  • MIL-OSI Security: Director General in Japan Supporting Nuclear Safety and Remediation

    During the Director General’s visit to Kashiwazaki Kariwa, Japan’s largest nuclear power plant, he viewed improvements in safety response and secure access facilities, as well as enhanced seismic and tsunami proofing.

    There he met with TEPCO President Tomoaki Kobayakawa and Site Vice President Takeyuki Inagaki, a former IAEA safety officer who was working at the Fukushima Daiichi plant when it was struck by the tsunami in 2011.

    “Needless to say, it was the most bitter experience in my life with many lessons learned that needed to be reflected,” said Mr Inagaki. “Now as Site Vice President of the Kashiwazaki Kariwa station, I am determined to never let such an accident happen again.”

    After viewing the improvements at the station, the Director General spoke to local media, and said he was “very satisfied with the progress” he had seen.

    “Nuclear safety and security are an everyday effort. One by one all the recommendations made by IAEA experts have been duly and correctly addressed here.”

    During his trip, the Director General also joined an ongoing IAEA effort to monitor marine radioactivity near the Fukushima Daiichi nuclear power station. On a boat off the coast in front of the station, Mr Grossi worked with scientists from the People’s Republic of China, the Republic of Korea, and Switzerland, to collect seawater samples together.

    The samples will be now be analysed by the IAEA laboratories in Monaco, and national laboratories in Japan and the participating countries, each members of the IAEA’s Analytical Laboratories for the Measurement of Environmental Radioactivity (ALMERA) network, chosen to ensure a high level of proficiency.

    “Through these efforts, third parties can independently verify that water discharge levels are, and will continue to be, in strict compliance and consistent with international safety standards,” said Director General Grossi.

    Additional remediation efforts being managed by Japan in the region are focused on soil removal and recycling, another area where the IAEA is providing safety guidance.

    “In this area, the presence of the IAEA is as intense and systematic as in other areas in the decommissioning effort,” said Mr Grossi.

    During his trip the Director General also met with Prime Minister Shigeru Ishiba and other key political leaders, including the Minister of Foreign Affairs, Takeshi Iwaya, the Minister of Economy, Trade and Industry Yoji Muto, and the Minister of Environment Keiichiro Asao.

    Mr Grossi also had an extended meeting and joint press conference with Foreign Minister Takeshi Iwaya, where they discussed their strong cooperation, and Japanese support to IAEA work, including non-proliferation worldwide, nuclear safety and security in Ukraine, cancer care through the Rays of Hope initiative, food security and more.

    On his final day in the country the Director General strengthened IAEA cooperation with the Japanese private sector, by signing a practical arrangement with the Sumitomo Corporation and addressing the Japanese business federation, Keidanren. Read more about the meetings with industry here.

    The Director General also signed practical arrangements on cooperation for IAEA educational and training activities with Sophia University and engaged with students and faculty members on IAEA contributions to global issues.

    During his visit to Tokyo, Rafael Mariano Grossi also met with Japan Atomic Energy Agency President Masanori Koguchi and signed practical arrangements on cooperation for both nuclear power and non-power applications.

  • MIL-OSI Global: Trump’s moves to strip employment protections from federal workers threaten to make government function worse – not better

    On top of efforts to fire potentially tens of thousands of federal workers, an early executive order from President Donald Trump’s second term seeks to reclassify the employment status of as many as 50,000 other federal workers – out of more than 2 million total – to make them easier for the president to fire as well.

    The order has already been challenged in court by two federal workers’ unions and other interest groups, though no judge has yet issued any orders. The Trump administration is drafting rules to put the order into effect.

    The Conversation U.S. politics editor Jeff Inglis spoke to James Perry, a scholar of public affairs at Indiana University, Bloomington, to understand what the order is trying to achieve and how it would affect federal workers, the government and the American public. What follows is an edited transcript of the discussion.

    What is the standard situation for government employees?

    In the 1820s and 1830s, President Andrew Jackson popularized the idea that the president could, and should, hire supporters into government jobs. But by the early 1880s, there was concern on the parts of both Democrats and Republicans that the victor would control a lot of workers who would serve the president, not the American people whose tax dollars paid their salaries.

    So the parties came together in 1883 to pass the Pendleton Act stipulating that government workers are hired based on their skills and abilities, not their political views. That law was updated in 1978 with the Civil Service Reform Act, which added more protections for workers against being fired for political reasons.

    Those rules cover about 99% of staff in the federal civil service. Currently, there are just about 4,000 political appointees. I’ve seen various estimates that this new executive order would shift at least 50,000 positions from career positions to the political-appointments list.

    Some states, such as Mississippi, Texas, Georgia and Florida, have moved to strip employment protections from state government employees, turning protected employees into at-will workers, who can be fired at any time for any reason. These are largely red states, with strong control by Republican governors. Supporters of this move at the federal level argue that at-will employment can work in federal civil service.

    This argument is not backed by strong evidence. The evidence supporters offer is that human resources directors, who are often appointees of the governor who changed the statute, claim no one has complained about the change in policy. But that doesn’t include people who are likely to have a different perspective.

    It could be that nobody is talking about people being fired for political reasons in these states because they are afraid of getting fired themselves.

    What does this executive order change, and why?

    The rationale for the new policy is that the administration wants to get rid of federal workers whom leaders perceive as either intransigent or insubordinate – or who they fear might oppose Trump’s policy initiatives. This sets up a conflict between how government workers see their duties and how Trump appears to view them.

    Federal employees interviewed by sociologist Jamie Kucinskas during Trump’s first term say they are obligated to look beyond the president’s bidding: They took an oath to the Constitution when they started their jobs, and their salaries and benefits are paid for with taxpayer dollars.

    Trump, by contrast, says workers in the executive branch must answer to him and follow his orders.

    Trump and others have tried to cloak this effort in language about removing workers who perform poorly at their jobs. That concern is legitimate. The Federal Employee Viewpoint Survey, which surveys hundreds of thousands of federal workers every year about various aspects of their work and working conditions, indicates that in 2024, 40% of those surveyed said people who perform poorly are not fired and do not improve.

    But taking action against only 50,000 of the 2 million-plus federal employees isn’t going to address such a wide problem.

    There’s a stereotype that in government it can be hard to discipline or fire workers who are not competent at their jobs. The flip side of that stereotype is, however, false: Private businesses are not better at holding poor performers accountable. Survey evidence shows the private sector has just as much difficulty as the government with getting workers to perform effectively.

    There’s room for legitimate disagreement about how far federal employees have to go to comply with presidential directives. The people who think loyalty is the key to merit still might not agree on whether that loyalty is owed to the person sitting in the Oval Office or to the Constitution.

    How does this affect government workers?

    It’s not clear which positions might be targeted. The order calls them “policy influencing positions,” but drawing the line between policy and administration isn’t always easy.

    It’s also not clear whether the change will stick. When the George W. Bush administration reduced job protections for Department of Homeland Security employees in 2005, a major federal workers’ union sued the administration and won.

    In the first round of this effort under the first Trump administration, it seemed that most of the people affected would be at the top of the federal hierarchy, probably mostly based in Washington, D.C.

    Most of the workers in the federal civil service, though, are not there. They work for the Social Security Administration, giving out checks in Bloomington, Indiana, or other departments and offices around the country. It would be very difficult to classify them as influencing political policy or advocating for policies.

    But there are people who are not Senate-confirmed who do have an influence on policy. For instance, at the Department of Justice, assistant and deputy assistant secretaries have influence on civil rights policy or other policies that affect the president’s ability to pursue his agenda. The February 2025 resignation of Danielle Sassoon from her role as U.S. attorney in New York is an example of legitimate divergence between an appointee and the president’s policy direction.

    Any workers who lost their protections would likely feel threatened with losing their job and their livelihood. They might, out of fear, be more responsive to the dictates of their superiors.

    That might sound good – that if you do what your boss says, you’re doing a good job. But it’s different if your obligations are to the public interest and the Constitution.

    How does this affect everyday Americans?

    Large majorities of Americans believe government workers are serving the public over themselves. And as many as 87% of Americans say they want a merit-based, politically neutral civil service.

    The U.S. has attracted to government service workers who are good at their jobs and able to remain politically neutral at work. Saying that’s no longer important would change the relationship between government workers and their jobs. And it would hurt the nation as a whole if government cannot attract the best and the brightest, or if it sends the best and the brightest packing because they are not comfortable with their work situation, or if they stay but their performance declines.

  • MIL-OSI United Kingdom: City food business and director ordered to pay more than £11,000 following rat infestation

    Environmental health officers investigated Sweet Elohim Afro Market in Lichfield Street after a member of the public contacted them with concerns.

    Officers discovered rat droppings throughout the store, which was selling fruit and vegetables in open boxes as well as other food in packets, tins and jars.

    Evidence of the significant infestation was also found where the open food was handled and ready to eat packaged food was stored.

    Officers immediately closed the premises, and it was only allowed to re-open once it was determined that the immediate risk to health had been removed.

    Georgina Konadu, director of Sweet Elohim Afro Market, pleaded guilty to 2 breaches of The Food Safety and Hygiene (England) Regulations 2013 at Dudley Magistrates Court on Wednesday 12 February, 2025.

    The same charges were brought against the business, and guilty pleas were also entered. The offences took place in November, 2023.

    The business was fined £2,680, ordered to pay a victim surcharge of £1,072 and £4,584 in costs. Konadu was fined £1,000, ordered to pay a victim surcharge of £400 and £1,500 in costs.

    Councillor Bhupinder Gakhal, cabinet member for resident services at City of Wolverhampton Council, said: “Our residents should be able to trust that the places where they buy food have the highest standards of hygiene and cleanliness.

    “In this thoroughly unpleasant case, evidence of the rat infestation was found throughout the premises. This caused a risk of significant illness in customers, and we had no choice but to close the premises until it was deemed safe.

    “We do not take the decision to prosecute or close a business lightly. It is however necessary when public safety has been compromised and I hope it serves as a strong reminder to other businesses that these issues are taken seriously.

    “We are grateful to the member of the public who contacted us and enabled our environmental health officers to swiftly close the premises. If any residents have concerns about food businesses in the city, please report details to us at environmental.health@wolverhampton.gov.uk.

    In response to Paul Y Engineering Group’s application for provisional liquidation, the Development Bureau today said it is believed the impact of Paul Y’s situation on relevant public works projects is manageable and it will closely monitor the situation.

    The Government noted that an application was made by Paul Y to the court recently to appoint a provisional liquidator for its five subsidiaries to handle debts and formulate a restructuring plan, and the court approved the application today.

    As there have been market rumours and media reports of financial difficulties and layoffs at Paul Y for some time, the Government has been paying close attention to the situation and making preparations to reduce the impact on works projects and subcontractors and assist the affected employees.

    Paul Y’s subsidiaries are undertaking the construction of 13 public works contracts, among which 12 are undertaken by Paul Y and other construction companies by way of joint venture.

    These contracts are managed by government departments including the Civil Engineering & Development Department, the Architectural Services Department, the Electrical & Mechanical Services Department, the Highways Department, the Drainage Services Department, the Water Supplies Department and the Environmental Protection Department.

    As the majority of the contracts are undertaken by joint ventures, regardless of whether Paul Y is liquidated eventually, the other participants of the joint venture contracts must complete the remaining works in accordance with the contract requirements.

    The bureau has assessed that the joint venture participants concerned are capable of undertaking the remaining works, and they have also expressed that they will continue to execute the contracts. The only project solely undertaken by Paul Y has largely entered the completion stage.

    On the other hand, Paul Y has also undertaken works projects of other public organisations, some of which are undertaken by joint ventures. The bureau said it is believed the impact is manageable.

    For other projects solely undertaken by Paul Y, the public sector owners have replaced the main contractor of most of the projects in accordance with the established mechanism to ensure their smooth completion. Owners of a few other projects are also carrying out such arrangements to minimise the impact on the projects.

    The bureau said that as the majority of the government and public sector projects will be undertaken by other participants of the joint ventures or have the main contractor replaced in accordance with the mechanism, if Paul Y is liquidated by the court eventually, the succeeding contractor will follow the Government and public sector owners’ request to try to accommodate the situation of existing subcontractors and workers so that they can continue to work on the projects for the sake of maintaining continuity.

         In response to the application for provisional liquidation by Paul Y Engineering Group Limited (Paul Y), a Government spokesman today (February 21) gave the following response:
          
         The Government noted that an application was made by Paul Y to the court recently to appoint a provisional liquidator for its five subsidiaries to handle debts and formulate a restructuring plan, and that the court held a hearing and approved the application today. Since it was a corporate decision of Paul Y to submit the application, and legal proceedings are underway, it is inappropriate for the Government to comment on the details.
          
         The Government spokesman said that any enterprise encountering financial difficulties has its own reasons, and the enterprise has to find a suitable solution based on its actual circumstances. As there have been market rumours and media reports of financial difficulties and layoffs at Paul Y for some time, the Government has been paying close attention to the situation and making preparations to reduce the impact on relevant works projects and subcontractors and to assist affected employees.
          
         Regarding public works projects, Paul Y’s subsidiaries are undertaking the construction of 13 public works contracts, among which 12 contracts are undertaken by Paul Y and other construction companies by way of joint venture. As aforementioned, it is believed that the impact is manageable. For other projects solely undertaken by Paul Y, the public sector owners have replaced the main contractor of most of the projects in accordance with the established mechanism to ensure the smooth completion of the projects. Owners of a few other projects are also carrying out such arrangements with a view to minimising the impact on the projects.
          
         As the majority of the Government and public sector projects will be undertaken by other participants of the joint ventures or have the main contractor replaced in accordance with the mechanism, if Paul Y is liquidated by the court eventually, the succeeding contractor will follow the request made by the Government and public sector owners to try to accommodate the situation of existing subcontractors and workers so that they can continue to work on the relevant projects for the sake of maintaining continuity.
          
         In respect of Paul Y’s debt matters, the affected subcontractors or suppliers can apply for claims through legal means. The Government, including the Hong Kong Monetary Authority (HKMA), has been in contact with the construction industry and the banking sector. If subcontractors or suppliers face cash-flow pressure due to the Paul Y incident, the HKMA and the DEVB, together with the Construction Industry Council, will communicate with the Hong Kong Association of Banks so that banks can consider providing assistance on a case-by-case basis. Relevant enterprises can proactively contact lending banks and provide all relevant information so that the banks can understand the actual circumstances of the enterprises in a timely manner and provide flexible arrangements as far as feasible.
          
         In respect of employment rights and benefits, the Labour Department (LD) has all along been requiring Paul Y to pay wages and provide statutory rights to its employees in accordance with the Employment Ordinance (EO) and fulfil its obligations under the EO as a main contractor to pay the first two months’ unpaid wages of an employee who is employed by its subcontractors. The LD will continue to maintain contact with Paul Y, its subcontractors and relevant stakeholders to co-ordinate assistance for employees. Employees of Paul Y and its subcontractors who have enquiries on their employment rights and benefits may call the LD’s dedicated hotline at 3580 8721 or visit 10 branch offices of the Labour Relations Division in the territory.

    How Biotechnology is Transforming North East India

    Nestled in the lap of the Himalayas and blessed with lush biodiversity, India’s North East Region (NER) is a land of hidden treasures. Its vibrant landscapes, rich culture, and vast  pool of resources offer immense potential for innovation. Now, with the transformative power of biotechnology, the NER is not just preserving its natural heritage but also scripting a new chapter of growth and sustainability.

    Imagine a region where farmers cultivate medicinal plants that fuel both health industries and local incomes, where young researchers develop resilient crop varieties that withstand changing climates, and where bio-entrepreneurs thrive by transforming indigenous knowledge into global products. This vision is steadily turning into reality, thanks to the Department of Biotechnology’s North Eastern Programme. The main objectives of the programme are:

    Since 2010, DBT has consistently allocated 10% of its annual budget to specialized programmes in the NER, aiming to bridge the gap between potential and prosperity. These initiatives focus on harnessing endemic bioresources, promoting biotech education, and creating employment opportunities through bio-based entrepreneurship.

    North Eastern Programme timeline

     

    Biotechnology thrives on knowledge and innovation. Recognizing this, the DBT has launched multiple educational and training programmes focused on NER:

    Twinning R&D Programme for NER

    The programme was initiated in 2010-2011 towards developing core competence and capacity in various areas of biotechnology through collaboration of Institutes from North East India with other leading Institutes across the country. The programme has catalyzed vibrant collaborations between 65+ institutions from NER and those from the rest of India in various spheres of biotechnology, where close to 650 R&D projects has been supported benefitting around 450 researchers and 2000 young researchers / students.

    Collaborations under the DBT- Twinning R&D Programme

     

    Establishment of Biotech Hubs across NER

    Since 2011, a network of 126 Biotech Hubs were established across NER, providing necessary infrastructure in universities/ colleges/ institutions and the required training in sophisticated technologies to support and promote biological sciences / biotechnology education and research. In the Phase-II, 54 Biotech have been supported for focused Research & training on local issues.

     

    Biotechnology Labs in Senior Secondary schools (BLiSS) of NER 

    To create awareness among school students about biological sciences at the school level and also to provide an environment of access to a well-equipped laboratory, DBT initiated a programme for establishing “Biotechnology Labs in Senior Secondary Schools (BLiSS)” in NER in 2014.

    Visiting Research Professorship (VRP) programme

    The Programme was initiated in 2015, to utilize the expertise of outstanding scientists for bringing advancements in the Biotechnology and Life Science related activities in various institutions of research and higher learning in the NE States of India.

    Specialized training programmes for NE researchers by National Institutions

    Chemical Ecology Programme between NER and Bangalore Institutes  (NCBS, UAS and IISc.) initiated in 2015, trained and equipped young scientists from  the NER to produce quality research outcomes by providing tailormade interdisciplinary training to Ph.D. students and postdoctoral fellows recruited under collaborative projects in the field of chemical ecology.

     

    Enhancing Capacity in Genomics-Driven Research in Human Health & Disease in the North-East Region by DBT-NIBMG, Kaylani.

    The programme, initiated in 2016 provided comprehensive training to scientists, research students and clinicians belonging to the NER, engaged in “Biomedical Research”. Short-term training programme included workshops on various aspects of molecular and genetics-based analyses, handling clinical materials such as blood and tissue samples and/or cell lines.

    The following Human Resource Development focused programmes are being implemented in the North Eastern Region:

    Programmes to support locals

    To emphasise services to farmers, and academics, the “DBT-North East Centre for Agricultural Biotechnology (DBT-NECAB): Phase III” project has been supported. Similarly, to strengthen Citrus research in NER, facilities were established at Institute of Horticulture Technology (IHT), Mandira, Assam, for the generation of certified scion material from Khasi mandarin (Citrus reticulata) and sweet orange. Rootstocks free from Citrus greening bacteria (CGB) and Citrus tristeza virus have been developed.

    In view of promoting sustainable bioresources, a total area of 64.1 acres was covered for captive cultivation of selected medicinal crops like Curcuma caesia and compound-rich lemongrass (elemicinrich and methyl-eugenol-rich). About 649 farmers and entrepreneurs from NER benefited from the training and awareness program. Additionally, an essential oil distillation unit has been installed at Mudoi village, Arunachal Pradesh, to support farmers in revenue generation. Furthermore, the Docynia indica, commonly known as Assam apple or wild apple, has been successfully explored towards making value-added products such as pickles, jam, candy, juice, etc., and the knowledge is being popularized among the tribal communities of Assam and Meghalaya through awareness campaigns and meetings

    The major outcomes of the North Eastern programmes are:

     

    • Bacterial Blight resistant introgressed rice variety “Patkai”: A rice variety has been developed by AAU- Assam using introgressing blight resistant from improved samba mahsuri (ISM) into Ranjeet Sub1 background. This variety was notified by Central Variety Release Committee (CVRC)
    • Lateral flow assay for the rapid detection of brucellosis: A chimeric protein conjugate based Lateral Flow Assay (LFA) for the detection of anti-brucella antibodies in multiple livestock was standardized. The analytical sensitivity considering iELISA test as gold standard with sera sample revealed significant positivity in lateral flow tests.
    • Mobile app – Pig Disease Diagnosis Expert System (PDDES), a Computer-based application to assist in the diagnosis of pig diseases or medical conditions was developed. Using PDDES, veterinarians, farmers, and other swine industry professionals can quickly identify and treat diseases to minimize their impact on pig production and profitability. The application is available in Google playstore.

    By harnessing the region’s rich biodiversity and empowering local communities through education, research, and entrepreneurship, the Department of Biotechnology’s initiatives are not only preserving cultural and ecological heritage but also driving sustainable economic growth. As North East India continues to evolve into a hub of bio-innovation, it sets a remarkable example of how science and tradition can coexist to shape a prosperous and sustainable future.

         The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (February 21) that in view of a notification from the World Organisation for Animal Health (WOAH) about an outbreak of highly pathogenic H5N1 avian influenza in Chhindwara District of Madhya Pradesh State in India, the CFS has instructed the trade to suspend the import of poultry eggs from the area with immediate effect to protect public health in Hong Kong.     A CFS spokesman said that Hong Kong has currently established a protocol with India for the import of poultry eggs but not for poultry meat. According to the Census and Statistics Department, no eggs were imported into Hong Kong from India last year.     “The CFS has contacted the Indian authority over the issue and will closely monitor information issued by the WOAH and the relevant authorities on the avian influenza outbreak. Appropriate action will be taken in response to the development of the situation,” the spokesman said.

    During today’s unusual-for-MSL Tuesday planning day (because of the U.S. holiday on Monday), we planned activities under new winter heating constraints. Operating Curiosity on Mars requires attention to a number of factors — power, data volume, terrain roughness, temperature — that affect rover operability and safety. Winter means more heating to warm up the gears and mechanisms within the rover and the instruments, but energy that goes to heating means less energy for science observations. Nevertheless, we (and Curiosity) were up to the task of balancing heating and science, and planned enough observations to warm the science team’s hearts. 
    We fit in DRT, APXS, and MAHLI on two different bedrock targets, “Chumash Trail” and “Wheeler Gorge,” which have different fracturing and layering features. In the workspace, ChemCam targeted a clean vertical exposure of layered bedrock at “Sierra Madre” and a lumpy-looking patch of resistant nodules at “Chiquito Basin.” 
    The topography of the local terrain and our end-of-drive position after the weekend fortuitously lined up to give us a view of an exposure of the Marker Band, which we first explored on the other side of Gediz Vallis Ridge. Having a view of another exposure of this distinctive horizon helps give us further insight into its origin, so we included both RMI and Mastcam mosaics of the exposure. 
    Documenting a feature that, unlike the Marker Band, has been and will be in our sights for a long time — “Texoli” butte (pictured above) — was the goal of additional Mastcam and ChemCam imaging. Observations of potential sedimentary structures on the flank of Texoli motivated acquisition of an RMI mosaic, and a chance to capture structures along its southeast face inspired a Mastcam mosaic. Good exposures of additional nearby bedrock structures at “Mount Lukens” and “Chantry Flat” drew the eye of Mastcam, while another small mosaic focused on the kind of linear troughs in the sand we often see bordering bedrock slabs. Environmental observations included Navcam cloud and dust-devil movies, Mastcam observations of dust in the atmosphere, and REMS and RAD measurements spread across the three sols of the plan.

    Anthony “Tony” Marino, of Sacramento, has been appointed Deputy Director of Energy at the Office of Energy Infrastructure Safety. Marino has been the Deputy Director of the Underground Infrastructure Directorate at the Office of Energy Infrastructure Safety since 2022. Marino was the Executive Officer of the Underground Safety Board at the Department of Foresty and Fire Protection from 2017 to 2021. He served as Consultant on the Subcommittee on Gas, Electric, and Transportation Safety in the Office of Senator Jerry Hill from 2012 to 2017. Marino held multiple positions in the Office of Assemblymember Jerry Hill from 2010 to 2012, including Legislative Aide and Science Fellow.   • MIL-OSI Global: Climate change could make more turtles female – but some are starting to adapt

    Rising global temperatures are a particularly acute threat for the world’s sea turtles. That’s because the temperature of a turtle’s nest controls the sex of their offspring.

    Coming ashore onto a beach (often the beach from where they hatched), sea turtles use their flippers to carefully scoop out the sand and create flask-shaped nests in the sand in which they lay their eggs. There is no maternal care for these nests – their success depends solely on the environment. Hotter nests will produce more female hatchlings, but fewer babies will survive into adulthood once temperatures rise above a critical threshold.

    Unless sea turtles find a way to counteract rising nest temperatures, climate change could produce an increasing number of females and fewer offspring – a frightening scenario for sea turtle biologists like us.

    Fortunately, we were pleased to discover that green and loggerhead turtles that breed in North Cyprus are arriving earlier in the year to offset some of the impacts of rising incubation temperatures.

    Since the early 1990s, the Society for the Protection of Turtles and our team at the University of Exeter have been working together to monitor and protect the green and loggerhead turtles that nest on the beaches of North Cyprus.

    Every summer, a team of dedicated volunteers patrols nesting beaches to record every nest that has been laid. They place temperature data-loggers into these nests and tag every female they encounter. The result is a unique database of over 1,300 individual female turtles for whom the date, location and hatching success of her nests is known.

    Using this database, we were able to show that, since 1992, green and loggerhead turtles in North Cyprus are nesting more than half a day earlier each year (greens 0.61 days, loggerheads 0.78 days). Before the mid 2000s, no turtles had been recorded nesting before June, but now we expect to see quite a few nests from the start of May.


    Do the seasons feel increasingly weird to you? You’re not alone. Climate change is distorting nature’s calendar, causing plants to flower early and animals to emerge at the wrong time.

    If temperatures keep rising at current rates, we estimated that to maintain current sex ratios, the loggerhead turtles would need to keep nesting half a day earlier each year. To prevent a decrease in hatching rates, they’ll need to nest 0.7 days earlier each year.

    This means that, for the time being, our loggerheads are shifting their nesting dates early enough to maintain current incubation temperatures and, therefore, sex ratios and hatching success. Good news.

    Though our study in loggerheads offers cause for optimism, there is no guarantee that the females will continue to nest earlier and earlier each year. To try to understand if this might be the case, we wanted to understand whether temperature was the main factor driving this earlier nesting.

    Temperature isn’t everything

    For individual green turtles, we confirmed that the temperature is an important factor in causing them to nest earlier. In fact, we found that individual females will nest 6.47 days earlier for every degree celsius increase in sea temperature.

    However, we also showed that how many times a female has bred before and the number of times she lays eggs in a breeding season explain an equal amount of the variation in her lay dates. These observations have important effects when we think about what is happening to the green turtle population as a whole.

    As a result of conservation measures such as protecting the nests from predation and relocating nests laid too close to the high water line we have seen a big population increase in the green turtles at our study site in North Cyprus. Since 1992, numbers have grown from 55 nests per year to over 400.

    Understanding the current trend of earlier nesting is complicated. But, for now, we can be assured that sea turtles are doing just enough to counteract the negative effects of climate change – which is fantastic news.

    The turtles are doing their bit. Now, it is up to us to ensure the continued conservation and long-term monitoring of this charismatic ocean ambassador to give them the best chance of survival in our changing world.

    Samotlorneftegaz, one of Rosneft’s key production assets, has launched a new electrical substation to ensure a more reliable supply of electricity to the mechanized well stock and oil preparation and pumping facilities. The economic effect of the new facility will be about 425 million rubles per year.

    The 110/35/6 kV substation with a capacity of 2×40 MVA is equipped with modern power and switching equipment of Russian manufacture, which is adapted for uninterrupted operation in the climatic conditions of Western Siberia. Automatic control and relay protection device provide remote monitoring of equipment in real time. Electronics also allow online diagnostics of the operating parameters of power transformers, in particular, chemical analysis of the condition of transformer oil. Maintenance can be carried out “on condition”, which allows extending the service life of the equipment.

    A 16 km long double-circuit high-voltage power line was built to supply the substation. The support foundations have ice protection, which increases the reliability of the overhead line structures, which pass mainly through marshy terrain. Remotely controlled switches will reduce the time of operational switching and improve the quality of energy mode control.

    Environmental protection measures have been carried out on the line – special devices prevent birds from landing on the wires, which allows for the complete protection of the bird population.

    A Take Pride in Your City Community Clean-Up has taken place in Dundee’s Stobswell area this week.

    The initiative saw Council teams carry out additional works in the area with general litter and debris removal, the strimming of vegetation from buildings and fence lines, the tidying up of communal areas where required, and sweeping to path & street areas.

    Skips were also made available throughout the three-day event to residents to dispose of unwanted household items with Council employees on hand to answer queries about recycling and waste disposal.

    Climate, Environment & Biodiversity Convener Cllr Heather Anderson said: “The Community Clean-Ups are helping to make a positive difference in areas of Dundee with focused environmental work being carried out with additional skip provision for residents to dispose of their larger waste items in a safe and responsible way.

    “Take Pride in Your City is a long-standing campaign now and we are encouraging communities around the city to get involved and do their bit for their own neighbourhood.

    “It’s been great to see the buy-in from the community in Stobswell as a collaborative approach is key to tackling persistent issues like litter, fly-tipping and graffiti.

    “The Council’s Environment staff will continue to work with the local community to make improvements which benefit those who live in the area.”

    The Stobswell Forum SCIO, run by local volunteers for the good of their neighbourhood, are one of the partners supporting the Community Clean-up.

    Stobswell Forum Chair Colin Clement said: “It’s great that the Council and the community are working together to improve the local streets through the clean up, everyone benefits when our community looks and feels well looked after.”

As the Pacific Island Leaders meet for the High-level Talanoa on Deep Sea Minerals at the Pacific Islands Forum Secretariat this week, it is vital that the duty of care to safeguard our oceans is at the forefront of discussions.”
    Greenpeace seabed mining campaigner Juressa Lee says: “Pacific leaders have received a strong and clear message from civil society groups across the Pacific, urging them to reject wannabe deep sea miners with selfish agendas and their propaganda that they can destroy the deep sea to save us from the climate crisis.
    “The undersigned groups represent a growing broad and strong resistance from across Te Moananui a Kiwa against this emerging form of extractivism and colonisation.
    “This long-standing opposition of civil society asserts their mana and birth-righted guardianship of their homes, and the authority and necessity of Indigenous voices and Indigenous Knowledge Systems in any decisions that pertain to their homes, which includes the ocean.
    “Civil society groups argue that Indigenous Rights, the rights of Pacific Peoples, their knowledge systems, and a healthy environment should be at the centre of all conversations and decision-making, alongside the best available, robust and independent science.

    The acceleration program is carried out by the State University of Management in cooperation with the industrial partner of the State University of Management – OOO TEN Group – the TechnoSpark technology park in the city of Troitsk.

    Thematic areas of the accelerator: – TN1. Technologies for comfortable and safe human life; – TN2. Technologies of “green energy”; – TN3. Resource-saving systems, lean, digital technologies.

    These thematic areas of the Accelerator correspond to the critical technologies of the Russian Federation, approved by the Decree of the President of the Russian Federation of July 7, 2011 N 899, contribute to solving the problems of ensuring the technological sovereignty of the Russian Federation, and correspond to the markets of the National Technology Initiative.

    The acceleration program implementation period is February – June 2025.

    The acceleration program consists of the following educational events: — lectures; — traction meetings (held in the form of team meetings with a tracker to develop a project); — expert presentations from representatives of the partner companies of the State University of Management in the thematic areas of the accelerator; — the Equator event, where teams present the intermediate results of their projects; — the Pre-Defense event, where teams present to other teams and trackers.     “This year, the implementation model of the 7th acceleration program based on the State University of Management has undergone some changes. Firstly, it is implemented entirely by the State University of Management, without attracting third-party funding and without attracting the services of third-party organizations. Today, the State University of Management has a sufficient number of highly qualified specialists who can efficiently implement the conceived ideas. The State University of Management has already accumulated practical experience. The acceleration program “City Energy. Environment 2.0” is the 7th acceleration program carried out on the basis of the State University of Management. Since 2022, over 5,000 students have been trained in acceleration programs in the field of technological entrepreneurship based on the State University of Management.

    Secondly, an important emphasis was placed on interuniversity coverage: if in previous accelerators 80% of participants were SUM students, then in this program we want to achieve a 40/60 ratio, where 40% are SUM students, and 60% are students from third-party universities, attracted by SUM students themselves based on the team’s requests. We understand that SUM trains talented managers who can package any project, calculate, plan, and brilliantly present it to investors. But if we want to achieve prototypes and deep project development, then engineers, programmers, doctors, and students from other fields of study need to be attracted at the earliest stages of project development. The experience of the 6th acceleration program “Healthy Life Technologies 2.0” showed that teams that included both managers and students from other universities demonstrated a high degree of development of their projects, demonstrated prototypes, sketches, and conducted experiments in the laboratories of partner universities.

    And finally, the third feature of the current acceleration program “City Energy. Environment 2.0″ is that at the project initiation stage we provide students with requests for technological innovations received in January 2025 from the industrial partner of the State University of Management – the TechnoSpark technology park. The requests concern such areas as: urban infrastructure, hydrogen energy, automation of warehouse complexes, waste disposal, synthesis of coal, peat, biomass. In total, over 30 requests have been received in these areas. Close cooperation with such a large partner allows us to develop projects and products that are already urgently needed by our domestic manufacturers.”

    The accelerator trackers are teachers from the project management department who are certified project management specialists, active entrepreneurs, and experts in tracking and mentoring student startups.

    Following the results of the Acceleration Program, teams that have passed the Demo Day will receive feedback from invited experts and representatives of the technology park, the best teams will be invited to practice at the company for further work on projects.

  • MIL-Evening Report: The promise of green iron, steel and ammonia is keeping the green hydrogen dream alive

    Hydrogen was once sold as a universal climate fix — a clean, green wonder fuel for cars, homes, power grids and even global export. But reality has cooled that buzz.

    This week, the South Australian government shelved plans for a A$593 million hydrogen power plant, in favour of injecting that money into the $2.4 billion Whyalla steelworks rescue package. Premier Peter Malinauskas said there was “no point in producing hydrogen” without a customer: the steelworks.

    It’s the latest in a series of setbacks for hydrogen. Last year, Australian mining and energy giant Fortescue pared back its green hydrogen projects as a result of increasing costs and changing financial circumstances in the United States.

    Then, gas and oil heavyweight Woodside withdrew plans for two large-scale green hydrogen projects and Origin Energy dropped out of the Hunter Valley Hydrogen Hub.

    Meanwhile, the Hydrogen Energy Supply Chain project in Victoria, meant to ship hydrogen to Japan, has met with delays and overruns. Earlier this month, the new Queensland government chose to halt further investment in the Central Queensland Hydrogen Project, putting plans to export hydrogen in doubt.

    These setbacks show hydrogen isn’t the ultimate solution to all our energy needs, especially if we want to export it. But they don’t spell doom. Instead, they nudge us toward where hydrogen really shines: in heavy industry, right where it’s made.

    Heavy industry: where hydrogen makes sense

    Heavy industries such as steel manufacturing and ammonia production are where hydrogen proves its worth. These sectors are significant contributors to climate change — steel accounts for about 8% of global greenhouse gas emissions, ammonia a further 2%.

    Most emissions from steelmaking come from burning coal in blast furnaces to convert ore into iron and carbon dioxide.

    In a cleaner alternative, hydrogen (when produced using renewable energy) can be used to strip oxygen from the ore and make iron, with water as a byproduct. The result is green iron, ready to be turned into steel in an electric arc furnace – with a fraction of the emissions.

    Ammonia is used to make fertiliser and industrial chemicals, and hydrogen is one of the main ingredients in its production. Hydrogen bonds with nitrogen from the air to form ammonia. No hydrogen, no ammonia — it’s that simple. Conventional ammonia plants get hydrogen from methane, producing CO₂ in the process. Green ammonia uses renewable energy to produce hydrogen by splitting water via electrolysis.

    Our recent research crunched the numbers on producing these new green commodities. We found making green iron in Australia with hydrogen and shipping it to Europe for steel production could be 21% cheaper than exporting raw iron ore and hydrogen separately. Plus, it could cut emissions by up to 95% compared to traditional methods.

    There are huge economic opportunities for Australia too. Instead of shipping low-value raw materials, Australia could export ready-to-use green iron or green steel, reshaping global supply chains while cutting costs and carbon. That’s the kind of rethink hydrogen enables.

    Industry hubs: a practical fix

    Transporting hydrogen long distances is costly and inefficient. The fix? Industry hubs that produce hydrogen right where it’s needed — next to steel mills, ammonia plants, desalination plants, water treatment plants or even aluminium smelters. Putting producers and consumers together slashes transport costs and unlocks efficiencies.

    We’ve built tools to pinpoint places with the greatest potential to produce these new green commodities.

    Challenges remain

    Green hydrogen promises to revolutionise heavy industries, but significant hurdles stand in the way of widespread domestic adoption. The biggest challenge comes from the unpredictable nature of renewable energy, which makes it hard to maintain the steady hydrogen supply industries need.

    The costs remain steep, too. Splitting water into hydrogen using renewable electricity isn’t cheap, particularly when you need backup storage systems to keep production going during cloudy or windless periods.

    Getting hydrogen where it needs to go poses another major challenge. As hydrogen is both bulky to transport and highly flammable, it requires special handling and infrastructure, driving up costs, especially for facilities far from production sites.

    Many companies also hesitate to invest in hydrogen-compatible equipment, as retrofitting existing plants or building new ones requires substantial upfront costs without guaranteed returns.

    Government backing: a push in the right direction

    Thursday’s announcement of A$2.4 billion investment in the Whyalla steelworks along with plans for a $1 billion green iron investment fund are a bold bet on green steel. Furthermore, the landmark Future Made in Australia legislation introduces a $6.7 billion Hydrogen Production Tax Incentive, offering $2 per kilogram of renewable hydrogen produced between 2027–28 and 2039–40, alongside a 10% tax credit for critical minerals processing.

    Meanwhile tax credits for green aluminium and alumina should help another heavy industry to navigate the energy transition using clean hydrogen.

    These measures aim to unlock tens of billions in private investment, boost regional economies, and position Australia as a leader in clean energy manufacturing. This isn’t just about one-off projects. It’s laying the groundwork for hubs that link renewable energy and hydrogen production to industrial demand.

    There’s more in the pipeline. The Hydrogen Headstart program pumps funds into hydrogen innovation, and the Future Made in Australia initiative backs clean industry with billions more. Add in policies like carbon pricing or low-interest loans, and the economics tilt even further toward green steel and ammonia. Government buying power — in the form of procurement targets for low-carbon materials — could seal the deal by guaranteeing demand.

    These policies aren’t just wishful thinking — they’re practical steps that are already working elsewhere. Sweden’s HYBRIT project, which paired green steel with government-backed demand, has already led to construction starting on new industrial-scale green steel facilities. At the same time, the European Union’s hydrogen strategy leans on carbon pricing and subsidies to guide industries and suppliers through the energy transition, while Japan offers incentives for the use of green steel in their automotive industry.

    Australia has the renewable energy and the industrial base to take advantage of these opportunities. With the right leadership, we can turn hydrogen’s stumbles into a global triumph for heavy industry.

    The Key to Expansion in the US: Adaptation to Market Conditions, Housing Structures, and Business Practices

    In the US, whole-home HVAC systems that heat and cool an entire building with a single unit are the norm. However, transitioning to more efficient heat pumps and inverter-based air conditioning is essential for advancing a decarbonized society.     OASYS is more than just an air conditioning system. Its key feature is that it delivers value by integrating seamlessly with the overall home design. Since moving to the US, I have been closely involved in this initiative, which also serves as a testing ground for future products and services.

    Encouraged by the Belief That There Is Not Just One Correct Answer for New Challenges: Thorough Discussions on Roles, Responsibilities, and Collaboration

    The biggest challenge was overcoming the differences in business practices between Japan and the US. Although OASYS is a superior whole-home air conditioning system, in order to enhance the home’s overall performance holistically, close coordination with home construction is essential, from HVAC and energy planning to determining the placement of the mechanical room. In Japan, construction firms oversee the entire process, but in the US, tasks such as HVAC system design, energy planning, and home design are handled separately by different specialists. For that reason, not only did we have to coordinate with a wide range of partner companies, but there were also many tasks where it was unclear who was responsible for ensuring the performance of OASYS and the overall home.
    To address this, I carefully explained the OASYS system to partner companies, ensuring that all necessary steps for its implementation and installation were executed correctly. We established a solid business framework through ongoing discussions on roles, responsibilities, and collaboration. Despite the challenges, colleagues and local team members were always willing to offer support, emphasizing that there is not a single correct answer for new challenges. Their openness to discussion, along with close communication and collaboration, helped keep the project on track.

    Expanding OASYS to More Regions: Integrating with Energy Solutions
    We spend more than half our lives at home. Through OASYS, I find fulfillment in helping people enjoy both energy efficiency and comfort in their homes without compromise, enhancing their quality of life. OASYS received a great response at CES, but its true value can only be fully understood through firsthand experience. I look forward to welcoming many customers to the Concept Home to experience OASYS firsthand.

    In the US, climate, housing specifications, regulations, and industry structures vary by region. Moving forward, we will continue evaluations and discussions with local teams to deliver systems tailored to each region’s specific needs. Another key strength of the Panasonic Group is our ability to offer not just air conditioning solutions but also integrated systems that combine hot water heating and energy generation and storage. I will continue promoting collaboration across PESNA to further expand OASYS.

    A crocodile that has moved into freshwater above the Dumbleton Weir in the Mackay region will be targeted for removal from the Pioneer River.

    On 15 February 2025, a member of the pubic reported what they believed to be a crocodile to the Department of the Environment, Tourism, Science and Innovation.

    Wildlife officers investigating the sighting report photographed a large slide mark on the bank of the Pioneer River on 18 February 2025.

    Senior Wildlife officer Jane Burns said recent crocodile sighting signs have been installed in the area, and a spotlight search was conducted on 19 February 2025.

    “I would like to thank the person who reported the crocodile to the department, and I can assure the community that the animal will be targeted for removal from the wild,” Ms Burns said.

    “During our spotlight search last night, we did not confirm the presence of a large crocodile above the weir, but a baited trap will be set today.

    “The Mackay region is known Croc Country, and people should expect crocodiles in all water bodies even if there are no signs.

    “Crocodiles are highly mobile, and they can get around built structures like the Dumbleton Weir. We believe this animal moved into the area above the weir during the recent weather event.

    “I urge people to be Crocwise while this animal is targeted for removal from the wild, and I’m asking everyone to avoid swimming above the Dumbleton Weir while the trap is in the water.

    “The animal might make its way downstream of its own accord, but if we successfully remove this animal from the wild, people still need to be Crocwise in the Mackay region.

    “People are responsible for their own safety in Croc Country and should make sensible choices around the water.

    “I’d like to encourage everyone in the community to make a sighting report if they see what they believe to be a crocodile.”

    Crocodile sightings can be reported by using the QWildlife app, completing a crocodile sighting report on the DETSI website, or by calling 1300 130 372. The department investigates every crocodile sighting report received.

    Crocwise tips for people in Croc Country:

    • Expect crocodiles in ALL northern and far northern Queensland waterways even if there is no warning sign
    • Obey all warning signs – they are there to keep you safe
    • Be aware crocs also swim in the ocean and be extra cautious around water at night
    • Stay well away from croc traps – that includes fishing and boating
    • The smaller the vessel the greater the risk, so avoid using canoes and kayaks
    • Stand back from the water’s edge when fishing and don’t wade in to retrieve a lure
    • Camp as far back from the water’s edge as possible
    • Never leave food, fish scraps or bait near the water, camp sites or boat ramps
    • Never provoke, harass or feed crocs
    • Always supervise children near the water and keep pets on a lead.

  • MIL-OSI USA: Florida Businessman Sentenced in Connection with Migrant Labor Employment Scheme, Payroll Tax Evasion, and Worker Death

    A Florida man was sentenced yesterday to 48 months in prison and ordered to forfeit more than $5.5 million to the United States as well as forfeit numerous real properties and cash, and to pay over $55 million in restitution for conspiracy to commit wire fraud, conspiracy to defraud the United States and willful violation of a workplace standard that resulted in the death of his employee. Manual Domingos Pita, of Wesley Chapel, previously pleaded guilty to those charges on July 9, 2024.

    According to court documents, Pita owned and operated Domingos 54 Construction, a subcontracting business for the wood framing of new construction homes. Domingos 54 was a shell construction company that Pita used to provide workers, including undocumented aliens, with construction jobs. However, Pita failed to secure the required workers compensation insurance coverage for these employees by falsifying in worker’s compensation insurance applications the number of workers for which he sought coverage. In addition, Pita failed to pay any federal employment taxes on the wages that these workers earned during the course of the scheme between 2018 and 2022. As a result, Pita caused several worker’s compensation insurance companies to sustain a loss of over $22.7 million in premiums that they could have charged had they been aware of the number of workers which they had been manipulated into covering with their policies. In addition, Pita failed to pay to the IRS over $33.7 million in federal employment taxes on those workers’ wages.

    Between February and July 2019, investigators with the Occupational Safety and Health Administration (OSHA) issued six citations to Domingos 54 for failure to provide fall protection to workers. Even after being cited for these violations, Pita continued to ignore OSHA requirements. In March 2020, Pita assigned a worker and three other carpenters to install sheeting on the roof of a residential home in windy conditions without providing the required fall-protection gear or ensuring its use. As a result, one of the workers was blown off the roof and died from his injuries.

    “Pita’s history of OSHA violations and deception tragically led to a worker’s death,” said Principal Deputy Assistant Attorney General Adam Gustafson of the Justice Department’s Environment and Natural Resources Division. “We are committed to upholding the rule of law by prosecuting fraud and enforcing worker safety standards.”

    “The defendant in this case engaged in a deliberate scheme to defraud insurance companies, the government and evade taxes, resulting in huge losses to the U.S. Treasury, and to personally enrich himself,” said Acting U.S. Attorney for the Middle District of Florida Sara C. Sweeney. “In addition, flagrant violations of OSHA safety standards put workers at unacceptable risk, ultimately resulting in the death of an employee. My office is committed to federally prosecuting and holding accountable anyone who violates these laws and regulations.”

    “Mr. Pita repeatedly violated the longstanding policies designed to protect the workforce which resulted in a tragic death,” said Special Agent in Charge Matthew Fodor of the FBI’s Tampa Field Office. “The FBI and its partners will aggressively pursue those who selfishly ignore the laws and policies in place to protect America’s workforce.”

    “Not only does this type of scheme give an illegal advantage over honest competitors, it intends to allow the use of illegal, undocumented labor to achieve that advantage,” said Special Agent in Charge Ron Loecker of IRS Criminal Investigation’s Tampa Field Office. “It’s a blatant form of cheating that undercuts fair competition, costs the government millions of dollars in tax revenue, and skirts our nation’s immigration laws. This case reaffirms our unwavering commitment to prosecuting those who engage in fraud at the expense of workers, taxpayers, and law-abiding businesses.”

    The FBI, IRS Criminal Investigation, Homeland Security Investigations, Florida Department of Financial Services’ Bureau of Insurance Fraud-Criminal Investigations and the Department of Labor’s Office of Inspector General investigated the case.

    Assistant U.S. Attorney Jay L. Hoffer for the Middle District of Florida and Senior Trial Attorney Banumathi Rangarajan of the Environment and Natural Resources Division’s Environmental Crimes Section prosecuted the case.

  • MIL-OSI China: China to promote innovation in ecology and environment sector

    BEIJING, Feb. 20 — China has pledged to strengthen its scientific and technological innovation in the ecology and environment sector as part of its efforts to build a green, beautiful China, according to guidelines released by the Ministry of Ecology and Environment and other government agencies.

    By 2035, the overall efficiency of the sector’s innovation system will be enhanced significantly, with an improved key technology and equipment level, and with an enhanced high-level sci-tech talent pool.

    China will deepen the reform of the sector’s scientific and technological system and further improve the country’s ecological and environmental governance capabilities, according to the guidelines.

    It will create an open and inclusive environment for innovation, and implement plans for improving basic research, key technology breakthroughs, and the transformation and transfer of scientific and technological achievements.

    Financial support and open cooperation will be promoted to ensure the implementation of these plans, the ministry said.

    Greenpeace is calling the stance taken by New Zealand at an international fisheries forum “short-sighted and reckless”, saying more ocean protection is needed, not further erosion of existing measures in the name of profit.
    The annual meeting of the inter-governmental body that governs fishing in the South Pacific high seas (SPRFMO) is meeting in Chile this week.
    It’s been revealed that New Zealand is pushing to get Australia’s quota for orange roughy, a deep sea fish with a declining population, while also trying to increase the amount of deep sea coral that can be pulled up by bottom trawling nets.
    Greenpeace oceans campaigner Juan Parada says this puts New Zealand at odds with other SPRFMO members, including Australia and the US, who are backing measures to protect vulnerable marine areas.
    “New Zealand’s stance at SPRFMO once again shows the desperate, short-term drive for profit, pushed by this Luxon-led government, which is siding with its fishing industry mates and promoting their interests over ocean protection.
    “Orange roughy is a slow-growing fish whose populations are under pressure, and just a few months ago, a New Zealand trawler was caught hauling up 37kg of coral in the South Pacific – proving they were fishing in areas of high biodiversity.
    “That incident led to the temporary closure of the area to fishing, but now the New Zealand government is calling for these coral ‘trigger’ limits to be lifted so the fishing industry can keep trawling for longer, even if it means destroying deep sea coral reefs.
    Note:Currently, under SPRFMO rules, if a trawler pulls up more than 15kg of coral in its nets it triggers an automatic temporary suspension of fishing in the area.

  • MIL-OSI USA: Crapo Joins Bill to Protect Western Way of Life

    Washington, D.C.–U.S. Senators Mike Crapo (R-Idaho) and John Barrasso (R-Wyoming) introduced legislation to protect multiple use policy on federal lands.  The legislation would block the Bureau of Land Management’s (BLM) finalized Public Lands Rule.
    “Idaho is fortunate to be home to some of our nation’s most unique landscapes and vast natural resources,” said Crapo.  “We have a responsibility to ensure our local communities are consulted on decisions that impact the land on which they live and depend.  The BLM’s rule goes against both congressional intent and the will of those who work, recreate or live on or near federal lands.”
    Co-sponsors of this legislation include U.S. Senators Cynthia Lummis (R-Wyoming), John Curtis (R-Utah), Jim Risch (R-Idaho) and Kevin Cramer (R-North Dakota).
    Background:
    The final BLM rule runs counter to the agency’s multiple use mandate under the Federal Land Policy and Management Act of 1976 (FLPMA).
    According to FLPMA, the BLM is required to balance the multiple uses of public lands including recreation, energy, mining, timber and grazing.
    The “Conservation and Landscape Health” rule rearranges agency priorities by putting a new, single use on equal footing with long established uses that Congress explicitly directed. 
    The rule also places an outsized focus on the use of restrictive Areas of Critical Environmental Concern designations that have compromised land and water health across the West.

    WASHINGTON, D.C. – Last night, U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation, sent a letter to Secretary of Commerce Howard Lutnick, calling on him to exempt the National Weather Service (NWS) from the federal hiring freeze, and protect all National Oceanic and Atmospheric Administration (NOAA) workers from firings “that would jeopardize the safety of the American public.”
    “Without NOAA’s workforce, communities will not be prepared for the next big Nor’easter, hurricane, wildfire, or drought,” wrote Sen. Cantwell. “Ships will not be able to safely navigate through our waterways. Farmers will not have the data they need to manage their crops.     Sen. Cantwell has spoken out forcefully against the firings of federal workers.
    “The Trump Administration is trying to illegally cut the federal workforce in an attempt to come up with a budget and tax increases on middle class Americans, all while giving $4 trillion in tax breaks to corporations and the wealthiest individuals,” Sen. Cantwell said in a statement released Saturday. “Our deficit and essential programs like Medicaid can’t take the Trump hack job.”
    On Sunday, Sen. Cantwell sounded the alarm about reports that safety-critical Federal Aviation Administration (FAA) workers had been fired. “Now is not the time to fire technicians who fix and operate more than 74,000 safety-critical pieces of equipment like radars, navigational aids, and communications technology,” Sen. Cantwell said in a statement. “The FAA is already short 800 technicians and these firings inject unnecessary risk into the airspace — in the aftermath of four deadly crashes in the last month. The FAA’s safety workforce needs to be a priority for this Administration.”
    On Tuesday, speaking in opposition to the nomination of now-Secretary Lutnick on the Senate floor, Sen. Cantwell cited his “tepid support” for NOAA as a key reason for her decision to vote against his confirmation.
    “When asked for the record, ‘Should NOAA be dismantled, as called for in Project 2025?’, Mr. Lutnick would only say he’ll figure it out once he’s confirmed,” Sen. Cantwell said. “We needed a bigger commitment to NOAA. NOAA already supplies a big, important aspect of what we deal with, with weather forecasting, tracking extreme weather, hurricanes, wildfires, managing our fisheries, operating ships that conduct important charting for national security. Mr. Lutnick gave very tepid support for NOAA.”
    Project 2025 calls for NOAA to be “dismantled and many of its functions eliminated,” calling it part of the “climate change alarm industry.” NOAA provides critical services to the nation including weather forecasts, extreme storm tracking and monitoring, tools to enable communities to adapt to sea level rise and climate change, supporting fisheries management, and conserving marine mammals and other protected species including salmon and orcas.
    Sen. Cantwell is a champion of NOAA and helped secure $3.3 billion in NOAA investments in the Inflation Reduction Act to help communities prepare for and adapt to climate change, boost science needed to understand changing weather and climate patterns, and invest in advanced computer technologies that are critical for extreme weather prediction and emergency response. Her Fire Ready Nation Act, bipartisan legislation to strengthen NOAA’s ability to help forecast, prevent, and fight wildfires, passed the Commerce committee unanimously earlier this month and now heads to the full Senate for consideration.

    Dear Secretary Lutnick,
    I urge the Administration to protect the critical workforce of the National Oceanic and Atmospheric Administration (“NOAA”). NOAA’s National Weather Service (“NWS”) should be exempt from the January 20th executive order titled “Hiring Freeze”, which instituted a hiring freeze for all federal civilian employees, due to the critical role the agency plays in public safety and supporting our economy. In light of highly publicized firings at other agencies, all NOAA employees, including probationary or temporary employees, should be protected from firing or reduction in force initiatives that would jeopardize the safety of the American public.
    NOAA is the nation’s leading scientific agency charged with forecasting weather, monitoring our oceans and atmosphere, managing our fisheries, restoring our coasts, and supporting maritime commerce. NOAA products and services, such as forecasts, are crucial to the U.S. economy and affect more than one-third of America’s gross domestic product.
    Within NOAA, the NWS is responsible for protecting public safety and property and supporting the economy by providing timely and accurate weather forecasts and warnings. Our communities are extremely reliant on the data and research that NOAA and NWS scientists make available for decision-makers, emergency responders, and the public. According to the National Centers for Environmental Information, last year there were 27 weather disaster events that cost over $1 billion each and resulted in 568 deaths. NWS meteorologists, using a network of satellites, buoys, balloon launches, ships, aircraft, and weather stations, collect data and develop forecasts and warnings on which communities rely for preparedness for hurricanes, heat waves, wildfires, tornadoes, blizzards, drought, and other extreme weather events.
    The NWS also supports real-time forecasts and services needed to protect the safety of the traveling public. The NWS Center Weather Service Units embed meteorologists at 21 Air Route Traffic Control Centers to provide tailored forecasts that ensure it is safe for aircraft to fly. The meteorologists identify, forecast, and communicate weather hazards, such as thunderstorms, turbulence, and icing, to help pilots and air traffic controllers make informed decisions that minimize risks to flights and delays.
    When a hurricane approaches our coasts, the National Hurricane Center sends Hurricane Hunters into the eye of the storm to give forecasters a better idea of the storm’s intensity and when it’s likely to make landfall. The Storm Prediction Center warns communities when a tornado or severe storm is developing to give them time to protect property and get to safety. The NWS also creates forecasts for emergency responders to plan for wildfire season, issues warnings to help communities prepare when fire conditions are severe, deploys specially trained forecasters to provide real-time lifesaving forecasts on the frontlines to keep firefighters safe, and models how smoke will move and impact air quality across the country.
    And far beyond our atmosphere, the NWS monitors space weather, such as solar flares and geomagnetic storms, to protect satellite systems, communication networks, and power grids. The Space Weather Prediction Center forecasts and helps mitigate the worst impacts of space weather including the potential for widespread and long-lasting blackouts, significant disruption of satellite and radio communication networks that are essential for safe air travel and military operations, and unreliable GPS signals that hamper navigation for ships, planes, and farm equipment.
    In addition to the NWS, NOAA provides a host of other life-saving data and services. The NOAA Office of Coast Survey ensures safe shipping routes in our waters by charting 95,000 miles of shoreline and 3.4 million square nautical miles of waters, providing more than $2.4 billion in annual benefits to the U.S. economy. NOAA manages the nation’s fisheries, which support 1.7 million jobs across the United States. The two Tsunami Warning Centers monitor seismic activity and ocean conditions to detect potential tsunamis, issuing timely warnings and advisories to protect coastal communities from disaster. And finally, NOAA plays a vital role in monitoring, forecasting, and researching harmful algal blooms (“HABs”) that produce toxins that can be deadly. NOAA scientists track HAB events using satellite imagery, water samples, and oceanographic data to provide early warnings to coastal communities, fisheries, and public health officials, helping to ensure commercially harvested fish and shellfish are safe to eat.
    Without NOAA’s workforce, communities will not be prepared for the next big Nor’easter, hurricane, wildfire, or drought. Ships will not be able to safely navigate through our waterways. Farmers will not have the data they need to manage their crops. NOAA’s workforce keeps people alive and provides communities with the scientific support tools to protect their families and grow their businesses. I urge you to appreciate these critical government functions and reverse the hiring freeze and refrain from mass firings of these invaluable public servants—American lives depend on it.

  • MIL-OSI Security: Florida Businessman Sentenced in Connection with Migrant Labor Employment Scheme, Payroll Tax Evasion, and Worker Death

    A Florida man was sentenced yesterday to 48 months in prison and ordered to forfeit more than $5.5 million to the United States as well as forfeit numerous real properties and cash, and to pay over $55 million in restitution for conspiracy to commit wire fraud, conspiracy to defraud the United States and willful violation of a workplace standard that resulted in the death of his employee. Manual Domingos Pita, of Wesley Chapel, previously pleaded guilty to those charges on July 9, 2024.

    According to court documents, Pita owned and operated Domingos 54 Construction, a subcontracting business for the wood framing of new construction homes. Domingos 54 was a shell construction company that Pita used to provide workers, including undocumented aliens, with construction jobs. However, Pita failed to secure the required workers compensation insurance coverage for these employees by falsifying in worker’s compensation insurance applications the number of workers for which he sought coverage. In addition, Pita failed to pay any federal employment taxes on the wages that these workers earned during the course of the scheme between 2018 and 2022. As a result, Pita caused several worker’s compensation insurance companies to sustain a loss of over $22.7 million in premiums that they could have charged had they been aware of the number of workers which they had been manipulated into covering with their policies. In addition, Pita failed to pay to the IRS over $33.7 million in federal employment taxes on those workers’ wages.

    Between February and July 2019, investigators with the Occupational Safety and Health Administration (OSHA) issued six citations to Domingos 54 for failure to provide fall protection to workers. Even after being cited for these violations, Pita continued to ignore OSHA requirements. In March 2020, Pita assigned a worker and three other carpenters to install sheeting on the roof of a residential home in windy conditions without providing the required fall-protection gear or ensuring its use. As a result, one of the workers was blown off the roof and died from his injuries.

    “Pita’s history of OSHA violations and deception tragically led to a worker’s death,” said Principal Deputy Assistant Attorney General Adam Gustafson of the Justice Department’s Environment and Natural Resources Division. “We are committed to upholding the rule of law by prosecuting fraud and enforcing worker safety standards.”

    “The defendant in this case engaged in a deliberate scheme to defraud insurance companies, the government and evade taxes, resulting in huge losses to the U.S. Treasury, and to personally enrich himself,” said Acting U.S. Attorney for the Middle District of Florida Sara C. Sweeney. “In addition, flagrant violations of OSHA safety standards put workers at unacceptable risk, ultimately resulting in the death of an employee. My office is committed to federally prosecuting and holding accountable anyone who violates these laws and regulations.”

    “Mr. Pita repeatedly violated the longstanding policies designed to protect the workforce which resulted in a tragic death,” said Special Agent in Charge Matthew Fodor of the FBI’s Tampa Field Office. “The FBI and its partners will aggressively pursue those who selfishly ignore the laws and policies in place to protect America’s workforce.”

    “Not only does this type of scheme give an illegal advantage over honest competitors, it intends to allow the use of illegal, undocumented labor to achieve that advantage,” said Special Agent in Charge Ron Loecker of IRS Criminal Investigation’s Tampa Field Office. “It’s a blatant form of cheating that undercuts fair competition, costs the government millions of dollars in tax revenue, and skirts our nation’s immigration laws. This case reaffirms our unwavering commitment to prosecuting those who engage in fraud at the expense of workers, taxpayers, and law-abiding businesses.”

    The FBI, IRS Criminal Investigation, Homeland Security Investigations, Florida Department of Financial Services’ Bureau of Insurance Fraud-Criminal Investigations and the Department of Labor’s Office of Inspector General investigated the case.

    Assistant U.S. Attorney Jay L. Hoffer for the Middle District of Florida and Senior Trial Attorney Banumathi Rangarajan of the Environment and Natural Resources Division’s Environmental Crimes Section prosecuted the case.

  • MIL-OSI USA: 55 Years Ago: Preps for Apollo 13 and 14, Apollo 12 Crew on World Tour

    With two months to go before flight, the Apollo 13 prime crew of James Lovell, Thomas Mattingly, Fred Haise, and backups John Young, John Swigert, and Charles Duke continued to train for the 10-day mission planned to land in the Fra Mauro highlands region of the Moon. Engineers continued to prepare the Saturn V rocket and spacecraft at the launch pad for the April 11, 1970, liftoff and completed the Flight Readiness Test of the vehicle. All six astronauts spent many hours in flight simulators training while the Moon walkers practiced landing the Lunar Module and rehearsed their planned Moon walks. The crew for the next Moon landing mission, Apollo 14, participated in a geology field trip as part of their training for the flight then planned for October 1970. Meanwhile, NASA released Apollo 12 lunar samples to scientists and the Apollo 12 crew set off on a Presidential world goodwill tour.  
    At NASA’s Kennedy Space Center in Florida, engineers completed the Flight Readiness Test of the Apollo 13 Saturn V on Feb. 26. The test ensured that all systems are flight ready and compatible with ground support equipment, and the astronauts simulated portions of the countdown and powered flight. Successful completion of the readiness test cleared the way for a countdown dress rehearsal at the end of March. 

    One of the greatest challenges astronauts faced during a lunar mission entailed completing a safe landing on the lunar surface. In addition to time spent in simulators, Apollo mission commanders and their backups trained for the final few hundred feet of the descent using the Lunar Landing Training Vehicle at Ellington Air Force Base near the Manned Spacecraft Center, now NASA’s Johnson Space Center, in Houston. Bell Aerosystems of Buffalo, New York, built the trainer for NASA to simulate the flying characteristics of the Lunar Module. Lovell and Young completed several flights in February 1970. Due to scheduling constraints with the trainer, lunar module pilots trained for their role in the landing using the Lunar Landing Research Facility at NASA’s Langley Research Center in Hampton, Virginia. Haise and Duke completed training sessions at the Langley facility in February. 

    The astronauts trained for moonwalks with parabolic flights aboard NASA’s KC-135 aircraft that simulated the low lunar gravity, practicing their ladder descent to the surface. On the ground, they rehearsed the moonwalks, setting up the American flag and the large S-band communications antenna, and collecting lunar samples. Engineers improved their spacesuits to make the expected longer spacewalks more comfortable for the crew members by installing eight-ounce bags of water inside the helmets for hydration. 

    During their 35 hours on the Moon’s surface, Lovell and Haise planned to conduct two four-hour spacewalks to set up the Apollo Lunar Surface Experiment Package (ALSEP), a suite of four investigations designed to collect data about the lunar environment after the astronauts’ departure, and to conduct geologic explorations of the landing site. The four experiments included the: 

    Charged Particle Lunar Environment Experiment designed to measure the flexes of charged particles 

    Cold Cathode Gauge Experiment designed to measure the pressure of the lunar atmosphere 

    Heat Flow Experiment designed to make thermal measurements of the lunar subsurface 

    Passive Seismic Experiment designed to measure any moonquakes, either naturally occurring or caused by artificial means 

     As an additional investigation, the astronauts planned to deploy and retrieve the Solar Wind Composition experiment, a sheet of aluminum foil to collect particles from the solar wind for analysis by scientists back on Earth after about 20 hours of exposure on the lunar surface. 

    With one lunar mission just two months away, NASA continued preparations for the following flight, Apollo 14, then scheduled for October 1970 with a landing targeted for the Littrow region of the Moon, an area scientists believed to be of volcanic origin. Apollo 14 astronauts Alan Shepard, Stuart Roosa, and Edgar Mitchell and their backups Eugene Cernan, Ronald Evans, and Joe Engle  learned spacecraft systems in the simulators. Accompanied by a team of geologists led by Richard Jahns, Shepard, Mitchell, Cernan, and Engle participated in a geology expedition to the Pinacate Mountain Range in northern Mexico Feb. 14-18, 1970. The astronauts practiced using the Modular Equipment Transporter, a two-wheeled conveyance to transport tools and samples on the lunar surface. 

    On Feb. 13, 1970, NASA began releasing Apollo 12 lunar samples to 139 U.S. and 54 international scientists in 16 countries, a total of 28.6 pounds of material. On Feb. 16, Apollo 12 astronauts Charles Conrad, Richard Gordon, and Alan Bean, accompanied by their wives and NASA and State Department officials, departed Houston’s Ellington Air Force Base for their 38-day Bullseye Presidential Goodwill World Tour. They first traveled to Latin America, making stops in Venezuela, Peru, Chile, and Panama before continuing on to Europe, Africa, and Asia. 
    The groundbreaking science and discoveries made during Apollo missions has pushed NASA to explore the Moon more than ever before through the Artemis program. Apollo astronauts set up mirror arrays, or “retroreflectors,” on the Moon to accurately reflect laser light beamed at them from Earth with minimal scattering or diffusion. Retroreflectors are mirrors that reflect the incoming light back in the same incoming direction. Calculating the time required for the beams to bounce back allowed scientists to precisely measure the Moon’s shape and distance from Earth, both of which are directly affected by Earth’s gravitational pull. More than 50 years later, on the cusp of NASA’s crewed Artemis missions to the Moon, lunar research still leverages data from those Apollo-era retroreflectors.

  • MIL-OSI USA: In Memoriam: Berrien Moore III [1941–2024]

    Berrien Moore III, Dean of the College of Atmospheric and Geographic Sciences at the University of Oklahoma (OU), director of the National Weather Center in Norman, OK, and Vice President for Weather and Climate Programs, died on December 17, 2024. Berrien earned an undergraduate degree from the University of North Carolina in 1963 and a doctorate degree from the University of Virginia in 1969. After graduating, he taught mathematics at the University of New Hampshire (UNH) and became tenured in 1976. 
    In 1987, Berrien became director of the Institute for the Study of Earth, Oceans, and Space (ISEOS) at UNH. NASA chose ISEOS to be one of the 24 founding members of the “Working Prototype Federation” of Earth Science Information Partners (ESIP) in 1998. Still active more than 25 years later, ESIP is now a thriving nonprofit entity funded by cooperative agreements with NASA, the National Oceanic and Atmospheric Administration (NOAA), and the U.S. Geological Survey, which brings together interdisciplinary collaborations (among over 170 partners) to share technical knowledge and engage with data users.
    Berrien left UNH in 2008, to serve as the founding Executive Director of Climate Central, a think-tank based in Princeton, NJ, which is dedicated to providing objective and understandable information about climate change
    Berrien moved to OU in 2010. Given his diverse academic, research, and career experience in global carbon cycle, biogeochemistry, remote sensing, environmental and space policy, and mathematics, Berrien was a natural choice to become the architect and principal investigator for the Geostationary Carbon Cycle Observatory (GeoCARB), a proposed NASA Earth Venture Mission that would have monitored plant health and vegetation stress throughout the Americas from geostationary orbit, probing natural sources, sinks, and exchange processes that control carbon dioxide, carbon monoxide, and methane in the atmosphere. While the mission was ultimately cancelled, the lessons learned are being applied to similar current and future Earth observing endeavors, e,g, NASA’s ECOsystem Spaceborne Thermal Radiometer Experiment on Space Station (ECOSTRESS) mission.
    Berrien served on and chaired numerous government-affiliated scientific committees throughout his career. From 1995–1998 he served on the National Research Council’s Committee on Global Change Research, which produced the landmark report, “Global Environment Change: Research Pathways for the Next Decade.” In 2011, he was an author on the National Research Council’s (NRC) decadal survey, “Earth Science and Applications from Space: A Community Assessment and Strategies for the Future.”
    Berrien participated on international scientific committees as well. From 1998–2002, he was the chair of the Science Committee of the International Geosphere Biosphere Programme (IGBP). He was also a lead author within the Intergovernmental Panel on Climate Change’s Third Assessment Report, which was released in 2001.
    Berrien served in several roles specific to NASA, including as a committee member and later chair of the organization’s Space and Earth Science Advisory Committee. He served as Chair of the Earth Observing System (EOS) Payload Advisory Committee, member and Chair of NASA’s Earth Science and Applications Committee, and member of the NASA Advisory Council. He was also active at NOAA, having chaired the agency’s Research Review Team and served on the Research and Development Portfolio Review Team for NOAA’s Science Advisory Board. 
    Berrien received NASA’s highest civilian honor, the Distinguished Public Service Medal, for outstanding service and the NOAA Administrator’s Recognition Award. He also received the 2007 Dryden Lectureship in Research Medal from the American Institute of Aeronautics and Astronautics and was honored for his contributions to the IPCC when the organization received the 2007 Nobel Peace Prize.

  • MIL-OSI USA: In Memoriam: Jeff Dozier [1944–2024]

    Jeff Dozier, an environmental scientist, snow hydrologist, researcher, academic – and former Earth Observing System Project Scientist – died on November 17, 2024. Jeff’s research focused on snow hydrology and biogeochemistry in mountain environments and addressed the role of stored and melting snow in the hydrologic cycle as well as the economic and social impact on water resources. In these efforts, he embraced remote sensing with satellites to measure snow properties and energy balance. He was a Project Scientist with the Earth Observing System (EOS) Data and Information System, contributing to the design and management of very large information systems that would impact spatial modeling and environmental informatics.
    Jeff served as the second EOS Project Scientist from 1990–1992. During that time, he worked with the NASA science community to – in his own words – “accomplish the goals of EOS, the most important of which is to develop the capability to predict or assess plausible environmental changes – both natural and human-induced – that will occur in the future. Meeting this challenge for the next decade to century requires the integration of knowledge from the traditional disciplines and information from many different sources into a coherent view of the Earth system. EOS is the largest project in the history of NASA and arguably the most important national and international scientific mission of the next two decades.”
    Jeff’s work alongside Michael Matson, was featured in a 2019 NASA Earth Science news article: “NASA Tracks Wildfires From Above to Aid Firefighters Below.” While working at NOAA’s National Environmental Satellite, Data, and Information Service building in Camp Springs, MD, the pair detected methane fires in the Persian Gulf using the Advanced Very High Resolution Radiometer (AVHRR) instrument on the NOAA-6 satellite – marking the first time that such a small fire had been seen from space. Jeff went on to develop a mathematical method to distinguish small fires from other sources of heat, which become the foundation for nearly all subsequent satellite fire-detection algorithms. 
    At the time of his death, Jeff was Principal Investigator of a NASA-funded project with the objective of testing whether data from the Earth Surface Mineral Dust Source Investigation (EMIT) mission could be used to help refine the estimate for the snowpack melting rate. In the 2024 Earth Science news article, “NASA’s EMIT Will Explore Diverse Science Questions on Extended Mission,” Jeff indicated that EMIT’s ability to ‘see’ well into the infrared (IR) spectrum of light is key to his group’s efforts because ice is “pretty absorptive at near-IR and shortwave-IR wavelengths.” The results from this research will help inform water management decisions in states, such as California, where meltwater makes up the majority of the agricultural water supply.
    Jeff earned a Bachelor’s of Science degree from California State University, Hayward (now California State University, East Bay) and a Master’s of Science degree and Ph.D. from the University of Michigan. He spent his career teaching at the University of California, Santa Barbara (UCSB), where he was named the founding Dean of the Bren School of Environmental Science and Management at UCSB in 1994. As the Dean, he recruited renowned faculty and developed one of the top environmental programs in the country. After his role as Dean, Jeff returned as a professor at Bren, educating the next generation of Earth scientists.

    The NASA Engineering and Safety Center (NESC) is conducting an assessment of the state of cold capable electronics for future lunar surface missions. The intent is to enable the continuous use of electronics with minimal or no thermal management on missions of up to 20 years in all regions of the lunar surface, e.g., permanently shadowed regions and equatorial.

    The scope of the assessment includes: capture of the state of cold electronics at NASA, academia, and industry; applications and challenges for lunar environments; gap analyses of desired capabilities vs state of the art/practice; guidance for cold electronics selection, evaluation and qualification; and recommendations for technology advances and follow-on actions to close the gaps.

    The preliminary report of the assessment will be available the first week of April 2025 on this website, i.e., 3 weeks prior to the workshop. Attendees are urged to read the report beforehand as the workshop will provide only a limited, high-level summary of the report’s key findings.
    The goal of the workshop is to capture your feedback with regards to the findings of the report, especially in the areas below:

  • MIL-OSI USA: Summary of the Joint NASA LCLUC–SARI Synthesis Meeting

    Introduction
    The NASA Land-Cover and Land-Use Change (LCLUC) is an interdisciplinary scientific program within NASA’s Earth Science program that aims to develop the capability for periodic global inventories of land use and land cover from space. The program’s goal is to develop the mapping, monitoring and modeling capabilities necessary to simulate the processes taking place and evaluate the consequences of observed and predicted changes. The South/Southeast Asia Research Initiative (SARI) has a similar goal for South/Southeast Asia, as it seeks to develop innovative regional research, education, and capacity building programs involving state-of-the-art remote sensing, natural sciences, engineering, and social sciences to enrich land use/cover change (LUCC) science in South/Southeast Asia. Thus it makes sense for these two entities to periodically meet jointly to discuss their endeavors.
    The latest of these joint meetings took place January 1–February 2, 2024, in Hanoi, Vietnam. A total of 85 participants attended the three-day, in-person meeting—see Photo.  A total of 85 participants attended the three-day, in-person meeting. The attendees represented multiple international institutions, including NASA (Headquarters and Centers), the University of Maryland, College Park (UMD), other American academic institutions, the Vietnam National Space Center (VNSC, the event host), the Vietnam National University’s University of Engineering and Technology, and Ho Chi Minh University of Technology, the Japanese National Institute of Environmental Studies (NIES), Center for Environmental Sciences, and the University of Tokyo. In addition, several international programs participated, including GEO Global Agricultural Monitoring (GEOGLAM), the System for Analysis, Research and Training (START), Global Observation of Forest and Land-use Dynamics (GOFC–GOLD), and NASA Harvest.

    Meeting Overview
    The purpose of the 2024 NASA LCLUC–SARI Synthesis meeting was to discuss LUCC issues – with a particular focus on their impact on Southeast Asian countries. Presenters highlighted ongoing projects aimed to advance our understanding of the spatial extent, intensity, social consequences, and impacts on the environment in South/Southeast Asian countries. While presenters reported on specific science results, they also were intentional to review and synthesize work from other related projects going on in Southeast Asia. 
    Meeting Goal
    The meeting’s overarching goal was to create a comprehensive and holistic understanding of various LUCC issues by examining them from multiple angles, including: collating information; employing interdisciplinary approaches; integrating research; identifying key insights; and enhancing regional collaborations. The meeting sought to bring the investigators together to bridge gaps, promote collaborations, and advance knowledge regarding LUCC issues in the region. The meeting format also provided ample time between sessions for networking to promote coordination and collaboration among scientists and teams. 
    Meeting and Summary Format
    The meeting consisted of seven sessions that focused on various LUCC issues. The summary report that follows is organized by day and then by session. All presentations in Session I and II are summarized (i.e., with all speakers, affiliations, and appropriate titles identified). The keynote presentation(s) from Sessions III–VI are summarized similarly. The technical presentations in each of these sessions are presented as narrative summaries. Session VII consisted of topical discussions to close out the meeting and summaries of these discussions are included herein. Sessions III–VI also included panel discussions, but to keep the article length more manageable, summaries of these discussions have been omitted. Readers interested in learning more about the panel discussions or viewing any of these presentations in full can access the information on the Joint LCLUC–SARI Synthesis meeting website.
    DAY ONE
    The first day of the meeting included welcoming remarks from the U.S. Ambassador to Vietnam (Session I), program executives of LCLUC and SARI,  as well as from national space agencies in South and Southeast Asia (Session II), and other LCLUC-thematic/overview presentations (Session III).
    Session 1: Welcoming Remarks
    Garik Gutman [NASA Headquarters—LCLUC Program Manager], Vu Tuan [VNSC’s Vietnam Academy of Science and Technology (VAST)—Vice Director General], Chris Justice [University of Maryland, College Park (UMD)—LCLUC Program Scientist], Matsunaga Tsuneo [National Institute of Environmental Studies (NIES), Japan], and Krishna Vadrevu [NASA’s Marshall Space Flight Center—SARI Lead] delivered opening remarks that highlighted collaborations across air pollution, agriculture, forestry, urban development, and other LUCC research areas. While each of the speakers covered different topics, they emphasized common themes, including advancing new science algorithms, co-developing products, and fostering applications through capacity building and training.
    After the opening remarks, special guest Marc Knapper [U.S. Ambassador to Vietnam] gave a presentation in which he emphasized the value of collaborative research between U.S. and Vietnamese scientists to address environmental challenges – especially climate change and LUCC issues. He expressed appreciation to the meeting organizers for promoting these collaborations and highlighted the joint initiatives between NASA and the U.S. Agency for International Development (USAID) to monitor environmental health and climate change, develop policies to reduce emissions, and support adaptation in agriculture. The U.S.–Vietnam Comprehensive Strategic Partnership emphasizes the commitment to address climate challenges and advance bilateral research. He concluded by encouraging active participation from all attendees and stressed the need for ongoing international collaboration to develop effective LUCC policies.
    Session-II: Programmatic and Space Agency Presentations
    NOTE: Other than Ambassador Knapper, the presenters in Session I gave welcoming remarks and programmatic and/or space agency presentations in Session II,.
    Garik Gutman began the second session by presenting an overview of the LCLUC program, which aims to enhance understanding of LUCC dynamics and environmental implications by integrating diverse data sources (i.e., satellite remote sensing) with socioeconomic and ecological datasets for a comprehensive view of land-use change drivers and consequences. Over the past 25 years, LCLUC has funded over 325 projects involving more than 800 researchers, resulting in over 1500 publications. The program’s focus balances project distribution that spans detection and monitoring, and impacts and consequences, including drivers, modeling, and synthesis. Gutman highlighted examples of population growth and urban expansion in Southeast Asia, resulting in environmental and socio-economic impacts. Urbanization accelerates deforestation, shifts farming practices to higher-value crops, and contributes to the loss of wetlands. This transformation alters the carbon cycle, degrades air quality, and increases flooding risks due to reduced rainwater absorption. Multi-source remote sensing data and social dimensions are essential in addressing LUCC issues, and the program aims to foster international collaborations and capacity building in land-change science through partnerships and training initiatives.     Krishna Vadrevu explained how SARI connects regional and national projects with researchers from the U.S. and local institutions to advance LUCC mapping, monitoring, and impact assessments through shared methodologies and data. The initiative has spurred extensive activities, including meetings, training sessions, publications, collaborations, and fieldwork. To date, the LCLUC program has funded 35 SARI projects and helped build collaborations with space agencies, universities, and decision-makers worldwide. SARI Principal Investigators have documented notable land-cover and land-use transformations, observing shifts in land conversion practices across Asia. For example, the transition from traditional slash-and-burn practices for subsistence agriculture to industrial oil palm and rubber plantations in Southeast Asia. Rapid urbanization has also reshaped several South and Southeast Asian regions, expanding both horizontally in rural areas and vertically in urban centers. The current SARI solicitation funds three projects across Asia, integrating the latest remote sensing data and methods to map, monitor, and assess LUCC drivers and impacts to support policy-making.
    Vu Tuan provided a comprehensive overview of Vietnam’s advances in satellite technology and Earth observation capabilities, particularly through the LOTUSat-1 satellite (name derived from the “Lotus” flower), which is equipped with an advanced X-band Synthetic Aperture Radar (SAR) sensor capable of providing high-resolution imagery [ranging from 1–16 m (3–52 ft)]. This satellite is integral to Vietnam’s efforts to enhance disaster management and climate change mitigation, as well as to support a range of applications in topography, agriculture, forestry, and water management, as well as in oceanography and environmental monitoring. The VNSC’s efforts are part of a broader strategy to build national expertise and self-reliance in satellite technology, such as developing a range of small satellites (e.g., NanoDragon, PicoDragon, and MicroDragon) that progress in size and capability. Alongside satellite development, the VNSC has established key infrastructure, facilities, and capacity building in Hanoi, Nha Trang, and Ho Chi Minh City to support satellite assembly, integration, testing, and operation. Tuan showcased the application of remotely sensed LUCC data to map and monitor urban expansion in Ha Long city from 2000–2023 and the policies needed to manage these changes sustainably – see Figure 1.

    Tsuneo Matsunaga provided a detailed overview of Japan’s Greenhouse Gases Observing Satellite (GOSAT) series of satellites, data from which provide valuable insights into global greenhouse gas (GHG) trends and support international climate agreements, including the Paris Agreement.
    Matsunaga reviewed the first two satellites in the series: GOSAT and GOSAT-2, then previewed the next satellite in the series: GOSAT-GW, which is scheduled to launch in 2025. GOSAT-GW will fly the Total Anthropogenic and Natural Emissions Mapping Observatory–3 (TANSO-3) – an improved version of TANSO-2, which flies on GOSAT-2. TANSO-3 includes a Fourier Transform Spectrometer (FTS-3) that has improved spatial resolution [10.5 km (6.5 mi)] over TANSO-FTS-2 and precision that matches or exceeds that of its predecessor. TANSO-FTS-3 will allow estimates with precision better than 1 ppm for carbon dioxide (CO2) and 10 ppb for methane (CH4), as well as enabling nitrogen dioxide (NO2) measurements. GOSAT–GW will also fly the Advanced Microwave Scanning Radiometer (AMSR3) that will monitor water cycle components (e.g., precipitation, soil moisture) and ocean surface winds. AMSR3 builds on the heritage of three previous AMSR instruments that have flown on NASA and Japan Aerospace Exploration Agency (JAXA) missions.
    Matsunaga also highlighted the importance of ground-based validation networks, such as the Total Carbon Column Observing Network, COllaborative Carbon Column Observing Network, and the Pandora Global Network, to ensure satellite data accuracy.
    Son Nghiem [NASA/Jet Propulsion Laboratory (JPL)] addressed dynamic LUCC in Cambodia, Laos, Thailand, Vietnam, and Malaysia. The synthesis study examined the factors that evolve along the rural–urban continuum (RUC). Nghiem showcased this effort using Synthetic Aperture Radar (SAR) data from the Copernicus Sentinel-1 mission to map a typical RUC in Bac Lieu, Vietnam – see Figure 2.

    Nghiem described the study, which examined the role of rapid urbanization, agricultural conversion, climate change, and environment–human feedback processes in causing non-stationary and unpredictable impacts. This work illustrates how traditional trend analysis is insufficient for future planning. The study also examined whether slower or more gradual changes could inform policy development. To test these hypotheses, his research will integrate high-resolution radar and hyperspectral data with socioeconomic analyses. The study highlights the need for policies that are flexible and responsive to the unique challenges of different areas, particularly in “hot-spot” regions experiencing rapid changes.
    Peilei Fan [Tufts University] presented a study that synthesizes the complex patterns of LUCC, identifying both the spatial and temporal dynamics that characterize transitions in urban systems. The study explores key drivers, including economic development, population growth, urbanization, agricultural expansion, and policy shifts. She emphasized the importance of understanding these drivers for sustainable land management and urban planning. For example, the Yangon region of Myanmar has undergone rapid urbanization – see Figure 3. Her work reveals the need for integrated approaches that consider both urban and rural perspectives to manage land resources effectively and mitigate negative environmental and social impacts. Through a combination of case studies, statistical analysis, and policy review, Fan and her team aim to provide a nuanced understanding of the interactions between human activities and environmental changes occurring in the rapidly transforming landscapes of Southeast Asia.

    Session III: Land Cover/Land Use Change Studies
    Tanapat Tanaratkaittikul [Geo-Informatics and Space Technology Development Agency (GISTDA), Thailand] highlighted GISTDA activities, which play a crucial role in advancing Thailand’s technological capabilities and addressing both national and global challenges, including Thailand Earth Observation System (THEOS) and its successors: THEOS-2 and THEOS-2A. THEOS-1, which launched in 2008, provides 2-m (6-ft) panchromatic and 15-m (45-ft) multispectral resolution with a 26-day revisit cycle, which can be reduced to 3 days with off-nadir pointing. Launched in 2023, THEOS-2 includes two satellites – THEOS-2A [a very high-resolution satellite with 0.5-m (1.5-ft) panchromatic and 2-m (6-ft) multispectral imagery] and THEOS-2B [a high-resolution satellite with 4-m (12-ft) multispectral resolution] – with a five-day revisit cycle. GISTDA also develops geospatial applications for drought assessment, flood prediction, and carbon credit calculations to support government decision-making and climate initiatives. GISTDA partners with international collaborators on regional projects, such as the Lancang-Mekong Cooperation Special Fund Project.
    Eric Vermote [NASA’s Goddard Space Flight Center] presented a keynote that focused on atmospheric correction of land remote sensing data and related algorithm updates. He highlighted the necessity of correcting surface imaging for atmospheric effects, such as molecular scattering, aerosol scattering, and gaseous absorption, which can significantly distort the satellite spectral signals and lead to potential errors in applications, such as land cover mapping, vegetation monitoring, and climate change studies.
    Vermote explained that the surface reflectance algorithm uses precise vector radiative transfer modeling to improve accuracy by incorporating atmospheric parameter inversion. It also adjusts for various atmospheric conditions and aerosol types – enhancing corrections across regions and seasons. He explained that SkyCam – a network of ground-based cameras – provides real-time assessments of cloud cover that can be used to validate cloud masks, while the Cloud and Aerosol Measurement System (CAMSIS) offers additional ground validation by measuring atmospheric conditions. He said that together, SkyCam and CAMSIS improve satellite-derived cloud masks, supporting more accurate climate models and environmental monitoring. Vermote’s work highlights the ongoing advancement of atmospheric correction methods in remote sensing.
    Other presentations in this session included one in which the speaker described how Yangon, the capital city in Myanmar, is undergoing rapid urbanization and industrial growth. From 1990–2020, the urban area expanded by over 225% – largely at the expense of agricultural and green lands. Twenty-nine industrial zones cover about 10.92% of the city, which have attracted significant foreign direct investment, particularly in labor-intensive sectors. This growth has led to challenges with land confiscations, inadequate infrastructure, and environmental issues (e.g., air pollution). Additionally, rural migration for employment has resulted in informal settlements, emphasizing the need for comprehensive urban planning that balances economic development with social equity and sustainability.
    Another presentation highlighted varying LUCC trends across Vietnam. In the Northern and Central Coastal Uplands, for example, swidden systems are shifting toward permanent tree crops, such as rubber and coffee. Meanwhile, the Red River Delta is seeing urban densification and consolidation of farmland – transitioning from rice to mixed farming with increased fruit and flower production. Similarly, the Central Coastal Lowlands and Southeastern regions are experiencing urban growth and a shift from coastal agriculture – in this case, to shrimp farming – leading to mangrove loss. The Central Highlands is moving from swidden to tree crops, particularly fruit trees, while the Mekong River Delta is increasing rice cropping and aquaculture. These changes contribute to urbanization, altered farming practices, and biodiversity loss. Advanced algorithms (e.g., the Time-Feature Convolutional Neural Network model) are being used to effectively map these varied LUCC changes in Vietnam.
    Another presenter explained how 10-m (33-ft) resolution spatially gridded population datasets are essential to address LUCC in environmental and socio-demographic research. There was also a demonstration of PopGrid, which is a collaborative initiative that provides access to various global-gridded population databases, which are valuable for regional LUCC studies and can support informed decision-making and policy development.
    DAY TWO
    The second day’s presentations centered around urban LUCC (Session IV) as well as interconnections between agriculture and water resources. (Session V).
    Session IV: Urban Land Cover/Land Use Change
    Gay Perez [Philippines Remote Sensing Agency (PhilSA)] presented a keynote focused on PhilSA’s mission to advance Philippines as a space-capable country by developing indigenous satellite and launch technologies. He explained that PhilSA provides satellite data in various categories, including sovereign, commercial, open-access, and disaster-activated. He noted that the ground infrastructure – which includes three stations and a new facility in Quezon – supports efficient data processing. For example, Perez stated that in 2023, PhilSA produced over 10,000 maps for disaster relief, agricultural assessments, and conservation planning.
    Perez reviewed PhilSA’s Diwata-2 mission, which launched in 2018 and operates in a Sun-synchronous orbit around 620 km (385 mi) above Earth. With a 10-day revisit capability, it features a high-precision telescope [4.7 m (15ft) resolution], a multispectral imager with four bands, an enhanced resolution camera, and a wide-field camera. Since launch, Diwata-2 has captured over 100,000 global images, covering 95% of the Philippines. Looking to the near future, Perez reported that PhilSA’s launch of the Multispectral Unit for Land Assessment (MULA) satellite is planned for 2025. He explained that MULA will capture images with a 5-m (~16-ft) resolution and 10–20-day revisit time, featuring 10 spectral bands for vegetation, water, and urban analysis.
    Perez also described the Drought and Crop Assessment and Forecasting project, which addresses drought risks and mapping ground motion in areas, e.g., Baguio City and Pangasinan. Through partnerships in the Pan-Asia Partnership for Geospatial Air Pollution Information (PAPGAPI) and the Pandora Asia Network, PhilSA monitors air quality across key locations, tracking urban pollution and cross-border particulate transport. PhilSA continues to strengthen Southeast Asian partnerships to drive sustainable development in the region.
    Jiquan Chen [Michigan State University] presented the second keynote address, which focused on the Urban Rural Continuum (URC). Chen emphasized the importance of synthesizing studies that explore factors such as population dynamics, living standards, and economic development in the URC. Key considerations include differentiating between two- and three-dimensional infrastructures and understanding constraints from historical contexts. Chen highlighted critical variables from his analysis including net primary productivity, household income, and essential infrastructure elements, such as transportation and healthcare systems. He advocated for integrated models that combine mechanistic and empirical approaches to grasp the dynamics of URC changes, stressing their implications for urban planning, environmental sustainability, and social equity. He concluded with a call for collaboration to enhance these models and tackle challenges arising from the changing urban–rural landscape.
    Tep Makathy [Cambodian Institute For Urban Studies] discussed urbanization in Phnom Penh, Cambodia. He explained that significant LUCC and infrastructure developments have been fueled by direct foreign investment; however, this development has resulted in environmental degradation, urban flooding, and infrastructure strain. Tackling pollution, congestion, preservation of green spaces, and preserving the historical heritage of the city will require sustainable urban planning efforts.
    Nguyen Thi Thuy Hang [Vietnam Japan University, Vietnam National University, Hanoi] explained how flooding poses a significant annual threat to infrastructure and livelihoods in Can Tho, Vietnam. Therefore, it is essential to incorporate climate change considerations into land-use planning by enhancing the accuracy of vegetation layer classifications. Doing so will improve the representation of land-cover dynamics in models that decision-makers use when planning urban development. In addition, Hang reported that a more comprehensive survey of dyke systems will improve flood protection and identify areas needing reinforcement or redesign. These studies could also explore salinity intrusion in coastal agricultural areas that could impact crop yields and endanger food security.
    In this session, two presenters highlighted how SAR data, which uses high backscatter to enhance the radar signal, is being used to assist with mapping urban areas in their respective countries. The phase stability and orientation of building structures across SAR images aid in consistent monitoring and backscatter, producing distinct image textures specific to urban settings. Researchers can use this heterogeneity and texture to map urban footprints, enabling automated discrimination between urban and non-urban areas. The first presenters showed how Interferometric Synthetic Aperture Radar techniques, such as Small Baseline Subset (SBAS) and Persistent Scatterer (PS) have been highly effective for mapping and monitoring land subsidence in coastal and urban areas in Vietnam. This approach has been applied to areas along the Saigon River as well as in Ho Chi Minh, Vietnam. The second presenter described an approach (using SAR data with multitemporal coherence and the K-means classification method) that has been used effectively to study urban growth in the Denpasar Greater Area of Indonesia between 2016 and 2022. The technique identified the conversion of 4376 km2 (1690 mi2) of rural to built-up areas, averaging 72.9 hectares (0.3 mi2) per year. Urban sprawl was predominantly observed in the North Kuta District, where the shift from agricultural to built-up land use has been accompanied by severe traffic congestion and other environmental issues.
    Another presenter showed how data from the QuikSCAT instrument, which flew on the Quick Scatterometer satellite, and from the Sentinel-1 C-band SAR can be combined to measure and analyze urban built-up volume, specifically focusing on the vertical growth of buildings across various cities. By integrating these datasets, researchers can assess urban expansion, monitor the development of high-rise buildings, and evaluate the impact of urbanization on infrastructure and land use. This information is essential for urban planning, helping city planners and policymakers make informed decisions to accommodate growing populations and enhance sustainable urban development.
    Session V – LUCC, Agriculture, and Water Resources
    Chris Justice presented the keynote for this session, in which he addressed the GEOGLAM initiative and the NASA Harvest program. GEOGLAM, initiated by the G20 Agriculture Ministers in 2011, focuses on agriculture and food security to increase market transparency and improve food security. These efforts leverage satellite-based Earth observations to produce and disseminate timely, relevant, and actionable information about agricultural conditions at national, regional, and global scales to support agricultural markets and provide early warnings for proactive responses to emerging food emergencies. NASA Harvest uses satellite Earth observations to benefit global food security, sustainability, and agriculture for disaster response, climate risk assessments, and policy support. Justice also emphasized the use of open science and open data principles, promoting the integration of Earth observation data into national and international agricultural monitoring systems. He also discussed the development and application of essential agricultural variables, in situ data requirements, and the need for comprehensive and accurate satellite data products.
    During this session, another presentation focused on how VNSC is engaged in several agricultural projects, including mapping rice crops, estimating yields, and assessing environmental impacts. VNSC has created high-accuracy rice maps for different seasons that the Vietnamese government uses to monitor and manage agricultural production. Current initiatives involve using satellite data to estimate CH4 emissions from rice paddies, biomass mapping, and monitoring rice straw burning. For example, in the Mekong Delta, numerous environmental factors, including climate change-induced stress (e.g., sea-level rise), flooding, drought, land subsidence, and saltwater intrusion, along with human activities like dam construction, sand mining, and groundwater extraction, threaten the sustainability of rice farming and farmer livelihoods. To address these challenges, sustainable agricultural practices are essential to improving rice quality, diversify farming systems, adopt low-carbon techniques, and enhance water management.
    Presentations highlighted the importance of both optical and SAR data for LUCC studies, particularly in mapping agricultural areas. A study using Landsat time-series data demonstrated its value in monitoring agricultural LUCC in Houa Phan Province, Laos, and Son La Province, Vietnam. Land cover types were classified through spectral pattern analysis, identifying distinct classes based on Landsat reflectance values. The findings revealed significant natural forest loss alongside increases in cropland and forest plantations due to agricultural expansion. High-resolution imagery validated these results, indicating the scalability of this approach for broader regional and global land-cover monitoring. Another study showcased the effectiveness of SAR data from the Phased Array type L-band Synthetic Aperture Radar-2 (PALSAR-2) on the Japanese Advanced Land Observing Satellite-2 (ALOS-2) for mapping and monitoring agricultural land use in Suphanburi, Thailand. This data proved particularly useful for capturing seasonal variations and diverse agricultural practices. Supervised machine learning methods, such as Random Forest classifiers, combined with innovative spatial averaging techniques, achieved high accuracy in distinguishing various agricultural conditions.
    In the session, presenters also discussed the use of Sentinel-1 SAR data for mapping submerged and non-submerged paddy soils was highlighted, demonstrating its effectiveness in understanding water management issues see – Figure 4. Additionally, large-scale remote sensing data and cloud computing were shown to provide unprecedented opportunities for tracking agricultural land-use changes in greater detail. Case studies from India and China illustrated key challenges, such as groundwater depletion in irrigated agriculture across the Indo-Ganges region and the impacts on food, water, and air quality in both countries.

    The session also focused on Water–Energy–Food (WEF) issues related to the Mekong River Basin’s extensive network of hydroelectric dams, which present both benefits and challenges. While these dams support sectors such as irrigated agriculture and hydropower, they also disrupt vital ecosystem services, including fish habitats and biodiversity. Collaborative studies integrating satellite and ground data, hydrological models, and socio-economic frameworks highlight the need to balance these benefits with ecological and social costs. Achieving sustainable management requires cross-sectoral and cross-border cooperation, as well as the incorporation of traditional knowledge to address WEF trade-offs and governance challenges in the region.
    DAY THREE
    The third day included a session that explored the impacts of fire, GHG emissions, and pollution (Session VI) as well as a summary discussion on synthesis (Session VII).
    Session VI: Fires, Greenhouse Gas Emissions, and Pollution
    Chris Elvidge [Colorado School of Mines] presented a keynote on the capabilities and applications of the Visible Infrared Imaging Radiometer Suite (VIIRS) Nightfire [VNF] system, an advanced satellite-based tool developed by the Earth Observation Group. VIIRS Nightfire uses four near- and short-wave infrared channels, initially designed for daytime imaging, to detect and monitor infrared emissions at night. The system identifies various combustion sources, including both flaming and non-flaming activities (e.g., biomass burning, gas flaring, and industrial processes). It calculates the temperature, source area, and radiant heat of detected infrared emitters using physical laws to enable precise monitoring of combustion events and provide insight into exothermic and endothermic processes.
    Elvidge explained that VNF has been vital for near-real-time data in Southeast Asia. The system has been used to issue daily alerts for Vietnam, Thailand, and Indonesia. Recent updates in Version 4 (V4) include atmospheric corrections and testing for secondary emitters with algorithmic improvements – with a 50% success rate in identifying additional heat sources. The Earth Observation Group maintains a multiyear catalog of over 20,000 industrial infrared emitters available through the Global Infrared Emitter Explorer (GIREE) web-map service. With VIIRS sensors expected to operate until about 2040 on the Joint Polar Satellite System (JPSS) platforms, this system ensures long-term, robust monitoring and analysis of global combustion events, proving essential for tracking the environmental impacts of industrial activities and natural combustion processes on the atmosphere and ecosystems.
    Toshimasa Ohara [Center for Environmental Science, Japan—Research Director] continued with the second keynote and provided an in-depth analysis of long-term trends in anthropogenic emissions across Asia. The regional mission inventory in Asia encompasses a range of pollutants and offers detailed emissions data from 1950–2020 at high spatial and temporal resolutions. The study employs both bottom-up and top-down approaches for estimating emissions, integrating satellite observations to validate data and address uncertainties. Notably, emissions from China, India, and Japan have shown signs of stabilization or reduction, attributed to stricter emission control policies and technological advancements. Ohara also highlighted Japan’s effective air pollution measures and the importance of extensive observational data in corroborating emission trends. His presentation emphasized the need for improved methodologies in emission inventory development and validation across Asia, aiming to enhance policymaking and environmental management in rapidly industrializing regions.
    Several presenters during this session focused on innovative approaches to understand and mitigate GHG emissions and air pollution. One presenter showed how NO2 data from the TROPOspheric Monitoring Instrument (TROPOMI) on the European Sentinel-5 Precursor have been validated against ground-based observations from Pandora stations in Japan, highlighting the influence of atmospheric conditions on measurement accuracy. Another presenter described an innovative system that GISTDA used to combine satellite remote sensing data with Artificial Intelligence (AI). This system was used to monitor and analyze the concentration of fine particulate matter (PM) in the atmosphere in Thailand. (In this context fine is defined as particles with diameters ≤ 2.5 µm, or PM2.5.) These applications, which are accessible through online, cloud-based platforms and mobile applications for iOS and Android devices, allow users, including citizens, government officers, and policymakers, to access PM2.5 data in real-time through web and mobile interfaces.
    A project under the United Nations Economic and Social Commission for Asia and the Pacific in Thailand is focused on improving air quality monitoring across the Asia–Pacific region by integrating satellite and ground-based data. At the core of this effort, the Pandora Asia Network, which includes 30 ground-based instruments measuring pollutants such as NO₂ and sulfur dioxide (SO₂), is complemented by high-resolution observations from the Geostationary Environment Monitoring Spectrometer (GEMS) aboard South Korea’s GEO-KOMPSAT-2B (GK-2B) satellite. The initiative also provides training sessions to strengthen regional expertise in remote sensing technologies for air quality management and develops decision support systems for evidence-based policymaking, particularly for monitoring pollution sources and transboundary effects like volcanic eruptions. Future plans include expanding the Pandora network and enhancing data integration to support local environmental management practices.
    PM2.5 levels in Vietnam are influenced by both local emissions and long-range pollutant transport, particularly in urban areas.The Vietnam University of Engineering and Technology, in conjunction with VNSC, continues to map and monitor PM2.5 using satellites and machine learning while addressing data quality issues that stem from missing satellite data and limited ground monitoring stations – see Figure 5.
    In addition to mapping and monitoring pollutants, another presentater explained that significant research is underway to address their health impacts. In Hanoi, exposure to pollutants ( e.g., PM2.5, PM10, and NO2) has led to increased rates of respiratory diseases (e.g., pneumonia, bronchitis, and asthma) among children,  as well as elevated instances of cardiovascular diseases among adults. A substantial mortality burden is attributable to fine particulate matter – particularly in densely populated areas like Hanoi. Compliance with stricter air quality guidelines could potentially prevent thousands of premature deaths. For example, preventive measures enacted during the COVID-19 pandemic resulted in reduced pollution levels that were associated with a decrease in avoidable mortality rates. In response to these challenges, Vietnam has implemented air quality management policies, including national technical regulations and action plans aimed at controlling emissions and enhancing monitoring; however, current national standards still fall short of the more stringent guidelines recommended by the World Health Organization. Improved air quality standards and effective policy interventions are needed to mitigate the health risks associated with air pollution in Vietnam.

    Another presenter explained how food production in Southeast Asia contributes about 40% of the region’s total GHG emissions – with rice and beef production identified as the largest contributors for plant-based and animal-based emissions, respectively. Another presentation focused on a study that examined GHG emissions from agricultural activities, which suggests that animal-based food production – particularly beef – generates substantially higher GHG emissions per kg of food produced compared to plant-based foods, such as wheat and rice. Beef has an emission intensity of about 69 kg of CO2 equivalent-per-kg, compared to 2 to 3 kg of CO2 equivalent-per-kg for plant-based foods. The study points to mitigation strategies (e.g., changing dietary patterns, improving agricultural practices) and adopting sustainable land management. Participants agreed that a comprehensive policy framework is needed to address the environmental impacts of food production and reduce GHG emissions in the agricultural sector.
    In another presentation, the speaker highlighted the fact that Southeast Asian countries need an advanced monitoring, reporting, and verification system to track GHG emissions – particularly within high-carbon reservoirs like rice paddies. To achieve this, cutting-edge technologies (e.g., satellite remote sensing, low-cost unmanned aerial vehicles, and Internet of Things devices) can be beneficial in creating sophisticated digital twin technology for sustainable rice production and GHG mitigation.
    Another presentation featured a discussion about pollution resulting from forest and peatland fires in Indonesia, which is significantly impacting air quality. Indonesia’s tropical peatlands – among the world’s largest and most diverse – face significant threats from frequent fires. Repeated burning has transformed forests into shrubs and secondary vegetation regions, with fires particularly affecting forest edges and contributing to a further retreat of intact forest areas. High-resolution data is essential to map and monitor changes in forest cover, including pollution impacts.
    Another speaker described a web-based Geographic Information Systems (GIS) application that has been developed to support carbon offsetting efforts in Laos – to address significant environmental challenges, e.g., deforestation and climate change. Advanced technologies (e.g., remote sensing, GIS, and Global Navigation Satellite Systems) are used to monitor land-use changes, carbon sequestration, and ecosystem health. By integrating various spatial datasets, the web GIS app enhances data collection precision, streamlines monitoring processes, and provides real-time information to stakeholders for informed decision-making. This initiative fosters collaboration among local communities, government agencies, and international partners, while emphasizing the importance of government support and international partnerships. Ultimately, the web GIS application represents a significant advancement in Laos’s commitment to environmental sustainability, economic growth, and the creation of a greener future.
    Session VII. Discussion Session on Synthesis
    The meeting concluded with a comprehensive discussion on synthesizing themes related to LUCC. The session focused on three themes: LUCC, agriculture, and air pollution. The session focused on trends and projections as well as the resulting impacts in the coming years. It also highlighted research related to these topics to inform more sustainable land use policies. A panel of experts from different Southeast Asian countries addressed these topics. A summary of the key points shared by the panelists for each theme during the discussion is provided below.
    LUCC Discussions
    This discussion focused on the challenges of balancing economic development with environmental sustainability in Southeast Asian countries, e.g., mining in Myanmar, agriculture in Vietnam, and rising land prices in Thailand. More LUCC research is needed to inform decision-making and improve land-use planning during transitions from agriculture to industrialization while ensuring food security. The panelists also discussed urban sprawl and infrastructure development along main roads in several Southeast Asian countries, highlighting the social and environmental challenges arising from uncoordinated growth. It was noted that urban infrastructure lags behind population increases, resulting in traffic congestion, pollution, and social inequality. Cambodia, for example, has increased foreign investments, which presents similar dilemmas of economic growth accompanied by significant environmental degradation. Indonesia is another example of a Southeast Asian nation facing rapid urbanization and inadequate spatial planning, leading to flooding, groundwater depletion, and pollution. These issues further highlight the need for integrated satellite monitoring to inform land-use policies. Finally, recognizing the importance of public infrastructure in growth management, it was reported that the Thai government is already using technology to manage urban development alongside green spaces.
    Panelists agreed that LUCC research is critical for guiding policymakers toward sustainable land-use practices – emphasizing the necessity for improved communication between researchers and policymakers. While the integration of technologies (e.g., GIS and remote sensing) is beginning to influence policy decisions, room for improvement remains. In summary, the discussions stressed the importance of better planning, technology integration, and policy-informed research to reconcile economic growth with sustainability. Participants also highlighted the need to engage policymakers, non-government organizations, and the private sector in using scientific evidence for sustainable development. Capacity building in Laos, Cambodia, and Myanmar, where GIS and remote sensing technologies are still developing, is crucial. Community involvement is essential for translating research findings into actionable policies to address real-world challenges and social equity.
    Agriculture Discussions
    These discussions explored the intricate relationships between agricultural practices, economic growth, and environmental sustainability in Southeast Asia. As an example, despite national policies to manage the land transition in Vietnam, rapid conversions from forest to agricultural land and further to residential and industrial continue. While it is recognized that strict land management plans may hinder future adaptability, further regulation is needed. These rapid shifts in land use have increased land for economic development – especially in industrial and residential sectors – and contribute to environmental degradation, e.g., pollution and soil erosion. In Thailand, land is distributed among agriculture (50%), forest (30%), and urban (20%) areas. Despite a long history of agricultural practices, Vietnam faces new challenges from climate change and extreme weather.
    Thailand, meanwhile, is exploring carbon credits to incentivize sustainable farming practices – although this requires significant investment and time. The nation is well-equipped with a robust water supply system, and ongoing efforts to enhance crop yields on Vietnam’s Mekong Delta, salinity levels, and flooding intensity have increased as a result of the rise in incidents of extreme weather, prompting advancements in rice farming mechanization to be implemented that are modeled after practices that have been successfully used in the Philippines.
    Despite these advances, issues (e.g., over-application of rice seeds) remain. The dominant land cover type in Malaysia is tropical rainforest, although agriculture – particularly oil palm plantations – also plays a significant role in land use. While stable, it shares environmental concerns with Indonesia. The country is integrating solar energy initiatives, placing solar panels on former agricultural lands and recreational areas, which raises coastal environmental concerns. In Taiwan, substantial land use changes have stemmed from solar panel installations to support green energy goals but have led to increased temperatures and altered wind patterns.
    All panelists agreed that remote sensing technologies are vital to inform agricultural policy across the region. They emphasized the need to transition from academic research to actionable insights that directly inform policy. Panelists also discussed the challenge of securing funding for actionable research – underlining the importance of recognizing the transition required for research to inform operational use. Some countries (e.g., Thailand) have established operational crop monitoring systems, while others (e.g., Vietnam) primarily depend on research projects. Despite progress in Malaysia’s monitoring of oil palm plantations, a comprehensive operational monitoring system is still lacking in many areas. The participants concluded that increased efforts are needed to promote the wider adoption of remote sensing technologies for agricultural and environmental monitoring, with emphasis on developing operational systems that can be integrated into policy and decision-making processes.
    Air Pollution Discussions
    The discussion on air pollution focused on various sources in Southeast Asia, which included both local and transboundary factors. Panelists highlighted that motor vehicles, industrial activities, and power plants are major contributors to pollutants, such as PM2.5, NO2, ozone (O3), and carbon monoxide (CO). Forest fires in Indonesia – particularly from South Sumatra and Riau provinces – are significantly impacting neighboring countries, e.g., Malaysia. A study found that most PM2.5 pollution in Kuala Lumpur originates from Indonesia. During the COVID-19 pandemic, pollution levels dropped sharply due to reduced economic activity; however, data from 2018–2023 shows that PM2.5 levels have returned to pre-pandemic conditions.
    The Indonesian government is actively working to reduce deforestation and emissions, aiming for a 29% reduction by 2030. Indonesia is also participating in carbon markets and receiving international payments for emission reductions. Indonesia’s emissions also stem from energy production, industrial activities, and land-use changes, including peat fires. The Indonesian government reports anthropogenic sources – particularly from the energy sector and industrial activities, forest and peat fires, waste, and agriculture – continue to escalate. While Indonesia is addressing these issues, growing population and energy demands continue to drive pollution levels higher.
    Vietnam and Laos are facing similar challenges related to air pollution – particularly from agricultural residue burning. Both governments are working on expanding air quality monitoring, regulating waste burning, and developing policies to mitigate pollution. Vietnam has been developing provincial air quality management plans and expanding its monitoring network. Laos has seen increased awareness of pollution, accompanied by government measures aimed at restricting burning and improving waste management practices.
    The panelists agreed that collaborative efforts for regional cooperation are essential to address air pollution. This will require collaboration in research and data sharing to inform policy decisions. There is a growing interest in leveraging satellite technology and modeling approaches to enhance air quality forecasting and management. To ensure that research translates into effective policy, communication of scientific findings to policymakers is essential – particularly by clearly communicating complex research concepts in accessible formats. All panelists agreed on the importance of improving governance, transparency, and scientific communication to better translate research into policy actions, highlighting collaborations with international organizations – including NASA – to address air quality issues. While significant challenges related to air pollution persist in Southeast Asia, noteworthy efforts are underway to improve awareness, research, and collaborative governance aimed at enhancing air quality and reducing emissions.
    Conclusion
    The LCLUC–SARI Synthesis meeting fostered collaboration among researchers and provided valuable updates on recent developments in LUCC research, exchange of ideas, integration of new data products, and discussions on emerging science directions. This structured dialogue (particularly the discussions in each session) helped the attendees identify priorities and needs within the LUCC community. All panelists and meeting participants commended the SARI leadership for their proactive role in facilitating collaborations and discussions that promote capacity-building activities across the region. SARI activities have significantly contributed to enhancing the collective ability of countries in South and Southeast Asia to address pressing environmental challenges. The meeting participants emphasized the importance of maintaining and expanding these collaborative efforts, which are crucial for fostering partnerships among governments, research institutions, and local communities. They urged SARI to continue organizing workshops, training sessions, and knowledge-sharing platforms that can equip stakeholders with the necessary skills and resources to tackle environmental issues such as air pollution, deforestation, climate change, and sustainable land management.

  • MIL-OSI New Zealand: Three prime New Zealand islands join global restoration campaign

    The Department of Conservation (DOC) and partners are joining the international Island-Ocean Connection Challenge (IOCC) to boost conservation efforts on subantarctic Maukahuka/Auckland Island, Rakiura/Stewart Island and the Chatham Islands. 

    The IOCC, led by international conservation groups, Island Conservation and Re:wild, and UC San Diego’s Scripps Institution of Oceanography, aims to restore at least 40 globally significant island-ocean ecosystems around the world by 2030.   

    An ambitious plan to remove invasive species, protect threatened wildlife, and restore the island ecosystems so they’re resilient to climate change has been agreed by DOC, Ngāi Tahu, Moriori, Ngāti Mutunga o Wharekauri and community partners.  

    DOC’s Director-General Penny Nelson says joining the IOCC will help New Zealand promote and amplify groundbreaking island conservation on the world stage. 

    “For millions of years, New Zealand’s native species evolved separately from the rest of the world. They’re unique, they’re only found here, and once they’re gone from here, they’re gone from everywhere. 

    “These islands are precious remnants of a prehistoric world. Protecting and restoring them will make sure they become safe havens for iconic native species once more. 

    “We want to see the return of fields of chest-high flowering megaherbs on Maukahuka/Auckland Island, thriving colonies of diverse seabirds like tāiko and albatross on the Chatham Islands and Rakiura becoming a refuge for kākāpō.   

    “Partnering with the IOCC connects us with international donors who want to restore nature. It will boost government investment so we can scale up the most complex and challenging island conservation projects New Zealand has ever attempted.  

    “We’re thrilled that just last month a generous New Zealander donated $100,000 to the Auckland Island project, adding to the $11.5 million already raised through philanthropy across the three projects,” Penny Nelson says. 

    Penny Becker, CEO of Island Conservation, says, “We are beyond excited to welcome these three important New Zealand restoration projects into our global portfolio of island-ocean ecosystems.  

    “By restoring these islands, we can make a tangible difference for biodiversity and oceans. Investing in these projects is an investment in the health and future of our planet.” 

    Signatory partners are celebrating the launch of New Zealand’s participation in the IOCC at an event at Te Rau Aroha Marae in Bluff, hosted by Te Rūnaka o Awarua.  

    Awarua Rūnaka spokesperson and co-chair of Te Puka Rakiura Trust Dean Whaanga, says, “Te Rūnaka o Awarua is delighted to be hosting this event to launch the entry of these three motu (islands) into the IOCC. 

    “Two of the three islands – Rakiura/Stewart Island and Maukahuka/Auckland Island – are located within the Ngāi Tahu takiwā (territory) and our role as kaitiaki (guardians) of these motu is of immense significance to our whānau (people).  

    “Our success in restoring the small offshore islands surrounding Rakiura has laid the pathway for the mahi that needs to be done on Rakiura and Maukahuka,” Dean Whaanga says. 

    New Zealand is world renowned for island conservation work with over 110 successful island pest eradications achieved so far and an ambitious nationwide Predator Free 2050 goal. However, the three latest island projects will be ground-breaking in their scale and complexity.  

    Each island is 4-15 times larger than the biggest New Zealand island (Campbell Island) previously cleared of pests. Their remoteness from the mainland, difficult terrain, wild weather and multiple animal pest species presents unique challenges. Human settlements are also present on Rakiura and the Chatham Islands, marking a first for New Zealand predator free projects of this scale. The local communities play a crucial part in the restoration of these islands. 

    Plans for removing introduced predators from the three islands have been underway for many years and are well advanced. Extensive research and feasibility work has been undertaken, involving a wide range of expertise including in science, predator control, planning and logistics, and community engagement. Investment in these projects will unlock new methods and grow the toolbox for eradicating harmful introduced predators both in Aotearoa and around the world.   

    The government has invested $54 million in the three island conservation projects, which are estimated to cost a total of $202 million. With $11.5 million donated so far, this leaves $137 million still to be raised.  

    Funds raised towards the three island conservation projects will be managed by the New Zealand Nature Fund (NZNF), which is supporting New Zealand’s IOCC pledge. NZNF is also embarking on a major campaign with donors and philanthropists.

    Background information

    Signatories to New Zealand’s IOCC pledge are the Department of Conservation, Te Rūnanga o Hokonui, Te Rūnaka o Awarua, Te Rūnaka o Waihōpai, Te Rūnaka o Ōraka Aparima, Te Puka Rakiura Trust (Predator Free Rakiura), Hokotehi Moriori Trust, Ngāti Mutunga o Wharekauri Iwi Trust and Chatham Islands Landscape Restoration Trust. Predator Free NZ Trust and Predator Free 2050 Ltd are supporting partners. 

    DOC is coordinating the partnerships with all groups involved in the IOCC pledge.  

    Maukahuka/Auckland Island, located 465km south of Bluff, is a renowned World Heritage Site and nature reserve. Dubbed the ‘seabird capital of the world’, it’s a hub for breeding seabirds, including four albatross species. The island’s rich biodiversity (including over 100 species found nowhere else) is at threat from mice, pigs and feral cats. Planning is well underway for the eradication of the three invasive mammals which is estimated to cost $78 million. This project is led by DOC in partnership with Ngāi Tahu. 

    Rakiura/Stewart Island, New Zealand’s third largest island, is 90% public conservation land including Rakiura National Park. Home to a tokoeka brown kiwi population, it’s surrounded by many pest-free islands with thriving tītī/sooty shearwater and other seabird populations. Te Puka Rakiura Trust, Ngāi Tahu and DOC are working together towards the goal to eradicate feral cats, rats, possums, and hedgehogs from the island. The vision is to restore the island for the return of kākāpō and other wildlife previously found there. 

    Chatham Islands, located 800km east of Aotearoa, is a haven for native birds and plants found nowhere else like the kakaruia/karure/Chatham Island black robin, Chatham Island tāiko/magenta petrel and Chatham Island albatross/toroa/hopo. The IOCC pledge is to continue removing feral cats from Rangihaute/Rangiauria/Pitt Island and complete the first phase of the Predator Free project on Rēkohu/Wharekauri/main Chatham by removing possums and feral cats. The long-term goal is to remove possums, feral cats and rats from the whole archipelago and see the seabird-driven ecosystem thriving. This community-driven project is led by the Chatham Islands Landscape Restoration Trust with Hokotehi Moriori Trust and Ngāti Mutunga o Wharekauri, supported by DOC, Chatham Islands Council and Predator Free 2050 Ltd.
