Much attention is paid to the children’s audience: various creative competitions for young performers are planned.

    A special place in the program is occupied by events dedicated to the 80th anniversary of the Victory in the Great Patriotic War – the most important event in our common history.     he Oregon Department of Veterans’ Affairs has signed a formal agreement with the Confederated Tribes of Siletz Indians that will provide a framework for collaboration and increased resources dedicated to supporting the Tribe’s veterans in accessing their earned federal and state veterans’ benefits.

    The Memorandum of Understanding was signed Friday, June 27, by ODVA Director Dr. Nakeia Council Daniels and Tribal Council Chairman Delores Pigsley, with Tribal government leaders and representatives, Tribal veterans and ODVA staff gathered to commemorate the historic partnership. The formal signing was hosted at ODVA’s headquarters in Salem.

    The agreement will pave the way for the establishment of the Confederated Tribes of Siletz Indians’ first Tribal Veterans Service Officer (TVSO), which will be jointly funded by ODVA and the Tribe to serve Siletz veterans and their families.

    SUMMARY…Thunderstorms are beginning to show signs of
    intensification. Damaging winds and large hail will be possible
    through the afternoon, but confidence in thunderstorm coverage
    remains low. Watch issuance is not anticipated at this time.

    DISCUSSION…Weak convection has been percolating across northeast
    NY and VT since late morning, but has recently shown some signs of
    intensification per GOES IR imagery and vertically integrated
    liquid/echo top trends. Some degree of intensification is probable
    as daytime heating continues for the next several hours and MLCAPE
    increases to around 1000 J/kg. Elongated anvils are noted with
    deeper convection, which confirms recent forecast soundings that
    suggest upper-level winds are around 35-45 knots. However, winds
    through much of the CAPE-bearing layer remain near/below 20 knots,
    which is confirmed by recent VWP observations. Given the modest
    lapse rates/buoyancy, it remains unclear whether updrafts will be
    deep enough to sufficiently realize the stronger winds aloft and
    take on more organized supercell structures, especially given
    nebulous forcing for ascent/weak dynamic mid-level cooling.
    Consequently, a few strong/severe storms appear possible, but
    confidence in the overall coverage and longevity of severe
    convection remains limited. Trends will continue to be monitored,
    but watch issuance is currently not anticipated.

  • MIL-OSI United Nations: Human Rights Committee Holds Emergency Meeting with States Parties as the United Nations’ Financial Crisis Threatens its Survival

    The Human Rights Committee today held an emergency meeting with States parties to discuss the financial challenges of the United Nations and the Committee’s future.

    Committee Chairperson Changrok Soh, in opening remarks, said the Committee’s ability to fulfil its mandate was under serious threat. Austerity measures had been imposed on it that jeopardised not just its current work, but the very future of the Committee itself.

    The Committee’s most pressing concern was the cancellation of its third session this year, Mr. Soh said. This was the first time in its 50-year history that such a cancellation had occurred. Losing a session meant serious delays in reviewing State party reports and in deciding on individual complaints of Covenant violations. Many victims had already waited years for justice. Now, they would wait even longer, he said.

    Mr. Soh appealed to States parties to help the Committee find a solution. The Committee needed States’ political will, financial commitment, and concrete support — not only to help it find a way to hold its third session this year, but also to strengthen the system for the future.

    In the ensuing discussion, States parties expressed support for the Committee and the treaty body system, and concern regarding the financial crisis and the cancellation of the third session. They called on the Committee to come up with new, sustainable, cost-effective solutions to address the structural issues underpinning the situation, while maintaining its work and integrity.

    Concluding the meeting, Mr. Soh said that treaty bodies were not receiving enough funding for their core work. They were doing their best in terms of rationalisation and increasing efficiency, but as allocated resources declined, support for the treaty bodies’ work diminished, creating a vicious cycle.

    To address this situation, special measures were needed, such as utilising voluntary contributions transparently, he said. Without a properly functioning treaty body system, human rights protections would weaken around the world. Decisive and urgent action was needed to protect the treaty body system and human rights around the world, he concluded.

    Speaking in the meeting were representatives of the Office of the United Nations High Commissioner for Human Rights, as well as Japan, Spain, Serbia, Egypt, Croatia, Colombia, Russian Federation, Costa Rica, Islamic Republic of Iran and France.

    The Human Rights Committee’s one hundred and forty-fourth session is being held from 23 June to 17 July 2025.     Opening Statements by Committee Experts

    CHANGROK SOH, Committee Chair, said the Committee had convened the emergency meeting to discuss a single, urgent issue: “The financial challenges of the United Nations and the future of the Human Rights Committee.” The Committee came before States today with a profound sense of urgency.

    All members of the Human Rights Committee were deeply honoured to take enormous responsibility for monitoring the implementation of the Covenant. They took this duty very seriously. But today, its ability to fulfil this mandate was under serious threat. The austerity measures imposed on the Committee jeopardised not just its current work, but the very future of the Committee itself.

    These were truly unprecedented times — for the Committee and for the entire treaty body system. The Committee’s most pressing concern was the cancellation of its third session this year, scheduled for October and November, as announced by the Office of the High Commissioner for Human Rights. This was the first time in the Committee’s 50-year history that such a cancellation had occurred. 

    The cancellation put the Committee in a very difficult position. Its rules of procedure required it to meet three times a year. This was a fundamental obligation under the Committee’s mandate and indispensable to the effectiveness of its work. If it lost a session, nearly eight months would pass without a single meeting in Geneva. This meant serious delays in reviewing State party reports and in deciding on individual complaints of Covenant violations. Many victims had already waited years for justice. Now, they would wait even longer. Every delay weakened the Committee’s recommendations, diminished their impact, and undermined their ability to prevent further violations.

    The Committee recognised that the United Nations’ financial crisis was serious, and that the Secretariat was doing its best under the current constraints. But it was clear that the rules and structures of the system were too rigid to cope with situations like this. For example, in early June, during the Treaty Body Chairs’ meeting, several Chairs explored the possibility of mobilising emergency funding to hold autumn sessions. However, they were told that this was not possible, as treaty bodies were required to rely exclusively on the regular budget to carry out their mandated activities. This rule was intended to safeguard the Committee’s independence. But it made little sense if, in practice, it prevented it from functioning at all when the regular budget fell short. The Covenant clearly obliged the Secretary-General to ensure that the Committee could carry out its work. If the current approach blocked the fulfilment of that obligation, then it needed to change.

    The Committee therefore appealed to States parties to help it find a solution. Open and frank communication with the States parties was crucial because, ultimately, it was in States’ interest to ensure that the treaty bodies could continue their vital work, even in difficult times. The Committee needed States’ political will, financial commitment, and concrete support — not only to help it find a way to hold its third session this year, but also to strengthen the system for the future. 

    The Committee monitored the fundamental rights of individuals in 174 States parties — as part of the approximately 1,400 treaty obligations regularly reviewed by the treaty bodies. This was a remarkable early warning and accountability system — one that States parties created. The Committee urged States to ensure that this system could continue to function effectively. If not, what alternative was available?

    This should not be treated as a one-time problem. If this unprecedented cancellation were allowed to be “normalised”, it would set a dangerous precedent. Each time the United Nations faced a funding shortfall, the credibility and effectiveness of the treaty body system, a core pillar of the United Nations’ human rights architecture, would erode further.

    There was growing global pushback against human rights, especially the very rights the Committee was mandated to protect. This was not the moment to weaken United Nations human rights mechanisms. On the contrary, the world needed this remarkable early warning and accountability system now more than ever. 

    The Committee called on States to do three things. First, support the Committee — even at this late stage — in finding a solution to hold its third session this year, and commit to holding all three regular sessions in 2026. Second, allow voluntary contributions from States to be used transparently and responsibly to support the Committee’s work, while fully preserving the independence and impartiality of the treaty bodies. Third, help the Committee function effectively by fulfilling reporting obligations, engaging with the Committee in dialogue, and supporting its work financially and politically, both now and in the long term.

    Statements and Questions by States Parties 

    In the ensuing dialogue, many States expressed appreciation for the ongoing efforts of the Committee and the treaty bodies and their firm commitment to the treaty bodies, which were a cornerstone of the international human rights system. The Committee, they said, made significant contributions to upholding civil and political rights around the world.

    Several speakers expressed deep concern about the financial crisis, which was affecting the mandates of all treaty bodies, the Human Rights Council and Special Procedures, among other mechanisms in the United Nations system. This situation had serious implications for these bodies’ important work.

    One speaker said that their country had increased contributions to the treaty body system and was paying its dues on time, and had also increased unearmarked financial contributions to the Office of the High Commissioner. The speaker said that the country would work to strengthen the capacity of the Secretariat through its contributions.

    Some speakers said treaty bodies needed to work to harmonise their working methods. Cooperation between treaty bodies could lead to solutions to backlogs in individual communications. The Committee had a backlog of over 1,000 individual communications. One speaker asked if the Committee had assessed additional measures to address its backlog.

    Many speakers expressed dismay that the Committee’s third session for the year was to be cancelled, and called for an urgent, mitigating solution to be found to hold the Committee’s third session in November. Without this session, the Committee’s backlog of cases would only increase. Was this issue related to the ordinary budget or to liquidity? One speaker suggested using new technologies and virtual meetings to hold the third session. The Committee needed to come up with new, sustainable, cost-effective solutions to address the structural issues underpinning the situation, while maintaining its work and integrity. 

    Some speakers commended the UN80 initiative and the United Nations’ efforts to address evolving global challenges. However, some speakers said that austerity measures implemented through the UN80 initiative should not affect the work of the treaty bodies and the international human rights system.

    One speaker said it was worth exploring the Chair’s proposal regarding the use of voluntary contributions to facilitate the Committee’s third session, provided that there were no legal barriers to this solution and that the independence and impartiality of the Committee were not affected. The speaker commended the Committee’s efforts to find a solution.

    Another speaker said that their country had attempted to fund one of the treaty bodies’ mandates directly but had been told that funding could only come from the regular budget. If a voluntary funding scheme for the Committee was established, it needed to be established for all the treaty bodies and other mechanisms receiving funds from the regular budget. The speaker said that their country would support solutions proposed by States, while working within the norms of the United Nations’ system.

    A speaker said that one State had traditionally contributed significantly to the funding of the human rights system; the reasons for its sudden cessation of funding needed to be examined. States were the owners of the treaty body system.

    One speaker said multilingualism needed to be an essential value of the treaty bodies; it should not be sacrificed to achieve budgetary austerity.

    Responses by Committee Experts and Others

    A Committee Expert said States were authors of the Covenant and the Optional Protocol on individual communications. The harmonisation of working methods related to individual communications began around three years ago, both formally and informally. There was no resistance from the Committee in this regard. The Human Rights Committee received the largest number of individual communications, given the broad scope of the Covenant. It was proud of its record in dealing with these communications. Delays in issuing decisions on communications affected the relevance and legitimacy of the decisions that the Committee adopted. The Committee had had only three days this session to assess individual communications, while it had had a full week previously.

    The Secretariat had exerted efforts to maintain its staff in the financial crisis. The Committee had a human resources issue; there was a lack of staff to assess individual complaints, prepare draft decisions, and assess follow-up to the Committee’s decisions. The issue of resources needed to be addressed; simply freeing up time in sessions to assess individual communications would not fix the backlog.

    Digitisation was a long-standing structural issue for the Committee. The system that the Committee worked with was not sufficiently digitised.

    Another Committee Expert said the Committee welcomed States’ support and was encouraged by their presence in the dialogue. The Committee received over half of all the individual communications received by the treaty body system. If the Secretariat could not prepare individual cases for assessment, the Committee could not assess them. Without sufficient pre-sessional working time, the Committee’s backlog would only increase. Diplomats in Geneva understood the complexities of the treaty body system. They needed to mobilise with colleagues in New York to support treaty bodies’ efficiency.

    This was the first time that the Committee had organised a special, focused meeting, and it had been very successful. It would be helpful to have annual meetings with States, as well as emergency meetings to discuss urgent issues.

    One Committee Expert proposed that the Committee use digital technologies to hold the third session remotely. A decision on this issue needed to be taken rapidly. However, this was not a solution to the structural problems the Committee faced. The Committee needed to take slow steps forward in this situation.

    Another Committee Expert said that the young generation was questioning the capacity of the human rights system to protect human rights, in the context of the recent increase in violations of human rights and international humanitarian law around the world. The Committee was witnessing the emergence of new challenges, including in relation to climate change and artificial intelligence. It was considering how to address these challenges while preserving human rights. The Committee’s objective was not to level accusations at States; it was to accompany them on their journey toward achieving the best implementation of their commitments. Member States needed to support the Committee now, in the same manner as they had supported it for decades.

    A Committee Expert thanked States parties for their support to the international human rights system. States had created the Committee, recognising the need to monitor and protect civil and political rights. The Committee had an enormous workload and required appropriate financial resources, so that the Secretariat could hire necessary human resources to facilitate its work. The Expert called on States to take initiatives to address the crisis. Solutions needed to address the overall structural crisis over the long term.

    CHANGROK SOH, Committee Chair, said the Committee would present a proposal to States regarding the use of voluntary contributions for holding the third session, but only States could approve this. Mr. Soh expressed support for the idea of holding annual meetings with States parties.

    The Committee met online during the COVID-19 pandemic. It found that these meetings were not effective for various reasons, including time difference and limitations on dialogue and interpretation. The treaty body Chairs had discussed this issue, but had decided that online meetings were not an effective option. However, the Committee would continue to use digital technology, including artificial intelligence, to increase the efficiency of its work.

    WAN-HEA LEE, Chief, Civil, Political, Economic, Social and Cultural Rights Section, Human Rights Council and Treaty Mechanisms Division, Office of the United Nations High Commissioner for Human Rights , said that, in the past, the Office of the High Commissioner had reduced the working time of pre-sessional working groups to manage the financial crisis. The working group for the third session had been cancelled.

    In the past, the treaty bodies had been facing a liquidity crisis. Dues were being paid, but did not reach the treaty bodies in a timely manner. However, it was not an issue of liquidity anymore. The budget of the Office of the High Commissioner for Human Rights for this year had been cut, and the situation had moved from a liquidity to a financial crisis. The financial outlook for next year was also not bright.

    DINA ROSSBACHER, Office of the United Nations High Commissioner for Human Rights , said that there was a structural problem in terms of the processing of decisions related to individual communications. The formula adopted by Member States regarding the processing of individual communications had not been fully adopted and this had been exacerbated by the financial crisis. The Committee had taken several steps to address the situation, including efforts to align working methods and increase the efficiency of processing individual communications. Last year, the Committee adopted a record number of decisions on communications – over 450. However, the large backlog remained, and the situation remained urgent.

    Statements and Questions by States Parties

    States expressed support for the work of the Committee, the treaty bodies and the human rights system. It was the responsibility of States to support the work of the Committee, one speaker said.

    Speakers said creative initiatives were needed to address the financial situation, including digital meetings. One State expressed support for the Committee’s efforts to harmonise and increase efficiency for its work.

    One speaker said the Committee needed to further consider the cultural diversity of States in preparing its concluding observations. If the Committee did not consider challenges such as terrorism and unilateral coercive measures, its recommendations would be considered irrelevant to the realities on the ground in some countries. The speaker called on the Committee to prepare a general comment on the impact of unilateral coercive measures on civil and political rights.

    Responses by a Committee Expert

    A Committee Expert said the treaty bodies were implementing innovative methods to review States parties. The Committee on the Elimination of Discrimination against Women had this year conducted a special, informal meeting in Fiji to review States parties in the region. This initiative was funded by States parties, and could be a model for other Committees to follow. The application of simplified procedures to individual communications would not be sufficient for fully addressing the Committee’s backlog.

    Closing Remarks

    CHANGROK SOH, Committee Chair, said treaty bodies were at the core of the human rights architecture. However, the Committee’s third session would not happen without extraordinary measures, and this trend would continue if the Committee continued to rely on the United Nations’ regular budget. Less than five per cent of the United Nations’ regular budget was allocated to the Office of the High Commissioner for Human Rights. The treaty body system was not receiving enough funding for its core work. It was doing its best in terms of rationalisation and increasing efficiency. But as allocated resources declined, support diminished, creating a vicious cycle.

    To address this situation, special measures were needed, such as utilising voluntary contributions transparently. Without a properly functioning treaty body system, human rights protections would weaken around the world. Decisive and urgent action was needed to protect the treaty body system and human rights around the world.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL) today led Senators in speeches on the Senate floor against President Trump’s $9.4 billion rescissions request to cut funding already appropriated by Congress—specifically the $1.1 billion cut to federal funding for the Corporation for Public Broadcasting (CPB), including $700 million that provides critical funding for local public media. Should Republicans pass the President’s rescissions package, it would devastate more than 1,500 public radio and TV stations across the country.

    “Bottom line: do you think we’re better off with less information as Americans or more? Bottom line: do you want a choice to pick your own source of information, do you want that choice to include the Corporation for Public Broadcasting? The President says, ‘no, we’re not going to provide the assistance for that to continue.’ What [does it] mean for small towns in downstate Illinois all the way up to Chicago? Public media stations provide essential, nonpartisan news coverage, life-saving emergency and weather alerts, and educational programming for our kids,” said Durbin.

    Durbin went on to highlight how crucial public broadcasting stations are for rural communities. Right now, five counties in Illinois already are news deserts and 40 other counties have only one news source left. President Trump’s rescissions package would eliminate $700 million in support for local stations, forcing many of these rural stations with small donor bases to close if these cuts become law.

    “In these remote Illinois counties, these stations deliver critical services that commercial broadcasters [simply] abandon in less profitable markets. What does that mean? Once these stations are gone, they’re gone… And in times of crisis, that could mean in the extreme, the difference between life and death. Let me explain. Radio stations in Alaska, which rely on CPB to fund [up to] 98 percent of their operations, will lose the ability to share information about terrible weather conditions that are threatening the people of Alaska. In Alabama, folks will go without emergency alerts during tornado scares. And just this last weekend, a deadly flash flood took the lives of over 100 people and counting in rural, central Texas. While we don’t know exactly what procedures were in place, we do know that this funding is vital for emergency alerts—especially when disasters happen in the middle of the night. These are critical services, but President Trump doesn’t agree,” Durbin continued. 

    In President Trump’s request to Congress, he justified these proposed cuts saying, “federal spending on [the Corporation for Public Broadcasting] subsidizes a public media system that is politically biased and is an unnecessary expense to the taxpayer.”

    “These publicly funded local stations educate our children, deliver emergency alerts, and inform our democracy. They are not an ‘unnecessary expense’ by any measure—they are a lifeline,”Durbin continued. 

    During his floor remarks, Durbin highlighted what two public broadcasting stations mean to Illinois communities—WGLT and WQPT. WGLT hosts candidate events and forums ahead of each election and their mission is to keep neighbors connected and talking to each other. WGLT had nearly 100 percent bipartisan participation from candidates in the McLean County municipal election event. And McLean County municipal voter turnout has increased in local elections thanks to the work of WGLT. WQPT is the Quad Cities’ only locally owned PBS station, serving eastern Iowa and western Illinois. WQPT’s First Book Club outreach program provides five free books per year to at-risk youth by partnering with Title I classrooms. Since the start of the program, WQPT has given away 400,000 free books to children from low-income, English-as-second-language, rural, and special needs families.

    “While Donald Trump says this rescissions request is in the spirit of improving government efficiency, I ask this: is there anything ‘efficient’ about denying information to American citizens, about not giving American citizens a choice when it comes to broadcasting? I’ll tell you what this request really is: it’s an attack on rural America just like the [Republicans’] ‘Big Beautiful Bill.’ Thanks to the ‘Big Beautiful Bill, [which] the President just signed into law, 300 rural hospitals could close around this country.”

    Durbin concluded, “With this rescissions request, small towns and rural communities are going to get hit again and [are] set to lose their only access to trusted, local media. These cuts could irreparably harm communities across America who count on public media for 24/7 news, music, educational programming, and emergency alert services. So, I urge my Republican colleagues—will they step up next week and vote that way [to protect public broadcasting?] Many of them represent rural areas, small town America. Stand up for these people and vote down this request to cut funding that has long enjoyed bipartisan support.”

    Jefferson City — Today, at bill signing ceremonies in St. Louis, Governor Mike Kehoe signed House Bills (HB) 199 and 1041 into law.

    Governor Kehoe joined St. Louis local business and community leaders and elected officials at Union Station to sign HB 199, which allows a special entertainment district to be established in downtown St. Louis. The legislation, sponsored by Representative Bill Falkner and Senator David Gregory, also modifies over 30 additional provisions relating to political subdivisions.

    • Allows the St. Charles Conventions and Sports Facilities Authority to receive a state tax incremental financing (TIF) district without first having a local TIF.
    • Allows Benton, Camden, Miller, and Morgan counties, as well as the City of Lake Ozark, to establish entertainment districts.
    • Extends eligibility to the St. Louis Port Authority for the Waterways and Ports Trust Fund.
    • Clarifies that the Kansas City Mayor must appoint commissioners to the Kansas City Area Transportation Authority from candidate panels submitted by the Clay or Platte County Commissions when their respective seats on the board become vacant.
    • Enables the establishment of a Clay County Sports Complex Authority, with similar powers and processes to those of the Jackson County Sports Complex Authority.

    At Anheuser-Busch’s St. Louis Brewery, Governor Kehoe joined Missouri brewers from across the state to sign Representative Dane Diehl’s and Senator Kurtis Gregory’s HB 1041, which modifies regulations for alcoholic beverages.

    • Reduces the malt liquor tax from $1.86 per barrel to $0.62 per barrel for all malt liquors produced at American Breweries.
    • Expands current law to allow wine, beer, malt liquor, and spirits to be donated by manufacturers, wholesalers, retailers, and unlicensed persons to charitable or religious organizations and educational institutions for auction or raffle.
    • Expands current law to allow cash rebate coupons for wine and liquor sales.
    • Increases revenues deposited into the Missouri Wine and Grape Fund from $0.12/gallon of wine sold to $0.21/gallon, allowing the Missouri Wine and Grape Board to use the additional revenue to support the University of Missouri’s Grape and Wine Institute.
    • Allows entities licensed to sell liquor by the drink for consumption on their licensed premises to be open 24 hours a day and serve alcohol from 6 a.m. to 5 a.m. the following day during the 2026 FIFA World Cup.

  • MIL-OSI Analysis: Superman wasn’t always so squeaky clean – in early comics he was a radical vigilante

    Superman was the very first superhero. He debuted in Action Comics issue #1 which was released in June 1938. Over time, the character has been assigned multiple nicknames: “The Man of Steel”, “The Man of Tomorrow” and “The Big Blue Boy Scout”. However, in his first appearance in ravaged Depression-era America, the byline used to announce Superman’s debut was: “The Champion of the Oppressed”.

    Created by the sons of Jewish immigrants, writer Jerry Siegel and artist Joe Shuster, Superman is an example of youthful male wish fulfilment: an all-powerful figure dressed like a circus strong man, who uses brawn to right wrongs. However, Siegel and Shuster’s initial version of the character was a more flawed character.

    Appearing in a 1933 fanzine, Siegel’s prose story The Reign of the Superman with accompanying illustrations by Shuster, featured a reckless scientist whose hubris is punished when he creates the telepathic “super man” by experimenting on a drifter plucked from the poverty lines. Echoing Mary Shelley’s Frankenstein, the creator is dispatched by his creation.

    Siegel and Shuster had some early success selling stories to National Allied Publications, the forerunner of DC Comics. At this time, comic books were mainly collections of newspaper cartoons – the “funnies” – pasted together to create more portable anthologies. They featured the escapades of characters like Popeye and Little Orphan Annie.

    Inspired by the heroic tales of derring do of pulp fiction adventurers such as Johnston McCulley’s Zorro (1919) and Philip Wylie’s 1930 science fiction novel Gladiator, Siegel and Shuster further developed their Superman character. They transformed him into a hero and added the now familiar cape and “S” logo.

    Having no luck selling their superhero to the newspapers, they eventually sold the rights to Superman to DC Comics, where Superman achieved huge success. Within a year, there was a syndicated newspaper strip and a spin-off Superman comic book featuring the first superhero with their own exclusive title. Along with extensive merchandising, there was a 1940 radio show, followed by an animation series in 1941, with the inevitable live action serial in 1948.

    In this early example of a property crossing multiple media platforms, Superman’s apparent appeal lay with the fantastical aspects, as he battled mad scientists, criminal masterminds and giant dinosaurs.

    But in the early issues, Superman’s enemies were noticeably more earthbound and reflected the concerns of an audience reeling from the effects of the Great Depression. In an early story, War in Sante Monte, Superman confronts a corrupt Washington lobbyist, Alex Greer, who is bribing a greedy senator. It transpires that Greer represents an arms dealer who is profiteering by manipulating both sides in an overseas war.

    In a later tale, Superman Battles Death Underground, our hero challenges the owner of a dangerous mine who is cutting corners with safety precautions.

    In 1932 Siegel’s father, a tailor, died following the attempted robbery of the family shop – so it is no surprise that Superman had a low tolerance for crime and its causes. In the story Superman in the Slums, dated January 1939, the social commentary is plain. When teenager Frankie Marello is sentenced to reform school, Superman acknowledges the impact of the boy’s social environment:

    It’s these slums – your poor living conditions – if there was only some way I could remedy it!

    His solution is to raze the dilapidated buildings to the ground, forcing the authorities to replace them with modern cheap-rental apartments. In creating new construction work, here is Superman’s extreme version of President Franklin D. Roosevelt’s New Deal.

    In the 1998 forward to Superman: The Action Comics Archives Volume 2, former DC Comics editor Paul Kupperberg comments this is a Superman “who fought (mainly) guys in suits out to screw over the little guy”. The form that the fight took is of interest, for this Superman has no time for niceties or due process, as he gleefully intimidates and bullies anyone who gets in his way.

    A man caught beating his wife is thrown into a wall and warned that there is plenty more where that came from. The corrupt lobbyist is dangled over power cables until he reveals who he is working for. Any police officers that attempt to obstruct Superman’s personal quest for justice are brushed aside with annoyance.

    Refining Superman

    Through his appearances on mainstream radio and cinema, Superman softened and became more patient. In popular culture, concerns about the depression and social injustice shifted to efforts to encourage a national consensus as the United States moved to a war footing in the early 1940s.

    Post-war, there were occasional returns to the more radical interpretations of Superman, but generally it is the clean cut, fantastical Big Blue Boy Scout perception of the character that has dominated.

    The new Superman film appears to be maintaining that image. In the trailer, actor David Corenswet’s Superman tackles various super-villains and a destructive Kaiju (a Godzilla-like skyscraper-sized monster) – although there is the suggestion that behind them all is the corrupt industrialist, Lex Luthor.

    Fittingly, it is in the pages of comic books that a more progressive, militant representation of Superman has emerged. In 2024 DC rebooted its familiar superheroes with its new grittier “Absolute” universe.

    Jason Aaron and Rafa Sandoval’s Absolute Superman comic (2024) emphasises the character’s status as an isolated blue-collar immigrant from the doomed planet of Krypton. This is a youthful, less seasoned Superman who is quick to anger and less likely to pull his punches. Their interpretation is closer to Superman’s early vigilante roots, including a storyline where he liberates the workers in a Brazilian mine from the clutches of exploitative big business.

    Perhaps – in the comic books at least – the Champion of the Oppressed has finally returned.

  • MIL-OSI Analysis: Superman: James Gunn’s prolonged punch-fest falls flat

    The first two superhero movies of the year examined the morality of power and politics (Captain America: Brave New World) and mental health and personal accountability (Thunderbolts*) in thoughtful and often nuanced ways. It is rather depressing, then, that the third act of Superman is largely a prolonged CGI punch-fest that lacks any narrative or visual vigour to make it interesting.

    There is a lot riding on the success of the DC Universe (DCU), now under the creative stewardship of director James Gunn and producer James Safran. After the varied fortunes of the DC Extended Universe (DCEU), this iteration of Superman marks a reboot of DC properties and is the introductory instalment of the first phase, or “chapter” as they are being called, with the subtitle Gods and Monsters.

    The films also marks a shift from the “Snyderverse” – the series of interconnected films made under the oversight of director Zack Snyder – which were characterised by the darkness of both their themes and their aesthetics.

    This darkness, and the attendant moral ambiguity, of the Snyderverse has been replaced by a more optimistic tone. This new Superman film is more simplistic and clear-cut, with good versus bad and a bright, comic-book design.

    Anyone familiar with Gunn’s previous superhero offerings (The Guardians of the Galaxy trilogy; The Suicide Squad) will recognise much of the tone and the look. This is very much the Superman movie that Gunn wants to make. And therein lies part of the problem.

    As the opening film of chapter one, this effectively sets the tone for all that is to come across the DCU. But that raises the question of how Gunn’s overall approach will work with future properties that will have (or should have) very different styles, narrative themes and concerns.

    This film is deliberately not an origin story. We meet Superman (David Corenswet), bloodied and battered after having lost an off-screen fight. He’s already an established superhero in a world accustomed to them after approximately 300 years of “metahumans” – as the opening exposition dump helpfully informs us.

    Superman then returns to the icy Fortress of Solitude, complete with robot staff and adorable CGI super-dog, Krypto. We are, in effect, entering the middle of the story, with Superman’s dual identity as Clark Kent already known to his girlfriend Lois Lane (Rachel Brosnahan).

    The pair have a fun, palpable chemistry. In an early stand-out scene, Lois, in journalist mode, grills Clark/Superman on the finer points of superhero accountability and responsibility after he single-handedly – and without any form of legal jurisdiction – stops a war between the fictitious countries of Boravia (eastern European, evil) and Jahanipur (a south-east Asian/Middle Eastern mash-up in which the people are impoverished and entirely agency-free), just before the movie begins. Sadly, these valid and deeply relevant questions remain unexplored for the rest of the film.

    Brosnahan is a spiky, intelligent and self-assured Lois Lane who is not given enough to do, partly because this “starting in the middle” approach robs her relationship with Clark/Superman of any real tension and complexity. But also because the film is so overstuffed that there is little room for any meaningful character development.

    What we do have is incoherent plotting, clunky dialogue and exposition and too many characters who are too thinly drawn.

    The gang’s back together

    Corenswet is a fine Superman, commandingly heroic and believably vulnerable when required. However, there is not much opportunity for him to explore his Clark Kent alter-ego before he is in full superhero mode, thereby denying the character time to establish the humanity that is core to Superman’s personality.

    Lex Luthor (Nicholas Holt), the quintessential Superman villain, is supposed to be brilliant but here is rendered more as an Elon Musk-like figure with hints of Trump. He’s a megalomaniac with a populist touch with motivations that are so unclear as to be nonsensical.

    We also get members of the Justice Gang, including a horribly bewigged Nathan Fillion as Green Lantern, Hawkgirl (Isabela Merced) and Mister Terrific (Edi Gathegi).

    Gathegi steals almost the entire movie with a charismatic, laid-back turn that is crying out for his own standalone entry. Mister Terrific gets the movie’s most fun set piece: a single-handed fight against multiple goons choreographed to an upbeat pop soundtrack that is straight out of the James Gunn playbook.

    As is the Justice Gang’s fight against an inter dimensional giant squid, which plays out as the comedic backdrop visible through a window during a pivotal scene with Lois Lane, and in which a depressed Superman takes no part. Any moments of seriousness are immediately undercut by on the nose and often cheap jokes.

    The lack of narrative focus and character development results in a story that does not give us any tangible reasons to care about these characters beyond the fact that they are already well-established cultural icons. The lack of scaffolding means that when we reach what should be the emotional turning points, there is no heft to these moments.

    The phoney war between Boravia and Jahanipur also provides problematic optics. The people of Jahanipur are an anonymous mass of peasants armed only with sticks who get a single word of dialogue shared between them (“Superman!”). They are at the mercy of their warlike neighbours in Boravia, whose evil is made evident through the grotesque physicality of their leader (Zlatko Buric).

    This plot device seems to be making a passing reference to both the war in Ukraine and the Israeli-Palestinian conflict, without having anything of value to say about either. The situation is resolved by the arrival of the American Justice Gang (because all metahumans are exclusively based in America, apparently) and then we’re on to the next joke.

    In this Superman reboot, the humanity of the character is largely lost, something we are told about rather than see. This is ironic given that truth, justice and humanity are supposed to be the guiding principles of the Superman story.

  • MIL-OSI Analysis: Wimbledon’s electronic line-calling system shows we still can’t replace human judgment

    The Wimbledon tennis tournament in 2025 has brought us familiar doses of scorching sunshine and pouring rain, British hopes and despair, and the usual queues, strawberries and on-court stardust. One major difference with this year’s tournament, however, has been the notable absence of human line judges for the first time in 147 years.

    In a bid to modernise, organisers have replaced all 300 line judges with the Hawk-Eye electronic line-calling (ELC) system powered by 18 high-speed cameras and supported by around 80 on-court assistants.

    It has been sold as a leap forward but has already caused widespread controversy. In her fourth-round match against Britain’s Sonay Kartal, Anastasia Pavlyuchenkova was forced to replay a point she had clearly won, because ELC had failed to register that a ball had landed out. Furious, Pavlyuchenkova told the umpire: “You took the game away from me … they stole the game from me.”

    British players Emma Raducanu and Jack Draper have also voiced concerns about the accuracy and reliability of the technology.

    We have seen this before in business, government and elite sport (think VAR in football). Promising technologies fail, not necessarily because the systems are flawed – though some are – but because the institutions around them have not kept up. The belief that technology can neatly replace human judgement is seductive. It’s also deeply flawed.

    Systems like Hawk-Eye at Wimbledon offer measurable gains in accuracy, but accuracy is not the same as legitimacy. People don’t just want correct decisions, they also want understandable and fair ones. When human line judges made mistakes, they were visible and open to appeal. When a machine fails, with no explanation and no route for redress, it breeds confusion and frustration.

    Consider Formula 1. At the 2025 British Grand Prix in Silverstone, driver Oscar Piastri was handed a 10-second penalty by race stewards for erratic braking during a safety car restart. He called it inconsistent and harsh, and many fans agreed.

    The key difference? We knew who made the call. There was someone to question, and a process to scrutinise. With machines, however, there’s no one to challenge. You can’t argue with a black box, or hold it to account.

    Beyond performance

    Technology is usually introduced to improve performance or reduce costs, but the full story is rarely made explicit. Wimbledon’s adoption of the new system was framed as a move towards greater accuracy and consistency, but it was also likely driven by the desire to speed up matches, cut costs, and reduce reliance on human labour.

    Yet sport is not just about accuracy. It is entertainment. It thrives on emotion, tradition and theatre. For 147 years, line judges were part of Wimbledon’s identity. Their posture, uniforms, gestures, indeed even the drama of a close call, added to the spectacle. Removing them may have improved accuracy (and cut costs), but the atmosphere was also changed.

    Tradition is often dismissed as nostalgia, but in institutions like Wimbledon, tradition is part of what makes the experience legitimate and enjoyable. When it’s stripped away with only a token explanation, players and audiences can lose trust, not just in the change, but in the institution itself. It is a cultural change, which is never easy.

    One common solution is to combine human judgement with the technology especially during the transition period, but hybrids rarely work well in practice as responsibilities get blurred.

    In business, this is known as the “hybrid trap”: bolting new technologies onto old systems without rethinking or redesigning either. Instead of the best of both worlds, the result is often confusion, duplication and failure.

    Wimbledon did not seem to offer a formal challenge system or human override during matches. Although 80 former line judges were retained as on-court assistants, their role was not adjudicative. This might speed up play, but it leaves the system brittle. When something breaks, there is no immediate redress. We have seen this elsewhere.

    What this tells us about AI

    Wimbledon’s failure was a textbook case of poor tech adoption. Hawk-Eye did what it was designed to do, but the institution wasn’t ready, least of all the players, umpires and spectators.

    The same pattern is playing out with artificial intelligence (AI) and other emerging technologies, from customer service bots to healthcare triage systems. These tools are being rolled out at speed, often with minimal oversight. When they hallucinate, embed bias or produce erratic results, there is rarely a clear route to appeal, and often no one to hold accountable.

    The real problem is not just technical but institutional. Most organisations aren’t ready for what they’re adopting. Instead of transforming themselves to harness new technologies, they bolt them onto legacy systems and carry on as before. Key questions go unanswered: Who decides? Who benefits? Who is accountable when things go wrong? Without clear answers, new technologies don’t solve dysfunction, they entrench it. Sometimes, they hardwire it.

    If we want technology to improve how the world works, we can’t just automate tasks, processes or jobs. We need to rethink and redesign the institutions these systems are meant to serve, using new capabilities these technologies make possible. Until then, even the best systems will continue to fall short, both quietly and occasionally spectacularly.

  • MIL-OSI Analysis: Five unusual ways to make buildings greener (literally)

    Buildings adorned with plants are an increasingly familiar sight in cities worldwide. These “green walls” are generally created using metal frames that support plastic plates, onto which pre-grown plants are inserted. These plants are able to survive without soil because they’re sustained by nutrient-packed rolls of felt and artificial sprinklers.

    Some are fabulously rich tapestries of luxuriant vegetation, like French botanist Patrick Blanc’s coating of part of the Athenaeum hotel in London. Here, small shrubs sprout from an almost tropical green wall, with an abundance of mosses and ferns. In summer, butterflies peruse the flowers. All this next to Piccadilly, one of the busiest streets in central London.

    Others are objects of ridicule: the sadly common outcome of poor design and a lack of maintenance (all green walls need careful planning and a great deal of care). If they’re not carefully tended, green walls will quickly turn into brown ones, with the plastic supports all too visible beneath the dying plants.

    But there are many others ways of integrating plants into buildings beyond simply trying to grow them on walls. Here are five examples that straddle the mundane and the marvellous.

    Growing buildings

    German architectural practice Baubotanik (a word that means “botanic building”) has taken the radical step of creating buildings that flout the conventional idea of architecture as static and inert. After all, plants grow – they are living organisms.

    Baubotanik uses pre-grown trees to create multi-storey structures, with trees replacing the conventional steel girders of most tall buildings. Its Plane-Tree-Cube in Nagold, begun in 2012, is made of plane trees supported on a steel scaffold, with a built-in irrigation system to water the trees until they’re large enough for the steel to be removed.

    It’ll probably be another ten years before this structure is ready to be used, but as what? It’s hard to imagine making a home in such an unruly structure, let alone plugging in your internet or other electrical appliances.

    Building in trees

    Baubotanik takes grafting, an age-old horticultural technique, and uses it to create structural frames for buildings. Grafting joins the tissue of plants so that they can grow together (it’s most commonly used in the cultivation of fruit trees).

    As the architects themselves acknowledge, there are many interesting historical precedents, such as the Lindenbaum concentrated in a small region of rural Germany in northwestern Bavaria.

    These are accessible platforms built into large lime (linden) trees to accommodate dancers in a yearly ritual known as the Tanzlinden (“dance linden”), which originated in the middle of the 17th century and still happen in early September.

    In the surviving Lindenbaum in the small village of Peesten (one of around 12 that are still around), a stone stairwell spirals up to the wooden platform built inside the tree: dancing happens on this platform, while musicians provide accompaniment beneath.

    Weaving buildings

    It’s possible to take this practice of integrating buildings and trees one step further and imagine whole cities redesigned in this way. This has been the lifelong preoccupation of Belgian architect Luc Schuiten, particularly in his speculative drawings of “vegetal cities”.

    These are urban environments in which the branches of trees and the stems of climbing plants have become completely enmeshed with buildings made of steel and glass. One of his designs, called Habitarbres, imagines a house constructed within a living tree. The structure would flex as the tree grows, while hot-air pipes and other infrastructure would be embedded in the trunk. It’s an attempt to envisage how the infrastructure of our buildings – pipes, wire, cables and the like – can be accommodated in a living structure with its own vascular network.

    It’s a speculative proposal, but perhaps not so different from a common building type normally associated with enterprising children, namely treehouses. Schuiten is merely taking a human desire – to live in a tree – and suggesting how it might be squared with our equally strong desire for comfort.

    Architecture as compost

    When plants die and decay they create the conditions for the next cycle of vegetal growth; they are sustainable in a way that the vast majority of our buildings are not. While there is a drive to recycle existing building materials (metals and plastics mostly), it’s another thing entirely to make buildings truly regenerative.

    Martin Miller and Caroline O’Donnell’s “Primitive Hut” project from 2017 created a building that does just this. They made a wooden lattice structure to support the growth of four red maple saplings. Another lattice decomposed over time, providing food for the growing trees. Eventually the whole structure was overwhelmed by the trees.

    In calling this a primitive hut, the architects questioned how western architectural thinking tends to see indigenous architecture as both an origin point and a model for more sustainable forms of construction. It asks whether the industrial technologies that dominate construction in the global north should be more informed by architects that have continued to build with natural and compostable materials for centuries.

    Letting be

    It’s worth remembering that we don’t have to design green buildings; given enough time, they will happen anyway.

    The sloping roof of my house, directly below the window where I’m writing this article, is gradually acquiring its own green patina of lichen and moss. The roof is old and I’ve been told it needs to be replaced soon. A cloud of spores and seeds peppers this and every single roof every day with the prospect of new life.

    Without any human intervention whatsoever, this process of vegetal succession can produce a complex ecosystem of not only plant but also animal life (from microbes to insects). That architects so rarely call such a surface “green” betrays something that’s deep-seated in ideas about green design. For it is precisely the absence of human control that allows vegetation to colonise a building; there is, in effect no design involved at all – unless, of course, we accept that plants have designs of their own.

    Browse the internet or turn on the global news and chances are the coverage of Africa you find is about war, coups, displaced populations and disease.

    Generally, the west and its media are blamed for this negative, Afropessimistic portrayal of the continent.

    Africans have taken strategic steps to repair this negative narrative. An example is the Africa Rising campaign. It was launched in 2000 by a coalition of African activists and organisations. Its objective was to highlight the role of Africa in global development and encourage Africans at home and the diaspora to contribute positively. Social media platforms played a large role in content distribution and messaging. The success of this campaign is still the subject of debate.

    As communication scholars, we were intrigued by the visual appeal of the social media platform TikTok. With our area of expertise being Ghana and Zimbabwe respectively, we were interested in how citizens of these countries were using the popular TikTok app to report on themselves.

    Our study explored the self-critical content that many Africans share on TikTok. We found that TikTok posts and comments by Ghanaian and Zimbabwean creators generated entertaining information. We call this “fun journalism”. TikTokers use it to comment on important issues, but the way they do it could also harm the reputation of the two countries and influence decisions in unintended ways.

    Fun journalism and reputation

    As a creative and innovative platform, TikTok has enabled users to produce multimedia materials and share them across the globe for fun and entertainment. According to the Digital 2025: Ghana report by Datareportal, 81% of Ghanaians aged 16 and over use the internet to access TikTok monthly. That makes it the second most popular platform after WhatsApp (93%). Zimbabwe has 2.05 million TikTok users aged 18 and above, according to tech data aggregator Datareportal.

    Studies show that users tend to “play” with social media, even when they use it for serious things. Our study showed that the fun videos uploaded by TikTokers from Ghana and Zimbabwe covered serious issues like security, education, sanitation, corruption, entertainment, religion and sports.

    For example, one Ghanaian TikTok video compares how a Ghanaian and a European would react if they picked up money that someone had lost. The video suggests an African would keep the money, while a European would try to locate the original owner.

    In many instances, users ridiculed their countries and fellow citizens. They compared African conditions to the global north in ways that degraded local endeavours. For example, in one TikTok video, a user imitated Zimbabwean president Emmerson Mnangagwa having difficulties explaining the number of zeroes in a million. This gave the impression that he was semi-literate and out of his depth.

    We found that, generally, the entertaining discourses on TikTok were laden with insults and critiques of government. Though some of the content raised legitimate concerns, it seldom offered solutions to the identified challenges. This suggested that TikTok content that jokingly covered significant national development issues eroded reputational gains made by the two countries by framing them negatively. We cite several examples in the study.

    Comparing this phenomenon to other countries, a study on Chinese uploads onto TikTok showed the following results: 41% positive, 53% neutral and 6% negative.

    Self-ridiculing factors and misinformation

    TikTokers ridiculed the reputation of Ghana and Zimbabwe in three ways:

    • Exaggerated production of video content. This includes emotional background sounds, tone of voice, slang, animation, unfavourable shooting locations and poor video quality

    • comparing African countries to foreign conditions

    • generating unfavourable comments.

    “Fake news” has become an integral part of social media, raising doubts about the credibility of information generally. We argue that such content should no longer be seen as harmless humour.

    Implications and measures

    As the press freedom rankings of both countries fall, TikTok can be a safe, open space for citizens to raise important public concerns.

    The platform makes space for a diversity of opinions from the youthful populations found in the two countries. This is important for communication and building consensus in development.

    We argue that TikTokers should be encouraged to offer constructive criticisms of their countries and propose solutions instead of insults.

    Policy makers should tap into the vast repository of “fun” information published on TikTok for development. The opinions expressed by citizens online are a helpful reflection of societal needs. This can be taken into consideration when formulating policies.

    Mainstream professional media could adopt the fun journalism model to tell serious stories in ways that boost development and reputation. The platform’s wide usage will make information accessible to a large audience.

    Media regulatory bodies, nongovernmental organisations and civil society groups are encouraged to educate netizens to publish critical and progressive stories about their countries. This can help combat misinformation and disinformation on social media, particularly TikTok.

    Finally, governments should take steps to positively project their respective countries to the world. They could run educational programmes to inculcate a sense of patriotism and identity to rekindle the initiatives that Africa Rising advocated.

    Landmark Devolution Bill brings new dawn of regional power

    English Devolution and Community Empowerment Bill delivers on manifesto commitment to de-centralise power and ignite regional growth with powers for mayors.

    Ambition for all regions to take the reins in driving growth receives its biggest boost as the landmark English Devolution and Community Empowerment Bill is introduced to Parliament today [Thursday 10th July]. 

    Local people will take back control of their regions, from bolstered rights to save cherished community assets, to a bigger voice in neighbourhood governance and increased powers to their directly elected leaders and mayors so they can unlock housing, transport and jobs in their regions through Local Growth Plans.  

    The Bill will deliver on the government’s manifesto commitment to unlock a generational shift in power from Westminster to those with skin in the game, and rebalance prosperity, deliver economic growth and a decade of national renewal across the nation as part of the Plan for Change. 

    Deputy Prime Minister Angela Rayner said: 

    We were elected on a promise of change, not just for a few areas cherry-picked by a Whitehall spreadsheet, but for the entire country. It was never going to be easy to deliver the growth our country desperately needed with the inheritance we were dumped with. 

    But that’s why we are opting to devolve not dictate and delivering a Bill that will rebalance decade old divides and empower communities. We’re ushering in a new dawn of regional power and bringing decision making to a local level so that no single street or household is left behind and every community thrives from our Plan for Change.”  

    Minister of State for Local Government and English Devolution, Jim McMahon OBE MP said:  

    For too long power and opportunity has been concentrated in Westminster and Whitehall while the local councils millions rely on have been frustrated and diminished. This failed approach has held back growth across our country for far too long. Local people see this in the job market, on the high street and in their own household security and prosperity.  

    Devolution begins the work of fixing that, with this Bill delivering freedom to local leaders to make decisions for their local areas in partnership with local communities, unleashing more growth and more opportunities for people as part of our Plan for Change.”  

    England has fallen behind from the rest of the globe in modernising how decisions are made, but devolution prioritises people and partnership over paperwork and politics. This Bill will deliver changes including 

    • Making more local ownership of pubs, shops and social hubs  easier through a new Community Right to Buy meaning communities will have the first opportunity to purchase local assets when they are put up for sale, and be given an extended 12-month period to raise funding. And more local sports grounds will be saved by introducing a new ‘Sporting’ category protection of local assets preserving local character, boosting tourism and keeping community spirit alive.  

    • Banning Upward Only Rent Reviews (UORR) clauses in commercial leases, which pit landlords against businesses and can make rents unaffordable and cause shops to shut. This will help keep small businesses running, boost local economies and job opportunities and help end the blight of vacant high streets and the unacceptable anti-social behaviour that comes with them.  

    • A stronger voice for communities with a new requirement for local authorities to put in place effective neighbourhood governance to give residents more of a say in shaping their local areas.  

    • Quicker action on the changes local people want to see with more rights for Mayors, elected by their communities, to take back control of delivering for their voters’, from new licensing powers for rental e-bikes to new planning powers to set the direction of growth across their areas.  

    • Boosting economic growth with mayors working across the country to turbocharge the national missions by developing tailor made Local Growth Plans to kickstart local economies and ultimately getting more money in people’s pockets.  

    • Streamlined powers for Mayors across England to speed up the development of new homes and infrastructure in their areas. This will include a new power to institute Mayoral Development Orders, as well as a streamlined process to establish Mayoral Development Corporations, so that we can replicate the success of projects such as the Olympic Park legacy and attract inward investment right across the country. 

    • Fixing the cracks in local government through rebuilding the sector from the ground up to be more efficient, local people will get the daily services they deserve and rely on from their Council, like bin collection, whilst also enabling areas to work together over larger areas to deliver the big changes, like integrated transport networks. This will be done through the creation of new ‘Strategic Authorities’ that will boost connectivity and collaboration between Councils.    

    • Restoring taxpayers’ trust in councils’ spending through fixing the local audit system with the establishment of the Local Audit Office, which will increase transparency, simplify and streamline the system.  

    Deepening devolution across the country is what delivers the change to the day-to-day services and opportunities on every region’s doorstep. From the new Anglia Ruskin University in Peterborough, to ticket caps for commuters on the Bee Network in Manchester and budding film and TV creatives flocking to Liverpool’s Littlewoods over Hollywood – devolution is what will bring this regeneration to all regions.

  • Rivers in southwest China breach warning levels, thousands evacuated

    Twenty-five rivers in southwestern China exceeded safe levels on Thursday, state media said, after more than 10,000 people were evacuated as the remnants of former typhoon Danas converged with East Asian monsoon rains.

    Extreme rainfall and severe flooding, which meteorologists link to climate change, increasingly pose major challenges as they threaten to overwhelm ageing flood defences, displace millions and wreak havoc on a $2.8-trillion agricultural sector.

    Heavy rains also hit the capital, Beijing, with one area in the sprawling Chaoyang district receiving 68.2 mm (2.7 inches) of rain in a single hour on Thursday morning, the state-run Beijing Daily said.

    Ten southwestern rivers, including the Longyan, which flows through the densely populated region of Chongqing, could burst their embankments and levees at any time, broadcaster CCTV warned, citing the water resources ministry.

    The remaining 15 had exceeded levels at which they could burst their banks, but posed less of a risk, it added.

    More than 24 hours of torrential rain took levels in the Chishui River of Guizhou province to their highest since records began in 1953, the broadcaster said, while the Xiaocao River in Sichuan province stood at its highest in 29 years.

    More than 10,000 people were evacuated on Wednesday from cities in the provinces of Sichuan and Yunnan, state media said, as the East Asian monsoon rains pushed north from India.

    One county in Yunnan recorded 227.8 mm (9 inches) of rainfall in 24 hours, for its highest total in a single day since records began in 1958 while two people died as torrential rain hit Yunnan’s Zhaotong city, Xinhua said on Thursday.

    Beijing health authorities warned that the combination of frequent downpours, high temperatures and humidity increased the risk of water and food contamination.

    Police are appealing for witnesses to come forward after a man was shot in Tottenham.

    Officers were called at 04:29hrs on Thursday, 6 February, to reports of gunshots at a property in Tottenham Green East, N15.

    Police attended alongside the London Ambulance Service, and found a man in his 20s suffering from gunshot wounds. Immediate medical attention was provided. He was taken to hospital, where his injuries were assessed as non-life-threatening.

    CCTV captured a suspect walking away from the scene. Detectives are keen to identify him and asking for the public’s help.

    Detective Inspector Darren Jones, who is leading the investigation, said: “A man was brutally shot earlier this year in Tottenham. It’s vital that we determine exactly what happened and bring the person or people responsible for this crime to justice.

    “If you recognise the man caught on CCTV, we urge you to come forward and speak to us.

    “A 25-year-old man has been arrested on suspicion of attempted murder during the course of our investigation and has been released on bail but our enquiries continue.

    “I am especially keen to locate the gun used which has now been connected to four separate shootings in north London.

    “Any information to help identify the suspect or the location of the gun, could be essential in helping us piece together the circumstances of this incident.”

  • MIL-OSI Analysis: Bayeux tapestry set to return to the UK – in medieval times it was like an immersive art installation

    The Bayeux tapestry is set to return to the UK for the first time in almost 1,000 years. One of the most important cultural artefacts in the world, it is to be displayed at the British Museum from September 2026.

    Its significance for history is unquestioned – but you may not think of the Bayeux tapestry as a work of art. Sure, you may recognise it from your history lessons or political campaigns. Maybe you like embroidery and textiles or know about it because of the modern versions it inspired – think the Game of Thrones tapestry or the Great Tapestry of Scotland. Perhaps you are an early medievalist and use it as comparative evidence.

    For me, this now famous wall hanging is undoubtedly art, created with great skill. What fascinates me as a textile archaeologist is how early medieval people saw and understood the tapestry.

    First, let’s contextualise it a little. The hanging is not a woven tapestry but an embroidery, stitched in wool threads on nine panels of linen fabric that were then sewn together. It was made in around 1070, probably in England. Nobody knows how big it originally was, but it now measures 68.3 metres long by approximately 70cm high.

    Starting at the end of Edward the Confessor’s reign (1042-1066), the tapestry’s comic book narrative tells a vivid, very modern story of the struggle for power and the English throne – and the brutal means William of Normandy (1028-1087) used to get it.


    This article is part of Rethinking the Classics. The stories in this series offer insightful new ways to think about and interpret classic books and artworks. This is the canon – with a twist.


    It follows the highs and lows of Harold Godwinson, Edward the Confessor’s brother-in-law, who became king after Edward’s death in 1066, and his eventual downfall at the Battle of Hastings.

    The end of the hanging, and therefore the story, is now missing but it was probably the triumphal coronation of William. It would have provided a mirror in symmetry to the first scene, which depicts an enthroned Edward.

    Sensory archaeology of the tapestry

    Today, the hanging is famous because it is the only surviving example of its kind. But documentary sources from early medieval England demonstrate that this type of wall hanging was a popular way for families to depict their stories and great deeds.

    A good example is the Byrhtnoth wall hanging, which Æthelflæd, the wife of an Anglo-Saxon Ealdorman of Essex Byrhtnoth, gave to the church in Ely after he was killed in 991. We know that the Normans also understood these storytelling wall hangings because Abbot Baudri of Bourgueil (c. 1050-1130) expertly incorporated such a device in a poem he wrote to honour Adela of Blois (c. 1067-1137), the daughter of William the Conqueror and Matilda (c. 1031-1083).

    The Bayeux tapestry was, therefore, an obvious way to tell people about the downfall of the English and the rise of the Normans. But this is not all. The early medieval population of Britain loved riddles, multilayered meanings and hidden messages. Evidence survives in pieces like the gold buckle from the 7th-century Sutton Hoo ship burial, the early 8th-century Franks Casket and the 10th-century Book of Exeter. So it is not surprising that people today have argued for hidden messages in the Bayeux tapestry.

    While these concepts are interesting, so much emphasis has been placed on them and the role the embroiderers played in creating them, that other ways of early medieval viewing and understanding have been ignored.

    Early medieval society viewed its world through the senses. By using sensory archaeology, a theoretical approach that helps researchers understand how past societies interacted with their worlds through sight, touch, taste, smell and sound, we can imagine how people encountering the Bayeux tapestry would have connected with and understood it.

    Art historian Linda Neagley has argued that pre-Renaissance people interacted with art visually, kinaesthetically (sensory perception through bodily movement) and physically. The Bayeux tapestry would have been hung at eye level to enable this. So if we take expert in Anglo-Saxon culture Gale Owen-Crocker’s idea that the tapestry was originally hung in a square with certain scenes facing each other, people would have stood in the centre. That would make it an 11th-century immersive space with scenes corresponding and echoing each other, drawing the viewer’s attention, playing on their senses and understanding of the story they thought they knew.

    If we imagine ourselves entering that space, we move from a cooler, stone-hewn room into a warmer, softer area, encased in linen and wool, their smell tickling our noses. Outside sounds would be deadened, the movement of people softened, voices quietened. People would move from one scene to another, through the open doors of the stage-like buildings where the action inside can be seen and watched, boldly or surreptitiously. The view might be partially blocked by others and their reactions and gesticulations as they engaged with and discussed what they saw.

    The bright colours of the embroidery would have made a kaleidoscope of colour, a blur that defined itself the closer people got to the work. The boldness and three-dimensionality of the stitching helped to draw them into the action while any movement of the hanging brought the imagery alive.

    Here are the main characters in the room with you, telling you their story, inviting you to join them on their journeys of victory or doom.

    As onlookers discussed what they saw, or read the inscriptions, they interacted with the embroidered players, giving them voice and enabling them to join the conversation. If the hanging formed part of a banquet then the smell of food, clanking of dishes and movement of the fabric and stitchwork as servants passed would have enhanced the experience. The feasting scenes dotted throughout the hanging would be echoed in the hall.

    I believe the Bayeux tapestry was not simply an inanimate art object to be viewed and read from the outside. It was an immersive retelling of the end of an era and the start of something new. When you entered its space you became part of that story, sensorially reliving it, keeping it alive. To me, this is the true power of this now famous embroidery.

    Beyond the canon

    The ITV series Unforgotten, now in its sixth season (with a seventh on the way) gripped me from the start. It follows a team of British police detectives as they track down the killers of people whose bodies have been recently found, but who were murdered years before.

    As they do, we, the viewer, are given access to the characters’ often emotional stories. We are brought into their sphere and experience their pain, distress, happiness, horror. We get unrivalled access, eventually, to the motives for their seemingly strange actions. As with the Bayeux tapestry, we are swallowed up in their worlds. This is achieved by Chris Lang’s fabulous writing, the cinematography and the exquisite acting.

    Together these elements make a whole, opening a window, immersing you in a world full of powerful sensory engagements. For me, this is classic art in the making.

    Jimmy Swaggart, one of the most popular and enduring of the 1980s televangelists, died on July 1, 2025, but his legacy lives.

    Along with Jerry Falwell and Pat Robertson, he drew an audience in the millions, amassed a personal fortune and introduced a new generation of Americans to a potent mix of religion and politics.

    Swaggart was an old-time evangelist whose focus was “saving souls.” But he also preached on conservative social issues, warning followers about the evils of abortion, homosexuality and godless communism.

    [Swaggart also denounced] what he called “false cults,” including Catholicism, Judaism and Mormonism. In fact, his denunciations of other religions, as well as his attacks on rival preachers, made him a more polarizing figure than his politicized brethren.

    As a reporter, I covered Swaggart in the 1980s. Now, as a scholar of American religion, I argue that while Swaggart did not build institutions like Falwell’s Moral Majority or Robertson’s 700 Club, he helped to spread right-wing positions on social issues, such as sexual orientation and abortion, and to shape the image of televangelists in popular culture..

    Swaggart’s cousins

    Born into a hardscrabble life in a small Louisiana town, Swaggart grew up alongside his cousins Jerry Lee Lewis, the future rockabilly pioneer, and future country singer Mickey Gilley.

    All three loved music and singing. They polished their playing on an uncle’s piano and sneaked into African American nightclubs to hear the jazz and blues forbidden by their parents.

    While Gilley and Lewis turned their musical talent into recording and performing careers, Swaggart felt called to the ministry. He dropped out of high school, married at 17, began preaching at 20 and was ordained at 26.

    He was licensed by the Assemblies of God, a Pentecostal denomination that believes the Holy Spirit endows believers with spiritual gifts that include speaking in tongues and faith healing.

    The glory years

    Pentecostals were nicknamed Holy Rollers because of their tendency to shake, quake and roll on the floor when feeling the Holy Spirit. Their preachers excelled at rousing audiences’ ardor, and Swaggart commanded the stage better than most. He paced, pounced and poured forth sweat while begging listeners to turn from sin and accept Jesus.

    Starting small, he drew crowds while preaching on a flatbed trailer throughout the South. His following grew, and in 1969 he opened the Family Worship Center in Baton Rouge.

    At capacity, the church held 10,000 worshippers, who represented a broad swath of America: young girls and grannies, white and Black, bankers and farmers. His sermons began calmly but built to a fever pitch. CBS newsman Dan Rather once called him the “country’s greatest speaker.”

    During services, Swaggart also sang and played piano. In 1982, Newsweek magazine noted his musical chops, naming him the “King of Honky Tonk Heaven.” His music crossed gospel, country and honky-tonk – songs with a strong rhythmic beat – and he sold 17 million albums over his lifetime.

    By 1975, Swaggart’s on-stage charisma powered the launch of a television ministry that would reach millions within a decade. Viewers were captivated by his soulful tunes and fire-and-brimstone sermons. At its height, Swaggart’s show was televised in 140 countries, including Peru, the Philippines and South Africa.

    His ministry also became the largest mail-order business in Louisiana, selling books, tapes, T-shirts and biblical memorabilia. Thanks to the US$150 million raised annually from donations and sales, Swaggart lived in an opulent mansion, possessed a private jet previously owned by the Rockefellers, sported a yellow gold vintage Rolex and drove a Jaguar.

    The downfall

    Swaggart disliked competition and had a history of humiliating rival preachers. Wary of the Rev. Marvin Gorman, a Pentecostal minister whose church also was in Louisiana, Swaggart accused the man of adultery. Gorman admitted his infidelity and was defrocked.

    Gorman had heard rumors about Swaggart’s own indiscretions, and he and his son decided to tail the famed evangelist. In 1988, they caught Swaggart at a motel with a prostitute, and Gorman reported the incident to Swaggart’s denomination. He also gave news outlets photos of Swaggart and the prostitute. In a tearful, televised apology, Swaggart pleaded for a second chance.

    While his fans were willing, the Assemblies of God had conditions: Swaggart received the standard two-year suspension for sexual immorality. Defying the ruling, Swaggart went back to work after three months, and the denomination defrocked him.

    Swaggart might have succeeded as an independent minister, but in 1991 the police stopped his car for driving on the wrong side of the road. Inside they found the preacher with a prostitute. This time, Swaggart did not ask for forgiveness. Instead, he informed his congregation, “The Lord told me it’s flat none of your business.”

    Afterward, Swaggart never regained his former standing. His mail-order business dried up, donations fell, and attendance at services cratered. But up until his death, he kept on, in his own words, as an “old-fashioned, Holy Ghost-filled, shouting, weeping, soul-winning, Gospel-preaching preacher.”

    Swaggart’s legacy

    Swaggart, like other 1980s televangelists, brought right-wing politics into American homes. But unlike Jerry Falwell and Pat Robertson, Swaggart was less interested in winning elections than saving souls. In fact, when Robertson considered a presidential run in 1988, Swaggart initially tried to dissuade him – then changed his mind and supported him.

    Swaggart’s calls for a return to conservative Christian norms live on – not just in Sunday sermons but also in today’s world of tradwives, abortion restrictions and calls to repeal gay marriage. The fictional “Greenleaf” followed the scandals of an extended family’s Memphis megachurch, while “The Righteous Gemstones,” a dark spoof of Southern preachers, turned a family ministry into a site for sex, murder and moneymaking.
