NDA funds Plutonium Ceramics Academic Hub with universities

The Nuclear Decommissioning Authority has announced it’s establishing a Plutonium Ceramics Academic Hub with the Universities of Manchester and Sheffield.

The Nuclear Decommissioning Authority (NDA) has announced it’s establishing a Plutonium Ceramics Academic Hub with the Universities of Manchester and Sheffield.

It follows a commitment from NDA Group CEO, David Peattie, of a £5 million investment over the next five years in postgraduate research to contribute the NDA’s nationally important plutonium disposition strategy work.

In January, the UK Government made a policy decision to immobilise the UK’s inventory of civil separated plutonium at Sellafield, putting the material beyond reach, further mitigating the long-term safety and security risks associated with it more efficiently.

The Plutonium Ceramics Academic Hub will fund around 20 PhD and 2 post-doctoral researchers engaging in cutting-edge research to identify the preferred technology for immobilisation, converting the material to an even safer and more stable form.

Dr Rick Short, NDA Research Manager, said:

The NDA group has invested in PhD students and post-doctoral researchers supporting many aspects of our mission for several years.

It’s a key element of our strategy to develop the capability we need for the future with the skills and expertise we know will be critical to drive forward our nationally important mission.

The Hub will be central to developing the technical expertise and subject matter experts we need to deliver the plutonium disposition strategy and continue to meet our commitment to safely, securely, and sustainably deal with the UK’s civil nuclear legacy.

The inventory could be immobilised into a ceramic material which binds the plutonium in a stable form, suitable for disposal in a GDF, and puts it beyond use. This collaboration with academia will help improve our understanding of the materials and build the fundamental skills required to underpin and deliver a solution.

Innovative Research: Conduct ground-breaking research to develop key ceramic and manufacturing technologies for safe and effective plutonium disposition.

Academic Excellence: Foster a collaborative environment that promotes academic excellence and innovation.

Future Leaders: Train the next generation of nuclear scientists and engineers, equipping them with the skills and knowledge to address future challenges in nuclear decommissioning.

Led by Dr Robert Harrison at the University of Manchester the Plutonium Ceramics Academic Hub aligns with the goals of the Dalton Nuclear Institute, which aim to grow the scale and scope of the university’s world-class nuclear activities, and foster interdisciplinary collaboration.

It also supports the Henry Royce Institute’s Nuclear Materials Research Area, which focuses on enhancing the UK’s strengths in nuclear energy and supporting net-zero ambitions through innovation in radioactive materials research.

URUMQI, Feb. 25 — A new air route linking Urumqi, capital of northwest China’s Xinjiang Uygur Autonomous Region, and Kuala Lumpur, capital of Malaysia, via the southern Chinese city of Guangzhou, has been launched.

The maiden flight left Urumqi Diwopu International Airport on Monday morning, marking the first regular passenger service from Xinjiang to Kuala Lumpur, according to the airport.

The new route reduces the one-way travel time from Urumqi to Kuala Lumpur to eight hours, offering passengers a more diverse, convenient and efficient travel option, and further boosting cultural and people-to-people exchanges and economic ties between China and Malaysia, said the airport.

To date, Urumqi Diwopu International Airport has international passenger routes to 23 regions in 20 countries, including Kazakhstan and Kyrgyzstan.

Xinjiang’s tourism revenue jumped by 21 percent to over 359 billion yuan (about 50.05 billion U.S. dollars) last year with more than 300 million tourist visits received.

Since November 2023, China has continuously adjusted and optimized its visa-free transit policy to boost openness and people-to-people exchanges. Last year, over 20.1 million foreign visitors entered China under the visa exemption policy, marking a year-on-year increase of 113.5 percent in eligible transit visa-exemption travelers.

MIL-OSI United Kingdom: Rough sleeping hub on the move

A progress report to be discussed by Portsmouth City Council’s cabinet has set out the current funding situation for rough sleepers in the city and unveiled the new plans. [Rough Sleeping funding update.pdf]

The rough sleeping hub has operated out of a temporary space in Elm Grove for the last four years and the council is grateful for the support from businesses and residents in the area. Now the hub is set to move to 6 Queen Street, Portsea and is due to open on 1 April this year. The premise move will provide rough sleepers and the staff that work with them with a newly-renovated venue, whilst also creating the opportunity to provide help more quickly and in a more joined-up way.

The rough sleeping hub is a free service that anyone who is sleeping rough can access. It provides people with breakfast, hot drinks, shower and laundry facilities, access to the internet, locker facilities for people to store their belongings, and help with clothing. Around 15 to 20 people access the service on a typical day.

Staff help people to address their immediate needs, including help with benefits, registering with a GP, help with substance misuse problems, and help to find accommodation.

People using the hub can also access activities including educational sessions to help people improve their literacy and numeracy skills, and life-skills workshops.

The current hub was opened as a temporary solution during the Covid-19 pandemic and is based in a repurposed flat within a residential block and has limitations.

The new hub will provide more facilities, laid out in a better way, and will include more showers and lockers, better meeting spaces, and an enclosed, off-street, smoking area. The council carried out a full feasibility study on available buildings within the budget for the project, carefully considering factors including ease of access for people who are rough sleeping, proximity to other support services, and potential community impact.

Cllr Darren Sanders, Cabinet Member for Housing and Tackling Homelessness, said: “Not everyone who is homeless sleeps rough, but those who do are often experiencing a very difficult time in their lives. The council and our partners work very hard to make sure time spent sleeping rough is prevented, and where that is not possible, is for as short a period as possible. The new hub will help with this, providing people with much-needed privacy and dignity, as well as access to further help.

“We work to provide the best possible service for people experiencing homelessness with the funds that we are given from government, but we are never given enough to help as much as we need to. That’s why we allocated £203,000 in the council’s budget last year to fund the setting up of this new hub.”

The hub runs alongside the council’s rough sleeping pathway which provides over 100 beds across the city to prevent and shorten the incidences of rough sleeping. In the twelve-month period between July 2023 and June 2024, 301 people were provided with accommodation in the pathway as an alternative to rough sleeping. In the same twelve-month period, 155 people moved successfully from the pathway to suitable alternative housing. There were only 11 evictions from the pathway during those 12 months.

It is anticipated that the relocation of the rough sleeping hub will reduce the number of people accessing support in Elm Grove, which is a busy area with a high concentration of shops, pubs, restaurants, and other local businesses. The council also provides accommodation in Elm Grove that will remain.

The rough sleeping team has learnt a lot over the previous four years and the new premises have been designed to reduce issues and minimise disruption to the local area. The council will be working with local residents and businesses to ensure a smooth transition.

The average number of people sleeping rough each month in Portsmouth has fallen slightly for 2024/25 to 53, whilst across the country numbers continue to rise. Government policies such as early prison release have put increased pressure on rough sleeping services.

In December 2024 the government announced that one further year’s funding would be provided to local authorities for rough sleeping interventions. After March 2026 rough sleeping will be funded differently, and the government has said the council will be expected to “reduce demand for rough sleeping services, focus on those with most complex needs and least likely to access services, and establish a sustainable approach to community integration that prevents returns to rough sleeping and homelessness”. The council is working hard to understand how to further evolve and improve its services for rough sleepers, and has developed an action plan as part of its five year homelessness strategy. A photo exhibition, “Goodness in the Neighborhood,” opened on Rozhdestvensky Boulevard. It is dedicated to the work of the network of coworking centers of non-profit organizations (NPOs) and those who cooperate with it. The exhibition is timed to coincide with the celebration of World NPO Day.

MIL-OSI China: China calls on Security Council to play constructive role in promoting peace talks on Ukraine

A Chinese envoy on Monday called on the UN Security Council to play a constructive role in forging consensus for peace and promoting peace talks, as the world marked the third anniversary of the full escalation of the Ukraine crisis.

“At present, when the Ukraine issue is at a critical juncture for a negotiated settlement, we expect the international community to create a favorable atmosphere for promoting a political solution to the crisis,” Fu Cong, China’s permanent representative to the United Nations, told a UN Security Council meeting on Ukraine.

China expects the United Nations and the Security Council to play a constructive role in forging consensus for peace among member states, and the actions of the council to further the call for peace by promoting peace talks, he said after voting on a draft resolution on Ukraine.

“The ultimate resolution of any conflict lies at the negotiation table,” he said. “As we speak, the call for a negotiated settlement of the Ukraine issue is constantly on the rise, and the window for peace is opening.”

Although the parties’ positions may not be aligned, dialogue is still better than confrontation, and talks are better than fights, the envoy said, adding that China supports all efforts dedicated to peace, and supports the U.S.-Russia agreement to start peace talks.

“China expects all parties and stakeholders to participate in the peace talks at an appropriate time, so as to find a just and lasting solution that takes into account each other’s concerns and to reach a binding peace agreement acceptable to all parties concerned,” he said.

Fu urged Europe to play its part for peace, to jointly address the root causes of the crisis, and to find a balanced, effective and sustainable security framework, so as to achieve long-term security and stability on the European continent.

Our university was visited by a delegation of activists from Petrozavodsk State University. The delegation included representatives of the Trade Union of Students of PetrSU: chairmen of the trade union bureaus of institutes, student councils of dormitories, as well as members of the presidium of the Primary Trade Union Organization of Students.

The main goal of the meeting was to exchange experience with the SPbPU Students’ Trade Union. The guests were given a tour of the Polytechnic University campus. They also saw the University History Museum and learned about the significant stages of the university’s formation and development. Particular attention was paid to discussing key areas of activity of trade union organizations, student support mechanisms, and the implementation of social and educational initiatives.

The partners exchanged practical experience, discussed current issues of protecting students’ interests and interaction with university administrations. The meeting took place in a warm and friendly atmosphere, which further strengthened inter-university ties and partnerships.

The Scottish Greens have secured cheaper bus travel, expanded free school meals and increased funding for schools, says the party’s finance spokesperson Ross Greer ahead of the final budget vote taking place today.

Through budget negotiations the Scottish Greens secured record investment in climate action, more money for local services including schools, social care and bin collections, free ferry travel for young islanders and free bus travel for people seeking asylum.

The party also secured the expansion of free school meals for thousands more S1-S3 pupils, more funding for nature restoration and a year-long trial where bus fares in one region of the country will be capped at £2. They also increased the tax paid when buying a second or holiday home, giving a boost to first-time home buyers and raising more money for public services.

Mr Greer said:

“More children will be fed and lifted out of poverty, buses will be cheaper and nature will be protected because of Scottish Green MSPs.

“We want to build a fairer and greener Scotland where no child is hungry at school and where public transport is always affordable and accessible. This budget is an important step in that journey.

“Scotland’s Green MSPs worked to deliver record funding for nature restoration, building on the huge progress we delivered when we were in government. That money will create more well-paid jobs across the country, especially in rural communities.”

The Scottish Greens will use debate time tomorrow to bring a vote on halting the above inflation rail fare hikes that are set for April and permanently removing peak rail fares.

The debate, which will be led by the party’s transport spokesperson, Mark Ruskell MSP, will focus on making rail a cheaper and easily accessible option for workers, students and regular commuters.

When in government the Scottish Greens secured a landmark scheme to remove peak rail fares for 12 months, with the SNP reintroducing them last year.

Mr Ruskell said:

“Train fares in Scotland are among the highest in Europe, with peak fares being particularly punishing.

“If we want more people to leave their cars at home then rail has to be affordable and accessible for all.

“Particularly at a time when so many people are struggling, it is wrong to be asking them to pay even more just to get to work or study.

“When the Scottish Greens were in government we removed peak rail fares, only for the SNP to bring them back once we were out of the room. It is time to scrap them permanently.

“It was right to take ScotRail into public ownership, but there is no point in having a people’s railway if nobody can afford to use it.”

Mr Ruskell added:

“The Scottish Parliament has the chance to stand with households, families and regular commuters who are being stretched to their limit.

“I hope that MSPs from across our parliament will back my motion and join the call for cheaper, greener and more accessible rail across Scotland.”

On February 21, the jubilee tenth All-Russian festival “Book Lighthouse of St. Petersburg. Music of Meanings” started. Students of the Higher School of Media Communications and Public Relations of the Humanitarian Institute of SPbPU helped with the opening ceremony in the Legislative Assembly of St. Petersburg and the work of the media studio, as well as at 50 thematic sites of the three-day event.

The ceremonial meeting in the Mariinsky Palace was opened by the deputy of the Legislative Assembly of St. Petersburg Marina Shishkina, the general director of the State Hermitage Museum Mikhail Piotrovsky, the director of the Central City Public Library named after V. V. Mayakovsky Zoya Chalova, the initiator of the festival, the president of the festival movement “Book Beacons of Russia” Denis Kotov.

Our students have been participating in the media support of the festival movement for the third year. They organize photo and video shooting, communicate with writers, experts and media personalities in the studio, and fill the festival’s social networks with content. This is a high level of project work, and I am proud of our students, since each of them brings something unique to make the festival bright and memorable. It is very important for us that we participate in the development of the country’s cultural sovereignty with such a significant industrial partner as “Book Beacons”, – noted Marina Arkannikova, Director of the SPbPU GSMiSO.

The festival cultural project lights its light and sets benchmarks in the book ocean twice a year for five years in a row. This socially significant non-profit initiative is held in a hybrid format, uniting thousands of Petersburgers and a large online audience. A special feature of the festival program is the variety of master classes, round tables and meetings with writers at various venues in the city: from traditional ones – the House of Books, the House of Journalists, libraries and schools of St. Petersburg, to the House of Officers, the Central Broadcast Studio, city shopping centers.

For the first time, the Book Lighthouse became inclusive, adapted for both blind people and people with other disabilities.

The festival is designed to unite librarians, publishers, writers, managers and readers to achieve a strategic goal: to create conditions so that 80% of Russians read an average of at least 12 books a year, says Denis Kotov, president of the festival movement “Book Beacons of Russia.”

The final event, held at the House of Journalists, became a real celebration for guests and connoisseurs of Russian prose, poetry, music and art. The media volunteers of the Higher School of Music and Social Sciences together with the audience not only enjoyed poetry readings and music, but also took part in activities dedicated to Russian literature.

“The Book Lighthouse” became a door to the world of art and creativity for me. Before it, I had read modern literature, of course, but I was not very interested in the authors of these books. But here I saw writers who were my compatriots. I heard their stories, and this changed my attitude to modern Russian literature, – shared third-year student of the Higher School of Music and Social Sciences of the State University of the Russian Federation Anastasia Kalinina.

MIL-OSI China: Chinese filmmaker Huo Meng makes history with Berlinale win

Director Huo Meng on Saturday became the first Chinese mainland filmmaker to win the Silver Bear for best director at the 75th Berlin International Film Festival, receiving the honor for his film “Living the Land.”

The film, produced by Shanghai Film Group and written and directed by Huo, captures daily life in 1990s north China through documentary-like cinematography and the authentic use of Henan province’s local dialect. The film stars Wang Shang, Zhang Chuwen and Zhang Yanrong, with renowned Chinese actor Yao Chen as executive producer.

The story follows 10-year-old Xu Chuang, who lives with his grandmother and the Li family after his parents move to the city. Through scenes of spring plowing, autumn harvests, weddings and funerals, the film captures rural life and human relationships. Shot in a warm realist style, it depicts Xu’s family — hardworking, resilient and hopeful — as they strive for a better life, witnessing quiet yet profound changes in their community as they navigate tradition and modernity.

In his acceptance speech, Huo emphasized filmmaking’s collaborative nature. “I am grateful to the actors for portraying a group of hardworking, kind-hearted and resilient ordinary people. The most captivating aspect of film is its ability to connect the emotions of people from different places,” he said.

The film has received critical acclaim since its Feb. 14 premiere at the festival. The Hollywood Reporter critic Jordan Mintzer stated that it “immerses the viewer in a remote Chinese agricultural community with all the precision and beauty of an accomplished artist,” and praised Huo as “a master at embedding the drama within a broader fresco of social and economic transformation.” In a review for Variety, Guy Lodge wrote, “Though it’s gently paced and narratively diffuse, ‘Living the Land’ is never dull, thanks to a wealth of incident and the complexity of relationships in Huo’s extended family portrait.”

“I spent my childhood in a rural village,” the director said at the premiere. “For thousands of years, China’s countryside has shaped deeply moving qualities in the Chinese people, such as diligence, kindness and resilience.”

The film, shot over a year, follows its characters through all four seasons. “It creates a realm where we can experience the way of life and the intense emotional bonds, while also witnessing the possibility of change,” Huo shared.

“Living the Land” is Huo’s third feature film, and he is the first Chinese filmmaker born in the 1980s to win a Silver Bear. An associate professor at the Shanghai Film Academy of Shanghai University, Huo previously won directorial awards for “Crossing the Border-Zhaoguan.” The Shanghai International Film Festival selected him last year for its SIFF YOUNG program, which supports emerging filmmakers with domestic and international film industry resources.

The 75th Berlin International Film Festival, also known as the “Berlinale,” ran from Feb. 13 to 23. Norwegian director Dag Johan Haugerud won the Golden Bear for best film with “Dreams,” while Brazilian filmmaker Gabriel Mascaro’s “The Blue Trail” received the grand jury prize. U.S. director Todd Haynes led the main competition jury. Nineteen films competed in the main competition, including two Chinese entries — the other being “Girls on Wire” by director Vivian Qu.

MIL-OSI Russia: The AtomSkills-2025 qualifying championship was held at the Polytechnic University

The Civil Engineering Institute hosted the AtomSkills-2025 qualifying divisional championship in the Engineering Design competency. The event was supported by Rosatom State Corporation and became a significant event for our university.

The competition was held in two leagues: industry and student. Three teams from Rosatom State Corporation took part in the industry league: JSC FCNIVT SNPO Eleron, JSC KIS ISTOK and JSC KIS ISTOK-2. Five teams of 2nd, 3rd and 5th year students of the Civil Engineering Institute competed in the student league.

The participants had to develop a project for a capital construction project with utility lines for subsequent construction. They had to use the initial data specified in the technical assignment and apply information modeling technologies.

The experts of the championship were experienced teachers of the institute and specialists of leading companies, such as JSC VNIPIPT, JSC KIS ISTOK, JSC FCNIVT SNPO Eleron and CSoft Development.

Following a tense competition week, the winners were determined.

Student League:

Recently, financial fraudsters have become more active, actively using not only artificial intelligence, but also modern achievements of social engineering to involve young people in their criminal schemes. The onslaught of fraudsters can only be effectively countered by raising public awareness in the field of financial security, legal, economic and financial literacy.

The traditional lesson on financial security, which has been the first stage of the International Financial Security Olympiad for several years, is aimed at developing critical thinking skills and raising awareness among young people about threats to financial security. This year, the lesson is called “Not Child’s Play: 2.0. Drop Against Your Will” and is dedicated to issues of involving young people in schemes for cashing out funds obtained through criminal means.

The State University of Management, as an active participant of the International Network Institute in the field of AML/CFT, did not remain aloof from conducting the lesson. STOCKHOLM, SWEDEN February 25, 2025. Karolinska Development AB (Nasdaq Stockholm: KDEV) today announces that its portfolio company AnaCardio has dosed the first patient in the phase 2a part of the GOAL-HF1 clinical study. The study will evaluate AnaCardio’s drug candidate AC01 in patients with heart failure and reduced ejection fraction. Study results from GOAL-HF1 are expected by the end of the year.

AnaCardio AB is a privately held Swedish clinical-stage biopharmaceutical company developing novel drugs to treat heart failure. The company´s lead asset, AC01, is currently being evaluated in a clinical phase 1b/2a study, GOAL-HF1, in patients with heart failure and reduced ejection fraction (HFrEF).

The phase 2a part of the GOAL-HF1 study is randomized, double-blind and placebo-controlled, aiming to evaluate the safety, tolerability, pharmacokinetics and pharmacodynamics of AC01 in patients with HFrEF following 28 days of treatment. The study is being conducted at 13 highly specialized heart failure centers in Sweden, the Netherlands, Italy and the UK.

MIL-OSI Economics: Development Asia: Expanding Access to Housing in Uzbekistan through Market Reforms

Through the Mortgage Market Sector Development Program, ADB is providing a $50-million policy-based loan to support mortgage market reforms that will economize the government’s housing subsidy and policy framework and create a conducive environment and infrastructure for market-based mortgage lending. It is also providing a $300-million financial intermediation loan to finance the country’s new mortgage refinancing company that enables domestic commercial banks to provide residential mortgage and housing improvement loans. A technical assistance grant of $800,000 supports the implementation of the program.

Strengthening the policy, regulatory, and legal framework. Findings from a review of the policy, regulatory, and legal framework for the mortgage finance sector and housing market assessment formed the basis for the design of the program. The study recommended that subsidy arrangements be revised to ensure that higher subsidies are provided to lower income households and regressive subsidies are changed.

Improving the housing strategy and subsidy framework. ADB provided the Ministry of Economy and Finance recommendations on revising the housing finance and subsidy approach as a result of which the government adopted series of changes to enable gradual transformation of state housing programs toward a market-based principles and improving the subsidy targeting.

Establishing and operationalizing a wholesale mortgage refinance company. The government established the Uzbekistan Mortgage Refinancing Company with ADB support and equity investment from government and commercial banks. It provides banks with access to local currency long-term funding. The company prefinances and refinances eligible mortgage loans and housing improvement loans issued by participating banks at an interest rate close to market rates.

To support operationalization of the company, the project tapped the Frankfurt School of Finance & Management and its consulting team of experts, most of them active and retired CEOs and board chairpersons of international and national mortgage refinance corporations including from Armenia, France, Malaysia, and Pakistan. The team prepared the company’s business plan, human resources plan, legal framework, institutional arrangement, internal policies and procedures, list of products and services, and risk management plan. The government believed that the first CEO of the mortgage refinancing company was of utmost importance to building everyone’s confidence in this new institution and was directly involved in vetting and hiring the CEO.

Expanding and improving data collection. The project supported work on improving housing statistics, introducing a housing price index in Uzbekistan, and developing a mortgage market database and website. International experts provided in-person and on-line training to ministries, banks, and other stakeholders. A new system was introduced to collect housing sector data (i.e., mortgage loans by type, terms, program and other categories) through updates to the annual statistical reporting forms for commercial banks. The collected data is also shared with the Ministry of Finance.

Maslenitsa festivities within the framework of the project “Winter in Moscow” will last until March 2 inclusive. Municipality Finance issues EUR 15 million notes under its MTN programme

Municipality Finance Plc issues EUR 15 million notes on 26 February 2025. The maturity date of the notes is 26 February 2036. MuniFin has a right, but no obligation, to redeem the notes early on 26 February 2026. The notes bear interest at a fixed rate of 3.51% per annum until 26 February 2026, after which the interest is paid at 3.25% per annum, unless MuniFin redeems the notes early.

In 2024, the volume of retail trade in the capital reached 7.5 trillion rubles, which is 4.9 percent more than in 2023 in comparable prices. This was reported by Maria Bagreeva, Deputy Mayor of Moscow, Head of the Department of Economic Policy and City Development.

“The non-food sector made the main contribution to growth. Its turnover increased by 8.1 percent, to 3.8 trillion rubles. The largest growth was demonstrated by cosmetics and perfumery, clothing, furniture, digital video and audio equipment stores. Consumer activity in Moscow remains high. Under the influence of demand, chain stores and marketplaces are expanding sales channels and delivery services, increasing the range due to their own brands, domestically produced goods and products from friendly countries,” noted Maria Bagreeva.

The turnover of food products in the city increased by 1.6 percent, reaching 3.7 trillion rubles. Positive changes in this sector are associated, in particular, with the development of delivery services and the opening of cafeterias in stores.

In 2024, Moscow’s share in the total volume of retail trade in Russia amounted to 13.5 percent.

The growth in consumer activity has affected the attendance of the capital’s shopping centers. Last year, their traffic increased by 2.1 percent compared to 2023 and averaged 271 people per day per thousand square meters. The main increase was provided by district shopping centers with an area of up to 20 thousand square meters, which are popular with consumers due to their proximity to home. In larger facilities, attendance remained at the level of the previous year.

Last year, specialists from the city’s municipal services complex installed more than six thousand new street lamps on the territories of social facilities. This was reported by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Petr Biryukov.

“Today, good lighting is an important component of creating a comfortable urban environment. The number of lighting fixtures in Moscow’s outdoor lighting systems and architectural and artistic lighting is growing annually and already exceeds one million. The organization of reliable and high-quality lighting in the areas of social facilities is under special control; in 2024 alone, more than six thousand additional lighting poles were installed there,” noted Pyotr Biryukov.

The largest number of new streetlights appeared in TiNAO, the Southern and South-Western administrative districts of the capital.

These supports use energy-saving LED lamps, which are several times more durable and 30 percent more economical than sodium and halogen lamps. Floor lamps 4.5 meters high are installed near kindergartens, and eight-meter folding supports are installed on school and sports grounds, the operation of which does not require the use of special equipment.

All streetlights in the capital are gradually being equipped with smart sensors, thanks to which dispatchers can remotely control city lighting. For example, you can adjust the brightness, check the voltage and control the operation of lighting devices.

In 2024, 340 non-residential premises were sold on the first floors of new buildings under the renovation program. This was reported by the Minister of the Moscow Government, Head of the City Department of Urban Development Policy Vladislav Ovchinsky.

When constructing houses under the renovation program, the first floors are designed as non-residential. Social and household facilities are opened there, including shops, cafes, points of issue of goods, development and leisure centers for city residents, beauty salons. Since the beginning of the program, about 700 such enterprises have appeared.

“Since the beginning of 2024, the city has sold 340 premises in new buildings under the renovation program. Small and medium-sized businesses will open on the first, non-residential floors. Most of the premises have been sold in the southeast of the capital – there are more than 80 of them, in the east – more than 50. In the North-Eastern and South-Western administrative districts, more than 40 premises have been sold in each,” said Vladislav Ovchinsky.

In total, about eight thousand non-residential premises will be set up on the first floors of residential complexes. More than 200 thousand people will be able to find employment at the enterprises opening there.

Previously Mayor of Moscow noted, that 359 new buildings have been transferred for settlement under the renovation program, and the resettlement of over 200 thousand city residents has been completed or is underway.

Renovation program approved in August 2017. It concerns about a million city residents and provides for the resettlement of 5,176 houses. Sergei Sobyanin instructed to double the pace of implementation of the renovation program.

Moscow is one of the leaders among regions in terms of construction volumes. High rates of housing construction correspond to the goals and initiatives of the national project “Infrastructure for life.”

MIL-OSI Security: Fatal collision in Harrow

Detectives are appealing for witnesses and any road users with footage following a fatal collision in Harrow.

Police were called at 21:19hrs on Monday 24 February to reports of a collision on Bessborough Road, Harrow involving a car, a bus and pedestrians.

Offices, London Ambulance Service and London’s Air Ambulance all attended. Despite the best efforts of emergency services one of the pedestrians, a woman aged in her 40s, sadly died at the scene.

The two other pedestrians were taken to hospital for treatment – their conditions are not life threatening.

The driver of the car stopped at scene and he was arrested on suspicion of causing death by dangerous driving. He remains in custody.

Road closures were put in place while the scene was dealt with but have since been lifted.

Officers are appealing for witnesses or anyone with footage of this incident, including drivers with dashcam footage, to contact police on 101 or ‘X’ @MetCC quoting CAD 7193/24FEB25. You can also provide information anonymously to the independent charity Crimestoppers on 0800 555 111.

Estonia’s largest investment holding company, Infortar assets increased from €1.4 billion to €2.7 billion following the acquisition of a majority shareholding in Tallink Group (Tallink) and the purchase of a gas sale- and distribution company in Poland. Infortar’s stock price raised by 70% in its first year on the Tallinn stock exchange, raising the company’s total valuation from €548 million to €916 million.

Tallink´s financial results were affected by difficult economic environment across all our home markets, and the lowest consumer confidence levels in a decade.

Energy Segment: The EBITDA for the energy segment of the 2024 financial year was 77.235 million euros (compared to 135.999 million euros in 2023). Warmer winter led to a decrease in sales volumes, which in turn impacted profitability in the fourth quarter.

Real Estate Segment: The profitability assessment considers the EBITDA of individual real estate companies. The EBITDA for the real estate segment of the 2024 financial year was 13.567 million euros (compared to 12.39 million euros in 2023). Three new buildings at Liivalaia 9, Tähesaju 9, and Tähesaju 11 were included in the accounting for the 2023 financial year.

Net Profit

The consolidated net profit for the 2024 financial year was 175.351 million euros (compared to 293.83 million euros in 2023 financial year). One-time significant transactions impacting the net profit calculation for the 2023 financial year included the effects related to the acquisition of the Latvian gas distribution network company, Gaso.

The consolidated operating profit for the 2024 financial year was 77.025 million euros (compared to 123.628 million euros in the 2023 financial year).

Investments

Infortar entered the agricultural sector by acquiring one of Estonia’s largest dairy farms in Halinga and began constructing a biogas plant next to the farm for local gas production. Infortar invested 110 million euros in purchasing Tallink shares, increasing its shareholding in Tallink to 68,5%.

Infortar subsidiary Elenger signed a 120 million euros agreement with the German energy group EWE AG to acquire EWE Group’s entire Polish business. The transaction includes the natural gas distribution network in Western Poland as well as all energy sales operations.

In the fourth quarter Infortar Group’s total investments amounted to approximately 140 million euros, reaching 279 million euros over twelve months.

Financing

Loan and lease liabilities amounted to 1 223.287 million euros in 2024 financial year (compared to 441.16 million euros in 2023 financial year). Significant increase in the 2024 financial year is primarily due to the line-by-line consolidation of Tallink Grupp, which resulted in the full inclusion of Tallink’s liabilities among the group’s obligations. Proportionally to the growth in assets, Infortar’s net debt increased by 701.663 million euros, reaching 1 055.708 million euros (compared to 354,045 million euros in 2023 financial year). The net debt to EBITDA ratio was 3.4.

Dividends

According to the dividend policy, the objective is to pay dividends of at least 1 euro per share per finiancial year. Dividend payments are made semi-annually. Infortar Group’s management proposes to pay a dividend of 3 euros per share for the 2024 financial year results. According to the proposal, the first payout is planned to be made no later than July, and the second payout in December 2025. The dividend consists of three parts:

1 euro per share, as per the dividend policy.

Carried-over dividend from AS Tallink Grupp, which is rounded upwards.

Additional dividend based on the high deliveries of the financial results in 2024.

AS Infortar has a total of 21,166,239 shares, of which 722 610 are company´s own shares. Dividends are therefore paid for 20,443,629 shares, which amounts to approximately 61 million euros.

ARR
At the end of 2024, ARR from subscriptions was DKK 54.3 million compared to DKK 57.8 million as of 2023, a decrease of DKK 3.5 million corresponding to a decrease of 6% with a decline in ARR from transactions from DKK 12.3 million to DKK 11.2 million. At the end of 2024, total ARR was DKK 65.5 million, compared to DKK 70.1 million as of 2023, a decrease of DKK 5.6 million.

Income statement
The revenue from subscriptions decreased by 5% to DKK 50.0 million (2023: DKK 52.4 million) with a total revenue of DKK 60.2 million (2023: DKK 64.7 million). Gross profit was DKK 48.8 million (2023: DKK 52.2 million) with a gross profit margin of 81% (2023: 80%).

Despite the decrease in gross profit of DKK 3.2 million as well as one-time costs for consultancy fees and severance costs of total DKK 3.1 million, EBITDA ended positive at DKK 1.0 million (2023: DKK 1.9 million).

Cash
As of 31 December 2024, cash at bank amounted to DKK 6.4 million compared to DKK 9.8 million as of 31 December 2023. Cash flow from operating activities increased to DKK 12.2 million (2023: DKK -6.5 million) primarily because of a reduction in working capital from trade payables, other payables, and deferred income. Cash flow from investing activities amounted to DKK -10.9 million (2023: DKK -11.7 million) primarily related to investments in developing the Agillic customer engagement platform.

MIL-OSI NGOs: Greenpeace organisations begin trial defense against Energy Transfer’s SLAPP

Mandan, North Dakota — Ten years after the world watched the Indigenous-led protests at the Dakota Access Pipeline unfold, representatives from Greenpeace International (GPI) and two Greenpeace entities in the United States arrive at a Morton County courthouse to fight a meritless lawsuit brought by Energy Transfer (ET), today.

The trial is currently open to the public in the North Dakota courthouse. Multiple attempts by media and watchdog groups to petition the court for greater transparency and accessibility to the trial proceedings have been denied. The Greenpeace parties’ request for public livestreaming was denied, and a request for expanded media cover by a number of outlets and journalists was also recently denied.

The US-based fossil fuel pipeline company behind the Dakota Access Pipeline is seeking US$300 million in damages in one of the world’s most brazen examples of a Strategic Lawsuit Against Public Participation (SLAPP). ET’s lawsuit attempts to rewrite the history of the Indigenous-led protest at Standing Rock and could have a chilling impact on free speech in the US and beyond. Since 2017, GPI and Greenpeace organisations in the US have been defending against ET’s lawsuits[1], which ridiculously claim the protests were orchestrated by Greenpeace.

Deepa Padmanabha, Senior Legal Advisor, Greenpeace USA said: “Beyond the impact that this lawsuit could have on the Greenpeace entities, one of the most worrisome things about the case is that it could establish dangerous new legal precedents that could hold any participant at protests responsible for the actions of others at those protests. And you can imagine that this would have a serious chilling effect on anybody who wants to engage in protest.”

Kristin Casper, General Counsel, Greenpeace International said: “We are confident Greenpeace International, along with our co-defendants in the US, will ultimately prevail. We will defend Greenpeace International at trial, while also pursuing efforts to recover the costs incurred as a result of ET’s SLAPP suits in the US through legal proceedings in the Netherlands. GPI initiated the first test of the European Union’s anti-SLAPP Directive by filing a lawsuit in Dutch court against ET earlier this month. GPI seeks to recover all damages and costs it has suffered as a result of ET’s back-to-back, meritless lawsuits demanding hundreds of millions of dollars against GPI and the Greenpeace organisations in the US.[2]

Energy Transfer’s lawsuits are clear-cut examples of SLAPPs.[3] ET’s lawsuits have been an attempt to bury nonprofits and activists in legal fees, push them towards bankruptcy and ultimately silence dissent.

A meeting on the results of the activities of world-class scientific centers (WCSC) was held at the Government Coordination Center under the chairmanship of Deputy Prime Minister Dmitry Chernyshenko. The meeting presented the results of the WCSC’s work over the five years of the program’s implementation – from 2020 to 2024.

“World-class research centers were created in 2020 as part of the national project “Science and Universities”, the implementation of which was completed last year. On the instructions of President Vladimir Putin, a new stage of the centers’ development will be implemented as part of the state program “Scientific and Technological Development of the Russian Federation”. Over time, they were reoriented from fundamental centers to applied tasks, while showing high results. NCMUs ensure the rapid entry of in-demand technologies into the market. Last year, President Vladimir Putin clarified the strategic goal-setting in the field of science. Dmitry Chernyshenko noted that it is especially important to concentrate efforts on the tasks set by the head of state. In accordance with current challenges, the country’s strategic priorities in the field of science and technology have been updated. State support measures will be focused on them.

The competition for support of world-class scientific centers will be announced this week.

“This year’s competition will be aimed at creating centers of the same format as the existing ones, but with an eye on the development and implementation of the most important science-intensive technologies up to and including the sixth level of technological readiness. The Ministry of Education and Science has carried out work to take into account the areas of the humanitarian and social profile,” said Dmitry Chernyshenko.

The head of the Ministry of Education and Science, Valery Falkov, paid special attention to attracting young specialists to world-class scientific centers. According to him, the NCMU creates opportunities for young researchers to manage scientific projects, thereby motivating talented young people to engage in science and increasing the prestige of the scientific profession. Thus, 38% of the research conducted by the centers was carried out under the supervision of young (under 39 years of age) promising researchers.

The NCMU employees have been awarded the highest level of prizes and awards for the results they have created. In particular, Irek Mukhamatdinov, a senior researcher at the NCMU “Rational Development of Liquid Hydrocarbon Reserves of the Planet”, became a laureate of the Russian Presidential Prize in Science and Innovation for Young Scientists for 2022.

Representatives of world-class scientific centers also spoke about developments that have practical significance.

Rector of Peter the Great St. Petersburg Polytechnic University Andrey Rudskoy reported that the National Center for Advanced Digital Technologies has created a platform for the development and application of digital twins CML-Bench®. Compared to traditional approaches, the development of products and goods based on digital twin technology can reduce time, financial and other resource costs by 10 times or more. The prototype of the digital platform has been demonstrated and tested in operational conditions.

In addition, technologies have been developed for producing metal-matrix composite materials using additive manufacturing. This is a reserve for the production of lithium-ion batteries with controlled three-dimensional micro- and macrostructure, improved energy capacity characteristics.

Rector of the Russian State Agrarian University – Moscow Timiryazev Agricultural Academy Vladimir Trukhachev reported that the NCMU “Agrotechnologies of the Future” created 11 new varieties of peas using genetic technologies that accelerated the ripening process twice as much as traditional selection. Several large Russian producers have already begun to purchase peas of the new varieties.

Vice-Rector of Kazan (Volga Region) Federal University Danis Nurgaliev noted that the National Center for Mining and Metallurgical Research “Rational Development of Liquid Hydrocarbon Reserves of the Planet” has implemented industrial scaling of in-situ oil refining technology using catalysts that can increase well flow rates by 20–100% and reduce the content of toxic metals in oil within the formation.

A number of effective technologies of the NCMU are currently being replicated not only in Russian but also in foreign companies and act as import substitutes for products of such companies as Shell and Schlumberger.

More than 20 low-tonnage chemical products developed by the center to improve the efficiency of oil field development are already being successfully used in practice.

Efim Khazanov, chief researcher at the Gaponov-Grekhov Institute of Applied Physics of the Russian Academy of Sciences, reported that the Center for Photonics has developed a fractional rejuvenation device based on a powerful ytterbium fiber laser used in medical cosmetology for skin rejuvenation by laser exposure. In 2024, serial production of a cosmetology device based on a laser developed at the center was launched.

Kirill Sypalo, Director General of the Central Aerohydrodynamic Institute named after Professor N.E. Zhukovsky, said that the NCMU “Supersonic” has created a unique infrastructure to support work on the layout of a supersonic passenger aircraft. The use of such optimal layouts will reduce operating costs per flight by three to four times (in relation to first-generation supersonic passenger aircraft).

Intelligent systems for monitoring and ensuring cybersecurity of onboard equipment and systems of supersonic passenger aircraft have also been developed.

Leonid Gokhberg, First Vice-Rector of the National Research University Higher School of Economics, noted that the Center for Interdisciplinary Research of Human Potential has created 40 unique databases on human potential development, half of which are international. The total number of users is more than 20 thousand people worldwide. The databases are used to evaluate family, demographic and economic policies and international research.

In conclusion, Dmitry Chernyshenko instructed world-class scientific centers, together with the Ministry of Education and Science, federal authorities – curators and industrial partners, to present plans for the further use of the results obtained within the framework of the centers’ programs.

The meeting was also attended by Vice President of the Russian Academy of Sciences Stepan Kalmykov, representatives of the Ministry of Labor and Social Protection, the Ministry of Agriculture, the Ministry of Industry and Trade, the Ministry of Digital Development, the Ministry of Energy, the Federal Agency for Subsoil Use and others.

MIL-OSI Russia: NSU students are prize winners of the Siberian Federal District

The Siberian Federal District Championship in fencing with epees among juniors under 23 and in cross-country skiing among young men aged 17-18 were held. NSU students performed excellently as part of the Novosibirsk Region national teams.

First place in the overall team standings and second place in the ski relay was taken by first-year student of the FF Alexander Nemov, and he is now preparing to participate in the Russian Championship.

In epee fencing, student Artem Tsaplin (GGF) took 3rd place in the team competition.
