    The minister visited the Church of the Holy Name in Greenisland following a recent arson attack

    NIO minister Fleur Anderson and Rev Dr Isobel Hawthorne-Steele look at the damage inside the Church of the Holy Name.

    The Northern Ireland Office minister Fleur Anderson has visited the Church of the Holy Name in Greenisland to show solidarity following a recent arson attack. 

    The Church provides an integral service to local people through a community shop and a range of activities that involve all ages as well as offering a place for parishioners to gather.

    It was badly damaged in a fire on September 1. 

    Minister Anderson, who is Parliamentary Under-Secretary of State at the NIO, spoke with the Rev Dr Isobel Hawthorne-Steele, Minister of the Church about the attack and viewed the scale of the destruction.

    She also heard about the experiences of the community in the aftermath of the attack. 

    Minister Anderson said: “The discussions I had with Rev Dr Hawthorne-Steele were very constructive.

    “It was sad to see the scale of the destruction to a place that is a beacon of hope for many in the community.

    “It was encouraging to hear the positive support shown by local churches in Greenisland, the understanding shown to the families of the young boys involved and the plans for the future rebuilding.

    “I stand in solidarity with this entire community and I commend their resilience and forgiveness. 

    “I must also commend the quick response of the Northern Ireland Fire Service, and the Police Service of Northern Ireland, for their valiant efforts in tackling the blaze.”

    The Rev Dr Hawthorne-Steele said:

    “Having met with the minister it was encouraging to learn that she is a fellow community practitioner with extensive experience in building community cohesion and promoting transformative grassroots initiatives. 

    “Having spent considerable time chatting and seeing first hand the devastation caused by the fire to our parish centre and church, the minister captured the full impact of the far-reaching consequences on our church and the wider community that this disaster has caused. 

    “As a church, we greatly appreciate the fact that the minister acknowledged the efforts we are making to grow resilience in partnership with multi-faceted groups and organisations that work within this local area as we rebuild and renew our faith by revealing God’s grace.”

    The Department of International Cooperation of the Ministry of Science and Higher Education informs about the start of accepting applications for a grant for training in higher education programs – bachelor’s programs, master’s programs, postgraduate programs (doctoral studies), as well as for Arabic language courses at the Mohammed bin Zayed University for the Humanities (Abu Dhabi, United Arab Emirates).

    Russian students interested in learning Arabic are eligible to participate. The University provides grants for the following programs: Arabic language courses (30 places), and bachelor’s, master’s, and postgraduate programs (15 places).

    Information about the programs is posted on the website of the Federal State Budgetary Institution “Center for the Development of Education and International Activities (Interobrazovanie)” in the section “Academic Mobility – Programs”.

  • MIL-OSI United Kingdom: That’s a wrap: deal done for biggest sport and health investment in region

    A mind-boggling 26 leases and other legal agreements, three key sports teams, numerous sports funding and community organisations – the starting pistol has well and truly been fired on the biggest sport and health investment Plymouth has seen since the opening of the Life Centre.

    Plymouth Argyle Football Club, Plymouth Argyle Community Trust, Plymouth Albion RFC, Plymouth City Council and Devonport Community Leisure Limited have now finished the negotiations and deals around parcels of land and buildings in and around the Brickfields site in Devonport.

    With the complex paperwork complete, start on site for this transformational project is about to get underway.

    Councillor Sue Dann, Cabinet Member for Customer Services, Sports and Leisure said: “It’s been a hugely complex scheme and is the most significant sports pitch hub development in Devon and Cornwall. All the players involved have been dedicated to the idea of this transformational sports regeneration scheme – not just for the elite super fit athletes but for creating revitalised facilities for the people of Plymouth – and Devonport in particular – to help them remain healthy and well.”

    To give an idea of the complexities behind the scheme, Devonport Community Leisure Ltd had to relinquish their lease on the Brickfields building to enable the work on the hub to start. The hub is going to be run by Plymouth Argyle Community Trust, who have considerable experience of managing a community hub at Manadon. The athletic club is getting a new club house, but that means the old one will need to be demolished.

    All the facilities had to comply with the exacting standards of the sports organisations in terms of ensuring the pitches are built to the right specifications. The timetabling of planned work is all designed to cause as little interruption as possible to programmed sporting events. Tied into all of these are funding agreements from organisations such as the Football Foundation and the Government’s Youth Investment Fund.

    Part of this massive puzzle has included creating a pétanque terrain nearby for Plymouth Petanque club who had a terrain on the Brickfields site. Ensuring there is capacity for parking for visitors was also another consideration – and an underused car park is to be utilised at weekends for visitors.

    Stoke Damerel Community College is to become the new home of hockey for the west of Plymouth, with a new, 2G sand pitch for both school and community use with modern flood lighting for all year round use. It will also be used for other sports and for the day-to-day PE needs of the college. A smaller rubber-crumb 3G surface is being built for football and contact rugby training and will replace the standing 20-year-old artificial surface. An improved grass playing pitch is also planned.

    Work on these facilities is underway but for now all eyes are on the start of work at Brickfields. At the core of the proposals is a new permanent home for Plymouth Argyle’s youth wing, the Argyle Academy, and Plymouth Argyle Women.

    Extensive community and sport facilities include new grass and all-weather 3G pitches, athletics facilities for the City of Plymouth Athletics Club and other users, play zones exclusively for public use, better public access, landscaped public areas, and parking.

    Work on the community hub on the site of the former Brickfields sports centre has been progressing. The new hub, which will deliver much needed accessible and affordable community space to connect people and offer a wide range of wellbeing services.

    A graduate of the Department of Management in the Sports and Fitness Industry of the IOM GUU, Alexander Katyshev, repeatedly takes the top step of the podium at BMX competitions.

    This summer, Alexander won four gold medals at the Russian BMX Championship and became the winner of several stages of the Russian Cup.

    “Every year the level of competitions grows, and I want to thank everyone involved in the creation and implementation of such a great event,” the athlete shared on his page.

    In September, the GUU graduate once again added to his stock of gold medals by taking first place at the IX stage of the Russian Cup.

    The Nuclear Decommissioning Authority (NDA) group has today published its 2023 to 2024 socio-economic report detailing a record investment in projects across the UK.

    Over the last five years, the NDA group has invested £60 million in projects that enable permanent and sustainable change in its site communities, leveraging many millions more from partners.

    The NDA is tasked with decommissioning the UK’s earliest nuclear sites safely, securely and sustainably. Its mission is unique in that it’s required to have regard for the impact of its activities on communities living near its sites.

    NDA Director of Socio-Economics, Jamie Reed, said: “We believe that decommissioning activities should benefit local communities and that we must provide a positive legacy once our work is completed.

    “We work in partnership with local stakeholders to better understand the economic priorities I their area and how we can deliver maximum value.

    “We are immensely proud of our work with local communities to date and the vast variety of projects we’ve supported, and are very ambitious to make further progress.”

    In 2023 to 2024, the NDA group invested over £14 million of direct socio-economic funding. The report details how and where this money has been invested, including case studies reflecting how the NDA group works with communities, stakeholders and colleagues to use its funding to maximum effect. 

    These include:

    • Growing Well – a charity in West Cumbria supporting the recovery of adults suffering from mental ill health through engagement in horticultural activities. NDA is providing £195,000 in grant funding to support the extension of the project into Egremont – supporting people close to its sites whilst also providing a source of locally grown fruit and vegetable produce.
    • SOFEA – enabling disadvantaged young people in South Oxfordshire to engage with learning, skills development and work, and providing a number of social purpose projects, including community larders for those experiencing food poverty. A new training kitchen has been installed thanks to a £608,000 grant co-funded between Nuclear Restoration Services (NRS) and NDA.

    • Willie Mackie Skills Hub – the primary location in North Ayrshire for college students, primary and secondary school pupils, employers and their workforces, and residents to access high quality STEM vocational skills training. It received £499,000 in funding from the NDA and NRS, and in its first year 219 students enrolled in construction technology, trades and renewables courses.

    The report follows the publication of the NDA group’s new Social Impact and Communities Strategy in April 2024 which set out how it works to deliver the maximum positive social impact based upon the United Nations Sustainable Development Goals and independently produced economic impact assessments.

    The Social Impact and Communities Strategy aims to deliver against the following six strategic themes:

    • Resilient economies – enabling and supporting the conditions for local economic output, improved productivity, and growth.
    • Thriving communities – enabling and supporting the conditions for social cohesion, supporting disadvantaged groups and other social benefits.
    • Sustainable incomes – improving aspirations and access to work through a programme of high impact education, skills, personal development and employability support activities.
    • Sustainable growth – reflecting the importance of the climate agenda and working to achieve economic, social and competitive advantage for nuclear communities by integrating sustainable growth into socio economic interventions.
    • Social value chains – working closely with suppliers to create social impacts with the supply chain.
    • Collective impact – leveraging social impact and investment by working with stakeholders, partners and communities to practice an integrated approach and culture of delivery.

    The Guild Lounge, formerly the Guild Hall Foyer, will open to the public on Thursday 3 October with its first show in an extensive Winter programme of events – Disco Inferno – an all singing, all dancing celebration of the best of 70’s disco!

I am very delighted to join you all at the Bloomberg Buy-Side Forum Hong Kong. This flagship event brings together influential business leaders and decision makers to explore timely and transformative topics that are reshaping the asset and wealth management industry. And this is very timely. Just last week the Federal Reserve cut interest rates by 0.5 percentage points. Hong Kong quickly followed suit and the news was cheered by investors and financial markets. Also, Hong Kong ranked third globally in the Global Financial Centres Index 36 Report published two days ago, up by one place from the previous issue. Back in April this year, I had the pleasure of meeting Mr Michael Bloomberg in New York to discuss global financial trends. During my visit to the Big Apple, I also spoke about the “ABCs” of Hong Kong’s role as a global financial centre: an “anchor” for financial stability, a “buffer” against risk and a “capstan” with a strategic location in Asia. Today I would like to focus on the “D” word – “dividends”Overview     Today’s agenda explores new prospects for growth and innovation in the Asia Pacific markets, covering key topics including risk management, automation, data and technology, and more. A common factor is that all of these topics are conducive to long-term, sustainable growth and dividends for investors and the industry.     As with our ongoing efforts to boost Hong Kong’s position as the region’s premier international financial centre, Hong Kong offers three distinct types of dividends, namely “diversification”, “succession” and “silver” dividends. These will surely help investors and the industry embrace new opportunities and unleash their potential. Let me tell you how.Diversification dividend     First, Hong Kong is well poised to provide a diversification dividend with our unique geographical, functional, product and service offerings. All this ensures an excellent platform for diversification, supported by our “one country, two systems” advantages and our role as a financial “super connector” linking Mainland China and global markets. We offer abundant investment opportunities, a full suite of professional services and a top-notch regulatory framework.     In terms of investment opportunities, last year the AUM (assets under management) of Hong Kong’s asset and wealth management business reached about US$4 trillion (HK$31.193 trillion). What’s more, over half of the funds were sourced from international investors outside Hong Kong and the Mainland. In fact, in 2023, Hong Kong was the world’s second-largest cross-boundary wealth management centre, after Switzerland. Hong Kong is also Asia’s largest hedge fund hub and our private equity capital under management ranks second in Asia after the Mainland.     As China’s hub for offshore Renminbi (RMB) business, Hong Kong holds about one trillion in RMB deposits, and processes about 80 per cent of the global offshore RMB payments. We will continue to expand our RMB-denominated investment and risk-management products to suit users’ needs. For the wider financial market, we will also continue to diversify and deepen the products and services we offer, ranging from new fund structures to listing platforms.Mutual access     Mutual market access between the Mainland and Hong Kong continues to expand in scope and capacity. Up to August this year, the total turnover (including buy and sell trades) of northbound trading of Stock Connect reached about RMB20,000 billion, while that of southbound trading exceeded HK$5,600 billion. This demonstrates our pivotal role for international and Mainland enterprises as well as investors to raise funds and make investments.     The Hong Kong stock market has also seen many recent achievements. The average daily turnover of ETFs (exchange traded funds) listed in Hong Kong reached HK$11.8 billion in 2023, an increase of 20 per cent compared to 2022 (HK$9.8 billion). The derivatives market also saw the average daily trading volume of futures and options reaching 1.35 million contracts last year, further rising to over 1.5 million contracts in the first half of this year. This showcases Hong Kong’s ongoing development as an international risk management centre.     In April, the China Securities Regulatory Commission announced five new measures to support the development of Hong Kong’s financial sector. These include expanding the scope of ETFs under Stock Connect as implemented in July. The measures would also bring long-term structural enhancements to the Hong Kong market, such as including REITs (real estate investment trusts) under Stock Connect, further enriching the choice of products available.Green and sustainable finance     Meanwhile, sustainable development and technology are the emerging major forces shaping the financial industry. Demand for green finance is growing worldwide, as part of the global green transformation. Statistics show that the Asian region will require some US$66 trillion in climate investment over the next 30 years.     Zooming into Hong Kong’s green and sustainable finance market, the total green and sustainable debt (including both bonds and loans) issued in Hong Kong amounted to US$50 billion. Among which, the volume of green and sustainable bonds arranged in Hong Kong topped the Asian market, accounting for 37 per cent of the total share.        We will continue to develop Hong Kong into an international green technology and green finance centre through five key directions, namely building a green technology ecosystem; green finance application and innovation; green certification and alignment with international standards; training talents; and enhancing exchanges and co-operation with the Greater Bay Area and international markets.Virtual assets and fintech     Hong Kong is a prime destination for the development of digital finance and for fintech companies to establish or expand their business locally, regionally and globally. We are home to eight virtual banks, four virtual insurers and two licensed virtual assets trading platforms. There are also around 1 000 fintech companies operating in Hong Kong. They cover a variety of businesses including mobile payment, cross-border wealth management, AI (artificial intelligence) financial consultancy, wealth and investment management, regulatory technology and many more.     With the rapid development of the virtual asset market, Hong Kong issued the Policy Statement on Development of Virtual Assets in October 2022. We are also among the first jurisdictions to adopt a comprehensive framework to regulate virtual asset activities with robust investor protection.     Premising on a balance between appropriate regulation and market development, we will continue to provide an enabling environment and support measures. This will help to sustain the development of digital and decentralised finance, and facilitate responsible and healthy industry development. For example, we are actively establishing regulatory regimes for both stablecoin issuers and over-the-counter (OTC) trading of virtual assets. We will introduce the bill for regulating stablecoin issuers into the Legislative Council within this year. We are also reviewing the consultation feedback for virtual asset OTC trading to examine ways to improve the proposed regulatory framework.Succession dividend     Moving on to succession dividend, which is growing in prominence here. That’s because Hong Kong is home to over 2 700 single-family offices and 12 500 ultra-high-net-worth individuals. These figures speak of the city’s appeal for family offices and asset owners looking to diversify their asset portfolios and sustain family wealth for future generations.     Last year, we published the Policy Statement on Developing Family Office Businesses in Hong Kong. Since then, a series of measures have been implemented to create a favourable environment for wealth management and succession planning, adding to the already diverse investment opportunities available in the city.     To name a few, the profits tax exemption regime for single family offices’ eligible investments was introduced last year, to provide tax certainty and attract family offices to set up in Hong Kong. In recent years, our society, particularly among those who will soon retire, has clear aspirations for financial products that offer stable returns amid a changing economic environment. This is evident in the overwhelming response to the Silver Bond issuance last year – where the total application amount (around HK$71.7 billion) and the number of applications (323 789 valid applications) were at record highs.     Likewise, our MPF scheme members have similar aspirations. The Government and the Mandatory Provident Fund Schemes Authority (MPFA) persistently strive to widen the scope of permissible investments to improve risk-adjusted returns. For instance, in June 2022, the Central People’s Government, the People’s Bank of China, and the three Mainland policy banks were added to the list of “exempt authority” to facilitate MPF investment in sovereign bonds. It provides scheme members with greater access to one of the world’s largest bond markets. In June last year, we also put in place a mechanism to earmark a certain proportion of Government green bonds for priority investment by MPF funds.     These measures allow MPF fund managers to consider more investment instruments with stable returns in their portfolio management for the benefit of scheme members. As of June this year, MPF funds invested HK$8.3 billion and HK$600 million in sovereign bonds and government green bonds respectively, representing an increase of 159 per cent and 50 per cent respectively before the facilitative measures were put in place.Diversification and optimisation of MPF investment     We believe that our robust asset and wealth management industry is serving the MPF system well. It offers world-class investment management services along with a diverse range of financial products and innovative market arrangements.     In view of the growing internationalisation of the Mainland’s equity market, back in 2020, we included the Shanghai and Shenzhen stock exchanges in the list of “approved stock exchanges”, facilitating MPF investments into Mainland A-shares. Since the inclusion of the two stock exchanges, the exposure of MPF funds to Mainland A-shares has soared by 111 per cent to HK$24 billion as of June this year. Not only has this been welcomed by the market, it also provides more diversified investment opportunities for MPF assets.Fee reduction and eMPF Platform     Apart from offering a more diversified range of investment products for MPF scheme members, the Government and the MPFA are determined to explore and take forward more cost saving initiatives by leveraging innovation and technology. Launched in June this year, the eMPF Platform is a good example of how innovation and technology could resolve long-standing pain points in MPF scheme administration. They also create room for fee reductions for the ultimate benefit of scheme members.     We expect that the eMPF Platform will be fully implemented by end-2025. Through standardising, streamlining and automating different MPF administration processes, this first-of-its-kind centralised platform will significantly reduce the average MPF administration fee.     On Yunyh Lenintsev Street (land plot No. 97/4) in the Kuzminki district, construction of a residential complex under the renovation program continues. This was reported by the Minister of the Moscow Government, Head of the Department of Urban Development Policy Vladislav Ovchinsky.

    “Work is underway in the new building to install monolithic structures at the seventh floor level. It will consist of two sections of variable number of storeys. The building also includes underground parking for 57 cars,” Vladislav Ovchinsky specified.

    The sections will contain 188 apartments with improved finishing, fully in line with renovation standards, approved by the decree of the Moscow Government. In order for the house to fit harmoniously into the architectural ensemble of the area, its facades will be made of suspended three-layer wall panels faced with sawn bricks of beige shades. In addition, metal baskets for air conditioners will be installed on the facades, and the entrance groups will be decorated with stained glass.

    The area around the house will be improved and landscaped: trees and bushes will be planted, lawns will be laid and flower beds will be laid out, a children’s playground with a safe rubber surface, a sports ground, as well as an area for quiet recreation for adults will be built.

    The construction of residential buildings under the renovation program is monitored throughout all stages by the Committee for State Construction Supervision of the City of Moscow (Mosgosstroynadzor). As its head noted Anton Slobodchikov, the construction of the house has been underway since May 2023. During this time, inspectors carried out five on-site inspections, during which they assessed the quality of the work and materials used.

    The capital’s oncology service is a shining example of how new standards and approaches improve the quality and accessibility of medical care in the city. Moscow standard of oncological care, which was introduced just a few years ago, has shown very good results. For example, thanks to it, the detection rate of oncological diseases has grown to 67 percent, and it is increasing every year. And thanks to the creation of anchor oncology centers based on the leading capital clinics, the oncology service has received not only a powerful technological base, but also the ability to ensure continuity at each stage of patient treatment – from the moment of suspicion of the disease to subsequent dispensary observation.

    Despite the excellent results, the city does not stop there and continues to actively develop this area. Specialists develop new methods and algorithms, client paths that make the treatment process as transparent and understandable as possible for the patient. The most modern equipment is supplied to hospitals, existing hospital buildings are reconstructed according to uniform standards, new treatment and diagnostic complexes are built.

    A year ago, the new ultra-modern treatment and diagnostic complex of the Moscow Clinical Research Center (MCRC) named after A.S. Loginov received its first patients. Its opening was a key stage in the modernization of the capital’s oncology service. The area of over 75 thousand square meters houses a 24-hour and day hospital, an outpatient oncology care center, rheumatology and endoscopic centers, radiation therapy and radioisotope diagnostics departments, a modern pathomorphology laboratory, a powerful operating block with 18 operating rooms and other services. During the first year of operation, more than 180 thousand patients were treated in the new complex.

    Full cycle of oncological care, high-tech operations and radiation therapy

    The A.S. Loginov MCNC operates an outpatient oncology care center. A full cycle of multidisciplinary oncology care is organized here, from diagnostics and treatment to subsequent lifelong patient monitoring. Since the opening of the new building of the A.S. Loginov MCNC, oncologists of the outpatient oncology care center have conducted about 330 thousand appointments.

    Every week, doctors perform more than 200 high-tech operations in the surgical hospital. Doctors use robotic technologies, X-ray surgical systems and navigation stations. The most complex interventions are performed in a hybrid operating room equipped with an angiograph. Thanks to gentle anesthesia methods, minimally invasive operations and active postoperative recovery, patients return to full life in the shortest possible time.

    The unique technological equipment of the complex made it possible to conduct radiation therapy, which had not been performed at the A.S. Loginov Moscow Scientific Center before. Now there is a radiotherapy department with three state-of-the-art linear accelerators and a brachytherapy system. About 270 patients receive treatment daily. Since the opening of the department, more than 1.7 thousand people have undergone radiation therapy, and over 30 thousand radiotherapy sessions have been conducted. The new complex has modern linear accelerators for antitumor 3D and 4D radiation therapy. They allow procedures to be performed with the highest precision, without affecting the patient’s healthy tissues.

    From a pathomorphological laboratory to an inter-district rheumatology center

    A centralized pathomorphological laboratory operates on the basis of the A.S. Loginov MCNC complex. It conducts histological, histochemical and immunohistochemical studies, biopsy. The results of the studies allow doctors to establish an accurate diagnosis, determine the stage of the disease, and also correctly and quickly select treatment tactics. Every day, the laboratory receives materials from 300-400 patients and conducts up to 1.5 thousand studies of glass preparations.

    Since the opening of the new medical and diagnostic complex The employees of the pathological anatomy department of the A.S. Loginov Moscow Cancer Research Center have performed more than 100 thousand biopsies (about 450 thousand slides), and the time it takes to obtain the results of such studies has been reduced by one and a half times. During the time of work in the new building, specialists of the rheumatology center have held appointments approximately 60 thousand times.

    High-tech endoscopy center, multidisciplinary care and more

    At the end of 2023, the A.S. Loginov Moscow Scientific Center began operating Endoscopy center. Specialists perform diagnostic procedures there and, if possible, immediately remove neoplasms or refer the patient for surgical treatment. New modern equipment has been installed in 12 manipulation rooms, ensuring the most accurate diagnostics. Over 10 thousand studies have been conducted in the endoscopic center.

    The consultative and diagnostic department has all the capabilities to provide multidisciplinary care at the highest level. Over the year of work in the new building, more than 85 thousand patients received expert care in various areas, including gastroenterology, proctology, surgery, neurology, urology, gynecology, endocrinology, traumatology, pulmonology and cardiology.

    The most comfortable conditions for patients have been created in the hospital of the new complex of the A.S. Loginov Moscow Scientific Center. In small wards with panoramic windows, a shower and a toilet, multifunctional beds with an electric drive are installed, there is a button to call medical personnel, air conditioning and ventilation systems. A barrier-free environment has been created for people with limited mobility.

    More than 31 thousand patients have already received inpatient treatment in the new complex. In addition, about five thousand people received treatment as part of the day hospital.

    Resource center “Mosvolonter” has released a methodological guide on how to develop your own socially useful project. The material “Social design in volunteer activities” is available inelectronic library of the center. You can order it in printed form in the partner services section “Development of competencies”.

    The practical guide will be useful for volunteers who want to become authors of a social project, and for volunteer organizers who implement initiatives on a regular basis.

    “We are opening a new opportunity for volunteers – to become a co-author of social changes in the city. Our community is replenished every day with talented and creative volunteers who come with creative ideas for social projects. Methodological assistance and development of competencies will make their work systematic, competently use resources and knowledge to develop the quality of life of people and their team,” said Alexander Levit, director of the Mosvolonter resource center.

    The authors of the manual recommend starting with testing. Each of the 11 questions corresponds to the paragraphs of the manual. Incorrect answers will indicate sections that require more detailed study.

    Readers will learn that a social project is distinguished by a comprehensive approach to solving a socially significant problem; its implementation is not limited to holding one thematic event.

    Volunteers will study the main approaches to project management in the second chapter. The manual explains how to define the target audience — people who want to get the most out of the project. Another important stage is finding answers to socially significant questions, starting not from the project idea, but from people and their needs. In addition, volunteers will learn to build the logic of social design — the relationship between the goal, objectives, action plan, and project results.

    The authors dwell in detail on the topic of resources and the principles of competent budgeting, and talk about co-financing—the team’s own contribution to the implementation of the project.

    The manual also covers how to work with partners and develop fundraising, how to promote activities on social networks and how to build work with the media.

    Readers will be taught how to correctly fill out a grant application, and will be explained where to get financial support. Attracting grant funds helps to implement initiatives and open new areas, expanding the infrastructure for holding events.

    Training and skill development

    In-person training programs, books and teaching aids, as well as online courses in volunteer areas are in demand among city assistants. Over the past three years, Mosvolonter has doubled its range of educational products: in 2021, there were 20 of them, and today there are already more than 45.

    During this time, a thousand novice volunteers were trainedcourse “Get Connected!”. Another 400 team leaders and managers developed management skills inthe “Manage” program. Approximately 300 Muscovites have been trained as trainers of educational areas attraining “Teach”.

    On the eve of World Environmental Health Day, which is celebrated on September 26, mos.ru correspondents visited one of the largest environmental laboratories in the country, saw how it is set up, and learned what methods and equipment specialists use to determine the quality of air, water, and soil in the city.

    Laboratory “kitchens” for natural research

    The MosEcoMonitoring Testing Center occupies a two-story building at the address: Dalniy Pereulok, Building 2, Block 1. Here, water, soil, air, and precipitation samples are examined for more than 400 indicators. The specialists have the most modern equipment at their disposal, which allows them to obtain accurate data in a short time. Just as doctors diagnose diseases in the human body using tests, so ecologists and chemists analyze the composition of the natural environment and the level of impact of the metropolis on it.

    “This is one of the few universal laboratories of its kind in Moscow, which uses both innovative and classical research methods. The specialists are engaged not only in scheduled monitoring: they go to the site in response to requests from residents received on the hotline of the Department of Nature Management and Environmental Protection,” says Marina Petrova, head of the analytical inspection department of the State Budgetary Institution MosEcoMonitoring.

    All work processes in the testing center are subject to strict regulations. In one room, air samples are analyzed, in another – water, in a third – soil. The laboratories resemble huge kitchens – with refrigerators, cabinets, sinks, various bottles, containers and flasks, and chemists in white coats resemble chefs conjuring up another dish.

    An important indicator of environmental well-being is air quality. In the laboratory for studying samples taken from the atmosphere, the shelves are lined with flasks and test tubes of various shapes and sizes, and measuring equipment is placed on the tables: titrators, gas analyzers, aspirators and various probes.

    One of the main methods used to determine the composition of the air environment is chromatography. Special tubes filled with sorbent are used to collect samples. The aspirator they are connected to sucks in air like a vacuum cleaner, and the sorbent holds certain substances and does not release them. The sample is then sent to the laboratory.

    “We regularly monitor the areas where industrial production is located and respond to citizens’ requests. If complaints are received about air pollution in a certain area, we promptly go out to check the information and take samples. Mobile laboratories are equipped with gas analyzers, which can be used to take measurements on site, which allows us to search for the source of air pollution,” explains Marina Petrova.

    The content of various substances in the air is also determined by the classical photometric method. Various chemicals are added to test tubes, which react with the sample and produce different colors. For example, blue indicates the presence of ammonia in the air, pink indicates nitrogen oxides, pale yellow indicates the content of formaldehyde, bright yellow indicates chlorine, and red indicates hydrogen fluoride. To determine the concentration of solid particles in the air, it must be passed through a special filter, and then this filter must be weighed. This method is called gravimetric.

    “We also conduct sampling at industrial enterprises. Sampling equipment helps with this. Specialists also conduct direct measurements. For this, there are gas analyzers, probes of different lengths and diameters. The direct measurement method allows us to determine the concentration of pollutants immediately on site, other studies are conducted in the laboratory,” says Dmitry Pakhomov, Deputy Head of the Analytical Inspection Department.

    Distinguish between text and smell

    Another area of activity of the testing center is the study of the quality of water in Moscow rivers, ponds and underground waters. Samples are taken in different places of the objects with special equipment in the form of a narrow cylinder, poured into a common container for mixing, and then poured into bottles of different types – depending on the type of study. Special fixing reagents are added to some containers. After the sample arrives at the laboratory, it is registered and assigned a specific number, under which it “lives” from one to 10 days.

    “Specialists conduct water research on 42 indicators, including general chemical analysis, determination of the content of hydrogen sulfide, metals, organic substances, oil products, biochemical oxygen consumption. Gravimetric, photometric, potentiometric, titrimetric, spectral and other methods of analysis are used,” notes Marina Petrova.

    The organoleptic method is used when it is necessary to determine the smell of water. Using a water bath, the sample is heated to 20 or 60 degrees, then the specialist examines it, like a perfumer, and assigns marks on a five-point scale. In order to correctly evaluate the smell, you cannot use perfume or cosmetics.

    The transparency of water is also determined in an interesting way: it is poured into a narrow flask fixed on a stand, and printed text is placed under it. A specialist looks into the flask without glasses and drains the water using a tap until he can clearly distinguish the letters. The more water remains in the flask, the higher its transparency, and vice versa.

    The purity of water can be checked using biological testing. It is performed using two test objects: green protococcal algae, which are grown in a special climatostat cabinet in the laboratory, and ceriodaphnia crustaceans.

    “We usually use both methods, they complement each other. The prepared test object is placed in a sample of water or aqueous extract from soil or waste. Based on the lifespan and behavior of the test object in the sample, a conclusion is made about its toxicity,” says Maria Guzova, head of the biological analysis department.

    As part of the monitoring programs and at the request of residents, the testing center specialists also conduct soil sampling. They are collected using the envelope method. Up to five kilograms of soil must be collected from the corners and center of the designated square area using metal shovels and drills. The soil is then dried, cleared of stones and foreign fragments, crushed, sifted through a sieve and placed in bags. Samples collected using various methods are delivered to the laboratory, after which they are prepared for testing. This includes drying, crushing and sieving. Further testing is carried out using both the above methods and unique ones (for example, the X-ray fluorescence method).

    Moscow has a program for monitoring urban soils, which includes more than 1,300 permanent monitoring sites, and at least 300 are surveyed annually. Based on the results of the research, specialists assess the anthropogenic and technogenic load, as well as the suitability of the soil for plants.

    The capital’s road workers repaired two major highways in Lugansk and Donetsk.

    On one of the busiest highways in Luhansk, almost eight kilometers long, the asphalt concrete pavement of the roadway was renewed, sidewalks were installed, manholes were repaired, and markings were applied. In addition, public transport stops were placed there, a lighting system was installed, and the area was landscaped. For the safety of motorists, delineators with signal posts were installed and safety buffers were made.

    HANGZHOU, Sept. 25 — The third Global Digital Trade Expo opened in Hangzhou, capital of east China’s Zhejiang Province, on Wednesday, showcasing the latest technological innovations and business development of the digital economy sector.

    Themed “Digital Trade, Global Access,” this year’s edition has attracted more than 1,500 enterprises from home and abroad, among which over 300 are international companies. Over 30,000 purchasers have signed up for the event, with more than 6,000 of them from foreign countries and regions.

    A total of 446 new products and technologies are scheduled to be showcased at the five-day expo. Notably, this year’s expo has set up special exhibition areas for robots equipped with artificial intelligence (AI) innovations and the smart traffic solutions of the low-altitude economy.

    The size of China’s low-altitude economy is estimated to have exceeded 500 billion yuan (about 70.1 billion U.S. dollars) in 2023, with its scale expected to rise to 2 trillion yuan by 2030, according to the Civil Aviation Administration of China (CAAC).

    Co-hosted by the Zhejiang provincial government and China’s Ministry of Commerce, the event is currently China’s only digital trade themed expo at the national level. China’s digital industry has seen robust growth in recent years, reporting a total revenue of 32.5 trillion yuan in 2023.

  • MIL-OSI United Kingdom: Listening to feedback: changes to York’s sexual health service

    A number of changes have now been agreed to the way sexual health services are provided in York, which follows a consultation on proposed changes and listening to respondents’ feedback.

    The consultation ran between July and September and saw over 100 people respond.

    The sexual health service in York is delivered through YorSexualHealth, provided by the York and Scarborough Teaching Hospitals NHS Foundation Trust.

    The council has worked closely with the York and Scarborough Teaching Hospitals NHS Foundation Trust to review the service and its partnership, as part of the re-procurement of the service for the next 10 years.

    The consultation highlighted the need for a number of changes, following a 30 per cent reduction in the public health grant since 2015, which funds the service.

    The provision of free, comprehensive, open access sexual health and contraceptive services is a mandated Public Health function of local authorities, as part of the Health and Social Care Act 2012.

    A report was taken to an Executive meeting in June to outline what these changes could mean, before going out to consultation.

    The contract with the York and Scarborough Teaching Hospitals NHS Foundation Trust was renewed in July, and following Executive approval was extended for an additional 12-month period.

    In order to deliver the new contract, the York and Scarborough Teaching Hospitals NHS Foundation Trust and the council identified that some efficiencies would need to be made to the service. These will now be introduced soon, through a staged approach during the 12-month extension period, to ensure robust monitoring and evaluation.

    The changes include these staged service reductions over a 12-month period:

    1. A reduction in the number of clinic hours the service is open for: The council and York and Scarborough Teaching Hospitals NHS Foundation Trust listened to feedback on the Saturday closure proposals, which was unpopular with respondents. We have revised our thinking on this and are looking at closing the service at a different time to lessen the impact. Instead, the clinic will now close on a Wednesday morning.
    2. A further cap on activity relating to Preventx for York residents. (online STI testing): The service will now offer an ‘enhanced triage’ or clinician recommended approach, to ensure that service users get the right test for them, which is better for both the service user and the cost efficiency of the service. This also brings the online testing provision in line with the testing that is offered when attending the service in person.
    3. A cap on activity relating to LARC (Long-Acting Reversible Contraception) including contraceptive coils and contraceptive implants: York has a high number of LARC fitted per head of population, well above the national average. This means we are building from a strong position in access to contraception in the city, and need to ensure that this remains a specialist service available to those who need it. However, last year over 3,000 people attended for basic contraception needs, which GPs and Pharmacists can support with. Pharmacists can also issue repeat contraception and initial contraception. So our contraception activity will be focussed and prioritised according to need.

    Peter Roderick, Director of Public Health, said: “We’d like to thank everyone for their feedback during the consultation. We’ve listened to everyone’s comments and have made some changes to the proposals as a result. These service changes are not being made lightly – we know there will be impacts, and its our role to mitigate these as much as we can.

    “Sexual health services are vital, and we are proud of the quality of what has been available to people in York in recent years, and of the staff who deliver these vital services.

    “Sexual and reproductive health is not just about preventing disease or infection. It also means promoting good sexual health in a wider context, including relationships, sexuality and choices around conception. It is a vital aspect of overall health and wellbeing and of public health.

    “We are determined that we will meet York’s future needs to the same level, but there are always opportunities to make changes and do things more efficiently.

    “That is reflected in our performance figures, which reflect very well on those involved in delivering the services.”

    Jo Mannion, Consultant and Care Group Director for Family Health at York and Scarborough Teaching Hospitals NHS Foundation Trust, said: “We have successfully provided a range of high-quality, easily accessible sexual health services over the last few years, and we welcome the opportunity to build on this success in strong partnership with York.”

    The council and the York and Scarborough Teaching Hospitals NHS Foundation Trust are continuing its analysis and work towards potential commencement of a new contract (under a section 75 partnership agreement) in 2025/6,

    Sexual health services are a key part of public health and are funded via the ring-fenced Public Health Allocation.

    The current contract with York and Scarborough NHS Trust and Nimbuscare Limited was extended earlier this year, following discussions with the providers through the Sexual Health Joint Management Board, chaired by the Director of Public Health.

    A benefit of a new service contract with the current Integrated Sexual Health Services contract with York and Scarborough NHS Trust, is that they have a proven track record and have been a provider of sexual health services in York for over 10 years.

    The European Parliament,

     having regard to Commission Implementing Decision (EU) 2024/1828 renewing the authorisation for the placing on the market of feed containing, consisting of and of food and feed products produced from genetically modified maize MON 810 pursuant to Regulation (EC) No 1829/2003 of the European Parliament and of the Council and repealing Commission Implementing Decision (EU) 2017/1207[1],

     having regard to Regulation (EC) No 1829/2003 of the European Parliament and of the Council of 22 September 2003 on genetically modified food and feed[2], and in particular Article 11(3) and Article 23(3) thereof,

     having regard to the vote of the Standing Committee on Plants, Animals, Food and Feed referred to in Article 35 of Regulation (EC) No 1829/2003, on 26 April 2024, at which no opinion was delivered, and the vote of the Appeal Committee on 29 May 2024, at which again no opinion was delivered,

     having regard to Article 11 of Regulation (EU) No 182/2011 of the European Parliament and of the Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the Commission’s exercise of implementing powers[3],

     having regard to the opinion adopted by the European Food Safety Authority (EFSA) on 30 November 2023, and published on 19 January 2024[4],

     having regard to its previous resolutions objecting to the authorisation of genetically modified organisms (‘GMOs’)[5],

     having regard to Rule 115(2) and (3) of its Rules of Procedure,

     having regard to the motion for a resolution of the Committee on the Environment, Public Health and Food Safety,

    A. whereas, on 6 October 2022, Bayer Agriculture BV, based in Belgium, submitted on behalf of Bayer CropScience LP, based in the United States, an application to the Commission for the renewal of Commission Implementing Decisions 2013/649/EU[6] and (EU) 2017/1207[7]; whereas, in accordance with Article 11(4) of Regulation (EC) No 1829/2003, the period of authorisation of genetically modified pollen produced from genetically modified maize MON 810 (the ‘GM maize’) for food uses covered by Implementing Decision 2013/649/EU has been automatically extended until a decision is taken on the renewal application;

    B. whereas, on 30 November 2023, EFSA adopted a favourable opinion, which was published on 19 January 2024;

    C. whereas the GM maize has been modified to produce insecticides (‘Bt toxins’);

    Outstanding questions concerning Bt toxins

    D. whereas a number of studies show that side effects have been observed that may affect the human immune system following exposure to Bt toxins and that some Bt toxins may have adjuvant properties[8], meaning that they can increase the allergenicity of other proteins with which they come into contact;

    Bt crops: effects on non-target organisms

    E. whereas, unlike the use of insecticides, where exposure is at the time of spraying and for a limited time afterwards, the use of Bt GM crops leads to continuous exposure of the target and non-target organisms to Bt toxins;

    F. whereas the assumption that Bt toxins exhibit a single target-specific mode-of-action can no longer be considered correct and effects on non-target organisms cannot be excluded; whereas an increasing number of non-target organisms are reported to be affected in many ways; whereas 39 peer-reviewed publications that report significant adverse effects of Bt toxins on many ‘out-of-range’ species are mentioned in a recent overview[9];

    Member State comments

    G. whereas Member States submitted many critical comments to EFSA during the three-month consultation period[10], including that the compositional data for the GM maize should be checked and re-analysed and that the analysis should fulfil the present EFSA requirements, inter alia equivalence testing, and that the literature review did not include studies on the fate of Cry1Ab in the environment or on potential effects of Bt-crop residues on non-target organisms, which is problematic because publications indicate that a carryover from GM maize feed to manure may lead to exposure of soil organisms to Cry1Ab and that this may trigger negative effects on soil organisms with consequences for biodiversity and ecosystem services;

    H. whereas Regulation (EC) No 1829/2003 states that GM food or feed must not have adverse effects on human health, animal health or the environment, and requires the Commission to take into account any relevant provisions of Union law and other legitimate factors relevant to the matter under consideration when drafting its decision; whereas such legitimate factors should include the Union’s obligations under the United Nations Sustainable Development Goals (UN SDGs) and the UN Convention on Biological Diversity (UN CBD);

    Reducing dependency on imported feed

    I. whereas one of the lessons from the COVID-19 crisis and the ongoing war in Ukraine is the need for the Union to end the dependencies on some critical materials; whereas in the mission letter to Commissioner-elect Christophe Hansen, Commission President Ursula von der Leyen asks him to look at ways to reduce imports of critical commodities[11];

    Undemocratic decision-making

    J. whereas the vote on 26 April 2024 of the Standing Committee on Plants, Animals, Food and Feed referred to in Article 35 of Regulation (EC) No 1829/2003 delivered no opinion, meaning that the authorisation was not supported by a qualified majority of Member States; whereas the vote on 29 May 2024 of the Appeal Committee again delivered no opinion;

    K. whereas, in its eighth term, Parliament adopted a total of 36 resolutions objecting to the placing on the market of GMOs for food and feed (33 resolutions) and to the cultivation of GMOs in the Union (three resolutions); whereas, in its ninth term, Parliament adopted 38 objections to placing GMOs on the market;

    L. whereas despite its own acknowledgement of the democratic shortcomings, the lack of support from Member States and the objections of Parliament, the Commission continues to authorise GMOs;

    M. whereas no change of law is required for the Commission to be able not to authorise GMOs when there is no qualified majority of Member States in favour in the Appeal Committee[12];

    N. whereas, on 2 July 2024, the Commission renewed the authorisation for the placing on the market of the GM maize;

    1. Considers that Implementing Decision (EU) 2024/1828 exceeds the implementing powers provided for in Regulation (EC) No 1829/2003;

    2. Considers that Implementing Decision (EU) 2024/1828 is not consistent with Union law, in that it is not compatible with the aim of Regulation (EC) No 1829/2003, which is, in accordance with the general principles laid down in Regulation (EC) No 178/2002 of the European Parliament and of the Council[13], to provide the basis for ensuring a high level of protection of human life and health, animal health and welfare, and environmental and consumer interests, in relation to GM food and feed, while ensuring the effective functioning of the internal market;

    3. Calls on the Commission to repeal Implementing Decision (EU) 2024/1828;

    4. Welcomes the fact that the Commission finally recognised, in a letter of 11 September 2020 to Members, the need to take sustainability into account when it comes to authorisation decisions on GMOs[14]; expresses its deep disappointment, however, that, since then the Commission has continued to authorise GMOs for import into the Union, despite ongoing objections by Parliament and a majority of Member States voting against;

    5. Urges the Commission, again, to take into account the Union’s obligations under international agreements, such as the Paris Climate Agreement, the UN CBD and the UN SDGs; reiterates its call for draft implementing acts to be accompanied by an explanatory memorandum explaining how they uphold the principle of ‘do no harm’[15];

    6. Instructs its President to forward this resolution to the Council and the Commission, and to the governments and parliaments of the Member States.

  • MIL-Evening Report: Rabuka’s message to free Kanaky movement: ‘Don’t slap the hand that feeds you’

    Fiji Prime Minister Sitiveni Rabuka is cautioning New Caledonia’s local government to “be reasonable” in its requests from Paris ahead of a Pacific fact-finding mission.

    A much-anticipated high-level visit by Pacific leaders to the French territory is confirmed, after it was postponed by New Caledonia’s local government in August due to allegations France was pushing its own agenda.

    President Louis Mapou has confirmed the Pacific leaders’ mission will take place from October 27-29.

    Rabuka is one of the four Pacific leaders taking part in the so-called “Troika Plus” mission and confirmed he will be in Nouméa on Sunday.

    He told RNZ Pacific during his visit to Aotearoa last week that as “an old hand in Pacific leadership”, listening was key.

    “I’m hoping that they will be very, very reasonable about what they’re asking for,” the prime minister said.

    “When they started, the Kanaky movement started during my time as Prime Minister. I told them, ‘look, don’t slap the hand that has fed you’.

    ‘Good disassociation arrangement’
    “So have a good disassociation arrangement when you become independent, make sure you part as friends.”

    This week, Rabuka told RNZ Pacific in Apia that he would be taking a back seat during the mission.

    Veteran Pacific journalist Nick Maclellan, who is in New Caledonia, said there was “significant concern” that political leaders in France did not understand the depth of the crisis.

    “This crisis is unresolved, and I think as Pacific leaders arrive this week, they’ll have to look beyond the surface calm to realise that there are many issues that still have to play out in the months to come,” he said.

    He said there appeared to be “a tension” between the local government of New Caledonia and the French authorities about the purpose of Pacific leaders’ mission.

    “In the past, French diplomats have suggested that the Forum is welcome to come, to condemn violence, to address the question of reconstruction and so on,” he said.

    “But I sense a reluctance to address issues around France’s responsibility for decolonisation.

    ‘Important moment’
    “The very fact that four prime ministers are coming, not diplomats, not ministers, not just officials, but four prime ministers of Forum member countries, shows that this is an important moment for regional engagement,” he added.

    In a statement on Friday, the Pacific Islands Forum Secretariat said that the prime ministers of Tonga and the Cook Islands, along with Solomon Islands Foreign Affairs Minister, would join Rabuka to travel to New Caledonia.

    Tongan PM Hu’akavameiliku will head the mission, which is expected to land in Nouméa after the Commonwealth Heads of Government Meeting (CHOGM) in Samoa this week.

    Bern, 26.09.2024 – In collaboration with the Accident Prevention Bureau (BPA), Decathlon is recalling the Rockrider MTB EXPL500 and ST500 bicycle helmets. A plastic part of the helmet may break. Consumers are urged to stop using the helmet and return it to a Decathlon branch for exchange or refund.

    What danger arises from the product concerned?

    A plastic part at the back of the helmet holding the chin strap can break. In this case, the support is no longer ensured during a fall, which can lead to a risk of injury for the user.

    SNP fail to back the Fair Work Charter for hospitality workers

    The Scottish Government’s lack of up-front commitment to a fair work charter for the hospitality sector is disappointing, says Scottish Greens MSP Maggie Chapman.

    This comes following the publication of an inquiry report by the Fair Work Convention, which made 12 key recommendations, including the creation of tax incentives for businesses that pay the Real Living Wage, developing accredited training for managers to champion fair work practices, and the creation of a single Fair Work Charter under which hospitality businesses can operate.

    During portfolio questions in the Scottish Parliament, Scottish Greens MSP Maggie Chapman asked the Government:

    “The [Fair Work Convention’s] Inquiry recommends the establishment of a voluntary Fair Work Charter for Hospitality that stipulates a range of workers’ protections, from payment of the Real Living Wage and recognition of Real Living Hours to effective voice, robust anti-bullying procedures and “safe home” policies for all workers asked to travel to or from work after 11 pm.

    “Can the Minister say how quickly he expects the Charter to be in place, what mechanisms will be in place if an employer breaches any aspect of the Charter, and how he expects public bodies, including local authorities, to support the implementation of the Charter?

    “And will the Scottish Government incentivise the adoption of the charter through conditionality for public funding?”

    Answering Ms Chapman’s question, the Minister for Employment, Tom Arthur, welcomed the findings of the inquiry; however, he failed to say when the Scottish Government would fully endorse the recommendations.

    In response to the Minister’s answer, Ms Chapman said:

    “This is a bit of a disappointing response from the Minister. I had expected at least a commitment from the Scottish Government to back the Fair Work Charter, but the Government has sidestepped this answer and said nothing.

    “Just yesterday, at the launch of the report, the Minister for Employment said we need to do more to embed the fair work agenda into the structures of the hospitality industry. The Scottish Greens have been pushing to improve conditions for hospitality workers, ensuring every worker gets a real living wage and proper protections.

    “We need to see conditions in the hospitality sector rapidly improve for workers; this is such an essential part of our culture and economy, and those working in it deserve clear protection.”

    A new approach to carrying out both electrical testing and condition reports in tenants’ properties will ensure those who live in council properties are even safer moving forward.

    The new approach will ensure everyone who lives in a Sheffield City Council property will receive an electrical safety test every five years, as well as a condition check of their home.

    This was unanimously agreed at today’s (Wednesday September 25th) Strategy and Resources Committee at Sheffield Town Hall.

    In Sheffield, people are at the heart of what we do, and we are continually looking at ways to improve services for tenants. This includes being committed to keeping tenants’ homes in a good and safe condition.

    We will of course inform all of our tenants when we are due to attend their property. It is vital tenants work with us to allow the inspections to take place and ensure that their property is safe for them and their families.

    We don’t want tenants to worry about these visits, and we want to ensure people our staff will cater for the vulnerabilities of any resident which might make these essential safety visits to their home more challenging for them.

    The increased frequency of testing keeps the Council in line with the Safety and Quality Standard in the new Consumer Standards set for all local authority and housing association landlords which were put in place in April this year (2024).

    The Council owns more than 38,500 social housing properties, and these have been subject to a 10-year inspection cycle up to now. Under the new regulations, there will be 15,502 properties that fall outside of the five-year cycle window, as well as 6,436 properties that will fall outside that window by the end of 2024.

    This is part of the ongoing journey of improvement the Council’s Housing and Repairs Services are undertaking in order to comply with current regulations. Dialogue with the Regulator of Social Housing has taken place to outline our plans to ensure we quickly achieve compliance in regards to our electrical testing.

    The Housing Service is part of an ambitious Council-wide transformation programme which is called Future Sheffield [link to Future Sheffield piece on SheffNews]. This work is committed to better service delivery for residents, and will help us become the organisation we need to be, providing consistent, modern, and high-quality services that Sheffield deserves.

    The next steps are for the Council to seek two external contractors to carry out both sets of checks due to a lack of capacity to carry out such a large number of checks through our own Housing and Repairs teams.

    Therefore, the committee today approved that £19,668,000, will be spent over the next five-and-a-half years to ensure all these checks take place to keep our tenants safe. As well as covering the cost of carrying out the safety checks, this will also cover the cost of any new electrical equipment that has to be installed to future proof properties.

    Cllr Tom Hunt, Leader of Sheffield City Council and Chair of the Strategy and Resources Committee, said:

    “Sheffield City Council recognises that everybody deserves a safe, secure and affordable place to call home. Good quality homes are fundamental for enabling everyone to live happy, healthy lives.

    “Part of that is ensuring homes are kept up to standard in terms of electrical safety. The Regulator of Social Housing has brought in welcome regulatory standards for all social properties this year, which we welcome. This work will help us comply with those regulations which are there to keep social housing tenants nationwide safe in their homes.”

    From this week, zombie-style knives and machetes are now illegal to possess or sell as part of new measures introduced to halve knife crime in a decade.

    Zombie-style knives and machetes have this week (24 September) been added to the list of prohibited weapons in the Criminal Justice Act 1988 as the government cracks down on dangerous weapons with no legitimate purpose.   

    ‘Zombie-style’ is the street name given to weapons which are over 8 inches in length and often have a serrated edge, spikes or more than 2 sharp points. A full list of the features of these knives can be found in the guidance for surrender of ‘zombie-style’ knives and ‘zombie-style’ machetes.  

    NPCC lead for knife crime, Commander Stephen Clayman said:  

    Tackling knife crime requires all agencies and partners working together, approaching this from a number of different perspectives. Dealing with the accessibility of deadly and intimidating weapons is key and we are doing all we can to reduce how easily they can end up in the wrong hands. Many of these ‘zombie-style’ knives and machetes are clearly designed to intimidate and cause harm, rather than serve any practical purpose, so the ban will support us by significantly stopping their manufacture and overall availability.

    Our fight to remove knife crime from our communities has been further strengthened with the government’s recent announcements and I look forward to leading an end-to-end review of online knife sales. This is just part of the ongoing work and we will continue to work in close partnership with the Home Office, retailers and the third sector to find ways we can bring meaningful, long-term change that will make our streets safer for everyone.

    This is just one of a package of measures being introduced by the government to halve knife crime in a decade. Earlier this month, the government announced that legislation is underway to ban ninja swords and it has also commissioned the largest ever review into how knives are sold online to identify any gaps in legislation which will prevent these being sold illegally to under-18s.

    The Coalition to Tackle Knife Crime has also been launched, bringing together campaign groups, families of people who have tragically lost their lives to knife crime, young people who have been impacted and community leaders, united in their mission to save lives and make Britain a safer place for the next generation.

    From 24 September, anyone caught with a zombie-style knife or machete could face time behind bars. 

    The ban on zombie-style knives comes at the end of a Home Office run surrender scheme which allowed members of the public to hand in these types of weapons, and those who wished to do so were eligible for compensation. This scheme ended on 23 September and anyone still in possession of these weapons should safely hand them into their local police station or local surrender bin immediately.

    New store offering recycled goods opens

    PRESS RELEASE ISSUED BY REVIVE LEEDS IN PARTNERSHIP WITH LEEDS CITY COUNCIL 

    Almost 14 years after establishing its first shop reuse in Seacroft, Revive had its grand opening this week of its newest retail outlet in Hunslet.

    The Hunslet store provides everything from quality furniture and electrical items to clothes, music and books, at a fraction of the price of something new, to help local people pass on their pre-loved things.

    Revive’s five retail outlets across West Yorkshire are run by a team of 67 staff, with over 30 volunteers with people on work-based training providing practical retail and warehousing experience to give them a step-up into paid employment.

    Revive carries out electrical testing on all donated items and money from the sales go back into their two member Charities, SLATE’s The Feel Good Furniture Stores who provide work opportunities for people with learning disabilities and The St Vincent de Paul Society (England & Wales) who are working to alleviate poverty in Leeds.

    Residents can either buy or drop-off donations at the Hunslet store which is open 10am to 5:30pm, seven days a week.

    Revive work in partnership with Leeds City Council to help collect reusable donations deposited at household waste recycling centres. These items including furniture, bric-a-brac and clothing are sold at low prices at their reuse shops including sites at Kirkstall and Seacroft.

    Leeds City Council executive member for climate, energy, environment and green space, Councillor Mohammed Rafique said:

    “It’s great to see a third Revive shop being opened in Leeds that helps to build on our successful partnership together. It can only be a good thing that more and more of the fantastic reuseable items we receive at council recycling centres can find a new home whilst benefitting our local communities and the environment.”

    Louise Megson, Director at Revive, said:

    “Revive are proud to yet again open another retail outlet which not only aids in our objective to convert as much, designated waste, into reuse but also brings employment to the local communities where we are based.  Last year we saved 1,650 tonnes from the waste stream providing local people with affordable and quality goods.”

    The Hunslet shop has just under 3,000 square feet of floor space and is open seven days a week with accessible parking for two cars at the front of the store.

    Cat Smith MP joined Lancaster City Council representatives, local residents and business owners, and Historic England to celebrate the successful completion of Lancaster’s High Street Heritage Action Zone (HSHAZ) project.

    Launched in 2020 by Lancaster City Council and Historic England, the initiative has delivered over £2 million of investment to revitalise the Mill Race area in Lancaster’s city centre.

    Buildings have been revitalised, with eight properties undergoing external restoration. Four buildings have been brought back into use, breathing new life into long-vacant properties. Notable transformations include the former Colonial Amusements, which has been reborn as the Stonewell Spring wine bar and delicatessen, and the restoration of Quality Plus Furniture, on the corner or St Leonard’s Gate and Lodge Street.

    Significant repairs and improvements were made to The Grand Theatre, including render removal, masonry and structural repairs, and the addition of new windows, lighting, and signage.

    Improvements to the streetscape have been made on Damside Street and St Leonard’s Gate. Pavements have been widened with new Yorkstone paving, and pedestrian crossing points have been upgraded with customised bollards providing historical information. These changes have not only improved the look and feel of these streets but have also made them safer and more accessible for pedestrians. Lancaster Footlights who run the theatre shared that their customers had benefitted because of the streetscape enhancements.

    The project’s commitment to heritage preservation featured, with attendees on the visit learning about the support provided for the long-term repair and re-use of the Grade II* listed St John’s Church, a centrepiece of the Mill Race area.

    This year St John’s hosted a summer school run by Historic England for 21 trainees from across northern England to learn under-threat heritage craft skills. The heritage skills developed through this programme are vital, given that an estimated 86,500 new workers a year will be needed until 2050 to retrofit England’s buildings to meet Net Zero targets.

    Community engagement and education initiatives throughout the project included guided tours of the Mill Race area, and a new heritage trail along with signage has been created. Heritage skills training has been provided to over 160 people, covering topics from the care and maintenance of old properties to stained glass repair. A new app featuring archive material, photos, and historic building plans is set to launch soon, providing a valuable resource for local historians and architects.

    The visit showcased improvements for local businesses, including Tailored Hearing on St Leonard’s Gate, who have also delivered internal improvements to strengthen their business offer.

I thank Historic England for their commitment to ensuring our historical town remains a source of pride and enjoyment for all.”

    Councillor Nick Wilkinson, cabinet member with responsibility for regeneration, skills and digital innovation, stated: “As a result of the investment from Historic England, we have been able to invest in the heritage of this important part of Lancaster and ensure it is ready to play its part in our future by unlocking its economic potential. This has included safeguarding some of our most historic buildings such as the Grand Theatre, improving the streetscape and helping people to learn more about the area’s heritage.”

  • MIL-OSI Asia-Pac: Sun Dong attends automotive summit

    Secretary for Innovation, Technology & Industry Prof Sun Dong attended automotive supply chain meetings in Wuhan, Hubei Province today.

    In the morning, Prof Sun attended the 2024 China Automotive Supply Chain Conference & the Third China Intelligent Networked New Energy Vehicle Ecological Conference organised by the China Association of Automobile Manufacturers and Dongfeng Motor Corporation, as well as the launch ceremony of the International Automotive & Supply Chain (Hong Kong) Summit and the 2025 International Automotive & Supply Chain Expo (Hong Kong).

    Speaking at the conference, Prof Sun said that the automobile industry has entered the new energy era, making it an emerging industry under new industrialisation. In the Hong Kong Innovation & Technology Development Blueprint, new energy vehicles is one of the significant industries advocated for development under new industrialisation.

    He added that over the past two years or so, the Hong Kong Special Administrative Region Government attracted over 100 strategic innovation and technology (I&T) enterprises to set up their businesses in Hong Kong, including BeyonCa, a joint enterprise established earlier in the city by today’s event co-organiser Dongfeng Motor Corporation and France’s Renault Group.

    The tech chief also expressed confidence that Hong Kong can make new contributions to the innovative development of the national supply chain of the new energy vehicle industry, thereby augmenting the new advantages of Chinese vehicle brands.

    At the Dongfeng Motor Corporation, Prof Sun learnt about its latest developments, product planning and corporate culture. He also had in-depth exchanges with the corporation’s Chairman Yang Qing on its development of new quality productive forces in the future and potential co-operation opportunities between the two parties in aspects such as new industrialisation.

    He particularly hoped that both sides’ collaboration on BeyonCa setting up in Hong Kong would serve to demonstrate their co-operation with each other.

    During a tour of the assembly final workshop at the corporation’s Mengshi Tech Intelligent Park, Prof Sun experienced the functionality and performance of the latest domestic high-end off-road electric vehicles.

    In the afternoon, he visited Wuhan FineMEMS to gain an understanding of the national high technology enterprise’s research and development, and products in providing Microelectromechanical Systems sensors, and metallic thick film pressure sensors and system.

    Prof Sun then proceeded to the Wuhan University to exchange views with its leaders and experts, as well as other local higher education institutions, the Hubei Provincial Government’s Hong Kong & Macao Affairs Office, Hubei Province’s Department of Science & Technology and high-tech enterprises.

    The tech chief expressed his support for deepening I&T co-operation among higher education institutions between the two places.
