  • MIL-OSI Security: Cordova Man Sentenced in Connection with $5.9 Million Insurance Fraud Scheme

    Memphis, TN – Christopher C. Brown, 47, of Cordova, Tennessee, was sentenced to 27 months in federal prison and ordered to pay $5,214,302.00 in restitution after his conviction related to a multi-year scheme to defraud four insurance companies.  Reagan Fondren, Acting United States Attorney for the Western District of Tennessee, announced the sentence today.

    While operating a music recording business on Monroe Avenue in Memphis, Brown made claims to Main Street Assurance Company for alleged losses of over $340,000 due to water damage and a purported burglary at the business location.  Main Street paid Brown’s claims.  Brown then obtained insurance coverage for the same business location from Markel Corporation.  Brown made a claim to Markel for $2,840,000 for alleged fire damage to the location, and the claim was honored.

    Brown then formed a limited liability corporation named Tattooed Millionaire Entertainment (TME).  This action allowed Brown to apply for insurance coverage without disclosing his previous insurance claims.  Through TME, Brown purchased a second Memphis property at Rayner Street which had previously housed a well-known recording studio known as the House of Blues.  Brown obtained insurance coverage for the Rayner property and music recording business from Hanover American Insurance Company.  Brown later filed a claim with Hanover for purported damages from an arson fire that damaged the Rayner property, and Hanover paid him $2,200,000 on that claim.

    During this time, Brown also obtained vehicle insurance from Progressive Insurance on a 1985 diesel bus.  He later filed a claim with Progressive alleging that the bus had been stolen.  Progressive paid Brown $109,580 in settlement of that claim.

    In Brown’s claims with the four victim insurance companies, Brown made false statements and representations.  This included the submission of fake or altered documents to the companies.

    In September 2023, Brown pled guilty to mail fraud.  On October 17, 2024, United States District Court Judge Samuel H. Mays sentenced Brown to 27 months of incarceration followed by 2 years of supervised release and ordered him to pay $5,214,302.00 in restitution.  There is no parole in the federal system.

    Acting U.S. Attorney Fondren said, “Insurance fraud schemes like this cheat honest companies and their policyholders.  These schemes also raise the cost of insurance for everyone and make it harder for people to obtain needed insurance in the first place.  Whenever fraud like this occurs in the Western District of Tennessee, this office will be prepared to hold offenders accountable for such crimes of dishonesty.”

    Inspector in Charge Tommy D. Coke, U.S. Postal Inspection Service, Atlanta Division, said, “This defendant misused the U.S. Mail to defraud four insurance companies of millions of dollars.  I believe this sentence will send a message that this type of crime is serious and let criminals know that our agency will continue to hold them accountable for their actions.”  

    This case was investigated by the United States Postal Inspection Service, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and the Shelby County Sheriff’s Office.

    Acting U.S. Attorney Fondren thanked Assistant United States Attorneys David Pritchard and Tony Arvin who prosecuted this case on the government’s behalf, as well as the law enforcement partners who investigated this case.

  • MIL-OSI Africa: Cameroon after Paul Biya: poverty, uncertainty and a precarious succession battle

    Cameroon’s President Paul Biya is 91 years old. He is Africa’s oldest head of state and only one has served longer: President Teodoro Obiang Nguema of neighbouring Equatorial Guinea, who is 82 years old.

    Biya has been Cameroon’s president since 1982. Prior to that, he was prime minister from 1975.

    In recent weeks there has been growing speculation about the nonagenarian’s health. Some rumours even suggested that he had died. This led the Cameroonian government to issue a statement banning all reports about his health.

    These cycles of rumour have recurred whenever Biya has “gone missing” for extended periods of time. Before he arrived at Yaoundé’s international airport on 21 October, Biya was last seen in public on 8 September, when he attended a China-Africa forum in Beijing.

    Cameroon has known only two presidents since independence. For 60% of the country’s youth population, Biya is the only president they have known.

    The country finds itself in a precarious situation, uncertain about what will happen after Biya, who has ruled with an iron fist.

    Long term incumbencies don’t usually end well. Examples across the continent illustrate the high potential for political instability. The most vivid cases include Libya, Tunisia, Sudan, Gabon, Chad and the Democratic Republic of Congo.

    For me as an associate professor of international studies and researcher of regime transformation in Africa, Cameroon holds specific interest because of its regime resilience over the decades, when many in the region haven’t fared as well.

    My view is that Cameroon will, sooner rather than later, hit an inflection point post-Biya. Cameroon lacks strong constitutional guard rails, so succession is bound to be a very messy affair.

    Second, due to years of nepotism and tribalism institutionalised by Biya, there will be heightened potential for regional and ethnic tensions or conflict – even a general breakdown of law and order.

    Lastly, the military establishment could well make a move in the name of safeguarding the republic in times of uncertainty.

    The legacy

    Cameroon is endowed with abundant resources, including oil, gas and timber. It is also strategically located at a crossroads between west and central Africa on the Atlantic coast, an entry point to landlocked inner regions.

    Yet, according to the World Food Programme, over 55% of Cameroonians live in poverty and 37.7% are severely impoverished.

    The country’s infrastructure is in poor shape. While the Douala port has been modernised and railway regional linkages such as the Douala-Yaoundé lines have been expanded, road and railway infrastructure are barely functional.

    According to Transparency International, corruption is endemic in Cameroon. The country ranks 140th out of 180. This is despite official efforts to do something about it.

    In 1982 Biya capitalised on the anti-corruption sentiment that had been directed at the Amadou Ahidjo regime. Biya promised an anti-corruption “new deal”. Despite initial progress, by the early 1990s Cameroon was topping the world’s corruption tables.

    Critics suggest that Biya has also used his anti-corruption drive to keep his potential competitors in check.

    Nepotism and tribalism continue as Biya has established a patron-client state system. For example, the Beti people, who are the president’s ethnic kin, are reported to take up a disproportionate slice of senior positions in government and the military. Yet they account for a small percentage of the population.

    This has bred a kleptocratic system matched only by widespread communal resentment.

    There are other deep fissures in Cameroonian society. Socially, the country became a federated entity at independence in 1960. Two language groups – French and English speaking – came together for a United Republic of Cameroon.

    For a while this unity held. But increasing disenchantment with Biya’s regime, especially the marginalisation of the Anglophone south-west, developed into a rebellion in 2016. Thousands of people have been killed and tens of thousands displaced. It has also resulted in an increased crackdown by the central authority.

    Today, Cameroon is a fractured society with the south-west calling for increased autonomy and language justice and even self-determination. The creation of the Commission of Bilingualism and Multiculturalism and designating special status to the rebellious regions has done little to quell the crisis.

    Regional role

    Regionally, Cameroon has been a key partner for the US and France through tackling Boko Haram in the region. The country has been directly affected by the attacks of this Islamist group, which originated in Nigeria and has extended its reign of terror across the region.

    The anti-terror campaign has seen a close US-France-Cameroon relationship with military and intelligence strategic cooperation.

    Equally Biya can be lauded for having peacefully settled the Bakassi peninsula crisis with Nigeria, a territorial border dispute, thereby averting regional instability.

    There are not yet obvious signs that, after Biya, the Franco-Cameroon relationship would come under strain similar to other scenarios in the region.

    France has built a steady political and economic relationship with Cameroon, investing heavily in the region, providing political cover to the regime and entering into a defence pact.

    This relationship has also benefited many a political and military elite. Barring any monumental development, it is bound to be sustained in the post-Biya era.

    Fractured political landscape

    Biya’s longevity at the helm of Cameroon politics is testament to his ability to mobilise all state resources, power and constitutional levers for his lifetime presidency. He has outmanoeuvred all political competitors.

    This has enabled him to avoid the fate of neighbouring countries such as Central African Republic, Niger, Chad and Gabon, where governments have been overthrown by military coups.

    In 1992 Biya agreed to a multiparty dispensation. But since then, he has engineered removal of term limits and he is on his seventh term of office.

    But in the evening of his years, and in the absence of a designated successor or an elite pact, there is a real possibility that various factions of the Biya regime such as that of Frank Biya, Ngoh Ngoh, Laurent Esso or even the military will jostle and fight for power.

    Without a political culture of constitutional constraint, instability seems inevitable. And the south-west rebellion might escalate its military and political pressure for better leverage with whoever comes to power post-Biya.

    Whether the next political leadership will be able to set a transformative agenda for socio-political reconciliation and national renewal will be dictated by their ability to strike a grand compromise.

    European Parliament resolution on the situation in Azerbaijan, violation of human rights and international law and relations with Armenia

    The European Parliament,

    – having regard to its previous resolutions on Armenia and Azerbaijan, in particular those of 20 May 2021 on prisoners of war in the aftermath of the most recent conflict between Armenia and Azerbaijan[1], of 10 March 2022 on the destruction of cultural heritage in Nagorno-Karabakh[2], of 19 January 2023 on the humanitarian consequences of the blockade in Nagorno-Karabakh[3], of 14 September 2023 on the case of Dr Gubad Ibadoghlu, imprisoned in Azerbaijan[4], of 13 March 2024 on closer ties between the EU and Armenia and the need for a peace agreement between Azerbaijan and Armenia[5], and of 25 April 2024 on Azerbaijan, notably the repression of civil society and the cases of Dr Gubad Ibadoghlu and Ilhamiz Guliyev[6],

    – having regard to the Partnership and Cooperation Agreement of 22 April 1996 between the European Communities and their Member States, of the one part, and the Republic of Azerbaijan, of the other part,

    – having regard to the joint statement of the Office of the Prime Minister of the Republic of Armenia and the Presidential Administration of the Republic of Azerbaijan of 7 December 2023,

    – having regard to the Organization for Security and Co-operation in Europe (OSCE) Minsk Group’s 2009 Basic Principles,

    – having regard to Rule 136(2) of its Rules of Procedure,

    A. whereas from 11 to 22 November 2024 Azerbaijan will host the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29); whereas respect for fundamental human rights and civil society participation are enshrined in the host country agreement through which the Azerbaijani Government committed to uphold these rights;

    B. whereas for more than a decade and with increasing determination Azerbaijani authorities have been reducing space for civil society, arbitrarily closing down non-governmental organisations and arresting or forcing into exile civil society representatives;

    C. whereas since the announcement that Azerbaijan would host COP29, control of critical voices has increased, resulting in the arrest, arbitrary detention and prosecution of civil society activists, journalists and media workers, including foreign journalists;

    D. whereas an estimated 300 people are currently being detained on politically motivated charges, including human rights defenders, journalists, academics, peaceful protesters, lawyers and political and other activists; whereas they are being held in conditions that do not meet international human rights standards and they are often denied access to their family members, lawyers and adequate medical care;

    E. whereas the Parliamentary Assembly of the Council of Europe (PACE) decided in January 2024 not to ratify the credentials of the Azerbaijani delegation, noting its ‘very serious concerns as to …[Azerbaijan’s] respect for human rights’; whereas the PACE noted that its Monitoring Committee’s rapporteurs were not allowed to meet with people who had been detained on allegedly politically motivated charges, and that the Azerbaijani delegation refused to allow the rapporteur for the Committee on Legal Affairs and Human Rights to visit the country;

    F. whereas Azerbaijan has implemented a systematic policy of bribing officials and elected representatives in Europe in order to downplay Azerbaijan’s human rights record and to silence critics, as part of a widely used strategy described as ‘caviar diplomacy’; whereas some cases have been investigated and some of those involved have been prosecuted and convicted by national courts in several EU Member States;

    G. whereas Azerbaijan has been actively involved in destabilisation campaigns against the national politics of Member States, as recently observed and well-documented in New Caledonia, where it has conducted disinformation operations and provided support for rioters;

    H. whereas on 3 July 2024, the Council of Europe’s European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) publicly denounced Azerbaijan’s ‘refusal to improve the situation in the light of the Committee’s recommendations’ and the ‘persistent lack of cooperation of the Azerbaijani authorities with the CPT’,

    I. whereas Dr Gubad Ibadoghlu, a renowned political economist, anti-corruption activist and chairperson of the Azerbaijan Democracy and Prosperity Movement, who is due to start his visiting scholarship at Technische Universität in Dresden, was arbitrarily detained on 23 July 2023, kept in prison on dubious charges with limited contact with his family and lawyer and reportedly subjected to inhumane treatment; whereas since Parliament’s resolutions of 14 September 2023 and 25 April 2024, his health has further deteriorated due to the inadequate treatment of his serious medical condition, poor detention conditions and inhumane treatment; whereas on 22 April 2024 Dr Ibadoghlu was moved to house arrest, where he is being kept under constant police surveillance without being allowed to communicate with doctors, while his health condition still gives rise to serious concerns for his life; whereas on 17 October 2024 Dr Ibadoghlu was shortlisted for the 2024 Sakharov Prize;

    J. whereas on 4 December 2023 human rights activist Ilhamiz Guliyev was arrested on politically motivated charges a few months after he gave an anonymous interview to AbzasMedia about the alleged police practice of planting drugs on political activists;

    K. whereas charges have been brought against numerous independent journalists who remain in prison or in pre-trial detention, while independent media outlets such as AbzasMedia, Kanal 13, Toplum TV and others have been shut down after key members of their staff were arrested on politically motivated charges;

    L. whereas Dr Ibadoghlu’s research found that Azerbaijan was highly unlikely to be able to increase its natural gas production sufficiently in order to fulfil its promise to provide gas to the EU as set out in the strategic partnership for energy; whereas Azerbaijan’s increased Russian gas imports are a cause for concern as to whether Azerbaijan can replace Russia as a gas supplier, as Baku, unable to meet European demand, may relabel Russian gas as Azerbaijani for European consumption;

    M. whereas on 19 September 2023 Azerbaijan launched an unjustified attack against Nagorno-Karabakh, resulting in several hundred casualties, the death of civilians, and the majority of the population fleeing from their homes; whereas this forced displacement of the population and offensive against the civilian population represent a de facto ethnic cleansing of Nagorno-Karabakh and gross violations of international law and human rights, which may amount to crimes against humanity;

    N. whereas in December 2023 a joint statement of the Office of the Prime Minister of the Republic of Armenia and the Presidential Administration of the Republic of Azerbaijan brought about the release of 32 Armenian prisoners of war, expressed the commitment of both countries to continue their discussions regarding the implementation of more confidence-building measures, and called on the international community to support their efforts that would contribute to building mutual trust between the two countries and positively impact the entire South Caucasus region;

    1. Urges the Azerbaijani authorities to address the deteriorating human rights situation in the country ahead of COP29 and to show its commitment to fundamental rights and to fundamental principles of democracy, justice, the rule of law and human dignity;

    2. Denounces the reported violations of the rights to freedom of expression, association and peaceful assembly, the reprisals against human rights defenders and journalists, the widespread violations of the right to a fair trial, and the abuse of the criminal justice system for political purposes;

    3. Calls for the immediate and unconditional release of all human rights defenders, activists, journalists and government critics imprisoned in retaliation for their human rights work and dissenting views; demands that freedom of the press and expression be guaranteed and that media organisations not be restricted; calls, therefore, on the Azerbaijani Government to release journalists working for AbzasMedia, including Ulvi Hasanli and Sevinj Vagifqizi, and Alasgar Mammadli who works for Toplum TV;

    4. Deplores the crackdown on civil society, as documented by Amnesty International, around major international events hosted by Azerbaijan, including Eurovision 2012 and the 2015 European Games;

    5. Takes note of the statements of the electoral observation mission of the Organization for Security and Co-operation in Europe Office for Democratic Institutions and Human Rights, according to which Azerbaijan’s presidential and early parliamentary elections of February and September 2024 did not offer voters genuine political alternatives and took place within a legal framework that overly restricted fundamental freedoms and the media;

    6. Reiterates its grave concern over the detention of anti-corruption activist and academic Dr Gubad Ibadoghlu, who was held in pre-trial detention for almost one year despite his deteriorating health, moved to house arrest on 22 April 2024 and continues to be deprived of liberty, and who is not allowed to leave Azerbaijan to receive the medical care he requires; calls on the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy (VP/HR) and on the Member States to actively call for the release of Dr Gubad Ibadoghlu; calls on the Azerbaijani authorities to drop all charges against him, release him immediately from house arrest and allow him to leave the country on humanitarian grounds to receive urgently needed medical treatment abroad;

    7. Expresses its concern over the case of Anar Mammadli, a prominent human rights defender and climate advocate, who was arrested on 29 April 2024 and placed in pre-trial detention, and who faces charges of conspiracy in apparent retaliation for his criticism of the government and his activism; calls for his release from prison;

    8. Deplores the arbitrary detention of human rights defender Ilhamiz Guliyev and opposition leader Tofig Yagublu and calls for their immediate and unconditional release;

    9. Calls for the EU and its Member States to impose targeted sanctions on individuals responsible for human rights violations and systematic repression against civil society in Azerbaijan, as well as on Azerbaijani officials responsible for the ethnic cleansing in Nagorno-Karabakh;

    10. Reiterates its call for independent investigations into the abuses committed by Azerbaijani forces in Nagorno-Karabakh that could amount to war crimes; calls, further, on the Azerbaijani authorities to allow the safe return of the Armenian population to Nagorno-Karabakh and to offer solid promises regarding the protection of their rights and protection from intimidation and discrimination, guaranteed and monitored by an international presence;

    11. Highlights the importance of providing continuous support to the Nagorno-Karabakh Armenians who were displaced in September 2023 and beforehand through direct humanitarian aid and budget support for the Armenian Government; calls for the EU, in this regard, to provide a new package of assistance to Armenia to help the Armenian Government address the humanitarian needs of refugees;

    12. Calls on the Azerbaijani Government to immediately and unconditionally release all remaining Armenian prisoners of war, hostages and captives, and to ensure transparency regarding the situation of detainees from Nagorno-Karabakh;

    13. Strongly condemns the destruction of Armenian cultural, religious and historical heritage in Nagorno-Karabakh; calls on Azerbaijan to refrain from destroying this heritage in the region and calls for the protection of this heritage in line with UNESCO standards, including through the authorisation of a UNESCO mission to the area;

    14. Calls for thorough investigations into serious risks of Russian gas laundering through Azerbaijan and into the Azerbaijani authorities’ facilitation of Russia’s circumvention of EU sanctions, which would severely contradict EU foreign policy objectives; calls on the Council to systematically tackle the circumvention of sanctions by non-EU states; calls on the Council to design a new horizontal sanctions regime to counter this circumvention, which will require a more general and holistically applicable instrument to target circumvention in all regimes implemented by the EU;

    15. Insists that any partnership agreement between the EU and Azerbaijan – including on energy – must have strong conditions attached on the respect of international law, fundamental rights and international obligations, in particular on Azerbaijan making substantial progress towards a comprehensive and sustainable peace agreement with Armenia; calls on the Commission, consequently, to urgently assess and review the 2022 Memorandum of Understanding on a Strategic Partnership in the Field of Energy and to act accordingly;

    16. Calls on the VP/HR to suspend the negotiations for a renewed partnership agreement until Azerbaijan has demonstrated its genuine readiness to faithfully engage in the negotiation of a peace agreement with Armenia and to respect the rights of Nagorno-Karabakh Armenians;

    17. Confirms its full and strong support for the sovereignty and territorial integrity of Armenia and Azerbaijan; condemns any military aggression, use of force or hybrid threats against Armenia, as well as foreign interference and attempts to destabilise the political situation in Armenia; welcomes the assistance measures under the European Peace Facility in support of the Armenian armed forces and calls for the cooperation between Armenia and the EU to be further reinforced in security and defence; welcomes the actions undertaken by several Member States to provide defensive military support to Armenia and urges the Member States to consider similar initiatives;

    18. Urges Azerbaijan and Armenia to advance towards full normalisation of their relations on all pending issues and to promptly conclude a comprehensive and sustainable peace agreement; calls on Azerbaijan to demonstrate genuine efforts to this end and invites the VP/HR to continue to support efforts towards a comprehensive peace treaty;

    19. Welcomes the joint Armenia-Azerbaijan statement of 7 December 2023 on confidence-building measures; firmly believes that such measures can benefit the overall peace process and pave the way for increased trust between the two sides; welcomes the progress made in the framework of the Armenia-Azerbaijan border delimitation process, which has led to an agreement on several sections of the border; encourages both sides to take further steps on the remaining sections;

    20. Calls on EU and Member State officials and elected representatives taking part in COP29 in Baku not to turn a blind eye to human rights violations in the country and to use the momentum of the conference to increase diplomatic pressure on the Azerbaijani regime to respect fundamental rights and freedoms, release all political prisoners and return Armenian hostages;

    21. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the President, Government and Parliament of the Republic of Azerbaijan, the President, Government and Parliament of the Republic of Armenia, the Organization for Security and Co-operation in Europe and the Council of Europe.

    Coming here on this occasion, I get a feeling of sublimity. It is the essence of human life; it is a heavenly feeling. I am grateful to the Honourable Culture Minister, Gajendra Singh Shekhawat for having made available such an opportunity to me to know about what has been transacted during the last six days. One assurance I can hold out, Gajendra Singh Shekhawat is a game changer.

    He gets into his job with passion, mission and he is good at execution. I have seen the positive impact of his ministry when I was in Meghalaya last week. He has not been in the saddle for long but this gives as an indication of the shape of things to come and from every perspective. Bharat home to one-sixth to humanity, this aspect is more important than anything else.

    We have a global identity nurtured over centuries and the most inalienable facet, emotive facet, rich facet is our cultural identity.

    The presence of a very distinguished parliamentarian, an actor of reckoning, but her identity globally is only by her great commitment to dance. I am referring to Hon’ble Member of Parliament Hema Malini Ji.

    Her presence is electrifying because while she has been in various roles, in films and otherwise, her heart, soul and mind have always been in sync when it comes to dance. And dance, I can say, is her everlasting and first love.

    Dr. Padma Subramaniam, people look for civilian awards and to be honoured with the second-highest civilian award of this nation and that too in this great field, your presence means a lot to us.

    Dr. Sandhya Purecha, she is deep into it, you must have heard her. She is committed to it. This is the second time I am attending her function and I am sure things will always be on an incremental trajectory.

    My greetings and salutations to those celebrities, dignitaries who are of the dais. They represent our cultural wealth. They are premium ambassadors of this nation within and outside.

    Friends, nothing can be more delightful than to celebrate human expressions through art forms and the six days of deliberations. Mind-scratching, I am told by the Hon’ble Minister, have been extremely fruitful.

    All awardees, civilian or otherwise, converged at one place to analyze and address issues so that our culture is nurtured, it is blossomed, and it makes our identity globally more important. I have no doubt the deliberations will go a long way in shaping further course of action. And it is also an occasion to look to those who are committed to dance music, but are in suffering of some kind. We need to handhold them. We need to create a new interest in them.

    I know sometimes it is so vital to provide fiscal assistance because they are so deep into their art and culture, dance and music, they forget about it. I’m sure this will be looked into.

    I am sure the Honourable Minister would generate a mechanism that all stakeholders for dance and music or culture as a whole come on the same page. They work in tandem and togetherness to generate an ecosystem where our artists in these domains feel comfortable financially and otherwise. And we manage to see an explosion of real talent that lies in villages Tier 2 and Tier 3 cities.

    I am told that over 200 artists and scholars from 16 plus nations have performed various Indian dance forms and shared insights. The Utkarsh performance featuring 300 tribal performers was acclaimed by the President of India. I commend the organisers for this event. I must make by way of transgression, a brief reference, to an extremely talented chief minister, Mr. Sangma of Meghalaya. When I was there, at Raj Bhavan, all the tribes of Meghalaya performed, all of them. They performed one after the other. They performed in unison. They performed in harmony. And this reflected that house over maybe the divisiveness, the unity brought about by culture, by dance and music is impregnable. It is lasting. It is soothing. It is a seamless connection of the heart and soul of the people.

    Dance and Music are natural connecting modes. They bring about a friendship beyond language or other barriers.

    Bharat means a gold mine of fine arts. The world recognises it, we feel it. This festival testifies to dance’s universal appeal, featuring global artists with unique perspectives. It underscores that Indian art educates, uplifts and inspires offering a model of inclusivity in a divided world.

    The greatest challenge the planet faces today is lack of inclusivity. Lack of inclusivity in thought, in politics, in economic development. India has emerged as a global beacon of inclusive growth. A growth that is benefiting by good governance, Affirmative policies, the most vulnerable, the marginalized, the weakest, and that has given the nation a mood of hope and possibility, something that was lacking a few years back. In a world grappling with conflicts and transgressions, discord, there is ray of light. When the tunnel is of transgressions, conflagrations, we find light of dance and music that unites people across cultural barriers.

    Culture, dance, and music are universal languages of mankind. They are understood all over.

    as you mean without having to take recourse to the language or dialect that is specific to individuals.

    Performing arts have the power to unite, power to heal, power to inspire, power to motivate. Dance artists are cultural and peace ambassadors. They promote dialogue. They promote discussion. They lay great ground for soothing diplomatic maneuvers.

    Distinguish audience, our civilization has always valued various forms of expression. I am taking it in a wider connotation, our civilisation depth is always to lend your ears to the other point of view, never be dismissive about it. There will be occasions when you will find on introspection that the other point of view is the correct point of view.

    Dance is considered divine as described in Bharat Muni’s Natya Shastra and when you feel divinity, when you experience sublimity, when you rise about heart and mind, or in conversation with your soul, then you realise the existence of pure life. It gives a different meaning altogether, generating peace and harmony all around.

    When we look into our historical perspectives, ancient Indian centres like Patliputra, Puri, and Ujjain fostered dance forms. India shared its message of peace and unity through Vasudhaiva Kutumbakam, through scriptures and art forms globally.

    Let me reflect, our culture was a feast during our G20 presidency. 200 hundred locations in this great country when we had G20 presence. every state of the Union, every Union territory and therein you found something very great. The state government, the Union territory administration and the central government were on the same page as never before and that was a grandiose success.

    Indian dances have been performed worldwide for millennia, including Chinese and Greek courts. The Ramayana spread to Southeast Asia is visible at Angkor Wat in Cambodia. On my first maiden visit outside this country, as Vice President, I went to Cambodia to attend an ASEAN meeting. When I went to Angkor Wat, unbelievable! You look at what has been carved out in stone. As if everything was speaking. Amazing and believable! One has to see to believe. I saw it myself. This can turn out to be a great facet of cultural diplomacy and art does not define dominance. Art defines integration. Culture, music, art, they unite. They never dominate. 

    Bharat is a living civilization with geniuses like Tansen, Tagore, Purandar Drasa and Swami Haridas. But there was a time in our history, 400, 500 years back, where music was discarded by the then rulers. Our most precious treasure was antithetical to their values.

    We suffered that kind of repression. But our belief throughout has been that in every part of this great land, those who nurtured, blossomed furthered because of dance music were held in high esteem. And I’m so happy and delighted that in the last 10 years, the recognition extended to eminent, deserving personalities from this domain is very commendable and soothing.

    This will help come over challenges of day to day life. They will help us to nurture our indomitable spirit.

    Post-Independence, our founding fathers mandated the preservation of cultural heritage in the Constitution. It is reflected in the directive principles of state policy.

    India is rising. The rise is exponential. The economic upsurge is stunning. The world organizations are echoing in us. We are moving towards a destination which people of my generation never dreamt of. What we have today was not thought of even a decade ago. In that situation, it is our bounden duty. It is ordainment of our civilization that our art and heritage are made to shine as symbols of identity and influence. There must be our cutting edge when we deal with people to people contact. UNESCO recognizes eight Indian dance forms as intangible cultural heritage, including Kalbeliya, Garba and Chow. I don’t subscribe to this. We have many more. They are calibrating from their perspective. We must go much beyond that.

    Yoga’s global recognition, marked by International Yoga Day, reflects India’s role in promoting wellbeing. A thought occurred to the Prime Minister. The thought was put on the global platform. In the shortest time, the largest number of nations converged, and what we see now, yoga is doting every part of the globe that gets sunshine.

    Indian wisdom is coming to the rescue of billions.

    Our cultural revival integrates ancient wisdom with contemporary practices cementing India’s image as a cultural powerhouse.

    I congratulate the Ministry of Culture, ICCR and Sangeet Natya Academy for their efforts. However, And this is a time to be extremely proactive, time not to be complacent. We need to discover, nurture and find that it does not go into extinction. Lesser known dance forms, they need to create retention.

    Go to any part of the state and you will find every district having its own identity.

    Like one district, one product, you will find one district, one cultural event relating to culture, dance, music. I am amazed sometimes when I see the instruments, how hard they have worked to preserve those instruments, how skillfully they play, how they mesmerize you, how they release your stress and tension for a time. When you attend to them you find you are in a different world altogether. We have to focus on that. Let us give them a new lease of life.

    We have to also be in overdrive in a group to ensure that our youth get involved with Indian dance, music and the kind. This will also cut into the menacing habits our youth get into. Drugs to name one. A person who is involved in these finer arts either as a performer or as onlooker is surcharged with positivity, welfare of humanity, and I am sure this too will be attended.

    As I said, which is more important, your ministry does not stand alone. You have to get all the stakeholders be it the Ministry of Finance, Ministry of Railways, Ministry of Civil Aviation any ministry must have the role of Gajendra Singh Shekhawat because we need to spread our culture, disseminate the knowledge of it and wider the knowledge, wider the dissemination greater will be the impact.

    Additionally, I urged the honorable minister and I requested particular manuscript experts and dance scholars to work together in rediscovering lost dance manuscripts. I was happy to note what the honorable minister conveyed to me. The giants, the Padmavadis, the great exponents over the last six days have brainstormed to address the challenges and to find out. what can be done.

    I would particularly emphasise that we are in the grip of another industrial revolution and that revolution is technology.

    Technology, artificial intelligence, Internet of Things, machine learning, blockchain and the kind. They help refine our artistic talent. and the effort should be made in a structured scientific manner, employment for generating opportunities in the field of culture, art, dance, music.

    These endeavours, particularly promoting rural folk dance forms and rediscovering ancient heritage will serve a large interest of the nation. While institutional efforts are invaluable, collective action is crucial for cultural revival involving individual efforts, community engagement and international collaboration.

    I am sometimes amazed when people hold great functions, they think of a different mode of music, different mode of dance. Ignoring the wealth we have with us, once it catches up, they will know what gain they have got. Let us recognize this as the beginning of a commitment to nurture our artistic heritage.

    Let us pledge to ensure it blossoms to new heights, the heights that are due to it. Art and culture are vital to our existence, shaping our identity and relationships. Dance is both a window to our past and a pathway to our future. Together let’s celebrate the enduring relevance of Indian dance and arts, ensuring they continue to enrich our lives and the world.

    I will conclude by making one observation, India’s rise is phenomenal, Infrastructure development is unbelievable. From the time I faced a situation as a minister and a member of parliament in 1990, where foreign exchange reserve was one billion US dollars, now it has crossed 700 billion.

    I saw Jammu and Kashmir as a minister in 1990, we didn’t see even two dozen people on the road, two crore people went there last year as tourists. In this big change we must have proportionate development of our culture.

    Manchester Christmas Markets open on 8 November

    With less than three weeks to go now until Manchester’s legendary Christmas Markets open, we’ve got the markets mapped for visitors and festive shoppers with a downloadable map to help everyone find their way round the markets and point them in the right direction for food and drink, live entertainment, and those all-important toilet stops.

    Open daily for a six-week seasonal take-over of the city centre from Friday 8 November until Sunday 22 December, this year’s markets include seven weekends of festive fun for visitors and Christmas shoppers instead of the usual six, due to the way dates fall.

    Bigger and better than ever, this year’s Christmas Markets will see 240 of the iconic wooden ski chalet market stalls across nine different locations throughout the city centre.

    New for this year is an expanded Winter Gardens at Piccadilly, with more space and stalls to enjoy along with two fabulous festive marquees fit for the Santa season and festooned with twinkling fairy lights, to provide more of the all-important under-cover space for Christmas shoppers to get cosy if the weather turns cold.

    Also new this year at the Winter Gardens is an expanded seasonal offer from next-door neighbours Piccadilly Street Food Market, with stalls there also staying open until 9 pm each night, serving up their unique flavours from around the world.

    With the Winter Gardens at Piccadilly at the heart of this year’s Christmas Markets, the markets will also see the transformation of Market Street, Cathedral Gardens, Exchange Street, New Cathedral Street, St Ann’s Square, Exchange Square, The Corn Exchange, and King Street into Manchester’s very own magical Christmas wonderland.

    Manchester’s Christmas Markets will be open daily from Friday 8 November to Sunday 22 December. Craft stalls and stalls selling seasonal goods will be open each day from 10 am – 8 pm, whilst food and drink stalls will be open from 11 am – 9 pm each day.

    The markets wrap for Christmas at 6pm on Sunday 22 December, except for the food and drink stalls at Cathedral Gardens which will stay open until December 31 alongside the ice rink.

    Councillor Pat Karney, Christmas spokesperson for Manchester City Council, said: “Less than three weeks to go now until the opening of our world-famous Christmas Markets and it’s suddenly beginning to feel a lot like my absolute favourite tinsel-y time of year. The markets sound incredible – we’ve got stalls selling everything from hand-made wrist watches, leather goods and jewellery, to fine art prints, designer hats, cheeses and chutneys, Christmas tree decorations and chocolate kisses – as well as mouth-watering treats and hot drinks at every turn. They’re going to be amazing, and we’re all set for Manchester’s best Christmas ever!”

    Popular Apple Fair extended to two days

    The popular Apple Fair returns with gusto to Castlederg this year as two days of entertainment and fun are planned to celebrate the Halloween season.

    Running over Friday 25th and Saturday 26th October all the activity will be focused around the town’s newly refurbished Diamond area.

    This year the event is being organised by the Castlederg Community Events Committee. Rois Kelly from the group explained, “We are really delighted to bring the Apple Fair back to the town, and to be able to extend it to run over two days. We have lots of entertainment, family fun, bespoke stalls and of course apples to make sure there is something for everyone to enjoy.”

    Ahead of the official start of the Apple Fair the entertainment gets underway with ‘Man in Black’ – a special performance in Derg Parish Church on Thursday evening at 7.30pm. It will feature the story and songs of Johnny Cash, as told by David Kelly.

    The fun runs throughout the day from 11am-4pm on Friday. The Fair will be opened with a special performance of ‘A Million Dreams’ by pupils from four of the local primary schools – St Patrick’s PS, Edwards PS, St Caireall’s and Killen PS.

    Friday will continue with the arrival of Roland Dukes, one of the traditional apple sellers making the trip from Portadown to the Tyrone town for the occasion with a selection of tasty apples available from his vintage truck.

    A variety of other arts, crafts, and food stalls will be selling their wares throughout the two days. There will also be a number of local DJs playing and karaoke available. On Friday, The Derg Arms is running a pumpkin carving competition, while Bradley’s Pharmacy has organised a special fancy dress competition where people are asked to get their picture taken in front of the Apple Fair/Halloween Window display. Bring an Apple Fair prop and dress up, then come along, fill in an entry form in store and develop your photo free. You’ll also be in with a chance of winning a £50 Bradley’s voucher.

    Bringing Friday to a close is the Churchtown Community Association’s Halloween Hoolie in the Ard Mór Centre from 6-9pm.

    Saturday sees the arrival of a host of fun and activities for local families to enjoy. Running from 12-5pm there will be amusements, face-painting, live music, inflatable mascots, performances from Much Ado Stage School, and dance acts.

    Encouraging people to come out and support this year’s Apple Fair, the Mayor of Derry City and Strabane District Council, Lilian Seenoi Barr said, “The Castlederg Apple Fair is a long-running tradition in the town with apple sellers travelling from Co Armagh in the lead-up to Halloween for the past 100 years. It’s brilliant that the event has been expanded to two days this year. Well done to everyone who worked so hard to make this happen, and I would encourage everyone in the town to support the event and make sure they get along and enjoy it this weekend.”

    The Apple Fair is free, however tokens need to be purchased for the amusements and facepainting.

    Since the beginning of the year, the city has transferred seven land plots in the southeast of the capital to investors and developers as part of the implementation of large-scale investment projects (MaIP). This was reported by Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “The city has allocated to investors for lease without bidding almost 10.7 hectares of land in the territory of the South-Eastern Administrative District for the construction of industrial, educational, commercial and other facilities as part of the implementation of large-scale investment projects. The contracts have been concluded for five years, during which the construction of real estate with a total area of almost 170 thousand square meters should be completed,” said Vladimir Efimov.

    A large-scale investment project is a special status. It can be obtained, for example, by production complexes, innovation centers, social institutions, transport, sports, business and other facilities. For their construction, land plots are leased without bidding.

    “Large-scale investment projects are one of the most popular measures to support industrial construction. Since 2022, in accordance with the order of Sergei Sobyanin, the city provides land plots at a preferential rental rate of one ruble per year.     Until November 30, Moscow animation studios and video game development companies will be able to apply for residency in Russia’s first video game and animation cluster. Agreements will be concluded after the second stage of selection in the first half of 2025.     “We are announcing the start of the first stage of accepting applications for residency in the first video game and animation cluster in Russia. The participant status will provide an opportunity to place a company office on the territory of the cluster and, using the provided equipment, create new video game and animation products of any complexity. Working in such conditions will help individual specialists and companies develop their projects and the Russian gaming industry,” noted Alexey Fursin.

    Earlier, more than 40 companies expressed their desire to become residents of the cluster. This status will make it possible to place an office of no more than 500 square meters on its territory, as well as use modern infrastructure and advanced equipment that allows creating video game and animation products of any complexity.

The platform will cover all areas of the industry – from training to support for Moscow specialists in export activities.     The construction of a comprehensive school has been completed in the Vnukovo district. The investor erected the building as part of a residential complex at 8a Letchika Gritsevtsa Street.     “In the Vnukovo district of TiNAO, construction of a school with an area of 19.5 thousand square meters has been completed. It is designed for a thousand students. The three-story building includes elementary and secondary school blocks, as well as a sports block.     The building has all the conditions for comfortable learning for young Muscovites. It is equipped with laboratory and research complexes, rooms for musical and artistic creativity, a medical block, psychologist’s and speech therapist’s offices, as well as a dining hall.

    “The building provides for zoning of the educational space with the placement of the elementary school block separately from the premises of the secondary school. The main entrance is located in such a way that the flows of junior and senior classes do not intersect. The interest of students in their studies will be supported by a multi-light multifunctional space on the second floor with a stage, an artistic, technical center, as well as sports halls and a media library,” added the Minister of the Government of Moscow, Head of the Department of Urban Development Policy of the City of Moscow

    The permit for the commissioning of the school was issued by the Moscow State Construction Supervision Authority. As the chairman of the agency noted Anton Slobodchikov, the school was built on a land plot of almost 2.2 hectares. The building has universal and specialized classrooms. The entire construction cycle was supervised by the committee’s inspectors. Since the start of the work, nine inspections have been conducted, and based on the results of the final inspection, a conclusion was drawn up on the compliance of the facility with the design documentation, after which the school was put into operation.

    All schools and kindergartens being built in TiNAO fully comply with the quality and equipment standards applicable to educational institutions in the capital. According to the head of the Department for the Development of New Territories of the City of Moscow Vladimir Zhidkin, designers are faced with the task of creating premises that are not only convenient for the educational process, but also adapted for scientific and creative activities, and the comprehensive development of students. The emphasis is on modern technical equipment, functionality, spaciousness, and safety. Since the beginning of 2024, more than 20 educational facilities have already been built and opened in TiNAO.

    Reacting to the news, Council Mordey, said: “It’s brilliant that England has drawn the USA at next summer’s opening match in Sunderland.

    “Sunderland has a very special relationship with the USA, from the ancestral links between Washington Old Hall and George Washington dating back from 1183 to the Friendship Agreement Sunderland signed with the US capital Washington DC in 2006 which has created so many opportunities over the years.

    “We’ve also seen significant investment and employment in Sunderland from American-owned companies over the years, such as Lear, Adient, UK Independent Medical Services, Apexon and Rayovac, to name just a few, creating valuable jobs for people across the city.     The farmer and conservationist will help support the next generation of scientists

    Farmer, conservationist and TV presenter Jimmy Doherty has taken on an important new role as Visiting Professor at Anglia Ruskin University (ARU).

    The announcement was made today [22 October] on the first day of the Chelmsford Science Festival, organised by ARU, which runs until Tuesday, 29 October.

    Jimmy is the much-loved presenter of programmes including Jimmy’s Farm, Jimmy and the Wild Honey Hunters, Jimmy Doherty in Darwin’s Garden, Jimmy’s Global Harvest, Museum of Life, Jimmy and the Whale Whisperer, Jimmy’s Big Bee Rescue and most recently Jimmy and Shivi’s Farmhouse Breakfast. Alongside his wife, he runs the popular Jimmy’s Farm & Wildlife Park near Ipswich, which he has farmed since 2002.

    Jimmy studied animal biology and entomology at university, and part of his role within ARU’s new Writtle School of Agriculture, Animal and Environmental Sciences will see him help to inspire the next generation of farmers and scientists.

    In conjunction with Jimmy’s Farm & Wildlife Park, ARU will run joint education and research projects, which includes plans for a new PhD studentship in conservation.

    ARU is home to approximately 40,000 students across a range of courses and campuses. After ARU merged with Writtle University College in February of this year, the 370-acre campus on the outskirts of Chelmsford became ARU Writtle.

    With an impressive reputation for animal, agriculture and horticulture courses, ARU Writtle features a campus farm that’s home to sheep, pigs and cattle, an Equine Training and Development Centre featuring stables and riding arenas, and a state-of-the-art Canine Centre including hydrotherapy clinics.     October has long been associated with ghosts – from ancient Celtic festivals to ward off restless spirits after harvest time to the modern standby of using an old sheet to make a last-minute Halloween costume. In the middle of the 19th century, however, popular portrayals of ghosts became a year-round staple, in part because photographers discovered that they could depict them.

    The first ghost photographs were accidents. Early cameras required 30 seconds or more to take a photo. If someone wandered briefly into the shot, the resulting picture would contain their ghostly trace superimposed over substantial furniture, buildings or people who had held still for the full exposure.

    When shrewd photographers realized that the inconvenience of long exposure time could become an asset, detailed directions for creating these illusions proliferated. Photographers could cut ghost figures from transparent material and place them onto glass negatives or inside camera bodies. Or they could make real people half-transparent through tricks of double exposure.

    As early as 1856, experts gleefully noted that one could create images of ghosts “for the purpose of amusement.” Commercial photographers began producing this spectacular phenomenon for fun and profit and – as I have found while researching early portrait photography – thereby helped feed media fascination with all things ghostly.

    Turning accident into amusement

    Photographs became collectible amusements partly thanks to the midcentury invention of the stereoscope – a device that created three-dimensional optical illusions.

    Stereoscope cards contain two pictures of the same scene, photographed from slightly different angles. A viewer selects a card, inserts it and then presses the instrument to their face. The device isolates their eyes, so each sees only one picture. As the brain, trying to avoid double vision, merges these images into one, the result is a 3D effect.

    In the 1850s, reading aloud was the primary form of at-home entertainment. Daily newspapers ran no images, and the technology to reproduce photographs in books or periodicals was still 40 years away. But this affordable gizmo could bring the whole world into your living room.

    My archival research has turned up newspapers full of articles and ads promoting stereoscopic “marvels.” The London Stereoscopic Co. advertised “effects almost miraculous” and marketed the device for family entertainment. By 1856, a mere two years after the company’s founding, its catalog listed over 100,000 cards, including views of dramatic landscapes, exotic tourist destinations, famous portraits and card sets that told stories.

    Among these collections of sights unseen were plenty of ghostly images. “The Ghost in the Stereoscope,” a colorized card, shows two men in open-mouthed surprise at the sudden appearance of a ghost at their supper table. The title signals the jump scare that the image maker hoped would likewise amaze the viewer when the 3D ghost loomed before their very eyes.

    On another card, “That’s Too Thin,” a ghost points an accusatory arm at one man sitting at a gaming table. The 1876 guide “How to Write Letters” lists “too thin” among its “slang words and phrases” to be avoided for their “low associations and vulgar ideas,” which suggests that the offender is doing something unseemly for a respectable man. This visual joke relied on a pot-kettle formula: A figure so thin as to be see-through is calling out someone else as “too thin.”

    Popular ghosts

    Nothing was meant to imply that these were pictures of actual spirits. Some – like “The Haunted Lane,” in which two men who cower in supposed terror from a ghost are obviously photographed in a studio with “lane” props – were so melodramatic as to be funny. Others were more melancholy and featured mourning husbands whose ghost-wives played the piano beside them, or orphaned children whose ghost-mothers watched over them from beyond the grave. All of them were performances.

    And all of them helped stoke a midcentury market hungry for ghostly thrills. In 1859, novelist Wilkie Collins published his spectral “The Woman in White” in installments in Charles Dickens’ weekly magazine. It sold over 100,000 copies and launched a decade-long craze for hair-raising sensation fiction.

    The “Illustrated Police News,” launched in 1864, contained supposedly true tabloid-style stories that often featured ghosts. And in 1862, John Henry Pepper, a British scientist and popular lecturer, refined a projection technique that could create apparitions onstage during live theater productions. Commonly known as Pepper’s Ghost, the dramatic illusions began appearing immediately on both sides of the Atlantic.

    Some stereoscope cards referenced multiple forms of popular entertainment to create ghost images that worked as layered visual jokes. The 1865 card “A Dream After Seeing Pepper’s Ghost” is a great example of how the Victorian penchant for allusions and wordplay found its way into this visual pastime.

    The sleeping young woman’s “dream” is a photographic ghost: The looming, gauzy figure filling the dark space of the window beside her bed would have appeared to float in 3D stereoscope. “Seeing Pepper’s Ghost” obviously refers to a play she has attended: Her fine clothes tossed haphazardly on the furniture indicate a late evening out.

    But the ghost has the head of a cow and wears a necklace on which is lettered “MUSTARD.” A Victorian viewer accustomed to wordplay riddles would realize that this ghost-of-pepper also implies that the sleeper ate too much of an overly seasoned roast beef dinner, for indigestion was commonly understood to cause bad dreams.

    Together, these details may allude to Dickens’ “A Christmas Carol.” A theater company in 1865 would undoubtedly use the sensational new Pepper’s technique to place the ghost of Jacob Marley onstage to torment his former business partner, the miser Scrooge. And Scrooge quite famously dismisses Marley’s ghost initially as “an undigested bit of beef, a blot of mustard” – that is, as merely a bad dream brought on by overeating. A clever viewer would delight in puzzling through these playful layers of stereoscopic magic.

    There were, of course, also Victorian photographers who purported to capture actual ghosts. They sometimes worked with mediums at séances, and their claims to record the spirit world engendered huge controversy.

    But in the Halloween season, it’s fun to contemplate the lighter side of this history, when an appetite for haunting tales inspired photographic ghost effects that seem delightfully ahead of their time.

  • MIL-OSI Global: Don’t panic reading ‘electoral process porn’: There are plenty of safeguards to make sure voters’ wishes are respected

    You’ve probably seen them: alarming columns or stories with alarming headlines about how somebody is going to exploit an obscure provision in election law to undo the 2024 presidential election and toss it to the House of Representatives. Your vote won’t count, and democracy will go to hell.

    Election law scholar Justin Levitt throws cold water on those scenarios, and in an interview with Naomi Schalit, The Conversation’s senior editor for politics and democracy, he says the voters will decide the election, “flat out.”

    What’s “electoral process porn?”

    It’s a writing genre identifying a tactic or loophole that’s supposedly going to fundamentally change the election process – what I called “The Key to the Whole Thing This Time” in a Slate piece earlier this year – usually, by taking away everyone’s voting rights and magically delivering the election to one candidate. It’s a lurid, titillating take that depends on the fact that election law and process can sometimes seem impenetrable.

    What distinguishes this type of think piece from other reporting on the election process is tone and emphasis, rather than information. Just like not every sex scene in the movies needs an NC-17 label, not every piece about how elections work is going to be electoral process porn.

    Perhaps the worst part about electoral process porn is that it leaves readers with an unjustified feeling of helplessness, even the thought that voting might be pointless, if it’s all subject to this supposed hidden gimmick. It is dystopian fiction masquerading as analysis, feeding on people’s anxieties that a basic process of self-government might be taken out of their own hands.

    Can you give me a few examples? I want the person who reads this to understand concretely what you’re talking about.

    Sure. One example fits the mold of the artful con: the heist movie or spy thriller that depends on knowing the particular procedural lever to deliver results, the MacGuffin nobody else can anticipate, making the person who’s the center of the thriller the smartest person in the room. It’s the story about an Electoral College feature in which an obscure part of the law, say subparagraph (ii)(B) of paragraph (1)(c) about delivering a particular piece of paper, secretly holds the spell to make millions of votes disappear. It depends on a wildly implausible sequence of events and a whiff of magical legalism, with a basic misunderstanding of what legal rules are for.

    Another example is the armchair detective mystery, with the promise that if you squint just right, you can find the clues that finally solve the big crime. This type of piece often centers on alleged voter fraud, making a legitimate loss feel more palatable by suggesting it’s theft instead. The thing is, these are usually murder mysteries with no dead bodies. People motivated to play detective will often find suspicious patterns in conduct that’s entirely lawful.

    A third version is a horror story, with jump scares at scale: tales of voter suppression predicting that evildoers will steal the election by preventing millions of legitimate voters from casting ballots that count.

    But there are practices and rules that can be obstacles to voting.

    There sure are. I’m a civil rights lawyer, so it’s worth noting that some election rules do make the process harder than it needs to be. Sometimes intentionally. Rules disenfranchising people with convictions offer a particularly stark version of that very real problem. We’ve got an obligation to keep making the election process better.

    But these electoral process porn articles often portray the system as an endless nightmare of procedural hurdles. That’s not reality for most of the electorate.

    Democrats and others have criticized Trump and his followers in the GOP for destroying confidence in our elections. Yet much of this kind of what you label “porn” comes from Democrats and progressives. Doesn’t this also diminish people’s confidence in the election’s integrity?

    Yes. And it diminishes people’s confidence in the power of their vote. I think it would be somewhat less harmful if it were paired with a message of empowerment, like, “Here is what people are trying to do to take power. But it’s not going to work. And you can ensure your voice counts by registering and casting your ballot.”

    I don’t mean to shake my finger at writers who are trying to present information in a way that draws readers in. But the tone of these columns, and the degree to which they empower or discourage, matters. These process-porn pieces are at their worst when the voters are peripheral, when the articles say, “This is being done to you, and there’s really nothing you can do about it other than get angry and give us money.”

    We’re getting pretty close to Election Day, which is the culmination of the vote. Are there legitimate problems that voters should be aware of?

    There will be some bumps, sure. Until humans figure out how not to make mistakes, there will be issues that crop up. It’s a good thing that for most Americans, voting is a period of time, rather than a single day. That gives opportunities to catch and address the problems.

    The U.S. election process is remarkably robust. Everyone saw that in 2020, the most scrutinized election in the nation’s history, during the middle of a pandemic. The system was stress-tested in ways beyond anyone’s wildest imagination, and it responded remarkably well.

    There’s always work to improve the voting system – the Constitution reminds Americans to work toward a “more perfect union.” But the fact that we can and should do better should not shake people’s confidence in the integrity of the election results overall.

    The Electoral College means that a few thousand voters in a few swing states are going to decide the winner. It’s going to be up to those voters, flat out – who decides to cast a ballot and who they decide to vote for – not a deus ex machina. The election process is designed to tell us who we chose, not to determine the answer without us.

    Of course, it has happened that a presidential election came down to 537 votes in a single state – remember Florida in 2000. When it’s that close, everything matters. A butterfly ballot flaps its wings in one part of the country and the answer changes nationwide.

    But 537 votes is an anomaly. The elections of 2016 and 2020 were very close in the states that determined the Electoral College results – but still nowhere near Florida-in-2000 close.

    And because of all the fail-safes built into the system, even very close is something the election process can handle. I’m very confident that the voters are going to decide this election, not the lawyers or the courts.

    Electoral process porn is adult fiction. In the real world, it turns out “The Key To The Whole Thing This Time” isn’t a process quirk. It’s us.

    WASHINGTON  – Yesterday, Congressman Bobby Scott (VA-03) was in attendance at a White House celebration honoring the 2022 and 2023 recipients of the National Medal of the Arts. Missy Elliott, a native of Portsmouth, VA, was one of the 2022 National Medal of Arts recipients.

    “Missy Elliott is a legendary, trailblazing music artist. She is a global superstar as well as an immense source of pride for Virginia and the Hampton Roads region,”said Congressman Scott.“It was very fitting that she was among those honored by President Joe Biden and First Lady Jill Biden, and I was proud to attend today’s celebration to honor her legacy. Some could say it would be a ‘Misdemeanor’ to not honor her life and career. I congratulate her, and all the other recipients for their creativity and important contributions to our country.”

    The National Medal of Arts is the highest award given to artists and arts patrons by the federal government.
