    Constance responds as serious assault and attempted murder fall to lowest level since 1977.

    Recorded crime has more than halved since 1991, according to newly-published official statistics.

    The Recorded Crime in Scotland 2024-25 bulletin shows that total crime remains at similar levels to 2023-24, with a small reduction in the headline figure.

    Levels of non-sexual crimes of violence have also dipped slightly over the year and continue to be 23% lower than in 2006-07 – with serious assault and attempted murder now at their lowest level since 1977.

    There was a 6% decrease in 2024-25 in recorded incidents of damage and reckless behaviour – now at its lowest level since 1976, with vandalism down 73% from 2006-07.

    The detection of overall crime by police has increased, with clear-up rates rising to 56%.

    The recording of crimes of dishonesty are now at pre-pandemic levels and down 74% from the peak in 1991, however there was has been a 16% rise in shoplifting.

    There was a rise in recorded sexual crimes (up 3%), with rape and attempted rape up by 15%. A quarter of these crimes were reported at least one year after they had occurred.

    Justice Secretary Angela Constance said:

    “These figures show that Scotland continues to be safe place to live with reported crime falling by more than half since 1991. This comes on the back of the flagship Scottish Crime and Justice Survey which also showed people feel safer in their communities.

    “Violent crime is down significantly in the past 20 years, with serious assaults and homicide levels at record lows. However, we cannot afford to be complacent and I have been consistently clear that any instance of violence is one too many. That is why we are taking a wide range of actions to prevent, reduce and tackle violence, with more than £6 million funding invested over the past three years.

    “I am concerned these figures also show a rise in reported sexual crimes. Multiple factors will lie behind this and our action to tackle sexual offending includes increasing confidence in the justice system so more victims come forward, improving support for victims and modernising the law on sexual offences.

    “I also recognise the significant harm and disruption caused by retail crime, which is why we have made £3 million available in this year’s Budget for Police Scotland to work with the retail sector to help tackle this issue.

    “This year we will invest £4.2 billion across the justice system including a record £1.64 billion for policing – an increase of £70 million on 2024-25.

    “As part of the Scottish Government’s broader package to tackle violence, we have increased funding to the Scottish Violence Reduction Unit from £1.17 million last year to over £1.2 million this year. Projects supporting young people at risk of being drawn into criminal activities, under the Cashback for Communities programme, will receive up to £26 million over the next three financial years.”

    BEIJING, June 24 (Xinhua) — The Shaanxi Normal University Press will open an editorial office in Kazakhstan to publish books on Chinese topics, according to the official website of the publishing house, based in Xi’an, the capital of Northwest China’s Shaanxi Province.

    The agreement to establish the editorial board was concluded last week within the framework of the 31st Beijing International Book Fair between the said publishing house, the publishing house of the Kazakh National University named after Al-Farabi /KazNU/ and the Nomad Culture Foundation.

    Director of the SPU Publishing House Liu Dongfeng stated that against the backdrop of the development of the “China-Central Asia Spirit,” the establishment of an editorial office for books on Chinese topics in Kazakhstan is of particular importance.

    The said editorial board is reportedly planning to publish a series of books aimed at Central Asian readers. They will include academic works on China’s high-quality development in politics, economics, science and technology, popular readings reflecting the beautiful traditional Chinese culture and the historical background of the Great Silk Road, as well as modern literary classics.

    In 2023, the SHPU Publishing House published the scientific work “The Great Silk Road and Civilized Contacts”. This book in Kazakh will soon be published by the KazNU Publishing House. -0-

    The President of the Republic of Kazakhstan stated at a meeting of the Cabinet of Ministers that security issues cannot be overestimated.

    “The creation of a world for which no one needs to fight is the most reliable security. Ensuring peace is the task of politics,” he noted.

    LONDON, June 24 (Xinhua) — Yuan Jiajun, member of the Political Bureau of the Communist Party of China Central Committee and secretary of the CPC Chongqing Municipal Committee, led a party delegation to the United Kingdom from June 22 to 23 at the invitation of the British government.

    Yuan Jiajun met with UK National Security Adviser Jonathan Powell, attended a roundtable meeting between leading Chinese (Chongqing) and British enterprises, and held talks with Nicholas Lyons, Lord Mayor of the City of London, and Sherard Cowper-Coles, Chairman of the China-UK Business Council, among others.

  • MIL-OSI New Zealand: New Zealand’s ties with Netherlands reaffirmed

    Prime Minister Christopher Luxon has met with the Dutch Prime Minister Dick Schoof, to mark 60 years of diplomatic representation between New Zealand and the Kingdom of the Netherlands.

    “The Netherlands is one of New Zealand’s oldest and closest friends. Our people share strong bonds, enriched by the 150,000 New Zealanders who have Dutch heritage,” Mr Luxon says.

    “In our discussions, Prime Minister Schoof and I reaffirmed our commitment to global peace and security, pledged to increase bilateral trade and investment, and promote further innovation between our researchers.”

    The Netherlands is one of New Zealand’s top export destinations within the EU.

    “The Netherlands is crucial to New Zealand’s economic growth. Our exports have grown by 24 percent since last year,” Mr Luxon says.

    “It is New Zealand’s greatest source of foreign direct investment from the EU, and it is also a base for many Kiwi businesses in Europe.”

    Mr Luxon will now attend the NATO Summit in the Hague.

  • MIL-Evening Report: Iran and Israel agree to a fragile ceasefire. One factor could be crucial to it sticking

    After 12 days of war, US President Donald Trump has announced a ceasefire between Israel and Iran that would bring to an end the most dramatic, direct conflict between the two nations in decades.

    Israel and Iran both agreed to adhere to the ceasefire, though they said they would respond with force to any breach.

    If the ceasefire holds – a big if – the key question will be whether this signals the start of lasting peace, or merely a brief pause before renewed conflict.

    As contemporary war studies show, peace tends to endure under one of two conditions: either the total defeat of one side, or the establishment of mutual deterrence. This means both parties refrain from aggression because the expected costs of retaliation far outweigh any potential gains.

    What did each side gain?

    The war marked a turning point for Israel in its decades-long confrontation with Iran. For the first time, Israel successfully brought a prolonged battle to Iranian soil, shifting the conflict from confrontations with Iranian-backed proxy militant groups to direct strikes on Iran itself.

    This was made possible largely due to Israel’s success over the past two years in weakening Iran’s regional proxy network, particularly Hezbollah in Lebanon and Shiite militias in Syria.

    Over the past two weeks, Israel has inflicted significant damage on Iran’s military and scientific elite, killing several high-ranking commanders and nuclear scientists. The civilian toll was also high.

    Additionally, Israel achieved a major strategic objective by pulling the United States directly into the conflict. In coordination with Israel, the US launched strikes on three of Iran’s primary nuclear facilities: Fordow, Natanz and Isfahan.

    Despite these gains, Israel did not accomplish all of its stated goals. Prime Minister Benjamin Netanyahu had voiced support for regime change, urging Iranians to rise up against Supreme Leader Ali Khamenei’s government, but the senior leadership in Iran remains intact.

    Additionally, Israel did not fully eliminate Iran’s missile program, as Iran continued striking to the last minute before the ceasefire. And Tehran did not acquiesce to Trump’s pre-war demand to end uranium enrichment.

    Although Iran was caught off-guard by Israel’s attacks — particularly as it was engaged in nuclear negotiations with the US — it responded by launching hundreds of missiles towards Israel.

    While many were intercepted, a significant number penetrated Israeli air defences, causing widespread destruction in major cities, dozens of fatalities and hundreds of injuries.

    Iran demonstrated its capacity to strike back, though Israel succeeded in destroying many of its air defence systems, some ballistic missile assets (including missile launchers) and multiple energy facilities.

    Since the beginning of the assault, Iranian officials have repeatedly called for a halt to resume negotiations. Under intense pressure, Iran realised it would not benefit from a prolonged war of attrition with Israel — especially as both nations faced mounting costs and the risk of depleting their military stockpiles if the war continued.

    As theories of victory suggest, success in war is defined not only by the damage inflicted, but by achieving core strategic goals and weakening the enemy’s will and capacity to resist.

    While Israel claims to have achieved the bulk of its objectives, the extent of the damage to Iran’s nuclear program is not fully known, nor is its capacity to continue enriching uranium.

    Both sides could remain locked in a volatile standoff over Iran’s nuclear program, with the conflict potentially reigniting whenever either side perceives a strategic opportunity.

    Sticking point over Iran’s nuclear program

    Iran faces even greater challenges as it emerges from the war. With a heavy toll on its leadership and nuclear infrastructure, Tehran will likely prioritise rebuilding its deterrence capability.

    That includes acquiring new advanced air defence systems — potentially from China — and restoring key components of its missile and nuclear programs. (Some experts say Iran did not use some of its most powerful missiles to maintain this deterrence.)

    Iranian officials have claimed they safeguarded more than 400 kilograms of 60% enriched uranium before the attacks. This stockpile could theoretically be converted into nine to ten nuclear warheads if further enriched to 90%.

    Trump declared Iran’s nuclear capacity had been “totally obliterated”, whereas Rafael Grossi, the United Nations’ nuclear watchdog chief, said damage to Iran’s facilities was “very significant”.

    However, analysts have argued Iran will still have a depth of technical knowledge accumulated over decades. Depending on the extent of the damage to its underground facilities, Iran could be capable of restoring and even accelerating its program in a relatively short time frame.

    And the chances of reviving negotiations on Iran’s nuclear program appear slimmer than ever.

    What might future deterrence look like?

    The war has fundamentally reshaped how both Iran and Israel perceive deterrence — and how they plan to secure it going forward.

    For Iran, the conflict reinforced the belief that its survival is at stake. With regime change openly discussed during the war, Iran’s leaders appear more convinced than ever that true deterrence requires two key pillars: nuclear weapons capability, and deeper strategic alignment with China and Russia.

    As a result, Iran is expected to move rapidly to restore and advance its nuclear program, potentially moving towards actual weaponisation — a step it had long avoided, officially.

    At the same time, Tehran is likely to accelerate military and economic cooperation with Beijing and Moscow to hedge against isolation. Iranian Foreign Minister Abbas Araghchi emphasised this close engagement with Russia during a visit to Moscow this week, particularly on nuclear matters.

    Israel, meanwhile, sees deterrence as requiring constant vigilance and a credible threat of overwhelming retaliation. In the absence of diplomatic breakthroughs, Israel may adopt a policy of immediate preemptive strikes on Iranian facilities or leadership figures if it detects any new escalation — particularly related to Iran’s nuclear program.

    In this context, the current ceasefire appears fragile. Without comprehensive negotiations that address the core issues — namely, Iran’s nuclear capabilities — the pause in hostilities may prove temporary.

    Mutual deterrence may prevent a more protracted war for now, but the balance remains precarious and could collapse with little warning.

  • What is NATO’s new 5% defence spending target?

    NATO leaders are expected to endorse a big new defence spending target at an alliance summit in The Hague on Wednesday, as demanded by U.S. President Donald Trump.

    Here are some key questions and answers about the new target.

    WHAT ARE NATO LEADERS EXPECTED TO APPROVE?

    They are expected to agree that NATO members should spend 5% of their economic output – or Gross Domestic Product (GDP) – on core defence and broader defence and security-related investments.

    That’s a hefty increase on the current goal of 2%, which was approved at an alliance summit in Wales in 2014. But the new target will be measured differently.

    NATO members will be expected to spend 3.5% of their GDP on core defence such as troops and weapons – the items currently covered by the old 2% target.

    They will also be expected to spend a further 1.5% of GDP on broader defence and security-related investments – such as adapting roads, bridges and ports for use by military vehicles, and on cyber-security and protecting energy pipelines.

    HOW BIG A LEAP WILL THIS BE FOR NATO COUNTRIES?

    Very big for a lot of them.

    Twenty-two of NATO’s 32 member countries spent 2% of GDP or more on defence last year.

    As a whole, alliance members spent 2.61% of NATO GDP on defence last year, according to a NATO estimate. But that number masks big differences in spending among members.

    Poland, for example, spent more than 4% of its GDP on defence, making it the biggest spender. At the other end of the spectrum, Spain spent less than 1.3%.

    WHEN ARE NATO COUNTRIES EXPECTED TO HIT THE TARGET?

    They will be expected to meet the target by 2035. The targets could also be adjusted when they are reviewed in 2029.

    HOW MUCH MORE CASH ARE WE ACTUALLY TALKING ABOUT?

    It’s hard to say exactly how much extra cash NATO members would have to spend, not least because it will depend on the size of their economies for years to come.

    Also, NATO does not currently measure spending on the new broader category of defence and security-related investments – so there is no baseline measurement to go by.

    But NATO countries spent over $1.3 trillion on core defence in 2024, up from about a trillion a decade earlier in constant 2021 prices. If NATO states had all spent 3.5% of GDP on defence last year, that would have amounted to some $1.75 trillion.

    So, hitting the new targets could eventually mean spending hundreds of billions of dollars more per year, compared with current spending.

    WHY ARE NATO COUNTRIES INCREASING SPENDING NOW?

    Russia’s continued war in Ukraine, concerns about a possible future threat from Russia, and U.S. pressure have led many European capitals to boost investment in defence and plan to increase it even further over the coming years.

    “Russia could be ready to use military force against NATO within five years,” NATO Secretary-General Mark Rutte said earlier this month.

    Europe is also preparing for the possibility that the U.S. under President Donald Trump will decide to withdraw some of its troops and capabilities from Europe.

    “America can’t be everywhere all the time, nor should we be,” U.S. Defense Secretary Pete Hegseth said earlier this month.

    WHAT WILL THE NEW MONEY BE SPENT ON?

    NATO this month agreed on new capability targets for its members – the types of troops, military units, weapons and equipment that NATO says they should possess to defend themselves and the alliance.

    Those targets are classified but Rutte said after they were approved that the alliance needed to invest more in areas including “air defence, fighter jets, tanks, drones, personnel, logistics and so much more”.

    IS EVERYONE ON BOARD?

    Not quite. Spanish Prime Minister Pedro Sanchez says his country can meet its military capability targets by spending just 2.1% of GDP.

    His government approved the draft summit statement with the new spending target but made clear it does not intend to spend that much. NATO officials say Sanchez does not have an opt-out – Spain’s spending will be tracked and if it’s not investing enough to meet the military targets, it will need to improve.

    Some countries that have signed up to the targets may also not meet them, diplomats and analysts expect. But publicly, they have insisted they are committed.

    WHERE WILL THE MONEY COME FROM?

    Every NATO country will decide on its own where to find the cash to invest more in defence and how to allocate it.

    The European Union has moved to try to make it easier for capitals to spend on defence.

    The EU is allowing members to raise defence spending by 1.5% of GDP each year for four years without any disciplinary steps that would normally kick in once a national deficit is above 3% of GDP.

    EU ministers last month also approved the creation of a 150-billion-euro arms fund using joint EU borrowing to give loans to European countries for joint defence projects.

    Some European countries are pushing for EU joint borrowing to fund grants – rather than loans – for defence spending. But they have met resistance from fiscally conservative countries including Germany and The Netherlands.

    HOW DOES THE NATO TARGET COMPARE TO OTHER COUNTRIES’ DEFENCE SPENDING?

    NATO allies dedicate a much smaller share of their economic output to defence than Russia but, taken together, they spend significantly more cash than Moscow.

    Russia’s military spending rose by 38% in 2024, reaching an estimated $149 billion and 7.1% of GDP, according to the Stockholm International Peace Research Institute.

    China, the world’s second-largest military spender, dedicated an estimated 1.7% of GDP to military expenditure last year, according to SIPRI.

    HOW DOES DEFENCE SPENDING COMPARE TO GOVERNMENT SPENDING IN OTHER AREAS?

    In NATO countries, defence tends to make up a small portion of national budgets.

    Military spending accounted for 3.2% of government spending in Italy, 3.6% in France and 8.5% in Poland in 2023, according to SIPRI data. In Russia that year, military expenditure made up nearly 19% of government spending.

    Home testing kits for lifesaving checks against cervical cancer

    Government to offer home-testing kits as part of the cervical screening programme under its upcoming 10 Year Health Plan.

    Women and people with a cervix* across England who haven’t come forward for vital health checks will be offered home-testing kits as part of the cervical screening programme under the upcoming 10 Year Health Plan.

    The ground-breaking initiative aims to revolutionise cervical cancer prevention rates by tackling deeply entrenched barriers that keep some women away from potentially life-saving screenings, including a fear of discomfort, embarrassment, cultural sensitivities and the struggle to find time for medical appointments.  

    Women who have rarely or have never attended their cervical screening will be offered a self-sample kit to complete at home. They are then sent out in discreet packaging and returned via pre-paid mail in the local post box.  

    Participation in cervical cancer screening currently sits at just 68.8% – well below the NHS England target of 80%. This means over 5 million women in England are not up to date with their routine check-up**. But experts believe this targeted approach could increase participation in the screening programme that saves approximately 5000 lives a year across England.   

    The initiative is part of the government’s upcoming 10 Year Health Plan – due to be published in the coming weeks – which sets out how government plans to tackle the challenges facing the health service and build an NHS that is fit for the future by doing more to prevent ill health in the first place.

    Health and Social Care Secretary Wes Streeting said:   

    These self-sampling kits represent healthcare that works around people’s lives, not the other way around. They put women firmly in control of their own health, ensuring we catch more cancers at their earliest, most treatable stages.

    Our 10 Year Health Plan will fundamentally reform the NHS, shifting focus from treating illness to preventing it before it starts.

    We know the earlier cancer is diagnosed the better the chances are of survival. By making screening more convenient, we’re tackling the barriers that keep millions of women from potentially life-saving tests.

    The self-testing kits, which detect human papillomavirus (HPV), a group of viruses that can lead to cervical cancer, allow women to carry out this testing in the privacy and convenience of their own homes.  

    Michelle Kane, NHS Director of Screening, said:

    There are a number of reasons that stop some women taking up the offer of screening and we hope the introduction of self-testing will encourage more women to take up this life-saving test in a way that works for them.

    I’d encourage anyone who gets an invite for a cervical screening, either from their local GP practice or the NHS App, to attend and if you have any worrying symptoms, please contact your GP. It could save your life.

    The programme specifically targets those groups consistently missing vital appointments, with younger women, ethnic minority communities facing cultural hurdles, people with a disability and LGBT+ people all set to benefit. 

    Anyone testing positive for HPV through self-sampling will be encouraged to attend a clinician-taken follow-up cervical screening test to check for cervical cell changes. 

    Athena Lamnisos, Chief Executive, Eve Appeal, said:

    There are so many different reasons why those who are eligible aren’t responding to their cervical screening invitation letter.

    HPV self-testing will be a step change for some. Being able to do the test in their own time and following simple instructions is what many people want and need. Ensuring that the under-screened and never screened know about this new test is vital for Eve.

    As the leading gynae cancer prevention charity, we know how vital it is to address health inequalities and make sure that everyone knows that this test is available to them and why it’s important.

    Michelle Mitchell, Chief Executive of Cancer Research UK, said: 

    Screening is a powerful tool to prevent cervical cancer and save lives, but we know it isn’t always easy for everyone to take part. For some, the test may seem uncomfortable, embarrassing, or simply hard to fit into their lives. That’s why we welcome the UK government’s decision to roll out cervical cancer home screening kits in England – to help remove barriers and make cervical screening more accessible.

    The gold standard way to test for HPV is still a sample taken by a clinician and this will be suitable for most people. But beating cervical cancer means beating it for everyone, and this move helps to bring us closer to that goal.  It’s important to remember that cervical screening is for people without symptoms so, if you notice any unusual changes for you, do not wait for a screening invitation – speak to your doctor.

    This approach builds on the NHS’ recent announcement to make cervical cancer screening more personalised. From July, women aged 25-49 who test negative for HPV in a clinician-taken test will be invited for their next test in five years, rather than three, following a recommendation by the UK National Screening Committee. The programme is in line with major clinical evidence that shows if a person tests negative for HPV they are extremely unlikely to go on to develop cervical cancer within the next decade. Anyone whose sample indicates the presence of HPV will continue to be invited to more frequent screenings.  

    Digital invitations and reminders for cervical screening were also recently rolled out as part of the NHS App’s ‘ping and book’ service to make screenings even more convenient, boost uptake and save lives.  

    Through our Plan for Change, the government is cutting waiting times for cancer patients with 99,000 extra patients having had cancer diagnosed or ruled out since July than in the previous year. In February, the highest ever proportion of patients had a diagnosis or an all clear within four weeks.

    Dr Anita Lim, Chief Investigator of the YouScreen trial and Visiting Senior Research Fellow, King’s College London:

    This is a significant step forward for cervical cancer prevention and brings us closer to the NHS goal of eliminating the disease by 2040. The YouScreen trial, which provided self-sampling HPV kits to under-screen women in London, demonstrated that self-sampling could reach people who find it difficult to attend traditional screening – including those from diverse and underserved populations.

    It’s hugely positive to see this now reflected in national policy, helping more people get protected from this highly preventable cancer.

    Gem, who was diagnosed with cervical cancer in 2015, said:

    My cervical cancer was picked up during a routine screening by my GP. I was referred for surgery to remove the cancer cells, as well as lymph nodes from my abdomen and pelvis.

    It took me about six weeks to recover, and because it was caught early and hadn’t spread, I was told at my follow-up appointment that I was cancer-free and didn’t require further treatment.

    I’ve been cancer-free for years now, but I still live with the aftermath of my diagnosis. I hope that one day we live in a world where cervical cancer is eliminated. With advances in vaccines and screening, I believe that day is getting ever closer.

    For many, though, there are barriers to attending screening. Our everyday lives are busy juggling jobs, family life, and more, which can make attending appointments difficult. But feelings of embarrassment, fear, or unease can also prevent people from going.

    Making it easier for people to access screening they can do at home removes some of those barriers and will, I’m sure, save lives.

    If I hadn’t attended screening when I did, I’m certain I would have been facing a very different outcome. I will always be thankful that I went when I did and now try to use my experience to help others.

  • MIL-OSI Russia: Installation of a panel in honor of the 300th anniversary of the Russian Academy of Sciences has begun on the track walls of the Akademicheskaya metro station

    The installation of decorative panels made of cellular aluminum has begun on the platform section of the Akademicheskaya station of the Troitskaya metro line. They will be used to create a panel dedicated to the 300th anniversary of the Russian Academy of Sciences. This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “The panel at the Akademicheskaya metro station will be dedicated to science. Various artistic elements will be applied to the front side of the panels, as well as images of outstanding Russian scientists from different eras: Lavrentiy Blumentrost, Ivan Schumacher, Nikolai Semenov and Vladimir Vernadsky. To add dynamics to the overall composition, the technology of printing on aluminum honeycomb panels and digital application of images to combined panels with a glass front surface was used. The total area of the panel on the track walls exceeds 1.6 thousand square meters. Together with the finishing of the ceiling and platform portals, they will form a single composition with an area of over 5.7 thousand square meters,” Vladimir Efimov noted.

    Multilayer aluminum is actively used in underground construction, since this material is resistant to temperature effects and has high strength.

    “The installation of the panels was preceded by the assembly of an aluminum subsystem consisting of horizontal and vertical guides, which are installed using brackets on a concrete base. Such a fastening system will ensure the reliability of the entire structure and high installation speed,” said Maxim Gaman, General Director of Mosinzhproekt JSC.

    The central part of the Akademicheskaya platform will be decorated with a series of portals, the edges of which will be illuminated. These architectural elements will become the main source of illumination for the platform.

    “Akademicheskaya” is being built near the intersection of Dmitry Ulyanov and Profsoyuznaya streets.     This year, from April to August, members of Moscow student brigades work at various sites across the country. Over 500 people remained to work in the capital. During the academic year, students and schoolchildren were selected for all-Russian and interregional work projects of Russian student brigades (RSB) – they completed tasks and participated in interviews.

    “Thanks to the opportunities in the capital, young residents of the capital can realize themselves in various areas from volunteering to creativity. Moscow student brigades are an active community that works for the benefit of the entire country.     More than a thousand participants in the pedagogical direction work as counselors, shift leaders and program organizers in children’s camps in the Central Federal District, Krasnodar Krai, the Republic of Crimea and Primorye.

    Over 70 people represent Moscow in major RSO work projects as part of all-Russian student teaching teams. These are Gagarin in Anapa, Okean in Vladivostok, Delfin.ru in Krasnodar Krai, Orlyonok, Krasnaya Nit and Sputnik in Rostov Oblast. Muscovites also work at the International Children’s Center Artek in Yalta. In addition, the children will become counselors as part of the district student teaching team Solnechny.     The number of participants in medical teams is growing every year. Students from the capital’s famous medical universities provide support to the country’s healthcare system during the summer – they look after patients, work as orderlies and nurses in institutions throughout Russia.

    This year, in Moscow, they are working at the N.V. Sklifosovsky Research Institute of Emergency Care, the private healthcare institution “RZhD-Medicine Clinical Hospital named after N.A. Semashko”. Nine medical teams have been selected for all-Russian projects. From July, they will work in healthcare institutions on Sakhalin Island, Novosibirsk, Novokuznetsk, Chelyabinsk, Barnaul, Perm, Irkutsk and Tomsk, as well as in the Valeo district project in the Voronezh Region.

    Provide comfortable passenger transportation and service

    More than 200 participants in the conductor program ensure safe and comfortable passenger transportation on long-distance trains in the structural divisions of JSC Federal Passenger Company (Moscow-Kyiv and Nikolaevka).     The “Runway” project in St. Petersburg allowed the children to become escorts for passengers with limited mobility, call center operators, inform passengers about airport services, clean aircraft cabins – raise seat backs, armrests and lay out blankets.

    For the first time this year, students began working at passenger check-in desks and became baggage handlers at Vnukovo Airport.     For example, this year students are participating in a large all-Russian project to harvest apples on the territory of OOO Agronom-Sad in Lipetsk Oblast and are being employed as winegrowers at AO Divnomorye in Krasnodar Krai.

    Students majoring in animal husbandry — veterinarians, zootechnicians, technologists and biologists — will try themselves at subsidiaries of the EkoNiva group of companies in the Voronezh region, at enterprises of the Damate group of companies in the Rostov region and at branches of Stavropolsky Broiler LLC.

    From July 1, members of the fishing teams will go to student fishing seasons in the Kamchatka and Khabarovsk regions as fish processors, caviar fishermen and short-distance fishing sailors.

    Moscow to open 65th summer work season of student teams

  • MIL-OSI Security: Two arrested in Hounslow stabbing murder investigation

    Detectives investigating the murder of a man in Hounslow have arrested two men.

    Police were called at 14:21hrs on Sunday, 22 June to reports of a stabbing in Hanworth Road, near the junction with School Road.

    Officers responded with paramedics from the London Ambulance Service.

    A 22-year-old man was treated for stab wounds before being taken to hospital where he sadly later died. His next of kin are being supported by specialist officers.

    Two men, aged 27 and 37, were arrested on suspicion of murder on Monday, 23 June.

    They remain in custody for questioning.

    Superintendent James Rawlinson from the local neighbourhood policing team, said:

    “We are aware of the effect this horrendous incident has had on the local community, and have designated officers on reassurance patrols, to answer questions that you may have.

    “Residents will continue to see increased police presence whilst this investigation remains ongoing.

    “I encourage anyone who has information but may not have contacted police yet to get in touch and assist with this investigation.

    “Please rest assured we are working at pace on this investigation, which is ongoing.

    “As is stands, we maintain that though the incident took place outside the Hounslow Muslim Centre, there is nothing to suggest a link to the venue.

    The following is the Message sent by the Holy Father Leo XIV to the participants in the Second Annual Conference on Artificial Intelligence, Ethics and Corporate Governance (Rome, 19 to 20 June 2025):

    On the occasion of this Second Annual Rome Conference on Artificial Intelligence I extend my prayerful good wishes to those taking part. Your presence attests to the urgent need for serious reflection and ongoing discussion on the inherently ethical dimension of AI, as well as its responsible governance. In this regard, I am pleased that the second day of the Conference will take place in the Apostolic Palace, a clear indication of the Church’s desire to participate in these discussions that directly affect the present and future of our human family.
    Together with its extraordinary potential to benefit the human family, the rapid development of AI also raises deeper questions concerning the proper use of such technology in generating a more authentically just and human global society. In this sense, while undoubtedly an exceptional product of human genius, AI is “above all else a tool” (POPE FRANCIS, Address at the G7 Session on Artificial Intelligence, 14 June 2024). By definition, tools point to the human intelligence that crafted them and draw much of their ethical force from the intentions of the individuals that wield them. In some cases, AI has been used in positive and indeed noble ways to promote greater equality, but there is likewise the possibility of its misuse for selfish gain at the expense of others, or worse, to foment conflict and aggression.
    For its part, the Church wishes to contribute to a serene and informed discussion of these pressing questions by stressing above all the need to weigh the ramifications of AI in light of the “integral development of the human person and society” (Note Antiqua et Nova, 6). This entails taking into account the well-being of the human person not only materially, but also intellectually and spiritually; it means safeguarding the inviolable dignity of each human person and respecting the cultural and spiritual riches and diversity of the world’s peoples. Ultimately, the benefits or risks of AI must be evaluated precisely according to this superior ethical criterion.
    Sadly, as the late Pope Francis pointed out, our societies today are experiencing a certain “loss, or at least an eclipse, of the sense of what is human,” and this in turn challenges all of us to reflect more deeply on the true nature and uniqueness of our shared human dignity (Address at the G7 Session on Artificial Intelligence, 14 June 2024). AI, especially Generative AI, has opened new horizons on many different levels, including enhancing research in healthcare and scientific discovery, but also raises troubling questions on its possible repercussions on humanity’s openness to truth and beauty, on our distinctive ability to grasp and process reality. Acknowledging and respecting what is uniquely characteristic of the human person is essential to the discussion of any adequate ethical framework for the governance of AI.
    All of us, I am sure, are concerned for children and young people, and the possible consequences of the use of AI on their intellectual and neurological development. Our youth must be helped, and not hindered, in their journey towards maturity and true responsibility. They are our hope for the future, and society’s well-being depends upon their being given the ability to develop their God-given gifts and capabilities, and to respond to the demands of the times and the needs of others with a free and generous spirit. No generation has ever had such quick access to the amount of information now available through AI. But again, access to data — however extensive — must not be confused with intelligence, which necessarily “involves the person’s openness to the ultimate questions of life and reflects an orientation toward the True and the Good” (Antiqua et Nova, No. 29). In the end, authentic wisdom has more to do with recognizing the true meaning of life, than with the availability of data.
    In this light, dear friends, I express my hope that your deliberations will also consider AI within the context of the necessary intergenerational apprenticeship that will enable young people to integrate truth into their moral and spiritual life, thus informing their mature decisions and opening the path towards a world of greater solidarity and unity (cf. ibid., 28). The task set before you is not easy, but it is one of vital importance. In thanking you for your efforts now and in the future, I cordially invoke upon you and your families the divine blessings of wisdom, joy and peace.

    Students of SPbGASU became volunteers of the St. Petersburg International Economic Forum (SPIEF) and participants of the youth program “Day of the Future”, which took place on June 21.

    More than eight thousand people took part in the events of the SPIEF youth program, 37 sessions were held. This platform was visited by representatives of about 220 universities and about 60 scientific organizations.

    Anna Kozhemyak and Irina Peretokin (both second-year students of the construction faculty) were included in the forum’s volunteer corps and worked at the event from June 18 to 21.

    “I was able to participate in the forum thanks to a competitive selection. After submitting applications, we completed online training to learn about the main working aspects of the forum. Then we took an exam in the RANEPA building with questions in Russian and English, as well as a short oral survey. As a result, I managed to get into the business contacts exchange team, the main goal of which is to help participants organize business meetings.

    The experience of working in this area is incredibly useful. Every day is different from the previous one, the schedule is tight, the tasks are responsible, but thanks to the coordinated work of our team, everything went great! SPIEF is a huge productive mechanism, and it was a great honor for me to contribute to its work,” said Anna Kozhemyak.

    Third-year students of the Faculty of Forensic Expertise and Law in Construction and Transport Daria Meleshina, Egor Kolobov and Ruslan Kafarov as a team of the educational project “InfoShield” became participants of the youth program “Day of the Future”. The project was among the winners of the competition “Rosmolodezh. Grants”.

    As part of the forum, the guys also attended thematic events, including the session “Cyber fraud as a tool of information warfare. A new look at digital threats and public security” with the participation of experts, journalists and bloggers. The project team interviewed the discussion participants and recorded a podcast for the educational project “InfoShield”. The forum allowed young people to discuss important topics, share their projects, and communicate with experts. I have many new ideas for further work,” said Daria.

    The 14th international scientific and practical conference “Modern Mechanical Engineering: Science and Education (MMESE-2025)” was held at Peter the Great St. Petersburg Polytechnic University. The event was organized by the Department of Theory of Machines and Mechanisms of the Institute of Mechanical Engineering, Materials and Transport of SPbPU.

    The conference brought together teachers, researchers, engineers, postgraduates and students from Russian and foreign educational and scientific organizations. Participants discussed modern approaches to teaching engineering disciplines and current development trends in the mechanical engineering industry.

    The conference was organized into thematic sections: teaching engineering disciplines, theory of mechanisms and machines, mechatronics and robotics, gear transmissions, tribosystems, transport and technological systems, machine tool building, materials science, design and industrial innovations, etc. Participants presented reports on the results of scientific research and practical activities, and discussed ways to integrate education, science and industry. Particular attention was paid to the issues of training engineering personnel for high-tech industries and the use of advanced educational technologies.

    The first conference “Modern Mechanical Engineering: Science and Education” was held in St. Petersburg in 2011. Since then, it has been held annually and has established itself as an important scientific platform. In different years, MMESE has been attended by researchers and teachers from Poland, Bulgaria, the Czech Republic, Germany, Italy, Belarus, Ukraine, Kazakhstan, China, India, Syria, Iran, Iraq and other countries.   • MIL-OSI Russia: Polytechnic University team wins IT-Planet international Olympiad

    The final of the international Olympiad “IT-Planet” was held in Moscow. This is one of the largest technology competitions for young people in Russia and the CIS countries. The program of this year’s Olympiad included 15 innovation competitions. Awards were received by 81 winners from 24 regions of our country, as well as from Belarus. Among the winners were also polytechnicians. All of them represented the Institute of Computer Science and Cybersecurity.

    The final of the Olympiad brought together about 600 participants, including college and university students, young professionals, teachers and representatives of leading Russian IT companies. The total prize fund was over two million rubles. The winners received not only cash prizes and diplomas, but also a chance for career growth: the opportunity to undergo industrial training in leading Russian companies and get into the database of promising IT specialists.

    A team headed by Associate Professor of the Higher School of Artificial Intelligence Technologies of the Institute of Computer Science and Engineering Oleg Sabinin did a great job of preparing SPbPU students for the Olympiad. Master’s students of the Higher School of Artificial Intelligence Technologies of the Institute of Computer Science and Engineering A. Gubeeva and D. Not only because I was able to test my skills in writing complex SQL queries and win prizes, but also because I had the opportunity to listen to IT experts. They shared current trends and real cases,” said Ivan Maksimov. “I especially remember the tasks where it was necessary to solve algorithmic problems, trying to fit into the minimum amount of code – this required both an understanding of PostgreSQL and an unconventional approach. It was also great to communicate with other participants who were also interested in databases.   • MIL-OSI Security: Man charged with murder following fatal Croydon shooting

    Met detectives investigating a fatal shooting in Croydon have charged a man with murder.

    Byron Cole, 39 (31.10.1985) of Gleneldon Road, Lambeth, has been charged with murder and possession of a firearm with intent to endanger life.

    He has been remanded to custody and will appear at Bromley Magistrates’ Court on Tuesday, 24 June.

    An investigation was launched after officers were called to reports of a shooting on Imperial Way at 17:04hrs on Thursday, 19 June.

    A man, who we can now name as Anthony Morrison, 41, was found with gunshot wounds. He was treated by paramedics but sadly died at the scene.

    His next-of-kin have been informed and are being supported by specially trained officers.

    On Sunday, 22 June, Met officers arrested a 39-year-old man [A] on suspicion of murder. He was charged as above.

    A 37-year-old woman [B] was arrested on suspicion of assisting an offender. She was released on bail pending further enquiries.

  • MIL-OSI NGOs: ‘Burn, baby, burn’: Trump and Meloni’s toxic alliance staged in offshore fossil gas protest

    Ravenna, Italy – As Italy and much of Europe are entering the heatwave season with scorching temperatures already being recorded, 12 activists from seven countries are taking action with Greenpeace Italy against climate-wrecking fossil gas at the new liquefied gas import terminal of Ravenna. At sea, activists reached the infrastructure and attached large banners on it reading “Burn, baby, burn” referencing President Trump’s mantra “Drill, baby, drill” alongside an image of a burning Earth flanked by the faces of US President Donald Trump and Italian Prime Minister Giorgia Meloni.

    At the same time, activists are protesting in kayaks holding a road sign depicting the choice EU leaders need to take between climate hell and a fossil-free future. The action targets Italy’s recent pledge to increase imports of liquefied fossil gas from the US. An alliance that deepens Europe’s fossil fuel dependence and vulnerability to political blackmail from Trump.[1]

    Federico Spadini, climate and energy campaigner at Greenpeace Italy said: “While the country scorches under record heat, Meloni chooses to side with Trump and sabotage Italy’s climate action. This toxic alliance puts Italy’s energy future in the hands of Trump and locks the country further into a dangerous gas dependency that fuels the climate crisis, drives up our energy bills and turns our homes into ovens.” 

    Italy is reportedly Europe’s fourth largest importer of liquefied fossil gas with Qatar and the US being the primary suppliers. Despite the fact that liquefied gas (LNG) imports fell by 12% in 2024 according to the Institute for Energy Economics and Financial Analysis (IEEFA), the Italian government has pushed for additional LNG import capacity with the new gas import terminal (FSRU) in Ravenna which started operations earlier this year.[2] The protest also comes in the middle of the Greenpeace campaign against oil and gas giants like the Italian ENI, the same company that launched a Strategic Lawsuit Against Public Participation (SLAPP) targeting Greenpeace Italy, Greenpeace Netherlands and Italian NGO ReCommon.[3]

    “While Meloni is making dirty deals with Trump, ENI threatens to silence those who dare to speak out and advocate for a renewable energy future—putting profit before people, and deepening a toxic pattern of repression and fossil fuel dependence,” added Spadini.

    Accelerating the transition to renewable energy is not only an environmental imperative; it is a matter of security, said campaigner Lisa Göldner, who is currently on board the Greenpeace ship Arctic Sunrise on an expedition across Europe to expose the risks of fossil gas and to mobilise for a fossil-free energy future.[4]

    Lisa Göldner, Greenpeace Germany campaigner with the European Fossil-Free Future campaign said: “Every new gas import terminal, every new fossil gas purchase agreement is locking Europe further into a gas trap that threatens Europe’s security and independence. Fossil gas fuels the climate crisis and geopolitical conflict and makes Europe vulnerable to political blackmail. The EU must break free from its fossil fuel dependency and take control of its future by investing in a renewable, secure and peaceful energy system.”

    “Rather than weakening methane regulations and handing a ‘free pass’ to US gas, as is currently being considered, EU leaders have to up their game: agree on a full phase-out of fossil gas by 2035 at the latest and ban all new fossil fuel projects in the EU.”[5]

    Greenpeace is calling for a phase-out of fossil gas through a transition to renewable energy that allows everyone to meet their energy needs at a decent price, without harming people, the planet or the environment.

    “It is deeply disappointing to learn that a memorial stone, laid in honour of those young men from our shores who served in the 36th Ulster Division, has been stolen — an act of malice carried out by individuals styling themselves as “Republican Youth.”

    “The sacrifice made in the First World War was not the preserve of Protestant or Unionists alone — many Catholic Nationalists also answered the call and gave their lives in that great conflict, particularly in the 16th Irish Division which drew many of its soldiers from Redmond’s Nationalist Volunteers which fought alongside those commemorated by the memorial stone at Messines in June 1917.

    “This memorial was a modest tribute, placed respectfully by Killowen Lodge on its own private grounds. It posed no threat, no provocation, and no reason for offence.

    “Basic decency would demand that respect be shown to those who paid the ultimate price — regardless of the political lens through which you view the past.

    “I would urge anyone with information about this act of desecration to come forward, either to the PSNI or, if they feel more comfortable, to contact me directly in confidence. I will ensure the information is passed on.

    “Those behind this disgraceful act may have enjoyed a momentary thrill by trying to wound a community’s memory — but all they have truly done is expose their own narrow-mindedness.

    “I have no doubt that the memorial will be restored. And when it is, it will stand all the taller — as a lasting reminder that some gave their all, while others can only lash out in petty vandalism.”

    Foster + Partners to design national memorial to Queen Elizabeth II

    Foster + Partners is the winner out of five finalists in a competition to design the national memorial to Queen Elizabeth II in St James’ Park

    • Their design proposal was selected from a shortlist of five concepts by acclaimed teams.
    • Includes a new bridge inspired by the late Queen’s wedding tiara, a Prince Philip Gate and new gardens.
    • Final plans for the memorial in St James’ Park will be announced next year.

    Foster + Partners has won the competition to design the national memorial to Queen Elizabeth II.

    Five finalist teams were asked to create a masterplan that would honour and celebrate Queen Elizabeth’s extraordinary life of service and provide the public with a space for reflection.

    Foster + Partners’ winning design concept celebrates Queen Elizabeth’s life through a time of great change, balancing tradition and modernity, public duty and private faith, the United Kingdom and a global Commonwealth. The design concept illustrates how she brought these dualities together: two gates, two gardens, joined by a bridge and unifying path.

    Foster + Partners’ design concept features figurative sculptures and a new Prince Philip Gate. It also features gardens – dedicated to the Commonwealth and the communities of the United Kingdom – to create spaces for reflection and coming together. Artistic installations will celebrate the nation’s diversity. A new bridge, replacing the existing Blue Bridge, will feature a cast-glass balustrade that recalls Queen Elizabeth’s wedding tiara.

    This design concept will be subject to change as it undergoes refining.

    The Queen Elizabeth Memorial Committee’s selection panel found Foster + Partners’, design, balancing formal and informal elements, impressive and capable of creating an engaging landmark to endure for generations to come. The panel also valued Foster + Partners’ artistry, use of space, technical skills and their sensitivity to the memorial’s location.

    The winning team includes artist Yinka Shonibare and celebrated landscape designer, Michel Desvigne.

    Queen Elizabeth II was admired around the globe. Foster + Partners’ fantastic design concept will be a beautiful memorial to Her life and legacy of public service. Situated in the heart of our capital, it will be a space to reflect on and celebrate our longest reigning Monarch for centuries to come.

    The panel selected Foster + Partners’ design concept from a shortlist of proposals by five leading multidisciplinary teams. During the competition the public were encouraged to give their views on the design concepts to commemorate the UK’s longest reigning Monarch. 

    The Committee also consulted experts in arts, heritage, architecture, structural engineering, placemaking and accessibility to find the best concept to honour Queen Elizabeth.

    Committee Chair Robin Janvrin said:

    Selecting the winner was no easy task. All five of the shortlisted teams produced creative designs of the highest quality. 

    Foster + Partners’ ambitious and thoughtful masterplan will allow us and future generations to appreciate Queen Elizabeth’s life of service as she balanced continuity and change with strong values, common sense and optimism throughout her long reign.

    It is an honour and a privilege for our team to be awarded this project. Her Majesty loved history and tradition, so this is reflected in the inspiration of the original design of St James’s Park by Sir John Nash. Some of his principles have survived, whilst others have been lost and will be restored, creating a family of gardens joined by gently meandering paths.

    I knew The Queen on formal occasions but also enjoyed her informality when attending events as a member of the Order of Merit. We have sought to reflect these qualities of the formal and informal in our design, with an appeal across a wide range of ages and interests. To these ends, we have discreetly stretched the boundaries of art and technology with a deliberately gentle intervention. Our design will have the minimum impact on the nature and biodiversity of the Park and it will be phased to ensure that the precious route across it will never be closed.

    At the heart of our masterplan is a translucent bridge symbolic of Her Majesty as a unifying force, bringing together nations, countries, the Commonwealth, charities and the armed forces.

    Foster + Partners will now develop its initial concept in close partnership with the Queen Elizabeth Memorial Committee. They will work together to select a sculptor to design the memorial’s figurative element. The Committee will announce the sculptor later this year. 

    The memorial will be located in St James’s Park, an area of historical and constitutional significance, which also has a personal connection to Queen Elizabeth II. It will include an area of the Park adjacent to The Mall at Marlborough Gate, an area adjacent to Bird Cage Walk and replace the existing bridge between the two with a new crossing.

    The final design will be formally announced in April 2026, alongside a legacy programme, to coincide with what would have been Queen Elizabeth’s hundredth birthday year.

  • MIL-OSI Russia: Economic Security: Polytechnic University Students Win Prestigious Engineering Competition

    The award ceremony for the winners and prize winners of the All-Russian Engineering Competition 2024-2025 took place in Moscow. About 12,000 people applied to participate. 184 semi-finalists became laureates, 110 students became finalists, and only 68 received the status of winners. Among the best were students from the Higher School of Public Administration of the Institute of Industrial Management, Economics and Trade.

    The goal of the All-Russian Engineering Competition is to develop the human resources potential of high-tech industries, to attract young people to solve promising production, technical and economic problems that are of strategic importance for the development of Russian industry. The competition is also aimed at improving the quality of engineering education through the creation of tools for interaction between educational and scientific organizations and high-tech enterprises in the real sector of the economy.

    Fifth-year students of the specialty “Economic Security” presented two works: Alena Akentyeva – “Financial pyramids, modern methods of fraud: analysis and measures to reduce them”, Yulia Kolesnikova – “Use of new technologies for illegal purposes”. The scientific supervisor was Associate Professor of the Higher School of State University Olga Makarova.

    I defended the project before federal experts, who helped to assess its strengths and growth points. Communication with other participants, dedicated to interesting developments in Russian universities, was especially useful, – shared Alena Akentyeva.

    Yulia Kolesnikova noted that participation in the competition inspires her to further achievements and helps her set new goals in her professional sphere.

    I am proud of the results of our students. The defenses of the projects confirmed their scientific novelty and practical significance. Such victories are an excellent indicator of the level of our students and the potential of the university, – emphasized Olga Makarova.

    Representatives of IPMET also took part in the competition committee. Associate Professor of the Higher School of Service and Trade, Deputy Director for Academic and Methodological Work Anna Chernikova and Head of the Department of Economic Theory Svetlana Golovkina were members of the state examination committee.

    The participation of students majoring in Economic Security in the All-Russian engineering competition required a great deal of coordinated work not only from the students and the supervisor, but also from consultants from the Higher School of Public Administration. The students demonstrated an excellent level of preparation when defending their final qualification work in Moscow at the Rosfinmonitoring base, Anna Chernikova noted.

    Moscow schoolgirl Nadezhda Yashmolkina scored the maximum 400 points on the Unified State Exam. Sergei Sobyanin reported this in his telegram channel.

    The graduate of school #1514 received the highest score in each of four subjects: Russian language, specialized mathematics, computer science and physics. During the year, she also won six specialized Olympiads and participated in the final stages of the All-Russian School Olympiad in Mathematics and Computer Science.

    The main period of the Unified State Exam will end in early July, and then the final results will be announced. But right now, only Nadezhda has such an outstanding result in the country – 100 points in all subjects.
