  • MIL-OSI United Kingdom: Investing in the first peatland UNESCO world heritage site in the world

    The Flow Country Partnership has received funding from the Community Loan Fund towards their pioneering peatland restoration project in Sutherland. The fund is delivered by Highland Opportunity (Investments) Limited, HOIL, on behalf of The Highland Council.

    The Community Loan fund aims to encourage and support Highland based community and third sector organisations to start up and grow and contribute to a thriving and sustainable Highland and Scottish economy.  Loans can be used for capital start up-costs, growth of an existing organisation, working capital and bridging finance, with a repayment period of 1 to 10 years.

    Peatland restoration is a vital part of Scotland’s twin goals of reducing emissions and restoring nature.  The Flow Country Partnership was founded in 2006 and became a Scottish Charitable Incorporated Organisation (SCIO) in February 2024 to bring together a community including crofters, farmers, landowners/managers, local businesses, residents, ecologists and local government to grow the resilience of the Flow Country and its people. This restoration will help achieve emission reduction by restoring the capacity of the peatlands to store carbon and improving biodiversity in the first and only peatland UNESCO World Heritage Site in the World.

    The partnership approached HOIL for funding to finance the peatlands restoration project on a farming and sporting estate.  Securing loan funding before the sale of carbon credits will support its long-term aspirations to become a self-sustaining organisation whilst restoring and protecting the ecosystem. 

    The Flow Country Partnership is a SCIO, with a trading subsidiary, Flow Country Restoration Limited and blends public and private finance to deliver its objectives. This project is supported by The Facility for Investment Ready Nature in Scotland (FIRNS) and is being delivered by NatureScot in collaboration with The Scottish Government and in partnership with the National Lottery Heritage Fund and the Scottish Government’s Peatland ACTION Fund.  Trustees,  initiative partners and stakeholders,  amongst others are The Highland Council,  Highlands & Islands Enterprise, Skills Development Scotland, RSPB,  North Highland Initiative, the Environmental Research Institute UHI and local landowners, farmers, crofters and estate owners.

    Councillor Paul Oldham, Chair of HOIl said: “I welcome this opportunity to help The Flow Country Partnership move forward with their Peatland Restoration project which not only helps improve the environment and create carbon storage but also brings local work to Caithness and Sutherland.

    “The Community Loan Fund which is managed by HOIL provides accessible and affordable finance for community projects across the Highlands and is one of several funds we can use to help projects across the area.”

  • MIL-OSI Asia-Pac: Indian Railways Signs MoU with Switzerland’s DETEC to Enhance its Technological Collaboration, Track Maintenance, and Infrastructure Modernization

    Indian Railways today signed a Memorandum of Understanding (MoU) with the Federal Department of the Environment, Transport and Communications of the Swiss Confederation to enhance technical cooperation between the two nations. The MoU renewed and formalized through video-conferencing, received approval from the Ministry of Railways and the Ministry of External Affairs.

    Addressing the MoU signing ceremony, Union Minister of Railways, Information & Broadcasting, and Electronics & Information Technology, Shri Ashwini Vaishnaw said this MoU will provide comprehensive framework for collaboration to the Indian Railways in various areas, including technology sharing, track maintenance, management and construction. This MoU is also aligning with our government’s commitment to modernizing Indian Railways.

    Addressing the event, Federal Councilor and Head of the Federal DETEC, Mr. Albert Roesti said Switzerland’s advanced railway technology will benefit Indian Railway by improving operational efficiency, safety standards, Service quality and railways infrastructure development.

    The original MoU, signed on August 31, 2017, was valid for five years and focused on several key areas of collaboration:

    • Traction Rolling Stock 
    • Electric Multiple Units (EMU) and Train Sets 
    • Traction Propulsion Equipment 
    • Freight and Passenger Cars
    • Tilting Trains 
    • Railway Electrification Equipment 
    • Train Scheduling and Operational Improvements 
    • Railway Station Modernization 
    • Multimodal Transport Solutions 
    • Tunneling Technology 

    Before the signing of the MoU, a Joint Working Group (JWG) was formed to facilitate collaboration between representatives of Indian Railways and Swiss Railways. The JWG convened two meetings to explore various key areas of cooperation, with sessions taking place on October 21, 2019 and August 30, 2022. The primary areas of discussion were:

    • Freight and Passenger Cars
    • Railway Electrification Equipment
    • Railway Station Modernization
    • Tunneling Technology

    At the third JWG meeting that took place on October 11, 2023, chaired by then Chairperson and CEO of the Railway Board, alongside Mr. Peter Füglistaler, Director of the Federal Office of Transport in Switzerland, the Indian side presented ongoing capital expenditure initiatives, highlighting significant investment opportunities in the Indian Railway sector for Swiss firms.

    This partnership is set to enhance the efficiency and reliability of Railway services in India, ultimately benefiting passengers and freight operations alike. Notable Swiss companies will supply machinery, materials and tunneling consultancy services.

    The event was graced by Shri. Mridul Kumar, Ambassador of India to Switzerland, Mr. Albert Roesti, Federal Councilor and Head of the Federal Department of the Environment, Transport and Communications (DETEC).

    Mission LiFE’s Green Diwali: Embracing Clean, Eco-Friendly Celebrations for Lasting Environmental Impact

    The concept of Swachh Diwali Shubh Diwali emphasizes the importance of a clean and eco-friendly celebration that reiterates the core principles of Mission LiFE that aims to protect and preserve the environment, bringing about a pro-planet behavioural change in lifestyle. This initiative aims to instil a sense of responsibility towards the environment and communities by sensitizing and motivating individuals to opt for locally made products, embrace a Diwali free from single-use plastic and prioritize pre and post Diwali cleanliness. By doing so, it seeks to foster a sustainable and environmentally conscious approach to the festival.

     

     

    In this context, WWF Programme Centre-Resource Partner, Ministry of Environment, Forest & Climate Change, GoI is disseminating awareness about Green Diwali celebration that would symbolize green, clean and plastic free Diwali through an infographic poster that contains a Green Diwali pledge. The mandate of Programme Centre at WWF-India, MoEF&CC is ‘Wildlife Conservation (including species and habitat) using geospatial techniques’. Programme Centre (PC) EIACP (Environmental Information, Awareness, Capacity Building and Livelihood Programme), Resource Partner (RP), Ministry of Environment, Forest and Climate Change, GoI at WWF-India was set up for collection, collation, storage, retrieval and dissemination of information in order to support and promote research, development and innovation among decision-makers, researchers, academicians, policy planners, research scientists & and other stakeholders.

    This activity highlights a crucial step in integrating environmental consciousness into cultural practices, promoting sustainable festivities, and actively involving citizens in India’s climate agenda. Promoting a green, clean, cracker-free and plastic-free Diwali maintains the spirit of the festival while minimizing environmental impact. It aligns with traditional values of purity, light, and joy, showing that festivals can evolve to become more eco-conscious without compromising their cultural essence. The Green Diwali campaign resonates with India’s commitments under climate change agreements (like the Paris Accord) and sustainable development goals (SDGs), particularly SDG 13 (Climate Action) and SDG 12 (Responsible Consumption and Production).

    Public participation through pledges encourages community-driven solutions. Individuals who engage with such campaigns may integrate green practices in their lifestyle, fostering long-term environmental stewardship.

    Background

    Mission LiFE (Lifestyle for Environment) was launched by the Prime Minister on 20th October, 2022 at Kevadia, Gujarat and focuses on bringing about behaviour changes individuals through simple easy to do actions. Ministry of Environment, Forest and Climate Change, GoI (MoEF&CC) is the nodal Ministry for national level coordination and implementation of Mission LiFE. As part of their implementation efforts, the ministry has mobilized their activities with LiFE and spread awareness about sustainable actions that individuals can undertake. Lifestyle for Environment (LiFE) was also among one of the four important focus sectors of the G-20 Summit.

    As envisioned by Prime Minister at the World Leaders’ Summit in Glasgow at COP26 and launched on 20 October 2022, Mission LiFE aims to follow a three-pronged strategy for changing our collective approach towards sustainability. First is by nudging individuals to practise simple yet effective environment-friendly actions in their daily lives (demand); second is by enabling industries and markets to respond swiftly to the changing demand (supply) and; third is to influence government and industrial policy to support both sustainable consumption and production (policy).

    The North Carolina Department of Health and Human Services and local health departments are working with lodging establishments impacted by Hurricane Helene to help them reopen safely. Hotels and motels are encouraged to submit Emergency Operations Plans to their local health department so they can reopen as quickly as possible while water systems and infrastructure continues to be repaired in western North Carolina.

    “We are working quickly to help businesses get back on their feet following catastrophic damage left behind by Hurricane Helene,” said NC Health and Human Services Secretary Kody H. Kinsley. “For either displaced families or tourism, helping hotels reopen is key to supporting recovery in the region.”

    Lodging establishments must have an approved power and electricity source available and also need an approved water source for bathing, hand washing and laundry service.

    Other important elements include: 

    • The facility is free from sewage or wastewater backing up or accumulating on the property
    • The facility must be able to flush toilets or have a contingency plan for flushing toilets
    • Any food or ice prepared using non-potable water will be discarded
    • Water fixtures with a non-potable water source, like ice machines and water fountains, must be turned off with signs posted that water fixtures cannot be used 

    “Hotels and motels not only serve as lodging for people who are visiting, they also help volunteers and people who need temporary housing while their homes are being repaired from storm damage. We are working with our local partners to get places back open safely and as soon as possible,” said NCDHHS State Environmental Health Director Larry Michael.     

    “We appreciate the support of NCDHHS with the issuance of this emergency operations guidance,” said Lynn Minges President and CEO of the North Carolina Restaurant and Lodging Association. “This re-opening guidance will help expedite the reopening of impacted businesses and help facilitate the process of business and economic recovery for the region during this important tourist season.”

    While western North Carolina continues to rebuild following Hurricane Helene, work is underway to get businesses up and running and many have reopened for visitors. Most highways in western North Carolina have reopened but some closures are still in place. If you have travel plans, make sure you check with your lodging establishment and on the status of the roads on your planned route before you travel.

  • MIL-OSI United Nations: Experts of the Human Rights Committee Commend Ecuador’s National Councils for Equality, Ask about State of Emergency Restrictions and Military Management of Prisons

    The Human Rights Committee today concluded its consideration of the seventh periodic report of Ecuador on how it implements the provisions of the International Covenant on Civil and Political Rights, with Committee Experts commending the State’s national councils for equality, and raising issues concerning restrictions imposed under the state of emergency and the deployment of military personnel to manage State prisons. 

    A Committee Expert welcomed that the State party had established national councils for equality.  How had the initiatives of the National Council for Gender Equality contributed to promoting gender equality?

    Another Committee Expert cited reports that freedom of movement and assembly had been considerably curtailed under the state of emergency, and that vulnerable sectors of society had been disproportionately affected by restrictions.  How would the State party ensure that measures taken under the state of emergency were strictly proportionate, time-bound and necessary?

    Under the state of emergency, military personnel had been deployed to administer prisons, the Expert noted.  Was the State party considering gradually withdrawing the military from prisons?  There had been complaints of torture and abuse of authority, as well as murders and arbitrary detention by military personnel in prisons.  Had the State party investigated these and prosecuted any personnel?

    Juan Carlos Larrea, Attorney General of State of Ecuador and head of the delegation, said that the Office of the Attorney General had carried out constant training for members of the national police and armed forces on international human rights and humanitarian law, the use of force, and the rights of persons deprived of liberty. The delegation added that the State party was working to strengthen training for prison staff.  It planned to train almost 7,000 staff over a five-year period.

    The delegation said the National Council for Gender Equality had a mandate to mainstream and monitor public policies on gender equality and promote the rights of women and persons from the lesbian, gay, bisexual, transgender and intersex community.  Some of the goals of the national agenda on equality were to reduce maternal and child mortality and teenage pregnancy, and there had been progress in these areas.

    The delegation said a state of emergency had recently been implemented to confront spiralling acts of violence, terrorism, internal armed conflict, and the prison crisis.  All measures implemented under a state of emergency needed to be time bound and to conform with principles of necessity and proportionality, and all states of emergency were monitored by the Constitutional Court.

    Formerly, Ecuador’s prisons were in effect being run by organised gangs due to a lack of oversight, creating a crisis in the prison system, the delegation said.  The State party had implemented the “Phoenix Plan” to regain control and safety in all prisons.  The armed forces were ensuring physical security in only eight of the 35 adult detention centres in the State. 

    The delegation also said armed forces personnel had been involved in 72 cases of habeas corpus, with personnel cleared of wrongdoing in 68 cases and the remaining cases still being investigated.  A specialised prosecutor’s unit had been established to investigate cases of harm or death caused by the armed forces and the prison service.

    In concluding remarks, Mr. Larrea said Ecuador was fully committed to implementing international human rights law and promoting respect for human rights.  It was facing challenges in the field of human rights, including spiralling international organised crime, but remained committed to addressing these.  The delegation hoped that the Committee would provide concrete recommendations that addressed the complex challenges Ecuador was facing.

    Tania María Abdo Rocholl, Committee Chairperson, in concluding remarks, said the dialogue had addressed historic human rights violations, measures to combat terrorism, reproductive rights, the independence of the judiciary, and the situations of human rights defenders and indigenous peoples, among other topics.  The Committee was committed to its mandate of guaranteeing the highest level of implementation of the Covenant in Ecuador.

    The delegation of Ecuador was made up of representatives of the Ministry for Women and Human Rights; National Council for Gender Equality; National Service for the Comprehensive Care of Adults Deprived of Liberty and Adolescent Offenders; Ministry of Foreign Affairs and Human Mobility; Office of the Attorney General of the State; Ministry of National Defence; and the Permanent Mission of Ecuador to the United Nations Office at Geneva.

    Presentation of the Report

    JUAN CARLOS LARREA, Attorney General of State of Ecuador and head of the delegation, said Ecuador had demonstrated its commitment to the promotion and protection of human rights through the ratification of the 27 United Nations instruments on human rights; the open invitation to the Rapporteurs and Special Procedures of the United Nations and the Inter-American system; timely and continuous submission of periodic reports; and the establishment of the national mechanism for the implementation, follow-up and monitoring of Ecuador’s international human rights recommendations.

    Ecuador had implemented public policies to comply with the provisions of the Covenant.  Notable achievements over the reporting period included the creation of the Ministry of Women and Human Rights; the decriminalisation of abortion in cases of rape; the implementation of the second phase of the spotlight initiative for the eradication of gender-based violence; and actions taken to improve the situation of persons deprived of liberty. 

    The executive had trained 25,844 people on the right to life, freedom of expression and peaceful protest, due process, the right to liberty, free mobility, equality and non-discrimination.  The judiciary had held training events on human rights which benefited 69,624 officials, professional associations and universities.  Similarly, the Office of the Attorney General had carried out constant training for members of the national police and armed forces on international human rights and humanitarian law, the use of force, and the rights of persons deprived of liberty. 

    The organic law on communication created a mechanism to protect the life and integrity of journalists and to develop indicators on murder, kidnapping, forced disappearance, arbitrary detention and torture of journalists.  The State was also developing protocols for their protection and to ensure prevention. So far in 2024, 97 alerts of aggression against media workers had been received.  In response to these, the Communication Council had carried out 78 protective actions, in addition to security workshops in conjunction with the national police and armed forces. 

    The National Council for the Equality of Peoples and Nationalities had drawn up the agenda for the equal rights of indigenous nationalities and peoples, the Afro-Ecuadorian people and the Montubio people. Representatives of organizations and civil society were consulted in its development.  In 2023, the National Council held 14 territorial conferences with members of organizations of Afro-Ecuadorian communities to examine issues related to the Decade for People of African Descent at the national and international levels and move forward with proposals for its fulfilment, from which support for the declaration of a second Decade was concluded.

    ARIANNA TANCA MACCHIAVELLO, Minister for Women and Human Rights, said the Ministry was dedicated to preventing, addressing, repairing and eradicating violence against women, children and adolescents.  The Ministry had 45 comprehensive protection services established within the framework of legislation and the national plan to prevent and eradicate violence against women 2020-2030.  There were State-run centres providing free psychological care, legal advice and social work services to victims of violence against women, and the State had cooperation agreements with shelters and comprehensive care centres.

    The recent establishment of the technical standard to mainstream a gender approach in all public policies and actions reinforced the State’s efforts.  The National Council for Gender Equality had formulated the national agenda for gender equality 2021-2025.  Further, in January 2024, the organic law for equal pay between women and men was approved, and 18 September was declared “Equal Pay Day” to raise awareness in society about the gender pay gap.  In May 2024, a law on reparation for relatives of victims of femicide was approved, which guaranteed family members the right to comprehensive reparation, scholarships and financial aid for children who were orphaned, and to medical and psychiatric care and counselling. 

    Ecuador has prioritised the elimination of sexual abuse and violence against children and adolescents in schools.  Among the main measures adopted were the national plan on the creation of protective educational environments and the public policy for the eradication of sexual violence in education. 

    The State Attorney General’s Office had a policy promoting access to justice for the lesbian, gay, bisexual, transgender and intersex community, which established guidelines for the investigation of hate crimes and discrimination against this group.  In addition, the diversity action plan 2022-2025 was adopted, which established 148 actions and 151 indicators to improve living conditions and guarantee equal rights for this community in Ecuador.  In 2023, a measure was introduced for the identification and prosecution of people and entities who discriminated against others based on sexual orientation, gender identity or expression.  The Ministry of Public Health had prepared a manual of good practices in comprehensive health care for this community.  From 2019 to June 2024, more than 39,000 services were provided for people who self-identified as lesbian, gay, bisexual, transgender and intersex.

    The organic law on human mobility determined the procedures to be followed in the event of inadmissibility at borders, deportation and expulsion, taking into account international standards on non-refoulement.  The extraordinary regularisation process for Venezuelan migrants, which began on 1 August 2022 and was still in force, had provided more than 97,000 exceptional temporary residence visas, including 871 visas for unaccompanied or separated children. Ecuador had been awarded for its good practices regarding recognition of sexual diversity and gender identity within refugee status determination procedures.

    Ecuador was committed to the protection, respect and promotion of human rights, in particular within the framework of the obligations assumed under the Covenant.

    Questions by Committee Experts

    A Committee Expert welcomed measures adopted by Ecuador in recent years to tackle serious human rights issues in the country. What measures had been adopted by the State party to implement the Views of the Committee concerning the cases of Isaías Dassum v. Ecuador and Pérez Barriga et al. v. Ecuador.  Had the State party established a procedure for implementing the Committee’s Views?  Had courts other than the Constitutional Court expressly referred to the Covenant’s provisions?  Could the delegation provide updated figures on training for public officials on the Covenant?  What was the situation of the Ombudsperson’s Office?  Did it have sufficient resources to fulfil its mandate? 

    Vulnerable sectors of society had reportedly been disproportionately affected by restrictions imposed under the state of emergency.  What safeguards were in place in this regard?  Under the state of emergency, military personnel had been deployed to administer prisons.  Was the State party considering gradually withdrawing the military from prisons? There had been complaints of torture and abuse of authority, as well as murders and arbitrary detention, by military personnel in prisons.  Had the State party investigated these and prosecuted any personnel? 

    The Constitutional Court had declared the state of emergency as being unconstitutional in 2023.  Why had the executive continued to maintain it, contrary to the Court’s decision?  Was the current state of emergency being monitored by the Court?  There were reports that freedom of movement and assembly had been considerably curtailed under the state of emergency.  How would the State party ensure that measures taken under the state of emergency were strictly proportionate, time-bound and necessary?

    Another Committee Expert asked for information on cases contained within the Truth Commission’s final report on historic human rights violations that had not been concluded.  Reportedly, a large percentage of cases had not been concluded 14 years after the report was issued.  How many persons had been provided with reparations?

    What court cases had been ruled on regarding terrorism in the last three years?  How was the State party ensuring fair trial guarantees for persons accused of terrorism? Around 35,000 people had reportedly been arrested this year alone on charges of terrorism.

    A Committee Expert welcomed that the State party had established national councils for equality.  What impact had these councils had in promoting equality and preventing discrimination?  How had the initiatives of the National Council for Gender Equality contributed to promoting gender equality?  The State party had provided training for members of the judiciary on sexual orientation and gender identity.  Was this effective in combatting discrimination against lesbian, gay, bisexual, transgender and intersex persons?  What impact had measures to improve health care for lesbian, gay, bisexual, transgender and intersex persons had?  What measures were in place to protect and improve the rights of transgender and intersex persons, including children?

    The police had registered 15,000 complaints of violence against women in 2021.  Had inquiries into these cases contributed to combatting impunity and ensuring reparation for victims?  What progress had been achieved by the plan to bolster training regarding violence against women?  What would be done to speed up the legislative process for cases of violence? How would the State party ensure that women who were victims of violence had access to remedy and appropriate protection mechanisms, including psychosocial and rehabilitation services?

    Another Committee Expert asked about the State party’s position on the United Nations’ human rights protection system.  The Expert welcomed that reform of the Democracy Code in 2020 had introduced gender parity on election lists, and said that there had been positive progress in the implementation of legislation to tackle gender-based violence in the political sphere.  However, there were 23 cases of violence against women politicians between 2022 and 2023, including two femicides, one of a female mayor.  How was the State party working to combat such violence and promote women’s participation in politics, including the participation of minority women? 

    Women’s representation in political bodies continued to be limited, particularly for minority women.  What awareness raising campaigns were in place to address stereotypes concerning women’s role in society?  Could the delegation comment on the implementation of the law on equal opportunities and the “purple economy”?

    There were reports of violence against indigenous peoples by the armed forces in the northern border area; had these been investigated and had cases been prosecuted?  Would the State party provide material reparation to indigenous communities affected by violence and the actions of resource sector companies?

    One Committee Expert said there were concerns regarding gaps in the protection system for the children of victims of violence. What steps had been taken to protect vulnerable children and to guarantee a sustainable budget for support payments for victims, so that families of victims could benefit? 

    The Committee was concerned by the high number of girls being subjected to sexual abuse, rape and incest.  Violence against girls in schools was reportedly endemic and girls were discouraged from reporting sexual attacks.  What measures were in place to protect vulnerable girls against such attacks?  What sanctions were imposed for sexual offences and what reparations were provided to girl victims?  Were vulnerable girls’ families provided with legal assistance? 

    Ecuador had expanded access to abortion for victims of sexual assault in a new law.  Would the State party decriminalise abortions in the case of malformation of the foetus?  Had the State party organised education for women and girls regarding contraception and established family planning counsellors within health care facilities? Had the State party approved guidelines for therapeutic abortion care and taken action to inform society regarding the law on abortion and medical centres where abortions were available? How did the State party ensure that there were health care professionals who were able to provide safe abortions in all remote and rural areas?  The Committee noted a Constitutional Court ruling calling on the State party to not prosecute health care professionals who performed abortions.  Had this been implemented?  How was the State party protecting the confidentiality of women who sought abortions?

    Responses by the Delegation

    The delegation said the Truth Commission had the mandate to investigate serious human rights violations occurring between 1983 and 1998.  The Commission’s final report documented enforced disappearances and other violations occurring during that period.  The Ombudsman had been called on to implement reparations for the victims of these violations; more than 150,000 direct and indirect victims had benefited from reparations.  Two criminal cases addressing historic human rights violations had been prosecuted. 

    A law preventing sexual violence and harassment in education had been developed and a national plan for addressing such violence had been implemented.  After victims of violence and harassment were identified, they were referred to mental health services.  The State party promoted the best interests of the child and their right to be informed in all matters affecting them.  Eleven protocols had been issued addressing sexual crimes against minors.

    A law permitting abortion in cases of rape was implemented in 2022 and inter-institutional mechanisms were set up to ensure that the law was properly applied.  Victims of rape did not need to file a legal complaint to access abortions. The prosecution was obliged to provide victims of rape with information on accessing abortions, and all health care facilities were required to provide information immediately on access to abortion in cases of rape.  The State party provided free and confidential guidance on abortions, and health care providers were required to protect the confidentiality of persons who sought abortions.

    The National Council for Gender Equality had a mandate to mainstream and monitor public policies on gender equality and promote the rights of women and persons from the lesbian, gay, bisexual, transgender and intersex community.  The national agenda on equality addressed the barriers faced by various groups of minority women.  Some of the goals of the agenda were to reduce maternal and child mortality and teenage pregnancy, and there had been progress in these areas.  Guidelines had been developed to ensure that vulnerable women had access to credit lines and the digital economy.  The State party was also promoting rural women’s access to land titles.  The police had carried out capacity building programmes addressing gender stereotypes and promoting positive masculinity.

    Formerly, Ecuador’s prisons were in effect being run by organised gangs due to a lack of oversight, creating a crisis situation in the prison system.  The State party had implemented the “Phoenix Plan” to regain control and safety in all prisons and promote the rehabilitation of all those deprived of liberty.  It was working to improve prison infrastructure to address overcrowding and was currently building two new prisons. 

    Protocols were in place to ensure cooperation between the armed forces and the national police in the management of prisons.  The armed forces were ensuring physical security in only eight of the 35 adult detention centres in the State.  The State party was working to strengthen training for prison staff.  It planned to train almost 7,000 staff over a five-year period.  This year, the State party would almost entirely eliminate mixed gender detention to prevent gender-based violence in prisons.

    Ecuador was fully committed to cooperating with the United Nations human rights protection system and was grateful for the support and advice that it offered to the State.  The Constitution allowed for the direct and immediate application of international human rights instruments ratified by the State. Regarding the case of Isaías Dassum v. Ecuador, investigations had been carried out and resolved in favour of the individual involved and reparation had been provided, in compliance with the Committee’s recommendations.

    Ecuador’s President had the ability to impose a state of emergency in cases of violence, threats to the State, and natural disasters. All measures implemented under a state of emergency needed to be time bound and to conform with principles of necessity and proportionality, in line with the Covenant.  A state of emergency had recently been implemented to confront spiralling acts of violence, terrorism and internal armed conflict, and the prison crisis.  All states of emergency were monitored by the Constitutional Court, which had questioned the restriction of rights in certain contexts.  The State party’s duty was to ensure that its people were able to live in a safe society free of corruption.

    The national allowance for orphans whose mothers had been murdered was a monthly allowance indexed to the monthly basic income. So far, 486 allowances had been provided to children.

    An agreement had been reached to strengthen relations with indigenous peoples and to prevent violence against indigenous communities.  There was also a protocol that aimed to protect indigenous peoples in voluntary isolation.

    Follow-Up Questions by Committee Experts

    A Committee Expert said there appeared to be a large gap between the legal and institutional framework on human rights and the situation on the ground.  The rate of femicide was on the rise and women were increasingly becoming victims of enforced disappearance, leading to an increase in orphaned children.  Had drug trafficking groups become so strong that authorities could not control them?  Why was the State party not sufficiently reacting to the prevailing environment of impunity?  What measures were in place to protect vulnerable groups, including children?

    Another Committee Expert said that the Prosecution Service had launched over 200 investigations into torture and abuse of authority by the police force.  Had any rulings been issued for these cases?

    One Committee Expert asked about the role of victims of past human rights violations in creating the Museum of Memory. Why had their proposals regarding the location of the Museum not been taken on board?  Had the prison population increased or decreased as a result of the security measures being implemented by the State party?  Were the prisons in which the armed forces were present the largest and most modern?  Were there plans to reduce the number of prisons administered by the armed forces?  The Expert commended the State party’s significant efforts to train prison guards. What was the current ratio of guards to prisoners?

    A Committee Expert said the allowance for children whose mothers were victims of femicide was a good measure, but all orphaned children needed to receive it.  What were the prospects for decriminalising abortions in cases other than rape or where the mother’s life was at risk?  Did the State party support access to contraception for low-income families?

    Another Committee Expert asked whether allowances given to children whose mothers were murdered were the same regardless of the number of children in the family.

    Responses by the Delegation

    The delegation said the Government would implement the single register on violence by the start of next year.  It had been providing training to public officials on the handling of sensitive information within this register.  The register would allow the State party to gain insights into patterns of violence in different areas of the country, as part of its efforts to eradicate gender-based violence.

    There was a five-year training plan for prison officials and 60 million United States dollars had been invested in improving the prison system this year.  Improving the national rehabilitation system was a priority for the Government.

    Questions by Committee Experts

    A Committee Expert asked about measures to prevent torture and ill treatment by the police against detained persons.  How did the State party ensure transparency in investigations of complaints against the police related to torture?  What redress was provided to victims of torture? What measures were being considered to strengthen human rights training for the police?

    The Transitional Council for Citizen Participation and Oversight was endowed with extraordinary powers allowing for the dismissal and appointment of judges and magistrates at the discretion of the executive branch, violating principles of judicial independence.  It appointed the Attorney General, judges of the National Court of Justice, and 137 other oversight authorities, and had reportedly removed judges and judicial officials who did not align with the political interests of the Presidency.  What mechanisms were in place to prevent conflicts of interest and ensure that the Council complied with international standards on judicial independence?  How was transparency and the participation of citizens ensured in the Council’s evaluations of public authorities?  When did the mandates of the Attorney General and the members of the Council expire?  Why did the Council still have “transitional” status?

    What mechanisms were in place to ensure that migrants at the northern border had access to basic services such as health, education and employment?  Were there programmes to protect migrant women and children from exploitation and abuse? How was discrimination against migrants addressed in regularisation and asylum processing?  Was the State party monitoring and evaluating asylum policies on the northern border?

    The Ecuadorian Government had reportedly failed to implement adequate protection measures for human rights defenders, allowing threats and attacks against these people to go unpunished and exposing them to the constant risk of violence and intimidation.  Had the State party strengthened the legal framework for protecting human rights defenders?  Were human rights defenders involved in developing policies that affected their work? What protection mechanisms were in place for at-risk persons?  Investigative journalists Anderson Boscán and Mónica Velásquez faced threats and were forced into exile in Canada after making complaints about Attorney General Diana Salazar’s alleged connections to organised crime networks.  Why were these persons’ security being jeopardised?

    One Committee Expert asked about the entity that carried out investigations into the excessive use of force.  How many officials had been prosecuted for the excessive use of force?  A 2024 decree called on the armed forces to participate in controlling internal order. Had the State party held a referendum on this decree, and did it comply with the Covenant?

    How did Ecuador guarantee the principle of non-refoulement?  What measures were in place to safeguard the physical security of asylum seekers and refugees?  Restrictions on the freedom of movement had limited migrants’ ability to find jobs. Curfews had affected migrants in street situations, who did not have a place to stay.  Had legal aid or counsel been provided by the State to defend asylum seekers’ rights in regularisation processes?  How was the State party ensuring access to justice for migrants who were victims of extortion?

    Indigenous peoples had been adversely affected by mining projects, including illegal mining linked to organised crime.  What consultation processes had been held regarding these projects?  The State party had adopted decrees but had yet to adopt a law on prior consultation and free, informed and prior consent regarding mining and resource projects. Would the State party speed up the adoption of such a law?  Oil spills had affected the environment and the health of indigenous peoples.  What preventive measures had been taken regarding oil spills and what reparations had been provided to affected persons?

    A Committee Expert said the Committee was concerned about conditions in places of detention and overcrowding, a serious and persistent problem in prisons.  Detainees lacked access to food, water and health services, and overcrowding also increased tensions between inmates and made the management of prisons difficult. Since January 2024, the overall prison capacity had increased by 7.8 per cent, but there were still 18 prisons with critical overcrowding at over 120 per cent capacity.  What measures were in place to address the issue?  Had the State party considered dismantling mega prisons?

    The Committee noted significant efforts by the State party to address the issue of human trafficking through training of judicial actors.  What were the prospects of establishing a specialised office addressing trafficking within the prosecution?  Had compensation been provided to victims of trafficking?  How were victims protected from criminal liability?  How did the State party promote the social inclusion of victims, protect them from revictimisation, and support their access to the labour market?

    Another Committee Expert said there had been more than 600 deaths of detainees between 2018 and 2023.  In March 2024, a violent riot in a prison had led to the death of 12 detainees, while another riot in July led to 18 deaths.  Two prison wardens had recently been murdered. Organised crime had reportedly infiltrated prisons, inciting these events.  What measures were in place to regain control of the prison system and promote the basic rights of prisoners?  How many deaths had occurred in prisons this year, and were there any deaths resulting from torture or ill treatment?  Would the State party grant access to prisons for the national preventive mechanism?

    The Committee was concerned about the reported penetration of organised crime into the judiciary.  Members of the judiciary were allegedly paid bribes to give shortened prison sentences to members of organised crime groups.  What investigations had been carried out into such allegations?  How did the State party ensure the integrity of investigations into corruption?  What was the disciplinary structure for judges and how was their independence guaranteed?

    In 2018, three journalists were kidnapped and murdered by organised crime and four journalists were murdered in 2022.  What investigations had been carried out into these events?  The judicial system was reportedly used as a tool for censorship against journalists. How did the State party ensure that journalists could carry out their work without interference?

    One Committee Expert said the Communication Council had been involved in promoting diversity in the media and in organising training on media workers’ rights.  What results had been obtained by training programmes?  Between July and December 2021, there were 62 reports of harassment against journalists.  What measures were in place to ensure that threats against journalists were properly investigated and punished?  During 2022 demonstrations, at least nine deaths were recorded and close to 200 people were arrested.  How did the State party guarantee the right to peaceful assembly and ensure justice for victims of excessive force by State officials?

    Was the law issued in 2022 on the use of force and firearms by the police in line with the Covenant?  Was civil society involved in the drafting of the law?  How was the law being implemented?  Did the State party provide training programmes on the law to police?

    How had the State party guaranteed access to justice for indigenous peoples in indigenous languages?  What obstacles were there in providing legal aid to indigenous peoples?  What measures were in place to strengthen the indigenous legal system and to ensure coordination between indigenous and regular legal systems?

    In some regions, authorities did not recognise the legal status of indigenous peoples.  Farmers who were defending their lands were reportedly perceived as criminals and harassed by authorities.  How was the State party preventing such harassment?

    Responses by the Delegation

    The delegation said training had been provided for around 500 prosecution staff and over 2,000 civil servants on investigating violent deaths of women and girls since 2022.  This year alone, over 500 members of the armed forces and other civil servants had participated in the prosecution office’s training on international human rights law. 

    The armed forces were ensuring internal security in the context of the high level of armed conflict occurring in the State, caused by organised gangs.  The activities of the armed forces strictly complied with human rights standards, regulations on the use of force and firearms, and principles of necessity and proportionality.  The State party was constantly updating provisions on the use of force in line with international standards.  During the first six months of this year, the murder rate had fallen significantly and criminal structures had been dismantled.

    The armed forces’ activities had helped to reduce criminal activities within the prison system.  The armed forces allowed oversight visits to prisons by Government bodies.  Members of the armed forces were trained in human rights, the use of force, and the protection of vulnerable persons.  Accusations of human rights violations by members of the armed forces were investigated in cooperation with public bodies.  Armed forces personnel had been involved in 72 cases of habeas corpus, with personnel cleared of wrongdoing in 68 cases and the remaining cases still being investigated.  A specialised prosecutor’s unit had been established to investigate cases of harm or death caused by the armed forces and the prison service.

    The State party was strengthening the national framework for the prevention of terrorism.  It was receiving international support to bring its legislation on terrorism in line with international standards.

    Ecuador ensured full reparation for direct and indirect victims of homicide, including through the law on support for family members of victims of femicide.  The public policy on reparation was being updated to strengthen support for victims’ relatives through consultations with civil society.  Support payments for orphaned children whose parents were murdered were increased progressively depending on the number of children in the family.

    State legislation protected the activities of human rights defenders.  An inter-institutional board was developing a comprehensive policy on the protection of human rights defenders and carrying out an analysis of threats faced by human rights defenders.  The State provided protection to victimised human rights defenders involved in court proceedings through the witness protection programme.  Regional councils of human rights defenders had been established.

    The Government had delineated certain areas as “protected land” where mining activities could not be carried out.  It had provided training on promoting the human rights of indigenous peoples and tackling their exploitation.  Over 3,000 interventions related to indigenous peoples had been carried out by the Government.  The State party worked closely with local autonomous governments to ensure the incorporation of indigenous knowledge into policies and activities to address climate change.

    Before implementing measures related to non-admission and deportation, investigations needed to be carried out to assess whether the individual concerned needed international protection.  Asylum seekers could receive free legal aid and the support of translation services if required.  An online platform to support asylum requests had been established; it had received more than 56,000 such requests.  Over 96,000 Venezuelan citizens had been granted temporary residency through a special procedure implemented in 2022.  Emergency care was being provided for the large number of migrants on the northern border in collaboration with international organizations and private sector bodies, to ensure that these migrants and asylum seekers received the highest standard of care.

    The State party had been procuring building materials and conducting repairs to improve prison infrastructure and the living conditions of detainees.  Accommodation in two prisons had recently been increased by 1,700 places.  The State had authorised the construction within 300 days of two new prisons to house a maximum of 800 detainees.  These would greatly reduce the rate of overcrowding. The Government was increasing human resources for administering these prisons.  Around 600 prisoners who had been detained for over five years and were not accused of violent crimes would soon be pardoned to further reduce overcrowding.

    The National Red Cross Committee had been training medical staff to improve health care in prisons.  A classification plan was in place to revise the classification of detainees to reduce the grouping of members of organised crime in prisons. Female detainees had been relocated to exclusively female prisons.  Over the next five years, the State party planned to recruit 700 new prison guards. A protocol on the handling of complaints within the prison system had been developed.

    Although a law on free, prior and informed consent had yet to be implemented, the Constitutional Court had established standards relating to this consent that needed to be respected by administrative authorities.  Bills had been developed to enact such a law that were currently before Parliament. The State party was undertaking environmental consultations that were in line with international standards in relation to upcoming mining projects.  It was also working to respect the life and integrity of indigenous peoples and preventing them from being harmed by the actions of third parties.  The Government had been successful in reducing conflict over indigenous territory and was fostering a culture of peace.  A health cordon had been established to improve the health conditions of people living in voluntary isolation.

    State legislation ensured respect for judicial independence.  No Government entity could interfere with the activities of the judiciary.  A roadmap had been developed to promote judicial independence through strict internal oversight of appointment, promotion and evaluation of members of the judiciary.  The Council of the Judiciary had implemented measures to ensure the safety of judicial operators.  The transitionary period for the Council for Citizen Participation and Social Control had concluded and its regular members were being appointed.

    There was a protection and early warning system for media professionals who were facing aggression.  The Government was strengthening its capacity to react to attacks against media professionals and to prevent such attacks.  Civil society organizations were involved in providing protection measures and improving the working environment for media professionals. 

    Follow-Up Questions by Committee Experts

    A Committee Expert asked why the State party allowed civilians to carry firearms in violent areas in the country.  Had any initiatives been adopted to regularise migrants who came into the country after 2022?

    Another Committee Expert said judges and prosecutors had been killed and the rule of law was in danger in the country.  Some judges had been murdered outside of the premises of the judiciary.  There needed to be effective protective actions to ensure the independence of the judiciary and the rule of law.  What transparency measures would be implemented to increase public trust in the judiciary?  It was positive that the State party had begun a reform of legislation on terrorism in cooperation with international bodies.  Would the bill of law being developed provide procedural guarantees in terrorism cases in line with the Covenant?

    One Committee Expert said that, since the deployment of armed forces across the territory, femicides, the enforced disappearance of women, and the violation of indigenous peoples’ rights had continued with impunity for offenders.  The State party had not ensured the protection of indigenous human rights defenders, whose rights were violated by the activities of mining companies. There were environmental issues threatening the lives of indigenous peoples that had not been investigated and several indigenous peoples were awaiting compensation.  Environmental rights defenders were continually harassed by authorities.  Could the delegation provide information on the killing of an indigenous chief in February 2024 who was protesting oil prospecting in his region?

    Another Committee Expert said poverty and insecurity were serious issues in Ecuador that were disproportionately affecting vulnerable groups.  How would the State party address these issues and protect the rights of workers?

    Closing Remarks

    JUAN CARLOS LARREA, Attorney General of State of Ecuador and head of the delegation, said Ecuador was fully committed to implementing international human rights law and promoting respect for human rights.  It was the first country in Latin America to receive a visit from the current High Commissioner for Human Rights, Volker Türk.  It was working to implement all recommendations issued to it by the United Nations human rights system.

    Ecuador was facing challenges in the field of human rights, including spiralling international organised crime and the current energy crisis, but remained committed to addressing these, and to strengthening efforts to promote the human rights of all people on its territory. It called on the international community to increase technical support for the promotion and protection of human rights in Ecuador.  The delegation hoped that the Committee would provide concrete recommendations that addressed the complex challenges that Ecuador was facing.

    TANIA MARÍA ABDO ROCHOLL, Committee Chairperson, thanked all those who had contributed to the dialogue.  The dialogue had addressed Constitutional and legal frameworks related to the Covenant, historic human rights violations, measures to combat terrorism, reproductive rights, the independence of the judiciary, detention conditions, the right to life, freedom of expression and association, trafficking in persons, and the situations of human rights defenders and indigenous peoples, among other topics.  The Committee was committed to its mandate of guaranteeing the highest level of implementation of the Covenant in Ecuador.

  • MIL-OSI USA: Seven California ports get more than $1 billion to shift to zero-emission operations, cut pollution

    What you need to know: The Biden-Harris Administration is granting more than $1 billion to California’s ports to accelerate their transition to zero-emission operations and create good paying jobs.

    SACRAMENTO – California ports are about to become cleaner and more climate friendly thanks to new funding from the Biden-Harris Administration. 

    Today, the U.S. Environmental Protection Agency announced seven California ports are receiving more than $1 billion to build zero-emission infrastructure and implement plans to clean up air quality. California ports received a third of the total funding announced today nationwide. The Port of Los Angeles is receiving the nation’s largest clean ports grant of $411 million, which will help the port shift to zero-emission operations. 

    Thanks to historic support from the Biden-Harris Administration and our state’s Congressional leaders, California’s ports are undergoing a rapid transition to become zero-emission. Cleaner ports means cleaner air for communities up and down our state – this is a huge win for our ports that are the backbone of the fifth largest economy in the world.

    California’s ports handle about 40% of the nation’s containerized imports and 30% of America’s exports. This funding is key to Governor Newsom’s build more, faster infrastructure agenda. See projects in your community at build.ca.gov.  

    California ports receiving funding from the federal Clean Ports Program include:

    • Port of Los Angeles — $411.69 million: This project aims to accelerate the port’s transition toward ZE on-terminal operations by significantly reducing air pollution in and around the port, deploying ZE cargo handling equipment (CHE), and enhancing electric vehicle charging infrastructure. 
    • Port of Oakland — $322.17 million: This project will support the vision of reducing emissions and fully decarbonizing port acti­­vities by transitioning to ZE alternatives for drayage trucks and cargo handling equipment.  
    • Port of Stockton — $110.47 million: This project will transform the port into the first small port with ZE terminal operations and increase the ZE workforce in Northern California. 
    • Port of San Diego — $58.6 million: This project will support the port’s longstanding commitment to the electrification of San Diego’s maritime cargo handling facilities and freight transportation by implementing the final electrification elements to transform San Diego’s maritime cargo terminals and the goods movement network on San Diego Bay.

    This morning, the Secretary-General is in Cali, in Colombia, where he is attending the high-level segment of the 16th meeting of the Conference of Parties to the Convention on Biological Diversity (COP16). In his remarks, he highlighted that nature is life, and yet we are waging a war against it, a war where there can be no winner. He is in fact about to deliver those remarks and he is expected to warn that no country, rich or poor, is immune to the devastation inflicted by climate change, biodiversity loss, land degradation and pollution, adding that these environmental crises are intertwined, they know no borders.
    The Secretary-General noted that when the Framework was adopted two years ago in Montreal, the world made bold commitments to living in harmony with nature by mid-century. He said that we must now turn these promises into acts.
    This morning, he had a series of bilaterals. He met with Leslie Voltaire, the President of the Transitional Presidential Council of Haiti. They agreed on the need to expedite the political transition towards holding elections. In the meeting, the Secretary-General appealed to Haitian stakeholders to set aside their differences and work together for Haiti’s peace and security.
    This afternoon, the Secretary-General will engage in discussions with indigenous people and local communities, as well as representatives of civil society, including youth and women.
    And I think he just met with Gustavo Petro, the President of Colombia.  Tomorrow, on the sidelines he will speak at an event on plastic pollution organized by the UN Environment Programme. He will also speak to journalists at a press conference before heading out of Cali and coming back to New York.

    You saw that last night we issued a statement in the Secretary-General’s name in which he expressed his deep concern at the adoption yesterday by the Israeli Knesset of two laws concerning the United Nations Relief and Works Agency for Palestine Refugees in the Near East, better known to all of us as UNRWA, and the laws which, if implemented, would likely prevent UNRWA from continuing its essential work in the Occupied Palestinian Territory, including East Jerusalem, as mandated by the General Assembly of these United Nations.
    The Secretary-General emphasized that UNRWA is the principal means by which essential assistance is supplied to Palestine refugees in the Occupied Palestinian Territory. There is no alternative to UNRWA.
    He calls on Israel to act consistently with its obligations under the Charter of the UN and its other obligations under international law, including international humanitarian law and those concerning the privileges and immunities of the United Nations. National legislation cannot alter those obligations. He is bringing this matter to the attention of the General Assembly and will keep the Assembly closely informed on the situation as it develops. 
    Philippe Lazzarini, the Commissioner General of UNRWA, added that these bills will only deepen the suffering of Palestinians, especially in Gaza, where people have been going through more than a year of sheer hell. He said that these bills increase the suffering of the Palestinians and are nothing less than collective punishment. Mr. Lazzarini also sent a letter to the President of the General Assembly to express those concerns in detail.

    TRENTON – Governor Murphy today signed an Executive Order establishing a new Economic Council, which will be supported by a newly established Development Coordination Committee. Under the executive order, the Economic Council will provide a regular forum for the business community and state government to discuss, collaborate, and solve issues important to the public and private sectors, and stimulate economic growth and prosperity. The new Development Coordination Committee will support the Council’s work in advancing development projects that require multiple state, county and local government approvals. 

    “The Economic Council will ensure that we continue to have a healthy collaboration between the business community and the state government,” said Governor Murphy. “Deepening our Administration’s strong relationship with various sectors across our state will stimulate growth within our economy. I look forward to the forum for ongoing dialogue, collaboration, and problem-solving to advance our shared economic goals.” 

    Since the beginning of the Murphy Administration, state officials have worked with legislative partners and industry stakeholders on policies to improve the role and function of the government in facilitating economic development. Since 2018, New Jersey has seen small businesses increase by over 40,000 or 19%, despite the effects of the global COVID-19 pandemic.

    The Economic Council’s co-chairs will be the Deputy Chief of Staff for Economic Growth and the Chief Executive Officer of the New Jersey Economic Development Authority. The co-chairs will designate representatives from industry to participate in working group discussions with the Council. Along with the co-chairs, the Council will also consist of the Governor’s Chief of Staff, Chief Counsel, Chief Policy Advisor, the State Treasurer; and the Executive Director of the Business Action Center, or their respective designees.

This will enhance information sharing by and between government agencies and project developers.

    The Development Coordination Committee will consist of the Deputy Chief of Staff for Economic Growth; the State Treasurer; the Commissioners of the Departments of Community Affairs, Environmental Protection, and Transportation; and the Executive Directors of the EDA, New Jersey Housing and Mortgage Finance Agency, Schools Development Authority, and Infrastructure Bank, or their respective designees. The Committee will also be tasked with reporting to the Council on recommended policies, initiatives or reforms that may be undertaken to reduce barriers to development or construction project disruptions or delays.

  • MIL-OSI USA: Warner, Kaine, and Scott Applaud $380 Million in Inflation Reduction Act Funding for the Port of Virginia

    WASHINGTON –  Today, U.S. Sens. Mark R. Warner and Tim Kaine (both D-VA) and U.S. Representative Bobby Scott (D-VA-03) announced $380,000,000 in federal funding for the Port of Virginia to accelerate its plan to become carbon-neutral by 2040. Warner, Kaine, and Scott advocated for this funding and sent a letter of support for this grant. The funding was awarded through the Environmental Protection Agency’s Clean Ports Program, which was made possible by the Inflation Reduction Act that the members helped pass. 
    “The Port of Virginia is one of the largest and busiest ports on the eastern seaboard, and it’s critical to Virginia’s economy and offshore wind industry. As the Port of Virginia continues to grow thanks to investments we’re making, we must also ensure we’re reducing greenhouse gas emissions, which result in negative health and environmental impacts for our communities,” said the lawmakers. “That’s why we’re thrilled that this federal funding, which was made possible by theInflation Reduction Act we supported, will accelerate the Port’s efforts to achieve net-zero carbon emissions by 2040 and further cement Virginia’s place as a leader in clean energy.”  
    The Inflation Reduction Act made historic investments to support clean energy projects. It included clean energy tax credits that have incentivized a series of corporate investments in Virginia, including:
    A $681 million investment by LS GreenLink to build a state-of-the-art facility to manufacture high-voltage subsea cables used for offshore wind farms inChesapeake, which will create over 330 jobs in Virginia.
    An investment of over $400 million by Topsoe to build a new manufacturing facility in Chesterfield County, which will create at least 150 new jobs in Virginia.
    An investment of $208 million by Mack and Volvo Trucks—in addition to a federal grant award of over $208 million for the company—to sustain 7,900 union jobs and create 295 new jobs in Virginia, Maryland, and Pennsylvania. Volvo Trucks is the second largest employer in the New River Valley, sustaining 3,600 jobs in Dublin, including 3,200 United Automobile Workers (UAW) jobs. In September 2024, Warner and Kaine visited Volvo’s New River Valley plant to celebrate the investment.
    Today’s announcement builds on other transformational investments made to the Port of Virginia by the Biden-Harris administration with the backing of Warner, Kaine, and Scott. That includes $225.4 million to fully fund the Norfolk Harbor Deepening and Widening Project, which will improve navigation and expand capacity by deepening and widening Norfolk Harbor’s shipping channels, allowing for two-way traffic in and out of the harbor. Of this amount, $141.7 million was made available through the Infrastructure Investment and Jobs Act and $83.7 million was provided through the Fiscal Year 2022 omnibus appropriations bill.
    The Port also previously received $20 million in federal funding from the Department of Transportation for improvements to Portsmouth Marine Terminal that will allow it to serve as a staging area to support the manufacturing and movement of offshore wind goods to support the 2.6 gigawatt Coastal Virginia Offshore Wind commercial project and other commercial offshore wind projects up-and-down the East Coast. Warner, Kaine, and Scott led a Virginia Congressional Delegation letter to Secretary of Transportation Pete Buttigieg in support of the Port’s application for that funding.

    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), U.S. Senator Patty Murray (D-WA), U.S. Representative Rick Larsen (D, WA-02), and U.S. Representative Derek Kilmer (D, WA-06) announced six grants to help ports in the State of Washington invest in critical infrastructure upgrades. The competitive grants were awarded by the Environmental Protection Agency’s (EPA) Clean Ports Program, one of many important infrastructure upgrades and carbon reduction initiatives that the lawmakers supported in the historic Inflation Reduction Act.

    The Port of Anacortes is receiving $63.8 million to fund a major conversion of port equipment to battery electric power and $1.3 million for additional planning work.

    “This major federal investment will enable the Port of Anacortes to electrify its operations and bring in much-needed new cargo handling equipment that will help the Port expand. Boosting the Port’s efficiency and capacity will create 50 new high-paying jobs, introduce more apprenticeships, and maintain payrolls for over 1,000 locals currently employed by the Port and its tenants,” said Sen. Cantwell.

    “The Port of Anacortes is an important part of Washington state’s maritime infrastructure and a huge mover for Skagit County’s economy—these federal resources will help ensure the Port can more quickly implement its zero-emissions strategy while creating local jobs,” said Sen. Larsen, the lead Democrat on the Transportation & Infrastructure Committee. “Thanks to the Inflation Reduction Act, the Port of Anacortes has the funding it needs to electrify cargo handling operations on the Guemes Channel waterfront and reduce emissions. Congress must continue to make bold, long-term investments in Northwest Washington ports to create more jobs and build a cleaner and greener future.”

    With the funds, the Port of Anacortes will buy a range of new battery electric equipment including five tow tractors, 16 forklifts, six marine travel lifts/cranes, five boom/aerial lifts, two material handlers, and seven vessels. This will improve community engagement, grow workforce opportunities, and increase access to quality jobs, while lowering local air pollution. The Port is contributing $10,312,006 towards the project.

    The Port of Port Angeles is receiving $9.4 million to purchase all-electric, zero emissions cargo handling equipment and enhance shore power offerings.

    “The Port of Port Angeles links the forest products industry with customers across the globe. Investing in new shore power and electric equipment will reduce costs for the Port, its tenants, and forest products businesses that support more than 1,500 jobs on the Olympic Peninsula,” said Sen. Cantwell.

    “From replacing equipment fueled by diesel to building out new charging and grid infrastructure—this federal funding will help Port Angeles reduce emissions, create more jobs, and compete in the 21st century,” said Sen. Murray. “I was proud to help pass the Inflation Reduction Act and help secure a landmark investment in building a stronger, clean energy economy—it’s good to see federal dollars come back to the Olympic Peninsula.     “Our ports are amazing engines of economic growth and opportunity,” said Rep. Kilmer. “That’s why this investment from the EPA is such a big deal, especially for folks on the Olympic Peninsula. Thanks to funding from the Inflation Reduction Act, we are taking major steps toward improved safety, decreased costs, and reduced emissions at the Port of Port Angeles, without the costs falling solely on the backs of local taxpayers.     With the funds, the Port of Port Angeles will buy a variety of new zero emissions equipment including a reachstacker for handling heavy cargo, a conveyor for handling bulk cargo, and clean forklifts for handling lighter cargo. This investment will replace existing diesel equipment. The Port will also enhance their shore power offerings, upgrading the electrical service cabinets and buying mobile shore power cable management units.

    In addition, the EPA awarded three planning grants under the Clean Ports Program. The Northwest Seaport Alliance received $3 million, the Port of Seattle received $2.9 million, and the Port of Bellingham received $1.5 million.

    The Inflation Reduction Act of 2022 created and provided $3 billion in funding for the Clean Ports Program to jumpstart investments in zero-emission port equipment and infrastructure, as well as improve climate and air quality planning at U.S. ports. The goals of the Clean Ports Program are to:

    • Build a foundation for the port sector to transition over time to fully zero-emissions operations, positioning ports to serve as a catalyst for transformational change across the freight sector.
    • Reduce diesel pollution (criteria pollutants, GHGs, and air toxics) in near-port communities.
    • Help ensure that meaningful community engagement and emissions reduction planning are port industry standard practices.

    Sen. Cantwell advocated for creation of EPA’s Clean Ports Program as part of the Inflation Reduction Act, and has consistently championed investments in Washington’s ports. Along with securing the Water Resources Development Act in the 2023 NDAA, Sen. Cantwell also successfully fought to include the 2019 legislation that reauthorized U.S. Department of Transportation’s Maritime Administration’s Port Infrastructure Development Program (PIDP), which she co-authored. As Chair of the Senate Committee on Commerce, Science, and Transportation, Sen. Cantwell worked to include a record $2.25 billion for the PIDP in the Biden-Harris Infrastructure Law. In September 2021, Sen. Cantwell led a letter calling to boost funding for the PIDP program to help address the ongoing issues with port congestion. Subsequently, in 2022, the U.S. Department of Transportation’s Maritime Administration’s (MARAD) awarded $71.4 million in PIDP funding to five ports in Washington state.

    As then Assistant Majority Leader, Sen. Murray helped ensure passage of the Inflation Reduction Act and worked to help establish EPA’s Clean Ports Program. As Senate Appropriations Chair, in Fiscal Year 2024, Sen. Murray secured $9.29 billion in essential funding for EPA’s critical responsibilities to protect our environment and public health. Under tough fiscal constraints, Sen. Murray provided modest increases across all EPA programs in the face of drastic cuts proposed by House Republicans—ensuring EPA could keep researchers, scientists, and other specialists on the job to safeguard our environment and make today’s awards possible.

    Sen. Murray has been a champion of Washington state’s ports, from making sure ports were eligible for the RAISE (originally TIGER) grant program she created as Chair of the Transportation Appropriations Subcommittee in 2009. The RAISE program Sen. Murray established marked the first time port authorities were eligible to apply for competitive federal grants. As a senior member—and now Chair—of the appropriations committee, Sen. Murray helped create and fund PIDP; the competitive grant program was established in the Fiscal Year 2019 transportation appropriations bill, which was enacted in February 2019. Since then, Sen.     Freshwater Ranger Suze Harris is based in Hokitika and studies migratory galaxiids on the West Coast. Here she explains a summary of what whitebait grow up into, and what habitats you can find them in.

    There are 5 whitebait species in the Galaxiidae family (excluding smelt/cucumber fish, which are not a true galaxiid). Each have their own habitat preferences and unique behaviours! They do not have scales and tend to be nocturnal to feed on aquatic and terrestrial invertebrates while avoiding predation by bigger fish.

    Īnanga (Galaxias maculatus)

    The most famous of the whitebait species, making up 90% of any whitebait fritter (depending on the river). Highly fecund (produce a lot of eggs) and live close to the coast. They are weak swimmers and cannot climb, so they stick to slow-moving waters such as wetlands, swamps and lowland streams. Their greatest threats are fish passage barriers (such as overhanging, perched culverts or structures with high velocities running through them), habitat loss, and introduced species. Īnanga spawn in autumn on spring tides on the sides of creeks and rivers. Generally, they live 1-2 years, some spawn twice. Like the rest of the whitebait species, they can live a lot longer in captivity.

    Giant kōkopu (Galaxias argentus)

    Giants are the largest of the whitebait species, with the record length being 450mm, and were the first Galaxiidae to be described in 1789. The golden spots are very distinctive, and its colour pattern inspired the generic name of Galaxias to the whitebait family – referring to the profusion of stars in the galaxy. They are territorial in nature, usually lurking in slow-flowing waters in lowland runs and pools, and feast on large insects like cicadas and wēta. Their spawning ecology is still being unravelled by ecologists, a recent study suggests there are freshwater migrations to and from their domain to spawn.

    Eggs are deposited in floods during autumn on the banks of dense canopy cover. They usually run later in the whitebait season. Because they require instream cover with overhanging vegetation, they are disappearing from the east coasts of both islands. Some can live beyond 20 years, up to 40 years in captivity.

    Bandeds are common throughout the coast, and are the smallest in the whitebait stage, often golden in colour. They are difficult to differentiate from the other kōkopu when they are young, but the key feature in larger fish are stripes connect over their backs, which is easiest to see towards their tail. They rely on terrestrial insects and are sensitive to intensive land development and sedimentation, hence why they are less common on the east coasts of both islands. They are happy in any type of forests, including pine, beech, and rainforests.

    Shortjaw kōkopu (Galaxias postvectis)

    The rarest of the whitebait species, shortjaws are named due to their overbite. They do not have distinct markings other than a black patch behind their gill plate, a blue-green eye, and a dark fringe on their fins. Territorial in nature, they like rocky streams with stable pools to live out their adult lives, likely ranging between 7-15 years. Little is known about these fish due to their solitary nature, but like the other kōkopu species, they spawn in autumn floods on the banks of streams, eggs develop in moist leaf litter and get carried away by floods out to sea. They tend to not coincide with beech forests, so are very rare south of Ōkārito.

    Smoothwater River is the furthest southern record on the West Coast, and none have ever been recorded in Fiordland. They are now thought to be extinct from Canterbury. The West Coast is the densest area for shortjaws nationally due to habitat availability and decent water quality.

    Kōaro (Galaxias brevipinnis)

    Also called climbing galaxias, Kōaro are the best climbers of the galaxiid family. They have elongated bodies with similar golden markings to a leopard. Their enlarged pectoral fins are ribbed, helping them climb any wet vertical surface. They can be found at the headwaters of rivers such as the Arahura and the Haast, even in the heart of the Southern Alps, which makes their larval migration out to sea incredible. There are lake-locked populations in NZ, including Lake Wānaka. They like rocky, tumbling streams and can be seen “moon bathing” on top of wet rocks in streams at night, which is likely a tactic to avoid tuna (eel) predation.

  • MIL-OSI Economics: Good news for the Páramos at COP16

    CAF -development bank of Latin America and the Caribbean, with the support of Cumbres Blancas, positioned itself at the COP16 in Cali as the first multilateral institution to address the protection of the páramos with a comprehensive vision that seeks not only environmental conservation, but also the improvement of the quality of life of local communities that depend on these ecosystems.

    High mountain ecosystems, especially páramos, play a fundamental role in environmental sustainability and the well-being of millions of people. However, climate change, unsustainable land use and other human activities are seriously threatening these strategic ecosystems.

    In this context, the páramos, which are found exclusively in Colombia, Ecuador, Peru and Venezuela, are recognized as the most biodiverse high mountain ecosystems in the world. They are home to more than 35,000 species of plants and vertebrates, ranking first in diversity of birds, mammals and amphibians, and second in reptiles. In addition, these ecosystems provide critical services to more than 60 million people who depend directly on their resources, including water and energy supply for cities such as Bogotá, Quito, and Cuenca.

    The alliance with Cumbres Blancas reflects the institution’s commitment to promote concrete actions for the restoration and protection of the páramos, and aims to develop initiatives such as the construction of community nurseries, the creation of green employment capacities, and the restoration of watersheds, which are vital to guarantee access to drinking water and energy in these regions.

    CAF’s strategic actions in the páramos are aimed not only at mitigating the impacts of climate change, but also at fostering the resilience of the communities living in these territories. Community nurseries, for example, will be a fundamental tool for restoring native flora and reforesting degraded areas. In addition, the creation of green jobs in sectors such as sustainable agriculture and natural resource management will directly contribute to improving the socioeconomic conditions of local populations.

    Alicia Montalvo, CAF’s Climate Action and Positive Biodiversity Manager, said, “The challenge we face is not only to protect the biodiversity of the páramos, but to translate our knowledge and efforts into concrete actions to ensure their preservation. Our collaboration with ACTO and other institutions is key to obtaining accurate data and coordinating regional efforts, ensuring that resources are optimally invested where they are most needed.

    CAF has already launched several initiatives in the region, ranging from ecological restoration to the promotion of sustainable bio-businesses. One of the most outstanding examples is the work being carried out with the 56 Puruhá indigenous communities of the Cotopaxi páramo, in Ecuador, through a bio-business project promoted together with the Global Environmental Facility (GEF), the Ministry of the Environment and the Heifer Foundation. This project aims to strengthen the organic quinoa production chain and improve the socioeconomic conditions of more than 600 families.

    In addition, CAF is promoting, in collaboration with the GEF, a project that seeks to reduce the climate risk affecting paramo populations in Colombia, Ecuador, Peru, and Bolivia. This initiative will directly benefit more than 360,000 people, improving the capacity to adapt to climate change in these vulnerable areas. The goal is to ensure that these strategic ecosystems can continue to provide vital services to local populations.

  • MIL-OSI USA: Senator Peters Announces Nearly $119 Million in Federal Funding to Improve Rail Infrastructure Across Michigan

    WASHINGTON, DC – U.S. Senator Gary Peters (MI) announced that the Federal Railroad Administration (FRA) is investing $119 million to support five major commercial and passenger rail improvement projects across Michigan. These projects are funded by the FRA’s Consolidated Rail Infrastructure and Safety Improvements (CRISI) Program, which was funded through the bipartisan infrastructure law Peters helped enact.   
    “Michigan communities and businesses depend on rail infrastructure for safe and efficient transportation of essential goods across the state, as well as to regional and global partners,” said Senator Peters. “These five projects will strengthen our railways and expand shipping capacity while creating jobs and spurring economic growth.”
    Below are descriptions of each project:
    Detroit RECHARGED – Realizing Environmental Changes Happening Around Railroads Generating Equitable Development: The Michigan Department of Transportation will receive $67,440,000 to improve and expand capacity of the Livernois Intermodal Facility by installing 17,200 feet of new rail track. The project will also make important site enhancements on at the Livernois Intermodal Facility, including new pavement and replacing aging diesel gantry cranes with new hybrid and fully electric models.
    Huron Subdivision Track & Service Improvement Program: The Lake State Railway Company will receive $27,130,810 to install approximately 52 miles of continuous welded rail between Pinconning and Alpena. Funding will also improve 34 highway-rail crossings and upgrade train signal devices at 13 locations along the route. 
    Leveraging Ludington: The City of Ludington will receive $16,400,000 to make improvements along a key rail route between Ludington and Grand Rapids, and enhance the Ludington Rail yard to improve efficiency and reliability of safe movement of goods throughout the area. 
    Wolverine and Blue Water Capacity Enhancement: The National Railroad Passenger Corporation (Amtrak) will receive $8,384,000 to restore functionality of the historic double-track on Amtrak’s Michigan Line between Glenwood Road and Niles in Wayne Township. This project will maximize performance and improve service speed.
    Enhancing Grade Crossing Safety in Rural Areas through FRA’s LiDAR Data, Machine Learning, and Collaborative Risk Assessment for Railroads and Highway Agencies: Michigan State University will receive $428,133 to conduct research aimed at improving the safety of rural rail crossings. Researchers will utilize Light Detection and Ranging (LiDAR) data provided by the Federal Railroad Administration to analyze rural crossings and develop new approaches for identifying roadway hazards.
    The CRISI grant program invests in railroad infrastructure projects that improve safety, efficiency and support economic development in communities across the country. Peters has consistently advocated for the CRISI program and fought for Michigan applicants. Last year, he announced a $20 million CRISI grant awarded to MDOT for replacement of the Manistee River Bridge in Manton. As Chairman of the Commerce Subcommittee on Surface Transportation, Maritime, Freight, and Ports, Peters held a field hearing in Lansing earlier this year to highlight the importance of the bipartisan infrastructure law and grant programs like CRISI for improving Michigan’s transportation infrastructure across the state.   • MIL-OSI Security: Balgonie — White Butte RCMP asks members of the public for assistance identifying semi

    On October 12, 2024, White Butte RCMP received a report of a chemical spill on Highway #46.

    Investigation determined a semi hauling a belly dump style of trailer left a business on the Service Road in Balgonie. While driving south on Highway #46, then continuing on to Highway #1 toward Winnipeg, the semi spilled fertilizer it was hauling. The semi did not stop at the scene of the spill.

    The Balgonie Fire Department, Ministry of Highways, Ministry of Environment and Regina Bypass responded to – and are managing – the spill and clean-up, and were responsible for the closure of the highway that resulted from the spill. Any questions on these matters can be directed to the appropriate agency.

    White Butte RCMP is now investigating whether there is a criminal element to the spill, including gathering information about the vehicle driver’s failure to stop after the spill and determining whether the resulting cost of clean-up constitutes mischief.

    The vehicle and driver have not been identified at this time.

    White Butte RCMP is asking members of the public for assistance. If you saw the semi spilling fertilizer on Highway #46 between 5:15 and 5:45 a.m. on October 12, or if you potentially captured security or dashcam footage of it, contact White Butte RCMP by dialling 310-RCMP.

    Today, U.S. Senator Kirsten Gillibrand and Senate Majority Leader Chuck Schumer announced that the U.S. Environmental Protection Agency (EPA) has selected the Port Authority of New York and New Jersey (PANYNJ) to receive an anticipated $344,138,135 through EPA’s Clean Ports Program for its proposed project, Catalyzing Change: Zero-Emissions NY-NJ Port Projects for a Greener Future. This project will support the installation of zero-emission equipment and promote good-paying and union jobs at the Port of New York and New Jersey. The grant is funded by the Inflation Reduction Act, the most substantial climate change and clean energy legislation in history. Senator Gillibrand was an original cosponsor and champion of the standalone legislation (the Climate Smart Ports Act) to create the Clean Ports Program, and she helped secure its enactment as part of the Inflation Reduction Act.
    According to the EPA, PANYNJ’s proposed project “includes the deployment of electric cargo handling equipment and drayage trucks with supporting charging infrastructure, including through a ZE Equipment for Ports (ZEEP) Voucher Incentive Program and Green Drayage Accelerator (GDA) program. PANYNJ commits to reducing the number of polluting vehicles at the port by scrapping a portion of the existing fleet. The project also includes the installation of vessel shore power infrastructure. As part of this project, PANYNJ will implement a comprehensive community engagement plan and train workers to operate and maintain new equipment and infrastructure.”
    In addition to the over $344 million grant for the zero-emission technology deployment project, EPA selected PANYNJ to receive $3,000,000 to support a proposed climate and air quality project, which is also through EPA’s Clean Ports Program.  
    “I fought hard to secure $3 billion via the Inflation Reduction Act for the EPA to fund a new program for zero-emission port equipment and to modernize infrastructure as well as climate and air quality planning at ports across the country,” said Senator Schumer. “I’m proud to announce more than $344 million—the second largest award in the country—for the Port Authority of New York and New Jersey to deploy zero-emission equipment, install charging equipment, and train workers for new green jobs. This substantial federal investment will help transform Port Liberty NY on Staten Island by replacing harmful diesel-powered equipment with zero-emission electric infrastructure.”
    “This over $347 million investment in the Port Authority of New York and New Jersey will lay the foundation for a stronger, more sustainable future,” said Senator Gillibrand. “This funding will promote the use of zero-emission equipment and clean power, as well as train workers for the green energy jobs of the future.     The selection of the PANYNJ projects was announced as part of the Biden-Harris administration’s Investing in America agenda, which today announced nearly $3 billion of investments in Clean Ports.

    Memorandum of Understanding Strengthens Ongoing Federal Collaboration and Advances the Biden-Harris Administration’s Clean Energy Objectives

    As part of the Biden-Harris administration’s commitment to expand offshore wind opportunities and advance an all-of-government approach to address the climate crisis, the Bureau of Ocean Energy Management (BOEM) today announced a Memorandum of Understanding (MOU) with the Department of Defense (DOD) to support the coordinated development of wind energy generation on the Nation’s Outer Continental Shelf (OCS). Today’s MOU will help further institutionalize the deep collaboration between BOEM and DOD that is ensuring that offshore wind lease areas and project plans strengthen the nation’s energy security in ways that are compatible with military operations.

    Elizabeth Klein, BOEM director and Brendan Owens, assistant secretary of defense for energy, installations, and environment signed the MOU during a ceremony at the Offshore WINDPOWER Conference in Atlantic City, NJ.

    “BOEM is dedicated to establishing a strong offshore wind industry that supports communities and co-exists with other ocean uses,” said BOEM Director Elizabeth Klein. “Our collaboration with the Department of Defense is crucial to ensure offshore wind development is carried out efficiently and sustainably, while minimizing impacts to military operations.”

    “DOD is committed to working across the U.S. government to accelerate the ongoing clean energy transition, which is critical to ensuring access to in order to fulfill our mission,” said Honorable Brendan Owens. “We will continue to work with BOEM and our other interagency partners, to find solutions that enable offshore wind development while ensuring long-term compatibility with testing, training, and operations critical to our military readiness.”

    DOD and BOEM share responsibility for ensuring that offshore wind project plans consider military preparedness requirements. The new MOU will define and clarify the roles and duties of both organizations during leasing and project review. This collaborative approach also includes participating in Intergovernmental Renewable Energy Task Forces.

    The MOU calls for DOD and BOEM to:

    • Find mutual solutions that support renewable energy in a manner compatible with essential military operations.
    • Collaborate as early as possible in the offshore wind leasing process.
    • Regularly communicate and exchange information at the staff and leadership levels.
    • Determine what areas should be deferred from leasing to enable the performance of DOD activities on the OCS.

    The MOU signed today expands on and complements the July 1983 “Memorandum of Agreement Between the Department of Defense and the Department of the Interior on Mutual Concerns on the Outer Continental Shelf” that continues to provide a framework for coordination between the agencies regarding energy development on the OCS.

    DOD and BOEM support the Biden-Harris administration’s goals to address the climate crisis and create good-paying jobs by deploying 30 gigawatts of offshore wind energy capacity by 2030 and 15 gigawatts of floating offshore wind energy capacity by 2035.

    SIERRA VISTA, AZ — Yesterday, Governor Katie Hobbs joined the Audubon Society, The Nature Conservancy, environmental advocates, and officials from Sierra Vista, Cochise County, Fort Huachuca and the Bureau of Land Management to announce a $1.5 million grant for Cochise County to complete a water recharge project on the San Pedro River. 

     

    “The San Pedro River is a one-of-a-kind desert river that plays a critical role in the habitat and ecosystem of the region,” said Governor Katie Hobbs. “This funding isn’t just dollars and cents, it’s a down payment on the state’s long-term commitment to securing Arizona’s water future. Important water conservation projects like this, alongside efforts to reform rural groundwater management will bring real solutions to build a sustainable future across the entire state.”

    With the support of the grant, the Coyote Wash Stormwater Management Project will capture additional precipitation and stormwater to recharge the aquifer, protect flows in the San Pedro River, and improve water quality. 

    “Thank you to Governor Hobbs for recognizing the efforts we have made to protect our San Pedro River,” said Sierra Vista Mayor Clea McCaa. “As the major migratory corridor for wildlife, the San Pedro River is crucial for both the health of our environment and for the vitality of our communities here in Cochise County. The City of Sierra Vista has worked with our partners at the local, state, and federal levels to implement innovative and responsible water management for decades and we continue to work on that today.”

    “We have to protect the Fort, as well as the people, as well as the river,” said Cochise County Supervisor Ann English. “This is the last mile and last dollar we needed to finish this project. We’ve been working on this project, as well as many other conservation projects for years because we knew it needed to happen. Our flood control department and our staff in the supervisors office all have been and are committed toward working toward a better water future for Cochise County.”

    “The Nature Conservancy is thankful for the investment by Governor Hobbs in the Cochise Conservation and Recharge Network’s Coyote Wash Project,” said Kim Schonek, The Nature Conservancy’s Arizona Water Program Director. “Long-term collaboration with state, local, and federal partners combined with sound science led to the development and design of this project. These efforts are key examples of how water managers can plan for a resilient future that balances water needs for communities and nature.”

    Prior to the announcement, the Governor joined local advocates and stakeholders for a tour of the river to see its current condition and the wildlife it supports. This grant is part of the Hobbs Administration’s efforts and commitments to protect Arizona’s water supplies and improve sustainable water management practices.

    DOC’s seasonal experiences (including Milford, Kepler, Routeburn, Tongariro Northern Circuit and Whanganui Journey Great Walks) open across October and November for the peak summer season that runs from now until the end of April.

    DOC Heritage and Visitor Director Catherine Wilson, shares her top advice for all those planning to get into nature over the next few months, whether on a Great Walk, a day hike or somewhere further off the beaten track.

    “Spring is a beautiful but unsettled time in the outdoors. Rivers can rise quickly from rain or snowmelt and avalanche danger can continue through spring and early summer.

    “We’re keen to ensure outdoor adventures are truly memorable experiences for all the right reasons. We also want people to be mindful that, as it gets busier, their behaviour can make all the difference for our species and places.

    “DOC’s website and visitor centres hold important safety information for anyone preparing to head out. Those planning tramping trips should check the latest weather and safety information, pack the right gear with extra layers and plenty of food and water, and let others know where they are going and when they expect to return.

    “We ask people to help protect the land, water and wildlife in the natural areas they visit – give wildlife space, never feed the birds, use toilets provided and take litter away with them or put it in a bin.”

    “We’re also reminding people of the importance of paying their hut and campsite fees to make a fair contribution and help keep these facilities available in future. Visitors paying the New Zealand rate on the Great Walks will need to carry proof of ‘ordinary residency’ to show rangers and visitor centres.

    Catherine Wilson says bookings are looking promising for the coming season with Great Walks bookings up 19% on the same time last year.

    “Milford, Routeburn and Kepler are close to or at capacity, but there is still plenty of space available across the network of 11 walks.

    “International bookings are similar to last year accounting for approximately 25% of all bednights.

    And it’s not just Great Walks people should plan ahead and book for this season, says Catherine Wilson.

    “DOC will be continuing with a free booking system for Tongariro Alpine Crossing as we work to manage visitor pressures and safety on this popular day hike.

    “Bookings for huts and campsites outside of the Great Walks, are very strong this year, up 40% on the same time last year as weather-damaged facilities re-open and additional popular facilities become bookable.”

    Scientists comment on the Lancet Countdown on health and climate change report.

    Dr Josh Foster, Lecturer in Human Environmental Physiology, King’s College London, said:

    “The report highlights the growing number of extreme heat events worldwide, which are associated with severe health impacts. Air conditioning is unaffordable for most in the UK, making us highly vulnerable to increased risks of indoor overheating. The UK’s older population are at particularly high risk due to slow uptake of adaptation measures, such as building modifications, development of personal cooling systems, and up to date public health messaging. During the 2022 heat wave, over 4,000 deaths were reported in the UK’s older population, and temperature extremes have worsened exponentially over the last decade. The trends highlighted in the Lancet report are therefore alarming and will result in more frequent mass mortality events in older people as the devastating impacts of climate changed are realised. At King’s, the Centre for Ageing Resilience in a Changing Environment (CARICE) is pioneering research into improving the resilience of older people to extreme heat. We focus on the urgent need to develop solutions to combat indoor overheating, decreasing strain on our already overstretched healthcare systems.”

    Dr Nathan Cheetham, Senior Postdoctoral Data Scientist, King’s College London, said:

    “The UK Met Office has recorded official heatwaves in each of the past 3 years, with the extreme heatwaves like the UK faced in summer 2022 set to become more regular.

    “As the latest Lancet Countdown report highlights, these changes in climate pose particular health risks for older people, especially those living in poorer areas of cities where houses cope less well in heat.

    “And, similar to what we saw with the COVID-19 pandemic, it is key workers who tend to be most exposed and unable to shield as easily during heatwaves, such as those working in one of our many hospitals without air conditioning, or outdoor construction workers.

    “The report also emphasises that emergency responses and adaptations to deal with the health risks of climate change are currently generally lacking. So there’s a responsibility by governments to support adaptation of housing, as well as where and how we work when these extreme weather events happen.”

  • MIL-OSI China: China, Myanmar mark 10 years of biodiversity conservation partnership

    China and Myanmar celebrated a decade of collaboration in biodiversity conservation and sustainable development at a ceremony held in Nay Pyi Taw on Tuesday.

    The event highlighted a decade of commitment, collaboration and collective actions of China and Myanmar towards biodiversity conservation and sustainable development.

    Deputy Minister for Myanmar’s Ministry of Natural Resources and Environmental Conservation U Min Thu expressed gratitude to the Chinese Academy of Sciences for its financial and technical support to Myanmar for biodiversity conservation and cooperation research.

    He noted that the decade of Myanmar-China cooperation has provided valuable opportunities and experiences for mutual learning in biodiversity conservation.

    Minister Counselor of the Chinese Embassy in Myanmar Zheng Zhihong said that over the past 10 years, China-Myanmar cooperation on biodiversity conservation and sustainable development has achieved fruitful results. China and Myanmar have established the Southeast Asia Biodiversity Research Institute, carried out nine large-scale joint scientific expeditions, collected and recorded tens of thousands of species, and published more than 100 papers.

    Relying on the Southeast Asia Biodiversity Research Institute, the two sides have helped Myanmar cultivate scientific research talent, and contributed to Myanmar’s economic development and people’s livelihood, he added.

    By building on the solid foundation of the past decade, the two countries will further strengthen cooperation in biodiversity conservation and sustainable development, making greater contributions to the sustainable development of the two countries, especially Myanmar, the minister counselor said.

    Gong Haihua, director of the Division of Asian and African Affairs, the International Cooperation Bureau of the Chinese Academy of Sciences, said that in the past years, the two sides witnessed successful cooperation in many areas, and she expressed hope that more fruitful cooperation will be carried out in the future.

    About 100 participants, including officials and researchers from the two countries, attended the event.

    Washington, D.C. —  Today, U.S. Senators Reverend Raphael Warnock (D-GA), a member of the Senate Commerce committee charged with overseeing the nation’s transportation policies, and Jon Ossoff (D-GA) announced they secured $48,763,746 to install new electric charging infrastructure for ships at the Port of Savannah and the Port of Brunswick. The funding will go to the Georgia Ports Authority (GPA) to invest in the vessel shore power systems, which will allow ships to ‘plug-in’ to electric grid power and turn off diesel engines while at port. In addition, the project includes the scrappage and replacement of diesel terminal tractors with new electric terminal tractors. GPA plans to engage with communities through their network and conduct classroom and on-the-job training for workers related to shore power, zero-emission vehicles, and charging stations. In addition to boosting the local economy, this grant will result in less smog from diesel emissions for surrounding port communities, helping enhance overall quality of life. The decrease in diesel emissions will also strengthen air quality, and in turn, the health of dock workers spending long hours keeping our ports running. This latest investment reflects both senators’ commitment to bolstering Georgia’s clean energy infrastructure, helping Georgia’s ports maintain their competitive edge in the U.S. economy, and ensuring workers receive the support and training needed in an evolving economy.

    The latest announcement is part of a larger set of awards unveiled by the U.S. Environmental Protection Agency that includes 55 applicants across 27 states and territories to receive nearly $3 billion through EPA’s Clean Ports Program. The grants are funded by the Inflation Reduction Act—the largest investment in combating climate change and promoting clean energy in history, and legislation only made possible by Georgia voters electing Senators Warnock and Ossoff to cast the decisive votes—and will advance environmental justice by reducing diesel air pollution in U.S. ports and surrounding communities while promoting good-paying and union jobs that help America’s ports thrive.

    A longtime advocate for strong federal funding for Georgia’s ports, this latest effort follows Senator Warnock’s bipartisan, bicameral push with Georgia’s full congressional delegation urging officials to study expanding the Port of Savannah to ensure it can continue accommodating increasingly large container vessels. Earlier this year, Senators Warnock and Ossoff announced over $15 million in clean energy and infrastructure investments for the Port of Savannah. Also this year, Senator Warnock successfully secured $11.3 million for the Brunswick Harbor through the FY ’24 government funding bill for modifications to improve the efficiency, cost and reliability of ship traffic in the harbor, as well as $44.7 million for the Savannah Harbor to support operations and maintenance. Additionally, in January 2024, Senators Warnock and Ossoff announced a $15 million federal grant to the Port of Brunswick for critical infrastructure upgrades, funded through the Bipartisan Infrastructure Law championed by both Georgia senators.

    In May 2023, Sen. Ossoff and EPA Administrator visited the Port of Savannah to announce the Clean Ports Program and the availability of funding to electrify transportation and logistics to reduce air pollution.

  • MIL-OSI Asia-Pac: SEE attends seminar on ecological and environmental protection of Guangdong-Hong Kong-Macao GBA (with photos)

         The Secretary for Environment and Ecology, Mr Tse Chin-wan, attended a seminar in Shenzhen yesterday (October 29) held by the Ministry of Ecology and Environment (MEE) on the ecological and environmental protection work of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). The seminar aimed to deepen the promotion of ecological and environmental protection work in the GBA, exchange related major work progress and suggestions among Guangdong, Hong Kong and Macao, and explore measures to support the GBA in accelerating the building of an international first-class beautiful bay area. The Secretary of the Leading Party Members Group of the MEE, Mr Sun Jinlong, also attended and gave an important speech at the seminar.
     
         During the seminar, Mr Tse highlighted four key areas regarding the initiatives and strategies of the Hong Kong Special Administrative Region (SAR) in promoting ecological and environmental protection in the GBA. These include enhancing environmental governance to build a beautiful Hong Kong, promoting green and low-carbon transformation, green transportation development, and advocating for the building of “Zero-waste City.”
     
         Mr Tse said, “Guangdong, Hong Kong and Macao have effective co-ordination mechanisms in various environmental aspects to promote ecological and environmental protection in the GBA. The Hong Kong SAR will continue to actively participate and co-operate, contributing to the development of picturesque landscapes and a beautiful bay area. Looking ahead, we look forward to collaborating with Mainland cities in the GBA to jointly promote a circular economy, facilitate green transformation and explore collaborative opportunities for the development of green industries in the GBA with a view to supporting the high-quality development of the entire GBA.”
     
         Attendees of today’s seminar included representatives from the Hong Kong and Macao work office of the Communist Party of China Central Committee, the People’s Government of Guangdong Province, the MEE, the Department of Ecology and Environment of Guangdong Province, the Ecology and Environment Bureau of Shenzhen, Zhuhai and Guangzhou Municipalities and the Environmental Protection Bureau of the Macao SAR. The Permanent Secretary for Environment and Ecology (Environment), Miss Janice Tse, and the Director of Environmental Protection, Dr Samuel Chui, also attended the seminar.
     
         Mr Tse returned to Hong Kong in the afternoon.

  • MIL-OSI Economics: ADB to Improve Rural Livehoods, Ecosystems and Climate Resilience in Qixia City, Shandong, PRC

    MANILA, PHILIPPINES (30 October 2024) — The Asian Development Bank (ADB) has approved a $150 million loan to enhance the ecological and climate resilience, as well as rural livelihoods in Qixia City in Shandong Province, the People’s Republic of China (PRC).  

    “The Shandong Qixia Ecological Function Conservation Demonstration Project will provide a model of integrated city ecosystem management,” said ADB Country Director for the PRC Safdar Parvez. “The project will benefit more than 429,000 residents through enhanced natural resources, environmental living conditions, and livelihood opportunities. The practices and experiences in this ecologically sensitive area could be replicated in other parts of the PRC, as well as in other countries.”

    Qixia City serves as the primary water source for coastal Yantai municipality in northeast Shandong Province, a major apple-growing area. However, intensive use of agricultural chemicals and plastic has damaged soil and water quality in the vicinity. Climate change is also increasing the frequency and magnitude of weather-related disasters. The degradation of natural capital in the city is disrupting agriculture and food security.

    To improve sustainability practices for agriculture and rural livelihoods, the project will conduct soil testing and apply organic fertilizers and soil conditioners to improve soil quality, as well as promote ecotourism to provide a sustainable source of income for local communities, while also raising awareness about the importance of conserving the ecosystem.

    The project will pilot a smart orchard system that will have modern and environment-friendly practices, such as sensors, data analytics, automation, optimized fertigation, and pest control. It will also strengthen rural solid waste collection management. All contribute to more sustainable production systems with reduced chemical fertilizer and pesticide use.

    To protect natural capital, the project will rehabilitate degraded river courses through bank protection, flood control, and excavation of river blockages. It will also construct forest fire prevention pathways and implement sustainable forest pest control. Institutional capacity and coordination on integrated ecosystem management will also be strengthened.

    As part of ADB’s Yellow River Ecological Corridor Program, aligned with the PRC’s Yellow River Basin Ecological Protection and High-quality Development Plan, the project aims to adopt a model of integrated ecosystem management and building climate resilience. It has significant regional benefits, as it addresses the complex ecological and environmental challenges in the Yellow River region.

    The total project cost is estimated to be $362 million, with $212 million counterpart financing from the government, which includes $85 million cofinancing from the Agricultural Development Bank of China. More than $99 million of the ADB financing is earmarked for climate adaptation and mitigation. It is expected to be completed in 2030.

    ADB is committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, while sustaining its efforts to eradicate extreme poverty. Established in 1966, it is owned by 69 members—49 from the region.

    Projects in the PRC offer rich potential for learning and replication—both domestically and abroad.

    Echoes of Success assembles five case studies in demonstration and replication of ADB-financed projects in the PRC.

    The five projects span diverse sectors—from nature conservation, green finance, water management, and energy efficiency, to road safety.

    Jiangsu Yancheng Biodiversity Protection Project restored nature reserves, and strengthened wetland protection and habitat management.

    The project’s insights in nurturing coexistence of rare species and humans have been applied to other wetlands, and inspired ADB’s Regional Flyway Initiative.

    Shandong Green Development Fund Project is a funding mechanism that mobilizes investment for climate projects and the environment.

    It has stimulated similar green finance initiatives in Southeast Asia, Central, and West Asia.

    Shaanxi Mountain Road Safety Demonstration Project is ADB’s first standalone road safety project.

    It adopts international road safety inspection, impact assessment, and design.

    The road safety program has been replicated in the PRC and Mongolia and won a global award from the International Road Federation.

    Shaanxi Accelerated Energy Efficiency and Environment Improvement Financing Project channeled funding to small and medium-scale clean energy investments in energy efficiency and emission reduction.

    The project’s pollution reduction, renewable energy heating, energy conservation technologies were replicated in two cities in Henan province.

    Wuhan Urban Environmental Improvement Project integrated sludge treatment and disposal systems, rehabilitated lakes, and strengthened water management.

    Lessons from the project design and implementation were applied to ADB projects in Huangshi and Huainan.

    Successful replication of projects requires active knowledge exchange, strong government support, and official recognition.

    ADB and the PRC will continue to promote regional and global development by sharing best practices and lessons in the PRC with other developing countries.

    Secretary for Environment & Ecology Tse Chin-wan today attended a seminar in Shenzhen, hosted by the Ministry of Ecology & Environment, on ecological and environmental protection in the Greater Bay Area.

    The seminar was aimed deepening such protection, strengthening collaboration towards it matter among Guangdong, Hong Kong and Macau, and exploring measures to accelerate the building of “an international first-class beautiful bay area”.

    Mr Tse highlighted four relevant areas of focus for Hong Kong: enhancing environmental governance to build a beautiful Hong Kong; promoting green and low-carbon transformation; green transportation development; and advocating for the establishment of a “Zero-waste City”.

    Highlighting that the three places have in place effective co-ordination mechanisms to promote ecological and environmental protection, Mr Tse added that Hong Kong will continue to contribute to the development of picturesque landscapes and a beautiful bay area.

    He elaborated that Hong Kong is looking forward to collaborating with Mainland cities in the bay area to jointly promote a circular economy, facilitate green transformation and explore opportunities for the development of green industries.

         Following is a question by the Hon Steven Ho and a written reply by the Secretary for Security, Mr Tang Ping-keung, in the Legislative Council today (October 30): Question:      It has been reported that whenever a typhoon hits Hong Kong, some members of the public will recklessly disregard warnings and purposely go to the seaside to “chase wind”, and some people will even engage in outdoor activities such as hiking and surfing under extreme weather. There are views pointing out that such behaviour not only endangers their own lives and safety, but also wastes the Government’s rescue resources and leads to casualties among rescuers. In this connection, will the Government inform this Council: (1) of the following information on cases received by the Government in each of the past five years where members of the public encountered danger and sought assistance while engaging in outdoor activities when weather warnings were in force: the number of such cases, the types of outdoor activities involved, the number of search and rescue (S&R) personnel, the casualties among the S&R personnel, and the public expenditure involved; (2) given that the existing legislation empowers the authorities to close beaches or country parks when necessary, and it is an offence to enter such closed beaches or country parks without permission, of the number of prosecutions instituted by the authorities in the past three years in respect of the aforesaid offence; (3) of the work undertaken by the Government in the past three years to prohibit members of the public from entering dangerous areas such as waterfronts, riversides and hills when weather warnings were in force (including putting up notices and disseminating warning messages through the media), as well as the expenditure involved (with a breakdown by work initiative); and (4) whether it has considered imposing charges on those members of the public who encounter danger and seek assistance as a result of riskily engaging in outdoor activities under inclement weather (e.g. requiring them to bear a certain proportion of the S&R expenditure), so as to achieve a deterrent effect; if so, of the details; if not, the reasons for that? Reply: President,      The Government strongly discourages the public from taking risks to engage in outdoor activities under inclement weather. It will continue to remind members of the public through various channels of the risks of engaging in outdoor activities under inclement weather, and step up enforcement actions. Under extreme weather conditions, such as when the Tropical Cyclone Warning Signal No. 8 or above, or the Black Rainstorm Warning are in force, mountain-climbing or other water sports activities will become even more dangerous. In case of an accident, it will also put rescuers in a dangerous situation.      In consultation with the Culture, Sports and Tourism Bureau and the Environment and Ecology Bureau, our consolidated reply to the question raised by the Hon Steven Ho is as follows: (1) Between January 1, 2020 and September 30, 2024, the Fire Services Department (FSD), the Hong Kong Police Force (HKPF), and the Government Flying Service have been deployed for mountain rescue arising from camping or hiking and immersion incidents arising from swimming or surfing when an Amber, Red or Black Rainstorm Warning, or Tropical Cyclone Warning Signal No. 3 or above was in force. Details are as follows:

          The above deployments did not result in any casualties among the rescuers. The rescue teams have not maintained a statistical breakdown of the operating cost. (2) As far as temporary closure of beaches is concerned, the Leisure and Cultural Services Department (LCSD) has, in addition to giving advice on multiple occasions, issued a total of four verbal warnings in the past three years to persons entering/intending to enter temporarily closed beaches for water sports activities. During the period, no prosecution was instituted against non-compliance with the temporary closure of beaches.      As regards the hoisting of red flags at unclosed beaches, the LCSD has, in addition to giving advice on multiple occasions, successfully instituted one prosecution against water sports activities illegally conducted within the area of gazetted beaches in the past three years. Furthermore, during the law enforcement operation at Big Wave Bay Beach on October 25, 2024, two members of the public were found to have committed the acts of illegal surfing during hoisting of red flags at the unclosed beach, suspected of contravening the Bathing Beaches Regulation. An investigation by the LCSD is underway into such a case and prosecution is under consideration.      On the other hand, in the past three years, the Agriculture, Fisheries and Conservation Department (AFCD) had not closed country parks due to inclement weather. The AFCD will consider the closure of country parks having regard to the actual situation and when necessary. (3) During temporary closure of beaches and hoisting of red flags at unclosed beaches, beach staff will advise or verbally warn members of the public who are oblivious to the dangers at sea for their action jeopardising their own safety and that of rescuers. The LCSD will also consider instituting prosecutions against wrongdoers to serve as deterrence. Generally, members of the public heed the advice from the staff in virtually all cases. The above work does not involve additional expenditure.      When adverse weather warnings (such as Tropical Cyclone Warning Signal No. 3 or Rain Storming Warnings) are about to be issued or while these are in force, the AFCD will appeal to members of the public to refrain from going to the country parks through news broadcasts and social media platforms. Moreover, the AFCD will regularly utilise the social media and other communication channels to promote hiking safety, and remind members of the public to avoid visiting country parks during adverse weather. The above work forms part of the AFCD management of country parks, and therefore does not involve additional expenditure.      Whenever a Tropical Cyclone Warning Signal is in force, the Hong Kong Observatory (HKO) will remind the public to stay away from the shoreline and refrain from conducting any water sports activities. When a Rainstorm Warning Signal is in force, the HKO will remind the public to stay away from watercourses, and to stay alert to the possible dangers of flooding of the watercourses even after the Rainstorm Warning is cancelled. Other weather warnings or alerts are also accompanied by corresponding points to note. The HKO currently disseminates the above information to the public through various channels, including the HKO’s website, the mobile application MyObservatory, and social media platforms. The relevant operation and maintenance expenses have been subsumed into the recurrent cost of the HKO which cannot be further broken down. (4) The Government has always accorded top priority to public safety and the protection of people’s life and property. When calls for various emergencies are received, the HKPF and the FSD will immediately assess the nature of each incident and deploy appropriate resources to the scene.      The Government strongly discourages the public from taking risks to perform outdoor activities under inclement weather, as these activities will bring significant risks not only to the members of the public themselves, but also to the rescue personnel deployed in case of emergency. Notwithstanding the above, people’s lives are a top priority, and the Government will provide effective, reliable and efficient emergency services to people in distress or in need under all circumstances. The last thing we want to see is those in need being deterred from seeking emergency call services due to any reasons, including the charging of a levy.

         Following is a question by the Hon Joephy Chan and a written reply by the Secretary for Environment and Ecology, Mr Tse Chin-wan, in the Legislative Council today (October 30):
     
    Question:
     
         In his 2022 Policy Address, the Chief Executive set a target of reducing the pollution load at identified outfalls emanating stench in specific districts (including Tsuen Wan) by half before the end of this year. It has been reported that the Government department concerned has indicated recently that the aforesaid target has been achieved ahead of the schedule, and the pollution load of the Tsuen Wan waterfront has been reduced by about 80 per cent. In this connection, will the Government inform this Council:
     
    (1) as it has been reported that the Environmental Protection Department (EPD) indicated last month that 70 cases of misconnection of drains had been found in Tsuen Wan and, among them, 36 cases had been rehabilitated or were under acceptance inspection, of the specific locations of such cases of drain misconnections and the specific rehabilitation measures taken; as for the remaining cases of drain misconnections pending rehabilitation, of the Government’s rehabilitation works plan and timetable;
     
    (2) as the EPD has indicated that following the rehabilitation of misconnected drains, the next task is to continue to identify other sources of pollutants, of the progress and targets of such task and the plans in place to monitor the water quality situation of the Tsuen Wan waterfront, for example, whether prosecution will be instituted against property owners involved in the misconnections of drains to prevent recurrence of similar problems; if so, of the details; if not, the reasons for that;
     
    (3) upon the completion of the drain rehabilitation works mentioned in (1), of the specific measures put in place by the Government to ensure that the drains can be effectively maintained and managed on a long-term basis, and whether such measures cover preventive maintenance and contingency rehabilitation plans; whether the Government will introduce new technologies to enhance the durability and operation efficiency of drains;
     
    (4) whether the Government has plans to extend across the territory the successful experience and fruitful outcomes of rehabilitating drains at the Tsuen Wan waterfront as well as the techniques applied, so as to improve the overall pollution load and odour intensity of the waterfront of Hong Kong; whether the Government will collaborate with environmental groups and experts to jointly take forward the work of ameliorating pollution at the waterfront;
     
    (5) as it has been reported that the Government has installed monitoring systems at the Tsuen Wan Sports Centre to monitor on an ongoing basis the odour changes of the Tsuen Wan waterfront, of the details of the data collected by such monitoring systems (including ways to ensure the accuracy and reliability of the data); of the water and air quality data of the Tsuen Wan waterfront collected by the Government over the past two years, and whether such data shows a trend of progressive improvement; and
     
    (6) whether the Government has short-term and long-term plans to continuously improve the water quality and odour of the Tsuen Wan waterfront; if so, of the details; if not, the reasons for that?

    Reply:
     
    President,

         The Government has all along been attached great importance to improving the water quality of Victoria Harbour. Since the launch of the Harbour Area Treatment Scheme by the Government, all sewage generated from both sides of Victoria Harbour, including Tsuen Wan District, has been intercepted and diverted to the Stonecutters Island Sewage Treatment Works for centralised treatment. As a result, the overall water quality of Victoria Harbour has improved significantly. The Cross Harbour Race, which was suspended for years due to poor water quality, has resumed since 2011 and has returned to its traditional route in the central area of Victoria Harbour since 2017. To further ameliorate the remaining near-shore water quality and odour problems of Victoria Harbour, the Chief Executive set out the target in the 2022 Policy Address to reduce the pollution load by half before end-2024 at stormwater outfalls with serious pollution problems along both sides of Victoria Harbour, in particular in Tsuen Wan, Sham Shui Po and Kowloon City districts. Since then, the Environmental Protection Department (EPD) has conducted large-scale pollution source investigations mainly in the three priority areas mentioned above. More than 8 000 stormwater and sewage manholes have been inspected, with nearly 2 000 water samples collected for chemical and Escherichia coli (E. coli) level analyses. We have also identified pollution sources by way of dye-tracing tests, detection robot, ground penetrating radar (GPR), sonar inspection boat and other advanced equipment, while working closely with the Drainage Services Department (DSD) and the Buildings Department (BD) to rehabilitate defective sewers. With the progressive completion of rehabilitation works, the overall pollution load at the relevant outfalls in the above three priority areas has been reduced by about 80 per cent and the odour problem has also been ameliorated significantly, which is widely welcomed by residents in the vicinity. 
     
         My reply to the question raised by the Hon Joephy Chan is as follows:

    (1) Most of the cases found in Tsuen Wan District are concentrated in areas of earlier development, such as Chung On Street (Tai Pei Square, Yi Pei Square, Sam Pei Square and Sze Pei Square), Lo Tak Court and the area around Heung Wo Street, etc. To trace the pollution sources in Tsuen Wan District, the EPD made the best endeavour and inspected over 1 000 stormwater and sewage manholes, collected over 400 water samples for chemical and E. coli level analyses, and successfully identified a total of 70 locations of sewer misconnection in the district. With instant follow-ups and rectifications made in collaboration with the DSD and the BD, we have so far completed rehabilitation for 36 cases involving a higher pollution load, thereby reducing the overall pollution load by about 90 per cent. The distribution of sewer misconnection cases in the district is listed in Table 1. The remaining 34 sewer misconnection cases pending rectification are mainly confronted with a more complex construction environment or technical issues. For example, works are required to be carried out beneath busy vehicular accesses and in narrow back lanes with congested underground utilities, which significantly limit the available space for the works. Our target is to complete these remaining misconnection cases within this year to further improve the water quality and odour problem of the harbourfront in the district.

    (2) In terms of progress and target for continuous identification of pollution sources, the EPD has implemented a continuous monitoring programme in Tsuen Wan District and adopted innovative tracking methods, including installing surveillance camera systems inside stormwater manholes at certain strategic locations to perform around-the-clock flow monitoring inside the manholes. When abnormal discharge is detected, the intelligence function will immediately issue an alert message for taking prompt follow-up actions. Compared with the traditional method of deploying staff to open manholes for inspection every time, this new method can monitor the flow of sewage from upstream into the stormwater systems continuously and identify the pollution sources, thus saving manpower. Besides, the EPD has applied other innovative technologies to monitor the conditions of drains, including deploying a sonar inspection boat and using a GPR to scan underground drains and sewers, which enable the generation of instant images to show the connections of underground stormwater drains and nearby sewers without digging up the roads. In order to continuously monitor the water quality of the Tsuen Wan harbourfront, the EPD has also set up three regular near-shore water quality monitoring stations at the near-shore locations of Tsuen Wan Bay near the outfalls of Tai Chung Road, Ma Tau Pa Road and Tai Ho Road box culverts. Monthly sampling is conducted to monitor the water quality, with indicators including dissolved oxygen and organic pollutant levels (5-day biochemical oxygen demand), etc.

         To rectify misconnection cases, the DSD carries out regular inspections of the conditions and structures of public sewerage and stormwater drainage systems. When defective sewers or manholes are found, rehabilitation works will be promptly arranged. As for misconnection cases in buildings, the BD will issue statutory repair/removal orders pursuant to the Buildings Ordinance (Cap. 123) to urge or order the property owners concerned to discharge their responsibilities to rectify the problems of sewer misconnection. For cases which remain non-compliant after receipt of such orders, the BD will take appropriate enforcement actions according to the circumstances. Among the 30 ongoing misconnection cases in buildings in Tsuen Wan District, 22 cases are undergoing rectification, while the BD will continue to follow up the remaining eight cases, for which statutory orders have been issued.

    (3) Upon completion of the pipe rehabilitation works, the DSD will conduct regular inspections and clearances of sediment from the drainage pipe system to ensure its proper functioning. Furthermore, the DSD will inspect and assess the operational and structural conditions of the existing underground channels according to their plans. Following a risk-based principle, appropriate replacement and rehabilitation plans are formulated in an orderly manner, including deploying different methods to install fibreglass or polyester fibre linings in the existing pipes through trenchless excavation, thereby enhancing the maintenance of the drainage system. These advanced technologies for pipe replacement and rehabilitation can maintain the reliability of the drainage system and at the same time reduce the impact on the public during the construction period. The contractors of the DSD have also reserved materials for rehabilitating drainage pipes and manpower for emergency deployment to carry out urgent pipe rehabilitation works. Meanwhile, the DSD is committed to the development and application of various innovative technologies and machinery to assist in drainage service operations, including remote-controlled desilting robots and pipeline inspection robots, the use of drones for pipeline closed-circuit television surveys, and smart water level sensors. These devices can not only enhance the efficiency of drainage service operations, but can also reduce the risks of works and protect the safety of workers.

    (4) Based on the success case in rehabilitating sewer misconnections in Tsuen Wan District, the EPD has extended the techniques applied therein to other priority areas and has been in close communication with various organisations and university research teams to pool our wisdom and work together for improving the harbourfront environment. In particular, the EPD has since 2022 engaged a team from the Hong Kong University of Science and Technology (HKUST) to install monitoring instruments at the Tsuen Wan Sports Centre, specifically monitoring the concentration of hydrogen sulphide (H2S), which is an air pollutant associated with odours at the Tsuen Wan harbourfront. The DSD also worked with another HKUST team to jointly develop new technologies. By deploying large curtains and Malodour Control Hydrogel at the outlets of box drains along the coast, the emission of malodour is inhibited. Looking ahead, the Government will continue to collaborate with experts from various fields to adopt innovation and practicable solutions to further consolidate the achievements in ameliorating the water quality and odour problems of Victoria Harbour.

    (5) To objectively assess the actual effectiveness of rectification of misconnections in improving the odour levels in harbourfront areas, the Government has installed odour monitoring instruments at the Tsuen Wan Sports Centre and other locations along Victoria Harbour shorelines to continuously monitor odour changes in harbourfront areas. A team from the HKUST will conduct regular maintenance and calibration for the monitoring instruments, and verify the collected data to ensure the accuracy and reliability of the monitoring data. The monitoring data collected from the Tsuen Wan harbourfront revealed that the concentration of H2S, which is the key cause of odour, showed a significant downward trend. The H2S concentration recorded in August 2024 was 80 per cent lower when compared to that in early 2022. The records of monthly average concentration data are shown in Figure 1 and Table 2.

         As for water quality, the monitoring data recorded in the waters near three stormwater drain outlets at the Tsuen Wan West harbourfront showed that the near-shore water quality in the area has undergone significant improvement. The overall average dissolved oxygen level in seawater has increased by about 30 per cent, while the content of organic pollutants has decreased by about 40 per cent. The annual average water quality data recorded at the near-shore water quality monitoring stations are shown in Table 3.
         
         The EPD interviewed members of the public at the Tsuen Wan harbourfront in August this year. Seventy-five per cent of the respondents agreed that the odour problem at the harbourfront had improved, with half of them considering the improvement to be significant.
         
    (6) In order to continuously improve the water quality and odour problems at the Tsuen Wan harbourfront, apart from the short-term measures including investigating and rectifying misconnections as mentioned in (2) to (4), the Government will continue to implement the following medium-to-long-term improvement measures:

    (i) Desilting Works: Regular desilting works will be carried out for the three main box culverts (stormwater drains in Tai Chung Road, Tai Ho Road and Ma Tau Pa Road) in Tsuen Wan District to reduce the discharge of pollutants or sediments from the stormwater drains into the near-shore waters;

    (ii) Sewer Replacement and Rehabilitation Works: To prevent leakeage of sewers from affecting the water quality along the Tsuen Wan harbourfront, the Government will undertake public works projects to rehabilitate some of the aged underground sewers in Tsuen Wan District. As at December 2023, approximately 11 kilometres of sewers in Tsuen Wan District were undergoing replacement and rehabilitation, and the works are expected to be completed in phases by end-2026; and

    (iii) Village Sewerage Sytems: Village sewerage works for Chuen Lung and Lo Wai are expected to be completed by end-2025. Moreover, village sewerage works are also underway in rural areas in Tsuen Wan District, namely San Tsuen, Wo Yi Hop and Sheung Kwai Chung. The works projects will commence upon completion of land acquisition procedures and funding approval by the Legislative Council, and the works are expected to be completed in three to five years.

         All in all, the Government will continue to take forward various improvement and monitoring measures to strive for turning the Tsuen Wan harbourfront into a new landmark of water-friendly culture.

  • MIL-OSI Asia-Pac: AFCD reports to Expert Group on Conservation of Marine Mammals on progress of work and way forward

         The Expert Group on Conservation of Marine Mammals held its second meeting today (October 29). The Agriculture, Fisheries and Conservation Department (AFCD) reported to the Expert Group on the progress and way forward of the Government’s work on enhancing conservation of marine mammals, including exchanges with agencies with relevant experience, raising public awareness and knowledge of conservation of wildlife (including marine mammals), and review of legislation in relation to the protection of marine mammals.
          
         The specific progress and way forward points were as follows:
     
    (1) Exchange with agencies with relevant experience: The AFCD earlier sent staff to the Beibu Gulf Cetacean Research and Protection Center at Beihai, Guangxi, and Southern Marine Parks, Queensland, Australia, to exchange and learn from their experience in handling marine mammal stranding cases; legislation, management and research on the protection of cetaceans; as well as communication with the public, publicity and education, etc. The department has suitably applied the relevant experiences in their follow-up work such as the formulation of a response plan and legislative review, etc. To prepare for future operations involving field rescues, rehabilitation, and release of stranded whales and dolphins, the department plans to organise a visit to Sanya, Hainan, as there was  a recent successful release of an injured short-finned pilot whale following its rescue and rehabilitation during the period from January to May 2024;
     
    (2) Enhancing publicity and education: The AFCD has conducted a series of public education activities, targeting not only the general public, but also government departments, marine users, students and teachers, with a view to deepening their understanding of Hong Kong’s marine environment and wildlife, raising their awareness of respecting, caring for and appreciating marine resources, and promoting the best practices that minimise the disturbance to cetaceans and fostering a sense of shared stewardship on the protection of wild cetaceans and their habitats. Among others, the AFCD organised the Marine Wildlife Appreciation Festival from January to March 2024 to promote the message of marine conservation to the public.  The AFCD will also prepare to organise a Marine Wildlife Appreciation Roving Exhibition to display the preserved skeleton of Bryde’s whale found in Hong Kong waters in July last year to further raise public awareness on protection of marine mammals; and
     
    (3) Legislative review: The Government has commenced the review of the legislation in relation to the protection of marine mammals. The preliminary suggestions are for the Director of Agriculture, Fisheries and Conservation to be given new power to designate certain areas of Hong Kong waters as a “Temporary Marine Restricted Area” for the purpose of protecting cetaceans when necessary, such as the situation of a non-resident whale appearing in Hong Kong waters, conferring a legal status on the existing Code of Conduct for Dolphin Watching, and exploring the feasibility of a prohibition on watching non-resident cetaceans.
          
         During the meeting, the Expert Group supported the relevant recommendations and direction of work proposed by the AFCD. The AFCD expressed gratitude for the constructive advice offered by the Expert Group and will take into account the views and continue to work with the Expert Group, with a view to enhancing the work of marine mammal conservation.

  • MIL-OSI Asia-Pac: EEB signs Cooperation Arrangement on Capacity Building for Ecological and Environmental Protection Staff with Hong Kong and Macao Affairs Office of the Ministry of Ecology and Environment (with photos)

         The Environment and Ecology Bureau of the Government of the Hong Kong Special Administrative Region (HKSAR) and the Hong Kong and Macao Affairs Office of the Ministry of Ecology and Environment (HKMAO of MEE) of the People’s Republic of China signed the Cooperation Arrangement on Capacity Building for Ecological and Environmental Protection Staff today (October 29). The Cooperation Arrangement leverages on the HKSAR’s advantages to strengthen the work of both parties on implementing international environmental conventions and pressing ahead with the ecological and environmental protection work for the green Belt and Road.
         
         The Cooperation Arrangement was signed by the Permanent Secretary for Environment and Ecology (Environment), Miss Janice Tse, and the Director of the HKMAO of MEE, Ms Zhou Guomei. It covers the strengthening of high-level exchanges, information sharing, staff training and related capacity building, as well as organisation of and participation in important events in respect of ecological and environmental protection. The Secretary for Environment and Ecology, Mr Tse Chin-wan, and the Secretary of the Leading Party Members Group and Vice Minister of the MEE, Mr Sun Jinlong, attended the signing ceremony.
         
         The implementation of the Cooperation Arrangement will effectively promote exchanges between high-level officials of both sides; pressing ahead with the establishment of effective, reliable and efficient communication channels; strengthening the sharing of information, documents, reports and data on international environmental conventions and green Belt and Road development; and taking forward training and related capacity building for ecological and environmental protection staff including arranging staff exchanges and learning in respective organisations.
         
         The delegation from the MEE will join Eco Expo Asia 2024 during their stay in Hong Kong, and the head of delegation, Mr Sun, the Secretary of the Leading Party Members Group and Vice Minister of the MEE, will give a speech at the opening ceremony of Eco Expo Asia 2024 tomorrow (October 30).
