    The Foundation for Assistance to Innovations (Bortnik Foundation) approved the allocation of a grant in the amount of 4 million rubles under the Start Digital Technologies program to residents of the Startup Studio of the Novosibirsk State University — developers of a Telegram bot for coffee shops. The founders of the project plan to create a full-fledged service based on machine learning for building “smart” marketing.

    As the developers said, the idea for the project came to them during a conversation in line for coffee at Novosibirsk State University (NSU) and consisted of creating a service that allows you to pre-order this drink to go and not waste time waiting. This is how Cloffer was born.

    To use the service, the client logs into the Telegram bot, selects a dish with optional additives, pays for the order and monitors its preparation status. The guest receives a notification about the readiness of the drink or dish. The user of the service can also receive discounts and special offers, make a deferred order, without registering or downloading any applications.

    The authors of the project successfully completed the A:START accelerator, received a ticket for residency in Akadempark, and became the owners Startup Lynch’s Grand Prize for NSU student startups this spring. A grant from the Innovation Assistance Fund will allow them to take a new step towards the widespread implementation of their product.

And first of all, we want to develop the service further: to apply machine learning methods to build “smart” marketing. We will collect as much data as possible, analyze how users behave, what factors influence their behavior and try to build personalized offers in such a way as to increase sales to establishments that have connected to our service, — said Ivan Morgun, head of the development team.

    The service’s appearance will also change: instead of a standard Telegram bot, it will receive a full-fledged graphical interface, in which you can look at images of goods and order them in a more convenient format. In addition, the service developers plan to expand their geography: not only to connect catering establishments in Novosibirsk, but also to Omsk and Tyumen.

    As the developers themselves note, the foundation’s support turned out to be useful both materially (which allowed them to devote more time to the project) and psychologically.

  • MIL-Evening Report: Space isn’t all about the ‘race’ – rival superpowers must work together for a better future

    In recent years, a new “space race” has intensified between the United States and China. At a campaign rally last weekend, Republican presidential candidate Donald Trump invoked this rivalry when declaring the US will “lead the world in space”, echoing Democratic counterpart Vice President Kamala Harris.

    Meanwhile, the president of China, Xi Jinping, has said becoming “a space power is our eternal dream”.

    But what is this latest “race” about, and are there pathways to common ground? History suggests these do exist. As a space governance specialist, I argue our future depends on it.

    The ‘race’ to the Moon

    Lunar missions have become synonymous with a “space race”. During the Cold War, the US and Soviet Union’s competition to achieve that first “one small step” on the Moon was a symbolic and strategic quest for political, technological, military and ideological dominance on Earth.

    Geopolitical tensions are again moving off-Earth. The US and China are leading separate missions which aim to return humans to the Moon. One goal is to further scientific research. But space mining and economic expansionism are also driving these efforts.

    This new “race” may give rise to new conflicts, especially over prime landing sites and valuable and scarce resources speculated to be located on the lunar south pole.

    Mining water ice could produce oxygen, drinking water and rocket fuel – all vital for sustaining lunar exploration and beyond. The Moon may also contain rare earth metals used in everyday electronics, and a rare non-radioactive isotope, helium-3, for nuclear power.

    Space mining could lead to a concerning “lunar gold rush” or trade war with nations and private actors in space. Resources mined off-Earth are predicted to be worth trillions of dollars.

    The US has a longer history of demonstrated space-faring capabilities, investments and partnerships. Yet China is catching up. While the US made its first uncrewed landing on the lunar south pole this year, China has made several landings. In June this year, China’s Chang’e 6 mission returned with the first rock and soil samples from this sought-after region of the Moon.

    How are nations working together on space?

    Both superpowers have invited other nations to join them in realising their lunar visions. This week the Dominican Republic became the 44th signatory to the US-led NASA Artemis Accords.

    Thirteen other nations are participating in the China-led International Lunar Research Station (ILRS) in collaboration with Russia. Senegal joined last month.

    With no membership overlap between the two initiatives, new “space blocs” are emerging, reflective of global power dynamics.

    The Artemis Accords and ILRS are currently not legally binding, but they will be influential in shaping space governance in the 21st century. This is because treaty-making in the United Nations’ Committee on the Peaceful Uses of Outer Space (COPUOS, established in 1959) hasn’t kept pace with the latest developments and actors in space.

    Nor has space governance adequately engaged with growing ethical questions, including on space colonisation and light pollution caused by satellites.

    We’re at a critical juncture. It’s important the emergence of these new “space blocs” doesn’t escalate into a contest over whose space governance approach prevails. Not only could this increase the risk of conflict on the lunar surface itself, but it could even fuel geopolitical instability and military competition on Earth.

    History shows we can work together

    Space has fostered cooperation even between superpower rivals during tense geopolitical times. During the Cold War, the US and Soviet Union cooperated on space governance, laws, science and technologies. This built mutual trust and eased tensions.

    Within COPUOS, nations worked together to agree on what became the first of multiple foundational space law treaties, the Outer Space Treaty in 1967. It prohibits placing nuclear weapons in space and national appropriation claims over celestial bodies like the Moon.

    A joint Moon landing never eventuated. But in 1975, the Apollo and Soyuz spacecrafts docked while in orbit. This marked the first international human spaceflight partnership, a historic feat made possible thanks to technical cooperation and diplomacy. COPUOS heralded this as inspiring ongoing cooperation.

    More recently, NASA’s International Space Station (ISS) has been an orbiting testament to coexistence. Astronauts from the US, Russia and other partners have conducted over 3,000 experiments in microgravity.

    At the recent UN Summit of the Future, video messages from the ISS and China’s Tiangong space station astronauts reaffirmed the importance of international cooperation and the peaceful uses of space.

    From rhetoric to practice

    Humanity has much to lose if global superpowers don’t cooperate on space governance. There is a real and growing risk of exporting and exacerbating our earthly conflicts in space. This will invariably increase tensions on Earth.

    The US and China need to explore opportunities to open dialogue between the Artemis Accords and ILRS. There are some similarities in their separate planned activities, governing principles and guidelines already.

    To make this happen, the US will need to revisit the 2011 Wolf Amendment, a law that restricts NASA from using its funding to cooperate with China, without congressional approval. But China has no equivalent and recently expressed its willingness to cooperate, including sharing its rock and soil samples.

    Sharing scientific information may help find initial common ground before further discussions on space governance. This could even move towards agreeing on landing sites or a lunar time zone. If a rescue mission is ever necessary on the Moon, having some compatible technology through interoperability would make it much easier.

    The US and China do actively engage in COPUOS, including in the working group on space resources. Yet treaty-making is often slow moving. This means greater opportunities for communication, consistency and certainty on space governance are imperative. This could even support multilateral efforts.

    Perhaps a joint lunar research mission between the US and China – in the spirit of the Apollo-Soyuz docking – can still happen in the future.

    In the meantime, the world needs to see space not only in terms of a “race”. It’s also an opportunity to improve international relations, benefiting our future humanity on Earth and, one day, beyond.

This major event brought together leading industry experts to discuss current issues of energy development and the region’s ecology.

    At the forum, students attended lectures and seminars on offshore projects, hydrocarbon production and processing, logistics issues, sales markets, and the professional development of young specialists. During the plenary session, the results of 30 years of work in the field of offshore projects were considered, as well as strategies for developing the energy sector in Sakhalin and the Far East.     A man has been charged with the murder of 19-year-old Mohammed Adam Abdi in Westminster.

    Awad Abdel Samad – 23 (18.11.00) of Talbot Road W2, will appear in custody at Highbury Corner Magistrates’ Court today, Friday, 10 October, charged with murder. He was also charged with possession of an offensive weapon.

    Samad was arrested by detectives on Tuesday, 8 October in Islington.

    An investigation was launched after police were called to reports of a fight in Bell Street, NW1 on Tuesday, 4 June. Officers and London Ambulance Service attended and found Mohammed suffering a stab injury – despite the efforts of the emergency services he was pronounced dead at the scene.

    Mohammed’s family continue to be supported by specially trained officers.

    Three men were arrested shortly after the incident on suspicion of murder – [A] aged 22; [B] aged 26; [C] 24. [A] and [C] have been bailed pending further enquiries; [B] has been released with no further action.

    Enquiries into the circumstances remain ongoing.

    Daiichi Sankyo has recently announced the final two-year follow-up data from the German cohort of the MILOS study. The MILOS study is a real-world investigation into the use of bempeodoic acid for managing high cholesterol levels. Bempedoic acid and its fixed dose combination with ezetimibe, with or without other lipid therapies, have been shown to significantly reduce low-density lipoprotein cholesterol (LDL) levels in patients with hypercholesterolemia or mixed dyslipidaemia. Hence, bempedoic acid in combination can advance dyslipidemia treatment, says GlobalData, a leading data and analytics company.

    Conducted across Germany, patients LDL-C levels were measured at pre-treatment, year one, and year two. Over the two-year period, LDL-C levels showed a mean reduction from 3.1 mmol/L at pre-treatment to 2.0 mmol/L at year two, representing an average decrease of 30.3%. The safety profile of bempedoic acid observed in this real-world population was consistent with that seen in the CLEAR clinical trials.

    Dr Shireen Mohammad, Senior Cardiovascular & Metabolic Disorders Analyst at GlobalData, comments: “The market for bempedoic acid in the dyslipidemia space is highly competitive, with several established players such as statins and PCSK9 inhibitors.     Detectives have named the victim of a fatal collision in Whitechapel as they appeal for witnesses or anyone with footage to come forward.

    Police were called at 00:33hrs on Saturday, 6 July to reports of a collision involving a car and a cyclist near to the junction of Cable Street and Cannon Street Road, E1.

    Police attended alongside the London Ambulance Service and London’s Air Ambulance.

    Despite the best efforts of medical professionals the cyclist, Matheus Piovesan, aged 36, who was a Brazilian national, sadly died at the scene.

    His next of kin were informed. They continue to be supported by specialist officers.

    The car that struck Matheus failed to stop at the scene.

    Following an investigation by detectives from the Met’s Serious Collision Investigation Unit (SCIU) six people were arrested in connection with the investigation.

    Three men, aged [A] 45, [B] 24 and [C] 23 were arrested on suspicion of causing death by dangerous driving and failing to stop at the scene of a collision. They were subsequently released on bail pending further enquiries.

    Two women and a man were arrested on suspicion of causing death by dangerous driving and failing to stop at the scene of a collision. They were later released with no further action.

         The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (October 10) that in view of a notification from the World Organisation for Animal Health (WOAH) about an outbreak of highly pathogenic H5N1 avian influenza in the Province of Ferrara of the Emilia-Romagna Region in Italy, the CFS has instructed the trade to suspend the import of poultry meat and products (including poultry eggs) from the area with immediate effect to protect public health in Hong Kong.

         A CFS spokesman said that according to the Census and Statistics Department, Hong Kong imported about 40 tonnes of frozen poultry meat and about 10 000 poultry eggs from Italy in the first six months of this year.

         “The CFS has contacted the Italian authority over the issue and will closely monitor information issued by the WOAH and the relevant authorities on the avian influenza outbreak. Appropriate action will be taken in response to the development of the situation,” the spokesman said.

    The value of investments in Europe will make up 60 percent of total outward investments in 2023. This is a smaller share than 5 years ago, as Danish companies have invested heavily in the USA and Asia in recent years. The value of Danish investments in the USA was kr. 274 billion in 2023, which is almost twice the amount of 2018. The USA is the largest investment country, followed by Great Britain, Germany and Sweden.

    Foreign direct investments in Denmark often pass through one or more transit countries before they reach Denmark. This is due, among other things, to complicated ownership structures, where investments from the country of origin are made via holding companies, often based in transit countries such as Luxembourg, the Netherlands and Ireland.

    The complexity of the global organization of companies can make it difficult to identify where economic activity takes place and which countries ultimately bear the risk and get the return on the investment. Therefore, the investments are also compiled based on the ultimate investor country, where there is look through of ownership structures and the country from which the investments are controlled is identified. Based on this approach the USA is clearly the country that ultimately invests the most in Denmark, but Sweden and Great Britain are also major investor countries.     Last summer, the program of events at the Yauza Ecocenter expanded by a third. This became possible thanks to proposals from Muscovites within the framework of the eponymous project on the City of Ideas platform. His goal— development of an innovative environmental education center.

    Most of the initiatives are new directions of open lectures and educational and entertainment events. They will help to form a careful attitude towards the environment in children and adults and draw attention to current environmental issues.

    From idea to implementation

    For example, on June 29, Natalia Shpachuk, a postgraduate student at RANEPA, told users during an online broadcast how nature inspires modern painters. And the idea for the lecture “Nature on the canvases of Russian artists” belongs to Muscovite Nadezhda Tyurina.

    Thanks to Yana Andrievskaya, on June 4, a lecture was held for Ecologist Day with the participation of Elena Lesnevskaya, head of the department for supervision of compliance with environmental protection and nature management laws of the Moscow City Prosecutor’s Office. The audience learned how the department identifies, suppresses and prevents environmental violations.

    In the Chermyanka Park, on the initiative of Svetlana Astashina, regular classes are held where children are taught to recognize different species of animals and plants listed in the Red Book. And on June 29, a master class called “Drawing Nature” was held there, proposed by another participant in the project, Irina Motkina.

    In addition, on June 9, the Garden of the Future Park hosted an eco-festival with master classes and an entertaining and educational program, and on May 16, the Rostokinsky Aqueduct Park gave out seedlings to everyone who wanted them. City residents were able to visit the historical terrain cure, which covers the Rostokino, Bogorodskoye and Sokolniki districts, on June 23 and 30. And on June 20, an eco-walk was held along the Chermyanka River valley in honor of World Flower Day.

    The Ecocenter’s immediate plans

    In total, experts selected 103 ideas within the project — all of them will be taken into account when drawing up the program of events at the eco-center. Thus, in October, lessons about the world around us will be held for preschoolers and primary school students.

    Open lectures on the work of the park’s environmental service specialists are planned for October 19. Visitors will also be told about methods for measuring the ecological footprint and how a person can reduce environmental pollution. Another meeting will be devoted to the importance of preserving rare endemic species of Moscow and the region, and the consequences of their disappearance from the region’s ecosystem.

    On November 23, the eco-center will host a program of events called “Ecological Day for Families,” where participants will be offered to make an eco-feeder, take part in a thematic brain ring, and much more.

    At the beginning of December, visitors will be told about volunteering in the field of ecology and environmental protection, the legal status of organizations and how to become their member.

    Platform “City of Ideas” has been operating since 2014. During this time, more than 500 thousand users have joined it. They share suggestions on how to make life in the capital more comfortable. More than six thousand ideas have already been implemented. They concern electronic services, culture, entrepreneurship, healthcare, education, transport and other important aspects of city life. The project is being developed by the State Institution “New Management Technologies” andThe capital’s Department of Information Technology.

  • MIL-OSI Russia: A new boulevard will appear in the Obruchevsky district under the integrated territorial development program

    During the redevelopment of an inefficiently used territory in the South-West Administrative District, a pedestrian boulevard will be built. This was announced by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “A new green zone will appear in the Obruchevsky district – a landscaped pedestrian space with an area of 0.82 hectares. It will be created as part of the reorganization of an inefficiently used territory with an area of 9.31 hectares under the program of integrated development of territories (IDT). The boulevard will run from Arkhitektora Vlasova Street along Proektiruemy Proezd No. 7515 to Akademika Chelomeya Street. Local residents, as well as employees of institutions located in this area of the city, will get a new place for walking and recreation,” said Vladimir Efimov.

    The KRT program site is located near the Vorontsovskaya station of the Big Circle Line of the metro. According to the project, public and business facilities will be built here.

    “By 2027, administrative and office buildings with a total area of 24.5 thousand square meters with shops, cafes, restaurants and banks will be erected on the site of the wasteland and obsolete buildings. In addition, an educational institution for a thousand school and 275 preschool places will be built, as well as a sports and fitness complex with an area of 9.35 thousand square meters, next to which a new boulevard will be located,” specified the Minister of the Moscow Government, Head of the Department of City Property

    The design solutions approved by the Committee for Architecture and Urban Development of the City of Moscow (Moskomarkhitektura), including those under the KRT program, meet the needs of city residents for a comfortable and well-thought-out environment, noted Juliana Knyazhevskaya, chairman of the department. When developing projects, their impact on the appearance of the city, as well as the architectural and functional features of the territory where they are planned to be implemented, are taken into account.

    Earlier Sergei Sobyanin told, that within the framework of 236 integrated territorial development projects, about 1.25 thousand hectares of urban spaces will be improved. New parks, squares, walking areas, sports grounds, bike paths, entertainment and recreation areas will appear in the capital.

    According to the program of integrated development of territories, multifunctional city quarters are being created, where roads, comfortable housing and all necessary infrastructure are being designed on the site of former industrial zones and inefficiently used areas. Currently, 236 KRT projects with a total area of more than 3.1 thousand hectares are at various stages of implementation in the capital. Their development is underway on behalf of Mayor of Moscow.

    Any change to Scotland’s climate targets must be met by robust plans for accelerated climate action, says Scottish Green co-leader Patrick Harvie.

    Mr Harvie’s comments come ahead of today’s Stage 1 Scottish Government debate on the Climate Change (Emissions Reduction Targets) Bill, which will amend its targets following confirmation from the UK Climate Change Committee that Scotland’s 2030 targets are now out of reach.

    Mr Harvie said:

    “If the Scottish Government is changing its climate targets then it must urgently upscale and accelerate the action it is taking to meet them. Business as usual isn’t good enough, we cannot continue as we are, not if we want to have any kind of liveable future.

    “The reality is that we are years behind where we need to be. The collective failure to hit our targets must be a source of shame for all parties, but it must also be a wake-up call.

    “From rejecting new fossil fuel exploration to meaningfully investing in public transport and active travel to reduce the number of cars on our roads, we need to see bold new thinking and robust plans to get there.

    “The challenge has been made far harder by 14 years of Tory governments who were actively working against our climate, but that does not excuse the failures of successive Scottish Governments.”

    Last month the Scottish Greens published The Climate Reset, a policy paper by the Scottish Green MSP group that called for the Scottish Government to decarbonise transport by removing peak rail fares and diverting funding from its climate wrecking plans to dual the whole A96 into public transport.

    The paper called for a real and urgent transition plan for the energy sector, urging the Scottish Government to maintain its presumption against new oil and gas exploration while rejecting the proposed expansion of the gas-fuelled power station at Peterhead.

    The friendly Whiteley health walk gathers on Wednesdays at 2pm outside Meadowside Leisure Centre and heads off for some fresh air and conversation. Its members say that coming along has helped not only their physical health but their mental health. 

    Clive, who lives in Whiteley, said: “I was pre-diabetic and the doctor put me on an app to encourage me to become more active and do more walking. Then I noticed the wellbeing walk poster and when I realised I lived so close to it, it was really a no-brainer. It has all made a big difference. I have lost two stone and my blood pressure has come down.

    “I love being out and about and meeting people. What’s great with the walk is that you can just come and turn up if you want, which takes a lot of the pressure off. It probably sounds silly but I was surprised that were so many men walking too. It’s enjoyable to chat to different people, and the walk leaders are brilliant.”

    Ian lives in Fareham and joined a few months ago after a health scare: “I spotted the poster about the walk in the doctor’s surgery – it was just what I was looking for and it’s much more enjoyable than I expected as it’s not only the walk, it’s meeting the people too – the other walkers are lovely.

    “I needed short walks as I had a serious blood clot so I needed to get moving, but not go too far. I have gradually expanded how far I walk and it’s been absolutely fantastic. I love talking to so many different personalities and I enjoy it when we go for a coffee together too.” 

    Stephen from Whiteley enjoys the company too: “After I lost my wife four years ago, I needed something to get me out of the house and into the fresh air where there were other people to talk to – I have been coming to this walk now for a couple of years.

    “I am from Lancashire originally and we moved down here in 2017 as two of our daughters live here and the other is in London. I enjoy the walks a lot; I do all three walks in the area every week.”

    Why not give one of the walks a go? We work with Community First on our supported health walks, which take place in Winchester, Bishop’s Waltham, Weeke and Colden Common as well as Whiteley. There’s a new Winnall walk too.

    There’s also a new seated exercise class in Whiteley community centre – pop along on Fridays at 10am (£4 a session).

    Housing and mental health are often linked. Living in stable, good quality, safe housing is a protective factor for good mental health and wellbeing – but poor mental health can make it harder to cope with housing problems, and being homeless or having problems where you live can make your mental health worse.

    Homelessness, rough sleeping and poor living conditions can also make people feel more isolated and more likely to experience stigma and poorer health.

    A World Homeless Day stall will be in Queen Square from 10am today supported by Wolverhampton BID on behalf of Alternative Giving CIO, P3, Changing Lives, Wolverhampton Homes, Good Shepherd Ministry, The Haven, SUIT and others. 

    John Denley, Wolverhampton’s Director of Public Health, said: “Around a quarter of people in England are likely to experience a mental health problem but, among people experiencing homelessness, and those at risk of homelessness, that number is much higher.

    “As a city, we are committed to supporting people who are homeless, who may risk losing their home, or are otherwise suffering from mental health issues, and – this World Mental Health Day and World Homeless Day – I would encourage people to seek the support they, or their loved ones, may need.”

    Following the Wolverhampton Homeless Health Needs Audit, recognising the barriers that people experiencing homelessness may face in accessing mental health support, homelessness and mental health has been recognised as a key priority for 2024/2025 by the One Wolverhampton Adult Mental Health Strategic Working Group.

    Chair Laura Brookes said: “Poor mental health is both a cause and consequence of homelessness. Drawing on people’s lived experiences to develop a peer support model for mental health and wellbeing in Wolverhampton will enable people experiencing homelessness to access tailored support to build their social and recovery capital.”

    Tom Hayden, Chief Executive Officer of the Good Shepherd Wolverhampton, added: “At the Good Shepherd, we offer a range of services to support people experiencing many complex issues including homelessness and mental health, and, so often, those two will be linked.

    “For example, we run a Breakfast Club where we provide food and drink, a shower and a change of clothes to those who have been rough sleeping, but from there we have been able to help people into accommodation, or to access some of the support groups that we deliver on a weekly basis.

    “These include specific groups to discuss experiences and emotions, meaningful activities including walking, cooking classes and fishing, and our LEAP project, which offers people with lived experience structured volunteering opportunities alongside studying for a diploma.”

    Rosneft summed up the results of the XIX Review-competition “Best in Profession”, which is held annually among representatives of the main blue-collar professions and engineering specialties of the Company. In the final stage, 600 workers competed for the title of the best, and taking into account the selection stages, more than 10 thousand workers and engineers took part in the competition.

    The “Best in Profession” competition is an important part of the motivation program, corporate training, as well as raising the level of professional skills of employees, the prestige of blue-collar jobs, production culture and industrial safety. The competition helps to strengthen team spirit and employee involvement.

    Dstl will test a short wave infrared camera to identify objects in orbit over the South Pole as part of a space domain awareness trial.

    LISSA nanosatellite

    The UK is to collaborate with Canada on the Redwing microsatellite Space Domain Awareness (SDA) mission scheduled to launch in 2027.

    Redwing will track objects in congested orbits with improved sensors, and provide near real-time tasking in response to evolving space events.

    Redwing, which is the size of a small washing machine, will be directed and tasked by the Department of National Defence’s science and technology organisation, Defence Research and Development Canada (DRDC). The satellite will itself deploy a smaller nanosatellite that will incorporate a payload from the UK’s Defence Science and Technology Laboratory (Dstl) on behalf of the Ministry of Defence (MOD) and UK Space Command.

    Dr Gemma Bagheri, Dstl Space Research and Development Programme Manager, commented:

    Space is increasingly congested and it is vital that we keep pace with new and emerging threats. The collaboration with our Canadian partners will enable us to improve the characterisation of objects and maintain security in space to protect our mutual interests.

    The nanosatellite, roughly the size of a cereal box and known as Little Innovator in Space Situational Awareness (LISSA), will incorporate as its primary payload a Dstl experimental short wave infrared (SWIR) camera. Once separated, Redwing and LISSA will fly in tandem in sun-synchronous low Earth orbit, approximately 575km above the Earth and up to 200km apart.

    The mission will assess the capabilities of the SWIR camera with particular focus on the South Pole of Earth, where the glare from the illuminated Antarctic ice sheet can hinder object identification in orbit. Space objects over the Earth’s South Pole is less monitored than the North Pole and the mission will inform future space surveillance considerations based on findings from the mission.

    This international research cooperation between the countries provides the opportunity for joint collaboration and for developing prototype infrastructure and data processing architecture.

    Magellan Aerospace will design, build, prepare for launch, and operate the Redwing microsatellite and LISSA nanosatellite. LISSA will be built by the University of Manitoba. Bornea Dynamics has been contracted by Dstl to produce and qualify the SWIR camera payload hardware.

    The Federal Financial Supervisory Authority (BaFin) warns consumers about the website green-vest.net. According to information available to BaFin, Green-Vest Investment Company, Dallas, USA, offers financial and investment services there without authorization.

    On 25 April 2024, BaFin issued a warning about the identical website green-vest.io, which was allegedly also operated by Green-Vest Investment Company.

    Anyone providing financial or investment services in Germany may do so only with authorisation from BaFin. However, some companies offer these services without the necessary authorisation. Information on whether a particular company has been granted authorisation by BaFin can be found in BaFin’s database of companies.

    The information provided by BaFin is based on section 37 (4) of the German Banking Act (Kreditwesengesetz – KWG).

    The deterioration of human rights in Haiti continues to shock with another horrifying killing last week. The growing recruitment, exploitation, and abuse of children combined with a significant increase in the use of sexual violence to spread fear and punish communities are sickening. This is in addition to kidnapping and murder that have long been used by criminal gangs to inflict suffering on the population.

    Stability and security are vital components to tackling the scourge of gangs, and to this end we strongly supported the UN Resolution to bring about the Multinational Security Support mission to Haiti. Furthermore, the UK has pledged £5 million to the Support mission to assist the Office of the High Commissioner for Human Rights in ensuring the deployment’s compliance with international standards on human rights, conduct and discipline.

    We continue to take action against perpetrators of human rights abuses in Haiti through sanctions, and co-sponsored the latest designations agreed by the UNSC last month.

    A new term at college or university has begun and students are being encouraged to look after their mental health. Students feeling down or under stress should talk to someone they trust and get support.

    Stress and pressure

    This is a period of huge change for students. New responsibilities can lead to feelings of stress, such as:

    • living away from home
    • moving into a new house
    • making new friends
    • starting a new course

    Some students may also need to find a part-time job to help support their studies, which can be an added pressure.

    A certain amount of stress is normal but it’s really important students know that looking after their mental health is just as important as looking after their physical health.

         ​Hong Kong Customs effected two dangerous drug trafficking cases between October 7 and yesterday (October 9), and seized about 24.5 kilograms of suspected ketamine with an estimated market value of about $12 million. Three persons connected with the cases were arrested.                In the first case, through intelligence analysis and risk assessment, Customs on September 27 inspected a seaborne consignment, declared as carrying household goods and personal effects and arriving in Hong Kong from Germany, at the Kwai Chung Customhouse Cargo Examination Compound. Upon inspection, Customs officers seized a total of about 15.5kg of suspected ketamine with an estimated market value of about $7.5 million inside three different boxes of goods, including toys, rice cookers and protein powder.     Upon a follow-up investigation, Customs officers conducted a controlled delivery operation on October 7 and arrested a 31-year-old male consignee, who claimed to be a driver, in Sham Shui Po.                The investigation is ongoing and the arrested man has been released on bail pending further investigation.           For the second case, through risk assessment, Customs officers on October 7 inspected an express air parcel, declared as carrying monosodium glutamate and arriving in Hong Kong from the Netherlands, at the airport. Upon examination, about 9kg of suspected ketamine, disguised by packaging of monosodium glutamate, was found in the parcel. The estimated market value of the drugs was about $4.4 million.     After a follow-up investigation, Customs officers yesterday arrested a male youth and a man, aged 16 and 20, who were suspected to be connected with the case in Chai Wan and Tsz Wan Shan respectively.     An investigation is ongoing.               Customs will continue to enhance enforcement against drug trafficking activities through intelligence analysis. The department also reminds members of the public to stay alert and not to participate in drug trafficking activities for monetary returns. They must not accept hiring or delegation from another party to carry controlled items into and out of Hong Kong. They are also reminded not to carry unknown items for other people, nor to release their personal data or home address to others for receiving parcels or goods.     Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.                Members of the public may report any suspected drug trafficking activities to Customs’ 24-hour report hotline 182 8080 or its dedicated crime reporting email account (crimereport@customs.gov.hk) or online form (eform.cefs.gov.hk/form/ced002/).
