  • MIL-OSI United Kingdom: Homelessness Statistics, 2023-24

    A National Statistics Publication for Scotland.

    An annual update on Homelessness Statistics covering 2023-24 has been released today.

    Findings for that period show:

    • There were 40,685 homelessness applications. An increase of 1,377 (4%) compared to 2022-23, and the highest since 2011-12.
    • There were 33,619 households assessed as homeless or threatened with homelessness. An increase of 1,088 (3%) compared to 2022-23, and the highest since 2011-12.
    • There were 31,870 live applications as at 31 March 2024. This compares to 29,408 at March 2023, and is the highest in the time series.
    • There were 16,330 households in temporary accommodation at 31 March 2024. This is 9% higher than 15,039 at 31 March 2023, and the highest in the time series.
    • The number of children in temporary accommodation is also the highest in the series, increasing to 10,110 from 9,595 (5%) between March 2023 and 2024.
    • The number of households reporting rough sleeping the night before application has increased from 1,493 to 1,916 and in the three months prior from 2,425 to 2,931.
    • The average time spent in temporary accommodation for cases that closed in 2023-24 was 226 days. This is one day higher than 2022-23. This compares to 292 days on average for cases that are still open.
    • 83% of households assessed as unintentionally homeless secured settled accommodation in 2023-24, the same as 2022-23.
    • The average length of time to close a homelessness case was 278 days for cases that closed in 2023-24. This is 11 days longer compared to 2022-23.
    • 58% of main applicants were male. This is the joint highest proportion along with 2020-21.
    • 79% of main applications were of a White ethnicity. This is the lowest proportion in the time series.

    The Homelessness in Scotland: 2023-24 publication presents information on local authority homelessness applications, assessments and outcomes in the period from 1 April 2023 to 31 March 2024, and places it in the context of longer term trends. It also provides data on the number of households in temporary accommodation throughout the same period.

  • MIL-OSI United Kingdom: Help shape Edinburgh’s final visitor levy scheme

    Capital residents, businesses and visitors are being invited to have their say on the final plans to raise over £100 million by 2030 from tourism to support the city of Edinburgh.

    Launching immediately after the Visitor Levy (Scotland) Act 2024 came into force – which grants Scottish councils the authority to introduce a levy on overnight stays within their regions – the Council started a formal 12-week consultation on its draft visitor levy scheme.

    Building on extensive engagement which has taken place over many years, views are encouraged on various aspects of Edinburgh’s latest draft scheme, including:

    • The planned levy rate of 5% on overnight stays for a maximum of seven nights
    • The types of accommodation that will be liable for the levy
    • How the money raised should be used to improve the city
    • Exemptions to the levy.

    Further engagement will also take place, including public drop-ins, open sessions for businesses in the visitor economy industry and accommodation providers, as well as targeted meetings with various stakeholders and industry groups.

    Councillors will consider all of the feedback from this consultation before deciding in early 2025 to adopt or amend the scheme, with the proposed levy set to take effect from 24 July 2026, or around this date, subject to Council approval.

Funds raised could go towards supporting vital services such as keeping the city clean and green, preserving some of our incredible heritage sites as well as supporting businesses in the visitor economy industry.

    We already know from the huge amount of engagement we’ve previously carried out that the introduction of a levy has overwhelming support here in Edinburgh. All this engagement work has helped us to shape the scheme we have in front of us today and I’m grateful to the thousands of people who have been involved to date.

  • MIL-OSI United Kingdom: Dinosaur Trail to roar into city centre

    Aberdeen’s city centre is to transform into a brick-filled dinosaur adventure this October.  

    Iconic Bricks Dinosaur Trail will be a two-week event from 12th to 27th October that will see an exciting new free family-fun trail located throughout the city centre with free parking available in two city centre car parks. 

    Aberdeen City Council Co-Leader Councillor Christian Allard said: “This is a fantastic event to look forward to during the school holidays and will be a great family day out. 

    “I would encourage everyone to take part in this fun new trail, and also to take the time to visit all the local businesses across the city centre.”

    Education and Children’s Services Convener Councillor Martin Greig said: “The dinosaur activity is a great opportunity for children to have fun together and to find out more about the natural world. 

    “Dinosaurs are favourite animals for many young people and the trail will be an enjoyable and thought-provoking experience.” 

    Visitors and locals will be able to discover 18 brick dinosaur models located in various city centre businesses , including a Stegosaurus, Triceratops and adorable baby dinosaurs. 

    Participants will be able to get an insight into how each the model is made and learn more about each creation, including how many bricks were used to build the model and information on each dinosaur. 

    Also available will be the Hidden Lego Minifigurine Competition, where small Lego figurines have been hidden in ten shop windows around the Upperkirkgate and Belmont Street area for people of all ages to find in a treasure-hunt style challenge. 

    Once each minifigure is found, there is an opportunity to enter a prize draw to win an Aberdeen Gift Card worth £20. 

    Additional activities will be available throughout the October Holidays that will offer fun activities in various locations across the city that all ages can get involved with, including LEGO sessions, bookbug and animation.

    The Iconic Bricks Dinosaur Trail has received £30,000 from the UK government through the UK Shared Prosperity Fund.

    Free weekend parking in the Denburn and Frederick Street car parks will be available throughout the October holidays and the first weekend in November. Parking for £1 will be available after 5pm at Virigina Street, the Gallowgate, Frederick Street, Summer Street, Chapel Street, West North Street and the Denburn. Normal charging rates will resume from 8am.

  • MIL-OSI United Kingdom: Proposed City Centre West Regeneration Masterplan Unveiled

    As well as delivering up to 1,000 new homes, including affordable homes, the masterplan will showcase options for phase one of the scheme – an enhanced Market Square with green spaces.

    During the course of the masterplan, opportunities for new shops, cafes, and restaurants will also be included, with potential for outdoor seating.

    The Council and ECF have entered into a Development Agreement to bring forward proposals for City Centre West, which features prominently in the Wolverhampton Investment Prospectus and the City Centre Local Area Action Plan.

    The release of the masterplan follows an initial period of engagement in July, which helped finalise the vision. The sessions, where residents will be able to view the masterplan in detail and ask questions of the team, have also been arranged:

    • Saturday 28 September – 1pm to 4pm, The Way Youth Centre, School Street
    • Wednesday 2 October – 12 to 7pm, Urban Room, 18 Queen Square

    Councillor Chris Burden, Cabinet Member for City Development, Jobs, and Skills, at City of Wolverhampton Council, said: “The proposed masterplan is the result of significant collaboration between ECF and the Council, but also residents who have offered their perspectives on the opportunities ahead.

    “City Centre West is an opportunity to put people at the heart of the city with new homes, shops, cafes or restaurants.

  • MIL-OSI Asia-Pac: Hong Kong rose to third place globally in Global Financial Centres Index

         Hong Kong ranked third globally in the Global Financial Centres Index (GFCI) 36 Report published today (September 24) by Z/Yen from the United Kingdom and the China Development Institute from Shenzhen, moving up one place from the March issue of the index this year. Hong Kong also ranked first in the Asia-Pacific region. The overall rating increased by eight points, the largest improvement among the top five financial centres.
     
    ​     A Government spokesman said, “The report clearly affirms Hong Kong’s status and strengths as a leading global financial centre. Hong Kong’s scores were rated among the top in various areas of competitiveness, including ‘business environment’, ‘human capital’, ‘infrastructure’, and ‘reputational and general’. Hong Kong’s rankings in various financial industry sectors also rose significantly, including ‘investment management’, ‘insurance’, ‘banking’ and ‘professional services’. Among them, the ranking in ‘investment management’ advanced to first globally. In addition, the report assessed the financial centres’ fintech offerings, and Hong Kong’s ranking rose five places to ninth, making it among the top 10 fintech hubs.”
     
    ​     Hong Kong’s asset and wealth management business is booming, with assets under management growing by about 2 per cent from the previous year to more than HK$31 trillion in end-2023. Net fund inflows reached HK$390 billion, representing a year-on-year increase of over 3.4 times. The development of the family office business in Hong Kong continues to gain momentum. The New Capital Investment Entrant Scheme has continued to receive overwhelming response since its launch in March, with more than 550 applications received so far. It is expected to bring in more than HK$16.5 billion in investments to Hong Kong.
     
    ​     The spokesman added, “As an international financial centre, Hong Kong brings together the world’s top financial institutions and talent, provides professional financial services, and owns a deep and broad capital market. Our regulatory system aligns with those of major overseas markets, with the free flow of information and capital. Under ‘one country, two systems’, Hong Kong’s unique position of having the strong support of the motherland while being closely connected to the world empowers us to fully leverage our role as a ‘super connector’ and ‘super value-adder’.
     
    ​     “The Government will continue to actively understand, respond to and embrace changes to promote the high-quality development of the financial sector. In the stock market, we are proactively enhancing its breadth and depth as well as boosting market efficiency and competitiveness, including establishing the listing regime for specialist technology companies, reforming GEM, maintaining trading under severe weather, facilitating share buyback and introducing the new treasury share regime, and further attracting listing. We are also endeavouring to deepen financial mutual access between the Mainland and Hong Kong so as to further strengthen Hong Kong’s role in connecting the Mainland and international capital markets. Measures include expanding the eligible scope of exchange-traded funds under Stock Connect, and taking forward a series of enhancements to Swap Connect. Regarding green finance, Hong Kong is working on the full adoption of the International Financial Reporting Standards – Sustainability Disclosure Standards (ISSB Standards) for sustainability reporting. We also seek to create healthy and suitable conditions for the development of virtual assets (VA) by improving the regulatory framework with the proposed licensing regimes for fiat-referenced stablecoin issuers and VA over-the-counter service providers, so as to promote the sustainable development of Hong Kong’s Web3 ecosystem. We are also strengthening the nurture of talent in various financial fields through launching a series of internship and training schemes, with a view to building a sustainable talent pool for the financial sector in Hong Kong.”
     
    ​     The GFCI Report is released in March and September every year since 2007. In GFCI 36, 121 financial centres were assessed, and Hong Kong ranked third globally with an overall rating of 749.

    Statement by Foreign Ministers of Australia, Jordan, Switzerland, Indonesia, Sierra Leone, the United Kingdom, Japan, Brazil and Colombia:

    Australia, Jordan, Switzerland, Indonesia, Sierra Leone, the United Kingdom, Japan, Brazil and Colombia, today announced the formation of a Ministerial Group for the Protection of Humanitarian Personnel, dedicated to upholding and championing international humanitarian law and driving action to protect humanitarian personnel in conflict zones.

    International humanitarian law is the foundation for alleviating human suffering in wars. It limits the effects of armed conflict and regulates the conduct of hostilities. It provides for the protection of civilians, including the protection and respect of humanitarian personnel who assist and protect the victims of armed conflict, and notably provide the food, water and medical care that civilians in conflict zones need to survive.

    But respect for international humanitarian law is severely undermined, with consequences for current and future conflicts. Calls for compliance are not being heard.

    2023 was the deadliest year on record for humanitarian personnel, with 280 killed and hundreds more wounded and kidnapped. 2024 is on track to be even worse.

    This year alone, we have seen humanitarian personnel killed in Sudan, South Sudan, Ukraine, Yemen and many other contexts. Gaza is the most dangerous place on earth to be an aid worker, with over 300 humanitarian personnel killed since the start of the war.

    In forming this Ministerial Group, and in partnership with humanitarian organisations, we rededicate ourselves to the protection of humanitarian personnel. We stand together, seizing the momentum created by the adoption of UN Security Council Resolution 2730 in May 2024, to strengthen international commitment and translate it into action, to reverse current trends.

    The Ministerial Group has decided to pursue a Declaration on the Protection of Humanitarian Personnel.

    The Declaration will be developed over the coming months, and will demonstrate the unity of the international community’s commitment to protect humanitarian personnel and to channel that commitment into action in all current and future conflicts. All countries will be invited to join the Declaration.

    The Declaration will support the United Nations Secretary-General in his endeavours to improve the safety and security of humanitarian personnel, including in accordance with UNSCR 2730.

Tagle, Pro-Prefect of the Dicastery for Evangelization (Section for the first evangelization and the new particular Churches), on 5 September 2024, appointed Rev. Fr. Alfonsus Widhiwiryawan SX, director of the Pontifical Mission Societies (PMS) of Indonesia for five years. The new director of the Indonesian PMS was born in 1979 and carried out his novitiate and first religious vows with the Xaverian missionaries in Jakarta. He was ordained a priest in 2009 and studied philosophy and theology, obtaining a bachelor’s degree in theology and a license in spirituality. He studied Italian language and culture in Parma, Spanish language in Madrid and English language in Glasgow. He was vice rector of the pre-novitiate of the Xaverian missionaries in Jakarta (2011-2023), assistant parish priest in the parish of St. Matius Penginjil in Bintaro (Jakarta) where he also served as a religion teacher in a state institute (2013-2015); a theology teacher at the STF Driyarkara in Jakarta, he was a member of the formation commission of the Xaverian missionaries of Indonesia (2012-2016). A teacher in biblical institutions in Indonesia and vice rector of the philosophy studentate at the Xaverian missionaries in Jakarta (2015-2016), he was director of animation and missionary vocation of the Xaverian missionaries in Yogyakarta (2016-2021). In 2021 he held the role of rector of the Domus San Francesco Saverio in Padang (Central Sumatra). From 2022 to 2024 he was responsible for the commission for the youth of the diocese of Padang and diocesan director of the PMS of the same diocese; he was also vice parish priest of the parish of San Francesco d’Assisi in Padangbaru (Central Sumatra) and formator of the Minor Seminary “Maria Nirmala” in Padang.   • MIL-OSI Security: Undercover online Met operation brings child sex offender to justice

    A man has been jailed for 14 years and six months following an online undercover Met operation that exposed how he was planning to carry out disturbing sex offences towards children.

    Sean Wallace, 43 (17.07.1980), of Woodside Road, Haringey, was sentenced to 14 years and six months imprisonment at Wood Green Crown Court on Friday, 13 August for arranging the rape of a child under 13 and distributing an indecent image of a child.

    During an undercover operation in which a police officer posed online as a woman with access to a child, Wallace contacted the officer asking if he could sexually abuse the fictional child. He sent sexual images of himself as well as indecent images of other children. During online chat and telephone calls Wallace spoke openly about his desire to abuse young girls and made arrangements to meet the woman in order that he could rape the child.

    He was arrested at his home address after he failed to attend the planned meeting stating that he was nervous and needed more time to build up trust with the woman before meeting her.

    The examination of his mobile phone identified that Wallace was speaking online to numerous apparently underage girls.

    He was charged on Friday, 19 August 2022 and has been held on remand until his sentencing.

    Detective Sergeant Robert Blant, whose team led the investigation, said:

    “Sean Wallace is a dangerous predatory offender, who preyed on innocent and vulnerable young children.

    “My team worked around the clock to bring Wallace to justice by going through large amounts of disturbing digital evidence collated from his online activities and seized from his home. I’m pleased that as a result of great policing work, we have prevented a dangerous individual from continuing to offend and ruin the lives of children or young people.

    “Our dedicated teams will continue to apply their expertise in investigating child sexual offences to safeguard children and young people across London.”

    Children and young people are the most vulnerable in society, and the Met is committed to keeping them safe in person and online. As part of the New Met for London plan, our officers are working closely with third sector partners, including The Children’s Society to help young people, parents and carers spot the signs of sexual abuse and predatory behaviour online and offline.

  • MIL-OSI Security: National team marks six years of disrupting County Lines

    A national team set-up to tackle the threat of county lines is marking six years since its inception.

    The National County Lines Coordination Centre (NCLCC), part of the National Police Chiefs’ Council (NPCC) is funded by the Home Office with the aim of co-ordinating national law enforcement activity across England and Wales, increasing intelligence on the county lines threat, and informing national policy development and best practice.

    Set up in 2018 the NCLCC has developed the national intelligence picture for County Lines and helped police forces to report and identify the threat of County Lines within their own policing areas and further afield. This work continues and supports the new Safer Streets mission.

    With the scale and nature of this cross-border crime, NCLCC acts as the central body for County Lines and co-ordinates the national law enforcement response and best practice.

    Every policing region in England and Wales has a dedicated NCLCC Co-ordinator and analytical resource to measure this threat and access to the Continuous Improvement Team to support with their force response to County Lines. In addition, there is a programme funded Co-ordinator in Scotland, recognising the lines from England that impact this part of the UK.

    Key successes of the NCLCC include:

    • Co-ordinating 13 County Lines Intensification Weeks since 2018. The Intensification Weeks support police forces across the country close drugs lines, arrest criminals and protect children and vulnerable adults from exploitation. To date, 5,627 lines have been closed, more than 16,500 people arrested and 8,800 individuals safeguarded.
    • Increasing the understanding, intelligence picture and law enforcement response on the threat of County Lines, including annual strategic assessments.
    • Delivering interactive County Lines training and learning to more than 3,200 police officers and 870 statutory partners since 2020. The training, using Hydra technology, places delegates at the centre of a simulated County Lines investigation and explores the complex nature of an investigation, from the characteristics of the County Lines business model to the way vulnerable people are groomed and exploited. The training has provided a greater understanding of criminal exploitation and the importance of a multi-agency response.
    • Partnering with the Ivison Trust (formerly PACE) and Barnardo’s in 2022 to develop a parent and carers webinar. Attended by more than 3,400 people, the webinars help parents and carers understand what County Lines is and the signs their child might be being exploited. One attendee commented: “This is one of the most powerful sessions I have ever attended as a professional and parent. I can’t tell you how powerful this is, and I hope more parents can hear this.”
    • Launching the NCLCC Power app, a central resource for County Lines knowledge and guidance in September 2023. The app includes information around safeguarding, use of ANPR, Modern Slavery, custody procedures, engaging with partners and more.
    • Publishing the first County Lines Policing Strategy (2024-2027) to provide a framework for forces to respond to all aspects of this crime type. The plan sets out what the NCLCC will do next and how it will continue to work with forces to disrupt County Lines.

    Commander Paul Brogden, NPCC lead for County Lines, said: “Tackling County Lines drug dealing remains a strategic priority for policing across England and Wales.

    “Six years in, the NCLCC has co-ordinated the national law enforcement response to County Lines, and allowed for best practice, experience, and knowledge to be shared across the country. This has led to significant successes – including more than 5,600 drug lines closed, 8,000 people charged, hundreds of weapons recovered, and large quantities of drugs seized. Crime prevention sits at the heart of our approach and forces have referred more than 8,000 young and vulnerable people to safeguarding services.

    “Through gathering intelligence, we now understand the nature, scale, and threat of County Lines better, which has helped forces work together, across borders, to tackle this issue.

    “But we know there is much more still to do. The County Lines Policing Strategy sets out the national plan for next three years and builds on the successes we have already seen, while ensuring that forces adopt a prevention-first approach to break the cycle of serious organised crime.

    “I would like to take this opportunity to thank our County Lines Task Forces, Regional Co-ordinators, Analysts, NCLCC central teams and the staff from all police forces across England and Wales, including our key partners, for their ongoing hard work, dedication, and exceptional results. 

    “County lines drug dealing has a devastating effect on communities, so we are committed to put an end to this business model and the criminal offending of those involved in exploitation and violence often associated with it.”

    UK Statement for the Interactive Dialogue with the Working Group on arbitrary detention. Delivered at the 57th HRC in Geneva.

    The UK would like to thank the Working Group for its work and for the recommendations in its latest report.

    Arbitrary detention is a hallmark of authoritarian regimes, and its use a means of political intimidation. Arbitrary detention not only violates human rights, but also undermines the trust in institutions that keeps societies safe and open.

    The UK government works publicly and privately to condemn the use of arbitrary detention, to support those who have been arbitrarily detained, and to demand accountability. 

    The UK supports the Working Group and we call on all states to respect their international obligations and commitments. We welcome the report’s urgency on the protection of victims of arbitrary detention and call for all states to engage on this matter. 

    The UK welcomes the initiative of our Canadian colleagues to combat the use of arbitrary detention in state-to-state relations.

    The undersigned country members of the Global Partnership for Action on Gender-Based Online Harassment and Abuse (Global Partnership) call attention to the urgent need to counter the spread of gendered disinformation and address all forms of technology-facilitated gender-based violence (TFGBV) against women in political and public life.  

    Gendered disinformation is a threat to societies defending peaceful, democratic values. False or misleading gender and sex-based narratives are being used in campaigns by malign actors to deter and discredit the participation of women, girls and LGBTQI+ persons in political and public life. This not only causes deep harm to the individuals targeted, but also threatens electoral integrity, access to information and the exercise of freedom of expression. At the same time, new and emerging technologies are being used to enable harmful, violent rhetoric and attacks against women, girls and LGBTQI+ public figures across borders at a scale and speed previously unseen.

    In our 2023 Road Map, the Global Partnership committed to promoting the meaningful participation in public life for women and girls, in all their diversity, by countering TFGBV and gendered disinformation. 

    We welcome the work being done to shine a light on how and why gendered disinformation is conceived, who it targets and how it is spread. Last year, in a groundbreaking study, Canada, the European External Action Service, Germany, Slovakia, the United Kingdom, and the United States jointly assessed the tactics used by foreign state and non-state actors to sow gendered and other identity-based disinformation across the world.

    In March 2024 the Global Partnership and members of its Advisory Group co-hosted a multi-stakeholder conference convened by the National Democratic Institute on possible responses (PDF, 2.1 MB) to countering the spread of gendered disinformation in the context of electoral processes. Stakeholders affirmed the need for a comprehensive response to disrupt the spread of gendered disinformation and to support victims and survivors.

    The world is at a critical moment for upholding democracy. More than 100 countries have held, or are soon to be holding elections, many of them taking place under democratically challenging circumstances. The active participation of all people, including women, girls and LGBTQI+ persons, is essential for secure, healthy and prosperous democracies.   

    We call upon states to join us in recognising and taking action to counter the threat of gendered disinformation to democracies globally. We urge technology and other private companies to take appropriate action to respond to this threat, including a commitment to a Safety-by-Design approach to the development and deployment of platforms and technologies. We ask states and all stakeholders to defend and protect the ability of women, girls and LGBTQI+ persons to participate in public life freely, safely and without fear.

    The software packages RN-GEOSIM and GIS-RN became winners of the XV competition “Best digital solutions for the oil and gas industry” in the nomination “Best internal corporate development”. The award ceremony took place in Moscow as part of the X Federal Forum on IT and digital technologies of the oil and gas industry of Russia Smart Oil

    Rosneft is the first company in Russia to successfully create science-intensive software covering all key processes of hydrocarbon exploration and production. The Company’s line of science-intensive software includes 24 products for key processes of oil and gas production, 10 of which are available for purchase.

    “RN-GEOSIM” was developed by the Ufa scientific institute of “Rosneft”. Specialists use the software package to build geological models and analyze hydrocarbon deposits, which increases the efficiency of their exploration and development.

    The software package provides a full range of tools, such as data management, interactive visualization, well section correlation, structural modeling taking into account tectonic faults, 3D geological modeling, reserve calculation, and generation of reporting graphics.

    The Company’s specialists are constantly improving the digital product, supplementing it with innovative modeling methods for more accurate construction of the field model. Test licenses for the software can be ordered on the website https://rn.digital/rngeosim/.

    The GIS-RN system is a joint development of the Rosneft Research Institute in Tomsk and Sibintek. This is the first corporate geographic information system (GIS) that is built on import-substituting technologies and solves current production problems in the oil sector of the fuel and energy complex.

    The multifunctional digital service consolidates arrays of geospatial information from users and is used at all stages of capital construction and operation of oil and gas field facilities.

    By 2025, the capabilities of GIS-RN will be supplemented by a module based on a neural network model for automated interpretation of aerospace images obtained during engineering surveys and environmental monitoring. Artificial intelligence trained on a profile sample will be able to recognize terrain objects – rivers, lakes, vegetation and even illegal logging – dozens of times faster than humans.

    Rosneft has been consistently developing and commercializing domestic software for oil and gas production for over 20 years. This strategic decision was dictated by the need to ensure the technological independence of the country’s oil and gas industry, taking into account the specifics of the reserve structure and modern approaches to oil and gas production.

    The State University of Management is developing a digital village – a high-tech system for managing agricultural enterprises. The project is being implemented jointly with the Omsk Agrarian Scientific Center (Omsk ASC) and the Udmurt State University (UdSU).

    The solution being created will allow even non-professionals to manage agricultural processes. The result will resemble the most modern enterprises, where one person can manage the entire workshop, and all mechanical work is done by robots. A similar model will be implemented in the field.

    “In the conditions of record low unemployment, we are not making a system that excludes people from the process. It helps non-professionals get started. The platform with a management decision support system offers the user a choice: if you go to the right, you will reap the harvest, if you go to the left, you will lose your horse. In the most literal sense of the word,” said Denis Serdechny, associate professor of the Department of Innovation Management at the State University of Management, head of the Laboratory of Convergent Expertise and Assessment of Technology Maturity, and candidate of technical sciences.

    A technological stack will be assembled at the request of state or private farms, which in addition to unmanned combines, seeders, drones, automatic irrigation systems and other devices will include products of modern agricultural technologies. The management system takes into account the possibility of integrating several farms to create a corporate effect. Reporting will be generated and sent to the Ministry of Agriculture automatically, thus creating a database of objective data and not burdening farmers with unnecessary work. The digital village will operate based on the principles of precision farming, when, for example, drones scan apples on trees, assess their condition and collect only ripe fruits, leaving the rest to ripen. This will significantly increase the efficiency and productivity of each individual farm, and in the future, at the national level, it will potentially give a significant multiplier effect.

    However, the task set by the SUM scientists is much larger. The digital village is the first level. The global idea is to create a huge digital platform for the entire agriculture of the country.

    “We are developing a concept for such a platform, where all participants in agricultural processes will find their place. In essence, such agricultural State Services,” says Denis Serdechny. “The user goes there, chooses his role: farmer, investor, producer, monitor on the part of the state, who will be able to evaluate the efficiency of spending budget funds. The farmer controls the work processes through the platform. And the investor can see in which region what crop is needed, what level of investment is required for this, what equipment is needed, in what quantity, what seeds. That is, it is also an intelligent decision support system, akin to a computer game in the genre of economic strategy – the user chooses the necessary parameters and his agricultural business is assembled on a turnkey basis. To do this, you do not have to be an expert in the field of agriculture.”

    The system is not being built from scratch; the necessary competencies are acquired from specialists who will train the system’s artificial intelligence. The platform will be loaded with existing databases on meteorological observations, aerial reconnaissance, soil science, and other necessary information. The system will also offer, for example, leasing companies, so that the investor does not necessarily have to purchase equipment. Service providers will also be able to use the system to track the operation of their fleet.

    A grant from the Ministry of Science and Higher Education of the Russian Federation for the implementation of a major scientific project “Ensuring food security of the country based on the creation of software and hardware complexes and intelligent platform digital solutions in the field of development of agro-industrial technologies of the full life cycle” was won by the State University of Management in the spring of 2024. This project is designed until 2026 and is currently in the active stage of development.

    A group of almost three dozen specialists from the State University of Management is developing an economic model of a new generation agricultural enterprise and a complex of its technological support. The SUM develops management, economic and digital models.

    To create digital twins of agricultural enterprises and subsequent processing of data from the fields, artificial intelligence tools and supercomputer power will be used. The equipment has already been purchased and is located on the territory of the State University of Management.

    Udmurt State University will provide technologies for recycling and closing the production cycle of agricultural enterprises. Waste from factories and plants, as well as expired products from stores, will be returned to the fields as fertilizers, rather than being disposed of, which will have a positive effect on the environment and will allow saving some budget funds.

    The Omsk AMC will become a test site for testing this technology. It is engaged in the entire cycle of work: field preparation, sowing, monitoring, harvesting. Including tracking weather changes, for which it recently purchased a weather station. Several special areas have already been allocated there for the digital village project.

    The system will be launched in test mode this year. The project is designed to last until 2026, but Denis Serdechny believes that this is only the first step towards implementing a federal-scale project. Interaction with global market players has already begun. Some of the largest Russian banks are interested in the results of the project, ready to provide their data centers for data processing, buy and distribute the finished digital product.

  • MIL-OSI Europe: Forecast for public finances: surpluses for cantons, uncertainty for Confederation and social security funds

    Berne, 24.09.2024 – The general government’s financial development is likely to vary greatly depending on the level of government. This is the picture painted by the Federal Finance Administration’s new forecast, which goes up to 2028. While the social security funds will probably generate surpluses over the entire forecast period and the cantons from 2025 onward, the Confederation and the municipalities are expected to run structural deficits over the entire period. There is some uncertainty surrounding this development. The federal relief measures have not yet been factored into the forecasts.

    On 16 September, Sweden’s Government received Finland’s Government for a joint meeting. They adopted a declaration on enhanced cooperation between the countries, and the countries’ ministers took part in almost 20 visits and activities around Stockholm.

    The joint meeting was the second ever for Sweden and Finland, and the first for the two countries on Swedish soil. It lasted two hours and resulted in the signing of a joint declaration on enhanced cooperation between the countries.

    Prime Minister Ulf Kristersson – who described Finland as Sweden’s closest partner ahead of the meeting – held a joint press conference at Rosenbad together with Finland’s Prime Minister Petteri Orpo to discuss the declaration and enhanced cooperation.

    The declaration includes the efforts for a secure, green and free Nordic region, the importance of continued strong support to Ukraine, cooperation to strengthen competitiveness at national and EU levels and enhanced cooperation on law enforcement. The ambition of attracting highly qualified international workers, enhanced cooperation in the areas of research, development and innovation, joint efforts to promote children’s and young people’s health and continued cooperation in the areas of culture and international tourism are also included.

    The Swedish and Finnish ministers took part in a large number of visits and activities around Stockholm in the afternoon. These included visits to a higher vocational education institution, a fire station, the Baltic Sea Science Center at Skansen, Värtaverket’s thermal power station, the ports of Stockholm, a family centre and school in Rinkeby, the Swedish Social Insurance Agency headquarters and the Royal Swedish Academy of Sciences.

    Mr Kristersson, Mr Orpo, Sweden’s Minister for Energy, Business and Industry Ebba Busch and Finland’s Minister of Economic Affairs Wille Rydman also took part in a business seminar held by the Confederation of Swedish Enterprise and the Confederation of Finnish Industries at Storgatan to discuss how to jointly enhance Sweden’s, Finland’s and the EU’s competitiveness.

    The day concluded with a mingle in the Sager House and a dinner and art tour at Sven-Harrys konstmuseum.

    In 2024–2026, Sweden will provide SEK 30 million to the Global Alliance for Trade Facilitation. Together with governments and businesses, the Alliance promotes economic development and poverty reduction by making it easier for developing countries to participate in world trade.

    “The Alliance has shown that targeted measures promoting cooperation between governments and businesses have great potential to create economic growth through increased trade in developing countries. Creating synergies between development cooperation, promotion and trade policy is a key part of the Government’s reform agenda for Swedish development assistance,” says Minister for International Development Cooperation and Foreign Trade Benjamin Dousa.

    Businesses in developing countries often face a variety of challenges when they want to take part in the global economy. These may include complex customs procedures, inefficient border management and a dependence on paper certificates. Such trade barriers restrict developing countries’ ability to benefit from international trade and thereby reduce poverty. The Alliance works in close cooperation with governments and businesses in developing countries to identify practical projects where state actors and companies can work together to implement reforms and new ways of working that simplify trade. 

    When implementing projects, the Alliance works closely with both local businesses and multinational companies. The Alliance is currently carrying out around 20 projects around the world, primarily in the least developed countries.

    This support is in line with the Government’s overall ambition to create conditions for developing countries and for people to move from poverty to prosperity through trade and economic development.

    Sida will allocate the support, which comprises SEK 10 million annually over three years. It will be financed through the Strategy for Sweden’s global development cooperation in sustainable economic development 2022–2026.

    The Alliance was founded in 2015, when a number of donor countries saw the importance of involving the business sector in implementation of the World Trade Organization (WTO) Trade Facilitation Agreement. The Alliance is led by the Center for International Private Enterprise, the International Chamber of Commerce and the World Economic Forum – in cooperation with Gesellschaft für Internationale Zusammenarbeit, a German international cooperation organisation.

         The annual StartmeupHK Festival is set to return to Hong Kong from October 21 to 25, 2024, following its previous successes. Curated by Invest Hong Kong (InvestHK) and themed “A Future Unlimited”, this year’s Festival will delve into contemporary topics such as AI, web3, GameFi, responsible tech, healthtech, greentech, sustainability, and more. As Asia’s premier start-up event, the festival anticipates participation from over 12 000 start-ups, investors, and technology enthusiasts from around the world.

         Featuring five main events and a series of community events, what sets this year’s Festival apart is its inclusion of captivating activities in multiple locations across Hong Kong and beyond, with speakers ranging from global business leaders to some of the world’s most innovative entrepreneurs.          On July 13, International Graduates & Returnees Entrepreneurship Sharing in Chengdu highlighted the entrepreneurial journeys of international students and returnees.

         The UrbanLab Global Expedition x Hong Kong 1.5°C Summit Briefing on August 16 witnessed discussions on the opportunities through Hong Kong, while the Georgian National Startup Competition on August 20 aimed to connect emerging market founders with investors.

    Iquitos (Agenzia Fides) – “We need authorities who are committed to defending the rights of girls, boys and adolescents of indigenous peoples, because they cannot continue to be set aside”. It is the voice of Mariluz Canaquiri, leader in Peru of the indigenous Amazonian Kukama Kukamiria, who speaks of the decline in education of indigenous peoples. “The authorities do not care about the education of indigenous children, there is no adequate infrastructure and there are no full-time bilingual teachers to teach them in our language,” emphasizes Canaquiri, who is also president of the Federation of Indigenous Women Kukama Kukamiria. Bilingual intercultural education (IBE) is a current educational policy in this South American country of 33 million inhabitants, with 55 recognized indigenous peoples, four Andean and 51 Amazonian. According to the results of the latest National Evaluation of Learning Outcomes (ENLA), published by the Ministry of Education, only 5.6% of fourth-grade primary school students (10 and 11 years old) of IBE institutions of the Amazonian population have achieved the expected results. “There is no bilingual intercultural education here,” said President Canaquiri. “How could they learn if our identity, our culture, our way of seeing the world are not valued in the school curriculum in any way, and in logistical conditions where the school building is an area covered with branches and trunks of trees with unbearable heat,” the leader stressed in a statement to an international non-governmental organization.     UK Statement for the Interactive dialogue on the Secretary General’s analytical study on the impact of climate change on human rights. Delivered at the 57th HRC in Geneva.

    The UK takes note of the Secretary General’s report and recognises that the impacts of climate change can lead to loss and damage. 

    In many cases, those disproportionately impacted by climate change are women and girls, indigenous peoples, those with disabilities and those in vulnerable and marginalised situations.

    It is clear that more needs to be done at a global, regional and local level to help avert, minimise and address loss and damage. 

    The UK welcomes the agreement made at COP28 on the operationalisation of funding arrangements, including a fund that responds to loss and damage and assists those countries particularly vulnerable to the adverse effects of climate change.

    The UK is using its seat on the Fund’s Board to work with all stakeholders to:

    • ensure timely implementation of an effective Fund
    • ensure that the Fund supports countries vulnerable to climate change, particularly the least developed countries and Small Island Developing States, and
    • diversify sources of funding.  

    The UK encourages collaboration, including via the United Nations Framework Convention on Climate Change (UNFCC), on shared solutions and ambitious approaches to address the impacts of climate change and to protect the most vulnerable.

    Foreign ministers highlighted support to Ukraine 

    During the visit, Sweden’s Minister for Foreign Affairs Maria Malmer Stenergard and her Finnish counterpart Elina Valtonen took part in a panel discussion on Swedish-Finnish cooperation on support to Ukraine. 

    “Support to Ukraine is my top priority as Minister for Foreign Affairs, and it is particularly important that we discuss with Finland how best to continue supporting Ukraine,” Ms Malmer Stenergard said during the panel. Ms Valtonen also emphasised the value of Swedish-Finnish cooperation and stated that she was looking forward to ensuring even more in-depth joint efforts.

    The panel was moderated by Maud Holma von Heijne, Secretary-General of Folk och Försvar. The other participants were Torbjörn Becker, Director of the Stockholm Institute of Transition Economics, and Katarina Areskoug, former Head of the Representation of the European Commission in Sweden and Swedish representative in the Nordic-Baltic high-level group.

    Following the panel discussion, Elly Reinolds, co-founder of OperationAid, presented the organisation’s operations in Ukraine, providing medical care close to the front line and activities for children affected by the war. This year, Sweden has contributed SEK 5 million to its ActiveKids project, which aims to strengthen children and young people and offer them respite, as well as mitigating mental health issues.

    Minister for International Development Cooperation and Foreign Trade discussed support to scale-ups 

    In connection with the government meeting, a seminar was also held on support to Swedish and Finnish scale-ups, with a focus on financing and internationalisation. Minister for International Development Cooperation and Foreign Trade Benjamin Dousa and his Finnish counterpart Ville Tavio were the hosts. Along with businesses, investors and organisations, they discussed how Sweden and Finland can create the best conditions for scale-ups to grow.

    “It’s clear that there’s huge engagement among those represented here today. Together we can make a difference. Scale-ups are innovative and knowledge-intensive businesses that, given the right conditions, can have an impact on society and entire sectors. It was inspiring to listen to the solution-oriented discussions, which also resulted in a number of concrete proposals,” says Mr Dousa.

    The seminar was organised by the Ministry for Foreign Affairs in cooperation with Business Sweden and Swedish Incubators and Science Parks (SISP), and was held at Epicenter, a creative meeting place for growing companies.

    Moscow parks have long been a place of attraction for residents. Lectures, excursions, master classes and even open-air film screenings are held here. This year, 14 Moscow parks will celebrate their anniversaries – many of them will be over 50 years old.     Center of cultural life

    This year is special for Tagansky Park, located on Taganskaya Street (40–42 buildings) — it is turning 90 years old. It was founded in 1934 at the N. I. Bukharin Workers’ Club and immediately became the center of cultural life in the Tagansky District. In 1957, the Zenit Cinema was built on the site of the old club, housing a concert hall. At the same time, amateur art and applied arts clubs for children and adults opened here.

    The history of Tagansky Park is connected with the names of outstanding residents of the capital. For example, football players Konstantin Beskov and Alexey Khomich, USSR tennis champion Nikolay Ozerov and Olympic figure skating champion Irina Rodnina began their sports careers here.

    After the Great Patriotic War, the park hosted meetings with heroes of the Soviet Union, military-patriotic gatherings, competitions and holiday concerts. In addition, jazz and brass bands, as well as dance evenings, were organized here. The park hosted major festivals such as the Musical Bazaar on Taganka, Beauty Will Save the World, Moscow Yard, Spring in Tagansky Park, Taganka Running Festival and many others. And sports clubs from the districts and the city competed at the stadium.

    In the early 2000s, the park began to actively work with children and teenagers. For example, a creativity center with a chamber auditorium was opened, where musical performances and festivals were held. Today, the park still hosts concerts, master classes and sports competitions. In the summer, guests practice yoga, bachata and zumba, and in the winter, ice discos are organized for them at the stadium, which turns into a skating rink.

    Tagansky Park pleases visitors with a variety of plants, for example, poplars, chestnuts, lindens, maples, ash trees, apple trees and a three-hundred-year-old pedunculate oak grow here, tulips and lilacs bloom in the spring. While walking through the park, you can meet starlings, thrushes, tits, wagtails and squirrels.

    On the territory of Tagansky Park there is a large fountain, an open stage, a rope park, children’s and sports grounds, a stadium with a football field, stands and running tracks, a creativity center, a physical education and health complex, a martial arts center, as well as a Museum of Tricks and Illusions.

    In 2012–2013, a large-scale reconstruction of the park’s territory took place, during which the stadium was transformed and new sports grounds and leisure facilities appeared.

    Tagansky Park includes the N.N. Pryamikov Children’s Park (Taganskaya Street, Building 15a, Building 1) — one of the first recreation areas in the city, the history of which began in 1775. The park is named after the hero of the October Revolution. In 2017, the landscape was updated, small architectural forms and new modern equipment were installed.

    Today, Tagansky Park is a cultural, leisure and sports center, a place for active recreation and leisurely walks. It plans to continue its traditions and open even more clubs for the younger generation.

    The first pleasure garden

    The Hermitage Garden was founded 130 years ago. It was the first pleasure garden in Moscow with gazebos, flowerbeds, a theater, a stage, coffee houses and pavilions. From 1830 until the end of the 19th century, it was located on Staraya Bozhedomka (now Durova Street). The garden reached its greatest prosperity when it belonged to the entrepreneur and former actor of the Maly Theater Mikhail Lentovsky. However, after his destruction, the garden fell into disrepair and its entire territory was built up. In 1894, a new life for the garden began – but in a different place. In just a year, the plot of land on Karetny Ryad, which was owned by the Moscow merchant Yakov Shchukin, turned from a wasteland into a blooming garden. Flowerbeds and paths were laid out there, trees and bushes were planted, and the theater building was reconstructed. At the same time, electric lighting, running water and a swimming pool appeared in the Hermitage.

    A year later, in 1896, one of the first film screenings in Russia took place in the garden – the townspeople were able to appreciate the invention of the Lumiere brothers. A performance by the famous American illusionist Harry Houdini was also a significant event.

    Fyodor Chaliapin, Leonid Sobinov, Antonina Nezhdanova sang on the stage of the Hermitage, and it was here that Sergei Rachmaninoff made his debut as a conductor. In 1898, the Moscow Art Theatre opened in the building of the Hermitage Theatre, where the play Tsar Fyodor Ioannovich was staged. Leo Tolstoy and Vladimir Lenin often visited the garden.

    After 1917, the garden was nationalized and then leased privately. In 1924, the theater building was occupied by the Theater of the Moscow City Council of Trade Unions, which was later renamed the Mossovet Theater.

    The Hermitage Garden survived the Great Patriotic War, and in the summer of 1945, it was reconstructed.     The famous Moscow salon

    The history of the Vorontsovo estate, which has been around for five centuries, is no less interesting. The estate was first mentioned in the will of the Moscow Prince Ivan III. In 1640, the estate passed into the possession of the Repnin princes. However, all the buildings that have survived to this day were built at the turn of the 18th–19th centuries under Field Marshal Nikolai Repnin.     The Tsar’s residence in the south of Moscow

    Another historical park in Moscow is the Kolomenskoye Museum-Reserve. Kolomenskoye was first mentioned in the spiritual charters of Prince Ivan Kalita. Over time, this place turned into a famous grand ducal, royal and imperial residence.

    The names of representatives of the royal dynasties of Rurikovich and Romanov are associated with Kolomenskoye.     The City of Wolverhampton Council has teamed up with Wolves Foundation to run Yo! Active. The Foundation is providing up to 40 hours of free activities every week at the council’s WV Active leisure centres, community centres and other locations around the city, while free swimming, gym sessions and court bookings are also available.

    The wide ranging programme is open to residents of Wolverhampton aged up to 18, or 25 for care leavers or young adults with special educational needs or disabilities (SEND), and includes family fun, tots and SEND swim sessions at WV Active Bilston Bert Williams, and badminton, table tennis, short tennis and pickleball and tennis at WV Active Aldersley.

    Pickleball is also available to 8 to 12 year olds at The Way Youth Zone – participants will have access to the other facilities available within the centre too.

    Yo! Active Multisport, including football, badminton, tennis, basketball and others, is available at WV Active Aldersley while SEND multisport sessions for 5 to 18 year olds take place at WV Active Bilston-Bert Williams.

    Free scooter, skate and BMX ramp sessions are available to 6 to 16 year olds at Just Ramps Indoor Skatepark, Waterside Industrial Estate, while Kacey’s Performer Academy offers Yo! Active Dance sessions for children aged 6 plus at Our Lady and St Chads Catholic Academy, Old Fallings Lane.

    Youth gyms for young people aged 14 to 18 are available at WV Active Aldersley, Bilston-Bert Williams and Central, and for 8 to 16 year olds at the Bob Jones Community Hub, and Brazilian Jiu Jitsu for 4 to 16 year olds is on offer at Wolves BJJ, Cockshutt Lane. Meanwhile, young people are invited to get together and hire the astro turf at WV Active Aldersley for a 5 a side game of football, hockey practice, or for general outdoor activities.

    Winchester City Council is to launch a new programme to improve the digital skills of the district’s residents and tackle the issue of digital exclusion.

    Currently 18% of UK adults lack the essential digital skills that are needed for the workplace (source: Lloyds Consumer Index 2023) and 22% of people in the UK do not have the essential digital skills needed for everyday life (source: NHS Digital).

    The Essential Digital Skills development programme, which launches on Monday 7 October 2024, aims to help Winchester district residents of all ages and circumstances overcome challenges they may be facing, build resilience, improve confidence and gain support in developing critical digital skills.

    The new digital skills project 

    This will include: helping older generations feel more connected to the digital age; improving all residents’ lives through enabling access to education, employment and volunteering opportunities; and supporting the move into higher quality jobs and further training opportunities within the district.

    The project is being delivered in partnership with Hampshire-based digital training specialists WorkAdvisor Ltd. They will offer tailored one-to-one sessions, workshops and will run Microsoft Office-accredited courses. Residents taking part will use refurbished laptops to build the confidence they need to better understand digital platforms.

    The Essential Digital Skills development programme has received £50,000 from the UK government through the UK Shared Prosperity Fund.

    Winchester City Council’s Cabinet Member for Business and Culture Councillor Lucille Thompson said:

    “Research tells us that the Winchester district suffers from the digital divide and digital poverty just as much as other parts of the country; 84% of respondents to the Economy Team’s A Digital Winchester District survey agreed that digital skills tutoring and sessions would be helpful.

    “The Essential Digital Skills development programme is a great initiative that tackles the root causes of digital exclusion and will help our residents to get online safely and securely to discover all that digital has to offer, from keeping in touch with friends and relatives to applying for a job.”

  • MIL-OSI China: US-proposed ban on Chinese software in vehicles prompts strong backlash

    The U.S. Commerce Department on Monday proposed a ban on Chinese-developed software and hardware in connected and autonomous vehicles, provoking a strong backlash from economists and observers.

    According to the measure, “malicious access” to the Vehicle Connectivity System and the Automated Driving System could allow “adversaries” to access and collect the most sensitive data and remotely manipulate cars on American roads. Adversaries, in this context, are China and Russia.

    The Biden administration acknowledged that few Chinese or Russian vehicles are currently on U.S. roads but noted that it wanted to take “proactive” measures, highlighting national security concerns.

    “I think that the U.S. government may be projecting the kind of malware itself plans to install in some connected systems,” Jeffrey Sachs, an economics professor and director of the Center for Sustainable Development at Columbia University, told Xinhua. “There is absolutely no evidence that China is doing so.”

    Sachs also noted that another aim is protectionism, “to damage Chinese EV exports to the U.S. and Europe.”

    Gary Clyde Hufbauer, a nonresident senior fellow at the Peterson Institute for International Economics, told Xinhua that the proposed rule represents a giant step towards decoupling. “The United States is not yet at war with China, but it is well along the decoupling path,” he said.

    Hufbauer, a former official at the U.S. Treasury Department, noted that National Security Advisor Jake Sullivan previously promised that U.S. restrictions on direct commerce with China would be confined to limiting the flow of advanced technologies with “a small yard and a high fence”. “The small yard has since grown into a large pasture with no discernable fence,” said Hufbauer.

    Earlier bans on Chinese tech giant Huawei and current efforts to force TikTok either to be sold to a U.S. firm or face a ban follow the same logic.

    Hufbauer added that if the latest proposed rule charts the future path of U.S. import bans, with no consideration of the cost to the U.S. economy, then it is only a matter of time before de-risking becomes decoupling.

    The New York Times viewed combating real and perceived Chinese threats as one of the few issues that have won both Democratic and Republican support, though “many experts on China believe that the fear of Beijing has gone too far — and that it is also hurting American consumers.”

    U.S. automakers “risk falling behind” if they do not have access to the latest technology, said the American daily, depicting China as the world’s largest car market that dominates the production of electric car batteries.

    “Rather than banning China’s technology, the United States and China should take cooperative and diplomatic steps to ensure that neither party nor other countries behave in this manner,” said Sachs.

  • MIL-OSI USA News: Background Press Call on President  Biden’s Engagements at  UNGA

    MODERATOR:  This is Michael Feldman with the NSC press team.  Just as a reminder for today’s call, it is on background and attributable to senior administration officials.  The call is also under embargo until 5:00 a.m. Eastern Standard Time tomorrow morning.

    For awareness and not for attribution, on today’s call we have [senior administration official] and [senior administration official].  I will now turn the call over to [senior administration official] to give some opening remarks.  Over to you.

    SENIOR ADMINISTRATION OFFICIAL:  Excellent.  Thank you.  And good evening, everybody.  We’re very excited for the President’s trip to this year’s U.N. General Assembly, the last one of his presidency. 

    So, at meetings at the U.N. this week, we’re going to get a lot of business done for the American people.  The President, the Secretary of State, other Cabinet officials, and even some members of Congress are here in New York to advocate for our country’s interests and values. 

    At the General Assembly, the President will do what he has done throughout his presidency: rally global action to tackle some of our world’s biggest challenges.  So, for example, he’ll be talking this week about the climate crisis and the environment.  We’ll be talking about the need to strengthen our systems for providing humanitarian assistance; to end brutal wars in Gaza, Ukraine, and Sudan; and we’ll also be talking about the implications of new technologies such as artificial intelligence. 

    When President Biden came to office nearly four years ago, he pledged to restore American leadership on the world stage.  And given that this is the President’s last General Assembly, it’s a chance for him to talk about how this approach has produced results, real achievements for the American people and for the world. 

    The President’s engagements this week reflect his vision for a world where countries come together to solve big problems.  This stands in contrast to some of our competitors, who have a more cynical and transactional worldview, one where countries interpret their self-interest very narrowly and don’t work together for the common good. 

    An overarching theme at this year’s General Assembly will be the need to reform and strengthen our global institutions, including the U.N., to make them more effective and inclusive.  And that’s been a big theme of the U.N. Secretary-General’s Summit for the Future, the marquee event at high-level week this year. 

    Last week, President Biden released a video message ahead of the summit.  I encourage you all watch it.  You can find it on the Web.  In the video, the President spoke about using this moment to reaffirm our commitment to the Charter of the United Nations, the Universal Declaration of Human Rights.  And he talked about pushing for a stronger, more effective United Nations and a reformed and expanded Security Council.  And he also talked about our efforts, investing billions in achieving the Sustainable Development Goals and building on the global consensus that we achieved last spring in the United Nations General Assembly on principles for the use of artificial intelligence. 

    We’re going into a General Assembly this year with the world facing many steep challenges, problems so big no one country can solve them on their own, but that’s why the President feels so strongly the world needs strong and effective global institutions, including an adapted United Nations.  This is his vision of countries working together.  It has been a theme of his presidency and an important part of his legacy. 

    Let me just briefly note the President’s key engagements, and then I’ll turn over to my colleague to discuss the major event that he’s hosting on the Global Coalition to Address Synthetic Drug Threats. 

    On Tuesday morning, tomorrow, he will deliver and address to the U.N. General Assembly.  It will have many of the themes that I’ve mentioned here and talk about — again, some of the achievements of his approach to the United Nations and global cooperation. 

    The President will also meet tomorrow with U.N. Secretary-General Guterres to talk about how the United States and the United Nations are working together to advance peace, safeguard human rights, and help countries develop. 

    On Tuesday afternoon, the President will host a summit of the Global Coalition to Address Synthetic Drug Threats, and I’ll turn over to my colleague in a second to talk about that. 

    The President is also giving a major address later that afternoon on the urgent need to combat climate change. 

    On Wednesday, the President will meet with the President of Vietnam, To Lam.  The President of Vietnam just came into office four months ago, and this meeting will be an important opportunity for the two leaders to talk about our shared interest in stability and prosperity in Southeast Asia. 

    The President will also attend, that afternoon, a meeting focused on Ukraine reconstruction with other world leaders. 

    And then on Wednesday evening, at the Met, the President will host world leaders and senior U.N. officials for a reception. 

    This is just a small slice of all the diplomacy and business that we’re doing here at the U.N. General Assembly.  There’ll be high-level meetings on the future of multilateral cooperation, sea level rise, antimicrobial resistance.  Really, every big, major challenge will be addressed here, and we’ll have senior U.S. representatives at all of these main events on issues such as the impact of emerging technology and specific meetings on global crises such as the difficult situation in Haiti, Sudan, Venezuela, Ukraine, Syria, and the Rohingya refugee crisis. 

    Other U.S.-hosted and U.S.-attended side events will focus on climate; scaling clean energy for Africa; a major core group meeting of countries committed to LGBTQ rights that was attended by the First Lady; and partnering for a lead-free future. 

    So, again, this is just a small slice of everything that is going on, plus the countless private sector and civil society events focusing on the great challenges of the 21st century. 

    So, as I mentioned, we’re going to use this high-level week, the President’s last U.N. General Assembly, to get as much done for the American people in the coming days.

    I’d like to now turn over to my colleague who will discuss the President’s summit on the Global Coalition to Address Synthetic Drug Threats.

    SENIOR ADMINISTRATION OFFICIAL:  Great.  Thanks so much, and thanks to all of you for joining this call. 

    I wanted to share with you the exciting news that, on Tuesday, President Biden will, as [senior administration official] already said, host a summit of the Global Coalition to Address Synthetic Drug Threats.  This is a coalition that President Biden launched in June 2023 to mobilize international action to tackle the synthetic drug crisis. 

    In just over one year, this global coalition has grown to include 158 countries and 15 international organizations working together to prevent the illicit manufacture and trafficking of synthetic drugs, to detect emerging drug threats, and to promote effective public health interventions. 

    With the summit as a motivating force, we now have 11 core coalition countries that will be joining the President tomorrow, and they will be announcing new initiatives that will continue to advance the work of the coalition, including work to prevent, detect, and disrupt the supply chain of synthetic drugs. 

    It’s important to emphasize that these international efforts complement intensive work that’s already been done and is being done domestically, including an increased focus on coordinated disruption of drug trafficking networks and concerted efforts to make the opioid overdose reversal medication, naloxone, widely available over the counter. 

    These are just some of a wide array of actions that the Biden-Harris administration has taken to tackle the synthetic drug threats. 

    And as a result of these efforts, we’re starting to see the largest drop in overdose deaths in recorded history.  When President Biden and Vice President Harris came into office, the number of drug overdose deaths was increasing by more than 30 percent year over year.  Now we have the latest provisional data released from the Centers for Disease Control, National Center for Health Statistics, showing an unprecedented decline in overdose deaths of roughly 10 percent from April 2023 to April 2024.

    But there’s a lot more to be done, and the Global Coalition’s work recognizes that we need a global solution to a global problem. 

    We are thrilled that we have so many countries coming together tomorrow to celebrate the work of the coalition, and we also will be announcing a new pledge that all of the core coalition members will be announcing — will be signing on to tomorrow, and we will be working over the coming months to ensure that all coalition members sign on to this pledge. 

    And we truly think that this is a reflection of President Biden’s commitment to work both domestically and globally on the most important challenges that we face, recognizing that we need both domestic action and global action working together. 

    And with that, I’ll turn it back to [senior administration official].

    SENIOR ADMINISTRATION OFFICIAL:  Thanks, Michael.  I’ll turn it back to you.

    The first question is going to go to Zeke Miller.  You should be able to unmute yourself. 

    Q    Thanks so much for doing this.  You mentioned this is the President’s last U.N. of his presidency.  He’s going to deliver remarks to the General Assembly tomorrow.  Can you give us a preview, potentially, of what his message will be?  And will it be different from his prior remarks, in the sense — you know, obviously, world events have changed, but, you know, with an eye towards his legacy?  Or is there some message he’s trying to give on the world stage before he leaves office in January?  Thank you.

    SENIOR ADMINISTRATION OFFICIAL:  You know, the themes I — thanks, Zeke.  The themes I previewed at the beginning will be really central to the President.  So, again, he came into office four years ago with a vision of America returning to the world stage, having a new way of interacting with other countries, bringing countries together to solve some of these big challenges.  This will be a good opportunity for him to look at the results that have been achieved. 

    We live in a world with many problems, with many divisions, but we have a story to tell about what we’ve done to rally the world to defend Ukraine’s sovereignty, uphold principles of the U.N. Charter; what we’ve done to manage responsibly our competition with other countries including China; and also what we’re doing to deal with the ongoing and serious conflicts in our world in places like Gaza, where the President has worked tirelessly to get a hostage ceasefire deal, and conflicts like Sudan, where you have absolutely unprecedented displacement and a really serious crisis that we think needs to get more attention. 

    So I think that will be the frame, and I’ll leave the details for the President’s speech tomorrow.

    MODERATOR:  Great.  Thank you very much.  Our next question is going to go to Asma Khalid.  You should be able to unmute yourself.

    Q    Yes.  Hi.  Thanks for doing this.  Similarly, sort of on the speech, could I get a sort of broad, I guess, framework or tone that you all are thinking about?  I know you say that the President came into office talking about building international coalitions, wanting to rebuild the United States stature on the world, but this is a really different moment than when the President even gave the speech last year, before October 7th.  He is now leaving office, and there are multiple sort of intractable problems right now in the world.  And can you just kind of give us any sense of tone in how the President is thinking about that and the very limited time he has left to solve them?

    SENIOR ADMINISTRATION OFFICIAL:  Thanks, Asma.  Look, I think it’s a good question.  The world has changed.  The world has gotten more difficult in many ways, as you noted. 

    But, you know, as I said, the President came into office with a vision of how countries need to work together, how they need to work through institutions, how they need to partner to solve big global challenges.  And the fact that we do have these challenges, the fact that we do have Gaza, the fact that we do have Ukraine and Sudan, still serious issues in our world, just underscores the need for that kind of cooperation.  And I think you’ll hear that in his speech. 

    Yes, he’ll talk about the significant accomplishments, achievements of his approach, but also talk about how we need the spirit, we need to continue working together to solve these big challenges, whether it is the wars you mentioned or other challenges such as the climate crisis or managing the implications of some of the new technologies. 

    So I think this will be an important moment to say: Where do we go and what are the principles in which we’re going to solve these problems?  Thanks.

    MODERATOR:  Thank you very much.  Our next question is going to go to Paris Huang.  You should be able to unmute yourself. 

    Q    All right.  Hi.  Thank you, Michael.  Thank you, [senior administration official].  Two-parts question.  So, kind of follow up on the questions from Zeke and Asma.  So, of course, we know China and Russia have been heavily influencing the U.N. for years.  You know, we see all those voting records.  And President Biden have been doing a lot of reform during the four years.  Does he believe that those changes will sustain after he leaves the White House?

    And second question: In last year’s UNGA remarks, President Biden talked about the peace and stability of Taiwan Strait, which was the first time a U.S. president actually talked about Taiwan at the UNGA.  So, will he include Taiwan again in his remarks this year?  Thank you.

    SENIOR ADMINISTRATION OFFICIAL:  Thanks.  And I appreciate the question.  I think it’s a good question in terms of, you know, have we left the United Nations as an institution better off.  I think we do have results, and the President will talk about that.  You know, it’s a time of great divisions, and the U.N. has already been — has always been a reflection of the world as it is. 

    That said, when you look at what we’ve done, including through the United Nations, to, for example, rally the world to defend the U.N. Charter after the Ukrainian invasion, we secured a U.N. General Assembly resolution in which 141 countries stood up and said, “We condemn this, and we stand in favor of the U.N. Charter.”

    You’ve also seen a more progressive and forward-leaning position on institutional reform.  For example, two years ago, the President announced a shift and a more forward-leaning position in reforming and expanding the United Nations Security Council.  And that’s definitely a piece of this well as well. 

    I won’t get into the details on, you know, specifically what he’ll mention on individual issues, but I will say that an important part of the President’s legacy has been thinking about how we responsibly manage our competition with China, and that includes many facets, economic security, and those will be addressed in the speech.

    MODERATOR:  Thank you very much.  Our next question is going to go to Sheryl Gay Stolberg.  You should be able to unmute yourself, Sheryl.

    Q    Hi.  Thank you for doing this call.  You know, this is not a political speech, but it does occur in the context of an election in which one of the candidates has an isolationist vision that is far apart, diametrically opposed to that of the President.  And I’m wondering, to what extent can the President use this speech to ensure that his own vision of global alliances survives?  Is he concerned that that vision will unravel?

    And will this speech be in any way directed to the American people, as much as to world leaders, as a reminder of the importance of America’s place in the world?

    SENIOR ADMINISTRATION OFFICIAL:  Look, as you said, this is not a political speech, but the President, again, he has a vision.  He came into a vision — into office.  That vision has produced results.  And there are many opponents and critics of that vision, not just internationally but at home.  It has been the President’s view that he needs to explain why this vision of working together with countries to solve these big challenges actually produces results, and that’s actually how we’re going to be measured. 

    And when I say “produces results,” that means internationally, in terms of ending war, in terms of tackling challenges like sustainable development, the debt crisis, climate, but it also means that he needs to explain how his vision has produced results for the American people.  And that’s where I think there’s a very strong record, and some of it is very, very tangible. 

    For example, the summit on the coalition on synthetic drugs, that is him bringing together countries, all of whom share a challenge — dealing with synthetic drugs — but convening them here, talking about deliverables, talking about how we’re going to work together.  And this is something that directly affects the situation of the American public, as my colleague briefed earlier, in terms of the overall record on issues like fentanyl. 

    So I think he’ll lay that out tomorrow, and I think it will stand as representing that vision and what it’s achieved.

    Q    Thanks very much for doing this.  I just wanted to ask about the current situation in the Middle East.  I mean, you know, the speech tomorrow is really going to be a bit overshadowed by the events in Lebanon, where we’ve seen nearly 500 people killed in the space of a day.  How’s he going to address that?  And more particularly, how will the President be seeking to — will he be talking to other leaders about that?  What’s he actually going to be doing at the UNGA more generally to try and get this thing sorted out?  Thanks.

    SENIOR ADMINISTRATION OFFICIAL:  This is one of the advantages of the U.N. General Assembly: You literally have the whole world here.  So when you do have crises of the day, they’ll be addressed.  And I have no doubt that the situation in the Middle East will be an important theme in a lot of the meetings, not just that the President has, but other senior U.S. officials who will be convening to talk about various aspects of the crisis and what we can do to stabilize the situation. 

    He will address the Middle East, especially this very, very difficult year that we have all gone through.  And again, I think it’s an opportunity to talk about what we have achieved and what we still need to do, given a situation that is just heartbreaking where hostages have not been returned, the humanitarian situation in Gaza, and, as you know, just such a sensitive issue, such a delicate and dangerous situation between Israel and Lebanon right now.

  • MIL-OSI Security: Gunmen who shot at four-year-old girl sentenced following Met investigation

    Two men who shot at a car that contained two children have been sentenced following an investigation by detectives from the Met’s Specialist Crime Command.

    Jordan Shaw, 20, (25.10.03) of Green Lanes, N8, was sentenced to 21 years’ imprisonment for two counts of possession of a firearm and ammunition with intent to endanger life, conspiracy to commit murder and attempted murder.

    Joshua Fraser, 19, (21.01.05) of King Edwards Road, E9, was sentenced to 14 years’ imprisonment for possession of a firearm and ammunition with intent to endanger life and conspiracy to commit murder.

    On 25 February 2023, both Shaw and Fraser drove into the Shrubland Road, E8, area of Hackney where they shot at a car they thought belonged to a rival gang. However, the car belonged to an innocent family. A 13-year-old boy and four-year-old girl were inside at the time. Fortunately, nobody was injured.

    On 11 August 2023, Shaw was subsequently involved in a shooting on Stoke Newington High Street, N16, in which three shots were fired towards a victim who sustained a single gunshot wound to the arm.

    Detectives carried out extensive investigations into Shaw and Fraser before arresting them at their home addresses on 31 May 2023 and 4 October 2023 respectively.

    Across London, specialist detectives are working closely with local officers to dismantle serious and organised crime groups that pose the greatest harm to London’s communities. Last year, 386 illegal firearms were seized across the capital and between April 2023 and March 2024 there was a reduction in the number of firearms offences from 196 to 145.

    Detective Chief Inspector Andrea Ireland, from Specialist Crime North, said: “Following an extensive investigation, officers have taken two extremely dangerous men off the streets. Our teams also recovered the firearm used in the shooting in Hackney. Forensic work carried out on the gun revealed it was also used in 11 previous firearm discharges in London.

    “This vital work has no doubt had a significant impact in safeguarding our local community and securing justice for the victims of Shaw and Fraser’s crimes.”

    The sentencing took place at Snaresbrook Crown Court on Tuesday, 3 September.

    The Metropolitan Police Service is building a New Met for London, which aims to engage with communities, foster trust, and tackle crime that impacts Londoners the most, such as firearms offences.
