    The City of Greater Bendigo is holding a free webinar to provide local hospitality and retail businesses with energy saving advice.

    The Smart Energy Solutions for Hospitality and Retail Businesses webinar will take place from 4 to 5pm on Wednesday August 6 as part of the City’s Beat the Power Bills program.

    City of Greater Bendigo Climate Change and Environment Acting Manager Ian McBurney said the session is tailored specifically for small to medium operators in cafes, restaurants, bars, shops, and service-based retail.

    “It will provide practical advice on understanding energy bills, identifying costly inefficiencies in day-to-day operations, and assessing the value of upgrades like solar, batteries, or switching off gas,” Mr McBurney said.

    “The webinar will be presented by the City’s Zero Emissions Business Officer Tim Drylie and will cut through the jargon and provide hospitality and retail owners with the facts they need to make informed, cost-saving decisions.”

  • MIL-OSI New Zealand: Greenpeace – Luxon opens the door to billions in taxpayer-funded oil field decommissioning costs

    In an act of climate denial, the Luxon Government is today planning to pass legislation to try to restart offshore oil and gas exploration, but they are also slipping in a further amendment that opens the door to taxpayers picking up the billion dollar tab to decommission oil and gas infrastructure.
    “Attempting to restart offshore oil and gas exploration is bad enough, given advice from the International Energy Agency that we can’t burn existing known fossil fuel reserves if we are to avoid dangerous global heating. When you’re in a hole the first step to escape is to stop digging,” says Greenpeace Aotearoa Executive Director Dr. Russel Norman.
    “The environment movement will fight any new offshore oil and gas exploration just like we did when John Key was Prime Minister.
    “But this legislation is even worse: Luxon is proposing to overturn existing law that makes oil companies automatically responsible for the costs of decommissioning oil and gas fields.”
    Under existing law, even if an existing operator onsells an end-of-life oil and gas field to a shell company, which then goes bankrupt when faced with the costs of decommissioning, the original operator is still responsible for the cost.
    “Luxon is changing the legislation so that the Minister of Resources and the Minister of Finance are given total ministerial discretion to approve the onselling of the depleted field, and if they approve and the final operator goes bankrupt, the original oil field operator is NOT responsible for the decommissioning costs. The government will end up with the cost.
    “New Zealand taxpayers will be the ones that will be picking up the cost of cleaning up after oil companies abandon exhausted oil fields. Costs that could run into billions of dollars,” says Dr. Norman.
    “New Zealand has already learnt an expensive lesson in how the oil industry operates. The Tui oil field passed through a number of hands before it was finally sold to an offshore oil company Tamarind that had little money, and Tamarind went bankrupt when faced with the cost of decommissioning the exhausted field. New Zealand taxpayers were stung for $300million to clean up the mess and plug the wells, which was only completed in June 2025.
    “After the Tui field fiasco, the law was changed to make sure oil field operators were responsible for the clean up costs, regardless of how many shell companies to which it was onsold.
    “The oil industry hated the changes to the law on liability for decommissioning costs as much as they hated the ending of offshore oil and gas exploration. And now they have their chance to pass on the costs to the taxpayers and you can be sure they will take it.
    “As the New Zealand oil and gas industry enters its sunset phase, the costs of plugging the wells and cleaning up all the seafloor pipes etc will run into the billions.
    “This fossil fuel-obsessed government has given in to pressure from the oil industry and opened the door to making taxpayers pick up the costs of cleaning up after them.
    “This is part of a trend by this backward-looking Luxon government which has allocated $200m to help invest in new gas fields.
    “Last month, it brought embarrassing shame to New Zealand by pulling out of the international Beyond Oil and Gas coalition, which has pledged to phase out fossil fuels.”
    “New Zealand will have energy security, lower prices and low emissions by investing in solar, wind, geothermal, storage, efficiency and demand side management. That is our future, not the nonsense being promoted by Luxon and Shane Jones.”

    In connection with Minister for Climate and the Environment Romina Pourmokhtari’s visit to Ukraine in recent days, the Government decided to instruct the Swedish Meteorological and Hydrological Institute (SMHI) to transfer a diesel generator to Ukraine. The Swedish Civil Contingencies Agency, together with the European Emergency Response Coordination Centre (ERCC) has been in contact with a Ukrainian hospital that is in great need of this support, and will promptly make arrangements for the generator to be transported to Ukraine.

  • MIL-OSI New Zealand: Abel Tasman Coastal Track fully reopen

    The popular Great Walk in the Abel Tasman National Park had been temporarily closed from Mārahau to Anchorage due to the damage.

    DOC Motueka Operations Manager Chris Golding says staff have been out on the track since the heavy rain on Tuesday 29 July and it’s come through without any significant new damage.

    “There are several areas with minor damage, which are all passable with care. Please make safe decisions for your ability level and if you have any doubts, don’t go ahead. We’ll get these tidied up in the coming weeks when we can,” says Chris.

    “Some planned maintenance is happening between Bark Bay and Onetahuti for another month or so. There will be machines operating so please follow all instructions from the staff and contractors.”

    Chris says access to the Kahurangi National Park from the Tasman District is still severely limited by road closures.

    “We’re working out repair options for Graham Valley Rd, which is the gateway Flora Car Park and some of the region’s most popular alpine walks. Over the Takaka Hill, the Cobb Valley is also closed due to several slips,” Chris says.

    “There’s no timeframe for when these will reopen, please check the DOC and Tasman District Council websites for the latest.

    “The Wangapeka River Rd is open, but a four-wheel-drive is required as there has been some storm damage.”

    The Top of the South has had several storms in the last month and anyone going into the outdoors should be prepared to potentially come across track damage. Make safe decisions and report issues to 0800 DOC HOT (0800 362 468).

    The DOC website will be kept up to date as things change. Anyone planning to head out should check for the latest before their trip.

    Students get exclusive preview of Salisbury River Park play area

    The Salisbury River Park project reduces the flood risk to over 350 homes and businesses along the River Avon.

    Students from Sarum St. Paul’s C of E Primary School were given an exclusive preview of Salisbury River Park before its official opening, allowing them to see their creative designs incorporated into the new public space and experience the innovative play area first hand. 

    The visit on 23 July 2025 provided the young designers with the exciting opportunity to witness how their contributions have helped shape this transformational project, which will serve as a legacy for future generations whilst protecting over 350 homes and businesses from flooding. 

    As part of the design process, all pupils of Sarum St. Paul’s C of E Primary School were invited to take part in a design competition, with workshops conducted for Year 5 and 6 students to gather input on what they would like to see in the play park design. Several students’ artwork was chosen and incorporated into the final design through engraved images on the play equipment and sculpted animals. 

    Eight pupils and teachers visited the site to discover their designs integrated throughout the play park and test the new play equipment. 

    Lizzie Weaver, Headteacher of Sarum St. Paul’s C of E Primary School, said:  

    We had such a lovely time visiting the new play park. The children were incredibly excited to find their designs that had been carved into the equipment.

    The area is a beautiful space for families to enjoy, and the placement of equipment, benches and artwork has been carefully considered. I look forward to returning soon with my own children!

    Our school has loved being involved with the River Park Project, it has enhanced so many curriculum areas and provided many wider opportunities for our pupils.

    It’s wonderful to see the young people from Sarum St. Paul’s experiencing their designs come to life in this special preview. Their creativity and input have genuinely contributed to making this play area a space that reflects what local children want to see.

    The new play area on Ashley Road is an impressive facility with colourful design using natural materials, incorporating accessibility features like flat surfacing, wheelchair access, and equipment designed for all children to enjoy safely.

    I was particularly pleased to see the Environment Agency’s engagement with Sarum St Paul’s School, ensuring pupils who contributed to the park’s graphics were the first to play there.  

    Despite weather delays, I’m assured it will open before the end of school holidays, which will be marvellous for local families.

    The Salisbury River Park project is a collaboration between the Environment Agency, Wiltshire Council and Salisbury City Council, and is constructed by Kier. Construction began in summer 2022 and is due to complete this autumn, despite challenges including the exceptionally wet 2023/24 winter – the wettest in the Avon catchment since records began in 1871.  

    Once the grass has fully established, the play park will be opened, and we are committed that this will happen during the school summer holidays. 

    The scheme has created enhanced riverside habitat for wildlife, removed obstructions to allow fish migration upstream, and established high-quality public open space. Over 650 metres of new and improved cycle routes and 1,600 metres of footpaths have been created to improve access and encourage active travel. More than 1,000 new trees have been planted, enhancing habitat for water voles, otters, bats and birds. 

    The park design, created by Green Play Projects, is based on the local ecology, with the central climbing feature mimicking the burrow of a water vole and filled with information and activities reflecting the flora and fauna of the River Avon. The development has been designed in consultation with DIGS Salisbury (Disability Interest Group of Salisbury), ensuring accessibility for all abilities so children can play side by side. 

    The park’s colour palette was created by artist Zac Newham in collaboration with students from South Wilts Grammar School, chosen to reflect natural colours observed within the river whilst maintaining visual accessibility.

    NREL Provides Expertise to Local Governments and Tribes Through the Energy Efficiency and Conservation Block Grant Program


    From capital cities in the East to Alaskan villages in the West, NREL is advancing community-driven energy solutions from coast to coast through the U.S. Department of Energy (DOE) Energy Efficiency and Conservation Block Grant (EECBG) Program.

    The EECBG Program has allocated noncompetitive funding for energy projects and programs in hundreds of communities. Community grant recipients can use funding for projects and programs that cut energy costs, improve energy efficiency, and create jobs. 

    Recipients also receive vouchers to access support from NREL experts with a wide array of technical expertise in order to advance their priorities using EECBG funding. NREL, leveraging the wealth of the laboratory’s modeling and analysis capabilities, began working with dozens of communities to deliver this support in the fall of 2024.

    “Already, DOE’s EECBG Program is helping so many different areas of the country,” said Nathan Wiltse, decision support analysis group manager and EECBG technical lead for NREL. “Through the program, big cities and small towns can set their course in realizing their energy goals. Their drive and enthusiasm has been encouraging, and our NREL team is proud to be a part of their journey through the technical assistance we provide with DOE’s guidance.”

    DOE-funded EECBG Program support—provided by NREL—spans multiple sectors, tapping into technical knowledge and expertise that provide local governments with actionable insights for their self-identified priorities, helping them improve energy affordability and more in their jurisdictions.

    Improving Mobility Options in Encinitas, California

    The beach city of Encinitas in San Diego County, California, is served by a regional rail service, with many workers commuting into the city. Tourism is also a big economic driver for the city, with many recreation opportunities and annual arts and cultural events.

    To better support commuters, tourists, and residents, the city is looking to expand its public mobility options through microtransit. Microtransit systems commonly use smaller vehicles like minivans, which operate in a defined service area and provide rides to users on request. Instead of having fixed routes, like more traditional bus and rail services, microtransit generally provides varying point-to-point services as requested by riders.

    According to NREL research, microtransit provides a low-cost and convenient alternative to personal car use. Applying this strategy for public transportation can then save costs for riders while improving air quality in communities.

    “For a relatively small city like Encinitas, more traditional public transportation methods may not be the best fit,” said Andy Duvall, NREL researcher and voucher support subject matter expert. “Exploring microtransit could provide a variety of financial and environmental benefits for residents, visitors, and the community.”

    With EECBG voucher technical assistance, NREL will assist Encinitas in developing a microtransit program by conducting analysis that gives the community a better understanding of its current transportation landscape and viable microtransit options and funding strategies. This support will be rooted in community engagement, with community workshops and data collection built in to learn about the residents’ challenges with public transit, specific issues, and ideas for solutions that will bolster the economy.

    Increasing Household Energy Efficiency in Chenega, Alaska

    Chenega, home to the Native Village of Chenega, is located on an island in Southern Alaska. The community spans less than 30 square miles and has 19 residential buildings. Though small in size, Chenega has big goals to improve energy efficiency for residents, with a target of reducing the Tribe’s energy usage by 50% by 2050 or sooner, significantly cutting energy costs.

    The Native Village of Chenega and the Chenega Corporation want to use their EECBG funding to help implement a community-wide energy efficiency program. To help Chenega plan for this program, NREL is organizing energy audits for a majority of homes in the community. Energy audits consist of a thorough inspection of a home both inside and out to identify potential comfort or safety problems and energy-saving opportunities. Through this process, Chenega will get a better understanding of which upgrades will be most cost-effective for their residents.

    “Our technical assistance is helping Chenega set the foundation for more work to come that will cut energy costs for their community,” said Wiltse, who has over a decade of experience as a buildings researcher and economist in Alaska.

    Chenega aims to use the results from these energy audits to apply for grant funding to implement the upgrades. The community also wants to use the audits to satisfy pre-installation requirements for DOE’s Tribal Home Electrification and Appliance Rebates, which can provide rebates of up to $14,000 per household for efficiency and appliance upgrades.

    Reducing Energy Use and Costs in Sugar Land, Texas

    As Sugar Land, Texas, charts out its future energy projects, one of the city’s top priorities is reducing energy use and saving money for residents. To embed this commitment into daily operations, the city is developing a strategic energy plan focused on increasing efficiency, cutting waste, and lowering energy consumption across public buildings and infrastructure. To make this comprehensive energy plan succeed, the city needs more information on its current energy landscape.

    Using tools like NREL’s State and Local Planning for Energy Platform, researchers are helping Sugar Land understand its current energy consumption and potential efficiency opportunities. With expert guidance from NREL, the city will move step by step through a hands-on energy planning process, from setting goals to evaluating project feasibility and prioritizing actions. Researchers will also analyze energy savings potential and financial impacts of various energy efficiency strategies across the city.

    “Our research and analysis will help the city understand which energy efficiency strategies will be most cost-effective,” said Vanessa Mathews, NREL researcher. “Sugar Land can use this information to apply for funding opportunities and take meaningful steps towards its energy goals.”

    Through the energy planning process, the city will identify clear, actionable steps to better understand its energy costs, evaluate the costs and benefits of potential efficiency projects, and explore reliable and affordable energy options and potential funding sources to inform the city’s future budget decisions.

    Hosepipe bans in summer 2025 will mean many gardeners having to choose which of their plants to keep going with the watering can, and which to abandon. Are these temporary restrictions actually a sign we need to rethink British gardens altogether?

    Climate change will bring the United Kingdom warmer, wetter winters and hotter, drier summers. Britain has seen warm periods before, such as in the last interglacial period 130,000 years ago, but the current speed of change is unprecedented. This will have many effects, but it will also change one of the core parts of British life: our gardens.

    Rather than fighting the inevitable and trying to keep growing the same plants we have always grown, how might we adapt what we grow and how we grow it?

    The first to go, tragically for some, may be the classic British lawn. Already this year across the country, large areas of grass are looking parched and brown in the face of a long drought. The traditional lawn has just a few species of grass and is unlikely to be very drought-resistant. You can maintain a grass lawn that is more tolerant of dry weather by using drought-resistant fescue species of grass, and keeping the lawn well aerated (that means putting small holes in it to allow air, water and nutrients to reach the grass roots). But it may still suffer periods in which it looks unhealthy.

    Swapping a lawn for a meadow can increase drought tolerance and decrease maintenance such as regular mowing and watering, because meadows only need to be cut once a year and don’t need as much water. Perhaps instead of lawns we can embrace No Mow May all year round, creating a greater diversity of plant and animal life in gardens.

    Wildflowers such as yarrow and common knapweed can be great for pollinators and the birds that feed on them. These plants are drought-tolerant too.

    As well as challenges in the face of a changing climate, there will be opportunities. Grape vines were grown in Britain in Roman times, and British wine production is once again a growing industry. Regular British gardeners could also grow a wider variety of grape vines, and even make their own wine. Warmer, drier summers could make plants such as citrus and olive trees easier to grow, with fruits more likely to ripen and less likely to be lost to frost in winter. Sunflowers, while they already grow here, could also thrive in the new conditions.

    There will be a shift in the best types of decorative plants for gardens, with those needing lots of water, such as hydrangeas, delphiniums and gentians, becoming difficult to grow. We could look to the Mediterranean for inspiration, and choose shrubs such as thyme and lavender, or climbers like passion flowers, that need less water. It is also possible to grow a drought-tolerant garden with plants that are native to Britain, such as species of Geranium and Sedum. Coastal plants such as sea kale and sea holly that grow in harsh, rocky conditions can also make great garden plants in a drier climate.

    Finally, the way we garden will need to change. Setting up water storage systems, from simple water butts to larger, more complex systems that could include grey water harvesting (used but clean water from baths and washing up) or underground water storage, will help gardeners to make the most of storms by storing the rainwater for use during droughts. You can set up a dispersion system to recycle lightly used household water, such as from a dishwasher or shower.

    Soil health is important too, as soils with more organic matter are better at holding water. Composting food waste to add to soil would be a great way of helping to increase the organic content and make watering more efficient. This has the added value of avoiding peat composts. Peat comes from wetlands and it will eventually run out. Peat harvesting also releases carbon dioxide into the atmosphere, contributing to climate change.

    The next few decades will be challenging for gardeners. Britain will probably experience an increase in prolonged droughts and other extreme weather, as well as overall warming caused by climate change. Our gardens may cover a small proportion of land in the UK. But we can use them to experiment and develop sustainable ways of existing, growing not just new plants but also hope in the face of adversity.

  • MIL-OSI Analysis: Kemi Badenoch says she wants to be Britain’s Javier Milei – but is the Argentinian president a model to follow?

    When UK Conservative party head Kemi Badenoch recently declared that she aspires to be Britain’s Milei, she aligned herself with one of the world’s most radical and controversial leaders.

    Javier Milei, Argentina’s self-styled “anarcho-capitalist” president, has gained global notoriety since his election in December 2023 for wielding a chainsaw at rallies, promising to destroy the so-called “political caste” and launching a scorched-earth economic reform programme.

    But what has Milei actually achieved since entering office? And should Britain really be looking to his administration for inspiration?

    Milei swept to power on a wave of anti-establishment anger. Styling himself as an outsider economist rallying against the ruling caste, he promised to slash state spending and replace Argentina’s peso with the more stable US dollar. He also pledged to eliminate entire government ministries, including health, education and culture.

    His now-famous “chainsaw plan” proposed a dramatic restructuring of Argentina’s political and economic institutions, which he blamed for decades of stagnation and corruption. Backed by business elites and libertarian ideologues, Milei offered a vision of Argentina remade through radical individualism and state retrenchment.

    His campaign, which contained some clear populist tendencies, was built as much on spectacle as substance. It contained daily media outbursts, personal attacks and an anti-caste rhetoric designed to turn governance into performance.

    Inflation was central to Milei’s campaign. When he took office, annual inflation in Argentina stood at over 130%, one of the highest rates in the world. Milei promised to bring it under control by slashing the fiscal deficit and enforcing monetary discipline.

    Monthly inflation doubled in the first months of his administration, forcing millions of Argentinians further into poverty. But it has fallen below 50% since the middle of 2025, which has been held by the government as a success.

    However, the decrease in the inflation rate is the result of economic recession. While international markets have praised Milei’s fiscal orthodoxy, there is little sign of a growth rebound. Investment has stalled, consumption has plummeted and local industries are struggling amid cuts to public procurement.

    Consumption has shown signs of recovery in the last few months, but only in the high-income segment. This has deepened a dual reality where middle-class and working sectors cannot make ends meet. Instead of helping the Argentinian economy recover, high-income consumption also pushes the trade balance to deteriorate.

    Milei’s government has endeavoured to keep the Argentine peso strong. A strong currency has seen foreign investments paused and, despite ongoing capital controls, millions of US dollars leave the country with a surge in Argentinian tourism abroad. This trend is exactly the opposite of the most controversial of Milei’s promises: to adopt the dollar in Argentina.

    Given the critical level of the central bank’s foreign reserves, the International Monetary Fund (IMF) approved the release of a US$4.7 billion (£3.5 billion) loan tranche in April 2024. It is expected to loan an extra US$2 billion before the 2025 mid-term elections in October.

    Squeezing Argentinian society

    Job losses have been extensive. Tens of thousands of public sector workers have been laid off, and many more have seen their salaries decimated by inflation. Entire agencies have been shut, from science and housing to the post office.

    Milei’s framing of public employees as part of a parasitic caste has helped him politically. It has reinforced his anti-establishment credentials and mobilised resentment among private sector workers and the self-employed. But it has further polarised an already fragmented Argentinian society.

    Unions and civil society organisations have mobilised in response, organising strikes and mass protests. These have been met in turn with crackdowns, the criminalisation of dissent and expanded police powers.

    Meanwhile, Congress has been sidelined. Milei’s critics warn of creeping authoritarianism as the president governs increasingly by decree, perhaps most notably by attempting to fill two vacancies of the Supreme Court in February.

    Environmental protection and foreign policy have also been reshaped by Milei’s radical agenda. The ministry of environment was among the agencies targeted for elimination. And Milei’s sweeping law of bases bill, which became law in 2024, included provisions to weaken environmental regulations and accelerate extractive industries such as lithium and oil.

    Milei dismisses environmental concerns as leftist distractions from economic freedom. This is a stance echoed in his foreign policy, which has seen Argentina pivot away from regional cooperation. He has snubbed neighbours like Brazil, withdrawn from the accession process to the Brics group of nations and has aligned himself more closely with the US, Israel and the global far right.

    He frequently rails against “global socialism”, and presents himself as a figurehead of a new anti-globalist movement. This posture appeals to his domestic base and international allies, but has further isolated Argentina diplomatically and eroded longstanding regional ties.

    If Badenoch wants to emulate Milei, it raises serious questions about the political and economic future she envisions for Britain. Argentina is currently living through a radical experiment in state destruction. Despite circumstantially winning praise from bond markets and libertarian circles, it has brought pain, polarisation and increasing levels of repression.

    For those looking beyond spectacle, Milei’s presidency offers not a blueprint for bold reform, but a cautionary tale about the dangers of governing by chainsaw.

  • MIL-OSI Submissions: Car tires are polluting the environment and killing salmon. A global plastics treaty could help

    In the 1990s, scientists restoring streams around Seattle, Wash., noticed that returning coho salmon were dying after rainstorms. The effects were immediate: the fish swam in circles, gasping at the surface, then died in a few hours.

    Over the next several decades, researchers chipped away at the problem until in 2020 they discovered the culprit: a chemical called 6PPD-quinone that forms when its parent compound, a tire additive called 6PPD, reacts with ozone.

    6PPD-quinone kills coho salmon at extraordinarily low concentrations, making it one of the most toxic substances to an aquatic species that scientists have ever found.

    Today, a growing body of evidence shows that tire additives and their transformation products, including 6PPD-quinone, are contaminating ecosystems and showing up in people.

    Now, alongside the researchers who made that initial discovery, we’re calling for international regulation of these chemicals to protect people and the environment.

    Our recently published research outlines the hazard posed by tire additives due to their demonstrated toxicity and high emissions near people and sensitive ecosystems, how current regulations don’t do enough to protect us, and how we can do better.

    Tires are complex chemical products

    Tires are far from simple rubber rings. They’re complex chemical products made to endure heat, friction and degradation. For example, 6PPD is in tires to protect them from ozone, which causes tires to crack.

    Unfortunately, little attention was paid to these chemicals until scientists discovered the impacts of 6PPD-quinone and realized these chemicals could be hazardous.

    Once they started looking, researchers found many tire additives, including 6PPD-quinone, in streams near roads, in dust and in the air — wherever there are roads, there is tire additive contamination.

    Although 6PPD-quinone is most lethal to coho, it is also lethal to several other species of salmonids, and it may be toxic to aquatic plants and terrestrial invertebrates.

    We know that exposure to tire wear particles and the chemicals that leach from them affect other aquatic species that are used as indicators of toxicological risk. This widespread contamination occurs because emissions of tire additives are high.

    Every time we drive, we produce particles from tire wear, and those particles release additives into the environment. Tires lose 10-20 per cent of their mass over their lifetime. That means driving emits over one million tonnes of tire particles to the environment in both the United States and the European Union every year.

    All those tire particle emissions represent a large source of chemicals to the environment and high human exposures, especially in cities. Researchers have started to find tire additives and their transformation products in people.

    Although more research is needed on how tire additives affect people, 6PPD is classified as a reproductive toxin, and other tire additives and their transformation products have been associated with increased cancer risk in exposed populations.

    Emerging research with mice indicates that some tire additives and their transformation products impact mammals, with studies showing neurotoxicity, damage to multiple organ systems and impaired fertility from 6PPD-quinone.

    That’s why our team of environmental scientists is calling for urgent global action.

    Plastics treaty

    We’re not arguing that tires shouldn’t have additives, but those additives must be safer. That’s why we are calling for a process that replaces 6PPD and other tire additives with safer alternatives. Tire additives should be nonhazardous across their entire life cycle, and manufacturers should be transparent about what tire additives they are using and what their hazards are.

    Next week, governments from around the world are meeting to negotiate a global treaty to end plastic pollution. We call for tires to be explicitly included in the treaty, and we want to see strong measures around plastic additives including tire additives.

    We want to see:

    • Deadlines for phasing out hazardous chemicals;
    • The ability to mandate alternatives;
    • Transparency around the chemicals used in tires;
    • Independent panels for evaluating additive alternatives and for assessing additive effects;
    • Dedicated working groups focused on tire additives due to their large emissions and demonstrated ecological impacts.

    The good news is that we’ve done this before. After scientists found a hole in the ozone layer, the world banded together under the Montréal Protocol to phase out the most damaging chemicals to the ozone layer. Today, the ozone layer is recovering, averting millions of cases of skin cancer and helping combat climate change. We need the same level of ambition and urgency now.

    Making tires nonhazardous for the environment would help safeguard coho salmon populations, restoring traditional foods to Indigenous Peoples across the Pacific Northwest and protecting a species vital for aquatic ecosystems.

    Since roads are built where people are, reducing the hazard from tire particle pollution would reduce one source of exposure to potentially toxic chemicals, and ensure a future where fewer people are impacted by chemical pollution. It’s time for global action on tire additives, before their impacts become even harder to ignore.

    WASHINGTON — U.S. Senator Martin Heinrich (D-N.M., Ranking Member of the U.S. Senate Energy and Natural Resources Committee, joined U.S. Senators Ben Ray Luján (D-N.M.) and Ed Markey (D-Mass.) to introduce the Gas Pipeline Leak Detection and Repair Act of 2025 to modernize decades-old gas pipeline leak detection and repair requirements. The bill would codify a Pipeline and Hazardous Materials Safety Administration (PHMSA) rule that enhances the safety of natural gas pipelines by reducing methane emissions.

    The Gas Pipeline Leak Detection and Repair Act of 2025 would update decades-old leak detection and repair requirements and enhance safety by:

    1. Increasing the frequency of leak surveys and requiring the use of readily available advanced leak detection technology;

    1. Revising the reporting minimum threshold for unintentional methane emissions;

    1. Minimizing methane emissions caused by venting or blowdowns by encouraging the use of equipment for methane capture; and

    1. Establishing clarified requirements for the repair of leaks that pose a risk to public safety or the environment.

    The PHMSA rule was drafted with robust stakeholder input and support in response to section 113 of the PIPES Act of 2020. The new requirements in the rule are based on 28 consensus recommendations from representatives of the pipeline sector. The codification of this rule would simultaneously reduce methane emissions while protecting public health, promoting U.S. innovation in new technologies, lowering energy costs for families by reducing inefficiency and waste, and supporting good-paying jobs for thousands of skilled workers across the country.

    The legislation is led by Luján and Markey. Alongside Heinrich, the bill is cosponsored by U.S. Senators John Hickenlooper (D-Colo.), Sheldon Whitehouse (D-R.I.), Michael Bennet (D-Colo.), and John Fetterman (D-Pa.).

    The legislation is supported by Pipeline Safety Trust, Environmental Defense Fund, Moms Clean Air Force, Natural Resources Defense Council, and Appalachian Voices.

  • MIL-OSI United Kingdom: expert reaction to study estimating the number of lung microplastics people inhale daily in homes and cars

    A study published in PLOS One estimates human exposure to microplastics in homes and cars. 

    Prof Oliver Jones, Professor of Chemistry, RMIT University, said:

    “The only thing this paper measured was the concentrations of microplastics in a limited set of environments. The authors tested the air in three apartments and two cars via a total of 12 samples (plus four blanks). This is simply not enough data to make generalisations about the cities in France where the work took place, let alone the rest of the world. The authors did not conduct any testing to determine whether the microplastics they found were associated with or caused any health effects. The results should thus be treated as preliminary at best.

    “But what if there were more samples? What would the results mean?

    “When we talk about air pollution, you often hear the terms PM10 and PM2.5. The PM stands for particulate matter, and the numbers stand for the diameter of the particle in micrometres (microns). PM10 means particulate matter 10 micrometres (0.01 mm) in diameter or smaller, while PM2.5 means particles of matter 2.5 micrometres (0.0025 mm) in diameter or smaller. They usually come from dust and smoke, and we know that very fine particulate matter, no matter the source, can be a health risk; that’s why air quality is regularly tested, and there are guidelines in place for total PM10 and PM2.5 concentrations in the air in many countries [1].

    “Particles at the top end of the PM10 range generally do not travel further into the lungs than the upper respiratory tract (nose and throat). Plastic particles in the PM2.5 range (or smaller) might travel further, but the keyword here is ‘might’; this is a relatively new area of research.

    “However, even if we assume plastic PM2.5 were an issue, their effects are already considered as part of the general impact of PM2.5 pollution, and any effect from plastics would likely be dwarfed by the contribution of PM2.5 particles from burning petrol oil and other fossil fuels, which are present in much greater abundance (while a figure like 2238 particles per cubic meter sounds like a large number, the particles themselves are very small, so the total physical amount of particles is also very small).

    “In short, while particulate pollution is an issue we should pay attention to, you don’t have to worry about breathing plastic air just yet.

Following are their remarks:

    Reporter: I have some questions. First of all, this report seems that it is a wrapping up of all the measures over the past few years. So, what is the significance of this report to Hong Kong’s future development? Also, amid the rising challenges such as the tariff increases, how are you going to convince foreign chambers or investors to invest in Hong Kong? The last question is about the reports of the developer of 11 Skies of the Airport City project, with some reports saying that the developer has intended to sell this mega project, because of lack of tenants and also lacklustre prospects. So what is your take on the proposal of selling 11 Skies to other parties? Thank you.
     
    Financial Secretary: Thank you. First, the significance of this report. Over the past few years, because of COVID, a lot of overseas visitors didn’t have the opportunity to visit Hong Kong. Given the geopolitical landscape, there has been some misperception about the situation of Hong Kong in the western world. . We are trying very hard to reach out to the international community, to explain to them what is really happening here in Hong Kong by sharing facts and data. The purpose of this report is to recap our developments in a concise report for distribution to them, and this report will be made available online, accessible to anyone who is interested.
     
         On the question of tariffs, on the question of the China-US geopolitical tension, of course, there are challenges, for example, in terms of exports, but there are also opportunities in respect of the international financial centre status of Hong Kong. For challenges on export, the direct impact is minimal because Hong Kong is basically a service economy; we don’t have much manufacturing. On the other hand, the indirect impact could be significant, because we re-export for the Mainland. But over the years, we have seen a number of trends. One of them is Mainland companies realigning their industry bases and supply chains across Southeast Asia. For exports to certain markets, such as the US, a lot of the exports come from those regions. When you look at the figures – the export figures from the Mainland to the US, or from the Mainland via Hong Kong to the US – the share of US in Mainland’s total export has been declining.
     
         From our standpoint, we are adjusting our position. In addition to doing re-export, we have shifted to provide high-value supply chain management and the related trade finance and professional services. That is our response. For opportunities, I think we should not underestimate them. Given the geopolitical landscape, it is increasingly difficult for Mainland companies to go to the US for listing. These companies, would naturally want to come to Hong Kong for listing, because by coming to Hong Kong, they can access both international and Mainland capital. This is a very interesting value proposition to them, and has been demonstrated by the figures so far this year. In fact, we have over 200 companies in the pipeline waiting for listing. But the opportunities are more than the IPO market. Say in asset and wealth management, residents in the GBA (Guangdong-Hong Kong-Macao Greater Bay Area) are interested in having certain assets allocated offshore. Naturally, Hong Kong is the destination. The recent improvement in February last year to the GBA Wealth Management Connect – with the implementation of those measures, we have seen significant inflow of capital from the GBA into Hong Kong. In addition, we also have observed capital flow from the Middle East and ASEAN in the asset and wealth management sector. We are quite confident that, by the year 2027 and 2028 the latest – we will overtake Switzerland in cross-border wealth management.

         Another dimension is Hong Kong’s role as a “super connector” and “super value-adder” under the current geopolitical situation. We have observed Mainland companies’ keen interest to go global. First, this is national policy, i.e. high-level two-way opening up. Second, there is also a need, because these companies want to utilise the production capacity they have and do more exports. What we have been pitching to them is that the best way to do it is to come to Hong Kong, set up a company, use Hong Kong as a platform  as well as a brand to go overseas. In our experience in engaging the Middle East and ASEAN, the value of the “Hong Kong brand” is very much respected. This is one way in which we can help them. In the process, Our professional services and other service providers will benefit.
     
         Finally, on 11 Skies, I won’t comment on individual projects. But overall, the attitude of the Government is that, given the economic transition, and given the challenges currently in the non-domestic property market, banks should be supportive to their clients and help them ride through challenges. In the Hong Kong Monetary Authority, HKMA, a working group has been set up between the Hong Kong Association of Banks and the HKMA. This working group deals with individual cases with a view to helping the communication between the banks and borrowers, so that the lenders can extend a more accommodative and facilitative approach to help borrowers who have a viable business model and have a genuine interest in carrying on their business, but are just facing a liquidity crunch. That is the overall attitude of the Government. Thank you.
     
    Reporter: Hi Mr Chan. So, I just want to follow up on the previous question first. So what’s the significance of issuing the report now, like after the previous issuance of four years ago? Like, why does the Government choose to issue the new report at present? And also, you mentioned a lot of positive signs in the markets, like the stock markets booming, and Hong Kong also saw a record capital inflows in the first half of the year. So why does the Government still remain quite conservative over an uptick of the annual GDP (Gross Domestic Product) growth target for the whole year? And also, how do you see the sustainability of such momentum moving forward? And second question I also want to ask about four sectors that are facing structural changes, like you mentioned, to the retail and catering. Do you see the need to further enhance the support measures besides helping them achieve digital transformation? And finally, about the tariff truce, so the Chinese and US (United States) officials just reached agreements to extend their tariff suspension. So how do you assess the impacts on local business, and would the Government take any steps to help, perhaps exports or local businesses to take this opportunity? Thank you.
     
    Financial Secretary: Thank you. Well, the last report was published in 2021. Over the past few years, because of COVID, a lot of overseas travellers hadn’t come to Hong Kong. Given the geopolitical landscape, the perception about Hong Kong in the Western world is not entirely factual and correct. There are some misconceptions. So the purpose of this report is to show to them the current situation in Hong Kong, so that they will be able to better understand what is happening in this city. If they are interested, they are welcome to visit us to see for themselves what it is really like here and the tremendous opportunities available.
     
         As regards the question about the GDP estimate for the whole year, the GDP growth for the first half of this year has been positive. For the first quarter, the growth was 3.1 per cent; for the second quarter, we have maintained the momentum. But given the geopolitical landscape, there are enormous uncertainty and volatility. At this stage, we think it would be prudent to keep the current GDP estimate. There is in fact a mechanism, a defined timetable for reviewing the GDP estimate regularly. On a published timeline, the Government Economist will share with the community the economic situation, and determine at that time whether to make any revision. It’s better to follow that established practice as it provides certainty to the market.
     
         As to supporting the retail and catering sector, we will keep an open mind. I have elaborated on the situation and how we have been trying to help, but we will continue to closely monitor the situation and if necessary, roll out measures. At this stage, we think the current support measures should stay. Let us observe for a longer time. We have been providing various support measures such as the BUD Fund (Dedicated Fund on Branding, Upgrading and Domestic Sales) for marketing development and e-commerce.  Algernon would share more about that.
     
    Before passing to Algernon, I would say the recent discussions leading to the temporary suspension of tariff rise is, of course, a positive sign. But on the other hand, we are conscious of the fact that things can change overnight. There is still tremendous uncertainty, and consequently, volatility. So for our work, first, we need to ensure financial stability and financial security. On the other hand, stay on course, focus on what we have set out to do, and be persistent with our efforts. That includes reinforcing our relationship with traditional markets like Europe and the US, and at the same time, opening up new markets and new capital sources from the Middle East and Southeast Asia. Thank you, Algernon please.
     
    Secretary for Commerce and Economic Development: Regarding the challenges facing the retail and food and beverage sectors, we have different measures and funding helping the retail sector, such as the BUD Fund. We are also encouraging the sectors to look for changes and transformation, and e-commerce is one of the measures that we promote. Just today, we are going to launch the Hong Kong Shopping Festival for cross-border e-commerce to allow the retail sector to do more e-commerce business. For the maximum cumulative funding of $7 million per enterprise under the BUD Fund, they can apply for $1 million for e-commerce business to arrange for promotion and advertising for e-commerce business across the border.
     
    There are also measures to encourage tourists to come to Hong Kong. Actually, the number of tourists coming to Hong Kong is increasing. It is a positive sign that would help the retail sector. But most importantly, as mentioned by the Financial Secretary, it is time for transformation. We have to look at customer behaviour and their needs, and how we can satisfy customer demand. It is one of the major issues that we have to jointly resolve with enterprises. I have met with different chambers and associations of the retail sector. We had very good discussions on helping them to tackle the challenging situation. As mentioned by the Financial Secretary, we will keep an open mind to look at the situation and to see whether there is a need to introduce further measures to help the retail and food and beverage sectors. Thank you.
     
    Financial Secretary: We should be very confident in Hong Kong’s attractiveness as a hub for foreign businesses and talent. Over the past few years, I’ve been travelling a lot and also heavily engaged with the foreign business community in Hong Kong. I can summarise three key reasons why people should choose Hong Kong. First is, of course, for business reasons. Hong Kong has the proximity and sometimes priority access to the Mainland market. Depending on which sector you are in – if you are in the tech sector, say in the biotech sector, Hong Kong has an additional advantage because of our proximity to Shenzhen, and we are part of the GBA (Guangdong-Hong Kong-Macao Greater Bay Area) which is a technology hub. The Shenzhen-Hong Kong-Guangzhou cluster is very competitive in innovation.
     
        Apart from that, it is the capital market and the full range of funding options available here. For companies at different development stages, whether they are start-ups or others, we welcome them. In Hong Kong, we have around 4,700 start-ups, and the number represents a significant increase compared to that a few years ago. About 20 per cent of their founders come from overseas, and they come here for funding, professional advice, mentoring, and opportunities. In my discussions with the start-ups in Hong Kong Science Park and Cyberport, they value these as well as the innovation ecosystem very much. For start-ups, what they need are application scenarios, professional advice and funding support, and they are all available here. In Hong Kong, we have set up the Hong Kong Investment Corporation Limited, which provides patient capital. This means that if enterprises are engaged in cutting-edge technologies, we are willing to support them from small, and help them grow and connect them with fund managers to raise funds.
     
    The second reason is for their families and children. It is well recognised Hong Kong’s law and order is excellent. We are a very safe city. Education here is also outstanding. Moreover, this is an open and multicultural society, and it is very free. We have gathered a lot of overseas professionals and foreign businessmen here.
     
    Finally, it is about our lifestyle. Whether it is city life, F&B (food and beverage) or our countryside. So with all these, I think if we play our cards right, Hong Kong’s opportunities in the future are tremendous. Thank you for attending this conference. I appreciate your time. Thank you.

    World Ranger Day is an opportunity to celebrate rangers who serve on the front lines of conservation worldwide.

    Today we recognise the invaluable efforts of those rangers who contribute to protecting nature and our planet day-in, day-out.

    The role of a ranger can be hard work, it’s not always glamorous and has its challenges, but there is no doubt about the importance of the work of our rangers when it comes to preserving and protecting nature.

    Internationally, World Ranger Day commemorates rangers killed or injured in the line of duty, in addition to celebrating the work rangers do around the globe to protect natural treasures and cultural heritage.

    Not all of our rangers are field-based, and lots of conservation happens behind a desk, but there’s no doubt that our team in the field have some of the best views and work stories around.

    What does a ranger do?

    This is a question we get asked a lot. The short answer is: heaps!

    The long answer involves managing threats like predators, cutting tracks, managing biosecurity risks, monitoring and reporting on population health, restoration, recreation maintenance, running Visitor Centres, research and development … the list goes on and on.

    We have experts in many things: ecosystems, kākāpō, kiwi, weeds, waterways, sharks, bittern, non-vascular plants, bird-banding, endangered orchids, visitor behaviour, surveying, safety, community engagement, backcountry tramping; you name it. The DOC Sounds of Science podcast is a good listen if you’d like to dive deeper into any of these fields.

    Department of Conservation and Natural Resources (DCNR) Secretary Cindy Adams Dunn and Department of Labor & Industry (L&I) Secretary Nancy A. Walker will visit Pennsylvania Outdoor Corps crew members at Kings Gap Environmental Education Center in Cumberland County.

    The Pennsylvania Outdoor Corps is a statewide workforce initiative to introduce people ages 15-25 to natural resource conservation and related jobs. It also teaches participants about public service and provides job skills to help develop them better employees.

    Governor Josh Shapiro’s 2024-25 bipartisan budget included a $5 million investment in supporting the Pennsylvania Outdoor Corps efforts to expand program operations and strengthen conservation career and workforce pathways for young people.

  • MIL-OSI USA News: Suspending Duty-Free De Minimis Treatment for All Countries

    class=”has-text-align-left”>By the authority vested in me as President by the Constitution and the laws of the United States of America, including the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) (IEEPA), the National Emergencies Act (50 U.S.C. 1601 et seq.), section 604 of the Trade Act of 1974, as amended (19 U.S.C. 2483), and section 301 of title 3, United States Code, it is hereby ordered:

    Section 1.  Background.  In Executive Order 14193 of February 1, 2025 (Imposing Duties To Address the Flow of Illicit Drugs Across Our Northern Border), I declared a national emergency regarding the unusual and extraordinary threat to the safety and security of Americans, including the public health crisis caused by fentanyl and other illicit drugs and the failure of Canada to do more to arrest, seize, detain, or otherwise intercept drug trafficking organizations, other drug and human traffickers, criminals at large, and illicit drugs.  In that order, I determined that it was necessary and appropriate to, among other things, suspend duty-free de minimis treatment under 19 U.S.C. 1321(a)(2)(C) for articles described in section 2(a) and section 2(b) of that order.  In Executive Order 14226 of March 2, 2025 (Amendment to Duties To Address the Flow of Illicit Drugs Across Our Northern Border), I paused the suspension of duty-free de minimis treatment on such articles until I received a notification from the Secretary of Commerce (Secretary) that adequate systems are in place to fully and expeditiously process and collect duties for such articles that would otherwise be eligible for duty-free de minimis treatment.

    In Executive Order 14194 of February 1, 2025 (Imposing Duties To Address the Situation at Our Southern Border), I declared a national emergency regarding the unusual and extraordinary threat to the safety and security of Americans, including the public health crisis caused by fentanyl and other illicit drugs and the failure of Mexico to do more to arrest, seize, detain, or otherwise intercept drug trafficking organizations, other drug and human traffickers, criminals at large, and illicit drugs.  In that order, I determined that it was necessary and appropriate to, among other things, suspend duty-free de minimis treatment under 19 U.S.C. 1321(a)(2)(C) for articles described in section 2(a) of that order.  In Executive Order 14227 of March 2, 2025 (Amendment to Duties To Address the Situation at Our Southern Border), I paused the suspension of duty-free de minimis treatment on such articles until I received a notification from the Secretary that adequate systems are in place to fully and expeditiously process and collect duties for such articles that would otherwise be eligible for duty-free de minimis treatment.

    In Executive Order 14195 of February 1, 2025 (Imposing Duties To Address the Synthetic Opioid Supply Chain in the People’s Republic of China), I declared a national emergency regarding the unusual and extraordinary threat from the failure of the Government of the People’s Republic of China (PRC) to arrest, seize, detain, or otherwise intercept chemical precursor suppliers, money launderers, other transnational criminal organizations, criminals at large, and illicit drugs.  In that order, I determined that it was necessary and appropriate to, among other things, suspend duty-free de minimis treatment under 19 U.S.C. 1321(a)(2)(C) for articles described in section 2(a) of that order.  In Executive Order 14200 of February 5, 2025 (Amendment to Duties Addressing the Synthetic Opioid Supply Chain in the People’s Republic of China), I paused the suspension of duty-free de minimis treatment for articles described in section 2(a) of Executive Order 14195 until I received a notification from the Secretary that adequate systems are in place to fully and expeditiously process and collect duties for such articles that would otherwise be eligible for duty-free de minimis treatment.

    I subsequently received notification from the Secretary that adequate systems have been established to process and collect duties for articles of the PRC and Hong Kong that would otherwise be eligible for duty-free de minimis treatment, and in Executive Order 14256 of April 2, 2025 (Further Amendment to Duties Addressing the Synthetic Opioid Supply Chain in the People’s Republic of China as Applied to Low-Value Imports), I suspended duty-free de minimis treatment under 19 U.S.C. 1321(a)(2)(C) for products of the PRC and Hong Kong described in section 2(a) of Executive Order 14195, as amended by Executive Order 14228 (Further Amendment to Duties Addressing the Synthetic Opioid Supply Chain in the People’s Republic of China).  In addition, I instructed the Secretary to submit a report regarding the impact of Executive Order 14256 on American industries, consumers, and supply chains and to make recommendations for further action as he deems necessary.

    In Executive Order 14257 of April 2, 2025 (Regulating Imports With a Reciprocal Tariff To Rectify Trade Practices That Contribute to Large and Persistent Annual United States Goods Trade Deficits), I declared a national emergency with respect to underlying conditions indicated by the large and persistent annual U.S. goods trade deficits.  I also provided that duty-free de minimis treatment under 19 U.S.C. 1321(a)(2)(C) would remain available for products described in section 3(a) of that order until I received a notification by the Secretary that adequate systems are in place to fully and expeditiously process and collect duties applicable for articles otherwise eligible for duty-free de minimis treatment.

    The Secretary has notified me that adequate systems are now in place to fully and expeditiously process and collect duties for articles otherwise eligible for duty-free de minimis treatment on a global basis, including for products described in section 2(a) and section 2(b) of Executive Order 14193, section 2(a) of Executive Order 14194, and section 3(a) of Executive Order 14257.

    In my judgment, I determine that it is still necessary and appropriate to suspend duty-free de minimis treatment under 19 U.S.C. 1321(a)(2)(C) in the manner and for the articles described below to deal with the unusual and extraordinary threats, which have their source in whole or substantial part outside the United States, to the national security, foreign policy, and economy of the United States. 

    I determine that it is necessary and appropriate to suspend duty-free de minimis treatment under 19 U.S.C. 1321(a)(2)(C) for certain Canadian goods to deal with the emergency declared in Executive Order 14193, as amended.  In my judgment, this suspension is necessary and appropriate to ensure that the tariffs imposed by Executive Order 14193, as amended, are effective in addressing the emergency declared in Executive Order 14193 and that the purpose of this action and other actions to address the emergency declared in Executive Order 14193 is not undermined.  For example, many shippers go to great lengths to evade law enforcement and hide illicit substances in imports that go through international commerce.  These shippers conceal the true contents of shipments sent to the United States through deceptive shipping practices.  Some of the techniques employed by these shippers to conceal the true contents of the shipments, the identity of the distributors, and the country of origin of the imports include the use of re-shippers in the United States, false invoices, fraudulent postage, and deceptive packaging.  The risks of evasion, deception, and illicit-drug importation are particularly high for low-value articles that have been eligible for duty-free de minimis treatment.

    Independently, I determine that it is necessary and appropriate to suspend duty-free de minimis treatment under 19 U.S.C. 1321(a)(2)(C) for certain Mexican goods to deal with the emergency declared in Executive Order 14194, as amended.  In my judgment, and for substantially similar reasons as above, this suspension is necessary and appropriate to ensure that the tariffs imposed by Executive Order 14194, as amended, are effective in addressing the emergency declared in Executive Order 14194 and that the purpose of this action and other actions to address the emergency declared in Executive Order 14194 is not undermined.

    Independently, and after considering information newly provided by the Secretary, among other things, I determine that it is still necessary and appropriate to continue to suspend duty-free de minimis treatment under 19 U.S.C. 1321(a)(2)(C) for certain goods of the PRC and Hong Kong to deal with the emergency declared in Executive Order 14195, as amended.  In my judgment, and for substantially similar reasons as above, this suspension is still necessary and appropriate to ensure that the tariffs imposed by Executive Order 14195, as amended, are effective in addressing the emergency declared in Executive Order 14195 and that the purpose of this action and other actions to address the emergency declared in Executive Order 14195 is not undermined.

    Also independently, I determine that it is necessary and appropriate to suspend duty-free de minimis treatment under 19 U.S.C. 1321(a)(2)(C) on a global basis to deal with the emergency declared in Executive Order 14257, as amended.  In my judgment, this suspension is necessary and appropriate to ensure that the tariffs imposed by Executive Order 14257, as amended, are not evaded and are effective in addressing the emergency declared in Executive Order 14257 and that the purpose of this action and other actions to address the emergency declared in Executive Order 14257 is not undermined.

    Each of my determinations to suspend or continue to suspend duty-free de minimis treatment under 19 U.S.C. 1321(a)(2)(C) are independent from the other.  And each determination is made only for the purpose to deal with the respective emergency and not for the purpose of dealing with another emergency.

    Sec. 2.  Suspension of Duty-Free de minimis Treatment.  (a)  The duty-free de minimis exemption provided under 19 U.S.C. 1321(a)(2)(C) shall no longer apply to any shipment of articles not covered by 50 U.S.C. 1702(b), regardless of value, country of origin, mode of transportation, or method of entry.  Accordingly, all such shipments, except those sent through the international postal network, shall be subject to all applicable duties, taxes, fees, exactions, and charges.  International postal shipments not covered by 50 U.S.C. 1702(b) shall be subject to the duty rates described in section 3 of this order.  Entry for all shipments that — prior to the effective date of this order — qualified for the de minimis exemption, except for shipments sent through the international postal network, shall be filed using an appropriate entry type in the Automated Commercial Environment (ACE) by a party qualified to make such entry.

    (b)  Shipments sent through the international postal network that would otherwise qualify for the de minimis exemption under 19 U.S.C. 1321(a)(2)(C) shall pass free of any duties except those specified in section 3 of this order, and without the preparation of an entry by U.S. Customs and Border Protection (CBP), until such time as CBP establishes a new entry process and publishes that process in the Federal Register.  

    Sec. 3.  Duty Rates for International Postal Shipments.  (a)  Transportation carriers delivering shipments to the United States through the international postal network, or other parties if qualified in lieu of such transportation carriers, must collect and remit duties to CBP using the methodology described in either subsection (b) or (c) of this section.  Each transportation carrier shall apply the same methodology across all covered shipments during any given period but may change its methodology no more than once per calendar month, or on another schedule determined to be appropriate by CBP, upon providing at least 24 hours’ notice to CBP.

    (b)  A duty equal to the effective IEEPA tariff rate applicable to the country of origin of the product shall be assessed on the value of each dutiable postal item (package) containing goods entered for consumption.

    (c)  A specific duty shall be assessed on each package containing goods entered for consumption, based on the effective IEEPA tariff rate applicable to the country of origin of the product as follows:

    (i)    Countries with an effective IEEPA tariff rate of less than 16 percent:  $80 per item;

    (ii)   Countries with an effective IEEPA tariff rate between 16 and 25 percent (inclusive):  $160 per item; and

    (iii)  Countries with an effective IEEPA rate above 25 percent:  $200 per item.

    (d)  For all international postal shipments subject to the methodologies described in subsections (b) and (c) of this section, the country of origin of the article must be declared to CBP.

    (e)  The specific duty methodology provided for in subsection (c) of this section shall be available for transportation carriers to select for a period of 6 months from the effective date of this order.  After such time all shipments to the United States through the international postal network must comply with the ad valorem duty methodology in subsection (b) of this section.

    (f)  Shipments sent through the international postal network that are subject to antidumping and countervailing duties or a quota must continue to be entered under an appropriate entry type in ACE to the extent required by all applicable regulations.

    Sec. 4.  Implementation.  (a)  The requirements and procedures established by sections 2 and 3 of this order shall be effective with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern daylight time on August 29, 2025.

    (b)  The provisions of this order supersede section 2 of Executive Order 14256, as amended, with respect to goods entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. eastern daylight time on August 29, 2025.

    (c)  Consistent with applicable law, the Secretary of Homeland Security is directed and authorized to take all necessary actions to implement and effectuate this order — including through temporary suspension or amendment of regulations or through notices in the Federal Register and by adopting rules, regulations, or guidance — and to employ all powers granted to the President by IEEPA as may be necessary to implement and effectuate this order.  The Secretary of Homeland Security, in consultation with the United States International Trade Commission (ITC), shall determine whether modifications to the Harmonized Tariff Schedule of the United States are necessary to effectuate this order and may make such modifications through notice in the Federal Register.  The Secretary of Homeland Security shall consult with the Secretary of State, the Secretary of the Treasury, the Attorney General, the Secretary of Commerce, the United States Trade Representative, the ITC, and the Postmaster General, where appropriate.  The Secretary of Homeland Security may, consistent with applicable law, redelegate any of these functions within the Department of Homeland Security.  All executive departments and agencies shall take all appropriate measures within their authority to implement this order.

    (d)  To ensure remittance of duties in accordance with this order, and to assure compliance with other legal requirements, CBP is authorized to require a basic importation and entry bond as described in 19 C.F.R. 113.62 for informal entries valued at or less than $2,500.  Any carrier that transports international postal shipments to the United States, by any mode of transportation, must have an international carrier bond as described in 19 C.F.R. 113.64 to ensure payment of the duties described in section 3 of this order.  CBP is authorized to ensure that the international carrier bonds required by this subsection are sufficient to account for the duties described in section 3 of this order.

    Sec. 5Definition.  As used in this order, the term “effective IEEPA tariff rate” means the total duty rate imposed on articles to address a national emergency declared under IEEPA, including Executive Order 14257, as amended; Executive Order 14193; as amended, Executive Order 14194, as amended; and Executive Order 14195, as amended, in accordance with the stacking rules set out in Executive Order 14289 of April 29, 2025 (Addressing Certain Tariffs on Imported Articles), and any subsequent order or proclamation addressing stacking or the applicability of tariffs imposed under IEEPA.

    Sec. 6.  Severability.  (a)  If any provision of this order or the application of any provision of this order to any individual or circumstance is held to be invalid, the remainder of this order and the application of its provisions to any other individuals or circumstances shall not be affected.

    (b)(i)  If the additional duties imposed under Executive Order 14193, as amended, Executive Order 14194, as amended, Executive Order 14195, as amended, or Executive Order 14257, as amended, are held to be invalid, the suspension of, or continued suspension of, duty-free de minimis treatment, as detailed in this order, shall not be affected.  Duty-free de minimis treatment would still be suspended, whether pursuant to my authority under 50 U.S.C. 1702(a)(1)(B) to “regulate . . . importation” or my authority under that provision to “nullify” or “void” “exercising any right . . . or privilege with respect to . . . any property,” in the way and to the extent explained in this order, to deal with the emergencies declared in Executive Order 14193, as amended, Executive Order 14194, as amended, Executive Order 14195, as amended, or Executive Order 14257, as amended.  Such suspensions are still necessary and appropriate to address the unusual and extraordinary threats to the national security, foreign policy, and economy of the United States.  Each determination to suspend or continue to suspend duty-free de minimis treatment is still independent from the other determination and made only with the purpose to deal with the respective emergency and not for the purpose of dealing with another emergency.  CBP is directed and authorized to take all necessary actions consistent with applicable law to implement and effectuate this order in line with this section ‑- including through temporary suspension or amendment of regulations or through notices in the Federal Register and by adopting rules, regulations, or guidance — and to employ all powers granted to the President by IEEPA as may be necessary to implement and effectuate this order in line with this section.

    (ii)  Duty-free de minimis treatment under 19 U.S.C. 1321(a)(2)(C) shall remain available for postal shipments until notification by the Secretary to the President that adequate systems are in place to fully and expeditiously process and collect duties applicable for postal shipments otherwise eligible for duty-free de minimis treatment.  After such notification, duty-free de minimis treatment under 19 U.S.C. 1321(a)(2)(C) shall not be available for postal shipments.

    Sec7.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)   the authority granted by law to an executive

    department or agency, or the head thereof; or

    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    (d)  The costs for publication of this order shall be borne by the Department of Homeland Security.

    overnor Kathy Hochul today directed State agencies to prepare for heavy rain and the potential for localized flooding as parts of the state are forecast to be impacted by periods of heavy rain Thursday into Friday. New Yorkers across the Mid-Hudson, Long Island and New York City Regions could see locally higher totals over 3 inches of rain beginning Thursday and are cautioned to be vigilant in impacted areas. The storm also has the potential to impact the Capital Region if the storm track shifts. This is expected to be a slow-moving weather event with the most severe impacts occurring where the storm ultimately sets up. Isolated strong thunderstorms bringing locally heavy downpours, isolated damaging winds and large hail may occur Wednesday evening in parts of the Capital Region, Mohawk Valley, Southern Tier, Mid-Hudson, New York City and Long Island. Following the rain, cooler temperatures and low levels of humidity will blanket the State over the weekend.

    “As the forecast shifts from extreme heat to heavy rains, I am urging all New Yorkers to stay vigilant and use caution through the end of this week,” Governor Hochul said. “State agencies are on standby for heavy downpours and localized flooding and will be monitoring the situation in real-time to ensure the safety of all New Yorkers in the path of the storm.”

    Residents are encouraged to monitor their local forecasts, weather watches and warnings. For a complete listing of weather alerts, visit the National Weather Service website at alerts.weather.gov.

    New Yorkers should ensure that government emergency alerts are enabled on their mobile phones. They should also sign up for real-time weather and emergency alerts that will be texted to their phones by texting their county or borough name to 333111.

    Agency Preparations

    Division of Homeland Security and Emergency Services
    The Division’s Office of Emergency Management (OEM) is in contact with their local counterparts and is prepared to facilitate requests for assistance. OEM has enhanced their monitoring, the Office of Fire Prevention and Control is preparing to stage water rescue teams in Orange County and Ulster Counties in advance of the anticipated weather and will activate the State Fire Operations Center if conditions warrant.

    State stockpiles are ready to deploy emergency response assets and supplies as needed. The State Watch Center is monitoring the storm track and statewide impacts closely.

    Department of Transportation
    The State Department of Transportation is monitoring weather conditions and prepared to respond with 3,428 supervisors and operators available statewide. All field staff are available to fully engage and respond.

    Statewide equipment numbers are as follows:

    • 1,431 large dump trucks
    • 337 large loaders
    • 92 chippers
    • 86 tracked and wheeled excavators
    • 33 water pumps
    • 32 traffic and tree crew bucket trucks
    • 28 traffic tower platforms
    • 16 vacuum trucks with sewer jets

    The need for additional resources will be re-evaluated as conditions warrant throughout the event. For real-time travel information, motorists should call 511 or visit 511ny.org, New York State’s official traffic and travel information source.

    Thruway Authority
    The Thruway Authority has 669 operators and supervisors prepared to respond to any wind or flood related issues across the state with small to medium sized excavators, plow/dump trucks, large loaders, portable Variable Message Signs (VMS) boards, portable light towers, smaller generators, smaller pumps and equipment hauling trailers, as well as signage and other traffic control devices available for any detours or closures. VMS and social media are utilized to alert motorists of weather conditions on the Thruway.

    The Thruway Authority encourages motorists to download its mobile app which is available to download for free on iPhone and Android devices. The app provides motorists direct access to live traffic cameras, real-time traffic information and navigation assistance while on the go. Motorists can also sign up for TRANSalert e-mails which provide the latest traffic conditions along the Thruway, follow @ThruwayTraffic on X, and visit thruway.ny.gov to see an interactive map showing traffic conditions for the Thruway and other New York State roadways.

    Department of Public Service
    New York’s utilities have approximately 5,500 workers available statewide to engage in damage assessment, response, repair and restoration efforts across New York State, as necessary. The utilities will work with the local, county, and state transportation agencies to navigate closed roadways in any areas experiencing flooding. Agency staff will track utilities’ work throughout the event and ensure utilities shift appropriate staffing to regions that experience the greatest impact.

    New York State Police
    State Police instructed all Troopers to remain vigilant and will deploy extra patrols to affected areas as needed. All four-wheel drive vehicles are in service, and all watercraft and specialty vehicles are staged and ready for deployment.

    Department of Environmental Conservation
    The Department of Environmental Conservation’s (DEC) Emergency Management staff, Environmental Conservation Police Officers, Forest Rangers, and regional staff remain on alert and continue to monitor weather forecasts. Working with partner agencies, DEC is prepared to coordinate resource deployment of all available assets, including first responders, to targeted areas in preparation for potential impacts due to heavy rainfall and flooding.

    DEC will have swift water teams staged in the Hudson Valley starting tomorrow morning through Friday, August 1.

    DEC reminds local officials to watch for potential flooding in their communities. Municipalities are encouraged to undertake local assessments of flood-prone areas and to remove any accumulating debris. DEC permits and authorization are not required to remove debris unless stream banks or beds will be disturbed by debris removal and/or the use of heavy equipment. Municipalities and local governments are advised to contact DEC’s Regional Permit Administrators if assistance is required and to help determine if a permit is necessary.

    If a permit is necessary, DEC can issue Emergency Authorizations to expedite approval of projects in place of an individual permit. DEC approves Emergency Authorizations for situations that are deemed an emergency based on the immediate protection of life, health, general welfare, property, or natural resources.

    Office of Parks, Recreation and Historic Preservation
    New York State Park Police and park personnel are on alert and closely monitoring weather conditions and impacts. Park visitors should visit parks.ny.gov, check the free mobile app, or call their local park office for the latest updates regarding park hours, openings and closings.

    Metropolitan Transportation Authority

    The Metropolitan Transportation Authority is closely monitoring weather conditions to ensure safe, reliable service. MTA employees will be poised to respond to any weather-related issues. To reduce the likelihood of flooding and respond to any instances of flooding, MTA crews will inspect drains in flood-prone areas to ensure they are functional, and supervisors will monitor flood-prone locations for any reports of flooding to ensure quick response. Elevator and escalator specialists will be deployed to flood-prone locations to attend to any weather-related elevator and escalator troubles.

    Customers are encouraged to check mta.info for the latest service updates, and to use caution while navigating the system. Customers should also sign up for real-time service alerts via text or email. These alerts are also available via the MTA app and the TrainTime app.

    Port Authority of New York and New Jersey

    The Port Authority of New York and New Jersey is closely monitoring weather forecasts and is working with airport terminal operators and other airport partners in preparation. Air travelers should check with their airlines for updated information on their flights or check the Federal Aviation Administration website for any FAA programs that may affect flight operations at their departure airport before leaving for the airport and allow for additional travel time. Motorists who use the Port Authority’s six bridges and tunnels are strongly encouraged to sign up for email alerts, bus riders can use the MyTerminal app for real-time alerts on bus service at the Midtown Bus Terminal, or for PATH riders, check train service information via the PATH mobile app, RidePATH.

    Flood Safety

    • Know your area’s type of flood risk — visit FEMA’s Flood Map Service Center.
    • Have a flood emergency plan in place that includes considerations for your children, pets and neighbors.
    • If you live in a flood-prone area, document your belongings and valuables. Keep important documents in a waterproof container. Create digital, password-protected copies of important documents, pictures, and other items.
    • Obtain flood insurance coverage under the National Flood Insurance Program (NFIP). Homeowner’s policies do not cover flooding.
    • Monitor your local weather forecast and follow any warnings that may be broadcast.
    • If you are advised by emergency officials to take immediate action such as evacuation, do not wait – follow all orders promptly.
    • Traveling during a flood can be extremely dangerous. One foot of moving water can sweep a vehicle away. Never walk, swim or drive through flood waters. If you have doubts, remember: “Turn Around, Don’t Drown!”
    • Consider those with access and functional needs to determine if they are prepared for a flood emergency where they live and work.

    WASHINGTON — A group of eight oil and natural gas trade associations today highlighted their strong support for the bipartisan “Standardized Permitting and Expediting Development Act” (SPEED Act). In a letter, the group wrote that the bill introduced by House Natural Resources Committee Chairman Bruce Westerman (R-Ark.) and Rep. Jared Golden (D-Maine) “makes many significant changes that would positively impact our members’ ability to produce energy in America.”

    The coalition is comprised of the Independent Petroleum Association of America, Energy Workforce & Technology Council, Gulf Energy Alliance, International Association of Drilling Contractors, National Ocean Industries Association, Texas Alliance of Energy Producers, U.S. Oil & Gas Association, and Western Energy Alliance. Combined, these groups represent over 80 percent of domestic oil and natural gas production in the United States.

    The group’s letter details how the scope of the National Environmental Policy Act (NEPA) requirements and applications have grown since its enactment 50 years ago and the courts, Presidential directives, and agencies’ implementation of NEPA regulations have made NEPA unworkable and far more complicated than its original intent. The federal government’s “paper chase” hinders efforts to find innovative solutions to protect the environment, unlock investment and create jobs. The SPEED Act addresses many of the most pressing issues surrounding NEPA delays and will provide durable solutions to help expedite much needed infrastructure projects across the country.

    Earlier in July the coalition called on lawmakers in the U.S. House of Representatives to “take swift action on permitting reform.” In a letter to Chairman Westerman ahead of an oversight hearing held by the Natural Resources Committee.

    The following are statements from members of the coalition on support for the SPEED Act:

    • Dan Naatz, COO and EVP of the Independent Petroleum Association of America: “American energy producers appreciate Chairman Westerman and Congressman Golden’s efforts to address delays the NEPA process has brought to building out much-needed energy infrastructure.     Tourism and rural businesses will benefit from Government action to eradicate invasive weeds from popular landscapes including progressing the development of world-leading early detection technology, Conservation Minister Tama Potaka says. 

    The Department of Conservation – Te Papa Atawhai is New Zealand’s biggest tourism provider – conservation tourism is worth $3.4 billion a year – but the ongoing protection of our iconic landscapes is facing significant financial and environmental challenges,” Mr Potaka says.

    “Tourism is a key part of our plan to grow the economy to create jobs, lift wages and help Kiwis get ahead. Through the International Visitor Levy (IVL), we’re providing $10 million over the next three years to ensure our popular mountains, parks, and islands, remain beautiful for years to come.

    “Locations include Abel Tasman, Aoraki / Mt Cook, Tongariro, Stewart Island, Mackenzie Basin, Molesworth, and Te Paki and North Cape / Otou near Cape Reinga.

    “In Aotearoa New Zealand, nearly two million hectares are affected by wilding pines. Without intervention, these trees can spread at a rate of five per cent per year. The cost of this to New Zealand’s nature, productivity and economy can grow exponentially over time. 

    “I’ve announced an extra $3 million to the National Wilding Conifer Control Programme, led by Biosecurity New Zealand, for important control work in the Molesworth and Mackenzie Basin areas. This builds on significant previous IVL investments to urgently tackle wilding conifers across Canterbury, Marlborough, Otago and on Rangitoto in the Hauraki Gulf.

    “A further $7.45 million will go towards managing other significant weeds. For example in Rakiura, Abel Tasman, Te Paki, and North Cape/Otou, such as marram, spartina, and pampas grasses that affect natural dune and estuary ecosystems, and our coastal scenery.

    “When it comes to tackling invasive weeds, taking early action is essential. IVL funding will also go towards the development and rollout of an innovative, smart software tool to detect weeds when they first invade. 

    Biosecurity Minister Andrew Hoggard highlighted the annual boost in funding to combat wilding pines, which threaten farmland, water catchments, and native biodiversity, while increasing the risk of wildfires.

    “The Government is focused on protecting the productive heart of our economy – our rural communities. That’s why there has been significant investment into the National Wilding Conifer Control Programme, including an extra $2 million announced in Budget and annual $10 million baseline funding. 

    “Since 2016, the Government has committed more than $150 million to the fight to contain and control the spread of wilding pines, alongside more than $33 million contributed by partners and communities.” 

    “This year’s investment continues to support the people doing the work alongside Government – regional councils, Iwi, farmers, researchers, and volunteers, whose combined effort has pushed back some of the worst infestations and protected key landscapes,” says Mr Hoggard.

    A $4.5 million investment to develop tourism at places with unique cultural heritage will help create jobs and boost incomes in rural economies, Conservation Minister Tama Potaka says. 

    “This investment over the next three years from the International Visitor Levy will expand Tohu Whenua experiences to more regions with Manawatū-Whanganui and Murihiku Southland next,” Mr Potaka says.

    “Tohu Whenua is a tourism and regional economic development programme that helps create jobs, boost incomes, and connect visitors to places with unique cultural heritage. 

    “Sites which received Tohu Whenua status previously have seen increases of up to 150 per cent in visitation in their first year in the programme.

    “Expansion of the programme across more regions will support high-quality authentic visitor experiences with enhanced storytelling, information and facilities.

    “Recently added sites include Kate Sheppard House, and Kaikōura Peninsula in Canterbury. They joined others including the Waitangi Treaty Grounds, Te Ana Ngāi Tahu Māori Rock Art Centre in Timaru, and Historic Hayes in Otago.

    “DOC is responsible for over 15,000 heritage places across New Zealand, from pā to whaling stations, light houses, WWII defences and mining relics. Tourism to these places is estimated to be worth around $1.3 billion per year.

    “I encourage everyone to look out for Tohu Whenua sites around Aotearoa New Zealand. These offer rich stories, variety and cultural exchange, encouraging visitors to stay longer in a region and delve deeper. In turn, they support local economies by spending more on attractions, accommodation, hospitality and retail.”

    Tohu Whenua is a partnership between Heritage New Zealand Pouhere Taonga and DOC, with support from Te Puni Kōkiri, Manatū Taonga — Ministry for Culture & Heritage and the Ministry of Business, Innovation and Employment.

    Tohu Whenua currently includes 39 sites. Many of these are in public conservation areas. Launched in 2016, the programme is successfully operating in four regions:

    Canterbury Waitaha (11 sites launched in June 2025). 

    The programme is working towards nation-wide coverage and will be rolling out to Manawatū-Whanganui and Murihiku Southland next.

    “Our beautiful Conservation lands are one of Aotearoa New Zealand’s biggest drawcards, attracting $3.4 billion into our economy from tourism a year. However, the ongoing protection of our landscapes is facing financial and environmental challenges. 

    “$13.6 million over three years will improve visitor planning and management at the beautiful Aoraki Mount Cook National Park, Piopiotahi Milford Sound and Matiu / Somes Island on Wellington’s doorstep.

    “This investment ensures the conservation areas and facilities that attract tourists to our regions continues to deliver on its promise of stunning nature.

    “This includes more dedicated staff at visitor centres during peak times. It means more summer rangers to look after facilities, share information about the outdoors, wildlife and history and ensure people are visiting responsibly. 

    “$3.9 million over two years will go to improving service and management of some of New Zealand’s popular Great Walks and Department of Conservation campsites.

    “As well as offering so much to New Zealanders, public conservation lands and water support around 2,000 tourism concessions. For example, there are currently more than 560 active guiding permits.

    “Conservation areas, tracks and facilities are also vital for local economies right across the country, like Mautohe Cathedral Cove on the Coromandel Peninsula, and Tuatapere in Southland.

    “Tourism is a crucial part of the Government’s focus on economic growth, with domestic and international tourism expenditure at $44.4 billion and supporting more than 300,000 jobs.”

    Greenpeace is calling on the Government to scrap subsidies for irrigation dams following news that the Tukituki water storage scheme – formerly known as the Ruataniwha Dam – is seeking funding from the Regional Investment Fund managed by Shane Jones.
    Greenpeace spokesperson Will Appelbe says “There is no excuse for this Government to be funding intensive dairy infrastructure, including dirty irrigation dams. The Ruataniwha Dam will flood precious native forest – home to endangered wildlife – and destroy unique freshwater ecosystems in the Central Hawkes Bay.
    “This dam is heavily opposed by the local community, and was ruled unlawful by the Supreme Court in 2017. Since then, this zombie dam has been resurrected under the Fast-Track Approvals Act.
    “The Tukituki Water Storage Scheme will undoubtedly be used to expand the presence of intensive dairying in the Central Hawke’s Bay – which we know will lead to increased contamination of freshwater and drinking water with nitrate and E. coli. Not only this, but it will reduce the flow of the river and damage freshwater ecosystems,” says Appelbe.
    “This Government is supporting dirty dairy dams across the country – and this must stop. We’re calling on Shane Jones to refuse funding to the Ruataniwha Dam and to end subsidies for irrigation dams across the country.”
    New Zealanders from across the country have campaigned against the construction of irrigation dams for decades, and in 2017, the Labour-led Government ended government subsidies for irrigation dams as a result of this pressure.
    “Shane Jones and the Luxon Government are underestimating how much New Zealanders hate dirty dairy dams. If they refuse to withdraw their funding for these river-destroying projects, they should expect resistance.”

    What you need to know: In response to concerns from local elected leaders and community members about the potential for widespread SB 9 development concentrated in areas rebuilding from destructive fires and crowding evacuation routes, the Governor today issued an executive order that will give local government the discretion to limit SB 9 development in very high fire hazard severity zones within the rebuilding areas.

    LOS ANGELES — Governor Gavin Newsom today issued an executive order providing local governments with stronger authority to limit Senate Bill 9 development in high fire hazard severity zones in Los Angeles County that fall within the burn scar areas. The executive order continues the Governor’s efforts to help respond to local concerns, provide tools to address rebuilding, and ensure that communities can recover safely.     “We will continue to assist communities in rebuilding safely in ways that are responsive to local concerns. This executive order responds directly to requests from local officials and community feedback, recognizing the need for local discretion in recovery and that not all laws are designed for rebuilding entire communities destroyed by fires overnight.”

    The executive order remains in effect as long as the state of emergency remains active. The order:

    • Grants local governments authority to adjust rules for SB 9 development (lot splits and duplexes in single-family residential zones) in very high fire severity zones within the LA fire burn scars. This order affects the entire Palisades within the city of LA, the eastern foothills portions of Altadena, Sunset Mesa, and Malibu. 
    • Includes a seven-day pause on SB 9 development in these specific areas while locals develop their own standards. 
    • Provides local governments with the flexibility to tailor standards based on community needs. For example, local officials could add additional mitigation requirements or designate areas within the affected zones where SB 9 development is or isn’t allowed. It allows local officials to make determinations as to what best serves their community — balancing the needs of their community and fire-resilient, safe recovery.

    The executive order is consistent with the state’s commitment to increasing the state’s housing supply and its unwavering dedication to supporting local officials in rebuilding their communities. It leaves the SB 9 framework in place everywhere other than very high fire hazard severity zones in the burn scar, and within those zones allows local leaders discretion to ensure that SB 9 development in the rebuilding areas appropriately accounts for fire safety concerns.

    Helping communities rebuild

    Today’s announcement adds to recent orders by the Governor to help the Los Angeles community recover and rebuild, including another order fast-tracking rebuilding the homes and schools affected by the disaster by suspending permitting laws and building codes, which adds to earlier orders cutting red tape and streamlining the rebuilding of homes and businesses destroyed — suspending permitting and review requirements under the California Environmental Quality Act (CEQA) and the California Coastal Act. The Governor also issued an executive order further cutting red tape by reiterating that permitting requirements under the California Coastal Act are suspended for rebuilding efforts and directing the Coastal Commission not to issue guidance or take any action that interferes with or conflicts with the Governor’s executive orders. The Governor also issued an executive order removing administrative barriers, extending deadlines, and providing critical regulatory relief to help fire survivors rebuild, access essential services, and recover more quickly.

    California’s all-in efforts

    Since the first day these firestorms ignited, Governor Newsom has been on the ground leading an all-in state response and recovery. 

    The Governor deployed resources before the hurricane-force fires broke out – growing to over 16,000 boots on the ground at the peak of the state’s response. And in the hours that followed, Governor Newsom launched historic recovery and rebuilding efforts to help Los Angeles get back on its feet, faster. 

    Even before the fires were out, Governor Newsom worked closely with outgoing President Joe Biden to secure a Presidential Major Disaster Declaration and then coordinated with the Trump Administration to ensure comprehensive federal support for Los Angeles. 

    That work has paid dividends as the current pace of debris and hazardous waste removal is months ahead of the cleanup timeline for the Camp, Woolsey, Hill fires in 2019 and Tubbs Fire in 2017/18, which at the time were themselves the fastest of their kind. 

    State and federal officials worked hand in glove to clear hazardous waste from 9,000 homes in less than 30 days. At the project’s peak, as many as 500 crews of expert heavy equipment operators from the Army Corps of Engineers worked around the clock to rapidly clear ash, soot, and fire debris from structures damaged by the Eaton and Palisades fires.

    regon Chief Information Officer Terrence Woods, Director of Enterprise Information Services (EIS), has appointed Nik Blosser as the state of Oregon’s first Chief Privacy Officer (CPO) and Artificial Intelligence (AI) Strategist. The CPO will be charged with crafting the strategic vision for the state of Oregon relating to privacy, data protection, and AI. As the first-of-a-kind position in Oregon state government, the CPO must make strategic judgements and decisions relating to developing policy and as the AI Strategist, Nik will play a pivotal role in shaping Oregon’s AI landscape.

    “Adding a Chief Privacy Officer and AI Strategist to the team at EIS has been a goal of mine for a few years and I am excited to bring Nik onboard,” said Woods. “Nik will significantly enhance our ability to safeguard data, ensure compliance with privacy regulations, prioritize workforce AI literacy, and lead efforts to promote a culture of awareness across all state agencies, ultimately making Oregon a leader in data protection, privacy management, and AI Governance.”

    Blosser brings a wealth of experience and a distinguished career to his new role. A Stanford University graduate with a Bachelor of Arts and Science in Aeronautical Engineering and English, he has a diverse educational background.

    He has worked in both private and public sectors, with his career highlights including serving as Chair and Board Member of Sokol Blosser Winery for 22 years, one of the oldest family-owned and operated wineries in Oregon. Blosser also held significant roles in the Executive Office of the President, Portland General Electric, The White House, and served as Chief of Staff for Oregon Governor Kate Brown.

    Blosser co-founded Celilo Group Media, Inc., a company focused on sustainable products and services, and has been actively involved in numerous volunteer roles, including board memberships with Literary Arts, Oregon Business & Industry, and the Oregon Environmental Council.
