  • MIL-Evening Report: Whatever happened to the Albanese government’s wellbeing agenda?

    The Albanese government devoted time and energy in its first term to developing a wellbeing agenda for the economy and society.

    It was a passion project of Treasurer Jim Chalmers, who wanted better ways to measure national welfare beyond traditional economic indicators such as growth, jobs and inflation.

    Chalmers developed the Measuring What Matters framework to try to better align economic, social and environmental goals as

    part of a deliberate effort to put people and progress, fairness and opportunity at the very core of our thinking about our economy and our society.

    As Labor settles into its second term, what has happened to its wellbeing agenda? And how much was a poor consultation process to blame for it apparently falling by the wayside?

    Measuring What Matters

    Measuring What Matters was badged as a wellbeing framework to improve the lives of Australians and help better inform policy-making across all levels of government.

    It tracked 50 indicators spread across five overarching themes:

    • healthy
    • secure
    • sustainable
    • cohesive
    • prosperous.

    There was also a standalone indicator on life satisfaction.

    The data is updated annually by the Australian Bureau of Statistics, with the Treasury due to report on outcomes every three years.

    The first Measuring What Matters statement in 2023 showed improvements across some indicators, such as life expectancy, job opportunities and accepting diversity. But it also revealed higher rates of chronic illness and problems with housing affordability.

    The fanfare surrounding the release has since fizzled, and wellbeing is now seldom mentioned.

    Furthermore, there is little evidence insights have been taken up by the government. The Australian National Audit Office recently noted the challenge of embedding Measuring What Matters in policy, as well as the absence of any evaluation work to gauge its effectiveness.

    The wellbeing agenda appears to have been sidelined for two reasons: an insufficient consultation process to properly develop the framework, and the cost-of-living crisis.

    Poor consultation

    Wellbeing frameworks have high potential to impact policy. But they need to be developed and implemented in the right way.

    One crucial factor is adequate community engagement, which would have helped ensure accurate representation of what people truly value in terms of wellbeing. Done properly, it could also have secured buy-in from the community, depoliticised the initiative, and even strengthened democracy.

    But adequate time was not taken to get the consultation process right, with the government in a rush to release Measuring What Matters. Announced in the October 2022 Budget, two consultation phases were undertaken.

    The first, mainly with technical experts, took three months. The second, which sought feedback from individuals and community groups, was even shorter. It was over in just one month.

    Measuring What Matters was released shortly after, in July 2023.

    Our research, recently published in the Australian Journal of Social Issues, analysed the public consultation phase. We found it was inadequate across four areas.

    Comprehensiveness: the timeframe for phase two was too short to allow organisations and communities to meaningfully engage.

    Reach: there was limited engagement with the general public.

    Transparency: the community was not informed how feedback would be incorporated in the framework and no consultation report was published.

    Genuineness: while some feedback was incorporated in the framework, key topics raised in the consultation were not acted on, including greater involvement of First Nations people.

    Greater community engagement would have ensured the framework, and any policy it produced, better reflected what Australians value for their wellbeing. It would have also promoted people’s ownership of the framework, helping to foster greater understanding and support for the initiative.

    Although Measuring What Matters is now established, it is not too late to realise proper community engagement.

    Taboo subject

    The other factor to run interference was the cost-of-living crisis, which dominated the government’s first term.

    Ministers were hesitant to talk about much else. Any references to wellbeing, which for some may elicit images of people meditating or practising yoga, might have been seen as risky.

    This is a shame. Wellbeing policies have the potential to improve people’s lives.

    We can draw some inspiration from an alliance of countries, including New Zealand, Scotland, Finland, Iceland and Wales, which have at various times put people’s wellbeing at the forefront of policy development and evaluation.

    For example, while progress has been slow and there have been key challenges to overcome, the Welsh Well-being of Future Generations Act has led to policy changes such as a moratorium on roads being built to improve people’s health and the environment.

    Perhaps if the Albanese government had leaned in to its own wellbeing framework to help navigate the cost-of-living crisis, people may have fared better.

    The agenda’s future?

    The Albanese government’s large majority gives it space to revitalise its wellbeing framework.

    Undertaking a national conversation, similar to the one rolled out in Wales, would help build grassroots support and ensure it truly “measures what matters” to people.

    A stronger Measuring What Matters would not only provide the electorate with a clear indication the government is listening, but would also help ensure policy improves people’s lives in a meaningful way.

  • MIL-OSI United Nations: 26 June 2025 Departmental update WHO’s work on oral health honoured with prestigious Aubrey Sheiham Award

    WHO’s Global Strategy and  Action Plan on Oral Health 2023–2030 has been awarded the Aubrey Sheiham Award for Distinguished Research in Dental Public Health Sciences by the International Association for Dental, Oral, and Craniofacial Research (IADR)—a non-governmental organization in official relations with WHO.

    This marks a historic milestone—it is the first time a normative global health policy, rather than a scientific paper, has received this prestigious recognition. The award underscores the transformative power of evidence-informed, system-level reforms and affirms the collective efforts of WHO technical teams, Member States, partners, and the broader oral health community in shaping the global oral health agenda.

    The Aubrey Sheiham Award is named in honour of the late Professor Aubrey Sheiham from the Department of Epidemiology and Public Health at University College London, United Kingdom of Great Britain and Northern Ireland—a pioneering advocate for public health-oriented, evidence-based approaches in oral health. His legacy continues to inspire the global integration of oral health within noncommunicable diseases, universal health coverage and development agendas.

    “The recognition of the Global strategy and action plan on oral health with this award is a powerful validation of our shared commitment to advancing oral health as a key pillar of global health,” said Dr Benoit Varenne, Dental Officer in WHO’s oral health programme. “It reflects the consensus that oral diseases are a major public health issue that needs a response embedded into a broader primary health care systems reform.”

    WHO will be donating the prize money to the One World campaign—a gesture that aligns with the spirit of the award and supports broader public health engagement and resource mobilization.

    The award will be formally presented at the IADR Conference in Barcelona on Thursday, 26 June from 17:30 to 18:30 (CEST).

    The UK remains concerned at the volatile security situation across the Central African Republic: UK statement at the UN Security Council

    Statement by Caroline Quinn, UK Deputy Political Coordinator, at the UN Security Council meeting on MINUSCA.

    The United Kingdom joins USG Lacroix and other Council members in expressing our condolences to all of those affected by the tragic incident at Barthelemy Boganda High School in Bangui yesterday.

    We would also like to express our condolences to the family of the Zambian peacekeeper killed on 20 June. 

    As the USG has said, this marks the third deadly attack against MINUSCA patrols since the beginning of 2025, and it serves as a stark reminder of the volatile security situation the mission operates in. 

    The UK strongly condemns all attacks on UN peacekeepers.

    President, I will make three points.

    Firstly, the United Kingdom welcomes progress on electoral preparations by the Government of CAR, in coordination with MINUSCA, including the completion of the first and second phases of voter registration. 

    We call for the final voter list to be published in a timely and transparent manner. 

    The upcoming elections represent a significant milestone in the country’s consolidation of a sustainable peace. 

    We call on the Government of the CAR, with the support of MINUSCA, to ensure a safe environment during all stages of the electoral cycle.

    Secondly, President, the United Kingdom welcomes the 19 April announcement that the leaders of armed groups 3R and UPC agreed to cease hostilities and rejoin the 2019 Peace Agreement.  

    We also take note of the progress made on the extension of state authority in some areas of the country. 

    However, the UK remains concerned at the volatile security situation across the CAR. 

    This includes attacks by armed groups against civilians, humanitarian workers, national defence and security forces and MINUSCA. 

    We encourage the Government of CAR to further consider its security partners, to ensure that the people of CAR achieve the peace they deserve. 

    The UK also remains concerned by the impact of the Sudan conflict on the CAR. 

    And we encourage the Government of CAR to enhance border management with Sudan to support refugees and to prevent their exploitation by armed elements.

    Thirdly, the United Kingdom is concerned by the 15 percent increase in human rights abuses and violations across CAR, as detailed in the Secretary-General’s report. 

    We urge the Government of CAR to continue to take action against the perpetrators of human rights violations and abuses, including those committed by Wagner Ti Azande as well as other armed groups.  

    President, to conclude, the United Kingdom remains committed to supporting the Government and people of CAR to consolidate genuine long-term peace, security and prosperity.

    “By authorizing the United States military to destroy Iranian nuclear facilities without seeking congressional approval, President Trump has continued his pattern of acting as though he were a king, unanswerable to the people. All sitting presidents must adhere to our Constitution. Suppose this conflict escalates further due to this decision. In that case, I expect our current leader to follow the law and inform Congress before sending our sons and daughters into danger of this magnitude.     Tashkent, June 26 (Xinhua) — The key driving force behind the continuous deepening of cooperation between Central Asian countries and China is the shared focus on high-quality development as the main goal, Davron Toshpulatov, senior risk manager at Uzbekistan Mortgage Refinancing Company and Doctor of Economics, said in an interview with Xinhua.

    According to him, from the point of view of the states of the region, including Uzbekistan, such a format of interaction not only corresponds to the tasks of modernization and structural reforms, but also opens the way to sustainable development. The expert emphasized that high-quality development has become a common value uniting the countries of Central Asia and China.

    Moscow, June 26 (Xinhua) — As in previous years, on June 22, the Day of Remembrance and Sorrow, when Nazi Germany attacked the Soviet Union without declaring war in 1941, hundreds of residents and visitors of the capital came to the Belorussky Station in Moscow to honor the memory of the defenders of the Fatherland. It was from here that trains with Red Army soldiers departed during the war, and for many relatives this station became the final place to say goodbye.

    Here, “The Sacred War” was performed again – a song that became a symbol of the courage and unbending will of the Soviet people during the Great Patriotic War. The composition, written in the first days of the war, is invariably heard at memorial events in Russia and abroad and has remained part of living historical memory for more than 80 years.

    On June 22, hundreds of Muscovites came to the station to honor the memory of the fallen together with veterans. During the Great Patriotic War, trains with Red Army soldiers departed from here to the front. For many relatives, the farewell on the platform was their last meeting. Since 2005, on the initiative of the Moscow City Council of Veterans with the support of the Russian Ministry of Defense and the Moscow government, an annual patriotic event has been held at the Belorussky Station. Its key event is the performance of a song that appeared in the first days of the war.

    THE BIRTH AND POWER OF THE “HOLY WAR”

    The song “Sacred War” was written in the summer of 1941. As contemporaries recall, composer Alexander Alexandrov saw the poems of poet Vasily Lebedev-Kumach in a newspaper and immediately began composing the music. Rehearsals began the very next day.

    “This song was probably needed like air, precisely in those days… Therefore, this power, this strength, this entire meaning that the authors of this song put into their work, lives on today, and is performed today,” explained the artistic director of the Academic Song and Dance Ensemble of the Russian Army named after A. V. Alexandrov, Honored Artist of the Russian Federation Colonel Gennady Sachenyuk.

    On June 26, 1941, “The Sacred War” was performed for the first time at the Belorussky Station. It was a one-song concert and its premiere at the same time. According to G. Sachenyuk, after the first chords there was silence, and the composer thought that the song had not been received. However, a few seconds later the station was filled with applause, the soldiers asked to perform it again and again.

    KEEPER OF THE PEOPLE’S GENETIC CODE

    The Alexandrov Ensemble has preserved the original sound of “The Sacred War” for decades. The song remains recognizable and symbolically important for each generation. According to the musicians, the strength of the work lies in the inseparable unity of poetry and music born of time.

    “This song contains the genetic code of our people… something awakens inside, and you feel as one with your country, with everyone standing next to you,” the ensemble’s chief conductor, Honored Artist of the Russian Federation Nikolai Kirillov, shared with a Xinhua correspondent.

    “This is exactly the example of musical art, when both poetry and music are united and complement each other,” noted G. Sachenyuk. He added that the performers each time experience the same emotions as the people during the war.

    According to official data, the Soviet Union lost about 27 million people during the Great Patriotic War. And so the song has a deeply personal meaning for millions of Russian families.

    “This is the kind of music that many people sometimes even talk about with a lump in their throat, because it is connected with the history of each family,” emphasized the rector of the Gnessin Russian Academy of Music, Alexander Ryzhinsky.

    “SONG AS A WEAPON”

    A. Aleksandrov left personal memories of the creation and performance of the song. “I was never a military specialist, but I still had a powerful weapon in my hands. This is a song. A song that can also defeat the enemy, like any weapon. When I performed with the Red Banner Ensemble at train stations and other places in front of soldiers going to the front, this song was always listened to standing, with some special impulse, a holy mood. And not only the soldiers, but also we, the performers, often cried,” N. Kirillov read out the composer’s memories with a feeling of deep respect.

    The ensemble’s performers admit that even today they can hardly contain their emotions when they go on stage with this song. It contains the tragedy of war, the feat of the people, the pain of loss and the triumph of life.

    “Sometimes tears come, but since we are artists, we hold them back,” says choir member Dmitry Trunov, admitting that each performance is accompanied by a feeling of pride for the country and the realization that “The Sacred War” went to the front along with the soldiers. –0–

    BEIJING, June 26 (Xinhua) — The China Agricultural Development Bank said Thursday it has issued loans totaling about 2.7 trillion yuan (about 377 billion U.S. dollars) since 2021 to preserve the ecosystems of the Yangtze and Yellow Rivers.

    In particular, the bank allocated 2.09 trillion yuan to protect the Yangtze River and 605.2 billion yuan to protect the ecosystem of the Yellow River basin. According to the bank, these loans have significantly supported efforts to preserve the ecosystems of China’s two main rivers.

    The financial institution assured that it would expand its lending support for the protection of the two rivers, focusing on key areas such as water security, transport infrastructure, rural upliftment and food security.

  • MIL-OSI Russia: The government has approved the planned volume of subsidies for regional projects to develop urban electric transport

    In 2025, it is planned to allocate about 4 billion rubles to subsidize preferential loans provided to support ongoing projects for the development of urban electric ground public transport in the regions. The planned funding for the budget three-year period will be 12 billion rubles, and in general from 2025 to 2042 – more than 41.7 billion rubles. An order has been signed containing the distribution of these funds.

    The decision will guarantee co-financing of already started projects for construction, modernization and reconstruction of tram lines and infrastructure for them, as well as the acquisition of electric transport. Such projects are implemented on the basis of long-term concession agreements.

    Participants in the program for subsidizing projects for the development of urban electric transport include Krasnodar and Perm Krais, Volgograd, Kursk, Lipetsk, Nizhny Novgorod, Rostov, Saratov and Yaroslavl Oblasts. Participants have been receiving preferential loans for the implementation of such projects since 2023 as part of the state program “Development of the Transport System”. Subsidies from the federal budget to compensate for lost income due to the application of a preferential rate are allocated by VEB.RF in the form of a property contribution from the state.

    Previously, the main administrator of budget funds in this area was the Ministry of Finance. The signed order transferred these functions to the Ministry of Transport.

    The Prime Minister Mikhail Mishustin announced the decision takenat the cabinet meeting on June 26.

    According to him, further implementation of the decisions taken will help reduce noise on city streets, reduce emissions due to more environmentally friendly rolling stock, and most importantly, make travel by transport more comfortable and safer.

    Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yuri Trutnev held a meeting of the Presidium of the Government Commission on the Socio-Economic Development of the Far East.

    “We continue to work on the instructions of the President of the Russian Federation Vladimir Vladimirovich Putin on the development of the Far East. Today we are holding another meeting of the Presidium of the Government Commission for the Development of the Far East. We will be the first to review the changes made to the plans for the social development of economic growth centers. In total, during the work of the commission under the presidential Far Eastern single subsidy program, more than 2,000 social facilities have been built and reconstructed in the Far East – schools, hospitals, kindergartens, FAPs, cultural and sports facilities, about 2,000 courtyards have been repaired. The implementation of the plans continues,” Yuri Trutnev opened the meeting.

    The agenda included issues of changes to the plans for social development of economic growth centers in the Far Eastern regions and support for investment projects. The Minister for the Development of the Far East and the Arctic, Alexey Chekunkov, reported on the regions’ proposals.

    At the meeting, the revised volumes of work on the creation of tourist trails and routes in Buryatia, Transbaikalia, Kamchatka and Chukotka were supported.

    Primorsky Krai has been approved for additional funding for a new event to improve the territory adjacent to the building of the branch of the National Center “Russia” in order to create a permanent exhibition of the National Center “Russia”.

    Thanks to savings on previously allocated funds, regions will be able to carry out additional activities. In Kamchatka Krai, 11 new events will be held to develop Petropavlovsk-Kamchatsky. Khabarovsk Krai will be able to purchase four additional Class C ambulances for district hospitals. In Amur Oblast, the planned gas boiler house in Tynda will be provided with emergency heat supply. In Zabaikalsky Krai, documentation will be developed for the creation of the Temujin architectural complex based on the design project of Zhigzhit Bayaskhalov.

    The implementation of an investment project for the construction of residential microdistricts in the city of Bolshoy Kamen for employees of the Zvezda Shipbuilding Complex was discussed.

    “The Zvezda Shipyard is an important project, the largest shipyard in Russia, and the object of attention of the President of the Russian Federation. Let’s see what needs to be done to ensure that the company’s employees are provided with housing as soon as possible,” Yuri Trutnev emphasized.

    The housing construction project is being implemented at the Bolshoy Kamen priority development area simultaneously with the construction of the shipyard. The total housing demand is 5,795 apartments, which are being built in seven microdistricts within the framework of three projects: 444 apartments (PJSC NK Rosneft), 756 apartments (Primorsky Krai Government), 4,595 apartments (JSC VEB.DV and JSC DOM.RF). At present, a total of 38 residential buildings with 2,666 apartments have been commissioned. More than 3,000 apartments still need to be built.

    The microfinance organization (MFO) market has shown signs of a cooling in lending. Increased interest rates and the effect of macroprudential limits contribute to a balanced growth of the companies’ portfolio.

    In the first quarter of 2025, the volume of loans issued by microfinance organizations decreased slightly and amounted to 497 billion rubles. The total debt for the quarter increased by 10% – to 688 billion rubles. The share of overdue debt for more than 90 days continues to decrease, while there is an increase in overdue debt of less than 3 months.

    MFI profits have decreased to 13 billion rubles. To maintain profitability, companies are increasing income from non-core activities, while clients are increasingly less likely to complain about the imposition of additional services by MFIs.

    Deputy Prime Minister Dmitry Chernyshenko held a meeting of the Government Commission for the implementation of the comprehensive state program of the Russian Federation “Development of physical culture and sports”.

    The meeting was attended by the Minister of Sports Mikhail Degtyarev, the head of the Federal Medical and Biological Agency Veronika Skvortsova, the Governor of the Tula Region, Chairman of the State Council Commission on Physical Culture and Sports Dmitry Milyaev, as well as representatives of sports federations and leagues, state corporations, joint-stock companies and regions.

    Dmitry Chernyshenko recalled that the key task of the commission is to develop a unified position on the comprehensive development of sports in the country and to pool resources to achieve national goals. To do this, it is important to collect feedback from residents of each region.

    “Our task is to identify the drivers that influence the involvement and development of sports in the country. The opinion of Russian citizens is the main indicator in the development of sports in the country. It is important to hear everyone: coaches, mentors, medical workers. This will allow us to make a deeper, more meaningful analysis and understand how to more accurately and effectively move towards fulfilling the instructions of President Vladimir Putin,” the Deputy Prime Minister emphasized.

    Dmitry Chernyshenko noted that in order to achieve the state program indicators, it is necessary to assess the contribution of each region to the development of sports, identify best practices and disseminate them throughout the country.

    He instructed the Ministry of Sports to develop a rating system based on the fulfillment of the state program’s target indicators, including compliance with the construction deadlines for sports facilities, the involvement of SVO veterans, disabled people, people with disabilities, and all citizens in general in sports.

    In addition, on the instructions of the head of state, the Government is developing directives for joint-stock companies with a Russian Federation shareholding of more than 50% on the regular submission of information on extra-budgetary expenditures in the field of sports and the coordination of regions in the construction of sports infrastructure.

    Dmitry Chernyshenko also noted the regions where good results are achieved with lower financial costs; there, the share of citizens involved in systematic sports activities is higher than the all-Russian indicator.

    These included: the Kabardino-Balkarian Republic, the Karachay-Cherkess Republic, the Republic of Bashkortostan, the Republic of Dagestan, the Republic of Crimea, the Chuvash Republic, Altai Krai, Stavropol Krai, Kirov, Kostroma, Kurgan, Saratov, Tambov, Tula, and Ulyanovsk regions.

    In turn, Sports Minister Mikhail Degtyarev emphasized that the implementation of the comprehensive state program “Sports of Russia” is proceeding in full compliance with the approved parameters.

    “The implementation of the state program is going according to plan, without critical deviations. Based on the results of last year, all but one of the key indicators were exceeded, which allows us to predict their successful implementation this year,” he noted.

    The Minister reported up-to-date data on key indicators of the development of the sports industry.

    “As of May 2025, the share of citizens systematically engaged in physical education and sports amounted to 60.8%, the level of provision of citizens with sports facilities was 63.3%,” the minister cited the figures.

    Mikhail Degtyarev paid special attention to issues of regional financing and planned budget indicators.

    “In 60 regions, budget expenditures on sports reached or exceeded 2%. The planned funding of regional state programs for 2025 is 449 billion rubles. The main expenses are related to the construction and maintenance of sports facilities, as well as sports training within the framework of state assignments,” he emphasized.

    At the same time, the minister noted that the high volume of investment in the industry does not always directly correlate with the achievement of planned indicators for the availability of sports infrastructure and citizens’ satisfaction with opportunities for sports.

    “However, it is important to understand that there is no direct correlation between the volume of expenditure on sports and the achievement of indicators for citizen engagement and satisfaction. In 15 regions, which do not yet reach the level of 2% of the budget, everything is still going well with the development of sports, but in 19, where, on the contrary, there is a good level of funding, the KPIs have not been achieved. This is a subject for study,” he said.

    An important topic of discussion was the use of extra-budgetary sources. The Minister spoke about the volumes of additional funds planned for attraction.

    “We have analyzed the main sources of extra-budgetary financing of sports. Events worth a total of 60 billion are potentially ready for inclusion in the comprehensive state program “Sports of Russia”. In particular, 89 all-Russian sports federations plan to spend almost 24 billion rubles of their own and attracted funds this year, sports leagues – 1 billion rubles, expenses have been allocated for two of the seven state corporations, as well as for several of the largest private companies, but this information is still being supplemented,” said Mikhail Degtyarev.

    In turn, the Governor of the Tula Region, Chairman of the State Council Commission on Physical Culture and Sports Dmitry Milyaev emphasized that the level of satisfaction of citizens with the conditions for physical culture and sports is one of the key indicators for assessing the effectiveness of the activities of senior officials of the constituent entities of the Russian Federation and executive bodies of state power in the regions, as well as the comprehensive state program. The State Council Commission on Sports believes that it is necessary to conduct surveys with an expanded set of questions within the framework of the comprehensive program.

    Corporate funds in bank accounts increased by 0.4% after a 0.7% decline in April, due to large tax payments. The growth of household funds slowed to 0.2% (from 2.8% a month earlier). This may be due to high spending during the holidays and the advance payment of May social payments in April.

    The banking sector’s profit, excluding dividends from Russian subsidiary banks, amounted to 296 billion rubles (261 billion rubles in April). Since the beginning of the year, banks have earned 1.3 trillion rubles, which is 10% lower than the profit for the same period last year.

    WASHINGTON — Speaker Johnson hosted a bipartisan Congressional Gold Medal Ceremony today to honor the courage and contributions of the Army Rangers of World War II. First activated in 1942, the Rangers formed the tip of the spear of the Army’s special operations in World War II. They fought heroically from North Africa to Europe to the Pacific, playing a pivotal role in some of the most consequential battles of the war, such as the Battle of El Guettar, the Battle of Cisterna, the assault on Pointe du Hoc, and the Philippines raid that liberated more than 500 prisoners of war from Japanese camps.

    The ceremony was held in Emancipation Hall in the U.S. Capitol and featured remarks from Speaker Johnson, Secretary of Defense Hegseth, Secretary of Veterans Affairs Collins, Leader Thune, Leader Schumer, Leader Jeffries, Senator Duckworth, Senator Ernst, Rep. Miller-Meeks, Rep. Jason Crow, and President of the Descendants of World War II Rangers, Inc., Dr. David Williams.     We gather on this momentous occasion to honor some of World War II’s greatest heroes, the United States Army Rangers. This band of brothers is so deserving, and this day, to be frank, is long overdue.

    They formed the spearhead of America’s special operations in the Second World War, and today we express our most profound gratitude for their courage and contributions with the highest honor that this body can bestow. And that is the Congressional Gold Medal.

    We are deeply honored to have here with us today, two of these ranger heroes. With us today is Sergeant Joe Drake, right here in front of me on the front row. Sergeant Drake faced down the frozen tundra of Ardennes, where the 6th Ranger Battalion helped to turn the tide at the Battle of the Bulge.

    And from the legendary 2nd battalion, we have Private First-Class John Wardell also with us today. John deployed to Normandy just days after his battalion breached Hitler’s Atlantic wall at the cliffs of Pointe Du Hoc. And I should also point out that in just two weeks, Mr. Wardell will celebrate his 100th birthday.

    Also watching from home are three more of these American heroes and we honor today, Major General John Raaen Jr., Private Cecil Lisk. and Private First-Class Edward Stimer. We salute you all.

    I would invite you all to take your seats if you’d like to do that, because we have really an incredible program for you today. It’s fitting for this great honor.

    In 1942, under the command of Major William Darby, 473 men formed the first battalion of the US Army Rangers. The day these men arrived on the rocky shores of Northern Ireland, the fate of the free world was sealed.

    The rangers came from every corner of American life. They were welders and waiters and factory hands and musicians. They were ordinary men called to extraordinary valor, who stared death in the face. And by the grace of God, achieved the incredible and defended freedom.

    These were men of steel who with fighting knives tightly in hand, fought back with everything they had. They were America’s best.

    From the first shots of Dieppe to the shores of Sicily, to the bloody waters of Omaha Beach. The Rangers led the way as America and the Allied powers clawed back the continent of Europe.

    And in their courage, all Americans found something to be proud of and the free world found reason to hope. Today we take to heart the words of Calvin Coolidge when he said so well “The nation which forgets its defenders will itself be forgotten.” We will not be guilty of that.

    Today, we remember some of America’s fiercest defenders and we remember their service and sacrifice, and we remember that every day that we rise in a free nation, free to speak and to pray, and to live unafraid.

    Directive (EU) 2022/2041[1] establishes a framework for, inter alia, the adequacy of statutory minimum wages and promoting collective bargaining on wage-setting.

    It does so in full respect of the autonomy of the social partners and the competence of Member States to set the level of minimum wages, in line with Article 153(5) of the Treaty on the Functioning of the European Union(TFEU)[2].

    The deadline for the transposition of this directive was 15 November 2024. Greece has already notified its national transposition measures, and the Commission is currently assessing their compliance with the directive.

    The transposition of this directive has not led to any decrease in Greece’s statutory minimum wage[3]. In any case, the directive cannot be used as grounds for reducing the general level of protection already provided to workers, in particular with regard to the lowering of minimum wages.

    As regards collective bargaining on wages, the directive requires all Member States to promote it and hence its transposition cannot be deemed to undermine it.

    In addition, Member States in which the collective bargaining coverage rate is below the threshold of 80%, such as Greece, will have to establish an action plan to promote collective bargaining with a clear timeline and concrete measures to gradually increase this rate.

    The directive does not establish a binding coverage rate objective nor obliges employers to conclude collective agreements, as this would be contrary to the principle of autonomy of the social partners.

    The Commission will analyse Greece’s action plan to promote collective bargaining once it is notified and will communicate this analysis to the European Parliament and the Council as part of the report foreseen in Article 10(3) of the directive.

    To reduce water pollution, the Urban Wastewater Treatment Directive[1] requires the removal of micropollutants from urban wastewaters through quaternary treatment.

    In line with the Polluter-Pays Principle[2] enshrined in Article 191 of the Treaty on the Functioning of the EU, the directive provides for an extended producer responsibility system whereby the pharmaceutical and cosmetics sectors, which represent the main source of micropollutants in urban wastewater[3], finance at least 80% of the quaternary treatment costs. The directive was adopted with a large majority in the European Parliament and the Council.

    The impact assessment accompanying the Commission’s proposal assessed the cost of such extended producer responsibility system and its impact[4] on the pharmaceutical sector at EU level.

    In addition, as announced in the Water Resilience Strategy of 4 June 2025[5], in the context of the implementation of the extended producer responsibility system, the Commission will conduct an updated study of costs and its potential impacts on concerned sectors.

    In addition, the Commission will continue to support Member States in the pragmatic design of national systems with a view to avoiding unexpected or unintended consequences, in particular for the availability and affordability of medicines.

    The EU leadership has recurrently underlined that the EU has a strategic interest in a stable and secure environment in the Eastern Mediterranean and in the development of a cooperative and mutually beneficial relationship with Türkiye[1].

    Türkiye is a candidate country, a key partner in several areas of joint interest and a longstanding partner in the Common Security and Defence Policy .

    Nonetheless, accession negotiations with the country remain at a standstill since 2018, as Türkiye has not reversed the negative trend of continued deterioration of democratic standards noted in the past years[2].

    Respect of rule of law and progressive alignment with the EU Common Foreign and Security Policy are integral parts of the EU-Türkiye relationship.

    The EU recognises the contribution of all non-EU Allies, including Türkiye, to the European and Transatlantic security. The EU is engaging with Türkiye on a phased, proportionate and reversible manner in line with the November 2023 recommendations of the Joint Communication on the state of play of the EU-Türkiye relations[3] and the conclusions of the European Council of April 2024[4].

    The White Paper for European Defence Readiness 2030[5] recalls that EU actions will take into consideration the security and defence interests of all Member States, while reaffirming the key role that like-minded partners can play to strengthen European security and defence.

    The proposed Regulation on Security Action for Europe[6] is under discussion in the Council and the conditions for cooperation with partners will be settled in this regulation, once adopted, following a two-step approach: first, joining joint procurement activities; second, negotiating an agreement with the EU to allow its defence industry to supply Member States.

    1. The Commission has dealt with the information it received from the European Anti-Fraud Office (OLAF) in full compliance with the applicable procedures. Further to its investigation, OLAF transmitted the case to the Commission, with the recommendation to open the disciplinary procedure. A disciplinary penalty can only be imposed after the entire disciplinary procedure has been completed. Therefore, an instant removal of an official from the post is not legally possible. During the procedure, the persons concerned enjoy, in light of the EU Charter of Fundamental Rights, the presumption of innocence.

    2. OLAF has not found evidence of criminal conduct. It did gather elements indicating a breach of professional obligations. The Commission is not aware of any evidence other than the one reported by OLAF.

    3. The EU-Qatar air transport agreement was negotiated at the request of Member States and EU stakeholders. The negotiations were conducted in a fully transparent manner with the close involvement of Member States representatives and EU stakeholders. The outcome of the negotiations was endorsed unanimously by all Member States that considered it fully responded to the negotiating directives adopted by the Council. The agreement was then signed by all Member States and the EU. The Commission considers that potential breaches of professional obligations by the then Director-General should not result in a suspension of the application of the agreement.

    Initiatives funded from the EU budget should not undermine the institution’s neutrality. Grants including operating grants are awarded competitively. Applicants submit proposals that include the description of their work programmes.

    This work programme is annexed to the grant agreement. The work programme may mention, among other applicant’s activities, advocacy activities.

    To date, the Commission has not identified irregularities in operating grants. The Commission will immediately take action should it become aware of any proven evidence of misconduct, such as breaches of contractual obligations.

    Interest representatives that apply for EU funding, which would typically include non-governmental organisations, are required to register in the Transparency Register[3] as not representing commercial interests.

    They are required to report their lobbying activities and declare their main sources of funding as well as the amount of each contribution above EUR 10 000 exceeding 10% of their total budget and the name of the contributor in their registrations in the Transparency Register.

    The Commission adheres strictly to its transparency obligations. Information about EU fund recipients, including non-governmental organisations, is published in the Financial Transparency System[4]. The Commission proactively shares the objectives and outcomes of funded projects on the Funding & Tenders Portal[5].

    Telefonica SA has received the following EU funding under direct management: EUR 723 526 from seven grants signed under Horizon 2020[1]; EUR 1 658 582 from nine grants under Horizon Europe[2]; EUR 12.55 million from the Connecting Europe Facility[3]. It has also received EUR 604 533 078.24 from the European Regional Development Fund[4] in the last 10 years.

    Promotora de Informaciones (PRISA) SA has received the following EU funding under direct management: EUR 1 million in three grants under Creative Europe[5].

    The Commission remains committed to taking any necessary measures to ensure compliance with EU law, including EU State aid rules, and upholding the rule of law in all Member States and will continue to work with the Spanish authorities to promote the rule of law, including within the framework of the rule of law cycle.

    MOTION FOR A EUROPEAN PARLIAMENT RESOLUTION

    on the Council position on Draft amending budget No 1/2025 of the European Union for the financial year 2025 entering the surplus of the financial year 2024

    The European Parliament,

     having regard to Article 314 of the Treaty on the Functioning of the European Union,

     having regard to Article 106a of the Treaty establishing the European Atomic Energy Community,

     having regard to Regulation (EU, Euratom) 2024/2509 of the European Parliament and of the Council of 23 September 2024 on the financial rules applicable to the general budget of the Union[1], and in particular Article 44 thereof,

     having regard to the general budget of the European Union for the financial year 2025, as definitively adopted on 27 November 2024[2],

     having regard to Council Regulation (EU, Euratom) 2020/2093 of 17 December 2020 laying down the multiannual financial framework for the years 2021 to 2027[3],

     having regard to the Interinstitutional Agreement of 16 December 2020 between the European Parliament, the Council of the European Union and the European Commission on budgetary discipline, on cooperation in budgetary matters and on sound financial management, as well as on new own resources, including a roadmap towards the introduction of new own resource[4] (Interinstitutional Agreement of 16 December 2020),

     having regard to Council Decision (EU, Euratom) 2020/2053 EU of 14 December 2020 on the system of own resources of the European Union and repealing Decision 2014/335/EU, Euratom[5],

     having regard to Draft amending budget No 1/2025, which the Commission adopted on 09 April 2025 (COM(2025)0350),

     having regard to the position on Draft amending budget No 1/2025, which the Council adopted on 16 June 2025 and forwarded to Parliament on 18 June 2025 (09619/2025 – C10-0125/2025),

     having regard to Rules 96 and 98 of its Rules of Procedure,

     having regard to the report of the Committee on Budgets (A10-0116/2025),

    A. whereas the purpose of Draft amending budget 1/2025 is to enter in the 2025 budget the surplus resulting from the implementation of the financial year 2024, which amounts to EUR 1 345 million;

    B. whereas the main components of that surplus are a positive outturn on revenue of EUR 1 072 million and an under-spend of EUR 272,5 million;

    C. whereas, on the revenue side, the primary driver for the volume of the surplus is an amount of EUR 1 211 million in financial revenue, default interest and fines; whereas the outturn of the own resources in title 1 remains very close to the budgeted amounts in 2024 budget (including Amending budgets No 1-5);

    D. whereas, on the expenditure side, under-implementation in payments by all institutions, including cancellations of appropriations carried over, totalled EUR 273 million (equalling 0,02% of authorised payment appropriations);

    1. Takes note of Draft amending budget 1/2025 as submitted by the Commission, which is to budget the 2024 surplus, for an amount of EUR 1 345 million, in accordance with Article 18(3) of the Financial Regulation;

    2. Welcomes the fact that the 2024 surplus is driven primarily by an increase in the variation in Title 4 (Financial revenue, default interest and fines), while the surplus of expenditure remains very modest at EUR 273 million;

    3. Regrets that the budgeting of the surplus reduces the total GNI-based own resources contribution of Member States to the financing of the 2025 budget by a commensurate amount; stresses that, at a time when financing needs remain high, in particular for the EURI ‘overrun’ costs, and room for manoeuvre within the Union budget remains extremely limited, the budget should retain a sufficient level of flexibility to enable the Union to cope with unforeseen events and new emerging priorities; underlines that the flexibility of the Union budget is one of the key issues to be addressed in the negotiations for the post-2027 multiannual financial framework;

    4. Calls, also, on the Commission to design a sound and durable architecture for the next multiannual financial framework that enables sustainable management of all non-discretionary costs and liabilities, fully preserving Union programmes and the budget’s flexibility and response capacity, in particular as regards natural disasters and health emergencies, with the view to fully implementing the Union’s Preparedness Strategy;

    5. Recalls its long-standing position that windfall gains stemming from fines and fees, or equivalent amounts thereof, should be used as supplementary revenue for the Union budget for purposes of crisis response or unexpected needs and should not lead to a corresponding decrease in GNI-based contributions;

    6. Takes note of the negative income item under the new Article 425, amounting to EUR 534 million and welcomes this method of incorporating costs for the budget stemming from payment made under settlement agreement entailing compensatory interest and default interest compensation related to the repayment of annulled or reduced competition fines in accordance with the pertinent judgements of the Court of Justice; recalls that the Parliament, when negotiating the recast of the Financial Regulation, had insisted on the application of this approach since the alternative solution would have been additional expenditure appropriations in the already overstretched Heading 7; recalls that this solution comes to an end on 31 December 2027; invites the Commission to propose a definitive solution for the next MFF that achieves the same objective of avoiding any impact on the expenditure side of the budget;

    7. Emphasises the need for sustainable revenue for the Union budget; deplores, therefore, the complete absence of progress in the Council on the reform of the own resources system in line with the spirit of the legally binding roadmap in the Interinstitutional Agreement of 16 December 2020; recalls its position in support of the amended Commission proposals and urges the Council to adopt those proposals as a matter of urgency in order to diversify and consolidate the own resources available to the Union budget;

    8. Calls furthermore on the Commission to continue efforts to identify additional innovative and genuine new own resources and other revenue sources beyond those specified in the Interinstitutional Agreement of 16 December 2020; stresses that new own resources are essential not only to enable repayment of NGEU borrowing, but to ensure that the Union is equipped to cover its the higher spending needs, in particular in the context of the multiple challenges the Union is currently facing, including the new geopolitical context; considers that all new Union policies and challenges must involve new financial means and additional fresh resources;

    9. Approves the Council position on Draft amending budget No 1/2025;

    10. Instructs its President to declare that Amending budget No 1/2025 has been definitively adopted and arrange for its publication in the Official Journal of the European Union;

    11. Instructs its President to forward this resolution to the Council, the Commission, the other institutions and bodies concerned and the national parliaments.

  • MIL-OSI Europe: Answer to a written question – Takata and illegal charges in Cyprus – P-001974/2025(ASW)

    According to Regulation (EU) 2018/858 on the approval and market surveillance of motor vehicles[1], where a vehicle or component represents a serious risk, the manufacturer shall immediately inform national authorities[2] on the risk and the measures taken. Where the risk requires rapid action, national authorities must take all appropriate restrictive measures. Hence, Member States must ensure the proper recall of vehicles.

    The new General Product Safety Regulation (GPSR)[3], which applies from 13 December 2024, reinforces and introduces new and more stringent obligations for economic operators on, inter alia, product safety recalls and the right of consumers to cost-free, timely and effective remedies[4]. The GPSR is also implemented by Market Surveillance Authorities.

    The Commission closely monitors the enforcement of EU law and, in case of shortcomings, engages in a structured dialogue with the Member State to assess compliance . If it concludes that the legislation has not been implemented correctly, the Commission may initiate infringement proceedings under Article 258 of the Treaty on the Functioning of the European Union[5] to ensure compliance.
