    On September 19, U.S. Senator Marco Rubio (R-FL) spoke to the National Religious Broadcasters association on the importance of faith-based messaging.

    You’re going to hear a lot from people about politics and issues today, and I’m more than happy to talk about that. Who am I to warn you against being hyper-political? It’s what I do for a living. And when I was a state legislator, we used to beg people to be interested in politics. But now, it’s the only thing people want to talk about. There’s no space in our life into which politics hasn’t intruded.

    The laws we pass are important. People have legitimate concerns about where the country is headed. There are laws that are making it harder for people of faith to participate in the public square. But I try to remind people around me and in my life, many of whom have become consumed by politics, of a couple things. The first thing I try to remind them of is that we cannot make politics and government our god. 

    Sometimes I hear people of the Christian faith say, “My God, things are so terrible!” But of all the faiths on this planet, the one that knows how the movie ends is ours. And it ends in tribulation. It ends in difficulties. That’s what was promised. Of course, in every generation, Christians are like: “I know it’s all going to happen, and I can’t wait for Jesus to come back, but not now! Not while I’m here! I just want to skip to the end!” But we have to hold true to what is ultimate. 

    Governments rise and fall. Nations come and go. But for 2,000 years, the one constant in the lives of people of the Christian faith has been our belief that we’re going to live in a new heaven and a new earth, and that it’s going to be as it was originally intended to be before man’s fall. That doesn’t mean we don’t pay attention to the issues of our time. It doesn’t ask us to be hermits. It doesn’t ask us to isolate ourselves. It certainly calls for us to actively live out our faith. But I also don’t think we can let that lead us into anxiety.

    In that, I’m reminded of the early Church. The reason why early Christianity spread is not because they conquered with an army. It isn’t because they had more money or more power. In fact, they had none. It’s because the Romans kept doing horrible things to these people, and yet they would go to their deaths singing songs, full of joy, and being kind to their oppressors. Eventually, a bunch of pagans said, “I want the joy those people have.”

    They said: “We’ve tried everything. We’ve worshiped all these gods. We’ve forgotten all the gods we worshiped. We’ve sacrificed. We’ve done this, we’ve done that. I want the happiness that these Christians have. What is this secret that they have that the rest of us can’t seem to achieve, despite everything we’ve tried?” It was the power of that example, more than anything else, that allowed the Spirit to work in the world.

    The second thing I try to remind people of is that America is not a government. Oftentimes, when people discuss the state of America, they’re actually discussing the state of our politics or the sake of our government. And what we forget is that America is not a government. America is a nation. And what is a nation? At its most basic level, a nation is made up of this: families living in communities. 

    The most important house in this country is not the White House. It is your house. It’s the first school. It’s the first government. And it’s where we acquire values. Do you realize that everything that tastes good and feels good is bad for you? Why don’t leafy greens taste like ice cream? Why is the stuff that’s good for you, you have to put stuff on it to make it palatable? I think the same is true when it comes to human nature. 

    Despite all the advancements and our fancy technology, human nature is the same today as it was 5,000 years ago, which is why when we read the Old Testament, those stories seem like they could’ve been written yesterday. We may dress differently, we may use different devices, we may advance scientifically, we may travel to the stars, but human nature is unchanged. That is why history repeats itself. And human nature needs to be controlled. Left to our own nature, left to do whatever we want, we would not live in a good world. 

    Where do you learn what is good and what is bad, what is right and what is wrong, both collectively and individually? Something has to inform you that murder is evil, because murder is legal in the animal kingdom. It happens there all the time. But humanity has decided that murder is wrong, enslaving someone is wrong, physically abusing someone is wrong, denying the right to speak freely is wrong, denying the right to worship freely is wrong. Where do these ideas come from? They don’t come from human advancements, because human nature hasn’t changed. They come from a system of values. 

    In this, particularly because I am a Christian, I believe our faith system is an extraordinary asset to the country. You don’t have to convert. You have the right to believe anything you want. But from a practical point of view, why would we ever want to constrain or oppress a system of belief that says: “Treat others the way you want to be treated. Love your enemy. Forgive them. Take care of the widow and the hungry.” 

    The concept of the widow today is lost on people. If you were a widow 2,000 years ago, you were in big trouble. There was no welfare system. There were no food stamps. There were none of these programs out there. You were on your own, by yourself, with no one to help you, unless you had children to take care of you. 

    To me, Christianity is a system that teaches you not just to help the widow, but to have compassion for the less fortunate, to serve those in need selflessly, not selfishly. Why do we not want that to infuse our culture and society? Even if, ultimately, you don’t believe in the inspirations for those things, why would you not want something like that to be protected and vibrant under our laws? I think any country would be stronger with that. 

    And it explains a lot of our history. To this day, Americans feed more people, clothe more people, house more people all over the world than almost all the other countries of the world combined. If there’s a landslide somewhere today, if there’s a flood, an earthquake, or a volcanic eruption, I guarantee you that some faith-based organization in America will be one of the first to respond. And then you add to that foreign aid. (Although that has become controversial lately, and we have to address our own needs as well.)

    Why is that? Because there are other wealthy countries that have no tradition of giving whatsoever. To me, the answer is our faith system. When you have instilled in the values of your country to help the less fortunate, it doesn’t mean to help the less fortunate only in your county, your city, your state, or your country. It means we see someone suffering somewhere, and we feel compelled to do something about it. And I’m not talking about just rich people. I’m talking about people that give $50 a month.

    Where does that come from? That comes from a system of values grounded in a faith system. It is a national imperative for our country. Not to mention the importance of family and the importance of parenting. Children are not a burden. We should never be a nation that feels that a human life is a burden instead of a blessing. When people talk about things that way, we have to think about what a reflection it is on our society and culture. 

    What I’m saying is, we can pass a lot of laws, and we can elect great people, but many of the problems we are confronting as a nation go well beyond the government. Government can tell you what’s legal. It cannot tell you what’s right or wrong. Government can punish and reward. It cannot teach people to do good instead of bad, or to care for one another, or to live in community. That’s why I believe the most important thing that the government can do is to rebuild our families so they can live in dignity. 

    There are things the government can do to help. I think it’s hard to have strong families and strong communities without dignified work. There are great things that the free enterprise system has created, more things than all the other economic systems man has tried. But we have to prioritize dignified work. Man was meant to work. Work is actually a form of worship. In fact, it’s one of the first commandments that mankind received. No matter what the job is, whether you’re a senator or anything else, your work is a way of worshiping your Creator.

    But the most important thing the government can do is protect the institutions that are the fiber of the nation: the family, the community, and the faith, which instill values that make us stronger as a result. In many ways, that is the mission that you’re called to. Your mission is to bring Christians news and information in a manner that’s consistent with their values and hopefully inspires them to live up to those values. From a government perspective, our job is to ensure that your right in this country to do that remains unencumbered.

    Our own founding documents say our rights come not from the government, but from our Creator. Our country was founded on the belief that our rights are not what I decide they are because the people of Florida elected me, but what God has given us. My job is to protect those rights, not to decide what they are, or to decide which ones apply and which ones do not. 

    The role of religious broadcasting has a very important mission. It has a spiritual component to it, but it actually has a very strong civil component to it. I think it calls people to live out their faith. At a time when so much of the news and information that people are consuming is actually speaking to the worst of humanity, bringing out the worst in them, the ability to bring out the best in them is really a critical national treasure, one that we have to protect. 

    I don’t know how to operationalize this in terms of the laws. Oftentimes, good outcomes depend on the law we don’t pass, or something we keep from happening, which would impinge on your ability to fulfill what I think is a critical mission for our country. That mission is to ensure that we have strong families, strong communities, and children raised with the values that allow them to be productive, but also to be good citizens, and to always work for the common good.

  • MIL-OSI China: 10 new films set for release during China’s National Day holiday

    Ten new films have been slated for release during China’s seven-day National Day holiday starting on Oct. 1, according to the film data platform Maoyan.

    Among the most anticipated titles are “High Forces,” a crime action film featuring Andy Lau, “Bureau 749,” an adventure science fiction film directed by Lu Chuan, “The Volunteers: To the War 2,” a war movie sequel by Chen Kaige, and “Tiger Wolf Rabbit,” a crime drama starring Xiao Yang.

    The National Day holiday, traditionally one of China’s most lucrative moviegoing periods, has been a fiercely competitive “golden period” for major films.

    According to Lai Li, a market analyst at Maoyan, the films for this year’s National Day holiday cover a wide range of genres, including action, crime, disaster, war, science fiction, comedy, animation, musical, and drama.

    There is an increase in the number of live-action comedies, while the number of animated films has decreased.

    With the absence of any particularly large-scale blockbuster film thus far, it remains to be seen whether these movies can meet viewer expectations, Lai said, noting that the market will serve as the ultimate test for their success.

    According to data from the China Film Administration, the box office revenue in China for the week of Sept. 16 to 22 reached 502 million yuan (about 71.2 million U.S. dollars).

    During the three-day Mid-Autumn Festival holiday, which lasted from Sept. 15 to 17, a total of 21 films graced the screens of Chinese cinemas. However, only one film, “Stand By Me,” a drama inspired by a true story of socially disadvantaged children, surpassed the 100-million-yuan mark in revenue.

    China’s total box office revenue for 2024 has reached 34.48 billion yuan, representing a 22 percent decrease compared to the previous year. Currently, China is the second-largest film market globally, with North America holding the top spot with approximately 6 billion U.S. dollars in box office revenue.

    Nevertheless, North America’s annual box office performance has also declined. Despite being impacted by the Hollywood strike in 2023, which led to the suspension of film releases and promotions, North American box office revenue in 2024 has still seen a decline of 12 percent year on year.

    Historical data indicates that the National Day holiday period accounts for over 5 percent of China’s annual box office revenue. Since 2015, some films that released during this holiday have grossed over 1 billion yuan in box office revenue.

    “The Battle at Lake Changjin” claimed the top spot on China’s all-time box office chart in 2021, grossing a record-breaking 5.775 billion yuan. Films released during the National Day holidays in 2017, 2019, and 2020, such as “Never Say Die,” “My People, My Country,” and “My People, My Homeland,” have all earned over 2 billion yuan in box office revenue.

  • MIL-Evening Report: With The Puzzle, David Williamson shows his continual capacity to satirise the middle-class

    Fun, sex, Renoir and a reckoning might be a succinct way to introduce the new play by David Williamson, The Puzzle. As Williamson noted to me in the foyer, “life would be pretty boring without sex”. However, he writes, in the production program that this comes with a proviso that licentiousness without any moral grounding can lead to human beings inadvertently “upending their lives”.

    In other words: be grateful for what you’re got.

    Just last month New Wave Australian playwright Jack Hibberd passed away. Hibberd, in writing one of his best-known works, Dimboola (that Williamson directed for the Pram Factory in 1973), spoke of needing to find a human ritual by putting two competing families together in his rural comedy.

    Williamson, of the same generation of playwrights, similarly has pointed out “the essence of drama – [is] you put people in a room that should never be in a room together and things happen”.

    While Hibberd found this in a country wedding, Williamson has found it, in this instance, in a holiday cruise that appeals as a “lifestyle” change.

    Post-COVID has seen an increase in holiday cruises. Though there are comparatively small offerings of adult only cruises euphemistically titled “lifestyle cruises” (or, to be blunter, swingers cruises), they are subject to increasing demand from both young and old.

    A lively production

    The play’s title is taken from the large Renoir jigsaw puzzle found in the games room of a cruise ship that brings together those wanting to shake up their monotonous lives.

    Of course, this becomes a metaphor for how the middle-aged negotiate themes of sexual boredom, polygamy and parenthood. With shades of Williamson’s earlier satirical get-together Don’s Party (1971), the ensemble expertly navigate the promises that “swinging” might do to enliven their character’s sex lives, trapped as they are in close proximity to each other.

    This is a lively production with uniformly good performances.

Erik Thomson plays Drew, the father trying to improve his relationship with his daughter and provides a solid anchor for the promiscuousness that occurs around him. Ahunim Abebe brings rhythmic physicality to his daughter Cassie as she shocks the father with her own sexual adventures.

    The two would-be swinging couples bring verve and vivacity to their performances. Chris Asimos delights as Brian who flips from depression to reinforced post coital vitality. Anna Lindner brings a refreshing groove as she sashays around the cruise ship as Brian’s wife, Michele.

    Ansuya Nathan’s Mandy provides a moral counterpoint as her character struggles with the concept of swinging, while her onstage partner Craig, played by Nathan O’Keefe, provides both earnestness and excellent comic timing. At one point during the night O’Keefe toasts his glass too hard and loses his slice of lemon on the floor – which he promptly sucks on to the great amusement of the audience. Clearly an accident, but perhaps worth keeping.

    Steady chuckles

    Shannon Rush directs with panache, providing some excellent moments of physical vignettes interlaced with the increasing sexual frisson, accompanied by brisk and sharp lighting from Mark Shelton. This in turn is ably supported by the 70s-style guitar soundtrack from composer Andrew Howard and sound designer Patrick Pages-Oliver.

    Williamson alludes to the garish décor found aboard cruise ships and Ailsa Paterson’s design doesn’t disappoint. She makes spectacular use of colour and proportion that beckons with promises of a new adventure.

    The multi-layered set features tables and chairs with retro 70s/80s feel. The backdrop is a stylised view of the horizon changing with time passing – this is in the form of the Renoir style of brush stroke, neatly linking it to the jigsaw we see being slowly completed.

    The play draws steady chuckles and the occasional guffaw as Williamson builds the expectations of the passengers. In the second half, naturalism gives way to farce as the characters experience both comic and life changing reversals. This comes with the moral reckoning of the unintended consequences intercouple sex may bring.

    Williamson’s capacity to introduce ideas and return to them in new ways in the dialogue demonstrates his expert craft in constructing witty and challenging dialogue.

    This grand old man of Australian theatre shows his continual insight and capacity to satirise the middle-class.

    Kudos should also go to outgoing artistic director Mitchell Butel who had the foresight to see the potential in the finished script submitted by Williamson, followed by further development between playwright and company to bring the play to the stage.

    The playwright, actors and director gain much from being able to work together over a period of time.

    Like the new wave of the 1970s, artists don’t grow in isolation but blossom within a supportive community. In this instance a community Butel has fostered, evident in another fine offering.

    The Puzzle is at the State Theatre Company South Australia, Adelaide, until October 12.

    Shona Clarke, 24, is currently enrolled in the NZ Certificate of Study and Career Preparation (Hauora | Nursing/Health Pathway) (Level 4).

    A former model, who moved to Hawke’s Bay from South Africa to be close to family, is loving studying at EIT.

    Shona Clarke, 24, who appears in this year’s EIT brand campaign,  is currently enrolled in the NZ Certificate of Study and Career Preparation (Hauora | Nursing/Health Pathway) (Level 4), and hopes to study for the Bachelor of Nursing next year.

    Having arrived in Hawke’s Bay from Durban at the beginning of the year, Shona decided to follow her brother, Austin, to  EIT’s Hawke’s Bay campus. Austin is currently pursuing the Bachelor of Business (Accounting). Having always had an interest in health and science, Shona enrolled in the NZ Health and Wellbeing (Level 3) programme, which she completed in June.

    She says that she found the programme “amazing”, especially placements at Graceland Rest home in Hastings and at Kōwhai Specialist School.

    “I absolutely loved it. I got to work at Graceland, which was phenomenal, but I found the love that I had for children when I did my five-week placement at Kōwhai.”

    “And then I started meeting people in the industry, and that’s how I got involved in the holiday programme at the Havelock North High School Special Needs Unit. I think I’d go into that field for sure if I wasn’t so set on the fact that I wanted to be a nurse.”

    It has been a long and varied journey for Shona who went to school in Durban, South Africa.

    “I actually came out of school and went straight into working. And six years later, I’ve decided that I’m going to study something.”

    “After school I did modelling full-time and I worked with Suncoast Casino for four years, part of their marketing team. I also modelled in Dubai for a year.”

    Some of her modelling work included brand work for Bonds, a photo shoot for Dubai Tourism and a shoot imitating Margot Robbie before the release of the Barbie movie.

    Studying at EIT is a far cry from an international modelling career, but Shona says it was a simple choice for her.

    “It was my career until my family moved here. And then I thought: ‘I’m going to move over with my family because I’m family oriented. I just want to be with them’. And then when I moved over, I said, I’m going to change my career path.

    She says that it was an easy decision to study at EIT

    And now in the Study and Career Preparation (Hauora | Nursing/Health Pathway) (Level 4) programme, Shona is glad that she made the choice.

    “ I’m absolutely loving it, because of all the science-based parts of it.”

    “That is what I think I will enjoy most about nursing, is learning about the human body, learning about how everything works, how to treat everything. It’s very interesting. I’m thoroughly enjoying it, and getting really good marks.”

    Shona says returning to study after having worked full-time for so long took some adjustment.

    “I think I fitted in quite easily with the people, but the going from working full-time, having independence, and having my own life, to going back to full-time studying, working part-time, not being fully independent, that’s a big change for me.”

    For now Shona is focused on finishing the programme and hopefully starting the Bachelor of Nursing, which she will apply for later this year.

    She is hoping to have a long career in nursing and is interested in paediatrics, surgical or even oncology, because she has had family members who have had cancer.

    As for EIT, Shona has no hesitation in recommending it as a place to study.

    “I know I’m an international student, but the support that I have felt from EIT has been amazing. And I felt so included in everything that I’ve been a part of so far, from the photoshoot for the billboards to meeting new people.”

    Les Blair, EIT Health and Wellbeing Team Leader and Verena Lyons, EIT Health and Wellbeing Team Member, say that “Shona has been an enthusiastic, bubbly student who formed positive relationships with everybody.”

    The Sackville RCMP is seeking the public’s help locating a stolen trailer from Haute-Aboujagane, N.B.

    The theft is believed to have occurred on September 20, 2024, at approximately 2:10 p.m., at a residence on Upper Aboujagane Road in Haute-Aboujagane.

    The trailer is described as a black 2010 Crown, Triple E model, with white rims, New Brunswick licence plate TMC 939, and vehicle identification number 1XNU512T9A1031508.

    Police are releasing a surveillance footage photo in hopes that, despite the quality, someone may recognize the trailer. The ATV was not on the trailer at the time of the theft.

    The Education Bureau today held the “Love Our Home, Treasure Our Country” – Celebration of the 75th Anniversary of the Founding of the People’s Republic of China & Joint School National Education Activities Kick-off Ceremony.

    The bureau announced that it will collaborate with Tung Wah Group of Hospitals, Po Leung Kuk, the Hong Kong Council of the Church of Christ in China, the Lok Sin Tong Benevolent Society, Kowloon, Hong Kong Subsidized Secondary Schools Council, Hong Kong Direct Subsidy Scheme Schools Council, Hong Kong Aided Primary School Heads Association and Subsidized Primary Schools Council to jointly organise the “Love Our Home, Treasure Our Country 3.0” series of joint school national education activities in the 2024-25 school year.

    Deputy Chief Secretary Cheuk Wing-hing and Secretary for Education Choi Yuk-lin officiated at the kick-off ceremony attended by about 2,500 representatives from school sponsoring bodies and the bureau, principals, teachers, students and parents.

    Addressing the event, Mr Cheuk said that the “Love Our Home, Treasure Our Country 3.0” joint school national education activities will further expand the scale of the event.

    He noted that participating schools cover kindergartens, primary schools, secondary schools, special schools and sister schools on the Mainland, adding that joint school collaboration not only strengthens exchanges among schools but also combines strengths to develop resources, enabling a patriotic atmosphere and sentiments to extend continuously across school campuses in all districts of Hong Kong.

    Mr Cheuk highlighted that love for the country should be the value and sentiment of every Chinese national, and patriotic education and activities play an important role in nurturing the growth of patriotic sentiments.

    He thanked practitioners from the education sector for remaining steadfast in their roles, noting that through learning inside and outside the classroom, students are given the opportunity to gain an in-depth understanding of the country’s history, culture and values from an early age, and experience the distinctiveness of traditional Chinese culture, thereby fostering their pride in being Chinese and enhancing their national pride and sense of responsibility and ownership.

    BluSky Carbon Inc. (CSE: BSKY) (OTCQB: BSKCF) Secures US$105 Million Biochar Sales Agreement – Ten-year contract for agricultural grade soil amendments in Southern USA – BluSky Carbon Inc. (CSE: BSKY) (OTCQB: BSKCF) (FWB: QE4 /WKN A401NM) (“BluSky” or the “Company”), an innovative entry into the carbon removal clean technology sector is very pleased to announce that it has entered into a sales agreement (“Sales Agreement”) with a U.S. based purchaser (“Purchaser”) pursuant to which the Company has agreed to supply, and the Purchaser has agreed to purchase, up to 382,213 tonnes of biochar over a period of 10 years substantially on the schedule and pricing terms as set forth in the press release issued today.

    The Agreement sets forth a delivery schedule (see tables 1 to 3 shown in the current press release today) designed to achieve an initial volume of approximately 22,200 short tons within the first year of operation, scaling up to approximately 40,000 tons per year for the remainder of the of the Agreement. Biochar will be supplied on as-is basis. The moisture content will be verified with a Certificate of Analysis (CoA) at delivery. Based upon a negotiated rate of two hundred and seventy-five dollars (US$275) per ton, the sales value under the Agreement is approximately US$105 million.

    Biochar is black carbon produced from biomass sources (i.e., wood chips, plant residues, manure or other agricultural waste products) for the purpose of transforming the biomass carbon into a more stable form (carbon sequestration). It can persist for long periods of time in the soil at various depths, typically thousands of years. Biochar is produced by heating biomass or waste materials containing carbon through pyrolysis. Pyrolysis involves thermal and chemical decomposition of biomass in limited or zero supply of oxygen, typically at temperatures ranging from 300°C to 1000°C. Biochar can be used as a soil amendment to improve soil physical and chemical properties, enhance water retention, and sequester carbon. It also contributes to climate change mitigation by stabilizing carbon in soils for thousands of years, preventing it from being released as carbon dioxide into the atmosphere. Biochar has shown promise in increasing crop yields, improving soil fertility, and reducing environmental pollution through its ability to retain nutrients and minimize greenhouse gas emissions.

    The Company notes that its ability to meet scheduled delivery of biochar beyond year 1 is conditional upon its commissioning and receiving an additional two (2) Vulcan Heavy biomass pyrolysis systems (Vulcan Heavy). The Company anticipates that each Vulcan Heavy will cost approximately US$3 million and take up to nine months to be manufactured and delivered to the job site. BluSky’s ability to commission any Vulcan Heavy will be contingent on its ability to secure financing on acceptable terms, and no assurance can be given this will occur.     1PointFive, a wholly owned subsidiary of Occidental Petroleum Corporation (NYSE: OXY), announced recently that the U.S. Department of Energy’s Office of Clean Energy Demonstrations (OCED) will provide up to $500 million to support the development of the South Texas Direct Air Capture (DAC) Hub. The award is a milestone in furthering commercial-scale DAC in the United States and validation of Occidental and 1PointFive’s ability to use their decades-long expertise in carbon management to accelerate the vital climate technology.

    The funding will be provided in multiple tranches. The initial award of $50 million will advance 1PointFive’s ongoing work at the South Texas DAC Hub. Upcoming activities include engineering, permitting, the procurement of long-lead equipment and continued community engagement to further 1PointFive’s community benefits plan. The total award value for the South Texas DAC Hub is expected to be up to $500 million for the initial DAC facility at the site, and potentially increased up to $650 million for the development of an expanded regional carbon network in South Texas.

    Arq, Inc. (NASDAQ: ARQ), a producer of activated carbon and other environmentally efficient carbon products for use in purification and sustainable materials, recently announced the pricing of an underwritten public offering of 4,770,000 shares of its common stock, par value $0.001 per share (“common stock”), at a price to the public of $5.25 per share. All of the shares in the offering are being sold by Arq. The gross proceeds to Arq from the offering, before deducting the underwriting discounts and commissions and other offering expenses, are expected to be approximately $25 million. The offering is expected to close on or about September 23, 2024, subject to customary closing conditions. In addition, Arq has granted the underwriters a 30-day option to purchase up to an additional 715,500 shares of its common stock in the underwritten public offering.

    Arq intends to use the net proceeds from this offering for general corporate purposes, which may include working capital, capital expenditures, including continued construction of granular activated carbon facilities at Arq’s Red River and Corbin manufacturing facilities located in Coushatta, Louisiana and Corbin, Kentucky, respectively, research and development expenditures, commercial expenditures, debt service costs and repayment, acquisitions of new technologies, products or businesses, and investments.

    Gevo, Inc. (NASDAQ: GEVO) recently announced the sale of approximately $20 million in Investment Tax Credits to an undisclosed corporate buyer. This transaction monetizes Inflation Reduction Act (“IRA”) Investment Tax Credits generated from the commercialization of a renewable natural gas (“RNG”) production facility by Gevo NW Iowa RNG, LLC (“Gevo RNG”) and provides net cash proceeds of approximately $17 million to Gevo after transaction fees.

    The Gevo RNG asset has been optimized to produce approximately 400,000 MMBtus of RNG per year, and Gevo expects to further increase production over time. Additional RNG value could be unlocked through the monetization of Section 45Z Clean Fuel Production Credits under the IRA, once those rules are defined.

    Young people in Stoke-on-Trent showing musical talent from low income families are to be supported through music.

    Young Sounds UK, a music education charity, are leading a £5.8 million Music Opportunities pilot programme with backing from the Department for Education (DfE). The local programme will be managed and led by Stoke-on-Trent City Music Service.

    The programme will focus on 12 key regions, including Stoke-on-Trent, in giving children targeted support to progress their musical talent and interests. Up to 1000 young people will benefit from the programme nationally and in Stoke-on-Trent, the pilot will be active in 60 locations.

    This pilot is part of a new phase of Young Sounds: Connect, which has been running for 15 years and will now broaden its reach with the help of £2 million from the DfE.

    Children with musical potential will receive intensive support, free weekly lessons, personal bursaries and access to mentors. Those participating will also be able to attend termly Get Together events, meet aspiring and professional musicians and develop their skills.

    Councillor Sarah Jane Colclough, Cabinet member for Education and Anti-Poverty, said: “I am delighted that Stoke-on-Trent has been identified as a key region for this pilot programme Young Sounds UK are doing, supported by the Department for Education.

    Liverpool is to host a landmark series of concerts in celebration of being named the world’s first ‘UN Accelerator City’ for climate action.

    Act 1.5 presents…’ will see a weekend of live music and events, from 28th – 30th November, at Liverpool’s M&S Bank Arena, featuring Massive Attack, IDLES and Nile Rodgers.

    This unique series of shows are being staged to mark today’s announcement at UN Headquarters in New York that Liverpool is the world’s first ‘UN Accelerator City’ for climate action.

    This accolade recognises the city’s commitment to technical innovation and smart regulation to rapidly decarbonise the live music and TV/Film production sectors.

    Building on the methods first trialled in Bristol, and continuing their partnership with clean energy provider Ecotricity, ‘Act 1.5 presents…’ will test, operate & adapt a range of measures to dramatically reduce the level of carbon emissions & air pollution that would usually be produced at an event of this scale.

    On the morning of 3 March 2002, I put a card into the ballot box, on which I had written a determined ‘yes’.  Our TV screens had been filled with various forecasts and figures from the early hours.

    But it was only in the evening that the final result came through: after years of struggle and a fiercely contested campaign, Switzerland would join the United Nations.

    Ultimately, it was a few hundred votes from the canton of Valais – my home region – that tipped the balance.

    On that day, the Swiss people expressed their country’s desire to assume responsibility and take part in the world of international politics in a spirit of solidarity.

    More than two decades have now passed. I am addressing you today, just a few days before Switzerland assumes the presidency of the Security Council. The world may have changed, but our principles have not.

    Like many countries, we are following with concern the escalating tensions and emergence of new conflicts around the world.

    Unfortunately, we are witnessing increasing levels of grave human rights violations as well as a growing, blatant disregard for internationally recognised borders. Might risks taking precedence over right, and the threshold for resorting to military force has clearly fallen significantly.

    Only together can we counter the dynamic, captured so aptly by the great writer Ferdinand Ramuz a century ago: “Parce qu’un malheur ne vient jamais qu’un autre ne vienne ; les malheurs se marient entre eux, ils font des enfants.”

    There are major challenges ahead: wars, disasters, the damage we are inflicting on our shared environment, technological advancements and the opportunities and risks they bring.

    As the only truly global organisation, the UN has a crucial role to play in tackling these issues.

    We can make a start right here, if we choose to work together better – regardless of our governmental and economic structures or our cultural differences.

    We must not let our world fragment into blocs. We must show our willingness to negotiate principles with all major regions of the world, principles that are in our mutual interest and respected by all. And this must always be underpinned by international law.

    Ladies and gentlemen

    The search for peace is paramount, and Switzerland is committed to playing its part.

    Based on its tradition of good offices and solidarity, and because resignation and inaction should never be an option, this summer Switzerland brought together around 100 states and international organisations for the Summit on Peace in Ukraine.

    Our goal was to provide an initial impetus for a just and lasting peace in Ukraine, based on international law and the United Nations Charter. The conference at the Bürgenstock marked an important step in that direction.

    The 94 signatory states of the Bürgenstock Joint Communiqué reaffirmed their commitment to the principles of the United Nations Charter.

    We would like to renew our invitation to the international community to spare no effort in supporting concrete measures and this Joint Communiqué.

    International law is the basis for our common endeavours for global peace, security and prosperity.

    The Geneva Conventions, the 75th anniversary of which we are celebrating this year, govern the legal basis of war as well as the protection of the civilian population.

    But the latest UN figures paint the international community in a poor light. Civilians and civilian infrastructure are not only inadequately protected, but in fact come under repeated attack.

    We are witnessing violations of international humanitarian law, from Myanmar to Ukraine, from the Middle East to Sudan. My country has been strongly committed to ensuring that the Security Council adopts ceasefire resolutions, particularly for Gaza and Sudan.

    It is urgent that these resolutions are now implemented and respected. Likewise, we urgently call for an immediate return to a total cessation of hostilities on both sides of the Blue Line.

    The heavy toll paid by civilian populations in these current crises and conflicts strengthens Switzerland’s resolve to ensure that international humanitarian law remains an absolute priority. Pushing for greater compliance is at the heart of our work in the Security Council.

    Protecting the civilian population in conflicts is neither self-evident nor guaranteed. It must be afforded higher priority in conflict situations.

    Peace is and always will be the best way to protect civilian populations. To this end, Switzerland is also committed to civilian and military peacebuilding.

    Even if some peace missions have been unable to meet all of their intended objectives, they nevertheless contribute to security, stability and peace in people’s everyday lives. When deciding which missions to deploy, we must overcome our disagreements. Peace is too precious a commodity to become a pawn of self-serving interests.

    Together with our many international partners, Switzerland is continuing to contribute to peacebuilding as well as expanding its capacities where possible.

    War and peace are not the only challenges we face. There are many others that we also need to urgently address:

    Civilians not only require protection from armed conflict, but also from natural disasters, as has become increasingly clear in recent years. Climate change and loss of biodiversity are having an existential impact on ever more people.

    It is crucial that we also maintain and expand our efforts in these areas, while forging ahead with pioneering developments. Many of the international environmental agreements are either not implemented at all or only inadequately. This is resulting in large-scale environmental destruction.

    I am also concerned about the rise in disinformation, which undermines people’s ability to form their own opinions based on facts. Private and state actors spread disinformation at home and in other states to fuel polarisation, sow distrust and destabilise states.

    Switzerland has and will always be committed to freedom of expression and media freedom.

    Disinformation is toxic. We can counteract this by improving our understanding of what constitutes free speech and manipulation of the facts; by exposing illegitimate interference, by fostering open and fair debate, and, in our capacities as governments and international organisations, by providing transparent and factual information.

    Switzerland has and always will be committed to strong and effective multilateralism.

    All states must come together to find lasting solutions.

    My country is shaped by regular democratic debate at all levels of government – local, regional and federal. We urgently need to see more of such constructive and peaceful debate if we are to address the existential challenges that face us.

    Two days ago, we adopted the Pact for the Future. The pact is a strong commitment to multilateralism. One of the core elements of the pact is the 2030 Agenda for Sustainable Development – our roadmap, which we must implement together as quickly as possible.

    “The idea must be born from the vision, like the spark from a flint.” That too is a quote from Ramuz – one that has lost none of its relevance. We need courage and confidence.

    And we need a framework in which we can work together as partners to find solutions. That framework is the United Nations. Let us work together to make it stronger.

  • MIL-OSI Global: Ludwig: in this comic BBC detective drama, puzzles are key to solving a murder – and understanding other people

    “It makes no sense. It’s impossible to solve” – so decries John “Ludwig” Taylor (David Mitchell) when trying to solve a murder using puzzle techniques in the new six-part BBC detective series, Ludwig.

    Each week puzzle designer John uses his skill to solve a crime. The show, also starring Anna Maxwell Martin, is guided by the thematic question: “how do we solve life’s puzzles?”

    John’s twin brother James (also portrayed by Mitchell) has suddenly gone missing. Enlisted by his sister-in-law Lucy (Maxwell Martin) to help find James, John reluctantly moves in with her and her son, leaving behind his ordered and self-contained (but lonely) world. Lucy wants John to pose as his brother to get some information from James’ office about a case that he was working on, which she suspects is related to his disappearance.

    What begins as a benign task very quickly escalates into John taking on James’ role as DCI James Taylor with Cambridge’s Major Crime Squad. John is swept along to crime scenes wherein he proceeds to solve murders using various puzzle techniques: logic puzzles, spot the difference, coincidences (three to be statistically relevant) and even reverse chess (where maths, probability and reason are used to determine prior moves in the middle of a chess game).

    The situation creates a bind plot. John wants the love of a family – specifically James’ family – but if he finds James, he will lose the “family” he has found. He is caught between his want (to have a family and Lucy) and his flaw (to learn to engage with people and the world).

    In my research, I posit that the bind plot is more prevalent in comedy than in drama. The tension between the want and the flaw is what underpins the comedy.

    John is navigating life on two levels: as an imposter detective and as a lonely man with signs of neurodiversity, such as an inability to understand and express feelings, and the need to follow certain rules. This results in misunderstanding and confusion for some of those around John, but not for John himself.

    This duality is a common technique in comedy writing. As comic writer Steve Kaplan notes in The Hidden Tools of Comedy (2013), comedy emerges in the gap between the wavy-line character (the confused one) and the straight-line character (with a fixed view on life).

    What is interesting in Ludwig is John’s character arc. He begins as a straight-liner, but both his interactions with Lucy and her determination to find her husband force him to question his own life. His increasing confusion about, and interaction with, other people result in him becoming a wavy-line character.

    In my book Situation Comedy, Character, and Psychoanalysis (2019) I label the straight-liner as “echo characters”. That’s because they echo the unconscious fear of the main character, while maintaining their own fixed view of the world. It is because the main character is unconscious of this behaviour in themselves that such characters become “trapped” in their dynamic.

    These kinds of relationships define the sitcom. Think Phoebe in Friends, who echoes Rachel’s fear of commitment. In the first episode of Friends, Rachel is a runaway bride and Ross is recovering from a failed marriage, setting both these characters up as commitment-phobic. Phoebe, however, embraces life and all its alternatives, no matter how kooky or off-beat.

    Moss in The IT Crowd, echoes in a different way. His attention to detail and focus are the antithesis of Roy’s approach to work and Jen’s lack of knowledge of anything to do with IT. Roy fears work and Jen fears being exposed as ignorant, making Moss their perfect echo character.

    Maintaining the pretence

    The challenge for Ludwig’s head writer and creator, Mark Brotherhood, is to ensure that John can keep up the pretence of being his twin brother, while at the same time ensuring the pretence is believable.

    Brotherhood’s previous credits (Father Brown, Death in Paradise, Benidorm and Mount Pleasant) have shown his ability to merge genres such as crime and drama with comic moments.

    Set-ups such as characters having recently joined the crimes unit (who did not know James), and fleeting interactions with other characters (who do know James), save John from exposure. But they also distract the audience from the central question – “why don’t other people see that John is a different person?”. Instead we are drawn into the world of puzzles and how they can help solve crimes – and maybe help us solve problems in our own lives.

    Dramatic irony enables the audience to be in on the conceit. We know John is not James, but we also know that John is a puzzle master, and we revel in his ability to solve crimes. However, being in on the deception prompts the question: what will happen when John is exposed?

    In the vein of Poirot or Miss Marple, John is dedicated to solving murder through reasoned logic as well as increasingly astute observations of human behaviour – something he has avoided until now.

    Ludwig is an engaging (and at times puzzling) drama with comic moments, governed by a thematic premise – to understand puzzles is to understand life.

    Wetherspoons has unveiled its latest venture at London’s Waterloo Station – a vast new pub called The Lion & The Unicorn. This so-called “Superspoons” is part of a growing trend in the UK’s hospitality industry, where ever-larger venues are reshaping traditional experiences.

    With its prime location and expansive layout of 5,000 sq ft and almost 600 seats, the venue’s opening marks what some business commentators are describing as the dawn of the “megapub” era, where bigger seems to mean better for chains like Wetherspoons.

    Megapubs are designed to offer more than just a quick pint. These vast, multi-purpose venues aim to cater to a variety of needs throughout the day, from morning coffee and business lunches to evening meals and live entertainment. The inclusion of extensive seating, diverse menus and designated zones for different activities – such as socialising or working on a laptop – aim to attract a broad range of customers.

    By offering an all-in-one experience, they are deliberately designed to stand apart from the traditional pub model. And they are positioning themselves as destinations rather than typical pubs.

    True to Wetherspoons’ business model, the new megapub promises competitive prices on food and drink, which may make it an attractive option for budget-conscious customers. By offering a variety of experiences under one roof, megapubs are attempting to tempt customers inside with convenience, variety and affordability all in one package, while also feeling part of a community.

    What could it mean for the hospitality sector?

    One major concern over the onset of the megapub is the potential impact on smaller, independent pubs and restaurants. Over the last ten years, pubs have been closing at an alarming rate, as publicans struggle with rising supply costs and overheads. A growing number of young people are also choosing to abstain from alcohol. Such factors have reduced the demand for traditional pubs.

    Megapubs, with their size and pricing power, could exacerbate these challenges by drawing customers away from independent venues that struggle to compete on price or scale. This may be especially true of those relying on niche markets or unique experiences.

    While it is still early days, and the effects of the megapub are yet to unfold, experts are already questioning whether this could change the way we socialise. By combining affordability with a range of amenities, megapubs like the new “Superspoons” may set new expectations for what a pub experience should be. Instead of visiting multiple locations for different activities, people may prefer to spend their leisure time in a single, multi-functional venue where they can socialise, dine and work.

    Wetherspoons is not the only company experimenting with this new model. Across the hospitality and retail sectors, businesses are increasingly seeking to create more versatile spaces to attract a broader customer base.

    So, could we see more companies following Wetherspoons’ lead? Given the current economic conditions, where many consumers are tightening their belts, it seems probable. This could be the beginning of a long-term shift towards larger, multi-functional venues. Of course, it may just be a temporary response to the challenges of the present market.

    Economically, this concept appears to be well-suited to the financial challenges and uncertainty of our current times, as increasingly isolated people look for cost-effective ways to dine and socialise. Offering both affordability and a wide range of options, these venues could thrive during economic downturns by drawing in budget-conscious consumers.

    Whether you’re a fan of the traditional pub or intrigued by new concepts like the “Superspoons”, it’s clear that the way we socialise is evolving. As hospitality businesses continue to push boundaries, we may see a significant change in how we spend our leisure time and money.

  • MIL-OSI Global: ‘Russians at War’ documentary: From the Crimean to the Iraq War, soldier images pose questions about propaganda

    Questions surrounding the film Russians at War linger following controversy surrounding it at the Toronto International Film Festival (TIFF).

    TIFF faced protesters at a Sept. 17 screening of the “first person” documentary by Russian Canadian filmmaker Anastasia Trofimova. The festival had “paused” public screenings following an earlier media and industry screening, as festival staff reported receiving “significant threats” to festival operations and safety. Protesters said the film was pro-Russian propaganda.

    Trofimova told CBC her film was an attempt to humanize Russian soldiers as a way to combat further anger and violence.

    I have not seen the film, but as a researcher who has long examined the ambiguous meanings of soldier images, I’m not surprised the film has been criticized as propaganda. In my book War without Bodies: Framing Death from the Crimean to the Iraq War, I examined how images that omit their political context can be viewed as implicitly supporting the war effort.

    First photographs: Crimean War

    This ambiguity can be found in the first photographs of the British army at war. These were taken by photographer Roger Fenton during the 1853-56 Crimean War, in which British, French and Ottoman military attacked Russia and besieged Russian forces on the Crimean Peninsula.

    Fenton was commissioned by a Manchester, U.K. publisher, Thomas Agnew and Sons, to photograph the British army in Crimea, focusing on officers and any other participants he found interesting.

    His photographs were to be used as the basis for oil paintings by the artist Thomas Barker. The publisher didn’t reproduce photographs, but made them into woodcuts or as source material for paintings.

    Fenton also photographed the landscape and foreign fighters like French Zouaves — French military units originally formed from the Zouaoua Berber tribe from the coastal mountain Djurdjura region of North Africa after the French invaded and conquered Algeria — but the majority of his subjects were British officers.

    Shared social class

    Fenton wasn’t commissioned by the government, but he had a letter of introduction from Prince Albert, husband of Queen Victoria. He was of the same social class as the officers he photographed, and dined with high-ranking officers such as Lord Raglan.

    Fenton’s photographs gave the appearance of a competent and functioning military led by skilled officers. Photographs such as one taken of Cornet Wilkin looking smart and capable on his horse suggest the traditional posed style of military portraiture seen in commissioned tribute paintings.

    The photograph omits any visual evidence that would acknowledge that these are the survivors of an infamous British military blunder, the Charge of the Light Brigade, where cavalry were mistakenly ordered to charge directly at Russian artillery and suffered disastrous casualties.

    Long exposure, composed photographs

    Fenton could not photograph combat given the amount of time needed to capture an image using the wet collodion process, which required a long exposure.

    He could, however, have documented other aspects of the situation in Crimea which were covered by reporter William Howard Russell, who Fenton also photographed in 1855.

    Russell’s dispatches on the terrible conditions suffered by British troops and the ravages diseases like cholera combined with letters published by the soldiers caused a scandal in Britain. These reports led to the downfall of a government and to Florence Nightingale organizing a cohort of nurses to tend to the sick and wounded.

    Russell’s reporting revealed what was omitted from Fenton’s photographs of the war. The photographs served as the first demonstration of how such images could present positive images of war that belied the reality of death and suffering.

    Fenton’s photographs indirectly supported the war effort by showing only positive images of individual soldiers.

    Vietnam, Iraq War

    Media coverage of the American war in Vietnam, often referred to as the “first television war,” is often credited with turning public opinion against the conflict.

    Images of dead soldiers and civilians were transmitted to the viewing public. The “Saigon execution” photograph of a man being shot in the head was particularly shocking.

    To avoid mages such as this, according to Jessica M. Fishman, a behavioural scientist who has examined how media censors and displays the dead, major networks like CNN, Fox News and NBC largely followed an informal agreement to avoid showing graphic images of dead American soldiers during the Iraq War. In addition, reporters were embedded in military units and formed close relationships with the troops who were the subject of their reports.

    The result was sanitized coverage of the war which, at least initially, helped maintain public support for the conflict. Images of drone strikes in particular suggested that the military was using precision weapons and “surgical” strikes that did not include civilian casualties.

    Just as reporting by Russell contradicted Fenton’s images of a competent military, photographs of the torture of prisoners in Abu Ghraib prison by American solders in 2004 helped change public perception of it as a “just war.

    Trust with soldiers, personal ties

    Trofimova, in an interview with CBC, said she does not support the war and wanted to break stereotypes of Russian soldiers as motivated by hate.

    She pointed out that Russia has conscription and that many soldiers may have been drafted and are not supportive of the war. She also stated that she had no support from the Russian government and gained access to soldiers because she built up trust with them.

    The parallels with Fenton are instructive because he did not have support from the British government, and relied on personal connections to obtain his portraits.

    Excluding crucial information

    As with Fenton, the image of the Russian army conveyed by the interviews with soldiers may be as significant for what it leaves out about the war as much as what it tells us about them as individuals.

    When the CBC interviewer asked Trofimova about a statement made by a Russian soldier that they were incapable of committing war crimes, which Tromifova did not correct,
    she replied that “once you start trying to make this an analytical documentary that is going to provide you with stories that you have not documented yourself, then this becomes something else.” In March 2024, the Independent International Commission of Inquiry on Ukraine announced it had new evidence Russian authorities have committed violations of international human rights and international humanitarian law, and corresponding war crimes.

    Both Fenton’s photographs and a documentary that focuses on Russian soldiers’ perspectives exclude crucial information that would help lead the viewer to question the conduct of the war or how it is being justified.

    State Preparedness Efforts

    • The Florida Division of Emergency Management (FDEM) activated the State Emergency Operations Center to a Level 1 on Tuesday, September 24 and is leading coordination efforts for the State Emergency Response Team.
    • FDEM is hosting twice-daily calls with all 67 counties to identify needs and to ensure the state is prepared to respond quickly and efficiently.
    • Additionally, FDEM is coordinating with state agencies, non-governmental organizations, and private sector partners to facilitate ongoing resource requests for counties, including requests for water, generators and support personnel.
    • Nearly 500 missions are being facilitated by the State Emergency Response Team to assist counties in their preparation efforts. These missions accomplish vital tasks like prestaging response resources, protecting critical infrastructure facilities like hospitals and utility stations, and coordinating personnel statewide.
    • The Florida State Guard (FSG) has prepared the following:
      • 250+ Soldiers ready to deploy.
      • 10 shallow water vessel boat teams
      • 7 flat-bottom-flood rescue skiffs
      • 2 amphibious rescue vehicles
      • 12 UTV’s
      • 15 Cut and toss crews
      • 7 search and rescue teams
      • 1 UH-60 Blackhawk for daytime aerial assessment and logistics missions
    • The Florida Department of Law Enforcement (FDLE) is making plans to ensure continuity of operations in several critical areas including Missing Endangered Persons Information Clearinghouse and the Watch Desk.
    • FDLE logistics teams are moving and staging assets.
    • FDLE is identifying squads for deployment and staffing for local emergency operations centers.
    • FDLE’s mutual aid team is at the State Emergency Operations Center coordinating law enforcement missions.
    • The Florida Fish and Wildlife Conservation Commission (FWC) has readied high-water vehicles and all other storm response resources statewide so they may be rapidly deployed to assist Floridians in need in the event of damage or flooding.
    • The FWC is fully integrated into the State Emergency Operations Center, and local FWC law enforcement representatives are coordinating closely with county and city emergency operations centers.
    • FWC officers are ready to deploy and respond with a variety of specialized equipment as necessary, such as:
      • Airboats
      • Shallow draft boats
      • ATVs/Side-by-sides
      • Larger platform vessels
      • Four-wheel vehicles
    • FWC Special Operations Group (SOG) teams will serve as reconnaissance units for the State EOC and report on damage after the storm has made landfall.
    • FWC Aviation Section has been placed on standby and has readied all appropriate aircraft for potential deployment for EOC aerial assistance, reconnaissance, and post-storm damage assessments when needed.
    • The Florida Department of Corrections (FDC) is monitoring the storm and preparing mitigation measures, including:
      • Mobilizing evacuation assets
      • Locating areas of evacuation
      • Establishing liaisons in our local county and municipal EOCs for storm assistance
    • The Florida Department of Juvenile Justice (DJJ) offices and facilities are finalizing storm preparations to ensure the safety and security of staff and youth.
      • These actions include fueling all vehicles, moving vehicles in low-lying and flood-prone areas to higher ground, testing and ensuring adequate fuel supplies for generators in the event of loss of power, and ensuring food, medicine, and emergency supplies are stocked and ready.
    • The Florida Department of State has been monitoring the storm for potential impacts and making preparations to secure historical properties.
    • The Florida Department of State, Division of Elections has been monitoring the storm and has been providing updates and information to Supervisors of Elections about potential impacts and resources available to their offices.
    • All Florida Department of Transportation (FDOT)  7 Districts, Central Office, and FDOT’s Turnpike Enterprise initiated statewide internal preparedness conference calls beginning Monday, September 23, which continue daily.
    • FDOT continues close coordination with State EOC officials and partners.
      • FDOT team members have begun staffing the State EOC.
      • Responding to county requests for personnel and assets.
    • FDOT Statewide Preparedness Efforts Include:
      • 667 team members working in offices, and EOCs conducting pre-storm preparations.
      • 490 team members working in the field conducting pre-storm preparations.
      • 193 pieces of heavy equipment being used for pre-storm preparations.
      • 164 team members staged for cut and toss operations
      • 90 bridge inspectors staged for deployment
      • 28 team members staged for UAV (drone) deployment
      • 20 large pumps staged
      • 634 generators staged to assist with traffic signal power
      • 4 ITS trailers staged.
      • Clearing shoulders in preparation for potential Emergency Should Use (ESU).
      • Currently analyzing flooding vulnerabilities for major roadways and bridges.
      • Inspecting and clearing drainage systems, monitoring flood-prone and currently saturated areas, and pre-positioning pumps as appropriate.
      • Securing high mast lighting, maintenance yards, active construction projects, rest areas/welcome centers, service plazas, and weigh stations.
        • Howard Frankland Bridge barges and cranes anticipated to be fully secured by Wednesday, 9/25
      • Replenishing fuel reserves, checking generator readiness, and pre-positioning assets as appropriate.
      • Completing repairs on malfunctioning vehicles and equipment in preparation for deployment.
      • Initiated communication with modal partners – seaports, airports, railroads, transit, and spaceports. All partners are currently in monitoring posture.
      • Staging ITS trailers, as well as drone teams and equipment are being prepped and ready to deploy as needed.
    • FDOT encourages drivers to download the FL511 app or visit FL511.com for road/bridge closures and potential detours that may be activated. Remember to always follow the direction of local law enforcement and emergency personnel.
      • Seaports are open and preparing for storm.
      • Airports are open and monitoring the storm.
      • Railroads are open and monitoring the storm.
      • Transit agencies are open and monitoring the storm.
      • Spaceport partners are open and monitoring the storm.
    • The Florida Department of Veterans’ Affairs (FDVA) has alerted the home administrators of its nine State Veterans’ Homes of the approach of the coming storm. They are implementing their hurricane preparation checklists.
    • FDVA’s facilities have main generators in case of loss of power.
    • FDVA is in contact with the U.S. Department of Veterans Affairs leadership in Florida to coordinate potential clinic closure announcements.
    • Volunteer Florida has begun the following preparation efforts:
      • Daily Coordination calls with Florida Voluntary Organizations Active in Disasters (VOAD);
      • Identifying partner capabilities, needs and gaps;
      • Ongoing coordination efforts with Community Emergency Response Teams (CERT); and
      • Identifying pre-staging locations of flood/cleanup kits, hygiene kits and tools.
      • Key Messaging to Partners:
        • Emphasizing the importance of “Cash, Confirm, Connect” strategy.
        • Promoting volunteer opportunities through Volunteer Connect.
        • Encouraging documentation of all donated resources and Volunteer hours.
        • Current rate of volunteer hours in the state of Florida is $31.61.
    • Florida Department of Management Services (FDMS) are working to identify potential evacuation shelter sites for special needs and pet friendly evacuees as far east as Lake City and west as Panama City.
    • FDMS identified a specific location to land helicopters and staff to potentially COOP from the EOC to Escambia County
    • FDMS is making early preparations with their vendors and have commenced for commodities as well as services.

    Health and Human Services

    • The Agency for Persons with Disabilities (APD) is hosting calls with regional leadership and partners to provide storm information and determine any anticipated unmet needs.
    • APD is preparing policy documentation for anticipated storm event actions and providing regional staff with curfew letters for providers in potential counties with issued curfews.
    • The Florida Department of Health’s (DOH) Office of Communications is distributing information on social media platforms regarding emergency health topics, including flood water safety, special needs shelters, boil water notices and more.
    • DOH and the Office of Insurance Regulation (OIR) sent information regarding early prescription refills permitted under Executive Order 24-209. This information was sent to the public, health insurers, managed care organizations, pharmacy benefit managers, pharmacy chains and health care providers.
    • DOH is deploying over 130 emergency response vehicles. Staging is currently in Leon and Osceola counties.
    • The Pinellas County WIC office will close at 12:00 p.m. on 09/24/2024 and plan to re-open on 09/26/2024.
    • DOH’s Healthy Start program is reaching out to coalitions and providers located in areas of potential impact to ensure continuity of care for clients. Additionally, Healthy Start is alerting clients of potential weather impacts and connecting them to resources.
    • DOH’s Bureau of Women, Infant and Children (WIC) is alerting coordinators in areas of potential impact and preparing for remote operations, if needed.
    • DOH’s Bureau of Childcare Food is alerting providers in areas of potential impact and having them prepare for grab-and-go meals for clients post-landfall.
    • The Agency for Health Care Administration (AHCA) has been in communication with health care facilities as they are evaluating any potential evacuation plans.
    • AHCA will hold and participate in provider calls for TS9 preparation ahead of landfall. As of 10am today there are 4 facilities (3 ALFs and 1 nursing home) reporting that they are evacuating.
    • E-PLUS update:
      • 34 of the 41 (83%) counties in the EO have access to E-PLUS
      • Outreach is being conducted for counties with no access
      • Monitoring of the system will ramp up today
      • ENS Subscribers were notified of Special Needs Shelters Encounters that they may receive

    Infrastructure, Roads and State Closures

    • The Florida Highway Patrol (FHP) is Relocating FHP command bus from Jacksonville to Washington County for staging for post-landfall use due to the State EOC possibly being in the storm’s path.
    • Communication established with Troop Commander’s in the potential impacted areas.
    • FHP is staffing ESF-16 with four (4) sworn members and one (1) non-sworn member effective today 7:00 a.m.
    • FHP high-water rescue vehicles are prepared for use.
    • FHP is preparing high-water rescue vehicles.
    • Florida Highway Patrol’s Quick Reaction Force teams consisting of more than 120 members statewide stand ready to provide immediate response.
    • FHP remains in close communication with law enforcement and transportation partners and stands ready to assist with any potential impacts across the state.
    • FLHSMV issued Emergency Order 24-05, which: waives specific requirements for commercial motor vehicles providing emergency relief; and waives the replacement fees for driver’s license and identification credentials, vehicle registrations and titles, vessel registrations and titles and temporary parking permits for impacted individuals.
    • The Department of Children and Families (DCF) is preparing for Tropical Storm Helene and has secured supplies should the Hope Bus need to be deployed.
    • DCF is working with the Community-Based Care Lead Agencies to contact foster families and group home providers to ensure preparedness.
    • The State Mental Health Treatment Facilities have activated their disaster preparation plans and are assessing facility readiness.
    • DCF has begun contacting adult protective services clients to assess any needs and to ensure they have a plan in place.
    • DCF has begun contacting Continuums of Care, licensed child care facilities, and licensed Substance Use Disorder treatment facilities to ensure they are prepared.
    • DCF’s behavioral health staff and the Managing Entities stand ready to deploy behavioral health resources, as needed.
    • Through ESF 6, DCF is making preliminary preparations for staffing shelters, delivering emergency supplies, and directing generators to critical human services infrastructure.
    • The Department of Elder Affairs (DOEA) contacted all our Area Agencies on Aging partners and received the following updates:
    • Elder Options (PSA 3)
      • Staff have initiated call-downs to clients to assess their needs.
      • Providers have ordered emergency meals in case meal sites close.
      • You Thrive Florida meal sites in Hernando, Lake, and Sumter counties will be closed on Thursday and Friday, and clients will receive shelf-stable meals.
    • ElderSource (PSA 4) 
      • Staff have initiated call-downs to clients to assess their needs.
      • Area Agency on Aging of Pasco-Pinellas, Inc. (PSA 5)
      • Staff have initiated call-downs to clients to assess their needs.
      • Clients who require assistance with registering for the special needs registry are receiving assistance.
    • Senior Connection Center (PSA 6) 
      • Staff have initiated call-downs to clients to assess their needs.
      • Shelf-stable meals are being provided to individuals who express a need in case meal delivery services are disrupted later this week.
    • Area Agency on Aging for Southwest Florida, Inc. (PSA 8) 
      • Staff have initiated call-downs to clients to assess their needs.
    • The Florida Department of Education (FDOE) is contacting all school districts to assess needs in preparation for Tropical Storm Helene. For more information on school closures, visit https://www.fldoe.org/em-response/storm-info.stml.
    • The Florida Department of Environmental Protection (DEP) is working with Florida’s Water/Wastewater Agency Response Network, the Florida Rural Water Association and other response agencies to ensure preparations are underway to support drinking and wastewater facilities ahead of the anticipated heavy rains.
    • All significant hazardous waste facilities in potentially affected counties are being notified to ensure all pre-storm preparations are being made.
    • DEP has completed pre-storm beach surveys in all shoreline counties and staff are beginning to develop their post-storm response plan.
    • Florida’s water management districts are engaging to engage local governments and drainage operators throughout the state and are available to provide technical and other support, including deploying temporary pumps to alleviate localized flooding. As part of standard operations, DEP and Florida’s water management districts continue to monitor water systems and river levels as the storm’ develops.
    • DEP published a storm updates webpage to keep state park visitors updated of closures: FloridaStateParks.org/StormUpdates. Visitors with existing camping and cabin reservations at closed parks have been notified of their reservation status.

    Resources for Employees, Businesses and Consumer

    • The Florida Department of Business and Professional Regulation (DBPR) has organized Emergency Response Teams across 13 offices statewide, who are ready to deploy once it is safe to complete damage assessments and disaster inspections of licensed establishments.
    • DBPR has begun preparing personnel and securing and preparing fleet and resources ahead of potential impacts. DBPR is positioned to initiate continuity of operations protocols in all offices statewide.
    • Today, DBPR has proactively communicated with more than 137,000 restaurant and lodging licensees to provide storm preparation and food safety resources.
    • DBPR encourages Florida’s licensed contractors who provide post-storm construction-related services to register with its Florida Disaster Contractors Network at DCNOnline.org.
    • FloridaCommerce is communicating and coordinating with private sector partners, encouraging them to review their emergency plans for their businesses and prepare their employees in advance of the weather event.
    • Updates on business closures and business resources are consistently being updated at FloridaDisaster.biz/CurrentDisasterUpdates.
    • CareerSource Florida hosted a call with 21 Local Workforce Development Boards and 38 Community Action Agencies across the state to prepare teams to assist local employees and employers after the weather event. To find your local career center visit careersourceflorida.com.
    • FloridaCommerce is working with private sector partner, the Florida Restaurant and Lodging Association, to assist with sheltering needs in advance of the storm.
    • The Florida Department of Agriculture and Consumer Services (FDACS) is coordinating with Florida’s ports and fuel industry partners to ensure adequate fuel supplies are available across Florida, as well as with Florida’s agricultural partners to ensure producers have adequate resources and support.
    • The Florida Forest Service is staging equipment, like high-water vehicles, to support recovery operations.
    • The Insurance Commissioner Yaworsky of the Office of Insurance Regulation (OIR) has begun calling property and casualty insurance companies with consumers in the projected path of Tropical Storm Helene and directed insurers to be prepared to implement their disaster claims-handling procedures and be able to provide prompt and efficient claims-handling service to impacted policyholders.
    • Insurers have been put on notice that the OIR is monitoring for appropriate and timely claims handling, and reminded of OIR’s fine authority for noncompliance.
    • The OIR, in coordination with the Florida Department of Health (DOH), sent information regarding early prescription refills permitted under Executive Order 24-208. This information was sent to the public, health insurers, managed care organizations, pharmacy benefit managers, pharmacy chains, and health care providers.
    • The OIR’s IMT has been activated.

    WASHINGTON — Today, Congressman Joaquin Castro (TX-20) released his annual nomination list of songs, sounds, and albums by Latino voices that should be preserved in the National Recording Registry at the Library of Congress.

    Established by the U.S. Congress in 2000, the National Recording Registry is designed to preserve sounds and recordings with cultural, historic, or aesthetic significance to life in the United States. As of 2024, the National Recording Registry includes 650 recordings, with 25 additional recordings added each year. Less than five percent of current recordings can be attributed to Latinos or Hispanics, who make up nearly 20 percent of the population of the United States.

    Since Congressman Castro began submitting nomination lists in 2022, the National Recording Preservation Board has inducted recordings by four of his nominated artists – Juan Gabriel’s “Amor Eterno” (1990), Héctor Lavoe’s “El Cantante” (1978), Irene Cara’s “Flashdance…What A Feeling” (1983), and Daddy Yankee’s “Gasolina” (2004). “Gasolina” made history as the first Reggaeton song to be preserved in the National Recording Registry.

    To ensure that his nomination list reflects a wide range of music, genres, and generations, Congressman Castro solicited public feedback and received hundreds of suggestions from across the United States and the world. For the first time, Congressman Castro’s 2024 nomination list includes a radio recording to honor the first full-time Spanish language radio broadcast in the United States, which aired on KCOR / KWEX in San Antonio, Texas in 1946. The Library of Congress will continue to collect public nominations for 2024 online through October 1, 2024.

    “The National Recording Registry’s existence speaks to the importance of music and audio in American culture and society. Latino music and its influence can be found across languages, geographical boundaries, and genres. Further, Spanish-language broadcasts demonstrate the diversity of culture in the United States…. The list below was selected with feedback from the public and each played a significant creative and cultural impact worthy of selection. I hope you will carefully consider each recording listed,” Castro wrote in his nomination letter.

    Today, high-speed broadband connectivity is a necessity, even in sparsely populated areas. While better speeds have been introduced and fibre optic cables are reaching many homes, growing regional disparity is a reality. Adequate and reliable connectivity is a necessity for many activities, including business, investment, farming and teleworking.

    By way of example, people living in rural areas in Finland are experiencing low speeds and limited connectivity, as 3G networks are being dismantled. The proximity of the Russian border and potential interference with telecommunications networks underlines the need to ensure secure, reliable and fast connections outside urban areas. Support for the construction of fixed networks has been provided through rural development and recovery instrument funds, but this has resulted in broadband largely being built in areas with sufficient population density.

    How will the Commission ensure that the Gigabit Society 2025 and Digital Decade 2030 targets can be achieved in sparsely populated areas in the regions bordering Russia, especially with regard to broadband development?
