    Production update

    APA curtailed approximately 10 MMcf/d of U.S. natural gas production and 750 barrels per day of U.S. natural gas liquids production in the second quarter in response to weak or negative Waha hub prices.

    Asset sale update

    In May, APA announced an agreement to divest assets in New Mexico. The sales package closed in June, resulting in an approximate 1.8 MBoe/d (33% oil), reduction to APA’s second quarter U.S. production. APA’s previous full-year 2025 U.S. production guidance issued in May contemplated approximately 13.0 MBoe/d (50% oil) from the sold New Mexico assets in the second half of 2025. Total net proceeds from the asset sale, after certain customary closing adjustments and transaction costs, were approximately $575 million.

    The estimated weighted-average basic common shares for the second quarter is 361 million.

    A federal grand jury has returned an indictment against Timothy J. Leiweke, the Co-Founder and Chief Executive Officer of Oak View Group (OVG), for orchestrating a conspiracy to rig the bidding process for an arena at a public university in Austin, Texas, the Justice Department’s Antitrust Division announced today. OVG develops and provides a variety of services to live entertainment venues.

    The indictment, filed in the U.S. District Court for the Western District of Texas, alleges that, from approximately February 2018 through at least June 2024, Leiweke conspired with the Chief Executive Officer of a competitor to rig the bidding for the development, management, and use of a multi-purpose arena that was to be located on the campus of a public university in Austin, Texas (the “Arena Project”).  

    “As outline in the indictment, the Defendant rigged a bidding process to benefit his own company and deprived a public university and taxpayers of the benefits of competitive bidding,” said Assistant Attorney General Abigail Slater of the Justice Department’s Antitrust Division. “The Antitrust Division and its law enforcement partners will continue to hold executives who cheat to avoid competition accountable.”

    “Unfair business practices, like those employed here, make it very difficult for the American people to pursue prosperity like our founders intended,” said U.S. Attorney Justin R. Simmons for the Western District of Texas. “In the Western District of Texas, we’re proud to work with our colleagues in the Antitrust Division on these types of cases, and we will do all we can to ensure those who engage in the type of conduct described in this case are held to account.”

    “Timothy Leiweke allegedly led a scheme designed to steer the contract for entertainment services at a public university’s arena to his company. Public contracts are subject to laws requiring an open and competitive bid process to ensure a level playing field,” said Assistant Director in Charge Christopher G. Raia of the FBI New York Field Office. “The FBI is determined to ensure that those who disregard fair competition principles do not benefit from a rigged bidding process targeting our communities and public institutions.”

    “An important part of the mission of the Office of Inspector General is to investigate allegations of corruption and illegal influence in the American workplace,” said Special Agent in Charge Jonathan R. Mellone of the U.S. Department of Labor, Office of the Inspector General, Northeast region. “We will continue to work closely with our law enforcement partners to investigate these types of allegations.”

    According to the indictment, in September 2017, Leiweke informed colleagues that he had learned another venue-services company was “bidding against us” for the Arena Project and wanted to “find a way to get [the competitor] some of the business” and “get them to back down.”  In November 2017, Leiweke informed others that he was “[m]ore than happy talking to [the competitor] about not bidding and [receiving certain subcontracts]” but had “no interest in working with them if they intend on putting in a bid.” In February of 2018, Leiweke ultimately reached an agreement with the competitor’s CEO, pursuant to which the competitor agreed that it would stand down and neither submit nor join an independent competing bid for the Arena Project. In exchange for the competitor’s agreement to stand down, Leiweke represented that the competitor would receive Arena Project’s subcontracts. Consistent with the bid-rigging agreement, the competitor did not submit a competing bid for the Arena Project. OVG ultimately submitted the sole qualified bid and won the Arena Project.  The arena opened to the public in April 2022, and OVG continues to receive significant revenues from the project to date.

    OVG and Legends Hospitality have agreed to pay $15 million and $1.5 million in penalties, respectively, in connection with the conduct alleged in the indictment against Leiweke.

    Leiweke is charged with a violation of Section 1 of the Sherman Act. The maximum penalty for individuals is 10 years in prison and a $1 million criminal fine. The fine may be increased to twice the gain derived from the crime or twice the loss suffered by the victims of the crime if either amount is greater than the statutory maximum fine. If convicted, a federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The U.S. Department of Labor, Office of Inspector General and the Federal Bureau of Investigation’s New York Field Office are investigating the case.

    The Antitrust Division’s New York Office is prosecuting the case, with the assistance of the U.S. Attorney’s Office for the Western District of Texas.

  • MIL-OSI Submissions: Too Much: Lena Dunham’s love letter to London, romance and the messiness of being a woman

    When HBO launched Lena Dunham’s Girls in 2012, it followed shows such as Buffy (1997-2003), Sex and the City (1998-2004) and Gossip Girl (2007-2012), which had all set a standard of shiny, sanitised female representation that was both attractive and palatable to a wide audience.

    The grubby realism of Dunham’s New York twentysomethings, on the other hand, offered a surprising authenticity for some. But for others it was too messy, too white, too privileged and too authored around Dunham’s own life.

    Although younger characters are often categorised by self-absorption and poor judgment, the “realness” of Girls was still challenging for many viewers. In particular they struggled with Dunham’s own character, Hannah Horvath, an aspiring writer frequently making personal and professional mistakes. She made for an unlikely – and often unlikable – heroine.

    Much attention was also paid to Hannah’s nudity, which proved to be a talking point each season. Dunham is known for her bold and positive attitude to her body, which clearly does not conform to standard Hollywood beauty types. But this reaction to Hannah’s frequent nakedness was ultimately highlighted as misogynistic by the creative powers behind the series such as producer Judd Apatow and co-writer Jenni Konner, as well as Dunham herself.

    The same critics may have similar problems with Too Much. Though fresh 20-something protagonist, Jessica is played with gusto by TikTok star Megan Stalter, not Dunham herself. She’s known for her scene-stealing performance in comedy-drama Hacks (2021-).

    Too Much is still clearly written by Dunham. Jess’s relocation from NYC to London echoes her own move to the UK in 2021, where she met and married the Peruvian-British musician Luis Felber and settled in north London.

    The pair have co-created this “love letter to London”, with Dunham directing and and Felber providing the original music. The story takes in London pubs, creative agencies, Notting-Hill-the-movie aspirations and council-estate realities.

    Growing pains

    As Jess starts work in a London media agency, helmed by an excitable Richard E. Grant, she meets cerebral indie musician Felix (played convincingly and charmingly by Will Sharpe). Their instant connection means that Jess is thrust back into the world of dating, with all the Instagram anxiety and breakup PTSD that her last relationship produced.

    The tone is at once fresh and frivolous, but episode one feels contrived at times with the creaky set-up of post-relationship life and relocation.

    The familial scenes are the most enjoyable, with Dunham calling in all her celebrity cameo favours, including herself as Jessica’s mother (she snaffles some of the show’s best lines), and Rita Wilson playing her own mother. The small but mighty Rhea Pearlman grabs the great-grandmother role with gusto, flirting salaciously with Jess’s paramour while dispensing wicked wisecracks with bone-dry humour.

    As the story develops, so does the sophistication and thoroughbred quality of Dunham’s writing and directing. Glorious moments of obsession with skin, taste and touch in the early days of a relationship are convincingly conveyed by credible and well-crafted moments of intimacy, both physical and intellectual.

    As Jessica and Felix navigate the inevitable ups-and-downs of togetherness (dinner parties, red-flag paranoia and an unrequited “I love you”), Dunham reflects on love’s tumultuous and terrifying roller-coaster via brilliant dialogue and meaningful visual storytelling.

    A particularly thought-provoking moment of direction comes in the form of a long take at the end of episode three, where the duo cosy up together, ready for sleep, in silent closeness. Jess listens to music on headphones, potentially excluding Felix, but the inference is of acceptance and tenderness – a reassuring sign of potential longevity.

    The pitfalls on the road to love are frequently revealed in flashback from Jessica’s past relationship with Zev (Michael Zegen), who has moved on with a new partner. We go from the “meet-cute” and early days of infatuation between Jess and Zev, steadily giving way to less and less tolerance and emotional intimacy, until finally the betrayal with the new love becomes clear.

    Capitalising on the anxieties induced by social media, Dunham has Jess obsessively watching Zev’s new love Wendy (Emily Ratajkowski) on Instagram, where every desirable detail of her life plays out in perfection. When Wendy broadcasts the inevitable proposal on Instagram Live, Jess is sent spiralling and decides to flee to London.

    As the series progresses, Dunham’s goals become clearer and echo those of Girls. Both shows explore what it means to be “too much” – an accusation that many strong, ambitious and focused women have experienced.

    Being too much, it turns out, may be not such a bad thing. As Felix remarks at the close of episode four, after one of their first clashes, “too much” is not necessarily an insult – it can be a way of describing someone who is remarkable. It’s something that Dunham clearly believes – and wants us all to believe – about the tumultuous and chaotic experience of growing up.

    Too Much is a hopeful paean to womanhood, a declaration that messiness, failure and fear are all part of becoming a woman just as much as joy, love and intimacy. This show inspires and engages the more it reveals of its flawed and fallible protagonist amid the melting pot of London that Dunham so clearly adores.

    Headline: Tags that help players identify accessibility features now available across all digital Xbox experiences

    Created in collaboration with the Entertainment Software Association (ESA), Electronic Arts, Google, Nintendo of America, Ubisoft and other gaming companies as part of the newly formed Accessible Games Initiative, the Accessible Games Initiative tags help the more than 429 million players with some form of disability identify the accessibility features available in a specific game, before they make a purchase.

    This transition to the new Accessible Games Initiative tags is a continuation of the work Xbox started in 2021 by releasing the Xbox Game Accessibility Feature tags.  Any Xbox Game Accessibility Feature tags that do not have equivalent Accessible Games Initiative tags will remain on our platform. This new combination of tags will make it even easier for players with disabilities to learn about available accessibility features and find their next great game. 

    We caught up with Brannon Zahand, Senior Technical Program Manager at Xbox, and Steve Saylor, content creator and gaming accessibility advocate, to discuss the work towards greater standardization of accessibility in games, what these tags mean for players today, and why this work is important.

    Interview with Brannon Zahand, Senior Technical Program Manager at Xbox, and Steve Saylor, Content Creator and Gaming Accessibility Advocate

    Today’s a big day! What does it mean to you, on a personal level, to have the new Accessible Games Initiative tags available across all digital Xbox experiences?

    Brannon Zahand: This work has been over half a decade in the making, so finally seeing these new tags in our store experiences is incredibly exciting. And it’s been amazing to see not just the positive community sentiment, but the rapid adoption we’ve had from game developers.

    Steve Saylor: I’m very excited! As more and more accessible games are being released, being able to find them via tags that cater to my accessibility needs is fantastic. I’ll be able to find my next favourite game or find that rare gem that I would’ve missed.

    Where exactly can players find these new tags, and will the Xbox Game Accessibility Feature Tags still be available?

    Zahand: On console, these tags can be found in many places, including the Xbox Store and filters in “My Games & Apps.” They are also available in the Xbox PC app, Xbox Mobile app, as well as on Xbox.com. In total, players will find more than 4,000 tags across all these experiences, which we’re really proud of. As for the original Xbox Game Accessibility Tags, we kept the tags which didn’t have Accessible Games Initiative equivalents as we heard from the community that they still found these very helpful. Those tags are “Accessibility on launch,” “On-demand tutorials,” “Pausable,” “Adjustable input sensitivity,” and “Single stick gameplay.”

    Why are these new tags being introduced, when Xbox already had its own tagging system?

    Zahand: Obviously, we love our Xbox Game Accessibility Tags. Developers and consumers alike both told us they gained a lot of value from them. But, at Xbox, we really view accessibility through the lens of collaboration, not competition. We realized we can do more good for our community and the developers that support them if we can align with other industry leaders to create a consistent language for developers to share information about what accessibility features their games have, regardless of platform or storefront. It reduces the amount of effort developers have to make to try to support different tagging systems, and makes it easier for the community by reducing the number of tagging systems they have to learn.

    As a founding member of the Accessible Games Initiative, what was it like to work with not only the ESA, but other industry partners, on these tags?

    Zahand: It was such an amazing experience. There are so many passionate accessibility experts and advocates in our industry now, and having the opportunity to tackle such a transformative initiative with them was so rewarding. My sincere thanks go out to each and every one of them for all the effort they poured into making the Accessible Games Initiative a reality.

    The Accessible Games Initiative marks a significant step in the standardization of accessibility in video games. Why is this important?

     Zahand: For years, people spoke about accessibility using similar terms but with very different meanings and expectations. For example, a long time back, I remember seeing a game that advertised itself as having subtitles. I was excited to try it out until I realized the subtitles were white text… and a decent chunk of the game was played in a snowy environment. There were points where it was impossible to read the text. Now, I was fortunate that I didn’t need the subtitles; for me, they were a “nice to have.” But I can imagine that those who rely on subtitles, like players in from the d/Deaf and hard-of-hearing community, were likely frustrated by this. With these new tags, individuals buying a game tagged with “Large & Clear Subtitles” can be certain that the subtitles will have an adjustable background ensuring they’ll be able to read text regardless of the  game environment in the background. And if you think about it, this makes it easier for game developers as well. It gives them a clear place to start when they think about what types of accessibility features they may want to implement and the “minimum bars” that make those features useful and enjoyable.

    Saylor: It’s important because right now accessibility information about a game is rare. We get some info here and there, but we often won’t know if a game is accessible until we buy it and play it ourselves. With these tags it’s a great step forward for the industry to at least have a baseline of information so we can make our purchasing decisions wisely.

    What do you hope these tags signal to the rest of the industry?

    Zahand: I hope these tags are a reminder to developers, publishers, and consumers alike that accessibility is a win-win. Accessible games are good for everyone. For gamers, they give those who need these features an opportunity to take part, and those who simply enjoy customizing their gaming experience more options to do so. For developers, it allows their art to be enjoyed by more people. And since the use of these tags and implementation of these features isn’t mandatory, it gives them the freedom to do what they think is best for their game and players.

    Saylor: I hope it’s a signal to the industry that accessibility is not a daunting thing. Yes, it can be a lot of work. But, instead of being a mysterious thing, developers can look at the tags and say, “Oh that’s how you do it? That can totally be done.” It’s not the whole picture but it at least sets a standard going forward.

    If I am a game developer hearing about these tags for the first time, how can I get involved?

    Zahand: For Xbox developers, I’d recommend checking out our developer documentation on both the Accessible Games Initiative tags and Xbox Accessibility Feature Tags at https://aka.ms/afts. And for those developing on other platforms, a great place to get started is the Accessible Games Initiative website at https://www.accessiblegames.com. 

    Finally, are there any games that have surprised and delighted you with their accessibility options, and how are those represented in the new AGI tags?

    Zahand: It’s amazing to see how many titles have adopted these tags since they became available. I was really happy to see that Indiana Jones and the Great Circle, South of Midnight, and Doom: The Dark Ages all implemented some great accessibility features, including features covered by both the Accessible Games Initiative tags and Xbox Accessibility Feature tags.

    Saylor: A game that surprised me the most this year was Atomfall. Not only is it a great game to play on Game Pass, but it has a large amount of accessibility that made it so much fun to play. It has multiple tags already that include Clear and Large Text, Large and Clear Subtitles, Playable with Keyboard, or Touch controls, and more. I definitely recommend giving it a try!

    KUDLOW: “I want to get down to the point. You’ve got people shooting at ICE agents and Border Patrol agents, right? And cops in general. And according to the Daily Caller and according to Axios and some other sources now, the Democratic Party—the people at the bottom and the constituencies and so forth at the grassroots—are urging their leaders to urge this kind of violence. In fact, they’re telling their leaders to take a shot in order to show their resistance to Trump. This is insanity. In America, we don’t shoot cops, Senator Tuberville. What you have to say about this?”
    TUBERVILLE: “Well, first of all, it was a disaster what the Biden administration did for four years—open borders, it was insane. Senator Scott and I went down several times. You can’t put a number on what it is number one, gonna cost the American taxpayers over the next years to get all these illegals back out of the country. But the law and order in this country—and Rick will talk about this too—is vital. You can be educated, you can have money, you can have everything you want as an American citizen—if you don’t have safe streets and neighborhoods, you don’t have anything. And so, we have to take our country back. The Democrats did this on purpose. It was all by design. They want to run over our law and order. They want social justice people running our police departments. That’s not gonna happen. I’m all for ICE. If you need to defend yourself, shoot back. Do not take this from these people. Do not take it from the Democrats. We have to take our country and neighborhoods back.”
    KUDLOW: “Yeah. If you need to defend yourself, shoot back. That has to happen, Senator Scott. And you know, we had Tom Homan on just at the top of the show. A terrific man, really. A great patriot doing the job. We can’t let up. They’re crazy—they’re crazy people shooting now. They’re crazy people who illegally walked into this country. And they’re murderers. And they’re rapists, sex traffickers, drug traffickers. That battle’s not over yet, Senator Scott. We’ve got a lot of work to do. You all just put $175 billion dollars for it into the One Big Beautiful Bill. This has got to change.”
    SCOTT: “But, it’s like who do these Democrats represent? They’re insane. I mean, they represent actual criminals. People that are selling drugs to our kids to kill them. People that have murdered and raped people—[the Democrats are] out trying to make sure they don’t go to jail. And then the people that are trying to put them in jail, they wanna kill them, these ICE agents and Border Patrol. These Democrats have gone crazy, but this is—as Coach Tuberville said—this is all designed by the Democrats. They wanted to change this country by opening up the border to criminals and drug traffickers and terrorists, and they’ve done it. Donald Trump has got his work cut out for him, but he’s gonna do it. We’re gonna clean up this country.”
    KUDLOW: “You know, Senator Tuberville, I got a guy up here in New York. Trump calls him ‘Mamdani the Commi.’ This guy wants the city to run grocery stores. He wants to defund the police, and he’s a tremendous antisemite. Hates Jewish people. He claims he’s not gonna let ICE into his sanctuary city. I mean, he’s a Democrat. Okay? This is insanity. Utter insanity. The Democrats have been the stupid party. This makes them even stupider.”
    TUBERVILLE: “Well, you know, he’s showing his stripes. And I don’t think this will fly, even with the people in New York. You never know. But at the end of the day, the guy is truly a communist. He believes in the government taking care of everybody, and that doesn’t work in the greatest country ever. You can just go to Venezuela, some of the other countries. If he does win, you can sack the bats in New York, Larry. We will take you in Alabama in a heartbeat. We’ll put you a TV studio up, and we’ll let you preach the gospel from the State of Alabama.”

  • MIL-OSI Security: Franklin Resident Sentenced to 30 Months in Federal Prison on Multiple Cyber Stalking Charges

    NASHVILLE –McKenzie McClure a/k/a Kalvin McClure, 31, of Franklin, Tennessee, was sentenced yesterday to 30 months in federal prison for cyberstalking fourteen victims, announced Robert E. McGuire, Acting United States Attorney for the Middle District of Tennessee.

    “Our office and our law enforcement partners will do whatever it takes to keep children safe from harm and hold those who would threaten our school communities accountable for their actions,” said Acting United States Attorney Robert E. McGuire. “This prosecution, culminating in yesterday’s sentence, should send a strong message that this type of conduct is intolerable in our community and will be pursued aggressively in order to keep our children protected.”

    “McClure’s relentless cyberstalking disrupted many lives, incited fear, and posed significant risks to the Christ Presbyterian Academy and Christ Presbyterian Church community,” said Special Agent in Charge Joseph E. Carrico of the FBI Nashville Field Office. “As demonstrated in this case, those who target innocent lives and threaten violence will be held accountable for their actions. I hope the victims can find some closure to the nightmares they endured during McClure’s reign of harassment.”

    “Making threats against a school is serious,” said Gregory Mays, Deputy Commissioner of the Tennessee Department of Safety and Homeland Security. “This case shows how law enforcement and school leaders work together to protect students. It also reflects our strong commitment to keeping Tennesseans safe.”

    On March 24, 2024, the eve of the one-year anniversary of the mass shooting at The Covenant School – the deadliest school shooting in Tennessee history – the defendant left a threatening voicemail on the main telephone line at Christ Presbyterian Academy (“CPA”). The defendant’s tone on the voicemail alternated between displaying an angry, menacing, and disturbed mindset, and a clear fixation on CPA and individuals affiliated with it. In the voicemail, the defendant referenced several acts of terror, as well as a fictional terror attack from the movie “Deadpool 2.” Immediately after mentioning the movie Deadpool 2, the defendant followed up with the phrase “killed by my hand type of stuff” and said the school would “know exactly what [the defendant was] talking about.

    The defendant’s voicemail was consistent with social media activity on the defendant’s X (formerly Twitter) account which regularly referenced CPA, Christ Presbyterian Church (“CPC”), individuals associated with CPA and CPC, and were intertwined with other posts referencing school violence, gun violence, and other violent events. On February 25, 2024, the defendant posted a video that she filmed of herself walking the exterior of the CPA/CPC campus while talking about watching the school burn on 9/11 and alluded to the consequences of ignoring “credible terroristic threats” like “George W” did on 9/11. CPA’s surveillance cameras captured additional conduct by the defendant while on campus, including the defendant attempting to access locked buildings, photographing maps of the school grounds, walking the entirety of CPA’s campus for approximately one hour, and, in actions the victims later testified were concerning, she extended both middle fingers and spun around while standing on the CPA crest.

    After listening to the voicemail, CPA officials discovered the defendant’s identity, reviewed her troubling social media and CPA’s surveillance video, and recognized the similarities between the defendant’s fixation on CPA and Hale’s fixation on Covenant. CPA officials notified law enforcement about the defendant’s conduct and closed the school on Monday, March 25, 2024.

    Law enforcement officers responded to the threat to CPA and encountered the defendant on that Monday, which led to the defendant being hospitalized and receiving mental health treatment. As the defendant prepared to leave the hospital, agents cautioned her to discontinue posting about CPA and CPC on social media, explaining that her actions had frightened the CPA community. The defendant acknowledged that she understood the impact of her previous actions and agreed that she would not engage in such behavior upon being discharged from the hospital. However, following her release on April 3, 2024, the defendant immediately resumed posting messages on her X account that targeted CPA, CPC, and individuals associated with CPA and CPC, and continued to do so until her arrest at the end of April. Even though law enforcement officers repeatedly cautioned the defendant about her unrelenting social media campaign targeting CPA/CPC, she expressed no remorse for her criminal conduct.

    As a result of the defendant’s conduct, CPA spent more than $140,000 on increased security measures to ensure the safety of its administration, faculty, staff, students, and families.

    Following her term of imprisonment, the defendant will be on supervised release for 3 years. The Court also ordered that McClure have no communication with persons associated with CPA/CPC and their families without express prior approval by U.S. Probation and Pretrial Services, and that McClure is not to travel within 5 miles of the CPA/CPC campus or associated campuses.

    The case was investigated by the Federal Bureau of Investigation, Nashville Field Office, and the Tennessee Department of Safety and Homeland Security.

    Financial Secretary Paul Chan attended a seminar on the development of capital markets in Hong Kong and Korea as well as a business luncheon on the second day of his visit in Seoul, Korea.

     

    At the Hong Kong-Korea Capital Markets Conference, Mr Chan highlighted that Hong Kong’s financial market has shown strong resilience over the past two years, with continued capital inflows, a robust stock market and a significant increase in bank deposits.

     

    He added that amid profound changes in the global political and economic environment, Hong Kong is regarded as a safe harbour for global capital, characterised by transparent, stable and predictable policies, and its efficient connectivity with China and other Asian markets.

The results represent the current state of operational technology (OT) cybersecurity and highlight opportunities for continued improvement for organizations to secure an ever-expanding IT/OT threat landscape. In addition to trends and insights impacting OT organizations, the report offers best practices to help IT and OT security teams better secure their cyber-physical systems. 

    “The seventh installment of the Fortinet State of Operational Technology and Cybersecurity Report shows that organizations are taking OT security more seriously. We see this trend reflected in a notable increase in the assignment of responsibility for OT risk to the C-suite, alongside an uptick in organizations self-reporting increased rates of OT security maturity,” said Nirav Shah, Senior Vice President, Products and Solutions, at Fortinet. “Alongside these trends, we’re seeing a decrease in the impact of intrusions in organizations that prioritize OT security. Everyone from the C-suite on down needs to commit to protecting sensitive OT systems and allocating the necessary resources to secure their critical operations.”

    Key findings from the global survey include:

    • Responsibility for OT security continues to elevate within executive ranks: There has been a significant increase in the global trend of corporations planning to integrate cybersecurity under the CISO or other executives. As accountability continues to shift into executive leadership, OT security is elevated to a high-profile issue at the board level. The top internal leaders who influence OT cybersecurity decisions are now most likely to be the CISO or CSO by an increasingly wide margin. Now more than half (52%) of organizations report that the CISO/CSO is responsible for OT, up from 16% in 2022. For all C-suite roles, this has spiked to 95%. Additionally, the number of organizations intending to move OT cybersecurity under CISO in the next 12 months has increased from 60% to 80% in 2025.
    • OT cybersecurity maturity is affecting the impact of intrusions: Self-reported OT security maturity has made notable progress this year. At the basic Level 1, 26% of organizations report establishing visibility and implementing segmentation, up from 20% in the previous year. The largest number of organizations state their security maturity is at the Level 2 access and profiling phase. The report also found a correlation between maturity and attacks. Those organizations that report being more mature (higher of Levels 0–4) are seeing fewer attacks or indicate that they are better able to handle lower-sophistication tactics, such as phishing. It’s worth noting that some tactics, such as advanced persistent threats (APT) and OT malware, are difficult to detect, and less mature organizations may not have the security solutions in place to determine they exist. Overall, although nearly half of organizations experienced impacts, the impact of intrusions on organizations is declining, with a noteworthy reduction in operational outages that impacted revenue, which dropped from 52% to 42%.
    • Adopting cybersecurity best practices is having a positive impact: In addition to the Levels of maturity affecting the impact of intrusions, it appears that adopting best practices such as implementing basic cyber hygiene and better training and awareness are having a real impact, including a significant drop in business email compromise. Other best practices include incorporating threat intelligence, which spiked (49%) since 2024. Additionally, the report saw a significant decrease in the number of OT device vendors, which is a sign of maturity and operational efficiency. More organizations (78%) are now using only one to four OT vendors, which indicates that many of these organizations are consolidating vendors as part of their best practices. Cybersecurity vendor consolidation is also a sign of maturity and corresponds to Fortinet customer experiences with the Fortinet OT Security Platform. Unified networking and security at remote OT sites enhanced visibility and reduced cyber risks, leading to a 93% reduction in cyber incidents vs. a flat network. The simplified Fortinet solutions also led to a 7x improvement in performance through reductions in triage and setup.1

    Fortinet’s global 2025 State of Operational Technology and Cybersecurity Report provides actionable insights for organizations to strengthen their security posture. Organizations can address OT security challenges by adopting the following best practices:

    • Establish visibility and compensating controls for OT assets: Organizations need the ability to see and understand everything that’s on their OT networks. Once visibility is established, organizations then need to protect critical devices and ones that may be vulnerable, which requires protective compensating controls that are designed for sensitive OT devices. Capabilities such as protocol-aware network policies, system-to-system interaction analysis, and endpoint monitoring can detect and prevent compromise of vulnerable assets.
    • Deploy segmentation: Reducing intrusions requires a hardened OT environment with strong network policy controls at all access points. This kind of defensible OT architecture starts with creating network zones or segments. Standards such as ISA/IEC 62443 specifically call for segmentation to enforce controls between OT and IT networks and between OT systems. Teams should also evaluate the overall complexity of managing a solution and consider the benefits of an integrated or platform-based approach with centralized management capabilities.
    • Integrate OT into security operations (SecOps) and incident response planning: Organizations should be maturing toward IT/OT SecOps. To get there, OT needs to be a specific consideration for SecOps and incident response plans, largely because of some of the distinctions between OT and IT environments, from unique device types to the broader consequences of an OT breach impacting critical operations. One key step in this direction is to have playbooks that include your organization’s OT environment. This kind of advanced preparation will foster better collaboration across IT, OT, and production teams to adequately assess cyber and production risks. It can also ensure that the CISO has proper awareness, prioritization, budget, and personnel allocations.
    • Consider a platform approach to your overall security architecture: To address rapidly evolving OT threats and an expanding attack surface, many organizations have assembled a broad array of security solutions from different vendors. This has yielded an overly complex security architecture that inhibits visibility while placing an increased burden on limited security team resources. A platform-based approach to security can help organizations consolidate vendors and simplify their architecture. A robust security platform with specific capabilities for both IT networks and OT environments can provide solution integration for improved security efficacy while enabling centralized management for enhanced efficiency. Integration can also provide a foundation for automated responses to threats.
    • Embrace OT-specific threat intelligence and security services: OT security depends on timely awareness and precise analytical insights about imminent risks. A platform-based security architecture should also apply AI-powered threat intelligence for near-real-time protection against the latest threats, attack variants, and exposures. Organizations should ensure their threat intelligence and content sources include robust, OT-specific information in their feeds and services.

    Thirty years ago, the film “Dead Man Walking” had its debut in movie theaters around the United States. It was a box office hit, and critics lavished it with praise. Lead actress Susan Sarandon won an Academy Award for her portrayal of Sister Helen Prejean, the spiritual adviser to a death row inmate played by Sean Penn.

    But the film’s impact went far beyond the artistic realm. It exposed a mass audience to a perspective on the death penalty informed by the Catholic faith of a devout, if somewhat unconventional, nun.

    The actual Sister Helen had published her memoir, “Dead Man Walking,” two years before, raising her profile as an activist against the death penalty. Recalling her experience outside the execution chamber of Elmo Patrick Sonnier, one of the people she counseled, Prejean later wrote, “I touched him in the only way I could. I told him: ‘Look at my face. I will be the face of Christ, the face of love for you.’”

    She made it her mission to show that “everybody’s worth more than the worst thing they’ve ever done in their life.” As she once told an interviewer, “Jesus said, ‘Love your enemy.’ Jesus didn’t say, ‘Execute the hell out of the enemy.’”

    That belief was featured prominently in the film and offered a counterpoint to the popular tough-on-crime rhetoric of the 1990s. Back then, 80% of the American public supported capital punishment.

    Today, that is no longer true. Support for the death penalty has declined to around 50%.

    As a death penalty scholar, I have studied those changes. The church’s anti-death penalty teaching has helped provide both a moral foundation and political respectability for those working to end the death penalty.

    The 1995 film was inspired by Prejean’s memoir.

    Church teachings

    But that teaching is relatively new in the church, dating back to the past half-century. For most of its history, the Catholic Church did not oppose the death penalty.

    During the Middle Ages, the church endorsed the execution of heretics and held firm that secular authorities could and should put people to death for serious crimes. And in the early 20th century, Vatican City’s penal code permitted the death penalty for anyone who attempted to kill a pope. Pope Paul VI changed that in 1969.

    When John Paul II became pope a decade later, he pushed the church further away from its historic embrace of the death penalty, calling it “cruel and unnecessary.” And in 2018, under Pope Francis, the Vatican revised the section on capital punishment in the Catechism, the summary of Catholic doctrine.

    The death penalty “is inadmissible because it is an attack on the inviolability and dignity of the person,” and deprives “the guilty of the possibility of redemption,” the new version says. This teaching committed the church to work for its abolition.

    In his 2020 encyclical Fratelli Tutti, Francis stated that the death penalty is “inadequate from a moral standpoint and no longer necessary from that of penal justice.” In 2024, he again called for “the abolition of the death penalty, a provision at odds with Christian faith and one that eliminates all hope of forgiveness and rehabilitation.”

    Impact in the US

    The changed situation of capital punishment in this country is largely attributable to a change in the strategy and tactics of the abolitionist movement. Instead of talking about the death penalty in abstract terms, activists began to focus on the day-to-day realities of its administration.

    Today, advocates in what I have called the “new abolitionism” focus on the prospect of executing the innocent, racial discrimination in capital sentencing, and the financial costs associated with the death penalty. Among Catholics working to end the death penalty, however, the moral questions about state killing have long been a central focus.

    The U.S. Conference of Catholic Bishops focused on morality in its own campaign to end capital punishment, which was launched in 2005. And from time to time, popes have made special appeals to government officials in the U.S., asking them to spare the life of someone awaiting execution.

    Legal historian Sara Mayeux argues that Catholic anti-death penalty activism in the U.S. has been less intense than anti-abortion work. Nevertheless, the impact of the church is reflected in the fact that in the past 50 years, Catholic support for capital punishment fell more than it did among evangelicals, mainline Protestants, Black Protestants and other religious groups.

    In December 2024, as the term of President Joe Biden, a devout Catholic, was coming to a close, the Catholics Mobilizing Network, which advocates against capital punishment, called on the president to commute the sentences of the 40 people then on federal death row. Francis, too, publicly prayed for their sentences to be commuted.

    Biden did so for 37 federal death row inmates, changing their sentences to life in prison without parole.

    Anti-death penalty superstar

    As the church’s official position against capital punishment has evolved, Prejean has been a consistent voice asking Americans to recognize and respond to the humanity of all those touched by murder. She is, in words I am sure she would resist, a superstar in the movement, thanks to her countless public appearances, interviews, protests and actions to lobby legislators.

    Between then and now, America has undertaken precisely the kind of conversation about capital punishment that the film exemplified and inspired.
