    Major repairs have begun at the My Documents government services center in the Biryulevo Vostochnoye district. It is located on Zagoryevskaya Street (building 10, block 4). The office will become more spacious and bright due to a modern approach to organizing space, a corporate style in the interior, and new furniture.

    “The government services center is located in a separate two-story building built in 1987, it occupies the first floor and part of the basement. Before the work began, the office premises were in an unsatisfactory condition. In the most frequently visited places, there were abrasions on the finish. The heating, hot and cold water supply systems required partial replacement, and the drainage and ventilation systems required modernization. The building had to be adapted to the needs of people with limited mobility,” said the first deputy head of the Moscow City Department of Capital Repairs

    Alexey Vasyutin.

    Now specialists are dismantling the old finishing of walls, floors and ceilings, as well as engineering systems. Then they will zone the premises, which will ensure sufficient width of passages for evacuation, corresponding to fire safety standards. After that, they will begin repairing engineering systems, finishing works, installing door and window units.

    The ground floor will house an entrance area with a reception desk, coffee machine, terminals, photo booth, bookcrossing point and self-service area. The building will have comfortable waiting areas, a children’s play area and a mother and child room, administrative offices for the center’s employees, changing rooms, a meeting room, a rest and dining room, an archive, and an office for informal marriage registration. The office will house a migration department, for whose specialists separate offices, a waiting area, an archive and a biometrics room will be set up. Five zones with 65 windows for receiving applicants (including for the migration department) and an extended window for people with disabilities will be equipped.

    In addition to the first floor, the government services center has a basement at its disposal, where, during the major renovation, archives for the center and the migration department will be organized and other service and utility rooms will be set up.

    Taking into account the new layout and re-equipment of adjacent systems, the power supply systems will be replaced. This will ensure safety and simplify the operation and maintenance of the premises. In addition, the hot and cold water supply systems will be updated, the heating, ventilation and air conditioning systems, video surveillance, security and fire alarms will be modernized.

    The materials for interior decoration were selected depending on the functional purpose of the premises. In the corridors, utility rooms and waiting rooms, where many visitors come every day, the floors will be made of porcelain stoneware, and in the offices and reception window areas – of quartz-vinyl flooring. The walls in the main rooms will be painted, and in the sanitary rooms – tiled. Suspended ceilings will also be installed. For people with limited mobility, unimpeded access to the service areas will be provided.

    “Special indicators and mnemonic diagrams for the blind and visually impaired will be placed on the floor and walls. They will indicate the way from the entrance to the reception, then to the reception window and back. In addition, a special restroom will be made with a button to call employees in case of emergency. To ensure the safe evacuation of people from the premises of the public service center, a warning and evacuation management system will be installed, which will duplicate the visual information,” added Alexey Vasyutin.

    The major overhaul of the My Documents government services center is planned to be completed in the third quarter of 2025.

  • MIL-OSI Russia: More than 5.9 thousand people visited the Moscow Model pavilion as part of the Moscow Stories campaign

    Over the past weekend, more than 5.9 thousand people visited the temporary exhibition center for urban development in the “Moscow Model” pavilion at VDNKh. This was reported by the Minister of the Moscow Government, Head of the Department of Urban Development Policy of the city Vladislav Ovchinsky.

    On September 21 and 22, group sightseeing tours of the architectural model of the capital and colorful lighting shows were held for everyone as part of the Moscow Stories campaign, dedicated to World Tourism Day. The Moscow Model pavilion was visited by residents of more than 30 Russian cities, including St. Petersburg, Voronezh, Saratov, Kazan and Nizhny Novgorod, as well as guests from Belarus, Kazakhstan, China, Pakistan and the Republic of South Africa.

    “The Moscow Model Pavilion always pleases residents with a special program dedicated to various major holidays or theme days. During the event, visitors were treated to 36 lighting shows, six interactive tours, and four quizzes about Moscow. Guests were also able to see a free photo exhibition dedicated to the 70th anniversary of the opening of the last section of the Circle Line metro, and read the new issue of the quarterly magazine,” said Vladislav Ovchinsky.

    Visitors to the exhibition appreciated the interactive capabilities of the pavilion, allowing them to independently control the lighting of the architectural model of the city and view its main attractions in 40-fold magnification. Groups of schoolchildren from Moscow and the Moscow region took part in interactive quizzes about the capital and took memorable photos in the photo booth.

    The Moscow Model Pavilion is located on the Sirenevaya Alley of VDNKh. Free demonstrations are also held there on weekdays. Opening hours are daily from 10:00 to 20:00, except Mondays.

  • MIL-OSI Security: Met knife arch operation seeks to combat violence in Barking and Dagenham

    Met officers from Barking carried out knife sweeps and a community engagement operation alongside the local council and charities, including the Ben Kinsella Trust, in the town centre to address serious violence and knife crime last week.

    Officers set up a knife arch at Barking train station – the metal detector allows individuals to walk through and can identify concealed knives or other weapons. By using this approach alongside stop and search, officers aim to deter crime and ensure a safer environment for everyone in the community.

    Superintendent David Rhodes, leading the operation, said:

    “Collaborating with local partners is essential in our fight against knife crime. We are committed to enhancing the safety of our community by actively implementing strategies aimed at reducing knife- related incidents. Our initiatives include the installation of knife detection arches, conducting weapon sweeps, setting up information stall to raise public awareness, and increasing police visibility in our neighbourhoods.

    “As a result of these concentrated efforts, we have achieved a remarkable 20% reduction in serious violence and a 38% decrease in robbery over the past year”.

    Barking and Dagenham Council promoted their ‘Lost Hours’ campaign which raises awareness to parents around the risks of youth violence and knife crime as well as showcasing the range of positive activities available for young people to get involved in. The council also share information on their Safe Haven scheme which provides safe places, through local businesses, for residents seeking assistance.

    And a second engagement stall was set up at the Asda superstore in Barking, where bleed kits aimed at providing emergency first aid were donated by the Liam Taylor Legacy and the Daniel Baird Foundation.

    Key council figures such as Deputy Leader of Barking and Dagenham council Saima Ashraf, the Operational Director of Enforcement Regulatory Services, Gary Jones and Julia Kanji, Head of Regulatory Services joined the day.

    The Met is committed to enhancing the safety of London’s streets through its A New Met for London plan, which prioritises working with the community to reduce knife crime. This plan involves forming partnerships with public, private and charitable organisations to create long-term improvements in safety.

    By collaborating with local groups and stakeholders, the Met is rolling out educational programmes and outreach activities that aim to tackle the underlying issues of violence. The emphasis on community involvement is central to the Met’s strategy, ensuring that efforts to address neighbourhood crime, anti-social behaviour and serious violence are proactive and consistent across all boroughs.

    Inspector of Barking and Dagenham Neighbourhood Policing team Carroll Weeden, also said:

    “To effectively tackle knife crime, we must focus on three key pillars enforcement, education and engagement. It’s essential that our officers engage at the grassroots level, fostering positive conversations within the community. The success of initiatives like the knife arch deployments demonstrate the power of collaboration with the local council and charity partners.

    Councillor Syed Ghani, Cabinet Member for Enforcement and Community in Barking and Dagenham said:

    Remarks as Prepared for Delivery

    Thank you, Fraser, for that kind introduction and thank you to the World Affairs Council for organizing this panel. A big thank you to Jared Kimball and our colleagues with the Criminal Division’s Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) for inviting the Office for Access to Justice to partner in this engagement.

    It is an honor to be here in the company of distinguished representatives from Ukraine and Seattle – to learn about their respective community prosecution efforts and to think more deeply about the prosecutor’s role in ensuring equal access to justice for all.

    I must first acknowledge and applaud the Ukrainian Prosecutor General’s Office for its pursuit of community driven approaches to prosecution – especially during such a complex and devastating time.

    Roman Shpyrka is here with us from the Office of Ukraine’s Prosecutor General with a number of his colleagues. Roman – thank you and your team for being here and for all you are doing in the face of unimaginable challenges. We are honored to stand with you as Ukraine plans for a future grounded in the rule of law.

    While our circumstances are quite different, through our collaboration we have seen that that community driven approaches to prosecution align with the mission of equal access to justice for all.

    Achieving “access to justice” requires that all communities can equally access public safety and the promise of justice. This requires equal enforcement of laws, but it also requires us to intentionally dismantle barriers many continue to face, to accelerate innovative strategies and to safeguard the integrity of our legal systems, so that justice doesn’t depend on income, status, who you are or where you live. This, in turn, promotes trust in the rule of law.

    This is the mission of the Office for Access to Justice. As a stand-alone federal office, we are housed within the Justice Department – the United States’ leading federal prosecuting agency – because closing access to justice gaps for all is central to the pursuit of justice.

    Attorney General Merrick B. Garland underscored the importance of our mission in quoting former Attorney General Robert F. Kennedy who stated, quote “It must be our purpose … to insure that the department over which I preside is more than a Department of Prosecution and is in fact the Department of Justice.” Attorney General Garland further stated: “We are responsible not only for enforcing the law, but for upholding the Rule of Law. We are responsible for protecting civil rights and pursuing justice for all Americans.”

    As prosecutors stand at the forefront of this pursuit of access to justice, community prosecution strategies incorporate a multi-dimensional approach.

    First, this mission requires consistent engagement with the community. We’ll soon hear more about prosecutorial strategies to engage and collaborate with community members and community-based organizations in a variety of innovative ways.

    And it is with this commitment that our office is working to ensure engagement advances culturally responsive approaches, including for communities that don’t speak or write English. Through our Language Access Program, we have partnered with 38 United States Attorneys’ Offices and 24 other Justice Department offices to translate public-facing materials, include webpages, complaint forms and more.

    We’ve also launched the Access DOJ initiative, to make the Justice Department’s programs and services more efficient and accessible. And we lead the Federal Government Pro Bono Program, assisting federal prosecutors and government employees across the country to engage with communities by volunteering to provide pro bono legal help.

    Prosecutors can also support access to justice by supporting access to counsel for the accused. A robust public defense function helps to ensure the integrity of convictions and that due process rights are protected – central elements to the pursuit of justice. Just last year, our office launched a Public Defense Resource Hub for professionals providing public defense services and related organizations. And we recently partnered with the Federal Bureau of Prisons to conduct a first-of-its-kind comprehensive review of access to counsel in federal pretrial facilities.

    Prosecutors can further pursue equal access to justice through the development of and support for innovative approaches to ensuring justice. For example, our office is supporting leaders across the country who are moving away from the reliance on fines and fees to promote economic justice. We recently published a spotlight report to uplift promising practices across the country, including those lead by prosecutors, to reduce these economic burdens faced by low-income communities.

    And over the last year, our office, led by my colleagues Jarvis Idowu, Jesse Bernstein and Lauren Lambert, has joined OPDAT to support the exchange of knowledge by organizing virtual sessions with Ukraine and U.S. prosecutors and experts from around the country to uplift a variety of innovative prosecutorial strategies.

    Topics have included youth justice, trauma-informed victims and witness engagement, community-based alternatives and partnerships, diversion programs and specialty courts, bail and pretrial detention, restorative justice, data-driven strategies and working with internally displaced persons and the veteran community.

    This week, we’re thrilled to learn more about the innovations driven by the King County Prosecutor’s Office — like their focus on access to justice for those struggling with addiction through LEAD, a community-driven partnership to direct people engaged in low-level drug activity into evidence-based, intensive wrap-around services.

    Finally, prosecutors pursue access to justice through efforts like this one today, to share best practices and engage with our partners at home and abroad. Our office proudly supports U.S. implementation of UN Sustainable Development Goal 16, focused on access to justice. We serve as the U.S. authority on access to justice internationally, like at the U.N. Crime Commission and the Cross Border Crime Forum, centering the importance of access to justice as we tackle complex cross-border criminal issues and pursue strengthened democracy and rule of law globally.

    Prosecutors carry a heavy burden and awesome privilege to pursue public safety. They regularly stand with those experiencing our society’s worst violence, trauma and unimaginable harm. They lead the charge to safeguard the integrity of the criminal justice process, advance community collaboration, uphold civil rights, protect due process and pursue the promise of access to justice for all. And in Ukraine today, it is undeniable that this burden has only become more complex and difficult.

    We’re impressed by the dedication of our colleagues, both here in Seattle and abroad in Ukraine to these principles. The Office for Access to Justice looks forward to continued collaboration as we stand shoulder to shoulder with you in this critical mission. Together, we can increase community trust and strengthen the rule of law. I’ll now turn it over to our moderator, and former King County Prosecuting Attorney, Dan Satterburg.

  • MIL-OSI Russia: Sobyanin: Lomonosov Cluster Plays Leading Role in Import Substitution Development

    The need for import substitution has become one of the drivers for the development of Moscow production. Work in this direction was discussed by in his blog Sergei Sobyanin.

    “Our comprehensive business support system is designed to provide all necessary assistance to new developments and production of domestic products. The leading role in this matter is given to

    cluster “Lomonosov”, the operator of which is Moscow Innovation Cluster“, the Mayor of Moscow wrote.

    The new building of the scientific valley of the Moscow State University named after M.V. Lomonosov has allowed to unite the most promising innovations of the capital. All necessary conditions for the operation of high-tech productions have been created here.

    More than 60 companies have become residents of the cluster since 2023. They develop high-tech solutions for the medical, space, oil and gas, food and other industries.

    More than two thousand people are employed in production. The enterprises’ revenues exceeded 11 billion rubles last year. They have access to support from the entire innovation ecosystem of the capital, including the “Academy of Innovators” – one of the most successful projects of the capital Department of Entrepreneurship and Innovative Development, which helps develop projects from an idea to a startup.

    Powerful controllers, efficient filters and software for pharmaceuticals

    The developments of the residents of the Lomonosov cluster successfully compete with both domestic and foreign analogues.

    For example, the company “Adaptto” produces controllers – electronic devices for controlling the electric drive of vehicles. Compact and functional devices are two to four times more powerful than similar imported devices. They are used in all types of electric transport (in land, air, water transport), as well as in industry (fans, elevators).

    The company plans to complete new developments in the near future. These include a three-in-one unit (controller, inverter, gearbox) for electric vehicles and hybrid power plants.

    “Pharmaceutical and microelectronic production requires a particularly clean air environment – there literally shouldn’t be a speck of dust in the room,” noted Sergei Sobyanin.

    Aerolife specialists have developed a fundamentally new type of filters. Innovative filters allow achieving the highest level of purification according to class U15. Air is purified by 99.9995 percent with a size of polluting particles greater than 0.1 micrometer. The products have no analogues in Russia, and imported ones are inferior in such characteristics as dust capacity and energy efficiency.

    Aerolife systems are used at microprocessor manufacturing plants in Zelenograd, in the development of new drugs at institutes of the Russian Academy of Sciences, in the production of vaccines at the N.F. Gamaleya National Research Center for Epidemiology and Microbiology (NRCEM), and at more than 20 pharmaceutical companies.

    Serial production of new filters has been launched in the Mosgormash technology park. This year, the company plans to triple its capacity.

    The Simurg computing platform, created by Simurgpharm, is the first drug development software in Russia. It can be used to analyze and predict preclinical and clinical data during drug planning and testing.

    The use of such mathematical models is a mandatory condition for registering new drugs. The platform is registered in the register of domestic software. It was tested jointly with specialists from the companies “Alpharma”, “Biocad” and others and is actively used in educational programs of the First Moscow State Medical University named after I.M. Sechenov and the Scientific and Technological University “Sirius”.

    Wireless communications, seismological equipment and protective coatings

    INWAVE (OOO Microwave Electronics) is a leading domestic manufacturer of control and measuring equipment, wireless communications and antenna systems. Wireless communications solutions include broadband access, radio relay and satellite communications.

    “The company’s technologies are successfully used in the development and production of various radio-electronic products, such as onboard equipment for space systems. Over the past year, with the support of the city, the company has increased its production capacity and is also planning to improve the line of control and measuring equipment, introducing new technologies and materials, which will improve the characteristics and reliability of the products,” the Mayor of Moscow said.

    The Split company produces a hardware and software complex using SplitMultiSeis technology. The system helps to conduct high-quality seismic research on land and at sea. It is used to solve engineering and geological problems, for example, when developing offshore fields or in transition zones. With the help of the complex, more than 100 projects have been implemented in the Arctic seas of Russia, the Black, Caspian, Baltic, Japanese seas, Onega and Ladoga lakes, Lake Baikal and others.

    OOO TSZP develops and implements technologies for surfacing and spraying multifunctional protective coatings from metals, ceramics and metal ceramics. Such coatings allow to extend the service life of products by three to four times, reduce the costs of major repairs by 30 percent and increase the interval between repairs of equipment, as well as provide a sufficient reserve of time for technical re-equipment of enterprises.

    “Innovative technologies for repair and strengthening of hot gas path elements of turbines from General Electric, Siemens, Ansaldo and others, which have successfully replaced foreign analogues, play a major role in import substitution. Over the past year alone, about 300 gas turbine parts have been restored for Moscow enterprises, and five research projects have been conducted to create import-substituting technologies,” wrote Sergei Sobyanin.

    The company’s customers include enterprises in the energy, oil, gas, oil refining, metallurgy, shipbuilding, aircraft manufacturing and other industries.

  • MIL-OSI Security: Man jailed for posting and sharing terrorist content online after Counter Terrorism investigation

    A 21-year-old man has been jailed for posting and sharing terrorist content online, as a result of a proactive Met Police Counter Terrorism investigation.

    An investigation led by the Met’s Counter Terrorism Command exposed how Ayoub Nacir, 21 (26.07.03) of south-west London, was posting terrorist material on various social media accounts and platforms during the course of 2022 and 2023.

    Nacir was sentenced at Kingston Crown Court on Tuesday, 24 September, to six years and nine months’ imprisonment.

    Acting Commander Gareth Rees, of the Met’s Counter Terrorism Command said: “We’re aware of the significant impact that spreading online terrorist material can have on vulnerable individuals may be at risk of being drawn into terrorism. The work that went into this investigation shows how seriously we take online terrorism, and we will continue to identify those individuals who spread this material online”.

    When officers became aware that Nacir was distributing terrorist-related material online, it led to his arrest and seizure of electronic devices in October, 2023 at his home in south-west London. Officers examined Nacir’s devices, and they found that he had not only shared material that was promoting the terrorist group Daesh, but he also had documents that were likely to be useful to someone committing or preparing an act of terrorism.

    In particular, detectives found he was in possession of documents containing instructions on how to make poisonous or noxious substances capable of endangering health, as well as other files containing practical guidance and advice for people interested in potentially preparing and carrying out terrorist acts.

    Nacir was charged on 27 October, 2023 with five counts of dissemination of a terrorist publication, contrary to section 2 of the Terrorism Act (TACT) 2006, which related to videos he shared. He was also charged with five counts of possession of a document or record for terrorist purposes, contrary to section 58 TACT 2000, which related to various digital documents and files found on his devices.

    Nacir pleaded guilty to eight of the ten counts and was sentenced as above on Tuesday, 24 September. Two counts of dissemination of terrorist publication, will lie on file.

  • MIL-OSI Asia-Pac: FS meets Spanish business leaders

    Continuing his visit to Madrid, Spain, Financial Secretary Paul Chan yesterday spoke at a business lunch, met Spanish officials and visited local enterprises.

    Delivering a keynote speech at a lunch with about 150 leaders from Spain’s business, financial, and innovation and technology sectors, Mr Chan stressed that Hong Kong has restored its global connections following the COVID-19 pandemic, and is eager to deepen co-operation with Spain to deliver mutual benefits.

    He added that through its mutual access schemes with the Mainland’s capital markets, Hong Kong provides a channel through which Spanish companies can easily attract funds.

    Furthermore, as Hong Kong’s green standards are compatible with those of the European Union, green projects in Europe can leverage Hong Kong as a fund-raising platform. Mr Chan elaborated that Hong Kong can also collaborate with Spain’s tech ecosystem across key sectors such as artificial intelligence, biotechnology, fintech, and new energy and new materials.

    In the afternoon, the finance chief met Spanish Secretary of State for Trade Amparo López Senovilla and briefed her on economic developments in Hong Kong. The two officials also held in-depth exchanges on the promotion of economic and trade co-operation and mutual investment.

    Additionally, Mr Chan led a delegation of Hong Kong tech startups on a visit to IMPACT, a Spanish startup accelerator, for an exchange of views on entrepreneurial strategies in the innovation and technology sector. He and the delegation also visited the Spanish telecommunications company Telefónica to learn about its development strategies in 5G telecommunications, the Internet of Things and Web3.0.

    Key developments

    In the first half of 2024, despite an uncertain macroeconomic environment, RIBER achieved solid business growth. This performance reflects its strong position in the MBE market, driven by a sharp rise in orders during the first half, with 8 systems ordered for both research and industrial production. Additionally, the services and accessories business saw a significant upturn compared to a favourable base.

    Revenues

    In this context, revenues for the first half of 2024 came to €13.7m, up +13% compared with the first half of 2023. Systems revenues increased by +10% to €9.4m, while services and accessories revenues were up by +19% to €4.3m.

    Earnings

    The company points out that first-half earnings cannot be extrapolated over the full year due to the lower seasonality of revenues in the first half.

    The first-half gross margin was €4.8m, representing 34.8% of revenues, compared to 32.3% for the first half of 2023.

    Operating profit improved by €1.1m, reaching breakeven in the first half of 2024.

    Net income was positive at €0.2m, compared to a loss of €1.2m for the first half of 2023. This includes net financial income of €0.2m.

    Cash flow and balance sheet

    At the end of June 2024, the cash position was positive at €7.1m, compared to €9.7m at December 31, 2023, and €8.3m at June 30, 2023.

    Shareholders’ equity at end-June 2024 totaled €19.6m, compared to €21.2m at December 31, 2023, primarily taking into account the half-year earnings and the distribution to shareholders from the issue premium paid out in June.

    Order book

    The order book at June 30, 2024 totaled €36.0m, up +18% compared with June 30, 2023. System orders, amounted to €30.2m (+27%), based on 12 machines, including 7 production machines. Orders for services and accessories (€5.8m) are down -14%.
    This order book does not include the order announced in August 2024 for 1 research machine.

    Outlook

    Given the current orders scheduled for delivery in 2024 and the opportunities for its systems, services and accessories, RIBER expects full-year revenues exceeding €40m, along with further improvements in earnings.

    In a semiconductor market driven by innovation, the company expects new orders in the fourth quarter.

    Next date: 2024 third-quarter revenues on October 30, 2024, before start of trading.

    The hypocrisy of Scottish Labour has been put on full display in the party’s latest humiliation.

    Numerous Labour MPs from Scotland – including the Secretary of State for Scotland, Ian Murray – have been exposed as bitterly opposing Tory policies towards pensioners in winter, before axing the winter fuel payment with their first move in the new parliament.

    The guilty MPs also include Labour Party darling Michael Shanks, who has purveyed misleading information and was feted for saying he would vote for a ceasefire in Gaza and the abolition of the two child cap – before backtracking on both once he was elected.

    Here’s a start on the growing list of Scottish Labour MPs whose volte face is showing exactly why they can’t be trusted.

    Scottish Secretary Ian Murray (Edinburgh South)

    The Secretary of State for Scotland is known for capitalising on a media opportunity and has regularly taken to the airwaves to rail against Conservative policies – at times trying to draw bizarre parallels with the SNP’s record in Scotland, which couldn’t be further from the plans of the Conservative Party.

    In a particularly feisty intervention, the Scottish Secretary claimed pensioners were daily “freezing to death” under the Conservatives.

    Which makes it even more puzzling that among his first moves as a senior government minister – entitled to a salary of over £160,000 plus expenses – was a vote to axe winter fuel payments for pensioners across the UK. Presumably his Labour government will take their share of responsibility for any pensioners “freezing to death” as a result of their policy.

    Ex-Better Together chief Blair McDougall (East Renfrewshire)

    McDougall was head strategist for the Better Together campaign, and has unsuccessfully sought elected office before.

    Since his entry into politics as a student, he backed the failed leadership campaigns of both David Miliband and Jess Phillips while retaining senior status among the ranks of Scottish Labour.

    He has vehemently defended Labour’s time in government and listed the winter fuel payment as among its top achievements. Unfortunately, his senior status in Scottish Labour didn’t warrant any consideration from Sir Keir – and when the call came, he trooped through the voting lobbies to strip pensioners of that same winter fuel payment along with all the other Scottish Labour MPs.

    Imogen Walker (Hamilton and Clyde Valley)

    A former longtime London councillor, Walker is the wife of Starmer’s chief spin doctor Morgan McSweeney and the couple are high flyers among Labour’s Westminster leadership. She was parachuted into the Hamilton and Clyde Valley constituency in the hope that it would be a winnable seat for Labour – a stark sign that the party was taking local voters for granted before a single ballot had even been cast.

    Her new constituents will be unsurprised to learn that she too was vocal about the energy crisis and a ‘long hard winter’. She even promised a Labour government would lower bills.

    Since Labour took office, Ofgem has announced it is once again lifting the price cap and bills are set to rise 10%.

    Johanna Baxter (Paisley and Renfrewshire South)

    Another career politician, Baxter has unsuccessfully contested elections before and was previously a senior trade unionist and Labour NEC member.

    She urged her followers online to support a petition to create a national strategy for reducing excess winter deaths.

    The Labour Party’s own research has suggested its policy of cutting the Winter Fuel Payment could cause in excess of 4,000 deaths.

    Baxter, like other Scottish Labour MPs, voted to scrap the Winter Fuel Payment.

    Kirsty McNeill (Midlothian)

    Having unsuccessfully stood for election in London, McNeill turned her sights to what she thought might be a winnable seat in Scotland. Parachuted into the constituency and immediately appointed to the Scotland Office, McNeill has been silent about the devastating impact Starmer’s winter fuel cut on her new constituents.

    She wasn’t so silent in 2022, when she slammed the Conservative government’s decisions and said many families “are set to have a brutal winter.”

    We can only assume a cushy Scotland Office job is keeping her too busy to be just as vocal this time.

    Michael Shanks (Rutherglen)

    Shanks has unsuccessfully sought election three times before.

    Once elected to serve as MP for Rutherglen in last year, he quickly backtracked on promises he had made to constituents such as supporting a ceasefire in Gaza and campaigning for the abolition of the two child cap.

    Initially, he masqueraded as an MP who would be fighting for those struggling with punishing energy bills.

    But before long, Shanks was marching into the voting lobbies to support the winter fuel cut – it seems his position might have changed?

    Patricia Ferguson

    Ferguson was first elected to the Scottish Parliament in 1999, serving twice as a minister and even as Deputy Presiding Officer. Once she left office in 2016, she fought to be a local councillor before her run for the Westminster parliament.

    As part of the Labour group, she championed the Winter Fuel Allowance.

    After decades of public service, we’d have thought Ms Ferguson might have learnt the value of being true to her word – and the duty to be honest with the people who elected her.

    Instead, she managed to sideline her longtime support for the allowance, backing Starmer over Scotland.

    Scottish Labour’s most senior MPs have sold out

    They’ve sold out on their principles, their policies and most importantly – they’ve sold out Scottish communities who trusted Labour’s promise of change. And their support for Starmer’s fiscal plans is forcing our own government here in Scotland into some impossible decisions.

    This is just the beginning. For the next five years, Scottish Labour MPs will continue without fail to put Starmer before Scotland. It’s clear they’ve already forgotten who their real boss is – the Scottish people.

    That’s if they ever cared in the first place.

    The SNP can promise one thing – whoever you are and wherever you are in Scotland, we’ll stand up for you and your family.

    While Labour will spend the next five years taking Scotland for granted, we’ll be busy fighting for the change Scotland really needs.

    The government will bring forward a new Fraud, Error and Debt Bill in this parliamentary session to crack down on fraud in the social security system.

    • New laws to give DWP more powers to catch fraudsters faster and prevent customers from getting into debt sooner
    • Bill to include measures to protect vulnerable customers and ensure support goes to those who need it most

    The Bill is expected to save £1.6 billion over the next five years and will extend and modernise DWP’s powers to stop fraud in its tracks, recover money lost to fraud and protect vulnerable customers from racking up debt.

    Fraud and error in the social security system currently costs the taxpayer almost £10 billion a year and since the pandemic a total of £35 billion of taxpayers’ money has been taken away from those who need it most. 

    The nature of fraud has also become more sophisticated, meaning without new legal powers, DWP cannot properly keep pace with the changing nature of fraud to tackle it robustly enough.

    This legislation will give DWP powers to:

    • Better investigate suspected fraud and new powers of search and seizure so DWP can take greater control investigations into criminal gangs defrauding the taxpayer.
    • Allow DWP to recover debts from individuals who can pay money back but have avoided doing so, bringing greater fairness to debt recoveries.
    • Require banks and financial institutions to share data that may show indications of potential benefit overpayments 

    The Bill will also include safeguarding measures to protect vulnerable customers. Staff will be trained to the highest standards on the appropriate use of any new powers, and we will introduce new oversight and reporting mechanisms, to monitor these new powers. DWP will not have access to people’s bank accounts and will not share their personal information with third parties. 

    We will also bring forward a Code of Practice which will be consulted on during the passage of the Bill to provide further assurance on the safe use of the powers. 

    This legislation delivers on the government’s manifesto commitment to safeguard taxpayers’ money and demonstrates the government’s commitment to not tolerate fraud, error or waste anywhere in public services, including the social security system.

    It’s time to get your nominations in for the 2024 Lord Mayor’s Award, which will see unsung heroes from the Canterbury district celebrated for their selfless dedication to helping others. 

    There are no age limits and nominations are welcome from all walks of life.  

    Nominees must live in Canterbury, Herne Bay, Whitstable or a village in the district, but you don’t have to live in the district to nominate. 

    The deadline to put someone forward is Friday 1 November. 

    Entries will be judged by the Lord Mayor, Cllr Jean Butcher, and a representative from each of the political groups at the city council. The awards will be presented at a ceremony early next year. 

    Cllr Butcher said: “It is always wonderful to read the award nominations and hear about all the incredible people we have in the district supporting communities and making a real difference.

  • MIL-OSI United Kingdom: Council and National Trust for Scotland in discussions over Dunkeld housing

    The National Trust for Scotland, the conservation charity which cares for and shares Scotland’s heritage, has been responsible for the management of the residential homes, an office and two commercial units in Dunkeld since the 1950s. The charity stepped in to save the 17th and 18th century buildings, which were at risk of demolition, taking ownership, restoring the buildings and then letting them to tenants, preserving the unique historic character of Dunkeld town centre which is widely regarded as one of the most attractive in Scotland.     

    The charity and Perth and Kinross Council have confirmed that they are now in talks about the properties transferring into the ownership of the Council’s Housing Revenue Account.

    Around 25 tenants will be affected by the change, which will see them become tenants of the Council with a range of associated benefits. The charity and Council are committed to making as smooth as possible for residents.

    Stuart Maxwell, Regional Director for Edinburgh & East said: “We have been reviewing our management approach to these properties and are now proposing to work in closer partnership with Perth and Kinross Council. We feel this in the interests of the continued long-term conservation of the buildings and their use as accommodation for local people, which we know is an important issue in this area.

    “Following consultation with our Board of Trustees, Perth and Kinross Council, and the Scottish Government, we have reached an agreement in principle for the local authority to take on ownership of these properties and most of our other buildings in Dunkeld, which, we feel will ensure the conservation of both the individual properties, the historic township and bring benefits for residents too.

    “Our priority for the next few weeks is to talk to our tenants and ensure that any transition would happen as smoothly as possible.”

    Housing and Social Wellbeing Convener, Councillor Tom McEwan said: “Perth and Kinross Council’s Housing Service is recognised as one of the best in Scotland, and this transfer will bring many benefits for the tenants who live in these properties.

    “We anticipate being able to offer tenants significantly lower levels of rent, as well as a secure tenancy that they can enjoy for as long as they want to, access to our excellent Repairs Service and regular investment to improve their homes to the highest standard possible.

    “The tenants in Dunkeld will have the support of our dedicated and highly-qualified Housing staff to help them in their tenancy, as well as access to a wide range of other quality services that our current tenants enjoy.”

    Council Leader, Councillor Grant Laing, said: “The Council will work closely with sitting tenants to answer any questions they might have as the transfer progresses and provide them with any support they need.  Measures will be implemented to ensure that when any vacancies arise in the properties in the future, they will be allocated to people with a local connection to the Dunkeld area. This is a positive for the community where local housing availability is a concern. I am delighted for the Community of Dunkeld.” 

    Local elected member for the Strathtay ward, Bailie Claire McLaren said: “This transfer will ensure that these homes are secured as valued affordable social housing in Dunkeld into the future. One of the key aims of the Housing Service is to provide high-quality additional homes for affordable rent for people right across Perth and Kinross.”

    Mr Maxwell continued: “The National Trust for Scotland has been proud to play a part in protecting Dunkeld for many decades. If this plan proceeds, we will still own land on the bank south of the River Tay, at Stanley Hill, so we will certainly still have an active role in ensuring that Dunkeld retains the nature, beauty and heritage that makes it so special.”

    Negotiations will continue between the National Trust for Scotland and Perth and Kinross Council with a joint meeting being held locally with all tenants on Wednesday 25 September. Housing staff from the Council will be in attendance along with representatives from the Trust to answer any questions.

    WASHINGTON  – As part of the previously announced Bretton Woods at 80 Initiative, the IMF and the World Bank Group are hosting a high-level retreat at Bretton Woods, New Hampshire, on September 26‒27, 2024.

    This two-day Chatham House Rules event will bring together a small and diverse group of global thinkers—including individuals prominent in the fields of history, international relations, political science, finance, and business—at the location of the 1944 United Nations Monetary and Financial Conference (the “Bretton Woods Conference”).

    The three External Advisors to the Bretton Woods at 80 Initiative, Patrick Achi, Sri Mulyani Indrawati, and Mark Malloch-Brown, will help guide the discussions.

    Senior management and staff from both the Bank and the Fund will be in attendance, including President Ajay Banga and Managing Director Kristalina Georgieva.

    The purpose of the retreat is to facilitate a discussion on the shape of the world economy 20‒30 years from now, how multilateralism may evolve, and how the Bank and Fund can best continue to support stability and progress on a livable planet.

    This retreat is part of an ongoing series of consultations with IMF and World Bank stakeholders that will continue to be led by the External Advisors at events and engagements over the coming months.

    NEW YORK CITY–Today, the United Nations World Food Programme (WFP) welcomed a contribution of US$ 8 million from The Church of Jesus Christ of Latter-day Saints towards WFP’s home-grown school meals programme in Haiti. The announcement came at the Clinton Global Initiative (CGI) 2024 Annual Meeting taking place in New York City, where it was featured as a new CGI Commitment to Action.

    The grant from the Church to World Food Program USA will support WFP’s ongoing work with local governments and partners in Haiti’s Artibonite and Centre departments to scale up school meals that use food from local smallholder farmers. 

    “Building on more than a decade of work together, the Church continues to serve as an essential collaborator, supporting WFP’s global operations during emergencies, while simultaneously stepping up to build community resilience,” said Barron Segar, World Food Program USA President and CEO. “In addition to supporting work on the ground in Haiti, we are grateful for the Church’s generosity in helping us serve thousands of people in other countries around the world this year, as we combat the world’s global hunger crisis.” 

    In Haiti, half of the population is struggling to find enough to eat — one of the highest proportions of acute food insecurity worldwide. Home-grown school meals serve as an opportunity to provide much-needed nutrition to children and to support their education, while sourcing food locally supports local economies and ensures sustainability of the programme. In the upcoming 2024/25 school year, WFP is planning to provide school meals to nearly 500,000 students, 70 percent of which will be made entirely with Haitian-grown ingredients purchased from local farmers.

    WASHINGTON, Sept. 24 – Sen. Bernie Sanders (I-Vt.), Chair of the Senate Health, Education, Labor, and Pensions (HELP) Committee, today released a new report uncovering how Novo Nordisk, as one health insurance plan described it, is using its “position of power” to “squeeze” plans, and “boost its corporate profits.”
    “Today, Novo Nordisk charges Americans with Type 2 diabetes $969 a month for Ozempic, while this same exact drug can be purchased for just $59 in Germany, $71 in France, $122 in Denmark, and $155 in Canada,” said Sanders. “There is only one reason they can justify charging Americans such outrageous prices for the drugs they need: Excessive corporate greed.”
    Novo Nordisk claims that PBMs and health insurance plans are the reason for high prices for Ozempic and Wegovy, and previously stated that PBMs failed to assure the company that its products would maintain formulary access if it lowered its list prices.
    Today, three major PBMs that help determine drug coverage for most of the nation – Cigna Group/Express Scripts, CVS Health/Caremark, UnitedHealth Group/Optum Rx – confirmed to Chair Sanders that a list price reduction would not negatively impact formulary placement for Ozempic and Wegovy, and affirmed that lower list prices would, in fact, make the drugs more widely available to patients in need.
    Cigna/Express Scripts said: “No, if Novo Nordisk lowered their list price for Ozempic and Wegovy tomorrow to a price that was the same or lower than current net cost, that change by itself would not result in less favorable formulary placement.” To support this claim, the company provided an example: It did not disfavor a competing weight-loss product, Eli Lilly’s Zepbound, even as it launched at a list price 20% lower than Wegovy.
    UnitedHealthGroup/Optum Rx said: “No. Assuming the net price remains the same or lower, lowering a medicine’s list price would not lead to less favorable formulary placement by Optum Rx – particularly for high-demand drugs like Ozempic and Wegovy.
    CVS Health/Caremark said: “The simple answer is no. In fact, we can point to recent history as a proof point. When Novo-Nordisk drastically reduced the price of their insulin, Novolog, in 2023, it did not result in a less favorable formulary placement with Caremark.”
    Novo Nordisk has also justified its astronomical prices by arguing a need to fund future research and development.
    However, since launching Ozempic in 2018, Novo Nordisk has spent twice as much on stock buybacks and dividends ($44 billion) as it has on research and development ($21 billion), according to financial filings.
    Novo Nordisk has also lavished cash and perks on health care providers, sending doctors on trips to Alaska, Hawaii, and Florida and paying for nearly 1.7 million meals and snacks to doctors to promote Ozempic and Wegovy, federal records show.

    The UK Monarchy is an increasingly ridiculous, costly and unjustified institution, says Scottish Green co-leader Patrick Harvie, who has long called for an independent Scotland to be a republic.

    Mr Harvie’s comments follow a report by Republic, an anti-monarchy campaign group, which puts the “true cost” of the Monarchy at over £500m a year.

    Mr Harvie said: “The Monarchy is an increasingly ridiculous and unjustified institution. It represents a different and long gone era, and it is impossible to justify the eye watering sums that we spend on it.

    “Lavishing any family with huge privilege, power and wealth as a birthright is a fundamentally undemocratic idea, and it is particularly distasteful during a cost of living crisis which is seeing scandalous levels of child poverty, and pensioners across our country forced to choose between feeding themselves and heating their home.

    “We should always be able to elect or remove our rulers and heads of state at the ballot box. That is a key part of any democracy. If any of the Windsors want to represent the country then they should stand for election.

    “The Scotland I want to see is an independent republic where power rests with the people rather than being treated like a family heirloom.”

    Aberdeen has today (24 September) been named the new home of Great British Energy, drawing on the city’s world-leading engineering expertise to kickstart a UK-wide clean energy revolution.

    As the location of the new headquarters, Aberdeen will be at the heart of the company’s plans to scale up clean homegrown power to boost energy independence, create skilled jobs across the UK and to support economic growth.

    Two additional sites will open in Edinburgh and Glasgow, once Great British Energy is up and running, to benefit from local skills and expertise. The company will be initially located in government buildings across the cities, while permanent bases are established.

    This marks the next step to kickstart Great British Energy, as part of its mission to become a clean energy superpower. An interim Chief Executive will soon to be appointed to take the lead on launching the new company and building its Aberdeen base – along with the start-up Chair Juergen Maier, former CEO of Siemens UK.

    Within the first weeks of the new government, Energy Secretary Ed Miliband took immediate action to introduce the Great British Energy Bill to Parliament and – along with the Prime Minister – confirm a new partnership with The Crown Estate, to help accelerate new offshore wind farms. The company – owned by the British people, for the British people – will attract private investment in the UK’s clean homegrown power, backed by £8.3 billion in government funding over this Parliament.

    The move forms part of the government’s plans to support clean energy in the North Sea, ensuring Aberdeen continues to thrive as Scotland’s clean energy capital. The government recently announced the biggest ever investment in offshore wind and continues to progress technologies like carbon capture and storage and hydrogen – as well as ensuring that oil and gas is used for decades to come as part of a fair and balanced transition away from fossil fuels.

    The UK government’s plans for GB Energy are leaving more questions than answers says Scottish Green MSP Maggie Chapman, this follows confirmation from Sir Keir Starmer that it will be based in Aberdeen.

    Aberdeen has a unique role to play in driving our transition to a greener future, added Ms Chapman, who represents North East Scotland, including Aberdeen.

    Ms Chapman has called for greater collaboration between the Labour Government and the MSPs who represent the region, to ensure GB Energy lives up to the challenge of our climate crisis.

    Ms Chapman said: “If done properly, GB Energy could present an important opportunity for Aberdeen – with new jobs, investment, a focus away from the legacy of oil and gas. 

    “We want to be optimistic, but a lot of us are concerned that this will become an investor’s playpen, rather than a genuine driver of new renewables projects.

    “So far the UK government’s statement raises many more questions than answers.

    “It is time for Labour to be clear about its ambitions for this project, and what it will look like. GB Energy should be an organisation that resources the energy sector’s move towards genuine renewable energy, not an excuse for more warm words on oil, gas and nuclear.

    WASHINGTON – As part of the previously announced Bretton Woods at 80 Initiative, the IMF and the World Bank Group are hosting a high-level retreat at Bretton Woods, New Hampshire, on September 26‒27, 2024.

    This two-day Chatham House Rules event will bring together a small and diverse group of global thinkers—including individuals prominent in the fields of history, international relations, political science, finance, and business—at the location of the 1944 United Nations Monetary and Financial Conference (the “Bretton Woods Conference”).

    The three External Advisors to the Bretton Woods at 80 Initiative, Patrick Achi, Sri Mulyani Indrawati, and Mark Malloch-Brown, will help guide the discussions.

    Senior management and staff from both the Bank and the Fund will be in attendance, including President Ajay Banga and Managing Director Kristalina Georgieva.

    The purpose of the retreat is to facilitate a discussion on the shape of the world economy 20‒30 years from now, how multilateralism may evolve, and how the Bank and Fund can best continue to support stability and progress on a livable planet.

    This retreat is part of an ongoing series of consultations with IMF and World Bank stakeholders that will continue to be led by the External Advisors at events and engagements over the coming months.

This includes a ministerial meeting that brings together tourism ministers from the G20 and other key nations.

    The Honourable Soraya Martinez Ferrada, Minister of Tourism and Minister responsible for the Economic Development Agency of Canada for the Regions of Quebec, recently concluded Canada’s successful participation in the 2024 G20 Tourism Ministers’ Meeting in Belém, Brazil.

    The G20 Tourism Ministers’ Meeting gives nations a venue to share best practices, foster international collaboration and use tourism to drive economic growth and cultural understanding. The fight against climate change was a major focus of this year’s meeting. Minister Ferrada shared Canada’s perspectives on climate change—from warm winters to wildfires—as an existential threat to tourism. The Minister also took part in extensive discussions on tourism sustainability and workforce challenges, like training and recruitment.

    Minister Ferrada also represented Canada during several other important activities surrounding the ministerial meeting. She participated in the World Travel & Tourism Council’s public-private sector dialogue, where participants shared their priorities and concerns and identified opportunities for mutual support and greater public-private partnership. Minister Ferrada spoke on behalf of Canada at the UN Tourism sustainability forum, which explored how nations can work together to build an inclusive and sustainable global tourism industry. Finally, the Minister held bilateral meetings with key allies and partners, including the United States, Japan, Germany and Italy.

  • MIL-OSI USA: Joint Press Statement for the 25th Korea-U.S. Integrated Defense Dialogue

    The Republic of Korea (ROK) Ministry of National Defense (MND) and the U.S. Department of Defense (DoD) held the 25th Korea-U.S. Integrated Defense Dialogue (KIDD) from September23-24, 2024, in Seoul.

    Deputy Minister (DEPMIN) for National Defense Policy, Mr. Cho Chang Lae, led the ROK delegation. Deputy Assistant Secretary of Defense (DASD) for East Asia, Mr. Anka Lee, led the U.S. delegation. Key senior ROK and U.S. defense and foreign affairs officials also participated in the dialogue.

    Both sides had an in-depth discussion focusing on the three pillars of the “Defense Vision of the U.S.-ROK Alliance”: enhancing extended deterrence efforts against the Democratic People’s Republic of Korea (DPRK), modernizing Alliance capabilities based on science and technology cooperation, and strengthening solidarity and regional security cooperation with like-minded partners. They acknowledged the importance of faithfully implementing the Defense Vision to strengthen the U.S.-ROK Alliance, and reviewed implementation of specific tasks. In addition, the two sides noted progress to align U.S.-ROK bilateral defense mechanisms under the Security Consultative Meeting (SCM) to effectively and efficiently support strengthening the Alliance through the implementation of the Defense Vision, and pledged to continue assessing them.

    The two sides reaffirmed their common goal of the complete denuclearization of the DPRK, and concurred on the importance of the Alliance’s close coordination to maintain a vigilant combined defense posture. Both sides exchanged views on ever-changing DPRK threats, as well as its advancing nuclear and missile capabilities, which are destabilizing the Korean Peninsula and the region. Both sides strongly condemned DPRK provocations and threats that undermine regional peace and stability, including its diversification of nuclear delivery systems and continuing space launch attempts.

    Both sides commended the Alliance’s efforts to enhance extended deterrence in an integrated manner since President Biden and President Yoon’s April 2023 Washington Declaration and committed to continue strengthening extended deterrence cooperation through the work of the Nuclear Consultative Group.

    The United States reaffirmed its enduring and ironclad commitment to the defense of the ROK, utilizing the full range of U.S. defense capabilities – including nuclear, conventional, missile defense, and advanced non-nuclear capabilities – and reiterated that any nuclear attack by the DPRK against the United States or its Allies and partners is unacceptable and will result in the end of the Kim regime. Both sides affirmed that the full capabilities of the two countries would contribute to the Alliance’s combined defense posture.

    Both sides reviewed the progress from a joint study of the Alliance’s comprehensive counter-missile strategy and also discussed future enhancements in information sharing through the U.S. Shared Early Warning System (SEWS) to respond to DPRK’s advancing missile threats. The two sides pledged to continue developing response capabilities and posture through the Counter-Missile Working Group (CMWG).

    The two sides expressed grave concern over the DPRK’s continuing sending of filth balloons. They also recognized the need for closely coordinated responses to intensifying DPRK’s gray zone provocations, such as cyber and electromagnetic attacks, and threats in the vicinity of the Northwest Islands and Northern Limit Line (NLL). Both sides noted that the NLL has been an effective means of separating military forces and preventing military tension over the past 70 years, and the ROK side urged the DPRK to accept the practical value of, and abide by, the NLL.

    The two sides shared assessments of the recent ULCHI FREEDOM SHIELD 24 (UFS 24) exercise, which included realistic threats such as DPRK’s advancing nuclear and missile threats, GPS jamming and cyber attacks. They agreed that UFS further enhanced the Alliance’s crisis management and strengthened deterrence and defense capabilities. In addition, they assessed that combined field training exercises (FTX), which were more extensive than the past year in land, maritime and air domains, enhanced interoperability and combined capabilities to execute Alliance operations as well as demonstrated a robust ability to defend the ROK. Based on these achievements, both sides agreed to strengthen combined exercises and trainings in line with rapidly changing security environment of the Korean Peninsula.

    The two delegations also discussed the danger of DPRK-Russian military cooperation following the signing of the “Treaty on Comprehensive Strategic Partnership” between Russia and the DPRK. In particular, they expressed grave concern over illegal arms trade and transfer of high-technology between Russia and the DPRK that violate United Nations Security Council resolutions (UNSCRs), and pledged to respond by working closely together with the international community. The two sides reaffirmed the importance of full implementation of UNSCRs by the entire international community, including China and Russia, and concurred that such endeavors back the complete denuclearization of the DPRK.

    The ROK and United States agreed to continue strengthening efforts made to date for further modernizing Alliance capabilities and evolving based on science and technology cooperation. The two delegations applauded the progress establishing a Defense Science and Technology Executive Committee under the SCM, and pledged to expedite efforts for practical cooperation under this consultative body within the year. In addition, based on such cooperation, they shared the understanding that areas of cooperation need to be expanded further, including artificial intelligence, autonomous technology, crewed-uncrewed teaming, and next-generation communications. In that vein, both sides consulted on a ROK proposal to hold a joint ROK-U.S. Defense Science and Technology Conference from the year 2025.

    The two sides also pledged to continue expanding cooperative measures to enhance the defense industrial base and interoperability of both the United States and the ROK. The delegations agreed that cooperative efforts for a Regional Sustainment Framework being developed by the Defense Department would strengthen posture and capabilities of the Alliance. As such, they highly appreciated a ROK’s participation in the Maintenance, Repair, and Overhaul (MRO) pilot project, in an area of Air Force’s aviation maintenance, and pledged to continue discussions for expanding cooperation into the Army aviation and naval vessels. The two sides also welcomed the recent U.S. Navy contract with ROK shipyards for the conduct of MRO for U.S. vessels. In addition, both sides recognized the need to provide reciprocal market access to deepen defense cooperation and enhance supply chain resiliency, and pledged to advance progress on a Reciprocal Defense Procurement Agreement (RDP-A).

    Both sides commended the work of the Space Cooperation Working Group (SCWG), including ROK’s participation in the Joint Commercial Operations (JCO) led by the U.S. Space Force. They emphasized that such cooperation contributes to enhancing interoperability and information sharing for space domain awareness of the Alliance and strengthens joint response capabilities against increasing space threats. Furthermore, the two sides welcomed the work of the Cyber Cooperation Working Group (CCWG), including the Cyber Alliance and Cyber Flag exercise.

    The two sides reviewed the progress on the Conditions-based OPCON Transition Plan (COTP) agreed upon by the ROK and the United States through Conditions-based OPCON Transition Working Group (COTWG). They exchanged views on this year’s bilateral evaluation on the capabilities and systems required for OPCON transition, pledged to pursue OPCON transition in a systematic and stable manner, and reaffirmed the two nations’ commitment to strengthening combined defense posture of the Alliance.

    DEPMIN Cho and DASD Lee also reviewed the regional and global security environments and pledged to deepen cooperation with like-minded countries to achieve shared security goals. They acknowledged that the 2nd ROK-UNC Member States Defense Ministerial Meeting, which was held in Seoul in early September reaffirmed the commitment and resolve of the UNC Member States to peace and stability on the Korean Peninsula. They reviewed the work of the Regional Cooperation Working Group (RCWG) aimed at enhancing peace and stability in the region, and pledged to strengthen cooperative efforts based on the respective Indo-Pacific strategy of both countries. In that vein, they closely discussed measures for regional cooperation to pursue expanded cooperation with the ASEAN members and Pacific Islands Countries, and agreed to report the outcomes of the discussions at the 56th SCM.

    In addition, both sides concurred that ROK-U.S.-Japan security cooperation should continue to be strengthened to achieve shared security goals on the Korean Peninsula and in the Indo-Pacific region. They pledged to intensify cooperation to respond to regional security landscape based on the Trilateral Security Cooperation Framework (TSCF), including high-level policy consultations, information sharing, and trilateral multi-domain exercises. To this end, the two sides resolved to continue efforts for the implementation of cooperative tasks agreed through the Defense Trilateral Talks (DTT) held in early September.

    DEPMIN Cho and DASD Lee agreed that the 25th KIDD reaffirmed a robust solidarity of the ROK-U.S. Alliance and provided guidance to strengthen the Alliance’s cooperation in accordance with the Defense Vision of the U.S.-ROK Alliance. Based on these outcomes of the Alliance’s cooperation, the two sides pledged to continue efforts to achieve meaningful progress at the 56th SCM, to be hosted in late 2024.

    On the occasion of this meeting, both sides visited a General Outpost along the central front, reviewing increasing DPRK military activities in the vicinity of the border region and assessing our response. They expressed appreciation to service members of the ROK and the U.S. for maintaining an overwhelming combined defense posture to respond to any DPRK provocations.

  • MIL-OSI Africa: Secretary-General’s remarks at the Opening of the General Debate of the Seventy-ninth Session of the General Assembly [as delivered]

    r. President of the General Assembly,

    Excellencies,

    Ladies and gentlemen,

    Our world is in a whirlwind.

    We are in an era of epic transformation – facing challenges unlike any we have ever seen – challenges that demand global solutions.

    Yet geo-political divisions keep deepening. The planet keeps heating.

    Wars rage with no clue how they will end.

    And nuclear posturing and new weapons cast a dark shadow.

    We are edging towards the unimaginable – a powder keg that risks engulfing the world.

    Meanwhile, 2024 is the year that half of humanity goes to the polls – and all of humanity will be affected.

    I stand before you in this whirlwind convinced of two overriding truths.

    First, the state of our world is unsustainable.

    We can’t go on like this.

    And second, the challenges we face are solvable.

    But that requires us to make sure the mechanisms of international problem-solving actually solve problems.

    The Summit of the Future was a first step, but we have a long way to go.

    Getting there requires confronting three major drivers of unsustainability.

    A world of impunity – where violations and abuses threaten the very foundation of international law and the UN Charter.

    A world of inequality – where injustices and grievances threaten to undermine countries or even push them over the edge.

    And a world of uncertainty – where unmanaged global risks threaten our future in unknowable ways.

    These worlds of impunity, inequality and uncertainty are connected and colliding.

    Excellencies,

    The level of impunity in the world is politically indefensible and morally intolerable.

    Today, a growing number of governments and others feel entitled to a “get out of jail free” card.

    They can trample international law.

    They can violate the United Nations Charter.

    They can turn a blind eye to international human rights conventions or the decisions of international courts.

    They can thumb their nose at international humanitarian law.

    They can invade another country, lay waste to whole societies, or utterly disregard the welfare of their own people.

    And nothing will happen.

    We see this age of impunity everywhere — in the Middle East, in the heart of Europe, in the Horn of Africa, and beyond.

    The war in Ukraine is spreading with no signs of letting up.

    Civilians are paying the price – in rising death tolls and shattered lives and communities.

    It is time for a just peace based on the UN Charter, on international law and on UN resolutions.

    Meanwhile, Gaza is a non-stop nightmare that threatens to take the entire region with it.

    Look no further than Lebanon.

    We should all be alarmed by the escalation. 

    Lebanon is at the brink. 

    The people of Lebanon – the people of Israel – and the people of the world — cannot afford Lebanon to become another Gaza.

    Let’s be clear.

    Nothing can justify the abhorrent acts of terror committed by Hamas on October 7th, or the taking of hostages – both of which I have repeatedly condemned.

    And nothing can justify the collective punishment of the Palestinian people.

    The speed and scale of the killing and destruction in Gaza are unlike anything in my years as Secretary-General.

    More than 200 of our own staff have been killed, many with their families.

    And yet the women and men of the United Nations continue to deliver humanitarian aid.

    I know you join me in paying a special tribute to UNRWA and to all humanitarians in Gaza.

    The international community must mobilize for an immediate ceasefire, the immediate and unconditional release of all hostages, and the beginning of an irreversible process towards a two-State solution.

    For those who go on undermining that goal with more settlements, more landgrabs, more incitement — I ask:

    What is the alternative?

    How could the world accept a one-state future in which a large a large number of Palestinians would be included without any freedom, rights or dignity?

    In Sudan, a brutal power struggle has unleashed horrific violence — including widespread rape and sexual assaults.

    A humanitarian catastrophe is unfolding as famine spreads.  Yet outside powers continue to interfere with no unified approach to finding peace.

    In the Sahel, the dramatic and rapid expansion of the terrorist threat requires a joint approach rooted in solidarity – but regional and international cooperation have broken down.

    From Myanmar to the Democratic Republic of the Congo to Haiti to Yemen and beyond – we continue to see appalling levels of violence and human suffering in the face of a chronic failure to find solutions.

    Meanwhile our peacekeeping missions are too often operating in areas where simply there is no peace to keep.

    Instability in many places around the world is a by-product of instability in power relations and geo-political divides.

    For all its perils, the Cold War had rules.

    There were hot lines, red lines and guard rails.

    It can feel as though we don’t have that today.

    Nor do we have a unipolar world.

    We are moving to a multipolar world, but we are not there yet.

    We are in a purgatory of polarity.

    And in this purgatory, more and more countries are filling the spaces of geopolitical divides, doing whatever they want with no accountability.

    That is why it is more important than ever to reaffirm the Charter, to respect international law, to support and implement decisions of international courts, and to reinforce human rights in the world.

    Anywhere and everywhere.

    Excellences, Mesdames et Messieurs,
     
    L’augmentation des inégalités est un deuxième facteur de l’insoutenabilité et une tache sur notre conscience collective.
     
    L’inégalité n’est pas une question technique ou bureaucratique.
     
    Au fond, l’inégalité est une question de pouvoir, aux racines historiques.
     
    Les conflits, les bouleversements climatiques et la crise du coût de la vie étendent ces racines historiques plus profondément encore.
     
    Dans le même temps, le monde peine encore à se relever de la flambée des inégalités engendrée par la pandémie.
     
    Si l’on regarde les 75 pays les plus pauvres du monde, un tiers d’entre eux se trouve aujourd’hui dans une situation pire qu’il y a cinq ans.
     
    Au cours de la même période, les cinq hommes les plus riches de la planète ont plus que doublé leurs fortunes.
     
    Et un pour cent des habitants de la planète détient 43 % de l’ensemble des avoirs financiers mondiaux.
     
    Au niveau national, certains gouvernements décuplent les inégalités en accordant des cadeaux fiscaux massifs aux entreprises et aux ultra-riches — au détriment des investissements dans la santé, l’éducation et la protection sociale.
     
    Et personne n’est plus lésé que les femmes et les filles du monde entier.
     
    Excellences,
     
    La discrimination et les abus généralisés fondés sur le genre constituent l’inégalité la plus répandue dans toutes les sociétés.
     
    Chaque jour, il semble que nous soyons confrontés à de nouveaux cas révoltants de féminicides, de violences fondées sur le genre et de viols collectifs – en temps de paix comme en tant qu’arme de guerre.
     
    Dans certains pays, les lois sont utilisées pour menacer la santé et les droits reproductifs.
     
    Et en Afghanistan, les lois sont utilisées pour entériner l’oppression systématique des femmes et des filles.
     
    Et je suis désolé de constater que, malgré des années de beaux discours, l’inégalité de genre se manifesteet je vous demande pardon de le dire, elle se manifeste aujourd’hui encore, pleinement dans cette enceinte.
     
    Moins de 10 pour cent des intervenants au Débat général de cette semaine sont des femmes.
     
    C’est inacceptable, surtout quand on sait que l’égalité entre les femmes et les hommes contribue à la paix, au développement durable, à l’action climatique et bien plus encore.
     
    C’est précisément pour cela nous avons pris des mesures spécifiques pour atteindre la parité hommes-femmes parmi les hauts responsables de l’Organisation des Nations Unies,objectif qui est déjà complété.
     
    C’est faisable.
     
    J’exhorte les institutions politiques et économiques du monde dominées par les hommes à le faire aussi.
     
    Excellences,
     
    Les inégalités mondiales se reflètent et se renforcent jusque dans nos propres organisations internationales.
     
    Le Conseil de sécurité des Nations Unies a été conçu par les vainqueurs de la Seconde Guerre mondiale.
     
    À l’époque, la majeure partie du continent africain était encore sous domination coloniale.
     
    À ce jour, l’Afrique n’a toujours aucun siège permanent au sein de la principale instance de paix du monde.
     
    Un changement s’impose.
     
    Il en va de même pour l’architecture financière mondiale, mise en place il y a 80 ans.
     
    Je félicite les dirigeants de la Banque mondiale et du Fonds monétaire international pour les mesures importantes qu’ils ont entreprises.
     
    Mais comme le souligne le Pacte pour l’avenir, la lutte contre les inégalités exige une accélération de la réforme de l’architecture financière internationale.
     
    Au cours des huit dernières décennies, l’économie mondiale s’est développée et transformée.
     
    Les institutions de Bretton Woods n’ont pas suivi le rythme.
     
    Elles ne sont plus en mesure de fournir un filet de sécurité mondial, ni d’offrir aux pays en développement le niveau de soutien dont ils ont tant besoin.
     
    Dans les pays les plus pauvres du monde, le coût des intérêts de la dette dépasse, en moyenne, le coût des investissements dans l’éducation, la santé et les infrastructures publiques réunis.
     
    Et à l’échelle du monde, plus de 80 % des cibles des Objectifs de développement durable ne sont pas en bonne voie.

    Volver al camino correcto requiere un aumento de financiamiento para la Agenda 2030 y el Acuerdo de París.

    Esto implica que los países del G20 lideren un Estímulo para los Objetivos de Desarrollo Sostenible de 500.000 millones de dólares al año.

    Implica reformas para aumentar sustancialmente la capacidad de préstamo de los Bancos Multilaterales de Desarrollo – y permitirles ampliar masivamente la financiación asequible a largo plazo para el clima y el desarrollo.

    Implica ampliar la financiación de contingencia mediante el reciclaje de los Derechos Especiales de Giro.

    Pero el status quo ya está agotando su poder.

    Sin reformas, la fragmentación es inevitable, y las instituciones globales perderán legitimidad, credibilidad y eficacia.

    The third driver of our unsustainable world is uncertainty.

    The ground is shifting under our feet.

    Anxiety levels are off the charts.

    And young people, in particular, are counting on us and seeking solutions.

    Uncertainty is compounded by two existential threats – the climate crisis and the rapid advance of technology — in particular, Artificial Intelligence.

    Excellencies,

    We are in a climate meltdown.

    Extreme temperatures, raging fires, droughts, and epic floods are not natural disasters.

    They are human disasters — increasingly fueled by fossil fuels.

    No country is spared. But the poorest and most vulnerable are hardest hit.

    Climate hazards are blowing a hole through the budgets of many African countries, costing up to five per cent of GDP – every year.

    And this is just the start.

    We are on course to careen past the global limit of a 1.5 degree temperature rise.

    But as the problem gets worse, solutions are getting better.

    Renewable prices are plummeting, roll-out is accelerating, and lives are being transformed by affordable, accessible clean energy.

    Renewables don’t just generate power. They generate jobs, wealth, energy security and a path out of poverty for millions.

    But developing countries cannot be plundered in that journey.

    Our Panel on Critical Minerals has recommended fair and sustainable ways to meet global demand for these resources, which are essential to the renewables revolution.

    Excellencies,

    A future without fossil fuels is certain.  A fair and fast transition is not.

    That is in your hands.

    By next year, every country must produce an ambitious new national climate action plan – or Nationally Determined Contributions.

    These must bring national energy strategies, sustainable development priorities, and climate ambitions together.

    They must align with the 1.5 degree limit, cover the whole economy, and contribute to every one of the COP28 energy transition targets.

    An International Energy Agency report released today breaks this down.

    By 2035, on average, advanced economies must slash energy emissions 80 per cent, and emerging markets 65 per cent.

    The G20 is responsible for 80 per cent of total emissions.

    They must lead the charge – keeping with the principle of common but differentiated responsibilities and respective capabilities in the light of different national circumstances.

    But this must be a joint effort — pooling resources, scientific capacities and proven and affordable technologies for all to be able to reach those targets.

    I’m honoured to be working closely with President Lula of Brazil – who is both G20 Chair and COP30 host – to secure maximum ambition, acceleration and cooperation. We just met for that purpose.

    Finance is essential.

    COP29 is around the corner.

    It must deliver a significant new finance goal.

    We also need a Loss and Damage Fund that meets the scale of the challenge – and developed countries meeting their adaptation finance promises.

    And we must finally flip the script on a crazy situation:

    We continue to reward polluters to wreck our planet.

    The fossil fuel industry continues to pocket massive profits and subsidies, while everyday people bear the costs of climate catastrophe – from rising insurance premiums to lost livelihoods.

    I call on G20 countries to shift money from fossil fuel subsidies and investments to a just energy transition;

    To put an effective price on carbon;

    And to implement new and innovative sources of financing – including solidarity levies on fossil fuel extraction – through legally-binding, transparent mechanisms.

    All by next year and this taking into account that those who shoulder the blame must foot the bill.

    Polluters must pay.

    Excellencies,

    The rapid rise of new technologies poses another unpredictable existential risk.

    Artificial Intelligence will change virtually everything we know — from work, education and communication, to culture and politics.

    We know AI is rapidly advancing, but where is it taking us:

    To more freedom – or more conflict?

    To a more sustainable world – or greater inequality?

    To being better informed – or easier to manipulate?

    A handful of companies and even individuals have already amassed enormous power over the development of AI – with little accountability or oversight for the moment.

    Without a global approach to its management, artificial intelligence could lead to artificial divisions across the board – a Great Fracture with two internets, two markets, two economies – with every country forced to pick a side, and enormous consequences for all.

    The United Nations is the universal platform for dialogue and consensus.

    It is uniquely placed to promote cooperation on AI – based on the values of the Charter and international law.

    The global debate happens here, or it does not happen.

    I welcome important first steps.

    Two resolutions in the General Assembly, the Global Digital Compact, and the recommendations of the High-Level Body on AI can lay the foundations for inclusive governance of AI.

    Let’s move forward together to make AI a force for good.

    Excellencies,

    Nothing lasts forever.

    But a feature of human life is that it appears otherwise.

    The current order always feels fixed.

    Until it is not.
     
    Across human history, we see empires rising and falling; old certainties crumbling; tectonic shifts in global affairs.
     
    Today our course is unsustainable.

    It is in all our interests to manage the epic transformations underway; to choose the future we want and to guide our world towards it.

    Many have said that the differences and divisions today are just too great.

    That it is impossible for us to come together for the common good.

    You proved that is not true.

    The Summit of the Future showed that with a spirit of dialogue and compromise, we can join forces to steer our world to a more sustainable path.

    It is not the end.

    It is a start of a journey, a compass in the whirlwind.

    Let’s keep going.

    Let’s move our world towards less impunity and more accountability …. less inequality and more justice … less uncertainty and more opportunity.

    The people of the world are looking to us – and succeeding generations will look back on us.

    Let them find us on the side of the United Nations Charter … on the side of our shared values and principles … and on the right side of history.
