    Fire and Emergency New Zealand Board Chair Rebecca Keoghan has congratulated four Fire and Emergency personnel from Oxford, Fox Glacier, Matatā and Taihape who have been recognised in the 2025 King’s Birthday Honours List released today.
    “These awards recognise the outstanding contributions that our people have made to Fire and Emergency, Search and Rescue and their local communities over many years,” Rebecca Keoghan says.
    The recipients are:
    • Ronald (Ron) Ealam (Oxford) – Member of the New Zealand Order of Merit (MNZM) for services to Search and Rescue
    • Marius Bron (Fox Glacier) – King’s Service Medal (KSM) for services to Search and Rescue and the community
    • Gavin Dennis (Matatā) – King’s Service Medal (KSM) for services to Fire and Emergency New Zealand and the community
    • Alan (Curly) Troon (Taihape) – King’s Service Medal (KSM) for services to Fire and Emergency New Zealand.

    Member of the New Zealand Order of Merit (MNZM) for services to Search and Rescue
    Mr Ron Ealam has been contributing to Land Search and Rescue for more than 50 years.
    Mr Ealam has been a member of the Oxford Fire Brigade since 1996. He has contributed 25 years of service to the New Zealand Land Search and Rescue Dogs, helping train dogs. He has been a qualified national trainer and assessor for Search Dogs for more than ten years, specialising in border collies, attending several annual dog training camps each year. He helped develop the official New Zealand Land Search and Rescue Search Dogs Training Pathway and Assessments in 2009, which forms the basis of the Search Dogs pathways today. He has been a member of the Oxford Land Search and Rescue, contributing to local search and rescue meetings and training nights, and training dogs, which takes at least two years before they become operational. During the 2011 Canterbury earthquakes, he was part of the initial response in the first three days in the Redcliff area and helped with welfare and house checks. He has been the elected Group Chair for Oxford Land Search and Rescue for more than 10 years. Mr Ealam received the New Zealand Search and Rescue Excellence award in 2023 for his contributions.

    Marius Jean Bron
    King’s Service Medal (KSM) for services to Search and Rescue and the community
    Mr Marius Bron has served the Fox Glacier community in various volunteer emergency service roles since 1999.
    On a voluntary basis Mr Bron leads the local branches of South Westland Land Search and Rescue Group, the Civil Defence service and the Community Committee. He also volunteers for the Department of Conservation, assisting in the management of alpine huts in the area. He works to ensure these huts are fit for use by both domestic and international visitors. He is also a local volunteer firefighter for Fire and Emergency New Zealand and a St John Ambulance first responder. The skills he has gained from these various roles make him a central figure in the Fox Glacier community. He and his team have received national recognition for their search and rescue efforts, including the successful rescue of two climbers on Mt Rolleston and the successful overnight rescue of an injured person on a glacier. He was involved in the creation of important facilities for the Fox Glacier community, including the Emergency Services Centre and the Community Centre. His efforts included driving the concept stage, fundraising and project managing. In addition to his volunteer work, Mr Bron is Operations Manager at Fox Glacier Guiding, which brings tourist business to the community.
    Gavin Lloyd Dennis, JP
    King’s Service Medal (KSM) for services to Fire and Emergency New Zealand and the community
    Mr Gavin Dennis has served the Matatā community for close to 40 years.
    Mr Dennis is currently Chief Fire Officer of the Matatā Volunteer Fire Brigade, having held various ranks since joining in 1987. While Deputy Chief Fire Officer, he played a key role in the response to major flood events in 2005, with the town cut off for several days. He instigated the Matatā Volunteer Fire Brigade’s Cadet Programme in 2014, for young people aged 15 to 16 to join the brigade to gain experience and life skills. The programme has been successful in recruiting these young people as volunteer recruit firefighters when eligible, forming a large part of the brigade’s membership over the past 10 years. He was a member of the Rangitaiki Community Board from 2007 to 2019, serving four years as Deputy Chairperson, and helped oversee the town’s recovery efforts following the 2017 Edgecumbe flood event. He has served on the Boards of Trustees of Matatā Public School and Trident High School, including holding several offices across the period 1993 to 2010. He has chaired the Matatā Residents Association and the Matatā Community Resource Centre. Mr Dennis was elected to the Whakatāne District Council in 2019.
    Alan Rex (Curly) Troon
    King’s Service Medal (KSM) for services to Fire and Emergency New Zealand
    Mr Alan “Curly” Troon is a Life Member of the Taihape Volunteer Fire Brigade and has helped to promote Taihape through gumboot throwing.
    Mr Troon joined the Taihape Volunteer Fire Brigade in 1991 and has been Chief Fire Officer since 2009, being awarded Life Membership in 2022. He oversaw the rebuild of the new Taihape Fire Station which opened in 2022. He has worked for Rangitikei County Council and has held many volunteer roles within the community, including past President of the Taihape Tennis Association and Taihape Kindergarten Committee and is the current President of the New Zealand Boot Throwing Association (NZBTA). In the mid-1980s, he became a champion thrower in Taihape’s annual Gumboot Day and has since promoted the sport with his wife. They have taken Taihape to world competitions. In 2021 he won the Toyota Lifetime Legacy Award from NZBTA as part of the Norwood Rural Sports Award. He is a past member of the Taihape St John Area Committee and has driven the Taihape ambulance when the team is short staffed. Mr Troon has been coaching young people at the Taihape Badminton Club since 2023.

  • India to create 7.29 million green jobs by FY28, 35 million by 2047: Report

    India’s green economy is growing rapidly and is expected to reach a value of $1 trillion by 2030, and a staggering $15 trillion by 2070, a new report said on Monday.

    With this massive growth, India is also set to create a huge number of green jobs – around 7.29 million by the financial year 2027-28 and 35 million by the year 2047, according to a NLB Services report.

    NLB Services CEO Sachin Alug said: “In the past 4–5 years, we’ve seen green jobs evolve from niche roles to mainstream opportunities across renewable energy, EVs, and sustainable infrastructure. What’s changed pragmatically is the skillsets.”

    “Today’s green workforce needs both sustainability know-how and digital fluency, and the increased integration of AI, IoT, blockchain, GIS, and data-driven tools are laying the foundation for progressive, new-age green careers,” Alug mentioned.

    As the green sector expands, industries are not just investing in green technology and renewable energy, but also focusing on building a skilled workforce to meet the rising demand.

    This shift is driving companies to change their hiring strategies. Rather than relying only on traditional degrees, employers are now giving more importance to practical green skills and hands-on experience.

    Many companies are also working closely with colleges and universities to equip young people with sustainability-related skills, while also investing in inclusive hiring and re-skilling programmes, the report stated.

    The new employment outlook is stronger than earlier predictions. In 2024, the green sector was expected to grow at a pace of 15–20 per cent annually in terms of job demand.

    However, new estimates show an even faster increase, especially in fields like renewable energy, electric vehicles, green construction, waste management, and sustainable textiles.

    Most green jobs are still based in big cities like Mumbai, Bengaluru, and Delhi. But smaller cities such as Jaipur, Indore, Visakhapatnam, Coimbatore, Bhubaneswar, Chandigarh, and Ahmedabad are also becoming key green job hubs.

    Tier II and Tier III cities are expected to create 35-40 per cent of the projected 7.29 million jobs by FY28, helped by the growth in sustainable agriculture, logistics, and warehousing, as per the report.

    Green job roles are also becoming more diverse. Demand for professionals in areas such as ESG (Environmental, Social and Governance) analytics, climate data analysis, and green technology is growing fast, with a projected 20–30 per cent yearly rise.

  • MIL-OSI USA: In face of layoffs, Golden co-sponsors Protect our Parks Act of 2025

    WASHINGTON — Congressman Jared Golden (ME-02) this week announced the introduction of H.R. 3555, the Protect our Parks Act of 2025, to ensure the country’s 63 national parks and hundreds of other sites managed by the National Park Service (NPS) are adequately staffed. 

    “If there’s one thing Mainers know, it’s the value of the great outdoors. As we approach the busy summer season, Congress must act to ensure our treasured national parks have the resources they need to meet their mission,” Golden said. “Prior generations ensured the federal lands managed by the National Park Service were protected for us. Now it’s our turn to step up and guarantee their future for our grandchildren.” 

    Golden is an original co-sponsor of the bill, which directs the Secretary of the Interior to ensure adequate staffing within the NPS for the overall safety and wellbeing of visitor safety and natural and cultural resource protection.

    It orders the reinstatement of any individuals terminated as part of the Administration’s mass firings, beginning on January 20, 2025, providing staffing levels necessary to keep critical federal projects moving — including those funded by the Great American Outdoors Act; Infrastructure Investment and Jobs Act; Inflation Reduction Act; and Federal Lands Recreation Enhancement Act. 

    Golden is a member of the House Committee on Natural Resources and the Subcommittee on Federal Lands. In a May committee vote, he opposed the House GOP’s plan to slash $279 million from the NPS. He has a long track record of support for America’s parks system. 

    “Our national parks are invaluable treasures, preserving America’s natural and cultural heritage,” said Eric Stiles, president and CEO of Friends of Acadia. “Ensuring national parks are fully staffed is crucial for conservation, the visitor experience, and the success of vital projects.     Maine’s 2nd Congressional District is home to Acadia National Park — one of the ten most visited national parks in the United States — and the Katahdin Woods and Waters National Monument. With annual visitation numbers continuing to increase, these public lands need significant infrastructure investments. In the 118th Congress, Golden helped pass the Great American Outdoors Act to address maintenance backlogs at places such as Acadia and to establish permanent funding for the Land and Water Conservation Fund.

  • MIL-OSI USA: Reps. Craig, Hinson Lead Bipartisan Call to Expand Homegrown Biofuels Production

    WASHINGTON, DC – Today, U.S. Representatives Angie Craig (D-MN) and Ashley Hinson (R-IA) led 26 of their bipartisan colleagues in calling on the Administration to expand annual Renewable Volumes Obligations for biomass-based diesel in their upcoming rulemaking for 2026.

    In a letter to President Donald Trump, the Members urged the Administration to support a strong Renewable Fuel Standard (RFS) by adopting timely, robust blending requirements in the upcoming “Set 2” rule establishing Renewable Volume Obligations (RVOs) for 2026 and beyond.

    “Even before you took office, the EPA was months behind meeting the statutory deadline to set RVOs, which only exacerbated market instability,” the Members wrote. “Domestic biofuel production facilities have already idled, and further delays in action could result in additional closures, putting Americans out of work and disrupting key markets for farmers.”

    “Congress established the Renewable Fuel Standard (RFS) to provide certainty and encourage investment in biofuels to the benefit of American families, the economy, and U.S. energy security,” the Members continued. “A strong Set 2 will benefit our constituents by lowering prices at the pump, creating and maintaining U.S. biomanufacturing jobs, and driving economic growth. A strong RVO will also support market growth for farmers at a time when global markets are experiencing uncertainty.”

    The EPA’s Renewable Volume Obligations for 2023 – 2025 were significantly lower than industry production trends, leading to a collapse in the value producers can receive in the renewable fuels market. Those poor market conditions led several biodiesel plants across the country to shut down last year. Higher RVOs will support market growth for farmers at a time when global markets are experiencing uncertainty.

    In Congress, Rep. Craig has worked across the aisle for years to promote homegrown biofuels. Last month, following her push, the Environmental Protection Agency (EPA) issued an emergency fuel waiver allowing the sale of E15 nationwide this summer. 

    Earlier this year, she introduced her bipartisan Nationwide Consumer and Fuel Retailer Choice Act to make year-round access to E15 permanent nationwide – expanding market access for Minnesota farmers and lowering costs for drivers at the gas pump. And in February, she led a bipartisan letter to newly confirmed Environmental Protection Agency (EPA) Administrator Lee Zeldin, urging the Agency to prioritize biofuels as part of the Administration’s energy agenda.

  • MIL-OSI China: Chinese researchers release Tianshan watershed streamflow dataset

    Chinese researchers have released a streamflow dataset of Tianshan Mountains watersheds, the key source region of Central Asian rivers.

    The study, led by researchers from the Xinjiang Institute of Ecology and Geography of the Chinese Academy of Sciences, was published in the journal Scientific Data.

    The dataset compiles daily streamflow data for 56 watersheds and monthly data for 89 watersheds in the Tianshan Mountains. The researchers reconstructed streamflow observations by integrating data from both domestic and international monitoring stations.

    The study revealed an overall increasing trend in Tianshan streamflow, which was particularly prominent between 1990 and 2019. Spatially, it showed higher streamflow in the west and south, and lower streamflow in the east and north.

    Due to scarcity of data and complex hydrological conditions in the Tianshan region, long-term and complete streamflow data are still lacking, said Li Shuai, first author of this study.

    “This is the first comprehensive and long-term streamflow modeling and data reconstruction effort at the watershed scale in the Tianshan Mountains,” said Li.

    The dataset fills the gap in the availability of comprehensive streamflow data for smaller basins in the Tianshan Mountains, and provides essential data for managing water resources and assessing the impact of climate change in the region, according to the study.

    Preston City Council has partnered with LitterLotto to give residents the chance to win up to £1,000 every week while encouraging correct recycling at home and on-the-go.

    The free LitterLotto app uses AI technology to identify the type of waste being disposed of and directs residents to the correct bin. Its ‘AtHome’ feature also offers bin collection reminders, recycling advice, and allows easy reporting of issues like fly-tipping and graffiti.

    Residents simply need to download the app, register for an account, and use their phone’s camera to scan the item they wish to dispose of. Every correctly recycled item earns virtual coins to spend in the LitterLotto Coin Store and an entry into the national £1,000 prize draw.

    Councillor Freddie Bailey, Cabinet Member for Environment and Community Safety at Preston City Council, said:

    “Preston City Council are always looking at new and innovative ways to improve recycling. LitterLotto is a brilliant opportunity to improve recycling habits in Preston while rewarding residents for doing the right thing. By using the LitterLotto app, we can all help reduce contamination in our recycling bins and keep our streets clean, and the chance to win a cash prize is a great added bonus.”

    Even without downloading the app, residents and visitors to Preston can enter prize draws when recycling on-the-go using the new on-street recycling bins in the city centre. These bins are labelled with a QR code, and anyone can enter with just an email address. The bins are located at Market Street, Earl Street, Friargate and Ribblesdale Place.

    This initiative comes in response to concerns about contaminated recycling across the city, where incorrect items such as cartons, coffee cups, and plastic bags are frequently placed in recycling bins. The Council hopes the app will help clarify what can and can’t be recycled.

    As part of Volunteers’ Week celebrations, registered volunteer litter pickers will receive double entries and double virtual coins for their efforts in keeping Preston clean. This reward scheme will be trialled for 12 months until June 2026, with the potential to extend if successful.

    Washington, D.C. – Today, Congressman Mark DeSaulnier (CA-10) announced that he advanced 15 projects totaling over $35 million to benefit Contra Costa and Alameda Counties for consideration by the U.S. House Committee on Appropriations as part of the Fiscal Year 2026 appropriations process. These projects would help to support public health and safety, transportation accessibility and community development, and environmental protection and sustainability in California’s 10th Congressional District. Each year Congress provides Member-directed federal funding to a select number of Community Projects through the appropriations process. Under this process, each House member is allowed to submit 15 project requests on behalf of their Congressional District to the Appropriations Committee that meet the criteria set forth by the Committee.

    “I am proud to again advance over $35 million in funding that would directly benefit communities in Contra Costa and Alameda Counties by making our roads safer and more accessible, improving our outdoor spaces, providing cost-savings and environmental benefits through sustainability, and bolstering protection from crime and natural disasters,” said Congressman DeSaulnier. “I appreciate the effort of and collaboration with our local governments and organizations in submitting these projects, and I will continue to fight to see them through this legislative process and get the funding delivered to our district.”

The Treat Boulevard Corridor Improvements will provide a critical connection to the region’s 32-mile Iron Horse Regional Trail and active transportation options for commuters and residents of Walnut Creek. This project will transform the road corridor into a model example of complete streets design, improving connectivity to light rail transit (Bay Area Rapid Transit, or BART, Pleasant Hill/Contra Costa Centre Station), high-density housing, and thousands of jobs, further supporting economic, health, and transportation benefits for the Contra Costa Centre and Walnut Creek areas,” said Warren Lai, Director, Contra Costa County Public Works.

    Transportation Accessibility and Community Development Projects:

    • $3,900,000 for the Town of Danville to install fiber optic cables and construct new conduit and junction boxes for 54 traffic signals in Danville to enable real-time traffic signal optimization to reduce traffic congestion and improve safety, and allow for future implementation of smart city technologies.
    • $3,000,000 for the City of Dublin to improve safety and accessibility of Village Parkway by narrowing vehicle lanes, adding lighting, and constructing buffered bike lanes, wider sidewalks, and protected intersections.
    • $2,000,000 for the Contra Costa County Public Works Department to create a separate bike path to fill a gap in the County-wide bicycle network along Marsh Drive in unincorporated Pacheco, which will improve safety for all road users and access to local commercial centers, recreational centers, and additional connections to the local mass transit system.
    • $2,000,000 for the East Bay Regional Park District to construct visitor facilities such as restrooms, drinking fountains, public parking areas, and a turnout lane on Bailey Road to allow for the Thurgood Marshall Regional Park to be opened up to the public.
    • $1,970,010 for the Contra Costa Transportation Authority (CCTA) to upgrade and develop a network of smart traffic signals between Antioch and Oakley to improve commute times, reduce delays, and ease congestion.
    • $1,500,000 for the Contra Costa County Public Works Department to construct bicycle and pedestrian facilities on Treat Boulevard in the Contra Costa Centre Transit Village in Walnut Creek to close a critical gap along the Iron Horse Regional Trail, which would improve safety for non-motorized road users and improve connectivity for first and last mile connections to public transit and local commercial establishments.

    Public Health and Safety Projects:

    • $4,875,000 to the Diablo Water District to provide structural and foundational reinforcements to water infrastructure to mitigate risks associated with major seismic events, safeguard water supply, and contribute to the region’s overall disaster preparedness strategy.
    • $3,649,671 to the City of Concord to make improvements to the Emergency Operations Center in Concord to ensure its longevity, efficiency, and resilience as it serves as a critical hub for bolstering regional preparedness, response, and recovery efforts during emergencies and disasters.
    • $1,915,000 for the Contra Costa County Fire Protection District (Con Fire) to replace and install equipment, including backup generators, shore power plugs, and automatic transfer switches, at radio towers across Contra Costa County that are used for communication between law enforcement, fire, and emergency medical services to improve system reliability during emergencies and disasters that result in the loss of power.
    • $1,000,000 to the City of Walnut Creek to purchase 120 body worn cameras, charging docks, and equipment to promote transparency, accountability, and public trust in the police department.
    • $600,000 for the Contra Costa County District Attorney’s Office to create an Organized Retail Theft (ORT) Prevention and Prosecution Unit with the goal of addressing increased levels of retail theft crimes, helping local law enforcement better confront these types of crimes, and improving public safety.
    • $500,000 for the Contra Costa County District Attorney’s Office to enhance the identification and referral of survivors of labor trafficking and cases of labor trafficking occurring in the County, increase the capacity of the District Attorney’s Office to investigate cases of labor exploitation and trafficking, and improve the quality and scope of services provided to underserved and marginalized victims of human trafficking.

    Environmental Protection and Sustainability Projects:

    • $4,000,000 to the Central Conta Costa Sanitary District (Central San) to upgrade the water treatment facility’s ultraviolet (UV) technology to reduce the energy footprint of water treatment and protect public health and water quality in the region.
    • $4,000,000 to the Central Contra Costa Transit Authority (County Connection) to construct a battery system to allow the agency to charge its zero emission buses overnight, and provide a source of power to maintain operations during emergencies.
    • $272,918 for the Marine Mammal Center to help build scientific literacy and environmental stewardship of the coastal zone for 2,7000 students and their teachers and to develop a pipeline for the future STEM workforce.

    URUMQI, June 2 (Xinhua) — Chinese researchers have released data on river runoff in the Tianshan Mountains watershed, an important region where Central Asian rivers flow.

    The study, conducted by scientists from the Xinjiang Institute of Ecology and Geography of the Chinese Academy of Sciences, was published in the journal Scientific Data.

    The dataset collected daily runoff data from 56 river basins and monthly data from 89 river basins in the Tianshan Mountains. The researchers reconstructed runoff observations by combining data from both local and international monitoring stations.

    The study found a general trend of increasing water runoff in the Tianshan Mountains watersheds, which was particularly noticeable between 1990 and 2019. Spatially, it showed increasing runoff in the west and south and decreasing runoff in the east and north.

    According to the first author of this study, Li Shuai, due to data shortage and complex hydrological conditions in the Tianshan region, there is still no consistent and systematic data on river runoff.

    “This is the first comprehensive and long-term study on streamflow modeling and data reconstruction at the watershed scale in the Tianshan Mountains,” Li Shuai said.

    According to the results, the study helped to obtain comprehensive data on river runoff from small basins in the Tianshan Mountains and provides necessary data for water resources management and impact assessment of extreme weather events in the region. -0-

  • MIL-OSI USA: Amata Welcomes $302,000 EPA Water Quality Monitoring Grant

    Washington, D.C. – Congresswoman Uifa’atali Amata is welcoming $302,000 in federal funds for American Samoa from the U.S. Environmental Protection Agency (EPA) authorized by Congress in the BEACH Act. 

    “The EPA is fulfilling one of its original key functions with these coastal water monitoring funds for health protection,” said Congresswoman Aumua Amata. “Thank you to EPA Administrator Lee Zeldin, a friend and former colleague in Congress, as well as Region 9 Administrator Josh F.W. Cook as you work with our dedicated local department and American Samoa Government on this and other efforts throughout the year.”

    In all, the EPA has announced $9.7 million in BEACH Act grant funding for states, Tribes and territories to monitor water quality at coastal and Great Lakes beaches such as to notify the public if elevated levels of illness-causing bacteria make swimming unsafe.

    The Beaches Environmental Assessment and Coastal Health (BEACH) Act was reauthorized by Congress in 2024. The EPA states these allocations advance the agency’s goals of cooperative federalism and ensuring that every American has access to clean and safe water. Each of these goals supports EPA’s “Powering the Great American Comeback” initiative.

    “Millions of Americans will travel to the beach this summer to relax or play in the water. They will make lifelong memories and provide a boon to local economies,” said EPA’s Acting Assistant Administrator for Water Peggy Browne. “With $9.7 million from EPA, states and local authorities can help ensure that our beaches are open for business and that beachgoers can swim and splash without fear of getting sick.”

  • MIL-OSI USA: Rep. Neguse Introduces Legislation to Reinstate All Parks and Forest Staff Fired by DOGE Cuts

    Washington, D.C. — As the National Park Service (NPS) and the U.S. Forest Service (USFS) brace for impact, with public reporting warning additional layoffs are imminent, Congressman Joe Neguse introduced landmark legislation that pushes back against further cuts to the federal workforce and moves to restore adequate staffing levels ahead of the agencies’ busy summer months. The bills, the Protect our Parks Act and Save Our Forests Act, direct administration officials to rehire individuals wrongfully terminated as part of Trump’s DOGE initiative.  

    Neguse, who serves as Ranking Member of the House Subcommittee on Federal Lands, represents some of Colorado’s world-renowned parks and forests, including Rocky Mountain National Park and the Arapaho and Roosevelt and White River National Forests. Since the start of the year, he’s been a vocal opponent of the administration’s full-scale attack on the federal workforce, and his latest effort highlights the dramatic impact of cuts on parks and forests—leaving these shared spaces understaffed and vulnerable, with weakened wildfire prevention, search-and-rescue operations, and maintenance of campgrounds, trails, and restrooms. 

    “Coloradans are sounding the alarm: the Trump Administration’s federal funding and purging of the workforce have made our national parks and forests less safe and more prone to disaster.     AURORA — Congressman Jason Crow (D-CO-06), Lieutenant Governor Dianne Primavera, representatives from Serve Colorado, and local non-profits held a roundtable to discuss the impact of the Trump administration’s drastic cuts to AmeriCorps. 
     

    Since its founding in 1993, AmeriCorps has provided more than 1 million Americans with the opportunity to address challenges in their communities, especially in the areas of education, economic opportunity, veterans and military family services, health, the environment, and disaster services. In 2024, more than 6,600 AmeriCorps members and AmeriCorps Seniors served at over 700 local sites across Colorado. However, the Trump administration abruptly ended more than $400 million in AmeriCorps grants and laid off most of the full-time workforce, requiring more than 32,000 members to stop their critical work in communities nationwide. 

    “Service makes our nation better, and AmeriCorps enables Coloradans to serve their community directly. Their service makes Colorado a better, safer place to call home. Trump’s cuts to AmeriCorps are narrow-minded, short-sighted, and will leave Colorado worse off. I’ll continue speaking out and fighting back,” said Congressman Crow.

    “For some weeks I have been collecting data on the spend of the different Executive departments on travel outside the British Isles since devolution returned. To say I am appalled at the scale and extravagance of ministerial and departmental spending on foreign travel is an understatement.

    “When collated, the responses reveal an astonishing total of £470,000 spent on international travel by Stormont departments in just over a year — and more than £52,000 of that squandered by Ministers themselves.

    “Luxury long-haul flights and costly hotel stays seem to be the norm for the Executive.

    “No department has flown further or spent more widely than the Department of Agriculture, Environment and Rural Affairs. In total, the department spent nearly £78,000, with trips ranging from Brussels to New Zealand, Germany to New York.

    “Three individuals, including the Minister, few to New York Climate Week at a cost of £11,134 — supposedly to discuss sustainability of all things, while burning jet fuel and public money.

    “Officials also attended climate-linked events in Sweden, Spain, and Germany — clocking up thousands more in expenses — with little to no clarity on what outcomes, if any, these junkets delivered for the Northern Ireland public.

    “The Department of Finance racked up over £32,700 in international travel — including a single trip to Brussels by 16 officials from the Departmental Solicitor’s Office, costing the public £17,066. We’re told this was a “bespoke study visit” linked to the Windsor Framework.

    “Can a 16-person legal trip to Brussels be justified? Ministers must explain why such a large group needed to attend, and what real value was achieved.

    “The Minister for Education himself spent over £8,000 on overseas travel in a single year — including trips to Washington DC and Reykjavik, Iceland. Minister Givan’s personal travel and accommodation expenses account for nearly 25% of the total expenses by the Department on foreign travel.

    Among the more concerning examples in the Department of Education are:
    •     Two officials who travelled to Paris and racked up costs of over £2,100 and
    •     A trip to Tokyo which cost £3,366, with no listed outcomes.

    “With education budgets under severe strain, with SEN services stretched to breaking point people working in education will be asking questions.

    “The biggest spenders though are of course the Executive Office. Michelle O’Neill and Emma Little Pengelly’s department has managed to spend over £126,000 on international travel.

    “When people see Ministers parading on the world stage while hospital waiting lists grow at home, it’s not hard to understand the anger. Spending more on a single trip than many people earn in a year is shameful.

    “Across the Executive, this pattern of waste repeats. Ministers and officials racking up air miles while local services go without.

    Quiz the water experts about Taunton’s bathing water quality

    Fancied a dip in the River Tone but unsure about its water quality? Come and ask your questions and share any concerns about the French Weir Park bathing water.

    Water quality experts will be at COACH, French Weir Park, Taunton on Saturday 21 June from 10am to 1pm

    Experts from the Environment Agency, Wessex Water, Somerset Wildlife Trust and Friends of French Weir Park will be ready to answer questions about the River Tone bathing water at the COACH Community Hub in French Weir Park on Saturday 21 June 2025 from 10am to 1pm.  

    These are just a few representatives of the steering group formed to improve bathing water quality at this site, which was officially designated in 2024.  

    Being designated means regular and consistent water samples are taken for analysis at set times of the year to check the levels of bacteria like E. Coli and intestinal enterococci.  However, being ‘designated’ doesn’t automatically mean water meets public hygiene standards for activities like swimming – a problem the new group is tackling.  

    Jim Flory of the Environment Agency said:

    There are strict standards on what goes into rivers to protect wildlife and the natural ecology of our rivers. But the standards to protect human health are higher.  

    A lot of investigation will be needed to uncover what sources of pollution feed into the River Tone. The public can help speed that up by eliminating the most obvious sources like picking up dog poo or looking after their septic tanks. This will free up people to focus on more serious issues.

    Results of all samples taken during the current round of monitoring will be available online at Swimfo to help inform public choice before taking a dip, Environment Agency officers will patrol the surrounding area, looking for obvious sources of pollution entering the watercourse as well as inspecting water company pipes and other types of equipment that discharges water into the river. 

    Background

    • 450 bathing waters in England were sampled last year and classified as either Excellent, Good, Sufficient or Poor. These classifications and information about water quality will be displayed at each bathing water and on bathing water profiles available to access on the Environment Agency’s Swimfo website.  

    • The Environment Agency took 7,420 samples during the 2024 bathing season. The Environment Agency takes up to 20 water samples at each of England’s designated bathing waters during the season.  

    • Our standards for bathing waters come from guidelines produced by the World Health Organisation (WHO) and are science based. They have been adopted by many countries through the EU Bathing Water Directive, which England’s Bathing Water Regulations are based on.

    Until now, Victorians believed their state was the sole home for Leadbeater’s possum, their critically endangered state faunal emblem. This tiny marsupial is clinging to life in a few pockets of mountain ash and snow gum habitat in the Central Highlands of Victoria.

    But a few days ago, seven grainy photos taken by a trail camera in New South Wales revealed something very unexpected: a Leadbeater’s possum hundreds of kilometres away in the wet forests of Kosciuszko National Park.

    For decades, we and other researchers have sought proof this possum existed in these forests. Now we have it. This is a moment of celebration. But it also signals the importance of well-resourced biodiversity surveys in uncovering our most threatened species and large national parks for conserving them.

    While this newly discovered population reduces the risk of extinction, it doesn’t change the decline and risk of extinction of its Victorian relatives – or the steps needed to safeguard them.

    Detected entirely by chance

    In 2024, New South Wales threatened species ecologists Fred Ford and Martin Schulz set about looking for an entirely different species, the endangered smoky mouse. To find it, they set up a wide array of camera traps throughout wet forest areas of Kosciuszko National Park. A year later, they collected them and trawled through millions of photos.

    Among all these images (including of smoky mice), there were seven which stunned them. A camera deployed near Yarrangobilly Caves captured a tiny possum scampering through leaf litter, holding its distinctive club-shaped tail erect. The possum looks around the monitoring site, showing its back and face stripes and heart-shaped face.

    Experts at The Australian National University and Zoos Victoria verified the photos, setting the ecology world abuzz.

    A hunch confirmed

    While we are delighted at this remarkable discovery, the detection is not a complete surprise.

    Over three decades ago, this article’s lead author searched for Leadbeater’s possum around Yarrangobilly and many other parts of Kosciuszko National Park, guided by a bioclimatic model suggesting the cool wet forests in Kosciuszko National Park should suit the possum.

    But detection cameras were not available then, and this possum is notoriously hard to spot. It’s tiny, nocturnal and spends its waking hours dashing through the dense understory of some of the world’s tallest forests looking for nectar, sap and insects.

    Species experts from Zoos Victoria and Deakin University have also scouted parts of Kosciuszko National Park over the past decade, identifying potentially promising habitat.

    In 2010 we got confirmation the possum had once occurred in the area, when jaw bones were identified among bones regurgitated by owls on the floor of a nearby cave.

    But other bones from the cave floor date back an estimated 140–200 years. The bones were far from proof of a living population.

    The possum’s existence remained an open question until these photos.

    What does this mean for this possum?

    We don’t know anything about this newly discovered Leadbeater’s possum population in NSW, other than the fact that it exists. Given the distance from the Victorian populations, we suspect that they may be genetically distinct.

    In theory, the existence of a separate population 250 km away from the Victorian populations cuts the risk a single megafire or other catastrophe could push the species to extinction.

    But while welcome, the discovery doesn’t reduce the need to urgently protect surviving Victorian populations, which remain highly threatened by bushfire, climate change, predation by cats, and the legacy of logging and land clearing.

    In Victoria, some populations have dwindled as low as 40 animals and inbreeding is now a concern.

    The possum typically relies on large old trees with hollows where it can breed and den. But these trees have substantially declined in Victoria over the past 150 years. Leadbeater’s possum also needs smaller trees for feeding and movement.

    Surveys across the historical range of the species in Victoria since 2017 have failed to find any other hidden populations. Most surveys have found the habitat highly degraded from logging and fire.

    The discovery won’t alter the possum’s critically endangered status at this stage, nor the ongoing work to support it.

    In welcome news, the NSW Environment Minister announced the possum’s state conservation listing will be fast-tracked.

    Of surveys and parks

    Why did it take so long to find the possum? The main reason: a lack of resources preventing targeted investigations.

    Even basic inventories of species have not been done across many of Australia’s important conservation areas.

    Without well conducted surveys and monitoring, we are left overly reliant on chance detections for critical information. There could be other populations of imperilled species waiting to be rediscovered.

    Properly managing our growing number of threatened species shouldn’t be based on luck. It should be enabled by adequate resources for threatened species recovery teams to discover, map, protect and manage threatened species and their habitat.

    Increasing federal spending on the care of nature to 1% of the budget would go a very long way to closing these gaps.

    Trail cameras, call playback and environmental DNA sampling mean we can now survey large and remote natural areas with relatively little effort for long periods of time.

    Big parks are essential

    Kosciuszko National Park supports much more than Australia’s highest mountains. The huge park spans 690,000 hectares, much of it forest.

    Many of our most imperilled species are hard to detect. Protecting extensive areas of good-quality habitat boosts the survival chances for these species, even if we don’t yet have proof of life.

    With so little high-quality habitat left in Australia, proper protection through new national parks (including in Victoria) is vitally important for the possum and many other species.

    Passive protection isn’t enough either – adequate funding is critical to stop the environmental condition of parks from declining, due to threats like invasive species and extreme fires.

    The world still contains wonder

    These seven photos have given ecologists and nature lovers a real boost to their spirits. As detection techniques improve, what else is out there waiting to be found?

    WASHINGTON – Representatives Steve Cohen (TN-9), Dina Titus (NV-01) and Brian Fitzpatrick (PA-01) today re-introduced the Horse Transportation Safety Act that would ban the transportation of horses across state lines in “double decker” trucks or trailers containing two or more levels on top of one another. Congressman Cohen, a senior member of the House Transportation and Infrastructure Committee, in 2022 applauded the inclusion of the Horse Transportation Safety Act in the House-passed INVEST in America Act, the same year the Humane Society of the United States named him its “Humane Horseman of the Year.” Congressman Cohen has championed the measure since 2008. This year’s version of the bill currently has 17 bipartisan cosponsors.

    Congressman Cohen made the following statement:

    “Horses deserve to be transported in as humane a manner as possible. Double-deck trailers do not provide adequate headroom for adult horses, and accidents involving double-deck trailers are a terrifying reminder that the practice is also dangerous to the driving public. I look forward to seeing this measure move forward as it did last year and be signed into law. Transporting horses can be precarious even under the best circumstances, and we should not compound the risks with unsafe double-deck trailers.”

    As a conservative congressman representing the Upstate, I feel compelled to address the troubling proposal for a 153-room hotel development on Paris Mountain. My family has proudly resided at the foot of this iconic landmark for over 60 years, and I never imagined that we would be facing a situation where the integrity of Paris Mountain could be compromised. This beautiful mountain has always been regarded as a jewel of our region, and it has historically been protected as such.

    The land proposed for this hotel has been designated as an Environmentally Sensitive District by Greenville County Council since the 1980s. This zoning was put in place to safeguard the unique natural resources of the area, and it reflects the community’s longstanding commitment to protecting our environment. Yet now, a developer with minimal experience who has acquired a narrow strip of land adjacent to Furman University is looking to sidestep these essential protections through annexation into the city of Travelers Rest.

    In 2013, Furman University annexed into Travelers Rest using a narrow strip of land. As a result, the city now arguably has the authority to annex and develop Paris Mountain. However, this move threatens to undermine our community’s commitment to environmental stewardship. If Travelers Rest annexes the property, the city would rezone it, and the developer has applied for Flexible Review District zoning for the purpose of building a hotel and effectively discarding decades of preservation efforts.

    The hotel proposed by the Divine Group features plans for 153 rooms, an event space for over 750 guests, a convention center, office space and dining facilities, with the capacity to accommodate over 1,000 people. This level of development raises several serious concerns.

    First and foremost is safety. The proposed entrance on Altamont Road, a narrow and precarious route that crosses Paris Mountain, is already known for accidents involving both vehicles and cyclists. Our first responders are challenged by the difficult terrain when responding to emergencies, the fact that Altamont Road is the only way in and out of Paris Mountain, and an evacuation could quickly become hazardous if Altamont Road were to be blocked. A serious fire could even force the fire department to shut down Poinsett Highway to access water from Furman’s Lake.

    Moreover, the Environmentally Sensitive District designation is in place to protect land deemed environmentally sensitive. This area features steep ravines that lead to the headwaters of the Reedy River, making it nearly impossible to avoid significant erosion and damage to the local ecosystems. Allowing commercial development in such an area is simply inappropriate and conflicts with the principles of good governance and responsible development we hold dear.

    It is shocking to see the proposed annexation get this far. If the city were to approve this hotel development, we would open the floodgates to further urban encroachment on Paris Mountain, jeopardizing its natural beauty and environmental integrity. We should not allow urban sprawl to tarnish the character of our region — Paris Mountain deserves better.

    Public sentiment against this development has also been overwhelmingly clear. The Greenville County Council — representing over 580,000 residents in the Upstate — unanimously passed a resolution opposing both the hotel and the removal of Environmentally Sensitive District protections, marking an exceptional show of solidarity in protecting our natural resources. Furthermore, more than 65% of adjacent property owners have voiced their objections, and over 13,000 signatures have been collected on a petition requesting that the city reject this proposal.

    Finally, I must express my concerns regarding the qualifications of the developers. Their budget for this project is 40% less than what was required to construct the Grand Bohemian Hotel in downtown Greenville, and their experience primarily consists of developing gas stations and laundromats, not complex hotels in challenging environmentally sensitive locations. Entrusting our beloved landscape to developers without significant experience in similar projects is irresponsible.

    I urge the Travelers Rest City Council to heed the voices of their constituents and recognize the extensive issues presented by this proposed development. Additionally, I encourage members of the Legislature to enact measures that protect environmentally sensitive lands throughout South Carolina, including Paris Mountain, from urban sprawl. Together, we should fight to ensure that Paris Mountain remains a cherished part of our Upstate identity for future generations.

    A conference abstract presented at NUTRITION 2025 looks at the effect of nanoplastic consumption on metabolism and liver function in mice. 

    Prof Oliver Jones, Professor of Chemistry, RMIT University, said:

    “While we only have the press release and abstract to go on, the keywords are ‘in mice’. Mice are not mini-humans; we can’t assume the result would automatically translate to humans.

    “The methods are not clear, but it seems the mice were given 60 mg/kg per day of a solution that was 10% polystyrene (so 6 mg/kg of plastic per kg of body weight per day). It is equivalent to an 80 kg human eating half a gram of plastic per day. This is just not a realistic dose [see 1]. A recent independent review suggests that we ingest only 0.0000006 g of plastic per day [2]. Even then, they likely pass straight out again as the gut wall is relatively thick and well-regulated in humans.

    “The mice were also force-fed this diet directly into the stomach for 6-7 weeks before the biochemical analysis was performed. If I were force-fed almost 0.5 grams of plastic a day for 6-7 weeks, I expect I would have some sort of metabolic response, but that would not necessarily be bad in itself, and in any case, this just isn’t what happens in real life.  

    “The researchers only used one plastic, polystyrene, which is far from the most common plastic found in the environment. However, it is readily available and is often used in such studies, even if it is not the best plastic to use.

    “Another issue is that the type of mouse (C57/B6J) used may have problems with glucose metabolism under normal circumstances anyway [3]. Metabolic analyses also only give you an idea of what was happening at the single point in time the sample was taken. We don’t know if the metabolic changes were permanent or went back to normal later.

    “The World Health Organisation (WHO) says there is no clear evidence that microplastics pose a threat to human health. Now, this is not the same as saying they are safe, it simply means they feel there is no proof they pose a risk, despite the numerous papers published on microplastics each year. 

    “I don’t think this study is helpful for human risk assessment. It uses unrealistically high amounts of a plastic, which is not the major type found in the environment, fed to a type of mouse prone to glucose issues, in an unrealistic manner.”

  • MIL-Evening Report: How Israel manufactured a looting crisis to cover up its Gaza famine

    Since the onset of its genocide, Israel has persistently pushed a narrative that the famine devastating Gaza is not of its own making, but the result of “Hamas looting aid”.

    This claim, repeated across mainstream media and parroted by officials, has been used to deflect responsibility for what many human rights experts have called a deliberate starvation campaign.

    Even after Israel fully banned the entry of food, water, fuel, and medicine on March 2, Tel Aviv continued to maintain that Hamas looting, not Israeli policy, was to blame for the humanitarian catastrophe.

    But that narrative has now been discredited by Israel’s internal reporting. Last week, the Israeli military admitted internally that out of 110 looting incidents they documented, none were carried out by Hamas.

    Instead, the looting was done by “armed gangs, organised clans” and, to a lesser extent, starved civilians.

    Those very gangs and clans are backed by Israel; they enjoy full Israeli army protection and operate in areas Israel deems “extermination zones”, where any Palestinian trying to enter would be killed or kidnapped on the spot.

    The gangs had vanished during the two-month ceasefire but conveniently re-emerged as soon as Israel was pressured into allowing a limited trickle of aid to enter. The timing is no coincidence; Israeli policy has deliberately weaponised anarchy to preserve the conditions for starvation.

    This pushed even the UAE to strongly condemn Israel after the army forced an Emirati aid convoy to drive through a “red zone” where Israel-backed gangs looted 23 out of 24 trucks.

    So why does Israel continue to cling to a demonstrably false narrative while openly engineering a looting crisis through its proxies? Because the myth of “Hamas looting” serves a critical strategic purpose: to whitewash and legitimise a new plan that institutionalises starvation for blackmail, ethnic cleansing, collective punishment, and mass internment through a shell Israeli organisation.

    This is coupled with another alarming tactic of recruiting warlords, drug dealers, and criminals to create a puppet “anti-terror” force.

    Israel’s looting myth
     The “looting” talking point is devoid of any logic, as Hamas would be able to do very little with thousands of tons of looted aid.

    Israel and US Ambassador Mike Huckabee both claim Hamas uses the looted aid to buy new weaponry. But where would they buy such weapons from when Gaza is fully sealed off by Israel, and Rafah — the city of smuggling tunnels — is under full Israeli control?

    Israel claims Hamas sells looted aid on the black market. But, again, what would they do with the money? Virtually nothing is allowed into Gaza except a trickle of food.

    Israel also claims Hamas uses looted aid to recruit new militants, but Hamas doesn’t operate this way. The group depends on utmost secrecy and discipline in its operations.

    Each new member passes through a long process of vetting, training, and tests to minimise the risk of infiltration. It would compromise Hamas to recruit people openly, whose only attachment to the group is bread rather than ideological commitment.

    Perhaps most damning is that Israel has never captured a single instance of Hamas looting aid, despite subjecting Gaza to the most meticulous surveillance on earth. Israeli predator drones cover every inch of the enclave every minute of the day, yet there is nothing to show for Israel’s claims.

    Hamas is also aware that hijacking and looting aid trucks could lead to Israel bombing the vehicles and diverting them from their predetermined route.

    The Israeli army has done this on countless occasions when it fired at or bombed humanitarian convoys under the pretext that Hamas policemen came near the trucks. Ironically, those law enforcement officials were actually trying to prevent looting when they were targeted.

    Israel’s allies reject the narrative
     Israel’s strongest supporters have refuted the “Hamas looting” claim. President Joe Biden’s humanitarian envoy, David Satterfield, admitted in February of last year that “no Israeli official has . . . come to the administration with specific evidence of diversion or theft of assistance delivered by the UN”.

    Satterfield reiterated last Tuesday that Israel has never privately alleged or offered evidence of Hamas stealing aid from the UN and INGO channels. Israel’s ambassador to the EU, Haim Regev, said in mid-October 2023 that “there’s no evidence EU aid went to Hamas”.

    Cindy McCain, World Food Programme’s chief and widow of one of the most pro-Israeli GOP senators, forcefully rejected Israel’s narrative on Sunday, saying that looting “doesn’t have anything to do with Hamas . . .  it has simply to do with the fact these people are starving to death”.

    The Washington Post, meanwhile, reported last week that “Israel has never presented evidence publicly or privately to humanitarian organisations or Western government officials to back up claims that Hamas had systematically stolen aid brought into Gaza”.

    An internal memo jointly drafted by UN agencies and 20 INGOs in April, and viewed by The New Arab, stated that “there is no evidence of large-scale aid diversion”.

    Gangs and scarcity are responsible for looting
     While Israel failed to show any evidence of Hamas stealing aid, the only documented organised systematic looting happening in Gaza right now is by Israeli-backed criminal gangs who enjoy full protection from the Israeli army, according to the Washington Post, Financial Times, Ha’aretz, and the UN.

    A UN memo said these gangs established a “military complex” in the heart of Rafah after Israel fully depopulated the city. Humanitarian officials say the looting often happens right in front of Israeli troops and tanks, less than 100m away, who take no action until the local police arrive, with Israeli troops then opening fire at them.

    Israel not only provides protection and backing to these criminal gangs but has created the perfect conditions for looting to thrive through scarcity and a collapsing state of law and order.

    Currently, a single bag of wheat flour sells for about 1,500 NIS ($425), which makes it profitable for gangs to loot and sell on the market. These astronomical prices are driven by scarcity after Israel banned all food from entering Gaza for nearly 80 days, then allowed less than 20 percent of what Gaza needs on a normal day for basic survival after intense international pressure.

    During the ceasefire, however, when Israel was allowing 600 trucks to enter per day, prices went back to normal and looting disappeared because it was no longer profitable due to the abundance of food, and because the police were able to resume their work.

    Manufactured crisis to advance genocide
     The engineered looting crisis has long served as a convenient excuse to cover up the deliberate weaponisation of starvation against Gaza’s entire population, allowing Israel to distract from its restrictions on the entry of aid and the spread of famine by saying Hamas is to blame for stealing aid.

    But now, this manufactured crisis is serving a second objective: to justify a dystopian ‘aid plan’ Israel is implementing in Gaza that has been condemned and boycotted by every UN agency and humanitarian organisation working in the enclave, as well as donor countries.

    A joint UN-INGO memo warned that the Gaza Humanitarian Foundation would facilitate the use of aid for forcible expulsion, by telling Gazans the only way they can receive food is by moving south to Rafah on Egypt’s border.

    GHF, which Israeli opposition leaders said was an Israeli shell funded by Mossad, began its operations last Tuesday after being rocked by two scandals in one day.

    GHF’s CEO had resigned on Sunday in protest of the organisation violating the principles of humanitarianism, while the organisation shut down its registered headquarters in Switzerland as soon as Swiss authorities launched an investigation.

    Images coming out of the GHF’s militarised aid distribution site were immediately likened to concentration camps, where hundreds of emaciated Gazans were crowded into metal cages like cattle under the boiling sun, surrounded by armed US mercenaries, Israeli troops, and sand dunes.

    Alarmingly, people who received aid noted the presence of Arabic speakers in addition to American mercenaries. Last week, the Israel-backed Islamic State-linked gang leader Yasser Abu Shabab emerged in Rafah again after a long disappearance.

    Abu Shabab, a drug dealer and wanted criminal previously arrested multiple times by the local police, was the primary suspect in the systematic looting of aid under Israeli protection. This time, however, he emerged in a brand new uniform and military gear and started a Facebook page promoting himself in English and Arabic to mark a new “anti-terror” force operating in Israel-controlled Rafah.

    Additional pictures viewed by The New Arab showed multiple armed men dressed in the same uniform as Abu Shabab armed with M-16s standing in front of a humanitarian convoy.

    The unravelling of Israel’s “Hamas looting” narrative lays bare a chilling truth: starvation in Gaza is not collateral damage — it is a calculated weapon in a broader campaign of collective punishment and displacement.

    By cultivating chaos, empowering criminal gangs, and then manipulating the humanitarian crisis they manufactured, Israel seeks to maintain extreme restrictions on aid, while externalising blame and avoiding accountability.

    It is the machinery of genocide disguised in bureaucratic language and carried out under the watchful eyes of the world.

  • MIL-OSI China: UNICEF launches campaign to empower children as climate leaders

    UNICEF launched a six-month climate awareness campaign in Beijing on Friday aimed at encouraging Chinese children and adolescents to adopt low-carbon lifestyles and take active roles in addressing climate change.

    “Children are least responsible for climate change and the most affected by its impacts. But the right support is available. And children have the power to lead change,” said Amakobe Sande, UNICEF representative to China, during the launch ceremony of the “Step Up for Climate” campaign.

    The initiative, jointly organized by UNICEF China, the National Center for Climate Change Strategy and International Cooperation (NCSC), the Center for Environmental Education and Communications of the Ministry of Ecology and Environment (CEEC), and the Chinese Meteorological Society, will focus on empowering youth to become climate leaders at home, in schools and throughout their communities.

    Sande emphasized the increasing impact of extreme weather events on children’s health and well-being, as well as the growing risks for pregnant women. She highlighted UNICEF’s global and local initiatives to address these challenges, including efforts to reduce carbon emissions and prepare children to adapt to a changing climate.

    “UNICEF is working with China’s Ministry of Education to integrate green skills into technical and vocational education,” she noted. “We are also collaborating with the Ministry of Ecology and Environment to advocate for the incorporation of a child focus in the China National Climate Change Health Adaptation Action Plan (2024-2030).”

    Ding Ding, deputy director of the NCSC, spoke about the critical role young people play in tackling climate change.

    “Young people possess a keen awareness of global issues and a strong sense of responsibility,” she said, adding that rather than passively experiencing the impacts of climate change, they should actively shape solutions with their creativity, vitality and unique perspectives.

    Yan Shidong, director of the CEEC, noted that the initiative supports both China’s carbon peaking and carbon neutrality goals and serves as an essential platform for youth participation in global climate governance.

    “In recent years, university environmental groups in China have consistently developed innovative climate solutions,” Yan said. “At COP29 in Azerbaijan, Chinese youth delegates shared the story of China’s ecological civilization, presenting solutions inspired by Chinese wisdom.”

    During the launch event, young climate advocates showcased their projects. Student Ye Lisiqi introduced a school-based carbon market that rewards students with carbon credits for sustainable actions. The program includes competitions both within and between schools and has already cut carbon emissions by 880 kilograms.

    The “Step Up for Climate” campaign will run for six months, continuing through COP30, the 30th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change.

  • MIL-OSI United Kingdom: Single use vape ban comes into force

    Powers to ban the sale and supply in Scotland.

    Single-use vapes will no longer be stocked or sold in Scotland under new legislation which comes into force today (Sunday 1 June).

    The UK-wide ban has been introduced to prevent the environmental damage disposable vapes cause and to address health concerns associated with vaping as Scotland moves towards a tobacco-free generation by 2034.

    An estimated 26 million disposable vapes were thrown away in Scotland in 2023. Of these, more than half were not recycled properly and around 10% were littered. The batteries used within disposable vapes are difficult to recycle, leak harmful waste and can cause fires in waste facilities.

    Acting Net Zero Secretary Gillian Martin said: “Scotland was the first nation in the UK to commit to taking action on single use vapes.

    “It’s estimated that over half of disposable vapes are incorrectly disposed of each year in Scotland – creating a fire risk and littering our beautiful environment. They also contain nicotine which is highly addictive.

    “This change to the law fulfils a Programme for Government commitment and will help tackle the threat that single-use vapes pose to our environment as well as to our public health.

    “We have worked closely across the four nations to ensure a consistent approach to a ban on the sale and supply of single-use vapes and will continue to work with regulators regarding enforcement once in force.”

    Moves to raise the age of sale of tobacco products and regulate the displays, flavours and packaging of reusable vapes, are being taken forward separately through the 4-nations Tobacco and Vapes Bill.  

    Background

    The ban on single-use vapes has been taken forward using powers under the Environmental Protection Act 1990. This approach has been used in the past to ban other items such as microbeads, cotton buds and single use plastics.

    A ban on single-use vapes was recommended in the four nation consultation ‘Creating a Smokefree Generation and Tackling Youth Vaping’ which ran in 2023.

  • MIL-OSI Asia-Pac: Smart devices slash water waste

    With the launch of the Water Smart Taskforce Programme, the Water Supplies Department (WSD) is on track this year to save a large amount of precious water with the use of smart meter readers and data analytics.

    The department knows that water is an integral part of our daily lives given that each Hong Kong resident currently consumes an average of about 130 litres of water per day.

    Detecting waste

    In order to strengthen the promotion of water conservation, the WSD has commissioned the Centre for Water Technology & Policy at the University of Hong Kong to carry out the programme, from February this year until early next year.

    The department is inviting about 1,000 domestic and non-domestic customers of high water consumption in phases to join the programme that enables a taskforce to conduct detailed “water-usage check-ups” for such customers, helping them to understand their water consumption habits.

    According to department’s big data analytics, about 1% of domestic customers account for over 15% of the city’s total domestic water consumption.

    WSD Senior Engineer (Water Conservation) Peter Fung explained how the programme detects such water wastage.  

    “To analyse the causes for high consumption, the taskforce uses a smart water meter reader with high precision and artificial intelligence (AI)-powered technologies to analyse customers’ water usage data. For example, the taskforce can identify whether domestic water usage is mainly for cooking, laundry or showering, and compare these findings with the averages of other households.”

    He highlighted that the programme will help customers understand their water usage habits or even identify potential leaks, enabling them to take early and appropriate actions to reduce their water bills. The programme aims to reduce water usage by 500,000 cubic metres this year, which is equivalent to 200 Olympic-sized swimming pools.

    Precision diagnostics

    Customers participating in the programme will engage in an eight-week water conservation campaign. The taskforce will install smart water meter readers on the existing meters, without requiring any pipe modifications or affecting the water supply. The data will then be transmitted to the University of Hong Kong (HKU) for AI-driven analysis, detecting abnormalities and potential leaks.

    HKU’s Centre for Water Technology & Policy Executive Director Fredrick Lee shared more information on how the programme works.

    “In the third week of the water conservation campaign, we will make use of AI technologies to analyse the water usage data that we have collected by the smart water meter readers, and should we determine any abnormalities in the water usage pattern, we will make use of an algorithm developed in-house to look into the root causes and problems. We will give midterm reports with personalised water-saving advice to the programme participants and they can then change their water usage behaviour accordingly.”

    By the end of the eight-week programme, final reports will be provided to the participants, from that they can understand clearly how their water conservation efforts are taking effect.

    Mr Lee emphasised that among the first batch of the programme participants in the domestic sector, more than 80% of them were able to reduce their water consumption.

  • MIL-OSI Africa: Land degradation neutrality- a pathway to sustainable futures for vulnerable communities

    As the world battles escalating environmental challenges, from climate change to biodiversity loss, one crisis continues to be overshadowed – that is land degradation. Every year, over 100 million hectares of productive land are lost or degraded, affecting the lives of more than 1.3 billion people globally.

    In regions already grappling with poverty, hunger, and unemployment, this environmental degradation becomes a multiplier of vulnerability.

    The recent Global Land Degradation Neutrality – Integrated Land Use Planning (LDN–ILUP) Inception Workshop that took place in Sandton, South Africa marked a critical turning point in the global fight against Desertification, Land Degradation, and Drought (DLDD). For four days, experts, government representatives, and development partners from 18 participating countries gathered to refine targets and develop strategies aimed at restoring our planet’s productive land. This meeting was not just another technical gathering – it was a platform of hope for millions whose lives and livelihoods depend on healthy land.

    At the heart of this initiative is the principle of Land Degradation Neutrality (LDN), a concept rooted in sustainability and inclusivity. It recognises that land restoration cannot succeed without the active participation of people at the grassroots level. These are the farmers, herders, and communities whose daily decisions directly influence land and water resources. Empowering them to implement sustainable practices remains vital.

    Bringing the issue of land degradation home to our country, it must be noted that South Africa, is currently presiding over the G20 under the theme: “Solidarity, Equality and Sustainability.”  Our country will use its presidency of the G20 to place the issues of DLDD at the heart of G20 member states and tackle degradation in the country. Our argument is that the G20 – representing the world’s largest economies – must lead by example in addressing land degradation as an integral part of climate and development discourse.

    The G20 Environment and Climate Sustainability Working Group (ECSWG) – which is led by our department – will focus on DLDD, along with other critical areas such as biodiversity, climate change, and ocean health. But while global policy alignment is essential, real progress lies in concrete actions on the ground—large-scale restoration projects, transboundary collaboration, and integration of Sustainable Land Management (SLM) into national development plans.

    To this end, existing initiatives such as the Changwon Initiative, African Forest Landscape Restoration Initiative (AFR100), the Great Green Wall, and the United Nations Decade on Ecosystem Restoration must be harnessed and scaled up. These programmes provide tested frameworks for land restoration and resilience building.

    However, none of these ambitions will materialise without adequate and sustained financial support. Development and financial partners must step up their efforts. While we acknowledge the critical support provided by entities like the Global Mechanism of the UNCCD, Global Environment Facility, and development partners from Canada and Germany, there remains a significant financing gap. Innovation in resource mobilisation is urgently needed, whether through blended finance, public-private partnerships, or carbon markets. South Africa will therefore call on the developed nations under the G20 to provide more financial support to developed countries to tackle land degradation.

    It must also be noted that we cannot continue to formulate frameworks and strategies without addressing the daily realities faced by vulnerable communities. If we are serious about achieving the targets of the UNCCD, Convention on Biological Diversity, and the Paris Agreement, financial commitments must match the scale of ambition.

    I must commend all dignitaries from all over the world who attended the workshop. I want to reiterate that the workshop should not be seen as a standalone event. It must be viewed as a launchpad for action—an opportunity to demonstrate that LDN is not merely a technical term, but a vehicle for change, resilience, and hope. As global citizens, we owe it to future generations to restore the land they will inherit.

    Let this be the moment we stop talking and start restoring.

  • MIL-OSI USA: Rep. Panetta Reintroduces Bipartisan, Bicameral Legislation to Spur Plant Biostimulant Research and Development

    Monterey, CA – United States Representatives Jimmy Panetta (CA-19) and Jim Baird (IN-04) reintroduced the Plant Biostimulant Act.  This legislation would create a uniform federal definition for plant biostimulants, establish a consistent regulatory pathway to market, and promote additional research into the benefits of biostimulant products on soil health and crop production.  Currently, there is no clear or consistent federal framework to govern the use and approval of plant biostimulants, which creates uncertainty for producers and limits the adoption of these innovative tools.  The updated legislation would address this gap through federal guidance from the U.S. Environmental Protection Agency (EPA) and the U.S. Department of Agriculture (USDA).  Companion legislation was introduced in the Senate by Senators Alex Padilla (D-CA) and Roger Marshall (R-KS).

    Plant biostimulants are substances or microorganisms applied to plants or soils to enhance natural processes, improve nutrient uptake, increase tolerance to environmental stress, and boost overall plant health and crop yield.  These products also show promise for improving sustainability through practices like carbon sequestration and water quality improvement.

    “The lack of a standard regulatory definition or pathway to market for plant biostimulants makes it harder for producers to access this sustainable and effective technology,” said Rep. Panetta.  “By reintroducing this bipartisan bill, we’re pushing for the clarity and federal coordination needed to encourage the adoption of biostimulants.  Increasing access to these products helps our farmers improve crop yields, protect our environment, and maintain U.S. leadership in sustainable agriculture.”

    “Our farmers and ranchers deserve a regulatory process that provides a clear path for their products to go to market, especially as new technologies become available for famers and producers to improve the efficiency, productivity, and sustainability of our agriculture industry,” said Rep. Baird.  “Biostimulants have the significant potential benefits for producers and their sustainability footprint.  Defining these products and creating a consistent process is an important step in giving farmers better access to plant biostimulants and other new technologies to ensure our agriculture sector can thrive.”

    “California’s agriculture industry is essential to our national economy and puts food on the table for families across the country,” said Senator Padilla.  “As we make our agriculture sector more sustainable, our evolving practices must be properly implemented to ensure their efficacy and safety.  Oversight and regulatory standards for plant biostimulants, which could replace or reduce the use of synthetic pesticides and fertilizers, are critical to maintain California’s leadership at the forefront of this bio-based agricultural technology.”

    “Innovation is the cornerstone of American agriculture. By creating pathways to approve new agronomic tools like plant biostimulants, our nation’s farmers are able to produce more food with less crop protection tools and fertilizers,” said Senator Marshall.  “I am proud to lead this bipartisan effort with Senator Padilla and Representatives Baird and Panetta to help make the world cleaner, safer, and healthier than we found it.” 

    The Plant Biostimulant Act would:

    • Amend the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) to define plant biostimulants;
    • Direct the EPA to revise the Code of Federal Regulations to reflect the new definition;
    • Require the USDA to study the contributions of plant biostimulants to soil health and sustainability.

    The Plant Biostimulant Act is endorsed by; Agriculture Retailers Association (ARA), American Seed Trade Association (ASTA), Biological Products Industry Alliance (BPIA), Biotechnology Innovation Organization (BIO), Council of Producers and Distributors of Agrotechnology (CPDA), CropLife America (CLA), The Fertilizer Institute Biostimulant Council, Golf Course Superintendents Association of America (GCSAA), Humic Products Trade Association (HPTA), International Fresh Produce Association (IFPA), National Association of Landscape Professionals (NALP), RISE (Responsible Industry for a Sound Environment), Southern Crop Production Association (SCPA), and Western Growers.
