    Art and Generative AI

    What prompted the idea for the course?

    I see many students viewing artificial intelligence as humanlike simply because it can write essays, do complex math or answer questions. AI can mimic human behavior but lacks meaningful engagement with the world. This disconnect inspired the course and was shaped by the ideas of 20th-century German philosopher Martin Heidegger. His work highlights how we are deeply connected and present in the world. We find meaning through action, care and relationships. Human creativity and mastery come from this intuitive connection with the world. Modern AI, by contrast, simulates intelligence by processing symbols and patterns without understanding or care.

    In this course, we reject the illusion that machines fully master everything and put student expression first. In doing so, we value uncertainty, mistakes and imperfection as essential to the creative process.

    This vision expands beyond the classroom. In the 2025-26 academic year, the course will include a new community-based learning collaboration with Atlanta’s art communities. Local artists will co-teach with me to integrate artistic practice and AI.

    The course builds on my 2018 class, Art and Geometry, which I co-taught with local artists. The course explored Picasso’s cubism, which depicted reality as fractured from multiple perspectives; it also looked at Einstein’s relativity, the idea that time and space are not absolute and distinct but part of the same fabric.

    What does the course explore?

    We begin with exploring the first mathematical model of a neuron, the perceptron. Then, we study the Hopfield network, which mimics how our brain can remember a song from just listening to a few notes by filling in the rest. Next, we look at Hinton’s Boltzmann Machine, a generative model that can also imagine and create new, similar songs. Finally, we study today’s deep neural networks and transformers, AI models that mimic how the brain learns to recognize images, speech or text. Transformers are especially well suited for understanding sentences and conversations, and they power technologies such as ChatGPT.

    In addition to AI, we integrate artistic practice into the coursework. This approach broadens students’ perspectives on science and engineering through the lens of an artist. The first offering of the course in spring 2025 was co-taught with Mark Leibert, an artist and professor of the practice at Georgia Tech. His expertise is in art, AI and digital technologies. He taught students fundamentals of various artistic media, including charcoal drawing and oil painting. Students used these principles to create art using AI ethically and creatively. They critically examined the source of training data and ensured that their work respects authorship and originality.

    Students also learn to record brain activity using electroencephalography – EEG – headsets. Through AI models, they then learn to transform neural signals into music, images and storytelling. This work inspired performances where dancers improvised in response to AI-generated music.

    Why is this course relevant now?

    AI entered our lives so rapidly that many people don’t fully grasp how it works, why it works, when it fails or what its mission is.

    In creating this course, the aim is to empower students by filling that gap. Whether they are new to AI or not, the goal is to make its inner algorithms clear, approachable and honest. We focus on what these tools actually do and how they can go wrong.

    We place students and their creativity first. We reject the illusion of a perfect machine, but we provoke the AI algorithm to confuse and hallucinate, when it generates inaccurate or nonsensical responses. To do so, we deliberately use a small dataset, reduce the model size or limit training. It’s in these flawed states of AI that students step in as conscious co-creators. The students are the missing algorithm that takes back control of the creative process. Their creations do not obey AI but reimagine it by the human hand. The artwork is rescued from automation.

    What’s a critical lesson from the course?

    Students learn to recognize AI’s limitations and harness its failures to reclaim creative authorship. The artwork isn’t generated by AI, but it’s reimagined by students.

    Students learn chatbot queries have an environmental cost because large AI models use a lot of power. They avoid unnecessary iterations when designing prompts or using AI. This helps reducing carbon emissions.

    What will the course prepare students to do?

    The course prepares students to think like artists. Through abstraction and imagination they gain the confidence to tackle the engineering challenges of the 21st century. These include protecting the environment, building resilient cities and improving health.

    Students also realize that while AI has vast engineering and scientific applications, ethical implementation is crucial. Understanding the type and quality of training data that AI uses is essential. Without it, AI systems risk producing biased or flawed predictions.

    Anime and Religious Identity: Cultural Aesthetics in Japanese Spiritual Worlds

    What prompted the idea for the course?

    As a scholar who studies Japanese religion and has a lifelong love of visual storytelling, I started using anime in my class to spark conversations around the Buddhist ideas of karma and Shintō notions of “kami,” or spirits in nature.

    When I introduced the idea of karma, a scene from “Mob Psycho 100” – a Japanese manga and anime series from 2016 to 2022 about a shy teenage boy with powerful psychic abilities – came up in discussion. It sparked a conversation about how our intentions and actions carry real moral weight. In Buddhism, karma is not just about punishment or reward in a future life. It is believed to play out in the present – shaping how we relate to others and how we grow or get stuck as people.

    Later, when I explained kami in Shintō, a quiet moment from “Mushishi” helped students think differently about the world around them. “Mushishi” is a slow-paced, atmospheric anime about a wandering healer who helps people affected by mysterious spiritlike beings called mushi. These beings are not gods or monsters but part of nature itself – barely seen, yet always present. The series gave students a visual language for imagining how spiritual forces might exist in ordinary places.

    Over the years, two moments convinced me to create a full course. First was my students’ strong reaction to Gyōmei Himejima, the Pure Land Buddhist priest in “Demon Slayer.” He is a gentle but powerful guardian who refuses to hate the demons he must fight. His actions lead to honest and thoughtful conversations about compassion, fear and the limits of violence.

    One student asked, “If Gyōmei doesn’t hate even the demons, does that mean violence can be compassionate?” Another pointed out that Gyōmei’s strength does not come from anger, but from grief and empathy. These kinds of insights showed me that anime was helping students think through complex ethical questions that would have been harder to engage through abstract theory alone.

    The second moment came from watching “Dragon Ball Daima.” In this 2024 series, familiar heroes are turned into children. This reminded me of Buddhist stories about being reborn and starting over, and it prompted new questions: If someone loses all the strength they had built up over time, are they still the same person? What, if anything, remains constant about the self, and what changes?

    What does the course explore?

    This course helps students explore questions of meaning, ethics and belief that anime brings to life. It examines themes such as what happens when the past resurfaces? What does it mean to carry the weight of responsibility? How should we act when our personal desires come into conflict with what we know is right? And how can suffering become a path to transformation?

    What materials does the course feature?

    We start with “Spirited Away,” a 2001 animated film about a young girl who becomes trapped in a spirit world after her parents are transformed into pigs. The story draws on Shintō ideas such as purification, sacred space and kami. Students learn how these religious concepts are expressed through the film’s visual design, soundscape and narrative structure.

    Later in the semester, we watch “Your Name,” a 2016 film in which two teenagers mysteriously begin switching bodies across time and space. It’s a story about connection, memory and longing. The idea of “musubi,” a spiritual thread that binds people and places together, becomes central to understanding the film’s emotional impact.

    “Attack on Titan,” which first aired in 2013, immerses students in a world marked by moral conflict, sacrifice and uncertainty. The series follows a group of young soldiers fighting to survive in a society under siege by giant humanoid creatures known as Titans. Students are often surprised to learn that this popular series engages with profound questions drawn from Buddhism and existential thought, such as the meaning of freedom, the tension between destiny and individual choice, and the deeper causes of human violence.

    The characters in these stories face real struggles. Some are spirit mediums or time travelers. But all of them must make hard decisions about who they are and what they believe.

    As the semester goes on, students develop visual or written projects such as short essays, podcasts, zines or illustrated stories. These projects help them explore the same questions as the anime, but in their own voices.

    Why is this course relevant now?

    Anime has become a global phenomenon. But even though millions of people watch it, many do not realize how deeply it draws on Japanese religious traditions. In this course, students learn to look closely at what anime is saying about life, morality and the choices we make.

    Through these characters’ journeys, students learn that religion is not just something found in ancient texts or sacred buildings. It can also live in the stories we tell, the art we create and the questions we ask about ourselves and the world.

  • MIL-OSI Analysis: Trump administration’s lie detector campaign against leakers is unlikely to succeed and could divert energy from national security priorities

    The Trump administration has recently directed that a new wave of polygraphs be administered across the executive branch, aimed at uncovering leaks to the press.

    As someone who has taken roughly a dozen polygraphs during my 27-year career with the CIA, I read this development with some skepticism.

    Polygraphs carry an ominous, almost mythological reputation among Americans. The more familiar and unofficial term – lie detector tests – likely fuels that perception. Television crime dramas have done their part, too, often portraying the device as an oracle for uncovering the truth when conventional methods fail.

    In those portrayals, the polygraph is not merely a tool – it’s a window into the soul.

    Among those entering government service, especially in national security, the greater anxiety is not the background check but passing the polygraph. My advice is always the same: Don’t lie.

    It’s the best – and perhaps only – guidance for a process that most assessments have concluded is a more subjective interpretation than empirical science.

    Why the polygraph persists

    Polygraphs are “pseudo-scientific” in that they measure physiological responses such as heart rate, blood pressure and perspiration. The assumption is that liars betray themselves through spikes in those signals. But this presumes a kind of psychological transparency that simply doesn’t hold up. A person might sweat and tremble simply from fear, anger or frustration – not deceit.

    There also are no specific physiological reactions associated with lying. The National Academy of Sciences in 2003, and the American Psychological Association in a 2004 review, concluded that the polygraph rests more on theater than fact. Recent assessments, published in 2019, have reached the same conclusion.

    Accordingly, polygraph results are not generally admissible in U.S. courts. Only a handful of states – such as Georgia, Arizona and California – permit their use even under limited conditions. And they typically require that both parties agree to admission and a judge to approve it. Unconditional admissibility remains the exception, not the rule.

    And yet, inside many national security agencies, polygraphs remain central to the clearance process – a fact I observed firsthand during my time overseeing personnel vetting and analytic hiring within the intelligence community.

    While not treated as conclusive, polygraph results often serve as a filter. A candidate’s visible discomfort – or the examiner’s subjective judgment that a response seems evasive – can stall or end the hiring process. For instance, I know that government agencies have halted clearances after an examiner flagged elevated reactions to questions about past drug use or foreign contacts, even when no disqualifying behavior was ultimately documented.

    In some cases, an examiner’s suggestion that a chart shows an anomaly has led otherwise strong applicants to volunteer details they hadn’t planned to share – such as minor security infractions, undeclared relationships, or casual drug use from decades earlier – that, while not disqualifying on their own, reshape how their trustworthiness is perceived.

    The polygraph’s power lies in creating the conditions under which deception is confessed.

    A predictable pattern

    No administration has been immune to the impulse to investigate leaks. The reflex is bipartisan and familiar: An embarrassing disclosure appears in the press – contradicting official statements or exposing internal dissent – and the White House vows to identify and punish the source. Polygraphs are often part of this ritual.

    During his first term, Trump intensified efforts to expose internal dissent and media leaks. Department guidelines were revised to make it easier for agencies to obtain journalists’ phone and email records, and polygraphs were reportedly used to pressure officials suspected of talking to the press. That trend has continued – and, in some areas, escalated.

    Recent policies at the Pentagon now restrict unescorted press access, revoke office space for major outlets and favor ideologically aligned networks. The line between legitimate leak prevention and the surveillance or sidelining of critical press coverage has grown increasingly blurred.

    At agencies such as the Department of Homeland Security and the FBI, polygraphs are reportedly being used more frequently – and more punitively – to identify internal dissenters. Even “cold cases,” such as the leak of the Supreme Court’s Dobbs opinion ahead of its overturning of Roe v. Wade, have been reopened, despite prior investigations yielding no definitive source.

    Government reaction varies

    Not all leaks are treated the same. Disclosures that align with official narratives or offer strategic advantage may be quietly tolerated, even if unauthorized. Others, especially those that embarrass senior officials or reveal dysfunction, are more likely to prompt formal investigation.

    In 2003, for example, the leak of CIA officer Valerie Plame’s identity – widely seen as retaliation for her husband’s criticism of the Iraq War – triggered a federal investigation. The disclosure embarrassed senior officials, led to White House aide Scooter Libby’s conviction for perjury, later commuted, and drew intense political scrutiny.

    Leaks involving classified material draw the sharpest response when they challenge presidential authority or expose internal disputes. That was the case in 2010 with Chelsea Manning, whose disclosure of diplomatic cables and battlefield reports embarrassed senior officials and sparked global backlash. Government reaction often depends less on what was disclosed than on who disclosed it – and to what effect.

    A narrow set of disclosures, such as those involving espionage or operational compromise, elicit broad consensus as grounds for prosecution. But most leaks fall outside that category. Most investigations fade quietly. The public rarely learns what became of them. Occasionally, there is a vague resignation, but direct accountability is rare.

    What the future holds

    Trump’s polygraph campaign is not likely to eliminate leaks to the press. But they may have a chilling effect that discourages internal candor while diverting investigative energy away from core security priorities.

    Even if such campaigns succeed in reducing unauthorized disclosures, they may come at the cost of institutional resilience. Historically, aggressive internal enforcement has been associated with declining morale and reduced information flow – factors that can hinder adaptation to complex threats.

    Some researchers have suggested that artificial intelligence may eventually offer reliable tools for detecting deception. One recent assessment raised the possibility, while cautioning that the technology is nowhere near operational readiness.

    For now, institutions will have to contend with the tools they have – imperfect, imprecise and more performative than predictive.

These appointments bring deep operational and technical expertise to the executive team at a pivotal time in the company’s expansion.

         Annyeonghaseyo. Good afternoon. It is both a pleasure and honour to be here with you today in Seoul.
     
         Let me begin by extending my warmest greetings and heartfelt appreciation to the Korea Chamber of Commerce and Industry and our ETO (Economic and Trade Office) colleagues for organising this luncheon.
     
    Hong Kong: good for business
     
         Allow me to start by offering a brief snapshot of where Hong Kong stands today.
     
         Hong Kong has been back on a path of growth following the global challenges of the pandemic.  In 2024, we recorded a GDP growth of 2.5 per cent. This year, despite continued global uncertainties from tariff war to geopolitical tensions, our economy recorded a 3.1 per cent growth in the first quarter. Our merchandise exports continued to register strong double-digit growth.
     
         Foreign businesses continue to cast a vote of confidence in our city. In 2024, the number of overseas and Mainland companies operating in Hong Kong reached an all-time high at nearly 10 000.  American and European companies rose by around 10 per cent, while Korean companies rose by 9 per cent year on year.  
     
         Hong Kong continues to shine in international rankings. We are among the world’s top three global financial centres. The latest IMD (International Institute for Management Development) World Competitiveness Ranking places us as the third most competitive economy worldwide. Last October, the Fraser Institute reaffirmed our position as the world’s freest economy. These accolades are no coincidence. They are the result of persistent hard work to drive our competitiveness forward, backed by transparent, consistent and predictable policies, market openness and global connectivity.
     
         A critical foundation of our success is a stable and secure environment. This year marks the fifth anniversary of the implementation of the Hong Kong National Security Law. It restores law and order in Hong Kong and provides confidence to the international business community. Indeed, a survey by the American Chamber of Commerce (in Hong Kong) in January this year showed that (more than) 80 per cent of its members expressed confidence in Hong Kong’s rule of law.  And 70 per cent reported that the National Security Law had no impact on their business operations.
     
         Under the “one country, two systems” framework, Hong Kong continues to be an open, diverse and international city. We are a free port, uphold a freely convertible currency pegged to the US dollar, ensure the free flow of capital, goods, information and talent, and practise the common law system.
     
         President Xi Jinping and the Central Government of China have made clear that the “one country, two systems” framework is here to stay for the long term. 
     
         Investor confidence is reflected in hard data. Our stock market, for example, rose by 18 per cent last year, and has gained another 20 per cent this year. Initial public offerings (IPOs) on the Hong Kong Stock Exchange have raised about US$16 billion so far this year, making Hong Kong the top IPO venue globally to date. The total bank deposits grew by 7 per cent last year and another 7 per cent this year, now exceeding US$2.3 trillion, six times our GDP.
     
    The Greater Bay Area
     
         Meanwhile, Hong Kong is the international gateway to the Guangdong-Hong Kong-Macao Greater Bay Area, or GBA, which is an economic powerhouse with 87 million people and a combined GDP of US$2 trillion. With a per capita GDP of US$23,000, or US$40,000 on a purchasing power parity basis, the GBA is not just a manufacturing base, but also a sophisticated, high-growth consumer market.
     
         The region is deeply interconnected. High-speed rail puts us just 15 minutes from Shenzhen and 45 minutes from Guangzhou. With seven international airports and a combined annual passenger throughput of over 200 million, the GBA sits within a five-hour flight radius of half the world’s population. Hong Kong International Airport, the world’s busiest cargo airport, now operates with a third runway and is gearing up to handle 120 million passengers and 10 million tonnes of cargo annually by 2035.
     
         The GBA is also a cradle of innovation. According to the World Intellectual Property Organization, the Shenzhen-Hong Kong-Guangzhou science and technology cluster ranks second globally in innovation, and has done so for five consecutive years. Hong Kong excels in basic research, anchored by five universities ranked among the world’s top 100. Three of them are in the global top 20 for data science and AI; our two medical schools are ranked among the top 40. Meanwhile, Shenzhen and Guangzhou lead in commercialisation and advanced manufacturing. Together, the GBA is like fusing the financial power of New York with the innovation energy of Silicon Valley.
     
    Opportunities for Korean businesses
     
         So, what does this mean for Korean businesses?
     
         First, Hong Kong’s financial markets offer unparalleled connectivity and liquidity. We serve as a two-way platform, connecting international capital with Mainland markets and vice versa. Through our Connect Schemes, including Stock Connect, Bond Connect, and ETF (Exchange-traded Fund) Connect, and more, Mainland investors can access Hong Kong’s markets, while global investors can access the Mainland through Hong Kong.
     
         The recent surge in our stock market reflects two important trends. First, the rebalancing act of international investors to diversify risks out of global economic uncertainty, particularly in the US; and second, optimism about China’s technology prowess demonstrated by DeepSeek and others. Korean investors have already taken note. And they are apt in taking actions. In February this year, we saw the highest level of Korean investment into our stock market in over three years.
     
         Beyond the stock market, asset and wealth management is another area where we are seeing rapid growth. Hong Kong now manages over US$4 trillion in assets. With a growing ecosystem of related financial services, we are on track to become the world’s largest cross-border wealth management hub by 2028. For Korean firms in private banking and asset management, the opportunities are significant. Indeed, many American and European asset and wealth managers have been expanding their hiring and office accommodation in the city.
     
         Hong Kong also serves as a powerful springboard for Korean goods, not just into the GBA or the Chinese Mainland, but across the entire ASEAN (Association of Southeast Asian Nations) region. As a duty-free port with seamless customs clearance and unmatched connectivity, Hong Kong offers Korean exporters a fast, cost-effective and reliable route to high-growth markets. From electronics and cosmetics to food products and fashion, Hong Kong is your launchpad.
     
         In innovation and technology, Hong Kong is making strategic and forward-looking moves. We are placing particular emphasis on the development of key sectors such as artificial intelligence and biotech. In addition to our world-class research capabilities, Hong Kong is where Mainland and international data converge. This is a distinct competitive advantage for data-intensive industries.  
     
         Our close collaboration with other cities in the GBA is further accelerating this momentum.  Along our boundary with neighbouring Shenzhen, we are developing a joint innovation and technology park, where we are piloting innovative policies to facilitate the seamless flow of data, talent, capital and even biosamples. We have also established joint clinical trial centres to expedite drug development and streamline cross-boundary regulatory approvals. For Korean tech and pharmaceutical firms seeking expansion and collaboration opportunities, Hong Kong is your ideal location. 
     
    The pleasures of life
     
         Beyond business, Hong Kong is a city alive with culture, diversity, and global connectivity. We are a true melting pot of East and West.  Korean culture, from K-pop to kimchi, has found a warm and enthusiastic following in Hong Kong.  And we are glad that more and more Korean visitors are coming to our city to see for themselves our vibrancy. In the first half of this year, Hong Kong welcomes more than half a million of Korean visitors, a 25 per cent increase year on year.

With more than 200 Michelin-recognised restaurants, hiking trails minutes from the city, and a coastline that rivals the best in the region, Hong Kong offers not only opportunity, but quality of life.   • MIL-OSI Africa: Trade Minister welcomes developments in Vodacom-Maziv merger

    Trade, Industry and Competition Minister Parks Tau has welcomed the agreement reached between the merging parties and the Competition Commission in the Vodacom-Maziv merger deal.

    “The substantial public interest commitments made by the merging parties will significantly improve access to affordable internet for underserved communities, thus enabling easier participation in economic activity, particularly for young people,” the Department of Trade, Industry and Competition (dtic) said on Wednesday.

    In October last year, the Minister noted the order issued by the Competition Tribunal prohibiting the proposed merger between Vodacom (Pty) Ltd and Maziv (Business Venture Investments No. 2213 (Pty) Ltd).

    The order followed the Competition Commission’s initial recommendation to prohibit the merger, citing significant concerns that it could substantially reduce competition in critical markets, particularly within the 5G Fixed Wireless Access (FWA) and fibre infrastructure sectors.

    In a statement on Tuesday, the Competition Commission said it had reached an agreement with the parties on revised conditions that substantially remedy the competition concerns raised by the Commission in its recommendation to the Tribunal that the Vodacom/Maziv merger be prohibited.

    This agreement follows constructive engagements between the Commission and the merger parties to remedy the deficiencies in the previous conditions identified by the Tribunal in its prohibition of the merger.

    There were three primary competition concerns that were not adequately addressed by the proposed conditions at the time of concluding the Tribunal hearings.

    The first of these was the horizontal reduction in competition between Fixed Wireless Access (FWA) and Fibre to the Home (FTTH).

    According to the Commission, the revised conditions address these shortcomings by improving the capex commitment by Maziv and extending it to a five-year period post-merger to ensure that Maziv remains incentivised to service third party network operators.

    The second issue was the horizontal overlap in FTTH infrastructure and potential price increases post-merger.

    “The previous conditions were inadequate insofar as they included a ‘weak’ divestiture condition that did not adequately incentivise the merging parties to divest the overlapping infrastructure. The revised conditions put in place a standard divestiture arrangement whereby the failure to sell the assets within a particular period result in a trustee divestiture process to ensure the assets are divested and pre-merger competition is restored,” said the Commission.

    It further added that the condition follows the standard formulation used in other merger transactions and requires that a transparent and competitive process be followed to identify a proposed purchaser.
    The third issue was over vertical foreclosure concerns with the commission stating that although there were fairly comprehensive conditions in place to address foreclosure, there were notable challenges with monitoring and enforcing the conditions with the resulting concern that action would not be sufficiently timely to prevent foreclosure from occurring and harming competition.

    “The revised conditions introduce some structural changes to Maziv’s governance structure that limit the merged entity’s incentives to foreclose competitors. The conditions now also incorporate an enhanced fast-track interim relief process that will address potential foreclosure concerns while the lengthier formal process to investigate any alleged foreclosure is underway. This ensures that any attempt to get a first-mover advantage that will have an enduring effect in the market can be prevented through fast-track interim relief,” it said.

    Public interest

    The Commission added that there are significant improvements to the public interest commitments which increase the substantiality of these commitments.

    These include additional capex spend to roll-out new (Fibre-to-theBusiness (FTTB), FTTH and Fibre-to-the-Site (FTTS) infrastructure, free access to 1Gigabit per second fibre lines for public libraries and clinics passed by FTTH infrastructure, an increase in the number of police stations that Vodacom will provide with FWA products, an additional commitment to enterprise development and an increase in the employee share ownership plan previously agreed.

    “Access to reliable, high-speed internet is the cornerstone of a dynamic economy and a democratic society. The Commission is confident that the revised conditions agreed with the merger parties will ensure that South Africa will benefit from the continued competitive prices and product choices in this critical sector,” Commissioner Doris Tshepe said.

    This as Minister Tau further welcomed the investment committed by parties.

    “This commitment will ensure that South Africa participates meaningfully in the global economy through new sectors like Generative Artificial Intelligence, the Internet of Things and other ICT related sectors which will propel the world into the future.

    “The matter will proceed, unopposed, at the Competition Appeal Court where the agreement will be placed before the Court for its final consideration. The Minister thanks all parties involved for their constructive engagement throughout this process,” said the dtic.

    The Commission as one of the the three independent statutory bodies established in terms of the Competition Act to regulate competition between firms in the market, it is the investigating and prosecuting agency in the competition regime while the Tribunal is the court. – SAnews.gov.za

    Prime Minister Narendra Modi on Wednesday expressed deep pride in the Indian diaspora in Namibia, commending their role in preserving Indian culture and fostering stronger ties between India and the southern African nation.

    In a post on X, the Prime Minister said, “The Indian community in Namibia is extremely optimistic about closer India-Namibia friendship and this reflected in the special welcome in Windhoek. I am extremely proud of our diaspora, particularly the manner in which they have retained a connect with their culture and traditions.”

    PM Modi arrived in Namibia earlier today on the final leg of his five-nation tour. He received a traditional welcome at Hosea Kutako International Airport, where he was greeted by Namibia’s Minister of International Relations and Cooperation, Selma Ashipala-Musavyi.

    Local musicians and dancers performed at the airport to mark the occasion. In a gesture that drew warm applause, Prime Minister Modi joined the performers and played the Namibian drums, highlighting his appreciation for local customs and traditions.

    This marks Prime Minister Modi’s first visit to Namibia and only the third visit by an Indian Prime Minister to the country in the last 27 years.

    Soon after his arrival, the Prime Minister posted on X, “Landed in Windhoek a short while ago. Namibia is a valued and trusted African partner with whom we seek to boost bilateral cooperation.”

    During the visit, PM Modi will hold bilateral talks with Namibian President Netumbo Nandi-Ndaitwah. Both leaders are expected to discuss expanding cooperation in key areas such as energy, healthcare, education, digital technology, and development partnership.

    The visit will also include an address to a Joint Session of the Namibian Parliament, marking an important milestone in India-Namibia relations.

    According to the Ministry of External Affairs, India and Namibia share historic ties dating back to India’s early support for Namibia’s independence movement. In 1946, India raised the issue of Namibian independence at the United Nations.

    Ahead of his visit, PM Modi described Namibia as “a trusted partner” with whom India shares a “common history of struggle against colonialism.”

    “I look forward to meeting President H.E. Dr. Netumbo Nandi-Ndaitwah and charting a new roadmap for cooperation for the benefit of our peoples, our regions and the wider Global South,” the Prime Minister said, adding that addressing the Namibian Parliament would be a privilege as both nations celebrate “our enduring solidarity and shared commitment for freedom and development.”

    The Prime Minister had earlier expressed confidence that his visits to the five countries would further strengthen India’s ties across the Global South, deepen cooperation on both sides of the Atlantic, and expand engagement within multilateral platforms such as BRICS, the African Union, ECOWAS and CARICOM.

Today, we are joined by Mr. Fu Linghui, spokesperson of the National Bureau of Statistics (NBS) and director general of the Department of Comprehensive Statistics of the NBS. Mr. Fu will brief you on China’s economic performance in May 2025 and then take your questions.

    Now, I’ll give the floor to Mr. Fu.

    Fu Linghui:

    Ladies and gentlemen, good morning. I am very pleased to attend today’s press conference. I will start by briefing you on the main economic indicators for this May and then take your questions.

    In May, China’s economy remained stable while making further progress.

    In May, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, all regions and departments conscientiously implemented the decisions and deployments of the Party Central Committee and the State Council. Adhering to the general principle of seeking progress while maintaining stability, we fully and accurately implemented the new development philosophy on all fronts, accelerated the construction of the new development pattern, solidly promoted high-quality growth, and accelerated the implementation of more proactive and effective macro policies. The national economy withstood the pressure and operated steadily, with production demand growing steadily, employment remaining stable, new drivers of growth becoming stronger, and high-quality development moving toward excellence and innovation.

    First, industrial production registered stable growth and equipment manufacturing and high-tech manufacturing grew quickly.

    In May, the total value added of industrial enterprises above designated size grew by 5.8% year on year, or 0.61% month on month. In terms of sectors, the value added of mining went up by 5.7% year on year, manufacturing up by 6.2%, and the production and supply of electricity, thermal power, gas and water up by 2.2%. The value added of equipment manufacturing increased by 9.0% year on year, and that of high-tech manufacturing increased by 8.6%, which were 3.2 percentage points and 2.8 percentage points faster than that of the total value added by industrial enterprises above designated size. In terms of ownership, the value added of state holding enterprises increased by 3.8% year on year; that of share-holding enterprises increased by 6.3%; that of enterprises funded by foreign investors or investors from Hong Kong, Macao and Taiwan increased by 3.9%; and that of private enterprises increased by 5.9%. In terms of products, the outputs of 3D printing devices, industrial robots and new energy vehicles (NEVs) grew by 40.0%, 35.5% and 31.7% year on year, respectively. In the first five months, the total value added of industrial enterprises above designated size went up by 6.3% year on year. In May, the manufacturing purchasing managers’ index (PMI) stood at 49.5%, an increase of 0.5 percentage point from the previous month. The production and operation expectation index was 52.5%, up by 0.4 percentage point. In the first four months, the total profits made by industrial enterprises above designated size were 2.117 trillion yuan, up by 1.4% year on year.

    Second, the service sector grew quickly, with the modern services sector gaining momentum.

    In May, the index of services production (ISP) increased by 6.2% year on year, 0.2 percentage point faster than that of the previous month. In terms of sectors, that of information transmission, software and information technology services, and leasing and business services, wholesales and retails grew by 11.2%, 8.9% and 8.4% year on year, respectively, which were 5.0 percentage points, 2.7 percentage points and 2.2 percentage points faster than that of the ISP. In the first five months, the ISP increased by 5.9% year on year. In the first four months, the business revenue of service enterprises above designated size went up by 7.2% year on year. In May, the business activity index for the service sector was 50.2%, up 0.1 percentage point from the previous month; and the business activity expectation index was 56.5%, rising by 0.1 percentage point. Specifically, the business activity index for sectors like railway transportation, air transportation, postal service, telecommunication, broadcast, television and satellite transmission services, internet software and information technology services, stayed within the high expansion range of 55.0% and above.

    Third, market sales recovered and sales of products under the trade-in program grew rapidly.

    In May, the total retail sales of consumer goods was 4.1326 trillion yuan, up by 6.4% year on year, 1.3 percentage points faster than that of April; or up by 0.93% month on month. Analyzed by different areas, the retail sales of consumer goods in urban areas reached 3.6057 trillion yuan, up by 6.5% year on year; and that in rural areas reached 526.9 billion yuan, up by 5.4%. Grouped by consumption patterns, the retail sales of goods were 3.6748 trillion yuan, up by 6.5%; and the income of catering was 457.8 billion yuan, up by 5.9%. Sales of basic living goods and some upgraded products showed good growth. Retail sales in units above designated size of grain, oil and food products, jewelry, and sports and entertainment goods grew by 14.6%, 21.8% and 28.3%, respectively. The effect of trade-in of consumer goods continued to show results, with the retail sales of household appliances and audiovisual equipment, communication equipment, cultural and office supplies, and furniture by enterprises above designated size growing by 53.0%, 33.0%, 30.5% and 25.6%, respectively. In the first five months, the total retail sales of consumer goods reached 20.3171 trillion yuan, up by 5.0% year on year. Online retail sales reached 6.0402 trillion yuan, up 8.5% year on year. Specifically, the online retail sales of physical goods were 4.9878 trillion yuan, up 6.3%, accounting for 24.5% of the total. In the first five months, the retail sales of services grew by 5.2% year on year.

    Fourth, fixed-asset investment continued to expand, with manufacturing investment growing fast.

    In the first five months, fixed-asset investment (excluding rural households) reached 19,194.7 billion yuan, up 3.7% year on year. Excluding real estate development investment, fixed-asset investment grew 7.7%. By sector, investment in infrastructure grew 5.6% year on year, manufacturing investment rose 8.5%, and real estate development investment fell 10.7%. Nationwide, sales of newly built commercial buildings totaled 353.15 million square meters, down 2.9% year on year. Sales of newly built commercial buildings were 3,409.1 billion yuan, a decrease of 3.8%. By sector, primary industry investment grew 8.4% year on year, secondary industry investment rose 11.4%, and tertiary industry investment fell 0.4%. Private investment was flat from a year earlier. Excluding investment in real estate development, private investment increased 5.8%. Within high-tech industries, investment in information services rose 41.4% year on year; investment in aerospace vehicle and equipment manufacturing grew 24.2%; investment in computer and office device manufacturing increased 21.7%; and investment in professional technical services climbed 11.9%. In May, fixed-asset investment (excluding rural households) increased 0.05% month on month.

    Fifth, goods imports and exports continued to grow, and the trade structure kept improving.

    In May, total goods imports and exports reached 3,809.8 billion yuan, up 2.7% year on year. Of this total, exports hit 2,226.7 billion yuan, up 6.3%, while imports were 1,533.1 billion yuan, down 2.1%. In the first five months, total goods imports and exports reached 17,944.9 billion yuan, up 2.5% year on year. Of this total, exports reached 10,668.2 billion yuan, up 7.2%, while imports were 7,276.7 billion yuan, down 3.8%. In the first five months, general trade imports and exports grew 0.8%, accounting for 64.2% of the total trade value. Imports and exports by private enterprises grew by 7% year on year, accounting for 57.1% of the total trade value, up 2.4 percentage points from the same period last year. Exports of mechanical and electrical products grew 9.3% year on year, accounting for 60% of the total export value.

    Sixth, employment remained generally stable and the surveyed urban unemployment rate declined.

    In the first five months, the average surveyed urban unemployment rate was 5.2%. In May, the surveyed urban unemployment rate was 5%, down 0.1 percentage point from the previous month. The surveyed unemployment rate for people with local household registration was 5%, and the rate for those with non-local household registration was also 5%. The rate for people with non-local agricultural household registration was 4.9%. The surveyed urban unemployment rate in 31 major cities was 5%, down 0.1 percentage point from April. The average weekly working hours for employees at enterprises nationwide was 48.5 hours.

    Seventh, consumer prices remained low, while the core consumer price index (CPI) rebounded modestly.

    In May, the CPI fell 0.1% year on year and 0.2% month on month. By category, prices for food, tobacco and alcohol rose 0.1% year on year; clothing prices increased 1.5%; housing prices were up 0.1%; prices for household goods and services rose 0.1%; transportation and communication prices fell 4.3%; education, culture and entertainment prices increased 0.9%; health care prices rose 0.3%; and prices for other goods and services jumped 7.3%. In terms of food, tobacco and alcohol prices, fresh vegetable prices fell 8.3%, grain prices dropped 1.4%, pork prices rose 3.1%, and fresh fruit prices increased 5.5%. The core CPI, which excludes food and energy prices, went up 0.6% year on year, 0.1 percentage point higher than that of the previous month. In the first five months, the CPI dipped 0.1% year on year.

    In May, the national producer price index (PPI) fell 3.3% year on year and 0.4% from the previous month. Purchasing prices for industrial producers dropped 3.6% year on year and 0.6% from the previous month. In the first five months, both the national PPI and the purchasing price index for industrial products fell 2.6% from a year earlier.

    Overall, in May, as the effects of a combined policy package continued to materialize, efforts to stabilize the economy and promote growth showed clear results. The national economy maintained a generally stable trajectory with steady progress, fully demonstrating its resilience and vitality. It should also be noted that there are many external uncertainties and destabilizing factors, domestic demand’s internal growth momentum still needs to be strengthened, and the foundation for sustained economic recovery and improvement needs to be further consolidated. Moving ahead, we must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, resolutely implement the decisions and deployments of the CPC Central Committee and the State Council, and adhere to the general principle of pursuing progress while ensuring stability.   • MIL-OSI Africa: Algeria deepens trade ties with other African countries as it gears up for Africa’s biggest marketplace

    Algeria is working towards increasing its share of trade with other African countries by tapping into opportunities created by the African Continental Free Trade Area (AfCFTA).

    In a keynote address during the Algeria Intra-African Trade Fair (IATF) 2025 Business Roadshow, Algeria’s Minister of Foreign Trade and Export Promotion, H.E. Prof. Kamal Rezig stated that this includes enhancing continental connectivity through infrastructure projects such as the Trans-Sahara Highway and the Zouerate Road project linking the Tindouf border with Mauritania and the Nigeria-Algeria gas pipeline and fibre optic cable.

    “In order to improve the business climate in Algeria, the State has endeavoured to ensure a stable, transparent, stimulating and attractive economic and institutional environment for investment. This is in addition to ensuring stability of legislation that regulates local and foreign investment, and simplifying administrative procedures, development and strengthening of the banking system, the capital market and the insurance sector, as well as development of human resources capabilities and skills, with the aim of adapting its economy to global transformations,” H.E. Rezig said, adding that besides developing key sectors, the country is also promoting exports in the continent within the framework of AfCFTA.

  • MIL-OSI China: China-Egypt practical cooperation yields fruitful outcomes

    Under the strategic guidance of leaders of the two countries, China-Egypt relations have, over the past years, made great strides, becoming a model of solidarity, cooperation and mutual benefit between China and Arab, African, and other developing countries.

    By aligning China’s Belt and Road Initiative (BRI) with Egypt’s Vision 2030, the two countries have drawn up a promising blueprint for practical cooperation and achieved remarkable outcomes across various sectors.

    STRATEGIC COOPERATION

    Chinese Ambassador to Egypt Liao Liqiang said that since the China-Egypt comprehensive strategic partnership was established in 2014, leaders of both countries have frequently met on bilateral and multilateral occasions, jointly steering Belt and Road cooperation and shaping a shared future in the new era.

    Frequent high-level exchanges have laid a solid foundation for deepening ties, anchored by both countries’ firm support for each other’s core interests, former Egyptian ambassador to China Magdy Amer told Xinhua, adding that under the BRI, bilateral trade has surged, and Chinese investment in Egypt has expanded rapidly.

    Waleed Gaballah, a member of the Egyptian Association for Political Economy, Statistics and Legislation, said that BRI projects, including the Central Business District in Egypt’s New Administrative Capital, and the China-Egypt TEDA Suez Economic and Trade Cooperation Zone within the Suez Canal Economic Zone (SCZone) located southeast of Cairo, have invigorated Egypt’s economy.

    On July 2, the foundation stone was laid for the Deli Glass production base in the TEDA zone. With a 70 million U.S. dollar investment, its first phase will include a high-grade glass furnace and advanced automated production lines.

    The site will produce high-quality household glassware and evolve into an industrial cluster integrating research and development, manufacturing, advanced processing, packaging, logistics, and export.

    SCZone chairman Waleid Gamal El-Dein said the project marks the latest outcome of deepening cooperation between the zone and global investors, especially Chinese ones, reflecting the growing bilateral relations, political trust and economic collaboration between Egypt and China.

    So far, 185 enterprises have settled in the TEDA zone, bringing total investment to around 3 billion U.S. dollars and generating over 5.3 billion U.S. dollars in sales, with key industries including building materials, petrochemicals, textiles and new energy, among others, according to Cao Hui, executive director of Egypt-TEDA SEZone Development Company.

    After touring Haier Egypt Ecological Park and the welding factory of Jetour Egypt in mid-June, former Egyptian Prime Minister Essam Sharaf described the projects as the fruits of a long-term partnership, strengthened by Belt and Road cooperation.

    “They reflect the initiative’s aim to promote shared development among participating countries,” he told Xinhua, emphasizing the importance of working with China to modernize Egypt’s industrial base.

    ACHIEVEMENTS ON MULTIPLE FRONTS

    In recent years, China and Egypt have jointly achieved several “firsts”: Chinese companies constructed Africa’s tallest skyscraper in Egypt, built Egypt’s first electrified light rail, and supported Egypt to become the continent’s leading fiberglass base. Chinese technology has also enabled Egypt to become the first African country with full satellite assembly and testing capabilities.

    In addition, Chinese firms helped drill over 680 desert water wells in Egypt over nine years, gradually turning barren land into farmland. Tech company Huawei has trained about 40,000 Egyptian youth through its ICT programs.

    Meanwhile, the flourishing cultural ties between the two countries have enhanced mutual understanding and added vitality to the partnership.

    Chinese has been formally integrated into Egypt’s national education system, with 30 universities offering Chinese courses and more than 20 secondary schools providing Chinese as an elective subject.

    Chinese cultural festivals and events held in Egypt, like “Happy Spring Festival,” “Tea for Harmony,” and “Chinese Film Week,” as well as various music performances, have attracted wide interest in Egypt and greatly promoted cultural interaction.

    Joint archaeological efforts have further deepened. In Luxor’s Karnak Temple complex, a Sino-Egyptian archaeological team revived the Montu Temple ruins, which had remained buried for over 3,000 years. Another collaborative initiative involves the digital documentation and study of thousands of anthropoid coffins discovered in the Saqqara necropolis, alongside efforts to restore the Ramses II statue at Karnak Temple.

    From museums and pyramids to southern temples and Red Sea resorts, Chinese tourists have been arriving in Egypt in growing numbers. To enhance their travel experience, Egypt has introduced Chinese-language signage in famous tourist sites, increased Chinese-speaking guides, and encouraged more hotels to offer Chinese cuisine.

    Last month, Air China announced a new direct flight between Beijing and Cairo, which is to be launched on Wednesday, operating three times weekly.

    “The new route will strengthen people-to-people exchanges and further deepen tourism cooperation between the two nations,” said Ahmed Youssef, chairman of the Egyptian Tourism Promotion Authority.

         Hong Kong’s housing policy has all along been an important cornerstone of social development. The current-term Government put in place measures to enhance quantity, speed, efficiency and quality in land production. With our unremitting efforts in the past three years, the problem of back-loaded public housing supply (including public rental housing (PRH) and subsidised sale flats (SSF)) has completely turned around. Coupled with Light Public Housing (LPH), the total public housing supply (including also PRH and SSF) in the coming five years (i.e. 2025-26 to 2029-30) will reach 197 000 units, which is a significant increase of 85 per cent as compared with the first five year period since the current-term Government took office (i.e. 2022-23 to 2026-27). In addition, we have successfully capped the waiting time for PRH, which has reduced from the peak of 6.1 years to 5.3 years. The oversubscription rate of Home Ownership Scheme (HOS) has also dropped from the peak of 62 times in HOS 2019 to 14 times in HOS 2024. Looking ahead, with the completion of various public housing (including PRH and SSF) as well as LPH projects, the Composite Waiting Time for Subsidised Rental Housing will gradually decline. Therefore, we have more confidence to provide more SSF to further meet the home ownership aspiration of the public.
     
         Currently, about half of the households are residing in accommodations that they own. For most people, buying a property is a major life decision involving many considerations, such as family and childbearing plans as well as the pursuit of a more independent and modern lifestyle, etc. For low- to middle-income persons who cannot afford private housing, SSF is a very suitable first step in realising their dream of home ownership. In this regard, we have all along been striving to enhance the housing ladder through the provision of various types of SSF in response to the home ownership aspiration of households with different income and encourage citizens from all walks of life to move up the social ladder according to their abilities.
     
         In consultation with the Financial Services and the Treasury Bureau and the Census and Statistics Department (C&SD), our reply to the questions raised by Dr the Hon Wendy Hong is as follows:
     
    (1) and (2) Results of the 2016 Population By-census and the 2021 Population Census conducted by C&SD provide statistics regarding home ownership and related demographic and socio-economic characteristics of Hong Kong’s domestic households in the past decade. The number of owner-occupier domestic households by age group of household head and type of housing are listed in Annex 1. Over the past five years, the number of owner-occupier households and households owning SSF increased by over 80 000 and nearly 30 000 respectively, representing growth rates of 6 per cent and 7 per cent. This reflects a rising trend of homeownership among families. The median monthly income and the median mortgage payment and loan repayment of owner-occupier domestic households are listed in Annex 2.
     
         It is worth noting that between 2016 and 2021, only an average of about 4 200 flats were put up for sale under each HOS sale exercise, and the oversubscription rate was as high as about 43 times on average. However, the current-term Government is very determined to tackle the housing problem in Hong Kong. As a result, in the coming five years (i.e. 2025-26 to 2029-30), in addition to PRH/Green Form Subsidised Home Ownership Scheme (GSH) flats, the Hong Kong Housing Authority (HA) and the Hong Kong Housing Society (HS) will have a completion of about 56 500 SSF, averaging about 11 000 units annually. This is 2.6 times of the annual output before the current-term Government took office.
     
    (3) and (4) As stated above, the current-term Government is very determined to resolve housing problem in Hong Kong and we also care about our young people. Therefore, we have introduced a number of policy measures to assist citizens (especially young people) in realising their home ownership aspiration through various aspects, such as supply, allocation and financial arrangements. Since the current-term Government took office, more than 33 000 applicants have purchased SSF, and the difficulties faced by low- and middle-income families in acquiring their own properties over the past decade or so have been clearly reversed by the concerted efforts of the various teams of the current-term Government in providing more land and housing. With the increasing supply of SSF in the coming years, more residents will experience the happiness and sense of fulfillment brought by homeownership over the next decade, enabling more families to settle securely and thrive in our city.
     
         In addition, in terms of supply, the Chief Executive announced in the 2024 Policy Address that the HA would adjust the ratio between PRH (including GSH units) and SSF to gradually adjust the ratio from 7:3 to 6:4 in order to increase the supply of SSF. In the next five years (i.e. 2025-26 to 2029-30), the HA and the HS will complete about 56 500 SSF. As stated above, we believe that a continuous and stable supply of SSF led by the Government is conducive to the upward mobility along the housing ladder and it will help those in need realise their dream of owning a home according to their respective needs and abilities.
     
         At the same time, we have also proposed a series of policy measures to meet the housing needs and demands of different citizens, including revising the ratio between Green Form and White Form in respect of HOS flats from the current 4:6 to 5:5 so as to allow more PRH tenants who would like to purchase HOS flats to move upwards; and increasing the chance of young people and applicants who have made repeated attempts to purchase SSF by optimising the sales arrangements.
     
         Starting from HOS 2024, the HA has implemented the Families with Newborns Flat Selection Priority Scheme which was announced in the 2023 Policy Address. A quota of about 40 per cent of the new flats for sale (i.e. 2 900 flats) under HOS 2024 were set aside for eligible applicants under the Families with Newborns Flat Selection Priority Scheme and the Priority Scheme for Families with Elderly Members for balloting and priority flat selection. During the application period of HOS 2024, the HA received a total of around 106 000 applications. Among them, around 50 000 came from family applicants, in which around 19 000 applied under the Priority Scheme for Families with Elderly Members and Families with Newborns Flat Selection Priority Scheme, representing around 40 per cent of family applicants. If eligible families applying under the Families with Newborns Flat Selection Priority Scheme fail to purchase a flat under HOS 2024, they may still apply under the Scheme for priority flat selection as long as their children are aged three or below on the closing day of the application of subsequent SSF sale exercises. In addition, following GSH 2024, the HA will allocate an extra ballot number to applicants who had failed to purchase a flat in the last two consecutive sale exercises starting from the next HOS exercise, so as to increase their chances of success in purchasing SSF. Based on the figures of HOS 2024, assuming all factors remain constant (including the number of applicants, their age, etc), the success rate of eligible families applying under the of Families with Newborns Flat Selection Priority Scheme in purchasing a flat will increase by about 60 per cent, after obtaining an extra ballot number.
     
         The HA has also been assisting low- to middle-income families in purchasing homes through pricing and financial arrangements. First of all, the Government revised the pricing mechanism of SSF in 2018. The pricing of SSF is calculated on the basis of applicants’ affordability, which is delinked from the private housing market. Under the current pricing mechanism, at least 75 per cent of the flats for sale can allow non-owner occupier households earning the median monthly household income to spend no more than 40 per cent of their monthly income on mortgage payment. Based on affordability calculations, the selling prices of the flats offered under latest GSH and HOS sale exercises were set at 60 per cent and 70 per cent of their assessed market value respectively.
     
         On top of this, the HA relaxed mortgage arrangements for SSF in 2024, including extending the maximum mortgage default guarantee from 30 years to 50 years and extending the maximum mortgage repayment period from 25 years to 30 years to enable purchasers of first-hand and second-hand SSF to obtain mortgage loans from banks and authorised financial institutions participating in the provision of mortgage loans for such flats. After the implementation of relevant arrangements, the number of HOS/GSH flats with a residual guarantee period of more than 10 years increased substantially from about 14 per cent to about 98 per cent. As at May 2025, the average number of transactions of second-hand SSF was about 360 per month, which was about 60 per cent higher than the average number of transactions of about 230 per month in the 12 months before the implementation. Besides, after extending the maximum mortgage repayment period for flats sold under the secondary market from 25 years to 30 years, among buyers who applied for mortgages to purchase SSF in the secondary market, more than half of the cases have a repayment period of 25 years or more. This shows that the above measures have successfully revitalised the secondary market and facilitated the turnover of SSF in the secondary market.
     
         For the secondary market, starting from White Form Secondary Market Scheme (WSM) 2024, the HA has also significantly increased the quota by 1 500 to 6 000, all of which will be allocated to young family applicants and one-person applicants aged below 40. Of all the applications for WSM 2024, more than 80 per cent (i.e. about 28 000 applications) were from young applicants who chose to participate in Youth Scheme (WSM), reflecting that the scheme is well received by young people.
     
         In addition, the Government also responds to the home ownership aspirations of higher-income persons who are not eligible for the HOS and yet cannot afford private housing through Starter Homes for Hong Kong Residents (SH) projects. Apart from the first two SH projects offered for sale by the Urban Renewal Authority (i.e. eResidence Towers 1 and 2, as well as eResidence Tower 3) with a total of over 600 SH units sold, the Government is also taking forward a few other SH projects, which will provide a total of around 5 000 SH units from the next few years onwards. Amongst applicants and final purchasers of SH units offered for sale in the past, around 85 per cent were youth aged 40 or below. We believe that this initiative may help another batch of youngsters from the middle class with higher income yet still cannot afford private housing achieve home ownership with more available options.
     
         Having regard to changes in the overall situation of the property market, the current-term Government has since February 2024 abolished all demand-side management measures for residential properties. The Hong Kong Monetary Authority has also since October 2024 adjusted the countercyclical macroprudential measures for property mortgage loans. The maximum loan-to-value (LTV) ratio and debt servicing ratio (DSR) limit were reverted to the pre-2009 levels before the countercyclical macroprudential measures were first introduced, with the maximum LTV ratio for all residential properties adjusted to 70 per cent, regardless of the value of the property, and the DSR limit adjusted to 50 per cent, providing facilitation to persons with different needs for property purchase. Individuals may also obtain high LTV ratio mortgage loans through the Mortgage Insurance Programme according to their own needs. In particular, for first-time homebuyers with regular income purchasing properties priced at $10 million or below, the LTV ratio can be up to 90 per cent, which greatly reduces their down payment burden.
     
         Furthermore, to ease the burden on buyers of properties at lower values, the Government has since 26 February 2025 adjusted the value bands of Ad Valorem Stamp Duty payable for sale and purchase or transfer of residential and non-residential properties, raising the maximum value of properties chargeable to $100 stamp duty from $3 million and $4 million, facilitating those who wish to purchase flats. As most SSF units are priced below $4 million, buyers may benefit from the aforementioned reduction in stamp duty to $100, with savings up to over $59 000. According to the information from the Inland Revenue Department, there were 3 780 duly stamped sale and purchase agreements for residential properties valued between $3 million and $4 million from March to May 2025, which represents a significant increase of over 70 per cent as compared to the same period last year (March to May 2024) where 2 183 sale and purchase agreements were duly stamped.
     
         We will continue to review whether there is room to optimise various relevant arrangements having regard to factors including developments of the property market, the home ownership needs of different citizens, etc.

  • Broadband subscribers in India cross 944 million, up 2.17% in FY 25: TRAI

    The number of broadband subscribers rose to 944.12 million in India, the Telecom Regulatory Authority of India (TRAI) data showed on Tuesday.

    TRAI released its “Indian Telecom Services – Yearly Performance Indicators Report” for 2024–25, offering a detailed overview of India’s telecom and broadcasting sectors from April 1, 2024, to March 31, 2025.

    India’s internet subscribers rose to 969.10 million from 954.40 million at the end of March 2025, the Ministry of Communications said in a statement. Broadband connections accounted for 944.12 million, registering a 2.17% growth, while narrowband users declined sharply by 17.66% to 24.98 million.

    Mobile Average Revenue Per User (ARPU) saw a notable increase of 16.89%, rising from ₹149.25 to Rs 174.46. Prepaid ARPU rose, while postpaid ARPU marginally declined.

    Total wireless data usage jumped 17.46% to 2,28,779 Petabytes (PB), and data revenue grew 15.49% to Rs 2.15 lakh crore. The number of wireless data users also rose to 939.51 million.

    India’s total telephone subscriber base grew marginally by 0.13% to 1,200.80 million. However, overall teledensity slipped from 85.69% to 85.04%. While urban subscriptions increased slightly, urban teledensity declined by 1.70%. Rural subscriptions also rose, but rural teledensity saw a minor dip.

    Wireless subscribers fell by 0.73%, with a net loss of 8.5 million users. Wireline connections, however, surged by 9.62% to 37.04 million, boosting wireline teledensity from 2.41% to 2.62%.

    The sector’s Gross Revenue (GR) grew by 10.72% to Rs 3.72 lakh crore, while Adjusted Gross Revenue (AGR) rose 12.02% to Rs 3.03 lakh crore. Spectrum Usage Charges and license fees also recorded significant increases.

    In the broadcasting sector, India had 918 permitted private satellite TV channels as of March 2025, with 333 pay channels (232 SD and 101 HD). Pay DTH subscribers declined to 56.92 million, down from 61.97 million the previous year.

    There were 388 operational private FM radio stations across 113 cities, operated by 33 broadcasters after a recent merger. Community Radio Stations also saw growth, increasing from 494 to 531.

    India’s internet subscriber base grew by 1.54% in the financial year 2024–25, rising from 954.40 million in March 2024 to 969.10 million in March 2025, according to data released by the Telecom Regulatory Authority of India (TRAI) on Tuesday.

    The growth was primarily driven by an increase in broadband subscribers, which rose from 924.07 million to 944.12 million, marking a 2.17% year-on-year gain.

    In contrast, narrowband subscriptions declined by 17.66%, falling from 30.34 million to 24.98 million during the same period.

         Following is a question by Professor the Hon Priscilla Leung and a written reply by the Secretary for Financial Services and the Treasury, Mr Christopher Hui, in the Legislative Council today (July 9):

    Question:

         According to the data provided by the Government in its reply to a question raised by a Member of this Council in June this year, the Police recorded a total of 1 534 cases of online investment scams involving an amount of about $1.02 billion in the first four months of this year. In this connection, will the Government inform this Council:

    (1) given that the Securities and Futures Commission (SFC) has launched anti-scam publicity and education programmes targeting three common investment scam scenarios, whether the Government has formulated specific measures to support SFC’s anti-scam publicity programmes, so as to raise public vigilance against investment scams; if so, of the details; if not, the reasons for that;

    (2) whether it has plans to strengthen its co-operation with the SFC to update and enhance investor education, so as to ensure that investors can effectively identify and guard against emerging investment risks as well as evolving fraudulent practices and technologies; and

    (3) whether it has devised further strategies or allocated additional resources to extend the impact of the “Don’t be Sucker” anti-scam publicity campaign launched by the SFC, so as to enable more investors to benefit from the campaign and avoid becoming victims of online investment scams; if so, of the details; if not, the reasons for that?

    President,

         The Government attaches great importance to investor education, and is committed to supporting the Securities and Futures Commission (SFC) and its subsidiary, the Investor and Financial Education Council (IFEC), in enhancing the financial literacy of the public through various means and channels. In consultation with the Security Bureau, the SFC and the Hong Kong Monetary Authority (HKMA), my reply to the various parts of the question is as follows.

    (1) and (2) In the first five months of 2025, there were 1 849 cases of online investment scams recorded by the Police, involving about $1.24 billion. The Government accords high priority to investor protection, and strives to combat online investment scams through two main directions, namely promotion and enforcement.

         On promotion, the Government, together with the SFC and the IFEC, has been striving to enhance investors’ anti-financial scam capabilities, raise the public’s knowledge in relevant financial products, and remind investors of the risks associated with digital finance.

         In March 2025, the IFEC in collaboration with various stakeholders organised the “Hong Kong Money Month” with the theme of “Guard against Fraud Thrive with Resilience” to comprehensively promote anti-scam messages by publicising anti-scam information targeting different segments of the community through cross-media promotion. The promotion videos recorded a total of 20.6 million views during the promotion period. In the face of ever-changing technology and evolving fraud tactics, the IFEC has also introduced various anti-financial scam education resources, animated videos, online seminars, etc to educate the public on safeguarding against investment scams including “ramp and dump” schemes, social media investment groups, fraudulent trading apps or investment platforms, impersonation scams, deepfake technology and phishing messages, etc. The IFEC website also features fraud prevention online games and an anti-scam online quiz, enabling the public to gain anti-scam knowledge through engaging and interactive games.

         The IFEC launched Hong Kong’s first digital financial education experiential learning centre, the IFEC FinEd Hub, in March 2024 to offer investment and anti-scam education to a wider audience through immersive and interactive learning experiences. The FinEd Hub features various interactive anti-scam games for visitors to learn how to identify and respond to various financial scams. As of end-June 2025, the FinEd Hub has recorded over 26 500 visits, with the vast majority of visitors indicating that their visit had enhanced their anti-scam knowledge.

         On the other hand, the HKMA has introduced “Money Safe” with banks to provide an extra layer of security to customers’ bank deposits. “Money Safe” enables customers to segregate a portion of their deposits maintained at banks, protecting them from fund outflows through online and other channels. When releasing the protected deposits, customers would need to undertake extra verification process by staff at bank branches. All retail banks will fully implement “Money Safe” by the end of this year.

         As regards enforcement actions against online investment scams, given that most fraud cases in Hong Kong currently involve the use of stooge accounts for receiving funds, targeting such accounts is an effective way to disrupt the fraud value chain. In the first five months of 2025, the Police arrested a total of 3 028 persons in connection with various fraud and money laundering offences, about 70 per cent of whom were holders of stooge accounts. Since the end of 2023, the Police have also applied to the courts to invoke section 27 of the Organized and Serious Crimes Ordinance (Cap. 455) to seek enhanced penalties for cases involving stooge accounts, so as to strengthen deterrence. There have been cases where convicted stooge account holders received sentences increased by more than 30 per cent.

         The Hong Kong Police Force, together with the police authorities of the Macao Special Administrative Region, Malaysia, Maldives, Singapore, South Korea, and Thailand, has also conducted the first joint operation under the anti-fraud cross-boundary co-operation platform “FRONTIER+” to jointly combat cross-boundary fraud criminal activity. The operation successfully identified and dismantled multiple cross-boundary fraud syndicates, resulting in the arrest of 1 858 persons and involving 9 268 fraud cases, including investment fraud. In addition, noting the increase in online investment scams at the beginning of 2025, the Hong Kong Police have, over the past few months, held press conferences from time to time and stepped up publicity through various channels to remind the public to remain vigilant.

    (3) The SFC launched a new anti-scam campaign “Don’t be Sucker” in December 2024 to caution the public against common tactics used in fraudulent schemes. An original cartoon character “Shui Yu”, symbolising an impulsive and gullible personality that easily fall prey to investment scams, debuted in the campaign.

         Complementing the SFC’s focused promotion of three common scams that the public should avoid (namely online romance scams, impersonation, and deceptive tips from financial influencers), the SFC has rolled out an original campaign theme song and a music video featuring “Shui Yu”, which has recorded over one million views within about three months since its launch. As of end-June 2025, the SFC has published about 50 posts on the social media platform of “Shui Yu”, which has attracted more than 1 500 followers and over 423 000 views by unique users.

         To further promote anti-scam messages through “Shui Yu”, the SFC has produced “Shui Yu”-themed messaging app stickers to spread anti-scam messages in a light-hearted way. Apart from various online and offline advertisements, the SFC extended the “Don’t be Sucker” anti-scam publicity campaign through MTR station commercials and a TV infotainment programme in May to June 2025, garnering more than 1.6 million views in estimate.

         In fact, the Government has been proactively enhancing public awareness of various kinds of scams. The Police have set up the Anti-Deception Coordination Centre since July 2017 to consolidate the efforts of the Police in combating and preventing scams, and have introduced various initiatives including the 24-hour enquiry hotline “Anti-Scam Helpline 18222”, and the “Upstream Scam Intervention” scheme to actively identify potential scam victims.

         In addition, the Police have introduced an anti-scam mascot “The Little Grape” since June 2020 to explain the latest tactics of scammers and disseminate simple anti-scam messages in a friendly and interactive manner. Various “The Little Grape” anti-scam promotional campaigns have also been organised over the past five years. Thanks to these initiatives and the collective efforts of the community, the annual growth rate of scam cases has significantly decelerated from nearly 90 per cent in 2020 to 11.7 per cent last year, indicating a rise in public awareness of scam prevention.

         Going forward, the Government will continue to support relevant organisations and stakeholders in collaboratively launching targeted promotion activities to raise the anti-scam awareness of the public.

However, continued gray-zone aggression from China creates serious threats and challenges to peace and stability in the Taiwan Strait. Our government continues to invest resources to deal with increasingly complex maritime security issues. In addition to building coast guard patrol vessels, we must also step up efforts to build underwater, surface, and airborne unmanned vehicles and smart reconnaissance equipment, so as to demonstrate Taiwan’s determination to defend democracy and freedom and commitment to maintaining peace and stability in the Taiwan Strait. Oceans are Taiwan’s roots, and provide the channels by which we engage with the world. Independence is a sacred, powerful word which has great meaning in this part of the world, he said. Chairman McDevitt indicated that Taiwan has truly become a global beacon of democracy and a key partner for many nations. He then quoted President Lai’s 2024 inaugural address: “We will work together to combat disinformation, strengthen democratic resilience, address challenges, and allow Taiwan to become the MVP of the democratic world.” Chairman McDevitt went on to say that he appreciated the president’s speech with regard to his philosophical depth, sensitivity, and both moral and political clarity. He said that he was deeply moved by the speech, but within a few days of it, China responded with military activities and many threats. The chairman then emphasized that we are in a civilization crisis. Chairman McDevitt mentioned that President Lai has begun a series of 10 lectures, and remarked that they would help the world to understand the identity and the nature of Taiwan, as well as the situation we are in in the world. On behalf of all the delegation, Chairman McDevitt thanked the president for his leadership in dealing with these issues thoughtfully. Chairman McDevitt concluded with a line from the Old Testament which states that if the people have no vision, they will perish. He said that he believes Taiwan’s president has led the people of Taiwan, and the world, with a vision of how to navigate this great civilization crisis together.     President Lai meets Minister of State at UK Department for Business and Trade Douglas Alexander  
    On the morning of June 30, President Lai Ching-te met with Douglas Alexander, Minister of State at the Department for Business and Trade of the United Kingdom. In remarks, President Lai thanked the UK government for its longstanding support for peace and stability across the Taiwan Strait, demonstrating that Taiwan and the UK share similar goals. Noting that two years ago, Taiwan and the UK signed an enhanced trade partnership (ETP) arrangement, the president said that today Taiwan and the UK have signed three pillars under the ETP, which will help promote bilateral economic and trade cooperation. He expressed hope of the UK publicly supporting Taiwan’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) so that together we can create an economic and trade landscape in the Indo-Pacific characterized by shared prosperity and development. A translation of President Lai’s remarks follows: First, on behalf of the people of Taiwan, I extend a warm welcome to Minister Alexander and wish a fruitful outcome for the 27th round of Taiwan-UK trade talks later today. Taiwan-UK relations have grown closer in recent years. We have not only continued to strengthen cooperation in such fields as offshore wind power, innovative technologies, and culture and education but also have established regular dialogue mechanisms in the critical areas of economics and trade, energy, and agriculture. The UK is currently Taiwan’s fourth-largest European trading partner, second-largest source of investment from Europe, and third-largest target for investment in Europe. Two years ago, Taiwan and the UK signed an ETP arrangement. This was particularly meaningful, as it was the first institutionalized economic and trade framework between Taiwan and a European country. Today, this arrangement is yielding further results. I am delighted that Taiwan and the UK have signed three pillars under the ETP covering investment, digital trade, and energy and net-zero. This will help promote bilateral economic and trade cooperation and advance industrial development on both sides. I also want to thank the UK government for its longstanding support for peace and stability across the Taiwan Strait. This month, the UK published its Strategic Defence Review 2025 and National Security Strategy 2025, which oppose any unilateral attempts to change the status quo across the Taiwan Strait. These not only demonstrate that Taiwan and the UK share similar goals but also show that security and prosperity in the Indo-Pacific region are inseparable from those of the transatlantic regions. In addition, last November, the House of Commons passed a motion which made clear that United Nations General Assembly (UNGA) Resolution 2758 neither established the sovereignty of the People’s Republic of China over Taiwan nor determined Taiwan’s status in the United Nations. The UK government also responded to the motion by publicly expressing for the first time its position on UNGA Resolution 2758, opposing any attempt to broaden the interpretation of the resolution to rewrite history. For this, on behalf of the people of Taiwan, I once again want to extend my deepest gratitude. Taiwan and the UK have the advantage of being highly complementary in the technology sector. In facing the restructuring of global supply chains and other international economic and trade developments, I believe that Taiwan and the UK are indispensable key partners for one another. I look forward to the UK publicly supporting Taiwan’s accession to the CPTPP so that together, we can create an economic and trade landscape in the Indo-Pacific characterized by shared prosperity and development. Noting that President Lai spoke in his remarks of the broader challenge of peace and security in the region, Minister Alexander stated that the United Kingdom has, of course, also continued to affirm its commitment to peace and stability in the Taiwan Strait, along with its G7 partners.     President Lai confers decoration on former Japan-Taiwan Exchange Association Chairman Ohashi Mitsuo
    On the morning of June 27, President Lai Ching-te conferred the Order of Brilliant Star with Grand Cordon upon former Chairman of the Japan-Taiwan Exchange Association Ohashi Mitsuo in recognition of his firm convictions and tireless efforts in promoting Taiwan-Japan exchanges. In remarks, President Lai stated that Chairman Ohashi cares for Taiwan like a family member, and expressed hope that Taiwan and Japan continue to deepen their partnership, bring about the early signing of an economic partnership agreement (EPA), and jointly build secure and stable non-red supply chains as we boost the resilience and competitiveness of our economies and jointly safeguard the values of freedom and democracy. A translation of President Lai’s remarks follows: Every meeting I have with Chairman Ohashi, with whom I have worked side by side for many years, is warm and friendly. I recall that when we met last year, Chairman Ohashi said that he often thinks about what Japan can do for Taiwan and what Taiwan can do for Japan, and that it is that mutual concern that makes us so close. This was a truly moving statement illustrating the relationship between Taiwan and Japan. Chairman Ohashi has also said numerous times that our bilateral relations may very well be the best in the entire world, and that in fact they may serve as a model to other countries. When a major earthquake struck in 2016, he personally went to Tainan to assess the situation and meet with the city government. Chairman Ohashi said that the current international situation is rather severe, with wars and conflicts occurring between many neighboring countries. He said that there is a growing trend of nuclear weapon proliferation, emphasizing that use of such weapons would cause significant harm between nations. He also pointed out that some countries even use nuclear weapons as a threat, leading to instability and impacting the global situation. Chairman Ohashi said that neither Taiwan nor Japan possesses nuclear weapons, which is something to be proud of. That is why, he said, we can declare that a world without nuclear weapons is a peaceful world. He also mentioned that during his tenure as chairman of the Japan-Taiwan Exchange Association, he consistently upheld this principle in his work. Chairman Ohashi said that the mission of the World Federalist Movement (WFM) is to promote world peace. He said that the WFM has branches in countries worldwide, with the WFM of Japan being one of the most prominent, and that it also aspires to achieve the goal of world peace. Having served as chairman of the Japan-Taiwan Exchange Association for 14 years, he said, he is now stepping down from this role and will serve as the chairman of the WFM of Japan, aiming to promote peace in countries around the world. Chairman Ohashi said that both Taiwan and Japan can take pride in our friendly bilateral relationship, emphasizing that if the good relationship between Japan and Taiwan could be offered as an example to countries around the world, there would be no more wars.     President Lai meets Japan’s former Economic Security Minister Kobayashi Takayuki
    On the afternoon of June 25, President Lai Ching-te met with Kobayashi Takayuki, Japan’s former economic security minister and a current member of the House of Representatives. In remarks, President Lai expressed hope to combine the strengths of the democratic community to build resilient, reliable non-red supply chains, and ensure a resilient global economy and sustainable development. He also expressed hope that Taiwan and Japan can bring about the early signing of an economic partnership agreement (EPA), and that Japan will continue supporting Taiwan’s bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. The following is a translation of President Lai’s remarks: I welcome Representative Kobayashi back to Taiwan for another visit after seven years. During his last visit, he was with a delegation from the Liberal Democratic Party (LDP) Youth Division, and we met at the Executive Yuan. I am very happy to see him again today. Representative Kobayashi has long paid close attention to matters involving economic security, technological innovation, and aerospace policy. He also made a stunning debut in last year’s LDP presidential election, showing that he is truly a rising star and an influential figure in the political sphere. With this visit, Representative Kobayashi is demonstrating support for Taiwan with concrete action, which is very meaningful. Taiwan and Japan are both part of the first island chain’s key line of defense. We thank the many Japanese prime ministers, including former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as current Prime Minister Ishiba Shigeru, for the many times they have highlighted the importance of peace and stability in the Taiwan Strait at important international venues, and for expressing opposition to the use of force or coercion to unilaterally change the status quo in the Taiwan Strait. In particular, China in recent years has been actively expanding its red supply chains, which threaten the global free trade system and advanced technology markets. In the semiconductor industry, for example, Taiwan has excellent advanced manufacturing capabilities, while Japan plays an important role in materials, equipment, and key technologies. I am confident that, given the experience that Taiwan and Japan have in cooperating, we can build an industrial supply chain composed of democratic nations to ensure a resilient global economy and sustainable development. I hope that Taiwan and Japan can bring about the early signing of an EPA in order to deepen our bilateral trade and investment exchanges and cooperation. I also hope that Japan will continue supporting Taiwan’s bid to join the CPTPP, enhancing our own bilateral partnership, as doing so would create win-win situations and further contribute to regional economic security and stability. Taiwan and Japan are democratic partners that share the values of freedom, democracy, and respect for human rights. I firmly believe that so long as we work together, we can certainly address the challenges posed by authoritarianism, and bring prosperity and development to the Indo-Pacific region. Representative Kobayashi mentioned a Japanese kanji that he is very fond of – 絆 (kizuna) – which means “deep ties of friendship.” He emphasized that a key purpose of this visit to Taiwan was to reiterate the deep ties of friendship between Taiwan and Japan. In addition to deep historical ties, he said, Taiwan and Japan also enjoy a like-minded partnership in terms of economic, personnel, and friendship-oriented exchanges. He went on to say that at the strategic level, Taiwan and Japan also have deep ties of friendship, and that for Japan, it is strategically important that Taiwan not be isolated under any circumstances. Representative Kobayashi emphasized that cooperation between Taiwan and Japan, and even cooperation among Taiwan, Japan, and the United States, are more important now than ever, and that another important focus of this visit is the non-red supply chains referred to earlier by President Lai. He said that as Japan’s first economic security minister and the person currently in charge of the LDP’s policy on economic security, he is acutely aware of the important impact of economic security on national interests, and therefore looks forward to further exchanging views regarding Taiwan’s concrete steps to build non-red supply chains. The president said that we will continue to strengthen bilateral investment and industrial cooperation and create a more comprehensive environment for economic and trade exchanges to jointly enhance economic and developmental resilience. And the delegation led by Executive Yuan Secretary-General Kung Ming-hsin (龔明鑫) sent by Taiwan to this year’s SelectUSA Investment Summit in Washington, DC, was again the largest of those attending. All of this demonstrates Taiwan’s commitment to working alongside the US to create mutual prosperity. In the future, we will continue to strengthen bilateral investment and industrial cooperation. And I hope that the legislation addressing the issue of Taiwan-US double taxation will become law this year. I want to thank Congressman Bera for co-leading a joint letter last November signed by over 100 members of Congress calling for such legislation. I believe that by creating a more comprehensive environment for economic and trade exchanges, Taiwan and the US can enhance economic and developmental resilience. Congressman Bera then delivered remarks, saying that on behalf of the delegation, it is an honor for him to be here once again, it being last January that he and Congressman Mario Díaz-Balart visited and congratulated President Lai on his election victory, noting that theirs was the first congressional delegation to do so. Congressman Bera said that this is an important time, not just for the US and Taiwan relationship, but for all relationships around the world. When we look at conflicts in Europe and in the Middle East, he said, it is incumbent upon democracies to hold the peace in Asia. He emphasized that is why it is important for them to bring a delegation of members of the Foreign Affairs Committee and the Armed Services Committee, adding that he believes for all of them it is their first trip to Taiwan.  Congressman Bera said that while this is a delegation of Democratic members of Congress, in a bipartisan way all of Congress continues to support the people of Taiwan. As such, in this visit he brings support from his co-chairs on the Taiwan caucus, Congressman Díaz-Balart and Congressman Andy Barr. He also took a moment to recognize the passing of Congressman Gerald Connolly, who was a longtime friend of Taiwan and one of their co-chairs on the caucus. Congressman Bera mentioned that there is always a special bond between himself and President Lai because they are both doctors, and as doctors, their profession is about healing, keeping the peace, and making sure everybody has a bright, prosperous future.     President Lai interviewed by Nippon Television and Yomiuri TV
    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

    WASHINGTON – In a speech on the Senate floor, U.S. Senate Democratic Whip Dick Durbin (D-IL) today shared his condolences for the lives lost and those impacted by the flash floods that devastated Central Texas this past weekend and thanked the first responders and volunteers who have worked around the clock to save lives.

    “I know I speak for millions of Americans when I say we are heartbroken over the flash floods that devastated Central Texas this past weekend. Early Friday morning, while most were fast asleep, a foot of rain fell onto Texas Hill Country. This deluge flowed into the Guadalupe River, causing it to rise by 26 feet in 45 minutes,” Durbin said. “Near the Guadalupe, a girl’s sleepaway camp, Camp Mystic, which had been there for 99 years, was all but destroyed by the floods. Already, Camp Mystic has confirmed that 27 of their campers and counselors died in that flood. I send my deepest condolences to the families and loved ones of those campers and counselors.”

    Durbin continued, “Tragically, the flooding in Texas continues to take lives. More than 100 people have perished, and that number is expected to grow, sadly, in the coming days. In the midst of this disaster, I am heartened by the kindness and courage shown by the first responders and volunteers. Twenty separate agencies, at every level of government, have come together to help save lives. At Camp Mystic, counselors, many of whom had just graduated from high school, risked their own lives to save younger campers. We will never forget their bravery.”

    Durbin concluded, “This disaster has impacted people of both political [parties]— Republicans and Democrats and Independents as well… I would hope that the Senate and the House would stand together, Democrats and Republicans, and say we’re going to be there for the victims of this disaster.     WASHINGTON – In a speech on the Senate floor, U.S. Senate Democratic Whip Dick Durbin (D-IL) today slammed the Republicans’ so-called One Big Beautiful Bill Act, which will slash Medicaid, Affordable Care Act, and Medicare coverage for 17 million Americans to provide massive tax breaks for millionaires and billionaires. During his speech, Durbin underscored the dangers of this Republican bill, which was signed into law by President Trump on the Fourth of July.

    “Americans across this nation overwhelmingly opposed this bill—and for good reason. This bill signed by the President on the Fourth of July was the largest cut to health care and the largest cut to nutrition assistance in history, slashing more than $1 trillion from health care programs like Medicaid and $200 billion from SNAP. Seventeen million Americans will lose their health insurance, health insurance premiums will rise for another 20 million families, and three million people will have food taken off the table, including kids, seniors, and veterans… Why would the government do these things to so many innocent people? In this case, very simply, to give tax breaks to the wealthiest Americans and big corporations with the richest Americans seeing $400,000 back in their pockets every year because of this legislation,” said Durbin.

    More than 300 rural hospitals may be forced to close because the Republican bill cripples the Medicaid program that keep our rural hospitals and their communities afloat. Illinois hospitals at risk of closing includes HSHS St. Francis Hospital in Litchfield, Illinois, where Medicaid pays for 53 percent of hospitalizations; St. Mary’s Hospital in Centralia, Illinois, where Medicaid pays for 42 percent of hospitalizations; and OSF St. Clare Hospital in Princeton, Illinois, where Medicaid covers 45 percent of hospitalizations.

    Durbin continued, “Aside from hospitals, this bill will also have major consequences on American energy… This bill kills solar, wind, and EV tax credits enjoyed by companies and consumers alike, all but ceding the future of electricity to China and risking billions of dollars of investments in renewable energy, ironically mostly in Republican states. And while working families grapple with the consequences of these cuts, they’ll also see their family home expenses increase by $1,000 a year—utility bills are going up because of this bill.”

    During his floor speech, Durbin highlighted a constituent, Isaiah Rogers, who will be impacted by the Republican bill. Isaiah is a 61-year-old man who was diagnosed with Type 2 diabetes. As a result of his diagnosis, he has not been able to return to his job trimming trees and has been working small side jobs. Medicaid pays for Isaiah’s doctors’ visits and insulin. A single father without a high school degree, he’s concerned the bill’s cuts and changes to Medicaid will result in him losing his health coverage.

    Durbin continued, “And if Isaiah loses Medicaid, he’ll no longer be able to afford his insulin and other medications, and he may face a diabetic complication or even suffer a stroke. What would that mean for his 12-year-old son? It’s unconscionable to think the other party would pull-the-plug on life-saving health coverage and deny food from our most needy children—but that’s exactly what they voted for.”

    Durbin then highlighted Democrats’ efforts to push back on the bill. Over the course of 27 hours, Senate Democrats forced votes on a slew of amendments to put Republicans on-notice and show their constituents how they’re betraying them. It was the longest vote-a-rama in Senate history.

    “It [the amendments] included Republicans voting against: Nursing home care and home health aides, food assistance for children and veterans, protections for Medicaid, clean energy jobs… and an expansion of the Child Tax Credit… all to give billionaires another tax cut instead. In the end, three sensible Senate Republicans looked at this ugly betrayal of a bill and agreed that they couldn’t be part of the process. I commend them, but sadly, it wasn’t enough. And who swooped in to cast the decisive vote? Vice President Vance… This Vice President cast the deciding vote that will be painful for so many families across America.”

    Durbin concluded, “As the effects of this bill take shape and slither their way through our communities, my Republican colleagues will have to look their constituents in the eye and explain their votes. They will have to explain to the farmer who now must drive 50 miles to the nearest hospital why they voted to shut his community’s hospital doors. They will have to explain to the grandmother in a nursing home why her care is being slimmed down because of cuts to Medicaid, and they will have to explain to the young mother who is preparing to have a baby why there is no longer a maternity ward in her county. This bill flies in the face of American values that we celebrate on the Fourth of July. The other party has a lot of explaining to do and the American people are going to face the consequences.”

    The Joint Committee on Taxation estimates that Senate Republicans’ proposal will cost $4.45 trillion, but despite the price tag, the legislation primarily helps billionaires at the expense of American working families. In fact, this legislation provides a huge, permanent tax cut of nearly $350,000 for multimillionaires and billionaires while people earning $40,000 a year will see a comparatively meager average tax decrease of $442 per year.

    In the new Netflix documentary Shark Whisperer, the great white shark gets an image makeover – from Jaws villain to misunderstood friend and admirer.

    But the star of the documentary is not so much the shark, but the model and marine conservationist Ocean Ramsey (yes, that’s her real name).

    The film centres on Ramsey’s self-growth journey, with the shark co-starring as a quasi-spiritual medium for finding meaning and purpose (not to mention celebrity status).

    The film, and some in it, are happy to attribute Ramsey’s success as a shark conservation activist to how driven and photogenic she is. Ramsey says “People look first and listen second. I’ll use my appearance, I’ll put myself out there for a cause.”

    Her husband, the photographer Juan Oliphant, enthuses she is good for sharks partly because she is so beautiful and uses all the attention she attracts in the selfless service of sharks.

    The image of the long-haired, long-limbed young woman in a bikini swimming above an outsized great white shark is not a new one.

    Primal fears and fantasies

    Since Jaws (1975), generations have been fascinated and titillated by filmic images and promotional materials of bikini-clad young women juxtaposed with dangerous sharks.

    The heroine of Deep Blue Sea (1999) is a neuroscientist – however the film and its promotional materials still require her to appear in a wet t-shirt and underwear while pursued by a massive shark monster.

    The Shallows (2016) presents countless images of its bikini-clad heroine, with partially exposed bottom and long legs marked by bite marks as a kind of meat to be consumed – not least by the voyeuristic lens of the camera.

    The poster for 47 Meters Down: Uncaged (2019) features a bikini-clad young woman with legs dangling precariously in front of the gaping jaws of an unnaturally large great white.

    I have previously explored the psychosexual symbolism of these films and images. These films were never really about actual sharks. They are about very human fears and fantasies about being exposed and vulnerable.

    Whisperer and the Ocean Ramsey website tap into the collective fascination with dangerous sharks fuelled by popular culture. Many online images show Ramsey in a bikini or touching sharks – she’s small, and vulnerable in the face of great whites. As with forms of celebrity humanitarianism, what I have dubbed “sexy conservationism” leaves itself open to criticism about its methods – even if its intentions are good.

    The paradox of Shark Whisperer – and indeed the whole Ocean Ramsey empire – is it both resists and relies on Jaws mythology and iconography to surf the image economy of new media.

    Saving, not stalking

    Ramsey and Oliphant are on a mission not just to save individual sharks, but to change the public perception of great whites to a more positive one.

    This mission is reiterated in Shark Whisperer and in the Saving Jaws documentary linked to the website, which also promotes a book, accessories and shark-diving tours.

    It is reassuring to know proceeds from the bikini you buy from the official website are donated to shark conservation. But the (often sexualised) media attention which fuels the whole enterprise still depends on tapping into the legacy of popular culture representations of great whites as fearsome monsters.

    In footage, Ramsey seems to spend most of her time with smaller tiger sharks, yet her website and the Shark Whisperer film foreground her rare close encounters with an “enormous” or “massive” great white as the climax and cover shot.

    Shark Whisperer also includes the kind of “money shots” we have come to expect: images of a large great white tearing at flesh (here, a whale carcass) with blood in the water. Images like these arouse our collective cultural memory of the filmic great white as the ultimate bestial predator.

    In its climactic scene, Whisperer strategically deploys eerie music to build the suspense and foretell the appearance of the enormous great white which rises from the depths. Again echoes of Jaws are used to stimulate viewing pleasures and sell the mixed messages of sexy shark conservation.

    A story of (personal) growth

    The self-growth narrative which underpins Whisperer will feel familiar to shark film fans. Jaws was always about overcoming fears and past traumas, as in the scene where Quint and Brody compare their real and metaphorical scars.

    Over the past decade, a new generation of post-feminist shark films have used sharks as metaphorical stalkers to tell stories about women overcoming past trauma, grief, “inner darkness” or depression.

    In The Reef: Stalked (2022) the heroine must overcome the murder of her sister. In Shark Bait (2022) the heroine must rise above a cheating partner. In The Shallows, the heroine is processing grief.

    Whisperer also leans into the idea of Ramsey fighting inner demons on a journey to self-actualisation.

    And while Ramsey has undoubtedly raised the profile of shark conservation, as a model-designer-conservationist-entrepreneur she has also disseminated another more dubious message: that the way to enact influence and activism is through instagrammable images of beautiful models in high risk situations.

    Happy endings

    The end credits of Whisperer are a montage of happy endings: Ramsey frolics with sharks and shows off her diamond ring. There is even an ocean-themed wedding scene.

    Yet beneath all the glossy surface lies a sombre reality: globally at least 80 million sharks are killed every year.

    The Ramsey website and the film rightly remind us of this. They also remind us that, thanks in part to the hashtag activism of Ocean Ramsey and her millions of fans and followers, Hawaii was the first state in the United States to outlaw shark fishing.

    So, Ramsey may be right to argue her ends justify the means.

    On July 8, the Day of Family, Love and Fidelity, the II All-Russian Wedding Festival “Russia. Connecting Hearts” started at the National Center “Russia”. As part of the opening of the festival, First Deputy Chief of Staff of the Presidential Executive Office of Russia Sergey Kiriyenko and Deputy Prime Minister Tatyana Golikova met with married couples in a cozy atmosphere over a cup of tea. The central topics of the conversation were love and family values. The participants discussed measures of state support for young and large families, the secrets of family longevity and raising children, and shared their impressions of the I and II All-Russian Wedding Festivals and proposed making this event an annual event.

    In total, 12 different families gathered at one table – young and those who had already celebrated their golden wedding, those with many children and those who had only recently become parents. Welcoming the participants of the meeting, Tatyana Golikova emphasized that the All-Russian Wedding Festival had already become an established tradition.

    “Last year, 220 couples from all over the country got married at the Russia exhibition and forum. Many young families already have children. It is very pleasing that Russia is returning to the traditions of large families. If ten years ago only 18% of our citizens expressed a desire to have many children, now it is already 39%. And every second person believes that the ideal family is one with many children. Today we will see another 200 families from 78 regions get married at the Russia National Center. You charge the atmosphere with a special spirit, and this spirit of love, reliability, and strength of bonds permeates all the events of the All-Russian Wedding Festival. I wish that the families that were born at the festival last year and those that will appear this year are strong, that they create a real rear, so that the men who are on the front lines today know that they are loved and waited for at home,” noted Tatyana Golikova.

    In turn, Sergei Kiriyenko agreed that in Russia the family has a special meaning, and this is obvious at the state level.

    “Last year, our President used the formula ‘Russia is a family of families’, and the more you think about it, the more it sticks. Indeed, the main value of Russia is each individual family. The stronger and happier each family individually, the happier Russia as a whole,” he said.

    In the warm atmosphere of tea, couples who will register their marriage at the II All-Russian Wedding Festival shared their impressions of the festival and love stories. Semyon Slepchenko and Oksana Leonova from the Irkutsk Region met each other thanks to the “Movement of the First” – they both work in the regional office. For a long time, the young people were just colleagues, until one day, on New Year’s Eve, a warm conversation began that grew into love. Another New Year’s miracle happened to employees of the Stary Oskol District Children’s Hospital Sergei Ryndin and Natalia Ovsyannikova. Before the New Year, they were preparing a holiday for young patients and at some point realized that they were made for each other. Sergei and Natalia brought to the festival cards that were prepared for all the newlyweds by patients of the children’s hospital.

    True patriotism laid the foundation for the creation of two families. Miroslav Skonin and Angelina Denisenko from the DPR, who are members of the Cossack reconnaissance brigade “Terek”, met and fell in love with each other in the combat zone. Kaliningraders Alexander Dyachenko and Valeria Kravchenko are ONF volunteers who help the families of SVO participants. Sevastopol residents Fyodor Bykovsky and Irina Nagibina serve the country, Fyodor is a hereditary military man, Irina is a civil servant.

    The example of another couple proves that family is the basis for preserving the traditions of different peoples in a multinational state. Evgeny Fisikov and Olga Semenova, born and raised in Khakassia, honor national traditions, so at the wedding ceremony they will present Khakass culture and national costumes.

    Sergey and Irina Shirokih from Kursk Oblast, who have lived together for 51 years, shared their secrets of family longevity with newlyweds. They have preserved their love and respect for each other’s interests.

    Families that participated in the 1st All-Russian Wedding Festival are already having children. Elizabet and Timur Badmaev from the Republic of Buryatia are currently raising a six-month-old son, Amir. They suggested making the All-Russian Wedding Festival an annual event and starting a tradition – passing the family hearth “Heart of Russia” from couples of the previous festival to couples of the current one as a symbol of the continuity of traditions and a strong family union.

    Other families with children also shared their experiences. The long-awaited son of Natalia and Konstantin Kaynov from the Moscow Region was born thanks to the social project “New Life”. Support measures help large families: parents of five children Dmitry and Ekaterina Bauer became participants in the corporate demographic program “Our Children”, which operates at the Kemerovo enterprise “Azot”. And Irina and Maxim Moiseenko from the Krasnoyarsk Region, representatives of a dynasty of teachers, winners of the All-Russian competition “Family of the Year – 2020”, are raising seven children in a creative atmosphere.

    In order to raise children with dignity, it is necessary to preserve and support traditional values. This is what Fabrice and Isabelle Sorlin, who moved from France to Russia with their children 10 years ago, are sure of. This year, all family members became Russian citizens.

    Fabrice Sorlin proposed to provide additional preferences to those owners who rent out their property to large families, in particular, land tax benefits. Tatyana Golikova noted that measures to support large families are the most important measures, and thanked for the proposal.

    At the meeting, young couples expressed their proposals and initiatives to improve social and family policy. Alexander Dyachenko and Valeria Kravchenko proposed creating a project – a navigator in the world of patriotic education, so that students of universities and colleges would have the opportunity to quickly and easily choose the right direction. Sergey Kiriyenko approved the initiative and asked to provide documents with the concept of the project later. At the end of the meeting, Tatyana Golikova and Sergey Kiriyenko wished the families to carry love throughout their lives.

    The II All-Russian Wedding Festival is being implemented with the support of the Presidential Fund for Cultural Initiatives and will be held at the National Center “Russia” from July 8 to 10, 2025. During these days, more than 200 couples from all regions of the country will register their marriages here. The program for newlyweds includes a yacht ride along the Moscow River, a festive procession surrounded by their guests along the picturesque embankment to the National Center “Russia”, a photo session, marriage registration in a solemn atmosphere and a ceremony of handing over the family hearth.
