    Rep. Becca Balint (VT-AL) is proud to announce that the City of South Burlington will receive an award of $700,000 from the Environmental Protection Agency (EPA) to improve the Bartlett Bay wastewater facility. Rep. Balint secured this funding, alongside fourteen other community projects, through the FY2024 appropriations bill.

    “By funding improvement projects that will lower costs, ensure safe water, and reduce our carbon footprint, this kind of investment will make a meaningful difference in the daily lives of Vermonters. I’m proud to get this funding over the finish line and to do the real work that will mean cleaner and safer communities for Vermont,” said Rep. Balint.

    The funding will be used to reduce the overall carbon footprint as part of the current upgrade of the Bartlett Bay Wastewater Treatment Facility (WWTF) in South Burlington. The facility was last upgraded over 20 years ago and will undergo a refurbishment over the next 1-3 years. This funding will be used to replace existing conventional, fossil-fuel powered systems with efficient heat pump units which can reduce the system’s carbon footprint by 25%. In addition, modern heat pumps can reduce electricity used for heating by approximately 50% compared to electric resistance heating. An energy efficient system will help keep wastewater rates low for rate payers, reduce the plant’s carbon footprint, and support a clean energy future.

    The SECURE Act comes as the Trump administration continues to levy attacks against TPS and DED individuals

    There are more than 41,000 TPS holders in Georgia

    Washington, D.C. – Today, U.S. Senators Reverend Raphael Warnock (D-GA), Chris Van Hollen (D-MD), and Senate Democrats introduced the Safe Environment from Countries Under Repression and Emergency (SECURE) Act. The legislation would create a pathway for TPS and DED recipients by giving them the ability to apply for legal permanent residency.

    TPS is a temporary, legal immigration status granted to individuals who are endangered by conditions in their home country resulting from extraordinary events such as ongoing armed conflict, environmental disaster, or epidemic. TPS status is granted for set periods ranging from six to 18 months, requiring the Department of Homeland Security to extend a country’s status on a recurring basis. Recent estimates found there are approximately 41,000 people with TPS in Georgia.

    Deferred enforced departure (DED) is a temporary and discretionary administrative stay of removal granted to foreign citizens from designated countries. Unlike TPS, a DED designation emanates from the President’s constitutional powers to conduct foreign relations and has no statutory basis. 

    Since coming to the Senate, Senator Warnock has been a vocal proponent of fixing the nation’s immigration system through comprehensive immigration reform, and a strong supporter of Georgia’s vibrant immigrant communities. To that end, Senator Warnock has advocated for legislation to provide a legal pathway to citizenship for Dreamers and has supported measures to strengthen funding for border security and fentanyl screening.

  • MIL-OSI USA: Long-term Satellite Data Reveal How Climate Shapes West Coast Shorelines

    The research, led by the Université de Toulouse and partners, highlights how coastal erosion and shoreline movement vary significantly with time and with latitude. By analyzing waterline positions—where land meets ocean—between 1997 and 2022, scientists found that in the Pacific Northwest, seasonal waterline movements often exceed 25 meters, while shifts in Southern California and farther south rarely top 10 meters.

    The driving forces behind these changes also vary by region. Wave power is the dominant force in the northern parts of the coast, while farther south, sea-level fluctuations and southern hemisphere swell become important. This reflects a transition in how wave climate affects coastal processes from north to south.

    “This paper is the synthesis of [lead author Marcan Graffin’s] many separate efforts, from developing satellite shoreline-detection algorithms, to generating large-scale data sets, and then analyzing them alongside climate data. We’ve learned a great deal about the nuances of shoreline variability on the U.S. West Coast from Marcan’s work,” said USGS Research Oceanographer Dr. Sean Vitousek, a co-author of the study.

     

    In addition, the study examines the outsized influence of the El Niño–Southern Oscillation (ENSO), the recurring climate pattern that swings between warm (El Niño) and cool (La Niña) phases in the Pacific Ocean, on shoreline positions. During El Niño years, intense storm tracks shift southward, boosting wave energy and accelerating erosion from Southern California to Baja California Sur. La Niña events, on the other hand, are associated with smaller winter waves and mild shoreline accretion across the subregion.

    However, farther north—from Northern California through the Pacific Northwest—the impacts of ENSO are less predictable. There, shoreline response depends on a complex blend of storm path changes, wave-energy intensity, and local geography.

    These patterns help explain why some coastlines erode dramatically during strong El Niño winters while others seem to hold steady, demonstrating how regional climate signals interact with local coastal dynamics.

    The study is one of the first to examine shoreline changes along such a large, diverse stretch of coast using a consistent satellite-derived dataset. The 25-year archive of shoreline imagery allowed researchers to tease out both seasonal and interannual trends—critical for anticipating how coastlines will respond to future climate extremes.

  • MIL-OSI USA: Office of Sustainability Awards Environmental and Social Sustainability Grants to Student-Led Projects

    UConn, consistently one of the top ten most sustainable universities in the United States, will be getting even better at upholding sustainable practices with the help of seven student-led projects this year.

    These innovative projects are funded by the Environmental and Social Sustainability Grants (ESSG) Program through the Office of Sustainability. Creative student-faculty teams applied for funding to support campus programs that enhance environmental and social sustainability while engaging students and community members. Applicants shared ideas spanning education, research, authentic community engagement, and campus operations. This is the fourth round of ESSG funding since 2021, which has helped launch the Swap Shop (now Thrift Den), a composting privy at Spring Valley Student Farm, and efforts to combat food insecurity via hydroponic farming.

    “The ESSG program is just one of the Office of Sustainability’s growing suite of experiential learning programs available to all UConn students. In alignment with UConn’s strategic goals, we are excited to be able to award these funds to empower students to take action on addressing real-world challenges that impact the wellness of people and the planet. Faculty and staff mentors play an instrumental role in ensuring the success of these projects and we’re also incredibly grateful for their support,” said Patrick McKee, Director of the Office of Sustainability.

    Seven projects were awarded funds due to their interdisciplinary nature and ability to advance sustainability and equity.

    Harnessing Phosphorus

    Phosphorus is a key piece in fertilizing crops and producing food. This project aims to explore sustainable, easy ways of getting phosphorus out of wastewater to make it easier, cheaper, and less climate-intensive for farmers to grow food in underprivileged areas.

    The Grove of Generosity: Sustainable Food Forest for Students

    This project will create materials for a UConn Hartford geography service-learning course titled “Sustainability Practicum,” designed to develop student leaders of environmental & social sustainability in collaboration with & in service of Keney Park Sustainability Project, a nonprofit developing sustainable community-based food systems in urban North Hartford.

    Project Racoon

    Project Raccoon is a student-led initiative that collects redeemable bottles and cans to reduce waste, increase recycling, and fund student scholarships. With this grant, the program will expand to over 50+ bins and engage more volunteers.

    Seeds2Sustain is a program designed to help students address food insecurity on a personal level by using hydroponics. Over 9 weeks, students are taught about the evolution of food production, food insecurity, hydroponics, nutrition, cooking and more to gain a solid foundation of knowledge.

    Sustainable Dairy Wastewater Treatment Using Microalgae at UConn

    This project addresses the challenge of dairy wastewater from the UConn barns, which can be a significant source of pollution if not properly managed. By using microalgae to treat wastewater, we can convert it into a sustainable biomass that can be used as poultry feed. This approach not only helps clean and recycle wastewater but also aligns with circular bioeconomy principles, turning waste into valuable resources. This initiative advances UConn’s environmental goals and contributes to a more sustainable campus ecosystem.

    Over $37,000 will be awarded in total to support these student-lead projects.

    Thomas Bonitz, a grantee pursuing a Ph.D. in Geography says, “As an aspiring educator, I am thrilled to work on designing a “sustainability practicum” course for the UConn Hartford campus. There is obvious educational and community value getting students out of the traditional classroom setting to learn from and contribute to real-world efforts to practice sustainability.” His project exemplifies UConn’s dedication to promoting student success and providing service to Connecticut communities.

    “I look forward to moving onto the next stage for my Harnessing Phosphorus project and being able to work with more resources. I’ve been working on this project independently since my first semester at UConn, so receiving this grant and finding support from new mentors is a reminder of how far I’ve come. It’s great to see the University also believes in my project’s potential,” shares Brenny Alcantara ’27 (CLAS) who will be working on ways to make fertilizer more accessible, less likely to cause algae blooms, and decrease the carbon footprint of a critical agricultural ingredient.

    Indicators of Global Climate Change 2024 is the third in a series of annual updates on the state of the climate system and human influence.

    The report, published in Earth System Science Data, was compiled by an international team of climate scientists and serves as an annual synthesis of key climate measures inbetween the IPCC assessment reports. According to the authors, they follow methods as closely as possible to those used in the IPCC AR6 Working Group 1 report.

    The report provides estimates for key climate indicators related to forcing of the climate system:

    • emissions of greenhouse gases and short-lived climate forcers
    • greenhouse gas concentrations
    • radiative forcing
    • the Earth’s energy imbalance
    • surface temperature changes
    • warming attributed to human activities
    • the remaining carbon budget
    • estimates of global temperature extremes
    • global land precipitation
    • global mean sea level rise

    Colleagues collect the Excellence in Transport Design award for the Roseburn to Union Canal project at the Scottish Transport Awards 2025.

    Edinburgh received six accolades last week at the annual Scottish Transport Awards in Glasgow.

    The Council was recognised for the Roseburn to Union Canal project, picking up the Excellence in Transport Design award, alongside our work on tackling pavement parking with our contractor NSL, winning the Most Effective Road Safety, Traffic Management & Enforcement Project.

    Lothian’s Country Service 43 took home the Best Bus Service award and their work alongside Police Scotland during Operation Crackle around Halloween and Bonfire Night won the Excellence in Social and Community Value gong.

    The Royal Highland Show won the Contribution to Sustainable Transport award with their Traffic Management Working Group.  

    Finally, the Edinburgh & South East Scotland City Region Deal were recognised for their Workforce Mobility Project which won Best Practice in Transport Planning.

    The Scottish Transport Awards have for over two decades, brought the transport community together to recognise and celebrate industry achievements across Scotland.

    NIPOMO, Calif., June 24, 2025 (GLOBE NEWSWIRE) — Fengate Asset Management (Fengate) and Alpha Omega Power (AOP) today announced that the 100-megawatt (MW)/400-megawatt-hour (MWh) Caballero Battery Energy Storage System (BESS) facility in Nipomo, California has achieved full commercial operations.

    Caballero BESS is the first facility of its kind in San Luis Obispo County, providing much needed power capacity and using only top-tier technology to ensure world-class safety and durability.

The project meets or exceeds all local, state, and federal safety requirements, including California Fire Codes and the latest National Fire Protection Association (NFPA) 855 standards for energy storage.

    Caballero BESS is the first investment by the Fengate and AOP partnership, which formed in 2023. Fengate is managing this investment on behalf of the Fengate Infrastructure Fund IV and its affiliated entities, including an investment by the LiUNA Pension Fund of Central and Eastern Canada.

    The project received financing from MUFG Bank Ltd. (MUFG) and from U.S. Bancorp Impact Finance, a subsidiary of U.S. Bank that provides capital to the renewable energy industry via tax equity and project finance debt.

    Thank you, Jane [Cooper]. I just want to say how brilliant it is to be here today, it’s a real privilege. I read my old speech from a year ago, about 15 days before the general election, and it holds up reasonably well to history.

    I felt an incredible sense of excitement back then about having a chance to be Secretary of State, and today I feel an incredible sense of privilege. One of the reasons I feel that sense of privilege is because of all of you, because of the incredibly inspiring things you are doing for energy security, for jobs, around the country, and to tackle the climate crisis.

    I also want to pay tribute to Jane, you are doing an absolutely brilliant job championing this industry – you and the RenewableUK team are truly outstanding.

    Can I say at the same time we are delighted to have secured our superstar signing Dan McGrail as interim CEO of Great British Energy – it’s fantastic to have him and Juergen Maier both here, as well as my colleague Michael Shanks, Minister for Energy who many of you will have met and is doing an absolutely brilliant job, and it’s a privilege to work alongside.

    As I walked into the conference today and saw the banner ‘Mission: Possible’, I felt a real sense of excitement.

    Because when I look around the exhibition hall and this room, I feel that overwhelming sense of possibility, as the slogan suggests.

    Huge economic and industrial opportunities for Britain, huge chances to transform our country. Challenges of course, but as I say I am incredibly proud of this industry, and for 5 years we have worked together on a shared agenda.

    For energy security, lower bills, good jobs and climate.

    I think it is an inspiring and exciting vision of a new era of clean energy abundance for Britain, getting off the rollercoaster of fossil fuels – and we’re reminded by geo-political events all the time how important that is.

    And at the Spending Review last week we committed to the most significant programme of investment in homegrown clean energy in the UK’s history.

    On Tuesday, we announced the biggest nuclear building programme in a generation, creating jobs in Suffolk, Nottinghamshire and across the UK.

    On Thursday, investment in kickstarting carbon capture in Aberdeenshire and the Humber.

    On Friday, half a billion pounds of funding for Britain’s first hydrogen network to help drive industrial renewal.

    And today we go further with a genuinely transformative package of investment in offshore wind supply chains and jobs.

    I truly believe we are witnessing the coming of age of Britain’s green industrial revolution as we build this new era.

    I think it demonstrates above all what an active and strategic government working in the closest partnership with industry can achieve.

    So I want to talk today about the clarity of mission we’re seeking to provide, the way we’re breaking down the barriers to success – barriers you talked a lot with us about when in opposition – the role of catalytic public investment – which is partly about the announcement I’m making today – and then a bit about what I would ask from you as an industry.

    First, I know it has been a tough time for the industry.

    Offshore wind is not immune from the global economic challenges we have seen in the last few years, many of which remain present today.

    My response and my responsibility is to ensure that you have the clarity and certainty you need to make future investment decisions, because I know the biggest enemy of investment is uncertainty.

    We want Britain to be a safe haven for investment.

    That is why from day one we have offered a clear sense of direction, with our goals to deliver clean power by 2030 and accelerate to net zero across the economy.

    Just 6 months after we came to office we published our 2030 Clean Power Action Plan.

    Setting out for the first time the different pathways for deployment of different technologies.

    Offshore wind, onshore wind, solar, nuclear, batteries, hydrogen, CCUS.

    To give developers and investors clarity about the direction of travel.

    When we came to office we also took decisions around AR6 to make it a record-breaking auction.

    But we have also listened hard to the industry about how we can improve the auction process – particularly for fixed and floating offshore wind.

    And we will shortly confirm key decisions for the AR7 auction. I want to say to you very clearly, as far as that decision is concerned and all other decisions, my overriding priority is to give you confidence and certainty because I know these are essential ingredients for you to make the long-term investments we need.

    Second, for years clean energy projects have been held back by barriers and blockages.

    You told us we needed to deal with them.

    So over the last 11 months, that’s what we have gone about doing.

    On planning, we lifted the onshore wind ban within 72 hours of coming to office.

    We’ve introduced the Planning and Infrastructure Bill – the biggest reform of planning in a generation.

    And we’ve sped up planning decisions, including consenting enough clean energy to power the equivalent of almost 2 million homes.

    On grid, we’ve ended the first come first served connections queue which wasn’t serving our country well, prioritising the power projects we need.

    And we’ve brought forward plans to ensure communities benefit from hosting clean energy infrastructure.

    We’re also working with Defra on improving environmental consenting.

    On radar, we’ve worked with the Ministry of Defence to resolve funding issues that have plagued this sector for years.

    On skills, we’ve backed industry’s skills passport for oil and gas workers.

    And set up the Office for Clean Energy Jobs to ensure we have the skilled workforce we need and to do that planning with our colleagues at the Department for Education.

    In addressing these long-standing issues, we are trying to break down those barriers, which again get in the way of your investment and try to make progress step by step and demonstrating each day what a mission driven government means.

    My observation from the first 11 months in office is having this as one of the Prime Minister’s 5 missions makes all the difference in driving through Whitehall and working with others.

    Third, alongside clarity, certainty and breaking down the barriers we are delivering catalytic public investment to secure jobs and supply chains as part of our long-term industrial strategy.

    This is the right choice for Britain because we want those jobs, it’s also the right choice for our energy security and resilience – and the right long-term way I believe to deal with some of the pressures the industry faces.

    I think it’s fair to say we know that for too long governments have not focused enough on ensuring our success in offshore wind generation leads to the jobs our country needs.

    This government is different.

    There is a global race for these jobs, and we are determined to create them in Britain.

    You told us public investment could unlock funding from the private sector – and you’re right.

    With Great British Energy that is what we are committed to do.

    And today we are announcing a truly historic partnership between public and private investors.

    Hundreds of millions of public funding from Great British Energy crowding in many hundreds of millions more from the offshore wind industry and The Crown Estate.

    Enabling us to today announce a total of £1 billion of supply chain funding to bring offshore wind jobs to Britain.

    It’s designed, this fund, to turbocharge the brilliant work of the sector’s Industrial Growth Plan to invest in ports and factories, so we make turbine towers, blades, foundations and cables here in the UK.

    Helping to drive the clean energy rollout at home and capture a growing export market abroad – including seizing the opportunities of being an early mover in floating offshore wind.

    And this is just the start, with Great British Energy bringing together a wider group of public and private investors to build our offshore wind supply chains and I am incredibly excited about the work that Juergen and Dan are doing at GBE.

    Today I can also confirm we have released the results of the first Clean Industry Bonus round.

    Again here, you told us that the private sector would step up, if we showed the importance of building supply chains here in the UK, and again you were right.

    We were delighted by the response of developers to this scheme.

    Showing that when government leads with ambition, industry is ready to match it.

    We calculate that every pound of public money could unlock up to £17 of private investment.

    The Clean Industry Bonus unleashing the potential of billions of private investment in factories and ports from the North East to East Anglia to Scotland.

    When we talk about catalytic investment, this is what we mean.

    Public investment crowding in, not crowding out, the private capital we need.

    And giving you the confidence to build a long-term industrial base for Britain.

    So look, these are some of the steps we’re taking. Government doesn’t get everything right, but what we are seeking to do is deliver on the promises we made to you in opposition about how we can work together – a true partnership.

    Now often the industry asks me, how can we help you to deliver this mission? Let me just give you a few thoughts on that.

    On jobs, you have a crucial role in reversing decades of failure to invest in our industrial communities and creating a new generation of good jobs at decent wages.

    You have shown your commitment to building supply chains in Britain.

    And my ask of you is to ensure you deliver the 95,000 jobs this industry says it could support in the UK by the end of the decade.

    On trade unions, there is important work on union recognition in some renewables companies.

    But I want to be clear: this government considers trade unions as an essential part of a modern workplace and economy.

    So I ask you to recognise the huge value of partnering with trade unions in all parts of the industry.

    And finally, I would say this:

    I am one of your biggest champions because I know that this mission is the route to building a more secure energy system that can bring down bills for good.

    As we consider the multiple pathways to clean power, my mandate to Chris Stark as head of our 2030 Mission Control, is to deliver at least cost to billpayers and taxpayers and the most economic benefit to the country.

    So in AR7, AR8, AR9 and beyond, value for money for billpayers is our priority, recognising that while the market needs to make a return, we also need to deliver a fair price for consumers.

    Once again, this must be a partnership between us.

    We are doing everything we can, as I have set out, to help the industry continue its strong record in bringing down costs.

    And I urge you to continue to drive forward with innovation and competition to deliver for the country.

    Let me end with this before we get into questions.

    I think over the last 11 months we have shown that Britain is back in the race for the jobs and industries of the future.

    And above all we have shown one thing fundamentally, which is we are serious about delivering. When we said it, we meant it. When we said becoming a clean energy superpower would become one of the Prime Minister’s 5 missions, we meant it. I have my regular meetings with the Prime Minister about this issue and he is incredibly inspired by what you are delivering.

    What we’re seeking to do is have a plan to deliver.

    Clear and consistent leadership.

    Breaking down the barriers.

    Catalytic public investment.

    A true partnership between government, trade unions and industry.

    We believe this is how we build the age of clean energy abundance.

    This is how we boost our energy independence and bring down bills for families and businesses.

    This is how we seize the economic and industrial opportunity of our time.

    And this is how we face up to the greatest long-term challenge we face as a country and as a world, the climate crisis.

    My final thought is this: of course, the industry faces challenges that I am aware of. Nobody believed this was going to be easy, the kind of transformation we are talking about in our economy and in our energy system.

    The thing I feel above all, after 11 months in this role, is more of a sense of optimism about what we can achieve together, more of a sense of optimism that this is the right path for energy security, more of a sense of optimism that this can be the jobs driver of the 21st century for our country.

    Going round the country, there’s nothing more inspiring than seeing those jobs being created and the opportunity for young people doing apprenticeships and being part of this industry.

    I am more certain than ever this is the right path to tackle the biggest long-term threat to humanity, the climate crisis.

    Thank you so much for what you do for our country, thank you so much for your partnership with government.

    And I look forward to continuing to work together to do great things in the months and years ahead.

    Dmitry Patrushev answered questions about environmental protection. What has been achieved this year? What still needs to be done? He spoke about this and much more in an exclusive interview with Komsomolskaya Pravda.

    I. Ostanin: In 2025, the implementation of new national projects began. One of the areas is the environmental situation related to water bodies. I cannot help but touch on the topic related to the great Russian river Volga. This topic attracts a lot of attention, Komsomolskaya Pravda conducted a large investigation on this topic: previously built treatment facilities are working at only 5%… Dmitry Nikolaevich, what do you think about ways to solve the problem? How to keep the Volga clean?

    D. Patrushev: Environmental improvement of the Volga over the past six years has involved more than just the construction of treatment facilities. In addition, landfills have been eliminated and measures have been taken to increase the river’s capacity. This allows people to be provided with water during dry periods, including for irrigation.

    Regarding the treatment facilities, I will say that problems were indeed identified in this block of activities. At the finish line of the previous national project, when I was given this direction under my supervision, it became clear that a number of facilities were not completed.

    Moreover, not the most positive results were obtained as a result of inspections of the quality of wastewater treatment at already commissioned facilities.

    Throughout the past year, we have been systematically changing our approach to work. A headquarters was set up at the government site, where each facility was literally analyzed “under a magnifying glass.” Based on the results, a schedule was created for completing construction and reaching standard cleaning indicators. Monitoring of plan execution is carried out through digital tools. Therefore, any deviations are visible to both us and regional leaders. There were many other transformations. As a result, the dynamics of construction have increased significantly.

    For the future, within the framework of the new national project “Ecological Well-Being”, we have completely restructured the approach to project implementation. For example, now an object cannot be considered commissioned until Rosprirodnadzor confirms the required quality of wastewater treatment.

    I am convinced that responsibility for the implementation of projects should be increased, including at the local level. After all, it is there that one can see better what has been built and how it affects the environmental situation. The involvement of subjects should be not only organizational, but also financial. We have also taken this into account in the new national project.

    Let me emphasize that all objects will be completed and brought up to standard indicators!

    I. Ostanin: You said that the approaches changed when working within the framework of the new national project, but the geography of the work has also significantly expanded. As far as I know, now it is planned to include other reservoirs and rivers in addition to the Volga and Baikal.

    D. Patrushev: Indeed, through the federal project “Water of Russia” the improvement, one way or another, will affect almost all major waterways of our country. This will not only be new treatment facilities, but also the cleaning of more than 1000 kilometers of rivers, which will create comfortable conditions for millions of people living near water bodies. In addition, measures are planned to improve the condition of lakes and reservoirs.

    We pay special attention to events within the boundaries of cultural heritage sites, specially protected natural areas, historical tourist centers. As an example, I will cite the restoration of the rivers and lakes of the Gatchina Park in the Leningrad Region.

    I would like to note that we will continue to monitor all work on improving the health of water bodies at the government level.

    By the way, this year funds have already been allocated for the Krasnogorsk Irtysh hydroelectric complex in the Omsk region and the Elizavetinsky reservoir hydroelectric complex, the most important source of drinking water for residents of the Lugansk People’s Republic.

    I. Ostanin: Let’s continue by talking about the ecology of Lake Baikal. Many spears have been broken around this topic. How is it planned to build the development of the Baikal region?

    D. Patrushev: We must certainly do everything to preserve Baikal, our unique natural site.

    However, the territory needs to be developed, providing the local population with quality living conditions. Developing a policy on how to regulate this is a long-standing issue. The Ministry of Natural Resources is developing a corresponding bill.

    It was adopted in the first reading last year. However, some of its provisions required adjustments. Now the government’s amendments are ready. I will not make premature statements, but I expect a balanced decision to be made that will take into account the possibility of preserving the incredible nature of Baikal and economically developing the territories. I hope that the reasonable balance found will become a prerequisite for the sustainable development of these territories for many years.

    I. Ostanin: Development of ecotourism is another important part of the national project “Ecological Well-being”. The holiday season has arrived. Tell us how the authorities are going to develop ecotourism? What routes, directions, maybe even new resorts will appear?

    D. Patrushev: Domestic tourism is currently experiencing a rapid rise. In 2024, Russia broke its own record for the number of domestic tourist trips, exceeding 90 million. But the President has ordered that this figure reach 140 million by 2030.

    I have no doubt that our national parks can become an excellent point of attraction for tourists. Over the past six years, the tourist flow to them has grown from 6 to 17 million people. As part of the national project “Ecological Well-Being”, we continue to create conditions for popularizing this type of recreation for people.

    To this end, among other things, we will remove unreasonable restrictions that hinder the development of tourism infrastructure in specially protected natural areas.

    By the way, the Ministry of Natural Resources is also developing cruise tourism. For example, today those who wish can visit national parks in the Far East and see natural attractions that are inaccessible to “land” tours in Khabarovsk, Primorsky and Kamchatka Krais, Magadan and Sakhalin Oblasts, as well as Chukotka.

    National parks and reserves also develop excursion programs – for example, for weekend routes, they equip walking trails, open visitor centers, and arrange the necessary infrastructure. For example, Sochi National Park offers tourists updated eco-trails this season. We aim to make national parks interesting and comfortable in terms of improvement.

    I. Ostanin: Preservation and increase of our pride, Russian forests, is one of the tasks of the national project “Ecological Well-being”. What is being done to restore forests?

    D. Patrushev: Russia is home to a fifth of the world’s forest reserves. Understanding this, we take on increased obligations to preserve and increase them. Over the past 6 years, the area of new plantings has reached almost 8 million hectares.

    And, contrary to the global trend, more forests appear in our country than disappear. We have maintained this dynamic for several years in a row.

    People, our caring citizens, make a significant contribution to forest restoration. This deserves special gratitude. The country annually holds the “Garden of Memory” and “Save the Forest” campaigns. Over the years, more than 350 million trees have been planted, and public figures, politicians, and guests from foreign countries have taken part.

    However, wildfires remain a serious challenge for many countries — and for us too. The areas annually engulfed in flames, despite all preventive measures, are still quite significant. The government, for its part, is doing a lot of work to reduce them. In 2025, regions have been allocated almost 20 billion rubles. Including more than 5 billion additionally allocated to the most “burning” subjects — Yakutia, Transbaikalia and Krasnoyarsk Krai. The regions, for their part, are also increasing funding.

    And, of course, forest conservation requires full control over the movement of timber. In 2020, the President set the task of creating a system that would make the process completely transparent. Much has already been done for this. Strengthening supervision and introducing digital technologies in the industry have made it possible to reduce the number of violations by 2.5 times in 5 years. We can now track the movement of timber from harvesting to final products and export. But the improvement of control mechanisms in this area continues.

    From January 1, 2025, data on the forestry complex must be entered into the new state information system (FGIS Forestry Complex). And from this year, all timber trucks must be equipped with the GLONASS system.

    This will allow us to more effectively suppress “gray schemes”, because in real time we can see every logging site and all special equipment. Monitoring of the execution of the President’s order will be constant.

    I. Ostanin: The so-called “garbage reform” is being implemented in the country. At what point are we? And what will be done to achieve the indicators outlined by the President?

    D. Patrushev: On the instructions of the President, we are developing a closed-loop economy. What does this mean? Firstly, by 2030, waste sorting should be 100%, secondly, we need to reduce the volume of landfill disposal by 50%, and thirdly, which is very important, a quarter of the waste should be recycled. Currently, approximately 55% of waste is sorted, and only 14% is recycled.

    Over the past six years, almost 300 facilities for sorting, recycling and placing solid municipal waste have appeared in the country. In order to achieve the required indicators, it is planned to build another 400 facilities by 2030. So that we can monitor how the subjects cope with this task at the federal level, a special headquarters is working on the government platform. And we will continue to work in this format.

    But we must understand that waste management reform is not only about large enterprises. It starts in our yards and will always be in the public eye. Everything matters here: how involved local authorities are, whether the containers are clean, whether there are enough garbage trucks in the region, how financially stable the regional operators are, whether everything is taken into account in the regulatory framework. We are consistently working on all these areas in dialogue with regional leaders, senators and deputies.

    I. Ostanin: Dmitry Nikolaevich, as is known, the activities of enterprises in the agro-industrial complex can also affect the environment. How can we find a balance between the development of our agriculture and a caring attitude towards nature?

    D. Patrushev: Companies in the agro-industrial complex are no different from other industries in this regard. In particular, those that have the most significant impact on the environment must obtain comprehensive environmental permits. These are documents that indicate the compliance of production with certain environmental requirements and standards or confirm the existence of modernization plans.

    In general, agriculture is now one of the most advanced areas of the Russian economy. But at the same time, we strive for the industry to develop in harmony with nature and “be friends” with it. Much is being done for this in modern production facilities.

    Another example: since 2023, work has been underway to improve the efficiency of involving livestock by-products in production, including for the restoration of agricultural land fertility.

    I. Ostanin: Let’s move from ecology to issues of ensuring our food security. The production of agricultural products, in general, is growing; in recent years we have set records for the harvest of grain, rice, fruit and berry crops, etc. What do you think helped us not only maintain production volumes under sanctions, but also increase them?

    D. Patrushev: Today the industry can rightfully be proud of its status as a guarantor of our food security. The state has created all the conditions for this.

    The turning point in many ways was 2014, when the food embargo was introduced. Our president’s decision in the sphere of geopolitics created completely new opportunities for the economy. I have already spoken about this: Crimea is now ours, and – in relation to the agricultural industry – the food shelf. At the start, there were many concerns: skeptics predicted that we could be left without food.

    But the move towards domestic production allowed the agro-industrial complex to become the driver of the economy. Entire areas made a sharp leap. For example, we essentially rebuilt greenhouse vegetable growing. New super-intensive gardens were planted, which gave us their own fruits. We now have more than 9 thousand types of Russian-made cheese, and its production volumes have doubled.

    So the fears were not justified.

    It must be said that our farmers are a colossal growth point. The state, for its part, has provided them with the necessary support.

    In general, there are now tools for all categories of agricultural business – for large players and for the smallest farms. Last year, the government allocated 682 billion rubles to the agro-industrial and fisheries complexes!

    Today we are on the path to achieving technological sovereignty. A new national project has been created for this purpose (“Technological Support for Food Security”). It covers those areas of the agro-industrial complex and related industries where deficit positions still remain. This concerns selection and genetics, agricultural machinery and equipment. It is necessary to increase the share of domestic veterinary drugs and vaccines on the market, and develop biotechnology.

    And, of course, there are people behind any success. Therefore, we strive to ensure that the training of personnel keeps pace with the development of the high-tech and advanced industry that our agricultural industry is. At the same time, it is necessary to start educating effective farmers as early as possible, for which purpose agro-technological classes are created. In addition to general education subjects, children learn about farm animal breeding technologies, learn how to operate unmanned aerial vehicles and work with modern agricultural machinery. Children will be able to get their first profession in agriculture already at school. There should be 18 thousand such classes by 2030. We are waiting for young and motivated specialists.

    I. Ostanin: An alarming trend that we are seeing is that last year the prices of dairy products were rising, for example, butter. Now everyone is talking about potato prices. Why do we see sharp price increases for certain products from time to time? And what can be done to avoid this?

    D. Patrushev: It is important to understand several points here. The food market is sensitive to fluctuations in supply and demand. Last year, the demand for dairy products grew significantly. And not only from buyers, but also from the food industry.

    Our confectionery and cheese industries have increased their output. But this requires a large amount of dairy raw materials.

    And although farmers are steadily increasing the production of raw milk, at the moment the current volumes were insufficient. This caused a temporary imbalance in the market.

    The situation was stabilized, including due to the opening of supplies from friendly countries. A similar mechanism is used for some vegetables of the “borscht set”, potatoes and apples. But here too there is a fork. After all, the price directly depends on the harvest, especially if we are talking about products with a limited shelf life.

    For a certain period of time, potatoes have been rising in price. However, if you look at the statistics, you will see that the prices were not much different from the cost of a couple of years ago. The growth is due to the fact that in 2023 we received a record potato harvest – 8.6 million tons. Inevitably, prices for it fell. And the 2024 harvest is comparable to what was two years before. The cost is “recouping” its fall, because farmers cannot work at a loss. Now the new harvest is already beginning. At the same time, the sowing area for potatoes has increased this year. And at the moment, we see that the growth in prices for it has stopped.

    Therefore, we apply regulatory measures selectively and carefully. The main task is to systematically increase our own production, which the Russian agro-industrial complex copes with quite successfully.

    I. Ostanin: Dmitry Nikolaevich, it has been a year since you took the position of Deputy Prime Minister. What conclusions have you drawn for yourself and what would you call the most difficult thing about working in this position?

    D. Patrushev: One of the important conclusions is that environmental issues have no borders, no age, no political views. This is not just my opinion. The Nevsky International Ecological Congress was recently held, which brought together more than 70 countries, as well as representatives of specialized international organizations.

    We talked about the harmony of man and nature. All participants agreed that with such rapid economic development as today, man’s responsibility to the surrounding world is constantly increasing. The issue of ensuring a balance between the economy and ecology is very relevant. And this is what I am now constantly working with.

    Russia is fully aware of its responsibility to the world for preserving natural resources. Therefore, we take on increased obligations in relation to the environment. And we will maintain this vector.

    As for the difficulties, I think it is not timely to talk about them. Our country is solving problems of historical scale today. Everyone in their place must do everything and even more to meet this level.

    Basically, overcoming obstacles is a motivator that allows you to achieve more.

    overnor Kathy Hochul today urged New Yorkers to take safety precautions during periods of extreme heat throughout Primary Day. New Yorkers can expect dangerously hot and humid conditions to continue today with feels-like temperatures between 90-106 degrees statewide. In addition, there is the potential for severe thunderstorms throughout most of the state this afternoon and evening that could contain damaging winds. Feels-like temperatures on Wednesday are expected to be 82-100 degrees with the potential for severe thunderstorms with damaging winds in the southern part of the state possible in the afternoon and evening. In response to the severe weather that impacted Central New York over the weekend, Governor Hochul declared a State of Emergency in 32 counties and state agencies are responding to assist New Yorkers with storm damage and impacts from extreme heat.

    “With dangerously hot weather expected throughout most of the state today, I am urging all New Yorkers to stay cool and safe — especially those waiting in line to cast ballots,” Governor Hochul said. “State emergency response personnel are standing by and prepared to help New Yorkers through this extreme weather, and as this heat wave peaks, I am reminding everyone to have a safe place to stay cool, limit time outdoors, and drink plenty of water.”

    This weekend, Governor Hochul signed legislation repealing an outdated section of New York’s election law — the new legislation now supports voters by allowing refreshments to be provided as they wait in line to exercise their civic duty.

    Governor Hochul today directed the Office of Parks, Recreation and Historic Preservation to offer extended hours at State swimming and cooling facilities and other State parks during the current heat wave as a way to help New Yorkers beat the heat.

    New Yorkers can also stay cool by utilizing nearby cooling centers. Find a cooling center near you on the State Department of Health website. Residents of New York City can find cooling center information here. Certain State Park swimming facilities will also extend their hours on Tuesday and Wednesday.

    For Those Impacted by Storms on Sunday
    In response to severe weather that impacted the State over the weekend, Governor Hochul declared a State of Emergency in 32 counties. At the Governor’s direction, the New York State Division of Homeland Security and Emergency Services has activated the State Emergency Operations Center to Enhanced Monitoring Mode to track the storms and damage. They are working closely with local emergency managers and governments to support requests and provide assistance as requested. State agencies stand ready to respond with equipment and personnel. Light towers have been provided to Oneida County and other materials stored in the State’s nine stockpiles including generators and pumps are also available to support local needs.

    Homeowners and businesses in impacted areas are encouraged to fill out an online form allowing residents to self-report damages to their homes and/or businesses.     New York State Department of Public Service
    DPS is tracking electric system conditions and overseeing utility response to any situations that may arise as a result of this week’s extreme heat and potential thunderstorm activity. There are currently 9,997 electric outages reported statewide. DPS remains in direct contact with utility operations Leadership to ensure they are continuously tracking system conditions and responding to cases of trouble and outages as quickly as possible to restore the system and customers. New York’s utilities have approximately 5,500 workers available, as necessary, to engage in damage assessment, response, repair and restoration efforts across New York State for this heat event. Agency staff will track utilities’ work throughout the event and ensure utilities shift appropriate staffing to regions that experience the greatest impact.

    During heat waves, increased usage of electric devices such as air conditioners place a considerable demand on the state’s electricity system and instances of low voltage or isolated power outages can result. The record for such usage was set on July 19, 2013, when it reached 33,956 MWs (one megawatt of electricity is enough to power up to 1,000 average-sized homes).

    National Grid will continue with repair and restoration efforts today for the remaining electric customers impacted by Sunday morning’s severe thunderstorms. Some portions of National Grid’s territory experienced straight-line winds exceeding 90 mph and an EF-1 tornado with winds up to 105 mph, with more than 101,000 electric customers affected statewide.

    Department of Health
    The State Health Department is taking a number of steps to promote the safety of all New Yorkers in periods of extreme heat, especially those most at risk. The Department has distributed guidance to all hospitals, diagnostic and treatment centers, adult care facilities, home care and hospice providers and nursing homes and has issued additional guidance to hosts of any scheduled public events with more than 5,000 people in attendance. The Department is working with DSHES and local health departments and emergency managers to ensure access to cooling centers and safe spaces during this extreme heat.

    The New York State Department of Health’s interactive Heat Risk and Illness Dashboard allows the public and county health care officials to determine the forecasted level of heat-related health risks in their area and raise awareness about the dangers of heat exposure.

    The agency has compiled important information, including preventative measures, to help mitigate the effects of extreme heat on farm workers and farm animals. The Department will also be working closely with partners at The New York Extension Disaster Education Network (NY EDEN) at Cornell University to monitor any potential impacts of the extreme heat expected this week. NY EDEN is also a resource for farmers and farm workers during a heat wave, and additional information can be found at https://eden.cce.cornell.edu/natural-hazards/heat-wave/.

    Department of Environmental Conservation
    DEC reminds outdoor adventurers that unpredictable weather — including rapidly changing temperatures and storms in the Adirondacks, Catskills, and other backcountry areas — can create unexpectedly hazardous conditions. Visitors should be prepared with proper clothing and equipment for rain, mud and warmer temperatures to ensure a safe outdoor experience.

    Hikers in the Adirondacks are encouraged to check the Adirondack Backcountry Information webpages for updates on trail conditions, seasonal road closures and general recreation information.

    Hiking in the heat is always risky. New Yorkers and visitors should review the following tips to prevent heat exhaustion and heat stroke:

    • Slow your pace.
    • Drink water and rest often.
    • Seek shade and avoid long periods in direct sunlight.
    • Bring at least 2 liters of water for any hike.
    • Bring a water filter, especially for longer hikes.
    • Bring salty snacks to keep your electrolytes in check.
    • Wear sunscreen.
    • Leave your pets at home — the heat is harder on them, especially walking on hot rocks.
    • Consider staying home yourself and rescheduling for another day when weather conditions improve.

    Even if the weather is forecast to be high heat all day, there’s always a chance of hypothermia due to a sudden storm or drop in temperatures.     Air Quality
    DEC is continuing to monitor air quality across the State and will issue air quality health advisories as necessary.     Extreme Heat
    DEC recently released preliminary Urban Heat Island maps to help communities better understand, plan for, and adapt to extreme heat exposures on the neighborhood level. Links to the maps, as well as additional information and data, can be found on DEC’s Extreme Heat Action Plan webpage  and posted at nys-heat.daveyinstitute.com/hottest-hour. The project advances a key action in the Extreme Heat Action Plan and advances a 2022 law signed by Governor Hochul directing DEC to study the impacts of disproportionate concentrations of extreme heat in disadvantaged communities across the State.

    Harmful Algal Blooms
    Following periods of heavy rainfall, nutrient runoff can cause harmful algal blooms (HABs) to form in freshwater lakes, ponds, rivers and streams. New Yorkers should avoid swimming, boating, recreating in, or drinking water with a bloom.

    When it comes to HABs, DEC encourages New Yorkers to “KNOW IT, AVOID IT, REPORT IT”:

    • KNOW IT – HABs vary in appearance from scattered green dots in the water to long, linear green streaks, pea soup or spilled green paint, to blue-green or white coloration.  
    • AVOID IT – People, pets, and livestock should avoid contact with water that is discolored or has algal scums on the surface.  
    • REPORT IT – If members of the public suspect a HAB, report it through the NYHABs online reporting form available on DEC’s website. Symptoms or health concerns related to HABs should be reported to New York State Department of Health at [email protected]. 

    The New York State Department of Labor has released comprehensive guidance to help employers better protect outdoor workers during extreme heat and advises workers and employers to engage in extreme heat best practices such as:

    • Ensure access to clean drinking water at no cost to workers, available at all times and as close to the worksite as possible.
    • Provide shade and paid rest when the heat index reaches 80 degrees Fahrenheit or above, and more frequent rest breaks once the heat index exceeds 90 degrees.
    • Wear proper PPE so long as they do not interfere with safety equipment, including sunscreen, cooling vests, wide-brim hats, and lightweight, loose-fitting clothing.

    Thruway Authority maintenance crews will be conducting standard daily operations during times where temperatures are lowest and will enhance patrols monitoring the highway. Motorists are reminded and encouraged to take breaks at one of 26 service areas or three Welcome Centers located on the Thruway system.

    Department of Transportation maintenance crews will conduct most outdoor work during morning hours and follow established hydration and rest protocols to help mitigate the risks associated with high temperatures.

    Office of Children and Family Services
    The agency is taking a number of actions to ensure activities at residential centers, detention programs and congregate care programs are conducted in a safe manner during the heat. This includes checking cooling equipment, ensuring proper amounts of water are available and consumed, rescheduling activities and meetings, and identifying staff and clients who may be affected by heat. They are also providing guidance to child care programs and groups associated with the Commission for the Blind statewide.

    New York State Office of Mental Health
    In advance of the hot conditions, New Yorkers should be aware of the impact high heat may have on individuals receiving antipsychotic medications, who are at particular risk of heat stroke and neuroleptic malignant syndrome during periods of extreme heat, which is more likely in poorly ventilated areas. Children and the elderly are at increased risk.

    In addition to monitoring individuals at risk, such conditions are best prevented by a heightened attention to hydration, particularly those at high risk, including individuals taking antipsychotic medications, the elderly, children and those with poor fluid intake.

    Also, individuals at high-risk should remain in cooler areas; be monitored for temperature elevations; avoid direct exposure to sunlight and wear protective clothing and sunscreen. Anticholinergic medications may interfere with sweating and should be minimized.

    Office of Temporary and Disability Assistance
    The agency is reminding local departments of social services and emergency homeless shelter operators of the need to provide fans to help maintain reasonable air circulation during times of extreme heat and humidity. Also, shelter providers should provide a cooling room in the facility for residents, if feasible.

    Metropolitan Transportation Authority
    To reduce potential impacts to service and reduce response times to heat-related events, NYC Transit will implement heat patrols to proactively increase track inspections and stage extra personnel in key risk areas including power substations, machine rooms, generators, cables, and connections. To ensure functioning air conditioning, subway railcars and buses will be inspected before being placed in service. Paratransit service providers are reminded vehicles must have functioning air-conditioning. Buses and operators will be on standby for any support needed with subways or emergency service. NYC Transit also completes a continuous welded rail watch when rail temperatures exceed 100 degrees to be vigilant of rail kinks or other issues.

    Long Island Rail Road and Metro-North Railroad crews will be staged at key locations to be able to respond quickly to weather-related issues. The railroads will monitor rail temperatures, deploy heat patrols to inspect the rails for any kinks, and stage additional Power Department personnel to protect power substations and overhead aerial lines. Train crews have been instructed to report any rail conditions that need attention.

    The Port Authority Office of Emergency Management coordinates with facility teams to monitor weather conditions and operational impacts and maintains communication with regional partners to support response readiness during periods of elevated temperatures.

    Exeter, UK – A scientific survey of two areas targeted for deep sea mining in the Pacific Ocean by The Metals Company has confirmed the presence of whales and dolphins, including sperm whales which are listed as vulnerable on the IUCN Red List of Threatened Species. The news comes as world governments are meeting in a few weeks at the International Seabed Authority (ISA), where the call for a moratorium on deep sea mining keeps growing.[1]

    The survey, published today in the scientific journal Frontiers in Marine Science, was conducted by researchers from the University of Exeter and Greenpeace Research Laboratories from Greenpeace International’s ship, Arctic Sunrise. Researchers studied two exploration blocks held by The Metals Company in the Pacific’s Clarion-Clipperton Zone, known as NORI-d and TOML-e.[2][3]

    Dr Kirsten Young, Lead Study Author, University of Exeter said: “We already knew that the Clarion-Clipperton Zone is home to at least 20 species of cetaceans, but we’ve now demonstrated their presence in two areas specifically earmarked for deep sea mining by The Metals Company.”

    Following President Trump’s approval of a deep sea mining Executive Order in April 2025, The Metals Company applied to the US government to give TMC unilateral permission to commercially mine the international seabed in the Clarion-Clipperton Zone. According to reports, this application covers the NORI-d area.[4] This move bypasses and undermines the International Seabed Authority, the UN regulator for deep sea mining, and has been met with strong criticism from governments around the world. Scientists have previously warned of “long lasting, irreversible” impacts of deep sea mining on the region.[5]

    Cetaceans are known to be impacted by noise pollution caused by humans, and could be impacted by the significant noise created by deep sea mining operations. These operations would also generate sediment plumes, which could further impact cetacean populations by disrupting deep ocean food systems.

    Dr Kirsten Young continued: “While more research is needed to build a complete picture of the impact of the noise and sediment plumes on cetaceans, it’s clear that deep sea mining operations will negatively impact ocean ecosystems in areas far out to sea where monitoring is particularly challenging.”

    The survey provides a 13-day snapshot of cetacean activity in these two deep sea mining exploration areas. Using hydrophones, the research team confirmed 74 acoustic detections of cetaceans. This included a sperm whale, Risso’s dolphins and common dolphins.

    Louisa Casson, Greenpeace International senior campaigner, said: “The confirmed presence of cetaceans, including threatened sperm whales, in areas that The Metals Company is targeting for deep sea mining is yet another clear warning that this dangerous industry must never be allowed to begin commercial operations. The only sensible course of action for governments at next month’s International Seabed Authority meeting is to prioritise agreeing on a global moratorium.”

    Calls for a moratorium on deep sea mining grew at the recent UN Ocean Conference, with four new countries joining the group supporting a moratorium, bringing the total to 37.[6] The UN Secretary General also issued a strong call to stop this dangerous industry. Momentum against deep sea mining will now be carried forward at the July ISA meetings.

It was conducted by researchers from the University of Exeter and Greenpeace Research Laboratories from Greenpeace International’s ship, Arctic Sunrise.     Calls for a moratorium on deep sea mining grew at the recent UN Ocean Conference, with four new countries joining the group supporting a moratorium, bringing the total to 37. The UN Secretary General also issued a strong call to stop this dangerous industry. Momentum against deep sea mining will now be carried forward to the July ISA meeting.

  • MIL-OSI New Zealand: Awards – Federated Farmers emerging and seasoned leaders honoured at 2025 PINZ Awards

    A young Federated Farmers leader building her expertise advocating for the sector, and a man who became a master at it, are among those recognised in the 2025 Primary Industries New Zealand Awards.
    Federated Farmers Bay of Plenty sharefarmer chair Bridie Virbickas was presented with the Emerging Leader Award, and the late Chris Allen was posthumously named Rural Hero, at the seventh annual awards ceremony in Christchurch tonight.
    With an audience of more than 400 keen to celebrate the best and brightest across New Zealand’s primary industries, the awards night is a highlight of the Rabobank-sponsored two-day Primary Industries New Zealand (PINZ) Summit.
    Awards judges said Virbickas is making a strong mark in the dairy sector – managing 850 cows while leading beyond the farm gate.
    As an elected Feds sharefarmer leader, Virbickas supports fellow farmers through advocacy, dispute resolution, and practical workshops.
    She’s also a founding trustee of AgRecovery, helping reduce farm waste nationwide, and leads on-farm restoration projects with schools and councils – demonstrating her commitment to both sustainability and community.
    The Rural Hero Award is always another standout at PINZ, and it was awarded this year to former Federated Farmers national board member Chris Allen, who died in an accident on his Ashburton farm late last year.
    It’s been said that every New Zealand farming family is in his debt for his years of championing rural causes.
    The judges acknowledged Allen’s “collaborative nature, persistence and practicality, which meant as a Federated Farmers leader his advocacy on freshwater, environmental and biodiversity issues was compelling and effective.
    “A top farmer in his own right, he led with humour and knowledge.”
    Meanwhile, Southland farmer and NZ Pork chair Eric Roy was presented with the Outstanding Contribution to Primary Industries Award.
    Roy’s production, leadership, advocacy and political service to primary industries and rural communities in New Zealand and the wider Pacific spans nearly 60 years.
    His work for Young Farmers culminated in his election as world president, and the six-term Member of Parliament has also excelled in roles with Federated Farmers, Pāmu, the Meat & Wool Board and a host of community and charity initiatives.
    “Few can match his contribution – Eric Roy is a truly exceptional New Zealander,” the judging panel said.
    A Foundation for Arable Research (FAR) initiative to help farmers get the most out of their combine harvesters earned FAR the Technology Innovation Award.
    The results of workshops and follow-up one-on-one sessions were spectacular, with improvements in harvest efficiency, productivity, sustainability and profitability.
    Farmers reported increases in yields of between 20% and 50%, with one participant describing the initiatives as “the best use of levies ever”.
    The Team and Collaboration Award went to Fonterra, LIC, Ballance and Ravensdown for their open data sharing ecosystem.
    Built on key principles of recognising the data belongs to farmers, keeping data secure and letting farmers choose who they share it with, the initiative has saved farmers an estimated 250,000 hours of admin time so far.
    Dr Robyn Dyne has won the Primary Industries Champion Award for her research into nitrate leaching and emissions, which has directly informed national mitigation strategies.
    She’s helped build uptake of sustainable land-use change and, as a principal scientist, advisor, and board member, has helped keep farmers, scientists, and policymakers working together.
    Food, Beverage and Fibre Producer Award winners Chia Sisters use New Zealand fruit and ingredients like kawakawa alongside chia seeds in their health food drinks.
    Judges noted their sustainability commitments and innovation through the supply chain, including pioneering pressed juice in returnable kegs, and supporting growers by making use of hail-damaged fruit.
    PacificVet Ltd and co-founder Dr Kent Keitemeyer won the Guardianship and Conservation/Kaitiakitanga Award.
    Judges were impressed that the company donated its specialist services to support the Department of Conservation to vaccinate New Zealand’s critically endangered bird species, such as teal and kakapo.
    Their efforts have been pivotal to the preservation of our native birdlife and will help protect our gene pools for future generations.

    Northern Ireland Resources Network (NIRN) is thrilled to celebrate the success of its Zero Waste Schools Programme in the Armagh City, Banbridge and Craigavon Borough Council area (ABC Council).

    St Patrick’s PS Aghagallon and St Francis PS Lurgan came together earlier this month to celebrate their participation in this pioneering pilot programme, which also included Waringstown Primary School.

    The Zero Waste Schools Programme aims to embed Circular Economy principles and actions in schools across Northern Ireland, providing our young people with the knowledge to help them eliminate waste at their schools.

    The first of its kind in N. Ireland, the three participating ABC Council schools became Zero Waste Champions by participating in a series of practical workshops covering topics such as food waste, waste diversion, stitching skills and challenging textile waste with partnering organisations – Tools for Solidarity, FareShare NI, Habitat for Humanity and Ostrero.  This unique programme has the ambitious target of reducing consumption and introducing young people to reuse and repair as an alternative to landfill and recycling.

    NIRNs Executive Director Eimear Montague comments, “The programme is key to encouraging sustainability discussions both at school and home, empowering children to become advocates for waste reduction.

    “Engaging with our young people at an early age is necessary to change behaviours and attitudes towards products and materials as waste but rather as resources that can be used continuously through reuse and repair.  We are so proud of all the schools that have participated, and our delivery partners so much has been achieved.”

    Eimear continues, “By focusing on practical applications such as reuse and repair, students have learned to view discarded items as valuable resources. This shift in perspective is crucial for long-term behavioural change that prioritises sustainability.”

    Lord Mayor of ABC Borough, Alderman Stephen Moutray, said, “Huge congratulations to these inspiring young champions of waste reduction, and heartfelt thanks to Northern Ireland Resources Network for their dedication to promoting sustainable living. Each of us has a role to play in cutting down on landfill waste—by choosing to reuse and repair instead of throwing things away. It’s fantastic to see these young people feeling empowered to lead by example and encourage their peers and families to embrace the path toward Zero Waste.”

    Northern Ireland Resources Network have thanked the schools involved, delivery partners, ABC Council and Lord Mayor Alderman Stephen Moutray for presenting the Zero Waste Champion schools with a certificate of completion and Zero Waste Champion Badges, a bird and bat box, which were all made from reclaimed wood.

    The success of this year’s pilot sets a promising precedent for future schools. It is a testament to the power of education in driving environmental change and the importance of engaging young people early in sustainability initiatives.

    Launching Ceremony for Energy Saving Charter 2025 and 4T Charter held today  
    Speaking at the launching ceremony, the Under Secretary for Environment and Ecology, Miss Diane Wong, said that to align with the country’s “dual carbon” target, the Government will continue to implement the four major decarbonisation strategies, namely net-zero electricity generation, energy saving and green buildings, green transport and waste reduction, to reduce Hong Kong’s carbon emissions by half from the 2005 levels before 2035, and achieve carbon neutrality before 2050.
     
    Miss Wong said, “Promoting energy saving and green buildings can reduce power consumption and the demand for power generation, and help society transition to using more clean fuels for electricity generation. The Buildings Energy Efficiency (Amendment) Bill 2025, which was passed by the Legislative Council on June 11, not only improves the buildings energy efficiency management regime of Hong Kong, but also helps to achieve a win-win scenario of saving electricity costs for buildings, reducing carbon emissions, and boosting the development of the green economy, thereby assisting Hong Kong to achieve carbon neutrality by 2050.”
     
    This year, over 3 400 premises have signed up to the Energy Saving Charter 2025. They pledged to maintain the average indoor temperature at their premises between 24 and 26 degrees Celsius during the summer months from June to September, switch off appliances when not in use, procure energy-efficient appliances, promote the use of renewable energy, and share with staff and students energy-saving measures and achievements. As for the 4T Charter, over 830 premises have joined by setting an energy-saving target with an action timeline, enhancing data transparency and encouraging stakeholders to work together to enhance energy saving. The EMSD will provide participating organisations with information on relevant innovative technologies and arrange seminars, to promote the development of green technology in Hong Kong while practicing energy saving and reducing carbon emission.
     
    The Energy Saving Competition for Students 2025 was also launched during the ceremony. It taps into the creativity and imagination of the younger generation for implementing energy-saving measures and adopting renewable and clean energy more extensively.     –  having regard to the Council conclusions on ‘Advancing Sustainable Electricity Grid Infrastructure’, as approved by the Transport, Telecommunications and Energy Council at its meeting on 30 May 2024,

    –  having regard to its resolution of 10 July 2020 on a comprehensive European approach to energy storage(11),

    –  having regard to its resolution of 19 May 2021 on a European strategy for energy system integration(12),

    –  having regard to the report of January 2023 by the EU Agency for the Cooperation of Energy Regulators (ACER) on electricity transmission and distribution tariff methodologies in Europe,

    –  having regard to the report of 19 December 2023 by ACER entitled ‘Demand response and other distributed energy resources: what barriers are holding them back?’,

    –  having regard to the report of April 2025 by the European Network of Transmission System Operators for Electricity (ENTSO-E) entitled ‘Bidding Zone Review of the 2025 Target Year’(13),

    –  having regard to Rule 55 of its Rules of Procedure,

    –  having regard to the report of the Committee on Industry, Research and Energy (A10-0091/2025),

    A.  whereas electricity grids are essential for the Union to achieve its clean energy transition and to deliver renewable energy while supporting economic growth and prosperity; whereas inefficiencies and lack of full integration negatively impact energy prices for consumers and companies;

    B.  whereas in light of the growing demand for electricity, significant investments and upgrades are required, along with regulatory oversight, to increase cross-border and national-level transmission capacity and modernise infrastructure, ensuring a decarbonised, flexible, more decentralised, digitalised and resilient electricity system;

    C.  whereas poor connectivity and grid bottlenecks are among the main reasons the EU cannot fully benefit from the significant installed capacities of wind and solar energy, thereby ensuring affordable prices for households and industry; whereas the lack of strong interconnection between regions with different natural and climatic characteristics leads to the overproduction of energy and administrative limitation on renewable production in some regions, while other regions are struggling with insufficient supply and high prices;

    D.  whereas transmission system operators (TSOs) are essential for integrating offshore renewable energy into the EU grid, in particular for those connected to more than one market; whereas, if TSOs fail to provide the agreed grid capacity, compensation should be paid to developers for lost export capacity, funded by congestion income; whereas such compensation should be shared fairly among TSOs and align with principles of non-discrimination and maximising cross-border trade; whereas this highlights the importance of maintaining a functioning interconnector backbone, as failures in interconnector capacity may result in costs for both producers and TSOs;

    E.  whereas Europe will only reach its decarbonisation objectives if there is a coordinated, pan-European approach to electricity system planning, connecting borders, sectors and regions;

    F.  whereas the planning of electricity transmission and distribution networks must be coordinated to ensure the effective development of the EU electricity system;

    G.  whereas the EU electricity grid was built for a 20th century economy based on centralised, fossil fuel-fired electricity generation, and must be modernised to meet the demands of a digitalised economy with increased levels of electrification and a higher share of decentralised and variable renewable energy sources;

    H.  whereas cross-border interconnectors, transmission and distribution grid infrastructure are critical for integrating renewables, reducing costs for European consumers and increasing the security of energy supply;

    I.  whereas distribution level grid projects are already eligible for funds under the Connecting Europe Facility – Energy (CEF-E); whereas, however, only a small share has been allocated to distribution grids under the most recent Projects of Common Interest (PCI) list; whereas CEF-E should better reflect the role of distribution grids for the achievement of EU energy and climate targets;

    J.  whereas ENTSO-E has calculated that cross-border electricity investment of EUR 13 billion per year until 2050 would reduce system costs by EUR 23 billion per year;

    K.  whereas the ‘energy efficiency first’ principle is a fundamental principle of EU energy policy and is legally binding; notes that the correct implementation of this principle will significantly reduce energy consumption, thereby lowering the need for investment in electricity grids and interconnectors;

    L.  whereas keeping the EU energy policy triangle of sustainability, security of supply and affordability in balance is key to a successful energy transition and to a reliable European energy system;

    M.  whereas energy network planning is a long-term process closely linked to investment stability;

    N.  whereas energy system flexibility needs are expected to double by 2030, in light of an increased share of renewables; whereas demand-side flexibility is therefore crucial for grid stability; whereas individual citizens, businesses and communities participating in the electricity market may bring manifold benefits to the grids, such as enhanced system efficiency, resilience, investment optimisation, improved social acceptance and lower energy costs; whereas serious delays and inconsistencies in implementing existing EU provisions on citizens’ energy, demand flexibility and smart network operations remain a concern;

    O.  whereas although recycling meets between 40 % and 55 % of Europe’s aluminium and copper needs, further measures to extend recycling capacity, waste collection and supply chain efficiency must be considered;

    P.  whereas the Commission and High Representative’s joint communication entitled ‘EU Action Plan on Cable Security’ highlights the importance of ensuring the secure supply of spare cable parts and the stockpiling of essential material and equipment;

    Q.  whereas the electricity system blackout experienced in the Iberian Peninsula and parts of France on 28 April 2025 illustrated, among other things, how important it is to increase the energy grid’s resilience by ensuring that it is well maintained, protected and balanced at all times, including through flexible system services and enhanced cross-border interconnections, to allow for an agile recovery in the event of system failure;

    R.  whereas national and regional level system operators hold important responsibilities, particularly in the area of energy supply security; whereas all tasks of a regulatory nature should be performed by regulatory agencies acting in the public interest; whereas, however, alongside these responsibilities, a strengthened role for regulators and ACER in the planning processes can contribute to addressing shortcomings, such as ENTSO-E’s current 10-year network development plan (TYNDP) grid planning, as identified in the grid monitoring report; whereas, while acknowledging the TSOs’ responsibilities in drawing up these scenarios, ACER’s early involvement in the drawing-up process could help to ensure that the guidelines for the drawing-up of the scenarios are followed in accordance with the TEN-E Regulation;

    S.  whereas interconnection development will contribute to further integrating the EU electricity market, which not only increases system flexibility and resilience, but also unlocks economies of scale in renewable electricity production;

    T.  whereas the energy workforce will need to increase by 50 % to deploy the requisite renewable energy, grid and energy efficiency technologies(14);

    U.  whereas small and medium-sized enterprises (SMEs) are the backbone of the EU’s economy, entrepreneurship and innovation, comprising 99 % of businesses, providing jobs to more than 85 million EU citizens and generating more than 58 % of the EU’s GDP;

    V.  whereas increasing decentralised electricity generation and demand response are important to reduce reliance on centralised production, which may be easily targeted by physical threats or cyberthreats, or compromised by climate-related events;

    1.  Calls on the Member States to fully explore, optimise, modernise and expand their electricity grid capacity, including transmission and distribution; considers electricity grids to be the central element in the EU’s transition to a competitive, net zero economy by 2050, one that is capable of accommodating high volumes of variable renewable energy technologies and/or evolving demand sources driven by increased levels of electrification and the advancement of digital technologies; notes the Member States’ prerogative to determine their own energy mix;

    2.  Calls on the Commission, the Member States, ACER, EU DSO Entity(15) and ENTSO-E(16) to implement the actions of the EU grid action plan, the action plan for affordable energy, the reform of the EU’s electricity market design and the Renewable Energy Directive without delay;

    3.  Points out that the completion of the EU’s energy market integration will save up to EUR 40 billion annually, and that a 50 % increase in cross-border electricity trade could increase the EU’s annual GDP by 0,1 %(17);

    Relevance of electricity grids for the European energy transition

    4.  Welcomes the Commission’s communication on grids(18); underlines the expected increase in electricity consumption of 60 % by 2030, the rising need to integrate a large share of variable renewable power into the grid, and the need for grids to adapt to a more decentralised, digitalised and flexible electricity system, including the optimisation of system operations and the full utilisation of local flexibility resources, demand response and energy storage solutions to complement wholesale markets and enhance grid resilience, resulting in an additional 23 GW of cross-border capacity by 2025 and a further 64 GW of capacity by 2030; notes that over 40 % of the Union’s distribution grids are over 40 years old and need to be updated(19);

    5.  Reiterates that, by 2030, the Union needs to invest around EUR375 to 425 billion in distribution grids, and, overall, EUR 584 billion, in transmission and distribution electricity grids(20), including cross-border interconnectors and the adaptation of distribution grids to the energy transition;

    6.  Notes with concern that in 2023 the costs of managing transmission electricity grid congestion in the EU were EUR 4,2 billion(21) and continue to rise, and that curtailment is an obstacle to increasing the share of renewable energy sources; notes that this figure does not include the distribution electricity grid; stresses that in 2023 nearly 30 TWh of renewable electricity were curtailed across several Member States due to insufficient grid capacity; further notes the sharp increase in annual hours of negative electricity prices, rising from 154 in 2018 to 1 031 as of September 2024(22), largely driven by grid congestion at borders, and the lack of sufficient storage, flexibility and demand response in the electricity market to temporally match variable renewable electricity supply with electricity demand; stresses that addressing these issues could help to absorb surplus supply, thereby maximising the use of existing grid infrastructure, but that existing market and regulatory frameworks often fail to provide adequate incentives for achieving this;

    7.  Highlights that a failure to modernise and expand the EU’s electricity grid, alongside the rapid deployment of the high volumes of variable renewable energy required to deliver on its targets, has and will continue to result in high levels of dispatch-down (instructions to reduce output); believes that the dispatch-down of renewables, caused by grid congestion and curtailment, represents an unacceptable waste of high-value renewable electricity and money; calls on the Commission, as part of its forthcoming European Grids Package, to set out an EU strategy to vastly reduce the dispatch-down of renewable electricity;

    8.  Highlights the role of smart grids in improving congestion management and optimising the electricity distribution of renewables; stresses their contribution to network flexibility by integrating digital tools that facilitate demand-side response and collective self-consumption; underlines that better grid management enhances energy resilience, reduces curtailments and secures supply during peak demand periods;

    9.  Highlights that the electricity grid infrastructure is a priority for achieving the EU’s strategic autonomy and its climate and energy targets; notes the Clean Industrial Deal’s commitment to electrification with a key performance indicator of a 32 % economy-wide electrification rate by 2030, which would necessitate a significant and continuous update and deployment of grids; regrets that delays in responding to requests for connection to grids result in a slower pace of electrification, even in Member States where generation from renewables is rapidly increasing;

    10.  Highlights, in particular, the crucial role that energy communities can play in supporting local economies; regrets that energy communities and smaller operators face disproportionate barriers to grid access and grid funding access due to regulatory hurdles and resource constraints; calls, therefore, on the Member States that are lagging behind in this regard to fully implement the Clean Energy Package, Fit for 55 and Renewable Energy Directive provisions, empowering citizens, municipalities, SMEs and companies to actively participate in the electricity market, in particular by developing enabling frameworks for renewable energy communities and the promotion of energy-sharing schemes; calls for grid-related EU and national level funding to take into account the specific needs of projects promoted by energy communities;

    Regulatory situation and challenges

    11.  Is convinced that regulatory stability is a key condition for unlocking private investments in the electricity grid and, where feasible, enabling the affordable electrification of the EU’s economy, and reiterates the need to implement already adopted legislation before assessing potential new reviews;

    12.  Underlines that integrated grid planning across sectors at local, regional, national and EU levels will lead to increased system efficiency and reduced costs; calls, therefore, on the Commission and on the Member States to work towards integrated planning and to ensure that electricity network development plans are aligned with the 2021-2030 national energy and climate plans (NECPs) for all voltage levels; notes that a strengthened governance framework would help to ensure alignment between grid development plans and national and EU level policy objectives; recognises that, while the Member States are required to report on their contributions to EU targets through the NECPs, there is currently no equivalent obligation on TSOs to systematically report at EU level;

    13.  Underlines that the TEN-E Regulation and the Projects of Common Interest (PCI) and Projects of Mutual Interest (PMI) are powerful tools in the development of the Union’s cross-border energy infrastructure; regrets the shortcomings in the current TYNDP for European electricity infrastructure, which results in investment interests falling short of cross-border needs(23), and that grid planning does not fully leverage cross-border and cross-sectoral savings(24); further regrets delays regarding to the completion of PCIs; urges the Commission to introduce more coordinated, long-term cross-sectoral planning to deliver the related savings and benefits across the EU; highlights that such coordinated planning could better inform cost sharing of infrastructure across the Member States; notes that, although the TEN-E Regulation enables smart electricity grid projects with a cross-border impact to obtain PCI status, even if such projects do not cross a physical border, the PCI list in 2023 included only five such projects; strongly believes, therefore, that the PCI process needs to be strengthened, simplified and streamlined for more clarity and transparency; calls on the Member States to fully complete the PCIs; calls on the Commission to urgently propose a targeted revision of the TEN-E Regulation in order to (1) introduce a robust planning process that combines system operators’ responsibilities with a strengthened role for ACER by mandating ACER to request amendments to the scenarios and the TYNDP, (2) ensure scenarios are drawn up in line with the decarbonisation agenda and enable easier access for smart electricity grid projects, and (3) introduce a simplified application process for small and medium-sized distribution system operators (DSOs);

    14.  Emphasises that network planning is a long-term process closely linked to investment stability; proposes, therefore, extending the time frame for network development plans to 20 years; highlights that grid investment is urgently required by the EU’s competitive agenda and should not be delayed;

    15.  Additionally notes that the EU will continue to have strong electricity links with its neighbouring countries and therefore believes the Commission should enhance such cooperation with neighbouring countries through PMIs with non-EU countries, as provided for in the TEN-E Regulation;

    16.  Strongly emphasises that CEF-E has proven to be the crucial instrument for co-financing cross-border energy infrastructure and insists on its continuation; welcomes the inclusion of offshore electricity grid projects in the Commission’s most recent allocation of grants under CEF-E;

    17.  Considers the lack of detailed, reliable and comparable data on national and EU grid planning an obstacle to more efficient grids; calls therefore on the Member States to thoroughly implement the relevant provision in the Electricity Directive(25), in particular Article 32, and to encourage smaller DSOs to apply this Article’s provision;

    18.  Welcomes the EU DSO Entity’s report on good practices on Distribution Network Development Plans(26) (DNDPs), which calls on the Member States to include cost-benefit analyses in their DNDPs, in order to evaluate investment opportunities; urges the Commission to develop guidelines based on this report, in cooperation with the EU DSO Entity, to harmonise and increase transparency of national development planning for distribution grids, to publish a European overview of the DNDPs and to require all transmission and distribution operators to provide energy regulators with the necessary data about their current and future grid hosting capacity information and grid planning, to enable energy regulators to properly scrutinise grid planning; calls on the Member States to implement Article 31(3) of Directive 2024/1711, which requests grid operators to publish information on the capacity available in their area of operation, in order to ensure transparency and enable stakeholders to make informed investment decisions; calls on the Commission to develop a centralised online repository for all transmission plans and DNDPs;

    19.  Highlights the significant risk posed by curtailment to the viability of renewable energy investment, especially considering that many Member States fail to compensate market participants for curtailed electricity volumes, despite the requirements set out in Articles 12 and 13 of Regulation (EU) 2019/943; regrets the lack of transparency, availability and data granularity regarding curtailed renewable energy volumes and congestion management costs;

    20.  Highlights the value of putting clear metrics in place to measure whether the EU is on track to deliver the grid expansion and reinforcements needed to meet its 2050 objectives; notes that such metrics could include reductions in renewable energy curtailment, lower grid development costs relative to the amount of capacity delivered, increases in the efficient use of existing infrastructure, a reduction in losses and lower raw material intensity;

    21.  Notes the work done by ENTSO-E and the EU DSO Entity on harmonised definitions of available grid hosting capacity for system operators and to establish an Union-wide overview thereof; believes that national regulatory authorities (NRAs) could benefit from clear legislative provisions as to how Member States can prioritise grid connections, so as to abandon the ‘first-come, first-served’ principle; therefore asks the Commission to amend Article 6 of Directive (EU) 2019/944 on the internal market for electricity, as part of the implementation review that the Commission must complete by 31 December 2025, and to consequently introduce transparent priority connection criteria to be chosen and further defined by the Member States for (1) generation connection, such as quality and maturity of the project, level of commitment, contribution to decarbonisation, social value, and for (2) consumer connection, such as quality and maturity of the project, level of commitment, contribution to decarbonisation, public interest or its strategic and/or social value, and grid optimisation; calls on the NRAs and the Member States to provide clear prioritisation rules according to their local and national specificities to allow the ‘first-come, first-served’ approach to be abandoned by disincentivising applications for connection that are not substantiated by a solid project, that are speculative or where the developer cannot show sufficient commitment to the realisation of a project;

    22.  Underlines that improved cross-border interconnections offer substantial cost-saving potential at the system level, with annual reductions in generation costs estimated at EUR 9 billion up to 2040, while requiring annual investments of EUR 6 billion in cross-border infrastructure and storage capacity;

    23.  Regrets that some Member States did not achieve the 10% interconnection target by 2020 and urges them to strive to achieve the current 15% interconnection target for 2030, as set out in Regulation (EU) 2018/1999, since interconnection capacity is crucial for the functioning of the EU’s internal electricity market, leading to significant cost savings at system level and decreasing generation costs by EUR 9 billion annually to 2040(27); regrets that the 32 GW of cross-border capacity needed by 2030 remains unaddressed(28); deplores the delays and uncertainties regarding several interconnection projects; calls, therefore, on the Commission to propose, by June 2026 at the latest, a binding interconnection target for 2036 based on a needs assessment; stresses the need for cooperation with non-hosting Member States and for the EU and its neighbouring countries to be involved in negotiations, in order to ensure the projects’ finalisation;

    24.  Highlights the need to accelerate permitting procedures for electricity infrastructure; stresses that grid expansion should not be delayed by lengthy permitting procedures or excessive reporting requirements; therefore welcomes the positive progress made regarding provisions adopted in the latest revision of the Renewable Energy Directive, specifically Article 16f thereof, and the Emergency Regulation on Permitting(29) to accelerate, streamline and simplify permit-granting procedures for grid and renewable energy projects, especially the principle of public overriding interest for grid projects; notes, however, that some of the Member States have not seen a material improvement in project permitting timelines, despite the ambitious frameworks set out at EU level; therefore urges the Member States to implement these measures without delay and calls on the Commission to closely monitor the implementation of the Renewable Energy Directive, and regularly assess if revised permitting provisions are sufficient to deliver on the EU’s objectives; additionally calls on the Commission to set out guidelines for the Member States to include a principle of tacit approval in their national planning systems, as described in Article 16a of the Renewable Energy Directive; stresses that reinforcing administrative capacity, including through adequate staffing of planning and permitting authorities, will accelerate permitting procedures;

    25.  Encourages the Member States to draw up plans to designate dedicated infrastructure areas for grid projects, as outlined in Article 15e of the Renewable Energy Directive; stresses that such plans are essential to account for local specificities and ensure respect for protected areas; emphasises that these plans should be closely coordinated with the designation of acceleration areas for renewables, to ensure a streamlined, efficient and integrated approach to energy infrastructure development;

    26.  Notes that often documents need to be submitted in paper form; calls on the Member States to increase the digitalisation of these processes in order to accelerate permitting procedures; calls on the Commission and the Member States to revise all EU legislation relevant to permitting, such as the Environmental Impact Assessment Directive(30), with a view to introducing mandatory digital application, submission and processing requirements;

    27.  Highlights the importance of public acceptance and public engagement when developing new grid projects and calls on the Commission to develop a set of best practices to be shared among the Member States in this regard; highlights the critical importance of effective communication with citizens and communities regarding grid projects and reinforcement; notes that local-level support can help to accelerate the delivery of critical infrastructure and thus meet national and EU level objectives; urges the swift implementation of the EU’s pact for engagement with the electricity sector and coordination with national signatories (TSOs, DSOs, NRAs) to guarantee early, meaningful and regular public participation in grid projects;

    28.  Calls for the convening of a TAIEX(31) Group on Permitting within the forthcoming European Grids Package to support the Member States in addressing administrative bottlenecks, enhancing regulatory capacity and accelerating project approvals through the sharing of best practices and cross-border coordination;

    29.  Welcomes the initiatives announced under the Action Plan for Affordable Energy; recommends that the Commission extend the ‘tripartite contract for affordable energy for Europe’s industry’ to smaller energy producers, including energy communities, SMEs and businesses, leveraging flexibility and demand response, and link the outcome of these cooperation structures with grid planning processes at national and EU level, in order to optimise planning, investment and grid utilisation from the outset;

    30.  Highlights the need for improvements to be made to the public procurement framework, in order to tackle the challenges to grid operators regarding supply chains; therefore welcomes the Commission communication on the Clean Industrial Deal and the announcement by the Commission of a forthcoming review of the Public Procurement Directives(32); stresses public procurement’s potential for the continued development of a strong EU manufacturing supply chain for electricity grid equipment, software and services; encourages the Commission to promote resilience, sustainability and security in public procurement procedures for grid operators; advocates for greater consistency between EU regulations on public procurement; calls on the Commission to adapt EU rules on public procurement with a view to harmonising and simplifying functional tendering specifications, in order to ramp up the production capacities of grid components;

    31.  Believes that adequate standardisation and common technical specifications are necessary for achieving economies of scale, and to speed up technological development; considers, additionally, that it is essential to ensure the right level of standardisation so that manufacturers’ capacity to innovate is not reduced;

    32.  Reiterates the need to consider new business models between equipment manufacturers and operators, such as long-term framework agreements that encourage the shift from one-off ‘grid projects’ to sustained and structured ‘grid programmes’, which result in more predictable planning for grid technology manufacturers; calls for the streamlining of tendering processes for the provision of grid equipment and services;

    33.  Stresses that this forthcoming revision of the Public Procurement Directives will allow the inclusion of sustainability, resilience and European preference criteria in EU public procurement processes for strategic sectors, in line with the provisions set out in Article 25 of Regulation (EU) 2024/1735(33); calls for grids and related technologies to be explicitly recognised as strategic sectors, to ensure their eligibility under the revised framework; underlines that strengthening European preference in public procurement processes is essential for reducing the EU’s dependence on non-EU suppliers, enhancing supply chain security, and fostering a resilient EU industrial base capable of supporting the energy transition; welcomes the introduction by the European Investment Bank (EIB) of a ‘Grids Manufacturing Package’ to support the European supply chain with at least EUR 1,5 billion in counter-guarantees for grid component manufacturers; calls for further similar financial instruments to be developed to provide long-term investment certainty and to accelerate the scaling-up of European production capacity;

    Financing

    34.  Notes that over the past five years, global investment in power capacity has increased by nearly 40 %, while investment in grid infrastructure has lagged behind; notes that estimates of investment that the EU will need to make in its grid over the 2025-2050 period range from EUR 1 950 billion to EUR 2 600 billion(34);

    35.  Observes with concern that the budget allocated under CEF-E has been insufficient to expedite all PCI and PMI categories; notes that with a EUR 5,84 billion budget for 2021-2027, the programme has restricted capacity and may struggle to keep pace with investment needs; calls on the Commission and the Member States to significantly increase the CEF-E envelope and the percentage of CEF-E funds dedicated to electricity infrastructure as a separate adequate resource, when proposing the next multiannual financial framework (MFF), and to ensure that projects both at the distribution and at the transmission levels with an EU added value are eligible for budget allocated under CEF-E; encourages the Commission to further explore co-financing possibilities between CEF-E and the Renewable Energy Financing Mechanism;

    36.  States that EU funding is predominantly allocated to transmission grids with relatively insignificant allocations to distribution grids, despite their significant role in the EU energy transition, demonstrated by the fact that, between 2014 and 2020, CEF-E funded around EUR 5,3 billion worth of projects, of which around EUR 1,7 billion went to transmission grids and EUR 237 million to smart distribution grids; notes that the last PCI list only contained five smart electricity projects;

    37.  Deeply regrets that, whereas regional funds such as the Cohesion Fund, the European Regional Development Fund or the Recovery and Resilience Facility provide for grid investments in principle, in practice they are underutilised for grid projects; regrets also that the evaluation criteria applied to the assessment of projects submitted in response to the EU Innovation Fund’s calls for proposals prevent funding for the demonstration and manufacturing of grid technologies; calls on the Commission and the Member States to ensure that a proportionate amount of such funding is also spent on grid investment;

    38.  Calls on the Member States to simplify access to the EU funds managed by the Member States for grid operators, for instance through the establishment of a one-stop-shop in those Member States in which a large share of DSOs are of a small or medium size;

    39.  Calls on the Commission to propose a dedicated funding instrument, such as one based on revenues from the market-based emission reduction scheme, to allow the Member States to support decentralised and innovative grid projects with a clear EU added value, including smaller projects, ensuring its effective use by the Member States for these purposes;

    40.  Emphasises the need for regulatory frameworks to attract private investment and ensure cost-reflective tariffs, in addition to public funding mechanisms;

    41.  Is convinced that anticipatory investments and forward-looking investments will help to address grid bottlenecks and prevent curtailment; points out that the EMD Regulation sets out regulatory elements for anticipatory investments but lacks a harmonised definition and implementation across the Union; calls on the Member States to swiftly implement the aforementioned provisions of the EMD Regulation and remove national legal barriers, on NRAs to remove barriers as regards regulatory incentives and disincentives, and on the Commission to urgently provide guidance regarding the approval of anticipatory investments, as announced in its Action Plan for Grids(35); believes that further harmonisation in this respect might be beneficial; calls for detailed cost-benefit analyses and scenario-based planning to assess the likelihood of future utilisation, and recommends a two-step approval process for projects with a higher risk level by first approving smaller budgets for studies or planning, followed by a second approval for the more costly steps, in order to reduce the risk of stranded assets;

    42.  Acknowledges that grid investments from capital markets can be incentivised by providing market-oriented conditions, such as suitable rates of return and a robust regulatory framework; emphasises that the EU and the Member States should encourage private investments by providing risk mitigation tools or Member State guarantees; calls on the Commission and the EIB to further strengthen financing and de-risking initiatives and tools, such as counter-guarantees, to support additional electricity grid expansion and modernisation at affordable rates for system operators; emphasises the relevance of ensuring that the EU’s electricity grid is financed and therefore owned by public and private capital only from EU actors, or previously screened non-EU investors, in view of the criticality of the infrastructure;

    43.  Underlines that, while investment decisions should be guided by efficiencies, including energy and cost efficiency, investments should not only be focused on capital expenditure, and that investments optimising, renewing and modernising the existing infrastructure should be equally considered; therefore welcomes Article 18 of the EMD Regulation, which calls for tariff methodologies to give equal consideration to capital and operational expenditure, and remunerate operators to increase efficiencies in the operation and development of their networks, including through energy efficiency, flexibility and digitalisation; calls on the Commission and the Member States to thoroughly implement its provisions and to focus on ensuring fair and timely compensation to system operators for the costs borne by them;

    44.  Notes that the electrification of the EU economy, where technically and economically feasible, would help to drive down network tariffs by spreading the costs across a wider range of users; highlights, therefore, the importance of ensuring that the development of the future network is fully aligned with demand projections driven by increases in the level of electrification; is concerned by experts’ forecasts of network tariff increases of around 50% to 100% by 2050(36); stresses, therefore, the need for instruments and incentives that support grid operators in efficiently managing available grid capacity, including through procuring flexibility services, with a view to reducing imminent grid investment needs; highlights that flexible connection agreements, flexible network tariffs and local flexibility markets contribute to grid efficiency; invites NRAs to promote these flexible tariffs that allow consumers to easily react to price signals while shielding vulnerable households and businesses from price peaks; calls on the Commission and the Member States to actively address bottlenecks in tariffs, connection fees and regulations to facilitate cross-border and offshore hybrid grid investment;

    45.  Calls on the Member States to implement the relevant EU legal framework to unlock demand-side flexibility by accelerating the deployment of smart meters, enabling access to data from all metering devices and ensuring efficient price signals, to allow industries and households to optimise their consumption and reduce their electricity bills, and at the same time help reduce operational costs and the need for additional grid investment;

    46.  Stresses that the relaxation of network tariffs and certain charges, which could have the effect of lowering electricity prices, as proposed in the Affordable Energy Action Plan, has to be accompanied by a plan to replace the sources of the funds needed for grid investment with alternatives, in order to avoid facing underinvestment of the grids in the future;

    47.  Highlights the importance of minimising the additional costs on consumers’ bills resulting from the investments required to deliver the grid modernisation and expansion needed to meet the EU’s climate and competitiveness goals; asks the Commission to work with the Member States to develop a coordinated set of best practices for investments and equitable network tariff composition, with a strong emphasis on increasing transparency and removing non-energy related charges from the tariffs;

    48.  Points out that transmission infrastructure and availability of cross-zonal capacities are vital for an integrated market and for the exchange of low-marginal cost renewable energies, while respecting system security; notes that the EMD Regulation sets a minimum 70 % target of capacities available for cross-zonal trade by 2025 but Member States are far from reaching it; therefore urges the Member States and their TSOs to speed up their efforts to maximise cross-zonal trading opportunities, to ensure an efficient internal electricity market, appropriate investment decisions and renewable energy integration; regrets that achieving this target has often resulted in re-dispatch costs; notes that existing cost sharing mechanisms, such as cross-border cost allocation (CBCA), inter-transmission system operator (TSO) compensation and re-dispatching cost sharing, are limited and difficult to implement, which does not encourage cross-border investments, such as in offshore grids; calls on the Commission to holistically review and improve these mechanisms to ensure that they reflect the shared benefits of infrastructure and address the diversity of electricity flows, whether internal or cross-border, including a fair and balanced cost-benefit sharing mechanism for cross-border infrastructure projects that is based on objective criteria;

    49.  Takes note of the report of April 2025 by ENTSO-E on potential alternative bidding zone configurations based on location marginal pricing simulations provided by TSOs;

    Grid-enhancing technologies, digitalisation, innovative solutions and resilience

    50.  Underlines that grid-enhancing technologies, digital solutions, ancillary services and data management technologies, as well as smart energy appliances, often leveraging artificial intelligence, can significantly increase the efficiency of existing grid capacities and maximise the use of existing assets, reducing the requirement for new infrastructure, for instance by providing real-time information on energy flows; therefore insists that these technologies and innovative solutions must be explored; urges NRAs to incentivise TSOs and DSOs to rely more on such technologies, weighing up the costs and benefits of their use versus grid expansion and by using remuneration schemes based on benefits rather than costs, and to benchmark the TSOs and DSOs on their uptake of such technologies; invites the Commission to further promote such innovative technologies when assessing projects that apply for EU funding;

    51.  Welcomes the work accomplished by ENTSO-E and the EU DSO Entity in developing the TSO/DSO Technopedia(37) so far, and calls on the Commission to mandate the biannual updating of the Technopedia to accurately reflect the technology readiness levels (TRLs) of technologies included;

    52.  Urges the Commission and the Member States to further enable and increase the digitalisation of the European electricity system, enabling the optimisation of the operation of its power system and reducing pressure on the supply chain; underlines that data sharing and data interoperability are essential for grid planning and optimisation; encourages the Member States, the NRAs, the EU DSO Entity and ACER to continue to accelerate their work on the monitoring system based on indicators measuring the performance of smart grids (‘smart grid indicators’), as set out in the Electricity Directive;

    53.  Stresses the urgent need to enhance the security of critical electricity infrastructure, including interconnectors and subsea cables at risk of sabotage, and increase its resilience to extreme weather events, climate change and physical and digital attacks; highlights the need to strengthen cooperation at national, regional and EU levels;

    54.  Stresses the growing risk of coordinated cyberattacks targeting the EU’s entire electricity network; recalls the importance of the rapid implementation of cybersecurity and other related network codes and the related legislation, such as the NIS 2 Directive(38) and the Cybersecurity Act(39), and encourages the Commission to correct, in upcoming legislative reviews, the status of physical grid equipment, including remotely controllable grid equipment, such as inverters, which is currently not held to a high enough cybersecurity standard, especially in cases where the manufacturer is required, under the jurisdiction of a non-EU country, to report information on software or hardware vulnerabilities to the authorities of that non-EU country; calls for enhanced EU level cooperation between all parties to strengthen preparedness and resilience; considers that NRAs should acknowledge the costs incurred by operators in adopting cybersecurity and resilience measures, and provide incentives for investments pertaining to increasing the resilience of the energy infrastructure to cyberthreats, and physical and hybrid threats, including climate adaptation measures;

    55.  Underlines the need to step up efforts to protect existing and future critical undersea and onshore energy infrastructure; considers that the EU should play a broader role in preventing incidents that threaten this infrastructure, in promoting surveillance and in restoring any damaged infrastructure using state of the art technologies; calls on the Commission and the Member States to find solutions to increase the protection and resilience of critical infrastructure, including solutions to financing such measures and technologies;

    56.  Recognises that new high-voltage electricity grid projects provide a multifunctional and cost-efficient opportunity to integrate additional security measures (i.e. sensors, sonar, etc.) and environmental solutions (i.e. bird deflectors, fire detectors, nature corridors, etc.) if planned in a holistic manner; asks the Commission to develop guidelines for NRAs to ensure that initial grid project planning is carried out and financed with these elements in mind;

    57.  Urges the Commission, DSOs and TSOs to develop an EU-owned Common European Energy Data Space, based on technical expertise and practice utilising the available data(40) and based on a common set of rules ensuring the secure, transparent portability and interoperability of energy data, where harmonised data is safely managed, exchanged and stored in the EU; stresses that this Common European Energy Data Space should facilitate data pooling and sharing through appropriate governance structures and data sharing services, supporting critical energy operations including transmission and distribution; underlines that European TSOs, DSOs and other previously screened electricity grid actors must be able to securely and smartly operate the grid, optimising its use by integrating flexibility and innovative technologies, in line with key principles of interoperability, trust, data value and governance; notes that data exchange arrangements must also take into account interactions with non-EU parties;

    58.  Recognises the potential of flexibility as a necessary tool for optimising system operations, maintaining the stability of the system and empowering consumers by incentivising them to shift their consumption patterns; stresses the importance of implementing appropriate measures to guarantee efficient price signals that incentivise flexibility, including from all end-consumers, and ensuring that all resources contribute to system security, including by accelerating the deployment of smart meters, smart energy-efficient buildings, and enabling access to data from all metering devices; asks NRAs to recognise flexibility innovations and pilot projects in the system, insofar as these do not negatively impact the grid’s overall balance and stability, in order to continue incentivising innovation;

    59.  Calls on NRAs to work closely with TSOs and DSOs to assess the flexibility potential, and needs of the national systems in current and future planning, taking into consideration the presence of industry, large consumers, large generators and storage; highlights in particular the critical role that storage assets, including long-duration electricity storage, capable of providing up to 100 hours of electricity, can play in providing congestion management services to the grid; notes that in order to provide these essential system services, investors in storage assets require stable, long-term revenue models, similar to the way in which support schemes have successfully provided revenue certainty for renewable generation assets;

    Supply chain, raw materials and the need for skills

    60.  Notes with concern that global growth in the demand for grid technologies has put pressure on supply chains and the availability of cables, transformers, components and critical technologies; highlights the findings in the February 2025 International Energy Agency report, ‘Building the Future Transmission Grid’(41), that it now takes two to three years to procure cables and up to four years to secure large power transformers, and that average lead times for cables and large power transformers have almost doubled since 2021;

    61.  Is concerned about the long lead times for many grid technology components and remains determined to maintain European technology leadership in grid technology, emphasising the need for innovation to develop, demonstrate and scale European high-capacity grid technologies and innovative grid-enhancing technologies;

    62.  Stresses that critical and strategic raw materials are essential for grid infrastructure, with aluminium and copper demand set to rise by 33 % and 35 % respectively by 2050(42); takes note of the Commission decision recognising certain critical raw materials projects as strategic projects under the Critical Raw Materials Act(43), in order to secure access to these key materials and diversify sources of supply; calls on the Commission and the Member States to enhance recycling, and support strategic partnerships and trade agreements to this end;

    63.  Highlights the need to strengthen grid supply chains to increase the supply of grid technologies at affordable costs, and thereby limit the costs borne by consumers via network charges; calls for a strategic approach to acquiring energy technologies, components or critical materials related to grids, in order to avoid developing dependencies on single suppliers outside of the EU;

    64.  Believes that holistic, coordinated, long-term grid planning across the entire European energy system is needed to solve the supply chain capacity bottleneck, and that such planning provides manufacturers with essential transparency and predictability for adequately planning manufacturing capacity increases; considers that such planning must be reliable and enable new business models, such as long-term framework agreements and capacity reservation contracts;

    65.  Urges the maximum standardisation of key electricity grid equipment, insofar as is technically possible, via a joint technical assessment by the Commission, DSOs, TSOs and industry, covering all voltage levels in order to scale up production, lower prices and delivery times, and promote the interoperability of systems;

    66.  Stresses the urgent need to address labour shortages in the energy sector; notes that the Commission has projected that the energy workforce needs to significantly increase in order to deploy renewable energies, upgrade and expand grids, and manufacture energy efficiency, grid and other relevant technologies; regrets the shortages of electrical mechanics and fitters reported in 15 of the Member States, increasing the staffing needs of DSOs and TSOs; highlights that the energy workforce must grow by 50 % by 2030 to support the deployment of renewables(44), grid expansion and energy efficiency, with an estimated 2 million additional jobs required in electricity distribution by 2050; calls for training, upskilling and reskilling initiatives, prioritising grid-related skills to close skills gaps; welcomes university-business partnerships and targeted EU skills academies for strategic sectors, including grids; encourages DSOs and TSOs to diversify their workforce, including by increasing women’s participation;

    67.  Reiterates that the Member States and the EU should cooperate to adapt the relevant skills programmes and develop best practices to fulfil the growing skills demand across all educational levels, with a strong emphasis on encouraging gender balance in the sector;

    68.  Highlights the crucial role of SMEs and EU businesses in supplying the technology sector for the electricity grid; points out the need to access affordable electrification, limiting the costs related to the supply chain and ensuring a skilled workforce;

    Offshore

    69.  Acknowledges the strategic relevance of offshore development in delivering the EU’s objectives of energy autonomy, increased use of renewable energy, a resilient and cost-effective electricity system and climate neutrality by 2050; stresses the importance of fully utilising the potential of Europe’s five sea basins for offshore energy generation; highlights the particular significance of the North Seas (covering the geographical area of the North Seas, including the Irish and Celtic Seas), which offer favourable conditions and the highest potential, with an agreed target of 300 GW of installed offshore generation capacity by 2050 within the framework of the North Seas Energy Cooperation; welcomes the progress made in this regard; emphasises the need to develop a meshed offshore grid, including hybrid interconnectors, particularly in the North Seas, to fully harness offshore potential and improve electricity market integration; calls on the Commission and the Member States to strengthen regional cooperation on grid planning and energy cooperation across all sea basins with the EU’s neighbouring countries, in particular the UK and Norway, specifically in offshore wind energy development and the planning and manufacturing of electricity grids;

    70.  Highlights the need for a stable and predictable regulatory framework that ensures the most optimal trading arrangements to provide the required investor confidence to support the development and interconnection of offshore grid and offshore wind projects, ensuring market efficiency and efficient cross-border flows, including with non-EU countries; underlines the necessity of strengthening national grids where required to maximise the benefits of offshore energy; acknowledges that combining offshore transmission with generation assets (offshore hybrids) will be an integral part of an efficient network system, as this comes with several advantages for the European energy system but still lacks the right regulatory framework to incentivise necessary investment;

    Cooperation with non-EU countries

    71.  Calls on the Member States to increase cooperation and coordination with like-minded non-EU countries such as Norway and the UK; recalls that the development of electricity infrastructure to harness the offshore wind potential of the North Seas is a shared priority for both the EU and the UK;

    72.  Highlights the need for a pragmatic and cooperative approach to EU-UK electricity trading; calls on the Commission to work closely with the UK administration to agree on a mutually beneficial trading arrangement that strengthens security of supply and the pathway to net zero for both jurisdictions; additionally, believes that efficiencies of trading arrangements can be improved further; calls on the Commission to engage with its UK counterparts constructively on this matter;

    Outermost regions

    73.  Stresses the unique challenges faced by the EU’s outermost regions and other areas not connected to the European electricity grid; highlights their reliance on imports and high vulnerability to electricity blackouts and extreme climate hazards; notes the importance of developing resilient and autonomous energy systems through local grid development and cleaner energy production; calls on the Commission to address these regions’ specific needs in the European Grids Package and to propose additional financial support to improve the autonomy of their energy systems, and address their lack of interconnection and absence of broader grid connection benefits;

    Somerset pig farmer counts the cost of slurry pollution

    Pig slurry overflowed from the store, got into surface water drains and then the stream.

    Slurry escaped from the store and polluted a nearby stream.

    A Taunton pig farmer has been prosecuted by the Environment Agency for allowing slurry to escape from an illegally constructed slurry lagoon causing pollution of the Oake Stream in Somerset.

    James Mitchell, of Hillcommon in Taunton, Somerset appeared before Taunton Magistrates Court on Wednesday, 18 June 2025. Mr Mitchell pleaded guilty to two offences and was fined £500 with a £200 surcharge and was ordered to pay £4,365 in investigation costs after the District Judge gave him full credit for his guilty pleas. The fine was based on his means as disclosed to the court and he was given 12 months to pay.

    The court heard that the agency visited Orchard farm in 2021, at James Mitchell’s request. The agency identified a slurry lagoon that had been constructed without prior notification and with no details on how it had been correctly sized or engineered.

    The visit had been arranged to discuss proposed grant funding for roofing work which it was hoped would reduce the pollution risk. The agency had no objections to roofing work being completed on the condition that the slurry store was made compliant.

    Pollution in stream traced to Orchard Farm

    On 9 November 2023, the Environment Agency received a report of pollution in the Oake Stream. Officers traced the source of the pollution to Orchard Farm where pig slurry was found overflowing from the slurry store and entering a soakaway which is connected to the surface water drainage network.

    Mitchell cooperated with the investigating officers and prevented further slurry entering the drains by initially building an earth bank which was later reinforced with additional clay.  

    At a follow-up visit in December 2023, Environment Agency officers noted that the construction of the roof, originally discussed in 2021 was underway. These works were completed by January 2024.

    David Womack, of the Environment Agency, said:

    James Mitchell is an experienced farmer and was made fully aware of his responsibilities and the laws regarding slurry storage, having contacted us before this needless incident occurred.

    Regulations on how to properly construct slurry stores and the need to notify the agency prior to constructing any new slurry store have been in place for more than 30 years. All farmers need to be aware of their legal responsibilities to prevent pollution events like this from happening.

    We won’t hesitate to take action against those who cause pollution having failed to take on board our advice and guidance. I’d strongly advise those who need advice or who think that their slurry storage facilities are too small or a pollution risk to contact us as we would prefer to prevent this type of incident from occurring in the first place.

    The Environment Agency provides specialist advice to help farmers assess their existing slurry storage facilities to reduce pollution risk and to ensure the environment is properly protected.

    Background

    James Mitchell was charged with the following offences:

    • On or before 9 November 2023, James Mitchell caused or permitted a water discharge activity, namely a discharge of pig slurry, into Oake Stream, except under and to the extent authorised by an environmental permit. Contrary to Regulation 38(1)(a) and Regulation 12(1)(b) of the Environmental Permitting (England and Wales) Regulations 2016.

    • James Mitchell, on or before 9 November 2023 at Orchard Farm, Hillcommon, Taunton, Somerset, TA4 1DW failed to store slurry in a slurry storage system which satisfied the requirements of Schedule 2 (6) (3) (c) of the Water Resources (Control of Pollution) (Silage, Slurry and Agricultural Fuel Oil) (England) Regulations 2010 in that there is the need to provide at least 750 millimetres of freeboard in the case of a tank with walls made of earth and 300 millimetres of freeboard in all other cases. Contrary to Regulation 10 (1) and 4 (1) of the Water Resources (Control of Pollution) (Silage, Slurry and Agricultural Fuel Oil) (England) Regulations 2010.

    David Mitchell convicted for covering road with potatoes and silt

    Huge loss of soil from potato field costs farmer over £40,000 for polluting river, with potatoes and silt escaping into the road.

    The run-off soil was ankle deep and caused severe issues on the road.

    • Potato and silt mudslide polluted nearby watercourse and shut local roads.
    • David Mitchell, an experienced farmer, was fully aware of his obligations to reduce risk to the local environment.
    • Fines, costs and compensation for this incident totalled over £40,000.

    A Taunton potato farmer has been prosecuted by the Environment Agency for causing silt, soil and potatoes to escape from a field and seriously pollute a tributary of the River Tone in Somerset.

    The judge found that the pollution was so significant in that it would take a winter of normal water flow to wash the sediment away. 

    David Mitchell, of Hillcommon in Taunton, Somerset appeared before Taunton Magistrates Court on 18 June 2025. Mr Mitchell pleaded guilty to an offence of causing silt laden water from a field under his control at Combe Florey to enter a stream on two occasions in August and again on September 2022.

    He was given full credit for his guilty plea by the District Judge and fines and compensation were ordered to be paid within 12 months. He was ordered to pay a total of £9,078 in fines and costs based on his means as disclosed to the court. The court heard that other clean up, equipment purchases and compensation to the landowner, already paid by Mr Mitchell, have totalled over £35,000.

    River hit hard by run-off sediment

    On 7 September 2022, an Environment Agency officer identified a sediment pollution to the Back Stream watercourse in Combe Florey. A considerable length of the bed of the watercourse was found to be covered, bank to bank, in a thick layer of sediment. The investigating officer traced the pollution to a large field close to the railway bridge in Combe Florey where soil had run off the field down onto the A358 and into the Back Stream.

    The field had been rented that year by Mitchell to grow potatoes, which had not yet been harvested when the pollution occurred. Thunderstorms and wet weather conditions resulted in the loss of an estimated 50-100 tonnes of soil from the field.

    Large numbers of potatoes could be seen in the watercourse and along the edge of the roadside, along with the significant quantities of silt and mud. The busy A358 had to be closed on two occasions for the Highways Agency to clear drains and remove tonnes of soil from the road. 

    The soil deposited under the railway bridge was so deep it prevented vehicles from being able to use the A358. Mr Mitchell agreed to pay compensation of £1,128.10 to a motorist for their losses as a result of this incident.

    A considerable length of the Back Stream watercourse’s river bed in Combe Florey was covered, bank to bank, in a thick layer of sediment.

    Road closed by similar incident month earlier

    The Environment Agency investigations revealed that there had also been an earlier incident in August 2022 which had also closed the A358. Following the initial incident in August, Mitchell, an experienced potato grower, was provided with silt fencing along with guidance and advice paid for by the Somerset Rivers Authority. Only a small section of fencing was used and this was not installed according to the guidance given by advisors.

    A small number of hay bales and a soil bund had also been installed at the bottom of the field in an attempt to prevent further soil from leaving the field. It was also established that the potatoes had mainly been planted up and down the sloping field which significantly increased the risk of soil erosion and run off.

    David Womack, of the Environment Agency, said:

    David Mitchell had control and custody of the land he rented up until the point of harvest and was therefore responsible for the land management practices.

    He chose to grow a high-risk crop on a sloping field with light soils. As an experienced potato farmer he should have identified the risks of using this field and taken reasonable steps to prevent large scale soil loss.

    No formal risk assessment and no adequate precautions to prevent soil loss had been taken. This made it highly likely that soil erosion and environmental damage would occur in even moderate rainfall conditions.

    The Environment Agency expects that all farmers need to be aware of their legal responsibilities to prevent pollution events like this from happening. Farmers renting their fields for the growing of high risk vegetables should ask prospective tenants what they intend to grow and ask to see their risk assessments and soil management plans to ensure they don’t also potentially become liable for such incidents.

  • MIL-OSI NGOs: ‘Burn, baby, burn’: Trump and Meloni’s toxic alliance staged in offshore fossil gas protest

    Ravenna, Italy – As Italy and much of Europe are entering the heatwave season with scorching temperatures already being recorded, 12 activists from seven countries are taking action with Greenpeace Italy against climate-wrecking fossil gas at the new liquefied gas import terminal of Ravenna. At sea, activists reached the infrastructure and attached large banners on it reading “Burn, baby, burn” referencing President Trump’s mantra “Drill, baby, drill” alongside an image of a burning Earth flanked by the faces of US President Donald Trump and Italian Prime Minister Giorgia Meloni.

    At the same time, activists are protesting in kayaks holding a road sign depicting the choice EU leaders need to take between climate hell and a fossil-free future. The action targets Italy’s recent pledge to increase imports of liquefied fossil gas from the US. An alliance that deepens Europe’s fossil fuel dependence and vulnerability to political blackmail from Trump.[1]

    Federico Spadini, climate and energy campaigner at Greenpeace Italy said: “While the country scorches under record heat, Meloni chooses to side with Trump and sabotage Italy’s climate action. This toxic alliance puts Italy’s energy future in the hands of Trump and locks the country further into a dangerous gas dependency that fuels the climate crisis, drives up our energy bills and turns our homes into ovens.” 

    Italy is reportedly Europe’s fourth largest importer of liquefied fossil gas with Qatar and the US being the primary suppliers. Despite the fact that liquefied gas (LNG) imports fell by 12% in 2024 according to the Institute for Energy Economics and Financial Analysis (IEEFA), the Italian government has pushed for additional LNG import capacity with the new gas import terminal (FSRU) in Ravenna which started operations earlier this year.[2] The protest also comes in the middle of the Greenpeace campaign against oil and gas giants like the Italian ENI, the same company that launched a Strategic Lawsuit Against Public Participation (SLAPP) targeting Greenpeace Italy, Greenpeace Netherlands and Italian NGO ReCommon.[3]

    “While Meloni is making dirty deals with Trump, ENI threatens to silence those who dare to speak out and advocate for a renewable energy future—putting profit before people, and deepening a toxic pattern of repression and fossil fuel dependence,” added Spadini.

    Accelerating the transition to renewable energy is not only an environmental imperative; it is a matter of security, said campaigner Lisa Göldner, who is currently on board the Greenpeace ship Arctic Sunrise on an expedition across Europe to expose the risks of fossil gas and to mobilise for a fossil-free energy future.[4]

    Lisa Göldner, Greenpeace Germany campaigner with the European Fossil-Free Future campaign said: “Every new gas import terminal, every new fossil gas purchase agreement is locking Europe further into a gas trap that threatens Europe’s security and independence. Fossil gas fuels the climate crisis and geopolitical conflict and makes Europe vulnerable to political blackmail. The EU must break free from its fossil fuel dependency and take control of its future by investing in a renewable, secure and peaceful energy system.”

    “Rather than weakening methane regulations and handing a ‘free pass’ to US gas, as is currently being considered, EU leaders have to up their game: agree on a full phase-out of fossil gas by 2035 at the latest and ban all new fossil fuel projects in the EU.”[5]

    Greenpeace is calling for a phase-out of fossil gas through a transition to renewable energy that allows everyone to meet their energy needs at a decent price, without harming people, the planet or the environment.

    More than 50 representatives from Turkmenistan’s environmental, health, and sectoral planning authorities strengthened their skills in strategic environmental assessment (SEA) at a two-day seminar organized by the OSCE from 18 to 19 June in Ashgabat.
    Participants dove into the ins and outs of SEA, which is a systematic process for integrating environmental considerations into policies, plans, and programmes to support sustainable development and improve decision-making. They learned about the Protocol on SEA under the Espoo Convention and the EU SEA Directive (2001/42/EC), and how to integrate SEA into national and sectoral planning, particularly as a response to climate change.
    Sessions also featured presentations on international best practices, case studies from Europe and Central Asia, and the current status of SEA development in Turkmenistan. They also focused on the roles and responsibilities of environmental, sectoral, and health authorities in the SEA process, highlighting inter-institutional collaboration and the importance of early stakeholder engagement, as well as practical exercises and peer learning on drafting strategic documents.
    John MacGregor, Head of the OSCE Centre in Ashgabat, which hosted the seminar, reaffirmed the OSCE’s ongoing support for Turkmenistan in strengthening the application of the SEA protocol. He emphasized that SEA serves as a vital instrument for embedding environmental and social priorities into policy planning, fostering greater transparency, and ensuring alignment with international sustainability commitments.
    The seminar was part of the OSCE extra-budgetary project, “Strengthening National and Regional Capacities and Co-operation on Strategic Environmental Assessment (SEA) in Central Asia – Phase II”, implemented by the Office of the Co-ordinator of OSCE Economic and Environmental Activities and funded by the Advisory Assistance Programme of the German Federal Environment Ministry, under the supervision of the German Environment Agency.

  • MIL-OSI New Zealand: Marine Environment – Threatened whale species in the Pacific found in areas targeted by The Metals Company for deep sea mining, scientists warn

    A scientific survey of two areas targeted by The Metals Company for deep sea mining in the Pacific Ocean has confirmed the presence of whales and dolphins, including sperm whales, which are listed as vulnerable on the IUCN Red List of Threatened Species. The news comes as world governments are preparing to meet once again at the International Seabed Authority (ISA), where the call for a moratorium on deep sea mining keeps growing.
    The survey published today in the scientific journal Frontiers in Marine Science was conducted by researchers from the University of Exeter and Greenpeace Research Laboratories from Greenpeace International’s ship, Arctic Sunrise. Researchers studied two exploration blocks held by The Metals Company in the Pacific’s Clarion-Clipperton Zone (known as NORI-d and TOML-e) [1] [2]
    Dr Kirsten Young, Lead Study Author, University of Exeter, says, “We already knew that the Clarion-Clipperton Zone is home to at least 20 species of cetaceans, but we’ve now demonstrated the presence of some of these species in two areas specifically earmarked for deep sea mining by The Metals Company.”
    Following President Trump’s approval of a deep sea mining Executive Order in April 2025, The Metals Company applied to the US government to give TMC unilateral permission to commercially mine the international seabed in the Clarion-Clipperton Zone. According to reports, this application covers the NORI-d area. This move bypasses and undermines the International Seabed Authority, the UN regulator for deep sea mining, which continues to prohibit commercial mining activities, and has been met with strong criticism from governments around the world.
    Scientists have previously warned of “long-lasting, irreversible” impacts of deep sea mining on the region. Cetaceans are known to be impacted by noise pollution caused by humans, and could be impacted by the significant noise expected to be created by deep sea mining operations. These operations would also generate sediment plumes, which could further impact cetacean populations by disrupting deep ocean food systems.
    Dr Kirsten Young continued, “While more research is needed to build a complete picture of the impact of the noise and sediment plumes on cetaceans, it’s clear that deep sea mining operations will negatively impact ocean ecosystems in areas far out to sea where monitoring is particularly challenging.”
    The survey provides a 13-day snapshot of cetacean activity in these two deep sea mining exploration areas. Using hydrophones, the research team confirmed 74 acoustic detections of cetaceans. This included a sperm whale, Risso’s dolphins and common dolphins.
    Louisa Casson, Greenpeace International senior campaigner, says, “The confirmed presence of cetaceans, including threatened sperm whales, in areas that The Metals Company is targeting for deep sea mining is yet another clear warning that this dangerous industry must never be allowed to begin commercial operations. The only sensible course of action for governments at next month’s International Seabed Authority meeting is to prioritise agreeing on a global moratorium.”
    Greenpeace Aotearoa deep sea mining campaigner Juressa Lee adds, “This study again highlights why deep sea mining in the Pacific must be stopped before it gets a chance to start. Deep sea mining is just the latest colonial, extractive industry that will destroy the ocean that Indigenous Pacific Peoples depend upon for their livelihoods and to which they have close relational and ancestral ties. Pacific communities are on the frontlines of the climate crisis that they have done nothing to create. They should not be sacrificed by the false solutions being peddled by wannabe deep sea miners who will wreck their homes and livelihoods, and compromise their traditional food source.”
    Calls for a moratorium on deep sea mining grew at the recent UN Ocean Conference, with four new countries joining the group supporting a moratorium, bringing the total to 37. The UN Secretary General also issued a strong call to stop this dangerous industry. Momentum against deep sea mining will now be carried forward at the July ISA meetings.

  • MIL-Evening Report: The war won’t end Iran’s nuclear program – it will drive it underground, following North Korea’s model

    The United States’ and Israel’s strikes on Iran are concerning, and not just for the questionable legal justifications provided by both governments.

    Even if their attacks cause severe damage to Iran’s nuclear facilities, this will only harden Iran’s resolve to acquire a bomb.

    And if Iran follows through on its threat to pull out of the Treaty on the Nonproliferation of Nuclear Weapons (NPT), this will gravely damage the global nuclear nonproliferation regime.

    In a decade of international security crises, this could be the most serious. Is there still time to prevent this from happening?

    A successful but vulnerable treaty

    In May 2015, I attended the five-yearly review conference of the NPT. Delegates debated a draft outcome for weeks, and then, not for the first time, went home with nothing. Delegates from the US, United Kingdom and Canada blocked the final outcome to prevent words being added that would call for Israel to attend a disarmament conference.

    Russia did the same in 2022 in protest at language on its illegal occupation of the Zaporizhzhia nuclear power station in Ukraine.

    Now, in the latest challenge to the NPT, Israel and the US have bombed Iran’s nuclear complexes to ostensibly enforce a treaty neither one respects.

    When the treaty was adopted in 1968, it allowed the five nuclear-armed states at the time – the US, Soviet Union, France, UK and China – to join if they committed not to pass weapons or material to other states, and to disarm themselves.

    All other members had to pledge never to acquire nuclear weapons. Newer nuclear powers were not permitted to join unless they gave up their weapons.

    Israel declined to join, as it had developed its own undeclared nuclear arsenal by the late 1960s. India, Pakistan and South Sudan have also never signed; North Korea was a member but withdrew in 2003. Only South Sudan does not have nuclear weapons today.

    To make the obligations enforceable and strengthen safeguards against the diversion of nuclear material to non-nuclear weapons states, members were later required to sign the IAEA Additional Protocol. This gave the International Atomic Energy Agency (IAEA) wide powers to inspect a state’s nuclear facilities and detect violations.

    It was the IAEA that first blew the whistle on Iran’s concerning uranium enrichment activity in 2003. Just before Israel’s attacks this month, the organisation also reported Iran was in breach of its obligations under the NPT for the first time in two decades.

    The NPT is arguably the world’s most universal, important and successful security treaty, but it is also paradoxically vulnerable.

    The treaty’s underlying consensus has been damaged by the failure of the five nuclear-weapon states to disarm as required, and by the failure to prevent North Korea from developing a now formidable nuclear arsenal.

    North Korea withdrew from the treaty in 2003, tested a weapon in 2006, and now may have up to 50 warheads.

    Iran could be next.

    How things can deteriorate from here

    Iran argues Israel’s attacks have undermined the credibility of the IAEA, given Israel used the IAEA’s new report on Iran as a pretext for its strikes, taking the matter out of the hands of the UN Security Council.

    For its part, the IAEA has maintained a principled position and criticised both the US and Israeli strikes.

    Iran has retaliated with its own missile strikes against both Israel and a US base in Qatar. In addition, it wasted no time announcing it would withdraw from the NPT.

    On June 23, an Iranian parliament committee also approved a bill that would fully suspend Iran’s cooperation with the IAEA, including allowing inspections and submitting reports to the organisation.

    Iran’s envoy to the IAEA, Reza Najafi, said the US strikes:

    […] delivered a fundamental and irreparable blow to the international non-proliferation regime conclusively demonstrating that the existing NPT framework has been rendered ineffective.

    Even if Israel and the US consider their bombing campaign successful, it has almost certainly renewed the Iranians’ resolve to build a weapon. The strikes may only delay an Iranian bomb by a few years.

    Iran will have two paths to do so. The slower path would be to reconstitute its enrichment activity and obtain nuclear implosion designs, which create extremely devastating weapons, from Russia or North Korea.

    Alternatively, Russia could send Iran some of its weapons. This should be a real concern given Moscow’s cascade of withdrawals from critical arms control agreements over the last decade.

    An Iranian bomb could then trigger NPT withdrawals by other regional states, especially Saudi Arabia, who suddenly face a new threat to their security.

    Why Iran might now pursue a bomb

    Iran’s support for Hamas, Hezbollah and Syria’s Assad regime certainly shows it is a dangerous international actor. Iranian leaders have also long used alarming rhetoric about Israel’s destruction.

    However repugnant the words, Israeli and US conservatives have misjudged Iran’s motives in seeking nuclear weapons.

    Israel fears an Iranian bomb would be an existential threat to its survival, given Iran’s promises to destroy it. But this neglects the fact that Israel already possesses a potent (if undeclared) nuclear deterrent capability.

    Israeli anxieties about an Iranian bomb should not be dismissed. But other analysts (myself included) see Iran’s desire for nuclear weapons capability more as a way to establish deterrence to prevent future military attacks from Israel and the US to protect their regime.

    Iranians were shaken by Iraq’s invasion in 1980 and then again by the US-led removal of Iraqi dictator Saddam Hussein in 2003. This war with Israel and the US will shake them even more.

    Last week, I felt that if the Israeli bombing ceased, a new diplomatic effort to bring Iran into compliance with the IAEA and persuade it to abandon its program might have a chance.

    However, the US strikes may have buried that possibility for decades. And by then, the damage to the nonproliferation regime could be irreversible.

  • MIL-Evening Report: A carbon levy on global shipping promises to slash emissions. We calculated what that means for Australia’s biggest export

    Moving people and things around the world by sea has a big climate impact. The shipping industry produces almost 3% of global greenhouse gas emissions – roughly the same as Germany – largely due to the movement of container ships, bulk carriers and tankers.

    Under international rules, these emissions are not included in any nation’s greenhouse gas reporting. That means they often escape scrutiny.

    Unlike cars, international shipping can’t shift to using low-emissions electricity – the batteries required are too big and heavy. So clean fuels must play a role.

    A proposed shake-up of the global shipping industry would encourage the use of clean fuels and penalise shipping companies that stick to cheaper, more polluting fuels. Should it proceed, emissions from global shipping would be regulated for the first time.

    Using our peer-reviewed modelling, we investigated how the changes might affect Australia’s largest export: iron ore.

    What is the proposed carbon levy all about?

    The International Maritime Organisation (IMO) is the United Nations body responsible for regulating international shipping. It recently approved a draft plan to tackle the shipping sector’s contribution to climate change through a type of “cap and trade” scheme.

    The plan would involve setting a limit, or cap, on how much each shipping company can emit. Companies must then either buy credits or be penalised if they go over their limit. Companies that stay under their limit – for example, by using cleaner fuels – would earn credits, which they could then sell.

    In this way, high-emitting shipping companies are penalised and low-emitting companies are rewarded.

    Under the plan, the total limit for emissions from global shipping would fall each year. This increases the incentive for companies to switch to lower emission fuels and makes higher-emission fuels progressively more expensive to use.

    The plan is scheduled to be adopted by the shipping industry in October this year and would begin in 2027.

    Not all fuels are the same

    The proposed change is particularly significant for Australia. As a remote island nation, our imports and exports are heavily reliant on massive ships. This is most important for our commodity exports – iron ore in particular.

    Our recently published modelling estimated the emissions and financial impacts of various low-emission shipping options for Australia’s exports.

    We estimated Australia’s commodity exports create about 34 million tonnes of greenhouse gases a year. This is about 8% of Australia’s domestic greenhouse gas emissions, but it’s not included in Australia’s national reporting.

    Using the same modelling, we then examined how the proposed new regulation would affect the cost of shipping Australia’s largest export, iron ore. We chose a common route from Port Hedland in Western Australia to Shanghai in China.

    First, we looked at current fuel costs, as well as overall shipping costs measured per tonne of delivered ore. Shipping costs include both the fuel costs and the cost of the ships designed to use it. Then we estimated how much fuels and shipping might cost from 2030, assuming the proposed regulation has come into force.

    We also examined three types of fuel.

    The first was heavy fuel oil (HFO), one of the main fuels used in international shipping. It’s traditionally the cheapest shipping fuel and also has the highest greenhouse gas emissions.

    The second was “blue” ammonia. This fuel is typically made from natural gas using a manufacturing process where the carbon in the natural gas is captured and stored. It has lower greenhouse gas emissions than heavy fuel oil, but it is not a “green” fuel.

    Thirdly, we looked at “green” ammonia, which is produced using renewable energy. We examined two types of green ammonia – that produced using current technology, and “advanced” green ammonia, made using new technologies in development.

    Is green ammonia an answer?

    From about 2030, the overall cost of shipping powered by heavy fuel oil will start to rise significantly under the proposed regulation. That’s because shipping companies using this fuel must purchase credits from those using cleaner options.

    Blue ammonia may then make it cheaper to ship iron ore from Australia to Asia. Users of this fuel could generate and sell credits that higher-emitting fuel users buy, offsetting some of the shipping costs associated with using blue ammonia.

    But if international shipping is to reach the IMO’s goal of net-zero emissions by about 2050, this is very likely to require a green fuel.

    However, green ammonia is more expensive than heavy fuel oil and blue ammonia with current technology. And our analysis found the proposed regulation – and associated subsidy – doesn’t make it the lowest cost shipping option from 2030 onwards either.

    This is why technological innovation is important. CSIRO projections of the future costs of renewable energy and green-fuel manufacture suggest that, should technologies improve, green ammonia may compete on cost with heavy-fuel oil in the 2030s, even without subsidies.

    If so, this zero-emission fuel could become the cheapest way to export Australian iron ore.

    Looking ahead to net-zero

    As our calculations show, a combination of regulation and innovation could help international shipping achieve its goal of net-zero emissions.

    These fuels could be made in Australia, and potentially used by other industries such as rail, mining, road freight and even aviation.

    Such an industry would therefore contribute significantly to the world’s emission-reduction goals, and could help Australia realise its ambition to become a major global exporter of green fuels and other green products.

  • MIL-OSI Russia: NSU students won six medals at the “I am a professional” Olympiad

    The results of the All-Russian Student Olympiad “I am a Professional” – one of the largest educational projects in the country – have been summed up. NSU students won six medals: three gold and three bronze.

    Master’s student Faculty of Information Technology Ivan Baksheev won the gold medal and became the winner of the Olympiad for the fourth time. This year, he immediately went to the final as last year’s medalist. The Olympiad included two rounds: theoretical and practical, both under strict online proctoring.

    — I have been participating in the Olympiad for several years now. This year was my last chance, as the Olympiad is not held for postgraduates. The most difficult tasks were those on the physical protection of critical facilities, but in the end I solved them best. And in the practical round, I had to urgently deal with memory dumps — quickly find the necessary software, install and use it. The results were expected: judging by the scores, it was already clear in April that the gold was in my pocket, — Ivan shares.

    The student is currently continuing his research work, with his interests focused on various aspects of information theory, including issues related to data protection:

    “I am studying various aspects of information theory and plan to enroll in graduate school at NSU or one of the institutes of the Siberian Branch of the Russian Academy of Sciences, continuing to work in this field,” he says.

    The gold medal in the Psychology track was won by Lyubov Pecherina, a student at the Institute of Medicine and Medical Technologies of NSU. The Olympiad was held in two stages – an online qualifying round and an in-person final, which Lyubov wrote at the TSU site.

    — During my school years, I actively participated in Olympiads — I won and took prizes. In my fourth year, I wanted to test my knowledge again, but in the direction of my studies at the university, that is, psychology. The result was the status of a gold medalist, that is, first place. The Olympiad tasks were really interesting, and completing them brought me considerable pleasure. I think the most difficult task was the one in which I had to read an English-language article from a scientific journal on cognitive sciences and write an abstract for it, also in English. But what I liked most was the task about the problems of the modern urban environment and the psychological consequences of living in the city, which required multidisciplinary knowledge. I was once again convinced that the main thing when solving problems in the Olympiad is not to be afraid to think and always go beyond the curriculum, to act creatively. I was amazed at such a high result. When I saw my gold medal diploma, tears came to my eyes, and I realized that all the effort I put into my studies was not wasted, says Lyubov.

    Lyubov is currently studying the characteristics of self-perception in people with autism spectrum disorders and is preparing to enter the NSU Master’s program in counseling and clinical psychology.

    — I study autism spectrum disorder, namely, what characterizes and distinguishes the perception of the surrounding world, oneself, one’s body and emotions in people with ASD from neurotypical people. In the future, I plan to enroll in a master’s program at NSU, finish and publish an article dedicated to the peculiarities of self-perception in autistic people, and, of course, take part in the Olympiad again, — Lyubov shares.

    Another gold medal winner is Alexander Tomilov, a student Faculty of Natural SciencesHe became the winner in the track “Chemistry”.

    — I have been participating in this Olympiad for the second year, because it gives an opportunity to demonstrate my knowledge and receive a reward in the form of an increased scholarship or cash prizes for medalists. This year I managed to become a gold medalist in Chemistry and a prize winner in Physics, which I am very happy about. The selection was held online, the semi-final included theoretical problems, and the final at Moscow State University was a practical course. There, it was necessary to work in a chemical laboratory: prepare solutions, carry out synthesis and analyze products. This year, the problems were closer to those we solve at the department, so I coped with them more confidently. The medal is both recognition and financial support, — says Alexander.

    Nazim Mustafin, a student of the Faculty of Natural Sciences, became a two-time bronze medalist of the Olympiad in two tracks at once: Chemistry and Biotechnology.

    — There is a qualifying round for both Olympiads, but I only wrote the chemistry qualifying round, since my diploma in biotechnology was accepted last year. The chemistry qualifying round was quite difficult, so I didn’t think I would make it to the final. However, I was lucky, — says Nazim.

    The final of the chemical track took place at Moscow State University. Nazim managed to meet friends in Moscow, visit various museums and become a prize winner.

    — Last year I won a silver medal in biotechnology and fourth place in chemistry — this year the results have shifted a little. The student track for the master’s degree is more difficult: I had to compete with graduates of the master’s degree. The final in chemistry itself was easier this year — I scored 99 points out of 100 for the practical.     Nazim calls participation in the Olympiad a challenge and an opportunity to earn money – there is a solid cash prize for medals. Next year, he plans to try his hand at mathematics and quantum computing.

    — I am very happy with this victory. Now the period of active study is over, so I plan to delve into the theoretical foundations of what I do in the laboratory, at the same time I am working there on a project to assemble an experimental setup, — the prize winner concludes.

    Also, a bronze medal in biotechnology was won by a student of the Faculty of Natural Sciences Anna Skotareva. This is her first participation in this track, and immediately – a prize place.

    — I have been participating in Olympiads since the first grade. At university I decided to continue — this year I tried myself in biotechnology for the first time and unexpectedly received bronze. The tasks were classic, without surprises. The topics about industrial ecology and synthetic structures turned out especially well — they are close to what I do, — Anna shares.

    In addition, Anna became the winner in the track “Ecology”. Now she studies genes associated with antibiotic resistance in prokaryotes, is interested in systems biology and bioinformatics.

    “These days it’s difficult to be a specialist in one field; you need to be able to adapt quickly,” says Anna.

  • MIL-OSI USA: Case Opposes Proposed Funding Bill That Cuts Food Assistance To Hawaii Residents

    (Washington, DC) – U.S. Congressman Ed Case (HI-01), a member of the House Appropriations Committee, tonight voted against the proposed Fiscal Year (FY) 2026 Agriculture, Rural Development, Food and Drug Administration (FDA) and Related Agencies funding measure.  

    The measure would provide $25.5 billion, a $1 billion decrease from the current year, for U.S. Department of Agriculture (USDA) agriculture and rural development programs, the Farm Credit Administration, Commodity Futures Trading Commission and the FDA.

    It is the third of twelve separate bills developed and approved by the Appropriations Committee that would fund the federal government at some $1.6 trillion for FY 2026 commencing October 1st of this year. 

    “While the measure funds many critical Hawai‘i priorities, I regrettably had to vote against it because it would cut food assistance for vulnerable families and make it even harder for Hawai‘i farmers to make ends meet,” said Case, who is in his seventh year on Appropriations and previously served on the House Committee on Agriculture.  

    “At a time when families around the country and our state are struggling with the high cost of living and rising food costs, and when Hawai‘i agriculture is struggling with high production costs and the consequences of the administration’s rash and chaotic tariff war, we should be maintaining our time-tested federal programs, not reducing or even eliminating them.” 

    The bill:  

    ·        Cuts $100 from the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) and fails to support the cash benefit for fruits and vegetables that ensures women, infants and children get the nutrients they need.  

    ·        Reduces staffing for the Farm Service Agency (FSA), which operates offices across the country that assist farmers in getting needed federal assistance. The bill provides $110 million less for FSA staffing than what was provided in FY 2025.  

    ·        Cuts funding for the Natural Resources Conservation Service Conservation Operations by 5 percent below FY 2025 funding levels.

    ·        Cuts rural housing and water and waste-water grants.

    In addition, the bill eliminates key programs for Hawai‘i, like the Reimbursement Transportation Cost Payment Program for Geographically Disadvantaged Farmers and Ranchers. This program helps our local farmers with the cost of getting their produce to the mainland markets. Additionally, the Micro-Grants for Food Security Program, which increases the quantity and quality of locally grown food through small-scale gardening, herding and livestock and apiary operations, was eliminated.  

    Case especially objected to large cuts in critical foreign food assistance programs, including $900 million for Food for Peace, almost 50% down to its lowest level since 2002, and $220 million for the McGovern-Dole International Food for Education and Child Nutrition program, $20 million below the FY 2025 level. 

    “Cutting our international food assistance programs is contrary to our values and harms our national security. Global food insecurity leads to political instability, making countries more vulnerable to conflict and extremism, and helping other countries and peoples with their food needs knits together alliances and partnerships which are critical to our national defense,” said Case, a member of the Defense Appropriations Subcommittee.  

    Despite these and other significant problems with the bill, Case highlighted positive provisions he requested including important victories for Hawai‘i, including $216 million for the Specialty Crop Pests Program, which helps to protect our topical crops from invasive species. In addition, $15 million was included for Minor Crop Pest Management, which provides expert assistance for effective minor/specialty crop protection. The bill also provides research and education funds for Alaska Native and Native Hawaiian-Serving institutions, in addition to funding for our land-grant universities like the University of Hawai‘i.  

    “Invasive species pose a significant ecological and economic threat to our Hawai‘i, with specially damaging impacts on local agriculture,” said Case.  

    “This agriculture funding bill provides support for our local farmers, farmers markets and food promotion programs, which combined will help our Hawai‘i deal with the soaring cost of food, much of which is imported to our islands,” said Case.  

      Provisions in the bill of interest to Hawai‘i that Case worked to secure include:  

    ·        $5 million for Education Grants for Alaska Native and Native Hawaiian-Serving Institutions. This program addresses the educational needs of food and agricultural sciences-related disciplines and prepares low-income students for careers related to food, agricultural and natural resources.  

    ·        $123 million for the USDA Wildlife Damage Management Program, which helps to prevent the spread of the Brown Tree Snake to Hawai‘i.  

    ·        $3 million for Agricultural Canine Detection and Surveillance of invasive species and diseases, an increase of $500,000.  

    ·        $1.1 billion for the Animal and Plant Health Inspection Service, including $216 million for combating specialty crop pests.  

    ·        $36 million for Agriculture Quarantine Inspections to prevent infestations of pests and diseases.  

    ·        $15 million for the Minor Crop Pest Management Program to provide expert assistance to minor and specialty crop producers.  

    ·        $8 million for the Grassroots Source Water Protection Program that is designed to prevent water source pollution.  

    ·        $5 million for Aquaculture Centers and $2 million for aquaculture research programs.  

    ·        $1 million for Tropical and Subtropical Agricultural Research Grants for Insular Areas.  

       The measure also:  

    ·        Directs the Agricultural Research Service to continue research on tropical and subtropical crops, emphasizing the need to combat invasive pests.

    ·        Directs the Animal and Plant Health Inspection Service to report on existing protocols protecting Hawai‘i from invasive species and evaluate options for enhancing this protocol.

  • MIL-OSI New Zealand: Local News – Community meeting to address future of Macetown road – Queenstown

    Saving a high-country road, cherished for its history, views and the access it provides to a special area, is the mission of a public meeting next month.
    Arrowtown will host a crucial public meeting on 7 July, where residents, outdoor recreationalists, 4WD enthusiasts and other interested groups will gather to discuss the future of Macetown Road.
    The Mahu Whenua Access Advisory Group, which includes representation from Herenga ā Nuku Aotearoa, the Outdoor Access Commission, has been working for the past 14 months to develop a managed access system to preserve the road for future generations.
    Due to its ongoing deterioration, the road urgently needs a new management system, the group says. An unmanaged and unmanageable number of drivers are detracting from the iconic experience of 4WDers, mountain bikers, walkers and horse riders.
    Informally, Queenstown Lakes District Council has undertaken maintenance and repaired slips on the road in the past, but can no longer do so.
    “Without intervention, the road’s condition will worsen, and no one is available to repair it. We need to take proactive steps to prevent that from happening,” says Herenga ā Nuku Queenstown Lakes and Southland Regional Field Advisor Richard Ryall.
    The proposed system includes installing a squeeze barrier for cyclists and walkers alongside a locked vehicle gate. A fee-based online permit system will provide the code to unlock the gate for motorcycles and 4WD vehicles.
    “This system will not only help monitor the number of vehicles using the road and its seasonal patterns, but it also facilitates implementing caps on vehicle numbers during peak times. Our goal is to extend the life of this important track, which officially isn’t classified as a road,” Ryall says.
    Ryall emphasises the significance of Macetown Road, noting that losing access would be a blow to the 4WD community and other groups nationwide.
    “If we lose access irretrievably it will be a loss of national significance,” he says.
    “There’s a deep emotional value attached to this road, as reflected in the stories shared by the community.”
    At the meeting, the steering committee will explain its plans and engage with the local community.
    The Mahu Whenua Access Advisory Group has received some financial support and is awaiting responses to additional funding applications. With the support of the Shotover Four Wheel Drive Club and other outdoor recreation bodies, the project has gained momentum as the community rallies to safeguard their access to this cherished landmark.
    Herenga ā Nuku is working with the local council, Department of Conservation, Land Information NZ, Soho Properties and QEIINZ to develop an enduring legal access easement over the land.
    Ryall noted, “The terrain, multiple river crossings, and complex legal framework can make this a daunting task, but we are committed to seeing this project through.”
    Ryall is encouraging residents of Arrowtown and the surrounding areas to attend the meeting and participate in the discussions about the road’s future. “We want the community to help us ensure Macetown Road remains accessible for years to come.”
