  • MIL-OSI USA: Sols 4336-4337: Where the Streets Have No Name

    Curiosity continues to drive along the western edge of the upper Gediz Vallis channel. After exiting the channel a few weeks ago, we turned north to image the “back side” of the deposits that we investigated on the eastern side before the channel crossing. As a member of the Channel Surfers working group, we believe that acquiring these views will help further our understanding of the geometry, nature, and evolution of these landforms. The bumpy terrain in front of us, however, plays a role in determining our route and length of drive. The rover planners on the team always do a fantastic job in charting the course on this once-in-a-lifetime road trip. I like to imagine Curiosity with the windows down, blaring U2, as she steadily blazes a new path across the sulfate unit.

    With an eye towards imaging in this two-sol plan, Mastcam crafted a large mosaic of “Fascination Turret” that rises above the channel floor. ChemCam fit an unprecedented number of long distance RMI images in the plan that will document the upper extent of the white stone deposit, the nature of the “Kukenan” mound, and characterize the rocks in Fascination Turret at targets named “Chimney Tree” and “Forgotten Canyon.” In our immediate workspace, ChemCam used the Laser Induced Breakdown Spectroscopy (LIBS) instrument on a laminated (very thinly bedded) bedrock in the workspace at “Puppet Lake” to determine its chemical composition, which will be documented with a coordinating Mastcam image. MAHLI and AXPS teamed up to analyze a cluster of small gray rocks in front of us at “Jumble Lake.” 

    The second sol includes a 25-meter (about 82 feet) drive to the west/northwest as we continue along our path adjacent to the channel. The Environmental theme group included a range of activities such as a Mastcam tau that will measure the optical depth of the atmosphere and constrain aerosol scattering properties, dust devil movies, and a suprahorizon movie to monitor clouds.

  • MIL-OSI New Zealand: Legislation – No Meaningful Change Leaves Fast Track Approvals Bill Stinking

    Communities Against the Fast Track are disappointed and frustrated with the report of the Select Committee on the Fast Track Approvals Bill, released this afternoon. (ref. https://kasm.us6.list-manage.com/track/click?u=40fd433e2f2344060946f0bb8&id=18db05f6af&e=26e06db549 )

    “The report makes it clear that, at least to the Committee’s ‘majority’, it’s more important to push through developments fast, than to get it right for Aotearoa and future generations,” says Augusta Macassey-Pickard, spokesperson for the group (see membership list below).

    “This isn’t about speed, it’s a clear demonstration that the government simply wants to avoid any environmental regulation or community oversight.The Committee has ignored the thousands of submissions against this bill, along with its minority members.”

    The group noted that of all consents notified at the moment, 93% or them are successful, making a mockery of the Government’s rationale that there is a desperate need for this extreme reform. And they question the determination to remove any avenue for public input.

    “Intentionally excluding community voices, including those of tangata whenua, is actively ensuring that significant knowledge and understanding will be missed. The lack of adequate scrutiny by anyone but the applicant, the Ministers and their expert panels creates a risk that even the few projects that, at face value, could be beneficial, are likely to be sub-par as they have not been properly interrogated.”

    CAFT members are also deeply concerned at the apparent comfort of the (majority) Select Committee with the lack of information they were provided around the implications for Aotearoa in the international trade space.

    “The casual attitude taken to our trade situation is reflective of what this bill demonstrates – this Government’s apparent disrespect for our country, for our communities.”

    “Considering that, and the zombie projects, the retention of aspects like overrides for prohibited activities and Council plans, and the sheer number of proposals on  the list that are not relevant to our infrastructure, but, as with  seabed mining, and coal and gold mining, are harmful to our environment, it is absolutely clear; the Fast Track Bill is about what’s good for the pockets and bottom lines of a few.

    It is abundantly clear this is not about what’s good for Aotearoa.This bill stinks.”

    Macassey-Pickard also says the group has serious concerns and doubts over the ability of the system to cope – 149 significant proposals at a time when the EPA has, like many other Government Departments, been significantly scaled back.

    “It’s a lot of work to service even one application: appointing the panel, coordinating hearings, notifications, transcripts, decisions and setting up monitoring programmes if a consent is granted. How can the EPA do anything to protect the public interest with this deluge, especially in light of its recent cuts? How can this be anything other than a rubber-stamping exercise?” asked Macassey-Pickard.

  • MIL-OSI New Zealand: Release: Serious concerns ignored in Govt’s fast track bill

    National’s fast track bill enables the most radical and unbalanced consenting regime in living memory.

    As the Parliamentary Commissioner for the Environment, Rt Hon Simon Upton said in his submission to select committee ‘the Bill lacks many of the environmental safeguards its predecessor legislation contained. Even the much-maligned National Development Act 1979 had more checks and balances.’

    “Despite masquerading under the same name as Labour’s fast-track consenting legislation, it is fundamentally different. Its objective is to override environmental protections,” Labour’s acting environment spokesperson David Parker said.

    “Labour’s fast-track process worked. Under it almost 100 projects were approved without undue delay or excessive cost. Many significant housing subdivisions, wind farms, solar farms, retirement villages and infrastructure projects were approved. This process worked and did not override the Resource Management, Conservation, Wildlife and Heritage Protection Acts.

    “In contrast this bill excludes any reference to the environment or sustainable management in its purpose, and now enables environmental protections in the Resource Management, Conservation, Wildlife and Heritage Protection Acts to be overridden.

    “The Bill is obviously not aimed at approving the sorts of projects that were already being approved. It is aimed at pushing through environmentally contentious projects, some of which have been previously declined or are midway through other processes.

    “Examples include mining 50 million tonnes of iron sands off Taranaki for export (not New Zealand processing), coal mines, and a contentious proposal to burn large quantities of plastic.

    “Climate polluting emissions will increase.

    “The list of projects to be considered – which was released after submissions closed – includes many projects where locals adversely affected should have the opportunity to make submissions. They won’t be able to.

    “It was reported this morning that even a National Party MP disagrees with a project on that list and would lie on train tracks to stop it, making a complete mockery of their consultation process.

    “The Parliamentary Commissioner’s serious concerns have been ignored. So have the submitters who overwhelmingly opposed this overreach.

    “There are many other problems with this legislation described in Labour’s part of the Committee report back, which has been tabled in the House this afternoon.

    “The tens of thousands of New Zealanders who marched in the streets to protest against this radical override of New Zealand’s environmental laws have been ignored. The legislation is more extreme than it was when it went to the select committee,” David Parker said.

  • MIL-OSI Asia-Pac: Import of poultry meat and products from Hokkaido Prefecture in Japan suspended

         The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (October 18) that in view of a notification from the Ministry of Agriculture, Forestry and Fisheries of Japan about an outbreak of highly pathogenic H5 avian influenza in Hokkaido Prefecture in Japan, the CFS has instructed the trade to suspend the import of poultry meat and products (including poultry eggs) from the area with immediate effect to protect public health in Hong Kong.

         A CFS spokesman said that according to the Census and Statistics Department, Hong Kong imported about 1170 tonnes of frozen poultry meat and about 150.45 million poultry eggs from Japan in the first six months of this year.

         “The CFS has contacted the Japanese authority over the issue and will closely monitor information issued by the World Organisation for Animal Health and the relevant authorities on the avian influenza outbreak. Appropriate action will be taken in response to the development of the situation,” the spokesman said.

  • MIL-OSI New Zealand: Fast-Track, off the rails: Submitters show strong opposition to Bill

    Despite resounding public opposition, the fast-track legislation is being pushed through Parliament with provisions that could have real consequences for people and planet.

    “More than 90 per cent of submitters opposed this Bill. People know that the fast track will derail our environment,” says the Green Party Spokesperson for the Environment Lan Pham.

    “Our well-being is intertwined with the environment. By looking after nature, we look after ourselves. We need to move on from the archaic, exploitative and extractive approach that has already seen us lose so much.

    “We came to the table with a range of amendments to entrench environmental protections and ensure the voices of New Zealanders were considered, but every single one was rejected.

    “Among the amendments dismissed outright were those that would have upheld environmental protections, introduced Te Tiriti considerations, given the public an opportunity to be consulted and protected the rights of current consent holders. This is the bare minimum. 

    “Huge public outcry has been blatantly ignored, and overwhelming opposition has been swept aside. 

    “This rushed process has silenced communities and is quite clearly ignoring evidence. 

    “The Green Party will continue to fight for the environment and a liveable future for all. Decisions about our land, waters and resources must be made transparently, and with the voices of our communities and health of our environment front of mind.

    “Instead of fast-tracking short-term financial gains, we believe in a process that prioritises the long-term wellbeing: of our people, our waters and our land,” says Lan Pham.

  • MIL-OSI USA: What is Air Quality?

    Clean air is essential for healthy living, but according to the World Health Organization (WHO), almost 99% of the global population breathes air exceeding their guideline limits of air pollution. “Air quality is a measure of how much stuff is in the air, which includes particulates and gaseous pollutants,” said Kristina Pistone, a research scientist at NASA Ames Research Center. Pistone’s research covers both atmospheric and climate areas, with a focus on the effect of atmospheric particles on climate and clouds. “It’s important to understand air quality because it affects your health and how well you can live your life and go about your day,” Pistone said. We sat down with Pistone to learn more about air quality and how it can have a noticeable impact on human health and the environment.

    There are six main air pollutants regulated by the Environmental Protection Agency (EPA) in the United States: particulate matter (PM), nitrogen oxides, ozone, sulfur oxides, carbon monoxide, and lead. These pollutants come from from natural sources, such as the particulate matter that rises into the atmosphere from fires and desert dust, or from human activity, such as the ozone generated from sunlight reacting to vehicle emissions.

    Air quality influences health and quality of life. “Just like we need to ingest water, we need to breathe air,” Pistone said. “We have come to expect clean water because we understand that we need it to live and be healthy, and we should expect the same from our air.”
    Poor air quality has been tied to cardiovascular and respiratory effects in humans. Short-term exposure to nitrogen dioxide (NO2), for example, can cause respiratory symptoms like coughing and wheezing, and long-term exposure increases the risk of developing respiratory diseases such as asthma or respiratory infections. Exposure to ozone can aggravate the lungs and damage the airways. Exposure to PM2.5 (particulates 2.5 micrometers or smaller) causes lung irritation and has been linked to heart and lung diseases.
    In addition to its impacts on human health, poor air quality can damage the environment, polluting bodies of water through acidification and eutrophication. These processes kill plants, deplete soil nutrients, and harm animals.

    Air quality is similar to the weather; it can change quickly, even within a matter of hours. To measure and report on air quality, the EPA uses the United States Air Quality Index (AQI). The AQI is calculated by measuring each of the six primary air pollutants on a scale from “Good” to “Hazardous,” to produce a combined AQI numeric value 0-500.
    “Usually when we’re talking about air quality, we’re saying that there are things in the atmosphere that we know are not good for humans to be breathing all the time,” Pistone said. “So to have good air quality, you need to be below a certain threshold of pollution.” Localities around the world use different thresholds for “good” air quality, which is often dependent on which pollutants their system measures. In the EPA’s system, an AQI value of 50 or lower is considered good, while 51-100 is considered moderate. An AQI value between 100 and 150 is considered unhealthy for sensitive groups, and higher values are unhealthy to everyone; a health alert is issued when the AQI reaches 200. Any value over 300 is considered hazardous, and is frequently associated with particulate pollution from wildfires.

    Air quality sensors are a valuable resource for capturing air quality data on a local level.In 2022, the Trace Gas GRoup (TGGR) at NASA Ames Research Center deployed Inexpensive Network Sensor Technology for Exploring Pollution, or INSTEP: a new network of low-cost air quality sensors that measures a variety of pollutants. These sensors are capturing air quality data in certain areas in California, Colorado, and Mongolia, and have proven advantageous for monitoring air quality during California’s fire season.
    The 2024 Airborne and Satellite Investigation of Asian Air Quality (ASIA-AQ) mission integrated sensor data from aircraft, satellites, and ground-based platforms to evaluate air quality over several countries in Asia. The data captured from multiple instruments on these flights, such as the Meteorological Measurement System (MMS) from NASA Ames Atmospheric Science Branch, are used to refine air quality models to forecast and assess air quality conditions.
    Agency-wide, NASA has a range of Earth-observing satellites and other technology to capture and report air quality data. In 2023, NASA launched the Tropospheric Emissions: Monitoring of Pollution (TEMPO) mission, which measures air quality and pollution over North America. NASA’s Land, Atmosphere Near real-time Capability for Earth Observations (LANCE) tool provides air quality forecasters with measurements compiled from a multitude of NASA instruments, within three hours of its observation.

    In addition to the EPA’s website, which houses air-quality related sources, the EPA also has a platform called AirNow, which reports the local AQI across the United States and allows users to check air quality levels in their area. Pistone also recommends looking at Purple Air’s real-time map, which displays PM data taken from a crowd-sourced network of low-cost sensors and translates those measurements to estimate AQI. For those concerned about air quality, Pistone recommends checking out https://cleanaircrew.org/ for resources on indoor air quality, breathing safely with wildfire smoke, and even building your own box fan filter.

    Ryan Bauckham is in his final year of the Bachelor of Applied Science (Biodiversity Management), which EIT offers in partnership with Unitec.

    A life-long love of exploring the outdoors has been the incentive for an EIT student to pursue a career in environmental research in Hawke’s Bay.

    Ryan Bauckham, 35, is in his final year of the Bachelor of Applied Science (Biodiversity Management), which EIT offers in partnership with Unitec.

    He has currently been  researching Lepidoptera (moths and butterflies)  in a significant forest stand called Puahanui found near Gwavas , Tikokino.

    “It’s actually the largest stand of remnant podocarp forest in Hawke’s Bay and I’ve recorded just over 200 species of Lepidoptera there.”

    “ Most people aren’t aware there are so many moths. They are generally thought of  as nondescript brown insects, that you don’t really pay that much attention to, unless they are coming to the outdoor lights at night. But when you look at moths closer, there’s a stunning diversity, all sorts of shapes, colours and sizes.  I just find them really quite endearing and beautiful.”

    Ryan’s study means he spends a lot of time out in nature and for him it is more than just a job, but a passion.

    After leaving Karamu High School , Ryan became a postie with New Zealand Post, which he did for ten years. However, he always felt he wanted more.

    “It’s been a lifelong interest of mine, and I’ve been heading out regularly to the mountains since I was a teenager. And birds have been my main interest in life for as long as I can remember.”

    After leaving NZ Post, Ryan ended up living for five years in a camper van.

    “While I was at NZ Post, I was able to travel around the country thanks to the flexibility of work. And after that, I was able to travel more. I spent the winters overseas, mostly in Southeast Asia, as well as the Pacific Islands.”

    The turning point for Ryan was on the Kinabatangan River in Borneo in 2019 when he realised that he wanted more than “groundhog day”.

    He returned to New Zealand, but life changed even more with COVID-19 and his young son Yahya coming into his fulltime care in 2021.

    It was an advertisement for the Diploma in Environment Management (Level 5) that attracted Ryan’s attention and he decided to go for it.

    “It was really scary, actually, to give up work. But I thought that I’m not getting any younger, so I decided to make a change.”

    He says that he found going back to studying fulfilling, but soon found his interest moving from birds to insects.

    “I spent a lot of time that summer recording moths and learning their taxonomy. I was already reading a lot of research papers, but then going back to study and having to do that as a task, it felt really fulfilling.”

    Ryan faced a few challenges in his studies, the first being learning to use computers as he had not grown up with one, as well as dealing with COVID-19 lockdowns and Cyclone Gabrielle.

    However, that is all in the past and Ryan is focused on his research, which recently received a funding boost from Biodiversity Hawke’s Bay. Ryan and his supervisor, Dr Amelia McQueen, were one of thirteen groups that received support from the Environmental Enhancement Contestable Fund, which is funded by the Hawke’s Bay Regional Council.

    It will play a role in enabling Ryan to continue his research.

    “Lepidoptera also play real crucial roles in the ecosystem. They’re pollinators, decomposers and they are prey for larger organisms.”

    Ryan says that even though there are about 2,000 species in New Zealand, the life histories of many of them are “poorly understood”.

    “We don’t know their host plants or even what the larvae look like. They’re often just being described from the adult specimens. What I’m trying to do is make a comprehensive species list for the region, just simply because historically moths  have been understudied.”

    The site on private land drew Ryan because it had been deer-fenced in 2020 which allowed the understorey of the forest to regenerate.

    “When I visited there, it just felt the right place, simply because it is the largest forest remnant in Hawke’s Bay. And at one time, the whole region would have been covered in forests like that.”

    “And there’s a lot of species there that are relics, really, really relics of another age, and you wouldn’t find them outside of that environment, in the pastoral land or like an exotic forest or a newly planted one. Fortunately the landowners are really conservation focused people.”

    EIT Environmental Management Lecturer Dr Amelia McQueen agrees: “Puahanui bush is a really special place to study flora and fauna and we are lucky there are places like this still around in Hawke’s Bay.”

    “ Ryan’s study is amazing, over 200 moths and some of the observations are new for the North Island or one of a very few observations of these moths actually recorded for New Zealand. Ryan’s Lepidoptera identification skills and determination, especially doing observations on very cold nights in winter, has made his work particularly important. . . and there is more to come!”

    As for the future, Ryan does not discount continuing his studies, but there is no doubt that he has found his calling.

  • MIL-OSI Asia-Pac: InvestHK and media partner South China Morning Post take deep dive into Hong Kong’s innovation ecosystem at InnoTech Forum 2024 (with photos)

         Organised by Invest Hong Kong (InvestHK) along with media partner South China Morning Post, the InnoTech Forum 2024 took place today (October 18) at the Hong Kong Ocean Park Marriott Hotel and was attended by over 200 guests. Through keynote addresses, in-depth panel discussions and presentations, the full-day forum provided audience members with an engaging discussion on the development of Hong Kong’s innovation ecosystem, long-term strategic plans and the practical applications of artificial intelligence (AI) and new energy technologies in reshaping the city and the economy. 

         During his keynote address at the forum, the Secretary for Innovation, Technology and Industry, Professor Sun Dong, said, “AI remains a key driver of I&T and business development. The Government has invested billions of dollars in cultivating an all-round AI ecosystem here in Hong Kong. Cyberport will soon put into operation its AI Supercomputing Centre (AISC) to support the strong computing demand from universities, research institutes and the industry. To support the commissioning of the AISC, the Government has allocated $3 billion to launch a three-year AI Subsidy Scheme. The Policy Address announced that the Government will pilot the use of a generative AI document processing copilot application, developed on the basis of a locally trained large language model, within the Government. In fact, a number of the hundred digital government and smart city initiatives that the Government presses ahead for rollout this year and next will make use of AI technology. Hong Kong stands on the cusp of making ground-breaking strides by capitalising on the vast potential of AI and other cutting-edge technologies. We are partners in this journey to seize the opportunities that lie ahead.”

         The Secretary for Environment and Ecology, Mr Tse Chin-wan, said, “In pursuit of carbon neutrality, green transformation is becoming a global trend and this will continue in the coming decades, triggering tremendous demands for green energy and various low-carbon technologies. Hydrogen is a secondary carrier of energy and is highly energy-efficient with less polluting potential. The Government published the Strategy of Hydrogen Development in Hong Kong in June this year. The Strategy puts forward four major strategies, namely improving legislations, establishing standards, aligning with the market, and advancing with prudence, with a view to getting the laws, standards and the basic infrastructure ready so as to create an environment conducive to the development of hydrogen energy in a prudent and orderly manner. By leveraging our advantage as an international hub, backed by our motherland and with innovation and devotion of the city, we can position Hong Kong as a key driver of hydrogen economy, towards carbon neutrality as well as a sustainable and prosperous future.”

         The discussion at the forum explored the importance of AI and new energy in integrating sustainability and resilience into modern cities, with panel discussions on the following topics:
     

    developing the AI ecosystem for long-term success with a focus on recent advancements in Hong Kong, including the development of cutting-edge infrastructure, talent cultivation, commercialisation of research, and financial incentives, and how a robust and sustainable AI ecosystem can benefit Hong Kong;
    real-life applications of AI in Hong Kong and beyond highlighting the latest trends and developments of AI innovations and how the city’s connected innovation system supports their growth on a global scale;
    How hydrogen is emerging as a core new energy priority, in line with the Hong Kong Government’s recently published hydrogen development strategy; and
    imagining Hong Kong’s future with innovative energy projects and how the city will evolve as these technologies mature and scale.

         The Director-General of Investment Promotion at InvestHK, Ms Alpha Lau, said, “This Forum has fostered meaningful dialogue, inspired new ideas and catalysed further collaboration between the Government, industry, academia and relevant stakeholders. As indicated in “The Chief Executive’s 2024 Policy Address” a couple of days ago, the Government has always spearheaded and enhanced the development of Hong Kong’s I&T industries and will continue to do so. Working together, we believe Hong Kong can remain at the forefront of innovation, harnessing the power of both AI and energy technologies to build a prosperous and sustainable future.”

         The Head of Innovation and Technology at InvestHK, Mr Andy Wong, said, “AI is one of the strategic pillars in our Government’s agenda to drive digital economy. To accelerate its development, the Government is establishing the AI Supercomputing Centre (AISC) and has set aside $3 billion to support the use of AISC financially. On the hydrogen front, legislation and standards shall be optimised to align with technology and market development, as well as enabling the trial of different hydrogen-related projects. All these will further propel Hong Kong to be a top-notch international innovation and technology hub, as well as a ‘living lab’ for technology to be adopted in other markets.”

  • MIL-OSI Submissions: Asia Pacific – UN forum calls for enhanced role of cities in national climate action, localizing the SDGs

    The urban population in Asia and the Pacific is expected to increase by one billion more residents in cities and towns by 2050, bringing greater development pressures such as housing and infrastructure gaps as well as a concentration of many environmental and sustainability challenges, a United Nations forum said this week. But cities are also at the forefront of innovation for sustainability, leading the way in adopting new technologies and sharing knowledge across borders.

    “Given the profound and double-sided influence of cities, localizing global and national goals presents a significant opportunity to accelerate progress toward the Sustainable Development Goals,” said United Nations Under-Secretary-General and Executive Secretary of Economic and Social Commission for Asia and the Pacific (ESCAP) Armida Salsiah Alisjahbana.

    She added, “By translating the goals into relevant priorities within local contexts, we can harness the innovative capacities of cities and mobilize a broad range of stakeholders to confront the pressing environmental and development issues.”

    The eighth session of the Committee on Environment and Development brought together high-level government officials, urban leaders, top experts and other stakeholders to exchange views on strengthening multilateral cooperation on environment and development challenges facing the region, including through actions taken by cities.

    Discussions over the last three days focused on the challenges, opportunities and priorities for localizing action in five priority areas – air pollution; low-carbon transition and low-greenhouse-gas emission development strategies; ocean protection; sustainable urban development; and access to information concerning the environment and public participation in decision-making processes.

    “The five priority areas on the agenda are issues that demand coordinated, localized and inclusive solutions,” underscored Bernadia Tjandradewi, Secretary General, United Cities and Local Governments in the Asia-Pacific Region (UCLG-ASPAC). She further emphasized the importance of building the capacity, skills and resources of local governments to drive sustainable urban development and climate actions.

    Angelica Añabeza, Senior Associate, Wadhani Foundation Philippines, and Prajesh Khanal, Sustainability & Child Rights Activist presented a joint statement on behalf of youth representatives, urging for “meaningful and transparent partnerships with young people of all backgrounds to rebuild the trust that has been lost towards decision makers while also creating a collective vision.”

    “Local solutions are essential if we are to ensure the region’s growth can positively address these issues. While the challenges being faced in our region may vary by country and local context, we know that effective regional cooperation can support the exchange of solutions and best practices that can be tailored to local conditions,” said Norliza Hashim, Chief Executive Officer of Urbanice Malaysia, who was elected as Chair of the Committee.

    During the Committee, ESCAP also launched the Asia-Pacific SDG Localization Platform, which will support national and local authorities to share and learn best practices on how localized approach leads to effective solutions that improves the quality of life for residents across the region.

  • MIL-OSI Europe: EIB and European Environment Agency deepen cooperation over biodiversity and climate action

    The European Investment Bank (EIB) and the European Environment Agency (EEA) will strengthen collaboration to promote climate action, environmental sustainability, and sustainable finance. In a new agreement, the EIB and the EEA pledged deeper cooperation in technical areas including biodiversity, climate adaptation, circular economy, and urban sustainability.

    The Memorandum of Understanding (MoU) will allow the EIB to use the EEA’s expertise on data and modelling when evaluating projects and measuring impact of the Bank’s financing. For its part, the EEA will be able to integrate the EIB’s sustainable finance expertise in way that makes European environmental data more useful to the broader financial community.

    “We need the best available data and knowledge to address the triple planetary crisis of biodiversity, climate change and pollution,” EIB Vice-President Ambroise Fayolle said. “That’s why we are reinforcing our partnership with the European Environment Agency. We will work on methodologies and technical approaches that will help to enhance the impact of our projects to accelerate the green transition worldwide.”

    “Scaling up and re-orienting financial flows in a more sustainable direction is a pre-requisite for meeting our environment, climate and sustainability objectives under the European Green Deal. Enhanced co-operation between the European Environment Agency and the European Investment Bank will boost our common knowledge base across a wide spectrum of areas to further support the transition towards a more sustainable and competitive European economy,” said EEA Executive Director Leena Ylä-Mononen.

    Union Minister for External Affairs, Dr. S. Jaishankar inaugurated the second edition of the art exhibition “Silent Conversation: From Margins to the Centre” in New Delhi on 17 October, 2024. The four-day exhibition has been organized by the National Tiger Conservation Authority in collaboration with the Sankala Foundation, the National Human Rights Commission and the International Big Cat Alliance .

    While inaugurating the exhibition, Dr. S Jaishankar emphasized that India’s development journey is deeply connected with environmental conservation. He reaffirmed the government’s commitment to the welfare of Scheduled Tribes through various initiatives, highlighting that the Antyodaya scheme is rooted in the principle of uplifting marginalized communities and ensuring that no one is left behind.

    Union Minister Dr. Jaishankar said India had achieved remarkable progress in environmental conservation under the leadership of the Prime Minister, Narendra Modi. He highlighted that the 2022 amendments to the Wildlife Protection Act aim to balance environmental conservation with development needs. He credited the success of the National Tiger Conservation Authority to tribal communities and forest dwellers, whose guardianship has helped forests thrive and who actively combat poaching. He emphasized that policies are most effective when embraced by all citizens, referring to the concept of Janbhagidari

    Union Minister for Environment, Forests, and Climate Change, Shri Bhupendra Yadav, emphasized in the video message, that the spirit of coexistence reflects how communities live in harmony with, protect, and respect nature. He praised this approach, especially as the world faces critical challenges such as climate change, biodiversity loss, and soil desertification.

    On the occasion, a book titled “Hidden Treasures: India’s Heritage in Tiger Reserves” and a magazine called “Big Cats” were also released.

    A cultural program was also organized in the evening, that was attended by Dr. Gajendra Singh Shekhawat, Union Minister for Culture and Tourism.

    Background

    The exhibition aims to recognize the conservation ethos of tribal communities and highlight the symbiotic relationship between these communities and the environment. It seeks to inspire future generations to appreciate this connection and provides tribal artists an opportunity to engage with visitors.

    The exhibition features over 200 paintings and 100 art pieces from 22 tiger reserves across India. Tribal art forms such as Gond, Warli, Pata Chitra, Bhil, and Sohrai are showcased and available for sale, with proceeds directly benefiting the artisans. All artworks are crafted using sustainable materials, reflecting the eco-friendly lifestyle of indigenous communities.

    Of the 49 participating artists, 10 hail from tiger reserves in Madhya Pradesh, with others from Maharashtra, Chhattisgarh, Odisha, Telangana, Rajasthan, Arunachal Pradesh, Jharkhand, and Mizoram.

    According to the 2011 Census, over 1,70,000 villages in India are located near forested areas, and the India State of Forest Report 2021 indicates that more than 300 million people rely on forests for their livelihoods. On the tiger conservation front, India is home to 75% of the global tiger population, with an estimated 3,682 big cats in 55 tiger reserves as of 2023.

  • MIL-OSI Security: New York Man Pleads Guilty to Felony Assault Charge for Assaulting Officers During January 6 Capitol Breach

                WASHINGTON – A New York man pleaded guilty today to two assault charges – one felony and one misdemeanor – related to his conduct during the Jan. 6, 2021, breach of the U.S. Capitol. His actions and the actions of others disrupted a joint session of the U.S. Congress convened to ascertain and count the electoral votes related to the 2020 presidential election.

                Peter G. Moloney, 60, of Bayport, New York, pleaded guilty to a felony charge of assaulting, resisting, and impeding certain officers and a misdemeanor charge of assault by striking before U.S. District Judge Carl J. Nichols. Judge Nichols will sentence Moloney on Feb. 11, 2025.

                According to court documents, Moloney attended the “Stop the Steal” rally on Jan. 6, 2021, in Washington, D.C., on the Ellipse. Moloney traveled from his home in Bayport, New York, and brought with him certain items, including a bicycle helmet, protective eyewear, hard-knuckled gloves, a face mask, and a can of “Black Flag Wasp, Hornet, & Yellow Jacket Killer” aerosol spray.

                After the rally, Moloney walked toward the U.S. Capitol building via the Maryland Walkway, put on his gear, and was part of the first group to enter the restricted permitter. Moloney was one of the first to line up against a line of U.S. Capitol Police (USCP) Officers on the West Plaza. Court documents say that as tensions rose, Moloney pulled the can of wasp spray from his backpack and kept it in close proximity.

                According to the court records, on multiple occasions, Moloney held the can of wasp spray in his hands, aimed it at police, and sprayed the officers—causing the spray to make contact with the officer’s hands, arms, bodies, and heads.

                In addition to the assault on police officers, on two separate occasions, Moloney admitted to assaulting two individuals that he believed were members of the news media. On one occasion, Moloney walked up behind the victim while the victim’s back was turned and holding a camera. Moloney then swung his arm down onto the victim’s hand, grabbed the camera, and yanked it back in an attempt to pull the camera out of the victim’s hands. This act caused the victim to stumble on a flight of stairs.

                The FBI arrested Moloney on June 7, 2023, in New York.

                As a result of the plea, Moloney has agreed to pay restitution both to the victim for the repairs to his camera and to the Architect of the Capitol for the damage to the U.S. Capitol that day. 

                This case is being prosecuted by the U.S. Attorney’s Office for the District of Columbia and the Department of Justice National Security Division’s Counterterrorism Section. Valuable assistance was provided by the U.S. Attorney’s Office for the Eastern District of New York.

                The case is being investigated by the FBI’s New York Field Office (Long Island Resident Agency) and the FBI’s Washington Field Office, which identified Moloney as #199 on its seeking information photos. Valuable assistance was provided by the U.S. Capitol Police, the Metropolitan Police Department, and the U.S. Environmental Protection Agency’s Criminal Investigation Division.

              In the 45 months since Jan. 6, 2021, more than 1,532 individuals have been charged in nearly all 50 states for crimes related to the breach of the U.S. Capitol, including more than 571 individuals charged with assaulting or impeding law enforcement, a felony. The investigation remains ongoing.

    A delegation from Henan University of Urban Development (PRC), a long-term partner of our university, paid a friendly visit to SPbGASU. During the meeting, the parties discussed solutions to specific issues of cooperation and prospects for its development.

    The delegation of Henan University of Architecture and Civil Engineering included Vice President of the University Wang Jing, Director of the Institute of Architectural Research Zhang Jianguo, Dean of the Faculty of Management Ho Songtao, Dean of the Faculty of Architecture and Urban Planning Xing Yan.     “Our university traditionally pays great attention to the implementation of scientific and educational projects with universities in China. Since 2017, the most dynamically developing relations are with Henan University of Urban Development. This cooperation includes a wide range of areas, the implementation of joint educational programs, academic exchange of teachers and students, holding joint summer schools, implementing scientific and technical developments, holding scientific and practical conferences, expanding the laboratory base and publishing activities. Over the past year alone, more than 70 of our students have become familiar with the history, culture, and system of professional education of China as part of the academic mobility program. Currently, ten students from Henan University are on an exchange program at our university,” noted Svetlana Golovina.

    The First Vice-Rector added that since 2020, SPbGASU has been participating in the implementation of an educational program for training bachelors in the water supply and sanitation program, financed by the Chinese side. Up to 20 teachers from seven departments of our university took part in this work annually. And today there is an opportunity and need to discuss the further course of implementation of this project.

    Wang Jing shares a similar opinion. The Vice President recalled that the history of cooperation between our countries and universities has a long history. Since the Soviet period, both countries have cooperated in various urban development and architectural projects.

    “Today, our cooperation is developing at the management level, and the ties between the teaching staff and students are strengthening. This is important. Our universities have many similar educational programs: architecture, urban planning, engineering ecology, water management. We support the policy of openness, develop international cooperation, and SPbGASU has become our closest partner. The current meeting will help strengthen our diverse cooperation, including in organizing the educational process,” said Wang Jing.

    Currently, 37 students from Henan University of Urban Planning are studying at SPbGASU, including 22 master’s students and 15 postgraduates. As was emphasized by the parties, such successful experience needs to be expanded in different directions. Ekaterina Voznyak gave examples of active cooperation development. Thus, students from both universities took part in the architectural competition “ArchConcept”, the Chinese-Russian competition “The Future is Coming!” Also, students from SPbGASU completed an internship at Henan University of Urban Planning.

    The delegation from China was also interested in the Faculty of Economics and Management of SPbGASU, whose activities were introduced by Galina Tokunova.

    “We highly value our partnership and are confident that through joint efforts we will strengthen the ties between our universities,” summed up Svetlana Golovina.

    During their stay at SPbGASU, the delegation visited the historical information center, the testing center, the architectural faculty, the department of heat and gas supply and ventilation, and an exhibition of works by Chinese and Soviet scientists in the field of architectural and construction art (mid-second half of the 20th century) in the scientific and technical library.

  • MIL-OSI United Kingdom: East Midlands one year on from Storm Babet

    Today, 18 October 2024, marks one year since Storm Babet hit the UK and brought with it extremely heavy rainfall and very strong winds.

    In the East Midlands, Storm Babet resulted in the highest recorded river levels at 37 locations. As well as bringing the wettest 3-day period that Nottinghamshire had ever experienced on record.

    Storm Babet was then followed by Storms Ciaran and Henk which led to more significant flooding. Flood defences operated very well overall and protected significant numbers of properties in the region.

    The anniversary also coincides with the Environment Agency’s annual Flood Action Week which is a campaign dedicated to showing people the steps they can take to reduce the devastation caused by flooding. It also aims to encourage people to sign up to the flood warning service that informs you if your home is at risk of flooding.

    In the East Midlands alone, the Environment Agency is currently working on 52 flood risk projects to return assets to the condition they were before the storms last winter. These projects have all been created using evidence from the flooding caused by the 3 storms. Designing and delivering Flood schemes can be complicated and therefore take time to establish.

    In the last 12 months an array of projects have been completed to help better protect communities. In Raynesway in Derbyshire the team installed rock amour along a flood embankment. It had started to erode due to the high-water levels caused by Storm Babet and Storm Henk. Quick action was required to ensure the nearby businesses and critical infrastructure in that area remained protected.

    2180 tonnes of stone was used to fill a hole on the Folly Road Flood Bank in Darley Abbey.

    High levels of water also caused erosion on Folly Road Flood Bank in Darley Abbey. 40 metres was repaired by the Environment Agency, Jackson Civil Engineering and Derby City Council. Over a period of 11 weeks, 2180 tonnes of stone was brought in to fill the large scour hole and protect the bottom of the embankment.

    In Lowdham the high river levels caused by storm Babet resulted in overtopping and the deterioration of the flood storage wall. The wall surrounds the cricket pitch and is the boundary to the storage area. The design of the flood asset means when river levels are high they spill onto the cricket pitch. Therefore the flood storage wall keeps the water in that boundary. The high levels of water that was experienced with storm Babet and then continued very closely with storm Ciaran and Storm Henk resulted in further deterioration of the masonry wall. The Environment Agency Nottingham field team worked quickly to assess the damage, take down the damaged stretch of wall and rebuild it. This work was completed in March, less than a month after the last period of storms.

    Since storm Babet the Environment Agency has been reassessing the areas that are covered by the flood warning service to ensure all at risk areas are targeted. This work has so far resulted in 3 new areas being added to the flood warning system in the East Midlands – Rearsby, Syston and Silbey.

    The Environment Agency are also developing a Property Flood Resilience (PFR) programme for those homes affected by the storms, this could involve them being offered things like air brick covers and demountable barriers to have on the outside their home.

    More than 26 drop-in sessions have been conducted in the East Midlands which more than 1600+ people attended. The Environment Agency spent more than 2,000 hours attending and organising these key sessions. The drop-in sessions provided members of the public with a chance to ask any flood related questions they have. The events are attended by our partners who have a role during flooding so everyone the public needs are all in one room.

    Paul Lockhart, Flood Risk Manager in the East Midlands, for the Environment Agency said:

    We know the devastating impact flooding can have this is why we are working closely with our professional partners on a number of projects to protect communities.

    CHARLESTON, W.Va. – Today, U.S. Senator Shelley Moore Capito (R-W.Va.), Ranking Member of the Senate Environment and Public Works (EPW) Committee and a member of the Senate Appropriations Committee, announced $50,000,000 for FirstEnergy through the U.S. Department of Energy (DOE), made available through the Infrastructure Investment and Jobs Act’s (IIJA) Grid Resilience and Innovation Partnerships (GRIP) Program.

    This project will support grid and transmission upgrades across West Virginia benefitting more than 50,000 customers and 450 critical facilities like schools and hospitals. Additionally, this project includes the creation of a new, four-year apprenticeship program with a training center in Fairmont, W.Va. Ranking Member Capito authored a letter in support of FirstEnergy’s application for this funding in March of this year.

    “West Virginians deserve reliable access to electricity that keeps their lights on and homes warm. Initiatives like this strengthen the reliability of our grid and prevent our residents from experiencing costly interruptions that impact their lives and safety. Additionally, this project will simultaneously invest in economic development and the next generation of our workforce through the creation of an apprenticeship program based in Fairmont.     More than 1,400 homes better-protected from flooding as Kent facility will hold 25 per cent more water than now, enough to fill 600 Olympic swimming pools

    Three new gates at the Leigh flood storage area will add 200 homes and businesses to the 1,200 already better-protected from flooding

    The Leigh flood storage area (FSA) currently reduces the risk of flooding from the River Medway to 1,200 homes and businesses in Tonbridge and Hildenborough in Kent. It works by holding peak floodwater in the storage area to minimise flows downstream.

    Coinciding with the Environment Agency’s Flood Action Week, a milestone has been reached this month with the installation of a new gate to control the flow of water.

    Lifted into place by a 300-tonne crane, this is the first of three new gates that will be installed during construction.

    The new gates were delivered in pieces and welded together on site. Each gate weighs around 12.5 tonnes – the equivalent to the weight of a single-decker bus!

    By replacing the gates and raising sections of the embankment, the FSA will be able to store approximately 25 per cent more water than it does now; in total, more than 7 million cubic metres of floodwater that will help to better-protect more than 200 additional homes from flooding.

    Scheme progress

    It is expected that the scheme will be completed by the end of 2025.

    This is a complex programme and timings could change depending on external factors, such as the weather. Regular scheme updates will be provided to residents and stakeholders via newsletters and on GOV.UK.

    Sally Harvey, the Environment Agency’s area director for Kent, South London and East Sussex, said:

    The installation of the new gate is a huge achievement and a great step forward in the project to reduce the flood-risk to more than 1,400 homes in Tonbridge and Hildenborough.

    People can be assured that the flood storage area will remain operational throughout the project continuing to protect people, homes and businesses.

    Some estimates say that the average cost of flood damage in a commercial setting is around £80,000, and that a small business can lose up to 50 working days following a flood event, which clearly leads to a loss of custom and sales. This new investment will, therefore, bring peace of mind to businesses in the area, and increase confidence to invest in our locality.

    Rob Thomas, cabinet member for environment at Kent County Council, said:

    Completing the installation of the first gate marks a significant milestone in the delivery of the Leigh flood storage area expansion, and Kent County Council is very pleased with the progress being made. This scheme will better-protect homes and business from flooding in Tonbridge and Hildenborough, and offer improved climate resilience.

    The Environment Agency is working with Kent County Council, Tonbridge and Malling Borough Council and the Kent and Medway Economic Partnership (previously part of the South East Local Enterprise Partnership) to reduce flood risk to over 1,400 homes and businesses in Tonbridge, Hildenborough and downstream communities.

    Funding is through the government’s Flood Defence Grant in Aid (FDGiA), with contributions from Tonbridge and Malling Borough Council, Kent County Council and the South East Local Enterprise Partnership, now the Kent and Medway Economic Partnership.

    BOSTON, Oct. 18, 2024 (GLOBE NEWSWIRE) — Elevate Renewables (“Elevate” or the “Company”), a leading battery storage development company is pleased to announce that its Innovative Inertia Project at the Devon Generating Station in Milford, CT. has been selected to receive $27.5 million in federal funding under the U.S. Department of Energy’s Grid Resilience and Innovation Partnerships (GRIP) Program.

    The Innovative Inertia Project aims to reconfigure an existing fossil-fueled peaking unit and enable the deployment of a battery energy storage system (“BESS”) to provide synchronous condensing (“green sync”) and other essential grid services. Elevate is focused on repurposing existing energy infrastructure as traditional thermal resources retire (i.e., brownfields) and intermittent and renewable resources increasingly become the predominant resources on the grid.

    The Company will demonstrate that its BESS can provide inertia and synchronous condensing – remedying any immediate imbalance between electrical supply and system demand on the power grid- grid services historically offered by fossil fuel assets. The integration of this BESS technology will showcase its scalability and replicability, contributing to grid stability as Connecticut and the United States progress through the clean energy transition. It will also enhance resilience and deliver significant community and decarbonization benefits, particularly in historically overburdened areas of the state, by reducing emissions and supporting greater adoption of renewable energy sources.

    Innovative Inertia Project Anticipated Outcomes and Benefits:

    Resilience and Reliability for Grid Stability and Restoration: The project will provide about 23 MVA (mega volt-amperes) of reactive power for grid stabilization and up to 20 MW/80 MWh of energy resilience infrastructure available from a BESS capable of black-start grid restoration operations.

    Scalability Potential: With over 1,000 combustion turbine sites across the U.S., the project has the potential to be scaled nationwide. By proving the efficacy of BESS-enabled synchronous condensing and other battery-enabled grid services, the project could serve as a model for similar brownfield repurposing efforts and support increasing grid reliance and reliability needs expected as traditional thermal generation facilities retire.

    Community Benefits: Through a $2.7 million community investment program, the project will prioritize Disadvantaged Communities, including a distressed municipality near the generating station. The project will support the retraining of at least 20 power plant employees. In addition, the project commits to contracting businesses that are majority-owned or controlled by underrepresented persons or groups of underrepresented persons in New England and is committed to hiring workers from vulnerable or underrepresented communities for construction. Some or all of this project is anticipated to be executed in collaboration with the International Brotherhood of Electrical Workers (IBEW) and other existing unions.

    Established by the Bipartisan Infrastructure Law, the Grid Resilience and Innovation Partnerships (GRIP) Program is a $10.5 billion investment to enhance grid flexibility, improve the resilience of the power system against extreme weather, and ensure American communities have access to affordable, reliable, electricity when and where they need it.   • MIL-OSI United Kingdom: Nine imprisoned for operating illegal Lincolnshire waste site

    Nine people have been sentenced for the operation of an illegal waste site in rural Lincolnshire, following an investigation by the Environment Agency.

    The defendants were sentenced today (Friday 18 October) at Nottingham Crown Court to a collective 11 years of imprisonment, including three family members who controlled the illegal waste site at Long Bennington near Newark.

    The investigation, named Operation Lord, saw Environment Agency officers spend months building a picture of evidence of the illegal waste site on Fen Lane, Long Bennington.

    The findings of the investigation led to 12 people and one company being charged, of which 10 pleaded guilty. Following an eight-week trial at Nottingham Crown Court which concluded on 28 June 2024, the remaining three defendants were found guilty.

    Environment Agency officers conducted a raid on the site in April 2020 with Lincolnshire Police. Intelligence revealed lorry-loads of shredded waste were regularly being accepted onto the site the size of a football pitch.

    Waste was burned daily and buried. This activity intensified during the first Coronavirus lockdown in March 2020, and so action was taken to bring it to a halt.

    Environment Agency officers also seized an excavator and a lorry which were actively depositing more waste at the site when officers arrived. Two arrests were made.

    Prosecution brought against those involved

    The prosecution was brought against individuals that ran the illegal waste site; burned the waste; drove waste to the site and the landowners. Two waste brokers were also prosecuted.

    The Canner family trio of father Paul (53), mother Judith (55) of Main Road, Bilstone, Nuneaton, and son Joshua (29) of Laburnum Avenue, Newbold Verdon, ran the illegal waste site.

    Paul Canner was sentenced today to 26 months in prison, while Judith and Joshua were each sentenced to 16 months. Seven of the nine defendants were sentenced to immediate imprisonment.

    Sentencing the defendants, His Honour Judge Coupland found that the:

    • offending was deliberate for all nine defendants and the harm caused was of the highest level.
    • the illegal activity was deliberately concealed physically and with falsified paperwork.
    • the illegal waste site was close to nearby residents, putting them at harm from toxic fumes.
    • the repeated nature of the offences over a long period of time, and the financial gain obtained by the operation aggravated the offences for all defendants.

    His Honour Judge Coupland said that ‘the custody threshold had been crossed in all cases’.

    Site inflicted ‘misery on the local community’

    This was a serious illegal waste site which was highly organised and involved multiple offenders.

    Those involved sought to profit from Covid restrictions at the cost of the environment and by inflicting misery on the local community. The site and its operators had a major impact on legitimate businesses and our regulatory work.

    • Joshua Canner, aged 29 of Laburnum Avenue, Newbold Verdon, pleaded guilty to knowingly causing the deposit of waste at the site between 1 October 2019 and 1 May 2020. He was sentenced at Nottingham Crown Court to 16 months’ immediate imprisonment.
    • Sonial Surpal, aged 52 of Round House Road, Coventry, pleaded guilty to depositing waste at the site between 1 October 2019 and 1 May 2020. He was sentenced at Nottingham Crown Court to 13 months’ immediate imprisonment.
    • Luke Woodward, aged 37 of Willow Road, Nuneaton, pleaded guilty to depositing waste at the site between 1 October 2019 and 1 May 2020. He was sentenced at Nottingham Crown Court to 11 months’ immediate imprisonment.
    • Marcus Chapman, aged 39 of Egmanton Drive, Mansfield, pleaded guilty to disposing of the waste at the site between 1 October 2019 and 1 May 2020. He was sentenced at Nottingham Crown Court to 12 months’ imprisonment, suspended for 18 months. He has been ordered to do 200 hours of unpaid work.
    • Peter Wainwright, aged 32 of Dexter Lane, Hurley, Atherstone, Warwickshire pleaded guilty to disposing of waste at the site between 1 October 2019 and 1 May 2020. He was sentenced at Nottingham Crown Court to 16 months’ immediate imprisonment.
    • Nathan Jones, aged 43 of Carnation Road, Shirebrook, Mansfield, pleaded guilty to disposing of waste at the site between 1 October 2019 and 1 May 2020. He was sentenced at Nottingham Crown Court to 16 months’ immediate imprisonment.
    • Daniel Lippitt, aged 55 of Lubbersthorpe Road, Leicester, pleaded guilty to depositing waste at the site between 1 October 2019 and 1 May 2020. He was sentenced at Nottingham Crown Court to 9 months’ imprisonment, suspended for 18 months. He has been ordered to do 200 hours of unpaid work.

    The following defendants, who were the landowners, will be sentenced on 16 December 2024 at Nottingham Crown Court:

    • James Baggaley, aged 38 of Back Lane, Foston, pleaded not guilty but was found guilty in June 2024 after a trial of 1) knowingly permitting the deposit of waste at the site between 1 October 2019 and 1 May 2020, and 2) knowingly permitting the operation of the illegal waste site between 1 October and 14 April 2022.
    • Marc Greenfield, aged 46 of Fosse Road, Brough, pleaded guilty to knowingly permitting the operation of the illegal waste site between 1 October 2019 and 14 April 2022.

    Proceeds of crime proceedings have commenced against all 13 defendants and the following two defendants will be sentenced at the outcome of those proceedings:

    • Robert Malone, aged 41 of Ribble Prospect, Clitheroe, the sole director of NWR 2004 Limited, pleaded not guilty but was found guilty in June 2024 after a trial of failing to comply with the waste duty of care between 1 October 2019 and 1 May 2020.
    • Fletcher Plant Limited pleaded not guilty but was found guilty in June 2024 after a trial of failing to comply with the waste duty of care between 1 October 2019 and 1 May 2020.

  • MIL-OSI USA: NASA Selects Crew for 45-Day Simulated Mars Mission in Houston

    NASA selected a crew of four research volunteers to participate in its last simulated mission to Mars in 2024 within a habitat at the agency’s Johnson Space Center in Houston.
    Obaid Alsuwaidi, Kristen Magas, Tiffany Snyder, and Anderson Wilder will step into the 650-square-foot HERA (Human Exploration Research Analog) facility on Friday, Nov. 1. Once inside, the team will live and work like astronauts for 45 days. The crew will exit the facility on Monday, Dec. 16, after simulating their return to Earth. Jordan Hundley and Robert Wilson also were named as alternate crew members.
    Scientists use HERA studies to examine how crew members adapt to isolation, confinement, and remote conditions before NASA sends astronauts on deep space missions to the Moon, Mars, and beyond. The studies provide data about human health and performance in an enclosed environment over time with crews facing different challenges and tasks.
    The four volunteers will carry out scientific research and operational tasks throughout their simulated mission, including raising shrimp, growing vegetables, and “walking” on the surface of Mars using virtual reality. They will also experience communication delays lasting up to five minutes as they “near” Mars, allowing researchers to see how crews may respond to the type of delays astronauts will encounter in deep space. Astronauts traveling to the Red Planet may encounter one-way communication delays lasting as long as 20 minutes.
    As with the previous HERA missions, crew members will conduct 18 human health studies during the mission through NASA’s Human Research Program. Collectively, the work helps scientists understand how a spaceflight-like environment contributes to the physiological, behavioral, and psychological health of crew members. Insights gleaned from the studies will allow researchers to develop and test strategies aimed at helping astronauts overcome obstacles on deep space missions.

    Obaid Alsuwaidi
    Obaid Alsuwaidi serves as captain engineer for the United Arab Emirates’ (UAE) Ministry of Defense. In this role, he provides guidance in civil and marine engineering and addresses challenges facing the organization. Previously, Alsuwaidi worked as a project manager for the defense ministry, helping to streamline productivity, establish high standards of professionalism, and build a team of experts to serve the UAE’s needs.
    Alsuwaidi earned a bachelor’s degree in Engineering from Western Sydney University in Australia, followed by a master’s degree in Civil and Environmental Engineering from George Washington University in Washington.
    In his free time, Alsuwaidi enjoys horseback riding, swimming, and running.
    Kristen Magas
    Kristen Magas is an educator and engineer, currently teaching at Tri-County Regional Vocational Technical High School in Franklin, Massachusetts. She also mentors students involved in a NASA design and prototyping program, helping them develop and fabricate products to improve life in space on both International Space Station and Artemis missions. Magas was a finalist for the 2025 Massachusetts State Teacher of the Year.
    Magas received bachelor’s and master’s degrees in Civil and Environmental Engineering from Cornell University in Ithaca, New York. She also holds a master’s degree in Vocational Education from Westfield State University in Massachusetts. She has worked as a community college professor as well as a design engineer in municipal water and wastewater treatment.
    In her spare time, Magas enjoys coaching robotics and track and field, hiking, biking, and staying connected with her community. She has two children and resides in North Attleboro, Massachusetts with her husband of 25 years.
    Tiffany Snyder 
    Tiffany Snyder is a supervisor for the Cybersecurity Mission Integration Office at NASA, helping to ensure agency missions are shielded against cybersecurity threats. She has more than 20 years of information technology and cybersecurity experience, working with the Air National Guard and as a special agent with the Defense Counterintelligence Security Agency. She joined NASA in 2018 as an IT specialist, and later served as the deputy chief information security officer at NASA’s Kennedy Space Center in Florida, providing cybersecurity oversight.
    Snyder holds a bachelor’s degree in Earth Science from the State University of New York at Buffalo and a master’s degree in Digital Forensics from the University of Central Florida in Orlando.
    In her spare time, she enjoys playing with her dogs — Artemis and Apollo, gardening, running, and visiting the beach with her family.
    Anderson Wilder
    Anderson Wilder is a Florida Institute of Technology graduate student working on his doctorate in Psychology. His research focuses on team resiliency and human-machine interactions. He also works in the campus’s neuroscience lab, investigating how spaceflight contributes to neurobehavioral changes in astronauts.
    Wilder previously served as an executive officer and engineer for an analog mission at the Mars Desert Research Station in Utah. There, he performed studies related to crew social dynamics, plant growth, and geology.
    Wilder received his bachelor’s degrees in Linguistics and in Psychology from Ohio State University in Columbus. He also holds master’s degrees in Space Studies from International Space University in Strasbourg, France, and in Aviation Human Factors from the Florida Institute of Technology. He is completing another master’s degree in Cognitive Experimental Psychology at Cleveland State University in Ohio.
    Outside of school, Wilder works as a parabolic flight coach, teaching people how to fly in reduced gravity environments. He also enjoys chess, reading, video games, skydiving, and scuba diving. On a recent dive, he explored a submerged section of the Great Wall of China.

    Jordan Hundley
    Jordan Hundley is a senior consultant at a professional services firm, offering federal agencies technical and programmatic support. Prior to his current position, he focused on U.S. Department of Defense clients, performing model-based system engineering and serving as a subject matter expert for related operations.
    Hundley was commissioned into the U.S. Air Force through the Reserve Officers’ Training Corps program at the University of Central Florida in Orlando. While on active duty, he served as an intercontinental ballistic missile operations officer. He later joined the U.S. Air Force Reserve. Currently, he is a space operations officer with experience in space battle management and electromagnetic warfare.
    Hundley earned a master’s degree in Engineering Management from Embry-Riddle Aeronautical University in Daytona Beach, Florida. He is currently pursuing a second master’s degree in Systems Engineering at the university.
    Hundley holds a private pilot license and is a certified rescue diver. In his spare time, he enjoys hiking and camping, researching theology, and learning musical instruments.
    Robert Wilson
    Robert Wilson is a senior researcher and project manager at the Johns Hopkins University Applied Physics Laboratory in Laurel, Maryland. He leads work enhancing human-machine collaborations, developing human prediction models, and integrating that technology into virtual reality and robotic systems designed to operate in isolated, constrained, and extreme environments. His human-machine teaming expertise also extends into responsible artificial intelligence development. He recently participated in a United Nations Roundtable discussion about artificial intelligence in security and defense.
    Wilson received his bachelor’s and master’s degrees in Biomedical Engineering from Purdue University in 2013 and 2015, respectively. He earned his doctorate in Mechanical Engineering from the University of Colorado Boulder in 2020.
    Outside of work, Wilson is an avid outdoors enthusiast. He enjoys scuba diving, winter camping, backcountry skiing, and hiking through the woods or mountains throughout the year. At home, he also likes to tinker in computer networking and self-hosted systems.

  • MIL-OSI Canada: Transformation and expansion of an industrial building in Ahuntsic-Cartierville into a new art center and community space, the CAB – Battat Art Center

    Montreal (Quebec), October 18th, 2024 — The renovation and expansion of an old industrial building to create the Battat Art Center, the CAB, will reduce the ecological footprint of the building and support art and culture. The project is made possible by a $10.2 million investment from the federal government.

    Announced by the Honorable Mélanie Joly, this project, located on Port-Royal Street in the Ahuntsic-Cartierville borough, will offer a variety of spaces for creation and performance, supporting artists and promoting public appreciation of the arts.

    A thriving economy needs strategic investments in green infrastructure to build a sustainable future for Canadians, with access to good jobs, while limiting impacts on the local environment.

    The funding for this artistic building will be used to preserve the exterior envelope, as well as its existing architectural and structural components made of wood, masonry, and steel. The Center has prioritized the enhancement of the built heritage rather than starting from scratch. A new structure, primarily made of large timber from Quebec, will be erected to promote this craftsmanship and structural system. Additionally, the expansion will be built following zero-carbon building design standards and will increase the existing space from two to four floors, allowing for the installation of artist studios and exhibition rooms. This initiative supports the values of sustainable development by integrating ecological and economic strategies while providing quality spaces for the artistic community.

    The GICB program aims to improve the places Canadians work, learn, play, live and come together by cutting pollution, reducing costs, and supporting thousands of good jobs.

    Through green and other upgrades to existing public community buildings and new builds in underserved communities, the GICB program helps ensure community facilities are inclusive, accessible, and have a long service life, while also helping Canada move towards its net-zero objectives by 2050.

    Government support for waterfront development project opens opportunities for celebrations, promotion of culture and history

    A place to celebrate

    Today, the Honourable Lawrence MacAulay, Minister of Agriculture and Agri-Food and Member of Parliament for Cardigan, attended the grand opening of the new Stratford Waterfront Gathering and Event Space, and announced a total investment of $500,000 to the Town of Stratford to support the extensive boardwalk and event ground upgrades. The announcement was made on behalf of the Honourable Gudie Hutchings, Minister of Rural Economic Development and Minister responsible for ACOA.

    Minister MacAulay was joined by Stratford Deputy Mayor Steve Gallant and the Honourable Gilles Arsenault, PEI Minister of Environment, Energy, and Climate Action.

    The new gathering space, part of a larger waterfront core area development plan, features prominently the existing Michael Thomas Statue and Diversity Fountain, erected in 2014. Additions include an extended timber boardwalk and large plaza with seating, lookout platforms, electrical for outdoor performances, as well as lighting upgrades along the boardwalk. The investment will promote active transportation, elevate tourism, and support business growth within the community.

    Today’s announcement further demonstrates the Government of Canada’s dedication to a more inclusive, greener, and sustainable future for communities in Atlantic Canada.

  • MIL-OSI Asia-Pac: Remarks by SCST and AD of AFCD (Inspection and Quarantine) on incident of animal death at HKZBG at media session

         Following is the remarks by the Secretary for Culture, Sports and Tourism, Mr Kevin Yeung; and the Assistant Director of Agriculture, Fisheries and Conservation (Inspection and Quarantine), Dr Thomas Sit, on the incident of animal death at the Hong Kong Zoological and Botanical Gardens (HKZBG) this afternoon (October 18):Secretary for Culture, Sports and Tourism: Eight monkeys were found dead in the Hong Kong Zoological and Botanical Gardens on October 13, while two others feeling unwell were being isolated, and one of which passed away on October 14.     With concerted efforts from relevant departments, expedited autopsies, pathologic diagnosis and tests, and after discussions among the relevant departments, it is confirmed that the monkeys’ death is due to infection of melioidosis. We are saddened by the passing of the nine monkeys.     Under normal circumstances, melioidosis infection is through contact with contaminated soil and surface waters but not person-to-person or animal-to-person.     The park had soil digging works in early October. Together with the following possibilities, the monkeys might have had contact with the bacteria.• Staff working at the Mammals Section carried the contaminated soil with the shoes they wore to the cages, or• Infected monkeys with high counts of bacteria in close contact with other monkeys etc.     In addition, the incubation period for melioidosis in primates is about a week, and this matched with the period after the soil digging works. The nine monkeys died of melioidosis may be related to the soil digging works in proximity.     The LCSD has already taken several precautionary measures after animals were found dead:1) The Mammals Section of the Gardens (HKZBG) has been closed since October 14.2) Thorough disinfection and cleaning have been carried out in the animal cages involved.3) Appropriate protective gear have been provided to staff who work there and staff’s health condition is being closely monitored. At present, their health is normal.4) Staff concerned are all tested negative for the bacteria.     We will continue monitoring the mammals in the gardens and remind staff to pay attention to their own condition, and to report immediately if any of them feels unwell.Reporter: Did the monkeys show any symptoms of the disease? Why operators did not realise that prior to their death? Because this is also a disease which can also affect human, is there a need to close the whole facility to prevent visitors from being affected?Secretary for Culture, Sports and Tourism: Let me tackle the second question first, whether there is a need to close down the whole garden. As I said, we have taken all the cleansing and disinfection measures on the cages. So, with all these measures, we believe that it is now clean and free of the bacteria. We have also cordoned off the whole Mammal Section for the time being, so there will be no sort of contact between normal citizens and the animals. At this stage, I think these measures are sufficient to protect both the citizens as well as the animals in the zoo.Assistant Director of Agriculture, Fisheries and Conservation (Inspection and Quarantine): As far as I know, according to the vet in charge of the Hong Kong Zoological and Botanical Gardens, he said before that the animals have already lost their appetite. They were a bit of inappetence and a bit quieter than normal. The onset of all the clinical signs only took two days, and then there was a sudden death of animals. The vet has already taken all the measures to treat the monkeys. However, these affected monkeys could not make it. And he had to perform post-mortem and isolate other animals to prevent further spread of the disease.(Please also refer to the Chinese portion of the remarks.)

  • MIL-OSI Global: Coastal cities have a hidden vulnerability to storm-surge and tidal flooding − entirely caused by humans

    Centuries ago, estuaries around the world were teeming with birds and turbulent with schools of fish, their marshlands and endless tracts of channels melting into the gray-blue horizon.

    Fast-forward to today, and in estuaries such as New York Harbor, San Francisco Bay and Miami’s Biscayne Bay – areas where rivers meet the sea – 80% to 90% of this habitat has been built over.

    The result has been the environmental collapse of estuary habitats and the loss of buffer zones that helped protect cities from storm surge and sea-level rise. But the damage isn’t just what’s visible on land.

    Below the surface of many of the remaining waterways, another form of urbanization has been slowly increasing the vulnerability of coastlines to extreme storms and sea-level rise: Vast dredging and engineering projects have more than doubled the depths of shipping channels since the 19th century.

    Some of these oceanic highways enable huge container ships, with drafts of 50 feet below the waterline and lengths of nearly a quarter mile, to glide into formerly shallow areas. An example is New Jersey’s Newark Bay, which was as little as 10 feet (3 meters) deep in the 1840s but is 50 feet (15 meters) deep today.

    A consequence of dredging deep channels is that water also enters and exits the estuaries more easily with each tide or storm. In these dredged channels, the natural resistance to flow created by a rough and shallow channel bottom is reduced. With less friction, that can lead to larger high tides and storm surge.

    As coastal engineers and oceanographers, we study coastal ocean physics and storm surge. There are solutions to the problems “estuary urbanization” is causing, if people are willing to accept some trade-offs.

    An unintended side effect of dredging

    The effects of dredging are most visible in the daily tides, which have grown larger over the past century in many estuaries and aggravated nuisance flooding in many cities, as our research shows.

    Tide range – the average variation between high and low tide – has doubled in multiple estuaries and changed significantly in others. As a result, high-tide levels are often rising faster than sea-level rise, worsening its consequences.

    The most common culprit for these larger tides is estuary urbanization.

    For example, in Miami, where the tide range has almost doubled, a major contributor is the construction and dredging of a nearly 50-foot-deep (15 meter), 500-foot-wide (150 meter) harbor entrance channel beginning in the early 20th century.

    In New York City, some neighborhoods in southern Queens see 15 minor tidal floods per year today. Computer modeling shows that these floods are caused in about equal measure by sea-level rise and landscape alterations, including dredging and wetland reclamation projects that fill in wetlands to build industrial sites, airports and neighborhoods.

    Evidence and computer modeling show that any hurricane storm surge affecting parts of New York City, Jacksonville, Wilmington, Philadelphia, Southeast Florida and Southwest Louisiana, among other locations, will likely produce higher water levels due to estuary urbanization, potentially causing more damage in unprotected regions.

    These costs have gone largely unnoticed, since changes have occurred gradually over the past 150 years. But as sea-level rise and turbo-charged storms increase flooding frequency and severity, the problem is becoming more visible.

    Building solutions to the flooding problem

    In response to rising sea levels, a different form of estuary urbanization is attracting new attention as a possible solution.

    Gated storm-surge barriers or tide gates are being built across estuaries or their inlets so they can be closed off during storm-surge events. Some examples include barriers for New Orleans; London; Venice, Italy; and the Netherlands. Such barriers are increasingly being proposed alongside levee systems for coastal protection of urbanized estuary shorelines.

    The U.S. Army Corps of Engineers recently recommended surge barriers for 11 additional estuaries, including near Miami, Jamaica Bay in Queens and Galveston, Texas.

    Surge barriers are not long-term solutions to flooding driven by sea-level rise, and their negative impacts remain poorly understood.

    Venice’s rising flood wall includes 58 gates, each about the size of two tennis courts, that rise to block the inlet from storm surge.

    Natural solutions

    Wetlands and mangroves have also emerged as a popular nature-based solution.

    Communities and government funding have focused on attempts to restore or create new wetlands as buffers in shoreline areas. But this solution is ineffective for flood protection in most harbor cities, such as New York, due to the lack of available space.

    A storm surge crossing over a mile of marsh can be reduced by several inches, depending on the site’s characteristics. But typical urban estuary waterfronts have only tens of feet of open space to work with, if that much. In a narrow space, the best that vegetation can do is reduce wave action, which often isn’t the the most pressing problem for cities on estuaries that are typically sheltered from wind-driven storm waves.

    As a result, engineered wetlands, while attractive, may be ineffective, especially if trends in ship sizes and estuarine urbanization continues.

    Better ways to put nature back to work

    Our research reveals an opportunity for scientists, engineers and broader society to think bigger – to consider a more comprehensive reshaping and restoration of the natural features of estuaries that once mitigated or absorbed flooding.

    Possible solutions include halting the maintenance dredging of underutilized shipping channels, gradually retreating from vulnerable – and now often waterlogged – landfill industrial sites and neighborhoods, and restoring these larger expanses to wetlands.

    These approaches can sharply reduce flooding and provide years of protection against sea-level rise. Restoration to historical channel and wetland configurations, however, is rarely given serious consideration in coastal storm risk management studies because of the perceived economic cost, but also because the cumulative effect of deeper channel depths is often unrecognized.

    Renaturing urbanized estuaries in these ways could be paired with buyout programs to also reclaim the floodplain, reducing risk in more sustainable ways. Or it could be paired with seawalls to protect existing neighborhoods in a more ecologically beneficial way. These approaches should be considered as alternatives to further urbanizing our cities’ few remaining natural areas – their estuaries.

  • MIL-OSI United Kingdom: We respond to your thoughts on nature

    We’re reflecting on a fabulous Summer of Nature.

    From the end of July to the beginning of September, we delivered over 50 events alongside many different communities and partner organisations and engaged with over 1,000 people.

    We ran youth projects; we played Minecraft; we planted trees; we went swimming; we met the Poole Farm animals and all the while, we asked you how you felt about nature in Plymouth.

    We had an incredible response and nearly 500 of you gave your views on the places you love and how they should be cared for in the future.

    Below, we’ve drawn out some of the key themes and provided a response to your suggestions.

    You said… you wanted us to plant more trees

    Of course we will.

    Did you know that in the last three years, we have planted over 17,204 trees across 135 different sites as part of our involvement in the Plymouth and South Devon Community Forest? That’s an area equivalent to 85 football pitches! And it is something that we are proud of, with our team winning a national local government award for their efforts on this.

    Each year we make sure that we plant the right tree in the right place by careful consideration of the location including talking with local people about the plans. We also know about the challenges a changing climate will bring and the need to diversify the types of trees in the city and so we consider the tree species in this.

    We plant whips – young and slender trees, often just a few feet tall at the time of planting, maidens, which are smaller, usually three to five foot tall and standards, large trees that at the time of planting is already six to ten feet tall.

    This autumn we’ll be announcing our plans for the tree planting season ahead, with plenty of chances to get involved in planting and caring for trees throughout the year.

    You said… we need to educate young people about the benefits of nature

    Many people who fed back to our survey suggested that more could be done to educate young people about the natural world and how very important it is to look after it. We absolutely agree – we’d love to do even more outreach with young people!

    But did you know that we already run several programmes across the city?

    At Poole Farm, we run regular youth clubs focussed on outdoor skills and we run Junior Ranger sessions where young people can earn digital badges for set programmes of work.

    We run the Forest Rising programme, a youth forum which allows young people to feed into the delivery of tree planting across the city.

    Our Green Communities team is delivering a programme of nature education sessions in primary schools, secondary schools, and with youth groups, too.

    Our Climate Connections team regularly provide resource for schools and appoints Young Climate Ambassadors for carbon-conscious volunteers.

    Meanwhile, this year our National Marine Park are inviting all key stage two classes across the city to take part in the Sea in our Schools programme.

    Do we want to do more? Absolutely, and we will continue to work with partners and funding bodies to explore as many education options as possible, and give young people the chance to gain employment and build careers in looking after and improving nature sites across the city.

    You said… that the water quality of the Sound and rivers needs improvement

    It’s a hard agree from us – the water quality around Plymouth is not good enough. And although the issue is not of our making, we are determined to support improvements in the Tamar Catchment, in the Sound and along the Plym.

    Earlier this year, we held and hosted a Water Quality Select committee, which was supported by partners from the Environment Agency and South West Water.

    Representatives from the National Marine Park, University of Plymouth, Tamar Catchment Partnership, Ocean Conservation Trust and a local swimming group were also in attendance to provide insight and answer questions.

    Amongst the actions for the Council were an increased drive in education (see above!) as to what communities can do to improve water quality and to lobby government to allow Plymouth to be a pilot for an area of water quality improvement.

    South West Water, meanwhile, were tasked with ensuring their existing drainage infrastructure investment plans align with the city aspirations while the Environment Agency were asked to make water quality data from a new pilot monitoring scheme available more quickly.

    The partners involved in the select committee will be signing a Memorandum of Understanding to formalise their commitments and actions to water quality for the next ten years.

    You said… you wanted us to take better care of grass in the city.

    We hear what you’re saying on grass-cutting and we know that this year, we didn’t quite get it right. The very wet weather at the start of the year meant we couldn’t start on time and then when we did start, the rain continued to fall, and we couldn’t keep on top of the growth.

    Full disclosure; 60-40, our policy of cutting most of our grass regularly, but managing the minority for nature, is here to stay. If we want to make a difference to the biodiversity crisis; if we want nature to thrive in our city, then we have to do what we know is right.

    But what we can do is manage it differently. One of things that you said to us was that there was too much grass and not enough colour. Fair challenge. Over the winter, we’re going to look to fix that by improving a whole range of sites across the city.

    We are also going to look at how the cutting schedules are managed, how we can do more regular cuts on areas we know are prone to quick growth. This year, despite the issues, we doubled the regularity of cuts on roadside verges and playgrounds. This is something we can build on.

    You said… that litter can spoil some of our best green and blue spaces

    We agree. Littering really is the pits and the only people to blame for litter are the litterers themselves. Litter annoys us too and takes resource away from other services.

    We do carry out litter picks where we can, particularly in our larger parks and there are also some amazing local volunteer groups who help out, too, and we do our best to support them to do that. But the fact is, none of these would be needed if people took responsibility for their own waste.

    Did you know that there are 1,078 litter bins across the city and that 381 of those are in our parks or green spaces?

    You said… we need more dog poo bins in our parks and nature reserves

    Whilst we think we have generally got the right balance of bins in our parks right for the level of demand we will always listen to feedback and review provision at specific locations where concerns are raised.

    You said… you wanted more opportunities to get involved

  • MIL-OSI USA: Expanded Salton Sea restoration project breaks ground

    What you need to know: The state today broke ground on a project that expands ongoing restoration work at the Salton Sea to improve conditions for wildlife and surrounding communities. Most recently, $175 million in federal funding was made available to accelerate this effort as part of a $250 million commitment from the Inflation Reduction Act. This complements the more than $500 million in state funding secured to date. 

    SACRAMENTO – Governor Gavin Newsom highlighted the expansion of restoration work at the Salton Sea that broke ground today. The 750-acre expansion builds on the state’s ongoing work to enhance wildlife habitat, protect public health and improve water quality at the Salton Sea. The current project footprint is set at nearly 5,000 acres.

    California was granted $175 million from the Biden-Harris Administration this summer and $70 million in December 2023 as part of a $250 million commitment from the Inflation Reduction Act to accelerate Salton Sea restoration efforts. This complements the more than $500 million in state funding secured to date.

    The Salton Sea, California’s largest inland water body, has shrunk in recent years due to reduced inflows, resulting in an exposed lakebed that releases small dust particles that worsen air quality in the Imperial Valley, a region already burdened by poor air quality. The reduced water levels and increased salinity also negatively impact habitat for wildlife, including birds traveling the Pacific flyway.

    The federal support enables the expansion of the ongoing Species Conservation Habitat Project at the southern edge of the sea. Located near the community of Westmorland, the expanded project will create a network of ponds and wetlands to provide habitat for fish and birds and reduce dust in the area that impacts air quality.

    SACRAMENTO – Governor Gavin Newsom today highlighted a $3.5 million federal investment to improve access to the San Gabriel Mountains National Monument and enhance a key Southern California water source that provides Los Angeles County with one-third of its water supply.

    Federal, state, tribal and local partners celebrated the announcement today, which will support trash removal projects, create new walking trails and install additional restrooms on this popular stretch of the San Gabriel River used primarily for recreation by surrounding underserved communities.

    The state this month marked the 10-year anniversary of the San Gabriel Mountains National Monument, which was expanded by President Biden in May along with the Berryessa Snow Mountain National Monument. This action increased protected lands in California by 130,000 acres. California has conserved more than 25% of its land to date and is on track to reach its 30×30 goal in collaboration with federal, state, tribal and community partners.  

    “This collaborative effort is a win-win that will improve an important source of water for Southern California communities, deliver a healthier watershed for native species and enhance outdoor access for millions in the Los Angeles Basin. California will continue working with partners across the board to protect and preserve our common home.”

    The State Water Board awarded an initial $1.5 million grant for the San Gabriel project and is planning an additional $2 million investment over the next three years through funding from the U.S. Environmental Protection Agency’s Nonpoint Source Pollution Management Program. The investments support a multi-phase project that will enhance river access, protect fragile forest and riparian habitat and improve conditions for sensitive species, including the endangered Santa Ana sucker. Construction on the project’s first phase is expected to start early next year and will include an access trail and stairs to the riverbank, native plant restoration, increased trash bins and dumpsters and an asphalt parking lot.  

    San Gabriel Mountains

    California’s ongoing work to conserve biodiversity and natural resources includes the state’s first-ever ancestral land return effort through the Tribal Nature-Based Solutions Grant Program, which provided more than $100 million in funding for the return of roughly 40,000 acres to indigenous communities. The state is also advancing Nature-Based Solutions that support the ability of lands to absorb more carbon than they release, helping to combat the climate crisis. Earlier this year, the state opened the first new state park in nearly a decade, Dos Rios, which conserves approximately 1,600 acres of land and is the largest public-private floodplain restoration project in California.

    Department of Administrative Reforms and Public Grievances (DARPG) is all set for  achieving the the mid-campaign  100% progress of Special Campaign 4.0, which was launched on  13.09.24 and implementation phase began on October 2, 2024. This campaign is part of the government’s commitment for institutionalizing Swachhata and minimizing pendency in Government offices. Special Campaign 4.0 is implemented on following pillars -1. Digitization 2. ⁠Improving Office Spaces/enhancing office spaces 3. ⁠Timely Scrap disposal 4. ⁠Weeding/Preservation of Office Records 5. ⁠Inclusivity measures 6. ⁠Environment friendly activities.

    Key Highlights of Mid-Campaign Progress:

    1. Environment friendly activities

    As part of Special campaign 4.0 , plantation drive/cleanliness campaign was launched by Dr Jitendra Singh,MoS PP at Nehru Park on Swachh Bharat Divas as mark of “Ek ped Maa ke Naam”. This event demonstrated the commitment of DARPG and its staff to integrating eco-friendly practices into their operations and public service initiatives.

    1. Digitization
    1. DARPG has organized a workshop on cyber swachhata on 7th October 2024 at CSOI, Chankyapuri. The workshop featured  panel discussion on current cyber security landscape in India and cybersecurity for e-office,Bhavishya and CPGRAMS. The workshop aimed to educate staff and officers on maintaining digital hygiene, enhancing cybersecurity, and preventing cyber threats.
    2. DARPG has  preserved historical records and has Organized an exhibition in collaboration with National Archive of India (NIA) showcasing historical documents  preserved in DARPG earlier.
    1. Public Grievance Redressal:

    As of mid-October 2024, 800 public grievances have been addressed, contributing to the improvement of service delivery and enhancing public satisfaction. DARPG has adopted use of AI-enabled tools for better grievance tracking and resolution.in Centralized Public Grievance Redress and Monitoring System (CPGRAMS)  and has seen a marked improvement in the speed and accuracy of grievance redressal during the campaign.

    1. Weeding of files

    DARPG has initiated weeding of files, marking the beginning of enhanced record management and  reinforcing the commitment to a clutter-free and efficient office premise. So far, over 4100 files have been reviewed, and 800 files identified for weeding/Closure. These files were identified as outdated, irrelevant, or redundant  as per Record retention schedule and were subsequently weeded out or closed. This activity aimed to declutter office spaces.

    1. Timely eScrap disposal

    The Special Campaign 4.0 has emphasized sustainability through the promotion of e-waste disposal mechanisms .Outdated files, redundant materials, and unused office equipment have been disposed of systematically. DARPG disposed of electronic waste (e-scrap) as part of the campaign .A revenue of Rs 6,7625/- has also been earned from  eScrap disposal. Additionally, approximately 110 square feet of space was cleared in the process, enhancing the efficiency and organization of office facilities.

    1. Cleanliness and Office Efficiency

    DARPG undertook cleanliness drives at four campaign sites/office premises which have been cleaned and decluttered as part of the campaign.These sites included office spaces and public areas that required attention under the Swachhta campaign. The initiative involved deep cleaning activities, removal of waste materials, and promoting hygienic practices among the staff. This effort aligns with the department’s objective of maintaining a clean and organized work environment.

    With the  Special campaign 4.0 ongoing until October 31, 2024; DARPG aims to further intensify its efforts in ensuring cleanliness, enhancing efficiency, and addressing the remaining pendency. DARPG remains committed to fostering transparent, accountable, and efficient governance for the benefit of all citizens.

    The National Human Rights Commission (NHRC), India is organizing a function to celebrate its 31st Foundation Day at Vigyan Bhawan on the 18th of October 2024. On the occasion, the Chief Guest, Shri Jagdeep Dhankhar, the Vice-President of India will address several national and international dignitaries in the presence of NHRC, India Acting Chairperson, Smt Vijaya Bharathi Sayani and Secretary General, Shri Bharat Lal and other senior officers of the Commission. The Foundation Day celebrations are a reminder of the Commission’s commitment to protecting and promoting human rights.

    Following this, the Commission will also be organizing a day-long national conference on the ‘Rights of Older Persons’ under the theme- ‘Assessing the Structural Framework, Legal Safeguards, Security Rights, and Institutional Protection for India’s Elderly.’ The conference will address various concerns of older persons under three key technical sessions including ‘Addressing the Aging Population,’ ‘The Gendered Perspective of Aging,’ and ‘Evaluating the Healthcare Landscape-Impact on Healthy Living, Productivity, and Social Security.’ These sessions will be attended and addressed by various stakeholders including eminent experts and civil society representatives.

    The NHRC, India, recognizes senior citizens as valuable assets to society. It is essential to honour their contributions to nation-building by promoting their overall welfare, respecting their rights, and encouraging meaningful engagement. The Commission has a core group on the Rights of older persons to discuss and suggest measures for their welfare. Recently, the Commission assessed the institutional responses and support available to them. It also issued an advisory to ensure the rights of elderly persons during Covid-19. Besides promoting awareness about the need to protect the rights of the elderly in the country, the NHRC has been emphasizing the proper implementation of policies and laws including the Maintenance and Welfare of Parents and Senior Citizens Act, 2007 (MWPSC Act, 2007).

    In addition to the rights of older persons, the Commission has been working to promote and protect the rights of all segments of society, particularly those who belong to the vulnerable sections. During the 31 years of its journey since inception on 12thOctober, 1993 to 30thSeptember, 2024, the Commission has handled 2305194 (23 lakh 5 thousand and 194) cases including 2,873 cases of suo motu cognizance and recommended the payment of monetary relief of more than Rs. 254 crore in 8,731 cases to the victims of human rights violations.

    During the last one year w.e.f. 1st October, 2023 to 30th September, 2024, the Commission disposed of 68,867 cases and recommended more than Rs. 17.88 crore as monetary relief in 404 cases to the victims of human rights violations. It also registered 112 cases taking suo motu cognizance during this period. Besides, 19 spot inquiries were conducted into the allegations of human rights violations.

    The NHRC, India has conducted numerous spot investigations, open hearings, and camp sittings since its inception. Reviews of innumerable bills and laws, conferences and research projects, 31 Advisories, as well as more than 100 publications, including monthly newsletters, thousands of media reports, and engagements in international forums bear testimony to the work of the Commission towards the promotion and protection of human rights.

    The 31 advisories issued by the Commission including the recent, among others are Child Sexual Abuse Material (CSAM), Rights of the Widows, people involved in begging, the Right to Food, Right to Health and mental Health, Rights of the Informal Workers, Upholding the Dignity of the Dead, Rights of Truck Drivers, Environmental Pollution and Degradation, Advisory for ensuring the welfare of Transgender Persons, Advisory to mitigate Deliberate Self Harm and suicide attempts by prisoners and Advisory to Prevent, Minimize and Mitigate Ocular Trauma.

    The NHRC, India has designated 14 Special Rapporteurs to assess human rights conditions across various regions of the country. They conduct visits to shelter homes, prisons, observation homes, and similar institutions, compiling reports for the Commission that detail their observations and suggestions for future action. Additionally, the Commission has also appointed 21 Special Monitors tasked with overseeing specific thematic human rights issues and reporting their findings to the Commission. Throughout the year, they have visited several places to suggest improvements in human rights situations.

    The Commission has also proactively engaged with the NGOs and Human Rights Defenders. It has constituted 12 core groups on various thematic issues related to human rights to hold discussions with the domain experts and the concerned senior government functionaries representing different ministries from time to time to finalize its recommendations for the government. Besides these core group meetings, the Commission also organizes open house discussions with different stakeholders on various issues of human rights. The Commission during the last one year, w.e.f. 1st October, 2024 to 30th September, 2024 has organized 13 core group meetings and 06 open house discussions on varied themes of human rights and two national consultations.

    The NHRC, India is actively caring for all 47 Government mental health hospitals across the country. It continues to collaborate with central and state governments, parastatal organizations, academic institutions, NGOs, and human rights defenders to protect and promote human rights for all. Since last year, the Commission started a new program of sensitizing All India Services officers, including IAS, IPS, and IFS officers. The goal is to equip officers with a deeper understanding of human rights, enabling them to share this knowledge within their respective organizations for imparting human rights training to the other personnel.

    The Commission has also collaborated with various institutions to conduct human rights awareness programmes. During the last one year w.e.f. 1st October, 2023 to 30th September, 2024, it organized 69 collaborative workshops and 08 moot court competitions with financial support of over Rs. 130 lakh to various institutions. Additionally, the Commission also organized on-site winter and summer internships and 06 online short-term internships which have benefitted hundreds of students from far-flung areas at zero costs on their travel expenses to help them evolve as human rights ambassadors. During this period, students and faculty from 45 institutions visited the Commission to learn about various aspects of human rights and the functioning of the NHRC. Besides, annual debate competitions for Central Para-military forces and State Police organizations on various aspects of human rights for sensitization of security personnel.

    The Commission has issued notices to various sports bodies to establish Cells to deal with cases of harassment of women in the workplace. It has been issuing regular directions to provide free housing to thousands of homeless persons as per the government scheme. Victims of communal riots and internal conflicts are compensated. The Commission constantly endeavours to rehabilitate persons displaced due to natural disasters, land acquisition, and other causes. In the cases of suicide by debt-ridden farmers, the Commission successfully intervened.

    Some of the other important interventions of the Commission include recommending amendments to 97 laws that discriminate against persons with Hansen’s disease. The Government has enhanced compensation for bonded labour based on NHRC advisory at the pre-trial stage.

    The Commission has also been playing an active role at international human rights forums including the Asia Pacific Forum of National Human Rights Institutions, Global Alliance of National Human Rights Institutions (GANHRI), and UN Human Rights Council, among others with the participation of the Chairperson, Members, and senior officers. Last month, it successfully hosted a two-day conference of the NHRIs of Asia Pacific.

    Twelve Thematic Core Groups involving various experts have helped the Commission to formulate mechanisms to evaluate the schemes initiated by the Govt. and make recommendations thereof. The Special Monitors and Special Rapporteurs who are the eyes and ears of the Commission are adding value to the mandate of the Commission.

    The Commission has taken several new initiatives to expand its outreach including linking its HRCNet Portal with all the State authorities and the majority of State Human Rights Commissions. Any person can file complaints directly through online mode in a fast and efficient manner and can track the real-time status of their complaint on the Commission’s portal. The online complaint filing system is also linked with over five lakh Common Service Centers and the National Government Services Portal.
