  • MIL-OSI: Sprott Announces First Quarter 2025 Results

    TORONTO, May 07, 2025 (GLOBE NEWSWIRE) — Sprott Inc. (NYSE/TSX: SII) (“Sprott” or the “Company”) today announced its financial results for the quarter ended March 31, 2025.

    Management commentary

    “Sprott’s Assets Under Management (“AUM”) ended the first quarter of 2025 at $35.1 billion, up 11% from $31.5 billion as at December 31, 2024,” said Whitney George, Chief Executive Officer of Sprott. “Our AUM growth during the quarter was driven by surging gold prices and strong inflows to our physical gold and silver strategies. During the first three months of the year, we benefited from over $3.1 billion of market value appreciation. We also delivered approximately $407 million of net flows. Subsequent to quarter-end, we generated another $816 million of net flows, primarily into our flagship Sprott Physical Gold Trust and benefited from $629 million of market value appreciation, bringing our AUM to $36.5 billion as at May 2, 2025, up 4% from March 31, 2025”.

    Key AUM highlights1

    • AUM was $35.1 billion as at March 31, 2025, up 11% from $31.5 billion as at December 31, 2024. On a three months ended basis, we benefited from strong market value appreciation and net inflows to our precious metals physical trusts which were partially offset by weaker market valuations of our critical materials products.

    Key revenue highlights

    • Management fees were $40 million for the quarter, up 9% from $36.6 million for the quarter ended March 31, 2024. Net fees were $35.6 million for the quarter, up 9% from $32.7 million for the quarter ended March 31, 2024. Our revenue performance in the quarter was primarily due to higher average AUM on strong market value appreciation and inflows to our precious metals physical trusts, partially offset by ongoing weaker market valuations of our critical materials product offerings.
    • Commission revenues were $0.3 million for the quarter, down 73% from $1 million for the quarter ended March 31, 2024. Net commissions were $0.2 million for the quarter, down 64% from $0.5 million for the quarter ended March 31, 2024. Commission revenue was lower in the quarter mainly due to a lack of at-the-market (“ATM”) activity in our critical materials physical trusts.
    • Finance income was $1.4 million for the quarter, down 23% from $1.8 million for the quarter ended March 31, 2024. The decrease in the quarter was due to lower income generation in co-investment positions we hold in our LPs managed in our private strategies segment.

    Key expense highlights

    • Net compensation expense was $17.5 million for the quarter, up 8% from $16.1 million for the quarter ended March 31, 2024. The increase in the quarter was primarily due to higher incentive compensation on increased net fee generation. Our net compensation ratio was 47% in the quarter, unchanged from this same time last year (March 31, 2024 – 47%).
    • SG&A expense was $4.1 million for the quarter, down 1% from $4.2 million for the quarter ended March 31, 2024. The decrease in the quarter was primarily due to lower marketing costs.

    Earnings summary

    • Net income for the quarter was $12 million ($0.46 per share), up 3% from $11.6 million ($0.45 per share) for the quarter ended March 31, 2024. Our earnings in the quarter benefited from higher average AUM on strong market value appreciation and inflows to our precious metals physical trusts partially offset by ongoing weaker market valuations of our critical materials product offerings.   
    • Adjusted EBITDA was $21.9 million ($0.85 per share) for the quarter, up 11% from $19.8 million ($0.78 per share) for the quarter ended March 31, 2024. Adjusted EBITDA in the quarter benefited from higher average AUM on strong market value appreciation and inflows to our precious metals physical trusts partially offset by ongoing weaker market valuations of our critical materials product offerings.

    Subsequent events

    • Subsequent to quarter-end, as at May 2, 2025, AUM was $36.5 billion, up 4% from $35.1 billion as at March 31, 2025. Our performance subsequent to quarter-end was the result of $0.8 billion of net inflows and $0.6 billion of market value appreciation, primarily in our physical gold trust.
    • On May 6, 2025, the Sprott Board of Directors announced a quarterly dividend of $0.30 per share.

    Net fees

    Net fees are calculated as: (1) total management fees net of SG&A recoveries from funds, fund expenses and direct payouts; and (2) carried interest and performance fees, net of their related payouts. Net fees is a key revenue indicator as it represents revenue contributions after directly associated costs in managing our AUM.

    Net revenues

    Net revenues are calculated as the total of: (1) net fees, excluding carried interest and performance fees, net of their related payouts; (2) net commissions; (3) finance income; and (4) co-investment income.

    Net commissions

    Net commissions are calculated as total commissions, net of commission expenses. Net commissions primarily arise from the purchase and sale of critical materials in our exchange listed products segment.

    Net compensation & net compensation ratio

    Net compensation is calculated as total compensation expense before: (1) commission expenses paid to employees; (2) direct payouts to employees; (3) carried interest and performance fee payouts to employees; (4) severance and new hire accruals; and (5) market value fluctuations on cash-settled equity plans. Net compensation ratio is calculated as net compensation divided by net revenues.

    EBITDA, adjusted EBITDA and adjusted EBITDA margin

    Effective in the first quarter of the year, we changed the name of one of our key non-IFRS measures: “adjusted base EBITDA” to “adjusted EBITDA”. The change was made to simplify wording and there was no impact to the underlying calculation.

    EBITDA in its most basic form is defined as earnings before interest expense, income taxes, depreciation and amortization. EBITDA (or adjustments thereto) is a measure commonly used in the investment industry by management, investors and investment analysts in understanding and comparing results by factoring out the impact of different financing methods, capital structures, amortization techniques and income tax rates between companies in the same industry.     Normal Course Issuer Bid

    Sprott also announced today that the Toronto Stock Exchange (“TSX”) has approved the Company’s notice of intention to amend its previously announced normal course issuer bid (as amended, the “NCIB”) that commenced on March 11, 2025 and expires on March 10, 2026. The amendment provides that purchases for cancellation may also be made through alternative U.S. trading systems.

    Pursuant to the terms of the NCIB, Sprott may purchase its own common shares for cancellation through the facilities of the TSX, alternative Canadian trading systems, the New York Stock Exchange and/or alternative U.S. trading systems, in each case in accordance with the applicable requirements, through open market purchases at market price and as otherwise permitted under applicable securities laws. The maximum number of common shares which may be purchased by Sprott during the NCIB will not exceed 645,333 common shares being approximately 2.5% of 25,813,335 (representing the number of issued and outstanding common shares as of February 28, 2025). The average daily trading volume (the “ADTV”) of the common shares on the TSX for the six-month period ended February 28, 2025 was 26,765. Under the rules of the TSX, Sprott is entitled to repurchase during the same trading day on the TSX up to 25% of the ADTV of the common shares, being 6,691 common shares, except where such purchases are made in accordance with the “block purchase” exemption under applicable TSX policy. Sprott will effect purchases at varying times commencing on March 11, 2025 and ending on March 10, 2026. In addition to providing shareholders liquidity, Sprott believes that the common shares have been trading in a price range which does not adequately reflect the value of such shares in relation to Sprott’s business and its future prospects.

         The Hong Kong Computer Emergency Response Team Coordination Centre handled a total of 12 536 security incidents last year, with phishing accounting for over half of all cases, marking a 108 per cent increase from 2023. In addition, between January and February this year, the Hong Kong Monetary Authority (HKMA) posted on its website press releases on phishing instant messages and fraudulent websites related to banks for more than 50 times. Regarding combating phishing, will the Government inform this Council:
     
    (1) of the respective numbers of fraud cases involving phishing and the losses incurred in each of the past five years, together with a breakdown by industry;
     
    (2) among the phishing websites reported by members of the public on the public intelligence platform since the launch of “Scameter”, of the proportion of those that have actually been added by the Police to the scam database; whether a mechanism for immediate takedown of the reported phishing websites has been put in place; if so, of the average time taken to take down such websites;
     
    (3) as it has been reported that in view of the susceptibility of SMS messages issuing an SMS one-time password (OTP) to interception by hackers, the HKMA has requested that banks implement measures by the end of last year requiring customers to authenticate online credit card transactions using the banking applications in their mobile phones instead of using an SMS OTP for authentication, whether the HKMA will formulate a specific timetable for phasing out OTP authentication; if so, of the details; if not, the reasons for that; and
     
    (4) as the Office of the Communications Authority has launched the SMS Sender Registration Scheme for companies or organisations that have registered as Registered Senders to use SMS messages with the prefix “#” in order to help members of the public ascertain the authenticity of SMS messages, but it has been reported that some fraudsters use fraudulent mobile base stations, which are illegal radio devices, to circumvent the existing mechanism, impersonating official or financial institutions to send fraudulent SMS messages, whether the authorities will study the formulation of measures to address the aforesaid situation, and at the same time step up publicity to raise the public’s anti-deception awareness; if so, of the details; if not, the reasons for that?

         Deception is a serious crime. Regardless of the tactics used by criminals, we will take stringent combat actions as long as illegal activities are involved. Phishing scams as mentioned in the question generally refers to a crime where illegal elements sent out through SMS messages, emails, voice messages, QR codes, etc, to potential victims en masse, impersonating organisations such as banks, telecommunication service providers (TSPs) or even government departments. Alleging that irregularities in the recipients’ accounts are detected or account verification is needed, criminals lure recipients of the messages into clicking on an embedded link and entering a fake website to provide their account login credentials, credit card information, personal information, etc. The criminals will then use such information to make purchases with credit cards or transfer the bonus points out of the recipients’ accounts. The Police have been making every effort to combat various types of fraud cases, including phishing scams, in collaboration with different government departments. Apart from taking intelligence-led enforcement actions, the Police are raising public awareness against this type of crime through public education and promotional activities.
     
         In consultation with the Financial Services and the Treasury Bureau and the Commerce and Economic Development Bureau, the reply to the Member’s question is as follows:
     
    (1) The Police have maintained statistics on phishing scam cases since 2023. In 2023 and 2024, 4 322 and 2 731 cases on phishing scam were received respectively. The monetary losses involved were $102.4 million and $53.5 million respectively. In the first two months of 2025, the Police received a total of 242 phishing scam reports, a decrease of 347 cases (58.9 per cent) as compared with the same period last year. The monetary loss involved decreased by 54.2 per cent to $4.9 million.
     
         The Police do not maintain any breakdown by industry in relation to phishing scams.
     
    (2) “Scameter” has yielded remarkable results since its launch in September 2022. As at February 2025, more than 7.60 million searches had been recorded and about 950 000 alerts on frauds and cyber security risks had been issued. Members of the public had also reported over 355 000 suspicious phone calls and over 38 000 suspicious websites through the public intelligence platform of “Scameter”.
     
         In February 2023, the Police launched a mobile application version, “Scameter+”, to help members of the public distinguish suspicious online platform accounts, payment accounts, phone numbers, email addresses, websites, etc, and to provide the public with anti-fraud tips. “Scameter+” has now been upgraded and is equipped with automatic detection functions, namely the Call Alert function and the Website Detection function, which will automatically identify scam calls and fraudulent websites. If potential fraud or cyber security risk is detected, “Scameter+” will issue a real-time notification, reminding users not to answer the call or browse the website. There is also a public intelligence platform in “Scameter+” for members of the public to report frauds and pitfalls, thereby further enriching its database.
     
         The Police update the database of “Scameter” on a daily basis and will continuously review and enhance its functions, while strengthening other anti-fraud measures in a proactive manner. The database of “Scameter” comprises information collected from reports made by members of the public and obtained by the Police from other channels, including criminal investigations and intelligence. We do not maintain statistics on the percentage of phishing websites reported by the public that have actually been added by the Police to the scam database.
     
         Moreover, under the co-ordination of the Office of the Communications Authority (OFCA), the Police and major TSPs have established a mechanism where TSPs will, based on the fraud records provided by the Police, block the telephone numbers suspected to be involved in deception cases and intercept suspicious website links as soon as possible. As at end February 2025, the TSPs had successfully blocked about 40 000 website links involved in fraud cases and more than 8 600 suspected fraudulent phone numbers at the Police’s request. The OFCA does not maintain any record of the average time required for relevant actions by TSPs.
     
    (3) The Hong Kong Monetary Authority (HKMA) has been closely monitoring the trend of digital frauds and actively encouraging banks to implement effective anti-fraud measures. In line with the HKMA’s guidelines, card-issuing banks have gradually started providing customers with more secure authentication methods since late 2024. Customers can authenticate online payment card transactions through their bank’s mobile application (App) instead of using SMS One-Time Passwords (OTPs). According to banks’ statistics, the related fraud rate has decreased by nearly 80 per cent.
     
         In response to the latest modus operandi of digital frauds, the HKMA announced three new measures in April 2025, and which are succinctly referred to as E-Banking Security ABC. The measures require banks to strengthen E-banking security to further enhance customers’ fraud prevention capabilities.
     
         Firstly, banks are required to implement (A) a new measure called Authenticate in-App by Q4 2025 or earlier. Thereafter, when customers log into Internet banking and conduct high-risk transactions (such as adding new payees, increasing transfer limits, changing the phone number for receiving bank notifications, or binding Internet banking accounts to mobile devices), they will need to conduct authentication through their bank’s mobile App instead of using SMS OTPs. Furthermore, starting in Q3 2025, when customers bind or rebind their mobile devices, they will have to conduct authentication via facial recognition or similarly stringent authentication methods (such as visiting a branch in person), replacing the current practice of using SMS OTP for two-factor authentication. If customers insist on using SMS OTPs for authenticating transactions or device binding, banks will need to follow the HKMA’s requirements, and implement effective risk management measures for those transactions or binding requests, such as enhancing the monitoring of related transactions and deferring the execution of higher-risk transactions. These measures will help gradually phase out the use of SMS OTPs for authentication purposes.
     
         Additionally, banks will also need to implement the remaining two new measures, namely (B) “Bye to unused functions” and (C) “Cancel suspicious payments”, during Q2 2025. The former will give customers the option to deactivate Internet banking functions like increasing transfer limits and adding new payees, to better suit their personal needs while strengthening risk management. The latter will further enhance the effectiveness of the Suspicious Account Alert mechanism, and provide customers with sufficient time to review the alert content.
     
         Together, the three new measures referred to as E-Banking Security ABC mentioned above will offer more comprehensive fraud prevention and protection coverage for bank customers.
     
    (4) The SMS Sender Registration Scheme (the Scheme) was implemented on December 28, 2023, and was fully opened to all industries in February 2024. As at end March 2025, over 495 public and private organisations (including the Immigration Department, the Department of Health, the Police and the Consumer Council) have participated in the Scheme. Under the Scheme, only those companies or organisations qualified as Registered Senders are able to send SMS messages using their Registered SMS Sender IDs with the prefix “#”. TSPs will block fraudulent SMS messages sent by non-Registered Senders via the Internet. In addition, to enhance the implementation effectiveness of the Scheme, the OFCA will, after obtaining the consent of the Registered Senders, request TSPs to prohibit non-“#” SMS messages suspected to impersonate identities of a Registered Sender, further safeguarding the public’s interest. An SMS Sender Registry is available on the OFCA’s website for the public to verify registered companies, and efforts will continue to engage more organisations to participate in the Scheme.
     
         In mid-February this year, there were public enquiries about suspected fraudulent SMS messages with the prefix “#”. The Police and the OFCA were highly concerned. Of the 31 reports received by the Police, two involved monetary losses, totalling about $30,000. The Police subsequently arrested a male and seized illegal radiocommunications apparatus. A joint press briefing with the OFCA was held to brief the public on how to stay vigilant against this type of fraud. The incident was an isolated case, and the relevant apparatus could only affect mobile phones within a limited area without undermining the overall implementation effectiveness of the Scheme. The OFCA has requested all TSPs to enhance monitoring of abnormal network signals, and has established a reporting mechanism. If similar cases are detected in future, the OFCA will promptly co-ordinate with the Police to take follow-up actions.
     
         In response to these illegal activities, the Police will continue to adopt a multipronged approach, including use of technology in fraud prevention and enhanced enforcement actions, to combat fraud on all fronts. Regarding use of technology in fraud prevention, the Police will collaborate with other departments to step up interception of suspicious transactions and fraudulent phone calls. Anti-scam applications will also be upgraded to provide immediate alerts. Enforcement-wise, the Police will carry out rigorous investigation on money laundering activities and stooge accounts, and will work with overseas law enforcement agencies to combat cross-border fraud syndicates.
     
         Apart from resolute law enforcement actions, the Government has adopted a multipronged publicity strategy to enhance public awareness of fraud. The Police will continue to work jointly with the OFCA and the industry in stepping up publicity and education, with a view to raising the public’s anti-deception awareness. The OFCA and TSPs will strengthen monitoring on network signals and take timely response measures when abnormalities are found.
     
         Specifically, in January 2025, the OFCA launched the District Anti-Phone Deception Ambassador Scheme, which received support from more than 150 District Council (DC) members’ ward offices covering 18 districts in Hong Kong with the participation by more than 300 DC members and their staff members, to promote anti-phone scam messages at district level. The OFCA will continue to step up publicity and public education in the community through issuing press releases, broadcasting TV and radio announcements, publishing social media posts, producing and distributing promotional leaflets and posters, and organising various different community activities to deliver anti-phone scam messages to the public more comprehensively. Since 2023, the OFCA has conducted a total of 21 roadshows with Legislative Council Members and DC members, and organised 182 public education and publicity programmes. 
     
         To combat the rampant phishing scams, the Police have increased publicity efforts. Through the Police electronic platform, the website CyberDefender as well as traditional media, the Police have educated the public about common and new tactics used by fraudsters. The Police have warned members of the public not to click onto any hyperlink embedded in messages of unknown sources or suspected to contain phishing websites. Instead, they should contact the relevant institution directly for verification, or carry out risk assessment and fact checking using the “Scameter” or “Scameter+”. For assistance, they are advised to call the Anti-Scam Helpline 18222.

    Sessions on “Good Practices and Challenges in Land Tenure” & “Securing Land Rights for a Billion People” to Foster Dialogue on Inclusive Land Governance

    India, took center stage at the prestigious World Bank Land Conference 2025, held in Washington D.C., reaffirming its global leadership in inclusive land governance and grassroots empowerment. Participating as a Country Champion in the Plenary Session on 6th May 2025, Shri Vivek Bharadwaj, Secretary, Ministry of Panchayati Raj, delivered an address during the High-Level Plenary on “Good Practices and Challenges in Land Tenure and Governance Reform”, articulating India’s leadership in land rights, tenure reforms, and technology-driven spatial planning.

    Under the leadership of Prime Minister Shri Narendra Modi, India’s pioneering SVAMITVA Scheme (Survey of Villages and Mapping with Improvised Technology in Village Areas) has emerged as a transformational initiative in rural land governance. Shri Bharadwaj shared deep insights into the scheme’s journey – beginning with onboarding States, amending State laws and survey rules, and establishing critical technological infrastructure like Continuously Operating Reference Stations (CORS) to enable accurate drone-based mapping. He explained how India’s federal structure requires strategic cooperation, coordination, and community involvement to drive reforms on a national scale.

    In his address, Shri Bharadwaj mentioned the  Peruvian economist Hernando de Soto’s observation about the untapped economic potential locked in informal land holdings. He emphasized that India has surveyed 68,000 square kilometers of rural land under SVAMITVA, unlocking $1.16 trillion worth of assets, thereby offering millions of rural families legal title, dignity, and access to credit and opportunity. Through anecdotes of individuals like a dairy farmer in Madhya Pradesh who expanded his business, or a mother in Rajasthan who funded her daughter’s overseas education, he highlighted how land ownership is being converted into real empowerment.

    The Special Event scheduled on 7th May 2025, titled “Securing Land Rights for a Billion People,” is set to further amplify India’s model of inclusive and technology-driven land governance. Led by the Ministry of Panchayati Raj, the session will open with welcome and opening remarks by Dr. Klaus W. Deininger, Lead Economist, World Bank, followed by an introduction by Mr. Somik V. Lall, Senior Advisor, DECVP, World Bank. The event will spotlight the design, impact, and scalability of the SVAMITVA Scheme, with presentation by Shri Vivek Bharadwaj. An interactive Q&A session will follow, reflecting the growing global interest in India’s transformative approach to rural land governance. The side event will be attended by all delegates of the World Bank Land Conference 2025, including Advisors and Senior Advisors to seven Executive Directors representing regions across Africa, Latin America and the Caribbean (LAC), Central Asia, South Asia, and South East Asia, offering a valuable opportunity for cross-regional dialogue and exchange. The side event will provide a focused platform to discuss the implementation methodology and transformative benefits of the SVAMITVA Scheme with countries that share similar land administration systems. The objective is to explore avenues for collaboration, enabling the Ministry of Panchayati Raj to support and partner with these nations in adopting and adapting similar models in their respective contexts.

    On 8th May 2025, the focus will be on Gram Manchitra, India’s advanced GIS-based spatial planning platform. Shri Alok Prem Nagar, Joint Secretary, Ministry of Panchayati Raj, will present how the platform is facilitating spatially informed decision-making at the Panchayat level, showcasing the integration of cutting-edge technology with grassroots governance to foster sustainable, resilient, and self-reliant villages.

    India’s interventions across these sessions aim to serve not only as a model for participatory and technology-enabled land governance, but also as a call to action for other nations striving to achieve SDG Target 1.4.2 which aims to ensure legal ownership and control over land for all, especially vulnerable communities. Through its presence at the World Bank Land Conference 2025, India has been positioned as a global thought leader in land tenure reforms, rural development, and inclusive governance demonstrating that a data-driven, people-centric approach can effectively bridge centuries-old land insecurity and usher in a new era of legal recognition, dignity, and prosperity for rural citizens.

    Marine Department hosts seminar to promote water sports safety  
         Speaking at the seminar, the Deputy Director of Marine, Mr Shi Qiang, urged the public to prepare well before participating in water sports activities to ensure safety. He also reminded the public to comply with requirements of the Marine Safety (Alcohol and Drugs) Ordinance, which came into effect on January 1 this year, and advised members of the public not to operate vessels or perform specified duties on vessels underway while under the influence of alcohol or drugs in order to safeguard maritime safety.
     
         The MD also reminded coxswains and vessel operators to make adequate preparations before setting sail, including planning their trips and inspecting the vessel’s structure and its safety equipment onboard. There should also be a sufficient number of qualified crew members on board to guide passengers in following safety guidelines for water sports activities. Coxswains and vessel operators should also familiarise themselves with all safety precautions and contingency measures, obtain sufficient weather forecast information and closely monitor weather conditions and relevant warning signals.
     
         When operating recreational craft in shallow waters, speed-restricted areas or waters where people are engaged in water sports activities, coxswains must take extra care, strengthen lookouts and take appropriate safety measures to avoid danger.
     
         The MD also reminded the public that they should check the list of pleasure vessels endorsed by the MD to be let for hire or reward by scanning the QR code posters displayed at public piers and popular marine tourism spots. TV and radio announcements in the public interest will be broadcast on various platforms to assist the public in identifying endorsed pleasure vessels.
     
         As well, swimmers should swim at beaches where lifeguards are on duty, avoid swimming away from the bathing beach area and avoid swimming near anchored vessels. Swimmers should understand their physical abilities, take care of accompanying children, and avoid swimming alone or unaccompanied. They should also refrain from swimming immediately after eating, drinking or taking drugs. To prevent accidents, divers should follow the relevant guidelines and maintain safety awareness at all times. When surfacing, divers should pay particular attention to their surroundings and the movement of vessels in the vicinity, and display proper buoyancy signals.
     
         As the typhoon season approaches, the MD particularly calls on owners, coxswains and persons-in-charge of local vessels to take appropriate precautionary measures prior to the onset of a typhoon to ensure the safety of persons on board and the vessels.
     
         The MD will continue to promote safety awareness among the public through education and publicity. The MD distributes leaflets to the public, such as “Observing the safety advice, Enjoying the fun at sea”, which provide safety advice for various water sports activities to prevent accidents.
     
         Officers of the MD and the Marine Police will strengthen their patrol operations in speed-restricted zones, waters in the vicinity of popular beaches and water sports sites, while taking action against illegal or reckless boating activities. Lifeguards from the LCSD will also monitor boating activities at various beaches and adjacent waters. They will inform the MD and the Marine Police if law enforcement actions against offenders are required.
     
         The MD hopes that the industry and the public will work together to promote water sports safety so that everyone can enjoy pleasant leisure water sports activities.

    Following is a question by the Hon Kenneth Fok and a written reply by the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, in the Legislative Council today (May 7):
     
    Question:
     
    The Government in the Blueprint for Arts and Culture and Creative Industries Development (the Blueprint) published in November last year explicitly proposed that Hong Kong should be developed into a “capital of pop culture”. Measures include promoting the development of the pop culture industry, supporting the innovative development of pop culture, and promoting the organisation of more events such as concerts and music festivals. However, some members of the industry have relayed that the existing measures on venue provision, ancillary support and talent nurturing are not in line with the policy objectives, which affect the competitiveness of Hong Kong’s pop culture. In this connection, will the Government inform this Council:
     
    (1) of the details of the use of the venues under the Leisure and Cultural Services Department (LCSD) for organising pop culture activities in the past three years, including the venues involved, the number of sessions of the programmes held, the types of activities, the number of participants and the utilisation rates of seats (set out in a table);
     
    (2) as some members of the industry have relayed that it is difficult for emerging artists and independent groups to be allocated time slots in LCSD venues, whether the Government will review the existing venue allocation mechanism and scoring criteria, so as to address the industry’s demand for small and medium-sized commercial performance venues; if so, of the details; if not, the reasons for that;
     
    (3) given that the 2022 Policy Address has proposed to increase the number of seats at performance venues by about 50 per cent, of the number of newly-built or converted venues and the number of additional seats at present, and whether it has reviewed if the progress of work in achieving this policy objective is in line with expectations;
     
    (4) whether the authorities will comprehensively enhance the relevant measures to solve the problem of insufficient performance venues for the pop culture industry (including reviewing the Venue Partnership Scheme to increase the quota for small and medium-sized performing groups; enhancing the transparency of the scoring criteria for booking LCSD venues; relaxing the restriction on the use of some government venues (e.g. sports grounds and vacant school premises) for performances; and studying the provision of dedicated venues for pop culture); if so, of the specific plans; if not, the reasons for that; and
     
    (5) given that the Blueprint has proposed to promote the private sector to organise more pop culture events in Hong Kong, of the authorities’ specific plans in place to encourage enterprises and investors to support the development of local pop culture, and whether it will provide incentives to attract more market resources, so as to assist the industry in exploring commercial performance opportunities and support the nurturing of talents for the industry?

    Hong Kong’s unique pop culture is an important brand of our culture. The Hong Kong Special Administrative Region  Government endeavours to promote the development of pop culture, with a view to developing Hong Kong into the “capital of pop culture”, in accordance with the Blueprint for Arts and Culture and Creative Industries Development (the Blueprint), consolidating Hong Kong’s role as an East-meets-West Centre for international cultural exchange.
     
    In consultation with the Development Bureau, my reply to the question raised by the Hon Kenneth Fok is as follows:
     
    (1) The number of performances and attendance of pop culture activities held at the performance venues under the Leisure and Cultural Services Department (LCSD) in the past three years are tabulated as follows (with numbers of attendance in parenthesis):

    Note 3: Owing to COVID-19, all performance venues were closed for 104 days in 2022.
     
    (2) to (4) The Culture, Sports and Tourism Bureau (CSTB), the LCSD and the West Kowloon Cultural District (WKCD) etc., endeavour to provide venues for various arts and culture activities. We are aware that there has been a strong demand for performance venues from the public as well as the arts and culture sectors. Therefore, we have been building new performance venues and upgrading existing facilities over the past few years. The newly built East Kowloon Cultural Centre and the upgraded Tai Po Civic Centre and Sai Wan Ho Civic Centre are expected to open in full this year; The WestK Performing Arts Centre is expected to be completed in 2026; and we are also building the New Territories East Cultural Centre. A total of around 8 300 seats will be available at these performance venues. Besides, the Kai Tak Sports Park (KTSP) officially commissioned on March 1, 2025, providing venues for hosting large-scale pop culture events.
     
    Since its full commissioning in March 2025, the KTSP has provided an option of a brand-new and attractive venue for sports and cultural mega events in Hong Kong, including concerts and pop culture events. The KTSP features a 50 000-seat Kai Tak Stadium, a 10 000-seat Kai Tak Arena, a 5 000-seat Kai Tak Youth Sports Ground and other ancillary facilities. In the past two months, various large-scale concerts of various renowned international, Asian and local bands and singers took place at the Kai Tak Stadium and Kai Tak Arena.
     
    The Government has also been supporting small and medium-sized arts groups and emerging artists through various measures, such as providing funding support for large-scale and cross-year arts and cultural initiatives/activities through the Arts Capacity Development Funding Scheme. Programme offices of the LCSD also provide support to local small and medium-sized arts groups and emerging artists through different modes of collaboration to promote continuous innovation and development of arts groups in Hong Kong.
     
    We are reviewing the usage and hiring arrangements of our venues (including reviewing the Venue Partnership Scheme), with an aim to make more effective use of venues resources, offer more booking slots for use of different arts groups and cater for the needs of the arts and culture sectors, thereby building a vibrant, diverse and flourishing ecosystem. On setting up of a dedicated venue for pop culture, the LCSD is currently identifying a suitable site for the Pop Culture Centre, and will discuss with and consult various stakeholders and expert advisers on related matters, such as the long-term planning and facilities of the Pop Culture Centre etc., with a view to formulating appropriate plans for developing it into a cultural landmark and tourism hotspot.
     
    The public pleasure grounds under the LCSD have all along been open to applications for non-designated uses, such as charitable activities or festive celebrations. When processing relevant applications, the LCSD will consider factors such as the proposed duration of hire, the area to be hired, as well as the purpose and nature of the activity. Given the very keen public demand for sports facilities, the LCSD will strive to strike a balance to meet the needs of different venue users.
     
    On the use of school venues, the Government has launched the Pilot Scheme on the Use of School Venues by Arts Groups in 2024 to open up parts of school venues for rehearsals by arts groups after school hours on a pilot basis. Any organisation/institution that wishes to use vacant school premises (VSP) for long-term or short-term uses could liaise and seek support from the relevant policy bureau(s) for its application of using the VSP.
     
    (5) On promoting the development of local pop culture and industries, LCSD has been collaborating with the sector to organise the annual Hong Kong Pop Culture Festival (PCF) since 2023. The first two editions of PCF attracted about 530 000 and over 640 000 participants respectively. The third edition of PCF is being held from April to July 2025 with the theme “More Than Joy” to promote Hong Kong’s unique comedy. PCF offers rich and diverse activities, supports local young artists and emerging art groups, and promotes cross-generation and cross-genre collaboration. We will step up the promotion of pop culture programmes to the Mainland and overseas facilitate Hong Kong’s pop culture to “go global”, thereby establishing overseas collaboration networks for local artists and the brand of PCF.
     
    The CSTB has been supporting mega arts and cultural events organised by the private sector or non-governmental organisations in Hong Kong through the Mega Arts and Cultural Events (ACE) Fund, including mega events on pop culture such as ComplexCon Hong Kong 2025 and Hypefest Hong Kong 2024. The Mega ACE Fund has enhanced its operation since January 1, 2025. To enhance the level of participation of commercial organisations, matching grant has been introduced in the new application mechanism. The initiative aims to encourage the event organisers to solicit commercial sponsorship, thereby boosting the market feasibility and business potential of events and to follow the over-arching principle of industry building.
     
    Besides, the West Kowloon Cultural District Authority (WKCDA) actively makes use of its museums, performing arts venues and public spaces to promote pop culture through various cultural and artistic programmes. For example, the WKCDA held “WestK POPFEST” in 2023 and 2024, which has been sponsored by private enterprises for two consecutive years, has brought together local young singers and groups, blending pop culture with artistic creation. The events were well-received by music fans, attracting over 60 000 participants in 2024, breaking the attendance record for different types of music festivals held in the WKCD over the years.
     
    The Cultural and Creative Industries Development Agency (CCIDA) continues supporting the co-production of television variety programmes by local television stations with their counterparts in the Mainland and Asia through the CreateSmart Initiative, so as to help the industry explore business showcasing opportunities in the Mainland and overseas, uplift the soft power of Hong Kong pop culture and enhance economic benefits. The scheme has so far accepted two rounds of applications. Eight project had been approved, among which five were broadcast.
     
    On talent nurturing, sponsored by the CCIDA, the “Make Music Work – Music Creation and Production Talents Nurturing Scheme” was launched in 2019 to support the development of emerging local music talent. In the latest edition, 12 units each comprising a composer, lyric writer and arranger were matched with experienced music producers and singing units for a series of support and training to produce original songs, and were provided with a platform and live concert to release and perform their original songs, so as to promote local original music development.

  • MIL-OSI Australia: Woman killed in hit-run collision at Hillcrest

    A pedestrian has died after being struck by a vehicle at Hillcrest overnight.

    Emergency services responded to North East Road, Hillcrest at 11pm on Tuesday 6 May after a young woman was hit by a car.

    Sadly, there was nothing police or paramedics could do, and the 20-year-old woman from Greenacres was pronounced deceased a short time later.

    Major Crash investigators attended and examined the scene overnight.  The crash occurred on the north-east bound carriageway of North East Road, near Forbes Street, near the service station.

    Investigators have spoken to witnesses who described seeing a silver sedan involved in the crash, but it did not stop at the scene.

    The driver of the car is urged to come forward.

    Anyone with information about this silver sedan, which possibly has front end damage, or the driver is asked to contact Crime Stoppers on 1800 333 000 or online at www.crimestopperssa.com.au

    Police are appealing for any witnesses or other motorists with dashcam footage, including of the woman’s presence on the roadway before the fatal crash, to contact police.  Police are also seeking any CCTV footage from the area.

    The young woman is the 29th life lost on South Australian roads so far this year.

    CAMBRIDGE, United Kingdom, May 07, 2025 (GLOBE NEWSWIRE) — Over one in ten Brits (13%) now spend the equivalent of 60 full days a year watching content on streaming services like Netflix, Disney+, and Prime Video, clocking up more than 1,460 hours of watchtime per year. That’s the same as spending 182 work days watching streaming services.

    The data, released by subscription bundling platform Bango (AIM:BGO), is based on insights from 40,000 UK consumers, and shows just how embedded streaming services have become in everyday life.

    More than a third (34%) of Brits now watch two or more hours of streaming content per day, the equivalent of 730 hours a year, putting the UK ahead of its European neighbours. In Spain, 29% stream at least two hours daily, compared to 21% in Italy and France, and 18% in Greece.

    Streaming also tops the chart for time spent on digital media. UK adults are now more likely to stream content for two or more hours a day (34%) than browse social media (21%), stream music (18%), or scroll TikTok and Reels (13%).

    Gen Z watches the most, but Gen X pays the bill

    Gen Z leads the way in streaming consumption, with 40% watching at least two hours daily. But it’s Gen X who are footing the bill with 62% covering the cost of streaming services, compared to 51% of Gen Z.

    Instead, Gen Z are using those savings on other subscriptions. They’re the most likely to pay for music subscriptions (40%) and are also more likely to shell out for premium social media features (9%), such as Snapchat+ or X Premium.

    But Americans still spend the most time streaming

    While the UK is ahead of some of its European neighbours, the US remains firmly in first place. 40% of Americans watch at least two hours of streaming content daily, and nearly one in five (18%) watch over four hours every single day.

    And it’s not just streaming. In the US, Gen Z is beginning to pay more for other digital experiences too. According to Bango’s Subscriptions Assemble report, almost a quarter (23%) of Gen Z Americans now pay to access premium social media platforms, highlighting a global trend in how younger consumers engage with content.

    Many are also accessing these services indirectly through bundles, like those offered by mobile or broadband providers. In fact, the average American now pays for 5.4 subscriptions, with two of those typically paid for as part of a bundle package.

    • Revenue in the Europe, Middle East, and Africa (“EMEA”) region was $28.4 million for the first quarter of 2025, an increase of 25% from $22.7 million in the first quarter of 2024.
    • Revenue in the Asia-Pacific (“APAC”) region was $16.3 million for the first quarter of 2025, an increase of 7% from $15.3 million in the first quarter of 2024.

    GAAP net income for the first quarter of 2025 was $4.3 million, or $0.10 per diluted share, compared to GAAP net loss of $1.2 million, or $(0.03) per diluted share, for the first quarter of 2024.

    Non-GAAP net income for the first quarter of 2025 was $11.8 million, or $0.27 per diluted share, compared to non-GAAP net income of $6.8 million, or $0.16 per diluted share, for the first quarter of 2024.

    As of March 31, 2025, the Company had cash, cash equivalents, short-term and long-term bank deposits, and marketable securities of $447.9 million. Cash flow from operations was $22.4 million in the first quarter of 2025.

    In Europe, double-glazed windows are standard. But in Australia, these energy-saving windows are remarkably uncommon.

    Correctly installed, the effect of double-glazing is remarkable. Instead of a house losing or gaining huge amounts of heat through its windows, double-glazed windows help keep the indoor temperature at a consistent temperature – reducing the need to crank up the air-con or heater.

    In hot parts of Australia, these windows would keep out heat. In cold, they would keep heat in. They also slash outside noise. Houses with double-glazing can add resale value and even improve occupant health.

    Why are they not standard? There are several reasons. But our research in Victoria found the main one is cost – double-glazing costs much more than a standard single-glazed window.

    Heat loss and gain through windows is responsible for about 1.5% of Australia’s total energy use. As climate change intensifies, making double-glazing standard in Australia would cut household energy bills and make life indoors more pleasant. Other countries are moving to even higher performance triple-glazed windows. But Australia is stuck.

    Why does double glazing work so well?

    Windows let light and often air into a home. But they can also be the main way heat enters or leaves. Double-glazing works by adding a gap between two panes, often filled with dense argon gas, which doesn’t transfer heat well. The window frame material is important, too, to reduce heat transfer.

    We measure the insulating quality of a window with a U-value – essentially, how much heat can be transferred through the glass. The lower this value, the more insulating the window.

    A basic single-glazed window has a U-value of about 6. On a typical Australian home, these windows mean significant air conditioning is often required to maintain a comfortable temperature indoors during summer and winter.

    Double-glazed windows with advanced design features common in North America and Europe typically have a U-value of 2.4 or less. When combined with wall and roof insulation, they can significantly reduce the need for heating or cooling. Triple-glazed are better still, with a U-value of 0.8 or less.

    Many countries with snowy winters have taken to double-glazed windows as a way to reduce heating costs.

    Standard overseas, rare in Australia

    In the United States, Canada, the United Kingdom and much of Europe, double-glazed windows have been the norm for several decades. Commonly, these windows use argon gas between the two sheets and improve insulation further with low emittance coatings, thin transparent layers of metal which block solar rays.

    In many of these countries, single-glazed windows have largely disappeared and retrofitting older houses with double-glazing is routine.

    Anyone embarking on a renovation in Australia will soon discover double-glazing tends to be seen as a specialist eco-retrofit measure rather than something done as standard.

    In 2016, only 6% of windows installed in new houses in Australia had U-values below 4. In 2024, that figure was 19%, indicating high performance windows are slowly becoming more common. But there’s still much to do to make them the norm.

    Why is progress slow? We spoke to stakeholders in window manufacturing and building in Australia.

    These industry experts explained why Australia is lagging:

    • historically low-cost energy means the typical response to heat or cold is to install air conditioning

    • single-glazed windows have long been the norm

    • Australians often haven’t heard of high-performance windows or understand why they matter

    • only a few companies make these windows in Australia, meaning competition is limited and costs remain high

    • at present, there’s no requirement to include double-glazed windows in new builds or renovations

    • housing affordability issues mean owners want to keep upfront construction costs as low as possible.

    Window manufacturers in Australia are interested in moving into double-glazing, but the demand isn’t there yet.

    What should be done?

    In our research, many windows industry insiders told us they were ready to scale up production of higher performance windows. The skills and technologies needed are here. What’s missing was the demand.

    When we interviewed builders, they told us the choice of windows wasn’t simple. They had to weigh up material costs, existing supplier relationships and industry practices. Some told us it was cheaper at times to import from Europe or Asia than to buy Australian-made.

    In part, this is a chicken and egg problem. Prices are high because there’s little demand and demand is limited because prices are high.

    So what should be done?

    Overseas experience has shown boosting demand is the key. If double-glazed windows become more common, more manufacturers will enter the Australian market and prices will drop.

    The quickest way to do this would be to require their use in new construction and renovation.

    At first, the industry might struggle to meet this demand. But that would create clear incentives for new players here or overseas to meet the demand.

    Government support could help window manufacturers upgrade machinery and processes to be able to meet new demand.

    Subsidies could help offset the costs to households, if designed to sunset after a set period. Any subsidies should target groups such as vulnerable older Australians affected by energy poverty as well as renters on low incomes.

    Making this a reality is doable. After all, New Zealand did exactly this. In 2007, policymakers introduced new minimum performance requirements for windows. It took about four years to shift the market from single-glazed to predominantly double-glazed. Australia could do the same.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL) today delivered a speech on the Senate floor admonishing the Trump Administration’s decision to cruelly eliminate funding forAmeriCorps, a widely-supported program that has strengthened American communities for more than three decades.
    “From rebuilding homes, to providing rural health care, tutoring kids after school, cleaning up after natural disasters, AmeriCorps supports our most under-resourced communities.  My Republican colleagues represent communities that benefit from AmeriCorps, whose members serve in their states.  For decades, AmeriCorps has had bipartisan support, which it deserves,” Durbin said.
    “But last week, unfortunately, the Trump Administration pulled the rug out from under these community organizations by eliminating their funding,” Durbin said.
    Durbin continued on, speaking about the direct impact that eliminating AmeriCorps funding has had on Illinois, including the Lessie Bates Davis Neighborhood House in East St. Louis, Illinois, which Durbinvisited last month.
    “Organizations like Lessie Bates Davis Neighborhood House in East St. Louis, Illinois, my hometown, provides meals to members of all ages of the East St. Louis community.  They were left scrambling after the President’s announcement eliminating AmeriCorps [funding],” Durbin said.  “The East St. Louis community is located in a food desert, which means members like Ayshia, who takes care of her grandfather, have come to rely on the center’s food pantry for healthy options.”
    “Last month, eight dedicated AmeriCorps members worked in the center’s café to offer a safe place for the community to eat a hot meal.  Today, because of Trump’s cuts, the tables are empty,”Durbin said.
    “Camille, who is Lessie Bates Davis’ Program Director for AmeriCorps, shared that she has 120 days to close out the program.  After that, even she will be left without a job,” Durbin continued.
    Durbin also pointed to the Boys and Girls Club in Livingston, Illinois, where a constituent has said that, despite being unpaid because of the funding cuts, he will continue to serve his community.
    “Take Lukas, an AmeriCorps volunteer who has worked at the Boys and Girls Club in Livingston, Illinois, providing students with a safe place to learn and to play after school.  He won’t get paid because of the Trump cuts, but he plans to continue to volunteer unpaid,” Durbin said.
    Durbin concluded his remarks by calling on his Republican colleagues to stand up for AmeriCorps, a program that has enriched the communities they represent.
    “I urge my Republican colleagues to fight against this Administration’s senseless attempts to eliminate such small amounts of funding that have such incredible, positive impact in their communities as well as my own.  Don’t sit by in silence,” Durbin concluded.

    During the height of the Cold War in the 1960s and 1970s, the USSR launched 29 spacecraft towards Venus, the planet scientists call Earth’s “twin sister”.

    Three flew past Venus, and went into orbit around the Sun. Sixteen orbited or landed on Venus, where they experienced a climate often described as “hellish”.

    Ten got stuck in Earth orbit. All of them re-entered Earth’s atmosphere the same year they were launched – except Kosmos 482, which has stayed aloft for 53 more years. As the last remnant of the Soviet Venus program left in Earth orbit, it’s not your average piece of space junk.

    Because it was designed to withstand Venusian conditions, many think the lander may make planetfall on Earth instead of incinerating in the atmosphere. And that is expected to happen this week.

    Destination Morning Star

    Venus was a target of interest because its thick clouds might be hiding life on the surface. But the spacecraft were also Cold War weapons aimed at demonstrating the superiority of socialist science.

    Venera 1 was launched in 1961, only four years after Sputnik 1, the first satellite. Venera 7, in 1970, was the first spacecraft to successfully soft-land instead of crashing on a planet. Vega 2 was the last USSR Venus mission in 1984.

    The Venera probes were launched in pairs, a few days apart. If one failed, the other might succeed. Venera 8 was launched on March 27 1972 and reached Venus 117 days later. On March 31, its twin left Earth but failed to escape Earth orbit, earning the designation Kosmos 482.

    The spacecraft comprised a delivery “bus” about 3.5 metres tall, with a propulsion system, solar panels and a mesh dish antenna at one end, and the spherical landing craft at the other end. The landers had their own refrigeration system to cool them down and a heat shield to protect them. If all went to plan, the buses would eject the landers from orbit. The landers would hit the upper cloud decks at a speed of nearly 12km per second.

    At 60km altitude, the main parachute was released to float the lander down to the surface. A range of instruments would then measure the temperature, pressure, wind speed, visibility, atmospheric gases and rock composition, and radio the results back to Earth. Each lander carried a USSR medallion inside.

    But all didn’t go to plan. Venera 8 sped on its way to Venus, sending its lander down on July 22.

    Fate had something different in store for Kosmos 482.

    How to be space junk in one easy step

    The upper rocket stage that was meant to propel the Kosmos 482 bus out of Earth orbit shut off too early because the timer wasn’t set correctly. The rocket stage fell back to Earth and burnt up, while titanium pressure vessels from its fuel system fell onto fields in Aotearoa New Zealand.

    The bus and landing craft came apart in mid-June and the bus fell back into the atmosphere in 1981. The 465kg lander continued its orbit alone.

    At its farthest, the lander was 9,000km away, coming as close as 210km in its highly elliptical orbit around Earth. Over 50 years, that orbit has lowered to only 2,000km at its farthest point. Now the atmosphere is dragging it back towards Earth with a predicted re-entry of May 10. You can get updates on Kosmos 482’s position here.

    Will the lander fall on Earth?

    The lander had a titanium body designed to withstand Venus surface conditions of 90 times the atmospheric pressure of Earth and 470°C. After more than 50 years it won’t have the refrigeration, the capacity to aerobrake or a working parachute to slow it down and keep it cool. Its reentry will be uncontrolled.

    Typically, space junk reenters at around seven kilometres per second and can reach temperatures of 1,600°C as it tears through the atmosphere. Titanium alloys have a melting point of around 1,700°C. This is why the so-called “space balls” that landed in New Zealand in April 1972 survived reentry. If they did, then the lander could as well.

    Six of the nine other failed Kosmos reentries had landers or impactors, but we don’t know where they are – either they did not survive, fell into the ocean, or have not yet been found on land. This may also be the fate of the Kosmos 482 lander.

    Danger from Venus

    Venus might be the planet of love, but in popular culture, it has been associated with danger.

    In the 1960 East German film The Silent Star (later dubbed into English as First Spaceship on Venus), the Venusians plan to bombard Earth with radiation so they can conquer it.

    In the 1968 film Night of the Living Dead, an American Venus probe returns bringing a deadly radiation which turns the dead into zombies.

    An episode of the hit 1970s TV series The Six Million Dollar Man characterised a Russian Venus spacecraft as a “death probe” when it accidentally returned to Earth.

    These representations reflect Cold War fears of nuclear war and war waged from space.

    In the 21st century, we have a new source of anxiety: the environmental impacts of space junk. But spacecraft such as Kosmos 482 are not the junk people should be worried about.

    In the past five years, there’s been a massive increase in the number of rocket launches and the number of spacecraft in low Earth orbit. More and more space junk is reentering the atmosphere. For example, it’s estimated that a Starlink satellite reenters almost every day. When it burns up, it leaves behind damaging chemicals and soot particles.

    In the meantime, Venera 8 is still waiting silently on the surface of Venus for its twin to arrive.

    While the official theme of the 2025 Met Gala was Superfine: Tailoring Black Style, another trend emerged among those on the red carpet: no pants.

    While many might shudder at the thought of wearing their underwear in public, the no-pants trend has picked up steam in recent years, with celebrities such as Kristen Stewart, Kendall Jenner, Bella Hadid, Sydney Sweeney and many more rocking the look.

    Lisa’s outfit confuses the internet

    Pop singer Sabrina Carpenter and K-pop star Lisa in particular rocked the internet with their pantless outfits at the Met Gala – although the latter has stirred up some controversy.

    Social media users were offended by Lisa’s underwear – part of a lacy bodysuit designed by Louis Vuitton – which seems to have an image of civil rights activist Rosa Parks embroidered onto it (although this hasn’t been confirmed), along with a number of other figures.

    It’s possible the look wouldn’t seem quite as offensive if the rest of the bodysuit wasn’t concealed by the blazer. Nonetheless, it’s a less successful attempt at marrying the gala’s theme of Black dandyism with one of the hottest trends in fashion right now.

    But where exactly does the no-pants trend come from? Is it as “new” as it seems? And do we have Bridget Jones herself to thank?

    The modern revival of no pants

    The revival of no pants, or mini shorts, marks a shift towards individualism in fashion, and is possibly also leveraging shock value. We’ve seen the trend slowly reemerge since 2022, with celebrity outfits and a series of runway adoptions.

    The latest runways have continued to deliver collections with hot pants, mini shorts and simply no pants, including Miu Miu Spring 2024 RTW, Alexander Wang Spring 2025 RTW and Louis Vuitton Spring 2025.

    The body positive movement may also be a factor in the way celebrities are expressing themselves. The no-pants trend is a moment to celebrate the legs. It’s also particularly useful for people who are shorter, as it creates the illusion of longer legs by pulling the focus to the torso.

    Sabrina Carpenter told Vogue she was specifically advised by Pharrell Williams – Louis Vuitton’s men’s creative director – to not wear pants at the Met Gala due to her short stature.

    Back to the origins

    While fashion is often seen as frivolous, the way we dress is actually closely linked with cultural, economic and political movements.

    Pants for women have a long and complex history. Before the mid-19th century, it was considered unacceptable for women in Western societies to wear bloomers (pants), as this was seen as a threat to male power.

    The taboo continued up until the early 19th century, with one 1903 men’s magazine presenting a special issue of “bifurcated girls” – that is, women posing in trousers.

    And it was only in 2013 that France officially overturned a 200-year-old (unenforced) ban that said women could only wear trousers with permission from the police.

    If the no-pants trend seems overtly or subtly transgressive, it is because of the centuries women have spent trying to negotiate how much they can show of their bodies.

    Exoticism also has a big role to play in the way women adopted trends to expose their body. In the past, each time women revealed parts of their body they weren’t “supposed to”, they’ve been met with public shock.

    As for the no-pants trend, we can probably trace the first contemporary examples of this back to the rise of ballet clothing and dancewear, particularly the leotard, from the 1950s onward.

    The workout videos of the 1980s (hello, Jane Fonda) also boosted the popularity of the look.

    The fashion life cycle

    For women, pants provided practicality and freedom of movement, which was especially important as they took on men’s roles during the first and second world wars. So it’s no surprise womens’ pants became a fashion mainstay.

    Other trends, such as going pantless, will usually come into mainstream fashion in one of two ways. Either they trickle down from runways and celebrities, or bubble up from street style or social media.

    Trend cycles begin with “innovators” and “early adopters” – the bold among us who are ready to take the risk before others. Research into fashion trends suggests about 1% to 2.5% of the population are innovators who will adopt a style before it gains traction among the public.

    Trends will generally die when they hit a point of saturation and people become tired of them. While a trend that’s closer to classic fashion may last ten years, fashion “fads” tend to fizzle out after about one to two years.

    Given the Met Gala appearances, I think the no-pants look will be sticking around for at least another year. We can also expect it to dilute as it trickles down into mainstream fashion, which means we might see more mini shorts in stores instead.

  • MIL-Evening Report: In an election that played out on social media as much as TV, do leaders’ debates still matter?

    With the election campaign now fading into the rear-view mirror, the parties, particularly the Liberals, will be reviewing their campaign strategies. A part of this will likely be the use of televised debates.

    Leaders’ debates have been part of Australian election campaigns since 1984, but the 2025 campaign set a record of four televised exchanges between Prime Minister Anthony Albanese and Opposition Leader Peter Dutton.

    The increased frequency, ever-evolving formats and fragmenting audiences of these televised campaign rituals do not guarantee improved voter information.

    Debates are idealised in international academic research as a “public service event”.

    But the evolution of Australian debates over four decades suggests voter education tends to be compromised by considerations of electoral strategy and network marketing.

    Risk versus reward

    Back in the 1980s, debates were a more stately affair – one-off events hosted by the National Press Club and carried by the national broadcaster.

    This year, all four of the Albanese–Dutton exchanges were conducted in-house by the rival television networks.

    In total, the four debates reached nearly six million viewers – though “reach” only measures “the total amount of people who dipped in for at least 60 seconds on linear TV, and 15 seconds on streaming”, according to media publication Mumbrella.



    Even allowing for party officials, election nerds and political scientists who watched more than one debate, these are still significant numbers, if lower than in decades past. The Australian electorate, it seems, is not yet entirely jaded about politics and politicians.

    Notably, squeezing four debates into a five-week campaign meant the last two took place with pre-polling under way.

    For the networks, hosting a debate presents an opportunity to showcase their stars, generate “exclusives” and maximise audiences. Their interest lies in mistakes or conflict, not policy rundowns.

    By contrast, for the Labor and Liberal campaign professionals, debates are primarily about risk minimisation. Debates are high-risk verbal combat: any gaffe, “gotcha” moment, forgotten statistic or ill-disciplined response in front of a live television audience carries a potentially high cost.

    So leaders spend valuable campaign hours preparing for debates, rehearsing their talking points, workshopping zingers, probing ways of exploiting the other’s weaknesses and responding to their taunts and challenges.

    They are structured such that they are not debates at all. There is no exchange, no rebuttal, no counterargument. For the most part, they resemble press conferences or studio interviews: formats in which the leaders are well practised and journalists are elevated to equal prominence with the political leaders.

    What’s the appeal?

    The principal motivation for both incumbent and challenger is that debates offer direct and protracted opportunities to articulate their key messages.

    In an era of fragmented audiences and shortened attention spans, each network promoted and gathered the viewers for them.

    Opening and closing statements in which the leaders outline their contrasting visions and policy themes operate like paid advertisements – but without the payment.

    The parties can then repackage the highlights into snackable short videos for social media, giving it a long tail. Both parties did this in this election.

    Indeed, debates are all about whose voice is heard in an election campaign. Leaders’ debates reinforce the dominance of the major parties. Labor and Liberal strategists alike resist any suggestion that they should share the debate platform with minor parties.

    But while it remains true that only the major party leaders have a chance of forming a new government, the new reality of Australian elections is that the majors rely heavily on preference flows from minor parties and independents, who thus have a legitimate claim to be heard on a debate stage.

    Perhaps those in the live TV audiences who judged neither Albanese nor Dutton as winners of the debates were not “undecideds”, but minor party supporters.

    Do debates shift votes?

    Previous research suggests debates tend to assist challengers more than incumbents. Opposition leaders have the additional advantage of standing on an equal footing with the prime minister.

    The exceptions generally occur when incumbents look likely to lose the election and want to gain ground against their challenger. Think Paul Keating in 1996, Kevin Rudd in 2013 and Scott Morrison in 2019, who all agreed to multiple debates.

    In 2025, Albanese joins that list, given his poor poll standings before the campaign began.

    It is not possible to measure what, if any, effect the four debates had on Albanese’s turnaround during the campaign. Voter effects are notoriously difficult to measure.

    The Australian Electoral Study has identified only modest effects in previous campaigns. Perhaps thanks to confirmation bias, debates are more likely to reinforce than change opinions.

    But the 2025 campaign may suggest something more. The campaign certainly saw significant shifts in opinion, including in perceptions of the two leaders. In Newspoll, Albanese surged as preferred prime minister, and as more likely to make Australians better off over the next three years.

    With hindsight, it seems clear that voters warmed to Albanese’s confidence, consistency and plans for the future, and cooled on Dutton’s policy-light focus on grievance.

    My hunch is the extended exposure of the leaders over four debates, right through the campaign and into the early voting period, provided some fuel for that change in perception.

    US President Donald Trump’s recent announcement of a plan to impose a 100% tariff on movies “produced in foreign lands” could have a massive impact on the global entertainment industry.

    Film and television production is increasingly part of an interconnected global system. Hollywood’s major studios and global streaming giants use a diverse range of locations around the world, sometimes working across multiple countries for a single project.

    Doing so allows them to leverage production incentives and tax shelters offered by different countries, take advantage of exchange rates to lower their production costs, and more.

    They also film offshore, for example in China, as strategic co-productions and feature iconic locations and local actors to appeal to audiences in that specific national market.

    Many countries have become important hubs in this global system of production. Australia is a significant player. So, how exactly might Trump’s tariffs work? And why is so much Hollywood film made internationally in the first place?

    ‘Movies made in America’

    Trump made the announcement in a post on the social media network Truth Social. But his original statement is vague and lacks crucial detail.

    Based on his post, this proposal could include any foreign movie imported into the United States. More likely, though, it refers to US movies filmed (in part or wholly) overseas.

    Trump’s statement only singles out movies. He doesn’t mention television series for broadcasters, or specifically film and television programs made for streaming platforms.

    This suggests a focus on movies made by Hollywood studios. It may or may not include content made by streamers such as Netflix.

    Tariffs on tickets?

    Movies are a kind of intellectual property. They’re intangible products or services, not physical goods. If a tariff was applied to movies, they’d become the first service in the current trade war to receive one.

    So what tariffs or regulations could be applied?

    One option would be a levy on distributors releasing US movies made overseas. Another option would be to adapt the French TSA model, which levies a tax on all cinema tickets. In France, this money is reinvested into the local industry. The US could impose such a tax on tickets for films with production components overseas.

    Both options would pass the costs on to consumers. A drop in already fragile cinema attendance or revenues could simply cause studios to reduce the number of movies made for theatrical release.

    Studios might instead concentrate on making movies and television series for their own streaming platforms, such as Disney+ and Paramount+.

    One option could be to impose a tax directly on tickets for US cinemagoers.

    Taxing production

    Could the tax be imposed in other ways? Many US studio movies, and television programs, are at least partly, if not wholly, filmed internationally. But they are still US-controlled movies and still dominate the box office in many countries worldwide.

    Could the revenue of Godzilla x Kong: The New Empire (2024), filmed on the Gold Coast in Australia, specifically be targeted and taxed for being made overseas, in contrast to a Hollywood movie made completely at home?

    Would there be a sliding scale based on how much of a film is shot overseas? Would the tax apply to post-production or only production? The process of reviewing and enforcing this would be complex.

    Another option may be taxing the portion of a movie’s production budget obtained from foreign tax incentives.

    Major blockbusters filming in Australia are eligible for tax rebates and incentives, which can equate to almost half, or more, of the money they spend in Australia. But exactly how the US would review and regulate such a tax is again unclear.

    Australia’s film industry

    International film and television production expenditure in Australia now averages A$880 million each year. International movies alone account for about half of that figure.

    And the number of movies and television series being filmed in Australia has increased dramatically since the outbreak of COVID.

    Production expenditure here on both local and international productions jumped from just over $1 billion in 2019–20 to about $2.4 billion in 2022–23.

    There are numerous reasons for this. Australia became a more popular international production hub after serving as a “production bubble” during the pandemic, as restrictions forced filming to shut down in many other countries. Relationships were forged between local producers, crews, film agencies and studios.

    The reputation of places like the Gold Coast, known for talented crews and stunning filming locations, has also played an important role in continually luring studios back.

    The biggest draw card

    But the major reason is the strong pull of Australia’s tax incentives for filming content here.

    In Australia, international film and television programs are eligible for a 30% “location offset” on eligible production expenditures. If a project qualifies, producers will receive a provisional certificate, and they can claim a fixed 30% rebate for expenses in an income tax return for the relevant year.

    There’s also a 30% offset on eligible post-production and visual effects work. And these incentives can be “stacked” on top of an extra 10–15% in incentives from state screen agencies (such as Screen QLD).

    Some combined federal and state-based production offsets amount to rebates of 50%, or more, of a project’s production spend in Australia.

    Why Australia is worried

    International productions, which are quite different to local film and television programs, generate employment for many local actors and technical professionals. The loss of this film production would dramatically reduce employment for local professionals.

    If these levies are imposed only on movies that screen theatrically, then television series and streaming films and series could continue to film in Australia unaffected. That would lessen the impact on local industries. If the definition includes both, the impact could be dramatic.

  • MIL-Evening Report: Samoa down in RSF media freedom world ranking due to ‘authoritarian pressure’

    Samoa has dropped in its media and information freedom world ranking from 22 in 2024 to 44 in 2025 in the latest World Press Freedom Index compiled annually by the Paris-based Reporters Without Borders (RSF).

    For the Pacific region, New Zealand is ranked highest at 16, Australia at 29, Fiji at 40, Samoa ranked 44 and Tonga at 46.

    And for some comfort, the United States is ranked 57 in media freedom.

    The 2025 World Press Freedom Index released in conjunction with the annual Media Freedom Day on May 3, says despite the vitality of some of its media groups, Samoa’s reputation as a regional model of press freedom has suffered in recent years due to “authoritarian pressure” from the previous prime minister and a political party that held power for four decades until 2021.

    Media landscape
    The report lists independent media outlets such as the Samoa Observer, “an independent daily founded in 1978, that has symbolised the fight for press freedom.”

    It also lists state-owned Savali newspaper “that focuses on providing positive coverage of the government’s activities.”

    TV1, is the product of the privatisation of the state-owned Samoa Broadcasting Corporation. The Talamua group operates Samoa FM and other media outlets, while the national radio station 2AP calls itself “the Voice of the Nation.”

    Political context
    Although Samoa is a parliamentary democracy with free elections, the Human Rights Protection Party (HRPP) held power for four decades until it was narrowly defeated in the April 2021 general election by Samoa United in Faith (Faʻatuatua i le Atua Samoa ua Tasi, or FAST).

    The report says part of the reason for the HRPP’s defeat was its plan to overhaul Samoa’s constitutional and customary law framework, which would have threatened freedom of the press.

    Championing media freedom
    The Journalists Association of (Western) Samoa (JAWS) is the national media association and is press freedom’s leading champion. JAWS spearheaded a media journalism studies programme based at the National University of Samoa in the effort to train journalists and promote media freedom but the course is not producing the quality journalism students needed as its focus, time and resources have been given the course.

    Meanwhile, the media standards continue to slide and there is fear that the standards will drop further in the face of rapid technological changes and misinformation via social media.

    A new deal for journalism
    The 2025 World Press Freedom Index by RSF revealed the dire state of the news economy and how it severely threatens newsrooms’ editorial independence and media pluralism.

    In light of this alarming situation, RSF has called on public authorities, private actors and regional institutions to commit to a “New Deal for Journalism” by following 11 key recommendations.

    Strengthen media literacy and journalism training
    Part of this deal is “supporting reliable information means that everyone should be trained from an early age to recognise trustworthy information and be involved in media education initiatives. University and higher education programmes in journalism must also be supported, on the condition that they are independent.”

    Finland (5th) is recognised worldwide for its media education, with media literacy programmes starting in primary school, contributing to greater resilience against disinformation.

    strong>LOS ANGELES – If you received rental assistance from FEMA and require further rental assistance while working toward your permanent housing goals, we encourage you to stay in touch with FEMA. Continued Temporary Housing Assistance (CTHA) may be available for those who qualify. 
    Rental Assistance is available as an initial temporary two-month grant for homeowners and renters to pay for somewhere to live if their primary residence suffered damage from the Los Angeles County wildfires. If you were displaced and need assistance covering housing costs you should contact FEMA to determine your eligibility for this program. If temporary housing is still needed after the first two months of receiving rental assistance, survivors can apply for CTHA based on three months of their actual monthly costs for rent and utilities or the Fair Market Rent, for up to 18 months from the date the disaster was declared, January 8, 2025, as long as they remain eligible.
    If you received funds for Additional Living Expenses through your insurance, you may be eligible for initial Rental Assistance once those funds are exhausted.
    To be eligible to apply for CTHA, survivors must meet the following conditions:

    Be awarded initial Rental Assistance and show they used this money to pay for temporary housing,
    Are unable to return to their pre-disaster residence because it is not safe to live in or is no longer available to them, due to the disaster.
    Demonstrate a continued disaster-caused financial need.
    Show that they have established a permanent housing plan and that they are working toward meeting that goal.

    What are eligible expenses: 

    CTHA is intended to cover the monthly rent amount (including lot rent, if applicable)
    Essential utilities (gas, propane, electric, water, oil, trash, sewer due to disaster-caused displacement)

    This does not include telephone, cable TV, or internet service for the housing unit. 

    If you were initially approved for Rental Assistance, an application for CTHA may be mailed to you 15 days after the grant is approved. If you do not receive one, please contact FEMA by calling 800-621-3362.
