  • MIL-OSI Canada: Building on 50 years of friendship with Gangwon

    The reaffirmation of Alberta’s and Gangwon’s sister province relationship took place in a ceremonial signing between Premier Smith and Governor Kim Jin Tae of Gangwon State, Republic of Korea as part of the Governor’s official visit to the province from Sept. 21 to 25.

    With this renewal, Alberta and Gangwon will strive to build on decades of co-operation by exploring opportunities to expand collaboration in health innovation and life sciences, technology and innovation, sustainable energy development, export growth, investment attraction and sport.

    A memorandum of understanding establishing the sister province relationship between Alberta and Gangwon, Republic of Korea was originally inked on Sept. 3, 1974, and was the first ever international sister relationship for both Alberta and Gangwon.

    Collaboration under this agreement has traditionally focused on education, culture and sport exchanges, but has expanded over the years to include research and business-to-business relations.

    • Alberta and Gangwon’s sister province relationship has been a catalyst for several successes over the past five decades. For example: 
      • From 1974 to 2020, Alberta participated in numerous sports exchanges with Gangwon, including alpine and Nordic skiing, whitewater canoeing, wrestling, golf, boxing, soccer, tennis, team handball, fencing and cycling.
      • Since 1984, the University of Alberta’s Kangwon Teachers of Education Program has helped more than 600 Gangwon Province teachers hone their English language teaching skills.
      • In 2015, Alberta’s government provided support for an international research collaboration between the University of Calgary and Gangwon, with additional funding provided by Opti pharm-M & D, Inc., a Gangwon-based biomedical company. The project focused on improving early diagnosis for breast cancer by examining cancer cells and tissue samples to measure biomarker expression in real-time.
    • The Republic of Korea, known informally as South Korea, is an important economic partner for Alberta.
      • Bilateral trade between Alberta and South Korea totalled about $1.3 billion in 2023.
      • Alberta’s total exports to the region in 2023 totalled $940.6 million, and consisted primarily of energy, nickel, meat, wood pulp, canola oil and cereals.
      • Several major South Korean energy companies have Canadian headquarters in Calgary, including KOGAS, Korea National Oil Corp (KNOC) and SK Eco-Engineering.
    • Alberta has a strong and vibrant Korean community, with about 24,000 Albertans with ethnic or cultural origin to Korea.

  • MIL-OSI USA: Boozman, Heinrich Introduce Every Kid Outdoors Extension Act

    WASHINGTON – U.S. Senators John Boozman (R-AR) and Martin Heinrich (D-NM) introduced the Every Kid Outdoors Extension Act to provide free access to national parks and other public lands to all American fourth graders and their families through 2031.  

    “Introducing young Americans to our national parks inspires an appreciation for the lands and resources that help define our country. I’m proud to support this legislation that allows the next generation to discover our national treasures and explore the outdoors,” said Boozman.  

    “As a father and a former outdoor educator, I know firsthand how much of a difference getting outside can make for our kids,” said Heinrich, a member of the Senate Energy and Natural Resources Committee. “I’m so proud of the doors we have opened to our public lands for fourth graders and their families since we passed my Every Kid Outdoors Act into law five years ago. Now, we can double down on this successful program, turning our national parks and other public lands into outdoor classrooms with endless opportunities for children to learn and families to make new memories.” 

    Starting in 2015, the U.S. Department of the Interior has offered fourth graders and their families free entrance to all federally managed public lands. The authorization is scheduled to expire in 2026.

  • MIL-OSI USA: Governor issues executive order expanding and investing in climate-ready and infrastructure workforce for New Mexico

    SANTA FE – Today, Gov. Michelle Lujan Grisham announced an Executive Order to expedite New Mexico’s transition to a clean energy economy and address the critical need for infrastructure development across the state.

    The Executive Order reflects pressing needs of New Mexico communities such as Ruidoso and the Mescalero Apache Nation, which suffered extensive fire and flooding damage which the governor discussed with residents during town halls last week.

    Gov. Lujan Grisham’s Executive Order will enable the state to leverage billions of federal and state dollars to ensure that New Mexico’s workforce is prepared for the work of modernizing transportation, telecommunications, water, and energy systems. The Executive Order also dovetails with Lujan Grisham’s role as co-chair of the U.S. Climate Alliance and her leadership of the organization’s upcoming Climate-Ready Workforce Initiative.

    “Communities that have been devastated by natural disasters are wisely demanding that we sustainably manage the forests, build bridges that withstand flooding, and harden our telecommunications infrastructure against the threat of fire,” said Gov. Lujan Grisham. “In short, they are demanding climate-ready infrastructure.”

    Lujan Grisham said record investments in public infrastructure and the clean energy transition have spiked demand for labor, necessitating a coordinated approach to training workers from all backgrounds to fill these high-quality jobs.

    “New Mexico is ready to get to work on implementation of the U.S. Climate Alliance Climate-Ready Workforce Initiative, and this Executive Order provides the blueprint for doing so,” the governor said.

    So far, New Mexico is investing nearly $2.5 billion through the American Rescue Plan, $5.3 billion from the Bipartisan Infrastructure Law, and over $217 million from the Inflation Reduction Act. These historic investments, combined with $2.5 billion allocated by the state in the 2024 legislative session, will help the state strengthen infrastructure and climate resilience.

    Federal initiatives, including the Bipartisan Infrastructure Law, Inflation Reduction Act, and CHIPS and Science Act, are expected to create nearly 3 million jobs nationwide, with approximately 70% of these jobs accessible to workers without a college degree. In addition, the state’s new Office of Housing is tackling the statewide housing shortage of 40,000 units, while working across sectors to ensure we meet the range of public infrastructure needs associated with new housing. 

    The increasing risks of heat, fire, floods, and other severe weather also demand investments in infrastructure that is designed, built and maintained to withstand climate impacts and meet the needs of communities for decades to come. For example, the Ruidoso wastewater treatment plant is investing in solar power to provide more resilient services when disaster occurs.

    As New Mexico embarks on large-scale infrastructure projects such as roads, bridges, dams, water systems, broadband, and affordable housing, the collaborative work outlined in the Executive Order will help mitigate rising construction costs and address workforce shortages in many high-demand sectors.

    “Achieving the ambitious goals that Gov. Lujan Grisham has set out in this Executive Order will require participating agencies to establish innovative new partnerships with industry, trade unions, apprenticeship programs, educational institutions and other partners,” said Department of Workforce Solutions Cabinet Secretary Sarita Nair. “Recent natural disasters in New Mexico demonstrate the need to build an energy sector that can help prevent and mitigate the impacts of climate change. Together, we can overcome gaps in New Mexico’s workforce and fulfill the promise of federal and state climate-ready infrastructure investments.

    The Executive Order sets the framework for a strategic and unified approach to enhance infrastructure and clean energy workforce training, including: 

    • Collaborative Effort Across 11 State Agencies and Offices: Key state agencies—including the Departments of Workforce Solutions, Transportation, Environment, Energy, Minerals and Natural Resources, Public Education, and Higher Education—will coordinate efforts to plan, develop, and track infrastructure and climate-ready workforce training.  
    • Equity and Inclusion:  Workforce policies and programs will prioritize equity and expand opportunities for workers from rural, underrepresented, and underserved communities.  
    • Infrastructure and Climate-Ready Workforce Goals: New Mexico will train 2,000 workers in climate-ready professions by 2026. 
    • Support for Workers and Communities: Innovative strategies, including wraparound services such as childcare and transportation, will help ensure that workers can successfully enter and advance in clean energy careers. The order also calls for strong collaboration with Tribes, pueblos, nations, and other local communities. 

    In coordination with federal, state, and private entities, the state has already embarked on the following climate-ready and infrastructure workforce development initiatives: 

    • Industry Credential Pipeline Program: Led by the New Mexico Department of Transportation in coordination with the Department of Workforce Solutions, this program addresses worker shortages in the transportation sector through targeted credentialing. 
    • Workforce Training & Apprenticeship Fund: A $30 million state investment to support registered apprenticeship programs in key sectors, ensuring pathways to high-paying jobs. 
    • Higher Education Programs: The New Mexico Higher Education Department has secured $20 million per year for the next three years to fund students pursuing non-credit certifications and industry-recognized credentials, with additional funding for expanding Integrated Education & Training programs. 
    • Residential and Commercial Electrification and Energy Efficiency: The Energy, Minerals and Natural Resources Department is managing over $2 million across three grant programs to train workers on the newest building codes, train and certify contractors for residential energy projects, and train workers to conduct energy audits of commercial and residential buildings. 
    • Technical Assistance: The Department of Workforce Solutions recently received a $1.5 million technical assistance grant from the Families and Workers Fund to develop plans and convene key partners to expand the state’s qualified infrastructure and clean energy workforce capacity.  

    The Executive Order connects to several Lujan Grisham administration initiatives that direct climate readiness into all aspects of infrastructure development. For example, the 2024-2027 Statewide Workforce Innovation and Opportunity Act Plan identified infrastructure, climate resilience, and clean energy as priority sectors for the state.

    The order also directs state agencies to appoint a liaison to work with the Department of Workforce Solutions to track progress and ensure alignment with the state’s broader workforce, infrastructure, and climate goals. Additionally, the order encourages collaboration across sectors to foster climate-ready skills and credentials that support economic mobility.

    The Department of Workforce Solutions will publish an annual Infrastructure and Climate-Ready Workforce Report starting in 2025, providing comprehensive data on workforce outcomes, investments, and areas for improvement.

    U.S. Climate Alliance launches Governors’ Climate-Ready Workforce Initiative, aims to train 1 million new registered apprentices by 2035

    NEW YORK, NY — The U.S. Climate Alliance, a bipartisan coalition of 24 governors representing approximately 60 percent of the U.S. economy and 55 percent of the U.S. population, today launched the Governors’ Climate-Ready Workforce Initiative to grow career pathways in climate and clean energy fields, strengthen workforce diversity, and jointly train 1 million new registered apprentices by 2035 across the Alliance’s states and territories.

    Today’s announcement was made at a Climate Week NYC event featuring Alliance co-chairs New York Governor Kathy Hochul and New Mexico Governor Michelle Lujan Grisham, founding member Washington Governor Jay Inslee, and White House National Climate Advisor Ali Zaidi.

    “In New York, we’re showing how climate action and economic growth go hand-in-hand,” said New York Gov. Kathy Hochul. “As a co-chair of the U.S. Climate Alliance, I’m proud to be collaborating with states, industry leaders, labor unions, higher education and community organizations to create the jobs of the future required to build a clean, equitable, and resilient economy. A skilled and well-prepared workforce will drive innovation, create new businesses, and ensure a sustainable, resilient future for our country.”

    The Initiative’s launch comes as historic federal investments, combined with ambitious state climate action, have unleashed a significant expansion of good-paying and union jobs in climate-ready fields — with millions more anticipated in the coming years under the Biden-Harris administration’s Inflation Reduction Act and Infrastructure Investment and Jobs Act. This includes high-quality jobs not only in clean energy and clean technology sectors — such as wind, solar, electric vehicles, energy efficiency, and batteries — but also in fields associated with climate resilience and natural climate solutions.

    Under this Initiative, Alliance states and territories will collaborate to collectively support 1 million new workers in completing Registered Apprenticeship programs across the coalition by 2035. These programs, registered with the U.S. Department of Labor or federally approved State Apprenticeship Agencies, provide an especially valuable and proven career pathway, empowering workers to earn while they learn in key climate-ready occupations and industries.

    Alliance members will also advance a series of collective goals aimed at strengthening and expanding pathways into a wide variety of climate-ready professions critical to building a clean, equitable, and resilient net-zero future. The Initiative’s goals include boosting job quality and ensuring climate-ready employment pathways lead to good-paying, high-quality jobs; expanding opportunities for workers from underrepresented and underserved communities; and promoting the use of stackable and portable credentials in climate-ready fields to build transferable skills, support reskilling and upskilling, and strengthen workers’ economic mobility.     Finally, to advance sector-specific strategies, Alliance members will work together through new multi-state cohorts focused on in-demand, climate-ready fields. These cohorts will provide a platform for states and territories to increase collaboration, share evidence-based practices, engage experts and stakeholders, and develop sectoral workforce solutions that can be scaled across the country. Cohorts to be launched in the Initiative’s first year will focus on careers in the following areas:

    • Clean Energy, Fuels, and Technologies: Led by Michigan and New Jersey, this cohort will focus on careers in the design, construction, and maintenance of a clean, affordable, and resilient power system; the manufacturing and deployment of zero-emission vehicles and technologies; and the development and distribution of alternative, low-carbon fuels.
    • Clean Buildings and Industry: Led by Maine and Massachusetts, this cohort will focus on careers in the engineering, design, construction, retrofitting, maintenance, and operation of buildings and industrial processes that are clean, energy-efficient, healthy, and resilient.
    • Resilient Communities and Lands: Led by Arizona and Vermont, this cohort will focus on careers in the development and maintenance of safe, livable, and resilient communities; preparedness for and response to climate impacts such as extreme heat, wildfires, severe storms, flooding, and drought; and the deployment of natural climate solutions and climate-smart stewardship of our lands and waters. 

    The Initiative will be led by Alliance states and territories with support from the Alliance’s Secretariat. In implementing the Initiative, Alliance members will customize efforts to meet their individual needs and challenges, while working together to achieve the collective goals. States and territories will also collaborate directly with their workforce development system partners, labor unions, higher education institutions, industry, and other key partners that bring substantial expertise and experience in this work.

    This Initiative builds on a number of federal-state collaborations between the Alliance’s members and the Biden-Harris Administration, including a White House convening with Alliance governors’ offices in May focused on creating good-paying jobs and mobilizing a diverse workforce in climate and clean energy.

  • MIL-OSI Europe: Answer to a written question – Rising Russian gas imports undermine European plans to become independent of Russian gas – E-001376/2024(ASW)

    Russian gas imports did not rise over the period 2022-24. On an annual basis the EU has significantly reduced its imports of Russian gas from ca. 150 billion cubic meters (bcm) before 2021 and the beginning of the gas crisis, to 45 bcm in 2023[1].

    T he EU Energy Platform including its AggregateEU mechanism contributed to the security and diversification of gas supplies to the EU and Energy Community, and increased market transparency[2].

    The expiry of the Russian gas transit agreement through Ukraine at the end of 2024 would contribute further to phasing out Russian fossil fuel dependence by halting imports via Ukraine.

    Demand reduction measures contributed to reducing the gas demand by 18% between August 2022 and May 2024. Unprecedented development of renewables has been achieved. Wind and solar capacity have increased by 36% between 2021 and 2023, saving the equivalent of 24 bcm gas over 2 years .

    The Commission continues to implement the REPowerEU plan[3], including through limited financing to gas projects by the Connecting Europe Facility and the Recovery and Resilience Facility.

    New projects will help diversify supplies, such as the Adriatica Line, Gdansk LNG terminal and Gdańsk-Gustorzyn pipeline, the expansion of Krk LNG Terminal, Romanian Black Sea Gas exploitation or Trans-Balkan pipeline reverse flow, which the Commission has facilitated through the work of the CESEC High-Level Group.

  • MIL-OSI USA News: U.S.-UAE Joint Leaders’ Statement Dynamic Strategic  Partners

    His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the United Arab Emirates, and President Joseph R. Biden Jr. met today at the White House during an official visit of His Highness President Sheikh Mohamed bin Zayed to the United States.  The visit is the first-ever by a President of the United Arab Emirates to Washington and marks the leaders’ fourth bilateral meeting in the Biden-Harris Administration.  The leaders affirmed the enduring U.S.-UAE strategic and defense partnership, bolstered areas of deepening cooperation in advanced technology and investments, and discussed global and regional matters.  The leaders pledged to pursue new opportunities to strengthen their economic and defense partnership; promote peace and stability across the Middle East and wider region; and deliver global leadership on issues of shared importance.  The five decades of U.S.-UAE ties and friendship are rooted in a strong foundation of close collaboration that has underpinned our countries’ prosperity and security. 

    The leaders welcomed the significant progress between the United Arab Emirates and the United States during their tenure through cooperation in building trusted technology ecosystems, the Partnership for Global Infrastructure and Investment (PGI), the U.S.-UAE Partnership for Accelerating Clean Energy (PACE) initiative, and the Economic Policy Dialogue (EPD), all of which serve to uplift economic and trade ties between the two countries. 

    On particular issues of discussion:

    Dynamic Strategic Partnership: Trade and Advanced Technology

    Our countries’ strong foundation of partnership is reflected in our close alignment on key economic objectives and in the excellence of our private sectors that generate more than $40 billion of bilateral trade annually and an access of $26 billion of U.S. exports to the UAE.  The Leaders charted an ambitious course for the United Arab Emirates and the United States to lead global efforts to develop and expand new fields central to the global economy, particularly in advanced technologies and the clean energy required to power Artificial Intelligence.

    They welcomed the partnership between Microsoft and UAE’s Group 42 (G42) through Microsoft’s $1.5 billion investment in April 2024.  This investment is accelerating joint AI development to bring advanced AI and digital infrastructure to countries in the Middle East, Central Asia, and Africa.

    The leaders further welcomed Microsoft and G42’s ongoing digital transformation in Kenya, which will leverage 1GW of geothermal energy to power data-centers to enable the deployment of cloud infrastructure and AI services for the public sector and regulated industries as well as enterprises.  Further, the partnership will support the development of local Large Language Models and the establishment of an East African Innovation Lab.  Additionally, the partnership hopes to encourage international and local connectivity investments, and collaboration with the government of Kenya to enable digital transformation programs across East Africa.

    These initiatives mark the beginning of our partnership and investments in the responsible deployment of advanced technologies, clean energy, and frontier technologies that will be the engine that powers our interconnected world.

    To meet the promise of this transformational moment and harness the potential of leading-edge technologies to improve human welfare globally, President Biden and His Highness President Sheikh Mohamed bin Zayed welcomed the Common Principles for Cooperation on AI, endorsed today by National Security Advisor Jake Sullivan and UAE National Security Advisor Tahnoon bin Zayed, and through which the United States and the United Arab Emirates aim to further strengthen cooperation, develop regulatory frameworks, promote the safe and trusted deployment of critical and emerging technologies, and enable enhanced support for joint private-public sector research and academic exchanges.  

    Building on our collaboration in the field of advanced technology, this partnership incorporates safeguards to protect the national security of both countries, enable trusted investments and entrepreneurship, and facilitate cross-border innovation, while creating jobs and facilitating the protection of advanced U.S. technologies and respect for international principles, best practices, and human rights.  Moving forward, the leaders decided to promote the expansion of relationships among scientific, academic, and research and development communities. 

    Strengthening Critical Infrastructure and Supply Chain Resiliencies

    The leaders reviewed progress on efforts to build a more interconnected, integrated world in committing to secure and resilient supply chains through the Partnership for Global Infrastructure and Investment (PGI). 

    His Highness President Sheikh Mohamed bin Zayed and President Biden discussed progress on the landmark India-Middle East-Europe Economic Corridor (IMEC) launched at the 2023 G20 Leaders’ Summit in New Delhi together with the leaders of India, Saudi Arabia, France, Germany, Italy, and the European Union.  The leaders reaffirmed that the corridor – connecting India to Europe by ship-to-rail connections through the United Arab Emirates, Saudi Arabia, Jordan, Israel, and Europe through Greece – will generate economic growth, incentivize new investments, increase efficiencies and reduce costs, enhance economic unity, generate jobs, lower greenhouse gas emissions, and enable the transformative integration of Asia, Europe, and the Middle East. 

    They underscored that this transformative partnership has the potential to usher in a new era of international connectivity to facilitate global trade, expand reliable access to electricity, facilitate clean energy distribution, and strengthen telecommunication. The two leaders emphasized the importance of joint initiatives to promote a circular economy, reduce waste, facilitate recycling, and advance sustainable practices, underscoring their commitment to innovation for resource efficiency and environmentally responsible growth.

    The leaders also reaffirmed their commitment to continue their efforts with international partners and the private sector to connect the continents to commercial hubs and facilitate the development and export of clean energy; support existing trade and manufacturing synergies; strengthen food security and supply chains; and link energy grids and tele-communication lines through undersea cables to expand access to electricity, enable innovation of advanced clean energy technology, and connect communities to secure and stable internet.

    The leaders additionally discussed the importance of ongoing efforts to cooperate on strategic investments in hard infrastructure and critical minerals-supply chains in Africa and emerging markets globally.  These investments aim to diversify sourcing of critical minerals that are essential components to clean energy and advanced technologies, including batteries, wind turbines, semiconductors, and electric vehicles.  President Biden recognized the United Arab Emirates’ leadership in strategic investments globally to ensure reliable access to critical infrastructure including, ports, mines, and logistics hubs through the Abu Dhabi Investment Authority, the Abu Dhabi Developmental Holding Company, Abu Dhabi Ports, and DP World. 

    Both leaders committed to remain in close touch on future investment opportunities and maintain cooperation on strategic investments.  

    The leaders additionally highlighted that the U.S.–UAE 123 Agreement, which provides a comprehensive framework for peaceful nuclear cooperation based on a mutual commitment to nuclear nonproliferation, is the “gold standard” for securing and propelling the next generation of technologies.

    Partnering to Protect our Planet Through the Clean Energy Transition

    The leaders underscored the importance of U.S.-UAE leadership at COP28, which galvanized world leaders to take action and address the climate crisis.  President Biden thanked His Highness President Sheikh Mohamed bin Zayed for his extraordinary commitment that was central to the groundbreaking outcomes at COP28 in Dubai resulting in the UAE Consensus

    The two leaders recognized that this moment represents a unique opportunity to create sustainable and clean energy jobs, revitalize communities, improve quality of life, and power digital infrastructure with renewable energy across both countries and around the globe.  In this context, the two leaders affirmed their shared commitment to protecting our precious planet and securing a sustainable future for humanity through united leadership across various platforms, including the upcoming COP29 and beyond, which will serve to advance climate action and strengthen global partnerships.

    The two leaders expressed their determination to leverage visionary initiatives, including the Partnership for Accelerating Clean Energy (PACE), the Agricultural Innovation Mission for Climate (AIM4C), the First Movers Coalition, the Net Zero Producers Forum, the Global Methane Pledge, Carbon Management Challenge, the Oil and Gas Decarbonization Charter (OGDC), the Industrial Transition Accelerator (ITA), the Global Biofuels Alliance, and Global Flaring and Methane Reduction (GFMR) Trust Fund; and encourage commercial partnerships to decarbonize our energy systems, reduce emissions in pursuit of a net zero economy, and deliver prosperity to future generations. 

    President Biden and His Highness President Sheikh Mohamed bin Zayed reaffirmed their strong commitment to collaborate on sustainability and climate resilience, emphasizing their commitment to addressing global challenges through innovative solutions. The two leaders underscored their joint efforts in advancing agri-tech and vertical farming innovations, key drivers in enhancing food security for future generations. They highlighted ongoing cooperation in humanitarian initiatives aimed at addressing food insecurity in vulnerable regions, particularly through agricultural development and capacity building in climate affected areas. Recognizing the impact of climate change on public health, the leaders emphasized the need to integrate health resilience into comprehensive climate action strategies.

    President Biden also congratulated the United Arab Emirates on its many successes in its two Years of Sustainability (2023-2024), including the recent announcement on co-hosting the next UN Water Conference in 2026 with Senegal, noting the critical importance of accessible and affordable clean water to all; and its significance within various sectors in the clean energy transition, addressing climate change, and the sustainable development agenda.

    Partnership to Accelerate Clean Energy (PACE)

    Under the U.S.-UAE Partnership to Accelerate Clean Energy (PACE) initiative, the United States and the UAE are announcing several initiatives that will continue our efforts to ensure a swift and smooth transition towards clean energy. The United States and United Arab Emirates remain committed to investing together in Africa and working to end energy poverty across sub-Saharan Africa.  Today, the UAE-based Averi Finance and AMEA Power are both private sector partners under the U.S.-led Power Africa Initiative, joining an existing partnership with UAE-based company Phanes. As private sector partners, these firms will be offered tailored assistance from transaction advisors and technical experts and can benefit from services offered by participating U.S. government departments and agencies.

    To support the Power Africa initiative, Averi Finance intends to facilitate $5 billion in investments, build 3GW of power generation projects, construct over 3,000 kilometers of transmission or distribution lines, establish over 500,000 new home and business connections, and aim for a CO2 equivalent reduction or avoidance of 90 million tons.  AMEA Power and Power Africa have recently entered into a partnership to accelerate power projects.  AMEA Power is targeting 5GW of renewable energy capacity in Africa by 2030, and to realize this target, intends to mobilize $5 billion in capital. 

    Additionally, under PACE, ADNOC has announced a 35 percent stake in ExxonMobil’s proposed low-carbon hydrogen and ammonia production facility in Baytown, Texas.  This facility aims to produce up to approximately 900,000 tons of low-carbon ammonia per year, enabling the transition to cleaner fuels in hard-to-abate sectors.  Plynth Energy – a recently established Abu Dhabi government-owned early-stage fund focused on fusion technologies and supply chains – invested in the U.S. company Zap Energy, which plans to build scalable and commercially-viable fusion energy.  This investment will help fund the further development of Zap Energy’s small-format commercial fusion technology. Zap Energy is a participant in the U.S. Department of Energy’s (DOE) Milestone-Based Fusion Development Program, and will receive DOE funding based on reaching development milestones to support the design of a fusion pilot plant.

    Lastly, as two of over 155 participants in the Global Methane Pledge, the U.S. and the UAE will accelerate their respective domestic methane reductions, work together to support countries undertaking methane abatement, and call on others to do the same by advancing methane reduction projects, strengthening methane standards and regulations, addressing methane super emitter events, and identifying appropriate financing for methane reduction.

    Partners in Space Exploration

    As founding nation members of the Artemis Accords, His Highness President Sheikh Mohamed bin Zayed and President Biden reinforced the U.S. and UAE’s groundbreaking cooperation in space, the future of human exploration, and our shared interest in deepening our understanding of the universe. 

    The leaders recalled the role of this partnership in the historic launch of the first Arab probe to Mars, the Hope Probe in 2021, and the resulting and ongoing global scientific collaboration and contribution to the study of Mars’ atmosphere.  This strategic partnership in deep space missions is further exemplified by the UAE Space Agency’s announcement of the Emirates Mission to the Asteroid Belt, the first multi-asteroid tour and landing mission to the main belt, with the partner, Laboratory for Atmospheric and Space Physics at the University of Colorado Boulder.

    The leaders highlighted the January 2024 Mohammed bin Rashid Space Center agreement with NASA for the Center to provide an airlock for Gateway, humanity’s first space station to orbit the Moon supported by NASA’s missions for long-term Moon exploration under the Artemis Program.  The airlock will allow crew and equipment transfers to-and-from the habitable environment of Gateway’s pressurized modules to the vacuum of space.  This agreement will also enable the first Emirati astronaut to fly to the Gateway for joint exploration of the Moon. 

    This cooperation builds on NASA and the UAE’s previous human spaceflight collaboration.  In 2019, Hazaa Al Mansouri became the first Emirati astronaut to fly to space during a visit to the International Space Station (ISS), where he worked with NASA to perform experiments and educational outreach.  A second Emirati astronaut, Sultan Al Neyadi, launched to the ISS in 2023, where he participated in the floating laboratory’s scientific research to advance human knowledge and improve life on Earth.  The leaders welcomed continued training of astronauts, including two Emirati astronaut candidates in training at the Johnson Space Center, as well as ongoing work on Mars research and scientific studies to support mutual exploration goals.

    Sharing the common spirit and ambition of humanity’s journey in space, the leaders reaffirmed the principles of the Artemis Accords to explore and use outer space for peaceful purposes and usher in a new era of exploration, as well as obligations under the Outer Space Treaty, including the requirement that countries not place in orbit around the Earth any objects carrying nuclear weapons or any other kind of weapons of mass destruction.

    Partners in Security and Defense

    His Highness President Sheikh Mohamed and President Biden praised the strong security and defense partnership with the UAE.  President Biden strongly affirmed the United States’ commitment to the United Arab Emirates’ security and territorial defense, and to facilitating its ability to obtain necessary capabilities to defend its people and territory against external threats.  The leaders reaffirmed their commitment to a strong bilateral security and defense relationship and to expanding defense and security cooperation to bolster joint defense capabilities against external threats, including through the Department of Defense’s State Partnership Program.

    The leaders affirmed a shared vision of an interconnected, peaceful, tolerant, and prosperous region as outlined by President Biden during the GCC+3 Summit Meeting in Jeddah, Saudi Arabia, on July 16, 2022.  They reviewed the proud legacy of standing shoulder-to-shoulder, in peace and in conflict, including the UAE’s support for American-led counterterrorism missions since the attacks in New York, Pennsylvania, and Washington on September 11, 2001, to deter threats, de-escalate conflicts, and reduce tensions globally.  Specifically, the leaders recalled the United States and the United Arab Emirates standing alongside each other in the global coalition against Da’esh, and prior conflicts: Somalia, the Balkans, Iraq, Afghanistan, and Libya.

    The leaders reviewed ongoing initiatives and investments in advanced systems that have made the United Arab Emirates one of the most capable U.S. military partners in the region, in addition to a robust schedule of bilateral and multilateral exercises.  They underscored the importance of strengthening efforts to combat regional threats, advance counterterrorism initiatives, reinforce maritime security and counter-piracy efforts, increase security cooperation, and intercept illicit shipments of weaponry and technology. 

    The leaders discussed deepening investment in U.S. defense systems and acknowledged that military-to-military cooperation with the United Arab Emirates’ armed services helps ensure interoperability with the United States through the provision of advanced defense articles and services.  They further decided to explore potential investment in our most advanced defense systems and to maintain regular exchanges to deepen partnership in research and development. 

    The leaders reaffirmed the 2017 Defense Cooperation Agreement, an important step for both countries that underscored their vital and longstanding collaboration in defeating terrorist groups, such as Da’esh and al-Qaida, securing regional stability, and combatting threats against their common interests including terrorist financing.  They underscored the importance of the annual Joint Military Dialogue as the foremost bilateral defense forum for advancing the U.S.-UAE defense partnership, including reviewing shared security interests, as well as discussing strategic objectives for the relationship and challenges in the region, such as maritime security, counter-piracy, counterterrorism cooperation, and domain awareness in the Middle East, the Indian Ocean, and East Africa.  They further noted the recognition by the Security Council in Resolution 2686 that hate speech, racism, racial discrimination, xenophobia, related forms of intolerance, gender discrimination and acts of extremism can contribute to driving the outbreak, escalation and recurrence of conflict.   

    Designation as a Major Defense Partner of the United States

    Acknowledging the U.S. and UAE’s deepening security partnership and cooperation in advanced technology and acquisition, shared interest in preventing conflict and de-escalation, President Biden today recognized the United Arab Emirates as a Major Defense Partner of the United States, joined by only India, to further enhance defense cooperation and security in the Middle East, East Africa, and the Indian Ocean regions.  This unique designation as a Major Defense Partner will allow for unprecedented cooperation through joint training, exercises, and military-to-military collaboration, between the military forces of the United States, the UAE, and India, as well as other common military partners, in furtherance of regional stability.

    Both leaders committed to close and sustained cooperation among our militaries. 

    Partners in a Stable, Integrated, and Prosperous Middle East and Wider Region

    The leaders stressed the importance of reaching a peaceful solution to the dispute over the three islands, Greater Tunb, Lesser Tunb, and Abu Musa, through bilateral negotiations or the International Court of Justice, in accordance with the rules of international law including the UN Charter.

    The leaders discussed persisting and emerging threats to peace and stability in the Middle East and the wider region.  They renewed their commitment to upholding international law, particularly international humanitarian law, work with parties to resolve conflicts and protect civilians, and to provide urgently needed aid to alleviate human suffering.  They reiterated the importance of sustainable and enduring solutions to the security threats in the region, including those posed by non-state terrorist actors.  They discussed the enduring importance of the Abraham Accords and continuing on the path of peace, integration, and prosperity in the region.

    The leaders discussed the war in Gaza. They underscored their commitment to continue working together towards ending the conflict, calling for a lasting and sustainable ceasefire and the release of hostages and detainees in accordance with the United Nations Security Council Resolution (UNSCR) 2735, and affirmed that all sides to the conflict must adhere to their obligations under international humanitarian law. President Biden commended the UAE’s extraordinary humanitarian efforts in Gaza, which have been critical in addressing the humanitarian crisis, including through the launch of a maritime corridor for movement of aid, opening a field hospital in Gaza, and supporting evacuations of wounded civilians and cancer patients.

    The two leaders emphasized the ongoing need for the urgent, unhindered, and sustained delivery of life-saving humanitarian assistance, at a scale commensurate with the growing needs among the civilian population throughout Gaza.  They called on all parties to ensure the safety, security, and sustained access of aid workers to all those in need, and to create the conditions needed to facilitate an effective humanitarian response in Gaza.

    His Highness President Sheikh Mohamed commended the mediation efforts by the United States, along with Egypt and Qatar, to reach a lasting and sustainable ceasefire and hostage release deal to help end the war in Gaza.  His Highness also echoed the principles laid out by President Biden on May 31, 2024, and stressed the importance of building on this proposal in order to create a serious political horizon for negotiation.  To that end, the leaders discussed a path to stabilization and recovery that responds to the humanitarian crisis, establishes law and order, and lays the groundwork for responsible governance.  The leaders expressed their commitment to the two-State solution, wherein a sovereign and contiguous Palestinian state lives side-by-side in peace and security with Israel, as the only way to resolve the Israeli-Palestinian conflict in accordance with the internationally-recognized parameters and the Arab Peace Initiative.  They stressed the need to refrain from all unilateral measures that undermine the two-State solution, and to preserve the historic status quo of Jerusalem’s holy sites, recognizing the special role of the Hashemite Kingdom of Jordan in this regard.

    On the conflict in Sudan, the leaders expressed their deep concern over the tragic impact the violence has had on the Sudanese people and on neighboring countries.  Both leaders expressed alarm at the millions of individuals who have been displaced by the war, the hundreds of thousands experiencing famine, and the atrocities committed by the belligerents against the civilian population.  They stressed that there can be no military solution to the conflict in Sudan and underscored their firm and unwavering position on the imperative for concrete and immediate action to achieve a lasting cessation of hostilities, the return to the political process, and transition to civilian-led governance.

    Both leaders reaffirmed their shared commitment to de-escalate the conflict, alleviate the suffering of the people of Sudan, ensure humanitarian assistance reaches the Sudanese people, and prevent Sudan from attracting transnational terrorist networks once again. Noting their shared concern about the risk of imminent atrocities, particularly as fighting continues in Darfur, they underscored that all parties to the conflict must comply with their obligations under international humanitarian law, and all individuals and groups that commit war crimes must be held accountable.  The leaders emphasized that the priority right now must be the protection of civilians, particularly women, children and the elderly, securing humanitarian pauses in order to scale up and facilitate the movement of humanitarian assistance into the country and across conflict lines, and ensuring the delivery of aid to those in need, especially to the most vulnerable.

    Partners in Cyberspace

    The leaders emphasized that safety and stability in cyberspace is critical for digital economic growth and development, and reaffirmed their commitment to an open, interoperable, secure, and reliable internet, underpinned by the multistakeholder model of internet governance. 

    They committed to deepen cooperation on cybersecurity and to enhance cyber collaboration to protect critical infrastructure, counter malicious cyber activity by state and non-state actors, and noted that the UAE’s significant contributions to the International Counter Ransomware Initiative reflects the strength of our cooperation.  The leaders committed to promote stability in cyberspace based on the applicability of international law including the United Nations Charter, the promotion of voluntary norms of responsible state behavior during peacetime, and the development and implementation of confidence building measures between states. 

    Looking Forward

    The United States and the United Arab Emirates are both entrepreneurial nations, joined together by a relentless focus on the future.  Our aspirations are rooted in a common resolve to pursue innovative partnerships in new fields, including AI, food security, infrastructure investment, and supply chain resilience, even as we continue to strengthen the foundational element of our partnership: our longstanding people-to-people ties.  These connections between our countries drive progress and expand horizons, from clean energy technologies, to AI, defense cooperation, space exploration, and ongoing coordination across priority areas of science, education, and culture.  This first-ever official visit by a President of the United Arab Emirates to the United States sets a new foundation for our countries’ cooperation for decades to come

    Today, U.S. Senators Chris Van Hollen (D-Md.) and Jeanne Shaheen (D-N.H.) were joined by Senators Cory Booker (D-N.J.), Martin Heinrich (D-N.M.), Ed Markey (D-Mass.), Bernie Sanders (I-Vt.), Elizabeth Warren (D-Mass.), and Peter Welch (D-Vt.) in writing to Federal Housing Finance Agency (FHFA) Director Sandra Thompson urging the Agency to set a minimum energy efficiency standard for new homes built using loans backed by government-sponsored enterprises, such as Fannie Mae, Freddie Mac, and Ginnie Mae. In response to a question from Senator Van Hollen during a Senate Banking, Housing, and Urban Affairs Committee hearing earlier this spring, Director Thompson suggested that FHFA would do so this summer – but it has not yet taken such action. In their letter, the Senators ask Director Thompson for an updated timeline for a decision, while calling on FHFA to act swiftly in order to improve home energy efficiency and ultimately save money for American homeowners and renters.
    “We are writing to urge the Federal Housing Finance Agency (FHFA) to phase in a minimum energy efficiency standard for Enterprise-backed mortgages on new homes. Such a standard would save homeowners and renters money and make the housing market more consistent and stable,” the Senators began. “When asked at a hearing of the U.S. Senate Committee on Banking, Housing, and Urban Affairs last April, you indicated an intention to make a decision about this potential action on or about the end of the second quarter. As we are now rapidly approaching the end of the third quarter, we respectfully request an update on your intended timeline for a decision and for the Enterprises to begin implementation.”
    Outlining the benefits of a minimum energy standard, they wrote, “Aligning new home energy standards with updated model codes will save money for homeowners and renters across the country. HUD and USDA found that the increased initial costs of construction are more than made up for by lower monthly energy costs. […] Beyond these financial benefits, updated codes help save lives by protecting families from the impacts of extreme weather events, particularly utility outages during heat waves and cold snaps. Updated energy codes can also yield better indoor air quality and reduce exposure to pollutants that can have negative health impacts including asthma, heart disease and lung cancer.”
    “This year is an ideal time for FHFA to make these changes. The Bipartisan Infrastructure Law and Inflation Reduction Act provided over $1.2 billion of federal funding to help states and localities update their building codes. Already, multiple state and local governments, as well as HUD and USDA have adopted the updated building codes,” they Senators continued.
    They concluded, “We urge you to move quickly to adopt modern energy standards for new homes utilizing Enterprise-backed mortgages to align with other federally backed housing construction, and ask you for an update on your timeline for taking this action. These standards will support a stable, efficient housing market by reducing wasted energy, improving health outcomes, and lowering costs for both renters and homeowners across the country.”

When asked at a hearing of the U.S. Senate Committee on Banking, Housing, and Urban Affairs last April, you indicated an intention to make a decision about this potential action on or about the end of the second quarter. As we are now rapidly approaching the end of the third quarter, we respectfully request an update on your intended timeline for a decision and for the Enterprises to begin implementation.
    FHFA has the opportunity to match or exceed the standards recently adopted by the Department of Housing and Urban Development (HUD) and the U.S. Department of Agriculture (USDA) for their residential mortgage programs. This action would support consistency and further the expansion of resilient, energy-saving construction practices across the housing market.
    Your authority to take this action is clear from Public Law 110-289, the Housing and Economic Recovery Act of 2008, as well as from other actions FHFA and the government-sponsored enterprises have undertaken in alignment with their missions and obligations. Freddie Mac’s research has found that energy efficiency improvements can reduce risks associated with mortgage-backed securities, in part due to better resale values. Research also suggests that during major economic disruptions, energy efficiency may reduce mortgage defaults.
    Aligning new home energy standards with updated model codes will save money for homeowners and renters across the country. HUD and USDA found that the increased initial costs of construction are more than made up for by lower monthly energy costs. For a typical home purchased with a 30-year mortgage, energy bill savings more than make up for small increases to down payments and monthly mortgage payments. High-performance homebuilders and multifamily property developers in diverse markets have found the incremental up-front costs of at- or above-code performance to be closer to 1% or, in some cases, negative.
    Beyond these financial benefits, updated codes help save lives by protecting families from the impacts of extreme weather events, particularly utility outages during heat waves and cold snaps. Updated energy codes can also yield better indoor air quality and reduce exposure to pollutants that can have negative health impacts including asthma, heart disease and lung cancer.
    This year is an ideal time for FHFA to make these changes. The Bipartisan Infrastructure Law and Inflation Reduction Act provided over $1.2 billion of federal funding to help states and localities update their building codes. Already, multiple state and local governments, as well as HUD and USDA have adopted the updated building codes.
    When energy codes raise the floor on building performance, 45L tax incentives for builders to achieve certifications – such as ENERGY STAR® for Residential New Construction and Zero-Energy Ready Homes (ZERH) – frequently mean that the smartest path for developers is to build to these higher standards. ZERH homes use about 40% less energy than a typical home, opening the door to Greenhouse Gas Reduction Fund financing, green MBS opportunities, and – most importantly – even cleaner air, lower bills, and more secure housing for households nationwide. If FHFA also requires updated building codes, it will reduce or eliminate the need for developers to understand numerous different codes.
    In summary, we urge you to move quickly to adopt modern energy standards for new homes utilizing Enterprise-backed mortgages to align with other federally backed housing construction, and ask you for an update on your timeline for taking this action. These standards will support a stable, efficient housing market by reducing wasted energy, improving health outcomes, and lowering costs for both renters and homeowners across the country.

Sheikh Tahnoon bin Zayed Al Nahyan reaffirmed the shared intention of the United States (U.S.) and the United Arab Emirates (UAE) to promote cooperation in AI and related technologies. This statement also signals our shared commitment to develop a government-to-government memorandum of understanding on AI between the U.S. and the UAE.
    Common Principles for Cooperation
    We recognize the tremendous potential of AI for good, including to accelerate economic growth, transform education and healthcare, create jobs, and drive environmental sustainability.     Washington, D.C. – U.S. Senators Elizabeth Warren (D-Mass.) and Angus King (I-Maine), along with Representatives Ro Khanna (D-Calif.), Alma Adams (D-N.C.), Pramila Jayapal (D-Wash.), and Jan Schakowsky (D-Ill.), wrote to the U.S. Department of the Treasury (Treasury), the Internal Revenue Service (IRS), and the U.S. Environmental Protection Agency (EPA), urging the agencies to develop strong guardrails for the 45Q tax credit, which is designed to encourage carbon capture and sequestration (CCS) projects. 
    The 45Q credit was initially designed to incentivize investment in CCS and emission reductions. However, the credit has been primarily used to “increase oil production from aging wells, canceling out most of the emissions reduction benefit.” In 2022, Congress expanded the tax credit through the Inflation Reduction Act (IRA), allowing more companies to claim the credit and receive more money per ton of carbon captured. The IRS is expected to release updated guidelines about the tax credit later this year, and the Department of Treasury has estimated that the 45Q tax credit could cost taxpayers up to $30.3 billion over the next ten years.
    In 2020, the Treasury Inspector General for Tax Administration (TIGTA) found that between 2010 and 2019, 87% of tax credit claims, worth almost $900 million dollars, were awarded to taxpayers who did not meet the EPA’s verification requirements. Currently, IRS examiners are not required to coordinate with EPA personnel to confirm the amount of carbon sequestered by companies claiming the credit, even allowing self-certification in some instances.  
    The lawmakers make three recommendations for the tax credit to be effective. First, the IRS should require independent, third-party verification of carbon sequestration. Second, the IRS and the EPA must coordinate effectively through a memorandum of understanding to more effectively share basic data about the credit’s implementation. Third, the IRS should require stricter record-keeping requirements and establish a 12-year recapture period, during which every company receiving the tax credit needs to maintain detailed records of their carbon sequestration amounts.

    “We need an end to weak oversight and poor safeguards that could allow some of the richest companies in the world to take public money without delivering the real, measurable climate benefits the policy intended. The IRS must act decisively to ensure this tax credit is used only as a genuine tool for carbon reduction by implementing robust, enforceable guardrails. This is the administration’s chance to stop subsidizing climate pollution and ensure the credit has real oversight,” said Craig Segall, Senior Vice President, Evergreen Action.
     “Senator Warren, Representative Khanna, and their Congressional colleagues are asking for what every taxpayer deserves – guardrails and transparency measures that ensure the 45Q tax credit is being used appropriately and effectively to reduce greenhouse gas emissions,” said Autumn Hanna, Vice President of Taxpayers for Common Sense. “To date the vast majority of the carbon capture tax credit has gone to companies pumping carbon into wells to get more oil. But the country can’t afford to give more unchecked subsidies to the oil and gas industry. With an estimated cost of more than $30 billion by 2033, we must take strong steps to avoid any chance of fraud or abuse.”
    The lawmakers requested a briefing from the three agencies by October 4, 2024. 
    Senator Warren has long worked to protect taxpayer money and ensure strong implementation of climate policy: 
    In June 2024, Senator Elizabeth Warren and Representative Sean Casten (D-Ill.) led a letter to the Federal Reserve Board (Fed), Federal Deposit Insurance Corporation (FDIC), and the Office of the Comptroller of the Currency (OCC), urging regulators to stop their obstruction of global financial regulators’ work to tackle climate-related financial risks. The lawmakers also called out the weaknesses revealed by the Fed’s 2023 “pilot scenario analysis” exploring six major banks’ resilience to climate-related financial risks.
    In May 2024, Senator Elizabeth Warren and Congressman Robert Garcia (D-Calif.) reintroduced the BUILD GREEN Infrastructure and Jobs Act, which would authorize the U.S. Department of Transportation to distribute $500 billion over ten years to electrify and modernize public vehicles and rail and build new electric transportation infrastructure across the country. The bill would also create 1 million new jobs, save $100 billion annually in health damages, and prevent 4,200 deaths per year from air pollution.
    In April 2024, Senator Elizabeth Warren and Representatives Sean Casten (D-Ill.) and Veronica Escobar (D-Texas), urged the Federal Acquisition Regulation (FAR) Council, composed of the Department of Defense (DoD), General Services Administration (GSA), and the National Aeronautics and Space Administration (NASA), to finalize the Federal Supplier Climate Risks and Resilience Rule as quickly as possible.
    In March 2024, Senator Elizabeth Warren (D-Mass.), released a statement describing the Securities and Exchange Commission’s (SEC) finalized climate risk disclosure rule as “the bare minimum.”
    In September 2023, Senators Elizabeth Warren, Bernie Sanders (I-Vt.), Martin Heinrich (D-N.M.), Ed Markey (D-Mass.), Sheldon Whitehouse (D-R.I.), and Jeff Merkley (D-Ore.) called on the Treasury Department to take key actions pertaining to climate and climate-related financial risk to avert the impending environmental and economic crises.
    In September 2023, at a hearing of the Senate Banking, Housing, and Urban Affairs Committee, Senator Elizabeth Warren urged Chair Gensler to quickly finalize a strong climate risk disclosure rule, reminding him that he has a mandate to protect investors and strong public support.
    In March 2023, Senators Elizabeth Warren, Sheldon Whitehouse (D-R.I.), and Representatives Dan Goldman (D-N.Y.) and Jamie Raskin (D-M.D.) and 47 of their colleagues sent a letter to SEC Chair Gary Gensler, urging him to protect investors and finalize a strong climate disclosure rule without further delay.
    In September 2022, at a hearing of the Senate Banking, Housing, and Urban Affairs Committee, Senator Elizabeth Warren called on SEC Chair Gary Gensler to protect investors and stand up to fossil fuel lobbying by issuing a strong climate risk disclosure rule quickly.
    In June 2022, Senator Elizabeth Warren led a comment letter with Senators Sheldon Whitehouse (D-R.I.) and Brian Schatz (D-Hawaii) on the SEC’s mandatory climate disclosure rule, highlighting several areas for improvement and key elements that the SEC should preserve in its final rule, including strong Scope 3 emissions disclosure requirements.
    In March 2022, Senator Elizabeth Warren led a letter with Senators Sheldon Whitehouse (D-R.I.) and Brian Schatz (D-Hawaii) urging the SEC to require disclosure of anti-climate lobbying activities in the Commission’s rule.
    In May 2021, Senator Elizabeth Warren and then-Congressman Andy Levin (D-Mich.) introduced the Buy Green Act to use the enormous breadth of U.S. federal procurement to help fight the climate crisis, spur innovation, and boost demand for American-made clean energy products at home and in the rapidly-growing markets for green products abroad.
    In May 2021, Senator Elizabeth Warren and then-Congressman Andy Levin (D-Mich.) introduced the National Institutes of Clean Energy Act of 2021, legislation that would invest $400 billion over the next ten years to establish and operate a new system of institutes at the Department of Energy dedicated to research and development (R&D) of advanced clean energy technologies.
    In April 2021, Senator Elizabeth Warren and Representative Sean Casten (D-Ill.) reintroduced the Climate Risk Disclosure Act of 2021 which would reduce the chances of environmental and financial catastrophe by requiring public companies to disclose more information about their exposure to climate-related risks.

    “Our hearing today focuses on the fiscal cost and economic consequences of the Biden-Harris Administration’s failed economic and energy policies. Those costs have been significant and measurable, and the consequences have been manifold and dire.

    The whole government regulatory attack on conventional fuels, the increased taxes on oil and gas, and massive market-distorting green energy subsidies have choked the lifeblood of the greatest economy in the world. It’s also crushed our working families with a cost-of-living crisis, and it has compromised our national security by making the United States more reliant on foreign adversaries.

    The Biden-Harris Administration has issued 250 executive actions against one industry, an industry that employs 10 million people with high wage jobs and represents almost 10 percent of our total economy, and has had, no doubt, a positive impact on every facet of our daily lives by producing the most reliable, affordable, and abundant source of energy as a result of our God-given blessed resources and the most innovative and efficient energy industry operators.

    We have the strongest and most dynamic economy in the world. It’s why we have the greatest fighting force in the world, and it’s why we are the world’s superpower. But today, the failed energy policy is driven by what I believe is an extreme climate agenda that has undermined all of the above. It’s resulted in higher gas prices at the pump, as high as over $5 dollars, the highest we’ve ever seen and experienced in this country, on average, it’s been $1 dollar more per gallon in cost than the previous Administration.

    The cost of electricity has gone up now 25- 30 percent for families. The total consumption cost for average-income families is almost twice what it was in the previous administration. Policies have consequences, and that consequence for families is a whopping $1,700 per family per year. These costs on the economy and our consumers, the American people, are a direct result of the policies of the Biden-Harris Administration.

    On his first day in office, President Biden canceled the Keystone XL Pipeline, which would have saved us in transportation cost and safety, $50 billion but it didn’t stop there. It was all critical infrastructure in the links of the supply chain, from export terminals to permitting refineries and other pipelines. Biden-Harris’s moratorium on drilling on public lands will cost $33 billion in lost GDP and roughly 60,000 jobs. There have been overreaching and overburdening emission regulations coming out of the EPA. Think about the methane gas rule. We’ve seen a 66 percent reduction by the industry over the last several years in methane gas emissions.

    The EV mandate alone, the tailpipe emissions, cost $870 billion over roughly 20 years. They’ve depleted our strategic petroleum reserves to smooth off the edge of the spike in prices, and we’re now down with the strategic petroleum reserve at a 40-year low. On the subsidy side, there are $800 billion in tax subsidies for green energy corporations, and some studies say that 70 percent of that value will be accrued to China because of their rare earth mineral mining and parts to the renewable energy industry. The EV tax credit is, in many ways, going to upper-middle and upper-income individuals, and I want to dig into that with you. The impact on middle-class families and our minority communities here in the United States is hard. 

    The fiscal health of our country is in decline. I think we all agree with that. You can’t look at the balance sheet, you can’t look at CBO’s projections, you can’t look at the debt to GDP, which is higher than it’s been since World War II and more. We have to rein-in spending and we have to grow this economy. We must have policies that encourage and foster growth, and central to that are good energy policies. If we can grow 1 percent, we can save $3 trillion to put against the deficitIf we grow 1 percent, we can add $10,000 over 10 years and hardworking Americans’ pocketbooks. We can bring the debt to GDP down by at least 20 percentage points.

    Growth is key, and the lifeblood of that growth is energy policies. We’ve seen the opposite of it, disastrous energy policies and disastrous results. We must make a change if we’re going to get our country on a good fiscal path and hand it to our children in the manner that gives them the opportunities and prosperity that we’ve all enjoyed.”

    Dr. P. K. Mishra, Principal Secretary to the Prime Minister, chaired a High-Level Task Force meeting today at the Prime Minister’s Office (PMO) to assess the readiness of stakeholders in addressing the issue of deteriorating air quality in Delhi-NCR, particularly as the winter season approaches.

    The meeting focused on evaluating ongoing efforts to tackle pollution from various sources, including paddy stubble burning, vehicular emissions, road and construction dust, solid waste management, and diesel generator (DG) sets. Dr. Mishra emphasized the critical importance of strict and timely implementation of the Graded Response Action Plan (GRAP) by all relevant agencies to mitigate worsening air quality during the winter months.

    Chairman, Commission for Air Quality Management (CAQM) Shri. Rajesh Verma presented details on the upcoming paddy straw generation, estimating 19.52 million tonnes in Punjab and 8.10 million tonnes in Haryana. Both states have committed to eliminating stubble burning this year. Punjab plans to manage 11.5 million tonnes of its paddy straw through in-situ crop residue management and the rest via ex-situ methods. Haryana will similarly manage 3.3 million tonnes in-situ and use ex-situ methods for the remainder. Over 1.50 lakh crop residue management (CRM) machines will be available in Punjab, supported by 24,736 Custom Hiring Centres (CHCs), while Haryana has 90,945 CRM machines supported by 6,794 CHCs.

    In addition, 2 million tonnes of paddy straw will be co-fired in 11 thermal power plants across the NCR region. The meeting stressed the need for regular monitoring of thermal plants to ensure co-firing targets are met, with penalties for non-compliance.

    Regarding industrial pollution, CAQM informed that 220 out of 240 industrial areas in the NCR region are now equipped with gas infrastructure, with the remaining areas set to be connected soon. Dust pollution from construction and demolition (C&D) activities is being remotely monitored through a web portal, with mandatory registration for projects over 500 square meters.

    Dr. Mishra instructed Chief Secretaries of Punjab, Haryana, and Uttar Pradesh to rigorously monitor and implement action plans aimed at eliminating stubble burning as committed in their action plans. He stressed the need for full utilization of CRM machines, strengthening the supply chain for ex-situ management, and supporting small industries in briquetting and pelletizing operations to enhance the economic use of paddy straw. Strict enforcement actions against violators, with appropriate penalties and record entries, were also highlighted.

    Principal Secretary also requested Chief Secretary’s of NCR region states to augment their e-Bus services in the region. PM eBus Sewa Scheme aims to increase the e-Buses in our country by 10,000 e-Buses. States/UTs should judiciously aim to use the scheme to increase their fleet of eBuses.

    He also emphasized on the importance of Ek Ped Maa Ke Naam program and its sentimental value for every individual should be used in greening the City.

    In terms of firecracker pollution, state governments and law enforcement agencies were asked to strictly enforce bans and restrictions, while the Ministry of Petroleum and Natural Gas was urged to expedite the collection of biomasses and accelerate the construction of compressed biogas (CBG) plants.

    The meeting was attended by Cabinet Secretary Dr.T.V Somanathan, Delhi Police Commissioner and key officials from the Ministries of Environment, Agriculture, Power, Petroleum, Road Transport, Housing and Urban Affairs, and Animal Husbandry, along with representatives from the Central Pollution Control Board (CPCB), State Pollution Control Boards (SPCBs), and the Chief Secretaries and their representatives from the states of Punjab, Haryana, Uttar Pradesh, Rajasthan, and UT of Delhi.

    • “The overall impact of this is just truly transformational,” Kelly said of the massive 4.7 million square foot Panasonic plant nearing completion. “The northeast quadrant of our state will look very different and feel very different,” the governor said.

(“the Firm”) has achieved a significant legal victory securing an Amparo against  Mexico’s Ministry of Energy, challenging its Decree imposing maximum tariffs on ‘UVIEs’ -verifiers for conformity in electrical installations to the Mexican Official Standards (“NOMs”), “the Decree”, dated September 5, 2022.

    The Amparo was granted in October 2023 and ratified on 4th July 2024 by the First Collegiate Circuit Court in Administrative Matters Specialising in Economic Competition, Broadcasting & Telecommunications.

    The illegal imposition of maximum rates discouraged the work of the UVIEs, promoted simulation, and generated uncertainty for customers, who, due to the improper actions of the authorities, believed that below-market rates were valid; that is, below the rates formally registered by each UVIE with the Ministry of Economy. In other words, the Ministry of Energy was distorting the market and services provided by the UVIEs, and their economics because they had to judicially defend themselves from the now judged illegal Decree.

    The Decree violates the principles of statement of reasons, foundation -constitutional, conventional, and legal–, legal certainty, free competition, job freedom, efficient economy, and the supremacy of the rule of law by prioritising a public interest artificially constructed by the Decree.

    The granting of the definitive Amparo will generate the following benefits: 1. Recover legal and economic certainty in the UVIE-clients relationship; 2. Remove the distortion of UVIE rates in the relevant market; 3. Eliminate the constraint on the UVIE’s job freedom; 4. Reconfirm that the powers of the Ministry of Energy and the Ministry of Economy are limited; it constrained their arbitrariness; 5. Clarify the difference between the regulated electricity industry and the electricity sector; 6. Enforce the international treaties to which Mexico is a party, as well as Mexico’s Constitution and laws; in summary, the rule of law in Mexico.

    There are key industries that need to be properly defended against legislative changes or acts of authority. These include energy: oil & gas, and clean energies; mining for lithium & open-pit mines; and water, particularly pre-existing or granting of future concessions. When acts or ommisions of public authorities violate human rights, the Constitution is the best defense; however, if it is also violated, Conventional mechanisms for the defense and protection of international investments can be activated.

(NYSE American; TASE: ELLO) (“Ellomay” or the “Company”), a renewable energy and power generator and developer of renewable energy and power projects in Europe, Israel and the USA, today announced a key achievement in its U.S. strategic growth plan. The Company has successfully entered into an agreement for the sale and transfer of Investment Tax Credits (ITCs) linked to its Fairfield (13.4 MW), Malakoff (13.92 MW), Mexia (11.1 MW), and Talco (10.5 MW) solar projects, all located in the State of Texas, USA. The agreement was executed with a reputable financial institution, with vast experience in executing tax credit transactions.

    Through this transaction, the Company expects to receive approximately $19 million from the sale of Investment Tax Credits, representing approximately 32% of the expected total portfolio costs. The sale is facilitated under the Inflation Reduction Act’s new transferability provisions, allowing Ellomay to retain 100% of the operating profits from these projects. Funds from the sale of the ITCs generated from a project will be disbursed after such project is placed in service and meets the applicable requirements. The Company expects the Fairfield and Malakoff projects to be placed in service by the end of Q4 2024, and the Mexia and Talco projects to be placed in service by the end of Q2 2025. The agreement includes customary indemnification obligations (for damages not covered by tax insurance policy), including in connection with certain continued eligibility requirements and scope of the ITCs, for which the Company provided a guarantee to the purchaser of the ITCs.

    Congresswoman Debbie Dingell (MI-06) today announced Cabot Corporation will receive $50 million from the Department of Energy (DOE) to build the first commercial-scale facility in the U.S. to produce critical components for lithium-ion batteries in Van Buren Township. The grant was awarded under the DOE’s Infrastructure Investment and Jobs Act’s Battery Materials Processing and Battery Manufacturing funding opportunity as part of a $355 total million investment in battery manufacturing in Michigan.

    Cabot Corporation will build and operate a plant capable of producing an initial ~1,000 tons per year of battery-grade carbon nanotubes (CNTs) and up to 12,000 tons per year of conductive additive (CA) dispersions at a commercial scale to support the domestic lithium-ion battery supply chain. Conductive additives, including CNTs, are indispensable ingredients in battery electrodes, connecting active materials within a conductive matrix. Without conductive additives, lithium-ion batteries do not work. Cabot’s plant will be the first production-scale facility to manufacture and supply battery-grade CNTs and CA dispersions in the U.S., expanding U.S. capabilities in advanced battery manufacturing, reducing reliance on imports, and strengthening national security. 

    The facility is expected to employ approximately 85 permanent workers and more than 250 tradespeople during construction. Cabot will work with the local government to sign a Good Neighbor Agreement and has signed a Memorandum of Understanding (MOU) with the North American Building Trades Union (NABTU) for construction of the facility and a neutrality agreement with the International Chemical Workers Union Council (ICWUC) for the operations of the facility. Cabot will also partner with local and regional universities, colleges, and trade schools to implement internship programs, support STEM career development, and promote training opportunities to develop a qualified and skilled domestic workforce.

    Today, the members of the Partnership for Atlantic Cooperation, – or the Atlantic Partnership – came together and reaffirmed their commitment to a peaceful, stable, and prosperous Atlantic region and a healthy, sustainable, and resilient Atlantic Ocean that is a resource for future generations. Since its launch, the Atlantic Partnership has grown to forty-two members, representing more than 75 percent of the Atlantic coastline. Countries from Africa, Europe, North America, South America, and the Caribbean come together to address shared challenges, promote common solutions, and advance collective principles. In addition to the 32 original founding members, Belgium, Belize, Benin, Cameroon, Guinea-Bissau, Panama, Sao Tome and Principe, Sierra Leone, Suriname, and Trinidad and Tobago have joined the Atlantic Partnership over the past year.
    Members have endorsed a Declaration on Atlantic Cooperation promising engagement on the basis of international law, existing national and international legal frameworks, mutual collaboration, and respect for differences in capacity and political perspective, and acknowledging the special role and primary interest of Atlantic states in the Atlantic.  At today’s ministerial, the Partnership’s members reaffirmed their commitment to work together to uphold the guiding principles for Atlantic cooperation as outlined in the Declaration. The increase in the use of the ocean space, resources, and services, and their impact on marine biodiversity and ocean ecosystems, can put the ocean’s benefits at risk. The Declaration and its accompanying Plan of Action established the objective of advancing sustainable blue economic development as an overarching Atlantic Partnership goal. The United States is contributing to the Sustainable Blue Economy line of effort with the following programs and initiatives:   
    Marine Spatial Planning Technical Assistance – The Atlantic Partnership has established a working group on Marine Spatial Planning (MSP), which is co-chaired by Spain, Morocco, and Angola. MSP is a process that helps coordinate multiple ocean-related industries to use marine resources sustainably. MSP can provide an integrated, ecosystem-based framework to allow for sustainable use of the marine and coastal environment, maintain biodiversity, and ensure alignment of government policies, community needs, and economic drivers. The United States is sponsoring MSP capacity building via directed technical assistance, local case studies, and global best practices.         
    Blue Economy/Blue Tech Solutions Public Diplomacy:  The United States is sponsoring a series of Atlantic Partnership Blue Economy/Blue Tech Solutions events.  The events will bring the private sector, non-governmental organizations (NGOs), and technical government offices together with U.S. counterparts to develop and deploy solutions to environment- and ocean-related challenges with the United States as a model.      
    Partnering Across the Atlantic on the Blue Economy – The United States is sponsoring technical assistance and capacity building to strengthen Atlantic Partnership members’ efforts to grow the blue economy. The Atlantic Partnership is strengthening the blue economy via support for work on aquaculture, sustainable fisheries, coastal planning, coastal resilience, science-based decision making, technology and data management, and early career development for scientists.     
    Support for Ghost Gear Reduction in the Atlantic – Ghost gear is abandoned, lost, or discarded fishing gear that can wreak havoc on marine ecosystems. The United States is working with the Global Ghost Gear Initiative and technical experts and local partners in West Africa and Central America to identify factors contributing to ghost gear in the Atlantic Ocean and potential solutions. In April 2024, The United States and Canada convened Atlantic Partnership members to focus on the problem of abandoned, lost or discarded fishing gear (ALDFG) or “ghost gear,” a form of marine plastic debris.  Canada, Costa Rica, and Ghana shared response experiences, best practices, and challenges, creating a new network of pan-Atlantic practitioners addressing the issue.    
    Partnership for Atlantic Cooperation Marine and Blue Economy “4TheAtlantic” Incubator – To bolster cooperation among Atlantic Cooperation countries in the Gulf of Guinea to address emerging oceanic environmental issues, the United States is funding a three-day capacity building program designed to help entrepreneurs across Atlantic Partnership members to tackle emerging oceanic environmental issues such as food security, rising sea levels, deteriorating marine life, increased oceanic and surface temperatures, unregulated fishing, and marine pollution. 
    Ocean-related or “Blue” Technology – In August 2024, the Atlantic Partnership convened technology leaders to introduce new and innovative technology solutions to improve the blue economy, enhance environmental stewardship, and address challenges posed by climate change. These included technologies for ocean mapping, hydrography, GIS, ocean observation, robotics and telepresence, and vessel monitoring.
    Innovative Financing: In April 2024, the United States convened members and external partners to focus on innovative financing solutions for marine conservation. Co-hosted by Pew and the Nature Conservancy, the event highlighted opportunities and processes associated with debt-for-nature programming and the Belize and Gabon’s experiences of with innovative finance to protect their marine areas.    
    Science Capacity Building and Exchange    The Atlantic Ocean is at the heart of the Atlantic Partnership.  Under the leadership of Brazil, Portugal, and the United States, the Partnership has created a platform to advance Atlantic Ocean observation and understanding. The Platform creates a mechanism to bring in world-class science, connect with ongoing scientific endeavors, strengthen member participation, and deliver benefits to members. The United States is contributing to the Science Capacity Building and Exchange line of effort with the following programs and initiatives:   
    Building Ocean Observation and Modeling Capacity – The United States is sponsoring a targeted effort to support diverse, equitable, and inclusive all-Atlantic research collaborations with facilitated trainings and workshops that respond to Atlantic Partnership members’ needs, including building the technical capacity and increasing global access to Atlantic Ocean research data through increased access to and training on ocean observing equipment for under-resourced countries and communities, and will collaborate with All-Atlantic Ocean Research and Innovation Alliance (AAORIA) Partners. 
    Atlantic Partnership/AAORIA Ocean Observation and Modeling Workshop – The United States hosted a joint Atlantic Partnership/AAORIA workshop on ocean observation and modeling capacities in Washington, DC. Collaboration with AAORIA brings access to the broader Atlantic Ocean science community, strengthens the potential for internal interagency coordination in member governments, and further demonstrates the power of the Atlantic community.     
    Ocean-Based Food Security  
    Food security and food system resilience affect all countries, and some of the coastal Atlantic states face acute pressures. Over half the world’s population depends on ocean-derived foods as a vital food source, underscoring the immense importance of ocean-based food security. In addition to conflict and political challenges, Atlantic States face increasing pressures from changing precipitation patterns, shifting fisheries stocks, and warming oceans, all of which affect food and nutrition security in real terms. 
    The United States is contributing to the Food Security of effort with the following initiative:   
    Ocean-based Food Security Solutions Exchange: The Atlantic Partnership “solutions exchange” will focus on sustainable aquaculture as a food security solution, highlighting global food security as its signature issue for its December 2024 UN Security Council Presidency General Debate. Working with the Environmental Defense Fund, the United States will bring together government officials, private sector leaders, NGO and academic experts, philanthropies, and multilateral groups to focus on the nexus between food security and the Atlantic Ocean. This exchange will highlight the critical importance of the issue of food security, particularly the potential for the Atlantic Ocean to support sustainable responses.   
    Public Private PartnershipsThe United States is partnering with the Schmidt Ocean Institute and with additional philanthropies, academics, private sector, and NGOs to bring their significant resources and expertise to augment government efforts, with a particular focus on ocean research and observations and harness opportunities for early career scientists.

The Dominican Republic Solid Waste Reduction Program works to reduce waste in municipalities on Puerto Plata, Monte Cristi, and Dojabon provinces leading to cleaner oceans, enabling communities and economies to thrive and build resilience to climate and economic shocks.  
    Coastal Resilience, Carbon, and Conservation Finance – The United States Climate Finance for Development Accelerator launched the Coastal Resilience, Carbon, and Conservation Finance (C3F) program to encourage the flow of private capital into coastal resilience and blue carbon projects. Through an integrated series of workshops, engagements and directed bilateral collaboration, the Blue Carbon Inventory Project has already collaborated to varying degrees with Costa Rica, Ghana, and Senegal and hopes to engage with other members of the Partnership for Atlantic Cooperation in the years to come.
    Atlantic Ocean Marine Microbiome Working Group – Marine microbes play pivotal roles in the environment and climate, the food value chain, biodiscovery, and a host of cross-cutting challenges, including the need to demonstrate the socio-economic value of marine microbiomes and environmental DNA (eDNA). The United States co-chairs and provides in-kind contributions to the Atlantic Ocean Marine Microbiome Working Group, which focuses on building a network of marine microbiome researchers and disseminating knowledge about the important role microbiomes play in the functioning of the ocean.
    Marine Biodiversity Observation Network (MBON) Pole to Pole of the Americas – The United States continues to provide support for MBON Pole to Pole, a knowledge sharing network dedicated to the collection, use, and sharing of marine biodiversity data in a coordinated, standardized manner, leveraging existing infrastructure and standards.
    U.S.-Caribbean Partnership to Address the Climate Crisis 2030 (PACC 2030) – The United States has provided over $100 million in new resources to increase access to climate finance, accelerate the transition to renewable energy, and build resilience to climate change and natural disasters under PACC 2030. PACC 2030 has established a network of Caribbean-based scientific experts to develop new climate mitigation and adaptation measures, identified new opportunities for clean energy infrastructure, and enhanced resilient food production systems to feed the region. 
    Caribbean Sustainable Ecosystems Activity – The United States Caribbean Sustainable Ecosystems Activity aims to reduce threats to coastal-marine biodiversity in the Caribbean while building coastal communities’ resilience to climate change. The Sustainable Ecosystems Activity harmonizes regional conservation approaches and engages the tourism sector to advocate and conserve marine protected areas
    Caribbean Biodiversity Program – Marine Protected Areas (MPAs) can help support biodiversity and climate resilience in the face of climate change. The Caribbean Biodiversity Program facilitates international and regional peer-to-peer exchange between MPAs in areas of enforcement, protected area financing, communication, outreach, public education, coral reef monitoring, and socio-economic monitoring.
    Sargassum Inundation Embassy Science Fellow – Sargassum inundation events occur when rafts of this algae are carried to shore by winds and currents. These events are a type of harmful algal bloom that can adversely impact coastal ecosystems, tourism, and public health. The United States embedded an environmental engineer at the University of the West Indies to focus on collaborative research to better detect and address Sargassum influxes in the Caribbean and to support developing a plan for identification and response strategies for Sargassum inundation events in the Eastern Caribbean. 
    National Marine Litter Action Plans – The United States assisted several Atlantic Partnership members (Costa Rica, Dominican Republic, and Guatemala) in the development of their National Marine Litter Action Plans which establish a roadmap for relevant authorities in each country to better manage marine litter issues.
    Ocean Conservation Skill Sharing – The United States is working to build relationships among regional institutions to share approaches and learning to improve conservation of mangroves, shellfish, seagrass, and coral reefs.
    Support for fisheries management efforts of the International Commission for the Conservation of Atlantic Tunas (ICCAT) – The United States provides extensive support for ICCAT, which oversees the conservation and management of Atlantic tunas, swordfish, marlin and sharks, and adopts measures to minimize bycatch of sea turtles, seabirds, and other protected species associated with these fisheries. This responsibility is shared among ICCAT’s 53 members, including a number of members of the Atlantic Partnership. 
    Support for the Atlantic Centre Course on “Illegal, Unreported, and Unregulated Fishing in the Atlantic” – The United States partners with the Atlantic Centre, a “Multilateral Centre of Excellence,” to promote defense capacity-building for the Atlantic, including the recent course on “Illegal, Unreported, and Unregulated Fishing in the Atlantic,” held in the Azores. 
    Joint Presentation of the Five-Day Illegal, Unreported, and Unregulated Fishing Seminar – The United States has deployed an exportable, internationally-focused seminar to assist partner nations (including Cote d’Ivoire, Nigeria, and Sierra Leone) to develop and strengthen their fisheries enforcement regimes to help prevent illegal, unreported, and unregulated fishing products from entering the global seafood market. 
    Maritime Advisor to Côte d’Ivoire – The United States supports a Maritime Advisor to Côte d’Ivoire, who assists in countering illegal, unreported, and unregulated fishing; and improving maritime governance, port security, and port state control in West Africa. A mobile training team completed a two-week Boarding Officer Course for 18 Ivorians from their Navy, Gendarmerie, Customs and Fisheries organizations.  
    Ghana Fisheries Recovery Activity – The United States funds the Feed the Future Ghana Fisheries Recovery Activity (GFRA) – a five-year, $17.8 million project that is mitigating the near collapse of Ghana’s small pelagic fisheries and establishing a foundation for their ecological recovery. The GFRA reduces overfishing and improves small pelagic fisheries management, which encourages ecological sustainability and marine biodiversity conservation and improves the socioeconomic well-being, food security, and resilience of fishers and coastal communities in Ghana. 
    Women Shellfishers and Food Security Activity – The United States works in field sites in The Gambia and Ghana to demonstrate effective shellfishing and natural resource management approaches to women-led, community-based shellfishing operations.
    Protecting Natural Ecosystems in Sierra Leone – The United States provided $10 million in political risk insurance to support West Africa Blue’s equity investment in a mangrove blue carbon project in the Bonthe and Moyamba regions of Sierra Leone. The project builds on a longstanding relationship with local communities and aims to develop long-term conservation, restoration, and income diversification activities funded sustainably through the issuance of high-quality, certified carbon credits.

    MR. FERNÁNDEZ HERNÁNDEZ:  Hi.  Good morning, everyone, and thank you for joining today’s press call to preview President Biden’s speech at the Bloomberg Global Business Forum tomorrow and on the pre- — and on the Biden-Harris administration’s historic efforts to combat climate change.
    As a reminder, this call will be on the record and embargoed until today at 1:00 p.m. Eastern.
    The call will begin with on-the-record remarks from Senior Adviser to the President and White House Director of Communications Ben LaBolt, White House National Climate Adviser Ali Zaidi, and Senior Adviser to the President for International Climate Policy John Podesta.
    Afterwards, we will have an — a question-and-answer period.
    With that, I will turn it over to Ben.
    MR. LABOLT:  Thanks, Angelo, and good morning, everybody.
    President Biden is fresh off his Quad Summit, where he showcased his continued leadership on the world stage by bringing our allies together to cooperate on — on major cross-border issues.  He just delivered a major speech last Thursday on the economic progress we’ve seen under — under this administration.  And later today, he’s heading to New York to the U.N. General Assembly.
    He’s got a busy schedule in New York, and you’ll see him lay out his vision for continued U.S. leadership on the world stage, including renewed cooperation to address shared global challenges such as confronting the climate crisis.
    And as the president continues to sprint to the finish line, tomorrow, as part of Climate Week, he’ll deliver remarks highlighting his and Vice President Harris’ leadership to tackle the climate crisis.
    His speech tomorrow at the Bloomberg Global Business Forum will showcase just how transformational this administration has been in helping to meet all of our climate, conservation, and clean energy goals — from reducing emissions and moving in the long term to a net-zero economy, to mobilizing private-sector investments in domestic manufacturing, to protecting our lands and waters, and so much more.
    And of course, through each of those important goals, also making significant in pro- — progress along the way to lower families’ energy costs; create good-paying union job; and ultimately leave for our children and grandchildren a stronger, healthier planet.
    Ali and John will share a bit more about the president’s domestic and international climate legacy in just a moment, but I want to take a moment to highlight how important the stakes are and why the president’s efforts have been essential in making sure we stay on track for our climate goals.
    If, as the science demands, we are going to meet the president’s goal of achieving net-zero greenhouse gas emissions by no later than 2050 and of limiting global warming to 1.5 degrees Celsius, then we’ve got to keep the pedal to the metal on our climate efforts.  We cannot afford to delay or to go back. 
    We’re seeing the impacts the climate crisis is having on our communities every day.  Yet as cities are flooding or on fire or under extreme heat watches or trapped in a cloud of smog, many congressional Republicans continue to deny the very existence of climate change.
    And it’s not just talk.  Congressional Republicans are taking action right now that would roll back investments in climate, clean energy, and public health.
    In this session alone, congressional Republicans’ efforts to gut climate protections are being pushed through a variety of avenues, including appropriations bills, Congressional Review Act resolutions, and other legislative actions, which would have a devastating impact on families, the economy, and the environment. 
    From undermining clean vehicle tax credits to attacking cost-saving efficiency standards, they continue to side with special interests to keep consumer energy prices high.
    During this session, congressional Republicans have advanced legislation to repeal new programs from President Biden’s Investing in America agenda that are helping families save hundreds of dollars each year on energy costs, including attacking new rebate programs for energy-efficient home upgrades and programs that support residential solar projects in low-income communities.
    After the president’s historic work to enhance public health protections and strengthen pollution standards, congressional Republicans are working to weaken those protections, which would harm their constituents’ lives and livelihoods.
    They’ve introduced resolutions that would roll back the administration’s rules that protect communities from coal plants’ water pollution, air pollution, and waste disposal.  They’re working to overturn lifesaving rules under the Clean Air Act that reduce pollution from power plants, cars, trucks, and indus- — and industrial sources.  And they’re failing to protect the health of mine workers, including by trying to block new rules that protect coal and other miners from toxic exposures.
    With more than 42 million acres already conserved, President Biden is on track to conserve more lands and waters than any modern president has in four years.  But congressional Republicans are attempting to roll back protections for our nation’s outdoor treasures and open up our lands and waters to increased irresponsible development.
    They’re trying to eliminate presidential authority to establish national monuments altogether.  They’re also trying to dismantle President Biden’s America the Beautiful initiative, which is supporting locally led conservation efforts across the country, and to overturn the administration’s Public Lands Rule that will help conserve wildlife habitat, restore places impacted by wildfire and drought, expand outdoor recreation, and guide thoughtful and balanced development.
    They’re supporting legislation and other appropriations vehicles that would undo protections for 13 million acres of special areas in the Western Arctic and dismantle efforts to protect the U.S. Arctic Ocean and Arctic National Wildlife Refuge from new oil and gas leasing.
    The Biden-Harris administration successfully finalized the first updates in decades to hold oil and gas companies accountable and ensure they provide fair returns to taxpayers, but congressional Republicans are seeking to overturn these overdue reforms.
    And just to put a finer point on it: Since President Biden signed the Inflation Reduction Act, congressional Republicans have voted more than 50 times to repeal all or parts of the largest and most impactful climate legislation in history.
    Yet even though most Republicans are in lock- — lockstep in this approach, some are starting to change their tune.  Last month, 18 House Republicans sent a letter to Speaker Johnson asking him not to repeal the Inflation Reduction Act.
    Perhaps it’s because President’s Biden’s policies are leading to more than 330,000 new clean energy jobs already created, more than half of which are in Republican-held districts.
    It also might be because they’re starting to realize that jacking up families’ energy prices, weakening pollution protections, and slowing our clean energy transition are unpopular back home.
    Whatever the reason, it’s obvious that the contrast between President Biden and Kamala Harris’ policies with those of congressional Republicans couldn’t be clearer.
    This coming Climate Week and for every week thereafter, this president and his team will continue to work on behalf of the American people to protect our planet, lower energy costs, create good-paying jobs, and do what’s needed to ensure that our grandchildren can experience a planet with clean air and drinkable water.
    And with that, I’ll turn it over to the president’s national climate adviser, Ali Zaidi.
    MR. ZAIDI:  Thanks so much to everybody for joining.
    We are five years into what the UNFCCC declared as the “decisive decade for climate action.”  Tomorrow, President Biden will deliver the decisive decade halftime report.  And what he will show is how the United States has changed the playbook fundamentally — not focused on the doom and gloom, focused instead on the massive economic opportunity, a chance to build U.S. manufacturing and infrastructure, and a chance to build the American middle class.
    The president will talk about what we’re seeing on the scoreboard.  Since the start of the administration, 100 gigawatts of clean energy built in the United States — 25 million homes’ worth of power.  You see off our coast an offshore industry, where before there was none. 
    In rural America, the largest investment in clean energy electrification since FDR — one in five rural Americans seeing the benefits of that clean energy. 
    A nuclear industry revitalized — plants that were slated to be shut down put back into use; plants retired coming back to meet surging demand.
    In transportation, electric vehicles now quadrupled in sales, chargers doubled on our roads and highways, the postal service going fully electric, and all of that being made in America — batteries being made in America; anodes, cathodes, the very critical minerals necessary for tackling climate change being sourced here in the United States of America.
    And, of course, we’re seeing this translate into benefits for consumers.  The standards the president has finalized or more efficient appliances saving a trillion dollars for consumers over the next several decades.
    And just last year, millions of Americans taking advantage of the Biden-Harris clean energy tax credits to retrofit their homes, put in upgrades that will save them money, lower utility bills and costs. 
    He’s done all of this while protecting the environment.  As Ben noted, 42 million acres conserved by tackling the scrooge [scourge] of environmental injustice, meeting pollution where it is in fence-line communities, and delivering solutions that take effect right away.
    He’s made sure that we are leaning into the manufacturing opportunity in all of this.  He’s going to talk about how we invented a lot of these technologies, but over the last several years, we’ve now started to actually make these technologies — $900 billion in manufacturing.
    So, you see because of these historic efforts under President Biden, Vice President Harris, capital coming off the sidelines, jobs coming back, and America leading on climate.  And, you know, core to that — core to that is the president delivering on his fundamental conviction.
    When he was running for office, the president often said, “When I see climate, I see jobs.”  Since the beginning of his administration, he’s made that a focal point in climate.  It’s what’s helped us put all these points on the board.  Even today, governors will come together to announce a goal to train another million folks into registered apprenticeships that deliver on the climate workforce that we need to build this clean energy future.
    Tomorrow is an opportunity to deliver that decisive decade halftime report to show the progress we’ve made, the points we put on the board, and the path ahead.  And President Biden will do that eloquently and in a way, I think, that will hopefully activate and animate accelerated action not just here but around the world.
    And for that, let me hand it over to my partner in all of this, the president’s international climate adviser, John Podesta.
    MR. PODESTA:  Thanks, Ali.  And — and thanks to everyone for joining at the beginning of this action-packed Climate Week.  And if you’re actually in New York, the traffic-packed Climate Week.
    Over the past four years, President Biden and Vice President Harris have pursued the most ambitious and successful climate agenda in history, both domestically and internationally.
    We know that the climate crisis is a global problem and that no one country alone can solve it but that U.S. leadership on this issue is critical for bringing the world together.
    That’s why President Biden rejoined the Paris Agreement on day — day one.  It’s why he set a bold goal to cut U.S. emissions by 50 to 52 percent below 2005 levels by 2030 and backed that goal up with action through the Inflation Reduction Act, the largest investment in climate and clean energy in the world, as Ali just went through.  And it’s why he convened three leaders summits on climate, ratified the Kigali Amendment to the Mo- — Montreal Protocol to phase down super-polluting hydrofluorocarbons.
    Over the past four years, this resurgence of U.S. leadership on global climate action has yielded real results.
    We’ve raised ambition from countries and companies around the world through the Global Methane Pledge to reduce global methane emissions 30 percent by 2030, with now 158 countries and the EU signing on.
    At COP28 in Dubai in December 2023, the United States successfully galvanized the world to commit, for the first time, to transition away from unabated fossil fuels; to stop building new unabated coal capacity globally; to triple renewable energy globally by 2030, to double the level of efficiency by 2030, and to triple nuclear energy by 2050.
    We’ve remained focused on climate finance, which is the biggest topic of discussion at this year’s COP29 in Azerbaijan.
    President Biden pledged to work with Congress to quadruple U.S. international public climate finance to over $11 billion per year by 2024.  And we’re on track to deliver on that commitment.  That includes over $3 billion per year for adaptation under the president’s Emergency Plan for Adaptation and Resilience, or the so-called PREPARE program, which will help a half a billion people worldwide adapt to and manage climate impacts, including sea level rise, storms, droughts, and food insecurity. 
    The next few months are crucial for our international climate agenda — from COP16 on biodiversity in Cali to the G20 in Rio to COP29 in Baku, and, of course, this week in New York.
    This week and throughout this fall, we’ll continue to work with our allies and partners around the world to raise ambitions; unlock additional climate finance from the private sector, multilateral development banks, and public sources; accelerate the deployment of clean energy by driving innovation and lowering costs; reversing and finally ending deforestation; and help more vulnerable countries and communities adapt to a changing climate.
    Here’s the bottom line: Thanks to President Biden and Vice President Harris, we’re on the right path here in the U.S. and around the world.  We have to accelerate our progress toward our collective climate goals, and I think the president will be calling on other leaders of the world, as he did over the weekend in the new announcements on clean cooling and the clean energy industrial fellowship we entered into with India, to get that job done.

    Q    Hi, everyone.  Thank you so much for doing this this morning.
    John, you mentioned that the president will be calling on — on other leaders.  You know, this is a very international audience this week.  Already, countries have seen the United States leave and join and leave and join global efforts to fight climate change.  What will the president’s message be to world leaders who are worried about what a Trump administration would bring on climate and maybe don’t know whether the U.S. can be trusted to be a long-term partner?
    I guess, related, do you expect President Biden to — to speak directly about former President Trump?
    MR. PODESTA:  Lisa, you know, in my current role, I can’t talk about politics.  (Laughs.)  But I think it’s clear that the track record from the previous administration vers- — which pulled out of Paris, abandoned the — the partnership that we had around the globe, reversed a number of actions that President Obama had taken on climate change versus the record that we just laid out is clearly of concern and interest to people around the world.
    All I can tell you is the president has demonstrated that you can produce strong economic growth, create good-paying jobs, reach all areas of the country in this — in this task of decarbonizing our economy. 
    And that’s the message I think he’s sending to global re- — leaders: This is doable.  We can invest in the — these new technologies.  We can put people to work doing the work that needs to be done, and it’s going to be good for your publics.
    So, I think that in — in his speech to — to UNGA, he will, I think, reflect on that record, and I’m sure the — the alternatives will be implicit.
    MR. ZAIDI:  Look, what I’d add to that — this is Ali — is you’ve seen the politics of climate inaction deteriorate in Congress.  House Republicans have put up nearly 50 votes to roll back President Biden and Vice President Harris’ historic climate efforts.  They failed.  They failed even within their own caucus: Now a dozen and a half members calling on their own leadership to wrap up these efforts, to go in a U-turn direction, because they see the economic case for climate action.
    Part of the reason the president has been successful — and as he speaks to this tomorrow, he will point out — is this new formula on climate action, which is focused on driving investment in U.S. manufacturing and U.S. infrastructure, and that has resulted in unprecedented and successful job creation all across the country in blue districts and in red.
    So, the politics of inaction are deteriorating.  The case for a U-turn is weak and fragile and falling apart.  But the haste to go bold and accelerate climate action, we’re seeing the results from that; that’s strengthening.
    And, you know, Lisa, you mentioned, there are a lot of leaders from around the world here in New York.  There are also a lot of leaders from industry and big investors here in New York, and they’re paying attention to one thing and one thing only, and that is: In the United States, the case for investing in clean energy has never been stronger.  The economics for climate action are irresistible here in the United States.  And that’s going to cascade around the world as we accelerate progress in this decisive decade.

    I wanted to ask if you can talk about the multilateral (inaudible) boosting climate financing for developing countries as well as how the U.S., the administration will work with China, the number one polluters in the world.  As — and your initiative also working with African nations. 
    Thank you.
    MR. PODESTA:  Well, thanks — thanks for the question.  I — at the bilateral level, I laid out a — at the front end of my remarks, the president’s commitment to increasing climate finance across the board and reach communities across the globe. 
    We’ve succeeded in — in meeting the targets that the president did at — in his UNGA speech in 2021.  I want to underscore that.  That’s where he said we will quadruple our climate finance from the historically high level that President Obama produced.  It was actually substantially more than that if you compare it to the last years under President Trump.  And we’re on track to do that.
    Where I’m engaged in events here to try to track additional private-sector investment into the adaptation space, noting — I noted the PREPARE program that the president has put forward, which is going to provide a — help and service to half a billion people across the globe. 
    We’re engaged, I think, with the — the i- — the discussion right now to increase the national cumulative qualified goal that’s, as I noted, part of what’s most important on the agenda in Baku.  Those conversations are continuing, but we’ve seen a substantial increase in climate finance coming through the multilateral development banks and other sources. 
    It’s going to take the effort of all of us to go from the billions of dollars of — hundreds of billions of dollars of public support that we’ve seen to, really, the trillion dollars of need that are necessary to build sustainable energy systems across the globe. 
    And so, I think, again, in his conversations with — with global leaders, he hosted President Ruto of Kenya earlier this year, created a commitment to a bilateral partnership with the government of Kenya to build out supply chains there.  We’re working with India and Tanzania to do the same thing across new supply chains in Africa. 
    So, I think the president is r- — is quite focused on this and will get a chance to speak to it both in the meetings that he’s holding on the side as well as in his main UNGA speech.
    Q    Okay.  If I can just quickly follow up on that.  A lot of these developing countries are looking into carbon market.  What is your response?  What is your view regarding that? 
    MR. PODESTA:  You know, earlier this summer, we issued a joint statement from the U.S. government on our views on the fact that those high-integrity carbon markets are a potentially strong source of finance for countries both to decarbonize the power sector.  Secretary Kerry did a tremendous work on creating a new instrument, if you will, in that space as well as in — in agriculture and forestry. 
    But as we noted in that statement, there’s — there needs to be high integrity both on behalf of the sellers of carbon credits as well as on behalf of buyers in order to make these — these markets work and — and see those — that ability for carbon finance to flow through that channel.  Without that, I think the market and — and I think we saw this in the last couple of years — it begins to lose faith that those — that the emissions reductions are real.  In which case, I think people back off from making the commitments. 
    So, I think it’s really critical to make sure that these markets are — have strong integrity, and we laid out the principles to make that happen. 
    MR. ZAIDI:  I just want to add a little bit on how domestic action is, I think, enabling more ambition around the world.
    First, there has been analysis, including from the Boston Consulting Group, on the impacts of the Inflation Reduction Act in terms of technology cost reduction that actually improve the odds of scale-up around the world — everything from battery technology to clean hydrogen production through electrolyzers. 
    That technology is being de-risked as a result of the generational investment that President Biden has marshaled to take on the climate crisis here in the United States. 
    That’s going to have very significant implications around the world.  One modeling projection done by the Rhodium Group shows that for every ton reduced here, we will see two or three reduced around the world, again, as the result of that technology de-risking. 
    The second is the platform de-risking.  John talked about the voluntary carbon markets and the principles we laid out earlier this summer to help high-integrity scale-up of that platform. 
    The investment the United States is making, for example, through the Department of Agriculture in measurement, monitoring, and verification regimes, or through the EPA and the Department of Energy in the utilization of satellite data to track methane leaks from industrial sources — those investments in satellite, in harnessing machine learning and artificial intelligence to take on climate change — those platform investments will de-risk those platforms for the rest of the world and I think help bring additional resources to the Global South. 
    And then there’s the role of the capital markets more broadly.  In the United States, we are building muscle memory around new asset classes, and that’s going to accrue benefits to capital formation and project development all around the world. 
    So, look, there is the — there is the effort, I think, underway by G20 countries.  The*28:59 — when the president was out at the last G20, he said, “I passed an Inflation Reduction Act.  You should copycat that.”  So, there are a lot of countries that are downloading the U.S. playlist on how to jam out on climate. 
    But there’s a second piece of it, which is the actions we’re taking here in the United States are de-risking technologies, they’re de-risking platforms, and they’re building the muscle memory to accelerate capital formation project development around the world. 
    Obviously, that all complements the very important development finance and multilateral work — work John talked about, but I do think this work domestically is going to echo around the world.

    MR. FERNÁNDEZ HERNÁNDEZ:  Yes. 
    Q    Thanks so much for taking my call.  I wondered if you could tell us — I know the president told his Cabinet to “sprint to the finish.”  I wonder if you can tell us what that’s going to mean on climate, if there’s anything else we can expect — big announcements on climate before the end of the term, and also how he’s thinking about climate when he’s approaching his legacy?
    MR. ZAIDI:  Robin, I think the president is thinking about climate the same way he has been from day one.  When he thinks climate, he thinks jobs.  And I know that sounds simple, but I think that’s been the driver of the political economy and the investment case around the country, and that continues to be the case. 
    You know, you’ll — you’ll see from the administration what you’ve seen from day one: a concerted focus on a sector-by-sector basis, each part of the economy.
    In terms of developing new standards and rules that provide certainty to business and improve the investment climate around clean energy technologies, you will continue to see robust implementation from our agencies on the infrastructure law and the Inflation Reduction Act.  On the broader investment agenda, making sure that those investments are turning in to impacts on the ground.
    And you’ll see us do the important work of blocking and tackling to make sure our projects are getting built.  Permitting, citing execution has been a focal point for the Biden-Harris administration from day one. 
    You know, this Cabinet meeting, the president talked about sprinting through the finish line, making sure that we’re building an irreversible momentum behind climate action.  But I remember the last Cabinet meeting when he reminded the Cabinet that these laws, these standards, these investments were only as good as the impact they were making on the ground.  So, he continues to be relentlessly focused on implementation, on execution, on getting things built. 
    And that goes to the point I made at the top.  This is no longer a theoretical playbook.  You could see it as points on the scoreboard today: A hundred gigawatts of clean energy built in the United States under the Biden-Harris administration.  That’s going to be our focus.  That’s where we continue to spend our time.

    “Ministry of Power under the able leadership of Prime Minister Shri Narendra Modi has achieved remarkable milestones during the first 100 days of the new Government” remarked the Union Minister for Power and Housing & Urban Affairs at a press conference in New Delhi today.

    The Union Minister also said that the Ministry prepared its 100 Days Plan with a vision to strengthen the power infrastructure, enhance capacity, increase connectivity and expanding international reach.

    He said that the achievements in power sector during this period shows the Ministry’s focus on Policy Reforms and introduction of new initiatives which will go a long way in strengthening and empowering the Indian power sector.

    Speaking on the National Electricity Plan Union Minister said that National Electricity Plan 2023 to 2032 for Central and State Transmission Systems has been finalised.  This plan is aimed at meeting a peak demand of 458 GW by 2032. 

    Under the previous plan 2017-22, about 17,700 ckm lines and 73 GVA transformation capacity were added annually.  Under the new plan, transmission network in the country will be expanded from 4.85 lakh ckm in 2024 to 6.48 lakh ckm in 2032.  During the same period the transformation capacity will increase from 1,251 GVA to 2,342 GVA.

    Nine High Voltage Direct Current (HVDC) lines of 33.25 GW capacity will be added in addition to 33.5 GW presently operating.  Inter-Regional transfer capacity will increase from 119 GW to 168 GW.  This plan covers the network of 220 kV and above. 

    Union Minister informed that the total cost of the plan is Rs 9.15 lakh Cr.  This plan will help in meeting the increasing electricity demand, facilitate RE integration and green hydrogen loads into the grid.

    The Union Minister also said that 50 GW ISTS Capacity has been approved.The transmission network of 335 GW is planned to evacuate 280 GW of Variable Renewable Energy (VRE) to the Inter-State Transmission System (ISTS) by 2030. 

    Out of this, 42 GW has already been completed, 85 GW is under construction, and 75 GW is under bidding. Balance 82 GW will be approved in due course.

    Transmission Schemes corresponding to 50.9 GW capacity have been approved during the 100 days.  The total estimated cost of the approved projects is Rs. 60,676 Cr. 

    The approval covers transmission systems for Gujarat (14.5 GW RE), Andhra Pradesh (12.5 GW RE), Rajasthan (7.5 GW RE), Tamil Nadu (3.5 GW RE), Karnataka (7 GW RE), Maharashtra (1.5 GW RE), Madhya Pradesh (1.2 GW Thermal power), Jammu & Kashmir (1.5 GW Hydro power), and Chhattisgarh (1.7 GW). 

    The approved transmission system includes the evacuation of renewable electricity, including offshore wind power in Gujarat and Tamil Nadu.  This will support the power requirements of planned Green Hydrogen and Green Ammonia projects in these states, as well as pumped storage potential near in Maharashtra.  Additionally, the approved system will facilitate the evacuation of hydro power from Jammu & Kashmir and thermal power from Madhya Pradesh and Chhattisgarh.

    Highlighting another major achievement Union Minister Shri Manohar Lal informed that 83596 Particularly Vulnerable Tribal Group (PVTG) households located in remote and far flung areas have been electrified.

    Speaking on agricultural feeders Union Minister informed that out of 80,631 feeders, 49,512 agricultural feeders where agriculture load is more than 30% have already been segregated.  Segregation of the remaining 31,119 feasible feeders have been sanctioned to provide reliable daytime power supply to farmers. The union minister informed that the cost of this is Rs 43,169 crore.

    Speaking on the occasion Union Minister also informed that a specialized Computer Security Incident Response Team for the power sector (CSIRT-Power) has been established.  The facility is equipped with advanced infrastructure, cutting-edge cybersecurity tools, and key resources, CSIRT-Power is now well-prepared to tackle emerging cyber threats in power sector.

    Union Minister Shri Manohar Lal also said that revised guidelines for EV charging infrastructure, “Guidelines for Installation and Operation of Electric Vehicle Charging Infrastructure-2024” have been issued to support creation of a nationwide connected and interoperable EV charging network.

    The provisions under these guidelines serve as a blueprint to expedite deployment of EV charging infrastructure to cater to future EV charging demand.  This will help increase the charging stations to about 01 lakh by 2030.  Major features of the guidelines include:

    1. Standard procedure and timelines for grant of electricity connections for charging
    2. use of open communication protocols to enable interoperability of EV chargers
    3. Criteria for optimal selection of locations for siting Public EV charging stations in urban areas and along highways
    4. Transparency in charging fee structure:  electricity tariff capped at Average Cost of Supply (ACOS) till FY 2028; tariff subsidy charging during solar hours increased from 20% of ACOS to 30%.
    5. Improvement in charging business viability
    6. Safety and connectivity requirements for users and EV chargers specified
    7. Promotion of use of innovative technologies like Vehicle to Grid discharging, Pantograph Charging.                               

     

    He also informed that India has taken a major step toward a greener future with the introduction of two new building codes: the Energy Conservation and Sustainable Building Code (ECSBC) for commercial buildings and the Eco Niwas Samhita (ENS) for residential buildings. The revised codes apply to large commercial buildings and multi-storied residential complexes with a connected electricity load of 100 kW or more, which means the codes will impact big offices, shopping malls, and apartment buildings and will help in further reduction of 18% electricity consumption.  Additionally, it incorporates sustainability features related to natural cooling, ventilation, water, and wastewater disposal.  States may adopt these building codes.

    Union minister also informed India has a Pumped Storage Project (PSP) potential of more than 184 GW.  We have planned to add 39 GW of PSP capacity by 2030 to address storage and grid stability needs, he added.  Presently, 4.7 GW has been installed.  Around 6.47 GW capacity is under construction, 60 GW is under various stages of survey and investigation.  Contracts for additional 3.77 GW of PSP have now been awarded.

    Union Minister Shri Manohar Lal also said that we are transitioning large industrial consumers currently participating in the energy efficiency reduction regime (Perform Achieve Trade Scheme) to a GHG emissions reduction regime.

    He also said that to facilitate this shift, we have established a framework for an Indian Carbon Market.  We have also published procedures for accrediting carbon verifiers of emissions reduction to verify emissions reductions.

    These measures will enable the pricing of greenhouse gas (GHG) emissions reduction and the trading of carbon credit certificates.  We intend to operationalise the trading of certificates of mandatory sectors by October 2026 and of voluntary sectors by April 2026.

    Union Minister also said that a new Central Financial Assistance (CFA) scheme has been approved to support the development of 15 GW of hydro capacity in the North Eastern States.  Under this scheme, the central government will provide equity assistance of up to 24% of the project equity, with a maximum of Rs. 750 crore per project, to encourage participation from North Eastern States.  This will facilitate investments and create significant direct employment opportunities for locals. The implementation period is from 2024-25 to 2031-32. The total cost is Rs. 4136 crore.

    In the first 100 days the scope of budgetary support for the cost of enabling infrastructure for Hydro Electric Projects and Pumped Storage Projects (PSPs) has been expanded.  In addition to roads and bridges, the support now includes financing for transmission lines, ropeways, railway sidings, and communication infrastructure.  Projects exceeding 200 MW will receive ₹0.75 crore per MW of support, while projects up to 200 MW will receive ₹1 crore per MW.  Hydro projects with a capacity exceeding 25 MW, including private sector projects, awarded before 1st July, 2028, are eligible for this support.  The implementation period is from 2024-25 to FY 2031-32.  The total outlay for the scheme is Rs. 12,461 cr.  This will support the development of 31 GW hydro potential including 15 GW of PSPs.

    Talking about the Lower Arun Hydro Electric Project Shri Manohar Lal said that  The Lower Arun Hydro Electric Project (669 MW) in Nepal has now been approved by Government of India.  The project cost is 5792 Cr.  The implementation period is 60 months.

    While India aggressively pursues energy transition goals, ensuring energy security remains paramount. Union Minister also informed that to meet the peak demand and base load requirements of a rapidly expanding economy, Ministry of Power has prioritized thermal capacity addition. Currently, the total thermal capacity: Coal and Lignite based stands at 217 GW. In addition, 28.4 GW capacity is under construction, out of which 14 GW capacity is likely to be commissioned by FY 2025. Further, 58.4 GW is at various stages of; planning, statutory clearances and bidding. Also, in the last 100 days, Ministry have awarded 12.8 GW of new coal based thermal capacity.

    Today, the members of the Partnership for Atlantic Cooperation, – or the Atlantic Partnership – came together and reaffirmed their commitment to a peaceful, stable, and prosperous Atlantic region and a healthy, sustainable, and resilient Atlantic Ocean that is a resource for future generations.
     
    Since its launch, the Atlantic Partnership has grown to forty-two members, representing more than 75 percent of the Atlantic coastline. Countries from Africa, Europe, North America, South America, and the Caribbean come together to address shared challenges, promote common solutions, and advance collective principles. In addition to the 32 original founding members, Belgium, Belize, Benin, Cameroon, Guinea-Bissau, Panama, Sao Tome and Principe, Sierra Leone, Suriname, and Trinidad and Tobago have joined the Atlantic Partnership over the past year.

    Members have endorsed a Declaration on Atlantic Cooperation promising engagement on the basis of international law, existing national and international legal frameworks, mutual collaboration, and respect for differences in capacity and political perspective, and acknowledging the special role and primary interest of Atlantic states in the Atlantic. 
     
    At today’s ministerial, the Partnership’s members reaffirmed their commitment to work together to uphold the guiding principles for Atlantic cooperation as outlined in the Declaration. These include:

    • A commitment to uphold international law, including the UN Charter, to promote an open Atlantic in which Atlantic states are free from interference, coercion, or aggressive action;
    • A commitment to uphold the principles of sovereign equality, territorial integrity, and political independence of states;
    • Recognition of the special interest and primary role that Atlantic states have in the Atlantic.

    The Atlantic Partnership has focused on three lines of effort: 1)Sustainable Blue Economy, 2) Science Capacity Building and Exchange, and 3) Ocean-based Food Security.

    Sustainable Blue Economy

    The blue economy is the sustainable use of Atlantic Ocean resources for economic growth. The increase in the use of the ocean space, resources, and services, and their impact on marine biodiversity and ocean ecosystems, can put the ocean’s benefits at risk. The Declaration and its accompanying Plan of Action established the objective of advancing sustainable blue economic development as an overarching Atlantic Partnership goal. The United States is contributing to the Sustainable Blue Economy line of effort with the following programs and initiatives:   

    • Marine Spatial Planning Technical Assistance – The Atlantic Partnership has established a working group on Marine Spatial Planning (MSP), which is co-chaired by Spain, Morocco, and Angola. MSP is a process that helps coordinate multiple ocean-related industries to use marine resources sustainably. MSP can provide an integrated, ecosystem-based framework to allow for sustainable use of the marine and coastal environment, maintain biodiversity, and ensure alignment of government policies, community needs, and economic drivers. The United States is sponsoring MSP capacity building via directed technical assistance, local case studies, and global best practices.         
    • Blue Economy/Blue Tech Solutions Public Diplomacy:  The United States is sponsoring a series of Atlantic Partnership Blue Economy/Blue Tech Solutions events.  The events will bring the private sector, non-governmental organizations (NGOs), and technical government offices together with U.S. counterparts to develop and deploy solutions to environment- and ocean-related challenges with the United States as a model.      
    • Partnering Across the Atlantic on the Blue Economy – The United States is sponsoring technical assistance and capacity building to strengthen Atlantic Partnership members’ efforts to grow the blue economy. The Atlantic Partnership is strengthening the blue economy via support for work on aquaculture, sustainable fisheries, coastal planning, coastal resilience, science-based decision making, technology and data management, and early career development for scientists.     
    • Support for Ghost Gear Reduction in the Atlantic – Ghost gear is abandoned, lost, or discarded fishing gear that can wreak havoc on marine ecosystems. The United States is working with the Global Ghost Gear Initiative and technical experts and local partners in West Africa and Central America to identify factors contributing to ghost gear in the Atlantic Ocean and potential solutions. In April 2024, The United States and Canada convened Atlantic Partnership members to focus on the problem of abandoned, lost or discarded fishing gear (ALDFG) or “ghost gear,” a form of marine plastic debris.  Canada, Costa Rica, and Ghana shared response experiences, best practices, and challenges, creating a new network of pan-Atlantic practitioners addressing the issue.    
    • Partnership for Atlantic Cooperation Marine and Blue Economy “4TheAtlantic” Incubator – To bolster cooperation among Atlantic Cooperation countries in the Gulf of Guinea to address emerging oceanic environmental issues, the United States is funding a three-day capacity building program designed to help entrepreneurs across Atlantic Partnership members to tackle emerging oceanic environmental issues such as food security, rising sea levels, deteriorating marine life, increased oceanic and surface temperatures, unregulated fishing, and marine pollution. 
    • Ocean-related or “Blue” Technology – In August 2024, the Atlantic Partnership convened technology leaders to introduce new and innovative technology solutions to improve the blue economy, enhance environmental stewardship, and address challenges posed by climate change. These included technologies for ocean mapping, hydrography, GIS, ocean observation, robotics and telepresence, and vessel monitoring.
    • Innovative Financing: In April 2024, the United States convened members and external partners to focus on innovative financing solutions for marine conservation. Co-hosted by Pew and the Nature Conservancy, the event highlighted opportunities and processes associated with debt-for-nature programming and the Belize and Gabon’s experiences of with innovative finance to protect their marine areas.    

    Science Capacity Building and Exchange  
      
    The Atlantic Ocean is at the heart of the Atlantic Partnership.  Under the leadership of Brazil, Portugal, and the United States, the Partnership has created a platform to advance Atlantic Ocean observation and understanding. The Platform creates a mechanism to bring in world-class science, connect with ongoing scientific endeavors, strengthen member participation, and deliver benefits to members. The United States is contributing to the Science Capacity Building and Exchange line of effort with the following programs and initiatives:   

    • Building Ocean Observation and Modeling Capacity – The United States is sponsoring a targeted effort to support diverse, equitable, and inclusive all-Atlantic research collaborations with facilitated trainings and workshops that respond to Atlantic Partnership members’ needs, including building the technical capacity and increasing global access to Atlantic Ocean research data through increased access to and training on ocean observing equipment for under-resourced countries and communities, and will collaborate with All-Atlantic Ocean Research and Innovation Alliance (AAORIA) Partners. 
    • Atlantic Partnership/AAORIA Ocean Observation and Modeling Workshop – The United States hosted a joint Atlantic Partnership/AAORIA workshop on ocean observation and modeling capacities in Washington, DC. Collaboration with AAORIA brings access to the broader Atlantic Ocean science community, strengthens the potential for internal interagency coordination in member governments, and further demonstrates the power of the Atlantic community.     

    Ocean-Based Food Security  

    Food security and food system resilience affect all countries, and some of the coastal Atlantic states face acute pressures. Over half the world’s population depends on ocean-derived foods as a vital food source, underscoring the immense importance of ocean-based food security. In addition to conflict and political challenges, Atlantic States face increasing pressures from changing precipitation patterns, shifting fisheries stocks, and warming oceans, all of which affect food and nutrition security in real terms. 

    The United States is contributing to the Food Security of effort with the following initiative:   

    • Ocean-based Food Security Solutions Exchange: The Atlantic Partnership “solutions exchange” will focus on sustainable aquaculture as a food security solution, highlighting global food security as its signature issue for its December 2024 UN Security Council Presidency General Debate. Working with the Environmental Defense Fund, the United States will bring together government officials, private sector leaders, NGO and academic experts, philanthropies, and multilateral groups to focus on the nexus between food security and the Atlantic Ocean. This exchange will highlight the critical importance of the issue of food security, particularly the potential for the Atlantic Ocean to support sustainable responses.   

    Public Private Partnerships
    The United States is partnering with the Schmidt Ocean Institute and with additional philanthropies, academics, private sector, and NGOs to bring their significant resources and expertise to augment government efforts, with a particular focus on ocean research and observations and harness opportunities for early career scientists. 

    • Partnership with Schmidt Ocean Institute:  The United States is partnering with Schmidt Ocean Institute to leverage its planned work in Atlantic Ocean scientific observation, research, and capacity building, through the 2025-2029 R/V Falkor (too) Atlantic Expeditions.
    • Cabo Verde Partnership Opportunity Delegation:  The United States will bring a delegation of interested U.S.-based research, private sector, and conservation organizations to explore opportunities to collaborate with Cabo Verde at the nexus of science exchange and sustainable economic development.    

    Ongoing U.S. Atlantic Programs
    Consistent with our leadership of the Atlantic Partnership, the United States has implemented and continues to advance programs across the Atlantic on a range of shared challenges:

    • The End Plastic Pollution International Collaborative (EPPIC) – The United States initiated EPPIC, a new international public-private partnership to incentivize investment and solutions to end plastic pollution, starting upstream. EPPIC engages partners beyond national level governments to take on ambitious commitments that reduce demand for plastic and maximize circularity.
    • Save Our Seas Initiative – The United States addresses ocean plastic pollution in the northern coast of Dominican Republic through its global and bilateral programs. The global Clean Cities, Blue Ocean program focuses on supporting an improved solid waste management system and remediating opened dump sites in Samana Province and preventing waste, including plastic waste entering the Samana Bay. The Dominican Republic Solid Waste Reduction Program works to reduce waste in municipalities on Puerto Plata, Monte Cristi, and Dojabon provinces leading to cleaner oceans, enabling communities and economies to thrive and build resilience to climate and economic shocks.  
    • Coastal Resilience, Carbon, and Conservation Finance – The United States Climate Finance for Development Accelerator launched the Coastal Resilience, Carbon, and Conservation Finance (C3F) program to encourage the flow of private capital into coastal resilience and blue carbon projects. These projects generate biodiversity conservation, climate mitigation, and adaptation outcomes while safeguarding local communities’ benefits.  The United States is partnering with the Ocean Risk and Resilience Alliance to identify and engage stakeholders in Senegal, Guatemala, Dominican Republic, Guyana, Suriname, and other countries to build capacity to develop bankable, climate-positive projects and address information asymmetries between communities and investors – leading to investments that safeguard local resources and livelihoods.
    • Blue Carbon Inventory Project – Through the Blue Carbon Inventory Project, the United States will continue to provide partner countries with technical assistance on the integration of coastal wetlands in National Greenhouse Gas Inventories and maximizing the value of these ecosystems in terms of coastal resilience and blue economies. Through an integrated series of workshops, engagements and directed bilateral collaboration, the Blue Carbon Inventory Project has already collaborated to varying degrees with Costa Rica, Ghana, and Senegal and hopes to engage with other members of the Partnership for Atlantic Cooperation in the years to come.
    • Atlantic Ocean Marine Microbiome Working Group – Marine microbes play pivotal roles in the environment and climate, the food value chain, biodiscovery, and a host of cross-cutting challenges, including the need to demonstrate the socio-economic value of marine microbiomes and environmental DNA (eDNA). The United States co-chairs and provides in-kind contributions to the Atlantic Ocean Marine Microbiome Working Group, which focuses on building a network of marine microbiome researchers and disseminating knowledge about the important role microbiomes play in the functioning of the ocean.
    • Marine Biodiversity Observation Network (MBON) Pole to Pole of the Americas – The United States continues to provide support for MBON Pole to Pole, a knowledge sharing network dedicated to the collection, use, and sharing of marine biodiversity data in a coordinated, standardized manner, leveraging existing infrastructure and standards.
    • U.S.-Caribbean Partnership to Address the Climate Crisis 2030 (PACC 2030) – The United States has provided over $100 million in new resources to increase access to climate finance, accelerate the transition to renewable energy, and build resilience to climate change and natural disasters under PACC 2030. PACC 2030 has established a network of Caribbean-based scientific experts to develop new climate mitigation and adaptation measures, identified new opportunities for clean energy infrastructure, and enhanced resilient food production systems to feed the region. 
    • Caribbean Sustainable Ecosystems Activity – The United States Caribbean Sustainable Ecosystems Activity aims to reduce threats to coastal-marine biodiversity in the Caribbean while building coastal communities’ resilience to climate change. The Sustainable Ecosystems Activity harmonizes regional conservation approaches and engages the tourism sector to advocate and conserve marine protected areas
    • Caribbean Biodiversity Program – Marine Protected Areas (MPAs) can help support biodiversity and climate resilience in the face of climate change. The Caribbean Biodiversity Program facilitates international and regional peer-to-peer exchange between MPAs in areas of enforcement, protected area financing, communication, outreach, public education, coral reef monitoring, and socio-economic monitoring.
    • Sargassum Inundation Embassy Science FellowSargassum inundation events occur when rafts of this algae are carried to shore by winds and currents. These events are a type of harmful algal bloom that can adversely impact coastal ecosystems, tourism, and public health. The United States embedded an environmental engineer at the University of the West Indies to focus on collaborative research to better detect and address Sargassum influxes in the Caribbean and to support developing a plan for identification and response strategies for Sargassum inundation events in the Eastern Caribbean. 
    • National Marine Litter Action Plans – The United States assisted several Atlantic Partnership members (Costa Rica, Dominican Republic, and Guatemala) in the development of their National Marine Litter Action Plans which establish a roadmap for relevant authorities in each country to better manage marine litter issues.
    • Ocean Conservation Skill Sharing – The United States is working to build relationships among regional institutions to share approaches and learning to improve conservation of mangroves, shellfish, seagrass, and coral reefs.
    • Support for fisheries management efforts of the International Commission for the Conservation of Atlantic Tunas (ICCAT) – The United States provides extensive support for ICCAT, which oversees the conservation and management of Atlantic tunas, swordfish, marlin and sharks, and adopts measures to minimize bycatch of sea turtles, seabirds, and other protected species associated with these fisheries. This responsibility is shared among ICCAT’s 53 members, including a number of members of the Atlantic Partnership. 
    • Support for the Atlantic Centre Course on “Illegal, Unreported, and Unregulated Fishing in the Atlantic” – The United States partners with the Atlantic Centre, a “Multilateral Centre of Excellence,” to promote defense capacity-building for the Atlantic, including the recent course on “Illegal, Unreported, and Unregulated Fishing in the Atlantic,” held in the Azores. 
    • Joint Presentation of the Five-Day Illegal, Unreported, and Unregulated Fishing Seminar – The United States has deployed an exportable, internationally-focused seminar to assist partner nations (including Cote d’Ivoire, Nigeria, and Sierra Leone) to develop and strengthen their fisheries enforcement regimes to help prevent illegal, unreported, and unregulated fishing products from entering the global seafood market. 
    • Maritime Advisor to Côte d’Ivoire – The United States supports a Maritime Advisor to Côte d’Ivoire, who assists in countering illegal, unreported, and unregulated fishing; and improving maritime governance, port security, and port state control in West Africa. A mobile training team completed a two-week Boarding Officer Course for 18 Ivorians from their Navy, Gendarmerie, Customs and Fisheries organizations.  
    • Ghana Fisheries Recovery Activity – The United States funds the Feed the Future Ghana Fisheries Recovery Activity (GFRA) – a five-year, $17.8 million project that is mitigating the near collapse of Ghana’s small pelagic fisheries and establishing a foundation for their ecological recovery. The GFRA reduces overfishing and improves small pelagic fisheries management, which encourages ecological sustainability and marine biodiversity conservation and improves the socioeconomic well-being, food security, and resilience of fishers and coastal communities in Ghana. 
    • Women Shellfishers and Food Security Activity – The United States works in field sites in The Gambia and Ghana to demonstrate effective shellfishing and natural resource management approaches to women-led, community-based shellfishing operations.
    • Protecting Natural Ecosystems in Sierra Leone – The United States provided $10 million in political risk insurance to support West Africa Blue’s equity investment in a mangrove blue carbon project in the Bonthe and Moyamba regions of Sierra Leone. The project builds on a longstanding relationship with local communities and aims to develop long-term conservation, restoration, and income diversification activities funded sustainably through the issuance of high-quality, certified carbon credits.

    MR. FERNÁNDEZ HERNÁNDEZ:  Hi.  Good morning, everyone, and thank you for joining today’s press call to preview President Biden’s speech at the Bloomberg Global Business Forum tomorrow and on the pre- — and on the Biden-Harris administration’s historic efforts to combat climate change.

    As a reminder, this call will be on the record and embargoed until today at 1:00 p.m. Eastern.

    The call will begin with on-the-record remarks from Senior Adviser to the President and White House Director of Communications Ben LaBolt, White House National Climate Adviser Ali Zaidi, and Senior Adviser to the President for International Climate Policy John Podesta.

    Afterwards, we will have an — a question-and-answer period.

    With that, I will turn it over to Ben.

    MR. LABOLT:  Thanks, Angelo, and good morning, everybody.

    President Biden is fresh off his Quad Summit, where he showcased his continued leadership on the world stage by bringing our allies together to cooperate on — on major cross-border issues.  He just delivered a major speech last Thursday on the economic progress we’ve seen under — under this administration.  And later today, he’s heading to New York to the U.N. General Assembly.

    He’s got a busy schedule in New York, and you’ll see him lay out his vision for continued U.S. leadership on the world stage, including renewed cooperation to address shared global challenges such as confronting the climate crisis.

    And as the president continues to sprint to the finish line, tomorrow, as part of Climate Week, he’ll deliver remarks highlighting his and Vice President Harris’ leadership to tackle the climate crisis.

    His speech tomorrow at the Bloomberg Global Business Forum will showcase just how transformational this administration has been in helping to meet all of our climate, conservation, and clean energy goals — from reducing emissions and moving in the long term to a net-zero economy, to mobilizing private-sector investments in domestic manufacturing, to protecting our lands and waters, and so much more.

    And of course, through each of those important goals, also making significant in pro- — progress along the way to lower families’ energy costs; create good-paying union job; and ultimately leave for our children and grandchildren a stronger, healthier planet.

    Ali and John will share a bit more about the president’s domestic and international climate legacy in just a moment, but I want to take a moment to highlight how important the stakes are and why the president’s efforts have been essential in making sure we stay on track for our climate goals.

    If, as the science demands, we are going to meet the president’s goal of achieving net-zero greenhouse gas emissions by no later than 2050 and of limiting global warming to 1.5 degrees Celsius, then we’ve got to keep the pedal to the metal on our climate efforts.  We cannot afford to delay or to go back. 

    We’re seeing the impacts the climate crisis is having on our communities every day.  Yet as cities are flooding or on fire or under extreme heat watches or trapped in a cloud of smog, many congressional Republicans continue to deny the very existence of climate change.

    And it’s not just talk.  Congressional Republicans are taking action right now that would roll back investments in climate, clean energy, and public health.

    In this session alone, congressional Republicans’ efforts to gut climate protections are being pushed through a variety of avenues, including appropriations bills, Congressional Review Act resolutions, and other legislative actions, which would have a devastating impact on families, the economy, and the environment. 

    From undermining clean vehicle tax credits to attacking cost-saving efficiency standards, they continue to side with special interests to keep consumer energy prices high.

    During this session, congressional Republicans have advanced legislation to repeal new programs from President Biden’s Investing in America agenda that are helping families save hundreds of dollars each year on energy costs, including attacking new rebate programs for energy-efficient home upgrades and programs that support residential solar projects in low-income communities.

    After the president’s historic work to enhance public health protections and strengthen pollution standards, congressional Republicans are working to weaken those protections, which would harm their constituents’ lives and livelihoods.

    They’ve introduced resolutions that would roll back the administration’s rules that protect communities from coal plants’ water pollution, air pollution, and waste disposal.  They’re working to overturn lifesaving rules under the Clean Air Act that reduce pollution from power plants, cars, trucks, and indus- — and industrial sources.  And they’re failing to protect the health of mine workers, including by trying to block new rules that protect coal and other miners from toxic exposures.

    With more than 42 million acres already conserved, President Biden is on track to conserve more lands and waters than any modern president has in four years.  But congressional Republicans are attempting to roll back protections for our nation’s outdoor treasures and open up our lands and waters to increased irresponsible development.

    They’re trying to eliminate presidential authority to establish national monuments altogether.  They’re also trying to dismantle President Biden’s America the Beautiful initiative, which is supporting locally led conservation efforts across the country, and to overturn the administration’s Public Lands Rule that will help conserve wildlife habitat, restore places impacted by wildfire and drought, expand outdoor recreation, and guide thoughtful and balanced development.

    They’re supporting legislation and other appropriations vehicles that would undo protections for 13 million acres of special areas in the Western Arctic and dismantle efforts to protect the U.S. Arctic Ocean and Arctic National Wildlife Refuge from new oil and gas leasing.

    The Biden-Harris administration successfully finalized the first updates in decades to hold oil and gas companies accountable and ensure they provide fair returns to taxpayers, but congressional Republicans are seeking to overturn these overdue reforms.

    And just to put a finer point on it: Since President Biden signed the Inflation Reduction Act, congressional Republicans have voted more than 50 times to repeal all or parts of the largest and most impactful climate legislation in history.

    Yet even though most Republicans are in lock- — lockstep in this approach, some are starting to change their tune.  Last month, 18 House Republicans sent a letter to Speaker Johnson asking him not to repeal the Inflation Reduction Act.

    Perhaps it’s because President’s Biden’s policies are leading to more than 330,000 new clean energy jobs already created, more than half of which are in Republican-held districts.

    It also might be because they’re starting to realize that jacking up families’ energy prices, weakening pollution protections, and slowing our clean energy transition are unpopular back home.

    Whatever the reason, it’s obvious that the contrast between President Biden and Kamala Harris’ policies with those of congressional Republicans couldn’t be clearer.

    This coming Climate Week and for every week thereafter, this president and his team will continue to work on behalf of the American people to protect our planet, lower energy costs, create good-paying jobs, and do what’s needed to ensure that our grandchildren can experience a planet with clean air and drinkable water.

    And with that, I’ll turn it over to the president’s national climate adviser, Ali Zaidi.

    MR. ZAIDI:  Thanks so much to everybody for joining.

    We are five years into what the UNFCCC declared as the “decisive decade for climate action.”  Tomorrow, President Biden will deliver the decisive decade halftime report.  And what he will show is how the United States has changed the playbook fundamentally — not focused on the doom and gloom, focused instead on the massive economic opportunity, a chance to build U.S. manufacturing and infrastructure, and a chance to build the American middle class.

    The president will talk about what we’re seeing on the scoreboard.  Since the start of the administration, 100 gigawatts of clean energy built in the United States — 25 million homes’ worth of power.  You see off our coast an offshore industry, where before there was none. 

    In rural America, the largest investment in clean energy electrification since FDR — one in five rural Americans seeing the benefits of that clean energy. 

    A nuclear industry revitalized — plants that were slated to be shut down put back into use; plants retired coming back to meet surging demand.

    In transportation, electric vehicles now quadrupled in sales, chargers doubled on our roads and highways, the postal service going fully electric, and all of that being made in America — batteries being made in America; anodes, cathodes, the very critical minerals necessary for tackling climate change being sourced here in the United States of America.

    And, of course, we’re seeing this translate into benefits for consumers.  The standards the president has finalized or more efficient appliances saving a trillion dollars for consumers over the next several decades.

    And just last year, millions of Americans taking advantage of the Biden-Harris clean energy tax credits to retrofit their homes, put in upgrades that will save them money, lower utility bills and costs. 

    He’s done all of this while protecting the environment.  As Ben noted, 42 million acres conserved by tackling the scrooge [scourge] of environmental injustice, meeting pollution where it is in fence-line communities, and delivering solutions that take effect right away.

    He’s made sure that we are leaning into the manufacturing opportunity in all of this.  He’s going to talk about how we invented a lot of these technologies, but over the last several years, we’ve now started to actually make these technologies — $900 billion in manufacturing.

    So, you see because of these historic efforts under President Biden, Vice President Harris, capital coming off the sidelines, jobs coming back, and America leading on climate.  And, you know, core to that — core to that is the president delivering on his fundamental conviction.

    When he was running for office, the president often said, “When I see climate, I see jobs.”  Since the beginning of his administration, he’s made that a focal point in climate.  It’s what’s helped us put all these points on the board.  Even today, governors will come together to announce a goal to train another million folks into registered apprenticeships that deliver on the climate workforce that we need to build this clean energy future.

    Tomorrow is an opportunity to deliver that decisive decade halftime report to show the progress we’ve made, the points we put on the board, and the path ahead.  And President Biden will do that eloquently and in a way, I think, that will hopefully activate and animate accelerated action not just here but around the world.

    And for that, let me hand it over to my partner in all of this, the president’s international climate adviser, John Podesta.

    MR. PODESTA:  Thanks, Ali.  And — and thanks to everyone for joining at the beginning of this action-packed Climate Week.  And if you’re actually in New York, the traffic-packed Climate Week.

    Over the past four years, President Biden and Vice President Harris have pursued the most ambitious and successful climate agenda in history, both domestically and internationally.

    We know that the climate crisis is a global problem and that no one country alone can solve it but that U.S. leadership on this issue is critical for bringing the world together.

    That’s why President Biden rejoined the Paris Agreement on day — day one.  It’s why he set a bold goal to cut U.S. emissions by 50 to 52 percent below 2005 levels by 2030 and backed that goal up with action through the Inflation Reduction Act, the largest investment in climate and clean energy in the world, as Ali just went through.  And it’s why he convened three leaders summits on climate, ratified the Kigali Amendment to the Mo- — Montreal Protocol to phase down super-polluting hydrofluorocarbons.

    Over the past four years, this resurgence of U.S. leadership on global climate action has yielded real results.

    We’ve raised ambition from countries and companies around the world through the Global Methane Pledge to reduce global methane emissions 30 percent by 2030, with now 158 countries and the EU signing on.

    At COP28 in Dubai in December 2023, the United States successfully galvanized the world to commit, for the first time, to transition away from unabated fossil fuels; to stop building new unabated coal capacity globally; to triple renewable energy globally by 2030, to double the level of efficiency by 2030, and to triple nuclear energy by 2050.

    We’ve remained focused on climate finance, which is the biggest topic of discussion at this year’s COP29 in Azerbaijan.

    President Biden pledged to work with Congress to quadruple U.S. international public climate finance to over $11 billion per year by 2024.  And we’re on track to deliver on that commitment.  That includes over $3 billion per year for adaptation under the president’s Emergency Plan for Adaptation and Resilience, or the so-called PREPARE program, which will help a half a billion people worldwide adapt to and manage climate impacts, including sea level rise, storms, droughts, and food insecurity. 

    The next few months are crucial for our international climate agenda — from COP16 on biodiversity in Cali to the G20 in Rio to COP29 in Baku, and, of course, this week in New York.

    This week and throughout this fall, we’ll continue to work with our allies and partners around the world to raise ambitions; unlock additional climate finance from the private sector, multilateral development banks, and public sources; accelerate the deployment of clean energy by driving innovation and lowering costs; reversing and finally ending deforestation; and help more vulnerable countries and communities adapt to a changing climate.

    Here’s the bottom line: Thanks to President Biden and Vice President Harris, we’re on the right path here in the U.S. and around the world.  We have to accelerate our progress toward our collective climate goals, and I think the president will be calling on other leaders of the world, as he did over the weekend in the new announcements on clean cooling and the clean energy industrial fellowship we entered into with India, to get that job done.

    Q    Hi, everyone.  Thank you so much for doing this this morning.

    John, you mentioned that the president will be calling on — on other leaders.  You know, this is a very international audience this week.  Already, countries have seen the United States leave and join and leave and join global efforts to fight climate change.  What will the president’s message be to world leaders who are worried about what a Trump administration would bring on climate and maybe don’t know whether the U.S. can be trusted to be a long-term partner?

    I guess, related, do you expect President Biden to — to speak directly about former President Trump?

    MR. PODESTA:  Lisa, you know, in my current role, I can’t talk about politics.  (Laughs.)  But I think it’s clear that the track record from the previous administration vers- — which pulled out of Paris, abandoned the — the partnership that we had around the globe, reversed a number of actions that President Obama had taken on climate change versus the record that we just laid out is clearly of concern and interest to people around the world.

    All I can tell you is the president has demonstrated that you can produce strong economic growth, create good-paying jobs, reach all areas of the country in this — in this task of decarbonizing our economy. 

    And that’s the message I think he’s sending to global re- — leaders: This is doable.  We can invest in the — these new technologies.  We can put people to work doing the work that needs to be done, and it’s going to be good for your publics.

    So, I think that in — in his speech to — to UNGA, he will, I think, reflect on that record, and I’m sure the — the alternatives will be implicit.

    MR. ZAIDI:  Look, what I’d add to that — this is Ali — is you’ve seen the politics of climate inaction deteriorate in Congress.  House Republicans have put up nearly 50 votes to roll back President Biden and Vice President Harris’ historic climate efforts.  They failed.  They failed even within their own caucus: Now a dozen and a half members calling on their own leadership to wrap up these efforts, to go in a U-turn direction, because they see the economic case for climate action.

    Part of the reason the president has been successful — and as he speaks to this tomorrow, he will point out — is this new formula on climate action, which is focused on driving investment in U.S. manufacturing and U.S. infrastructure, and that has resulted in unprecedented and successful job creation all across the country in blue districts and in red.

    So, the politics of inaction are deteriorating.  The case for a U-turn is weak and fragile and falling apart.  But the haste to go bold and accelerate climate action, we’re seeing the results from that; that’s strengthening.

    And, you know, Lisa, you mentioned, there are a lot of leaders from around the world here in New York.  There are also a lot of leaders from industry and big investors here in New York, and they’re paying attention to one thing and one thing only, and that is: In the United States, the case for investing in clean energy has never been stronger.  The economics for climate action are irresistible here in the United States.  And that’s going to cascade around the world as we accelerate progress in this decisive decade.

    MR. FERNÁNDEZ HERNÁNDEZ:  Yes.

    I wanted to ask if you can talk about the multilateral (inaudible) boosting climate financing for developing countries as well as how the U.S., the administration will work with China, the number one polluters in the world.  As — and your initiative also working with African nations. 

    Thank you.

    MR. PODESTA:  Well, thanks — thanks for the question.  I — at the bilateral level, I laid out a — at the front end of my remarks, the president’s commitment to increasing climate finance across the board and reach communities across the globe. 

    We’ve succeeded in — in meeting the targets that the president did at — in his UNGA speech in 2021.  I want to underscore that.  That’s where he said we will quadruple our climate finance from the historically high level that President Obama produced.  It was actually substantially more than that if you compare it to the last years under President Trump.  And we’re on track to do that.

    Where I’m engaged in events here to try to track additional private-sector investment into the adaptation space, noting — I noted the PREPARE program that the president has put forward, which is going to provide a — help and service to half a billion people across the globe. 

    We’re engaged, I think, with the — the i- — the discussion right now to increase the national cumulative qualified goal that’s, as I noted, part of what’s most important on the agenda in Baku.  Those conversations are continuing, but we’ve seen a substantial increase in climate finance coming through the multilateral development banks and other sources. 

    It’s going to take the effort of all of us to go from the billions of dollars of — hundreds of billions of dollars of public support that we’ve seen to, really, the trillion dollars of need that are necessary to build sustainable energy systems across the globe. 

    And so, I think, again, in his conversations with — with global leaders, he hosted President Ruto of Kenya earlier this year, created a commitment to a bilateral partnership with the government of Kenya to build out supply chains there.  We’re working with India and Tanzania to do the same thing across new supply chains in Africa. 

    So, I think the president is r- — is quite focused on this and will get a chance to speak to it both in the meetings that he’s holding on the side as well as in his main UNGA speech.

    Q    Okay.  If I can just quickly follow up on that.  A lot of these developing countries are looking into carbon market.  What is your response?  What is your view regarding that? 

    MR. PODESTA:  You know, earlier this summer, we issued a joint statement from the U.S. government on our views on the fact that those high-integrity carbon markets are a potentially strong source of finance for countries both to decarbonize the power sector.  Secretary Kerry did a tremendous work on creating a new instrument, if you will, in that space as well as in — in agriculture and forestry. 

    But as we noted in that statement, there’s — there needs to be high integrity both on behalf of the sellers of carbon credits as well as on behalf of buyers in order to make these — these markets work and — and see those — that ability for carbon finance to flow through that channel.  Without that, I think the market and — and I think we saw this in the last couple of years — it begins to lose faith that those — that the emissions reductions are real.  In which case, I think people back off from making the commitments. 

    So, I think it’s really critical to make sure that these markets are — have strong integrity, and we laid out the principles to make that happen. 

    MR. ZAIDI:  I just want to add a little bit on how domestic action is, I think, enabling more ambition around the world.

    First, there has been analysis, including from the Boston Consulting Group, on the impacts of the Inflation Reduction Act in terms of technology cost reduction that actually improve the odds of scale-up around the world — everything from battery technology to clean hydrogen production through electrolyzers. 

    That technology is being de-risked as a result of the generational investment that President Biden has marshaled to take on the climate crisis here in the United States. 

    That’s going to have very significant implications around the world.  One modeling projection done by the Rhodium Group shows that for every ton reduced here, we will see two or three reduced around the world, again, as the result of that technology de-risking. 

    The second is the platform de-risking.  John talked about the voluntary carbon markets and the principles we laid out earlier this summer to help high-integrity scale-up of that platform. 

    The investment the United States is making, for example, through the Department of Agriculture in measurement, monitoring, and verification regimes, or through the EPA and the Department of Energy in the utilization of satellite data to track methane leaks from industrial sources — those investments in satellite, in harnessing machine learning and artificial intelligence to take on climate change — those platform investments will de-risk those platforms for the rest of the world and I think help bring additional resources to the Global South. 

    And then there’s the role of the capital markets more broadly.  In the United States, we are building muscle memory around new asset classes, and that’s going to accrue benefits to capital formation and project development all around the world. 

    So, look, there is the — there is the effort, I think, underway by G20 countries.  The*28:59 — when the president was out at the last G20, he said, “I passed an Inflation Reduction Act.  You should copycat that.”  So, there are a lot of countries that are downloading the U.S. playlist on how to jam out on climate. 

    But there’s a second piece of it, which is the actions we’re taking here in the United States are de-risking technologies, they’re de-risking platforms, and they’re building the muscle memory to accelerate capital formation project development around the world. 

    Obviously, that all complements the very important development finance and multilateral work — work John talked about, but I do think this work domestically is going to echo around the world.

    MR. FERNÁNDEZ HERNÁNDEZ:  Thanks, Ali.

    MR. FERNÁNDEZ HERNÁNDEZ:  Yes. 

    Q    Thanks so much for taking my call.  I wondered if you could tell us — I know the president told his Cabinet to “sprint to the finish.”  I wonder if you can tell us what that’s going to mean on climate, if there’s anything else we can expect — big announcements on climate before the end of the term, and also how he’s thinking about climate when he’s approaching his legacy?

    MR. ZAIDI:  Robin, I think the president is thinking about climate the same way he has been from day one.  When he thinks climate, he thinks jobs.  And I know that sounds simple, but I think that’s been the driver of the political economy and the investment case around the country, and that continues to be the case. 

    You know, you’ll — you’ll see from the administration what you’ve seen from day one: a concerted focus on a sector-by-sector basis, each part of the economy.

    In terms of developing new standards and rules that provide certainty to business and improve the investment climate around clean energy technologies, you will continue to see robust implementation from our agencies on the infrastructure law and the Inflation Reduction Act.  On the broader investment agenda, making sure that those investments are turning in to impacts on the ground.

    And you’ll see us do the important work of blocking and tackling to make sure our projects are getting built.  Permitting, citing execution has been a focal point for the Biden-Harris administration from day one. 

    You know, this Cabinet meeting, the president talked about sprinting through the finish line, making sure that we’re building an irreversible momentum behind climate action.  But I remember the last Cabinet meeting when he reminded the Cabinet that these laws, these standards, these investments were only as good as the impact they were making on the ground.  So, he continues to be relentlessly focused on implementation, on execution, on getting things built. 

    And that goes to the point I made at the top.  This is no longer a theoretical playbook.  You could see it as points on the scoreboard today: A hundred gigawatts of clean energy built in the United States under the Biden-Harris administration.  That’s going to be our focus.  That’s where we continue to spend our time.

    “We need to ensure big companies cannot take advantage of the system and leave hardworking families paying the price,” said Congressman Van Drew. “This package of bills is just the beginning of holding utility companies accountable. I plan to introduce more legislation to address these problems and will be holding a field hearing in South Jersey to demand answers and solutions from these companies. We will not stop until we get the transparency and accountability the public deserves.”

    The field hearing will be held in South Jersey with a date, time, and location to be released soon. Exelon and the New Jersey Board of Public Utilities (NJBPU) will be invited along with experts in the field.

    Bills Included in the Package:

    1. Bill to prohibit utilities from passing the costs of projects like smart meters onto consumers through rate hikes.

    2. Bill to close loopholes that currently allow large companies to acquire small utilities while operating under different names for tax benefits.

    3. Bill to mandate utility companies to provide a 30-day notice of planned rate increases, detailing its justification and consumer impact. Any increases of 3% or more must be reported to the Department of Energy (DOE) 60 days prior with fines up to $10,000 for non-compliance.

    4. Bill to require utility companies to provide transparent reporting on service interruptions and overdue payments to the DOE, which is information not currently collected. This increases transparency and will lead to more effective oversight of utilities and ensure more fairness for consumers being treated unfairly in certain regions like South Jersey.

    5. Bill to require states to establish procedures to protect households from energy shutoffs and late fees when facing rate increases above 5%.

    Charleston, WV – Last week, Senator Joe Manchin (I-WV), Chairman of the Senate Committee on Energy and Natural Resources, applauded a tentative deal between Constellation Energy and Microsoft to reopen a Three Mile Island nuclear unit that was shuttered five years ago for economic reasons near Harrisburg, Pennsylvania. The deal is driven by the signing of a 20-year power purchase agreement between the companies, and the facility would be eligible for the Clean Energy Tax Credits included in Chairman Manchin’s Inflation Reduction Act. Today’s announcement follows the U.S. Department of Energy announcing in March a conditional commitment of up to $1.52 billion for a loan guarantee, also under the Inflation Reduction Act, to repower another nuclear power plant, the Holtec Palisades facility in Covert Township, Michigan.
    “To ensure our nation’s power grid can handle the increasing energy demands of AI and manufacturing, we must utilize all our available resources, including nuclear power,” said Chairman Manchin. “I am glad to see Constellation and Microsoft working to restart the Three Mile Island facility and bring much needed reliable, 24/7, clean energy onto the grid to protect our energy security. Already, the Inflation Reduction Act is helping to repower two nuclear power plants that our grid clearly needs, and I am so proud to see energy and manufacturing projects around the country using this law as we intended to strengthen the energy security and manufacturing base of our country.”

    It’s Time to Hold China Accountable on Pollution
    For years, China has strengthened its economy, military, and geopolitical influence at the expense of the U.S. This must stop. It is time to hold communist China accountable with comprehensive legislation that addresses economic development, national security, and the environment. The Foreign Pollution Fee Act (FPFA) is the path forward.
    Over the years, China has gained an unfair trade advantage over American companies by intentionally not enforcing environmental standards. A business deciding between opening a manufacturing plant in the U.S. or China has a clear monetary incentive to pick China. This has contributed to 2.5 million American jobs being lost to China over the last 20 years.
    This is negatively affecting our environment. Up to a quarter of sulfate pollution in the western U.S. comes from Chinese emissions, according to a study published by the Proceedings of the National Academy of Sciences. China’s greenhouse gas (GHG) emissions now exceed those of the U.S. and EU combined.
    As this took place, China’s GDP grew from 19th globally to second. China has used its economic strength to become the second-greatest military power in the world. China uses military power as a hegemonic tool, seeking to intimidate Japan, Taiwan, the Philippines, and other U.S. allies.
    China gets American jobs, expands economically, and uses economic strength to militarize, while America gets China’s pollution. At the same time, the U.S. spends billions to make sure our manufacturing and energy production is the cleanest in the world. This is wrong.
    Classical economics says that there is a place for fees or tariffs if there is an externality, like pollution, not included in the price of a good. This is the basis for the FPFA. This fee capitalizes on the fact that the U.S. has invested billions to control emissions. The FPFA would be commensurate with the avoided cost of complying with international pollution control norms. This decreases the ability of China (and other high-polluting countries) to underprice U.S. manufacturers. The FPFA will incentivize high-polluting countries to reduce emissions. To the degree that it equalizes manufacturing costs, it can encourage re-shoring jobs. Speaking of China in particular, in concert with the economic advantage shifting to the U.S., China will have less money to militarize. For the U.S., it’s a win, win, win, instead of a lose, lose, lose.
    I recently presented my plan to Americans from across the country visiting D.C. in the latest episode of Bill on the Hill. People agreed that putting a fee on dirty products coming from high-polluting countries was not only wise policy but the reasonable course of action. This is consistent with recent nationwide polling that found that 84% of Americans favor taxing foreign companies for importing products that emit more GHG than comparable U.S. products.
    It makes absolutely no sense to continue allowing China and other countries to pollute freely and weaken the U.S. economically, and relatively speaking, militarily. We must turn the tables to make China pay instead of making the American people pay. The FPFA does this.

    He and U.S. Senator Lindsey Graham (R-SC) introduced their Foreign Pollution Fee Act to level the playing field with Chinese manufacturing and expand American production.
    Earlier this month, he released the 3rd episode of Bill on the Hill, which highlights his Foreign Pollution Fee Act and discusses China’s growing economy and military at the expense of the American worker. After hearing fellow Americans share his concerns, Cassidy presented his plan to address the nexus between economic development, national security, and the environment. His Foreign Pollution Fee Act would even the playing field while holding China accountable.
    He penned editorials in Foreign Affairs, The Washington Times, and jointly in the USA Today Network with State Senator Caleb Kleinpeter (R-Port Allen), and State Representative Blake Miguez (R-Erath) discussing the geopolitical threats China poses to U.S. global standing.     Last Congress, Cassidy released a landmark energy policy outline in response to the Biden administration’s assault on domestic energy. The outline details how we can successfully reset U.S. energy policy, including Cassidy’s plan for an Energy Operation Warp Speed to cut permitting red tape and unleash domestic energy and manufacturing. In support of this complete vision and in addition to the Foreign Pollution Fee, Cassidy led Republican colleagues in opposition to a domestic carbon tax and introduced the first comprehensive judicial reform for permitting bill.     Rashtriya Ispat Nigam Limited (RINL), the corporate entity of Visakhapatnam Steel Plant conducted a Plant Level on-site Emergency Mock Drill on 23.09.2024 to ensure the emergency preparedness at RINL. The drill was organized to evaluate the readiness of the team and systems in the event of an emergency situation ensuring the safety of employees and assets.

    An Emergency scenario of Liquid Nitrogen leakage from the Liquid Nitrogen Tank at Air Separation Plant-1 of Utilities Dept. was enacted, in which 2 persons were considered to be affected with cold burns and asphyxiation while attending to maintenance activity.

    On hearing loud cries of the employees, the incident controller immediately initiated emergency response procedures. Subsequently, emergency mitigation measures were demonstrated by all the teams of VSP including Utilities Dept employees, CISF Fire and security, Medical services, Gas Safety, Environment Management Dept, safety department, HR, Instrumentation etc to control the situation and rescue the victims.

    During the mock drill, fixed and mobile fire fighting installations, water curtain systems, First aid and rescue equipment etc were effectively deployed. CISF personnel carried out the rescue operation and rescued the affected persons from the spot using Self-contained breathing apparatus (SCBA) and other emergency response devices.

    The mock drill was witnessed by Shri V Suresh – Dy.Chief Inspector of Factories, Govt. of AP, Smt Swapna Latha – Deputy Electrical Inspector, Directorate of Electrical Safety, Govt. of AP and Smt. Sri Lakshmi – Assistant Environmental Engineer, AP Pollution Control Board, Govt. of AP along with Sri Pravin Kumar, CGM (Safety, Mines & Contracts) and Manager of the Factory, RINL, Shri Uttam Brahma – GM (Energy, Environment, & Utilities) RINL.

    Sri V Suresh – Dy. Chief Inspector of Factories appreciated the efforts of RINL in effectively training the employees and demonstrating the preparedness during emergencies.

    Shri K Sam Babu- HOD (Utilities) & Site Controller, Shri M Satyanarayana Raju– HOD (Safety Engineering Department) and other senior officers from Utilities Department, Water Management department (WMD), Safety Engineering Department also attended the mock drill. Officials from M/s Hinduja Power plant who are mutual aid partners of RINL have also witnessed the Mock drill.

  • MIL-OSI Asia-Pac: Department of Consumer Affairs, Government of India focuses on ‘Consumer Care’ and ‘Consumer Rights’ for 100 Days Action Plan

    The Department of Consumer Affairs (DoCA) under Ministry of Consumer Affairs, Food and Public Distribution is focussing on Hon’ble Prime Minister’s vision of ‘Consumer Care’ during the first 100 Days of the Government of India.

    Briefing the press on the thrust of the Department, Smt Nidhi Khare, Secretary, DoCA said that enhancing consumer rights, price monitoring of essential food items and improving food distribution systems across the nation were given priority by improving the institutional processes. She briefly highlighted the following key accomplishments:

    1.Expansion of Price Monitoring System (PMS) App: The Department of Consumer Affairs (DoCA) monitors the daily retail and wholesale price of identified essential food items through daily retail and wholesale prices reported by the Price Reporting Centres under the Consumer Affairs, Food & Civil Supply Department in the States and UTs. 

    On August 1, 2024, the Union Minister launched revamped price monitoring app PMS App 4.0, which now includes 16 additional food commodities such as Jowar (whole), Bajra (whole), Ragi (whole), Maida (wheat), Suji (whole), Black Pepper (whole), Coriander (whole, dry), Cumin Seed (whole), Red Chillies (dry, loose with stem), Turmeric powder, Banana, Desi Ghee, Butter (pasteurized, salted), Eggs (farm eggs, medium size), Besan, Brinjal. The total number of food commodities under the Price Monitoring System has increased from 22 to 38, improving market oversight.

    Year-on-year inflation rate (3.65%) based on All India Consumer Price Index (CPI) for the month of August, 2024, is second lowest in the last five years. Consumer Food Price Index (CFPI) based Food inflation for August 2024 is the second lowest since June, 2023.

    2. Onion Procurement for Buffer Stock: a quantity of 4.70 LMT of Rabi-2024 onion has been procured by NCCF and NAFED for the Price Stabilization Fund (PSF) buffer against target of 5 LMT. Monitoring of procurement and disposal is being conducted by SupplyValid to ensure transparency and accountability in Onion Operations. Government has started sale of onions through NCCF, NAFED at Rs. 35/kg from 5th September, 2024 to stabilize onion market prices and to provide relief to consumers. Retails disposal is being done in major consumption centres across the country such as Delhi, Mumbai, Chennai, Bangalore etc. Further, bulk disposal has also been initiated by the government.

    3. Procurement of Pulses under PSS and PSF: a quantity of 2.47 LMT of Masur (R-24) and 43,125 MT of Chana(R-24) has been procured under PSS at MSP and a quantity of 11,000 MT of Chana (R-24) procured under PSF at market rates. Further, a quantity of 2.51 LMT of Summer Moong (2024) procured under PSS at MSP. NAFED and NCCF are continuously registering farmers on their respective portals for the procurement of Tur, Urad, Chana, and other crops to ensure remunerative prices in on going and further operations.

    4. Approval of PM-AASHA Scheme: The Union Cabinet, on 18.9.2024, has approved the continuation of Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA). The integration of the Price Support Scheme (PSS), Price Stabilization Fund (PSF), Price Deficit Payment Scheme (POPS), and Market Intervention Scheme (MIS) under PM-AASHA will ensure improved implementation. The integrated PM-AASHA Scheme aims to control price volatility and ensure affordable essential commodities for consumers while offering fair prices to farmers. The PSF scheme has been extended to protect consumers from price volatility in essential agri-horticultural commodities, including pulses and onions. Strategic buffer stocks maintained to prevent hoarding and speculation. PSF interventions also include subsidized retail sales of Bharat Dals, Bharat Atta, and Bharat Rice.

    5. USA Drone Certification, EV Battery Testing and Quality Testing of fertilizers by National Test House:

    • NTH Ghaziabad has achieved a significant milestone by receiving provisional approval from the Quality Council of India (QCI) as a Certification Body for Type Certification of Drones, making it the first Central Government entity to offer this certification specifically for drones.
    • NTH is committed to delivering these services at competitive fees among the lowest in the industry and with a quicker turnaround than its competitors. Recently, NTH has entered into a MoU with the Bureau of Energy Efficiency (BEE) to enhance the Standards & Labelling (S&L) Program. This collaboration designates NTH as a Referral Laboratory for disputed samples, provides training for BEE officers and involves reviewing existing programs while addressing technical concerns.
    • To further bolster its capabilities, NTH is establishing advanced testing facilities for “ElectricVehicle Batteries and Charging Stations” in Mumbai, Bengaluru and Kolkata, with the Bengaluru facility’s foundation stone laid on August 22, 2024. Additionally, NTH continues to engage in “quality testing of Fertilizers” as a Third Referee Analysis in partnership with the Ministry of Agriculture, Govt. of India deploying modern equipment across its labs to ensure efficient and accurate testing services.

     

    6. Standardization, Conformity Assessment, Hallmarking Test and Management of Lab Infrastructure by BIS:

    The Bureau of Indian Standards (BIS) is committed to ensuring the development of robust standards across industries, fostering uniformity and interoperability. Our focus on conformity assessment plays a critical role in reducing trade barriers, enhancing product safety, and boosting consumer confidence. Market surveillance is integral to our approach, guaranteeing that certified products continue to meet established standards even after reaching consumers, thus safeguarding their interests and ensuring long-term compliance with safety regulations. As part of our initiative, BIS set an ambitious target to grant 1,500 new product certifications, while also aiming to conduct 40,000 market surveillance inspections and 15,000 factory audits. We are pleased to report significant progress, with 3,516 new product certifications already granted and extensive surveillance efforts resulting in 27,314 market checks and 20,242 factory inspections.

    To date, BIS has published a total of 22,268 standards along with harmonizing 6,549 ISO standards and 2,566 IEC standards along with international standards reflecting our dedication to meeting with international benchmarks. Additionally, the automation of XRF (X-Ray Fluorescence) machines has been successfully implemented as of September 1, 2024. This advancement allows for faster and more accurate analysis of material composition, enhancing quality control in metallurgy and ensuring adherence to industry standards.

    BIS’s ongoing efforts in product certification and market surveillance not only promote safety and quality but also strengthen consumer trust and foster a competitive marketplace. We remain dedicated to continuous improvement and collaboration with stakeholders to enhance compliance and ensure the highest standards across all sectors.

    7. Installation of Time Dissemination Equipment at RRSLs:

    Precise time is essential for country’s strategic and non-strategic sectors. Considering the importance of dissemination of Indian Standard Time (IST), the project has been undertaken by the Department of Consumer Affairs in association with National Physical Laboratory and ISRO.  The project aims to create technology and infrastructure to disseminate IST from five sites across India. Under the 100 days achievement, it was decided to install the timing equipment at Regional Reference Standard Laboratory, Ahmedabad and Bengaluru, which has been installed.  At other three RRSLs these instruments are being installed.   The project includes Dissemination of Indian Standard Time (IST) through 5 RRSLs (Regional Reference Standard Laboratories) and Establishment of one DRC (Disaster Recovery Centre) at RRSL, Bengaluru linked with BIPM (International Bureau of Weights & Measures).

    It is most critical for Strategic sectors, Navigation, Digital archiving, Transportation, International Trade, National Security, Weather forecasting, disaster management, Power grids, Exploring underground resources, Electronic transactions and cybercrimes.

    8.  Signing of Safety Pledge by e-commerce platforms to ensure consumer care:

    In alignment with the idea espoused by the Hon’ble Prime Minister at the B20 Summit India 2023 that businesses must consider a paradigm shift from “consumer rights” to “consumer care”, the DoCA finalized a “safety Pledge” in consultation with all the stakeholders as part of its one of the 100 days action plan to prioritize consumers safety.  The safety pledge   is a voluntary commitment of online platforms with respect to the safety of goods sold to consumers. The objective of this pledge is to serve as a public commitment by e-commerce platforms to prioritize consumer safety, enhance confidence among consumers while shopping online, encouraging platforms to go beyond their legal obligations to improve consumer safety and augment innovation and new approaches to promote safety compliances. The principles of Safety Pledge is detecting and preventing the sale of unsafe products co-operating with statutory authorities responsible for product safety, raising consumer product safety awareness amongst third party sellers and empowering consumers on product safety issues.

  • MIL-OSI USA: Charlotte Woodward Organ Transplant Discrimination Prevention Act Passes House

    WASHINGTON, D.C. — Today, Congresswoman Kat Cammack’s bill, H.R. 2706, the Charlotte Woodward Organ Transplant Discrimination Prevention Act, passed the House of Representatives.

    The bill is named after Charlotte Woodward, an adult woman with Down syndrome who received a lifesaving heart transplant over 12 years ago. Congresswoman Cammack’s introduction of the bill was inspired by Baby Zion Sarmiento from Ocala, Florida. Zion was born with Down syndrome and a heart defect in June 2021. Following 40 days in the NICU and five open-heart surgeries, Zion passed away after being denied a heart transplant because of his disability.

    “This is a monumental day for all of us,” said Rep. Kat Cammack. “I want to thank Charlotte, Bobbi and Josh Sarmiento, and all of the advocates who have worked hard to get this bill to this point. We’re inspired by your stories and will continue to fight for this issue so no other American experiences what the Sarmiento family—and so many others—did.

    “I’m grateful to my colleague, Rep. Debbie Dingell, for her partnership and work on this bill and to Senator Rubio for his leadership on this issue in the Senate. Finally, I extend my thanks to Energy & Commerce Committee Chair Cathy McMorris Rodgers for her leadership on this issue and so many others affecting this community,” she added.

    The legislation prohibits discrimination against people with disabilities in the organ transplant system by upholding, clarifying, and building upon rights established in the 1990 Americans with Disabilities Act (ADA). Additionally, it prohibits covered entities from determining an individual is ineligible to receive a transplant, deny an organ transplant or related service, refuse to refer the individual to an organ transplant center, refuse to place an individual on a waiting list, or decline insurance coverage for a transplant or related service based solely on the fact that the individual has a disability.

    “The passage of the Charlotte Woodward Organ Transplant Discrimination Act by the House of Representatives marks a monumental step towards ensuring that discrimination based solely on disability is eradicated from our organ transplant system” says Kandi Pickard, President and CEO of the National Down Syndrome Society (NDSS). “NDSS is proud to support this critical legislation, named after NDSS staff member and self-advocate, Charlotte Woodward, and thanks Congresswomen Kat Cammack and Debbie Dingell for their steadfast leadership in the House of Representatives. Discrimination against individuals with Down syndrome and other disabilities has no place in a system that is designed to save lives.”
