  • MIL-OSI USA: New children’s books coming to Beaverton, Hillsboro and Tigard Oregon Department of Human Services offices

    Source: US State of Oregon

span dir=”ltr”>Staff from the Beaverton Oregon Department of Human Services (ODHS) Self Sufficiency and Oregon Eligibility Partnership programs, as well as some community volunteers, recently held a “book party.”

The party wasn’t the kind of party that’s about food, drinks and dancing. It was more about placing stickers in 980 books for pre-Kindergarten children. The Washington County Early Learning Hub donated the books as well as three new bookcases. The stickers provided information about Washington County Early Learning Hub resources for children and families. Community Partnership Coordinators, Kaylie Camp and Aubrey Stark, along with Oregon Eligibility Supervisor, Callie Herzig, led the stickering event. It included 10 volunteers from Just Create Community.

The books will be shared with two other ODHS Washington County offices, Tigard and Hillsboro Self-Sufficiency as well as in the ODHS Mobile Van.

Angela Day, Operations and Policy Analyst for the Self-Sufficiency and Child Welfare programs coordinated the books and bookshelves donation with the Washington County Early Learning Hub,

“Community engagement is important. We are working hard to engage with our community. One of the ways we are doing this is by having items available we can give out to families. Serving families and bringing literacy to children is beneficial for our community,” Day said.

Sandra Garcia Fresh, Operations and Policy Analyst; for Self-Sufficiency and Child Welfare programs also participated in the stickering event.

“The books create a more welcoming environment. Sometimes our offices all look the same. We have welcoming murals on the walls now, why not extend it to books. What’s better than having books available to read in your own language,” she said.

The books come in a variety of languages including: Arabic, Simplified and Traditional Chinese, Pashto, Russian, Spanish, Somali, Ukrainian and Vietnamese. There are also a variety of cultures represented in the books.

“Families wait for services in our lobby with their children. These books provide entertainment for young children. Parents can use them to interact with their kids while waiting. All this further promotes literacy for children in Oregon. By having books available in multiple languages, we are enhancing accessibility for more families in our community. Over the last year, we have taken steps to make our offices more family oriented and trauma informed, this is another way for us to do that and build relationships with the community members that we serve. My stepmom always said “reading is a window into the world. If you learn to read, you can do anything” Callie Herzig, Oregon Eligibility Supervisor, said.

Begoña Rodriguez Liern is the Director of the Early Learning Washington County Hub (ELWC), which donated the books and bookshelves. The hubs are designated to create an efficient early learning system to ensure that all children, from prenatal to age eight, receive the necessary opportunities and supports for success in school. ELWC used Birth through Five funds to support this initiative.

“Serving the diverse population from Washington County required some digging to get the books we wanted on specific topics such as inclusion, and STEAM, (Science, Technology, Engineering, Arts and Math). It is important for ELWC to support the children’s process around language acquisition as well as supporting the preservation of their native language. We also wanted to gussy up the offices, so they’d look more family-friendly, so we decided to give those spaces a lift up,” Rodriguez Liern said.

  • MIL-OSI United Kingdom: Illegal dumpers caught red-handed thanks to new solar-powered CCTV camera

    Evidence image

    Published: Wednesday, 7th May 2025

Three fly-tippers have been caught out by Stoke-on-Trent’s first solar-powered CCTV camera.

This is the first solar-powered rapid deployment camera used by Stoke-on-Trent City Council in a remote area, that has historically been a magnet for illegal dumping.

The CCTV camera is monitored seven days a week, 24 hours a day and was first installed in March on Red Hills Road, Milton – which has been highlighted by residents as an illegal dumping hotspot.

Success quickly followed, with the camera recording three people blighting the area with illegal waste during April.

Each has now received a fixed-penalty notice of £1,000.

Councillor Amjid Wazir OBE – cabinet member for city pride, enforcement and sustainability for Stoke-on-Trent City Council – said: “It’s great to see this new technology being put to good use.

“Flytipping is completely unacceptable. It doesn’t just blight local communities – it can also create fire hazards and public health risks.

“Our stance remains crystal-clear: dumping waste illegally will lead to a hefty fine.

“Stoke-on-Trent has two household waste recycling centres and people can also arrange for a home collection – which is roughly £950 cheaper than a fixed-penalty notice.”

Councillor Dave Evans, ward councillor for Milton and Norton, said: “It’s fantastic to see the camera on Red Hills Road catching and prosecuting people who don’t respect our village. This should send a clear message to those who wish to dump rubbish aren’t welcome in Milton, and they will be fined.”

The solar-powered RDC CCTV camera was funded through Stoke-on-Trent City Council’s Environmental Crime Unit, with a contribution from ward councillor, Cllr Dave Evans.

The Environmental Crime Unit is now considering installing further solar-powered CCTV units in other remote areas.

  • MIL-OSI China: Museum visits hit record high over China’s May Day holiday

Source: People’s Republic of China – State Council News

BEIJING, May 6 — During the five-day May Day holiday, museums across China recorded more than 60.49 million visits, setting a new record and marking a 17 percent increase year on year.

For many travelers, cultural sites have become must-see destinations during holiday.

At the Emperor Qinshihuang’s Mausoleum Site Museum in Xi’an, the capital of northwest China’s Shaanxi Province and a famed ancient Chinese capital, a tourist surnamed Zhou and her family from central China’s Henan Province were already in line for entry at 4 a.m. one morning of the holiday.

“It took us three days of attempts on our phones just to get tickets,” she said. “No matter how crowded it is, we had to come and see the treasures of our ancestors.”

To accommodate the surge in visitors, the museum increased its daily ticket supply by 15,000, bringing its total holiday capacity to 80,000, and it extended its opening hours into the evening.

Throngs of culture and history enthusiasts like Zhou and her family flocked to heritage-rich provinces such as Shaanxi, Jiangsu and Zhejiang, each of which drew over 4.5 million visitors during the holiday from May 1 to 5, according to the National Cultural Heritage Administration (NCHA).

The NCHA said that over the past decade, the number of museums in China has continued to grow, rising at an average of more than 200 per year.

Luo Wenli, deputy head of the NCHA, in April said that China had a total of 6,833 museums by the end of 2023, and information on 108 million state-owned movable cultural relics had been digitized with the development of smart museums and cultural relics databases.

Increasing numbers of Chinese museums have been attracting visitors with their digitization of cultural relics and application of new technologies.

In Wuhan, the capital of central China’s Hubei Province, the Hubei Provincial Museum launched a special VR show ahead of the May Day holiday, enabling visitors to interact closely with the Bianzhong — meaning “bells” — of Marquis Yi of Zeng, which are known as the world’s first “sound-producing music textbook.”

The VR show, “Journey Through the Bronze Age,” uses original sound samples from the Bianzhong of Marquis Yi of Zeng. With VR headsets, visitors can reach out to strike both the centers and sides of the bells to hear sounds that echo over 2,000 years of Chinese history.

According to Wang Shiyong, chief director of the show, the project includes more than 30,000 digital assets, with dozens of cultural relics from the museum virtually reconstructed with near-reality precision.

In addition to museums, national archaeological parks have also emerged as a major attraction during the past May Day holiday, registering over 3.31 million visits across 55 parks in the five days, data from the NCHA showed.

Visits to these parks rose 2.3 percent compared with the same period last year, with 11 parks each receiving more than 100,000 visits, the administration said.

During the May Day holiday, the Taosi National Archaeological Site Park in north China’s Shanxi Province officially opened to the public.

The park features several exhibition areas — including a site museum that opened in November last year, a palace complex, an observation platform and an astronomy pavilion — and aims to reproduce the Taosi relics site, which is the site of a Neolithic settlement in the Yellow River basin dating back about 4,500 to 3,900 years.

Wandering through the park, visitors can imagine the lives of their ancestors as they pass by the remains of a storage room, kitchen and icehouse, experience the ancient method of observing the sun from the observation platform, and touch digital devices in the astronomy pavilion to take a virtual journey through the vast cosmos.

“What impressed me most was the observation platform, which vividly illustrated the origins of the 24 solar terms,” said Zhang Shiyue, referring to a time knowledge system developed by Chinese people through the observation of the sun’s periodic movements. Zhang had traveled thousands of kilometers from China’s southwestern Yunnan Province to visit Taosi.

“This trip has deepened my respect and love for the Chinese civilization,” Zhang said.

China’s State Taxation Administration released value-added tax (VAT) invoice data on Tuesday, revealing robust consumer spending in the world’s second-largest economy during the just-concluded May Day holiday.

The five-day holiday, which ended on Monday, saw the sales revenues of consumer-related industries increase 15.2 percent compared to the corresponding period last year, the data showed.

The taxation authority said the nation’s consumer goods trade-in programs have boosted the sales of home appliances and communication devices. Spending on household goods and jewelry also increased significantly while custom-made travel services attracted a growing number of customers.

Specifically, retail sales of household appliances including refrigerators and washing machines surged 169.8 percent from last year’s holiday figure, sales of audiovisual products such as TVs grew 153.1 percent, and sales of communication devices such as smartphones jumped 118 percent.

Boosted by rising gold prices, sales of jewelry products grew 14.4 percent year on year during the holiday, the data showed.

The holiday also saw a tourism market boom, with the nation’s famous scenic areas seeing a 42.7 percent increase in sales revenues year on year.

Homestay businesses flourished during the period, with their sales revenues increasing 17.9 percent year on year.

The May Day holiday is typically one of the busiest travel periods of the year. During this time, the travel boom boosts revenues in tourism and retail sectors.

  • MIL-OSI China: Omani FM announces ceasefire deal between Yemen’s Houthis, US

Source: People’s Republic of China – State Council News

Oman has brokered a ceasefire between Yemen’s Houthi group and the United States, Omani Foreign Minister Sayyid Badr bin Hamad bin Hamood Albusaidi said in a statement on Tuesday.

“In the future, neither side will target the other, including American vessels, in the Red Sea and Bab al-Mandab Strait, ensuring freedom of navigation and the smooth flow of international commercial shipping,” the statement said.

The minister also expressed his country’s gratitude to both parties for their “constructive” engagement, stating that it hopes the agreement will pave the way for further progress on regional issues and contribute to achieving justice, peace, and prosperity for all.

Ahead of a meeting with Canadian Prime Minister Mark Carney, U.S. President Donald Trump said the halt would start immediately, after the Houthis approached the administration on Monday night, indicating “they want to stop the fighting.”

“The Houthis have announced … that they don’t want to fight anymore. They just don’t want to fight,” said Trump. “We will honor that, and we will stop the bombings … and they have capitulated.”

In a post on X, Mohammed Ali al-Houthi, head of the Houthi Revolutionary Committee, said the U.S. “halt of aggression against Yemen” will “be evaluated on the ground first.”

He noted that the group’s operations “were and still are in support of Gaza to stop the Israeli aggression and allow the entry of aid” into Gaza, indicating that the ceasefire with the United States did not include a halt to the group’s attacks on Israel.

Meanwhile, the head of Houthi supreme political council, Mahdi al-Mashat, said in a statement, reported by Houthi-run al-Masirah TV, that “there will be no retreat from supporting Gaza, no matter the cost. What happened proves that our strikes are painful and will continue.”

“To all Zionists, from now on, take shelter or leave for your homeland immediately. Your failed government will no longer be able to protect you,” al-Mashat claimed in the televised statement.

Tensions between the Houthis and the United States intensified after Washington resumed airstrikes on Houthi targets in Yemen on March 15. The strikes were aimed at deterring the group from attacking Israel and U.S. warships.

  • MIL-OSI China: Indian Air Force to hold war games along border with Pakistan

Source: People’s Republic of China – State Council News

Amid escalating tensions, the Indian Air Force (IAF) will hold large-scale military drills on Wednesday in the western state of Rajasthan, along the international border with Pakistan, local media reports said Tuesday.

“The drills will begin at 9:30 p.m. (local time) on Wednesday and end around five-and-a-half hours later. Flights departing or landing at the airport close to the border will be suspended,” a New Delhi-based television news channel NDTV said, quoting a NOTAM, or Notice to Airmen, issued Tuesday evening.

Another media report said a two-day mega military exercise will involve all the frontline fighter jets, including Rafale, Su-30 and Jaguar aircraft.

Separately, states are scheduled to conduct mock drills on Wednesday to evaluate civil defence preparedness. Officials said a civil defence exercise and rehearsal across the 244 categorized civil defence districts will be organised.

According to state-run broadcaster All India Radio (AIR), the mock drill will assess the effectiveness of air raid warning systems, the operationalization of hotline or radio communication links with the IAF, besides testing the functionality of control rooms.

“The exercise also includes training of civilians and students on civil defence aspects to protect themselves in the event of a hostile attack. Besides the provision of crash blackout measures, provision for early camouflaging of vital installations and update of the evacuation plan and its rehearsal are also included in the mock drill,” the broadcaster said.

The war games are being conducted amid heightened tensions between India and Pakistan over last month’s attack in which gunmen killed 26 people in Baisaran area of Pahalgam town, about 89 km east of Srinagar city, the summer capital of Indian-controlled Kashmir.

New Delhi blames Islamabad for supporting the gunmen behind the attack, a charge denied by it.

The Indian government on Wednesday confirmed carrying out air strikes on nine identified “terrorist-training camps” located in the Pakistan-controlled Kashmir.

Indian Prime Minister Narendra Modi personally monitored the air strikes, according to Indian media reports.

The air strikes were carried out under “Operation Sindoor,” which was dedicated to the women whose husbands were killed in the Pahalgam area of the Indian-controlled Kashmir on April 22, the reports said.

“Altogether nine sites have been targeted. Our actions have been focused, measured and non-escalatory in nature. No Pakistani military facilities have been targeted. India had demonstrated considerable restraint in the selection of targets and method of execution,” India’s Ministry of Defence said in a press release.

The director general of the Inter-Services Public Relations, the media wing of the Pakistan Army, said that at least eight civilians, including a child, were killed, 35 others injured and two missing after India fired missiles at multiple locations in the Pakistan-controlled Kashmir.

Pakistan has shot down five Indian fighter jets in retaliation for overnight airstrikes conducted by India at multiple locations within Pakistan, the country’s defence minister said early Wednesday.

Pakistan’s foreign office called it an unprovoked and blatant act of aggression, denouncing the strikes as a “flagrant violation of the UN charter, international law, and established norms of inter-state relations.”

“India’s reckless action has brought the two nuclear-armed states closer to a major conflict,” said the foreign office, emphasizing that Pakistan reserves the right to respond “at a time and place of its choosing.”

The exhibition, jointly hosted by the county government and Beijing Tourism Group, runs through early June at the former imperial garden, which is marking its 100th anniversary of opening to the public.

This year’s exhibition has more than doubled in size, featuring over 500 works in 22 categories compared with last year’s event, which showcased 200 exhibits across 11 categories and drew more than 120,000 visitors.

The exhibition highlights masterpieces of traditional craftsmanship from Rangtang county in Sichuan’s Aba Tibetan and Qiang autonomous prefecture. Featured works include traditional painting, metalwork, ceramics, weaving and dyeing, embroidery, and wood and stone carving.

A standout feature of the exhibition is the innovative “Thangka + Porcelain Painting” series, where over a dozen artists skilled in traditional Tibetan Buddhist scroll painting spent three years in Jingdezhen, a world-famous porcelain city in Jiangxi province. There, they merged Thangka art with ceramic techniques to create the “Thousand-Armed, Thousand-Eyed Guanyin” porcelain panel collection.

Visitors can also watch master artisans demonstrate traditional painting and weaving techniques through live workshops. A new section showcasing contemporary adaptations of Buddhist motifs into fashion accessories aims to attract younger audiences.

The exhibition is organized by the Rangtang Intangible Cultural Heritage Center, founded by Jamyang Lodro Rinpoche, a national-level inheritor of a Tibetan Buddhist music genre. Starting with a single facility offering free painting classes to disadvantaged children in 2010, the initiative has grown to 47 training centers teaching traditional skills ranging from medicine to ceramics, with additional branches in major cities including Shanghai.

The remote Rangtang county, once among China’s poorest regions, has turned to its cultural heritage to drive economic development after years of isolation and industrial underdevelopment. The initiative has revived community pride, trained over 1,000 young people, and advanced poverty relief and rural revitalization while promoting heritage preservation and cultural tourism.

The centers have trained 174 representative inheritors of intangible cultural heritage over the past decade. To provide career opportunities for these artisans, the county has also launched an innovation park that develops heritage-based products ranging from paintings to herbal care items.

The county now sells Thangka paintings, ceramic art, Tibetan medicinal baths and herbal care items nationally and internationally, generating annual sales exceeding 10 million yuan ($1.4 million). The initiative has boosted incomes for more than 3,000 local farmers and herders.

The heritage centers have held exhibitions in cities including Beijing, Shanghai, Chengdu and Hangzhou, featuring more than 100 works that blend traditional craftsmanship with modern design. In 2023, the government designated Rangtang as a national pilot zone for cultural industry-driven rural revitalization.

Jamyang Lodro told China.org.cn that while most students at the centers come from farming and herding families, many have become accomplished artists through specialized training programs lasting up to eight years. The center offers full scholarships and living stipends to ensure students from poor backgrounds can complete their training.

Rangtang’s centers have partnered with top institutions, including Tsinghua University, Zhejiang University, the Central Conservatory of Music and various museums. These partnerships have broadened students’ skills while connecting Qinghai–Xizang Plateau traditions with the wider world. The trainees now serve as bridges between traditional culture and modern industries, helping integrate ancient arts into the contemporary creative economy.

Jamyang Lodro says each piece represents a personal journey: young people who overcame difficult backgrounds to transform their lives through art and tradition.

“It’s about loving and understanding life itself,” he said, emphasizing his vision of not only nurturing their skills but also their inner being. “They came to know themselves better through these traditional arts and discovered their true selves.”

He emphasized that Chinese arts must maintain their authenticity when shared internationally. “Through all our works, we clearly show them who we are. We turn inward, not outward. If your artworks merely mimic Western art, international audiences won’t respect you. We have our own philosophy, inner meaning and artistic traditions. We have our own charm. That’s what they respect. From there, we can have cultural dialogue.”

  • MIL-OSI New Zealand: MSF – Israel’s New INGO Registration Measures Are a Grave Threat to Humanitarian Operations and International Law – 55 Organisations Say

Source: Médecins Sans Frontières (MSF) – Doctors Without Borders

The undersigned 55 organisations operating in Israel and the occupied Palestinian territory (oPt) call for urgent action from the international community against new Israeli registration rules for international NGOs. Based on vague, broad, politicised, and open-ended criteria, these rules appear designed to assert control over independent humanitarian, development and peacebuilding operations, silence advocacy grounded in international humanitarian and human rights law, and further entrench Israeli control and de facto annexation of the occupied Palestinian territory.

For over a year and a half, humanitarian organisations have continued operating despite unprecedented constraints. In 2024, they reached millions of people across the oPt with essential services – from food and water to mobile clinics, legal aid, and education. The new registration rules now threaten to shut this work down. These measures go beyond routine policy. They mark a serious escalation in restrictions on humanitarian and civic space and risk setting a dangerous precedent.

Under the new provisions, INGOs already registered in Israel may face de-registration, while new applicants risk rejection based on arbitrary, politicised allegations, such as “delegitimising Israel” or expressing support for accountability for Israeli violations of international law. Other disqualifiers include public support for a boycott of Israel within the past seven years (by staff, a partner, board member, or founder) or failure to meet exhaustive reporting requirements. By framing humanitarian and human rights advocacy as a threat to the state, Israeli authorities can shut out organisations merely for speaking out about conditions they witness on the ground, forcing INGOs to choose between delivering aid and promoting respect for the protections owed to affected people.

INGOs are further required to submit complete staff lists and other sensitive information about staff and their families to Israel when applying for registration. In a context where humanitarian and healthcare workers are routinely subject to harassment, detention, and direct attacks, this raises serious protection concerns.

These new rules are part of a broader, long-term crackdown on humanitarian and civic space, marked by heightened surveillance and attacks, and a series of actions that restrict humanitarian access, compromise staff safety, and undermine core principles of humanitarian action. They are not isolated but part of a wider pattern that includes:

Blocking or delaying aid through arbitrary bureaucratic restrictions, logistical obstacles, and complete sieges, denying essential lifesaving supplies to Palestinians.
Killing more than 400 humanitarian workers in Gaza, injuring and detaining countless others, and repeatedly attacking marked and notified humanitarian premises, facilities or convoys.
Passing legislation aimed at curtailing the operations of UNRWA, the largest provider of essential services for Palestinians.
Advancing legislation to impose a tax of up to 80 per cent on foreign government funding to Israeli NGOs, while barring them from seeking recourse through the Israeli court system – including organisations that serve as partners for INGOs to deliver assistance and uphold protections in communities facing displacement, demolitions, or settler violence.
Suspending work visas for international staff and revoking permits for Palestinians residing in the West Bank to access Jerusalem, severely disrupting operations.

And now, making INGO registration conditional on political and ideological alignment, undermining the neutrality, impartiality and independence of humanitarian actors.

Under international humanitarian law, occupying powers are obligated to facilitate impartial humanitarian assistance and ensure the welfare of the protected population. Any attempt to condition humanitarian access on political alignment or penalise organisations for fulfilling their mandate risks breaching this framework. The International Court of Justice (ICJ) ordered Israel to allow unimpeded delivery of humanitarian aid to Gaza in three legally binding provisional measures orders in 2024. Yet, these new rules expand and institutionalise existing barriers to aid.

We call on States, donors, and the international community to:

    • Use all possible means to protect humanitarian operations from measures that compromise neutrality, independence, and access – including staff list requirements, political vetting, and vague revocation clauses.
    • Take concrete political and diplomatic action beyond statements of concern to ensure unhindered humanitarian access and prevent the erosion of principled aid delivery.
    • Support INGOs and Palestinian and Israeli civil society organisations through legal assistance, diplomatic support, and flexible funding to help mitigate legal, financial, and reputational risks. Donors must defend principled humanitarian and human rights work.

The undersigned 55 organisations stress that engagement with the registration process to preserve critical humanitarian operations should not be misinterpreted as endorsement of these measures.

These 55 organisations remain committed to the delivery of humanitarian aid, along with development and peacebuilding services and activities that are independent, impartial, and based on need, in full accordance with international law and the humanitarian principles derived from it. INGOs stand ready to engage with Israeli authorities in good faith on administrative processes but cannot accept measures that penalise principled humanitarian work or expose staff to retaliation. These measures not only undermine assistance in the oPt but also set a dangerous precedent for humanitarian operations globally.

Spotlighting Ecco the Dolphin Creator Ed Annunziata

Q: Ecco the Dolphin has been praised for raising awareness about ocean conservation. What inspired you to use a video game to communicate such an important environmental message, and what do you hope players take away from their experience in the ocean world you created?

A: Long ago, back in the 8-bit days, I used to make educational games for the Apple II. I knew even then the potential of games to enlighten. I made a bunch of games in 6502 Assembler, or my favorite, Machine Language.

Eventually, I got to work on ‘Voyage of the Mimi’, a TV show about a young boy (Ben Affleck at 12) and his grandfather, who studied whale migration on his boat, Mimi. It was a great show, and I got to work on the Apple II science games that went along with it.

Once I started learning about whales (and making games about them), I became obsessed with the subject matter.

I read everything I could get my hands on. No internet, only libraries and books that I purchased from bookstores. Like the novel, ‘The Sounding’, by Hank Searls. This story was from the point of view of a sperm whale. I was enthralled by the notion that not only were these creatures sentient but probably as smart as we are!

My heart was always in video games, even though I made learning games for a living at the time. I started to dream about a game where you experience life as a dolphin. I chose a dolphin because I figured it’s as close to a person as all the whales. But when I considered the actual play mechanics, I had to prototype it.

Q: The Pacific Islander community holds a deep spiritual and practical connection to the ocean, which is central to their culture. How do you think games like Ecco the Dolphin can help players understand the significance of ocean preservation and the cultures that rely on it?

A: Imagine a culture connected directly to the ocean’s ecosystems over generations. Growing and evolving together, humans contribute to the ecosystem rather than taxing it. Over time, they would learn about all the ocean cycles and how to get into sync with them. Anything that fosters a connection between humans and the ocean should be enthusiastically embraced.

Q: As a pioneer in the gaming industry, what role do you think the gaming community plays in raising awareness about global issues like environmental sustainability, particularly when it comes to protecting ocean ecosystems?

A: If I may be forthright with my bias about gamers. I feel gamers possess a higher than average IQ than the average human. Not only because they are frequently fully engaged and challenged mentally with real-time systems and information technology, but they are highly socially connected as well. Like the ocean, a gaming community is an ecosystem – games like Ecco can and should be a conduit to join these realms.

A big part of the game is understanding the ocean as a singular biological system that is made up of systems that interact with each other. This is a complex biological dance that humans can be a part of.

I have high expectations of gamers for all the above-stated reasons. But there is something else gamers possess that can make the difference, and that is love. A universal love of games and gaming gives us all something we all share, when games like Ecco reach the hearts of gaming communities, that love can really make things happen in the real world.

Q: What does the future hold for gaming’s favorite Dolphin?

A: Me and the entire original team are going to Remaster the original Ecco the Dolphin and Tides of Time games. Then we will make a new, third game with contemporary play and GPU sensibilities. Stay tuned to eccothedolphin.com

  • MIL-OSI United Kingdom: ‘This will not be tolerated’ – city fly tippers warned as vehicle seized and crushed

    Source: City of Wolverhampton

The action was taken as part of an ongoing investigation into fly tipping and other waste offences.

The distinctive sign written vehicle has been destroyed after the registered keeper failed to claim the vehicle and failed to pay a fixed penalty notice issued by the council’s environmental crime team.

Decisive action has been taken to prevent the vehicle being used in future waste crimes and the council hopes it will send a clear message to anyone thinking of spoiling the city in this way.

Officers first identified the van being used in an incident of fly tipping in the St Peter’s ward of the city last July, when building materials were dumped on land owned by Wolverhampton Homes. The incident was filmed by a resident and evidence was submitted to the council.

Although the vehicle was not seen at the registered keeper’s address, the environmental crime team continued to search, and it was eventually located in February this year in a different part of the city. Officers then seized the vehicle and investigations are currently ongoing.

The destruction of the vehicle comes as the Government has announced a crackdown on fly tipping which will include a focus on seizing and crushing vehicles of waste criminals as well as tougher penalties for waste operators who operate illegally.

Ministers say drones and mobile CCTV cameras will also be deployed to identify cars and vans belonging to fly tippers so they can be destroyed.

City of Wolverhampton Council already uses a drone and CCTV cameras in its on going battle to tackle fly tipping and has previously crushed vehicles. In January this year, the council also increased the amount fly tippers can be fined, from £400 to £1,000.

These initiatives run alongside the city’s successful Shop a Tipper campaign. Under the campaign, anyone suspected of dumping rubbish has their images shared to appeal for information to help identify them.

Statistics from Defra show that over the past 10 years, the council has issued 330 Fixed Penalty Notices for fly tipping, carried out 58 prosecutions and seized 24 vehicles. In addition, Defra’s latest published statistics show that while fly tipping is on the rise nationally, incidents are reducing in Wolverhampton.

Councillor Bhupinder Gakhal, cabinet member for resident services at City of Wolverhampton Council, said: “This isn’t the first time that we have used our powers to crush a vehicle used for fly tipping and we want people to know that we will not hesitate to do it again if such selfish and criminal acts continue.

“We welcome the announcement by the Government to focus on this crime and we are proud that the council is already using all of these interventions to identify and prosecute fly tippers – these include our drone, our CCTV cameras and track record of crushing vehicles.

“Fly tipping costs Wolverhampton taxpayers around £300,000 a year and we will not tolerate it. This behaviour is anti social, harmful to people and wildlife, and an eyesore. It’s especially offensive to anyone who lives or works in the city and disposes of their waste responsibly.

“We work very hard in the city to tackle fly tipping, and our committed action means that while figures for fly tipping are increasing nationally, the latest published statistics from Defra show Wolverhampton has actually seen a reduction in fly tipping incidents.

“It is our clear message that anyone who is found to have fly tipped in Wolverhampton will face action, whether that is a fine, a criminal prosecution or having their vehicles seized and crushed. We will not stand by and allow these criminals to spoil our city.”

Under the city’s Shop a Tipper campaign, residents are encouraged to contact the council with information about fly tipping. If the information provided leads to successful identification, and FPNs are issued and paid or a prosecution takes place, residents receive a £100 Enjoy Wolverhampton Gift Card.

Residents can contact 01902 552700 with information or report online at Fly-Tipping – Shop a Tipper.

Residents are also reminded that waste can be disposed of free of charge at our Household Waste and Recycling Centres (tips) which are open 7 days a week from 8am to 4pm. Centres are at Anchor Lane, Lanesfield, Bilston and Shaw Road, Wolverhampton.

A bulky item collection service to dispose of big unwanted items is also available, find out more at Bulky item collection.

Derry Schools Swing into Jazz with Live Music Now

    6 May 2025

As Derry enjoys its annual Jazz and Big Band Festival this weekend, the sound of swing is echoing through local schools thanks to a vibrant outreach programme funded by Derry City and Strabane District Council, delivered by Live Music Now. The initiative aims to ignite a passion for jazz in the next generation, ensuring the festival’s legacy resonates with young people across the city.

Aisling McCallion, Festival Co-ordinator with Derry City and Strabane District Council, explained more: “Inspiring and providing opportunities for new talent is one of our main priorities at the City of Derry Jazz Festival and we want its legacy to filter down through the generations. Our local schools really support the festival and the Live Music Now programme provides a wonderful experience for all those who take part. The pupils have the opportunity to enjoy the unique experience of a live performance and to learn from some of our most talented local musicians.

This year’s programme featured two key components. Firstly, “Jazz Labs” brought the infectious energy of jazz to seven schools. Professional jazz musicians Neil Burns, Victoria Geelan, Meilana Gillard and John Leighton delivered 19 engaging performances, introducing pupils to the fundamental elements of the genre and sparking their curiosity about the upcoming festival.

Secondly, the “School of Jazz” programme provided a more intensive experience for aspiring young musicians in two local schools. Students at St Patrick’s and St Brigid’s College and St Joseph’s Boys School were honing their skills in improvisation and performance under the guidance of our seasoned jazz professionals. This immersive programme was designed not only to develop their musical talents but also to sow the seeds for future careers in music.

The culmination of the “School of Jazz” was held within each school with a “Mini Jazz Festival “. These showcases will provide a platform for the young musicians to demonstrate their newfound skills, sharing the stage with their professional mentors and celebrating the vibrant sounds of jazz.

St Patrick’s and St Brigid’s hosted their showcase on Thursday 1st May followed by St Joseph’s Boys School on Friday 2nd May. Head of Music at St Patrick’s and St Brigid’s College, Gareth Doherty said. “We had a great week working with Meilana and John. They gave an excellent concert workshop to our Year 9 pupils introducing them to jazz. Our GCSE music students and school band members had a great experience getting coached in performance skills and musicianship to perform together and showcase a number of songs to our own Year 8 pupils. Meilana and John were very encouraging and helped our students to perform and improvise with confidence. They have really flourished from the experience.”

“This project is about more than just introducing jazz to schools,” says Margaret Kelly, Project Manager from Live Music Now Northern Ireland, “It’s about igniting a lifelong love of music, fostering creativity, and providing young people with the opportunity to connect with professional musicians. We hope to inspire the next generation of jazz artists and ensure that the City of Derry’s rich musical heritage continues to thrive.”

Foyle favourite Colum Arbuckle kicks off Jazz Festival with new book

    2 May 2025

Derry has always been a city of music, but one of its proudest eras has to be that of the showbands, which offered young aspiring stars from the city the chance to cut loose and take their talents all over the world. One of those bright-eyed musicians was musician, producer and broadcaster Colum Arbuckle, who has now written an account of his time on tour – the tame version, he hints – which launched yesterday on the opening evening of this year’s City of Derry Jazz Festival.

Anyone who grew up in the whirl of 1960’s Derry will uncover a treasure trove of well-known characters and memories within the pages of ‘Radio, Romance and Rock ‘n’ Roll’ which Colum has been working on since his ‘sort of’ retirement from BBC Radio Foyle after a busy 40-year career. It’s fitting that the launch took place amidst the buzz of the Jazz Festival where many of his musician peers have proudly taken centre stage over the years, including the godfather of Jazz himself, Gay McIntyre, who was a much-admired mentor to Colum over the years.

Colum was joined by fellow jazz aficionados Jim Whiteside, Jim McDermott, John and Fiona Trotter, Joseph Leighton and the Paul McIntyre Quartet on stage at the Guildhall after the launch for a show-stopping showcase of local talent to open the festival.

It was an opportunity to revisit the music that paved the way for a lifetime of gigging, broadcasting and producing that has made Colum one of Derry’s best loved radio personalities.

The Mayor of Derry, Councillor Lilian Seenoi Barr, paid tribute to the veteran broadcaster as she welcomed a crowd of family, friends and colleagues to the launch. “Colum’s career as a professional musician spans an incredible 60 years. He was still at St

Columb’s College when he got his first spot with the Willie Campbell Showband – and he’s gone from strength to strength ever since, playing all over the world with some of the biggest names in the business.

“He leaves a fantastic music legacy for the city where he has championed so many up and coming artists over the years as a producer and sound engineer, including D:Ream’s Peter Cunnah, Snow Patrol’s Johnny McDaid and Brónagh Gallagher. It’s so fitting that Colum launches his humorous and heartwarming memoir at the Jazz Festival alongside the musicians who feature in his fond memories of the early years on the road. Radio, Romance and Rock ‘n’ Roll’ is a must read for anyone interested in Derry’s proud musical history down the years.”

Speaking ahead of the event, Colum said: “I never had any intention of publishing the book. I had really just wanted to record some of these stories for my family. It was my wife Sharon who took it to her book club and then came back and said – you really need to publish this! I hope that the stories resonate with people and bring back a few memories.

“I have many happy memories over the years and I’ve worked with some fantastic people but I think my favourite moments have been the outside broadcasts. I always loved getting out into the local community and letting ordinary people tell their stories. Radio Foyle is very much a community station and that’s what makes it special. Covering local events like the Foyle Maritime Festival and Stendhal with my great friend Mark Patterson, out amongst people, those are the standout moments. Though I’ve been lucky enough to meet lots of big names over the years. I’ve played with the Drifters and met Donovan and Suzie Quatro, and I’ve had the opportunity to travel, playing the music I love. It’s been pretty amazing actually.”

Colum took the opportunity on the night to pay a moving tribute to Gay McIntyre, and his dear friend Gerry Anderson with whom he toured and shared the airwaves at BBC Radio Foyle for many years.

‘Radio, Romance and Rock ‘n’ Roll’ is available to buy through Colmcille Press.

The City of Derry Jazz and Big Band Festival is delivered by Derry City and Strabane District Council with support from Diageo and EY.

Sunshine brings out the crowds for the City of Derry Jazz Festival

    6 May 2025

The ‘City of Song’ certainly lived up to its name at the weekend as tens of thousands soaked up the sunshine and the sounds at the City of Derry Jazz and Big Band Festival.

It was the 24th year of the renowned festival and it did not disappoint, with early indicators that numbers this year are expected to exceed the 100,000 mark.

The festival ended on a high note on Bank Holiday Monday, with the sunshine keeping the al fresco party going all weekend. On Saturday and Sunday night headliner Billy Ocean brought some A-list magic to the Millennium Forum and had the crowds on their feet for an extravaganza of iconic hits. Waterloo Street was bouncing to the sound of the Mr Wilson’s Second Liners on Sunday evening, while the Craft Village and Guildhall Square were filled all weekend with fair weather jazz fans.

Looking back on the events, Mayor of Derry and Strabane Councillor Lilian Seenoi Barr, said it had been a fabulous celebration from start to finish. “What a weekend – the city was absolutely swinging from when the first note sounded on Thursday until the curtain closed this evening. We welcomed music lovers from all over the world and it was wonderful to see everyone coming together out on the streets.

“I want to take this opportunity to thank the Council team for all their work on the festival which really excelled all expectations this year. And I want to thank everyone in the business community for getting on board and making it such a success from start to finish. Next year is the 25th anniversary of the jazz festival and I’m really looking forward to marking the milestone of this fabulous event in style.”

This year the festival saw over 400 performances delivered by over 190 acts in pubs, hotels, outdoor stages, jazz hubs, cafes and even street corners. The atmosphere was electric and the good weather brought people of all ages out in the sunshine to enjoy outdoor performances, and soak up the festival vibes.

With over 100,000 attending over the weekend, the jazz festival always provides a significant boost to the local economy and heralds the start of the summer tourist season. The additional footfall and trade generated and high hotel occupancy rates, highlight the festival’s crucial role in showcasing the city’s renowned hospitality.

Head of Culture with Derry City and Strabane District Council, Aeidin McCarter, praised the collective effort behind the hugely successful event. “I am absolutely delighted with the overwhelming success of this year’s City of Derry Jazz and Big Band Festival. To see tens of thousands of people out enjoying themselves in our city was truly wonderful and the great weather was an added bonus. It’s a testament to the exceptional local talent we have here in the city, and each year our international artists return again and again because of the unbelievable atmosphere and the hospitality that sets this place apart. I want to extend a huge thank you to everyone involved in organising, from our festivals team to the streetscape crew who were out on the ground keeping the city clean for visitors all weekend. My sincere gratitude goes out to all the local businesses – the venues, hotels, restaurants, retailers and of course our sponsors – whose partnership and support are absolutely vital. Their enthusiasm and commitment to the event brings visitors back year after year.”

As the dust now settles after a wonderful weekend, planning will soon begin for next year’s 25th anniversary edition, building on the success of 2025 and 24 years of jazz.

The City of Derry Jazz and Big Band Festival is delivered by Derry City and Strabane District Council with support from Diageo and EY.

by Anselmo Fabiano*Kom Ghareeb (Agenzia Fides) – Temperatures here are already approaching 30 degrees Celsius. In recent days, we experienced a sandstorm, one of those scenes from movies where dust and sand obscure everything, even the sun. Fortunately, it only lasted a few hours, partly because then movement becomes complicated and dangerous. The activities of our parish of the Virgin Mary are progressing well, accompanied by the joy of the Risen Lord after the intense Easter week.A week in which we truly prayed a lot between the various celebrations, rites, and Masses. An extraordinary richness that gave me the opportunity to share the authentic and profound faith of these people. Everything was new to me, and so, like a child, I discovered new rites, prayers, and signs, trying to understand their deeper meaning. It was certainly an unforgettable and deeply enriching faith experience.I was deeply moved by the Good Friday prayer, when the priest, in a very special rite, anointed the icon of the death of Jesus with the perfume of nard and various oils. The perfume filled the church and allowed us to gather with Mary in prayer, eyes closed, and feel almost physically close to her. We shared this intense moment of faith before the body of the dead Jesus, lovingly caressed by Mary and then carefully placed in the tomb, thus experiencing the great mystery of our salvation. It is Mary who accompanies us on our journey even in this month of May, dedicated to her. Even from Egypt, the prayer of the Holy Rosary unites us and allows us to pray for the whole world and especially for the Church, which is called to elect a new Pope. Here, prayer becomes life, and life becomes prayer. The children and young people also pray for their end-of-year exams so that they can complete the school year in the best possible way. I meet them in the morning as they go to school; they stop by church to greet Jesus, and they are always joyful, even if they may be a little worried and nervous. The prayer of adults is also a prayer for the harvest of the fields, especially wheat, so that it bears good fruit and guarantees a good harvest for the whole year. I also try in my own way, to take the faces of the people I meet and whom I carry in my heart into prayer, and at the same time, to transform my daily life into a prayer in which I thank God for all the good, and sometimes difficult, things he grants me on my journey. • MIL-OSI Russia: “This is their Victory.” The “Glagol” Theatre staged a play about the generation of victors

    Translation. Region: Russian Federal

Source: Peter the Great St Petersburg Polytechnic University – Peter the Great St Petersburg Polytechnic University –

On May 3, the People’s University Theatre “Glagol” of SPbPU hosted the premiere of the musical and poetic composition “Shards of Silence”, dedicated to the 80th anniversary of the Victory in the Great Patriotic War of 1941-1945.

In the performance, staged by the artistic director of the theater by Konstantin Gershov based on poems about the war and memories of front-line soldiers, brought together actors of different generations – from experienced masters who graduated from the Polytechnic in the 80-90s of the last century, to first-year students. This musical and poetic performance became an immersion, a kind of bridge between the past and the present.

“At the end of March, when the repertoire of “Glagol” was being put together until the end of the season, an idea was born to do something dedicated to the anniversary of our Victory,” says Konstantin Gershov. “I buried myself in poetry and documents. As a result, a script for a musical and poetic composition appeared, and during several rehearsals, the play “Shards of Silence” came into being, which intertwined poetry, music, songs, and the memories of front-line soldiers. Conventional theater intertwined with newsreels, familiar songs of the war years became visible. Parallel dramatic stories unfolded within them. The play was glued together from different genre “shards,” moods, conditions, and atmospheres. Those who had the opportunity and desire took part in the play. As a result, several generations of Glagolits and four first-year studio students came together in the common work, which makes me very happy as the theater’s artistic director. We dedicate the play “Shards of Silence” to our ancestors. This is their Victory. And our memory of this Victory.”

Poems by Vladimir Agatov, Olga Berggolts, Vladimir Vysotsky, Semyon Gudzenko, Yulia Drunina, Mikhail Isakovsky, Boris Kovynev, Mikhail Kulchitsky, Boris Laskin, Vasily Lebedev-Kumach, Mark Maksimov, Alexey Markov, Alexander Mezhirov, Bulat Okudzhava, David Samoilov, Boris Slutsky, Konstantin Gershov, Sergey Slesarev, Alexander Tsirlinson and other poets were recited from the stage.

The audience heard excerpts from letters and memoirs by Pavel Kogan, Alexey Panteleyev, Boris Polevoy, Vasily Subbotin, and Nikolay Chukovsky.

The musical accompaniment included music by Nikita Bogoslovsky, Matvey Blanter, Dmitry Shostakovich, Vladimir Vysotsky, Frederic Chopin, Pyotr Tchaikovsky, Maria Bulat and other composers. The songs included “A Girl Sees Off a Soldier at the Position”, “Blue Handkerchief”, “The Morning Paints with Gentle Light”, “Three Tankers”, “Dark Night”, “Katyusha”, “It So Happened That the Men Left”, “How Disturbing the Memory is the September Evening”.

Stasys Krasauskas’s engravings from the “Forever Alive” series, Sergei Larenkov’s photographs from the “Blockade Leningrad” series, and fragments from the film “Two Fighters” fit organically into the performance’s design.

The production designer is Lyudmila Radchenko. Musical director is Maria Bulat. Sets by Dmitry Afinogenov and Lyudmila Radchenko, costumes and props by Lyudmila Radchenko. Assistant directors are Master’s student of IPMET Irina Smirnova (she is also a lighting designer) and ISI-2021 graduate Kirill Molev (he is also responsible for sound and video together with 3rd year IE student Mikhail Denisov).

After the premiere, the actors shared their impressions of working in the play.

Tatyana Mironova, 1995 GTF graduate, performer of the role of Woman: It can’t be called excitement, it’s something else, to the point of ringing in the ears, as if you’ve gone through a portal and feel everything differently. Thank you for the opportunity to be in such a project, to pronounce the names of grandfathers from the stage, for the memory, for the dedication, for this special energy!

Darya Nonina, FEM-2001 graduate, performer of the roles of Woman and Mathematician: Those who went through the war, talked little about it. People avoided the topic. They were silent… Over time, they began to talk little by little. With fragmentary memories. Short. Sharp. The silence began to look like a panel of fragments. This composition, which we showed to the audience on May 3, is assembled from small and not so small details. Poems. Songs. Photos… I want to keep quiet after that Saturday. Although no… I want to say that the rehearsals went on as usual. Every now and then we would get a lump in our throats. But we managed. And then we got to the rehearsal of the finale. And I had to talk, but I couldn’t. I couldn’t say that my dad was a prisoner of a concentration camp. Because in the composition I also got a small role of a fascist mathematician, who had to dryly tell about the profit from each prisoner. On Friday evening it seemed that the composition was falling apart, crumbling, not fitting into a mosaic. And then Saturday came. What happened to us overnight? I don’t know… But all the participants suddenly connected with an invisible strong string, rallied, gathered, clenched into a fist. And the panel became voluminous, bright.

Irina Gumarova, a 2016 graduate of the Polytechnic Institute of Humanities, performer of the roles of the Woman in Black and the Singer: It was a time of unity, open emotions. I have never seen the audience applaud so unanimously, with tears in their eyes. It was clear that this applause was intended for those whose lives fell on the terrible years of the war. It seemed that all our ancestors were standing next to us.

Dmitry Fedorov, a first-year student at the Polytechnic Institute of Secondary Vocational Education, who plays the Soldier: Preparation for “Shards of Silence” was very interesting, educational and intensive. I learned a lot about the life of a Soviet soldier: how to wear a tunic, how to properly handle a carbine. I watched Soviet films about the war, about the horrors of those years. Many viewers cried that evening, which means that we were able to reach the hearts of the public.

Igor Samoilov, student of the Institute of History and Culture, performer of the role of the Soldier: Work on this performance advanced my understanding of the Great Patriotic War, I began to treat this topic more seriously and responsibly, I began to understand more clearly what ordinary people with ordinary human souls actually went through in the forties, what a severe test our ancestors withstood. Now, I think I understand how it felt. The performance, composed by Konstantin Valentinovich, gives an opportunity to look into that time and experience it together with the characters of the production.

Alina Buyanova, first-year student at the State Institute of Theatre Arts, performer of the role of the Girl: I am glad that my debut on the Glagol stage fell on such a performance. I never went backstage during a single rehearsal, I always stood behind the stage and watched. And every time – both during the rehearsals and during the performance – I was shivering from head to toe. Many episodes were chilling. In “Shards of Silence” I had the role of the Girl, a weightless and intangible image, a part of which lived in the soul of everyone during that harsh wartime, this is such a sincere and strong hope, a peaceful blue sky and tenderness. For me, this image is a contrast to the horrors of war.

Pavel Sobolev, third-year student at the Institute of Theatre Arts, performer of the role of the Soldier: I could not even imagine that I, being a studio member, would take part in the premiere. The feelings before going on stage are frighteningly opposite: scary and incredibly interesting. There is a feeling: “The performance cannot be stopped! I will have to play, and there is nowhere to go!” And at the same moment comes a burning desire to go out and start playing my role. After the performance, feelings of joy and euphoria did not leave me, despite such a morally difficult production on an important topic. My heart was filled with a feeling of gratitude to the generation of people whose lives were affected by the war. It is important that we do not forget our heroes. It is nice that my family was present in the audience, who were touched by what was happening on stage.

Tatyana Amirova, 3rd year student of the Institute of History and Culture, performer of the role of the Girl: My grandparents, great-grandparents were participants of the Great Patriotic War, I have heard stories about them since childhood. The war scared me (and still scares me), but the feat they accomplished delighted and amazed me to the depths of my soul. I could not imagine how they managed to survive this and preserve the human being in themselves. Thank you all for this performance. I am glad that I am part of such important work.

    From audience reviews

Svetlana Viktorovna Tkacheva, foreign language methodologist at the State Budgetary Institution IMC of the Kalininsky District: The performance grabbed the hearts of the audience with a strong hand at the very beginning and did not let go until the end, and even the victorious march that sounded at the end did not make this grip easier. Because the fragments of war keep flying and flying, piercing our hearts and minds. The performance ended in an unusual and touching way – each performer, addressing the audience, named their grandfather, uncle, relative, who fought for Victory. I am sure that at that moment, each spectator mentally remembered their war hero…

On May 10 and 17, to mark the 80th anniversary of the Victory in the Great Patriotic War, the People’s University Theatre “Glagol” of the Peter the Great St. Petersburg Polytechnic University will present the play “Thirteen Women of Sergeant Major Vaskov Between the Premonition of Great Love and the Expectation of Sudden Death.” The play is based on the story by Boris Vasiliev “The Dawns Here Are Quiet…”.

  • MIL-OSI: ESO Releases 2025 EMS Index: Reveals Decrease in Opioid Overdose Calls and Data Informed By New Pre-Hospital Obstetric Emergency Guidelines

    Source: GlobeNewswire (MIL-OSI)

AUSTIN, Texas, May 06, 2025 (GLOBE NEWSWIRE) — ESO’s 2025 ESO EMS Index, which analyzes data from more than 3,000 EMS agencies with 12.5 million 911 records in calendar year 2024, evaluated patient care and outcomes across seven key measures. The leading data services and software provider distributes the annual index to help agencies benchmark and compare performance against aggregate data in the U.S.

“These data points aren’t just numbers—they represent real patients whose outcomes could be transformed through data-driven protocols and care practices,” said Dr. Brent Myers M.D., MPH, chief medical officer at ESO. “That’s why we’ve included five new metrics to paint a full picture of the current EMS landscape and spark innovation that could save lives, ensure balanced application of evidence-based measures, and maximize resources according to patient demands. When we measure patient encounters and treatments consistently and accurately, we understand precisely how to improve them.”

    Findings include:

    • Calls for suspected opioid overdose continue to drop: EMS agencies responded to 136,300 calls for patients with suspected opioid overdoses, accounting for 1% of all EMS calls, a decrease from 2% in the 2024 ESO EMS Index. This is in line with the CDC’s findings showing a significant reduction in overdose-related deaths across the U.S.
    • Maternal care findings: Among patients with postpartum hemorrhage, 20% of white patients received tranexamic acid (TXA) or oxytocin treatments compared with only 3% of Black patients and 8.5% of Hispanic patients. According to the CDC, the U.S. has the highest maternal mortality rate among industrialized countries. In April 2025, the National Association of EMS Physicians released new EMS model guidelines and protocols designed to support the care of obstetric emergencies, including postpartum hemorrhage, in the prehospital setting.
    • Airway safety gaps: 64% of invasive airway procedures in adult patients and 62% of pediatric patients included documentation confirming waveform capnography, according to the National EMS Quality Alliance (NEMSQA)—the gold standard for confirming invasive airway placement due to its accuracy, reliability and continuous monitoring capabilities. While this measure focuses on the discrete documentation of waveform ETCO2, it is understood that other methods of documenting the use of this important tool are being utilized; we look forward to enhancing this measure in future indices to ensure current practice is being most accurately captured.
    • Pediatric behavioral health surge: The rise in pediatric behavioral health diagnoses is mirrored in 911 calls—about one in eight pediatric encounters (13%) involved behavioral health or substance use emergencies. Most EMS-transported children with behavioral health emergencies were discharged from the Emergency Department (ED), highlighting an opportunity to evaluate optimal alternative care settings.
    • Whole blood adoption increasing: Whole blood has become the most commonly administered blood product in ground EMS. EMS professionals administering whole blood to critically ill and injured patients is practical, feasible and associated with a low risk of adverse events.

The 2025 EMS Index is the first index to use ESO’s longitudinal patient record ID—which makes it easier to track patients who frequently use EMS services. The new data revealed that 20% of patients (1.1 million) used EMS services twice or more in the calendar year, representing a significant opportunity to improve health outcomes by shifting nonemergent and chronic disease management to primary care settings.

Access the 2025 ESO EMS Index here. For more information on ESO, visit www.eso.com.

    Methodology and Limitations
The dataset for the 2025 ESO EMS Index report is real-world data, compiled and aggregated from 12,527,211 911 records that occurred in calendar year 2024 across the United States. This index is retrospective and looks at aggregate data from 2024. There are no universal rules
designed around these measures. The purpose of the ESO EMS Index is to be informative and
directional. This document is intended to serve as a body of literature that adds to the discussion about EMS best practices and quality improvement efforts to enhance patient outcomes. It is not meant as a scientific study nor comprehensive in nature.
