    Senate Democrats held the floor all night to oppose Russell Vought’s nomination to OMB and to slam the Trump Administration’s freeze on federal loans and grants. Vought’s radical Project 2025 would slash federal funding, and threaten the programs and services Vermonters rely on, like Medicare, Medicaid, and Social Security. As director of the OMB, Vought will be tasked with carrying out President Trump’s federal funding freeze, which is unconstitutional. Additionally, Vought is an open election denier and told Senators in his confirmation hearing he believed the 2020 election was ‘rigged.’ The Senate is expected to vote on Vought Thursday. 
    Senator Welch last week convened Vermonters to discuss how the Trump Administration’s federal funding freeze has impacted communities, families and workers across the state. The federal courts temporarily blocked the order, and on Monday extended the temporary restraining order. In addition, the court has required OMB to re-open funding currently held by the government and provide the court a compliance report by the end of the week.

    Washington, D.C. – U.S. Senators Catherine Cortez Masto (D-Nev.) and Jerry Moran (R-Kan.) introduced the Credit Incentives for Resilient Critical Utility Infrastructure and Transformers (CIRCUIT) Act to encourage the production of electric distribution transformers – devices that take high-voltage electricity from power lines and reduce it to lower voltage levels suitable for homes, businesses, and other end-users.

    The U.S. is in the middle of unprecedented demand for power transformers, which has left the energy sector uncertain about the stability of the future grid. Current production is unable to keep up with demand from new housing, data centers and more. This legislation would expand the Advanced Manufacturing Production Credit (45X) passed as part of the Inflation Reduction Act to include distribution transformers to bolster the domestic energy economy.

    “Nevada is leading the way in 21st Century energy technologies and manufacturing, and we need more distribution transformers to connect new sources of energy and power to the grid,” said Sen. Cortez Masto. “Our bipartisan legislation to boost the production of distribution transformers is critical for lowering energy costs, supporting energy resiliency, and strengthening our national security.”

  • MIL-OSI United Kingdom: A926 Emergency Gas Repair Works

    Due to emergency gas repair works, it has been necessary to close a 420-metre section of the A926 to all traffic between Rattray and Alyth at Pictfield, from 9.30am on Thursday 6 February 2025 until such times as the repairs are completed by SGN.

    Vehicles will be diverted during the closure via the A93, A923, A94 and B954. Emergency service access will be maintained throughout.  

    Unfortunately, the closure will have a significant impact on local Stagecoach bus services 57 and 57A.  Dundee and Perth bound services will operate to/from Blairgowrie Wellmeadow and will not operate via Rattray, New Alyth, and Alyth.  The operator has advised it will only be able to offer a limited shuttle bus service for Alyth to link passengers with services which will be diverted via Coupar Angus and Meigle during the closure. As a result, there will be no early morning commuter journeys or late evening service available. Please see the shuttle bus timetable (PDF, 110 KB) for further details.

    Alyth will not be served, and contract will commence from Rattray Cross (0747). Alternative arrangements have been made for pupils from Alyth on Contract XSB/011 departing Alyth Square (0740). 

    XBG/011 (Smith and Sons): Meigle – Alyth – A926 – St Stephens Primary School 

    Contract will operate A926/Thorn Farm road end – Alyth – Meigle – then diversion route via B954 – A94 – Coupar Angus – A923 to/from St Stephens Primary School. Operator/Driver to liaise with parents regarding any revised pick-up times. 

    Service 57 (Stagecoach): Dundee – Alyth – Rattray – Blairgowrie (High School) – Perth  

    Service will not operate between Meigle (0814), Alyth (0823) & Rattray for Blairgowrie High School (0850). Pupils from Alyth are requested to travel on the Contract buses they are allocated to.

    SPbGASU held Science Day for participants of the 17th All-Russian Youth Educational Forum “Young Intellectuals of Russia”. On February 5, students of grades 5–11 of educational institutions defended projects and papers, attended master classes, and got acquainted with our university.

    The forum dedicated to the Day of Russian Science is being held in St. Petersburg from February 4 to 8. Its organizers are the Interregional Multidisciplinary Center “St. Petersburg Education”, the St. Petersburg Interregional Center “Education without Borders”, higher education institutions of the Northern capital with the support of the Academy of Military Sciences, the Maritime Council under the Government of St. Petersburg, the Council of Municipalities of St. Petersburg. As Natalya Polupanova, Director of the Interregional Multidisciplinary Center “St. Petersburg Education”, said, “198 participants from 15 educational institutions of 10 cities in 6 regions of the Russian Federation arrived at the forum. This year, an unprecedented number of projects – 142, this is a record. Project defenses are traditionally held at SPbGASU.”

    The events at our university were organized by the admissions committee with the participation of the Volunteer Club, the Kirpich Student Leisure and Creativity Center, the student media center and teachers.

    On behalf of Evgeny Rybnov, the rector of SPbGASU, Dmitry Ulrikh, the dean of the faculty of engineering ecology and urban economy, greeted the young intellectuals. Dmitry Vladimirovich said that our university has been a forge of personnel for the construction industry since 1832. Each faculty has its own scientific schools. The university is waiting for the guys as students.

    The forum participants learned about the activities of student associations at our university and watched concert numbers prepared by the teams of the Student Leisure and Creativity Center “Kirpich”.

    After the official part, the guests of our university went to the university auditoriums to defend their projects. The defenses took place within the framework of the humanitarian, natural science, historical, technical, creative and philological sections. In each section, the projects were evaluated by a jury.

    The meeting of the technical section was opened by Andrey Zazykin, Dean of the Automobile and Road Faculty. Andrey Vyacheslavovich believes that the faculty he heads, which trains specialists in the field of transport and mechanical engineering, is the most technical. Transport logistics, intelligent transport systems, modeling of road traffic and interchanges, construction of roads and bridges, organization of road safety, traffic light regulation, road signs, design and operation of vehicles – all this is done at the ADF. Here they train not only specialists, but also those who know how to convey their thoughts to others, present research results, and manage a team. The Dean wished the guys not to deviate from their path and invited them to take part in the Olympiad “Transport Systems and Technologies”, for successful performance in which additional points are awarded to the Unified State Exam. Applications can be submitted until February 10.

    In the project “Computer Modeling of the Movement of Material Points” Ekaterina Antipina, a 9th-grade student of Secondary School No. 3 from Kirovograd, Sverdlovsk Oblast, examined the movement of material points in various conditions, including the influence of forces, interactions, and the environment on their trajectory. The author worked in the Blender program, which allows demonstrating physical processes in a visual form. According to Ekaterina, her project helps develop an interest in physics and deepen knowledge of the subject. “I can say with confidence that the use of computer modeling has become a powerful tool for visualizing physical concepts. This project showed how modern technologies can be used in the educational sphere,” Ekaterina said.

    The features of windy spaces between architectural objects were studied by Anton Goloshumov, a 10th-grade cadet at the Lyceum named after Major General V. I. Khismatulin (Surgut, Khanty-Mansiysk Okrug (Yugra)). Under the scientific supervision of Sergei Osipov, a physical education teacher, Anton created a model reflecting the location of houses on one of the streets of Surgut, and conducted an experiment to study the nature of the wind between them. The young researcher believes that in places where there is strong wind, it is advisable to plant trees or shrubs. And it is also undesirable to put playgrounds and billboards there.

    After defending their projects, the forum participants took a tour of the university and attended master classes.

    From quadcopter to thermal imager

    Master class “Geodetic instruments”

    The master class “Geodetic Instruments” was held by Dmitry Ditrikh, Deputy Secretary in Charge of the Admissions Committee for Work at the Faculty of Engineering Ecology and Urban Economy, Senior Lecturer of the Department of Geodesy, Land Management and Cadastre. The students learned that graduates of the department can become specialists of Rosreestr, surveyors or cadastral engineers, and also work in related specialties – after all, all construction companies welcome a diploma from SPbGASU. They also learned about the purpose of geodetic instruments: a quadcopter, a 3D scanner, a theodolite, a reflector. Under the guidance of the students, it was possible to try these instruments in action. And in the process of communication, ask the students any question about studying at SPbGASU.

    The hydraulics laboratory held a master class on “The structure and operation of pumping stations. Assembly of pressure pipelines.” Ksenia Dmitrieva, assistant of the Department of Water Use and Ecology, and Maxim Sankov, senior laboratory assistant of the department, also began the lesson with a story about what graduates do: design, build, reconstruct water supply and sewerage networks. Then they talked about the types of pipelines and connections. As a result, the guys independently assembled a pressure section of the water supply pipeline.

    At the “Operations Research Models” master class, they learned to apply mathematical models to solve practical problems. For example, how to transport goods from warehouses to stores, construction sites, or other places; how teams can rationally design objects. Lyudmila Moskalenko, associate professor of the Department of Information Systems and Technologies, suggested trying different solutions: calculating manually, writing a program, or using tools that are available on every computer.

    Associate Professor of the Department Alexander Epishkin spoke about what is happening at the Department of Construction Physics, Electric Power Engineering and Electrical Engineering, as well as about the purpose, selection and operation of electric drives in the public utilities of urban facilities at the master class “Purpose, Selection and Operation of Electric Drives in the Public Utilities of Urban Facilities”.

    Kirill Sukhanov and Ekaterina Anshukova, associate professors of the Department of Heat and Gas Supply and Ventilation, held a master class “Engineering Systems of Buildings. TIM-modeling and VR-technologies”. Participants of the master class learned about the areas of training in the department, got the opportunity to work a little in software packages in which heating and ventilation systems are designed, and visualize the obtained result using virtual reality glasses. They also studied a thermal imager and a heating device.

    Alena Fadeeva, a 10th-grade student at Secondary School No. 24 in Krymsk, Krasnodar Krai, enjoyed defending her project the most: “I enjoyed performing the most. I defended the “Molecular Cuisine” project in the natural science section for 10th–11th graders. The jury members were friendly and asked interesting questions. And I really like the appearance of the university.”

    Irina Koroleva, a biology teacher at Secondary School No. 2 in Solnechnogorsk, Moscow Region, attended such a large-scale event for the first time: “The children are captivated! As a teacher, I like that they can immerse themselves in their future profession and see how the equipment works. For children, this is practice that they will remember for the rest of their lives. Their parents are also very pleased that the children were able to visit such a wonderful place.”

    Deputy Prime Minister Alexander Novak held the first meeting of the Federal Headquarters for Gasification in 2025. The event was attended by the head of the Donetsk People’s Republic Denis Pushilin, the governor of Krasnodar Krai Veniamin Kondratyev, the governor of Stavropol Krai Vladimir Vladimirov, representatives of regional authorities, the Ministry of Energy, the Federal Antimonopoly Service, Rostekhnadzor, the Government Coordination Center, Rosreestr, the Ministry of Finance, etc.

    At the beginning of the meeting, Aleksandr Novak took part via video link in the ceremonial connection to the gas networks of the Arkhangelsk Pulp and Paper Mill (PPM) and the commissioning of the inter-settlement gas pipeline from the Novodvinsk gas distribution station (GDS) to JSC Arkhangelsk PPM in the Arkhangelsk Region. The event was also attended by the region’s governor Aleksandr Tsybulsky.

    Gasification of Arkhangelsk Pulp and Paper Mill JSC took place thanks to the commissioning of a 12 km long inter-settlement gas pipeline from Novodvinsk GRS, built as part of the gas supply and gasification development program for the Arkhangelsk Region for 2021–2025. The fuel will be used for heat and power supply of the enterprise’s capacities instead of coal and fuel oil. The total projected gas consumption by the plant will be about 550 million cubic meters per year.

    The new networks will also provide gas to the village of Zaozerye and, in the future, gasification of at least five settlements in the Primorsky and Kholmogorsky municipal districts of the Arkhangelsk region.

    “Today we are launching the gasification of a city-forming enterprise with a long history – the Arkhangelsk Pulp and Paper Mill. Its production is of strategic importance for the region, the products are supplied to the Russian market and exported to other countries. The introduction of the inter-settlement gas pipeline will also allow gasification of several settlements at once,” noted Alexander Novak.

    During the meeting of the federal headquarters, participants discussed the results of the social gasification program for 2024, plans for 2025, and the outlook up to 2030.

    According to the Ministry of Energy, as of February 5, 2025, about 2 million applications for social additional gasification have been submitted, 1.47 million of which have been accepted. The additional gasification potential is over 1.8 million households (excluding gardening non-profit partnerships (SNT)). 1.42 million contracts have been concluded for bringing gas to the boundaries of the site, more than 1.2 million of which have been fulfilled. Including about 800 thousand connections inside houses. In 2025, it is planned to connect another 150 thousand households to gas.

    The comprehensive service of gas connection within the boundaries of the plot, including the supply of in-house equipment, was provided to more than 367 thousand citizens. It was most in demand in the Voronezh Region, the Chechen Republic and the Orenburg Region (67-72% of the number of gas connections).

    The additional gasification of social and medical facilities is actively underway: 769 applications have been submitted by medical institutions, 794 by educational institutions. 476 and 448 contracts have been concluded, respectively, 335 contracts with medical institutions and 245 with educational organizations have been fulfilled up to the boundaries of the plots. Gas has been launched in 97 and 82 medical and social institutions, respectively. According to the results of the inventory, the potential for additional gasification of households in SNT is over 933 thousand units.

    Representatives of the Ministry of Energy and Gazprom Mezhregiongaz reported to the Deputy Prime Minister on the progress of transferring the social gasification program to digital platforms. Since 2022, the Connectgaz portal has been actively operating (HTTPS: //Connectgas.ru/), where you can apply for a household connection and calculate its cost, including within the boundaries of the site. There is a single portal for social gasification and an interactive map of gasification of regions, where you can track the schedule for introducing gas pipelines and the plan for connecting households and social facilities. In addition, the all-Russian hotline for gasification is successfully operating.

    Sergey Gustov, General Director of Gazprom Mezhregiongaz, reported on the operation of 1,808 memorials with Eternal Flames across the country; in 2025, in honor of the 80th anniversary of Victory in the Great Patriotic War, gas will be supplied to another 120 such sites. On the eve of Victory Day, 80 Eternal Flames will be lit simultaneously in 80 regions of Russia.

    Alexander Novak instructed to pay special attention to the implementation of modern digital technologies during social gasification in order to optimize and speed up processes.

    The Deputy Prime Minister instructed federal and regional authorities, as well as the single gas supply operator, to submit work schedules to achieve a gasification rate of 82.9% by 2030, including an assessment of the possibility of constructing and expanding gas pipeline capacities, converting boiler houses to gas, intensifying gasification of residential buildings in SNT, etc. By 2030, according to the President’s instructions, gas should be supplied to at least 1.6 million households.

    Also, the Ministry of Energy and Gazprom Mezhregiongaz, on the instructions of the Deputy Prime Minister, will analyze the cost of a comprehensive service for connecting gas within plots and in houses to increase the potential for demand.

    “The Bill from the Assembly Commission – on which all Executive parties and SDLP are represented – has a clear agenda.

    “It strips out the power for the Remuneration Board to make recommendations on MLA allowances leaving these with the Assembly Commission comprised of MLAs from the Executive plus the SDLP.

    “When it comes to MLA pay, it stipulates that the Remuneration Board “must have regard to the salaries payable to MPs, members of the Scottish Parliament, the Welsh Parliament and (bizarrely) members of both Houses of Parliament in the Irish Republic.

    “Additionally, it removes provisions which prevented former MLAs from sitting on the panel. This creates a clear conflict of interest as former MLAs benefit from the Assembly pension scheme.

    ““The practical outworking of this is that we now have the sham of MLAs claiming that nothing has been decided in terms of a pay rise while knowing full well that they have set the parameters of the legislation in such a way that a significant hike in pay is inevitable. In dictating that the Remuneration Board must take account of salaries paid to members in other legislatures – where the pay is greater than that received by MLAs currently – it is an obvious stitch up.

    “The previous Financial Review Panel was not perfect – it made some crazy decisions about not permitting MLA office phone numbers on office signs for example – but to propose such radical change is totally unwarranted. While the Assembly was determined to avoid a vote this week, TUV – having forced a public debate on the issue – will ensure that amendments are tabled which if passed will derail the bonanza pay deal for Northern Ireland’s underworked MLAs. Should the amendments not be passed the public will have opportunity to pass their verdict on those who oppose them.

    “Many people will draw their own conclusions from the fact that while there is a distinct lack of legislation on the issues which matter to the public, MLAs have been able to find the time to construct a Bill of this nature in their own selfish interests. What a telling commentary on one year of devolution!”

    Nuclear energy is a costly and toxic distraction from the clean, green renewables investment that we badly need to make, says the Scottish Greens’ climate spokesperson, Mark Ruskell MSP.

    Mr Ruskell’s comments come as the Labour Party has doubled down on its support for the nuclear industry.

    Mr Ruskell said:

    “Nuclear energy is no solution to the climate crisis, and it is staggering that the Labour Party is so determined to double down on it.

    “New Nuclear energy would be a massive backwards step. It is a toxic and costly distraction from the clean, green renewable investment that we badly need to make.

    “It is unsafe, unreliable and will not do anything to lower the obscene bills that households across our country are being hit with. The last thing we should be doing is throwing billions of pounds at it.

    “Scotland has amazing potential in clean renewable energy, but it requires the political will to meet it. It is that green investment that can help us to tackle the climate emergency, drive down energy prices and cut our reliance on fossil fuels.”

    Meet the team at the Rhinelander, Wisconsin field office!

    The USGS Upper Midwest Water Science Center (UMid) Rhinelander Field office is our Northern most field office within UMid’s Central Data section servicing Northern Wisconsin. Our office is co-located with the US Forest Service office, in Rhinelander, WI.

    Our team consists of five employees, who cooperatively work to conduct field work and scientific investigations in the Northern WI.

    The Rhinelander staff are Hydrologic Technicians Ryan Jirik, Jarvis Kaderlik, Brandon Nelson, and Biologists Eric Dantoin and Patrik Perner.

    The Rhinelander office operates 42 real-time gages which span Northern Wisconsin. The Technician’s focus is primarily related to the collection and processing streamflow data. We also monitor several sites for continuous water quality, groundwater stage, and we routinely perform discrete water quality sampling. Biologists, manage, analyze, and advise scientific investigations throughout Umid, with a focus on Northern Wisconsin and Tribal Partners.

    Our data collection supports a wide range of cooperators that include the Wisconsin Department of Natural Resources (DNR), Federal Energy Regulatory Commission (FERC) regulated hydropower facilities, Native American tribes, US Environmental Protection Agency through the Great Lakes Restoration Initiative, the USGS National Priority Streamgage network, US Coast Guard, US Forest Service, and county and municipal governments. The Rhinelander office strives to provide unbiased hydrologic data to our cooperators and

     the public.

    Most of our field work occurs in rural and some remote areas, allowing Technicians to enjoy Northern Wisconsin and all its beauty. Biologists are involved in many different disciplines, allowing them to get to know many employees from across Umid and other partners to help serve the mission of unbiased scientific data collection.

  • MIL-OSI United Kingdom: Time to act on UK’s expiring trade remedy measures

    Some UK anti-dumping and anti-subsidy measures will expire in 2026. Affected UK producers can apply for an expiry review if they want the measures to be kept.

    In 2026, some anti-dumping and countervailing trade remedy measures that currently defend UK businesses from unfair trading practices will expire. The window for affected domestic producers to apply for an expiry review has now opened.

    The period for industry to request an expiry review for the measures listed below runs from January 2025 to end October 2025. We are already contacting the industries affected by the measures, but producers should be ready to consider now if they will request an expiry review to TRA.

    The measures that expire in January 2026 cover the following goods:

    • Welded steel tubes and pipes
    • Rainbow trout
    • Biodiesel
    • Glass fibre
    • Wire rods

    UK producers of these goods that believe the expiry of these measures could lead to a resurgence of dumping or subsidisation that would cause injury to their industry can apply for an expiry review. To complete the application process, producers will need to provide sufficient evidence that allowing the measures to lapse would be likely to result in continued or recurring harm to their business.

    Requests for expiry reviews for the measures listed above must be submitted between January and October 2025. Interested UK producers should consider if they need to act now to ask the TRA to investigate if there is a case for extending the measure.

    If a request is not submitted between January to October 2025 for these measures, this would result in the relevant measure expiring automatically in January 2026 and potentially leave domestic producers vulnerable to imports at unfair prices.

    The TRA ‘s Pre-Application Office offers support in explaining the review process, reviewing submitted information, and checking draft applications and requests for reviews. The TRA operates as an independent body, so it cannot source information or complete applications on behalf of industry members.

    For those looking to understand the expiry review process further, comprehensive guidance is available online. This resource is designed to help UK producers understand the necessary steps to submit a successful application and ensure that their interests are adequately protected in the face of potentially unfair trading practices.

    All UK producers who have a current trade remedy measure protecting their goods can keep up to date with the expiry date of their measure and when the expiry window opens using the Trade Remedies Service. The TRA will publish information on other measures that will expire as the expiry window approaches, specifying the deadlines when producers must submit any request for an expiry review.

    The UK’s steel safeguard measure which covers certain steel products also ends in summer 2026. Unlike anti-dumping and anti-subsidy measures, it cannot be renewed or extended. Any relevant UK producers who would like to know more about the options available to protect their industry should contact the TRA’s Pre-Application Office.

    Under the agreement, following completion of the facility’s retrofitting, aRobotics Company will manage the construction of certain non-nuclear elements crucial to the design and operation of NANO Nuclear’s four reactors in development: ZEUS, ODIN, LOKI MMRTM and KRONOS MMRTM. This includes leading the development and fabrication of custom sensors and equipment needed to evaluate demonstration components. Additionally, aRobotics will support NANO Nuclear’s ongoing SBIR Phase III project for its Annular Linear Induction Pump (ALIP) technology, a key enabling technology within NANO Nuclear’s suite of advanced nuclear energy systems.

    A single wind turbine spinning off the U.S. Northeast coast today can power thousands of homes – without the pollution that comes from fossil fuel power plants. A dozen of those turbines together can produce enough electricity for an entire community.

    The opportunity to tap into such a powerful source of locally produced clean energy – and the jobs and economic growth that come with it – is why states from Maine to Virginia have invested in building a U.S. offshore wind industry.

    But much of that progress may now be at a standstill.

    One of Donald Trump’s first acts as president in January 2025 was to order a freeze on both leasing federal areas for new offshore wind projects and issuing federal permits for projects that are in progress.

    The order and Trump’s long-held antipathy toward wind power are creating massive uncertainty for a renewable energy industry at its nascent stage of development in the U.S., and ceding leadership and offshore wind technology to Europe and China.

    As a professor of energy policy and former undersecretary of energy for Massachusetts, I’ve seen the potential for offshore wind power, and what the Northeast, New York and New Jersey, as well as the U.S. wind industry, stand to lose if that growth is shut down for the next four years.

    Expectations fall from 30 gigawatts by 2030

    The Northeast’s coastal states are at the end of the fossil fuel energy pipeline. But they have an abundant local resource that, when built to scale, could provide significant clean energy, jobs and supply chain manufacturing. It could also help the states achieve their ambitious goals to reduce their greenhouse gas emissions and their impact on climate change.

    The Biden administration set a national offshore wind goal of 30 gigawatts of capacity in 2030 and 110 gigawatts by 2050. It envisioned an industry supporting 77,000 jobs and powering 10 million homes while cutting emissions. As recently as 2021, at least 28 gigawatts of offshore wind power projects were in the development or planning pipeline.

    With the Trump order, I believe the U.S. will have, optimistically, less than 5 gigawatts in operation by 2030.

    That level of offshore wind is certainly not enough to create a viable manufacturing supply chain, provide lasting jobs or deliver the clean energy that the grid requires. In comparison, Europe’s offshore wind capacity in 2023 was 34 gigawatts, up from 5 gigawatts in 2012, and China’s is now at 34 gigawatts.

    What the states stand to lose

    Offshore wind is already a proven and operating renewable power source, not an untested technology. Denmark has been receiving power from offshore wind farms since the 1990s.

    The lost opportunity to the coastal U.S. states is significant in multiple areas.

    Trump’s order adds deep uncertainty in a developing market. Delays are likely to raise project costs for both future and existing projects, which face an environment of volatile interest rates and tariffs that can raise turbine component costs. It is energy consumers who ultimately pay through their utility bills when resource costs rise.

    The potential losses to states can run deeper. The energy company Ørsted had estimated in early 2024 that its proposed Starboard Offshore Wind project would bring Connecticut nearly US$420 million in direct investment and spending, along with employment equivalent to 800 full-time positions and improved energy system reliability.

    Massachusetts created an Offshore Wind Energy Investment Trust Fund to support redevelopment projects, including corporate tax credits up to $35 million. A company planning to build a high-voltage cable manufacturing facility there pulled out in January 2025 over the shift in support for offshore wind power. On top of that, power grid upgrades to bring offshore wind energy inland – critical to reliability for reducing greenhouse gas emissions from electricity – will be deferred.

    Technology innovation in offshore wind will also likely move abroad, as Maine experienced in 2013 after the state’s Republican governor tried to void a contract with Statoil. The Norwegian company, now known as Equinor, shifted its plans for the world’s first commercial-scale floating wind farm from Maine to Scotland and Scandinavia.

    Sand in the gears of a complex process

    Development of energy projects, whether fossil or renewable, is extremely complex, involving multiple actors in the public and private spheres. Uncertainty anywhere along the regulatory chain raises costs.

    In the U.S., jurisdiction over energy projects often involves both state and federal decision-makers that interact in a complex dance of permitting, studies, legal regulations, community engagement and finance. At each stage in this process, a critical set of decisions determines whether projects will move forward.

    The federal government, through the Department of Interior’s Bureau of Offshore Energy Management, plays an initial role in identifying, auctioning and permitting the offshore wind areas located in federal waters. States then issue requests for proposals from companies wishing to sell wind power to the grid. Developers who win bureau auctions are eligible to respond. But these agreements are only the beginning. Developers need approval for site, design and construction plans, and several state and federal environmental and regulatory permits are required before the project can begin construction.

    Trump targeted these critical points in the chain with his indefinite but “temporary” withdrawal of any offshore wind tracts for new leases and a review of any permits still required from federal agencies.

    Jobs and opportunity delayed

    A thriving offshore wind industry has the potential to bring jobs, as well as energy and economic growth. In addition to short-term construction, estimates for supply chain jobs range from 12,300 to 49,000 workers annually for subassemblies, parts and materials. The industry needs cables and steel, as well as the turbine parts and blades. It requires jobs in shipping and the movement of cargo.

    To deliver offshore wind power to the onshore grid will also require grid upgrades, which in turn would improve reliability and promote the growth of other technologies, including batteries.

    Taken all together, an offshore wind energy transition would build over time. Costs would come down as domestic manufacturing took hold, and clean power would grow.

    While environmental goals drove initial investments in clean energy, the positive benefits of jobs, technology and infrastructure all became important drivers of offshore wind for the states. Tax incentives, including from the Inflation Reduction Act, now in doubt, have supported the initial financing for projects and helped to lower costs.

    It’s a long-term investment, but once clear of the regulatory processes, with infrastructure built out and manufacturing in place, the U.S. offshore wind industry would be able to grow more price competitive over time, and states would be able to meet their long-term goals.

    The Trump order creates uncertainty, delays and likely higher costs in the future.

    Today (Thursday, 6 February) UK Government Scotland Office Minister Kirsty McNeill spoke at the NFU Scotland conference in Glasgow.

    Good morning everyone, thank you for inviting me to be here with you today. I’d like to thank Martin Kennedy for that kind introduction and congratulate him for his work in leading the NFUS as he finishes his term as your President.

    I’d also like to start with a huge thanks for your dedicated work in continuing to produce, gather and distribute top quality food across the whole of the UK. But more than that, thank you to all farmers and crofters for the central role you play in our national life and heritage in Scotland.

    Despite countless challenges – not least the famous Scottish climate – farmers continue to work tirelessly, day after day, to feed the United Kingdom, and further afield.

    And be in no doubt, the UK Government will continue to do our part in supporting Scottish farmers and crofters, who form such a central part of our rural and island communities.

    Of course, the majority of environmental policy is devolved, with agriculture policy fully devolved. We will continue to respect the devolution settlement and strengthen relations with the Scottish Government as part of our ongoing resetting of relations.

    But there is much we can and are doing for farming and rural communities more broadly through our Plan for Change to turbo-charge economic growth and deliver a decade of national renewal and opportunity for all.

    Now, let’s be real. I know what you want to ask me about today. And I know that you’re angry. So I’m not going to shy away from a conversation about APR. But I do want to contextualise it. It’s the job of the NFU to make the case for your members. And it’s the job of the UK Government to listen, yes, but to also take a broad and long term view, balancing competing perspectives.

    And the facts are these. The UK Government’s Autumn Budget last year delivered the largest settlement for the Scottish Government in the history of devolution.

    The Chancellor announced on 30 October an additional £1.5 billion for the Scottish Government to spend in this financial year, and an additional £3.4 billion in the next.

    The Scottish Government will be able to allocate this record funding to devolved areas, including agriculture and rural communities. And that does mean your interests will be weighed alongside other devolved policy areas – that’s devolution in action. But I hope you will also see the benefit to your members of this record investment we’ve made available for Scotland’s public services. Because you know better than anyone that our farming communities are too often the ones with the worst access to NHS services. Public transport is sparse or non-existent. Cuts to schools and local services often hit your families harder than those in our big cities. I’m proud of this investment into the Scottish Government and I hope you will come to be too.

    And where policy is reserved, such as in relation to immigration or international trade, we will help support the industry through continuous engagement and development of policy. This is how devolution should work, and we are determined that it does.

    Our new Food Strategy will deliver clear long-term outcomes that create a healthier, fairer, and more resilient food system. We will work together with the Scottish government to complement the progress that they have already made in this area.

    Russia’s illegal invasion of Ukraine sent shock waves across the global supply chain, and the price of fertilisers and energy bills skyrocketed. That is one reason why we have launched our Clean Power 2030 Action Plan. By sprinting towards clean, homegrown energy, we will protect our energy security from international shocks, create thousands of good quality jobs, tackle climate change and drive down bills for good.

    We are taking some bold steps, including by setting up Great British Energy. This new, homegrown energy company – headquartered here in Scotland – will provide a catalyst for new, clean energy projects across the UK.

    Unpredictable weather has been causing floods and droughts as the climate continues to change, directly impacting crop production and, consequently, your profits. This hits particularly hard in areas that are less favourable for farming, and there are many of these in Scotland.

    This industry is resilient. I am in awe of everyone in this room who contributes to our food security, our rural and island communities and the growth of the UK economy. But let me make one thing clear – this Government does not take your resilience and adaptability for granted.

    My own constituency of Midlothian is dotted with farms and farmers, many of whom I have had the pleasure of meeting both as I campaigned, and in my first proud months as their representative in Parliament.

    I know that there is no substitute for meeting people in the places they live and work, on their terms. I have carried this principle into my first months as a Minister in the Scotland Office. On one of my very first ministerial visits last year I met with Lucy and Pete Grewar, who own Sheriffton Farm in Perthshire.

    I was there to discuss their challenges in finding staff to help pick their broccoli, and made a promise to come back with a Home Office ministerial colleague to visit Scotland to hear about these issues directly. I was thrilled that we were able to do that earlier this week when alongside NFUS representatives, Seema Malhotra, the Minister for Migration and Citizenship, and I visited a soft fruit farm in Aberdeenshire.

    Whilst on the farm, Seema and I had further discussion with the owners and NFUS about the Seasonal Workers; Visa scheme and how labour shortages impact their work, but also the need to drive economic growth and encourage domestic workers to take up these vital jobs.

    I also had similarly frank and productive conversations with crofters on the Isle of Lewis. We will continue to engage with you, and I will continue to invite my UK Government colleagues to come up to Scotland and hear directly from rural communities what they need.

    I value every single one of these visits as it gives me the opportunity to really hear from the people who are directly impacted by Government policy, and who also help us achieve our goals of food security, sustainability, Net Zero, economic growth, and countless others.

    And I just want to reassure you that I really listen in these conversations and I do, personally, read everything that I am sent in follow up. So if you have evidence you want me to read, stories you want me to hear or places you want me to visit I give you my word: you will always get a hearing from me. Just be in touch.

    Now there are four areas of UK Government policy that I want to focus on in the time I have left.

    Firstly, inheritance tax.

    This Government was forced to make many difficult decisions when it came into power due to our own challenging inheritance of the £22 billion financial black hole in public finances left by the previous Conservative administration.

    We could have just ignored it. We could have kicked the problem down the road. But when we stood for election we promised to take the hard choices head on. We needed to act.

    I know many of you in this room don’t agree with how we responded and feel let down. So I want you to hear in my own words, as someone who represents farmers right across my own constituency, why the Government made this decision.

    Under the current system, APR and BPR have granted 100% relief since 1992 on business and agricultural assets. However, this is heavily skewed towards the very wealthiest landowners and business owners.

    According to the latest data from HMRC, 40% of agricultural property relief is claimed by just 7% of UK estates making claims. That means that just 117 estates across the UK were claiming over £200 million of relief in 2021-22.

    Unfortunately, we also know that the reality today is that buying agricultural land is one of the most well-known ways to avoid inheritance tax.

    This has artificially inflated the price of farmland, locking younger farmers out of the market.

    None of this is either fair or sustainable. That is why we are reforming how agricultural and business property relief work. From April 2026, relief will be targeted in a way that still maintains significant tax relief while supporting the public finances, and protecting working people.

    I would like to thank Martin and his colleagues at NFUS for their helpful engagement with myself and the Secretary of State for Scotland, Ian Murray, on this issue. I am grateful for the dialogue we have had and will continue to have.

    We have had a disagreement, not a falling out – a difference of opinion on one question should not – must not – prevent us from talking about all the others. And talking is what we will continue to do. We will continue to engage with stakeholders in meetings like this and on farms, and we will continue to strengthen relations with the Scottish Government, respecting the fact that agriculture policy is devolved. 

    That’s why in the coming months the Scotland Office will host a food and farming roundtable where we will invite the industry and the Scottish Government to sit together and discuss these important issues. This will allow us to keep these conversations going.

    Now I would like to further address the devolved agriculture budget.

    I appreciate the vital role Scottish agriculture plays in rural communities and the economy in Scotland. The Secretary of State for Scotland wrote to the Defra Minister for Rural Affairs and Food Security outlining this prior to the Autumn Budget.

    And at the Budget, Defra announced the biggest budget for sustainable food production and nature recovery in history. This included £620m for Scotland for 2025-2026, baselined from last year. This is an above-population share, and the ringfence was removed to respect the devolution settlement – meaning it is for the Scottish Government to determine how they support farmers and rural communities with the public services they rely on.

    But we did not stop there. We wanted to address the issues rural communities face holistically – and the Autumn Budget delivered on that.

    The fuel duty freeze extension means that rural communities who depend on cars, vans and tractors will be able to save more of their income.

    The Budget also gave the go ahead for rural growth deals in Scotland, such as for Argyll and Bute, creating hundreds of jobs and countless opportunities for rural and island communities there.

    We recognise how important it is for rural areas, especially in Scotland, to have the same broadband connectivity and opportunities as the rest of the UK, so we announced in the Budget last year an additional £500 million for Project Gigabit and the Shared Rural Network.

    Next I would like to touch on seasonal workers, referred to earlier.

    While we are not currently considering a Scotland-only visa, this Government knows how important securing the right workforce is to the agri-food chain. This includes skilled jobs such as butchers and vets and temporary roles, such as seasonal horticulture harvesting and poultry processing jobs.

    Underlining the government’s commitment to the horticultural and poultry industry, the Seasonal Worker visa route has been confirmed for 2025, with a total of 43,000 Seasonal Worker visas available for horticulture and 2,000 for poultry next year.

    This will help the sector secure the labour and skills needed to bring high quality British produce, including strawberries, rhubarb, turkey and daffodils to market.

    In addition, Defra published the 2023 Seasonal Workers Survey report on 21 October 2024. 

    The survey showed that the vast majority of respondents reported a positive experience from their time in the UK and 95% expressed a desire to return. This excellent feedback reflects so well on farmers and the vibrancy of rural communities.

    When I visited a Perthshire farm weeks into office, the clearest thing I heard was that Scotland’s farmers wanted a hearing at the Home Office – I promised then that I’d try to bring a Home Office minister to Scotland to hear from farmers directly and that’s a promise kept. Just two days ago I was in a farm in Aberdeenshire with Seema Malhotra, the immigration minister, hearing about how seasonal worker rules could be made to work better for you. The door is always open and so are our minds – we want an ongoing relationship with a practical focus on getting things done.

    -And finally, just let me say something on future trade deals.

    Supporting farmers will always be a priority for this Government. We have been clear we will protect farmers from being undercut by low welfare and low standards in trade deals.

    We will continue to maintain our existing high standards for animal Health and food hygiene, ensuring that imported products comply with our domestic standards and import requirements.

    We are committed to developing a trade strategy that will support economic growth and promote the highest standards of food production.

    The UK has a network of sixteen agrifood and drink attachés around the world who break down market access barriers, create new export opportunities and protect existing trade. Our attachés work closely with Scottish Development International’s global network on delivering market access / export opportunities for Scotland.

    Promoting Scotland internationally through initiatives such as Brand Scotland – a new initiative led by my department backed by three quarters of a million pounds of funding – is a priority for this Government, and these export opportunities are an excellent way to do that.

    In addition, we will seek to negotiate a Sanitary and Phytosanitary agreement with the EU to reduce trade frictions, boost trade and deliver significant benefits on both sides.

    I want to reiterate my commitment to you that this Government will do everything it can to support you, listen to you and advocate for you, to ensure we not only protect but also maximise the potential of this incredible industry.

    Let me end by saying that it has been the honour of my life to serve as MP of Midlothian since July of last year, so I am here today telling you that I will fight for you as a Minister, but I also understand the views of my constituents. Many of them have the same concerns as you.

    Many of them are either farmers themselves, or live in a rural community where farming is a crucial backbone.

    And I want to assure you I understand your importance is more than the material benefits you bring – important though that is. Alongside farming, tourism and heritage are also in my portfolio. I treasure Scotland’s vibrant national museums, and the National Museum of Rural Life is no different – it’s a beautiful, living tribute to Scottish farming and rural life.

    Every time I visit, I can feel the importance of farming to the Scottish identity. I know that all you want is to be able to do what you are good at, what you love.

    It is my duty and that of this Government to ensure you have everything you need to do that, to protect your place in this extremely important endeavour. I promise you we will not let you down. It’s just too important.

    Director General Rafael Mariano Grossi met with President Volodymyr Zelensky and assessed damage to energy infrastructure vital for nuclear safety during his 11th visit to Ukraine since the military conflict began almost three years ago, as part of the ongoing efforts of the International Atomic Energy Agency (IAEA) to help prevent a nuclear accident.

    Before his meetings with President Zelensky and senior government officials in Kyiv on Tuesday, the Director General travelled to one of the substations on which Ukraine’s nuclear power plants (NPPs) depend to receive the off-site power needed to cool their reactors and for other essential nuclear safety and security functions and also to transmit the electricity they generate.

    In recent months, Ukraine’s operating NPPs – Khmelnytskyy, Rivne and South Ukraine – have several times been forced to reduce power output because of widespread military activities affecting the electricity grid, in which the substations form a key part. Most recently, Ukraine informed the IAEA that the NPPs temporarily lowered their production on 1 February before returning to nominal power again.

    “The reason that this is so important, from the perspective of the IAEA, is because of the influence of this situation on the safety of the nuclear power plants’ operation,” Director General Grossi told journalists at the substation, which is among several such facilities that were further damaged and degraded in recent months.

    “This compromises the nuclear safety of a power plant, and it could eventually lead to an accident,” he said, noting the importance of a stable electricity grid for the nuclear safety and security of NPPs. “Having an external power supply is essential”.

    IAEA expert teams have travelled to nine different electrical substations across the country seen as critical for nuclear safety and security, including the one visited by Director General Grossi on 4 February. Five of these substations have been visited twice during IAEA missions in September, October and December 2024, with the teams observing a continued degradation at several facilities.

    During their visits to the substations, the IAEA teams collect information, assess the situation and provide technical advice.

    “The situation is quite dire. We should not, I think, hide the fact. And as you can see behind us, this infrastructure has been degraded,” Director General Grossi said, standing next to a visibly damaged autotransformer.

    Director General Grossi also noted the work conducted at this and other Ukrainian substations to help “preserve the stability of the grid”, for example by replacing damaged transformers.

    In his meetings with President Zelensky, Minister of Foreign Affairs Andrii Sybiha and Minister of Energy German Galushchenko, Director General Grossi also discussed progress in Ukraine’s plans to purchase equipment from the interrupted Bulgarian NPP project in Belene for new reactor units being constructed at the Khmelnytskyy NPP. The IAEA is providing technical support and nuclear safety advice for this plan, Director General Grossi said.

    At Ukraine’s NPPs over the past week, the IAEA teams based there have continued to report on indications of military activities near the sites, constant reminders of the potential risks to nuclear safety and security.

    At Ukraine’s Zaporizhzhya NPP, the team heard multiple instances of explosions on most days, some very close to the plant. There were no reports of damage to the site.

    Following the disconnection of the ZNPP’s only available 750 kilovolt (kV) power line on 29 January, it was reconnected on 1 February. As a result, the site once again has two external power lines available – including one 330 kV – compared with a total of ten before the conflict.

    The IAEA teams at the Khmelnytskyy, Rivne and South Ukraine NPPs and the Chornobyl site continued to report daily air raid alarms. The teams at Khmelnytskyy, South Ukraine and Chornobyl were also informed of drones being detected in locations near the sites.

    At the South Ukraine NPP, a 750 kV power line that was disconnected on 29 January due to military activities remains unavailable.

    Natural gas-fired generating plants in the United States can be categorized by different ownership type, which can influence where individual plants are located, as well as how they operate and even the way fuel is purchased. Those different owners, through the investments they have made, have been instrumental in making natural gas the single-largest source used to generate electricity in the United States, with a 43% share of both capacity and energy output. EIA collects data for the different ownership types of natural gas-fired power plants.

    Electric utility companies currently own 53% of the U.S. natural gas generation fleet. These companies primarily operate natural gas-fired plants to generate power that serves customers on their own distribution systems. Because natural gas-fired plants are dispatchable, or readily able to turn on and off, they are instrumental with helping electric utilities meet instantaneous demand from customers.

    Independent power producers (IPPs) own 39% of the U.S. natural gas generation fleet. An IPP is an entity that owns and operates facilities that generate power for bulk sale and use by others. Also known as merchant plants, facilities owned by IPPs mostly have been built in regions that support competitive wholesale markets.

    Industrial and commercial firms operate natural gas-fired power plants mostly to meet energy requirements at their manufacturing facilities. This group of plants is much smaller, making up only about 8% of the U.S. natural gas generation fleet. Plants that provide excess energy to the power grid, also known as combined-heat-and-power (CHP) plants, make up a share of these facilities.

    Changing ownership patterns

    The share of generation by different types of owners of natural gas-fired power plants has changed over time. When natural gas-fired generation began its growth spurt in the late 1990s, plants owned by IPPs accounted for most annual generation, or around 60%. IPPs were early entrants in the natural gas power sector because few of them owned other types of generating capacity, such as coal-fired or nuclear facilities. They were the leading investors for installing the new natural gas turbine technology that had become available at this time.

    By the middle of the next decade, the split in ownership type began to shift more to electric utility companies, which began using more natural gas to replace coal-fired generating plants that were being retired. The shift was driven by electric utilities deciding to build their own natural gas-fired power plants, accompanied by purchasing existing facilities owned by IPPs.

    Even though electric utilities took the lead in natural gas-fired generation by 2017, both sectors have registered steady growth in natural gas-fired power generation through 2023. The increases were the result of increasing domestic supply of natural gas and relatively low prices associated with the fuel. In addition, the dispatchable nature of natural gas-fired power plants has become more valuable because they are needed to support system reliability given the rising amounts of intermittent sources of power on the grid from wind and solar projects.

    Changes in electric utility regulations have also driven changes in ownership of natural gas-fired generating plants. Most IPP-owned natural gas-fired plants were located in regions where the grid is managed by an Independent Service Operator (ISOs) or a Regional Transmission Organization (RTOs). Natural gas-fired plants owned by IPPs are also mostly located in states that at one time or another had retail choice. Under retail choice, most customers can select an electric provider other than their local electric utility. Natural gas-fired power plants owned by electric utilities are spread evenly across the country.

    Natural gas-fired plants owned by IPPs are mostly in the northeastern United States, as well as in parts of Texas and California. Most states in the rest of the country have some form of rate regulation, where electric utilities operate their own fleet of natural gas-fired plants.

    Price differences for natural gas by owner type


    IPPs historically have paid lower prices for natural gas than plants owned by electric utilities, largely because of their geographic distribution. Data from Form EIA-923, Power Plant Operations Report, show that IPP-owned plants paid an average of $2.80 per million British thermal units (MMBtu) for their natural gas in 2023 compared with $3.85/MMBtu for plants owned by electric utilities. Electric utilities generally have been paying more for natural gas delivered to their plants for at least a decade. Only during periods when market prices for natural gas spiked did IPP-owned plants pay more.

    Geography likely accounts for most of the difference in prices. Most of the IPP-owned natural gas-fired plants are situated in the northeast United States and in Texas, where there is immediate access to substantial natural gas production. In the Northeast, increasing gas production has been coming from the Marcellus and Utica shale formations, while in Texas multiple areas such as the Permian Basin have been boosting output. Another driver is that most IPPs largely operate in grids managed by ISOs and RTOs where competition among generating sources can be greater. In these instances, there is a desire to secure natural gas at lower prices to remain competitive. Actions to mitigate costs may include procuring a certain amount of natural gas under long-term contracts versus the spot market.

    The Immingham Green Energy Terminal application has today been granted development consent by the Secretary of State for Transport.

    The project comprises a new liquid bulk import terminal and associated processing facility, the purpose of which is to deliver a green hydrogen production facility. Imported ammonia will be stored and processed at the site to create green hydrogen, for onward transport to filling stations throughout the UK. Key project infrastructure comprises; a new approach trestle, jetty superstructure and topside infrastructure; and land side processing infrastructure. 

    The application was submitted to the Planning Inspectorate for consideration by Associated British Ports on 21 September 2023 and accepted for examination on 19 October 2023.  

    Following an examination during which the public, statutory consultees and interested parties were given the opportunity to give evidence to the Examining Authority, recommendations were made to the Secretary of State on 6 November 2024.   

    This is the 54th transport application out of 148 applications examined to date and was again completed by the Planning Inspectorate within the statutory timescale laid down in the Planning Act 2008.   

    Local communities continue to be given the opportunity of being involved in the examination of projects that may affect them. Local people, the local authority and other interested parties were able to participate in this six-month examination.   

    The Examining Authority listened and gave full consideration to all local views and the evidence gathered during the examination before making its recommendation to the Secretary of State.  

    The decision, the recommendation made by the Examining Authority to the Secretary of State for Transport and the evidence considered by the Examining Authority in reaching its recommendation are publicly available on the project pages of the National Infrastructure Planning website.

    HONOLULU – Artists are invited to submit entries to the DLNR Division of Forestry and Wildlife (DOFAW) for the 2025-26 Hawaiʻi Wildlife Conservation and Game Bird Stamp annual art contest. The wildlife conservation stamp is a requirement for Hawai‘i state hunting licenses and the game bird stamp is required for anyone intending to hunt game birds. Both stamps will also be available to stamp collectors.

    Game Bird Stamp – Erckel’s Francolin (Pternistis erckelii). Native to Ethiopia and Sudan, the Erckel’s spurfowl was introduced to Hawaiʻi in 1957 as a game bird. At about 16 inches long, they are brown with white streaky spots and distinct chestnut-colored feathers on the top of their heads, with white throats. Often in upland dry grasslands, they scare easily and hide from view and prefer running away rather than flushing. Listen for their loud laughing cackle, especially in the morning. They are located on the islands of Hawaiʻi, Lānaʻi, Oʻahu, and Kaua‘i.

    Wildlife Conservation Stamp – Manu-o-Kū (White “Fairy” Tern) (Gygis alba), a Hawaiian urban-community forest bird. 2025 is the Year of Our Community Forests, collections of trees in the wao kanaka, or inland region where people  live, learn and play. Community forests include trees in our neighborhoods, yards, parks, schools and along our streets. They give us gathering places, shade, air to breathe, food to eat, wood for carving, leaves for weaving and flowers for lei.

    The Manu-o-Kū is a perfect representation of our native wildlife that utilizes the urban-community forests for habitat, breeding, nesting and rearing their young. Manu-o-Kū breed on oceanic islands, both on low-lying coralline sand islands and high volcanic islands. They do not build nests; eggs are laid on whatever suitable depression is found. Nest sites include volcanic pinnacles, cliffs, rocky slopes, large bushes or trees, as well as man-made structures.

    ENTRY REQUIREMENTS

     

    SETTING: Hawai‘i habitat

     

    SIZE: Completed painting with a maximum of 24” by 36” and unframed (to be reduced to 1” X 1.5” stamp)

     

    MEDIUM: Oil or acrylic preferred

     

    ENTRY: Completed oil or acrylic painting or an 8.5” X 11” photo/print/photocopy of a completed painting.

     

    DEADLINE: All entries must be received by April 05, 2025. Notification of the winner will be made later in April.

     

    SHIPPING FEE: All paintings sent must be accompanied by a $35.00 fee to cover the cost of returning the artwork. You must visit the Administration office to pick up your artwork if a check is not included. Checks are to be made payable to the DLNR. Otherwise, a photo, print, or photocopy of an original painting may be sent without fee (see application form).

    PAYMENTS: The winner will receive a maximum award of $1,000.

    Funds from Hawai‘i Wildlife Conservation Stamp sales go into the state Wildlife Revolving Fund to support wildlife populations and habitats and to manage the state’s hunting and non-game programs.

    Last year, revenues from both stamps were used to cover some of the costs of maintaining hunting units and to add game bird and game mammal hunting opportunities where possible. Proceeds from the sale of wildlife conservation stamps will also provide funds for salaries, the annual lease rental of the Lānaʻi Cooperative Game Management Area, and support wildlife diversity programs.

     “Space sector reforms have unlocked India’s Commercial Potential in Space,” says Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions while answering an unstarred question in Rajya Sabha, today.

    NewSpace India Limited (NSIL), a Public Sector Enterprise (PSE) under Department of Space and the commercial arm of ISRO incorporated during March 2019, is responsible for carrying out end-to-end commercial space business on a demand driven approach and has the mandate to enhance the participation of Indian Industries in space related activities.

    The  achievements of the NSIL are as follows:

    • NSIL undertook its 1st Demand Driven Communication satellite mission named GSAT-N1 [GSAT-24] for meeting Direct-To-Home (DTH) needs. The satellite was successfully launched on 23rd June 2022, and it has commenced its operational services.
    • NSIL undertook its 2nd Demand Driven Communication satellite mission, GSAT-N2 [GSAT-20], for meeting Broadband service needs. The satellite was successfully launched on 19th November 2024 and the satellite is presently undergoing in-orbit testing and commissioning operations.
    • As on date, NSIL has successfully launched of 124 International and 3 Indian customer satellites on-board PSLV, LVM3 and SSLV.
    • NSIL is currently owning/ operating 15 in-orbit communication satellites and providing space-based services to various Indian users for meeting their DTH, VSAT, TV, DSNG, IFMC, Broadband and other applications need.
    • NSIL has been disseminating Earth Observation satellite data to global customers since May 2023.
    • As part of Mission Support services, NSIL has provided Eleven (11) Launch Vehicle Tracking Supports and Nine (9) Launch and Early Orbit Phase (LEOP) and Telemetry Tracking and Command (TTC) supports to Indian and International Customers including one Deep Space Mission Support.
    • Towards transfer of ISRO developed Technologies to Indian Industry, NSIL has signed 75 Technology Transfer Agreements.
    • NSIL is closely working with Indian and global customers to build Communication and Earth Observation Satellites for meeting their service needs.

    Dr. Singh Informed that NSIL will be undertaking its 3rd Demand Driven Communication Satellite Mission, GSAT-N3, for meeting S-Band communication needs of Indian Governmental users. GSAT-N3 satellite is proposed to be launched during Q1 of 2026.

    NSIL signed contract with M/s HAL [Lead Partner of M/s HAL and L&T consortia] for End-to-End production of 5 Nos. of Polar Satellite Launch Vehicle (PSLV). The 1st fully Indian Industry manufactured PSLV is envisaged to be launched during Q2 of 2025.

    Dr. Jitendra Singh shared that in the coming years, NSIL would strive to further expand its commercial space business in all domains including in the area of building satellites and launch vehicles; providing launch services; establishing ground segment; providing space-based services using communication and earth observation satellites; mission support services and transfer of ISRO developed technologies to Indian industries. Some of the major business projects that NSIL is envisaging is building several communication satellites on demand driven model, exploring strategies to realise LVM3 rockets through Indian Industry under PPP mode of partnership to commercially exploit the emerging global launch service market, enabling private Indian industries in building several earth observation satellites etc.

    Lauding the Space Sector Reforms announced by the Government during June 2020, as part of “Unlocking India’s potential in Space Sector”, Dr. Singh said, “It has enabled NSIL to undertake missions in a Demand Driven Model for effective commercial exploitation. In addition, efforts of NSIL to build operational launch vehicles of ISRO viz., PSLV, LVM3 and SSLV through Indian Industry would further boost the Indian Industrial sector to grow to the level wherein Indian industry could End-to-End manufacture rockets. The Minister of State for Space, further stated that efforts of NSIL to transfer ISRO developed technologies to Private players would help in enriching the Space ecosystem in the country and raise India’s share in the commercial Global Space Market.

    The Minister of State for DoPT, Dr. Jitendra Singh highlighted the steps undertaken by the government as mentioned below-

    i. Systemic improvements and reforms to provide transparent citizen-friendly services and reduce corruption. These, inter alia, include: a) Disbursement of welfare benefits directly to the citizens under various schemes of the Government in a transparent manner through the Direct Benefit Transfer initiative. b) Implementation of E-tendering in public procurements. c) Introduction of e-Governance and simplification of procedure and systems. d) Introduction of Government procurement through the Government eMarketplace (GeM).

     ii. Discontinuation of interviews in recruitment of Group ‘B’ (Non-Gazetted) and Group ‘C’ posts in Government of India.

     iii. Invocation of FR-56(j) and AIS(DCRB) Rules, 1958 for retiring officials from service in public interest whose performance has been reviewed and found unsatisfactory.

     iv. The All India Services (Disciplinary and Appeal) Rules and Central Civil Services (Classification, Control and Appeal) Rules have been amended to provide for specific timelines in the procedure related to disciplinary proceedings.

    v. The Prevention of Corruption Act, 1988 has been amended on 26.07.2018. It clearly criminalizes the act of giving bribe and will help check big ticket corruption by creating a vicarious liability in respect of senior management of commercial organizations.

    vi. Central Vigilance Commission (CVC), through various orders and circulars recommended adoption of Integrity Pact to all the organizations in major procurement activities and to ensure effective and expeditious investigation wherever any irregularity/misconduct is noticed.

    vii. The institution of Lokpal has been operationalised by appointment of Chairperson and Members. Lokpal is statutorily mandated to directly receive and process complaints as regards alleged offences against public servants under the Prevention of Corruption Act, 1988. In addition, the CVC as an apex integrity institution has adopted a multi-pronged strategy and approach to combat corruption, which encompasses punitive, preventive and participative vigilance.

    (c): The Whistle Blowers Protection Act, 2014 (No. 17 of 2014) has been notified on 12th May 2014. In terms of provision of sub-section (3) of section 1 of the Act, the provisions of the Act shall come into force on such date as the Central Government may, by notification in the Official Gazette, appoint. No such notification has been made by the Government for the reason that the Act required amendments aimed at safeguarding against disclosures affecting sovereignty and integrity of India, Security of the State, etc., before it is brought into force. The government introduced the Whistle Blowers Protection (Amendment) Bill, 2015 in the Lok Sabha on 11th May 2015 which was passed by the Lok Sabha on 13th May 2015 and transmitted to the Rajya Sabha. The Bill has since lapsed upon the dissolution of the Sixteenth Lok Sabha.

    Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh stated that approximately 36.7% of the samples were collected from rural, 32.2 % were from urban and 31.1 % were from the tribal populations while answering the unstarred question in Rajya Sabha, today.

    Dr. Jitendra Singh affirmed that In the Genome India project, equitable representation from rural, urban and tribal population was ensured.

    The S&T minister also highlighted that in order to achieve this goal, the researchers involved in GenomeIndia project faced some challenges, as outlined below.

    • Geographic Accessibility: Reaching tribal remote regions to collect samples and gather data from these populations was difficult task.
    • Cultural and Socioeconomic Barriers: Overcoming socioeconomic and cultural barriers and convincing such populations for their participation in the project was challenging.
    • Lack of Awareness and Education: Rural and tribal populations are not having sufficient awareness of the benefits of genetic research, that led to misunderstandings about its purpose and value. Educating and convincing such populations was hard.
    • Data Representation and Bias: Rural and tribal populations were not easily accessible and on the contrary, urban populations were often more accessible and had greater awareness. Hence, removal of bias by ensuring participation of appropriate proportions of all types of populations was important.
    • Logistical Constraints: Insufficient accessibility to state-of-art healthcare infrastructure, laboratories, and skilled professionals in isolated regions made it challenging to collect samples and conduct blood parameter assessments.

    Dr. Jitendra Singh further informed that the GenomeIndia Team followed pre-planned strategies to overcome various challenges. He stated, “Nearby logistics hubs were established for sample transportation, and laboratories were approached in advance to prepare resources for handling a higher number of samples.”

    Additionally, partnerships with local healthcare institutions were formed to streamline data collection and improve accessibility. The involvement of local leaders and community representatives in interactions with rural and tribal populations helped mitigate cultural and socioeconomic barriers, build trust, and promote greater participation from these communities.

    Outreach programs and community engagement initiatives were conducted to raise awareness about the importance of genetic studies and assure participants of data confidentiality, dispelling myths and clarifying the goals of the GenomeIndia Project. Moderated campaigns were organized to ensure balanced inclusion of diverse groups. Logistic constraints in isolated regions were effectively handled through systematic planning, he added.

    With an objective to strengthen India-UK cooperation on hydrogen standardization through Green Hydrogen Production & Regulations, Bureau of Indian (BIS), in collaboration with BSI (British Standards Institution) and the UK Government’s Foreign, Commonwealth & Development Office (FCDO), hosted a two-day India-UK Standards Partnership Workshop on Green Hydrogen in New Delhi.

    The India-UK Standards Partnership Workshop on Green Hydrogen marks a milestone in fostering international cooperation for achieving clean energy transitions. It serves as a testament to the importance of knowledge exchange, standardization, and innovation in building a sustainable hydrogen market, said Ms. Abbey Dorian, Energy Sector Lead at BSI during the workshop.

    She said, “India and the UK have a shared ambition to become leaders in green hydrogen, supporting the goal of a net zero future.

    The event is a part of a schedule of wider activity, through the UK Government’s Standards Partnership programme which aims to increase the use of international standards in India to accelerate growth, attract investment and enhance trade. The event emphasises on safe, scalable & globally harmonized Regulations, Codes and Standards (RCS). The event was also focused at adoption of fast-track PAS (Publicly Available Specification) standards & global hydrogen certification.

    The programme also strengthens BIS’s efforts under the National Green Hydrogen Mission. It helped identify gaps in standards, explore new areas, and connect with experts. Insights from global best practices will enhance India’s certification, testing, and standardization, supporting a sustainable and competitive green hydrogen economy.

    The event witnessed insightful deliberations by policymakers, technical experts, and industry leaders from India and the United Kingdom. The workshop was inaugurated by Mr. Rajiv Sharma, Deputy Director General (Standardization-I), BIS, Ms. Laura Aylett, Head of Climate and Energy (British High Commission) and Ms. Abbey Dorian, Energy Sector Lead, BSI, underscoring the shared vision of India and UK to foster innovation and sustainability in the green hydrogen sector.

    The Ministry of Development of North Eastern Region (MDoNER) hosted the North East Trade and Investment Roadshow in Chennai today. The roadshow evoked strong interest from potential investors who are eager to explore opportunities in the North Eastern States. The event was attended by the Hon’ble Minister, Ministry of Development of North Eastern Region & Ministry of Communications, Shri Jyotiraditya M. Scindia, alongwith Pu Lalnghinglova Hmar, Hon’ble Minister of Sports & Youth Services, Government of Mizoram, senior officials from MDoNER, North Eastern Council and North Eastern States.

    Hon’ble Minister, MDoNER mentioned that Hon’ble Prime Minister emphasized North East as India’s Asthalakshmi, a key economic asset poised for rapid industrialization. He highlighted the major development initiatives in the infrastructure sector that have taken place in the North Eastern Region under the leadership of Hon’ble Prime Minister during the last 10 years, inter-alia, including expanding air, road and rail connectivity, waterways etc. Hon’ble Minister MDoNER stated that each of the eight states of the North East embodies unique strengths, resources and opportunities, making this region an invaluable asset in India’s growth story. From its rich cultural diversity to its natural beauty and strategic location, the North Eastern Region holds immense potential to emerge as one of the country’s leading economic powerhouses. Its proximity to Southeast Asia also positions the North Eastern Region as a gateway to South East Asian countries, aligning perfectly with India’s Act East Policy. He also highlighted the potential of North Eastern States in various sectors such as Tourism & hospitality, Agri and allied industries, healthcare, entertainment & sports, infrastructure & logistics, IT & ITeS, Textiles, Handloom & Handicrafts, energy etc. He assured investors that the region’s youth, high literacy rates, and abundant natural resources make it an ideal destination for investment. Hon’ble Minister expressed his admiration for Chennai, calling it a “thriving IT powerhouse and a cradle of economic growth for India”. He acknowledged the city’s rich heritage, cutting-edge technology, and robust industrial ecosystem, drawing parallels between Chennai’s potential and North East India’s emerging economic landscape. Highlighting the North East India’s strengths in agriculture, food processing, tourism, and manufacturing, he urged Chennai’s entrepreneurs to invest in these sectors. He also underlined that North East holds 38% of India’s bamboo resources which offers great opportunity to furniture industry of Chennai. Further, the large untapped hydrocarbon reserves and hydropower generation potential of the North Eastern Region waiting to be harnessed. In his concluding remarks he invited investors to the North Eastern Region and play a key role in shaping the future of the region.

    Hon’ble Minister of Sports & Youth Services, Govt. of Mizoram in his address highlighted Mizoram’s immense investment opportunities despite being a small state with a population of just 11 lakh. He stated that with 55% of its land under horticulture, Mizoram produces GI-tagged ginger and chillies, along with mandarin oranges, papaya, and dragon fruit, offering significant potential in agriculture and food processing. The State is rich in bamboo cultivation, which still remains largely untapped. He also underlined that Mizoram is also positioning itself as a sports powerhouse and is aligned with India’s 2036 Olympic vision. Mizoram has also produced top sportspersons, therefore, the sports sector has great potential for investment. He also urged investors to explore other sectors such as tourism, infrastructure, food processing etc. for investment in the State of Mizoram.

    Shri Chanchal Kumar, Secretary, MDoNER in his address highlighted the immense investment potential of the North East, calling it a hub of innovation, cultural heritage, and economic opportunity. With breathtaking landscapes and a thriving tourism sector, the region has become increasingly attractive for investors. He highlighted that over the last 10 years, connectivity of the region has been transformed whether it is road, rail, air, water, and digital. The region’s economic growth has outpaced the national average, making it an ideal destination for businesses. Further, the North Eastern States have tailored, attractive policies aligned with the Central Government to encourage investment. He informed that Government has identified eight tourism sites to be developed as model tourist destinations across each of the North Eastern States through PPP mode.  He also underlined that IT & ITeS sector is growing faster in the North Eastern Region. Further, the agriculture and allied sectors offers unique products with immense economic potential. He stated that UNNATI scheme launched by Government of India provides attractive incentives for investment in the North Eastern Region. He also mentioned that with trilateral highways and the Kaladan project, the North East is set to become a key hub for medical tourism, catering to over 60 million people from neighbouring countries. The single-window system across the North Eastern States ensures ease of doing business. He urged the investors to visit, explore, and partner in North East India’s transformation.

    Shri Shantanu, Joint Secretary, MDoNER, in his address on advantage North East and Opportunities for Investment and Trade emphasized that North Eastern Region has rich untapped potential. He informed that during the last 10 years there is a remarkable improvement in connectivity to the North Eastern Region whether it’s air, rail, road or waterways. Over the past decade, the government has successfully completed numerous pending projects, benefiting local communities and millions of people through various schemes/initiatives. He stated that North East Region’s enabling infrastructure, strategic connectivity, higher working age population and an english-speaking workforce, makes it ideal for businesses targeting Southeast Asian markets.  He also highlighted the opportunities in the region in various sectors like IT & ITES, Healthcare, Agri and allied, Education & Skill Development, Sports & Entertainment, Tourism & Hospitality, Infrastructure and logistics; Textiles, Handlooms and Handicrafts and Energy. He stated that with ample opportunities across multiple sectors, North East India welcomes investors to explore its vast potential and be part of its growth journey.

    The representative of Department for Promotion of Industry and Internal Trade (DPIIT), under the Ministry of Commerce & Industry, gave a detailed presentation on the UNNATI Scheme, providing attendees with a comprehensive understanding of its benefits and associated incentives. He underlined that the UNNATI Scheme aims to boost industrialisation and economic growth in North East India. The scheme offers incentives to attract investors and manufacturing companies, supports the ‘Act East Policy,’ and promotes domestic manufacturing and services to reduce import dependence and enhance exports.

    Senior officials representing the North Eastern States shared actionable insights about the emerging opportunities across various sectors. The Chennai roadshow drew strong participation from industry leaders, further reinforcing the investment appeal of North East India. The event also featured several B2G meetings, providing investors with a platform to discuss their investment plans in the North Eastern Region.

    The Chennai roadshow concluded on a positive note, with participants expressing keen interest in exploring collaborative ventures in the North Eastern Region. The event not only fostered meaningful dialogue but also laid the groundwork for future partnerships, driving economic growth and sustainable development in the region. The event marked another milestone in a series of successful roadshows across India and showcased the untapped potential of North East India.
