    The Alliance for Sustainable Energy (Alliance) today announced the appointment of Jud Virden, Ph.D., as director of NREL and president of the Alliance, which manages the laboratory for the Department of Energy (DOE). Dr. Virden will officially join NREL in this role on Oct. 1, 2025. Virden was selected following a competitive national search.

    Virden joins NREL from Pacific Northwest National Laboratory (PNNL), where he has served as associate laboratory director for the Energy and Environment Directorate since 2011. In that role, he led approximately 1,700 scientists, engineers, and staff advancing DOE’s applied energy priorities—ranging from power grid modernization and energy technologies to nuclear and environmental management.

    “Jud’s leadership in driving transformative energy solutions makes him an outstanding fit for NREL,” said Alliance Board co-chairs Ian Colrain, president and CEO of MRIGlobal, and Juan Alvarez, executive vice president of laboratory operations at Battelle. “He brings a rare combination of scientific rigor, strategic vision, and a collaborative spirit—paired with a deep understanding of DOE priorities and the national lab system. His ability to translate innovation into impact makes him ideally suited to lead NREL into its next chapter.”

    Dr. Virden earned both his Bachelor of Science and doctorate in chemical engineering from the University of Washington and has been with PNNL since 1991. His career is marked by a strong record in forging public-private partnerships and advancing grid resilience and energy technologies.

    Dr. Virden will succeed Dr. Martin Keller, who has served as NREL’s laboratory director since 2015. Under Dr. Keller’s leadership, NREL has experienced record growth in funding, talent, and impact—cementing its role as a global leader in energy research and innovation. He will continue at the laboratory as a strategic advisor through early November to ensure a smooth transition. Dr. Keller will then leave the laboratory for his new role as president of the Helmholtz Association in Berlin, Germany.

  • MIL-OSI Canada: Infrastructure upgrades improve visitor experience in two Okanagan parks

    More people can access Myra-Bellevue Park and safely enjoy one of the most scenic sections of the historic Kettle Valley Rail Trail as several infrastructure upgrades are nearing completion.

    The Myra Station parking lot has been expanded with 60 new spaces and 12 spaces for buses and trailers to accommodate the growth in visitors. Six new accessible toilets have also been added to the day-use area at the trailhead, near Kelowna.

    “Myra-Bellevue Park is a gem in B.C.’s Okanagan region, offering a blend of natural beauty, outdoor adventure and historical significance,” said Tamara Davidson, Minister of Environment and Parks. “Investing in infrastructure upgrades at Myra-Bellevue Park ensures this natural treasure remains safe and accessible for everyone who comes to explore the trails, history and biodiversity of this special region in B.C.”

    The upgrades are part of a $2.1-million project that began in 2021 and includes removing and replacing the old decking of all 18 trestles along the Myra-Bellevue section of the Kettle Valley Rail Trail. The trestle decks have also been widened from 1.5 to 2.75 metres to improve accessibility and accommodate safe two-way traffic for hikers and cyclists. Work on the trestles was completed in the summer of 2024.

    “For over two decades, the Friends of the South Slopes (FOSS) has protected and maintained the trail networks in Okanagan Mountain Park and Myra-Bellevue Park, including recently the Myra Canyon trestles. We do so under the leadership of a stellar team at B.C. Parks with whom we enjoy a great working relationship and friendship,” said Cam Kourany, FOSS president. “FOSS and its 70-plus volunteers are proud to support our community and the Ministry of Environment and Parks. Their investments in the trestles and amenities greatly improve usability and safety.”

    At Monashee Park northwest of Vernon, the bridge at Little Peters Lake is being replaced to restore access to several alpine recreation areas, including Big Peters Lake. The bridge was damaged by heavy snow and removed in 2024 due to safety concerns.

    In addition to the bridge replacement, the Big Peters Lake backcountry campground is being expanded from 10 to 18 raised wooden tent platforms. The cost of the project is an estimated $445,000 and includes replacing one pit toilet and adding another one, along with adding a secure storage container to protect food and other items from wildlife.

    “Monashee Park is such a gem that is great for hiking, swimming, camping or a leisurely stroll,” said Steve Morissette, MLA for Kootenay-Monashee. “Replacing the bridge at Little Peters Lake and adding more campsites at Big Peters Lake means more people, whether visitors or locals, can enjoy the beautiful Monashee Mountains.”

    Backcountry camping is available at four locations in Monashee Park: Spectrum Lake, Little Peters Lake, Big Peters Lake and Margie Lake. Big Peters Lake is the largest campground in the sub-alpine and is located 13 kilometres from the Spectrum Creek trailhead and parking lot.  

    The upgrades at Monashee Park are part of a five-year, $21.5-million investment to increase and improve access to outdoor recreation in B.C. Upgrades include new campsites and trails, improvements to existing facilities and accessibility improvements. The upgrades at Myra-Bellevue Park are funded through the B.C. Parks capital budget.

  • MIL-OSI New Zealand: Drinking Water Standards – Gore’s iconic brown trout statue latest victim of township’s drinking water crisis – Greenpeace

    Gore’s brown trout statue has become the latest victim of dairy industry pollution. On Tuesday night, the iconic statue was given cartoon-style crosses for eyes – Greenpeace Aotearoa’s way of spotlighting the town’s drinking water crisis and the role of dairy pollution in poisoning it.
    Greenpeace has also rebranded the ‘Welcome to Gore’ sign, which now reads ‘Welcome to Gore – where dirty dairy wrecked the water’.
    Last Friday, residents of Gore were issued a do-not-drink notice after their town water supply exceeded 11.3 mg/L of nitrate, which is the legal limit set in the 1950s to avoid blue baby syndrome. While this notice has since been lifted, Greenpeace warns that it is only a matter of time before this happens again.
    Greenpeace spokesperson Will Appelbe says “The dirty dairy industry has wrecked Gore’s drinking water, putting people’s health at risk due to nitrate contamination. It is unacceptable that this community is increasingly unable to drink the water coming out of their kitchen taps. Gore’s giant brown trout statue is now a beacon of the industry’s pollution of drinking water.”
    A growing body of scientific evidence has linked several health risks with long term exposure to nitrate at levels below the current legal limits. Long-term exposure to nitrate in drinking water at levels as low as 1 mg/L has been linked to an increased risk of bowel cancer, and this risk increases with higher levels of nitrate. At levels of nitrate above 5 mg/L, the New Zealand College of Midwives advises pregnant people to consider an alternative source of drinking water, because of an increased risk of preterm birth.
    Appelbe says, “ Two years ago, we offered free nitrate tests to Gore residents, and found that 45% of the samples we tested from the town supply were above 4 mg/L of nitrate. Since then, levels of nitrate contamination have more than doubled, to above 10 mg/L.
    “This problem isn’t going to go away simply by diluting the water – for many rural communities, nitrate contamination will get worse unless action is taken to address the source of the pollution: the intensive dairy industry, led by Fonterra.
    “There are too many cows and the industry is using too much synthetic nitrogen fertiliser. Nitrate contamination across the country is increasing as a result, particularly in rural areas.
    “We need regional councils and the Government to take action now. But instead of protecting people’s drinking water, Luxon’s Government is attempting to weaken freshwater protections. They’ve proposed removing the cap on synthetic nitrogen fertiliser, which will enable dairy expansion. That means more cows, more fertiliser, and ultimately more contaminated drinking water.”
    Greenpeace is calling on the Government to scrap its proposed changes to the National Policy Statement on Freshwater Management and the National Environmental Standards for Freshwater, which are currently going through consultation. The organisation says that these changes will make freshwater pollution worse, impacting lakes, rivers, and drinking water across the country.

    Washington, D.C. — Today, Western Montana Congressman and former Secretary of the Interior Ryan Zinke (MT-01), with Senator Tim Sheehy (R-MT), Representative Riley Moore (WV-02), and Senator Jim Banks (R-IN) introduced the bicameral Protecting America’s Treasures by Raising Inflow from Overseas Tourists in Parks Act (PATRIOT Parks Act), which would authorize a surcharge for most foreign tourists visiting national parks. If implemented, the bill would ensure foreign visitors contribute their fair share to the upkeep and preservation of America’s most treasured places. 

    “National Parks are Americas best idea and maintaining that legacy for future generations means making smart investments in the management of the parks,” said Zinke. “Americans already pay for parks in our tax dollars as well as at the gates. It’s unfair to American taxpayers to foot the bill for millions of foreign visitors. Almost every other country charges foreign visitors more, it’s common sense. President Trump and Secretary Burgum did the right thing directing the National Park Service implement a foreign visitor fee. This legislation will codify the policy and ensure Americans are put First in our own parks.”

    “From the New River Gorge in my home state to Shenandoah, the Great Smoky Mountains, the Everglades, and the Grand Canyon – God blessed our nation with a tremendous natural heritage. We owe it to future generations to ensure these natural marvels are protected, said Moore. “Unfortunately, the National Park System currently faces a backlog of more than $23 billion in deferred maintenance, including more than $200 million on properties across the Mountain State. Our commonsense legislation keeps entry fees static for Americans while charging more for foreigners visiting our National Parks. This will allow us to finally start tackling this extensive maintenance backlog.”

    “Our national parks drive Montana’s tourism economy by bringing in visitors from all over the world and define our way life by offering an experience you can only find in America,” said Sheehy. “Implementing a foreign visitor fee is an America First, commonsense way to secure affordable access for American families, improve our national parks for all visitors, and better manage our treasured public lands. It’s not too much for Americans to ask that their government puts them first, and that’s why I’m proud to support the PATRIOT Parks Act so more American families can enjoy our national parks for generations to come.”

    The National Park Service has $23 billion deferred maintenance infrastructure backlog. NPS relies on appropriated funds from tax dollars, Great American Outdoors Act funds from energy leasing, and entrance fees to address infrastructure needs. Every park will benefit from this program regardless of if they collect fees or not. By law, under the current formula for entrance fees, 80% of the fees collected at a park stay in the park where they are collected. The remaining 20% of entrance fees collected is distributed to non-fee collecting parks to improve infrastructure and visitor experience. The foreign visitors surcharge will use the same formula ensuring all parks benefit from this funding. 

    According to a report by Property and Environment Research Center (PERC), a surcharge of just $40 per foreign visitor would raise $528 million for our park system.

    “People travel from around the world to experience America’s national parks, and now they can help conserve them too,” said PERC CEO Brian Yablonski. “A surcharge on international visitors is a common practice globally and offers a smart, reliable way to fund better trails, cleaner campgrounds, modernized water systems, and desperately needed restoration work in our parks. We appreciate Rep. Zinke’s support for strengthening America’s national parks.” 

    Virtually all other countries do this already. Foreign tourists visiting the Galapagos National Park in Ecuador pay a $200 surcharge, South Africa charges as much as 500% more for foreign visitors, many European Union nations charge non-EU citizens surcharges at museums and cultural sites. 

    The foreign visitor would only apply to National Parks units that already collect entrance fees. If a park does not currently collect an entrance fee, the surcharge will not apply. Canadian citizens visiting Glacier National Park would be exempt from the surcharge in recognition of our joint stewardship of Waterton-Glacier International Peace Park. Fee-collecting monuments in Washington, D.C., are also exempted.

    The bill codifies an executive order signed by President Trump directing the Department of the Interior and Department of Agriculture to implement a foreign visitor surcharge to support public lands and rural communities.

  • MIL-OSI Analysis: No wonder England’s water needs cleaning up – most sewage discharges aren’t even classified as pollution incidents

    England’s privatised water industry may one day be considered a textbook case study of failed corporate responsibility, regulation and governance. The Cunliffe review, the recent report into England’s privatised water industry, concluded that the financial regulator, OfWat, needs to be disbanded and a new water regulator will be introduced.

    For that to work effectively, better pollution monitoring and more clearly defined pollution incident criteria are essential. While politicians and water companies have claimed to be reducing pollution incidences, they might not strictly be tackling sources of pollution, so communications must be carefully scrutinised for disinformation.

    The UK’s environment minister Steve Reed MP has described the water industry as “broken”. The public have rising water bills. Water companies owe over £60 billion in debts and have left the country with uncertain water security in the face of climate change.

    The Environment Agency (EA) in England recently announced that serious pollution incidents in 2024 rose by 60% to 75 from 47 in the previous year. The EA classifies pollution incidents using a four-point scale called the common incident classification scheme. Trained EA officers consider the evidence reported via their incident hotline to assess its credibility and severity.

    Category 1 is for major incidents, 2 for significant, 3 for minor incidents and 4 for no impact. Category 1 and 2 typically involve visible signs of dead fish floating. For salmon, if more than 10 adult or 100 young fish are dead, this is category 1. With fewer than ten adult and 100 young fish dead, it’s category 2.

    No dead fish, no serious problem? The EA can also record damage on protected habitats as “pollution incidents” but these are harder to substantiate without investigative research that takes time and money.

    Last year, more than 450,000 sewage discharges were recorded by event duration monitors. These are devices fitted to the end of overflow pipes that indicate when and for how long they have been discharging.

    These discharges represent 3.6 million hours of untreated sewage going into our rivers and coasts. These contain chemical contaminants including pharmaceuticals, detergents and human pathogens. Only 75 incidents were recorded as serious or significant in 2024. Another 2,726 were classed as minor.

    So lots of sewage discharges are not being classified as pollution incidents, despite containing pollutants. The EA advises its investigating officers to “record substantiated incidents that result in no environmental impact, or where the impact cannot be confirmed, as a category 4”.

    The EA has been criticised for turning up late to 74% of category 1 and 2 pollution incidents and for being pressured to ignore low-level pollution – all claims that they have denied. However, they admit they are constrained by finances. Any new regulator must be adequately resourced and independent.

    In their recent report into pollution incidences, the EA states that they respond to all category 1 and 2 (serious and significant) water industry incidents and will be increasing their attendance at category 3 (minor) incidents. They highlight that more inspections will identify more issues. This shows some acceptance that the more incidents they attend, the more would be substantiated or recorded appropriately.

    Most sewage discharges would not have been reported to, or recorded by, the EA as pollution incidents because they were permitted discharges from combined stormwater overflows. Water companies are allowed to discharge untreated wastewater under exceptional rainfall or snowfall conditions to prevent sewage backing up through the pipes.

    Extra water flow in rivers from rainfall is meant to dilute chemical contaminants in wastewater. However, some discharges can last days or weeks. The EA is currently investigating whether water companies have been breaching their permits and discharging untreated wastewater when there is low or even no rainfall.

    What counts as pollution?

    The UN classifies pollution as “presence of substances and energy (for example, light and heat) in environmental media (air, water, land) whose nature, location, or quantity produces undesirable environmental effects”. This definition differs markedly from the EA’s working definition of pollution incidents.

    Many sewage discharges containing low concentrations of pollutants won’t kill fish but might still be harmful to fish larvae or small insects, for example.

    However, the broad picture from EA data is that invertebrate communities at least are in a better state than they were three decades ago before wastewater treatment plants were upgraded following the EU’s Urban Wastewater Directive.

    Some pollutants bioaccumulate through the food chain, so they become concentrated in top predators such as orcas. Some chemicals mimic reproductive hormones even in low concentrations and can feminise fish, for example. High levels of nutrients from agriculture and sewage in rivers can cause fungal diseases in seagrass meadows.

    Other families of chemicals build up in wildlife and people, such as persistent “forever chemicals”, much of which comes from wastewater discharges. Continued discharges of antibiotics into waterways might not be classified as pollution incidents but still pose a substantial risk to human and ecosystem health through bacteria developing antibiotic resistance.

    The government has just committed to cut sewage pollution by 50% by December 2029 based on 2024 data. But it’s not yet clear whether these involve cutting the frequency of discharges, the duration or both.

    This data could also be manipulated so that a large number of small discharges can be consolidated into one official discharge event. Currently, the volume of discharges from stormwater overflows isn’t known. Without this vital data we can’t ascertain the risk posed by their contaminants.

  • MIL-OSI Analysis: A global treaty to limit plastic pollution is within reach – will countries seize the moment?

    Representatives from 175 countries will gather in Geneva, Switzerland, in August for the final round of negotiations on a legally binding UN treaty to end plastic pollution. Non-governmental organisations, academics and industry lobbyists will also be in the room. They will all be hoping to influence what could be the world’s first truly global agreement on plastics.

    The summit, known as “INC-5.2”, follows a failed attempt to reach agreement in Busan, South Korea, late last year. That meeting ended without resolving important issues, despite hopes that it would conclude the treaty process. Now, it’s crunch time in Geneva.

    Either countries bridge their political divides, or risk the whole process falling apart.

    I’ve been researching the effects of plastic for more than a decade and have been involved in the UN treaty process since 2022. I’ve attended several of the negotiations and will be in Geneva next month. The science is clear: we need ambitious action which tackles every stage of the plastics lifecycle, from production through to disposal. But the question is, will countries deliver?

    In 2022, the UN Environment Assembly agreed to develop a legally binding treaty to end plastic pollution. Since then, progress has been slow. Negotiations have repeatedly stalled over issues such as whether the treaty should limit plastic production or regulate chemicals, how to define terms, and how to fund implementation.

    Industry lobbying has also played a powerful role throughout. At the last round of talks, lobbyists for the petrochemical and plastics industries made up the single largest delegation. They outnumbered representatives from the EU, all of Latin America, the Pacific islands, independent scientists and Indigenous communities. This imbalance threatens to weaken the science-based action that is urgently needed.

    Although countries failed to reach agreement in Busan, a foundation was laid. They agreed to continue negotiations using the “chair’s text”, which is a draft treaty with multiple options still on the table. That document forms the starting point in Geneva. But it remains uncertain whether enough common ground can be found to finalise the text.

    What’s at stake?

    This treaty is a once-in-a-generation chance to tackle one of the world’s most urgent environmental crises. More than 450 million tonnes of plastic are produced every year. That figure is expected to double by 2045 if current trends continue.

    Only around 9% of plastic is ever recycled. The rest is landfilled, incinerated or ends up polluting the environment.

    An estimated 139 million tonnes of plastics pollute marine and fresh water. But that could be significantly higher when considering leakages of plastics to land, and from microplastics, which are plastics smaller than 5mm in diameter.

    Plastic is found in the deepest oceans, the remotest mountains and inside the human body. While scientists are only beginning to understand the long-term implications for human health, biodiversity and climate, studies show harmful effects of plastics and their chemicals on animals and ecosystems.

    Plastic pollution doesn’t respect national borders. It moves through rivers, oceans and air, and gets carried across continents. Global supply chains and waste exports have made this a problem no country can solve alone. That’s why a global treaty is essential.

    Crossroads

    Despite this growing urgency, a disparity in positions has hindered progress and continues to divide delegations.

    Some, such as members of the High Ambition Coalition, a group of countries committed to progressive climate action, want strong rules to cap plastic production, phase out toxic chemicals and hold polluters accountable. Others, often with prominent petrochemical industries, argue for a weaker, voluntary approach focused mainly on recycling and waste management.

    If these divisions aren’t resolved, there’s a real risk the treaty will end up being too watered down to make a difference. A patchy, fragmented agreement would fail to curb rising plastic production and could undermine the integrity of global action.

    Between December’s meeting in Busan and next month’s talks, countries have been holding smaller meetings to try to find compromise. That momentum must now be carried into the final negotiations.

    Important articles in the draft treaty, including those on chemicals and products, plastic production and finance, remain contested. Whether those provisions are strengthened or diluted will shape the treaty’s effects for decades to come.

    Flexibility will be needed. But leadership is also crucial. Countries that support an ambitious outcome must stand firm and bring others with them.

    As we approach what may be the final negotiating round, we’re at a critical crossroads. The world has the chance to take meaningful action on plastic pollution. Let’s not waste it.

  • MIL-OSI United Nations: Supercharging Clean Energy Will Repair Humankind’s Relationship with Climate, Fuel Economic Growth, Secretary-General Says, Noting $2 Trillion Invested in 2024

    Following is UN Secretary-General António Guterres’ address on climate action “A Moment of Opportunity:  Supercharging the Clean Energy Age”, in New York today:

    The headlines are dominated by a world in trouble.  By conflict and climate chaos.  By rising human suffering.  By growing geopolitical divides.  But amidst the turmoil, another story is being written.  And its implications will be profound.

    Throughout history, energy has shaped the destiny of humankind — from mastering fire to harnessing steam to splitting the atom.  Now, we are on the cusp of a new era.  Fossil fuels are running out of road.  The sun is rising on a clean energy age.

    Just follow the money.  Two trillion dollars went into clean energy last year — that’s $800 billion more than fossil fuels and up almost 70 per cent in 10 years.  And new data released today from the International Renewable Energy Agency shows that solar — not so long ago four times the cost of fossil fuels — is now 41 per cent cheaper.  Offshore wind — 53 per cent. And over 90 per cent of new renewables worldwide produced electricity for less than the cheapest new fossil fuel alternative.

    This is not just a shift in power.  This is a shift in possibility.  Yes, in repairing our relationship with the climate.  Already, the carbon emissions saved by solar and wind globally are almost equivalent to what the whole European Union produces in a year.

    But this transformation is fundamentally about energy security and people’s security.  It’s about smart economics.  Decent jobs, public health, advancing the Sustainable Development Goals.  And delivering clean and affordable energy to everyone, everywhere.

    Today, we are releasing a special report with the support of UN agencies and partners — the International Energy Agency, the International Monetary Fund (IMF), International Renewable Energy Agency, the Organisation for Economic Cooperation and Development (OECD) and the World Bank.

    The report shows how far we have come in the decade since the Paris Agreement sparked a clean energy revolution.  And it highlights the vast benefits — and actions needed — to accelerate a just transition globally.

    Renewables already nearly match fossil fuels in global installed power capacity.  And that’s just the beginning.  Last year, almost all the new power capacity built came from renewables.  And every continent on Earth added more renewables capacity than fossil fuels.  The clean energy future is no longer a promise.  It’s a fact.  No government.  No industry. No special interest can stop it.

    Of course, the fossil fuel lobby of some fossil fuel companies will try — and we know the lengths to which they will go. But I have never been more confident that they will fail — because we have passed the point of no return.

    For three powerful reasons.  First, market economics.  For decades, emissions and economic growth rose together.  No more.  In many advanced economies, emissions have peaked, but growth continues.

    In 2023 alone, clean energy sectors drove 10 per cent of global gross domestic product (GDP) growth.  In India, 5 per cent.  The United States, 6 per cent.  China — a leader in the energy transition — 20 per cent.  And in the European Union, nearly 33 per cent.  And clean energy sector jobs now outnumber fossil fuel jobs — employing almost 35 million people worldwide.

    Even Texas — the heart of the American fossil fuel industry — now leads the United States in renewables.  Why?  Because it makes economic sense.

    And yet fossil fuels still enjoy a 9-to-1 advantage in consumption subsidies globally — a clear market distortion.  Add to that the unaccounted costs of climate damages on people and planet — and the distortion is even greater.

    Countries that cling to fossil fuels are not protecting their economies — they are sabotaging them.  Driving up costs.  Undermining competitiveness.  Locking in stranded assets.  And missing the greatest economic opportunity of the twenty-first century.

    Second — renewables are here to stay because they are the foundation of energy security and sovereignty. Let’s be clear:  The greatest threat to energy security today is in fossil fuels.  They leave economies and people at the mercy of price shocks, supply disruptions and geopolitical turmoil.  Just look at Russia’s invasion of Ukraine.  A war in Europe led to a global energy crisis.  Oil and gas prices soared.  Electricity and food bills followed.  In 2022 average households around the world saw energy costs jump 20 per cent.

    Modern and competitive economies need stable, affordable energy. Renewables offer both.  There are no price spikes for sunlight.  No embargoes on wind.  Renewables can put power — literally and figuratively — in the hands of people and governments.  And almost every nation has enough sun, wind, or water to become energy self-sufficient.  Renewables mean real energy security.  Real energy sovereignty.  And real freedom from fossil-fuel volatility.

    The third and final reason why there is no going back on renewables: Easy access.  You can’t build a coal plant in someone’s backyard.  But you can deliver solar panels to the most remote village on Earth.  Solar and wind can be deployed faster, cheaper and more flexibly than fossil fuels ever could.  And while nuclear will be part of the global energy mix, it can never fill the access gaps.

    All of this is a game changer for the hundreds of millions of people still living without electricity — most of them in Africa, a continent bursting with renewable potential. By 2040, Africa could generate 10 times more electricity than it needs — entirely from renewables.

    We are already seeing small-scale and off-grid renewable technologies lighting homes, and powering schools and businesses in remote areas.  And in places like Pakistan for example, people power is fuelling a solar surge — consumers are driving the clean energy boom.

    The energy transition is unstoppable.  But the transition is not yet fast enough or fair enough.  OECD countries and China account for 80 per cent of renewable power capacity installed worldwide.  Brazil and India make up nearly 10 per cent.  Africa — just 1.5 per cent.

    Meanwhile, the climate crisis is laying waste to lives and livelihoods.  Climate disasters in small island States have wiped out over 100 per cent of GDP.  In the United States, they are pushing insurance premiums through the roof.

    And the 1.5-degree limit is in unprecedented peril.  To keep it within reach, we must drastically speed up the reduction of emissions — and the reach of the clean energy transition.  With manufacturing capacity racing, prices plummeting, and COP30 [Thirtieth Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change] fast approaching…  This is our moment of opportunity.  We must seize it.  We can do so by taking action in six opportunity areas.

    First — by using new national climate plans to go all-out on the energy transition.  Too often, governments send mixed messages:  Bold renewable targets on one day.  New fossil fuel subsidies and expansions the next.

    The next national climate plans, or NDCs, are due in a matter of months.  They must bring clarity and certainty.  Group of Twenty (G20) countries must lead. They produce 80 per cent of global emissions.  The principle of common but differentiated responsibilities must apply but every country must do more.  Ahead of COP30 in Brazil this November, they must submit new plans.

    I invite leaders to present their new NDCs at an event I will host in September, during General Assembly High-level week.   These must: cover all emissions, across the entire economy; align with the 1.5-degree limit; integrate energy, climate and sustainable development priorities into one coherent vision; and deliver on global promises to double energy efficiency and triple renewables capacity by 2030, and to accelerate the transition away from fossil fuels.  These plans must be backed by long-term road maps for a just transition to net-zero energy systems — in line with global net-zero by 2050.

    And they must be underpinned by policies that show that the clean energy future is not just inevitable — but investable.  Policies that create clear regulations and a pipeline of projects.  That enhance public-private partnerships — unlocking capital and innovation.  That put a meaningful price on carbon.  And that end subsidies and international public finance for fossil fuels — as promised.

    Second, this is our moment of opportunity to build the energy systems of the twenty-first century.  The technology is moving ahead.  In just 15 years, the cost of battery storage systems for electricity grids has dropped over 90 per cent.

    But here’s the problem.  Investments in the right infrastructure are not keeping up.  For every dollar invested in renewable power, just 60 cents go to grids and storage.  That ratio should be one-to-one.

    We are building renewable power — but not connecting it fast enough.  There’s three times more renewable energy waiting to be plugged into grids than was added last year.  And fossil fuels still dominate the global total energy mix.

    We must act now and invest in the backbone of a clean energy future:  In modern, flexible and digital grids — including regional integration.  In a massive scale-up of energy storage.  In charging networks — to power the electric vehicle revolution.

    On the other hand, we need energy efficiency but also electrification — across buildings, transport and industry. This is how we unlock the full promise of renewables — and build energy systems that are clean, secure and fit for the future.

    Third, this is our moment of opportunity to meet the world’s surging energy demand sustainably.  More people are plugging in.  More cities are heating up — with soaring demand for cooling.  And more technologies — from AI to digital finance — are devouring electricity.  Governments must aim to meet all new electricity demand with renewables.

    AI can boost efficiency, innovation and resilience in energy systems.  And we must take profit in it.  But it is also energy hungry.  A typical AI data centre eats up as much electricity as 100,000 homes.  The largest ones will soon use 20 times that.  By 2030, data centres could consume as much electricity as all of Japan does today.

    This is not sustainable — unless we make it so.  And the technology sector must be out front.  Today I call on every major tech firm to power all data centres with 100 per cent renewables by 2030.

    And — along with other industries — they must use water sustainably in cooling systems.  The future is being built in the cloud.  It must be powered by the sun, the wind and the promise of a better world.

    Fourth, this is the moment of opportunity for a just energy transition. The clean energy that we must deliver must also deliver equity, dignity and opportunity for all.

    That means governments leading a just transition.  With support, education and training — for fossil fuel workers, young people, women, Indigenous Peoples and others — so that they can thrive in the new energy economy.  With stronger social protection — so no one is left behind.  And with international cooperation to help low-income countries that are highly-dependent on fossil fuels and struggling to make the shift.

    But justice doesn’t stop here.  The critical minerals that power the clean energy revolution are often found in countries that have long been exploited.  And today, we see history repeating.  Communities mistreated.  Rights trampled.  Environments trashed.  Nations stuck at the bottom of value chains — while others reap rewards.  And extractive models digging deeper holes of inequality and harm.  This must end.

    Developing countries can play a major role in diversifying sources of supply. The UN Panel on Critical Energy Transition Minerals has shown the way forward — with a path grounded in human rights, justice and equity.

    Today, I call on governments, businesses and civil society to work with us to deliver its recommendations.  Let’s build a future that is not only green — but just.  Not only fast — but fair.  Not only transformative — but inclusive.

    Fifth, we have a moment of opportunity to use trade and investment to supercharge the energy transition.  Clean energy needs more than ambition.  It needs access — to technologies, materials and manufacturing.

    But these are concentrated in just a few countries.  And global trade is fragmenting.

    Trade policy must support climate policy.  Countries committed to the new energy era must come together to ensure that trade and investment drive it forward.  By building diverse, secure and resilient supply chains.  By cutting tariffs on clean energy goods.  By unlocking investment and trade — including through South-South cooperation. And by modernizing outdated investment treaties — starting with Investor-State Dispute Settlement provisions.

    Today, fossil fuel interests are weaponizing these provisions to delay the transition, particularly in several developing countries.  Reform is urgent.  The race for the new must not be a race for the few.  It must be a relay — shared, inclusive and resilient.  Let’s make trade a tool for transformation.

    Sixth and finally, this is our moment of opportunity to unleash the full force of finance — driving investment to markets with massive potential.  Despite soaring demand and vast renewables potential — developing countries are being locked out of the energy transition.

    Africa is home to 60 per cent of the world’s best solar resources.  But it received just 2 per cent of global clean energy investment last year.  Zoom out, and the picture is just as stark.

    In the last decade, only 1 in every 5 clean energy dollars went to emerging and developing countries outside China.  To keep the 1.5-degree limit alive — and deliver universal energy access – annual clean energy investment in those countries must rise more than fivefold by 2030.

    That demands bold national policies.  And concrete international action to:  Reform the global financial architecture.  Drastically increase the lending capacity of multilateral development banks — making them bigger, bolder and better able to leverage massive amounts of private finance at reasonable costs.  And take effective action on debt relief — and scale up proven tools like debt for climate swaps.

    Today, developing countries pay outlandish sums for both debt and equity financing — in part because of outdated risk models, bias and broken assumptions that boost the cost of capital.  Credit ratings agencies and investors must modernize.

    We need a new approach to risk that reflects:  the promise of clean energy; the rising cost of climate chaos; and the danger of stranded fossil fuel assets.  I urge parties to unite to solve the complex challenges facing some developing countries in the energy transition — such as early retirement of coal plants.

    The fossil fuel age is flailing and failing.  We are in the dawn of a new energy era.  An era where cheap, clean, abundant energy powers a world rich in economic opportunity.  Where nations have the security of energy autonomy.  And the gift of power is a gift for all.

    That world is within reach.  But it won’t happen on its own.  Not fast enough.  Not fair enough.  It is up to us.  We have the tools to power the future for humanity.  Let’s make the most of them.  This is our moment of opportunity.

    overnor Kathy Hochul today announced that an additional $200 million is now available for zero-emission school buses through the third installment of funding from the historic $4.2 billion Clean Water, Clean Air, and Green Jobs Environmental Bond Act of 2022. The funding, distributed through the New York School Bus Incentive Program (NYSBIP), supports the purchase of electric buses, charging infrastructure, and fleet electrification planning as public schools transition to zero-emission technologies that improve air quality and reduce pollution in communities. This investment helps ensure that schoolchildren, drivers, and the communities where they live across New York benefit from clean, quiet, and healthy buses.

    “New York State is leaning into our Environmental Bond Act commitment to provide public schools with the funding and resources to make electric school buses more affordable,” Governor Hochul said. “We are leaving no school behind as we reduce pollution from vehicles so every student can benefit from clean air while building healthier, more sustainable communities for New Yorkers across the state.”

    Administered by the New York State Energy Research and Development Authority (NYSERDA), NYSBIP provides incentives to eligible school bus fleet operators, including school districts and school bus operators, that purchase zero-emission buses. It also offers charging infrastructure vouchers to help support the installation of Level 2 or DC fast chargers and provides funding to develop fleet electrification plans. This support helps ensure safer, more reliable transportation for students while giving schools the tools they need to make smart, cost-effective upgrades.

    The funding is available on a first-come, first-served basis with incentive amounts covering up to 100 percent of the incremental cost of a new or repowered electric school bus. This helps offset some or all of the difference in purchase price between zero-emission buses and comparable diesel or gasoline buses. All school bus fleet operators in New York State can also qualify for funding for fleet electrification plans, which provide a customized roadmap for electric bus adoption.

    New York State Energy Research and Development Authority President and CEO Doreen M. Harris said, “Today is the latest in a series of support that NYSERDA has offered to help make it easier for fleet operators to plan, navigate incentives for bus purchases and install vehicle charging infrastructure. We are excited to help more adopt zero-emission school buses through this additional Environmental Bond Act funding.”

    Program eligibility and rules for charging infrastructure funding are available online through the NYSBIP Implementation Manual. School bus fleet operators do not apply directly for school bus funding. Vehicle dealers apply the funding to the price of buses on their behalf after fleet operators have issued purchase orders. Fleet operators apply directly to NYSERDA for charging vouchers, which support adding charging infrastructure to their depots.

    Larger funding amounts are available for high-need school districts and school districts with significant portions of their population living in disadvantaged communities, as determined by the New York State Climate Justice Working Group criteria. While these districts are defined as priority districts through this program, all school districts can earn increased incentives by removing a gas or diesel bus from operation, purchasing wheelchair accessible buses, or purchasing buses with vehicle to grid capability. All school districts that complete fleet electrification plans also become eligible for higher funding amounts.

    New York State Department of Environmental Conservation Commissioner Amanda Lefton said, “The continued rollout of zero-emission school buses is critical to improving air quality and protecting the health of students and drivers in communities across the State. Investments through the Bond Act are making the transition to these greener vehicles more affordable for school districts. Under the leadership of Governor Hochul and in coordination with our state agency partners, DEC remains focused on administering Bond Act funding to support this important program and continue momentum to help address climate impacts, reduce harmful emissions, and improve quality of life for New York families.”

    New York State Department of Public Service CEO Rory M. Christian said, “Kudos to Governor Hochul and her team for encouraging further adoption and deployment of zero-emission school buses. This program will help continue our move toward a cleaner environment, which benefits all of us.”

    New York State Health Commissioner Dr. James McDonald said, “I thank Governor Hochul for her continued investment in the health of our children and commitment to building healthier communities across the state. Cleaner air means healthier kids, and reducing pollution around schools helps protect them from asthma and other respiratory problems.”

    Modernizing public school transportation with zero-emission buses is a priority for Governor Hochul to ensure the health of New York students. The FY25-26 New York State Budget continued to build momentum for school districts to put electric school buses on the road this year while providing districts with additional flexibility and time to complete their electrification plans and get hands-on experience with this new technology. The new independent range estimate requirement for bus manufacturers will also give school districts greater confidence that the buses will meet specific mileage and route conditions.

    Since NYSBIP’s launch, 88 school districts have applied for funds to purchase 529 buses, which includes 50 priority school districts accounting for 406 buses, and 400 districts are now working with NYSERDA to create Fleet Electrification Plans.

    The Bond Act requires that disadvantaged communities receive no less than 35 percent, with a goal of 40 percent, of the benefit of total Bond Act funds. In line with this goal, NYSERDA aims to ensure that at least 40 percent of the New York School Bus Incentive Program benefits disadvantaged communities. Buses domiciled in priority districts are eligible for higher incentive amounts in support of new zero-emission buses and charging infrastructure.

    New York State provides many resources for school bus fleet operators to transition their fleets to zero-emission buses, including an Electric School Bus Guidebook, a collection of practical user guides that highlight the benefits of electric school buses to make each part of transitioning a bus fleet easy to understand. This is a resource that can inform discussions with schools, New York State agencies, legislators, communities, manufacturers, bus dealers, and utilities to raise awareness on the Bond Act funding available to school districts and to help more communities understand the health and climate benefits that electric buses provide.   • MIL-OSI Canada: The Government of Canada invests over $14.4 million to empower young Canadians to address climate change and support a healthy environment

    From protecting our wildlife to conserving our forested areas, young Canadians play a big part in tackling climate change. Still, they can be better equipped to do so through enhanced access to resources and environmental education. We are committed to providing young people with the knowledge and skills to create sustainable solutions to environmental challenges as we work toward a clean, net-zero emissions economy by 2050.

    Today, the Honourable Julie Dabrusin, Minister of Environment and Climate Change, announced that the Government of Canada is investing over $14.4 million from the Environmental Damages Fund’s Climate Action and Awareness Fund to support 17 environmental literacy projects across Canada. These projects will develop the tools and skills young Canadians need as they work toward solutions to fight climate change.

    The Minister announced the funding in Vancouver while visiting one of the funding recipients, BC Parks Foundation. They are receiving $1.8 million to develop the environmental literacy and leadership of young Canadians in British Columbia. This project will provide opportunities for students across the province to learn about and take positive steps to mitigate climate change and improve biodiversity in parks and protected areas, as well as in their school grounds and classrooms. In addition to the funding from the Climate Action and Awareness Fund, BC Parks Foundation is receiving $1.5 million from the Government of British Columbia’s Ministry of Environment and Parks for this project. This funding complements the investment made by BC Parks Foundation. The project is a promising example of provincial-federal-private collaboration on environmental learning.

    Indigenous communities and organizations, academia, community organizations, and environmental organizations are leading the projects receiving funding today. The projects include creating learning opportunities in parks, holding community outreach events, and developing learning materials for young Canadians and their educators. This will help increase awareness of the local environment and demonstrate how residents can make an impactful difference in their communities. Of the funding announced today, $3.2 million is dedicated to Indigenous-led projects, aiming to provide Indigenous youth with environmental education that intertwines both Traditional Knowledge and western climate science.

Grand Council Treaty #3 Representative Services Inc.  $782,922 This project will deliver knowledge and skills on climate change for children, youth, and adults in Treaty #3 territory in Northwestern Ontario and Eastern Manitoba to become climate leaders in their communities and participate in the emerging green economy. The programming will combine western climate science and Anishinaabe Traditional Knowledge specific to Treaty #3. Aqqiumavvik Society $1,500,199 This project will develop and pilot a culturally relevant, age-appropriate environmental literacy program to enhance avatimik kamattiarniq (the concept of environmental stewardship) for youth in Arviat, Nunavut. Kitselas First Nation $221,700 This project will provide Kitselas First Nation youth with the skills and knowledge to address climate change, loss of biodiversity, and the cumulative effects of pollution affecting their traditional territory. BC Parks Foundation $1,800,000 This project will provide opportunities for students across British Columbia (BC) to learn about and take positive steps to mitigate climate change and biodiversity loss, both in British Columbia’s provincial parks and in their school grounds and classrooms. Cape Breton University $326,614 This project will conduct participatory analysis on the impact and accessibility of environmental literacy with youth and their teachers from schools in all provinces and territories in Canada. Project participants will also practice methods of policy writing and presentation, as well as co-create teaching materials. Canadian Parks and Wilderness Society, Southern Alberta Chapter $342,524 This project aims to develop the environmental literacy and leadership of young Canadians, especially those from underserved communities in Southern Alberta, through training and a mentoring group. This will give youth the skills and perspectives to help them overcome current environmental challenges and participate in eco-advocacy. Ducks Unlimited Canada, on behalf of the Nature Education Collective $797,898 This project will support the Nature Education Collective to systematically enhance environmental literacy at a national scale in school systems across Canada. Through an integrated package of scalable solutions that support normalizing climate and biodiversity education, this project will work with partner school systems to elevate regional leadership, expand teacher training, and provide inclusive programming directly to students. AquaAction $635,296 This project will help address eco-anxiety in kindergarten to Grade 12 students through a learning program in Montréal, Quebec. The program aims to create a generation of water stewards that will take action to address freshwater issues and contribute to sustainability. This will be done through encouraging entrepreneurial thinking and developing job-ready skills to help young Canadians participate in a sustainable blue economy. Aurora College $1,461,680 This project will provide a wide range of locally and culturally relevant opportunities for junior kindergarten to Grade 12 students and youth to learn about climate change and its impact on the Northwest Territories. This will include in-classroom and on-the-land programming, training for junior kindergarten to Grade 12 educators, and community workshops. The Jane Goodall Institute for Wildlife Research, Education and Conservation $939,592 This project will provide environmental knowledge, service-learning, and leadership opportunities for young Canadians, particularly Indigenous, BPOC, 2SLGBTQ+ youth and other underserved communities. This project will engage youth in community-based actions linked to the major environmental crises and provide training for educators to best integrate environmental education into their teaching. The Calgary Zoological Society $1,562,992 This project aims to integrate environmental literacy into teacher training and professional development for in-service teachers by identifying non-formal teaching institutions to serve as community practicum sites specializing in environmental education. Wanuskewin Heritage Park Authority $300,000 This project will create materials to enhance interactive ecological education through an Indigenous lens, enhance and develop new guided cultural tours, and augment their video series with a focus on the interconnections between cultures and the land for visitors of Wanuskewin Heritage Park in Saskatoon, Saskatchewan. The Starfish Environmental Society $396,213 The goal of this project is to create experiential, Indigenous-led environmental literacy material to support kindergarten to Grade 12 teachers in Six Nations and Hamilton schools to ground youth environmental literacy in Haudenosaunee cultural perspectives. Friends of the Rouge Watershed Inc. $255,000 This project will ensure that students and community volunteers, with a high proportion of first-generation and racially diverse Canadians, have free access to natural spaces in the Rouge Watershed, including environmental education through skills training and hands-on opportunities to restore forest and wetland habitats. Nature Québec $1,117,814 The objective of the project is to green learning spaces by creating micro-ecosystems in schoolyards, while integrating environmental education for students and school staff. This project aims to foster student contact with nature and develop educational materials based on citizen science. By collaborating with experts, the project will assess the impact of environmental practices on student behaviour and raise awareness of climate issues throughout the school community. Conservation Council of New Brunswick $1,286,043 This project will create a province-wide network of environmental educators that will allow all schools in New Brunswick to access current, place-based, educational climate change-centered programming while also giving educators the tools to teach their students outside and utilize their outdoor spaces.

    Last week, a judgment entered by the U.S. District Court for the Eastern District of California confirmed the ability of the Bureau of Reclamation to convert water service contracts to long term repayment contracts pursuant to the Water Infrastructure and Improvements for the Nation Act. The converted contracts eliminate the need for future renewals and associated costs and allow contractors to lower their overall costs by prepaying their share of project construction costs. The converted contracts also benefit the government by facilitating faster repayment of construction costs which can provide funding for future water storage projects.

    The Court agreed with Reclamation’s interpretation of the WIIN Act, that

    • the WIIN Act requires contract conversion upon request, and
    • WIIN Act § 4011(a)(4)(c) strips Reclamation of discretion to modify any “water service … contractual rights” other than those related to the financial terms specifically addressed by the WIIN Act.

    Because those provisions removed Reclamation’s discretion, Reclamation was not required to conduct an analysis under the National Environmental Policy Act, or consult under the Endangered Species Act, as part of the contract conversions.

    Branden Trager of Brush Prairie, Washington, and his guiding company Mayhem Services LLC pleaded guilty yesterday in federal court in Tacoma to violating the Lacey Act.

    In pleading guilty, Trager admitted he and Mayhem Services violated the Migratory Bird Treaty Act (MBTA) during a January 2023 hunting trip in western Washington and then transported the taken birds in violation of the Lacey Act. Enacted 125 years ago, the Lacey Act protects the nations wildlife resources by prohibiting wildlife violations that cross state or international borders. Trager also acknowledged that in 2022 he brought hunters into British Columbia, Canada, where he guided waterfowl hunting trips targeting the harlequin duck. He could not operate as a hunting guide under Canadian law.

    The harlequin duck (Histrionicus histrionicus) is a small sea duck with a habitat ranging from Alaska to California. Hunters prize the harlequin as a trophy and as part of a challenge to hunt 41 North American waterfowl species. Washington closed harlequin hunting for the 2022-2023 season, but limited hunting remained open in British Columbia.

    According to plea agreements filed in court, the recommended fines are $100,000 for Trager and $75,000 for Mayhem Services. The parties also agreed to recommend that the court order the defendants to make a public statement expressing contrition and emphasizing the importance of hunting, guiding, and wildlife regulations. Sentencing is scheduled for Oct. 16.

    According to a Joint Factual Statement filed in court, the MBTA prohibits, among other things, taking migratory birds using a motor vehicle; taking migratory birds by using a vehicle to concentrate, drive, or rally them; taking migratory birds in excess of daily bag limits; taking or crippling a migratory bird and not make reasonable efforts to retrieve it; and transporting taken migratory birds belonging to another individual without tagging them. Taking includes pursuing, hunting, shooting, wounding, killing, trapping, capturing, or collecting.

    The Lacey Act is the nation’s oldest wildlife trafficking law. It prohibits, among other things, transporting wildlife that had been illegally taken under federal, state, tribal or foreign law. The MBTA is a U.S. law that implemented treaties with Canada and other nations to ensure sustainable populations of migratory birds.

    Acting Assistant Attorney General Adam Gustafson of the Justice Department’s Environment and Natural Resources Division made the announcement.

    The U.S. Fish and Wildlife Service Office of Law Enforcement led the investigation along with Homeland Security Investigations, British Columbia Conservation Officer Service, and the Washington Department of Fish & Wildlife.

  • MIL-OSI Africa: Livestock and lions make uneasy neighbours: how a fence upgrade helped protect domestic and wild animals in Tanzania

    Protecting livestock in areas where large carnivores (like lions) live is increasingly important as human land use expands, wildlife habitat shrinks, and climatic changes reshape the ways in which humans and wildlife interact. Protecting the carnivores from livestock owners is important too. Intact carnivore populations support more resilient food webs and the ecosystem services they provide.

    It’s not easy for people, livestock, and carnivores to live together without conflict, though. One of the best ways to reduce conflict is to protect livestock like cattle and sheep from being attacked by predators.

    There are various methods to do this, like guarding livestock or erecting fences. That’s all very well for the livestock inside the fences, but do predators simply turn to the nearest unprotected livestock for their meal instead? Are the neighbours’ cattle, sheep, and goats at greater risk? This question hasn’t been explored much by researchers.

    We’re a group of conservation practitioners and scientists who have studied the interactions of carnivores, livestock, and people in Tanzania and elsewhere for decades to try and find solutions to conflict problems.

    Our study area is next to a national park which protects important populations of lion, leopard, hyena, African wild dog, and cheetah. The people who live here have traditionally kept their livestock overnight in enclosures made of acacia-thorn branches. More recently, some of them have built pens, or corrals, from tall chain link fencing. We knew from years working with communities and from previous research that these fortified corrals were effective at keeping livestock safe from predators.

    Our next step was to find out whether this made other nearby livestock less safe.

    The results were intriguing. We found that the new enclosures made predation less likely in the nearby traditional enclosures too.

    This type of beneficial spillover effect had yet to be documented in other systems where interventions aim to protect livestock from large carnivores.

    Our results show that in conservation, it’s important to look closely at complex local dynamics. The findings may help explain why there’s so much uncertainty about the effectiveness of various human–wildlife conflict mitigation strategies.

    Beneficial spillover effects

    People who keep livestock in east Africa have long had strategies to keep their animals safe from large carnivores. Sometimes acacia-thorn night enclosures (known locally as bomas), intensive herding practices, and guarding dogs work well.

    Other times, and especially in communities within and adjacent to large, protected carnivore populations, traditional strategies fall short.

    This is the case in Tanzania’s Ruaha-Rungwa Landscape. In our study area adjacent to Ruaha National Park, any pastoralist or agropastoralist (herding and crop farming) household has about a 30% chance of losing one or more animals to predation each year. This is a serious economic loss on top of important cultural and emotional costs.

    Lion Landscapes, an organisation that some of us have been running for over a decade, works to support human-carnivore coexistence. Adjacent to Ruaha, we have been partnering with households to build 1.8-metre chain-link corrals. We subsidise them. Households contribute 25% of the cost and some of the labour for construction.

    We analysed about 25,000 monthly reports of livestock predation in fenced and traditional enclosures, using statistical models. There were 846 predation events over nearly four years. Unexpectedly, while we did detect spillover effects, these appeared to be beneficial. Rather than displacing conflicts, fortified enclosures actually conferred protective effects on their traditional-enclosure neighbours.

    For example, households within 50 metres (the minimum observed distance) of a fortified enclosure were half as likely to experience predation compared with distant households 2 kilometres away. And these beneficial effects increased with the number of fortified enclosures in a neighbourhood. Finally, the effects appeared to be durable over time.

    The fortified enclosures were extremely effective. We showed that households could break even after paying for the fence in just a few years through avoided livestock losses. And we know that when domestic animals aren’t being killed, their owners are more tolerant of predators. We didn’t record carnivore killings in this study but it has happened fairly frequently in the area in the past.

    In a few of the world’s human-wildlife conflict systems, where data exist to assess spillover effects, there is evidence that detrimental spillovers do occur. For instance, beehive deterrents may redirect elephants to nearby crop fields, or lethal removal of individual wolves may redirect the surviving pack to prey on adjacent ranches. Nevertheless, these are very under-studied interactions.

    Livestock management and carnivore coexistence

    In systems where humans, livestock, and wildlife overlap and sometimes come into conflict, management strategies too often focus on wildlife. Another option is to reduce whatever attracts wildlife. In the case of large carnivores, this means managing livestock.

    Our results support this approach by demonstrating that management and protection of livestock is fundamental for reducing conflict, and can benefit not only livestock owners but landscape-level coexistence.

    Conservationists and policy-makers need to encourage these practices that benefit people, carnivores, and livestock in shared landscapes.

    Much has been made of the potential of genome engineering to bring back extinct species.  But what about its potential for biodiversity and conservation of existing threatened species?

    Traditional conservation techniques such as captive breeding and habitat protection can be successful in boosting population numbers but this can leave species populations with low genetic diversity, leaving them more vulnerable to future threats like new diseases or climate change.

    In a new Perspectives article in Nature Reviews Biodiversity, a team of scientists examines the potential for CRISPR-based editing to complement existing conservation in the following ways:

    1. Restoring lost variation – bringing back genetic diversity that has been lost from the gene pool of the modern populations of threatened species, using DNA from samples of the species collected decades or even centuries ago, which are stored in natural history museums all over the world
    2. Facilitated adaptation – introducing genes from related, better-adapted species to confer traits like heat tolerance or pathogen resistance, equipping threatened species to adapt to rapid environmental change
    3. Reducing genetic load – populations that have previously crashed in numbers often carry harmful mutations that have become fixed by chance, so targeted gene edits could replace these mutations with the healthy variant from before the population crash – with the potential to improve fertility, survival rates, and overall health.

    Is this what the future of conservation looks like?  What potential does it have and what are the risks scientists need to avoid?

    Journalists came to this briefing to hear from three of the authors and put their questions to them.

  • MIL-OSI Analysis: I research rip currents where ‘Cosby Show’ star Malcolm-Jamal Warner drowned. Here’s why they’re so deadly

    Malcolm-Jamal Warner, the actor who played Theo Huxtable on The Cosby Show, has drowned on Costa Rica’s Caribbean coast.

    It is reported that he was swimming at Playa Cocles in Limon province when a current pulled him offshore. This is a beach popular among surfers and one that’s known to have large waves and strong currents.

    It’s also a beach that I have taken students to in order to study the formation of rip currents and to better understand what beach users know about the hazard.

    What exactly are rip currents?

    Rip currents — commonly referred to as rips or colloquially as rip tides — are found on ocean beaches and some large lakes around the world.

    The rips at Playa Cocles and along a large part of the Costa Rican Caribbean coast are known as channel or bathymetric rips that form as the nearshore sand bar moves toward the land through the summer. The water thrown towards the land by the breaking waves returns offshore as a concentrated and fast flowing current at gaps in the nearshore sand bar.

    During storm conditions, we have measured the rip currents at Playa Cocles at over two metres per second. These rips are known to increase rapidly (or pulse) in strength due to changes in wave breaking, leading to unsuspecting swimmers being taken far offshore and exiting beyond the zone of breaking waves.

    While it can be difficult to spot a rip from shore, they can be identified by an area of relatively calm water between breaking waves, a patch of darker water or the offshore flow of water, sediment and debris.

    Caught in a rip current

    A person caught in a rip is transported away from shore into deeper waters, but they aren’t pulled under the water. If they are a weak swimmer or try to fight the current, they may panic and fail to find a way out of the rip and back to shore. Survivor stories highlight panic, anxiety, distress and fear, a tendency to fight the current and an inability to make a decision on how to escape the rip.

    While it is possible to “break the grip of the rip” by swimming parallel to the beach or toward breaking waves at an angle to the beach, there is no single escape strategy due to the unique rip circulation pattern.

    It’s possible to escape a rip by flipping onto your back, floating to keep your head above the water and following the current until you’re returned to the shore by the current or able to swim safely toward the shore. If you are taken beyond where the waves break, or you’re unable to swim back to shore, continue to float and signal for help.

    Rip currents account for more than 50 deaths a year in Costa Rica; approximately 19 drownings a year involve foreign tourists from the United States, Nicaragua, Canada and Germany. While most drownings in the country occur on Pacific coast beaches that are a short distance to the city of San José, more than five drownings occur each year along the Caribbean coast.

    Playa Cocles was the site of five drownings that occurred over eight days in 2004, an event that prompted tourism-dependent business owners to establish a lifeguard station on the beach.

    Costa Rican drownings

    On average, each drowning in Costa Rica costs more than US$2 million (USD). This includes the direct costs of search and rescue, the costs of repatriation and the long-term economic burden of a lost life. This is in addition to the great personal loss experienced by family and friends.

    A survey at Playa Cocles and other beaches in Costa Rica revealed that a majority of beach users did not observe warning signs and that many were unable to interpret the warning and did not change their behaviour.

    The majority of foreign drowning victims in Costa Rica had limited knowledge of rips and were unable to avoid the times and locations that were most hazardous.

    In general, visitors to a beach often use simple visual cues when deciding to take risks. Recent studies suggest that tourists think beach access points and resorts are located adjacent to safe swimming areas, particularly when visual cues such as manicured paths and promotional posters that promote swimming at those locations.

    Visitors are a high-risk group for drownings. They’re generally unfamiliar with the beach and its safety measures and often have poor knowledge of beach hazards, such as rip currents and breaking waves. This lack of knowledge can be exacerbated by language barriers, an overconfidence in swimming ability and peer pressure.

    Playa Cocles is a beautiful beach, but it’s known to have dangerous rips depending on the size of the breaking waves and the position of the sand bar.

    When visiting any beach — from the Caribbean to the Great Lakes — it’s important to remember that there may be rip currents and to take serious precautions.

    Protecting livestock in areas where large carnivores (like lions) live is increasingly important as human land use expands, wildlife habitat shrinks, and climatic changes reshape the ways in which humans and wildlife interact. Protecting the carnivores from livestock owners is important too. Intact carnivore populations support more resilient food webs and the ecosystem services they provide.

    It’s not easy for people, livestock, and carnivores to live together without conflict, though. One of the best ways to reduce conflict is to protect livestock like cattle and sheep from being attacked by predators.

    There are various methods to do this, like guarding livestock or erecting fences. That’s all very well for the livestock inside the fences, but do predators simply turn to the nearest unprotected livestock for their meal instead? Are the neighbours’ cattle, sheep, and goats at greater risk? This question hasn’t been explored much by researchers.

    We’re a group of conservation practitioners and scientists who have studied the interactions of carnivores, livestock, and people in Tanzania and elsewhere for decades to try and find solutions to conflict problems.

    Our study area is next to a national park which protects important populations of lion, leopard, hyena, African wild dog, and cheetah. The people who live here have traditionally kept their livestock overnight in enclosures made of acacia-thorn branches. More recently, some of them have built pens, or corrals, from tall chain link fencing. We knew from years working with communities and from previous research that these fortified corrals were effective at keeping livestock safe from predators.

    Our next step was to find out whether this made other nearby livestock less safe.

    The International Islamic Trade Finance Corporation (ITFC) (www.ITFC-IDB.org), a member of the Islamic Development Bank (IsDB) Group, announced the release of its 2024 Annual Development Effectiveness Report (ADER).

    The ADER serves as an essential reporting and transparency tool, enabling ITFC to measure, communicate, and continually refine its strategies and interventions for achieving sustainable development outcomes. The 2024 report highlights ITFC’s expanding role as a driver of sustainable trade, economic resilience, and inclusive growth across its member countries.

    “The ADER showcases ITFC’s ability to provide innovative, impactful solutions that address the complex needs of our member countries,” said Eng. Adeeb Y. Al Aama, Chief Executive Officer of ITFC. “While we celebrate key milestones, we are also assessing our interventions to ensure we continue advancing toward a more inclusive, resilient, and sustainable future.”

    Key Highlights of 2024 ADER

    In 2024, ITFC delivered tangible results, demonstrating its focus on resilience and economic inclusion. The key highlights include:

    • Filling Trade Finance Gaps. ITFC allocated US$2.66 billion, 38% of its total portfolio, to LDMCs, supporting inclusive growth. Additionally, US$268 million directly benefited over 380,000 smallholder farmers, enabling the procurement of 840,000 metric tons of local agricultural products.
    • Securing Critical Supply Chains. Disbursements to the energy sector amounted to US$4 billion, bringing reliable electricity to approximately 13.8 million households. Food security interventions provided over 5.6 million metric tons of essential commodities worth US$1.45 billion, benefiting more than 30 million households.
    • Strengthening Private Sector Participation. ITFC financed 312 small and medium enterprises (SMEs) and corporates through partnerships with 23 financial institutions, promoting financial inclusion and economic diversification.
    • Fostering Regional Integration. Intra-OIC trade financing reached US$4.8 billion. Through strategic programs such as the Arab Africa Trade Bridges (AATB) and the Aid for Trade Initiative for Arab States (AfTIAS), ITFC strengthened regional value chains and institutional capacities.
    • Investing in Capacity Development. Technical assistance and training initiatives reached over 3,100 individuals, a 32% increase from the previous year, with nearly 40% women participants.

    Embedding Sustainability into Core Operations

    The Corporation adopted its first Environmental and Social (E&S) Policy and launched a Ten-Year E&S Action Plan. A new governance structure was also introduced to guide implementation, laying the foundation for more responsible trade finance operations.

    Empowering Growth through the SDGs

    ITFC made significant strides in advancing multiple Sustainable Development Goals through its trade finance and development initiatives. Its efforts have helped reduce poverty (SDG 1), strengthen food security (SDG 2), and expand access to clean and affordable energy (SDG 7). By supporting smallholder farmers, empowering local economies, and promoting intra-OIC trade, ITFC has also played a key role in fostering strong global partnerships to accelerate sustainable development across member countries (SDG 17).

    The 2024 ADER affirms ITFC’s deepening commitment to transparency, sustainability, and measurable impact. As the Corporation looks ahead, it remains focused on bold innovation, collaborative partnerships, and leveraging Islamic finance to build a more inclusive and sustainable global trade ecosystem.

    Ladies and gentlemen,

    Friends joining us from around the world,  

    The headlines are dominated by a world in trouble. 

    By conflict and climate chaos.

    By rising human suffering.

    By growing geo-political divides.

    But amidst the turmoil, another story is being written.

    And its implications will be profound.

    Throughout history, energy has shaped the destiny of humankind – from mastering
    fire, to harnessing steam, to splitting the atom.

    Now, we are on the cusp of a new era. 

    Fossil fuels are running out of road.

    The sun is rising on a clean energy age.

    Just follow the money.

    $2 trillion went into clean energy last year – that’s $800 billion more than fossil fuels, and up almost 70% in ten years.

    And new data released today from the International Renewable Energy Agency shows that solar – not so long ago four times the cost of fossil fuels – is now 41% cheaper.

    Offshore wind – 53%.

    And over 90% of new renewables worldwide produced electricity for less than the cheapest new fossil fuel alternative.

    This is not just a shift in power.  This is a shift in possibility.

    Yes, in repairing our relationship with the climate.

    Already, the carbon emissions saved by solar and wind globally are almost equivalent to what the whole European Union produces in a year.

    But this transformation is fundamentally about energy security and people’s security.

    It’s about smart economics.

    Decent jobs, public health, advancing the Sustainable Development Goals. 

    And delivering clean and affordable energy to everyone, everywhere.

    Today, we are releasing a special report with the support of UN agencies and partners — the International Energy Agency, the IMF, IRENA, the OECD and the World Bank.

    The report shows how far we have come in the decade since the Paris Agreement sparked a clean energy revolution.  And it highlights the vast benefits – and actions needed – to accelerate a just transition globally.

    Renewables already nearly match fossil fuels in global installed power capacity.

    And that’s just the beginning. 

    Last year, almost all the new power capacity built came from renewables. 

    And every continent on Earth added more renewables capacity than fossil fuels.

    The clean energy future is no longer a promise.  It’s a fact. 

    No government.  No industry.  No special interest can stop it. 

    Of course, the fossil fuel lobby of some fossil fuel companies will try – and we know the lengths to which they will go.

    But I have never been more confident that they will fail – because we have passed the point of no return.  

    For three powerful reasons. 

    First, market economics.

    For decades, emissions and economic growth rose together.

    No more.

    In many advanced economies, emissions have peaked, but growth continues.

    In 2023 alone, clean energy sectors drove 10% of global GDP growth.

    In India, 5%.  The United States, 6%. China – a leader in the energy transition – 20%.

    And in the European Union, nearly 33%.

    And clean energy sector jobs now outnumber fossil fuel jobs – employing almost 35 million people worldwide.

    Even Texas – the heart of the American fossil fuel industry – now leads the US in renewables.

    Why?  Because it makes economic sense.

    And yet fossil fuels still enjoy a 9 to 1 advantage in consumption subsidies globally – a clear market distortion. 

    Add to that the unaccounted costs of climate damages on people and planet – and the distortion is even greater.

    Countries that cling to fossil fuels are not protecting their economies – they are sabotaging them.

    Driving up costs.

    Undermining competitiveness.

    Locking-in stranded assets.

    And missing the greatest economic opportunity of the 21st century.

    Dear friends,

    Second — renewables are here to stay because they are the foundation of energy security and sovereignty.

    Let’s be clear:  The greatest threat to energy security today is in fossil fuels.

    They leave economies and people at the mercy of price shocks, supply disruptions, and geopolitical turmoil. 

    Just look at Russia’s invasion of Ukraine.  

    A war in Europe led to a global energy crisis.

    Oil and gas prices soared.

    Electricity and food bills followed.
     
    In 2022 average households around the world saw energy costs jump 20%. 

    Modern and competitive economies need stable, affordable energy.  Renewables offer both.

    There are no price spikes for sunlight.

    No embargoes on wind.

    Renewables can put power – literally and figuratively – in the hands of people and governments.

    And almost every nation has enough sun, wind, or water to become energy self-sufficient.

    Renewables mean real energy security.  Real energy sovereignty. And real freedom from fossil-fuel volatility.

    Dear friends,

    The third and final reason why there is no going back on renewables:  Easy access.

    You can’t build a coal plant in someone’s backyard.

    But you can deliver solar panels to the most remote village on earth.

    Solar and wind can be deployed faster, cheaper and more flexibly than fossil fuels ever could.

    And while nuclear will be part of the global energy mix, it can never fill the access gaps.

    All of this is a game-changer for the hundreds of millions of people still living without electricity – most of them in Africa, a continent bursting with renewable potential.

    By 2040, Africa could generate 10 times more electricity than it needs – entirely from renewables.   

    We are already seeing small-scale and off-grid renewable technologies lighting homes, and powering schools and businesses in remote areas.

    And in places like Pakistan for example, people-power is fueling a solar surge – consumers are driving the clean energy boom.

    Dear friends,

    The energy transition is unstoppable.

    But the transition is not yet fast enough or fair enough. 

    OECD countries and China account for 80% of renewable power capacity installed worldwide.

    Brazil and India make up nearly 10%.

    Africa — just 1.5%.

    Meanwhile, the climate crisis is laying waste to lives and livelihoods.

    Climate disasters in small island states have wiped out over 100% of GDP. 

    In the United States, they are pushing insurance premiums through the roof. 

    And the 1.5 degree limit is in unprecedented peril.

    To keep it within reach, we must drastically speed up the reduction of emissions – and the reach of the clean energy transition.

    With manufacturing capacity racing, prices plummeting, and COP30 fast approaching…

    This is our moment of opportunity.

    We must seize it.

    We can do so by taking action in six opportunity areas.  

    First – by using new national climate plans to go all-out on the energy transition. 

    Too often, governments send mixed messages:

    Bold renewable targets on one day.  New fossil fuel subsidies and expansions the next. 

    The next national climate plans, or NDCs, are due in a matter of months.

    They must bring clarity and certainty.

    G20 countries must lead.  They produce 80% of global emissions. 

    The principle of common but differentiated responsibilities must apply but every country must do more.

    Ahead of COP30 in Brazil this November, they must submit new plans.

    I invite leaders to present their new NDCs at an event I will host in September, during General Assembly High-level week. These must:

    Cover all emissions, across the entire economy.

    Align with the 1.5 degree limit.

    Integrate energy, climate and sustainable development priorities into one coherent vision.

    And deliver on global promises:

    To double energy efficiency and triple renewables capacity by 2030.

    And to accelerate the transition away from fossil fuels.

    These plans must be backed by long-term roadmaps for a just transition to net-zero energy systems – in line with global net-zero by 2050.

    And they must be underpinned by policies that show that the clean energy future is not just inevitable – but investable. 

    Policies that create clear regulations and a pipeline of projects.

    That enhance public-private partnerships – unlocking capital and innovation.

    That put a meaningful price on carbon.

    And that end subsidies and international public finance for fossil fuels – as promised. 

    Second, this is our moment of opportunity to build the energy systems of the 21st century. 

    The technology is moving ahead.   

    In just fifteen years, the cost of battery storage systems for electricity grids has dropped over 90%. 

    But here’s the problem. 

    Investments in the right infrastructure are not keeping up. 

    For every dollar invested in renewable power, just 60 cents go to grids and storage. 

    That ratio should be one-to-one. 

    We are building renewable power – but not connecting it fast enough.

    There’s three times more renewable energy waiting to be plugged into grids than was added last year.

    And fossil fuels still dominate the global total energy mix.

    We must act now and invest in the backbone of a clean energy future:

    In modern, flexible and digital grids – including regional integration.

    In a massive scale-up of energy storage.

    In charging networks – to power the electric vehicle revolution.

    On the other hand we need energy efficiency but also  electrification — across buildings, transport and industry.

    This is how we unlock the full promise of renewables – and build energy systems that are clean, secure and fit for the future.

    Third, this is our moment of opportunity to meet the world’s surging energy demand sustainably.

    More people are plugging in.

    More cities are heating up – with soaring demand for cooling.

    And more technologies – from AI to digital finance – are devouring electricity.

    Governments must aim to meet all new electricity demand with renewables.

    AI can boost efficiency, innovation, and resilience in energy systems. And we must take profit in it.

    But it is also energy-hungry.

    A typical AI data-center eats-up as much electricity as 100,000 homes.

    The largest ones will soon use twenty times that. 

    By 2030, data centres could consume as much electricity as all of Japan does today.

    This is not sustainable – unless we make it so.

    And the technology sector must be out front.

    Today I call on every major tech firm to power all data centres with 100% renewables by 2030.

    And – along with other industries – they must use water sustainably in cooling systems.

    The future is being built in the cloud.

    It must be powered by the sun, the wind, and the promise of a better world.  

    Excellencies
    Dear friends,

    Fourth, this is the moment of opportunity for a just energy transition.

    The clean energy that we must deliver  must also deliver equity, dignity and opportunity for all.

    That means governments leading a just transition.

    With support, education and training – for fossil fuel workers, young people, women, Indigenous Peoples and others – so that they can thrive in the new energy economy.

    With stronger social protection – so no one is left behind. 

    And with international cooperation to help low-income countries that are highly-dependent on fossil fuels and struggling to make the shift.

    But justice doesn’t stop here.

    The critical minerals that power the clean energy revolution are often found in countries that have long been exploited.

    And today, we see history repeating. 

    Communities mistreated.

    Rights trampled.

    Environments trashed.

    Nations stuck at the bottom of value chains – while others reap rewards.

    And extractive models digging deeper holes of inequality and harm.

    This must end.

    Developing countries can play a major role in diversifying sources of supply. 

    The UN Panel on Critical Energy Transition Minerals has shown the way forward – with a path grounded in human rights, justice and equity.

    Today, I call on governments, businesses and civil society to work with us to deliver its recommendations.

    Let’s build a future that is not only green – but just.

    Not only fast – but fair. 

    Not only transformative – but inclusive.

    Fifth, we have a moment of opportunity to use trade and investment to supercharge the energy transition.

    Clean energy needs more than ambition.

    It needs access – to technologies, materials, and manufacturing.

    But these are concentrated in just a few countries.

    And global trade is fragmenting.

    Trade policy must support climate policy.

    Countries committed to the new energy era must come together to ensure that trade and investment drive it forward.

    By building diverse, secure, and resilient supply chains.

    By cutting tariffs on clean energy goods.

    By unlocking investment and trade – including through South-South cooperation.

    And by modernizing outdated investment treaties – starting with Investor-State Dispute Settlement provisions.

    Today, fossil fuel interests are weaponizing these provisions to delay the transition, particularly in several developing countries.

    Reform is urgent.

    The race for the new must not be a race for the few.

    It must be a relay – shared, inclusive and resilient.

    Let’s make trade a tool for transformation. 

    Sixth and finally, this is our moment of opportunity to unleash the full force of finance – driving investment to markets with massive potential.

    Despite soaring demand and vast renewables potential — developing countries are being locked out of the energy transition.

    Africa is home to 60% of the world’s best solar resources.  But it received just 2% of global clean energy investment last year.

    Zoom out, and the picture is just as stark. 

    In the last decade, only one in every five clean energy dollars went to emerging and developing countries outside China.

    To keep the 1.5 degree limit alive — and deliver universal energy access – annual clean energy investment in those countries must rise more than fivefold by 2030. 

    That demands bold national policies.  And concrete international action to: 

    Reform the global financial architecture.

    Drastically increase the lending capacity of multilateral development banks — making them bigger, bolder, and better able to leverage massive amounts of private finance at reasonable costs;

    And take effective action on debt relief – and scale up proven tools like debt for climate swaps. 

    Today, developing countries pay outlandish sums for both debt and equity financing – in part because of outdated risk models, bias and broken assumptions that boost the cost of capital.

    Credit ratings agencies and investors must modernize.
     
    We need a new approach to risk that reflects:

    The promise of clean energy.

    The rising cost of climate chaos.

    And the danger of stranded fossil fuel assets.

    I urge parties to unite to solve the complex challenges facing some developing countries in the energy transition – such as early retirement of coal plants.

    The fossil fuel age is flailing and failing.

    We are in the dawn of a new energy era.

    An era where cheap, clean, abundant energy powers a world rich in economic opportunity.

    Where nations have the security of energy autonomy.

    And the gift of power is a gift for all.

    That world is within reach.

    But it won’t happen on its own.

    Not fast enough.

    Not fair enough.

    It is up to us. 

    We have the tools to power the future for humanity.   

    Let’s make the most of them. 

    This is our moment of opportunity.

    Chers amis présents avec nous depuis le monde entier,

    L’actualité est dominée par les maux de la planète.

    Par les conflits et le chaos climatique.

    Par la multiplication des souffrances humaines.

    Par des dissensions géopolitiques croissantes.

    Mais au milieu de cette tourmente, autre chose est en train de se jouer.

    Quelque chose qui aura de profondes répercussions.

    Tout au long de l’histoire, l’énergie a présidé aux destinées de l’humanité
    – du feu à l’atome, en passant par la vapeur.

    Aujourd’hui, nous entrons dans une ère nouvelle.

    Les énergies fossiles sont en bout de course.

    Nous sommes à l’aube d’une ère des énergies propres.

    Il suffit d’observer les flux financiers.

    L’année dernière, 2 000 milliards de dollars ont été investis dans les énergies propres : c’est 800 milliards de dollars de plus que pour les énergies fossiles et cela représente une hausse de près de 70 % en 10 ans.

    Et de nouvelles données publiées aujourd’hui par l’Agence internationale pour les énergies renouvelables montrent que l’énergie solaire, qui était quatre fois plus chère que les énergies fossiles il y a peu de temps encore, est aujourd’hui 41 % moins chère.

    L’éolien en mer – 53 % moins cher.

    Et le coût de l’électricité produite par plus de 90 % des nouvelles énergies renouvelables dans le monde est inférieur au coût du nouveau combustible fossile le moins cher.

    C’est un tournant. Non seulement sur le plan énergétique, mais aussi du point de vue des possibilités qui s’offrent à nous.

    Car oui, nous pouvons assainir notre rapport au climat.

    Les énergies solaire et éolienne permettent d’ores et déjà d’économiser au niveau mondial une quantité d’émissions de carbone presque équivalente à l’ensemble des émissions annuelles de l’Union européenne.

    Mais plus fondamentalement, il y va de la sécurité énergétique et de la sécurité des personnes.

    De la gestion avisée de l’économie.

    Des emplois décents, de la santé publique et de la réalisation des objectifs de développement durable.

    Et de la capacité de mettre à la disposition des populations du monde entier une énergie propre et abordable.

    Aujourd’hui, nous publions un rapport spécial avec le soutien d’organismes des Nations Unies et d’organisations partenaires – l’Agence internationale de l’énergie, le Fonds monétaire international, l’Agence internationale pour les énergies renouvelables, l’Organisation de coopération et de développement économiques et la Banque mondiale.

    Ce rapport illustre le chemin parcouru au cours de la décennie écoulée, depuis que l’Accord de Paris a ouvert la voie à une révolution de l’énergie propre. Il montre que nous avons beaucoup à gagner d’une transition rapide et juste à l’échelle mondiale, pour peu que nous prenions les mesures voulues.

    Au niveau mondial, la puissance installée des énergies renouvelables est déjà presque comparable à celle des énergies fossiles.

    Et ce n’est qu’un début.

    L’année dernière, la quasi-totalité de l’énergie fournie par les nouvelles capacités de production était renouvelable.

    Sur tous les continents, on a créé plus de capacités de production d’énergie provenant de sources renouvelables que provenant de combustibles fossiles.

    Les sources d’énergie renouvelable ont généré près d’un tiers de l’électricité mondiale.

    L’énergie propre n’est plus une promesse d’avenir. C’est une réalité.

    Aucun gouvernement, aucune industrie, aucun intérêt particulier ne saurait l’arrêter.

    Bien entendu, le lobby des combustibles fossiles de certaines entreprises s’y emploiera, et nous savons jusqu’où il peut aller.

    Mais – j’en ai désormais la certitude – tous ses efforts sont voués à l’échec, car il est trop tard pour revenir en arrière.

    Il y a trois raisons de poids à cela.

    Premièrement, les marchés.

    Pendant des décennies, l’augmentation des émissions est allée de pair avec celle de la croissance économique.

    Ce n’est plus le cas.

    Dans de nombreuses économies avancées, les émissions plafonnent, mais l’économie continue de croître.

    Rien qu’en 2023, le secteur de l’énergie propre a contribué à hauteur de 10 % à la croissance du PIB mondial.

    En Inde, 5 %. Aux États-Unis, 6 %. En Chine – l’un des leaders de la transition énergétique –, 20 %.

    Et dans l’Union européenne, près de 33 %.

    Et le secteur des énergies propres emploie désormais 35 millions de personnes dans le monde, soit plus que le secteur des énergies fossiles.

    Même le Texas, cœur de l’industrie fossile américaine, est aujourd’hui le premier producteur d’énergies renouvelables aux États-Unis.

    Pourquoi ? Parce que c’est une question de bon sens économique.

    Et ce, en dépit d’une distorsion manifeste du marché au profit des énergies fossiles, qui bénéficient de subventions à la consommation neuf fois plus importantes que les renouvelables au niveau mondial.

    Si l’on ajoute à cela le coût non comptabilisé des dommages subis par les populations et la planète à cause des changements climatiques, la distorsion est encore plus marquée.

    Les pays qui s’accrochent aux énergies fossiles ne protègent pas leur économie, ils la sabotent.

    Ils poussent les coûts à la hausse.

    Ils freinent leur compétitivité.

    Ils se condamnent à avoir des actifs bloqués.

    Et ils passent à côté de la plus grande promesse économique du XXIe siècle.

    Excellences, Chers amis,

    En deuxième lieu, les énergies renouvelables sont promises à un bel avenir, car elles sont au cœur de la sécurité et de la souveraineté énergétiques.

    Disons-le clairement : les combustibles fossiles constituent aujourd’hui la plus grande menace pour la sécurité énergétique.

    Ils laissent les économies et les populations à la merci des variations de prix, des ruptures d’approvisionnement et des turbulences géopolitiques.

    C’est ce que l’on a vu lors de l’invasion de l’Ukraine par la Russie.

    Une guerre en Europe a entraîné une crise énergétique mondiale.

    Les cours du pétrole et du gaz ont grimpé en flèche.

    Et les factures d’électricité et les dépenses alimentaires leur ont emboîté le pas.
     
    En 2022, les ménages ont vu leurs dépenses énergétiques augmenter de 20 % en moyenne dans le monde.

    Les économies modernes et compétitives ont besoin d’un approvisionnement énergétique stable, à un prix abordable. Les énergies renouvelables permettent d’avoir les deux.

    La lumière du soleil n’est pas sujette aux flambées de prix.

    Le vent ne peut être soumis à aucun embargo.

    En leur fournissant de l’électricité, les énergies renouvelables peuvent mettre le pouvoir entre les mains des citoyens et des États.

    Or, presque tous les pays ont suffisamment de soleil, de vent ou d’eau pour devenir autosuffisants sur le plan énergétique.

    Les énergies renouvelables sont la solution pour une véritable sécurité énergétique. Une véritable souveraineté énergétique. Et une véritable protection contre la volatilité associée aux combustibles fossiles.

    Chers amis,

    Troisième et dernière raison pour laquelle les énergies renouvelables sont désormais incontournables : la facilité d’accès.

    On ne peut pas construire une centrale à charbon au fond d’un jardin.

    Mais on peut installer des panneaux solaires dans le village le plus isolé de la planète.

    Le solaire et l’éolien peuvent être déployés plus rapidement, plus facilement, et pour moins cher que les énergies fossiles ne pourront jamais l’être.

    Et bien que le nucléaire soit amené à faire partie du bouquet énergétique mondial, il ne pourra jamais résorber les inégalités d’accès.

    Tout cela change la donne pour les centaines de millions de personnes qui vivent encore sans électricité, pour la plupart en Afrique, continent qui regorge de sources d’énergies renouvelables inexploitées.

    À l’horizon 2040, l’Afrique pourrait avoir une production d’électricité 10 fois supérieure à ses besoins, uniquement grâce au renouvelable.

    Déjà, des dispositifs autonomes de production d’énergie renouvelable à petite échelle servent à éclairer des maisons et à alimenter des écoles et des entreprises dans les zones reculées.

    Et dans des pays comme le Pakistan, le solaire s’impose grâce à l’impulsion des citoyens : ce sont les consommateurs qui sont à l’origine du boom des énergies propres.

    Excellences, Chers amis,

    Rien ne peut arrêter la transition énergétique.

    Mais cette transition n’est encore ni assez rapide ni assez équitable.

    Les pays de l’OCDE et la Chine représentent 80 % de la capacité de production d’énergie renouvelable installée dans le monde.

    Le Brésil et l’Inde, près de 10 %.

    L’Afrique, seulement 1,5 %.

    Pendant ce temps, des vies et des moyens de subsistance sont anéantis par la crise climatique.

    Dans certains petits États insulaires, les catastrophes climatiques ont coûté plus de 100 % du PIB.

    Aux États-Unis, elles font exploser les primes d’assurance.

    Et la limite de 1,5 degré devient plus que jamais un vœu pieux.

    Pour que cet objectif reste à notre portée, nous devons au plus vite réduire les émissions et étendre l’envergure de la transition vers les énergies propres.

    Les capacités de production se multiplient, les prix chutent et la COP30 approche à grands pas.

    Nous nous trouvons donc à un moment décisif.

    Ne le laissons pas passer.

    Le moment est venu d’agir dans six domaines porteurs.

    Premièrement, nous devons saisir l’occasion de faire des nouveaux plans climatiques nationaux le moteur d’une transition énergétique irréversible.

    Trop souvent, les gouvernements envoient des messages contradictoires :

    Un jour, des objectifs ambitieux en matière d’énergies renouvelables. Le lendemain, de nouvelles subventions aux combustibles fossiles et des mesures qui favorisent leur expansion.

    Les prochains plans d’action nationaux sur le climat – également connus sous le nom de contributions déterminées au niveau national – doivent être présentés dans quelques mois.

    Ils devront être source de clarté et de certitude.

    Les pays du G20 doivent être à la manœuvre. Ils sont responsables de 80 % des émissions mondiales.

    Le principe des responsabilités communes mais différenciées doit être appliqué, mais tous les pays doivent redoubler d’effort.

    En prévision de la COP30, qui se tiendra au Brésil en novembre, ils doivent présenter de nouveaux plans.

    J’invite les dirigeants à présenter leurs nouvelles contributions déterminées au niveau national lors d’une manifestation que j’organiserai en septembre, durant la semaine de haut niveau de l’Assemblée générale. Ces contributions devront :

    Couvrir toutes les émissions, dans tous les secteurs de l’économie.

    Ne pas dépasser la limite de 1,5 degré.

    Se fonder sur une approche cohérente intégrant les priorités liées à l’énergie, au climat et au développement durable.

    Et tenir les promesses qui ont été faites au niveau mondial, à savoir :

    Multiplier par deux l’efficacité énergétique et par trois les capacités en énergies renouvelables d’ici à 2030.

    Et accélérer l’abandon progressif des combustibles fossiles.

    Ces plans devront être assortis de feuilles de route à long terme permettant d’assurer une transition équitable vers des systèmes énergétiques à zéro émission nette, conformément à l’objectif fixé pour 2050.

    Et ils doivent s’accompagner de politiques qui montrent qu’un avenir alimenté par des énergies propres est inéluctable et mérite d’être soutenu par des investissements.

    Des politiques qui instaurent un cadre réglementaire clair et favorisent l’émergence d’un vivier de projets.

    Qui renforcent les partenariats public-privé en mobilisant des capitaux et en stimulant l’innovation.

    Qui assurent la tarification effective du carbone.

    Et qui marquent la fin des subventions et des financements publics internationaux destinés aux combustibles fossiles – comme promis.

    Deuxièmement, nous devons saisir l’occasion de bâtir les systèmes énergétiques du XXIe siècle.

    La technologie progresse.

    En l’espace de quinze ans seulement, le coût des systèmes de stockage par batterie pour réseaux électriques a chuté de plus de 90 %.

    Mais il y a un problème.

    Les investissements dans les infrastructures nécessaires ne suivent pas.

    Pour chaque dollar investi dans les énergies renouvelables, 0,6 dollar seulement est consacré aux réseaux et au stockage.

    Le rapport devrait être d’un pour un.

    Nous produisons de l’énergie renouvelable, mais nous ne l’intégrons pas assez vite aux réseaux.

    La quantité d’énergie renouvelable en attente de raccordement est trois fois supérieure à celle effectivement mise en service l’an dernier.

    Et le bouquet énergétique mondial reste dominé par les combustibles fossiles.

    Nous devons agir dès maintenant et investir dans l’architecture d’un avenir placé sous le signe des énergies propres.

    Dans des réseaux modernes, souples et informatisés – ainsi que dans l’intégration régionale.

    Dans une augmentation massive de la capacité de stockage d’énergie.

    Dans les réseaux de recharge – pour alimenter la révolution des véhicules électriques.

    D’un autre côté, nous avons besoin l’efficacité énergétique et l’électrification dans les secteurs du bâtiment, des transports et de l’industrie.

    C’est ainsi que nous tirerons pleinement parti des possibilités offertes par les énergies renouvelables et que nous bâtirons des systèmes propres, sûrs et adaptés au monde de demain.

    Troisièmement, nous devons saisir l’occasion de répondre durablement à l’augmentation de la demande énergétique mondiale.

    De plus en plus de personnes sont raccordées aux réseaux.

    De plus en plus de villes se réchauffent, ce qui entraîne une hausse de la demande de climatisation.

    Et de plus en plus de technologies – de l’intelligence artificielle à la finance numérique – consomment une quantité d’électricité colossale.

    Pour répondre à l’augmentation de la demande d’électricité, les gouvernements doivent privilégier le renouvelable.

    L’intelligence artificielle peut rendre les systèmes énergétiques plus efficaces, plus innovants et plus résilients.

    Mais elle est aussi extrêmement énergivore.

    Un centre de données IA typique engloutit autant d’électricité que 100 000 foyers.

    Bientôt, les plus grands centres consommeront 20 fois plus.

    D’ici à 2030, ils pourraient utiliser autant d’électricité que l’ensemble de la population japonaise actuelle.

    Cette situation n’est pas viable – et c’est à nous d’y remédier.

    Le secteur de la technologie doit montrer la voie.

    Aujourd’hui, je demande à toutes les grandes entreprises technologiques de faire en sorte que tous leurs centres de données fonctionnent aux énergies renouvelables d’ici à 2030.

    Elles doivent également veiller – tout comme d’autres secteurs – à utiliser durablement l’eau nécessaire aux systèmes de refroidissement.

    L’avenir se construit dans le nuage.

    Il doit être alimenté par le soleil, le vent et la promesse d’un monde meilleur.

    Excellences, Chers amis,

    Quatrièmement, nous devons saisir l’occasion d’assurer une transition énergétique juste.

    L’ère de l’énergie propre doit garantir l’équité et la dignité et ouvrir de nouvelles perspectives pour l’humanité tout entière.

    Cela signifie que les gouvernements doivent prendre les rênes d’une transition juste.

    En assurant l’accompagnement, l’éducation et la formation des personnes qui travaillent pour l’industrie fossile, des jeunes, des femmes, des peuples autochtones et d’autres, afin qu’ils puissent prospérer dans une économie reposant sur les énergies nouvelles.

    En assurant une meilleure protection sociale pour que personne ne soit laissé pour compte.

    Et en renforçant la coopération internationale en vue d’aider les pays à faible revenu qui sont largement tributaires des combustibles fossiles et pour lesquels la transition est difficile.

    Mais la justice ne se limite pas à cela.

    Les minéraux critiques qui alimentent la révolution des énergies propres se trouvent souvent dans des pays qui ont longtemps été exploités.

    Aujourd’hui, nous voyons l’histoire se répéter.

    Des populations malmenées.

    Leurs droits bafoués.

    Leur environnement saccagé.

    Des nations reléguées aux échelons inférieurs des chaînes de valeur, tandis que d’autres en accaparent le produit.

    Et des modèles d’extraction qui creusent encore les inégalités et amplifient les dégradations.

    Il faut que cela cesse.

    Les pays en développement peuvent jouer un rôle majeur dans la diversification des sources d’approvisionnement.

    Le Groupe chargé de la question des minéraux critiques pour la transition énergétique a défini une trajectoire ancrée dans le respect des droits humains, de la justice et de l’équité.

    Aujourd’hui, je demande aux gouvernements, aux entreprises et à la société civile de se joindre à nous pour mettre en œuvre ses recommandations.

    Bâtissons un avenir qui soit respectueux de l’environnement et fondé sur l’équité.

    Qui advienne rapidement et soit guidé par le principe de justice.

    Qui soit porteur de transformation et favorise l’inclusion.

    Cinquièmement, nous devons saisir l’occasion de mettre le commerce et l’investissement au service de l’accélération de la transition énergétique.

    L’ambition seule ne suffira pas à assurer le passage à une énergie propre.

    Il faut aussi des technologies, des matériaux et des minéraux critiques.

    Mais ces éléments sont concentrés dans quelques pays seulement.

    Et le commerce mondial se fragmente.

    La politique commerciale doit soutenir l’action climatique.

    Les pays mobilisés en faveur d’une nouvelle ère énergétique doivent unir leurs forces pour lui donner corps grâce au commerce et à l’investissement.

    En diversifiant les chaînes d’approvisionnement et en les rendant plus sûres et plus résilientes.

    En abaissant les droits de douane sur les biens nécessaires à la production d’énergie propre.

    En débloquant les investissements et en renforçant les échanges, notamment dans le cadre de la coopération Sud-Sud.

    Et en actualisant des traités d’investissement dépassés, à commencer par les dispositions relatives au règlement des différends entre investisseurs et États.

    À l’heure actuelle, le secteur des combustibles fossiles instrumentalise ces dispositions pour retarder la transition, en particulier dans plusieurs des pays en développement.

    Une réforme s’impose d’urgence.

    La course à l’innovation ne doit pas être réservée à une minorité privilégiée.

    Il doit s’agir d’une course de relais – collective, inclusive et source de résilience.

    Faisons du commerce un outil de transformation.

    Sixièmement, nous devons saisir l’occasion d’exploiter toute la puissance de la finance en dirigeant les investissements vers des marchés à très fort potentiel.

    Malgré une demande en forte hausse et un potentiel indéniable en matière d’énergies renouvelables, les pays en développement sont exclus de la transition énergétique.

    L’Afrique abrite 60 % des meilleures ressources solaires au monde. Mais elle n’a comptabilisé que 2 % des investissements mondiaux dans les énergies propres au cours de l’année écoulée.

    En élargissant le cadre, on obtient un tableau tout aussi alarmant.

    Au cours des dix dernières années, seul un dollar sur cinq consacré à l’énergie propre est allé à des pays émergents ou en développement autres que la Chine.

    Si nous voulons contenir le réchauffement à 1,5 degré et assurer un accès universel à l’énergie, les investissements annuels dans les énergies propres doivent être multipliés par plus de cinq dans ces pays d’ici à 2030.

    Cela exige de prendre des mesures audacieuses à l’échelon national, mais aussi de mener une action concrète au niveau mondial pour :

    Réformer l’architecture financière internationale.

    Renforcer considérablement la capacité de prêt des banques multilatérales de développement, afin qu’elles gagnent en envergure et en audace et soient plus à même de canaliser des flux massifs de capitaux privés à un coût raisonnable.

    Et prendre des mesures efficaces en matière d’allégement de la dette, notamment en intensifiant le recours à des outils éprouvés tels que la conversion de dettes en mesures en faveur du climat.

    À l’heure actuelle, les pays en développement paient des sommes exorbitantes pour accéder à des financements par emprunt et par prise de participation, en partie à cause de modèles de risque obsolètes, de préjugés et d’hypothèses erronées qui accroissent considérablement le coût du capital.

    Les agences de notation et les investisseurs doivent moderniser leurs pratiques.
     
    Il nous faut une nouvelle approche du risque qui tienne compte :

    Du potentiel des énergies propres.

    Du coût croissant du chaos climatique.

    Et du danger associé aux actifs fossiles échoués.

    Je demande instamment aux parties de s’atteler ensemble à régler les problèmes complexes auxquels se heurtent certains pays en développement dans le cadre de la transition énergétique, notamment la mise hors service anticipée des centrales à charbon.

    L’ère des combustibles fossiles est à bout de souffle et en bout de course.

    Nous sommes à l’aube d’une nouvelle ère énergétique.

    Une ère dans laquelle une énergie abondante, propre et peu coûteuse viendra alimenter un monde riche en perspectives économiques.

    Où la sécurité énergétique des nations sera assurée.

    Et où l’énergie sera un bien universel.

    Ce monde est à notre portée.

    Mais cela ne se fera pas tout seul.

    Pas assez rapidement.

    Pas assez équitablement.

    C’est à nous de prendre les choses en main.

    Nous disposons des outils nécessaires pour doter l’humanité de l’énergie de demain.

    Utilisons-les à bon escient.

    Nous ne devons pas laisser passer ce moment.

    Government publishes plan to address presence of chemicals from pet flea and tick treatments in UK waterways

    New plans to address the presence of chemicals from flea and tick treatments in rivers and streams across the UK have been unveiled today

    New plans to address the presence of chemicals from flea and tick treatments in rivers and streams across the UK have been unveiled today (Tuesday 22 July).

    The initiative by the Cross-Government Pharmaceuticals in the Environment (PiE) Group focuses primarily on two chemicals – fipronil and imidacloprid – commonly used in topical parasite treatments for pets. These medicines play an essential role in protecting both animal and human health against fleas and ticks, however there are growing concerns around the amount of fipronil and imidacloprid finding its way into UK rivers and lakes .  

    The new roadmap outlines key actions to reduce levels of flea and tick treatments in the environment while protecting animal welfare – which includes commissioning research to better understand this issue and using this evidence to support an international review of environmental risk assessment guidelines . The three key stages of the roadmap are:

    • Communication and Education (Short Term):
      The Veterinary Medicines Directorate (VMD) will collaborate with veterinary professionals and industry stakeholders to improve pet owner awareness about the appropriate use and disposal of flea and tick treatments.

    • Evidence Gathering (Medium Term):
      The group will build a comprehensive understanding of the environmental impacts of these chemicals, alongside evaluating potential consequences of changing use patterns on animal and human health. The VMD has commissioned scientific research investigating how these substances enter rivers and streams and is working closely with the Environment Agency to assess the environmental risks they pose.

    • Regulatory Actions (Long Term):
      Based on the evidence collected, the PiE Group will support a review of international environmental risk assessment guidelines and consider future regulatory approaches to mitigate environmental risks.

    This Government is absolutely committed to restoring nature and reducing harms posed by chemicals in the environment.

    Our new Roadmap will develop a better understanding of the impact of flea and tick treatments on the environment, while recognising these treatments play a vital role in pet and human health.

    This roadmap represents an important step forward in ensuring that the benefits of effective parasite control are maintained while taking necessary actions to reduce environmental risks.

    It reflects our commitment to an evidence-based approach, working closely with partners across government to protect both animal health and the environment.

    The launch of this roadmap is an important step in tackling the presence of harmful chemicals like fipronil and imidacloprid in our rivers and streams.

    By improving public awareness, building the evidence base, and working together to assess environmental risks, we can take meaningful action to protect our water environment and the wildlife that depends on it.

     The PiE Group brings together key government bodies, including the Veterinary Medicines Directorate (VMD), Environment Agency (EA), Health and Safety Executive (HSE), Department for Environment, Food and Rural Affairs (Defra), Medicines and Healthcare products Regulatory Agency (MHRA), and representatives from devolved administrations in Wales, Scotland, and Northern Ireland.

    This collaborative initiative aims to develop a coordinated strategy to reduce the environmental impact of pharmaceuticals from human, veterinary, agricultural, and non-agricultural sources.

    • All flea and tick treatments authorised in the UK have undergone an environmental risk assessment (ERA). This is a requirement for all veterinary pharmaceuticals authorised by the VMD. Currently, for pharmaceuticals for companion animals, the ERA is limited to an exposure assessment, known as a Phase I assessment. This is based on VICH (International Cooperation on Harmonisation of Technical Requirements for Registration of Veterinary Medicinal Products) guidelines. Due to environmental concerns, the VMD are supporting a call for a review of the process for assessing environmental risk from parasiticides for companion animals at an international level and are gathering evidence to inform future policy decisions.

    Nigel Topping CMG appointed Chair of the Climate Change Committee

    Nigel Topping CMG has been appointed as Chair of the Climate Change Committee.

    Nigel Topping CMG has been appointed as Chair of the Climate Change Committee (CCC) by the UK and devolved governments today (22 July). 

    This follows the Secretary of State, Ed Miliband, and the Northern Irish, Welsh and Scottish devolved government Ministers selecting Nigel Topping as the preferred candidate for the role, as well as a successful pre-appointment hearing in front of the Energy Security and Net Zero and Environmental Audit Committees on Wednesday 16 July.   

    The Energy Secretary has written to Nigel Topping to confirm his appointment, welcoming him to the role and confirming his confidence in him to lead the Climate Change Committee. He has also written to Professor Piers Forster, to thank him for his leadership as interim Chair of the CCC following Lord Deben’s departure in 2023. 

    The Chair will play a key role in the committee’s work of advising government on the delivery of its carbon budgets, with a critical few years ahead as the government accelerates to net zero as part of its clean energy superpower mission. 

    Energy Secretary, Ed Miliband, said: 

    I want to congratulate Nigel Topping on his appointment as Chair of the Climate Change Committee.  

    We highly value the Climate Change Committee’s independent advice on how we can achieve net zero, so I am thrilled to have Nigel in this important role – as he brings extensive experience, including from his time serving as the UN High Level Climate Action Champion for COP26.  

    Net zero is the economic opportunity of the 21st century and Nigel’s business expertise will help us to maximise on this opportunity as we deliver our clean energy superpower mission – boosting energy security, creating good jobs, bringing down bills and tackling the climate crisis.

    Environment Agency rescue endangered crayfish from drought

    A member of the public reported crayfish in distress as a riverbed dried out. The Environment Agency rescued 32 adults, including 21 females carrying eggs.

    The Environment Agency’s fisheries team has carried out an emergency rescue of a previously unknown population of critically endangered native white clawed crayfish at Burley in Wharfedale.

    It followed a report from a member of the public about crayfish in distress in the watercourse, which was very low due to ongoing drought conditions in Yorkshire.

    The team arrived to find some shallow pools with stretches dry riverbed in between them. Unfortunately, several crayfish had already died, but the team successfully rescued 32 adults, including 21 females carrying eggs (knows as ‘berried’ females).

    White-clawed crayfish are the UK’s only native, freshwater crayfish. They play a vital role in keeping our waterways clean and as a source of food for other native species.

    Critically Endangered

    The species used to be common across Yorkshire but are now critically endangered, largely due to being out competed by the larger, more aggressive American signal crayfish.

    The crayfish have been moved to the Environment Agency’s licensed quarantine facility hosted by York Gate Gardens near Leeds, until they pass a health check and can be returned to further support native crayfish conservation work in Yorkshire.

    Claire Barrow, the Environment Agency’s drought lead in Yorkshire, said:

    The finding of a previously unknown population of the endangered white clawed crayfish is great news, despite the challenging drought conditions.

    The Wharfe catchment unfortunately has long established and extensive populations of the invasive signal crayfish, which puts the native species at risk by out competing them and spreading disease.

    This year saw the driest spring since 1893, and Yorkshire is currently in drought. Periods of dry weather and low rivers can have serious consequences for the environment and wildlife and we’d urge people to report fish and wildlife in distress so we can take action.

  • MIL-OSI Africa: SA to launch Pandemic Fund to strengthen health preparedness

    A mechanism set to support pandemic preparedness in low- and middle-income countries is set to be launched later this week. 

    The Department of Health, in collaboration with the World Health Organisation (WHO), the Food and Agriculture Organisation (FAO), and the United Nations Children’s Fund (UNICEF), will officially launch the Pandemic Fund. 

    As the project lead for this initiative, the Department of Health aims to strengthen South Africa’s capacity to prevent, prepare for, and respond to future pandemics.

    According to the joint statement, the launch, scheduled for Thursday in Pretoria, represents a significant milestone in global health security efforts. 

    The Pandemic Fund, hosted by the World Bank, is a global financing mechanism that provides catalytic funding to support pandemic preparedness and response in low- and middle-income countries. 

    “South Africa’s engagement through this project reinforces its leadership and commitment to advancing health system resilience,” the statement read. 

    The launch will feature keynote remarks from national and international leaders, the unveiling of South Africa’s Pandemic Fund implementation strategy, a panel discussion on pandemic preparedness, and opportunities for media engagement and networking with key stakeholders.

    The gathering will feature senior officials from various departments, including Health, Agriculture, Land Reform, and Rural Development, as well as Forestry, Fisheries, and the Environment.

    Representatives from the WHO, UNICEF, FAO, the Pandemic Fund Secretariat, development partners, civil society organisations, and the media will also be present. – SAnews.gov.za
