    The commercial output of the Angarsk Polymer Plant serves as the basis for the production of a wide range of products at Russian enterprises. Technical ethylbenzene is used to produce styrene and is used in organic synthesis. Petroleum benzene is used to obtain synthetic rubbers, plastics, synthetic fibers, dyes, surface-active substances (SAS) and medicinal substances.   • MIL-OSI Russia: Rosneft Ski Track was held in four Russian cities

    Rosneft organized mass ski races in four cities of presence – Angarsk, Krasnoyarsk, Nefteyugansk and Ufa. More than 1800 people took part in the Rosneft Ski Race – employees of the Company’s enterprises and their family members.

    Support for mass sports is one of the key areas of social work of Rosneft Oil Company and its subsidiaries.

    The cross-country skiers competed in distances from 500 m to 10 km in six age categories. The youngest skier was only 3 years old, and the oldest athlete was 82 years old.

    The competitions were organized at a high level – with professional judging, medical care, awarding of winners and prize winners in all disciplines. Ski preparation areas, heated changing rooms and rest areas were also equipped. A cultural program and a children’s corner were provided for young skiers.

    The most massive corporate competitions are the Summer and Winter Sports Games, in which more than 20 thousand employees of the Company participate. “Rosneft Ski Track”, which was held for the first time, will become an annual event and will expand the geography of participants.

    Rosneft carries out large-scale work to promote sports and a healthy lifestyle among both its own employees and the population in the regions where the Company operates. Ice arenas, sports complexes and multifunctional sports grounds are built in the regions using funds from Rosneft and its subsidiaries.     The annual photo exhibition “Attraction of the Arctic” opened on Tverskoy Boulevard in Moscow. The photo exhibition was organized by Rosneft Oil Company together with the non-governmental development institute “Innopraktika”.

    The exhibition includes unique shots from the atlas “Russian Arctic. Space. Time. Resources” (a joint project of Rosneft and Innopraktika), photographs from Rosneft research expeditions and pictures of the Company’s facilities. Residents and guests of the capital will be able to see icy landscapes, large-scale polar research, the unique beauty of the Arctic and its amazing inhabitants, many of which are listed in the Red Book. The exhibition is open to everyone until January 30.

    Rosneft is implementing a comprehensive scientific research program in the Arctic region. Since 2012, the company has conducted more than 30 expeditions in five Arctic seas and collected a unique layer of information about this region. Geological, oceanographic, hydrometeorological and environmental research is carried out in cooperation with the country’s leading scientific institutes.

    In the fall of 2020, during a research expedition, the first stratigraphic drilling of wells in the Kara Sea in the history of continental shelf studies was carried out. In 2021 and 2022, Rosneft continued research in the waters of the Laptev Sea and the Chukchi Sea. The extracted core is being studied by specialists from Innopraktika at the Geological Faculty of Lomonosov Moscow State University. These studies are of great importance for understanding the geological structure of the Russian Arctic. In 2022, the stratigraphic drilling project was awarded a diploma as a laureate of the International Competition of Scientific, Scientific-Technical and Innovative Developments Aimed at the Development and Development of the Continental Shelf.

    Rosneft and the Russian Arctic National Park jointly implemented the Clean Arctic project to study the impact of economic activity during the Soviet era on Arctic ecosystems. This was the first time such a program was implemented in Russia.

    Specialists from Orenburgneft, which is part of Rosneft’s production unit, have successfully tested an innovative domestic video surveillance system using machine learning and artificial intelligence technology. The system’s task is to monitor and control the use of personal protective equipment (PPE) by employees on the territory of production facilities.

    Digitalization in all areas of the Company’s activities is one of the key objectives of the Rosneft-2030 strategy. The introduction of digital technologies increases the efficiency and speed of decision-making throughout the entire production chain.

    The intelligent video surveillance system made it possible to monitor the use of individual and collective PPE by workers at the production facility in real time. When violations are detected, the system automatically takes a screenshot of the frame and highlights the area of the violation in color. This information is sent to the responsible specialist, as well as to the data storage cloud.

    Video analytics is one of the most promising areas of digitalization of business processes based on machine vision technologies. Orenburgneft plans to use these technologies at production facilities to improve industrial safety.

  • MIL-OSI Russia: Bashneft Reduces Carbon Footprint in Bashkortostan

    Bashneft (part of Rosneft) has begun ground monitoring of methane emissions at the company’s production facilities using modern high-precision equipment. The company’s specialists have taken measurements using ground monitoring equipment at 29 industrial sites, thanks to which the carbon footprint at these facilities has been minimized.

    Progressive movement towards carbon neutrality is one of the important vectors of development of Rosneft Oil Company. The company aims to achieve leadership positions in the field of minimizing the impact of its production assets on the environment.

    The implementation of the Company’s promising project is being carried out in a key region for Bashneft by engineers from Bashneft-Dobycha LLC. A complex of high-tech equipment equipped with laser, ultrasonic and thermal imaging sensors allows specialists to identify and eliminate unregulated sources of greenhouse gas emissions at production facilities.

    The start of ground monitoring of methane emissions was a logical addition to the aerial monitoring that Bashkir oil workers began in 2021. Then, using domestic unmanned aerial vehicles equipped with laser gas analyzers, high-resolution photo and video cameras, 26 industrial facilities of the enterprise were surveyed. This year, ground and aerial monitoring has already been carried out at 56 facilities, including oil and gas treatment units of Bashneft-Dobycha LLC.

    Taking into account the experience and results obtained, Bashkir oil workers have developed an optimal program for monitoring methane emission sources, in accordance with which it is planned to study all the enterprise’s site facilities in 2023.

    Since 2019, Rosneft has been systematically implementing a comprehensive program to monitor and reduce greenhouse gas emissions. The expansion of this program, as well as the use of unmanned aerial vehicles, laser and thermal imaging scanning devices, and ultrasonic detectors help minimize the impact on the environment.

    Bashneft-Dobycha LLC is the key production asset of Bashneft Oil Company. It implements investment gas program measures aimed at reducing the impact of oil production on the environment and achieving a level of 95% rational use of associated petroleum gas.

  • MIL-Evening Report: Kamala Harris maintains narrow lead in key states in US presidential race

    The United States presidential election will be held on November 5. In analyst Nate Silver’s aggregate of national polls, Democrat Kamala Harris leads Republican Donald Trump by 49.3–46.2, a slight gain for Trump since last Monday, when Harris led Trump by 49.3–46.0.

    Joe Biden’s final position before his withdrawal as Democratic candidate on July 21 was a national poll deficit against Trump of 45.2–41.2.

    In economic data, the US added 254,000 jobs in September and the unemployment rate slid 0.1% to 4.1%. The unemployment rate had peaked at 4.3% in July.

    The US president isn’t elected by the national popular vote, but by the Electoral College, in which each state receives electoral votes equal to its federal House seats (population based) and senators (always two). Almost all states award their electoral votes as winner-takes-all, and it takes 270 electoral votes to win (out of 538 total).

    Relative to the national popular vote, the Electoral College is biased to Trump, with Harris needing at least a two-point popular vote win to be the Electoral College favourite in Silver’s model.

    In the key states, Harris remains ahead in Silver’s poll aggregates by one to two points in Pennsylvania (19 electoral votes), Michigan (15), Wisconsin (ten) and Nevada (six). If Harris wins these four states, she probably wins the Electoral College by at least 276–262. Trump leads by 0.5 points in North Carolina (16 electoral votes), one point in Georgia (16) and 1.2 points in Arizona (11).

    In Silver’s model, Harris has a 56% chance to win the Electoral College, unchanged since last Monday’s article. The FiveThirtyEight model was more favourable to Harris in September, but now gives her a 55% chance to win. It’s close to a 50–50 probability for either candidate, but Harris remains a slight favourite.

    There are still more than four weeks to go until the election, so there’s time for the polls to change and for one candidate to have a decisive Electoral College advantage on election day. Or the polls could be understating either Harris or Trump, in which case the candidate that benefits from the poll error could have a decisive win.

    Thumping lead for LNP in Queensland

    The Queensland state election is on October 26. A Freshwater poll for The Financial Review, conducted September 26–29 from a sample of 1,067, gave the Liberal National Party (LNP) a 56–44 lead, a five-point gain for the LNP since the previous Freshwater poll in July 2023.

    Primary votes were 43% LNP (up three), 30% Labor (down four), 12% Greens (up one), 8% One Nation (up one) and 7% for all Others (down one).

    Labor Premier Steven Miles had a net approval of -5, while LNP leader David Crisafulli had a +15 net approval. Crisafulli led Miles by 46–38 as preferred premier.

    The poll asked about the federal leaders’ Queensland ratings, with Anthony Albanese at net -17, while Peter Dutton was at net zero. Queensland is a Coalition-friendly state at federal elections relative to the national results.

    Federal Newspoll quarterly data

    On September 30, The Australian released aggregate data for the four Newspolls taken from July to September, which had a combined sample size of 5,035. The Poll Bludger said the Coalition led in New South Wales by 51–49, unchanged on the June quarter.

    Coalition gains lead in Morgan poll

    A national Morgan poll, conducted September 23–29 from a sample of 1,668, gave the Coalition a 51–49 lead, a 1.5-point gain for the Coalition since the September 16–22 Morgan poll.

    Primary votes were 38% Coalition (up 0.5), 30% Labor (down two), 13.5% Greens (up one), 4.5% One Nation (down 0.5), 9.5% independents (steady) and 4.5% others (up one).

    The headline figure uses respondent preferences. But if preferences were assigned using the 2022 election flows, Labor led by 51.5–48.5, a 0.5-point gain for the Coalition. There was an unusually large gap last week between the two measures.

    Resolve poll on Middle East conflict

    Voting intentions have not yet been released from a national Resolve poll for Nine newspapers that was conducted October 1–5 from a sample of 1,606. Regarding the political response in Australia to the Middle East conflict, 22% thought Dutton and the Liberals had responded best, 18% Albanese and Labor and 6% Adam Bandt and the Greens, while 55% said none had responded best or were unsure.

  • MIL-OSI Russia: Rosneft Conducts Field Research of the Northern Forest Deer Population in the Tyumen Region

    As part of the Rosneft program for biodiversity conservation, the first summer field studies of the reindeer population in the Tyumen region have been completed. The forest subspecies of the animal is under threat of extinction and is listed in the Red Book of the region.

    In 2022, RN-Uvatneftegaz, which is part of the Rosneft oil and gas production complex, together with the Tobolsk Complex Research Station of the Ural Branch of the Russian Academy of Sciences, began implementing a long-term program to study and preserve the population of northern forest deer in the Uvatsky District of the Tyumen Region.

    The first field studies and their interpretation were conducted from May to October on an area of more than 62 thousand hectares (including within the license areas of RN-Uvatneftegaz). Based on the analysis of about 22 thousand high-resolution digital aerial photographs taken using unmanned aerial vehicles, the first encouraging results were obtained – individual forest reindeer (8 adults and 2 young of the year) were identified, as well as their numerous trails. The data indicate that the animals not only migrate across the territory of the Uvatsky District, but also breed here.

    Scientists have proposed measures aimed at preserving and further increasing the number of forest reindeer in the studied area, and have outlined a plan of specific activities for 2023, including the organization of artificial salt licks, the installation of camera traps to obtain more complete information about their lifestyle and characteristics, and conducting a winter route census of animals. Work on studying new areas is also planned.

    RN-Uvatneftegaz plans to use the research results in the development of the Uvat project fields as part of a set of measures aimed at preserving the disappearing symbol of the Siberian taiga.

    The company intends to pay special attention to environmental education work among the region’s population. Thus, this year, with the support of RN-Uvatneftegaz, a book about specially protected natural areas of the Tyumen Region was published for the first time. It included information about 102 nature reserves and monuments that form the ecological basis of the region, as well as the endangered and rare species of birds and animals living there, including the northern forest deer.

    Environmental protection is an integral part of the corporate culture and one of the key principles of Rosneft. The company has been a member of the UN Global Compact for over 10 years, confirming its commitment to the 17 UN goals in the field of sustainable development. Rosneft, as part of its Strategy, implements a number of programs to study and preserve flora and fauna in the regions of its presence. Since 2014, more than 20 projects have been completed, including research into rare animals, birds and fish, as well as the preservation of the national culture of indigenous peoples.

    RN-Uvatneftegaz is engaged in exploration and development of a group of fields located in Western Siberia in the Uvatsky District of the Tyumen Region. The Uvatsky project includes 19 licensed areas with a total area of over 25 thousand km2.     A craftsman who is an individual entrepreneur ceases his activity. He is then removed from the trades register and placed in receivership and liquidation. The liquidator requests that the auction of the craftsman’s main residence be ordered. The latter opposes this sale because his main residence is unseizable and takes legal action.

    The Court of Appeal rejects the craftsman’s request and authorises the sale of his main residence to continue. In its view, the craftsman’s main residence can be seized because the collective proceedings were opened after the craftsman was removed from the trade register.

    The Court of Cassation quashes and annuls the appeal decision. According to it, the exemption from seizure of the main residence remains as long as the rights of the creditors to whom it is enforceable have not been extinguished. Thus, the cessation of professional activity does not put an end to this exemption from seizure.

    Please note

    In this case, it remains possible for the creditor to initiate proceedings against the sole trader’s main residence only if his claim does not arise from the latter’s professional activity.

    The exemption from seizure of the main residence does not apply when the tax administration is responsible for the entrepreneur’s share:

    fraudulent maneuvers (concealment of purchases and sales, failure to declare taxable transactions not recorded in the accounts, etc.); serious and repeated failure to comply with tax obligations.

  • MIL-OSI Russia: Rosneft Opens Scientific and Educational Center in Ufa

    Rosneft has opened a scientific and educational center based on the Mining and Oil Faculty of the Ufa State Petroleum Technological University. The Rosneft-USPTU center is equipped with the latest equipment, some of which has no analogues. More than 800 students and postgraduates will be trained here annually.

    A large educational project is being implemented with the participation of the Government of the Republic of Bashkortostan, the Ministry of Science and Higher Education of Russia – the founder of USPTU.

    With the support of the Company, a comprehensive modernization was carried out in the five-story building of the Mining and Petroleum Faculty with an area of 6 thousand m2. The building is equipped with advanced scientific and educational equipment, intended, among other things, for core research and the study of hard-to-recover hydrocarbon reserves.

    The scientific and educational center has 15 educational clusters, which consist of 26 specialized laboratories (exploration and drilling; development and exploitation of deposits), 8 digital modeling classes and 2 technosphere safety laboratories.

    The educational center has a modern drilling simulator, which students can use in virtual reality to conduct, among other things, major well repairs.

    Rosneft – USPTU opens up broad opportunities for masters and postgraduate students who carry out scientific research in areas relevant to the Company, including in the field of hard-to-recover hydrocarbon reserves and new materials used in drilling to improve the efficiency of well construction.

    Local firefighters and first responders face the dual burden of operational response and personal recovery for Hurricane Helene

    WASHINGTON — At the direction of FEMA Administrator Deanne Criswell to support the whole of government response, U.S. Fire Administrator, Dr. Lori Moore-Merrell, met with firefighters and emergency response teams last week in North Carolina, South Carolina and Tennessee to discuss ongoing recovery efforts and assess their urgent needs. Today, the Fire Administrator met with fire chiefs in Augusta, Georgia to visit the Emergency Operation Center and fire stations, survey devastation, and work with the fire chief in a food and water distribution line. 

    “I had the opportunity to visit multiple active scenes across the impact zones and talk with the responders.” said Fire Administrator Moore-Merrell. “As you look into their eyes, it is completely evident that they are mission-driven and passionate about what must be done. Every block is searched not once, not twice but often three times as these rescuers dig down through debris. For each person, they’re not just here to help a community, it is personal. Seeing so much destruction on this large scale in their own communities means that they are rescuing or helping people to recover that they might know. These are their neighbors, friends and even family members.”

    Throughout this multi-state visit over several days, the Fire Administrator supported ongoing efforts by FEMA and the U.S. Fire Administration (USFA) to expedite the deployment of additional resources, personnel and equipment to the hardest-hit areas. The Fire Administrator pledged continued support and coordination with state and local governments to ensure first responders can conti­­nue to serve their communities effectively in the weeks and months to come.

    During the visit to South Carolina, the Fire Administrator met with a family of a fallen firefighter killed at the beginning of the storm and expressed the federal family’s gratitude and continued support. 

    In North Carolina, the Fire Administrator visited Asheville Fire Department Station 13, Swannanoa Volunteer Fire Department, Garran Creek Fire Rescue, and Fairview Volunteer Fire Department. FEMA Incident Management Teams were complemented by local firefighters at every stop. One of the most valued assets on any team were the peer counselors and clinicians.  Going forward, USFA will prioritize mental health resources for all Helene responders.

    The visit to Kingsport and Johnson City EOC and to the town Erwin, Tennessee displayed the need for multifaceted search techniques involving firefighters, K-9, LEOs, heavy equipment operators, and structural engineers was widespread. The coordination among federal Urban Search & Rescue, local responders, and state teams was seamless.

    On her visit to Shreveport, Louisiana, she met with firefighters from San Diego Fire Department and Urban Search and Rescue California Task Force 8

    who were injured in a traffic accident on their way to help Hurricane Helene survivors.

  • MIL-OSI Russia: Rosneft Opens Network of Ultra-Fast Charging Stations in Moscow Region

    Rosneft has opened a network of ultra-fast charging stations for electric vehicles at its own filling stations in the Moscow region. The Company’s filling stations have 27 charging stations with a capacity of 150 kW, allowing the battery of an electric vehicle to be charged to 80% in just 20 minutes. The equipment supports various international charging standards (CCS, CHAdeMO and Type2) and fully complies with international requirements.

    The project to develop charging infrastructure in the Moscow region was implemented jointly with Rosseti as part of an agreement signed at SPIEF 2021.

    Currently, 52 charging stations have been installed at Rosneft filling stations in St. Petersburg near the Lakhta Center, the Leningrad, Moscow, Lipetsk, Voronezh regions, Krasnodar Krai and the Republic of Buryatia.

    Expanding the range of customer services is one of the key areas of the retail business of Rosneft Oil Company. The company is systematically developing related services. Currently, at the filling stations managed by Rosneft, you can not only fill up and wash your car, but also drink freshly brewed coffee, have a snack, buy goods in a store or use other convenient services.

    The development of the charging infrastructure will allow drivers to charge electric vehicles at the extensive network of Rosneft gas stations in Russia. The company will continue to further develop the charging infrastructure at gas stations in accordance with demand forecasts and the development of the electric vehicle market.

  • MIL-OSI Russia: Large-capacity equipment for gasoline production delivered to Ryazan Oil Refinery

    Large-tonnage equipment – two reactors for the gasoline catalytic reforming unit – was delivered to the production site of the Ryazan Oil Refinery Company (part of Rosneft). The reactors are 6.5 and 7.5 meters high, respectively, and weigh 30.7 and 39.1 tons. The reactors were delivered to the plant by specialized motor transport. The equipment was designed and manufactured at a Russian enterprise.

    The catalytic reforming unit plays an important role in the production of high-octane gasoline of the Euro-5 environmental class. The plant produces up to 300 thousand tons of stable catalysate annually.

    Replacing the reactors at the plant will allow the production of a catalyst with a higher octane number (96 or more) and will also increase the catalyst’s regeneration life, which will further improve the quality of the gasoline produced.

    Ryazan Oil Refinery is implementing a large-scale investment program to modernize production, aimed at increasing the depth and volume of processing, improving operational efficiency, environmental and industrial safety. The projects implemented within the program allow the plant to produce gasolines with improved environmental and operational properties – Euro 6, AI-100, as well as low-sulfur marine fuel. The use of digital technologies has made it possible to automate the management of technological processes and industrial safety systems at the main technological units of the enterprise.

  • MIL-OSI China: Tourism festival ignites consumption boom in Shanghai

    China’s Shanghai, an economic powerhouse and also a popular tourist destination, is seeing a boom in cultural and tourism consumption following the launch of a tourism festival ahead of this year’s week-long National Day holiday, also known as “golden week,” which started on Oct. 1.

    From dazzling parades to exciting cultural exhibitions, the 35th Shanghai Tourism Festival dropped its curtain on Sunday, having created an unforgettable experience for both residents and travelers from around the world.

    This year’s festival, which opened on Sept. 14, generated total tourism consumption of 92.4 billion yuan (about 13 billion U.S. dollars), a 4.2-percent increase compared to the previous festival. The occupancy rate of hotel rooms in Shanghai during this period was 61 percent — 2 percentage points higher than during the previous edition, data from the Shanghai Municipal Administration of Culture and Tourism shows.

    Notably, the “Great Art of Dunhuang” exhibition, which started during the festival and will run through December, features 168 sets of the most representative and rare artworks from the Dunhuang Academy collection. Since its launch on Sept. 20, this exhibition has attracted more than 40,000 domestic and international visitors, with over 200,000 tickets sold. Many young tourists came to the exhibition in traditional Chinese Hanfu clothing.

    Overseas performance teams also returned after a five-year hiatus at this year’s festival, appearing in the opening parade and various celebration activities. Philipp Betschart, a performer from Switzerland, was fully immersed in the charm of the “China Travel” fiesta. Lauding China’s expanding visa-free policy, he said it has allowed foreign performers more time for both rehearsals and sightseeing.

    Betschart and his team were deeply impressed by the historical buildings of the Bund in Shanghai and the Zhujiajiao ancient town, while they fell in love with delicacies such as Xiaolongbao (or steamed soup dumplings).

    During the festival, authorities in the city’s 16 districts have taken advantage of their unique resources and organized a variety of festive events, turning Shanghai into a vast “urban theme park.”

    “We will foster more innovative scenarios, business models and formats that synergize culture, commerce, tourism, sports and exhibitions, aiming to enhance the quality of urban tourism in Shanghai and draw more visitors from home and abroad,” noted an official with the municipal administration of culture and tourism.

  • MIL-OSI China: Chinese hospital promotes heart disease treatment without radiation

    A Chinese hospital specializing in cardiovascular care has widely applied a radiation-free percutaneous intervention method in its treatment of heart disease.
    The treatment, introduced by Fuwai Hospital under the Chinese Academy of Medical Sciences (CAMS), is guided by ultrasound images and involves sending the treatment instruments from the peripheral blood into the heart in a minimally invasive manner.
    This method avoids the use of surgery and radiation, and even allows patients to remain awake during the treatment process.
    Pregnant women, allergy sufferers and cancer patients can also receive this treatment, and the technical difficulty has been reduced as expensive imported large devices are not required, according to the hospital.
    This procedure is expected to enhance the capacity of primary medical services and make effective heart disease treatment available to outpatients. Therefore, access to heart disease treatment in countries and regions with limited medical resources will be improved.
    This form of heart treatment has received funding from the United Nations.
    Thus far, Fuwai Hospital has invented more than 17 new treatments to deal with different types of cardiovascular diseases such as congenital heart disease, valvular disease and arrhythmia — achieving 65 patents.
    In addition, the hospital has also developed a series of therapeutic instruments and equipment, including an ultrasonic catheter and a surgical robot. Of these items, 23 are available both in China and abroad.
    Medical teams from the hospital have been invited to conduct surgeries and introduce Chinese treatment solutions in more than 30 countries, including France, Germany, Canada, Russia and Kenya.

    In her mission letter to Commissioner-designate for Climate, Net Zero and Clean Growth Wopke Hoekstra, Commission President Ursula von der Leyen states that a framework to ‘further scale down and phase out the use of fossil fuel subsidies’ is to be created.

    This goal is important, and has also been underlined many times by Parliament. However, a key part of such a goal is to agree on a common definition of what constitutes, and what does not constitute, a fossil fuel subsidy. As far as I know, a commonly acknowledged definition of this does not exist today.

    In light of this, I would like to ask the Commission the following:

    The Commission fully respects the responsibility of the Member States for the content of teaching and the organisation of education and training systems, in line with Articles 165 and 166 of the Treaty on the Functioning of the European Union .

    The Commission actively promotes vocational education and training (VET) as an attractive choice needed for an agile labour market.

    This is reflected in the Council Recommendations on VET[1] and on Europe on the Move[2], the latter setting an ambitious target for VET learner mobility.

    With the European Vocational Skills Week[3] and the European Year of Skills[4] the Commission has actively promoted VET as an attractive career and learning pathway across Europe in the past years.

    Through programmes like the European Social Fund Plus, the Recovery and Resilience Facility and Erasmus+, the Commission funds projects that modernise VET systems notably in view of the green and digital transitions, enhance career guidance, and foster collaboration between education providers and employers to ensure high-quality vocational training, as for example with the Erasmus+ Centres of Vocational Excellence[5].

    The Commission has adopted several initiatives to facilitate the immigration of skilled workers and to make the EU more attractive for non-EU citizens, such as the Skills and Talent package[6] from 2022, the Skills and Talent Mobility package[7] from 2023, and the recently adopted Action Plan to tackle Labour and Skills Shortages[8].

    Once in place, the EU Talent Pool will help employers to attract skilled third-country nationals when the talent they need cannot be found on the EU labour market.

    The Just Transition Fund plays a crucial role in supporting regions and workers in Greece and other Member States that are being affected by the transition towards climate neutrality. The fund offers economic and technical support for these countries to decarbonise and restructure their economies, to avoid a rise in regional inequalities. However, the transition is a years-long process that often exceeds the limited time frames of EU funding periods. Every region faces different challenges to different degrees and experience so far has highlighted the need to secure resources and tools that ensure workers are protected and that economic restructuring can continue beyond 2027, particularly in regions that are impacted the most because their GDP is reliant on lignite[1].

    In view of the upcoming revision of the cohesion policy and the planning of the new MFF 2028-2034, can the Commission answer the following:

    • 1.Does it plan to propose keeping and reinforcing the Just Transition Fund as a separate funding instrument in the next MFF?
    • 2.How will it ensure that the Just Transition Fund goes on supporting the regions that are dependent on economic activities with high carbon emissions, particularly where decarbonisation is still in its infancy?
    • 3.What steps does it intend to take to strengthen social conditionality and environmental protection during the implementation of the Just Transition Fund so as to ensure that the transition is truly just and sustainable for all EU citizens?

    Speaking at the opening of the conference in the presence of the IIFT Vice-Chancellor, Professor Rakesh Mohan Joshi, WTO Deputy Director-General Xiangchen Zhang stressed the importance of the WTO Chairs Programme (WCP) network in fortifying the multilateral trading system and guiding both current and future trade negotiations. “Trade negotiations cannot succeed if only a few voices are heard,” he said. “Every country, regardless of size or wealth, has a stake in the system and should actively shape its future. Universities and academic institutions such as the WTO Chairs have a critical role to play.”
    Ajay Bhadoo, Additional Secretary of the Department of Commerce in India, highlighted the rapid transformation of the global trade environment, driven by factors such as digital trade, sustainability goals, and supply chain resilience. “Asia and Africa are at the nexus of these changes,” he noted, emphasizing that these regions are pivotal in driving the next phase of global trade expansion, which must be inclusive, sustainable and equitable.
    Throughout the conference, participants engaged in discussions on critical issues, including regional approaches to international trade, with experts calling for stronger connections between regions to promote “re-globalization” in the face of current global challenges.
    Another key topic of discussion was the role of digital technology in empowering marginalized groups, including small businesses, women, and youth. Participants highlighted the WCP’s efforts in building resources to support this goal, stressing the need for inclusive digital policies.
    The conference also explored how international trade could support sustainable climate actions, particularly in the areas of clean energy, agricultural sustainability, and green industrial policies. The vital importance of minerals essential for the transition to net-zero emissions, as well as the need for climate-resilient agricultural trade policies, was also discussed.
    Ambassador Senthil Pandian, India’s Permanent Representative to the WTO, commended the WTO chairs’ efforts in advancing international trade knowledge across all regions. “This conference has underscored the immense potential within Asia and Africa and the opportunities to forge stronger partnerships to develop capacity in trade,” he said.
    France’s Permanent Representative to the WTO, Ambassador Emmanuelle Ivanov-Durand, also emphasized the value of knowledge exchange. “It is even more valuable between countries from different continents where interests can be understood differently but where strong partnerships can be found,” she said. France is the largest donor of the WCP.
    Ambassador Jung Sung Park, Deputy Permanent Representative of the Republic of Korea to the WTO, reaffirmed the importance of collaboration between Asia and Africa, which together account for approximately half of the WTO’s membership. He stressed that evidence-based research is crucial to shaping a more inclusive and sustainable global trade system, and praised the WCP for its role in bridging academia, policymakers and the public.
    Julian Storm, Economic Counsellor  at the Australian High Commission in India, represented Australia, a donor to the WCP, at the event. “Australia believes global trade must be inclusive, and growth must benefit developing economies,” he stated. “The best way to achieve this is by ensuring we have a WTO that is durable, fit for purpose, and works for all.”
    The conference concluded with remarks from Satya Srinivas, Additional Secretary of the Department of Commerce in India and chief negotiator for the India-European Union free trade agreement, who praised the event for encouraging critical discussions on governance and sustainable development, particularly within the context of the UN Sustainable Development Goals.
    The WTO Chairs Programme seeks to foster research, build capacity, and facilitate meaningful dialogue on international trade issues among policymakers and key stakeholders. This conference laid a robust foundation for future collaboration between the WTO, the Government of India and the wider regions of Asia and Africa, paving the way for strengthened partnerships and deeper engagement in shaping the global trade landscape.

    The EU Deforestation Regulation (EUDR)[1], adopted by the European Parliament and the Council, was published in the Official Journal of the EU on 9 June 2023 and entered into force on 29 June 2023.

    The EUDR is designed to apply in an even-handed and non-discriminatory manner, i.e. to all commodities and products produced inside as well as outside the EU. All commodities and products covered by the EUDR will be subject to the same standards and definitions.

    As a regulation, the EUDR is binding and directly applicable in all Member States (Article 288 of the Treaty on the Functioning of the European Union).

    As an instrument of Union law, the EUDR prevails over Member States’ laws. This also applies to the definition of ‘forest’ in Article 2(4) of the EUDR.

    The EUDR does not aim to harmonise national legislation on forestry . There is no mechanism to resolve conflicts between the EUDR and national legislation on forestry foreseen, as the EUDR sets the ‘deforestation-free’ requirement for products placed on the Union market and national forestry law is still applicable pursuant to Article 2(40).

    The definitions used in the EUDR rely on the definitions of the Food and Agricultural Organisation (FAO). These definitions are the basis for the obligations for competent authorities of the Member States, stakeholders in the EU and in third countries Pursuant to Recitals 36 and 37 of the EUDR, the Commission plans to adopt formal guidelines to provide guidance to all stakeholders.

    The EU Emissions Trading System (ETS) requires polluters to pay for their greenhouse gas emissions. The price of emission allowances is a key parameter of the entire system. If it is too low, the polluter can buy the necessary allowances cheaply, and the principle of paying an appropriate price for pollution caused remains unfulfilled[1]. The issue nowadays is, firstly, that European industries and power plants pay twice as much per tonne of emissions as businesses in California and ten times as much as emitters in China, which makes them uncompetitive[2]. Secondly, the price of the permit cannot be estimated in advance.[3]

    As the health insurance fund only allows regular part-time teleworking from homes in Germany, one employee, a cross-border worker who is a Belgian national and resident, has had her teleworking request denied.

    Although, as the employer, the health insurance fund acknowledges this unequal treatment of its employees, it justifies its decision by saying that the burden of the red tape and checks involved in connection with the possibly applicable legal provisions in force abroad – as well as the associated costs – would be disproportionate to the potentially small number of teleworking employees residing abroad.

    • 1.Is this form of discrimination between resident and non-resident workers compatible with the principle of equal treatment in the workplace?
    • 2.In the Commission’s view, does such discrimination against the cross-border workers of a health insurance fund constitute indirect discrimination on the grounds of nationality by that fund as the employer, given that cross-border workers are usually not from the local area?

  • MIL-OSI Europe: In-Depth Analysis – Can Banking Union foster market integration, and what lessons does that hold for capital markets union? – 02-10-2024

    Over the past decade, Banking Union (BU) regulators focused on making banks safer, resulting in stronger banks but limited euro area cross-border integration. To attain the strong and integrated financial system Europe needs going forward, BU authorities must now broaden their focus, promoting cross-border banking by removing legislative barriers that prevent or discourage it. That goal requires reducing overbanking and limiting the national authorities’ regulatory power further. It also necessitates a Capital Markets Union (CMU) under a unified supervisory control. We argue that BU and CMU are complements in a strong and integrated European financial system, and that a successful launch of CMU presupposes progress towards an integrated BU.

  • MIL-OSI Europe: Study – 10 years of Banking Union case law – how did CJEU judgments shape supervision and resolution practice in the Banking Union? – 03-10-2024

    This paper discusses EU case law developed over the past decade relating to decisions taken by the European Central Bank within the Single Supervisory Mechanism (SSM) and within the Single Resolution Mechanism (SRM). The cases centre around embracing and solidifying the BU framework, inter alia, with the admissibility to challenge ECB’s supervisory and licence withdrawal decisions, the application of national law by the ECB in its supervisory competence and the methodology attached to the setting of administrative pecuniary penalties. Other cases concern the determination of the ex-ante contributions to the Single Resolution Fund, the perimeter of resolution decision-making, and the responsibility of the decision-making bodies involved in the resolution process.

    On 6 September 2024 heavy rains caused the closure of two border crossings between France and Spain through the Bielsa and Somport tunnels – the former due to landslides and the latter due to a collapse on the French side. As a result, lorry traffic has been interrupted until the Somport tunnel is reopened, a process that the French Government estimates could take up to six months.

    This situation affects both countries, as the tunnels are a key border crossing between the Aragon and Aspe valleys, and many people cross the border every day for work, business or school purposes. Moreover, located in the Central Pyrenees, the Somport tunnel is one of the longest in Europe, serving as a major international road freight transport route, handling approximately 1 600 vehicles a day.

    • 1.What means does the Commission have at its disposal to ensure the tunnels are immediately reopened and normal operating conditions are restored?
    • 2.Does the Commission plan to activate the Solidarity and Emergency Aid Reserve (SEAR) to provide a rapid response to this unfortunate natural disaster?
    • 3.Finally, how does the Commission intend to support national authorities to improve existing transport routes and ensure the cross-border transportation of goods?

    Since 2021, the Islamic militia Al-Shabab, an affiliate of Daesh, has been responsible for violations of the human rights of the Mozambican people in Cabo Delgado province, which has led to the exodus of tens of thousands of civilians. While all this has been going on, reports have also emerged of human rights abuses committed by the military forces tasked with stopping Al-Shabab – forces made up of Mozambican and Rwandan troops.

    Recently, reports have come to light of heinous crimes committed in Afungi by Mozambican soldiers working for the French company TotalEnergies, who had been hired to protect an investment in natural gas extraction from the Al-Shabab militia. These crimes are reported to include the arbitrary executions of hundreds of people, crimes of torture, rape and the inhumane treatment of prisoners. A further issue is the possible cover-up of these crimes by senior TotalEnergies officials.

    In view of the above:

    • 1.Will the Commission call on the Mozambican Government to hold to account and punish those responsible?
    • 2.What does the Vice-President / High Representative make of allegations implicating TotalEnergies, a multinational based in a Member State?

    On October 3, 2024, a conference dedicated to the 30th anniversary of the adoption of the Accounting Act was held at the Ministry of Finance. During the event, the Minister of Finance presented the “Meritorious for Public Finances” distinctions. Andrzej Domański recalled that the Accounting Act was one of the first Polish legal acts consistent with European Union directives. Opening the conference, the Minister of Finance recalled that work on the Accounting Act was initiated in the Ministry of Finance, but it was thanks to the hard work and commitment of many people outside the ministry that the Accounting Act had a chance to be created and developed into a modern law, keeping up with the needs of various stakeholder groups. As he added, the creation and adoption of the Act at that time would not have been possible without the support of the accounting community, auditors, people involved in the development of the capital market and the scientific community. The Minister emphasized that the Accounting Act was one of the first Polish legal acts consistent with European Union directives. The essence of the changes was to abandon the detailed standards and instructions used in the previous system, in favor of entrusting accountants with the right to act independently, based on general principles and their professional knowledge and experience. Andrzej Domański also mentioned the projects currently being implemented in the Ministry of Finance in the field of accounting, including work aimed at implementing the so-called CSRD directive, systemic solutions in public accounting, or a project adapting the provisions of the Accounting Act to current legal and economic practice and technological progress. The Minister of Finance thanked the conference participants for their contribution to the development of this field, both in terms of creating law, as well as its explanation and application in practice. During the conference, Andrzej Domański presented the distinctions “Meritorious for Public Finances” to people who created the foundations of regulations in the area of accounting and took care of the development of balance sheet law. The distinctions were awarded to: Dr. Zdzisław Fedak – co-creator of the foundations of many institutions related to accounting in Poland, including the team at the Ministry of Finance dealing with legal regulations in the field of accounting and financial auditing. He participated in the creation of subsequent regulations in the field of accounting, including the Accounting Act of 1994, as editor-in-chief of the monthly “Rachunkowość”, and then also as a member of the Standards Committee. Prof. Gertruda Świderska – creator and head of the Department of Managerial Accounting at the Warsaw School of Economics in the years 1992-2018. Advisor to the Minister of Finance in the years 1992-1996, who was a member of the team creating the Accounting Act. Dr. Danuta Krzywda – co-author of the draft Accounting Act, former member of the Scientific Council of the Association of Accountants in Poland and the National Council of Statutory Auditors, representative of the KRBR in consultations with the Sejm Finance Committee on the amendment to the Accounting Act in 2000. Dr. hab. Radosław Ignatowski, prof. UŁ – member of the team creating the Accounting Act, creator of the then innovative regulations on the consolidation of financial statements, long-time member of the Accounting Standards Committee. The second part of the conference devoted to the future of accounting regulations was opened by Dr. hab. Jacek Jastrzębski, prof. Universidad de Washington, Chairman of the Polish Financial Supervision Authority. He drew attention to the importance of accounting for stakeholders, including the PFSA, the dynamics of changes in the financial and capital markets, and presented proposals for issues to be taken into account in the further development of accounting regulations. The conference was attended by representatives of institutions associating individual stakeholder groups: accountants, auditors, tax advisors, entrepreneurs, financial institutions, supervisory institutions, administration and the scientific community.

    Article 15(2) of Regulation (EU) 2023/2405 (ReFuelEU Aviation)[1] requires the Commission to assess, by 1 July 2024, possible additional measures to the weighted average approach that aviation fuel suppliers may invoke when supplying sustainable aviation fuel (SAF) to EU airports. This includes the possibility of setting up or recognising a system of tradability of SAF – a ‘book and claim’ mechanism for aircraft operators or fuel suppliers, or for both – which would facilitate the supply and uptake of SAF. The assessment and report are still pending.

    As a prime example of how to boost the competitiveness of EU industries in the twin transition of reducing emissions through the deployment of digital solutions, book and claim is technically feasible without the risk of double-counting SAF. This can be carried out via existing blockchain solutions, by installing an effective EU database or through the recognition of industry solutions.

    • 1.With the EU’s SAF blending mandate kicking in on 1 January 2025, can the Commission confirm that it will present its report in due time, so as to enable stakeholders to prepare for it?
    • 2.Could the Commission please provide an update on the preparatory actions related to a book and claim mechanism in aviation fuel?
