  • MIL-Evening Report: Saying goodbye is never easy: why we mourn the end of our favourite TV series

    Has the ending of Squid Game left you feeling downhearted? The South Korean megahit struck a nerve with audiences worldwide, with millions logging in to Netflix to follow protagonist Seong Gi-hun and fellow players in their fight for survival over three deadly seasons.

    But even if you haven’t seen Squid Game, you’ve probably experienced the sense of loss that comes with the ending of much-loved series. These feelings are very normal, as finales can be deeply meaningful to viewers.

    One of the most famous was the 1983 finale of M*A*S*H*, in which the Korean War ended. The flow rate in two water tunnels in New York leapt by millions of gallons right after the episode ended. Apparently about a million New Yorkers were waiting until the end to use the bathroom.

    A good finale can be a sweet sendoff for viewers after years of investment. A bad one, however, can leave a bitter taste.

    Why finales matter to us

    We watch series for a range of reasons, including excitement, vicarious experience, emotional release and self-reflection. One of the main ways we engage with the stories is through the characters. We may admire them, empathise with them, or even see them as a part of our lives.

    These parasocial relationships are similar to our real-life relationships (except they are one-sided). A show’s ending is ultimately an end to those relationships: a chance to say goodbye to our parasocial friends.

    If a finale strikes a fake chord, or seems to betray the world we’ve come to love, it can make the grieving process harder. An unsatisfying finale might even sour our view of the entire series.

    The need for closure

    Generally, a satisfying finale will be one that offers us closure. One of the earliest examples of this came in 1967 with The Fugitive (1963–67), when 78 million American viewers watched doctor Richard Kimble finally catch his wife’s assailant.

    More recent examples include The Nanny (1993–99) – where the romantic tension between Fran and Mr Sheffield is finally resolved – and Six Feet Under (2001–05), where we found out what happened to all the main characters.

    Closure can also come through the death of important characters, such as in Breaking Bad (2008–13) and Game of Thrones (2011–19).

    The need for narrative closure is a somewhat curious phenomenon. While we often won’t get closure in real life, such as with our own love affairs, or big life events, we still expect this to happen for our favourite characters.

    For me, Mad Men (2007–15) provided the right mix. While we learn the ultimate fates of some characters, we also get the feeling others such as Peggy Olson and Pete Campbell will get up the next day and go to work. We just won’t see them do it.

    Turning it on its head

    Finales also offer a chance to shake things up. In Sex and the City (1998–2004), relationships hang in the balance until the very end.

    Some finales may signal new beginnings, particularly through a big wedding. For exanmple, Dorothy gets married and moves away in The Golden Girls (1985–92).

    In Schitt’s Creek (2015–20), some characters stay in the town, while others move away following the wedding of David and Patrick, presided over by Moira, the grande dame of the Rose family.

    Then there are surprising finales. Whether they aim to provide a final shock, or reflect the quagmire of ending a long-running show, these are usually the most controversial.

    Newhart (1982–90) ended by using a spin on the “it was all a dream” trope, with the final scene linking the show to star Bob Newhart’s earlier sitcom.

    The Sopranos (1999–2007), meanwhile, gave us one of the most talked about and divisive endings in recent memory. It is left to the viewer’s imagination to decide what happened to Tony Soprano. Some saw this as brilliant, others a cop-out.

    Other finales involved big, but for some viewers, disappointing, reveals. These include the identity of the mother in How I Met Your Mother (2005–14), and the resolution of Lost (2004–10), which some fans felt was too ambiguous and complex for a final episode.

    Viewers hoping for a positive or fairy-tale ending may react negatively if it doesn’t come.

    Or, they might feel shortchanged if their reason for investing time in a series – such as to get to the bottom of a mystery – isn’t delivered upon by the end.

    Saying goodbye, together

    Grieving the end of a series is normal. We should honour what these fictional worlds provide us: joy, escapism and personal growth through self-reflection.

    Connecting with our favourite characters matters for another reason, too, because these fictional bonds also help us connect with others in real life. We might grieve with other fans over the sad ending of a show, or vent with them if they also found the finale underwhelming.

    Even when a series is over, relationships between fans can continue through online groups, repeat streaming and fan conventions.

    With time, feelings of loss over a series’ end may make way for other feelings, such as gratitude for having experienced it at all.

The guarantee can fall away once the business meets the threshold and covenants are met.

    Also, we can’t fund distressed assets or big turnarounds.

    Sport officials, regardless of which code they supervise, are appointed to be impartial figures.

    They have to quickly interpret infractions, adjudicate rules and communicate commands, all while maintaining the highest levels of objectivity and sense – not to mention the fitness required.

    So, what does it take to become a sport official at the elite level, such as NRL referees or AFL umpires?

    And why do so many sports fans think these officials are at fault when their team keeps getting penalised?

    It’s harder than you think

    Recently, there were calls for Ashley Klein to be stripped of officiating duties for the third and final rugby league State of Origin clash after NRL commentators queried a one-sided penalty count in the Maroons’ favour during game two in Perth.

    Likewise, the AFL recently faced criticism when video evidence revealed Collingwood’s Lachie Schultz had suffered a concussion, but the umpires in charge failed to stop play immediately, as they should have.

    Every week, fans also voice their displeasure at perceived injustices, whether that be at the ground, watching on TV or venting on social media.

    However, very few people fully understand the complexity or intricacies of what it takes to perform a sport official’s role, particularly at the elite level.

    Elite officials must have detailed rule knowledge, incredible physical and mental fitness and be composed regardless of crowd pressure. They must be able to instantly move on from any mistakes made.

    They also need situational awareness and a level of calmness to effectively supervise two groups of competitors fiercely battling against each other in these highly charged environments.

    Figuratively speaking, this can be like emergency department (ED) doctors or air traffic controllers, who are required to manage multiple events and competing task demands in a calm and consistent manner.

    Even though elite officials don’t work continuously for long hours like ED doctors or pilots – the total playing time of most of our winter sporting codes is generally between 90-120 minutes – the level of concentration, composure and mental toughness required is immense.

    Making good decisions when both players and the ball are constantly shifting position also requires exceptional game understanding and an ability to convey decisions that are appropriate to the game context.

    In other words, elite referees operate in situations in which time pressure, stress and high risk decision-making are always present.

    So who would want to perform a role where coaches, fans and some sections of the media continually question your knowledge, integrity and skills?

    Professional or part-time?

    Currently, of Australia’s major winter codes, only the NRL has a full quota of referees who are full time, paid professionals.

    Soccer’s A-League has a small group of full-time officials and an impressive number of top officials are part of FIFA’s panel of international referees. Yet, most A-League referees are part-time operators.

    Similarly, Rugby Australia has a small team of full-time professional referees who are appointed to Super League games and international matches not involving Australia, but most are part-timers.

    In the AFL, most umpires work part-time, with pressure mounting on the league to transition its umpires into full-time positions as ongoing criticisms over controversial decisions continue to grow.

    What elite officials get paid can be shrouded in secrecy but AFL field umpires reportedly earn A$120–130,000 each year while the best NRL referees earn more than $300,000 each season.

    Current pathways into the top level for most sporting codes require extensive apprenticeships in lower grades.

    To reach those top pay levels, extensive on-field experience in lower grades is required. Those who stand out are selected in high-performance squads where specialist coaching is provided.

    An often thankless task

    So, do you think you have what it takes to be an elite sports official?

    Could you maintain an optimal level of physical and cognitive performance while running at high speeds when you know every decision you make can be reviewed by video technology and re-watched in slow motion at one 25th of a second?

    It might be good to remember most decisions in sport are not black and white.

    Referees are human. They make mistakes. Sometimes they have to follow a policy or refereeing method they might not agree with.

    However, what we need to remember before we shout at them during a game is elite officials are trying to make games as fair, open, free flowing and entertaining as possible as they strive to impartially apply the rules of the game.

         Following are the welcome remarks by the Secretary for Justice, Mr Paul Lam, SC, at a business seminar and dinner organised by the Netherlands Hong Kong Business Association with the support of the Hong Kong Economic and Trade Office in Brussels and Invest Hong Kong on July 7 (Amsterdam time):
     
    His Excellency Mr Tan Jian (Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the Kingdom of the Netherlands), dear friends from the Association, and distinguished guests in the Netherlands,
     
    Firstly, I’m really delighted and honoured to be given the chance to speak to these distinguished audience this evening. Perhaps I should begin by telling you a little bit more about myself and the purpose of my present trip. I have used to practice in Hong Kong as a civil and commercial barrister. I’ve been practicing in Hong Kong for almost 30 years and then joined the Government about three years ago. So that’s when I became the Secretary for Justice.
     
    I had considered to come to the Netherlands and this part of the world for a very long time. Unfortunately, for many reasons I was unable to do this until this occasion. So this is in fact my first trip to Europe after I took my office. So I’ve chosen the Netherlands.
     
    For personal reasons, I love travelling in the past. I travelled quite a lot. Amsterdam is very top on my list, I always come to Amsterdam to stay a couple of days, go to museums, restaurants, just to walk around, and then I move on as a stopover, and move on to other destinations. But Amsterdam is always a stop that I could not miss, so I have very good personal reasons to come to Amsterdam once again.
     
    For official reasons, the Netherlands is the second-largest trading partner of Hong Kong within Europe. There are more than 170 companies in Hong Kong. And I was invited to join the National Day Reception in late April. So, I have too many reasons to choose the Netherlands as my best destination.
     
    Returning to today’s seminar, I understand that you have heard from many eminent speakers this afternoon who have shared with you many important information about the latest development in Hong Kong in different areas. I know that you are all very keen supporters of Hong Kong and there must be reasons why you were attracted to Hong Kong. Maybe the probable reason is that you see Hong Kong as a very open society. We offer a very fair, transparent, predictable environment for you to explore business opportunities, either in Hong Kong, in China, or the Asia Pacific region. But I think all these characteristics are highly concerned with the political and legal landscape of Hong Kong. This is an important point in the sense that we are living at a rather difficult time. And Hong Kong has faced a lot of challenges in recent years. You are all keen supporters of Hong Kong. But outside this room, I’m clearly aware of the fact that many people do have a lot of questions about the future of Hong Kong. They may not be as confident as you of the future of Hong Kong. There are a lot of misgivings, misunderstandings, so on and so forth. I do believe that it’s my duty, not simply as a government official, but as a Hong Kong citizen, to bite the bullet, to face the music, to try to convince people why Hong Kong is still the Hong Kong that you are familiar with, why Hong Kong is still the Hong Kong that we all love.
     
    There’s one single message that I wish to convey, and that is “Hong Kong is still Hong Kong”. I wish to perhaps look at the latest development or something that I regard to be of great importance insofar as political landscape and legal landscape are concerned. Let me begin by the political landscapes of Hong Kong. I make it all boiled down to one very important thing. The gist of the matter is the principle of “one country, two system”. It’s because of “one country, two systems”, Hong Kong enjoys a number of very unique strengths and characteristics which are unparalleled. For example, we have our own independent legal system based on common law, our own independent financial system, our own currency, free flow of capital, we have trade port, we have no tariffs, no trade barriers, but all these things are because of the fact that we have “one country, two systems”.
     
    So the elephant in the room is this, is the principle of “one country, two systems” to be maintained, or is it going to be changed in whatever way in future? I wish to give you three reasons, why there shouldn’t be any worry or concern that the principle of “one country, two systems” will be altered or changed in future. The first reason is that the principle of “one country, two systems”, notwithstanding the fact that it’s a political concept, but actually it’s constitutional entrenched in the sense that its implementation is guaranteed by a constitutional document which is the Basic Law. I’m sure that many people in this room is familiar with the Basic Law. But what I wish to highlight is that on July 1, we celebrated the 28th anniversary of China’s resumption of sovereignty over Hong Kong. And for 28 years, and notwithstanding the fact that we had encountered a number of difficulties and challenges, not a single word, not a single clause in our Basic Law had been changed.
     
    Secondly, which is a matter of law, I think lawyers would be interested in what I am saying. In the Basic Law, there’s a provision which allows amendment to be made to the Basic Law, subject to a very important qualification. There’s a very clear, expressed provision, that any amendment cannot contravene, or cannot change the basic policy of the People’s Republic of China regarding Hong Kong, and that basic policy is precisely “one country, two systems”. So legally speaking, as a matter of constitutional, our constitutional order, you cannot really change the fundamental principle of “one country, two systems”. So if you feel that I’m not too legalistic, I move on to my second point, my second reason.
     
    The second reason is highly political, but it’s of crucial importance in the present context. That goes to the reassurances given by the top state leaders of the People’s Republic of China. I would mention three very important speeches, two made by President Xi Jinping. And the last speech was given by Wang Yi, the Minister of Foreign Affairs. First, President Xi Jinping said on July 1, 2022, it was the 25th anniversary of China’s resumption of sovereignty over Hong Kong. It was when I assumed my current position as the Secretary for Justice. In his very important speech, he made a very important point. He said that the principal of “one country, two systems” is a good policy that must be adhered to in the long run. I think he was trying to convey a very important message, to dispel any misgivings, any doubts that Beijing had any intention whatsoever to change its basic policy towards Hong Kong. The “one country, two systems” principle also applies to Macau. So more recently, on December 20, 2024, also at the 25th anniversary of China’s resumption of sovereignty over Macau, President Xi Jinping made another very important speech, repeating why the principle of “one country, two systems” is a good system. At the end, he said that the principle of “one country, two systems” actually embodies very important universal values – peace, openness, inclusiveness, and sharing. And he said that these values are valuable, important, not just to China, Macau, or even China as a whole, but to the whole world. So the China’s national strategy is to make use of this principle of “one country, two systems” to assist its modernisation. So as a matter of logic and common sense, it’s unthinkable that either HKSAR (Hong Kong Special Administrative Region) or Beijing would shoot ourselves in the foot by damaging or destroying the most valuable asset which makes Hong Kong being in a position to contribute to the success or even survival of Hong Kong.
     
    The last speech was given by Mr Wang Yi, the Minister of Foreign Affairs, when he attended the signing ceremony of a very important international convention. It’s known as the Convention on the Establishment of the International Organization for Mediation. It is an international treaty signed by 33 countries, including China. And most of these countries include countries in Southeast Asia, Africa, and even one in Europe, Serbia. The Swiss foreign minister came to Hong Kong to give a speech. The purpose of the convention is to set up the first inter-governmental international organisation, which is devoted to use mediation as a means to resolve different types of international disputes, including disputes between sovereign states, disputes between states and foreign nationals, say, for example, investor-state disputes, and even international civil and commercial disputes. The important thing is that the state parties, in particular China, supported that the headquarters of this new organisation will be situated in Hong Kong. The question is why. Just imagine for Beijing or even other countries, they have a lot of options. Why not in Beijing, why not in Shanghai, why not in Shenzhen or anywhere? But Hong Kong, why Hong Kong? I think Mr Wang Yi gave the answer in his important speech. He mentioned once again it’s because of “one country, two systems”. Because under “one country, two systems”, Hong Kong inherits the common law tradition, but at the same time, the Mainland China practises a civil law system. There’s a synergy between the systems. So we are the best of both worlds, so to speak. And that’s precisely the reason why such an important international organisation, the headquarters of such an organisation will be situated in Hong Kong. This is a very important message. It is a very strong vote of confidence and given by not just China, but other state parties in the future of Hong Kong. So that’s my second reason.
     
    The third reason concerns a piece of law passed last year in Hong Kong. For people familiar with Hong Kong, you would be aware that all lands in Hong Kong are held pursuant to government leases, except for St. John’s Cathedral. For people who have been to Hong Kong, you know that St. John’s Cathedral is a freehold land for historical reasons. But otherwise, all lands in Hong Kong that were held pursuant to government leases, which means that they were for a fixed time, very often for 99 years. And the reality is that many of these government leases, hundreds and thousands, will expire by 2047. That is 50 years after China’s resumption of sovereignty over Hong Kong. So last year, we passed a legislation, the effect of which is that all these leases, which are going to expire before, or by 2047 will be automatically renewed for 50 years, without any additional premium. That means that these land ownership will be guaranteed, they will continue, they will go beyond 2047. Of course, land ownership is extremely important. It is not simply concerned with the provision of shelter or home for people. It serves as very important security, a very valuable asset for business people, for financial institution. So that’s the way we assure people that our system will not change because I cannot find a more important example showing the distinguished feature of “one country, two systems” by referring to our land ownership system. So I think this is a very compelling piece of evidence. I have three pieces of evidence to convince people that any misgiving would be misplaced. So this is about the political landscape.
     
    What about the legal landscape? I mentioned a moment ago that one of the essential characteristics of “one country, two systems” is the fact that we are still using the common law system. I wish to highlight three very important features of our common law system that will be maintained, enhanced, and of great importance in ensuring Hong Kong’s continued success in the future.
     
    Firstly, the credibility of our common law system. Our people are willing to come to Hong Kong because they believe in Hong Kong’s legal system. And one of the key reasons is that in Hong Kong we have a very reputable and credible independent judiciary. Judicial independence is a very key element of a legal system. How do we show to people that Hong Kong’s judicial system, Hong Kong’s judiciary, will remain independent? The answer is that we are a very open system. We have invited many eminent foreign judges from other common law jurisdictions to sit in our court. I wish to give two very concrete examples. Under the Basic Law, Hong Kong enjoys the power of final adjudication, because before 1997, all the final appeal cases would have to be heard in Privy Council in London. But after 1997, we enjoy the final power of adjudication. So the highest court will be the Court of Final Appeal and that’s a very special arrangement, which I’m sure that some of you would be aware of. We are at liberty, we are permitted to invite judges from other common law jurisdictions to sit as foreign non-permanent judges. At the moment, and I would say that even after 2019 and 2020 when Hong Kong experienced some challenges, even after 2020, or since 2020, we have three foreign judges agreeing to come to Hong Kong. So for the time being, there are altogether six foreign non-permanent judges. Two from England, Lord Hoffmann and Lord Neuberger. For lawyers, they would be very familiar names. And then three judges from Australia, and one from New Zealand. The most recent appointment was Sir William Young, a former judge of the Supreme Court of New Zealand. He was appointed in June, so less than a month ago. So why would these eminent judges agree to come to Hong Kong if they are not confident and do not believe in Hong Kong itself? The other thing is that even at the Court of First Instance level, the judiciary has been inviting judges from other common law jurisdictions to sit as part-time judges. And I can also give a very recent example. I know that very soon, a judge who is a British, a very eminent British lawyer, will come to Hong Kong to sit in commercial cases. So these are the continuous efforts made by Hong Kong to ensure that we will retain the international characteristic to give people confidence.
     
    And of course, I have to mention, it’s something that I hesitate to mention, that the Government still loses cases from time to time, but it’s the most compelling evidence to prove the existence of judicial independence. Of course I would not say that I was very happy with the outcome, but I described it as a very healthy phenomenon. It’s very cogent and conclusive proof of the fact that our legal and judicial system functions properly. So this is my first point, the credibility of a judicial system.
     
    The second characteristic goes to the fact that we have a very user-friendly system – common law system. One thing that may be very often can be overlooked is that Hong Kong is the only bilingual common law system using both English and Chinese.

    Notwithstanding that China has resumed sovereignty over Hong Kong, one would have naturally expected that Chinese would be the only authentic language, but that’s not true. Even in our legislation, in our court judgments, things would be written in both languages, which is of course important to the international community.
     
    The second thing is that we have made tremendous effort to ensure that our law will meet the changing needs of society, not just within Hong Kong but also the international community. I give two examples. The first example is that we have just amended our company ordinance, which came into effect in late May. It provides a scheme to enable companies being operated overseas to re-domicile to Hong Kong, by a very simple mechanism, so that they can enjoy tax advantage, a relatively simple regulatory regime, so on and so forth. I understand that two major insurance companies have indicated that they will re-domicile to Hong Kong probably in November this year. The second example goes to digital assets, the Stablecoins Ordinance. The ordinance will come into effect on August 1. I think it’s an indication of our determination to strike a balance. You have to have some sort of regulation, some sort of licensing, but at the same time, you have to enable this digital thing to be able to develop in a healthy manner. So this is my second point, we have a very user-friendly common law system.
     
    The last point, which is really unique, which is something that cannot be found, is our connection with the Mainland legal system. Under “one country, two systems”, we have our common law system, we do not use the Mainland legal system. It doesn’t mean that there’s no connection or no linkage between the two systems. On the contrary, there are very important connections between the two legal systems, which are of great practical importance to the international business community. And once again, I wish to use some examples. The first example concerns arbitration. Can arbitration awards in Hong Kong be recognised or enforced in Mainland China? The answer is that we have a very special mutual legal assistance arrangement with Mainland China. There are altogether nine, but suffice for me to mention that’s an arrangement which enables an arbitration award in Hong Kong to be easily recognised and enforced in China. It’s modelled on a well-known New York convention. So it’s no different as any other international award. And another special thing which also about arbitration is that Hong Kong and Mainland China has entered into a very special arrangement to enable arbitration to start or commence in Hong Kong. People engaged in this sort of arbitration would be entitled to apply for interim measures like interim injunction to freeze the assets of the opposing party to preserve evidence in Mainland China by making application in the Mainland court. For example, you start an arbitration in Hong Kong, then you can go to the Mainland court to apply to freeze the assets of your opponent to preserve evidence. I can give you the statistics to see how important and how successful this arrangement is. The arrangement came into existence on the October 1, 2019, and up to mid-May this year, there were altogether around 146 applications. And the value of assets which were subject to this interim preservation order would be around US$5 billion. That will be a very important and practical legal tool to use Hong Kong as a legal dispute resolution centre. And the second more recent example, that I wish to introduce to you, concerns the Greater Bay Area (GBA). The Greater Bay Area consists of Hong Kong, Macau, and mainly the nine important cities in the Guangdong province. The population is 86 million. I think the size is more like Croatia, but the GDP has exceeded Australia. I think it would be top 10 as it seen as a single entity. So a lot of opportunities. So just on the February 14, we have introduced special measures to enable Hong Kong enterprise, if they set up an office or their own company in GBA cities, they would have the right to choose Hong Kong law to govern their contracts. In the old days, there were very serious restrictions. Even if you’re a foreign company, a Hong Kong company, if you set up your company in Mainland China, you have no option. You have to use Mainland law to govern your contractual relationship. The second thing is that you can also choose Hong Kong as the seat of arbitration to resolve any potential dispute. And once again, in the past, that option would not be open. You have to use the dispute resolution mechanism or arbitration in Mainland China. So these are special measures which were recently introduced to give people more options. We can readily understand that, in particular for people outside Hong Kong, they may feel more familiar with Hong Kong’s legal system, whether it’s used as the governing law or whether it’s used as the place to resolve disputes. The choice belongs to the end users, but you have to give people the choice. So we are offering people this choice.
     
    Another important thing is the definition of Hong Kong enterprise. It doesn’t mean that it has to be a 100 per cent owned Hong Kong company. So long as there’s some Hong Kong interest, say 1 per cent Hong Kong interest. So if you get a business partner who’s willing to invest 1 per cent in a business venture, then you will be qualified to be a Hong Kong enterprise. And if you use this in the name of this Hong Kong enterprise, you go into a GBA area, then you can take advantage of the measures that I have just mentioned. I’m using this example to highlight the very unique connection between the Hong Kong common law system and the Mainland legal system, which offers very important practical advantages to the international business community.
     
    Lastly, you may say that I’m just selecting the good news. What about external views on the state of the rule of law in Hong Kong? I wish to refer to two very recent international surveys to support that what I have been telling you is not some sort of self-serving statement trying to paint a rosy picture. Firstly, the IMD, the Institute for Management Development in Switzerland, published a competitiveness survey in June, so about a month ago. In terms of global competitiveness, Hong Kong is the third. In the last survey, we were the fifth, so we moved two places up. We ranked second in terms of government efficiency and also business efficiency. And most importantly, Hong Kong ranked the first when it comes to business legislation, which means our business law and also our tax policy. This is the external view based on a very credible international survey. The second international survey that I wish to refer to is an international survey concerning international arbitration. It’s a survey done by the Queen Mary University of London, together with the law firm White & Case. It’s a regular survey done once every three or four years. In the very recent survey, Hong Kong is regarded to be the second most preferred seat of arbitration in the world. Hong Kong and Singapore both enjoy the second place. And in fact, Hong Kong is the most preferred place for arbitration in the Asia-Pacific region. So once again, this serves as a very strong piece of objective evidence to demonstrate people’s confidence in our legal system.
     
    We are living at a time of uncertainties and challenges, many of these challenges were caused by reasons or factors beyond our control. Some of them goes to geopolitical situations, things like that. The role of Hong Kong can play from the perspective be considered in a wider context, not just as a matter of bilateral relationship between Hong Kong and the Netherlands. It has to be perhaps considered in the wider context of the overall relationship between Europe and China, or perhaps Europe and Asia-Pacific, as a whole. I think the relationship between Europe and China and Hong Kong has become even more relevant and important at this time of great uncertainties and challenges. But amid all these challenges and difficulties, in sharp contrast to these challenges and difficulties, what Hong Kong can offer would be certainty and opportunities. Certainty that you will have a very secure, very user-friendly, very credible legal system to safeguard interests, to manage risk, but enormous opportunities to be found, not just in Hong Kong, not just in the GBA, but China as a whole.
     
    So I do believe, I speak from the bottom of my heart that there are very good reasons for us to remain very confident and optimistic in the future of Hong Kong.   • MIL-Evening Report: How can you keep kids off screens during the winter holidays?

    The winter school holidays can be a tricky time for families. Parents are often juggling work and chilly conditions make it easy for kids to end up on the couch with multiple devices.

    What other activities can you try? And how can you encourage the kids to move without it seeming like a massive chore or a punishment for everyone?

    Here are some ideas for younger and older primary school children.

    We know kids aren’t active enough

    Many children aren’t as active as they need to be. Australian kids scored a D- on a 2022 report card on physical activity. Less than a quarter of children and young people met the guidelines of 60 minutes of moderate to vigorous physical activity per day.

    Meanwhile, we know excessive screen use is one of the top health concerns Australian parents have about their children.

    What can you do for 5 to 8-year-olds?

    In his 1560 painting Children’s Games, Pieter Bruegel depicts more than 80 of childhood games and play outside. This includes playing with balls, swinging, climbing a tree and imaginary games.

    Many of these ideas still work today. So just like the children in Bruegel’s picture, embrace the outdoors. Remember it’s OK to get a bit wet or a bit muddy (even though, yes, this does mean more washing).

    Think about going on an adventure to the city, cafe, library, or museum or simply finding local puddles to splash in. A change of scenery can do wonders for cabin fever.

    Trips to the park or other nearby nature spots are also important. Research shows playing in green spaces improves children’s mental and emotional wellbeing.

    Need more toys?

    If you feel your toy cupboard is looking overly familiar, try a local Toy Library to borrow puzzles, board games and activities. Alternatively, arrange a toy swap with a trusted neighbour or friend.

    Don’t underestimate the joy and novelty in doing the basic or everyday tasks but with more time, over the holidays. Cooking, baking, sending cards, writing letters and reading a book together are all excellent ways to connect and build memories.

    You could also ask the kids to go and make an art exhibition or practise for a home dance or music concert while you make a cup or tea.

    What about older primary kids?

    Older children love to create, work together and connect with their peers.

    So you could encourage your child or children to channel popular YouTubers and gamers by creating physical challenges at home, for example: a home holiday Olympics, safe Ninja-style circuit or obstacle course.

    Or you could turn everyday chores into “missions” that earn rewards like having their favourite meal or a shopping trip.

    Keep moving

    You could break up sitting time by making TikTok style dances or doing physically challenges (how many star jumps can you do in a minute?) as often as possible.

    If you have wearable tech, such as smart watches, you can track time spent being active. Set up a friendly competition for steps while playing with pets, cleaning up or dancing around the house.

    A 2022 Australian study suggests the “break up your sitting” approach may result in children being more active than a simple “move more” message.

    Also think about screen time that gets kids moving – such as sports-based games. Research shows the energy expended during active gaming is equivalent to a brisk walk. Not all screen time has to be sedentary.

    Try a whole day ‘unplugged’

    You could try a whole day without devices – this shows children it is possible!

    Consider giving the kids more decision-making powers on these days: they could pick (and hopefully) make their meals, have a friend over, decide what games to play or what art and craft to make.

    The winter holidays are a good time to set new active habits that won’t only help now, but will set the tone for the spring and longer summer breaks ahead.

    Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 160 staff located in its headquarters in Geneva, Switzerland, and in regional offices. This project position is based in Bridgetown, Barbados. The Programme Officer reports to the Chief of the UNDRR Regional Office for America and the Caribbean, who is based in Panama City, Panama.

    Responsibilities

    Within delegated authority, the Programme Officer will be responsible for the following duties:

    • Develops, implements and evaluates assigned programmes/projects in the Caribbean region, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; hire and supervise staff and consultants, built and sustain partnerships, ensures follow-up actions.
    • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
    • Provides substantive support to intergovernmental processes dealing with risk reduction by: preparing inputs for reports /processes of intergovernmental bodies; following intergovernmental meetings and preparing summary reports; preparing inputs to statements by members of the bureau and Secretariat staff to such meetings; assisting in the organization of panels, round tables, etc. on risk reduction and resilience.
    • Researches, analyzes and presents information gathered from diverse sources.
    • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
    • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. draft background papers, talking points, analysis, sections of reports and studies, inputs to publications, etc.
    • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
    • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. Upon delegation from the Chief of the Regional office, participates in regional or national meetings on the implementation of the Sendai Framework in the regional.
    • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
    • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, annual reports, impact stories etc.). Ensures that the outputs produced meet high-quality standards; that reports are clear, objective and based on comprehensive data; and that they comply with relevant organizational mandates.
    • Serves as the contact point for the Santiago Network on loss and damage for the Caribbean region in liaison with the SN secretariat.
    • Performs other duties as required.

    A minimum of seven (7) years of progressively responsible experience in project or programme management, administration or related area is required. At least three (3) years of experience in disaster risk reduction, resilience building, or climate change adaptation is required. At least two (2) years of experience in the English-speaking Caribbean region is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of Spanish or French is desirable.

    Assessment

    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    WASHINGTON, DC – U.S. Senator Gary Peters (MI) underscored the importance of local public broadcasting at an Appropriations Committee hearing with Office of Management and Budget (OMB) Director Russ Vought. Peters’ questioning comes amid Republican efforts to cut critical funding for local television and radio stations that provide emergency alert services, educational content, local news and more to communities across Michigan. The proposed cuts would eliminate communities’ access to critical resources and safety information, particularly rural communities.  

    “Cuts to public broadcasting won’t just hurt communities’ access to local news and education, but as you heard, it’s going to cut critical funds for rural television and radio stations like WNMU in the Upper Peninsula of Michigan, WKAR in Lansing, and more, that provide emergency alert services during disasters and public safety situations. They’re often the only folks that do that, particularly in rural America,” said Senator Peters. “Earlier this year, WCMU out of Mount Pleasant, Michigan saved lives when it stepped up to coordinate emergency information during a catastrophic ice storm in Michigan when commercial towers went down.”  

    Peters continued, “This is not a luxury, but it’s a fundamental public responsibility. Public broadcasters are the backbone of emergency alerting, but I’ve heard from Michigan broadcasters, especially those in rural areas, that they may not survive if these cuts go through. That could mean no emergency alerts for over 250,000 residents in the Upper Peninsula alone, not to mention the thousands more in Northern Michigan, Mid-Michigan, or the Thumb.” 

    In his response, Vought refused to answer Peters’ questions about how the Administration’s proposed cuts to local public TV and radio would threaten public safety. 

    During the hearing, Peters also underscored the need for OMB and the current Administration to distribute funding that Congress has passed into law on a bipartisan basis.  

    Peters said, “The Impoundment Control Act only permits the President to refuse to spend the funds proposed for rescission for up to 45 days. If Congress does not approve a rescission package, the President then must release the funds to be spent on these critical projects. Do you commit that, if Congress does not pass a rescission bill to cancel these funds, that the Administration will then release them so that they can be spent?”  

    In his response, Peters secured a commitment from Vought to release these funds as directed by law if Congress fails to pass this harmful proposal to cut funding for public broadcasting and other critical resources that serve Michigan communities.

    SANAA, July 7 (Xinhua) — The bulk carrier Magic Seas has completely sunk in the Red Sea about a day after it was attacked by Yemen’s Houthi rebels, Houthi spokesman Yahya Saria said on Monday.

    “The bulk carrier Magic Sea sank completely in the depths of the Red Sea after it was attacked by our armed forces,” Yassir Saria told the Houthi-controlled Al-Masirah TV channel. The spokesman added that the attack was a response to the ship’s owner’s “repeated violations” of the Houthi-imposed ban on entering Israeli ports.

    NEWARK, N.J. –U.S. Immigration and Customs Enforcement Homeland Security Investigations Newark and multiple federal, state and local partners made 18 arrests of alleged co-conspirators for roles in a drug trafficking organization July 1 in Newark, New Jersey.

    The arrests are a result of a 14-month HSI Newark investigation with the Newark Police Department and the U.S. District Attorney for the District of New Jersey.

    “In addition to the 18 arrests, HSI’s investigation led to federal charges filed against 24 individuals and we executed seven federal search warrants in and around Essex County, New Jersey,” said HSI Newark Special Agent in Charge Ricky J. Patel during a press conference following the operation. “Law enforcement partnership and teamwork were essential in our success. I am proud to say these alleged conspirators operating the sale of narcotics primarily from the Bradley Court Public Housing Complex have been stopped thanks to thousands of hours of police work. The livelihood of the tenants throughout 10 three-story apartment buildings who have been plagued by this dangerous enterprise for far too long can now feel a sense of safety and security.”

    On July 2, two additional defendants were arrested. Four remain at large.

    HSI Newark’s investigation uncovered a complex criminal enterprise with ties to transnational organized crime, that distributed more than 400 grams of fentanyl and a kilo of heroin. During the takedown operation, approximately $113,000 dollars in bulk cash/drug proceeds, illicit firearms, ammunition, narcotics, including 28 bricks of fentanyl and heroin, and vehicles were seized.

    According to the investigation, the defendants are members or associates of Sex, Money, Murder—a Blood affiliated criminal street gang that controls the drug trade in Bradley Court Housing Complex located near North Munn Avenue and Tremont Avenue in Newark. The enterprise is also known as Munn Block, M-Blok, and Tombstone Gang. Munn Block are closely aligned with another Blood affiliated gang known as Voorhees, who operate around Voorhees Street—members and associates of the enterprise refer to the collective union as “MunnHees”.

    “It is critical for the public to understand that these individuals engaged in the most dangerous of action, were armed and were involved in shootings,” said Patel. “They peddled narcotics to include fentanyl, heroin, and crack cocaine, all while risking the lives of those around them for power and money. Surveillance, undercover activity and electronic monitoring were just some of the necessary steps needed to bring these individuals to justice.”

    For over a year, law enforcement conducted extensive surveillance of the area, conducted numerous controlled purchases of narcotics, seized narcotics through enforcement action, and analyzed telephone records, all of which demonstrated extensive interactions between and among the charged defendants. Members and associates of the enterprise are known to use social media on a variety of platforms and mobile applications, including Instagram, YouTube, X (formerly Twitter), Signal, Telegram, and WhatsApp to conduct the business of the enterprise, communicate with one another, promote the Enterprise through sharing photographs and videos, and further the enterprise’s goals. Specifically, the enterprise uses the release and promotion of drill rap songs and music videos on social media to intimidate rival gang members, witnesses, and other members of the community, and to promote the enterprise.

    Pierrecent, Johnson, and Carney, are also charged with possession of a machine gun that was used in the June 17 shooting in rival gang territory near Mapes Avenue in Newark.

    The defendants charged in the drug conspiracy face a mandatory minimum penalty of 10 years in prison, with potential penalty of life in prison, and a $10 million fine. Pierrecent, Johnson, and Carney each face up to 10 years in prison for possession of the machinegun. Pierrecent faces up to 15 years in prison for possession of firearms and ammunition as a convicted felon.

    CALGARY, July 7, 2025

    Inclusive, accessible spaces and training opportunities are vital to ensuring Canadians of all abilities can express themselves creatively and participate fully in Canada’s cultural sector.

    Today, David Myles, Parliamentary Secretary to the Minister of Canadian Identity and Culture and Minister responsible for Official Languages and to the Secretary of State (Nature), announced an investment of $1.35 million in the National accessArts Centre (NaAC), following a tour of the facility. He made this announcement on behalf of the Honourable Steven Guilbeault, Minister of Canadian Identity and Culture and Minister responsible for Official Languages.

    The NaAC will receive $750,000 through the Canada Cultural Spaces Fund for renovations at the former Scouts Canada building in Calgary, known as the West Hillhurst building—an 8,600-square-foot heritage-designated facility that, alongside a new purpose-built multidisciplinary disability arts hub, will form the NaAC’s new arts learning campus. Renovations will support specialized equipment storage, studio partitions, upgraded lighting and fully accessible visual arts spaces. Once complete, the West Hillhurst building will significantly enhance accessibility, increase programming capacity and allow the NaAC to support more artists while expanding public engagement through community art classes and school programs.

    The NaAC will also benefit from $600,000 over three years (2025–2028) under the Canada Arts Training Fund. This investment supports the ongoing operations of the NaAC’s Professional Track Programs. These artist development pathways offer best-in-class specialized training in visual arts, dance, music and performance, and provide residencies, mentorships, performances and leadership development. Tailored to each individual artist, this intensive programming will support more than 20 emerging and established artists with disabilities as they advance their artistic practice across multiple disciplines.

    This funding is part of a broader investment by the Government of Canada in Alberta’s arts and culture sector. In total, 10 additional projects across the province are receiving or will receive support, with $1.94 million provided through the Canada Cultural Spaces Fund and $2.67 million through the Canada Arts Training Fund (please see attached backgrounder).

  • MIL-OSI Analysis: Parting by Sebastian Haffner: the forgotten German novel of the early 1930s that’s become a bestseller

    Abschied (Parting) by Sebastian Haffner (1907-1999) is dominating the bestseller charts in Germany. It has been published posthumously, over 25 years after his death, after the manuscript was found in a drawer.

    The novel is a love story between Raimund, a young non-Jewish German student of law from Berlin, and Teddy, a young Jewish woman from Vienna. Raimund and Teddy meet on August 31 1930 in Berlin and the novel covers the time they spend in Berlin and Paris together.

    Abschied was written between October 18 and November 23 1932, just before the Nazi takeover. It reads in the breathless, immediate manner in which it was clearly conceived. It also gives a personal insight into the zeitgeist of the final months of the Weimar Republic.

    Haffner was born Raimund Pretzel in Berlin, where he trained as a lawyer. He disagreed with the Nazi regime and emigrated to London in 1938. There, in order to protect his family in Germany from potential Nazi retribution he changed his name.

    It is estimated that around 80,000 German-speaking refugees from Nazism lived in the UK by September 1939. Most of these refugees were Jewish, but there was also a sizeable number who, like Haffner, had fled for political reasons. Many politically committed exiles arrived soon after 1933 but this was not the case for Haffner. In the 1930s he was busy being a young man in Berlin, training as a lawyer and enjoying himself.

    Haffner’s father was an educationalist who had a library with 10,000 volumes. As a young man Haffner liked reading, and toyed with the idea of becoming a writer and journalist, but his father advised him to study law and aim for a career in the civil service. Political developments in Germany made this option increasingly unpalatable. Initially Haffner found it difficult to see a way out. As he wrote in Defying Hitler: “Daily life […] made it difficult to see the situation clearly.”

    In the book he also describes how he and other Germans acquiesced to the new regime. Haffner was disgusted with his own reaction to the SA (the Nazi party’s private army) entering the library of the court building where he was a pupil, asking those present whether they were Aryan and throwing out Jewish members of the court.

    When questioned by an SA man, Haffner replied that he was indeed Aryan and felt immediately ashamed: “A moment too late I felt the shame, the defeat. I had said, ‘Yes’. […] What a humiliation to have answered the unjustified question whether I was Aryan so easily, even if the fact was of no importance to me.” Haffner never really took up his career as a lawyer, because it would have meant upholding Nazi laws and Nazi justice. Instead he started working as a journalist and writer, first in Germany and after his escape in 1938 in the UK.

    Life in the UK

    Soon after his arrival in the UK, Haffner finished a book titled Defying Hitler (1939). The memoir was both autobiographical and a political history of the period – but after the outbreak of the second world war it was considered not polemical enough, and was dismissed as an unsuitable explanation for the rise of Nazism at the time. But the intermingling of private and public history is of great interest to readers in the 21st century. Defying Hitler was published posthumously in German (2000) and in English (2003) and became a bestseller in both languages.

    After Defying Hitler, Haffner turned to writing another book, Germany: Jekyll and Hyde (1940). It was more clearly anti-Nazi and focused on his journalism – during the war, he worked for the Foreign Office on anti-Nazi propaganda and he was later employed by The Observer as a political journalist. The book was a success, and Winston Churchill is said to have told his cabinet to read it.

    The handwritten manuscript for Abschied, which was never published in Haffner’s lifetime, was found in a drawer by his son Oliver Pretzel, some time after his father’s death.

    The German critic Volker Weidemann who wrote the epilogue to Parting toys with the idea that it was never published because its focus on the love story was considered a bit too trivial for such a great writer. Thanks to his work for The Observer after 1941, Haffner was a well-regarded political journalist and historical biographer. He became the paper’s German correspondent in 1954, and was well known for his column in West Germany’s Stern magazine and for his biographies, including one on Churchill (1967).

    The perspective of a young non-Jewish German living a relatively ordinary life in the early 1930s makes Abschied a fascinating read. Academics have been exploring everyday life under Nazi rule for nearly half a century now, but it seems that modern readers are still keen to learn about it today.

    Perhaps the novel resonates with so many German readers because we live in a time where many struggle with the inevitable continuation of everyday life while politics is becoming ever more extraordinary.

  • MIL-OSI Analysis: What research on sexting reveals about how men and women think about consent

    Sexting – the creating and exchanging of sexual texts, photos and videos – has become part of many people’s sexual and romantic lives. In an age where interpersonal relations often take place through digital technology, particularly since the pandemic, understanding sexting can help us better understand intimacy.

    Discussions around this topic inevitably involve concerns about sexual consent, and violation of it. One frequent concern is the risk of intimate image abuse, where private sexual images are shared without the consent of the person depicted. Another is the risk of receiving unsolicited or non-consensual “dick pics”.

    These violations can and do affect people of any gender identity. But research suggests that both types of violation particularly affect girls and women, who are more likely to be victims of the non-consensual further sharing of intimate images and to receive unsolicited dick pics. Girls are also more likely than boys to report feeling pressured into sending nudes or other sexual content.

    In my research, I have explored how men and women experience and navigate consent when sexting in heterosexual relationships.

    I have found that consent is central to the sexting practices of both women and men, but that they approach it differently. Overall, the women I spoke to were most concerned about the risk of having their consent violated. The men, on the other hand, were more worried about the risk of accidentally violating the consent of the person they were sexting with.

    Women’s experiences

    Between June 2016 and February 2017, I interviewed 44 women about their use of digital media and technology in their romantic and sexual relations. A core part of this involved discussion about their experiences of sexting. Our conversations focused especially on their experiences of sexting with men, and on their notions of intimacy, risk and trust.

    My participants primarily saw mitigating the risk of intimate image abuse as an individual responsibility. In other words, these women saw themselves as responsible for ensuring that their consent was not violated by a sexting partner.

    They reflected on the importance of women taking charge to protect themselves. For example, by not placing their trust in the “wrong” kind of person when sexting. Many employed tactics to reduce risk, from not showing their face in an image, to establishing close connections with the friends and family of their sexting partner.

    As one participant in her mid-20s explained: “I do try to meet their family and friends beforehand, just so, if anything does happen, I can kind of go and tell his mum.”

    Just as the women focused on their individual responsibility for reducing risk, they also understood men as individually responsible for the sexism of sending unsolicited dick pics. Overall, they saw it as an issue of some men behaving badly, rather than part of a broader, systemic issue. This view differs from that of scholars in this area, who have linked non-consensual dick pics to wider misogyny and social issues like rape culture.

    Men’s experiences

    The 15 interviews I conducted with men took place between May 2022 and May 2023, five years after the interviews with women. During these intervening years, the #MeToo movement gained global reach. This movement raised awareness about the widespread, social and structural issues that lead to sexual consent violations and abuse of power in sexual relations.

    This research, the findings of which will be published in a forthcoming book chapter, coincided with what many have recognised as a backlash to #MeToo. This backlash (in politics, entertainment and wider society) has manifested in, for example, the advance of the manosphere and crackdowns on sexual and reproductive rights.

    Only one participant mentioned #MeToo specifically, noting its role in putting sexual consent on the agenda. However, it was clear that the rapidly changing and tumultuous social and political landscape regarding sexual consent informed the mens’ experiences.

    One participant in his late thirties stressed how an interest in consent was what made him want to participate in an interview. He said: “I’ve grown up through a period where … understanding about consent has changed a lot. Men of my age … I just think we’re very ill prepared for the expectations of modern society.”

    My women participants had been most concerned to protect themselves from having their consent violated. But the men appeared to be most worried about the possibility that they might violate a woman’s consent by not having ensured sexual consent when sexting.

    Some participants struggled with managing what they understood as conflicting messages regarding women’s expectations of men when sexting. For some, it meant avoiding sexting they saw as “risky”. For others, it meant continuously establishing consent by checking in with a partner.

    Moving forward

    Overall, my interviews revealed that both men and women take consent seriously, and are eager to prevent its violation.

    This is something I explored further in workshops with other researchers, relevant charities and stakeholders. Our discussions, summarised in the Consent in Digital Sexual Cultures report, stress the importance of creating room (for young men especially) to explore ideas around consent without worrying about social repercussions.

    Charities like Beyond Equality and Fumble are already creating spaces for such discussions in their meetings with young people at school, in the university and online. We also need to see more of these discussions taking place in the home, at government level and through collaboration with tech companies.

    Navigating consent in sexual relationships has long been a fraught task for many. Digital technology has created new opportunities for sexual interaction, but also for the violation of consent. We need spaces for dialogue, to help us figure out – together – what good sexual consent practice is and should look like, for everyone involved.

  • MIL-OSI United Nations: Congratulating Cabo Verde on Fiftieth Anniversary, Secretary-General Recognizes Its ‘History Marked by Pain, Injustice, But Also by Solidarity’

    Following are UN Secretary-General António Guterres’ remarks, delivered by Deputy Secretary-General Amina Mohammed, at the fiftieth anniversary of Cabo Verde and the fiftieth anniversary of its partnership with the United Nations, in Praia today:

    I am happy to be with you today on behalf of the United Nations Secretary-General, Antonio Guterres, and I thank the Government and the people of Cabo Verde for your warm welcome and hospitality.  I am honoured to deliver his remarks on this historic occasion.

    It is with deep emotion that I send these words to a country I hold close to my heart.  As Secretary-General of the United Nations, as former Prime Minister of Portugal and as a long-time friend, I am honoured to mark this fiftieth anniversary of Cabo Verdean independence and partnership with the United Nations.

    Cabo Verde has shaped my conscience and conviction.  And I celebrate with you the enduring spirit of the povo cabo-verdiano — a people whose determination has long outshone the constraints of geography.

    The story of Cabo Verde is a story of freedom reclaimed.  On 5 July 1975, the world bore witness to the birth of a new republic.

    After centuries of colonial rule, the people of Cabo Verde — together with their brothers and sisters in Guinea-Bissau — rose up to demand self-determination.

    As a Portuguese citizen, I cannot speak of Cabo Verde without acknowledging the deep and complex history we share — a history marked by pain, injustice, but also by solidarity.

    I carry with me the memory of walking through the gates of the former Tarrafal concentration camp — in the company of Edmundo Pedro and Sérgio Vilarigues, who had endured its horrors.  Their stories of suffering and resistance are etched into my memory.

    Today, we honour so many heroes of that struggle — heroes like Amílcar Cabral.  Receiving the Order of Amílcar Cabral by Prime Minister Carlos Veiga remains one of the greatest honours of my life.

    From the beginning, Cabo Verde chose the harder path: Stability over strife.  Dialogue over division.  The peaceful transition to independence, the embrace of democracy and good governance.  A model that endures.

    Cabo Verde is also a wonder of geography.  Ten volcanic islands scattered across the Atlantic, bound by morabeza — that singular warmth and grace that define the Cabo Verdean soul.

    But, it is the people who truly set Cabo Verde apart.  A culture that is at once rooted and global, melancholic and joyful.

    This nation gave the world morna — a music of sodade, of longing for home across distant seas.  It brought us the timeless voice of Cesária Évora, who sang from Mindelo to the world — and made every listener feel a little closer to Cabo Verde.

    When Cabo Verde gained independence, many may have doubted. Yet, five decades later, you stand as a middle-income country and a champion of peace and equality.

    As Prime Minister of Portugal, I had the privilege of working closely with Cabo Verde to deepen our cooperation.  I recall with pride the signing of the Acordo de Cooperação Cambial — a monetary agreement that was more than a technical arrangement.

    It was a bridge between our economies, a symbol of trust and a recognition of Cabo Verde’s growing role on the global stage.  And through it all, you have remained true to your values.

    Welcoming migrants, upholding the rule of law and staying true to the principles of solidarity and open cooperation.  I saw these values in action during my last visit.

    At the port of Mindelo, I watched the sails of the Ocean Race rise against the horizon — a striking reminder of Cabo Verde’s openness, resolve and connection to the wider world.

    What stayed with me was not just the race, but the spirit onshore — young people learning, communities coming together, leaders thinking boldly about the future.  It reinforced what I have always felt:  Cabo Verde is not just navigating the tides of change — it is helping to chart the course. 

    And the United Nations has been honoured to journey with you. From the earliest development plans — schools, health systems and social protection, to our shared work on food security, disaster resilience and democratic institutions.

    From supporting the graduation from least developed country status, to cooperating on climate action, ocean conservation, biodiversity protection, renewable energy.  And advancing the multidimensional vulnerability index — a vital tool to reflect the unique challenges of small island developing countries.

    Together, we are exploring new frontiers:  the blue economy, digital inclusion and diaspora engagement.  And today, as we celebrate your past, we also recommit to your future.  A future shaped by resolve.  Cabo Verde knows, more than most, the realities of climate change.  Rising seas, droughts, external shocks.

    Your location also brings higher costs — for transport, for energy, for resilience.  But, you have turned water scarcity into a frontier of innovation.

    You are building climate resilience in your infrastructure and communities.  You are expanding clean energy.  You are leading on marine conservation.  And as co-lead of the Small Island Developing States Coalition for Nature, you are rallying global action to protect our planet’s most vulnerable ecosystems.

    You are showing the world that ocean stewardship is a responsibility.  And the world must match your determination with support — through climate finance, technology and fairer systems for small island developing States.

    Fifty years ago, Cabo Verde was born into freedom.  Today, it moves boldly into the future with ambitious plans grounded in the Sustainable Development Goals; with innovation in the blue economy, biodiversity and climate resilience; with empowered youth and inclusive growth; with leadership in regional affairs — from the Economic Community of West African States (ECOWAS) to the African Union; and with more regional integration — taking advantage of the African Continental Free Trade Area.

    The people of Cabo Verde understand what it means to struggle — and to overcome.  To the povo cabo-verdiano, in every island and across the ocean:  This celebration belongs to you.

  • MIL-OSI USA: Paving across six state highways in the south Puget Sound and Kitsap Peninsula starts in July

    Seven work zones cover 82 miles of pavement repairs in Kitsap, Pierce, Thurston and Mason counties

    OLYMPIA – Work to provide a smoother ride for travelers and preserve six state highways in the south Puget Sound region begins Monday, July 14.

    Contractor crews working for the Washington State Department of Transportation will remove and replace asphalt on highways in Thurston, Pierce, Kitsap and Mason counties.

    The first state highway where travelers will see nighttime lane and ramp closures is State Route 16, west of the Tacoma Narrows Bridge in Gig Harbor. Work will begin on the remaining highways later in July.

    People can get information on each highway via the project webpage and WSDOT app. Information will be shared as work schedules are finalized.

    Paving work zones

    Kitsap/Pierce counties:

    • Gig Harbor – SR 16 between Stone Drive and Burley Olalla Road
    • Silverdale – SR 3 between SR 303 and Sherman Hill Road 

    Thurston County:

    • Olympia – Interstate 5 between Pacific Avenue and 93rd Avenue (SR 121)
    • Tumwater – I-5 between 93rd Avenue (SR 121) and Maytown Road

    Thurston/Mason counties:

    • Kamilche – Northbound US 101 between SR 108 and SR 8

    Pierce County:

    • Puyallup – SR 512 between SR 167 and SR 7
    • Sumner – SR 410 between SR 167 and Myers Road

    The $25.8 million project helps preserve the existing highways for years to come. The new surface will reduce the potential for costly emergency maintenance repairs and unexpected lane closures.

    The work is scheduled to finish this fall.

    Project at a glance 

    Work is planned in lanes in most need of repair on each highway. Crews will grind down existing asphalt, then pave a layer of fresh asphalt. After a curing time, they will return to install permanent lane markings.

    Nearby businesses and residential areas may experience increased night construction noise. Grinding and paving is unavoidably loud. Crews will work quickly and efficiently to minimize disruptions.

    People traveling are encouraged to watch their speeds. Drivers need to slow down and give crews the room they need to repave the highways.

  • MIL-OSI Africa: Samora Machel’s vision for Mozambique didn’t survive: what has taken its place?

    Samora Moisés Machel, the first president of independent Mozambique, was born in 1933 in Gaza province, in the south of the country. He died in an unexplained plane crash on 19 October 1986, in Mbuzini, South Africa.

    Authoritarian and popular, humble and arrogant, visionary and tactical. All these words have been used to describe Machel. Despite these contradictions, there was one quality that everyone recognised in him: his charisma. At the time this gift wasn’t lacking in many political leaders of emerging countries, especially those of Marxist-Leninist inspiration. Cuba’s revolutionary leader Fidel Castro above all.

    Their common faith went beyond any personal or family interest. It was a faith for the progress of humanity, for the liberation of oppressed peoples from the colonial yoke, from the chains of capitalism and from traditional values and practices considered regressive.

    Machel’s enlightenment programme was as fascinating as it was difficult to achieve in Mozambique in the mid-1970s. Small farmers, with all their “traditional” beliefs, made up the majority of the population. It was a political battle for social justice as well as a cultural crusade.

    Machel’s speech on 25 June 1975, at the Machava Stadium in Maputo, proclaiming Mozambique’s independence from Portugal, highlighted the contradictions. The new head of state addressed the “workers”, who represented a small minority of the Mozambican people. At the same time, he called for freedom from colonial-capitalist oppression and the effective, total independence of the new country, already identifying its possible enemies: the unproductive and exploitative bourgeoisie.

    The task of nation-building

    Machel’s charisma recalled that of the proto-nationalist hero Gungunhana, who had tried to resist the Portuguese occupation at the end of the 19th century. Machel’s grandfather, Maguivelani, was related to the “terrible” Gungunhana, the last emperor of Gaza, who was defeated in 1895 by Mouzinho de Albuquerque after years of struggle. He was deported to Portugal, where he died in 1906.

    Paradoxically, the anti-traditionalist Machel was the descendant of a great traditional chief. This heritage played a role in shaping his personality and political action.

    Machel’s main task was to build a nation that only existed because of political unification under the Portuguese. The initial choices, embedded in the Cold War atmosphere, forced the nationalist Machel to opt for a rapprochement with the Soviet Union. Mozambique formally adopted a Marxist-Leninist doctrine at its Third Congress in 1977.

    That approach meant political intolerance and the repression of “dissidents”, as well as the marginalisation of certain ethnic groups, above all the Amakhuwa people, who did not sympathise with Machel’s party, Frelimo.

    The forces opposed to the Marxist-Leninist solution expected democratic elections to be held after the proclamation of independence from Portugal. But this opportunity never came. Portugal handed over power to Frelimo (Lusaka Accords, 1974), ignoring the existence of other political groups.

    The treatment of leaders who opposed Frelimo’s vision was harsh. On their return from abroad, many were imprisoned in concentration camps in the north of the country.

    They included the resistance leader Joana Simeão, along with others such as Uria Simango, former vice-president of Frelimo, his wife, Celina Simango, and Lázaro Kavandame, the former Makonde leader who left Frelimo because he didn’t agree with its political line.

    They were put on arbitrary trial and executed. The dates and the method of execution are still officially unknown, despite the former president Joaquim Chissano’s public apology, in 2014, for these deaths.

    About a year after independence, an armed opposition, Renamo, was formed. It was financed first by Ian Smith’s Southern Rhodesian government, and then by the South African apartheid regime.

    Renamo, contrary to Machel’s expectations, had a solid popular base in central and northern Mozambique, especially among peasant populations who had expressed opposition to the policies of collectivisation and cooperation imposed by the Marxist-Leninist government.

    And it was war which led Machel to a controversial agreement with the South African apartheid enemy. The Nkomati Accords, signed in 1984, provided for the end of Mozambique’s logistical support to the exiled African National Congress in Mozambique and South Africa’s military and financial support to Renamo.

    This agreement did not bring peace. On the contrary, the war intensified, as the South African regime continued to finance Renamo.

    Machel died in 1986, with the war still raging, unable to see the end of a conflict that had devastated Mozambique and which defeated the socialist principles.

    The General Peace Accords between the Mozambican government, represented by the president, Chissano, and Renamo, represented by its leader, Afonso Dhlakama, were only signed in Rome in 1992.

    End of an era

    Machel took the first, important steps towards a rapprochement with the west, as demonstrated by his visit to Ronald Reagan in Washington in September 1985.

    It can be said that with his death the First Mozambican Republic ended, with all its positive and negative elements. The dream of building a fair Mozambique with an equitable distribution of national wealth came to an end.

    Machel had worked hard to ensure that health, education, transport, water and energy were distributed equally among Mozambicans. A poor but fair welfare state was born. But it was quickly dismantled in the years following his death. The Mozambican state had very few resources to devote to the welfare state. The rest was done by the rapid abandonment of an ideology, the socialist ideology, which by then the Frelimo elite no longer believed in.

    In addition, international financial institutions entered the country, with the notorious structural adjustment policies, as early as 1987.

    Corruption, which Machel sought to combat with various measures, and which he addressed at many of his rallies, spread across the country and all its institutions. The Frelimo political elite soon became the richest slice of the nation.

    Several observers began to speak of a kleptocracy. The country suffered from continuous corruption scandals. One of the biggest became known as “hidden debt,” in which the political elite, including one of ex-president Armando Guebuza’s sons and former intelligence chief, Gregório Leão, were convicted of a scheme that cost the public treasury more than US$2 billion.

    However, the main defeat was the fall of an inapplicable socialism.

    The adoption of a capitalist, liberal and democratic model, at least formally, put an end to the arbitrary violations of human rights as in the age of the socialist state, such as “Operation Production” of 1983. The programme aimed to move “unproductive” people living in cities to the countryside to promote agricultural production.

    In reality, it turned into arbitrary detentions and displacement of entire families, increasing the systematic violation of human rights by the state.

    At the same time, the end of socialism meant democratic openness. Since the 1990 constitution, Mozambique has had as its fundamental principles respect for civil and political freedoms based on the 1948 Declaration of Human Rights. Still, socio-economic rights have been denied as a result of the dismantling of the welfare state.

    How he’s remembered

    Today, many people miss Machel’s rule. Those who were close to him, such as José Óscar Monteiro, the former interior minister, recall him as an ethical statesman, intolerant of corruption and abuses against “his” people. So do some of the international media.

    Others, since the 1980s, such as Amnesty International, have denounced the serious violations of the most basic human rights by the Mozambican government and its leader.

    What remains of Machel today is above all his ethical teaching. He died poor, committed to the cause of his nation, leaving his heirs moral prestige.

    It is curious that his figure is associated, even in musical compositions by contemporary rappers from Mozambique, with his historical enemy, Dhlakama, who died in 2018.

    This popular tribute is proof of the distance between the country’s current ruling class and a “people” who are looking to the charismatic figure of Venâncio Mondlane, the so-called “people’s president”. But that’s another story that won’t fit here.
