    London, April 16, 2025 – Reference is made to the stock exchange announcement of March 5, 2025, stating that Stolt-Nielsen Limited (Oslo Børs: SNI), through its subsidiary Stolt-Nielsen Gas Ltd. had resolved to proceed with a compulsory acquisition of the shares of Avenir LNG Limited (‘Avenir LNG’) not already owned by Stolt-Nielsen Gas Ltd.

    Stolt-Nielsen Limited is pleased to announce that the compulsory acquisition process has been successfully completed, and Avenir LNG is now fully owned by Stolt-Nielsen Gas Ltd.

    A request to have Avenir LNG delisted from Euronext N-OTC will be submitted, and it is expected that such delisting will occur shortly.

    Ahead of the premiere of the action-packed detective film with elements of a thriller, SMERSH. 1944, the project’s director, Mikhail Kabanov, shared his impressions of the filming at the Moskino cinema park. They took place on the Vitebsk Station, Moscow in the 1940s, and County Town locations.

    “The Moskino Cinema Park became a virtual salvation for the SMERSH. 1944 series during the filming of a historical war movie. It is very convenient for production. We need historical Moscow – it is there, and different, we need a village from the times of the Great Patriotic War – it is there too. A concentration camp, a train station, and now there are even more of them, because during the filming the construction of new facilities did not stop. With such a number of different sites, it is even easier to write scripts, knowing in advance where it is possible to film. The Moskino Cinema Park is a vital facility for the future of Russian films, and I am glad that our group has already joined the ranks of teams filming series and full-length films in this wonderful place,” said Mikhail Kabanov.

    Filming of the action series about the clash between the secret intelligence services of the USSR and Nazi Germany during the Great Patriotic War also took place in the Moscow region, Kostroma and Yaroslavl.

    Line producer of the project “Smersh. 1944” Marina Platova noted that the cinema park “Moskino” is developing rapidly and allows to easily implement many ideas that are very difficult to implement in the city: filming driveways, shots using pyrotechnics. The cinema park is a concentration of objects for historical projects that are now difficult to find.

    Marina Platova organizes filming and coordinates the filming process. For her, nuances are always important, each of which affects the speed and quality of work: the distance of the parking lot from the site, the possibility of delivering and installing equipment and scenery, infrastructure and safety. All these and many other issues in the cinema park can be quickly resolved.

    According to the plot, the events of the series unfold in 1944. Victory is close, but the Germans are desperately looking for a way to turn the tide of the war and defeat the Soviet army. To do this, they actively use their intelligence. Two SMERSH counterintelligence captains Konstantin Lavrov and Pavel Semenov enter into a deadly battle with the enemy. On the front lines and in the rear, risking their lives, they carry out the most difficult tasks of the command, disrupting the plans of the Germans.

    The main characters were played by Igor Petrenko and Vladislav Kotlyarsky. The series also starred Lyanka Gryu, Anastasia Mikulchina, Pavel Kharlanchuk, Sergey Ivanyuk, Sergey Komarov, Leonid Gromov and other actors. The premieres of the first parts of the franchise – “SMERSH” and “SMERSH. Continuation” – took place in 2019 and 2022, respectively.

    The Moskino cinema park is part of Sergei Sobyanin’s “Moscow – City of Cinema” project and an object of the Moscow cinema cluster, which is being developed by the capital Department of CultureThe first stage of creation has already been completed here: 24 natural sites, four pavilions and six infrastructure facilities have been built, including the sets of “Center of Moscow”, “Moscow in the 1940s”, “Vitebsk Station”, “Yurovo Airport”, “Cathedral Square of Moscow”, “Deaf Village”, “County Town”, “Cowboy Town”, “St. Petersburg Bar” and other sites.

    The Moscow Film Cluster is an infrastructure facility, services and facilities for filmmakers, which are being developed by the Moscow Government within the framework of the Moscow — City of Cinema project.     That’s right, I’m talking about the track “Leaving Labour” – the Liberal-National Coalition’s latest attempt to create beef with the Australian Labor Party, via a hip-hop track from an unnamed artist.

    You only need to go as far as the (very entertaining) comments section on the Coalition’s SoundCloud to see what people think of the campaign’s new track, the lyrics of which include such zingers as “I just wanna buy some eggs and cheese, a hundred bucks you kidding me?” and “real prices are at the pinnacle”.

    For many, it hasn’t struck the right chord. But that will be no surprise to anyone who knows what hip-hop is really about.

    A voice for the oppressed and disenfranchised

    Hip-hop has historically been a voice for Black America, and more recently for Aboriginal and Torres Strait Islander and other First Nations peoples.

    And while it was traditionally critiqued for being proto-masculine and homophobic, the movement has evolved greatly over the past decade.

    With artists such as Lil Baby telling us there are “too many mothers that’s grieving, they kill us for no reason”, and Lil Nas X’s dance with the devil, helping the LGBTQIA+ community rise to prominence while challenging cultural norms, modern hip-hop provides a voice to the disaffected and the oppressed.

    Diss tracks: hip-hop through and through

    The culture of hip-hop – birthed in the Bronx, New York City, in 1973 – is built on five pillars central to the movement. These are MCing (rapping), DJing (turntablism), breakdancing, graffiti and, last but not least, knowledge.

    The first four pillars represent paradigm shifts in the culture of resistance towards non-violent means – initially in African American culture, but today more broadly across the world. The final pillar, knowledge, speaks to the power of education, both formal and street.

    The diss (short for disrespect) track is deeply embedded in hip-hop, as it can be considered synonymous with MCing itself. Built on the tradition of Jamaican competitive “toasting”, it was initially a way for MCs to non-violently instigate, battle through, and resolve disputes and conflict.

    Over the past 40 year, the diss track has emerged as a form in and of itself, with far-reaching influence. During the East Coast–West Coast hip-hop feuds of the 90s, Biggie Smalls and 2Pac famously traded diss tracks up until both artists were murdered (with the murders often cited as fuelled by the tracks themselves).

    In the late 90s and 2000s, artists such as JayZ dissed Mobb Deep and Nas, and vice versa. Nas’ track Ether was so influential it entered the word “ethered” into the hip-hop lexicon as a synonym for being defeated.

    Eminem has also established himself as a kind of lyrical assassin, releasing more than 40 diss tracks over some 20 years. His targets have included Limp Bizkit, Mariah Carey, Machine Gun Kelly and Will Smith, to name a few.

    More recently, Kendrick Lamar and Drake gained global attention for what can only be described as a beef for the annuls of hip-hop history.

    What were they thinking?

    So, if diss tracks have a rich history of anti-establishment action, protest, and are largely deployed by minority voices, why would a party campaigning on conservative “mainstream” values commission a hip-hop track to take on its political rival?

    It’s less likely the track signals some kind of cultural shift in the Coalition, and more likely it shows a high level of cultural tone-deafness. This is similar to conservative pundit Ben Shapiro, who was heavily criticised for dropping a racist rap track last year after spending most of his career claiming “rap isn’t music”.

    As a leader, Dutton has a history of inflaming racial tensions, including by stoking fears of so-called “African gang violence” and calling to boycott the Stolen Generation apology.

    It’s difficult for him and his party to justify using the cultural capital of hip-hop in their campaign. Diss tracks are inherently embedded in Black American spaces and history, and can’t be separated from this. When a largely white, Australian political party adopts this medium – with no ties to the culture it came from – it will feel inauthentic.

    Michael Idato, culture editor-at-large at The Sydney Morning Herald and The Age, described the track as “a hip-hop miss with the rhyming genius of a Little Golden Book”. Another headline from Sky News called it a “bizarre election move amid poor polls”.

    Also, for a year where arts policies have been all but completely absent from the election trail, it seems disingenuous for the Coalition to now use art for their own means.

  • MIL-Evening Report: Superb fairy-wrens’ songs hold clues to their personalities, new study finds

    When we think of bird songs, we often imagine a cheerful soundtrack during our morning walks. However, for birds, songs are much more than background music – they are crucial to attract a mate and defend a territory.

    But what if a song could reveal something deeper about the singer’s personality? A new study, published today in Royal Society Open Science by my colleagues and me, shows it might.

    Addressing a research gap

    For many bird species, songs vary in complexity, with some individuals producing more intricate melodies than others. Such differences often indicate individual variation in genetic quality, age, or health. Yet most research to date has focused on males, and very few studies have investigated how song complexity relates to personality in birds.

    The new study addresses this research gap.

    My colleagues and I studied wild superb fairy-wrens (Malurus cyaneus), a small Australian songbird known for its bright plumage and complex vocal skills. Interestingly, in this species, both males and females learn to sing complex songs. This makes them a good example to study the relationship between song complexity and personality in both males and females.

    We captured wild superb fairy-wrens and brought them into short-term captivity to assess their personality. Specifically, we measured their exploration by placing them in a novel environment, where we observed where they went and how much they explored the environment.

    We also tested their aggressiveness by using a mirror, as birds often see their reflection as a rival and respond accordingly.

    We then released the birds and recorded their songs for several months to assess song complexity (that is, element types per song and syllables per song). Elements are the basic building blocks in bird songs (a little like letters in a word) and element types are categories of elements.

    Aggressive versus exploratory

    We found that, regardless of sex or life stage, birds that were more exploratory had more element types per song than those that were less exploratory. Also, more aggressive birds produced songs with fewer syllables than those that were less aggressive. You can hear this in the recordings below.

    Regardless of sex or life stage, superb fairy-wrens that were more exploratory had more element types per song than those that were less exploratory, as this chart demonstrates.

    We also found that more aggressive fledglings, but not adults, had more element types per song.

    Our study demonstrates that both males and females can advertise their personality through their songs. It also raises questions as to whom birds learn their songs from.

    In superb fairy-wrens, male and female juveniles learn from both parents as well as from other members of their species. It is possible that rather than learning from any available adults, birds may selectively copy song elements from specific individuals based on their own personality.

    In superb fairy-wrens, more exploratory birds may approach and learn from a wider range of tutors than less exploratory ones who may limit themselves to more familiar tutors.

    Additionally, our study highlights that the relationship between personality and song complexity could be shifting between different life stages. More aggressive young may experiment with a greater diversity of element types to prepare for the establishment of their own territory in their first year of life, leading to increasing song complexity.

    In contrast, adults have already settled in their territories and may not need to experiment as much.

    Insights into how personality traits evolve

    Our study illustrates that learned aspects of sexual signalling are personality dependent, and that this may have some potential implications for survival or reproduction.

    This opens up exciting new questions about how vocal communication reflects individual differences — not just in males, but in females too.

    Understanding these links can give us deeper insights into how personality traits evolve and how they influence social interactions in the wild.

    At the invitation of His Majesty Sultan Ibrahim, King of Malaysia, I will soon pay a state visit to Malaysia. This will be my second visit to your beautiful country in 12 years. I look forward to experiencing Malaysia’s remarkable progress and transformation in person, and meeting with Malaysian friends to celebrate our friendship and plan for future cooperation.

    China and Malaysia are friendly neighbors across the sea. The Maritime Silk Road stood witness to the millenium-old friendly exchanges between our countries. As a Malay proverb puts it, “air dicincang tidak akan putus,” or “water can’t be cut apart.” Through the ages, such strong bonds of friendship between our peoples have grown from strength to strength. Over 1,300 years ago, Chinese Buddhist monk Yijing of the Tang Dynasty traveled to the Malay Peninsula on his pilgrimage voyage and produced the earliest known written account of the ancient kingdom of Kedah. More than 600 years ago, Chinese navigator and explorer Zheng He of the Ming Dynasty and his fleet called at Malacca during five of his seven historic expeditions. His visits planted seeds of peace and friendship. To this day, the Sam Po Kong Temple, Bukit Cina, and Princess Hang Li Poh’s Well endure as a living testament to the local community’s everlasting veneration of the legendary Chinese navigator. Some 80 years ago, when the Chinese People’s War of Resistance Against Japanese Aggression reached a critical juncture, the Nanyang Volunteer Drivers and Mechanics from Malaysia braved immense dangers to reach China’s Yunnan Province, and helped keep the Burma Road operational, as it was a vital lifeline of China’s wartime supplies. Today this remarkable story of courage still echoes in the hearts of both peoples. As we honor our shared past and embrace the future, our two countries must work together to give fresh momentum to our ship of friendship that has sailed through the long river of history, and ensure that it forges ahead steadily toward brighter horizons.

    We must keep a firm grip on the strategic helm that guides our ship of friendship. Fifty-one years ago, breaking through the gloom of the Cold War, leaders of China and Malaysia made the decision to establish diplomatic relations, pioneering a groundbreaking new chapter in relations between China and ASEAN countries. China and Malaysia have since respected each other’s development paths while maintaining strategic independence. We have provided mutual support on issues vital to our respective core interests and on our major concerns, setting an exemplary model for two countries to prosper together through mutually beneficial cooperation. In 2023, Prime Minister Anwar Ibrahim and I agreed on building the China-Malaysia community with a shared future. The decision marked a new milestone in the bilateral relations. China and Malaysia must enhance strategic communication, increase mutual political trust, follow through on the Belt and Road cooperation plan between the two governments, strengthen the synergy between our development strategies, expand experience sharing on national governance, and promote our bilateral relations through high-standard strategic cooperation.

    We must expand results-oriented cooperation which serves as the ballast that steadies our ship of friendship. In 2024, China-Malaysia trade reached 212 billion U.S. dollars, up by nearly 1,000 times the level at the inception of our diplomatic relations. China has been Malaysia’s largest trading partner for 16 consecutive years. Malaysian durians can now be delivered directly from orchards to Chinese supermarkets within 24 hours, and they are immensely popular among Chinese consumers. To date, the Malaysia-China Kuantan Industrial Park has received a total investment of over 11 billion yuan (1.5 billion dollars), and will create many long-term jobs when all its planned projects are completed with production reaching their designed capacity. Our bilateral cooperation potential is being progressively realized in the digital economy, green development, industrial investment and transport infrastructure construction. We must deepen mutually beneficial collaboration, advance high-quality Belt and Road cooperation, and strengthen cooperation on industrial and supply chains, with a focus on the digital economy, green economy, blue economy and tourism economy, so as to advance modernization of both countries.

    We must fuel the engines of people-to-people exchanges to propel our ship of friendship forward. China and Malaysia have mutually granted visa exemption to each other’s nationals. The year 2024 saw nearly 6 million mutual visits between the two countries, which exceeded the pre-COVID level. “Malaysia, truly Asia,” the tourism promotional ad that highlights the unique charm of Malaysia’s culture, history and landscape, has inspired numerous Chinese tourists to visit Malaysia for leisure vacations or sightseeing. More and more Malaysian tourists are traveling to China to appreciate its historical legacy and experience its contemporary vibe. I hope our peoples will visit each other as often as family. Our two countries must promote people-to-people and cultural exchanges so as to enhance mutual understanding and friendship between our two peoples, especially the younger generation.

    We must harness the momentum of collaboration at the multilateral level. China and Malaysia are both major developing countries in the Asia-Pacific. We are also emerging market economies and members of the Global South. We have similar positions on safeguarding international fairness and justice and on advancing open and inclusive development. We have maintained close collaboration within multilateral mechanisms, including East Asia cooperation, APEC and the UN. China welcomes Malaysia as a BRICS partner country. Its inclusion in the organization aligns with the historic trend of the Global South’s pursuit of solidarity-driven collective advancement and serves the common interests of developing countries. This year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, the 80th anniversary of the founding of the UN, and the 70th anniversary of the Bandung Conference. As we honor these milestones, our two countries must strengthen mutual cooperation in international and regional affairs, and champion the Five Principles of Peaceful Coexistence and the Bandung Spirit. We must uphold the UN-centered international system and the international order underpinned by international law, and promote fairer and more equitable global governance. We must uphold the multilateral trading system, keep global industrial and supply chains stable, and maintain an international environment of openness and cooperation.

    As a community with a shared future, China and Malaysia share the smooth times and the rough, stand united in peace and crisis, and thrive and endure together. “Share weal and woe,” a popular proverb in both countries, defines the very essence of such a relationship. We must stay ahead of the times, surge forward with unyielding resolve, and jointly build a brighter future of development, growth and prosperity.

    Having weathered storms of the times, the friendly relations and cooperation between China and ASEAN countries have emerged stronger and more resilient. China was the first ASEAN dialogue partner to accede to the Treaty of Amity and Cooperation in Southeast Asia, and the first to establish a free trade area and a comprehensive strategic partnership with ASEAN. China-ASEAN cooperation is the most results-oriented and productive in the region. China and ASEAN pulled together in solidarity in response to multiple challenges, such as the Asian financial crisis, the global financial crisis, the COVID-19 pandemic and the growing headwinds against economic globalization. Our bilateral cooperation is more robust than ever. In 2024, China-ASEAN trade exceeded 980 billion dollars, making us each other’s largest trading partner for five consecutive years. The Version 3.0 China-ASEAN Free Trade Area upgrade negotiations have substantially concluded. More and more premium specialty products from ASEAN countries are now finding their way into millions of Chinese families, while Chinese literary works, animations, films and TV productions are increasingly captivating audiences in ASEAN countries with the rich tapestry of Chinese culture and the warm pulse of contemporary life in China.

    China firmly supports ASEAN unity and community-building, and supports ASEAN centrality in the regional architecture.     Minister for Regulation David Seymour and Media and Communications Minister Paul Goldsmith have today announced that the Ministry for Regulation’s fourth sector review will be into the telecommunications sector. 
    “Telecommunications touch almost every part of modern life. With 7.22 million active connections—around 1.4 per New Zealander—this sector is as essential as electricity and water,” Says Mr Seymour.
    “From education and healthcare to e-commerce and entertainment, reliable digital infrastructure powers economic growth and daily life. But when regulation falls behind, innovation slows and costs rise.
    “In a high-cost economy like ours, regulation isn’t neutral—it’s a tax on growth. That’s why it’s time to take a fresh look.
    “The Ministry for Regulation and the Ministry of Business, Innovation and Employment will work closely with industry leaders, consumer groups, and regulators to develop terms of reference for Cabinet consideration. Hearing from everyday New Zealanders will be a cornerstone of the review process.”
    The Ministers have decided to implement the review on the back of concerns raised with them by the sector.

This feature allows users to integrate multimodal inputs, such as image references and video clips, enabling them to convey complex creative ideas effectively and directly to AI, covering aspects such as identity, appearance, style, scenarios, actions, expressions, camera movements, and other elements.

  • MIL-OSI United Nations: Committee on Rights of Migrant Workers Launches General Comment on the Convergence of the Migrant Workers’ Convention and the Global Compact for Safe, Orderly and Regular Migration

    The Committee on Migrant Workers today held an event to launch its general comment six on the convergent protection of the rights of migrant workers and members of their families through the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families and the Global Compact for safe, orderly and regular migration.

    Fatimata Diallo, Committee Chair, in opening remarks, said migrants, especially those in an irregular situation, were disproportionately exposed to abuses and human rights violations, and often did not have access to due process or remedies.  More than 8,900 people died on migration routes in 2024.  Yet, the human rights dimensions of migration remained largely neglected, and inflammatory and xenophobic rhetoric against migrants helped politicians win votes.

    Ms. Diallo said the Convention and the Global Compact were unique, complementary and mutually reinforcing to advance migration governance and promote and protect the rights of all migrants. General comment six offered avenues for the coordination of the convergent measures for protection of the rights of migrant workers and members of their families in the Convention and the Global Compact.

    Peggy Hicks, Director, Thematic Engagement, Special Procedures and Right to Development Division, Office of the United Nations High Commissioner for Human Rights, said in opening remarks that general comment six was a milestone in international efforts to ensure that States aligned migration governance with international human rights obligations. Ms. Hicks called on all States, including those that had endorsed the Global Compact but had not yet ratified the Convention, to engage in dialogue on ratifying this important human rights instrument.

    Introducing the general comment, Mohammed Charef, Committee Expert and Chair of the Committee’s Working Group on the Convention and the Global Compact, said the Convention and the Global Compact both called for the protection of migrants from human rights violations, measures to promote decent work and access to social security, and efforts to help migrants reach their potential.  The general comment sought to help States parties to implement their commitments under these instruments and promote effective, tangible respect for the rights of migrants.

    The Committee heard statements marking the launch of the general comment by panellists from Permanent Missions and United Nations agencies, before holding a general discussion on how the Convention and the Global Compact could be implemented in synergy.

    In the discussion, speakers welcomed the adoption of general comment six, which they said assisted States in implementing their commitments under the Convention and the Global Compact and in managing migration with a human rights lens.

    Speakers welcomed that the general comment promoted non-criminalisation of migration.  States needed to adopt measures to combat the intolerance of migrants, particularly vulnerable persons, and to further facilitate regular migration, they said.

    Opening Remarks

    FATIMATA DIALLO, Committee Chair, said currently, some 281 million people lived and worked in countries that were not their own. Migration was the symptom and effect of profound social, economic, and environmental pressures and changes around the world.  Migrants, especially those in an irregular situation, were disproportionately exposed to abuses and human rights violations, and often did not have access to due process or remedies.  As border controls had become stricter and regular pathways of entry and stay had narrowed, migrants’ journeys had become longer, more fragmented and more dangerous. More than 40,000 women, men and children between 2014 and 2021 had been declared dead or missing en route, and countless other disappearances had never been reported.  More than 8,900 people died on migration routes in 2024.

    Yet, the human rights dimensions of migration remained largely neglected.  The issue of migration was usually approached from the perspective of economic development or border security and control.  Inflammatory and xenophobic rhetoric against migrants helped politicians win votes, and in times of crisis, the migrant was a convenient scapegoat to blame for social and economic hardship.

    The Convention – a global legally binding instrument on migration – and the Global Compact – a non-binding instrument – were important international mechanisms in the context of migration.  They were unique, complementary and mutually reinforcing to advance migration governance and promote and protect the rights of all migrants, regardless of their migration status. 

    The Global Compact was first and foremost a strategic policy instrument for guidance, which was nevertheless anchored in the norms and standards of international law.  It was the most comprehensive migration governance instrument in the history of international migration, contributing to the protection of the various human rights of migrants and helping to operationalise the provisions of the Convention.  It laid the groundwork for Member States to create a strategy that protected all migrants in vulnerable situations through a range of mechanisms, including the provision of regular access pathways.

    The Convention, conversely, provided a comprehensive international legal framework for the promotion of the human rights of migrant workers and their family members, and remained the best strategy to prevent abuses and address the vulnerabilities that many migrants faced. It established minimum human rights standards, which were legally binding on States parties and applied to migrant workers and members of their families. 

    General comment six offered avenues for complementary coordination for the convergent protection of the rights of migrant workers and members of their families through the Convention and the Global Compact.

    The ratification of treaties could have a transformative effect.  Governments had used treaty provisions and treaty body recommendations to advance complex societal changes that faced resistance at the national level, such as adopting comprehensive non-discrimination legislation. Regrettably, none of the 27 European Union Member States had signed or ratified the Convention.  Convincing these States to ratify was important, not only because the European Union was an important migrant destination, but also because they had robust democratic institutions and vibrant civil society activity, and could meaningfully implement and comply with the Convention. Ratification by European Union Member States would send a strong message of support for this core human rights instrument.  It was time for the European Union and the Committee to engage in dialogue on the ratification of the Convention.

    The Convention did not create new rights, besides a few exceptions, but incorporated the fundamental human rights set out in the main international human rights instruments, applying them to a vast and specific category of the world’s population, namely migrant workers and members of their families.  Ms. Diallo called on States to support the Committee’s ratification campaign.

    PEGGY HICKS, Director, Thematic Engagement, Special Procedures and Right to Development Division, Office of the United Nations High Commissioner for Human Rights, said migration was the history of humanity. The worrying trend of dehumanising anti-migrant narratives, and securitised and punitive migration policies, limited access to safe migration pathways, while the criminalisation of solidarity was placing migrants and communities at heightened human rights risks. It was time to re-centre migration governance on human rights protection and strengthen international cooperation grounded in the dignity and rights of all people, regardless of migration status.

    General comment six was a milestone in international efforts to ensure that States aligned migration governance with international human rights obligations.  It illustrated the complementarity between the Convention and the Global Compact – each reinforcing and completing the other and constituting a bridge between soft law and treaty law, providing interpretative guidance for States to implement the Global Compact commitments consistently with international human rights standards.

    The Global Compact was the first inter-governmentally negotiated agreement which covered all dimensions of international migration in a holistic and comprehensive manner.  It respected States’ sovereign right to determine who entered and stayed in their territory and demonstrated commitment to international cooperation on migration.  It presented a significant opportunity to improve governance of migration, to address the challenges associated with today’s migration, and to strengthen the contribution of migrants and migration to sustainable development.  It also explicitly reinforced the importance of human rights and international law through its guiding principle on human rights and its commitment to the principles of non-regression and non-discrimination.

    The Convention offered detailed and binding provisions that complemented and strengthened the Compact’s more aspirational commitments.  On regularisation, for example, it provided concrete and binding guidance, requiring States parties to “take appropriate measures to ensure that [an irregular] situation did not persist” when migrant workers and members of their families were in an irregular situation within their territory, and stressed that States parties should consider adopting policies to prevent migrant workers and members of their families from falling into irregularity.

    The Convention was currently the least ratified of the core international human rights treaties, with only 60 States parties. Increasing the number of ratifications of the Convention remained a top priority for the Office of the High Commissioner for Human Rights.  At the same time, many countries had accepted many of the standards enshrined in the Convention via the ratification of other human rights treaties, the provisions of which mirrored the core rights codified in the Convention.

    Some of the recent work of the Committee highlighted the relevance of the Convention and the Committee’s work even to non-States parties, such as the joint general comments with the Committee on the Rights of the Child, which provided authoritative guidance that was equally applicable to all 196 States parties to the Convention on the Rights of the Child. Ms. Hicks also applauded the Committee for elaborating two joint general comments with the Committee on the Elimination of Racial Discrimination on principles and guidelines for eradicating xenophobia towards migrants.  The two draft general comments were already at an advanced stage and would be discussed at the current session.

    As the international community worked towards the implementation of the Global Compact, there was now also momentum for States parties, with the support of the Committee and its partners, to increase the number of States parties to the Convention.  The Convention had a unique role as the only binding global treaty focused on the rights of migrant workers and their families, with its principles echoed throughout the Global Compact. 

    Ms. Hicks encouraged the recognition that soft law and treaty law were not at odds, but rather mutually reinforcing.  This general comment helped bridge the two and offered useful guidance to all States, regardless of the ratification status. She invited States to consider Convention obligations in future implementation and review processes, such as the International Migration Reviews, and called on all States, including those that had endorsed the Global Compact but had not yet ratified the Convention, to engage in a dialogue with the Committee and the Office of the High Commissioner to discuss the benefits of ratifying this important human rights instrument.

    Statements Introducing the General Comment

    MOHAMMED CHAREF, Committee Expert and Chair of the Committee’s Working Group on the Convention and the Global Compact, called on all parties to carefully read the general comment, disseminate it and support its implementation.  In many countries, there were reports of serious and repeated violations of the rights of migrant workers, which had direct consequences on the most vulnerable among them.  Despite the alarmist discourse that was often used regarding migrant workers, there were many success stories associated with migration in the business, sport, music and science fields.  Human rights needed to be put at the heart of discussions concerning migrant workers.

    States needed to commit to their international obligations.  The Convention and the Global Compact had convergent goals, though only the former was binding.  Both instruments were rooted in values such as State sovereignty and respect for human rights.  They called for the protection of migrants from human rights violations such as trafficking and measures to promote decent work and access to social security.  Both instruments called for efforts to help migrants reach their potential.

    The general comment was based on broad-ranging consultations with civil society and stakeholders in Geneva and around the world. It sought to help States parties to implement their commitments under the Global Compact and to strengthen migration governance.  The general comment sought to promote effective and tangible respect for the rights of migrants.  Mr. Charef praised the efforts of champion countries of the Convention and called on States that had not yet ratified it to do so.  Ratification issues were more of a political nature than a legal one. The Committee would continue to encourage actors to promote the ratification of the Convention.

    The Global Compact and the Convention were two essential instruments for promoting the rights of migrant workers.  The Committee would promote their implementation and help build a brighter future for migrants around the world.

    EDGAR CORZO SOSA, Committee Expert and Member of the Committee’s Working Group on the Convention and the Global Compact, said the general comment juxtaposed two different instruments that needed to complement each other, rather than be put against each other.  One of its main goals was to provide authoritative guidance on how States could meet their obligations under these two instruments.  The general comment did not water down the human rights standards developed by the Committee, but rather built on them.  Safe, orderly and regular migration was a goal that could not be reached if human rights were left behind.  In the general comment, the Committee identified 14 common points between the two instruments, relating to topics such as decent work, returns, remittances, childhood, family, gender, protection, defence and trafficking in persons.

    The general comment provided a vision of migration governance that fully respected human rights.  The Committee would do its part in periodic reviews to promote its implementation.  It would hold a meeting with States in future to assess the impact that the general comment was having on human rights, and was calling on civil society to help disseminate it.

    CARLOS D. SORRETA, Permanent Representative of the Philippines to the United Nations Office and Other International Organizations in Geneva, thanked the Committee for its work on general comment six.  There were over 10 million Filipinos working in almost all regions of the world.  The Philippines promoted effective and fair governance of migration.  The State party aimed to safeguard the rights of all migrant workers and establish legal pathways to migration.  It had instituted a stringent anti-human trafficking law and had established gender-responsive mechanisms for migrants in distress in host countries.

    During the COVID-19 pandemic, the Philippines facilitated the return of over a million Filipinos.  It had passed laws allowing for dual citizenship and absentee voting, and developed a programme for enticing entrepreneurs and professionals to return to the State.  Most countries with which the Philippines negotiated with to protect its migrants were not parties to the Convention or the Global Compact. However, there were normative baselines that these States needed to uphold.  Over the years, protections for migrants had increased, influenced by these two instruments.

    FERNANDO ESPINOSA OLIVERA, Deputy Permanent Representative of Mexico to the United Nations Office and Other International Organizations in Geneva, said there was back-peddling on human rights and discriminatory discourse against migrants worldwide.  In this context, international agreements concerning migrants were very important. Mexico had led the creation of international frameworks, including the Global Compact, that guaranteed the respect of migrants and promoted secure, orderly, regular and humane migration. Mexico welcomed general comment six, which was the product of broad consultations.  It would help to bring greater consistency in efforts to protect migrants. 

    There were several commonalities between the Convention and the Global Compact.  Mexico had developed State agencies and policies for caring for migrants abroad and supporting their reintegration, as well as tools for collecting data on migrants.  The governance of migration was only possible when it respected human rights.  All States needed to adopt constructive approaches and respect their obligations in the field of human rights and international law.

    ABDELLAH BOUTADGHART, Deputy Permanent Representative of the Kingdom of Morocco to the United Nations Office and Other International Organizations in Geneva, said the general comment was the product of a long and transparent process. Morocco hailed the Committee’s efforts to seek inputs from States on the general comment.  Currently, migrants around the work were facing xenophobia and violations of their rights.  The general comment would support efforts to protect their rights. 

    Morocco had developed a strategy to promote the rights of migrants on its territory.  It had regularised the status of many irregular migrants and supported their access to State services.  The Government sought to ensure that migrants could enjoy their rights. It had helped over 8,000 citizens of African countries seeking to return to their home countries to do so. Morocco shouldered its responsibilities in terms of border management and combatting trafficking in persons. States were obliged to ensure that the general comment was a success, and to develop policies on migration that were based on facts rather than disinformation.

    CATALINA DEVANDAS, Senior Director, Office of Partnerships, Advocacy and Communications, International Organization for Migration, said around 60 per cent of migrants were migrant workers.  Migrant workers constituted 4.7 per cent of the global workforce.  Over 650 billion United States dollars were sent in remittances to low and middle-income countries in 2024.  Remittances were key to development and reducing poverty. 

    The general comment promoted the benefits of safe and orderly migration and equal treatment in employment for migrant workers.  It called for key actors, including migrants themselves, to be included in conversations on migration policies and for migrants to be direct beneficiaries of these policies.  Despite the ongoing challenges, the past few decades had seen immense progress in the protection of the rights of migrants and the promotion of the benefits of migration for all.  The Convention and the Global Compact were two examples of this progress, and the general comment was an important tool for breathing new life into these instruments.

    GLADYS CISNEROS, Chief of Branch, Labour Migration Unit, International Labour Organization, said migrant workers were three times more likely to be in situations of forced labour.  Exploitation of migrant workers generated some 30 billion dollars in profits each year. In many countries, migrant workers faced legal and practical barriers to freedom of association.  These examples highlighted the urgent need for the protection of migrant workers’ rights. 

    Many International Labour Organization Conventions supplemented the rights guaranteed by the Global Compact and the Convention.  The International Labour Organization hoped to continue its collaboration with the Committee, and the Global Compact provided a crucial framework for this collaboration.  It guided States parties in the implementation of the Global Compact and the Convention.  States and civil society needed to closely study the general comment and make use of it to ensure the implementation of the Global Compact and the Convention.

    TASHA GILL, Global Lead on Migration and Displacement, United Nations Children’s Fund Regional Office for Europe and Central Asia, said the general comment emphasised protecting children from statelessness by ensuring that all births were registered.  It promoted family reunification for migrant workers and their families and the protection of children’s rights at borders.  Further, the general comment called for the establishment of safeguards to ensure that migrant children could attend school, highlighting the risks of child labour.  Many children were left behind when their parents left their countries to work. The general comment called for policies to support these children.

    JONATHAN PRENTICE, Head of the Secretariat, United Nations Network on Migration, said the Global Compact outlined the ways in which safe and orderly migration could be achieved and recognised the need to review progress in its implementation on a periodic basis.  The Committee needed to exert further efforts to promote the implementation of the Global Compact and the general comment.  The Global Compact had a long way to go before it was fully realised, but its existence and potential were not to be underestimated.

    PATRICK TARAN, President, Global Migration Policy Associates, saluted the sixtieth ratification of the Convention by Zimbabwe.  This was a milestone achievement.  In addition to the 60 States parties, there were also 11 States that had signed the Convention but had yet to ratify it.  Demand for skilled labour was growing worldwide.  Migrants and migration were worth nine trillion dollars to the global economy.  However, pushbacks against the rights of migrants continued.  The Convention and the Global Compact were complementary only when States had ratified both.  No country could be a champion of migrant workers’ rights until they had ratified the Convention. 

    The death rate for migrant workers at work was at least three times the rate for migrants in transit.  Foreign workers were at least twice as likely as nationals to die at work in European Union Member States.  These deaths were a result of the lack of implementation of the standards of the Convention.  There needed to be a joint general comment on the complementarity of the Convention and the two International Labour Organization Conventions that addressed migrant workers.  The global campaign for ratification of the Convention needed to be rejuvenated. With more resources, the Committee could achieve at least 100 ratifications by 2030.

    United Nations Women said the general comment provided clarity on States’ obligations under the Global Compact and the Convention. At every stage of migration, women’s rights were non-negotiable.  Harmful narratives needed to be combatted, and migration pathways needed to be made safe for women.  Migrant women regularly faced human rights violations and threats en route. States needed to promote the participation of migrant women in policy development, strengthen protections for migrant women, and promote their access to work.  United Nations Women would help States to convert their commitments into transformative action for migrants.

    ALAN DESMOND, Editor, Journal of Immigration, Asylum and Nationality Law, University of Leicester, United Kingdom, said the general comment would be of great use in ensuring that States that had ratified the Global Compact and the Convention implemented their obligations, and in raising awareness of the Convention. The two instruments were not identical, and it was important for States to fully implement both.  Remittances were a vital source of income for migrant families and they helped to promote economic development.  Migrants often had to pay disproportionate transaction fees, sometimes as much as 10 per cent.  International commitments had been developed to reduce remittance costs. The Convention and the Global Compact conferred on migrant workers the right to send remittances and on States the obligation to facilitate such remittances.  The holistic implementation of the two instruments would help to support migrants’ ability to send remittances, among other rights.

    Discussion

    In the ensuing discussion, speakers welcomed the adoption of general comment six, which assisted States in implementing their commitments under the Convention and the Global Compact and would help States to manage migration with a human rights lens.  Migration governance called for a coherent vision.  Speakers welcomed that the general comment promoted non-criminalisation of migration.  States needed to adopt measures to combat the intolerance of migrants, particularly vulnerable persons, and to further facilitate regular migration, they said.

    Speakers presented policies to promote orderly migration, naturalise irregular migrants, and combat trafficking in persons and statelessness.  They also congratulated the Committee on its efforts to promote the rights of migrant workers.

    Concluding Remarks

    CARLOS D. SORRETA, Permanent Representative of the Philippines to the United Nations Office and Other International Organizations in Geneva, said the Philippines was developing an initiative to strengthen social stability and access to medical services for migrants.  This would help improve the situation of migrants abroad and when they returned home.  The State was calling on receiving countries to join the Convention.  Migrants had a transformative effect on the countries in which they worked.  Countries that had in the past criminalised Filipino migrant workers whose rights were violated by employers were now holding such employers to account.  This trend needed to continue.

    ABDELLAH BOUTADGHART, Deputy Permanent Representative of the Kingdom of Morocco to the United Nations Office and Other International Organizations in Geneva, said that there was a need to ground migration policy in evidence, away from xenophobic discourse.  It was welcome to hear the strong support for this approach from all speakers.

    MOHAMMED CHAREF, Committee Expert and Chair of the Committee’s Working Group on the Convention and the Global Compact, said he was moved by the support expressed for the general comment by participants.  During these challenging times, there needed to be collaboration between all parties to address migrant workers’ complex situation and support them.

    EDGAR CORZO SOSA, Committee Expert and Member of the Committee’s Working Group on the Convention and the Global Compact, said the Committee would spare no effort to promote the implementation of the general comment, and ensure that the good standards and practices established in the Convention and the Global Compact were implemented around the world.

    FATIMATA DIALLO, Committee Chair, said the Committee hoped that the general comment would be a roadmap for States parties to improve protections for migrants and migrant workers.  It would take into consideration all comments made by participants and work to disseminate the general comment through its outreach activities.  It hoped that the general comment would contribute to promoting the protection of migrant workers across the world.

    HKMH to showcase over 130 sets of invaluable cultural relics including terracotta army of Emperor Qin Shihuang from Qin and Han dynasties
         Addressing the ceremony today (April 15), the Chief Secretary for Administration, Mr Chan Kwok-ki, said that the Hong Kong Special Administrative Region Government established the Chinese Culture Promotion Office (CCPO) last year. The CCPO is dedicated to promoting Chinese culture and history-related activities, exchanges and collaborations, with the aim of promoting Chinese culture and enhancing the public’s cultural confidence and national identity. In collaboration with the HKMH, the CCPO launched the first flagship project, the General History of China Series, allowing the public to gain a more comprehensive understanding of the development of Chinese civilisation. The first exhibition of the series, “The Hong Kong Jockey Club Series: The Ancient Civilisation of the Xia, Shang and Zhou Dynasties in Henan Province” launched last year, and the inaugural Chinese Culture Festival, have attracted a total of more than 1 million attendance, including 10 000 teachers and students. Nearly 20 per cent of the visitors were tourists. The Government hopes to showcase the unique charm of Chinese culture to the world through the precious historical and cultural treasures of the motherland, pursuing the mission of “telling good China’s stories”.

         Mr Chan added that the exhibition launched today is the second major exhibition of the General History of China Series. The Qin and Han dynasties were of great significance and marked the first unified China in history, profoundly influencing the course of the historical development of China for over 2 000 years.

         Other officiating guests at the opening ceremony included Deputy Director of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region Mr Qi Bin; Deputy Director of the Shaanxi Provincial Cultural Heritage Administration Mr Qian Jikui; the Deputy Chairman of the Hong Kong Jockey Club, Mr Martin Liao; the Under Secretary for Culture, Sports and Tourism, Mr Raistlin Lau; the Chairman of Museum Advisory Committee, Professor Douglas So; and the Director of Leisure and Cultural Services, Ms Manda Chan.

         Over 100 sets of carefully selected exhibits will be presented in this exhibition, originating from the Emperor Qinshihuang’s Mausoleum Site Museum, the Hanyangling Museum, and the Shaanxi Academy of Archaeology (Shaanxi Archaeology Museum). More than half of these exhibits will be displayed in Hong Kong for the first time. Among the exhibits, 11 pieces/sets are grade-one national treasures with four of them to be exhibited outside the Mainland for the first time.

         Highlight exhibits include three terracottas from the Qin dynasty which are grade-one national treasures, and are on display in Hong Kong for the first time, including the Terracotta General, the highest-ranking warrior yet uncovered at the Terracotta Army Pits; the Terracotta Kneeling Musician believed to be striking a musical instrument; and the Terracotta Kneeling Archer, on which traces of red pigment from over 2 000 years ago can still be seen on the armour. The terracottas are displayed independently in glass showcases transparent on the four sides, allowing visitors to appreciate from all angles. 

         Another highlight exhibit is Bronze chariot No. 1 (replica), the original set of which was unearthed from the Bronze Chariots and Horses Pit, Mausoleum of Emperor Qin Shihuang, Xi’an City, Shaanxi Province. It authentically replicates the form and structure of ancient chariot.

         The exhibition also showcases a series of pottery animal figurines from the Han dynasty, unearthed from the Han Yangling Mausoleum, Shaanxi Province, which reflect the prosperity of animal husbandry at the time. Among them, the pottery goat, wild dog and domestic dog are exhibited outside the Mainland for the first time.

         Other highlight exhibits include a bronze wild goose from the Qin dynasty, a pottery cast mould, a gold disc, naked warrior figurines in walking poses, painted cavalry figurines and tile end engraved with “Qian Qiu Wan Sui” from the Han dynasty.

         The exhibition will also portray Hong Kong’s development during the Qin and Han periods, featuring over 20 sets of archeological finds from Hong Kong, including “Wuzhu” bronze coins from the Han dynasty unearthed in So Kwun Wat in Tuen Mun, Sham Wan at Lamma Island, and Sham Wan Tsuen in Chek Lap Kok, as well as a pottery model of a house excavated from the Lei Cheng Uk Han Tomb.

         Besides featuring valuable cultural relics, the exhibition is also complemented by multimedia programmes to allow visitors to uncover the terracotta army’s tailoring secrets and learn the Chinese characters and measurements in standardised units from the Qin and Han periods. The reading corner in the exhibition gallery displays a number of collections specially selected by the Hong Kong Public Libraries, covering topics of history of the Qin and Han dynasties and archaeology of Hong Kong. Through these collections, members of the public can learn about the long history, origins and development of China and explore the ancient Chinese civilisation. The interactive zone located in the main lobby on the first floor presents the development of the Lingnan region during the Qin and Han dynasties through displays, animations and interactive games.

         To tie in with the exhibition, the HKMH will organise a series of fascinating education and extension programmes, including four free public lectures by experts from Shaanxi and scholars from Hong Kong, free workshops for making items such as mini pottery terracotta warriors and clay mirrors. Teaching kits will be distributed to primary and secondary schools in Hong Kong, while outreach programmes and book displays will be arranged at the Hong Kong Public Libraries.
     
         The exhibition is jointly presented by the LCSD and the Shaanxi Provincial Cultural Heritage Administration, jointly organised by the HKMH and the Shaanxi Cultural Heritage Promotion Center, solely sponsored by the Hong Kong Jockey Club Charities Trust, in collaboration with the CCPO.     MoU to Enhance Gig and Logistics Employment Opportunities on NCS and Create Over 12 Lakh Job Opportunities in 2–3 years

    Ministry of Labour & Employment and Swiggy signed a Memorandum of Understanding (MoU) in New Delhi today, marking a significant step toward strengthening employment linkages in the gig and logistics sector through the National Career Service (NCS) portal. The MoU was signed in the presence of Union Minister of Labour & Employment, Dr. Mansukh Mandaviya and Union Minister of State for Labour & Employment, Sushri Shobha Karandlaje.

    In his address, Dr. Mandaviya stated, “The National Career Service portal is a dynamic platform connecting job seekers and employers across India. With over 1.25 crore active job seekers and 40 lakh registered employers as of January 31, 2025, it is playing a crucial role in workforce mobilization. This partnership with Swiggy will further extend the portal’s reach into the fast-growing gig and platform economy, enabling access to flexible and location-based opportunities for millions of youth.”

    Dr. Mandaviya welcomed the collaboration and appreciated Swiggy’s commitment to potentially mobilize over 12 lakh job opportunities in the next 2–3 years through the NCS portal. “This collaboration represents a win-win model, while Swiggy will gain access to a diverse, skilled, and job-ready talent pool, lakhs of job seekers across the country will benefit from enhanced visibility and access to employment opportunities,” Union Minister said.

    Highlighting the platform’s accessibility and reach, Union Minister reiterated the government’s vision of making NCS a one-stop solution for employment, skilling, and counselling, and at the same time capable of hyperlocal job matching and supporting both domestic and international placements.

    Under this MoU, Swiggy will integrate its gig opportunities—including delivery, logistics, and support roles—onto the NCS portal. This real-time integration will enhance visibility of gig jobs for NCS users, who will benefit from timely and verified work opportunities across urban and semi-urban areas.

    Mr. Dinker Vashisht, Chief of Cooperate Affairs, Swiggy, welcomed the collaboration and emphasized the importance of partnerships between Gig platform and government platforms to scale employment. “Swiggy’s journey showcases how digital entrepreneurship can transform livelihoods. This MoU will empower job seekers and align with our commitment to inclusive growth in the new-age economy.”

    It is one of the steps, in the series of signing MoUs with the private employers/ portals, other leading employment/ Gig platforms etc. to bridge the gap between jobseekers and private sector employment, enabling a holistic approach to public-private coordination in job facilitation.

    Salient Points of the MoU:

    • Swiggy will regularly post verified gig and delivery job opportunities on the NCS portal and conduct hiring through it.
    • API-based integration will ensure real-time job postings and seamless application tracking for users.
    • Focus on inclusive hiring, particularly promoting employment opportunities for youth, women, and those seeking flexible work.
    • The partnership is expected to support structured onboarding, digital empowerment, and awareness of worker welfare schemes.

    The Ministry of Labour & Employment remains committed to improving employment outcomes across sectors through the NCS portal and will continue engaging with the private sector to foster an enabling ecosystem for India’s diverse workforce.

    Today (April 15) marks the 10th National Security Education Day. The Security Bureau (SB) and its disciplined services and auxiliary services, together with other parties, held various activities including a flag-raising ceremony by disciplined services, the finals and award presentation ceremony of the Territory-wide Inter-school National Security Knowledge Challenge, and the launching ceremony of the new national security comic book Andy and Security Bear, with a view to creating an engaging atmosphere for safeguarding national security and enhancing public awareness of safeguarding national security.

    The SB and its disciplined services jointly held a flag-raising ceremony at the Hong Kong Police College this morning. The ceremony started with a music performance by the Police Band, followed by a march-in of the disciplined services ceremonial guard. The Police flag party then marched into the venue and conducted the flag-raising ceremony with the playing and singing of the national anthem. Officiating at the ceremony, the Chief Secretary for Administration, Mr Chan Kwok-ki, said that the flag-raising ceremony instils passion and loyalty towards the country and the people, as well as deepens the understanding of the responsibility and mission to safeguard national security. The Hong Kong Special Administrative Region (HKSAR) Government will continue to leverage the strengths of the Hong Kong National Security Law and the Safeguarding National Security Ordinance to build a strong line of defence to maintain security and stability in the HKSAR, and to provide solid institutional safeguards to promote good governance.

    Meet four emerging filmmakers bending cultural and creative lines with iPhone 16 Pro Max

    The talent behind this year’s MAMI Select: Filmed on iPhone projects delve into how India’s varied landscapes and cultures shaped their shorts

    Writer, director, and actor Konkona Sen Sharma believes that beyond technology, a filmmaker’s most important tool is courage.

    “With iPhone, there’s so much power contained in such a compact package that you can bypass the conventions of mainstream filmmaking,” says Sen Sharma, a two-time winner of India’s National Film Awards. “All you need is a great idea, and the guts and determination to follow through with it.”

    Alongside fellow Indian film industry icons Vikramaditya Motwane, Lijo Jose Pellissery, and Vetri Maaran, Sen Sharma is mentoring four emerging filmmakers selected by the Mumbai Academy of the Moving Image (MAMI) to create short films for the 2025 MAMI Select: Filmed on iPhone program.

    Now in its second year, the program empowers MAMI alumni to push the boundaries of technology and innovation, shooting their projects on iPhone 16 Pro Max and editing them on MacBook Pro with M4 Max. Two of last year’s participating films recently won 2025 Critics’ Choice Awards India for Best Short Film, Best Director (Short Film), and Best Writing (Short Film).

    “Shooting on iPhone allows for complete personal expression,” says Maaran, writer-director of the upcoming Tamil action thriller Vaadivaasal. He believes he is learning as much from his mentees as he is teaching them. “We’re living in the age of democracy in filmmaking.”

    This year’s MAMI Select filmmakers — Amrita Bagchi, Rohin Raveendran Nair, Chanakya Vyas, and Shalini Vijayakumar — are discovering new cinematic worlds through the lens of iPhone 16 Pro Max.

    “The unique voices of these filmmakers are beautifully contextualized through the four languages and regions of India in which they are rooted,” says MAMI festival director Shivendra Singh Dungarpur.

    “These are very passionate people with important stories to tell,” says Pellissery, the filmmaker behind Malayalam features like Ee.Ma.Yau. and Jallikattu. “Shooting on iPhone, they are pushing their own limits with fantastic results.”

    Each filmmaker leveraged the powerful capabilities of MacBook Pro with the M4 Max chip to weave their stories together. “Shooting and editing within the Apple family of products gives you a stellar advantage: speed,” says writer-director Motwane, whose work in film and television includes Udaan and Black Warrant.

    That lightning-fast performance of MacBook Pro alongside the ease of use of iPhone 16 Pro Max is giving these artists even more creative control on and off set.

    Navigating childhood and change, legacy, and liberation, Bagchi, Nair, Vyas, and Vijayakumar recently premiered their stories in Mumbai.

    Creating Claustrophobia with Cinematic Mode

    With a background in design, acting, singing, and songwriting, Amrita Bagchi feels she was always destined to be a filmmaker. “It’s like a confluence of all the art forms,” she says.

    Bagchi, whose short film Succulent won the Grand Jury Prize at the Indian Film Festival of Los Angeles in 2022, hails from Kolkata, the city in West Bengal, India, that has produced cinematic stalwarts like Satyajit Ray and Mrinal Sen. It’s also the home of many a spooky story.

    Her new short film, Tinctoria, is a psychological thriller inspired by an actual historical event: the indigo revolt that arose in Bengal in 1859. It tells the story of a modern-day fashion mogul whose ancestral legacy is built on the skeletons of indigo farmers from the colonial era — the ghosts of whom quite literally come back to haunt her.

    To create the immersive, claustrophobic atmosphere of a thriller, Bagchi is engaging Cinematic mode for the film’s opening montage. “We’re tracking bubbles and plastic sheets flying through the air, and the depth of field is so clean,” she says. “Just like it’s shot on a huge, high-budget cinematic camera.”

    Bagchi believes her film could never have been shot through traditional means.

    “It was a very ambitious production, but with iPhone 16 Pro Max, I can constantly create and improvise,” she says. “That edginess of movement, it’s like visual rap.”

    With graphically demanding workflows — like overlaying the industry-standard Rec. 709 color space on ProRes Log footage captured on iPhone — she is surprised that her M4 Max MacBook Pro hasn’t lagged once.

    “It’s like a rocket machine,” she says. “On a tight schedule I can just shoot at 4K120 fps on my iPhone, and still have tremendous flexibility to change the pacing during the edit on my MacBook Pro.”

    The theme of legacy runs strong with Bagchi, and not just in her film. “We want to emulate pioneers like Satyajit Ray. He didn’t let the conventions of his time dictate his story,” she says.

    ProRes Paints a Coastal Canvas

    “Even though I grew up in New Delhi, I’ve always been exposed to Kerala’s brave, daring cinema,” says Rohin Raveendran Nair, a director, writer, and cinematographer whose credits include Netflix shows like Sacred Games and Black Warrant.

    Nair’s short film Kovarty takes him back to his roots in the coastal city of Alleppey. A love story tinged with magical realism, it showcases the relationship between a typewriter and typist. Qwerty, as the typewriter is christened, is slowly transformed by the lilting local accent into Kovarty. This acts as a metaphor for the film’s major theme: change.

    The prospect of shooting on iPhone 16 Pro Max was instrumental in Nair’s choice of narrative. “Using iPhone’s small form factor, I could place the camera inside the typewriter and capture its POV,” he says. “This, along with practical effects with fish wires, helps bring the device to life.”

    Nair is framing his point of view shots in a 4:3 aspect ratio to emulate the verticality of a sheet of paper. These are juxtaposed against a wider 2:1 aspect ratio when capturing the expansive backwater landscapes. For some old-world charm, he also uses a bloom filter to create a halo around the highlights.

    Nair believes iPhone 16 Pro Max will complement Alleppey’s vivid blue-greens.

    “One day our location is bright and sunny, the next it’s cloudy and gloomy,” he says. “The camera captures such rich detail with ProRes Log in all sorts of lighting situations.”

    Action Mode Helps Cut Through the Noise

    For his new short film Mangya, educator and thespian Chanakya Vyas found inspiration in an unusual place. “It may seem obsolete, but a newspaper is a great place to discover stories,” he says.

    Vyas — whose short film Loo was nominated for Best Short Film (Narrative) at the New York Indian Film Festival — went down a rabbit hole after reading an article about an avian flu outbreak in suburban Mumbai. That, combined with the devastating loss of his golden retriever, inspired his new short film.

    Mangya is a coming-of-age tale about an 11-year-old boy and his pet, the titular rooster. “Losing a pet is very different from the loss of another person,” muses Vyas. “What started out as a story about a lonely boy, eventually became one about letting go.”

    For a key scene in the film, Vyas is tracking his actor for 1,000 feet just before the break of dawn.

    “There’s no time to mount the camera on a traditional gimbal,” he says. “But with Action mode, I could even shoot multiple takes. The stabilization is just so impressive.”

    Recording clean sound in a country as loud as India can be tricky, but Vyas is incorporating the cacophony into his milieu.

    “We’re able to layer footsteps, the rooster crowing, and the whirring sound of a fan with distinct clarity with the studio-quality mics on iPhone 16 Pro Max,” he says. “The native audio is that good in its bit rate and cadence.”

    Out amid the chicken coops while on set, Vyas relies on the nano-texture display of his MacBook Pro, which dramatically reduces glare and distractions from reflections coming from the overhead sun as he reviews the continuity of his shots. Nano-texture is a game-changing experience when working outdoors.

    “For a director, the most important thing is how the footage will turn out,” Vyas says. “Thankfully the Liquid Retina XDR display on my MacBook Pro gives me an accurate representation of the actual colors we will see in the finished version.”

    Screaming in Slow Motion

    Growing up in a traditional Tamil-speaking home in Chennai, filmmaker Shalini Vijayakumar loved hearing stories about her mother’s large family. “Some used to be funny, others were sad,” she says.

    “Some were about an uncle who used to talk to ghosts,” she continues. “As a 6-year-old, I would imagine myself in my mom’s place — full of stories to tell.”

    Her influences all come together in her new short film, Seeing Red, a comedic horror film about the quashed emotions of the women in a large Tamil household.

    Set in the 1980s, the film begins with three different women screaming in horror after seeing a ghost. It ends with them screaming to express a collective, repressed rage. “It’s like a journey from being scared to being angry,” she says. “The actors enjoy just getting to shout at the top of their lungs. And I scream with them because I’m also letting it all out.”

    To depict the scream, Vijayakumar is inverting a traditionally masculine visual device from Tamil cinema using iPhone 16 Pro Max. “I call these the ‘mass shots’ where the heroes walk dramatically in slow motion,” she says. “I’m doing that for the women in 4K120 fps, and it looks fabulous.”

    For more tightly framed shots, the 120 mm lens on iPhone 16 Pro Max allows her to bring together her narrative, staging, and theme in a single shot that she composed using Procreate on iPad.

    “Using the 5x Telephoto lens, I’m able to place the men in front as they discuss the fate of the women in the background,” Vijayakumar explains. “There’s so much storytelling in that one frame through that particular lens.”

    For all the complexities of theme, technology, and technique, both Vijayakumar and Seeing Red possess an ephemeral lightness of spirit. “My hope is that everyone has fun and remembers that women screamed in it!”

    Vikramaditya Motwane, the award-winning director and program mentor, is convinced the four MAMI Select filmmakers can carry forward the legacy of visionaries like Orson Welles and Satyajit Ray. “These filmmakers can be the pioneers who take the camera to places we’ve never seen before,” he says.

    First Deputy Prime Minister of Russia Denis Manturov and Minister Coordinating for Economic Affairs of the Republic of Indonesia Airlangga Hartarto held the 13th meeting of the Russian-Indonesian Joint Commission on Trade, Economic and Technical Cooperation. Its participants considered a wide range of issues of bilateral cooperation in the fields of trade, industry, investment, transport and energy, as well as science, education and culture.

    Despite global challenges, bilateral trade between Russia and Indonesia is showing positive dynamics. Over the past five years, mutual trade turnover has grown by more than 80% (to $4.3 billion by the end of 2024), and last year Indonesia was among Russia’s three leading foreign trade partners in ASEAN. “At the same time, the potential for economic cooperation is much broader. This was confirmed, among other things, by the Russian-Indonesian business forum held yesterday in Jakarta. Business circles are demonstrating practical interest in developing mutually beneficial cooperation. Given the success of the format, I propose to continue the practice of combining such business events with commission meetings. I also consider it necessary to encourage the participation of Russian and Indonesian companies in major congress and exhibition events held in our countries,” Denis Manturov noted.

    The business dialogue between Russia and Indonesia contributes to the diversification of the trade structure. Thus, along with fuel and energy products, the export of food and mineral fertilizers is growing. In 2023, deliveries of Russian wheat resumed. “We expect to begin shipping meat products that will meet halal standards in the near future. We see opportunities for developing the export of forestry and metallurgy products,” the First Deputy Prime Minister emphasized.

    The conclusion of the Free Trade Agreement between the EAEU and Indonesia, as well as the intergovernmental agreement on cooperation and mutual assistance in customs matters will allow further increase in trade turnover and simplify procedures for mutual access of goods to markets. Denis Manturov also emphasized the importance of ensuring uninterrupted mutual settlements.

    Special attention at the meeting was paid to the development of cooperation in the field of digital technologies. Domestic companies are ready to implement their own developments in the field of information security, artificial intelligence and smart city technologies in Indonesia. The First Deputy Prime Minister also confirmed readiness for dialogue on projects in the space industry, including technologies for remote sensing of the Earth, satellite navigation, manned spaceflight and personnel training.

    Cooperation in the spheres of culture, education, tourism and sports is developing successfully. Speaking about strengthening partnership relations in the media, Denis Manturov welcomed the plans of the Russia Today TV channel to jointly produce news content in Indonesian for local channels, which will allow objective coverage of both the Russian-Indonesian agenda and global events in the interests of the audience of our countries.

    Following the event, a final protocol was signed, as well as a Memorandum of Understanding between Rosakcreditatsiya and the Indonesian Halal Product Quality Assurance Agency, which is aimed at improving the conditions for access of halal products to the Indonesian market.     In the first quarter of 2025, Sidetrade delivered a solid performance, recording €2.77 million in Annual Contract Value (ACV) from new signed contracts, compared to €3.98 million in Q1 2024. It is important to note that Q1 2024 represented an exceptionally high comparison base, with triple-digit growth of +117%, nearing the Company’s all-time record of €4.1 million. While Q1 2025 marks a year-over-year decline of 30% against this particularly strong prior-year quarter, the performance remains robust in absolute terms and significantly exceeds the €1.83 million recorded in Q1 2023, representing a +51% increase over that period.

    During the quarter, strong performance in Europe—driven by existing customers and accounting for nearly 90% of total bookings—more than offset a more mixed performance in the United States. This European momentum was supported by the successful commercialization of new product modules, including CashApps and Augmented Invoice, the latter being dedicated to electronic invoicing. In North America, bookings contributed 15% of Q1 2025 total bookings. The region faced a more cautious investment environment, as key decision-makers adopted a wait-and-see approach regarding new project commitments.

    In addition, new SaaS bookings (New ARR) totaled €1.28 million, compared to €1.85 million in Q1 2024, while Services bookings totaled €1.49 million versus €2.13 million in Q1 2024.

    Sidetrade’s development model—balanced between North America and Europe, and between new customer acquisitions and upsells to the existing client base—provides the Company with strong resilience against short-term market imbalances. This quarter, solid expansion sales in Europe among existing customers ultimately enabled the Company to deliver a robust overall performance, despite a more challenging macroeconomic environment in the US.

    Sidetrade recorded a very strong start to fiscal year 2025, posting revenue of €14.3 million for the first quarter, representing year-over-year growth of +22%.

    SaaS subscriptions reached €12.1 million in Q1 2025, reflecting year-over-year growth of 26%, including +12% on a like-for-like basis (excluding the integration of SHS Viveon). This sustained pace underscores the effectiveness of Sidetrade’s SaaS business model and its ability to efficiently convert bookings into recognized revenue.

    In the first quarter of 2025, Services revenue posted modest growth of +3%, reaching €2.2 million. On a like-for-like basis (excluding the impact of SHS Viveon), this represents a decline of -20%. This trend reflects a lower volume of new large-scale projects and more limited-service engagements related to SaaS subscriptions among existing clients.

    Sidetrade continued to expand its footprint with large multinationals. In Q1 2025, subscriptions from companies generating over €2.5 billion in annual revenue grew by 44%. For the first time, contracts from these large enterprises accounted for more than half of Sidetrade’s total subscription revenue, representing 53% of the total—underscoring the Company’s increasingly strong positioning within the large enterprise segment. This momentum is expected to remain a key growth driver in the coming quarters.

    The integration of SHS Viveon’s operations (effective as of July 1, 2024) contributed €1.9 million to Sidetrade’s revenue in the first quarter of 2025, accounting for 13% of the total quarterly revenue.

    It is important to note that all of Sidetrade’s multi-year contracts are systematically indexed to inflation—using the Syntec index for Southern Europe, the UK Consumer Price Index (CPI) for Northern Europe, and the U.S. CPI for the United States. This mechanism ensures that annual price adjustments are applied automatically to SaaS subscription fees in line with inflation trends, without the need to wait for contract renewal.

  • MIL-OSI USA: Bringing Broadband to Hardest to Serve Areas

    overnor Kathy Hochul today announced the launch of the ConnectALL Deployment Program Request for Applications (RFA) for Priority, Reliable, and Alternative Technology Solutions, a critical milestone in the multi-year process to secure affordable, reliable, high-speed internet service to the final remaining unserved and underserved locations across New York State. ConnectALL will accept applications from April 15 through May 5, 2025 to fund projects deploying traditional fiber optic, cable, hybrid fiber-coaxial, and licensed fixed wireless broadband service, and federally designated alternative technologies such as unlicensed fixed wireless and low earth orbit satellite services. Applicants can view the Request for Applications and submit a proposal by May 5, 2025 at 11:59 p.m. ET.

    “Today marks a watershed moment in New York’s digital future as we launch the final application phase of our historic ConnectALL Deployment Program,” Governor Hochul said. “Broadband is no longer a luxury — it’s essential infrastructure for education, healthcare, economic opportunity, and daily life.     The RFA is open for applications and information on the Project Areas and eligible locations is available on the ConnectALL website. Organizations that have not yet completed the prequalification process, which was conducted from June 2024 to February 2025, will have an additional opportunity to submit these materials as part of their RFA response.

    The Deployment Program is the component of the Governor’s ConnectALL Initiative that exclusively addresses locations in the state that have no option for reliable, high-speed internet service. The Program launched in December 2022 with a statewide mobilization to improve the accuracy of federal broadband maps. ConnectALL, along with federal, county, and local partners, have since secured commitments for service for thousands of homes and businesses that allowed the Deployment Program to focus on approximately one percent of locations in the state. Following an earlier RFA that focused exclusively on fiber optic and other reliable solutions, ConnectALL is currently reviewing proposals to serve more than half of those locations. The Request for Applications announced today focuses on the approximately 20,000 homes and businesses that have not yet received proposals, do not have other commitments in place, and cannot currently be connected by a standard installation from an earth-based broadband provider.

    ConnectALL will make the planned awards for the full $644 million in federal grants available for public comment upon submitting them to the U.S. Department of Commerce’s National Telecommunications and Information Administration (NTIA) for approval by the federally-mandated deadline of July 25, 2025. Pending NTIA approval, selected projects are expected to commence in 2025 with completion within four years.

    Governor Hochul’s ConnectALL Initiative

    Governor Hochul has made expanding broadband access a cornerstone of her administration’s efforts to create a more equitable New York. Through the ConnectALL initiative, New York State is investing $1 billion to transform the state’s digital infrastructure, enhance competition among providers, and ensure that every New Yorker has access to reliable, affordable high-speed internet. To date, ConnectALL has overseen the successful launch and implementation of several programs to advance broadband access, including:

    • The Digital Equity Program will invest $50 million, including a federal allocation of at least $37 million, to implement the New York State Digital Equity Plan to close the digital divide. On March 24, ConnectALL closed the Digital Equity Program Capacity Grant Request for Applications, through which ConnectALL expects to award approximately $15.5 Million of the federal allocation.
    • The Affordable Housing Connectivity Program will provide up to $100 million in grants to bring new broadband infrastructure to homes in affordable and public housing leveraging funds from the U.S. Treasury Department’s Capital Projects Fund. The first awards under this program are securing $10 a month broadband service and $30 a month Gigabit service for over 14,000 low-income households in Buffalo, New York City and Rochester. The program continues to accept applications from internet service providers and expressions of interest from housing owners and public housing authorities.
    • The Municipal Infrastructure Program will fund broadband expansion projects owned by a public utility or publicly controlled. ConnectALL is accepting applications to Phase 4 through April 25, 2025. To date, ConnectALL has awarded over $240 million through the program, funding construction of nearly 2,400 miles of broadband infrastructure that will reach 98,000 locations across New York State.     • The Connectivity Innovation Program advances innovation and new broadband solutions, business models, and technologies in order to increase private sector investment and entrepreneurship; drive equity and innovation in the broadband marketplace; and reinforce a thriving research, development, and manufacturing ecosystem to support connectivity innovation in New York. ConnectALL is accepting applications to the Connectivity Innovation – Mobile Service RFA through June 17, 2025.
