental consultations were held to ensure every aspect was comprehensively addressed, balancing regulatory requirements with ease of implementation.

    Following deliberations, the rules were finalized with a provision for a transitional period to allow industry and implementing authorities to prepare for compliance. This measured approach ensures a smooth implementation across the country without disrupting gas supply or burdening consumers or businesses.

    This initiative underscores the Department’s commitment to modernizing India’s measurement ecosystem in line with global benchmarks, enhancing consumer confidence and promoting efficiency and integrity in the market. With these rules, India moves closer to a transparent and accountable system of gas measurement, aligned with its vision of consumer-centric governance and international standardization.

    BW Energy makes Final Investment Decision for the Golfinho Boost project in Brazil  

    BW Energy is pleased to announce final investment decision (FID) for the Golfinho Boost project, aiming to increase uptime, reduce operating expenses and add approximately 3,000 barrels per day of incremental oil production from 2027 at the Golfinho field offshore Brazil.   

    The project includes multiple measures aimed at boosting production efficiency and increasing recoverable reserves by approximately 12 million barrels. The measures include upgrades to the subsea boosting system by replacing gas lift with Electrical Submersible Pumps (ESPs) at the seabed, reopening of shut-in wells, umbilicals replacement, improved field logistics and FPSO capacity enhancements. The total investment budget is USD 107 million.

Hydrocarbons are produced to the FPSO Cidade de Vitória, which BW Energy acquired and has operated since November 2023. The field has been producing since 2007.

  • MIL-OSI Africa: Eskom maintenance plan continues

    While load shedding remains suspended due to a stable power system, Eskom says ongoing planned maintenance continues at high levels, with unplanned outages showing a year-on-year reduction of approximately 2.9%.

    “Emergency reserves are adequate and being used strategically to meet peak demand, while ongoing planned maintenance continues at 14.85% of generation capacity, marking a 3.8% increase compared to the same period last year,” Eskom said on Friday.

    The high level of planned maintenance aims to enhance fleet reliability for the anticipated increased peak winter demand while also ensuring compliance with environmental and regulatory requirements.

    “Currently, 7 402MW of the generation capacity is under planned maintenance. The Unplanned Capacity Loss Factor (UCLF), or unplanned outages, for the financial year-to-date (1 to 10 April 2025), stands at 28.50%, improving by an ~2.85% from 31.35% achieved in the same period last year.

    “Eskom has spent R3.6 billion on diesel over the past 30 days, (12 March to 10 April 2025) representing a 2.5% decrease compared to the previous 30-day period,” the power utility said.

    A total of 3 130MW will be returned to service before the evening peak on Monday, 14 April 2025, to further stabilise the grid.

    Key performance highlights:

    •    From 7 to 10 April 2025, average unplanned outages reduced to 13 105MW, showing a significant improvement of 1 691MW compared to the same period last year. Year-to-date (1 April 2025 until 10 April 2025) average unplanned outages stand at 13 578MW.
    •    As of Friday, unplanned outages have significantly decreased by 2 044MW, currently at 11 564MW compared to 13 608MW last week. The available generation capacity stands at 28 662MW, while tonight’s peak demand is forecasted at 26 788MW.
    •    The year-to-date Planned Capacity Loss Factor (planned maintenance) is 14.85%, approximately 3.8% higher than the 11.03% recorded during the same period last year, indicating an increase in planned maintenance activities.
    •    From 1 to 10 April 2025, the year-to-date EAF stands at 56.11%, slightly below compared to the same period last year (57.16%), mainly due to higher planned maintenance.
    •    Year-to-date (1 to 10 April 2025), Eskom spent approximately R1.34 billion on fuel for the Open-Cycle Gas Turbines (OCGTs) fleet, generating 228.33GWh. This is higher than the 64.09GWh generated during the same period last year. This is expected to decrease as maintenance activities begin to slow down.
    •    The OCGT load factor increased to 29.95% in the past week (4 to 10 April 2025), up from 22.69% recorded between 27 March to 3 April 2025. This is higher than the 9% recorded during the same period last year.
    •    Year-to-date (1 to 10 April 2025), the OCGT load factor is 27.87%, higher than last year’s figure of 7.82%.

    Eskom has urged the public to help prevent transformer overloads and related equipment failures, which can result in explosions and prolonged outages.

    “This can be achieved by avoiding illegal connections, purchasing electricity only from Eskom-accredited vendors and ensuring that customers take responsibility for regularising their electricity usage. Eligible households are encouraged to register for free basic electricity with their local municipalities,” the power utility said.

  • MIL-OSI China: Ecological restoration brings economic return

    While renewable energy is playing an increasingly important role in China’s green energy transition, coal mining still exists in some areas. In these areas, the government and local industry are taking steps to reduce the environmental impact, improve sustainable development and increase economic gains for local people.
    In the coal-mining town of Narisong in the Inner Mongolia autonomous region, locals say that not only is the air quality improving, but their wallets are getting fatter, too.
    The town of around 30,000 people has undergone five years of green reforms, which have seen its ecological landscape improve and economic growth increase.
    In Narisong’s 19 villages and two communities, collectives earned 14.4 million yuan ($2 million) in dividends last year alone, according to Hou Xianming, a member of the town’s Party committee and chairman of the town’s people’s congress.
    These dual gains stem from people-centered planning by the local government that started back in 2020. Back then, villages relying solely on mining struggled with unsustainable growth, while those without coal resources lagged behind. To holistically address ecological rehabilitation, sustainable industry development and income disparity, the government brought about the establishment of Juhe Industrial Co, Hou said.
    The Juhe enterprise would carry out work associated with mitigating the environmental impact of mining, funded by villages and communities, according to government regulations.
    The company also operates across sectors such as mine rehabilitation, environmental cleanup, equipment and land leasing, and waste management, said Hou.
    Su Haixia, an official in the Ordos bureau of natural resources, said that mining companies must allocate funds for ecological restoration to local stakeholders. “Taking the green mine construction project as an example, coal companies must establish restoration funds and deposit about 90 million yuan per 10 million tons mined,” Su said.
    Subject to government evaluations on ecological restoration, coal mining companies could handle the restoration work themselves, or outsource such projects to specialized contractors like Juhe Industrial Co. With professional teams and flexible local hiring, these collaborations have facilitated the reclamation of almost 10,000 hectares of land in the town, according to Hou.
    To date, Narisong has established 14 green mines — those that implement eco-friendly practices and technologies to reduce their environmental impact, with additional sites currently under evaluation, Hou said.
    Juhe Industrial Co has also created 198 stable jobs for local people in property services alone, boosting the average annual income by nearly 40,000 yuan for those people, according to Hou.
    “I was previously working in long-haul transportation far from home, but now I’ve been able to secure a job in my hometown, earning over 5,000 yuan a month with social security benefits — an opportunity I wholeheartedly cherish,” said Liu Meijun, a truck driver from Yangshita village in Narisong.
    Senior residents have also benefited. “Some villagers in their early 60s remain physically robust and mentally sharp and still seek employment, but urban companies reject them mainly based on age concerns,” said Hou. “However, we’ve chosen to hire them for suitable light work — enabling them to care for elderly parents at home while earning an income, a win-win for families and the community.”
    Last year, Juhe Industrial Co generated 200 million yuan in revenue with a net profit of 36 million yuan. A total of 10 percent of those profits go toward emergency assistance for residents affected by natural disasters or severe medical hardships, 40 percent go to village collective dividends and 50 percent for the company’s future development, according to Hou.
    On the land that has been revitalized and recovered, solar farms are being set up, as well as medicinal herb cultivation.
    A 1.95-billion-yuan 400-megawatt solar project has been established by Man Shi Group and Hanxia New Energy in Narisong. Occupying 652 hectares, the project leases 521 hectares from Wutumen village and 130 hectares from Wutugou village at 3,000 yuan per hectare, offering annual incomes of 1.56 million yuan and 390,600 yuan, respectively, for these communities.
    These new industries have generated around 500 local employment opportunities, according to Hou.
    “I work in the reclaimed area of Changxu coal mine, mainly maintaining and inspecting solar panels. After deductions for social security, I earn over 4,000 yuan a month. I also earn steady rental income from leasing my land to the companies — life keeps getting better and better,” said Nie Jianjun, a villager from Wutumen village in Narisong.
    Guided by government initiatives, villagers are enjoying diversified income streams ranging from collective equity dividends and wages to land rental money. Moreover, companies purchase saplings cultivated by locals for their land restoration efforts, with the profits from these sales further bolstering the community’s financial well-being, Hou added.

  • MIL-OSI China: Iran says nuclear issue, sanctions focus of indirect talks with US

    Iran said on Sunday that its indirect negotiations with the United States held in Oman were focused solely on Tehran’s nuclear program and the removal of U.S. sanctions, ruling out any discussion of other issues.

    Foreign Ministry spokesman Esmaeil Baghaei told state television that Iran’s stance in the talks remained unchanged, centering on lifting sanctions and preserving its nuclear rights.

    The talks, held on Saturday between Iranian Foreign Minister Seyed Abbas Araghchi and U.S. Special Envoy to the Middle East Steve Witkoff, were conducted through intermediaries.

    Baghaei added that Iran remained committed to preserving its nuclear infrastructure and achievements, while also demonstrating its willingness to engage in dialogue to assure the international community of the peaceful nature of its nuclear activities.

    “Iran considers itself obligated to use all legal and diplomatic tools to safeguard its legitimate rights as a member of the Non-Proliferation Treaty and a signatory to the IAEA (International Atomic Energy Agency) safeguards agreements,” he said.

    Speaking to reporters in Muscat after the meeting, Araghchi described the first round of talks as “constructive” and held in a “calm and respectful atmosphere.”

    “No inappropriate language was used, and both sides showed commitment to pursuing the negotiations from an equal footing toward a mutually beneficial agreement,” he said.

    He added that a second round of talks was scheduled for the following Saturday, likely at a different venue.

    The Muscat discussions followed U.S. President Donald Trump’s announcement in March that he had sent a letter to Iranian leaders via the United Arab Emirates proposing nuclear talks.

    Iran later confirmed receiving the letter and expressed openness to indirect engagement.

    Iran signed the 2015 Joint Comprehensive Plan of Action (JCPOA) with six world powers, namely, the United States, China, Russia, Britain, France, and Germany, agreeing to curb its nuclear program in exchange for sanctions relief. Washington unilaterally withdrew from the pact in 2018 and reimposed sanctions, prompting Tehran to scale back its nuclear commitments.

    Efforts to revive the deal have so far failed to make significant progress.

  • MIL-OSI Australia: How to mitigate construction risks and avoid disputes in pumped hydro projects

    Given the geographical scale and requirements for PHES projects, appropriate sites are often situated on or near to culturally significant sites and/or land subject to Indigenous claims. This means PHES developments are particularly susceptible to legal challenge to licences and approvals, on the basis that developers have failed to adequately consult with Indigenous stakeholders in satisfaction of domestic ESG regulations. This risk can materialise as a result of activism by public interest groups, formal complaints to regulators and/or judicial review proceedings. Efforts to address complaints by Indigenous stakeholders and consequent litigation will not only lead to inflated costs, but also likely disrupt the project or halt progress entirely.

    Developers are also subject to stakeholder scrutiny for compliance with their own ESG policies, voluntary commitments and published representations, which may go further than domestic ESG regulations. Increasingly, stakeholders, shareholders and activists expect companies to align with both international laws and voluntary soft law standards like the UN Guiding Principles on Business and Human Rights (UNGPs).

    In addition to project, legal and cost consequences, failure (or perceived failure) to comply with ESG policies and commitments can lead to reputational damage and loss of social license (ie support from the community).

    Case study: Queensland Hydro Project

    The project area for the Borumba PHES project holds significant cultural importance for the Kabi Kabi people, the traditional landowners.

    The developer is reported to be in negotiations with the Kabi Kabi people, which may lead to the need to downsize the project to avoid sensitive sites.

    As part of these negotiations, an Indigenous Land Use Agreement (ILUA) has been agreed between the Kabi Kabi people and the developer to allow exploratory works to be carried out.12

    Case study: Barossa Gas Project (Northern Territory, Australia)

    In 2022, Tiwi Island traditional owners filed a lawsuit against the developer and the National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA). They argued that the developer had failed to adequately consult them about the project’s potential risks to their food sources and spiritual connection to the sea. In September 2022, the Federal Court ruled in favour of the traditional owners, invalidating the developer’s drilling approval and ordering the cessation of drilling activities.13 The developer was required to resubmit fresh approvals and was only able to recommence in early 2024 after almost 16 months of delay and another round of litigation with the Tiwi Island traditional owners.14

    Contracts should be clear around who bears the cost and time risks associated with any legal challenges. In order to mitigate against time and cost implications of potential challenges, it is essential that parties consult traditional owners early and transparently, and engage compliance policies to ensure ESG regulations and internal ESG policies and commitments are met.

    One strategy to achieve this is to design robust complaints and grievance mechanisms and deploy them as early as possible in the project. These mechanisms should allow traditional owners and other stakeholders to lodge complaints prior to design and development. This allows developers to make changes and negotiate agreements while it is still reasonably quick and inexpensive to do so.

    In 2024, the Clean Energy Council published a best practice guide for the renewable energy industry to support their engagement with First Nations. This included discussion of key principles of best practice for renewables projects with First Nations peoples, including respectful engagement, preservation of cultural heritage, ensuring economic and social benefits are shared and embedding land stewardship and cultural competency. The guide is a useful source of discussion on minimum and best practices around PHES projects.

    Kota/New Delhi, 12 April 2025: Lok Sabha Speaker Shri Om Birla has set a heartfelt example as he fulfilled his promise made years ago and participated in the wedding rituals of Late CRPF jawan Shri Hemraj Meena and Veerangana Madhubala in Sangod/Kota on Friday.

    Six years after the martyrdom of Shri Hemraj Meena who made supreme sacrifice for the nation during Pulwama attack, there was an atmosphere of celebration in his courtyard for the first time on Friday as the family and relatives gathered for the wedding of his daughter Reena. It was a moment of sheer joy for the whole family, including Veerangana Madhubala – wife of Late CRPF Jawan Shri Hemraj Meena. Since Shri Meena’s martyrdom in 2019, Lok Sabha Speaker Shri Om Birla stood tall with the martyr’s family during the tough time as a ‘Rakhi-brother’ of Veerangana Madhubala.

    Since then, the “brother” not only supported the family but also kept his promise. yesterday, when the time came for Madhubala’s daughter’s wedding, this “brother” reached his sister’s house with mayra/bhaat (मायरा/भात) and performed this unique ritual. Seeing this emotional connection between ‘sister’ Madhubala and her ‘brother’, everyone present was overwhelmed. After all, it was none other than Lok Sabha Speaker Shri Om Birla, who had arrived with मायरा at the wedding of the daughter of Pulwama martyr Hemraj Meena.

    Dr. Jitendra Singh fondly recalled his recent visit to Berlin, observing the growing popularity of Indian cuisine and culture, with locals enthusiastically embracing Indian flavours in more than a dozen Indian food outlets.

    An indigenously developed Integrated Generation, Transmission and Storage Expansion Planning Model with Demand Response – a vital Resource Adequacy Tool, has been launched on 11.04.2025 by Shri Ghanshyam Prasad, Chairperson, Central Electricity Authority (CEA) in the presence of Sh. Alok Kumar, Ex-Secretary (Power) and partner TLG and various representatives from the State Power Utilities. It is planned to distribute this software model to all the States/ Discoms free of cost.

    The indigenously developed tool is specifically designed to assist the states in carrying out a comprehensive Resource Adequacy plan in line with the resource adequacy guidelines issued by the Ministry of Power in June 2023.

    After the issuance of Resource Adequacy Guidelines, CEA has been carrying out the Resource Adequacy (RA) plans for all the Discoms. To begin with, CEA completed the exercise for all Discoms up to 2032, and now all of them have been updated to 2034-35. CEA has also finished the national level exercise up to 2034-35. Since the plan is dynamic and is mandated to be revised every year, it was thought to develop a common tool for all and share it with them free of cost to play with it. It will also help integrate the studies easily and bring out the optimum solutions for the country.

    The model explicitly considers:

    1. Chronological operation of the power system
    2. All unit commitment constraints, including technical minimum, minimum up and down times, and ramp-up/ramp-down rates.
    3. Endogenous demand response
    4. Ancillary services, and many more.

    The benefits of the tool include:

    1. Ensuring adequate resource adequacy (neither less nor more) in the electricity grid. Zero load shedding, No stressed capacity and least cost solutions.
    2. Optimisation of the cost of power system generation expansion and system operation while considering the benefit of demand response.
    3. Optimisation of energy and ancillary services.
    4. Optimisation of size and location of storage.

    The software has been developed entirely in India with the active guidance of CEA, ensuring complete transparency. CEA will update and upgrade this tool based on further suggestions from the users (Discoms/ load despatchers) of this software.

    The launch event highlighted the collaboration between CEA, The Lantau Group (TLG) and the Asian Development Bank (ADB) under the Technical Assistance program.

    CHENNAI, April 12: Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh today hailed the global recognition and international certification of the Underwater Acoustic Test Facility (ATF) at the National Institute of Ocean Technology (NIOT), Chennai, describing it as a proud milestone in India’s journey towards scientific self-reliance in underwater acoustics and ocean technology.

    After unveiling the commemorative plaque, Dr. Jitendra Singh witnessed a live demonstration of the facility’s capabilities, which include precise testing and calibration of a wide range of underwater acoustic instruments such as hydrophones, transducers, and acoustic modems—vital for both strategic and civilian applications.

    Describing the facility as a “critical national asset,” the Minister highlighted its pivotal role in strengthening India’s self-reliance in ocean technology. “The Acoustic Test Facility enhances our ocean observation capabilities, supports tsunami detection systems, and reinforces national security through its strategic applications,” he said.

    Established in 2004 under the Ministry of Earth Sciences, the ATF is India’s only facility accredited by the National Accreditation Board for Testing and Calibration Laboratories (NABL) for hydrophone calibration. Since 2005, it has consistently maintained this accreditation and caters to a broad spectrum of users, including naval laboratories, IITs, universities, and major industrial players such as BEL, L&T, and Tata Power.

    In 2018, the facility’s global competence was validated when it participated in a Key Comparison Test organized by the National Physical Laboratory, UK, alongside laboratories from seven other countries, including the US, UK, and Russia. The ATF’s calibration results matched international benchmarks, establishing its parity with top global labs.

    In a significant milestone, the facility was recently recognized as India’s “Designated Laboratory” in the field of underwater acoustics under the International Bureau of Weights and Measures (BIPM), Paris, through CSIR-NPL, effective January 30, 2024. This means NIOT now holds the national standards for measurements in underwater acoustics—a crucial responsibility for ensuring measurement accuracy across strategic sectors.

    Experts say this recognition not only boosts India’s scientific credibility but also opens up opportunities for global collaborations in underwater research and maritime technology.

    Union Minister of Health & Family Welfare and Chemicals & Fertilizers, Shri Jagat Prakash Nadda inaugurated Central Research Laboratory in AIIMS Bhubaneswar today, marking another milestone in the institute’s journey of growth and excellence. He also laid the foundation stone of a Multiutility (Gastronomy) Block on the occasion.

    The state-of-the-art Central Research Laboratory facility is a transformative initiative aimed at advancing cutting-edge medical research and fostering innovation. The facility is poised to empower doctors, researchers, and scholars to develop impactful healthcare solutions and propel AIIMS Bhubaneswar into the league of premier medical research hubs in the country.

    The Multiutility (Gastronomy) Block is a modern infrastructure project tailored to meet the evolving needs of students, faculty, staff, and the general public. The block will offer essential amenities under one roof, enhancing both operational efficiency and community engagement within the campus.

    Adding to the digital transformation of healthcare services, the Union Minister launched the revamped AIIMS Bhubaneswar website, equipped with user-friendly features and integrated services for patients and visitors. The website showcases Odisha’s rich cultural heritage while improving access to the institute’s healthcare facilities.

    As part of the visit, Shri Nadda also inaugurated the EHS Clinic and AMRIT Pharmacy, ensuring greater accessibility to essential health services and affordable medicines for all. He stated that a skin bank will also be set up in AIIMS Bhubaneswar in the near future.

    A notable highlight was the Union Minister’s visit to the Burn Centre, a one-of-its-kind facility in Eastern India that is already making a difference in critical care. He also visited the Swachhata Exhibition at the OPD foyer, Integrated Health & Wellness Clinic, Rheumatology & Geriatric Clinic, Neonatal Intensive Care Unit (NICU), and planted a sapling at Smruti Upavan, symbolizing the commitment to a greener and healthier future.

    The visit concluded with a high-level review meeting where Shri Nadda assessed ongoing developmental projects and interacted directly with medical students, sanitary staff, and employees. This engagement demonstrated the government’s inclusive approach to healthcare delivery.

    The Central Electricity Authority (CEA), under the Ministry of Power, Government of India, has concurred Detailed Project Reports (DPRs) of following 6 Hydro Pumped Storage Projects (PSPs) of about 7.5 GW in record time during 2024-25, marking a key milestone in India’s ongoing commitment to developing advanced long term energy storage solutions:

    • Upper Indravati (600 MW) in Odisha
    • Sharavathy (2,000 MW) in Karnataka
    • Bhivpuri (1,000 MW) in Maharashtra
    • Bhavali (1,500 MW) in Maharashtra
    • MP-30 (1,920 MW) in Madhya Pradesh
    • Chitravathi (500 MW) in Andhra Pradesh

    This is the outcome of the collaborative efforts of the PSP developers, appraising organisations (CWC, GSI and CSMRS).

    A number of steps were taken to resolve the issues and fast track the appraisal process.   This is a big achievement since inception of new concept of Off-Stream, close loop PSPs. CEA has made the appraisal process transparent through the Portal “Jalvi Store”. The DPR for appraisal has been made shorter, check list has been provided for ease of submission of chapters to appraising agency and many more such initiatives.  

    Further, CEA has made ambitious plan to concur minimum 13 PSPs of about 22 GW during 2025-26. Most of these PSPs are targeted to be commissioned in 4 years and latest by 2030. Development of these projects shall boost energy storage capacity drastically in the country, making a major contribution to grid reliability and supporting India’s ambitious renewable energy goals. This further underscores the CEA’s ongoing commitment for facilitating the transition towards a more sustainable and resilient power system.

    The participation of private sector in this segment is quite encouraging and with the help of self-identified PSP, the PSP potential in the country has crossed 200 GW and it is further increasing almost every month. Thus, from a meagre 3.5 GW of operational hydro PSP capacity in the country, the development needs to be taken up in an accelerated mission mode to harness this potential. This year two PSPs around 3000 MW will get commissioned and by 2032 we expect around 50 GW. At present 8 projects of 10 GW is under construction and DPR has been concurred for 3 projects of around 3 GW. In addition to this, 49 projects of 66 GW are under Survey and investigation. All these DPRs are expected to be finalised by the developers in 2 years.

    Hydro PSPs are vital for the energy transition, as they allow excess electricity generated during off-peak hours to be stored in the form of water in elevated reservoirs. This stored energy can then be used back during non-solar hours peak demand periods, ensuring a reliable, consistent, and flexible power supply.

    For developers and investors, it is a great investment opportunity to develop and invest in a long term assets of more than 70- 80 years.

    The three-day cultural celebration ‘Ayodhya Parv’ commenced with grandeur at the Indira Gandhi National Centre for the Arts (IGNCA), marked by the inauguration of three remarkable exhibitions—one featuring Padma Shri Vasudev Kamath’s paintings based on ‘Maryada Purushottam’ (Lord Ram), a display of Pahari miniature paintings based on the ‘Valmiki Ramayana’, and a thematic exhibition titled ‘Badi Hai Ayodhya’ that portrays the pilgrimage landscape of Chaurasi Kos Ayodhya.

    The exhibitions were jointly inaugurated by the revered Mahant Pujya Kamal Nayan Das Ji Maharaj of Mani Ram Das Chhawani, Ayodhya; Geeta Manishi Mahamandaleshwar Pujya Gyananand Ji Maharaj; Shri Manoj Sinha, Lieutenant Governor of Jammu & Kashmir; Shri Ram Bahadur Rai, President of IGNCA; and IGNCA Trustee and artist Shri Vasudev Kamath. Following the inauguration, each dignitary shared their reflections on the spiritual and cultural eminence of Lord Ram and Ayodhya. Three books were also released during the inaugural session. Union Minister of Culture and Tourism Shri Gajendra Singh Shekhawat visited and viewed the exhibitions on the occasion.

    On this occasion, Shri Gajendra Singh Shekhawat extended his congratulations to IGNCA and the Ayodhya Nyas for organising the ‘Ayodhya Parv’ and wished the event great success. He remarked that the character of Lord Rama has not only inspired Indian thought and individuals working across diverse fields, but has also provided the energy and direction necessary to sustain the continuous flow of Indian culture. He noted that during the most difficult period of cultural invasion by foreign aggressors, Goswami Tulsidas composed the ‘Ramcharitmanas’ in the language of the common people, connecting with the collective consciousness of ordinary individuals. This, he said, made a significant contribution to preserving the essence of Sanatan culture. Since the reinstallation of the Ram Mandir and the return of Ram Lalla to Ayodhya Dham, it appears as though the sun of India’s destiny has begun to rise once again.

    The cultural proceedings commenced with an enthralling Mridang performance by Rajkumar Jha and his fellow artists Vinod Vyas and Shri Pankaj. This was followed by devotional renditions by Pragya Pathak, Vinod Vyas, Saket Sharan Mishra, and accompanying vocalists, which captivated the audience.

    Speaking about the inauguration of the newly reconstructed Shri Ram Janmabhoomi temple on 22 January, Shri Manoj Sinha remarked, “I view 22 January not merely as a date but as a bridge that connects the past to the present in a significant manner.” He added, “This is not just the revival of an ancient city and pilgrimage site, but a spiritual awakening experienced by India across centuries. I believe the significance of Ayodhya transcends geography—it is the key to joy and awakening, the symbol of our cultural unity, and a guiding spiritual force. Ayodhya has long served as a cultural and spiritual foundation of our nation.”

    Addressing the youth, he noted, “Ayodhya offers not only a spiritual pinnacle but also clearly embodies the values and aspirations of the individual. Lord Ram, in the context of Ram Rajya, is viewed as an embodiment of development, courage, justice, and a living dharma. Though he appeared in the Treta Yuga, he remains a visionary figure of good governance.” Shri Sinha further noted that India today runs the world’s largest social security programme.

    Earlier, IGNCA President Shri Ram Bahadur Rai outlined the structure of the Ayodhya Parv and remarked that the message of Ayodhya is increasingly being preserved through books and journals. Referring to the released book ‘Chaurasi Kos ka Ayodhya’, he said, “While physical Ayodhya may be defined by 84 kos, the spiritual Ayodhya is infinite, like the sky.” Geeta Manishi Pujya Gyananand Ji stated that India is a land of traditions, and festivals hold a special place in these traditions. “India is not merely a geographic entity—it is a philosophy, a thought,” he said. Pujya Mahant Kamal Nayan Das Ji questioned, “In which verse of the Vedas is untouchability or discrimination mentioned?” He emphasised that knowledge cannot be complete without social harmony. The inaugural session concluded with a vote of thanks by former Faizabad MP Shri Lallu Singh.

    Notably, the Ayodhya Parv, dedicated to the splendour of Indian culture, art, and devotion centred around Ayodhya, will continue for two more days, featuring a range of dialogues and cultural presentations. This three-day cultural festival is envisioned as a confluence of reverence, classicism, and discourse, bringing together saints, cultural thinkers, political leaders, scholars, and artists from across the country.

    On the second day, 12 April, at 11 a.m., a seminar titled ‘Temple Management in Indian Society’ will be held, featuring prominent saints from Ayodhya along with administrative and cultural experts. On the same day, another session will explore ‘Goswami Tulsidas Ji’s Contribution to Innovations in Indian Culture’. Scholars from across India will present their insights during both sessions. The evening cultural programme will include solo tabla recitals and Kathak and Bharatanatyam performances by Richa Tripathi and accompanying artists.

    On the final day, 13 April at 11 a.m., a symposium on ‘Shri Ram in the Essays of Kubernath Ray’will be conducted with the participation of renowned Hindi literary scholars. The concluding ceremony will feature the presence of Pujya Govind Dev Giri Ji Maharaj, Treasurer of Shri Ram Janmabhoomi Teerth Kshetra Trust; Shri Narendra Singh Tomar, Speaker of the Madhya Pradesh Legislative Assembly; IGNCA President Shri Ram Bahadur Rai; Prof. Ramesh Chandra Gaur, Dean (Administration) and Head of Kala Nidhi Division at IGNCA; and eminent artist Shri Sunil Vishwakarma. The event will culminate with Alha singing by Faujdar Singh and group, and folk songs by celebrated singer Vijaya Bharti.

    ‘Ayodhya Parv 2025’ is a unique endeavour to rejuvenate Indian art, spirituality, and values, being realised in the capital city through the collaboration of IGNCA and Shri Ayodhya Nyas.     The exercise, codenamed “Storm-2025,” was organized by the CAEA, the Ministry of Public Security and multiple other government departments. Participants included the Ministry of Ecology and Environment, the National Energy Administration and the local Fujian government.
    It was the sixth iteration of a biennial exercise and verified the emergency response capabilities of China’s nuclear facilities in extreme emergencies by simulating intrusions and attacks under different scenarios. It aimed to improve risk awareness among operators of nuclear facilities.
    The drill reinforced China’s commitment to balancing the safety and development of the nuclear industry, according to the CAEA.

  • MIL-OSI Security: Georgia Woman Found Guilty of Kidnapping Elderly Victim

    ASHEVILLE, N.C. – A federal jury in Asheville returned a guilty verdict late yesterday against Stephanie Miranda Neace, 32, of Blairsville, Georgia, for the 2023 kidnapping and robbery of an elderly victim, announced Russ Ferguson, U.S. Attorney for the Western District of North Carolina. Neace’s co-defendant, Jordan Nathaniel Hedden, 31, of Murphy, N.C., pleaded guilty to kidnapping and will be sentenced on April 14.

    Robert M. DeWitt, Special Agent in Charge of the FBI in North Carolina joins U.S. Attorney Ferguson in making today’s announcement.

    “This was a frightening crime against an elderly victim who was just trying to help out of the kindness of her heart,” said U.S. Attorney Ferguson.  “People who commit crimes like this affect how we treat one another, and we are committed to bringing them to justice.”

    According to court documents, trial evidence, and witness testimony, on November 30, 2023, the victim, a 71-year-old female, was driving from Georgia to North Carolina, when she saw the defendants walking. The victim offered the defendants a ride because it was cold outside. The defendants accepted the ride, and soon after they entered North Carolina, Hedden instructed the victim to drive to his car. When they arrived at the location, a car was not there. Hedden then ordered the victim to stop the vehicle, and when the victim refused, Hedden forced the victim to stop the car and get in the back seat. Hedden then took over driving.

    According to evidence presented at trial, the victim began to cry and Hedden yelled at her and told her to shut up. Trial evidence showed that Hedden appeared to be high and agitated and became paranoid that the victim had a tracking device. At one point, Hedden stopped the vehicle, and he and Neace searched the car and the victim herself for tracking devices. Then, they took the victim’s phone and disabled it. Hedden also demanded money from the victim, but the victim only had $2. Fearing for her safety, the victim told the defendants to take her to an ATM and the defendants agreed. During the drive into Tennessee, Hedden made the victim promise that she would not identify them to the police.

    During the drive to the ATM, the victim convinced Hedden to let her withdraw money from a gas station ATM instead of a bank. The victim also told Hedden that she would give the defendants the money if they let her stay behind safely at the gas station. When they arrived at the gas station, the victim took her purse and her car key fob. She told Hedden to turn off the car so the headlights could not be seen from the people inside the gas station, and Hedden complied. As the victim and Hedden were walking toward the gas station, the victim began to run to the door and scream for help. Hedden ran back to the car, attempted to use it to flee but was unable to start the car without the key fob. Hedden and Neace then fled on foot and escaped into the woods but were apprehended days later.

    Neace was convicted of kidnapping which carries a maximum prison sentence of up to life imprisonment. On November 13, 2024, Hedden pleaded guilty to kidnapping. Both Hedden and Neace are currently in custody awaiting sentencing.

    In making today’s announcement, U.S. Attorney Ferguson thanked the FBI for their investigation of the case.

    Speaking at her party’s Spring Conference in Stirling, Scottish Green Co-Leader Lorna Slater called for action to tax wealth and big polluters to build a fairer, greener Scotland.

    When we met last October our country and our world were in a state of flux. Our political landscape is still shifting dramatically. 

    We have a Labour government telling us that things can only get worse while they cut the incomes of sick and disabled people. They kept the cruel two child cap, which has plunged thousands of families into totally avoidable poverty.

    Although they look set to nationalise British Steel they have betrayed the workers of Grangemouth.

    They betrayed the WASPI women after campaigning for them for years.

    They kowtow to a far right Trump administration that is dismantling hard won rights and freedoms. 

    Donald Trump is a dangerous, fraudulent, misogynistic, racist, climate-change denier. 

    He opposes democratic values and the rule of law. 

    His White House is spreading lies and misinformation about abortion rights here in Scotland – including disgraceful attacks on our colleague Gillian Mackay’s Safe Access Zone Bill; 

    Labour may be happy to make friends with dangerous despots, but we refuse to play nicely while the world burns.

    Trump and his hateful politics are not welcome in Scotland. Our country is not his playground. 

    Prime Minister Keir Starmer, you need to cancel the state visit. Cancel it now.

    The impact of Nigel Farage’s hard right Reform party rising in the polls, is already being felt in Scotland as the Tories and Labour shift to the right to try and rescue their votes.

    The Tories dropping any kind of commitment to net zero, and Labour throwing trans-people under the bus.

    As Patrick said: You can’t beat the far right by stealing their policies.

    You don’t beat Nigel Farage by cozying up to Donald Trump.

    The Scottish Greens will stand our ground as a proud party of the left. 

    We stand with refugees who are being attacked by racist politicians and the billionaire-owned press. 

    We stand with people who have fled war and conflict only to be blamed by those who have cut services and plunged families into poverty.

    We stand with the trans community who have been the focus of a relentless campaign of demonisation from MPs and MSPs from all the other parties.

    Trans rights are human rights. Our Party stands with you today, tomorrow and always.

    We stand with the people of Palestine who are suffering a genocide that has been armed, and supported and enabled by the UK government.

    The crisis there is getting worse and so is the human cost. 

    Babies are being killed long before they have the chance to mark their first birthdays.

    And yet the response from Downing Street has been to continue supporting the carnage.

    If Labour is to have any moral authority then it must end arms sales to Israel.

    It’s not just them. It’s time for the SNP to finally end the grants that are bolstering Israel’s arms dealers.

    For all of us working towards a greener, fairer world, it can feel like we’re losing ground. 

    Sometimes it’s hard to keep hold of hope that we can build something better. 

    The future can be brilliant. We just have to decide to make it so. 

    By working together the Scottish Greens have already taken big steps into that better future. 

    We have taxed high earners to raise billions of pounds for public services; 

    We’ve given free bus travel to everyone under 22;

    We’ve made sure that every organisation in Scotland that receives public money, pays the living wage. 

    We’ve delivered free school meals to more hungry children than ever before; 

    Our rent freeze and eviction protections for renters across Scotland saved tenants thousands of pounds and protected many from being made homeless.

    We have made a big difference to people’s lives. 

    Our work has helped people and planet, and made our country a fairer and better place. 

    All of this has happened because of the work of the people in this room – our volunteers around the country, and our work with campaigners and activists. 

    Among the hardest working people in our movement are the Green Councillors who are transforming local communities for the better. 

    Green Councillors in Glasgow have secured free public transport pilots and extra funding for safer parks and streets. 

    In Edinburgh, our Green councillors stopped council venues and services running advertising from climate wreckers and arms dealers.

    Day in and day out, our councillors across Scotland are supporting their constituents and standing up for their communities. 

    That’s what Councillor Bryan Quinn did when he protected crucial library services and Community Access Points in Clackmannanshire. 

    It’s what Councillor Kris Leask did when he secured an Offshore Energy Strategy for Orkney – something which he’s now leading on delivering. 

    After years of campaigning, our Dunblane and Bridge of Allan councillor Alasdair Tollemache – working with my MSP colleague Mark Ruskell – has successfully protected a vital local green space, Park of Keir, from expensive luxury housing and a tennis centre with unaffordable and inaccessible facilities.

    These are the kind of things we achieve when we put our values into action. 

    It’s what we achieve when we work together to get greens elected. 

    We will be able to achieve even more by getting more Greens elected.

    Can we please all show our appreciation for our councillors.

    The last few years have been difficult for most people, but they haven’t been difficult for everyone. 

    The wealth of billionaires has more than tripled since 2010. They’ve made out like bandits in the last few years, cashing in every step of the way.

    Through austerity, COVID, global market turmoil – the super-rich have been able to enlarge their wealth whilst ordinary people and families have suffered. 

    It is not right that as billionaires are getting richer and richer, household bills are getting higher and higher for everybody else.

    It is not right that fossil fuel companies have raked in huge profits, whilst abandoning any significant investment in green renewables. 

    It is not right that some of the wealthiest people in our society are telling us that we cannot afford to provide public services for people.

    It’s not that we can’t afford good public services, it’s that we can’t afford billionaires.

    Billionaires should not exist.

    It is thanks to the Scottish Greens that the highest earners in Scotland, and people who own more than one home, have to pay more.

    When I see headlines in the right-wing press whining about Scotland’s fairer tax system – it makes me proud. 

    We need to tax the rich. 

    We need to think beyond income tax, we need to tax wealth, we need to tax carbon emissions, we need to tax the big polluters to put money back into people’s pockets, back into public services and to build a fairer, greener country. 

    Nowhere is this injustice more prevalent than when it comes to housing.

    Over the past decade, the cost of renting has skyrocketed. Landlords have been charging more than ever before.

    Right now, private landlords have too much power and renters are suffering.

    The Scottish Greens have made big steps to protect tenants.

    We froze rents and banned evictions in the aftermath of COVID.

    We wrote the Bill to introduce rent controls. 

    And thanks to protections brought in by the Scottish Greens, thousands of people have been protected from eye watering rent hikes. 

    But without us in the room, the SNP are turning their backs on renters. 

    They are buckling under pressure from vested interests who want to water down our rent controls. 

    They want landlords to be able to raise rents higher than inflation.  

    If people aren’t getting a big pay rise, why should landlords? 

    Homes should be for living in – not for profiteering. 

    It’s time to raise tenants rights and lower rents. 

    We’re campaigning to bring in a permanent ban on winter evictions, and we’ve got plans to help local communities force absentee landlords and landowners to sell or rent derelict land for housing. 

    It isn’t just housing where the SNP is coming up short. 

    It’s the same story when it comes to transport.

    If we want to reduce emissions and build happier, healthier communities – public transport is key. 

    Thanks to the Scottish Greens, hundreds of thousands of young people can now get a bus for free – saving families thousands of pounds, and opening up opportunities for Scotland’s young people. 

    Thanks to the Scottish Greens, people seeking asylum in Scotland will soon get free bus passes

    Thanks to the Scottish Greens, thousands of young islanders can now jump on inter-island ferries for free.

    We did that. 

    But the SNP has failed to deliver the scale of investment needed to make public transport a reliable, affordable and accessible option for all. 

    We need more publicly owned bus networks across the whole of Scotland – and capped bus fares. A cap of £2 for every local journey.

    Private bus companies should not be able to hike fares at the same time as cutting lifeline services. 

    It should not be cheaper to travel between Scotland’s two biggest cities by car than by rail.

    The Scottish Government should not be pouring funds into dualling the A9, increasing traffic, pollution and noise, instead of investing in buses and trains. 

    It is far too late in the climate emergency to be building new roads. 

    What we need is cheaper rail for all – that means ending peak time rail fares for good. 

    Cheaper buses, ferries and trains – a win-win for people and planet. 

    Our planet needs us. 

    I know I’m not the only one who has been really shocked by the wildfires that we are seeing across Scotland right now.

    Not the only one who has been horrified by the devastation to people’s homes, businesses and farms that has been done by floods and storms.

    This is the climate catastrophe accelerating. Governments around the world have let us down. They didn’t listen to science, they didn’t cut carbon emissions, they didn’t stop their destruction of our eco-systems.

    What we are seeing now in Scotland, will only get worse, if governments continue to prevaricate, unsure of how to politically manage the cost of moving to an economy that isn’t dependent on fossil fuels. 

    Well anyone who was flooded out or who’s land is burning can see the cost of not making the change.

    So much of what needs to change: insulating homes, building better public transport, building 20 minute neighbourhoods, moving to lower impact agriculture, will actually make life better for everyone. 

    For the kids who will be able to safely cycle to school. For the farmers who can improve their profits by buying fewer expensive fertilisers and pesticides.

    In just over a year’s time, we’ll be heading into the 2026 Holyrood election and this is the story that we are going to tell. 

    Just like free bus travel for under 22’s, the things we need the Scottish Government to do on climate will improve life opportunities for Scots, and will put money back in their pockets.

    Green policies will make life better in practical ways. Warm homes. Clean air. Affordable trains. More buses.

    We know what change is needed. That’s why we exist. 

    The power of our shared vision. So many new possibilities, so much potential. 

    Some say it’s the hope that kills you. I don’t believe that. 

    I think it’s the hope that keeps us all here. It’s certainly what’s kept me here. 

    Everything you do as volunteers in this party matters. Without all of you there would be no Greens in Councils or in Holyrood. There would be no free bus travel for asylum seekers or any of the other changes that we have achieved.

    Whether it’s the all important knocking on doors, taking meeting minutes, delivering leaflets, everything you do matters and it all adds up. It adds up to growing a Green movement in Scotland, it adds to how much we can get done.

    Thank you for all the work you do

    Thank you, in advance for the many miles of pavement you’ll be walking and wheeling in the next 14 months listening to voters on their doorsteps, delivering leaflets, supporting your candidates. We are so grateful for all of it.

    Now is the time to stand together. To be brave and bold. Our vision for a greener, fairer Scotland could never be more important. 

    Let’s show them that the Scottish Greens are the ones who deliver.

  • MIL-OSI USA: Department of Energy Overhauls Policy for College and University Research, Saving $405 Million Annually for American Taxpayers

    WASHINGTON– The Department of Energy (DOE) today announced a new policy action aimed at halting inefficient spending by colleges and universities while continuing to expand American innovation and scientific research. In a new policy memorandum shared with grant recipients at colleges and universities, DOE announced that it will limit financial support of “indirect costs” of DOE research funding to 15%. This action is projected to generate over $405 million in annual cost savings for the American people, delivering on President Trump’s commitment to bring greater transparency and efficiency to federal government spending.

    “The purpose of Department of Energy funding to colleges and universities is to support scientific research – not foot the bill for administrative costs and facility upgrades,” U.S. Secretary of Energy Chris Wright said. “With President Trump’s leadership, we are ensuring every dollar of taxpayer funding is being used efficiently to support research and innovation – saving millions for the American people.”

    Through its grant programs, the Department provides over $2.5 billion annually to more than 300 colleges and universities to support Department-sanctioned research. A portion of the funding goes to “indirect costs”, which include both facilities and administration costs.

    According to DOE data, the average rate of indirect costs incurred by grant recipients at colleges and universities is more than 30%, a significantly higher rate than other for profit, non-profit and state and local government grant awardees. Limiting these costs to a standard rate of 15% will help improve efficiency, reduce costs and ensure proper stewardship of American taxpayer dollars.

    SUBJECT: Adjusting Department of Energy Grant Policy for Institutions of Higher Education (IHE) 

    BACKGROUND: Pursuant to 5 U.S.C. 553(a)(2), the Department of Energy (“Department”) is updating its policy with respect to Department grants awarded to institutions of higher education (IHEs).

    Through its grant programs, the Department funds Department-sanctioned research. A portion of the funding goes to “indirect costs”, which include both facilities and administration costs. See 2 C.F.R. 200.414(a). “Facilities costs” comprise “depreciation on buildings, equipment and capital improvements, and operations and maintenance expenses,” while “administration costs” are “general administration and [other] general expenses,” like funding for “the director’s office, accounting, [and] personnel.” Id.

    While the Department is cognizant that many grant recipients use indirect cost payments to effectuate research funded by the Department’s grant awards, these payments are not for the Department’s direct research funding. See 89 Fed. Reg. 30046-30093. As these funds are entrusted to the Department by the American people, the Department must ensure it is putting them to appropriate use on grant programs. To improve efficiency and curtail costs where appropriate, the Department seeks to better balance the financial needs of grant recipients with the Department’s obligation to responsibly manage federal funds.

    This memorandum accordingly sets forth the Department’s updated policies, procedures, and general decision-making criteria for establishing indirect cost rates when awarding grants to IHEs; these policies, procedures, and criteria are intended to better balance the Department’s dual responsibilities to grant recipients and the American people.
    The Department is initially taking this action only with respect to IHEs. See 2 C.F.R. 200.414(c)(1); id. 200.1.

    ESTABLISHING APPROPRIATE INDIRECT COST RATES: 

    At present, the Department’s indirect cost rate for IHE grants is typically negotiated by either “the Department of Health and Human Services (HHS) or the Department of Defense’s Office of Naval Research (DOD), normally depending on which of the two agencies (HHS or DOD) provide[d] more funds to the [relevant] educational institution for the most recent three years.” 2 C.F.R. pt. 200, app. III(C)(11)(a)(1). Though the Department generally must accept this negotiated rate, see 2 C.F.R. 200.414(c)(1), it may deviate therefrom for “a class of Federal awards” after implementing and making publicly available “the policies, procedures and general decision-making criteria” it will follow when seeking and justifying deviations. Id. 200.414(c)(1), (3). A “class of Federal awards” is defined to include “a group of Federal awards . . . to a specific type of recipient or group of recipients,” such as grants to IHEs—the class relevant to this policy update. Id. 200.1.

    For the reasons set forth in this memorandum, hereinafter, the Department will no longer use the negotiated indirect cost rate for grants awarded to IHEs. Instead, it is setting a standardized 15 percent indirect cost rate for all grant awards to IHEs. This is at the high end of the “up to 15 percent” de minimis rate permitted by government-wide regulation. See, e.g., 2 C.F.R. 200.414(f). Consistent with this memorandum, the Department is undertaking action to terminate all grant awards to IHEs that do not conform with this updated policy. See 2 C.F.R. 200.340(a), (b). Recipients subject to termination will receive separate notice and guidance.

    All future Department grant awards to IHEs will default to this 15 percent indirect cost rate. This system will better balance the Department’s twin aims of funding meaningful research and upholding its fiduciary duties to the American people.
