    09 October 2024/Press Release/Apia, Samoa – The Marine Pollution Advisory Committee (MPAC) continues to assess the situation relating to the run aground HMNZS Manawanui at Tafitoala.

    On Wednesday, October 9, 2024, the Chairman, Afioga Fui Tupai Mau Simanu, Chief Executive Officer of Ministry of Works, Transport and Infrastructure conducted a meeting with the Ministry of Natural Resources and Environment (MNRE) DMO Division, Samoa Fire Emergency Services Authority, NZ Defense Force, Maritime New Zealand as well as New Zealand’s High Commissioner to Samoa, Her Excellency, Sialei Van Toor.

    The meeting discussed initial findings as well as continued efforts from all parties involved since the occurrence in the early hours of Sunday October 6, 2024. Divers from the NZ Defense Force and Samoa Response team have been deployed since Monday, October 7 to carry out an assessment of the wreck and possible risks to the marine environment.

    It was during this meeting the NZ Defense Force confirmed that there are no explosives onboard.

    As of 8AM on Wednesday, coastal assess

    ment carried out from Safata to Matafa’a by the Committee confirms that there continues to be no oil contamination on the Coast, although diesel sheens have been observed near the wreck, it has drifted out to the high seas.

    Initial assessments suspected fuel leakage and further information of this will be provided today as the weather continues to improve, aiding in the diving teams’ operation this evening. For now, water samples have been collected for chemical analysis to confirm contaminations in the water.

    It is confirmed that there is damage to the reef from the NZ Navy shipwreck and anchor chain. Assessments show that physical destruction to the reef Is approximately 5000 square meters.

    The MPAC Chairman thanks the village of Tafitoala and members of the public for the support and cooperation while the operation is in place.

  • MIL-OSI Europe: Vincenzo Mascioli appointed new State Secretary for Migration

    The Federal CouncilBern, 16.10.2024 – At its meeting on 16 November, the Federal Council appointed Vincenzo Mascioli as the new State Secretary for Migration. Vincenzo Mascioli is currently Vice Director of the State Secretariat for Migration (SEM). He will take up the post on 1 January 2025, succeeding Christine Schraner Burgener, who is moving to the Federal Department of Foreign Affairs (FDFA).
    Vincenzo Mascioli, who is 54, has been working in the Federal Administration since 2005, initially as a research assistant for the Control Committee of the Federal Assembly, and between 2007 and 2010 as an advisor on Federal Councillor Moritz Leuenberger’s personal staff at the Federal Department of the Environment, Transport, Energy and Communications (DETEC). From 1 November 2011, Vincenzo Mascioli worked as the personal assistant to Federal Councillor Simonetta Sommaruga in the Federal Department of Justice and Police (FDJP), where he was also responsible for the migration dossier and in particular the reform of the Asylum Act, which was adopted by a clear majority at the popular vote in 2016.
    At the beginning of 2017, he was appointed Vice Director of SEM, where he took charge of the International Affairs Directorate, which includes the Returns, International Cooperation and European Cooperation Divisions. Switzerland is currently one of the leading European states in terms of cooperation with the countries of origin of asylum seekers. In addition, Switzerland’s consistent return policy is internationally recognised. Vincenzo Mascioli also served as Vice Director of SEM for several years under Federal Councillor Karin Keller-Sutter and for one year under Federal Councillor Elisabeth Baume-Schneider.
    Before joining the Federal Administration, he worked for a number of years as an editor at a publishing house and as a lecturer at Zurich University of Teacher Education (PH Zurich) after graduating from the University of Zurich with a degree in education.
    Migration expert with extensive management experience at SEM
    Vincenzo Mascioli is as familiar with the international dimension of migration as he is with Swiss domestic policy. He is an expert in migration issues and, in addition to proven leadership skills, brings with him strong social skills, extensive diplomatic and political knowledge, and strong communication and negotiation skills. The Federal Council is confident that he can credibly represent SEM at home and abroad.
    As State Secretary for Migration, Vincenzo Mascioli heads an administrative unit with around 1,300 employees. He is responsible for developing strategies and implementing and further developing Switzerland’s asylum, immigration and integration policy, as well as its foreign policy on migration. His tasks include liaising with Parliament, cantonal, communal and other federal authorities, non-governmental organisations in the field of migration, international organisations and foreign counterparts.
    State Secretary Christine Schraner Burgener is to step down as head of SEM at the end of the year at her own request to take up a new role at the FDFA. She took over as state secretary on 1 January 2022. During her time in office, Switzerland has had to respond to the largest refugee movement since the Second World War as a result of Russia’s war of aggression against Ukraine. At the same time, SEM has been confronted with a large number of new asylum applications in recent years.

    Agricultural Research Service Develops Long-Term Roadmap for PFAS in U.S. Agriculture

    Multi-Agency Workshop Forms Solutions to Chemical’s Most Complex Challenges

    WASHINGTON, Oct. 16, 2024 —The U.S. Department of Agriculture (USDA)’s Agricultural Research Service (ARS) today announced several key outcomes from a workshop to develop a research roadmap that would lead to short and long-term science-based solutions to meet the emerging challenges posed by the discovery of Per-and polyfluoroalkyl substances (PFAS) in agricultural soils and waters. PFAS have become increasingly found in the environment, posing significant challenges for producers, and farming communities, highlighting the need for agricultural researchers to develop innovative and practical solutions.

    ARS, its Center of Excellence for Environmental Monitoring and Mitigation, and the University Maine, collaborated recently during a three-day workshop to bring together more than 150 interagency researchers, state partners, university partners and other subject matter experts to engage in discussion and identify key research and innovative solutions that address the top challenges PFAS poses to agriculture, agroecosystems, food systems, and farming communities.

    Many within the agricultural community are facing new challenges when PFAS chemicals are detected within their farms, resulting in this being a new challenge to farmers’ continued capacity to sustain healthy soil and water on their farms, as well as continued capacity to provide safe and dependable food and fiber supplies to our nation and the world. The suggested long-term roadmap solutions for improving these circumstances include finding new means of detecting when PFAS contamination is a problem, better understanding of how it moves through the agricultural system, and innovating new ways to interrupt that movement or remove the chemicals before they can do harm.

    Other topics of discussion at the workshop included a strategy for data standardization and integration, how to develop scientific solutions to management of municipal biosolids, and ways of effectively removing existing PFAS chemicals from the production environment.

    “The meeting’s focus on the gap between PFAS challenges and solutions has empowered and offered hope to ARS, its partners and sister agencies – to address and resolve agriculture-centric problems arising from the use of PFAS in our communities and everyday consumer products,” said ARS Senior Management Advisor, Dr. David Knaebel. “The workshop’s overarching impact will assist the U.S. agricultural research community and stakeholders to find creative and innovative ways to mitigate and remediate a rapidly growing PFAS challenge in U.S. agriculture and food systems.”

    PFAS is a class of man-made chemicals that have been manufactured and used in a variety of industries around the globe, including in the United States, since the 1940s. The chemical has been placed in the category of “forever chemicals’ because they bioaccumulate in animals and plants and do not breakdown naturally in the animals or plants or in the environment. These chemicals in agricultural landscapes can cause food producers numerous challenges that require innovative scientific solutions from agriculture research, research and developments, and strategic partnerships.

    “Currently, our data shows that PFAS is an environmental hazard that does not come from agriculture,” said Acting Assistant Administrator Marlen Eve. “But, producers need efficient, cost-effective ways to deal with the challenges when it is detected in our agricultural soils and waters.”

    Federal and stakeholder workshop attendees plan to move forward with next steps by crafting documents that will communicate solutions to the ag research community – especially in locations where PFAS has critical impacts on agriculture – and to engage in partnerships to realize those research solutions into impactful tools and practices for producers and the agricultural community.

    “The University of Maine is pleased to expand our partnership with USDA ARS to find solutions to this national environmental crisis. With our collective expertise — supported by the ingenuity and resolve of our researchers and students — we can accelerate breakthroughs in basic and applied science that will result in new tools and strategies for protecting food systems in Maine and beyond.” said Joan Ferrini-Mundy, Vice Chancellor for Research and Innovation for the University of Maine System and President of the University of Maine.  “Together, we will also expand each other’s research capacities, grant funding efforts and infrastructure, all of which will be essential for mitigating the spread of PFAS and other toxic compounds like it. Thank you to U.S. Senator Susan Collins for securing funding for the Center and for her ongoing support of research informing practical solutions for rural farmers and communities.”

    ARS will continue to expand its PFAS research to address its impact on U.S. agriculture. Future research will ensure that the nation maintains a safe and abundant high quality food supply that is undergirded by sustainable natural resources.

  • MIL-OSI Global: In despair about Earth’s future? Look for green shoots

    As species go extinct and a habitable climate teeters, it’s understandable to feel despair.

    Some of the world’s top climate scientists have expressed their mounting hopelessness at the prospect of reaching 3°C by 2100. This hellish scenario, well in excess of the 1.5°C countries agreed to aim for when they signed the 2015 Paris agreement, would indeed spell disaster for much of life on Earth.

    As a lecturer in sustainability, I often hear my anxious students bemoan the impossibility of building a way out of ecological collapse. However, the greatest danger is fatalism, and assuming, as Margaret Thatcher claimed, that “there is no alternative”.

    There is a vast ocean of possibility for transforming the planet. Increasingly, cities are in the vanguard of forging more sustainable worlds.

    Car-free futures

    Since the early 1900s, the car has afforded a sense of freedom for some while infringing on the freedoms of others.

    Cars, particularly SUVs, are a major source of air pollution and CO₂ emissions globally. Motorways and car parking spaces have transformed Earth’s terrain and monopolised public space. For those of us in industrialised societies, it is difficult to imagine life without cars.

    Global sales of electric vehicles are projected to continue rising. Yet even these supposed solutions to an unsustainable transport sector require a lot of space and materials to make and maintain.

    With cities set to host nearly 70% of all people by 2050, space and livability are key concerns. As such, cities across Europe and beyond are beginning to reclaim their streets.

    Between 2019 and 2022, the number of low-emissions zones, areas that regulate the most polluting vehicles in order to improve air quality and help to protect public health, expanded by 40% in European cities. Research suggests that policies to restrict car use such as congestion charges and raised parking fees can further discourage their use. However, providing viable and accessible alternatives is also crucial: as such, many cities are also widening walkways, building bike lanes and making public transport cheaper and easier to access.

    An estimated 80,000 cars used to pass daily through the centre of Pontevedra, a city in north-west Spain. Mayor Miguel Anxo Fernandez Lores instituted a ban on cars in 1999 and removed on-street parking spaces. The city has since drastically reduced air pollution and hasn’t had a vehicular death in over a decade.

    Living cities

    Cement and concrete are widely used to make major infrastructure such as roads, bridges, buildings and dams. The cement industry accounts for up to 9% of global emissions. Moreover, the open-pit quarrying of limestone, a key ingredient in cement, involves removing topsoil and vegetation which rips up ecosystems and biodiversity and increases flooding risks.

    A burgeoning “depaving” movement originated in Portland, Oregon in 2008 and has removed concrete and asphalt from cities including Chicago, London and several cities across Canada, replacing it with plants and soil.

    Depaving is an example of the wider urban rewilding movement which aims to restore natural habitats and expand green spaces in cities for social and ecological wellbeing.

    Multispecies coexistence

    A new report by the World Wildlife Fund for Nature (WWF) has documented an average 73% decline in the abundance of monitored wildlife populations globally since 1970. Despite such unfathomable losses, many cities are being transformed into oases of multispecies life.

    Prized for their fur, beavers were hunted to extinction in the UK by the 16th century. Their water damming activities create homes for other species such as birds and invertebrates and help prevent flooding. Eurasian beavers have been thriving in Sweden, Norway and Germany since their reintroduction in the 1920s and 1960s, respectively.

    In 2022, beavers were designated a protected species in England. In October 2023, London saw its first baby beaver in over 400 years.

    Melbourne has launched a project to create a 18,000 square-metre garden in the city by 2028, with at least 20 local plant species for each square metre. An 8-kilometre long pollinator corridor is also being created to allow wildlife to travel between 200 interconnected gardens and further help local pollinators flourish.

    Living alongside larger predators brings unique challenges. However, as with any functional relationship, respect is key for coexistence. Los Angeles and Mumbai are two major cities that are learning to live alongside mountain lions and leopards. Local officials have launched public education initiatives urging people to, for instance, maintain a safe distance from the animals and not walk alone outside at night. In cases where wildlife conflicts occur, such as between wolves and farmers who have lost livestock, non-lethal methods such as wolf-proof fences and guard dogs have been found to be more effective solutions than culls.

    Environmental justice now

    Cities, particularly in wealthy countries, are only a small part of the story.

    At just over 500 years old, the modern capitalist system, imposed globally through European colonialism, is a relatively recent development. Despite its influence, the visionary author Ursula K. Le Guin reminded us that “any human power can be resisted and changed by human beings”.

    Indigenous peoples numbering 476 million across 90 countries represent thousands of distinct cultures that persist as living proof of the enduring possibilities of radically different ways of living.

    An online database tracks 4,189 environmental justice movements worldwide. From multi-tribe Indigenous Amazonian alliances keeping illegal miners at bay, to countless local communities and activist groups resisting the construction of new fossil fuel infrastructure. Over the last few years, these place-based struggles have either stopped, stalled or forced the suspension of at least one-quarter of planned extractive projects.

    These examples demonstrate hope in action, and suggest that the radical changes required to avert climate and ecological breakdown are often a simple question of will and collective resolve.

    Reality, like the future, is never fixed. Whether the world is 2, 3 or 4-degrees warmer by 2100 depends on actions taken today. The terrain ahead will be full of challenges. But, glimmers of a better world are already here.

  • MIL-OSI Asia-Pac: Imported Clotted cream samples detected with total bacterial count exceeding legal limit

         â€‹The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (October 16) that samples of prepackaged pasteurized Cornish clotted cream imported from the United Kingdom (UK) were detected with total bacterial count exceeding the legal limit. The affected batch of product has been marked and sealed, and has not entered the market. The CFS is following up on the incident.

         Product details are as follows:

    Place of origin: UK
    Sole importer: Alf Retail Hong Kong Limited
    Packing: 227 grams per pack
    Use-by date: October 18, 2024

         A spokesman for the CFS said, “The CFS collected the above-mentioned samples at the import level for testing under its routine Food Surveillance Programme. The test results showed that the total bacterial count of the samples were 620 400, 1 128 000 and 1 504 000 per milliliter respectively. According to the Milk Regulation (Cap 132 AQ), milk after heat treatment by means of pasteurisation should not contain more than 30 000 bacteria per millilitre.

         The CFS has informed the importer concerned of the irregularity. An investigation revealed that the affected batch of the product is still stored in the importer’s warehouse. It has not entered the local market. The CFS has temporarily suspended the permission to import for sale of the product concerned granted earlier to the importer. Other types of similar products of the same brand being sold in the market are not affected.
     
         The spokesman said that the total bacterial counts exceeding the legal limit indicated that the hygienic conditions were unsatisfactory, but did not mean it would lead to food poisoning.
     
         The CFS has informed the British authorities of the incident, and will continue to follow up on the case and take appropriate action.

  • MIL-OSI United Kingdom: Overcoming analysis paralysis: the Niaxo ACE supplier story

    Bringing data science to bear on everything from the national covid response to synthetic data and countering online grooming.

    Niaxo brings a wealth of experience in data platforms and analytics, with its founders having clocked up “something ridiculous” like 60 years’ worth of contracting into government as independent consultants between them.

    They saw a niche, with experience of both working independently within government as well as working with government clients, to do something different and get technical projects off the ground faster – avoiding the so-called analysis paralysis which can afflict larger organisations.

    And so Niaxo was born in September 2019.

    The team is now significantly larger, with the initial team joined by ten staff, but retains a core focus on bring novel techniques to other people’s data problems.

    An area the company is increasingly excited about, says Ed Puddicombe, Niaxo’s director of strategy and business engagement, is using artificial intelligence (AI) and synthetic data to generate simulated scenarios. These could be used for interviews, for example, or for training materials in areas such as law enforcement.

    For one Accelerated Capability Environment (ACE) customer, the company used large language models to find examples of the types of text it wanted to replicate synthetically and then designed a wrapper to make an initial version of a template, which has been well received as a starting point. Technology and applications such as this could be a game-changer in terms of speeding up project timelines.

    Puddicombe said: “It was a project for ACE that was the genesis of starting to do some really cool stuff with synthetic data and we enjoy being part of interesting work and working on novel challenges.”

    The Niaxo team heard about ACE from contacts and, intrigued, set up a meeting to find out more. They signed up, and completed their first project in early 2020, exploring data-driven decision-making at a key point of the criminal justice system.

    Puddicombe said: “We took an initial data-processing idea, and within six weeks revamped it into more of an enterprise tool.”

    One of the major ACE commissions Niaxo has been part of was the covid response for the Joint Biosecurity Centre, which was set up to provide evidence-based insight to aid local and national decision-making.

    The company designed and built the data science platform which calculated the ‘r’ value – the measure of how quickly infections were growing across the UK. A rough design on a piece of paper evolved into a platform where every data output could be reversed, to understand the data feeding into it.

    Niaxo built a demonstrator in five days, had the first user live in five weeks, and within five months was told it was the biggest data science platform in government, with hundreds of data scientists working on it. The company also ran and continued to develop it for a number of months, before it was migrated “overnight, seamlessly” to the Department of Health and Social Care.

    Another project Niaxo worked on for a law enforcement body was around understanding the mathematical principles of how online grooming in chats could be detected, and how pattern matching could help, no matter which language was being used.

    Puddicombe added: “I think working with ACE illuminates problem spaces we may have overlooked, so we’ve got a skill that we didn’t know we could grow, from a seed that wouldn’t otherwise have been sown.”

    What do you do and what is most interesting about your role here at Goddard?
    I am a geologist doing both laboratory and field work, primarily focusing on Mars analog research. I work on the Curiosity rover as part of the Sample Analysis at Mars (SAM) instrument team.
    Why did you become a geologist?
    As a child, I always loved being outside and I was really interested in all things related to the Earth. In college, I figured out that I wanted to be a geologist after taking an introduction to geology course. I wanted to learn more about the Earth and its interior, specifically volcanism.
    What is your educational background?
    In 2012, I received a B.S. in geology and environmental geoscience from Northern Illinois University. In August 2012, the same month that Curiosity landed on Mars, I started graduate school and in December 2014, I received a M.S. in geology from the same university. I focused on igneous geochemistry, investigating the pre-eruptive water contents of a Guatemalan volcano.
    Why did you come to Goddard?
    I came to Goddard in February 2015 to perform laboratory analyses of Mars analog materials, rock and mineral samples, from Earth, that the Curiosity rover and spectral orbiters have also identified on Mars. It is very exciting to be part of the rover team and to be involved in an active Mars mission.
    What is a highlight of your work as a laboratory geologist doing Mars analog research?
    Using laboratory analyses to interpret data we are getting back from Curiosity is incredibly exciting! I perform evolved gas analysis to replicate the analyses that the SAM instrument does on the rover. Curiosity scoops sand or drills into the rocks at stops along its drive through Gale Crater on Mars, then dumps the material into a small cup within the SAM instrument inside the rover. The rock is heated in a small oven to about 900 C [about 1650 F], and the instrument captures the gases that are released from the sample as it is heated. SAM uses a mass spectrometer to identify the different gases, and that tells us about the minerals that make up the rock.
    We do the same analyses on rocks and minerals in our lab to compare to the SAM analyses. The other instruments on Curiosity also aid in the identification of the rocks, minerals, and elements present in this location on the Martian surface.
    I also serve as a payload downlink lead for the SAM instrument. I check on the science and engineering data after we perform an experiment on Mars. On the days I’m on shift, I check to make sure that our science experiments finish without any problems, and that the instrument is “healthy,” so that the rover can continue driving and begin the science that is planned for the next sol.
    On days when we’re downlinking science data and I’m on shift, I am one of the first people to see data from an experiment done on Mars!
    What is some of the coolest field work you have done?
    I have done Mars analog field work in New Mexico, Hawaii, and Iceland. The field work in Hawaii is exciting because one of our field sites was inside a lava tube on Mauna Loa. We expect that there are lava tubes on Mars, and we know that the interior of the tubes would likely be better shielded from solar radiation, which might allow for the preservation of organic markers. Scientifically, we’re interested in characterizing the rocks and minerals inside lava tubes to understand how the interior differs from the surface over time and to investigate differences in elemental availability as an accessible resource for potential life. Learning about these processes on Earth helps us understand what might be possible on Mars too.

    I use handheld versions of laboratory instruments, some of which were miniaturized and made to fit on the Curiosity rover, to take in situ geochemical measurements — to learn what elements are present in the rocks and in what quantities. We also collect samples to analyze in the laboratory.
    I also love Hawaii because the island is volcanically active. Hawaii Volcano National Park is incredible! A couple years ago, I was able to see the lava lake from an ongoing eruption within the crater of Kīlauea volcano. The best time to see the lava lake is at night because the glowing lava is visible from multiple park overlooks.
    As a Mars geologist, what most fascinates you about the Curiosity rover?
    When Curiosity landed, it was the largest rover NASA had ever sent to Mars: It’s about the size of a small SUV, so landing it safely was quite the feat! Curiosity also has some of the first science instruments ever made to operate on another planet, and we’ve learned SO much from those analyses.
    Curiosity and the other rovers are sort of like robotic geologists exploring Mars.  Working with the Curiosity rover allows scientists to do geology on Mars — from about 250 million miles away! Earth analogs help us to understand what we are seeing on Mars, since that “field site” is so incredibly far away and inaccessible to humans at this time.

    I spend most of my free time with my husband and two small children. We enjoy family hikes, gardening, and both my boys love being outside as much as I do.

    Fresh water is our most precious natural resource, needed for drinking, cleaning and sanitation, recreation, industry, agriculture, and ecosystem health. Water is also sacred to many Indigenous peoples and honoured as a giver of life. Yet, fresh water in Canada is under increasing pressure from climate change, pollution, and other threats. Canadians recognize the importance of fresh water and have called for action.

    Today, the Honourable Steven Guilbeault, Minister of Environment and Climate Change, officially announced the establishment of the Canada Water Agency as a standalone federal entity headquartered in Winnipeg, Manitoba. Previously within Environment and Climate Change Canada for an interim period, the new independent Agency will strengthen freshwater management in Canada by providing leadership and improved coordination and collaboration federally and with provinces, territories, and Indigenous peoples. As a standalone entity, the Canada Water Agency will work closely with partners to deliver major elements of the Freshwater Action Plan, build a strong approach to freshwater protection, and help address transboundary freshwater challenges and opportunities.

    The Agency also will provide freshwater policy expertise and lead the development of a national freshwater data strategy, which will make it easier for Canadians to make informed decisions impacting their environment, economy, health, and safety. It will also work closely with Environment and Climate Change Canada and other federal departments and agencies to support and leverage freshwater science.

    The Canada Water Agency will administer freshwater funding programs in eight waterbodies of national significance: the Great Lakes, Lake Winnipeg, Lake of the Woods, Lake Simcoe, the St. Lawrence River, the Mackenzie River, the Fraser River, and the Wolastoq/Saint John River. Over the coming years, the Canada Water Agency will provide grants and contributions to hundreds of projects supporting the restoration and protection of fresh water in Canada funded by the historic $650 million investment outlined in Budget 2023.

    The Agency will be based in Winnipeg, a historical gathering place for Indigenous peoples and home to Lake Winnipeg—one of the world’s largest freshwater lakes and a priority Canada Water Agency waterbody.     Dartmouth, Nova Scotia – The Government of Canada is committed to building a renewed relationship with Indigenous peoples. As part of this commitment, Fisheries and Oceans Canada (DFO) works in partnership with First Nations in Quebec and Atlantic Canada to implement the right to fish in pursuit of a moderate livelihood, as set out in the Marshall decisions handed down by the Supreme Court of Canada 25 years ago. In undertaking these Nation-to-Nation discussions, DFO and First Nations are advancing the shared goal of seeing First Nations harvesters fishing to make a living for themselves and provide for their families.

    Today, the Minister of Fisheries, Oceans and the Canadian Coast Guard, the Honourable Diane Lebouthillier announced that for the fourth consecutive year, an interim authorization has been issued to Wasoqopa’q (Acadia), Annapolis Valley, Bear River and Glooscap First Nations.     DFO supports this moderate livelihood fishery which is based on a renewed interim understanding between Fisheries and Oceans Canada (DFO) and the four Kespukwitk Mi’kmaw communities that operationalizes the community-developed Kespukwitk District Netukulimk Lobster Livelihood Fisheries Plan through the Kespukwitk Collective Fisheries Committee and their Fisheries Implementation Team. Fishery officers are in the field each day, working with designated community members to make sure they can fish within the conditions of their authorization, and in accordance with the measures in their community-developed fishing plans. 

    Representatives from the inshore lobster industry are informed of interim understandings with First Nations, and associated authorizations. These measures result in  increased Indigenous participation in the commercial fishery through the continued implementation of their right to fish in pursuit of a moderate livelihood.

    DFO has been working with Indigenous communities to further implement their right to fish in pursuit of a moderate livelihood by reaching interim understandings that authorize community members to fish under community-developed moderate livelihood fishing plans. Under these understandings, communities identify community members who wish to fish in pursuit of a moderate livelihood as part of their community-developed fishing plan and these harvesters are subsequently designated as authorized harvesters under a harvest document issued by DFO.

    Interfering with lawful fishing and damaging or destroying fishing gear are illegal, causes debris that harms fish and fish habitat, and may result in a fine of up to $100,000 for offences under the Fisheries Act. Any harvesters whose equipment has been destroyed or tampered with should immediately report this incident to their local DFO Conservation and Protection office.

    The Canada Water Agency is a Government of Canada agency under the Minister of Environment and Climate Change portfolio.

    The Canada Water Agency is a Government of Canada agency under the Minister of Environment and Climate Change portfolio. Its mandate is to improve freshwater management in Canada by providing leadership, effective collaboration federally, and improved coordination and collaboration with provinces, territories, and Indigenous peoples to address transboundary freshwater challenges and opportunities.

    The Canada Water Agency (the Agency) is headquartered in Winnipeg and has five regional offices across Canada to ensure responsiveness to regional freshwater issues. Once fully staffed, the Agency will have approximately 220 employees nationwide.

    Creation of the Canada Water Agency

    In 2019, the Prime Minister directed the Minister of Environment and Climate Change to “Create a new Canada Water Agency to work together with the provinces, territories, Indigenous communities, local authorities, scientists, and others to find the best ways to keep our water safe, clean, and well-managed.” Over the following three years, Environment and Climate Change Canada engaged with partners and stakeholders to shape the mandate, activities, and structure of the Agency.

    In Budget 2023, the Government of Canada announced funding for the Canada Water Agency and committed to introducing legislation to make the Agency a standalone entity reporting directly to the Minister of Environment and Climate Change. Soon thereafter, in June 2023, the Canada Water Agency launched as a branch within Environment and Climate Change Canada, delivering key elements of the Freshwater Action Plan and advancing efforts to establish the standalone entity. Starting in 2024, the Canada Water Agency has committed to providing more than $90 million in grants and contributions to 175 different projects across the country to strengthen freshwater management in Canada. Lastly, several other key accomplishments of the past year have included launching pre-engagement with First Nations, Inuit, Métis, and provincial and territorial governments on the review of the Canada Water Act, convening partners from across Canada to support development of a National Freshwater Data Strategy, and supporting partners to advance protection in several freshwater ecosystems across Canada.

    Later in 2023, the legislation to create the standalone Canada Water Agency (the Canada Water Agency Act) was introduced in Parliament as part of Bill C-59. The legislation received Royal Assent on June 20, 2024, and came into force on October 15, 2024.

    The Canada Water Agency’s current initiatives

    Freshwater ecosystem initiatives

    The Canada Water Agency leads the delivery of Freshwater Ecosystem Initiatives in eight waterbodies of national significance across Canada: the Great Lakes, Lake Winnipeg, Lake of the Woods, the St. Lawrence River, the Wolastoq/Saint John River, the Fraser River, the Mackenzie River, and Lake Simcoe.  

    The goals of the Freshwater Ecosystem Initiatives are to:

    • take action to restore and protect water quality and aquatic ecosystem health
    • advance science, monitoring (including community-based monitoring) and the application of Indigenous knowledge in cooperation with Indigenous peoples to support decision-making and effective action 
    • enhance governance to improve collaboration with Indigenous partners, provinces and territories, and stakeholders 
    • mobilize knowledge and reporting to measure progress towards results 
    • improve climate change resiliency through on the-ground-action

    Review of the Canada Water Act

    Proclaimed in 1970, the Canada Water Act is federal legislation administered by the Minister of Environment and Climate Change. It provides a legal framework for cooperation among federal, provincial, and territorial governments in the conservation, development, and use of water resources.

    In his 2021 mandate letter, the Minister of Environment and Climate Change was directed to advance the modernization of the Canada Water Act to reflect Canada’s freshwater reality, including climate change and Indigenous rights. This commitment was reaffirmed in the 2023–2028 Action Plan for implementing the United Nations Declaration on the Rights of Indigenous Peoples Act.

    As an initial step, the Canada Water Agency led pre-engagement with partners to understand how they would like to be involved in the review of the Canada Water Act. The Canada Water Agency will use this information to develop engagement plans for the subsequent engagement phase, which is expected to begin in 2025.

    National freshwater data strategy

    The Canada Water Agency is developing a National Freshwater Data Strategy with partners and stakeholders. The Strategy will establish guidelines and principles for how freshwater information should be organized, stored, and shared in Canada. The Canada Water Agency published a discussion paper on the creation of a National Freshwater Data Strategy on July 26, 2024, and accepted comments until September 15, 2024. It also hosted a workshop on September 25–26, 2024, to develop an outline and path forward for the Strategy.

    Once implemented, the Strategy will make it easier for Canadians to find and access freshwater data and use and combine data from various sources. This, in turn, will support more informed decision-making and will help keep fresh water safe, clean, and well-managed.

    The Strategy will build on existing data systems, data science, and analytics expertise. It will also align with broader federal data efforts, including the Government of Canada’s Digital Ambition and the 2023–2026 Data Strategy for the Federal Public Service.

    Supporting freshwater science

    Freshwater science is critical to freshwater management and protection.

    For these reasons, Canada’s strengthened Freshwater Action Plan includes significant funding to support freshwater science. Environment and Climate Change Canada will continue to lead on freshwater science, including the National Freshwater Science Agenda, as well as freshwater monitoring. The Canada Water Agency will support and leverage science efforts to inform the Freshwater Ecosystems Initiatives and promote coordination among government and non-government freshwater science partners.

    Partnering with Indigenous peoples

    • The Canada Water Agency Act underscores the centrality of respectful and trusting partnerships with First Nations, Métis, and Inuit and strengthens their role in the development and implementation of the Canada Water Agency’s freshwater programs. The Act says that the Canada Water Agency will:
      • respect the rights of Indigenous people and support implementation of the United Nations Declaration on the Rights of Indigenous People Act
      • honour existing treaties and agreements
      • recognize Indigenous knowledge systems and data sovereignty
      • work to advance reconciliation

    As part of the pre-engagement phase of the Canada Water Act review, the Canada Water Agency spoke with and supported First Nations, Métis, and Inuit partners to facilitate effective, meaningful and relevant dialogues from the start. As part of the review, the Canada Water Agency piloted an Indigenous Grassroots Water Circle to create an accessible, safe, Indigenous-centered space to engage directly with First Nations, Métis, and Inuit grassroots individuals (for example, Elders, youth, women as water carriers, parents, academics, people with disabilities, and 2SLGBTQ+).

    Lastly, the Canada Water Agency is working to develop a deeper understanding of the various freshwater data interests of First Nations, Inuit, and Métis to better inform the Canada Water Agency’s work while advancing the conversation to strengthen relationships; honour agreements; and respect Indigenous rights, interests, cultures, and Indigenous knowledge systems.   

    Collaboration with provinces, territories, partners and stakeholders

    The Government of Canada has more than 20 departments and agencies with freshwater-related responsibilities. The Canada Water Agency promotes coordination, collaboration, and information exchange among these entities. In addition, central to its mandate, the Canada Water Agency is committed to working with provinces, territories, and stakeholders to improve freshwater management, protection, and stewardship in Canada.

    The Canada Water Agency is collaborating closely with stakeholders, including non-governmental organizations and academia, to implement the Government of Canada’s freshwater agenda. The Canada Water Agency has also held information sessions with stakeholders in French and English to provide updates on the Canada Water Agency Act and continues to value their input and involvement in the review of the Act.

  • MIL-OSI Canada: Turning industrial waste into energy

    Around the world, demand for industrial and manufacturing products is rising rapidly. Companies are looking for more ways to repurpose waste, decrease costs and increase operational efficiency while reducing emissions, but these improvements can be expensive and complex.

    Alberta’s government and industry are stepping up and setting an example for the world, investing in two new programs to help more industrial and manufacturing companies reduce emissions, re-use waste and keep powering the world. In partnership with Lafarge Canada, the province will launch a program to expand the use of recycled spare tires and will invest $10 million in a second program to help industry save on their energy bills.

    New Tire-Derived Fuel Pilot Project

    Alberta is launching a Tire-Derived Fuel pilot to test the effectiveness of turning old, worn-out tires into energy to power industrial facilities. Led by the Alberta Recycling Management Authority (ARMA), the pilot will turn up to 1.5 million used tires into up to 15,750 tonnes of chips that will become tire-derived fuel in the coming months.

    Lafarge Canada’s new Low-Carbon Fuel Facility will participate in the pilot project. They have the equipment needed to burn waste-derived fuels, reducing their use of natural gas. Results from the pilot will be used to help determine whether tire-derived fuel should be permanently added to the province’s existing Tire Recycling Program.

    New Strategic Energy Management for Industry Program

    Alberta’s government is also investing $10 million from the industry-funded Technology Innovation and Emissions Reduction (TIER) fund to help launch the new Strategic Energy Management for Industry program, open for applications on Oct. 17.

    Delivered through Emissions Reduction Alberta, the program will cover the cost of energy assessments and capital retrofits to save Alberta-based industrial and manufacturing facilities money on their energy bills. It will also provide energy management training, knowledge sharing and technical support.

    Agriculture, forestry, fishing, hunting, mining, oil and gas, and cement companies will all be eligible for funding. Additional funding will also be provided by the Government of Canada and announced soon. More information will be shared on Emissions Reduction Alberta’s website.

    New Low-Carbon Fuel Facility

    Thanks in part to $10 million in TIER funding delivered through Emissions Reduction Alberta, Lafarge Canada has opened a cutting-edge Low-Carbon Fuel Facility that will replace up to 50 per cent of the natural gas it uses with low-carbon fuel from construction demolition waste. This will keep up to 120,000 tonnes of construction and demolition materials out of landfills and produce up to 30,000 fewer tonnes of emissions.

    • Albertans have recycled more than 149.5 million tires and diverted hundreds of thousands of tonnes of tires from landfills since 1992 through ARMA’s existing Tire Recycling Program.
    • Scrap tires are currently processed under ARMA’s Tire Recycling Program and turned into drainage material in municipal landfills, playground surfaces, sidewalk blocks, roofing tiles and landscaping mulch, but with markets for recycled tire products declining, alternative outlets are needed to avoid tire stockpiles.

  • MIL-OSI USA: Rep. Lawler Announces Over $32 Million in Federal Funding in FY25, Set to Deliver More Than $70 Million For District in First Term

    Yesterday, Congressman Mike Lawler was joined by Rockland County Sheriff Lou Falco and other local elected officials outside the Rockland County Sheriff’s office to highlight major infrastructure and public safety investments for the Hudson Valley secured in federal community project funding for Fiscal Year 2025. Although the appropriations work for Fiscal Year 2025 is still ongoing, Congressman Lawler has already secured more than $32.9 million for fifteen different projects across New York’s 17th Congressional District. This is in addition to $38 million in federal funding for 17 projects in Fiscal Year 2024. With the latest numbers, Congressman Lawler is set to deliver more than $70 million for New York’s 17th Congressional District in his first term in office.

    “When I was elected to represent this district, I promised I would work with my partners at every level of government and in both parties to prioritize the needs of our residents,” said Congressman Lawler. “That’s exactly what I’ve done in working with each of the officials with me here today to ensure funding for each of these important projects.”

    “Projects like these are great examples of what we can accomplish when we put aside politics and focus on meeting the needs of our communities and constituents,” Congressman Lawler concluded. “That’s been my focus as a Congressman, it’s been my focus throughout the appropriations process for both Fiscal Year 2024 and 2025, and it will always be my focus.”

    Congressman Lawler is one of the most bipartisan members of the 118th Congress and represents New York’s 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties.

    Below is a list and description of each project announced by Congressman Lawler:

    Rockland County Public Safety and Crime Prevention Initiative

    Recipient: Rockland County Sheriff’s Office

    Amount: $4,500,000

    Summary: The funding will be used for necessary law enforcement priorities such as police vehicles, equipment to be utilized at a new reality-based public safety training facility, and the structural analysis and design of the facility. This project will provide necessary support to the Rockland County Sheriff’s Office to ensure effective enforcement of laws, address crimes, and improve the criminal justice system across the County. These priorities closely align with the purposes of the Byrne Justice Grants program.

    Law Enforcement Reality-Based Training Facility

    Recipient: Rockland County Sheriff’s Office

    Amount: $2,600,000

    Summary: The funding will be used to construct a new reality-based training facility for the Rockland County Sheriff Department to grow law enforcement capacity, ensure effective law enforcement operations, and overall enhance public safety throughout the county. This project will increase law enforcement capacity and enhance development of public safety in Rockland County, NY. This new facility will allow the Sheriff’s office to better combat crime, improve community safety, and foster an environment more conducive to economic development.

    Westchester Pleasantville Water District Storage Tank Replacement/Rehabilitation

    Amount: $2,250,000

    Summary: The funding will be used to mitigate risks attached to their leaking North and South Water Storage Tanks. Both 1-million-gallon water storage tanks are housed within the Millwood Water Treatment Plant approximately 3 miles north of the Village and services the entire Pleasantville Water District and approximately 2,000 residents in the Town of Mount Pleasant. Over the course of their 90-year history, both storage tanks have been exposed to natural deterioration, which has led to their useful life cycles coming to an end. Funding for the proposed Water Tank Improvement project will replace both of the Village’s North and South water tanks, which will significantly reduce the tax burden placed on residents. The completion of this project will positively impact the Pleasantville water distribution system, which services all 7,513 residents (U.S. Census Bureau’s 2020 Decennial Census) and an additional 2,000+ residents living in the Town of Mount Pleasant. Without funding, Pleasantville’s North and South Water Tanks would continue to suffer from leakage which will compromise the Village’s water supply, further increasing distribution risks that will negatively affect residential quality of life.

    Nanuet TOD Project

    Recipient: Town of Clarkstown

    Amount: $5,000,000

    Summary: The funding will be used for construction of the first phase of its transformative vision for the Nanuet Transit Oriented Development Plan (TOD), including water and sewer infrastructure improvements, road, sidewalk, and pedestrian safety and streetscape enhancements. Bringing this extensive new infrastructure will spark the redevelopment of the area by mitigating the drainage issues plaguing development in the area, enhancing the appeal of the area, and creating the necessary connectivity for a walkable and easily accessible TOD neighborhood. This transformational project will lead to an expansion of workforce housing, parking, and economic opportunity for the community.

    Safer Ramapo Project

    Recipient: Town of Ramapo

    Amount: $5,000,000

    Summary: The funding will be used for installation of pedestrian safety measures, including traffic signals, turning lanes, walking paths, and sidewalks in the Town of Ramapo. Directing funding towards pedestrian safety measures will not only mitigate the risk of accidents but also cultivate a more pedestrian-friendly environment. This will improve accessibility and safety, improve connectedness, and improve ADA compliance. The Town of Ramapo is also home to one of the largest Orthodox and Hasidic Jewish populations in the country, with many of these individuals walking to shul on Saturdays. To ensure the safety of these individuals, the Town of Ramapo requires additional funding for the construction of sidewalks. From 2011-2022, there have been 983 pedestrian injuries, and twenty-seven (27) deaths in the Town of Ramapo. Safer walking conditions continue to be an urgent need for Ramapo residents. 

    Carmel Water District II Water Plant Upgrade and Rehabilitation Project

    Recipient: Town of Carmel

    Amount: $1,250,000

    Summary: The funding will be used to repair/replace a 60-year-old facility and associated equipment to meet federal and state requirements of PFOAs. This project will directly benefit approximately 10,000 individuals on a daily basis. Beyond safeguarding public health, it will also have far reaching positive effects on various institutions and businesses in downtown Carmel, including the Putnam Hospital, and Carmel High School.

    Hallocks Mill Sewer District Extension Project

    Recipient: Town of Yorktown

    Amount: $1,250,000

    Summary: The funding will provide public sewer service to neighborhoods presently serviced by residential septic systems. The properties served by septic systems have generally been installed on small lots with steep slopes and environmental constraints, which are not ideal for septic system performance. The extended district will dramatically improve and enhance the water quality of Sparkle Lake, a major recreational resource for town residents, as well as the Croton Reservoir, which provides drinking water for millions of residents in the metropolitan area. The proposed wastewater infrastructure project, however, protects one of the largest public water systems in the United States. 

    Croton Falls Sewer Project

    Recipient: Town of North Salem

    Amount: $1,250,000

    Summary:  The project will install sewers in the Village of Croton Falls’ General Business district to replace existing septic and cesspools. The Village is struggling because some of its businesses, especially all of the restaurants which have mixed use with residential apartments over them, are on older septic tanks that cannot be upgraded due to a lack of space. Due to its proximity to the Muscoot Reservoir, many of the existing tanks and fields are on New York City Department of Environmental Protection (DEP) property and under roads, some are not fixable if they were to fail. To allow the Village to take advantage of its assets and begin to realize the potential of the community, Croton Falls needs sewers, which this funding will provide.

    Town of Orangetown Sidewalk Improvement Project

    Recipient: Town of Orangetown

    Amount: $1,500,000

    Summary: The funding would be used for streetscaping improvements in the Hamlet of Pearl River in the Town of Orangetown specifically to install sidewalks, curbs, and drainage improvements. This project provides streetscape improvements that meet a compelling local need consistent with the statutory purposes of the Economic Development Initiative. The corridor receiving these improvements has seen three fatalities in the last 15 years and is part of Orangetown’s continued efforts to improve pedestrian safety on Middletown Road. Sidewalks are a critical element of community well-being and serve as a connector between residents, neighborhoods, local economies, and more. Walkable sidewalks will ensure Orangetown is a place that attracts both businesses and new residents, which will surely promote economic development in the community.

    Village of New Square Road Infrastructure Improvements Project

    Recipient: Village of New Square

    Requested Amount: $4,000,000

    Summary: The funding will complete much needed improvements for NYS Route 45, widen Village roads, and complete paving improvements. The project will enhance traffic flow and increase the safety of motorists and pedestrians by addressing long-standing concerns about road conditions and motorist/pedestrian safety in the Village of New Square. Portions of the project area lack adequate sidewalks as a buffer from narrow, congested roads and are inherently dangerous in a fast-growing Village where many pedestrians utilize Village streets to travel to school, shopping, and visits to friends and family. By rectifying roadway deficiencies, the Village will relieve congestion, reduce travel time, and increase vehicle operating benefits.

    Memorial Drive Reconstruction Project

    Recipient: Village of Suffern

    Amount: $1,000,000

    Summary: The funding will be used for the reconstruction of Memorial Drive. The project will reopen a critical thoroughfare for emergency vehicles and for their timely response which can save lives, prevent injuries and protect property. Memorial Drive, which is currently closed due to the continual road deterioration and for the safety of residents, is also a major connection between the local community and US Route 202. Its reconstruction will stabilize the road for the safe use by all traffic including emergency vehicles.

    Downtown Water Main Lining Project

    Recipient: Village of Sleepy Hollow

    Amount: $983,200

    Summary: The funding will support a multi-phase project to address hydraulic inefficiencies in the downtown area, the Village of Sleepy Hollow will reline and replace approximately 1,980 linear feet of existing 8” water main line along a portion of Cortlandt Street and College Avenue. The current downtown water system is over 100 years old. The inner village neighborhoods bordering the downtown area represent the Village’s largest number of public housing units, low-income housing, low-income senior housing, and middle-income housing. This corridor is a critical aspect of public health and safety, connectivity and multi-modal transportation, affordable housing, resilient infrastructure, and overall economic investment. As a result, this project will provide immediate remediation and resiliency to infrastructure that otherwise poses a water quality and economic risk to the community, particularly its most vulnerable residents. 

    Samsondale Avenue Curbs & Sidewalk Replacement Project

    Recipient: Village of West Haverstraw

    Amount: $800,000

    Summary: The funding will be used to construct necessary upgrades of sidewalks and curbing along Samsondale Avenue, which have rapidly deteriorated and become a hazard. The project will unlock critical improvements to a main thoroughfare for a Village operating on a limited budget. Many pedestrians utilize Samsondale Avenue to get to the business district along Railroad Avenue and Route 9W as well as access to and from the Village of Haverstraw. The lack of sidewalks is potentially hazardous to people walking on them. This project will improve accessibility and safety, improve connectedness, and improve ADA compliance.

    Westchester County Public Safety Enhancements

    Recipient: City of Peekskill

    Amount: $520,000

    Summary: The funding will be used for expanding and modernizing the Peekskill police station, which is currently at capacity. The City of Peekskill’s police station is currently at capacity and urgently requires more space. With this necessary facility expansion and modernization, the City will be able to hire 10 more law enforcement officers, which will significantly improve operations.

    North State Road Water Main Replacement Initiative

    Recipient: Town of Ossining

    Amount: $1,000,000

    Summary: The funding will upgrade the community’s water distribution system on North State Road, an area that has a history of water main breaks, including 14 incidents over the last 5 years, that has exposed the general public to health risks and requires expensive repairs. It will improve the Town’s water distribution system as a part of a larger initiative to replace all aged cast iron water mains, significantly reducing the likelihood of water main breaks in a historically problematic area and positively impacting all 37,764 users in the service area.

  • MIL-OSI USA: Sorensen Joins South Pekin Leaders to Announce Funding Request for Clean Drinking Water

    PEORIA, IL – Congressman Eric Sorensen (IL-17) joined local leaders in South Pekin to provide updates on funding he requested from the federal government to fix the village’s water system and provide clean drinking water to families. 

    “In South Pekin, we are seeing what happens when our communities don’t have the resources to repair broken infrastructure,” said Sorensen. “The water mains need to be replaced, and we need to make sure South Pekin has a new manganese filter, so dangerous chemicals stay out of the water and out of glasses that my neighbors use to drink. That is why I have requested millions from Congress for South Pekin to replace its water mains and ensure everyone has access to safe drinking water. I will continue working across the aisle, with Republicans and Democrats to get this passed so we can deliver this funding to my neighbors here at home.” 

    “The Village of South Pekin is greatly appreciative of Representative Sorensen and the House Appropriations Committee for taking up our request for funding, which will go a long way to help South Pekin achieve the goal of installing filtering, replacing water mains, and replacing the lead pipes and/or fixtures from the curb to the resident’s dwelling.     Sorensen’s request comes as the Village of South Pekin looks to overhaul its water system that has been found to have levels of manganese levels that exceed the allowable limit, according to the Illinois Environmental Protection Agency. 

    Sorensen requested federal funds for South Pekin as part of the Community Project Funding process, which allows members of Congress to secure funds in spending legislation for critical initiatives in their communities. 

    In the Interior, Environment, and Related Agencies House Appropriations bill, Sorensen fought to include $1,105,800 in investments for South Pekin. This legislation has passed the House and is awaiting a vote in the Senate. 

    Congressman Eric Sorensen serves on the House Committee on Agriculture and the House Committee on Science, Space, and Technology. Prior to serving in Congress, Sorensen was a local meteorologist in Rockford and the Quad Cities for nearly 20 years. His district includes Illinois’ Quad Cities, Rockford, Peoria, and Bloomington-Normal.

  • MIL-OSI Global: Nuer people have a sacred connection to birds – it can guide conservation in Ethiopia and South Sudan

    The Nuer are a large pastoralist community living in western Ethiopia and South Sudan in east Africa. They rely on livestock keeping and have special beliefs and customs about how to live with nature. These are passed down from parents to children through the telling of stories.

    Uncommonly for east African pastoralists, the Nuer live in an expansive, low-lying floodplain. This Gambella region is shaped by the convergence of several rivers originating in the Ethiopian highlands. Its wetlands and lush greenery offer a unique habitat that supports both the Nuer and a wide variety of birds and other wildlife. The people have a centuries-old cultural connection with the local biodiversity.

    Our collaborative study involved Ethiopian and European scientists from diverse fields (such as ornithology, ethno-ornithology, biodiversity and nature conservation). We conducted interviews and 15 group discussions with Nuer people to understand their interaction with and knowledge of birds. The study included two districts and 400 households. We found a significant and seldom studied relationship with birds, which serve a range of purposes in Nuer life.

    Our study not only highlights the deep spiritual and cultural ties between the Nuer people and the avian world. It also underscores the importance of incorporating traditional ecological knowledge into contemporary conservation efforts.

    The Nuer’s relationship to birds can be a valuable model for sustainable human-wildlife interactions. It can contribute to the conservation of bird diversity and promote a more harmonious coexistence between humans and nature.

    The role of birds in Nuer life

    Ethiopia, known for its rich biodiversity, is home to 821 bird species and over 80 indigenous ethnic groups. Among these, the Nuer community stands out for its unique admiration of birds, viewing them as sacred beings.

    The Nuer use three interchangeable names for birds: gaatkuoth (sacred children of God), kuoth (bearers of spirit), and diit (symbols of human twins). These terms reflect spiritual beliefs and also influence cultural practices, such as naming twins after birds. This Nuer tradition connects the prolific nature of birds to human fertility.

    In our study, participants recognised 71 bird species as having unique cultural roles. The birds that live near Nuer villages have seven distinct uses. Ten species are used as bushmeat. Five are for traditional medicine. Eight are fish indicators – by meticulously observing species like the African fish eagle, African pygmy kingfisher, pied kingfisher or malachite kingfisher, people can identify areas with high fish populations.

    Seven birds serve as omens – they signal potential dangers like the presence of wild animals. Three are used to create protective amulets. Three are used to indicate the change of seasons – for instance the return of migratory western yellow wagtails is a reliable sign that the sunny, dry season will be replacing the rainy, wet season. And 45 are hailed for their aesthetic beauty, often linked with a sense of place. The vibrant plumage, melodious songs and elegant flight patterns of birds like the black-crowned crane, blue-naped mousebird and purple heron create a spectacle that significantly enhances Nuer life.

    This intricate knowledge of birds is communal: over 90% of participants agreed on the uses of these bird species.

    Indigenous knowledge and sustainability

    One of the most striking things about the Nuer community is the sustainable practice embedded within their traditional systems. When birds are used as amulets, for example, only small, non-invasive parts of the bird, like feathers, are utilised. These are fashioned into necklaces or bracelets believed to offer protection from dangers like diseases. The birds are not killed or significantly harmed, which preserves their populations.

    There are strict limits on when and how birds can be used in Nuer society. The use of birds as bushmeat or for making traditional medicine is carefully controlled by elders and within family structures. Hunting is typically allowed only during severe food shortages. It’s often restricted to those in dire need, such as impoverished households. Families with a history of twins, who hold birds in special reverence, are not allowed to hunt them.

    These cultural practices help prevent overexploitation of bird species, conserving them for future generations. They ensure that the use of natural resources remains sustainable.

    It’s important to raise awareness about the conservation of birds, which are used for various purposes across Africa. Traditional medicine, bushmeat and the making of amulets has a direct impact on bird populations.

    Nuer traditions balance human needs with the preservation of bird life. Our study therefore offers a compelling case and model for the conservation of avian and indigenous cultural diversity in Africa.

    Why this matters

    It is, however, essential to acknowledge that the Nuer’s cultural practices are not immune to the pressures of modern society. As globalisation and development continue to encroach on traditional lands, the Nuer people will face increasing challenges in maintaining their sustainable practices.

    Threats such as habitat loss, climate change and illegal wildlife trading could jeopardise bird populations. In recent decades, the expansion of large-scale agriculture in the Gambella region has emerged as a driver of habitat loss and wildlife decline.

    This makes the Nuer people’s traditional conservation practices even more relevant to future generations. By recognising and valuing their knowledge and practices, we can learn valuable lessons for broader conservation efforts.

    Indigenous territories, despite their relatively small size, often harbour extraordinary biodiversity. Recognising this, the United Nations’ Post-2020 Global Biodiversity Framework places indigenous-occupied areas among conservation priority areas at the forefront of biodiversity preservation strategies.

    It is crucial to help the Nuer community adapt to changing circumstances while preserving their cultural heritage and ensuring the sustainability of bird biodiversity.

  • MIL-OSI Canada: Transit investments in Cape Breton Regional Municipality

    Cape Breton Regional Municipality, Nova Scotia, October 16, 2024 — Transit Cape Breton will have new buses on the road after an investment of more than $2.3 million from the federal government.

    This project was announced today by Parliamentary Secretary Jaime Battiste, MP for Sydney-Victoria, Parliamentary Secretary Mike Kelloway, MP for Cape Breton-Canso, and Mayor Amanda McDougall-Merrill.

    Transit Cape Breton will buy two new traditional buses, two new hybrid accessible mini buses, and build five new bus shelters. This project will include the implementation of a new on-demand software that will make paratransit service more efficient by improving ride booking, cutting down route travel time, and increasing the capacity of the service. The project will also support the introduction of a new smart card fare payment system, a contactless payment service that will make paying transit fares faster and easier.

    • The federal government is investing $2,380,000 in this project through the Rural Transit Solutions Fund (RTSF), and Cape Breton Regional Municipality is contributing $595,000.

    • The RTSF helps Canadians living in rural and remote areas get around their communities more easily. It supports the development of rural transit solutions, including new transit service models that could be replicated or scaled up.

    • The RTSF’s Capital Projects stream helps cover capital costs like the purchase of vehicles or digital platforms, as well as support for the purchase of zero-emission vehicles. This stream closed on February 28, 2024.

    • A minimum of 10% of RTSF’s funding is allocated to projects that benefit Indigenous populations and communities.

    • One in five Canadians live in rural communities. Rural communities in Canada account for nearly 30% of the nation’s gross domestic product.

    • The RTSF complements Canada’s strengthened climate plan: A Healthy Environment and a Healthy Economy. Through the plan the federal government has committed to providing federal funding for public transit in support of making clean and affordable transportation available in every community. 

    • The new Canada Public Transit Fund (CPTF) will provide an average of $3 billion a year of permanent funding to respond to local transit needs by enhancing integrated planning, improving access to public transit and active transportation, and supporting the development of more affordable, sustainable, and inclusive communities. 

    • Since 2015, the federal government has committed over $30 billion for public transit and active transportation projects. These historic investments have resulted in close to 2000 projects across the country.

    • The funding announced today builds on the federal government’s work through the Atlantic Growth Strategy to create well-paying jobs and strengthen local economies.

    • Federal funding is conditional on the signing of a contribution agreement.

  • MIL-OSI United Kingdom: National Drought Group discusses preparations for extreme weather

    Water resources are healthy following the wettest 12 months in England since 1836

    The changing climate means we will see more extreme weather in the coming years, the National Drought Group heard at its latest meeting today (16 October 2024), which was attended by Water Minister Emma Hardy.

    The Environment Agency chaired a routine meeting of the expert group today in which it was confirmed that water resources are currently healthy following the wettest 12 months (October 2023 to September 2024) on record in England. However, the Group discussed that flood and drought should be viewed as different sides of the same coin and England needs to be prepared for an increase of both in the coming years.

    Despite recent warnings about flood preparedness, the Environment Agency reiterated that droughts are likely to become more frequent and more severe in future, and we need to be ready for all rainfall scenarios. Extreme dry weather can come unexpectedly, as happened in the summer of 2022, and can impact our lives in various ways, including on agriculture. At the meeting, attendees heard about the challenges farmers and growers have experienced this year in managing the variable weather conditions. The importance of making the environment more resilient to the impacts of all weather extremes was also discussed.  

    It comes a week after the Environment Agency warned there were significant areas of under-delivery against water resource management plans, meaning improvements are needed in order to manage water supplies efficiently and sustainably.

    Chairing the meeting, Environment Agency Director of Water, Helen Wakeham said:

    Heavier rainfall and drier summers are the shape of things to come, and this will be an enormous challenge over the next few decades.  

    As well as preparing for floods, we must ensure we are resilient to drought, and we cannot be complacent even when water resources are healthy. 

    Water companies must deliver on their commitments to improve infrastructure and rollout smart water meters, but we can all take small steps to reduce demand such as installing a water butt to capture rain to water the garden.

    Water and Floods Minister Emma Hardy said:

    Population growth and climate change is putting tremendous pressure on our water system, and we all saw in 2022 how quickly drought can take hold.  

    We need to be prepared for all eventualities and the government is taking decisive action to improve the resilience of our precious water supplies.  

    This Government will secure investment to upgrade our crumbling water infrastructure, which in turn will help fix leaks and ensure water is used more efficiently.

    The National Drought Group – which includes the government, regulators, water companies, farmers, conservation experts and the Met Office   – heard about the current water resources situation:

    • The last 12 months has been the wettest October to September on record since 1836 for England. Some parts of the country received more than three times the average rainfall in September.

    • Reservoir storage across England was at 76% of total capacity at the end of September.

    • River flows in September were normal or higher at three-quarters of sites, with a third ‘exceptionally high’ for the time of year.

    • Groundwater levels usually continue to decline in September and, despite the wet weather, this is the case for the majority of sites. However, we are now seeing groundwater levels in early October rising in many aquifers in response to the exceptionally wet September. 

    Water resources

    By 2050, England will need to find an additional 5 billion litres of water a day to meet demand for public water supply. This is more than a third of the 14 billion litres of water currently put into the public water supply. To bridge the gap between supply and demand, proposed developments over the next three decades include nine new reservoirs. However, earlier this month the EA warned of under-delivery against these plans, noting that some water companies wouldn’t have had sufficient water supply to meet planned levels of resilience in the event of a drought last year.

    In the last six months, regulators – including the EA, Ofwat and Natural England – have been working with all water companies on their final 2025-2030 Water Resource Management Plans. National Drought Group members also heard that the EA will launch an eight-week public consultation in the coming weeks on how drought is managed in England, calling for public views on the document and input into its operational area drought plans.

    The meeting follows recent measures announced by the government and the Environment Agency to drive improvements across the water sector.  

    • 100% of storm overflows are monitored which helps the Environment Agency to inspect water companies and ensure they are operating within their permits. 

    • The EA is implementing a fourfold increase in water company inspections to hold companies to account – 4000 will be carried out by the end of March 2025, and 10,000 in 2025/26. 

    • The EA is recruiting up to 500 additional staff and using more data-driven analytics to identify any non-compliance and take action.  

    • The EA is conducting its largest ever criminal investigation into potential widespread non-compliance by water and sewerage companies at thousands of sewage treatment works. Tough enforcement action has already led to over £151m in fines since 2015.   

    • In his first week, the Secretary of State for Environment Food and Rural Affairs Steve Reed announced a series of initial steps towards ending the crisis in the water sector.

    • After writing to Ofwat, the Secretary of State has secured agreement that funding for vital infrastructure investment is ringfenced and can only be spent on upgrades benefiting customers and the environment. Ofwat will also ensure that when money for investment is not spent, companies refund customers, with money never allowed to be diverted for bonuses, dividends or salary increases.

    • Water companies will place customers and the environment at the heart of their objectives. Companies have agreed to change their ‘Articles of Association’ – the rules governing each company – to make the interests of customers and the environment a primary objective.

    • There will be strengthened protection and compensation for households and businesses when their basic water services are affected. Subject to consultation, the amount of compensation customers are legally entitled to when key standards are not met will more than double. The payments will also be triggered by a wider set of circumstances including Boil Water Notices.

    • The Secretary of State has announced that the Government will be carrying out a review to fundamentally transform how our water system works and clean up our rivers, lakes and seas for good.

    • The Water (Special Measures) Bill has been introduced to Parliament. It will:

      • Strengthen regulation to ensure water bosses face personal criminal liability for lawbreaking.
      • Give the water regulator new powers to ban the payment of bonuses if environmental standards are not met.
      • Boost accountability for water executives through fitness and proprietary tests.
      • Introduce new powers to bring automatic and severe fines.
      • Require water companies to install real-time monitors at every sewage outlet with data independently scrutinised by the water regulators.

  • MIL-OSI Global: Three ways the upcoming UN biodiversity summit could make a difference

    When negotiations at Cop15 – the UN’s biodiversity conference – ended in December 2022, many delegates breathed a sigh of relief.

    Threatening snowstorms outside the convention centre in Montreal, Canada seemed to lift just as the political weather changed and the long-awaited Kunming-Montreal global biodiversity framework was agreed. It’s mission: to halt and reverse biodiversity loss by 2030 in order to achieve the ultimate goal of a society living in harmony with nature by 2050.

    Fast forward two years and governments, businesses, representatives of Indigenous people and local communities, experts from environmental groups such as the World Wildlife Fund (WWF) and scientists will gather for the follow-up Cop16 meeting in Cali, Colombia, from October 21. Many due to attend, including myself, wonder whether the promise made to “halt and reverse biodiversity loss by 2030” is achievable.

    Initial signs are not promising. For starters, no international targets for biodiversity have ever been met.

    Only a handful of countries, including China, Canada and France, have submitted new national biodiversity plans demonstrating how they will implement the promises made two years ago. Most countries, including the UK, (that’s more than 80% in total) haven’t submitted their full plans.

    Countries can also submit updates for the 23 targets listed in the framework. The UK and others have submitted targets such as promising to reduce the impact of pollution on nature and ensuring that 30% of land is effectively protected in line with the framework.

    But crucial questions remain about how those goals will be reached. To make Cop16 effective, three things need to happen.

    1. Decide on a plan

    When delegates gather in Cali, questions of implementation will be front and centre of the negotiations. The first challenge is that the approach for monitoring progress on all 23 targets – including issues such as improving access to nature in cities, reducing harmful subsidies and restoring 30% of degraded ecosystems – is yet to be agreed.

    For some, the approach that has been developed so far lacks ambition in crucial areas. Indicators suggested for monitoring progress on reducing the impacts of consumption on nature remain very weak for example. For others, it may prove too challenging.

    For example, countries with limited access to data might not be able to track alien species or assess how critical services provided by nature to make societies more resilient might be affected by climate change. Getting agreement at the Cop16 negotiations will be vital in order to hold countries to account as the 2030 deadline set to achieve all of the targets approaches.

    2. Find the funds

    Another crucial issue is funding: who will pay for the action required? The global biodiversity framework fund (GBFF) was established in 2023 to provide financial support.

    Yet so far, it has only attracted contributions of around US$230 billion (£176 billion) from a small group of countries including Canada, the UK, Germany, Japan and Spain. Leaders gathering in Cali, and especially those from developing countries, are calling for more funding and for greater control over how it is allocated.

    3. Make biodiversity matter

    A third debate will decide how best to ensure that biodiversity action is mainstreamed across governments, businesses and communities.

    In Montreal, countries agreed to make sure that the impacts on nature were considered across different policy areas (such as building new roads or developing new energy sources) and in economic sectors, from fishing to agriculture and mining to tech.

    They agreed that groups most likely to be affected by the loss of nature, including Indigenous people and local communities, women and youth, should help make key decisions. While targets such as protecting 30% of the land and sea for nature are crucial, progress will only happen if nature is put on everyone’s bottom line.

    Delivering real change

    The urgent need for action is not lost on delegates gathering in Cali. There is a real risk that the promise countries made in Montreal to deliver “transformative action by governments, and regional and local authorities, with the involvement of all of society” won’t be met.

    But there are some hopeful signs of transformative change to conserve and restore nature and ensure its sustainable use.

    Take, for example, the Tree Equity Partnership in Detroit, US. This partnership between the city, US-based charity American Forests and the local non-profit charity Greening of Detroit aims to plant 75,000 trees. This will create places of beauty, biodiversity and climate resilience in underserved neighbourhoods and generate 300 new jobs in the city.

    In Pakistan, the Living Indus initiative is an umbrella organisation that has identified 25 projects involving local and regional governments, businesses and communities working together to restore the ecological health of the Indus river.

    Businesses are also calling for real change. More than 170 investors have signed a pledge developed by a coalition of financial institutions called the Finance for Biodiversity Foundation to take action for nature across their portfolios.

    New science-based standards are being developed to drive the mainstreaming of biodiversity action through their companies and associated supply chains. Cop16 is expected to see increased interest from the private sector and a focus on tackling climate change and biodiversity together.

    These projects are successfully tackling the root causes of global biodiversity loss. They integrate solutions and deal with social and environmental issues – poverty and exploitation, climate risks and land use change. Tackling these problems is just as vital as the need for sustainable production and consumption plus investment that works for, not against, nature.

    Projects such as these are the ones that give scientists and conservationists like me – and organisations like WWF that I work with – hope. We want to see more projects that take action on nature, climate and social justice together. If Cop16 can make even a small step in this direction, the world will be travelling towards making real progress by the end of this decade.

    Federal Agencies Working Together in Multimillion-Dollar Mission to Remove Debris in Virginia

    BRISTOL, Va.— Tropical Storm Helene devastated communities throughout southwestern Virginia. Since then, federal agencies have been working with Commonwealth and local partners to address communities’ needs and help individuals on their journey to recovery. At the request of the Commonwealth, the Federal Emergency Management Agency (FEMA), the United States Army Corps of Engineers (USACE), and the Environmental Protection Agency (EPA) have announced a multimillion-dollar commitment dedicated to removal of debris in and around Claytor Lake State Park and the South Holston Lake Area, which were impacted by Tropical Storm Helene.

    Alongside rain, tornados, wind and flooding, Tropical Storm Helene left debris on land and in waterways. Lakes in Virginia are a source of drinking water, provide power through hydropower dams, serve as recreation sites for boating and fishing and support many species of wildlife. 

    A significant amount of debris, including woody debris, boats, propane and fuel tanks, and pieces of structures litter Claytor Lake State Park and the South Holston Lake Area, threatening critical functions of the parks and waterways. Boating, kayaking, swimming and fishing are not currently possible at Claytor Lake State Park because of debris in the water and on the park shoreline.

    Due to the extent of debris, the Commonwealth has requested support for debris removal. In support of the Commonwealth of Virginia’s request, as directed by and in coordination with FEMA, the Environmental Protection Agency (EPA) and U.S. Army Corps of Engineers (USACE) will be removing debris from public property in the South Holston area and on Claytor Lake to reduce threats to public health and safety. 

    This is the largest debris mission in Virginia since 2003 and will last for over three months. “This debris mission shows the full federal family’s commitment to Virginia communities,” said FEMA Federal Coordinating Officer Timothy Pheil. “Recovery cannot be achieved alone, with one program or one agency. I am grateful to the Commonwealth and to our federal partners for responding to the needs of the whole community.” 

    The Army Corps of Engineers will be taking on the multimillion-dollar mission, which includes waterway debris removal for Claytor Lake and South Holston River at South Fork. USACE crews began land and water debris assessment Oct. 4, and continue providing assistance to the Virginia debris task force. The USACE contractor will mobilize and begin removing debris next week. USACE estimates the work could take about 120 days to complete.   

    The waterway debris removal presents unique challenges for the USACE team. Crews will operate heavy equipment from land and afloat on barges to collect the debris, moving it to land for sorting and disposal. USACE debris specialists estimate up to 300 acres of debris in the two waterways. 

    “Debris removal on the water is inherently more complex,” said Col. Sonny Avichal, commander of USACE’s Norfolk District, “and our first priority is ensuring the safety of the public and our teams. We’re working together toward the same goal, so we also want to make sure we’re talking with the communities frequently to share information and listen to concerns.”

    EPA’s first responders have been at the site assisting federal and state agencies since Sept. 29, and received federal approval to begin oil and hazardous material cleanup on Oct. 6. The EPA’s mission in the debris removal efforts includes assessing and cleaning up hazardous material, white goods, and oil across the entire impacted area to ensure human health and the environment is protected. 

    “A person’s safety is always our top priority, especially following a natural disaster like Hurricane Helene,” said EPA Mid-Atlantic Regional Administrator Adam Ortiz. “We are incredibly proud of our first responders who are working tirelessly along with our local, state and federal partners to remove hazardous materials and protect drinking water that our communities depend on. We are committed to ensuring affected families in the Commonwealth have the support and resources they need to move forward.”

  • MIL-OSI USA: $220.98 Million in Federal Funding Now Set for Washington Bridge Replacement

    Building on previous Mega award, new $95.5 million INFRA grant is second significant pledge of federal aid totaling $220.98 million

    Providence, RI – The effort to replace the westbound Washington Bridge got a major boost today as U.S. Senators Jack Reed and Sheldon Whitehouse and Representatives Seth Magaziner and Gabe Amo today joined with Governor Dan McKee in announcing a $95,589,533 INFRA (Nationally Significant Multimodal Freight & Highway Projects program) grant for the Rhode Island Department of Transportation (RIDOT).

    Together, with a previous $125.39 million Mega grant(also known as the National Infrastructure Project Assistance program) that the state was awarded in September, Rhode Island has now received $220.98 million in federal funding to replace the Washington Bridge, fully funding the state’s request for the project.

    The new federal funds are being made available thanks to the Infrastructure Investment and Jobs Act (also known as the Bipartisan Infrastructure Law), which Reed and Whitehouse supported and was signed into law by President Joe Biden in 2021, delivering a 50 percent increase in the amount of available funding for INFRA grants, as well as resources for improving Rhode Island’s roads, bridges, public transportation, and water infrastructure.

    The Washington Bridge, which spans the Seekonk River connecting East Providence to Providence and has a daily traffic volume of 90,000 vehicles, was shut down on December 11, 2023 after RIDOT discovered broken anchor rods that put the bridge at risk of failure.

    “Securing this federal investment has been a top priority.  Now the state must utilize this $220.98 million in federal funding to accelerate progress toward a new bridge that meets capacity and safety needs now and in the future,” said Reed, a leading member of the Appropriations Committee.  “Passing the Bipartisan Infrastructure Law paved the way for this funding.  I commend the Biden-Harris administration for its leadership, support, and commitment to a modern and resilient infrastructure system.  The state must put this money to work and keep the public updated with a clear timetable for progress.”

    “This INFRA Program infusion for the Washington Bridge fills in a major missing piece of the funding puzzle to ensure the state can get the job done right,” said Whitehouse, who helped author the INFRA program as a senior member of the Senate Environment and Public Works Committee.  “I am very proud that the INFRA Program is yet again delivering for Rhode Island’s infrastructure.  We will continue to work as a delegation to secure whatever the state needs from the federal government to fix this situation for drivers.”

    “My colleagues in the congressional delegation and I have done everything in our power to secure federal funding to rebuild the Washington Bridge, and with this latest tranche of funding, we have now brought over $220 million dollars for Rhode Island,” said Magaziner. “We are grateful for the Biden-Harris administration for their leadership and support in addressing this urgent matter. We will continue working together to ensure the Washington Bridge is rebuilt safely and properly.”

    “I am excited to build off last month’s announcement that we are bringing home more federal funding to help Rhode Island replace the Washington Bridge,” said Amo. “Led by our state’s appropriator-in-chief, Senator Jack Reed, our delegation has fought tooth and nail to secure the resources our state requested. I thank President Joe Biden and Secretary of Transportation Pete Buttigieg for listening to our repeated overtures about the need for resources to alleviate the burden on residents, small businesses, and first responders. I look forward to reviewing the plan from state officials so we can move towards the next chapter of getting our bridge built.”

    “Securing a second major federal grant marks another important milestone in our work to build a brand new Washington Bridge,” said McKee. “We know that ensuring this complex project is done right will take time, but it’s encouraging to see demolition resuming this week, the rebuild bidding process moving forward, and additional federal dollars coming in. We thank the Biden-Harris Administration for their commitment to Rhode Island and our top-notch congressional delegation for helping us secure this crucial funding.”

    Overall, the state requested $220.9 million in federal funds to help replace the Washington Bridge and was initially awarded $125.39 million out of the total pool of about $1 billion of federal funds available for Mega grants of this size and scope nationwide.

    Demolition of the bridge has already begun.  In May of 2024, RIDOT estimated the price tag for replacing the bridge would include $58.2 million for demolition as well as $368.3 million for the design-build process.

    Separate from the demolition and rebuild costs for the Washington Bridge, the state also estimated costs of approximately $46 million for emergency expenses, including work to stabilize the old bridge and estimated funding to account for both state and municipal safety and transportation-related expenses.

    Rhode Island previously received a $60.3 million INFRA grant in 2019 to rebuild the Northbound Providence Viaduct; a $65 million INFRA grant in 2020 to overhaul Route 146; an $82.5 million INFRA grant in 2022 to upgrade the Pell Bridge; and an $81 million INFRA grant earlier this year to create a ‘missing move’ between I-95 and Quonset Business Park.

    Rhode Island has now received two Mega awards to fund the Washington Bridge, totaling $125.39 million, as well as this new INFRA award.

    These grants come on top of a $251 million federal Bridge Investment Grant the delegation secured earlier this year to repair 15 bridges along the I-95 corridor in Providence and Cranston. 

    Additionally, Rhode Island will also receive a total of $255 million in bridge formula funds over the life of the Bipartisan Infrastructure Law.

    With about 50,000 U.S. bridges with very significant issues awaiting attention, an estimated 40 percent of them can be rehabilitated, but at least 35 percent will require a complete replacement due to their condition, according to the American Road & Transportation Builders Association (ARTBA). 

    This level of federal funding for Rhode Island infrastructure improvements stands in stark contrast to the previous administration.  While Donald Trump routinely declared “Infrastructure Week,” his administration had little to show for it, whereas President Joe Biden oversaw passage of the historic Bipartisan Infrastructure Law, which has delivered hundreds of millions of dollars for bridge improvements across the Ocean State and continues to invest billions annually in America’s transportation network, communities, and workers.

    I would first like to recognize the fact that we are on the unceded traditional territory of the Algonquin Anishinaabeg People.

    I am grateful to the caretakers of this land and water, and I ask that you join me in honouring the connection that the Anishnaabeg People have had to this land for millennia.

    This conference comes at a pivotal time.

    Building a cleaner and stronger economy in Canada is the course we are on.

    It is why we are all gathered here – we share a collective understanding and appreciation for both the economic opportunities and the environmental necessity in front of us.

    Now, I see many familiar faces around the audience.

    I know many of you have likely come from out of town.

    There are lots of hard-working people constructively working to attract and steer investment.

    Building a clean economy, like anything that is transformational, requires a vision and clear, bold steps to advance toward it.

    In every sector, we can see examples of that leadership—those stepping up with real vision.

    I think we just heard some great examples of that vision from the previous keynote.

    Two and a half years ago, the Government of Canada launched its climate plan, the most comprehensive plan in our history.

    We did our homework, building on the work of our predecessors, to give Canada a truly credible path towards carbon neutrality.

    Sector-by-sector, we showed how we could do it – how we could really do it – together.

    And since then, with the help of everyone in this room, we’ve put that plan into motion.

    Combine industry leadership, with a careful but ambitious balance of investments and regulatory tools: we are bending the curve on Canada’s emissions.

    I can tell you this is something I hear all the time.

    But more importantly our plan is working. Evidence of progress is rolling in.

    Recently, the Canadian Climate Institute, showed our country’s net emissions are starting to drop, between 2022 to 2023.

    The Institute also found that Canada’s economy continued to grow while emissions declined—what we call “decoupling.”

    What does that mean?

    It means growing the economy in 2024 does not mean more pollution.

    In fact, it points to the larger transformation underway.

    Now, Canadians may best associate our climate plan with carbon pricing.

    Could you blame them?

    But there are in fact over 100 measures we have put in place as part of our climate plan that serve as the foundation of a cleaner economy for Canada.

    Those measures have taken us from a place where, in 2015, we were projected to blow past our emission targets for 2030, to where we are now.

    Our emissions are now at their lowest point in 25 years.

    Never have we seen a drop in emissions, while our economy is chugging at full steam.

    This progress should not be taken for granted.

    We need to keep our horse in the race of a global economy that is moving faster than ever.

    I’m very pleased to share some exciting news from yesterday on how we’re trying to move the dial further on developing a clean energy economy.

    First: yesterday, the Deputy Prime Minister Freeland announced the guidelines for a Made-in-Canada sustainable investment taxonomy and mandatory climate disclosures for the largest Canadian private businesses.

    The sustainable investment taxonomy gives investors certainty on whether their investments are consistent with meeting global climate targets.

    It provides needed clarity that will boost financing from the private sector for sustainable activities across the Canadian economy.

    That includes things like building EV batteries, generating clean energy and decarbonization projects in heavy industries.

    The taxonomy will help direct investment to much-needed job-creating activities.

    Many of you will have seen the headlines on this…

    Simply put: Projects need to be credibly aligned with limiting temperature rise to 1.5 degrees Celsius to be considered a “green” or “transition” investment.

    Of course, developing these guidelines do not prevent investors from deciding where they wish to put their money.

    They are purely voluntary.

    But they do provide a common language on whether investments support climate goals or not.

    Similarly, requiring large businesses to provide climate-related financial disclosures to shareholders will help attract investment into sustainable activities across the economy.

    Disclosures help investors better understand how large businesses are thinking about and managing risks related to climate change.

    And we look forward to fleshing out that regulatory approach.

    We are building on the success of our Green Bond program.

    Like the taxonomy, Green Bonds direct financial flows towards those business opportunities that are key to reaching our net-zero targets.

    We have now launched Green Bonds twice in the market. First in 2022, and again earlier this year.

    Both times, the final book orders far exceeded the original offering.

    And because of that demand, we re-opened a third Green Bond this week.

    I am pleased to report that demand is still strong, and we are well over the offering amount.

    So, sustainable finance is the way to go.

    Let me give you another more tangible example.

    Last year, the Government of Canada delivered on the Clean Fuel Regulations, which encourages oil and gas refineries to lower the carbon intensity of their fuel production.

    Because of built-in incentives within this policy, we have already seen significant investments:

    Over $53 billion in investments have been announced across Canada in low-carbon intensity fuels such as green hydrogen, renewable diesel, and sustainable aviation fuel.

    For example, the oil refinery in Come-By-Chance, Newfoundland was converted into a major renewable diesel facility.

    The federal government supported Braya Renewable Fuels to commercialize its production of renewable diesel and sustainable aviation fuel.

    It started operations in February 2024 and now produces up to 18,000 barrels per day of renewable diesel.

    Two hundred people work there full-time.

    These and similar companies now have the ability to create and sell valuable credits for supplying low carbon fuel to Canada.

    That’s progress.

    And it comes from creating the right support and incentive structures for the industry.

    I was delighted to listen to our previous speaker Adam Auer, the President and CEO of the Cement Association of Canada.

    It has taken determination to turn words into action, and guide the change we’ve witnessed in the cement industry over the past two years.

    It takes a lot of heat and energy to make cement using conventional processes.

    As you heard earlier this morning, the Cement Association of Canada decided they had to change.

    This industry released their roadmap to cleaner sources of fuel. And as you heard, they stuck to their plan.

    The results were apparent to me this summer, when I visited a green cement plant in St. Marys, Ontario.

    This is where carbon pricing—and in this case industrial carbon pricing—really gets a chance to shine.

    With money collected by the federal government from carbon pricing system on industry, we re-invested those revenues into an emissions reduction project at St. Marys Cement.

    There is so much misinformation coming at us through various channels that not everyone is sure carbon pricing works.

    It does, and here’s how:

    New kiln technology was installed that uses low-carbon fuels.

    This new process reduces the use of high-priced carbon-intensive fuels by up to 30%.

    This means less climate pollution and cleaner air for the town.

    It also increases the company’s long-term competitiveness and sustainability. And pride!

    Take a town like St. Marys with a population of under nine thousand people.

    A major employer in that town makes a significant low-carbon change in its production process.

    From that, we get direct positive results:

    • First, the sustainability of the jobs at the cement plant.
    • Second, the drop in greenhouse gas emissions, equivalent to 9,400 gas-powered cars off the road for a year.
    • Third, they are saving energy costs for their business.

    Examples like this play out in countless communities across the country.

    Government has an important role in mobilizing the investments to get these projects underway.

    But how does Canada keep up the momentum? Well, let’s just look at the growing clean energy sector.

    Internationally, this sector has achieved lift-off.

    I mean, Europe is now at three quarters of renewable and clean energy sources. It’s incredible.

    Clean sources of power are reliable, they are increasingly cheaper to build and the energy generated is cheaper to store.

    Clean energy enterprises are in a state of super-evolution.

    In New Brunswick, the Burchill Wind Energy Project is one of the largest battery energy storage facilities in Atlantic Canada.

    It’s just outside of Saint John and is overseen by the Tobique First Nation.

    When I visited earlier this year, Tobique First Nation Chief Ross Perley, said it best:

    “One of our traditional values as a nation is to take care of the environment.

    Green energy projects are going to start taking over, and they’re going to dominate, and that’s the way to the future.”

    Chief Perley got it right.

    And it’s no coincidence that Indigenous Peoples in Canada are playing such a major role in the clean energy revolution. We see it from coast-to-coast-to-coast.

    Canada is already in a good position with the vast majority of our electricity from non-emitting sources.

    We know that demand will likely double over the coming decades.

    It is no longer a matter of doing the “right thing for the environment” but also the “right thing for business”

    Across the countries, companies are shifting investment towards cleaner industry to meet our future energy demands.

    That’s why we launched new investment tax credits for clean electricity production, which add to a range of programs supporting electricity.

    Labour groups have endorsed these credits because for employers to receive their full value they must commit to fair payment of good-paying union-level jobs.

    And we will launch the clean electricity regulations that back our strategy for a cleaner grid in Canada.

    There are so many opportunities awaiting, nationwide.

    You’re in this room because you have seen a business pivot or you have guided a business to respond to events, to adjust, to morph, to reinvent itself.

    Changing the way we power our daily lives and our Canadian society really starts with changing the way that we THINK.

    The federal government is here to guide growth, to support the science and to spark investment.

    Canada’s robust, clean economy will allow us to enjoy prosperous lives while respecting the natural environment, instead of destroying or exploiting it.

    The climate crisis requires us to be innovative together, to encourage each other, and to keep the conversations going.

  • MIL-OSI New Zealand: What’s the story with compliance?

    We often get asked how we do compliance and why it’s important. This page explains how we monitor compliance with resource consents and handle cases of non-compliance.

    A resource consent is an important asset that allows individuals or businesses to do an activity, such as taking water for irrigation or being able to discharge wastewater on to land. Some activities also benefit both the individual and often the wider community too.

    Because these activities can impact the environment, consents usually come with several conditions. Essentially, the consent is a contract between us – as the regulator – and the consent holder and the community.

    The expectation is that the consent holder will meet the conditions of their consent, while we monitor to make sure they are doing so.

    Monitoring is a shared responsibility

    Improving environmental and community outcomes is a shared responsibility between government (central and regional/local), resource users, industry and our communities.

    In Waitaha/Canterbury, there are about 26,000 consents and 416,000 consent conditions across a large geographical area, with a range of activities covered by ever-evolving rules set up at the national, regional and local government level.

    The size and complexity of the monitoring landscape means it’s not possible without considerable cost to us – and to ratepayers – to monitor every consent every year.

    Compliance is one of several tools designed to protect the environment. Others include audited farm environment plans, voluntary efforts from groups or individuals, and peer or community pressure to do the right thing.

    Types of consents and activities we monitor

    Compliance monitoring is a key priority for us – it is required by law under the Resource Management Act, our plans and consent conditions, and it is expected of us by the community.

    Monitoring depends on the type of consent. When we grant a consent we assess the environmental risk of the activity, in particular the magnitude of potential damage and the probability it will occur.

    This is informed by the scale and location of the activity, type of activity and the consent holder’s compliance history.

    Over time, risk levels can change due to regulation changes, new information coming to light, or higher risk at the beginning of an activity, such as one that involves construction.

    For example, an activity may be seen as high risk due to the level of non-compliance. However, once compliance is being demonstrated, the resulting risk level would lower.

    Some consents we assess as being a high priority for monitoring due to their:

    • risk to the environment
    • importance to the community
    • compliance history
    • scale.

    Over the last two years (2023/24) most monitoring done was on water consents (40%), discharge consents (38%) and land-use consents (21%). The remaining (1%) were coastal consents.

    Enforcement for consent condition breaches

    We appreciate that education isn’t always going to work. When a consent holder breaches conditions, we may take enforcement actions, such as:

    • Notice of non-compliance
    • Letter of formal warning
    • Cost recovery
    • Requesting an application for a retrospective resource consent
    • Abatement notice
    • Infringement notice
    • Enforcement order from the Environment Court
    • Alternative Environmental Justice (AEJ)
    • Prosecution.

    Improving our compliance process

    We acknowledge we haven’t always allocated or prioritised our resources effectively for environmental or community outcomes. We are committed to improving the way we manage compliance risks and communicating with consent holders and the community.

    We know that we must do more to enable consent holders to demonstrate their compliance – for example, by ensuring consent conditions are written clearly, so consent holders have a good understanding of what their responsibilities are – including what they should be keeping records of and what monitoring they can expect from us.

    We’ve recently started a project specifically to shift the conversation away from a consent-by-consent approach towards helping resource users to comply and better identifying risk priorities. This will improve both the customer experience and improve environmental outcomes.

    We’re trialling this in Rakaia, where compliance concerns are high and consent complexity is significant.

    We are introducing new processes, roles and measures to focus on key priorities like nutrient management, drinking water protection, and water use compliance.

    Our goal is to create a flexible compliance monitoring programme that uses both human and technological resources efficiently.

  • MIL-OSI China: DPRK confirms complete block of road, railway connections to S. Korea

    The Democratic People’s Republic of Korea (DPRK) said on Thursday that the roads and railways connecting South Korea in the eastern and western parts of the DPRK southern border have been completely blocked, the official Korean Central News Agency (KCNA) reported.

    “Under an order of the Central Military Commission of the Workers’ Party of Korea, the General Staff of the Korean People’s Army (KPA) on Oct. 15th took a measure to physically cut off the DPRK’s roads and railways which lead to the ROK through the east and west sections of the southern border of the DPRK as part of the phased complete separation of its territory, where its sovereignty is exercised, from the ROK’s territory,” the KCNA said, referring to South Korea by using the acronym of its official name, the Republic of Korea.

    “In the daytime of October 15th, the 60-metre-long sections of the roads and railways in Kamho-ri, Kosong County, Kangwon Province and the 60-metre-long sections of the roads and railways in Tongnae-ri, Panmun District, Kaesong Municipality have been completely blocked through blasting,” a spokesman for the DPRK Ministry of National Defence was quoted by the KCNA as saying.

    “This is an inevitable and legitimate measure taken in keeping with the requirement of the DPRK Constitution which clearly defines the ROK as a hostile state, and due to the serious security circumstances running to the unpredictable brink of war owing to the grave political and military provocations of the hostile forces,” according to the KCNA report.

    A spokesman for the DPRK Ministry of Land and Environment Protection confirmed that the blasting had no negative effect on the surrounding ecological environment and that the routes linking the DPRK to the ROK have been completely separated, the KCNA said.

    The Ministry of National Defence said that the DPRK will continue to take measures to “permanently fortify the closed southern border”, the KCNA added.

    The KPA General Staff said on Oct. 9 that the DPRK will completely cut off roads and railways connecting South Korea amid the precarious situation on the Korean Peninsula, according to a previous KCNA report.

  • MIL-OSI Australia: Work to begin at Bungleboori Picnic Area in Gardens of Stone State Conservation Area

    The Bungleboori picnic area will be the focus of major construction work from Monday 21 October 2024, with new facilities to include a car park, toilets, picnic shelters and seating.

    Located in the centre of the park at the junction of Maiyingu Marragu Trail and Glowworm Tunnel Rd, Bungleboori will become the main meeting point for the Gardens of Stone State Conservation Area, with visitor signage and wayfinding to inform and direct park users to key precincts and points of interest.

    The new picnic area will transform the site from a degraded area to a centralised visitor information hub, with connections to walking tracks and cycling trails to be established over the next 24 months.

    Bungleboori picnic area will also cater for visitors of all abilities, with accessible toilets, picnic facilities and accessible pathways with connectivity to visitor information.

    Work will begin in the coming weeks, commencing with road closures to facilitate the removal of weeds.

    Work is also continuing in other areas of the park, with walking track, road, lookout and car park works underway at Lost City.

    Access to Lost City South Road remains closed while work continues.

    Visitors are reminded to check NSW National Parks and Wildlife Service (NPWS) alerts before they travel to any NSW national park for the latest information and to help plan their trip in advance.

    It is exciting to see key visitor precincts come to life as our visitor infrastructure program for Gardens of Stone State Conservation Area continues.

    When completed in early 2025, Bungleboori will be the starting location for many future park activities, with maps and information available to guide visitors.

    The new visitor facilities at Bungleboori will include accessible parking as well as long vehicle parking, along with accessible toilets, shelters and seating.

    Closures will be in place while work is underway at Bungleboori and on Lost City South Road.

    Work on Lost City South Road is expected to continue until the end of the year, with visitor facilities to follow early in 2025.

    Visitors can access Lost City via Lost City North Road during the closure.

    Once Lost City South Road is open to visitors, Lost City North Road will be closed for improvement works.

  • MIL-OSI USA: NDDOT Receives $20 Million to Improve Safety with Freight Reliability, Preservation on US 52 Route

    BISMARCK, N.D. – The North Dakota Department of Transportation (NDDOT) received a $20,000,000 award through the Infrastructure for Rebuilding America (INFRA) grant program. This funding will help NDDOT enhance the US 52 route by adding railroad bypass lanes, improving safety, and increasing the efficiency of passenger and freight transportation across the state.

    Specifically, this project will rehabilitate approximately 45 miles of existing asphalt pavement from west of Drake to Fessenden, consolidate access points at the intersection of US 52 and North Dakota Highway 3 in Harvey, and add acceleration and deceleration lanes at existing at-grade railroad crossings. It will also add turn lanes at intersections from seven miles south of Portal to Carrington.

    “As we say, North Dakota feeds and fuels the world, and Highway 52 is an essential artery for the flow of many of our goods getting to markets,” said U.S. Senator Kevin Cramer (R-ND), Ranking Member of the Senate Environment and Public Works (EPW) Subcommittee on Transportation and Infrastructure.This grant will help expand this really important transportation corridor and then at the same time, improves the safety for producers and the traveling public.”

    In May, the North Dakota delegation sent a letter in support of NDDOT’s Multimodal Project Discretionary Grant application. Cramer led an amendment to the Surface Transportation Reauthorization Act which passed the Senate EPW Committee in 2021, requiring the Secretary of Transportation to prioritize states which have never received an INFRA grant. After Cramer’s efforts, North Dakota received its first INFRA grant the same year. This is North Dakota’s second INFRA award since the passage of Cramer’s amendment to the Surface Transportation Reauthorization Act.

  • MIL-OSI Banking: World’s Largest Debt Conversion for Conservation of a River and its Watershed Completed in El Salvador

    All savings generated by the transaction will be applied over time to support conservation, water security, and ecosystem restoration in the Lempa River (Rio Lempa) watershed. JPMorgan Chase Bank, N.A. acted as sole arranger and lender for the loan and J.P. Morgan Securities LLC acted as dealer manager in the tender offer for El Salvador’s bonds.

    DFC, the U.S. Government’s international development bank, is providing $1 billion in political risk insurance (PRI) while CAF is providing a $200 million standby letter of credit (SBLC). The combination of the DFC PRI and the CAF SBLC will provide integral credit enhancements that support the transaction, which in turn catalyzes the additional investment in El Salvador’s conservation and ecosystem restoration efforts in the Rio Lempa watershed. ArtCap Strategies acted as financial advisor and global coordinator for the transaction.

    The Rio Lempa watershed is one of the longest rivers in Central America and plays an important role in the well-being of cities, communities and the economy in El Salvador by providing drinking water, as well as supporting industry and hydropower generation, and irrigation. It also supports diverse ecosystems that represent a large portion of the country’s environmental heritage. Projects funded by the savings from the transaction are expected to enhance water quality, quantity, and reliability; strengthen climate resilience; protect the watershed’s natural ecosystem; and mitigate water security risk in the region.

    Through this transaction, the Government of El Salvador will realize more than $352 million in lifetime savings through a combination of immediate notional debt savings and material reductions in debt service costs. $350 million of these savings will be applied to the Rio Lempa Conservation and Restoration Program (the “Program”) over the next 20 years in support of the country’s commitment to watershed conservation in the Rio Lempa basin. Specifically, $200 million, or an average of $9.75 million annually over 20 years, will fund the Program directly, while $150 million, or approximately $7 million per year, will fund an endowment. The funds in the endowment will be invested and are intended to become a source of ongoing funding for the Program beyond 2044. This $350 million allocation represents the largest funding commitment a country has ever made for conservation in a debt conversion transaction.

    CRS and FIAES will jointly manage the Program and will collaborate with key government water and environmental agencies to enhance water security and watershed health, promote biodiversity, stimulate economic development through regenerative agriculture, and strengthen planning and management capacities in the Rio Lempa watershed. The Program will make grants to non-governmental organizations operating in El Salvador in support of these goals, with initial grants set to disburse in 2025.The Program will be governed by a seven-member Board of Directors that includes one representative from the Government of El Salvador, one representative from the U.S. Agency for International Development (USAID), and five non-governmental representatives.

    In addition, the Government of El Salvador has committed to: (i) establish a zonal organization to oversee conservation and restoration of the Rio Lempa watershed; (ii) approve a National Integrated Water Resources Plan; (iii) establish a water resources data monitoring system for the Rio Lempa watershed; (iv) develop protocols for issuing water use permits; (v) establish a public feedback and complaint mechanism for violations of the National Water Resources Law and Environmental Law; (vi) contribute to the decision-making process by developing standards for calculating costs related to drinking water and sanitation services; and (vii) declare 75,000 hectares of protected aquifer recharge zones throughout the watershed by 2044.

    “This debt conversion represents the most ambitious and impactful environmental action in El Salvador’s history. It not only reaffirms this government’s commitment to economic growth, it also enables us to achieve this growth while preserving one of our most precious natural resources: the Lempa River watershed. With support from international parties, we are executing the largest debt conversion transaction of its kind to date. This debt conversion project promotes sustainable development for our communities, strengthens our water security, and protects our ecosystems to secure the well-being of this generation and those to come. With this debt conversion, we aim to transform the environmental and economic future of El Salvador,” said Nayib Bukele, President of El Salvador.

    “Since its inception, DFC has been a pioneer in the field of debt conversions. Today’s announcement presents the world’s first-ever debt conversion for watershed conservation and water security. This transaction will protect critical resources while helping unburden the Salvadoran economy and promoting the growth of a vibrant private sector that will create more opportunities for Salvadoreans to find employment in their communities. DFC is committed to continuing to leverage our unique financial tools in innovative ways in pursuit of our developmental priorities around the world,” said DFC CEO Scott Nathan.

Therefore, we are investing $25 billion by 2026 to finance environmental, climate change, and biodiversity initiatives, such as the one we are announcing today in partnership with the Government of El Salvador, DFC, CRS, and FIAES.     As part of the Minns Labor Government’s plan to confront the housing crisis, a proposal from Landcom to deliver 330 new homes in Orange, with 20 per cent of these homes being identified as affordable housing, is on exhibition for community feedback.

    This rezoning proposal for Redmond Place Precinct at Orange is the first site recommended to progress through the Social and Affordable Housing Rezoning Pathway, one of the Government’s earliest policies to reform the planning system.

    The policy implements a faster, simplified rezoning process for the state’s housing agencies; Homes NSW, Landcom and the Aboriginal Housing Office, to speed up the delivery of social and affordable housing.

    This pathway adds to the planning reforms introduced by the Minns Labor Government over the past 12 months aimed at delivering more homes faster.

    The proposal aims to amend the Orange Local Environmental Plan (OLEP) 2011 to allow the rezoning of vacant Council-owned land for a residential precinct.

    The public exhibition opens on Monday 21 and will close on Monday November 12, 2024.

    Minister for Planning and Public Spaces Paul Scully said:

    “This proposal will deliver good housing outcomes for Orange.

    “The NSW Government is committed to exploring suitable housing opportunities across the state which promote economic diversity, innovation and sustainability.

    “We need to confront the housing crisis head on by using all levers we can pull to speed up the delivery of new homes.

    “The Social and Affordable Housing Pathway is an important part of the NSW Government’s plan to boost affordable housing stock across the State.

    “Our State’s future depends on more affordable homes being built for families. This is critical because if NSW loses our young people, then NSW loses its future.”

    Member for Orange Phil Donato said:

    “The proposal from Landcom in partnership with Orange City Council will help meet the growing demand for housing in regional New South Wales.

    “I encourage everyone to have their say on this proposal from Landcom.

    Orange Mayor Tony Mileto said:

    “There is still work to do but this is a great milestone to reach for Orange. The community has some strong views on how the city should be developed and how we can address affordability. It’s great to see the vision reflected in the rezoning proposal. I urge Orange residents to get involved in this latest step to seek feedback.”

    Landcom CEO Alex Wendler said:
