As noted in its original press release issued on January 17, 2025, the surviving entity is expected to be a Delaware corporation operating as Mount Logan Capital Inc.   • MIL-OSI NGOs: UK: Government’s unchecked use of tech and AI systems leading to exclusion of people with disabilities and other marginalized groups

    People with disabilities, those living in poverty or who have serious health conditions are being left in a bureaucratic limbo due to digital exclusion caused by the Department of Work and Pensions’ (DWP) unchecked roll-out of technologies, Amnesty International said today in a new report. 

    The report, “Too Much Technology, Not Enough Empathy” exposes how the DWP’s constant testing, rolling out, and rolling back of costly artificial intelligence (AI) and digital technologies for Universal Credit (UC), Personal Independence Payment (PIP), and other social security schemes has created an inaccessible social security system for people who are already marginalized and at risk of poverty in the UK.  

    Many people requiring social security do not have access to digital technologies, internet or internet connected devices. Their affordability coupled with language barriers and long waiting times for telephone services have led to digital exclusion from DWP’s systems. 

    “The DWP’s mission to reduce ‘costs’ is the beating heart of fascination with, and overreliance on, problematic tech. People are struggling to make ends meet and put food on the table due to cuts in social security and yet the DWP is more concerned about experimental technologies to surveil claimants,” said Imogen-Richmond Bishop, Researcher on Technology, Economic, Social and Cultural Rights. 

    “The tech-enabled system to claim and manage welfare benefits is resulting in relentless dehumanization and strain for people who are already wrestling to access their basic needs in a broken system.” 

    The research is an extension of Amnesty International’s 2025 report, “Social Insecurity: The devastating human rights impact of social security system failures in the UK”that details how the UK’s social security system requires a wholesale overhaul to put it back on track to being human rights compliant and ensure a decent standard of living. The struggles in accessing adequate social security payments to prevent poverty are intersectional and complex, with technology forming one component of the broader social support ecosystem. 

    The tech-enabled system to claim and manage welfare benefits is resulting in relentless dehumanization and strain for people who are already wrestling to access their basic needs in a broken system.

    Both investigations draw their findings from questionnaires, focus group interviews with social security recipients and social security advisors, and build on previous work done by civil society. In total, views of 782 people were captured through this process that took place from October 2024 to January 2025. 

    Perfect storm of pre-existing flaws and new problems 

    The use of digital technologies combined with further cuts to the UK’s social security system after years of austerity has created a perfect storm, where pre-existing flaws are being exacerbated, and new problems linked to these new technologies are being created. 

    Automated systems and the use of AI in the assessment and provision of social security can introduce a significant risk of errors in decision making, due to biased or discriminatory algorithms, with serious consequences for claimants.  

    Digital exclusion can be experienced due to a person’s living conditions, educational attainment, health status, and income levels – complex factors that are not always fully captured by automated social security systems.   

    For one of the claimants interviewed by Amnesty International, gender, and socio-economic status all represented barriers to her access to services online. 

    “You know, have some form of compassion, you know, make the forms and things easier. I mean, I’m quite illiterate. I mean, a lot of women, and men of my age, can’t use them […] So they’re stuffed. They send me letters on my phone. I can’t open them. So I ring up. I can’t open it. I haven’t got an iPad. I can’t afford an iPad, you know,” the claimant told Amnesty International. 

    Human rights implications 

    The digitized and sweeping data collection has also created an all-seeing social security system that impacts claimants’ rights to privacy, data protection, and human dignity. 

    Using extensive amounts of data to determine eligibility for state support is not new. However, the scale and the breadth of the data used, and the speed with which it is processed now is new and can bring with it new unintended consequences and human rights risks.  

    “DWP’s experimentation with tech systems has jeopardised human rights and reduced people in need to data points. The success of a claim can be dependent on whether they neatly fit into a box or meet set criteria rather than their actual eligibility. Technology in this instance has oversimplified people’s complex realities and this demeans people’s needs especially when they are unable to get the support they need from a human case worker,” said Imogen Richmond-Bishop. 

    Amnesty International wrote to the DWP ahead of the publication of the report and provided a comprehensive summary of the research findings and the methodology. DWP declined to comment on the substance of the report at this time of publication.  

    The UK authorities must carry out an independent, and impartial review of the social security system as well as the digital systems used by the DWP and scrap any that violate human rights. We need laws to regulate AI to ensure it doesn’t contribute to human rights violations. Digital systems must be transparent, explainable, and never mandatory.  

    Background: 

    In May 2025, Amnesty International’s “Social Insecurity” report, exposed how cuts, sanctions and systemic failings of the UK’s social security system are pushing people deeper into poverty. 

    Amnesty International has also done research on public sector automation and digitalization in Denmark, Netherlands, India, Serbia, and supported work in France and Sweden on the resulting human rights risks and impacts of algorithmic decision-making in these jurisdictions.

     Across Europe, far-right movements are gaining ground. From the Netherlands, to Germany and Italy, they’re winning seats in parliaments and sometimes joining ruling coalitions. By normalising nationalist rhetoric and challenging democratic institutions, these parties raise comparisons with former periods of fascism on the continent.

    Between 1943 and 1945, when Nazi forces occupied northern Italy, ordinary people in towns and villages across the country took up arms against fascism in one of Europe’s largest resistance movements. Now, 80 years later, in many of these same towns, anti-fascist sentiment remains unusually strong.

    In this episode of The Conversation Weekly podcast, we speak to political scientist Juan Masullo at Leiden University, who’s been finding out about the enduring legacy of these anti-fascist movements.

    The town of Sant’Anna di Stazzema, tucked away in the mountains of Tuscany, is a place haunted by its wartime past. The site of a notorious Nazi massacre during the Italian civil war it’s become a memorial to Italian resistance, and what Massulo describes as a “bastion of anti-fascist, left-wing progressive thinking”.

    In 2021, the mayor of Stazzema began collecting signatures from around Italy to a petition calling for a ban on every form of fascist or neo-fascist propaganda. It needed 50,000 signatures to be discussed in parliament, and 240,000 signed it.

    Masullo saw this as an opportunity to answer a question about political resistance and its legacy: was there an association between places with a lot of anti-fascist resistance during the war, and places that supported the petition? “We did find out that there was an association,” he told us. And when he began interviewing people in places where the correlation was particularly strong to try and find out why, he said “ these people spend a lot of time memorialising what happened”.

    “Superman” kicked off its promotional activities in China with a dazzling event at Beijing’s Taikoo Li Sanlitun on July 4, ahead of the film’s worldwide release on July 11.

    The levels of 25 rivers in southwestern China exceeded safe levels on Thursday, state media said, after more than 10,000 people were evacuated as the remnants of former typhoon Danas converged with East Asian monsoon rains.

    Extreme rainfall and severe flooding, which meteorologists link to climate change, increasingly pose major challenges as they threaten to overwhelm ageing flood defences, displace millions and wreak havoc on a $2.8-trillion agricultural sector.

    Heavy rains also hit the capital, Beijing, with one area in the sprawling Chaoyang district receiving 68.2 mm (2.7 inches) of rain in a single hour on Thursday morning, the state-run Beijing Daily said.

    Ten southwestern rivers, including the Longyan, which flows through the densely populated region of Chongqing, could burst their embankments and levees at any time, broadcaster CCTV warned, citing the water resources ministry.

    The remaining 15 had exceeded levels at which they could burst their banks, but posed less of a risk, it added.

    More than 24 hours of torrential rain took levels in the Chishui River of Guizhou province to their highest since records began in 1953, the broadcaster said, while the Xiaocao River in Sichuan province stood at its highest in 29 years.

    More than 10,000 people were evacuated on Wednesday from cities in the provinces of Sichuan and Yunnan, state media said, as the East Asian monsoon rains pushed north from India.

    One county in Yunnan recorded 227.8 mm (9 inches) of rainfall in 24 hours, for its highest total in a single day since records began in 1958.

    Beijing health authorities warned that the combination of frequent downpours, high temperatures and humidity swells the risk of water and food contamination.

    A new English-language version of “Ne Zha 2,” already the world’s highest-grossing animated film, is set to open in cinemas in the United States, Canada, Australia and New Zealand from Aug. 22, with Oscar winner Michelle Yeoh joining the English voice cast.

    A24 and CMC Pictures will distribute the English-language version, the companies announced Wednesday. The film will be released in IMAX, 3D and other premium large formats.

    “I’m honored to be part of ‘Ne Zha 2,’ a landmark in Chinese animation and a powerful reminder of how universal our stories can be,” Yeoh said in a statement. “Sharing this with audiences in English is such a joy, and I can’t wait for everyone to experience the wonder, heart, spectacular artistry, and magic of this film on the big screen.”

    The announcement did not say which character Yeoh will voice or disclose other members of the English cast.

    Directed by Yang Yu, better known as Jiaozi, the film follows mythological figures Ne Zha and Ao Bing, who are reborn in lotus-formed bodies after a catastrophe and must unite against vengeful dragon kings and a scheming god. 

    The film combines traditional Chinese mythology with action, humor and advanced visual effects. The production took five years, with a crew of 4,000 and the involvement of 138 Chinese animation and special effects companies.

    “Ne Zha 2” has emerged as a box office sensation since its release earlier this year, ending its China run on June 30 with 15.45 billion yuan ($2.13 billion) to become the highest-grossing Chinese film ever.

    Its worldwide total has reached $2.19 billion, making it the top-grossing animated film globally, the highest-grossing non-English-language film and the fifth highest-grossing film of all time, trailing only “Avatar,” “Avengers: Endgame,” “Avatar: The Way of Water” and “Titanic.”

    The film is the highest-rated animated feature of 2025, earning a 96% approval rating from critics and a 99% audience score on Rotten Tomatoes. It also ranks among the top-rated releases on Letterboxd. Critics have called it “animated cinema on a scale rarely seen” and “a technical marvel that demands to be seen on the biggest screen possible.”

    CMC Pictures, the film division of CMC Inc., released a Chinese-dubbed, English-subtitled version of “Ne Zha 2” overseas in February, grossing more than $20 million in North America. The English-dubbed version is expected to further boost the film’s global box office.

    UK and French experts will work more closely to increase the resilience of both countries’ critical infrastructure to the signal-jamming seen in the war in Ukraine, as part of a suite of joint science and tech work being announced today (Thursday 10 July).  

    From our electricity infrastructure, to transport, to financial transactions, the tech we rely on for everyday life depends on reliable Positioning, Navigation and Timing (PNT), often provided via satellites. The conflict in Ukraine has shown how new technologies – in some cases, just small hand-held devices – can be used to disrupt PNT services, potentially causing major disruption to the vast areas of life and the economy reliant on them. 

    As part of a raft of UK-France joint science and tech efforts being announced today, researchers from both countries will work together on technologies complementary to the likes of GPS, which are highly resistant to this sort of jamming.  

    An example is e-LORAN, a program driven by the UK government, working closely with the National Physical Laboratory and private sector companies. The system uses ground-based radio towers, which are much more challenging to block, for a reliable “backup” to GPS, so that UK infrastructure can keep running even when GPS fails.  

    The UK’s Science and Tech Secretary used a joint visit to Imperial College London, with President Macron, to set out how this sort of collaboration makes both the UK and France stronger and safer. Whilst speaking at Imperial, Peter Kyle also pointed out the tens of millions of pounds in investment being brought into the British tech sector through UK-French trade, as well as the new jobs and growth that this partnership creates.

    These are efforts that will bolster our economic and national security, which are foundational pillars of the Plan for Change.

    Paris, July 10, 2025 – A Capgemini Research Institute report published today, ‘Future encrypted: Why post-quantum cryptography tops the new cybersecurity agenda,’ highlights that rapid progress of quantum computing threatens to render current encryption algorithms obsolete. ‘Harvest-now, decrypt-later3’ attacks, together with tightening regulations and the evolving technology landscape, have elevated the importance of quantum safety. However, despite increasing awareness within the industry, many organizations still underestimate the risks surrounding quantum computing, which could lead to future data breaches and regulatory penalties.

    According to the report, around two-thirds (65%) of organizations are concerned about the rise of ‘harvest-now, decrypt-later’ attacks. One in six early adopters believe that ‘Q-day’ will be within five years, while around six in ten believe it will arrive within a decade.

    “Quantum readiness isn’t about predicting a date–it’s about managing irreversible risk. Every encrypted asset today could become tomorrow’s breach if organizations delay adopting post-quantum protections.     While current quantum computers cannot break widely used encryption yet, high-risk industries such as defense and banking are leading the adoption of quantum-safe solutions. In contrast, consumer-focused sectors like consumer products and retail sectors are showing less urgency.

    Post-quantum cryptography migration preferred over other quantum-security solutions
    Most organizations surveyed (70%) are protecting their systems against emerging quantum threats by adopting the appropriate mix of post-quantum cryptographic (PQC) algorithms.

    They view PQC as the best option to address near-term quantum security risks because it provides a comprehensive approach to securing data. Nearly half of early adopters are already exploring, assessing feasibility, or piloting PQC solutions. For 70% of organizations, regulatory mandates are a key driver behind the shift to PQC.

    While the early adopters are working towards quantum safety, a few organizations (30%) are still ignoring the quantum threat. They are struggling to allocate sufficient budget and personnel to cryptographic transition.

    The Capgemini Research Institute conducted a survey of 1,000 organizations with annual revenue of at least $1 billion across 13 sectors and 13 countries in Asia–Pacific, Europe, and North America. The global survey was carried out in April–May 2025. Around 70% of the sample in this report are referred to as ‘early adopters’. This segment is either working on or planning to work on quantum-safe solutions in the next five years.     Last weekend, a woman was mauled by a lioness at Darling Downs Zoo in Queensland, and lost her arm. The zoo, which keeps nine lions, has been operating for 20 years and had never experienced an incident such as this.

    The victim was a relative of the zoo owner, Steve Robinson, who told the media the lions were not aggressive and the lioness was thought to be “just playing”.

    Although attacks like this are extremely rare, they are obviously of great concern. The incident should prompt a rethink of our approach to wild animals in captivity, and whether it’s morally acceptable – or safe – to keep them there at all.

    Why do zoos exist?

    Zoos, aquariums and other settings where wild animals are kept captive exist for two main reasons: human entertainment and profit-making.

    Surveys show zoo visitors have a preference for large mammals such as elephants, primates and big cats.

    Some animals are more tolerant of captivity conditions and exposure to humans than others. Fish, for example, seem to respond more neutrally to human presence than most other species.

    But a recent study found captive animals generally demonstrate abnormal behaviour more often than non-captive ones.

    For most wild animals, captivity deprives them of the ability to engage in natural behaviour, which harms their welfare. For example, free-living dolphins and whales have long-range migration patterns which require vast ocean spaces. They are also highly social and display complex communication behaviour.

    Some countries have banned keeping dolphins and whales in captivity for entertainment because it causes the animals to suffer sensory deprivation and stress, among other harms.

    Captive dolphins were once common in aquariums and marine parks across Australia. But now only one facility, Sea World in Queensland, still breeds dolphins for entertainment.

    And earlier this year, the last elephants at Perth Zoo were moved to a 12-hectare habitat in South Australia to improve their welfare.

    Another important welfare question is whether the captive animal has “agency” – that is, whether it can make choices as it would in the wild.

    Can it choose, for example, which other animals it has relationships with? Or whether it has privacy? Having control over such decisions enhances the quality of life for the captive animal.

    It’s important to note that some zoos can deliver positive outcomes for animals. Many play an important conservation role, such as running captive breeding programs for endangered species.

    An example is a long-running program across several Australian zoos and other organisations to recover populations of the critically endangered Regent Honeyeater. The program has released more than 400 zoo-bred birds into the wild.

    However, such conservation programs do not necessarily need to involve zoos to succeed.

    Weighing up the risks

    No matter how domesticated they might seem, some wild animals in captivity will always pose a risk to humans. Their behaviour can be unpredictable and, as the recent Queensland example shows, even a “playing” lioness can cause enormous physical harm to people.

    Wild animals are called wild for a reason. To be kept in captivity, most animals require training so they can be safely handled. The Darling Downs Zoo incident shows despite this precaution, things can still go wrong.

    But humans will, understandably, always be fascinated by other animals, and want to see them up close. So what are the alternatives to zoos?

    Open range-zoos, such as the one to which the Perth elephants were moved, can offer a better option for some animals.

    Another option is to recreate the zoo experience using technology. Artificial intelligence, virtual reality and augmented reality can be used to create images of animals that look and seem real.

    In Australia, examples include Brisbane’s Hologram Zoo and a high-tech puppetry experience touring Australia which replicates a real shark dive.

    Overseas, animatronic displays have been created to replace dolphin shows.

    Questions about animals kept in captivity require us to consider how much risk to human safety we accept, and the extent to which we prioritise human amusement over animal welfare. In searching for answers, we can start by asking whether we need zoos at all.

    An organised crime group who supplied cocaine across the UK have been jailed for more than 65 years following an extensive investigation from the Metropolitan Police and the National Crime Agency

    A joint Met and National Crime Agency (NCA) investigation has led to an organised crime group being jailed for their role in the supply of cocaine across the capital and the United Kingdom. Their efforts signify officers’ efforts to crack down on drug supply and associated anti-social behaviour and violence, which causes misery to Londoners and those beyond.

    The investigation unveiled that Redon Bushi, 32, (27.04.1993), of Cherry Crescent, Brentford, was operating in the leading role of this enterprise over a number of years, with multiple importers and couriers working with him.

    He pleaded guilty at Kingston-upon-Thames Crown Court on Monday, 10 July 2024 to –

    • two counts of conspiracy to supply Class A drugs,
    • conspiracy to transfer criminal property,
    • possessing criminal property.

    He was sentenced to a total of 24 years’ and 10 months imprisonment on Wednesday, 9 July at Kingston-upon-Thames Crown Court.

    Encrypted messaging services EncroChat and Signal revealed Bushi had conspired to supply a minimum of 832kg of cocaine, with a street value of up to £81,640,000, across London and the entirety of the UK. Once the Encrochat messages had been discovered, a targeted operation followed and Met detectives started work to dismantle the illegal drug-dealing operation.

    The investigation

    Met detectives discovered Bushi was using Encrochat under the username of ‘Sealvermouth’ after the platform was cracked by international law enforcement, supported by the NCA.

    Their investigation showed that Bushi took precautions to attempt to protect his wider criminal network. His couriers would only be provided post codes, times, and a loose description of the individual they would be providing to.

    However, his efforts were combatted by the tenacity of Met officers, who were able to uncover the group’s lines of communication. They thoroughly reviewed each and every device and chat pertaining to the group. They also trawled through hours’ worth of CCTV and were able to piece together the inner mechanics of the criminal operation.

    Using this material, officers stopped one of the vehicles belonging to Bushi’s couriers, Ahmad Jabarkhill in June 2020 and found nearly £700,000 on him.

    The Met and NCA officers also used covert tactics and intelligence to identify three more of Bushi’s couriers – Arline Sida, Luke Ferguson and Kelvin Hoxha, gathering evidence to show the scale of the enterprise.

    In addition to the chats, which were found between the group, fake identity cards were also found, as well as a van with a sophisticated concealment. There was also a camera set up at the location where drugs were being stored so it could be remotely monitored.

    Acting on this information, Sida and Hoxha were both arrested in Brentford in August 2023. Searches were carried out at the address and they were found in possession of six kilograms of cocaine.

    Luke Ferguson, another member of the criminal enterprise, was then arrested at a ‘safe house’ in Brentford and found in possession of 72kg of cocaine, worth an estimated street value of £6.24 million.

    Police and the NCA then launched a manhunt for Bushi after his team were arrested. He stayed in a series of hotels to evade officers, bought a new phone, clothing, and had more than £3,000 in cash. Whilst the manhunt was ongoing, Bushi directed others to check cameras at various addresses to identify any police attendance or surveillance.

    He was arrested in Reading in the following days.

    Detective Constable David Leitner, who led the investigation on behalf of the Met, said:

    “This case demonstrates our relentlessness in pursuing organised crime, while utilising the unprecedented opportunity that Encrochat represent to its fullest effect.

    “Bushi clearly believed that these messaging platforms protected him from law enforcement, but they only served to provide us the very evidence to convict him and his associates.

    “This shows the Met’s commitment to tackling offenders who are instrumental in supplying drugs to the streets of London.”

    The wider criminal enterprise

    Ahmad Jabarkhill, 32, (01.01.1993) pleaded guilty to the possession of criminal property at Isleworth Crown Court on Wednesday, 22 July 2020 and was sentenced on the same date to two years and three months’ imprisonment.

    Arline Sida, 23 (16.02.2002), of London Road West, Amersham, pleaded guilty to conspiracy to supply Class A drugs on Wednesday, 17 January 2024 at Kingston-upon-Thames Crown Court and was sentenced to 12 years’ 9 months imprisonment on Wednesday, 9 July at Kingston-upon-Thames Crown Court.

    Kelvin Hoxha, 23, (15.04.2002), of Field Lane, Brentford pleaded guilty to conspiracy to supply Class A drugs and driving while disqualified on Saturday, 26 October 2024 at Kingston-upon-Thames Crown Court and was sentenced to 11 years’ 8 Months imprisonment on Wednesday, 9 July at Kingston-upon-Thames Crown Court.

    Luke Ferguson, 32 (14.04.1993), of Becklow Road, Shepherd’s Bush, pleaded guilty to conspiracy to supply Class A drugs on Thursday, 21 November 2024 at Kingston-upon-Thames Crown Court and was sentenced to 14 years’ 5 months imprisonment on Wednesday, 9 July at Kingston-upon-Thames Crown Court.
