    RELEASE: Senators Mullin and Booker Reintroduce the Prescription Information Modernization Act

    Washington, D.C. – Today, U.S. Senators Markwayne Mullin (R-OK) and Cory Booker (D-NJ) reintroduced the “Prescription Information Modernization Act of 2025”. This bill will enable the Food and Drug Administration (FDA) to implement a rule that allows drug manufacturers to share prescribing information electronically in order to reduce waste, improve efficiency, and ensure that healthcare professionals have access to the latest drug information.

    Prescribing information is crucial for healthcare professionals to make informed decisions about prescriptions. Unfortunately, under current regulations, this information is required to be printed which leads to excessive paper use and the distribution of outdated materials.

    “This common-sense legislation is long overdue and will have an immense impact on both our healthcare professionals and patients,” said Senator Mullin. “Electronic prescriptions will simplify how providers access and manage data, improving efficiency without compromising quality.”

    “Our health care system should adapt to the latest technological advances so that people can receive efficient, quick, and effective care like never before,” said Senator Booker. “Right now, drug manufacturers and health care providers are still forced to rely on printed materials to access and manage prescription materials. This bipartisan legislation will pave the way for electronic prescriptions and modernize our health care practices.”

  • MIL-OSI USA: As Wildfire Season Approaches, Wyden, Budd, Schrier and Valadao Unveil Bipartisan Legislation to Reduce Impacts of Wildfires

U.S. Senators Ron Wyden, D-Ore., and Ted Budd, R-N.C., and U.S. Representatives Kim Schrier, D-Wash., and David Valadao, R-Calif., today introduced bipartisan legislation that would support prescribed burns as an essential, cost-effective, science-based strategy to save lives and property, and address the harmful impacts of the recent wildfires across the nation. 

    In 2024 alone, 8.9 million acres of land were burned by wildfires, one of the highest totals on record. Since vegetation continues to grow, the Forest Service has been unable to address the current hazardous fuel backlog as the nation suffers from hotter and drier fire seasons.

    The National Prescribed Fire Act of 2025 would invest in hazardous fuels management to reduce the risk of blistering infernos by increasing the pace and scale of prescribed  burns during cooler, wetter months. The legislation would grow a technically skilled prescribed fire workforce, and provide new tools to aid smoke management and prescribed fire permitting during winter months to reduce catastrophic fires and smoke in the summer. 

    “It’s no secret that rising temperatures and increased drought are leading to more and more wildfires, and firefighters are struggling to keep up as they put their lives on the line,” Wyden said. “We can no longer wait for disaster to strike before we address these fires destroying our neighborhoods and even taking people’s lives. I have heard firsthand from Oregonians who are sick and tired of inaction while the West burns. Our bipartisan, bicameral bill will tackle wildfires head-on by focusing on prevention to get the West out of the cycle of crisis and devastation every wildfire season.”  

    “Following the devastation caused by Hurricane Helene, thousands of acres of North Carolina forest were left destroyed,” Budd said. “Now, these downed trees and piles of leaves represent a serious wildfire risk. By enabling the Forest Service to better conduct controlled burns of unchecked vegetation and scattered debris, we can protect our forests from catastrophic wildfires that may occur in the hottest months of the year. I am proud to join my colleague, Sen. Wyden, in introducing this common-sense, proactive approach to preventing disastrous wildfires.”

    “Here in Washington State, we experience devastating wildfires every year.  That’s why Congress must act now and address this issue,” Schrier said. “My bill, the National Prescribed Fire Act, expands the use of prescribed fire to lower the risk of catastrophic wildfires.”

    “In California, we understand the dangerous impact of wildfires—from damage to property to loss of life,” Valadao said. “By prescribing controlled burns to fire-adapted land in a safe and supervised way, we can limit dangerous fuel buildup and help reduce the threat of future wildfires. I’m proud to join my colleagues in re-introducing this bipartisan bill to protect our communities from wildfire risk.”

    The National Prescribed Fire Act of 2025:

    • Dedicates funding for the Forest Service and the Department of the Interior to plan, prepare, and conduct prescribed burns on federal, state, and private lands. 

    • Requires the Forest Service and Department of Interior to increase the number of acres treated with prescribed fire.

    • Establishes a new collaborative program to implement prescribed burns on county, state, and private land at high risk of burning in a wildfire. 

    • Establishes a workforce development program at the Forest Service and DOI to develop, train, and hire prescribed fire practitioners, and establishes employment programs for Tribes, veterans, underutilized employees, and those formerly incarcerated.

    • Facilitates coordination between land managers and state, tribal, and local air quality agencies to use current laws and regulations to allow larger prescribed burns, and give states more flexibility in winter months to conduct prescribed burns that reduce catastrophic smoke events in the summer.

  • MIL-OSI USA: At Hearing, Cortez Masto Calls out Trump Administration and Republican Colleagues for Pushing Ahead with Misguided Public Land Sales in Nevada Without Consultation

    Senator Cortez Masto pressed Secretary Burgum for answers about the potential for Senate version of the Republican Tax Bill to include almost 2 million acres of federal land for sale

    Washington, D.C. – U.S. Senator Catherine Cortez Masto (D-Nev.) questioned Secretary of the Interior Doug Burgum at a Senate Energy and Natural Resources Committee hearing about the administration’s involvement in potential provisions in the Senate Republican’s reconciliation bill that would add back in misguided public land sales in Nevada and across the West.

    Senator Cortez Masto highlighted the bipartisan support for the Southern Nevada Public Land Management Act (SNPLMA), which includes robust stakeholder engagement, and touted it as a model for effective federal land management that ensures the benefits of any land transfers return directly to the state of Nevada. Secretary Burgum himself discussed the importance of a comprehensive process like SNPLMA as a model for federal land sales earlier in the hearing.

    “You talk about the benefits [of this model], but in action you’re not doing it,” she said. “In fact, on the House side – and I’m assuming they worked with the administration –  their reconciliation package included federal land sales…that weren’t even near areas where you could actually do affordable housing.” She pointed to a map of remote land in Southern Nevada identified for sale in a failed amendment to the House reconciliation bill offered by Representative Mark Amodei (R-Nev.-02). The land is “in the middle of the desert. There’s no infrastructure. I don’t know any builder who is going to build housing in the  middle of the desert, it makes no sense.”

    “And now I’m hearing there is a proposal going to be put back into reconciliation [by the Chairman of this committee, Senator Mike Lee of Utah] to allow the federal government to sell up to 2 million acres of federal land. Is that correct,” she asked.

    Secretary Burgum confirmed that this proposal is under consideration. Despite continued follow-up questions from Senator Cortez Masto, Secretary Burgum could not name any details of this upcoming legislation, nor identify anyone in Nevada who the administration is working with to ensure land sales actually meet the needs of the local communities. He stated he was “not actively engaged” in negotiations.

    “I’m asking you because we have not seen anything,” the senator finished. “The Chairman has [the proposal], it is behind closed doors. I would assume you would be talking…because you’re going to be taking the lead as the lead agency. So if you don’t know, I’m really concerned and we should all be concerned across the west.”

    Senator Cortez Masto is a strong supporter of SNPLMA and will continue to stand up against misguided attempts to include federal land sales in the Republicans’ upcoming tax bill that will only serve to pay for tax cuts for billionaires. Instead, Cortez Masto will continue to push for passage of her Southern Nevada Economic Development and Conservation Acta years-long effort that includes all necessary stakeholders and will help Clark County grow responsibly, encourage affordable housing, and protect 2 million acres for conservation.

    A grand jury indictment was unsealed today charging two individuals for their alleged involvement with online groups dedicated to creating and distributing videos depicting acts of extreme violence and sexual abuse against monkeys.

    The indictment alleges that Katrina D. Favret, of Tennessee, and Robert M. Craig, of North Carolina, conspired with previously charged defendant Ronald P. Bedra, of Etna, Ohio, to create and distribute so-called “animal crush videos.” Favret is also charged with creating and with distributing animal crush videos.

    According to court documents, the defendants conspired with others to create and distribute videos depicting acts of sadistic violence against juvenile and adult monkeys. The conspirators used encrypted chat applications to direct money to individuals in Indonesia willing to commit the requested acts of torture on camera.

    The videos alleged to have been created as part of the conspiracy included depictions of monkeys being sodomized with a heated screwdriver and a monkey having its genitals cut with scissors.

    Acting Assistant Attorney General Adam Gustafson of the Justice Department’s Environment and Natural Resources Division (ENRD), Acting U.S. Attorney Kelly A. Norris for the Southern District of Ohio, Special Agent in Charge Elena Iatarola of FBI’s Cincinnati Field Office, and Assistant Director Douglas Ault of U.S. Fish and Wildlife Service (USFWS) Office of Law Enforcement made the announcement.

    The FBI and USFWS investigated the case.

    Trial Attorney Mark Romley and Senior Trial Attorney Adam Cullman of ENRD’s Environmental Crimes Section and Assistant U.S. Attorney Nicole Pakiz for the Southern District of Ohio are prosecuting the case.

  • MIL-OSI USA: Case Opposed Proposed Funding Bill That Shortchanges Critical Military Infrastructure Needs In Hawaii, The Indo-Pacific and NATO

    (Washington, DC) – U.S. Congressman Ed Case (HI-01), a member of the House Appropriations Committee, early this morning voted against the proposed Fiscal Year (FY) 2026 Military Construction, Veterans Affairs and Related Agencies Appropriations funding measure.

    The measure (MILCON-VA) would fund worldwide military construction, the Department of Veterans Affairs (VA) and various small agencies and programs supporting our nation’s some 19 million veterans, including some 112,000 throughout Hawai‘i, and their families.

    The bill is the first of twelve separate bills developed by the Appropriations Committee that would fund the federal government at some $1.6 trillion for FY 2026 commencing October 1st of this year.

    “While the measure does have positive provisions including funding for essential veterans programs, I regrettably had to vote against it because it kicks critical military infrastructure projects down the road yet again, pursues the Project 2025 goal of privatizing VA medical care, shortchanges dedicated funding for Per-and polyfluoroalkyl substances (PFAS) cleanup, eliminates climate resiliency efforts and excludes important VA infrastructure funding,” said Case, who is in his seventh year on Appropriations and previously served on the Subcommittee on Military Construction and Veterans Affairs for four years. He currently serves on its Subcommittees on Defense and Homeland Security. 

    Case spoke to his Appropriations Committee colleagues on the serious deficiencies in the bill that fail to address critical military infrastructure needs throughout the Indo-Pacific (speech here). He stated that only one milcon project is located in the Indo-Pacific despite critical needs in meeting the challenge of the People’s Republic of China. The bill also fails to provide funding for infrastructure in Europe to support U.S. servicemembers working to bolster NATO and deter Russia.

    Case further said that the funding measure specifically advances the privatization of veterans health care by proposing vastly larger increases for medical care provided in private sector compared to shorfunding the government’s VA healthcare system, a key goal of the Project 2025 plan being followed by the Trump administration. By vast margins, veterans oppose privatizing the VA and want to receive their medical care at VA clinics and hospitals with a direct mission to care for veterans and their families as opposed to the private sector.

    Despite these and other significant problems with the bill, Case highlighted positive provisions he requested, including fully funding the budget request for veterans’ medical care at $131.4 billion and for veterans’ toxic exposures-related needs under the PACT Act.

    It also includes $1.3 billion for specific care for women veterans, and supports the Office of Women’s Health, including its childcare initiative. These funds will allow the VA to continue hiring women primary care providers and to increase the number of peer support specialists for women veterans. These efforts have become even more critical as the number of female veterans using VA health care services has increased.  

    “Women veterans often require specialized care due to unique health needs stemming from their military service and gender,” said Case. “With sustained support from my Committee over multiple years, Congress is working to ensure the VA set the standard for women veterans care, ensuring consistent, high-quality services across all facilities.” 

    The measure also continues support as Case requested for the VA Center for Native Hawaiian, Pacific Islander and United States-affiliated Pacific Islander (NHPIUSAPI) Veterans. The center’s doctors and scientists coordinate research from all over the Pacific Islands and the United States to specifically address veterans’ healthcare in the Hawaiian Islands and throughout the Pacific. The center works with the University of Hawai‘i, and the bill encourages the VA to continue partnering with universities in the Pacific region focusing on issues unique to the NHPIUSAPI community. 

    Further details follow: 

    Veterans-Related Programs 

    The bill provides $133.7 billion in discretionary spending for veterans-related programs, an increase of $4.7 billion above the FY 2025 enacted level 

    “Our Hawai‘i veterans and their families make up one of the largest percentages of any state in our nation including in such key areas like women and minority veterans. I continued to focus especially on the often unique challenges of delivering full veterans’ health and other benefits in a diverse island state,” said Case.

    Specific veterans-related programs and provisions requested and secured by Case include:

    ·        $12 million for the Native American Veteran Housing Loan Program, which is $6 million above the FY 2025 level. 

    ·        Contracting preferences for Native Hawaiian owned business that work with the VA. 

    ·        Directing the VA to continue supporting the VA Center for NHPIUSAPI Veterans.

    ·         $1.5 million for a pilot project using the most advanced technology to identify the remains of unidentified fallen servicemembers buried at the National Memorial Cemetery of the Pacific.  

    ·        Directing the VA to develop a plan for more fully providing VA benefits for veterans living in the Freely Associated States. 

    ·         $106 million for the American Battle Monument Commission, which manages the Honolulu Memorial at the National Memorial Cemetery of the Pacific. 

    ·        $60 million for the VA Grants for the Construction of Veterans Cemeteries Program, which regularly provides fundings to support Hawaii’s state cemeteries. 

    ·        $233 million for substance-use disorder (SUD) efforts to ensure veterans can receive timely SUD specialty services. 

    ·        $3.4 billion for the Veterans’ Homelessness Program Resources Account for our nation’s veterans. This funding will enhance homeless veterans service providers ability to provide high demand care such as health services, substance use disorder programs, compensated work therapy and other supportive services.   

    ·        $342 million for Rural Health Initiatives, $5 million above FY 2025 level. This will improve access and quality of care for the more than 3 million enrolled veterans residing in highly rural areas.  

    Military Construction 

    The bill provides $453.6 billion for Department of Defense (DoD) military construction and family housing, $480 million above the FY 2025 enacted level.  

    Specific military construction programs and provisions requested and secured by Case critical to Hawai‘i include:  

    ·          $634 million for the Energy Resiliency and Conservation Investment Program, which funds projects that save energy and water, reduce DoD energy costs and improve energy resilience. 

    ·         Directing the DoD to identify the Army’s investment needs in order to support the wildland firefighters located on Schofield Barracks.   

    ·         Directing the DoD to provide a report on Joint Base Pearl Harbor-Hickam infrastructure development plan, to address ongoing concerns of the aging water and wastewater facilities on the installation. 

    ·          Directing the DoD to assess the aging infrastructure that houses the headquarters of the Marine Corps, Space Force and Special Operations Commands on O‘ahu. 

    ·         Directing the DoD to assess the requirement for a floating drydock at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility.

    ·         Directing the DoD to assess the capacity for battle damage repair of all public shipyards and how to prepare these shipyards for conflict requirements under the Shipyard Infrastructure Optimization Program (SIOP). SIOP is a multi-billion multi-year effort to upgrade the Navy’s four public shipyards, including Pearl Harbor. 

    ·         Directing the DoD to assess the infrastructure needs and shortfalls for 3rd Marine Littoral Regiment on Marine Corps Base Hawai‘i.  

    ·         Directing the DoD to study the impacts of unexploded ordnance on military construction sites in Guam. 

    ·         Directing the DoD to study the necessary steps and what actions would be required to begin construction on port improvements on Tinian Island. 

    ·         Directing the DoD to study the necessity and feasibility of establishing a biosecurity inspection facility to combat invasive species on the Northern Mariana Islands. 

    ·         Directing the DoD to study the impact and develop a plan to address growing solid waste management issues on Tinian Island.  

    The bill now moves to the full House of Representatives for its consideration.

  • MIL-OSI Analysis: Inside the chimpanzee medicine cabinet: we’ve found a new way chimps treat wounds with plants

    As it turns out, chimpanzees make pretty good doctors. For decades, scientists have been studying what chimpanzees do when they fall ill. This search has led to the identification of medicinal behaviour, which often involves the ingestion of plants with chemical or physical properties that can help the animal’s recovery.

    My team’s recent study in the Budongo Forest of western Uganda found its chimpanzees show a range of healthcare behaviour – one of which, applying chewed botanical material to wounds, had never before been documented in chimpanzees.

    Previous studies have shown that wild chimpanzees appear to treat their wounds and maintain sexual hygiene using medicinal plants found in their environment. What’s more, they treat other group members, even ones who are unrelated to them.

    In 2022, a study in Gabon, west Africa found that wild chimpanzees catch and apply insects to their wounds as well as the wounds of non-kin community members. A previous study had reported that chimpanzees in the Kibale Forest of Uganda occasionally dab the wounds of unrelated group members with leaves.

    Now our research, published in Frontiers in Ecology and Evolution, shows the chimpanzees of the Budongo Forest engaging in topical healthcare, both on themselves and others.

    To figure out whether the Budongo chimpanzees practice first aid, we combed through more than three decades of hand-written observations from field staff and researchers who have worked in this forest, and searched video archives by Budongo primatologists. We also headed into the field to collect eight months of our own behavioural data. The aim: to accumulate all the cases we could find of external healthcare behaviour and see if a pattern emerged.

    What we found surprised us. The Budongo chimpanzees appear to have quite a diverse behavioural toolkit for tending to their own wounds and maintaining hygiene in the wild. This behaviour ranges from simple actions like wound licking, to more complicated behaviour such as applying plant material to an injury.

    In some cases, chimpanzees dabbed their open wounds with leaves. In rarer cases, they chewed up plant material (like leaves or stem bark) and applied it directly to the affected area with their mouths. Similar behaviour was shown in Sumatran orangutans in 2024.

    But these chimpanzees don’t limit their self-care to treating wounds. We recorded them freeing themselves from wire snares set by hunters, and cleaning their genitals with leaves after mating. In one notable case documented in the forest’s logbook from 2009, a chimpanzee wiped herself with a leaf after defecating.

    We also wanted to determine which plants the Budongo chimpanzees were selecting. We discovered that some of these plants, such as Alchornea floribunda and a species of Acalypha, have traditional medicinal uses and chemical properties related to wound-healing or infection prevention. Whether this is a coincidence, or an indicator that chimpanzees can identify medicinal plants helpful for wound care, is a question for future research.

    Chimpanzee doctors

    Buried in logbooks and video archives, we also found seven cases of chimpanzees providing healthcare for others in their community. Even more interesting, the demographics of the providers and receivers of this healthcare varied dramatically – occurring between both genetically related and unrelated chimpanzees.

    Our study includes cases of chimpanzees licking each other’s wounds and applying plant material to the wounds of injured group members. This kind of wound care, directed toward others, is considered “prosocial” as it offers no obvious or immediate benefit to the carer. In fact, this kind of direct interaction with the wounds of others can pose risks for the carer, exposing them to infectious pathogens or infections.

    As far as we know, this is the first time prosocial wound care has been reported among chimpanzees in the Budongo forest reserve. We also noted cases in which chimpanzees helped free others from nylon snares, and one case in which a female wiped the genitals of a male in her group with leaves after mating.

    Our findings add this site to the growing list of places where altruistic healthcare has been observed among non-kin, advancing our understanding of chimpanzees’ capacity for compassion and empathy.

    Survival of the kindest?

    Chimpanzees are often painted as aggressive, Machiavellian and self-interested, especially in comparison to their peace-loving bonobo cousins. But it appears that these highly social animals have a softer side.

    Chimpanzees are not the only animals who have been observed administering first aid to others. Recently, a US study found that mice help pull the tongues out of the mouths of unconscious cage companions, clearing their air passages. The carer mice were more likely to do this if they were familiar with the incapacitated mouse.

    Even Matabele ants from sub-Saharan Africa will help treat nest mates’ infected wounds with self-generated antibiotic secretions.

    Non-human healthcare may take different forms, but it appears that animals throughout the animal kingdom can administer first aid to themselves and others. It may not be such a dog-eat-dog world after all.

  • MIL-OSI Analysis: E-bikes are becoming e-waste – here’s how to reduce the environmental cost

    Electric e-bikes make cycling easier, faster and more accessible. They are already playing an important role in reducing the environmental impact of transport, particularly when they replace a trip in a private car.

    But when you scrap an e-bike, you also have to scrap its battery. And these batteries can be particularly dangerous and tricky to dispose of. This means the growth of e-bikes is leading to at least one related environmental problem: a rise in electronic or e-waste.

    The sector needs stronger regulations to encourage it to cut its waste. This includes encouraging bikes to be designed to be easier to repair or recycle, and establishing universal standards that allow parts to work across different brands and models, so components can be reused instead of thrown away.

    However, e-bikes often fall between legislative cracks, and their exclusion from the priority products under the EU Ecodesign for Sustainable Products Regulation, introduced in 2024, was unfortunate.

    At the University of Limerick in Ireland, colleagues and I have been researching the environmental impact of e-bikes. We’re interested in their full lifecycle, from metals in rocks to extraction, manufacturing, years of use and eventual disposal – to see if there are ways to reduce the materials they use.

    We interviewed retailers and people who work in waste management. They expressed concerns about online sales of lower-quality e-bikes with easily broken components, as well as the high turnover rates of e-bikes.

    Using data from the fleet of e-bikes loaned out at our university, we noted issues with design and compatibility of components. Bike tyres, for instance, have become increasingly non-standard and specialised.

    Additive manufacturing, such as 3D printing, may become more important for bike retailers and repairers, who could use it to “print” themselves replacements nuts, screws or even seats. This may be particularly needed in island states such as Ireland, where there are often delays in sourcing parts.

    But first, the e-bikes must be of sufficient quality to be repaired. Then, to create the replacement parts, people will need to access the necessary data – digital files with precise designs of objects such as a bicycle tyre or handlebar.

    Keeping e-bikes in use

    New business models are emerging. Some companies are lending e-bikes to their employees, with a management company taking care of maintenance and repair.

    There are also a growing number of mobile e-bike repair services, and specialist training for e-bike repair and retail through manufacturer platforms like Bosch and Shimano.

    E-bike brands are shifting from a focus on selling bikes towards offering ongoing services. For example, e-bike retailer Cowboy offers a subscription to mobile bike mechanics, and VanMoof partners with authorised repair services. But while these models work well in big towns and cities, they may not be suitable for rural and smaller urban areas.

    Care needs to be taken to ensure that consumers are not disadvantaged or locked out from repair options. In the US, e-bike manufacturers have been requesting exceptions to laws designed to make products easier to repair – while urging that the public should not be allowed to access data needed to make repairs.

    E-bikes can be hard to spot

    On the waste handling side, some of the innovations that have made e-bikes more accessible are also creating new problems.

    For example, e-bikes have evolved to be sleeker and sometimes indistinguishable from regular bikes. This makes it easier for them to end up in regular waste management facilities that aren’t equipped for electronic waste. If a lithium-ion battery inside an e-bike still holds charge and gets crushed or shredded, it can start a fire.

    But this is a problem we can solve. Computer vision and other AI technologies could help to recognise e-bikes and batteries at waste management facilities. QR codes on bike frames could be used to provide information on the entire product lifecycle, including repair manuals and service history – just like the EU’s proposed product passports.

    Consumer awareness, choice and education are key. While it’s up to consumers to initiate the maintenance and repair of e-bikes, policymakers need to ensure these options are available and affordable, and that consumers are aware of them.

    Retailers need support to embed “repair and reuse” in their business models. This includes cycle-to-work schemes for people to buy e-bikes, as well as better access to insurance and legal protections for selling refurbished e-bikes, and a workforce with the skills to repair these bikes.

    Across the world, bike libraries and “try before you buy” schemes are helping consumers make better decisions, as people can test an e-bike before committing. Moving away from traditional ownership – especially for expensive e-bikes – could make active mobility more accessible.

    Policies that drive sales, such as grants and incentives for new bike purchases, can work against efforts to reduce waste. We need more policies that support refurbished and repaired e-bikes.

    The e-bike sector is one with great potential to improve both environmental and public health. But to realise these benefits, we need to focus on making them last longer and use less resources.

  • MIL-OSI Analysis: Indoor farming helps community members bring healthy food to northern Manitoba

    Healthy food is hard to come by in northern Manitoba. Food shipped from the south is prohibitively expensive and is often stale, and the climate and soil in the region don’t support much traditional outdoor farming.

    This issue disproportionately impacts northern Indigenous communities, many of which have moved away from traditional food practices, creating a supply problem with far-reaching health consequences.

    The 10-year First Nations Food, Nutrition and Environment Study, funded by Health Canada and published in 2018, found that one in four First Nations people in Manitoba is affected by diabetes. Those living in Manitoba’s vast but sparsely populated portion of the Boreal Shield Ecozone experience poorer health outcomes compared to their southern neighbours.

    A lack of employment opportunities, combined with limited food accessibility and high prices, contributes to food insecurity and poor nutrition. With few affordable, healthy food options — especially fresh produce — communities in the region are grappling with rising rates of diabetes, cardiovascular disease and hypertension.

    To address these inequities effectively, solutions must respect Indigenous autonomy and self-determination, which have been critical to the success of an especially innovative, community-led initiative.

    Addressing health challenges

    The Opaskwayak Cree Nation (OCN), located south of Flin Flon near the Saskatchewan border, has taken bold steps to address diabetes and other health challenges facing its residents.

    According to the OCN Health Authority, more than 40 per cent of adults in the community live with hypertension and diabetes. The implications of this epidemic are profound: not only are health-care costs soaring, but resources that could be allocated to other critical areas, such as infrastructure and education, are being diverted to manage the growing health crisis. In response, OCN has made improved access to nutritious foods a priority.

    In 2016, the community launched a smart vertical farm (SVF), a cutting-edge indoor facility designed to grow fresh fruits, vegetables and herbs year-round. The SVF employs computer-controlled smart technology that optimizes growing conditions by adjusting factors such as light, humidity and CO2 levels, and nutrient delivery. This advanced system ensures that the farm produces high-quality produce, despite the harsh northern climate.

    Overcoming the climate

    The benefits of the SVF go beyond access to fresh vegetables. The system uses energy-efficient LED lights and a closed-loop water and nutrient system, making it both environmentally friendly and economically sustainable.

    By growing food locally, the OCN reduces its reliance on expensive and hard-to-access groceries. This also enhances food security and fosters community empowerment and self-sufficiency.

    Healthy foods

    Among the fresh produce grown, vegetables from the Brassica family — such as broccoli, kale and cabbage — are especially valued for their healthy properties. These vegetables can aid in the management of diabetes, cardiovascular diseases and hypertension.

    Microgreens like broccoli sprouts are of special interest for their bioactive compounds, including phenolics and glucosinolates. These compounds have been linked to improved health outcomes, including improved blood sugar levels and reduced inflammation.

    Optimizing harvests

    The health benefits can be further enhanced by optimizing growing conditions such as light intensity, nutrient levels and water supply.

    The OCN Health Authority, in collaboration with a research team at the University of Manitoba, has been investigating the most effective methods for cultivating these high-value crops in the SVF and exploring post-harvest processing techniques to maximize their bioactive potential.

    Research has shown that air frying vegetables, for example, helps retain nutritional value while enhancing bioactive compounds. The high heat and minimal oil that characterizes air frying preserves nutrients, making it an ideal preparation technique.

    The potential for these optimized vegetables to help manage Type 2 diabetes is significant.

    Community care

    By increasing access to nutrient-dense, bioactive-rich foods, the OCN aims not only to improve community health but also to reduce the burden on the health-care system. As the community continues to explore innovative solutions, its goal is to build a sustainable, locally controlled food system that addresses both immediate health concerns and long-term economic resilience.

    The success of the OCN’s vertical farm demonstrates the powerful interactions of Indigenous knowledge, technological innovation and community-led action in tackling complex health and food security challenges. By empowering local communities to take charge of their own food systems, the OCN is setting an example for other Indigenous and remote communities, striving for self-sufficiency and health equity.

    Ultimately, the collaborative journey toward health equity in northern Manitoba is just beginning. But the lessons learned from the OCN’s innovative approach to food production and diabetes prevention offer valuable lessons and a blueprint for other communities across Canada.

    With continued support and investment in Indigenous-led initiatives, a future where healthy, affordable and culturally appropriate food is accessible to all is within reach.

    The Inaugural meeting of a new Department of Enterprise-led group to examine the costs involved in running a business held its first meeting today. 

    The Minister for Enterprise, Tourism and Employment Peter Burke has established the new group with the aim of reducing the cost of running a business, and addressing delays which can impact the operation of businesses in Ireland. For the first time, regulators will be directly in the room to hear from business owners and representatives themselves.

    The Forum brings together business owners, retailers, tourism operators, accounting professionals and representative groups—alongside regulators and state agencies—to look at the structural issues that are driving up costs and the steps that could be taken to mitigate them.

  • MIL-OSI USA: $325M in Grants for Clean Water Infrastructure

    overnor Kathy Hochul today announced that $325 million in new funding is available for the next round of the Water Infrastructure Improvement and Intermunicipal Water Infrastructure Grants program. This significant investment will help municipalities across the state repair, upgrade and modernize the drinking water and sewer systems, directly safeguarding public health, improving water quality, and driving economic growth. This funding underscores Governor Hochul’s ongoing commitment to clean water, public health and affordability. By improving infrastructure, the State is not only protecting drinking water and the environment, but also creating good paying jobs in manufacturing, engineering and construction–all while providing crucial financial relief to New Yorkers.

    “New Yorkers deserve clean water, and we’re delivering,” Governor Hochul said. “This $325 million investment is about action, not promises. We’re modernizing our critical infrastructure, tackling PFAS contamination head-on, and giving communities the tools they need to build strong, safe, modern water systems, while keeping utility rates affordable for hardworking families. This is how we protect public health, cut costs, and lay the foundation for lasting progress in New York.”

    The New York State Environmental Facilities Corporation (EFC) will open the grant round on June 20, when applications, guidance and webinar information will be posted to efc.ny.gov. EFC’s website can also connect applicants to the Community Assistance Teams, who can help local governments address their water infrastructure needs and provide tips for submitting competitive applications. Applications will be due September 12.

    This grant round advances Governor Hochul’s comprehensive clean water and affordability agendas by continuing enhanced grant awards for projects that address some of New York’s most urgent water quality needs:

    • PFAS Treatment: Eligible projects that address water systems with emerging contaminants above the State determined maximum contaminant level (MCL) will be awarded 70 percent of net eligible project costs. Water systems with emerging contaminant levels between the federal proposed level and the state level will also get enhanced scoring. For all other projects, including those addressing federal MCLs but below the state’s maximum allowed level, a municipality can receive $5 million or now up to 70 percent of eligible project costs, whichever is less. These improvements to the State’s program are designed to help communities be better prepared to comply with future federal standards and proactively safeguard public health.
    • Small and Rural Sewer Projects: Even with substantial state support for water infrastructure, many small municipalities still face financial barriers. To address this, Governor Hochul is once again directing EFC to double grants from 25 percent to 50 percent of the net eligible project costs for small struggling communities. This enhanced funding will significantly reduce the financial strain on local ratepayers. Further, EFC’s Community Assistance Teams will continue their dedicated work on helping small and rural communities access state and federal investments to address their water infrastructure needs.

    Additionally, municipalities are encouraged to submit applications for other eligible projects including:

    • Wastewater treatment plant construction or upgrades
    • Sewer system extensions or rehabilitations
    • Disinfection and advanced treatment technologies to improve water quality
    • Installation or improvement of drinking water treatment systems
    • Replacement or rehabilitation of aging water mains and service lines
    • Replacement of lead service lines
    • Collaborative projects between municipalities to share services or infrastructure
    • Cost-effective regional approaches to water and sewer infrastructure challenges

    New York State Environmental Facilities Corporation President and CEO Maureen A. Coleman said, “This funding is a game-changer for communities across New York. We’re helping local governments tackle urgent water challenges, from replacing aging pipes to eliminating dangerous contaminants like PFAS, while supporting Governor Hochul’s commitment to affordability. These grants are about impact and ensuring every community has access to clean, safe water for generations to come.”

    New York State Health Commissioner Dr. James McDonald said, “Governor Hochul remains steadfast in her commitment to ensuring New Yorkers have clean water by providing grant opportunities that make getting shovels in the ground an affordable reality. The State Health Department’s Bureau of Water Supply Protection will continue to work with municipalities to update critical infrastructure, remove lead and combat PFAS in drinking water so that the public can be confident their health is protected now and for years to come.”

    New York State Department of Environmental Conservation Commissioner Amanda Lefton said, “New York is leading the nation in a comprehensive approach to protect public health and the environment. This investment of an additional $325 million to improve clean water infrastructure and address emerging containments is a reflection of our steadfast commitment to delivering clean water to New Yorkers. This investment in local communities highlights Governor Hochul’s dedication to advancing water infrastructure improvements to enhance water quality while keeping costs down for New Yorkers.”

    State Senator Pete Harckham said, “This major investment from the state in the Water Infrastructure Improvement and Intermunicipal Water Infrastructure Grants program will extend financial support where it is most needed. Maintaining safe, accessible drinking water infrastructure, eliminating contaminants like PFAS and addressing critical sewer needs are all integral to future growth and prosperity. Governor Hochul, the New York State Environmental Facilities Corporation and my colleagues in the State Legislature deserve thanks for securing this important financial commitment.”

    Assemblymember Deborah J. Glick said, “Communities across New York will greatly benefit from this critical funding.     New York’s Commitment to Water Quality
    New York State continues to increase its nation-leading investments in water infrastructure, including more than $2.2 billion in financial assistance from EFC for local water infrastructure projects in State Fiscal Year 2024 alone. With $500 million allocated for clean water infrastructure in the FY26 Enacted Budget announced by Governor Hochul, New York has invested a total of $6 billion in water infrastructure since 2017. Any community needing assistance with water infrastructure projects is encouraged to contact EFC.     Washington, D.C. – Yesterday evening, the House of Representatives overwhelmingly passed Representative Scott Peters’ (CA-50) legislation, H.R. 1948, to authorize the International Boundary and Water Commission (IBWC) to accept funding from other federal agencies as well as and non-federal sources for wastewater treatment, flood control projects, or other water conservation efforts. Currently, the IBWC relies almost solely upon annual appropriations from Congress or emergency funding to build and maintain its facilities.

Peters and the San Diego Congressional delegation have now secured a total of $650 million for IBWC, which is enough to fully repair and expand the South Bay International Wastewater Treatment Plan (SBIWTP). SBIWTP is the primary facility on the U.S.-side of the border responsible for treating cross-border sewage. Operations and maintenance projects are currently underway on both sides of the border to combat cross-border sewage pollution, and the region will see incremental improvements as each phase is completed. An increase in funding available from non-federal sources such as cities, states, or non-profits would support these projects, bolster future operation and maintenance of the SBIWTP, and strengthen coordination between local, federal, and binational agencies.  

    “I’ve worked with our Congressional delegation and local advocates for years to bring attention to cross-border sewage pollution, and we now have enough money to fix the SBIWTP and double its capacity,” said Rep. Peters. “Our state and local partners have witnessed firsthand the devastating effects of this environmental and public health crisis. Additional funding pathways for the IBWC provide the flexibility we need to better invest in the long-term health and well-being of our region. I urge my Senate colleagues to quickly pass this commonsense legislation.”

Our legislation will open up additional funding pathways and help us send more resources to the Tijuana River Valley,” said Rep.     “Our San Diego congressional delegation has proudly brought home more than $650 million in federal funds to address the sewage and pollution flowing through the Tijuana River Valley – but we know it’s not enough,” said Rep. Sara Jacobs (CA-51). “This fix would give the IBWC the permanent flexibility it needs for strategic, long-term investments to improve our health, well-being, and safety on both sides of the border.” 

    This bipartisan legislation would allow other federal agencies or non-federal entities like the Department of Defense, the State of California, the City of San Diego and others to provide funding to IBWC. Specifically, it would: 

    • Allow federal and non-federal entities to provide up to $5 million in funding to IBWC to invest in flood control infrastructure. 
    • Include important legislative safeguards to prevent foreign entities of concern from contributing to the agency.

It provides the International Boundary and Water Commission with the long-needed ability to accept funding from federal, state, and local government agencies, unlocking resources to advance critical infrastructure that will help mitigate the ongoing transboundary pollution crisis,” said San Diego Regional Chamber of Commerce President and CEO, Chris Cate. “For far too long, communities in our region have faced devastating public health, environmental, and economic impacts from untreated sewage and urban runoff.     1. In March, Rep. Peters celebrated the inclusion of $156 million, at his request, for the International Boundary and Water Commission’s (IBWC) construction budget in the Fiscal Year 2024 Appropriations bill. The IBWC is the federal agency tasked with operating and maintaining the SBIWTP. 
    1. In May, Rep. Peters joined Rep. Veronica Escobar (TX-16) in a bipartisan request for $278 million for the IBWC’s construction budget in the Fiscal Year 2025 Appropriations bill. 
    1. In August, Rep. Peters hosted Deputy Secretary of State Richard Verma on a tour of the broken wastewater treatment plant. 
    1. In September, Rep. Peters joined members of San Diego’s Congressional delegation to reiterate their call for a federal state of emergency declaration amid high levels of toxic gases. 
    1. In December, Rep. Peters and the Congressional delegation successfully fought to include an additional $250 million to fully repair and expand the capacity of the SBIWTP in the government funding bill. This brought the total amount of funds secured to $650 million. 

    2023 

    1. In June, Rep. Peters led a letter with other members of the San Diego Congressional delegation to the governor of Baja California urging accountability for the Mexican government’s commitments to build wastewater treatment infrastructure. 
    1. In July, members of the San Diego congressional delegation requested that the Environmental Protection Agency assist with directing environmental justice funds from the Infrastructure Investment and Jobs Act and the Inflation Reduction Act to help stop the flow of pollutants and urged Secretary of State Antony Blinken to tour the broken plant. 
    1. Also in July, they sent a letter to President Biden and submitted an amendment to the National Defense Authorization Act for Fiscal Year 2024, calling on the administration to declare this crisis a federal emergency. 
    1. In August, he led two letters to the Office of Management and Budget and to OMB and the State Department, calling for urgent additional funding to confront this crisis.  
    1. In September, he proposed an amendment to the Fiscal Year 2024 Interior, Environment, and Related Programs Appropriations Bill to boost U.S.- Mexico Border Water Infrastructure Grant Program funding. Additionally, he proposed two amendments to the Fiscal Year 2024 State, Foreign Operations, and Related Programs Appropriations Bill to boost annual construction funding to the USIBWC to $100 million. 
    1. In October, Rep. Peters led a bipartisan letter to the Department of State demanding a complete account of how the SBIWTP fell into such a severe state of disrepair. 
    1. In December, he led a letter urging leaders of the U.S. House of Representatives and U.S. Senate to include President Biden’s $310 million supplemental budget request to repair the SBIWTP in any upcoming funding package. 

     

    In previous years, Peters and colleagues have secured funding, introduced legislation, called for investigations, and arranged a visit by EPA Administrator Regan in response to the wastewater contamination crisis.

    The Portfolio Committee on Forestry, Fisheries and the Environment has called for urgent assistance to be provided to families affected by floods in the Eastern Cape, particularly in the province’s OR Tambo District, and the committee sends its sincere condolences to the families of those who died in the floods.

    The Chairperson of the committee, Ms Nqabisa Gantsho, has called on affected communities to act cautiously and follow official government communications and directives. “Provincial government in the Eastern Cape needs to move in and assist in every way possible particularly those who are without homes due to the floods. Flooding is going to be a common occurrence longer into the future, for so long as climate change is with us.

    “The committee therefore calls on the broader government to work out strategies to counter the effects of flooding and drought both of which are manifest climatic activity for climate change. The Eastern Cape government should accurately quantify those affected and avail support as per the need,” Ms Gantsho said.

    Most of South Africa was affected by two cold fronts over the weekend, bringing wet, cold and snow to the western parts of the country and floods in the Eastern Cape.

    Ms Gantsho said the intensity and frequency of flooding around the country is an ongoing concern and flood victims should not be accommodated longer than is necessary in temporary arrangements. “We reiterate that for purposes of settlement, our people should avoid building on plains, wetlands and low-lying areas that most often would be below the floodline,” she noted.

    Ms Gantsho also called on the Eastern Cape provincial government to ensure that school-going children, especially those who walk to school, are protected from dangerous weather conditions. “Families must report missing relatives to the relevant authorities especially if there has been no contact for longer than three hours at least.”

  • MIL-OSI Africa: Empowering voices, cultivating resilience: Farmer Field Schools transform lives in Zimbabwe’s Sebungwe Landscape

    In Zimbabwe’s Kariba District, a quiet transformation is taking place driven by knowledge, inclusion, and resilience. Supported by the Embassy of Ireland through UNDP and led by FAO in partnership with the Ministry of Lands, Agriculture, Fisheries, Water and Rural Development, the ZRBF 2 bridging fund project “Resilience Building in the Sebungwe Landscape” is unlocking the potential of local communities to lead the way in climate-smart agriculture and natural resources management.

    Shifting mindsets: From command to collaboration

    Simbarashe Kashiri, a young extension officer in Ward 4, Kariba shared how the training changed his outlook. “I initially thought extension work was all about giving orders to farmers,” Simbarashe reflects. “But now I understand the power of facilitation. In the Kujatana FFS group I helped establish, farmers are making their own decisions, and they’re thriving.”
    That group, aptly named Kujatana (which means “working together” in the local language), has 88 percent women, and is already reaping the rewards of collaboration. They are cultivating tomatoes and producing organic compost from goat manure using the Bokashi method – a climate-smart practice that enhances soil fertility while promoting food security and sustainable farming.

    Simbarashe’s experience is just one among many inspired by the project’s holistic, community-driven approach. Across nine wards in Kariba, 13 AGRITEX officers have been trained in the FFS model, resulting in the establishment of 12 Farmer Field Schools. More than just learning hubs, these schools are becoming spaces of empowerment, experimentation, and collective problem-solving, particularly for women and youth, who are leading the way in building local resilience.

    Linking local knowledge with strategic objectives

    The FFS approach not only improves local agricultural practices but also aligns with national and global sustainability targets. It supports FAO’s Strategic Framework (2022–2031), which seeks to promote Better Production, Better Nutrition, a Better Environment, and a Better Life, leaving no one behind.

    “This project contributes directly to FAO’s Strategic Framework by promoting sustainable food systems and inclusive rural transformation through capacity building, climate-smart agriculture, and stakeholder engagement. The adoption of the Farmer Field School approach exemplifies how local innovation and empowerment are essential to achieving resilience and sustainable development,” said Alexander Carr the Resilience Building in the Sebungwe Landscape, Project Coordinator.

    The project supports UN SDGs 1, 2, and 10, reinforcing the right to food, gender equality, and decent rural livelihoods. “Particularly by advancing SDG Target 2.4 (sustainable food production systems) and promoting gender-sensitive value chains that create economic opportunities in rural areas,” asserted Obert Maminimini, FAO Crops and Extension Specialist.

    From chickens to chilies: Creating climate-smart livelihoods

    Through participatory processes involving over 240 farmers, seven climate-smart value chains were identified and analyzed: goats, cattle, indigenous chickens, sorghum, fish, sesame, and chilies. These value chains are being nurtured to enhance food and nutrition security, reduce environmental pressure, and increase household incomes.
    The promotion of these value chains reflects the project’s broader vision: to create a landscape of resilience, where ecological conservation and human development go hand in hand.

    Alongside community empowerment, the project has laid a strong technical foundation for sustainable development. A high-resolution Land Use and Land Cover (LULC) map was developed using Sentinel-2 satellite imagery, and ecological connectivity for elephants was modelled to guide land planning. These tools are vital for aligning conservation priorities with local livelihoods.

    More than 20 institutional stakeholders, including local government, conservation agencies, traditional leaders, and NGOs were engaged in mapping and consultation processes. This level of participation is essential for ensuring community ownership and policy alignment.

    Collaboration for long-term impact

    The Sebungwe project is not a standalone effort. It builds upon previous work under the EU-funded SWM 2 initiative and integrates FAO’s GEF-7 supported Integrated Landscape Planning Model. Together with partners such as Nyaminyami Rural District Council, Zimbabwe Parks and Wildlife Management Authority, African Parks, and Peace Parks, the project lays the groundwork for a comprehensive, coordinated resilience-building strategy in Zimbabwe.

    In addition, the project’s success in integrating ecological and socio-economic priorities through land use planning, natural resources governance, and value chain development sets the stage for the larger European Union funded Zimbabwe Resilience Building Fund (ZRBF) Phase 2 implementation.

    MVV Environmental gets permit for Canford energy from waste site

    Environmental permit sets out strict conditions on operation of the proposed site at Poole in Dorset

    An environmental permit sets the conditions which MVV Environmental Ltd must adhere to when operating the site. 

    Following extensive public consultation, the Environment Agency has granted an environmental permit to the operators of a proposed energy from waste site in Poole, Dorset today.

    In reaching the decision, after considering all feedback from the local community and interested groups, the agency agreed that MVV Environmental Ltd, of Canford Resource Park, Arena Way, Magna Road, Poole, Dorset, had met all of the necessary criteria required for the environmental permit to be issued.

    A spokesperson for the Environment Agency said:

    We have carefully considered all of the submissions and feedback we received during our public consultations, and we thank everyone who took the time to contact us with their views.

    This permit will ensure that robust levels of environmental protection are applied. Our permitting decision process is objective and based on the applicant demonstrating they will meet the legal requirements outlined in the permit.

    Where an application meets the requirements of the Environmental Permitting (England and Wales) Regulations (2016) the agency must issue a permit. An environmental permit sets the conditions which MVV Environmental Ltd must adhere to when operating the site.  It covers the management and operation of the site and the control and monitoring of emissions.    

    When the Environment Agency considers a permit application, it reviews the design of the proposed site, how it will be operated, the emissions it will generate (to air, water and land) and whether it will meet the required standards. Partner organisations, including the UK Health Security Agency, are also consulted as part of the process.  

    Issues such as suitability of the location, operating hours and traffic management are matters for the planning authority, not the Environment Agency. The Environment Agency can only consider issues covered by the environmental permit and can only refuse a permit application based on technical information.   

    The planning process and permitting process are separate and neither one depends on the other. The Environment Agency can issue a permit without planning approval, and planning approval can be issued without a permit decision.     BEIJING, June 11 (Xinhua) — Northwest University (NWU, China) and the Silk Road International University of Tourism and Cultural Heritage (Uzbekistan) recently jointly held a training course on archaeometric methods, according to the official website of NWU.

    The event was held in the Samarkand branch of the China-Central Asia Belt and Road Joint Laboratory for Human and Environmental Studies. Deputy Head of the Laboratory Lin Xue introduced the cadets to the principles of analysis in molecular paleontological methods and the latest achievements in their application in research in such areas as the economic and household model of ancient people inhabiting Central Asia, human migration and genetic evolution, the origin of domesticated animals and their distribution, etc.

    With the help of Chinese scientists, the cadets conducted practical training on preparing samples of animal remains found during archaeological excavations.

    After completion of the course, the laboratory’s scientific director, SZU professor Wang Jianxin, and the head of the Department of History and Cultural Heritage of the International University of Tourism and Cultural Heritage Mastura Sidikova issued certificates of completion of training to the cadets.

    As Wang Jianxin stated, archaeometric methods can acquire rich historical and cultural information from archaeological remains. This training course helped participants gain a preliminary understanding of the basics and operational standards of archaeometrics.

    He expressed hope that the event would spark interest among cadets in archaeometry and archaeological research. -0-

    Hauliers in Devon and Cornwall will be asked for more detail on how they deal with waste soils.

    Environment Agency investigations have found cases where criminals have tried to profit by illegally dumping harmful waste

    Environment Agency officers are contacting hauliers to ensure that the strict rules are complied with as waste soils can often contain hazardous chemicals that have sometimes ended up being dumped on land or hidden in landscaping or construction projects.

    The vast majority of businesses operate within the regulations by having registered a U1 exemption, allowing the limited use of specific types and quantities of clean waste materials in construction.

    However, detailed Environment Agency investigations, in partnership with other professional agencies, have revealed recent cases where unscrupulous criminals have attempted to profit by illegally dumping waste and causing environmental harm to their communities.

    Sue Smillie of the Environment Agency said:

    Whilst most hauliers and companies that handle waste soils operate within the laws designed to protect the environment, we have seen a rise in illegal dumping of hazardous soils and construction waste.

    After compiling information on specific sites and networks, we are now requesting further details from hauliers and waste operators on disposal routes, the amount of waste involved, what type it is and where it has ended up.

    We won’t hesitate to go after those who break laws designed to protect the environment and we welcome any information, in confidence, about associated illegal waste crime activity.

    Nationally, illegal waste activities cause significant harm to the environment and communities, costing the taxpayer and legitimate businesses nearly £1 billion each year. Recent data suggests that up to 18% of waste (about 34 million tonnes annually) may be handled illegally.

    In the trial, vepdegestrant demonstrated a statistically significant and clinically meaningful improvement in progression-free survival (PFS) among patients with an estrogen receptor 1 (ESR1) mutation, reducing the risk of disease progression or death by 43% compared to fulvestrant [Hazard Ratio (HR)=0.57 (95% CI 0.42–0.77); 2-sided P<0.001]. The median PFS, as assessed by blinded independent central review (BICR), was 5.0 months with vepdegestrant versus 2.1 months with fulvestrant. Investigator-assessed PFS was consistent with the BICR-assessed PFS. In patients with ESR1 mutations, vepdegestrant demonstrated a consistent PFS benefit over fulvestrant across all pre-specified subgroups. The trial did not reach statistical significance in improvement in PFS in the intent-to-treat (ITT) population, with a median PFS of 3.7 months for vepdegestrant versus 3.6 for fulvestrant [HR=0.83 (95% CI 0.68–1.02); 2-sided P=0.07].

    It has been reported that the number of households keeping pets has increased in recent years, with pet-related industries developing rapidly. However, there are views pointing out that Hong Kong still has room for improvement in veterinary medical care and pet-friendly public facilities, as well as in data management and policies regarding the pet industry. In this connection, will the Government inform this Council:
     
    (1) as it is learnt that a number of private shopping centres have introduced pet-inclusive facilities, such as pet accesses and pet rest areas, to attract spending from pet owners and thereby further unleash the potential of the pet economy, whether the Hong Kong Housing Authority will consider drawing on the relevant experience to implement pet-friendly measures in the shopping centres of the public housing estates under its purview; if so, of the details; if not, the reasons for that;
     
    (2) as it has been reported that public or charity-run veterinary organisations have been established one after another in Taiwan, such as in Taoyuan City and New Taipei City, to provide basic veterinary medical services at transparent charges, which not only enhance pet health protection but also boost the pet economy, whether the HKSAR Government has conducted studies or policy planning regarding the establishment of public or semi-public veterinary medical facilities; if so, of the details; if not, the reasons for that; and
     
    (3) as there are views that maintaining pet-related data can help understand the risks of pet epidemics and diseases, as well as the market structure and potential of the pet industry, whether the Government will establish a territory-wide pet data management platform to systematically collect relevant data, including the number of pets, breed distribution, keeping and vaccination records, and pet disease trends, so as to provide a scientific basis for the formulation of policies on pet-friendliness and developing the pet economy policies; if so, of the details; if not, the reasons for that?

    Having consulted the Housing Bureau, the reply to the question from the Hon Rock Chen is as follows:
     
    (1) As pet keeping has become increasingly common in Hong Kong, there has been more attention in society to bringing animals to enter different premises and use public facilities. In general, the Government needs to take into account different factors when considering whether to further relax existing arrangements, including the nature of individual facilities, whether ancillary facilities are in place and the degree of social acceptance, in order to achieve the policy objective of facilitating people and animals to co-exist harmoniously.
     
    The shopping centres under the Hong Kong Housing Authority (HA) are mainly “neighbourhood shopping centres” located in public housing estates/courts. These shopping centres provide local residents with shopping convenience, with the aim of catering for their basic needs in daily life. All along, guide dogs accompanying the visually impaired have been allowed to enter the HA’s shopping centres. The HA has further implemented some pet-friendly policies, such as allowing pets to enter shopping centres if they are placed in pet carrier bags or pet strollers and that no hygiene and environmental nuisance will be caused. The HA will keep in view the development and needs of the community for pet-friendly spaces and facilities, and design “neighbourhood shopping centres” that are in line with the actual situation.
     
    On the other hand, the Domain located in Yau Tong is a large-scale regional shopping centre under the HA. Coupled with spacious indoor space, outdoor activity areas, wide passageways and multiple entrances at different locations, it is more equipped with the requisites for development into a pet-friendly mall than typical “neighbourhood shopping centres” located in housing estates. The HA will review whether it is appropriate to further provide pet-friendly measures in the Domain, such as installing relevant human-pet friendly facilities to appeal to pet owners for boosting consumption and visitor flow.
     
    (2) The Agriculture, Fisheries and Conservation Department (AFCD) has been carrying out publicity and public education to remind the public to consider carefully before deciding to keep pets, to assess whether one could fulfil the duties of pet ownership in meeting the pets’ basic needs in diet, environment, daily care, healthcare, etc.
     
    On veterinary services, the Veterinary Surgeons Board of Hong Kong (VSB) established under the Veterinary Surgeons Registration Ordinance (Cap. 529), is currently responsible for the regulation, registration and disciplinary control of veterinary surgeons, so as to ensure a high standard of veterinary services in Hong Kong. The VSB learns about the overall veterinary services through data gathered in the regulation of the veterinary profession. The number of registered veterinary surgeons (RVS) has been consistently on the rise since 2015, from 823 in 2015 to 1 364 in April this year, representing an increase of 65 per cent. RVS comprises many specialties, such as small animal internal medicine and surgery, dermatology, cardiology, neurology and veterinary pathology, and therefore animal owners should be able to find appropriate veterinary services for their pets. To meet unexpected medical expenses, members of the public may also purchase pet insurance products available in the market as appropriate.
     
    Apart from private veterinarians, the City University of Hong Kong and some animal welfare organisations (such as the Hong Kong Society for the Prevention of Cruelty to Animals) also provide veterinary services and hence the Government currently has no plan to separately establish public medical facilities for pets.
     
    (3) To safeguard public health and prevent the spread of animal diseases, the AFCD monitors and regulates animal activities in accordance with the law, and assesses the risk of pet animal diseases. The AFCD regulates the import of live animals through a permit system under the Public Health (Animals and Birds) Regulations (Cap. 139A) and the Rabies Regulation (Cap. 421A), so as to prevent the introduction of animal diseases into Hong Kong. Furthermore, the AFCD regulates the local animal activities through various licences, for example, regulating the animal trading and dog breeding activities through the Animal Trader Licence and Dog Breeder Licence respectively under the Public Health (Animals and Birds) (Trading and Breeding) Regulations (Cap. 139B), and to require dog keepers to have their dogs vaccinated against rabies, implanted with a microchip, and to apply for a dog licence under the Rabies Regulation, for the prevention of rabies.
     
    The Government last conducted a Thematic Household Survey on pet ownership among households across Hong Kong in 2018. The AFCD and the Census and Statistics Department will conduct another survey later this year to gather the latest data on trends and preferences in pet ownership of Hong Kong families. These findings will assist the trade to learn about the latest trend of pet ownership, for their provision of products and services according to market demand.

    It has been reported that on February 15 this year, the water of Tuen Mun River turned red extensively, causing panic among members of the public. The Government’s initial investigation revealed that there was draining pipe testing with red dye powder. Upon arrival of the Government’s investigating officers at the scene, they found that the river water had resumed normal and no fish deaths were found. They collected water samples on the same day for testing and found that the water quality indicators remained normal as well. However, it is learnt that similar incidents also occurred on Lam Tsuen River in Tai Po and Shing Mun River in Tai Wai in August 2023 and November 2022 respectively, which have aroused widespread concern in the community. In this connection, will the Government inform this Council:
     
    (1) of the number of the aforesaid similar incidents in the past five years, as well as the government department(s) involved in the investigation of each incident, the average manpower involved, the time taken for the investigations and the public expenditure involved;
     
    (2) as there are views that although the test results have indicated that the aforesaid incident has not caused impact on the environment, water quality and fish for the time being, the incident has still caused panic among members of the public, whether the Government will take further actions to follow up the incident, so as to enhance protection for the public; and
     
    (3) whether the Government has formulated detailed guidelines on draining pipe testing with dye powder at present; if so, of the details, including whether non-compliance with the relevant guidelines will constitute any offence or attract penalty; if not, whether it will consider formulating the guidelines and enhancing the relevant notification mechanism, so as to avoid causing misunderstanding or panic among members of the public in the event of an incident?

Upon receiving relevant complaints, the EPD will promptly dispatch personnel to conduct investigation on site, including measuring the dissolved oxygen content and pH level in the water, as well as collecting water samples for further testing to determine the cause of water coloration and whether pollution has occurred. The EPD will also check in the vicinity of the site concerned for any fish deaths or other unusual circumstances, and trace the source of pollution along the stormwater drains. Depending on individual circumstances, the Drainage Services Department (DSD) may also assist in the tracing investigation. If illegal discharges of wastewater are found, the EPD will take appropriate enforcement actions in accordance with the law. The investigation of water coloration incidents is part of the EPD’s integrated enforcement efforts and the duration of investigation may also vary depending on the location and scope of individual case. Therefore, there is no breakdown of the expenditure involved.
     
    To foster protection to the general public, the EPD will respond to inquiries from complainants and the media as soon as there are preliminary results of the investigation, in order to enhance information transparency and alleviate public concerns. Depending on individual circumstances, the EPD may also return to the site the day after collecting water samples to inspect whether there have been any changes and to further follow-up as required.
     
    (3) Conducting dye tests is an effective method to check the sewer systems for misconnections to stormwater drains or leakage. When the EPD personnel conduct tests to examine sewer misconnection issues, they will use the minimum amount of dye possible to reduce the impact on nearby rivers and bays.
     
    For the trades and private buildings, as well as housing estates, the EPD, the Buildings Department (BD), and the Food and Environmental Hygiene Department (FEHD) have developed relevant guidelines for dye tests for pipe testing respectively (which can be downloaded from the websites of the EPD, the BD and the FEHD). Through promotion and education, we also remind the trades, including property management companies and building contractors, about the precautions and pollution prevention measures associated with dye tests. These include strictly adhering to the recommendations of the dye manufacturers during testing, arranging for personnel supervision, and notifying the property management company of the testing site and nearby residents in advance to avoid giving rise to public concerns. The above guidelines are administrative measures. However, we must emphasise that the dye used is a biodegradable and non-toxic substance, and does not affect water quality. In this regard, conducting dye test does not violate the Water Pollution Control Ordinance (Cap. 358).
     
    Regarding the notification mechanism, we understand that dye test may lead to public misunderstanding. Therefore, the DSD will issue notifications on its website before conducting regular dye tests to inform the public about the arrangements for these dye tests. The purpose of these regular tests is to ensure the integrity of the submarine outfalls of sewage treatment plants. Since conducting dye tests on submarine outfalls requires a larger amount of dye and involves a wider area, it is more likely to attract public attention.
     
    Based on the complaint and specific circumstances of the case, the EPD occasionally needs to use dye tests to check on sewage misconnection issues or carry out enforcement actions. Yet these circumstances would involve a smaller amount of dye used and a smaller impact area which in general would not cause any impact.

    Question:

         The Agriculture, Fisheries and Conservation Department has updated the quarantine arrangements for cats and dogs this month. Cats and dogs imported from the Mainland that meet the relevant quarantine requirements (including obtaining satisfactory results from testing conducted by recognised laboratories on the Mainland and having an animal health certificate issued by Mainland official veterinarians) will have their quarantine period significantly reduced from the current 120 days to 30 days upon arrival in Hong Kong. In this connection, will the Government inform this Council: 
    Reply: 
         Rabies is a contagious disease that causes fatality to mammals (including humans) and no specific treatment is available at present. To prevent the introduction of animal diseases such as rabies into Hong Kong, the Agriculture, Fisheries and Conservation Department (AFCD) regulates the import of live animals through a permit system, and controls the import of cats and dogs under the Public Health (Animals and Birds) Regulations (Cap. 139A) and the Rabies Regulation (Cap. 421A) to protect public and animal health. Under effective control measures, Hong Kong has long been widely recognised as a rabies-free place by other places. Animals of Hong Kong generally face less stringent quarantine requirements when entering other places. 
     
         On the quarantine arrangements of imported cats and dogs, the AFCD classifies places into different groups according to different risk of rabies, with reference to information about the surveillance of animal diseases from the World Organisation for Animal Health. Group I and Group II places are respectively rabies-free places and places where rabies cases are few and under effective control. Since these places are considered of lower risk of rabies, the imported cats and dogs are exempted from quarantine upon fulfilling specified requirements. Places that do not meet the requirements of Group I or Group II, or where their situations cannot be determined, will be included in Group III. Cats and dogs imported from these places are required to undergo a quarantine of not less than 120 days before December 2024.
     
         Since December 2024, the AFCD has divided Group III into Group A and B according to the results of risk assessment. Quarantine period for cats and dogs of Group IIIA is significantly shortened from 120 days to 30 days upon their arrival in Hong Kong, provided that they meet the relevant quarantine requirements including that the animals must be vaccinated against rabies, conducted a valid rabies neutralising antibody titre test, had an animal health certificate issued or endorsed by a government veterinary officer of the place of export. The Macao Special Administrative Region, Lithuania and the Mainland have been included in Group IIIA successively. As regards Group IIIB places, since the risk of rabies is higher or uncertain, and the incubation period of rabies can be up to several months, the quarantine period for cats and dogs imported from those places is maintained at not less than 120 days.
     
         The reply to the question from Professor the Hon Priscilla Leung is as follows:
     
    (1) As mentioned just now, as long as cats and dogs imported from the newly added Group IIIA places (including the Mainland) meet the relevant quarantine requirements and hold an animal health certificate issued by an official veterinarian from the Mainland, the quarantine period upon arrival in Hong Kong will be significantly reduced from 120 days to 30 days. Because of this change, the cost of quarantine facilities that the owners of these cats and dogs have to pay has been greatly reduced to one-quarter of the previous cost, at the same time, the turnover rate of quarantine facilities will increase to four times than that of the past. The waiting time for quarantine facilities will be reduced correspondingly, and the usage effectiveness will be increased significantly.
     
         As regards the quarantine arrangements, the current international practice is to isolate cats and dogs in officially supervised quarantine facilities to ensure that the animals will not have direct or indirect contact with other animals during the quarantine period, so as to avoid the transmission of animal disease into the community. As the mortality rate of rabies is close to 100 per cent, and animals have the opportunity to come into contact with other people or animals when they are quarantined in private premises, this will bring to them higher risk. Hence from a risk management perspective, home quarantine arrangement is not appropriate. The Department will continue to make reference to the latest animal disease situation announced by the World Organisation for Animal Health, and timely optimise the quarantine requirements for imported cats and dogs, taking into account factors such as international practices, operational experience and risk assessment.
     
    (2) To facilitate animal owners to bring their pet cats and dogs to Hong Kong, the Government has not only optimised the quarantine requirements for cats and dogs, but also increased the number of quarantine facilities. The new quarantine facilities at the Kowloon Animal Management Centre under the AFCD have been put into service in May this year. The quarantine facilities provided for cats and dogs have increased from 21 and 20 to 34 and 30 respectively. Further, taking into account that the shortened quarantine period has increased the turnover speed to four times than that of the past, the handling capacity of the AFCD’s quarantine facilities could be increased by as much as six to seven times than that of the past. In addition, the AFCD encourages private animal welfare organisations to provide quarantine facilities for cats and dogs, and is reviewing the application of the Hong Kong Society for the Prevention of Cruelty to Animals (SPCA). It is expected that the quarantine facility will be put into service in the middle of this year. The Department will also provide information and assistance to other private animal welfare organisations interested in operating quarantine facilities for cats and dogs. On the basis of the above improvement measures, it is expected that the quarantine facilities will be able to meet the demand.
     
         As regards the number and testing quality of recognised Mainland laboratories, after discussions with the Mainland authorities and taking into account the regional distribution and level of recognition of the laboratories in the Mainland, the AFCD has recognised four Mainland laboratories in Beijing, Shanghai, Guangzhou and Changchun for conducting rabies antibody titre tests for cats and dogs. All four laboratories are recognised by the Mainland authorities and the European Union, hence the quality of testing is assured. The AFCD will closely monitor the situation and will discuss with the Mainland authorities to adjust the list of approved laboratories when necessary.
     
    (3) The Veterinary Surgeons Board of Hong Kong (VSB) is a statutory body established under the Veterinary Surgeons Registration Ordinance (Cap. 529), and is responsible for the regulation, registration and disciplinary control of veterinary surgeons, to ensure a high standard of veterinary services in Hong Kong. The VSB learns about the overall veterinary services through data gathered in the regulation of the veterinary profession.
     
         The number of registered veterinary surgeons (RVS) has been consistently on the rise since 2015, from 823 in 2015 to 1 364 in April this year, representing an increase of 65 per cent. Moreover, RVS comprises many specialties, such as small animal internal medicine and surgery, dermatology, cardiology, neurology and veterinary pathology. Apart from private veterinary clinics, the City University of Hong Kong and some animal welfare organisations, such as the SPCA, also provide veterinary services, therefore animal owners should be able to find appropriate veterinary services for their pets.

    [PRESS RELEASE] – Samoa became one of the first Pacific Island nations to adopt a legally binding Marine Spatial Plan — a milestone step to fully protect 30% and ensure sustainable management of 100% of its vast ocean 120,000-square-kilometer ocean territory.

    The adoption of the plan under the Lands, Survey and Environment Act 1989 was endorsed by Samoa’s Cabinet, setting a global blueprint for how large ocean states can sustainably manage their ocean and their resources.

    Hon. Toeolesulsulu Cedric Pose Salesa Schuster, Samoa’s Minister for Natural Resources and Environment announced the legal adoption of the plan, stating, “Samoa is a large ocean state, and our way of life is under increased threat from climate change, overfishing, habitat degradation and more. This Marine Spatial Plan marks a historic step towards ensuring that our ocean remains prosperous and healthy to support future generations of Samoans‒just as it did for us and our ancestors.”

    The Marine Spatial Plan includes the establishment of nine new fully protected Marine Protected Areas, covering 36,000 square kilometers of ocean. It integrates traditional management systems by incorporating existing nearshore community-managed areas such as Fish Reserves and District MPAs, ensuring these culturally important practices are preserved and strengthened.

    Traditional knowledge and the best available science together with input from stakeholders and communities from across 185 communities guided and shaped the Plan. Its implementation will be led by the MNRE in close collaborations with other Ministries and national and local stakeholders.

    Leilani Duffy-Iosefa, Country Director of Conservation International Samoa, emphasized the importance of Samoa’s legal commitment and the broader implications for global marine governance, “This example shows what true delivery and accountability look like and Conservation International is excited to continue the partnership to support Samoa’s goals to protect 30% and sustainably manage 100% of its ocean.”

    Dr. Kathryn Mengerink, Executive Director of the Waitt Institute, acknowledged Samoa’s leadership and the significance of this achievement in the global context, “Today, Samoa has established itself as a leader in sustainable ocean management. We are proud to support Samoa’s visionary leadership and decisive action towards securing a healthy ocean, thriving communities, and a prosperous future for its people and the planet.”

    The legal establishment of Samoa’s Marine Spatial Plan comes ahead of the United Nations Ocean Conference taking place this June in France. The conference, aptly themed “Accelerating action and mobilizing all actors to conserve and sustainably use the ocean,” will provide a platform for Samoa to inspire countries across the globe to advance their ocean protection targets as the deadline for the 30×30 conservation goals rapidly approaches.

    • 2.What assessment did the Commission carry out when this scheme was proposed?

  • MIL-OSI Analysis: No packaging, no problem? The potential drawbacks of bulk groceries

    The bulk distribution model has been in the news again lately, with well-known brands such as The Laughing Cow making their way into French supermarkets. Stakeholders in the bulk sector are seeking to introduce innovations in order to expand and democratise the concept. But is the bulk model such a clear-cut approach to consuming in a sustainable way?

    Bulk can be described as a consumer practice with a lower impact on the environment, since it involves the sale of products with no packaging, plastic or unnecessary waste and the use of reusable containers by consumers. In this type of distribution, predetermined manufacturer packaging becomes a thing of the past.

    In this model, distributors and consumers take on the task of packaging the product themselves to ensure the continuity of the multiple logistical and marketing functions that packaging usually fulfils. Unaccustomed to this new role, stakeholders in the bulk sector may make mistakes or act in ways that run counter to the environmental benefits that are generally expected to result from this practice.

    Contrary to the usually positive discourse on bulk products, our research points to the perverse and harmful effects of bulk distribution. When bulk stakeholders are left to “cope with” this new task of packaging products, can bulk still be described as ecologically sound?

    A new approach to packaging

    Packaging has always played a key role. It performs multiple functions that are essential for product distribution and consumption:

    • Logistical functions to preserve, protect and store the product: packaging helps to limit damage and loss, particularly during transport.

    • Marketing functions for product or brand recognition, which is achieved by distinctive colours or shapes to create on-shelf appeal. Packaging also has a positioning function, visually conveying a particular range level, as well as an informative function, serving as a medium for communicating a number of key elements such as composition, best-before date, etc.

    • Environmental functions, such as limiting the size of packaging and promoting certain types of materials – in particular recycled and recyclable materials.

    In the bulk market, it is up to consumers and distributors to fulfil these various functions in their own way: they may give them greater or lesser importance, giving priority to some over others. Insofar as manufacturers no longer offer predetermined packaging for their products, consumers and distributors have to take on this task jointly.

    Assimilation or accommodation

    Our study of how consumers and retailers appropriate these packaging functions used a variety of data: 54 interviews with bulk aisle and store managers and consumers of bulk products, as well as 190 Instagram posts and 428 photos taken in people’s homes and in stores.

    The study shows that there are two modes of appropriating packaging functions:

    • by assimilation – when individuals find ways to imitate typical packaging and its attributes

    • by accommodation – when they imagine new packaging and new ways of working with it

    Some consumers reuse industrial packaging, such as egg cartons and detergent cans, because of their proven practicality. But packaging may also mirror its owners’ identity. Some packaging is cobbled together, while other packaging is carefully chosen with an emphasis on certain materials like wax, a fabric popular in West Africa and used for reusable bags.

    Once packaging disappears, so does relevant information

    Appropriating the functions of packaging is not always easy. There is a “dark side” to bulk, with possible harmful effects on health or the environment, and social exclusion. Bulk can lead, for example, to hygiene-related problems or misinformation when consumers fail to label their jars correctly, or use packaging for another purpose. For example, using a glass juice bottle to store detergent can be hazardous if a household member is unaware of its contents.

    Bulk shopping can also appear exclusive for people with less culinary education. (High-income professionals over the age of 50 make up 70% of all consumers of bulk products.) Once the packaging disappears, so does the relevant information. Some consumers actually do need packaging to recognize, store and know how to cook a product. Without this information, products may end up in the garbage can!

    Our study also shows the ambivalence of the so-called “environmental function” of bulk shopping – the initial idea being that bulk should reduce the amount of waste generated by packaging. In fact, this function is not always fulfilled, as many consumers tend to buy a great deal of containers along with other items, such as labels, pens and so on, to customise them.

    Some consumers’ priority is not so much to reuse old packaging, but to buy new storage containers, which are often manufactured in faraway lands! The result is the production of massive amounts of waste – the exact opposite of the original purpose of the bulk trade.

    Lack of consumer guidance

    After a period of strong growth, the bulk sector went through a difficult period during the Covid-19 pandemic, leading to closures for many specialist stores in France, according to a first survey on bulk and on reuse. In supermarkets though, some retailers invested to make their bulk aisles more attractive – though in the absence of any effective guidance, consumers failed to make them their own. Bulk aisles have become just one among a host of other aisles.

    Things seem to be improving however, and innovation is on the rise. In France, 58% of the members of the “Bulk and Reuse Network” (réseau Vrac et réemploi) reported an increase in daily traffic between January and May 2023 compared with 2022.

    Distributors need to adapt to changing regulations. These stipulate that, by 2030, stores of over 400 m2 will have to devote 20% of their FMCG (Fast-Moving Consumer Goods) sales areas to bulk sales. Moreover, bulk sales made their official entry into French legislation with the law on the fight against waste and the circular economy (loi relative à la lutte contre le gaspillage et à l’économie circulaire) published in the French official gazette on February 11, 2020.

    In this context, it is all the more necessary and urgent to support bulk stakeholders, so that they can successfully adopt the practice and develop it further.

    Outbreaks of Koi herpesvirus (KHV) disease in 2025

    The Fish Health Inspectorate (FHI) have found Koi herpesvirus (KHV) disease in fish at the following sites in England and Wales

    KHV is a serious viral disease of fish and is a listed disease in the United Kingdom. It affects all varieties of common and ornamental carp species (Cyprinus carpio) and can result in large scale mortalities. Fish with KHV disease may show the following signs, especially when water temperatures are between 16 to 28 °C:

    • necrotic (white or brown) patches on the gills

    • rough patches on the skin and sloughing mucous

    • sunken eyes

    You must contact the FHI if you suspect an outbreak of KHV. This includes fish with the above signs, or deaths of carp or carp hybrids.

    There is no risk to public health.

    Sites with KHV disease must undergo a formal monitoring programme immediately following the outbreak. The FHI visit these sites to look for evidence of disease and to inspect compliance with the conditions of the statutory controls in place.

    Confirmed designation

    If a notifiable disease is confirmed, FHI places controls to limit the spread of disease (these are known as confirmed designations). The following conditions are applied under disease controls:

    • No person may, without the previous consent in writing of the FHI, move any aquatic animal including eggs, and gametes, into, out of or within a confirmed designation area.

    • Disposal of dead aquatic animals, including eggs and gametes, must be by an approved method for disposal of Category 2 animal-by-product waste in compliance with local Environmental Health department requirements

    • Notify the Fish Health Inspectorate immediately should mortalities re-occur or spread to other waters/facilities within the designated area.

    • Notify the FHI in advance of all intended physical changes to sites within the designated area – such as site boundaries, number or size of waters, use of the site. FHI written permission will be required beforehand for all such changes.

    • All requests for consents required under this Confirmed Designation Notice must be submitted to the FHI with a minimum of 5 working days’ notice.

    When laboratory testing confirms KHV disease at a site, the FHI place statutory controls to limit the spread of the disease. These controls restrict movement of aquatic animals.

    Koi herpesvirus disease (KHV) is a listed disease under The Aquatic Animal Health (England and Wales) Regulations 2009. KHV outbreaks have been subject to statutory controls in the UK since 2007. The UK maintains a surveillance programme for this disease.

    When the FHI confirm an outbreak, they take steps to control and, wherever possible, remove the disease. This may involve movement controls on susceptible species in the affected area, enhanced biosecurity, culling of fish, and cleaning and disinfecting of the premises.

    Once statutory controls are in place the site operators must write to the FHI to get permission to move live fish into, out of, or within the designated area, and to make material changes to the site or site activities. This also applies to fish eggs and gametes.

    Mayor of Derry City and Strabane District Council, Councillor Ruairí McHugh, is looking forward to welcoming the West Indies international cricket team to the Council area this week for their three game Twenty20 series with Ireland at Bready Cricket Club.

    The games are taking place on June 12th, 14th and 15th at the Magheramason club and Mayor McHugh will attend the opening game on Thursday before hosting a civic reception in the Guildhall for both teams on Friday.

    The North West Cricket Union have received Council’s National Events Fund to help host the event and Council’s Environment team have also provided floral arrangements, hanging baskets and planters for the games.

    “I am delighted to see world class cricket returning to Derry and Strabane with the arrival of the West Indies team for these three high profile games,” said Mayor McHugh.

    “The North West Cricket Union have shown great ambition in developing Bready Cricket Club as an international level ground and it’s a valuable opportunity for us to showcase our region as a host for elite level sports events.

    Commonsense, science-based, and economically sound legislation successfully passed out of the Natural Resources Committee through our portion of the reconciliation legislation this week, as House Republicans continue to deliver on our promise to generate savings and boost new revenue for the federal government. As Chairman of this great committee, it was an honor to lead my colleagues in delivering an incredible federal savings of $18.5 billion dollars, greatly surpassing our requested amount of $1 billion dollars.

    There’s an understanding one holds as an Arkansan, avid outdoorsman, and licensed forester that our nation’s natural resources are more abundant than almost anywhere in the world, capable of meeting our energy demands without looking beyond our borders for help. Our country is certainly blessed with these resources, and it’s time for Congress to begin the work to produce legislation that provides the avenues necessary for needed energy, critical minerals, and loosening the ties that bind us to our dependence on countries like China and Russia for energy and minerals that can be produced right here at home.

    When advocating for this legislation, many groups worry about conservation, oftentimes leading us to a hands-off approach that usually causes more harm than good. It’s important that we learn from the great conservationist giants who came before us and apply their knowledge with the knowledge we have today to create something that is lasting, efficient, and champions the resources we have in our own backyard. 

    Our motto for the Republicans in the House Natural Resources Committee is, “putting conservatives back into conservation.” The word conservation was derived from the word conservative, and many of our most renowned conservationists like President Teddy Roosevelt, John Lacey, and Gifford Pinchot were proud Republicans. Conservation has been an ideal instilled in the Westerman family since childhood when learning from our granny as she tended the garden, making use out of every single thing her hard work produced, and it has been a guiding principle throughout my life, certainly now as Chairman of the Natural Resources Committee.

    Sir Roger Scruton, a fellow of the British Academy and of the Royal Society of Literature, once said that a conservative is one who believes in unchosen obligations. A deeper look into that ideal is that a conservative is someone who reflects deeply on the past – in this case, our nation’s history – and understands that there is a much larger picture that all of us are a part of. Our great nation is the product of the grand ideals our founding fathers derived for us through creating and establishing our Constitution and form of government. And as such, we have a deep obligation of upholding and defending those values and principles upon which our country was founded. 

    There cannot be a reflection upon the past without an understanding of the importance of looking toward the future and recognizing the unchosen obligation we have to care now for what we have been given, for it to be even better for the generations to come. House Natural Resources Republicans are doing exactly that as we have crafted and passed this vital legislation for the reconciliation process that will position the federal budget to allow for the conservation and stewardship of our lands. Our natural resources are one of the most treasured gifts we have been given as a nation, and we must do our part, in our day, to leave them better than how they were received for our benefits both now and in the future.
