  • MIL-OSI Canada: Don’t Prune Elms from April 1 to August 31

    The annual ban on pruning elm trees in Saskatchewan begins April 1 and runs until August 31. The ban is in place to help stop the spread of Dutch elm disease (DED). 

    DED is a fatal tree disease caused by a fungus spread by elm bark beetles. As the weather warms, the beetles become more active and are attracted to fresh cuts on trees. Pruning during this time increases the chances of an infection and puts your elms at risk. 

    Pruning trees before or after the ban period helps keep them healthy and better able to resist all kinds of diseases, including DED. Pruning also removes the dead and dying wood where elm bark beetles breed, reducing beetle numbers. 

    Pruning incorrectly can damage your trees and spread diseases. If you hire someone to prune your trees, check their qualifications. Anyone who prunes elm trees commercially must have completed a recognized training program or be supervised by someone who has. 

    It is allowed to completely remove an elm tree during the ban period, but it’s important to dispose of all elm wood properly, as soon as possible. Contact your local municipality to find out where the designated wood disposal site is in your area. 

    Because transporting wood can also spread DED, as well as other insects and diseases, it’s illegal to use, transport, store or sell elm firewood. Provincial regulations also restrict the use, transport, storage and sale of elm logs.

    Trade infrastructure and transportation corridors enable Canada to get its products to global markets. That is why the Government of Canada is making investments to open new potential markets through the Arctic and secure reliable surface transportation through northern Manitoba.

    Today, the Minister of Environment and Climate Change Canada, the Honourable Terry Duguid, on behalf of the Minister of Transport and Internal Trade, the Honourable Chrystia Freeland, announced an investment of $175 million over five years to support operations and maintenance of the Hudson Bay Railway (HBR) and pre-development activities at the Port of Churchill, owned by Arctic Gateway Group (AGG).

    AGG is a partnership of 29 First Nations and 12 isolated communities served by HBR in Northern Manitoba. The Hudson Bay Railway is critical to Indigenous reconciliation, connecting communities, and economic development, including the development of critical minerals and tourism, in northern Manitoba. Both the HBR and the Port of Churchill play an important role in ensuring supplies reach northern Manitoba and Nunavut.

    Canada is strongest when we are united. There should be one Canadian economy, not thirteen. Creating one Canadian economy will create higher paying jobs, improve affordability, and strengthen our national security.

    The Office of the Co-ordinator of OSCE Economic and Environmental Activities (OCEEA) shared its experience in tackling the multifaceted challenges posed by virtual assets during an event organized by the British Embassy and the Serious and Organised Crime Network in Riga, Latvia, on 20 March.
    Participants discussed a wide range of virtual asset and cryptocurrency topics including digital asset seizure and confiscation, the 2025 Crypto Crime Report, and responses to virtual assets abuse. OCEEA presented the impact of its extra-budgetary project “Innovative policy solutions to mitigate money laundering risks of virtual assets” to an audience of practitioners, experts and policymakers from several OSCE participating States.
    “There are three main takeaways from the OSCE’s work on virtual assets”, said Vera Strobachova-Budway, Head of OCEEA’s Economic Governance Unit, in her closing remarks. “First, international co-operation is a must — what we do in one country will have an impact on another; second, we need to learn from each other; and third, awareness raising and education on the risks and benefits of virtual assets is key.”
    The OCEEA extra-budgetary project on virtual assets is financially supported by Germany, Italy, Poland, Romania, the United Kingdom and the United States of America.

    Meeting of major landowners to boost nature’s recovery

    The ‘National Estate for Nature’ met to discuss land management plans to meet the country’s legal Environment Act targets.

    • Key landowners across public, private, and third sectors asked to draft new land management plans to help meet the country’s legal Environment Act targets.
    • Part of Government’s commitment to transform how we use land in this country to protect the environment, support economic growth and deliver on our Plan for Change.

    Major landowners, who together own 10% of England’s land, met yesterday (Thursday 20 March) to accelerate the recovery of our natural world.

    The ‘National Estate for Nature’ made up of up public, private and civil society landowners will play a pivotal role in supporting the Government’s ambitious environmental goals, including statutory targets in the Environment Act and our commitment to protect 30% of land by 2030. 

    The inaugural meeting chaired by Steve Reed, Secretary of State for Environment, Food and Rural Affairs, marked the beginning of a new era in environmental collaboration.  

    With the natural world facing species decline and a biodiversity crisis, Reed called on the group for action to collectively protect and restore nature on their estates across England. The Secretary of State also asked the group to report back on potential pilot approaches for sustainable land use, land management, change, or investment.  

    Steve Reed, Secretary of State for Environment, Food and Rural Affairs said: 

    “Landowners must go further and faster to restore our natural world. 

    “The ‘National Estate for Nature’, who manage a tenth of the land in this country, have a responsibility to future generations to leave the environment in a better state.  

    “We have a unique opportunity to work together on common sense changes that create a win-win for nature, the economy, and make the best use of the land around us” 

    Tony Juniper, Chair of Natural England said:  

    “If we are to reverse the historic declines in nature, we must take urgent action at every level to restore nature on the ground. This group is an important first step in securing a strong commitments from landowners across the country to collaborate on managing land in a more sustainable way, for the benefit of both people and nature.

    “We need work together to find the long-term solutions for key challenges, such as the demand for new homes and infrastructure, and the need to halt long-term biodiversity loss and recover nature.”

    Harry Bowell, Director of Land and Nature at the National Trust said:

    “We are delighted to join the National Estate for Nature Group, bringing the National Trust’s stewardship of 250,000 hectares to the table. As the Government’s Land Use Framework makes clear, a transformation in the use of land is needed if we are to meet our nature and climate targets. The biggest landowners – us included – have the power, and responsibility, to drive forward that transformation.

    “Only by working together will be able to restore our landscapes at the scale needed to put nature in recovery by 2030, lock up enough carbon in the English countryside to reduce greenhouse gas emissions to required levels, and prepare for the worsening impacts of climate change. We are committed to playing our part.”

    The group is composed of leading landowners such as The Crown Estate and Duchy of Cornwall, third-sector organisations such as the National Trust, RSPB, and the Wildlife Trusts. Along with representatives from the Government Estate such as MOD and Natural England.  

     It represents institutions with significant holdings across the country, and associated significant potential to drive nature’s recovery, a vital part of the government’s national conversation about land use ahead of publishing a Land Use Framework in 2025.  

    The broad representation also ensures that the group can draw on a wealth of expertise and experience in land management, conservation, and sustainable development, enabling them to develop and implement effective strategies for nature recovery, sustainable land use, and environmental protection. 

     During today’s meeting, members discussed key objectives, including establishing minimum standards for land management plans, with clear milestones for nature restoration and protection to help meet statutory nature targets and 30by30.  

    Defra will actively participate as a member, leading by example and supporting the group with guidance, resources, and coordination as they work toward meeting the Government’s environmental targets. Further quarterly meetings will focus on developing and implementing agreed on-the-ground plans to drive nature’s recovery.  

    This comes following the historic announcement of the Land Use Framework, the wild release and management of beavers in England for the first time in 400 years, a new approach to neonicotinoid pesticides and the introduction of new measures to strengthen our protected areas and meet 30by30 that show this government is committed to delivering for nature. As part of the government’s Environmental Improvement Plan (EIP), everyone, from land managers to homeowners, has a crucial role to play in restoring the natural environment.

  • MIL-OSI China: China builds mega network for space weather forecasting

    One of China’s key scientific infrastructures, the Chinese Meridian Project (CMP), successfully passed national acceptance for its second phase on Friday. It will boost cutting-edge scientific research and provide key support for the country’s space weather forecasting services, according to the National Space Science Center of the Chinese Academy of Sciences.
    The project, also known as the Ground-based Space Environment Monitoring Network, is the world’s first comprehensive ground-based monitoring facility to cover Sun-Earth space from the solar atmosphere to near-Earth space.
    The Solar-Terrestrial space is the main area where humans conduct space activities and utilize space. Catastrophic space weather can lead to significant risks such as satellite failures, communication disruptions, navigation deviations, and power grid failures. As a result, space weather forecasting and early warning services are of great importance.
    The project is led by the National Space Science Center. The CMP-Phase I started in 2008 and was completed in 2012, the CMP-Phase II began construction in November 2019. The project has over 30 observation stations, covering the country as well as the polar regions.
    The project realizes the end-to-end tracking and monitoring capabilities for solar storms from the solar atmosphere to near Earth space. It provides key and independent data for China’s space weather forecasting and early warning services and contributes to cutting-edge scientific research, including the overall change mechanism of the Sun-Earth space environment and the basic physical processes of space physics.
    The CMP-Phase II consists of a batch of advanced devices, including the Daocheng Radio Telescope that captures 3D coronal tomography with a 10-solar-radius field of view; a lidar array for continuous height-resolved detection of atmospheric metastable helium within a height range of 200 to 1,000 km; and the world’s first tristatic incoherent scatter radar system that conducts ionospheric computed tomography (CT) scanning and 3D imaging over distances of thousands of kilometers.
    The CMP-Phase II also features the Chinese Dual Auroral Radar Network (CN-DARN), a mid-latitude high-frequency radar array which achieves the large-scale continuous detection of ionospheric dynamics in the middle and high latitudes of the Asian region, filling the monitoring gap of previous SuperDARN; and the country’s first facility dedicated to reconstructing three-dimensional solar wind structures for interplanetary environment predictions.
    During the trial operation, the CMP-Phase II has already obtained observation data and shared them with the world. For instance, it captured the super geomagnetic storm event in May 2024 and recorded the entire process of the Sun-Earth space environment’s response to solar activity.
    Based on the project, China is launching the International Meridian Circle Program, with the goal of realizing an all-latitude, all-weather, and round-the-clock observation of the Sun-Earth space environment.

    A group of student volunteers from the State University of Management traveled to Anapa to help eliminate the consequences of the fuel oil spill from the wrecked tankers.

    Let us recall that in January, volunteers from the Moscow city branch of VSKS went on a similar trip to the Black Sea. Our heroes today do not have such professional skills and extensive experience, which is why it was all the more interesting to talk to them.

    The following people helped to eliminate the consequences of the disaster: – Svetlana Savina, 4th year student majoring in Sociology; – Angelina Kolesnikova, 4th year student majoring in Sociology; – Nikita Seregin, 3rd year student majoring in Ecology and Nature Management; – Daria Siraeva, 1st year student majoring in Human Resources Management; – Artem Sikhimbaev, 2nd year student majoring in Global Economy.

    — How did you find out about the opportunity to go to Anapa, how did you get there?

    Nikita Seregin: Initially, there was a form that was sent out by our Department of Youth Policy and Educational Work. I was interested, I filled it out, and later the Department contacted me, we agreed on dates and went.

    — Was there any training before the trip?

    Svetlana Savina: We were offered to take trainings and courses before the trip to Dobro.rf, but we did not take them. There was a short excursion in Anapa itself, but without any special details.

    — How did you get there, how did Anapa greet you?

    Artem Sikhimbaev: It so happened that our train arrived in Anapa after the volunteer bus had left for the beach. And since we had some free time, and the coast greeted us with unprecedentedly cold weather for this time of year (the locals said that this had not happened for 10 years), I decided to rent a car and go to Krasnodar. We drove around there, saw the city, and immediately returned.

    — What was the scope of work in general? What exactly did you personally do?

    Angelina Kolesnikova: There are people there who clean up the fuel oil. This is what we were supposed to do initially. But we decided to self-organize and go to work at the headquarters. There you can go to the bird wash, to the hospital where they are looked after and fed, or directly to the headquarters, where there is an administration, a kitchen, a warehouse, and a utility room. Specifically, I was the administrator, I sat at the computer, answered phone calls, coordinated people, recorded arriving and departing volunteers, and determined the areas of their work.

    Nikita Seregin: I initially worked in a warehouse, then I was sent to wash birds, but most of all I worked in the hospital, where we helped feed the birds, gave them medicine, changed diapers.

    Darya Siraeva: I also worked in a warehouse, conducted inventory, accepted deliveries, and issued essential supplies. I tried working at the wash station – I washed two birds. And I also managed to try myself in the hospital, where we fed the birds and gave them medicine.

    Svetlana Savin: I tried to gain as much different experience as possible. I washed birds, worked in a hospital, worked in the administration for a day, and went to the beach to clean up fuel oil. It was difficult to deal with fuel oil. Not physically, but because of its properties. Large frozen fractions were simply collected in bags. And the smaller ones had to be sifted through a mesh, but the fuel oil passes through it. It is impossible to take it with your fingers, it crumbles right away. The work is difficult, since you do not see the results right away. With birds, the situation is different, there the result is immediately noticeable. One day I washed two birds, took them to the hospital. Unfortunately, one soon died, but with the second one I saw how it was getting better. But the problem is that the cured birds are taken away far away and released, and they return to their usual habitats and again end up in fuel oil. Dolphins, dogs, and the entire ecosystem also suffer. And it can only get worse in the summer when the fuel oil melts, so you need to get rid of it as soon as possible.

    Angelina Kolesnikova: We went to the central beach of Anapa and the sand there seemed to be clean. But when you start collecting shells, you can see that they are covered in fuel oil.

    Artem Sikhimbaev: Considering that I had a rented car, I was put to work as a volunteer car driver, which gave me an incredible boost and understanding of what was happening. I visited all the headquarters of Anapa, drove bird catchers to the beach, drove caught birds from different points on the beach to rehabilitation centers. When the car rental ended, I moved on to washing. It consists of two stages. The first is beak treatment: they carefully cleaned it from fuel oil with cotton swabs. Then the beak was fixed in a closed position so that the birds did not clean themselves and did not pollute the beak again. The second stage of washing is quite simple – in a basin with cleaning agents. Volunteers came up with their own life hacks – they washed with fish oil and starch, which wash off fuel oil better. To understand, a standard wash of one bird took about two hours, and with starch and fish oil – about 40 minutes. Two people wash the bird: one holds it, the other washes it. I did both. I also worked in a rehab center. I was engaged in forced feeding using a tube. Inserting a tube correctly is also a certain skill. And you need to know what to give to whom, in what dosage. Therefore, when I was taught, I myself then taught seven more volunteers how to insert a tube correctly. But experience is still needed, each bird must have its own approach, each has its own character and habits. I managed to work in a warehouse and as a coordinator, I knew everyone and everyone knew me. In fact, I only did not catch birds and did not sift sand on the beach.

    — Are there many other volunteers in Anapa?

    Angelina Kolesnikova: Yes, a lot. But the problem is that they don’t come for long. We were only on the job for five days. And every time people have to be retrained. Once, during the night shift, there was a storm, and they brought us 120 birds at once. The management asked us to call everyone in a row, but the night shift is from 00:00 to 8:00, everyone is sleeping. The birds are dying, and you can’t do anything.

    — Tell us about your daily routine.

    Angelina Kolesnikova: I got up for the morning shift at 6 am, had breakfast at 7, then worked until lunch at 1 pm, and the shift ended at 4 pm. I took light and night shifts constantly.

    Svetlana Savin: I worked 16 hours a day because I took two shifts. There were three of them: morning, evening and night, from 8:00 to 00:00.

    Artem Sikhimbaev: I came in the morning and left when work was finished. You know, when it’s 00:00 and you still have 30 birds to wash, are you going to leave? Of course not. Once I came home at 5:30 in the morning. Thanks to that, I met people who have been working there for a long time, the so-called “legends” who don’t back down and go to the end, regardless of time and their desires.

    — What was the most difficult thing?

    Angelina Kolesnikova: Stress, psychological pressure. I almost never went near the birds because I understood that I wouldn’t be able to work with them.

    Darya Siraeva: I agree that the hardest thing is to see this whole picture of the catastrophe, these poor birds, who are brought in all covered in oil. I felt very, very sorry for them.

    Svetlana Savin: I recorded dying birds. They are also given names. People come to me and say, for example, “The cutie has died.” My birds, which I named, washed, and took to the hospital, also died. That was the hardest thing. In addition, you can bring equipment to the beach and speed up the process, but you can’t help with birds with equipment, people still have to do everything.

    Angelina Kolesnikova: Besides, at the sea there is fresh air and the smell of fuel oil is almost not felt, but in the hospital with birds it is a closed room and it smells strongly.

    Nikita Seregin: The hardest job was probably at the car wash. Because it’s dangerous to your health, you can get burned by fuel oil. Birds sometimes bit you. But otherwise, it wasn’t that hard physically. Although I wasn’t on the beach, many of my expectations about the work were confirmed. It wasn’t too labor-intensive, I can’t say that I was very tired during the trip, I could have easily stayed there for another week. And the hardest thing was to directly observe the environmental disaster. I’ve been participating in the volunteer movement for about a year and a half, but this is my first experience of participating in an event of this scale.

    Artem Sikhimbaev: I can’t say that I experienced difficulties. I was simply obsessed with the idea of understanding the system, making my contribution, and somehow improving the processes.

    — It is clear that the trip was difficult morally. But can you point out anything pleasant?

    Svetlana Savin: It’s nice to watch the recovery process. When yesterday you were forcibly feeding a bird, and today it’s already eating on its own, you’re like: “Oh, you’re such a clever girl!”

    Angelina Kolesnikova: Among the positive aspects, I can point out the people who work there. For example, Olesya, who trained us. She came for a couple of days the first time, and then took a vacation and came for a month. That is, some people realize how much human capital is lacking, and are ready to sacrifice their time and money to come and help. The heads of headquarters are all such caring people, with whom it is very pleasant to work. The main motivation for the work is compassion for the birds.

    Nikita Seregin: In general, all the volunteers who were there were very responsive, friendly, ready to help, to give advice. This is encouraging, it smooths out a difficult situation. If I recall something else positive, then our day of arrival was free from work, and we went to the alpaca park, fed the animals, walked around Anapa and went to Krasnodar.

    Artem Sikhimbaev: The most wonderful thing is that like-minded people with very different social ranks are in one place and doing one important thing. It brings people together and warms the soul. It is impossible to describe in words, it is simply harmony. I think that everyone should go.

    — Can you somehow indicate the quantitative results of your work, name some figures?

    Svetlana Savin: It’s hard to say. I looked after about 100 birds, that’s the number I can name.

    Nikita Seregin: I washed and fed about 30 birds. For me, it was an important experience from a professional point of view, I am studying ecology. It was interesting and useful to look at the situation from the point of view of an ecologist.

    Artem Sikhimbaev: I brought about 15 birds from the beach and washed about the same number. I fed at least twice as many. The main result of the work is probably not in the numbers. I learned a lot about this man-made disaster, understood a lot, learned a lot in such a short time. I talked to veterinarians and other specialists who worked there from the very first days. Since I managed to work on almost the entire chain of work with birds, I proposed several ideas for modernizing the system. For example, adding fish oil to the feed, because it helps get rid of fuel oil. And the problem of high bird mortality is that we cannot remove fuel oil from the gastrointestinal tract. Previously, nothing could be done about it. I hope that all of us were able to help at least a little.

    Svetlana Savin: It seems to me that we need to introduce more volunteer activities at the State University of Management. This is useful from the point of view of management experience. We understand how the work of large groups of people is organized, we see the flaws of the system. For a management university, volunteering is a very good base. I had an existential crisis there, I am still thinking about the meaning of life. So the experience is bright and useful.

    Environmental Protection Agency (EPA) and USACE to survey, remove, and dispose of debris from properties burned by the wildfires

     As part of this effort, Los Angeles County established a Debris Removal website with information and resources for fire-impacted residents to learn more about the debris clearance process

    In Phase 1 of the process, which was completed on February 25, the EPA removed hazardous household materials (HHM) from private property

    No action from the property owner was required for Phase 1 to be completed

    HHM removal associated with properties where structural hazards precluded safe entry were deferred to USACE

    Phase 2, conducted by USACE, consists of structural debris removal and requires an ROE form completed by the property owner, which is provided on the county website and available at Disaster Recovery Centers

    Free private property debris removal by USACE is only available if the eligible property owner opts in by completing and submitting the ROE form

    The ROE form is an agreement where property owners accept the conditions of participation in the debris removal program and give permission for USACE to access their property for cleanup activities

     Signing up for the debris removal program via the ROE does NOT impact a property owner’s eligibility to apply for other FEMA disaster assistance If a property owner opts out of the USACE debris removal program, they become responsible for all permits, inspections and other associated debris removal requirements and costs

     Coverage for debris and hazardous tree removal may be provided through your insurance policy

     What is the Debris Removal Program? The Debris Removal Program has two phases: removal of HHM followed by removal of other fire-related debris and trees that are deemed a hazard or that a certified arborist determines are dead or likely to die within five years due to the fire

     Phase 1: Removing Hazardous Materials On January 16, teams of experts from EPA and California’s Department of Toxic Substances Control began assessing properties in the burn areas to remove any HHM that could pose a threat to human health and the environment such as lithium-ion batteries, paint, cleaners and solvents, oils and pesticides

    This phase was automatic and completed at no cost to residents

    EPA only removed hazardous materials

    Examples of devices that contain lithium-ion batteries removed in Phase 1 and include: electric/hybrid vehicles, power tools, power banks, home alarms, drones, and tablets

    A city-wide partnership in Oxford, is expanding to cover Oxfordshire – highlighting the growing ambition collaboration across the county to tackle carbon emissions.

    The Zero Carbon Oxford Partnership (ZCOP), which was first established by Oxford City Council in 2021, will be expanding to become the Zero Carbon Oxfordshire Partnership.  

    Since its formation in 2021, ZCOP has been a successful in bringing together collaboration between Oxford’s large businesses and organisations across the city, working towards the ambition to achieving net zero as a city by 2040.   

    The partnership has generated over £1.2million in grant funding to deliver projects promoting sustainable travel, retrofitting, and industrial decarbonisation across Oxford. 

    Now, following the success of the partnership, the group will be expanding to tackle carbon emissions across Oxfordshire as a whole – and is seeking new partners interested in joining this effort. 

    Zero Carbon Oxfordshire Partnership  

    The new Zero Carbon Oxfordshire Partnership will consist of over 20 organisations from across Oxfordshire, bringing together a growing network of partners working towards the county becoming net zero as a whole by 2050. 

    The partnership – which will be interim chaired by Professor Nick Eyre – will allow large employers and organisations across Oxfordshire to collaborate to accelerate climate action across the county, harnessing skills and expertise across a range of industries, and working together to generate funding to accelerate local net zero projects.  

    Participating organisations include Oxford City Council, Oxfordshire County Council Cherwell District Council, West Oxfordshire District Council, as well as Enterprise Oxfordshire (previously Oxfordshire Local Enterprise Partnership), Abingdon and Witney College, and Oxfordshire Greentech.  

    Together these organisations will work together towards the goal to achieve net zero across Oxfordshire by 2050, in addition to their own organisation or local decarbonisation targets. 

    This will be achieved through: 

    • Sprint (task and finish) and Working Groups: which will co-design and deliver projects to tackle climate challenges, and will facilitate low carbon development at local-scale
    • Accessing grant funding: leveraging collective expertise, skills and roles locally to secure funding opportunities 
    • Free training and peer-to-peer learning: helping partners to increase impact by working and learning together and showcasing best practice  
    • Quarterly meetings and networking events: connecting a broad range of academic, technical experts and leaders
    • Progress reporting: monitoring the progress against the targets and objectives
    • Local & national advocacy: Collectively advocating for Oxfordshire on net zero topics and discussions

    The first meeting of the new Zero Carbon Oxfordshire Partnership Steering Group, which will provide strategic direction to the Partnership’s activities, was held at Abingdon & Witney college on 12 March – formally launching the partnership.

  • MIL-OSI United Kingdom: Four community ‘Pocket Parks’ to open in East Birmingham

    Public spaces across Birmingham are being given a new lease of life thanks to a collaboration between the National Trust, Birmingham City Council and local communities.

    During March, four new ‘Pocket Parks’ are being created from underused spaces in Nechells, Balsall Heath, Tyseley and Hay Mills to provide places for residents to play, meet, cultivate plants or simply sit to enjoy nature and the outdoors.

    Funded by the UK Shared Prosperity Fund, the initiative which began in 2023 has already transformed several underused outdoor areas into vibrant “Pocket Parks” – small but impactful green spaces designed and planted with the people who will use them.

    This year the project continues, working with four community groups in East Birmingham to create urban green spaces for the benefit of local people. The Birmingham Pocket Parks project has received £200,000 from the UK government through the UK Shared Prosperity Fund, as well as additional funding from the National Trust.

    The National Trust has been working in recent years to improve access to nature in urban areas, partnering with local organisations and community groups to increase the amount and quality of green spaces, bringing benefits to both people and nature. The Pocket Parks project is the latest in a series of work in Birmingham which has included creating pop-up blossom gardens and planting a symbolic ring of blossom along the number 11 bus route.

    Alex Morton, Project Manager for the National Trust, said: “It’s been a privilege to work alongside local groups in realising their ambitions to bring more nature to their area and the people who live there. Working with both communities and Birmingham City Council, it’s been great to see how partnership working can get residents involved in nature and growing, creating spaces for everyone to enjoy. We’re excited for more people to help with planting their Pocket Park in the coming weeks and seeing their ideas come to life.”

    Community groups are involved at every stage of the process of creating their local Pocket Park, taking part in design workshops with landscape and horticultural professionals, participating in the creation and planting of the parks as well as being given responsibility for the ongoing stewardship and maintenance of the space. By working closely with residents from the start, the project fosters a strong sense of community ownership, ensuring these parks will be cherished and cared for long into the future.

    The 2025 Pocket Park project is being supported by Rudge Wood Horticulture CIC, who have been working alongside the community groups to design and create their Pocket Parks, as well as delivering learning activities to provide confidence and skills to look after them in the future.   

    The newest Pocket Parks to open in the city are located in the Wards of Tyseley and Hay Mills, Sparkbrook and Balsall Heath East, and Nechells. Four community groups were selected to collaborate on the co-creation of a Pocket Park: the 260th Birmingham Scout Group; Khawateen Creative Minds – a community gardening and arts group; the Friends of Seven Streets Park and the Friends of North Nechells Parks.

    Councillor Majid Mahmood, Cabinet Member for Environment and Transport, said: “The Pocket Parks project in Birmingham plays a pivotal role in enhancing urban biodiversity and community well-being.

    “By bringing together local communities to co-create small green spaces within densely populated areas, the project not only provides accessible recreational areas but also supports local wildlife habitats.

    “These pocket parks contribute directly to Birmingham’s City of Nature 25-year plan by promoting sustainability, improving air quality, and fostering a sense of community pride and engagement in environmental stewardship. They also serve as vital green corridors, connecting neighbourhoods and increasing urban resilience to climate change impacts.”

    Work on the new Pocket Parks began in September 2024 with workshops with each group to develop design ideas, culminating in the final project builds this spring, where local volunteers can be a part of the creation of their Pocket Park, painting fencing and benches, and planting shrubs, trees and flowers.

    The 260th Birmingham Scout Group has now completed their Pocket Park, coming together during February half-term to plant up the space.

    Sue Weake, the Scout group leader said: “We were able to involve the young people from the start of the process, taking on board their ideas of what they wanted to see the end project look like. This gave them ownership, teaching them to respect and ultimately take care of their park.”

    The East Birmingham Pocket Parks are due to open by the end of March, followed by community launch events.

  • MIL-OSI Asia-Pac: Air quality improving

    Announcing an overview of Hong Kong’s air quality in 2024, the Environmental Protection Department said today that the city’s air remained good overall and was broadly in compliance with the Government’s Air Quality Objectives.

    In recent years, the Government has promoted electric vehicles, green transport and net-zero electricity generation in an effort to improve air quality in Hong Kong.

    The department said that in 2024 the percentages of hourly Air Quality Health Index (AQHI) readings recorded by general and roadside monitoring stations that fell within “low” or “moderate” health risk paramaters were 98.7% and 98.9% respectively. The comparable figures for 2014, the year the index launched, were 96.1% and 92.1%.

    From 2004 to 2024, the annual average concentrations of respirable suspended particulates, fine suspended particulates, nitrogen dioxide and sulphur dioxide in the ambient air have fallen by 45% to 88%. The annual average concentrations of these pollutants at the roadside have fallen by 36% to 88%.

    The annual average concentration of ozone has also steadied over the past few years. The number of hours of reduced visibility has declined by 82% since 2004.

    Despite an increase in regional ozone levels, Hong Kong’s air quality has continued to improve over the past 20 years, resulting in a reduction in long-term health risks of more than 50%.

    The department said it will update the risk factors assigned to air pollutants with reference to data derived from hospital admissions associated with air pollutants over the past decade.

    It will also update its AQHI compilation methods with reference to the latest guideline levels for air pollutants published by the World Health Organization.

    The updated AQHI will be made available online from tomorrow.

  • MIL-OSI Asia-Pac: Tse Chin-wan kicks off Beijing visit

    Secretary for Environment & Ecology Tse Chin-wan today kicked off a visit to Beijing by visiting agricultural facilities and meeting officials.

    In the morning, Mr Tse visited the Chinese Academy of Agricultural Sciences and toured various facilities to learn about national developments in agro-technology.

    In the afternoon, he paid a courtesy call on the General Administration of Customs (GACC) and met GACC Vice Minister Zhao Zenglian. 

    Mr Tse expressed gratitude to the GACC for its support in safeguarding food supplies to Hong Kong and its assistance in the implementation of a customs clearance facilitation arrangement in relation to Hong Kong food exports.

    He said that the facilitation arrangement, which launched in May last year, is operating smoothly and has significantly shortened the time required for customs clearance. He added that its introduction is appreciated by Hong Kong food manufacturers.

    Both sides expressed the hope that the arrangement can be applied to more food categories in the future.

    Afterwards, Mr Tse met representatives from the Ministry of Ecology & Environment (MEE), the National Center for Climate Change Strategy & International Cooperation, and the BRI International Green Development Coalition to exchange views on topics such as co-operation on ecological and environmental matters and combating climate change.

    He said that with the MEE’s strong support, the Hong Kong Special Administrative Region Government was involved in a successful Side Event at the China Pavilion during the 29th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP29) last year.

    The environment chief added that he hopes to continue telling good stories about Hong Kong’s and China’s efforts to combat climate change at COP30 this year.

  • MIL-OSI Australia: Rangers rescue critically endangered pregnant turtle

    A female hawksbill turtle has been rescued and returned to the ocean by rangers after she became wedged beneath driftwood on Womer Cay in the far northern Great Barrier Reef.

    Recently, rangers from the Department of the Environment, Science, Tourism and Innovation were visiting some of Queensland’s most northern parks during a trip from Lockhart River to Horn Island.

    While conducting surveys for crested terns and lesser crested terns on Womer Cay, the female Hawksbill turtle was found wedged under a large piece of driftwood.

    Ranger Katie Bampton said the turtle was most likely making her way up the beach to lay a clutch of eggs when she became stuck.

    “Thankfully she was spotted and ranger Joman Tomasello carefully removed her from the log and carried her to the ocean,” Ms Bampton said.

    “We assumed she had been stuck since the previous evening when she came ashore to lay, and we found her around 11am.

    “She would’ve been stuck for hours and due to the very hot conditions, we believe she wouldn’t have survived much longer.

    “When she was placed in front of the ocean, she took a little bit of time to get moving but eventually swam away.

    “The water would’ve felt so good, and we’re hoping she returned to Womer Cay that evening to come ashore and lay a clutch of eggs.

    “While we were on Womer Cay, we saw track marks on the beach where turtles had come ashore to lay, and we saw pits in the sand where clutches had hatched.

    “Hawksbill turtles are critically endangered due to the impacts of climate change, accidental capture in fishing equipment and reef habitat destruction.

    “The rangers who were on that trip are thrilled that we were able to rescue her and send her on her way.

    “These small cays in the Torres Strait and the Great Barrier Reef Marine Park are remote but they are extremely important for bird life and turtles.”

    Hawksbill turtle facts:

    • They are easily distinguishable by their beaks.
    • They are small but fast swimmers.
    • Females nest around four times each season, laying around 140 eggs.
    • Hawksbills feed mainly on reef sponges, consuming around 450kg annually.
    • They are highly migratory, travelling thousands of kilometres between nesting and feeding grounds.

    Womer Cay is a small, sparsely vegetated cay about 65 kilometres east of Bamaga off the coast of far north Queensland.

    The large crocodile was sighted near residential areas in Townsville.

    A large estuarine crocodile has been captured in the upper reaches of the Bohle River in Townsville following reports from the community – the second large croc removed from the area in weeks.

    Wildlife Rangers from the Department of the Environment, Tourism, Science and Innovation (DETSI) recently conducted a site assessment following reports of a large crocodile in a flooded section of the Bohle River near residential areas and an unfenced turf farm.

    Given the size of the animal and its location, it was declared for removal.

    Senior Wildlife Ranger Tony Frisby is urging locals to be extra vigilant.

    “We have now successfully captured two large crocodiles in the same location within three weeks of each other.” Mr Frisby said.

    “It is essential that people in the surrounding area are aware of the potential presence of crocodiles and to prioritise their safety.”

    Crocodile sightings can be reported by using the QWildlife app, completing a crocodile sighting report on the DETSI website, or by calling 1300 130 372. The department investigates every crocodile sighting report received.

  • MIL-Evening Report: How will the history-making new Olympics boss shape sports worldwide, and in Australia?

    In a surprisingly emphatic result, 41-year-old Kirsty Coventry, Zimbabwe’s Sport Minister, was selected as the new president of the International Olympic Committee (IOC) at its 144th session in Greece.

    Coventry is the first woman, the first African, and the youngest person ever to take on the role.

    So how did she rise to this position, and what should sports in Australia and globally expect?

    Unpacking the votes

    Coventry comes well-credentialed as a five-time Olympic swimmer, representing Zimbabwe from 2000 to 2016 and winning seven medals, two of them gold.

    An IOC member since 2013, Coventry was initially an athlete-elected member.

    She has taken on various IOC roles, including most recently on the Coordination Committee for the Brisbane 2032 Olympic and Paralympic Games.

    Although Coventry was one of the three favourites, along with Sebastian Coe from the United Kingdom and Juan Antonio Samaranch Jr from Spain (son of the previous IOC President Juan Antonio Samaranch), she won the vote in a landslide on the first ballot, securing 49 votes of the 97.

    Having obtained the required 50% majority, no further rounds were held.

    So begins a new dawn for the IOC’s now extremely powerful inaugural woman leader, who will face several challenges.

    How did she win?

    Foremost, Coventry had longstanding president Thomas Bach’s informal endorsement and support.

    Bach no doubt had a huge sway over the voting members, many of whom were elected to the IOC during his 12-year reign.

    Bach’s appointment as Honorary President for Life from June this year means he will still have a powerful role and be able to mentor and influence Coventry.

    A lack of transparent voting for the position means we cannot know who voted for whom. Some will presume the new president garnered the majority of votes from women and African delegates, but such an observation can only be speculative.

    With women comprising 43% of IOC members, it is a reasonable assumption this cohort provided a strong support base.

    Several candidates proposed quite significant (and in some cases radical) changes, suggesting a vote for Coventry was a nod to keeping the status quo.

    Or was it just time to break the hold of male presidents?

    The 2024 Paris Olympics were the first games with equal 50-50 men-women participation. The IOC membership has also changed over the past few decades, with growing representation of women. As a result, its long-held reputation as an “old boys’ club” is slowly shifting.

    Coventry triumphed despite previous doubts about her domestic political ties, and a limited change agenda that seemed to be mainly a legacy choice for Bach.

    In this context, Bach might continue to exert his influence.

    Global challenges for the new president

    As Olympic Agenda 2020+5 draws to its end, the new president will have the opportunity to set a future-focused strategy.

    There are plenty of areas she will need to consider in taking the reins. Here are our top ten:

    1. Safeguarding athletes. The provision of safe spaces for sport is an area of global concern as the incidents of athlete harm are brought to light.

    2. Environmental, sustainability and global warming issues, such as lack of snow for the winter games, venue rationale, spending on mega events, and lack of bidders for future games.

    3. The impact of AI and digital transformation on all aspects of sport, from athlete performance and officiating to governance and management.

    4. Bidding processes for future host cities.

    5. Transgender athletes and diversity, equity and inclusion considerations.

    6. The (Australian-initiated) proposal for the pharmaceutical free-for-all Enhanced Games.

    7. Sponsorship changes – longtime sponsors Toyota and Panasonic have dropped out but others have come in, with some from China.

    8. Relations with Russia and the United States

    9. Athlete advocacy – perhaps giving the athletes more of the financial windfall the Olympics generate.

    10. Addition of new sports and culling or dropping existing less popular ones.

    What about Australia?

    Coventry comes from an impressive swimming background, and this could work to Australia’s advantage.

    Although she will step down from her role on the Coordination Committee for the Brisbane Olympics and Paralympics to handle other pressing presidential duties, she will no doubt retain a close link to the third Australian Olympic host city.

    The Australian Olympic Commission was quick to congratulate her on her ascension to the IOC presidency.

    Coventry knows AOC President Ian Chesterman, a fellow IOC member, so we can expect a close, friendly working relationship between them.

    With the Brisbane games only seven years away, the new IOC president will certainly have a strong vested interest in Australia and aspects of the Olympic and Paralympic movement in this part of the world.

    Veterinary Impact Award
    This year, the NZVA Awards Committee presented two Veterinary Impact Awards. One went to Ginny Dodunski for significantly raising the profile of the Wormwise programme in her role as Production Manager. Neil Chesterton received the other award for his long career in the dairy industry, which has included a focus on cow lameness and behaviour. The Veterinary Impact Award is presented to individuals who have made a considerable positive impact for the veterinary profession.
    Veterinary Business Excellence Award
    The 2025 winner is Vet Services Hawke’s Bay (VSHB), which has earned a reputation as a supportive and visionary employer, consistently prioritising the professional wellbeing and development of their staff. The Veterinary Business Excellence Award recognises business excellence that supports employee wellbeing, workplace innovation, entrepreneurial flair, professional leadership and collaboration, and/or customer service in a way that reflects positively on the veterinary profession.
    Environmental Sustainability Award
    Lewis Griffiths (VetSalus) wins the Environmental Sustainability Award for VetSalus’ role in promoting One Health and increasing the recognition of the critical connection between animal and human life and the environment. The Environmental Sustainability Award acknowledges leadership and/or collaboration to improve environmental sustainability.
    Outstanding Service Award
    The Committee presented Stephen Hopkinson with the Outstanding Service Award for his many hours of voluntary service to the profession. He has held numerous roles, including DCV Committee Member, DCV President, NZVA Board Member, and the inaugural Member Advisory Group Chair. The Outstanding Service Award recognises long and valued service to the NZVA, including individuals who go above and beyond for the betterment of the veterinary profession.
    President’s Award
    The winner of the President’s Award for 2025 is Mark Bryan, who has had an extensive career dedicated to advancing veterinary science and animal welfare. He has volunteered 20 years’ service to the NZVA as a DCV Committee Member, Board Member and Antimicrobial Resistance Committee Chair. The President’s Award recognises meritorious service to the veterinary profession in the broadest sense.
    Young Veterinarian Award
    The winner of the Young Veterinarian Award 2025 is Jordi Hoult, who provides mentorship across sectors and inspires young veterinarians and professionals to explore diverse career pathways. The Young Veterinarian Award honours individuals who have shown outstanding veterinary, communication, and leadership skills since graduating as a veterinarian.
    The NZVA Awards will be presented at the award’s celebration dinner at Tākina Wellington Convention and Exhibition Centre on 5 June.

  • MIL-OSI New Zealand: Save the Children – Young ocean champions off to France for Global Summit

    Six young Kiwi ocean advocates, alongside representatives from WWF-New Zealand and Save the Children New Zealand, will travel to France this week to attend a global Ocean Citizen Summit aimed at exploring solutions to better protect our ocean and accelerate youth-led ocean action.
    The global forum, hosted at Nausicaá, Centre National de la Mer in Boulogne sur Mer, France, brings together more than 60 youth representatives from around the world to share the insights and solutions from their regions.
    Together, with senior experts in marine science and advocacy, they will identify individual and collective responses to five key challenges of the United Nations Decade of Ocean Science for Sustainable Development: changing humanity’s relationship with the ocean; unlocking ocean-based solutions to climate change, protecting and restoring marine ecosystems and biodiversity, developing a sustainable and equitable ocean economy and understanding and beating marine pollution from source to sea.
    The world’s oceans and seas are critical to our planet’s health, covering 71% of the Earth’s surface, producing 50% of our oxygen, feeding over 3 billion people, and absorbing 1/3 of global CO2 emissions. However, they face severe threats from climate change, pollution, overfishing, and ocean acidification. The Ocean Citizen Summit aims to empower young people to address these pressing challenges at both local and global levels.
    “Young people have the most to lose from climate and ocean degradation, as they will experience the long-term consequences,” says Save the Children Advocacy Director Jacqui Southey.
    “That’s why youth voices are crucial in these global conversations, particularly Pacific youth who are experiencing the impact of the world’s changing climate first hand. Here in Aotearoa, our marine environment is an important part of our lives and national and cultural identities, but sadly it is facing many threats, with unsustainable fishing, plastic pollution and climate change pushing our marine species and habitats to the brink of extinction.”
    WWF-New Zealand’s CEO Dr Kayla Kingdon-Bebb says the global summit is an amazing opportunity for the New Zealand group to meet other ocean youth champions from around the world.
    “I’m so proud that our rangatahi will be representing us on the world stage in France. This is a chance for these talented ocean conservation advocates to discuss global ocean conservation issues, share a Pacific perspective, and help shape the United Nations’ Ocean Citizen Charter.”
    The six youth advocates were selected following a series of ocean workshops held by WWF-New Zealand and Save the Children New Zealand in late 2024.
    Alongside Save the Children Youth Engagement Coordinator Vira Paky and WWF New Zealand’s Conservation Impact Advisor Carolyn Aguilar, the six youth delegates are:
    Quack Pirihi (Ngāpuhi, Ngāti Wai, Ngāti Whātua ki Kaipara, Patuharakeke) is a takatāpui activist, storyteller, and community organiser from Aotearoa, working at the intersection of indigenous sovereignty, climate justice, and queer liberation. Their mahi centres on rangatahi takatāpui empowerment, kaupapa Māori, and resisting environmental destruction. As the Founder and Director of Mana Āniwaniwa, Quack uplifts takatāpui and rangatahi Māori voices in decolonial and climate movements. A staunch opponent of deep-sea mining, Quack has spoken internationally, advocating for moana as an extension of whakapapa. In 2023, they joined the Pacific delegation to the International Seabed Authority conference, challenging corporate and colonial interests. Through storytelling and activism, Quack amplifies indigenous resistance to extractivism, pushing for solutions grounded in mātauranga Māori and a future where whenua, moana, and tangata thrive.
    Lottie Stevenson was born in Westport/Kawatiri on the West Coast of Te Waipounamu, and has lived close to the ocean her whole life. She earned her Bachelor of Science in Geography, studying at universities in Wellington/Te Whanganui-a-Tara and The Netherlands. Her recently completed Master’s thesis examines Antarctic paleoclimate and glaciology, including a chapter advocating for decolonising Antarctic research. She aims to foster collaboration across borders, ultimately driving collective action for Papatūānuku (Earth Mother). Lottie largely splits her time between mountains and sea, being an avid tramper, beach-cleaner, and aspiring environmental activist.
    Kat Cooper’s background is in marine biology and geography with a special interest in sharks, the deep sea, and queer ecology. Having just submitted their Master’s in marine biology they spend their time baking, annoying their flatmates, and volunteering. Love of the ocean began for Kat with their dad in the big blue backyard of Tāmaki Makaurau, with summers spent camping by the beach or snorkelling. To Kat, the way forward for ocean conservation is taking a holistic view of ocean ecosystems that acknowledges the place of people within the ecosystem, and emphasises the importance of indigenous knowledge. The Citizens of the Ocean Summit is Kat’s first international event, and they’re excited to explore the varied perspectives of the other delegates, and work together to create change.
    Maia Horn Nō hea Whāngārā Mai Tawhiti ahau. Spending my childhood summers in Whāngārā fostered my deep love and connection to the ocean and there has never been any doubt in my mind about the career I have dreamt of. Growing up with the tale of the Whale rider, Paikea also meant that I aspire to study tohorā as they are not only ecologically significant, but also culturally significant to Māori.
    Wei Heng Pok (卜炜衡) is a Climate & Sustainability consultant based in Tāmaki Makaurau (Auckland) at Edge Impact. An advocate for indigenous solidarity, climate policy, and justice, Pok has contributed to prominent forums such as the Nobel Prize Dialogue, the World Economic Forum Annual Meeting in Davos, COP26, and TIME Magazine. Outside of work, he serves on the Strategic Council of Climate Catalyst and was a former Climate Justice Design Partner for the World Economic Forum. Constantly unlearning and unlearning, he hopes to find his way home as he works on decolonising his identity. His most recent projects are building on regenerative soil practice within community-supported agriculture, alongside tracing his genealogy back to China.
    Veronica Rotman is a marine scientist, tertiary lecturer, science communicator and doctoral student. Her entire life revolves around the ocean, for work, for play and for kaimoana gathering, having grown up freediving and spearfishing in the frosty water of Te Waipounamu. Veronica is a TEDx speaker, has delivered many public talks and university lectures, and sat on the Sustainable Seas National Science Challenge Stakeholder Panel for five years. Her proudest mahi has been setting up and delivering the first remote tertiary training in sustainable aquaculture and marine science to Mana Whenua of the Muriwhenua in Kaitaia. The purpose of this was to empower students with knowledge and skills to get jobs and set up their own ventures. Veronica is in the final year of her PhD titled: Ki uta ki tai (mountains to sea): microplastics in Southern Aotearoa, that hopes to highlight the interconnectedness of terrestrial, freshwater and marine environments and to promote mountains to sea management. Her previous research looked into the physiological impacts of microplastics on snapper, incidence of microplastics in wild fish, and microplastics in aquaculture systems.
    The Citizen of the Ocean Youth-led Summit is being held March 25-28 2025. It aligns youth advocacy with global agreements like the Paris Agreement, the UN Sustainable Development Goal 14 (Life Below Water), the UN Decade of Ocean Science for Sustainable Development and the European Union’s Mission “Restore our Ocean and Waters”

  • MIL-OSI New Zealand: Fire Safety – Outdoor fire restrictions lifted for West Coast after rain

    Fire and Emergency New Zealand has placed the Grey and Buller Inland areas on the West Coast back in an open fire season, from 9am on Friday 21 March until further notice.
    This means people no longer need to apply for permits from Fire and Emergency to light fires in the open air.
    West Coast District Manager Myles Taylor says these areas were the last remaining parts of the West Coast to have fire restrictions in place.
    “With recent rainfall and cooler temperatures lowering the fire danger, the Grey and Buller Inland zones will join the rest of the West Coast in an open fire season,” he says.
    “However, Department of Conservation land – which is a large proportion of the West Coast District – remains in a restricted fire season.
    “We would like to thank people on the West Coast for respecting the fire restrictions and taking extra care during the dry summer period.
    “We also remind everyone to continue taking care when lighting fires and to visit checkitsalright.nz for advice and conditions for your particular location.”

    March 22 marks World Water Day, designated by the United Nations (UN) to underscore the vital importance of water and promote global collaboration in addressing water-related challenges. In observance of this day, Samsung Electronics carried out a variety of water conservation initiatives across 26 domestic and international worksites, engaging approximately 36,200 participants, including employees, local governments, NGOs and members of the community. Beyond these activities, Samsung Electronics remains dedicated to responsible water stewardship by enhancing its initiatives focused on water reuse and replenishment, strengthening worksite management systems, and deepening partnerships with key stakeholders.
     
     
    Global Participation by Samsung Electronics Employees in Water Conservation Efforts
    Each year, Samsung Electronics collaborates with employees and local communities on a variety of initiatives, including stream clean-ups near its facilities and water-saving campaigns across its operations. This year, the company aligned these activities with its environmental strategies, including water replenishment projects. These efforts included upgrading reservoirs and pumping facilities in drought-affected regions near its worksites, as well as supporting clean drinking water initiatives for neighboring villages.

    Partnering With Stakeholders To Drive Water Conservation and Reduce Usage
    Samsung Electronics recognizes water as a vital resource for a sustainable future and is committed to reducing water intake and promoting water reuse across its operations.
     
    The DX Division has set a goal of achieving 100% water replenishment by 2030, returning to local communities an amount of water equivalent to what is used in its production processes, thereby helping to prevent the depletion of water resources. To achieve this, Samsung is actively implementing water replenishment projects across multiple regions worldwide.
     
    In 2023, Samsung Electronics partnered with the Korea Rural Community Corporation (KRC) to support the construction of water redistribution facilities, enabling the reuse of agricultural water by channeling it from downstream to upstream areas in farmland regions. In collaboration with the Korea Ecological & Environmental Institute (KEEI), Samsung also carried out reservoir dredging in the Haman region in Korea to expand aquatic ecosystems and secure agricultural water supplies, contributing to water reuse and mitigating the risks of drought and water scarcity.

    ▲ Samsung Electronics, in collaboration with the KRC Andong held a completion ceremony in July 2024 to mark the construction of an agricultural water redistribution facility in Andong, Korea. In April 2024, Samsung Electronics Vietnam signed an agreement with the local People’s Committee to support water replenishment projects.
     
    Building on these efforts, Samsung implemented 23 water replenishment projects across six countries in 2024, returning a total of 1.35 million tonnes of water annually to local communities and achieving 100% water replenishment by Korean facilities’ water usage standards. The company is committed to expanding this achievement globally by 2030, helping to mitigate local water risks and advance water resource conservation across all its international operations.
     
    Meanwhile, the DS Division is promoting various initiatives to protect water resources through partnerships with public, private and governmental organizations.
     
    In March 2024, Samsung signed a public-private-governmental memorandum of understanding (MOU) with the Ministry of Environment, K-water and other stakeholders to advance water-related initiatives. This collaboration was further strengthened in November 2024 through an additional MOU for the Jangheung Dam Artificial Wetland Creation Project, jointly developed with the Ministry of Environment and K-water. This marks the first project in Korea jointly led by public, private and governmental partners. The project aims to enhance riparian ecological belts and artificial wetlands through forest restoration, planting and waterway rehabilitation. In addition, it will create cultural and recreational spaces, including an ecological art museum and walking trails, contributing to the well-being of local communities.
     
    The DS Division has also set a target to keep water intake to 2021 levels by 2030. To that end, Samsung signed another MOU in December 2024 with the Ministry of Environment, Gyeonggi Province, the cities of Hwaseong and Osan, K-water and the Korea Environment Corporation for the Gyeonggido Region Semiconductor Site Reclaimed Water Project (Phase 1). This project will recycle treated wastewater from Hwaseong and Osan to supply 120,000 tonnes of reclaimed water per day to Samsung’s Giheung and Hwaseong semiconductor facilities. The project will proceed with feasibility studies for private investment, basic and detailed phases, and then installation and operation of reuse facilities, with water supply to the DS Division’s Giheung and Hwaseong worksites scheduled to begin in 2029.
     
     
    Expanding Platinum Certifications From the Alliance for Water Stewardship (AWS)
    In March 2023, Samsung Electronics’ Hwaseong worksite became the first facility in Korea to achieve the Platinum certification, the highest level from the Alliance for Water Stewardship (AWS).* Since then, Samsung has continued to expand the number of AWS-certified worksites across its global operations. AWS is a global water stewardship initiative jointly established by international organizations to assess companies’ comprehensive water management systems.
    * The Alliance for Water Stewardship (AWS) is a global water management initiative jointly established by organizations such as the UN Global Compact (UNGC) and Carbon Disclosure Project (CDP). AWS evaluates a company’s water stewardship performance across 100 criteria, including ▲ sustainable water management, ▲ pollution control, ▲ water sanitation, ▲impact on aquatic ecosystems within the watershed, and ▲ governance. Based on these assessments, certifications are awarded at three levels, including ‘Platinum,’ ‘Gold,’ and ‘Core.’
     
    The DS Division has achieved Platinum certification for its Giheung/Hwaseong and Pyeongtaek worksites in Korea, followed by its Xi’an worksite in China and most recently its Cheonan/Onyang worksites in Korea in November 2024. The DX Division has also expanded its certifications, securing Platinum certifications for its Suwon, Gumi and Gwangju worksites in 2023, as well as for its Vietnam worksites in 2024. Samsung Electronics also plans to extend AWS certifications to its India operations by 2025.
     
    Water is a vital resource, and ensuring the availability of clean and safe water for future generations is a critical responsibility. Samsung Electronics is fully committed to this mission and will continue to promote water stewardship and the importance of sustainable water management among its employees.     Garden City — Senator Roger Marshall, M.D. (R-Kansas) today released the following statement in response to the Kansas Department of Health and Environment (KDHE) reporting six confirmed cases of measles, all located in Southwest Kansas.  
    Senator Marshall is closely tracking the measles outbreaks across the country as updates come in. As of March 14, 2025, there have been 301 confirmed cases in 15 states, and other presumed cases being tested. 
    “Given the increase in cases of measles in Kansas, everyone should talk to their own doctor about their health needs and the need for a booster shot or vaccination,” said Senator Marshall. 
    Senator Marshall’s office has been in contact with KDHE, and the department has confirmed they have sufficient supply of the Measles, Mumps, and Rubella (MMR) vaccine on hand. The office will stay in contact with KDHE about infection tracking and will continue to assist from the federal level as infections increase.
    Background:
    Measles is a highly contagious viral infection spread through respiratory droplets. A red skin rash is a recognizable symptom of measles, but symptoms can also include white spots within the mouth, fever, dry cough, runny nose, sore throat, or inflamed eyes.
    Measles is largely preventable through vaccination. 
    The Center for Disease Control (CDC) recommends that all children receive two doses of the MMR vaccine, which vaccinates against measles, mumps, and rubella. The first shot is typically administered between 12 and 15 months of age, and a second between the ages of 4 and 6 years.
    Some adults may already be protected through infection as a child, before the vaccine became routinely administered in 1962. There are instances in which some adults, such as those who are pregnant or immunocompromised, who should not get a live attenuated vaccine. 
    Adults who are unsure if they were infected or vaccinated as a child should visit with their doctor or visit their local health department to determine whether a booster shot is recommended.

    Glaciers in many regions will not survive the 21st century if they keep melting at the current rate, potentially jeopardising hundreds of millions of people living downstream, UN climate experts said on the first World Day for Glaciers.

    Together with ice sheets in Greenland and Antarctica, glaciers lock up about 70 per cent of the world’s freshwater reserves. They are striking indicators of climate change as they typically remain about the same size in a stable climate.

    But, with rising temperatures and global warming triggered by human-induced climate change, they are melting at unprecedented speed, said Sulagna Mishra, a scientific officer at the World Meteorological Organization (WMO).

    Hundreds of millions of livelihoods at risk

    Last year, glaciers in Scandinavia, the Norwegian archipelago of Svalbard and North Asia experienced the largest annual loss of overall mass on record. Glaciologists determine the state of a glacier by measuring how much snow falls on it and how much melt occurs every year, according to UN partner the World Glacier Monitoring Service (WGMS) at the University of Zurich.

    In the 500-mile-long Hindu Kush mountain range, located in the western Himalayas and stretching from Afghanistan to Pakistan, the livelihoods of more than 120 million farmers are under threat from glacial loss, Ms. Mishra explained.

    The mountain range has been dubbed the “third pole” because of the extraordinary water resources it holds, she noted.

    ‘Irreversible’ retreat

    Despite these vast freshwater reserves, it may already be too late to save them for future generations.

    Large masses of perennial ice are disappearing quickly, with five out of the past six years seeing the most rapid glacier retreat on record, according to WMO.

    The period from 2022 to 2024 also experienced the largest-ever three-year loss.

    “We are seeing an unprecedented change in the glaciers,” which in many cases may be irreversible, said Ms. Mishra.

    Ice melt the size of Germany

    WGMS estimates that glaciers, which do not include the Greenland and Antarctica ice sheets, have lost more than 9,000 billion tonnes of mass since 1975.

    “This is equivalent to a huge ice block of the size of Germany with a thickness of 25 metres,” said WGMS director Michael Zemp. The world has lost 273 billion tonnes of ice on average every year since 2000, he added, highlighting the findings of a new international study into glacier mass change.

    “To put that into context, 273 billion tonnes of ice lost every year corresponds about to the water intake of the entire [world] population for 30 years,” Mr. Zemp said. In central Europe, almost 40 per cent of the remaining ice has melted. If this continues at the current rate, “glaciers will not survive this century in the Alps.”

    Echoing those concerns, WMO’s Ms. Mishra added that if emissions of warming greenhouse gases are not slowed “and the temperatures are rising at the rate they are at the moment, by the end of 2100, we are going to lose 80 per cent of the small glaciers” across Europe, East Africa, Indonesia and elsewhere.

    A trigger for large-scale floods

    Glacial melt has immediate, large-scale repercussions for the economy, ecosystems and communities.

    The latest data indicates that 25 to 30 per cent of sea level rise comes from glacier melt, according to the World Glacier Monitoring Service.

    Melting snowcaps are causing sea levels to rise about one millimetre higher every year, a figure that might seem insignificant, yet every millimetre will flood another 200,000 to 300,000 persons every year.

    “Small number, huge impact,” glaciologist Mr. Zemp said.

    Everyone is affected

    Floods can affect people’s livelihoods and compel them to emigrate from one place to another, WMO’s Ms. Mishra continued.

    “When you ask me how many people are actually impacted, it’s really everyone,” she stressed.

    From a multilateral perspective, “it is really high time that we create awareness, and we change our policies and…we mobilise resources to make sure that we have good, policy frameworks in place, we have good research in place that can help us to mitigate and also adapt to these new changes,” Ms. Mishra insisted.

    A day to consider world’s glaciers

    Providing added momentum to this campaign, the World Day for Glaciers on 21 March aims to raise awareness about the critical role that these massive frozen rivers of snow and ice play in the climate system. It coincides with World Water Day.

    To mark the occasion, which is one of the highlights of the 2025 International Year of Glaciers’ Preservation, global leaders, policymakers, scientists and civil society representatives are due to gather at UN Headquarters in New York to highlight the importance of glaciers and to boost worldwide monitoring of the cryospheric processes of freezing and melting that affect them.

    WGMS’s Mr. Zemp, who also teaches glaciology at the University of Zurich, is already preparing for a world without glaciers.

    “If I think of my children, I am living in a world with maybe no glaciers. That’s actually quite alarming,” he told UN News.  

    “I really recommend going with your children there and having a look at it because you can see the dramatic changes that are going on, and you will also realise that we are putting a big burden on our next generation.”

    Glacier of the Year

    This year’s Glacier of the Year 2025 is South Cascade Glacier in the US state of Washington.

    The body of ice, which has been continuously monitored since 1952, provides one of the longest uninterrupted records of glaciological mass balance in the western hemisphere.

    “South Cascade Glacier exemplifies both the beauty of glaciers and the long-term commitment of dedicated scientists and volunteers who have collected direct field data to quantify glacier mass change for more than six decades,” said Caitlyn Florentine, from the U.S. Geological Survey.

Beyond their ecological significance, forests are pillars of global food security, offering essential resources such as fruits, seeds, roots, and wild meat, which support indigenous and rural communities. Every year on March 21, the world celebrates the International Day of Forests to celebrate all types of forests, recognize the importance of trees and forests, and take action to protect them.

    In year 2012, the United Nations declared March 21 as the International Day of Forests (IDF) to celebrate and raise awareness about the vital role of forests. Every year a new theme is chosen by the Collaborative Partnership on Forests. The theme for this year is “Forests and Food,” which emphasizes the deep connection between forests and global food security.

    In India forests are deeply intertwined with culture, economy, and biodiversity, and their protection is not just an environmental necessity but a fundamental responsibility. In this direction, the Ministry of Environment, Forest and Climate Change and related ministries of Government of India have launched various schemes that link forests to food security, nutrition, and livelihoods.

    National Agroforestry Policy

    Agroforestry is a sustainable land-use system that integrates trees and crops to enhance agricultural productivity, improve soil fertility, and provide an additional income source for farmers. Recognizing its potential, the Government of India introduced the National Agroforestry Policy in 2014 to promote tree plantation in farmland.

    Objectives of the Scheme

    The National Agroforestry Scheme aims to encourage farmers to adopt agroforestry for climate resilience, environmental conservation, and economic benefits.

    Implementation Strategy

    The scheme emphasizes the production and distribution of Quality Planting Material (QPM) through nurseries and tissue culture units. The ICAR-Central Agroforestry Research Institute (CAFRI) is the nodal agency responsible for providing technical support, certification, and training. Various institutions such as ICFRE, CSIR, ICRAF, and state agricultural universities collaborate to implement the program effectively.

    Market and Economic Support

    To make agroforestry profitable, the scheme supports farmers through price guarantees and buy-back options for farm-grown trees. It also encourages private sector participation in the marketing and processing of agroforestry products. Additionally, agroforestry integrates well with India’s strategy to promote millets, as millets thrive in tree-based farming systems.

    Funding and Support Interventions

    The government provides financial assistance for the establishment of nurseries and research projects.

    Green India Mission

    The Green India Mission (GIM) also known as National Mission for a Green India, is a key part of India’s National Action Plan on Climate Change (NAPCC). It is one of the eight missions under NAPCC. The mission aims to protect, restore, and enhance India’s forest cover while tackling climate change. GIM focuses on improving biodiversity, water resources, and ecosystems like mangroves and wetlands, all while helping absorb carbon. The activities under GIM were started in the FY 2015-16.

    Mission Goals:

    • Expand forest/tree cover by 5 million hectares (mha) and improve the quality of another 5 mha of forest and non-forest land.
    • Boost ecosystem services like carbon storage, water management, and biodiversity.
    • Improve livelihoods for 3 million households by increasing income from forest-based activities.

    Sub-Missions:

    GIM has five sub-missions, each focused on a different aspect of greening:

    1. Enhancing Forest Cover – Improving Forest quality and ecosystem services.
    2. Ecosystem Restoration – Reforesting and increasing forest cover.
    3. Urban Greening – Adding more trees in cities and nearby areas.
    4. Agro-Forestry & Social Forestry – Boosting biomass and creating carbon sinks.
    5. Wetland Restoration – Reviving critical wetlands.

    Ecosystem Services Improvement Project (ESIP)

    The Green India Mission is working on the Ecosystem Services Improvement Project (ESIP), a World Bank-backed initiative in Chhattisgarh and Madhya Pradesh.

     

    Funding and Expenditure

     

    As of July 2024, Rs. 909.82 crores have been allocated to 17 states and one Union Territory for plantation and eco-restoration over 155,130 hectares. In Maharashtra’s Palghar district, 464.20 hectares in Dahanu Division have been covered under GIM for plantation and eco-restoration.

     

    Forest Fire Prevention & Management Scheme

    The Forest Fire Prevention & Management is a Centrally Sponsored Scheme that supports states and Union Territories in preventing and controlling forest fires. The Ministry provides financial assistance to help implement various fire prevention and management measures.

    India has a forest fire detection system managed by the Forest Survey of India, Dehradun. It uses remote sensing technology to detect and share information about forest fires in near real-time. This system plays a crucial role in the early detection and effective management of forest fires across the country. The Ministry has also constituted a Crisis Management Group under the chairmanship of Secretary (EF&CC) to deal with crises arising as a result of forest fires.

    Objectives of the scheme

     

    The scheme aims to reduce forest fire incidents and restore productivity in affected areas. It emphasizes the involvement of local communities in forest protection and contributes to maintaining environmental stability. Developing a fire danger rating system and forecasting methods is also a key objective. The scheme encourages the use of modern technology, such as Remote Sensing, GPS, and GIS, to enhance fire prevention efforts. Additionally, it seeks to improve knowledge about the impact and behaviour of forest fires.

    Implementation

     

    Following the recommendations of the Parliamentary Committee and NGT’s directions, the Ministry has developed the National Action Plan on Forest Fire. It is based on a study with the World Bank and consultations with key stakeholders like State Forest Departments and the National Disaster Management Authority. In addition to forest fire detection, the Forest Survey of India (FSI), under the Ministry of Environment, Forest and Climate Change, has developed a satellite-based Forest Fire Monitoring and Alert System. This system helps in the timely detection and monitoring of forest fires. Fire alerts are sent via SMS and email to registered users, ensuring quick response and better fire management.

    Van Dhan Yojana

    Launched in 2018 by the Ministry of Tribal Affairs and TRIFED, the Pradhan Mantri Van Dhan Yojana (PMVDY) aims to improve the livelihood of tribal communities by enhancing the value of forest produce. The scheme helps tribal gatherers become entrepreneurs through skill training, infrastructure support, and market linkages.

    Formation of Van Dhan Vikas Kendras (VDVKs)

    Under this initiative, tribal communities form Van Dhan Vikas Kendras (VDVKs), each consisting of 300 members from 15 Self-Help Groups (SHGs). These Kendras serve as hubs for processing, value addition, and marketing of Minor Forest Produce (MFPs).

    Financial Support and Implementation

    The scheme is a centrally funded, with ₹15 lakh allocated per Kendra. Tribal members contribute ₹1,000 each to ensure ownership. The government also supports branding, packaging, and global market access for tribal products.

    Two-Stage Implementation

    1. Stage I: Establishment of 6,000 Kendras across tribal districts with basic facilities.
    2. Stage II: Scaling up successful Kendras with better infrastructure, such as storage and processing units.

    Impact and Benefits

    PMVDY generates sustainable livelihoods, promotes forest conservation, discourages tribal migration, and strengthens the tribal economy, making it a key initiative for India’s tribal development.

    Conclusion

    India’s commitment to forest conservation and sustainable development is evident through various initiatives like the National Agroforestry Policy, Green India Mission, Forest Fire Prevention & Management Scheme, and Van Dhan Yojana. These programs not only help restore and protect forest ecosystems but also enhance livelihoods, promote climate resilience, and strengthen food security. On International Day of Forests 2025, it is crucial to reaffirm our dedication to preserving forests as vital resources for future generations. By integrating conservation efforts with community participation and sustainable policies, India continues to pave the way for a greener, healthier, and more prosperous future.

  • MIL-OSI USA: The Mallinckrodt site in Orrington is the subject of a Notice of Violation from the Maine DEP

    CONTACT:

    The Department of Environmental Protection (DEP) has issued a Notice of Violation (NOV) to Mallinckrodt US LLC/Medtronic related to the lack of meaningful progress remediating the former chloralkali manufacturing facility located along the Penobscot River in Orrington, Maine. Historic operations at that site resulted in a significant amount of mercury contamination to the surrounding soils, groundwaters, and neighboring river.

    The DEP has pursued the site’s cleanup since 2008 and, under DEP oversite, progress has been achieved remediating the area. However, large areas of soil contaminated by mercury above the site-specific standard established by order of the Board of Environmental Protection for the protection of public health, safety, and the environment remain on the site unremediated.

    Mallinckrodt has ceased to make meaningful progress towards remediating the remaining soil for over two years, compelling the DEP to undertake this enforcement action. The DEP expects that Mallinckrodt will immediately resume efforts to achieve site remediation consistent with Maine law and this Departments orders.

    EXPLANATORY STATEMENT

    The Republic of Guinea-Bissau

    Guinea-Bissau has 1.9 million inhabitants from 11 ethnic groups. Half of the population lives in urban areas. This figure is expected to rise. Approximately 60% of the population is under the age of 25. The country has both a high fertility rate and a high infant mortality rate (54.8 deaths per thousand births). More than 40% of the population is illiterate. Since the signing of the previous protocol the country has dropped 2 places and is ranked 179th out of 193 in the United Nations Human Development Index (UNDP, 2021).

    Domestic natural resources have always been the mainstay of Guinea-Bissau’s economy. The contribution of agriculture to national GDP and to exports stands at 56% and 90%, respectively, and is based around a single crop – cashew nuts. One of the main challenges facing the country is to diversify production.

     

    Almost a third of public revenue came from international donors, with a third of this amount coming from the EU. The funding provided through the Fisheries Partnership Agreement (SFPA, in its most recent version) between the EU and Guinea-Bissau as compensation for access to resources make a significant contribution to the country’s national public finances.

     

    Guinea-Bissau’s broad continental shelf, fed by rivers, and the seasonal upwelling of ocean currents help to ensure rich stocks of both coastal and oceanic fish species. The main stocks of commercial value include demersal species, small pelagic species, large migratory pelagic species, crustaceans (shrimp, including deep-water shrimp) and cephalopods (squid and octopus).

     

    Artisanal fishing, including subsistence fishing, provides a livelihood for several thousand fishermen and their families, some of whom come from neighbouring countries (the numbers vary according to different estimates).

     

    Trade in fisheries products with the EU has been impeded owing to the country’s inability to comply with EU health standards, despite its best efforts. It is hoped that the strengthening of Guinea-Bissau’s capacities in this field, thanks to the creation and – following a long process – accreditation of a quality control and analysis laboratory (in July 2014 and development ongoing), can help to change the situation.

     

    EU-Guinea-Bissau Fisheries Agreement

     

    The first fisheries agreement concluded between the Republic of Guinea-Bissau and the European Community dates back to 1980. Fleets from EEC/EU Member States have had access to fishing opportunities in Guinea-Bissau waters since that time. In 2007, both parties signed the Fisheries Partnership Agreement. Since then, successive protocols implementing the Agreement have been tacitly renewed and/or negotiated. The Agreement was suspended at the EU’s initiative between April 2012 and October 2014, following a military coup. More recently, talks on the Protocol highlighted the need for a review of the financial contributions provided in exchange for fishing opportunities for EU fleets under the Protocol.

    The current Protocol on the implementation of the Fisheries Partnership Agreement between the European Community and the Republic of Guinea-Bissau (2024-2029) was applied provisionally from the date of signature, i.e. 18 September 2024. This fisheries agreement allows vessels from a number of EU Member States to fish in Guinea-Bissau waters.

    The Protocol provides for fishing opportunities in the following categories: freezer shrimp trawlers; freezer fin-fish and cephalopod trawlers; small pelagic trawlers; tuna freezer vessels and longliners; pole-and-line tuna vessels:

    The Agreement is multi-species and covers tuna, cephalopods, shrimps and demersal species. The Agreement is part of a network of tuna agreements in West Africa and is one of only three multi-species agreements in the region (the others being with Morocco and with Mauritania).

    The fishing opportunities provided for in the Agreement are based on the best scientific advice available and on the recommendations of the International Commission for the Conservation of Atlantic Tunas (ICCAT).

    The EU contribution to this new protocol is estimated at €85 million over the 5 years, consisting of €17 million per year, of which €4.5 million will be dedicated to promoting Guinea-Bissau’s sustainable fisheries management, control and surveillance capacities, and supporting local fishing communities. 

    In addition to the EU contribution, shipowners will pay licence and capture fees to the Guinea-Bissau administration to be authorised to fish. The combination of the EU’s contribution and fees paid by EU operators puts the total estimated financial envelope beyond €100 million over the 5 year period.

    The rapporteur hopes that the new protocol will enable the EU and the Republic of Guinea-Bissau to work more closely in order to promote the sustainable exploitation of fisheries resources in Guinea-Bissau waters and to support the country’s efforts to develop the national fisheries sector and related areas.

    Recent investment by the African Development Bank and other investors (e.g. China) in infrastructure, as well as a fishing port for artisanal fishing (landing and processing) in Alto Bandim, represent an opportunity for the country, but are insufficient to meet needs. Developing infrastructure for landing, storing and processing fish for use by industrial fleets operating in Guinea-Bissau waters would be of particular importance, not only for operational purposes, but also for the development of the country’s fisheries sector, and would allow for the creation of markets, distribution and marketing structures as well as laboratories for quality analysis.

    The rapporteur is of the opinion that the Agreement should help to make the country more self-sufficient, to sustain its development strategy and to guarantee its sovereignty.

    He therefore recommends that Parliament approve the conclusion of this SFPA and its Protocol, given its importance for both the Republic of Guinea-Bissau and the EU fleets already operating in that country’s waters.

    In view of Parliament’s role and powers in this area, he considers it appropriate and necessary to adopt a non-legislative resolution on this agreement, setting out considerations and recommendations that the Commission should take into account while the current Protocol is in force (which, regrettably, it has not always done in the past).

    The rapporteur wishes to highlight the following issues, in addition to those mentioned above, as requiring particular attention.

    The Agreement must promote genuine sustainable development in the Guinean fisheries sector and related industries and activities, increasing the added value that stays in the country as a result of the exploitation of its natural resources.

    Finally, the rapporteur stresses that the European Parliament should, at each stage, be fully and promptly informed of the procedures related to the Protocol, its renewal and its implementation, as detailed in the non-legislative resolution accompanying this recommendation.

     

     

    The Committee on Budgets has carried out a budgetary assessment of the proposal under Rule 58 of the Rules of Procedure and has reached the following conclusions:

    – having regard to Regulation (EU, Euratom) 2024/2509 of the European Parliament and of the Council of 23 September 2024 on the financial rules applicable to the general budget of the Union[2],

    – having regard to the Interinstitutional Agreement (IIA) of 16 December 2020 between the European Parliament, the Council of the European Union and the European Commission on budgetary discipline, on cooperation in budgetary matters and on sound financial management, as well as on new own resources, including a roadmap towards the introduction of new own resources[3], and in particular point 20 thereof,

    A. whereas the financial contribution for the entire duration of the Protocol is EUR 85 000 000 (i.e. EUR 17 000 000 per year), based on:

    (a) an annual amount of EUR 12 500 000 for access to fishery resources in the fishing zone of the Republic of Guinea-Bissau; and

    (b) a specific amount of EUR 4 500 000 per year in support of the sectoral policy of the Republic of Guinea-Bissau;

    B. whereas the implementation of the Protocol requires the use of operational appropriations, as explained below:

    1. Notes that the support allocated to the Protocol should meet the objectives of cooperation in the fields of sustainable exploitation of fishery resources, aquaculture, sustainable development of the oceans, protection of the marine environment, and the blue economy; considers that this should be thoroughly scrutinised to ensure that this is done effectively during the implementation of the Protocol; notes that the support has a direct link to the principles of the Samoa Agreement, reinforcing the Union’s external action towards African, Caribbean and Pacific (ACP) countries and particularly taking into account the Union’s objectives with regard to democratic principles and human rights, strengthening the Union presence in the region and the cooperation with an important strategic partner;

    2. Recommends that, for future agreements, an impact assessment of the added value and socio-economic benefits derived from the previous agreement be taken into account; considers that this assessment should guide the negotiation and renewal of subsequent agreements to ensure that they align with the objectives of sustainable development and efficient use of the Union’s financial resources;

    3. Notes that the Protocol with Guinea-Bissau was signed on 18 September 2024;

    4. Notes that the transfer of appropriations for an amount of EUR 17 000 000 in commitment appropriations and EUR 12 500 000 in payment appropriations, requested by the Commission in DEC 07/2024 and approved by the budgetary authority, has made available the respective appropriations on operational line 08 05 01 for 2024;

    5. Stresses that the financial programming of line 08 05 01 needs to be enough to cater for the financial obligations in the years 2025-2027 subject to the decision of the budgetary authority in the annual budgetary procedures; in this regard, notes that line 08 05 01 in the 2025 Draft Budget and in the Council Position on the 2025 Draft Budget include an amount of EUR 150 560 000 in commitment appropriations and EUR 135 275 000 in payment appropriations; calls for scrutiny regarding the financial programming of line 08 05 01 in the annual budgets of 2026 and 2027;

    6. Recalls that in line with Article 33 of the Financial Regulation, EU funding needs to respect the principle of efficiency and effectiveness in addition to sound financial management in order for the financial support granted from the EU budget to fully deliver on its objectives; believes that any possible circumvention of an EU Sustainable Fisheries Partnership Agreement, including, for instance, that with Guinea-Bissau, by European boats or vessels with ownership or management links to European companies sailing and fishing under local flags poses a risk to the sound financial management and implementation of the EU budget; asks the Commission, therefore, to present an analysis of the impact of such circumventions on the efficiency and effectiveness of the implementation to the Budgetary Authority and to take corrective measures if needed;

    7. Concludes that the Committee on Budgets is in a position to advise the Committee on Fisheries, as the committee responsible, to recommend approval of the proposal for a Council decision on the conclusion, on behalf of the European Union, of the Implementing Protocol (2024-2029) to the Fisheries Partnership Agreement between the European Community and the Republic of Guinea-Bissau.

    SHORT JUSTIFICATION

    The Fisheries Partnership Agreement between the European Community and the Republic of Guinea-Bissau entered into force on 15 April 2008, being tacitly renewable. The previous 5-year Protocol to the FPA entered into force on 15 June 2019 and expired on 14 June 2024.

    With a view to adopt a new Protocol to the FPA, the European Commission conducted negotiations with the Republic of Guinea-Bissau. Following these negotiations, a new Protocol was initialled on 16 May 2024. This new Protocol covers a period of five years, allowing Union vessels to access Guinea-Bissau’s fishing zone and to fish for demersal species (crustaceans, cephalopods and fish), small pelagic species, and tuna and associated species there.

    The aim of the Protocol is to provide an updated framework that takes into account the priorities of the common fisheries policy and the external dimension, in accordance with scientific advice and the recommendations of the Joint Scientific Committee and the relevant regional fisheries management organisations. It intends to enhance cooperation between the EU and Guinea-Bissau by implementing a partnership framework within which to develop a sustainable fisheries policy and the responsible exploitation of fishery resources in the waters of the Guinea-Bissau, in the interest of both Parties.

    The EU’s financial contribution allocated to the Protocol is EUR 17 000 000 per year. This total is broken down into an annual amount of EUR 12 500 000 for access to fishery resources and another EUR 4 500 000 for the development of Guinea-Bissau’s sectoral fisheries policy, which represents an increase for sectoral support in comparison with the previous protocol. 

    Guinea-Bissau suffers from chronic malnutrition that is affecting over a quarter of its 1.9 million population, and fisheries offer an important way for the country to fight this. Stretching over 200 nautical miles from its coastline, it encompasses some of West Africa’s most abundant fishing grounds. Small-scale fishing provides over 35% of citizens’ animal protein intake and employs more than 255,000 people. However, threats to the blue economy such as illegal, unreported and unregulated fishing damage the economic and nutritional potential of the fisheries. Furthermore, the weak systems for monitoring, prevalence of corruption, and lack of finances, causes lack of fishing supervision and an inability to effectively manage fish populations.

    Your rapporteur takes the view that the Protocol has the potential to promote the responsible and sustainable exploitation of fisheries resources and the development of the national fisheries policy in the Republic of Guinea-Bissau and is in the interest of both Parties. The rapporteur also emphasises the need of stepping up the control and surveillance of fishing activities in order to more effectively tackle illegal fishing. For this reason, your rapporteur is proposing that the protocol be approved.

  • MIL-Evening Report: We found a new wasp! Students are discovering insect species through citizen science

    Playgrounds can host a variety of natural wonders – and, of course, kids! Now some students are not just learning about insects and spiders at school — they are putting them on the map and even discovering and naming new species.

    Studies indicate insect populations are declining, and species are going extinct every week in Australia. But scientists have only described about a third of Australia’s estimated total of insect species.

    This means around 150,000 of our insect species do not have formal scientific names. We know little about where they are and what they do in ecosystems — vital information for stopping biodiversity loss.

    So, our team developed the citizen science project Insect Investigators.

    We took scientists to 50 regional schools across three states to learn about insects and other arthropods such as spiders. Students of all ages got to survey insect diversity, search for new species, and engage with entomologists and taxonomists throughout the school year.

    Students helped name new species, including several species of parasitoid wasp.

    Some of the scientific names include Apanteles darthvaderi (Back Plains State School students thought the wasp had gone to the “dark side” because of the way the wasp “sucks the life out of caterpillars”), Mirax supremus (named after the pinnacle science class at Beerwah State High School), and Coccygidium mellosiheroine, which means “honey-coloured hero” (named by students collaborating from several Queensland schools, who considered the wasp a hero as it attacks a crop pest).

    Our latest paper on the project is now published. We learned hands-on citizen science increased students’ interests in insects, nature and science.

    How many insects?

    Around 1,800 students and more than 70 teachers collected insects in or near their schools.

    Teachers sent samples to the project team, which sorted and sent a selection of specimens to be DNA barcoded. This method involves sequencing a small section of the genome to tell different species apart.

    The specimens were then sent to experts around Australia, who are working to describe any new species collected.

    The students collected more than 12,000 insect specimens, including 5,465 different species – many of which are probably not described.

    It will take years to identify all the species and work out how many are new to science, but we already know 3,000 had not been recorded in the Barcode of Life DNA database (BOLD).

    Good for insects, good for learning

    Getting to know insects as part of this citizen science project was great for kids’ active learning and developing an appreciation of the natural world.

    Students said they felt more interested in insects, nature and science, and it inspired them to spend more time outdoors.

    “I learnt there are many insect and plant species… that I haven’t seen before and how in different ecosystems you can find different insects,” said a student from South Australia.

    When students are engaged, it’s no surprise teachers enjoy their jobs more too — and this is exactly what we found. The more enthusiastic the students were about nature and science experiences through the project, the more interested the teachers were in teaching these topics.

    One teacher reported “students gained an understanding of the work of scientists, how to participate in research, protocols to follow, and gained a huge interest in insects!”

    What did students get out of it?

    After the insect survey was completed, we asked 118 students and 22 teachers in nine of the schools about what they experienced, and how they see insects and nature now.

    Students said the chance to find a new species, as well as discovering and catching insects they had not seen before, were highlights of Insect Investigators.

    Experiencing a hands-on learning style, outside in nature, was also mentioned as a benefit of the program.

    Many students said they now wanted to spend more time outdoors, act and encourage others to protect nature, and pay more attention to insect conservation and science classes. This implies the experience and discovery associated with hands-on citizen science has motivated greater engagement with nature and science.

    The potential of school-based citizen science

    Insect surveys offer an accessible way for students to actively learn about science and nature. Insects are virtually everywhere and by photographing them, students can observe natural insect behaviour – without the need to collect them.

    The iNaturalist App and Atlas of Living Australia facilitate citizen scientists to explore nature around them. We’ve also created resources for teachers who want to introduce lessons on insects into their school homepage.

    It’s never too early to develop science literacy skills and give children the chance to develop their curiosity, critical thinking and problem solving.

    Connecting schools and scientists is a great way to engage young learners and foster connections to nature. It has the added bonus of inventorying our natural world which is vital to conserving Australia’s biodiversity.

  • MIL-OSI Security: CEO Of Georgia HVAC Company Charged With Illegally Importing Harmful Greenhouse Gases Into The United States

    TRENTON, N.J. – The chief executive officer of a Georgia-based HVAC company has been charged with illegally importing 500 cylinders of potent greenhouse gases known as hydrofluorocarbons (HFCs) into the United States from Peru, U.S. Attorney John Giordano announced today. This case is the second prosecution in the United States under the AIM Act, and the first prosecution of a corporate executive.

    William Randolph Hires a/k/a “Randy Hires,” 57, of Woodstock, Georgia and Lima, Peru, is charged by complaint with violating the American Innovation and Manufacturing Act (AIM Act) by unlawfully importing 500 cylinders of HFCs. Hires appeared today before U.S. Magistrate Judge André M. Espinosa in Newark federal court.

    HFCs include refrigerants used in heating, ventilation, and air conditioning systems commonly known as “Freon.” The global warming impact of an HFC can be hundreds to thousands of times greater than carbon dioxide. Because of this, in 2020 Congress enacted the AIM Act, which authorizes the Environmental Protection Agency (EPA) to phase down the production and consumption of HFCs by 85 percent over time. 

    “The defendant’s actions in this case not only violated the AIM Act and created a threat to the environment they also unfairly disadvantaged other law-abiding U.S. businesses,” said Dan Meyers, Acting Assistant Special Agent in Charge for the Environmental Protection Agency’s Criminal Investigation Division. “Today’s charges send a clear message: Enforcement of the law protects our air, land, and water, ensuring a brighter future for our citizens and a level playing field for American businesses and workers.”

    “Hires disregarded our nation’s environmental laws and put our country at risk with shipments containing potent greenhouse gases,” said ICE HSI Newark Special Agent in Charge Ricky J. Patel. “HSI Newark successfully conducts investigations into violations of U.S. import and export laws to ensure national security and protect the public’s health and safety. We will hold individuals and corporations accountable for violating global trade regulations.”
    According to documents filed in this case and statements made in court:

    In April 2022, on behalf of his company, Hires purchased 500 cylinders of HFCs in Peru. Over the next several months, EPA officials explained to Hires’s employees that, under the AIM Act and its implementing regulations, Hires’s company could not lawfully import the HFCs to the United States because it did not have the required EPA-issued allowances. In a July 22, 2022 email to one of Hires’s employees, an EPA official stated, in substance, “it is not possible to import bulk HFCs without consumption allowances.”

    Hires’s employees conveyed this information from the EPA to Hires on several occasions. On one occasion, an employee forwarded to Hires an email that the employee had received from an EPA official which stated, “[t]he HFC you listed (R-410A) is a regulated substance. So if you do not have allowances, you cannot import those bulk HFC refrigerants.” In another email exchange between Hires and an employee, the employee informed Hires that, based on a video conference the employee had with EPA officials, shipping without the necessary allowances would violate import laws so “[i]t is out of our hands.”

    Hires nevertheless instructed his employees to illegally import the HFCs into the United States. In a July 28, 2022 email, Hires stated to his employees: “[y]eah you have to be careful what agencies you’re reaching out to because the EPA . . . can create a hassle and they can hold our stuff up in customs there[.]” In a subsequent email, Hires instructed his employees to “get [the HFCs] on the ship and get it out to sea . . . don’t care what it takes[.]” Hires later instructed his employees via email: “Do not call the EPA please do not.”  

    The violation of the AIM Act with which Hires is charged carries a maximum potential penalty of 5 years in prison and a $250,000 fine.

    U.S. Attorney John Giordano credited special agents of the Environmental Protection Agency-Criminal Investigation Divisions, under the direction of Acting Assistant Special Agent in Charge Dan Meyers;  special agents of the U.S. Department of Homeland Security, Homeland Security Investigations, New Jersey Division, under the direction of Special Agent in Charge Ricky J. Patel; and officers of U.S. Customs and Border Protection, under the direction of Francis J. Russo, Director of Field Operations, New York Field Office, with the investigation leading to today’s charge.

    The government is represented by Assistant U.S. Attorneys Jessica R. Ecker and Bernard J. Cooney of the Health Care Fraud Unit, and Senior Trial Counsel Barbara Ward of the Asset Recovery and Money Laundering Unit, in Newark, and Trial Attorney Ronald A. Sarachan of the Environmental Crimes Section of the U.S. Department of Justice Environmental and Natural Resources Division.

    The charge and allegations contained in the complaint are merely accusations, and the defendant is considered innocent unless and until proven guilty.

    Under the Biden-Harris Administration, the EPA finalized a rule titled “Multi-Pollutant Emissions Standards for Model Year 2027 and Later Light-Duty and Medium-Duty Vehicles,” which sets stringent emissions standards for criteria pollutants and greenhouse gasses for these vehicles and is a de facto EV mandate.  Under the rule, internal combustion engine (ICE) vehicles–which still represent the overwhelming majority of new car sales–can make up no more than 30 percent of new sales by 2032.  
    The average price of an electric vehicle (EV) is still significantly higher than the average price of a gas-powered vehicle, even with massive government subsidies for EVs paid for by American taxpayers.  EV mandates threaten to hurt everyday Americans and cost auto workers their jobs while simultaneously helping China, given that China continues to dominate the EV supply chain.  In recent years, demand for EVs made up less than ten percent of new car sales.
    The CARS Act would:
    Rescind the EPA tailpipe emissions rule;
    Prohibit the use of authority under the Clean Air Act to issue regulations that mandate the use of any specific technology or that limit the availability of new motor vehicles based on that vehicle’s engine type.  This includes any regulation prescribed on or after January 1, 2021;
    Require the EPA to update any regulations since January 1, 2021, that result in the limited availability of new vehicles based on that vehicle’s engine within two years; and
    End the EPA’s radical agenda, which is driving up costs for people and handing the keys of America’s auto industry to China.

    Three cities that share a healthy vision for their residents won UN World Health Organization awards on Thursday for their smoke-free parks, clean air initiatives and obesity-busting school lunch initiatives.

    Córdoba in Argentina, Fortaleza in Brazil and Manchester in the UK picked up accolades at a healthy cities summit, co-hosted by the UN World Health Organization (WHO), Bloomberg Philanthropies and Vital Strategies.

    The Argentinian city won recognition for its policy to eliminate sugary and artificially sweetened drinks – along with ultra-processed foods – from all schools by 2026. So far, 15,000 primary schoolchildren in 26 schools have benefited.

    “We’re seeing a lot of progress in local leadership and mayors from across the world taking on the fight and trying to lower rates of the world’s biggest killers, heart disease, diabetes, cancers and respiratory diseases,” said Jaimie Guerra, Communications Officer at WHO.

    The Summit in Paris brought togethers mayors and officials from 61 cities around the world to discuss how to build healthier local communities.

    WHO Director-General Tedros Adhanom Ghebreyesus congratulated the three winners, who he said were a model for other cities to follow, at the forefront of the fight against non-communicable diseases and injuries.

    Non-communicable illnesses include heart disease, cancer, diabetes and chronic respiratory disease. They are responsible for the vast majority of fatalities, said UN Special Envoy on Climate Ambition and Solutions, Michael Bloomberg, who was also at the summit in France.

    The diseases “are responsible for more than 80 percent of all deaths globally, but the good news is, they are preventable”, said Mr. Bloomberg, founder of Bloomberg LP and Bloomberg Philanthropies and the three-time former mayor of New York City.

    Breathing more easily

    Winner Fortaleza established its first legal framework for air quality surveillance in a bid to curb air pollution and help people breathe more easily.

    The Brazilian city authorities in 2023 adopted a decree ensuring local monitoring of air pollutants and the installation of low-cost sensors for better data collection.

    Greater Manchester meanwhile has continued its efforts to curb tobacco use, introducing its first smoke-free 6.5-acre park.  

    The northern English city also launched a smoke-free toolkit for hospitals and is developing a broader toolkit to support organizations to create tobacco-free spaces.

    Tackling the world’s biggest killers

    Participants in the healthy cities summit included representatives from Dhaka in Bangladesh, Helsinki in Finland, the Sri Lankan capital of Colombo, Lusaka in Zambia and Quito in Ecuador.

    The participating urban centres are part of the Partnership for Healthy Cities, a global network of 74 cities launched in 2017 to prevent non-communicable diseases and injuries through policy and programmes.  

    “These programmes are really making a difference,” said WHO’s Ms. Guerra. “And in the partnership, most of the cities are one million-plus people. In total, it covers more than 300 million people.”

  • MIL-OSI Global: My team discovered ‘dark oxygen’ on the seafloor – now we’re trying to understand how it was made

    Children are always asking “Why?” As they experience things for the first time, it’s natural to want to find out more. But as children grow into adults, they often dismiss something new that challenges their experience and understanding.

    This is what happened to me when I discovered a source of oxygen production in the deep sea – but ignored it for nine years.

    In 2013, I was conducting experiments to measure seafloor carbon cycling in the Clarion-Clipperton zone of the Pacific Ocean in 2013. I deployed a lander system (a remote-operated platform used to carry scientific equipment) to a depth of 4,000 metres and it came back with bubbles inside it. This was highly unusual, so two years later, when we returned to the same site, I took some optodes (oxygen sensors) with me.

    These are designed to measure oxygen consumption, but instead they were showing me oxygen production, the exact opposite of what I was expecting. Instead of questioning why I was getting these results, I dismissed the reading as the result of a faulty sensor.

    We are all taught from very early on in our education that oxygen is only produced through photosynthesis and that requires light – something in short supply at thousands of metres below the sea surface. It took me until 2021, when I measured oxygen production with a second method, that I realised we’d found something exceptional: dark oxygen – oxygen that’s produced without sunlight.

    In the summer of 2024, my team and I published our findings in the journal Nature Geoscience.

    Deep sea rocks suggest oxygen can be made without photosynthesis, deepening the mystery of life


    The discovery of dark oxygen has shifted our understanding of the deep sea and potentially life on Earth. But we still don’t know for sure how this oxygen is produced, and to what extent, and whether it is ecologically significant to the deep-sea ecosystems where it happens.

    In our paper, we suggest that the source could be polymetallic nodules, rock-like formations composed of lots of different metals, including manganese, which can create differences in electrical potential when interacting with seawater. We proposed that these could produce a voltage sufficient to split the seawater into hydrogen and oxygen. A new Chinese study has just shown that oxygen can potentially be produced when these manganese nodules are forming.

    More ‘why’ questions

    This year, thanks to funding from The Nippon Foundation, we will probe some of these scientific questions. If we show that oxygen production is possible in the absence of photosynthesis, this discovery would change the way we look at the possibility of life on other planets too.

    Indeed, we are already in conversation with experts at Nasa who believe that dark oxygen could reshape our understanding of how life might be sustained on other ocean worlds like Enceladus and Europa, moons that have ice crusts that limit sunlight penetration to the ocean below.

    We’re also in the process of analysing the potential of dark oxygen in the central Pacific Ocean and developing purpose-built and autonomous landers, or rigs. This will be the UK’s first opportunity to sample below depths of 6,000m. These vehicles will carry specialist instrumentation to depths of 11,000 metres, where the pressure is more than one tonne per square centimetre (that’s equivalent to 100 elephants sitting on top of you).

    We will investigate whether hydrogen is released during the creation of dark oxygen, and whether it is used as an energy source for an unusually large community of microbes in parts of the deep ocean. We also want to find out more about how climate change might impact biological activity in the deep sea.

    This project is the first of its kind to directly explore these processes. My team will be able to study the deep seafloor into the hadal zone, an area which reaches 6,000 – 11,000 metres depth and makes up around 45% of the entire ocean. This habitat, full of deep ocean trenches, is still poorly understood.

    The discovery of dark oxygen clearly has potential implications for the deep-sea mining industry. Deep-sea mining would extract polymetallic nodules that contain metals such as manganese, nickel and cobalt, which are required to produce lithium-ion batteries for electric vehicles and mobile phones.

    We don’t yet know how an industry such as this would affect the seabed, but our research over the coming years should help to answer many of the questions posed and perhaps better inform where the seabed should be more protected from deep-sea mining. One thing is for sure: whatever we find, I’ll try and feed my childlike sense of enthusiasm and be sure to ask “Why?”

    In nature, interactions between species are often framed in terms of survival — those that hunt and those that are hunted. But research is showing some animals form surprising partnerships, reshaping scientists’ ideas about how intelligence evolves in the animal kingdom.

    Take Octavia and Finn, a striking duo hunting along a coral reef. I observed this pair while exploring a research site on the Great Barrier Reef as part of a project to understand complex behaviour in the wild. Octavia moves with fluid grace, slipping between the rocks, while Finn zips through the water with bursts of speed. They work as a team. Each of them brings a unique skill to the hunt – Octavia with her dexterity, Finn with his quick strikes. Octavia is a day octopus, and Finn is a coral trout.

    This kind of collaboration isn’t unique to the ocean — on land, other species have also developed remarkable partnerships. Take, for instance, the relationship between the greater honeyguide bird (Indicator indicator) and humans. Honeyguides call and flutter to lead humans to bee nests. Once the humans harvest the honey, the bird swoops in for the leftovers, beeswax and larvae – a treat that it couldn’t easily access without help. The two species engage in a kind of cross-species conversation, each relying on the other’s skills.

    Other collaborations show how different species can use trust and deception to their advantage. The fork-tailed drongo (Dicrurus adsimilis) acts as a sentinel for meerkats (Suricata suricatta), issuing alarm calls to warn them of approaching predators. Drongos sometimes give false alarms, sending meerkats scattering so the bird can steal their abandoned food. Even so, the relationship is beneficial for both parties: meerkats gain an extra set of eyes, while the drongo secures an occasional meal.

    In the underwater world, similar dynamics are at play. Cleaner wrasse (Labroides dimidiatus) remove parasites from the bodies of larger “client” fish, such as groupers and manta rays. Client fish will congregate at underwater “cleaning stations”, often atop coral heads, and will even queue up for their turn. But these partnerships aren’t always fair. Sometimes, cleaner wrasse sneak a nibble of their client’s protective mucus instead. When this happens, the client fish can cut the interaction short and leave. This disruption suggests that these relationships involve strategic decision-making.

    Perhaps the most captivating example of marine collaboration happens between octopuses and fish. Initially, scientists assumed fish took advantage of octopuses, snatching prey they flushed out. But thanks to advances in tracking technology, a richer, more cooperative dynamic is emerging. Combining data from two cameras allows researchers to study highly accurate movement patterns. One of my collaborators applied this method to study the octopus-fish partnership, published in Nature Ecology & Evolution in 2024.

    The day octopus (Octopus cyanea) collaborates with fish such as coral trout (Plectropomus spp.) and goatfish (Parupeneus spp.) during hunts. The 2024 study found these fish don’t just follow the octopus, they participate in the hunt. Scientists have even observed octopuses “punching” fish that aren’t pulling their weight. Fish like the coral trout produce signals by using their bodies. They perform a “head-stand”, tipping their heads downward and hovering above crevices to indicate hidden prey. This prompts the octopus to flush it out with its dexterous arms. Although octopuses are solitary animals, these brief partnerships reveal a degree of social sophistication.

    A blend of ecological and cognitive factors probably underpins these partnerships. Dietary overlap plays a crucial role, as partnerships are more likely to form when animals of different species feed on similar prey.

    Cognitive abilities are equally important. For these partnerships to work, both species must recognise each other as reliable partners. Octopuses demonstrate behavioural flexibility, adapting their tactics in real time, based on their partner’s actions. Fish show self-control by holding back until the octopus has flushed prey from hiding.

    Habitat complexity also shapes the partnership. Coral reefs, with their maze of crevices, make hunting alone difficult). Timing may also help make these partnerships work. Since both species are active during the day they can capitalise on daylight to communicate using visual signals.

    Rethinking animal intelligence

    It remains unclear whether octopuses truly understand the meaning behind their partner fish signals or follow them instinctively. But either way the interaction hints at a surprising level of cognitive sophistication. Research in animal cognition suggests that behaviour such as perspective-taking – (understanding that others may have different views) and theory of mind (the ability to attribute thoughts, beliefs, or intentions to others) – could be involved in referential signals.

    These abilities are typically seen in social animals (such as chimpanzees, crows, or jays) that live in groups or among family members, where understanding one another’s intentions can offer a real survival advantage. Animal alliances are challenging the traditional view in research that intelligence and social skills develop solely through interactions within the same species.

    This idea broadens the way in which scientists think about social intelligence, showing that the capacity to collaborate can arise wherever there’s something to be gained from working together. A project funded by the National Geographic Society through the Meridian Grant Program aims to push these ideas further. A team of behavioural ecologists, comparative psychologists (including myself), robotics researchers, and underwater storytellers are developing a robotic fish to interact with day octopuses. By controlling one partner in the interaction, we can test responses and decode the signals exchanged between octopuses and their fish collaborators.
