  • MIL-OSI NGOs: Over 500,000 people demand oil & gas companies pay for climate damages

    Cape Town, February 28, 2024 — Greenpeace Africa delivered on Friday 28th February a global petition on behalf of more than half a million people, calling on governments to force fossil fuel companies to “stop their climate wrecking activities” and “repair and pay for the damage they have caused.” The petition was handed over to a coalition of 17 countries and groups currently reviewing “polluter pays” levies [1] at the sidelines of the meeting of the Finance in Commons Summit in Cape Town.[2] In parallel, Cape Town’s iconic Table Mountain National Park is being consumed by wildfires, in the midst of the worst drought in more than 100 years across Southern Africa.[3]

    Sherelee Odayar, Greenpeace Africa’s Oil and Gas Campaigner, said: “It is unfair to expect that ordinary people will face the climate crisis with cents and rands, while the polluters in chief will pocket billions. It is also impractical: Most world governments simply cannot afford to provide climate solutions at the needed scale. Drought, extreme heat, storms, floods and fires are disproportionately affecting Africa and other Global Majority countries. Science and technology can help bring relief, now governments must make polluters pay to deliver justice and raise the necessary funds.”  

    Signatures by people from Africa, the Middle East, Europe, North America, and Southeast Asia were collected between 2023-24, the two hottest years since records began, replete with extreme weather events fuelled by greenhouse gas emissions from the oil and gas industry. At the same, five oil and gas corporations alone reported over US$100 billion cumulatively in profit for last year. 

    The collective demand was presented to the secretariat of the Global Solidarity Levies Taskforce, a coalition of 17 countries and groups, co-led by Barbados, France, and Kenya. It contributes to a public process of consultation which started last month concerning a series of proposals being considered by the governments who are members of the Taskforce, including options to apply levies on fossil fuel industry profits and extraction to fund climate action.

    A letter accompanying the petition reminds that oil and gas companies “knowingly lied about climate change and lobbied to slow action” and are failing to pay their fair share. “Super rich individuals and other polluting industries… should also be held to account. Making polluters pay for the damages they have caused is vital to help communities across the world to recover, rebuild and invest in climate solutions.” 

    The petition’s demands are in line with public polling across a range of geographies, including research recently commissioned by Greenpeace International, which has consistently demonstrated the strong popularity of increasing taxes on oil and gas profits. 

    Greenpeace Africa calls for designing tax and penalty mechanisms in a way that is fair and proportionate – including: ensuring a well-managed and just transition out of coal, oil and gas, while imposing more polluter taxes and fines on the industry to help fund the transition; taking steps to prevent knock-on increases in prices and the cost of living, especially for people living in poverty; and ensuring that people most impacted by climate change benefit the most from revenues raised.

  • MIL-OSI USA: Booker, Omar, Schakowsky Reintroduce Bill to Address Rising Islamophobia Worldwide

    WASHINGTON, D.C. – U.S. Senator Cory Booker (D-NJ) reintroduced the Combating International Islamophobia Act, legislation to address the rise in Islamophobic incidents worldwide. The bill requires the State Department to create a Special Envoy for Monitoring and Combating Islamophobia and develop a comprehensive strategy for establishing U.S. leadership in confronting anti-Muslim bigotry across the globe. U.S. Representatives Ilhan Omar (D-MN-05) and Jan Schakowsky (D-IL-09) reintroduced companion legislation in the House last month.

    From the violent atrocities against the Uyghurs in China and the Rohingya in Burma to the crackdowns on Muslim communities in India and Sri Lanka, the scapegoating of Muslim refugees in Hungary and Poland, and the rise of white supremacist violence targeting Muslims in New Zealand and Canada, Islamophobia remains a global crisis. Minority Muslim communities in Muslim-majority countries, including Pakistan, Bahrain, and Iran, also continue to face systemic oppression and persecution.

    Here in the United States, incidents of Islamophobic hate crimes and discrimination have surged. Mosques have been vandalized, Muslims have been harassed in public spaces, and anti-Muslim rhetoric continues to be normalized in political discourse. The urgent need for federal action to combat this growing threat cannot be overstated.

    “Religious freedom is one of our nation’s most foundational values, and no one should ever have to live in fear of discrimination or violence for practicing their faith,” said Senator Booker. “Islamophobic attacks and rhetoric are on the rise in the United States and around the world, and this legislation would establish a Special Envoy at the State Department to monitor and combat Islamophobia in all its forms.     Social Security Offices (SSA) in BRUNSWICK, COLUMBUS, GAINESVILLE, THOMASVILLE, and VIDALIA will be permanently closed
    Washington, D.C. – Today, U.S. Senator Reverend Raphael Warnock (D-GA), issued the following statement on the Trump Administration’s announced closures of five Social Security Administration (SSA) offices throughout Georgia. The SSA offices in the following five Georgia cities will be permanently closed: Brunswick, Columbus, Gainesville, Thomasville, and Vidalia. Georgia has the highest number of SSA offices closed for any state so far.
    “For millions of Georgians, Social Security provides a baseline of support and stability. It ensures our seniors, who’ve spent decades paying into the program, can afford rent, groceries, and medication.     Russia is open to dialogue with all countries including the United States, given that it is based on mutual respect, Kremlin Spokesperson Dmitry Peskov said on Friday.

    “We want to build dialogue not only with America, but with all countries, based on mutual respect and mutual benefit,” Peskov said.

    He said Moscow will follow the meeting between U.S. President Donald Trump and Ukrainian President Volodymyr Zelensky expected to take place in Washington on Friday, including the outcomes of the talks and the related statements to be made.

    Trump said Wednesday that the Ukrainian leader would go to Washington on Friday to sign a minerals partnership agreement.

  • MIL-OSI China: UN chief: US foreign aid cuts to ‘run counter to’ Washington’s global interests

    The consequences of severe cuts in U.S. foreign aid will be especially devastating for vulnerable people across the world, and the move will “run counter to” Washington’s global interests, UN Secretary-General Antonio Guterres warned on Friday.

    Guterres said at a press conference that he is deeply concerned about information received in the last 48 hours by UN agencies and aid NGOs regarding severe cuts in U.S. funding.

    “These cuts impact a wide range of critical programmes. From lifesaving humanitarian aid, to support for vulnerable communities recovering from war or natural disaster. From development, to the fight against terrorism and illicit drug trafficking,” he said. “The consequences will be especially devastating for vulnerable people around the world.”

    Besides those hit-hardest countries, including Afghanistan, Syria, South Sudan, and Ukraine, the UN Office on Drugs and Crime will be forced to stop many of its counter-narcotics programmes, including the one fighting the fentanyl crisis, and dramatically reduce activities against human trafficking, Guterres told reporters.

    “Now going through with these cuts will make the world less healthy, less safe and less prosperous,” the UN chief said, warning that the reduction of U.S. humanitarian role and influence “will run counter to American interests globally.”

    Guterres expressed his hope that Washington can reverse these decisions based on more careful reviews.

    The U.S. Department of State announced Wednesday that it had slashed almost all of multi-year aid contracts after a sweeping pause on existing foreign aid last month.

  • MIL-OSI China: Trump, Zelensky cancel signing of minerals deal after White House shouting match

    A press conference at the White House scheduled for Friday where U.S. President Donald Trump and Ukrainian President Volodymyr Zelensky planned to sign the U.S.-Ukraine minerals deal was canceled, following a tense shouting match between the two inside the Oval Office earlier in the day.

    What should have been a normal press pool spray before the high-stakes Trump-Zelensky bilateral meeting transpired into a fireworks-filled blowup aired on TV that no one would expect, all starting with an interjection by U.S. Vice President JD Vance, who was present in the room, demanding that the Ukrainian leader be thankful for Trump’s effort to get his country out of its three-year conflict with Russia.

    “You should be thanking the president for trying to bring an end to this conflict,” Vance told Zelensky during the unprecedented public confrontation, which later saw the three of them — Trump and Vance versus Zelensky — repeatedly race to talk over one another.

    Rebuking Vance, Zelensky’s remarks that the United States will “in the future” feel the problem brought to it by the Ukraine-Russia conflict was pushed back by Trump, who said Zelensky was “in no position to dictate what we are going to feel” given that he “allowed” himself “to be in a very bad position.”

    “You don’t have cards right now. With us you start having cards,” Trump said as Zelensky, whose voice was barely audible in the face of a shouting Trump, was heard saying he was not playing cards.

    “You’re gambling with the lives of millions of people. You’re gambling with World War III. You’re gambling with World War III. And what you’re doing is very disrespectful to the country, this country,” Trump piled on and continued.

    After the chaotic Oval Office confrontation, Trump posted a statement on Truth Social saying: “I have determined that President Zelenskyy is not ready for Peace if America is involved, because he feels our involvement gives him a big advantage in negotiations. I don’t want advantage, I want PEACE. He disrespected the United States of America in its cherished Oval Office. He can come back when he is ready for Peace.”

    For his part, Zelensky took to X and said: “Thank you America, thank you for your support, thank you for this visit. Thank you (President Trump), Congress, and the American people. Ukraine needs just and lasting peace, and we are working exactly for that.”

  • MIL-OSI USA: Cassidy, Colleagues Introduce Measure to Extend Trade Program with Haiti

    WASHINGTON – U.S. Senators Bill Cassidy, M.D. (R-LA), Rick Scott (R-FL), Raphael Warnock (D-GA), and Dick Durbin (D-IL) introduced the Haiti Economic Lift Program Extension (HELP) Act to extend trade benefits for apparel products produced in Haiti from 2025 to 2035. The products that are eligible for these benefits comprise 93% of Haitian exports and are a vital source of dignified employment for thousands of Haitians, who would otherwise turn to violent gangs for employment or seek to enter the United States illegally. 
    “Over the years, Haitian families have been devasted by natural disasters and political unrest,” said Dr. Cassidy. “Extending trade benefits is good for the U.S. and the Haitian people who need resources and jobs.”
    “America is safer and better off when our neighbors are thriving,” said Senator Warnock. “That’s why I was proud to lead this bipartisan effort to strengthen Haiti’s economic future and stability. This bill is a win-win for Georgians and the people of Haiti. It will promote a better future for us all and shows what is possible when we center the people in policymaking.”
    “Originally a lifeline to Haiti in the aftermath of the 2010 earthquake, the Haiti Economic Lift Program has helped the nation economically by stimulating trade between Haiti and the U.S.,” said Senator Durbin. “As Haiti continues to face economic hardship and political unrest, we should extend its provisions by passing the bipartisan HELP Extension Act.”
    In the aftermath of the devastating 2010 earthquake in Haiti, Congress passed the HELP Act to broaden the types of goods eligible for duty free status to over 5,000 types of apparel and footwear. The law, which helped rebuild some of Haiti’s domestic industry, is set to expire in 2025.
    Background.
    In December 2021, Cassidy and former U.S. Senator Marco Rubio (R-FL) introduced legislation to reauthorize the Haitian Hemisphere Opportunity through Partnership Encouragement (HOPE) Act. In 2021 and 2023, they reintroduced the HELP act.

    Washington, D.C. — Senator Tom Cotton (R-Arkansas), Senate Banking Committee Chairman Tim Scott (R-South Carolina), and House Financial Services Committee Chairman French Hill (Arkansas-02) today sent a letter to Acting Chairman of The Securities and Exchange Commission Mark Uyeda to launch a comprehensive review of all aspects of the Consolidated Audit Trail.
    Additional signers of the letter included Senator Boozman (R-Arkansas), Senator Bill Hagerty (R-Tennessee), Senator John Kennedy (R-Louisiana), Congressman Bill Huizenga (Michigan-04), Congresswoman Ann Wagner (Missouri-02), and Congressman Barry Loudermilk (Georgia-11).
    In part, the lawmakers wrote:

    The Consolidated Audit Trail (CAT) has been a highly controversial endeavor that has raised many concerns from Members of Congress, including with respect to (i) the unwarranted collection of personally identifiable information (PII) from millions of American investors, (ii) potential cybersecurity vulnerabilities, and (iii) its inequitable funding structure.
    We are pleased that you and fellow Commissioner Peirce have repeatedly acknowledged these longstanding concerns and applaud the Commission for its recent steps to protect the financial privacy of American investors.
    However, there is more work to be done. The prohibition on collecting investor PII must be formally codified (rather than via rescindable exemptive relief) and already-collected PII must be expunged.  Cybersecurity measures for the remaining data must be enhanced.  And the CAT’s bloated out-of-control budget must be addressed.
    Given these continuing concerns, the Commission should launch a comprehensive review that covers all aspects of the CAT.  In doing so, the Commission should take additional steps to pause the CAT’s most controversial elements—not only the collection of customer PII, but also the problematic funding structure that a majority of the current Commission voted against. Further, it would appear appropriate for the Commission to pause and reconsider its position with respect to ongoing litigation related to the CAT, as it has done for other cases commenced during the Biden administration.

    WASHINGTON, DC—Today, after President Trump and Vice President Vance held a press event with Ukrainian President Volodymyr Zelenskyy at the White House, during which they ridiculed Zelenskyy and Ukraine’s war of survival against Russia, U.S. Senator Jack Reed (D-RI), the Ranking Member of the Senate Armed Services Committee, issued the following statement:

    “Today’s spectacle in the Oval Office was a political ambush and a shameful failure of American leadership.

    “President Zelenskyy and the people of Ukraine are fighting for their very lives and existence. Unlike Donald Trump or JD Vance, I have traveled to Ukraine and seen firsthand the death and destruction wrought by Vladimir Putin against innocent people. To mock Ukraine and our allies is a travesty that only benefits Putin.

    “Furthermore, today’s cruel and callous display does great harm to U.S. standing in the world. Trump and Vance are communicating to the world that the United States is not to be trusted. Adversaries and allies alike will take note.

  • MIL-OSI United Nations: Statement by UNFPA Executive Director on the United States Government funding cuts

    UNFPA, the United Nations sexual and reproductive health agency, notes with deep regret the termination of all funding agreements by the United States Government. These 48 grants, totalling approximately $377 million, were awarded for UNFPA to provide critical maternal health care, protection from violence, rape treatment and other life-saving care in over 25 crisis-stricken countries, including Afghanistan, Chad, the Democratic Republic of the Congo, Gaza, Haiti, Mali, Sudan, Syria and Ukraine.

    The vast majority of US funding supported UNFPA’s work in emergency settings. The termination includes 16 grants for which UNFPA had received a humanitarian waiver.

    Over the last four years, these life-saving investments prevented more than 17,000 maternal deaths, 9 million unintended pregnancies and nearly 3 million unsafe abortions by expanding access to voluntary family planning. And we reached over 13 million women and young people with sexual and reproductive health services like cervical cancer screening, contraception counselling, and prenatal and safe childbirth care. 

    This devastating decision will force thousands of health clinics to close. Women in crisis zones will be forced to give birth without medicines, midwives or equipment, putting their lives and their babies’ lives in jeopardy. Rape survivors will be denied counselling and medical care. Midwives delivering babies in the world’s worst humanitarian crises will lose their ability to function. Shipments of life-saving medical supplies to refugee camps will be disrupted.

    UNFPA hopes that the US Government will reconsider its stance and retain its position as a global leader working in partnership with UNFPA to alleviate the suffering of women and their families, often as a result of catastrophes not of their own making.

    So much good has been achieved during our more than five decades of close collaboration with the USA, a founding partner. With US support, UNFPA has helped strengthen health systems, save the lives of women, adolescent girls and newborns, and improve the economic prospects of families, communities and countries. 

    Countless studies show that investments in voluntary family planning and reproductive health lead to hundreds of billions in economic returns as girls continue their education and women rise through the workforce. This, in turn, contributes to the peace and prosperity people in the United States and around the world depend on.

    As committed humanitarians and human rights defenders, we at UNFPA will continue to work tirelessly with Member States, UN agencies and local partners, including women and youth-led organizations, to ensure the safety, dignity and freedom of every woman and girl. While circumstances and funding decisions may vary, our mandate and mission remain.

  • MIL-OSI United Nations: Activities of the Secretary-General in Switzerland, 23-24 February

    On Sunday, 23 February, the Secretary-General arrived in Geneva to take part in the opening of the fifty-eighth session of the Human Rights Council, scheduled to begin on Monday morning.

    In his remarks to the Human Rights Council, the Secretary-General began by recalling that this year’s opening session was held under the weight of a grim milestone — the third anniversary of the Russian Federation’s invasion of Ukraine, in violation of the UN Charter.  The Secretary-General reiterated his call to the international community to spare no effort to bring an end to this conflict and to achieve a just and lasting peace in line with the UN Charter, international law and General Assembly resolutions.

    Turning to the work of the Council, the Secretary-General said that without respect for human rights, sustainable peace is a pipedream.

    Human rights are the oxygen of humanity, he added, but one by one, they are being suffocated.  But, as the recently adopted Pact for the Future reminds us, Mr. Guterres said, human rights are, in fact, a source of solutions — by advancing human rights through development, through climate action, through stronger, better governance of technology and by recognizing that the rule of law and human rights go hand-in-hand.  (See Press Release SG/SM/22562.)

    In the afternoon, the Secretary-General also spoke to a high-level session of the Conference on Disarmament.

    He reiterated that the nuclear option is not an option at all and reminded participants that, in the Pact for the Future, adopted in September, Member States recommitted to nuclear disarmament — and to the final objective of complete disarmament.  (See Press Release SG/SM/22563.)

    While in Geneva, the Secretary-General held a number of bilateral meetings.  He met Judith Suminwa Tuluka, Prime Minister of the Democratic Republic of the Congo; Maka Botchorishvili, Minister for Foreign Affairs of Georgia; Seyed Abbas Araghchi, Minister for Foreign Affairs of the Islamic Republic of Iran; Abdullah Ali Al-Yahya, Minister for Foreign Affairs of the State of Kuwait; Ervin Ibrahimovic, Deputy Prime Minister and Minister for Foreign Affairs of Montenegro; and Sergey Vershinin, Deputy Minister for Foreign Affairs of the Russian Federation.  He also spoke by phone with the Foreign Minister of Ukraine, Andrii Sybiha.

    The Secretary-General travelled back to New York on Monday evening.

    DENVER – Colorado Governor Jared Polis released a statement following President Trump and Vice-President Vance’s chaotic meeting with Ukrainian President Volodymyr Zelensky. 

    “In Colorado, we support freedom and we will not cater to a brutal Russian dictator who is no friend to America, our interests or future. Ukraine’s ability to defend itself against Putin’s illegal and brutal invasion of their country is critical for their freedom, the future of the Ukrainian people and important for American global safety and national security. America plays a crucial role in supporting our international allies and protecting democracy abroad, Colorado continues to stand with Ukraine.” 

    At Governor Polis’s direction, the State of Colorado has cut off all diplomatic and financial connections with Russia and Russian-owned businesses, and previously provided a surplus of combat armor to those who are on the front lines fighting Putin’s tyranny. Governor Polis met with President Zelensky this past summer along with America’s Governors.

    Discussing the war in Ukraine, the Prime Minister reiterated the UK’s commitment to supporting Ukraine for as long as necessary to deter Russian aggression.

    The Prime Minister went on to set out his aims for the Leaders’ Summit he is convening in London on Sunday and said he was looking forward to Türkiye’s Foreign Minister participating in these talks.

    The leaders agreed to stay in touch.

    “After calling the President of Ukraine ‘a dictator’ and blaming him for invading his own country, President Trump and Vice President Vance berated President Zelenskyy for not showing enough gratitude. With 46,000 Ukrainians fallen in battle against the real invader, Vladimir Putin, the Unites States should be thanking President Zelenskyy for Ukraine’s heroic stand on the frontlines of democracy against the Russian war criminal. 
    “Former President Ronald Reagan and the late Senator John McCain are rolling over in their graves at the thought of an American president sullying America’s image by siding at the UN with dictators in Russia, North Korea, Belarus, and Nicaragua while disrespecting a true American ally—Ukraine. Let me be clear: We cannot let President Trump rewrite history or upend proven partnerships with decades of bipartisan support. I extend my sincere apologies to President Zelenskyy and again reaffirm my support for our Ukrainian friends.”
    Earlier this week, Durbin introduced the Protecting our Guests During Hostilities in Ukraine Act, legislation that would provide temporary guest status to Ukrainians and their immediate family members who are already in the United States through the “Uniting for Ukraine” parole process. The bill allows Ukrainians to stay and work in the U.S. until the Secretary of State determines that hostilities in Ukraine have ceased and it is safe for them to return. U.S. Senators Lisa Murkowski (R-AK), Tammy Duckworth (D-IL), Richard Blumenthal (D-CT), Jacky Rosen (D-NV), Chris Van Hollen (D-MD), Peter Welch (D-VT), Amy Klobuchar (D-MN), Michael Bennet (D-CO), and Alex Padilla (D-CA) are cosponsors of the legislation.   • MIL-OSI USA: Senator Baldwin Introduces Bipartisan Bill to Increase Oversight of Foreign Ownership of American Agriculture

    WASHINGTON, D.C. – U.S. Senator Tammy Baldwin (D-WI) introduced the Protecting American Agriculture from Foreign Adversaries Act to increase scrutiny surrounding the purchase of agricultural land by foreign adversaries like China. The bipartisan bill would permanently add the U.S. Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) to add additional scrutiny of farmland and agricultural industry purchases by foreign adversaries like China, North Korea, Russia, or Iran and help prevent improper foreign disruption to the U.S. agriculture industry.
    “Wisconsin’s farms are the backbone of our state,” said Senator Baldwin. “They’re not just about food, they’re about people’s livelihoods, our economy, and our way of life. That’s why I’m fighting to protect our family farms and agricultural communities from bad actors like China that threaten our food supply, economy, and national security. I’m proud to work with Democratic and Republican colleagues to protect our farmers and rural communities and ensure our Made in Wisconsin agricultural economy stays strong for the next generation.”
    CFIUS is the governmental body that oversees the vetting process of foreign investment and acquisition of American companies. In addition to permanently adding the Secretary of Agriculture to CFIUS, the bill would require that the Secretary report any transaction that could threaten national security, specifically concerning purchases made by adversarial nations like China, North Korea, Russia, and Iran.
    Over the past few years, the United States has experienced a rapid increase in foreign investment in the agricultural sector, particularly from China. Growing foreign investment in agriculture and other essential industries, like health care and energy, threatens our country’s national security. 
    According to USDA data from December 2023, foreign investors own approximately 45 million acres of U.S. agricultural land. This represents an increase of over 1.5 million acres in one calendar year. Foreign ownership of U.S. agricultural land increased modestly from 2012 to 2017 at an average increase of 0.6 million acres per year. However, since 2017, this number skyrocketed to an average of 2.6 million acres annually. Additionally, between 2010 and 2021, entities or individuals from China increased their ownership of U.S. agricultural land more than twentyfold, from 13,720 acres to 383,935 acres.
    Data from the 2023 Agricultural Foreign Investment Disclosure Act (AFIDA) report shows that Kansas agricultural land with foreign interest totals over 1.3 million acres.
    CFIUS is authorized to oversee and review foreign investment and ownership in domestic businesses as it relates to national security. Currently, the Committee does not directly consider the needs of the agriculture industry when reviewing foreign investment and ownership in domestic businesses.
    Specifically, the Protecting American Agriculture from Foreign Adversaries Act would:
    Add the Secretary of Agriculture as a member of CFIUS
    Protect the U.S. agriculture industry from foreign control through transactions, mergers, acquisitions, or agreements
    Designate agricultural supply chains as critical infrastructure and critical technologies
    Require a report to Congress on current and potential foreign investments in the U.S. agricultural industry from USDA and the Government Accountability Office (GAO) 
    The bill is led by Senator Roger Marshall (R-KS) and also co-sponsored by Senators John Barrasso (R-WY), Todd Young (R-IN), and Deb Fischer (R-NE). U.S. Representative Dan Newhouse (R-WA-04) also introduced companion legislation in the House of Representatives.

  • MIL-OSI Security: Farmington Hills Man Convicted in a Racially Motivated Assault of a Postal Worker

    DETROIT – A Farmington Hills man was convicted by a federal jury yesterday on charges of assaulting a United States Postal Worker, Acting United States Attorney Julie A. Beck announced today.

    Beck was joined in the announcement by Rodney Hopkins, Inspector in Charge of the U.S Postal Inspection Service’s Detroit Division. 

    Russell Valleau, 62, was convicted following a three-day jury trial before United States District Judge Nancy G. Edmunds. The jury also unanimously found that Valleau intentionally selected the letter carrier as the object of his offense because of her actual or perceived race or color. The jury deliberated approximately two hours before returning their verdict.  Valleau was convicted of assaulting a federal employee but acquitted of using a dangerous weapon in the assault.

    Evidence presented at the trial established that Valleau, angered by receiving a black person’s mail in his mailbox, aggressively approached the passenger window of his letter carrier’s postal truck yelling racially charged insults at her. This letter carrier, a black woman herself, tried to diffuse the situation by directing him to leave the unwanted mail in his mailbox. Undeterred, Valleau continued his insults, now pointing the vitriol directly to the letter carrier.  When she asked him to step away from her vehicle, he attempted to attack her through her open passenger window.  Valleau was only thwarted when the letter carrier sprayed him in the face with her USPS-issued mace and drove away.  Once apprehended, Valleau continued his offensive and profane language while in the custody of the officers – this included referring to his letter carrier as a “f**king smelly n**ger.” When officers admonished him for his language, he responded: “Oh, you like n**gers.”

    Acting U.S. Attorney Beck stated, “A letter carrier was simply trying to do her job, and this defendant physically attacked her while using racist and offensive language. This type of behavior has no place in our community and will not be tolerated.”

    “As the law enforcement arm of the U.S. Postal Service, the Postal Inspection Service prioritizes the safety and security of postal employees above all else,” said Detroit Division Inspector in Charge Rodney Hopkins. “Let this verdict be a warning to those who threaten, intimidate, or otherwise harm the dedicated men and women of USPS: We will arrest you, and we will seek to prosecute you to the fullest extent of the law.”

    The Court scheduled a sentencing hearing for May 27, 2025 at 10:00 AM.  Valleau faces up to twelve months incarceration.

    This case was investigated by the United States Postal Inspection Service and the Farmington Hills Police Department and was prosecuted by Assistant U.S. Attorneys Frances Carlson and Darrin Crawford.

    Welch Demands Explanation from Secretary Rubio
    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.), Ranking Member of the Senate Judiciary Subcommittee on the Constitution, today sent a letter to U.S. Secretary of State Marco Rubio demanding an urgent response to the baseless mass-firings of over 5,500 federal employees at the U.S. Agency for International Development (USAID). In the letter, Senator Welch demanded answers from the State Department on Elon Musk’s so-called “Department of Government Efficiency,” or DOGE’s, actions that directly violate funds appropriated by Congress through the Fiscal Year 2024 (FY24) Department of State and Foreign Operations Appropriations Act. 
    Senator Welch released the following statement:   
    “I’m deeply distressed by the Trump Administration and Secretary Rubio’s reckless and illegal actions terminating thousands of experienced, dedicated USAID employees without cause or credible justification. These public servants, many of whom have spent decades serving their country and protecting U.S. interests around the world, were given less than 15 minutes to clear out their desks. It’s immoral and illegal. 
    “I’m also appalled by how Secretary Rubio and Elon Musk’s DOGE have unlawfully cut off funding appropriated by Congress for vital international assistance programs that protect U.S. security interests around the world. In recent weeks, Secretary Rubio has terminated billions of dollars in U.S. foreign assistance programs on which hundreds of millions of people depend for their health, safety, and well-being, in direct contravention of the law. These funds were provided on a bipartisan basis in prior appropriations acts which included many pages of provisions requiring the Administration to obligate the funds for explicit purposes. While DOGE’s mission might be to ‘save money,’ it cannot do so in ways that plainly violate federal law and the Constitution. And it should not do so if the result would undermine U.S. national interests and damage our international credibility. 
    “As the Ranking Member of the Judiciary Subcommittee on the Constitution, I’ll state what every American knows and DOGE needs to learn: the Constitution does not allow the President to ignore the law. Trump’s blatant disregard for the Constitution and the destruction of hard-earned goodwill around the world is beyond distressing and requires immediate action. Congress and the American people deserve answers from Secretary Rubio regarding how he intends to ensure that the State Department complies with the law.” 
    Under the Trump Administration, hundreds of millions of dollars in State Department programs have been illegally terminated under categories and programs explicitly required by the FY24 Department of State and Foreign Operations Appropriations Act. By law, funds appropriated by Congress are to be spent as specified for each of the countries, programs, projects, and activities. 
    By way of example, the FY24 Department of State and Foreign Operations Appropriations Act provides no less than:

  • MIL-Evening Report: Raised voices and angry scenes at the White House as Trump clashes with Zelensky over the ‘minerals deal’

    The visit of Ukrainian president Volodymyr Zelensky to the White House has not gone to plan – at least not to his plan. There were extraordinary scenes as a press conference between Zelensky and Trump descended into acrimony, with the US president loudly berating his opposite number, who he accused of “gambling with world war three”.

    “You either make a deal or we’re out,” Trump told Zelensky. His vice-president, J.D. Vance, also got in on the act, accusing the Ukrainian president of “litigating in front of the American media”, and saying his approach was “disrespectful”. At one point he asked Zelensky: “Have you said thank you even once?”

    Reporters present described the atmosphere as heated with voices raised by both Trump and Vance. The New York Times said the scene was “one of the most dramatic moments ever to play out in public in the Oval Office and underscored the radical break between the United States and Ukraine since Mr Trump took office”.

    Underlying the angry exchanges were differences between the Trump administration and the Ukrainian government over the so-called “minerals deal” that Zelensky was scheduled to sign. But any lack of Ukrainian enthusiasm for the deal is understandable.

    In its present form, it looks more like a memorandum of understanding that leaves several vital issues to be resolved later. The deal on offer is the creation of what will be called a “reconstruction investment fund”, to be jointly owned and managed by the US and Ukraine.

    Into the proposed fund will go 50% of the revenue from the exploitation of “all relevant Ukrainian government-owned natural resource assets (whether owned directly or indirectly by the Ukrainian government)” and “other infrastructure relevant to natural resource assets (such as liquified natural gas terminals and port infrastructure)”.

    This means that private infrastructure – much of it owned by Ukraine’s wealthy oligarchs – is likely to become part of the deal. This has the potential of further increasing friction between Zelensky and some very powerful Ukrainians.

    Meanwhile, US contributions are less clearly defined. The preamble to the agreement makes it clear that Ukraine already owes the US. The very first paragraph notes that “the United States of America has provided significant financial and material support to Ukraine since Russia’s full-scale invasion of Ukraine in February 2022”.

    This figure, according to Trump, amounts to US$350 billion (£278 billion). The actual amount, according to the Ukraine Support Tracker of the Kiel Institute for the World Economy, is about half that.

    Western and Ukrainian analysts have also pointed out that there may be fewer and less accessible mineral and rare earth deposits in Ukraine than are currently assumed. The working estimates have been based mostly on Soviet-era data.

    Since the current draft leaves details on ownership, governance and operations to be determined in a future fund agreement, Trump’s very big deal is at best the first step. Future rounds of negotiations are to be expected.

    Statement of intent

    From a Ukrainian perspective, this is more of a strength than a weakness. It leaves Kyiv with an opportunity to achieve more satisfactory terms in future rounds of negotiation. Even if any improvements will only be marginal, it keeps the US locked into a process that is, overall, beneficial for Ukraine.

    Take the example of security guarantees. The draft agreement offers Ukraine nothing anywhere near Nato membership. But it notes that the US “supports Ukraine’s efforts to obtain security guarantees needed to establish lasting peace”, adding that: “Participants will seek to identify any necessary steps to protect mutual investments.”

    The significance of this should not be overstated. At its bare minimum, it is an expression of intent by the US that falls short of security guarantees but still gives the US a stake in the survival of Ukraine as an independent state.

    But it is an important signal both in terms of what it does and does not do – a signal to Russia, Europe and Ukraine.

    Trump does not envisage that the US will give Ukraine security guarantees “beyond very much”. He seems to think that these guarantees can be provided by European troops (the Kremlin has already cast doubts on this idea).

    But this does not mean the idea is completely off the table. On the contrary, because the US commitment is so vague, it gives Trump leverage in every direction.

    He can use it as a carrot and a stick against Ukraine to get more favourable terms for US returns from the reconstruction investment fund. He can use it to push Europe towards more decisive action to ramp up defence spending by making any US protection for European peacekeepers contingent on more equitable burden-sharing in Nato.

    And he can signal to the Russian president, Vladimir Putin, that the US is serious about making a deal stick – and that higher American economic stakes in Ukraine and corporate presence on the ground would mean US-backed consequences if the Kremlin reneges on a future peace agreement and restarts hostilities.

    That these calculations will ultimately lead to the “free, sovereign and secure Ukraine” that the agreement envisages is not a given.

    For now, however, despite all the shortcomings and vagueness of the deal on key issues –– and the very public argument between the parties – it still looks like it serves all sides’ interests in moving forward in this direction.

    Responding to President Trump’s extraordinary meeting with Volodymyr Zelensky, the party Co-Leader, Patrick Harvie, called for the invitation to be withdrawn.

    Mr Harvie said:

    “Only 24 hours ago Keir Starmer was fawning over Donald Trump and telling us how close their relationship was, but surely even he must see from the scenes this evening what a profound danger that friendship represents.

    “President Zelensky has shown the self respect and integrity that was so lacking from Starmer’s grovelling performance.

    “Donald Trump hasn’t changed. He is the same dangerous bully that he was yesterday, and he’s only going to get worse. It is wrong for Starmer and so many others to pretend otherwise.

    “The invitation for a state visit should never have been made in the first place, and it is time for it to be withdrawn. It must be obvious how much danger there is in it, both for Starmer’s government and for the country.

  • MIL-OSI Security: Suspected bank robbers arrested in Belgium

    Eurojust coordinated the collaboration between French and Belgian authorities that led to the arrest of 12 gang members on 26 February. The criminals are suspected of attempting to rob cash transports for banks. Due to the swift cooperation between the authorities, the criminals were stopped before committing a robbery.

    Two High Value Targets specialised in armed robbery were part of the criminal group. One of the suspects is known as the ‘escape king’ due to him escaping from prison multiple times. In the course of their investigation, the French authorities noticed the two High Value Targets travelling regularly to Belgium. They suspected the targets were planning to commit a crime. After their investigations showed that the members had links with Belgian suspects, cooperation with the Belgian authorities was quickly set up through Eurojust. 

    A joint investigation team was set up at Eurojust to allow the Belgian and French authorities to work together swiftly and efficiently, exchanging information and evidence in real time. To stop the criminals, a joint operation was planned at Eurojust. 

    In the late hours of 26 February, the Belgian authorities arrested 12 suspects. The authorities know several of the people arrested. Following the arrests, several searches were carried out in France and Belgium. Investigations into the robbers are ongoing.
