    Shri Jyotiraditya M. Scindia, Hon’ble Minister of Communications and Development of North Eastern Region, inaugurated the International 6G Symposium today at the sidelines of ITU-WTSA24 and IMC 24.

    Addressing the inaugural event, Minister Scindia highlighted the transformative potential of 6G, emphasizing its role in driving economic growth and technological innovation. “As 6G standards evolve, the shift towards software-centric technology presents a significant opportunity for India, with our large pool of engineering and software talent” he said.

    Sh Scindia also added that, “Bharat 6G Alliance will play a constructive role in the standards-making process for 6G and 10% of 6G Patents will come from India.”

    While talking about India’s growing image of becoming a Vishwa Bandhu, Minister Scindia shared that, “As the Voice of the Global South, India will continue to advocate for technology that is inclusive and affordable for all.”

    The event, organized by the Bharat 6G Alliance, marks a crucial milestone in India’s journey towards global leadership in 6G technology. The Bharat 6G Alliance is a collaborative initiative of Indian industry, academia, national research institutions and standards organizations. It brings together various stakeholders to foster innovation, standardization, and research in the field of 6G telecommunications and to contribute to global 6G standards through bodies like the ITU and 3GPP (Third Generation Partnership Project).

    Highlighting India’s immense potential in the 6G landscape Shri Scindia reiterated India’s ambition to lead the global 6G ecosystem through the Bharat 6G Alliance. “While we actively contributed to the global 5G landscape, our aspiration now is to lead the world in 6G development, with strong international collaboration,” he added.

    The symposium began with a welcome address by Mr. N. G. Subramaniam (NGS), Chair of the Bharat 6G Alliance, Chairperson of Tata Elxsi, and Chairperson of Tejas Networks. “India is actively collaborating with industry, academia, and original equipment manufacturers (OEMs) to shape the future, one that empowers people on a large scale,” said Mr. Subramaniam.

     

    Dr. Neeraj Mittal, Secretary Telecom, delivered the keynote address, stressing the importance of developing 6G infrastructure to position India as a global frontrunner in telecommunications. He emphasized the need for India to build robust 6G infrastructure and foster public-private partnerships to maintain a leading position in the global telecommunications sector. “Developing a skilled workforce and collaborating with global academic institutions will be critical as we implement 6G over the next 6-8 years,” he said.

    The Bharat 6G Alliance(B6GA) signed various Memoranda of Understanding (MoUs) with global collaborators, NGMN Alliance (Next Generation Mobile Network Alliance), 5G ACIA (5G Alliance for Connected Industries and Automation), Germany, UKI-FIN (UK- India Future Networks Initiative) & UK TIN (UK Telecom Innovations Networks), 6G Forum (South Korea), 6G Brasil (Brazil). B6GA has already forged alliance with NextG Alliance of ATIS USA, 6G Smart Networks and Services Industry Association (6G IA), European Council and 6G Flagship- Oulu University.

    B6GA has constituted 7 working groups deliberating specific areas of 6G, including spectrum, device technologies, use cases, standards, green and sustainability, RAN and core networks, AI and sensing, and security. Today’s event saw the release of reports by working groups on Applications, Spectrum, 6G Use Cases & Revenue Streams and Green & Sustainability.

    Earlier in the day, Sh Scindia had a breakfast meeting with CEO’s & leaders of prominent telecom companies including BSNL, C-DOT, Bharti Airtel, Reliance Jio, AMD, HFCL, Cisco Qualcomm India, GSMA and Viasat. The Minister urged industry leaders to deliberate on issues related to Data Centres and Home BB/FFTH, AI/Gen AI, TMZ, Spamming, Responsible Behaviour, Social Inclusion and Sustainability with a key objective to form actionable points to take India into the next level of telecommunications.

    In addition, a workshop was separately held with the academicians of 5G Use Case Labs by National Communications Academy, Department of Telecommunication, Ghaziabad and was attended by over 100 participants from premier 100 academic institutions, across the country. Deliberations were held on applications and development of new use cases for 5G in industries, healthcare, smart grids, agriculture & education sectors, etc. and the possible network transformation with emerging technologies, etc.

    The workshop also focussed to disseminate information about the global standards development by ITU and opportunities for the Academicians to participate in ITU Standardization activities. The workshop chaired by Deb Kumar Chakrabarti, DG NCA and panellists included Prof Rohit Budhiraja (IIT Kanpur), Prof Chandra Murthy (IISc), Prof Sunil Jha(IIT D), Prof Dinesh Bharadia (University of California, San Diego), Mr. Thomas Basikola(ITU),Niels Koenig(FIPT, Germany), Mr Bharat Bhatia, CEO, IAFI. Speakers from DoT, RJIO, Niral Networks, Rebaca Technologies and other premier Academic Institutes, Telecom Service Providers & Industries from India and abroad and International Telecommunication Union also participated.

    These discussions and developments are part of the side events of the ongoing WTSA 24 & IMC-24 being held in New Delhi. The event marks the beginning of a new chapter in India’s digital journey, reinforcing the country’s commitment to becoming a global leader in advanced communication technologies.

  • MIL-OSI Europe: Briefing – Shaping choices: Behavioural taxation in the EU – 16-10-2024

    Behavioural taxes, such as those levied on tobacco, alcohol, and fossil fuels, serve as instruments to influence consumer behaviour, as well as to collect revenue. By levying these taxes, governments seek to discourage the consumption of products that contribute to (significant) negative externalities, such as health costs or climate change. However, the design and implementation of such taxes can be quite complex, with volatile revenue collection. Additionally, public acceptance and consumer responses can vary widely between groups. The European Union has set ambitious environmental and health policy targets that will likely influence the future direction of behavioural taxation. Taxes such as excise duties on tobacco, alcohol or energy and general value-added tax (VAT) – for which common EU rules are in place – may help Member States achieve these objectives and provide additional revenue. In the meantime, several Member States have introduced other behavioural taxes at national level, for instance on flights and on sugar.

  • MIL-OSI Europe: Missions – Ad-hoc DEVE delegation to Guatemala – 28-10-2024 – Committee on Development

    A delegation of 6 Members, led by MEP Lukas MANDL (EPP, AT), will travel to Guatemala from 28 to 30 October. The purpose of the mission is to review the EU development portfolio in the country, especially in the context of the current programming period.

    The mission will particularly focus on:

    – human development issues: the country suffers very high levels of poverty and social inequality (especially in rural and indigenous areas), chronic child malnutrition and violence against women, which represent major obstacles for the development of the country;

    – the consequences of climate change which causes recurrent humanitarian disasters that trigger displacement and counteract the country’s development efforts. Guatemala is considered one of the 10 most vulnerable counties to the effects of climate change.

    The mission includes meetings with Guatemalan authorities, local actors, civil society organizations and international institutions, as well as visits to EU-funded projects.

  • MIL-OSI Europe: Briefing – Responsibility for search and rescue of migrants in the Mediterranean – 16-10-2024

    Governments and ship’s masters are obliged, under international law, to assist people and vessels in distress at sea. They must provide this assistance regardless of the nationality, status, or the circumstances in which those in distress are found. They must apply these rules without prejudice to their obligations deriving from international humanitarian law and international human rights law, particularly the ban on refoulement. European Union (EU) Member States’ search and rescue (SAR) and disembarkation activities are not currently covered by a common EU legal framework, except for activities carried out in the context of joint operations at sea led by the European Border and Coast Guard Agency (Frontex). In recent years, EU naval operations, EU agencies and non-governmental organisations (NGOs) have rescued a significant proportion of migrants and asylum-seekers in distress in the Mediterranean Sea. Nevertheless, over the past couple of years, a large number of people have died or gone missing in the Mediterranean. The EU Fundamental Rights Agency (FRA) reports that the estimated number of people who died or went missing when trying to reach Europe by sea in 2023 increased by some 37 % compared with 2022. In addition, a lack of coordination in SAR activities, individual countries acting alone, and criminalisation of NGOs active in SAR in the Mediterranean, have all led to migrants being forced to remain on boats. EU Member States and EU agencies (Frontex) have also been accused of pushbacks of asylum-seekers and other migrants towards Libya and Turkey and to the high seas. Individual actors dealing with migrant boats have been the subject of criticism and legal action. Their accountability is, however, not always clear, owing to varied application and interpretation of different bodies of international law.     We have recently been witnessing an intense military escalation in the Middle East, with Lebanon at the epicentre.

    At a time when a ceasefire is looking increasingly uncertain, with a widespread and drawn-out war threatening the region, neighbouring countries such as Greece and Cyprus should be prepared for the likelihood of massive refugee flows.

    In view of this, can the Commission answer the following:

    • 1.How does the Commission plan to help countries such as Greece and Cyprus deal with an imminent mass influx of refugees resulting from events in the Middle East?
    • 2.Will there be renegotiations concerning the Joint EU-Turkey Statement on refugees?
    • 3.Does the Commission have a mechanism in place for sending humanitarian aid to host countries such as Greece, especially in cases where there are mass waves of injured people?

  • MIL-OSI Europe: France: EIB, EIF and Groupe BPCE strengthen partnership to support financing of innovation and energy transition for French small businesses and mid-caps

    The EIB Group – comprising the European Investment Bank (EIB) and the European Investment Fund (EIF) – and Groupe BPCE recently signed two financing initiatives totalling over €1 billion to back innovation, research and energy transition projects led by small businesses and mid-caps.

    These initiatives involve two concrete actions: on the one hand the securitisation of an €800 million loan portfolio, which will leverage a total of €1.6 billion in financing for small and medium-sized enterprises (SMEs) and mid-caps. On the other hand, the Banques Populaires and Caisses d’Epargne will also allocate €250 million to SME and mid-cap projects related to renewable energies.

    The EIB Group and Groupe BPCE are long-standing partners in supporting investment by French firms. These operations step up their joint efforts to help SMEs and mid-caps finance innovation, research and making the energy transition towards new, more sustainable, lower-carbon growth models. 

    The first operation is a securitisation transaction conducted by the Groupe BPCE on an €800 million portfolio of loans to SMEs and mid-caps. It aims to support their innovation, research and energy transition-related activities. The EIB and EIF have invested €750 million and €50 million, respectively, in this securitisation operation, leveraging a total of €1.6 billion in new loans.

    Securitisation was selected as part of efforts to develop a European savings and investment union – this is an EIB priority, and one that was also highlighted in the recent report by Mario Draghi on the future of European competitiveness.

    The second operation, worth €250 million, supports SME and mid-caps projects in the field of renewable energy. The projects (of up to €50 million) will mainly concern facilities for solar photovoltaics, onshore wind, biomass and agricultural waste treatment for biogas production.

    This operation is fully in line with the French and EU objectives for renewable energy production, and will help achieve EU energy goals and successfully fight global warming. It also supports the EIB’s priority objectives for renewable energy lending, and will contribute to its climate action.

    This specialised funding envelope implements Groupe BPCE’s positive impact approach, which focuses on universally accessible local solutions and is therefore fully in line with its Vision 2030 strategic plan.

    Banque Populaire and Caisse d’Epargne Head of Retail Banking and Insurance Hélène Madar said: “These financing initiatives will enable the Banques Populaires and Caisses d’Epargne to accelerate the funding of their customers’ investment needs in key areas of the energy transition and innovation. It is also a concrete illustration of our close links with the EIB Group as its biggest private sector banking partner in France.” Groupe BPCE Head of Finance Jérôme Terpereau added: “This major joint operation with the EIB Group showcases Groupe BPCE’s financing and securitisation expertise. It will meet the growing needs of our customers, key for competitiveness and sustainable growth.”

    EIB Vice-President Ambroise Fayolle voiced satisfaction at the fact that “the EIB Group and Groupe BPCE are continuing and expanding their partnership to meet the investment needs of French companies, while promoting the energy transition and innovation, which are ever more closely linked. This collaboration is a clear example of the importance of EU efforts to aid SMEs in their green transition, and actively pursues France’s priorities around promoting innovation and sustainable growth.”

    “This securitisation transaction with Groupe BPCE underscores our commitment to supporting investments by French SMEs in innovation, digitalisation and projects fostering climate action and environmental sustainability. We are very pleased to support this initiative,” said EIF Chief Executive Marjut Falkstedt.

    On 4 September 2024, IAEA Director Rafael Grossi visited the Zaporizhzhia Nuclear Power Plant to assess the damage caused by the fire that had impacted on one of the power plant’s cooling towers on 11 August 2024. The images published on the IAEA website show the serious impact of the incident on the infrastructure of the nuclear power plant, which is less than 500 km from the EU’s external border.

    Can the Commission answer the following questions in this regard:

    • 1.Has the European External Action Service (EEAS) taken steps to ensure that a detailed investigation is conducted into the causes of the incident?
    • 2.What measures have been taken by the High Representative of the European Union for Foreign Affairs and Security Policy to ensure that weapons financed through the European Peace Facility (EPF) will not be used in attacks on nuclear power plants or other critical infrastructure, potentially leading to a humanitarian and/or environmental catastrophe in south-east Europe?
    • 3.In connection with the repeated warnings by the IAEA Director-General that military action near Zaporizhzhia Nuclear Power Plant heightens the risk of a nuclear accident, what measures is the EU taking to observe the five principles for the protection of that nuclear power plant, established by the UN Security Council in May 2023?

    Hamas, which the EU has blacklisted as a terrorist organisation since 2003, carried out a deadly attack in Israel on 7 October 2023, killing more than 1 500 people, including 68 Europeans. Despite this, it operates freely in Türkiye. Although an active member of the Horizon Europe programme and an EU candidate country, Türkiye is home to Hamas-affiliated individuals and organisations; it denies their terrorist nature and provides medical care to its members. This stands in stark contrast to the EU’s stance.

    What is more, Turkish institutions, which are in receipt of Horizon Europe funds, appear to indirectly facilitate Hamas’ activities. This raises questions about the use of EU funds in Türkiye and the risk that they could be used to support activities that undermine EU values.

    In the light of the above:

    • 1.In view of Türkiye’s public support for Hamas, how does the Commission justify the country’s continued involvement in the Horizon Europe programme?
    • 2.What specific measures have been taken to ensure that the Horizon Europe funds allocated to Türkiye are not used – not even indirectly – to support activities that go against the EU’s core values, political decisions and goals?

    SECRETARY-GENERAL
    This morning, the Secretary-General spoke to the Fifth Committee of the General Assembly on the proposed programme budget for 2025. He said that in a context of major global shocks, the United Nations is more needed than ever — with our unmatched convening power.
    He added that the 2025 programme budget proposal reflects the priorities set out in the Pact for the Future, the Global Digital Compact and the Declaration on Future Generations.
    The Secretary-General also said that the Organization will continue to work to cement its reforms. Some of the proposals he highlighted include continued investment in sustainable development; human rights; boosting support for the unprecedented humanitarian challenges in Gaza; advancing peace and security; and strengthening the UN’s capacities in investigation and ethics.

    UNIFIL
    The United Nations Interim Force in Lebanon or UNIFIL reports that intense exchanges of fire along and beyond the Blue Line continued over the past 24 hours.
    UNIFIL recorded 58 air violations – the highest number for a 24-hour period since 8 October 2023. UNIFIL also detected 1,279 projectiles across the Blue Line, the third highest since 8 October 2023. 1,208, originated from south of the Blue Line, 71 from the north.
    The mission also reported that indirect fire and firing from close to UN positions caused material damage to UN equipment and facilities near Dayr Amis in Sector West and Shab’a in Sector East. Fortunately, no peacekeepers were wounded in these incidents.
    These incidents continue to put UN peacekeepers, who are serving in southern Lebanon to support the implementation of Security Council Resolution 1701 (2006), at serious risk. The UN reiterates that the safety and security of UN personnel and property must be ensured by all actors on the ground and that the inviolability of UN premises must be respected at all times. 
    Meanwhile, the Special Coordinator for Lebanon, Jeanine Hennis-Plasschaert, continues her intensive engagements with all actors to urge an immediate ceasefire and that space be given for a diplomatic solution in line with Security Council Resolution 1701. Following further strikes that resulted in civilian deaths today, near Nabatiyeh, the Special Coordinator emphasized in a statement that violations of international humanitarian law are utterly unacceptable. Civilians and civilian infrastructure must be protected at all times.
    The Secretary-General again condemns the loss of civilian lives.

    LEBANON
    Today, the Office for the Coordination of Humanitarian Affairs says that multiple airstrikes were reported in Nabatiyeh and nearby areas in southern Lebanon. So far, according to local authorities, six fatalities have been confirmed, including the mayor of Nabatiyeh, as well as members of the Disaster Risk Management Unit killed in the strike on the municipality building during a relief management meeting.
    The UN’s health partners tell us that the violence continues to push an already overwhelmed health system to the brink, with devasting impacts on medical care amid huge health needs.
    Since 17 September, the World Health Organization says that it has verified 23 attacks on health care.
    It also flags the impact of intense bombardment and insecurity which are forcing a growing number of health facilities to shut down, particularly in the south.
    Out of 207 primary health care centres and dispensaries in conflict-affected areas, 100 are now closed.
    Despite the challenges, WHO and its partners continue to support Lebanese health authorities and to provide medical supplies for trauma care, cholera prevention. WHO also continues to coordinate with the Lebanese Red Cross and hospitals to equip blood banks with adequate supplies and is working with the Ministry of Public Health of Lebanon to establish trauma centres within the existing hospitals.
    On education, Lebanese authorities report that 77 per cent of public schools cannot provide education services due to either being used as collective shelters or being in directly affected areas.
    Meanwhile, the UN and partners continue to support the response, including by providing food, shelter, water, sanitation and hygiene assistance – but they warn that they are facing operational challenges due to the volatile security situation.

    Hay fever (or allergic rhinitis) is a long-term inflammatory condition that’s incredibly common. It affects about one-quarter of Australians.

    Symptoms vary but can include sneezing, itchy eyes and a runny or blocked nose. Hay fever can also contribute to sinus and ear infections, snoring, poor sleep and asthma, as well as lower performance at school or work.

    But many people didn’t have hay fever as a child, and only develop symptoms as a teenager or adult.

    Here’s how a combination of genetics, hormones and the environment can lead to people developing hay fever later in life.

    Remind me, what is hay fever?

    Hay fever is caused by the nose, eyes and throat coming into contact with a substance to which a person is allergic, known as an allergen.

    Common sources of outside allergens include airborne grass, weed or tree pollen, and mould spores. Pollen allergens can be carried indoors on clothes, and through open windows and doors.

    Depending on where you live, you may be exposed to a range of pollen types across the pollen season, but grass pollen is the most common trigger of hay fever. In some regions the grass pollen season can extend from spring well into summer and autumn.

    How does hay fever start?

    Hay fever symptoms most commonly start in adolescence or young adulthood. One study found 7% of children aged six had hay fever, but that grew to 44% of adults aged 24.

    Before anyone has hay fever symptoms, their immune system has already been “sensitised” to specific allergens, often allergens of grass pollen. Exposure to these allergens means their immune system has made a particular type of antibody (known as IgE) against them.

    During repeated or prolonged exposure to an allergen source such as pollen, a person’s immune system may start to respond to another part of the same allergen, or another allergen within the pollen. Over time, these new allergic sensitisations can lead to development of hay fever and possibly other conditions, such as allergic asthma.

    Why do some people only develop hay fever as an adult?

    1. Environmental factors

    Some people develop hay fever as an adult simply because they’ve had more time to become sensitised to specific allergens.

    Migration or moving to a new location can also change someone’s risk of developing hay fever. This may be due to exposure to different pollens, climate and weather, green space and/or air quality factors.

    A number of studies show people who have migrated from low- and middle-income countries to higher-income countries may be at a higher risk of developing hay fever. This may due to local environmental conditions influencing expression of genes that regulate the immune system.

    2. Hormonal factors

    Hormonal changes at puberty may also help drive the onset of hay fever. This may relate to sex hormones, such as oestrogen and progesterone, affecting histamine levels, immune regulation, and the response of cells in the lining of the nose and lower airways.

    3. Genetic factors

    Our genes underpin our risk of hay fever, and whether this and other related allergic disease persists.

    For instance, babies with the skin condition eczema (known as atopic dermatitis) have a three times greater risk of developing hay fever (and asthma) later in life.

    Having a food allergy in childhood is also a risk factor for developing hay fever later in life. In the case of a peanut allergy, that risk is more than 2.5 times greater.

    What are the best options for treatment?

    Depending on where you live, avoiding allergen exposures can be difficult. But pollen count forecasts, if available, can be useful. These can help you decide whether it’s best to stay inside to reduce your pollen exposure, or to take preventative medications.

    You may also find alerts on thunderstorm asthma, where pollens combine with specific weather conditions to trigger breathing difficulties.

    If you have mild, occasional hay fever symptoms, you can take non-drowsy antihistamines, which you can buy at the pharmacy.

    However, for more severe or persistent symptoms, intranasal steroid sprays, or an intranasal spray containing a steroid with antihistamine, are the most effective treatments. However, it is important to use these regularly and correctly.

    Allergen immunotherapy, also known as desensitisation, is an effective treatment for people with severe hay fever symptoms that can reduce the need for medication and avoiding allergens.

    However, it involves a longer treatment course (about three years), usually with the supervision of an allergy or immunology specialist.

    When should people see their doctor?

    It is important to treat hay fever, because symptoms can significantly affect a person’s quality of life. A GP can:

    • recommend treatments for hay fever and can guide you to use them correctly

    • organise blood tests to confirm which allergen sensitisations (if any) are present, and whether these correlate with your symptoms

    • screen for asthma, which commonly exists with hay fever, and may require other treatments

    • arrange referrals to allergy or immunology specialists, if needed, for other tests, such as allergen skin prick testing, or to consider allergen immunotherapy if symptoms are severe.

    Highland Opportunity (Investments) Limited HOIL has recently provided Inverness Dog Daycare Ltd with loan funding towards the purchase of an existing dog care business based in the Carse Industrial Estate in Inverness.

    HOIL, The Highland Council’s business loan company, supports Highland based businesses and encourages applications from all business sectors, including community organisations. Interested businesses benefit from straightforward loan conditions and a tailored offer to support their project.  HOIL has financially supported more than 1,200 local start-up businesses, community organisations and growth projects within the Highland Business community since it was established in 1986.

    Inverness Dog Daycare Ltd approached HOIL for a start-up loan to purchase and expand a licenced dog daycare centre in Inverness. The new owner has growth aspirations for the business and aims to double the availability of dog care provision, as well as introduce new services.  A pick-up and drop-off service will be available to transport dogs from their homes to the daycare centre.  The unit will also be available for use by third party dog trainers, behaviourists and various groups for rental in the evenings and weekends. The business will also hold “dog parties” at the weekend where people are invited to join and allow their dog off lead and the freedom to play with other dogs in a safe and secure area. These parties may be size, age or breed specific.

    Natalie Thorpe, who currently runs her own dog walking business on a part time basis, was looking to expand her current operations. On hearing that Playful Paws Ltd was up for sale she saw this as an opportunity to achieve her business aspirations. Natalie, who is the sole director of Inverness Dog Daycare Ltd, has taken over the lease of the business premises from The Highland Council and is excited to provide a safe and secure environment for dogs to be looked after during the day, with support from existing experienced employees.

    Councillor Paul Oldham, Chair of HOIL said: “Inverness Dog Daycare is a prime example of the sort of business we are keen to help, and indeed one I might use myself for Skye, our border collie. It is also a particular pleasure when we are supporting young entrepreneurs as we are keen to encourage people to stay in the Highlands rather than heading south to find opportunities.

    “HOIL’s accessible and affordable business finance helps promote business across the area, both to begin and expand. It is an important part of the Council’s aim to keep business vibrant and growing in the Highlands.”

  • MIL-OSI Russia: IMF Staff Completes Third Review Mission of the Extended Credit Facility (ECF) to Central African Republic

    End-of-Mission press releases include statements of IMF staff teams that convey preliminary findings after a visit to a country. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF’s Executive Board for discussion and decision.

    • Challenging business environment, regulatory uncertainty, insecurity, and exorbitant fuel prices at the pump continue to weigh on economic activity in the Central African Republic
    • A significant improvement in domestic revenues requires an improved contribution of fuel revenues to the tune of 20-25 percent of total revenue.
    • Increased support from the international community is essential to obtain financing assurances for 2025 and beyond.

    Washington, DC: A team from the International Monetary Fund (IMF), led by Mr. Albert Touna Mama, held discussions with the Central African Republic (CAR)’s authorities in Bangui from September 23 – October 2, 2024, in connection with the third review of CAR’s  program supported by the Extended Credit Facility (ECF). Discussions will continue in the coming weeks, virtually and then in Washington on the sidelines of the Annual Meetings of the International Monetary Fund and the World Bank Group.

    At the end of the discussions, Mr. Touna Mama made the following statement:

    “Despite progress in peacekeeping, CAR’s economic outlook remains subject to numerous challenges. Economic growth in 2024 has been revised slightly downward to 1.0 percent due to disruptions in the supply of electricity as well as significant delays in fuel imports via the Ubangi River. The still unfavorable business environment, regulatory uncertainty, persistent insecurity in certain mining areas as well as onerous fuel prices at the pump—among the highest in the world—continue to weigh on economic activity in CAR.

    “In a context of restoring state authority, coupled with significant humanitarian needs, the authorities continue to face strong budgetary pressures. Despite an increase in domestic revenue, which reached near CFAF 80 billion at the end of June 2024, a worsening of the domestic primary deficit was nevertheless noted over the same period. The authorities have committed to implementing a series of emergency measures—including the suspension of exceptional customs exemptions—as part of an upcoming revised budget to meet their deficit targets for 2024.

    “However, a significant improvement in domestic revenues in the short term will only be possible with a higher contribution of fuel taxation, whose current performance (about 9 percent of total domestic revenues in 2024) is well below its historical levels (between 20-25 percent). We thus urge the government to ensure the effective implementation of its reform commitments in the fuel sector, to reduce import costs, boost fiscal revenues, and relieve costs for Central African populations and businesses.

    “In the medium term, efforts to modernize tax and customs administrations remain the best guarantee of lasting improvement in the mobilization of domestic resources. Thus, the ongoing deployment of the new electronic tax declaration system at the General Directorate of Taxes and Domains, E-tax, combined with the introduction of a new unique identification number (NIU), constitute major advance. Progress is also expected in the systematic use of the integrated financial information system at the General Directorate of the Treasury as well as in sectoral ministries, including for expenditure by extraordinary procedures.

    “Furthermore, increased financial support by the international community is now more crucial than ever. Despite the resumption of budget support by certain donors, the overall envelope remains well below the historical levels, and thus of the needs to stabilize public finances and reduce dependence on more expensive sources of financing. Yet, significant uncertainties continue to weigh on sources of budgetary financing in 2025 and beyond.

    “We call on all donors to support the stabilization and public finance reform efforts underway in CAR through grants and highly concessional financing. In that vein, we encourage the authorities to maximize efforts to obtain the financing assurances needed for the continuation of the program supported by the Extended Credit Facility.

    “The mission wishes to thank the CAR authorities for their warm welcome and for the open and candid atmosphere in which the discussions were held.

    “The IMF delegation met with Prime Minister Moloua, President of the National Assembly Sarandji, Minister of Finance Ndoba, Minister of Economy Filakota, Minister of Energy Piri, Minister of Health Somse, Interministerial Committee in charge of the reforms in the fuel sector chaired by Minister of Justice Djoubaye, BEAC National Director Chaïbou and other senior officials, as well as representatives of development partners and the private sector.”

  • MIL-OSI Asia-Pac: Sahitya Akademi at Frankfurt International Book Fair

    Sahitya Akademi, India’s premier literary institution, is participating in the 75th edition of the prestigious Frankfurt International Book Fair to be held from 16 to 20 October 2024 in Frankfurt, Germany. Frankfurter Buchmesse, the world’s largest trade fair for books, brings best publishers and authors from all over the world. In this edition, Sahitya Akademi will be displaying 100 of its titles and will be engaging the best publishers from around the globe to exchange the permissions. This effort is part of Sahitya Akademi’s commitment to promote Indian literature beyond the shores of India. Apart from professional publishing engagements, Sahitya Akademi will be organizing three literary events at the fair. On 16 October 2024, there will be a panel discussion on the “Literary Heritage of India” featuring eminent writers and scholars, Prof. Badri Narayan, Prof Dhananjay Singh and Sri Vishwas Patil. On the evening of 16th October 2024, there will be a “Meet the Author” programme with Sri Vishwas Patil. Both the events will be moderated by Dr K. Sreenivasarao, Secretary, Sahitya Akademi.   • MIL-OSI United Nations: Experts of the Human Rights Committee Commend Iceland on Progress in Gender Equality, Raise Questions on Domestic and Gender-Based Violence and on Religious Affairs

    The Human Rights Committee today concluded its consideration of the sixth periodic report of Iceland on how it implements the provisions of the International Covenant on Civil and Political Rights, with Committee Experts commending Iceland for achieving impressive results in gender equality, while asking questions on domestic and gender-based violence and on religious affairs.

    A Committee Expert said over the past decade, Iceland had made significant progress in promoting civil and political rights, including by addressing several of the Committee’s previous concluding observations.  Notably, Iceland had achieved impressive results in gender equality, with significant representation of women in political leadership, both in Parliament and local governance. 

    Several Experts asked about domestic and gender-based violence.  One Expert asked what specific measures had been taken to continue to raise awareness among the population of domestic violence, including awareness raising campaigns for migrant women?  What had been the impact of these measures on improving the criminal justice response to domestic violence?  Another Expert asked who investigated and prosecuted cases of gender-based violence? An Expert asked if there were any specialised bodies with personnel who had been sensitised to the issue of gender-based violence? 

    An Expert noted that the Evangelical Lutheran Church was recognised as Iceland’s national church and had been granted legal status.  There were concerns that the Church’s status resulted in unequal financial support, compared to other religious organizations.  What measures were in place to ensure that the Constitutional recognition of the Church did not affect the equal enjoyment of rights guaranteed under the Covenant for organizations of other beliefs, particularly when it came to State funding?  How was it ensured that other groups were consulted when developing policies pertaining to religious matters?  What mechanisms were in place to allow children to change their religious affiliation before the age of 16? 

    The delegation said over the past several years, the Icelandic Government had focused strongly on efforts to prevent gender-based violence, including awareness raising campaigns and action plans. There was a gender equality fund, with bi-annual allocations.  Funding had been provided to a women’s shelter in the north of Iceland.  An awareness-raising campaign would take place in the north, drawing particular attention to the women’s shelter.  The Icelandic Government had focused strongly on efforts to prevent gender-based violence with legislative amendments.  New provisions on digital sexual violence and stalking had been added to the Penal Code in 2021.  A new definition of rape was defined in 2018, emphasising consent.

    The delegation said registered religious or philosophical organizations received the same amount of funding as the national church of Iceland.  If both parents belonged to the same religious organization, the child was automatically registered in that same organization.  If the parents’ religious organizations differed, the child was not registered in any and the parents were required to reach an agreement when registering their child.  Children who reached the age of 12 were required to sign the declaration on their religious affiliation with their parents.  At the age of 16, children could register or de-register from a religious organization without parental involvement.

    Introducing the report, Ragna Bjarnadóttir, Director General at the Ministry of Justice of Iceland and head of the delegation, said a significant step towards advancing human rights at home was taken in June this year when the Parliament passed a law establishing a national human rights institution which would become operational on 1 January 2025.  In 2020, a new Act on Gender Equality was enacted, which included the first-ever provision on multiple and intersecting forms of discrimination.  Additionally, Iceland had adopted two Anti-Discrimination Acts that aimed to ensure equal treatment both within and outside the labour market. 

    In concluding remarks, Ms. Bjarnadóttir thanked the Committee for the robust discussion.  The State awaited the concluding observations of the Committee with enthusiasm and would do everything possible to make improvements.

    In her concluding remarks, Tania María Abdo Rocholl, Committee Chairperson, thanked everyone who had participated in the dialogue.  The Committee had discussed many different issues relating to the rights enshrined in the Covenant.

    Presentation of Report

    RAGNA BJARNADÓTTIR, Director General at the Ministry of Justice of Iceland and head of the delegation, said Guðmundur Ingi Guðbrandsson, Minister of Social Affairs and Labour, who was meant to lead Iceland’s delegation sent his highest regards, having had to return to Iceland for parliamentary elections which had been called for November. 

    A significant step towards advancing human rights at home was taken in June this year when the Parliament passed a law establishing a national human rights institution which would become operational on 1 January 2025.  Promoting equality and non-discrimination continued to be a core priority for Iceland.  Iceland had ranked first on the Global Gender Gap Index for 15 years in a row and continued to advance equality and drive progress through legislative amendments, policies and increased coordination and monitoring.  In 2020, a new Act on Gender Equality was enacted, which included the first-ever provision on multiple and intersecting forms of discrimination. 

    Additionally, Iceland had adopted two Anti-Discrimination Acts that aimed to ensure equal treatment both within and outside the labour market.  The State had implemented measures to promote gender equality, including through the implementation of equal pay certification. However, challenges persisted, particularly due to gender segregation in the labour market and the undervaluation of women-dominated sectors.  The focus was now shifting from pay equity, to different jobs of equal value based on factors such as education, skills, responsibility, and effort. 

    Important steps had also been taken to improve the right to work of citizens from countries outside the European Economic Area, including by granting unlimited work permits to all residents holding a humanitarian residence permit.  The advancement of the rights of lesbian, gay, bisexual, transgender and intersex persons was another key priority area. Recent important legal milestones included the enactment of the Gender Autonomy Act, and in 2022, the Parliament adopted the first comprehensive action plan on lesbian, gay, bisexual, transgender and intersex persons rights and equality.  These advancements propelled Iceland from ranking number 18 on the ILGA-Europe rainbow map to second place in six years.

    Regrettably, sexual and gender-based violence remained one of Iceland’s most pressing human rights challenges.  In recent years, the State had introduced several new policies and legislative reforms to address this scourge, including important amendments to the General Penal Code. In 2018 the definition of rape was amended to strengthen the legal protection for victims and survivors. Additionally, in 2021, new provisions on stalking and digital sexual violence entered into force. 

    In May 2023, a bill was passed to amend the Act on Health Care Workers to clarify their permission to inform the police when survivors of domestic violence sought related health services.  In 2021, amendments were made to the General Penal Code to further increase judicial protection of victims and survivors of trafficking.  At the start of 2024, a new inter-ministerial steering committee was established to develop a new action plan to combat trafficking in persons. 

    Several changes had been made to improve the rights of prisoners, including by giving more convicted individuals the right to serve their sentence through unpaid community service. The Ministry of Justice was also working on measures to reduce the overall length of proceedings within the justice system.  A permanent mental health team for prisoners had been established, and the number of team members was increased to improve the provision of services.  Ms. Bjarnadóttir said although Iceland had made significant progress, the State acknowledged that there was room for improvement.  Iceland looked forward to the discussion with the Committee.

    Questions by Committee Experts

    A Committee Expert said over the past decade, Iceland had made significant progress in promoting civil and political rights, including by addressing several of the Committee’s previous concluding observations.  Notably, Iceland had achieved impressive results in gender equality, with significant representation of women in political leadership, both in Parliament and local governance.  On the international stage, Iceland had expanded the role of human rights in its foreign policy, demonstrated by its recent election to the Human Rights Council for 2025-2027. The Committee was hopeful that Iceland would continue to work collaboratively with other States in the multilateral arena to advance and protect human rights.

    What was the State party currently doing to educate and raise public awareness about the Covenant, its Optional Protocols, and the Committee’s concluding observations among the judiciary, public officials, civil society and the general public? What information was publicly available about filing complaints under the Optional Protocol?  Was it accessible and in languages for non-Icelandic speakers, such as migrants?  Had Iceland implemented the Committee Views in the individual communications adopted in 2020?  In January 2023, the Office of the Prime Minister published a Green Paper on Human Rights.  What progress had Iceland made to follow through on the Paper’s initiative to develop a national plan on human rights issues for Iceland?  What measures were being taken to ensure ongoing engagement with civil society in developing and implementing the initiatives outlined in the Paper?

    How did Iceland ensure that draft laws which were under development aligned with the Committee’s interpretation of the State’s obligations under the Covenant?  What measures were in place to ensure that those conducting the assessments were trained and kept up to date on the application of the Covenant?  What steps would Iceland take to review and address the gaps between its international obligations and national legislation? Could information be provided on the cases since 2012 where parties had referred to provisions of the Covenant, and how the courts responded to these arguments?

    The Committee welcomed Iceland’s withdrawal of its reservations to the Covenant’s article 10, which mandated the segregation of juvenile offenders from adults, as well as article 14, concerning the principle of double jeopardy.  Iceland, however, retained its reservation to article 20 of the Covenant on prohibiting propaganda for war.  What actions were being taken to remove the reservation to article 20?

    What steps would be taken to fully incorporate articles 10 and 14 into Iceland’s domestic laws and practice?

    Another Expert said the Committee welcomed the recent enactment of legislation by Parliament establishing the Icelandic Institution for Human Rights, a national human rights institution.  What was the timeline for the establishment of the Institution?  How did the new Institution align with the Paris Principles in terms of addressing human rights issues and fulfilling its functions of advising, monitoring, and reporting?  Did it have a mechanism to handle individual complaints?  Could details be provided on the relationship between the new Institution, existing institutions, and civil society?  Were sufficient human, technical, and financial resources available to fully execute its mandate?  Were there any specific unresolved obstacles that had been identified in achieving the Institution’s mission, and if so, how would these be addressed? 

    Were the various agencies sufficiently coordinated so that no critical areas were being overlooked in efforts to address corruption?”  Regarding Act No 40/2020 on the Protection of Whistle Blowers, how many undertakings and other workplaces had introduced procedures for handling internal whistleblowing cases?  What percentage of workplaces with more than 50 eligible employees had implemented this internal whistleblowing procedures, and were these procedures aligned with the recommended model rules?  Had any fines been imposed on employers who had failed to establish such procedures?  It had been reported that Iceland amended its Information Act in 2013 to enhance transparency and freedom of information. However, press freedom advocates raised concerns about certain provisions, citing them as insufficiently robust.  Could a response to this be provided?  What was the current status of the ‘Fishrot’ case? 

    The State party report noted that “No specific plan had been made to implement a more robust framework for conduct for public servants and increase the capacity of the Parliamentary Ombudsman to counter corruption.” Could the State party clarify its position on these points?  Did the new Prosecutor’s Office have sufficient resources to effectively fulfil its mandate?  The State party referred to the establishment of the Judicial Administration.  What was the organizational structure of the Administration?  How were its members appointed? 

    According to the report, “The Act on Prevention of Conflicts of Interest banned the most senior officials within the government offices taking on lobbyist roles for six months after leaving their former position in the Government.”  While this framework was more stringent than before, was it sufficient to apply these restrictions solely to lobbyist positions?  Was a six-month period adequate to mitigate the potential influence of former positions?  How many cases, if any, had the oversight mechanism identified as violations of the law?

    Another Expert commended Iceland on its election to the Human Rights Council.  The State party mentioned that complaints could be lodged to the Equality Complaints Committee, which handed down written decisions on possible violations.  Was this Committee the only complaints mechanism that Icelandic society had?  How many complaints had been registered by the Committee?  What measures had been taken, in consultation with civil society, to guarantee reparation for the victims?  How many decisions published by the Committee had been referred to the courts? 

    Could further information be provided about measures taken to combat hate speech?  What was the role of the Working Group to combat hate speech?   What steps had been taken to implement the recommendations of the Working Group?  Did Iceland include Christian churches in efforts to prevent hate speech against Muslim minorities? 

    A Committee Expert congratulated Iceland for its progress in ensuring pay equality, stemming from the 2018 reforms.  What were the sectors of the economy where the majority of workers were men?  What had been the result of media campaigns aimed at reducing gender segregation in the labour market?  What progress had Iceland made in reducing the pay gap since the introduction of the pay equality system?  Could recent data be provided on gender distribution in decision-making positions in key sectors, including the foreign service, academia and the judiciary? What was being done to ensure there were more women in senior decision-making posts in the private sector? How had cases of multiple discrimination been tackled? 

    Since the implementation of the service law on persons with disabilities, how often had priority been given to persons with disabilities when recruiting staff in the public sector? 

    The Committee noted that the State party had taken significant steps to raise public awareness of domestic violence and sexual assault, including through the provision of training to judges, prosecutors, police officers and health workers.  Awareness-raising campaigns had also been organised to inform Icelandic and migrant women of their rights, including the “Breaking the Silence” project, implemented between 2017 and 2019.  However, in spite of these initiatives, conviction rates for sexual offences remained low and victims faced barriers in accessing justice.  What specific measures had been taken to continue to raise awareness among the population of domestic violence, including awareness raising campaigns for migrant women? 

    What results had initiatives like the “Breaking the Silence” project had?  What had been the impact of these measures on improving the criminal justice response to domestic violence?  Could data be provided on investigations, prosecutions and convictions, as well as protection measures, and how were they accessible to vulnerable populations, including women of foreign origin?  What steps had Iceland taken to increase resources for services for victims of domestic violence?  How was it ensured these resources were accessible to victims in all regions?

    What measures had the State party taken to ensure intersex children did not undergo unjustified surgical operations?  Despite important legislative measures prohibiting unnecessary surgery on intersex children without their free and informed consent, some reports claimed that these measures still contained worrying exceptions for certain types of variations of sex characteristics.  Since the adoption of law no. 154/2020, what concrete measures had Iceland taken to monitor and ensure compliance with this ban?  What safeguards were in place to ensure that evaluations of interventions on intersex children respected human rights, and how did the State party plan to address the shortcomings identified by certain stakeholders, including non-governmental organizations?  What were the objectives of the working group regarding interventions on intersex children? 

    Responses by the Delegation 

    The delegation said there was a special human rights section on the Government’s website where the Covenant could be found in English and translated into Icelandic.  The last report to the Committee was also published on this site.  There was also a special section on the Optional Protocol and the complaints procedure.  The Covenant was part of the syllabus in law and police studies.  The Judicial Administration oversaw the training of judges, including on human rights.  While there had not been a special course on the Covenant, there had been several courses on human rights issues. 

    A Green Paper published in 2023 was prepared for further policymaking in human rights.  It had been essential in the preparation of the bill on the national human rights institution.  In Iceland, domestic legislation was adapted to instruments or treaties that Iceland had ratified, rather than those treaties being incorporated in their entirety.  The Constitution was clearly connected with the Covenant.  It was not common that the Covenant was directly referenced in the courts.   

    Iceland had legislation on the new human rights institution which was passed in June and would begin operations in January 2025. The Icelandic Institution for Human Rights would operate under parliament but would be fully independent and in line with the Paris Principles.  The Institution had a budget of around 1.62 million USD.  Any further financing was up to Parliament.  It was anticipated that the Institution would be up and running by 1 January. 

    Iceland had a multi-faceted approach to anti-corruption and was a signatory to various treaties in the area of anti-corruption. In a recently adopted amendment to the Police Act, an independent quality control service within the police had been established, tasked with promoting better law enforcement and supervision.  A revised code of conduct was adopted this year with Icelandic law enforcement.  The Prime Minister’s Office had an overall coordinating role in regard to the Whistleblowers Act.  The law on access to information provided for several exceptions. Constant awareness raising among civil servants took place, with seminars on access to information. 

    The budget for the District Prosecutor increased in 2019 and 2020. Last year, the Ministry of Justice presented an action plan which included strengthening measures against organized crime.  Police received funding to strengthen their capacity in this regard, including in relation to corruption.  The District Prosecutor led the steering group for the investigative teams. Iceland participated in European financial and regulatory bodies. 

    A special Government agency was responsible for anti-discrimination legislation. There was a special complaints committee which handled complaints submitted under the Equality Act.  It provided written rulings if a provision of the Act had been violated.  From 2020 to 2023, the Equality Committee received 86 complaints of alleged discrimination.  Most of these cases involved discrimination on the basis of gender. The Equality Committee was the main body to address complaints about discrimination, but further complaints could be lodged with the Parliamentary Ombudsman.  Several steps had been taken to raise awareness on the anti-discrimination legislation, including a poster which was produced in multiple languages and distributed in schools. 

    Over the past several years, the Icelandic Government had focused strongly on efforts to prevent gender-based violence, including awareness raising campaigns and action plans.  There was a gender equality fund, with bi-annual allocations.  Funding had been provided to a women’s shelter in the north of Iceland.  A grant had been received to start an awareness campaign on gender-based violence. Information about the women’s shelter was available in many different languages.  An awareness-raising campaign would take place in the north, drawing particular attention to the women’s shelter.  The Icelandic Government had focused strongly on efforts to prevent gender-based violence with legislative amendments. 

    When it came to investigations of sexual and gender-based violence, Iceland had focused on the training of the individuals responsible for handling these cases.  In police studies, there was a mandatory course on violence and power relations. Special attention was paid to sexual violence, including rape, digital sexual violence, and child sexual abuse. Research on how unequal power positions could lead to gender-based violence was examined.  The centre for police training and professional development regularly had courses relating to gender-based violence.  New provisions on digital sexual violence and stalking had been added to the Penal Code in 2021.  A new definition of rape was defined in 2018, emphasising consent. 

    In recent years, Iceland had emphasised protecting vulnerable groups from hate speech.  Hate speech and discrimination were now punishable under the Penal Code.  The Prime Minister appointed a Working Group on hate speech in 2022, which was tasked with coordinating measures on hate speech.  An action plan was presented based on the Working Group’s recommendations, although this was not adopted.  The Icelandic Media Commission could issue a fine if media was found to initiate hatred. Hate speech on social media fell under the scope of the Icelandic Penal Code. 

    The law on equal pay certification came into force in 2018. As of 30 June this year, 607 companies and institutions had received equal pay certification, covering 83 per cent of the total workforce.  Smaller companies went through a simpler system to obtain equal pay recognition. Fines could be imposed on non-certified companies.  Software had been developed to support these efforts, making it easier for companies to implement equal pay systems.  Despite progress, gender pay remained a challenge, particularly due to gender segregation in the labour market.  The Government was working on a plan to address this.  Women remained underrepresented in leadership roles and Iceland continued to work towards this.  Recently, an agreement had been signed to increase the number of women in management positions in the business sector.  To increase the number of teachers, the Government started a plan in 2019, with a focus on young men. 

    The Act on Gender Autonomy prohibited unnecessary surgical procedures on inter-sex children.  The Act stipulated that carrying out surgical procedures on intersex minors who were unable to provide consent was prohibited unless the operation was completely necessary for medical reasons. 

    Questions by Committee Experts

    A Committee Expert said in 2022, after the Committee’s list of issues was developed, the Icelandic police commenced investigations against four journalists who had conducted investigations against a large fishing company which had allegedly bribed officials.  There was concern that the investigation was used to suppress investigative journalism. What measures were in place in Iceland to ensure that investigations into journalists’ work did not create a chilling effect on journalism?  What specific steps were being taken by the State party to guarantee free and independent media in order to protect journalists from harassment and reprisals? 

    Another Expert congratulated Iceland for the attention shown to human rights matters, particularly equality.  What legal aid services were provided for victims of domestic violence?  What resources were available to families challenging medical procedures?  What efforts were being made with regards to the internet and technologies in rural areas? 

    An Expert asked if all hate speech fell under hate propaganda?  To what extent had the State involved civil society in combatting hate speech?  What was Iceland’s position on defamation, and how did this affect victims of gender-based violence?  Did Iceland intend to amend its Criminal Code to prevent a prison sentence for defamation? 

    Another Committee Expert asked why Iceland did not plan to raise the capacity of the Ombudsperson? 

    A Committee Expert asked about horizontal discrimination in the labour market, particularly pertaining to persons with disabilities.  Were measures being taken to reduce discrimination?

    Another Expert asked what awareness raising and training campaigns were in place for members of the Prosecution?  What was the type of independence that the Prosecution enjoyed in Iceland?  Who investigated and prosecuted cases of gender-based violence? 

    An Expert asked if there was any type of specialisation of the judicial bodies? Were there any specialised bodies with personnel who had been sensitised to the issue of gender-based violence? 

    Responses by the Delegation 

    The delegation said the length of pretrial detention had been an issue.  Iceland was undergoing significant work within the Ministry of Justice, including on pretrial detention.  The issue of solitary confinement was also being examined.  The two domestic violence shelters were strategically located to cover as much of the country as possible.  Social services visited the shelters. 

    The Judicial Administration belonged to the judicial branch. The Director of Public Prosecutions was appointed by the Ministry of Justice.  The Office of the Director of Public Prosecutions was an independent authority, and Iceland took great steps to uphold this independence.  Cases of gender-based violence were investigated by the police or the Public Prosecutor, depending on the gravity of the case. Regarding legislative reforms on the definition of rape and consent, Iceland was investigating how this worked in practice. 

    There was a successful programme in place which promoted the participation of persons with disabilities in the labour market. However, it was difficult to have figures on this programme.  The segregation in the labour market for migrants was due to language proficiencies. Migrants heavily dominated two fields in the labour market – the tourism industry and construction – where the language barrier had been lessened.  These were considered to be low-skill work sectors.  Social partners, and unions in Iceland were very strong with a high participation.  Unions in Iceland attended also to complaints raised by non-Union members. 

    The Icelandic police had received training on the timeline of risky relationships to assess risks of gender-based violence.  What had initially served as training for the police had been shared on social media with the intention of reaching victims, or those close to them, to help them recognise the signs and seek help. Iceland was aware there were language barriers when it came to assisting the migrant population.  Telephone interpretation was used with operators who spoke English to overcome the language barrier.  Interpretation could be provided in over 200 languages in a few minutes.  The Government tried to target the migrant population in other languages through social media. 

    All operations on intersex children without their consent were prohibited, unless medically necessary.  When a child was older and able to consent, the consent of the child was required. 

    The Icelandic Equality Act protected individuals from harassment on the grounds of their religion. 

    The delegation said there was no specific body responsible for the coordination of the State’s anti-corruption policies.  Rather, it was the Prime Minister’s office that was responsible for this, with a focus on corruption within the executive branch, while the Ministry of Justice focused on corruption within the police.  The Parliamentary Ombudsman and others were also responsible for tackling corruption.  The Ministry of Justice was in the process of drafting a national corruption strategy with a focus on coordination.  The Whistleblower Act protected individuals who reported acts from the past.  The Ombudsman could initiate an investigation resulting from information received from the public. 

    Another significant step towards combatting corruption was improving access to public information.  Both the public and the media had the right to challenge decisions in the court.  An act had been passed to prevent conflict of interest in the executive branch, preventing senior Ministers from becoming lobbyists for up to six months after leaving their positions, unless granted an exemption. 

    Allegations into the “Fishrot” case were ongoing, and indictments had not yet been issued.  In criminal cases, journalists were protected from disclosing their sources.  There was no legal system in Iceland which prevented journalists from carrying out their work.  However, journalists were not immune from criminal charges, including in activities they had conducted when carrying out their work. 

    Freedom of expression was not seen as unlimited.  It could be curtailed, but this could only be done by law, and if necessary.  This needed to be kept in mind when deciding if expression was punishable as hate speech under the Penal Code.  The Media Commission was responsible for oversight of the media, and complaints could be made to this body.  No one had been sentenced to prison for defamation in Iceland for decades. 

    Icelandic authorities were introducing activities aimed at promoting employment opportunities for persons with disabilities.  This was modelled after initiatives in the United Nations disability strategy, with a focus on inclusive workplaces. 

    Questions by Committee Experts

    A Committee Expert thanked Iceland for the answers on the issue of anti-corruption efforts.  It was vital to make the system easier to understand.  According to the report, Iceland had agreed to begin efforts to include torture as a specific crime in the Penal Code.  What was the current status of these amendments?  What changes were anticipated in the proposed amendments? Would these include penalties proportionate to the crime of torture? 

    The Committee noted that the national preventive mechanism had been established as part of the Ombudsman office, which was under the legislative branch.  This was concerning as the Ombudsman did not consider itself able to comment on judicial decisions.  Could more information be provided on the legislation which was currently being prepared? Did the legislation include provisions to empower the Ombudsman to comment on judicial practices, as well as sufficient resources to enhance its capacity as an oversight mechanism?  Was the Ombudsman independent from Parliament? How was it structured?  What was the timeline for the legislation’s implementation?   There had been concern about the use of pepper spray, spit guards and tasers by the police.  Could the State party comment on this?

    Another Expert said the Committee had noted that the State party had strengthened its mechanisms for the protection of the rights of refugees and asylum seekers, including ensuring respect for the principle of non-refoulement in accordance with its Foreign Nationals Act.  However, according to information provided, some shortcomings remained, particularly with regard to appeal procedures and access to adequate legal representation.  What measures had the State party implemented to ensure the quality and fairness of the procedures for examining applications for international protection?  There were reports that following a change to the system of legal representation for asylum seekers in 2022, asylum seekers would no longer receive adequate legal assistance; could the State party comment on this? 

    Iceland’s Directorate of Immigration and the Immigration and Asylum Appeals Board assessed each application for asylum on a case-by-case basis. However, the Committee was concerned about reports received indicating that the principle of non-refoulement was indirectly violated.  Could the State party comment on these allegations and provide information on the measures put in place to ensure full respect for the principle of non-refoulement in any application for asylum?  Did the State party plan to take concrete steps to improve the efficiency of the processing of refugee claims while ensuring proper hearings?  Were there mechanisms in place to quickly identify and address delays or inefficiencies in the processing of applications? 

    In March 2023, the Government of Iceland amended its Foreign Nationals Act, aimed at enhancing the efficiency and quality of decision-making with humanitarian concerns.  What were the main changes brought about by this amendment to the Act, and how would these amendments contribute to strengthening the protection of the rights of migrants, refugees and asylum seekers?

    The Committee was pleased to note Iceland’s accession to the United Nations Statelessness Conventions in 2021 and the State’s efforts to align its national legislation with international standards.  How did the State party ensure that the definition of statelessness was applied consistently and in line with international standards, including in statelessness determination procedures? 

    The State party had taken steps to improve the protection of children from violence, including through the development of the (Children’s House), a multidisciplinary centre model that provided a safe environment for dealing with cases of abuse and sexual violence.  However, there were reports that resources for these services remained insufficient.  What steps had the State party taken to ensure that financial and educational resources for support centres for abused children were provided to make these centres accessible and responsive to the needs of all populations, including those in rural areas?  What specific measures had been implemented to integrate the prevention of sexual violence and harassment into educational and recreational activities for young people? How did Iceland ensure that online training on sexual violence and harassment was widely accessible and effectively attended by relevant professionals?  What had been the impact of the measures adopted on the effectiveness of the criminal prosecution of violence against children, including sexual violence? 

    Another Expert said there had been ongoing progress in assisting migrants with disabilities.  What were the entities involved in the procedures of identification of victims of trafficking in persons, and under whose coordination were their actions and functions carried out?  Were there plans to increase the resources of this national mechanism to improve identification and support to these victims?  How many victims of trafficking in persons had received legal aid since 2020?  What support was offered to men who were victims of trafficking? 

    In the report, it was noted that employers that exploited workers had acted freely with impunity, due to an inadequate Governmental response. There had been many cases of forced sexual work in nightclubs.  How could it be ensured that the recent legislative amendments in 2023 dealt with the exploitation of migrant workers who worked in areas including construction, tourism and domestic work?  How was it ensured that they were not exposed to abusive practices?  What safeguards had been implemented since 2022 to guarantee that victims were able to report cases without any reprisals? 

    A Committee Expert asked what criteria were used to determine when a minor could be held in the same centre as an adult in prison facilities? The Expert congratulated the State for the implementation of plural-disciplinary measures for mental health. However, the Committee was concerned about allegations regarding isolation cells.  How could Iceland justify the frequent use of these isolation cells?  What were the guarantees put in place when it came to holding minors and vulnerable people in isolation cells.  How was it ensured that these people were not put in isolation without medical screening? What possibilities were provided in Iceland for distance learning?  Were those suffering from mental health problems given appropriate help?  How was it ensured that those prisoners who had urgent needs, including drug addicts, had immediate care? 

    Another Expert said that given the establishment of the Court of Appeal, were there plans to extend the appeal process to minor cases? Recent amendments to the Police Act granted the police broader powers to conduct surveillance without an oversight mechanism.  What steps were being taken to ensure the amendments to the Police Act were not being used to violate privacy rights?  It was noted that the Evangelical Lutheran Church was recognised as Iceland’s national church and had been granted legal status.  There were concerns that the Church’s status resulted in unequal financial support, compared to other religious organizations. 

    What measures were in place to ensure that the Constitutional recognition of the Church did not affect the equal enjoyment of rights guaranteed under the Covenant for organizations of other beliefs, particularly when it came to State funding?  How was it ensured that other groups were consulted when developing policies pertaining to religious matters?  How did Iceland ensure that the registration processes for other groups, which did not apply to the Evangelical Lutheran Church, were fair and equal?  What mechanisms were in place to allow children to change their religious affiliation before the age of 16? 

    Responses by the Delegation

    The delegation said Iceland intended to add torture to the Penal Code as a specific criminal offence, including a punishment which was fitting to the crime.  Iceland had ratified the Optional Protocol in 2019, and the Parliamentary Ombudsman had been serving the role of the national preventive mechanism ever since, conducting unannounced visits to places of detention.  Recommendations by the Ombudsman were taken very seriously.  A full review of the prison system was underway, which included taking the recommendations of the Ombudsman into account.  The Ombudsman was a fully independent body, and the Parliament had no authority on which cases it investigated or on the conclusions.  The Ombudsman had been effective in its role, visiting all the prisons in Iceland and four police stations. 

    According to relatively recent changes, it was permitted for the police to use electro-static weapons when police believed other less severe measures would not be sufficient. 

    The Icelandic authorities were on a good path in processing asylum applications before the start of the war in Ukraine, when there was a surge in asylum applications.  Strict procedural guidelines were in place.  Staffing had been significantly increased, and digital tools had been introduced to improve efficiency and quality within the protection system.  Currently, 100 lawyers who had been thoroughly reviewed were considered as eligible spokespeople for asylum seekers.  An appeal could be considered in the case of compelling reasons. 

    The Directorate of Immigration determined statelessness. Stateless individuals who did not qualify as refugees did possess an independent right to international protection. After receiving refugee status, a stateless person could apply for Icelandic citizenship.  Various grants were available for voluntary return, including a reintegration and travel grant.  However, if an individual refused to leave the country, authorities were left with no choice but to initiate a forced deportation.

    A family justice centre was established for survivors of violence.  The centre led a specific unit which responded to human trafficking cases. The unit included representatives from the police, the directorate of immigration, social services, and the Women’s Shelter, among others.  Female victims were provided with secure housing in the women’s shelter.  Social services provided male victims with secure housing in a guesthouse and other accommodation when necessary.  Victims and presumed victims of human trafficking were entitled to emergency health care.  A leaflet had been produced on trafficking, which included a special section on children.  In June 2022, the Nordic Ministers of Justice established a Working Group on human trafficking, which met twice per year. 

    The principle of non-refoulment had been enacted in the Foreign Nationals’ Act.  Icelandic authorities respected and agreed with the principles of non-refoulement. It was clear in Icelandic legislation that children should never be held in the same prisons as adults, unless it was determined that it was in their own best interests.  There was constant and regular evaluation as to what was the best interest of the child.  Children could not be deprived of liberty for more than 14 days in the specialised centre. However, the situation was evaluated in each case, and sometimes it was determined it was better for the child to stay for a longer period of time.  Work was underway to revise the Child Protection Act, and put even more emphasis on the rights of children, including children deprived of liberty. 

    According to Icelandic legislation, police were obligated to release suspects after 24 hours or bring them before a judge and apply for pretrial detention.  This short time period explained why Icelandic authorities used pretrial detention more often than other countries.  In 98 per cent of cases, people were released after 24 hours. Pretrial detention was only used on around 2 per cent of cases, which was not excessive.  However, Iceland understood there were things to improve. Efforts had been made to diminish the effects of solitary confinement as much as possible, including by increasing access to physical exercise.  The accused always had the right to assistance from a legal counsel.  Nurses monitored new arrivals to the prison and screened them for medical issues and mental health, referring them to doctors if necessary.  All Ombudsman findings were public, and the Ombudsman followed up on the recommendations made to ensure they had been addressed.  There had been serious attempts to increase the collaboration between prison hospitals and the prison facilities. 

    The Ministry of Justice was reviewing the Act of Legal Competence and a bill had been drafted.  The bill aimed to strengthen individual rights when it came to involuntary hospitalisation, among other measures.  The bill was currently under review.  The added authority for the police on additional surveillance measures only applied to public areas; these rules could not be applied to private areas. These measures could only be instigated upon suspicion of a direct link to organised crime, or terrorism. 

    Registered religious or philosophical organizations received the same amount of funding as the national church of Iceland.  If both parents belonged to the same religious organization, the child was automatically registered in that same organization.  If the parents’ religious organizations differed, the child was not registered in any and the parents were required to reach an agreement when registering their child.  Children who reached the age of 12 were required to sign the declaration on their religious affiliation with their parents.  At the age of 16, children could register or de-register from a religious organization without parental involvement.

    Measures had been taken to improve the Barnahus system. The Government had formed a working group focused on different forms of violence against children. 

    Questions by Committee Experts

    A Committee Expert referred to the case of the four journalists; had the charges been dropped or were the cases still proceeding?  What steps had Iceland taken to ensure the push towards Christianity in education did not result in discrimination?

    Another Expert noted that the law on foreign nationals was in line with international standards.  What were the follow-up mechanisms which had been implemented to assess training programmes for professionals, to afford protection for stateless persons?  Could statistics on stateless persons be provided?  What mechanisms were available for access to justice for children who had experienced infringements of their rights?

    An Expert asked for the expected timeline for torture to be included within the Criminal Code.  In situations where there were concerns about the legal process, how were such issues addressed?  Did the national preventive mechanism have the authority to comment on judicial practices? 

    Another Committee Expert asked if there needed to be a judicial decision to enforce solitary confinement?

    An Expert asked what “social dumping” was and what the legislation entailed? 

    A Committee Expert said there were certain parts of the Covenant which were not similar to the European Conventions on Human Rights.  In cases of conflict, which were the guiding principles used? 

    Responses by the Delegation

    The delegation said the cases of the four journalists were not ongoing; the investigation had been terminated without indictment.  Reasons for this were publicly available.  According to the national curriculum guidelines, it was important that pupils learned about various religions and other beliefs in schools. 

    The United Nation High Commissioner for Refugees’ office for the Nordic countries had provided training to the Directorate of Immigration and other key holders on statelessness.  A foreign national who did not meet the criteria for a humanitarian visa was required to leave the country and return to their home country. An emergency shelter was provided by the Icelandic Red Cross which provided emergency assistance to foreign nationals who had received the final rejection of their application for international protection.  They could receive accommodation and food at this shelter. 

    The Parliamentary Ombudsman examined the access to education and work in prisons.  There was significant cooperation with non-governmental organizations.  Solitary confinement was always based on a judicial decision.  It was always the role of the Prosecutor to request pretrial detention, with solitary confinement only requested if necessary.  Proportionality was strictly upheld by the Prosecution and the courts. Efforts had been made to improve the number of health care staff in prison facilities. 

    There was an Ombudsman for Children in Iceland who acted as a spokesperson for all children.  Children could seek support and counselling from the Ombudsman.  A special action plan on “child friendly Iceland” focused on making justice mechanisms more child friendly. 

    The election of Iceland to the Human Rights Council was the result of significant work and formed part of the State’s strategy in mainstreaming human rights, both at home and abroad.  Equality and the rights of lesbian, gay, bisexual, transgender and intersex persons were a key focus.  Iceland continually strove to do better. 

    Closing Remarks 

    RAGNA BJARNADÓTTIR, Director General at the Ministry of Justice of Iceland and head of the delegation, thanked the Committee for the robust discussion.  The advancement of human rights was an ongoing process; Iceland remained committed to protecting the human rights of everyone. The State awaited the concluding observations of the Committee with enthusiasm and would do everything possible to make improvements.

  • MIL-Evening Report: New research shows most space rocks crashing into Earth come from a single source

    The sight of a fireball streaking across the sky brings wonder and excitement to children and adults alike. It’s a reminder that Earth is part of a much larger and incredibly dynamic system.

    Each year, roughly 17,000 of these fireballs not only enter Earth’s atmosphere, but survive the perilous journey to the surface. This gives scientists a valuable chance to study these rocky visitors from outer space.

    Scientists know that while some of these these meteorites come from the Moon and Mars, the majority come from asteroids. But two separate studies published in Nature today have gone a step further. The research was led by Miroslav Brož from Charles University in the Czech Republic, and Michaël Marsset from the European Southern Observatory in Chile.

    The papers trace the origin of most meteorites to just a handful of asteroid breakup events – and possibly even individual asteroids. In turn, they build our understanding of the events that shaped the history of the Earth – and the entire solar system.

    What is a meteorite?

    Only when a fireball reaches Earth’s surface is it called a meteorite. They are commonly designated as three types: stony meteorites, iron meteorites, and stony-iron meteorites.

    Stony meteorites come in two types.

    The most common are the chondrites, which have round objects inside that appear to have formed as melt droplets. These comprise 85% of all meteorites found on Earth.

    Most are known as “ordinary chondrites”. They are then divided into three broad classes – H, L and LL – based on the iron content of the meteorites and the distribution of iron and magnesium in the major minerals olivine and pyroxene. These silicate minerals are the mineral building blocks of our solar system and are common on Earth, being present in basalt.

    “Carbonaceous chondrites” are a distinct group. They contain high amounts of water in clay minerals, and organic materials such as amino acids. Chondrites have never been melted and are direct samples of the dust that originally formed the solar system.

    The less common of the two types of stony meteorites are the so-called “achondrites”. These do not have the distinctive round particles of chondrites, because they experienced melting on planetary bodies.

    The asteroid belt

    Asteroids are the primary sources of meteorites.

    Most asteroids reside in a dense belt between Mars and Jupiter. The asteroid belt itself consists of millions of asteroids swept around and marshalled by the gravitational force of Jupiter.

    The interactions with Jupiter can perturb asteroid orbits and cause collisions. This results in debris, which can aggregate into rubble pile asteroids. These then take on lives of their own.

    It is asteroids of this type which the recent Hayabusa and Osiris-REx missions visited and returned samples from. These missions established the connection between distinct asteroid types and the meteorites that fall to Earth.

    S-class asteroids (akin to stony meteorites) are found on the inner regions of the belt, while C-class carbonaceous asteroids (akin to carbonaceous chondrites) are more commonly found in the outer regions of the belt.

    But, as the two Nature studies show, we can relate a specific meteorite type to its specific source asteroid in the main belt.

    One family of asteroids

    The two new studies place the sources of ordinary chondrite types into specific asteroid families – and most likely specific asteroids. This work requires painstaking back-tracking of meteoroid trajectories, observations of individual asteroids, and detailed modelling of the orbital evolution of parent bodies.

    The study led by Miroslav Brož reports that ordinary chondrites originate from collisions between asteroids larger than 30 kilometres in diameter that occurred less than 30 million years ago.

    The Koronis and Massalia asteroid families provide appropriate body sizes and are in a position that leads to material falling to Earth, based on detailed computer modelling. Of these families, asteroids Koronis and Karin are likely the dominant sources of H chondrites. Massalia (L) and Flora (LL) families are by far the main sources of L- and LL-like meteorites.

    The study led by Michaël Marsset further documents the origin of L chondrite meteorites from Massalia.

    It compiled spectroscopic data – that is, characteristic light intensities which can be fingerprints of different molecules – of asteroids in the belt between Mars and Jupiter. This showed that the composition of L chondrite meteorites on Earth is very similar to that of the Massalia family of asteroids.

    The scientists then used computer modelling to show an asteroid collision that occurred roughly 470 million years ago formed the Massalia family. Serendipitously, this collision also resulted in abundant fossil meteorites in Ordovician limestones in Sweden.

    In determining the source asteroid body, these reports provide the foundations for missions to visit the asteroids responsible for the most common outerspace visitors to Earth. In understanding these source asteroids, we can view the events that shaped our planetary system.

    Trevor Ireland receives funding from the Australian Research Council for research into the samples returned by the Hayabusa and Osiris-REx missions. He is a past President of the Meteoritical Society, the international organisation responsible for classification and cataloguing meteorites.

    The Head of the United Nations Verification Mission in Colombia (UNVMIC), Carlos Ruiz Massieu, today (15 Oct) told the Security Council that “historic progress has been made” in the implementation of the peace agreement, “but much remains to be done.” He welcomed the rapid response plan, or “Plan de Choque” being developed by the Minister of the Interior and other stakeholders.

    The plan, Ruiz Massieu said, “is a new instrument that should serve to energize implementation.”

    The UNVMIC Chief said, “we remain encouraged by the Government’s commitment to advancing the rural reform chapter of the Agreement – provisions that have a transformative potential, attacking structural causes of the conflict, but which had lagged in their implementation in previous years.”

    He said that as a result, “more land is being distributed and formalized for those in need, bringing the promised benefits of peace to landless peasants and those dispossessed of it during the conflict.”

    Ruiz Massieu said, “in some territories, signatories to the Agreement and social leaders continue to be the target of violence, pressure and threats from armed actors fighting for territorial control and strategic routes linked to illicit economies.”

    He noted that since the beginning of the reintegration process, five former territorial areas for training and reintegration (TATRs) have had to be relocated for these reasons

    Ruiz Massieu said, “the difficult situation in some areas continues to impact the lives of communities that are caught in the crossfire and subjected to condemnable phenomena such as the recruitment of minors, displacement and confinement.”

    Colombia’s Foreign Minister Luis Gilberto Murillo for his part said, “with the firm commitment to fulfil what has been agreed and to territorialize peace, we have developed a new strategic framework for peace, where effective and comprehensive compliance with the 2016 agreement becomes an inescapable requirement, unavoidable for the sustainability of strategic proposals surrounding territorial transformation.”

    On women’s participation in negotiation and peacebuilding, he said it was “not only is a question of justice, but it is crucial to ensure stronger and more durable agreements.”

    For this reason, he continued, “the Colombian government has formulated and is implementing a feminist foreign policy linked to the precepts of the women, peace and security agenda. Included in Security Council Resolution 1325”

    Outside the Council, Switzerland’s representative Riccarda Christiana Chanda read a statement on behalf of Ecuador, France, Guyana, Japan, Malta, the Republic of Korea, Sierra Leone, Slovenia, Switzerland, the United Kingdom, and the United States on Women Peace and Security.

    Chanda said, “during a visit of the Security Council to Colombia in February of this year, we were able to engage meaningfully with former combatants, victim representatives, women’s organizations, indigenous and Afro-Colombian communities to discuss the progress made and remaining obstacles in the comprehensive implementation of the peace agreement. And what we have witnessed over and over again, was the urgent call for improved security guarantees, equitable land distribution, and the successful social, political, and economic reintegration of former combatants as well as the crucial implementation of gender provisions and the ethnic chapter of the Peace Agreement.”

    UNVMIC was established by the UN Security Council pursuant to resolution 2366 (2017), adopted unanimously on 10 July 2017. The resolution followed a joint request for UN support from the Government of Colombia and the then Revolutionary Armed Forces of Colombia–People’s Army (FARC-EP).

    DITZINGEN / KOBLENZ — [16 October 2024] — In a ceremony held today at its Koblenz site, Thales handed over the final radar of a total of 17 Ground Alerter 10 (GA 10) warning and alerting systems for protection against indirect fire (WASI) to the Bundeswehr. In February 2021, the company was awarded the contract by the Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) to supply an initial five systems, with the option for further systems, following a competitive tendering process. The contract, which in addition to the delivery of the systems also includes training, documentation and an initial supply of spare parts, was completed today with the handover of the last system on time and on budget and to the satisfaction of all parties involved.

The GA10 contributes significantly to the protection of German soldiers during their important missions at home and abroad.     The Ground Alerter 10 is a portable counter rocket, artillery and mortar (C-RAM) system for Force Protection. It is combat proven in various missions, such as convoy protection, camp protection and has saved many lives in the recent past. Its integrated alert network warns military personnel of missile and mortar threats by generating an acoustic and visual alert at the estimated impact point area. This takes place as soon as the trajectory indicates an imminent impact in the respective safety area and the system simultaneously provides reliable data on the firing position at an early stage to facilitate necessary countermeasures. To date, various GA10s are already in use to protect UN camps in North East and Eastern Mali, as well as by the French Forces in several out-of-area camps

    Easy to set-up, operate and transport, the GA10 is well suited for deployment in dismounted operations for convoy protection. Two people can accomplish en-camp/de-camp and only one person is required for system initialization and monitoring. Being the lightest system of its class and completely portable (only 1- or 2-men loads), re-deployment of the system is possible with protected vehicles or by helicopter. Mandatory for mobile operations, the GA10 prime power consumption only amounts to 350 Watts and facilitates battery-only supply.

    Expertise in radar technology

    At Thales Germany’s Baden-Württemberg site in Ditzingen near Stuttgart, tried-and-tested, highly mobile radars for ground and coastal surveillance are developed and manufactured that are used by armed and security forces worldwide for stationary or mobile protection of complex environments.

    Note to the editors

    The Ground Alerter 10 is a complete sense and warn system consisting of a UHF radar, an integrated alarm network with multiple wireless and wired alarm devices and an operating unit (ruggedized laptop).

    The radar system consists of the main elements:

    • Antenna (incl. GPS positioning system) with 6 m telescopic mast
    • electronic radar frequency control unit (RFC)
    • electronic signal processing unit (SPC)

    The power supply is also possible with a battery system. This consists of two 6-packs (6-fold battery arrangement) of Li-Ion batteries of the internationally used type BB2590 in a transport box that also serves as a charging station.

    With a corresponding interconnection (J-unit), the battery boxes can be alternately replaced during operation. The set of two boxes is sufficient to operate the radar for > 2×4 hours. The system is operated with a ruggedized laptop with a European keyboard via the VENUS operating software. The integrated alarm network selectively generates an audible and visual alarm only in the area of the point of impact.

    It is a pleasure to be here this evening.

    Not far from here, tucked away in the National and University Library, lie copies of the Abecedarium and the Catechism. These two texts, written by the religious reformer Primož Trubar in 1550, were the first ever books to be printed in Slovenian.[1]

    At a time when German was the language of the ruling classes, Trubar’s pioneering act was fundamental in helping to establish the national identity of Slovenians.[2]

    Today, his portrait graces the €1 coin in Slovenia, framed by the famous words found in the Catechism, “Stati inu Obstati” – “to stand and withstand”.[3]

    It is telling that both books – one a primer for the Slovenian language, the other guidelines for religious observance – were designed to teach, for there is much that Europe can learn from Slovenia in the uncertain world we now face.

    The global order we knew is fading. Open trade is being replaced with fragmented trade, multilateral rules with state-sponsored competition and stable geopolitics with conflict.

    Europe had invested considerably in the old order, so this transition is challenging for us. As the most open of the major economies, we are more exposed than others.

    So, in this new landscape, we too must learn “to stand and withstand”. And we can do so by drawing on two valuable lessons from Ljubljana.

    Opportunity in times of uncertainty

    The first lesson is that uncertainty can create opportunity.

    While many in Europe are anxious about the future, Slovenians are no strangers to uncertainty.

    Within a single generation, Slovenia made a success of the extraordinarily difficult transition from a planned economy to a market economy. Policymakers defied the odds by implementing tough structural reforms to first join the EU and, later, the euro area.

    Today, Slovenia is a success story. It is a developed, stable and high-income economy, with the highest GDP per capita at purchasing power parity of central and eastern European countries (CEECs).

    The nation’s success owes much to the creativity and vigour of its people and their innate ability to seize economic turning points and transform them into opportunities.

    For example, when Slovenia joined the EU, it was exposed to greater levels of competition from other Member States in the economic bloc.

    But Slovenia quickly capitalised on its skilled workforce to develop a new business model based on deep integration in the Single Market. Today, every single car produced in Europe has at least one component that is made in Slovenia.[4]

    For Europe, the changes in the global economy today represent a similar turning point. But if we approach it with the right spirit, I believe it can be an opportunity for renewal.

    A less favourable global economy can push us to complete our domestic market. Fiercer foreign competition can encourage us to develop new technologies. More volatile geopolitics can drive us to become more energy secure and self-sufficient in our supply chains.

    For Slovenia, the transformation of the automotive supply chain will be a particular challenge. But the economy is already adapting. For example, in July this year Slovenia secured a major investment in domestic electric vehicle production.[5]

    For many Slovenians, striding into an unpredictable future may seem like second nature.

    One of your most famous paintings, “The Sower”, hangs on display here at the National Gallery. Depicting an agricultural labourer at the crack of dawn hard at work sowing seeds in a field, the painting represents Slovenians’ resolute determination in the face of uncertainty.

    The rest of us in Europe will need to draw on this example in the uncertain times ahead. If we do so, we can also turn uncertainty into opportunity.

    The importance of sharing the benefits of change

    The second lesson from Slovenia is that the benefits of change can – and should – be more widely shared.

    The path of renewal for Europe is inescapably linked with new technology, especially digitalisation. But new technologies can sometimes lead to uneven labour market outcomes.

    Slovenia has undergone remarkable technological change over the past 20 years. Today, the country’s level of digital development is 7% above the CEEC average and it can compete with some of the most digitally developed EU countries in certain areas.[6]

    Yet Slovenia’s Gini coefficient – a measure of income inequality – is the second lowest in the OECD.[7] The country also benefits from high levels of gender equality. Female labour force participation is higher than the EU average and nearly equal to that of men.[8]

    Many in Europe are worried about the challenges ahead, such as the effects of artificial intelligence on social inclusion. But we should let Slovenia’s example inspire us.

    With the right approach, we can move forward and become more technologically advanced while ensuring everyone can benefit from the gains.

    And when everyone benefits, Europe benefits too. Over three-quarters of citizens in Slovenia feel attached to Europe, and almost two-thirds identify as both Slovenian and European – levels that are well above their respective EU averages.[9]

    Conclusion

    Let me conclude.

    In today’s uncertain world, Europe must learn “to stand and withstand”. And it can do so by looking to Slovenia as an example of how to overcome challenges that come its way.

    First, we must work hard to sow the seeds of success. And then, as the folk singer Vlado Kreslin sings, “vse se da” – “everything is possible”.

    NASA’s Europa Clipper has embarked on its long voyage to Jupiter, where it will investigate Europa, a moon with an enormous subsurface ocean that may have conditions to support life. The spacecraft launched at 11:06 a.m. CDT on Oct. 14 aboard a SpaceX Falcon Heavy rocket from Launch Pad 39A at NASA’s Kennedy Space Center.

    The largest spacecraft NASA ever built for a mission headed to another planet, Europa Clipper also is the first NASA mission dedicated to studying an ocean world beyond Earth. The spacecraft will travel 1.8 billion miles on a trajectory that will leverage the power of gravity assists, first to Mars in four months and then back to Earth for another gravity assist flyby in 2026. After it begins orbiting Jupiter in April 2030, the spacecraft will fly past Europa 49 times.
    “Congratulations to our Europa Clipper team for beginning the first journey to an ocean world beyond Earth,” said NASA Administrator Bill Nelson. “NASA leads the world in exploration and discovery, and the Europa Clipper mission is no different. By exploring the unknown, Europa Clipper will help us better understand whether there is the potential for life not just within our solar system, but among the billions of moons and planets beyond our Sun.”
    Approximately five minutes after liftoff, the rocket’s second stage fired up and the payload fairing, or the rocket’s nose cone, opened to reveal Europa Clipper. About an hour after launch, the spacecraft separated from the rocket. Ground controllers received a signal soon after, and two-way communication was established at 12:13 p.m. with NASA’s Deep Space Network facility in Canberra, Australia. Mission teams celebrated as initial telemetry reports showed Europa Clipper is in good health and operating as expected.
    “We could not be more excited for the incredible and unprecedented science NASA’s Europa Clipper mission will deliver in the generations to come,” said Nicky Fox, associate administrator, Science Mission Directorate at NASA Headquarters. “Everything in NASA science is interconnected, and Europa Clipper’s scientific discoveries will build upon the legacy that our other missions exploring Jupiter – including Juno, Galileo, and Voyager – created in our search for habitable worlds beyond our home planet.”
    The main goal of the mission is to determine whether Europa has conditions that could support life. Europa is about the size of our own Moon, but its interior is different. Information from NASA’s Galileo mission in the 1990s showed strong evidence that under Europa’s ice lies an enormous, salty ocean with more water than all of Earth’s oceans combined. Scientists also have found evidence that Europa may host organic compounds and energy sources under its surface.
    If the mission determines Europa is habitable, it may mean there are more habitable worlds in our solar system and beyond than imagined.
    “We’re ecstatic to send Europa Clipper on its way to explore a potentially habitable ocean world, thanks to our colleagues and partners who’ve worked so hard to get us to this day,” said Laurie Leshin, director, NASA’s Jet Propulsion Laboratory (JPL). “Europa Clipper will undoubtedly deliver mind-blowing science. While always bittersweet to send something we’ve labored over for years off on its long journey, we know this remarkable team and spacecraft will expand our knowledge of our solar system and inspire future exploration.”
    In 2031, the spacecraft will begin conducting its science-dedicated flybys of Europa. Coming as close as 16 miles to the surface, Europa Clipper is equipped with nine science instruments and a gravity experiment, including an ice-penetrating radar, cameras, and a thermal instrument to look for areas of warmer ice and any recent eruptions of water. As the most sophisticated suite of science instruments NASA has ever sent to Jupiter, they will work in concert to learn more about the moon’s icy shell, thin atmosphere, and deep interior.
    To power those instruments in the faint sunlight that reaches Jupiter, Europa Clipper also carries the largest solar arrays NASA has ever used for an interplanetary mission. With arrays extended, the spacecraft spans 100 feet from end to end. With propellant loaded, it weighs about 13,000 pounds.
    In all, more than 4,000 people have contributed to Europa Clipper mission since it was formally approved in 2015.
    “As Europa Clipper embarks on its journey, I’ll be thinking about the countless hours of dedication, innovation, and teamwork that made this moment possible,” said Jordan Evans, project manager, JPL. “This launch isn’t just the next chapter in our exploration of the solar system; it’s a leap toward uncovering the mysteries of another ocean world, driven by our shared curiosity and continued search to answer the question, ‘are we alone?’”
    Europa Clipper’s three main science objectives are to determine the thickness of the moon’s icy shell and its interactions with the ocean below, to investigate its composition, and to characterize its geology. The mission’s detailed exploration of Europa will help scientists better understand the astrobiological potential for habitable worlds beyond our planet.
    Managed by Caltech in Pasadena, California, JPL leads the development of the Europa Clipper mission in partnership with the Johns Hopkins Applied Physics Laboratory (APL) in Laurel, Maryland, for NASA’s Science Mission Directorate. The main spacecraft body was designed by APL in collaboration with JPL and NASA’s Goddard Space Flight Center, Marshall Space Flight Center, and Langley Research Center. The Planetary Missions Program Office at Marshall executes program management of the Europa Clipper mission.

    NASA’s Chandra X-ray Observatory and other telescopes have identified a supermassive black hole that has torn apart one star and is now using that stellar wreckage to pummel another star or smaller black hole, as described in our latest press release. This research helps connect two cosmic mysteries and provides information about the environment around some of the bigger types of black holes.

    In 2019, an optical telescope in California noticed a burst of light that astronomers later categorized as a “tidal disruption event”, or TDE. These are cases where black holes tear stars apart if they get too close through their powerful tidal forces. Astronomers gave this TDE the name of AT2019qiz.
    Meanwhile, scientists were also tracking instances of another type of cosmic phenomena occasionally observed across the Universe. These were brief and regular bursts of X-rays that were near supermassive black holes. Astronomers named these events “quasi-periodic eruptions,” or QPEs.
    This latest study gives scientists evidence that TDEs and QPEs are likely connected. The researchers think that QPEs arise when an object smashes into the disk left behind after the TDE. While there may be other explanations, the authors of the study propose this is the source of at least some QPEs.
    In 2023, astronomers used both Chandra and Hubble to simultaneously study the debris left behind after the tidal disruption had ended. The Chandra data were obtained during three different observations, each separated by about 4 to 5 hours. The total exposure of about 14 hours of Chandra time revealed only a weak signal in the first and last chunk, but a very strong signal in the middle observation.
    From there, the researchers used NASA’s Neutron Star Interior Composition Explorer (NICER) to look frequently at AT2019qiz for repeated X-ray bursts. The NICER data showed that AT2019qiz erupts roughly every 48 hours. Observations from NASA’s Neil Gehrels Swift Observatory and India’s AstroSat telescope cemented the finding.
    The ultraviolet data from Hubble, obtained at the same time as the Chandra observations, allowed the scientists to determine the size of the disk around the supermassive black hole. They found that the disk had become large enough that if any object was orbiting the black hole and took about a week or less to complete an orbit, it would collide with the disk and cause eruptions.
    This result has implications for searching for more quasi-periodic eruptions associated with tidal disruptions. Finding more of these would allow astronomers to measure the prevalence and distances of objects in close orbits around supermassive black holes. Some of these may be excellent targets for the planned future gravitational wave observatories.
    The paper describing these results appears in the Oct. 9 issue of the journal Nature. The first author of the paper is Matt Nicholl of Queen’s University Belfast in Ireland.

    The study of X-ray emission from astronomical objects reveals secrets about the universe at the largest and smallest spatial scales. Celestial X-rays are produced by black holes consuming nearby stars, emitted by the million-degree gas that traces the structure between galaxies, and can be used to predict whether stars may be able to host planets hospitable to life. X-ray observations have shown that most of the visible matter in the universe exists as hot gas between galaxies and have conclusively demonstrated that the presence of “dark matter” is needed to explain galaxy cluster dynamics, that dark matter dominates the mass of galaxy clusters, and that it governs the expansion of the cosmos.

    X-ray observations also enable us to probe mysteries of the universe on the smallest scales. X-ray observations of compact objects such as white dwarfs, neutron stars, and black holes allow us to use the universe as a physics laboratory to study conditions that are orders of magnitude more extreme in terms of density, pressure, temperature, and magnetic field strength than anything that can be produced on Earth. In this astrophysical laboratory, researchers expect to reveal new physics at the subatomic scale by conducting investigations such as probing the neutron star equation of state and testing quantum electrodynamics with observations of neutron star atmospheres.
    At NASA’s Marshall Space Flight Center, a team of scientists and engineers is building, testing, and flying innovative optics that bring the universe’s X-ray mysteries into sharper focus.
    Unlike optical telescopes that create images by reflecting or refracting light at near-90-degree angles (normal incidence), focusing X-ray optics must be designed to reflect light at very small angles (grazing incidence). At normal incidence, X-rays are either absorbed by the surface of a mirror or penetrate it entirely. However, at grazing angles of incidence, X-rays reflect very efficiently due to an effect called total external reflection. In grazing incidence, X-rays reflect off the surface of a mirror like rocks skipping on the surface of a pond.
    A classic design for astronomical grazing incidence optics is the Wolter-I prescription, which consists of two reflecting surfaces, a parabola and hyperbola (see figure below). This optical prescription is revolved around the optical axis to produce a full-shell mirror (i.e., the mirror spans the full circumference) that resembles a gently tapered cone. To increase the light collecting area, multiple mirror shells with incrementally larger diameters and a common focus are fabricated and nested concentrically to comprise a mirror module assembly (MMA).
    Focusing optics are critical to studying the X-ray universe because, in contrast to other optical systems like collimators or coded masks, they produce high signal-to-noise images with low background noise. Two key metrics that characterize the performance of X-ray optics are angular resolution, which is the ability of an optical system to discriminate between closely spaced objects, and effective area, which is the light collecting area of the telescope, typically quoted in units of cm2. Angular resolution is typically measured as the half-power diameter (HPD) of a focused spot in units of arcseconds. The HPD encircles half of the incident photons in a focused spot and measures the sharpness of the final image; a smaller number is better. 

    Marshall has been building and flying lightweight, full-shell, focusing X-ray optics for over three decades, always meeting or exceeding angular resolution and effective area requirements. Marshall utilizes an electroformed nickel replication technique to make these thin full-shell X-ray optics from nickel alloy.
    X-ray optics development at Marshall began in the early 1990s with the fabrication of optics to support NASA’s Advanced X-ray Astrophysics Facility (AXAF-S) and then continued via the Constellation-X technology development programs. In 2001, Marshall launched a balloon payload that included two modules each with three mirrors, which produced the first focused hard X-ray images of an astrophysical source by imaging Cygnus X-1, GRS 1915, and the Crab Nebula. This initial effort resulted in several follow-up missions over the next 12 years and became known as the High Energy Replicated Optics (HERO) balloon program.
    In 2012, the first of four sounding rocket flights of the Focusing Optics X-ray Solar Imager (FOXSI) flew with Marshall optics onboard, producing the first focused images of the Sun at energies greater than 5 keV. In 2019 the Astronomical Roentgen Telescope X-ray Concentrator (ART-XC) instrument on the Spectr-Roentgen-Gamma Mission launched with seven Marshall-fabricated X-ray MMAs, each containing 28 mirror shells. ART-XC is currently mapping the sky in the 4-30 keV hard X-ray energy range, studying exotic objects like neutron stars in our own galaxy as well as active galactic nuclei, which are spread across the visible universe. In 2021, the Imaging X-ray Polarimetry Explorer (IXPE), flew and is now performing extraordinary science with a Marshall-led team using three, 24-shell MMAs that were fabricated and calibrated in-house.
    Most recently, in 2024, the fourth FOXSI sounding rocket campaign launched with a high-resolution Marshall MMA. The optics achieved 9.5 arcsecond HPD angular resolution during pre-flight test with an expected 7 arcsecond HPD in gravity-free flight, making this the highest angular resolution flight observation made with a nickel-replicated X-ray optic. Currently Marshall is fabricating an MMA for the Rocket Experiment Demonstration of a Soft X-ray (REDSoX) polarimeter, a sounding rocket mission that will fly a novel soft X-ray polarimeter instrument to observe active galactic nuclei. The REDSoX MMA optic will be 444 mm in diameter, which will make it the largest MMA ever produced by MSFC and the second largest replicated nickel X-ray optic in the world.
    The ultimate performance of an X-ray optic is determined by errors in the shape, position, and roughness of the optical surface. To push the performance of X-ray optics toward even higher angular resolution and achieve more ambitious science goals, Marshall is currently engaged in a fundamental research and development effort to improve all aspects of full-shell optics fabrication.

    Given that these optics are made with the electroformed nickel replication technique, the fabrication process begins with creation of a replication master, called the mandrel, which is a negative of the desired optical surface. First, the mandrel is figured and polished to specification, then a thin layer of nickel alloy is electroformed onto the mandrel surface. Next, the nickel alloy layer is removed to produce a replicated optical shell, and finally the thin shell is attached to a stiff holding structure for use.
    Each step in this process imparts some degree of error into the final replicated shell. Research and development efforts at Marshall are currently concentrating on reducing distortion induced during the electroforming metal deposition and release steps. Electroforming-induced distortion is caused by material stress built into the electroformed material as it deposits onto the mandrel. Decreasing release-induced distortion is a matter of reducing adhesion strength between the shell and mandrel, increasing strength of the shell material to prevent yielding, and reducing point defects in the release layer.
    Additionally, verifying the performance of these advanced optics requires world-class test facilities. The basic premise of testing an optic designed for X-ray astrophysics is to place a small, bright X-ray source far away from the optic. If the angular size of the source, as viewed from the optic, is smaller than the angular resolution of the optic, the source is effectively simulating X-ray starlight. Due to the absorption of X-rays by air, the entire test facility light path must be placed inside a vacuum chamber.
    At the center, a group of scientists and engineers operate the Marshall 100-meter X-ray beamline, a world-class end-to-end test facility for flight and laboratory X-ray optics, instruments, and telescopes. As per the name, it consists of a 100-meter-long vacuum tube with an 8-meter-long, 3-meter-diameter instrument chamber and a variety of X-ray sources ranging from 0.25 – 114 keV. Across the street sits the X-Ray and Cryogenic Facility (XRCF), a 527-meter-long beamline with an 18-meter-long, 6-meter-diameter instrument chamber. These facilities are available for the scientific community to use and highlight the comprehensive optics development and test capability that Marshall is known for.
    Within the X-ray astrophysics community there exist a variety of angular resolution and effective area needs for focusing optics. Given its storied history in X-ray optics, Marshall is uniquely poised to fulfill requirements for large or small, medium- or high-angular-resolution X-ray optics. To help guide technology development, the astrophysics community convenes once per decade to produce a decadal survey. The need for high-angular-resolution and high-throughput X-ray optics is strongly endorsed by the National Academies of Sciences, Engineering, and Medicine report, Pathways to Discovery in Astronomy and Astrophysics for the 2020s.In pursuit of this goal, Marshall is continuing to advance the state of the art in full-shell optics. This work will enable the extraordinary mysteries of the X-ray universe to be revealed.

    NASA’s Hubble Space Telescope and New Horizons spacecraft simultaneously set their sights on Uranus recently, allowing scientists to make a direct comparison of the planet from two very different viewpoints. The results inform future plans to study like types of planets around other stars.

    Astronomers used Uranus as a proxy for similar planets beyond our solar system, known as exoplanets, comparing high-resolution images from Hubble to the more-distant view from New Horizons. This combined perspective will help scientists learn more about what to expect while imaging planets around other stars with future telescopes.
    “While we expected Uranus to appear differently in each filter of the observations, we found that Uranus was actually dimmer than predicted in the New Horizons data taken from a different viewpoint,” said lead author Samantha Hasler of the Massachusetts Institute of Technology in Cambridge and New Horizons science team collaborator.
    Direct imaging of exoplanets is a key technique for learning about their potential habitability, and offers new clues to the origin and formation of our own solar system. Astronomers use both direct imaging and spectroscopy to collect light from the observed planet and compare its brightness at different wavelengths. However, imaging exoplanets is a notoriously difficult process because they’re so far away. Their images are mere pinpoints and so are not as detailed as the close-up views that we have of worlds orbiting our Sun. Researchers can also only directly image exoplanets at “partial phases,” when only a portion of the planet is illuminated by their star as seen from Earth.
    Uranus was an ideal target as a test for understanding future distant observations of exoplanets by other telescopes for a few reasons. First, many known exoplanets are also gas giants similar in nature. Also, at the time of the observations, New Horizons was on the far side of Uranus, 6.5 billion miles away, allowing its twilight crescent to be studied – something that cannot be done from Earth. At that distance, the New Horizons view of the planet was just several pixels in its color camera, called the Multispectral Visible Imaging Camera.
    On the other hand, Hubble, with its high resolution, and in its low-Earth orbit 1.7 billion miles away from Uranus, was able to see atmospheric features such as clouds and storms on the day side of the gaseous world.
    “Uranus appears as just a small dot on the New Horizons observations, similar to the dots seen of directly imaged exoplanets from observatories like Webb or ground-based observatories,” Hasler said. “Hubble provides context for what the atmosphere is doing when it was observed with New Horizons.”
    The gas giant planets in our solar system have dynamic and variable atmospheres with changing cloud cover. How common is this among exoplanets? By knowing the details of what the clouds on Uranus looked like from Hubble, researchers can verify what is interpreted from the New Horizons data. In the case of Uranus, both Hubble and New Horizons saw that the brightness did not vary as the planet rotated, which indicates that the cloud features were not changing with the planet’s rotation.

    However, the importance of the detection by New Horizons has to do with how the planet reflects light at a different phase than what Hubble, or other observatories on or near Earth, can see. New Horizons showed that exoplanets may be dimmer than predicted at partial and high phase angles, and that the atmosphere reflects light differently at partial phase.
    NASA has two major upcoming observatories in the works to advance studies of exoplanet atmospheres and potential habitability.
    “These landmark New Horizons studies of Uranus from a vantage point unobservable by any other means add to the mission’s treasure trove of new scientific knowledge, and have, like many other datasets obtained in the mission, yielded surprising new insights into the worlds of our solar system,” added New Horizons principal investigator Alan Stern of the Southwest Research Institute.
    NASA’s upcoming Nancy Grace Roman Space Telescope, set to launch by 2027, will use a coronagraph to block out a star’s light to directly see gas giant exoplanets. NASA’s Habitable Worlds Observatory, in an early planning phase, will be the first telescope designed specifically to search for atmospheric biosignatures on Earth-sized, rocky planets orbiting other stars.
    “Studying how known benchmarks like Uranus appear in distant imaging can help us have more robust expectations when preparing for these future missions,” concluded Hasler. “And that will be critical to our success.”
    Launched in January 2006, New Horizons made the historic flyby of Pluto and its moons in July 2015, before giving humankind its first close-up look at one of these planetary building block and Kuiper Belt object, Arrokoth, in January 2019. New Horizons is now in its second extended mission, studying distant Kuiper Belt objects, characterizing the outer heliosphere of the Sun, and making important astrophysical observations from its unmatched vantage point in distant regions of the solar system.
    The Hubble Space Telescope has been operating for over three decades and continues to make ground-breaking discoveries that shape our fundamental understanding of the universe. Hubble is a project of international cooperation between NASA and ESA (European Space Agency). NASA’s Goddard Space Flight Center manages the telescope and mission operations. Lockheed Martin Space, based in Denver, Colorado, also supports mission operations at Goddard. The Space Telescope Science Institute in Baltimore, Maryland, which is operated by the Association of Universities for Research in Astronomy, conducts Hubble science operations for NASA.
    The Johns Hopkins Applied Physics Laboratory (APL) in Laurel, Maryland, built and operates the New Horizons spacecraft and manages the mission for NASA’s Science Mission Directorate. Southwest Research Institute, based in San Antonio and Boulder, Colorado, directs the mission via Principal Investigator Alan Stern and leads the science team, payload operations and encounter science planning. New Horizons is part of NASA’s New Frontiers program, managed by NASA’s Marshall Space Flight Center.

    Four International Space Station crew members continue waiting for their departure date as mission managers monitor weather conditions off the coast of Florida. The rest of the Expedition 72 crew stayed focused Oct. 14 on space biology and lab maintenance aboard the orbital outpost.

    NASA and SpaceX mission managers are watching unfavorable weather conditions off the Florida coast right now for the splashdown of the SpaceX Crew-8 mission with NASA astronauts Matthew Dominick, Mike Barratt, and Jeanette Epps, and Roscosmos cosmonaut Alexander Grebenkin. The homebound quartet spent Oct. 14 mostly relaxing while also continuing departure preps. Mission teams are currently targeting Dragon Endeavour’s undocking for no earlier than 2:05 a.m. CDT on Oct. 18. The Crew-8 foursome is in the seventh month of their space research mission that began on March 3.
    The other seven orbital residents will stay aboard the orbital outpost until early 2025. NASA astronaut Don Pettit is scheduled to return to Earth first in February with Roscosmos cosmonauts Alexey Ovchinin and Ivan Vagner aboard the Soyuz MS-26 crew ship. Next, station Commander Suni Williams and flight engineer Butch Wilmore are targeted to return home aboard SpaceX Dragon Freedom with SpaceX Crew-9 Commander Nick Hague, all three NASA astronauts, and Roscosmos cosmonaut Aleksandr Gorbunov.
    Williams had a light duty day Oct. 14 disassembling life support gear before working out for a cardio fitness study. Wilmore installed a new oxygen recharge tank and began transferring oxygen into tanks located in the Quest airlock. Hague collected his blood and saliva samples for incubation and cold stowage to learn how microgravity affects cellular immunity. Pettit also had a light duty day servicing biology hardware including the Cell Biology Experiment Facility, a research incubator with an artificial gravity generator, and the BioLab, which supports observations of microbes, cells, tissue cultures and more.
    The Huntsville Operations Support Center (HOSC) at NASA’s Marshall Space Flight Center provides engineering and mission operations support for the space station, the CCP, and Artemis missions, as well as science and technology demonstration missions. The Payload Operations Integration Center within HOSC operates, plans, and coordinates the science experiments onboard the space station 365 days a year, 24 hours a day.
    The first flight of Sierra Space’s Dream Chaser to the space station is now scheduled for no earlier than May 2025 to allow for completion of spacecraft testing. Dream Chaser, which will launch atop a ULA (United Launch Alliance) Vulcan rocket and later glide to a runway landing at NASA’s Kennedy Space Center, will carry cargo to the orbiting laboratory and stay on board for approximately 45 days on its first mission.

The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF’s Executive Board for discussion and decision.

    • Growth remained resilient in 2023, despite tight financial conditions, heightened geopolitical uncertainty, and tensions in the broader region.
    • Government debt is high and additional fiscal measures and structural reforms will be needed to put it onto a durable downward path.
    • Financial stability has been well-maintained and efforts to deepen financial markets should continue.

    Washington, DC: An International Monetary Fund (IMF) mission led by Mr. John Bluedorn visited Manama during September 29–October 10, 2024 to conduct discussions for the 2024 Article IV consultation. The mission will submit a report to IMF management and Executive Board, which is scheduled to discuss the Article IV consultation in November.

    At the conclusion of the visit, Mr. Bluedorn issued the following statement:

    “Despite further tightening of financial conditions and heightened geopolitical uncertainty, Bahrain’s real GDP grew at 3 percent in 2023, while CPI inflation fell to 0.1 percent. However, the fiscal position declined in 2023, with the overall fiscal balance to GDP falling by 3.3 percentage points to –8.5 percent and gross government debt to GDP increasing by 12 percentage points to 123 percent. This marked a change from the notable improvements in 2021 and 2022 under the revised Fiscal Balance Program (FBP), when Bahrain recorded rises in the overall primary balance of about 6 percentage points of GDP on average per year. The ratio of nonhydrocarbon revenues to primary recurrent expenditures (excluding extrabudgetary spending) remained at its FBP target of about 40 percent in 2023. The current account stayed in surplus at 5.9 percent of GDP in 2023, but down from its peak in the previous year.

    “Growth is anticipated to remain at 3 percent in 2024 and rise to 3.5 percent in 2025, with the completion of refinery upgrades in the manufacturing sector and a pick-up in private sector credit growth supporting greater private investment. Over the medium-term, real GDP is expected to grow at around 3 percent, driven by nonhydrocarbon GDP, which is expected to grow to account for about 90 percent of the economy by 2029. CPI inflation is projected to rise to 1.2 percent in 2024, before steadily converging to 2 percent over the medium term.

    “To put government debt to GDP onto a durable downward path, a multi-year and pre-committed fiscal consolidation and reform package is the policy priority. In this regard, the recently introduced domestic minimum top-up tax under the OECD/G20 Inclusive Framework is welcome. However, additional steady fiscal efforts over multiple years, appropriately staggered to smooth the adjustment, remain necessary. These efforts would include raising nonhydrocarbon revenue, rationalizing current spending, and reducing subsidies while increasing social transfers to protect the vulnerable and supporting investment. This package would balance growth and equity considerations and fiscal sustainability.

    “The Central Bank of Bahrain should continue to closely follow the U.S. Federal Reserve in changes to its policy stance. Looking forward, the anticipated easing of monetary conditions will mitigate the growth impact from fiscal adjustment, which in turn further supports the build-up of external buffers. Formalizing and implementing a bank resolution framework would build on a tradition of sound financial sector supervision and regulation and help safeguard financial stability. Further developing the local currency bond market and the non-bank financial sector, while closely monitoring interconnectedness between banks and non-banks, would promote greater financial market deepening and the diversification of financing sources for the broader economy.

    “Economic diversification has progressed well, but additional reforms would foster higher, greener, and more inclusive medium-term growth. Building upon existing efforts, policies to further boost inclusion and productivity include expanding well-designed programs to enhance human capital and close identified skill gaps, improving small and medium-sized enterprises’ access to finance, and harnessing the digital transformation. By raising growth, the measures would also hasten the decline in the debt-to-GDP ratio and ease the fiscal adjustment. Gradually reducing energy subsidies while increasing renewable energy investments would also bolster Bahrain’s moves toward its emission reduction goals and ensure a smooth energy transition.
