    DIGITAL EQUITY INNOVATION AWARDS HONORS THOSE HELPING TO CLOSE THE DIGITAL DIVIDE IN HAWAI‘I

     

    First-ever awards held during Digital Inclusion Week

     

    In recognizing the work of individuals and organizations who help provide internet access and close the digital divide across the state of Hawai‘i, 18 recipients of the first-ever Digital Equity Innovation Awards (DEIA) were honored today.

     

    Conducted in conjunction with National Digital Inclusion Week (October 7-11), the awards ceremony this morning recognized pioneers, future innovators, dedicated advocates, impactful organizations and data-driven leaders making significant strides in digital equity. This includes providing others with access to technology from broadband connectivity to devices, as well as teaching the necessary digital skills that are beneficial in employment, education, healthcare and other important facets of everyday life.

     

    The digital awards were organized by the state Department of Business, Economic Development and Tourism (DBEDT) Hawai‘i Broadband and Digital Equity Office (HBDEO), the Broadband Hui and Pacific International Center for High Technology Research (PICHTR), in partnership with the four county governments and the islands’ nonprofit community access television providers, ʻŌlelo Community Media, Hōʻike Kaua‘i Community Television, Akakū Maui Community Media and Nā Leo TV. The awards recognized those in each of the four counties in the following categories:

     

    • Digital Equity Pioneer Award: Those making outstanding contributions to closing the digital divide in each of Hawai‘i’s counties through innovative access and skills training.
    • Future Innovators Award: Student teams driving digital inclusion within their schools and communities with creative solutions and leadership.
    • Digital Equity Luminary Award: Individuals championing digital equity through sustained advocacy and impactful leadership.
    • Community Impact Award: Organizations with measurable success in fostering digital inclusion and reducing disparities.
    • Digital Equity Beacon Award: Awarding those who effectively use data to tell stories, measure progress, and drive decision-making.

     

    Hawai‘i Lt. Governor Sylvia Luke, who last year announced the launch of the state’s “Connect Kākou” initiative to expand broadband service statewide through anticipated federal funding, praised the accomplishments of the DEIA winners.

     

    “Achieving accessible and affordable high-quality internet for all of Hawaiʻi is the commitment of Connect Kākou. Making this a reality will require a collective effort—from government and nonprofits to businesses, students, educators, and digital equity leaders,” Lt. Gov. Luke said. “Mahalo to the dedicated community champions who are paving the way to create a future that keeps us all connected for generations to come.”

    Expanding the reach of AI beyond text: healthcare AI models in Azure AI Studio

    Microsoft is announcing the launch of healthcare AI models, a collection of cutting-edge multimodal medical imaging foundation models available in the Azure AI model catalog. Developed in collaboration with partners like Providence and Paige.ai, these models enable healthcare organizations to integrate and analyze diverse data types — ranging from medical imaging to genomics and clinical records. By using these advanced models as a foundation, healthcare organizations can rapidly build, fine-tune and deploy AI solutions tailored to their specific needs, all while minimizing the extensive compute and data requirements typically associated with building multimodal models from scratch.

    “The development of foundational AI models in pathology and medical imaging is expected to drive significant advancements in cancer research and diagnostics,” said Carlo Bifulco, MD, chief medical officer of Providence Genomics and a co-author of the Prov-GigaPath study. “These models can complement human expertise by providing insights beyond traditional visual interpretation and, as we move toward a more integrated, multimodal approach, will reshape the future of medicine.”

    Harnessing the power of healthcare data with Microsoft Fabric

    Historically, healthcare data has been difficult to access due to its unstructured nature and the limitations of existing data management systems. These challenges have limited organizations’ ability to gain a comprehensive view of patient experiences and access valuable insights.

    With the general availability of healthcare data solutions in Microsoft Fabric, healthcare organizations can overcome these barriers by reshaping how users access, manage and act on data with a single, unified AI-powered platform. Additionally, healthcare security application templates for Microsoft Purview, an innovative suite of features designed to help govern healthcare data, are available in public preview. We’re also launching new capabilities in public preview within healthcare data solutions in Microsoft Fabric including:

    • Conversational data integration: Send conversational data, such as patient conversations, from DAX Copilot to the Fabric platform. By sending DAX Copilot audio files, transcripts and draft clinical notes to Fabric, customers and partners can leverage various native tools in Azure and Fabric to analyze this data and/or combine it with other data to generate comprehensive insights.
    • Social determinants of health (SDOH) public dataset transformation: Ingest, persist, harmonize and consume SDOH national and international public datasets to enable healthcare organizations to identify risks and health-related social needs to help create equitable healthcare for all patients and communities.
    • Centers for Medicare & Medicaid Services (CMS) claim and claim line feed (CCLF) data ingestion: Streamline the ingestion of claims data and harmonize with clinical, imaging and SDOH data to unlock actionable insights on patients and populations.
    • Care management analytics: Leverage unified healthcare data and care management analytical templates to enhance patient care by identifying high-risk individuals, optimizing treatment plans and improving care coordination.
    • Data discovery and cohorting: Utilize an integrated workflow that allows healthcare organizations to create, manage, analyze and share patient cohorts.

    Building a safe and responsible healthcare agent

    Healthcare organizations face numerous challenges, including workforce shortages, rising costs and increasing patient care demands. Generative AI offers a potential solution to these challenges by automating administrative tasks, analyzing vast amounts of data for actionable insights and assisting healthcare professionals in decision-making.

    To address this, Microsoft is announcing the public preview of healthcare agent service in Copilot Studio to build Copilot agents for appointment scheduling, clinical trial matching, patient triaging and more.     Enhancing nursing workflows with AI: nursing early outcomes

    With the World Health Organization (WHO)1 predicting a shortage of 4.5 million nurses by 2030, the urgency to deliver technology to support the nursing profession is felt more than ever.

    Last month at Epic’s UGM, we announced the next focus area for our collaboration in Epic Workshop. Today, we’re sharing more about how we’re actively collaborating with several leading healthcare organizations — including Advocate Health, Baptist Health of Northeast Florida, Duke Health, Intermountain Health Saint Joseph Hospital, Mercy, Northwestern Medicine, Stanford Health Care, and Tampa General Hospital — to build an AI solution using ambient technology that addresses nursing documentation by drafting flowsheets for review, allowing nurses to focus less on paperwork and more on their patients.     Today, Apple revealed new episodes, films, series, and music performances captured in Apple Immersive Video that will debut on Apple Vision Pro for free. Apple Immersive Video is a remarkable media format that leverages ultra-high-resolution 3D video and Spatial Audio to put viewers in the center of the action.

    Submerged, the first scripted short film captured in Apple Immersive Video, written and directed by Academy Award-winning filmmaker Edward Berger, is now available. Next month, Apple and The Weeknd will launch a breathtaking immersive music experience celebrating the seven-time diamond-certified artist’s highly anticipated new album, Hurry Up Tomorrow. With Concert for One, a new concert series set to debut later this year, fans will experience intimate performances from the world’s biggest artists, beginning with a special set from the award-winning British singer-songwriter RAYE.     2024 NBA All-Star Weekend

    Next Friday, basketball fans will enjoy an immersive short film of the 2024 NBA All-Star Weekend, featuring the Rising Stars, the Slam Dunk contest, the first-ever NBA vs. WNBA 3-Point Challenge, “Stephen vs. Sabrina,” and highlights from the All-Star Game.

    Concert for One

    Concert for One is the first music series captured in Apple Immersive Video, bringing fans closer to their favorite artists than ever before.   • MIL-OSI USA: Federal workplace safety investigation finds Janesville recycling company continues to expose workers to dangerous levels of lead, cadmium

    JANESVILLE, WI ‒ A follow-up inspection by federal workplace safety investigators in April 2024 found a Janesville recycling company continuing to expose employees to unsafe levels of lead and cadmium while they dismantled cathode ray tubes from older TVs, despite being cited for the same violations in April 2023.

    The U.S. Department of Labor’s Occupational Safety and Health Administration determined Universal Recycling Technologies LLC failed to implement adequate engineering controls and did not keep surfaces as free as practicable from lead and cadmium accumulations. 

    “Chronic overexposures to these toxic metals may cause severe damage to blood-forming, nervous, urinary and reproductive systems,” said OSHA Area Director Chad Greenwood in Madison, Wisconsin. “Universal Recycling Technologies cannot solely rely on personal protective equipment as the primary source of protection. The company must focus on continuous improvement of engineering controls to reduce employee exposures to hazardous air contaminants.”

    OSHA cited the company for two repeat and six serious violations and one other-than-serious violation and proposed $202,820 in penalties.

    Specifically, the agency found Universal Recycling Technologies failed to do the following:

    • Provide biological monitoring of employees for overexposure every six months. 
    • Collect samples for representative full shift exposures to both lead and cadmium.
    • Ensure workers removed protective clothing contaminated with lead and cadmium at the completion of the shift and left the clothing at the workplace.
    • Require workers exposed to lead and cadmium to shower at the end of their shift.
    • Establish a regulation area to reduce the spread of contamination when employees were exposed to lead or cadmium over the permissible exposure limit. 
    • Train employees on the additive effects of lead and cadmium.

    Based in Janesville, Universal Recycling Technologies LLC also operates facilities in Dover, New Hampshire; Clackamas, Oregon; and Fort Worth, Texas. 

    The company has 15 business days from receipt of the citations and penalties to comply, request an informal conference with OSHA’s area director, or contest the findings before the independent Occupational Safety and Health Review Commission.

  • MIL-Evening Report: The Texas Chain Saw Massacre and its harrowing, visceral impact has been rarely matched, 50 years on

    The Texas Chain Saw Massacre is a product of a unique time in American filmmaking, when independent exploitation films were nastier than ever, and equally capable of piercing the mainstream consciousness.

    Tobe Hooper’s 1974 film arrived in a recently transformed exhibition landscape. The 1967 outcry over onscreen violence in Bonnie and Clyde marked the end of Hollywood’s Motion Picture Production Code and the introduction of film ratings.

    Films like Easy Rider (1969) elevated the standing of formerly disreputable exploitation fare within Hollywood. By 1973, The Exorcist was packing out cinemas and producing lines around city blocks with the promise of the most unremitting horror film yet made.

    The Texas Chain Saw Massacre was shot quickly on a shoestring budget, financed in part by the newly-formed Texas Film Commission. The film assembled its cast and crew from Austin’s circles of recent college graduates and dropouts.

    Its plot is straightforward enough: a group of young people are stranded when they run out of gas in rural Texas. They are terrorised and subsequently murdered by an eccentric local family, including the chainsaw wielding Leatherface – a nonverbal, childlike giant who wears masks made from the skin of his flayed victims.

    We learn this family have lost their jobs at the local slaughterhouse with the introduction of bolt gun technologies, leaving them sell roadside meat made from human victims.

    This detail has inspired a range of thematic interpretations for the film, encompassing commentary on class and family, gender and animal rights.

    The film lays bare the horrors of meat production, inflicted on human victims. The family home is the site where these themes come into conflict.

    Porn and violence on screen

    The Texas Chain Saw Massacre was picked up by the Bryanston Distributing Company. In 1972, Bryanston was the distributor for the theatrical release of the hardcore pornographic film Deep Throat. The film’s success shifted popular discourse around pornography, and helped Bryanston widen the theatrical release for The Texas Chain Saw Massacre.

    In subsequent years, media reported on alleged abusive on-set conditions on Deep Throat, along with claims Bryanston was connected with organised crime. Director Hooper, and many of the Chain Saw Massacre cast, alleged they never received their share of box office from the distributor.

    The Texas Chain Saw Massacre’s proximity to Deep Throat stoked controversy, conflating concern about increasingly extreme depictions of sex and violence onscreen.

    Two years earlier, young filmmaker Wes Craven had transitioned from making pornography to horror film. His low budget rape-revenge exploitation film The Last House on the Left (1972) was originally developed as a hardcore pornographic film. This approach was abandoned when it entered production.

    Unlike Craven’s notorious film, The Texas Chain Saw Massacre is not overtly sexualised. While there may be a sexual undertone to Leatherface’s pursuit of Sally and her companions, it does not escalate to onscreen acts of sexual violence.

    Regardless, the film drew condemnation, particularly in the United Kingdom, where it was banned, and later figured in public debates about the censorship of “video nasties” in the 1980s.

    For my part, I remember encountering The Texas Chain Saw Massacre at the video rental store as a child: its title, cover and R-rating promised horrors beyond comprehension, many years before I actually saw the film itself.

    Horrors implied, rather than shown

    Beyond its controversies, The Texas Chain Saw Massacre played an important role in the developing field of horror film studies. It figures prominently in Robin Wood’s taxonomy of “reactionary” horror movies (which uphold traditional values) and “progressive” horror movies, which take a more ambivalent stance on the figure of the monster, challenging conservative social values. Wood counts The Texas Chain Saw Massacre in the latter category.

    It is also central to Carol J. Clover’s influential codification of the “final girl” narrative trope, in which a sole young woman is able to withstand the monster’s onslaught.

    Alongside Halloween (1978), The Texas Chain Saw Massacre helped steer the trajectory of American horror films in the 1980s.

    Halloween is situated within the manicured surroundings of suburbia, and conveys its menace through the slick technical qualities of its gliding camera, and John Carpenter’s staccato synth score.

    By contrast, The Texas Chain Saw Massacre locates its horror in the backroads and decrepit farmhouses of central Texas. The idea of Texas looms large, connoting a place of lawlessness, violence and danger.

    Hooper punctuates his long shots with extreme close ups via rapid editing. The film’s most grotesque horrors are implied, rather than shown. Its most visceral impact comes from its extended chase sequences, and via its soundtrack: Sally’s piercing screams, and Leatherface’s ever-present chainsaw.

    While the Texas Chain Saw Massacre spawned several sequels and influenced even more imitators over the years, from the Ramones to Wolf Creek (2005) and X (2022), it has rarely been matched in its intensity, and its harrowing, visceral impact.

  • MIL-OSI USA: Cassidy Meets Vietnam Veterans in DeRidder

    ALEXANDRIA – Yesterday, U.S. Senator Bill Cassidy, M.D. (R-LA) visited the local Vietnam Veterans of America (VVA) Chapter in DeRidder, where he greeted veterans as they gathered for their monthly meeting and discussed what he can do to help them.
    “I appreciate having the opportunity to speak with veterans on what we can do for them,” said Dr. Cassidy. “My office helps vets every day get appointments at the VA or get disability claims reviewed. I’m also doing everything I can in Washington to protect their benefits. They served us. We need to serve them.”
    In 2022, Cassidy passed and signed into law the Solid Start Act, solidifying a Trump-era policy which requires that veterans be contacted three times by the U.S. Department of Veterans Affairs (VA) during their first year after leaving the service about the VA benefits they’re eligible to receive. More recently, Cassidy and U.S. Senator John Kennedy (R-LA) demanded answers from the Overton Brooks VA Medical Center in Shreveport after an inspector general report found they failed to comply with suicide prevention protocols, which enabled both a suicide and a suicide attempt.
    Cassidy has also introduced legislation to form a policy advisory commission that will ensure a transparent, expert-driven review process for the Veterans Health Administration, making sure that they efficiently and effectively provide health care to the veterans they serve. His Baton Rouge office also can expedite disability rating, pension, and appeal applications for veterans and their spouses or widows, under certain circumstances. They can also help with VA appointments and related matters, and can be reached at (225) 929-7711.
    The VVA chapter met in the War Memorial Civic Center for Beauregard Parish, which originally opened on November 28, 1941 as a United Service Organization (USO) base to entertain troops participating in the Louisiana Maneuvers and for those stationed at DeRidder Army Air Base and what was then Fort Polk. It was the first USO base not built on a military installation, and was donated to the USO. Soldiers of the U.S. 45th Infantry Division, known as the Thunderbirds, were the first to use it. It was used through World War II and the Korean War.
    89,000 soldiers visited the DeRidder USO, with 15,000 receiving showers and 27,000 watching movies. Dances were also held three times per week during World War II. Today, the Civic Center hosts a War Room Museum with many items from World War II on display, and hosts events such as the monthly meeting of VVA Chapter #1138. Their commander, Mr. Glenn Dean, welcomed Cassidy to their meeting.
    “We are grateful for Senator Cassidy stopping by our meeting to learn more about the needs of our community,” said Mr. Dean. “We fought for our country abroad so our neighbors could live in freedom here. In return, we ask for a VA that serves us, and we look forward to Senator Cassidy working to make that happen.”

    Earlier today, Governor Kathy Hochul participated in a fireside chat at The Project Healthy Minds World Mental Health Day Festival. World Mental Health Day was established on October 10, 1992 by the World Federation for Mental Health. Since then, it has been observed every year with the aim of raising awareness in the global community about critical mental health agendas through collaboration with various partners to take action and create lasting change.

    Linsey Davis, ABC News: Good morning, everyone. Good morning, and thank you so much for joining us on this World Mental Health Day. We are excited to have this conversation with regard to mental health — America’s fraying social fabric — which is such a necessary and worthwhile conversation to have. And we are so glad to have with us Kathy Hochul, the 57th Governor of New York — first female Governor of New York.

    Governor Hochul: Yes. Thank you, everybody.

    Linsey Davis, ABC News: And not only do we have in her an advocate when it comes to mental health reform, but also with abortion rights and gun safety and beyond. But in particular, today we’re going to really talk about the status of mental health when it comes to our youth both in the State of New York and beyond, because a number of the initiatives that you’ve actually started are really a model that the rest of the country is looking at and implementing. And so, we just thank you so much for taking the time to have this really critical and necessary conversation.

    You know, it’s been said that if you’re not afraid, you’re not paying attention. And I think that is certainly true of these times when we think about — whether it’s natural disasters or the global conflict in Ukraine or Israel, and the slightly contentious election for President that we’re in the midst of — but all of these have ramifications when it comes to our young people. And I want to get to that larger crisis that’s taking place, but first I want to talk about — further compounding all of this — is that there are still lingering effects from COVID-19.

    Governor Hochul: That’s exactly right. I would put that at the top of the list of what maybe precipitated this unusual time in our history where we’re finding that childhood is no longer a time of joy. It is enormously stressful. And to see kids in middle school and high school in particular that are really devolving into a dark place — and this is not from me reading books. This is from me spending two years on the road convening young people in libraries and classrooms and different community centers all over the State, and asking them what’s going on. Why are these statistics that we’re seeing about — particularly young women contemplating suicide and actually following through with it — happening? The depression, the anxiety — all these parallel factors are going on at a time when people are not recovered from the pandemic.

    And I say that to adults and they don’t even think about it anymore because their resiliency was baked into them. As adults, you’ve been through a lot. When you are a 12-year-old or a 16-year-old, you don’t have those natural coping skills. And those kids today are still talking about the pandemic that we have put in the rear view mirror.

    But parallel with that was the rise in social media algorithms that are addictive. So, this was the imperfect storm that — the collision of which — has affected the mental health of our kids, and we have to do something about it because we’re the adults in the room, we’re the adults in their lives and they’re asking us, as one young woman said to me, “You have to save us from ourselves. We cannot put down the phones, we cannot break the addiction.” And I have to do something. I’m the first woman governor, but also I’m the first mom governor whose kids have gone through this, and I see so many family members and so, I applaud you. And also Project Healthy Mind for putting a spotlight on something that four or five years ago I don’t think there would have been as much interest in, but now even the Surgeon General has declared this a crisis. And we, in leadership positions, have no option but to act, and I’ve been doing this for years.

    Linsey Davis, ABC News: And when you talk about the stress, anxiety, uncertainty in particular that kids are feeling — give us an idea of some of the initiatives, some of the specific steps that your administration is taking.

    Governor Hochul: Well, number one, when I first became governor three years ago, I knew that there’s still a stigma about seeking help. I mean, I’ve been working on this in the addictive space — opioid addiction — and so people don’t want to get help. Mental health, it seems like you’re admitting a weakness if you seek help. I’m glad to see there’s been an evolution where more people are open about it and talking about it on social media platforms and podcasts, and programs like this that allow people to feel more comfortable with the fact that we’re all imperfect. Sometimes we need help at different points in our lives. But when it came down to what I could do as governor — $1 billion I put on the table. I said, “This means we’re serious.” The whole array of services, whether it’s in schools — which I think is one of the most important places [for there to be] mental health services and clinics inside our schools — to help kids who are starting to show signs of fraying from the stress. If we help them now, we don’t have to commit them to a lifetime of needing services and help later. So, it’s right in the classroom, all the way to dealing with the challenge of homelessness and mental health challenges on our subways — we have embedded teams that are professionals, they’re caring, I’ve met with them so many times, I’ve been there with them — they meet individuals who others may walk by and be afraid of and say, “You know, that person could do harm to myself or my baby in the stroller. I’m a senior citizen going to a doctor’s appointment.” There’s a fear that’s embedded in all of us when you see something that is unknown to you.

    So, let’s get people help. They do not deserve to live on the subways and in our streets; we get them supportive housing so there’s money involved in that as well; opening up more mental health beds.

    During the pandemic — people don’t know this — thousands of beds dedicated for providing mental health services in our hospitals were converted to COVID beds. And then afterward I said, “Well, why aren’t they all back online? I’m tracking the numbers. Why do we have such a shortage in places like New York City? Why is there a shortage of hospital beds available to treat people who need these services?” Well, it turns out that the reimbursement rates were higher for a hospital, more profit could be made if you kept them as non-psychiatric beds because those costs are higher.

    So I said, “That’s not okay.” I closed the gap so they can make the money they need to make on Medicaid provided beds, so that was taken care of. And also making those — bringing them back online. So it’s everything from the classroom to reducing the stigma in countless ways, programs like this, money for programming and supportive services.

    Everything we can think of, we’re trying to do. But my job is to make sure we don’t start another whole generation of young people who are held captive to these algorithms. We have nation leading legislation, and I’ll tell you, taking on the tech companies is not the easiest thing in life to do, but we forced them to adhere to what we’re saying in New York.

    In New York State, as a result of laws that I enacted just a few months ago and with the support of Common Sense Media and other great organizations and our advocates, no longer can social media companies unsolicited — and bombard young people with addictive algorithms without them asking for it. Their parents have to be okay with that. I don’t think too many parents are going to say that’s okay.

    They also cannot send notifications all night long to our kids who need a good night’s sleep. They’re exhausted. You don’t function at a high level as an adult, but certainly not a young person supposed to sit for eight hours a day and be paying attention when you haven’t slept at night because you cannot put down that addictive feature, which is your phone.

    And so that’s where we are now, and again, talking about what’s happening in schools. Stood up to the social media companies. We are a tech society. We are a tech state. We’re a tech city. I welcome the tech companies. This is not an ‘us against them,’ it is saying, “You know better. You are all executives who probably have children. Do you really want your kids to be seeing these dark images and being drawn into places?”

    You put in the word ‘suicide,’ it’s not teaching you how to get help and supportive and uplifting messages to help you heal, it teaches you how to commit suicide. That’s what I’m talking about. There are messages that are not appropriate for young people.

    They can, on their own, go to social media sites, but don’t be taking personal information you have collected about a child that you have gathered, and now use that to hold them captive. That’s the cycle we’re going to break here in the State of New York, and I hope every other state follows suit.

    Linsey Davis, ABC News: And these are, as you’ve said — yes, there’s applause there — first in the nation social media laws that you are taking to protect our children. But beyond that, you just finished a listening tour with regard to — I guess, that has informed some of your decisions to try to have this initiative to ban cell phones in schools. I’m curious what made you decide, “You know what, we have to do this,” and what has been the reaction, the feedback that you’ve been getting?

    Governor Hochul: Great question. Again, I wanted to hear from parents, teachers, students themselves, administrators, school boards, principals, everybody. So, these are the people I’ve been gathering.

    And what I have universally heard is that school districts and school boards don’t want to be the heavies. They know this should happen, and those who are courageous enough to go forward already, and some school districts have, I know Lackawanna in Western New York, where I was born in the City of Lackawanna, they’ve done it; there’s a number in Westchester; Schoharie County was the first that I could think of that had a widespread unveiling of this. They said it was hard at first, and parents were resistant. Teachers didn’t know what would happen, they didn’t want to be the cell phone police, they wanted to just teach. But they are the happiest school district in our state — I’m going to go out on a limb here. Because the school superintendent said to me, “We heard something we haven’t heard in years, children’s voices – children’s voices at lunch, physical education, in the hallways.”

    Linsey Davis, ABC News: They’re actually interacting with each other.

    Governor Hochul: They’re talking, they’re sometimes yelling at each other. Sometimes there’s things — he says, “They’re not always friendly.” But he says, “And they’re making eye contact with each other.” I mean, think about what happens when you spend your day like this. You lose those human interaction skills that we expect young people to graduate from school having developed. And what happens to an 18-year-old, who does not have that because we’ve allowed this phenomenon and this distraction all day long. And they don’t develop that. When they go to a workplace, they want to get a job at Hudson Yards and be part of a team and, and the creative collisions that come up with the brilliant ideas that New York City is known for. It’s not going to happen because we’ve not allowed them to emerge as fully functioning adults by letting this distraction – And teachers, I’ll tell you, when I say distraction — 74 percent of teachers in the United States of America say this is such a distraction they want them gone because they’re in competition. One teacher said, “I don’t even want to teach anymore. I’m in competition with this cell phone, and they’re not looking at me, they’re not paying attention. I’m trying to create a bond and a relationship with them. And I, by the end of this school year, I’ve thrown in the towel, I can’t do this anymore.” So the teachers want it. School districts want me to be the heavy. I said, “I get blamed for everything anyhow, just add it to the list, right?” It’s like, “I can take it, don’t worry about me.” So I said, “I’ll be the heavy because this is right.”

    The parents are the ones you worry about, right? And I’m a mom. My kids were in middle school during Columbine. So that shapes how you feel, that insecurity when the most, you know, your most precious person in the world to you is your child going off to kindergarten. And again, I still sometimes think about how I cried for days when my kid’s going off to kindergarten. Then they go off to college, it’s like, bye, give us a call once in a while.

    So, but, it’s hard. And when you see this — the shootings, the mass shootings, we did an event with Gabby Giffords yesterday on gun violence, and thank you for raising that. We have the toughest gun laws in the country, by the way, and the lowest — third lowest homicide rate by the — third lowest in the nation. So that’s another focus, but it ties into anxiety that parents have and they feel now that because they have to be connected with their kids all day long and, and especially if there’s a crisis on the school grounds. There’s the worst nightmare of all: a school shooter on the loose near your child. I also was thinking, well, maybe this is going be too hard for parents because, you know, it’s a lot to ask and they’re going to be worried.

    When I talk to law enforcement, and they said to me, “Tell the parents and we’ll tell them — if there is an active shooter on the grounds, in the building — the last thing you want your child to be doing is looking for their cell phone, starting to record things, talking to their friends, calling their parents.” He said, “They need to be focused on the adult in the room who will lead them to safety.” And that was my aha moment. I said, “You’re right. Parents need to know that.” So, there’s that safety issue, but also, my kids are adults now. They didn’t have cellphones in school. They’re — it did not happen during their era. Our job is not to raise kids. Our job is to raise adults. Fully functioning adults who know how to interact with others, who are not so attached to their parents every hour of the day throughout school. At some point, you do have to cut the cord. The apron strings as they used to say. No one knows what an apron is anymore, so I don’t say that. I had to make one at Home Ec because they wouldn’t teach us real skills, okay? I wanted to work on cars, with the guys in the shop, but they didn’t let us, okay? So, you have to cut the ties at some point.

    And one first grade teacher said to me, and I love talking to teachers, she says, “I’m fed up with the fact that every child, every six-year-old in my first grade class, has a smartwatch on that the parents send so they can be in touch with their child throughout the day, and they’re like, ‘Oh, the teacher was mean to me, Mommy.’”

    They said they’re getting phone calls from parents: “‘I just got sent to the office.’ Why are you sending my little girl to the office?” So, it’s not functioning. And so, parents, I know it’s hard because you need to go back to a time when you grew up, your parents did not keep track of you all day long. You did not have them as a crutch. And my God, if you forgot your lunch, two options: Borrow one of your friends, see if you can share a sandwich, or the next day, don’t forget. And you won’t forget the next day, right? Oh, because I hear that. “What if they forget their lunch? What if they have to make their after school plans?” Well, we’ll give them the phone back after school and maybe they’ll learn the skill of pre-planning their day. So, I want them to learn coping skills, resiliency and emerge as part of our New York State workforce — fully functioning — and we are the barriers because we’re not being the heavies and saying no, and that’s the path I’m on. I have to work with our Legislature. I have to do a lot more education on this because it’s a change. But, none of us had it and we turned out okay, right?

    Linsey Davis, ABC News: I want to switch gears here for a minute because we are talking about — obviously, in the news — the devastation from Hurricane Milton, and when it comes to national disaster relief, quite often we’re talking about money to build homes and jobs back again, food and all of that. But, when it comes to mental health assistance, what do you think the role of the state and federal government is at that point?

    Governor Hochul: They’re absolutely right about the devastation — so many New Yorkers have a connection to Florida, right? My father’s home, my sister’s home, my brother’s home and my aunt’s home — all in St. Petersburg, heavily damaged. My aunt’s home was already demolished two weeks ago. So, we have connections that are tighter than most other states, so I immediately sent our resources. I said, “Tell the governor we’re on our way.” And, we sent helicopters, search and rescue — 65 people are down there now, we’ll send more.

    So, there’s that side of it, but the trauma inflicted on a community after an event like this is something we cannot overlook. This is like a community that has gone through a mass shooting. I refer back to Buffalo again. We had to provide mental health services to the survivors of the Tops shooting when ten people were gunned down and slaughtered in a grocery store in 2022 because of the color of their skin, and that’s what that white supremacist 18-year-old said he was going to do.

    That community is trying to heal, but you need to provide services so we went in, our mental health teams went in to help them heal. The same thing should happen in communities where you see these people sobbing, standing their whole — everything they’ve built their whole lives, the baby pictures are in a puddle on the street and their wedding album and their clothes.

    It is so hard to see your whole life wiped away, and if we don’t think that has an effect on your mental health and your sense of security forever, then we are wrong. So, we need to be more intentional and provide resources to local social service agencies and say, “Once the storm is cleaned up, don’t assume their lives are cleaned up — that they’re back to normal.” And so, being sensitive to that in government is the smart way to do it. These people need our help and that’s what government is there to do.

    Linsey Davis, ABC News: And we’re just about out of time, but I do want to ask one last question — which I think is a large overarching issue — which is, how do you destigmatize the idea of mental health? Because, a lot of people still — there is a fear or an embarrassment that I need a little help. I need to talk to somebody about this.

    Governor Hochul: That’s when you get the validators that people trust. It’s the hip hop artists, it’s the athletes, it’s the people that, people are watching their — I watch “Only Murders in the Building.” I mean, is that building actually here? I can’t find it. I keep walking around.

    Linsey Davis, ABC News: I think it’s on the Upper West Side.

    Governor Hochul: Okay, I keep walking around trying to find it. I walk around the City all the time. No one knows it’s me, because I can put on a baseball hat and jeans and no one knows who I am, so it’s great. So, I’m always walking around doing things.

    But, more people who do that — I think because we are a society that’s impacted by influencers— Taylor Swift talks about it. I think that’s an important part of it because it’s really hard to break out of that, especially for men, I believe. But I’m really proud of even family members who say, “I have my weekly check in telehealth services with my therapist.” like, thank you. That’s smart, and tell your other friends you’re doing that.

    And I do think that the telehealth services help destigmatize. You don’t have to get up and go into an office and sit in a waiting room, and you might know somebody and you’re all kind of like — I think that’s a brilliant innovation that creates accessibility, even on your cell phone. I’ve got my appointment, I can talk to somebody.

    So, it has gotten much easier and stigma is a powerful negative force on people who should be seeking help. Whether it’s from fentanyl addiction, or opioid addiction. I did commercials on this when I was Lieutenant Governor, trying to destigmatize getting help for those addictions and services that are provided.

    Same thing with mental health. So, there’s not one answer, but forums like this, sharing information — I just talked about mental health on a podcast not long ago, and it’s getting out there. So, I will do my role. Anything I can do in state government, you know. Whether it’s public awareness campaigns, we always are doing this, but I’m open to ideas. I really am.

    We don’t have all the answers, and I want to be helpful. I want to be not just investing, the government investing the most money ever, but having the best results. And it is my state where people dealt with the epicenter of the pandemic, we have to recognize that.

    And we’re the ones who are very anxious about crime. I can tell everybody in the whole City that the crime rates, the murder rate in New York City is almost as low as it was in the 1960s. We have plummeted. Shootings are way down — but I can’t tell you to feel good about that. And that’s what we wrestle with. I want to change the psychology around this and it’s hard, but we have to take it on and say, “I want people to feel good about the City.” Not just, “I’m supposed to feel better because the numbers are down.” I don’t expect that. What I want to do is make people feel that they’re safer, that their kids are going to be okay. And just try to remove some of the stress that is part of everyday life here, because this is an extraordinary place.

    And the benefits so outweigh the negative, and we have to keep focusing on the positive — because life is good. And people sometimes just need a little bit of help, and pulling them upwards and letting them grow. Letting them just really flourish, you know? And mental health is such an important part, it’s the foundation of everything. It’s everything.

    Linsey Davis, ABC News: Well, I think that forums like this, conversations like this, are so helpful. And step one, two three, right? Just to talk about it.

    And we appreciate so much you taking this time — your leadership and the initiatives that you have in order to try to make things better in particular, not just for us, but for our youth. And by extension of our youth, for all of us as the adults. So, we thank you so much. And we thank all of you for being such very intensive listeners today.

    And we do want to remind everybody here — I say it to you as I say it to myself as well, that we have to keep mental health top of mind, right? That is just as important as any other aspect of our wellness.

    Myanmar’s military authorities must immediately account for the whereabouts and wellbeing of two pro-democracy activists arrested in Yangon on Wednesday, Amnesty International said today.

    Paing Phyo Min and Shein Wai Aung were arrested on 9 October and sent to an interrogation center, Amnesty International understands. Paing Phyo Min’s family has not been able to reach him, while Shein Wai Aung and his father, mother and sister have also been uncontactable.

    As many as six additional people are also believed to have been arrested in raids.

    “The Myanmar military must urgently account for the whereabouts and wellbeing of Paing Phyo Min and of Shein Wai Aung and his family. Unless they can be charged with an internationally recognized crime, they must be immediately and unconditionally released,” Amnesty International’s Myanmar Researcher Joe Freeman said.

    “As leaders from The Association of Southeast Asian Nations (ASEAN) meet in Laos and discuss a way out of the crisis brought on by the 2021 coup, the Myanmar military continues to arbitrarily detain people and carry out repression across the country.”

    Paing Phyo Min is known for his involvement with a group of young people performing Thangyat, a popular Myanmar traditional art form which fuses poetry, comedy and music to comment on social issues.

    In 2019, Paing Phyo Min and other members of an activist group called the Peacock Generation were arrested after performing Thangyat dressed as soldiers. For this, he was sentenced to six years in prison.

    In 2020, Amnesty International called for Paing Phyo Min’s release as part of its annual Write 4 Rights campaign, with many people writing letters to him to bolster his spirits. He was released in 2021 as part of a mass prisoner amnesty.

    After the military coup, he and others took part in peaceful protests in Yangon, despite enormous risks following violent crackdowns.

    Shein Wai Aung, a former student at Dagon University in Yangon, has been active in peaceful protests and in supporting political prisoners in Myanmar.

    “Protesting in Myanmar today is not the same as it was before the coup. Anyone involved in any kind of dissent against the military faces long jail terms, torture and other ill-treatment, and even death in custody,” Joe Freeman said.

    “In Myanmar’s prison system, there is little hope of fair treatment, no transparency, and extremely substandard conditions. Interrogation centers, where these two activists have likely been sent, are also notorious locations of abuse where torture has been used to extract information before charges are formally brought.”

    Myanmar’s military has killed more than 5,000 civilians since seizing power in the coup on 1 February 2021. The United Nations Office of the High Commissioner for Human Rights said in its latest report last month that at least 1,853 of those people have died in custody.

    In the 2022 report ‘15 Days Felt Like 15 Years’, Amnesty International documented torture and other ill-treatment against people arbitrarily detained by the military and police after the coup.

    Headline: LLMs are becoming a commodity—Now what?

    Whenever a compelling new AI model emerges, I like to put it through its paces. Recently, I’ve been experimenting with the preview of OpenAI o1 (formerly known as Strawberry), an astonishing new LLM that’s capable of solving complex and layered problems, especially in math, science, and coding. 

    For businesses, o1 model and a slew of others in the works represent a clear opportunity. But they also reflect a less obvious challenge: as LLMs become more sophisticated, they’ll also become quickly commoditized, with not a lot of differentiation between them.  

    In other words, today’s breakthroughs will become tomorrow’s table stakes. This means companies should focus more on how they integrate these models with their own data and workflows, rather than seeing the models themselves as a unique competitive advantage. Embracing this shift in mindset is the way to ensure your business stays ahead.  

    Decoding the latest advance 
    We have historically relied on size to improve the capabilities of LLMs—training them on more and more data, a process that is incredibly time- and resource-intensive.    

    OpenAI o1 introduces an entirely new scaling dimension, one in which a model can become significantly more capable by taking more time to “think” or reason before it responds. That means o1 can tackle problems step by step, much like how a human might approach challenging questions.  

    Ethan Mollick, professor at the Wharton School at the University of Pennsylvania, tried the o1 preview on a tough segment of a crossword puzzle and it performed quite well (though not flawlessly). Crossword puzzles trip up other LLMs because they can’t perform the iterative thinking that’s required: trying a word, scratching it out when it doesn’t fit, and cross-referencing clues to see how answers might fit together. 

    People across the business world are already experimenting with how o1 can handle tasks like responding to RFPs or performing risk assessments. It’s clear that we’ll look back and consider o1 to be one of the most pivotal advancements in generative AI. 

    So if o1 is such a breakthrough, why am I arguing that models will be commoditized? It comes down to competition. With so much energy and opportunity in the AI space, model developers are racing to exceed one another’s advances. We can expect to see more models, from more providers, with more capabilities on par with one another. 

    Technology and commoditization 
    Think of another technology that was groundbreaking for its time: the television. Once a rare luxury made by only a few companies, TVs are now produced by many manufacturers, with excellent models widely available. About two decades ago, flat-screen TVs were coveted and expensive. Now it can cost as much to mount a TV on the wall as it does to buy the TV itself, and “flat-screen TV” has become a redundant phrase. We expect LLMs to follow a similar path to commoditization, but at a swifter pace.  

    What does this mean for businesses? Leaders have to look beyond the LLMs themselves and focus on creating a system around the models that will serve the unique needs of their organizations. Only by understanding AI systems more holistically will they be able to leverage them to innovate, create value, and maintain a competitive edge.  

    Unlocking the real value of AI for business 
    LLMs get a lot of attention in the media, but the real value of AI comes from how you steer, ground, and fine-tune these models with your business data and workflow. And those capabilities come from the full system that surrounds the LLM. 

    Consider the evolution of personal computers. At first the raw power of the CPU was the most critical factor. But as powerful CPUs became commodities, the value of the PC shifted to the overall system—the combination of hardware and software that met your needs. Today, we don’t judge a PC by the power of a single component; it’s the value of the entire package that differentiates one device from another. 

    The same goes for AI: the system is more powerful than any one part. An LLM on its own, no matter how impressive, won’t deliver truly valuable results until it’s grounded in your company’s specific knowledge. When a system like Copilot can draw from your work data—emails, files, meetings, etc.—it becomes much smarter about your business. The system performs better when you can steer it toward your goals and fine-tune it to adapt to your specific needs. Together, all these elements feed the advanced “thinking” that the LLMs can and will be doing. 

    Think about how this system would work for, say, a retailer. An LLM on its own can offer general ideas for training new employees for the sales floor. But AI is more powerful if it also knows the specifics of your business. A highly effective AI agent might create and deliver training modules for your new retail employees, with insight into your latest products, up-to-the-minute promotions, and specialized customer service techniques.

    LLMs are making incredible progress, and I’m delighted every day by what they can accomplish. But their true potential comes through when they’re applied to your unique business data and workflows. That way, they’ll solve more than puzzles—they’ll help untangle your thorniest business problems and reveal new opportunities for creating value.

    Paris, October 10, 2024 – Capgemini has published the 26thedition of its annual World Energy Markets Observatory (WEMO), created in partnership with Hogan Lovells, Vaasa ETT and Enerdata. The report takes stock of the current state of the energy transition. Despite progress being made, greenhouse gas (GHG) emissions are continuing to increase, reaching a new record high of 37.4 billion tonnes (Gt) in 20231, confirming that the path to the reach Paris Agreement’s objectives is not on track. The report provides insights on what the key focus areas would need to be, moving forward, to address the complex energy transition challenges, including a change in the measurement of clean energy progress, as well as accelerated investment in the power grid and clean technologies.

    James Forrest, Global Energy Transition & Utilities Industry Leader at Capgemini says: “Despite an historical spike in renewable penetration, the pace of development isn’t fast enough to close the gap. There is still much to do in the next decade to get closer to net zero by 2050 and achieve a successful energy transition: whether it be in the field of low carbon technologies, R&D efforts, nuclear or grid flexibility and storage. In addition, beyond the necessary adoption of new market mechanisms, a shift away from measuring energy based on primary consumption is needed. This measurement was relevant during past energy crises, but it is now time to adopt a more holistic approach. Moving to a final energy demand measurement would better assess clean energy progress and ensure more accurate projections.”

    Key observations from the 2024 report include:

    • There is a need to hasten the deployment of renewable energy globally, and to accelerate in developing countries, to deliver the 2030 and 2050 decarbonization goals. The total amount of final energy provided by renewable energy is likely to be limited to about 40% of global needs. In 2023, total renewable energy capacity increased by 14% year on year with a larger capacity expansion of solar (32%) than wind (13%). But, whilst 2024 is promising to hit another record, as this was the case for the 22nd previous years, this growth is far below what is needed to achieve net zero carbon in 2050. Moreover, while the renewable penetration rate increases, they are impacting grid stability and association with stationary batteries will become compulsory. According to the report, storable renewable energies development, such as biomass or geothermal energy, should be accelerated.
    • Hydrogen is now a strategic lever in the decarbonization path. The number of projects reaching final investment decision has quadrupled over the last two years. However, a refocus of applications has been observed due to the increasing costs of low-carbon hydrogen production, competition between uses, and regulations. Only certain uses in ‘Hard to Abate’ industries, such as heavy industry and maritime mobility, have strong potential.
    • Global nuclear capacity needs to triple to ensure stable, low-carbon power. COP28 has recognized the critical role of nuclear energy for reducing the effects of climate change. While there is some promising progress in nuclear renaissance, including Small Modular Reactors (SMRs), development of new nuclear power plants is still difficult. In 2023, 440 nuclear reactors (390 GW) provided 9% of the world’s electricity, 25% of the world’s low-carbon electricity. SMRs are in the planning or early construction stages with many years before they are deployed at scale as their industrialization can prove to be complex. According to the report, more focus needs to be placed on extending the life of existing nuclear plants.
    • The power grid plays a fundamental role to accelerate clean energy transitions. Grid investment is starting to pick up and is expected to reach USD 400 billion in 20242, with Europe, the United Sates, China and parts of Latin America leading the way. According to the report, better forecasting electricity consumption and finer optimization scenarios thanks to technologies such as AI will help to improve grid balancing.
    • Whilst AI has the potential to significantly accelerate decarbonization, a lack of skills and a focus on short-term proof of concepts is hampering adoption to date. However, AI coupled with GenAI in agentic LLM (Large Language Model) workflows3 has a clear role to play as a catalyst to improve grids efficiency, e-fuel discovery; new battery or wind turbine design; synthetic biology; and augmented insights from many data sources for better informed decision making.
      • Protectionist approaches to increasing energy sovereignty may have undesirable implications. Ongoing geopolitical uncertainties are affecting energy markets and systems. To ensure security of supply, the use of embargoes, tariffs and subsidies in almost all jurisdictions is distorting energy markets and threatens efficient allocation of capital. According to the report, embargoes are proving ineffective, and decreasing the transparency and traceability of energy supplies, which is essential to tracking decarbonization efforts. Denying access to the cheapest sources of energy equipment and energy supplies drives up prices for consumers and reduces funding available for the energy transition.
      • According to the report, ‘Primary Energy Demand’ is an outdated concept for energy transition. There is a need to move from primary to final energy consumption measurement (in kWh) to ensure accurate projections, and clean energy progress. Measuring energy based on primary consumption ignores that: for the same end-energy services, new electric services are generally more efficient; a lot of fossil fuels are wasted in the generation of electricity; energy is also wasted on finding and processing fossil fuels.

The report’s findings underscore the devastating impact of identity-related cyberattacks on customer loyalty, revealing a staggering 80% of respondents would likely abandon their financial institution following a data breach.

    HYPR’s latest report draws on comprehensive insights from two surveys, encompassing both financial service organizations and their customers, with a total of 548 respondents. This robust data set provides a unique and multifaceted perspective on the current state of identity security in the financial sector – revealing that current technologies are simply failing. Alarmingly, within the past year alone, 86% of finance organizations have been targeted by identity-related cyberattacks, with 84% falling victim to identity fraud. Additionally:

    • Financial institutions suffered losses of up to $4.57 million in the last year alone, more than double the $2.19 million reported in 2022 – due to insecure authentication methods.
    • Over three-quarters (77%) faced at least one breach due to credential misuse or authentication weaknesses.
    • Organizations observed a multitude of attacks with phishing attacks leading in prevalence (42%), followed by credential stuffing (29%), identity impersonation (28%), and push notification attacks (27%).

    Today’s banking customers are demanding more accountability from their financial institutions, rejecting the unquestioning loyalty of previous generations. The consequences are clear with an overwhelming 80% of customers prepared to switch banks following a data breach. This intolerance for security lapses is even more pronounced among younger customers, with 93% of those under 35 ready to close their accounts. In contrast, more than a quarter of customers aged 45 and older would remain loyal after a breach. These findings emphasize a clear shift in customer priorities across all age groups: security, company values, and technological innovation are now paramount when evaluating banking relationships. Of those surveyed:

    A mere 11% of respondents were aware of breaches affecting their banks, while 63% firmly believed their banks were unscathed, and the remaining quarter were uncertain. This highlights a critical gap in communication from financial institutions during breaches, raising concerns about the effectiveness of their disclosures. In terms of authentication protocols and technology, most respondents (95.5%) are aware of passkeys as an available login technology. Armed with this information, 77% of customers would actively favor a bank offering passkeys over one that doesn’t.

    Yet, despite the growing demand for heightened authentication measures, financial institutions are trailing in their offerings of safer methods. Nearly a quarter (22%) of respondents still repurpose passwords across financial accounts, while close to 90% rely on one-time passwords (SMS, email or voice) and 7% rely solely on a password. This demonstrates the need for modernization in the financial sector’s authentication practices, especially as customers become increasingly aware of and demand stronger security measures.

    Stampede and hockey showcased the region while communities plan for more opportunities

    Today, the Honourable Gudie Hutchings, Minister of Rural Economic Development and Minister responsible for ACOA, announced a total non-repayable contribution of $362,500 to three organizations for four tourism projects.

    This investment helped the Central Nova Scotia Civic Centre Society (operating as Central NS Sports & Entertainment) host two events in Truro, the 2023 World Junior A Hockey Challenge and the inaugural Nova Scotia Stampede. This investment will also help the Town of Truro and the Town of Amherst, in partnership with municipalities and First Nations partners, develop strategic plans to increase tourism in rural centres, promote the diverse variety of local offerings and extend the tourism season.     Tourism boosts local economies, highlights unique attractions, and celebrates the region’s rich culture. Today, the Government of Canada announced a total of $362,500 to three organizations for four tourism projects to help tap into tourism opportunities through strategic planning and hosting dynamic events.

    The Central Nova Scotia Civic Centre Society (operating as Central NS Sports & Entertainment) received a $150,000 non-repayable investment through ACOA’s Innovative Communities Fund (ICF) to host the four-day inaugural Nova Scotia Stampede from September 26-29, 2024 at the Provincial Exhibition Grounds in Truro. The professional rodeo featured international and national champions competing in events such as bull riding, barrel racing and saddle bronc, as well as 4H showcases, musical performances, Nova Scotian food, artisans and vendors. The week-long event sold out all rodeo events, full-day passes and VIP tickets, attracting many visitors outside of the traditional peak tourism season, and showcasing Nova Scotia’s culture and agriculture sector to an international audience. The Province of Nova Scotia provided $150,000 for this project, and the Town of Truro and Colchester County provided a combined $75,000.

    The Society also received a $100,000 non-repayable investment through ICF to host the 2023 World Junior A Challenge which took place December 10-17, 2023 at the Rath Eastlink Community Centre (RECC). The event is an under-20 international ice hockey tournament sponsored by Hockey Canada, the Canadian Junior Hockey League (CJHL) and the International Ice Hockey Federation (IIHF). It featured six teams from around the world, giving young players exposure to international level competition, and bringing visitors to the region outside the peak tourism season. The Province of Nova Scotia provided $100,000 for this project and the Town of Truro and Colchester County each provided $50,000.

    The Central Nova Scotia Civic Centre Society is a not-for-profit organization which operates the Rath Eastlink Community Centre and provides event management services for the Provincial Exhibition Grounds which includes the development of the inaugural Nova Scotia Stampede project.

    The Town of Truro and Municipality of the County of Colchester are receiving a non-repayable investment of $96,850 through ICF to create a strategic tourism plan for the Truro-Colchester region. The town and county, in collaboration with regional partners Millbrook First Nation and the Town of Stewiacke, will continue to engage local businesses, community organizations, industry leaders and all levels of government to play an active role in creating a long-term success plan for elevating tourism in the area. The plan will focus on developing tourism all year long by identifying potential gaps and opportunities in the market, and will be implemented over the next three to five years.

    The Truro-Colchester region is located in north central Nova Scotia and has a population of over 50,000 people. Known as the “Hub of Nova Scotia,” Truro’s central location and historic downtown make it a popular destination from which to view the famous tidal bore in the Bay of Fundy.

    The Town of Amherst is receiving a non-repayable investment of $15,250 through ACOA’s Tourism Growth Plan (TGP) to develop and implement a strategic tourism plan in Cumberland County. The plan will help the town  build on its tourism potential, improve its tourism products, and engage with the broader network of tourism stakeholders in the area. It will also conduct a Digital Footprint Analysis, to help tourism businesses improve their virtual profile and better present themselves to potential visitors online. Cumberland County provided $7,625 for this project.

    The Town of Amherst is the largest town in Cumberland County and has a population of approximately 9,500. Amherst welcomes visitors crossing the border from New Brunswick, and is a good place to explore both the rugged cliffs of the Bay of Fundy, home of the world’s highest tides, and the sandy shores and warm water of the Northumberland Shore.

  • MIL-OSI New Zealand: Local alcohol policy: Freeze on new liquor stores happening now

    From Monday 16 September, 24 areas including Auckland’s city centre, will be subject to a freeze on the opening of new off-licences as Auckland’s local alcohol policy starts coming into effect. Pubs, bars and clubs will also need to carry out new practices designed to help keep customers safer. 

    The policy was voted for unanimously by councillors at a Governing Body meeting on 29 August this year. Councillor Josephine Bartley, chair of Auckland’s Regulatory and Safety Committee, says limiting the number of liquor stores in our neighbourhoods is something communities have asked for and is a step forward in creating a thriving, healthy and safe Tāmaki Makaurau.

    “When I grew up, my cousins and I could walk up to our neighbourhood shops and at the time, they consisted of a bakery, lawnmower shop, dairy, and a fish and chip shop. Today the same neighbourhood shops consist of a takeaway, dairy and a heavily branded liquor store. Children today are faced with liquor stores in their neighbourhoods and town centres like it’s a normal thing.

    “These communities have been crying out for change – wanting to see better for their neighbourhoods by objecting to new liquor stores opening up. They have said enough is enough!

    “The freeze aims to put a stop to new liquor stores opening in areas where alcohol is having a negative impact on peoples’ health, or there is already a high number of liquor stores in the area.”

    What changes today?

    From Monday 16 September, the District Licensing Committee (DLC) must consider the local alcohol policy when it’s assessing applications to open new off-licence premises, such as liquor stores, bottle shops and supermarkets selling alcohol. The policy recommends that applications to open off-licences in the city centre, as well as 23 other suburbs across Auckland, should be refused. These areas already have a high number of liquor stores and experience higher levels of alcohol-related harm.

    Rob Abbott, Principal Specialist Alcohol Licensing at Auckland Council says that new stores in the 24 areas subject to the freeze would need to meet a very high threshold for the DLC to consider granting a licence.

    “The local alcohol policy says that applications to open new off-licence premises, like bottle shops, in one of the 24 ‘freeze’ areas should be refused due to the high number of existing bottle shops in the area, and as these areas see higher instances of alcohol impacting on peoples’ health and safety. The DLC has to take this into consideration when it’s assessing applications. There would have to be a very, very good reason for a new licence to be granted.”

    ‘New’ off-licences are shops that have not been licensed to sell alcohol within the past six months. Existing stores in the areas can keep trading. This includes when ownership of a store is being transferred to another person, or when the licence comes up for renewal – as long as it continues to meet the required conditions.

    Outside of the 24 areas, applications for new off-licences in neighbourhood centres face a ‘rebuttable presumption’. Rob explains that this means it will also be tougher to open a new off-licence in other areas of Auckland.

    “There are over 400 neighbourhood centres across Auckland – they’re usually areas with rows of shops. The local alcohol policy will also make it more difficult to open a new off-licence in these areas,” he says.

    From September 16, the DLC will also assess applications for new alcohol licences and renewal of existing licences, to decide if they should have special conditions put on them. This will apply to off-licence premises, as well as pubs, bars and clubs, and includes requirements for them to do things like keep an incident register; display information on transport, such as taxis, to help customers get home safely; have CCTV; and train staff to a certain standard.

  • MIL-OSI United Kingdom: More than £14 million in joint government and industry funding to boost innovation and working conditions in freight

    Funding will provide more parking for HGVs, better conditions for lorry drivers and support UK businesses to take advantage of the latest technology.

    More green e-cargo bikes will deliver parcels to people’s doorsteps and better truckstops will help relieve local congestion, thanks to a £14 million boost from both government and industry to drive innovation in freight and improve working conditions. 

    Today (10 October 2024), Future of Roads Minister Lilian Greenwood revealed the 23 successful applicants of up to £4.5 million from the government to improve truckstops and working conditions for lorry drivers.  

    From Immingham Lorry Park in Lincolnshire to Embassy Truck Park in Kent, the upgrades include 430 new lorry parking spaces to relieve local congestion by helping reduce the number of large trucks parking in town centres or on the side of the road. 

    The investment will also help build better dining, changing and rest facilities, as well as new CCTV and secure fencing to boost welfare and security for lorry drivers.  

    The funding is from the third year of the HGV parking and driver welfare grant scheme, which will come in addition to £8 million from industry, for a total funding boost of £12.5 million to improve truckstops.

    This investment comes on top of £1.8 million from the government for 10 small and medium enterprises (SMEs) to trial new groundbreaking technology for decarbonising freight and driving innovation in the sector. 

    Examples of groundbreaking ideas that will become reality include TUAL working with Wincanton to trial high performance powerbanks for electric lorries, and Innervated Vehicle Engineering working in partnership with Asda to retrofit hydrogen power to small delivery vans.

    This funding is the third tranche of the department’s Freight Innovation Fund Accelerator Programme, a £7 million government investment across 3 years to support the freight sector in deploying AI and automation to improve the way trains, lorries, vans, and ships carry parcels and goods.

    Today’s measures will help the government achieve its core mission of getting the country back on track for growth. They will improve working conditions for lorry drivers while pioneering innovation and sustainability across freight to strengthen the UK’s supply chain and support jobs across the country.  

    The announcement comes ahead of the International Investment Summit which will gather UK leaders, high-profile investors and businesses from across the world to discuss how we can deepen our partnership to drive investment and growth.

    Freight is a crucial engine of our economy and it is only right we do all we can to improve working conditions, pioneer innovation and drive sustainability across the industry. 

    Our funding, combined with investment from the industry, will ensure lorry drivers can enjoy safer parking, a proper rest and a warm meal, while supporting UK businesses to harvest the best of technology to move freight faster, decarbonise our supply chain, and grow the economy for all.

    Today’s £12.5 million for truckstops follows £31 million in previous joint government and industry funding as part of earlier application windows.  

    Together with National Highways Lorry Parking Facilities Improvements Scheme, this takes the total joint investment from the department and the sector to improve lorry roadside facilities to up to £64 million. 

    The funding will be spread across England to ensure all lorry drivers in the country can benefit from better roadside facilities and better working conditions, while supporting local jobs and economic growth.

    • Fanless systems to enhance operating temperature with the SiP family supporting a -40°C to 115°C junction temperature range.

  • MIL-OSI Australia: Screen Australia announces $8.1 million of production funding for 15 projects

    Screen Australia has announced over $8.1 million in production funding for 15 projects spanning feature film, television and online content. This significant investment reflects Screen Australia’s ongoing commitment to fostering innovative storytelling and content that engages audiences across genres and platforms.
    Among the funded projects are Zac Power, a new animated family feature from Flying Bark Productions and Cheeky Little Media, based on the popular book series of the same name; Leviticus, the latest feature from Causeway Films, the production company behind the global breakout success Talk to Me; romantic comedy Love Adjacent; Stan’s psychological thriller series Watching You; and online series Hoops, from the creative team behind the popular TikTok documentary Transathletica.
    Screen Australia CEO Deirdre Brennan said, “These latest projects reflect the depth of creative storytelling that defines the Australian screen industry. We support projects that entertain and resonate with audiences. Our aim is to champion authentic local voices and ensure our sector remains at the forefront of global storytelling.”
    “For the 2023/24 financial year, Screen Australia invested over $85 million across all 57 funding programs, including over $5.5 million through the First Nations Department, and issued 205 final certificates through the Producer Offset with a total value of $413 million. Demand on Screen Australia support remained high, with the agency supporting just under a third of all applications received. We’ll continue to seek ways to provide impactful support within our limited capacity, prioritising audience connection, industry value and cultural relevance.”
    Over the past year, Australian projects demanded global attention with 61 Australian projects selected for international film festivals and events. Amongst those titles, online series Videoland took out Best Comedy series at the prestigious Festival Series Mania, critically acclaimed debut feature Shayda won the Sundance Audience Award, and Furiosa and Australia/Ireland Co-production The Surfer starring Nicholas Cage led the Australian contingent hosting World Premieres at Cannes Film Festival. Funding stories that reflect and connect remains a focus and in 2023/24, the agency supported a breadth of titles that highlight local screen talent including drama series Top End Bub, feature film JIMPA and a new slate of children’s content including DO NOT WATCH THIS SHOW, an animated adaptation of the popular children’s book series by comedian and author Andy Lee.
    “Our focus is firmly on the future. We’re building a sustainable screen economy that both adapts and inspires. I’m thrilled by the international recognition of our stories and excited for the pipeline of projects set to release before the end of the year including films Memoir of a Snail and The Moogai, along with series’ Thou Shalt Not Steal, Four Years Later and Plum – I can’t wait for Australians to experience them,” continued Brennan.
    The projects funded for production include:

    Chasing Millions: A crime drama set in Belfast 2004, where Northern Ireland has been at peace for six years, but old enmities and mistrust remain. Chasing Millions tells the story of the biggest bank heist in Irish, British (and Australian) history making reluctant partners of ambitious Australian police officer, Diana, with gruff, veteran Northern Irish detective, Crawford, as they investigate and seek to solve the crime while navigating their way through the minefield of a fragile peace. An official Irish-Australian co-production with Irish director Stephen Burke (Maze) at the helm, based on a script by Stephen Burke and Katherine Thomson (Schapelle, House of Hancock). Producers are Jane Doolan (Maze, Wolf) of Mammoth Films, Ireland and Michael Wrenn (Audrey) of Invisible Republic, Australia. It has received major production investment from Screen Ireland, with local distribution by Bonsai Films and international sales by Level K.
    Displaced: A six-part comedy sci-fi series for YouTube that follows a dysfunctional physicist who is accidentally sent back in time and in the process, tries to fix her future by mentoring her younger self. Displaced is a comedy about depression, queerness, making trouble, healing an inner child, and being seen. It is from writer/director Molly Daniels (The InBESTigators, Wispy), writer/producer Jem Splitter (Galacticare) and producer Rachael Morrow. Displaced is produced and developed in association with VicScreen and financed with support from the Community Broadcasting Foundation.
    Hoops: From the team behind Transathletica on TikTok, Hoops documents the journey of Transgender Basketballer Lexi Rodgers and her fight to be ruled eligible to play with a NBL1 South team. After a major setback in 2023, Lexi spends the year jumping through hoops – determined against all odds to play in the 2024 season. Hoops is from writer/director Hannah McElhinney, writer Rudy Jean Rigg and executive producer Jamie Searle of Transathletica, with Eliza Bone (Letter for the King) producing.
    Leviticus: The latest horror feature film from the production company behind box office hit Talk to Me, Leviticus is the story of two teenage boys living in a conservative Christian community in regional Victoria, Naim and Ryan. When their attraction to each other is identified by the local pastor, the pair are subjected to a conversion ritual which unknowingly releases an entity that terrorises the town. Leviticus is from writer/director Adrian Chiarella (Totally Completely Fine), and producers Hannah Ngo (Latecomers) and Samantha Jennings and Kristina Ceyton of Causeway Films. It is financed in association with Salmira Productions, and developed and produced in association with VicScreen, who is also supporting post, digital and visual effects (PDV). PDV is also supported by Kojo Studio, with local distribution by Maslow Entertainment and international sales by Studio 301 Films.
    Love Adjacent: When food critic Maggie writes a review that causes top chef Ryan’s restaurant to go under, he is forced to retreat back home and start again from scratch. Coincidentally in the same town for her sister’s wedding, Maggie is determined to continue taking down what Ryan is serving up, that is until catastrophe strikes and Maggie desperately needs Ryan’s help to make her sister’s wedding happen. Love Adjacent is a romantic comedy feature film directed by Louise Alston (Back of the Net) and written by Sarah Mayberry (Neighbours) and Christopher Gist (The Broken Shore), with Kate Whitbread (The Caterpillar Wish) and Spencer McLaren (This Little Love of Mine) producing. It is produced in association with VicScreen, with Umbrella Entertainment distributing locally and Film Seekers managing international sales.
    Posthumous: In this drama, horror feature film, Zoe returns to her family home and estranged father to find some semblance of comfort after her life falls apart, but the discovery of a mysterious videotape threatens to undo everything she knew about her deceased mother’s final days and her own birth. Amidst their shared grief, Zoe and her father face a powerful supernatural force as long-buried events are exposed, and must be reckoned with. Posthumous is from writer/director/producer Josh Tanner (Wandering Soul) and writer/producer Jade van der Lei (6 Festivals), with Joel Anderson (Lake Mungo) executive producing. It is funded in association with Screen Queensland. Financed with support from the Gold Coast Screen Incentive, with local distribution by Kismet Movies.
    Saccharine: In this psychological horror feature from Carver Films (Run Rabbit Run), a lovelorn medical student becomes terrorised by a hungry ghost after taking part in an obscure weight-loss craze: eating human ashes. Saccharine is from writer/director/producer Natalie Erika James and producers Anna McLeish and Sarah Shaw, the team behind Relic. It is produced in association with VicScreen, with local distribution by Maslow Entertainment and international sales by XYZ Films.
    Watching You: A six-part gripping psychological thriller for Stan based on J.P Pomare’s novel The Last Guests. Watching You is created for television by Alexei Mizin and Ryan van Dijk and produced by Jason Stephens and Bree-Anne Sykes. Helen Bowden, Cailah Scobie and Alicia Brown are executive producing. It has received major production investment from Stan and is financed with support from Screen NSW through the Made in NSW Fund. Post, digital and visual effects supported by Screen NSW. Financed in association with and distributed by ITV Studios.
    Zac Power: Based on the popular book series of the same name, Zac Power is an animated family feature from Flying Bark Productions (200% Wolf, 100% Wolf) and Cheeky Little Media (Kangaroo Beach, Ginger and the Vegesaurs). Zac Power’s position as the top teenage spy is compromised after a brilliant new agent arrives. When his recklessness allows an ostentatious supervillain to steal a high-tech weapon, Zac is forced to confront his own flaws and team up with his rival. The film is directed by Alexs Stadermann and David Webster and written by Fin Edquist, John Armstrong, Lawrence Leung and Erica Harrison. It is financed in association with the Australian Children’s Television Foundation.

    Also announced today are 27 television dramas, 23 feature films and six online projects that will share in over $1.7 million of development funding. Of these, 24 projects have been supported through the Generate Fund, 26 through the Premium Fund and six through the Online Development Fund.
    The projects include online action adventure series Amy the Pirate; family music drama feature Piano Mums, following a promising teenage pianist and exploring the power of music and love of family; Skip Ahead project Life of Kea that has been developed into a television drama series; and a second season of the TikTok docuseries Sextistics, which continues to explore the statistics to create a snapshot of gender, sexuality and identity within Australia.
