    The Government has released the independent Advisory Group’s report on the 384 projects which applied to be listed in the Fast-track Approvals Bill, and further detail about the careful management of Ministers’ conflicts of interest, Infrastructure Minister Chris Bishop says.

    Independent Advisory Group Report

    The full report has now been published by the Ministry for the Environment. It provides the full list of the 384 projects that applied to be listed in the Fast-track Approvals Bill, and the Advisory Group’s recommendation for each project.

    “The Bill, as introduced, was going to contain two lists of projects with significant national or regional benefits: Projects listed in Schedule 2A of the Bill were intended to be ready to start the Fast-track consenting process as soon as the Bill passed into law, while the listing of a project in Schedule 2B confirmed that project’s national or regional benefits when it eventually sought Ministerial approval to enter the Fast-track consent process,” Mr Bishop says.

    “As we said when we released the list of projects last Sunday, the independent Advisory Group recommended to Ministers a total of 342 projects for inclusion in the Bill. Cabinet chose to include 149 of them after taking into account the capacity from expert panels to assess these projects.

    “When Ministers received the Advisory Group’s report it was clear that, because so many projects were suitable for 2A, having a separate list for Schedule 2B was unnecessary. The Government therefore proposes to amend the Bill to remove 2B.

    “Narrowing down the projects from the total of 342 recommended by the Advisory Group to the 149 which will be listed in the Bill wasn’t easy. The makeup of the final list is not a reflection of the quality of projects which weren’t chosen in the end, nor is it a sign that any future application to the Fast-track process for these projects would be unsuccessful.”

    Identification and management of conflicts of interest

    During the policy development process, Ministers sought advice on any conflict of interest matters from the Cabinet Office and management plans were put in place as appropriate. 

    “The Ministers for Infrastructure, Transport and Regional Development were delegated authority to determine which projects were to be listed in the Bill,” Mr Bishop says.

    For efficiency, Ministers each assessed specific sectors for listing:
      

    • As Minister of Infrastructure I assessed the Housing and Land Development, and Infrastructure projects (excluding transport and energy) 
    • the Minister of Transport assessed the Transport and Energy projects 
    • the Minister of Regional Development assessed the mining, quarrying and aquaculture and farming projects.    

    “In considering the projects recommended for inclusion in the schedule to the Fast-track Approvals Bill, Ministers were mindful of the need to manage any actual or perceived conflicts of interest between our pecuniary, personal or constituency interests and our ministerial responsibilities.  

    “Accordingly, we made arrangements with the Prime Minister’s agreement such that, where one of us identified a conflict of interest with a project, that Minister took no part in the consideration of that project and instead transferred their Ministerial responsibilities relating to that project to another Minister in accordance with section 7 of the Constitution Act 1986.  

    “Minister Jones identified conflicts of interest with eight projects and Minister Potaka was the Acting Minister of Regional Development in relation to consideration of those projects. Those projects were those submitted by:

    • Te Aupouri Fisheries Management Ltd 
    • James Murray Aquaculture Ltd
    • Taharoa Ironsands Ltd (3 projects)
    • Kings Quarry Ltd
    • Katikati Quarries Ltd
    • Matamata Metal Supplies

    “I identified one project with a potential conflict of interest due to a possible perception of having publicly advocated for it previously, and out of an abundance of caution I transferred the decision to Minister Brown. That project was Winton Land Limited’s Sunfield development in Auckland.”

    “It is important to note that these transfers applied only to the relevant Ministers’ decision-making responsibilities outlined above. Transfers were not required if conflicts of interest were identified in relation to projects for which that Minister did not have sector responsibility.

    “Once delegated Ministers had made decisions, the final list of projects was considered by Cabinet Committee and Cabinet. Ahead of those meetings, Ministers reviewed their interests and declared any conflicts of interest in relation to any of the listed projects.

    “Ministers who declared an interest with a particular project left the room for any discussion at Cabinet Committee or Cabinet relating to that project.”

    Today, Governor Roy Cooper traveled to Marshall in Madison County on Thursday morning where he was joined by Mayor Aaron Haynie as well as FEMA and state officials to survey storm damage. Following this visit, the Governor joined EPA Administrator Michael Regan to assess water infrastructure damage and discuss federal support to rebuild water systems in Western North Carolina.

    “Today I traveled to Marshall and the Madison County Emergency Operations Center, met with residents, first responders, soldiers and business owners and again saw how they are working together with local, state and federal officials to recover and rebuild,” said Governor Cooper. “I also surveyed sites with EPA Administrator Michael Regan where work is happening to restore clean drinking water and we discussed streams for federal funds that are needed to build back these systems stronger than ever. We’ll continue our unprecedented response with our federal, state, local and non-profit partners to surge resources where they’re needed in Western North Carolina.”

    In Marshall, the Governor was joined by FEMA Region 4 Administrator Robert Samaan, NCDPS Secretary Eddie Buffaloe, NCDOT Secretary Joey Hopkins and NCDEQ Secretary Mary Penny Kelley. During the Governor’s travels to Haywood and Buncombe counties with Administrator Regan, he visited an EPA mobile command center that provides a space for first responders and scientists to direct field activities, a mobile drinking water lab that is designed to help local and state governments lift boil water advisories and the North Fork Water Treatment Plant to review operations in the wake of the storm.

    Goods and services continue to flow into impacted communities through state, federal and local partners. The North Carolina National Guard and the Joint Task Force- North Carolina have assisted thousands of people who needed rescue, evacuation and other assistance.

    North Carolina National Guard and Military Response

    More than 3,500 Soldiers and Airmen are now working in Western North Carolina. Joint Task Force- North Carolina, the task force led by the North Carolina National Guard is made up of Soldiers and Airmen from 12 different states, two different XVIII Airborne Corps units from Ft. Liberty, a unit from Ft. Campbell’s 101st Airborne Division, and numerous civilian entities are working side-by-side to get the much-needed help to the citizens in western North Carolina.

    National Guard and military personnel are operating 29 aviation assets and more than 1,200 specialized vehicles in Western North Carolina to facilitate these missions. The U.S. Army Corps of Engineers is helping to assess water and wastewater plants and dams. Residents can track the status of the public water supply in their area through a website launched on Saturday.

    FEMA Assistance

    More than $70 million in FEMA Individual Assistance funds have been paid so far to Western NC disaster survivors and more than 143,000 people have registered for Individual Assistance. Approximately 1,250 households are now housed in hotels through FEMA’s Transitional Sheltering Assistance. Federal partners have delivered approximately 10 million liters of water and approximately 7.8 million meals in North Carolina to support both responders and people living in the affected communities.

    1,000+ FEMA staff are in the state to help with the western North Carolina relief effort. In addition to search and rescue and providing commodities, they are meeting with disaster survivors in shelters and neighborhoods to provide rapid access to relief resources. They can be identified by their FEMA logo apparel and federal government identification.

    The Major Disaster Declaration requested by Governor Cooper and granted by President Biden now includes 27 North Carolina counties (Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mecklenburg, Mitchell, Polk, Rutherford, Swain, Transylvania, Watauga, Wilkes and Yancey) and the Eastern Band of Cherokee Indians.

    North Carolinians can apply for Individual Assistance by calling 1-800-621-3362 from 7am to 11pm daily or by visiting www.disasterassistance.gov, or by downloading the FEMA app. FEMA may be able to help with serious needs, displacement, temporary lodging, basic home repair costs, personal property loss or other disaster-caused needs.

    Help from Other States

    More than 1,400 responders from 36 state and local agencies have performed 125 missions supporting the response and recovery efforts through the Emergency Management Assistance Compact (EMAC). This includes public health nurses, emergency management teams supporting local governments, veterinarians, teams with search dogs and more.

    Beware of Misinformation

    North Carolina Emergency Management and local officials are cautioning the public about false Helene reports and misinformation being shared on social media. NCEM has launched a fact versus rumor response webpage to provide factual information in the wake of this storm. FEMA also has a rumor response webpage.

    Food, Water and Commodity Points of Distribution

    Efforts continue to provide food, water and basic necessities to residents in affected communities, using both ground resources and air drops from the NC National Guard. More than 20,000 hot meals a day are being prepared and served by mobile kitchens. Food, water and commodity points of distribution are open throughout western North Carolina. For information on these sites in your community, visit your local emergency management and local government social media and websites or visit ncdps.gov/Helene.

    Missing Persons

    To report a missing person or request non-emergency support, please call NC 211 or 1-888-892-1162 if calling from out-of-state. NC 211 also has a registry page for missing persons and welfare check requests.

    Shelters

    A total of 16 shelters are open in Western North Carolina serving 695 people and 95 pets.

    Storm Damage Cleanup

    If your home has damages and you need assistance with clean up, please call Crisis Cleanup for access to volunteer organizations that can assist you at 844-965-1386.

    Power Outages

    Across Western North Carolina, approximately 90,000 customers remain without power as of Tuesday, down from a peak of more than 1 million. Overall power outage numbers will fluctuate up and down as power crews temporarily take circuits or substations offline to make repairs and restore additional customers.

    Road Closures

    Travel remains dangerous, with hundreds of roads closed. Many of these roads are primary routes connecting the region. As connectivity and reporting measures improve, these number may increase.

    NCDOT is asking people to avoid unnecessary travel to or in Western North Carolina. NCDOT has posted at ncdot.gov an interstate detour map for travelers to avoid western N.C. NCDOT currently has approximately 2,100 employees and 1,100 pieces of equipment working on approximately 6,000 damaged road sites.

    Fatalities

    Ninety-one storm-related deaths have been confirmed in North Carolina by the Office of Chief Medical Examiner. We expect that this number will continue to rise over the coming days. The North Carolina Office of the Chief Medical Examiner will continue to confirm numbers twice daily. If you have an emergency or believe that someone is in danger, please call 911. To report that you have been unable to reach a person in Western North Carolina, please call 211.

  • MIL-Evening Report: Why hurricanes like Milton in the US and cyclones in Australia are becoming more intense and harder to predict

    Tropical cyclones, known as hurricanes and typhoons in other parts of the world, have caused huge damage in many places recently. The United States has just been hit by Hurricane Milton, within two weeks of Hurricane Helene. Climate change likely made their impacts worse.

    In Australia, the tropical cyclone season (November to April) is approaching. The Bureau of Meteorology this week released its long-range forecast for this season.

    It predicts an average number of tropical cyclones, 11, are likely to form in the region. Four are expected to cross the Australian coast. However, the risk of severe cyclones is higher than average.

    So what does an average number actually mean in our rapidly changing climate? And why is there a higher risk of intense cyclones?

    The bureau’s forecast is consistent with scientific evidence suggesting climate change is likely to result in fewer but more severe tropical cyclones. They are now more likely to bring stronger winds and more intense rain and flooding.

    Climate change is making prediction harder

    Our knowledge of tropical cyclones and climate change is based on multiple lines of evidence globally and for the Australian region. This work includes our studies based on observations and modelling.

    The bureau’s seasonal outlook in recent years has assumed an average of 11 tropical cyclones occurring in our region (covering an area of the southern tropics between longitudes 90°E and 160°E). It’s based on the average value for all years back to 1969.

    However, for the past couple of decades the annual average is below nine tropical cyclones. In earlier decades, it was over 12. This long-term downward trend adds to the challenge of seasonal predictions.

    The most recent above-average season (assuming an average of 11) was almost 20 years ago, in the 2005–06 summer with 12 tropical cyclones. Since then, any prediction of above-average tropical cyclone seasons has not eventuated.

    El Niño and La Niña influences may be changing too

    Historical observations suggest more tropical cyclones tend to occur near Australia during La Niña events. This is a result of warm, moist water and air near Australia, compared with El Niño events. The shifting between El Niño and La Niña states in the Pacific region is known as the El Niño-Southern Oscillation (ENSO).

    Such events can be predicted with a useful degree of accuracy several months ahead in some cases. For example, the US National Oceanic and Atmospheric Administration (NOAA) has forecast:

    La Niña is favored to emerge in September–November (71% chance) and is expected to persist through January–March 2025.

    Based on that, one might expect a higher-than-average number of tropical cyclones for the Australian region. However, the ENSO influence on tropical cyclones has weakened in our region. It’s another factor that’s making long-range predictions harder.

    The bureau’s ENSO outlook is somewhat closer to neutral ENSO conditions, based on its modelling, compared to NOAA’s leaning more toward La Niña. The bureau says:

    Should La Niña form in the coming months, it is forecast to be relatively weak and short-lived.

    The bureau’s prediction of an average number of tropical cyclones this season is broadly consistent with its prediction of close-to-average ENSO conditions.

    So what does this all mean for this cyclone season?

    If we end up getting an average Australian season for the current climate, this might actually mean fewer tropical cyclones than the historical average. The number might be closer to eight or nine rather than 11 or 12. (Higher or lower values than this range are still possible.)

    However, those that do occur could have an increased chance of being category 4 or 5 tropical cyclones. These have stronger winds, with gusts typically exceeding 225km per hour, and are more likely to cause severe floods and coastal damage.

    If we end up getting more than the recent average of eight to nine tropical cyclones, which could happen if NOAA predictions of La Niña conditions eventuate, that increases the risk of impacts. However, there is one partially good news story from climate change relating to this, if the influence of La Niña is less than it used to be on increasing tropical cyclone activity.

    Another factor is that the world’s oceans are much warmer than usual. Warm ocean water is one of several factors that provide the energy needed for a tropical cyclone to form.

    Many ocean heat records have been set recently. This means we have been in “uncharted waters” from a temperature perspective. It adds further uncertainty if relying on what occurred in the past when making predictions for the current climate.

    Up-to-date evidence is vital as climate changes

    The science makes it clear we need to plan for tropical cyclone impacts in a different way from what might have worked in the past. This includes being prepared for potentially fewer tropical cyclones overall, but with those that do occur being more likely to cause more damage. This means there are higher risks of damaging winds, flooding and coastal erosion.

    Seasonal prediction guidance can be part of improved planning. There’s also a need for enhanced design standards and other climate change adaptation activities. All can be updated regularly to stay consistent with the best available scientific knowledge.

    Increased preparedness is more important than ever to help reduce the potential for disasters caused by tropical cyclones in the current and future climate.

  • MIL-OSI China: China builds huge underground transparent sphere to trap ‘ghost particles’

    China has constructed the world’s largest transparent spherical detector 700 meters underground to capture elusive neutrinos, often dubbed “ghost particles,” to unravel the secrets of the infinitesimally small and the infinitely vast in the universe.
    The 12-story-tall acrylic sphere with a diameter of 35.4 meters, buried deep in a granite layer of a hill in Kaiping, Jiangmen City in south China’s Guangdong Province, is the core part of the Jiangmen Underground Neutrino Observatory (JUNO), a gigantic and complex scientific facility.
    The construction of the challenging project, launched by the Chinese Academy of Sciences (CAS) and the Guangdong government in 2015, has entered the final stage. Installation of the entire device is expected to be completed by the end of November, and the full operation of the facility is scheduled for August 2025, according to the Institute of High Energy Physics (IHEP) of the CAS, the project’s leading institution.
    As one of the world’s most powerful experiments to uncover neutrino mystery, JUNO is expected to operate for at least 30 years. The observatory is designed to help scientists better understand the neutrino mass hierarchy by detecting reactor neutrinos from the nearby Yangjiang and Taishan nuclear power plants with an unprecedented 3 percent energy resolution, said Wang Yifang, chief scientist of JUNO and head of the IHEP.
    Understanding the neutrino mass hierarchy could have huge implications for physical models of the universe and for the research on cosmic evolution, said Wang.
    The facility will also help scientists conduct other cutting-edge studies such as observing supernova, atmospheric and solar neutrinos.

  • MIL-OSI China: New lab to fill gap in deep-sea R&D capability

    The world’s first joint deepwater laboratory for wind, waves and currents, under construction in Dalian, Liaoning province, is expected to fill a gap in China’s research and development capabilities in deep-sea engineering, experts said.

    The laboratory is part of the Deep-Sea Engineering Innovation Experimental Base project, which is a key initiative by Dalian University of Technology (DUT) to establish a global deep-sea engineering center.

    DUT said the laboratory is poised to provide top-notch research and development conditions and high-quality technical services for critical needs such as deep-sea oil and gas resource development, nearshore renewable energy utilization and major transoceanic infrastructure construction.

    Covering 16,000 square meters with a building area of 8,100 sq m, the project commenced construction last November and is scheduled for completion by the end of 2026.

    Key features include a 50-meter-long, 30 m wide, and 10 m deep comprehensive deep-sea engineering test pool, an 87.6 m long, 39.5 m wide and 19 m high vertical wind tunnel and an integrated office building.

    Currently, the main body of the deep-water pool, excavation support for the massive foundation pit and roof-topping of the office building have been completed.

    Sun Bowen, on-site manager of the project from China Construction Industrial and Energy Engineering Group Co Ltd, highlighted the challenges of the deep foundation pit excavation and support for the pool structure.

    “Next, we will focus on conducting water pool deformation observations and continuing the construction of the main structure of the office building, aiming to complete all main structures by the end of the year,” Sun said.

    Jointly funded by DUT and China Three Gorges Corp, the project will create an innovative platform integrating ocean hydrodynamics experiments, marine structural analysis, offshore renewable energy development, and fluid dynamics.

    It will feature a deep-sea test pool simulating a comprehensive ocean environment, catering to needs such as deep-sea mineral extraction simulations.

  • MIL-OSI China: China gets most orders for green ships

    China captured over 70 percent of global orders for green vessels and achieved full coverage across all mainstream ship types during the first three quarters of 2024, according to statistics released by the Ministry of Industry and Information Technology on Thursday.

    Propelled by advancements in green technologies and innovation, Chinese shipyards saw new orders surge 51.9 percent year-on-year to 87.11 million deadweight tons between January and September, accounting for 74.7 percent of the global total, the MIIT data showed.

    Meanwhile, the country’s shipbuilding output reached 36.34 million dwt, up 18.2 percent on a yearly basis, making up 55.1 percent of the world’s total.

    Hu Tieniu, a researcher at the Marine Design & Research Institute of Shanghai Jiao Tong University, said that the notable growth underscores China’s commitment to advancing sustainable shipbuilding practices, catering to an increasing global demand for eco-friendly vessels.

    Chinese shipbuilders have made significant strides in incorporating green technologies, enhancing the industry’s competitiveness and solidifying the nation’s position as a leading shipbuilding powerhouse on the world stage, said Yu Mengsa, a researcher at China Ship Scientific Research Center in Wuxi, East China’s Jiangsu province.

    The latest data also revealed that among 18 major ship types, such as container ships and oil tankers, China ranked first in new orders with 14 of them during the nine-month period. Shipyards across the country have already surpassed their business targets for the year, driven by a surge in market demand.

    For example, Shanghai-based Hudong-Zhonghua Shipbuilding (Group) Co Ltd, a subsidiary of China State Shipbuilding Corp, or CSSC, delivered 17 commercial vessels from January to September, with a record-breaking delivery of eight liquefied natural gas carriers anticipated by the end of this year.

    “With 34 new ship orders secured, we have reached 200 percent of the annual target for this year, and our production schedules are now projected to extend through to around 2030,” said Weng Hongbing, the group’s president.

    Cao Bo, deputy director at the statistics and information department of the Beijing-based China Association of the National Shipbuilding Industry, said that in response to changes in the new supply and demand environment, green transformation has become a core trend in the global shipbuilding industry.

    “Confronted with new requirements for emission reductions, shipping companies, leading shipyards and major energy companies have begun to lead, provide, or invest in a variety of solutions,” said Cao.

    Energy-efficient, environmentally friendly vessel designs and a range of power options, including methanol, ammonia and hybrid systems, are gradually maturing or rapidly progressing toward commercialization, he added.

    China’s shipbuilding industry accelerated its green transformation in 2023. Orders for LNG- and methanol-powered green vessels have grown rapidly, with breakthroughs also achieved in zero-carbon vessel orders, including ships equipped with electric and hybrid systems or powered by hydrogen fuel. New orders for green-powered ships accounted for 57 percent of the global market share, data from the MIIT showed.

    Fueled by green technologies and high value-added vessels, Jiangsu province exported a diverse range of vessels valued at 69.27 billion yuan ($9.78 billion) in the first eight months of this year, achieving a 75.1 percent year-on-year increase, data from Nanjing Customs shows.

    Early this week, models of five 40,000-metric ton self-unloading bulk carriers were unveiled at the research and development unit of CSSC Chengxi Shipyard Co Ltd in Jiangyin, Jiangsu province, providing a design and manufacturing foundation for upcoming new builds.

    Huang Gang, a manager of the company’s sales unit, said that self-unloading bulk carriers differ from conventional bulk carriers as they are high-value, customized vessels that offer exceptional unloading efficiency and adaptability to various ports and sea conditions. Equipped with built-in unloading arms, these ships can extend and unload autonomously.

    For instance, a single unloading system can achieve a discharge rate of over 5,500 tons per hour, meaning a 26,000-ton self-unloading bulk carrier can be unloaded within five hours, while a standard bulk carrier would typically require two to three days to complete the same task.

    Energy Resources Aotearoa welcomes the refreshing pragmatism in the Government’s Policy Statement (GPS) to the Electricity Authority.
    The GPS says mitigating climate change is not the job of the Electricity Authority, and Minister Brown has made it clear that the Authority should take a “fuel agnostic” approach to the electricity sector.
    Chief Executive John Carnegie says, “This is a welcome dose of pragmatism and the direction we need as we transition to a low-carbon electrified economy.
    This winter highlighted that we still need thermal generation to ensure a secure energy system.
    “We must keep our options open with facilities like Genesis’ Huntly Power Station, which can generate energy from domestic gas, coal, and biomass” Carnegie says.
    The GPS also says that the Government will not intervene in the wholesale market as this “can undermine incentives on market participants to manage their risks properly, chilling hedging and new investment leading to increased scarcity, more periods of high prices and reduced security. We couldn’t agree more”.
    The statement clarifies that the Electricity Authority must refrain from favouring one form of fuel or technology over another, something we have consistently advocated for over the last five years. Carnegie says it is great to see the government agree with Energy Resources’ Aotearoa’s long-standing position on fuel and technology agnosticism. 
    If thermal generation is cheaper than renewable alternatives, we should use it. It also says that the Emissions Trading Scheme with carbon pricing should be the mechanism for addressing climate change.
    Carnegie says, “This is a welcome departure from ideologically driven policy, which contorted our largely renewable energy system into a vehicle for reducing emissions. Right now, thermal generation is a necessary part of our generation mix, and it is great that the government acknowledges this. 
    “Now we need the right regulatory and market conditions to encourage the development of gas-fired peaking plants and the fuel we so badly need to keep the lights on.”

    Mr. Chair, Prime Minister Siphandone, thank you for your warm welcome and congratulations on your leadership of ASEAN this year. 
     
    Distinguished leaders of ASEAN,
     
    Excellencies,
     
    Ladies and gentlemen,
     
    For nearly six decades, the family of South-East Asian countries has blazed a path of collaboration.
     
    Every day, you grow more integrated, dynamic and influential.
     
    And our ASEAN-UN partnership is growing ever stronger, too and it is today a strategic partnership from the UN point of view.
     
    The ASEAN-UN Plan of Action is making important progress across the political, security, economic and cultural fronts.
     
    I am particularly grateful for the important contribution of ASEAN members to our peacekeeping operations.
     
    Allow me to express my total solidarity with the Indonesian delegation. Two Indonesian peacekeepers [serving in Lebanon] were wounded by Israeli fire. We are together with you and the Indonesian people at this time.
     
    I also welcome your work on the preparation of the Community Vision 2045.
     
    This region has always been about looking ahead.
     
    And so is the Pact for the Future, adopted last month at the United Nations.
     
    We need to keep looking ahead.  
     
    Let me point to four key areas. 
     
    First, connectivity — your theme for the year.
     
    We start with a fundamental objective: technology should benefit everyone.
     
    Across Southeast Asia, broadband and mobile internet connectivity has soared. Yet the digital divide persists. 
     
    And a new divide is now with us — an Artificial Intelligence divide. 
     
    Every country must be able to access and benefit from these technologies.
     
    And every country should be at the table when decisions are made about their governance.
     
    The Pact for the Future includes a major breakthrough — the first truly universal agreement on the international governance of Artificial Intelligence that would give every country a seat at the AI table.
     
    It also calls for international partnerships to boost AI capacity building in developing countries.
     
    And it commits governments to establishing an independent international Scientific Panel on AI and initiating a global dialogue on its governance within the United Nations.
     
    Second, finance. 
     
    International financial institutions can no longer provide a global safety net – or offer developing countries the level of support they need.
     
    The Pact for the Future says clearly: we need to accelerate reform of the international financial architecture.
     
    To close the financing gap of the Sustainable Development Goals. 
     
    To ensure that countries can borrow sustainably to invest in their long-term development. 
     
    And to strengthen the voice and representation of developing countries.
     
    This includes calling on G20 countries to lead on an SDG Stimulus of $500 billion a year.
     
    Substantially increasing also the lending capacity of Multilateral Development Banks.
     
    Recycling more Special Drawing Rights.
     
    And restructuring loans for countries drowning in debt.
     
    Third, climate.
     
    ASEAN countries are feeling the brunt of climate chaos – disasters like Super Typhoon Yagi – while the 1.5 degree goal is slipping away.
     
    We need dramatic action to reduce emissions.
     
    The G20 is responsible for 80 per cent of total emissions – they must lead the way.
     
    I welcome the pioneering Just Energy Transition Partnerships in Indonesia and Vietnam.
     
    By next year, every country must produce new NDCs aligned with limiting the global temperature rise to 1.5 degrees Celsius.
     
    Developed countries must keep their promises to double adaptation finance.
     
    And we need to see significant contributions to the new Loss and Damage Fund.
     
    Every person must be covered by an alert system by 2027, through the United Nations’ Early Warnings for All Initiative. 
     
    We must secure also an ambitious outcome on finance at COP29.
     
    Fourth and finally, peace.
     
    I recognize your constructive role in continuing to pursue dialogue and peaceful means of resolving disputes from the Korean Peninsula to the South China Sea. 
    And I salute you for doing so in full respect of the UN Charter and international law – including the UN Convention on the Law of the Sea.
     
    Meanwhile, Myanmar remains on an increasingly complex path.
     
    Violence is growing.
     
    The humanitarian situation is spiralling.
     
    One-third of the population is in dire need of humanitarian assistance.  Millions have been forced to flee their homes. 
     
    Seven years after the forced mass displacement of the Rohingya, durable solutions seem a distant reality.
     
    I support strengthened cooperation between the UN Special Envoy and the ASEAN Chair on innovative ways to promote a Myanmar-led process, including through the effective and comprehensive implementation of the ASEAN Five-Point Consensus and beyond.
     
    The people of Myanmar need peace. And I call on all countries to leverage their influence towards an inclusive political solution to the conflict and deliver the peaceful future that the people of Myanmar deserve.
     
    Excellencies,
     
    ASEAN exemplifies community and cooperation.
     
    You are far more than the sum of your parts.
     
    In a world with growing geopolitical divides, with dramatic impacts on peace and security and sustainable development, ASEAN is a bridge-builder and a messenger for peace.

  • MIL-OSI United Kingdom: York’s Role in Leading Climate Action for the Region

    York is at the forefront of regional efforts to tackle the climate crisis as part of the newly launched Yorkshire and Humber Climate Action Plan 2024.

    Following significant engagement across the region, the comprehensive plan has gained unanimous support from all 15 local authorities. York’s leader, Councillor Claire Douglas, is a key voice in driving these changes, serving as Vice Chair of the Yorkshire and Humber Climate Commission.

    The action plan outlines critical steps the region must take to achieve net zero by 2038, with a focus not only on reducing emissions but also ensuring a just transition that benefits all communities and ecosystems.

    York Residents: Take Action through the Retrofit One Stop Shop

    As part of the report, York was highlighted for its commitment to making the retrofit journey simpler for residents through its use of funding for a Retrofit One Stop Shop York (ROSSY).

    This initiative, which will be called YorEnergy, encourages residents to contribute to the climate fight by improving the energy efficiency of their homes and is part of the city’s commitment to both small and large-scale efforts that support the region’s climate objectives. Whether it’s simple home upgrades or larger investments, residents can now access support and resources to make these changes easier.

    Cllr. Claire Douglas, Leader of City of York Council and Vice-Chair of Yorkshire and Humber Climate Commission said:

    “The YHCC Climate Action Plan is about taking practical steps to combat the climate change that we’re all experiencing.

    Under the Energy Taxation Directive (2003/96/EC of 27 October 2003), there is at present a mandatory exemption for aviation and marine fuels, including in connection with fishing, unless they are used for private pleasure navigation purposes.

    On 14 July 2021 the Commission submitted a proposal for revision of the Energy Taxation Directive, as part of the Green Deal, but it has not yet been adopted and is not expected to be adopted until 2025 at the earliest.

    With that in mind:

    Does the Commission agree that the Danish Government has no legal basis for introducing a special carbon tax on commercial fishing as from 1 January 2025 and that such a tax would be contrary to the Energy Taxation Directive as it stands?

    –  having regard to the Republic of Moldova’s application for EU membership of 3 March 2022, and the European Council’s consequent granting of candidate country status on 23 June 2022,

    –  having regard to the convening of the first Intergovernmental Conference on Moldova’s accession to the EU, held in June 2024,

    –  having regard to Articles 2 and 49 of the Treaty on European Union,

    –  having regard to the joint statement of 13 June 2024 by the US, Canada and the UK on exposing Russia’s subversive activity and electoral interference targeting Moldova,

    –  having regard to Rules 136(2) and (4) of its Rules of Procedure,

    A.  whereas on 20 October 2024, the Republic of Moldova is scheduled to hold a presidential election and a constitutional referendum on EU integration, amid ongoing Russian interference and attempts to destabilise the political situation and electoral process in the country;

    B.  whereas the Russian Federation has been using economic blackmail, provocation, disinformation, illegal funding of political parties, cyberattacks and other hybrid means to undermine the stability, sovereignty, constitutional order and democratic institutions of the Republic of Moldova; whereas Russia’s subversive activities in Moldova seek to undermine popular support for the European path chosen by the people of Moldova and to incite destabilisation; whereas the active measures envisaged include establishing and promoting front organisations disguised as non-governmental organisations and ‘cultural centres’, disseminating online and offline disinformation, establishing strong pro-Russian political and societal constituencies and returning the Republic of Moldova to a state of dependency on Russian hydrocarbons;

    C.  whereas in 2023, the EU imposed sanctions on key Moldovan oligarchs and pro-Russian actors, such as Ilan Shor, Vladimir Plahotniuc, Igor Ceaika, Gheorghe Cavaliuc and Marina Tauber, on the basis of a recently established sanctions regime targeting persons responsible for actions aimed at destabilising, undermining or threatening the sovereignty and independence of the Republic of Moldova; whereas allies of Mr Shor have reportedly actively recruited, arranged logistics for and provided financial compensation to individuals to join their protests; whereas on 3 October 2024, a large-scale electoral fraud operation was uncovered, financed by pro-Russian oligarch Ilan Shor, revealing that over USD 15 million had been transferred in September 2024 to over 130 000 Moldovan citizens involved in this voter bribery scheme; whereas on 18 September 2024, two close allies of Ilan Shor – deputy Marina Tauber and the Governor (Bashkan) of Gagauzia, Evghenia Guțul – met with the spokesperson of the Russian Foreign Ministry, Maria Zakharova, and subsequently gave false information about the EU and the Republic of Moldova’s future within it;

    D.  whereas one of the tools used by the Russian state is the state-funded RT network (formerly Russia Today), which has moved beyond media activities, becoming actively involved in cyber operations, covert influence, military procurement and information warfare across various regions; whereas in June 2024, the US, together with the UK and Canada, exposed Russia’s efforts to engage in subversive activities and electoral interference targeting the Republic of Moldova;

    E.  whereas in September 2024, the US imposed sanctions on three entities and two individuals for their involvement in Russia’s destabilising actions abroad, including in the Republic of Moldova; whereas these covert efforts have included RT personnel providing direct support to fugitive Moldovan oligarch Ilan Shor, the key perpetrator of the 2014 USD 1 billion bank fraud scandal; whereas, according to the US State Department, RT and its employees, including editor-in-chief Margarita Simonyan, have directly coordinated with the Kremlin to support Russian Government efforts to influence the Moldovan presidential election of October 2024, with the apparent aim of inciting unrest in the Republic of Moldova;

    F.  whereas the Security and Intelligence Service of the Republic of Moldova has reported an unprecedented level of intensity in Russia’s actions aimed at anchoring Moldova within its sphere of influence; whereas this hybrid threat is targeted at democratic processes and undermines European integration by amplifying radical separatist tendencies in the south of the country, particularly in Gagauzia (UTAG), using propaganda, manipulating the information space, interfering in the electoral process and conducting subversive operations; whereas Moldova’s national security services have stated that Russia is funding the ‘no’ campaign, with around EUR 100 million for pro-Russian political groups, and spreading disinformation on social media to sow doubt about the legitimacy of the electoral process; whereas in 2023, Ukrainian intelligence reported that it had intercepted a plan by Russia to stage a coup and oust Moldovan President Maia Sandu;

    G.  whereas the Republic of Moldova has taken steps to combat Russian interference, including by banning pro-Russian political parties that are operating outside the law, sanctioning oligarchs, suspending media outlets that spread disinformation, and increasing customs controls; whereas Moldova’s updated national security strategy attributes disinformation campaigns and other hybrid attacks to Russia;

    H.  whereas the unprovoked, unjustified and illegal war of aggression launched by the Russian Federation against Ukraine profoundly affects regional security and stability, endangering the Republic of Moldova’s macroeconomic situation, financial stability, democratic development and social cohesion, while further increasing the incidence and severity of poverty, inflation and emigration; whereas the Russian Federation, in cooperation with domestic Russia-sponsored actors, galvanises and uses the resultant widespread economic, geopolitical and security uncertainty to delegitimise and foster opposition to the Moldovan Government’s pro-European policies;

    I.  whereas despite the dramatic effects of the war on Ukraine and these destabilisation attempts, the Republic of Moldova has managed to significantly consolidate its democracy, continue its reform trajectory and develop its relations with the EU; whereas the improvements in the country’s democratic system have been reflected in its progress on various international indexes; whereas the Moldovan Government’s enhanced implementation of current agreements demonstrates its commitment to closer cooperation with and integration into the EU;

    J.  whereas the Republic of Moldova is a close and valued partner of the EU; whereas its application for EU membership, and the European Council’s decision to grant candidate country status to the Republic of Moldova on the understanding that nine steps are taken, demonstrates a strong joint ambition for swift EU integration; whereas through the Association Agreement and the Deep and Comprehensive Free Trade Area, in force since 2016, the EU and Moldova have committed to promoting political association and achieving economic integration;

    K.  whereas on 3 March 2022, the Republic of Moldova applied for EU membership, and on 23 June 2022, was granted candidate country status by unanimous agreement of all 27 EU Member States; whereas the EU opened accession negotiations with the Republic of Moldova during the first accession conference at ministerial level, held in Luxembourg on 25 June 2024, following the European Council’s decision of 14-15 December 2023 to open accession negotiations with Moldova, and the Council’s approval of the negotiating framework for these negotiations on 21 June 2024; whereas EU accession remains a merit-based process that requires the fulfilment of the EU membership criteria;

    L.  whereas every sovereign state has the inherent right to defend itself and to invest in its defence and resilience capabilities, and such actions are consistent with the Republic of Moldova’s status of neutrality;

    M.  whereas the Council has adopted assistance measures worth EUR 137 million for the benefit of the Armed Forces of the Republic of Moldova under the European Peace Facility since 2021;

    N.  whereas on 24 April 2023, the EU set up the Partnership Mission in the Republic of Moldova (EUPM Moldova) under the common security and defence policy, with the objective of enhancing the security sector’s resilience in the areas of crisis management, hybrid threats, including cybersecurity and countering foreign information manipulation and interference; whereas on 21 May 2024, Moldova became the first country to sign a Security and Defence Partnership with the EU, which will help strengthen cooperation on security and defence policy between the EU and Moldova;

    O.  whereas, according to several reports, many priests from the Metropolis of Chișinău and All Moldova have travelled to Russia, where they received funds with the intention of using them for electoral purposes in the Republic of Moldova;

    1.  Stands in solidarity with the people of the Republic of Moldova and reiterates its unwavering support for the independence, sovereignty and territorial integrity of the Republic of Moldova within its internationally recognised borders;

    2.  Strongly condemns the escalating malicious activities, interference and hybrid operations by the Russian Federation, pro-Russian oligarchs and Russian-sponsored local actors aimed at undermining the electoral processes, security, sovereignty and democratic foundations of the Republic of Moldova, fostering divisions within Moldovan society and derailing the country’s pro-European trajectory, ahead of the upcoming presidential election and the constitutional referendum on EU integration;

    3.  Reiterates its call on the Russian authorities to respect the Republic of Moldova’s independence, sovereignty and territorial integrity, and to cease its provocations and attempts to destabilise the country and undermine its constitutional order and democratic institutions; reiterates its calls on Russia to withdraw its military forces and equipment from the territory of the Republic of Moldova, to ensure the full destruction of all ammunition and equipment in the Cobasna depot under international oversight and to support a peaceful resolution to the Transnistrian conflict, in line with the principles of international law and the 1999 Istanbul Summit Declaration of the Organization for Security and Co-operation in Europe;

    4.  Calls for the EU and its Member States to ensure that all necessary assistance is provided to the Republic of Moldova to strengthen its institutional mechanisms and its ability to respond to hybrid threats; calls for increased EU support for Moldova in countering disinformation, hybrid threats and cyberattacks; underlines that this should entail boosting Moldova’s capacity to combat disinformation, strengthen its cybersecurity infrastructure and enhance resilience against external malign influences; emphasises the particular importance of countering false Russian narratives, while underscoring their malign interference in the Republic of Moldova and the ways in which they are used to justify Russia’s war of aggression against Ukraine;

    5.  Calls on the Council to adopt additional targeted sanctions listings against individuals and entities responsible for supporting or carrying out actions which undermine or threaten the Republic of Moldova’s sovereignty and independence, as well as the country’s democracy, stability or security, and the rule of law; calls for the EU and national authorities to make sure those sanctions are duly implemented; reiterates its call on the respective hosting states and territories to extradite Ilan Shor, Vladimir Plahotniuc and other individuals sought for trial in the Republic of Moldova;

    6.  Highlights the important role played by EUPM Moldova; calls for the EU and its Member States to ensure that EUPM Moldova performs to the best of its ability, taking stock of progress and adapting its operations if necessary to make it as efficient as possible, while proposing to further extend its mandate beyond May 2025, adapt its scope and increase the mission’s resources; calls for the EU and its Member States to increase their support for Moldova’s Center for Strategic Communication and Combating Disinformation; calls on the Commission to report on the results of the EU support package for Moldova of June 2023, particularly the stated aim of countering foreign information manipulation and interference, and building capacity for independent media, civil society and youth;

    7.  Applauds the Republic of Moldova’s steadfast support for Ukraine since the start of Russia’s war of aggression; commends the Republic of Moldova for welcoming 1,5 million Ukrainian refugees throughout the war, of which an estimated 125 000 remain in the country; calls for the EU and its Member States to ensure continued support for Moldova and its people in addressing the challenges facing the country as a consequence of Russia’s war of aggression against Ukraine, including large numbers of refugees, inflation, threats to its energy supplies and violations of its airspace;

    8.  Reaffirms its commitment to the Republic of Moldova’s future membership of the EU; believes that its membership in the EU would constitute a mutually beneficial investment in a united and strong Europe; welcomes the widespread support in the Republic of Moldova for its European integration; stresses that the Republic of Moldova’s European integration represents not only a path towards greater economic prosperity, but also a safeguard for political stability and security in the face of external threats;

    9.  Calls for the acceleration of the screening process and the timely organisation of subsequent intergovernmental conferences, where negotiations on Cluster 1 on Fundamentals should be initiated; calls for the EU to adequately support accession-related reforms by developing robust and adaptable financial instruments tailored to the Republic of Moldova’s specific needs with a view to effectively addressing its economic and structural challenges, and ensuring the country remains resilient and capable of implementing the necessary reforms throughout its EU accession process; urges the acceleration of Moldova’s gradual integration into the EU and the single market by allowing participation in new initiatives and EU programmes, which will deliver tangible socio-economic benefits in specific areas even before the country formally joins the EU; reiterates its call, in this regard, for the EU to take swift and significant steps towards the permanent liberalisation of its tariff-rate quotas;

    10.  Calls for more consistent support for the Republic of Moldova in its EU accession process, including increased technical assistance by sending additional EU advisors to the Moldovan authorities, as a contribution to strengthening capacity-building;

    11.  Calls for the adoption of a new growth plan for the Republic of Moldova so as to adequately finance and support Moldova in achieving economic convergence with the EU; believes that this plan should finance investments in infrastructure, human capital and the digital and green transitions, facilitating sustainable economic growth; calls for the full integration of the Republic of Moldova into the ‘Roam Like at Home’ initiative by the end of 2025;

    12.  Calls on the Commission, in this regard, to include the Republic of Moldova in the Instrument for Pre-accession Assistance and to prioritise funding for candidate countries in its proposal for the next multiannual financial framework (2028-2034), ensuring the path towards EU membership;

    13.  Welcomes the Republic of Moldova’s significant progress in implementing EU accession-related reforms and encourages the Moldovan authorities to continue the ambitious reforms on democracy and the rule of law; calls for the EU and its Member States to prioritise and allocate additional resources to efforts to support the rule of law and anti-corruption reforms in the Republic of Moldova in order to address vulnerabilities, including those related to corruption in the security sector, justice system, public administration and media, which could enable Russian interference and disinformation; encourages the Moldovan Government to continue working with all stakeholders towards a sustainable and comprehensive justice and anti-corruption reform, in line with EU and Venice Commission recommendations;

    14.  Underlines the importance of advancing the country’s reform process in order to improve living standards, particularly for vulnerable groups, and to provide the younger generations with attractive prospects for life and work in the country, thereby increasing societal resilience to hybrid attacks and reducing the number of citizens seeking better living conditions elsewhere in Europe; highlights the need for the social acquis to be better represented in the Commission’s assessments and recommendations;

    15.  Reiterates its support for stronger cooperation on security and defence policy between the EU and the Republic of Moldova; commends the Republic of Moldova for becoming the first country to sign a security and defence partnership with the EU and calls for this partnership to be put into practical action; calls for the EU to progressively include the Republic of Moldova in upcoming legislative initiatives and programmes relating to European security and defence; supports the continued work under the High-Level Political and Security Dialogue between the EU and the Republic of Moldova to enhance cooperation on foreign and security policy;

    16.  Calls on the Member States to increase the European Peace Facility’s funding for the Republic of Moldova to further enhance the country’s defence capabilities;

    17.  Reiterates its call for the EU and its Member States to continue supporting the efforts of the Moldovan authorities to maintain macroeconomic stability and enhance its energy security by supporting the construction of new electricity interconnections with neighbouring countries; calls for the EU and its Member States to financially support energy efficiency and renewable energy projects as a clean and sustainable way of reducing Moldova’s energy demand and diversifying its supply, while ensuring energy affordability, in particular for the most vulnerable groups;

    18.  Urges the EU and its Member States to further strengthen cooperation with Moldova through targeted measures in order to enhance the country’s resilience to hybrid threats, including by improving strategic communications about the EU, supporting journalists and civil society in countering disinformation, promoting independent Russian-language media content and enhancing public information literacy; calls for additional resources and technical know-how to assist the Moldovan Government’s strategic communications, internal coordination and capacity-building against hybrid attacks and disinformation; commends the efforts of Moldovan civil society in supporting the Moldovan Government’s fight against disinformation and promoting democratic values; calls on the Commission and the Member States to continue supporting media literacy and media independence, as well as the strengthening of Moldova’s critical digital infrastructure, including through the replacement of Russian-origin information and communications technology systems; calls for the EU and its Member States to expand and intensify their direct engagement with Moldovan citizens by including them in various EU and bilateral programmes and projects, such as citizen consultations, and to foster people-to-people connections;

    19.  Calls on the Commission to assist the Moldovan Government in putting pressure on social media platforms to address disinformation effectively;

    20.  Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the governments and parliaments of the Member States, the President, Government and Parliament of the Republic of Moldova, the United Nations, the Organization for Security and Co-operation in Europe, the Council of Europe and the Russian authorities.

    The European Parliament,

    –  having regard to its previous resolutions on Georgia,

    –  having regard to the statement by the High Representative and the Commissioner for Neighbourhood and Enlargement of 17 April 2024 on the adoption of the ‘transparency of foreign influence’ law,

    –  having regard to the statement by the High Representative of 18 September 2024 on the Georgian law on ‘family values and protection of minors’,

    –  having regard to the statement by the European External Action Service Spokesperson of 4 April 2024 on the draft law on ‘transparency of foreign influence’,

    –  having regard to the European Council conclusions of 14 and 15 December 2023 and of 27 June 2024,

    –  having regard to the Commission communication of 8 November 2023 entitled ‘2023 Communication on EU Enlargement Policy’ (COM(2023)0690),

    –  having regard to Resolution 2561 (2024) of the Parliamentary Assembly of the Council of Europe entitled ‘Challenges to democracy in Georgia’,

    –  having regard to the Bucharest Declaration adopted by the Parliamentary Assembly of the Organization for Security and Co-operation in Europe (OSCE) at the thirty-first annual session from 29 June to 3 July 2024,

    –  having regard to the Association Agreement between the European Union and the European Atomic Energy Community and their Member States, of the one part, and Georgia, of the other part(1),

    –  having regard to the International Covenant on Civil and Political Rights,

    –  having regard to the European Convention on Human Rights (ECHR),

    –  having regard to the joint statement by the Chair of the Committee on Foreign Affairs, the Chair of the Delegation for relations with the South Caucasus and the European Parliament’s Standing Rapporteur on Georgia of 18 April 2024 on the reintroduction of the draft law on ‘transparency of foreign influence’ in Georgia,

    –  having regard to Rule 136(2) and (4) of its Rules of Procedure,

    A.  whereas the past months have seen significant attacks on democracy in Georgia, which have been characterised by the hasty adoption of anti-democratic legislation criticised by the UN, the Venice Commission and the EU, concurrent with attacks on civil society and independent media, prolonged mass protests and the subsequent violent suppression of those peaceful protests, and deep political and societal tensions and polarisation;

    B.  whereas the exercise of freedom of opinion, expression, association and peaceful assembly is a fundamental right enshrined in the Georgian Constitution;

    C.  whereas Georgia, as a signatory to the Universal Declaration of Human Rights and the European Convention on Human Rights, as well as a member of the Council of Europe and the Organization for Security and Co-operation in Europe, has committed itself to the principles of democracy, the rule of law and respect for fundamental freedoms and human rights;

    D.  whereas Article 78 of the Georgian Constitution provides that ‘the constitutional bodies shall take all measures within the scope of their competence to ensure the full integration of Georgia into the European Union and the North Atlantic Treaty Organization’;

    E.  whereas the EU expects Georgia, a candidate country for EU accession, to abide fully by the Association Agreement and other international commitments it has made and, in particular, to fulfil the conditions and take the steps set out in the Commission’s recommendation of 8 November 2023; whereas the European Council decided to grant candidate status to Georgia solely on the understanding that these steps would be taken, including combating disinformation and interference against the EU and its values, engaging opposition parties and civil society in governance, and ensuring freedom of assembly and expression, as well as meaningfully consulting civil society and involving it in legislative and policymaking processes and ensuring that it can operate freely;

    F.  whereas civil society in Georgia has traditionally been very vibrant and active and played a pivotal role in soliciting and promoting democratic changes in the country, as well as in safeguarding and watching over their implementation;

    G.  whereas on 20 February 2024, the Parliament of Georgia passed amendments to the Electoral Code changing the procedure for the election of chair and so-called professional members of the Central Election Commission and abolishing the post of deputy chair, which is filled by a representative of the opposition;

    H.  whereas on 4 April 2024, less than a year before the elections, the Georgian Parliament adopted amendments to the country’s Electoral Code that modified fundamental aspects of the country’s electoral legislation, abolishing mandatory parliamentary quotas for women, which required that at least one out of four candidates on a party list be of a different gender than the majority;

    I.  whereas on 28 May 2024, the Georgian Parliament adopted the so-called transparency of foreign influence law, after overriding the veto of President Salome Zourabishvili and despite mass protests by Georgian citizens and repeated calls from Georgia’s European partners to withdraw the draft law which, in spirit and content, contradicts EU norms and values; whereas adopting this law has effectively frozen Georgia’s accession process and led to the suspension of EU financial assistance for Georgia;

    J.  whereas the law was adopted in a procedure which, according to the Venice Commission, left no space for genuine discussion and meaningful consultation, in open disregard for the concerns of large parts of the Georgian population; whereas the restrictions set by that law to the rights to freedom of expression and freedom of association and the right to privacy are incompatible with the strict test set out in Articles 8(2), 10(2), and 11(2) of the ECHR and Article 17(2), 19(2) and 22(2) of the International Covenant on Civil and Political Rights as they do not meet the requirements of legality, legitimacy, necessity and proportionality in a democratic society, and they are also incompatible with the principle of non-discrimination set out in Article 14 of the ECHR;

    K.  whereas this legislation comes at a time of increasing and ongoing attacks against civil society in Georgia in a seeming effort to narrow civic space by starving independent groups of funds; whereas this legislation is modelled on the foreign agent legislation in Russia;

    L.  whereas on 6 June 2024, the US imposed visa restrictions on dozens of Georgian officials over the adoption of the ‘foreign agents law’;

    M.  whereas the European Council, in its conclusions of 27 June 2024, called on Georgia’s authorities to ‘clarify their intentions by reversing the current course of action which jeopardises Georgia’s EU path, de facto leading to a halt of the accession process’;

    N.  whereas on 11 July 2024, the US Congress Committee on Foreign Affairs adopted Georgia sanctions legislation known as the Megobari Act, which imposes sanctions against Georgian officials responsible for undermining the country’s democratic system;

    O.  whereas on 17 September 2024, the Georgian Parliament passed a law on ‘family values and the protection of minors’, which aims to ban reliable information about sexual orientation and gender identity;

    P.  whereas the Georgian authorities have not taken into account a single recommendation of the Venice Commission regarding the annulment or modification of the above-mentioned laws on ‘transparency of foreign influence’ and ‘family values and the protection of minors’, the abolition of gender quotas in local and parliamentary elections, and the formation of the Central Election Commission;

    Q.  whereas there is growing anti-Western and hostile rhetoric from the ruling Georgian Dream party against Georgia’s democratic partners, as well as promotion of Russian disinformation, manipulation and conspiracy theories; whereas that hostile rhetoric also targets Ukraine, as the ruling party uses despicable political banners depicting Ukrainian cities destroyed by Russia, thus capitalising on the suffering of brave Ukrainians; whereas the Georgian Dream party is pursuing a narrative of the West as a ‘global war party’ which is trying to push Georgia back into a war with Russia;

    R.  whereas an increasing number of incidents indicate that Georgia is experiencing an insecure media environment, which poses a threat to its democracy; whereas Reporters Without Borders’ annual index on press freedom ranks Georgia 103rd out of 180 countries, a drop of 26 places from the previous year;

    S.  whereas on 28 August 2024, the leader of Georgian Dream, Bidzina Ivanishvili, at the inauguration of his party’s electoral campaign, spoke of his intention to ban democratic opposition parties; whereas he was seconded by the Prime Minister, Irakli Kobakhidze, who stated that, if the party received a majority in the Georgian Parliament, it would ban certain opposition parties, and referred to the opposition as a ‘criminal political force’;

    T.  whereas the Russian Foreign Minister’s statement expressing his readiness to help Georgia normalise its relations with ‘the neighbouring … states of Abkhazia and South Ossetia’ was praised by the leaders of the ruling party, demonstrating the Georgian Government’s departure from its policy of non-recognition of the occupied regions of Georgia;

    U.  whereas parliamentary elections will take place in Georgia on 26 October 2024; whereas the law on ‘transparency of foreign influence’ has effectively blocked the requirement to have domestic observers, whose presence, according to OSCE Office for Democratic Institutions and Human Rights principles, would contribute to an increase in the transparency of and trust in the electoral process;

    1.  Expresses its deep concern about the democratic backsliding in Georgia, which has occurred exponentially throughout this year and especially ahead of the parliamentary elections on 26 October 2024; strongly condemns the adoption of the law on ‘transparency of foreign influence’ and the law on ‘family values and protection of minors’, as well as the changes to the Electoral Code; considers that the above are tools used by the government to violate freedom of expression, censor media, impose restrictions on critical voices in civil society and the NGO sector or to discriminate against vulnerable people; underscores that the foregoing are also incompatible with EU values and democratic principles, run against Georgia’s ambitions for EU membership, damage Georgia’s international reputation and endanger the country’s Euro-Atlantic integration; strongly underlines that unless the above-mentioned legislation is rescinded, progress cannot be made in Georgia’s relations with the EU; regrets that Georgia, once a champion of democratic progress with Euro-Atlantic aspirations, has been in a democratic backsliding free fall for a considerable period;

    2.  Calls on the Commission and the Member States to investigate the consequences of the democratic backsliding that these laws represent for their donor role in Georgia and to communicate this possible impact to the Government and Parliament of Georgia; calls for all EU funding provided to the Georgian Government to be frozen until the above-mentioned undemocratic laws are repealed and for strict conditions to be placed on the disbursement of any future funding to the Georgian Government;

    3.  Expresses its concern about the climate of hatred and intimidation fuelled by statements by Georgian Government representatives and political leaders, as well as by the government’s attacks on political pluralism; condemns comments by oligarch Bidzina Ivanishvili and leading figures of the government threatening to ban opposition parties and referring to the opposition as a ‘criminal political force’; notes that such intimidation seriously undermines the political process and the freedom of expression, and contributes to an environment of fear;

    4.  Calls for a thorough investigation of police brutality against peaceful protestors during the spring protests against the law on ‘transparency of foreign influence’ in Georgia;

    5.  Reiterates its calls on the Commission to promptly assess how Georgia’s ‘transparency of foreign influence’ and ‘family values and protection of minors’ laws, its abolition of gender quotas and other changes in its electoral legislation, the implementation of the Venice Commission’s recommendations in general and the conduct of the elections in line with accepted international standards, affect Georgia’s continuous fulfilment of the visa liberalisation benchmarks, in particular the fundamental rights benchmark, which is a crucial component of the EU visa liberalisation policy;

    6.  Reiterates its unwavering support for the Georgian people’s legitimate European aspirations and their wish to live in a prosperous country, free from corruption, that fully respects fundamental freedoms, protects human rights and guarantees an open society and independent media; underlines that the decision to grant Georgia EU candidate country status was motivated by the wish to acknowledge the achievements and democratic efforts of Georgia’s civil society, as well as the overwhelming support for EU accession among its citizens, with over 80 % of the Georgian people consistently in favour; appreciates the efforts made by Georgia’s President Salome Zourabishvili to return Georgia to the democratic and pro-European path of development and strongly condemns the Georgian Dream party’s effort to silence her through impeachment procedures on unwarranted grounds;

    7.  Deplores the personal role played by Georgia’s oligarch Bidzina Ivanishvili, who returned to active politics on 30 December 2023 when he became ‘honorary chairman’ of the Georgian Dream party, in the current political crisis and in yet another attempt to undermine the Euro-Atlantic orientation of the country in favour of pivoting towards Russia; reiterates its call on the Council and the EU’s democratic partners to impose immediate and targeted personal sanctions on Ivanishvili for his role in the deterioration of the political process in Georgia as well as other activities benefiting the Russian Federation;

    8.  Calls for the EU and its Member States to hold to account and impose personal sanctions on all those responsible for undermining democracy in Georgia, who are complicit in the violence committed against political opponents and peaceful protesters and who spread anti-Western disinformation; welcomes the personal sanctions imposed by the US on Georgian Dream officials;

    9.  Expresses concern about the fact that many recent legislative proposals adopted by the Georgian Dream majority in the Georgian Parliament betray the aspirations of the large majority of the Georgian people to live in a democratic society, continue democratic and rule of law reforms, pursue close cooperation with Euro-Atlantic partners and commit to a path towards EU membership;

    10.  Emphasises that the rights to freedom of expression and assembly and to peaceful protest are fundamental freedoms and must be respected under all circumstances, particularly in a country aspiring to join the EU;

    11.  Underlines that the public watchdog role exercised by civil society and independent media is essential to a democratic society and crucial in advancing EU accession-related reforms and therefore calls on the Georgian authorities to do their utmost to guarantee an enabling environment in which civil society and independent media can thrive;

    12.  Recalls that the European Council of 14 and 15 December 2023 granted Georgia candidate country status on the understanding that the relevant steps set out in the Commission recommendation of 8 November 2023 would be taken; stresses that recently adopted legislation clearly goes against this ambition and has effectively put on hold Georgia’s integration into the EU;

    13.  Reiterates its call on the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the Commissioner for Neighbourhood and Enlargement and the President of the Commission to remind the Georgian Government of the commitments it made and the values and principles it subscribed to when it applied for EU membership;

    14.  Reiterates the tangible opportunities that Georgia would take advantage of once the accession negotiations begin, such as pre-accession assistance that would improve the standard of living of Georgian citizens, as well as support the institutions, infrastructure and social services;

    15.  Urges the Georgian authorities to ensure that the upcoming parliamentary elections in October 2024 adhere to the highest international standards, guaranteeing a transparent, free and fair process that reflects the democratic will of the people; presses for the abolition of the ingrained practice of misusing public resources and administrative capacity for the benefit of the ruling party; urges the Georgian authorities to take all necessary measures to ensure that all respected civil society organisations involved in election observation can observe these elections without hindrance or interference in their work;

    16.  Shares the concerns raised by the Venice Commission about the adoption of amendments to the legal framework for elections in Georgia and the Electoral Code, agreeing that these changes to the Electoral Code will have a major impact on the stakeholders’ perceptions of and trust in the impartiality and fairness of the election administration;

    17.  Expresses alarm at the decision to open only a limited number of polling stations abroad, despite numerous requests from the Georgian diaspora, thereby depriving the majority of Georgians living abroad of the right to vote; is deeply concerned by reports that the Government of Georgia is creating obstacles for the coalition of 30 NGOs and Transparency International Georgia in their efforts to conduct the ‘Go Out and Vote’ campaign; considers these obstacles to be an attempt to undermine democracy in the country;

    18.  Notes that, amid significant international backlash questioning the legitimacy of the upcoming elections, the Prime Minister of Georgia ‘recommended’ that the Anti-Corruption Bureau (ACB) revoke its decision of 24 September 2024 designating Transparency International Georgia as having ‘declared electoral goals’, and the ACB did revoke it on 2 October 2024; recalls that the initial decision, if enforced and not revoked, would deprive one of Georgia’s leading civil society organisations of access to foreign funding, severely hindering its ability to continue operations, including election observation, as well as raise concerns about the political neutrality of the ACB;

    19.  Deplores the use by Georgian Dream of violent images of the war in Ukraine as a means of manipulating opinions and spreading disinformation and pro-Russian and anti-Ukrainian sentiment in its campaign ahead of the October 2024 elections;

    20.  Expects Georgian Dream to respect the will and free choice of the Georgian people in the upcoming parliamentary elections and ensure a peaceful transfer of power; demands that Georgian Dream and its leaders immediately stop the violence, intimidation, hate speech, persecution and repression that it is committing against the opposition, civil society and independent media;

    21.  Strongly believes that the upcoming elections will be decisive in determining Georgia’s future democratic development and geopolitical choice, as well its ability to make progress with its EU member state candidacy; recognises that it is still possible to consolidate Georgia’s democratic future as an EU candidate country with a young, engaged generation of leaders, which was exemplified by the spontaneous protests against the foreign agent law that took place during 2024;

    22.  Expresses deep concern about the increased influence of Russia in Georgia, including increased immigration from Russia, increased trade ties with Russia and Georgia’s willingness to pursue reconciliation with Russia despite Russia’s war in Ukraine and its occupation of a fifth of Georgian sovereign territory; calls on the Government of Georgia to impose sanctions against Russia in response to its war of aggression against Ukraine, continue its previous policy of non-recognition of the occupied territories and honour its commitment to enforce effective measures to avoid the circumvention of European sanctions; encourages the Government of Georgia to align fully with the EU’s foreign policy and the EU’s strategy towards Russia;

    23.  Strongly reiterates its urgent demand for the immediate and unconditional release of former President Mikheil Saakashvili on humanitarian grounds for the purpose of seeking medical treatment abroad; emphasises that the Georgian Government bears full and undeniable responsibility for the life, health, safety and well-being of former President Mikheil Saakashvili and must be held fully accountable for any harm that befalls him;

    24.  Notes that the Georgian Government has further worsened access to public information, including Soviet-era archives, using the EU General Data Protection Regulation to falsely justify draconian restrictions to archive access, and that some of Georgia’s most important Soviet-era archives (including the archives of the former KGB and the former Central Committee of the Communist Party) have been completely closed since October 2023 without any explanation; highlights Russia’s manipulation and falsification of history, including Soviet history, as part of its war of aggression against Ukraine and its military threats against other countries; regrets the growing cult of Stalin and the related increase in Soviet nostalgia in Georgia, supported by the ruling government, which underscores its closer alignment with Russia;

    25.  Instructs its President to forward this resolution to the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the Council, the Commission, the governments and parliaments of the Member States, the Council of Europe, the Organization for Security and Co-operation in Europe and the President, Government and Parliament of Georgia.

    Deputy Prime Minister Alexander Novak held the 35th meeting of the Federal Headquarters for Gasification. The event was attended by representatives of the Ministry of Energy, Gazprom Mezhregiongaz LLC, the Federal Antimonopoly Service, the Federal State Budgetary Institution REA of the Ministry of Energy, regional headquarters for gasification and the Government Coordination Center.

    According to the Ministry of Energy, since the start of the pre-gasification program, more than 1.85 million applications have been submitted from households for gas supply. 1.32 million contracts have been concluded, which is 96% of the number of applications accepted. The rate of contract conclusion in the third quarter increased by 6% compared to the second quarter, and compared to the first quarter, the growth was 37.4%. Under more than 1 million contracts (81% of those concluded), gas has been supplied to the boundaries of plots, 656 thousand households have received gas in their homes, with 174 thousand of them since the beginning of 2024.

    In addition, work is being systematically carried out to connect gas to social, educational and medical institutions. 944 applications have been received from them, 820 contracts have been concluded. According to 459 of them, gas has been brought to the boundaries of the site.

    In Russia, according to Gazprom Mezhregiongaz, as of October 3, 10,810 garden non-profit partnerships (SNT) were identified during the inventory that meet the criteria for additional gasification. This work continues. In these SNT, more than 932 thousand households are not gasified, more than 340 thousand houses are defined as residential. Additional gasification will be carried out by 2030 in those SNTs where technical conditions will allow gas pipelines to be connected and where the owners of residential buildings at general meetings give consent to the work on public lands.

    Aleksandr Novak drew the special attention of the headquarters participants to the need to speed up the work on bringing gas both to the boundaries of the plots and to residential buildings. And he asked to intensify the work on informing citizens about the possibilities of receiving a comprehensive gas connection service by gas distribution organizations, and not by private companies, where the service may cost more. The Deputy Prime Minister instructed to consider the advisability of changing part of the regulatory documentation on gasification based on the proposals of Gazprom Mezhregiongaz.

    Statement by TUV MLA Timothy Gaston:
    “TUV has supported the campaign to preserve the Boyne Bridge for years and commends Billy Dickson BEM for the phenomenal effort he has put into the grassroots efforts to keep this historic part of Belfast’s heritage.
    “The demolition of the bridge will cause massive disruption to traffic flow in the city, regardless of whether Translink wins in the courts.
    “It is disgusting that Translink should seek to threaten the Ulster Architectural Heritage Society, a charity, with a £100,000 per week bill if they dare to challenge the demolition of the bridge in court.
    “This is a matter I will be raising with the Minister for Infrastructure by way of a priority written question which I will submit today.”

  • MIL-OSI Russia: Rosneft enterprises released more than 3 million fry into Russian waters

    Rosneft’s production and processing enterprises released more than 3.3 million fish fry of various species into their natural habitat in August–October.

    Preservation of biological diversity in the regions of presence, including replenishment of water resources with valuable fish species, is one of the main priorities of Rosneft’s environmental activities. At the request of oil workers, young fish are grown in nurseries, where optimal conditions for development are created: appropriate temperature conditions, high-quality nutrition and optimal water composition, which increases the chances of survival of the fry in the natural environment.

    In the Khanty-Mansiysk Autonomous Okrug, RN-Yuganskneftegaz employees released more than 1.5 million young Siberian sturgeon into water bodies. Tyumenneftegaz specialists released more than 200,000 young muksun, a valuable species of the whitefish family, into the Baibalakovskaya channel, from where the grown fish migrate to the Ob River. Kondaneft also replenished the rivers of the Ob-Irtysh basin with 440,000 sturgeon young, and Sibneftegaz with 140,000 young broad whitefish.

    Employees of the Slavneft-Krasnoyarskneftegaz and RN-Vankor enterprises released more than 650 thousand young sterlet of the Yenisei population into the Yenisei River in the Sukhobuzimsky District of the Krasnoyarsk Territory. The release site was determined by ichthyologists taking into account the hydrological conditions of the water body, temperature, chemical composition of the water, as well as the natural food base necessary for this type of fish. Together with young specialists of RN-Vankor, schoolchildren from the Movement of the First took part in the release.

    Employees of the East Siberian Oil and Gas Company released more than 17,000 grayling fry into the Yenisei River in the Republic of Khakassia. The Yenisei waters were also replenished by RN-Shelf-Arktika – the company’s ecologists released almost 110,000 fry of the endangered Siberian sturgeon into the river. Thanks to the systematic work on artificial stocking, which is carried out by the Company’s subsidiaries, the population of valuable fish species in Siberian reservoirs has grown significantly in recent years.

    During the summer-autumn period, Bashneft released more than 100,000 sterlet, muksun, and salmon fry into the reservoirs of the Republic of Bashkortostan and the Khanty-Mansi Autonomous Okrug, which helps restore the ecosystems of the rivers and lakes of these regions. In September, a batch of 100,000 sterlet fry bred in specialized fish farms of the Holy Mother of God Kazan Monastery was released into the Belaya River in Bashkortostan, as well as into the Nizhnekamsk Reservoir in the Republic of Tatarstan. The sterlet was carefully transported to the release site in vehicles equipped with special devices for supplying and regulating oxygen levels and monitoring water temperature. Activists from the children’s and youth organization “Movement of the First” took part in the release of the fry.

    Workers of the Novokuibyshevsk Oil Refinery, together with their children and activists of the “Movement of the First”, released 13 thousand sterlet fry into the Volga near the village of Vinnovka in the Samara Region. The enterprise has been systematically engaged in the reproduction of the Volga’s bioresources for 10 years.

    Employees of the Syzran Oil Refinery, together with members of the Movement of the First, released more than 40,000 sterlet fry into the Saratov Reservoir. The sterlet is a native Volga fish that, due to a number of unfavorable factors, is on the verge of extinction. Thanks to a special program, in which Rosneft enterprises are also participating, the sterlet population in the Volga is gradually growing.

    The Company’s subsidiaries located in the Irkutsk Region took part in the fish stocking campaign. Verkhnechonskneftegaz released 19,000 carp fry (each fry weighs 0.5 g) into the Belaya River. Under favorable conditions, the carp fry reaches a weight of 1-1.5 kg in a year. Employees of the Angarsk Petrochemical Company released 1,500 fry of the Baikal population of Siberian sturgeon, listed in the Red Book of Russia, into Lake Baikal. This is the second year in a row that ANHK has released this valuable representative of cartilaginous fish. In natural spawning conditions, the survival rate of Baikal sturgeon is low, so breeding fish in an artificial environment and subsequent stocking is an effective way to maintain the population of fish species valuable to the region.

  • MIL-OSI United Nations: Secretary-General’s Opening Remarks at the 14th ASEAN-UN Summit [as delivered]

    Mr. Chair, Prime Minister Siphandone, thank you for your warm welcome and congratulations on your leadership of ASEAN this year. 
     
    Distinguished leaders of ASEAN,
     
    Excellencies,
     
    Ladies and gentlemen,
     
    For nearly six decades, the family of South-East Asian countries has blazed a path of collaboration.
     
    Every day, you grow more integrated, dynamic and influential.
     
    And our ASEAN-UN partnership is growing ever stronger, too and it is today a strategic partnership from the UN point of view.
     
    The ASEAN-UN Plan of Action is making important progress across the political, security, economic and cultural fronts.
     
    I am particularly grateful for the important contribution of ASEAN members to our peacekeeping operations.
     
    Allow me to express my total solidarity with the Indonesian delegation. Two Indonesian peacekeepers [serving in Lebanon] were wounded by Israeli fire. We are together with you and the Indonesian people at this time.
     
    I also welcome your work on the preparation of the Community Vision 2045.
     
    This region has always been about looking ahead.
     
    And so is the Pact for the Future, adopted last month at the United Nations.
     
    We need to keep looking ahead.  
     
    Let me point to four key areas. 
     
    First, connectivity — your theme for the year.
     
    We start with a fundamental objective: technology should benefit everyone.
     
    Across Southeast Asia, broadband and mobile internet connectivity has soared. Yet the digital divide persists. 
     
    And a new divide is now with us — an Artificial Intelligence divide. 
     
    Every country must be able to access and benefit from these technologies.
     
    And every country should be at the table when decisions are made about their governance.
     
    The Pact for the Future includes a major breakthrough — the first truly universal agreement on the international governance of Artificial Intelligence that would give every country a seat at the AI table.
     
    It also calls for international partnerships to boost AI capacity building in developing countries.
     
    And it commits governments to establishing an independent international Scientific Panel on AI and initiating a global dialogue on its governance within the United Nations.
     
    Second, finance. 
     
    International financial institutions can no longer provide a global safety net – or offer developing countries the level of support they need.
     
    The Pact for the Future says clearly: we need to accelerate reform of the international financial architecture.
     
    To close the financing gap of the Sustainable Development Goals. 
     
    To ensure that countries can borrow sustainably to invest in their long-term development. 
     
    And to strengthen the voice and representation of developing countries.
     
    This includes calling on G20 countries to lead on an SDG Stimulus of $500 billion a year.
     
    Substantially increasing also the lending capacity of Multilateral Development Banks.
     
    Recycling more Special Drawing Rights.
     
    And restructuring loans for countries drowning in debt.
     
    Third, climate.
     
    ASEAN countries are feeling the brunt of climate chaos – disasters like Super Typhoon Yagi – while the 1.5 degree goal is slipping away.
     
    We need dramatic action to reduce emissions.
     
    The G20 is responsible for 80 per cent of total emissions – they must lead the way.
     
    I welcome the pioneering Just Energy Transition Partnerships in Indonesia and Vietnam.
     
    By next year, every country must produce new NDCs aligned with limiting the global temperature rise to 1.5 degrees Celsius.
     
    Developed countries must keep their promises to double adaptation finance.
     
    And we need to see significant contributions to the new Loss and Damage Fund.
     
    Every person must be covered by an alert system by 2027, through the United Nations’ Early Warnings for All Initiative. 
     
    We must secure also an ambitious outcome on finance at COP29.
     
    Fourth and finally, peace.
     
    I recognize your constructive role in continuing to pursue dialogue and peaceful means of resolving disputes from the Korean Peninsula to the South China Sea. 
    And I salute you for doing so in full respect of the UN Charter and international law – including the UN Convention on the Law of the Sea.
     
    Meanwhile, Myanmar remains on an increasingly complex path.
     
    Violence is growing.
     
    The humanitarian situation is spiralling.
     
    One-third of the population is in dire need of humanitarian assistance.  Millions have been forced to flee their homes. 
     
    Seven years after the forced mass displacement of the Rohingya, durable solutions seem a distant reality.
     
    I support strengthened cooperation between the UN Special Envoy and the ASEAN Chair on innovative ways to promote a Myanmar-led process, including through the effective and comprehensive implementation of the ASEAN Five-Point Consensus and beyond.
     
    The people of Myanmar need peace. And I call on all countries to leverage their influence towards an inclusive political solution to the conflict and deliver the peaceful future that the people of Myanmar deserve.
     
    Excellencies,
     
    ASEAN exemplifies community and cooperation.
     
    You are far more than the sum of your parts.
     
    In a world with growing geopolitical divides, with dramatic impacts on peace and security and sustainable development, ASEAN is a bridge-builder and a messenger for peace.
     
    Peace that is more necessary than ever, when we see the immense suffering of the people in Gaza, now extended to Lebanon, not forgetting Ukraine, Sudan, Myanmar and so many others.
     
    Allow me to tell you that the level of death and destruction in Gaza is something that has no comparison in any other situation I have seen since I became Secretary-General.
     
    I am extremely grateful for your constant efforts to keep our world together.
     
    You play a key role in shaping a world that is prosperous, inclusive and sustainable with respect for human rights at its heart.
     
    And you can always count on my full support and that of the United Nations in this essential effort.

  • MIL-OSI United Kingdom: Over £1million extra support secured for York residents

    Financial support to help residents cope with the cost of living crisis is being extended until the end of end of March 2025.

    The Council has been allocated £1,037,906 for the next six months and residents are urged to make sure they claim all benefits that they are eligible for.  

    This Household Support Funding (HSF) from the Government will be used in York to provide a variety of financial assistance to help residents meet essential expenses. These include:

    • £500,000 – a direct payment will be made before Christmas to working aged people who receive Council Tax Support
    • £180k – a discretionary application scheme will be available to support any other residents struggling to meet their bills, including pensioners
    • £70k – support for the Council’s food and fuel voucher scheme
    • £80k – advice and support to maximise residents’ income and promote take-up of unclaimed benefits
    • £80k – community food and support to run Warm Places this winter
    • £60k – administration and delivery of two Talk Money information and support campaigns
    • £10k – York Energy Advice funding for offering advice and energy-saving measures for households
    • £30k – support to identify, contact and support financially-vulnerable residents to claim.

    Councillor Katie Lomas, joint Executive Member for Finance, Performance, Major Projects, Human Rights, Equality and Inclusion, said:

    “Nearly half of the £1,037,906.47 we’ve been allocated through the Household Support Fund (HSF), will be issued as direct payments for working-age residents who are receiving Council Tax support. This translates to a cash payment of around £115 for every qualifying resident and we’re contacting those who are eligible, to make sure they receive this vital support.

    “Of the remaining funds, £180,000 will be allocated to a discretionary support scheme, which will be open to applications to anyone struggling with their finances. We’ll also be allocating money from the HSF to continue supporting Warm Places and energy advice services to support people with the effects of rising energy costs this winter, as well as community food support and support to take up unclaimed benefits.”

    Councillor Bob Webb, with joint responsibility for financial inclusion, said:

    “We reckon as many as 1,600 people in York are missing out on Pension Credit. It’s really important that they know about it and claim the extra £100s as well as unlocking other benefits like the Winter Fuel Payment.

    “We know that between April and June 2024, an extra 31 residents claimed Pension Credit who are benefiting from a total extra £134,825 to help them through these uncertain financial times.

    “We’re writing to over 450 residents who we know are eligible for Pension Credit because they already claim Council Tax Support and Housing Benefit. Information on the 1,150 or so other eligible people is held by the Government’s Department for Work and Pensions (DWP) and can’t be shared for data protection reasons. So, we’ve been reaching out to them through other council services and voluntary sector organisations, to help people check their eligibility and to support them to apply.”

    Mr. Chair, Prime Minister Siphandone, thank you for your warm welcome and congratulations on your leadership of ASEAN this year. 
     
    Distinguished leaders of ASEAN,
     
    Excellencies,
     
    Ladies and gentlemen,
     
    For nearly six decades, the family of South-East Asian countries has blazed a path of collaboration.
     
    Every day, you grow more integrated, dynamic and influential.
     
    And our ASEAN-UN partnership is growing ever stronger, too and it is today a strategic partnership from the UN point of view.
     
    The ASEAN-UN Plan of Action is making important progress across the political, security, economic and cultural fronts.
     
    I am particularly grateful for the important contribution of ASEAN members to our peacekeeping operations.
     
    Allow me to express my total solidarity with the Indonesian delegation. Two Indonesian peacekeepers [serving in Lebanon] were wounded by Israeli fire. We are together with you and the Indonesian people at this time.
     
    I also welcome your work on the preparation of the Community Vision 2045.
     
    This region has always been about looking ahead.
     
    And so is the Pact for the Future, adopted last month at the United Nations.
     
    We need to keep looking ahead.  
     
    Let me point to four key areas. 
     
    First, connectivity — your theme for the year.
     
    We start with a fundamental objective: technology should benefit everyone.
     
    Across Southeast Asia, broadband and mobile internet connectivity has soared. Yet the digital divide persists. 
     
    And a new divide is now with us — an Artificial Intelligence divide. 
     
    Every country must be able to access and benefit from these technologies.
     
    And every country should be at the table when decisions are made about their governance.
     
    The Pact for the Future includes a major breakthrough — the first truly universal agreement on the international governance of Artificial Intelligence that would give every country a seat at the AI table.
     
    It also calls for international partnerships to boost AI capacity building in developing countries.
     
    And it commits governments to establishing an independent international Scientific Panel on AI and initiating a global dialogue on its governance within the United Nations.
     
    Second, finance. 
     
    International financial institutions can no longer provide a global safety net – or offer developing countries the level of support they need.
     
    The Pact for the Future says clearly: we need to accelerate reform of the international financial architecture.
     
    To close the financing gap of the Sustainable Development Goals. 
     
    To ensure that countries can borrow sustainably to invest in their long-term development. 
     
    And to strengthen the voice and representation of developing countries.
     
    This includes calling on G20 countries to lead on an SDG Stimulus of $500 billion a year.
     
    Substantially increasing also the lending capacity of Multilateral Development Banks.
     
    Recycling more Special Drawing Rights.
     
    And restructuring loans for countries drowning in debt.
     
    Third, climate.
     
    ASEAN countries are feeling the brunt of climate chaos – disasters like Super Typhoon Yagi – while the 1.5 degree goal is slipping away.
     
    We need dramatic action to reduce emissions.
     
    The G20 is responsible for 80 per cent of total emissions – they must lead the way.
     
    I welcome the pioneering Just Energy Transition Partnerships in Indonesia and Vietnam.
     
    By next year, every country must produce new NDCs aligned with limiting the global temperature rise to 1.5 degrees Celsius.
     
    Developed countries must keep their promises to double adaptation finance.
     
    And we need to see significant contributions to the new Loss and Damage Fund.
     
    Every person must be covered by an alert system by 2027, through the United Nations’ Early Warnings for All Initiative. 
     
    We must secure also an ambitious outcome on finance at COP29.
     
    Fourth and finally, peace.
     
    I recognize your constructive role in continuing to pursue dialogue and peaceful means of resolving disputes from the Korean Peninsula to the South China Sea. 
    And I salute you for doing so in full respect of the UN Charter and international law – including the UN Convention on the Law of the Sea.
     
    Meanwhile, Myanmar remains on an increasingly complex path.
     
    Violence is growing.
     
    The humanitarian situation is spiralling.
     
    One-third of the population is in dire need of humanitarian assistance.  Millions have been forced to flee their homes. 
     
    Seven years after the forced mass displacement of the Rohingya, durable solutions seem a distant reality.
     
    I support strengthened cooperation between the UN Special Envoy and the ASEAN Chair on innovative ways to promote a Myanmar-led process, including through the effective and comprehensive implementation of the ASEAN Five-Point Consensus and beyond.
     
    The people of Myanmar need peace. And I call on all countries to leverage their influence towards an inclusive political solution to the conflict and deliver the peaceful future that the people of Myanmar deserve.
     
    Excellencies,
     
    ASEAN exemplifies community and cooperation.
     
    You are far more than the sum of your parts.
     
    In a world with growing geopolitical divides, with dramatic impacts on peace and security and sustainable development, ASEAN is a bridge-builder and a messenger for peace.
     
    Peace that is more necessary than ever, when we see the immense suffering of the people in Gaza, now extended to Lebanon, not forgetting Ukraine, Sudan, Myanmar and so many others.
     
    Allow me to tell you that the level of death and destruction in Gaza is something that has no comparison in any other situation I have seen since I became Secretary-General.
     
    I am extremely grateful for your constant efforts to keep our world together.
     
    You play a key role in shaping a world that is prosperous, inclusive and sustainable with respect for human rights at its heart.
     
    And you can always count on my full support and that of the United Nations in this essential effort.

  • MIL-OSI Canada: Creating good-paying jobs and growing the economy alongside ASEAN partners

    Canada is investing in progress, prosperity, and fairness for every generation. At home, we are attracting billions of dollars in manufacturing to our communities and putting Canadians at the forefront of opportunity. But in the global economy, shared challenges require shared solutions. That’s where Canada’s partnership with the Association of Southeast Asian Nations (ASEAN) comes in.

    For over half a century, ASEAN has worked with Dialogue Partners, like Canada, to make life better for people on both sides of the Pacific. Our relationship is built on shared priorities – from climate action to peace and security to good-paying jobs. Since 2015, Canada’s trade with ASEAN has nearly doubled. Last year, ASEAN Member States represented Canada’s fourth largest merchandise trading partner, with increased partnerships in agriculture, agrifood, and digital trade. With Canada’s Indo-Pacific Strategy, we are building on this partnership with closer ties and shared prosperity.

    The Prime Minister, Justin Trudeau, today concluded his participation at the ASEAN Summit in Vientiane, Laos. As the first Canadian Prime Minister to visit Laos, the Prime Minister strengthened ties with ASEAN partners and expanded Canada’s footprint in one of the world’s fastest growing economic regions.

    In Vientiane, Prime Minister Trudeau announced that Canada will be upgrading its offices in Phnom Penh, Cambodia, and Vientiane, Laos, to embassies with resident ambassadors, meaning that Canada will be represented by full embassies in all 10 ASEAN Member States. He also noted the upcoming Team Canada Trade Mission to Indonesia and the Philippines later this year and announced new missions to Thailand and Cambodia in 2025. Building on our Indo-Pacific Strategy, these efforts will help forge even stronger ties between Canada and ASEAN, create good jobs for Canadians and peoples of ASEAN countries, and expand Canada’s presence in the Indo-Pacific.

    In a joint statement, Canada and ASEAN partners reaffirmed their commitment to enhancing dialogue on global challenges, advancing efforts on shared priorities, and building a people-centred ASEAN region that is connected, inclusive, and resilient. The Prime Minister emphasized that Canada will continue to be a partner in promoting peace, security, and prosperity in the region.

    In support of these efforts, the Prime Minister, Justin Trudeau, highlighted an over $128 million package of measures to deepen ties with ASEAN.

    The effects of climate change are being felt more than ever, and this is having a devastating impact on countries around the world, including ASEAN Member States. That’s why the federal government is investing over $84 million in the region to fight climate change, support innovation, and protect the environment. Our investments aim to:

    • Advance clean growth and conservation initiatives, such as Laos’ Monsoon Wind Power Project, the Lao Landscapes and Livelihoods Project, and the Mekong River Commission.
    • Reduce greenhouse gas emissions in some of the world’s highest-emitting developing countries.
    • Improve resilience to natural disasters through enhanced disaster preparation and management.

    The challenges posed by transnational organized crime and international terrorism affect citizens of ASEAN Members States and Canadians alike. The federal government is investing $21.3 million in initiatives to:

    • Strengthen partnerships between Canadian and Indo-Pacific law enforcement agencies.
    • Crack down on human and drug trafficking, including synthetic drugs, smuggling, and money laundering.
    • Counter international terrorist threats, including terrorist financing and terrorist fighter travel, and address the impacts on children.
    • Help local governments prevent illegal logging and deforestation.
    • Address online cyber scams.
    • Bolster aviation and border security.

    Stability in the Indo-Pacific is a key priority for Canada. We are bolstering peace and security efforts in the region, including by investing $11.9 million in various initiatives to:

    • Build up critical nuclear regulatory infrastructure.
    • Fight malicious cyber actors and strengthen cyber resilience.
    • Support demining and arms control efforts.

    In support of the rights of women and children in ASEAN countries, Canada is investing over $9 million to:

    • Uphold women’s labour rights and improve their participation in underrepresented sectors.
    • Help eliminate forced and child labour.
    • Increase access to prosthetic, orthotic, and rehabilitation services for women and girls with physical disabilities.

    At the ASEAN Summit, the Prime Minister announced an additional $2 million for scholarships and educational exchanges with ASEAN countries, as well as Canada’s intention to seek participation in the ASEAN Digital Track, which will help ensure that Canada has a seat at the table on regional matters ranging from artificial intelligence and cybersecurity to democratic and online rights.

    As work toward a Canada-ASEAN free trade agreement continues, the Prime Minister noted progress on last year’s ASEAN-Canada Strategic Partnership and emphasized his commitment to further strengthen Canada-ASEAN trade and investment.

    The ASEAN region offers unparalleled economic opportunity for Canada. Together, the 10 ASEAN member states represent the fifth largest economy in the world and the third largest population in the world. With the measures announced today, Canadians and Canadian businesses can capitalize on the rapid industrialization and growth of this region. Greater Canadian investment in the region and greater investment from the region into Canada will mean more jobs, more innovation, and more growth. As we create good-paying jobs, fight climate change, and grow our economies, Canada and ASEAN stand united to make life better for people in the Indo-Pacific region and beyond.

    Prime Minister Trudeau thanked the Prime Minister of Laos, Sonexay Siphandone, for hosting a very productive ASEAN Summit. He reaffirmed Canada’s commitment to further strengthening ties between our countries – and with all ASEAN partners. As Canada hosts the G7 Presidency in 2025, ASEAN will be a central part of our work ahead.

  • MIL-OSI Russia: Rosneft has implemented the technology for reloading isomerization catalyst without losing its activity for the first time in Russia

    Syzran Oil Refinery (part of Rosneft’s oil refining unit) has implemented for the first time in Russia a technology for reloading chlorinated platinum-containing isomerization catalyst without losing its activity. The potential economic effect of the proprietary technology developed and implemented will be about 1 billion rubles.

    Development of technological potential is one of the key elements of the Rosneft-2030 strategy. The company prioritizes innovation activities, defining technological leadership as a key factor in competitiveness in the oil market.

    The isomerization catalyst ensures the conversion of low-octane oil fractions into high-octane gasoline. To conduct an internal inspection of the reactors of the low-temperature isomerization unit, it is periodically necessary to unload and then load the catalyst. When unloaded, the catalyst irreversibly loses its activity when in contact with air. Specialists at the Syzran Oil Refinery have developed a technology in which the catalyst does not lose its activity when reloaded.

    High catalyst activity and absence of its deactivation were confirmed by the results of the isomerization unit operation for 10 months. After the unit entered the process mode, an isomerate with an octane number corresponding to the initial specification was obtained.

    The enterprise is implementing a modernization program with the aim of increasing the depth of processing and maximizing the efficient use of secondary processes to increase the output of high-margin petroleum products.

    At 70% of the Syzran Oil Refinery’s process units, imported protective layer catalysts have been replaced with corporate products – manufactured by the Angarsk Plant of Catalysts and Organic Synthesis, the Novokuibyshevsk Plant of Catalysts, and RN-Kat. The project for the transition to Russian-made protective layer catalysts was developed by the All-Russian Research Institute for Oil Refining (VNII NP), which is also part of Rosneft’s perimeter.

  • MIL-OSI Russia: Rosneft opened comfortable filling stations on the tourist route of the North-West region

    The RN-North-West company, which manages the Rosneft retail network in five northwestern regions of the country, opened two new-format Zerno filling stations after reconstruction. The filling stations on the federal highway R-21 Kola with spacious parking lots have become significant road infrastructure facilities for travelers. The parking area will comfortably accommodate not only several tourist buses, but also campers, which makes the complexes an attractive stopping place for auto tourists.

    Rosneft actively supports initiatives to expand domestic automobile tourism and aims to create comfortable conditions for travelers. Developing roadside service and improving the level of customer service provided at Rosneft filling stations is one of the Company’s priority areas of activity.

    The new complexes are located on the popular automobile tourist route from St. Petersburg to Karelia. Recently, the Company, together with the Information Tourist Center of the Republic, launched the project “Autoroutes of Karelia”.

    The new petrol stations on the Kola highway are comfortable, created using modern technologies and equipment. The 24-hour cafes have coffee complexes, which have expanded the range of hot drinks to 40 types. Customers can independently select options on the order tablet – add alternative milk, sugar or syrup with different flavors, for example, macadamia or mango. The cafe’s offer also includes fresh pastries, hot dogs, sandwiches and desserts. The sales areas of the petrol stations offer more than a thousand products for the road. Customers have access to digital services for remote refueling of the car, and the loyalty program “Family Team” is in effect.

    The territory and the main premises of the filling complexes are divided into functional zones, which increases the speed and level of customer service. The premises also have a barrier-free environment for people with disabilities. The complexes meet all environmental and industrial safety requirements.

    The capabilities of the new gas stations have made it possible to create conditions for the most comfortable long-distance trips. Rosneft is implementing a large-scale program to update retail stations, which is aimed at increasing the comfort of travelers, expanding and improving the offers in the cafes under the Zerno brand. During this year, eight gas stations were updated in the Northwestern Federal District and the work will continue.

  • MIL-OSI United Kingdom: Chief Secretary to the Treasury sets vision for future of Britain’s infrastructure

    In a speech at Skanska’s national HQ, the Chief Secretary sets the Government’s vision for the country’s infrastructure.

    Thank you for the kind introduction. Great to hear all of the great work you’re doing in my constituency. That’s always a good pitch when a member of Parliament is coming onto the stage.

    And thank you to Skanska for hosting us. And it’s so great to see so many of you here. Thank you for taking the time out of your busy schedules to come and listen to me today. I’m very grateful and to listen to our plans as a new government, with the intention of how we will continue to work together in delivering these priorities for the country.

    So today, I’m setting out the government’s vision for our country’s infrastructure. Building on the Chancellor’s three pillars of stability, investment and reform. Taken together, we believe this approach to fixing the foundations will improve productivity in the public and private sector and help deliver on our mission for growth.

    We all know why growth is this government’s first mission. If the UK’s economic growth had matched the OECD average over the past 14 years our economy would now be £140 billion larger. That would have generated £58 billion more in tax revenue to invest in our public services.

    This failure to stimulate growth is the root cause of the £22 billion black hole we discovered in our public spending coming into government, which working people across the country understand all too well because they are living with the consequences of that failure to get growth into the economy.

    That’s why this government, the Chancellor and I have made growth our defining mission and why, as a government of service, we will protect working people from the failures of the past.

    You all know that infrastructure is a key engine for growth, but that engine is in serious need of an MOT. Because without maintained trains and roads, businesses will struggle to export, expand and grow without investing in renewable energy.

    Firms and families will be exposed to the volatility and insecurity of foreign gas and oil prices, often driven by increasing conflicts overseas.

    And without a clear infrastructure strategy, investors can’t take long term investment decisions in the interests of their own firms, but more importantly, in the interests of UK plc.

    That’s why I welcome today’s report from the National Infrastructure Commission, which sets out the drivers behind escalating costs of major projects over the previous years. They point to a lack of strategic clarity as one of the root causes.

    It lays bare in the starkest terms the consequences of what has happened over previous years. Instead of clarity, we’ve had confusion. Instead of strategy, we’ve had short termism. And instead of stability, we have had chaos.

    All of which has reduced investment into infrastructure and our country. Because behind the complexity of the numbers, the graphs and the data, there is a simple truth.

    What investors need most from government is trust. And sadly, that trust has been broken. So I am here to rebuild it so that you can help us rebuild our infrastructure and together we can rebuild Britain.

    To do that, we have to start by fixing the foundations. We can’t build infrastructure or our economy on foundations, which have been progressively fractured over the past 14 years because just like good transport infrastructure provides a stable path for firms to grow, or a reliably priced energy supply system allows families to budget and plan for the future.

    It is only through fixing the foundations that we can achieve the economic stability on which we will rebuild Britain. That will require tough decisions, not least to get a grip of public spending which had gotten out of control. But above all, it will require a change in approach.

    But it will be the right type of change. It will be long term, it will be joined up and it will be strategic, not directionless chaos in the winds of political change, but the lasting change of a decade of national renewal. To sum it up in three words we will deliver strategy and delivery.

    I’ll begin with strategy, which delivers on the Chancellor’s demand for stability.

    We will publish a ten year national infrastructure strategy next spring, alongside the conclusion of our multi-year Spending Review. This will outline our approach to our core economic infrastructure like transport, energy and housing, and for the first time will also profile our social infrastructure plans for the schools and hospitals which support a flourishing modern economy.

    This strategy will be co-ordinated across the whole of Whitehall and will align with our new, overlapping and long term spending framework, making sure that we will allocate public capital better in the future.

    A new and improved relationship with the private sector will also be crucial. There is, after all, only so much that the public sector can or should do, and we all know that the vast majority of our growth will be driven by private sector investment.

    So we will unlock private investment by being a real partner to business, sharing in the risks and financial burdens that come with investing.

    The National Wealth Fund will provide billions of pounds of public money to be invested alongside private finance, drawing greater investment into the industries that will power our growth for years to come.

    And we will bring together the deep pension pots that exist throughout the United Kingdom, but which often don’t provide a particularly good return. By our estimates, pension pots could be boosted by £11,000 on average, whilst unlocking £8 billion of new productive investment into our economy.

    And of course, as so many wise voices have called for, we have committed to taking on the role of a strategic state through a new modern industrial strategy

    It will provide much needed clarity and certainty over the government’s approach to key British sectors and industries, and long term guidance on our priorities and missions, helping investors to plan ahead.

    It will help ensure our growth mission is resilient to global challenges, support regional growth, and deliver an acceleration on net zero. But strategy without delivery is meaningless.

    The last government made a plethora of empty promises they never delivered, and this failure to deliver has further undermined the trust in government and, quite frankly, in the United Kingdom that is necessary for investors to invest. We have already taken steps to change that. Here are just three examples.

    The Planning and Infrastructure Bill, which we will introduce this session, will accelerate the delivery of high quality infrastructure. It will streamline and simplify the consenting process for major infrastructure projects and enable relevant, new and improved national policy statements to come forward, giving increased certainty to developers and communities.

    We are working at pace with the energy industry and regulators to connect renewable energy projects to the grid more quickly, and the Secretary of State for Energy Security and Net Zero has already approved several major solar projects for example, consenting more capacity in the last three months than was installed in the last year, creating thousands of jobs alongside it.

    And the deputy Prime Minister herself can now intervene in the planning system where the potential for growth demands it. Early examples include recovered applications for two data centres in Buckinghamshire and Herefordshire, and a film studio near Marlow. That I hope is all welcome news, but I want to provide even more assurance to those looking to invest in Britain’s infrastructure.

    Because you must all be thinking that you’ve heard it all before. Some nice words from a politician, often in a hard hat and high vis. Sadly not today. Saying this time it will be different. And then six weeks, six months, six years later, it’s the same problems and the same challenges.

    You need to know that you can trust me and this government to change. And here’s why you should.

    When the Chancellor addressed the state of our public spending inheritance earlier this year in Parliament, she stressed the importance of our expert led institutions such as the office for Budget Responsibility for Fiscal Stability. I fully agree with her.

    And that’s why we are confirming today, in line with our reform pillar, that we are strengthening the oversight of the delivery of government’s infrastructure plans through the introduction of the National Infrastructure and Service Transformation Authority, or NISTA, which will be operational by spring 2025.

    We will do this by combining the functions of the National Infrastructure Commission and the Infrastructure and Projects Authority. We will give NISTA a strong mandate and we will bring in external expertise and provide direct ministerial oversight from the centre of government and in each and every department across Whitehall.

    The National Infrastructure Commission, as we all know, has produced excellent strategic reports of what infrastructure the country needs and the Infrastructure and Projects Authority’s expertise and commitment to delivering critical infrastructure projects is unmatched. But the government has collectively still failed to deliver in the past. This is what we will change.

    Building on the work of the NIC and the IPA, NISTA will bring oversight of strategy and delivery into one organisation, developing and implementing our ten year infrastructure strategy in conjunction with industry, while driving more effective delivery of infrastructure across the country.

    In short, it will bridge the gap between what we build and how we build it. It will be a crucial part of our plan to improve delivery.

    I’m also delighted to announce that Sir John Armitt, who I’m sure you all know very well, has agreed to extend his term as the chair of the National Infrastructure Commission during this transition period and that he and his team will help inform the infrastructure strategy over the coming months.

    Building on the analysis and recommendation of the Commission’s second National Infrastructure Assessment, working with the IPA as we create NISTA together.

    I recognise that as ever, there will be lots of questions about what this means for industry, investors and infrastructure. I look forward to answering them and most crucially, I look forward to working with all of you as we develop these plans over the coming months, announce them in the spring and then get on with delivery.

    But there is one message I want you to take away from today.

    A few months ago, the Chancellor announced that we will unlock investment and deliver growth through economic and political stability, and that that growth will only come by investing and fixing the foundations.

    There is much work to be done to build a new Britain, and today our infrastructure plans begin that work.

    • IMF staff and The Ivorian authorities have reached a staff-level agreement on both the third review of Côte d’Ivoire’s economic reform program supported by the EFF and ECF arrangements, and the second review of their climate change reform program supported by the RSF arrangement. Discussions were also held in the context of the 2024 Article IV consultation.
    • The authorities are advancing their reform agendas for safeguarding macroeconomic stability, deepening economic transformation towards meeting upper-middle income status, and building greater climate resilience through adaptation and mitigation reforms. In addition, to boost inclusive growth, they are advancing reforms in reducing informality and social inequality and tackling gender disparities.
    • Completion of the reviews by the IMF Executive Board will lead to two disbursements for a total of about US$825 million of which US$498 million and US$327 million will respectively be on account of the EFF/ECF and RSF arrangements.

    Abidjan, Côte d’Ivoire: An International Monetary Fund (IMF) staff team, led by Mr. Olaf Unteroberdoerster, held discussions with the Ivoirian authorities during Sept. 23 – Oct 9 on progress under both the authorities’ economic and financial program supported by the Extended Fund Facility (EFF) and Extended Credit Facility (ECF), and the climate reform program supported by the Resilience and Sustainability Facility (RSF), as well as on the 2024 Article IV consultation. The EFF/ECF arrangement for an amount of SDR 2.6 billion (about US$3.5 billion) and the RSF arrangement for an amount of SDR 975.6 million (about US$1.3 billion) were approved by the IMF Executive Board respectively on May 24, 2023, and March 15, 2024.

    “After constructive discussions with the Ivoirian authorities, I am pleased to announce that performance under the two programs has been satisfactory so far and that we reached staff-level agreement on all policies and reform measures in line with the programs’ objectives. On the EFF/ECF arrangement, the authorities and staff agreed on additional revenue measures to meet 2024 fiscal targets, on the 2025 key policy measures including further revenue-based fiscal consolidation to reduce the fiscal deficit to 3 percent of GDP by 2025, and on structural measures to further strengthen domestic revenue mobilization, public financial management, and governance.

    “On the RSF, understandings were reached on the timely implementation of reform measures falling due in the remainder of 2024, focusing on strengthening climate policies governance , reducing greenhouse gas emissions, and increasing green and sustainable financing for private and public companies. Discussions also focused on the coordination between stakeholders and national development plans, and the next steps following the Climate Financing Round table of July 2024 with a view to announcing specific financing and technical assistance pledged at the COP29 in mid-November 2024.

    “The completion of the programs’ reviews and disbursement of the next tranches for a total of about US$[825] million will be subject to approval of the IMF’s Executive Board.

    “Côte d’Ivoire’s economy remains resilient, notwithstanding a slight moderation of growth in 2024 to 6.1 percent from 6.2 percent in 2023, in part reflecting weaker agricultural production and construction activity in first half of the year and a challenging regional and external environment. More favorable terms of trade, led by higher cocoa prices, is expected to narrow the current account deficit to less than 5 percent of GDP in 2024. The budget deficit is expected to fall to 4 percent of GDP in line with program targets. The medium-term outlook remains favorable. Growth is projected to average 6.7 percent over the period 2025-2029 supported by a recovery in cocoa production and higher hydrocarbon and mining production. Inflation is projected to average 4 percent in 2024 and continue to decline over the medium term within the BCEAO target range by end 2025.

    “Thanks to continued strong domestic revenue mobilization (DRM) efforts under the government’s comprehensive medium-term revenue mobilization strategy (MTRS) adopted in May 2024, the fiscal deficit is expected to further decline to 3 percent of GDP in 2025, converging to the WAEMU target. Prudent fiscal and debt management will also help safeguard a moderate risk of debt distress rating for public and external sector debt. The current account deficit is projected to decline further to average about 2 percent of GDP on the back of favorable terms of trade, a rebound in agricultural exports, and further increases in hydrocarbon exports. As a result, Côte d’Ivoire is expected to contribute significantly to the recovery of regional official reserves.

    “In the 2024 Article IV consultation, discussions highlighted the links between informality, socio-economic and gender disparities, growth, and the tax system. Reducing informality across the economy could help deliver higher and more inclusive growth, support poverty reduction, boost human capital, sustain domestic revenue mobilization, and steadfast efforts to reach upper-middle income status.”

  • MIL-OSI United Kingdom: Government unveils significant reforms to employment rights

    Ministers have unveiled the Employment Rights Bill to help deliver economic security and growth to businesses, workers and communities across the UK.

    • Legislation introduced in Parliament to upgrade workers’ rights across the UK, tackle poor working conditions and benefit businesses and workers alike 
    • Ahead of International Investment Summit, government reveals landmark reforms in under 100 days to boost pay and productivity, showing the benefits of a ‘pro-business, pro-worker’ approach 
    • New balance for early months of a job at heart of pragmatic reforms to help drive growth in the economy and support more people into secure work 
    • Employment Rights Bill will end exploitative zero-hour contracts and unscrupulous fire and rehire practices, while establishing rights to bereavement and parental leave from day one 

    Today (10 October) ministers have unveiled the Employment Rights Bill, introduced within 100 days of the new government coming to office, to help deliver economic security and growth to businesses, workers and communities across the UK.  

    Getting the labour market moving again is essential to economic growth with one in five UK businesses with more than 10 employees reporting staff shortages. Flexibility, for workers and businesses alike, is key to answering this challenge and is at the heart of the legislation to upgrade the law to ensure it is fit for modern life and a modern economy. 

    The existing two-year qualifying period for protections from unfair dismissal will be removed, delivering on the manifesto commitment to ensure that all workers have a right to these protections from day one on the job. 

    The government will also consult on a new statutory probation period for companies’ new hires. This will allow for a proper assessment of an employee’s suitability to a role as well as reassuring employees that they have rights from day one, enabling businesses to take chances on hires while giving more people confidence to re-enter the job market or change careers, improving their living standards.  

    The bill will bring forward 28 individual employment reforms, from ending exploitative zero hours contracts and fire and rehire practices to establishing day one rights for paternity, parental and bereavement leave for millions of workers. Statutory sick pay will also be strengthened, removing the lower earnings limit for all workers and cutting out the waiting period before sick pay kicks in. 

    Accompanying this will be measures to help make the workplace more compatible with people’s lives, with flexible working made the default where practical. Large employers will also be required to create action plans on addressing gender pay gaps and supporting employees through the menopause, and protections against dismissal will be strengthened for pregnant women and new mothers. This is all with the intention of keeping people in work for longer, reducing recruitment costs for employers by increasing staff retention and helping the economy grow. 

    A new Fair Work Agency bringing together existing enforcement bodies will also be established to enforce rights such as holiday pay and support employers looking for guidance on how to comply with the law. 

    Deputy Prime Minister Angela Rayner said:

    This government is delivering the biggest upgrade to rights at work for a generation, boosting pay and productivity with employment laws fit for a modern economy. We’re turning the page on an economy riven with insecurity, ravaged by dire productivity and blighted by low pay. 

    The UK’s out-of-date employment laws are holding our country back and failing business and workers alike. Our plans to make work pay will deliver security in work as the foundation for boosting productivity and growing our economy to make working people better off and realise our potential. 

    Too many people are drawn into a race to the bottom, denied the security they need to raise a family while businesses are unable to retain the workers they need to grow. We’re raising the floor on rights at work to deliver a stronger, fairer and brighter future of work for Britain.

    Business Secretary Jonathan Reynolds said:

    It is our mission to get the economy moving and create the long term, sustainable growth that people and businesses across the country need. Our plan will give the world of work a much needed upgrade, boosting pay and productivity.    

    The best employers know that employees are more productive when they are happy at work.  That is why it’s vital to give employers the flexibility they need to grow whilst ending unscrupulous and unfair practices.  

    This upgrade to our laws will ensure they are fit for modern life, raise living standards and provide opportunity and security for businesses, workers and communities across the country.

    Alongside the legislation, a ‘Next Steps’ document for the Make Work Pay Plan has been published outlining the government’s vision and long-term plans and setting out our ambitions for the plan to grow the economy, raise living standards across the country and create opportunities for all. 

    Ending one-sided flexibility

    The legislation will level the playing field where all parties understand what is required of them and good employers aren’t undercut by bad ones.  

    The bill will end exploitative zero hours contracts, following research that shows 84% of zero hours workers would rather have guaranteed hours. They, along with those on low hours contracts, will now have the right to a guaranteed hours contract if they work regular hours over a defined period, giving them security of earnings whilst allowing people to remain on zero hours contracts where they prefer to. According to TUC research nearly two thirds of managers (64%) believe ending zero hours contracts would have a positive impact on their business.  

    Ending unscrupulous employment practices is a priority for this government and none more so than shutting down the loopholes that allow bullying fire and rehire and fire and replace to continue. The government is closing these loopholes and putting in place measures to give greater protections against unfair dismissal from day one, ensuring that the feeling of security at work is no longer a luxury for the privileged few. 

    This bill turns the page on the previously ineffective, costly and conflicting approach to dealing with industrial relations that has brought so much disruption to businesses and livelihoods. lt repeals the anti-union legislation put in place by the previous administration, including the Minimum Service Levels (Strikes) Act legislation that failed to prevent a single day of industrial action while in force. 

    Employment Rights Minister Justin Madders said:

    We know that most employers proudly treat their staff well. However, for decades as the world of work has changed, employment rights have failed to keep pace, with an increase in one-sided flexibility slowing the potential for growth in the economy.

    The steps we’re taking today will finally right these wrongs, working in partnership with business and unions to kickstart economic growth that will benefit them, their workers and local communities.  

    From tackling fire and rehire to ending exploitative zero hours contracts, we are delivering a modern economy that drives up living standards for families across the UK.

    Supporting working families

    Too many people find that the current system isn’t compatible with the realities of everyday life, whether that’s raising children or supporting a loved one with a health condition. The government wants to make sure that everyone can get on in work and not be held back because work isn’t compatible with important family responsibilities. 

    That is why the government will:

    • Change the law to make flexible working the default for all, unless the employer can prove it’s unreasonable.   
    • Set a clear standard for employers by establishing a new right to bereavement leave, with the entitlement sculpted with the needs of employees and the concerns of employers at the forefront.  
    • Deliver stronger protections for pregnant women and new mothers returning to work including protection from dismissal whilst pregnant, on maternity leave and within six months of returning to work.   
    • Tackle low pay by accounting for cost of living when setting the Minimum Wage and remove discriminatory age bands.  
    • Establish a new Fair Work Agency that will bring together different government enforcement bodies, enforce holiday pay for the first time and strengthen statutory sick pay. It will create a stronger, recognisable single organisation that people know where to go for help – with better support for employers who want to comply with the law and tough action on the minority who deliberately flout it.   

    Beyond the bill

    The Make Work Pay Plan doesn’t stop with this bill. Continuing to reform employment rights in line with changes to the economy and labour market is critical to maintaining growth, prosperity and opportunity. As an outlook to the future, the government has also today published a Next Steps document that outlines reforms it will look to implement in the future.  

    Subject to consultations, this includes:

    • A Right to Switch Off, preventing employees from being contacted out of hours, except in exceptional circumstances, to allow them the rest and get the recuperation they need to give 100% during their shift. 
    • A strong commitment to end pay discrimination by expanding the Equality (Race and Disparity) Bill to make it mandatory for large employers to report their ethnicity and disability pay gap.  
    • A move towards a single status of worker and transition towards a simpler two-part framework for employment status.  
    • Reviews into the parental leave and carers leave systems to ensure they are delivering for employers, workers and their loved ones.

Growth is projected to average 6.7 percent over the period 2025-2029 supported by a recovery in cocoa production and higher hydrocarbon and mining production. Inflation is projected to average 4 percent in 2024 and continue to decline over the medium term within the BCEAO target range by end 2025.

    “Thanks to continued strong domestic revenue mobilization (DRM) efforts under the government’s comprehensive medium-term revenue mobilization strategy (MTRS) adopted in May 2024, the fiscal deficit is expected to further decline to 3 percent of GDP in 2025, converging to the WAEMU target. Prudent fiscal and debt management will also help safeguard a moderate risk of debt distress rating for public and external sector debt. The current account deficit is projected to decline further to average about 2 percent of GDP on the back of favorable terms of trade, a rebound in agricultural exports, and further increases in hydrocarbon exports. As a result, Côte d’Ivoire is expected to contribute significantly to the recovery of regional official reserves.

    On the third day of the St. Petersburg International Gas Forum, a meeting of the Scientific and Educational Interuniversity Council of PJSC Gazprom was held with the participation of the heads of the corporation and its partner universities. The Polytechnic University was represented by the Rector of SPbPU, Chairman of the St. Petersburg Branch of the Russian Academy of Sciences Andrey Rudskoy, Vice-Rector for Research Yury Fomin, Vice-Rector for Educational Activities Lyudmila Pankova, Vice-Rector for Continuing and Pre-University Education Dmitry Tikhonov, Director of the Scientific and Educational Center for Information Technology and Business Analysis of Gazprom Neft Irina Rudskaya, and Scientific Secretary Dmitry Karpov.

    Opening the discussion, Deputy Chairman of the Management Committee of PJSC Gazprom Sergey Khomyakov named the main areas of joint activities with universities: education of the younger generation, professional orientation and training, training of qualified personnel and scientific research work.

    At the meeting, the rector of SPbPU, chairman of the St. Petersburg branch of the Russian Academy of Sciences Andrey Rudskoy made a report. He recalled that in 2024, important legislative regulations were signed at the federal level regulating strategic guidelines, national goals and priority areas of scientific and technological development of Russia, and noted that almost every such document speaks of close interaction between the university and academic communities with industrial partners.

    The cooperation between Polytechnic University and Gazprom is developing in many areas — from educational (starting with work with schoolchildren) to scientific and technological. Of the significant results, Andrey Rudskoy highlighted several joint events this year: the Gazprom student Olympiad, a job fair and a tournament on flexible skills; modernization of the laboratory and educational base through financing from PJSC Gazprom.

    In the scientific and technological sphere, the rector of the Polytechnic University noted the rapid development of the field of additive printing with metals at the university and the production of high-quality products for Gazprom using this method, the development of fundamentally new technological solutions for laser cladding, heat treatment, defect detection methods, the assembly of a mobile laser cladding complex by specialists from the Institute of Mechanical Engineering, Materials and Transport, and projects of the Advanced Engineering School “Digital Engineering” in the areas of the fuel and energy complex.

    In conclusion, Andrey Rudskoy made several proposals to strengthen cooperation between Polytechnic University and Gazprom.

    “Undoubtedly, the existing forms of interaction between the Polytechnic University and PJSC Gazprom are effective, but they need to be expanded and scaled up,” the Rector of SPbPU believes. “One of the forms of integrating science and production could be the creation of research and production associations (RPAs), whose participants could be universities and high-tech industrial companies. In the USSR, RPAs demonstrated high efficiency in consolidating the resources of scientific and industrial organizations. Modern RPAs will be able to receive federal support. Following his trip to the Sverdlovsk and Chelyabinsk regions, the President of Russia instructed the Ministry of Science and Higher Education, as well as the Ministry of Industry and Trade of the Russian Federation to develop mechanisms to support RPAs. In the near future, it is planned to launch a federal pilot project to create RPAs, and the Polytechnic University is ready to join this experiment. We invite you to join the joint work to create RPAs for the further development of cooperation for the benefit of science and industry in our country.”

    Andrey Rudskoy also proposed creating an association of Gazprom’s flagship universities and establishing a joint journal.

    It is important that the advanced experience and knowledge that have accumulated over all this time in our flagship universities are recorded and made publicly available, Andrey Rudskoy emphasized. He asked Alexey Miller to become the editor-in-chief of the journal.

    Russian Energy Minister Sergey Tsivilev and Chairman of the Management Committee of PAO Gazprom Alexey Miller took time out of their schedule to attend the meeting of the Interuniversity Council and thank its participants for their cooperation.

    “Today, at this forum, higher education has the opportunity to see with its own eyes the results of our common work,” Alexey Miller addressed the audience. “The first forum took place eight years ago, we set priorities, and now every year we see fundamentally new technological developments, new equipment, at the stands, above the world level.”

    At the council meeting, speaking about the interaction of the Polytechnic University and Gazprom in the field of higher education, Andrey Rudskoy cited as an example two educational systems developed this year based on VR technologies. One of them was presented at the SPbPU stand and aroused genuine interest among the forum guests, especially among young people. One of the teenagers who visited the stand even thought: Maybe I should go to the Polytechnic University?

    The “Maintenance and Repair of Piston Compressor and Auxiliary Equipment for Underground Gas Storage Systems” complex is a virtual model of the real Nevskaya station and is designed to study the main actions during maintenance and operation of compressor equipment used at underground gas storage facilities. This virtual training complex is a joint effort of two departments of the Polytechnic University. The compressor engineering sector of the Higher School of Power Engineering of the Institute of Power Engineering is responsible for the technical side and implementation in the educational process, and the software implementation is performed by the Laboratory of Streaming Data Processing.

    “To train students in compressor and related specialties, practical classes at compressor stations are necessary. But it is difficult to get to these facilities, or students cannot do anything with their hands. Our joint work consists of preparing a scenario and technical actions, and programmers create a virtual gas-pumping unit with all the necessary control elements, on which students can practice the necessary actions according to the scenarios of the actions of a gas-pumping unit operator and a shift engineer,” said Vasily Semenovsky, associate professor at the Higher School of Power Engineering. “The simulator has been introduced into the educational process of bachelors and masters, and if necessary, we also work with this virtual model in additional education courses.

    According to Vasily Semenovsky, another virtual model is 90 percent ready: an automatic gas-filling compressor station for refueling passenger and freight vehicles with methane.

    This year, Polytechnic University and the St. Petersburg Branch of the Russian Academy of Sciences presented a joint stand at the St. Petersburg International Gas Forum. Among the developments of the RAS institutes: Voron and Strizh unmanned aerial vehicles of the St. Petersburg Federal Research Center (FRC RAS), the small-sized quadrupole mass spectrometer MS7-200 for analyzing the composition of gas mixtures at atmospheric pressure of the Institute of Analytical Instrumentation of the Russian Academy of Sciences, etc.

    The Voron model is a multi-base UAV for solving a wide range of tasks. The most popular applications are: real-time aerial monitoring, signal retransmission, delivery of small-sized cargo, terrain mapping, search and rescue operations, aerial photography and aerial video filming.

    The Strizh UAV can perform aerial monitoring in real time, deliver small-sized cargo, participate in search and rescue operations, and conduct aerial photography and aerial video filming.

    Traditionally, the SPbPU History Museum also takes part in the exhibition. This year, the museum staff introduces the guests of the stand to the Polytechnic gas plant, which produced lighting gas for laboratories. Combustible gas was obtained by dry distillation of coal at a temperature of 1000 °C.

    Every day, the institute consumed over 900 cubic meters of gas: the chemical laboratory – 425 m³, metallurgical – 283 m³, the rest – 198 m³.

    Light gas prepared at the plant was collected in a gas holder (gas storage) before entering the gas network, where it was under pressure. The gas holder was designed on the principle of a caisson – an engineering structure for forming an empty chamber under water.

    With the advent of main gas pipelines, the work of the institute’s gas plant became irrelevant. In the 1960s, a laboratory building appeared on the site of the gas plant. The gas holder was built into the building. The round projections in the laboratory building can still be seen today.

  • MIL-OSI Global: Dark energy: could the mysterious force seen as constant actually vary over cosmic time?

    As I finished my PhD in 1992, the universe was full of mystery – we didn’t even know exactly what it is made of. One could argue that cosmologists had made little progress in our understanding of these basic facts since the discovery of the cosmic microwave background (CMB), the afterglow of the Big Bang, in the 1960s.

    I left the UK after my doctoral studies to begin a research career in the US, where I was lucky to be recruited to work on a new experiment called the Sloan Digital Sky Survey (SDSS). This new survey embraced advances in digital technologies with the ambition of measuring the “redshifts” (how light becomes more red if a source appears to move away from you) of a million galaxies.

    These redshifts were then used to measure distances, and allowed cosmologists to map the three-dimensional structure of the universe.

    One cosmic puzzle in the 1980s, based on the pioneering CfA Redshift Survey of Margaret Geller and John Huchra, was the significant lumpiness of galaxies, and therefore matter, in our cosmic neighbourhood. Galaxies were clustered together across a wide range of scales, with evidence for coherent “superclusters” of galaxies spanning over 30 million light years in length.

    It was important to know how such superclusters could have formed from the smooth CMB, as it would tell us the total amount of matter in the universe and, more intriguingly, what that matter was made of. That was assuming the only force in play was gravity.

    By the end of the first phase of the SDSS, we had achieved our goal of a million redshifts. This data was used to discover many superclusters across the universe, including the amazing “Sloan Great Wall”, which remains one of the largest known coherent structures in the universe, over a billion light years in length.

    I am lucky to have lived through this amazing era of cosmic discovery around the turn of the century. Surveys like SDSS, combined with new observations of the CMB and searches for distant exploding stars known as Type Ia Supernovae (SNeIa), coincided to deliver an emphatic answer to the question: “What is the universe made of?”

    The discovery of dark energy

    From 1999 to 2004, the cosmological community came together to agree that the universe was 5% normal (baryonic) matter, 25% dark matter (unknown, invisible matter), and 70% “dark energy” (an expansive force) – essentially a cosmological constant, which was first postulated by Einstein. The discovery that the universe was dominated by this constant energy shocked everyone, especially as Einstein had called the cosmological constant his “biggest blunder”.

    Today, cosmologists still agree this is the most likely make-up of our universe. But observational cosmologists like me have refined our measurements of these cosmic variables significantly – reducing the errors on these quantities.

    The latest numbers from the Dark Energy Survey (DES) indicate that 31.5% of the universe is matter (a combination of dark and normal), with the remainder being dark energy assuming a cosmological constant. The error on this measurement is just 3%.

    Knowing these numbers to higher precision will hopefully help cosmologists understand why the universe is like this. Why would we expect to have 70% of the universe today as “dark” (can’t be seen via electromagnetic radiation) and not associated with “matter” like everything else in the universe?

    The origin of this dark energy remains the biggest challenge to physics, even after 20 years of intense study.

    Intriguing measurements

    Like me, a few cosmologists have become distracted by other problems over the last two decades. However, 2024 could be the start of a new era of discovery. This year, cosmologists published new results based on two of our best cosmological probes.

    The first probe consists of exploding stars dubbed “SNeIa”. As these stars have a narrow range of masses, their explosions can be well calibrated, giving cosmologists a predictable brightness that can be seen far away. By comparing the known brightness of these SNeIa to their redshifts, we can determine the expansion history of the universe. These objects were, in fact, critical for discovering that the expansion of our universe is accelerating.

    The second probe works by looking at Baryon Acoustic Oscillations (BAO) – relics of predictable sound waves in the plasma (charged gas) of the early universe, before the CMB. These are now frozen into the large-scale structure of galaxies around us. Like SNeIa, their predictable size can be compared with their observed size today to measure the expansion history of the universe.

    Recently, DES reported its final SNeIa results from over a decade of work, detecting and characterising many thousands of supernova events. While these SNeIa results are consistent with the orthodox view that the universe is dominated by a cosmological constant, they do leave open the tantalising possibility of new physics – namely, that the dark energy could be varying with cosmic time.

    That said, scientists are trained to be sceptical, and there are many reasons to distrust a single experiment, single observation, or even a single set of cosmologists!

    Cosmologists now go to extraordinary lengths to “blind” their results from themselves during analysis of the data, only revealing the answer at the last moment. This blinding is done to avoid unconscious human biases affecting the work, which could possibly encourage people to get the answer they believe they should see.

    This is why repeatability of results is at the heart of all science. In cosmology, we cherish the need for multiple experiments checking and challenging each other.

    The second result to turn heads was the first BAO measurements from the Dark Energy Spectroscopic Instrument (DESI), successor to the SDSS. The first DESI map of the cosmos is deeper and denser than the original SDSS. Its first BAO results are intriguing – the data alone is still consistent with a cosmological constant, but with hints of a possible time-varying dark energy when combined with other data sources.

    In particular, when DESI analyses the combination of its BAO results with the final DES SNeIa data, the significance of a time-varying dark energy increases to 3.9 sigma (a measure of how unusual a set of data is if a hypothesis is true) – only 0.6% chance of being a statistical fluke.

    Most of us would take such odds, but scientists have been hurt before by systematic errors within their data that can mimic such statistical certainty. Particle physicists therefore demand a discovery standard of 5 sigma for any claims of new physics – or less than a one in a million chance of being wrong!

    As scientists will say: “Extraordinary claims require extraordinary evidence.”

    Mindboggling implications

    Are we entering a new era of cosmological discovery? If so, what would it mean?

    The answer to my first question is probably yes. The next few years will be fun for cosmologists, with new data and results due from the European Space Agency’s Euclid mission. Launched last year, it is already scanning the sky with unprecedented accuracy.

    Likewise, DESI will get more and better data, while the European Southern Observatory starts its own massive redshift survey in 2025. Then you have the Rubin Observatory in Chile coming online soon. Combining these datasets should prove beyond doubt if dark energy varies with cosmic time.

    If it does, it implies there is less dark energy now than in the past. This could be caused by many things but, interestingly, it could signify the end of a present, accelerated phase of the expansion of the universe.

    It also implies that dark energy is probably not a cosmological constant thought to be due to the background energy associated with empty space. According to quantum mechanics, empty space isn’t really empty, with particles popping in and out of existence creating something we call “vacuum energy”. Ironically, predictions of this vacuum energy do not agree with our cosmological observations by many orders of magnitude.

    So, if we did discover that dark energy varies over time, it might explain why observations are at odds with quantum mechanics, which is an extremely well-tested theory. This would suggest the assumption in the standard model of cosmology, that dark energy is constant, needs a rethink. Such a realisation may help solve other mysteries about the universe – or pose new ones.

    In short, the new cosmological observations coming this decade will stimulate a new era of physical thinking. Congratulations to my younger cosmologists: it is your era to have fun.

  • MIL-OSI Global: Charging, not range, is becoming a top concern for electric car drivers

    The Biden administration is using tax credits, regulations and federal investments to shift drivers toward electric vehicles. But drivers will make the switch only if they are confident they can find reliable charging when and where they need it.

    Over the past four years, the number of public charging ports across the U.S. has doubled. As of August 2024, the nation had 192,000 publicly available charging ports and was adding about 1,000 public chargers weekly. Infrastructure rarely expands at such a fast rate.

    Agencies are allocating billions of dollars authorized through the 2021 Bipartisan Infrastructure Law for building charging infrastructure. This expansion is making long-distance EV travel more practical. It also makes EV ownership more feasible for people who can’t charge at home, such as some apartment dwellers.

    Charging technology is also improving. Speeds are now reaching up to 350 kilowatts – fast enough to charge a standard electric car in less than 10 minutes. The industry has also begun to shift to a standard called ISO 15118, which governs the interface between EVs and the power grid.

    This standard enables a plug-and-charge system: Just plug in the charger and you’re done, without contending with apps or multiple payment systems. Many existing chargers can be retrofitted to it, rather than needing to install totally new chargers.

    Tesla’s decision to open its reliable Supercharger network to non-Tesla vehicles promises to further expand access to fast chargers, although this shift is proceeding slowly.

    As a researcher studying adoption of EVs, I’m encouraged by these advancements. But there’s still a need to make the charging experience more reliable and accessible for everyone. Stories of charging woes abound online and are a popular focus for EV critics. Here are the key issues drivers are confronting.

    Broken, slow or inaccessible

    Although EV charging infrastructure has improved in the past several years, reliability is still a critical issue. For example, a 2022 study by researchers at the University of California, Berkeley, found that nearly 30% of public non-Tesla fast chargers in the Bay Area didn’t work. A national study in 2023 that used artificial intelligence models to analyze driver reviews of EV charging stations reached a similar result.

    These findings highlight the need for more robust maintenance and monitoring systems across charging networks. Federal guidelines require that chargers must have an average annual “uptime,” or functional time, greater than 97%, but this metric is not always as clear-cut as it sounds. While many charging-point operators report high uptime percentages, their figures often exclude factors such as slow charging speeds or incomplete charges that degrade users’ experience.

    Many drivers complain about throttling – chargers that dispense electricity at less than the maximum rate the car is capable of accepting, so the car charges more slowly than expected. Sometimes this is normal: Cars will charge more slowly as their battery gets closer to full in order to avoid damaging the battery. Other factors can include weather conditions and the number of other vehicles simultaneously using the charging station.

    Drivers’ issues with chargers involve more than just uptime. Technical barriers, such as payment processing and vehicle-charger communication, sometimes can prevent a charge from starting or completing.

    To ensure that all EVs can charge smoothly at any network, groups such as the National Charging Experience Consortium and CharIN are bringing automakers, charging providers and national laboratories together to address these issues.

    Other obstacles are more local, such as long lines at charging stations and chargers that are blocked by parked cars, snowbanks or other obstacles. Finding vehicles with internal combustion engines parked in EV charger spots is common enough that it has a name: getting ICEd. There’s a clear need for more comprehensive solutions to help the charging experience keep pace with demand for EVs.

    A street-level view

    At the University of California, Davis, we are working with the California Energy Commission to understand the range of charging obstacles that EV drivers face. As part of a three-year study, we are sending undergraduate students out to test thousands of chargers across the entire state of California.

    So far, our results show that just over 70% of charge attempts have succeeded. Many issues have caused failed charges, including traffic congestion at charging stations, damaged or offline chargers, difficulty using navigation apps to find charging stations, and malfunctioning chargers.

    Quantity and quality both matter

    As federal investments continue to pour money into EV charging, our findings indicate that it’s important to use these resources not only to expand the network but also to improve the user experience at every step.

    Areas for improvement include stricter oversight of charger maintenance; more robust uptime requirements that reflect real-world performance; and better collaboration between automakers, charging-point operators and software providers to ensure that vehicles and chargers can work together seamlessly.

    The future of EV adoption depends not just on how many chargers are available, but on how reliable and easy they are to use. By addressing specific pain points that drivers face, policymakers and industry leaders can create a charging ecosystem that truly supports the needs of all EV drivers. Reliability is key to unlocking widespread confidence in the EV charging infrastructure and ensuring that it can keep pace with the growing number of electric vehicles on the road.
