    A massive outbreak of toxic algae off South Australia, which has devastated hundreds of species of marine life and disrupted local tourism and fishing, is a “natural disaster,” state Premier Peter Malinauskas said on Tuesday.

    The algal bloom, first detected in March, spans an area 4,500 square km (1,737 square miles) in size and has been aggravated by rising ocean temperatures, according to environment officials.

    “There are over 400 different species of marine life that have been killed off or have had deaths as a result of this algal bloom,” Malinauskas told national broadcaster ABC’s News Breakfast program.

    “This is a natural disaster and should be acknowledged as such.”

    Malinauskas announced a A$14 million ($9.11 million) support package to tackle the outbreak, matching a package by the federal government. The combined A$28 million would assist with clean-up efforts, research, and business support.

    The toxic bloom has been caused by overgrowth of the Karenia mikimotoi algal species, which affects fish gills and sucks oxygen out of the water as it decomposes, the state’s environment department said.

    Contributing to its growth was a marine heatwave that started in 2024, when sea temperatures were about 2.5 degrees Celsius (36.5 degrees Fahrenheit) warmer than usual.

    The bloom has impacted tourism and forced oyster and mussel farms to temporarily shut due to a waterborne toxin caused by the algae, local media said.

    Over 13,850 dead animals, including sharks, rays and invertebrates, have been recorded by the public on the iNaturalist app.

    Federal Environment Minister Murray Watt said on Monday the algal bloom was a “very serious environmental event,” but stopped short of declaring it a national disaster, which would allow for greater federal support.

    Amsterdam, The Netherlands – A new Greenpeace International report released today reveals that over 50 million people in 11 countries [1] are at risk of exposure to hazardous air pollution from plastic linked petrochemical production. The findings intensify pressure on negotiators at the Global Plastics Treaty talks in Geneva to secure a treaty that tackles the problem at its source: plastic production.

    Graham Forbes, Global Plastics Campaign Lead for Greenpeace USA and Greenpeace Head of Delegation for the Global Plastics Treaty negotiation said: “What this report shows is that the plastics crisis is a public health emergency. The Global Plastics Treaty must deliver a 75% cut in plastic production by 2040 to reduce escalating threats to human and planetary health. People are being poisoned so fossil fuel and petrochemical companies can churn out more unnecessary plastic. Without a treaty that cuts production, the plastic crisis will only grow worse.”

    The report, Every Breath You Take: Air Pollution Risks from Petrochemicals Production for the Plastics Supply Chain, shifts the lens to midstream level plastic production—to the petrochemical plants that produce precursors to plastic and expose frontline communities living near to these facilities who are potentially facing exposure to dangerous air pollutants.

    During the production of feedstock, petrochemical facilities emit a suite of harmful airborne substances typically including Volatile Organic Compounds (VOCs), nitrogen oxides (NOₓ), and sulfur oxides (SOₓ) and particulate matter (PM). Studies report higher concentrations of these pollutants near petrochemical facilities, with proximity linked to increased illness—raising a serious cause for concern.

    Key findings from the report include:

    • Over 51 million people in the 11 countries studied live within 10 km of plastics-linked petrochemical facilities; 16 million live within 5 km. In every country studied, residential areas lie within 10 km of plastic-linked petrochemical plants.
    • The United States has the highest number of people living at a distance that is linked to elevated risk—13 million, especially in Texas and Louisiana.
    • One in four people in the Netherlands live at a distance that is linked to elevated risk of exposure to air pollution emissions, including toxic emissions, from petrochemical plants. It has the highest proportion of its population at risk with 4.5 million people or 25.6% of the entire population within the exposure zones assessed in the analysis. The country with the second highest proportion is Switzerland at 10.9% of the population.
    • The pollution created by some petrochemical plants in the regions reviewed for the report is transboundary. Several plants are located in border zones, affecting communities in Austria, Poland, Singapore, Belgium, France and Germany.[2]
    • In documented case studies, communities near petrochemical facilities suffer disproportionately from cancer, respiratory disease, and premature death. The UN has labeled some of these areas “sacrifice zones.”

    The report also warns of industry plans to expand global plastic production through 2050, which would create more sacrifice zones, more waste exported to low-income countries, and more short-lived products driving the climate, health and waste crisis.

    The global Greenpeace network is demanding that the Global Plastics Treaty must reduce plastic production by at least 75% by 2040 to protect people’s health, the climate and the environment. The next round of negotiations will happen on August 5 to 14, 2025 in Geneva, Switzerland.

  • India’s BioE3 policy to spearhead green growth and biomanufacturing revolution

    The Government’s ambitious BioE3 Policy—short for Biotechnology for Economy, Environment & Employment—emerged as the focal point of a high-level joint review meeting of all Science Ministries, chaired by Union Minister Dr. Jitendra Singh. Held in the national capital on Monday, the review convened top scientific officials to evaluate inter-ministerial initiatives and promote a unified, outcome-driven vision in alignment with India’s Vision 2047.

    Approved by the Cabinet in August 2024, the BioE3 Policy is designed to transform India into a global hub for sustainable biomanufacturing by leveraging biotechnology and artificial intelligence. The Minister was informed about the overwhelming response to the policy’s first round of DBT-BIRAC ( Department of Biotechnology- Biotechnology Industry Research Assistance) joint calls, which attracted over 2,000 proposals. Calling it a “national mission,” Dr. Singh emphasized its role in driving green growth, expanding the bioeconomy, and generating employment across sectors.

    The BioE3 framework focuses on five critical domains—Carbon Capture and Utilization, Precision Biotherapeutics, Smart Proteins, Enzymes, and Climate-Resilient Agriculture. Nearly 40% of the selected proposals are being led by startups and private industry through public-private partnership (PPP) models. Academic institutions, meanwhile, are at the forefront of agri-biotech innovations. These initiatives are being supported by the national MoolankurBioEnabler Network, a cutting-edge platform comprising Bio-AI Hubs, biofoundries, and biomanufacturing centers.

    In a strategic move to reverse brain drain, the Minister also reviewed a proposal to introduce 100 post-doctoral fellowships for Indian scientists working abroad. “We must offer meaningful opportunities to attract our talent back,” Dr. Singh stated, underlining the importance of building domestic research capabilities.

    The review also covered developments in India’s energy sector. Officials provided updates on ongoing site assessments in Bihar for new nuclear power plants. These evaluations, focusing on land availability, water resources, seismic stability, and soil conditions, are being conducted in collaboration with state authorities. Final approval will rest with the Atomic Energy Regulatory Board.

    India’s space programme also received significant attention. A recent technological advancement is set to boost the payload capacity of the GSLV Mark-3 rocket by 20%—achieved without structural modifications. Officials further disclosed that a near-crisis during an international satellite launch was averted after a crack in the fuel line was promptly detected and rectified. Dr. Singh lauded the swift action and high level of preparedness demonstrated by the technical teams.

    Preparations are now underway for National Space Day, which will highlight the contributions of India’s thriving space startup ecosystem.     While the KwaZulu-Natal Provincial Government has made significant progress in containing the spread of Foot-and-Mouth Disease (FMD) in affected areas, non-compliance by some commercial farmers continues to undermine control efforts.

    Speaking to SAnews on the sidelines of the national Foot and Mouth Disease Indaba, currently underway at the ARC-VIMP Campus in Roodeplaat, northeast of Pretoria, KwaZulu-Natal Agriculture and Rural Development Chief Director for Veterinary Services, Dr Themba Sikhakhane, said the province is on course in managing the outbreak.

    “We have made great strides, especially in communal areas like Newcastle in the Amajuba District, where the initial outbreak occurred. There, we have vaccinated over 600 000 animals,” said Sikhakhane.

    However, Sikhakhane expressed concern over the conduct of some commercial farmers, who hide their animals after seeing symptoms of FMD, and move them.

    “When they [commercial farmers] see clear symptoms of FMD, they hide the animals, which is impossible to do because your neighbour and everyone will see it. We strongly believe that this is the reason we find feedlot that have animals coming up late on their management with the symptoms,” Sikhakhane told SAnews.

    He added that effective containment will require active cooperation from the beef industry and farmer organisations, particularly in addressing these practices.

    Hotspots and disease transmission

    Sikhakhane said the Amajuba and uMzinyathi Districts remain the most affected by the outbreak, with recent cases also detected in one or two dairy operations.

    He said investigations are underway to determine how the disease reached these facilities.

    “We know FMD is spread by people [and] in communal areas, it is often due to lack of fencing and free movement of unvaccinated livestock. We know the permanent FMD sources around Hluhluwe Game Reserve and other smaller reserves, where animals test positive,” Sikhakhane said.

    The department is expanding its containment measures, including the deployment of dip tank dip facilities.

    Sikhakhane confirmed that 14 dip tanks will be completed this week in the King Cetshwayo District, with work beginning next week in Mtubatuba and Nongoma municipalities, where 76 additional dip tanks are planned.

    “It is in control, only if we can get assistance from red meat producers to contain the spread with the commercial farmers. Our farmers in communal setup are cooperating, we just need these few commercial farmers to work with government and stop this problem,” Sikhakhane said.

    Held under the theme: “Building a Resilient System to Fight FMD,” the FMD Indaba comes at a time when South Africa is grappling with widespread outbreaks across several provinces, including KwaZulu-Natal, Mpumalanga, Gauteng, and most recently, the Free State.

    Agriculture Minister John Steenhuisen, alongside Deputy Minister Nokuzola Capa, is leading the national effort in collaboration with the Agricultural Research Council (ARC).

    The Indaba has drawn participation from provincial leaders, including Free State MEC for Agriculture, Rural Development and Environmental Affairs Elizabeth Cornelia Rockman, KZN Agriculture and Rural Development MEC Thembeni kaMadlopha-Mthethwa, and Limpopo Agriculture and Rural Development MEC Nakedi Sibanda-Kekana.

    Maintaining FMD-free zones 

    In his opening address, Steenhuisen emphasised the need to confront the infrastructure deficit in the country’s protection zones.
    He underscored the urgent need to address infrastructure gaps within the country’s FMD protection zones.

    “As long as animals are forced to be moved illegally because of the absence of local abattoirs or feedlots, we will never be able to enforce movement control effectively,” the Minister said.

    He stressed that the issue extends beyond veterinary science,

    “This is not just a veterinary issue; it is a spatial planning and rural development issue. That is why we will be earmarking funds in this fiscal year to support the establishment of feedlots and abattoirs within the protection zones, particularly in Limpopo, KwaZulu-Natal, and Mpumalanga.

    “These facilities will provide alternatives to illicit trade. They will create rural jobs. Furthermore, they will help us enforce the very measures we need to maintain our FMD-free zones,” the Minister said – SAnews.gov.za

  • MIL-OSI Russia: When Nature Meets Art. Exploring the Biocluster Exhibition at VDNKh

    The first biocluster in Russia has opened at VDNKh — a project of the Timiryazev State Biological Museum. Researcher of the museum’s scientific and exhibition department Danial Yurkevich and head of the public relations department Alexandra Belyaeva told us what served as the starting point of the project, how it will develop and what exhibits can be seen right now.

    Living and nonliving

    The first site of the biocluster was pavilion No. 29 “Floriculture and landscaping”. Now there is an exhibition “Morphogenesis. Third nature”, where contemporary art is intertwined with the world of living nature. Dmitry Kawarga, Oleg Makarov, Aristarkh Chernyshev and Olga Bozhko provided their works for it.

    Each terrarium is a unique world, which the museum has populated with various living creatures. The authors did not explain what kind of plot this or that work reveals, allowing the viewer to come up with their own association or even a whole story.

    One of my favorite installations gives me the creeps. Quite a dark picture: skulls made with 3D printing, and fiery Madagascar cockroaches crawling on them. Everyone knows the expression about cockroaches in the head, which means that every person has their own oddities. I think this work perfectly illustrates it.     In the adjacent terrarium, an Indian tiger tarantula is spinning its web. Thanks to it, the plastic sculpture with silicone elements dripping down, as if growing from underground, looks quite alien – and therefore attractive.

    “It’s a smooth transition from something anthropogenic, created by man, to something more natural, created by wild nature,” added Danial Yurkevich. “We’re interested in what it will look like when there are even more webs.”

    A certain science fiction plot unfolds in the terrarium with trilobite beetles. They boldly explore a 3D-printed spaceship and seem to be studying mini-astronauts who crashed on an alien planet. “The beetles look like huge monsters compared to the little people, but in fact they are extremely peaceful creatures and do not pose any danger to us,” emphasized Danial Yurkevich.

    Another story about a spaceship crash is embodied with the help of other insects — the spectacular Congolese bordered bronze beetles. Here Dmitry Kawarga decided to add a bit of drama and left one of the mini-astronauts hanging on parachute straps. Initially, the ship was supposed to stand on the ground, but then the artist included wooden elements in the installation, which the ship got caught on. The insects loved both wood and plastic equally.

    Another terrarium is inhabited by Indonesian stick insects. In combination with the elongated sculptures they share, the insects do not seem to be alive, they are easily mistaken for branches. Thus, they become one with the structure, which looks like a bizarre mechanism: it is made entirely of wood, but the paint in some places turns it into metal.

    Plants, sculptures, interactive

    In addition to terrariums, the exhibition also features larger exhibits — biomorphic sculptures. They could easily decorate a post-apocalyptic world: destroyed transport, disjointed metal structures.

    They are installed surrounded by exotic plants, of which there are more than a thousand. They were provided not only by the Timiryazev State Biological Museum, but also by its friends — the Tsitsin State Biological Garden of the Russian Academy of Sciences and the Tsaritsyno Museum-Reserve. Guests can see aglaonemas, cycads, philodendrons, dracaenas and much more.

    The exhibition is complemented by a spatial sound composition by Oleg Makarov. “Soundflowers” is a sound abstraction inspired by the processes of flowering – from buds to fruit ovaries. Time flows much faster in sound flowers than in biological ones: flowering can take place in just a few seconds. Such speed gives listeners the opportunity to hear dozens of different soundflowers during their visit.

    The program also includes film screenings, lectures, and family master classes, where anyone can learn, for example, how to cook “soil porridge.”

    The exhibition “Morphogenesis. Third Nature” is temporary and will run until November 2025. After that, the pavilion will undergo a major re-exposition, which will result in a permanent exhibition opening here.

    Other sites

    During the year, four more biocluster sites will be created at VDNKh. Its center will be pavilion No. 312 — all aspects of biology will be discussed here. It is currently in the process of development.

    Pavilion No. 28 “Beekeeping” will be dedicated to the life of insects. The country’s first entomological laboratory will be open here – guests will be able to test all the knowledge they have acquired in practice: the latest equipment will be available to them for this purpose. In Pavilion No. 17, the “World of Dinosaurs” will be recreated – for those interested in prehistoric lizards and the natural landscapes of the Mesozoic era.

    In addition, pavilion No. 31 “Geology” will also become part of the biocluster. In 2022, the exhibition “12 Signs of Life” opened there, which began the development of the museum’s new strategy.

  • MIL-OSI Europe: Anticipating Displacement: EUAA looking into Migration Trends in Ukraine

    As the Russian war of aggression on Ukraine continues and the situation in Ukraine remains volatile, the European Union Agency for Asylum (EUAA) has strengthened its capacity to combine near to real-time situational awareness, data collection in the field and forecasting. The aim is to go beyond reactive analysis and ensure Member States are equipped to manage not just today’s asylum-related migration flows, but tomorrow’s as well. 

    In July 2025, with no end to the conflict in Ukraine in sight, the fighting is going on with increasing intensity. In June, Ukraine’s Security Service launched “Operation Spiderweb,” targeting Russian strategic bombers, followed by a maritime drone strike that damaged the Kerch Bridge and drone attacks that forced the Russian authorities to temporarily close Moscow airports. Russia responded with intensified aerial attacks on Kyiv and other cities. Simultaneously, ceasefire talks in Türkiye produced no progress beyond a prisoner exchange. These developments reinforce the urgency of equipping EU countries with modern, mixed-method tools to anticipate and prepare for any potential renewed displacement, ensuring that Member States remain responsive in a volatile geopolitical environment.

    A multifaceted approach to intelligence

    The EUAA’s intelligence capability includes Human Intelligence (HUMINT) gathered through the EUAA’s Surveys with Arriving Migrants from Ukraine (SAM–UKR), a flexible tool used to collect testimonies from persons displaced by the Russian invasion who are currently in the EU+. It captures experiences, intentions and aspirations, which in turn allows the Agency to understand push factors, the scale of integration in host countries and possible return prospects.

    Separately, Open-Source Intelligence (OSINT) enables the EUAA to monitor near to real-time conflict events and geopolitical developments that may trigger migration — including, for example, the Russian bombardment of Ukraine’s power infrastructure. These various types of qualitative insights are then combined with EUAA’s own quantitative data to produce short-term forecasts according to the needs of Member States and European policymakers.

    Investing in cooperation with local partners

    In Ukraine, the EUAA is collaborating with a Ukrainian public opinion company, Gradus Research, to gather real-time insights on migration intentions. The collaboration offers insights gathered within Ukraine, before displacements materialise at the EU external border. Gradus’ ability to deliver real-time assessments has enabled the EUAA to monitor changes in sentiment following key military and political events.

    By systematically monitoring migration intentions and pull & push factors, we enable the EUAA and Member States to base their preparedness on real-time intelligence — supporting evidence-based planning in a fluid and high-stakes context. Our survey technology allows us to deliver results in real time, which is a crucial factor in a rapidly changing environment and the emergence of new and evolving risks for the population. Therefore, we don’t collect abstract migration sentiments (like a general desire to migrate at some point in the future), but rather capture real, current sentiments on the ground

    Protection in a Dynamic Environment

    In 2025, the share of the population intending to leave Ukraine within the next six months remains at 13 % of respondents. Poland and Germany continue to be the most preferred destinations, primarily due to job opportunities, family ties, access to benefits and support (with a significant increase compared to the previous wave), and safety. Key push factors — such as threats to life and the risk of occupation — have remained stable since the beginning of 2025. Despite ongoing risks, including hostilities and economic concerns, 71 % of respondents plan to stay in Ukraine if the active phase of the war ends.

    At the end of May 2025, around 4.4 million people were benefitting from temporary protection in the EU+. While Germany and Poland hosted the largest in absolute numbers, Czechia hosted the most beneficiaries per capita. These figures illustrate not only the scale of current protection efforts, but also the need for continued investment in preparedness — including intelligence-led, forward-looking tools that can anticipate renewed displacement, returns, or onward movement.

    As Russian attacks on Ukraine continue, the Council has recently extended temporary protection for another year, until March 2027. At the same time, Ukrainians in Europe consider more permanent alternatives to temporary protection like applying for asylum. Clearly, understanding the views of displaced Ukrainians will play a crucial role for any successful transition. The EUAA has the tools, partnerships and expertise needed to inform policy makers, enabling them to navigate it.

    Background

    The EUAA’s intelligence-led activities are anchored in its legal mandate to gather and analyse information on root causes, migratory and refugee flows in support of early warning and Member State preparedness. They feed into scenario development, capacity planning, and contingency plans including regular updates to asylum trends, structured foresight exercises, and the integration of both traditional and non-traditional data sources. Thus, the EUAA supports Member States with agile, evidence-driven tools in the dynamic operational landscape of the ongoing war in Ukraine.

  • MIL-Evening Report: South Australia’s algal bloom may shrink over winter – but this model suggests it will spread to new areas in summer

    South Australia is desperate for help to tackle an unprecedented harmful algal bloom that has decimated marine life up and down the coast. While the extent of the damage is still unknown, my preliminary research suggests there’s no end in sight. It may just get better over winter before it gets worse next summer.

    The Karenia mikimotoi bloom first appeared in March on two surf beaches outside Gulf St Vincent, about an hour south of Adelaide. It has since spread, killing all kinds of marine organisms – from crabs and small fish to sharks and rays. Only the neighbouring Spencer Gulf, far west coast and southeast coasts have been spared. For now.

    In preliminary research now undergoing peer review, I have predicted the bloom’s future spread using a new computer model. In the worst-case scenario, the harmful algal bloom would reach the Spencer Gulf and spread – from Port Lincoln to Whyalla and across to Port Pirie – next summer and autumn. That would be extremely bad news for the thriving seafood, aquaculture and tourism industries. They may need help to prepare.

    Some help is on the way. Federal Environment Minister Murray Watt yesterday announced A$14 million in federal funding. SA Premier Peter Malinauskas convened an Emergency Management Cabinet Committee meeting today and signed off on a $28 million support package.

    A rolling disaster

    The algal bloom was first noticed when dozens of surfers and beachgoers on the southern coast of the Fleurieu Peninsula fell ill after exposure to seawater in March.

    Soon, dangerous sea foam appeared. Then the killing began in earnest. Many marine species started washing up dead or dying.

    The bloom began to spread. In mid-April, K. mikimotoi was detected in water samples from Edithburgh and Coobowie on the southeastern corner of Yorke Peninsula.

    In early May, the Kangaroo Island Council announced the bloom had spread across the Investigator Strait affecting the island’s northern coastline.

    Wild weather in June pushed the bloom through the Murray Mouth into the Coorong.

    By July, the state government had detected K. mikimotoi along Adelaide’s metropolitan coastline. Videos of fish kills near the Ardrossan Jetty in the northern Gulf St Vincent also emerged.

    So far, the bloom has not been detected in Spencer Gulf. But my modelling suggests it’s only a matter of time.

    Predicting the future

    I was the first to discover the seasonal upwelling of nutrients in several regions along SA’s southern coastal shelf. This nutrient source fuels the marine food chain. It’s a big part of the reason why the marine life in our Great Southern Australian Coastal Upwelling System is so diverse.

    I also simulated the ocean currents in South Australian gulfs using computer models as early as 2009.

    I have now developed a computer model to predict where the algae will spread next.

    Preliminary results from this research have been submitted to the journal Continental Shelf Research and are being reviewed. But given the speed at which this situation is developing, it’s worth sharing a preprint of this manuscript.

    My model matches what’s known about the early spread of the bloom. It began in the coastal waters of the southern Fleurieu Peninsula. It then invaded Investigator Strait, between the Yorke Peninsula and Kangaroo Island, before slowly spreading in a clockwise circulation across the wider Gulf St Vincent.

    When the model is used to forecast how the algae bloom will evolve, the story becomes deeply concerning.

    It predicts the algal bloom will weaken over this winter, as the growth rate will slow in cooler water. In my model, the algae had already invaded the lower Spencer Gulf in May 2025 but at very low concentrations.

    Then, in the worst-case scenario of high growth rates and nothing stopping it, the model predicts the bloom will affect both gulfs – Gulf St Vincent and Spencer Gulf – and Investigator Strait, with severe conditions predicted for the coming summer.

    A bloom in the Spencer Gulf could decimate stocks of Australian sardine in the lower gulf, and potentially also western king prawns and the giant Australian cuttlefish in the upper Spencer Gulf. Some research suggests algal growth may be limited in the hypersaline upper reaches of the gulfs, but the spread of the algae as far as Ardrossan indicates otherwise.

    Under the best-case scenario, the algae’s natural predator, zooplankton, would eat more of the algae, suppressing future flare-ups. So there is some hope, but more research is needed to better understand how zooplankton could control these algae.

    SA also needs to make continuous efforts to monitor K. mikimotoi concentrations. This includes analysis of water samples in both gulfs. It’s important to note satellite images only show the peak phase of the toxic algal bloom, and can be misleading as they also display other species including blooms of “good” algae.

    Fortunately, the $28 million support package includes $8.5 million for early detection and monitoring of harmful algal bloom species. This will involve real-time sensors (buoys), satellite imagery and oceanographic modelling. A new $2 million national testing laboratory will check for toxins, while $3 million will be spent on a rapid assessment of fish stocks and fisheries.

    But if the algae stick around, there may be little anyone can do to protect our marine environment.

    Six Northland students have been named as recipients of Northland Regional Council’s annual Tū i te ora Scholarship, each receiving $4000 and paid work experience with council this summer.
    The recipients are Aakash Chatterji, Nehana Griffiths, Riana Lane, Isaac Morrow, Raine Ross, and William Trubshaw, who were selected from a pool of 26 applicants.
    This is the sixth year council has awarded the scholarship, which recognises, encourages and supports student to undertake study that relates to council’s environmental and regulatory functions, whilst contributing to council’s vision ‘Tiakina te taiao, tuia te here tangata – Nurture the environment, bring together the people’.
    Pou Manawhakahaere – Group Manager, Governance and Engagement Auriole Ruka says the scholarship provides value for both the recipients and council, with the recipients able to gain hands-on experience and council benefiting from the extra support during the busy summer period.
    “It’s a great opportunity for the recipients to apply what they’ve learned through their tertiary study to real life scenarios, and our teams really value the different experiences and perspectives the recipients bring.”
    Nehana Griffiths, who will join council’s Climate Action and Natural Hazards team, is passionate about learning how land has been utilised and the impacts of this over time.
    “I enjoy looking at environmental management cases and learning how different communities in different contexts and situations tackle environmental problems, and what we can learn from those results for the future.”
    Riana Lane will join council’s Biosecurity Partnerships team to help support community projects aimed at managing plant and animal species. She is determined to help protect the environment for future generations to enjoy and treasure.

    The Environmental Protection Authority (EPA) has approved a rust fungus and a flower weevil to control Darwin’s barberry, a spiny invasive shrub.
    Environment Canterbury, on behalf of the National Biocontrol Collective, applied to use two biological control agents to combat Darwin’s Barberry ( Berberis darwinii) in New Zealand. Those biocontrol agents are a rust fungus ( Puccinia berberidis-darwinii) and the Darwin’s barberry flower weevil ( Anthonomus kuscheli).
    Darwin’s barberry is a resilient noxious weed found in disturbed forests, pastures, shrubland and short tussock-land. It is a threat to indigenous ecosystems throughout the country, as well as to pastures where livestock graze. Standard control methods such as herbicides or weeding are often costly, impractical and harmful to the environment.
    It is native to Chile and Argentina and was introduced to Aotearoa New Zealand as a garden plant in the 1940s. Fruit-eating birds deposit seeds far from the parent bush, increasing its spread.
    The plant can be found throughout New Zealand – particularly in the Canterbury, Otago, and Wellington regions. These biocontrol agents could also be used to target Darwin’s barberry elsewhere in the country.
    Both the flower weevil and the rust fungus proposed for introduction are native to South America. All organisms new to New Zealand must receive approval from the EPA before being released into the New Zealand environment.
    “The independent decision-making committee approved the introduction of these two organisms following a rigorous, evidence-based assessment,” says Dr Chris Hill, General Manager of Hazardous Substances and New Organisms at the EPA.
    “The applicant’s risk assessment showed that these agents are highly unlikely to harm native plants or animals. The weevil does not bite or sting, so there is no health risk to people, and the rust fungus is also benign.”
    Dr Hill says the decision followed public consultation, engagement with mana whenua, and consideration of international best practice.
    “New Zealand has a strong track record of using biological control agents to manage invasive weeds with minimal impact on native ecosystems,” he says.
    In recent years the EPA has approved other biocontrol agents for weeds such as purple loosestrife, old man’s beard, Sydney golden wattle and moth plant.

    22 July 2025 – Amid growing concerns about shark bites on Australian beaches, researchers have developed a new framework to compare and assess the broad range of prevention measures available to help identify which are most suitable to dynamic conditions.

    Flinders University researchers, in collaboration with The University of Queensland and state government agencies, developed 12 comprehensive but adaptable criteria encompassing mitigation efficiency, but also socio-economic and environmental factors.

    Published in the scientific journal People and Nature, the research used this new framework to compare 15 different mitigation measures that could be used on the Gold Coast – including cutting-edge technology and traditional strategies – and reveals that a combination of strategies is most effective at reducing the likelihood of shark bites.

    “Our analysis includes lethal options like traditional nets and drumlines, and non-lethal real-time shark alerts withSMART drumlines, drones, and early warning systems alongside personal electronic deterrents, listening stations, amid many other measures says, Southern Shark Ecology Group Research Leader at Flinders University and study co-author, Professor Charlie Huveneers.

    “It’s designed to be adaptable across various coastal environments, including murky, enclosed bays to clear, dynamic surf beaches and can accommodate new technologies or changing needs over time.

    “Importantly, this approach recognises that no single solution is universally effective; instead, a combination of approaches—such as public education, and behavioural changes— equally shared between state governments and growing numbers of surfers and beachgoers is likely to be most successful in reducing shark-bite risk.”

    Michelle Henriksen, lead author of the study, says public sentiment is shifting towards the deployment of non-lethal strategies, so experts want to gain knowledge about their effectiveness.

    “Results reiterated the societal shift towards non-lethal measures and highlighted which mitigation measures, or performance criteria lacked information, helping to identify knowledge gaps and research needs.”

    “By assessing the effectiveness of non-lethal mitigation, we’ve reflected community sentiment on the importance of introducing new methods that protect both sharks and beachgoers,” Ms Henriksen says.

    Shark-bite prevention measures strengths and weaknesses:

    • Physical Barriers: Effective in calm waters but impractical in surf zones like the Gold Coast.
    • Drones: Widely supported for shark detection; cost-effective and efficient for beach monitoring.
    • Personal electric Deterrents: Public education needed to improve acceptance.
    • SMART Drumlines: Non-lethal but concerns about bait attraction and response times.
    • Tagging: Requires sharks to be tagged and network of acoustic receivers but provide early warnings of shark presence
    • Sonar: Low effectiveness due to limited coverage and detection accuracy; better suited for future use with tech improvements.
    • Behavioural Interventions: Highly supported; focuses on education, personal responsibility, and safer ocean practices for people, instead of focusing on sharks.

    Singapore, 21 July 2025 – 16 young individuals have received the Singapore Sustainability Scholarship (SSS) to pursue courses in engineering, environmental, food, and science-related disciplines locally or overseas. Ms Grace Fu, Minister for Sustainability and the Environment, presented the scholarships at the award ceremony today. The SSS is jointly offered by the Ministry of Sustainability and the Environment (MSE), the National Environment Agency (NEA), national water agency PUB, and the Singapore Food Agency (SFA). Minister Fu also presented certificates to 16 in-service scholars, recognising their commitment to enhance their skills and professional expertise, and potential to make even bigger contributions to the public service. The full list of Singapore Sustainability Scholarship and in-service scholars are in Annex A and B respectively.

    2            A total of 293 scholarships have been awarded since the inception of the SSS in 2008. The Scholarship identifies potential future public service leaders with a passion for environmental stewardship, and nurtures them to tackle the challenges posed by climate change, environmental sustainability, water supply resilience and food safety and food security. Upon graduation, scholarship recipients will embark on fulfilling careers with MSE, NEA, PUB, or SFA, working on initiatives that impact the everyday lives of Singaporeans. These include safeguarding Singapore’s coastline from the effects of climate change, ensuring a secure and safe food supply for Singapore, and implementing the Singapore Green Plan 2030.

    Singapore Sustainability Scholarship Recipients

    3         Aarohi Chaudhary, 19, was inspired during her internship in NEA and chose to build a career with the agency. At NEA’s Public Health Policy Department, Aarohi learned that science and policy-making are closely connected while working on a project on new after-death practices. She will be pursuing a Master’s degree in Chemistry at the University of Oxford and is keen to apply scientific knowledge to address Singapore’s environmental challenges.

    4         Mohd Kasyful Azhim, 24, is a mid-term scholarship recipient with PUB, pursuing a degree in Chemical Engineering at the Singapore Institute of Technology. Kasyful is a passionate advocate for sustainability initiatives and a member of the student board at Al-Mizan Singapore, a non-profit network under the Association of Muslim Professionals. He is eager to advance PUB’s progress in enhancing sustainability across our operations and contribute to Singapore’s Water Story. “Water is at the heart of Singapore’s sustainability roadmap, and I am excited to play a role in ensuring our water future continues to be resilient and secure.”

    5          Darren Chua, 25, represented Singapore in swimming, winning both a Gold and Silver medal for Singapore at the 2023 SEA Games. He is now shifting his focus to veterinary science. Growing up, he spent most of his time in the waters and this ignited his passion for working in aquatic environments. As one of SFA’s scholarship recipients this year, Darren will be pursuing a Bachelor of Veterinary Science at the University of Queensland. His studies will equip him with necessary skills to address challenges in aquatic animal health and food security in Singapore.

    Today, U.S. Senator Kirsten Gillibrand sounded the alarm on the proposed $8 million funding cut from the National Estuary Program (NEP) in the president’s FY26 budget. The NEP works to maintain and restore water quality of 28 estuaries across the United States, including the Peconic Estuary and Long Island Sound. Without sufficient funding, the NEP will not be able to monitor New York’s estuaries and keep them safe from threats such as excess nitrogen pollution, pathogens, and harmful algal blooms, which have been shown to be harmful to public health and the environment. Funding to restore and protect our estuaries also boosts coastal resilience from storms, improves tourism and recreation, and supports local jobs.

    The NEP’s work is not only necessary for the health of the environment, but more importantly, it is necessary for the health of the American people. Cutting the NEP’s funding will lead to disastrous consequences,” said U.S. Senator Gillibrand. “Protecting our estuaries is of the utmost importance, and the president’s proposed funding cut would jeopardize these critical efforts.     Senator Gillibrand has been a longtime environmental advocate and has previously passed legislation to protect the public from environmental risks.     …Reforming the nation’s outdated permitting system is critical to bolstering energy security, growing jobs, and building much-needed energy infrastructure to support the projected energy demands of our country in the coming years. According to Lawrence Berkeley National Laboratory, as of 2022 it took an average of five years for an energy infrastructure project to move from initial permitting to operation, more than double the time it took in 2000. Compounding these delays, Stanford University reports that nearly 30% of major energy and infrastructure projects requiring an environmental impact statement face predevelopment litigation, often based on meritless or duplicative claims under the National Environmental Policy Act (NEPA). These lawsuits have become a tool to delay or price projects out of existence. Delays discourage investment and threaten our energy security. Many projects take even longer or are ultimately cancelled as funding is lost, or companies decide to invest in regions with more stable and predictable permitting regimes.

    As your committee begins the heavy lift of holding oversight hearings and developing legislation, we recommend the principles that form the foundation of strong energy development be prioritized. Permitting reform should:

    • Define clear agency permitting approval processes
    • Streamline interagency coordination of reviews
    • Ensure cost certainties and reliable timetables
    • Place reasonable limits on environmental reviews
    • Prohibit project approvals from being slowed for political purposes

    WASHINGTON — A group of eight oil and natural gas trade associations today called on lawmakers in the U.S. House of Representatives to “take swift action on permitting reform.” In a letter to Chairman Bruce Westerman ahead of an oversight hearing tomorrow in the House Natural Resources Committee, the coalition underscored the need to streamline the process to approving federal permitting for energy production, expressed their priority principles, and pointed to recent legislative proposals as vehicles for a bipartisan path forward.

    The coalition, comprised of Energy Workforce & Technology Council, Gulf Energy Alliance, International Association of Drilling Contractors, Independent Petroleum Association of America, National Ocean Industries Association, Texas Alliance of Energy Producers, U.S. Oil & Gas Association, and Western Energy Alliance, warns that delays in reform threaten America’s economic growth.

    • Dan Naatz, COO and EVP of the Independent Petroleum Association of America: “The Biden Administration used the federal permitting process as a tool to hamper production and took every action to create greater hardship for America’s oil and natural gas producers. Additional pipeline and export capacity, including new LNG export facilities, is required to support the extraordinary growth in production accomplished by the U.S. domestic oil and gas industry. Moving products to domestic and global markets more quickly meets growing energy needs at home and abroad, meets those needs in much cleaner fashion compared to non-U.S. production, and reduces the need to flare natural gas.”
    • Tim Stewart, president of the U.S. Oil & Gas Association: “We need to get back to building things in this country. Thankfully, the Supreme Court has clarified that the National Environmental Policy Act (NEPA) is a procedural statute designed to assist agencies in deciding rather paralyzing them. It’s time to end decades of permitting delays, driven by misuse of NEPA to obstruct not just a final decision but the ‘next step’ of every step of the regulatory process. Chairman Westerman is providing a badly needed a course correction to align permitting with NEPA’s statutory intent with common sense so we can start building big things like we used to.”

    Situated just outside the town, the remnant kahikatea forest of Gordon Park Scenic Reserve is unique in the Whanganui area and beloved by many people in the community.

    Department of Conservation Community Ranger Hēmi Stuteley says the new car park, fencing, and a planned picnic area will improve access and enjoyment.

    “On top of these, the forest is gaining ground! Around two hectares of paddock are ready for planting with locally sourced seedstock, the majority collected and grown on by Friends of Gordon Park volunteers.”

    Paddock areas to the north and west were deforested a long time ago but are part of Gordon Park Scenic Reserve.

    “We can all play a role in protecting and enhancing this small but mighty patch of forest,” says Hēmi.

    “This planting will help protect the mature forest as well as provide more habitat for our wetland birds like the at-risk mātātā or fernbird.”

    Colin Ogle, spokesperson for volunteer group Friends of Gordon Park, says the community can be involved in planting the new areas.

    “It’s a chance to be here from the start of something, plant some trees with your tamariki, then watch them grow over the coming years.

    “We want this forest to belong to the community.”

    The existing Gordon Park Scenic Reserve forest has been nurtured by the Friends of Gordon Park for almost 20 years, and new volunteers are always welcome.

    Colin says it’s a busy planting schedule from July to the end of September.

    “There’s around 6000 native trees to go in; we’ll provide the tools if you bring the enthusiasm, boots, and weather appropriate clothing!”

    The main community planting day is Sunday 3 August at 11 am, however extra people to contribute are also welcome at the six weekday plantings falling on regular volunteer days.

    Regular volunteer days at Gordon Park are held twice a month, on the second Tuesday morning at 10 am and fourth Thursday afternoon at 1 pm.

  • MIL-OSI USA: Federal investigators cite waste management company for failure to implement confined space entry requirements resulting in worker fatality

    CLEVELAND  A U.S. Department of Labor investigation found that Clean Harbors Environmental Services Inc., a Massachusetts-based environmental and hazardous waste management service provider, failed to properly ventilate a confined space containing organic chemical residue at a customer’s facility in Twinsburg, Ohio, resulting in a worker fatality. 

    The department’s Occupational Safety and Health Administration determined the employer failed to implement  legally mandated permit-required space entry requirements. Specifically, OSHA found that the employer failed to ventilate, test the environment and use non-entry rescue equipment, including a tripod, mechanical winch, and full-body retrieval harness.

    OSHA cited Clean Harbors Environmental Services Inc. for violations including three willful and proposed $602,938 in penalties. 

    Employers can visit OSHA’s website for information about confined space entry safety requirements, and contact the agency for information about OSHA’s compliance assistance resources and for free help complying with OSHA standards.

    TUESDAY 22 JULY — The future of deep sea mining will be a focus for world leaders this week as the International Seabed Authority (ISA) Assembly kicked in Kingston, Jamaica overnight (11pm AEST). Delegates, including from the Pacific and Australia, will discuss deep sea mining for the first time since The Metals Company (TMC) submitted the first-ever application to commercially mine the international seabed.

    During the Council meeting which ended overnight, governments responded to the application by launching an investigation into whether mining contractors, including TMC’s subsidiaries Nauru Ocean Resources Inc. (NORI) and Tonga Offshore Mining Limited (TOML), are complying with contractual obligations to act in accordance with the international legal framework. The Council has ended with a clear signal that this industry will not get international approval anytime soon.

    HOUSTON and TOKYO, July 21, 2025 (GLOBE NEWSWIRE) — Par Pacific Holdings, Inc. (including its subsidiaries and affiliates, “Par Pacific”), Mitsubishi Corporation (“Mitsubishi”), and ENEOS Corporation (“ENEOS”) today announced the signing of definitive agreements to establish Hawaii Renewables, LLC (“Hawaii Renewables”), a joint venture to produce renewable fuels at Par Pacific’s refinery in Kapolei Hawaii. Mitsubishi and ENEOS will form Alohi Renewable Energy, LLC, which will acquire a 36.5% equity stake in Hawaii Renewables in exchange for cash consideration of $100 million. Par Pacific will retain the remaining interest and lead the project’s execution and operations through its affiliate, Par Hawaii Refining, LLC. The project’s attractive capital cost, along with its operating and distribution cost advantages, are key differentiators.

    Hawaii Renewables will leverage Par Pacific’s existing refining and logistics infrastructure and Lutros, LLC’s new and advantaged pretreatment technology. Construction is currently underway, and the facility is expected to be completed and operational by the end of the year. Once fully operational, Hawaii Renewables will be the state’s largest renewable fuels manufacturing facility and is expected to produce approximately 61 million gallons per year of renewable diesel (“RD”), sustainable aviation fuel (“SAF”), renewable naphtha and low carbon liquified petroleum gases.

  • MIL-Evening Report: Africa’s minerals are being bartered for security: why it’s a bad idea

    A US-brokered peace deal between the Democratic Republic of Congo (DRC) and Rwanda binds the two African nations to a worrying arrangement: one where a country signs away its mineral resources to a superpower in return for opaque assurances of security.

    The peace deal, signed in June 2025, aims to end three decades of conflict between the DRC and Rwanda.

    A key part of the agreement binds both nations to developing a regional economic integration framework. This arrangement would expand cooperation between the two states, the US government and American investors on “transparent, formalized end-to-end mineral chains”.

    Despite its immense mineral wealth, the DRC is among the five poorest countries in the world. It has been seeking US investment in its mineral sector.

    The US has in turn touted a potential multi-billion-dollar investment programme to anchor its mineral supply chains in the traumatised and poor territory.

    The peace that the June 2025 deal promises, therefore, hinges on chaining mineral supply to the US in exchange for Washington’s powerful – but vaguely formulated – military oversight.

    The peace agreement further establishes a joint oversight committee – with representatives from the African Union, Qatar and the US – to receive complaints and resolve disputes between the DRC and Rwanda.

    But beyond the joint oversight committee, the peace deal creates no specific security obligations for the US.

    The relationship between the DRC and Rwanda has been marred by war and tension since the bloody First (1996-1997) and Second (1998-2003) Congo wars. At the heart of much of this conflict is the DRC’s mineral wealth. It has fuelled competition, exploitation and armed violence.

    This latest peace deal introduces a resources-for-security arrangement. Such deals aren’t new in Africa. They first emerged in the early 2000s as resources-for-infrastructure transactions. Here, a foreign state would agree to build economic and social infrastructure (roads, ports, airports, hospitals) in an African state. In exchange, it would get a major stake in a government-owned mining company. Or gain preferential access to the host country’s minerals.

    We have studied mineral law and governance in Africa for more than 20 years. The question that emerges now is whether a US-brokered resources-for-security agreement will help the DRC benefit from its resources.

    Based on our research on mining, development and sustainability, we believe this is unlikely.

    This is because resources-for-security is the latest version of a resource-bartering approach that China and Russia pioneered in countries such as Angola, the Central African Republic and the DRC.

    Resource bartering in Africa has eroded the sovereignty and bargaining power of mineral-rich nations such as the DRC and Angola.

    Further, resources-for-security deals are less transparent and more complicated than prior resource bartering agreements.

    DRC’s security gaps

    The DRC is endowed with major deposits of critical minerals like cobalt, copper, lithium, manganese and tantalum. These are the building blocks for 21st century technologies: artificial intelligence, electric vehicles, wind energy and military security hardware. Rwanda has less mineral wealth than its neighbour, but is the world’s third-largest producer of tantalum, used in electronics, aerospace and medical devices.

    For almost 30 years, minerals have fuelled conflict and severe violence, especially in eastern DRC. Tungsten, tantalum and gold (referred to as 3TG) finance and drive conflict as government forces and an estimated 130 armed groups vie for control over lucrative mining sites. Several reports and studies have implicated the DRC’s neighbours – Rwanda and Uganda – in supporting the illegal extraction of 3TG in this region.

    The DRC government has failed to extend security over its vast (2.3 million square kilometres) and diverse territory (109 million people, representing 250 ethnic groups). Limited resources, logistical challenges and corruption have weakened its armed forces.

    This context makes the United States’ military backing enormously attractive. But our research shows there are traps.

    What states risk losing

    Resources-for-infrastructure and resources-for-security deals generally offer African nations short-term stability, financing or global goodwill. However, the costs are often long-term because of an erosion of sovereign control.

    Here’s how this happens:

    Examples of loss or near-loss of sovereignty from these sorts of deals abound in Africa.

    For instance, Angola’s US$2 billion oil-backed loan from China Eximbank in 2004. This was repayable in monthly deliveries of oil, with revenues directed to Chinese-controlled accounts. The loan’s design deprived Angolan authorities of decision-making power over that income stream even before the oil was extracted.

    These deals also fragment accountability. They often span multiple ministries (such as defence, mining and trade), avoiding robust oversight or accountability. Fragmentation makes resource sectors vulnerable to elite capture. Powerful insiders can manipulate agreements for private gain.

    In the DRC, this has created a violent kleptocracy, where resource wealth is systematically diverted away from popular benefit.

    Finally, there is the risk of re-entrenching extractive trauma. Communities displaced for mining and environmental degradation in many countries across Africa illustrate the long-standing harm to livelihoods, health and social cohesion.

    These are not new problems. But where extraction is tied to security or infrastructure, such damage risks becoming permanent features, not temporary costs.

    What needs to change

    Critical minerals are “critical” because they’re hard to mine or substitute. Additionally, their supply chains are strategically vulnerable and politically exposed. Whoever controls these minerals controls the future. Africa must make sure it doesn’t trade that future away.

    In a world being reshaped by global interests in critical minerals, African states must not underestimate the strategic value of their mineral resources. They hold considerable leverage.

    But leverage only works if it is wielded strategically. This means:

    • investing in institutional strength and legal capacity to negotiate better deals

    • demanding local value creation and addition

    • requiring transparency and parliamentary oversight for minerals-related agreements

    • refusing deals that bypass human rights, environmental or sovereignty standards.

    Africa has the resources. It must hold on to the power they wield.

    The end of open-plan classrooms in New Zealand, recently announced by Education Minister Erica Stanford, marks yet another swing of the pendulum in school design.

    Depending on who you ask, these classrooms were an opportunity to foster collaboration and flexibility or an exercise in organised chaos.

    So-called “modern learning environments” – characterised by flexible layouts, fewer walls and sometimes multiple classes and teachers in one space – were vigorously pushed by the National government in 2011.

    The stated goal was to promote flexibility in the way students were taught, encourage collaboration and to accommodate new technology in classrooms.

    But a 2024 ministerial inquiry into school property found complex procurement, design and authorisation processes associated with bespoke designs caused delays, budget overruns and unrealised expectations in many school communities.

    Among the solutions offered by the inquiry was the development of simple but functional schools based on cookie-cutter designs constructed off-site. This recommendation was welcomed by the current National-led government.

    Design influenced by ideology

    The modern, bespoke designs of the past two decades represented a response to technological developments, such as the introduction of digital devices, that changed how students learned.

    This resulted in the steady replacement of traditional school designs from the industrial age with spaces designed for flexibility.

    Those industrial age schools were themselves products of changes in the second half of the 20th century. Since the first school opened in 1843, school architecture in New Zealand had evolved significantly. Early schools featured cramped six-metre by four-metre classrooms which could accommodate more than 30 students.

    By the 1920s, the “Taranaki” and “Canterbury” models included a more generous minimum classroom size of eight metres by seven metres. There was a greater emphasis on light and ventilation. Their larger spaces also recognised changes in teaching styles that encouraged more active and participatory learning.

    By the 1950s, classroom size had grown to ten metres by seven metres. The “Nelson” and “S68” blocks of the 1950s and 1960s provided small self-contained blocks of classrooms that reduced student movement and corridor noise.

    Changes to New Zealand school buildings also reflected global trends. Open-plan schools emerged in North America after 1960. At the same time, there were signs English schools would replace their traditional Victorian-style buildings with classrooms considered more child-centred.

    The goal was to achieve flexible, connected designs to support evolving education philosophies. England’s 1966 Plowden Report on primary education significantly aided this evolution towards progressive styles of teaching and learning, leading to the creation of schools that featured flexibility, connectivity and external-internal flow.

    These schools were the forerunners of “innovative learning environments” and were considered cutting-edge at the time.

    In 2004, the ambitious Building Schools for the Future programme was launched in the United Kingdom. It was designed to replace outdated school facilities considered unfit for preparing students for the 21st century.

    But in 2011, the James Review of Education Capital highlighted a number of issues with the way schools were being built, putting an end to the infrastructure programme.

    That report, like the 2024 New Zealand report, suggested replacing government investment in bespoke school infrastructure with a focus on standardised designs.

    A swing back

    In New Zealand, “modern learning environments” became part of education policy with the Ministry of Education’s School Property Strategy 2011-2021, published in 2011. But the pendulum started to swing back after Labour came to power in 2017.

    Departing from the 2011 strategy, the language of “modern learning environments”, “innovative learning environments” and “flexible learning spaces” largely disappeared. It was replaced in policy documents with “quality learning environments”.

    This shift emphasised physical characteristics such as heating, lighting and acoustics, rather than innovative approaches to teaching and learning.

    Since coming to power, the current National-led coalition has focused on embedding a standardised approach to foundational skills in reading, writing, maths and science.

    While not directly scapegoating open-plan designs for educational underachievement, Erica Stanford said the reforms would ensure learning spaces were “designed to improve student outcomes”.

    But as New Zealand moves back to standardised designs, it is worth considering why modern learning environments were introduced in the first place – the flexibility for new technology and space for collaboration – and what students may lose by a swing back towards the separate classrooms of the past.

As work intensifies in the lead-up to MC14, she noted: “It is useful to recall that, as an incubator of ideas, our aim is to identify where trade policy can best support members’ efforts to achieve their environmental and climate goals and promote more sustainable production and consumption.”
    Progress in working groups
    The facilitators of the four TESSD working groups updated members on progress made in recent technical discussions, with several highlighting advances in drafting outcome documents in preparation for MC14. Feedback from members is currently being incorporated into the outcome documents and revised versions will be circulated ahead of the next working group meetings in October.
    Jean-Marie Meraldi of Switzerland, the facilitator of the Working Group on Trade-Related Climate Measures (TrCMs) highlighted the discussions held in May, which focused on the interoperability of carbon border adjustment mechanisms (CBAMs). Key topics included carbon standards, emissions measurement methodologies, and data exchange frameworks. Members also reviewed the first draft outcome document mapping trade-related climate policies. Work is now underway to refine the document’s structure and incorporate members’ feedback.
    Ben Rake of the United Kingdom, co-facilitator of the Working Group on Environmental Goods and Services (EGS) reported that discussions have proceeded on two fronts: sector-specific topics such as sustainable agriculture and climate adaptation, and horizontal issues, including trade facilitation and regulatory practices. The group continued to develop its analytical summary.  A revised version will be reviewed at the October meeting.
    Taka Sashida of Japan and Nur Karabağ  of Türkiye, the co-facilitators of the Working Group on Economy-Circularity reported that members had recently shared a range of experiences  on promoting circularity in the textiles and battery sectors. Members also discussed a draft outcome document for MC14. They broadly supported compiling members’ practices and trade policy tools to capture trade-related aspects of circularity across four key sectors — textiles, batteries, electronics and renewable energy.
    Tiffany Smith, co-facilitator of the Working Group on Subsidies said members have focused on policy incentives and international cooperation to support the decarbonization of energy-intensive industries — such as steel, aluminium and cement — as well as maritime transport. The first draft outcome document on key elements for subsidy design was introduced, including considerations for subsidy design and member experiences.
    Members and stakeholders welcomed the progress achieved across the four TESSD working groups, with many emphasizing their value in fostering inclusive, practical and technical discussions at the intersection of trade and environmental sustainability. Members supported the continued development of the outcome documents, underscoring the importance of transparency, stakeholder engagement, and the sharing of national experiences.
    They highlighted the need to address both horizontal and sector-specific issues and to include examples from developing members. Some suggested that members begin reflecting on the structure of the four working groups and the content of TESSD work beyond MC14. Some members asserted that TESSD has been successful in catalysing the uptake of multilateral discussions on trade-related climate measures and suggested shifting this work to the Committee on Trade and Environment.
    TESSD publication for MC14
    Ambassador Ronald Saborío of Costa Rica, also a co-convener of TESSD, introduced a draft annotated outline for planned TESSD publication for MC14 (INF/TE/SSD/W/40). The draft aims to consolidate key messages and substantive insights into how trade and trade policy can support climate and environmental goals, including the clean energy transition, decarbonization of industry and transport, climate adaptation, and biodiversity. The document also has a section on lessons learned and key messages for policymakers at both national and multilateral levels, along with a forward-looking vision for TESSD’s future work.
    Delegates welcomed the co-convenors’ draft outline for this overarching MC14 output as a good basis for further discussion, recognizing its value in consolidating five years of substantive work and enhancing transparency and understanding for a wide range of policymakers and stakeholders.
    Some members emphasized the importance of maintaining balance across different objectives, while others called for better integration of cross-cutting themes. Several delegates highlighted the importance of including case studies from members at different levels of development  to reflect diverse experiences. Others stressed that the document should remain non-prescriptive.
    In conclusion, Ambassador Saborío thanked participants for their constructive feedback. He reaffirmed TESSD’s commitment to helping members leverage trade to achieve environmental objectives. He said: “Over the past five years, TESSD has made remarkable progress toward its goals. We have created a platform for meaningful dialogue — one that is innovative, creative, active and transparent.” He encouraged continued collaboration in the lead-up to MC14 and assured members that their inputs would be reflected in the revised outcome document.

    Ben Rake of the United Kingdom, co-facilitator of the Working Group on Environmental Goods and Services (EGS) reported that discussions have proceeded on two fronts: sector-specific topics such as sustainable agriculture and climate adaptation, and horizontal issues, including trade facilitation and regulatory practices. The group continued to develop its analytical summary.  A revised version will be reviewed at the October meeting.
    Taka Sashida of Japan and Nur Karabağ  of Türkiye, the co-facilitators of the Working Group on Economy-Circularity reported that members had recently shared a range of experiences  on promoting circularity in the textiles and battery sectors. Members also discussed a draft outcome document for MC14. They broadly supported compiling members’ practices and trade policy tools to capture trade-related aspects of circularity across four key sectors — textiles, batteries, electronics and renewable energy.
    Tiffany Smith, co-facilitator of the Working Group on Subsidies said members have focused on policy incentives and international cooperation to support the decarbonization of energy-intensive industries — such as steel, aluminium and cement — as well as maritime transport. The first draft outcome document on key elements for subsidy design was introduced, including considerations for subsidy design and member experiences.
    Members and stakeholders welcomed the progress achieved across the four TESSD working groups, with many emphasizing their value in fostering inclusive, practical and technical discussions at the intersection of trade and environmental sustainability. Members supported the continued development of the outcome documents, underscoring the importance of transparency, stakeholder engagement, and the sharing of national experiences.
    They highlighted the need to address both horizontal and sector-specific issues and to include examples from developing members. Some suggested that members begin reflecting on the structure of the four working groups and the content of TESSD work beyond MC14. Some members asserted that TESSD has been successful in catalysing the uptake of multilateral discussions on trade-related climate measures and suggested shifting this work to the Committee on Trade and Environment.
    TESSD publication for MC14
    Ambassador Ronald Saborío of Costa Rica, also a co-convener of TESSD, introduced a draft annotated outline for planned TESSD publication for MC14 (INF/TE/SSD/W/40). The draft aims to consolidate key messages and substantive insights into how trade and trade policy can support climate and environmental goals, including the clean energy transition, decarbonization of industry and transport, climate adaptation, and biodiversity. The document also has a section on lessons learned and key messages for policymakers at both national and multilateral levels, along with a forward-looking vision for TESSD’s future work.
    Delegates welcomed the co-convenors’ draft outline for this overarching MC14 output as a good basis for further discussion, recognizing its value in consolidating five years of substantive work and enhancing transparency and understanding for a wide range of policymakers and stakeholders.
    Some members emphasized the importance of maintaining balance across different objectives, while others called for better integration of cross-cutting themes. Several delegates highlighted the importance of including case studies from members at different levels of development  to reflect diverse experiences. Others stressed that the document should remain non-prescriptive.
    In conclusion, Ambassador Saborío thanked participants for their constructive feedback. He reaffirmed TESSD’s commitment to helping members leverage trade to achieve environmental objectives. He said: “Over the past five years, TESSD has made remarkable progress toward its goals. We have created a platform for meaningful dialogue — one that is innovative, creative, active and transparent.” He encouraged continued collaboration in the lead-up to MC14 and assured members that their inputs would be reflected in the revised outcome document.

    Guided by its 2021 Ministerial Statement, TESSD seeks to complement the work of the WTO Committee on Trade and Environment and advance discussions at the intersection of trade and environmental sustainability towards identifying concrete actions that members could take individually or collectively.   • MIL-OSI Canada: Canada signs $300 million grant to launch one of the world’s largest Indigenous-led land conservation projects

    Today, the Honourable Julie Dabrusin, Minister of Environment and Climate Change, and Danny Yakeleya, Chair of the Our Land for the Future Trust, signed a historic grant agreement to launch NWT: Our Land for the Future, one of the largest Indigenous-led land conservation initiatives in the world. Backed by $375 million in new investments, including $300 million from Canada and $75 million from philanthropic partners, NWT: Our Land for the Future will support Indigenous-led stewardship and conservation across some of the world’s most intact boreal and tundra ecosystems while creating hundreds of good, culturally meaningful jobs across the territory.

    Indigenous partners to NWT: Our Land for the Future aim to conserve and steward up to 380,000 square kilometres of land and inland water, which is nearly 30% of the territory, including the protection and conservation of over 2% of Canada in new terrestrial and freshwater areas. This represents a space almost seven times the size of Nova Scotia.

    Key activities and initiatives that could receive funding include:

    • Indigenous Guardians, with support for operations, training, recruitment, and career development of Guardians who monitor ecological health, protect cultural sites, and safeguard sensitive areas and species.
    • Establishing and stewarding Protected Areas, Conserved Areas, and Indigenous Protected and Conserved Areas (IPCAs), both new and existing.
    • Climate action, including research, impact assessments, adaptation strategies, and mitigation activities related to climate change.
    • Local and regional conservation-based economic developments, such as Indigenous harvesting economies, ecotourism, cultural tourism, traditional arts, and artisanal enterprises will not only contribute to environmental preservation but also provide sustainable economic opportunities for Indigenous communities and the region at large.

    This groundbreaking partnership involves 21 Indigenous governments and organizations, the Government of Canada, the Government of the Northwest Territories, and private donors working together to advance Indigenous-led stewardship in the North for the benefit of all Canadians.

    Today marks a pivotal moment in our efforts toward climate action and conservation. NWT: Our Land for the Future stands out as one of the largest Indigenous-led land conservation efforts globally, aiming to foster sustainable practices and economic growth throughout the Northwest Territories. This initiative, led and governed by Indigenous peoples, will advance large-scale, long-term conservation, stewardship, and economic development throughout the Northwest Territories. It will generate hundreds of good, culturally meaningful jobs, sustaining Indigenous ways of life for generations to come and drive climate action and resilience. This initiative shows the progress possible through a tailored regional approach, engaging communities to identify important ecological and cultural areas. This not only provides clarity for industries but also streamlines conservation planning and project approvals. Initiatives like this will make it possible to protect these natural spaces for future generations.
