    The Mayor of London, Sadiq Khan, has today urged Londoners to remember and learn from the horrors of the past to ensure they are never forgotten or repeated, as he warned that the proliferation of fake news and unregulated social media means that the work of organisations such as the Auschwitz-Birkenau Foundation, Holocaust Educational Trust and Holocaust Memorial Day Trust are more vital than ever.

    The Mayor is in Poland today (Monday 27 January) to commemorate the 80th anniversary of the Liberation of Auschwitz-Birkenau concentration camp.

    Sadiq has been invited to attend a service held at Auschwitz-Birkenau State Museum and Memorial, where he will join His Majesty the King, heads of state and political leaders from across the world alongside Holocaust survivors, their families and members of Jewish communities.

    Together, on International Holocaust Remembrance Day, they will remember the estimated 1.1 million people who were killed at Auschwitz and the millions more who were murdered by the Nazis. Around six million Polish people died in World War Two, one fifth of the pre-war population.

    With the alarming rise of antisemitism and hate across the globe, the Holocaust reminds us of what can happen when hatred is left unchecked. The Mayor has emphasised the vital importance of education and his commitment to supporting young Londoners to learn about the Holocaust and other genocides.

    Auschwitz-Birkenau plays a key role in educating Londoners and people around the world about the Holocaust. Last year, the site was visited 1.8 million times and around 300,000 people, including school children, visit each year from the UK.

    In 2020, the Mayor attended a commemorative event to mark the 75th anniversary of the liberation of Auschwitz-Birkenau concentration camp and London provided a £300,000 grant to the Auschwitz-Birkenau Foundation, helping its work to preserve the site and ensuring future generations of Londoners and visitors from around the world can learn for themselves the truth about what took place. The contribution has helped towards preserving thousands of personal items like prisoner shoes, clothing, cutlery, eyeglasses and protecting the original camp infrastructure at Auschwitz-Birkenau site.

    London is home to an estimated 145,000 Jewish people – making it the largest Jewish community in the country. The capital’s Jewish population grew significantly in the 1930s and 1940s when many European Jews fled to the UK to escape the Nazis, as well as family members of those who were murdered in the concentration camps.

    The Mayor of London, Sadiq Khan, said: “The Holocaust was one of the darkest times in history and a terrible example of what can happen when hatred is left unchecked. That’s why it’s imperative Londoners and others around the world are able to learn about the appalling events which took place at Auschwitz-Birkenau and the other camps.

    “I am honoured to have been invited to join the official commemoration event in Poland to mark the 80th anniversary of its liberation. The powerful and poignant stories preserved here are an integral part of ensuring the victims are never forgotten and the horrors that took place here are never repeated.

    “The proliferation of fake news and unregulated content on social media means that the work of organisations such as the Auschwitz-Birkenau Foundation, Holocaust Educational Trust and Holocaust Memorial Day Trust is more vital than ever in equipping young people with a full and proper account of history.

    “At a time of growing division and rising antisemitism and hate crime across the world, it’s incredibly important that we all now redouble our efforts to remember the past and make sure we learn from it.”

    At 9.30 this morning, Third Sunday of Ordinary Time, on the occasion of Sunday of the Word of God, which takes as its theme this year “I hope in Your Word” (Ps 119:7-4), and of the Jubilee of the World of Communication, the Holy Father Francis presided over Holy Mass in the Vatican Basilica.
    During the Eucharistic Celebration, the Pope conferred the ministries of Lector and Catechist to lay men and women from various countries throughout the world.
    The following is the homily delivered by Pope Francis after the proclamation of the Gospel:

    Homily of the Holy Father
    The Gospel we have heard tells of the fulfilment of a prophecy overflowing with the Holy Spirit. It is fulfilled by the One who comes “with the power of the Spirit” (Lk 4:14): Jesus, the Saviour.
    The Word of God is alive: down the centuries, it accompanies us and by the power of the Holy Spirit, it is at work in every age. For the Lord is always faithful to his promise, which, in his love for humanity, he always keeps. This is exactly what Jesus says in the synagogue in Nazareth: “Today this scripture has been fulfilled in your hearing” (Lk 4:21).
    Sisters and brothers, what a happy coincidence! On the Sunday of the Word of God, at the beginning of this Jubilee Year, we proclaim this page of Luke’s Gospel, in which Jesus reveals himself as the Messiah, “anointed” (v. 18) and sent to “proclaim the year of the Lord’s favour” (v. 19)! Jesus is the living Word in whom all the Scriptures find their fulfilment. In the today of the sacred Liturgy, we are his contemporaries; we too, filled with amazement, open our hearts and minds to listen to him, for “it is he himself who speaks when the holy Scriptures are read in the Church” (Sacrosanctum Concilium, 7). I said a word: amazement. When we hear the Gospel, the words of God, it is not simply a matter of listening to or understanding them, no. They must reach our hearts and bring about what I said, “amazement”. The word of God always amazes us; it always renews us. It enters our hearts and always renews us.
    In this spirit of exultant faith, we are invited to accept the ancient prophecy as coming from the very Heart of Christ, and to reflect on five actions that characterize the unique and universal mission of the Messiah. A unique mission, because he alone can fulfil it; a universal mission, because he wants to involve everyone in it.
    First, Jesus was anointed “to bring good news to the poor” (v. 18). This is the “gospel”, the good news, which Jesus proclaims: the Kingdom of God is at hand! When God reigns, we are saved. The Lord comes to visit his people, caring for the lowly and the wretched. The Gospel is a word of compassion; it calls us to exercise charity, to forgive our neighbour’s debts and to be generous in serving others. Let us not forget that the Lord is close, merciful and compassionate. God’s style is one of closeness, mercy and compassion.
    Christ’s second action is to “proclaim release to the captives” (v. 18). Brothers, sisters, evil’s days are numbered, because the future belongs to God. With the power of the Spirit, Jesus redeems us from all guilt and liberates our hearts from all that holds them in bondage, for he brings the Father’s forgiveness into the world. The Gospel is a word of mercy, which calls us to become passionate witnesses of peace, solidarity and reconciliation.
    The third action with which Jesus fulfils the prophecy is to grant “recovery of sight to the blind” (v. 18). The Messiah opens the eyes of our heart, all too often dazzled by the allure of power and vain things: the diseases of the soul that prevent us from acknowledging God’s presence and hide from our gaze the weak and the suffering. The Gospel is a word of light, which beckons us to the truth and calls us to bear witness to our faith and to be consistent in its practice.
    Jesus’ fourth action is to “let the oppressed go free” (v. 18).  No form of bondage can resist the work of the Messiah, who makes us brothers and sisters in his name. The prisons of persecution and the dungeons of death are flung full open by the passionate power of God. The Gospel is a word of freedom, calling us to conversion of heart, integrity of mind and perseverance in trial.
    Lastly, the fifth action: Jesus was sent “to proclaim the year of the Lord’s favour” (v. 19). That year is a new age, an age that does not devour life, but regenerates it. It is a “Jubilee”, and in this sense, like the one we now celebrate as a way of preparing in hope for our definitive encounter with the Redeemer. The Gospel is a word of joy, summoning us to mutual acceptance and fellowship, as we make our pilgrim journey towards the Kingdom of God.
    By these five actions, Jesus even now fulfills Isaiah’s prophecy. By releasing us from our captivity, he tells us that God draws close to us in our poverty, redeems us from evil, enlightens our eyes, breaks the yoke of oppression, and brings us into the joy of a time and greater history in which he makes himself constantly present, to walk beside us and to guide us to eternal life. True, the salvation he bestows on us is not yet fully realized. We know this. Yet wars, injustice, pain and death will not have the final word. The Gospel never disappoints.
    Brothers and sisters, on the Sunday devoted in a special way to the word of God, let us thank the Father for having spoken to us by his own Word, made flesh for the salvation of the world. All the Scriptures, which have human writers and the Holy Spirit as their true authors (cf. Dei Verbum, 11), point to this event. The whole Bible speaks of Christ and his work, which the Spirit makes present and active in our lives and in history. When we read the Scriptures, when we pray and study them, we do not simply receive information about God; we receive his Spirit, who reminds us of all that Jesus said and did (cf. Jn 14:26). In this way, our hearts, inflamed by faith, wait in hope for the coming of God. Brothers, sisters, we must become more familiar with reading the Scriptures. I would like to suggest that all of us get a small, pocket-sized copy of the Gospels or the New Testament. We could always have it with us in a bag so that we can read it at various points throughout the day. One verse, two verses so that throughout the day we will have contact with the Lord. A small copy of the Gospels is enough.
    Let us respond with enthusiasm to the good news of Christ! For the Lord has not spoken to us as silent listeners, but as his witnesses, called to evangelize at all times and in every place. Today, forty brothers and sisters from various parts of the world have come to receive the ministry of Lector. Thank you! We are grateful to them and we pray for them. We are all praying for you. Let us commit ourselves to bringing the good news to the poor, proclaiming release to captives and recovery of sight to the blind, letting the oppressed go free and announcing the year of the Lord’s favour. Then yes, sisters and brothers, we will transform the world in accordance with the will of God, who created it and redeemed it in his immense love. Thank you!

    This year’s Holocaust Memorial Day marks 80 years to the day since the liberation of the Auschwitz-Birkenau concentration camp.

    Over 1 million people were killed in Auschwitz-Birkenau, to most of whom were jews, murdered as part of the genocide committed by the Nazis. 

    This year also marks the 30th anniversary of the Bosnian genocide, which remains the largest mass murder in Europe since World War 2. 

    As part of this act of remembrance, the city will reflect on the genocide committed against the Roma people by the Nazis during World War 2, and the mass murder of other groups of people whom the Nazis persecuted, as well as other genocides that have taken place more recently including in Cambodia and Darfur. 

    To highlight these historic anniversaries, Sheffield City Council have organised an event taking place for Holocaust Memorial Day on Monday 27 January, which will be focused on this year’s theme of ‘for a brighter future’. 

    This event will be taking place in Cutlers Hall between 5.30pm-7pm, with a series of speeches and readings, civic speakers and community speakers the Jewish and other communities and is open for all to attend.  There will also be a period of silence and the statement of commitment for Holocaust Memorial Day will be read out. 

    Leader of Sheffield City Council, Cllr Tom Hunt, said:  

    “Holocaust Memorial Day  gives us the opportunity to come together to remember the victims of the Holocaust and subsequent genocides, who faced unimaginable atrocities.  

    “It is a moment to renew our commitment to speak out against the denial and distortion of the Holocaust and genocide, to protect the vulnerable and to stand up to injustice and hate. 

    “Learning from and about the Holocaust and more recent genocides is vitally important as we strive to do all we can to ensure our future is free from oppression, hatred, racism and persecution.”   

    The Lord Mayor, Cllr Jayne Dunn, will be attending this event alongside Deputy Leader of the Council, Cllr Fran Belbin, the Leader of the Liberal Democrats, Cllr Shaffaq Mohammed, and the Leader of the Green Party, Cllr Douglas Johnson. 

    Alongside this event, Sheffield City Council have contributed to the ‘80 Candles for 80 Years’, a special nationwide arts and education project launched by Holocaust Memorial Day Trust. 

    The Trust plans to hold a digital exhibition of 80 bespoke candleholders designed and created by communities and organisations from across the UK that highlight the life of an individual or a community persecuted by the Nazis. 

    Our candleholder was designed following two workshops facilitated by Ignite Imaginations with members of the Reform Jewish Congregation and Muslim members of the Dialogue Society, who came together to develop ideas for the candleholder.  

    During the workshops and afterwards, there was a strong view that the Sheffield Candleholder should also be telling the story of the unknown people who were murdered, as no one should ever be forgotten. 

    The digital exhibition is being launched with a film that will be premiered at the UK HMD ceremony in central London on 27 January 2025 to a live audience. Following a grant from The Claims Conference, the project now will include a touring exhibition across the UK from March 2025.

    A new employability programme aimed at helping unemployed and under-employed people to kick start a coaching career in the leisure industry has been launched by Armagh City, Banbridge and Craigavon Borough Council.

    The Leisure Employability Activity Programme (LEAP) is encouraging applications from 16–30-year-olds living in the Neighbourhood Renewal Area of Lurgan, Craigavon and Portadown to give them the skills and qualifications needed to become a qualified sports coach.

    The programme is funded by the Department for Communities through the Sport in the Community programme, which aims to use sport to develop communities by providing participants with opportunities to participate in sport, gain qualifications and employment.

    Lord Mayor of Armagh City, Banbridge and Craigavon Borough, Councillor Sarah Duffy said: “Sport plays a pivotal role in every society in promoting physical activity and building community spirit. This programme is a fantastic opportunity for unemployed and under-employed people to get the skills and qualifications they need to enhance their future job prospects.

    “Taking the first step into training and employment can be daunting however our experienced sports coaches and industry professionals will guide and direct you towards achieving your goals. I would encourage those with an interest in turning a passion for sports coaching into reality to register their interest in the programme.”

    Applications are currently open for three programmes – Running Leader, Football Coach and Basketball Coach. Over a period of 7 weeks, participants will complete workshops and training in areas of personal development, application writing, interview skills, coaching qualifications, safeguarding and first aid.

  • MIL-OSI United Kingdom: Festival Gardens development partner set for Spring shortlisting

    The search for a new development partner for the Festival Gardens scheme is set to move up a gear, with Liverpool City Council (LCC) and Montagu Evans announcing a shortlist of candidates will be confirmed in Spring this year.

    Following the launch of this unique opportunity in October 2024, dialogue is ongoing with a number of high-calibre parties who are expected to shortly return Outline Solutions.

    An invitation to shortlisted parties will be issued in March, and the selection of a preferred bidder remains on track for September.

    £53m has already been invested into the prime waterfront site and surrounding area to de-risk and accelerate delivery on this remediated brownfield land.

    Remediation and infrastructure installation has been completed by VINCI which also led to the creation of Liverpool’s first public park of the century.

    Previous development partner ION Property Development’s exclusivity has also now expired and a mutually agreeable settlement with the Council has been agreed.

    The decision to undertake a new procurement was in no way a reflection on ION’s competency or ability to deliver but was driven by the constraints of the land sale method that both parties, in good faith, pursued together. 

    Part of a wider 36 ha site, Festival Gardens’ Development Zone extends to 11 ha (27 acres), 5 km from Liverpool city centre.

    Its landmark waterfront location benefits from outstanding green and blue infrastructure with the Festival Gardens parkland, including formal Chinese and Japanese gardens, and River Mersey immediately adjacent.

    The Development Zone will become a thriving, sustainable, healthy and inclusive neighbourhood with a strong identity and sense of community, developed using innovative design and building techniques to meet local housing need.

    Development will be centred on phased, residential-led plans and multigenerational living with a range of housing types and tenures, maximising delivery and including more than 20% affordable housing.

    Montagu Evans is leading on the procurement for the Council as part of a multi-disciplinary team comprised of global programme and project delivery consultant and construction expert Mace, architecture and urban design group Metropolitan Workshop and architectural practice Shedkm. The project has the backing of Homes England and the Liverpool City Region Combined Authority.

    Councillor Nick Small, Liverpool Council’s Cabinet member for Economy and Growth, said: “The Festival Gardens development zone is a once in a generation opportunity and we’re keen to ensure a scheme that befits its amazing location. We’ve had some very positive conversations with a number of high-quality developers and we now look forward to seeing their visions in detail on they seek to transform the housing offer in this area.

    “We’re entering an incredibly exciting time and the shortlisting of candidates this Spring is a huge step in making this in-demand, thriving community a reality. The Council would also like thank ION for all their work on this scheme and we wish them well in their future endeavours.”

    The Evaluation Task Force have recently published a new annex to the Magenta Book which covers best practice for impact evaluation of AI tools and technologies.

    In December the Evaluation Task Force published a new annex to the Magenta Book, focusing on best practice for evaluating the impact of AI evaluation methods (click here to read the guidance). The guidance will enhance the safety and confidence with which government departments and agencies can adopt AI technologies, ensuring that public sector innovation keeps pace with the private sector. It reflects an understanding of the unique challenges posed by AI and the need for tailored approaches to address these challenges.

    The guidance has been coproduced with the Department for Transport and Frontier Economics, in consultation with leading AI specialists. It is expected to be a valuable resource for policymakers, public sector professionals, and digital specialists working to integrate AI solutions into government operations. Moving forwards, the guidance will be co-owned with the Central Digital and Data Office (CDDO). 

    What does the guidance cover?

    The guidance details best practice, including evaluation design, methodology, and timing, for evaluating the impact of new AI tools and technologies being introduced in the public sector. In particular, it advocates for the use of Randomised Control Trials when testing a new AI product to produce high quality evidence on the intended and unintended impacts of introducing these new technologies. The guidance also includes a series of hypothetical case studies to illustrate possible high-quality approaches to evaluating the impact of different types of AI tools.

    Please note: this guidance does not address how to evaluate the quality, safety and accuracy of new AI tools. This process is typically referred to as “model evaluation” or assurance activities, and is typically carried out by Digital, Data and Technology (DDaT) professionals rather than social researchers. Instead, the new AI guidance focuses on the impact of AI tools on decisions and outcomes.     Why is this guidance important?

    Recent growth in the capabilities of Artificial Intelligence (AI) technologies has led to increased interest in the use of AI in Government. Robustly evaluating the impact of AI use in government (including process, impact and value for money questions) is essential in making sure we understand the impact of new AI systems, are able to improve current interventions, and can inform future policy development. By providing a framework for assessing the impact and effectiveness of AI tools, the guidance underscores the government’s commitment to maintaining high standards of evaluation and accountability in its use of emerging technologies.

    What happens next?

    The Evaluation Task Force will be working with CDDO to help embed evaluation best-practice in digital processes across Government, and working to support colleagues designing and delivering impact evaluations of AI interventions.     Washington, DC: The Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation[1] with Albania on January 17, 2025.

    The Albanian economy has turned in a strong performance in recent years, underpinned by prudent macroeconomic policies. Output is now well above its pre-pandemic trend thanks to a booming tourism sector. Prudent fiscal policies contributed to a remarkable reduction in public debt while proactive monetary policy, falling global commodity prices, and lek appreciation have facilitated disinflation. External imbalances have shrunk considerably.

    Growth prospects are expected to remain robust. Following an expansion of 3.9 percent in 2023, real GDP growth is projected to average around 3½ percent in 2024–2029, driven by domestic consumption, tourism, and construction activity. End-of-year inflation in 2024 is expected at around 2 percent, below the Bank of Albania’s (BoA) 3 percent target. Although base effects from a significant month-on-month drop in early 2024 will temporarily push up inflation in the first half of 2025, a sustained return to target is not expected before 2026, given the high degree of inertia in the inflation process in Albania.

    The authorities are expected to outperform their 2024 budget target. With revenues on track, thanks to the favorable conjuncture, and capital spending execution lagging, the primary surplus is projected at around 0.5 percent of GDP in 2024, marginally higher than the
    0.3 percent of GDP budget target. The 2025 budget aims for a zero primary balance. The public debt ratio, expected at around 56 percent at end-2024, is expected to decline to around 50 percent in 2029 and is assessed to be sustainable over the medium-term.

    Systemic vulnerabilities in the financial system appear broadly contained. The banking sector remains well-capitalized and liquid with average prudential ratios well above regulatory requirements. However, banks’ large-borrower and sovereign exposures represent sources of risk, as does the rapid expansion of banks’ lending to the real estate sector, which has seen continued price increases and accounts for two-thirds of unhedged FX loans.

    Notwithstanding the upbeat macroeconomic picture, considerable structural challenges remain. GDP per capita stands at just around a quarter of the U.S. and EU-15 levels, amid rapid aging and emigration. Wide-ranging reforms, including to enhance governance and public financial management frameworks, boost human capital and productivity, are needed to catalyze lasting higher growth and convergence. 

    Executive Board Assessment[2]

    Executive Directors agreed with the thrust of the staff appraisal. They welcomed Albania’s recent strong economic performance, underpinned by prudent macroeconomic policies and booming tourism. Directors concurred that the outlook remains favorable with broadly balanced risks, but noted structural challenges related to rapid population aging, emigration, low productivity, and governance shortcomings. They emphasized the importance of preserving macroeconomic stability while advancing reforms to accelerate convergence with the EU and promote sustainable and inclusive growth.

    Directors considered that maintaining a modest annual primary surplus alongside continued efforts to strengthen debt management would reinforce fiscal resilience. While welcoming the progress on the authorities’ medium‑term revenue strategy, they emphasized that sustained revenue administration and tax policy reforms will be needed to address rising spending needs. Directors stressed that public investment and fiscal risk management reforms, especially related to state‑owned enterprises and public‑private partnerships, remain critical to fiscal transparency.

    Directors agreed that uncertainty around the outlook calls for a continued data‑dependent approach to monetary policy. As the sustained lek appreciation is assessed to be largely driven by fundamentals, Directors emphasized that the exchange rate should be allowed to adjust more flexibly, with intervention serving as a complementary tool to address non‑fundamental fluctuations. Carefully weighing the costs and benefits of further reserve accumulation would also be important.

    Directors concurred that continued supervisory vigilance is vital given pockets of vulnerability in the financial sector related to credit growth in the real estate sector as well as banks’ large borrower and sovereign exposures. They encouraged the authorities to ensure strict regulatory compliance and greater alignment with EU standards, and to enhance the macroprudential toolkit. Deepening financial markets and improving oversight of non‑bank financial institutions are key to enhancing resilience and preserving integrity.

    Directors emphasized that deeper reforms are needed to maximize the gains from the EU accession process. Policies should focus on enhancing productivity by fostering global value chain integration, removing barriers to firm growth, and promoting access to bank lending. Further efforts to update education and training programs, advance on the digital agenda, boost female labor force participation, and diversify renewable energy sources would also be important. Directors emphasized that continued infrastructure investments and governance reforms—including the implementation of the 2024–30 Anticorruption Strategy and further implementation of AML/CFT international standards—are key priorities.

    At the intersection of technological innovation and policy to accelerate the clean energy transition, UNECE has issued a compendium of case studies highlighting the potential of digital technologies and the related governance frameworks to address key challenges in the energy system.   

    Featuring selected case studies and providing examples of effective governance policies, the publication offers examples of the transformative power of digital technologies in the energy sector, from grid management and cybersecurity to the adoption of smart meters and artificial intelligence. 

    It bridges the gap between theoretical frameworks and real-world applications, highlighting the successful implementation of the policy recommendations from the UNECE Task Force on Digitalization in Energy in diverse geographic and socio-economic contexts.

  • MIL-OSI Security: 37 terror suspects arrested in East African operation

    LYON, France – An international counter-terrorism operation in East Africa has led to the arrest of 37 suspects and the seizure of both small arms and heavy weapons. Those arrested include suspected members of ISIS, Al Shabaab and several foreign terrorist fighters.

    Arrests were made across eight East African countries during a joint INTERPOL and AFRIPOL operation (November-December 2024) aimed at identifying and arresting suspects with links to terrorism and strengthening key border controls.

    In Kenya, police arrested 17 people including two suspected ISIS members, several foreign terrorist fighters and others involved in terrorism financing, radicalization and propaganda.

    Police in the Democratic Republic of Congo arrested four alleged members of the Allied Democratic Forces (ADF) and two associates. Forces also seized and destroyed a missile and anti-tank device abandoned by suspected terrorists.

    In Somalia, authorities arrested three people, including a suspected bomb maker for an Amniyaat unit of Al-Shabaab who had been planting Improvised Explosive Devices, targeting law enforcement and the military. Another of the detained suspects was an Al Shabaab operative who is believed to have attacked several police checkpoints with hand grenades.

    Law enforcement in Tanzania arrested an alleged member of ISIS Mozambique, as well as a Ugandan national who was attempting to join a terrorist group in Mozambique as a foreign terrorist fighter.

    Prior to the operation, each participating country prepared an operational plan, gathering intelligence on terror-related targets, including individuals and their known locations. INTERPOL and AFRIPOL consolidated and analysed this information and shared it with all participating countries, facilitating a significant exchange of criminal intelligence.

    During the tactical phase of the operation each country carried out strategic investigations and raids. Police received on-the-ground support from INTERPOL and AFRIPOL officers, who provided coordination, logistics and real-time data analysis.

    Cyril Gout, INTERPOL’s Acting Executive Director of Police Services, said:

    “East Africa’s complex landscape, marked by political instability, porous borders, and socioeconomic challenges, continues to provide an environment conducive to terrorist activity. As these groups seek to expand their reach beyond traditional areas of operation, it is essential that law enforcement agencies work together to stay ahead of these evolving threats. These positive results demonstrate the power of international collaboration in the fight against terrorism.”

    Ambassador Jalel Chelba, Acting Executive Director of AFRIPOL, said:

    “Tackling terrorism and organized crime demands a unified and forward-thinking strategy that addresses both immediate risks and the deeper vulnerabilities that enable them. This operation highlights the critical role of international cooperation and the exchange of intelligence in disrupting criminal networks and curbing their reach. AFRIPOL is dedicated to supporting Member States, enhancing regional partnerships, and fostering resilience to promote lasting safety and stability across Africa.”

    Border security: A critical line of defense against terrorism

    To bolster border security, frontline officers at land, air and port border points were trained and equipped with INTERPOL Mobile Devices (IMDs), giving them real-time access to INTERPOL’s databases. These contain personal and criminal history information in addition to details of around 135,000 foreign terrorist fighters, as well as millions of records of lost and stolen travel documents, which are a key asset for terrorist mobility.

    Over the course of the five-day border security operation, more than 88,000 checks were made against INTERPOL databases, resulting in the detection of 15 individuals subject to INTERPOL Notices and Diffusions related to crimes such as fraud, rape, murder, armed robbery, money laundering and crimes against children. Overall, the reinforced border controls led to 32 arrests for a broad range of crimes.

    The successful cooperation between eight countries, INTERPOL and AFRIPOL highlights the importance of a comprehensive approach to combating terrorism, a threat that remains a major concern for the safety and security of the region.

    German Chancellor Olaf Scholz on Thursday urged the European Union (EU) to quickly reach a deal with China on the tariff dispute over electric vehicles (EVs).

    “It makes no sense to have conflicts about this. Therefore, I appeal to everyone to bring these negotiations to a good result now,” said the German chancellor Scholz upon arriving at the European Council summit.

    China hopes that the EU will take concrete steps as soon as possible to jointly advance consultations on a price commitment plan for Chinese EVs, the Ministry of Commerce said on Thursday.

    China always stands for the resolution of trade frictions through dialogue and consultation, and has been doing its utmost in the price commitment talks, said the ministry’s spokesperson He Yongqian.

    Scholz also called on the European Commission to ease the enforcement of financial penalties for EU carmakers that fail to meet the region’s carbon dioxide (CO2) emission targets set for next year.

    “In the current global pressures facing the automotive industry, especially in Europe, it makes no sense to further burden companies with penalties for unmet targets in 2025,” Scholz said.

    “The Commission should find a way so that, if penalties become necessary, they do not impact the financial liquidity of the companies that now need to invest in electro-mobility, modern products, and vehicles,” he added.

    The European Green Deal aims for climate neutrality by 2050, including a 90 percent reduction in greenhouse gas emissions from transport. To support this goal, stricter EU emissions rules for automakers will take effect from 2025, requiring average emissions of 93.6 grams of CO2 per kilometer or less. Automakers exceeding this limit face fines of 95 euros (about 98.45 U.S. dollars) per gram per car.

    Industry estimates suggest European automakers could face penalties totaling 15 billion euros for failing to meet the targets, with Germany’s Volkswagen, the region’s largest automaker, among the most exposed. (1 euro= 1.04 dollar)

    Today is the Winter Solstice, one of the most important festivals for the Chinese community. First and foremost, I would like to wish everyone a joyful and peaceful reunion on this special occasion. Following the Winter Solstice, we have Christmas, New Year’s Eve, and New Year holidays around the corner. My colleagues and industry friends have already made full preparations for the seamless flow of people and goods, ensuring everyone can enjoy this festive season with their families and friends.

    Aviation Capacity Restored to Pre-Pandemic Levels

    Hong Kong International Airport (HKIA) successfully operated all three runways simultaneously last month, just in time for the Christmas peak. I believe some of you may have already set off last night as the Airport Authority anticipates that we will see a peak in departures this weekend.

    Another piece of good news to share is that the Airport Authority expects daily passenger traffic to reach pre-pandemic peak of approximately 200,000 passengers during Christmas. In fact, we have reached 1,150 flight movements today, which is very close to the pre-pandemic 1,200 daily movement and these all reflect that the airport’s capacity has been fully restored. Local airlines are actively exploring new destinations to support the expansion of HKIA’s network, in order to provide more choices for travellers. To inject new demand into HKIA, we have launched direct passenger services to Xining, Zhoushan, Huangshan, and Yichang in Mainland China; Vientiane, Laos; Riyadh, Saudi Arabia; Sendai and Yonago, Japan; and Cairns, Australia earlier this year. Local airlines will also open direct flights in phases to the Gold Coast, Australia; Dallas, the US; Hyderabad, India; Munich, Germany; and Brussels, Belgium next year.

    World-Class Temperature-Controlled Logistics

    As the flow of people at HKIA is bustling, the achievements in our logistics industry are equally undeniable. Earlier, I celebrated Christmas with colleagues from my bureau and shared with them seasonal fruits from around the world. Hong Kong’s fruit market gathers top-quality produce with strict temperature requirements from the five continents, all at reasonable prices and arriving fresh to customers. This is made possible by Hong Kong’s world-class and highly efficient air transportation facilities, which clearly demonstrate the city’s advantages in air freight, especially in temperature-controlled logistics.

    The Christmas holiday is filled with opportunities for gatherings and feasts. I invite everyone to take the chance to experience the convenience of Hong Kong’s temperature-controlled logistics, enjoying global cuisine right here in the city. The high-quality temperature-controlled goods in Hong Kong not only benefit the 7.8 million residents but also extend their reach to the 86 million people in the Greater Bay Area (GBA).

    By the end of next year, the Airport Authority will complete the first phase of the permanent facilities for the “HKIA Dongguan Logistics Park” aiming to gradually handle 1 million tons of cargo annually. To meet the growing demand in the GBA for fresh food, such as high-value frozen tuna, salmon and other seafood, the Airport Authority is working with the Dongguan Municipal Government to establish a new customs-designated supervision area for fresh food at the HKIA Dongguan Logistics Park. The Dongguan Municipal Government has received approval from the General Administration of Customs of People’s Republic of China to establish a new designated customs supervision site for fresh food at the Logistics Park. Facilities such as refrigerated storage and inspection areas are currently being prepared for construction.

    As the world’s busiest cargo airport, HKIA has always made me proud. In 2023, HKIA handled 4.3 million tonnes of cargo. This year, the growth momentum continues, with 4.5 million tonnes of cargo processed in the first eleven months alone, surpassing the total cargo volume for the entire previous year. HKIA was named “Cargo Airport of the Year – Asia Pacific” and “Air Cargo Technology Provider of The Year” at the 11th Payload Asia Awards, held in Singapore. I hope HKIA continues their excellent work, propelling both passenger and cargo services to new heights.

    Welcoming travellers of Shenzhen’s Multiple-Entry Individual Visit Scheme

    The central government has resumed the multiple-entry Individual Visit Scheme (IVS) for Shenzhen permanent residents and is implementing a new arrangement to expand the multiple-entry IVS to Shenzhen residence permit holders on December 1. In addition, various exciting activities are taking place across Hong Kong in December, including the New Year’s Eve countdown fireworks display, and it is expected that the number of visitors to Hong Kong will significantly increase during that period. I sincerely invite travellers from the Mainland and overseas to stay a few more days in Hong Kong to experience the charm of this metropolitan city and the unique blend of Eastern and Western Christmas atmosphere.

    We have also made arrangements for transportation on New Year’s Eve. The Transport Department will coordinate with the opening hours of boundary control points to enhance transportation services connecting various ports, including increasing the frequency of the Hong Kong-Zhuhai-Macao Bridge shuttle bus (Gold Bus), the Lok Ma Chau-Huanggang cross-boundary shuttle bus service. Public transport operators will increase their capacity. The Mass Transit Railway (MTR) Corporation will not only provide overnight service on most railway lines on New Year’s Eve but also extend the service of the East Rail Line to and from the MTR Lo Wu Station. There will be a bus route between MTR Sheung Shui Station and San Tin Public Transport Interchange to facilitate East Rail Line passengers in using the 24-hour crossing at Lok Ma Chau/Huanggang after the service to Lo Wu concludes.

  • MIL-OSI United Kingdom: Pubgoers given choice to prove age with phones next year in boost for high street and hospitality sectors

    People will be able to use digital ID’s on their phones to verify their age when purchasing alcohol in pubs, clubs, and shops from next year.

    • From next year, people can choose to use digital identities on their phones to prove their age when buying alcohol in high street pubs, clubs and shops – allowing landlords to serve pints more easily and reducing hassle in grocery queues.
    • Digital identity sector generated £2 billion in revenue in the UK last year and employed over 10,000 people – half of which were outside London – in a further boost to the Prime Minister’s Plan for Change which will secure economic growth and living standards.
    • The new laws will give people a voluntary, safe and secure way to prove their age without carrying physical documents, and make sure digital identities meet strict government standards.

    Christmas celebrations are set to get a digital upgrade next year, as the UK government plans to roll out a new law allowing pub and bar-goers, as well as shoppers, to use their phones to prove their age when buying alcohol, should they wish to do so. People can continue to use physical forms of ID if they prefer.  

    Digital identities could slash waiting times at bars and help avoid hold-ups at automated tills, allowing landlords to serve thirsty customers more quickly and easing frustrations for high street shoppers, with digital IDs set to drive economic growth that will ultimately put more money in people’s pockets as part of our Plan for Change. 

    The legal changes will also mean that, by the time festive cheer fills the air again, carrying a bulky wallet to your favourite high street pub or risking losing valuable documents could be a thing of Christmas past. It also means that women will be safer on nights out, as they won’t have to show their driving license which risks revealing their address to bad actors.  

    Under the new system, people will be able to present secure digital identities as proof of age when buying alcohol, if they choose to. These digital identities, already provided by a host of companies, will have to be independently certified against government standards.  

    New insight, published today, reveals that companies providing these services generated £2.05 billion in 2023/2024, and employed over 10,000 people – half of which were outside London.  

    Productivity in the sector is also 42% higher than average levels across the economy, with each employee generating almost £80,000 of “gross value added” to the UK economy – with further support, such as these legal changes, expected to bolster this further. 

    Existing measures proposed in the Data (Use and Access) Bill will support the sector to boost the UK economy by £4.3 billion over the next decade.

    This change benefits both consumers and businesses spurring the economic growth we need to put more money in the pockets of working people as part of our Plan for Change.

    By next Christmas, you won’t need to carry a wallet or risk losing important documents like your passport or driver’s license when heading out to celebrate.

    With a certified digital identity on your phone, you can raise a glass in your local pub without hassle – a merry step forward in making age verification safer, easier, and more convenient for everyone.

    There are fewer things more frustrating than realising you’ve forgotten your ID when heading to a pub, bar or restaurant, and hopefully these new measures will make that a thing of the past.     This welcome change brings the Licensing Act in line with current technology and will make a visit to the pub easier for both customers and staff. 

    This additional way of carrying ID could be more convenient and reduce the risk of customers losing key ID documents when enjoying a night out.

    If they want to use it, landlords and retailers will be able to scan digital identities to verify a customer’s age without customers unnecessarily disclosing personal information like their name or address, as is often the case with driver’s licenses.  

    When a digital identity is presented in person, a quick programmatic check – like scanning a QR code or using NFC, the technology behind contactless bank cards which people use every day – will ensure everything is seamless and hassle-free.   

    Landlords will be able to choose from a host of digital verification service providers to help them check ages securely and quickly, with over 50 such companies already independently certified against the UK Digital Identity and Attributes Trust Framework.  

    A recent consultation revealed support for updating the Licensing Act 2003 to allow digital identities to be used for alcohol sales. Respondents also endorsed the idea that providers of digital identity services should meet stringent government-approved standards under the framework.   

    To ensure stronger oversight, the Data (Use and Access) Bill, introduced in Parliament this year, seeks to place the framework on a statutory footing. Once passed, the Bill will pave the way for certified digital identities to be added to the list of accepted age verification methods, alongside traditional forms like passports and driver’s licenses.  

    By the time Britain is enjoying a festive tipple next year, landlords and retailers will have access to a public register on GOV.UK listing certified digital identity services. These digital identity services will offer a secure and convenient way to verify age for alcohol purchases, ensuring that celebrations can be merry, bright, and free from outdated processes.

  • MIL-OSI Russia: The Government has updated the Strategy for the Development of the Sports Industry until 2035

    Increasing the volume of production and expanding the range of domestic sports products, activating the import substitution program in the production of sports goods, creating new production facilities – these and other tasks are set in the updated version of the Strategy for the Development of the Sports Industry until 2035. The order approving it was signed by Prime Minister Mikhail Mishustin.

    Specific steps to achieve these goals were included in a set of measures to form a modern sports industry for 2025–2027, which also became part of the updated version of the strategy.

    According to this plan, by November 2025, the Ministry of Industry and Trade, the Ministry of Economic Development and the Ministry of Sports will determine target indicators for increasing the volume of production of sports products in general. By the specified deadline, these same departments will prepare proposals to expand the range of domestic sports equipment for tourism and active recreation, as well as for mass sports.

    By December 2025, the Ministry of Industry and Trade and the Ministry of Sports will approve an import substitution plan in the sports industry, agreed upon with enterprises producing sports goods.

    Other measures in the package include increasing the number of projects to localize the production of sports equipment and gear in Russia and improving the system for purchasing domestic gear and gear for various sports facilities.

    In addition, Rosstandart and the Ministry of Industry and Trade will annually update existing and create new national standards in the field of sports products.

    The President instructed the Government to update the Strategy for the Development of the Sports Industry until 2035. The head of state did this following a meeting of the Presidential Council for the Development of Physical Culture and Sports. It took place in October 2023.

    Scottish Greens spokesperson for housing Ariane Burgess MSP is urging landlords to avoid evictions this winter to ensure that nobody is left out in the cold this Christmas. 

    Almost nine months since the moratorium was lifted, Scotland faces its first winter without an eviction ban in place leaving many tenants feeling less than festive as they face the risk of homelessness due to the rapidly increasing cost of living and rent fees. 

    Ms Burgess said: “Christmas is a time of togetherness and goodwill to all. This season should serve as a reminder to show compassion and kindness. 

    “It can be a very difficult time, and there are many families who will go without presents and Christmas day dinners to keep a roof over their heads this year.

    “The housing crisis in Scotland is getting worse; yet many homes and buildings lay empty that could be retrofitted and repurposed to create safe, sustainable, affordable social housing. 

    “Homelessness is on the rise as many cannot meet the soaring fees to rent privately, and I fear that this will increase over Scotland’s first winter since the temporary eviction protections that the Scottish Greens introduced came to an end.

    “We brought in a rent freeze and evictions ban in 2022 to ease the financial pressures and stress of insecure tenancies for people during the pandemic. 

    “Now, both the freeze and ban have ended. The forthcoming Housing Bill should offer stronger rights for tenants, but I fear that what we will get is a watered down version of the bill by the Scottish Government. 

    “This winter there is a real threat of more tenancies ending abruptly and more people facing homelessness as a result. That is why we need robust and permanent protections.

    “In the meantime I urge every landlord and others across the rental sector to be compassionate this winter; to avoid evictions and ensure that everyone has a warm, safe place to call home over the festive season and beyond.”

    From noon on 23 December, keepers in East Riding of Yorkshire, City of Kingston Upon Hull, Lincolnshire, Norfolk and Suffolk must follow the housing order

    New mandatory housing measures for kept birds have been introduced across East Riding of Yorkshire, City of Kingston Upon Hull, Lincolnshire, Norfolk and Suffolk, following a decision by ministers after advice from the United Kingdom’s Chief Veterinary Officer.

    These enhanced measures are in response to the escalating local risk and number of cases of bird flu in the area.

    This means from noon on 23 December all bird keepers in East Riding of Yorkshire, City of Kingston Upon Hull, Lincolnshire, Norfolk and Suffolk whether they have pet birds, commercial flocks or just a few birds in a backyard flock must keep their birds housed to protect them from bird flu. These measures are in addition the requirement to follow the stringent biosecurity measures which have been in force across the area since the 13 December as part of the Avian Influenza Prevention Zone (AIPZ).

    Bird keepers are advised to consult the interactive map to check if they are impacted and should then read the new regional AIPZ with housing measure declaration which sets out the requirements in East Riding of Yorkshire, City of Kingston Upon Hull, Lincolnshire, Norfolk and Suffolk.

    UK Chief Veterinary Officer Christine Middlemiss said:

    There continues to be a growing number of bird flu cases on commercial farms and in backyard birds across East Riding of Yorkshire, City of Kingston Upon Hull, Lincolnshire, Norfolk and Suffolk. We have taken action to try and prevent the further spread of disease and urge bird keepers to comply with the new housing measures.

    Bird keepers must continue to exercise robust biosecurity measures, remain alert for any signs of disease and report suspected disease immediately to the Animal and Plant Health Agency.

    The Chief Veterinary Officer is now encouraging all bird keepers in the affected regions to take action now to comply with the new mandatory housing measures and protect the health of their birds, including taking steps to safeguard animal welfare. Keepers should consult their private vet and expand and enhance housing where necessary. In addition to areas where an AIPZ including housing is in force, in order to mitigate the risk of disease spread, mandatory housing for all poultry and other captive birds also applies in any 3km Protection Zone in force surrounding infected premises.

    The new housing measures build on the strengthened biosecurity measures that were brought in as part of the AIPZ last week, covering the East Riding of Yorkshire, City of Kingston Upon Hull, Lincolnshire, Norfolk and Suffolk. The AIPZ means that all bird keepers need to take extra precautions, such as restricting access for non-essential people on site, ensuring workers change clothing and footwear before entering bird enclosures and cleaning and disinfecting vehicles regularly to limit the risk of the disease spreading.

    A high standard of biosecurity, separation of poultry from wild birds including through housing in the areas of highest risk, heightened vigilance by bird keepers, and regular monitoring for signs of disease remain the most effective means of controlling an outbreak of bird flu and protecting flocks both in the area and across the country from bird flu.

    The prevention measures introduced through an AIPZ are introduced in a phased and escalating manner proportionate to the escalating risk to an area. The need for AIPZs is kept under regular review as part of the government’s work to monitor and manage the risks of bird flu. Any decisions on when to reintroduce a national or further regional AIPZs or extend AIPZs to include housing measures are based on risk assessments built on the latest scientific and ornithological evidence and veterinary advice. 

    The housing measure means bird keepers in the affected area must:

    • house all poultry and captive birds (except in specific circumstances e.g. zoo birds)
    • keep feed and bedding inside
    • cleanse and disinfect clothing, footwear, equipment and vehicles before and after contact with poultry and captive birds– if practical, use disposable protective clothing
    • reduce the movement of people, vehicles or equipment to and from areas where poultry and captive birds are kept, to minimise contamination from manure, slurry and other products
    • carry out effective vermin control in any areas where poultry and captive birds are kept
    • thoroughly cleanse and disinfect housing and concrete walkways on a continuous basis
    • keep fresh disinfectant at the right concentration at all farm and poultry housing entry and exit points
    • make your premises unattractive to wild birds (e.g. use bird scarers, foils or streamers)

    The current risk to human health remains very low and properly cooked poultry and poultry products, including eggs, are safe to eat. UKHSA remains vigilant for any evidence of changing levels of risk and are keeping this under constant review.

    Keepers are encouraged to take action to prevent bird flu and stop it spreading. Be vigilant for signs of disease and report it to keep your birds safe.

    Mr Murray said:

    Thirty six years on from the terrible tragedy of the Lockerbie bombing, it is right that we take time to remember those who lost their lives, and indeed all those affected by what happened that night. Our thoughts are with the families and friends of the 270 who perished in the air and on the ground, and all those in the town who saw such devastation rain down on them.

    I know that there are strong and enduring links between the Lockerbie community and Syracuse University, and it is heartening to know that something positive has come out of such unimaginable horror.

  • MIL-Evening Report: Caitlin Johnstone: Where does the aggression really begin?

    New York prosecutors have charged Luigi Mangione with “murder as an act of terrorism” in his alleged shooting of health insurance CEO Brian Thompson earlier this month.

    This news comes out at the same time as a Haaretz report titled “‘No Civilians. Everyone’s a Terrorist’: IDF Soldiers Expose Arbitrary Killings and Rampant Lawlessness in Gaza’s Netzarim Corridor.”

    The report contains testimony from Israeli troops that civilians are being murdered in Gaza and are then being retroactively designated as terrorists to justify their execution.

    “We’re killing civilians there who are then counted as terrorists,” a recently discharged officer told Haaretz.

    These two stories together say so much about the way the label “terrorist” is used under the US-centralised power umbrella.

    The guy who shot the health insurance CEO is a terrorist, but the people systematically slaughtering civilians in Gaza are not terrorists. The people fighting against those who are slaughtering the civilians are terrorists, and noncombatants are being categorized as belonging to this terrorist organisation in order to justify killing them. The al-Qaeda affiliates in Syria were terrorists, but now they’re a US puppet regime so soon they won’t be terrorists  —  but they need to be designated terrorists for a little while longer because the claim that Syria is crawling with terrorists is Israel’s justification for its recent land grabs there. The Uyghur militant group ETIM used to be a terrorist group, but now they’re not a terrorist group because they can be used to help carve up Syria and maybe fight China later on. The IRGC is a military wing of a sovereign nation, but it counts as a terrorist group because of vibes or something.

    Is that clear enough?

    Really the label “terrorist” is nothing more than a tool of imperial narrative control which gets moved around based on whether or not someone’s use of violence is deemed legitimate by the managers of the empire. Because Mangione’s alleged crime has ignited a public interest in class warfare, the label “terrorism” is being used to frame it as an especially heinous act of evil against an innocent member of the public.

    The empire’s favourite trick is to begin the historical record at the moment its enemies retaliate against its abuses. Oh no, a health insurance CEO was victimised by an evil act of terrorism. Oh no, Israel was just innocently minding its own business when it was viciously attacked by Hamas. Oh no, Iran attacked Israel completely out of the blue and now Israel must retaliate. Oh no, Russia just launched an entirely unprovoked war on Ukraine.

    Everything that led up to the unauthorised act of violence is erased from the record, because all of the violence, provocation and abuse which gave rise to the unauthorised act of violence were authorized by the empire. Authorised aggression doesn’t count as aggression.

    Whoever controls the narrative controls the world. If you control the narrative you can control not only when the historical record of violence begins but what kinds of violence qualify as violence. Killing people by depriving them of healthcare because denying healthcare services is how your company increases its profit margins? That’s not violence. Inflicting tyranny and abuse upon a deliberately marginalised ethnic group in an apartheid state? That’s not violence. Violence is when you respond to those forceful aggressions with forceful aggressions of your own.

    If we are to become a healthy society, we’re going to have to stop allowing some forms of violence, aggression and abuse to be redacted from the official records while others are listed and condemned. Those who care about truth and justice account for all forms of violence, aggression and abuse, not only those which inconvenience the rich and powerful.

    It is an act of aggression to do things which sicken and impoverish others in order to advance your own wealth.

    It is an act of aggression to pollute the biosphere we all depend on for survival in order to increase your profit margins.

    It is an act of aggression to use your wealth to manipulate your nation’s politics in ways which exacerbate inequality and injustice.

    It is an act of aggression to maintain an apartheid state which cannot exist without nonstop violence.

    It is an act of aggression to surround the earth with military bases and encircle nations which disobey your dictates.

    It is an act of aggression to try to rule the world using military violence, proxy conflicts, staged coups, threats, starvation sanctions, and financial and economic coercion.

    These are all acts of aggression, and any retaliation against them will never be an unprovoked attack. As we move into the future while these abuses exacerbate, it’s going to become very important to maintain an acute awareness of this.

    “On 16th September – more than three months ago – I raised the prospect of biological men being able to access women only prisons in the Assembly. My comments were dismissed with a patronising swipe of the hand.

    “Questioning Ms O’Neill on the Executive’s Violence Against Women and Girls Strategy I asked:
    “In Scotland, there was a ridiculous situation where a rapist was held in a female prison before, rightly, being moved. Is there anything in the strategy to defend women-only rights and women-only spaces and to oppose the efforts of a biological man who thinks he is a woman to gain access to female-only spaces?”

    “Ms O’Neill totally ignored the question and responded by saying:
    “It is unfortunate that you take that approach, but we will not be distracted. We are here to launch a strategy to end violence against women and girls. It is endemic in our society, and it must stop. The focus of the framework is on prevention and tackling the root causes of violence against women. We will remain focused on the work that we are trying to do. It is a whole-society approach. I encourage you even to get behind it, because it is really important. It is about women who are being murdered. We need to end violence against women and girls. I would like to think that everyone who has been elected to the Chamber has the same goal in mind.”

    “Now we discover that the Department of Justice has conceded the challenge brought by a biological man to be held in Hydebank Wood because the Department had no clear policy on the issue.

    “Presumably a similar challenge could be successfully mounted by rapists as well.

    “Such a situation was – as my question three months ago illustrates – entirely predictable. How can the Executive claim to be concerned about violence against women when they fail to have a policy to prevent a man facing charges of threats to kill from being detained in our only female prison?

    “Indeed, what is the point of having a female prison if we now face the prospect of men being detained in it as well?

    “This is not a case of woke politics but a serious challenge to female safety.”

  • MIL-OSI Asia-Pac: HKSAR Government sternly refute the so-called report of US Congressional-Executive Commission on China

         The Government of the Hong Kong Special Administrative Region (HKSAR) today (December 21) strongly disapproved of and opposed the so-called “2024 Annual Report” issued by the United States (US) Congressional-Executive Commission on China (CECC), which made malicious smearing remarks against multiple areas in the HKSAR.     An HKSAR Government spokesperson said, “The HKSAR Government strongly disapproves and opposes the CECC’s repeated tactics to interfere in the affairs of the HKSAR through the so-called annual report, and make slandering remarks against Hong Kong, where ‘one country, two systems’ is successfully implemented. The US is once again making unfounded and fact-twisting remarks. Such attempt to undermine the prosperity and stability of Hong Kong and interfere in Hong Kong’s law-based governance is smack of despicable political manipulation with ill intentions.”     The spokesperson said, “The CECC openly clamour for so-called ‘sanctions’ with an aim to intimidate HKSAR officials who resolutely safeguard national security. The HKSAR Government strongly condemns its political grandstanding rife with ill intentions, which have been seen through by all. The HKSAR despises the so-called ‘sanctions’ and will not be intimidated by such a despicable behaviour. The HKSAR will resolutely continue to discharge the duty of safeguarding national security.”     The spokesperson reiterated, “The HKSAR Government steadfastly safeguards national sovereignty, security and development interests, and fully and faithfully lives up to the highest principle of ‘one country, two systems’. The HKSAR Government strongly demands the US to immediately stop acting against the international law and basic norms of international relations and interfering in China’s internal affairs and Hong Kong affairs.”     Regarding the slandering remarks against the HKSAR in the US’ so-called report, the Government sternly refuted them in the ensuing paragraphs.Safeguarding National Security           The HKSAR Government spokesperson said, “The HKSAR Government strongly opposes the absurd and untrue content regarding legislation safeguarding national security in the HKSAR contained in the US’ so-called report. In accordance with international law and international practice based on the Charter of the United Nations, safeguarding national security is an inherent right of all sovereign states. Many common law jurisdictions, including the US, the United Kingdom, Australia and Canada, have enacted multiple pieces of legislation and implemented measures to safeguard national security.”     The HKSAR Government spokesperson stressed that, “The so-called report by the US completely ignores the severe national security threats posed by the riots and the Hong Kong version of ‘color revolution’ in 2019, and neglected the fact that the implementation of the National Security Law has enabled the livelihood and economic activities of the Hong Kong community, and the business environment as well, to return to normalcy. This is a clear demonstration of hypocrisy with double standards. In fact, security and development work together like the two wings of a bird. Development requires a safe social environment. In March 2024, the HKSAR fulfilled the constitutional responsibility and historic mission of enacting local legislation for Article 23 of the Basic Law. The newly enacted Safeguarding National Security Ordinance (SNSO) achieves convergence, compatibility and complementarity with the Hong Kong National Security Law (HKNSL). Together they form a comprehensive legal system and enforcement mechanism for safeguarding national security. Now, Hong Kong can finally advance from stability to prosperity following the transition from chaos to order. The US must immediately recognise the fact that the Hong Kong National Security Law and other relevant legislation have restored normalcy to the lives and economic activities of Hong Kong residents and the business environment.     “As the HKSAR Government has emphasised time and again that the laws safeguarding national security in the HKSAR are precisely for safeguarding national sovereignty, unity and territorial integrity; and ensuring the full and faithful implementation of the principle of ‘one country, two systems’ under which the people of Hong Kong administer Hong Kong with a high degree of autonomy. It also better safeguards the fundamental rights and freedoms of the residents of the HKSAR and other people, including those doing business, in the city. The relevant laws have set out clear definitions and criminal elements which will not affect regular exchanges between Hong Kong residents and people here for business with foreign countries.     “Extraterritorial effect for the offences endangering national security under the HKNSL and the SNSO fully aligns with the principles of international law, international practice and common practice adopted in various countries and regions. It is both necessary and legitimate, and is also in line with those of other countries and regions around the world (including the US, the United Kingdom, Australia, Canada and member states of the European Union). The Police have the responsibility to pursue those who are suspected of committing offences endangering national security outside Hong Kong.     “Smearing remarks in the US’ so-called report pinpointing at custodial and rehabilitation work of the HKSAR was untrue, misleading, irresponsible and absurd. The HKSAR Government solemnly points out that the Correctional Services Department (CSD) is committed to ensuring that the custodial environment is secure, safe, humane, appropriate and healthy, and have put in place established mechanism to ensure the rights of persons-in-custody (PICs) are protected, including arrangement of regular inspection of independent visitors, namely Justices of the Peace. The CSD performs its duties in accordance with law and regulations in managing all PICs, regardless of their background.”Safeguarding Due Administration of Justice and Rule of Law          The spokesperson said, “That Hong Kong is a society underpinned by the rule of law and has always adhered to the principle that laws must be obeyed and lawbreakers held accountable is well recognised by international communities. The Basic Law clearly stipulates that the Judiciary shall exercise judicial power independently in accordance with the law, free from any interference. As guaranteed by the Basic Law and the Hong Kong Bill of Rights, everyone charged with a criminal offence has the right to a fair hearing. The Department of Justice of the HKSAR, by virtue of Article 63 of the Basic Law, shall control criminal prosecutions and make independent prosecutorial decisions based on an objective assessment of all admissible evidence and applicable laws. The courts decide cases strictly in accordance with the evidence and all applicable laws. Cases will never be handled any differently owing to the profession, political beliefs or background of the persons involved. The prosecution has the burden to prove beyond reasonable doubt the commission of an offence before a defendant may be convicted by the court.”Safeguarding Rights and Freedoms          The HKSAR Government spokesperson said, “The HKSAR Government steadfastly safeguards the rights and freedoms enjoyed by Hong Kong people as protected under the law. The HKNSL and the SNSO also clearly stipulate that human rights shall be respected and protected in safeguarding national security in the HKSAR, and that the rights and freedoms, including the freedoms of speech, of the press, of publication, of association, of assembly, of procession and of demonstration, that Hong Kong residents enjoy under the Basic Law and the provisions of the International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Economic, Social and Cultural Rights as applied to Hong Kong, shall be protected in accordance with the law. Nonetheless, just as the case with other places in the world, such rights and freedoms are not absolute. The ICCPR also expressly states that some of them may be subject to restrictions as prescribed by law that are necessary for protection of national security, public safety, public order or the rights and freedoms of others, etc.”

    After entering into exclusive negotiations on August 1st, AXA and BNP Paribas Cardif announce the signing of the Share Purchase Agreement for AXA Investment Managers (AXA IM).

    This signing follows the completion of the information-consultation procedure on strategic issues with the relevant employee representative bodies of both AXA and BNP Paribas groups.

    It’s long past time to abolish the outdated, broken and anti-democratic House of Lords, says Scottish Green co-leader Patrick Harvie.

    Mr Harvie’s comments followed the UK Government publishing a list of 38 new lifetime peers, including former MPs who were rejected by the electorate.

    Mr Harvie said:

    “The House of Lords is an archaic, anti-democratic and farcical relic of an institution, and it should have been scrapped long ago.

    “It is simply staggering that we are in the 21st century and are still using a system that allows the government to appoint cronies, donors and friends into positions of immense power and privilege for life, and we have no way of removing them.

    “It is made even more ridiculous when someone has just been rejected by their constituents and is appointed straight after. That practice must come to an end. It is an absurd way to run any country. We can and must do better than this.”

    Mr Harvie added:

    “One of the many benefits of Scottish independence is that it would allow us to move on from this broken system and build a proper modern democracy where all politicians can be held to account at the ballot box.”

  • MIL-Evening Report: Israeli-American historian describes attacks on Gaza as ‘war of annihilation’

    “It looks like Hiroshima. It looks like Germany at the end of World War Two,” says an Israeli-American historian and professor of holocaust and genocide studies at Brown University about the horrifying reality of Gaza.

    Professor Omer Bartov, has described Israel’s ongoing war on Gaza as an “act of annihilation” of the Palestinian people, reports Middle East Eye.

    Dr Bartov said that not only had Israeli forces been moving displaced Palestinians around the Gaza Strip but they had also been strategically bombing mosques, museums, hospitals, and anything that served the health or culture of a people — in an attempt to cleanse the entire area of Palestinians.

    Al Jazeera reports that an Israeli drone attack on the Shati refugee camp in northern Gaza targeted a group of people gathered at a phone charging and internet distribution point, killing three people.

    According to a witness, this was the only point in the refugee camp where people trapped in the area charge their phones and connect to the internet to be in touch with family members who are displaced in the central and southern parts of the Gaza Strip.

    This was not the first time that the Israeli military has carried out deliberate attacks on such connectivity points.

    Houthis ballistic missile wounds 14
    Meanwhile, a ballistic missile launched by the Houthis from Yemen has broken through Israeli defences above and below the Earth’s atmosphere before slamming into Tel Aviv, reports Israel’s public broadcaster Kan.

    It said interceptors from the Arrow missile defence system were launched into the upper atmosphere after detecting the missile, but missed the target and failed to stop it before it entered Israeli territory.

    As captured in numerous videos, two more interceptors were then fired in the lower atmosphere, also failing to shoot down the missile.

    At least 14 people were wounded after a failed interception of the ballistic missile.

    This was the third incident of its kind just this week. The Israeli army says it was now investigating why it was not intercepted and why this was such a significant failure.

    Since the start of the war, the Houthis have launched more than 200 missiles, and more than 170 drones in support of the Palestinians in Gaza. The Houthis have said they would continue the attacks until Israel ends its war in the besieged enclave.

    In July, there was a drone that evaded all Israeli air defences, no siren sounded, and it was able to detonate in the middle of Tel Aviv and kill one person.

    This time, it was just one minute from the time the sirens rang until the moment of impact.

I will share it at Christmas with my grandchildren,” says Maria Gomes, a 65-year-old widow, one of the beneficiaries of the Holy Rosary Conference of the Society of St.Vincent de Paul, in the parish of Tejgaon, Dhaka. Maria lost her husband and a son, and now lives with her daughters-in-law and grandchildren in a slum in Dhaka. In the gift package she received, there is a sum of money, a cake and 1 kg of rice. Another beneficiary, Raphael Biswas, who also lives in a slum in the old town of Dhaka, expresses his gratitude: “I am diabetic and cannot do heavy work because of my physical condition. I thank the Catholics of Tejgaon for their generous help this Christmas. May Almighty God bless you.”Like them, many others in need have received solidarity aid during the Advent season. The Society of St. Vincent de Paul supports many families in their basic material needs. The organization collects funds among local Catholics and distributes aid to those in need. Before Advent, the Society promoted a solidarity campaign and many Catholics responded generously. This effort highlights the spirit of generosity and compassion of the Catholic community in Dhaka, which, while preparing to celebrate the birth of Christ, gives hope and joy to marginalized families.“The faithful of Bangladesh are preparing to welcome the Lord Jesus with gestures of compassion and charity. As part of this preparation, we are collecting clothing and financial contributions to help the poorest, and there are many of them,” says Bruno Dias, president of the Holy Rosary Conference of the Society of St. Vincent de Paul. Dias stresses that financial difficulties do not hinder initiatives. “We overcome them thanks to God’s providence, to charitable people and to organizations that come to support us,” he says. “Committing ourselves to this mission of mercy and solidarity brings us peace and joy, that joy that lies in giving.”Elizabeth Rozario, one of the volunteers, adds that all this gives a deeper meaning to the Advent season. “Jesus Christ comes for all humanity. We are ready to welcome him,” she says. “During Advent, sharing one’s resources with those in need is a source of happiness.” Elizabeth is one of the people who have donated winter clothing to needy Christians who do not have adequate clothing for the cold season.The mission of the Society of St. Vincent de Paul is to accompany the spiritual life of its members in the witness of faith in Christ, sharing fraternal love with those who suffer or are in poverty. The organization helps people of all faiths, ethnicities and backgrounds.Father Joyanto Sylvester Gomes, parish priest of Tejgaon, praises the initiatives of the Society of St. Vincent de Paul, which has also donated 10,000 Tk (about 100 euros) to the parish to help the needy. “In my parish, people actively participate in charitable initiatives when asked. This is very positive and I hope it will continue in the future,” he says. The volunteers of the Society of St. Vincent de Paul “do an important job helping the needy in the parish. They take care of them and I thank them on behalf of the parish community,” he adds.Along with active charity, spiritual preparation is not lacking among Catholics in Bangladesh. This is why the faithful approach the sacrament of confession and long queues form in front of the confessionals in churches. “For my spiritual life, I think it is essential to confess before Christmas, and I have done it,” says Tanmoy Cruze, a 35-year-old faithful from Dhaka.
